second umiz second by mccork Quintero um thank you uh poor president um just a little bit of background as you're aware uh we have HBC project plan for the summer of 2024 not this summer but next summer um so our goal was to do some of the pre-work this summer and that's why we issued these bid packages to do some of the pre-work during the summer unfortunately um we only received one bid for each um for each proposal um and by law we the school board has the ability to reject those um bids and go out and rebate on those projects in order to generate additional competition um and get better pricing competition so those are the reasons for these three items coming up um staff is recommending that the board reject the bid that we receive go out to rebate on projects and then bring new proposals for the board's consideration in future okay so what then I'll open a 6.02 to public comment the thing no other comment I'll move to questions and comments by members of the board vice president Herrera the only uh question I have is around um I mean I'm sure we put it out there or invited uh firms to bid um are we thinking of doing anything different in addition to what we did maybe the last time um to invite more um bids yeah well I mean what do a stronger effort in terms of Outreach um to the vendors that we have pre-approved on our um on our pre-approved list um and so RCM is working diligently to get those words out um it is challenging during this time because a lot of contractors um have their work lined up already for the summer um and these are essentially really small work that we're bidding out and so it's not as enticing as those big projects that um typically you know generate a lot of uh interest but again we'll work with our CMS um to get the words out and to do a strong Outreach thank you yeah just a why couldn't they be packaged together to be one strong job one bigger job um well so the intent here is to have smaller contracts so that smaller companies can um apply for those and per um public contract code if it's over a certain threshold then you can't use the informal bid um I believe it's around two hundred thousand dollars that you have to keep under um and so anything above that you have to use a formal bid where you put out the bid package you advertise for two weeks um and it's a it's a it's a bigger project um all together so we were doing this for timing but really we want competition though yeah we need a bigger correct package but then that just takes longer it yeah stuck okay yeah I'm I had sort of the same questions just around making sure that our the awareness of this from our contractor community and trying to get those smaller contractors to take this you know to use this as a next step for um they're you know getting them in our in our queue so hoping we can um kind of get that list a little more robust and any any help we can give you know so we can have local preference as well and try to get contractors from the community would be great any help we can get happy to okay well I have a question uh question to Mr Chang so uh you know in the so in the events we we put this out to bid but if say we only if there's only uh one company bidding on it then what is our contingency to ensure that we have you know uh HVAC in place in in these three School sites and you know granted you know given given the weather you know and also part of part of you know my my big hope when I was on the bond commit was to finance and see the see through the completion of the installation of you know updated HVAC in all of all of our school sites so um this doesn't impact the timeline in terms of when we get the HVAC installed uh this is just being proactive um to get some of the work done uh prior to the equipment arriving sometime next march or so um and so part of the um contingency plan is that you know we'll we'll gauge the temperature of how many bidders are out there when we are considering to put the bid package um again um if it doesn't generate then we have the option of changing an adding scope to make it more enticing um so those are some of the options that we're considering right now and this is just to illustrate you know the the complexity that we know Supply chains issues and as well as you know as you mentioned many of the firms of their work lined up for this coming summer so it's sort of like we want to kind of understand you know or for the public to understand that you know this isn't like going to going to Costco and having having the air conditioner installed in the house this is a this is a uh this is a complex process of searching for uh you know searching for a contractor and making sure that you know the scope is appropriate so that we can you know put our tax dollars to work in the way that uh Alum Rock residents expected tax dollars tomorrow so I see uh trustee Chavez a question on is there any restriction to contractors to putting a bid for example do they have they have the work completed I'm sorry what was your first part of the question again and a lot of times they don't want to bid on small things because it's not worth their while in in putting out a bid for example I remember us voting before that it had to be Union label uh labor so is that required of the contractors who are putting the bid and if so can we amend just this one time to get the work completed well in order for us to in order for vendors to be pre-qualified they have to first of all registered with the dir this is Department of industrial relations at the state um and in addition to that uh because I'm getting the second one you don't have to be Union you just have to pay for a really wage yeah that was it that was it yeah yeah so um I remember uh this is in the private sector not in any government but um I remember that the owner of the buildings they actually went to to people who were working in the field and help them and motivated them to get the dir and they informed their own companies sometimes helping somebody who's about to get their state license do you see maybe doing something like that a little extra to see if you could get the young up in common contract so Dr King excuse me a second I can give you information so we remember a few months ago we brought forward a proposal to um help to work on a project so Dr Bauer's been working on that on bringing forward essentially somebody who's going to be supportive of small businesses to help them become or walk them through the process so we don't have this issue of not not enough small firms not enough local firms and so the small schools and Innovation committee we're working on that we're trying to work out a date and so through that we're going to bring back uh Dr Barron's going to bring you back that should address the issues that you're addressing okay that's exactly what I'm talking about okay thank you do you want to add to what he just said yeah and and actually the district we actually did workshop and invited uh any interested company or contractors to um just give them um essentially a little workshop to to help them understand how they can start working with school districts and how they convey it for some of these projects and that's something that we can continue to do so kind of like what we could yeah but but you know before we you know move to a well you know I'd like to cautious caution my colleague there you know we and you know we we you know uh one of the reasons why you know I I have always been supportive of human labor you know and I think maybe my colleagues are is we want to keep dollars in the local community we want to in you know good wages that you know that are earned by now you know members of our community and that go back into our community so I want to caution you know uh you know caution against and and you know any suggestion uh uh things outside of Union Labor so with that I will move to a vote I'll call you and say see you trustee Chavez bye or Quintero or uh Kirsty Flores Shelton yes and uh myself voting I and the voters four to zero and I see uh vice president Herrera political area yes I and my cell phone and Idol will describe the uh five to zero moving on to item 6.03 notion by motion by President Arrow uh you know Mr Chang you have the floors uh we're requesting the same um recommendation based on the same reason we just discussed okay public comments okay opening up 6.03 to public comment staying none uh questions and comments by members of the board being none I'll move to a vote I'll call you guys say see you trustee Chavez aye vice president aye Clark Quintero aye uh trusty floor Shelton and myself learning I item passes unanimously five to zero uh item 6.04 question okay motion by uh trustee Chavez second by vice president Ferrero roera I'll open the public comment [Music] yes do you you think that we could go to a voice book since we are all in person and we no longer have to go home well why Maribel oh okay all right for the minute yes that's true okay uh moving on to item 7.01 motion by uh trusty Chavez second by Kirk Quintero uh superintendent yes this memorandum of understanding is to capture the work that we're going to have at the Cesar Chavez Early Learning Center um just so that the public and us have a way of knowing you know who's responsible for what in the early learning sector there's still some moving pieces so this is kind of um the mou that will bring before the board to memorialize the the collaboration and as we move forward if there are any other things that come up because this is the school that is influenced through Kinder we will bring amendments to the board at this point the team worked together with kidango and this was um the agreements that we reach to be able to continue functioning in the Early Learning Center okay so with that uh let's see here I'll open it up to public comment seeing no public comment I'll move to a vote I'll call you as I see you at trusty Chavez uh vice president Herrera loera aye or Quintero all right uh trustee Flores Shelton yeah and my self-loading eye item passes unanimously uh moving this I am 7.02 social pendant okay I have a motion from uh trustee Chavez second second by vice president gerardoira superintendent uh this time of the year of renewing contracts okay uh Opening Our open 7.02 to public comment saying none I'll move to a vote I'll call you as I see you at trustee Chavez aye um vice president Herrera loera aye Quintero all right uh trustee Flores Shelton yes and my cell phone and I item passes unanimously moving to item 8.01 this is the grant from the state to be able to provide the services that we are providing in this is the Travis Learning Center so we have motion by Kirk Quintero and second vice president I'll open 8.01 to public comment all right seeing no public comment uh questions and comments by members of the board thing none oh trust the floor like I don't know why are like moving so fast I mean this is like Monumental awesome stuff here so um the mou two items before was kidango and the school district like I just feel like I don't know do people know and then this is the funding to do this transformational change in the district that feels like it's I don't know decades or right but it's like culminating into this so congratulations to you all congratulations to the Early Learning Community congratulations to the babies and the and the families that um are bringing together again I just think this Vision um back to the science you were talking about the science you were talking about the science right what we know about the zero to five mind and our investment in that right it's not just about graduation it's about self-sufficiency it's about decreasing poverty it's about you know lifting families and generations and so I'm just so proud of you all and us um to move this forward and and it is um it's unprecedented right at what at what scale that's my question now what scale and I'll stop talking we I have looked and looked um in our early learning Partners have looked and looked to see if there's any other uh public school in the state that it is there's a lot of public schools who house Child Care Centers so that's not new what it's new is that we have a school with a CDE number that is officially zero to five so the Ed code allows us to go as long as we have some grade levels that Elementary districts serve we're able to expand below or above that's why we're able to transform schools into PKA you know things like that so that's kind of the concept that we are taking now what you're about to approve is the Early Learning grant that is going to fund the staff and the services for the zero to three years old because Alum Rock picks up the young force and the five-year-olds young Force TK they're four-year-olds and then the five-year-old so that's the collaboration the braiding of the of the um of the resources which is unique and um very very excited to be doing this kind of work alongside so many other you know we have the TK teacher right here you know uh and we have Dr vallesteros right there we have a whole bunch of people who support this effort so um very exciting work um and we are technically the the local Education Agency that will if we are functioning as a pass-through that state gives the um the grant to Alum Rock and kidang we in on intern kidango we pass it to kidango so that's the way it works we have thing together preschool academies in the dual immersion academies they've worked in the same way with a different partner so we have um very successfully and I think as a result of that I really think Dr Reyes tells us why we got kind of that amazing um nod of appreciation and not having to wait a whole bunch of we have an exemption of the licensing because people know that we know how how to do this right it's taking us a little longer you and I had that conversation 10 years you know to get to this place but it has been worth every moment to be able to see families receiving services that are amazing um we are trying to figure out some other ways other models so we have a lot of innovation in the in the world of early learning thank you for the opportunities yeah thank you and I'll just say by the time the big celebration happens in July July 21st mark your calendars everybody is when we're gonna have our big but we should know that we're the first in the state or the world or whatever it is you know so we can hang our hat on them you know thanks for the kick in the pants you kind of like we've been on this for such a long time that I you know I still go back to the the initial conversations in this afternoon in this particular room about how it is that we were gonna you know focus on these very important things really learning um well it was very very interested in it um as we were discussing all kinds of stuff and so one of the things that I was looking at and so I was I came into this meeting of like throwing out their these Grand ideas as to how it is that we can pull in um kids give them give families access to um you know the child care that they very much need is necessary a preschool things like that um and so to see it to come to permission you're right it is a big it is a big milestone hey we were moving forward I remember the conversations of going to Sacramento how are you going to make it happen and going back all deflated because it all fell apart and it was it did take a lot out so maybe that's part of the reason why we came a little cynical um but um seven million dollars is coming into the community from the state right that you'll remember that that the committee meeting at the Senate where all those moms are yelling and screaming because they were anti-vaxxers well I mean they're they're stuff with being heard before our uh our Universal preschool bills that never actually happened but hey I'll give credit to Senator Bell he attempted and made the effort and maybe it set the I'm assuming to set the it set the stage for what we finally got because of the pressure was being put on so um you know thank you for the work that you've done we could just kind of sit around and then just continue to you know the reality is that everybody's going through the decline enrollment and you know what just it is what it is suck it up or or and even I've been worse some individuals have come around saying why does turn your schools all into Charters like Ugh it really made me sick um uh and so we we said no and so remember my approach to Dr Bauer was like Hey if we're gonna do anything with our site to have to be something that's going to provide a service to our community and um and continue to make and allow our community to make use of our facilities so thank you for finding this Innovative strategy that uh creates that pipeline for our kids to continue to be served by the local education and the Lea or their area here by Alum Rock School District so looking forward to more of those Innovative uh I just got plenty of sites that we have to continue to use and provide for uh you know make sure that they're retained for our children so one more just a point of data for the board we started TK ahead of the game before all a lot of districts right now some districts are just beginning to to talk about decaying and I know that we were at the Forefront we were probably the first one definitely the first one in the county and we were one of the set one of two districts who got ahead of the law to welcome our students and just so that how does that 80 for 85 of our TKS stay with us and so that has been uh helping us to mitigate the declining enrollment so that is the