um does it is it in line with uh what you would expect given you know the the issues facing you know this particular location anything along those lines or um it's kind of counting on counting on you to well you know I think a lot of the conversations we're having kind of what I'm hearing the board saying is like who who's the ultimate Authority and the ultimate Authority in this is the village of Montgomery so they're the ones who are going to decide the businesses that they bring in and how they bring those businesses in and they as I said earlier I can see why they were in favor of the uh the abatement at 75 for five years and 50 for the remaining five years it's a large investment um but that's again that's missing some of the details um in the application process so here I'll read through my administrative recommendation um based on the value to the community and the tax revenue scenarios that we just showed you you know going from 64 000 to 7.9 million with the abatements in that scenario that were provided by The Village Montgomery uh School District administration understands why the village Montgomery publicly supported the 10-year abatement and what we would recommend is that Administration recommends support for the commercial development but we also make sure that that support is contingent upon the final abatement agreement something for the board to take action on and that includes a school district as a party containing some adequate protections things like clawbacks that we were talking about Visions described and that actually comes from the question was asked where does that come from that's uh through the account the County's abatement application um so Kendall County has that in there including limitations on tax challenges which would require additional discussions regarding minimum assessed values that's kind of what happened with the Sears property is they they challenged the value of the taxes and was lowered and the school district actually went to Springfield to argue against the lowering of that assessment so that's something that we want to be proactive in so we recommend that we the administration recommends that we continue to focus on those protections even if the Board of Education expresses support for different abatement durations so the 10-year timeline as well as different percentages but I think it's important to note again the village of Montgomery did vote on a 10-year 75 some 50 percent but that just gave them the ability to then negotiate the terms and the draft proposal that's what we'd be looking at as well okay now that I understand this a little better um so I mean maybe this is for Kate I mean the the you know the last couple bullet points here those are pretty standard uh this isn't going to be something that um hinders anything um I don't think so when Brittany and I were talking about this we had mentioned that the the framework for the draft Proposal with the tax considerations and those other contingencies that's that's something that is addressed in the Kendall County application and something that we would expect to see but with all of those kinds of eyes dotted T's cross applications filled out and whatnot um would the board be interested in that type of arrangement a 10-year abatement at those percentages to attract the businesses to our area but we do bring up those protections specifically tonight because in some of the conversations it has become less clear whether that is in fact a deal breaker for the developer and we don't know that and that might be why you were directing the question to Kate their conditions and protections that we regularly recommend be included in these agreements their standard in the Kindle County application and they are in the other agreements that Kendall County has entered into and shared in the background you talked about whether these are standard amounts that are being requested I believe it was an earlier slide that talks about the recent abatement agreements that were shared with us that were three years in length for the abatements that were being provided one of them had an additional three years beyond that time where the property tax assessment protections continued that's not to say that the board wouldn't still decide to support 10 years given the different magnitude of the project but we share that just because that is the body of information in recent agreements in Kendall County okay yeah I mean the scale on this is much different right so yes to say Dr petsky Brittany Kate I think we thank you so much for the work that you've done in this uh Dr Patsy you and I have had a lot of conversations for quite some time on this and the board you've asked a lot of great questions a lot of the questions that he and I had talked about earlier so Dr petsky what uh ultimately are you looking for from the board at this point in time I think just one to provide an update so we could kind of go on the record to say that um the village is asking us to consider the same as them uh 10-year 75 percent for five year abatement and a last five years at 50 abatement and what I'm curious about is if there are other questions or information that the board would like to have for my office or from the village of Montgomery or from the developer one of the things that Brittany and I were talking about wanting to provide is again kind of that framework or draft proposal for the board to act on but is there anything else like Dr sparlin said I think some good questions were asked today is there anything else um you know is the board comfortable expressing uh a position on that abatement at this point or is there more information that's needed I'm comfortable expressing a stance with with the provisions that you've had but my question I guess is more procedural it's it's under information so are we really I don't see on this agenda where we have this listed as a voting yeah you know this is not an action item but if we were to bring if we were to bring this back for Action what other questions would the board have what other information would you be interested in having and are are you are you comfortable expressing an opinion about it just that your Provisions are in there one other question yeah the the second provision gives seems to give us Liberty to discuss different percentages um and if I recall the initial iteration of this I think it may have been a 50 50 percentage is there a reason why it shifted or is it you know I Kate gave some pretty clear I mean of course I know we're trying to attract uh people but I'm also thinking about the best interest of the district so yeah and that's where Brittany was saying this is kind of evolved over time we've been asked to look at several several different iterations and different percentages and it's kind of settling on that 10-year time frame because of the investment one of the concerns was the reason it's longer than the other projects is it's it's uh that type of investment is going to take a longer period of time but then then the percentages are kind of settling in at that 75 percent for the first five years and then 50 for the last that's where like I said the village showed support for that they want to start negotiating that and putting some terms together the district wants to bring forward some of the contingencies that we've been talking about making sure that um if we do take any action we're very clear what we're entering into um yeah I'm comfortable exactly as it is I'm assuming and I'm not assuming I know that um Montgomery this is probably if not their top priority one of their top two right so they've done um I would have to I would assume if they could work out a better deal they would but right that's interesting you know and um the economic benefit not just to the district but to the entire Community is uh it's substantial you know relatively speaking so I would say and there's really also I'm uncomfortable I have one thing that's kind of lurking in my mind that I think is a separate topic but related but something I think we want to we I think we should keep in mind is once we have tenants in place and um they're in our community how can they work with us in the by edu with in the education of our students do you know I'm thinking of logistics and internships and things like that for students I know that's probably not parts of those discussions but as we bring in Industry I think it's important to yes think about all these Financial contributions but also think about what they might offer or how we can work in partnership with with them to enhance the educational experience of our students all right are there any other questions all right uh yeah I like uh like Dominic kind of inferred this is uh this is a great Patrick project for the village of Montgomery so we'll be following them we'll be having a conversation with them tomorrow and uh and and the presentation today and the update just kind of keeping the board informed on where they are with that and uh seeing what else we might need you with Dr Pepsi I don't know if you answered this question but what does the village of Montgomery have a timeline that they're working on right now um not not that I'm aware of I think they were kind of waiting for us to kind of present more information to the board to kind of get a indication of our comfort level like I said we're the biggest taxing body so a lot of the dollars fall to us they just want to make sure that we're supportive of that and uh um I think we are supportive what I'm hearing but we're also hearing that we want some contingencies to make sure that um that there isn't uh there isn't a early withdrawal from that as well so we're also waiting to see where all of these pieces to forward Kendall County as far as we are aware has not taken any action or stated a public position we know that different administrators throughout transition have been have been actively watching we don't know what has gone on behind behind the scenes but we have not seen public action from them or move on to the Community College so that would be other pieces once we're able to see what statements they have to make thank you hopefully they're just waiting for us yeah yeah probably all right thank you very much thank you item 11.4 is renewal of our intergovernmental agreement with valleys are there any questions on what the administration's presented so 11.4 is the intergovernmental agreement with us we go fire department oh I'm sorry so I apologize if there's any confusion um so this is a renewal of our current IGA um Oswego fire provides Emergency Management Services at our sophomore and varsity football games all of our home games at both OE and oh the language of the IGA has remained the same the only thing that has changed is the hourly rate we have had the same hourly rate for the last two years it's a one-year IGA with the ability to renew for an additional year so for the last two school years we've had the rate of 54 dollars so this is the first time that we have seen it increase the new increase will be sixty dollars an hour for school year 24.

are there any questions for Dr Kincaid so this will come for Action at our next board can I have a motion please make a motion to authorize the payment of bills in the amount of three million nine hundred ninety five thousand nine hundred sixty four dollars and nineteen cents as presented second Mr Cerrone aye Mr Gatewood aye Miss Johnson aye Mr ploger aye Miss venmuth aye Dr Maria aye Ms simultan aye motion passes seven zero action item 12.2 adoption of all sections of the press policy manual would like to have to make the motion first can I have a motion please make a motion to adopt the SD 308 press policy manual with any changes as discussed second I have a question about this one yeah so did we remove out of here the portion that talked about tax abatement if we were to if there if Kendall County were to pass a sales tax we had a pal a policy that stated it would go towards abatement of property taxes did we remove that from this it is law law supersedes our school board policy so there was a press said there was no reason for us to have it in our policy and we aligned with press so hold on you're saying that according to the state of Illinois we cannot have that in our policy no that's not what I said okay that's why I'm asking so you said it's law so I'm trying to clarify that like us putting out our policy would not affect that positively or negatively because it's automatic so automatically it's going to go towards tax abatement I'm saying us having a policy policy and tax abatement in our policy manual is not going to change whatever the law determines so are you referring to the one percent county-wide sales tax correct yeah so uh so okay so let me ask this does the law dictate what we do with the money that comes in from the sales tax So currently it doesn't so that's why we have the policy right so currently the policy that you're referring to is 4.25 right it is unique to our district I understand several years ago um in terms of what um board member Johnson is talking about is the ability to pursue this tax abatement um we did not only talk to press but also our board attorney who recommended that we could remove it in terms of what you're referring to the spending of then if this were to go through the law allows us to potentially pursue the opportunities the policy even as it's written it's a recommendation for potentially how to spend the money it is not a um like we must spend according to now we are able to leave the policy in the manual that would need to be part of the recommendation but we are not required to have the policy in uh yeah and and I know that like I know we're not required to have the policy in there but I'm also aware of the historical piece behind this when this came up and and this whether want to have this discussion or not I'm just going to reiterate there are definitely people who pay attention to the fact that policy's in there and I think it sets the opposite precedent where people are going to take some of these policies more seriously when it comes to this issue listen I have no problem with having the conversation if this ever comes to fruition but I think it needs to happen then so but the policy didn't even direct us to do something that said we could and so I think that I at least where we landed and please correct me if I'm wrong Dr Kincaid was we didn't want people to believe that because it wasn't a policy this is the way it would be done because it was just a suggestion we weren't using policy appropriately if you will so and and honestly there were a couple of those instances so we didn't want people to say oh well it's in our policy manual it has to happen when you say it has to happen what do you mean it has to happen that we have to spend it in this particular way well I think that and I I will speak if you feel this is in line with we should be having those discussions every time it come up not fall through a policy manual um and then all the policy manual is going to say it might you you you can use it in this way again I I I have to pull historical context here and I I we had this discussion and and we wanted to make this abundantly clear this was the route that things would be taken to take this off Hey listen I you know I spend my life hoping I'm wrong but you're leaving the door open for for potentially something that could come down the road I definitely I agree with you we did have that discussion I'm not I'm not saying that you're incorrect in that I'm just saying from a legal perspective or a policy perspective it was kind of I don't I don't use the word throwaway but it's like it didn't matter here they're there I don't have any in front of me so what happened was um when the when the decision was made to send this to the Kendall County board or I'm sorry the Kendall the Kendall County voters sorry on whether to pass a sales tax or not there were many in the community that were skeptical of this because um they felt like it was just another way for the school district to spend money and of course we know the conversations we've had when it comes to um uh increasing the levy and and other pieces right so the what did Garner support from some people inside our community not saying it garnered any support outside of our community but inside our community was the fact that we wanted to show we were serious by putting in policy that the revenues that would come from that sales tax would directly help and go towards helping property tax relief so property tax abatement um we knew we didn't have to do that at the time but we did that because it was a way to try and show that we were serious and it was solidified in there I have no problems with if this ever came to fruition that we would you know have a discussion as a board if it happened during my time but whatever board right but the the problem is that what was told to the community is this is how serious we are about it and now I think to to take it away it it it's going to I guarantee it's going to leave a bad taste in some people's mouth see I'm I don't this isn't coming up for for a vote um so if it were to come up for a vote how would that look I mean would that language be able to be put into the ballot the language on the ballot you cannot put the language on the ballot no and then can the board at that time decide to completely change that anyhow um so this isn't something that but but here's here yeah you're right but here's what the message is at that point as well we can just we can just put it on take it off as we please see and this is where I disagree because I would say that that's what the voters wanted and so they wanted to see that we were serious so we put it in the policy but do you which doesn't have a lot of um of eyes on it if you will but putting it on our policy manual didn't make or break that the way that we spent the money it just said we will discuss it and it could be used in this potential way so what I am worried about and we saw this a lot throughout our policy manual is that we misused what policy is policy making policy approvals and then you know using that then to have discussions and say oh well if this is our policy that is a procedure that's a best practice I don't even know what the right words are but I just don't want people to think because it was in our manual it changed the way that things were done we we get I get that it was serious I was part of that like I I wanted to know whether that money was going but it being in the policy manual didn't make us any more serious or not serious that's all I'm trying to say from an education standpoint I I get it I'm gonna disagree um I'm sorry but I think it definitely sent a clear message and it definitely was heck I just talked to somebody a few weeks ago that it matters so I'm not going to tell anybody else how to vote by any stretch the imagination but um I guarantee that it will draw attention oh I just want to I want to be did it read I mean I'm not saying I don't believe Jen but did it absolutely read that um it can be used that way or or is it or did it say it will be or shale how it read policy 425 States the goal of the board is to use 100 of all revenue received from that tax to pay principal and interest of outstanding Capital purpose bonds with an equivalent amount abated from the bond and interest Levy and extension says that it has to go into your capital project fund it does not go any deeper than that in saying how it should be used so it was a goal statement in a policy so it was a so it was a can a can I can be used that way so and to Jared's point we wanted to say this is really important This is Our intention of using it but nothing about putting it on the policy made it it made it anybody do anything differently I just want to make sure as a policy making board that's one of our main roles that we truly understand what policy is procedure is what process is and we found in this exercise that we just went through for a year that we've misused policy and so it could give community members if they were to read it the um under maybe false understanding of what was in there if it's a law it's a law and we have to follow the law yeah whatever and a goal is a goal sorry I think I think what I'm hearing is that Jared is 100 right but what we can do I don't know what precipitated the need to put that in the in the policy back then but what I can say is whatever the whatever the situation was I think what we can do now is that we can make decisions that gives the confidence to the community that we're going to be as I'll use the words fiscally as fiscally responsible as we can with not only uh how we use the money as well as paying down the additional debt and I understand you're saying this was an indicator to them that we were serious and so I would say what other indicators can we give that we're serious without misusing policy and I to clarify since this policy was adopted the law itself has been amended and they've expanded what you can use that money for if you were to get that sales tax revenue you you could uh seek a resolution saying it would also be could be used for school resource officers and mental health purposes in the schools so there are so so that's expanded so that's actually backing my argument up which is if you if you if you start changing this stuff like I I guarantee people are going to change they're going to pay attention and I I understand like that the policy piece but you know and I listen I'm like 99 of the time I'm like Hey listen what's what's pressed telling us all that but you know I'm sorry there's a historical piece here and Hey listen I I hope I'm wrong right so and I I think either the same goal or another goal um or that board at that time um I don't I don't I I don't know I I you're I just it seems like um a can in policy um you know we worked very hard as a team as a multi-disciplinary team to make sure that the use policy appropriately procedure appropriately assign accountability for you know where those things belong I think there is a leap of faith I'm not going to just disagree with Jared and I think the other indicators of that are transparency in our finances continuing to dig in our bill pays and in our financial statements and to ask for you know representations of where we're spending what money and how um I think that this board particularly the veteran members on this board have worked very hard to do that you've been a part of that you know asking for financial statements that reflect and connect the dots better and you know hopefully tying or goals to finances something we've been trying to do for a long time those are the best indicators of are we putting our money where our mouth is a policy that says can is just a policy that says can you know so I honestly we can put it back in but I just want to be very crystal clear that it doesn't have any legal effects on it or I don't even know that legal is the right word as much of it it doesn't tell the board they have to do something so is there a detriment to putting it back in Sergey and again Jared has you have a passion for this one I'm just I listen Hey listen I hope I'm wrong like right like if I if I if I'm if I'm in uh if I'm in the the lesser of the camps I I hope um 100 wrong and there's no ramifications but but I will say I mean it it clearly it clearly states in policy that that's your goal then you're sending a very clear message to your community and that's what the community needed at the time I'll say one last thing if we put that in there as our goal and then we look at the financial report and look at our debt service yep and we see that we have exceeded the schedule and we've refinanced and we've paid down our debt significantly and we look at that schedule and that's the indicator of for how what we're doing by and we're not even thinking about that goal whether that goal is there or not people are looking at the goal but look at our debt service and look at how fast we've paid it down that's the indicator of success for that occur according to that goal but the policy a goal doesn't belong I thought the goal was to beat the money right yes that's different so so we're getting people coming in from DuPage County they're spending the money in Kendall County and we're going to get Southern to Kelvin Northern LaSalle yes go ahead yeah you get what I'm saying so it's so it was actually kind of to try to reduce the tax burden on Kendall County um taxpayers um okay but so okay let's just make sure if we we're back again no no we we're vote we've yeah we're voting we can we're voting and stuff right I know we there's a motion on the table Yeah there could be not too complicated but if you wanted to make a motion to add policy 425 back in and see where that motion goes that would be a secondary motion that you could then vote on and then go back to the then you'd know you're voting with or without it you know my I'm gonna let somebody else decide on that because my only concern is that that's not the only thing that we're overlooking so if somebody else wants to do that I'll obviously support it and go along with it with all due respect there was a committee that looked through every the most comprehensive review line by line of the policy manual I know your job is to review it and approve it but I want to just make this statement we have multiple reasons that that that our team worked very hard and around the clock to get this policy manual built so that it could be approved by July 1st uh Faith law goes into effect on July 1st we have to make those decisions tonight so whether we put it in or not is not the most important thing on the table tonight yeah there's a lot more to yes yes so I'm calm for both Ursula Miss venmuth we're just voting on the original motion yeah voting to approve all sections remember we already approved the student section 7 student services discussion or vote are we in discussion or vote okay but miss but miss winma aye Dr Maria aye Mr Cerrone aye Ms simultan aye Mr Gatewood aye Ms Johnson aye Mr ploger no motion passes 6-1 action item 12.3 approval of resolution for release of land cash funds can I have a motion you know 20 was a little off only because of you know the covet situation but they still had 7.4 and we ended up with 9.9 million type of deals so the constant you know there's going to be half a million dollars there 600 000 to type a deal so that that's my game plan so I'll hit one budget line item type of deal and then take the rest just have them increase the local receipts to uh to see what happens you know that's my game plan thank you Mr hopefully get support well you got a couple town meeting members on this yeah in this area so we'll see you in the morning that's that's that's that's that's all I have but that's that's my game plan anyone else have any um anything else to add or questions to ask and I hope that if any town meeting members are listening or if anybody wants to share it with them that they should get on board with Mr Nunes yeah yeah um Dr Jenkins do you have anything to add or ask no I mean I just say I would support if I were in town I'm not in town I would support Mr nunes's motion and I appreciate him doing the work to to figure that out to write that up and to make that motion thank you yeah well thank you for that um I know it just it just seemed so frustrating to you know read in the paper that the town is fully funding you know our our budget when that is in fact not the case due to scriptures error or just a miscalculation or a numbers aren't my thing but uh I mean to you know two things to wait till wait till October uh you roll the dice yeah number one uh number two I for one at this point would not want to tap that kindergarten fully kindergarten fun you know hopefully everybody remembers that that's our money that we didn't spend in the budget that we turned back to go into the full day kindergarten but we very well may need that next year as a funding source for our budget yeah type of type of deal so and also too uh you know as I mentioned at the last time you know right now we've got fifty thousand dollars out of school choice to uh you know fund the papers and pencils and books and you know ink cartridges etc etc so right that's kind of a one-time you know because it's a it's a supply you know it's a consumable versus you know we use it to buy yeah you know the Chromebooks and we bought some stuff from Mr perrotti and such you know which is gonna which has a longer shelf life right so right that's my concern yeah I would agree I would agree with that and I do uh Echo Dr Jenkins comment just really thanking you for digging in I know we we um have received also some emails from uh residents who had similar thoughts or um plans to also bring this up and get this fixed tomorrow so hopefully we do get support at town meeting um so anything anything else on that matter no Okay so now we will move on to new business and I'm going to turn it over to you Mr Kiley about the revisions to our student handbook thank you Mrs Amber also this has been a process as you know in central office we we have some folks who've joined us this year Katie paveo Ross Tebow so we're taking a look at this from a first time lens for some of us and certainly me and my joint capacity um so we've done a lot of work on it we've made a lot of improvements there is a ways to go and we're going to start early in the process in this upcoming year to fine tune this even more but we've provided you with some of the changes we will be seeking a a vote of approval tonight from you folks on the student handbook some of the things that were technical changes were things like Personnel related changes the school calendar some references to gender that we've changed references to parents where we wanted to include Guardians updated a variety of different links just to resources throughout the document some student discipline information some of our systems and what they're called we've we've done a lot of work on sort of fine-tuning all that and bringing it up to date um so I think we're in a much better place with the student handbook normally we would have brought this to you a little earlier in the year but we really wanted to spend the time to do the work so we feel that it's good it's not perfect it's a lot better than it was and it'll be a lot better next year but at this point where I'm hopeful that you'll approve it and we can get it in in our documents and ready to go great does anyone have any questions or discussion yep a niggly one um in the schedule there are yellow days that are half days and most of them have slashes through them except for one um what does that mean oh on the school calendar yeah early on [Applause] one without a slash the 14th of February is yellow but it doesn't have a slash and everybody else is yellow with a slash I just didn't understand it could be a typo it's a good point I'm not sure I believe so okay good otherwise I agree with that changes so could we would we could vote pending that that correct me that may not be an appropriate yellow actually okay I think it's not the slash that it's missing you shouldn't be there it should be a red day yeah I believe February 14th yeah okay I'm fine thank you for for noticing that um so we I would entertain a emotion with barring no uh Dr Jenkins I didn't know if you had any anything I'm good no okay all right so I'll entertain a motion to approve with any personal approve the uh student handbook uh as presented with the potential adjustment to the February 14th date color however you want it right second second Mr Oliver um any other comments all right roll call Kathleen Amaral yes Chris Oliver yes Elizabeth Coughlin yes Shannon Jenkins yes John Nunes yes thank you thank you thank you for the work on that um continued work on that I should say uh now uh next on the agenda I'm going to turn it back over to you Mr Kylie to talk about some year-end fiscal 23 um year-end authorizations thank you Mrs Amaral so each year I ask that the school committee gives me the authority to adjust from one area of the budget to the other at the close of the fiscal year so that we can close out successfully make sure we've utilized all our resources to the fullest and any areas that required additional funding are addressed if this year is a particularly challenging year to close out for me because I'm a doing two jobs and haven't had a lot of time to do it but um also because our contract settlement um is uh you know hopefully going to be finalized in the in the next few minutes here but we've had a lot of uh you know a lot hanging out there waiting to be determined so we're going to proceed hopefully following following tonight to finalize that which will help us get to the end of the year and make sure that we've utilized our resources the way we the way we hoped any funds that would be left the first priority would be to focus on prepayment of special education tuition it's a particularly volatile area of the budget from year to year every year usually quite a few times during the year there are changes in services that are provided for students that come at a fairly high cost and by prepaying our special education tuition it allows us to buffer some of the some of those costs and sort of survive the year without um you know having to go back to town meeting and ask for more monies or or utilize some other sources of funding so that's an important activity that we try to do every year [Music] and are hopeful that I can continue that for next year as well great anyone have any questions motion to approve the FY 23 end of the year authorization transfers second um roll call ethylene Amaral yes Chris Oliver yes Elizabeth Coughlin yes Shannon Jenkins yes John news yes we'll get a copy when you give us the year-end that'll have what what went from here to it yeah thank you thank you perfect and so next on the agenda Mr Kylie if you could talk us through the school committee meeting schedule through September from July to September our proposed meeting dates thank you Mrs Amaral so we have our next meeting which would be June 26th um we have a proposed meeting in July July 17th and a proposed meeting in August August 21st we also have two meetings in September proposed Monday September 11th and Monday September 25th so there had been a a a member or two had some ideas about start times for meetings so I thought I'd just throw them out there for discussion one was to look at morning meetings in July and August the other was to on July 26th the 4th and August 21st I'm sorry not the fourth I hope we're not here on July July 17th and August 21st to um if if not morning meetings to move them up to a four o'clock start um and then the other thing for consideration is moving forward in September to move up the start till 6 pm so those are some some thoughts that committee members had expressed to me individually um and so I thought I'd just share those with you for your discussion thank you Mr Crowley um first it is uh the dates good for everyone I'm I'm not here the 26th okay all right not here the 26th either and I'm not I'm not here the 26th either oh well I think Dr Jenkins is also not okay okay well we won't be meeting on the 20th okay so before I'm not here that week unless we come back unless we meet on Friday I'm not here that week okay I [Laughter] I'm going uh-huh uh but yeah if anything needs to be signed I would be available to stop in if you know that sort of thing so we'll skip the 26.

