James so this is essentially page two kind of a continuation there of what's already been happening um and it focuses uh specifically on a particular job titles and giving either an increase or something that goes along in in raising their salary highlights are specifically bullet number one with the ad hoc committee to discuss alternate Staffing models the lead Master teacher model my understanding correct me if I'm wrong is that's similar to the model that came out from ASU where you had like a master teacher and then you had not Master Teachers I'm not sure what the the other one would be um and that person uh and it would have a more of a flexible uh assignment of kids and that Master teacher would have an increase as well too and the rest of them are pretty straightforward in terms of stipends that they have on there 50 cents to highly qualified Paras and training to go along uh with encouraging people especially with the hard to fill positions um sped teachers at the market demand box we've had some conversation about that as well to 7500 and then dual language teachers moving to a different salaries uh different point on the salary schedule so um I have a question on that dual language teachers they're not getting an extra stipend or paying or getting paid more it's just a correction right sorry if that wasn't clear yeah so our dual language Spanish teachers who are in two schools where we offered those programs they're already getting as part of their salary as typing that is Blended into their salary so it's not a standalone document that says this is your stipend it's part of the new salary so we have a tissue regular salary and then we have the stem salary it was a clerical mistake that last year on the title that were not added on the top as the rest of the teachers however on the on the context and everybody has been received the pay they're just not added on the title so that was something that came out on the conversations uh in the beginning comfort so it's just fixing the title what is market demand and what's the difference between market demand two and market demand one so market demand for those specific positions that are hard to feel or there are in specific special program and um it's hard to find individuals who are prepared to address the needs of each one of our most fragile students and families and so it's an incentive to attract them and so it varies from Market that demand one which you're going to see at the bottom in market demand two so we have five only two one is resource teachers um but market demand two is for those self-contained programs like Rye space uh there are five of them where our students May um have critical health and emotional needs that require a nurse that require a different aspect uh and more specialized training and so it's an incentive to say on top of your salary you get this market demand um the next slide relates to benefits and specifically benefits that related to Health Care Health Care my understanding is that was something that came to the board in March I believe earlier on in the year um just to say that all health care cost increases are going to be covered and that it's going to be communicated to staff during the month of April which is common practice now um I believe it's usually done through either staff meetings or through some sort of virtual method and they've had different ones across the district that are available to people so that's just kind of putting it down and writing for that and then the third piece is related to policy gcg which is also known as the medical leave Bank we talked about that in the first update so just having a committee form to communicate go through that process of having that medical or sick leave bank that is already in policy and just making it a reality more accessible we haven't mentioned board docs tonight but you know I'm sure people are really hanging out there looking at it thank you um our next slide and recommendation will address compression and that's um to increase or change the longevity eligibility and we're recommending adding a year three so at the completion of three years in the district um adding a thousand dollar uh stipend that would be paid in your fourth year and then changing the fifth year eligibility from fifteen hundred to two thousand so then that would be paid in your sixth year with the district and then year 10 increasing that from um is that 2500 2500 uh to four thousand paid out in your 11th year with the district and then adding a year 15 for those employees that stay with us for that long a six thousand dollar um stipend that would be paid out starting in your 16th year with the district does that go on the base salary then I'm sorry what was your question was that added to the base salary yes okay I factored into a pay for not into a paperwork okay I was just curious if is there anything then that would Factor it in if it's part of it I think it's it's separate so that's what I was gonna say it's separate okay because I heard you say yes so then I was like confused okay yes so it just it doesn't Compound on itself is what you're saying that's what I wanted to know thank you I'm sorry I misunderstanding the question so means this will help maintain Equitable longevity across all position oh we want to maintain that that it's um for all all employees in the district not based on the position that you hold um and the district will commission a new salary study to assist with compression issues to be completed by the end of December of 2023.
again the aoi full-time and part-time is set equal to the most recent data we have in the current year the total add-on weighted student count is also reflected of our awaited student counts for other disability categories English language Learners Etc and then and it's based upon the revised budget number two we don't have any other information and so we always default to the data that was in existence in the current year so this is the approved State K-12 education budget the 2023 base level amount which is the base number that's put into the calculation for our total funding note that it has increased by 2.92 percent we've already shared with you that the 0.92 is reflective of the elimination of the results-based funding allocation uh and that's now in our base level amount across the state so additional State K-12 budget parameters so the free and reduced weight There Was An approved weight increase year over year reflective here reflected here and then classroom site fund we had shared this earlier the fifty dollars per student increase in classroom site fund and then the district additional assistance that represents a 9.4 percent increase to the district additional assistance the largest that has been seen since 2000 and eight or nine for a long time and then the other notable thing is to look at that additional one-time funding so this was provided by the legislature eight almost eight point eight million dollars that is one time in nature we have um proposed a budget that places that 8.8 million dollars into unrestricted Capital reflective of that one-time monies sorry could you just tell me what the uh K-8 District additional assistance was in 2023 it's blocked out on my thing and I just would like to know for personal there it is okay you bet 50233 okay thank you and do we think that that's ongoing the 9.4 percent increase yes yes now whether it increases again is not known but we expect that we will receive that that will be the full amount that will be the full amount now yes thank you on the additional one-time funding was there a statute that made us so that we had to put it in the was there parameters on where that money could go no parameters we were absolutely able to either put it into maintenance and operations as a one-time funding level or unrestricted Capital so the recommendation from the leadership team to you was to put it into unrestrict the capital at least at this point in time okay and that's an additional one-time funding so we don't think that will happen again next year is it possible it's hard it's hard to know first of all it is a good question um so the state has been building up their fund balance year over year um in fact that was one of the reasons why they allocated out the additional one-time money because they didn't want to necessarily build their Reserve funds any higher than they are now but it's hard to know what will happen in the future so the proposed budget mno this is the maintenance operations budget capacity now so these are this is all of the data that we've already shared with you put on one grid the notable couple of notable items here the teacher experience index that is a parameter that is applicable to Gilbert Public Schools you can see that over time we are that that amount is decreasing the calculation is a Statewide calculation so we are being compared to all the other school districts in the state of Arizona and then the average teacher experience would would represent 1.0 so in Gilbert we're slightly higher than the state average reflecting that 1.0126 amount in addition the other important item to share here is the transportation Revenue control limit as is true every year whenever the base amount is increased by the lesser of inflation or two percent it's also applicable to the transportation support level the TSL so because of that increase the value of our transportation support level which is fully funded by the school Finance act formula that TSL becomes closer and closer to the transportation Revenue control limit which means there's less money that we are living against the local taxpayer so this occurrence absolutely directly positively impacts the tax rate of our taxpayer here in Gilbert Public Schools and you can note that the it resulted in over a million dollars in savings that we will not have to Levy this year that we levied in Prior years so comparison of mno budget capacity with budget balance carry forward the last few years we have shared with you these grids without considering the budget balance carry forward in this particular grid we are including the budget balance carry forward because that's going to match the figure for maintenance and operations on the budget forms that are included on the agenda item however note that due to the budget balance carry forward it actually is reflecting almost a 16 million dollar reduction in but in budget year over year we wanted to remove the impact of the budget balance carry forward to to show the true increase in ongoing funds to ongoing funds year over year and so we are sharing the next grid that excludes the budget balance carry forward to remove that impact and you can see that the new money year over year is just under 5.5 million dollars and that's important so now that we know what our what our budget capacity is for um for Gilbert Public Schools we are also going to share what our proposed mno spend changes are and you have all seen this and also reflected here is the pay increases that you have already approved so first the premium holiday credit crediting back to maintenance operations as well as the decrease of personnel due to that 400 student reduction so that totals a savings of about 3.1 million dollars these are non-discretionary budget budgetary increases so we have limited or very little control over these cost increases and so we try to estimate them as best as possible so the medical insurance premium increase of two percent which again you all have already approved it does if you remember include that that out-of-state multi-plan Network cost which is an improvement in our offerings in addition we do not know what the inflationary figure is going to be for January of 2024 we are anticipating that it will be higher than the dollar per hour that was already approved and so we're holding back about a half a million dollars for that possibility General inflationary increases we've shared this over and over with you primarily in the fuel cost going from two dollars and 20 cents a gallon up to over four dollars and eighty cents a gallon and at one point over five dollars a gallon for diesel fuel along with other Supply increases custodial supplies all those things have all seen inflationary increases and then special education increases always have budgeted some increase in special education costs and then finally The increased Arizona State Retirement due to the environment as well so all those are accounted for and that's about 3.56 million did you have a question can you just explain the special education increases what would that entail so generally speaking um we we are not necessarily seeing more special education students but generally more complex and so as the complex more students with disabilities with more complex disabilities which do impact the cost associated with meeting their individual education plan needs so it's primarily in those types of changes so the discretionary budgetary increases that have been recommended to you some of the details in that first line about a 300 000 increase in costs set aside for hard to hires and years of experience we have struggled feeling hard to hire positions over the last two years given the pandemic and so many of our high Quality Personnel retiring and so we we held back a two million dollar budget to to be able to have the flexibility to attract some of these hard-to-hire employees and then addition of 12 art teachers which you all have already approved and then finally a 15 per student Supply increase which does include the additional art allocation so just to note that this is in addition to that one and a half million dollars of inflationary increases any questions on any of that so I know we talked about this before just remind me what kinds of supplies does this cover then if it's it's beyond just the art allocation it's yeah the art allocation is about two dollars and fifty cents of that fifteen dollars instructional supplies have all increased um can you give me custodial supplies Warehouse paper yeah all of those items oh okay okay per student it's not necessarily student supplies correct it's the additional allocation that's the discretion allocation out to each of our schools okay thank you it would also it would also offset the cost of overtime our schools bear the cost of having any overtime attributed to any of their personnel and of course with the increases in salary their overtime costs are increasing as well to trying to provide additional resources for all of our schools to offset some of those cost increases yeah cool question so on any of these discretionary budgetary increases do we get any reimbursement from the state going even back to special ed if we have more complex students coming into our district disparity type of grant money or funding from the state that they reimburse us for those class so in terms of Supply the answer is no because we have the new budget so it's included in the new budget and that inflationary increase to the base level amount that 2.92 percent however if we have more complex students with with a disability that's a higher need disability it is possible that in that weighted student count when I shared with you that we're keeping the weighted student count the same because we don't know the students at this point in time with those special education needs so it is possible that some of those weighted students would come back with additional funding so that is possibility yeah and just when you mentioned about 250 for art supplies that's per student per year per student per year yes I just I just want everyone to hear that two dollars and fifty cents for all those art supply per student per year yes well that's the increase right that's the increase associated with the extra day right okay that's true that's right it's not that's not the only okay all right allocation yeah okay yeah that's the increase and these are the approved pay increases so the hourly staff increased wages by a dollar per hour just a reminder that represents somewhere between three percent and seven percent of a pay increase depending upon the hourly wage of each individual hourly worker and then exempt staff it was awarded a three percent uh ongoing pay increase for all exempt staff from teachers all the way up to administrators and other exempt support personnel I have one question on this so the five hundred thousand dollars that may be in addition um will this also deal with uh we have to increase the minimum wage those those who are making minimum wage that's the requirement will this also help to increase others who are hourly workers who are maybe supervisors or I just don't want us to have that compaction that we had before and yes the half a million dollars is intended to do that it's just a guess but Our intention is that we will not allow that compaction to occur and so if let's just say the minimum wage requires us to go up another 15 cents an hour we would do that across the entire base of our hourly workers and that just the minimum wage earners all right thank you any other questions on that okay great so this is our total budgetary increase need so available budget this was from the mno budget capacity that was shown to you on Slide 19.
but they shouldn't be using [Music] the phone shouldn't be out in class though okay let's just survey is safe this is yes and if they want to have it at school with them and have it in their locker and do it on their breaks I don't personally I don't think should be used at lunch that's a different discussion but if the phone should be out in class the phone shouldn't be out in class because you know Snapchatting or Facebook or any of that in the 50-minute classes yeah yeah Caroline one last word I just want to say that it's not just a 50-minute class it's an eight-hour day where we get no breaks throughout the day we have our constantly having to go for chemistry countless there's no breaks the only break we get is that like you know maybe after two minutes at the end of class teachers are like okay pack up that's all you get like the three nights in between classes we are sprinting to get to our next class so that we don't get late slips to you know get detentions like there is no like even some teachers they ban bathroom breaks I've seen that because people like just go and they I don't know just there's some like things where we get no breaks like even the time is limited in the bathroom and I just think that if we talk about taking it away the only thing that you know is kind of stopping the students and also like hard drug use has gone down in a long time and that's when people use as distractions to take away from their everyday life how terrible is you know people talking to each other on Snapchat rather than them doing cocaine in the bathroom like there are some numerous studies that that is what people use as distractions years ago and I personally think that that you know most of the time is talking with friends and that's how they talk like I know at lunch maybe I won't speak out loud some of the only plain like you know who know on our phones um of course yes all right so um you see my report but I'll highlight some of the things around here so [Music] um here we started off the new year um internal Administration and Cara and myself we also started the kindness campaign uh in the fall it was very exciting actually it's December but um in our football athletes became state champions when they paid we had a lot of um activities during the year um homecoming we've got a winter ball back we had a great prom at still thinkers that was very well intended we did 150 kids that went to that fall festivals art shows I think I've included a link there to show you some of the art show work um academic Awards we had in there we had a National Honor Society and you didn't have Honor Society ceremonies concerts plays in fact they had our first musical in 10 years which was exciting um this year is our refresh day we held it for the whole school at once where it's used to bring it up between um high school and middle school so we decided differently this year um we had many drills this year we conducted a drill every month and worked with a various different situations inclement weather like in tornadoes low-level law threats we had a um we had the full evaluation drill on May 22nd which went really really well um and in fact this was not in the report but we just um got some donations from koopman's to get 75 buckets Alice training recommends having these build buckets which is basically like those buckets you see at Home Depot and there's various supplies in there so for some reason we had a shelter in place for many many hours and the kids couldn't leave the classrooms a button that can be used for as a reported as well as the valve test supplies and it's overworking and getting some donations to get all the supplies that go in those but we just got to the 7-Eleven um we have some other um activities coming up soon yeah Mr Richard Cameron he comes to us from Sunday mass collaborative he's a welcome experience and skills and we're currently in the process of contributing for the second principle those interviews will take and we're also working towards that because [Music] it was March Carol and I went with Lauren lawtube to Holy Cross where she was celebrated with a superintendent's award but she was also honored for that graduation and the principles of work went to Alexis German for academic highlights we had PSATs back in October um this may was just a chock full of AP testing 150 [Music] uh we had some academic Awards uh in May where there was 26 students um College book awards um we had some students represent our school as you know leadership seminar called the Massachusetts U of Brian youth leadership seminar um he also had some kids represent us at the American Legion auxiliaries girls and boys state programs ainsweb um testing takes place as you know in the fall the winter and the spring we already went over some results after the winter um the middle school is currently conducting their final testing right now actually so we haven't seen results yet um MCAS we're wrapping that up finally with our last session tomorrow with Maya empath um and then we just might have a couple makeups from that um this was not the report but Lori had asked me a great question so I'll add it in we have um we had five students apply to ask vet uh oh I'm sorry we had eight openings like we were allowed to like have eight applications of foreign students um five students applied uh one ended up declining but we have four students going to um going to investment and Greg is coming working right now to compile information about which students are going to provide the schools I don't have the two numbers quite yet um the counseling department gave us all sorts of statistics about the class of 23 that was in the report um but just to highlight a few things uh 85 of our graduates are headed out to college um with um 58 of them in state and 42 of them out of state 80 of those are two-year colleges and then we also had seven percent of graduates going off to Career Education or apprenticeships and training programs things like that and we had um seven percent go into the workforce and I believe there was I don't know I was supposed to hear that we had one going to be military um we also um this year had um panels for juniors about the College admission process and we had several College Representatives come to town to talk about there um from the counseling department they also um we added a new role this year so we had a new um we have Katie Schmidt who joined us who's um whether it was two people before um and so that's been very helpful they started offering something called lunch with a counselor this year which gives students an opportunity to come in and talk to them while they're having lunch uh therapy dog Hannah continues to come in a couple times a week we're not sure how many more years she'll do that because she's getting older but everybody loves Hannah you feel happy they started electronic check-in system in the counseling department which is nice because for a lot of reasons it allows us to keep accountability for kids to make sure we know where they are it also allows counselors to follow up with somebody if they're busy with somebody at the time and we can you know track data about how many kids go in there I believe they said they logged over 5 000 student visits this year but that that you know relates to a whole bunch of different um reason so some of its scheduling some of his academic course planning progress meetings post-secondary guidance college career military research scholarships are just tech support transcript requests Student Records registration daily check-ins checkouts psychological testing um you know some of it has to do with 504 I have a few combinations but also it was for students to talk about stressors and crisis management um they also updated their list of all the outside supports that are available to you which they share with you as far as analytics go as I already mentioned our football athletes who are the three championships our girls varsity soccer made the state semifinals and then we also had various varsity teams like field hugging always soccer girls and boys basketball baseball girls lacrosse we talk about the elevated to State tournaments um the student council provided us some information about all the different things that they do um in the beginning of the year they start a voluntary orientation before school starts they also have their kids help with the first day of school to welcome everybody um the spirit weeks they run dances they have all sorts of competitions like Deck the Halls um the haunted hallways and all those things are part of what they do uh the dances as I talked about they have a lot of food drives clothing drives um they attend many conferences throughout the year and um they had a lot to do with refresh today and as I said there was a clip to move from the art show which um I think some of these things are still out there it's amazing I think so anybody have any questions just curious what's the current student population with the middle and high school combined total if you don't have the preschool Legends it's about 10 visits per student-ish you know obviously some days never go and some kids go along so one of the things I heard a lot this year was how seniors or students in general have a lack of opportunities and so far because of our size like opportunities after schools right you list here that 50 College 50 different colleges you came to campus to present their school but almost all I mean 50 something of the applications were only to three schools [Music] yeah it's UMass right it's Facebook yeah qcc which is uh yeah it's a community college right UNH that's private right that is that private aggression yeah because you're out of state right yeah is very close to us for the majority of applications in 24 for UMass 17 and 14.
