good evening and welcome on to the discovery Canyon campus for district 20 basketball i'm brian german alongside Jason Carter as the air Academy cadets invade the Thunderdome tonight's and Jason this should be a good district 20 rivalry both district 20 schools we know there's gonna be some good sportsmanship out there and this pretty good matchup tonight yeah both teams close to each other in the stands you take a look at the overall records Air Academy coming in nine and eight discovery Canyon 7 11 points a few in advantage of the cadets but everything else across the board pretty much even yeah the first time these two teams played the cadets took care of business and won that game 51 to 44 of course that was on their home court I don't know if that's seven point difference but we will find out tonight now as far as where these teams are in the Pikes Peak League the 4a Louis Palmer running away with this thing everybody knows that but Air Academy and Discovery King is still trying to find their way here with a few games left in the season yeah Air Academy sticking around with Cheyenne Mountain and Lewis Palmer are both ranked to the top five in the state discovery Canyon a victory tonight could move them up into a spot get him higher and higher into that district tournament yeah Paul Campbell's got a lot of talent on this Thunder team you know they want to get more than this one off should be a good matchup both well within well within the playoff range - so this could go a long way in improving that RPI certainly will discovery Canyon gets the tip and starts to work again forcing the issue inside forcing the cadets to foul him gotta like it Brandon Clawson will go to the line for the second time tonight like to see both teams work the ball in a little bit more the first handful of possessions they were just working around the arc and then the last few they've actually gone inside and for discovery candy and the results in a few free throws shut up it good for Clausen so flossing now two of three at the free-throw line and he makes it 6 2 2 3 of 4 from the free-throw line and Clausen maybe you're gonna try and do with Justin Graham did the first time around certainly well on his way on pace for about 20 at this point there's the aforementioned Graham down in the corner to lark larks gonna drive over Clawson can't get it to go nice rebound inside by the other claws engage that's a tough shot floatin to your left putting it up with the right hand that's fun to make Jackson Smith settles things down now inside gage to his brother Brandon Clawson having quite a night so far that's five points for him great job again get it inside both these teams with some pretty good height down low and their discovery candy finally took advantage of there's both Gage and Brandon cloths and the twins they're six five past corner shot up Austin Graham we tweaked his ankle see he's heavily wrapped and he's going back kind of hobbling back there but he's ready to play tonight coach Clark told us he tweaked his ankle might be a little less than hundred percent but he's a little less than hundred percent pretty good Anderson in the corner Wisman now puts it off glass got it Jackson Smith with nine now the junior guard is two points over his average from Smith up glass that was a tough angle to get that one in and he made it look easy for you Ram cadets go there's coach Barry Clark watching on and not a good start for the cadets but if they can just get a few stops a few more graham baskets they should be alright yeah combine those two averaged almost 30 points a game so you're right obviously a huge part of this Eric Adam II offense just Ingram got it so give him seven his brother has two together they and the team have nine the Thunder come back the other way Anderson inside pass that one knocked away and just into the game is Zach surface set up inside there in the low post and now Smith will get ready to inbound it on the baseline okay that's gonna stay in a zone let's try an inbound this get into Anderson he moves Candace's first two of the game he's got a chance to get three and that was a friendly senior day role the Thunder makes his first appearance in the game he's up top along with call and Wisman who's been on the corner tried to get inside now Anderson Brandon Clausen make it some room down there he's been quiet since he scored the seven points early on Zach Anderson Wisman taking his time work a two-man game with Anderson no reason to shoot coach Clark wanted to walk not going to get it call and Wisman coach gamble Senate's not there let's take our time and they can afford to for the 15 point lead your coach can will sit compete there's a turnover here comes the cadets peter lark got that one to Beal now in the corner chandi thought about it and the cadets will take their time as well chandi looks inside now they do come inside knock away Shandy has it to feel up top he'll shoot for free won't go slap down to there by Jones and now he'll shoot for three can't get it to go good job boxing out over there and here comes Wisman up the court looking for a foul can't get it he'll take it no problem Shandy as he picked up the charge call and that's the third on Darren Whisman so if there's any worries for coach Campbell that that would be one of them one of his best players with three fouls but he does have a 15-point lead so hopefully some of these reserves can step up yeah if they can hold off for this last 125 and hit Wisman into the third quarter and sure coach won't be quite he's upsetting to himself that's that's a senior who got tricked into that not happy at all but that's part of the home court I guess that is his teammates though should have told them that he had plenty of time there was no talking from air Academy on that play and so he was literally left out on an island and bought into the into the ploy 29 to 16 that's off to the Thunder student section on that one so 30 just about 40 seconds left here the Thunder have a 13-point lead and the cadets have been coming back they were down 20 at one point they're slowly making their way back into this game I'm shooting sure coach Campbell wants a little more pressure put back on them from the Thunder here as they close out this quarter yeah air Academy has been able to put some pressure on discovery can even kind of force them into some bad passes and is some bad offensive possessions in general and they've been able to chip away and you know 13 points is manageable once you hit halftime certainly is the Thunder looked like they're gonna play for that last shot of the first half up 13 I'll keep it up top with Christian call gets it to Wisman on the side where's Ben there were three fouls but on the athlete of the month and she is a volleyball player from rampart High School here's more about grace Wilkinson [Music] I'm grace Wilkinson a junior volleyball player at rampart High School I won national MaxPreps athlete of the month sponsored by the Marines I was honestly really shocked I had no idea that I would be chosen out of all the awesome athletes for winning this award MaxPreps came and filmed me throughout the day I was really nervous but it was really awesome meeting nice people and getting the experience I asked max preps to interview my two high school coaches my coach Nikki and my coach UI also my history teacher mr.
McKinney and my English teacher miss Cornett I chose them because they're really safe adults that I feel like I can talk to you about anything and they've been through everything that I've been through this year with me I got sick in February I went home from volleyball class thinking I'd be fine just a fever or whatever I went home I was sweating like crazy and that's not like me I don't really sweat two days came around and I was so pale and my dad was like you need to go the doctor went to the pediatrician they said you need to go the ER like you're not okay so we went to the ER they did blood work and they they diagnosed me with low white blood cell count and that meaning I needed to go be admitted to Memorial I was tested for leukemia lymphoma and a couple over other really scary diseases and they passed that after a bunch of specialists and everything they diagnosed me with Pott syndrome which is an autoimmune blood disorder it was really hard I couldn't really move I lost 14 pounds I missed a lot of school 180 periods it was really hard to get back in the swing of things and get my body moving like the way it used to my teachers were amazing they're really helpful through all that especially with missing that much school they just were really lenient and they helped me with everything to get my work caught up and to know the content that I missed keep your eye on the young lady that is serving rice right now at grace Wilkinson putting my foot back on that court was an awesome feeling because when I was laying in the hospital bed I didn't know if I was gonna be able to play volleyball again so when I stepped foot on that court I just felt so relieved and accomplished I'd like to think the whole school in general I really enjoy being at this school and I think that more than anything this school has made me who I am and I would like to thank everyone else my coaches my teammates especially everyone who's made me who I am [Music] you [Music] come back just been running along yeah pretty much anything you want to do offensively they were up by 20 and it helped here end of the first quarter knocked down that three with the last second and then go to hustle plays here resulted easy layups Jackson Smith - Brandon Clawson Clawson with ten coming back on the other side Justin Graham single-handedly kept the cadets in this game he had 10 points literally before anyone else scored for the cadets and then there's Wisman again who's been had three threes in the first half this is Jackson Smith the steal the score coast to coast for the chippy then Austin Graham got it going with his brother Justin they both had 14 points combined they combined for close to 30 as Jason said earlier Zach Anderson got it to go on senior night and there's Wisman again for three but so far it's been all Thunder here in this game Jason and not really what I expected I thought it was gonna be a close close game with the Thunder with their tough pressure defenses really controlled it yeah I mean with a seven-point difference in the first game the first time these two teams played certainly didn't expect a 20-point lead in the first half but Air Academy was able to chip away and we'll see if they can continue to do so I know that phone you're seeing at the upper right-hand corner of your screen is probably tweeting some things out for district 20 that's out of Parker up there on the camera good job to those camera guys great highlights for us we'll come back with the start of the second half you're watching district 20 basketball Darren Whisman has three fouls Gabe Beale was in foul trouble early for the cadets he has two but I'm assuming they will both start the second half playing and it'll be the same starters - one for the cadets they'll come back with Austin Graham along with his brother Justin and the same people who started the game for the Thunder in Wisman both Claussen smith and anderson it's the cadets who start with the basketball down 16 we mentioned the defense that Discovery Canyon was playing they were playing really good defense and