is that what we heard Shannon correct I can do 4 30. I cannot do mornings okay okay do 4 30 not the morning right and I I mean just you know I I most you know it's more difficult for me at 4 30 but if it is the pleasure of the committee I can always have um uh Mr Oliver sort of stand in if I'm not available that's not the end of the world kind of close for me at 4 30. okay okay and if we don't if you're not here at 4 30 and we don't start till quarter of five it's it's posted for 4 30. well what works for you I mean I I can be flexible it's just like I work till five but um sometimes I'm in Waltham but I I mean I've been able to make it I just want to I'm it wouldn't be the end of the world if I can't make it you know so long as well I would feel better with a five or five thirty star time over the summer all right so let's make it convenient 5 30 then people can make it yeah or you know the five o'clock works well no it doesn't work for you it could be a thing where I could I could do a zoom too if I had if I wasn't somewhere to you know to get here I could do that okay so I want to do that five sure yeah is that what we two for five yeah okay this one okay thank you and then um six o'clock proposed starting time yeah how do you feel about that I'm fine with that yeah I'm fine with that I'm good with that um yeah is there any appetite has there ever been Mr Nunes with starting if there is an executive session starting the night off with the executive session I'm just wondering what the we have uh when I first got on we would have them first because our Council was from out of town so it you know Council would come in whatever and then we would so but what would happen is we would have an executive session at 5 30 and then a meeting start at 6 30 type of deal so is that something that would be I would you know Walter Shakin said my memory is good maybe that's just I I have a couple of thoughts so just one thing maybe we can talk about it some more yeah I would you know obviously with uh Dr Stephen mcbaya coming on board I think it's important that we have a workshop some point in August yeah um you know maybe a morning uh you know yeah maybe we can do that um yeah just so we can figure some things out yeah yeah the only other and that's fine I mean to and I'm just thinking which I know gets me in trouble sometimes but if we're going forward and we've got to look I'm not sure if we've got a quote an unquote policy that says our meetings start at 6 30.

so we may just I don't know okay that's off the top of my head but if there is then we may just have to modify that policy which is nothing okay but that's okay you can look into that I'm just not trying to keep yeah no that's good that's right that's good um and you just maybe I know I just for best this part the work working group would be setting the agenda for the for the next year that sort so it's not a meeting no it's just a word it's a workshop that we're figuring out what we're doing it's a workshop we have at Bush Street yeah yeah um okay so we don't okay so so we're good with this okay excellent it's no vote on that or anything right no no okay no meeting on the 26th no meeting on the 26th so I want to turn over to you Mr Kylie for um superintendent's update thank you Mr Samuel so uh I guess first I'd like to take the opportunity to acknowledge uh the devotion and efforts of 12 staff members who um have retired in the latter part of this year we have Kevin obrontes custodian Kathleen Baldwin occupational therapist Sue Bishop grade three teacher Marion D moranville food service worker Darren Doan Middle School principal Donna floor secretary Mita Ganguly teacher assistant Dr Bonnie Gifford superintendent Tony Martin special education teacher Lisa Medeiros literacy coach Maria Rafferty secretary Judith Souza food service worker so we've got uh several people who've committed a lot of years about 250 years I think amongst them to to the district so I'd like to thank them for sure no yeah thank you and for the service absolutely I would actually like to see at some point I don't know if it's possible for this year but I think I know the first day of school is usually a recognition of the retirees from the previous year is that still practice I don't know if that's with through the uh Dartmouth Educators Association the acknowledgment but isn't there in the first day of school we have done it in the past I don't think we did it um I don't think we've done it in a couple of years that way okay I I think that our retirees um especially some of our T our teaching staff and you have administrators like Mr Doan and you know uh administrative assistants uh such as Maria Maria Rafferty um that I think they're it's certainly worth acknowledging I think it would be a nice gesture if the school committee um if if we could send out uh you know even if it's just an invitation where they're just recognized and they think publicly I think it says something about um this this school department that we acknowledge them and we certainly appreciate their work and their dedication um considering the the amount of years here that I'm looking at um I think it would be a nice gesture from the school committee in the school department that we recognize them at a school committee and maybe we it's something we do moving forward every year just my thoughts yeah thank you like that um some other updates so uh we sort of had the culmination of our senior activities yesterday with with the commencement exercise that I I thought was fantastic I've got to say that um it's been fun participating as you know in a kind of a different role and I've been very impressed with our senior class they were they're an exceptional group um and certainly I'm proud of uh I'm proud of them for sure so um lots and lots of activities in the schools Middle School graduation coming up uh next Tuesday at the stadium um we had all the moving up days coming up the field days the concerts the art shows lots and lots of activity I'd obviously like to thank everybody who you know has been a part of that putting those together I also want to give a little bit of a shout out to DCTV who has been covering these things non-stop now for for weeks and doing an awesome job and certainly Rob and his and his group have also been been covering lots of events and it's it's been great so it gives an opportunity for people who you know haven't had a chance to make it to things to to get to see um you know see their kids and relatives has been excellent we have the curriculum Summit coming up which is an opportunity for staff to participate in the two-day event that involves professional development and an opportunity for them to work on curriculum we have at this point we have more than 65 teachers signed up for uh to participate it's the two days after school lets out so there's no break you can't go to the beach the next day you've got to participate in the curriculum Summit so that's that's quite a commitment of 65 plus staff members to uh on on June 15th and 16th come in and work on uh work on this stuff so we're happy to see that um I wrote this before today's games but baseball softball girls lacrosse tennis were all still involved until today I went to the girls lacrosse game for a bit they were I had to leave to come here but they were down and they did end up losing um but they played well they lost 15 to 10.

them all um we have Unity unique three minutes please thank you welcome thank you so much for being here um and then you can face us you can go behind the podium yeah that way everybody can hear you thank you so much gratitude um so I am a mom used to go to used to work here so to be back like in a community where my mom worked my dad worked in the district and then I worked in the district but um the land and the food uh for this school that is being built out for outside so the healing that it brings to our community so speaking regarding gardening and the healing that we have seen in South Phoenix as well I'm a gardener so seeing like the children just uh just grow through the land and Indigenous land and for us to approve something that will be beneficial to our community and healing is like a big big big deal and yeah and I'm a native so just speaking about that item and the importance it is like for generations to come so yeah so I appreciate if that is one of the approval items so yeah and I appreciate y'all thank you so much I appreciate your time okay next we have Gail Smith oh yeah sorry go ahead sorry good evening Madam president and members of the board my name is Gail Smith I'm a former Creighton uh District employee and a former Creighton student myself [Music] um my son is currently attending a school in the Creighton District um he is a medically complex child who has undergone three heart surgeries as well as multiple complex Airway surgeries I have come to you tonight because my son's civil rights are being currently and repeatedly violated by the not only by the school but out by the special education department in an email sent to All board members and administration I expressed my concerns for the repeated incidence of assault racial bullying and for my medical medically complex sense safety I also request an occupational therapy evaluation be performed on my son here are just a few examples of his rights being violated an occupational therapy evaluation was denied even after providing the district with an OT outside screening that recommended an evaluation be done on my child and a long-documented history of occupational therapy and fine concerns the district's occupational therapist in the 504 meeting had never even met my child items were removed from the 504 plan without my consent or knowledge my son was victim blamed for the assaults that occurred on him the school district failed to keep my medically complex Child Safe by placing him back in the areas with his abusers and he was assaulted again these assaults caused him to have more than seventeen thousand dollars of Medical Treatments and testing I was told that my son didn't have anxiety because the teachers didn't observe it even though he has a long documented medical history of anxiety and PTSD dating back to H3 he missed multiple days of school because of anxiety and assaults and the fail Ure for the school to keep him safe I was told that he couldn't come back to school after a hospitalization because he could not bring his life-saving oxygen tank by The District's nursing supervisor this is a small subset of ways the school district has violated fape and my son's basic human rights leaving me with no choice but to explore filing OCR complaints I look forward to a longer discussion with the board about these these issues when it is put on the edge at the end at the next board meeting thank you for your time we can't really have conversation with you but our next superintendent is here and we're going to make sure that he looks into this stuff for you okay thank you next we have Jessie giambra foreign president members of the board executive team and everyone here just want to say thank you so much for a beautiful school year um we made it through and I'm looking forward to what's ahead thank you also for considering and for supporting the meet and confer process we're really thankful that that is going to be on the agenda for tonight I also wanted to share that I was able to personally attend my first Phoenix Union High School District board meeting last week as an alumna it was great I mean I'm really happy I got to go it was also a very intense experience and I had just an observation which was just the the work that we do here in our elementary and middle school district and how you know when we do just a wonderful and outstanding job with our students it's going to make their High School experience easier and avoid some of the issues that it seems like they're facing now and so as you guys go into summer planning and meet with leadership um and you know just really Envision the year ahead one thing I would really like to see happen and emphasize moving forward is more spaces for constructive dialogue I noticed at their high school meeting that just seemed like there weren't a lot of maybe spaces for people to come together and and share you know their experiences obviously there's a lot of emotional things that have happened regarding safety in the high schools um and so in order to just kind of avoid that I feel like during our staff meetings you know with our community meetings with the board meetings with the leadership just more spaces where we're not only just you know talking and giving input but we're also able to just get to know one another better in our community including families and students um and I also want to speak to kind of the cultural competency of that too where I believe you know the cultures that we serve um in our neighborhoods are Roundtable cultures you know our circular cultures where everyone is invited to the table everyone's invited to give input so I think that really good things like taking steps forward by having creating kids Congress and that kind of thing is awesome and I think that I noticed in the Korean kids Congress shared all of their perspectives they all said I'm really thankful to be able to share my opinion and I think that that is not a privilege just for one group of students I would like to see every single student have more of an opportunity to to really give input and to influence directly our decision making not just hearing from but participating with at every level so thank you so much appreciate you thank you love your shirt and thank you all right and that brings us to our superintendent report Dr Lewis is not here but we have James Mr Mann well thank you very much Madam president um happy to to sit in this evening and get a little bit of a preview of moving into next year so um just had a few things that I wanted to share on my way into the space today um I Heard staff in the back talking about you've noticed some smoke in the area there is what appears to be a multi-home fire at 16th and Oak so that is in our community so both your awareness for your own safety as you leave this evening but also your hearts and prayers and an apartment complex as well yeah for for those families that may be affected and you know perhaps Our Family Resource Center can see if they can find some contacts in that area to see where we can win some support to our community we um talking with Mr Carvajal um it's never good news to have vacancies um but we are down to 54 vacancies as of Monday which is a lot but compared to um anecdotally compared to where we've been in Prior years I think um we're in somewhat better shape than we have been in the past which um you know again anecdotally may be related to some of the work that we can confer in the governing board's done over the last couple of months so I'm just kind of going to continue I know that team is going to keep working to fill those vacancies throughout the summer and then we've got our teachers hard at work in curriculum design studio right now had the opportunity to stop over at the Creighton Academy where they're working and just saw amazing work happening there a lot of collaboration some healthy debate which is nice to see there wasn't always 100 agreement always makes me feel good to see people not agreeing as they're working on things because I think you get better thinking when everybody's not you know having the same perspective and opinion and we will have I know we think school's out but we will have more than 700 students joining us again starting next Monday for summer school so we're excited to have kids back in the schools looking forward to providing them with a solid summer school experience over the next couple of weeks here and that's all I have for today thank you and that brings us to our governing board reports Miss Gibson McLean and to you I can start off with you today um I'm trying to think of what I know had thought of a couple things um first things first I know that I am looking forward to um having a more robust and like long-term discussion regarding safety and kind of going off of um also having attended virtually the Phoenix union meeting and having been on the chair of their Safety Committee I would really hope that we can approach things in a way that our meetings don't necessarily end up the way that things do there it gives me anxiety I don't like it um people act like super immature people that are supposed to be professionals are like gawking and heckling people teachers staff and admin are heckling community members and it's really weird and then going up there and saying they want to be respected as professionals and so I'm really hoping that the divisiveness if we can have a long-term conversation about safety doesn't devolve into that I would really rather not um you know it's my drop in my job every day I have some pretty interesting conversations about some pretty difficult and downright bad things and I'm still able to have those in productive ways and so I know we can do it and I hope we can um so I'm looking forward to digging into that I know it's in the works for upcoming agendas in terms of policies and and other things that we'll look into I'm looking forward to it um and finally because I really believe in like remembering people and saying their names I had a very good friend from high school her name was Carlene Richards she promoted from Larry C Kennedy I probably I'm going to get this wrong but I think it was 2002 she's a little bit younger than me but she passed away recently and it was cool I think the cool thing at her memorial service was seeing Creighton's staff at her memorial service even though she was 35 years old and also classmates that I went to high school with who also went to Creighton and have been friends for life and so um she was a great person super super nice and friendly and just like um somebody who embodies like what our district represents so just putting that out there thank you it was Mick Jeffrey um at the March 28th meeting when we last discussed the potential special ed investigation um president Kario doll asked that I get vendors to her and Dr Lewis so we could move forward if anyone missed this it's on YouTube where we discussed it it took me a little while to get this together because I probably talked to five different colleagues and one of the vendors to get advice and recommendations before completing this list I emailed the list on April 20th that's about seven weeks ago now last week I asked why it wasn't on the agenda for today and Miss Carrillo doll said that Dr Lewis claimed that she never received my email um but the great thing about email is it's easy to find so I emailed it again another time um and this time I had our attorney's email so I got an immediate response and the story was totally different um obviously it had been received um Dr Lewis in other words Dr Lewis continues to lie and Gaslight board members about this and the vote has been kicked back down the road to June 27th I wanted to include this in my board upgrade update because I know a lot of people are following this and there is great interest in this and I would like to see it listed on the future agenda item to update that it will happen on June 27th because that's what's being talked about but it's it's still not even on the future agenda items thank you Miss McCaleb foreign well first I hope that those of you who have a summer break are enjoying your break all of the staff who are working hard on curriculum design studio um I know it's you're still working but I know it's also rewarding work and we appreciate all of that as well as our teachers who are giving up part of their summer to do summer school that is so important for our students so just a huge thank you and then of course all of our 12-month employees um this is my first summer where I'm not just doing projects in the summer I'm actually a 12 month I'm like oh this is interesting working 7 A.M um every so every summer day but please find time to relax take your vacations reset um my second piece for my board report is um kind of sad I'm sorry I'm doubling down on Katie um but we have a former employee of the district Dixie pets she was an instructional aide at Larry C Kennedy and I just wanted to take a moment to acknowledge and remember her she passed away last week those of you who worked with her if you're interested um there is not a formal memorial service but some of us are getting together tomorrow at Manuel's tomorrow evening to remember and celebrate her so thank you so much winner condolences go out to the families uh Miss Harris thank you um I just want to thank um Miss bengora from a bit more prep for inviting myself and Lindsay was there and Katie's husband was there um we got to be a part of judging for their coding Club showcase where they created apps on their iPads and then they presented the apps to us and we gave feedback and some awards and it was um some of them were very very interesting like their ideas um so I just want to thank her for allowing us to come over there and um judge that competition I was like wait that was like between our last meeting and this okay wow well it's like the million days of May yeah um and then the same thing with break I hope you're enjoying your break I personally have not had a day off yet but it's coming um and I'd like to say I finally finished my degree um I really didn't know what to do this week because I didn't have any homework and I feel like I'm like not doing what I should be doing because I'm done so yeah I have a really hard time relaxing so um I'm really happy that I'm I'm done with that um have a great summer and I saw some people uh planning for the kindergarten boot camp um last week when I stopped by the family center I dropped off a ton of donations so they probably are like don't bring any more um but ton of donations for new teachers for next year at the start of the year so they were planning really hard and I admire them because kindergartners scare me thank you thank you um for myself just a couple of things um this week is Summer Leadership with the Arizona School Board Association so that's really cool um Creighton School District it's gonna get a special not a recognition but a special spot as a panelist because of our superintendent search I believe Arizona School Board Association is doing like four or five other ones and they were really interested in how we ran our community forums that we had a student focus group that no one has ever done and I always I know I always say that but I'm gonna keep saying it because I'm still shocked that that's something that's not done and and these type of um superintendent searches I mean student voice should be the number one thing that we're all listening to um so that's pretty cool that um we're gonna lead the way into that talk um with all of the other school boards that are out there in the state of Arizona so that's um pretty awesome and then um no I'm doing it with Tracy Benson which was one of the yeah yeah just hear about myself hey guys we did a great job no um Art Association I I'm just one of those speakers or the panelists um and I believe that's it I had other stuff but I can't remember what it is so we'll leave it at that and that brings us to approval of consent I move the governor just wanted to pull one item yes for transparency sake I'd like to prove a pull item V as in Victor okay so I move the governing via's in Victor okay um anybody else I moved the governing board approved consent agenda items a through U second all those in favor aye aye and then miss mcshuffrey go ahead and speak about item v yeah I budget was in consent it's just judge it and the final budget um at the next meeting which is like three weeks away so if anyone's interested in looking at the budget the proposed budget budget is listed here for you to look at um and then we'll vote for the final and have the hearing on the 27th I guess I have a question um generally speaking do do is there something that requires it to go on the consent agenda yeah it's interesting so it does it I don't know that it's legally required that live in consent it's pretty standard that boards have it in their consent agenda because it's not the approval of the budget what it actually is it's the approval to post to have the budget hearing so um so you know typically but I appreciate um our board Clerk Miss Jeffrey pulling it because it is nice to create that additional transparency and create awareness that we are putting that proposed budget out there and of course it will be posted you know through the necessary means normally that is through the um Arizona Department of Education site but because we are requesting an adjacent ways tax this year the hearing will not just be a budget hearing it will also be a truth in taxation hearing as well which requires newspaper notification within the community so we'll um our team will be working Ms dumeline and her team will work to get the notification for that pushed out through that newspaper mechanism as well as making certain that the proposed budget gets posted for review and I know it's an annual thing but just to be clear our budget hearing is going to happen on the 27th correct yes it is an annual thing and it will precede the meeting and then the budget vote will be the first agenda item within the meeting following and I just say that I know um some I think I don't know if you were in attendance but one of the um forums that we had there were two folks that came who did not have students in the district did not work at the district but just lived in the district yes and one of their big voices was that they wanted to make sure there was a lot like just transparency and finances and making sure we're even going beyond the appearance of impropriety or being you know looking like we're trying to hide anything and so I think we're just trying to be cognizant of that and that's why I was asked required to be in the consent agenda I think a lot of times and I know it's just the proposed thing but maybe people don't even realize that the next hearing is the budget hearing unless you're eating to like school board meetings and things so I just wanted to make sure we had some time to also say that out loud in case anyone's listening and doesn't realize that's the next meeting and then maybe in the future um we can just separate it out if it's not required just so it looks like we're paying some attention to it that's different than kind of a broad stroke of something yeah absolutely and Mr Man thank you for bringing up the adjacent ways is um that will be attached to the um the budget hearing we'll be voting on that as well correct okay so okay um in the in the budget in the proposed budget that you that is attached to the consent agenda item tonight that adjacent ways Levy is included and assumed in that budget okay now of course you know all of this is pending governing board right yeah so if the board were to choose not to approve that we would have an adoption of an amended version of that proposed budget and then um you know our Miss doomlin and our team would do the work necessary to make those adjustments for that adopted budget and then that would be what we would file with the state at that point Thank you so if board members have questions about adjacent ways please get with Mr van between now and the next board meeting because that is something that's been controversial before because that is something the board solely votes on it doesn't go out to voters but it is attacks that um will be voting on just the board yeah yeah so is it something that you're going to discuss at all at the budget hearing yeah um because it's a TR in addition to being a budget hearing they'll be the truth and Taxation um Miss dumeline will go through and kind of explain what adjacent ways is why we Levy adjacent ways how we arrived at the dollar amount that's being recommended and we have not um we have not we have levied adjacent ways in the time frame that I've been with the district over the course of the last eight years we have not had a need to Levy adjacent ways for three or four years now so four years so um so it's been it's been a bit and so it may not be fresh in everybody's mind um and so it's always best to make certain that you know everybody understands what it is why it is and how those funds will be used okay okay thank you any more discussion on V okay I move the governing board approved consent agenda item v in accordance with policy bedb Dash e all those in favor aye aye thank you for pulling that Miss mcshuffrey um that brings us to 6A it's the governing board asba policy um revision of 7744 and 747 um this talks about some of the medicines I guess now a new legislation passed that if a child has an EpiPen or something they can carry it around with themselves without having to be administered or go get it through a nurse so asba is just updating us on those little things that have passed and now we have to follow suit on do we have any discussion or any questions on these I know this is just a first reading oh yeah yeah um so I guess my question is um historically as the district had textbook selection committees or are those usually within like a curriculum committee I think Dr dupin could probably best answer that we have had textbook selection committees and adoption committees they've run in different ways in different years sometimes they've been an advisory committee to the governing board in which they've followed open meeting law and been posted they've also run separate from that and then the team reports to the board in either case these policy advisories recommend or reflect changes in the law to require all textbook selection and adoption committees to follow open meeting law in the future moving forward and in the past um I guess when we did have those advisory committees I guess what kind of cost I know that there's a lot that goes into open meetings that people probably don't consider and so was there any kind of significant cost I went along with and because I don't know how long they usually go on for I would say in terms of significant cost there there really wasn't any it was really mostly about working closely with the uh board secretary to ensure that all the postings are properly done that the timing is met um and that that information is is publicly available while the process is unfolding before 24 hours so they didn't get the agenda for me within a timely manner it then they couldn't have that committee or were there any yeah mm-hmm 24 hours in advance notice did you find any problems um with people with meeting Quorum since it wasn't made up of people no because I don't think you really have to explain the open meeting laws there's um like a difference yeah they're not a voting body uh yeah I understand um I guess just coming from having just been on and shared an advisory committee um that followed open meeting law we did have to follow Quorum and we did have to cancel many meetings the attorney advises of that Jennifer our former attorney was my attorney on that committee and so I'm just putting that out