thank you you're paying 20 80 yeah yeah right okay uh anything further all those in favor aye and what it falls okay uh princess reports a handout and so it was unable to attend this evening or for personal reasons uh out of state travel we have two you do have a document uh that outlines uh some documents that we would like you to review before the next meeting uh which the principal then will request a vote on these documents the first one is a student handbook with outline changes so we'll be looking for the committee to I was approved by the school council um so we're requesting that you review it over the next couple of weeks and vote on its next meeting the school Improvement plan was tentative uh tentative school council approval and final vote was on uh final vote is on 6 13 23 which is uh next week uh the principles presentation uh will present it uh next next meeting and we'll be looking for a vote on 6 20 23 and the draft Equitable grading practice policy in implementation plan uh you have a copy of that also written policy and implementation plan for your review grading for Equity administrative team presentation question and answer and vote on 620 so the administrative team that developed and put the plan together along with um the review of the principal myself um will present it to you at the next at the next meeting but you have a copy of it for you to review and then uh the last thing is a tentative final student report will happen on the next meeting Mrs Fitzgerald yes I just wanted to make a comment on the student handbook that it's nice to have the changes delineated on a separate sheet so that we can refer to them instead of having the crossouts and marked in red and whatever if you had any questions so but whoever came up with this two sheet and I also complement the fact that it's down to just two pages of changes or additions so thank you you're going to take credit for that channel no no no no I only take credit for what I do um but in any case I did want to make one other comment that as I sit here uh thinking and we've been talking a lot about the different uh about the school Improvement plan and particularly about the student handbook and there's been a lot of conversation about uh a cell phone and the use of students in using cell phones so we may have some tentative language for you to look at in terms of a policy for that next meeting um is something that I'm putting out there that I would like you to review as well some of the conversations we've had so I could at least get some of your input and feedback on your thinking on this whole issue you know also outline the uh communication that the the commission of education has put out there about cell phones as well at the next meeting Mr Cyril uh thank you um three Mr chair a question and I'm looking at uniform policy and it comes back to the whole thing what are we doing for enforcing uniform policy because it keeps coming up um uniform policies on page 35 36 so 34.
um there is current proposed legislation um they were going to go back and check with Folks at csde around any other resources but um that I didn't hear back from them and it says as far as an opt-out survey is anonymous but I wouldn't see why you could not enact an opt out option so let me show you here I think I have the website the questions in this thread because I mean because at the same time once we uh review and approve then those are the questions that the parents would be able to uh also look at right because then we give them the right in this policy to review any uh survey questions being administered in writing like isn't there something right yeah they have the right right so it would be like whatever in the year they're being ministered at some point in the fall like you would present this with what you would feel as the you know final version of the questions and then the subcommittee would would uh would review and then present to the full board I would think right it'd be something to that effect yeah you know I mean I'm I'm comfortable yeah I'm comfortable with saying review and approve um because I think at that time because it's not like we'd be coming up with the questions right it's just more like staff has presented the questions with the proposed you know choices or whatever however they're going to be you know you know proposing answers and stuff and then then they're reviewed you know that's kind of just there's that line of accountability established yeah and um the reality is the board could approve whatever they want if it breaks the law we can't do it per se right like this goes back to the whole Mass issue so I think when we present it is as I just said you know in the email exchange I had with uh sde earlier this spring you know they mentioned the fact that the this law is under review and it may change and you know I don't I've kind of given up on reviewing a lot of the the laws at this point in the game because they change every 10 minutes and then you'll read the implementer bill and everything you thought was out was in and vice versa um so I I follow certain things but this one's been a tougher one until they pass anything so I I think we can say um review provide feedback and approve the survey at least three months prior to Administration you guys okay with that and obviously I mean if there's some sort of question that's either previously been identified in the law or or by the committee that was required by the law um or if uh something changes in this law we'll be able to you know Mark those questions when we go to the committee right um and I do but I do I think it should be um a past maybe passed by the subcommittee and approved by the full board that way then the board gets a copy and then you you know you have it as an agenda item and vote on it um what we're doing there or would it be a report well yeah what we're doing there is now you're voting on it you think when trying to think just in terms of our protocols so huh if it's just an instance where the state law is vague and gives us latitude yeah what do we take um and I'm just trying to you know remain somewhat consistent with our current practices uh and think this through for a second in terms of the approval process so the curriculum committee approves it then the board approves it right under that hype make their report saying we went through the questions we find them agreeable what if the board you know board only has to approve it for three right uh right yeah there would be no super majority are we it would be like a motion coming from policy right who would be you know motion to approve that's what I was thinking too like reading a typical protocol on this thing yeah so it would be approving the crit the uh climate survey through curriculum as presented yeah that would be the initial that would be the initial motion um and then you know if there's Shenanigans after that so be it I guess right amend the motion well so be it to a degree but then we're ultimately required to administer it legally anyway right so then so then the motion you know would would have to read something like uh you know uh as approved and uh uh some reference to state law I guess you know kind of put a like a little extra zing in it yeah you know because that that's saying like staff went through constructed the questions curriculum committee reviewed and approved uh and that as far as curriculum committee is concerned everything is is uh copacetic and ready to go right and that would be the motion you know in a nutshell you have a hard time believing that it would pass the curriculum committee and fail at the board multiple times before that's what I mean that's what I mean right I have a hard time believing it but crazy things happen we've been there yeah I'm just trying to you know think of potentials um well I mean once it's emotional you know once you're in the discussion and everything and you know there's a Latitude there and things get wild I mean we made it through we made it through because I'm brainstorming do we say that if it fails the board on three attempts in order to comply with law we would give the previous administer you know previous version or you know I I just I don't want to lose sight of the fact that ultimately we have to give the survey one way or the other uh whether it's approved or not and again I think it would be wildly unlikely that the committee would maybe I'm overthinking this and maybe we'll we'll cross that bridge when we get to it if we ever get to it I doubt we will but the committee passes it and then the board doesn't pass it and that happens you can't just filibuster the school climate survey we have to administer one that's all I'm thinking well I don't I don't think you'd be able to filibuster it like I don't think one person and if it's a majority right not not like I mean I meant just drag it out drag it out drag it out like if well you'd have to have four votes to drag it out or to have it right right yeah you need to have four votes right I mean at that point it's at that point it's the will see I I like that three three fails that's I I find that interesting I don't know if that breaks any kind of rules with Robert's Rules or anything um but uh don't forget about the time constraint because what you're saying is three months prior so does that means that we have to revisit I don't know yeah you go back out you get feedback you go back to the curriculum committee that's why I think it's really unlikely if if four people voted against it it would have to be well if it failed three times then you have to have a special meeting right that just to pass that I mean essentially right that's that's what that's what it would come down to if it was like something so contentious that it failed three votes you know when you couldn't work it out I kind of like your suggestion Jeffs with the mechanism on making sure that we administer eventually administer something yeah and I think you know honestly we still haven't evaluated all the results but I really don't foresee the gender question which was the the question that was the lightning rod um being on the early you know childhood uh surveys again I think we would make that recommendation I think it would pass but you know I'm we're right when you write policy it's until somebody changes the policy so it could be a long time and you guys have seen policies from the 90s so right you know if we build that in we can always change it um this is a a first cut it's something like this well then I I think maybe three uh three failed votes and then build in a deadline what you know like what about uh one week because then because when the when the board votes in there and they're voting on that third round if they got to a third round right right and then policy says well all right if this fails you have to have a meeting within one week to solve this issue because of the time constraints to then allow the proper you know just uh the what would be the construction of the actual the final uh survey and then and then building in time for parents to be able to review you know that way there's that mechanism that's built in you know and then people read will read the pause and go wow something was really wild with this survey at some point when they read that that big mechanism in there honestly if if something anyway right yeah what the hell happened to create this but um you know it's uh but I think it's it is it's a good uh it might be a good mechanism to have just in case I mean right now I just uh you know counting votes on my head I don't think that would happen how crazy or not they might be right so I think that having a backstop is would be a good idea thank you okay so if it um fails three votes with the full board then what transpires we review revert to um so the previous year or we have a special meeting would have to be called within one week to resolve the issue and then we'll bring you know and then we'll we'll bring this up at the next business meetings yeah everyone feels about that right well you know I'm going to email them immediately after this you know yeah so they see it so what if you don't come up with a resolution after within this special meeting though Adam that's it's still deadlocked um yeah well that's that's the uh we have to right that that's the right yeah that's kind of the point right if it can if it can't be resolved at that point we need new board members and we'll give last year's survey right so okay so the fallback we need a workshop at that point yeah yeah so at that point then you're working on a swing vote in public which is fine you know wait we've done that before a long time ago Jeff wait right we'd have public meetings where you had had a swing boat you'd have no idea where the hell it was going yeah decide in real time um you guys can see that now right yes so the safe School climate survey must be administered in accordance with this with the state of Connecticut Law the curriculum committee will review provide feedback and approve the survey at least three months prior to Administration the full board will review and vote on the survey if it fails three votes with the full board a special meeting will be called the one within one week to resolve the issue the district will uh include the month year you know that's the part where the cursor is linking there did we want to indicate you know if it can't be resolved at that special meeting it'll it'll revert to last year's version I mean it just shows that you have you can't not do it and you can't repeatedly vote it down to not do it no I think it's it's that the the policy is giving the approval to the board it's the board's responsibility to solve the issue yeah in that in that fight in that extra meeting you know at least that's how I feel about it I don't know believe it as is yeah I'm fine with that and then you know it'll go to the the the board will look at it and then we'll have we'll have comment um you know when uh at our next business meeting well our next meeting is going to be don't forget June 29th 6 30 6 o'clock before other meeting um so we wait a minute are we bringing this forward as a first so I think what we were hoping to do was to have something in place for next year the more I think about it however um the reality is we're not going to be administering the survey next year at all if the law stays the same we might be better off sharing this with the board and taking it up in the fall I don't know how you guys feel I mean I'm not opposed to moving forward as we have it but if we want it in place for the fall what would have to happen is you refer this policy to the full board um the board feels for good cause that it should be adopted after the first reading if they have five affirmative votes they can waive a second third reading no no that wasn't that wasn't oh no I I thought we were because like you said since it's not this isn't really a policy that would be relevant for another year and a half now we can just keep moving on with the process right yeah um but well but the other part of the policy would be very relevant to the beginning of the year right because it'd be part of your packet for any other yeah but you know what I mean because it's law I'll send something out anyway that says we don't have any federal surveys you know but um the law anyway and if we keep going you know in our normal process you count through so we could probably hopefully have a third reading approved by September yeah right you can get all this because we already had one reading so this will be the second reading if we do it in June and then you know well we can do a policy meeting in September I mean whether or not it's a I would rather have more time to have people put eyes on it and give feedback right but I mean once we move if we get this if we move this to a second reading and the board looks at it in June the third the the next policy meeting we're going to occur to August so there's technically a full month uh actually yeah there would be for review for anyone else who wanted to review it before we had our meeting anyway because our our policy meeting probably wouldn't occur until the second half of August anyway right right um so I know I'll be on vacation in August yeah we usually don't do it until until September anyway yeah yeah so yeah I think that'll be as long as it's not going to mess up any of your uh your forms for you know like the the big p you know check here and approve 100 forms yeah the parent packet you know parents seem to like that yeah right as opposed to putting their Hancock on 706 pieces of paper that are required by our legislature absolutely anyway for our attorney um so let's do that then I I appreciate that let's let's roll with it as is we'll send it out to the board um you know now say here's what we crafted look for you know if you have feedback reach out to you guys and and me and um we'll we'll go from there we'll we'll do a second reading at the next uh at the 29th when we meet okay all right sounds good um so do you want to move or do you want to do all the Motions at the end yeah no um I I got I got messed up because I I forgot we didn't have a first reading uh this time so uh Sam if you don't mind I guess I'll I'll make motions for these does that sound good yeah okay um uh so uh move for a second reading um policy number 6159.1 instructional Arrangements teachers aides and policy 6162.51 surveys of students student privacy um is there a second second um okay any additional discussion um seeing none um all in favor to move to a second reading hi all right is unanimous of those present okay thank you Jeff will move to uh third reading um the first one is um 422 um again this is something that we reviewed it's the title one school-wide programs um that just language that we had to include okay I'm teacher aides and paraprofessionals pronounced certified gee why don't I remember this one but uh this one doesn't feel familiar um visit the Atwell employees part or is it this is all new entirely it's all new I mean we already have job descriptions that were approved and everything oh is this uh it was this um Sam were you discussing something like this in your in at your school system like this yeah you had a problem there or there was a problem there or something um because we um the positions were short-term but they still conflicted with so we hired kindergarten aides and some other um you know responsibilities for very similar to our cias so then the cia's pushed back and so on so but I guess we got away with it because the AIDS are temporary so I don't know how this is going to work Jeff if depending on which language you would go with right yeah I think it boils down to whether or not you create a position like and that doesn't mean so we have a few hundred IAS to look we already have that position it's not like and then if hiring another IA is not creating a new position um that's a job that already exists uh but maybe the work around there was some sort of temporary Coach position then I think you'd have to deal with your your unions on that too but um we don't really have any issues as far as this stuff goes where we are right now and I think if you're creating a position you'd consult with that particular Union yeah to tease out any of the responsibilities I think for us it was a rushed move yeah so it's where the days you know of covid um the other item we had was uh this is the uh for students on homebound not a homebound uh homeschooled excuse me share this one it's like the the clean break policy yeah right so we're not allowing students who are homeschooled to go part-time and that it says participation in extracurricular activities is governed by ciac but that's only for 9 through 12.

