we'll call the meeting to order we'll start with the Pledge of Allegiance I pledge allegiance to the Republic for which it stands one nation under God indivisible with his liberty and justice for all I want to remind everyone that we are live streaming the board meeting tonight so welcome those who are joining us live via the web at this time I asked for a motion to suspend the regular board meeting have a motion by Earl do I have a second second I have a second by Pat any discussion all those in favor I have six oh now at this time I will also ask for a motion to open the Consolidated 1028 additional Appropriations hearing absolute I have a motion by Earl do I have a second second by Pat any discussion all those in favor again six uh so now we'll move into the public hearing portion regarding the 2023 jchs facility renovation so we'll start with a budget presentation well good evening everyone uh I'm Jeff Hammond I'm with Baker Tilly and we serve as the school corporation's Municipal financial advisor so I'm going to talk through a few of the parameters that are being considered by the board this evening as part of the project hearing and in my presentation will focus on the finance portion of that so um with the the first place I'll begin here in uh this evening is with a chart of the school's existing bonds outstanding so um this schedule here shows all the school corporations current bonds you'll notice that from 2022 through 2024 that annual payments are at about 3.6 million dollars and then there is a step down in payments beginning in 2025 existing Bonds mature and you'll also notice that in 2031 all currently outstanding bonds matured and repay so we'll kind of circle back to this a little later but I wanted to start just with a chart of where the school's current payments and bonds I'm going to go very I'm really not going to knock on this schedule here because this is just the day so if you have a copy of this in your board packet you can look at this shows Each Bond outstanding and what the annual payment is so so the next slide that I will spend some time on is a summary of the maximum parameters so again these will be in the resolutions considered by the board this evening and I'm going to highlight some of the maximums and first before I get into these it's important to know that at this stage in the process whenever the board's considering a project these parameters and numbers you'll see are do not exceed numbers in Max so built into these we try to be very conservative with costs we want to we don't want the school to be in a situation where the amount of money that they actually receive is less than so we always kind of overestimate costs and we also when projecting out interest expense tax rate we always use very high interest rates to again allow for some time between now and when the bonds are sold if there's fluctuation in the bond market and interest rates increase you don't get into a situation where you have to new program so I just want to preface these numbers with saying that these are maximums not to exceed numbers nine and a half times out of ten when the bonds are actually sold you would see numbers that are that um so the maximum borrowing amount for the bonds being considered is one million seven hundred seventy five thousand dollars and that would generate in terms of proceeds available for the project about 1.6 million dollars there are some costs of issuance Associated anytime you issue a bond those are things like the fees paid to the rating agencies financial advisor Bond counsel those are all built into that and that's where you get from the 1.775 down to one point s again conservative estimates at this point um we're also assuming that the bonds would be repaid over a maximum term of 15 years and in a few slides we'll get into some some different scenarios a decision does not need to be made on that until you get closer to selling the bond which were anticipating to be around August and these parameters being adopted gives you some flexibility on some different repayment um the estimated interest expense this is a maximum interest expense based on that 15-year repayment would be one million 65 550 and I'll note that this is based on a six percent interest rate um what we're seeing in the bottom market today is low four percents so again you see that that is some conservative interest rates being used um the maximum annual payment in the um in the legal documents being considered is one million 358 thousand eight hundred dollars and using that maximum payment it translates to an estimated maximum tax rate of 12.42 cents that is the maximum tax rate over the lifetime of the bonds the more important number here is that we're anticipating no tax rate increase over where you currently are in 2023.

speech language pathologist at Alan Brock really honored to be able to support such a vibrant and diverse Community I want to thank the people who gave all of us wireless phone chargers for Dave the teacher my phone is now at 100 but my bank account is not at 100 we are in a unprecedented levels of like cost of living increases and I was talking uh with one of my side reps at a previous job and he said I wouldn't recommend going to teaching because I would not be able to afford my house if I was my age today and then I either try to do the same thing looked at my parents house how much it was on Zillow they're like we wouldn't pay that I was like someone is so we're I just want to implore you know everyone who's in content negotiations Educators aren't really looking at showing up in a Rolls-Royce living in the Hamptons we just want to be able to survive in modest homes it'll put gas really expensive gas in our very modest cars and we just would really wish that we could all be in good faith and we want to get back to working way over contract as we always do thank you so much next I'm shorter hi uh my name is Sarah Jacobs I am a teacher at Shepherd Middle School I have been teaching at Shepard for 24 years uh I used to be kind of a Mainstay here but um haven't been here lately haven't really needed to and then all of a sudden here we are again again I'm tired of doing that walk I'm tired of having to come here 24 years of this um the contract that or the offer that has been offered to us it was a 4.25 raise adding three days to our work schedule that reaches out to a 2.56 raise that really that's insulting um with the cost of living that it is and you might say you know well there's three days and we packed those three days and we didn't get that money back that's over we're done we that's on our salary schedule already keeping that argument going just feels Petty at this point especially For What teachers are having to deal with right now uh since covet has come back um and this seems to be all around the summer school you guys are struggling to get Summer School site leaders I did the math on that the hourly rate is not even extended our hourly extended pay who's doing that job for less than we make for extended Duty I have to say it's been a long time since I've felt that the district has been as dysfunctional as it is currently um I'm also area acting as area grievance chair and not really a day goes by that I don't get an email with some complaint some concern uh happening at school sites the administrators are overworked the teachers are overworked and we do not get paid enough uh board members please take a look at how many people are leaving this district and how many openings there are in this District there's too many and there's nobody coming to fill them we need to do something about that thank you hi my name is Kathy Loy I'm also at Shepherd Middle School and my mom was a teacher here from 1991 until 2016.
foreign [Music] foreign [Music] foreign [Music] thank you [Music] foreign [Music] foreign [Music] thank you [Music] foreign [Music] foreign [Music] thank you [Music] thank you foreign [Music] thank you [Music] welcome everybody I see some folks standing and looking for seeds so I wanted to let it let you know in the back here we have do have seats right up front we'll get started one moment [Music] foreign [Music] ready [Music] foreign [Music] foreign [Music] foreign [Music] thank you [Music] foreign [Music] hello sorry for the delay the computers have needed to be reset for the show so we'll be getting started momentarily [Music] foreign [Music] foreign [Music] foreign [Music] to start tonight's ceremony I would like to welcome the chico High Ballet Folklorico [Applause] [Music] thank you [Music] thank you [Music] foreign [Music] thank you [Music] foreign [Applause] welcome everybody to the 2023 Chico Unified state seala by literacy award ceremony um and I want to also take a moment to thank uh Chico High Ballet Folklorico for joining us tonight it's a nice addition to our our ceremony [Applause] so we are here to honor these kids many of whom who have been at learning a second language since they started with us in Chico Unified we have a number of students here tonight from the Rosedale two-way immersion program who went up through who went up through the chico High immersion program and continued on in high school and many of those students are passing AP tests taking very very high level Spanish um and don't want to Discount the uh the students learning French as well but that that immersion program is a big uh push um towards getting students by literate in Chico Unified now the state seal of by literacy has been in place in California for over 10 years California was one of the first states in the nation to implement it and the intent of implementing the state seal of by literacy was to recognize the value of being bilingual in California um there's lots of languages spoke spoken in California and that ability to communicate in two languages is valuable to both student and society as a whole businesses no matter what study you look at they're more likely to given to otherwise equal candidates they're more likely to hire the by literate student um students also are able to move on to higher level Spanish in or French or whatever language they're studying outside of Chico Unified into higher level college courses so this really does translate into our students becoming more and more College and Career ready these students let me just go over the qualifications briefly here all the students you see coming across the stage tonight have taken at least four years of a foreign language with a grade point average of a 3.0 or higher they've all passed four years of high school English with a great Point O of two or a grade point average of 2.0 or higher additionally they need to pass the smarter balanced exam that our Juniors take in Spring of their junior year and they have to be certified by their teachers as being orally proficient so that's a very very high bar that our students have met and it's a and it's a great achievement for them but they're not doing it on their own I know as someone who used to work in the immersion program I mentioned earlier you know a lot of these kids started off in kindergarten learning a second language and that's very very um tiring for those kids it's hard work right from the get-go for the kids that didn't start immersion it's a very high bar to move all the way through Spanish for or AP Spanish which you know lots of these students have it's a very very high bar um so these students are ready for the next steps in their life many of these students also are going to be receiving a lot of other awards for our graduating class upcoming at upcoming ceremonies and so um it's a great night to celebrate them want to thank the parents of all all the parents in the audience for for bearing with your kids and supporting them through their entire K-12 career and also I wanted to acknowledge this the teachers that aren't here so that would be our Junior High World language teachers as well as our two-way emergency teachers at Rosedale for working with these kids and helping them to get where they are today um so we are going to be honoring the students in a second but first we have another performance from Chico highs Ballet Folklorico and to introduce that group I'm going to call up Jamie Fisher come on hi for those of you that don't know me I'm profe Vargas I'm the advisor for balefo glorico aren't they amazing um they're going to come out and do another song for you but I just wanted to say that this is the second year that the club has been doing shows the second year that we've been invited to perform at the Sula by literacy and we're just so honored to be able to share this night with you so thank you foreign [Music] foreign [Music] all right can we have the first row exit to the right and please take your seats again and next up we have our outstanding World Language student awards foreign to announce our world language student student achievement awards from we're going to go with Chico High first my name is Madame Pepe and I'm the French teacher at Chico High and um the outstanding World Language award for French this year goes to a student who is new to our school while this was her first and last year with us at Chico High her dedication to the French language was immediately apparent to me it is not easy for a young person to move internationally back and forth between the United States and Argentina and then within the United States from North Carolina to California negotiating different schools different teachers and different approaches to language learning it takes commitment and perseverance to maintain excellence in her studies in the face of so much change and yet she has done this seamlessly and even came to class every day with a smile it is for these reasons that I wanted to to honor Victoria alessandrony with the outstanding World Language award felicitation Victoria [Applause] good evening my name is Rachel Howell I'm a Spanish teacher at Chico High and um this award is tricky I have a love-hate relationship with this award because I love acknowledging and reflecting on how much my students have grown as language learners but I hate having to choose just one student as the recipient because it's so hard with that said this year a particular student did pop into my mind immediately when I sat down to start thinking about this this year's outstanding World Language student for Spanish 4 is a student I've had the pleasure of teaching for two years so I've really been able to watch her proficiency progress and witness her honorable and very fruitful effort to become proficient in Spanish she can and does speak to me almost exclusively in Spanish including email correspondence which I really appreciate and she takes advantage of every opportunity to learn and practice in class with just made all the difference she loves speaking Spanish and her curiosity and dedication to learning a second language have truly paid off senorita Bros Ashley I'm so proud of how hard you have worked come on down congratulations amiga will have been an outstanding student and I have loved having you in class you deserve this award Ashley Rose I don't know maybe she left she was here earlier I'll pass it on later foreign sombrosos Antonio Melendez valo Carlos Cepeda sochil Quintero Garcia Michael Musa Ruben Duran Rangel Isabella Carrillo Kimberly navarrete magnada forward uh um so is um USC Olivia videos I'd like to start off with introducing Our World Language and Gretchen Nevins my name is Marcel Gregoire I also teach Spanish here buenas noches this award that we have in the Spanish Department goes to a student that always had a smile on her face when she came to class and was ready to learn and improve her first language in addition to learning the language the student was always willing to assist her peers improve their language proficiency for example last year she invited her friends to join our lunch conversation group she learned she loved to share about her culture and was curious and interested in learning about other Spanish-speaking cultures uh and she took the AP exam last year and got a five on it Brisa Reyes we built Brisa we believe that with your charisma and your enthusiasm and language proficiency you will impact a lot of people [Applause] foreign outstanding World Language student it was very difficult this year for all of us to come together and actually select an outstanding World Language student because we have such an exemplary group amazing students graduating with the bi-literacy still this year this student is an exceptional Spanish student she has a quiet confidence that is inspiring she started her Spanish language journey in eighth grade and has demonstrated an impressive level of proficiency at each stage she's currently in AP Spanish and just sat the exam with 20 of her classmates yesterday she speaks with ease on complex topics such as the plight of endangered Wildcats in the Andes Mountains she can write with sophistication about the economic benefits of ecotourism or the role of natural medicine in the modern world today I'm not sure I can remember a student that has consistently earned so many perfect scores in both speaking and writing she is technically precise but she's also very creative and poetic in the language Chloe Alton as she's walking up I'll tell you one little last thing last year I had students write small vignettes about their life and dreams and this student Chloe wrote a beautiful piece about wanting to get to know the world and I'd like to read a small part of it she wrote momentos Alma no quiero started Chloe felicidades we are so proud of you [Applause] gracias all right congratulations to all of our students and families for your achievement we are going to have one final performance from Ballet Folklorico following Ballet Folklorico we would like to invite you to hang around for a little bit we have the culinary program at PV High that has provided snacks for us out right outside the lobby also students um please go back to the same tables and this is following the Ballet Folklorico go back to the same tables where you got your your note card where you wrote your name on it for your actual certificates the actual seal of my literacy will be affixed on your diploma prior to graduation so that's the other part of of the award that's the more official part you get to take with you forever and ever so follow again following ballet folklorica we invite you to hang out with us for some refreshments and students don't forget to pick up your certificates so I would like to welcome out to the stage one last time tonight Chico highs Ballet Folklorico thank you [Music] foreign [Music] God like a pancreas [Music] OS [Music] thank you foreign [Music] God [Music] oh my God [Music] foreign [Music] [Applause] [Music]
it also has timelines as to when you're supposed to speak to students and stuff like that from who complained about it there's multiple on Keb as well and in the Keb Dash R it states the timeline that again is inconsistent with the policies being proposed today if they're going to approve new policies or the board here is going to approve them we should be consistent within the other policies that are currently written and or be planning to edit those policies as well also if there's going to be three policies for one form that's extremely confusing especially for the the people filling them out from the community because people don't know how much they're supposed to be looking up on the website so it would be nice to just have them all condensed into one policy per Complaint Form that way that can be handled appropriately with the community thank you thank you okay moving on to agenda item 1.03 the superintendent's report good afternoon president neifle members of the asdb board of directors assistant superintendent catch off an assistant superintendent Cooper and members of the board urgency and the asdb community Welcome to our May 11th 2023 board meeting before I begin my as principal of Tucson campus after one year of working with us we are already actively searching for a new principle and I think next week Monday we have interviews is that correct Leticia we have interviews for the principal position so we are moving forward very quickly because we do need to be ready for the fall semester and finally you all are invited to both of our school graduations we just had two seniors here that beat me to make that invitation for you all to graduation before the meeting began so I hope that you can also attend the Tucson graduation as well we would love to have board member representation there Tucson campus graduation is May 22nd PTSD is May 23rd so those are my five announcements that I would like to make moving on to my presentation my report I would like to talk about accountability I'll start with a short story there were four people the first person is named everybody the second person is named somebody the third person is named anybody and the fourth person is named nobody do I need to go over those again for you so we have everybody anybody and nobody so those four people were assigned a very important task a project if you will anybody thought that everybody would do it so anybody could have done it but they didn't so nobody actually did the work so what happened is somebody found that anybody didn't do the work and they became very upset because nobody was not supposed to do the work they also found out that anybody gave the work to everybody when really it was supposed to be anybody's job but it turned out that nobody took the job and finally did the work is that confusing it is for me too but really the point of the story is the culture of accountability for asdb that's been our Focus to build that culture of accountability if you all remember our three operating principles are accountability collaboration and transparency and that first one accountability is our priority we have been focusing on that focusing on how we can become accountable for our work you all developed a strategic plan and we had four we have four pillars excellent communication and relationships outstanding student development Supreme organizational culture an effective resource management so how do you as the board know that we are accountable for these well you know because of the metrics we use so when you're looking at outstanding student development what measures can we look at or you as the board look at for example state standards and assessments you can look at Benchmark testing right now we are negotiating with the State Board of Education to develop um level grade model oh excuse me layer oh excuse me letter grade excuse interpreter error a letter grade model so each Lea must have a letter grade assigned to it and that comes from SBE so right now the acting assistant superintendent catchov is working with the SBE to figure out the appropriate measurements that are following federal and state requirements that show the work we're doing with our students when you're looking at Supreme organizational culture you could look at our recruitment efforts you could look at our retention metrics you could look at our employee satisfaction survey you could listen to our ombuds person report of her work with our community and effective Resource Management can be measured by the financial reports you receive every two months you know that we just completed the 2022 Sunset audit and that audit was very in-depth of our programming and finances and the Arizona auditor general only had one finding eight recommendations and they presented that to the state legislature and to be honest I think we got four years continuation funds because we have been so accountable up until now if we had not been accountable we probably would have gotten one or two years at most so I do want to have an emphasis on accountability we have data-driven decisions and that is helping us at the State Legislature and they were will continue to help us as we move forward so now the acting assistant superintendent ketchoff and assistant superintendent Cooper will expand more on our accountability efforts but I did want to emphasize to you the board and with the community that we are taking accountability very seriously thank you come on I have a question for superintendent Reitman this is Linda both I have a question for superintendent reichman you said that you've hired a new director of special ed can you tell me more about that person um why you chose them at this time and not previously yes so for a long time we I mean you know since the start of the agency all of our students have been on IEPs and each of our principles and our directors have a responsibility to make sure that every student has appropriate goals within their IEPs and that our itinerant services are working with school districts to meet their IEP goals for their students as well what we found especially during the time of the covid pandemic that is that we were not standardized some of our expertise varied from Principal to director sometimes there were different interpretations of requirements of the law so we decided that the best way to lead the agency in a common Direction was to have one person who would take over the responsibility for the special education component of the students education not just deaf education not on our campuses not the deaf education that we provide in our preschools or early intervention but focus on IEPs and our legal obligations that we have through idea that we must follow so we have not done the best job following idea requirements so we decided we needed to improve and be better in that area so we hired a special education director she agreed and she's starting started her career oh and turns out that she started her career do you want to guess where at PTSD as a deaf education teacher she is fluent in American Sign Language and she decided to transfer to Kyrene School District and was working there for a while and then she became the assistant principal and then she was looking for a way to come back to asdb she saw that we had advertised for the position of special education director she applied and we did select her so she's coming back to us thank you hear me there we are Okay add just a little bit to that um what the special ed director will also help us with our teachers are well educated in teaching deaf kids but many of our kids are not just deaf they have other disability areas and she'll be able to support our teachers to be able to help our kids in the maximum way because sometimes we miss those other areas thank you any other concert questions superintendent seeing none we will move on to 1.04 the assistant superintendent of curriculum and instructions report all right good afternoon board secretary caniffel superintendent reichmann assistant superintendent Cooper members of the board members of the community who came out when we're talking about accountability I'll start with some of the easy items that we've been doing um starting next year we will have instructional coaches at both of the day schools as well as in the preschool that's our way of being accountable to the teachers that we're going to have somebody there to support them as the superintendent mentioned we have had initial meetings um with some staff members from the State Board of Education regarding the a2f accountability model assisting me in that has been Patricia Waddell Lisa ancarelli as well as Christina Boyer who used to be the deaf Mentor program director um the convert it's the start of a conversation for us to find out more about the background of the a through F accountability model what areas we might be able to tweak and what areas are pretty much set in stone by state statute we do we have embraced getting a letter grade but we are concerned that there are some things in the current models um which will be a constraint to us we're all for it being fair we think the model should allow us to get an F but the model should also allow us to get an A and those are some of the areas that we're looking at right now is to make sure is there a model in place that based on what we do we could get an F if we deserve an F but we could get an A if we truly deserve an a we continue to work with the BGC the bilingual grammar curriculum making sure that that is in both of the campuses so we do have a curriculum in place that holds us accountability that holds us accountable to the parents that holds us accountable to the teachers that we're giving them a curriculum that they can use and the materials as we've mentioned in the past a lot of the materials that we use in the school some somebody has to make them and we want to make sure that that responsibility does not fall to nobody um we have three curriculum Specialists who are busting their tail to get it done we could triple that number and still not complete all the curriculum that's needed at the schools okay so I think those are some of the big systematic things that we've taken care of in the last three weeks that I've been in this role as the acting assistant superintendent which will be a temporary stop for me when we move forward with a plan I I have no intent on applying for it I do not believe that I am have the skills needed for the person who needs to be in this seat I do feel like I have the skills to to keep the seat warm and keep keep the academics moving um I've always been a strong believer that every system is only as good as the teachers that you have the average adult is going to spend 90 000 hours working we're going to spend about one-fourth of our life working somewhere we need to be accountable to our teachers that this is a place that they want to spend a quarter of their life in the last three weeks I've spent a lot of time just talking to people um so please have me some Grace if you have any questions about the assistant superintendent report I've only been in here for three weeks I've spent a lot of time meeting with people um I see a vicious cycle that we need to break soon to where everybody I'm talking to they feel like they're being stretched too thin in the duties that they're asked to do and they feel like communication is lacking and I see that being a chicken or an egg issue so we did send out a survey today that should be going out to all the teachers in the agency and all the support staff asking them for their ideas on what can we do to take things off the plate we have great teachers here we have nationally board certified teachers here we have teachers that are winning Awards we need to make sure that we're not putting more and more on them during this teacher shortage I love the cliche that every system is perfectly aligned for the outcomes that it gets um right now that the outcomes we're getting is that we're overwhelming our teachers and our support staff who are working with the kids um so we have long terms and long-term items in place but I think in the short term we need to be looking at things of how do we support the teachers that are here so we can retain them and as people are looking from the outside in at asdb they can start saying wow this is a place I want to be part of and spend one-fourth of my life so with that if there's any questions any questions all right thank you moving on to agenda item 1.05 assistant superintendent of agency operations and Support Services report thank you good afternoon board secretary caniffel superintendent reichmann assistant superintendent kachoff members of the board asdb community and staff members I want to take the opportunity to announce a new addition to my team Miss Shelly beaudine she was hired as our grant developer which is a new position for the agency her responsibilities include identifying potential new funding sources writing submitting and managing multiple funding proposals to support all of our agency initiatives her first day with us was this past Monday welcome Shelley and we look forward to you securing our green opportunities and donations for both our staff and students where we know funding is limited in support of asdb's priorities most of the work that the agency operations and support services team does is tied to as assistant super as superintendent reichman mentioned is tied to pillar 3 superb organizational culture and pillar 4 effective Resource Management each of the directors have provided to you their Department reports and for all of us this year has not come without its challenges some of the most difficult challenges facing the agency as we strive to provide the highest quality education for our students includes managing those resources and that includes our facilities our Personnel our technology and our finances we've established quite a bit of new processes and procedures as we look at continuous Improvement opportunities and we're still working through the implementation of those changes we're making every effort to carefully manage those resources and are putting in place the necessary structure and accountability needed to ensure the agency operates in a fiscally sound manner I mean we all know that we will need to continue to tighten that belt as we move forward with those increased checks and balances to implement that quality education for our staff and students um again as acting assistant superintendent katjov mentioned we can continue to face considerable challenges in recruiting and retaining staff and the team has been working with an external consultant to increase those efforts as we address this to put things into perspective with a count of over 2100 students and having over 700 staff we have over 170 staff vacancies new teaching and support positions are being created and being added to meet those pressing needs of our students and staff however a number of those vacancies remain and a lot of our staff of having to take on a lot more responsibilities including myself um and again we know that that has increased levels of stress low morale in some instances burnout due to those number of vacancies that we have and we realize that compensation continues to be an issue with attracting and retaining those qualified staff and so in a lot of instances we've had to actually contract workers to help maintain some of those critical Staffing levels more specifically within our certified and related services staff to ensure that the continuity of the education for our services for our students continue to be ongoing and that is a challenge especially as we work through the state procurement office and getting those changes addressed so the HR Business Services team have been working on phase two of our compensation or restructure project and to address Ms bross's comments about bringing forth to the board compensation adjustments before staff are designed contracts we've actually had those discussions and so we are looking at changing some of those timelines so that they are brought forth before the May or July board meeting this year's compensation adjustments as I know a lot of Staff have been asking we plan on proposing to the board at the July 20th meeting one eliminating the certified salary schedule and staff would be either moved to the related services or teaching salary schedule two we're also looking at eliminating the educational audiologists and school psychologists salary schedules and moving those staff to the related Services salary schedule we're also looking at ensuring there's consistency among all of the salary schedules that we have so we're looking at consolidating some of them as I've mentioned staff would be granted up to 20 years of certified experience and be capped at a doctoral educational level we will also be recommending those staff that are paid from the classified salary schedule in grades 10 through 22.