you wonder if that foul trouble is maybe gonna back those guards off a little bit from getting in the faces as guys penetrate like that there comes Graham inside scoop shot won't go and a nice rebound by gage cloths and back cometh under the other way there's Wisman I remember he has three fouls I'm sure they want to keep him out on the outside gage Clawson him there's gonna be a foul the second foul on Justin Graham for the cadets Air Academy trying to create some turnovers is trying to get something so they because they need extra possessions reach in there with the foul Smith will inbound it's a to Anderson he'll spot up shot won't go and the cadets with the rebound on the other side it's exactly what the cadets needed to happen Beal try to get it kicked it to the corner to Graham but off a leg and out of bounds it'll be Beals ball probably took one too many dribbles should have kicked it out right before he took that last dribble because he did have some space before that but Gran's pass it around with Tim Marshall now they get it inside out again good ball movement by the kata has been nothing open because the Thunder defense is right there with him it's been Graham back inside shot up and good for Peter lark his first bucket of the game for the cadets and 32 to 18 good movement there from remark to find that open spot it's there was a double-team by discovery Canyon in the corner gotta find those openings in his own Jackson Smith shot won't go rebound Tim Marshall and I know you're up 14 but that's not the shot that you want from about five feet behind the arc look out and they call a blocking foul against Clawson and another bucket for Justin Graham and he'll go to the free-throw line here's another look good move there from Justin just kind of created enough contact got that ball up and in Brandon Clawson second foul first team foul on the Thunder this half and Justin Graham will be looking for point number 13 let's see teases huh got smooth stroke for Justin Graham and the Thunder yet to score here in the second half okay that's up cut it to 11 Graham right at his season average with those 13 points Wisman inside nice play Darren Wisman it's his first bucket that wasn't a three he's got 11 come to Kate its back the other way move inside Marshall throws it up won't go nice offensive rebound still can't get it to go and it's Anderson coming out with it he's on the run Wisman on the left thought about the three tried to get it back the Anderson stolen away by Austin Graham Austin Graham is gimping on that leg coach Clark told us he hurt his ankle pretty badly he's out there playing lark Tim Marshall skip pass crammed at the other gram Austin Graham shall go and here come the Thunder again Jackson Smith's gonna slow it down pull it out good job no need to rush for discovery Canyon kill some of this clock I mean I know I still have a whole quarter and a half but knocked away there here comes Beal working on Anderson he takes it in no foul called rebound Clawson Brandon Clawson does a job on the boards for the Thunder now Wisman brings it back coach Campbell tells them what to run as the cadets are now working man-to-man trying to get more turnovers and they get one right there as the Anderson had a little bit of miscommunication with Lawson inside cadet basketball a Clausen was double-teamed down though I'm not quite sure what Anderson saw but tried to force it into Clawson and just hurt too high veal Justin Graham got it for three down by 10 I mean air Academy really starting to chip away they were down 20 then down 16 at the halftime and now just down 10 16 points for Justin Graham now he's out guarding Zach Anderson nice pass inside Brandon Clawson can't get it to go rebound Austin Graham here come the cadets interesting to see if Paul Campbell is to take timeout if they cut it inside the 10 back outside Justin Graham nice move beautiful pass in the corner can't get it to go coach Campbell wanted a travel he'll get the out of bounds call instead 34:24 costly turnover there for the K that's but they've got the momentum here in the third quarter they certainly do coming out and moving the offense around even on that where they stepped out of bounds they'd found an open spot and just tried to get a closer shot and there's that timeout that you were talking about Paul Campbell wants a timeout as the as his team has scored just two points here in the second half the cadets have eight so it's an 8 to 2 K that's run sit some of the K that faithful behind their bench there and coach Clarke's probably liking what he's seen but what's coach Campbell Todd telling his Thunder players I think he's telling them that we need to continue to work the ball around more like we did in the first half here that seems to be stagnant they're looking to throw it in they threw it in on double teams and just not working the ball around and getting the ball closer to the rim like they were in the first half and where do the cadets doing offensively they're getting more shots I think they're they're passing it around a little bit more you saw in the first half it was mostly the Justin Graham show but now they're getting more cadets involved yeah it's still kind of the grand family show in terms of their scoring but you're right everyone seems to be touching the ball it's not quite as much one-on-one play as it was in the first half they've been crisp around the perimeter and been able to find some of those open pockets in that discovery gaming zone some of the thunder faithful over there good shot of them it's going to be Thunder basketball Zach Anderson will get the ball right in front of us here from the broadcast table and easy throw it to Jackson Smith and the Thunder will try and set things up we'll see if coach Campbell call the player and the cadets have changed up and gone back to the zone Anderson now looks over things sends it back outside the Wisman coach Campbell gives him a different play maybe expected them to come out in a man-to-man they were playing jack to Smith they run a weave up top Anderson such a big man but he can he couldn't run the offense for you up top there's Wisman for three won't go rebound gram Justin Graham and the cadence they'll bring it forward he'll push it on Smith run it inside no walk called and rebound Beal okaythat's keep it alive another move inside that one a little bit blocked by Clausen he leads the conference or the league in blocks does Brandon Clausen there's almost another turnover Whisman does turn it over Justin Graham's gonna keep it run inside amazing he's doing a great job somehow not getting called for walking his balance either because he went from the right side of volume to the left in one step that was pretty good body control there so it's an eight-point game now here come the Thunder Wisman down low can't get it to go rebound Justin Graham one-handed against Wisman he keeps throwing his elbow so Thunder coach is getting a little bit upset about that Austin Graham crossed appeal Beal in the corner Justin Graham no gets his own rebound though no one grabbed the basketball but the Thunder will get it there on the turnover by Justin Graham he's trying to do it all he really is and he almost hit on that possession coming away working around his defender to get that offensive rebound but discovery came he needs to block out no reason a three-point shooter should get his own rebound back at the three-point line you need to block that guy out even if you're late on the rotation on the initial shot put your butt into him grant Shandy comes back in for the cadets for Peter lark and for the Thunder Ethan Lucero is back into the game is a shot for three won't go from Wisman knocked around by Marshall but the Thunder get the offensive rebounds work it out front Smith drives the lane sees the opening can't get it to go cost them can't grab it but Smith can and the Thunder will take their time you've been nursing a lead the whole game why not nurse it a little bit more who Sarah pulls it back coaching staff calls a play they get it inside Brandon Clausen one-on-one there's a foul out front so Clausen forcing the issue inside it's gonna be the second team foul to be Thunder ball underneath that's what they need to do I don't know if Air Academy really has anyone who can play with Clausen maybe Austin gran if you were a hundred percent but he's not Clausen's got an advantage inside in the middle of that zone every single time Smith inside Wisman to Lucero well several play at out top as we come down over the final two minutes of the third quarter Lucero has it knocked away cadets have it get it forward to Justin Graham he goes in for the easy bucket can't get it but Beall is there for the tippet good job I feel to follow that one you just never know because Justin was all by himself you couldn't get it to roll but Gabe with the nice follow and it is cut to six Beals first basket of the game move it to Smith on the outside gets a nice pick from Clausen can't get the three to go rebound Justin Graham and here come the cadets as the Thunder have gone cold here in the second half outside Marshall got try to get the three off the rim good rebound for gage Clawson and the Thunder will slow it up again 3428 the Thunder have just two points here in the third quarter good job at the K that defense and they've also gone a little bit cold Wisman inside gage Clausen turns on Austin Graham now he's in the middle got to get out of there back to Wisman shop for three won't go rebound Justin Graham it's been a magnet on the board so far here in the third quarter yeah and Wisman just getting unlucky on some of these shots that are hitting several parts of the rim and just not falling like they were in the first half Justin Graham nice steal by Wisman who husband gets it to Smith back to Wisman and he'll force the issue inside count it Darren Whisman nice move gave it a little bit of a thought of quarter the cadets skip pass over on the side Jared Clark gets it back to Justin Graham Graham works inside gets the ball on e Anderson back to Austin Graham under coach is saying don't reach gay debts back to Austin Graham and he walked with a basketball good job thunder back to that pressure defense forcing the cadets to work the ball even more and in fourth the turnover good job by Zach Anderson down low to to step in front of the cutting gram and force him to hesitate just a little bit see how to clear path but Anderson got in his way nine-point basketball game Smith drives inside has it knocked away picked up by Lattanzi and he can't get it to go but that's a good offensive rebound for the Thunder their offense is really kind of seemed to figure it out this last 45 seconds or so at this quarter as they've been able to get to the rim a little bit more and said it's settling for that shot from the outside that's Gabe Beals third excuse me Tim Marshall's first time Z's first shot as good and it's back to a ten-point lead b11 if he makes this one with 3.8 seconds left in the third quarter got it nice for a player coming off the bench hadn't played all night drains two free Graham comes back in Clark and LARC come out Clark and lark Neal comes back in he brings it up with Jones and Brandon Clawson getting ready to come back into the Thunder as well Austin Graham up top to Beale they'll work it around Justin Graham outside Shandy for three won't go pink shoes just fly across this hardwood