make sure we are ready for the next activity here in the cafeteria so thank you again for joining us
so I've kind of seen how all of this is developed um several years ago when Lockwood was being proposed the residents surrounding the project were asked for input after looking at the preliminary site plan I suggested to move the building back about 50 feet and keep as many of the trees as possible obviously none of that happened in essence the property was erased of everything it it turned into a hilly landscape into a flat rectangle um I guess I have several questions one is who is accountable for the mistake in the location um second why didn't the city inspection process catch the mistake before it was too late to fix it um and I guess what is the point in having setback rules if they aren't going to be followed and what is the the compensation for the adjacent Property Owners because a variance from the initial proposal was not put out there um and that didn't happen and it appears that this is going to happen anyway because I don't think they're going to move the building um but as an adjacent property owner I'll be basically living with this mistake for as long as I live in my home and if you've been out to that site that building is right up in your face it's three stories high um and it's it's huge thank you thank you is there anyone else that wishes to speak there's one caller virtually I'm sorry thank you again commissioner Salve Ken Garber um yes I don't really have an opinion on the setback adjustment I think you as Mr de Hart said you pretty much have to Grant it um I agree with him that it's unfortunate that there should be some accountability but I want to since we have Mr Lockwood um here if I were sitting in your chair I would have a question unrelated um and Lockwood committed to an all-electric building with the exception of the commercial kitchen um actually a small correction the building was approved in February 2021 and a few days before city council approved it um Steve gabras vice president of development confirmed that in a letter to Mr Kowalski that Lockwood's committed to doing an all-electric Heat um so this wasn't written into these supplemental regulations and I'm just curious how's that going um and what kind of HVAC system uh is being put in because the building is pretty far along um so um are we talking about air source vrf individual unit heat pumps geothermal perhaps um maybe one of you shares my curiosity and will take advantage of Mr Lockwood's presence online to ask the question um that's all I have to say about that thank you again for your Indulgence thank you anyone else can I make a comment to that you do have do it I don't know we have you still have a minute left in your time from what I saw is that it's I think maybe up to the discretion of the chair but you've when you step away from the podium relinquish your time your public comment period and my opinion would be over but it could be at your discretion Madam chair I just simply want to State enough sir and and that is that I the the natural gas pipeline goes right in front of my house just inside the right-of-way easement and I do know that they did an excavation across the road and hooked that building into the natural gas pipeline thank you is there anyone else in the room all right is there anyone uh who would like to address the commission remotely there's one hand raised Adam yes you have permission to speak hi this is Adam justkovich 1430 Las Vegas Drive these setbacks are already quite deep such that a few feet barely registers as a rounding error or in the parlance of our times a nothing Burger I find the idea that this would be objectionable to be risible thank you there are no other hands raised at this time you closing public comments I will read the motion Ann Arbor City Planning Commission hereby recommends that the mayor and city council approved Lockwood of Ann Arbor development of 91 or sorry 2195 East Ellsworth planned unit development PUD zoning text Amendment moved by commissioner Hammerschmidt second by commissioner Lee we are now in discussion commissioner dish I'm sorry so I I would like to ask the questions who so the mistake occurred because the site plan was improperly translated into the text of the Pud is that that's what I heard said is that correct well I I don't know exactly we have a set of site plans that we review initially that have a number on it and then that that number like I said we give a little bit of wiggle room versus what they propose we're not intimately involved with the surveying process and all that of course of laying it out so we we build our our number of setback that we get in the Pud regulations based on the site plan that they present at that time so I I I'm not the survey I don't I don't know how who like we wouldn't have gone out there and surveyed it ourselves um we don't the city does not do that um so I think during their process of financing and whatnot they need to update their Ultra survey so that's how it was discovered so I don't I don't know if the initial survey was just off or if I mean the like I said the set packs that are in the Pud regulations are not exactly based on a number that we gave a range and it just happened to fall just but not enough of a range like only a foot and it just fell outside of that range so I don't know whether the initial survey was off the setbacks again it's not like we said an exact number in there so translating the survey to the setbacks doesn't it's not really a direct correlation initially okay so you're saying that the statement that I think I heard which was that the approved site plan was translated into the text of the Pud incorrectly is not a correct description of what happened no because the the approved site plan fits within the approved PUD regulations so yes the so right I don't know exactly what was meant but I mean I think that was yeah might have been a little bit did I did I miss here or so we do still have Mr Lockwood on the line and um I think what planner kwalski was uh saying during his initial presentation is that there are allowances made for certain types of technical discrepancies that may happen throughout later surveying but that this nevertheless did um uh move yet outside of that wiggle room that was initially uh allowed for but perhaps the um petitioner can assist in this question Mr Lockwood would you mind sure sure I think I think that's an accurate description I think that my my understanding and this may be more of a question for our civil engineering team is that the measurements provided on the the site plan that that was approved based on on the initial survey were not uh we're not dementia from the nearest point of the building and the building appears to be square to to Ellsworth Road in just a visual review but it's it's actually offset by well across the span of the building by about a foot and a half and that's that's my understanding of where the discrepancy came in into play and then when we went through the process of having an interim survey done by our uh as as in accordance with our our lender which is the state of Michigan um we discovered that that issue that we were that the the um the building is as I understand it on the approved site plan was slightly outside of the the setbacks prescribed in the Pud and at that point we initiated the process of making sure that everything uh matched up okay so I think the question that the re that concerned the resident uh is concerns then the measurements who did the measurements that were off Mr Lockwood I'm sorry I should be be more clear um you're saying that the measurements were done incorrectly that they were whatever your reference point was it actually set the building slightly off from where it was meant to be who would have been responsible for those measurements I think is the question that the resident would like to know sure that would be the the surveyor and uh civil engineer who let out the site plan so I think the the measurement was from the middle of the building and and not the the nearest corner is my understanding mm-hmm yes and the plan like I mean I can verify when you look at the original approved plan it scales correctly to that those Dimensions based on that survey that was provided at that time so again I think there's a it was possibly a surveying area of where they centered that is we're kind of and I I know Mr Lock when I were trying to talk to survey survey talk but again that's where that uh that's where that error came in and then when they re-surveyed it I believe they probably used a slightly different centering point I mean we're not talking about a lot on a big site here but I did go back to scale the plan to say well okay well this the site plan it was that really because obviously you can scale of our site plans was that exactly like was the site plan number off just an error on that thing but it scales correctly on that based on the survey that was submitted and that site plan was built upon that survey and then we made the setbacks with a little bit of wiggle room upon that site plan that was based on the survey that was submitted so that's kind of a convoluted way so I guess we don't know exactly where ultimately I would believe it would be the civil engineer or the surveyor that would have to Define define exactly where that error occurred and what they were basing their measurements upon yeah and I I don't think we actually need to do a whole forensic analysis but I uh there there was um I wanted to just make sure that there wasn't an implication that the city was at fault and in the end we are talking about um a foot or two so um it doesn't seem all that distressing then um I would like to again give voice to another residence question which is so um I wonder uh Mr Lockwood if you could tell us how you are actually going to be heating the building were you unable to fulfill your intention to make it all electric heating or were you so to to address that right now uh where the the building is is primarily heated via a high efficiency natural gas boiler system which is I think that what what was discussed at the time of approval is that we would submit a waiver to the design standards of Michigan State Housing Development Authority which in their design standards man at the time at least mandated that gas and hot water be supplied via Natural Gas heat and that that waiver request was submitted and and was not approved are you good commissioner dish anybody else I have procedural questions um as I understand PUD if it's not written in the Pud it falls back to our base UDC text correct well for what what what kind of so I um because we removed planned projects and created a language about averaging a setback a front setback just as part of our base UDC and our base UDC also has minimum or maximum setbacks I'm curious why that part of our UDC that allows that setback averaging didn't apply to this project well I think we would have to probably specifically because we wrote like if it's excluded you're saying it would if we don't write it in there then it's automatic but we address the steps back specifically here I think it'd be different if we didn't address the setbacks then that maybe that would kick in that qualifications but we we do address the setbacks here and we don't allow for averaging specifically in these puds so I think if it was if we weren't noting a setback specifically here is the range then it would fall back to um that that underlying zoning District so in a PUD outlines a setback it's a firm number it doesn't adopt the same flexibility as the rest of our EDC we look yes that's correct because again I looked not to not to avoid coming to a board but it was a relatively minor issue and rather than driving you know the this project affordable housing project through these Rings again we but there's simply no way correct we exhausted that it's a zoning it's set in there it has to be by Council and there's no other way to very give uh like if we would have written that in there initially that might have been a good idea and now we've learned from this as well as giving maybe a little bit of extra flexibility within our Zone like I said I thought I built in a little bit but you know there may be some ways of looking at that kind of thing in the future to give the planet commission or staff well a little bit of uh that we judge judgment maybe at that when things like that fall into play that goes to my second question is if this was a buy right let's just say it was approved and met all the standards would this and it had other than the variants would this have been an administrative Amendment if this was a buy right project instead of coming back through no I think so because we've got that scale now I'd have to pull up the code it's shifting it would be adjusting the setback slightly it would at least be an admin I think it would just be administrative I'll have to pull up the code to it wouldn't if it's still fell within the approved like the required setbacks then it would it wouldn't have to go all the way back to council I know that so it's but I'd have to look at the code really quickly to see whether it be administrative or Planning Commission but to like re-review the site Planet Planning Commission exactly because it would be a minor change and we built in some things with our last revisions to allow buildings to shift slightly for exactly this reasonable buy right project if it comes in a foot and a half over we don't have to go through all of them if there's so we did build that in but again I don't Mr Leonard's looking it up but let me I can yeah I'm curious I'm curious I guess you know as you're digging I'll explain like the uh the the burden of the Pud the burden or benefit of the Pud and if those actually balance out or not um relative to uh what we're asking for in a public benefit like I know we have affordable uh housing in this we're not getting the electrification unfortunately um but going through this entire process again like PUD does not have a clear second step and right now we have a I'm a little excited for that comp plan because what we see is peop pushing petitioners into puds because the discomfort of zoning and then not only is there the hurdle of the Pud there's the continued hurdle of a PUD um so that's what I'm like what would this look like if we were actually could rezone things or site you know this is where tc1 or any other Progressive rezoning will help more birray projects to hit our goals so commissioner Andrew Leonard to your question you have uh the this would fall under a revision it would likely fall under the revision of moving a building placement either more or less than 10 feet um in this case I think it would be less than 10 feet if I'm understanding that so that would be a site plan for planning manager approval it would that would not require um but but because as you said the Pud when the Pud is used to specify we recently had another example of this with um Beekman on Broadway where yes the the more that a PUD constrains that project at the outset the less flexibility it's going to have going forward so this is if it was by just to kind of play out the whole scenario if this was by right it would be a planning manager review versus a Planning Commission first reading second reading city council three public hearings yes that's correct okay sorry two public hearings but three meetings yeah I think that's it I mean as I have the mic it's really disappointing not to see um a building the size especially on a clear and blank slate being able to capture a lot more renewable um resources to make this all electric it is possible and technology has really moved forward and I would love to see the denial reasoning of the housing not allowing disconnection from gas so that's added to our conversation about electrification um do you have any other comments all right we'll move to a vote on the motion is presented commissioner survey yes commissioner Hammerschmidt yes council member dish yes commissioner Lee yes commissioner clerk yes commissioner wise yes that motion carries two all right remove to item 8D petition 3945 to 3957 South State site plan and special exception use a proposal to reduce the size of the existing building at 3949 to 3957 South State by 1 384 square feet and to add a drive-through Lane along the rear of the building we will start with petitioner presentation of up to 10 minutes representing the owners um we'd like to ask for our postponement tonight for several reasons um number one several members of our team aren't available tonight so we don't have our civil engineers or our traffic consultant with us number two because of an error in the process the postcards that were mailed out for the public hearing a contained an image of Beekman on Broadway on the postcard instead of our project um and number three we'd like to make a presentation before the full board so in light of our request for the postponement I'm I can certainly go ahead with my presentation or we could call off whichever you prefer I say proceed for conversation if you want any early feedback all right so Matt if you're going to drive those slides the first slide is a general area plan kind of showing the overall context the site you'll see probably the biggest reference there is the Costco off to the left this is an area On The Fringe of the city where it borders the Pittsfield Township my sense is that there's an agreement between the township and the city that City will will no longer be gobbling up the township so these boundaries are lucky to stay the way they are but therefore serial future you can see the circle around the existing building which has been built in my clients been unable to lease it for about five years now it's right behind the Jimmy John's people will probably know the Jimmy John's because you can see that when you drive up and down the street next slide I just it's all right spinning okay sorry uh so this is just the existing site plan it shows the way the buildings are constructed and laid out on the site with an area that's highlighted where the where the proposed change would be next slide this is uh a slide that shows the removal of about eight feet of the north side of the building and by removing that eight feet of the existing building that would facilitate putting a lane through this north side of the building from the east side of the parking lot to the middle of the parking lot next slide there's an enlargement of the new proposed new footprint was showing the stacking for about a dozen cars