it has concrete around it and it has the soft surface in it if we're only talking about six or seven infants that's a big enough area for a for a playground so all that would require is a fence and uh you know around the outside of it so fairly minor expense for that as well don't hesitate to stop me if you want if you want to in any of this place in any of this conversation um so uh so then the only real facilities expense uh is because we had to think about access in the mornings and in the afternoons for the parents of these children and we wanted it to be slightly different than the access for the preschool even though the timing will be such that these children would be coming before the preschoolers and leaving after the preschoolers but we wanted something that would be very functional so on the left hand side of the photo right at the driveway you see some yellow lines right now there's a huge sidewalk section there and I'm proposing that we remove that big chunk of concrete and the two yellow lines would be how we would reroute That Sidewalk slightly and then that that little area would be you know people could pull up park there temporarily take their kids to the pre to the child care and then come back and leave there is a double a big double drive through gate there so we would want to install a walk through gate next to the drive-through gate and uh and we would want to since these are employees we would put a lock on it that would could be open with one of those key fobs that you walk up and you know kind of like we do here wave it and it would let them get in but we would also put a call box there so that if during the daytime somebody else needed to come pick up a child they could push a button and and you know ask to be admitted that way we don't have to have somebody standing there the whole time for you know for beginning and end because that would take them away from the uh from the facility to do that so this is really the only expensive piece in terms of facilities and and I don't have I don't have a good price for you right now we've put that out just to get some quotes to see what it might cost us and then and then we would need to finish that area like the rest of the parking lot that kind of ties in with some of the things we're talking about with the city relative to our conversations about Mountain View and and some some bartering of services as opposed to cash um and then the other thing of course is always security and so you can see three yellow arrows there we have uh we've completed the installation of the cameras around the district that we purchased last year they are amazing um uh they are truly amazing and um uh there were some we ordered some extras so we would install one you can see the arrow close to where this gate would be the walk through gate so we can can see what's happening there we would install one across from the three four-year-old room which would be really helpful because it would let us see that the entrance to that room and also there are two restrooms there that are used by the preschool uh and whatever and right now we don't have good camera coverage of that so it would be a nice nice thing to have that and then we would put one um in the Portico for the one and two or the birth to one-year-olds pointed kind of toward the playground so we could see people approaching and uh for that for that area so the area right behind the two buildings is the our online school and that's good no actually Our Life Academy the building at the top that has the solar panels on it the the right Life Academy is there in four in three classrooms on the end of that building so the pre what is this the building uh the building in the back at one time the Life Academy was in that building but it's not yeah it it was uh in the past right now we we lease on the north end of that building we lease a classroom two classrooms The Corner Room which is a kind of an oversized classroom and then the room next to it we lease those to Legacy foundation for backpack Buddies and uh so um you know so then they come in through transportation and and and have access to that area back there um this whole area is fenced right the whole area is fenced everything is fenced everything in our district is now fenced okay yeah we've been we've been working on that and we've been repairing some I will tell you there were some there was some damage to these fences in the back and Mark found them and we've been having them uh repaired as we go along um the other thing is at the upper left hand corner you'll see where it says a new PS gate and then you see an arrow there for a camera currently the preschool children are being checked in through the cafeteria and brought all the way across campus to the preschool and we started that kind of post covid post covered Tammy yeah and and I'm not comfortable with that long walk for them in that situation and I let them do you know I let them continue this year but I said we need to change that and so um not as part of the of the child care plan we will do this other part anyway but you'll see where it says a new PS gate so we'll install a gate there and then parent uh preschool parent pick up and drop off will be there and then come right down to this building for the students who come on the bus for preschool they will come in the back clear on the right side for through transportation and there is a gate just at the southeast corner of that 700 building that back building the distance that they would walk from there to preschool is not anymore than they've been been you know even the uh the special needs kids who are on the buses are going right now so it's it's a trade-off the other reason that I'm I'm looking at all of these things in the big picture is that the city has approved 400 housing units in the property across the street across Marina from Desert Valley School yeah and so we know that there will be children initially those children especially if they use units are on the south end of that property but regardless the first hundred of those students could go to Diamondback because Diamondbacks enrollment is down significantly and so we would make plans for that but if there are 400 units its entire and Desert Valley is full there's it's entirely possible that we would need this campus for a small k-4 and so in the process of talking about all of these things I wanted to think far enough ahead that we would not have to think about moving the preschool again and if we have the daycare or the child care we don't have to move the child care and so I'm trying to look four or five down years down the road in terms of what we might have to consider so that leaves the whole building that you cannot see on this map that's north of the the um the main building and this back building uh clear on the right that gives us 18 classrooms in those two buildings if we need them for for a k-4 what a good idea to are you talking about the quality of the parking or the quality of the parking all this stuff is pretty pretty bad um no I'm talking about the number of parking spots for right now I don't think so and that's one reason I wanted to make this adjustment down here and make a drop-off Zone because you can see the cars that are in that lot right now are our employees but the parking that's that you can't see that's just north of this main bill or the you know the office building is not full usually so it's shifting those folks down a little bit or maybe one or two cars but I didn't want to have to do that so if if this loading zone if we create this loading zone and unloading Zone we're talking about that being fairly quick and not taking up these parking spaces I also think that at the point where we can improve the quality of our parking lots it's not such a big deal and this entry because this is it's dangerous walking across this drive it's dangerous and so of course that's part of our conversations with the city and um uh so you know I anticipate that it's going to be much improved um can't give you a timeline on that at this point but you know much improved for the preschool then what we would do is because Behind these cars that you see parked here across on that other curb is no parking but during the time that we're doing loading and unloading for the preschool we could have some temporary we could set it up so those are temporary parking spots for people to you know to Stage to come in and or to sign in their kids so we've been trying to think about all of that and count the numbers and and we think that that will work could we use more parking yeah it's a possibility I'm not quite sure where we would put it other than below where you see the X's here if we were to we could come in to the end of the kindergarten playground or what used to be called the kindergarten playground we have some space down there if we needed to why couldn't you take the if you're taking out the concrete down here in the in the left hand corner why can't you take that part of this concrete we could I hadn't even thought about that but we could because that would add at least 10 maybe 12 parking spots I'm just thinking that I when I have personally gone over there it is the parking is just so hard it is hard especially if I'm driving my truck yes you know because yes it's very very limited and very very skinny so you know like I would maybe just think about it well and I think Melinda I think you've got I think you've got a point there I think maybe right that where we're putting that gate we might not want a parking spot right there we might that want that to just be a loading and unloading but just north of that between there and the flagpole or clear on down we could probably put some we could probably do some things with that so we'll look into that well I like that that's an idea yeah um so we're going to have actually for the the daycare then there are going to be five adults to take care of these 21 kids no if you uh no we're really talking about six adults and a director two adults per room and I know I know you're looking at the the low numbers so like the the toddler room that right now only has three if you only have one adult in there that person never ever gets a break and the work and the the hours are 6 30 to in a.m to 5 P.M so we've we've got to have some we've got to have a little wiggle room now one of the pieces of wiggle room um is uh that in the three four-year-old room that's 11 kids right now it would be 11 kids there are two adults in there so at the point where the four-year-olds go across the sidewalk and join the join the preschool program the the one adult one of those two adults can float these other two rooms so they can give people a break you know and then give somebody a break they can cover for lunch they can do some of those kinds of things uh but I don't think we would want to start this and that person also then because they're a floater becomes a really good substitute so if one of the other folks is absent that person already knows the routines and the practices in that room and it's and it can be a good substitute and of course the director can always be a substitute as well um so I don't think we would benefit at all by short staffing this um this process if we were going to do it so my guess my question is at 20 to 25 a day for per kid right um is this going to be self-funding the idea would be to have grants that would help fund some of this so first things first might have some money uh you know if we're if we apply for some grants there are a number of other grant opportunities out there um I can't give you a lot of details about that Tammy do you know some things about some of the other grants that are available if so come up please so you can help answer so there is a new Grant it's called the birth births of five grand it just came out May 1st and so I Jen and I have looked at it a little bit um it's due in June and so there's part of that if we're we're still trying to understand a lot of it but part of that would be for funding to start a birth a birth of the infant infant room in a toddler room and so there's that possibility I also have a current Grant um for coyote can't even the stabilization Grant that's ending in September I've been talking back and forth all day long with them and I have a meeting in a few minutes to go to but I might be able to use some of that money that is that we currently have to help with some of the some of the purchasing of the materials for this for the daycare rooms as well I'm still working on that and so but yes so there are there are some things available and I'm guessing on that amount uh Melinda that's why I said estimate the proposal that the high school is doing for tiny T-Birds for next year is that they're charging their they plan to charge their employees sixty dollars a week for each child so and they're only open Monday through Thursday so that's 15 a day their plan was for anybody else so our employees or Community people they were talking they're talking about 145 dollars a week and so and and for the infants there would be 150 a week for four days so I I kind of picked something in between you know we don't our employees tell us that the amount of money is not of huge concern to them the big concern to them is that they have a stable place for their kids and that they their kids once they're enrolled can't just be oh we now have some other people who take priority so you have have to find someplace else for your child and that's the way tiny T-Birds is set up for next year so and and there are waiting lists for all the daycares in town so I understand why our our employees are anxious about you know about this situation so I'm I just made a guess because I thought I thought 150 was a little high but maybe not maybe not it might be fine that for five days that would be 25 a day thirty dollars I thought was a little high which is what the high school is doing for four days it would be thirty dollars a day so you know I thought okay um and we're not looking to make money on this we're looking to break even and I'm not sure that we would know how that's going to work until we run it for a year you know how Break Even is going to look so the trust is going to ensure the program well our insurance premium go up it would it would um they couldn't give us an amount at this point not a huge amount the rooms are the rooms are already insured because all of our properties are already insured and insured for liability thanks Tammy um uh so it's whatever else that they you know might think be would be a liability on this Rel you know other than just the property liability property liabilities already covered okay I'm trying to think if there was anything else that I really wanted to Caroline just get a question refresh my memory because it's been a while um those playground um equipment it's all covered yes these are covered all of the preschool playground stuff is covered yes yeah there might be a couple of like one toy or one thing that's not but all most all of it is covered okay and the big playground that you see here between these two buildings is bigger equipment and whatever but we're the fence that is keeping keeping our life Academy kids from using that that piece of fence is coming down so it came down today okay um and so so those kids will be there but there is a there's a fence between a six foot fence between and it has not been a big issue it's not been a big issue so no I think Miss Hall keeps those kids yes pretty yes very much so very much a tight ring and the pro that program has functioned this year exactly like I have always envisioned that it should function so that's been really refreshing um licensure you can see that the current license we have licensed for eight up to 85 uh three and three to five year olds and um we are looking already at started the process already so if I do including all of the daycares total so because we would also we would have to have the birth to three licensure which we do not currently have right okay we have three to five for 85 kids and the preschool is running 75 kids and then preschool all of the highest number for the daycare so yeah yeah and preschool is just is just exploding so especially the preschool handicap has just exploded um so um you know so we we're going to need all 85 of those and more for just the preschool um and I meant to I meant to also give you a calendar and I forgot to do that but this would need to depending on well we would just we would just have to set it up because we can't decide oh we're not going to operate today in terms of employees who would work in the child care center we couldn't just decide oh okay we're not going to open today because we have no kids um you know we have to presume that we're going to have kids going to have kids from the first day that our principals return so in next year's calendar that's July 5th and through summer school in June of 24.
before I go forward and go through the presentation um as swiftly as possible I would always like to remind everybody of the hard work that goes into putting together these budget forms and everything that goes along with it Miss Mary Del Speidel and her team do an amazing effort during an extremely busy time right now as we've been working with Auditors for the last few weeks putting everything together she gets it all nice and ready for me to put together and do a presentation so I'd like to extend a big thank you to her and her team I would also like to first just say why are we here budget revisions we do have until May 15th so before May 15th is our last time to revise a budget for this fiscal year and because we are adjusting or doing a budget adoption with that adjusts our RCL we are required to do a public hearing as well um just before I go start going through the slides and explaining what's going on just a quick little um overview of the processes that we started this back in November of 2021 when we start looking at our demographics our projections roll into 2022 for the first six months we work on IBA other budget adjustments work with the board work with our team then we put together a proposed budget in June of 2022 then we do it an adopted budget in July this was one of the first times ever we turned around and revised the budget right again in July because the legislature gave us some more money then we turned around and revised in December the December revision was to clean up to pull instead of estimated rollovers and expenses we moved to actual we moved to actual and current year funding for our revenue and we pulled our carry forward budgets forward in actual instead of estimated so December was a big cleanup and a lot of changes the May revision typically is at towards the end we're moving from our 40th Day to our 100th day ADM so getting those final technical adjustments even though there will be one more adjustment after this but we can't do anything about that because our deadline by May 15th and that is for all of our concurrent Roland students that are online and other institutions we don't know what ADM will split will that happen so we'll probably lose some ADM in July that we won't know about and we'll adjust for the next year but it is a long drawn out process this year for this budget revision not this year this budget revision we are doing a lot of little ups and downs and so we have some increases in Revenue that we didn't anticipate some decreases in ADM and then we are moving some money from mno over to Capital as we're addressing our needs and making sure that we can meet all of our commitments we are moving some money over from mno to Capital so just a quick summary of some of these changes you could see our revised budget so overall total let me also just say between our m o and capital the overall total is a net increase but we are moving money from mno over to Capital and putting the increase over into capital so we are moving some over and you could see a reduction in our revised budget number three compared to number two that we're moving about 800 or about a little over a million dollars I'm sorry I'm doing math the backwards way uh sorry back to the 800 900 000 moving out of mno um and then that is going over into our Capital fund so you can see our Capital funds uh going up from 16.7 to 18.4 and then we also then update our final budget revision we update some other numbers one of them billion our emergency building renewal grant program and you can see it's at 14 million dollars so that's something we've talked about many times of how well we're doing and partnering with the school facilities division of the state um I think I don't know if it's on this agenda item or next uh agenda flow through me a lot but I think we have another three million going through the approval process right now and we continue to look for ways to maximize our efforts with the school facilities board um for our classroom side funds nothing is changing that is once we rolled over and it had the previous year ADM that was locked in we kind of finalized what we think we're going to be with the federal grants that changes a little bit because of our extra spending and plan spend state grants locked in same in our food service as we've noticed the expenditures coming in higher we do have the revenue especially from two years ago but also from this year where past the break-even point and so we say our expenditure is going up by 2 million in that as well as always we put all of our reports and all of our information on our website and I don't want to hit the last slide because that says questions but as always I put together the rainbow report and that's really just to be focusing not on all funds but just to give the board a perspective of where we're budgeting and what we're looking at in just a few of the funds that we look at the most mno classroom site fund and our district additional assistance fund and so you can see our percentages on that the 59.4 in the classroom we look at that we look at Administration which is 8.5 percent so we're looking at just a few thirty thousand foot view just to make sure we're operating and we have the comparison from the previous years on that as well the biggest increase is under transportation and other and that's not really Transportation it's the other side which is construction we have a lot of construction going on in some of our schools and so that amount went up dramatically and you could see a two percent increase in that transportation in other category I do put the auditor general dollars in the classroom down at the bottom so you can kind of fall and see where we're tracking and where we're going um it's kind of been a eventful year with lots of vacancies lots of uh increase in our sub fill rate our employee referral program has worked and so this budget kind of realigns all those expenses to account for all the ups and downs and ins and outs of our school year that we've happened this year to get us to the June 30th so I will step aside and either ask any questions from the board or we can let any public community members speak at this time foreign I just have one question um what about the legislature now that they've approved a budget that's on the governor's desk then when will we see how that impacts um Madam President Pro 10 members of the board this is this year's budget so we will talk about next year's budget at that agenda item and so yes I will talk about that definitely anything I'll open it up for the public to comment okay I'm sorry I didn't hear that oh okay oh thank you anyone else okay thank you so much all right and now we'll move to item C1 audience with individuals we do have one I'll go ahead and read the confidence or the statement this is the time for the public to comment members of the board may not discuss items that are not specifically identified on the agenda pursuant to ARS 38-431.01 H action taken as a result of public comment will be limited to directing staff to study the matter responding to any criticism or scheduling the matter for further consideration and decision at a later date in order to facilitate accomplishing the business of the district in a timely manner a time limit of three minutes will be imposed for each individual or group addressing the board when you approach the podium please state your name for the record and tonight we have Dr Jody Weber good eating superintendent Madame Pro term and members of the board I'm Dr Jody Weber much more importantly though I am Mimi to this boy elysio via Alba Alicia is a second grade student at Mountain View and has been a proud mountain lion his entire educational career he also happens to be my favorite person on the planet and if he were here right now and heard me use the word Planet he would launch into about a 30-minute diatribe about all kinds of facts about the solar system which would be 100 accurate he was doing division at age four and has a beautiful way of seeing the world around us he is on the Spectrum and is in the special education program like many on the Spectrum he struggles socially and needs routine and predictability last year his family expanded which necessitated a move my daughter his mother spoke to an administrator about Open Enrollment policies before the move she was told that since he is an existing student he would be able to continue at Mountain View she chose a home just outside of your District's boundary and has provided Transportation all year to ensure that alicio has the stability that he needs however earlier this semester my daughter received a notice to submit a required open enrollment request she complied but Alicia was denied my grandson was destroyed at discussion of changing schools and said but I like my school and I finally made friends a course we connected with the school and with the District staff to whom we were directed the decision was supported with Arizona revised Statute language specifically indicating that open enrollment statutes allow District to set capacity limits for specialized programs that's true very valid in fact the language is taken directly from Arizona revised statute 15-816.01 what is not included in the district justification is the complete statute language that exact same statute ARS 15-816.01 also States anti-quote a school district shall give enrollment preference and Reserve capacity for students returning to the school from the prior year because alicio is a pupil returning to school from the prior year and because the statute states that capacity shall be reserved he should be permitted to continue at Mountain View I'm sure you're already aware that your District policy is uncommon and I hope that you choose to reconsider the decision for Eliseo the district's refusal to allow a special needs student to continue and the only school he has ever known not only violates the state language it seems exploitative of the most vulnerable student population if adherence to state law is not enough of a motivator to revisit policy I ask that the district act with moral imperative to consider the best interest of students specifically my grandson if humanity and morality are not strong enough motivators to revisit policy perhaps the district should consider doing so to avoid managing complaints made to the office of civil rights thank you Madam president pro tem we will follow up with Dr Webber okay next we have item D1 do we have a student update Madam president pro tem I'm going to turn this over to Dr crotto thank you Dr Dean Madam president members of the board cabinet guest tonight we have Haley Crawford from Valley Vista here once again so Haley it's all yours we have a special guest with you too so go ahead and introduce good evening Madam president members of the board as you guys know I'm Haley I've been with you guys all years your dslc Dysart student Leadership Council liaison and it's been my honor to serve this term being your liaison updating you guys on our meetings this is Val shall be one of the two students taking over for me next year as I move on to secretary for Diet Start student leadership Braley will be coming at the next meeting as well as will Val and they'll be taking over from there first off I just like to say it's been a wonderful year with you guys getting to know you guys seeing you guys around our campuses and just coming in every day seeing you guys and telling you what's happening at our Council speaking of our Council we just had our previous conference for all the student councils in our district and went really well it was exploring leadership and we all dressed as animals we thought it was really fun and we talked about leadership and what it means to be a leader we also all had our proms all of them turned out great we were all super excited for a lot of us it was senior year Proms and for a lot of us it was our first time planning a prom so that was super great we had our last dslc meeting last Tuesday it was really sad but we said goodbye to our seniors and we welcomed in our new incoming officers which I will be talking about right now our current president for the next year is going to be Kimberly from Willow I will be secretary it will be Brooke from Dysart and then as I said it will be Val and Braley also from Valley Vista so you guys will be seeing all of us we'll be making sure that we're all attending the board meetings just to come and show our support for y'all as you guys support us this upcoming year and then lastly I would just like to say goodbye and thank you guys for letting me come and speak with you and talk with you about all the good and the bad that's happened this past year and I really appreciate the opportunity thank you so much next we have the superintendent update Dr Dean thank you madam president pro tem members of the governing board cabinet in our community I'd like to start off by saying thank you to Mr musee who has taken uh the role this year of um being the facilitator for the Dysart student leadership team and what a great job he's done as evidenced by our great students and and Haley thank you for serving as a spokesperson this year Bob we look forward to let me rephrase that Val they look forward to seeing you here next year so very good this is uh you know there's a lot of weeks during the year a lot of days that are announced as recognition days and those kinds of things and sometimes there's different days for the same purpose but we know that this is teacher appreciation week and so we want to just take a minute and thank all of our teachers and and the tremendous work that they do in what I consider to be the greatest profession in all of the world um you know as teachers we we build the future and we continue the opportunity for our our democracy to continue and and uh thank you to our teachers thank you for all your hard work and thank you for being part of our team also last week with staff appreciation week and so we don't want to uh to uh go without thinking all of our staff and as we get very close to the end of the school year we just want to say thank you to everyone on our team for all the great work that they've done throughout the course of the Year there are nine school days left and we are looking forward to the last nine days and our teachers and our staff and our administrators are doing exceptional work with our students all the way till the last day speaking of getting close to the last day of school graduation is right around the corner I'm just a reminder that graduation is on Monday May 22nd and we are looking forward to celebrating with all of our graduates on what is an absolute blue celebratory day and so we look forward to that like to remind the board that uh tomorrow State superintendent of Education Tom Horn is coming to the district he is coming to celebrate two of our schools that were in the top 10 of all schools in Arizona district and Charter for academic growth and both of these schools did a tremendous job of turning things around and so uh superintendent horn will be at El Mirage Elementary School in the morning at 9 30.