other reason right we do want to make sure that they have an amazing opportunity and they are academically on level but that is the other reason that we have been able not to experience another hit if you will so very grateful to the staff and everybody the team the parents that entrust us with that uh as president Herrero thank you um and thank you trustee um Andrea Felton Flores for reminding us you know I it really took me on a journey for a second there of like when I started on this board and where we were at and how the state at that time we were not trusted literally right with our own uh money as a board as a district I mean what we've gone through and to now being awarded by the state over seven million dollars um thank you for bringing that up and um I think you know the fact that we've had a lot of amazing um uh time earlier today to do a lot of important things too but this def definitely um deserves its attention and um you know highlighting again the creativity right of um hard decisions at the time of you know do we close down schools no way we're not going to close it down there's no way we're going to hand it over to Charter what are we going to do and it was not easy like everything we you know thought of and as staff you know and the recommendations and um Dr vallesteros and her leadership um and really you know transforming Cesar Chavez right um into something that I mean we couldn't have even imagined you know maybe 10 years ago um so thank you Dr vallesteros for your leadership um I remember having conversations at like my first PTA um event um we were recognizing the PTA uh parents um and just you know the ideas you had been and how they're becoming a reality um it you know really shows your leadership and your ability to you know make things happen not just have the ideas or talk about them but put actions behind them um so just you know happy to be here and supporting the work and then you know I mean I think of our Workforce housing as well right I mean there's maybe certain things we can't do directly but indirectly how do we support our Alum Rock um whether it's the zero to five to the teachers and really addressing the needs in a creative way um so thank you staff and and board for you know doing the work that that we're all doing here and with that I will be supporting this okay so with that I'll close with you know this is a momentous occasion a great occasion it's an opportunity to uh you know uh serve our community and in new ways and also in a sense to continue to uh introduce Alum Rock to another generation of Alan walk residents uh you know I hope that you know this is the the beginning of something something greater uh you know we're leaning into our expertise with young children to serve even uh younger children in a way that uh where we hope to be able to mitigate some of the challenges that our children face because of uh where they live and also because of the economic situations and so uh I you know I wanted to thank the administration and Dr bayesteros and everyone to who helped make make this grant possible and also to to allow us to to save Cesar Chavez and to be able to repurpose it to continue serving uh children in Alum lot so with that I'll move to a I'm so sorry um I know you're disappointed um just in the spirit of dotting our eyes and crossing our T's in the packet um you know it's about infants but then the license itself says it's licensed to serve ages two years through entry to first grade so can we just make sure just go back and make sure that the license lines up like that it must have been an oversightful yeah just for the public packet and everything thank you so much you know the brand but we haven't yet I knew you did it just wasn't in the package okay so with that uh I'll move to a vote I apologize I see you trustee Chavez hi uh vice president aye uh Clark pontero all right uh Rusty Flores Shelton yes and myself voting eye uh motion uh item passes unanimously moving to item 8.02 motion motion by trustee Chavez second by Kirk Quintero uh superintendent um this is a request for the board to reverse the charter dependent Charter status of aptitular gas um uh I know that barb uh prepared a little bit for the board in terms of the the reasons to requests for this reversal so I'm going to turn it over to her to explain to them and to the public why we're doing this yes good evening so um in 2023 when the community a group of of Educators got together and created this Charter there were two Focus areas to the Chart 13.
the site-based student accounts increased by five The cooperatives increased by seven however the preschool decreased by 36 students and birth to three programs decreased by 16. as of April 1st we had about 491 FTE which includes 8.5 FTE at FBC at that time we employed 715 staff only 138 are full time with the 1.0 FTE there are currently 173 vacancies across the agency the increase in the vacancies is due to the fact that postings are being held open until filled the highlights of the March 2023 Financial reports show the revenues of 42.3 million was 1.2 million higher than March 2022 revenues of 41.1 million the major difference is the increase in general funds offset by a reduction in the institutional vouchers and the classroom site fund Revenue the per pupil amount for the classroom site fund Revenue last fiscal year was 733 while in this fiscal year is 708.
wait a minute go back to page one please yes it is um very much because that's payroll and you will notice uh on this line that there is an increase of 25.6 percent in our expenditures or budgeting for this year for this when I came to you and asked when I came to the board and asked that we end the contract with ABM and that we establish our own I made it very clear that I had there was no way that I could promise it was going to be less we knew it would not be we were going for control of of facilities and Improvement of things and making sure that things are done the way they are supposed to I will tell you that this is up this much because we have had so much work that had to be done you regularly get the updates from me about plumbing and and those kinds of things and that's expensive and we are clearly we are definitely trying to get as many things fixed repaired replaced whatever this year as we can in this budget before we roll into the new budget so yes those expenses are up it is up higher than I thought it would be but I will tell you that things are getting done and they're getting done right correctly the other thing is I'm very much about let's make sure we have quality so I'm not talking about the most expensive of Replacements or whatever but neither am I talking about and in fact I tell the facilities people don't you dare just go buy the cheapest things we want things that will last I don't want to have to be replacing things in two years or three years so that's part of it as as that expense and and we have quite a bit in fortunately we had it in the capital budget for the things that that are considered Capital items unfortunately things like toilets kind of fall into this part of the budget and even though they're 500 bucks a piece they kind of fall into this budget so um so that one's up significantly any other questions I'll be happy to answer uh Cass if you'll scroll down just a little bit so we can see the rest of that 200 and right there the 200 and 300.
we do continue to see if not flat in most areas some growth in our special ed and we looked at at that time on the books was a two percent increase to our base support level um we the the good part of our conversation in IBA is everybody was well aware that we do have federal funds that are supporting our budget so we have 26 positions that are funded out of our Esser fund it after next year they either have to find a place or they will be eliminated um and then we also have other continuing factors or pressures on our budget with either minimum wage increases our anticipated utility rates inflation in general as everybody knows the cost of everything is going up and so we had to consider all of those as well with that consideration and assumption our resolution is to provide a one percent base pay to all of our groups so to all certified staff to all administrators to all classified exempt employees and all classified hourly um part of the process now this was not voted on in IBA but this was in a previous IBA that we said going forward we wanted to only incr approve the salary placement schedules by half of whatever is going to our current employees to kind of prioritize our current employees over future employees and so this represents those salary schedules going up by 0.5 and as our everybody else is getting the one percent um there was a couple we actually looked at a lot of things there were two grades of positions um that were um recommending to increase our security guards grade going from e to a j and then our classified ESS assistant positions our codas slpas and ptas moving from a grade U to a grade W there were other grades that were on our docket that we were available we didn't go too much into it because one of our standards is it has to be affordable and sustainable and so we did not have a lot of money to work with just with the two percent increase in our base support level and so these were the two positions that have the high turnover High vacancies can't get applicants and because it was affordable these were the two grades that we are recommending to make a change also as part of that um as part of our ongoing challenges with our budget we have seen our carry forward shrink year over year so probably close to 10 million dollars a few years ago down to nine down to eight down to seven down to six so we are continuing to burn through uh overspending a little bit from what our Revenue to expenses are each year we do have the Reserves to cover it one of the resolutions that we issues that we've talked about a couple times over the years was to freeze the 301 equivalent funding supplemental pay at the current amount so that it does not exceed 11 500.
2013. I'm sorry and the the two areas was one about Excellence for every student academically and the other one was the which was the biggest component to the the charter was the theme of healthy living um so a couple of things have happened since the people that actually wrote the charter and created this dependent Charter are no longer with us um through the variety of things that have happened over the years the the school has kind of moved away from the Healthy Living Focus to A literacy Focus um on top of that you know I was looking through some of the pieces and they they weren't implementing a lot of the Healthy Living pieces that were part of it they were continuing to work on some of the academic pieces like the rest of our schools because they're a dependent Charters so they're also supported by us um one of the things that has arised this year is that aptitude has been designated an atsi school which is uh additional targeted support based on their dashboard receiving also a letter from the state saying that it was at um it was at risk of losing it its Charter from the state if um you know because of their dashboard um their academic standing there's like a couple of other schools but in most of the areas they are on the very low category um so kind of thinking about that we in addition to all of those things the the site has to write for every every Grant every um they've got to write their own lcat they've got to write their own Grant reports they've got to write so it's a lot of duplicates uh sometimes work but ultimately what this does is there they fall under the auspice again of just a traditional Alum Rock school and all the rest of our schools and we will be able to continue to support them to hopefully move them academically and move out of some of those areas that they scored very low so we want to be able to support them more on that um the other part of this is that um aptitude is a in a on a campus that's very limited in space and it's very very tight quarters it's been a something that um we've been constantly looking at to try to see how we can better support our students and give like the middle school students that Middle School experience so part of of really looking to revert that dependent Charter back to a traditional school is also to be able to um in the future probably the not this coming year but the following year moved those three those three grade levels to a traditional Middle School in order to have them have that full Middle School experience that that um that they all deserve with the the big Sports programs the the electives all of those pieces that we would like our students to be able to have so I it's you know we recommend that we um that you approve this so with that I'll move to uh I open the island of public comments back again um I do have a couple of comments and questions related to this I was not aware at all as a nor were the teachers at the school until they read the uh agenda this week and they were quite surprised um and I while I'm not just as far as not continuing with the charter because I would tend to agree that when the charter was written the the staff and Leadership at the school site at the time wrote it and then most of them including the um site principal left before the beginning of the next year started that so they have never really implemented the principles of the charter to begin with however my uh so I understand why you wouldn't and it sounds like you want to take it back before the state takes it back which I don't know if there's a difference whether that makes a difference but regardless does it need do you need to approve tonight the second part which is the sixth seventh and eighth grade because I I don't know what's been um how much the community has been involved in this because I know again the teachers had no knowledge at all that their sixth seventh and eighth grade was going to be moved after next year and when they found out they were upset for a number of reasons but some were upset because they said that just as you're saying that we want to give them the Middle School experience that was why we did the K-8 was to have the K-8 experience so it's like I guess the bottom line is does it do both parts need to be voted on this evening or and have the community been asked about the K-8 I do get the fact that they're out of space they're all the classrooms are used um but something to think about thank you the other question I had about the moving the middle schools was I had heard through Grapevine of Staff talking that the middle schools was going to be moving to rennet Matson and taking over those buildings but I noticed that rennet Matson is also one of the school sites that's listed to be converted into staff housing so I know that we have a ton of projects that are going on in Alum Rock and it's all for the betterment of the community but sometimes I feel we put too many carts and not enough horses or the horses and the carts are in the wrong order or there's different things to look at so I just want to make sure that wherever we're going to be moving our sixth seventh and 8th graders it's going to be in a place that is accessible to them because part of when we closed Chavez and repurposed it and moved things part of that thought and theory that I heard from my community was they don't want their kids walking over that freeway bridge to go to a school somewhere way far away and if we're looking at that for aptitude would that be the other way back so those are just some of the questions that I have there thank you okay uh well with the female for a public comment I'll open up to questions and comments by members of the board arrows um yeah I was on the board when we moved forward with the charter now we graduated and it was uh an effort a good effort now I think it was uh the intention was good uh obviously it really wasn't thank you for for reminding us as to what took place right after and why a lot of the things were implemented and so um I I remember it was part of a bigger package as well we were really trying to figure out how it is that we're gonna stem the bleeding um and even Matson was considered to go K-8 and a lot of a lot of different thoughts were out there um and so given the information we've been provided um it's kind of difficult to say we went this route and it didn't pan out but we also have to be acknowledge that they need support and then maybe this is in the best form for them to get to the point of view that they do need so I um you know I will be supporting moving forward with this um in terms of the students uh that is a it's a great concern that has been raising something I've also thought of I know that we have a policy of allowing children to uh choose to go to whatever Middle School they decide as long as there's space available correct we have open enrollment so okay so they can choose to go to whatever site correct okay um all right thank you for answering that question yeah thank you um um my question I'll start with my question which is just in terms of the um communication with staff and the community you know I'm I think my my theme is just going to be Community engagement right you know or stakeholder engagement can the administration just talk about sort of the the communication around the the decisions and the what was shared with the school Community this is not the first year this has been considered so I'm going to turn it over to Bart this um I'm gonna say at least for