or Vehicles as they Loop their way around the north side of the building Which is far more than any time that I've ever been there even at lunchtime at Jimmy John's I don't get that much stacking at the Jimmy John's because it's a much shallower turn I understand that there are many days that Jimmy John's doesn't even have indoor seating because they can't find the staff so they're relegated to most of the time having drive-through service only uh you'll see here on the site plan we're putting in electric vehicle charging stations which there are currently none on the site but we would be adding those both at the East and the West ends of the modified building okay some 2D elevations with a eight feet excised off the north not proposing any changes to this to the South next should be some some visual representations um of the south side and the two ends you can see in those two ends there's there's a construction joint at about the place where we would be removing that Northern side of the building that I believe the rest of them are just the civil engineering submission for the for the project okay so um happy to answer any questions thank you now we'll move to staff presentation that's too cool sure um again as Mr Moore said the petition here before you it's a site plan as well as a special exception use they are also um they also do require landscape modification uh that's something that was recently uh it used to be a variance request but one of your res or changes within the last year or so I moved into a landscape modification that's due to uh and it's fully supported by all staff and they have existing trees and they're uh just out of the right-of-way at the front of the site in front of Jimmy John's but this is all on site so we're looking at everything but those trees can't be placed in the right-of-way Street trees because of the the distance the width and the utility line running through there so there is a landscape modification that would also be requested with this a special exception use obviously for approval of the drive-through and it is a site plan for uh planning city council approval but it should be Planning Commission approval um and um oh yeah sorry we have that on here um and so really again the main concerns we looked at this they did submit an updated traffic study with this a traffic impact obviously the nature of the site was changing the use it it that back building was not obviously designed for a drive-through so they had to do a new study to look at that our traffic engineer did examine that um a couple of comments back and forth um really uh the only concerns that she ended up with was just increasing the uh the visibility striping you can see actually in the on the right picture here of the top right picture they do have uh the site was done with porous papers which seemed to be working very well um so and that's a good thing we've had some problems with other sites but um so you can see that the striping there is just delineated by different colored of pavers but our our transportation engineer uh recommended that obviously that that be painted with some high visibility striping as well as increased signage for both of the drive-through exits that will be um or sorry well one will be the drive-through entrance for the Jimmy John's and they exit around the front and then this one would be exiting around um towards the closest side of State Street that you're looking at so increased signage in there and increase pedestrian Crossings uh rather the visibility of those and that was that was her concerns regarding the um access to the site there are no vehicular concerns regarding access and um get a landscape modification they are again they are installing EV spaces as you as you saw Mr Moore pointed out those were not required at the original time of uh of approval for the Jimmy John's business in the front and uh again there's a very slight increase to the impervious surface on the site uh but however the they obviously did submit a revised calculations for that and the system they have in place is more than adequate to you uh to detain for that extra area and um other than that there's no changes there's no other required landscaping or other elements that are being uh removed on the site and obviously this is adjacent to another commercial or well it's a hotel as well as the research district there so no buffering would be required along the back of the building anyway um and that concludes our presentation oh staff was recommending approval of the special exception use uh landscape modification and the site plan concludes my presentation thank you thank you now we move on to public hearing so this is an opportunity for persons to speak up to three minutes about the proposed project at 3945-3957 South State we will first call on individuals present to address the commission than remote participants please to speak during this public hearing remotely press star 9 if listening by phone or use the raise hand feature viewing through the web link for phone access call 877-853-5247 and enter meeting ID 977-663-41226 City staff will select callers who have raised their hand using the last three digits of your phone number or by name if available through accessing the web link you will hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet area and mute any television or background sounds we may hear you clearly for either method of participation please state your name and address at the beginning of your comments is there anyone present that would like to speak at this time thank you commissioner Salve I'm getting my Toastmasters attendance score up tonight um Ken Garber again as I see it here the petitioner basically wants to rip away three sides of a brand new building removing a quarter of it 1 384 square feet and then replace it with pavement not just any pavement pavement for idling vehicles is this a public benefit worth a special exception use Grant by this body um yeah I love how the site plan that you just saw shows 13 Vehicles waiting in line I think that's probably an unfortunate visual but it's kind of a nightmare scenario for me I agree with Mr yes kevich who called in earlier about the undesirability of any drive-through going forward in the city um uh yeah State and Ellsworth is probably the most car Centric part of Ann Arbor but do we have to make it even more so more idling cars more exhaust fumes more emissions this building is already assigned 22 parking spaces I think the petitioner can live with that back in April you rejected the U of M Credit Union's request for a special accepting use for its Plymouth Road drive through quite properly I spoke against that drive through um let's be consistent and reject this plan as well um I know in the great scheme of things you know we've got Wars gun violence racism climate change this special exception use is not such a big deal I I recognize that but it's something that we can control it's one minor atrocity we can reject so I urge you to do that thank you thank you anyone else present would like to speak Miss Kelly do we have anyone cleaning remotely there is uh one speaker Madam chair Adam yes you have permission to address the commission hi again 1430 Las Vegas Drive as I mentioned earlier in a more General sense I am opposed to any new drive-throughs in Ann Arbor but this is about the specific proposal before you tonight I might be becoming the Ken Garber of drive-throughs but yet again we have a petitioner bringing forward a proposal to build yet another new drive-through as this is a special exception use it is up to the petitioner to show you why you should approve this drive through tonight what is so special about it why should they be given a special exception looking at the site plans I'm not seeing it it's just another Suburban style drive-through like all the rest of them if we're serious about our goals as a city we need to do better we are in a climate crisis we have pledged to cut vehicle miles traveled in half a20 we are in a traffic violence crisis we have pledged to eliminate KSI crashes Vision zero we won't get there if we keep building car Centric developments like this we won't get there if we don't get serious about Transforming Our scrotes into livable spaces usable by people with all modes of transportation yes the existing site is already car Centric to be fair but there's no reason to make it worse another drive-through does not get us there you have the discretion to decide whether or not to allow drive-throughs please deny the special exception use for this drive-through thank you there are no other hands raised at this time thank you we'll close the public hearing and I will read both motions together um the university Planning Commission after hearing all interested persons and reviewing all relevant information finds a petition to substantially meet the standards of chapter 55 unified development code section 5.29.5 special exceptions approves the 3949-3957 South State Street special exception use for a drive-through facility this Pro this approval is based on the following findings one it will be consistent with the general objectives of the city comprehensive plan of commercial uses in the area and two the proposed use will not adversely impact traffic pedestrians bicyclists circulation or Road intersections based on the location the proposed use is consistent with other surrounding uses traffic impact in motion number two the Ann Arbor City Planning Commission hereby approves the 3949 to 3957 South State Street site plan including a landscape modification that allows existing trees just outside the right-of-way to be counted as required Street trees moved by commissioner white seconded by commissioner dish discussion commission Outreach so uh to the petitioner I just want to check a couple things when you in this proposal you are proposing to deconstruct the building that sits behind the Jimmy John's that's currently unoccupied or are you like can you just explain that I I looked at the the site plan and I I looked at the renderings but I just wanted a little more clarity yeah so the the whole building isn't being deconstructed just the northern eight feet of the building would be removed so the temporary supports would be put in place to maintain their balance of the roof structure and then that Northern eight feet would be deconstructed and then a new Northern bearing wall would be built okay so not the whole thing is being considered just that eight feet and that's so that rather than having a vacant building there we could lease the building and and certainly um if we postpone tonight I can bring at the next hearing the leasing agent who's been trying to lease it for the last five years and she can tell you that they've had pharmacies and financial institutions and Bakers and coffee shops who would all at least there if they had a drive-through but no one will least there without it okay and then uh the the egress and you know the the movement of cars is that uh primarily going to come in through state or is it also on Ellsworth no the only entrance to the property is on state okay so that's supposing to change that okay so then that is sitting in that traffic circle so maybe to staff in the traffic analysis that traffic circle is like the number one accident spot in Southeastern Michigan now so like how did that come into this conversation because potentially there will be more Commerce there which will be pushing people into that site both egress and you know trying to get in and out of the spice and I know coming from Costco people don't know how to what a yield sign means so as you make that Michigan left onto State um people are trying to get over so that they can get into the far right lane so that they can get on 94 so they can exit the city so I'm just surprised that the only feedback we got from traffic was striping uh to make it easier for car storage foreign detailed in the traffic study but that's one thing I I didn't notice today whether was whether or not it took into account that the traffic within the roundabout I I can't answer that right now I do I can open the file and see if I can get that answer right now but um I know again so if it is postponed I can come back for sure and get that answer for you and get that answered uh if I can't find it right now and I can certainly tell you that I can have the traffic engineer here that traffic engineer works just west of that roundabout and so I'm sure he's intimately familiar with the functionality and the trip generation that the business would require yeah there's a lot of trip generally I mean there's just a lot of cars that are you know moving through that intersection all of the time it seems uh so did I hear you correctly saying that um as best and this has been a five year so five years you have it you've built it you haven't been able to lease it and it is your belief that the only way that you would be able to lease it is by having a drive-through yeah that is the that is the belief of a leasing agent who's been trying to lease it for the past five years he could have leased it several times over if it had the drive and so then since it's a special exception use what is what is the exception here like why is it because well I I don't want to give you answers I'd like to hear what your answers are for well I think it's certainly it's in the best interest of the city not to have vacant disused buildings it's better to have viable businesses and better tax revenue and just a better overall uh effect of the city rather than having vacant empty buildings okay [Applause] commissioner Hammerschmidt um I have a few questions some of them might be better answered when the whole team is here if we postpone but one question I had um which I noticed that there seem to be three distinct units I guess like within that building um that's what it looked like from the map is that is it is it more than one like so it was built um the shell was built with three entrance doors along that Southeast in anticipation that it could have been three different tendencies But whichever whenever there's a tenant that signs a lease that can be reconfigured those doors don't necessarily have to stay where they are so the police by a single they would take out two doors or they may take out the middle door and keep each end it's flexible but the drive-through would if there were three the drive-through would only serve us one of those the drive yeah the drive through all its servers uh the window for the drive through will be at the Western end of the building yeah and we don't know that there'll ever be 13 cars in a row we just wanted to produce a document that was evidence that there's plenty of room to stack without interfering with the traffic in the parking aisles okay and I'll point out that um cars for about a decade now even if they're not electric they don't idle they stop and they don't produce fumes while you're waiting yeah I would I would be curious to hear from the leasing agent and from you maybe um just like what specific challenges are I'm also going to miss maybe this is a question for staff but when I was looking at the seu application in the citizen participation it's dated 2021.
I'm sorry did you say year 15 doesn't exist right now the six thousand okay it stops at 10 years we have we currently have a five year and a ten year that's all we have okay and then 10 years you said it's 25 yes currently okay thank you yes and if I cannot do that uh you you're gonna see that is longevity and Longevity it's like three years longevity but the reality is that many of our staff members leave our our district and pursue all their districts or Fields after three years been and so the idea in in behind it from the meaning Comfort team is like let's give an incentive to stay something to start instead of Five Years on my year three buy something to look forward any progressively goes up and as I said to go from 15 years of service or more from 2500 to 6 000 that's something that will retain the talent that we have we thought about going past year 15 I mean people like my feeling is is people that have give over 20 years of service have given almost their whole career to a district so I'm just wondering why there's not a year 20.
um the other thing which I failed to mention to you and I'm going to go back to slide 19. so note on this grid that there is a district additional assistance to mno reclass of revenues of 1.2 million dollars so this is important if you remember a year ago the governing board approved the movement of about 20 million dollars that was out of mno into unrestricted Capital to hold it in reserve plus unrestricted capital is able to earn interest on those monies so the intent is to draw down that 20 million dollars with that 1.2 million but according to state law we are not allowed to transfer budget balance carry forward from unrestricted Capital back into mno so we have to re-class new District additional assistance revenues to mno in order to achieve that it's a little of an odd thing so generally just think of it as a transfer but it looks a little bit funny because it looks like we're reallocating unrestricted Capital to mno when we're actually using up the fund balance that we had in mno to meet our ongoing mno needs over time so going back a question I don't know if you'll get to this but are we going to discuss tonight what you're comfortable spending down to is there a limit um and I'm I am going to share that with you there are some other details that are reflective of decisions as this body has made in the past just a reminder especially for for the two of you as new board members so that we can share some of the decisions we've made in the past regarding that so so the available budget to include that 1.2 million dollars is about 5.5 million dollars we had proposed budgetary savings associated with the premium holiday as well as the expected decrease in number of teacher FTE and again please please know that that's natural retirements we are not making any reductions in force here in Gilbert Public Schools we generally have seen over a hundred teachers retire annually so that's so that 20 is it 78 this year yeah 78 so um but but easily absorbed I guess is my point without impacting people and then the total non-discretionary increases are 3.56 million and then the total discretionary increases which includes those pay increases is a total of 13.59 so that leaves us with a budgetary deficit of uh about 8.6 million dollars so how are we planning to close that gap on the budget going into 2024.