you're very familiar but the units that that we're looking at in this case most of them are still R22 freon which you can't get anymore uh they're eight greater than 15 years of age at this point so getting getting maintenance parts of them is starting to become problematic Etc so there was a very targeted effort to maximize the value to the district okay how much money have you saved us over the years oh God you have to ask that um I should have known we've paid we actually haven't I don't know that we've actually targeted or came up with a total I can tell you we were talking about this at lunch a few weeks ago you guys haven't adjusted your utility budget since we started doing work for you yeah you haven't had to increase your utility budget the entire time even though you've added square footage to square footage and rating increases rate increases right it's been a great thing unfortunately I have to say this might be the last time I get to come and find you guys because the next time we the only thing we can think of that we will be able to do is when you build a new school similar to what we did for uh the mountain and for uh Glenn Gladden will build the solar when you build the building so right yeah it's been a great partnership and we're now at the point we're going to try to get you some award recognition too because I'm we're pretty darn sure you're the most efficient School District in Arizona right now cool and a little bit left between the things we're not doing we looked at but aren't doing if the district does those with the remaining bond funds you have over the next couple years you will reach that Net Zero Energy use so I think you're you're under five percent as a result of this project so yeah all right it has done great work we'll see in a year or two then all right thank you thank you 2009 seems like yesterday so I'm going to just saying thank you um next item is item J5 and that's to conduct an executive session can I have a motion please I move that the government board document executive session presumed to ARS 38-431-03 A5 for the purpose of Consulting with Slash and or slash instructing the board to representative regarding negotiations I second all those in favor aye aye thank you for coming thank you
has everybody had a chance to review the meeting minutes yeah and we'd like to make any questions or comments questions but we like to make a motion to approve those minutes as presented I'll make that motion thank you Mr Miller Camp do I have your second oh second a second okay roll call please yes and uh Greg Meyer yes hi yes Tyson search yes yes perfect passes with that our next item is recognition of our retiring board members like like Scott middle camp and Tammy Hines for their time on the board it is a very thankless job but the pay is well worth it right now yeah exactly we received no pay and no gratitude and that was a lot of gratitude and it is self-sufficient but uh Tammy is not here but Scott Tammy have been a just a really integral part of this board and they both just care very deeply they both are very intelligent people they bring a lot to the party and they're our senior board members so you guys have been on longer than anyone else and just as of tonight Scott always catches the little stuff and keeps me in line and I appreciate that I definitely need it scatterbrain but uh the the knowledge especially Scott has of the district and the history and everything else is is really phenomenal and we do reserve the right to call you for some advice yeah I'm always there you got my number I appreciate that I think we do have a little something for recognition for your time on the board and you do get paid oh that is cool have the Board of Education we thank you for your service thank you thank you very much thanks Scott thank you thanks for 15 years yep 15 years this is awesome because Eagle View we resurrected that From the Ashes well that's right back then yeah it's wonderful now I can say back in the day just like an old dude right about 10 years ago right yeah you were involved in the Middle School no middle school was right before right before me yeah yeah like I'm very sincere appreciate everything you've done and you're ready no I I appreciate it this is I moved to this District I moved to Colombia because of this District um we came and visited uh the elementary school we sat in on a kindergarten class uh we had we had purchased a lot to build a home and that kind of went sideways so we didn't get here in time for Kelsey to start kindergarten but we found another lot we built another built a home and she started fifth grade here so she went right into Middle School at the old unit building and uh we figured that'd be the best transition for her going you know what kids were going from elementary to Middle School he's now 30 and gone my son went all the way through school here too so but we did we chose this District um Dr B sat down with us and and talked to us about what what this District was all about back then and uh we wanted a place to raise our kids it's awesome well Scott and Tammy both are the first ones to step up and it's got as everybody knows served as president before me and did a better job than I'm doing but uh it's uh it's rare to find somebody that's in it for the right reasons and those two are definitely on the right reasons so thank you very much and with that is a Bittersweet moment because it's sad to see our departing board members leave but it's exciting to have some fresh ideas and faces in our midst so I believe it's time to seat our new board members we have to privilege canvas oh that's right that's right I'm getting I'm just so excited to get you guys all right okay I'll try all right so so this is my first time singing board member so I'm a little uh Scott went just like that all right um so we need to approve us the canvas of votes from April 4th 2023 the county clerk is responsible for the canvas the votes and the board only needs to review and make a motion to approve the canvasive votes from the April at least review them make sure emotional so we need to make a motion to approve the canvas so the votes for the April 4th 2023 Consolidated election so if anybody would like to make a motion to approve the campus of the votes from the April 24th to 2023 consolidate election as prescribed which provides there was a total of 1 896 votes for Lisa Schumacher 1624 votes for Kelly is it Maurer sorry yeah you might as well wait because they have to do that as part of the motion okay yeah the board member has to do that yeah Nancy I am just [Laughter] all right would even like to make a motion I'd like to make a motion to approve the canvas of the votes for the April 4th 2023 Consolidated election as presented which provides there was a total of 1 896 votes for Lisa Schumacher 1 624 votes for Kelly Moyer and 1 673 votes for Noreen Friedrich [Music] [Laughter] so we have a motion we have a second yes Tyson second okay thank you all right all in favor all right all right any opposed so all right motion carries now word Minister the oath of office thank you sir [Music] go ahead I gotta go straight down here before they take them yep hey you have big shoes to fill 15 years I think the proper phrase is there's no tag backs yeah I just want to go this way just tell us where you want it good attitude all right so if you're read after me I and your name yes pull up here so I in your name do sound we swear or affirm that I will Faithfully discharge the duties of the office of member of the Board of effective 119.
so we looked at that chart with the current bonds as those bonds pay off it gives you opportunities to ramp up payments on new bonds with the overall goal of keeping your tax rate consistent over time so the next slide here this we've put together three scenarios um does not mean that the final form of the bonds if the board decides to move forward needs to look like any of these but we've kind of done some bookends so in order to um repay the bonds in a way where there's no tax rate increase uh the minimum repayment term would be a and again we've set that maximum at 15 years so the ultimate repayment term could be anywhere in between those but hopefully these three scenarios kind of give you some money so again the borrowing amount of the one million seven hundred seventy five thousand you see the interest expense associated with each of these three repayment scenarios and a way to what if this is similar to in your personal life a mortgage if you're looking at a 15-year versus a 30-year mortgage mortgage with the 30-year mortgage you're going to pay more in interest over the lifetime of the loan because it's outstanding however the trade-off is that your annual or your payment that you're making is less so that is the the trade-off here with the longer repayment term there's more in interest that accrues simply because the bonds are outstanding for longer but your annual payments are less and that can sometimes preserve flexibility if a few years from now you wanted to issue another bond to keep your tax rate consistent um that's really the trade-off between these three scenarios again with all three of these we're able to structure in a way where we can keep your keep your tray consistent with where it had so this is showing the five-year repayment and the kind of foolish color is the um those are the existing bonds that we looked at a few slides ago and this other blue color represents um illustrative payments on a five-year repay ing so in this scenario you'll notice in 27 and 2028 payments on on this proposed Bond this would be a scenario that minimizes interest costs over the life of the bonds but you'll notice it kind of keeps payments high for a few years which may as you consider additional projects in a few years from now that may kind of eat into some of your capacity to have your repayment scenario the next one is the 10-year repayment and you'll notice um quite a bit of difference here in how this 10-year repayment fits on with your existing debt so you have a pretty substitute pretty substantial step down still in 2027 and then even more room in 2028 and on to look at additional projects or to look at um a larger borrowing perhaps a few years from now again that can keep your payments consistent over time and then the last scenario here is the 15-year so again this is going to be similar to the 10-year scenario but even more pronounced so the annual payments um are even smaller and again it just preserves additional flexibility for future projects that I have one additional slide I want to go through here and this is the school's current General obligation so the last few bonds that the board has taken out have been with mortgage bonds bonds you may remember there was a bill ration involved with those though from a Debt Service standpoint a first mortgage Bond and a general obligation Bond are very similar they the tax rate is is essentially the same payments are the same it's just a slightly different mechanism s showing those bonds these bonds will be General obligation bonds so there's no need for building Corporation to be involved the legal process is a little more straightforward but you are bound by this um custody formula that's determined at this so I just wanted to share briefly kind of how this works and show how proposed 2023 bonds kind of relate with this with it so it's a weird formula I don't know where it came from but it is consistent across municipalities throughout the state they have to follow this formula for General obligation bonds and how you get there is you take your current net assessed value you divide by three and then take two percent of that that gets you to your debt limit and then you would subtract out the principal amount outstanding on any current bonds go bonds or general obligation bonds that the school has with Jennings County there are no one currently outstanding so there's nothing to subtract and that 6.9 million dollar number is your bonding capacity capacitor if the board decides to move forward and issue these bonds you would subtract out the one million seven hundred seventy five thousand from this number and what's left would be your remaining capacity believe that is it yeah this is just a summary of the assumptions that we use I think I highlighted um so that is my portion I'm happy to answer any questions that you all may have and I'll also stick around if the public has any questions to answer them so first we'll start with board does anyone on the board have any questions okay I guess I do have a question let's talk about having a zero impact on taxes an estimate how often are you wrong on the on the so we we say the tax rate right so with those there are quite a few variables that goes into determining the tax rate and that assessed value is one um the schools was up 15 percent last year there it's it's a little in the weeds but the school corporation has in The Debt Service fund a large cash balance so worst case scenario if there was no growth in net assessed value we could use that cash balance to make payments on these Bonds in those years before debt really starts to step down and alleviate the tax impact that so and also by adopting these maximum parameters they're they're really do not exceed numbers so kind of binds us with with where I guess another way there's no real intention to raise the cost taxes to be right correct there's always things that are kind of outside of your control with the tax rate if net assess value dropped you know 30 40 percent that's obviously outside of your contract rate but with everything that we see including that cash balance we don't project any kind of thing any additional questions from the board hearing none is there any questions or any comments from the public okay well then uh at this time that I need a motion um to close these hearings by Earl do I have a second second second by Mary Lynn any discussion all those in favor 6-0 and then now at this time I need a motion um to resume the regular board meeting I have a motion by Travis do I have a second second my Cheryl any discussion discussion is in favor I think so so now we'll resume the regular board meeting so first item on the agenda is to approve consent agenda items so do I have a motion to accept consent agenda I have a motion by Earl by the second second by pack any discussion all those in favor except I think the girl raised his hand um okay um at this point I would like to ask if there's anyone present who would like to um speak to anything any item that is not on the board agenda or that is on the abort agenda this is your opportunity to speak publicly hearing none then we'll move on to Old business and we start with the programs Mary uh yes I'm just asking for approval for our k-6 social studies curriculum it will be a five-year um plan for printed and online Studies Weekly we do have some teachers who are already using using for approval okay and this was a topic for the teachers yeah okay do I have a motion to accept the elementary Social Studies textbook adoption so I have a motion by Pat do I have a second I have a second by Cheryl any discussion Carrie remind me please one more time we did give the opportunity for community members to also review this textbook we had it in our newsletters and I did have several parents look it over and give suggestions on all of them great any other discussion hearing none all those in favor so now we'll go down to new business under programs we'll talk about the PACE program update update we started the PACE program this year kind of in response to an increase some behaviors and things that were happening as we adjust expectations of students and start teaching the students more of what we're wanting them to do in the classrooms um so we started the PACE program which is our Panther alternative classroom environment this is um used as an alternative to expulsion so students rather than being expelled or being put on a homebound situation they're going to a classroom off-site at our Jennings County Education Center did you guys approved for a paraprofessional to be hired to split so we did not have to hire a teacher right away some of the things that they've done there is they work on the classwork most of the students in there are working through a from the teacher and then we do have a few students who are far enough along in a class that it made more sense to keep them working with the teachers at the high school or middle school on Google classroom they also have worked on Career exploration and just regular career skills they filled out applications they've done some mock interviews with the teacher they've worked through appropriate etiquette for an interview handshakes how should you dress how should you greet somebody when you go in for an interview we've had four students who have decided they wanted to fill out applications and try and find employment in our community to have already been hired and two have interviews scheduled so we're working on that they work on social skills in the classroom they work on conflict resolution many different personalities in this room so learning that you know it's okay to disagree with somebody how do you handle it if you disagree with somebody say work on manners please and thank you if they want to do something they have to ask politely they have to treat the others in the room with respect and they treat the staff with respect um they take responsibility for the classroom the students every day at the end of the day pick up all the trash in the room they take the trash out to the dumpster they sweep the floor they mop the floor that needs mopped they have dishes they've used during lunch they take them to the sink and they wash them Dustin Benz over there has asked them occasionally hey can you help me we've got a event coming up why don't we go around they've helped them clean up trash they've helped them pick up building so they're really learning that responsibility and so one of the things they also they all respect for yourself and so respecting themselves enough that they make better decisions when they go forward some of the outcomes on this um we've had 20 students assigned to Pace during the year so there's 20 students who were not put on homebound are not um expelled from school as of yesterday morning they had earned 115 credits I received a text right before this that four more credits were earned today there will be many more that are earned we do have like I said a few students working through Google Classroom so those credits won't be earned until the end of the semester but those kids working through Google Classroom are passing all of their classes so that will be more credits earned in that last week of school we are receiving compliments from teachers and staff some of the ones that are working on Google Classroom those teachers have taken a prep period and come over and saw them and they've commented on how respectful the kids are in the classroom they sit there and you know yes ma'am no ma'am please thank you uh the bus driver that drives them over said she has never had more respectful students on of us um even to the point she's actually buying them lunch one day as a thank you so um they're also working with each other to complete work we have some students who are good at math some students who are good at science language arts so they see another student in need and the teacher is busy working with another group then they go and help them they try and work with them on self-editing we have one student in there who's an upperclassman and he is really working with him when he sees them if they do something nice he's like hey good job dude he's high-fiving the seventh and 8th graders that are in there and they love it they really are this little family unit now so we did because the numbers got up to 17 at this point because we did have a couple that went back to their original placement um moved over the para here at the end we had a hard time finding that Pharaoh we did find somebody who was interested but with only you know I've left the school we've decided to sub it in it made more sense than trying to hire a new person here at the end and so those two people are really working well together they're able to take smaller groups they're able to have one group that is getting a little antsy one can take them on a walk while the others who are still working so it's worked really well having that teacher and that para in the room as well so we had mentioned we bring an update since it was a pilot program this year so Mandy was sharing that update and we'd like to come back and you said that Tony made any not make it we did have a couple that no but not for behavioral issue issues we've had a couple that had to go because of some medical reasons but I will tell you the ones that had to remove be removed that classroom for medical reasons they still get on their computers and she still monitors them on go Guardian any additional questions for Randy that item was an inform item so thank you for that the next item under new business is latchkey 23 28 to 26 contract approval son yes so we opened up our last few bid and we have to do that every three years throughout the process we have narrowed it down to the Boys and Girls Club and I would like to ask for approval to have the boys and girls I have a motion my Travis do I have a second second I have any discussion all those in favor 6-0 congratulations we'll move down under a professional staff under recommendation stepping in for lease on this for this evening and all of the recommendations are for the 23-24 that I'm going to be so Dylan Boswell asking for approval for him to be a Brush Creek Elementary teacher Hannah Clark who has been our Behavior specialist at Grand Creek asking for her to move to a permanent teaching position Josh Land who asking for approval for Josh Land to be the high school assistant principal Sam Lau from Sand Creek teacher to a Sand Creek instructional coach Cassidy olds for Sand Creek Elementary teacher Damien Rigby moving to a permanent position as a jcms social studies teacher and Caitlin roll moving to so asking for approval for those do I have a motion for those recommendations have a motion by Maryland do I have a second so I have a second by Cheryl any discussion all those in favor fix up maybe we have something to do we have Dylan Boswell here this evening and we also have Josh Land and we like to have a tradition of having to go around and Shake everyone's hand and you gentlemen will walk through congratulations thank you congratulations congratulations congratulations we're happy to have you always great to hear that we're joining having people come and join our team I believe that this is an amazing School Corporation and I'm happy to be associated with it um so thank you and thank you guys for being here tonight let us shake your hands um so next we'll move down under support staff we have another list of recommendations I have a long list asking for approval this evening colored barns for a summer custodial intern I've been here for 16 years myself I am one of I think five art teachers at our district I'm the only art teacher at Shepherd Middle School and I have to tell my students that we can no longer have our art show that we usually would have we haven't had it since 2019 and I was really really hoping that we could do it this year but I put in nine hours of unpaid labor to put that art show on every single year and I can't do that while we're in and pass like this um I tomorrow I think or within the next couple days I'm gonna have to tell my students I'm really sorry we can't have your parents come and see your artwork because I can't I can't put on the art show um I promised them they were going to have an archery I promised them last year we're going to have an art show this year when when parents could come back on campus but because of the actions of uh or the inactions really of uh the board right now and all the negotiations being stalled like usual um I I can't I can't put it on um even if I got paid for the hour that would be there with parents it doesn't pay for the nine extra hours that I put in every year um I put in thousands of dollars of my own money into my classroom I'm talking about like three to four thousand dollars I live in a garage um I've been here for 16 years this is this isn't right like it sucks um like I'm still living paycheck to paycheck it this this isn't I don't advise my students to go into teaching I tell them to run away so thank you good evening my name is Danielle d'ambrosio and I a proud teacher at Lindale for 22 years I am what I would probably call an Alum Rock lifer I will be here until I stop teaching and I'm also on the bargaining team for Ariel and I'm telling you now it is it's not going well so I'll say it again it's not going well we are sadly out in past and our next mediation is scheduled the day before School's Out I am asking you the board you you hold a lot of power I'm asking you to talk to the district's bargaining team to settle with us fairly and from what I know there are more than for teachers in this District what are you going to do no one wants to come