surface nice move by Smith can't get it to go guess who got the rebound here they're gonna get a foul call no blocking out for discovery candy at all has led to a ton of offensive possessions there Academy needs to start capitalizing on him here as we take a look at hair Academy head coach Barry Clark very Clark like and what are you seeing I'll tell you what every time Justin Graham gets the ball he's focused at trying to score Austin Graham wide open gets the bucket Brande Clausen feeling a little heat from coach Campbell after that one and Anderson has it and it's cut to nine now Wisman working up top to Anderson he'll bring it out and be hounded who slow pass over to gauge Clausen now inside knocked away Air Academy doing a good job of getting in the passing lanes just came away a little short and Perry Clark wants a timeout we'll stay right here 41 32 berry Clark's gotta like the way his team is continuing to be aggressive you know because early on this team was down 20 they could have listed packed it in yeah and it's been Justin Graham who's almost single-handedly brought them back into this game with not only his scoring but its offensive rebounding to keep the ball alive in defensive rebounding also to keep discovery caning than just one possession he's pretty literally done it all the night he certainly has just 12 points scored by everybody else we mentioned he has 20 his brother Austin has six Gabe Beal with two Jamil Jones with two and Peter lark with two and that'll do it for the cadets but the Thunder as much as they have been leading in this game they have led the entire game I think their coach Campbell and company are worried I think that would be worried too the way that air Academy's played over the last quarter and a half they seemed to have figured out discovery canyons offense they're getting a lot of hands-on passes throughout the Thunder while they're running their sequence discovery candy needs to figure something out figure out how to attack this zone that air Academy has been pretty successful with the Darren Whisman will inbound the basketball right in front of our broadcast table here Wiseman inside - Zack Anderson Anderson goes baseline up on Grahams skull Zack Anderson on senior night Clausen once again to get the block button the Wisman has it knocked away from him Marshall runs it down gets it to Justin Graham back come the cadets up to Jones he's got Clausen on and he didn't want to go up but Austin Graham will Beall inside up block they're gonna call a foul and Beal will go to the line they're gonna foul on Clawson here's another look at it and it's a good call as Brandon Clawson it's the foul his third beetle goes to the line got the first one three points now for Gabe Biel this senior guard averages about eight and a half points again and the Thunder who got Gabe Beal to shoot by counting down as if the clock was running down early counted down for the clock before that free throw Whitman for three just missed he had three from that same spot in the first half almost knocked away by Beal Smith comes back Thunder will take their time Wisman shot up won't go knocked around Jones has it Beal has it now and as a foul and I got to sort this out but I believe Beal is going to be going to the line and a foul the official is on Gabe gage Clawson that's his first it's the sixth team foul on the Thunder one more and they'll be in the public good look at camel and his staff on the sidelines field back to Justin Graham he wants Darren Whitman to stay on Justin Graham so Biel takes it inside can't get it to go Clausen over the back they're gonna get him for that on Jamil Jones Jones doing a great job of getting in front of costs and I mean I don't care how tall you are but when that guy's got the inside track like you see here on this rebound I mean that's gonna be a foul every single time this Clausen tried to reach over that's Clausen's fourth foul he'll come on have a seat for just a little bit three minutes 27 seconds left fourth quarter Jamil Jones goes to the line he can cut it to seven got the first one both teams shooting very well for the free throw line unlike last time the cadets were the ones shooting well from the free throw line one Justin Graham made 17 of 18 free throws all his own yeah the cadet shot 35 free throws the last time these two played made 25 of them so there was a 13-point difference at the free throw line the last time these two played Jones hits both it's a 7 point game in the Thunder starting to feel that pressure again as the cadets come with the press defense Wisman gets across half court and gets forward coach Campbell wants some fouls called gets one called right there hair Academy is gonna have to be aggressive on the defensive end because they need the ball back and that's Gabe peels fourth he's played a long time with three fouls I assume he'll be kept out there by coach Barry Clark they lose him they might be in real trouble yeah Clark says would be a plays well they usually dominate he's played pretty well tonight and he's been a big reason they've been able to get back into this game Zach Anderson got the foul and guess who it's on veal Gabe Beals gonna be gone Zach Anderson with two more points and he'll go to the line and that's a tough pit foul I mean Anderson had the position Beal the shorter player that's tough but good job by Zach Anderson there to take the contact and get one of our academies star players out of the game Barry Clark slaps him on the bi and tells him it's a good job okay that's a really show to fight tonight but the Thunder have been just too much so far still three minutes left Zach Anderson can make it a 10-point lead again he's a second free throw he made the first one and misses this one almost rebounded inside their eyes ACK surface become the cadence back the other way Marshall shot up and he's going to go to the line as he was fouled inside that mitt but on Zach Anderson if it is I think that might be his fourth nope it's not it's on 12th that's on Zach surface it's his first foul so to the line Tim Marshall hasn't scored tonight averages 10 and a half a game misses the first that's a tough miss for the K that's trying to okay so it seems like he's ready so this is the anniver city of Ann Arbor cable communications commission meeting for Wednesday February 6 2019 I'm John Torgerson the chair of the Commission and everyone else will be introduced as the role is called by Lisa one - the city's communications director here Tony Ramirez - Tom right here okay the next item on the agenda is approval of the agenda we need someone to second actually approval it did you Oh a second Thank You Laurie buttons they might point out that I'm not a voting number so I can't move or second some of you are going to pick it up yeah yes so so it's been moved and seconded any discussion hearing none that's good all right okay the next order on the the agenda is approval of the minutes from the last meeting okay yeah you guys are gonna second it I did okay any discussion all in favor of approval huh all opposed and hearing no opposition it's passed unanimously moving on to the next order of business okay well it looks like public comment is next okay no one is here for the public comment moving on to the next order of business is the CTN report so in October we had our election coverage like we do every year continue those quite a few of them at candidate forums we do with the League of Women Voters let's go covered a railroad quiet zone public meeting that came up and sort of one of the newer things we'll talk a little more about we our purchase of new channel servers was approved by council and that has actually just begun getting installed this past week and those are the servers that actually operate from the channels and also the live streaming so this will be a new system that will transition to within the next month then we also covered a special session of the County Board of Commissioners we are high school sports finished up in October in November the PTO for Ann Arbor Public Schools PTO council had contacted us about covering they meet monthly and they have a special speaker at each meeting and they were interested in getting those recorded they thought they'd be of interest to the larger community so we've started to do those we also started covering the solid waste resources planning meetings which are we've done a second one since this there's be another one in March I think there's going to be four total we completed our fall rec and head camp that we do with the kids from schools we also did the Northside steam sidewalk gap project meeting in November and then in December we covered community climate conversation that was held at the public library and we had our annual Santa satellite program now we have the numbers for the channels the different meetings that we covered for the government channel the public access with the programming that are submitted by our community members as well as our training members for the classes workshops that we've done then the educational channel with the programming we've gotten on there and our community channel with the programming we've produced for that and then at the end of course there's the video on demand and showing the hits the by bit channel which is strictly and pretty much just meetings now and you see City Council's always the most popular and then our youtube channel which you hit seem to keep going up and we put pretty much everything we do on there as well and so we get a lot of hits on those things system as well so if you have any questions let me know other than that so you said the vibe in China now is pretty much just just that's something are you are you planning on winding that down and favor something else or is this just right yes it's gonna transition with the new playback system we also get an online portion to that for quick video on demand Thanks so will trans start transitioning there but we need to maintain this for a while for it's a legacy purposes because there are links that are out there linking to these videos that we don't want to have to go back and reset all of them so over time gradually we'll shrink this down and we won't promote this it'll just be what was there through a certain period of time will remain there okay and everything will be coming from the new site okay great and that new site is gonna be hosted here then it's gonna be or is it gonna be an external host like vibe it but it's that company like that yes another company that we're in it's a type of media system is the company that makes the new product everything right and still great all right thank you yeah I got a question you ever thought about using Facebook live and the guys we tried it a couple of times but we haven't done it on any regular basis and he usually just for the government section public or education you know when we've done it it was like we had people out we did it one time during elections where we had some guys go out to a polling place just to show people that it's an election day polling is going on I can't think of the other couple of times that we've done it we do the like right now this meeting is being live-streamed on our YouTube page and all the meetings get live streamed on that and we can look end up doing more with the Facebook live but we haven't got them that far as far as branching out into other spots this degree is