the last four years this has been part of the conversation um with aptitude uh around the charter of meeting the charter obligations that are written out um around what's best for the site what's best for the students how do we make it it all work um this was something that um was brought up to the it was shared with teachers maybe I don't I don't know exactly what the date was but this has been part of the conversation I'm going to say with School site Council for sure for at least I'm sorry so specifically the K-8 back to Kata K to five there was different talks around that and different at different stages of because um every year there have to do some surveys um at one point it was actually taken to School site Council as part of an opportunity to have the School site Council vote to to convert back to convert back and to go back to there was two different pieces to it one was convert back as as a K-8 another possibility was to convert back to a K5 this was about four years ago or three years ago when um or was it two I gotta go back and look at it it should have been a civil war can I add something on that answer real quick so Barb are you saying there was a survey at that time so there's a survey um all our all small schools of choice do some surveys at some point um I just want to yeah I want to understand your answer there was an uh survey from my understanding from working with the principal a couple of years ago there was a survey that she asked I don't have those survey results and that's what I recall because again this has been an ongoing conversation over the last four years that I know of so it was kind of both um if it goes back to K-5 or yeah so but it wasn't this specific no it wasn't there this specific recommendation sorry thank you thank you thank you um so that was my question and then um I just wanted to to comment that um you know I think I would I too was on the board when we approved this and I think it was a part of our experimentation it was about any type of thing that could again um elicit excitement and interest and enrollment right we were like throwing the spaghetti on the walls usually and you know what I think um this is about just like we tell our kids it's okay to like fail and learn from it and fail up right I think this is a good lesson learned for all of us um and sort of that time Charters were coming at us left and right and we were like thinking this is the win because this is our Charter you know it was just like a strange Twist on the charter um uh pressure that we had right so again I will be supportive of it but I do think the the lack of clarity um in terms of the second piece um I I do think there should be more Outreach and more engagement with the community just to understand um because we're also not you know it's not happening it's not happening in August right so um I'll be supportive of the of revoking the dependent Charter status okay so simply 10th power so I just wanted to remind the board Rene Sanchez was the one that started working with the team with the principal at a time with the school side council at the time it has been it was one of those things and then the pandemic hit right it has been something that has been hovering over that we have never had a kind of the stability to say okay we gotta look into this it has to happen now we have a letter from the state saying right so that's that part the other part around the middle school grades I want to remind the board that we're in also in the process of that long-range facilities plan in in uh in order for us to really address the the real tight uh blueprint and aptitude and continue to have a school there because that's something that has you know when people talk you know immediately or they're closing aptitude we're not closing aptitude right in part of sustaining aptitude is to really bringing it down to a very feasible way that we can support the site refurbish some of the needs of the site because they do have also some some stuff that they need you know refurbished so by keeping that blueprint because originally it was designed as a K5 right it would allows us to address some of the other needs that the school has in terms of plumbing and roofs and stuff like that um we have way too many Middle School seats for the size of District we are for the the enrollment that we have so as we work with the The Architects and you saw we have Community forums some of these things are discussed and that we invite the community some of the recommendations have been there a lot of those recommendations um have not been brought to you yet because we're still working for example the whole thing with Cureton and George we're still on pause because staff was there some parents were there so those are our efforts to in engage the community in some of these discussions family vice president Herrero Valera I think all of it is great and I will be supporting this as well I think I mean it makes sense I wasn't here back then but where we're at now it makes sense and I think I'll just uh reiterate you know the fact of communicating right if I'm a middle school teacher and all of a sudden I see it on the board agenda I'm going to create right ideas and uh rumors or you know and and it might not happen um but at least there's that communication and um you know as much as we can as a district to prevent rumors from happening and things like that because I mean it's all a part of it but not all of us get to go to these meetings and get to hear the town halls um so I think if you know they're going to be affected by it in some way or another just a heads up and maybe to the community as well to kind of prevent maybe some of those rumors from happening or fears sometimes that come up um when you know it's like ah you know they're gonna close down I'm gonna not have a job or whatever can be created at that time um just to reiterate I think but and trustee uh Flores Shelton mentioned thank you well I have a question for administration so was there a a cons uh consultation at uh you know with with the schools parents prior to this being brought to the board it was part of the school site Council how many years I don't know um I see clerk Quintero my concern is that we have serious situations taking place at this site they are our dependent Charter we also have two privately operated publicly funded schools that we are direct that we directly oversee correct you still have those two tip and uh and now correct they are our Charters yeah okay and if they were in this situation and they were coming in for renewals or they were in the situation I would call for their to revoke in this case we have to hold our just our schools to the same standard not the same Center we have to hold it to the same standard and provide them the support they need so that they can step it up so given the situation that we are facing I that's why I'm basing it on on the letter that we were seeing from the state that we need to get down to Basics give them a massive infusion of support both in terms of you know whatever it is they need uh um coaching you know monetary support uh in infrastructure if that's required because uh I'm not necessarily very happy either to know that they're in the situation so we need to move on this stat and part of the process as I see it is to take the step of letting go of the charter acknowledging that an effort was made it did not work out in this case we did we did move our school at Hubbard she came through eight it's it's an add different a different result than what we're seeing here and so those are my comments and an interesting I don't know who the maker of the motion was um just a friendly Amendment um can we split the to take the revoking of the dependent Charter status as one and take the um reverting to a traditional District school as another as a separate motion so instead of having two actions we have one action um by listening to everybody's comments maybe we should just keep them together because okay poor majority already okay so I'll just then that means um as much as I am supporting revoking the dependent Charter status I I just and I'm if it makes you feel better I'll amend it bro I mean it doesn't make me feel better no I mean thank you though um yeah so my concern is that a meeting four years ago okay well check it separate if that's okay okay thank you is that okay oh with the motion that is fine but I do have a you know uh question to Administration well then seeing this would it you know would it not be uh would it be advisable to it you know uh you know to revoke the chart you know revoke the charter but you know a lot you know if uh extend the uh the eighth grade out to to the end of the 24 25 school year and just then have the Middle School move to Matson in the fall of 25.
the budget fiscal year 2023 obligated expenditures of 46 million were 4.5 million higher than the budget fiscal year 2022 obligated expenses of 41.5 the increases are in salaries professional and outside services including contract to Transportation FBC one-to-one nurses and other operating expenses including the new student information system and billing software agency Fleet Management and Fuel and an increase in utilities the 770 000 transfers out to adoa for Budget fiscal year 2023 are for Food Service food service equipment Capital Improvements for both Tucson and Phoenix and security upgrades on the Phoenix campus the third quarter Financial reports reflect an increase in cash on deposit with the state Treasure of 3.9 million the major differences is the increase in prop 301 funds of 2.1 million and Cooperative Services funds of 1.9 million if there are no questions this concludes my presentation but I'm open to any questions any questions thank you thank you to 5.02 use of State trust lands do we have Alberta here I do have a question yes um I have a question on how you got the number that of 21 593 that would be coming to asdb at um the math doesn't work out for me if you have 25 acres and and given the price per acre that's actually determined by the state land trust we don't actually determine that number that is for the easement not necessarily for 25 acres of land so they're actually going to be building on the land but they're not owning the land it's a matter of an easement process yeah yeah I understand that and I still don't understand the math so I can definitely go back to the state land trust and ask them for a more detailed report of that information historically they've been the one calculating that information and then we'd pass that on to the board as part of whether or not they would recommend or not recommend board approval okay and I'm not certain if they want us to to sign this like if right now but I I guess I feel uncomfortable signing an approximate amount so I completely understand that that feeling and understand that process this would be up to whether or not board approval from my understanding correct me if I'm wrong but board approval is on based on majority so if you didn't feel comfortable that's obviously something that could be abstained or you don't agree with and then if the board does not agree with that term then it goes back to the state land trust but we also have a legal counsel here just in case I may be incorrect on that but this is kind of a unexpected so I don't think Deborah or I had any previous information other than that okay thank you any other questions in regards to this I do this is Brittany can oh sorry trying to gather my thoughts like can you just like very easily explain what this does so the high level the State of Arizona has lots of state land we are part of that state land we have lots of land throughout the State of Arizona as part of the full trust it's not necessarily readily available for us to use but when that land is sold or is uh part of a an agreement for for this case an easement for them to build this high voltage power line across the State of Arizona the state land trust charges that and that obviously that comes back to us into our individual coffers many other state agencies participate or have land within the state land trust and so then that money comes back into the taxpayers dollars essentially so what happens is they will they're proposing to build on our section of the state land trust it's not our land it's not like say Tucson campus or Phoenix campus where I could go and say build another school um it's just a matter of aggregate land that the state owns and we are part of that trust of a whole uh so kind of imagine you know the four of you sitting at that table all of you own a home that's collectively within a trust if one were to sell a portion of it all four of you would receive a portion of those proceeds do you know what happens if we say no to this I don't believe we've ever said no to my knowledge so I don't know what happens but I would assume that it would go back to the state land trust to review and then determine next steps so they have recommended uh that they that we proceed forward but obviously that's just their recommendation the board can make its own decisions okay thank you can I ask a follow-up question absolutely am I coming through okay I can't tell um so if we went ahead and passed this for example could you still go back and ask for clarification on how that calculation was made and I guess I'm going back and forth because what is the impact um to us I mean if I'm I'm going to assume that you're thinking that the number is too low yes okay um so if that would be found to be true and we've approved it would they've then reimburse us for the amount that might be a corrected amount uh to be honest I am not sure so but can we have further explanation or am I able to go back to the state land trust and ask for that further information absolutely and I would go as far as ask them to even come and give a presentation to the board to give more clarity on how the whole process works as a proxy unfortunately I'm not as intimate in the details of that but if it were to be found that the number was incorrect then that would obviously I'm sure have a process to it but this is determined as this land here this is our percentage of it so even though it may be 55 acres 100 acres plus we may be only three percent of that and so that's based off of the agency calculations from my understanding so I'm we've never had a moment where we had to question that number as it was just part of the aggregate hole but I have no problem asking that question of them so my follow-up to that is um assistant superintendent Cooper do you know what our percentages of that is that something that they readily okay that's what that that helps me um so if we were to table this until July to get that information before we made a decision how would that impact you uh I'd have to look at the agreement again but it may hold up the sale of that property and thus have other repercussions that I'm not sure what those would be so um I wish I had more information for you but unfortunately I do not have that information of what would happen as we've never had this question come up before okay okay go ahead this is Linda both I would feel comfortable if we table that to get more information okay if we can talk about it over can we talk about it at the next board meeting in a few months and will we know the information by then my other kind of follow-up to that would be would it be something that we could um between this meeting and the July meeting do a a phone meeting as a special meeting to get more information in regards to this and then make a decision in that meeting yes okay then um I would need a motion for that okay I would say to table it for this meeting and then host a special meeting between this is Linda I move to table that until we get more information through the next meeting but I would like to make sure that we add into your motion that we hold a special meeting before the July meeting to address it okay okay thank you I have a motion to table this agenda item and hold a special meeting between before the July regular board meeting to gather more information and make an educated decision on this and I have a second all those in favor say aye opposed hearing none motion carries thank you no problem going down to 7.01 legislative update um director of policy and government relations Maria Murphy good afternoon members of the board superintendent reichmann assistant superintendents and our honor guests for the record Maria Murphy director of policy and government relations so here we are it has been a very eventful couple of months since the last time that we had our most recent board meeting I am pleased to let you know that house bill 2456 did finally pass out of the Senate um and it went to a final read over at the house and was signed by Governor Hobbs about a week week and a half ago now and we have been continued for a period of four years so I am not going to lie I am a little bit disappointed that we were not continued for the full eight years but I am also very relieved that we are not looking at a continuation of one or two years which is what was originally being contemplated I have been contacted by multiple legislators since Governor Hobbs signed uh the bill and they have already indicated to me that they are very interested in running another bill next year to try to get asdb's continuation extended out for the full eight years so I I believe that we will probably back be back here again come November December asking for your permission to go ahead and and run that bill come January 2024.