there that we should definitely make sure we're prepared because this is clearly something that's going to be required we're gonna have to do at some point in the future I know we're not doing this every year but when it becomes an undertaking we just want to make sure that we're prepared for any costs for anything that's going to take up time all of that because I think this is very interesting obviously so yeah based on that Insight I would say one of the costs might be us engaging our attorney to ensure we're actually yeah following all the rules around open meeting certainly so that's a great Insight yeah okay [Music] perfect and that was just a first read so it'll be brought back to us I'm sorry any other further discussion okay that moves us next to our meet and confer final recommendations section and who's going to lead us in this it's just connecting oh sorry and we have the members of the meeting confer team some of them that are available and in town that are coming forward um sorry my brain cannot multitask let me just plugged in thank you guys for giving up on a summer evening thank you perfect this team and those members there are not with us right now there have been amazing uh and caring and thoughtful and all of the recommendations that they have brought forward during the discussions and through the war they truly have the best interest of the adults and the students and the families in the community at heart and you have experienced those in their passionate presentations and all of the recommendations so today um we're bringing today the accumulation of all of the revisions of the final recommendations and the presentations of the immuno since we have a budget and so each one of them will be talking about specific slides and then we'll open the floor for your questions before moving forward okay and then Amy and Daniel since you arrived you you get to do the interactions anyone can step up to the podium would you just like me to read the slide it's just interesting oh okay so team members yeah so IBM's the process we used to come do our recommendations IBM it's like a collaborative decision-making process which the whole team uh got consensus on every single recommendation our committee members are made up from teams or from Members employees staff from across all the schools in various different departments there's technically a union team and a district team but through the IBM process we worked collaboratively to come with all the suggestions or recommendations the meetings that we these were the meetings that we held in we met in person and Via WebEx some of the topics we identified were to talk about were smaller class sizes compression Staffing allocation unprotected prep times and working our obligations um competitive pay and stipends as well as benefits and then the following is just a recap because it's important for transparency that everybody understands what are some of the recommendations that have been brought forward to the board in the board stop taking action on it as you can see the stipends are going to be listed they're 1 000 protection dollar stipend uh the benefits and the medical insurance for all of the staff members um followed by more stipends based and answers to incentivize are and attract and retain the talent that we have and then here are the mid income for final recommendations and I believe 11 and 12 that's area um so our first recommendation was about protected prep time and obligations so first and second year teachers will be exempt from the 15-hour committee currently at the moment first-year teachers already exempt so we're just adding second year teachers so they can have more time to prep lesson plan and meet with their coaches um full day Wednesdays early release Fridays before breaks but I think that won't go into effect until we redo the calendar um shift parent-teacher conferences from second week of the second quarter and second week of the third quarter and I think this was James idea because other districts does it because it's supposed to be what James yes the team the idea comes from a shift in thinking from uh from end of quarter to the end of time uh thinking to more Forward Thinking uh so when teachers can have conversations with parents about their child it's a more forward-thinking process so you can plan ahead rather than lament what's happened so I love that on thank you everyone and I would assume too because like I feel this stress as well like that would also allow you to include like end of the quarter assessments and thing you know projects because most time those don't get on those report cards for that quarter because you have to turn them in two weeks before the quarter is over now question with that is there something that ties us to a certain time frame for those conferences or is that something that districts just do on their own District but I don't think that's going to go and effect either until the 24-25 school year when we revise the calendar right um the next one is certified staff will be required to work up to six late nights a year so to create Equity across the board because some size teachers have to do more other size teachers have to do less it was based on you know your site so just kind of create Equity across the board um certified staff will be given a minimum of three thirty minute um preps protection so no meetings within that 30-minute time period so for the language on the second to the last one and I'm sorry if I'm just being um too detailed here but work up to six late nights a year my first question was whoa is the minimum zero um no because we always had parent-teacher conferences we always have Meet the Teacher Night there was always um some sites did Carnival there was Math and Science night so it depends on what school year was that but it was never a minimum of zero so I guess as they're like because this is required is there a required minimum number of nights you would have to require certified staff to stay or are you just saying you can't I'm I guess I'm trying to understand if this is a requirement or you can't go over six but you know that there's an unsaid then expectation that you do a minimum number of sometimes because it seems unclear well the idea behind it was um so a minimum of six so right now currently depending on what grade level you teach you had aptt maximum six sorry maximum of six okay I was like minimum um maximum of six so it's right now like take me if you're of your K3 you do a lot more late nice than maybe someone in middle school because you have aptt and everything else you do for lower elementary so just trying to create Equity yeah I guess what I'm saying is I would hate for a staff to misinterpret this be required to stay late say that they didn't agree to be or they weren't actually required the way this is written to stay late four nights right you know what I mean like I guess what I'm saying is like I could just see this backfiring if somebody said that they didn't feel like it actually had a minimum number that they were required to do versus it says no yeah when we discussed this technically there's not like a minimum of late nights you have to work but um depending on your job like you there are some things you have to do like as a classroom teacher I can't just be like oh sorry I don't feel like doing parent teacher conferences like that's a requirement of a professional obligation and so depending on your job description your minimum is going to be different right so some if you're like uh they're saying about aptt like that could be three or four late nights compared to just conferences could be two to four depending on how the site runs it um this is intended to be like a way to cap that so that once well no more than six no more than six so realistically everyone in the district Works late nights occasionally depending on their job capacity it's to prevent someone who has like six of those required late nights like for example conferences conferences um curriculum night parent teacher and I then being like volunt old oh you get to go run a booth at the carnival versus somebody who maybe only has one or two things that they have to do for their job restriction or for their job description then is it now able to be pulled for something like fall Carnival it's not falling on someone that already has a lot more of those responsibilities um and in regard to people like interpreting or misinterpreting um I think that falls under essentially our policy they can reach out to their union representative at their site we can figure that out generally speaking it says as determined by site supervisor because realistically if you just stay in your classroom and lesson plan until 6 PM that wouldn't really be considered like no one made you do that that was requirement even though it might have been a late night for you versus our other obligations and generally speaking you're not going to get looked at culturally bad if you're not staying six nights a year the equity piece that we're talking down upon if you didn't do the thing that the reason we talked about Equity is because at some sites there is like that culture of like you should volunteer for every single little thing and if you don't like that is a negative thing and there's other sites where it's like pulling teeth trying to get anyone to do anything and so this is a way of just making it more Equitable across the board so if you move from one school to another you're not like whoa where did I why'd I just lose two nights of my week every night or every week versus at other sites you might not be required to do anything ever right and so just it's a way of like flattening out the obligations across the board to make the schools more and if I cannot the desire from the midi Comfort team is to understand and realize that there's a fine boundary between work and life violence and that's the background of this proposal and also to ensure the Equitable piece making sure that we're still committed to serve our community in the needs of our students for every event that will bring enrollment that will create that cultural climate that they see a personal active in the member but they're also to ensure that everybody is weighing in and participating in those nights and it's not only the the 40 staff members or the 20 staff members when other staff members are perceived not to be present in those events that are so important for our community so that's what the meaning Comfort team is proposing uh more Equitable more visibility a work balance because we understand that everybody needs to be right in their mind so they can take care of our students and our families it also prevents some of that like perception of other people doing too much or not doing enough because if there is someone that you know maybe I feel about my colleague or they don't go to enough events well then now it's not on me to sort of just pressure them into doing it now my principal or my site Supervisor has the ability to actually if that is the case do something about it versus just that just being the perception and no one really has a good way of you know handling it certainly so it gives the principal The Authority or or support to say hey you only have parent-teacher conferences we need help at carnival yeah good person for that yeah for those and then for those staff that have so many of those mandatory obligations it gives them the freedom to be like hey I have actually already have all these obligations I don't need to go run that Booth or whatever right was three 30 minutes you're aspirational or were you hoping for more I'm just curious if the sky was the limit because Wednesdays it's a shorter prep time because of specials um and then we have to do one day a week for um planning with our team I've got what we call them meaning they're meeting with the coaches and we plan I forgot what you call it plc's it's been two weeks [Laughter] and just as additional information all of our staff members receive a prep planning period every single day with it 45 minutes a standard room policy the 30 minute one is there's transition our blocks do not consider transition when they have to our staff members have to drop into electives or do other things and we know it's not 45 minutes and so that's why the meeting confer taking into consideration those things they said if at least we have three days of 30 minutes okay knowing that we have to work the students go to the restroom check our mailboxes this is an addition because I was like no this is it no we always okay everybody's thinking sure that out of those five prep periods a week three years three or four of them aren't being taken up with meetings how long is your prep on an early release um 30 minutes so couldn't you go for four then the other days are 45 minutes okay but you could go for four days of 30 minutes we could but um usually so for example we have plc's one day a week and then once a month you have mtss meetings so mtss well you know mtss so one day once a month we have mtss that we have to have I think I'm sure that you're not I'm just asking because we have for a week oh really was this your aspirational or was there something else and they can't do two meetings a week and if they do they have to figure out how to cancel one oh so you know maybe for next week for next year but this is just so like we have to do plc's and we have to do am tests once a month so we don't nest and then some weeks pocs is Council for every reason so it says a minimum of three but it doesn't mean that we don't have more than three thinking with this recommendation and a lot of our recommendations was currently I'm sorry I'm sorry the the on paper right now we have zero protected correct right yeah for a lot of our recommendations the thinking wasn't to get like necessarily the ideal because we figured out a lot of recommendations this year but it was rather to find like what are certain sort of like the current expectation and to get that in policy or equitability so like we talked about earlier there's not some sites where you're having four meetings a week and some sites where you have zero a week but rather it's sort of standardized where you are at least getting prepared periods a week and that if in the future we can adjust and add more if we feel like that is still not enough but um the current policies that we get no protected prep times my principal wants to give me five meetings a week which they never have but if they wanted to they could you know Andy he lost those meetings um thank you for explaining that I think just it's nice to know what's new what's changing from zero to something or from just a small movement because it's hard to know if you haven't been here or you're not in those jobs so thank you and I think going for Equity across across the district is a really great goal because that is something we hear about like they don't do it that way at this school you know like it should be more systemic so thanks [Music] thanks and then oh yes um so class sizes we tables that um the team determined that this topic item will be tabled so next year is more information is necessary to generate quality discussions oh that was it for me all right I don't want to keep looking so I'm going to look at my phone so uh so a couple of things that we talked about regarding Staffing obligations recommendations that we're making the first is related to training our current employees to help assist and fill positions that are paraprofessional provision positions that are highly qualified the difference being a highly qualified paraprofessional is a paraprofessional that works directly directly instructionally with students so they might be a classroom teaching Aid they might be an aide in one of the self-contained classrooms but they have a need to be able to support students in um educational settings rather than supervising on the playground or doing Crossing Duty so the idea in this is that if we can grow our own within the district then we know that that's going to create a Cadre of employees that are having the opportunity to remove a barrier to what might be a barrier to becoming highly qualified you can become highly qualified based on a test and to help support that process I know the Family Resource Center is working on some ways to help support administering the paraprofessional highly qualified tests and so there are ways that as a district we're moving forward with trying to grow that really important need in our in our schools um we're also looking we talked about salary sharing or vacant positions for teachers who take up the instructional duties of that position we tabled that discussion so to give you an example if we have a vacant position in a middle school setting let's say we don't have a social studies teacher then we have an obligation to teach social studies to those students in that grade level sometimes that falls on the team to plan and support even if there's a long-term sub in that position to help write lesson plans or to meet and support with behaviors so this was a way to recognize that if we have a vacant position in the funds are kind of Frozen with that position how can we capitalize on those funds to support the teachers that are going above and beyond to help support that situation we tabled the discussion because we felt like we needed more information about how that would be fiscally impactful in the district as well as the stress pressures and the mechanisms for determining length of time so if it's a 10-day absence as opposed to a semester or a year what does that look like what does that mean so we just felt like we had more need for discussion and fact-finding before we could make a recommendation on that I I had um the same questions about that but I'm also wondering do we know if any districts other districts do this currently or I don't know if we know about that I know we have information about um compensation for splitting classes and things like that which is one of our recommendations only similar thing I've heard in other districts is and it's typically at a middle school model where you have periods is if you're teaching an extra class and not having a planning period then teachers will get an extra compensation for that that's the most similar thing I've heard not necessarily the straight salary I was suggesting it if there was a starting point because I'm all about not Reinventing the wheel so if there's something out there that somebody knows about that'd be a great I think place to start the discussion next year but and I think this sounds really unique in in the conversation that we're having is that we were trying to think of ways to help recognize the efforts of the team members that would be kind of responsible and help that that grade receive the instruction they need and what would be a way to do that in a way that would be different and meaningful and helpful so you know it's happening anyway and you're not getting paid right right which re kind of brings us to the next point that is a recommendation is working on how to compensate teachers for receiving extra students from split classes um by using leave time to earn leave time as they welcome students in their class we're going to form a committee to look into this process because we start to think about well if it's five students going to one teacher and they're with that teacher for the whole day or if it's two students going to another you know what's the what's the cut off what does that look like what is the mechanism for Gathering the information about who gets the time and who is in charge of documenting that and sharing that with district and then do we have people a district that then can support the implementation of that which also kind of part of the recommendation was to have funds for the district available to have a position that could could help support in the payroll department or the HR department I'm not exactly sure which one we talked about but they will be helpful in making sure that that happens effectively and that it's not a burden on another already overburdened department so just to be clear that is a recommendation being presented tonight but it just will require future flushing out with it correct yeah and I have some suggestions because our district does do this so what they do is they take the rate of pay for the sub that day and then they split it amongst the teachers of that grade level or if a teacher agrees to take the whole class and that teacher can take the whole pay or if they just split it between like two um the same thing so it's not that hard the secretaries do an epar for it um and I'm really glad to see it on here because I feel like people should be compensated because there's that I mean if it's if a sub was in there like we would be paying the sub that money so why not pay our people that money because they're taking on extra people well I want to clarify though because this says compensating them with leads correct so you're saying it and Isaac you all get paid yeah and I've seen that model before and I guess my question would be this is Devil's Advocate I do think teachers should be compensated for having split kids because I went through that a lot um but if we compensate them with leave time are we then create possibly creating an ongoing issue because if I've been compensated with all this leave time I'm going to take it then I'm going to take it because that's the only compensation I got and we know that the reason we're splitting kids in the first place is because we don't have Subs right so are we kind of just adding to the I had a conversation about splitting the cost of the sub for that day we had a conversation about this being the preferred recommendation for this time and I think again with the structure of how payroll would work also using the example that I had before sometimes I'll split kids among nine teachers so then do all nine teachers split 160 dollars and that's 12 bucks right so then after taxes what is that what does that compensation look like right so and I understand that part of it is the gesture right and the recognition that it might not be a large amount but it's it is recognition of the extra work um so I think this was sort of a stepping stone to Future conversations about what that compensation could potentially look like plus thinking in terms of what the impact is to the budget because honestly we safe when we don't have a sub in that classroom that fund that money that's not spent on this on the sub can be repurposed for other needs so there was also that part of the conversation as well and I think generally speaking as we've talked about many times already this kind of in the last six months about um encouraging or revamping our culture into encouraging people to take time for self-care and take leave and I know it's hard but I would love for that to be in more of the norm so if you haven't and when is this committee going to be formed it's going to be ready by the time school starts what are we looking at for timeline probably by the beginning in the first quarter all right and the last recommendation on this slide is related to making sure that uh expenditure investor funds that sunset by December to 2023 that sunset this school year we have a plan in place by December 2023 so that employees that would be affected by the sunset would be available I would know what the plan is moving forward yeah all right uh the next slide is competitive pay in salaries um we as a meet and confer decided to recommend 16 hours of paid professional development time for our classified staff that could be used at any time during the school year so often we bring our paraprofessionals in before school starts typically their contract their work days start when students appear on campus so if we want to do any sort of training or conversations or planning we have to pay them to be here the week before so this will help in that process to help provide additional support for our paraprofessionals including our student supervisory aides this also allows us to have additional time throughout the year to pull them in for additional training for whatever the need is so if we wanted to do uh an hour workshop on SEL training for our support staff on the playground conflict resolution de-escalation um we have playworks in the district now and playworks would like us to make sure that we're training our paraprofessionals that are on duty in the games and knowing how to use rock paper scissors as a way to resolve conflict so there are a lot of different opportunities throughout the year and we've this will be a benefit to the sites and to the employees that are in that classification because then it gives them an opportunity to receive additional training I take it from what you're saying it's currently zero uh we had Esser funds that were set aside last year the year before to provide the training but prior to that it was up to individual sites to carve out money from their maintenance and operation budget which we did gladly but we this kind of provides some relief for that at least for another year as we move forward well and especially if it's something like you said that's more district-wide that we really you know or we have a lot of classified staff who work at multiple sites so right and this could be true for other departments as well so the same thing would go for transportation or other employees that would benefit from having additional training um related to certified staff we recommended eight hours which would be between the well during the last two weeks of the summer break before teachers are on contract they have eight hours that can be used for whatever purpose eight hours for a certified teacher so it could be if they have a committee that they're meeting with they could clock those hours and be compensated if they come in and want to set up their room that could be compensation for that time as well so that's up to eight hours for each certified teacher in the past last two weeks of July um we're also looking at applying a 500 Stockman for staff who use personal vehicles in the course of their duties that currently is set up as a system of doing odometer um right so taking notes on you know what you're starting your end time was and then you turn in that that information and you're compensated based on that information this was a way to sort of streamline that for all employees who use their personal vehicles for travel that could be uh occupational therapist who travels from site to site band teachers uh could be someone who's in the district who might have uh obligations Family Resource Center that they might go to other other sites to work with the CEOs and different projects and things um how did we get to this number how many people generally usually regularly use their personal vehicles so the number came from a study to look at how many what was the the low and the high rate of reimbursement and kind of came up with the number that made the most sense there are some some individuals that might not use their vehicle as often but we felt that having it be consistent across the board also helps for things like depreciation on your vehicle licensing taxes the things that you know you don't really think about as far as just the the high amount that we're paying for gas right now there's more to using your personal vehicle in that way Dr Lauren if I cannot do the information so our department I.T those technicians rubbles and other ones that use most of the miles around the district as they go into board for technology needs and so on average a low invoice monthly invoice is 20 the highest invoice that uh the department of finances were able to track was forty dollars so we took the higher end of forty dollars and knowing that the positions that we are trying to help and alleviate those traveling needs are not 12-month employees but they're nine teachers nine months so we said 40 times 12 is 480 dollars well let's just put it at 500 and so that way it's just an umbrella if somebody travels high miles one month but the other one didn't so it's still that support and that recognition that you're using your personal vehicle and clear I guess I'm just saying like I don't I don't feel like they were intentionally left out or like it seems pretty clear or yes we we know which positions are like for for example band teachers are assigned by the contracts to go to two schools or three schools give tips teachers CEOs are delivering food or going to back and forth so we know exactly which positions have uh the need to transfer or to travel into the system yeah so it's really just going to take existing staff members who already have that addendum on their contract it's just instead of logging and I like we're removing the the barrier of the clerical one more thing that like when I started in this district one also it's a problem in Creighton I imagine is it's really hard to track on an odometer when one school to another might be less than a mile but like over the week and the month it adds up you know but it's hard to to log that outside of like you know you're not necessarily hitting a mile right then and there so that is cool it makes more sense and does this take into effect any um director level or leadership um who have this stipend in their contract already I believe it was just the groups that have that traveled not as currently part of their benefits okay right so if administrator gets a stipend for travel then they wouldn't be included in this okay okay thank you which is part of our Equity lens right since some people already working in this type in some others are using so some people have a log in their car laughs uh the next item is the ten thousand dollar time only sign and stay stipend I think we've had conversations about that uh what might be interesting to note is that this is in two payments of five thousand dollars per semester one payout per semester and the the payout will be determined by Triad uh Triad is sort of our district shorthand for the business services budgetary people that make the decisions about timing for payroll and when does it make sense to be able to cut those checks so that it it's not burdensome on that department as well um the next 1500 science day bonus from Esser uh already was released those checks were cut add addendums were signed and people had those checks available to them on the 25th and I know that people appreciated that um I have a question that a ten thousand apply ten thousand dollars is that in addition to what we just approved no this is the same thing yeah it's the same thing okay um so last item on this slide is increasing paper performance currently our classified staff has a lower rate of 350 I believe for their paid performance so we're going to be adding funds to that to have it be 500 for classified and then of course the requirements for certified would be determined by what's available based on the model and the methods that we determine that because it's based on tax revenues and other circumstances so the big picture here I think is the increasing for classified staff to the 500 level thank you Dr Lauren and then 15 and 16.