any other discussion about the CTN report a viewer has problems I mention is channel 17 getting audio is it comm casters that us it's hard to know okay so typically people will call us when they're trying to be one of our channels to find out you know I can't hear something or an effect we just had an issue the other night with the council meeting at the beginning of the council meeting a person called because they kind of hear any sound and as it happened a cable had come unplugged in the process of the new system getting put in they didn't realize they had hit a chord and the audio had come unplugged but it was only unplugged from the Comcast feet not for many of the others so it made it very confusing to everybody to figure out exactly but it so it took us a few minutes to figure it out but it was our issue in the past we've had people who have issues with their signal on our channels and we've learned from Comcast that when there was a problem with the Box on the side of the house our channels were one of the first ones that they'd start experiencing issues with I don't know the exact technical reasons why but we kept saying we can't find any issue at our end and they kept saying what it's only your channel and then Comcast went out in check and said oh sorry it's the box here so it's certainly if there was a problem with the program we'd like to hear from them so sail back is there a phone number listed Emma CTM page that a person can go yeah I bought myself at previous meeting square when you go to 1718 you gotta max out your volume that's just been a given since day one where you know you just gotta max it out in us you know very frustrating it's not a citizens don't realize you know then when you switch flip back to Arab channel getting blasted me yeah flip it down so we've gotta see back yeah you know it'll be nice to get that worked out I mean it's the least comp guys good deal so I interrupted I think you need to have a report accepted or record yeah so any other discussion about the CTN report all right next order of business is regular business and we have three items here the first one is the election of the chair for 2019 open meeting act we actually have not been doing this correctly in years past and I will take blame for that we actually have to be having someone nominate the chair openly and then have someone second it and then have everyone approve it if not then I go through a roll call and then we do that same process then with the vice-chair so although in years past we've put that forward verbally names we used to do ballots to ensure everyone voted but it actually has to be open on the floor so anyone who would like to nominate the chair needs to do that and then I need to record that someone second that nomination can I nominate John tour Genson for another term okay great we actually only got three meetings other than the last chair so we should man he is eligible to serve again right now money time was right well actually we just is everyone is everyone in agreement just I hi okay good so unanimous agreement that John will serve as another term is chair now we can go through the process for this chair okay no me time was right for vice vice chair vice president are we have a second but I know I think Tony had wanted to put forward a recommendation that we moved back to 3 p.m. to help accommodate his schedule if that's favorable to everyone but the discussion is open well I'm in the middle of major traffic at that time and it's been really hard meeting go any place at that particular time although I'm up by the hospital and that's rough in that at that time at board four o'clock so this week John and I John Ferguson and I were speaking about that and I don't want to inconvenience it at all but um I would be willing to pick you up and give you a ride oh no no no it would be no problem at all because um I I don't want to inconvenience you with the traffic but I have to tell you that it's um it causes conflicts for me to have it earlier and so I don't know how the rest of you feel but you know I I I certainly understand not wanting to drive through that kind of traffic but I will we're more than willing to try to assist you if you fits in problem variably way negotiations are - I like that 3:30 or three 45 or well that make a difference I mean the later the better I'd actually like to have it later than four but I think we've had that discussion in the past and that didn't go anywhere so what do others think later is normally better because of workloads but I can be accommodating it that's what needs to be done I know in the past - we've had some people that we hope to recruit to the Commission who were not able to come earlier in the day and we're hoping for after work hours four o'clock is not after work hours either though so I don't think it would it would swinging them either way on that it doesn't you know me I mean traffic is you know this up I mean we already meet three times a year for time so it's not like you know we're asking that weekly commitment here or monthly so but uh you know for clocks you know agony before I give us you know I'd rather one thing I do not want to see is movin miss later right five or six or seven I mean we have had challenges with the weather when it's later in the winter and the February you know it's Murphy's Law yeah that we've had very difficult times getting that when we have methods in India and the February day is actually one of our really crucial because we're talking about the budget yeah and the month sets up the year also with chair and vice-chair nominations and our meeting so for this particular point we were discussing whether we should move the time from 4 o'clock to 3 o'clock do we have a motion to vote on for that how do you feel about that Tony Board what time was that it was the consideration of moving from four to three but then that would be more problematic than I think for others to me earlier well so it's if you can I mean I I'm we're not here to have everybody's you know what to say okay we're gonna do it for my sake okay if they if they can't they can't okay and so let me think about this because I'll make a decision and now let you know if I'm on stay with the Commission or not because not even if Jack came to pick you up very fun not even if Jack came to pick you up no no I'm not I'm not I'm not a person to need a ride you know they so um in other discussions we've talked about if the Open Meetings Act would be accommodated by having people being able to attend remotely via the internet I wonder if in this situation that is something that we could explore more I know we talked about we didn't really explore it and I think there was some at some reason at the state level that was being I I'd like to look into that for Jack though because as a non-voting member when I reached out to the City Attorney's Office about that we couldn't do it for if we were voting or taking any action of the body right we wouldn't be able to do that but him attending as a non-voting member if that's an option I don't know if you're coming yeah typically if I can't make it at 3:00 it's because I'm in something else you know so I wouldn't be able to attend even remotely because everybody okay okay so if that needed to be considered on a case-by-case basis dependent on if the member can't attend but they could attend remotely wait that's something to look into because I might give us some options not enough nothing's being voted yeah then then 20 could still attend remotely from the comfort of his home unless there was something to vote on in those people he just wouldn't be able to second anything he wouldn't be able to take action on any you wouldn't even he was you can't remotely yeah he wouldn't be able to click forward as long as we have as many vacancies as we have now we're always going to struggle with a quorum yeah and votes but one of the problems driving the lack of volunteers is the hour of the day that we hold the yeah the meeting you know so it's kind of a it's a hard one plus in mind every Commission I've been on has been in it late evening you know like 7 o'clock you know now if you move this to City Hall it'd be great because I could walk there oh there you go is that an option do we have that option space in City Hall is very competitive yeah I mean when council members just try to schedule an open room to meet constituents it you find that there's almost never a room available side I think kind of being here benefits the staff as well as just the availability to space sure the part being done right although it's no one's meeting and City Council right now we're live right or are they being taped well someone could be in the church and I could be tape okay good we're not taping anything at this time yeah but there are other yeah committees or boards that mean that we don't yeah so I did find my note on the open meeting act it allows for teleconferencing into public meetings but those attending cannot vote so they can't take action and the city doesn't currently have the technology at this time to allow for this because it really and it you have to be able to see the proceedings and be connected right so yeah first donee I mean I think you know it would seem to me traffic as far as traffic goes Tony I mean like in the summer months I think you might find it a little bit lighter you know because you made what February so mean August typically August we don't meet though students gone and you know where traffic might not be a social issues come during the summer whatever gonna fall after David just think of a really good point and I think just to build upon what you're saying is it I know I'd be confusing but is it possible for us to meet at different times for for the different meetings so for instance on a voting meeting like today and February Cody could we meet because you were saying weather was the issue we meet at say 4 o'clock on a day like today but have the other meetings BC regularly scheduled at 7:00 because then that would avoid the rush hour traffic that Tony is concerned with and it really gonna be the one meeting per year that would be weather affected right I think so I mean because so we you vote on the calendar yeah and then it's published that way right for consistency's sake people then I mean they would just have to know to the shot because we don't meet at a regular time right so I guess the question that goes to Gregg would that really mess with scheduling against other things then would it be very hard to other evening commitments last meeting right for a half-hour earlier in the day then helps us to accommodate requests during the evening sure because we don't schedule public meetings on Fridays right Saturdays or Sundays so we only have Monday through Thursday staff wouldn't schedule a public meeting over council right Monday right so typically there's just those very few days that we could do right public meetings or project meetings or outreach right okay and evening meeting might cut into one of Mike's training sessions in here or other evening events yeah the community relates depends oh yeah okay yeah I know I mean you could try to do a three and five yeah but if that would accommodate right but I would still put Tony right into right yeah that would put him worse yeah but we talked about recruitment oh yeah yeah that's fun si Estrella and through Koopman push that towards more