um you will notice that our uh our total for special education is up seven percent and that's uh that's a reflection of um our increased enrollment there okay and then the second page has the capital uh includes the capital so you can see um the line that says unrestricted capital and we're up and that's partly because because the legislature is slowly trying to return to school districts the capital funds that were were dropped in 2001. um and this has been a very long slow process the courts ordered them I think it was in 2008 the courts ordered them to completely restore those funds and that has not happened yet so slowly we're getting some of it back that we can determine um the other thing I will say it's not part of this but it's related to this is Jenny Beck who is in our business office and works uh with with Jen on some Grant things works with me on business things and works with Mark on our facilities has already gotten materials from the state facilities oversight board over a million dollars this year so many of the projects that should have been done somewhere along the way that we're not are being paid for from sfob which is very refreshing very refreshing I don't know if any public have questions or not okay that's a little longer than our five minutes but that's okay okay you can close the hearing I need a motion to adjourn the public hearing please I'll make a motion that we determine the public all those in favor I'm Melinda sabraski I think okay let me see where I'm at him I'm going to call the call to order the regular meeting right for Bullhead City Schools board on Thursday May 11 2023 at 6 14 p.m instead of our 6 30.
this is paid through mno and so this was just to maintain the level that it's at right now uh this is just a summary of what those costs are and so uh of all the areas that I just identified what those costs are the additional funding coming in was 2.6 so it's a balanced budget going into uh for this recommendation now this is all um I know I had a question from governing board member earlier about the current budget what was actually passed we're working off of that two percent assumption not the current budget that was passed so I'll get to that in a second the other areas not specifically discussed in IBA so this goes a little bit beyond IBA as our classroom site fund prop 301 our current amounts are the 6600 and 4 900 between the two levels ones that just included in their base pay and the performance pay is based on their valuations and that is uh in the 301 plan that the board approves that's a total of 11 500.
you know when we bring you these kinds of this is uh this is the tough you know and it was not one meeting just it's not a meeting four years ago this conversation has been had right um it's up to the board you guys ultimately have to make those decisions we bring you the best recommendation we can um you know movie get longer just prolongs so the inevitable and we're trying we are trying very hard to be efficient about the work you know it's it's um it's up to you it's up to you I um I believe that we really need to make some decisions about facilities we have a long-term brain you know long-range plan that needs to be addressed this is just gonna prolong it right it's sort of like so when it is gonna happen when can we move in how you know does does the the I don't want to call it urgency because I don't want to misrepresent what it is but it is something that needs to be moved on eventually thank you president yeah I I agree and I think my only um so I'm I am not advocating for keeping it K to eight what I'm what I feel is the conversations about like George and Cureton feel very like in the facilities I feel like we've been hearing about that I feel like I've been hearing about deaths less or not at all until this and so it's more about bringing this back you know in three months when it we just feel like there's been a more recent on the ground kind of conversation I think you're right tying it to the long range facility plan but kind of um making sure it's Unearthed then there's just sort of a everybody kind of knows and has had their say so I don't I wasn't at all the town halls so maybe I missed the one where everyone kind of dug in and was like okay Goss all right it's it we need it to be because I agree kids need space right and sixth seventh and eighth graders need a different type of facility so I'm not that doesn't exist there so I think it's more about again good Outreach and then coming back not kicking in the can too far down the road that's that's what I'm interested in thank you okay I see vice president Ferrero and uh the more I think about it I know we have a feasibility report coming up and that site might look very different may or may not right the Renaissance at Matson right depending on on the report back and in the future of that site and what we decide to do if maybe the workforce housing is there I'm just saying I think there's some things up in the air still for that area so that's why I mentioned that this is open enrollment so the families can celebrate different places it's not I guess I just see the be it further resolve that due to space limitation at the facility in 2024 2025 the Middle School classes and program will transfer to Renaissance and Madison correct so that's what I'm reading here and that's what it's being recommended by the staff so is this not being recommended then sure we have to give the state a boundary school and Renaissance that matter is the closest one so that's your recommendation because this is what we need to submit to the to the state okay how long ago how did we receive information at the schools were placed on on the status that you mentioned right after the dashboard was publicized so that I think the email came in in February all right and so I'm assuming that uh the administration at the site as well as the faculty was informed of the situation that they're in the letter came to me from the administrator from the original at the site yes all the all the um yeah all the uh what's the word correspondence that goes to that goal directly to them yeah and so the site everybody's aware that they're in this that I yeah I'm sure they are because we just finished doing A needs assessment around prepping for creating their next plan because they are in an age they are in ATS High School yeah okay so the HSI is part of is they became an atsi part of due to their their dashboard yeah so the the letter came out of February the administration is aware of it and the something needs to be done so there's there's it's it's a it's a notice by the state of California that we have to take action if we were to sit here and kind of pull the Band-Aid little by little I it would be a disservice to them because we wouldn't be able to start moving to take action you know more we would put up the idea that oh maybe it might happen it might not happen we're serious about transforming the school I think we need to extend this strong and clear message right now um that we are is going to be decisive and that we're taking action to make sure that this status um does not remain and that we're able to transform the school okay Christy Chavez um I think in order to benefit the students the most I think probably sooner the better but at the same time give the parents enough notice that they know where their child will be going in a few months and you don't you don't want to do it too late and you don't want to do it too early but go ahead Dr Bach foreign year to work through all of the more there's no movement in August 23.
in the meantime um I already let uh board member can iifel know that I'm just going to take a few minutes here because there's a lot of people that I have to thank in regards to everything that happened with 2456 so please don't get the big hook out to pull me off stage I appreciate it um first of all I just want to make sure that we thank um first and foremost Governor Hobbs and her staff over at the governor's office celiana Chang and Rebecca Bibi who were instrumental on their part to try to get this bill across the Finish Line over in the Senate Senator Ken Bennett was was uh the poor man is probably sick of seeing me walking in and out of his office I've been in there so many times Senator David Gowan was also instrumental in his assistance on the Democratic side Senator Christine Marsh was such a champion for asdb um on the house side David Cook representative cook actually gave up one of his bills to do a substitute bill for five years that was heard in House Education and he's always been a huge Champion for asdb so we he deserves our thanks on the Democratic side ranking member Jennifer Pollock was just always um in close contact with us trying to see what she could do to to assist um and actually I would really like to thank both of both the Democratic and the Republican caucus in both of the houses um the vast majority of whom were very supportive of asdb um and you know unfortunately it was one small minority that that kind of held everything up for us but the vast majority were extremely supportive and acknowledged the amazing work that asdb does um and as for people who are out of the legislature um former senator Paul Boyer who has been a huge Champion for us in the past who has sponsored many bills for asdb even though he's out of the legislature right now he still continues to be in close contact with me to give me um advice and strategies so I'm very grateful to him um I would be remiss if I didn't think the superintendent of Public Instruction Tom Horn who came out to actually testify on behalf of asdb and say that we needed that eight year continuation so please extend our deepest gratitude to superintendent horn Melissa Taylor over at uh at 80e she's probably sick of taking my phone calls and she's going to put me on block for the next couple of months that's okay um I would like to thank the staff particularly at the Senate Courtney Acosta and Michael Hans who were critical in giving us a lot of that inside information to help us make sure that we could change strategy on a dime I'd also like to take this opportunity to really thank Our Community Partners acdhh the governor's Council on blindness and visual impairment I'd also like to thank Azad who was absolutely phenomenal at mobilizing the community nfb Savvy um AZ case the Arizona school boards Association the rural school boards Association the Arizona Educators Association um hands and voices the ear Foundation we even had the ACLU come out so so it was absolutely just the the outpouring of support was just unbelievable from our partner organizations um I'd be remiss if we didn't thank our alumni in particular Troy katzer our most famous Alum at the moment and his family he actually came out from California to come and testify uh so that that was just absolutely unbelievable um I'd like to thank our board members all of you were just so incredibly supportive and so many of you came to me and said Maria what can I do to help and you dropped everything and you helped and I I'm just so grateful for that I'm incredibly um appreciative of our staff who advocated on behalf of 2456 and they did it on their own time and they did it with their own resources on evenings and weekends making emails um making phone calls and and really just passing along encouragement to me because there were a lot of days when it was very difficult for me I felt like I wasn't making any progress and they were so encouraging to me and then finally our parents and our students who even jumped in to make those phone calls make those appointments send those emails the entire community's advocacy was tireless and everybody here shown a light on the important work that asdb does and I want to make it very clear that because of all of you everybody in this room and all of the people who are watching at home we got coverage from all not only all over the state we got news coverage from all over the nation social media television print media and because of that we have our four-year continuation we have lived to fight another day and I just want to say that it has been an absolute honor to work with this community and all of these wonderful and amazing partners and I just feel like I'm just the luckiest director of government relations in the state of Arizona because because I as difficult as it was I have an amazing Community helping me out where I where they say what can I do to help and when I asked they did it so I just I'd like to take the opportunity to say thank you and express my gratitude for that thank you Maria I want to say thank you Maria also because I got the chance to run around from office to office between the two committee meetings to see kind of what your days look like and bless you my dear I I give you a lot of kudos for all the work that you do for the agency and especially in this case it really really showed and we're very appreciative as well thank you thank you any questions from Maria in regards to the legislative update we're going to keep you right there okay um we pulled from the consent agenda I um the approval of policies um I know Linda had one in particular she wanted some clarification on correct thank you hi Maria um we could get this mic move so I can see you hi the policy was BCB that I wanted to talk about specifically board member conflict of interest is the topic could you show us or elaborate to us what the old policy stated and the new policy proposed statement is um I just want to clarify and have you clarify what exactly we're changing here so that we can ask more questions if need be I'd be very happy to do that board member both so um you have before you a copy of the red line version and so whenever you see language that is in red and is in and is underlined that is new language everything else that is in there was previously in the policy so the only changes are what are in red and are underlined and what was added to that particular policy is that we are going to be requiring annual board training to ensure that all board members know what the conflict of interest policies are and that board members are going to be signing the conflict of interest form upon their appointment and that they're going to update it whenever circumstances change okay okay interesting to hear that um for the last five years I don't think I've ever gotten anything like that so uh why are we doing this now and never before was there an incident that happened can you explain what was the impetus for this change and I'm sorry I don't have access to the redline copy that's quite all right it was actually something that was a recommendation in the auditor General's Sunset audit report so they they stated that we we had some gaps uh in conflict of interest training for board members as well as for staff members and so we made this change to reflect um to adopt the recommendations that the auditor general suggested okay do you mind giving me I'm unable to find the red line where is that exactly um where would it be that it's it's for example so I'm looking it's hard to use this and read at the same time so asdb spouse um kennel not hold a member be on the board can you clarify where we are oh here one one moment please while she's reviewing that I I do want to touch on that um I'm still concerned and you and I have talked about this Maria that by Banning any spouse of an asdb um employee as a board member we are really limiting our community of of individuals that we can pull from who have an understanding of not only services to deaf students but services to Blind and Visually Impaired students as well and I would I would like to see us address that in policy that um that the training and the conflict of interest statement could be um used to support somebody in participating but then not voting for specific things like contracts and things like that and uh I would be happy to remove that if the board would like to make that motion to say please remove that specific line and then approve it I can go ahead and strike that line and and we can get that done I'll make a motion this is Linda oh keep going okay then I'll second your motion but I do want to talk more about the specific point and the rationale and the concern for it because again the deaf Community is a small community um and so our hiring pool is limited already which means that those who maybe spouses either can't work for the school or can't serve on the board even though they are on different departments or in different serving in different capacities I've spoken with board members of gallaudet University and other schools for the deaf and this policy does not exist in those instances it is rather the board member's responsibility when they sign that conflict of interest form to know to abstain and recuse themselves from items on the agenda that may be perceived