2023-06-07 Maricopa County, AZ YouTube / Gilbert Public Schools transcript source: youtube Gilbert Public Schools Board Meeting 06/06/2023 · passage 1
thank you everybody and thank you for your patience as we will adjourn our executive session and now resume with our work study and brief board business meeting Tuesday June 6 2023 it's 609 pm I will call to order our work study and begin with presentation and discussion topics 3.01 FY 2024 proposed budget presentation Dr McCourt thank you madam president governing board members tonight we have the fiscal year 2024 proposed budget given to us by our associate soup Bonnie Betts I think you've gotten a little taste of this over the past three months but here it is and later on in the um action items will have an action item for advertisement for the public hearing related to the proposed budget so good evening governing board members president wood Dr McCord so very happy to be sharing with you the proposed budget on June 6th that has already been approved by the state legislature here in Arizona so it's very exciting we have some true um true solid information for you this evening um I don't want to be remiss I really wanted to thank the efforts of Jackie Matton and the Director of Finance as well as Ashley Miranda our budget manager this will be her final budget she is leaving to go to Levine at the end of the month so we're very sorry to see her go but she's we we've actually made her stay until this budget was adopted didn't have a choice did you twist her arm Ashley so um to begin I think okay now my button is not working now why is that yeah I will start all over again okay there we go thank you very much oh all right here we go standards not to laugh at me thank you I was be I was prepared honestly so today's presentation there'll just be some general uh introductory comments that we've always shared at this time of year regarding our proposed budget getting into the details of our proposed budget the two main budgets of course that we're proposing is the maintenance and operations budget as well as the unrestricted capital budget the other budgets that we are going to share some other budgets with you they are what we would call projected because there's still some information we don't know what is the end of your spend and in many cases we don't know what the allocation is for sure going into next year so those will be projected other fund budgets we want to share with you our average teacher salary this average teacher salary is reflective of the actions that you've already taken this spring some proposed budget risks and opportunities as you know we're funded on current year student counts now so the budget changes every month as we go through each fiscal year and then finally the 2024 estimated tax rate we have not received the final assessed value from the county we generally set the tax rate mid-july at that point in time in the first meeting in July we'll be presenting you the final tax rate we believe that the tax rate we're sharing with you is conservative in other words it's probably going to be lower than what we're what we're estimating so to begin okay I'm still struggling with why is that I don't know why I'm having trouble cycling through do you know why yep it's gonna disconnect me again um she's got one we'll use hers yeah we'll use hers she has all the money I'm Frugal that's right I'm Frugal thank you I'll let you set up in the meantime I'll go as far as I can go okay okay introduction introductory comments so this is the timeline that we have shared with you every budget presentation note that we are in June where we are proposing and adapting the fiscal year 2024 budget um and very happy note that the legislative session is has not ended yet the legislative legislative session has not ended however the governor has signed the 2024 budget so the proposed budget alignment to the Strategic operating plan as well as the override commitments the budget alignment to the Strategic plan we've shared this with you over and over again as well knowing that these are the five main goals of our strategic operating plan and this proposed budget aligns fully with all of those priorities specifically we wanted to share the Strategic priority of employee Excellence you all have approved pay increases for all employees to date which is very consistent with these strategic priorities where all functions of Gilbert Public Schools contribute to the achievement of inspiring excellence in every learner all employees regardless of their role contribute to the achievement of this vision the Strategic operating plan employee goal is to retain and attract high quality employees in all positions and as we are making recommendations to compensation increases in general we try to make them comparable across all employee groups so I just have one question is there any chance we could get some more money from in the current year uh there there is not anything expected at this point except for if we do receive more students than we expected from the legislature nothing additional from the legislature correct the 2024 proposed budget uh consistently meets the ebino override commitments to date so maintain salary competitiveness maintain Safety and Security personnel and also maintains the two million dollar allocation for class size reduction so now we're going to go through some of the details of the data that has gone into our proposed budget as I shared the reference point is always the current year and so these some of these numbers have changed a bit since we presented the preliminary budget to you because our student accounts have changed every month since we presented the preliminary budget to you so the 2019 to the 2024 projection we really wanted to share back to 2019 as 2019 represents the year the the final normal year we received before we um were hit with the pandemic and also to note that between 2019 and 2020 we actually increased for the first time in many years our ADM and then of course in 2021 due to the pandemic our student counts went down but we have recovered much of that back in 2022 however we have still been conservative in our projections and the 2024 proposed budget still includes projected 400 student loss so and that's where that's reflected is in that in-person student count note and you'll see this later but note the changes that have occurred between revised number two in our Arizona online versus our proposed so there's going to be slight changes there as well so when you see this following graph this is all of the student accounts to include aoi you can see that our projection is not quite 400 less than what is reflected in 2023 due to that aoi contribution and aoi again for all of you is that Arizona online designation okay any questions before I move any further okay so the budget parameters these are the budget parameters that are reflective of the state's budget so this is not dependent upon Gilbert Public Schools data so um except for the average daily membership projection which is 400 student decline 300K 8 and 10912.

thanks everybody uh any public comments or Kyle yes I wasn't going to do public book that's all um which is that I learned so much how can I interrupt you just once it's your expert thing so you you got it you're good notes for minutes is always got it yeah sorry no sorry so I learned so much during the budget process and that and for first and foremost lesson was that you as a leadership team really embraced help and support and asked for and then took Enterprise the help and support of this community and I am just grateful to be a part of it I'm grateful to see that leadership and how it's playing out for our students the other piece of that is you shared not just status quo which is what we get but you share the vision for what could happen so I just want you to know you have my attention and you have the support of many of the ptos at Link's meeting this past week um one District became a rough theme of our room for what we could do um and then weirdly enough I had an email from Stacy from the future we want to work together let's figure this out so there's action happening um we look to you all for guidance and so just thank you for that second is the request and that is that link is partnering with Mrs Woodward our literacy specialist to support the summer reading program at BMS um so we are creating web page that will have lots of literacy resources for students um and then we're hosting two events this summer summer reading family and picnics uh Friday July 21st and Friday August 18th um we're going to ask families to talk and bring picnics and we're going to open the BMS Garden which will be blooming and encourage them to pick and eat from there as well and we're going to have story times at a few different stations so my request is that you consider being a community reader at any of those events so I'll be reaching out please but Mark the calendars that's my request and then the offer is actually later on your on your agenda item but link has the community of Lincoln all the parents BMS raised a lot of money to offer BMS some pretty cool playground Improvement stuff so just to let you know I'm here if you have complete you've got the letter we're able to review and that's what I wanted to make sure that's what it was your question so thank you thanks Kyle um the reason I wanted to hold you until after I will come up but that's fantastic I expect it to be a long meeting tonight so anybody has questions about the playground donation for Kyle could you ask them now so that when it's time to vote on it we are prepared yeah money maybe we should just even move the boat up to right now for that particular well does anybody have any questions for that uh we will we will but while Kyle's here she has kids to give back to him sure uh so under business items number five number five can I have a motion to improve the blank Fun Run playground donation money so Julie Jess all in favor against all right so that donation is accepted thank you very much um all right all right anybody else here no more public comment okay um Carol of the the kids here do they want to go now there should be two groups if they're not here yet if everybody's here we can do it if we're waiting on people it's just one for the events try to take care of yourself is all right come right up here everybody's class go right up if you're going right downstairs [Laughter] thank you so we've invited a couple of our fifth grade students from nature who attended Nature's Classroom this spring and they are teachers um [Music] there he is over there and here right over here and they had this wonderful experience that we could tell you about but what better than to listen to the students share the experience themselves so go ahead so did you say stuff about it and tell us what you did okay and what you loved about it every day there would be like two classes and someone costumes would be like dissecting stuff um and some like weird films [Music] and many different counselors our group and we did like there was tea time where we had a 30 minute break after we did for an hour after we did like a hike or something and one of the classes was you got to eat plants um so you can eat dandelion petals and there's these leaves that you can Crush that smell like peppermint and then there's this leaf that looks like a chair um you can also eat that I did a class that you learned how to hug a tree yes and we also got to dissect like Dogfish sharks and yeah what did you do in the evenings um well we had lunch yep yeah yeah and then we had like our filter and a lot of kids were like when they're staying in their bunks yeah when it was at the end of the day before dinner and one night we did a night walk and through the school you got to like learn like [Music] another call that I can't remember um you also got to to um these like shiver peppermints so you would like swim in your mouth and move two down on them and then a little bit of spark that was cool um and then there was waitress at every meal the wait time would go up and get the food and then um they would like serve the food but they got to get served first and then they would clean all of the like trays off and then you'd have to like wipe the tables and make sure everything was in the right place and one day uh we took a four hour hike how long yeah [Music] and we got top scores images and one of the days we had like waffles for breakfast and we had stuffed shells and pizza and stuff like for dinner [Music] what made this different from going to school well you had more freedom yeah like they trusted you more they didn't they said like come meet me back um in like 30 minutes come meet me back here in 30 minutes to come back yeah and the waitress had to come to 50 minutes early yeah the beef still had a guitar yeah um and their names were like okay it was Mothman there was beef stew there was PJ there was Jesus and then we played this game Freddie Burgers we started off as like an and then the other animals would chase you if they depending on what animal your Predator like there were pill bugs who like couldn't kill anything there were frogs and there were toads and then there was like snakes and dragons the top predator was the Hawks so they can kill anything at the end the Hawks had 40 or 39 or 39 and then they started off with the pill bugs at five yeah and it was like yeah yeah it was cool so two two more questions one is would you recommend other fifth graders going again could you tell us your names my name is Addison my name is Cora I'm Connor thank you so much for coming tonight thank you please to your teachers for coming along with you school committee do you have any questions or comments to make this fifth graders going to sixth grade we got to see the dog fish our spring it's kind of creepy yeah and sliver yeah um question did you think it was nice because you got to meet kids from the other school yeah I mean I already knew some kids yeah like softball and from my brother's baseball team um was like the top the one oh yeah so you would play on a volleyball and you would like it's not like true it's like you throw them okay and you have to try and catch it I don't most of the time there wasn't enough basketballs they weren't inflated [Music] for you guys so you guys went with the Berlin kids right yeah yeah all right so was that was that good to meet those guys that were you gonna be in school next year yeah you got new friends from that group now and everything yeah but I feel like on the last day of school everybody was like a half the last half day [Music] yeah yeah [Music] the first few days were like super fun but the last half day yeah I'm tired it's hard to sleep away that long Eastern [Music] um any other questions [Applause] thank you did I miss uh did I miss anyone else who wants to make a public comment s uh does anybody have any Communications to bring up all right none uh the consent agenda so the only thing we have on the consent agenda is the minutes from our May meetings they have not been prepared yet so we're gonna not do that we're gonna skip that we'll do that over the next video all right before I get into my report uh Caroline's here also congratulations to the class of 2023 graduated specific for you to report on but is there anything you want to bring up um I do one thing I'd like to bring up um I just want to say I'm so grateful to be here thank you for this opportunity um I would I have talked to a lot of other students and they would like it to be considered that there'd be an elected student representative on the actual like board with voting rights um like on the board of education um I personally know the member who is the student representative for the board of Elementary and secondary education for the state and um it definitely it I feel like it helps students feel like they have a lot more like power almost in their school system and um how because um a big thing that a lot of students have been saying is they feel like they're almost like powerless a little bit at school they feel like if they want change they have no like real averages for like like um you started to say like but um and just a lot of students have said that they would like if there was more opportunities for students to get involved in like decision making in their school um so that's just something I would like to bring up to think about um just having some sort of election process and you know maybe there'd be like new recommendations from teachers you need to get signatures from students have speech um so you can meet up with people who you know are doing for fun who would be responsible enough to do it that's just one suggestion I have but I would like to say thank you so much for this opportunity and I'm excited to see what happens here yeah I mean we'll take a look at that and see if we can do whatever we have to look at some rules laws documents but we'll definitely discuss it thanks uh all right the next item is the SRO discussion before we get into details on sro's school resource officers the point of tonight's discussion is not to say or decide what kind of school resource officer do what should they do what should they not do can they come into school not coming to school where will they be tonight's discussion is not about that it's a nice discussion is simply uh one thing does this District want to pursue having full-time school resource offices it's a yes or no decision if it's no that's it we don't bring it up anymore until whenever if it's a yes then we will have additional discussions meetings to figure out exactly what that will all right the reason this comes up tonight uh there's two things there was an mou between the schools and both police departments it was discussed and negotiated last summer I believe May 2022 it was noted on yeah from the school committee yeah and so that is uh I think in place Jeff I believe signed it I believe the Chiefs also agreed to in both towns so that is something that's in place anybody can look at that take a look at that and read it um but we know we don't have a dedicated officer in each building and I think that's what some people have said they want so that's what tonight's discussion would be um it was brought up during this last budget season uh the police department's I believe in Boylston were looking into it we're told no the money's not there the reason this is on tonight is because the select Board of Royal stem members have said the only reason we don't have them is because the schools have not asked for them so that's what tonight's discussion is if the schools want to ask for them we will go forward and ask them so that's open for discussion does anybody want to discuss um so there are some maths laws on the board talking about school resource officer training because I was curious what special training was leading into there being placed in there so so that's the kind of discussion that we're not going to do tonight there is training there are laws there are policies we have policies about what law enforcement can and can't do when they come into the school even not as a resource officer right if they're on school grounds for whatever reason you know things like they can't talk to a minor child with a informing someone things like that yeah so if we decide that we're going to go this route we will take care of all that make sure that is all in place before we do it the question is just this is a financial issue do we want to pursue it the details for it will get hashed out later yep I wasn't going to go into detail so I think the biggest concern a lot of people have is the safety in the schools that people of color and then also people with disabilities are arrested more often and it's not proportionate to the crime within the schools so I was reassured looking that there are school resource Officers Training that speaks to being within a school also the personality the character of a person is taking into a consideration because they're going to be with children educator so I think we are very blessed and Boyles and Berlin to have police officers that we trust and are well well loved within the community but I think there are on a more National level some concerns of what happens with sros so I was reassured to see that there is specifically laws about the training for those sros within Massachusetts also that yes the school committee has a policy klg regarding what their powers are within the school so I think a lot of my concerns were reassured by those laws and those policies that are in place um so to your point about coming in and arresting people of Colorado before we get any further Carol and John you've got a lot of experience with Sergeant goody being in the school what's the point what's the purpose of Vanessa of being in the building I I can speak to the Berlin experience because I'm not sure the sergeant Goulding would be the classic example of that sorrow right he's a presence there he's on duty when he's in the building but it's much more relationship building all the kids know him oh the kids trust him but he's not there in an enforcement capacity he's strictly there a to maintain those relationships he does the modified version of the Dare program um and he's there for safety you know when we have discussions around ALS training on about that we never worry in Berlin because we know that within two minutes of the phone call Goody's going to be there if he's there in his pajamas because that's just the level of commitment he has but that's an unusual relationship it's a tribute to the town of Berlin FanFest in that way in over school that's the Berlin experience so I think what we're looking for is not necessarily enforcement and discipline preparing in those people it's more likely exactly what he does in Burlington atato I don't know it's whatever it is it's not a Law and Order discipline type of function even though he is on duty so if anything happens he responds but more of like Community Building relationship building you know um data program any other type of program that they might be about into both your points the mou that was was looked at was red and blue and the school committee voted on would be worth revisiting again also a visit from from the two chiefs who could explain the training that they do and also our relationship with them um across the district to look at that again but going forward with this we have been finding we craft things according to our culture of our two towns and that's how we operate with in partnership with these police departments so I think that they can address some of the things that you've brought up also to us and the training that they've had as well I mean we had a DARE officer at bes in 1990s and you know there were he was a well-known officer and it was nice to have that relationship and see him around town and he would joke with us so it's it's really important to have that relationship and I was there when they spoke last name the two different shoes at that meeting at the school community meeting so I mean I I am very comforted with who our police officers are and the Chiefs and how they spoke and what their goals are and the mou that was signed but I think nationally there's our concern so I was reassured that those laws about those trainings exist and our policy exists and like you said it's you know you've are going to model it after our own community and there's many further talks on those but I think you know emotions run High when sros are discussed in school shootings and um I think we all want our children to be protected but I think there are some other things that need to be considered and I'm glad that there will be considered fix it the layering that on top of the work we've been doing with them the trainings the drilling the drills the kind of preparedness that we've had it has to go hand in hand I don't think you can have one without the other so we're always grateful to see their friendly faces when they show up at the door for any occasion so um and I love that we got our bcba the second one approved on a budget too because I know there's a lot of Behavioral issues and so I'm glad that we have that support anybody else want to say anything about this I'm curious are we looking at one SRO or three uh I think the ass to ask right now per building um yeah one per building I think is what I've heard people want not you know so it would be during school hours one in the building that's why it's a it's a pretty big Financial commitment through the police budgets because these officers outside of school time would be managed by the police department summer vacation School vacations they might do other police work right so that's a big commitment so that's why if we it's serious thing if we're going to ask for it um it might have to wait until next budget season I don't know but the point the feeling in the community is that the schools have never asked for it but the community wants it so why haven't the schools asked for it well so okay we're talking but I'm not sure what this is maybe some people at home might not know um this is like a security guard or is it like an orange officer in the buildings I just want to know like what exactly like the main purpose of this person is so the resource officers are in the buildings again as we talked about before Community build relationship building student relationship building working to just be a presence to to ensure the sense of Safety and Security for the students in the building that's really it they are uniforms [Music] and he said it's the sros are very important for that relationship piece the safety is there too and just so they have to come hand in the end but it's that relationship building with the kids and the staff and so that way when they go in the community like you said Jess you see them at you know Duncan's or Cabela's and where we have to see them and they know the kids and then it just becomes a real great positive experience in the community than the sort of wore eyes on so I would definitely say we should be exploring okay I think the community has been very clear that they want sros and I think we should honor that I agree and I was just wondering how do you think students would feel with an armed officer in there every day um I feel like it might be a little bit of a shock to students like they might feel like oh you don't trust us type of thing it's like the vibe after like I would get a book but the like feeling I feel like most students first reaction would be um I don't know I just feel like students might get a little scared at first with there being you know someone with a gun in the school even though it is an armed officer um so maybe just making sure that there is like some way to have the biggest end there starting to introduce them just to make sure that when students walk in they know who the person is not there it's just a random police officer roaming around yeah I think that's that's important too yeah I mean I think the Berlin kids might be able to help you know having grown up with Sergeant buddy in in the school a lot to help with that but it's it's definitely not a it is not a punishment thing it is not aware of looking here you know what kind of drugs are just going from Carolina yeah right that's not what it is right it's relationability so that when you're like he tells me stories all the time of kids that were there 10 15 20 years ago Commonwealth with a question or Hell or whatever because he has that relationship has that experience with the law right so it is definitely not a punishment or law enforcement hunting detective Gathering type of role it's more that relationship building and the reason it comes up every time is Safety and Security that's yeah I'm not saying this is the case but some people feel if there is an armed person in the school it wouldn't deter someone from doing something I'm not saying I believe in that or don't believe in that that is the that's why the request always comes to it yeah personality it's a good idea as long as the students are like known that it's not unconsciousness or relationship building yeah you know catch kids videos [Music] thank you and to your point maybe if it starts out in elementary school and you know I think if we agree to this and I'm also for having an SRO in all the buildings it's something that kids will learn in elementary school so that when maybe this group of kids in high school that has never had that in their life but I also grew up with the DARE officer I still remember her um so and I can't remember if she moved up to high school but I never would have thought that way as a kid because I grew up with a DARE officer in the building so if we do this it should be something we're investing in for years to come not just oh let's slap a Band-Aid on it for like three years we'll have one and if you can't don't have the funds we're going to pull that's going to get