here when they hear we are at impasse no one wants to teach her when they know that we don't have a contract that's pretty it's pretty it's a big deal I I mean I I didn't sleep at night over that and I'm not even in any of your shoes and I think about that and the last time we were at the bottom of the table we offered a 4.25 raise and benefits we're at status quo at 85 percent that is just not good enough and we keep saying attract and retain but for some reason it seems that no one cares about attracting and retaining uh I mean I'll be around for at least till my birthday Mark I don't know if I'll make it till I'm 61 and a half I hope I don't have to come in and talk to you guys again and good luck with everything wish us luck hello my name is Jonah De Los Santos I'm from Auto on T1 and in seventh grade help will do whatever it takes to help me understand Spanish she'll go as slow as possible and sometimes even break the rules and say English to mean Spanish I need her and and my little brothers need her when they grow up if T if teachers leave because you do not settle their contract you are harming children de los Santos uh four boys Adelante one um in second grade my son was the lowest reader in his class and um Master Mendoza I didn't know she was going to be in line after me so um she spent special time with him and at the end of the year he went from a double a reader all the way to level I and he was no longer in danger of being held back um please consider the harm you're causing students by letting this work to rule continue they will be harmed if good teachers like her leave also this year my fourth grader has like a bright shiny new teacher Maestra Gutierrez and um out of the 23 teachers that I've dealt with it's like you know it's hard to rank and there's so many Adelante teachers here so now I'm afraid to say this um but like I don't know she feels like my second favorite um but if if um if you don't settle the contract that good new teachers won't be attracted to Alan Rock um and that will also harm students so please settle a fair teacher contract start button uh Edward de los Santos uh father of four and Adeline say one my kindergartner who's in Lineback there is uh be slow at speaking up in class and in front of class but uh Master circus who's also here uh has the perfect mix of control and patience especially to deal with kindergartners and she helps things uh keep control long enough for the classroom in general and for every single kid to have a moment to shine in the class we need good teachers like Mr Sarkis and all the teachers that have been referenced here tonight and we hope that the board takes care of them to allow them to stay and to attract better teachers just like them thank you Declan de los Santos I graduated from Adelante one last year and while I was there I got to meet over a dozen of people willing to spend around five and three quarter hours every day five days a week sometimes for years on end with just a bunch of kids helping them become adults and only under a fair contract will more people be willing to come and serve like they did good evening board my name is Marissa Diaz I'm a teacher at Adelante I'll be reading a letter uh this evening from one of my colleagues and uh Partners uh eighth grade teacher Maestro Francisco my name is Francisco Lozano and I am the 8th grade math science PE teacher at Adelante and the father of two Adelante students I am writing to you regarding a parent Square message that was sent to other lante parents on April 8th that read in part last night Sophia Sorensen was approved by the Alum Rock Board of Trustees to serve as the new vice principal at the site Ms Sorensen will start at the site on May 22nd to provide support for the end of the year activities we included two Adelante staff members and two parents in the interview process please welcome Ms Sorensen to the Adelante family I am one of the two staff members that met with Mrs Sorensen on March 21st however the meeting was not an interview on March 20th I was asked and agreed to attend a meeting with a group of visitors from the Santa Cruz County Office of Education to share information about our bilingual program I along with the other staff members two parents and two parents was surprised and confused when the meeting only included Mrs Sorensen it became evident by the type of question she asked us that she was a candidate for an administrative position in this meeting if this meeting was supposed to be an interview the parents and staff members should have been informed I would also not characterize this one meeting as a process as we were not asked to give feedback after the meeting and we did not meet with any other candidates I believe our new BP will be a good fit I have had parents and staff ask me about the interview process and I have to be honest to my knowledge parents and staff were not part of the interview process I certainly was not that's from my colleague now board members please do the right thing what's ethical and moral please settle our contract if you put teach if you want students to be first don't put teachers last thank you good evening trustees and Dr Bauer my name is Mendoza and I am a teacher at Adelante I was also the other staff member and I wasn't going to speak on behalf on that tonight but I agree I did I was not part of the process and I wouldn't call that a hiring process or interview process anyway tonight I'm here mostly to speak about our contract and I like all the other teachers feel like we're not being treated fairly right now we need to settle a fair contract when I started here nine years ago I was part of this nine years later I'm part of this again why can't we just bargain and settle why do we have to do this like I don't want to be here every three years to talk about a fair contract I mean look at Oakland you know they haven't settled we don't want to get there so think about it provide your bargaining team to settle with us thank you good evening my name is Caitlin sarmiento I'm a middle school math teacher at Renaissance at Fisher I am also an alumni of former Lester Shields and Pella Middle School in the district um for me becoming a teacher was in mostly in part due to the amazing teachers that I had as an elementary middle school student in the district and I felt very proud of that and coming back into the district as a teacher has been such a privilege and also very hurtful to learn all of the hurt that the teachers that have influenced who I am have endured over the years is incredibly disappointing and to now be part of that is even more disappointing so I'm here to remind you that you have the power to keep these amazing teachers in our district to keep these amazing teachers that can exponentially impact the Next Generation very easily by just staying here and doing the amazing things that they're doing you have that power that is completely in your hands and I like we had our chance out here saying like help us stay in San Jose we want to be able to stay here and pay to live here I can't even afford to live here and I drive here because this is my home this is community this is where I grew up and this is where I want to impact but I can't do that if I'm not supported I love the kids I teach I love my team I love my admin I love my school I love the families sometimes that's just not enough I have the privilege of being supported by a spouse who can help me but that's just not there so please do what you can to keep us here to keep us happy to keep us taken care of and keep us supporting our students thank you do I click it oh sorry um hello everyone esteemed members of the boards thank you um our incredible Alum Rock teachers deserve a raise I am a teacher at aptitude my name is Melissa Walters I'm also a parent in our district um my son goes to Joseph George Middle School and we love our schools and we love our communities and we live here we're part of our community and it's difficult as a mom to have to work like that um and I think that a raise will help us stay in the community that we love so much um I just wanted to state that the economic policy Institute data shows that there's a wage penalty for teachers of 23.5 making our proposal for a 15 raise actually reasonable and just and considering that anyone else who's dedicated the same time and effort into their studies and their professional training is making more than us simply by virtue of not being a teacher uh let the members speak for themselves by approving this modest race we can bring our teachers closer to achieving a fair and Equitable income which is essential for safeguarding the future of our children's education let's do the right thing and take a significant step towards closing the wage Gap thank you for your consideration before we start I like to know why we sped up the time your time going a lot faster than it did before so you okay anyhow go ahead my name is Sean Swiss I work at Dorset Elementary School today in my fourth grade class we read Social Studies Weekly number 35 you should all look at it in fourth grade there's some interesting things anyhow we're talking about money situations and as you know in the state of California education gets K through 12th gets uh 30 percent of all the money in the state of California go State education um there's an article about superintendents and board members basically we all know the superintendent works for the school board all of you working the superintendent to to protect our school district each of the you board members are up there to help all of us to help the teachers the parents the students you're not there sitting there trying to run for another Office later on you're here to help us now to get involved now you have the power to make them give us a raise you have the power to do it it says here the board members decide how much money to spend on building supplies and salaries and make rules to keep our students safe you do a very good job on most of those but what you treat us teachers those appreciation gifts appreciation is great but money is better you know I've I'm 62 years old I feel like the only time you ever see us is we have to be a convoy if you all grew up in the 70s you know what the song goes we all have to stand together to fight for something and I'm tired I've only been in this for 16 years and if this was a company there would be heads rolling by now on this school boards because yes Miss Fowler has done a really good job I'm not there are some things that you you know we all know we dropped off I don't see any of you school board members ever coming to our classrooms I saw Mr saw you earlier Mr fan and that was it so please come to our school see what we're doing all right give us the money please foreign ly to bring my own concerns I didn't know this was going on uh but now that I hear it I want to speak on it too uh but uh I actually am not a parent I've been in a community all my life I was born here in San Jose and um and I have actually worked at a biotech company medical device biotech company I work with a lot of Engineers and scientists and as a corporate strategist I've built that company from 100 people to 170 people uh none of them come from here uh this area none of them come from Ellen Rock School District and I've and I have connected with over 7 000 people on LinkedIn so my concern is how do we bring more stem education to this community uh I I know that sounds like a more weight on the teachers but I think that one of none of this can be possible about that I think the Latino Community here that lives nearby and around the area needs to be more exposed to stem education engineering science Technology robotics mechatronics Electronics software PLC programming I can name another if you want to name it I was in the Course located when I was young but I I did my own cars I do my own robots I 3D scan I 3D print I machine team with my friends and that's something that I've had to learn outside of the two other master's degrees that I have so I want to see this community come up higher and if I could share some ideals or be involved or help you help them I'll be happy to do that I don't mind being a community person I see gangs out there I see gunshots to see helicopters every day and I think with more exposed stem education we'll have a better Community Los Gatos is right there we have a Palo Alto Mountain View they could do it we're in Silicon Valley I don't see how we cannot it's a community altogether so those are my words thank you Administration we definitely want to take them up on his offer can you make sure that he connects with the administration so that we can he's a resource so that we can we can provide your contacts hello my name is Madeline Derby and I work at Raf um first of all I have noticed a couple of board members working while we speak and I really appreciate your eyes on you and I speak um and when your community speaks to you um second of all it is teacher appreciation week this is my first year as a teacher I got this bracelet um I got a gift card for Costco and I quote because I buy them so many snacks I got handwritten letters um I've gotten many many high fives and things thank yous for what I got from you what I got from the school district was an apple shaped stress ball with the name of the school district on it that tells me that you understand this job is stressful you'll understand why we come we come for the students and we come because we love them but what would make our jobs way less stressful is if we wouldn't have to work more jobs to be able to live we wouldn't have to work more jobs to be able to bring supplies to our schools so I can buy snacks for the students that do not have food at home I work an extra job my boyfriend who is a para works three extra jobs and many of my people who support me throughout the year work extra jobs we are here for the students we are here for the 100 plus students we work with every day we are not able to go home to our family sometimes because we have to work so long so that would help with my stress so please think about our offer think about giving us the race that we deserve and thank you for your eyes while I speak hi my name is Ronan de los Santos Adelante one and I'm in fourth grade and Maya Gutierrez always has fun activities for us she has fun math races with candy it is my favorite part of the day when I am left out and she makes a special effort to check on me to see if I am okay please create a good contract so teachers like her come come to Adelante foreign [Music] hello everybody um my name is Sandra Rivera 17-year veteran here in Alum Rock and I'm here again tonight frustrated confused and asking why 17 years this is the first year that I have seriously considered quitting halfway through the year why since February I've gotten 10 new students in my classroom most of the four of those students have behavior issues so much so that now I'm back to it being August 15th in my classroom there's no teaching going on there's no I can't say there's no teaching going on the teaching that I was able to do in February I am now no longer able to do because there are more severe issues than just trying to teach kids their colors trying to teach them how to sit how to use the bathroom facilities when it's okay to go outside and when it's not okay to go outside those are challenges that we have never faced before teaching after this pandemic has created work environments that are non like any we have seen before having to stay again tonight to try to fight for a fair and just contract isn't what your seven isn't what the new generation coming in is going to be doing they'll use Alum Rock like a lot of our board members have as a stepping stone and they're leaving 17 years I can look behind me I don't see a lot of teachers staying in Alum Rock and one of those reasons is because our reputation is out there help change that reputation hi there my name is and I work at Glendale Elementary I just wanted to mention I don't know if this is possible but my nieces and nephews had um Saturday detention and I noticed that they were late and then they stopped being late after that and I don't know what the possibilities are of schools being able to adopt that but I've studied well over YouTube there are like 50 000 vacancies I made there's a teacher shortage crisis in Australia there are 5 000 teachers shortage in Illinois that was just announced two weeks ago and I think it has to do with kind of the like lack of respect you know for teachers or not having enough it's great to have positive consequences but we also need to have help with the how do we do something that such as a detention that can be helping the teacher keep Management in the classroom but I love teaching you know I don't know assistant okay seeing saying no further public comment will move to items 3.03 foreign good evening um superintendent Dr Bauer or president Pham board members and community um Happy teachers week by the way to all of the wonderful teachers out there I'm here this evening to share some information on our summer programs and I'm happy to um just share some exciting news about some of the programs that were all of the programs we're offering this year we have some new programs and I just want to give you an overview of what we're offering so we have named our summer program Alum Rock summer Scholars this year and here's a brief description here's some general information the program window is uh June 20th through um July oops that's an error July 21st it should say sorry about that June 21 with the shirt and we're off on third and fourth okay so June 20th through July 21st and no class on July 3rd and 4th uh we will have program Monday through Friday from 8 to 12 for our academic programs in academic intervention programs and then we have an expanded day that we're offering to students from 12 to 5.
a percentage increase for each year that they have worked with the agency and then last but not least we'll also propose that eligible teachers receive their step increase and all other staff and attempt that are not in a temporary status would receive a two percent cost of living adjustment any of those compensation changes that result from the the restructure project would become effective in August 2023 again contingent upon board approval so again the impact of inflation and the surging costs of fuel instructional materials and supplies is continuing to compound our operational challenges we consistently hear that salaries are not competitive but I do want to remind everybody that as a state agency we do have funding constraints um and with payroll making up our greatest portion of our budget we need to just be mindful of our staffing levels aligning that with our student accounts as well well as looking at our facilities ensuring that we have ongoing and operational Capital needs so again it's looking at the entire benefit package that we offer such as our flexible working schedules remote work training and development opportunities as well as career advancement that need to be considered so we are continuing to increase those efforts to ensure that our compensation is comparable to the market rates and the economy but again that continues to be a challenge for us as conditions consistently change so another update that I like to provide is on our performance audit and our Sunset review that was conducted by the office of the auditor general as superintendent reichman mentioned the audit report was completed in September and as outlined in the response we had the one finding and eight recommendations the auditor general did let us know that they would in six months do an assessment of where we are with implementing that finding and recommendation and believe it or not that six months has already come and gone um so this last month the team has been working on addressing um those findings excuse me the finding and recommendations and almost all of them have been implemented completely we're still working on implementing the master facility plan reviewing the appropriateness of our tenorrent program fees looking at those reimbursement amounts that we provide to these schools and also looking at the cost of the services that we provide we're also addressing the recommendation as it relates to how we as an agency investigate and resolve complaints from the staff students parents and the public but that also included looking at time frames and implementing and making sure that those complaints have been addressed so we are still in the information gathering stage as we look at addressing that recommendation we've actually been working with the team to identify a complaint management software that will let the student staff and other students um and others actually submit complaints and that'll assist us with tracking recording and resolving those complaints in a more timely manner our goal is to have all of the finding and recommendations fully implemented before the Auditors begin their 18-month follow-up test work which will be around March 2024.
you know we have to just kind of presume that we're going to have kids there would we have all 21 all the time maybe not um but we've got to be prepared to do that what kind of certification do the caregivers have to have I'm thinking that we haven't looked quite so much into that and Tammy knows way more about that than I do they they don't have this is not a situation that has to be certified by Ade because this is not an Ade program so it requires whatever certifications are required by Arizona Department of Health Services and so I I don't know that it requires a bachelor's degree for anybody the the basic licensing is they have to be 18 years or older and they do have to have their high school diploma or GED um prefer experience but we can train on our own as well then will we be better to train anyway yes and then I know like a CDA which is a credential in child development would be helpful and you know that's a lot of the employees at Kennedy birds have that as well but I'm still learning the child care world of the daycare world as well because I have more of a preschool background but I'm with just the minimum I believe it would be like the 18 years old and of course the fingerprinted and TB and all of the having a TB test usually all the rules that we have to follow for preschool and I would and I would really want the three lead caregivers to have that um the CDA I really would want them to have that training and be a little older not be 18 year olds um and it's not that I have anything against 18 year olds but it would you know it would be nice if they were a little older and had maybe some a little more experience if we want some specific training what could we set up something with MCC were they would sure do the training for us I'm sure we could they do the cdas right yeah yeah they do the cdas you know like we could [Music] right and get what we want and and it's and it is possible I don't know for sure that it would happen but it's possible and if and it's possible that we would also uh then do an IGA with the high school to have their CTE students who are part of who are part of their program oh yeah um uh come and and be able to work in our program as well that would benefit us it would benefit those students um you know we can't make that happen but we certainly can offer it uh if we if we proceed with this and so then that gets some other uh some additional bodies if you will in these rooms with our kids and and um and then it also gives us some future possible employees down the road okay also part of the first things first grant we get training for preschool right now for the first things first grant we would of course but have to get the daycare up and running this first year but we would also I could apply to get first things first set up for the daycare as well and there would be training provided with that as well it sounds like a big row to hoe here are you sure you want to do this no I'm very happy that you're doing it Tammy yes I'm trying I'm happy I don't know about these guys Tammy Tammy's been a great resource for this but but if you notice in in my notes and uh in our in the agenda coming up um she's already got a load because not only does she have the right now five but the potential seven classrooms at Coyote that she supervises she also helps supervise the one at Sunrise and the preschool at Sunrise and the one at Diamondback so she's already got a load on her own and that's one reason that I was asking you to consider if if we decide to move forward going ahead and hiring a director and and this person could work on grants because Lord knows Jen doesn't have any more time to work on grants and Tammy doesn't have any more time to work on grants but we're going to need to depend on some grants to make this to make this a really feasible kind of thing and you're looking at 66 to 72.5 yeah and the reason I'm doing that is because the salary schedule that you all approved last month this would be a director so this is a person on the director salary schedule and and the reason I gave you the range is because the the lowest number is the year one and we give credit up to year 11.