as a conflict of interest so I I do think it's important that we be able to have folks who are on the board who are intelligent mature people know when they should or should not abstain from an item so that's why I wanted to bring attention to this and to have that stricken the general hearing world is a large pool that you could pull from however those who have expertise in this very specific field is limited and we want high achievement this is board member Cinco I wanted to piggyback on Linda's comments in the deaf and blind and visually impaired communities we're a small community and what I have come to learn in my professional experience is that the idea of a dual role often benefits the community it doesn't hurt the community research has proven that when you have that dual role it often benefits when you're in a very small underserved Community like Linda said we're mature professional people and when we recognize that a situation for example teacher contract issues when a board member has a personal connection to a staff member or a teacher whose contract is up for Renewal then they would abstain from that that's pretty common practice for gallaudet boards other boards of education and for the Arizona commission for the deaf and hard of hearing as well so again it's important to keep this in mind that we're here to sue to serve our students thank you so I do have a motion to remove that language from this policy and a second do I have any further discussion before calling for a vote okay all those in favor say aye opposed any abstentions all right that motion carries so we we will see this again okay were there any other policies from 7.02 that you wanted to have addressed yeah um lb where we're striking the um if a bench should arise in which the administration of asdb is considering unilaterally terminating or failing to renew a contract with a third party that delivers direct services to our children at the board would vote to approve that termination I was wondering why that's being strippen yes board member Davison it was my understanding that there was conversation at the previous board meeting that um that that it was the sense of the board that uh the board wanted to go back to what the policy was previous to the changes that had occurred um in May of last year and uh because this policy was on the agenda previously I believe for March I went ahead and I made the additional changes and so it's back now for consent agenda but did did I misinterpret the sense of the board from my perspective no you did not we we had some discussion that any contracts have to go through the state procurement process and that was enough of oversight I do know that um there are still things within the board control as far as approving some of those contracts once the RFP process as far as continuing those Services once the RFP process has been developed but I'm open to discussion I I think my concern is us knowing just the communication process um I went through this before when contracts were not continued um and just again the communication and and knowing what's what's going on within the organization could that be something that would was brought as part of a consent agenda item when those contracts are executed or when they are coming up for Renewal that we have like it could be a consent agenda or a possible action item for discussion with that that would help be as a board member I've there have been different situations where members in the public in you I'm in education and know a lot of special ed directors and whatever and they'll come to me and say oh did you know this was happening uh no well aren't you on the board yeah but yeah and it's just having the information is critical otherwise we look like we don't know what we're doing so I don't know that we would need a motion to have those added as part of the agenda for just possible discussion um but I I can say that I I do agree with Lynn that we should have at least some knowledge of that and have the ability to discuss it as a board and understand the reasoning why behind it so if that could just be part of best practice I I definitely would appreciate that as well same I agree thank you Mrs Linda that relates to my current discussion about all of the different policies and changes I as a board member would like to be informed in advance of time not one or two days prior and there's so much text and things to get through and try to process so being given more time for us as board members to carry out our responsibilities make sure that we are on top of things and we have something to bring to the table if we have questions or need clarifications so a timeline like two weeks in advance or something like that is that a possibility a board member Bove uh Yes actually um board president Kenneth um did approach me about sending out the policies um the red line policies to the board two weeks in advance and so I will be uh doing that starting with the the next board meeting because I know that we will have first read policies for July and yeah I'm I'm very happy to do that and I will just reiterate um if you have questions from Maria on those policies when they come out ahead of time please make sure you direct your questions directly to her and not a reply all okay so that we are not stepping on the toes of open meeting law right thank you for that um do you uh do we want to make a up wow motion for lb separately or can we include it in the rest of that we can include it in the rest of it as long as we have that understanding that the board will be notified when there's okay changes I did want to follow up with a question based on one of the public comments um in regards to the inconsistency of the timelines within the same policy could you address some of that for us please yes thank you um board member can iifel and I was actually going to to bring that up afterwards so um I believe that what was uh what was cited was actually the regulation and the regulations do not require board approval although the board has the right to review the regulations it does not make sense to revise the regulations before the policy has been officially approved so if the policy is approved then I will go ahead and make the changes to the regulations to make sure that all of the dates and the timelines match up and as for the exhibits meaning the forms I can make changes to the forms as well and then um depending on what assistant superintendent Cooper is talking about where we're looking at possibly doing an online Just Master Complaint Form once that gets up and running then all of those exhibits are going to come down anyway so my my follow-up question to that is why the extension of the timeline what what I guess what is the why behind needing the additional time um so essentially in my conversations with the auditor General's office they had stated that it that 30 business days was standard so they they just made the recommendation of 30 days okay um and I know I'm sorry I'm keeping you up there on the hot seat that's okay but I I know that Linda had mentioned you know um and it it's in policy too that it's the responsibility of the leadership team to make sure that policies are meeting state and federal regulations and things like that but could you just explain a little bit um just for the edification of the board of how those policy changes sort of get initiated and where they're coming from in most cases not all in most cases they are coming in response to legislative changes from the Arizona State Legislature and we are members of the Arizona school boards Association and several times a year the Arizona School boards Association will issue what are called policy advisories which will recommend certain changes to certain enumerated policies in order to make sure that we are complying with Arizona revised Statute and federal law and when we receive those then I will go ahead and I will make those changes I take them to the board we have two reads in some cases if it's an emergency the board can approve a policy in one read but that's typically what happens now the board also because you are an independent board can initiate new policies you can initiate changes to Old policies you can say we don't need this particular policy and we can strike it completely so it it it really um depends so sometimes it's in response to the board's desires sometimes it might be a suggestion made by um you know a staff member or a member of the public most of the time it's in response to policy advisories that are related to Legal changes to comply with Arizona revised Statute um and in sort of a follow-up to that is there other than yourself other than the team of one are there other people whether it's in the leadership team or even at the staff front line level a committee that internally to the agency that are reviewing policies to make sure that they are current not so much from a legislative standpoint but is reflective of what we are doing on a day-to-day basis we we have leaders who are very much involved in reviewing policies and saying we need changes here we need some revisions there um so um director Piet has been very involved with that um director Duff um has been involved with with those as well and then whenever there are policies that need changing um before it goes to the board I always try to send it out to our internal subject matter experts to make sure that I'm that I'm not missing anything and then after the subject matter experts have their say then I will take it up to superintendent reichmann and get her blessing on it and then after that I will go ahead and move it forward to the board so I do try to have a rigorous review process any other questions from Maria I will entertain a motion for 702 except for policy BCB if someone would like to so move salute I moved to accept the policy except for BCB was that was 7.02 correct I have a motion do I have a second second all those in favor say aye aye all right opposed I any abstentions motion carries will CPC be back in July thank you thank you I would like to take um a 10 minute break at this point to allow the interpreters and our card provider to have a little bit of a rest and we will resume at um let's just say 5 40.
good understanding that we had to have the budget thing roll call present Melinda sabraski Charlene Diaz here Fred Rushton here I would invite you all to stand and say the Pledge with me oh I pledge allegiance to the flag of the United States of America and to the Republic for those days when do I get my present when you get to 3.5 okay um we're now citizens present um do we have anybody who needed to speak to us not yet you're not there yet since this is President that's the you're just saying please print your name and it's like oh okay it doesn't say that okay those those of you who are here please sign in in the back you really do need to and then you just say call to the public and she turns it off call to the public this is when I get my present this is the time that the public may speak to the governing board regarding issues within the jurisdiction of the governing board and subject to reasonable time space and manner restrictions as the governing board May establish see policy b e d h comments will be limited to three minutes per individual unless specifically waived by the governing board at the conclusion of the call to the public individual members of the governing board May respond to criticism made by those who have addressed the board may ask staff to review a matter or may ask that a matter be placed on a future agenda however the governing board cannot take action on matters that have not been noticed in advance as part of the agenda she says it's so much better than I did um I would like an emotion to excuse me were there any did anybody turn anything in to talk to us she didn't get anything okay I guess we're going to move on item 3.6 adoption of the agenda may I have a motion to adopt the agenda as presented America I'll suck at that motion Fred Rushton all those in favor I'm Melinda sabrowski hi Charlene Diaz hi Fred Rushton this is this always gets me we have so many people who are donating thank you to everybody look at the list look at this list this is some fantastic all those cards that that you handed out were those mostly for the biggest part donated no we purchased those we purchased those yeah you purchased those the board purchased those search them all right thank you to the community for you for your donations we really really appreciate it um items 3.8 superintendent's report Madam president and board members you have the typical reports here we have the enrollment report report the discipline report and a and the cumulative discipline report the budget reports the project tracker and the work tickets and those things and all answering questions you might have about those Madam president I have a question please about the uh notation for the Fox Creek Junior High School um item and on the project tracker it's item number three regarding the Ada entrance the Ada entrance yeah months a couple of months ago that was a CERN and I'm just I'm assault and are we compliant no we're I mean we we can be if somebody comes to the gate and asks for um uh or calls and asks for Access so the access is available the plan that we had to create a new access is on hold at this time because of various issues and in addressing other things it's not going away that's why it hasn't gone off the chart but right now we don't have a plan to proceed with that very good and I noticed uh that the den project a couple of lines below seems to be finally uh be it being a different color and and I'm hopeful that tomorrow it changes significantly depending on the action that you all take this evening I'm hopeful that that one will start to look very different uh starting tomorrow good I think I've heard some construction Machinery activity in the area it would not be on that property yet no not yet not yet I'm hopeful that you'll start hearing some shovels in a couple of weeks thank you you're welcome I'm kind of concerned about the fire panels I see that we have according to this at 75 percent finished the issue is is supply chain the they've run they've run wires they've got things ready to hook up and part of the issue is the actual panel that needs to come now my understanding up Tammy left because she had that meeting at six the panel at Coyote was installed I think it was last week and um and so they're about ready to go but that's the issue is the supply chain and you know they can run all the wires and they can hook up all of the the pull stations and all of those things but if you don't have that panel in the office it's not complete so we're close we're we're very close is that a similar issue with the fencing it's that new configuration that Diamondback for the um for the entrance yes they were waiting and and we couldn't quite understand but my understanding is that that's going to be put in this month and so that's why you don't see it as complete on here because this is the report for April so my understanding is that that that will finally happen this month we just kept waiting for that frame and the glass you know you don't want to take out what's there right until you have the actual frame and the pieces to put right back in So my understanding is that that's there and and also the the one that has to do with the cover for the fuel tanks the the the materials have been sitting out there for months what we've been waiting for is permit from the city uh for whatever reason and that's finally happened and so that should be going up in the next uh in the next couple of weeks as well we were about ready to all of us go out there and start putting it up ourselves on it that's a joke of course because it's a it's a big metal thing so I have some concerns about the Fox Creek stage taking that accordion wall out does that limit and the stage size no no it doesn't because the whole idea at the time and I recall this conversation when the facility was built and I'm sure you do too the idea was to make plenty of room you know in depth the thing is that that accordion door does not work it has been frozen for a number of years and and the facility is old enough now because it's over 20 years old that you cannot get replacement parts you cannot get the things to fix it and so um uh as as long as we have good access from the music room out to the stage I was concerned about that so we would put the the firewall there and you know a permanent firewall and a four foot door a bigger door that would allow uh you know pretty good size musical instruments and equipment to come through so they haven't been able to use as it was intended to be used they haven't been able to do for Years anyway what is the fencing it's between wheat 200 and 300 words Sweet this is Suite 100.