in the end of the day yeah if that assisted people and right in the middle you know this is such a tough question I wonder if maybe we could try to discuss it further with with Tony maybe that the two of you could try to talk about what we could do and then we could approve the agenda the schedule yeah so we at least we would have to finalize the Mays schedule I heard I'm already late and publicized the 29 calendar for the whole nice to get posted at City Hall for in the atrium for lack when we don't meet then I have to just post what it had been right and then once we take action on it and approve it then I write I update okay so can we adapt to calendar now and then modify a bit yeah right yes I guess me we have to land somewhere for lack of you buy their land at the current time okay yes and then take action in May so Tony would have time to think about it which would that be okay if we tentatively approved the meeting for now and then and then you and Lisa could talk about approval and what my for did they cry out for me luck the current four o'clock great time consideration solely because there changed is for us you have to live in the city so the resident of the city that's been checked out no that's always been a requirement but with eight votes of council first seven excuse me they can the mayor can still put forward the nomination but with seven votes of count so they can affirm the nomination so there are times that I don't know we lost a person because they really didn't live in the city correct and I had reached out to Tammy asking her to resubmit and although it takes action of council but seven votes that it's not insurmountable she chose not to do that so because the cable Commission requires either knowledge of the cable industry knowledge of CTN or you know it does have that caveat then the mayor does consider non-residents and Tom he was approved by seven votes of council and he's a producer of CTN and works in Ann Arbor so it does happen mm-hmm in other words if you own a business and they in order to or not it's not the ownership it's just typically that's how people become interested then they either live in the city or they work in the city okay but it's the city charter that requires you to either live inside the city or get the the extra votes from council members to to affirm your appointment that's the wisdom of the original drafters of our Charter and it's not unusual to have a non resident appointed to it in one of our boards and commissions so the the mayor you know the mayor nominated three members aboard various boards and commissions at the last meeting and one out of the three was a non resident so it's not unusual it it just takes that extra vote you don't like the city limits right yeah we're in that resident I mean do you think maybe you think dear barn tailor but really he could you know first this reality is really yeah I you know yeah I know there's usually I'm is still hot yeah yeah exactly yeah yeah okay so the next item of business is the budget discussion so in your packets draft budget this currently is included as the communication office / CTN budget within the city administrators recommended budget it's the first of the two year budget cycle so council only approves one year at a time and they will be beginning budget work sessions this month through March with the city administrator presenting his draft recommended budget to Council in April and council approving amending etc that budget at their second meeting in May please correct me if I've missed anything so although we prepare the two years council really only passes fiscal year 2020 but I show you the two year view of where we're at with our expenditures in revenue 2020 begins July 1st of 2019 um if you can believe it the gray highlighted areas are those are numbers that are given to me by Finance the really the only one that we have control over is temporary pay and obviously permanent time work we have control over depending on the number of employees we have and the reason that you see a difference between 19 and 20 20 and the permanent time worked is because we have one last FTE we had two programmers we only have one programmer now we had an employee quit and that is why you see that drop just moving through quickly well first I guess I should start perhaps with the second page because I think that actually is where we need to start our story for the first time in my 14 years we are seeing a drop in revenue we actually for fiscal year 19 will be readjusting the revenue numbers which we had projected two years ago which is also kind of the complicated nature of how we do budgeting your estimating revenue two years prior before you actually have actuals so we've always budgeted very very conservatively for our revenue and this is the very first time that we're not going to be meet those numbers it's not for anyone to be alarmed about we always manage our expenses and it's nothing that I will have to be going back to Council for I can assure you but it is a trend that I don't see changing for 2020 we're going to be able to accommodate our expenses and balance to the Brooke the revenue for 2021 there's going to be some significant cuts that we're going to have to take by way of materials and supplies and equipment for lack of any other changes so what I have prepared then is for 2020 is some slight reductions to expenditures please let me if you have I'm going to go through these quickly but if you have any questions about a line I don't know just shout out to me but we've we've increased due to actuals our equipment maintenance expenditures but we've decreased expenditures for contract services and then on page 2 equipment I'm a little bit in software and then we've slashed our advertising in town and printing so that's how we're going to accommodate that decrease in revenue and I'm confident that we'll be able to do that what John and I had talked about creating a subcommittee between now and August of a couple interest to cable commissioners who might like to have some visioning and futuring conversations about CTN the services we provide the revenue forecasts thinking broadly about other agencies or partnerships that might want to pursue and to then bring back those conversations to the cable Commission for fuller bedding and discussion I'm concurrently CTN staff are going to be meeting monthly to have the same conversations and that hope then is to help set us up more productively for the whether that's to take a look at additional revenue whether that's to take a look at the services that were providing that perhaps cost a lot of money you know it's all I think it's every challenge has opportunity behind it and so that's how we're viewing it we went through I think a similar time when the state franchise agreement went into effect in 2008 that was troubling to many that that happened and it was unsettling and it I think this is also that time where cable revenue is decreasing so it's time for us to think about the future can you talk about the FCC a little bit thank you so our understanding and jump in if you have newer information but it's due to the federal government shutdown the FCC comments that were put forward that were hundreds of comments that were put forward throughout the nation in regards to the FCC proposed rules name the individuals then who would be reviewing all of those comments and reacting and providing comment back had not been working I'm due to the shutdown so that now does not look as if that will be considered then for the next few months that's the best gift that we have I'm sorry Gary yeah what is it that the FCC was thinking come in Sam thank you so the FCC there was - and Greg my philosophy there was to rule changes that were put forward that essentially were going to be going into effect and January February whenever they got around the publishing and one was one that impacted us or would impact us the most well they're the two I think the one was about right-of-way and cell phone yeah and so phone antennas being able oh they were setting rates that local municipalities could charge for the use of the right away where they haven't pre where state hasn't previously set up their own rates they're trying to change that the other one that is a little more directly impacted on us was the going back into the rules that was around the franchise fees and the pike fees and what counts as in-kind contributions by the cable company so they could say that the peg fee then counts as an in-kind contribution and they could subtract that from the franchise fee that's one thought from the way they had worded it the other part was that they could actually look at the channels themselves and how much is one of the channels worth and then subtract that value from the franchise fee that they're paying which in some cases they could pretty much wiped out the franchise fee and I lost my thought but the one of the assertions going forward - oh I know what I was going to say the obviously the component about it that we submitted comment on - is the fact that it overrides all state franchise agreements throughout the country so it would supersede any of those state franchise agreements in California Michigan so by way of that there is a thought that that could open the door to some legal challenges should that rule then go into effect as is I can see some problems because we do have an extent agreement of contract yes and what is that five-year contract 10 years 10 year contract yes we have 9 and 10 there's those pesky clause in the Constitution about impairment of contract right yeah so whether or not there would be immediate revenue implications dependent on how that plays out you know as anyone's guess the comments obviously that were provided by the city and other agencies to included that you know it's part of their consideration so that's the FCC rule change possibility also is something that needs to be that we need to be mindful of as we're having these revenue conversations it's a fact that the revenue is decreasing we don't know yet what that rule change could implicate but I think having this subcommittee at least formed and together during that time we'd be more nimble then to be able to have those conversations in between when the Commission is meeting so we are seeking a few commissioners due to quorum issues to volunteer so I'm racing my father and the volunteer idea so you are expecting reduction in revenue of around 200 thousand how's that this your estimate or it could have fluctuated a positive relate well it's based on an actual trend yes but it could fluctuate and we out we still that is like I said we always estimate very conservative conservatively so that I'm not going to be less it could and that still stays within our fund so I do always try to estimate less revenue than what we actually get in instead of overestimating because then my expenses don't match that but when I do estimate less that goes back into our fund balance it's still retained for the use of CTN in a practical sense it's always better to estimate in the manners that you end up with extra money rather than too little money because if you have too little money in to get counsel and ask them to amend the budget and that takes 8 votes which is really difficult and that's why I assured you I would not be doing that are you talking about before connect equipment also count equipment