cut from the budget it has to be a commitment to the schools so it's almost like a culture shift in the town um which I think is needed and and I support okay the the data I saw showed that um like the lowest salary is around 65 000 up to averages so I was at that Finance meeting where they said no to the three officers requested by the police in Wilson but I don't recall their their sheets something to think about especially when we couldn't pay for background Services I think last year I think they said it's somewhere around 100 will be the cost per yes it was going to be 300 for the three yeah yep you're right yeah so when they came in and met with us after well at the end of last year yeah [Music] and that includes like benefits and all that it would be like 100 300 All In yeah but that would be that's why that was that your channel yeah but that's what he's they came to a meeting uh mayor in June last year yeah it was last night but it would be like one for me yes 65 won't be yes one for BMS and then one for at the Hondo which would be split S I imagine because the hopos and boys that's those are the kinds of details that if we do go ahead and ask for this so Mike can you explain if we vote are we going forward and asking for them right now yeah so we're gonna start talks with so so here's the thing this is the trading part okay so it's on here it's business item number three I believe all right and we're gonna vote do we want to officially ask for one or not because again we thought the towns may have been working on this through the police department's turns out from what the select board has said they're not doing anything until the school task or the they're they're not there because the schools have been passed so this would be yeah there is an item in the drive there it's called a server request it's a draft that I put up if you wanna look at that discuss it um we don't necessarily need to decide on any particular language until we actually vote um that might be some summer work that we might do maybe all right but um that's there for you in business items we can vote on that when it comes time thank you any final words on this topic uh I do just want to say just for the public info record this year as far as our police officers go in both towns I don't know if this is an unusual year with the number of interactions we've had in events we've had in town or not but every time there was an event I think everybody can agree that they were incredibly helpful with everything that happened so multiple events I'm sure everybody's aware of them but thank you final chance all right uh next on the list then is the technology update good evening I'm gonna stay behind the camera predominantly to topics the web page and the e-collect forms because the other two items kind of really relate to um those two things um and for the timeline there for kind of like the past the timeline going forward is a little bit up in the air partially because we have such changes in admin and admin support so um for for both of those um we're kind of trying to be thoughtful and um stick to a timeline that we know we're going to be able to commit to and stay with as well as get the proper training for the people that are going to be in those positions um yeah does anybody have any questions for me about those two things so I think the online forms are the bigger so it's too late for this year's kindergarten registration that's already happened but at the beginning of the year I know parents get a ton of forms so last year there was supposed to be electronic but it was more downloadable website premium sign and sentiment so this year they should be I'm working on on some of them now I've got it start I don't want to be this old person because I'm not going to be the one managing them I really want to get the people like um principles so um one of the things I didn't mention at work with it so one-time training that we get from from PowerSchool on these and so it has to be when everybody's really all together so we'll pick a day in the summer hopefully fairly early so we have time to finish all those off and my goal is going to be to have as many if not all done so that we're not doing we're doing very little paper is that training there's some things that I think that like the nurses like to have an emergency card because they like to have it on file because they're not always able to do this right into a computer and worry about logging on and worry about they want to run to the Rolodex or whatever and just um so there's still going to be some things that maybe end up on paper but hopefully the majority of the stuff is is going to be you're going to log into PowerSchool um you'll be formed waiting for you um again the secretaries will be trained of how to check who hasn't hasn't returned forms so that they can make more directed instead of that General could you please do it they could be more directed in terms of they can set reminders to the email addresses that um the folks that have all that's internal and again the collection um is going to be so much easier because right now we have so many people with little check boxes of okay here's Johnny and he has this one this form this form this morning it's not only paper for parents to do but it's paper for us to keep track of so Paul as far as that training that four-hour training that you talked about the one-time training is that an in-person training is it them doing something over Zoom for you in a room it's it's Zoom yeah and they will allow us to record that and keep that for future um I can't say that publicly no but they uh they they basically have said like you know like what you do with you know so they must provide like user guides step-by-step processes things like that right that's that's why I mean I haven't had any real feelings really they gave me an hour's worth of technology training which basically was how do you make sure to create folders for the different forms and that kind of stuff but it wasn't so much of the actual use um that's in their their other training okay I have two things my I know this is a ton of work to do this but thank you for that um and it's needed um I think our web page needs a lot of work um but I know it's also a ton of work to do it yeah so thank you thank you um my questions are the communications committee is that going to be made up of staff in the building it'll be a little bit of everybody so we did it once before um when we did the last one page um again as I said and that report um this will be part of my goals for next year so Carol will be evaluating me on how well I do in performing that and running that committee and getting all that stuff done so it's not just a committee to have a committee yeah okay I think the the web page is only like a small piece of that and I think we know from like that's people when you when you look at what we did for or what was done for uh the budget people weren't running I mean they went to their web page to see what the budget was and get a number and see Nancy's presentation and see those slides but other than that it was social media so yeah um it's that that overall communication strategy that that we want to look at um again I'm not a huge social media proponent because I do think it causes a lot of damage at the same time um but we do have to recognize that we have to you know meet our constituency where they are so some of that is going to have to be through some kind of social media so again that committee will be making those recommendations if it doesn't fit within um the framework of what we have you know we'll make recommendations to do additional things and my other thank you and the other question was that online school calendar which I love because oftentimes it's you know you have three different schools and parents are wondering what is the chorus whatever and you go and you check and then there's nothing there um is the idea here sort of so that all the schools and I know you can't just you know I can't do on this day because someone's doing something what is that the idea sort of to keep yeah so so part of final site is they have a decent calendar so as a new web page comes online um they have that push so like when something's posted at at Berlin it's got to feed into the district-wide calendar when they come again we when we first started with with um Blackboard we were very good about that um and that was kind of what eight years ago now almost yeah and and people were very religious we kept that calendar up today it's from that first year down it became like it to the point now where we basically don't have a calendar looking calendar on our web pages anymore again hopefully again when when we say that the design is going to take 11 to 14 weeks um it's making sure those elements end up so that when we go live um it's called final site I hope it's my final site um this is already different one thing yeah um and again I think having that communication committee behind it and saying like Okay like we realized this stuff that needs to go on the web page um but this stuff that you know the last push was like let's get teaching pages on so eight years ago when we do Blackboard it was let's get teacher pages on how many you know there are some good stuff that teachers have online but partly a little of it is related to our webpage so again it's like let's try let's be realistic about that communication um yeah Jeff there's another platform that you want to use if there's something that parents want to see and it has nothing to do with our web page so be it but let's support that thank you and thanks for letting me go for everything uh have you ever thought about like a technology like intern because I know that a lot of our students they are very well versed in computer science um social media um website building I know some people are very well versed that um and I know a lot of students are looking to get involved are looking for stuff to build their resumes for college and I think that it'd be cool if we were to use some of you know our students resources because there's a lot of people going into computer science I know some people who have like 10 000 followers on Instagram even just their personal accounts and you know I don't think that they should be you know don't show their advantage [Music] a lot of talent that could help with something do you really have to go with Caroline because that's a great idea so if you really have to go because yeah that's a good idea yeah so so um historically um or um just before I transition into this position um I taught here and so we have fourth quality students as technology leaders and so that's kind of what it was they did repairs they did website work they did support for teachers um certainly it's something that I would love to see come back um yeah because I know that because of course offering yeah for colleges they are really looking to put out hands-on experience now and it's harder for students to come by and get that so I feel like it would both it'd be like a benefit for both boys we have you know students learning Hands-On like how to do real world stuff with you know the knowledge that they already have and that it would help them also get into college yeah that's yeah all right thank you Paul um next up is our principals reports we'll start with the cell phone survey results is that a good one to start with yeah it really says yes sure [Music] well you guys get that ready but uh we're gonna switch for a second sorry in the interest of time I just wanted to take some time to introduce Nancy feelgate and his trailer Wilson Historical Society some of you may have seen the front page is also here they're here tonight to just tell us about the project that they've worked on last spring we have worked on with the historical society and a little bit more about that what happened I I'd be happy to thank you I am Nancy fogay and Leia you probably know and this is Vicki um good evening and thank you for the opportunity um to share some exciting views this is quite exciting um when I tell you how it evolved we have a publication that was just came out in May and if initial research was gone by six Tonto students and this publication of has been expanding as you see and it is um it started back in 2018 with Carol and I was sitting in the deli um relaxing because I'm with my husband I was sitting there and I was leaving the next day to go to Ireland and um Carol came in and she was scouting for her lunch and she said to me do you happen to know how I can get a tour of that stone doe thing next door and I kind of smiled um because the stone building next door is on Central Street it's right behind the deli and it had served as our police station in town it was the first town hall it has served as it is a high school and a grammar school but at that moment it is the home of the Boylston Historical Society of which I was a period so she asked to figure out um unfortunately we kind of talked about our schedules when I came back from Ireland Carolyn got a tour the day of the tour um we we chatted a little bit because in the past we have done things with the school system we've done the third grade historic district tour um and we have a student intern by the way Caroline we and his wife were looking for a second one this summer um for uh for history and we have also um so we did Victoria Cal and I was sitting there and we said we need to collaborate more how can we expand it to include the high school more so we the first thing I think we did was um you had put me in touch with the Librarians and we met quarterly Faithfully for for the next period of time it was the Boylston school librarians Berlin school librarians as well as the town Librarians and hotels um and they were fantastic we did presentations for each other at the schools and it was great everything shuts down um so at that point the historical Commission in the town of Boylston approached the historical society is that is there a way that you can reach out to the community can we do anything so we sat and we said okay what can we do so we put a help wanted a sign no lies we we put it out there on Facebook that's social media and it said help wanted we want we'd like someone to help with some online research I don't think these ladies knew what they were getting thank you these were two of the original Seven and Seven researchers um that immediately responded because everyone was home doing nothing right yeah we could do that so would begin the journey I have to say we split into two she started with the early families photo album that we had at the Historical Society and Leah says no I want to work on the Civil War projects well five of them went with her and Harris was so long so Liz starts her journey with me we met every week she got vacation is everything she she Zoomed In from wherever she was and we met every week on Zoom I had never met her until two weeks ago physically and I thought all of this was done um and so the project quickly expanded though because we had this photo album which we started with and we were looking to depict what these the stories were behind the people in that photo album oh but she had no idea who they were but we were returning that and but we looked into these societies Collections and we have other veterans in uniform so well let's add them so when that came do researchers new Authors we um and then I'm here tonight because um Carol was instrumental in getting us new researchers and new offers and that was in March of 2021 we had been working for for a number of months and the project had expanded and we decided Well maybe we can pop this is coming out pretty good and uh so Cara I approached Carol and she said okay let me reach out she reached out to Steve Pacheco right um who is the advanced history um teacher here and um he announced it in his class and as a result we ended up with four more students in the meantime I think the lead said come on board so she was working with but she was so she was working with early families initially so come to March all the students decided that they were going to go and they were going to work on this publication and it was fantastic they did historical narratives on these and they they had to get trained yeah it was straight it was a training um because to genealogical research that isn't something they were trained in so and I I have to send probably a stickler with footnoting and you know authentic original documentation not just transcriptions yeah you go to the original Source even though we're on Zoom so um we ended up um with tarot doing this for us bringing us facilitating and encouraging these students and teacher to come forth and um as a result um these Leia their students so you know who they are as Aaliyah Withers Elise peretsky um Jillian Baldwin page money Jordan money and Isabella UVA they completed extensive research narratives on these veterans then they graduated okay so most at least but we were done because they had it done I looked at it it was 220 pages of writing and we said okay so I met they they were done with the early families books there's and so they Vicki and Pat Bartram and myself but but kind of double teaming um just said okay we're gonna we're gonna finish this up for them through them so it went from 225 pages and as you please stay on board to 485 pages and it was published this this year um we are is well documented and Vicki how many footnotes we have over 349 it is and um we would like to present a copy to the more tonight um for your support um we have had a numerous organizations the historical Commission of course supported us the boils from Public Library providing access to their ancestry.com site um the Boston Historical Society of course supported us and the Royals and cultural Council and without um without Carol's help um we would not have had this project completed completed so we wish to thank you um yes we would also like to invite you to the annual meeting at the Boylston Historical Society is having um the researchers will be doing a more detailed uh presentation of their um project as well as a few of the individuals um well I wouldn't say I don't know if you want to say anything about the characters yeah so there were some really interesting guys here some very very outstanding people in fact John Partridge he was a teacher gay teachers and he realized it was a historic event and so he wrote all these letters back to his sister if you want to find out what happens to him thank you so much thank you [Applause] um and we were we were funded partially by the historical society and the historical commission so we're able to sell this for thirty dollars if you read none other read the first one at the Historical Society in person you are online contact me and um you can even yeah you can contact me online and say you would like to come in and get one and I will meet you there thank you for a presentation thank you I know one of them uh is currently in history um many of us are history minors um so it kind of became like a little [Music] Majors but um two history majors and let's say four history minors definitely a fun projects yeah Leah I wanted to ask you questions did you struggle reading the original documents because I guess a lot of them are written in cursive yes yes I used to send things all the time and you're like can you please read this for us um well we got there eventually yeah the documents just aren't preservable so it's cursive and like really old like poorly scanned documents we get there eventually teamwork I like that yeah yeah if she finally got to be Historic Society two weeks ago as well so a lot of her stuff was online when we had the originals that she could actually see them I mean is ever a case for including this recursive writing and studies so so this copy is what Carol says this puppy is going to go to the tejanto library for kids or anybody else [Music] or they can support the historical society and buy a copy for their jobs sorry cell phone um whether it's distractibility students not paying attention so I put together a cell phone survey that was given to all staff members at tajo and it Incorporated general education staff answering questions special education staff our parents and our counseling staff and I did it in a way that people could feel comfortable answering it so they were given the option to either answer what their email address attached to it or do it more candidly without their email address so as we go through the slides there's little pie charts and bar graphs on each of them and I'll go over each question and what kind of the findings from them and also at the end I'm going to go over some comments that staff had and you can kind of see the split um kind of opinion of what's going on we know right now there's a lot of news articles circulating from commissioner Riley Automotive is going to be a consideration by the Massachusetts Department of Education did you ban them or not so I think it's great timing because now you kind of you have a staff so without further Ado our current cell phone policy at school is middle schoolers are not allowed to use their school their phone during the school day and if you bring it it should be often in your locker at all times um for a high school students of Grade 9 through 12 are allowed to use their cell phone during lunch passing times such as transitions in the hallway before and after school um cell phones are not allowed to be used in any class periods unless it's under the discretion of the teacher obviously we want to give them the autonomy to have that in the classroom and last but certainly not least this is something that comes up a lot in doing just behavioral conversations with students that if another student is using your cell phone you're still being technically held accountable for it because it's it's your property you use your item so it's just making sure we're being responsible for the use of it all together so in this um graph this was answered with email identification so you see that about 76 of the general education staff answered it special education makes up 12 power professionals eight and support staff is immigrating the following one is for those that chose to do about their email and this is about 60 general education so a little below than the previous chart of the 75 and those are the other staff members that answered we're going to ask you a quick question before we move on how many total staff were pulled I know how many responded responded so it was 17 without the email and 25 with so 42 if I do print that yep no I mean like how many total how many staffs did it go out to it went out to Austin so there were 42 that went out to and 42 that responded it was more than 42 reporting to responded so it was a majority of our staff yeah that's what I mean how many number and staff are there that this went to I guess yeah how many steps together yeah yeah yeah you can get back to the 60s yeah it's a high two yeah thank you and this slide gives an idea of the staff that did respond what students they actually work with whether it's middle school high school or both you'll notice that in this Slide the next one there is the area of both that's highlighted bowling and back because we have power professionals that travel amongst our Middle School in high school and we also have teachers that were also with our Middle School students students so the first question was do you have a cell phone collection system in your classroom a majority of our teachers indicated yes so a lot of times you walk in the classroom they either have a copy up in front some have those shoe those plastic shoe racks which kids can put the cell phones in each of their pockets and again this one's nearing 60 indicating that they also have some type of collection system in their classroom when it comes to students actually complying with the collection system I did it on a linear scale so number one denotes there's no compliance number two denoted seven and three denotes always so if you if you were to combine two and three you're looking at 80 of students are actually complying with the cell phone collection system in the classroom I thought that perhaps if we did that at the beginning of this school year it might be a little less than 80 because students are getting used to this routine and expectations set for in regards to the staff that answered it without their email again also very similar to the other slide this one rounded up to about 90 they found that students were being complained cell phone production system is there is there a difference between being compliant with the collection system versus the policy this is based on what's going on in the classroom so they're not complying with the collection system but that doesn't necessarily mean they're using their phone during class so this runs based on any e-comms or your apps are little or binders of you gotta pass it in so if you look at this one again on the linear scale of never sometimes and always if we're providing two and three to denote sometimes and always they need a prompt director after we're looking at about 75 of leads or pops into your arms but the response rate shows that there also isn't a lot of issues when it comes to it going on to stuff that didn't answer with their email similar numbers to the one previously two and three sometimes always round up to about 80 85 on this one when it comes to actually collecting or confiscating the cell phone so if a teacher are a paraprofessional if someone covering the classroom just sees that maybe Caroline's not responding to the promissory redirects they might just say put it on my desk or send it down to the main office this one actually denotes that they don't have to do something like that so that means the students are in fact respecting the cell phone policy in the classroom they're passing in or they're just not it's out of sight out of mind this one's a little bit different in regards to the staff that answered without email identification this one indicates that they're giving more prompts you want to direct when it comes to making sure that they're arriving or actually passing it in if they're using it when it comes to level of distractibility this one indicates if we barely zero in on the red and yellow red is indicated of rare occurrences of distractibility and yellow is some issues so that's about almost half of the pie chart on that one so that was indicating that substancing that there is some distractibility going on in the classroom and then it would go back to other prompts and redirects being provided to put it back in the collection system and if we look at red and yellow again for those staff that answered without their emails similar number that comes up to about I believe almost 60 percent of seeing some issues of disruptability in their classroom and for this one I asked um a staff allowing students to use their cell phone in class for educational purposes in the upper left hand corner for 60 they're saying they are again it's coming down to that autonomy of teachers in the classroom and just being respectful and mindful that the students actually can utilize their cell phone device in the classroom and use it appropriately if they're looking into something amount of resources you know it's a lot quicker sometimes to do it on your cell phone um and then the bottom one is asking staff um do you allow students to use the cell phone in class for non-educational purposes so if there's downtime if there's a break or if they need to access something after they complete assignment in more than half that you just indicated no survey with email identification similar numbers almost 60 saying that they do allow in the classroom for educational purposes and um you know became 47 for using it for non-educational purpose um then there are also some really great talking points and comments from staff International students open-ended questions so I'm just going to go over some of those some of the standups that I saw where staff work just worried in general of contact with parents School Logistics what does it look like when a kid does not have their cell phone on their person um our cell phones being prohibited the staff members ahead of the time they kind of must have knew that there's going to be conversations coming up in the Commonwealth Mass Department of Education as a band um other people consider it can you just have a universal collection system so it would be the same from classroom to classroom other people looked at cell phones just need to be removed in general and then people also brought up what if there's an emergency situation we experienced some shelters in place this year we were able to get through those successfully and safely but also what does that look like in emergency if someone doesn't have their cell phone on them a pen or a gardener or family members trying to get them or in