does qcc have a four-year program sorry Mike I think it's just a two year so that's Community College that's what I thought like you can go there and then transfer yeah are pretty much guaranteeing yourself acceptance to state colleges okay I forgot what the grade point Act is so it's nice because it saves you some money in the beginning you know you've been transfer and still graduate from the four-year collection so still my question is you have 50 different schools come to campus and the majority of kids are focusing on three pretty local ones too but they they apply to multiple ones yeah okay yeah yeah a lot of times the question I feel like kids apply to a lot more colleges than they used to back in the day you know yeah that would be interesting data to collect I think what's also interesting is they don't look at it like we did if they look at it based on acceptance rate so like there were schools that I was like why are you and it was based on an acceptance rate I was you would think that a different school would have a higher I think you'd be like oh this would be excluded it would apply to and getting into UMass Amherst is really hard especially if you're in the biology program or back in my day was the safe school it was the party school and now it's you know it's to come it's come a long way it's honors and yeah it's very difficult to get in there it's not what we used to look at it as are you saying what we what we know and our experience in high school and our distractions in our yes may not necessarily be the same as these things but the banks are still things [Music] so it's an original question I think a lot of colleges now just have you know perfect GPA being involving volunteer you know being all AP is not enough like you can't even get into community colleges with that anymore um people the call just now so they need things called passion projects which is a completely something comes out of school something like you know a historical society like you need to be published um they they require you now to have things outside of school and I feel like talking might not do a great job of promoting things like that because you know we do focus a lot on grades here and for a lot of colleges great honestly aren't even the biggest thing they want to see that students are able to juggle things and that they have passions outside of just trying to get a perfect GPA um one must be bored in order to have a passion hey uh Jessica yeah it's more like like even having a job in school isn't enough like they want you to go out and find career experience they want you to be working with Pioneers in the field like a lot of them also requiring our social media presence like there's some schools like that um a big part of the admission process is being well connected online um really yes that's a big part because I just heard that's toxic to the brain yeah so like for an instance it's like some of the biggest tools they require you to have you know social media presence about the top you're interested in and be like constantly posting they want to see that you're dedicated um [Music] the college admissions officers come to our school they don't tell you this but when you go to their like websites or when you go to their Zoom meetings they'll tell you these things we have accepted and they all have this one thing and it's crazy that they they don't like to specifically tell you what they want they like to have you dig in and figure out what they want and it's things that need to be started from you know ninth grade they want to see four years to keep posting on Instagram about you know building computers if you want to go into computer science like they it's crazy what they expect students to have nowadays and I feel like sometimes our school doesn't promote that enough the outside opportunities that they require students to have to get into some colleges maybe one of the future meetings to talk about this yeah you guys have never heard about that I mean I'm not gonna save my age it's not like it's a requirement but it's something that they strongly suggest type of thing okay um I didn't realize my question was sorry that is interesting but it's good to know okay anybody else yeah at least another question so 85 of the graduates are off to college which is awesome how does that compare to just the average in Massachusetts [Music] something Lori I'm just making a note of the minutes that uh I asked Carol to look into that with the concepts curious I don't know if there was a policy about bus dismissal I know you had my cell phones and there was an Institute I was curious what the current policy is um oh um I believe because they're supposed to take their own benefits but I don't know if I can only bring a note if they have if they're going on a different bus is that where the bus itself at the elementary level yeah all right thanks Scott I always love the agenda here next up is I'm going to be Jonah's office Instagram read from this you've got my report yes um let me just highlight a couple of things quickly so that we get to go home and play sunrise [Music] um and it is not required for College admission very quickly you heard the kids talk about Nature's classrooms I'm not going to go there we had a connect challenge last week um which is something that we've really come to enjoy uh we hosted it at Berlin this year kids had a great time it was nice you can see the difference because they'd already met each other which was awesome um we've had a lot of I've gotten several comments on the golden spatula um in my report and it's pronounced with a golden special I'm just in case you wanted to do that there are just two things I really wanted to point out one is that we have two teachers retiring at the end of the year married four-year in Kentucky is a long time very highly valued teachers they're going to be in this we're trying to replace them we've discovered it's impossible um so we will get poor facsimiles of Mary and Deb um we will miss them when they're when they have moved on although I know they are both looking forward to defeating retirement the little aims one picture is there the good numbers went up the bad numbers went down which is what we want to see over the course of a year and I just have to acknowledge my favorite parent lately um late this year with Kyle has become such a dynamic force in my school she just revived not hello but with a lot of other parents she has revitalized um that level of involvement I sat through the dream session I was like I want to learn how to do that because that was a wildly productive unit um so I kudos to you yeah thank you for sitting through all the love that's a summary of my report well done good thank you any questions John it wouldn't be a complete School community meeting if I didn't ask you the reading scores that you put in there you approved from 65 60 to 75 percent are meeting the 60 threshold yes that's the uh the composite scorpion yeah so that's good that's good but it's still 25 of kids not I'm you know my goal nine percent okay through five and the real goal third grade Carol I would like to chime in on this Caroline and three of her friends are there I don't know which one but they were paying attention um yes thanks John and then your golden spatula the no discipline what what you're saying that no behavioral concerns maybe behavioral is different definitions than discipline yeah I've got inside information now tell me if this is accurate because it is coming from a seven year old constantly trouble so to say at lunch or constantly being yelled at at lunch so well I I believe they're probably not being yelled at but what is happening well so what is happening is that so there are several basic rules you can only talk to the people at your table and you can't get up and wander around those types of things and part of the issue is it's a 30 minute lunch for seven-year-olds and they need like nine minutes but because the adult teachers need 30 minutes they're kind of there they get a little bored it was a whole point of having the golden special things be reminded what I do when I come in at the end of the week is I'll look it should have four tickets and they don't have four tickets then I make a big impression on that cheese second grade only two tickets this week and then it's a math lesson right do they have a better chance of winning the golden spatula or not as good of a chance and um I think we're we're dealing with the end of the summer scratchy pants that's a technical term yes we say 30 minutes is too long for lunch but I get a full lunch box that comes home so there's never enough time because some children he's been a request for a five minute recess bathroom break this is going to be a long meeting and already has been a long weekend so there's been a question so do what you need to do [Music] thank you very much [Music] research associations messages [Music] yes um this came out years ago degrees businesses [Music] on the TV foreign [Music] but bigger thank you everybody [Music] um [Music] do you want one more time clearance well if you want anymore they're delicious that's right yeah and now you know the secret with the butter that's right but it's actually good for you every day what's up oh Lisa yes yeah all right should be ready yeah would you pause it oh no oh okay yeah it's still going all right yeah we're just waiting on one person's return I'm having to start with you um really long meetings thank you uh thank you for the opportunity to come and share some highlights about Boylston Elementary this year as I sat and put together some thoughts for the report that I sent in I realized that there are so many things that I could talk about about Boylston Elementary that don't fit into a report and so really what I wanted to do was bring to you my perspective of the year I will highlight that there are lots of positives and things that are happening in the report I think John and Steph and Joey will continue to update you on the Eames web data that we are collecting we had some students who were not finished yet and so that is buttoning up as we speak this week but the other big thing that happened for Boylston Elementary I'll draw your attention to the second page is the social emotional information that I included in this report Boylston Elementary whether you are new there or not had not been a place where there were articulated expectations that was the first thing that I figured out when I set foot in the building on I believe August 6 team just a few weeks before school started I surveyed the staff and asked what are the things that you think we could work on here and very quickly the staff and the students said the cafeteria I was met with some resistance from some parents at the beginning of the year who were confused as to why we were restricting some um movement in the cafeteria but certainly I said we are modeling and showing kids how to behave for the real world and we don't stand on tables or chairs at 110 Grill certainly we're not going to do that in the cafeteria at Boylston Elementary School a place of learning and so what we've done this year with the support of the staff is we've articulated expectations which are important for kids and the reason it's important to articulate the expectations around the campus is because kids can't make decisions if you don't explain to them your expectations so we talked to kids we said what do you think would be safe in the hallway well Mrs Dales we probably shouldn't be running that's probably a good idea what who's on Mrs ales that's so so silly of course we shot our shoes on in the hallway that wouldn't be safe what if there was an emergency and so these are the kind of conversations we had all year at Boyleston Elementary and I'm proud to say that as I leave Boylston Elementary and my staff of this year we have definitely come together and the students have risen to the occasion they are are kids who refuse to come to school last year because it was too loud too chaotic too crazy and that is no longer the case we don't have kids refusing to come to school this year kids know what they're going to get every day at Boylston Elementary School and I think that's something that not only should be noted but a commendation to the teachers for saying thank you for listening thank you for helping us with this this is something that's important for us to do about six months ago I came to this meeting and my staff showed up and they gave me a report card they gave me a report card which I know to some people they didn't think it was that important but I do because I value the people I work with every day and I value the students who are with us every day and so I wanted to give my staff their own report card and I'm going to go through it quickly all 59 staff members who I am happy to list if if you do not know who they are they come every single day they show up and they get the hard work done and that is important empathy [Music] I started with compassion but really the empathy of the staff at Boylston elementary school is so profound they put themselves in other people's shoes they try to have an understanding of what's going on for each student that comes into the building this year I piloted a tape off of what police departments call Handle With Care we have Handle With Care at Bes that was something that the staff felt was important and we then used that to communicate to all staff members if something was happening with a student that was delicate and couldn't be discussed but that we wanted to handle them a little bit more gently that day so if I have a student who's never having any behavioral issues who's never yelling out in class and all of a sudden they are in an argument with a friend and there's a fist fight if I know that student was a Handle With Care that day and I know something else is happening at that student's home I now have empathy and a perspective and I now know to ask the question okay what's going on come on and talk to me and I think that Handle With Care is really important because students are interacting with probably about 20 adults a day not all those adults need to know everyone's personal information but they need to have a heads up because there are 309 students at Boylston Elementary School and 59 staff members and everyone's showing up and doing the best they can to support each other and it's really really a challenge to keep track of what everyone's baggage is right we all have an invisible backpack understanding A Plus in understanding um we had to talk this year about how we've always done it this way how come we can't continue that's what we were met with when we said well we're gonna have to practice how to get to a rally point and the staff said but we haven't done that before we're gonna have to practice and so there was a huge understanding shift of we've been doing it one way but that isn't the best way and so we had to sort of come around and think about all the different reasons why we had to shift our thinking flexibility I mean first of all we've changed a lot of stuff this year as some parents who communicated with me and it was wonderful to be able to get emails from people who took the time to reach out and we started off on a rocky road first day of school we had to change our drop-off time because it very quickly became a pertinent to the situation the fact that we had to be flexible there were no adults in the building before 8 20 am so students getting dropped off at 8 am didn't have supervision so we had to be really flexible and think how can we get everybody in the building how can we shift the parking which is huge all the parking ships and to be able to get everybody in safely and effectively and so these are the things that the staff just took right students are like we'll go with this we can see our teachers modeling that we can be flexible situations change we're going to go with it and that was so impressive to me to see a group of students and staff that were so willing to say yeah we could take a risk and try this and what's the worst thing that could happen it didn't work okay well that's learning right the effort of this team at Bes um I think that you see the names of the people and the names of the kids and it might just be that right everyone has their own students that they send to school every day certainly we have our staff that show up every day but the effort that goes in to each and every day is so immense and I want to take the opportunity to be able to say thank you to every single staff member who shows up every single day at Boylston Elementary I don't think we do enough of it I don't think we thank them enough and if I didn't worry about John Campbell being upset I would name them all right now what's to stop you would you like to start I'll stop in the name of them all again thank you the ability to laugh and the ability to show up is what makes the staff at Boylston Elementary stand out I decided that if I was going to be given a forum to come and talk to you I was going to tell you about them because at the beginning of the year my first report I went and reflected on it I listed 15 new staff members 15 new staff members was my first report to you that's unbelievable and many people had their own idea of why there were so many new staff members of them but it didn't matter what I said to the staff on the first day was this I don't care why people left I'm sure that you showed up and I will show up for you you will show up for the kids and we will get this year done and we are just a few ways a few days away from finishing out the 2022-2023 school year the Boylston Elementary staff has shown their ability to work as a team this team consistently encourages each other with kind words and actions they show up every day and do the hardest work with the smile on their face this dad works together to build the Educational Foundation for every student every day it has been an honor to work with each of them promoted to the 2324 school year thank you anybody was at the minute yeah if we could give a copy of that absolutely anybody any questions I mean I think this is great I mean the staff I mean you mentioned understanding flexibility and showing up that's I mean any job but that's what this job is about having an understanding to figure out know what rules to follow what policies to follow like cell phone policies or drop-off policies or getting on the right bus policies or whatever they are the flexibility the effort I mean without effort you've got nothing showing up every day I think we've said it before this this past spring going through the budgeting season I mean this committee went to the mat on the budget of these towns I mean this is like boards and they were not happy right at first when we started having these conversations this committee put in the effort and thus that and the the fight to go to the map for this budget or what to support the staff in every school including this school including that school including that school so I mean I think this is great that the staff responds this way the committee puts up what they're going to put out the leadership team puts out what they're going to put out and then it comes through in the staff putting in the effort putting in the time for the kids so I think this is great thank you um okay sure the first thing I want to mention in my report tonight the donations toward the site survey to tell you the service we had thought that this was a donation that had to be voted on previously but it is not that um we're actually I want to thank the Fuller foundation and Crest Technologies for Their donation to the Toronto PTO covering the cost of the cellular site survey in the amount of 3750 that enables us to go forward and do that continue to just I'm going to add um it is scheduled currently through the dog usually too yes yes oh we just gave her a compliment sorry Carolyn I mean to interrupt you no yeah it is currently scheduled for uh June 20th so they'll be on site um for about four to six hours um and then they will produce a um a full report for us as far as recommendations for work again soon um having the improved cell service thank you and the point of clarification as far as voting on that donations because the check went to the PTO the PTO is a target rebuilt the PTO and they they paid a bill for us so just so you understand the process the next topic is a little bit more um sobering kindergarten numbers at Boylston Elementary School we are watching those numbers carefully daily um we have I had 64 in here Don Maria shared with new 63.