that's where they will be starting and then uh when we finish the visit there we'll be heading right over to Western Peaks and so as always we invite the board to join us and we are honored and thankful to have superintendent horn join us and with that that is my superintendent update for the evening thank you next we have the governing board update well earlier today we just went over to the Vista and thanked all the the volunteers at the vista for what they do it was really a nice event and the CTE students made them some delicious dinner and desserts um let's see I also attended last night Western Peaks Innovation showcase and it was just amazing to see all the student projects and what those kids could do with recycled materials it was incredible one girl used some flowers left over from a wedding and put it in with a um it was just it was really cute these kids are so creative um I also attended Willow Canyon El Mirage and Canyon Ridge they're a plus recognition and congratulations to those schools and finally yes it's it was staff appreciation week it's teacher appreciation week and today is Nurses Appreciation Day so we just can't thank all of them enough for what they do for the Dysart students and with that I also want to start out thanking all of our teachers and it was also principles day so all of our principals too for all their hard work and dedication that they put towards for our students because it shows our students are very blessed to have them I also attended Freedom traditional spring concert last week absolutely phenomenal I have a little story so sorry during the orchestra the the music teacher allowed a young man to get up and conduct the orchestra apparently this young man has been practicing all summer um for conducting he's very interested so the music teacher allowed him to do it and he was phenomenal he's got a bright future so I just want to say congratulations to him he did a great great job so thank you um I attended the Thompson Ranch Cinco de Mayo celebration last week and it was just so much fun and it's just a great artistic event full of unique culture and Heritage of our El Mirage community I also attended the a plus celebrations for the El Mirage Elementary and Canyon Ridge Elementary Schools very proud of all the growth and success within our district this year and also just want to say thank you to all of our staff teachers principals parents students it's been an amazing year thank you um just to Echo what's already been mentioned thanks thank you to all of our teachers and staff for all that you do during our last two weeks of appreciation but as you know you're appreciated um all year all year round so thank you for all that you do um I also attended the Canyon Ridge School a plus School of Excellence um celebration I was actually on the first a plus School accreditation committee for Canyon Ridge way way way way long time ago when the school first opened um my two daughters went there and so it was nice to see that they are still on a path to academic excellence and congratulations to Canyon Ridge student staff teachers parents everyone who put so much effort into continuing on um carrying on that Legacy um also briefly although very glad to be there at the vista before the board meeting to congratulate our Vista volunteers thank you to John Williams for all that you do to support that program it was great to see so many uh smiling faces um and thank you all for all the hard work that you do very much appreciated and then finally I would like to give the biggest heartfelt words of thanks and appreciation to Dr crotto and Dr Shelly assai for our beautiful lettering um it it was something that really it really means a lot because again I'm aging myself here way back when when we were developing our vision statement it was a process that was probably the most collaborative process I've ever been a part of we were it was a hot summer June at whatever year it was we are all out in the lobby and there were teachers different employee groups parents board members every students we sat there with our laptops and we were just collaborating on what what Dysert um should reflect in a vision statement what is a vision statement missions it was just a lot and we put our just our whole hearts into it and it used to be back here and at some point it was removed and it was very disturbing because we were all a part of this and and we took ownership of it and reflected Dysart and and our heart is Dysart so um I just really want to thank Dr croteau and Dr assai for leading the charge putting through all the effort in having such our beautiful vision statement but the way that it's that it's up there now is probably actually better than it was um and so on behalf of myself and everyone who is a part of that whole beautiful process and developing that vision statement I just really want to thank you it looks wonderful and thank you for making it a priority because it really does represent more than just the words on that wall so thank you and that's all I have Madam president I might add that we are still waiting for the national bring your superintendent Pizza day so if anybody finds that day on a calendar we're looking for that as well awesome we have item E1 and with this I will um motion to approve the consent agenda items as presented with exception of items F2 and F5 moving those two information seconded by Joe Grant Madam president pro tem I might recommend that we move those to action discussion in case there's action taken on those okay that's fine do you want me to rephrase it yes [Laughter] okay I'm gonna clear this out I'm gonna vote no on this um I will make a motion to approve the consent agenda items as presented with exceptions of items F2 and F5 moving those two action discussion seconded by by Joe Grant Madam president pro tem in light effect that we now have a rescinded motion and a second then we're working two changes so that we can have that vote we should be good member Grant if you would like to do a verbal vote we can go ahead and take care of it here okay very good thank you motion passes thank you next we're moving on to information item G1 Madam president pro tem I'm going to turn this item over to Dr crota thank you thank you Dr D Madam president member of the board uh guests tonight we have three uh CIP presentations um in our in our awesome principles and assistant principals are here so they can introduce them but we're going to start off with Asante tonight in a principal from Asante miss Emily Dean okay foreign president pro tem governing board Dr Dean and cabinet thank you so much for having me here tonight to talk about our school um the running joke when I'm around is if you ask me to talk about my school I usually go on for about seven hours so I'm gonna try to stick I've been told there's an important game tonight or something like that and budget stuff to talk about so I will try to stick to the timeline so we wanted to start out by talking about some of the celebrations we've had out at Asante the first bullet we really wanted to focus on was our early literacy a growth for students and at the time that this went to print Kinder in second grade mid-year were two areas that we really saw a lot of growth for students on both acadians but also in their 95 percent skill groups the movement that and those two grade levels in particular was outstanding we just got in right before today the summary for our kindergartners for end of year and I just want to give a huge shout out to them the students in those grades and also those teachers they went from 71 of their kids who were below Benchmark to 80 percent of their kids at or above Benchmark and 51 of them were above Benchmark so it's just a huge shout out to what they were able to accomplish with their plcs and their hard work and their data focus with that 95 skill group so huge shout out to them we hope to have all of our grade summaries as soon as the acadians website comes back up on which we've been told will be on Monday our second area of Celebration that we really wanted to talk about was the involvement for our students and our parents and our community and our school that's been a big huge focus at Asante because we're a changing community and so we want new members coming in to feel like they're a part of this community so one of the things we focused on this year was adding another signature event we had the pleasure of Hosting last Thursday imagine design create we had we believe over 700 to 800 attendees at this amazing event there was student work that was showcased our choir and band performed we had dsb Live come out to show our kids the excellent and exciting opportunities we had members from the news media who came out to show them career paths there was interactive stem activities robotic activities interactive art activities and it was just absolutely an amazing celebration as an end of everything our kids have accomplished this year so it was sparking our Innovation we're excited about year two for that in addition we also had over 26 clubs and activities for kids to be involved in this year and that's something we continue to look for we might be getting into new Uncharted Territory with e-gaming next year we're exploring that right now we'll stay tuned next year to see if we can pull it off um and then one of the things we did this year is we did talk a lot with our school Community about how to keep a tight-knit feel and so we launched the use of houses this year to build that cohesive Network and it's been really cool because we have kids in kindergarten through eighth grade in the same color house with staff members from all different grades in it so they have house points that they try to earn every week and then they get to see who wins by what color Miss Pearson I wear on Mondays and they get to celebrate that every week so that's been a really huge thing and what are the names of the houses house fidelius housecrete you want me to do it I won't stick to seven minutes then they're all Latin based names and they're all based on things that came out of our mission and vision that we were focused on but the kids know them with their colors and their animals more than their official Latin names but we do have all of those in place but I invite you to come out and see them anytime also we focused on small group instruction with targeted support in tier two this year and we really did find huge success in areas that we were able to Target those students so we're going to talk a little bit in challenges about what where we didn't see as much growth as we wanted based on that so our challenge one of our biggest challenges our growth in student populations currently enrolled in our school as of May 1st we had 1057 kids including preschool which we do count our little preschoolers we've had over 110 kids transition out so that's over 1260 kids that asante's seen this year and so that always provides its unique challenges as our our data the groups that we're looking in by the time we meet on groups we already have new kids and that we're like okay we need new data on those kids so that's our new student program that we've initiated we are looking to advance that with immediate testing when they come in and that's been a struggle to figure out how exactly to time that and who can do that at the time but we're working toward that and then our growth in literacy in grades four through six is lagging behind where we really wanted to it and we'll talk a little bit about that when we go into what how we're approaching that for academic successes as I mentioned before our early literacy has been a huge Focus for us we have a lot of kids that come into us that are not at level that's not unique to any school but it is definitely something we've seen a lot of so our youth of 95 and those skill groups have been a huge area of growth for our school this year and then our math growth especially in the numbersense strands we did a lot of focus on number talks and getting kids to understand place value deeply so that when they get to the application of word problems we'll see that transition over and so we did see a huge growth in that area as well this year but we always have our challenges and so two of our largest challenges in the area of academics that we're focusing on are lower growth and reading comprehension so this was especially true for our RL standards versus our RI standards so we interestingly enough in every grade except for Fifth and seventh on every unit assessment on every Benchmark that we took our kids scored higher on informational text than they did on literary texts so that really has us examining like how much are we getting the kids in front of books and how much are they reading on that literacy literacy area so they can transition that and then math with multi-step word problems so we saw that building of the base of place value but getting them to transition that into real world problems where they're having to do multi-steps we're still looking to expand in that and Asante is approaching those challenges through four main ways one of them is focusing and continuing to focus on breaking our standards down with the learning intentions and success criteria to get our kids to help to be able to self-assess exactly where they are so breaking down that success criteria gets them to be able to in the middle of a lesson be able to look and say yes I can do that part I haven't been able to accomplish that yet um getting better resources for our kids that are not being pulled into the small group so that while they're working independently at their seats those that aren't sitting with the teacher so we're expanding our use of IXL next year we've saw several schools in the districts have success with that so we're going to expand that use with IXL Reading next year our continued work on academic conversations we know kids learn best from other kids and so looking at those structures and making sure they're consistently throughout of all of our blocks and then last but not least our tutor Center so we did a tutor Center this year focused on academic standards one of our biggest challenges was getting the kids we needed to be at the tutor Center at the Tudor Center so we offered it after school we tried offering it before school we have over 11 gen Ed buses just to give you an idea so where parents can't provide transportation that's been our difficulty in getting those kids in front of us for that extended time so we'll continue to brainstorm ideas for that for the 23-24 school year and with that I think I did it I'll open it up for any questions you might have I don't have any uh questions I just want to congratulate you on your kindergarten growth that's amazing and then also um just how you when you're going through some of your challenges number one I I really appreciate any any school such as yourself that is open to discussing challenges we know there's challenges so it's always refreshing when I mean unless you acknowledge that there's things going on that need you know more more work um nothing's going to change so thank you for at least being open to speaking to it um but what struck me is your reference to IXL because you had said we've heard that other schools have had success with it in their schools and that's kind of exactly a lot of the premise of why we do this is because it's like if things are going really well somewhere else you know why can't other schools be doing just as well and so the fact that you reached out and you're you know looking into how what's successful for other kids in other areas and reaching out to your colleagues and bringing that into your school it's just really proactive and I appreciate that so thank you for doing that I would like to give a short shout out to the curriculum team too on that because because they really did launch like which schools were using it this year and tried to help us get the price point down because I'm going to be frank with you it's expensive and they helped us be able to expand that too without you so shout out to Dana and her team great teamwork thank you thank you so much okay thank you Madam president members of the board we continue on with our second school tonight and that will be uh Surprise Elementary and our principal Miss Gary Burns wanted to make sure that um I follow suit with what um Miss Dean talked about and things that are happening at our school and I'm really excited to talk about the growth and the challenges that we are seeing at our school as well sounds like a lot of our concerns and successes are similar which tells me that there's a lot of alignment starting to happen and that makes me really excited between the schools so um when talking about our celebrations and our successes we I wanted to focus on the Three A's so for our academics um our district has supported our schools with achieve 3 000 and we have been implementing that for a number of years we rolled it down into some of our younger grades so we started at third grade at our school and Achieve reached out to all of the Dysart schools and implemented a contest between the schools and it wasn't just about the amount of achieve reading your students did it wasn't just about how well they were doing it was about the quality instead of the quantity and for they rolled it out for each semester and this most recent semester surprise one for third grade sixth grade seventh and eighth grade which is very very exciting the next thing we wanted to focus on was our Athletics this is the first time we've had three District championships which is very exciting for our students so our girls softball team and our boys and girls soccer teams both had District championships so that was a big celebration for our students and then for our Arts this year we had four theater performances for our fifth through eighth grade every grade level had a choir concert we had students involved in the Honor Choir and the Festival of choirs which are district level involvement so that was really exciting for our students as well so some of the behaviors are sorry some of the challenges have been our behaviors and implementing our first year of our school-wide behavior intervention plan so we've been doing that this year for our first year and um rolling that out and so we have a team meeting this summer we are having them work together to just see what that would look like as we roll into our tier two how do we continue supporting our students with our school-wide Behavior another General challenge has been our attendance we have seen an increase by about three percent in our attendance from last year to this year so we are about 92 percent one of the ways we've been focusing on that is by trying to celebrate our students who are coming to school so all of our students who had 100 attendance for the aasa they got Otter Pops they get recognized each month for perfect attendance and so we've been recognizing them that way we still have we're not at where we want to be so 92 percent although has been an improvement um obviously we need to increase that the three grade levels that we have found that have the lowest attendance are our Kinder first and eighth that's really hard when it's our Kinder first because they're missing out on some of those opportunities to learn those basic skills and to start a good foundation of education and a good practice of coming to school every day and then our eighth graders seem to be getting senioritis four years early so um we're needing to fix that as well so some of our academic success we have seen some big gains with our Kinder second and third grade closing gaps from fall to winter our kindergartners we doubled our Benchmark students who are our students who are reading a benchmark for Dibbles which is the first time that that has happened for us and then for our second and third grade we are using the 95 just like the rest of the schools however our teachers noticed that this year they got to skills nine and ten faster than they have in years past I that we bring that to consistency amongst the teachers consistency in making sure we're doing our walkthroughs we do weekly walk-throughs with our instruction with their TLS making sure that everything is happening what it's supposed to be so it's just that account accountability piece and we have seen huge gains and for our K second and third closing those gaps our third grade as well from Benchmark one to Benchmark three we've seen over a 10 increase in students who are at Benchmark for Math and over 16 increase if for students at the reading which has been exciting for us to see that growth in between first and third benchmarks some of our academic challenges include just implementing a new math adoption for our fifth through eighth fourth through eighth one of the the pieces of that is just the new language that it really encourages a lot of academic conversations and having that start at fourth grade when the students are not used to that initially it was initially we had some tough challenges with just having those students having those kind of academic conversations and I'll talk about how we supported our teachers when we get to the next Slide the next part was putting in our more structured tier two and our upper grades we have a very structured tier two in our K3 and it works so we're implementing those similar strategies into our upper grades so for our how we're working on those challenges we really worked with the district content Specialists and had them come in and plan with our teachers individually so those teachers could Implement and then get feedback on how to implement those academic conversations with their planning how are we going to get some more individual practice so just like Emily Dean we have our purchasing IXL for next year we've started it we asked if we could start it early this year so we were able to adopt it early this year and get some training for our teachers so we knew if we heard it was working let's get it started right now and then the structured accountability of our seventh eighth grade so for our tier two with them our teachers are putting in um every two weeks who the students they're working with what program they're using what standards they're working on and what data they have to show that they're two weeks that they've been working with them if it's working or if it's not working that is something our teachers and our K3 use with 95 so we put in those similar structures into our Upper Grade and we've seen a big increase in our student growth that is it any questions thank you for the presentation under academic challenges is there any area in particular I know you mentioned the math adoption but then as far as the structure tier two upper grades is there any particular subject area that seems to be a bigger struggle math math is um math is a one we're seeing I think across the board um and I think one of the reasons why we're seeing for math is that in implementing a new program sometimes it expects them to come in with a certain skill set or at a certain level because of the change in program that our students may not be as solid in so as our fourth graders go to fifth grade next year some of those practices that they have so when how how the day starts for math it has them do really looking at patterns that has them how they open up their their anticipatory set tabs and looks at patterns and routines what are you seeing and our students haven't had haven't attacked math that way before so is it really just getting them to start thinking on their own about math um and so as they go on to fifth grade next year they'll already have some of that academic conversation that skill set of okay we're looking at patterns here and I think since we're going to be we've adopted it for our younger kids as well our students that are in those early grades will get those skill sets early and I think that will only help the upper grades that's the reason why we brought in um Cami is so that she could really support the teachers on okay here are some scaffoldings to put in place to really help those academic conversations um and the mathematical practices here are some ones that you should put in along the way to really help support your students and scaffold that um so Cami was it was vital in working with my teachers that one-on-one planning was very helpful how are your math scores before the new math adoption um so our seventh grade was pretty stagnant um we weren't we were we would see a rise from fifth grade to sixth grade and cohort of students and then once they got to seventh and 8th it was pretty stagnant you wouldn't see a lot of growth it's kind of if the students got it they had it again in eighth grade but if they weren't getting it in seventh grade they also weren't going to get it in eighth grade we didn't see a lot of individual growth we did see just kind of some stagnant numbers we were about percentage-wise about 30 passing for that information Dr doing I know now we're really on top of evaluating new programs and things to make sure they're effective and not just sticking with them but are we are we supporting more in any way just to make sure that they're getting what they need as a school Madam president pro tem ever pictured a couple of things come to mind the first is Miss Burns mentioned that uh just a reminder to the board that next year we've adopted K3 math which is the same program as four eight that will show results over the course of time because we'll have a consistent approach to math from kindergarten through um through eighth grade actually through high school and we haven't had that in a long time that Continuum one of the advantages of being a unified school district is that you should have that opportunity and so we're now on a better path curricularly to have more consistency with our students the other thing that Miss Burns mentioned is that they've started IXL early and as the board has seen that's shown results in many schools including our title schools and so we're excited about that piece finally the last thing that I would say and again Miss Burns mentioned this as well is that our curricular team has dedicated a great amount of time to spending with surprise and that has helped in terms of helping our teachers um to to better understand the new curricular approaches within our our adoptive materials and then how to gear that towards our students and meet the gaps in between as well and so all of those tiers of support have been in place for a surprise and they've been doing a great job of taking advantage of those and our curricular team can go out more often if needed to give them whatever support they need yes as a matter of fact we we take we take a very strong approach in that our curricular team we believe should not be spending much time in this building and they don't they are out in in school buildings in classrooms on a daily basis working with our teachers working with our administrators our teaching and learning Specialists to help them really improve their teaching instructional capacity which then in turn helps increase academic achievement okay thank you thank you so much for the presentation um I'm just going to Echo everything that she said I mean just about the the level of detail that you provided in your presentation it's it was really nice I really appreciate your um your dedication to academics Athletics especially the Arts here I love that you've had the four theater performances I just had a question about the grade level Choir concerts Is that real like per grade yes so granted some of them are short 30 minutes okay because that's the the attention span of the kids that are singing yeah yes every grade level whether it be from a Winter concert or a spring concert or a kindergarten specific every grade level has had a an opportunity to stand up in front of their family and even other peers other grade levels and seeing acquire my Miss Richardson my music director is a does an amazing job of really encouraging um our families to participate and our students love to sing and it really brings out the families when you have little kids sing it really does and I I just know that sometimes it's difficult as a parent when you're sitting there waiting for your kid through so many different performances it's nice to have one that's specific for your child's class you know class level so that that's amazing thank you so much for doing that of course Madam president pro Tema I just as we conclude this presentation how many years Carrie so Miss Burns is leaving us for opportunities for advancement to a direct role in other in another school district but I want to take just a minute and thank Carrie for her dedication to not only the school district but to Surprise Elementary School as she stated she's been at surprise for 13 years that was two years as assistant principal and 11 years as a school principal so Carrie thank you so much for all that you've done for the kids of our school district thank you thank you [Applause] all right and our third presentation tonight is from Thompson Ranch and that's our principal Mr Scott Kerr foreign good evening a little better Madam president uh board members cabinet Dr Dean thank you for the opportunity to be here today this evening and we will do our best here um I'm the proud principal at Thompson Ranch and so thank you again for the opportunity to hit I'm excited to be here under our general celebrations and successes I actually have a bad graphic here because it's changed so that's going to be a good thing my first my first bullet says 30 30 fewer suspensions that's out of school suspensions than we had last year that's wrong it's 40 now just so you know um a couple of things um that I'll mention the numbers are big I apologize for that but there's a trend and that's a good Trend 278 out of school suspensions this current year as of five five so that's about a week ago last year at this time it was 467. since the break it was about 198 at the break so that means we've had about 80 suspensions the whole semester up until now so you see that Trend going down that's a great Trend we're happy about that the reason is is because when kids are out of school they don't learn we want them in school improvements in hiring and teacher retention this past year I hired 20 of 21 certified positions the only one I did not get was my social worker but I'm thankful that that particular person is not in charge of a classroom in charge of kids so to speak every day in and day out this year right now hopefully as of tonight it'll be 11 of 13 but it's 10 of 13 right now hired I need 13 positions 10 of them are hired so substantially less last year classified I hired eight of eight classified staff this year right now I'm two of the four the other two are going to be just a matter of time here I'm not worried about that and actually I'm really only worried about one of my certified positions right now so I really we've done a good job of making sure we're filling our Spots I'm excited about the quality of teachers that I'm finding too really happy about that got some good ones coming improvements in the school Aesthetics we want to make our campus look great because kids deserve that the community deserves that we have done several things in our front you may not know but it used to be pretty Barren we've added a lot of rock to the front we've also with teachers and administration have gone out and dug ditches and planted plants and worked with our maintenance and our our grounds crew to put in irrigation and now we have plants out in front growing and pretty soon there'll be nice bushes and nice looking plants that are all blue it's a good color just so you know we also the the staff and the administration teamed up and we used money from um Community Ed renting our facilities to put back into the school so the rock the plants that's where we got that money from that's what we're using it for partly but another part we used it for was buying um winter Rye winter grass and we planted all that too and we did that as a staff and it looks great we did it in our Kinder playground the Kinder kids love it because it's nice and soft on those little guys and they're always falling down so it's a good thing for them we also planted it in the front and off to the side where our where our entrances for our parent pickup in the back we worked hard with our maintenance crew of identifying any sprinklers that were not working and got those repaired and you know what the first day of school when kids came out onto our field that was lush green great job with the maintenance it was wonderful to watch kids smile and and roll around on the grass because they they weren't doing that before it was dirt and rocks so glad that was happening it was great to see wraps on the front doors make the front look great and we had some extra help in the cafe getting some wraps in the cafe and also in our hallway and I have to thank upper Administration for helping me with that because that's what happened and um I just have to say put this Shameless plug in it's not Shameless I should say but I'm not kissing up to anyone here they've done a great job helping us at Thompson I've never felt more supported and I don't tell you that to tell you that if any of you know me I like to joke around but I don't there's no baloney okay I won't belong to you we have several future projects in the work works also all right General challenges continued work in the classroom with classroom management that's our IAP goal number two we're looking at professional development and accountability we've done a lot of this work this year already but we need to continue to do it and always make sure our staff understands how that system works students can't learn if behaviors are interfering secondly improved instruction means improved student learning IAP goal number two also we want again professional development and then accountability the accountability piece basically means the administration goes back and looks in classrooms to see the professional development in action so what we teach and present we want to see it the only way we do that is get in the classroom take notes and share it with teachers later may not be perfect that's okay we'll work on it and we'll get better but it takes that that system and that process to be able to make that work we're looking for measurable objectives state standard Focus backwards design academic conversations and engagement Kagan strategies teacher collaboration I.E professional learning communities AKA plc's and assessment and feedback sorry that was that slide that's this slide got ahead of myself hiring academic challenges I just talked about hiring a second go I'm going to talk about it again because it's a challenge it's a challenge to find teachers number one and it's also a challenge when your Thompson Ranch when I put up a posting I might get one teacher applying for my spot as opposed to a place like Canyon Ridge that might get six well I've got to figure out ways to make sure I'm getting teachers that are going to fit in at Thompson Ranch and do a great job so hiring is always a challenge and I'll talk about that specifically this way this year I had two teachers leave my school during the year one of them left on a medical leave can't do anything about that love the gal I'm you know and she's doing better but God bless her the other one needed to leave it happens last year however three ESS out of four teachers left two third grade teachers left one sixth grade teacher left and two seventh grade teachers left I'd say I'm doing a lot better than that it's vitally important for the morale of the school that we keep teachers and I'm aiming to do that it is a challenge though increases in confidence the student students teachers and community the way we do that is I will start with admin first because you got to start with the top holding teachers accountable with their responsibilities again IAP goal number two support for Mad Men because not only do you have to have accountability but you have to have support you can't have you can't be a heavy handle that it just doesn't work you have to support people too in building a family atmosphere goal number three our IAP goal number three um building that community and I'll talk a little bit about that in a minute the second thing I want to look at is our win what Stu what I need as students we call it win time it's our time in our schedule that we dedicate just for kids and what they need we need to make sure that number one we know what they need we do that by looking at our data when we look at our data we we have a specific time in everyone's schedule to address the needs of kids and we use our chief 3000 for ELA and we use key curriculum for math I'm one of the only few with not IXL I'll give you a great reason why though I like key curriculum you approved it so it must be good and number two um kids have to write in the booklet I want to see as a math teacher I'm a math teacher I want to see what work they're creating right and a computer I can I don't see that so we want our kids to write and it's really important for our kids to do that so challenges there's uh way too much hiring again it's a challenge to hire so we need to make sure we're always doing our best um I talked about that enough already academic gains and absences I know um Kerry brought this up Mrs Burns I'll give you some specific data this data scares me honestly I got the report today kids with 20 or more absences in my school 198.