regards to if there's a bus issue we have also a lot of kids that stay after for extracurriculars or Sports if there is a cancellation or they can't get to someone they're used to going for that cell phone it's also a question too uh there's a phone in every classroom in every office in the building so if there was an emergency or if a student really needs to contact someone there is a landline from the classroom but then it's a question of how many students actually use a landline because they're probably so used to using their social I'm seeing a little bit I mean to be honest I don't really know that okay I'm going to use a landline when you're working have some other ones that came up or how do we enforce this Rule and needed again the school another question came up of sometimes it might be in an IEP so it's that that's a combination of an IEP and suddenly there's a band what does that look like is there going to be anything another area of concern and questions was what did they hand them over in the morning and they collect them at the end of the day but then school is responsible for set supervision of the Zone um so I just thought it was interesting that there were definitely some common themes you can see there's kind of a split when it comes to the overall opinions some of it's coming down to how is it used how is it monitored the need for emergencies came up a lot and also it's good to have them after school if you need to contact someone um also some staff brought up that if there is a shelter in place or a lockdown with the use of cell phones and devices worse in the situation depending on what's going on some people said if everyone has a school issued Chromebook or device did they even need their cell phone at all because they do have to do that all day long so I think it's just a consideration of helping the students understand that being in a moment in the classroom being attentive to the teacher you know working with one another whether it's partner worker in a group you'll always have that opportunity in front of you it's just being Mindful and present at the moment and any student that I've had to talk to if if it was confiscated or if it was passed in I just say you know that snap streak or that Instagram post or whatever you were checking on I swear we'll still be there at the end of the day but put a moment in person in front of you and that opportunity to Advocate learn and grow you might have been so thank you very much for doing this um and I don't I have little kids so this to me seems so far off um but I feel like I kind of have a strong opinion about it um one thing that's very troubling to me from this is that teachers actually allow children to use their cell phone for non-educational purposes that's almost like okay are we like allowed to play video games in class or do Snapchat like they can just in class they're allowed to do that or something like that so it's not a free reign like you can go on Facebook oh you're done your assignment go on Facebook it should be pull a book out and read time I mean I'm sorry um all right so it's regulated but how did they know that they're not that's that's right they are they're looking at what they're doing so that that speaks to slide 17 that you had here yeah and that bottle graph you permit non-education use that contradicts your actual policy though of not allowing phones during class I think during class isn't that the starting finish right right so that's something that will tweak a little bit yeah um I I guess I just find that troubling I feel that to your point when you're in class it's what 50 minutes an hour you should be focused on learning you know if you're not feeling well you need your parents you're still in school you go to the nurse you go to the office there's a process there's a policy you're a minor you don't need a phone to get in touch with your parents if you need to that should be going through the chain of command um and I know that's frustrating probably right Caroline I'd love to hear your opinion on this yeah seriously I would yeah so um but I just feel like people nowadays there's such an issue with attention span and um you know being able to stay in a conversation or you you meet kids in their 20s and it's just like you know and you're sitting at across a dinner table and you're like that's rude and if we're allowing it in school like during a lesson during a class well I mean why wouldn't they think it's okay to do it when you're on a date or having dinner or with friends almost to the point that do we even know how to socialize anymore uh so just to me this is just troubling and it's scary um and and I just feel like I don't want to spiral down a bad path of this so kind of to your point Megan and let me ask you guys what would be better an outright band of phones in school or some sort of etiquette orientation training life skill type of you know when ninth graders come in and they've got this Freedom now that they can't have a phone in school I'm sure you do orientation for all sorts of stuff this is where the rooms are this is where that is adding some sort of etiquette training or something like that I know we probably disagree on that but uh it's it's something that needs to be discussed because as soon as you graduate you don't have a teacher Banning your phone College professors I don't know what they do but in the office you know Banning phones that nobody would work there I would agree with you I think that you know on the one hand it's my right to have a phone and you have to learn what you're a job but you can use it when you can so it would be great for us to have something for the kids to learn how to use it properly to be a etiquette I think that even if we ban it unless they're like I mean there's always like even without rules sometimes kids still have to send down to the office right so we're going to Banning it you're going to have some problems but I agree I think that if we're realistic about Technologies in the world that you said it's part of some IEPs even if you did ban it there might be an IEP that might need to allow it one of the teachers with disabilities may have a requirement in their IEP to have um also like as a tool to help someone right it might be might be used as a tool um some simple examples are taking a photo of like an assignment that's written on the board but there's also different applications that allow different access to technology hearing aids oh yeah yeah but that could all be managed that would be in the plan right in iepr 504 they called you that would supersede correct policy yeah I think in the past you also brought about lunch and like socializing and I think I would be concerned in high school like and apparently maybe you can speak to this well like do people talk to each other are they all this on their phones I mean that's that's very concerning it's like a societal issue um yeah I mean I can talk about it I um I don't know I've talked to all students and they feel that you know we haven't even discuss the band but they feel even the idea of collecting like everyone's bone at the beginning of a class is almost it's degrading as a human it feels like you know you're like it's like you're a puppy your bag is spreading the water bottle like hey you can't handle it put your phone to the bed it feels like you know we're not real people I've had a lot of people say that it just it really hurts them and makes them feel like teachers don't see them as a real person who can you know learn how to handle having something um can I just answer that yeah I think it's students understood it's not your fault this fault falls on the adults we've created this little super machine and put in the hands of kids without boundaries and any etiquette and it's not that you're a puppy who looks pretty with water at all we want to help you be successful people in life um adults too we're all in the same boat um except you are in a learning environment and your goal there is to learn teachers into um so I think if we kind of flip that a little bit and help you understand that it's not it's not your fault and this is our fault right and we're going to help get on the other side of it but the thing is is that I don't really know if you can help it because phones aren't going to go away Technologies when you keep advancing technology is going to keep coming into the classrooms you know there's even like some studies where people are putting um computers in people's brains there's chips that go into your fingerprints you can pay online with your fingerprints but technology is going to keep coming in from a classroom and if we try to bet it out right then we're going to set I think kids up for a future where technology they won't understand it as well as people who do have constant assets technology and I think that you know taking phones away would be good like putting in a bucket and they're having trouble doing that you know the best way to learn is you know probably about like you know if you put your hand on the stove you know that you'll get burnt and you won't do it again um I think instead of just outright you know taking all clothes away from people who you know haven't done anything wrong know when to use their phone I think that that's not fair to those kids and I think that you know if a student doesn't know how to do it then yes it should be taken away because if they are having trouble you know focusing on school and they're focusing on their phone then that's a problem but I think for at least most kids I've seen um you know on their phone they're actually usually just like you know sometimes they'll talk to their parents and family most of the time instead of talking to their friends and it's not usually during like you know when a teacher is presenting because if you miss that then you go to all the test but um like I don't know people usually use their phones sorry I have so many thoughts um I guess I think that it's also good this might seem scary that like you know having your phone for non-traditional purposes but if you really think about it um we have 50-minute classes and they're all learning like it's all sit down you have to focus really hard on the chemistry calculus like you know trying to read the cursive writing from the old documents um your brain gets tired and I think having that little sometimes teachers allowed like at the end like five minutes right from the Bell range where people hack up they can go and they can you know play like a quick mobile game or that's when they do their Snapchats kind of like de-stress their brain and like kind of like be like so I guess that's the point Caroline do kids need Snapchat to de-stress their money they do I agree with you thank you and even like reading that's still like you know I don't know yeah you know what we used to do we used to just sit there and stare you talk to yourself [Music] sometimes people just need that kind of mindless distraction at the end of but that's just their research is showing that these mindless things are exactly that stimulating and a really negative way possibly that you kids don't we don't even understand them as adults you know yeah all right yeah one thing to respond to yourself right so I don't know why I'm feeling so strongly about this this is just like my only um context for high school is my own experience because like I said my kids are little so I can't even fathom even though my son's going into third grade next year so I know it's coming soon but I guess back in the day when I was in high school like yeah you did you walk uphill both ways in the snow uphill both ways all year long all year long even June um no like it's almost like I we have to be discipline is such a lost art right so yes is it tough to sit still for 50 minutes and be quiet and not have your cell phone it's so hard nowadays um but it's almost like running right you've got to get out there you got to tell yourself I can do it I can do it you got to keep doing it day after day it's like Julie said rewiring the brain and I just fear that we use these as a crutch right and I look at kids and even now I feel like oh if I don't have mine but bad is like all about are my kids okay are my kids okay but in a classroom you don't have that responsibility right you're you're an 18 or 17 or 16 year old kid so the teacher is supposed to be responsible for you the school is responsible for you for you you should just be focused on learning and emotional relationships with your peers and I just don't think a device a cell phone maybe a computer and I know you can probably do all that Snapchat and I know you can do Facebook and you can do all that stuff on a computer but I just feel like again to Julie's point I don't think that generation knows how bad this is for them that when you have down time that's how you decompress is by looking at this it should be hey what did you do this weekend Oh and then oh maybe we should do this this weekend Oh what do you have what do you bring for lunch today you know what I mean like actual conversation making connections with people um or just sitting quietly and with your own thoughts being bored we don't know how to be bored anymore we always have to have something to do every minute over every day um and it's just it's um it's scary that if that's the mentality in high school then what happens when life gets a little bit harder um you know I just think the sense of discipline sorry I'm gonna get off my sandbox I'm not happy we're certainly not going to solve the problem today I'm blown away I thought you weren't allowed white anymore why this album is more than just Julie sure it was it's two things you noticed when we were walking through to hunt yes we were on and we were on the catwalk up there we looked down the kids we're at lunch and so many kids were on their phone and upset Megan because they weren't talking to each other yes and then Caroline you said one day that at the end of class when you were talking going off to college and how you know like the social skills were having so many social emotional issues right now and how like covet kind of got us all used to Our advice adults as well and how after classmen the test is over that the teacher might say you guys can Talk Amongst yourself and you said you can hear a pin drop because everybody just goes on their phone so I think you're I think you're both right I think that the students would be really upset because they're useful and they want to be respected and and they want to be heard and they want their rights and I think you're right as well I think that we're concerned about how their experience is at school and that they have memories and they have interactions rather than like I think about what I did at lunch and just the conversations that I had and that's why the conversation I think started all right yeah I just wanted to add to the first of all thank you for the presentation together and doing the work um following up on that the second piece is obviously is a concern in the Commonwealth the commission of education for Massachusetts is going to be introducing a pilot Opportunity Grant funded regarding cell phone service and cell phone use in the buildings I'm coming up we don't have knowledge of what it entails but we'll certainly be taking organic for next year as a possibility for for our schools yeah and I think I think this is awesome that the schools conversation because it's a problem and if you don't say out loud it's a problem then we just keep grinding wheels so Bravo to everybody no Julia you're 100 right we definitely need to have the conversation yeah Megan you said discipline is a lost art right yeah yeah kids and teachers and staff employees and committee members everything yes it is my personal belief is we don't need to ban them and take them out of their hands but if your policy is not to use them during class and yeah you've got teachers saying yes I let them use them during class that's discipline is a lost art you're not disciplined enough to enforce your policy so that means either the policy needs to change or the enforcement of needs to change I'm not in favor of taking them out of kids hands because I think they are like Caroline said they are here I want to make sure the community doesn't let me make sure I say this correctly enforce your own personal bias from your generation onto this generation right when I was in school it was walk-ins and dispense everybody had them and they took them out and listened to music and whatever it was and that was the distraction all right as far as the brain stuff that's the parents I think maybe that's more parents issue to deal with if they want their kid on that or not they can put controls on the phones kids can probably get around them sure they're not perfect yeah right but that's more like should we be dictating what parents philosophy is with their children probably not well we don't get drugs in school but what happens when you ban drugs all kids not use drugs you're right yeah I don't know that this is going to be solved it's not gonna be salty no maybe we can look at do we know that commission commissioner yeah when he's doing something he hasn't enough he's speaking about it yeah and also if the state passes uh law or uh I don't know what it could be yeah it could be you might not have a choice yeah we might not have a choice but as long as we still have a choice my preference is an etiquette orientation at the beginning of the year and more enforcement hard reinforcement and if you're not enforcing it what do you do teachers who aren't following policy yeah I just think it's so hard I think it was so much easier for the teachers like now they have to teach and then watch phones and it was a phone yeah it's a learning opportunity for kids too how to interact in life you're trying to prepare them for life after school to be successful whether that's a college job this is an issue they've got to deal with out there in a remote working world where people work from the beach on their phone it's something not a 15.

23rd 2023 for our review the administration would like it moved on this evening you have a motion on that I moved to approve this strategic plan as submitted or a second discussion all those in favor aye any more opposed okay admission report is in your packet District committee meeting Gates in your packet parking lot project is uh John I'm going to update us the committee on the parking lot of the parking lot the uh RFP uh should be going out uh early next week I believe we're waiting for the engineer to finalize the uh the engineering and uh Blueprints and everything and uh we met with them last week and we expect to get get it toward the end of this week's final document and then we'll be able to help us to put it up next early next week any questions from the superintendent yeah Mr Hamm still avoid how long do you think that project would take once they stop uh we expect it to take uh July month of July and August thank you we promise we'll save you a pocket spots on performance okay anything else uh superintendent RK on the uh well oh I'm sorry I didn't say excuse me go ahead um well they're gonna strip it off first and then anything yeah yep I'm sorry I miss the show yes I just had one question are the firms or these these sidewalk verbs also going to be redone or is it just I don't know if worms are going to be redone okay uh I believe this sidewalk from the front part of that RFP all right thank you anything further okay uh superintendent is going to explain to the district committee while the capital the capital Improvement committee uh okay the purchase of uh going from going forward with the purchase of two buses John so um we had a capital Improvement meeting uh to talk about uh the need for uh to replace two of our vans we have three vans left and uh of the three two are not in very good condition the body needs body work and inside needs some work and the insurance company would prefer us not to be using Vans to transport students anymore they've actually been after us the last couple of years uh in fact schools cannot buy Vans anymore it's against law and dealerships cannot sell school stands anymore but so we're looking to replace two of the vans that are not in very good condition instead of investing more money into them purchase two new Vans but instead of Vans will be mini buses that carry 14 students which are safer their wheelbase is wider and are much safer so we are looking to purchase two at well originally we're looking to purchase two brand new ones at about 110 000 each but yesterday I got a call from the DeLuca dealership in Andover and they picked up a secondhand van that has 18 000 miles on it and and they're willing to sell it to us 35 000 so looks like we'll just purchase one new van for 110 and the used one for 35 it's in beautiful conditions she answers to anything it's just this is Mr Mr Cirillo Maryland um these are many many um yellow buses correct they won't they'll be white to match all our other Fleet yeah mini buses and the drivers are supposed to be um CDL so no they don't the 7D license if uh if they're not going to use them if we don't use them to pick up students in the morning and bring them home at the end of the day uh Stu teachers can drive them without a CDL license or a 7D we can drive those particular buses with uh 7D license uh if we wanted to to pick up students and bring them home but you don't need a CDL for those for those buses yes Mutual exporting events yeah but not as formed from the schools of the house uh you can bring them home and pick them pick them up and bring them home with a 7D license but um we have a couple people in the building that have it but generally we don't we don't intend on doing that unless we had an emergency we do have one person that has been driving picking up students because they have a 70 license two of our homeless students we've been picking up that live outside the district uh but Our intention is not to utilize them on a regular basis for that purpose you sit outside a district are these um homeless kids they're homeless students that are positively secured they're part of our they were originally students here at the school so by law they have the right to continue correct yeah um so my question is why isn't the bus company picking them up is this because the biggest budget is that yeah at the beginning of the year they could not um meet that request it's it wasn't in the original contract and so when we asked them to if they could do it they did not have availability so we uh saw it outside uh opportunities uh our outside private companies to do that but they didn't have the proper licensure as well so we had we have a person that comes in uh each day in the morning to pick up the students with our with our bus and bring them and bring them home so are you Mr chairman I'm going to want something from the bus company explain why and they out they completely understand that through the state law that they have to provide the services um so I want something from you from them saying they're not providing their service to us and what are they what do we get in return for not getting there okay I'll contact okay one second let me just move on this motion here first okay Vivian sorry well my question is pertaining to like the difference in prices of a brand new one versus a used one considering the DraStic difference why can't we or why why the option of not purchasing two used ones as opposed to one knowing one used uh the reason we don't because they're not available [Music] foreign the uh it really should have said two buses just in this right up just in this right yeah the background right no you're right there was a table because I was part of that being I actually made the motion for two buses I know I made it yeah right we can fix that that's uh I just have a clarification yes how much transportation is not a part of our regular busing contract it's part of our budget but it's not a part of that contract and I bring this up because knowing the bus company nor McKinney event's a law it they're supposed to be provided that service um and if you're saying that it's not in the contract and we pay this bus company tons of money for service it's not a part of regular Transportation so homeless Transportation can be from anywhere not the communities correct that we transport because they were for our former students so no matter where they go in the state of Massachusetts if they still wanted to come back here so by law we have to provide transportation but the bus company does not so I'm gonna have to review that because based on what I know they still support Supply whether we're paying them or not in this and that's one of the biggest Services because I remember having this conversation with a bus driver where the last time the bus company was here as to why they're not providing that service because it is part of our the service bus prize okay uh on the on the tuba yes one more question does this have to go out in an RFP or a bid and does go out on a bid does it now that we know that um a particular dealer has this deal for us will the it have to be changed what we're going out for how much are the buses business so we don't have to put it on our thing okay the other one thank you okay anything further uh Mr Hayden excuse me I'm still really what are the plans I think there were three vans that are still in existence what are the plans for those fans are we handing them down to the maintenance department I will auction those off yeah Mr Chevelle of course um in in his final line with um Maryland's um comment do we have to RFP for these awesome for the advance yeah the buses we're purchasing a bus office State contract so we don't have to put an rfpo you also all those in favor any word opposed uh Frank you said you you wanted something you wanted some information yes yeah could you put it in the form of emotion it will move on please exactly what you're looking for if somebody seconds it then we'll yeah yeah okay I have something from the bus company or something provided that the bus company in their contract or I say law they do not have to provide our services that we we do and we're purchasing the services for housing and secured students discussion all those in favor aye let me go to polls George shoot for the next meeting Frank if we can I told you it's a September yeah no no we haven't we have another one where is he yeah the 20th we have another one the 20th I don't know if they'll respond that quick but they'll give it a shot how's that okay uh superintendental avoids uh evaluation John I just uh we've got I think three back so we just sneaked the remaining four uh back and then uh we can do the final report on it next meeting okay all right any questions uh foreign anything further June 13th uh health insurance John uh so um I know I'm sorry graduation John we haven't not just yet yeah congratulations we're having uh we have graduation coming up this Thursday uh we will have our typical reception before graduation here in the in the Reggie Cafe at five to five thirty for all our invited guests school committee and school committee members and our our uh keynote speaker also and um then the graduation uh plan is to start at 6 PM we're watching the weather very closely right now we feel like we'll be able to get it in so uh we're uh we haven't made any other Arrangement if it does if for some reason we're not able to get it in then we'll uh I think what we're looking at Friday's supposed to rain and Saturday's supposed to rain so we may shoot for Saturday supposed to be okay yeah Saturday and Sunday Friday is beautiful oh it is I thought it was supposed to rain Friday all right so we'll follow the weather the next best day that we're pretty confident that it's not going to rain is when we'll have it so Friday it works out that's Friday that would be great but I feel I feel pretty good about Thursday so um that's good yeah so we'll we'll give our ponchos too so yes uh the associate Commissioner of vocational education Liz Bennett um anything further health insurance John so I think earlier this year we talked about uh the need for an increase in health insurance premiums and we met with our agent or our broker a couple times since then uh and originally his recommendation was four percent but in recent meeting with him because things have been going uh pretty well in terms of the claims his recommendation is a 2.01 uh increase in our in our rates I just need to committee to uh and that's so the committee needs to vote on that in order for us to go ahead and make the change in the rates we have our recommendation from the soup it's 2.1 percent 2.1 oh 2.1 okay okay when I said 2.01 but I think is what I'd say oh okay okay 2.1 2.1 of an increase or decrease there's a recommendation uh from the superintendent I have a second discussion this is for sure yes yes that what is the split on that 80 20.