apparel make and number seven students um kids are showing up pajama pants um everything that's not in the uniform policy is not what they were so if a student uh shows up not properly dressed um a faculty member or a person um that oversees students uh is should be uh sending them to the discipline office for uh to determine uh if in fact they are violating the the policy and uh from there students are parents should be I'm not sure if this is actually happening but I believe parents are notified for uh students to bring student proper attire [Music] so yes thank you chair um Mr chair um can we get an update on it if this is actually being followed through if it's not being followed through it should come from the principal's office yeah you know we should get this from the principal's office she's more in direct line to the yeah ask him for the next meeting yeah I'm I have not personally have not in my meeting but the principal on a regular basis I haven't heard any uh real difficulties with this uh with our stress policy recently but she could report on that frankly I will have a report yes put that in the final promotion please get a second move forward in the formal motion yeah the principal or you know through your office um okay bringing us a report we'll have a second second uh Vivian um is it on the uniform yes oh okay I just want to know I didn't know if you wanted to finalize this motion and then continue um so I just want to uh confirm this student handbook was approved by school counsel and then it comes before us to finalize the vote Yes who's part of the school council like what what is the makeup made up of parents teachers and administrators teachers and administrators okay um I think the last time I I spoke concern regarding how the the uniform and what's considered prohibited slightly on in my opinion targets females and I'm actually curious if this dress code does it apply to teachers as well because the reason why I ask is I often you know the times that I have come to to the school for a visit I have seen female teachers wear dresses not that I'm ever saying that they were inappropriate so that's why I'm wondering if some apparel that is meant for females is not inappropriate why is it considered inappropriate for a student female foreign if a teacher could wear dresses but a student can't like why why the difference or shorts no the shorts I could see where it's like how that could be an issue or even like shirts that are considered like you can't show your shoulders and again I understand how where the gray area of tank tops or a shirt where it's like it's a thick sleeve but if you're slightly showing your shoulder I I'm just questioning the message that we're sending when we're targeting female students and as to what they're allowed to wear and how we're considering certain things that are inappropriate when in actuality it is not like I'm just I want to make sure we're not trying to sexualize things that are not meant to be sexualized so I I will refer that to the prince boys as I have not been involved in any of the conversations or meetings with the school council regarding these issues so she'd probably be better to answer those questions once we've done this one all right that you can ask ask the principal too about the sexuality you know why female students and female teachers sorry teachers have a dress code until teachers it's in there Campbell not not that's one no no I know teachers interesting you brought that up because this last week I talked to the principal about uh that I asked her if we had presented the teacher handbook to the committee yet which we haven't and one of the things I asked was can we review the dress code for teachers until we are going to look at that before it comes back to you the teacher handbook which addresses a teacher uh a pro proper again I'm not I'm not opposed to the the changes being made I'm just slightly questioning if we're maybe a little too harsh on certain certain items yeah okay oh I'm sorry I thought you again I apologize okay do you have all that you have the Civil emotion first of all okay we have a second we have this no we will get that one huh myself yeah anything further on the Civil emotion yes yeah I don't want to make it difficult I have too many motions I just take from the amendment and add her some Minds okay what's your can you repeat your emotion my was to um get a report that if the parents are being notified what are we doing to follow up on the students um dress code right when they're sent home are they being said yeah well the parents are being contacted how are they being disciplined oh okay right your kids if you wanted to add what Vivian protocol violations of dress codes right okay and you want me to State my emotions he's going to add it to the back of it out of my thoughts um I guess the first part of the motion would be if the teacher's dress code are held to the same standards as the students okay um and I guess the second part to that motion is are we able to have are we able to request as a as a as a committee request that the school council take a second look in regards to certain items in regards to targeting a female dress code um I don't even know if they'll be able to reconvene until September October anyway to be honest with you um yeah so um what I would recommend is that if you have any concerns with anything in the dress code the reason you're getting it now is for your review and so if you have questions or concerns you can I would suggest you to call the principal's office and make those you may even have a recommendation if you'd like to make some kind of a recommendation or you have a concern you should notify the principal but you're also welcome to present that at the next school committee that something that you would like changed or but if you have a conversation with the principal it might give you some clarity on what the thinking was in terms of why it was written The Way It Was Written and then also we can also have a deeper conversation about dress code for uh staff as well I mean I could understand how it makes the school's life easier um because students will let's just say if we were to allow dresses for example and a in the dress code it is specified that it has to be uh at a minimum to to your knees or longer and then I am pretty sure we'll have some students testing those measurements and I and it would be on the school's end to having to you know to address those uh violations so I could completely understand that kind of adding dresses all together completely takes it off the schools um you know plate and having to potentially address those concerns um because we will have students kind of like pushing the limits so I could understand the reason why adding it all together um but again I still wanted a have the school council take a second look um because I want to make sure we're not overly being harsh female students what was that one o'clockation yeah um are you saying that you want to make match where we going to the staff to the student because that was more out of curiosity I wanted to make sure that if we're um if we're holding the students to to a certain standard then you know like why is it inappropriate for a student and not for you know get that again we'll try to you are very investigative um I just want to make a point where okay it will be okay for any of us to call the principal and ask questions oh sure but if we are going to be approving this in the next meeting I think we should put it in the form of a motion okay but okay that's what that's what this is about what I don't want to do is wait don't put anything here okay we're doing that but um I know you lost me don't put anything where I thought that we were we're not changing anything we're going for information okay okay but you did second are you still all right second here yes okay we all set yeah you all said if you understood that you're better than most you think Maryland all those in favor all right opposed uh I think if you have any questions okay out of state uh out of state are you done with the principles and stuff yeah okay yes out of state travel boys basketball team to travel to exit of New Hampshire on June 22nd and 24th of this year for a basketball tournament cost us 325 and it is funded by Student Activity accounts you have a motion please second discussion yes Mrs uh Cheryl yes I would just want to make sure that um this is in compliance with all MIAA regulations [Music] regarding contact and out of season with your own coach so whatever rules and regulations are play with the MIAA I because I couldn't read who signed it I don't know if it was the basketball coach the athletic director I just couldn't read the signature to see who requested it so that's what I want to make sure I will approve this but only if it's in compliance yeah I just want to just understand but I wanted to know if this book is founded by the Student Activity account that means we have a notifications money is coming out of that account to pay for this trip so who's but we put it okay all those in fact you have a motion yes you did all those in favor for the polls getting so confused okay boys basketball team to travel to Portland Maine on June 30th July 1st excuse me of this year for a basketball tournament cost is 250 funded by the Student Activity account promotion please so move second discussion Mr Gerald yes I'm sure this is requested by the same person but this one doesn't even have a signature you want me to sign it all over the things all those in favor aye anyone opposed okay no reports on committees District committee priorities okay policies uh ladies and gentlemen section B b-e-d-a what is this you know notifications of school Community meetings have a motion on that please discussion all those in favor aye aye anyone opposed okay new business none uh there's different there's no need is there is there a need to take monthly uh committee meetings off the table no I don't think so right we came to a decision the last few weeks yeah right so if you leave that there person a table Maps excuse me I have it on the table now oh I I have it here I'm just going by what's up front over here we could probably even remove that from table matters yes Personnel considerations resignations none retirements appointments either they see they're all listed here ladies and gentlemen the appointments about the postings will require a vote we have uh two cosmetology go ahead John this is your bag so we uh that's informational oh did you oh I have a vote here so it says they need to vote which one no okay new position okay all right the next one is for paraprofessional for carpentry uh pair of professional contracts per year 2000 20 23 24 new position and that's the reason for the request on this is we are looking uh we have a request to um construct two home two houses next year and in meeting with the carpentry department and department head they feel as though they can uh make uh have the seniors build one house and the Juniors build the other if they were able to have a a pair of professionals that could help them work with uh both uh on both projects when needed uh depending on what uh what was going on on the particular project for for another expert pair of eyes and hands and teaching ability to be a paraprofessional it would be a one year it would be a one-year position there's a recommendation from the superintendent have a motion please second yeah Mr Mr Cirillo uh quick quick and questioning enough Para and now that we're talking about shops what kind of supports are we given our special needs students when it comes to shop right at a second paragraph I know because we well we we do a lot for academics um but what I'm hearing and getting complaints about is that we're doing very little to support our students in the shop area yeah so we do have we do have paraprofessionals that work with shop teachers in the different shops that are assigned particular shops so they don't stay with them all day they'll they may spend in the morning with the shop teacher reviewing what the particular uh needs may be for a student to help um the teacher understands some of the approaches that need to be used with those students and then some in some cases stay within the shop to help the teacher if the need is at that level so they they don't they move from shop to shop throughout the day so they have a schedule that they call student no they go from chapter they don't stay with the student they go from shop to shop but working with the specific special ed students that need their support um like I fall off but after the motion of the time oh anything anything further I'll look all of them follow all those in favor yeah okay um future agenda items there will be a need for an executive session this evening for the purpose of the negotiations can I have a motion on that please so moved second I was in favor you want to pause or call the roll please yes yes yes yes all right let's go you're gonna join us [Music] Jonathan I noticed in the appointments will be hired for admin and Facilities or something tomorrow's says she's a former graduate from here oh yes I think so she's either she's definitely in the oh four or five or six seconds photos all right okay thank you yes [Music] thank you to accept the Ambassador second thing I just time I'd like to uh thank and congratulate the administration and the negotiating subcommittee for a job well done we're bringing him to the table and being able to move forward congratulations okay Mrs Fitzgerald you got a motion yes I would like to move that the non-representative administrators who have a performance clause in their contract be awarded a one percent performance raise for those that were um exemplary proficient or exemplary a little motion of a second discussion all those in favor aye anyone opposed we have any further business from this time of jail accept a motion to adjourn so moved exactly I am going to pose thank you ladies and gentlemen our next meeting uh next meeting date is June 20th yeah please these two documents I think it's true are they listed by name
cic doesn't do middle school so um we added that statement below okay it's kind of consistent with a shift that a number of districts are making yeah this one's in I think is a simple move forward yeah so that was it for the two third reading ones Oh I thought there were three there was that was a second oh it's it's the second one is so long it bounces down to a third line yeah yeah okay um uh move for a third reading um policy four two two two teachers aides paraprofessionals and policy 6172.3 educational instruction under parental Direction homeschooling is there a second second is there any discussion or any further discussions um seeing none all in favor aye unanimous of those present okay fantastic um and uh under other anything under other I have nothing Sam other um I think just for me Jeff I I honestly just skimmed through the equity policy you sent from cave it's lengthy yeah um so I'd like a little more time to kind of do it you know dive into that yeah we knew that we weren't I mean initially we had even thought about having this meeting earlier in the day which was going to really put us up against the the time crunch with the CEF event and so we kind of streamlined the the uh agenda but in the fall we can go back to that and um you know any sort of um civility policy um so I have context on that that policy was 23 pages long are there different sections pertaining to different things or is it all the same thing that actually that packet I sent you with the diversity Equity that was lit a bunch of different versions oh there are versions yeah oh okay so it's not one policy that's you know a volume on its own it's just that it provides a lot of different options okay well I'll read it with that so I'll try and find out the breaks are and it'll say it'll say like another version or consideration or something does each one end with the references at the end okay so when we see the references then the next one is yeah then you know it's chunked up yeah okay is the first um section the first pages I think the first three pages or four pages um is that is that the preferred one or like you know like are they ordered in any particular way are there uh well had some been adopted by some systems and some not or anything like that or these are just out there like Abe these are written by cave or or um yeah and you're right some of them are are uh taken from others and if there's one that's taken from another District uh there is often a reference at the bottom of what district it was taken from okay it's not always but often they they put that reference on there um and I think you know for us in terms of uh uh preferred you know ours is kind of drawn from some of those different ones written on our own with uh committee that we have that that that's what we shared initially right with the committee right okay but certainly I mean the summer is a good time to take a step back and review I mean like you said it's pretty voluminous review that information take a look at what we have and reflect on it it'll come back in the fall and see what makes sense some beach reading yes yeah I like to do the comparisons and Waters yeah um yeah okay um seeing there's no uh uh no other issues under other I will uh make a motion to adjourn I'll make a motion to adjourn is there a second a second all in favor aye all right we are adjourned thank you everyone
did it really take this long to bring this yeah uh the position yes if this it's it's been a long journey of revisions and and a little bit of pausing on the behalf multiple kinds of traffic studies okay so yeah is that date wrong no no it's the last it's our last project in our old Software System too so hopefully we're gonna get this moved up one way or another yeah I'll just know like I I don't find the answers in like the special exception use application to be all that compelling for a drive-through um but I would I would love to hear more from people with more experience in leasing retail as to whether or not a drive-through would actually enhance the uh releasability of this building I don't know if that's Segways commissioner Lee uh sure I'm looking at the co-star current listing it has been listed for 66 months and one days so constructed in 2018 this has set vacant for the entire time um doing retail leasing I will say that the um the actual presence of a drive-through does improve the leasability it's not a guarantee but it does improve the likelihood um tenants like Chipotle Starbucks they have opted towards really focusing on drive-throughs especially during covid obviously it is antithetical to some of the values that we have pronounced at this particular table but I will say that it will likely increase the probability I don't imagine that a building owner wants to say I'm just going to chop the back half of my building off it is only after five years of sitting vacant paying taxes and probably appealing taxes I haven't looked at the tax records but my guess is uh this isn't quite the dark boxed Theory it's not a big enough one but my guess is that after certain level or you continue to appeal simply on the basis that you have no income all you're doing is incurring expenses so I would urge kind of on a contextual basis when you look at this there's a Bell Tire there's a Tim Hortons with a drive-through Taco Bell I'm certainly and I think that um the part that I'm somewhat my feedback for you guys would be to say what is the pronounced um public benefit arising from this contextually and and so I I will say to answer your question that the feedback or would be uh the presence of a drive-through would likely increase um leasability for certain retail tenants possibly not others but that this decision to undertake such a renovation would not be the top choice for a landlord right they'd rather put the money into you know tenant Improvement allowances and say you know if I could just financially incentivize the tenant to go in there in its current building footprint so um from the standpoint of understanding you know what is the highest and best use what is the you know from even I will also say this that there is um carbon emissions that come from undertaking such construction right the transport of the Demolition and so looking at it holistically it can be somewhat challenging so I I would Challenge and encourage you guys to really say hey this is the public benefit um this is how much tax revenue that you may receive I am certainly sympathetic to the idea that that it sat vacant for five years that that is not an easy thing to basically absorb um and looking at this even it looks like they've been through a few different listing agents at least too so um that would be my feedback I understand how we have looked at this in the past for drive-throughs this is probably a last resort of saying guys like you know I've been trying it's it's way embedded in the back it's a very awkward looking parcel there's no Ingress from the Ellsworth side um this is something that I need to be able to put the parcel to productive use so that that would be my feedback it would just really behoove the petitioner to really I think articulate that public benefit so hopefully that feedback is helpful thanks if I could add to the discussion one from the perspective staff the noticing error alone we would encourage this to be postponed on that basis it's unfortunate that it was overlooked sometimes it happens uh with with postcards that do go out so that uh does seem like a good enough reason in addition to having a Fuller body to consider that but I would also like to draw the commission's attention to page 207 of the UDC where we outline the criteria for approval of seus of these special exception uses and public benefit is not an explicit requirement to be articulated there is a kind of five-point test that was also laid out in the staff report for this item and those include to be consistent with the general objectives of the city master plan to be designed constructed operated maintained in a manner that's compatible with the existing and planned character of the general vicinity consistent with the general character of the neighborhood considering population density design scale bulk intensity and character of activity not detrimental to the use peaceful enjoyment economic value or development of neighboring property or the neighborhood area in general and not have a detrimental effect on the natural environment so I would I would just greatly encourage discussion to revolve around the outline criteria that's in the city code go ahead commissioner Lee thank you for that I was actually looking frantically there's 6 uh eight no problems I was like oh no what's the criteria um into uh again that's very helpful again our job is to apply the UDC as as written and for um the the folks that spoke Ken Garber for example talking about the the credit union for example um and I do think that the distinction might be that we have I believe others at the table brought up Plymouth is uh future designation as a potential uh TC one in fact we do have that legislative text here from city council directing us to begin that process so I I would say that that's probably the contextual uh distinguishing Factor um but that it's very helpful again generally I'm trying to be the one deferring to the actual uh text of the UDC so thank you again for that reminder no problem and this is um allowed in half of our mixed-use zoning districts as a special exception use if I'm not mistaken took a look at that earlier so although there may be intentions of the commission to move in a different direction it is available for people within the code and I I think in the spirit of fairness it's good to just remember that that has not been removed by policy thank you further discussion just just to I'm not sure if they're points or questions but um I think I remember from the last time we talked about a special exception use I think I remember having it explained that actually I think we were talking about whether or not to make certain things in tc1 a special exception use or not I remember that so and I remember having it explained that the idea of a special exception use is that it's a use that you think is okay in some contexts but not others is that okay so um the point about consistency was raised and that we denied one of these on Plymouth but I think that whatever whenever we make our decision on this one we we might think about what's different about this context because I want to be clear that it is not inconsistent of us to approve them sometimes and to approve a drive-through sometimes and not others because it's in the nature of a special exception use that you approve them sometimes but not others otherwise you would simply ban them and if we want to Simply ban