[Music] thank you [Applause] that is a tongue twister okay thank you all right this is official welcome perfect our first order of business as a new board is we need to appoint a president pro term does anybody like to make a motion to appoint somebody to be the president pro term I'll make a motion to appoint Greg Meyer to serve as the president okay anybody else I'll second it okay any other nominations all in favor aye aye aye any opposed thank you Perfect all right now we need to appoint a secretary Poe Tim do I have any emotions to appoint a secretary program I make a motion to appoint Tyson search to serve as secretary for pro Tem I'll second that a second okay any other nominations all right nominations are closed all in favor aye any opposed welcome uh now election of officers so we need to elect a president and based on my job performance I'm not sure that's a it's a very solid one but any nominations for president I make a motion to nominate Greg Meyer as a school board president for the next two years thank you I'll second guide it yeah perfect any other nominations I think I win by default on that one correct that is correct so you direct the secretary protown to Frank that is a unanimous vote all right Mr secretary proton would you rank that as a unanimous [Laughter] I promise I'll get better perfect and then we need to elect a uh I agree with that one so next one is the vice president vice president okay all right wouldn't it be like to nominate a vice president make a motion to nominate Lisa Schumacher as vice president for two years perfect do I hear a second from that got two seconds all right any other nominations hearing none that I direct our president or our secretary Pro tem to record that as unanimous vote so I'm getting the hang of this good things you guys are stuck with me now all right and now we need a secretary any nominations for the position of secretary I'll make the motion to nominate Tyson search to serve as the board secretary for the next two years perfect do I hear a second got that one got that one any other nominations nominations are closed and don't think the secretary would you note that yourself the secretary by unanimous maybe volunteers around here but we just jump on it all right I believe we have a board officers and all that good stuff right many more things you can tell I did not prepare for tonight's meeting which is a little unusual even for me but this is different than what Mr Grody sent out so I've just been following what Mr Grohe sent out his superintendent okay I started following that and that's when I missed the other stuff so then I went back to this one okay cool okay so um particularly Johnson has been our recording secretary all right so that's right that's right the recommendation from Administration would be that we would continue with Kimberly Johnson for the recording secretary for the next two years perfect would anybody like to nominate Kimberly Johnson to act as our recording secretary for the next two years thank you and since we have a secretary no it can still do that yeah okay all right Kimberly would you vote on yourself please call the role for yourself an Irene Friedrich yeah yes Adam Henkin yes Kelly Moyer yes Craig Meyer yes Lisa Schumacher yes Tyson search yes unanimously right and now we need a to appoint a Treasurer and in this case Brad gotcher has served for the past three years um the treasurer does need to have a business degree he's got his MBA um so the administration would uh recommend that we appoint Brad culture for the next two years to be the treasurer would it be like to nominate Mr Gosher for our Treasurer position I make the motion to appoint Brad go to treasure for a term of two years a second Adam seconds all right roll call please hi Kelly Moyer aye admire yes yes Tyson surge yes yes perfect Adams again all right our next item is to establish a meeting dates times and locations board those were always on the third Thursday I'm assuming we would like to keep that there are notable exceptions in August we want to move it up one week mainly so that we can have the new teachers in the week before school starts and we can have that meet and greet and move that up forward it also works out because in the August we post the budget and that'll make sure we have the 30 days before the next month's meeting November is also a date that gets moved because of the conference that's in Chicago for the board but I've we've given you the the dates and I would recommend that you approve those as presented any discussions or comments but maybe you'd like to make a motion to approve the dates and meeting times perfect uh all in favor any opposed perfect that's unanimous well that concludes our meeting unless we always add something to the agenda and that's just board member comments does anybody has anything they would like to say you're welcome to say it um you guys are new to all this but basically board met our board policies will allow you guys to we can discuss anything action items have to be on an agenda but we're welcome to discuss anything in open session in fact that's how we have to do it so everybody we always want a place for if it doesn't fit into an agenda so you guys can express your views or points or problems complaints criticisms comments compliments anything so so I'm just an informational note I guess if you will so we will I'm going to be meeting some more on some of the facilities the high school project or you know stuff next week we'll be meeting to talk with uh Market Texas and just to go over some more design ideas just so you guys are all aware once those are put in paper because we had an initial concept drawing that's being redone we have not received any revised copy of that so just for I'll look for everyone's awareness once we'll meet we're going to meet next week expect we'll have a paper version or some kind of electronic version that we can share with you guys but there's been a little Gap in information transfer that we've just been waiting for some Communications to go through but we'll share that revised concept drawing as soon as we get it so perfect we are meeting on um the 18th in the morning and so we'll have that information hopefully for the seven o'clock meeting we have next week for the regularly scheduled board meeting yeah we paired back the some of the scope just a little bit and then just kind of moved moved a few things from the original concept so more functional and more feasible share that once we get it welcome Noreen and Kelly thank you glad to have you yeah we're really excited faces need blood on your behalf but I'm like I'm like we're and I'm like I probably shouldn't speak on your behalf I don't know about Kelly I'm really excited to be alongside you guys did you do both just gonna do all of your training so far yeah yep we're excellent we're ready we're ready to go so yeah a lot on Saturday oh yeah you do learn a lot in that one yeah I definitely I mean I I think we were shocked to hear that not every area has to do that training and it's it should be it should be done I mean it was actually yeah yeah you did wear a lot did you have the separate one um with uh Kelton Davis he was there and he so he maybe he said that one whenever I got on my first time we drove to like red bud oh got the regional office and then he had a separate thing there that was um very educational as well yeah no it was another yes Barney did the original training and then the Redbud one was done now they're competing firm right right yeah but it was kind of nice to hear the the opposing they must say just continue that because I don't remember that yeah so they might have combined it back in our day and we heard from whoever's doing the building that guy was there too what's his name Eugene Kansas he's doing the contract so he's the other lawyer but he does the contract all of them were there yeah so just give us Grace and give us Direction that's all and you don't want to be an officer your first two years because you're so busy learning yeah right I believe that no thank you guys exactly as soon as we adjourn though I'm sure Mr Reeves will be able to talk to you a little bit about graduation exactly great but we that's coming up yeah we very much welcome all opinions opposing views everything um you know we our last board was really good about talking things out and and hearing each other and and I I'm very utmost confidence we'll continue that so great but again if you don't agree with something speak up I mean it's you guys represent the community no please all right anything else all right with that I will entertain a motion to adjourn no one wants to quit huh for a second second thank you all in favor aye any opposed all right that concludes our meeting time is 7 41.
and then we have a transfer the next is an inform this is the basically the formality of what was approved back in October when we approved the 2023 budget by the way the rules are set up with the state when you actually are going to make the transfer you have to have a resolution to do it so next meeting on June 1st I'll bring a resolution to transfer the 2.5 million from education fund to operation fund to reimburse operations for expenses not allocated to student instruction and learning for the 2023 budget year so I'll be bringing that to the next meeting that I just want to give it and let you know so that that item isn't informed that we'll come back to the next week next under property right yeah I'm asking for a forward approval for the pool Group Incorporated contract for the missionary work at North Vernon Elementary they were a little better on the project and just now being the contract so asking for approval do I have a motion to accept that thank you all right I'll take a motion from Travis do I have a second second from Cheryl any discussion all those in favor thick setup and then now down under operations school safety update I just want to give an update we've been working um very hard throughout this year working with Derek Simpson from Shield up defense on school safety uh our latest items are we plan on a press release in June with all of our updates up they've shared kind of information and require that each county has it we're ahead of the game with it we are receiving wonderful support from law enforcement and others within the community for school safety resources we have a meeting coming up this month we're looking at some grants on physical safety upgrades we'll have increased Staffing next year we will have updated training and protocols that were given to us by consultation through law enforcement so a lot of upgrades and updates and I'll have all that until Collective Jared there's a lot of work that you've done others have done again appreciate that obviously school safety is a priority next under relations we have a couple of interviews yes we're asking for approval for it was an mou with Indiana University for it's a standard agreement for our student teaching placement and it's all of Indiana University's campuses I have a motion by path do I have a second my Maryland any discussion all those in favor think so a second yes also asking for approval of Centerstone mou with Jennings County Schools were required by the idoe to have an annual agreement with a provider we've been using Centerstone for the last several years this is same mou agreement we have um do I have a motion to accept that High motion by Travis do I have a second second by Cheryl any discussion all those in favor I think we're down another I have a couple brief things I just want to say a congratulations to Grand Creek Elementary they were recognized by the state this week he's a stem certified school that is a very big deal that is not all corporations or schools in the state it's a very limited number it involves a multi-year process of hard work and the entire building working at it and great I just want to say congratulations to them that's huge then I just want to thank the board actually just tonight you have upgraded our CTE programming for our kids through that bonding process bringing back local Health Sciences culinary arts and advanced Mania Mania string and then we then we have kids hearing no other discussion or anything under other I will entertain any motion to address motion by Mary Lynn do I have a second second by Earl all those in favor six seven oh
so students can have an eight to five summer program for the five weeks we're offering it our office hours will be 7 30 to 12 30 and students will receive breakfast lunch and supper if they stayed through 5 PM daily we are offering our programs at seven summer sites uh Ryan Shepard Adelante Adolf Lucha George Lindale and painter oops this year we used a new service you probably remember approving the contract a few months back for in play oops and this the reason we decided to go with in play is that every year enrollment has been um pretty intent labor intensive for everybody because every program has had their own enrollment um system and so once every program enrolls then we have to gather all the information we have to make our other spreadsheets and it's just kind of doubling the work within play our students are receiving a text to enroll and they're being offered the programs that are available to them and that with the touch of a button the parent enrolls the student in the program so it takes five minutes for parents to enroll their students another question um with regard to input we went through the proper procedures to check that um information of our students is going to be completely secure I know a lot of these Charter folks launch non-profits and they like to play with a lot of data but my concern is that they'll be grabbing our data to start poaching our kids we're we're 100 sure that this is a legit organization they're not going to be messing around we have uh um Tech agreement with them and the data will be destroyed um at the end of the term and that is as school assumes school starts thank you the other thing I wanted to share about the employee registration is that we did the registration in a tiered format so we wanted to make sure that we targeted students for um especially the specific intervention programs that would support them in the areas that they needed so that was rolled out on April 6th through April 20th it gave them a couple of weeks to have the priority registration after that we rolled it out to a second group of kids which may have been duplicates from the first group but that is our unduplicated students which are English Learners our foster youth this is very sensitive our foster Youth and our students who receive free and reduced meals that was our second group of students and then on May 1st we opened it up to the whole District so anything that's open is now open to any student that wants to enroll in our programs so this is what we're offering this year in terms of learning recovery programs we're offering and some of these are very familiar to you we've offered them over the years and um they've been good for our kids the first one is Elevate math for our third through seventh grade students springboard is a literacy program and that is for our younger students entering first through third grade our ELD classes are provided for targeted students that need support in English and language development and that's for our third through eighth grade students our bridge to kinder and Bridge 2 first is offered to any student entering first Kinder and first grade TK Kinder in first grade I need to change that as well our sped in extended year program is for any student that has that in their IEP and needs that support and that's managed through our sped department and then Jose Valdez Academy is for students in fifth through through 8th grade our enrichment programs this year are computer science information which is called CSI and that's basically um early programming for students and a lot of students don't know about this course and we're trying to push it out I sent more information yesterday the principles about this one for students entering sixth through eighth grade have the opportunity to learn basic uh programming and um get some a different type of experience this year in the stem field think together Camp is something we've offered in the past and that's for parents who want a traditional summer camp for kids with activities and the Arts and music and sports and also um some outside activities envisioneers is going to be offered at our two middle schools and that's a project-based learning program um the the way that they offer their program is that they involve Silicon Valley um uh professionals to come and teach some of their programs as well and then they culminate with a project at the end of the program Jose Valdez Institute is the enrichment component to Jose Valdez and that is for our students who are already at grade level but are looking for a challenge in math um summer jazz band is offered to our jazz band students By Invitation it's just an extended opportunity for them to continue their music and developing Mariachi camp and um will be open for third through eighth grade and then little Heroes will be providing Sports workshops throughout the day at our elementary sites so new this year we have a few new programs that we're really excited about and I think the one that we're really excited about the most is the Galileo design camp now I'm not sure how many of you have heard of Galileo but um it is a summer camp program but it's an Innovative approach where students become designers and innovators and creators of projects and they go through a three-prong approach to help the students develop their project and students are involved in um uh cutting and soldering and just all kinds of different activities um Hands-On activities during the summer for the whole five weeks and every week is a new project so um this program is offered at about 500 um a week in other areas that parents pay out of their pocket and so we were able to talk to Galileo about bringing it to our district at a reduced cost so that we could offer for the first time in the east side to our kids in Alum Rock so we're really excited about for free free two families yes yes absolutely and so we're really excited about offering that to the kids we also have um codally which is um uh design thinking workshops for our youngest students so they will be pushing into our kindergarten our bridge to kinder and our after-school expanded learning and doing some design things with our kindergarten and first grade students KV media arts is a new vendor that we're using in our after school enrichment programs and they are doing media arts workshops with our third through fifth grade students and then Quest Camp is a new vendor that we're using that provides a game-based approach to their program and this is for any student in sixth or eighth grade so we have some some really exciting new programs that we're offering this summer in terms of the expanded learning oops expanded learning opportunities just some more information I shared with you a while back that through our new elop funding we offer a full day and that includes a minimum 20 extra days outside of the school year and so um the five weeks will take care of the the 20 days for expanded learning but we're required to have a nine hour day and that's what I was mentioning earlier that some of our students whoever is interested will have the opportunity to attend school from eight to five okay and these are just some of the um partners that we will be working with this summer um we have a lot going on um we're almost done hiring and we'll be training folks soon and just getting everything ready to end the school year and then start summer programming so really busy time we're looking forward to a Summer full of learning and fun okay thank you so with that I'll open it up to uh okay first uh before I go to a question with comment from members of the board I'll open uh this item up the public comment because there any members of public pushing comment okay I just have a question and I know that you don't answer it now but all these programs that look so wonderful and I know that kids will be very excited about them are they already staffed or do they bring their own teachers with them because hopefully they bring their own teachers with them and and they have them okay yes please please yeah I obviously know nothing about this program but thank you for sharing it with us um if if one of those mathematics or Jose Valdez or Galileo need some you know you know if there's a 3D printer or something like that you know if they these kids want to print something 3D model uh there's also a chance to get a there's free licenses online for CAD software computer aided design where people could you know even a second grader can learn somebody's of of materials or or three-dimensional objects um I could help out with that I don't know where possible or how or or even if it's you know an option uh but even if I am to just give you links or send a slew of YouTube videos um whatever you know and I love the summer and summer is fun so why not through the chair Russian speakers please State their name I I just don't understand people yeah I went to UC Davis um for my bachelor's Bachelor of Science and psychobiology with a minor in exercise biology I went to USF for Clinical Psychology okay thanks can you give me the name again I didn't catch it Grinnell Grinnell Khanna g-r-i-n-i-l as in Leonard last name Kana k-h-a Nancy Nancy a double n okay thank you Mr Connor okay so seeing her public comment I'll take questions and comments by members of the board uh trustee Flores Shelton thank you president Fam thank you Mrs Garcia um so we know how fantastic not just the building back the learning loss but it's about keeping our kids busy and the creativity around these um you know Summer Schools not just you know keeping them busy but building on um everything they've learned through the year so thank you for this I my question is around um the capacity just the numbers I just didn't see in the presentation how many um kiddos are going to be um we have slots for and I saw it was seven seven School sites so if you don't have it tonight just um yeah we have over 3 000 spots open this summer okay and then given the registration that's going on where are we at when we're at about 60 right now registered so we still have plenty of spots open please share with your students okay 3 000 um and that means that what is that percentage of all of our kiddos it's about half okay and that's probably this is the first time ever we've probably hit that number in terms of capacity for summer school no that's about what we offer like we're offering more this year okay we usually offer about 2500 spots okay we still have open spots good okay thank you we're doing a lot of Outreach trustee Chavez so I heard you say that um for the family as well so how does that look like um the family is involved in two of the programs in the springboard and the bridge to kinder there are workshops that are offered alongside the student so the students come to school and their parent workshops as well and that's for two of the programs I also heard just mentioning soldering what type of soldering is it oh I'm in the Galileo it's just part of the whole design process I mean that's just an example of something that they may do thank you hey uh vice president Herrero thank you thank you Sandra for bringing all of these I always get excited for the summer to get this presentation um I have a couple of questions um the first one I know that you've been bringing a lot of the contracts before and we've been getting some of the specific numbers and things like that um but I did have a question I guess just in general uh and kind of similar to what one of the speakers uh asked about most of the programs bring their staff correct I mean more or less uh we have five four of our programs that we hire our staff we hire our own teachers we put the positions out we post them and we hire our teachers okay and then um I know the M play program is something new so that's exciting less work for you all so you can focus on hiring teachers uh how are so I I heard you talk about the phases in regards to those in interventions are offered the spaces first and then you go on from there um and from what you presented just want to clarify and make sure that I understand so if somebody's in for example math then they will get I don't know Elevate math I'm just making a a program a math program they will be offered a slot in the math and then okay um and then I'm also thinking of parents in our community that work three or four jobs that might not get all their messages um it might have missed the opportunity for those that need that intervention um is there another form that our staff are reaching out if they haven't responded to that initial message of your son or daughter has a slot we actually sent out a message two days ago to families that when there's the one good thing about in play we're able to see that there were several families that opened the text but didn't complete their registration and so what we did is we sent out in Carlos and carmelina helped us with this we sent out a message to those families and said I just wanna we noticed you opened your um message at this time you're not enrolled please complete your enrollment if you need support call our office and so we give them the phone number and email to call we also have our community Liaisons that have the list of students and what they qualify for reaching out to families individually because I know sometimes people don't send the message but don't read it um so that follow-up thank you that that was important and also just to clarify I did see free to families so I know that families aren't paying for the programs but obviously we as a district are paying for the service of the programs great thank you so much and this year we're paying our summer programs through our expanded learning opportunities program funding the new funding that we receive thank you questions I could talk to you after uh well so you know for except I do uh well thank you so much Sandra you know and and to academic services for uh putting this this top percentage of summer program and also one of our our largest offerings of Summer programming like this I guess I didn't quite uh just the question so we are uh we are fully staffed for for the summer we have two teaching questions open right now uh well this was two days ago and maybe have been filled by now but this is the best year we've had in terms of applicants in a in a while so we're excited about that okay okay well very good well thank you so much Sandra and you know and I hope our kids have have a a great summer of learning and I'll share the um information on what's at every School site so you're welcome to come out and see what the kids are doing this summer okay thank you Okay so they're moving on to item 3.04 teacher of the year I was wondering about the cheerleaders and the Beautiful shirts and all of that very cool good evening report president fam Dr Bauer board members Community teachers I have the honor tonight to give a very special recognition to one of our teachers last week we recognized one teacher from every School site as a teacher of the year nominee we had a very nice little celebration here and gave out certificates and a little a little token of our application for them and after the combination of that event we through with the Santa Clara County Office of Ed we we nominate one of these teachers to wreck to represent Alum Rock School District as our teacher of the year and we'll go to the Santa Clara County special event that they have in October and this year our teacher of the year is maesta Munoz educator who is able to support Student Success Through the most challenging time her creativity and Innovation teaching empowers students to be successful while having fun her nature to always put students first make her a shining example of what is it means to be a Highly Effective Teacher congratulations Master representative technology so we love you I know all right okay everybody ready say my income thank you so much thank you so so I'd like to express my congratulations to Maestro Munoz on the winning teacher of the year and I know Bill knock them dead at the County Board of Education uh and also uh a special appreciation for uh Adelante for coming out here in in their colors uh just to just stay yeah Netflix that we uh we have a lot of the mascot it's the hummingbird right yes that's all right so so we have some hummingbird Spirit out here tonight um so moving on to you know uh 4.01 the teamsters is Tom here eyes well hello there Tom good evening hello there good evening uh members of the board president board uh Dr Bauer uh my name is Tom fua on behalf of Teamster uh I just went I came today this evening to just uh ask the board that uh Teamster and and the district is in a a new contract coming up that we like to the district to adopt and um and that we are here to support the district and and everything that goes along with it to include teachers as well uh we're here because you guys are here uh so you know I know financially we cannot support you but we're here to do whatever it takes to make you guys comfortable um and uh ask the board that uh you know um please uh move forward with adopting the contract with Teamster and uh we'll continue to support the district in any way in every way possible I mean we we most of most of us work year-round and we do the best we can and you know with uh with what we've been uh dealt with you know the this pandemic has created a lot of um you know um hardship on all all of us you know from classified workers to teachers and and all of that but you know we would like to ask the district to go ahead and uh and accept our our negotiation process and to move forward um with with the teamster contract and uh along with that um I just want to say you know for teachers um we're here because we want to support you guys and everything that you do um I know you work hard and so does you know everybody involved but um let's let's ask did the board to let's give the teacher a fair contract and and it's not much that we're not uh we're not asking to be be rich we're just asking to survive in this economy so anyway um please uh make it put put it in your heart to to to look at all all the aspect of what the you know the workers are faced with these days uh we have members from uh our bargaining unit that travels two to three hours to get to work every day and it's really affecting their their you know performance and and and we wanted to alleviate as much as possible I mean we love this Allen Rock Community I myself are not from here but I'm dedicated to this district and I've been here 22 years and I'll continue to support uh you guys and everybody along with it so thank you very much and uh thank you uh president thank you I am I am 4.02 California School Employees Association and uh yes yes I want to extend uh a warm welcome back to Sharon thank you good evening um superintendent Dr Bauer board president bam and members of the board I'm happy to be back it's been a challenge but I'm conquering that challenge um I was here mainly and our recipients have gone but I do want to congratulate all of the winners of the employees of the year they do an amazing job and um all of our classified folks do but these are outstanding members and I'm was so happy to see them recognized and of course double congratulations for those that were also recognized by the state I mean I'm sorry the county has their employees of the year also a big congratulations to the teacher of the year we all know how valuable the teachers are and it's be very proud all of them be very proud and I'm happy that I was here tonight to see the teacher of the year get her award so a big Applause for all of you all for everybody um a couple of a couple of other things um I want to thank the Dr Bauer and the special ed Department Mr Kelowna and our amazing assistant um admin assistant and special ed for our para Educators that attended the para educator conference in April I don't know if the board's aware that we had seven members that went five para Educators to autism assistance and they came and reported back to us at our chapter meeting what an amazing conference it was it's three days and they packed those three dates full of classes so that they could come back and share what they learned with all the rest of the people out at their school sites so we don't know where it is next year but maybe we could send 10 and then we'll see it's a a good conference so thank you for for doing that and having the para Educators go one more thing because I don't want to take up a lot of your time for all the ladies in the room happy Mother's Day some celebrated yesterday some will celebrate on Sundays some will celebrate both so happy Mother's Day to all of you and thank you very much thank you I think my I have my hair again welcome thanks thank you everybody thank you thank you Sharon uh I am 4.03 Alum Rock Educators Association Jocelyn you have more good evening everyone you know typically I have everything all written out and planned what I want to say tonight you're gonna have to bear with me like it's on the Fly because we've been incredibly busy but first I do want to welcome Sharon back it's so awesome to see you here on up truly from the bottom of my heart and I also want to thank Tom for your support for the teachers and what we're going through right now and congratulate our teacher of the year such an honor and I would like to also congratulate all the teachers of the year that we're here and honored last week um as you probably heard us out in the parking lot there was probably over a little over a hundred that people after their day of work that came to make signs and and send a message one that it seems like we go over I mean I I remember the the last time that we were here right before we shut down for uh the pandemic we were also rallying out there for a contract that was yeah four three years ago I mean we got a have events that aren't just for trying to settle contracts because it's getting real tiring on a lot of us um last week I was in a a meeting with um Mr tariko we had our placement meeting for the teachers that were assessed for them to select where they wanted to be next year and I've never seen a list that was extensive as this one was after the teachers were placed there was still I didn't count but there was still at least 40 openings for next year now I realized that didn't take into account the temporary teachers that were let go and some of those will be asked to come back if they haven't been already and hopefully they will um but that also doesn't take into consideration all the people that are going to resign or retire and trust me there will be more than what has done so already I know that for a fact um I I worry I worry about next year um how how you plan to fill these vacancies you know we've got the programs that the summer programs that look amazing uh we started this year we had some openings I would say by January I was having calls on a daily basis of people asking what they could do to either take a leave or quit and it would I mean it's never there's never been a year like this our teachers made support they need support in the classroom they need support with the students I've talked I've mentioned this before about Behavior yes all our students deserve to be respected but so do all of our teachers and just in the last week or 10 days alone I can't remember now with less track I know the police came called three times two times on a teacher on teachers and One Time by a teacher who got hit from a student you know with a hard object teachers are afraid I mean they don't know what I mean things what's going to end up happening during the day they are afraid you don't have to take my word ask them they are afraid to be in the classroom they're afraid of what's going to happen from either the students or the parents or both mood help we you know yeah do we want to contract we absolutely want a fair contract because right now it's going to take a lot of money and a lot of benefits to keep teachers here in Alum Rock what do we how what do we have to attract them that's different from other districts we I mean we can always say the kids but the kids are great know wherever you go we need we need something's got to change I worry about this District I've been here 33 well since 1989 33 almost 34 years obviously I don't have much longer and I'm not even about to tell you how old I am you can tell by my hair but um my heart is here I I mean I didn't grow up in this District but I grew up in this District I grew up my my entire career was in this district and I worry about what it's what what is going to happen in the years to come so all to say we need a contract we need it and it it needs to be you need to listen you need to hear the teachers when they say they don't want three days of meaningless or not meaningless but unapplicable professional development professional development that may not apply to them and three days of it they don't want it we we asked them we're not just making it up nor do they want it without any I mean with no money I mean it's really uh what was it that it worked out to be like a 2.65 increase or something not to mention the fact that if that's really something the district wants you'd think that would have been resolved by now because we don't go into mediation until the day before school ends and we're going on vacation this summer our day ends June 8th the teachers leave and they don't come back