cameras correct because it's just broken down here because Finance requires us to have no sound of five one three zero mm-hmm yeah that just means it's any equipment over five thousand that has to get charged to that item and then we have 34 40 which is equipment less than that amount that gets charged there so we actually have a hundred fifty thousand two hundred fifty thousand dollars sorry not a hundred fifty thousand dollars towards comm equipment purchasing in 2020 you might leave port forwarding well there's no water in the second column it's the 20 20 okay so the 5130 you'd have to be a camera that's cost more than five thousand to pay it out of that it's just an accounting how finance accounts for items when they're more than or less than the total amount is a hundred and fifty we also charge items to the materials and supplies so we have a lot of little items the batteries and things like that that also come out of that category at least the determination one white equipment to buy and when to buy it Greg okay we help Greg ultimately submits the orders and then I coat it and approve it and manage the budget if I'm getting enough tactic let me know no okay well now save it for later but uh what's the procedure if I've for somebody to request additional equipment that he or she made while CTN to think about buying oh it's usually like you know as a producer you may have talked with the staff we don't like with Mike or Alicia about it'd be great if you guys had this stuff and then they would passed it on to me and they make oftentimes they'll even research and see if they see items that they think would work best and how many people are using it if it's more if you know if it's a singular producer that's gonna use it or if other people would benefit from it there's any way I could bring this up now or hear about what I would like to see do we versus yes so one of the things that jumps out at me is the permanent time worked the very first line there's a really severe reduction which means that CTN is trying to do more with less it's a singular FTE and that does sound like a lot but it's because all that their entire salary and all of the benefits are rolled into that so it is a singular everything oh right you are correct as an entity you don't correct which is also why I cannot cut significantly from our count yeah budget but that's also why we also need to have these conversations about the services that we provide and how we work and how you know how we're broadcasting what we're broadcasting the number of channels right all of that you know needs to be taking a look at before Greg and I made a conscious decision with this budget that we're not gonna recommend adding that FTE I would not feel comfortable doing that so we're gonna manage within until we can solidify the best approach for that right but returning to the numbers in check my math it seems like one hundred ninety five thousand dollars for salary and all of the benefits that one person was getting and what was the job table I mean I'm trying to get an idea yeah it's a lot she was a programmer yeah and that remaining $485,000 how many employees does that represent 10 so when I spoke to Jack about the formation of subcommittee he said that falls under the Open Meetings Act we need to be taking notes we need to be posting an exact yeah okay so um typically you have to give advance notice of a committee meeting I'm going from this meeting to a committee yeah of the Energy Commission in there not televised but they did you issue an agenda and a post a notice of the meeting in advance and then you know issue minutes after yeah and those could those could be at lunchtime or during I mean it's whatever works within the accommodation and the members of that just as long as they're publicly noticed yeah okay all right I was hoping that we got who wanted to serve on the subcommittee and then offline we could decide when the group can meet and perhaps over the next two to three months if we could come into a meeting scheduled and then I can post it okay do the appropriate that's typically how it's done okay like you can send out a doodle poll yeah or our write how ain't there's not enough of us so it's good public it'd be like for people we start making up for the money that we're losing from the reduced franchise fee but also to discuss if you know like if the FCC just wipes out our weight fight our franchise fee that then we really need to look at different methods of budgeting this site and so right um and I think that that's a really essential topic to for discussion and although I had a voting number here and I wouldn't be in definitely can work within our means within 2020 most especially because Council just approved the entire upgrade to the replay system which is happening this year which was a six figure and so our major capital equipment expenditures then with that this coming year then we don't have planned news yes exactly and the council chambers that was redone a couple years ago and so it's the 2020 one that I definitely see us needing to do the work and the research and setting us up for if we want to continue as is this is what we would need and this is the revenue we would need to do that or that these are the partnerships we would need to form to bring that in because the other thing too which is also why the staff discussions have to happen concurrently because of all the nitty-gritty items that happen when we have ideas for instance ctn's not revenue accepting facility that requires an audit that requires the treasurer setting us you know so those kind of things then have to get vetted through would we spend three thousand on a credit card machine to take a thousand dollars in no so those you know that that's why we hopefully having these concurrent conversations and we can bet out the best ideas because we still only have a staff we have to pursue all of this and figure out what what's then prioritize to get us to 2021 and better prepared for those council conversations yeah just Tory she ate that too to help sort through how would that information best be presented in what way and at what time yeah okay I I also want to warn you that council did pass a resolution a number of months ago and it originally was only addressing solid waste but at the council table there was a an amendment on the use of temporaries and we're trying to get away from the use of temporary temporaries and it was so broadly worded I believe it covers but you should yeah just let me know what that would cost you because I'm gonna advocate for the end of using temporaries so there will be a substantial cost there yeah and service reduction because the point to be made we can't replicate FTEs attempts for us because for temps and at night meeting it's for meetings versus two FTEs at that same cost can only do two meetings yeah and so that's why it is actually the number can't use part-time employees I don't know okay yes we we could move towards there's still the cost associated with it with the benefits even though we're still offering benefits but whether than part it's permanent part-time staff could get used in lieu of temporary staff it would still not be apples to apples as far as the services that we'd be able to yeah so we'd have to analyze that and show you that's why I giving you a heads up yeah yeah okay thank you any other discussion on the Commission like this that only meets quarterly we're not gonna approve these minutes until our meeting three months from now but people might have an interest in what we did and so having the draft minutes online is is pretty important and so we're trying to regularize how all boards and commissions operate and so that would be something that I hope that our board Commission they'll be on mr.

we will then get a staff report followed by public comment on that on the petition and then we will go into discussion so this evening our first item is 9a Bristol Ridge site plan for City Council approval good evening ladies and gentlemen my name is Scott bad saled I am a civil engineer with Midwestern consulting we built most of the site plan with me tonight is Brad more he is architect of the project and our client is in the audience that has Sean the fear of Norfolk hoax and so tonight we have a PowerPoint presentation and Chris how do I start it just click it all right okay we'll go through this Bristol Ridge is a condominium development the owner is commercial properties investors of Pontiac trail which is a wholly owned subsidiary of north folk development Norfolk is no stranger to this town they develop the property to the north of this the north side Commons blue heron pond many commercial properties in town as well the project team also consists of Midwestern consulting and Jay Bradley Moore & Associates an overview of where this is at the site is located on the east side of Pontiac trail just south of devarnè and just south of the north side cams development that Norfolk development also built in nineteen 2000 to 2002 approximately across the street is the polti development north north sky and to the south immediately the south are vacant and residential properties and to the south west is the Barton Greene property this property consists of two existing buildings one light industrial one residential the property is owned our for a we did an annexation and rezoning of this property in about 2005 the tricky about 2005 and ex with an area plan and Ruiz owned the plan is to demolish the two existing buildings and construct 69 new condominium units in 11 buildings all work would be done in one phase the buildings would go up in an order not all at one time but generally in one phase these units are the same units that are found at the blue heron pond development on the west side of Ann Arbor as I understand somebody lives there on this know someone told me that somebody on the Planning Commission may be someone who's City Council lives in blue heron pond but okay anyway at the corner of maple and Liberty Blue Heron pond with been a very successful development Norfolk took it over it was a product of failure during the recession one building was built and they recite planned it and put these buildings on and it's been very popular and for all intents and purposes is sold out or fully reserved at this time so these units are going to be essentially the same buildings that were that have been built over Blue Heron pond the site is owned our for a as I said and conforms to all the requirements associated with setbacks height open space lot area and bicycle parking a variance is being sought for automobile parking currently 69 under unit spaces and 25 surface spaces are recognized by code on this site plan which is short of the ordinance by 44 spaces however 34 under unit spaces exist in the form of a tandem space one in front of the other hidden from public and not creating any new impervious surface and 69 other regulation-size surfaces exist in the driveways that are in front of the garages of each unit and they're full sized spaces there's at least 20 feet there so they can park in front of their garage door without being out in the aisle or anything and without creating any additional impervious surface the code doesn't recognize these as legal spaces so we are seeking a variance for those on the north side of the of the property and the south side is a heavily landscaped conflicting land