them we could do that but we haven't yet so um and I mean if Council would go on so it is it is possible for us to say yes to one and no to another or whatever else uh the the one Criterion that I think has been brought up by us in the past and this evening by a couple of callers is the um would fit under the question of the detrimental effect on the natural environment so we can think about that too because we have some time to think um and um yep okay I think that's a that those are my two points further discussion Commission I would motion to postpone this particular proposal at this time is that appropriate I don't know if there's further discussion staff would recommend July 18th as a proposed date for postponement I would motion to postpone this until July 18th seconded by commissioner dish discussion about postponement commissioner wage uh just a process question so the motion to postpone sits at the table so it only needs a majority not all six votes to uh postpone so a majority of the commission so that would be four so half plus one um you my understanding is you would need five people to postpone oh you're saying it's five we can check the bylaws but uh I just want to know uh I'm whipping votes no I think I think it would be a majority of presence this is not on a petition right so you have a quorum of members you have more than five members here um so it would be the majority of uh present you are not this would not be the definitive action on a petition so um so it yeah that's how I would interpret it would be the majority of those presents which would require four types okay which staff would recommend as to be a manager Kelly articulated further discussion on motion okay vote on the amendment on the motion to postpone the present petition to July 18th commissioner weish or Clark yes commissioner Lee yes councilmember dish yes commissioner Hammer Schmidt yeah yes commissioner Soviet yes the motion carries okay back to the right to the no we're done that's it it's postponed all right we don't have to go back oh gosh yeah great yes both were taken together and now we move to public comments this is an opportunity for persons to speak up to three minutes about any issue that is not listed on the public hearing any issue um I at all I'm just gonna and that sentence there uh we'll first call on individuals present to address the commission than remote participants to speak during the public hearing remotely press star nine if listening by phone or use the raise hand feature viewing through the web rank for phone access call 877-853-5247 and enter meeting ID 977-663-4-1226 City staff will select callers that have raised their hand using the last three digits of your phone number or by name if available for those accessing through the web link you will hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet area and mute any television or background sounds so we may hear you clearly for either method of participation please state your name and address at the beginning of your comments so anyone present that would like to speak at this time beg your Indulgence for the fourth time tonight um unlock with electrification you have to understand where we were at at the end of January 2021 at city council this was a very controversial development there was a lot of neighborhood opposition it was a very different city council that was much more skeptical of development and one of the key um promises as the developer made that pushed this over the edge to approval what's the electrification promise and I'm going to read you part of the letter from the vice president of development of Lockwood's companies that was sent to Mr Kowalski just five days before that vote please below please find Lockwood com Mr Kowalski below please find Lockwood company's responsible request made by the city council regarding electrical heat on the Lockwood Ann Arbor project the electric heat issue is brought up at the planning meeting that's here and Lockwood at that time committed to all electric stoves and to investigate with mishta the steps required to provide all-electric Heat following our investigation Lockwood is committed to doing all electric heat and there's some more about the Mr requirements but it sounds like they checked with mishta and mishta was okay this is plausible to me because we have a Housing Commission that also depends on Mr funding heavily and they're going forward I believe with several all-electric developments I see commissioner dish nodding her head they've gotten waivers from mishta what's with Lockwood apparently I mean to me this is just a bald bait and switch I'm really pissed off and I feel total futility on this point because this wasn't electrification wasn't written in to the supplemental regulations on this project I don't know what to do about it um but uh you know except Raise Hell at city council um I I just really really feel betrayed um and maybe there are maybe there is something going on with Mr that I'm not aware of here that would provide extenuating circumstances for the developer but um you know short of that uh this is this is just unacceptable um so I don't know I've gotten that off my chest along with everything else tonight so thank you for providing me a psychological audience comfort and an audience for my rantings again but this one is really you know off the pit out of the pale this is this is behavior that I've never seen before um you know in front of this body I'm just really upset thank you thank you Mr Garber see no one in the room uh is there anyone who would like to address remotely there are no hands all right closing public hearing we'll move on to commission proposed business is there any commissioner Lee uh I'll be quick I just wanted to add um that I want I'm very sympathetic to Mr de Hart's um discussions that he's been living there since 1959 and so the depth of history and the sense of place that you build is um I wanted to say that I'm very sympathetic to that and and certainly uh and wanted to clarify also that where I saw this was that this beauty was almost clerical in nature given that Bulma standards that that we use for measurements are within a two percent tolerance and so you could have an architect with the same training they might get two very small different measurements and so this kind of um measurement again it almost seems like a technicality I agree with you um I have to obviously look into the email Mr Garber um it so I certainly share your frustration I also just wanted to mention that the um that Mr de Hart's comments did not go unheard um that I that I truly felt again sympathetic about somebody who is it's their home it's their lifelong home so just wanted to say that um I'll be trying to look more into this email train that you just raised thanks professional wage I think I raised this uh before but if I haven't I'd like to raise it again or now which is I think we as a commission should consider figuring out if we can um ask Council to approve alternates for Planning Commission because because a majority of the Commissioners work in the field and often find themselves in need of recusal as well as a travel family all those other kinds of things and it is not I think it's inside our purview to elect alternates who would potentially just be available to serve when we don't have a a full majority and I think it takes pressure off of petitioners it takes pressure off of the commission and it activates maybe a handful of additional people who won't have to serve at every meeting but can allow us to move business forward so I don't know the procedure for doing that whether that is a conversation with staff that comes to the commission as a amendment to our bylaws or if it's something that we discuss with the chair and a recommendation to council or directly to the mayor but I would strongly recommend that we consider having alternates and it is not unheard of for a Planning Commission to have alternate members we acknowledge the comment and manager Leonard is happy to bring that up with our City attorney to see what could be discovered in terms of language if it doesn't exist in your bylaws or should be added to address that that comment so thank you okay I have one I'm gonna just for the record I don't have a immediate urgency for this relative to a lot of our housing and sustainability goals but I think it does relate which is vehicular use to parking maximums how we allocate them and drive-throughs so um I think we just need to start looking back at car storage and movement in our city uh in private land so a proposal to look at cars begrudgingly also acknowledge the comments parking maximums um are if they're not on your your official work plan they are definitely on a list maintained by by staff there are some uh as you know large projects that we are front loading our attention onto including the rezoning of um the Plymouth and Washington quarters which has been um repeatedly requested by the same body I just want to add another tick to it it is continue to be acknowledged thank you um anything else all right I think we go to adjournment move by commissioner white seconded by uh council member dish all those in favor say aye we are adjourned foreign
I think at this time we want to make sure that and as you can see further in the presentations we want to make sure that we recognize value incentivize the work of everybody as we start competitive and retain the talent but also we want to be fiscal physical responsible and we want to be sustainable in each one of our recommendations totally different idea and then J and Dina um introduced this idea [Laughter] and I really like the those five and ten are pretty common dis you know 15 you see in districts as well but I know I I have a friend who they just um he was reaching year 10 and he's like I might move this like I love my district but I might move because I cannot move up like in Pay I'm capped out um and they just added something and so he decided to stay so I think that really does make a difference I think you know let's put this into play and and see where our budget goes in the next year and then I do like the idea of can we continue to expand that um and then I really like the idea of the year three because you're right after three years that's when the teachers start dropping off they feel confident they're like I got my first couple years down now I feel like I can go to another district and try something new and and we want them to stay so I think it's important to know to know it someone's been with us for 20 years this really does benefit them significantly I know it doesn't specify 20 years but a current 20-year employee is receiving the existing 10-year benefit which is twenty five hundred dollars so they they will be moved to from 2500 to 6 000.
so as you know our hourly workers are paid for many of them are paid out of nutrition services funds and out of Community Schools funds and jted as well as out of um title funds so all of those funding sources will bear their own pay increases that contributes about 760 thousand dollars to this budget deficit classroom site fund contribution primarily due to the change in legislation we are able to move five million dollars of mno expense out of mno into classroom site fund to achieve this budget also a reminder that the classroom site fund dollar amount per student went from uh 708 dollars per student and increased by fifty dollars per student up to 758 so we're utilizing that money to help offset the pay increases and then finally the Medicaid fund contribution we did match up the Medicaid fund contribution ongoing revenues to ongoing expense so we are estimating that our ongoing revenues would be about two million dollars giving us ongoing money to meet most of this ongoing increase in expense also over on the one-time money chart so remember that the we already showed the 1.2 million dollars of a transfer from District additional assistance that's already included but in addition to that we will need another eight hundred thousand dollars to balance the budget to giving us that 8.6 million dollars so we are presenting to you a proposed budget that's fully balanced any questions on that so arguably you can make a case that the 1.2 plus the 800 000 is the one-time money so we are utilizing two million dollars so knowing that we held in reserved that 20 million dollars we would be able to sustain this if everything stayed the same for the next 10 years all right to move on so I wanted to share this too because there are many possibilities and we've already achieved many of them to date so when we presented the preliminary budget to you we estimated that our one-time need was 4.5 million dollars due to the fact that the legislature ended in such a positive way we have now reduced that 4.5 million dollar draw down down to only about two million dollars so a very positive result okay you guys are following along really well thank you very much okay um so this is the proposed understated capital budget capacity so the district additional assistance you can see going across the 2023 revised number two showed a 17.4 million dollar allocation with the nine point nine point four percent increase to the district additional assistance we are estimating 17.72 million dollars in allocation that does already consider the reduction of the 1.2 million dollars wanted to make sure that that was clear to all of you so the 17.72 is is real um the one-time state aid supplement as I shared earlier we are recommending that at least for now we put that into unrestricted Capital one-time money going into a one-time need funding source and then the budget balance carry forward of about 26 million dollars reflective of that 20 million dollar transfer out of mno that we made over a year ago now um and then the interest earned I wanted to point out that so our intent was to move the money out of mno into unrestricted Capital to earn greater interest so you can see that we have we have already achieved over to um 200 and 80 000 in interest earnings to date so we expect that we will easily achieve that 350 000 in the New Year Of Interest earnings which will increase our budget capacity next year by that three hundred fifty thousand dollars we've only achieved about twenty thousand dollars in the past in the capital in interest earnings so a pretty significant uh increase so the total budget limit for unrestricted Capital with a budget balance carrying forward is 52.8 million dollars again as we did with maintenance and operations though we wanted to strip out the impact of the budget balance carry forward and just share the the new money in the current year in comparison to the money we we've received in the past so without the budget balance carry forward we still included the one-time state aid supplement still the interest earned and you can see that the budget limit for unrestricted Capital without the budget balance carry forward so this would be what we would consider normal of about 26.8 million dollars so generally about 18 million dollars of allocation we have collected or achieved Savings in the past of roughly another eight million dollars that's normal and so that leaves us with that 26.8 million dollars of available budget capacity to spend in during fiscal 2024.
in the classroom is currently registered from the interior actual regular classroom so the kindergarten team made me aware of this um last week they're getting concerned they're what with like what we're going to do if these numbers keep increasing so I wanted to put this on the table to everybody to make you aware of that Mike and I have talked about this a little bit um with with more students obviously comes more curriculum materials more space in the classroom you know filling those classrooms are pretty small thank goodness we I mean timing of things that we have these paraprofessionals coming into the classrooms now to help out blend extra hand so that could have come at a better time we can't install I I don't know where this is going right now how many more students will be getting this year one of the questions the kindergarten team asked me is what is enough what is the highest number one to take in I know we've clothed several years ago 20 kindergartners in the classroom I don't think that's a policy at this point I meant to look that up but we were looking into it it's not a current policy but you know we're a little bit above that right now I don't know how much more we're going to grow so I will keep you if I set the number um if it's substantially increasing and it's also something we have to think about for the future if these numbers are increasing over at the school in Boylston as well so can we talk about this for a minute yeah absolutely I wanted to be able to is this here on the novel or do you think this is going to be more than I I don't know I think that this right now this is the largest number we've had in the day right five by far yes like so my son is in second grade there's only 38 kids in his class so that's yeah I mean he's so he'll be going to Third and then the first grade I think is somewhere in the 50s and same thing for the current kindergarten class my daughters and I think it's like 56.
so it's not like you know I've been here 20 years and I didn't get anything extra you know they're they're going to benefit by an increase and I'm tired I can't know if I can do math right now it's like thirty five hundred dollars right so um so that is a pretty significant boost it would be as you've pointed out it'd be nice to differentiate even further but this is a pretty significant jump for each of those groups and one of the things that I got to observe joining the meet and confer team to help answer questions was this concern around compression and while this doesn't help with positional compression I'm someone's supervisor and I don't make that much more than them where it really does help a lot especially with these dollar increases is I've been with the district 10 years and someone who's been here with the district two years only makes a thousand dollars less than me well now that I've been here 10 years getting an additional fifteen hundred dollars under this new model now it's a 2500 difference instead of a thousand it may not perfectly fix it but it does help with that yeah right so just to clarify then this will like once this is in place this would apply like if I've been here 17 years am I going to get that difference that I wouldn't have gotten you you will in this in this next fiscal year okay um when's the last time or has the district done a salary study in recent history it's still a relatively fresh wound oh okay I was curious yeah we we did we did a very comprehensive it was more than just a salary study it was also like a position study it was it was a lot of things um and the recommendations that came from the firm that did it were relatively disruptive and we're still kind of digging through the impacts um that it created so you know one of the impacts was some compression components you know that have been problematic um some some of the things with the with the position realignments have had some unintended consequences and so um but that study was actually Commissioned I want to say was it 2019 Avon that it was originally I think it was 2020 because I remember it was my first year on the board yeah we had just finished like it had just been completed and changes were being made when we joined the board Okay so I think that was when it was implemented but you're right on this yeah so it was 2019.
so that was one question I had about that that one-time state aid supplement tell me what to do so that's one question I had when you first mentioned the one-time state aid supplement the 8.7 million million dollars was if we could move that into unrestricted capital and start collecting interest on it um so that's that's that's great um does this interest that we're earning can that go against the eight hundred thousand dollars not the 1.2 but the 800 000 from a few slides ago um to help balance the budget it actually can so we would have to in a future budget revision we would have to increase that District additional assistance allocation to mno by that 800 000 so instead of reallocating 1.2 million we would be reallocating 2 million we did not choose to do that in the proposed budget because we're so early we don't even know really how many students we're going to have and we actually have been more successful with the number of students so we could actually easily close that eight hundred thousand dollar Gap without having to do what you just described so that that's interesting that so if we go you don't have to go back to the slide but we looked at our numbers our student numbers thirty two thirty two thousand thirty thousand and then we're anticipating I think just over thirty one thousand for twenty twenty four and we're actually financially doing better as a district with the with with the lower number the whatever the number was this year is that did I hear that right because the yes because our um if I exclude the 1.2 million dollars where we made that decision to move District additional assistance back into mnl if I exclude that we gained about four million dollars more in the current year than we had last year totally due to the base level amount increase of that 2.92 percent so we've more than compensated for the loss of our projected 400 students so we obviously don't want to see big decreases in the number of students correct but theoretically if we did have additional decrease would that just put us in a better financial position or at some point there's got to be there's got to be a Tipping Point where because of the the student loss we start losing funds that would overtake uh you know the I don't say a benefit of you know the fund increase from losing students but am I making sense right so based upon this budget that we're proposing if we lost more than 400 students our budget capacity would go down and we would be revising down before December 15th in we'd be obligated to do that so we're doing we're making our best estimate I mean I've been here for five years and the 400 student loss has been a pretty good number where we've we've been conservative estimating it we've actually done better than that so in my mind it's always better to do better and hope that our that our budget would actually increase and that decrease but you're right it's one of the risks of this proposed budget that we actually lose more students another reason though why we have been very conservative on our spend and holding money in reserves because with current year funding we do not know what our student counts are going to be for sure can I just clarify so we are not benefiting by losing students right if if we kept those students we would because the state increased the base level per student if we kept those students we would have even more budget capacity or if we gained is that what you were I'm saying are we saying the same thing then I think so okay so there's no great benefit to us in losing students right we're just we aren't seeing a decrease in funding because the state legislature and Governor had given us a positive increase which we're grateful for for the base level okay well and I I would think um I think for me the additional funds first in the pay 20 by 2020 and then restoring District additional assistance it's really um it's given us some Breathing Room instead of having to be so careful I mean we're careful careful but um I just remember those years when we did have to make Cuts if we lost students that that we had to make some cuts and they were very difficult um so I'm really appreciative that we have that state aid but I also appreciate our finance team for all their hard work to make sure it's used very wisely and carefully well and as a leadership team we have been pretty careful in our recommendations to you um to make sure that we are making a recommendation that's conservative with the hope that we would do better than that but there's a still a lot of a lot of assumptions in here and it's so we won't know really until we see the whites of the eyes of those students coming on July 24th July 25th something like that somewhere around there they're going to show up they're going to show up yeah and if we if we don't if we lose more than 400 students I would guarantee you that coming back next year at this time our projection would be at a higher loss than where we are yeah that's correct that's correct so right now the 400 student projection seems to be working for us but if we see a loss of 500 or 600 then we will adjust those projections moving forward okay I had a couple questions since money sorry that's okay on the 350 million that we're earning on interest 350 000 just to be clear if we could earn 350 million I'd be real I just see the m and so I'm saying 000.