last year it went up by a thousand uh this year recommendation is to look at it moving up another 1500 to 13 000. we've had a few con discussions uh myself with a board member about what are we doing with some of our balances we do have a balance in our classroom site fund and so um we reached out to our ed services team and asked here are some options what could we try to do to see if we could have an additional impact into making an improvement to student achievement and what we can have a positive impact looking for most bang for your buck and so Ed Services reviewed it a few months ago they came back with a recommendation said they'd like to hire two additional classroom teachers at surprise El Mirage and Countryside will be pretty strategic about it was strategic about picking those schools and it's strategic about where we're going to place those which grade level those come in that's ed services is working on that and working with those principles for that we're really trying to see if just being very strategic about where we could lower class sizes if it's going to have an impact on student achievement as well and so that is using up some of the balance in that recommendation part of the IBA process at the end we do talk about what if the legislature gives us more money and if you remember last year we had a specific ask that went beyond the original IBA and we identified where we wanted to spend money if the legislature was to give us more money the legislature last year gave us a lot more money and so we were able to do almost all of those and just as a reminder sometime last year we added a school aid at every single K8 K4 middle school with the additional funds um athletic statements longevity sped hard to fill increased sub rate the original request was going from one percent on certified one percent admin one percent classified exempt and six percent for hourly added four seven three three so that our total amount was last year certified got five percent classified hourly got 13 our admin got four percent our classified exempt got four percent we increased tutoring and then as I already said we increased the 301 eligible amounts from ten five to eleven five so there was a lot of lists that we continue to brainstorm and identified in IBA last year this year we knew that there was going to be struggles we know that there could be pressure of a potential recession we know that there could be continued inflation minimum wage to those things continue to happen and not knowing exactly how much was going to be provided by the legislature the decision was to to just hold that amount for the following year so that we could try to address some of those issues some of those issues as I mentioned before where we have 26 positions and federally funded that if we want to continue those we need to find a way to find a funding source for them that could be the funding source or we could just uh add it to I think the general consensus is we'll just add it to the pot next year so that IBA will be dealing with more money next year in that sense so that was the decision made in the recommendation um I will say that this is only an informational item so I can answer any questions but what you will see is all subsequent agenda items will have these recommendations embedded in them either explicitly or implicitly so our budget that we will propose in June 15th will have all of these and you'll see some agenda items later that Dr pulling will be handling will have these recommendations embedded in them so I will stand for any questions thank you questions one I just want to say thank you so much for changing the grade for those ESS assistance I know that those employees have to request maintain a license in order to keep their job so that was very nice that they did that um can you please remind me what is not naming all 26 but approximately the 26 jobs that are funded by Esther money the majority are in two areas we have some in our I.T department and the majority of them are student support technicians okay thank you and then finally I just want to clarify something on page 11 I think the people that receive everyone will receive the M mou equivalent 301 money right that's on page 11.
so nobody's gonna move so the staff is not going to move kids are not going to move where once we get the approval then we can go to the process following the contract with no staff working with the families to address students you know that's that's what that's why we are not asking the board to approve the you know moving the the middle school grades in August is not going to be until August of 2024. I'm trusty Shelton asked keep it separate um would you still like to keep it simple I would okay and I am in devotion or does she make an emotion well I would like to mend it to let's take it in too far we're already taking that into Parts already I mean you move to approve revoking the dependent Charter status of aptitude at costs yeah second thank you okay well seeing the motion in a second I'll move you know to this the vote on the revocation of the uh the the charter so I'll call you as I see you uh trustee Chavez hi uh vice president all right uh trustee Shelton yes and my self-loading I the CH the charter news uh remote now on the second part uh yeah make a motion yes okay exactly I haven't made it yet um I um I moved to um direct the administration to come back to us in four months time with um a recommendation based on community outreach um School family um uh teachers Administration on the recommendation for moving from a k to eight to a k to five at aptitude of cost can I amend that to two months let's ask the administration what they what level of um summer vacation yeah summer vacation we if we've got we won a we want to include the families will be gone and the teachers will be gone three or four months okay second on the fourth okay so on that motion I'll call you as I see can I ask yeah I think um Barbara or Dr Barbara is that going to give us um is that going to give the state I guess what they're asking for are we gonna yes okay okay uh so I'll call you as I see you Christy Chavez oh why oh God now oh did we have public comments on the first motion this is the next oh okay so is there probably comment on the second part of the last message um just quickly I appreciate the consideration for changing um this but I do also want to let you know that the staff was just informed this week about their Improvement status or what they were not informed by the um Administration and if I'm not mistaken the administrator was actually out on leave for a month or so um and I do think that it regarding this as far as saying that School site Council was uh involved in it um this I think that the district needs to check up on the School site Council and the election process that took did didn't took place or did not take place at the school site thank you I would just like to make a comment that when we're talking to the community one of the reasons why aptitude is probably bursting at the seams is because the parents chose and liked the TK to eight model just like some parents have the School of Choice and have sent their children to Renaissance at Matson already or Renaissance at Fisher that desire to have the community go from TK to eight could be why we have the community there that we do by cutting the school up into the pieces again and moving it off we have that ability to lose those parents and to lose those children again and or displace them to another school that will then be bursting at the seams because we have Hubbard that's also a tk8 school and then you have both of the adelantes so Google forms QR codes parent community outreach things like that and to let I don't want to say just those teachers know but to let the teachers know in general because those are things that we have parents that have gone there that we can help get more input out that they feel comfortable with different parents so thank you thank you all right Daniel for public comment on the second part of the motion uh all right vice president Herrera aye Mr Quintero all right uh trust me for Sheldon yes and myself well and I 200 is the original boardroom building and 300 is the warehouse we have fencing on this end across that space But we're asking to put the fencing on the other end and a gate on the other end right now our facilities people have to go over to Transportation every day to get their their vehicles and and we want the vehicles in a secure place because we have equipment and you know and supplies in those vehicles but it's you know it's a bit of an inconvenience especially if they have to come early or stay late for emergencies to have to then go through another set of things and get to their equipment and so it would put all of our it would put the facilities equipment trucks right here right by the right by the facilities office it's gated and protected on both ends and uh and a camera so that we can and keep an eye on keep an eye on those things as well all right all right um sure Chartwells are here but they didn't bring us any food I'm disappointed Stella's here almost every board meeting and Elena Elena joined us tonight because we have the we have the renewal agreement on the agenda so yeah yeah I just wanted to make sure that yes yeah understood that yeah Fred needs lunch [Laughter] um thanks for looking out for me I'm trying I'm trying I didn't I guess my problem with this is um are we going to be able to continue to fund at the rate we're funding all the kids yes yes continue yes okay for at least one more year maybe two or three years longer than that we are we are approved for cep which is the community oh I remember there we go I never remember what the E stands for Community eligibility program which which means that all of our students eat breakfast and lunch free and actually get after school snacks and and those kinds of things because we have such a high rate of high qualification rate of free and reduced and and when you renew those programs you renew them for five years so I think we're in year two or three of The Five-Year rotations so we're good for at least two more years and probably three counting next year so yeah we are okay and um and uh so Cass if you'll scroll to the bottom okay so you notice that this year the budget is uh 1.807 and that those numbers are calculated uh by uh in in this case by Chartwells because we have the contract with them and they they do that based on projected number of meals and uh and the reimbursement rates from the Department of Agriculture the Federal Department of Agriculture and then they guarantee us a return you know a a return each year so and you'll see that in the agreement when we get to that in the in the main part of the you know in the new business we've been very fortunate in working with Chartwells this is uh coming up next year will be year five of this five-year contract and so next year earlier than this probably about March we'll be putting out uh an RFQ a request for quotes from Chartwells and any other company that's interested in having our contract uh for in for the next five years so um uh this has been it's been a really good relationship that we've had with Chartwells over these uh these years so far and they've come through on on on uh um you know and we never we've not had a loss they've come through with the the guarantees each year okay since they're here can you pull up their report no you're going to put Elena on the spot I thought there was some no no no no uh um I don't know which one it is on here because I didn't write that down it's in the consent agenda oh no no no there you go yeah oh I'm sorry we're in the Bronx oh that's part of the consent you want me to do this later you can do it when we get there okay you can ask when we get they're not going anywhere I know they have they had some interesting numbers and I was going to tease them yeah yeah I can give them a hard time yeah I was um so and I have some miscellaneous things for you okay um if you're ready to move on to those if you had questions about those other reports um I will I will say to you that the the disciplinary thing uh the the cumulative has gone back up we're in the last we're the last two months of school kids are feeling their oats and and so there was no surprise to me in that I mean that's an annual kind of thing and it doesn't mean that anybody on our side has let down their guard or their or their efforts it just means that kids are a little rambunctious this time of year okay I guess I guess I did have a question do we have any smart goals written for the that program the new program no because that's all academic the the things that well you mean for uh for changing the um they've been working on that remember we're working on uh uh we're working on some diversionary programs we're working on some things have we written actual goals right now no and that might be something for us to work on in that in that Workshop day the um the things they've worked on obviously have been very much academic focused so yeah I think that's an opportunity to bring that up very well it's just that it would be nice you know yeah to have some goals to have some goals absolutely also so we could celebrate it's easier to celebrate when you have goals and you meet them right right um okay I would like to share with you we received this from River fund uh thank you so much for your support by your recent sponsorship of our great Duck Derby on Saturday April 15 2023 at Bullhead Community Park your commitment and generosity enables us to host events that will help families and individuals in our Tri-State region River fund Incorporated is a Nevada 501c3 non-profit organization Incorporated in June 2010 and accepts contributions and donations which may be deductible pursuant to provisions of section 170c of the right the current um so if I currently receive that equivalent I'm still going to get it it's just Frozen at that amount so if the pool goes down I still get that amount if the pool goes up I still get that but they're not eliminating it right I understood that correctly Madam President Pro 10 members of the board you are correct it is not being eliminated um the expectation is that they will be Frozen at that level and maintained whether the funding and the other corresponding goes up or down you're welcome I also want to thank you just so much for this presentation um I had a quick question about the security guards can you remind me are those just at our high schools or do we have those at other schools as well just at our high schools okay and about how many do we have at each school can I guess a little bit yes well not at e-school we have about 24.
so did it already pass or is that uh uh um I'm trying to follow you so under um under where it says employee contract under 1107. so in the middle little page number two word says Lopez Danielle volleyball College STEM Academy the date here it says 123 2023 which is already passed and it ended at 3 30 2023 is that the correct date or is that an error in the date or what is it I don't know so we're voting on this and that already passed that's what I I don't know okay I don't know do we know like I don't know on occasion there's contracts that don't get to us in time or they're lost it's a possibility I don't know off the top of my head but sometimes we ask you to ratify contracts after because the the events already happened and the working thing we we try to avoid that and certainly for next year we're making that an automated system so it'll be tracked so it won't happen again so it did happen already that would be my guess I don't have it in front of me but I know that like on occasion it happens where we get contracts after the event has happened and we ask you to ratify it but I don't recall on this one specifically okay I just thought maybe no that they will catch because um um we don't know oh we hope so so we pull it through we don't know I would not and the only reason is because there's somebody in that needs to be paid okay so yes forget that part and then just um in the future in the future yes uh so I did want to speak on 1103 but after we do the consent account yeah okay so what that signal for the comments um I'll call you as I see you trustee Chavez aye vice president Herrera hi uh Christie Flores Shelton yes and myself voting eye items 11.0102 and 04 through 09 are approved unanimously so we'll move to 11.03 and I wanted to um say something about 1103 because I noticed that at the Linda Vista school that the parents stepped up and they donated 5783 and I don't know if that's through the work of the principal that Stu he's doing his job to promoting and or is just the parents doing a wonderful job of stepping up to help with the materials and supplies of the school but I just wanted to recognize them and thank them thank you they sold stuff probably the it was like arts and crafts fair yes yeah it's pretty big okay yeah so on on that note thank you so much I too would like to thank the parents of Linda Vista for uh for their generosity for our you know for not only their children's future but you know their children's uh children's future so with that uh uh seeing no further questions or comments by members of the board on item 11.03 oh do I move to approve move to approve second by uh motion by vice president Herrero loera second by trusty Chavez uh you know further comments or questions from uh public any public comment and item 11.03 I know it's late so we're getting a little jumbled here seeing no further public comment about moving to a vote I'll call you as I see you trusty Chavez hi uh vice president Ferrero Valera aye Quintero all right trusty Flores Shelton yes and my self-loading eye item is approved unanimous sleep so section 12 closed session 12.01 recess to close session the board will reset the Clone session and approximately 9 25 PM Open Session will resume at the conclusion of full session so item 12.02 enough announcements and public comments regarding items to be discussed in closed session superintendent vowel you announce the items item uh 1203 liberal Council and conference with legal council regarding anticipated litigation items as described on an agenda item 1204 conference with legal council regarding existing litigation and all the items are on building on the agenda item 12.05 conference with labor negotiation negotiators employee organization area and item 12.06 conference with legal council as a appeal of findings of an investigation report as it appears on the agenda okay so on that note I will take public comment on item 12.02 is there any public comment and I'm 12.02 that's being none uh with that the board will now resets the closed session the board will also take a 10 minute recess it is now 9 28 so the board will resume in closed session at 9 39.