policy subcommittee meeting on June 6 2023 Ms josinski please call the roll sure Mr grippo here miss Rosenberg here Mr White Mr chairman you have a quorum great um all rise for the pledge I think we have a flag it's been a while sorry oh wait there's a flag right behind you yeah there's one behind you yeah I pledge allegiance to this flag of the United States of America into the Republic for which it stands one nation under God indivisible with liberty and justice for all well we lucked out there Jeff thank you I need all the help I can give these days buddy was that a new flag I don't remember that in the past no the flag's been here we just supplemented it with the massive waving flag that we like to use on remote meetings but clearly I am out of practice as it relates to my my virtual meeting skills uh has been a while um let's see audience do we have an audience this week last couple we have no sir we haven't had any audience comment or anything like that okay I don't know that this uh agenda had the same attraction maybe that some of the other comment on the other issues that um well Jeff I guess we'll move to uh uh review of the staff travel policy I have to apologize I absolutely dropped the ball on this um I have not drafted that policy uh it would you know I think it would be close to mimicking what we do for staff um I could give you a thousand and one reasons why I didn't get to that but it slipped my mind and I didn't review that part of the agenda today so I absolutely apologize um ironically it comes at the same time that um our Korean visitors from last month have invited me to speak at a conference in South Korea in August before school starts um so I think we'll probably be talking about that as a board down the road but um I did not I neglected to put together a draft policy for that so my sincere apologies okay um all right so we will uh we'll table that and you know I guess we could just as with many other things that occur in the district we can always informally uh uh Act right or not informative you know we can take a vote or discuss it in public that way we'll pretend this if it was enacted I suppose sure I'll discuss that with the chairman peregini or I'm sure he's aware or he will be aware he's not actually team up this week and of the Myriad of of things that we've been doing here at the end I have not even had a chance to talk to him yet I outed myself given the fact that the policy was up yeah okay um well we'll move on to let's see instructional Arrangements teachers aides so this is um you know a policy that we reviewed before I'll present screen here in a moment is that 61.59 yes yes it is Jeff point one thank you can you folk see that on the screen yes yes yes okay so this is the one um if you recall that we had some questions about and uh I checked with Cabe who indicated that uh the section that I added here and read about detailed information was more than sufficient um actually you know came take on this was you know questioning whether or not we even needed the policy because law would supersede anything we had in the policy anyway um but you know that's that's up to us I I would recommend we keep it we already have it it's just another piece of information yeah can we have someone calling in it's me um oh okay thanks Sam uh okay uh so so this was we we looked at this already yes yes okay yeah all it is is just clarifying you know the uh Title One AIDS have to have a certain credential um and that's you know professional Revolution Title One money and it's outlined here but because of the fact that teacher Aid and para educator and the the terms seem to be used almost interchangeably and neither of them fit the job description that you know we would assign to them locally we added this uh the statement to make it more clear gotcha yes that does make it more clear yeah just let's you know take the guesswork out of it we we just indicated that piece about you know if you want to know what these people do consult the contract right okay um I know Sam can't see her screen right now so um we'll move on to the next one but if uh Sam wants to come back after then we can do that um I guess we'll move on to the uh surveys of students so this one um we reviewed as I reviewed it again uh there I wanted to make this one point of clarification so this a lot of this survey is written about uh surveys that are federally funded and for federal funded surveys you need to have a active consent which means that the parent signs a letter that says we're going to you know permit our child to take the survey um it should be okay in addition no student may without active parental consent for federally funded or without active or passive parental consent for other surveys so if if CPS administers a survey per the law we don't need the parent to sign a letter per se um if and that's you know part of the law what I did though based on our conversation from last time was add this component down here and this talks about uh us notifying parents of surveys at the beginning of the year so we don't I never in my career whether it be is a principal or superintendent can I ever remember administering a federal survey for anything um the likelihood of that is you know incredibly rare I would say this part though down at the the bottom that's highlighted uh we do administer per state law the safe School climate survey every year so the district will include the month in the year because you have to send out uh information um like the federal surveys that we have planned or anything like that at the beginning of the year I know that we're going to give the safe School climate survey uh every other year so at the beginning of the year we will send out the survey that includes the month and year that the safe School climate survey will be administered in the annual notification so next year we aren't giving it um unless the Law changes we wouldn't be giving it so we could send out a notification that the next safe School climate survey is scheduled to be administered in March of 2020 five I guess it would be um but if it's for that year if we're going to administer that survey uh that we will notify parents weekly for three weeks preceding the administration of their right to review the survey and or opt out so what I mean by that is if we're giving the survey if we have the survey student survey plan for March 14th well we would send information about the survey on March 7th um whatever February 28th and February 21st that this survey is coming up if you want to review it you can do so at this location um or if you want to opt out you can do so I wanted to you know I think it based on the conversation I think this capture is what we had talked about at the last meeting but certainly you know it's just my draft um yeah no I think that covers it um I guess my my only question would be that um this section I know there's a section about the board being able to review the questions for federally funded surveys um and we wanted something for this school kind of survey as well so I don't know how that needed to be yeah what we can add a sentence that says you know um with respect to the school climate survey uh that the you know that will be reviewed by the uh curriculum committee of the board three months before the administration yeah at least three months does that make sense because I definitely think it should be a subcommittee uh level that way you could take the time if there's any problem so let's do this um foreign it's almost like um let's say you get somebody to invest some money take care of other people investing your money at all you know what I mean like you're telling them to get your address um I think this should also be approved in there somewhere so like the committee we only want to be clear that it's required by law some questions have to be asked by law so um you know I don't know that I mean I I know they could approve but it's so it's review and provide feedback um but what's the mechanism of uh uh the final final draft I guess on questions um not required by law no it's more of the um um just a review of the FI of the final form right like uh where like weren't there supposed to be questions that were different for grade levels and that sort of thing so that would be part of that review a few months in advance of the survey right you know I I think that those things would be instituted and shared back with the committee or the full board at that point okay um removes the approval process and the law says that we can approve the questions the law dictates what questions that are required they don't do a great job of it to be honest with you right but it also says that the boy or the boy or the board must review or the board can review if I recall correctly because I know that there was some there was some uh some latitude there that's a second here let's pull something up because yeah like you said it was um the law is vague as to the content a lot a lot of the content of the questions a lot and when I asked when I asked them face when I asked the state they were like yeah you have to ask these required questions right but unfortunately like you know there's no policing of that there's no no direction right if I don't work I I don't recall seeing specific questions laid out in the law oh it's not in the law right no it's one of those things that I'm sure the law said you know you have to um the the sde will develop a survey or something like that so much of the law is written that way I'm just looking here fine and I really you know I know we don't like to take too much time on each one and do research in the moment but we'd really like to have this in place for the start of next year so right Captain we have a sample of you know at least meeting the minimum requirements of to satisfy the law or I'd like to see at least a sample so it says the bill makes changes this was when it was original that uh a biennial Statewide School climate survey that they're going to develop one um and it says by August 1st 2021 to publish on its website the model policy in in school climate survey the collaborative develops that is not there tell you right now I've searched the website up and down I emailed them because I think to kind of Adam's point is I'd feel a little more comfortable if we as established those the questions and review them provide feedback to ensure that in essence we have vetted it to follow what the law says at minimum right yeah I'm looking quickly back on my emails to see because I don't even know if there was a phrase in there about educationally appropriate you know like uh I don't even know if that's the right phrase uh per you know educationally appropriate per you know certain age groups because that's kind of where we ran into a problem this year um the email that I have from the Connecticut State Department of Ed says um the the questions are from 2020 2012.

uh moved by commissioner Lee seconded by commissioner dish uh discussion on the minutes seeing none uh all those in favor of the motion please say aye any opposed and the motion carries next up are reports to the Planning Commission including City Council plane commissioner officers committees and we're in Communications so council member dish do you have anything to report do Council unanimously passed the prioritization of rezonings along Plymouth and Washington so rezoning to tc1 so that will come back to us and we can do it without extensive hand ringing over its imperfections because it is better than the current zoning uh and we also passed a resolution that might or might not affect this body that has to do with seeking incentives to Foster green development and those are incentives possibly in the nature of fees but also in the nature of process because we're hearing a lot about that and we passed something that I don't know if it would interest you all but we did repeal a portion of the building code that requires landlords to provide voter registration information and I bet I forgot something Mr Leonard I'll just add one thing there was an amendment to the development agreement for 2111 Packard this is a project that was approved by the Planning Commission a while ago the petitioner asked and and received an amendment to reduce the solar requirement from 175 kilowatt hours a kilowatt system to a 120 or 115 kilowatt system so that was one other change is that a consent agenda item it was indeed I did not study carefully still uh great that uh the petitioner is continuing to commit to a large amount of solar um outside of any regulatory requirements of our code okay do we have any other reports from planning manager mix Kelly uh yes at your 613 working session you will hear two pre to pre-pud conferences one for 120 Packard and another for 2935 Birch Hollow Drive and in response to action by Council last night there will be a preview of a rezoning proposal for the Plymouth and Washington corridors to tc1 great thank you any other commissioner officers or committee layers have anything to report commissioner Hamilton the one time and I have to talk um mayorman I've seen this last month the Council of Commons voted to disband and then that was approved by console last night so the work will be taken up by Parks I believe and with City staff support thank you for your service on that board that's the important thing well not bad but we had a liaison to the Council of the commons and so no we no longer we'll need that so I'm all in on the comp plan we'll find you something else today I'll solve the housing crisis note that in the minutes uh okay anyone else great uh now we're moving on to public comment we do have um some written Communications as well but this is an opportunity for persons to speak up to three minutes about an issue that is not listed on the public hearing of this agenda we will first call an individual's present to address the commission and then remote participants to to speak during public hearing remotely press star nine if listening by phone or use the raised hand feature when viewing through the web link for phone access call 877-853-5247 and enter meeting ID 977-6634-1226 City staff will select callers who have raised their hand using last three digits of their phone number or by name if available for those accessing through the web link you will hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet area and mute any television or background sound so we may hear you clearly for either method of participation please state your name and address at the beginning of your comments is there anyone present that would like to speak at this time seeing no one is there anyone that would like to address the commission remotely there's one hand raised Adam yescovich you have permission to address a commission hi this is Adam Jessica 1430 Las Vegas drive in the fourth ward and I noticed on your agenda tonight I'm not going to speak to the specific item right now there's yet another proposal for a drive-through and I'm just I'm just wishing that um that you could get it on your work plan to eliminate the special exception use for drive-throughs and just make it blanket no drive-throughs in Ann Arbor um I think it's just kind of a waste of time for people to have to keep calling in and um and saying you know please don't approve yet another drive through whether it's a bank or a restaurant or whatever it goes against our stated bills as a city in a20 as well as moving together toward division zero um so please um eliminate that use entirely and also don't approve any more drive-throughs thank you Madam chair there are no other callers at this time thank you so we'll move on to public hearings for the next business meeting a public hearing on the following items will be held by the Ann Arbor City Planning Commission on Wednesday June 21st 2023 at 7 pm 2670 to 2690 Ann Arbor Saline Road 2670 and 2690 Ann Arbor Saline Road for city council approval a request to rezone these two Parcels totaling approximately 1.6 acres from r1c single-family residential zoning to O office District zoning no new development is being proposed and secondly a continued public hearing for 1601 South State Street Southtown project rezoning site plan and Street vacation for city council approval a project with three petitions to redevelop the block bounded by South State Street White Street Henry Street and stimpson Street one petition to rezone a block of 10 Parcels from r4c to C1 AR zoning with conditions another site plan for city council approval to construct a 220 000 square foot mixed-use building and a petition to vacate the public alley in the block thank you and as before I will be recusing myself of the second hearing for the next meeting Now we move on to regular business and so the first on the agenda we are going to look at the petition proposed amendments to chapter 55 unified development code section 5.15 permitted uses to Define and allow Banquet Hall use in mixed use zoning District uh uh commissioner Lee I will be recusing myself from this particular hearing simply because the petitioner is my employer thank you thank you all right hand to staff so now is a fine time um this just means that the uh any motion this will fail however it can still be forwarded to city council for their consideration okay and you have a quorum to continue conducting business okay thank you we're getting ready no thank you this is a these two screens I'll survive um before you this evening is a um a petition that is part petition and part staff Rec staff recommendations to amend chapter 55 the unified development code the petition was to add event space it asked that event spaces be allowed in the office District it um describe them the desire was a place for celebrations ceremonies weddings receptions and similar functions and the benefits are to include it's a complementary use to other o District uses it will increase the Adaptive reuse of existing offense buildings and strengthen our local economy and sense of community but when the planners got a hold of this um we agree that there is a need for a distinct land use type event these type of event spaces are currently permitted wherever there is a restaurant it is a it can be considered a temporary restaurant if you will but um it is not specifically defined in the ordinance we field a lot of phone calls and there is clear a clear need for a distinct land use type for this sort of assembly use um but the staff would like to think more comprehensively about this petition it should not be exclusive to the office District this is something that is appropriate for all of the mixed use districts and we'd like to think more consistently using common common language to get our point and our land use clearly across so therefore staff we recommend that the zoning ordinance be amended to add a banquet hall use this is a definition that is used in most other zoning ordinances as opposed to event space event space and a similar term event venue have um a more haven't have other common definitions which I don't think are quite right for the city of Ann Arbor banquet hall is also mentioned in the building code and I think there is um there's a desire by some to sort of more align the zoning ordinance with the building code I one aspect of that is using common commonly defined terms will greatly will greatly help um all parties involved have that shared understanding we are proposing to Define banquet hall as a building or portion of a building made available for temporary assembly or gathering of people such as a conference or meeting party wedding reception fundraiser display or other similar occasion which may or may not have food and beverage service this is where a restaurant can host a banquet but a banquet hall is not necessarily a restaurant it does not you do not always have to have food as part of your meetings and conferences and so forth The Zone the zoning ordinance the unified development code actually has has three sort of land use categories now these are informal groupings but this term is used throughout the throughout the um throughout the UDC and that is residential circled on the screen mixed use and non-residential special purpose we um and so we with these amendments we're suggesting that the that by including Banquet Hall use in the office District as well as all of the mixed-use districts we'll bring them all sort of more closer closer in alignment the intent statement of the office District does talk about how it should be a buffer um between the non-residential and special use purpose District uses and residential uses but it is but it is just but one of the mixed-use districts and we believe that all of the mixed-use districts can function as this type of buffer and by adding a banquet hall to mix mixed use in general and office specifically we are not diminishing its ability to act as that buffer if you read closely we believe that it doesn't say that office should buffer residential that residential needs to be encapsulated by the office District rather one of the mixed-use districts should encapsulate the non-residential districts if they are in close proximity to the residential and while we're at it we are proposing some additional amendments again to bring the office District more in line with the other mixed use districts we are recommending that the personal services category um have its limitation to just the beauty salon portion of it be removed and that personal services be allowed in the O District also the um fraternity sororities student cooperatives Club headquarters communities community centers religious assembly private K-12 schools and indoor Recreation be sort of promoted in the office district from special exception uses to primary uses we are also proposing that the um broad term of Veterinary kennels and animal boarding be split up and a new use beep um split up into veterinary offices and kennels and animal boarding the veterinary office a definition is proposed and it is proposed to be allowed in mixed-use districts just as Medical Dental or um uh just as a people Healthcare pet Healthcare would go in there and then kennels and animal boarding would remain as currently regulated no changes to that although we had to separate out that definition and finally recommending that trade and industrial schools also be included in the O District um I um staff is recommending approval of it happy to answer any follow-up questions but I think I covered it thanks great uh thank you so now we will open up the public hearing for this petition item this is an opportunity for persons to speak for up to three minutes about the proposed UDC amendments we will first call on individuals present to address the commission than remote participants to speak during the public hearing remotely plus star nine if listening by phone or use the raised hand feature viewing through the web link for phone access call 877-853-5247 and meeting ID 977-6634-1226 City staff will select callers who have raised their hand using the last three digits of the number or by name if available if accessing through the web link you'll hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet area mute any television or background sounds we may hear you clearly for either method of participation please state your name and address the beginning of comments is there anyone present that would like to speak at this time seeing no one is there anyone who would like to address the commission remotely there are no hands raised at this time okay well we will close the public hearing and I will read the motion uh the city the Ann Arbor City Planning Commission hereby recommends that the mayor and city council approve the following amendments in chapter 55 the unified development code section 5.1 5.1 primary uses to permit or amend Banquet Hall Restaurant Bar Food Service fraternities sororities student Cooperative housing Club headquarters Community Center religious assembly private K-12 School indoor Recreation Veterinary kennel animal boarding and trade industrial schools section 5.15.2 accessory uses to eliminate restaurant bar food services and accessory use in the office District section 5.16.3 M to eliminate use specific standards for personal services and section 5.37.2 specific definitions to Define banquet hall and redefine Veterinary kennel and animal boarding moved by commissioner white seconded by commissioner Hammerschmidt we are in discussion is anyone pleasure dish I just have a couple of clarification questions where my understanding was Fuzzy so is it sorry about that um is it the case that these kinds of event spaces are not currently permitted in all mixed-use districts but only currently permitted where there's a restaurant is that right um yes all there are eight nine the restaurants are permitted in let me be factual one two three four five six seven eight nine ten there are ten mixed use districts restaurants are permitted in nine of them therefore these event spaces can occur in nine of the ten this would this would make it ten for ten and O being the tenth oh being the tenth okay so they're already permitted so the other so the thing is I was just trying to tease out already permitted people don't understand that no it's not apparently it and by the plethora of evidence it is not intuitive yes okay so that's great so so what is happening is uh by by introducing this new name we are flagging that this is and has been permitted in all the mixed in nine of the ten mixed uses and we're extending it to the 10th which is office and that's where we get the big gain in adaptive reuse right um along with maybe a bowling alley or something that will go into these defunct office spaces I was delighted to see the indoor I do not know how to make that step other than turn off my phone do you yeah is it that the silent mode will do it sorry okay uh okay so and then there was I think no that's the only thing I wanted to know okay sure okay that's cool I got it anyone else okay I'm gonna take a quick left turn and talk about parking um there's no parking requirements for restaurants now and so what I didn't see is the parking table amended to include these new categories how would staff interpret if something came about like there's no minimum or maximum so we wouldn't have to refer to the table correct we'd currently we'd use the closest good point currently we'd use this the closest analogous one um if it is located in a shopping center then the maximum for the shopping center would apply the office District well office uses have a parking maximum as well um I would consider adding it to the parking table or perhaps another generation of of changes to the parking table would further consolidate or simplify the the lack of parking requirements and the parking maximums okay okay um and then maybe this is because I don't have too much because right now as we changed our parking uh we don't have parking maximums for restaurants and all the other districts so it wouldn't happen here in the office