um maybe a little bit lower 53 something like that she has 16 kids in her class is without a power John how many do you have incoming yeah 26. yeah so to answer if I can um to kind of expand on what Carol was saying there are naturally occurring peaks in Dallas um my incoming kids 26 right now it might get up to 30. um but that's below what we're used to the graduating class last weekend was a single Twin class all the way through the burden kit they were a Singleton class Halloween because they were only 26 of them all the way through part of it's just the ebb and flow of you know the cycle of things you know we didn't see a big coven baby boom yeah but I think that you you know you see there are some historical things that happen that will cause senses to Rise um probably one year is not enough I don't think we see in either Town census reports like three-year-olds and two-year-olds were still seeing those same numbers do we get those like are you able to look like after those and see what the trend is that's actually how we do our kindergarten invitations as we look at the kind of stuff systems how does all well so there's a lot of buildings downtown but a lot of those multi-family rentals are they necessarily counted in the census because if you buy a house if you have if you own a property your name your public record it can be matched up with census data and all that but if you're right there you may or may not even get the form to fill out who knows if it comes to your household when you get the whatever and how ambitious the towns are pursuing that yeah going along with rental is that I think what you're going to see more than just like bigger really big numbers like these shoes Okay incoming K and employment because you're going to see more churn renters coming and going yeah right they're here for a few months and then they're gone yeah I wanted to add to that so we'll definitely be keeping an eye on the kindergarten number I mean that that small piece on the heels of this this piece today I met with essential Mass Regional Planning Commission I requested from them that we can do some work that's funded through grants around long-range planning and they will help us with that we can do that and I'll we'll talk more about this I'm going to meet again with them in July and I might ask some folks from here or one or two to join me in that conversation we need to see where these talented towns are going to answer those kinds of questions from you they will help us plan around that in the combination of the schools as we really conventional district and also with the towns themselves so Boyleston town of Berlin they work very closely with those two towns and they're involved in some Grant work already with them but tying it all together I think is what we have to do it's part of what we've talked about like going forward with a lot of our discussions it's not just us and then them having their discussions is bringing us all together to have these and planning together in the way we have it so to to your local points I think that that's that's a direction you need to go in yeah I mean anomaly years aside if this does become a norm larger I don't know if 66 is going to be a one larger in one town on the smaller side in the other Town that's still 90 some odd kids in a single class between the two counts so the towns need to start thinking about we need to start thinking about it we're one District now we're regionalized all the way across do we mix the kids at elementary school do we separate the two buildings certain grades for both towns in one building or the grades are not I mean I I don't know what the answer is John Carroll I I don't know what it is but the towns need to understand that if these sizes get more consistent like this something does need to be I mean you can deal with the anomaly maybe you'll have some drop out or move or whatever maybe it is due to rental who knows but if this is going to be a consistent Trend we have to start thinking about this is going to take 10 years to make that happen this is an organization that has a pulse on these two communities and I think can can help bring us together and facilitate those kinds of conversations and find the last thing I want to do and why I'm putting is on the table tonight is I don't want us to be caught short in August and beginning of all the same we need another kindergarten and shocking all of us particularly Nancy who will is there space classrooms that can be they had to rearrange everything yeah this year and what's happened to Mike's Point right what's half what who we're going to be I'm looking at five ten years down the road for everybody yeah and parents that's where you need to understand that might be something we have to deal with who knows because your combined number is staying basically the same stadium when you're up a little high the next they're a little high so 90 kids five teachers that's pretty reasonable but what happens well what happens to these 90 kids okay we're talking about Kindergarten now you've got Tonto sixth grade comes around you got 60 kids from Boylston coming in and overpowering a class of 20 from Berlin I mean you've got a 13 per kid per room classroom in Berlin 22 per room in Boylston what Equity issues do you have with that you've got 13 kids to one teacher that teacher could probably give them a lot of attention a lot of focus having to deal with 23 kids in the class I mean that's almost double it's virtually doubles but there's an a yeah okay there's an aid sure that's true well okay but okay yeah that class is gonna go all the way up so I mean yes and and at Bes Julie in certain grades we only have two teachers I mean it might make sense to start talking about taking 90 kids and spreading them over five teachers more equitably [Music] but that's good I'm sure I don't know what the rules and laws in DC probably has to get involved in the towns and transportation issues and uh also it's a all sorts of stuff to think about constantly do over the summer so we talked about the status remember Nancy scenes on the that limit boils you know the Berlin Sides Now they'd probably be thrilled to go over to BMS and that they would stay with that class and Nancy was just like there are so many because then Boylston would have to pay Berlin for the application of those kids so we'd have to figure all out but Carol in the event of an emergency if you can't like August comes let's say there's 70 at BDS and there's 30 at BMS we have a hundred could you send 10 could you do that could you even do that in August in the event of an emergency what would you do what you just said I didn't need to find that out that's where I'm going out we got to figure that out do we even have the funds to hire a teacher I don't yeah you have to read the regional agreement yeah and we said yeah so we there's a lot of pretty sure that's not to discuss this further if if this is a directional going in or for us to be able to report back on what we've learned about this so that you're informed right before yeah because they need your input get a piece of this too you know I hear people say all the time to well it's 20 in the classroom it's 21 that's you know other districts have a lot more than that this that's not what these towns are looking for yeah that's the difference we've always maintained that we want small class sizes it's what attracts people here okay people like that and come into these these accounts for that reason so I think collectively we have to make some decisions about class size what what is enough before we start to move so it's also one of those things that we started talking about earlier this year that got put on the back burner but we were talking about uh I think 20 being Max but we were talking about it yeah we I think or you reached out to MSC lists to ask about other districts what they do right maybe that's policy to come back the next year uh I mean if we had a policy no more than 20 kids in a class what are you going to do with boys you know we have to probably put that in place before we do the budget right yeah [Music] you could do all three of them I'll just I'll just go volunteer no but like seriously what would you do like that's or we still we don't know I don't know yeah I mean that's why I'm bringing it forward journey together yeah yeah I know we will let you know yeah so we should definitely collaborate and figure that out yeah I would think the easiest and cheapest option would be to send 10 kids to the other school because there's space there but again legalities I know the accountant is hard but the cheapest for sure that's a long ride for kids [Music] like there's just so many examples there's you have to look at the map because there's people that live so close [Music] but you have buses specific Boys Town those kids yeah the information is now out there you might have to look at it again the towns three four five years down the road might need to look into this about rearranging the two elementary schools in some way but we're not going to solve it tonight [Music] um okay save the rest of the business yes okay sure um I have a couple of reports that are in the drive with some good who could talk about and revisit the items to revisit are the um fsp services and one success partnership those are the wrap around services that we've had in the district for a couple of years and been able to offer to families this is a service that's still represented in our district Improvement plan and it was not one of the items that made it into the FY 24 budget at this time as we're closing out the year and it's that program is about to close out because the grant funds end at the end of this month we are using 100 of our slots um meaning we are in full capacity in that program so we're not able to continue with that program which is the current plan that means that we will need to cut that program or that service to the families that are using it so we would like to revisit that from a financial standpoint and see if it's feasible to keep that going into the next school year and Nancy will speak to that in terms of the finance right yeah um also in that same report is the float nurse same sort of background it's also in the district Improvement plan to keep the flow nerves we've had a flow nurse in the district for a couple of years now and we have learned even more about our really strong ongoing need for that float nurse um even since we did all of the budget work earlier and I know that that was a last minute consideration just the floaters go into the FY 24 budget or not and we were all on the fence that Saturday around that one decision we're finding now that field trips are really back up and running float nurse is really significant in being able to cover field trips and that's really just one of the very many details that the float nurse is able to help us within the district in terms of our student population there's a lot of medical Acuity that's happening in all of the offices all of the medical offices students with diabetes with the baby are on insulin pumps and need to check in with nurses on a regular basis that takes a big chunk of the nurse's time students with seizure plans with feeding tubes in now two of our three buildings is you know increased administrative demands on our nurses there's it's all of these things that are really adding up and we would really like to be able to continue the float nurse in the district I know that our lead nurse Lisa was actually here for a while she did need to go a little bit ago I think she was maybe hoping to you know make a comment or so if possible on it if we have the opportunity to keep the floaters on for two days we feel as though that would make a big difference that just so happens to work out in terms of the Personnel the floaters that we've had in the district for these two two years it happens to have been a consistent person and she knows all of our buildings she knows all of the students she knows all of the staff she's familiar with the families the students are comfortable with her and it seems as though if we could figure out the financial piece it would be a really nice opportunity to keep her on and have that additional resource in the building not to say that two days gives us back all of the floaters for five days but it would be it would be something that we'd like to hold on to so it's a full nurse okay the other keys that I have in a separate report um talks about the bridges program I gave a little bit of background on the bridges program this is in special education known as a substantially separate program for students with more significant needs with the requirements to have a teacher um of students with severe disabilities these students need more than accommodations and modifications they truly needed individualized curriculum we've had that program at Boylston since 2018.
it was like about a year and a half before implementation yeah so um so you know we're by the time we get this up and running we'll be shy of a fight from the old one but what I heard the meet and confer team say is their concern for doing the study really was less about re-setting levels and more about looking at those compression issues that have been created so correct me if I'm wrong team but that compression was really the primary impetus behind it and so we're I I got the sense the intention isn't as comprehensive of a study to sort of rebuild everything it's really more of a so here's where we are now what can we do as a district to start to solve some of these some of both the existing compression problems the new ones that were introduced and some of the unintended consequences that have been created um that's my I would hope moving forward that there's not a short-term compression solution that then creates a repeat of the law of long-term compression solution being someone who works for a government entity with no money as well um we were given a big pay bump and then realized well this probably isn't going to come again for another 15 years and we're now in these little boxes that we've realized that we've all been applying for and we can't get out of and we're like we're going to be stuck as a tourney to for the rest of our lives and so like you know we realized well this was cool but now we're going to have a compression issue again maybe five to ten years down the road and then everybody's gonna be mad again so um just something to think about I know there's a lot of unintended things that happen especially the nature of not having money so money solves a lot of problems yeah perfect um so then we prioritized our recommendations after all the recommendations were finalized we met again in our separate groups we went through prioritizing the items and then we came together as an entire group to share and discuss how we had um rated them or ranked them and then since there is budget capacity which is good news to cover all recommendations the IBN really did not have any issues and came to consensus on all of our recommendations to as a team we open the floor for the governing board members if you have any comments or questions to the team before you go into the next step thanks for asking all of our answering all of our questions like I said last time when y'all had come I don't know how long ago that was I respect you all being professionals and what I consider to be experts in this and so I respect whatever you've presented to us as what you've agreed on and what is best for you so I trust that and I'm happy um to hear all this and I'm sorry I ask a million questions but I'm also just very curious I'm Miss Jeffrey do you have anything to add or questions um I guess just like but I'll just repeat what I said I think um getting things to a district-wide place rather than Silo um I think that's a move in the in the right direction Miss McCaleb um yeah I just did on that I know I've been a part of similar groups and it's a lot of you know here's the pie in the sky and domino effect when you try and one thing and it unintended consequences um on something else so I just really appreciate all the work that those of you who are here and everybody who worked on all of this all year who's theirs yeah I'm really glad that year two went a lot better I mean there's only ways that you can improve um and I'm sure there's thoughts of ways to even improve it next year but I'm really glad that um it seemed to be a little bit more cohesive um and together with everyone so um thank you for all your hard work I know it's hard work as I am my IBN co-chair and um it is a lot of work and I appreciate you guys fighting for our district and I also want to put in a plug for the union because these people should be joining now right because you are representing all of them and you are fighting for them and you got them ten thousand dollars so they're dues are made they can make their due payments now so I really hope that you guys have a lot of people that join thank you um yeah and just just reiterate great work um I just want to point out real quick too when it comes to the benefits um I think realistically we're in a financial spot that we don't know what's going to happen with our budget um vouchers as we know and this is just a transparent thing those have been passed who knows where those millions and millions I think it's 900 million dollars um is gonna it's unaccounted for who knows where it's going to come from so I just want you guys to know that that's in the back of our heads too because we don't know what our budget is going to look like next year or the year after that so um we have to really take into consideration those type of things I think the ultimate goal um is to have better student outcomes for our kids make sure that they're achieving getting the services that they need and sometimes money will have to be shipped around in order to meet those needs um and one of the things that I did notice is that in our budget for benefits and I'm just really proud and this is what I'm going to say is that 8.7 million dollars of our budget goes directly just to staff benefits I've been talking to other school districts neighboring school districts that are double or size and their budget is way lower in benefits than ours so I just want to know that you guys are in a really really great spot we believe that Medical Care should be for everybody it should be accessible and we really really value that but just know that you um our staff really does have the upper hand and our medical benefits not every District um one of the districts in Cartwright they don't even offer any benefits they're they're all of their employees are up to themselves if they want to get coverage or not so um I love the recommendations but we really do have some hard things coming up that we really are going to have to discuss and work together I love that we have our meetings with our with our cea representatives and that's how we can work through these hurdles but the reality is is that who knows what's going to happen and we already do do a lot and and I noticed in the budget and it's and it's in the attachment in the budget that um I we went up four percent and I can be correct but I'm assuming that that four percent inflation of our budget going into benefits was basically mostly because of those benefit prices went up so we do value that that's one of the important things I want to make sure all our staff are covered in that sense um but just to let you guys know that that's us as governing board members that we're really going to have to sit there and marinate and see what what we can keep and what we can to what we can continue to sustain or not but like always I appreciate all this work I know it's hard work and it does bring a lot of good light and different