we're moving on to agenda item 7.04 discussion and action item election of new board president this is board member both I would nominate I would move that board member can if I'll become secretary can I vote become foreign president for the remainder of the term I I will accept that nomination do we have any other nominations okay I we have a second nomination all those in favor say aye aye opposed thank you hearing none I will continue until the end of this term however since it wasn't as offices we will need to put secretary on to the July agenda for voting okay moving on to 8.01 call to the public on non-agenda items I think we have two um for the first one we have Marcy brainberg and Marcy looks like you had you submitted two public comments if you if you'd like to talk on both of them that'd be great I believe my first one was the one when I was up here earlier on the agendaist items um and then there is one that was also posted online yes but online um that was part of what I was going to talk about here that um I did decide to remove my son from the school as was in my considerations last board meeting and my son mentioned that he was really hoping that wouldn't become the case however in meetings with the principal and her not being timely or diligent even though the superintendent stated she was stating it doesn't make it so without the further communication of how it was done many lies were told directly to my face and other parents faces and it became clear to me that it's negligent to leave my son here and he ended up agreeing after those meetings so he was actually fairly excited while saddened to leave the school and we're currently homeschooling until we find a more appropriate option hopefully within an open boundary exception it was interesting to me to hear the superintendent talk about accountability and the lack of it that some of us parents have seen this year the amount of emails that have gone stated with things such as we'll get back to you shortly and no response I got a response because I came in unannounced and said I need to speak to someone but another dad responded to that email chain twice a week later and two weeks later and that superintendent never responded to him after saying she would respond shortly after this is extremely disappointing and not how you show that you're holding accountability another mention that she said today was on the superb culture and showing it with the satisfaction survey the employee satisfaction survey as the report that came out from the ombuds person and I know that it wasn't public but it was shared with me by many employees it did show that only fifty percent of the staff filled it out that the things that needed to be worked on were improved communication intimidation harassment professional development and trust and cohesion with intimidation and harassment and trust and cohesion on there it's no wonder why only fifty percent of Staff members filled it out they didn't feel comfortable doing so that didn't that email didn't come out until March and the survey was done in May that's a pretty long time to hold that information and not act on it and make the staff feel more comfortable especially when we are talking about having critical Staffing shortages um I would agree with the teacher who spoke earlier that it's imperative to make sure that we are compensating staff members appropriately not just the teachers but when I looked online at jobs available there are jobs such as being a deaf Mentor that pays under 20 an hour and requires a bachelor's degree that is not consistent in today's market there is no way you could do fast food employment for that kind of pay with that kind of education there is no incentive to actually bring people in with those hiring scales um I don't think that we can just use lip service in trying to placate the community saying things like we're trying to be more accountable or that's a priority you actually need to show it actions speak louder than words and it's not something that the community or parents are feeling that they are seeing it has led to three of us removing our kids just in the last couple months it's been very disappointing and very difficult to work with the current Administration here thank you thank you um lastly I have Belinda Carroll I want to make sure everyone can see me what is my time limit about four to five minutes okay I'll try my best good evening board president superintendent Annette reichmann Oren and Shayna and stakeholders PTSD and Tucson community at Large my name is Belinda Carroll I'm a staff member here at PTSD however I am here representing the Arizona deaf Community tonight I am not only speaking as myself as an individual I am here representing the larger voice of the deaf community and I am begging you as a board to please listen with open minds and Open Hearts to see and hear and understand what we are trying and have been trying to tell you the past 12 months have been a disaster and chaotic feels like we're living amongst a storm of dark clouds that won't dissipate we'd like to talk about asdb's mission that we are committed to respect support and the well-being of all superintendent reichmann I'd like to remind you of your statement that was posted all over campuses that act abbreviation accountability collaboration and transparency of which there is none I can't speak for the Tucson campus but for Phoenix we've seen a domino effect that continues to persist since the announcement of our assistant principal moving to Tucson the Phoenix campus has gone through heartbreak and shock we understand the rationale Tucson needed Trisha but it was a loss since the fall and throughout the year our principles on Fourth campus former principal Amber and current principal Jill and principal Waddell we've seen all of them struggle our heart breaks because we can't support our principles on both campuses they are overwhelmed with different tasks and responsibilities that they have to carry out but the agency executive team leadership team has said that they will support us that they will give them leadership and guidance but behind the scenes it's not actually happening there have been promises made with no follow-through there's no collaboration no transparency no accountability the situation that we've been dealing with on the Phoenix campus since the fall has been ongoing never-ending and that took our leadership team their complete attention has been diverted to one situation and the rest of the campus has been left in neglect it tore apart our staff and our teachers into warring divisions we lost our team spirit and our collaborative nature we had a town hall meeting with assistant superintendent Martin and Annette and we were promised town halls in the future but that seemed to be a one-time thing unfortunately there's no clear way to reach out for suggestions on Improvement or ways to uplist or uplift our team here many of us have sent several emails and gotten no response we've asked for conversation we've asked for more dialogue due to the lack of support many of our teachers and staff and families are leaving in droves from PTSD approximately 30 teachers and staff are leaving at the end of this year for better opportunities better Financial opportunities and greener pastures those of us who are left we've got about 20 who are still on the fence have one foot out the door the staff who are still here are worried about the future of PTSD and asdb the future looks grim the legislators are now watching us with a close eye and it's going to get harder our Phoenix leadership team used to have nine members with six admin supports since February we're down to three we have two admin supports and one will be retiring we are barely standing we are trying to stand strong but we're tired we haven't had a school-wide meeting to talk about planning for the future of PTSD at all because our principle is simply too busy she's overwhelmed with more tasks that can't be ignored we don't know what next year is going to look like for PTSD last week Tucson had enormous news that their principal Trisha Waddell is leaving and we understand how they feel her resignation has sent shock waves throughout campus and throughout the entire State of Arizona and the deaf Community is devastated that we're losing such a wonderful leader superintendent reichmann you asked us to recruit and find a new principal a new assistant principal and new teachers how are we going to do that how can we with a straight face say come to PTSD and come work in Tucson when we are really ready to leave too people want to stand and lift spirits but we're not given the opportunity to rise up in positions promotional advancements are few and far between our enrollment this year has dwindled many families are considering leaving and going elsewhere our deaf Community is watching both near and far and is worried PTSD and asdb Tucson used to be shining beacons in the community but now they're simply distracted when we try to raise school spirit we can't do that without strong leadership in the agency and at both campuses I'm almost done as we get to the end of the year we should all be celebrating graduation is coming soon we have folks who are retiring who should be celebrated and we should be celebrating a year of accomplishment for our colleagues but we don't feel that way that cloud is still there Donna Williams our um buds person fair warning many of us will be filing grievances you'll be hearing a lot of us soon in closing I wanted to inform the board thank you for your time thank you for your consideration and if you truly care about the staff the teachers the students and the families and the community we serve you'll listen to our statements we have no confidence in our superintendent it's time for her to step down thank you moving on to 8.02 discussion and possible action items agenda items for the next regular board meeting which is scheduled for July 20th we do want to add the secretary yes add the secretary election to that um and I have discussed this with Annette as well um wanted to have the a media team presentation to kind of give us a heads up about how we make our web content not just accessible but also inclusive to the extent possible and what that might look like I don't know if that will be ready for the July meeting or if we might need to postpone that to the fall meeting I'm we're okay with either it will be hello it will be ready Annette here it will be ready okay thank you anything else you can always send those directly to Annette or to myself if there's anything else you want to have on the agenda hearing nothing else moving on to 9.01 I move that we adjourn this meeting in record time if you have a second all those in favor meeting is adjourned at 5 57 p.m thank you so much everyone
our federal tax identification number and there's the number in addition River fund Incorporated is also a 501c3 non-profit charity that is a qualifying charitable organization for Arizona charitable tax credit uh program and they give us the code for that we sincerely appreciate your generosity kindness and desire to help those members in our local community that suffer unexpected hardships Your sponsorship donation demonstrates your support for River fund and we take your trust and partnership very seriously included in this year's event was a duck coloring contest available to all local school students grade school students we're sharing a copy of the winning artwork of one of our 10 for your enjoyment and this is uh this is the artwork for one of our students and I was this not the number one this is this is the grand prize winner from Diamondback school and they had to and they had to have to do with the Ducks of course so okay kind of cool it quacks you up oh that's so good uh and Lance made Lance got a frame uh to frame the original uh to take back uh to take back up to the school so okay and I will tell you that River fund uh River fund has um has done some amazing things this year for some of our employees um so it's you know we support them and they support us so that's the first thing uh second thing that I'd like to share with you if you remember Eli saslow was here and wrote the article in the fall about our Filipino teachers and about the things at Fox Creek that was part of a series that he had done for the Washington Post uh that had to do with things that were kind of different because of the pandemic it was announced last week that he won a Pulitzer for that series yeah we won a Pulitzer for that for that series of Articles unfortunately for the Post he has moved on to the New York the New York Times but Lance has been in touch with him this week and and congratulating him for uh for his win of the Pulitzer so we feel kind of like we're part of that um secondly uh as you know the legislature in kind of surprise this week approved the new budget so we're looking forward to being able to get a budget put together before the end of June which is a very nice thing the base is increasing slightly up about 120 dollars sadly it's still below five thousand dollars per student is at 49 14 per student for next year and but the district assistance which is the capital funding I'm told is up about nine percent nine percent so that'll be that'll be very nice to work with um as of today I wanted to bring you up to date on teacher vacancies um as of today we have as of an hour well about an hour and a half ago we have 32 vacancies for next year that's down from earlier in the day because we got some folks hired today but it's it's critical because several of these positions are special ed so three of the two of the positions that we still have open and have been open all year at the preschool our special ed Physicians and they are still open um well maybe open and I'll explain that a little bit later too at Desert Valley we have three regular Ed and three sped openings and a counselor opening a diamondback we have five teacher openings and a principal opening at Sunrise seven teacher openings and that's the most they've had in a number of years and a counselor opening middle school has seven and Junior High has only two they've been they've been filling their positions so um so we're working hard on that I did send there's there's a new law federal law that says that hiring teachers from outside the country that those teachers can only teach in schools that are academically average or higher 99 of our applicants are Filipino and we've been managing to get excellent teachers from the Philippines but it means that that law says that three of our schools cannot hire new Filipino teachers the ones who are here are grandfathered in so we've been talking with the sponsoring agents the sponsoring agencies to say what is it that we can do what can we do to try to uh we don't want to circumvent that law but what what can we do that will allow us to function within the law and still do and still get teachers so the way that law is written if we have a statement from the State Department of Education which says oh I had it right here what did I do with it oh here it is we need the letter from the State Department of Education to say that the Ade certifies Bullhead City School District as meeting the standards of school quality is set forth by the Ade and we remain recognized and in good standing so if they make the statement that as a district we're in good standing then we could hire teachers for those for the the three schools that have a d and so this week I sent a letter to Michelle Udall who is the associate superintendent for school Improvement giving her all the reasons that uh that we should be that we should get a statement like that not the least of which is we still have 17 open positions this year how can we possibly hope to improve the academic progress of our students when we are filling positions with substitutes and I'm not trying to put substitutes down so please please understand that but when you have a series of substitutes and positions or you have to combine classes or you have to have your other teachers cover classes all of those things are obstacles to us being able to improve the academic progress of our students in this case we have Filipino teachers who want to come here specifically here because they don't want to be in cities they have colleagues who are already here who have told them this is a good place to be and so we probably could fill most of our positions and and we have to be careful because there is a cap on how many foreign teachers we can have at each site but and as a district but we have folks who want to come and fill these positions and right now they cannot because of this this new federal law so that's in a nutshell what I've said to Michelle Udall and I've asked her to um uh you know I went right to the top I thought let's go to let's go to the top of this and see if we can get this letter I've not heard back from her I send it on um I send it on uh Tuesday so um so Dr Stuart this new law is from the United States yes so we're sane yes that our districts can't yes okay it's a federal it's part of the federal so it's not part of the Visa no it well it's part of the J-1 Visa it's part of that whole program yes it is part of that but it's at the federal level it's not at the state level and it's and it's kind of tying the hands of these uh the sponsoring agencies who want to help us and want to help place people yeah and it affects all of them and doesn't just affect one of them um related to that I I thought if you will indulge me I will do a bit of excuse me a school budget 102 we did 101 last year uh Cass if you would put up this chart please I just got this yesterday from I participated in the Arizona School business officials they have bi-monthly meetings and so this is to kind of help you understand why we have as a school district an ongoing battle so what you see here are two school districts in Arizona a school district a suburban school district that's very much like ours and a suburban school district that is not one of the wealthiest school districts in the state but so when we talk about being property poor and or being property Rich these two school districts that are Illustrated here are examples of that so a property poor School District depends mostly on residential property taxes and uh State Equalization funding to try to equalize uh funding that's available to operate the school so uh on the left side you see year 2007 and you see at the bottom where it has Isa that's the name that's the abbreviation for that school district and you see this very little blue and orange graph okay that's the funding that that District gets from uh from property taxes and from State balancing funding and next to it you see another school district and you see blue and gray and you can see their blue and gray areas are just about the same size as the district on the left and then you see the huge green part above okay this is a district that has that's property Rich that has businesses and Industry and I think companies that pay property tax much more property tax than we do and that the small districts do so what happens is the district on the left really could use all of that additional money you know to pay higher salaries and and that kind of thing but to go to the taxpayers and say we need to raise the property tax rate by just pick a number let's let's say five cents just as a number um that means that that five cents hits those Property Owners at the five cent level and still doesn't generate a huge amount of money because there are so few the district next to it could do the same thing and say to the voters we want to raise the property tax one cent and they can still generate a huge amount of money because they have all of these additional resources so it doesn't hit anybody as hard but they can generate all that money so you can see that green so there's 2275 dollars that that district has gotten by getting voters to agree to an override or to a bond and then that generates dollars for them to use in whatever way they've written it into that into the bond or the override but lots of times it's salaries okay so you look across these um uh 15 years and you can see the green for that one district and you can see the amount for the other District the saddest one is the year 2018.