use buffer as well as existing mature trees that will remain we are dedicating an additional 17 feet of right away on the east side of Pontiac trail and traffic we probably will get into a back and forth discussion about traffic but in general this is a relatively small development at 69 units it doesn't generate enough traffic to warrant a full-blown traffic impact study we performed traffic provided a traffic impact statement to the city traffic engineers which they accepted the impact shows very little impact on existing intersections less than 1% increase at the nearest intersection of Barton and Pontiac trail and we could talk about that more I'm sure there'll be discussion on that because Pontiac trail obviously is has a traffic issue and I'm sure there's many residents here that are here to speak about that Brad you want to talk about architecture for a minute here yes so the buildings are organized with parking tucked below the living space so we minimize the amount of parking at surface that's reducing the amount of impervious area the entrances to the units are generally at a mid level between the parking level and the first living level so there's a parking level it's a kind of a pedestal in each building followed by two full floors of living space and then we have an occupied attic in the gable of the unit that is an option that people can purchase and finish off if that's what they decide to do so these are some of the two-dimensional drawings that were submitted with so that's a no to planning staff so you can see they each have a garage door there's a half a flight up to the entry and then once you get inside the entry there's another half a level up to the first floor some of the units on the site because the topography will have the opportunity for a walkout basement level again that'll be finished at the purchasers request the exterior siding materials will be the same as on Lou Herrin there'll be a mixture of brick in siding there are outdoor decks for each dwelling so they have a private outdoor living space they can put outdoor patio barbecue grills play structures for the kids whatever they want so this is another type of unit this accentuates the internal circulation of the stair and an across gable to the main range some of the buildings because of the topography step down the hill so it rather than one continuous Ridgeline there it's segmented or step to Ridgeline and then we're back to okay so now the fun stuff comes water main we have a water main network that connects to Northside Commons on the north extends through to the south leaving a stub for any future development to the south as well as connecting to Pontiac trail and stubbing out to what is known as the brewer property to the east the case of that development the sanitary sewer we take sanitary sewer from a stub that was purposefully left therein in 2001 to serve this property because my clients owned it at that time when they developed Northside Commons and so we bring that sanitary sewer through the development and down also stubbing to the south for future development their stormwater management we have two ponds on this site there's a lot of topography you'll see a grading plan shortly the site basically through the middle is a humpback and it drains east and west from there we have great infiltration in some of the ponds so we don't even have to have an outlet in one pond it's all like very clean sand and so it'll recharge the groundwater and this is the grading plan which is presented a lot of challenges when you're dealing with like a denser development and and a lot of topography but it's very interesting and it will definitely not look plain we are very happy with the project I think we feel this is a very good project for the area our petitioner mark client has provided an efficient compact design that minimizes the impacts and natural features and removes no landmark trees there are a hundred and three under unit parking spaces in total that provide no exterior impervious surface and we are proposing to utilize driveway parking to minimize additional impervious surfaces to further reduce runoff we're also utilizing infiltration to enhance the groundwater recharge and we are very happy with what we've presented to you tonight and and here to answer any questions thank you thank you I will now turn to mr.

screech watershed group also a board member of the Coalition for remediation dioxane the car group at two points I'd like to make one is I'd like to see these developments consider using porous pavement we've had the city do a couple projects and porous the university did a poor slot down on fuller and they're infiltrating 1,300 inches of water an hour that's like many many hurricanes at once at you know going down full the road it's a reduced the heat island it will detoxify the contaminants on hard surfaces much less slip and fall the snow melts readily two inches of snowfall generally will melt away before the plows arrive very little salt is required actually cheaper than regular pavement Minnesota is looking at porous highways saying they're going to save 30% of their construction costs using porous on their highways I think we'll find the same in Ann Arbor I think the potential for porous pavement is great on these kind of projects where you don't have a lot of heavy traffic but where you have roadways the watershed group is proposing porous pavement for all these reasons plus porous pavement is very quiet and now we are pretty clear that noise in cities is very stressful for residents I live off Liberty Street like another member here of the board that's very noisy and we could reduce the noise tremendously with porous roadways so I think you know we need to look at that as an opportunity the other thing I want to bring up is councilmember Jane Lum made a point to me last year that I've been talking about and others have been talking about the green belt and when the green belt was voted on and passed by the city 33 percent of the green space was supposed to be purchased in the city last year she told me that her calculation showed only nine percent was spent in the city and since its inception it's only been 21 percent so I think we need to live up to the vote that the people made and that we need to look at the some of these green spaces this one in particular others in this area that are ripe supposedly for development we need to keep some green space in the city you know green space is tremendously important we saw that with the vote on the library lot tremendous support for green space in the downtown and we have a millage we have the money we should be spending it in the city even New York City with all of its density has green space pretty regularly spaced around in the city and the Central Park is a very popular area to go to because people want to get away from all the hard space and get into some green space I think it's a very uplifting and the added you know people's moods you have ended their own study showing that green space walking in green space is probably better than antidepressants without side effects so we need this green space we passed the millage I think we need to start looking at City Council and the planning commissioners and others to support preserving green space in the city and that we shouldn't be looking at all these spaces for development because green space provides great opportunities if we want to infiltrate stormwater we want to reduce heat island and so I think you know we need to change our attitude on that I think we're way too interested in developing all the green space in the city thank you thank you anyone else in the audience wishing to address the Plan Commission in regard said Bristol Ridge condos anyone else wishing to address the planet Commission in regard to this agenda item hi I'm sandy Wylie I live at 29:20 North Knightsbridge which is one of its Northside Ridge so it's not the immediate kind of Association north of this property but it's the next one the one that borders on Devoran I have some concerns about the number of developments that are happening right there long Pontiac Trail and the density of them I appreciate the mention of the need for green space there is Olson Park but it's not that accessible to this kind of a property to the ones across the street if you have young children it's a little bit dangerous to cross Pontiac trail and then to prostitue Barron it's not that accessible for younger families I'm also concerned about how this will look when you're driving down Pontiac trail I'm not right now where it looks like that first building is on the north I'm not sure if that's roughly equivalent to where the house is now but it's on quite a sizable Hill and I'm wondering how much that hill will be destroyed to put this in you mentioned I haven't seen the elevation map to understand that but that's a concern of mine that we not totally destroy the topography that's there if it is developed because I think that's part of the beauty of going up and down the hills and dales there on Pontiac trail and when you look out now for what has happened on the the other side of Pontiac trail it's been very flattened and it's it's really made it a lot uglier and that development the houses are right next to each other there's no green space at all in that so when you look at you step back and you look at this in a bigger area it's it's very highly it's very densely developed just in that area but it my concerns are having it fit within the topography that's my main concern and then figuring out how to manage the traffic in that area because this particular one may not add a lot of traffic but all the ones around it they are already adding a lot of traffic and locked in there do voron goes between Nixon and Pontiac trail those are your only two options Nixon and Pontiac trail and it's a couple of mile length there and there are a lot of new developments that are going in there and then they're coming out on Pontiac trail it's a 35 mile an hour speed limit that's pretty fast for this dense of development so I'd really like the planning committee to step back and look at how this fits in with the rest of that that corner of of our city thank you thank you is there anyone else in the Mill's Thanks a couple questions for the developer one is the color photos that are here I guess I think that what I see from the elevations at least have the garages entrance in the front rather than in the rear like this is that right just that I'm looking at that correctly yeah okay so these are from the existing one there will be a garage door bulla or multiple garage doors below all of those living room windows or whatever that is okay got it can you also walk us through the grading plan just because it was great that you had a mat but we're not used to reading those and there is a lot of topography here so tell us what you're doing like how much leveling are you actually doing there's a crosswalk into Olson Park so bran did you take a look here as I saw you looking at the great of the hill the hill that was referenced is right up in this area here there it is and it looks like we are probably taking about eight feet off the top of that hill it's a very it's a sharp pronounced Knoll I mean it is not it's not a big gentle thing I mean it's a it's a very it's a ridge so at the highest point who are taking about eight feet off of the top of it but