until August contracts won't be ratified if there is even one settled by then just letting you know the other thing that was shocking to me that I didn't realize nobody mentioned this we had a rep council meeting on Monday for the one of the only two meetings that we've had in person this year we had it in a classroom and someone asked a question about health benefits because apparently open enrollment is happening right now nobody mentioned that the cost of their health premiums were going up approximately we figured it out ourselves that it was roughly around eight to ten percent that it's going up and nobody mentions that I mean where's that money coming from again we work more we make less last year it's totally off topic but I just want to say one of the things that you know last year around not this time yet but I think during the summer we were talking about um the one of the supports that was going to be offered because not only are we having issues with severe behavior issues our kids are they've they have a long way to go whether it's catching up from the pandemic whether it's just whatever the reason is so there were 13 tosa positions approved with grant money you know how many of those were filled there were only five builds because nobody wanted them nobody would come to fill them so yeah it's great to have the money and to have the position but if you don't have the people there to do the help it doesn't help in the classroom we need help in the classroom okay I think you got my point I hope because I'm I don't know how let's just say it I I know I mean it takes a lot to get our members out to you know after a long day but they're they were here and they're I mean they're tired we're all tired and we want to I mean it would be great if we could end this year up instead of down and looking forward to coming back rather than looking elsewhere thank you for listening I hope you are um my phone is has not been ringing lately not by anybody over here anyway by many teachers but um you know I'm always open to talk um I would like to also piggyback on what Sharon said and wish all the mothers and people who assume the role of mothers a Happy Mother's Day this weekend thank you thank you all right 12.05 different extended Bowery at the floor I think he will see administrators oh oh sorry item they grew up to be wonderful women and so that's what that's the Legacy you're gonna give to your daughters so congratulations again on your achievement and also um yeah uh being by cultural is is quite a an honor and a privilege because we can celebrate two Mother's Days you know my mother had to had a cake yesterday Jocelyn and she had to have flowers and everything and she's expecting them guess in Latin America we do celebrate dia del Maestro so felicidades Maestro on Monday May 15th so we just stretches a little bit more those are the one of the perks of being bicultural so congratulations thank you so much everyone uh and the last thing that I wanted to share with you I want to thank Dr bayesteros so much we just got um noticed that we are extend from a licensing so we're gonna be able to bring a preschool class to McCollum next year so thank you I know Dr baisteros all of our elementaries are going to have preschool so um for those of you who are a little bit unfamiliar with the Early Learning work in Alum Rock it is part of moving our students to college and you might say what but remember brain is developed from zero to five and so that's why those years are so important and we know that our students who go to high quality preschool are the ones that are on are on grade level in third grade and we have the data in Alum Rock to prove that so that's why we're opening uh as many opportunities for our students to receive this high quality and Dr reisteros thank you so much for the help um amazing things coming up I'm not gonna reveal them just yet but I wanted to say uh Alum Rock in every Elementary we have a preschool class with my column being the last one so thank you very much for that and have a fantastic month of May okay hang on so with that we'll move to item 4.6 some comments and Communications from members of the board and I see trustee Chavez um I want to congratulate again Mr Tony uh Colona he was um honored at the um access for the special ed administrator of the Year good job you've been with us for 30 years and doing a fantastic job thank you so much Mr Tony yes yes and I also um want to thank the principal at Ocala in San Antonio when I visited this this month and hopefully we can sign up for a few more uh for the next one and um thank you all for being here today and and I just want you guys all to know that the teachers are appreciated and um I want to thank you all for all the service that you've been giving and and everything you do for the families and the students here thanks okay uh vice president Herrera loera thank you I just want to start off by congratulating all the teachers all the teachers as teachers of the week and especially those that were recognized last week as teachers of the year for their schools and uh Maestra erlinda Munoz who just walked out uh we know that every teacher goes above and beyond um anywhere uh being a teacher is not easy and I think as a I think Jocelyn mentioned some are even um like mothers to a lot of our children or even they're more than than mothers so thank each and every one of you um or or father figures but parent figures so thank you to every one of you for all you do um and you know I think the words that we heard um earlier today you know I also want to recognize the classified employees of the Year all the classified employees and those um that we recognize of the year I think of Yolanda Rodriguez and really all the community events that I get to go to outside of just Alum Rock she's there behind our Alum Rock uh uh table you know we're talking about how amazing our district is bringing in family smiling um so in addition to her Monday through Friday you know on Saturdays and Sundays Sometimes Late Nights I see her out there um talking about the work she's doing excited and also bringing in families to be a part of our our community and I've seen it in action and so I'm so glad that she was chosen I wasn't surprised when I saw her name so I just want to highlight Yolanda Rodriguez with a smile always um and I will also highlight all of our gopita participants all of our students and families who was out there playing soccer at the end of the month in April um I want to highlight our partnership with uh Telemundo channel 48 Erica specifically in the ass um thank you Dr Bauer I think this is our second year um and I know it's Partnerships like that that will continue right to bringing activities for our children and families to be a part of and you know keep them excited excited about life in addition to the mark and the English and all that they get to learn um so thank you for coming up in that partnership I know um it's a relationship that I have it's an idea that she had and I was like come on over we definitely want you umok so I know that was exciting and another some top ones you know but to me everybody's everybody who showed up and played and um we're just excited to kick the ball and run on the field so it was great great to be out there um with some of my uh some of the trustees to be able to hand the um the trophies and uh you know all the um exciting things that we got to do um and then last but not least um I want to congratulate everybody now Mark I know we'll be ending our school year before our officials start of our next meeting so I bring someone who will close your audition and do that either and someone who might come to the beginning that night so if I don't get to see you congratulations and to the schooling um congratulating every student as well as promoting to the next uh greeting and especially our 8th graders you know families who killed stood us with the education of their students um and that will be going on to a high school um exciting times um as we all know right and then because easy as we've heard things [Music] here in the elementary so come back and give back um you know teachers and the probation officers and the doctors and the judges and all the things that will be come back to us and remind us of your teachers stories that you have here in Alum Rock thank you for president okay okay clerk Quintero the board of President uh wanted to take this opportunity I usually don't try to avoid the comments but I think it's important to make them um I was uh I'm glad to have been able to come here and observe the various teachers of the year for the various schools um that were recognized appreciate the work that they do and uh the excellent work that they do under very difficult circumstances I'm appreciative of the uh CSEA the classified staff Teamsters uh classified staff everybody who's out there keeping the schools going moving forward because it's through their work through the collective work of all these folks we see the success that we've had in our contrary to the negative to the negative narrative that's been created by the media that has folks come out and think oh my God Alan rock is falling apart it's a it's it's this horrible place and so I look back on Jolene Smith a graduate of Alan Rock who ran a 50 million dollar non-profit that provides vital services to all of our kids in Santa Clara County to ensure that we can catch them early on if they have um if they're going to need special ed services um to go ahead and provide those vital services that are taking place at a very early age so we can ensure that they live a healthy and productive life I look at individuals that I graduate high school with Roland Roger of Alum Rock winds up going to Harvard well didn't stop there wound up going to Stanford and now it's like open sex making all kinds of money all right so we got non-profit folks we've got uh private sector folks we have uh another person I know might have why they're going to Harvard she decides to go into local government and she's applying right here for the city of San Jose and so these stories go on and on and on we have a lot of folks very proud of the fact that I'm product of Alan Rock went to a a state school and we formed the backbone of Silicon Valley and so very appreciative of what I received in Alma and I think those folks who are coming in and hope that hopefully they can bore themselves see what's going on they can see the Laboratories the Partnerships with Verizon with other organizations we brought in to provide one-to-one devices in our schools so we can provide them with 3D printers with technology all the things that Alan rock is doing so we can go ahead and try to turn that narrative that the media that other folks like to continue to throw out there I I I give full credible credit to do these are the teachers the classified staff that put in day in day out all the work that allow those folks to have the success that they've had now each and every one of our students to go out there and have the opportunity to take part in the American dream even under the worst of circumstances of people from the west side of the valley would never be able to dream of being in a situation where we have you know six families living in a house that was designed for one single family for one GI coming from World War II to live in that house and we have six families and they're having to fight over the parking lot because they don't want their loved ones to be parking too far away because they don't want them to get jacked as they're walking home and so all of these things are the things that our children have to face everything and to have individuals come over and say oh I don't see the success coming out of Alum Rock well it's very disheartening we do happened I see it I see it in individuals every day we have significant challenges every day as well and so I give credit for credit to to all of our teachers to face all of these issues day in day out and go out there and do what other people would crack pressure of of having to deal with things that you can't take care of you only have children for a certain number of hours there's significant amount of issues that are are facing our families that are Way Beyond your control and thank you for stepping up and for helping our children be prepared to face a very difficult life we live in the most expensive place we've been reminded and many of our children are having to move on with their feet and go to the Central Valley because it just isn't working out and so um just wanted to give that credit that our teachers very well deserve I want to also thank uh Mr Kelowna I have seen the work that you've done and it has shifted the special ed Department I can remember thank you it's warranted without going into too much detail we would spend a significant amount of time having to do things that in closed session obviously that gives us a sense as to what we're having to deal with and we the I can't remember the last time we got to deal with that because special ed has been transformed into providing the services that children need without having to have parents come and demand it and have to take extraordinary steps to get the service they that they're rightfully that their children rightfully deserve and so I I wanted to make sure to mention that because it's been a trend it's been like three 180 yes and 180 and thank you for that one and so um I wanted to uh thank you for that with regard to not I'm not going to negotiate in public because I I uh as a union member myself I do not believe in negotiating in public um I know that the Apostle does not they're not uh uh you know go along with that and so uh however I can give my perspective and what I State publicly is what I say behind closed doors is that my expectation is that we provide uh a generous um offer that is something that we can afford that if at the end of the day it is found that we were hoarding obscene amounts of money that uh don't um that weren't warranted and weren't uh Justified that's going to be a concern for me and so um with like I said I'm not negotiating in public I'm just stating my perspective as one individual board member that we go out there we lift up the couch cushions look for what we have and we make a a generous and um and something that we can afford that doesn't take us into insolvency and so um uh those are my well on also I I recognize the work that a lot of folks did uh throughout the course of uh Alum Rock and my memories I don't want to leave behind uh fellow by the name of Ramon who was a head janitor at uh San Antonio and he happened to be my boss not while I was in San Antonio because we're gonna have kids working there and when I was 14 years of age I got to work in a summer program it was a job it was summer job programs the city provided for broke kids like myself that uh didn't have uh you know a lot of money and so it was to get us to you know learn how to work and Ramon happened to be my boss and he was a I'm assuming the teamsters back then people's Teamsters are already in place back in the early 90s and um and so it's folks like that that uh Beyond just doing a great work of cleaning up the place he uh showed me the value of a hard-earned dollar I think at the time it was four bucks 450 or 475 minimum wage and so uh thank you to all the rec all the folks have been recognized today CSEA Teamsters thank you hey I see thrusty Flora Shelton perfect to follow their trustee Quintero thank you um Jocelyn it's good to see you um my institutional knowledge is you know I've it's coming back I've been back on the board since February um so I just am still in listening mode and kind of catch up mode um and I am committed to listening um and then spurring that into action so I am very very interested you know in getting back to bargaining and let's get this moving um I do want to you know I'm not going to touch on all the things that have been said um but I will say that there's a few uh retirements that I'd like to call out I don't see uh Norma Flores here but I do just want to recognize um that her her retirement is on the agenda today and I've worked with her in in different um circumstances and student services um I know her team works very very hard to connect with the community so I want to recognize uh Norma Flores and thank her and I saw Loretta's name and uh just you've been a a lovely a lovely face in the audience um now and 10 years ago um so wish you well and thank you for your years of service um at Cureton which is dear to to my family so thank you Loretta um I do just want to give a shout out to the folks that um I had some fun with at kopita um it was and if any Ted lasso fans you know football as well right and I think we saw that very very much um uh the tears of some of these kiddos that came in third place it was just uh it was beautiful it was beautiful to see the kids passion um and I have to say the folks that put it on the coordinators the administrators that gave uh three days in a row um to put it on but to give our family our community um that that time to just have some fun show their stuff and we know Recreation and Athletics it brings kids to school so they can have something to look forward to afterwards and we want to get them as tired out as possible too for the next day so just really want to thank vice president Loretta for bringing that partnership with um Telemundo it was fantastic and president Pham for all your ceremonials uh it was a lot of fun I'm sorry I could only be there for Sunday um but I'm just so appreciative of again sort of the evolution of this District that continues to strive for excellence in so many of um not just in the classroom but in after school and you know um just the whole family that whole child experience is really what um I'm really excited to continue to be a part of um and ensure that every one of our employees understands that they're respected and with how we can demonstrate that um day in and day out um and I'll just I will sort of end on sort of the you know esoteric piece about what I think the whole Community is experiencing um just sort of the symptoms that we're sitting in the classroom the behaviors we're seeing it with adults you know in the community um there is a we're sort of like seeing the tip of the iceberg of all these things whether it's our capitalistic economy whether it's you know the the Google effect you know on the east side there's all sorts of systems and institutional um history and you know the pervasive systemic racism that this District you know continues to uh be affected by right that we are trying to dismantle every day the policies and practices that we are striving to change here is about dismantling those things it's going to take a long time it's going to take a stupid long time right I I would love it to be in my lifetime um but I just want to say that is the tension that we're in that is the tension that we're in and I just want to call it out because we need to be um we need to understand that education is so much a part of the solution to these things right the next generation is going to be better off right that's what we all agree to um but what we're dealing with are the symptoms not just of the pandemic but the the division um of lack of government you know lack of trust lack of trust in government lack of trust in neighbor you know all these things um in Authority right and that's you know the teacher um is such a respected revered person in most of our lives and most of our um you know most of the generations that have come before us and we need to bring that back we have to figure that out together so there's no silver answer to any of these things but it's a lot of little things that we're going to work on together so thank you and um appreciate it president okay well I will wrap up you know a couple of things first uh uh our second annual capita was wonderful I think yes it was my privilege and my uh pleasure to to be board present and to officiate uh at our second annual uh soccer tournament at a place near and dear to my heart namely Independence High School I believe all our kids showed uh their Spirit on the field and showed uh the city what uh what Alum Rock is made of uh you know what you know whether they received won a trophy or not you know they are all winners and you know on that I want to extend a special congratulations to Lucha Elementary the Ocala steam Academy girls soccer team and the Joseph George boys soccer team for winning uh kopita in their respective brackets uh I want to also uh extend uh much congratulations to uh Tony Colona for receiving the AXA award and special education uh we we all uh you know uh and you know special education is our most you know one could our most challenging student population uh you know what a wide range uh I know I was uh a student in adaptive PE when I was uh uh in Alum Rock but you know it runs the you know uh to get to uh uh you know still some uh uh what is it dexterity uh problems all the way to you know uh you know Lindale is where I you know first met the deaf the you know the the autistic and uh I I'll always remember the uh he was he was a fifth grader but he was but you know he he had a you know uh genetic disposition and he was you know this size and you know so we you know uh we we all owe a debt of gratitude to you and to the Special Education team for uh all that you do uh I had a it was also an honor and a pleasure to preside over the Russo mcentee refresh to do and you know see the way in my day the less the former luster shields uh Russo mcentee now our Environmental Education elementary school so uh just one of the many many programs uh that Alum Rock is bringing uh to offer our kids and our families uh you know I had an opportunity to meet with Child Nutrition services and mot to learn more about you know what we're offering our kids in the cafeteria and uh how does maintenance work how does transportation how does operations work so I think uh Denise and uh her her lunch ladies for meeting with me and I want to thank Ed and his team for taking the time out of their day to meet with me and you know I got to see you know our our bus plate and our handyman and uh you know uh that we have a mechanic Landing meme I go by go and it's like uh I'm impressed at uh at how many buses he can service in a day you know literally you know literally our you know uh we you know Transportation would not work without him but I mean all of you are are important to our schools and uh to that extent I want to take you know Express not just my appreciation to our classified staff under there's CSEA and teamsters and also to Alum Rock teachers uh uh you guys are kind of like you know the the uh Central Casting and technical theater and without you know without you all uh we could not be in the business of Education I also wanted to express just as my my colleague core Quintero says I don't uh you know we want I want to respect the confidentiality uh confidentiality of negotiation but you know I'm always hopeful you know uh that you know that you know a solution is is at hand and you know uh I'm an optimist I know that you know uh you know where there's a will there's a way you know and you know and to acknowledge uh the challenges of teaching in this day and age I mean the challenges of maintaining a school system in this day and age uh you know I'm a union member myself although a guidance counselors Union uh you know in the State University system and uh you know uh these you know these are the some of the most challenging years in education and it will take us quite some time to uh figure bigger you know figure our way out as we work through the after effects of coven and what it did to our uh social lives and what it did to how we interact with one another and how we approach education um you know on a better note I had an opportunity to meet with uh the board president of the East Side Union High School District as you know as a means to uh you know how you know bring our district you know as part of the East Side Alliance you know the East Side Union High School District and the Seven feeder districts of which we are the largest uh you know in into a common position as it were as it pertains to local control of our uh School sites and properties to ensure that we are able you know to protect what what uh previous generations of animal Alum rockers have done in order to ensure that we have the ability to educate our children uh uh you know uh it was a pleasure to be represent the district at the Alum Rock Counseling Center lunch uh we uh the Animal Rock Counseling Center is a crucial partner in providing many counseling services at many of our school sites and uh you know they make a difference in the lives of our kids and so it was always a pleasure to meet with our partners and you know to support them in any way we can uh the following Sunday I had an uh pleasure of attending the black April Memorial in remembrance at the fall of uh Saigon so it was you know always important to ensure that we repre you know uh be reflective of all the uh all the ethnicities that make up our district our district is greater than the sum of its parts and uh you know to get you know and uh to get you know together we we are much the Richer for it and last but not least I want to wish wish everyone a happy happy Mother's Day Sunday this upcoming Sunday uh you know take please take time out to appreciate our mothers I know I certainly have a cake reserved already for Mother's Day so uh on on that you know and but before I you know leave off uh I would like to say a special send-off to our eighth graders uh you know uh you know uh what a time to be an eighth grader I know that they they face challenges uh you know throughout their years in Alan Rock not least because of the pandemic but also uh you know we're getting ready to send them off on their next chapter in life and I want to wish them well wherever they go so on that note let me wrap up yes um should we talk about under recognition did we mentioned your recognition by the San Jose Sharks I mean if not I like to the Earth yeah Major League Soccer um yeah so if not I'd like to make sure to make note of that and yeah also if you can let us know that you met some Alum Rock alumni through that process thank you congratulations on your recognition Dr Bauer was recognized at uh the Cinco de Mayo game which was actually held on the 6th of May um against uh the earthquakes against uh lafc and proud to announce that or to acknowledge that uh the earthquakes one yeah the most important so so with that I guess I will cope with you know uh you know thank you I do have to say the alumni that I met oh yes yeah her name was is Maria Flores and it's a somebody's um a former student and I promise that to keep that a big secret and she said that Miss Merce was her favorite teacher and that when she wasn't she still I mean this is a graduate professional woman who says my favorite teacher in Alum Rock was my first my third grade teacher so congratulations to you yeah so on that I will close with thank you to every every one of us for continuing to make us the largest provider of TKA public education in east side San Jose well neural to eighth grade now like we're officially now providing education to infants so I'm sorry so with that we moved to uh 5.01 public hearing uh superintendent uh I just want to make sure that um you read the items so that we can get that okay okay and then during that time the public is able to okay so with that public hearing District's initial bargaining proposal to open uh negotiations with the teamsters 150 for a period of July 1st 2023 to July 30th okay all right so I will open the public hearing so is there is there any public comment on item 5.01 okay seeing none I will close the public hearing uh okay moving on to item 5.02 public hearing Teamsters Local 150 initial bargaining proposal to open negotiations with the Alum Rock Union Elementary School District for the period of July 1 2023 to June 30 2026 so I will open the hearing on item 5.12 and is there any public comment seeing seeing none I will go ahead and close the public hearing on IM 5.02 so moving to section 6 bonds item 6.01 I'm gonna turn it over to Mr Chen thank you Dr Bowen good evening uh word prison fam and trustee um with regards to this um to the item I'll be really excited about getting this process started um and as presented on the board cover we respectfully staff is respectfully asking for approval uh with the contract with ehp to proceed which the with the feasibility study the workforce feasibility studies at both Renaissance at Maps insight and the district office site so this contracts covers that okay uh so with that I will open 6.01 to public comment is there any public comment on item 6.01 okay seeing then I'll move to uh questions and comments by members of the board trustee Chavez I'm glad to see that the Renaissance on Maxim is on the um feasibility study but not the district office thank you okay any further questions and comments uh trust people or Shelton thank you um just looking at the scope of services and just wanted to um make sure that um stakeholder engagement and trying to figure out how stakeholder engagement and making sure that the the folks that are doing this for us you know we talk about the summary of findings or presentations um you know making sure that the neighborhoods um around uh mats in and around the district office are you know have a have a role in this have a voice in this um I don't know what stage what phase but um I'd like to make sure that that's something a friendly Amendment or something to make sure that that's a part of the scope of services and just still want to I see the background research and the feasibility say it's you know it's saying the same things but one's a deliverable um just really want to make sure like the background research does kind of get into bringing back to us feasibility of you know um density issues you know wanting to just push the envelope on density I know that there's units and costs associated with that but um I think there's some opportunity there and just again want to know the facts and findings around that um and then ensuring um you know leveraging City County State type of opportunities again I know this is our project right um but there's just so much movement in housing affordable housing and just making sure we turn over every Rock and then finally just um kind of circling back to stakeholder engagement you know being really clear about what the community benefit is beyond the the beauty of you know offering our teachers and our employees housing at a um at a rate that they can stay right given all that we've heard so just want to give some feedback on that making sure that those are kind of a part of our vision for how a project of this immense importance um as well as potential physical change right and how we make sure that there's the type of communication and engagement that you know the community um well because we want them on board we want them on board right this is their neighborhood um and um and so it's going to be our project right it's and and as a public entity I want to make sure we have as much buy-in from the neighborhood as possible thanks okay I see course Quintero I think he was gonna oh yeah uh thank you for that question Chuck before Shelton we actually have the team from ehp uh with us this evening um in case there are specific uh questions I'm not sure if it's appropriate or bring them up but if it is um they're available in the room yeah I'd love to hear about the strategy if there's one good evening to the numbers before Dr Bauer I'm Joanna Julian I'm a senior program director with education housing partners and first I'll just say we're so excited um to be engaged working on this project we can't wait to get started since thank you we're really um excited about this opportunity for the district and the community um I'll just say first thank you for your range of comments it's really helpful to hear um from day one you know some of these uh goals concerns just things that we should have in mind as we start on the process um from the community engagement standpoint um you know we're really uh here to follow your lead in terms of what you would like to see at this stage the feasibility process is a 90 to 120 day process so three or four months it's really the first step after we're finished with this process and present our findings to the district the next phase of world facts that involve creating an entitlement package and further uh collaboration both with the district with the city and with the community so in this feasibility stage it's not the only time to do community outreach we see it as starting now but extending really through the full uh phase of work so in terms of how much engagement you would like to see in this first stage it's really we're here to listen and and whatever you think makes the most sense thank you yeah and I think we've um we have done the connection with you know the city right and um but I think there's it's really just maybe identifying who all the stakeholders are making sure that you know they know it's kicking off right and that there'll be more to come but yes I do see um the initiation of the Outreach and I again I just think um the sooner the better so thanks um I wanted to uh I've raised some concerns there's a question no concerns questions at the last meeting and so it was regarding the overall cost for the uh studies and so if we can um identify that or do you have a total not to exceed amount um just for the Public's benefit so the the total cost the total to exceed cost for both sides is 398 thousand dollars thank you and uh it's not to put anybody on the spot just want to be sure we have a very active community that is um very interested in what's happening Alan Rock and want to make sure that the transparency is we're being fully transparent um I we went through a process looked at various firms and I'm very comfortable with the fact that we selected a firm that has a track record has worked on a project the only other project of its kind in Santa Clara County and so I think it warrants uh the the amount that we're paying um at some of our previous meetings committee meetings individuals raise concerns about the feasibility projects this is exactly why we're paying for this so that we can determine whether or not the project is visible because we want to make sure that we're careful with the taxpayer dollars of which I happen to be a taxpayer myself and I want to make sure that we're doing something that makes sense and that it is in fact feasible um we have uh nothing we are very we have a relatively low assessed valuation compared to our friends up in Palo Alto for example who can go ahead and call down half a billion dollars in Bonds in one shot with no problem um and so therefore if we're going to take action with uh resources that are available to us I want to make sure that we can in fact move forward and so I think staff for the work that you've done uh and bringing us forward a good firm that has a solid track record and I'm looking forward to seeing the findings whatever they may be um I know that um it's not a guarantee that it's going to be a green light but I hope it is so that we can move forward with the teacher housing that's very much teacher Workforce it's very much needed in our community okay vice president Herrero era the only thing um I just want to clarify because it does say renaissance renaissance at Madsen and I just want to clarify just for the public that it will be the entire site on that lot correct that is correct okay thank you and then just want to um highlight the fact that our Workforce Housing Community Committee worked very hard over many many months maybe a year or maybe even over a year to get to the point um of recommending these two sites and so extensive work um highlighting you know the work that every Committee Member did there again to bring those recommendations to our board that then most of us adopted here so I'm just really excited for this work thank you ehp staff for leading the efforts and we look forward to hearing the report back um just to you know give credit to the committee appreciate uh all the info that was provided by all the members and the thoughtfulness of of developing criteria so that things weren't just done arbitrarily uh on on a whim or anything like that um thank you to those folks who put together the surveys that provided input and uh the recommendations you should be for you are a compromise uh between um what is feasible as well as the the highest book getter in the survey and so it was a way of getting to a place that that um that takes into account the work that the committee did and the input that's been provided through the survey so uh appreciative of all the work that the community members have done foreign yes and my self-loading eye item passes four to one with trustee Chavez descente um moving to uh items 6.02 uh well first of all if I may have a question for Dr Bauer since basically there's sort of this 6.02 through 6.04 are of the same topic uh could we is it possible to consider all of them in one okay so with that uh the items yeah since it involves something where is was uh the firm on board with this or are we rejecting based on our own decisions or uh that can be asked my concern is that if if we go with just the one do an all-in-one crunch we may wind up like let's say the lodge a complaint and it leads to some sort of vigoration can answer that question I I would recommend taking this one by one just because they pertain to different projects different projects thank you okay so okay I am 6.02.