as well but this is a very nuanced one I don't know how often but the veterinary kennel has a parking maximum 100 one for 250 square feet so would you still interpret it that way even though those definitions are split up that a Veterinary Clinic would have a parking maximum of one space per 250 square feet even though that table is still combined if not in the CDC edit I'm thinking um well the the kennel component of it is not is not functionally changing right so that would still apply um but would you become like would you be comparing it to like more of a medical office because that's more comparative instead of comparing it back to a kennel when we're looking at what part the the veterinary office portion yeah it would be it would fall under the um either the medical dental or just general office it would be it it is becoming a subset of office okay so I guess those are just kind of things that either I guess I'm curious from staff if that's something that we could either make sure to mat well this so maybe a couple process questions we're going to technically deny this tonight but it moves forward Council has to actually make the final decision to adopt this yeah and so they may see whatever vote number and then move forward um and I'm curious relative to this parking it's just a few lines um I don't know if it's we should be updating it here or if it should move on but I just see I think it's up to the will of the uh Commission because if you want to share that as a suggestion you can pass the amendment and the entire motion would still fail but the information would be carried forward okay um so it's um up to you whether you want it to be reflected in your discussion or if you'd like to memorialize it as an amended motion I guess I'm conservatively sorting out the actual math at the table versus like making a recommendation for staff to review it prior to going to city council as the other path forward I wouldn't say staff report I would say just in your discussion be clear if you are looking for a very specific Amendment like just for discussion you know veterinary offices should have a maximum of two parking spaces just for discussions or if you are just looking for those uses to be mentioned and clarified in the parking standards and then we can Implement whatever that consensus is okay so I I would like I would just like staff to review um the vet Veterinary like include changes before it goes to city council that the Veterinary Clinic has a line item in our parking table um and that matches to our office if that doesn't have a maximum where it does that those two match um if you know if once you reconcile that that actually makes sense I trust staff to review and make a healthy recommendation to our goals about parking and then the same for the banquet hall to match restaurant to be added as a line item which currently has no parking maximum um but just so that those are clearly included in the Amendments so that our use table and our parking use table match is that as noted just I don't know if it's an amendment because I really want to make sure that you get the numbers right like from a staff perspective instead of like digging into those details at the table here yeah I don't know I think it's I think you're bringing up bigger questions probably one of the things that we really need to think about is restructuring our parking we did when we were eliminated minimum we sort of went in we pulled out a column and as you're I think these are great points we I don't know that we I didn't spend a lot of time I guess I'd want to speak for uh Alexis and Hank but we I what this tells me is we might want to evolve to our parking table to instead of trying to articulate all the uses have an answer to that it morphs into the only you only the uses that are listed there have some standard Beyond no minimum parking is required and we're not there yet so yeah I I understand where you're coming from I want to be honest um we didn't notice the changes to the parking section so it's conceivable I might come back to you and say hey I think it's worthwhile for us to actually present these to you but um yeah I I think it's a great observation yeah it's the only kind of hesitation I have is that a banquet hall is can be a lot of parking but in very small chunks and I would hate for our our land use to change significantly like a Black Friday parking lot uh if we don't have parking actually I just want to be clear we're not we're not proposing to add any minimum parking requirements yeah but yeah but if we don't have maximums a developer may decide to build a giant parking lot to support a large event space I I get that but again that's another conversation we have a lot of uses that don't have maximum parking I I think I see where you're coming from this one might be more prone to that yeah yeah a bigger assembly of more cars than a lot of our other uses on the table so it this might just come up from a commission proposed business because I don't I would be concerned with keeping a higher intensity use without a parking maximum for very long on our UDC but I think that this is hopefully it will really help I think it's a great incremental change for that adaptive reuse that I keep talking about so already covered in tc1 for a vote you roll call uh commissioner White commissioner clerk yes councilmember dish yes Venture Hammersmith yes commissioner survey yes this motion fails [Laughter] because six votes are required to move any action forward to the city council however this item will advance to city council for their consideration I trust commissioner dish to relay for regular business the petition which includes proposed amendments oh yes back commissioner Lee proposed amendments to chapter 55 unified development code section 5.20 Landscaping screening and buffers to amend the requirements for conflicting land use buffers and reorganize for improved consistency so we'll start with staff report Mr Leo all right thank you as mentioned these are Amendments of chapter 55 section 520 Landscaping screening and buffers foreign there we go I am purposely going to make this presentation out of order of the out of numerical order in the ordinance and the staff report which follows the numerical order um first I'm going to talk about section 520.4 conflicting land use buffers current title then 520.3 vehicular use area landscaping and screening and finally 520.6 refuse and recycling container screening we start with Section 520.4 conflicting land use buffers they are required in five cases and there's a lot going on on this slide and it's to really engage your brain and also make sure you pay attention to me um there the applicability requirements for a conflicting land use buffer which we sometimes call a club c-l-u-b they are required when you have a vehicular use area adjacent to a public park or land principally used or zoned for residential purposes they are also required when you have a refuse recycling container adjacent to the same they are required for the portion of a parcel zoned o r e orl any of the C's or any of the M's a budding the same public park or parcel principally used or zone for residential they are required fourth for the portion of a parcel zoned R3 or R4 which are multi-family zoning districts when they are adjacent to land used or zoned for residential purposes and finally they're required in the tc-1 or any of the TC districts when you abut a residential zoning District or the pl District and conceptually what we're doing is this for one and two no real changes we are just moving those circled in red this is what we're actually talking about and changing we are talking about eliminating the requirement for a conflicting land use buffer when a budding land principally used for residential the requirement to have a buffer from land that is zoned for residential purposes remains and we are talking about eliminating the requirement to buffer a parcel zoned R3 or R4 from land that is zoned or used for residential purposes the fifth um when TC won zoning a butts residential zoning or PL that is being combined with number um combined with number three so the changes look like or I didn't mean that so in terms of Club applicability I mentioned uh one of the requirements is a club be provided for most of the mixed-use zoning districts and some of the non-residential special purpose ones when you are um a budding a park or land used or zoned for residential this makes it very dependent on outside variables a project in a commercial District um might introduce might introduce mixed uses residential on the second or third floor or something like that switch over to Adaptive reuse that means that the parcels next to it automatically become non-conforming because they did not provide a conflicting language buffer similar it goes both ways opposite it also requires mixed-use developments to be buffered from mixed-use developments I think for the most part if you go with percentages you might have um office I'm sorry commercial retail on the first floor in the ideal scenario a floor of commercial one or two floors of office and then upper stories of residential in the ideal classic mixed-use Model but in terms of percentages that's a resident that's principally used residential you'd have all your mixed-use buildings up and down your corridors buffered from each other and also when you are requiring a when we are currently requiring a buffer between R3 and R4 that means that you require a buffer between identical uses and our a single lot in that R4 District which around the campus area the whole neighborhoods are zoned r4c they sometimes get redeveloped and each one of them would need to provide a conflicting land use buffer and in that case that buffer would be 30 feet wide 30 feet minimum because 15 feet on one parcel 15 feet on another and that seems to diminish the neighborhood character rather than actually promote it I think that maybe the intentions were good but the way this is written it seems that there was a desire to prioritize one land use perhaps single family and buffer that from multi-family but the way it is written the way it is applied the way it is used we are just buffering all the same from all the same foreign is the key for moving deleting and combining the moving things are in Gray the deleting things are struck out and the combining things are circled in terms of combining we are taking three and five and we have combined them into a and since there's one left I'm not going to number one so we are just making Section 5 20.4 say a conflicting land use buffer is required where a parcel or portion thereof in a mixed use special purpose or non-residential zoning District a bus a public park or a parcel in a residential zoning District and then the same exact conflicting land use buffer standards apply the same with the same planting requirements the same screening the one thing we did though is change the title it's not really a conflicting land use buffer anymore it's a conflicting District buffer so we change the the heading there and then I like I mentioned we're doing it out of order then remember the parts that we said we were moving so in section 520.3 which is currently vehicular use area landscaping and screening this will become vehicular use area screening landscaping and buffering adding buffer The Mention Of buffering and then changing the order so it follows the actual order of the standards it has a it currently has a section A right-of-way screening no changes there section B is the interior landscape Islands we've added headings and reordered this section but no changes there and then we've added C conflicting use buffer and no changes from the club requirements except for the new place the new home for them same width same screening planting materials and same screening and then moving or continuing the theme in section 520.6 I think there's a type over the top of the slide refuse recycling container screening same added the added the mention of buffering in the title The a component does not change it is right-of-way screening we've added a section B for conflicting use buffer these have some slight changes from the club standards specifically to be consistent with the right-of-way screening a hedge or landform berm are not permitted the only screening you can do is the fence the solid fence or wall otherwise it's the same it's the same stuff and so um I am happy to answer any follow-up questions or clarification questions um but this concludes my presentation and staff recommend approval thank you uh now I'll open up the public hearing this is an opportunity for peers and persons to speak up to three minutes about the proposed UDC amendments we'll first call an individuals present to address the commission then remote participants to speak during the public hearing remotely press star nine if listening by phone and use the raise hand feature if viewing through the web link for phone access call 877-853-5247 and enter meeting ID 977-66341226 City staff will select callers who have raised their hand using the last three digits of your phone or by name if available accessing through the web link you will hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet area any television or background sounds we may hear you clearly for either method of participation please state your name and address at the beginning of your comments so anyone present who would like to speak at this time hi my name is um did you push the button on it I can learn how to do that thank you Mr Leonard um as I was saying Ken Garber 28 hamric Hill Court I wasn't going to speak on this one but um I'm pardon the pun I'm conflicted about this particular change I I really get Mr Leo's point that um in residential districts where we're looking at [Music] um redeveloping for higher density in the R4 districts around campus and near downtown you know kind of a 30-foot buffer total doesn't make a lot of sense it's kind of an anachronism but I disagree with their statement that we're currently buffering all the same from all the same this is just based on my personal experience up in here on Highlands neighborhood up on Pontiac Trail um this uh neighborhood is you know small single-family ranches mostly working class and in 2017 it was faced with um The Cottages at Barton green student housing development you know the most hated student housing development in town not just by the neighbors but by its own residence if you you can if you don't believe me check the Google Yelp um and other reviews and my neighbors on Sky Dale former neighbors I no longer live there um have to deal with the floodlights the noise the partying the garbage and if they didn't have that conflicting land use buffer and the developer had chosen to build right up against their backyards I just feel real bad for them um so I guess my point is that we're not always buffering all the same from all the same these are two very different are for a um well actually the obviously here in Highlands it was single family but you know we're not talking about rich people um and the the one is r4a this city this Planning Commission rejected this proposal by a 72 vote back in 2018 city council rejected it unanimously they ended up suing the city and the city ended up settling with them on very favorable terms to the developer so it got built um and uh you know I think it's a net negative for the city and for the neighborhood next to it and for its own residence terrible management anyway this is getting off the subject I guess I don't oppose this particular change but um I think we should acknowledge that it's a little bit more complex than maybe staff presented thank you thank you anyone else is there anyone that would like to address the commission remotely there are no hands raised at this time okay with that I'll close the public hearing and read the motion the Ann Arbor City Planning Commission hereby recommends that the mayor and city council approve the amendments to chapter 55 unified development code section 5.20.3 vehicular use area landscaping and screening section 5.20.4 conflicting land use buffers and section 5.20.6 refuse recycling container screening to amend the applicability and conflicting land use buffers and reorganize the section for improved consistency moved by commissioner white second number by commissioner dish uh discussion commissioner dish I would like to follow up on Mr garber's statement and just ask if I am misunderstanding something but the case that you described is a multi-family development up against an area that's zoned residential so a club would be required today a club is required if we because I believe if that development is zoned R3 or R4 and I understand it is r4a then it and it seems to abut if I understand correctly it seems to abut R1 something but R then the that development should have um should have I assume it does have a conflicting land use buffer and if we make the change it still would have to have it would not it would not have to have R would not have to buffer from r r would not have to buffer from r m to for in that case um number line um four if you will from the presentation I can pull it up um in order to what it says now is the portion of a parcel zoned R3 or R4 adjacent to a parcel principally used or zoned for residential purposes all encompassing so that means that yes a multi-family would need to provide a conflicting land use buffer from a single family but also a multi-family would need to provide a conflicting land use buffer adjacent to multi-family so we have proposed to eliminate that requirement entirely and not require residential to buffer from residential it could be discussed the chain there could be changed so that it'd be more clear that multi-family must buffer from single family zoning but that's not what it says right now it's all encompassing and all-inclusive and we are proposing that we do not require residential to buffer from residential so could I ask the commission to deliberate for a moment on the implications of moving forward with the proposed change or restoring a buffer between single family and multi-family in light of our density goals and other things Mr Hampshire I'll try to be quick because I don't like that idea for reasons that you're probably going to articulate better than me but I don't like the idea of requiring a buffer between single family and multi-family a I'm hoping that single-family zoning we can sort out through the comp plan but B I just I feel like that's a really extreme example and that's that sucks that you know they're they're having these issues but I feel like it causes a lot of potential Equity issues and exclusionary issues saying like we don't want single-family homes to be too close to multi-family I just feel like it sends the opposite message from what we're trying to do just as a city foreign since our goal is to um and council's goal is to enable uh the missing middle in our residential districts if I understand this correctly if we put a conflicting land use buffer between R3 and R4 but we permit those in all the our districts now we've put in this 15 foot on both sides in order to protect single-family homes and um yeah I would not be in favor of that also added to the lot size while there might be contiguous Lots assembled for larger developments a lot of these conditions are smaller lots and we're taking up a lot of buildable footprint when applying this so even in those multi-family requiring it in a large parcel may be negligible but when we look at our city as a whole requiring a 15-foot buffer on our smaller Parcels many of our multi-family Parcels are already non-conforming to our current lot size standards it becomes very difficult to create a feasible footprint within so further restricts our ability to create multi-family development and instead we see our multi-family turn into single family but as I would understand it if we looked at it just to kind of maybe finish this thought a single family home can be built on a multi-family parcel and if we made sure the club buffered a multi-family to a single family that single family on a multi-family parcel would still need to build a club correct so because it's not by use it's still just by zoning so even a single so we could end up with just single family because we're going to get a mcmansion because it's about square footage more than units sometimes and who can afford to create that landscape buffer instead of getting enough units on the site so I would not support also we still have setbacks so we're not going lot a lot with some of these buildings anyone else other comments okay I have one more sorry maybe I just public park versus Zone PL uh I believe in the final edits we're just down to public park and Zone PL parcel is no longer part of any of the language within everything that we've seen can Steph speak to why we're leaning towards public parks as the language instead of PL yes I can um right now only one of the applicability standards the fifth one where it says portion of a parcel Zone TC a budding residentials and or the pl um again I think this is actually and then the other four is just talk about public park I think PL is too broad too encompassing we use the pl district for any publicly owned land um and 99 of it would be owned by the city of Ann Arbor the University of Michigan or the Ann Arbor Public Schools and I don't think that we are um intending correct me if I'm wrong please but I don't think we're intending to require a buffer um affiliating language buffer adjacent to schools or to the land owned by the University of Michigan I think or even um maybe another city of Ann Arbor facility I the other four applicability requirements specifically say public park and I went with the I'm proposing to be consistent with those um obviously could be amended but that is my rationale behind I felt that the pl District was actually a little bit too too broad you could have a lot of uses within a lot of distinct and different uses within that zoning category any is there any like hardship to be able to figure out if it's a public park and maybe more specifically I think about like puds that often like donate portions of land those get rezones like um and because like do those become public park or like what is a public park versus The Greenway or something else do those all fall under public park do we have an official definition of it um the unofficial official definition is if it shows up in the pros the parks restoration open space plan there is a official list of city parks parks and natural areas are included and but that is our definition of um a of a park okay um so staff has a document to yes okay that's all everyone good ready for a vote commissioner Salve yes commissioner Hammerschmidt yes councilmember dish yes commissioner Lee yes commissioner Clark yes commissioner Weiss yes motion carries thank you all right moving on to item number 8C uh petition 2195 East Ellsworth Lockwood planned unit development PUD text Amendment proposal to adjust the East Side setback by four feet from 144 feet to 140 feet and the South Side set back from 4 feet to 68 from by four feet from 68 feet to 64 feet no new construction is proposed we will start with a petitioner presentation of up to 10 minutes um sorry the petitioner is online with the let the last four numbers of their no it says zero now it says smart Lockwood sorry it was just a phone number before they've been promoted to panelists Mr Lockwood our you there he was on I just saw them rejoin as panelists Mr Lockwood you can unmute yourself and and address the Planning Commission thank you sorry for the delay there good evening Commissioners uh thank you for for the time this evening purpose of our request uh repetition here today is to essentially clean up a conflict between the approved site plan for the planned unit development on Ellsworth uh with the text of the planning and development as approved previously essentially the setback measurement was done from the the midpoint of the building on the front and and side wings and upon a revision survey or progress construction progress survey we realized that the nearest points of the building were about between a foot and a half and two and a half feet depending on the corner uh closer to the setback as as written and that that's really the approved site plan was was measured and translated to the text about two two and a half feet off and so we're looking to clean up that uh that conflict between the proof site plan and the text of the Pud and that is what we're representing today foreign thank you and now we'll move on to a step presentation okay good evening everybody um so on your screen I'll go through you see you see some images I apologize obviously the first one's pretty well zoomed out but that shows the Ulta survey how this was kind of discovered is that the petitioner is doing a an altar survey during construction so um then obviously that survey revealed that that Foundation is a um as Mr Lockwood said about a foot and a half or so over on the two corners uh would there'd be the southeast corner and just the South edge of it along the front area there um so you can see here on a zoomed in an image obviously the yellow areas are the ones that are kind of just over that that setback line uh this obviously much farther zoomed out shows how it would comply with the the proposed setbacks is how we're modifying if you can see the yellow area here those setbacks move back uh it's about four feet there so you can see it's well within that setback there um within the the front and within the side area here and this is due we we try to when we're initially doing the planning are the puds as you all know they have their own Set uh setbacks defined specifically in there we try to give a little bit of wiggle room when we're building those because things like this could happen but unfortunately this is again something obviously staff can't change because it's in the zoning of the uh of the project this will ultimately have to go to City Council for final approval um so we did while it's not we've given four feet there it's really only about two feet over it's it's unlikely to change again because the foundation is set if you see the I mean if you've been out there lately you see the aerial photo it's not going anywhere now um so but we still just just in case we enable that little bit so that's really basically what it is there's no other change to the land use no change to parking any other thing within the um uh the project as as uh that was originally approved back in I believe it was 2020 yes so um that's basically it I'm here for any questions and staff is recommending approval thank you now I'll open up to public hearing this is an opportunity for persons to speak for up to three minutes but proposed text Amendment at 2195 East Ellsworth we'll first call an individual's present to address the commission than remote participants to speak during