that is one of the buildings that as you enter for off of Pontiac trail and then you make that right-hand turn and you head back to the rear units that first billing there that overlooks their detention party is one of the buildings that steps down with the topography we're using it to bog refuted because it goes with the land so that is a descending driveway as you come in up on the trail and go to the back of the property how resumed ibly or can you walk us through like if I Drive in this and I'm going around your finger sticks there how is that all level or am I going up and down I understand that the buildings you know are kind of Levi's fall coming you know falling a bit but what's going on with like the the parking lot and drive so what you do when you come into the if you come in off of the drive you're going up and then you will rise up as you follow my cursor around at this point then that's about that's the high point if you were to go continue to the east you're falling down to the east now if you were to go north you're rising up you're rising up about one two three four five six seven feet from this intersection of the drives up to here you guys can see my cursor right okay all right and then from backside here the existing buildings are all on the front side before that drop-off so you're shaving I mean in order to get through there to level it you're shaving that I'm just trying to understand like how much dirt you're moving right we're shaving 8 feet off the top here at the North property line almost almost nothing down at the at the south end where my cursor is right now yeah and then we I thought right through the middle of the site you were suggesting that there was a sharp bridge are you not right through here here it it's a ridge that falls from west to east yep so your sheep you you're having to move something yeah and in general like this this whole area here is being is being graded and as much as eight feet at the north end is being taken off and it's being moved around the site a little bit but for instance you know the this big long building up here where my cursor is right now that's great but pretty much within a foot or two of existing grade so it's just that over in this area where my cursor is is just a sharp razor back got it yeah it's not a flat site got it so I mean we can't expect a lot of girth moving in order to make this development work greatly right I mean it's it it is but it's not I mean it at the end of the day it's a seven acre site so it's really not a lot of Earth I mean it's just it's it's some radical a little terrain got it all right thank you mm-hmm I will I'm sure that there are big questions about traffic so I'm not gonna ask about that um but I I just want to make Mohammed but I what I like about this is that they are asking for variance for less parking and the idea of being able to use driveways to piggyback I mean that's how most many of us park if you have a driveway anyway that seems like something that we should just allow this is like kind of note to self maybe this will come back at the Commission proposed business and I appreciate that rather than meet our code and over park the site that that you're going through the effort of asking for the variance clearly that's not something that we can grant but I think it's why isn't warranted this is a situation where I think there appears that there's plenty if you you know Park in your driveway plenty of parking here there's also gas parking because I know that's raishin throughout the site so I really appreciate that I think that this is one where we are helping to protect we are limiting disturbance of natural features to the minimum necessary and so I really like that approach mr.
Ackerman Thank You mr. chair similarly I appreciate the approach to the parking any ways in which we can reduce the amount of impervious surface the better it is for neighboring properties for water quality and quantity I had a question in reviewing the notes from the citizen participation meeting one question stood out to me and that was the history of the site there was reference to a dump that previously there had been dumping occurring on the site and it there's a the answer says Sean attempted to show on aerial on his laptop unfortunately that doesn't translate very well under there I was wondering if someone could discuss the history of the site to talk about the dump that's in the neighboring properties yeah it's not on this property okay it's let's see if I can get back out I'm very familiar with it because I've investigated it years ago in multiple times okay it's I'm the big the big one not not this blow up one and say the dump is way over here Oh across Pontiac trail yes okay I know what they're referencing well it's it's south of davar it says it's in the brewer property it's right it's behind the Chinese Christmas oh oh not not the naughty I use the big telephone do not let the blow up one yes it's not on this property could you try it one slide forward so it's over you got it all right there thank you think yeah it's not on this site okay [Music] okay and then have you guys done any testing on site to ensure safe to the podium just for the record and for the people watching at home all three or four of them yes we've done a phase one environmental and it's everything's clean there okay thank you thank you and then I think you'd probably get time to dive into traffic our memo internally kind of said that the scope of this project doesn't trigger a full-blown traffic review so I was hoping if you could discuss a little bit about the traffic impact produced by the site yes we issued a traffic impact statement to to Sydney traffic staff who accepted it we basically we determined what the peak hour trip generation would be and and in which direction they would be going and that's all that's required for a development of this size I knew there'd be questions about it about traffic because panic trails obviously it has some issues with with traffic and so I went a little bit further and I brought you some numbers just so you understand the magnitude of what impact this development will have on Pontiac trail so we calculated that with the 69 units there would be 34 peak hour trips leaving the site in the morning and there would be 42 peak hour trips entering the site in the afternoon I'm sorry not it's not just entering it's going both ways there's 40 there's 34 total trips 8 entering 26 exiting in the morning and in the afternoon there's a total of 42 with 26 entering coming home and 16 going out for suma bleah to the grocery shop or go to dinner the distribution generally in this area is regarded as about 80% of the people will be heading towards Martin Drive area intersection and eventually to to Plymouth Road with 20% going north and probably there continuing north are turning most likely onto Devine road to go over to Nixon down to the retail developments that are there so using those numbers we would have 27 trips in the morning going down to the problem intersection of Barton and Pontiac trail and in the afternoon 34 trips coming through that very same intersection which is the which is the problem intersection currently the combined total of morning and afternoon trips through that intersection is three thousand six hundred and fifty-eight our total would add 61 trips through that intersection both combined morning and afternoon trips which is less than 1% increase through that intersection so it's it's probably not measurable I guess is my point Thanks while we're on the subject of traffic and I understand this is a drop into a much you know deeper bucket in terms of total trips the safety of your entrance exit mid site could you talk a little bit about the site long distances and anything you took into account to ensure yeah safety we originally our original sim it'll if you looked on on track it actually did not make the sight distance as we as we learned as we evaluated it again so we move the the inference further south there's a hill to the north that obstructs view so we moved it to the south to conform to the letter of the law now the letter of the law is a two-component issue for sight distance there's what's called intersection sight distance and stopping sight distance stopping sight distance is the distance that it takes you to react when you see something to hit the brake and your car to stop at a given speed and these distances change with every every 5 mile an hour increment so that's the distance it takes you to see if you if ball came out in front of you that's how long it takes you to recognize there's a ball there I got to do something I hit the brakes my car stops that is a smaller distance than intersection sight distance intersection sight distance is what we conform to inner sight intersection sight distance is that distance I just described and the distance that it takes you pulling out of the driveway to accelerate to the design speed of the road so that if a car was coming up they don't have to put on the brakes if you understand that so they don't they don't have to slow down you you pull out at an under normal situation and you're up to speed so they don't have to slow down so that distance is a larger distance that's what we conform to and that's what's required what was the impact to your sight and so did you you were moving your driveway South Asia yeah wasn't much basically see this stub right here mm-hmm that's where the driveway was it curled out and hit the road right there I understood yeah that's what happened it we just had a simple like driveway that came up and curled around and came up to Pontiac trail there when we realized it didn't mix we just like put it down here and came up and you get you get some parking this way and you turn this way to go into the site okay while we're on the topic of the vehicle circulation can you discuss single point of entry exit with respect fire the fire department and review this and approved it we actually made a lot of changes for the fire department this development was a little bit more elongated and you know for instance we had development all the way out to here but it was a dead end and maybe you're aware maybe or not but the fire department has a requirement that they can't go down a dead end more than 150 feet so we can't have like a dead end that comes down here so that compacted it as well but as far as circulation goes nobody's expressed any concern about the about the circulation patterns or the single point of entry you know anytime you've got private drives and aisles having connectivity becomes a issue because then there's an issue about who's going to pay for cross traffic maintenance and wear tear that sort of thing so I was just gonna mention that Commissioner woods was on this board when we were processing cyclone on an ever saline Road where the fire marshal was asking for a two-point connection even though the project was below the 100 unit count which was the threshold he had about 75 units and it was eventually determined that based on neighborhood concerns we've removed that second flight of engine so as long as you're under that hundred unit threshold that's really not an issue thank you yeah so we can discuss the wisdom of you know unit count being how you determine what sorts of you know space and and roadway firetrucks need to get in and out but that's a conversation for another day I