24 total yeah okay thank you um and then I thought go ahead did you say something okay um the other thing I I just wanted to ask you you mentioned the consensus consensus coming out of the IBA process um it I just want to clarify the IBA process in itself it is it's much like an executive session is it not like there's a an expectation of confidentiality during that process um Madam president pro tem members of the board I would say absolutely in fact we all signed confidentiality statements perfect thank you you're welcome that was it thank you thank you great next moving to item H1 Dr Dean thank you madam president pro tem members of the governing board cabinet in our community I'll turn this item over to Dr polling thank you Dr Dean Madam president protest members of the board and cabinet Administration is proud to recommend the position of director of student services Kevin kashat is being recommended for this assignment for the 23-24 school year Mr cashette has a masters in Ed leadership from NAU his extensive educational experience as well as 14 years of administrative experience he's currently the high school principal at Shadow Ridge and he will receive salary and benefits to measure it with the position his education and experience his resume is attached for Board review a comprehensive selection process was used to identify Mr kashat for this position the position was posted for a sufficient length of time for candidates to apply a paper screening was conducted any pool of qualified candidates was determined through a screening and multi-interview process with that I'll stand for any questions thank you I moved to approve the appointment of Kevin kashad as director of student services seconded by Christine Pritchard Madam president pro tem as the board is voting I would just let you know that Mr kashat is in the audience this evening with his lovely wife as well motion passes congratulations [Applause] moving to item H2 Dr Dean Madam president pro tem members of the governing board members of cabinet in our community back to Dr polling thank you Dr Dean Madam president pro tem members of the board and cabinet Administration is proud to recommend Charisse Moore for the position of assistant principal at Valley Vista High School for the 23-24 school year Ms Moore received a master's degree in secondary education from Grand Canyon University Dr Dean to say something oops up thank you now I can continue Miss Moore has extensive educational experience and four years administrative experience in the Peoria Unified School District she will receive salary and benefits commensurate with the position her education and experience her resume is attached for Board review a comprehensive selection process was used to identify Miss Moore for this position similar to what I just outlined and with that I'll stand for any questions and Miss Moore is in the audience as well I moved to approve the appointment of Charisse Moore as high school assistant principal hit by Joe Grant wave your hand Charisse she did motion passes congratulations [Applause] all right next up we have item H3 Madam president pro tem member of the governing board cabinet in our community back to Dr polling one more time thank you Dr Dean Madam president pro tem members of the board and cabinet Administration is recommending restructure in the Community Education Department this is the position that runs the groin mines preschool um the recommendation is to eliminate the program manager position Grade B on the classified exempt schedule and a new position would be a child care coordinator grade F and this will help as their teaching 300 future Dysart students help recruit and hire some of expertise and understanding in preschool leadership the overall budget increase would be covered by Community Ed funds which are generated by the preschool itself with that I'll stand for any questions [Music] I moved to approve the Staffing modifications for Community Education as presented second Ed by Miss Pritchard motion carries right moving to item H4 Dr Dean thank you madam president pro Tem members of the governing board cabinet in our community this evening we bring to the governing board a recommendation to approve the employee salary increase and placement schedule as presented to the governing board through the IBA recommendations okay there's no discussion I moved to approve the salary for certified licensed administrative and classified employees and the 2023-2024 salary placement schedules as presented seconded by Miss Grant motion carries bear with me just a moment I got booted from the meeting time to go around this one right yeah age five Dr Dean Madam president pro tem members of the governing board cabinet in our community this evening we are recommending approval of the 2223 revised expenditure budget as presented earlier during the public hearing any discussion I moved to approve the 2022-2023 revised expenditure budget second Jennifer Drake second motion carries and next we have item H6 Dr Dean Madam president pro tem members of the governing board cabinet in our community we are happy to answer any questions regarding this item that was pulled from consent placed on action thank you I'll open it up for discussion I have a few questions um how many students and families participate Madam president pro tem member Drake we don't have those numbers in we do not run this this vaccination clinic it's a partnership that we have with the county where we provide a facility and someone to open and close the facility and the county then runs the event for our community okay is there a reason why they don't utilize like a Walgreens or a CVS or maybe even like the city of surprise I I think or Manpower and funding I I don't know the answer to that question other than I um I would just speculate that um that they try to find public places where people are or where people are familiar with okay thank you I'm sorry that was bad English if they look for places to which people are familiar there's an English teacher somewhere I guarantee that's watching I'll just offer this up for for discussion um when I entered you know just my home ZIP code here in Surprise looking for a vaccine site I had 50 within 25 miles so I just don't know that this is an absolute necessity and if it's using any of our um our staff to to man this I know it's um small fries and a big you know in the in the big scheme of things but I just don't know that it's really necessary that we do this for opening and closing oh let's do the thing like they're Manning the event and they utilize our buildings and then we also provide the communication we send out the communication for this Madam president pro tem I would just want to make sure with Mr Hicks and I believe the information I'm going to say is correct but this agreement is separate from the agreement that we have for uh through benefits for our employees to receive flu shots so yeah correct right so I just want to make sure that we clarify this is just a service the the county looks to provide and whether we have it here or they have it elsewhere it's yeah are they as far because I just want to make sure I understand the concerns so um when our employees open and close the building they're because I'm trying to remember way back when I might have taken it because I think we were like elementary school if you're told your child doesn't have an uh vaccination or whatever that hey they're going to be here if you want to do it so I'm it was like during the regular school day like are we having to request our staff stay longer than their typical agreed upon day or Madam president protem member Pritchard yes these clinics are usually held after school and it is at our expense that our employees work so we absorb the cost for our employee to be there and it's an after-school piece as Miss Densmore stated there are other opportunities where students can get vaccinated if need be this particular one is related to flu and covered shots it's not correct I'm sorry I apologize Mr Hicks Madam president pro tem members of the board I do not speak with authority but it is not flu or covid it is normally all the shots required to be in school for school age students measles mumps rubella is the main vaccinations um under a the purpose on page one um the purpose of this agreement is to develop a framework of cooperation between Maricopa County Department of Health and partner to provide childhood seasonal influenza and covid-19 vaccines to students um yes I'm just uh reading I'm reading that verbatim Madam president members of the board we read that ourselves earlier when we were putting the agenda on so we saw that too I think that it that is covered but I'm getting texts and other information of tetanus Tdap or the focus and it is for school-aged children thing are we able to table it until we get clarification on the coveted piece Madam president protest member Pritchard uh it is not time sensitive for this evening because my only thing is I'm just thinking like I know for the ones that are required for school um it's it could be convenient for parents who maybe can't get to the doctor or don't have insurance stuff like there it's right there but it would be quite different if we're if we're covering the cost of having covid shot I don't want to be like a covid point of whatever you call those things now what do you call those things point of something point of order no never mind I I know what you're talking about I will tell you that um again we we are happy um to if if the board chooses to table this item we can bring the information back um if the board votes the item forward we'll move forward and if not um we'll continue forward as well I mean I find out either way that's my my only I I I'm concerned about the coven piece but if it's not if it's not that and this just wasn't an updated agreement or something like that I just feel like it it's a convenience for our families to get the mandated required childhood vaccinations um that's my only thing I just don't want to make it harder for our families who Maybe would have hardship and either getting off work early or paying doctor fees or something for an office visit if we could provide them at school but I'm not I have concerned about the coveted piece I well I totally appreciate what you're saying I think that the local CVS Pharmacy or Walgreens or wherever you know it was on that list that I happen to look up that's more of a convenience than one of our schools I don't think CVS does the MMR or the tetanus and those or whatever those shots are that you have to get to get into the school I know they do the covid and they did the flu shot but I yeah well let's agreement so maybe we actually have flu and covet on it I know but I'm just saying that's why I think we need a clarification sure we'd be we'd be more than happy to gather more information if the board so chooses I will make a motion to table this item between um table the partnership agreement between Maricopa County Department of Public Health health and Dysart Unified School District wait a second second and then okay after there's a photon segment I can actually there can be discussion right because I have another question if there's a there's been a motion in you just second yes can you clarify if you call them um can you ask if there's even an option that even they're like yeah we provide the coveted vaccine can you say well in our agreement we just we wanted to exclude that Madam president protem member Pritchard we will certainly have that conversation Mr Hicks is taking notes vigorously so I'll call for the vote yeah yes the motion on the on the floor is the table yes the table no to not table [Laughter] Miss Bowen is stating that you might need to refresh your computer to see I'm getting