so I do want to remind everybody that the auditor General's performance audit and sunset review is not the only audit that we as an agency undergo we do have other external private state and federal organizations and agencies that come in and periodically review and audit our programmatic fiscal and operational management so that it consists of looking at our policies and procedures ensuring that we are in compliance with State Statute Ade and adoa requirements as well as best practices so a lot of the work that those organizations do to ensure that we're compliant is Select judgmental as well as random samples of Financial and operational transactions and so that actually helps them see if there's any risk or if there's any elevated risks that need to be addressed so with all of that being said again tying back to um superintendent reichmann's comments it goes back to our accountability our operating principles priorities and more specifically ensuring that our resources are effectively managed which again I take ownership for and am responsible for overseeing with the within the agency strategic plan um so that continues to be a challenge as I've mentioned but although these this past year even so more of these last few months we're trying to do the best that we can we've had a lot of challenges we're looking at new opportunities trying to think how we can approach things a little different so together again we respond to the best that we can in the best interest of our students so we don't want to continue to lose sight that we are here for our students and to the team and I continue to address how we can effectively manage those resources so as we come to an end with this this challenging school year I think some of us are trying to take a deep breath I do want to say thank you to everybody I mean we're pulling together to rethink how we can operate and provide the best opportunity for the work that we do so that goes to instruction to human resources to media and Technology to the business services staff to everybody um thank you I don't think we say that enough as we look at how we can continue to pull together so that really wraps up my report I know that was quite a bit but um just wanted to express some of the the challenges that we continue to face I mean I'm open to answer any questions that any of you may have at this time are there any questions from the board I do want to say first and foremost thank you for addressing the public comment I appreciate you taking that bull by the horns and giving us some feedback on that um and I do want to make a little bit of a plug here to the rest of the board saying we do need another member for the finance committee and so I I will tell you very honestly I learned a ton in this last meeting they are wonderful about going down literally line by line and explaining the differences so I would encourage you to reach out to Shayna if you are interested to serve on that committee thank you all right um we're moving to agenda item 2.01 approval of the consent agenda consistent with board policy to include items 3.01 5.01 5.02 6.01 6.02 6.03 7.02 and 7.03 this is Linda both Linda here I would like to move to poll 7.02 I have a request to pull 7.02 do I have a second on that second okay all in paper for polling 7.02 from the consent agenda any opposed hearing none do I have a motion for the rest of the consent agenda items I would like to pull 5.02 from the agenda okay do I have a second for Five Points a second okay all those in favor to pull also 5.02 say aye aye aye any opposed hearing none now do I have a motion for the rest of the consented agenda items I'll make a motion to approve the rest so it would be uh 3.01 5.01 6.01 6.02 6.03 7.03 do I have a second a second all those in favor please say aye aye okay any opposed do we still have Mike on the phone we might have lost him okay then moving on to 4.01 4.01 the finance report from the Director of Business Services Kimberly Bitcoin Sue I'm sorry can we uh check mike really fast with Mike Gordon Mike are you on can you hear me now I I hear something but I'm not sure where it's coming from to be very honest um so he can hear you but for some reason we're not hearing him so I'm going to be working on that okay so just keep going all right we'll go but you're we can't hear you I was trying okay good afternoon boy president knifel superintendent reichmann assistant superintendent Cooper assistant superintendent ketchoff members of the board and asdb community our most recent finance committee meeting was held last Thursday May 3rd with board president kennefo and board member Mike Gordon also in attendance for superintendent reichmann and assistant superintendent Cooper we discussed the March 23rd and 20 March 2023 and 2022 budget to actual and finance reports provided to each of you is the same financial data in the more condensed form the total student count for April 1st 2023 is 2146 a decrease of 40 students when compared to the April 1st 2022 count of 21.86.
so that's why you see that you know we'll put somebody we give 10 years credit so we can potentially put somebody on step 11. so that's why there's such a wide range there thank you thank you um I need a motion to adjourn the workshop please foreign and we're a bit late for the hearing um so Madam President we do need to have that five minutes for the uh budget here so that if there's anybody who has questions we can hit a separate it has to be a separate thing yep okay I'm going it's not on my piece of plastic here but I'm going to call the uh or call to order the public meeting to discuss the budget did anybody have any questions for our superintendent do we need to vote on yeah no you're not voting at this point this is if somebody has the audience or anybody has questions you might want to do a roll call okay um roll call Melinda sabraska here Charlene Diaz here Fred Rushton here foreign can you give us a real quick summary sure and Cass if you would get up the um the summary page please okay so what you're looking here at here is the two-page summary of the entire budget process thing and what we're doing here actually we have a few more dollars so uh right here in the center that you can see where it says expenditures and budget limit um and I recognize that there's an ear okay so where it says expenditures it really should say 18 million 277 dollars and uh 277 482 dollars I apologize I did not get that moved over those three numbers that you see under where it says budget limit should all be under the expenditures this is the second revision so this is the final revision for the year uh so uh when we get into the meeting and you are considering voting for this um I would appreciate you making uh saying with the chain that change um that would be a good one so uh uh 818 million two hundred seventy seven thousand dollars is about a hundred and fifty thousand dollars more than the mid-year budget revision and uh that surprised me a bit because we are down about a hundred students from the beginning of the year however the waiting that happens for our various special needs programs the legislature last year increased the weight amounts for those and we have had a dramatic increase in special education student enrollment so the waiting has brought us back above where we were so it made up for that drop in general enrollment that's a two-edged sword as you all know you know it in terms of money yeah that's kind of nice but it also means that we have an increase in students who have special needs and you're going to see that in in some other decisions tonight in tonight's meeting as well the amount for classroom site fund is right at the right at that number I got a new number after we posted this and it's slightly less because classroom site fund is based solely on sales tax and an amount established by the state and it went down a bit because our enrollment went down but I did not get that data in time for I you know we posted this 10 days ago so that's down slightly but this is the amount that we're you know that we would have put in here anyway and then that unrestricted capital is 1.575 million and those are accurate numbers below under maintenance and operation expenditures you can again see how all of those broke down by the various categories and then compared to last year and the percentages of increase or decrease over on the right and and then the amount at the bottom which is the 18 million 277 000.
198 kids with 20 or more absences that's over that's over 10 percent of the the year for them 18 absences is 10 that's a lot that's a lot so we have to work on making sure we're cutting absences that's about 30 percent of my students if students don't come to school they can't learn we also have it you know I'll just say it a covid I don't know people I don't know I'm not I'm not I'm old okay baby boomer you work that's what you do and I don't know sometimes with some of our younger Generations they don't want to work some of our teachers are that way too we got some absence issues with teachers I have to figure that out make sure again family atmosphere we work together we look out for each other we have accountability too but we want to make sure there's a balance there how are we working on our challenges we want to make sure we have celebrations we want to make sure again creating that family atmosphere and this is our goal IAP goals one and three we're going to create our own ptso we don't have our own ptso right now and we're working on that and we're putting things together now so that when we start next year we have our own ptsl creating a community uh Mission Vision and values that's an IEP goal number one we are going to add not only as a staff but as a community students parents are going to come in and we're going to work on our I on our mission vision and and values that will be done the first day back with all teachers my AEP goal number one assemblies creating student uh celebrating student achievement growth honor roll principles list character I know that's not a novel idea but you know what has been happening at Thompson Ranch so it's going to happen um bullet number two professional development in classroom management we talked about it research-based instructional strategies we talked about those classroom walks for accountability goal number two in my IEP leadership opportunities for students this is the piece that I'm most excited about we need part of turning our culture at our school is helping kids realize they matter they matter sometimes I don't think they do I don't think they matter they think that nothing matters it matters everything does and we want to make sure we build in two specific projects for um our kids number one peer tutor and get our older kids to help our younger ones and I'm just telling you watching some of that because we do a little bit bits of it right now the big kids it's great for them you think all the little kids get the gain they do but the big kids get a gain too and that helps build that Community then I want to see that helping that I want to see also Community projects Community projects one thing I loved um Dr Kellis for was we went out and did a community project as admin and I want to do that with my staff and I also want to do with my kids I want to do a community project where we go out and help someone else out so in conclusion I'm just going to end with this I know there's nothing here that's earth-shattering but these kids that are at Thompson Ranch need a solid foundation just like all the kids do we need to make sure they have the values we take care of the community and that students can be successful for a lifetime questions all right so first it was Chrono when I walked in here I thought I was going to start crying now I'm like you're gonna have to excuse me if I get to that point you've said there was nothing earth-shattering that you just did I can't tell you I I'm not going to try to explain how I'm feeling right now that was earth-shattering that was like all I've ever heard from anyone whenever I ask about Thompson Ranch is how amazing how amazing things are how they're being turned around your leadership that it's just I mean everyone in different settings so it's not just the same person telling me all I hear is good at and under your leadership and the great things that are happening there um this is you were talking I'm just making some notes the culture You're Building I mean listening to you talk about everyone getting out there and planting you know getting the irrigation system in and planning bushes they're this color of your school colors and and just caring enough about those things hearing you say that kids were rolling in the grass number one I apologize that you ever had a school grounds that was just dirt and rock that should have never happened and I want to hear more about that but for now I just want to focus on that positive I mean because you can tell as you were talking too like and you get it that the kids deserve more and to come to a building that is is feeling either run down or there's just no life that has been breathed into it for a while how are we expecting them to be healthy and gross for some of these kids who have nothing at home school is their only safe place or school is their only that could be their happy spot and and and to be you providing them with an environment even if it's just for seven hours a day where it's their bright spot and they get that somebody cares about them and that's just again you say nothing earth-shattering that's just incredible um you know when you talked about how people have left and it's a hard School your attitude though and your approach to what you're doing there makes that piece irrelevant I when I work for the district I was assigned a Thompson Ranch my first year and I remember the exact place in my pool that I was standing with my husband saying so are you going to be okay if I just break my contract like I didn't I couldn't think about going back because it was there were things that were happening that were just you you might have walked into some of it I don't know but I can tell you that even if it was the hardest place to be if I would have felt or been surrounded by the culture like the culture that you're building I would have loved to go every single day it'd be give me a hard day because it's a team and we're we're we're grabbing these kids and we're doing good things by them and we're doing right by them and feeling supported and just that energy that's that makes all the difference give me hard all day long to me I would love to work in a hard school where you can actually see like the fruits of your labor I mean and and again you're doing that so um do you want to come with me when I hired my next set of teachers yes I've been in that school so I know um I like the fact that you mentioned accountability um and you said it in a way that is how it should be viewed as a good thing people think of accountability and they're they're threatened by it or the board likes to hold people accountable like they're hard no to me and that was my joke when I was new and my first year in Dysart I'm like I hope I get on a plan I hope I can be put on a plan because then I will know what I'm I will know my expectations I'll know what I'm supposed to be doing I will have a blueprint to success like to me that would be a great thing hold me accountable tell me what I would love to have that and what you say it is you know we do this training we come observe we support you when there's gaps that's perfect accountability isn't bad and I think you're probably you're probably the only if anything just because I don't want to insult anyone because I I there's some we have some great principles there might have been maybe I'd say a handful that have gone they may all believe this but a handful of them has that have actually come to me and verbalized that they like accountability that it isn't a bad thing so I appreciate you saying that um towards the end you made a reference to being old I hope that doesn't mean that you're getting close to retiring because like so you know this man can never let go anywhere like you are thank you so much for caring enough to do everything to walk into a school that you knew wasn't going to be easy and you're doing the great things and you're starting where you need to that relationship building place and the rest will come it will so thank you so much really you're welcome thank you I like challenges wow yeah Well you certainly certainly a challenge and lucky to have you it's it's exciting to see do you still have the Gopher problem yes we're working on it they're not in the grass though right they're further out or they like the grass they like the grass we're working on it there's less now than there were when we learned that you were going to be moving to Thompson Ranch we were overwhelmed with emails and complaints about you leaving your former School they did not want you to leave and now I see why um and just last week I was over at Thompson Ranch thank you by the way yeah no thank you and it was an incredible transformation I have not been there I'm sad to say in over two years it was a completely different school it was almost unrecognizable and not just in the facilities and I loved the rocks by the way they were beautiful um but the the energy from the staff from the students completely completely different from what I've experienced before um there and I it's it's just an incredible feeling to know how much you care not just about your students but about your staff and holding them accountable is is not a bad thing it's it's a it's an act of love so I just really appreciate you thank you thank you I just want to say thank you for all your hard work you are putting in tremendous amount of dedication and love I can I can feel it um the students the teachers the staff they are blessed to have you absolutely and um I can I can see great things coming for you in the in the school so thank you for everything that you're doing thank you I just want to say I think you're officially longer than Ken Hicks that's not right no way I was going to say you guys need to gag that guy like you was sorry Dr crota are we thank you good thank you yes thank you so much Madam president members of the board superintending that concludes our presentations for tonight thank you so we're moving on to item G2 Dr Dean thank you madam president pro tem members of cabinet or members of the governing board members of cabinet and our community with the opportunity to regain his crown um we present Ken Hicks with our IBA recommendations for the year I would like to start this process and I'm sure I'm going to probably step on a couple of Ken's slides but I just recommend or just reminding the board in our community that our IBA process is a collaborative process between groups of uh or people who represent employee groups throughout the district and administration and so we're proud this evening to present the recommendations Mr Hicks thank you very much Madam president pro tem members of the board superintendent Dr Dean colleagues and community members thank you very much for allowing me to present our IBA recommendations I would like to first start with um just a quick thank you to our legislature This was um actually it was a very difficult year going through I don't know if you remember some of my updates to the board some of my updates to IBA some of the comments from our legislators and governor coming out it was very difficult coming out of the gate and they actually all came together and we have a bipartisan budget that supports education so very appreciative of the work that they go that went on down there and their efforts I don't know if there's a correlation to this is the least amount of emails I've ever sent to legislators in my life so maybe if I leave them alone they do a little better than if I'm emailing them every single week so but I do want to thank them um neither one this is how I extend my time well says it's green how about I'm just gonna go like this to I believe he's looking for the last slide of the presentation here is the IBA team so I do want to I'm not going to go through all their names and everything but they sacrifice their time and effort they come together to help shape our recommendations and so I appreciate all their candid conversations and the Frank discussions that we had as we go through our process so thank you very much to all of them um just as a reminder back in September 8th is when we adopted or I don't know if it was actually an action item to adopt or presented the board just a discussion of our standards and the board did make one a change at that meeting I believe Equitable was fair and we moved it Equitable but these are the standards that we look upon to make sure that any recommendation we come out with is meeting these standards just as a reminder our process is very Dynamic so which means it could look all messy and everything we're telling stories we want to know more context we want to know more information that leads to interests we find common ground because really behind almost every group that's in there everybody wants the success of this District this organization they're looking for what is best and even though they might be identified as one type of representing one type of employee group we all are out for the best of everybody and that is one of our benefits and our positives we go through brainstorming that we start identifying options and and although I'm talking about IBA right now as you as the board is well known we we jump out and talk to the board we start off in January and executive session we come back in April find out information from the board to help also guide us and you have Representatives on this group we do make sure that everything that we go forward is a consensus space we do not leave our IBA process and tell every single person feels comfortable with every single recommendation so we double check or we at least check before we leave every single person feels comfortable and confident that whether they support it or they can live with it they do not oppose it and so that is true of every single one of these recommendations um I will remind uh it's always good to remind retention stipend in January the governing board came out really quick and just looking at where we are and our finances and the Esser funds we made the board approved at that point the retention stipend and so that was seven percent to our certified staff and our classified hourly and five percent for administrators and classified exempt it's paid over two payments and there's the whole details but that did also set the foundation going forward our next month we looked at and approved our benefits package which did have a constant to the district but none of that was passed on to the employee that was just born by the district and so we approved our benefit package coming out for the group we did look at that we are trending down our ADM our enrollment continues to go down year after year so we did look at that we're going to probably drop down and Peg our estimated revenue on down 75 ADM to about 21 760.
