the idea is that we will appoint at that point we were meeting a point um you get a chance to meet that candidate in executive session and then hopefully we'll come out of there and be able to appoint the principle okay any questions for me all right we are now going to move into uh presentation [Music] introduce Mr Moore for the uh good evening again everybody we have the pleasure tonight of being here at Hampton Middle School and it's my pleasure to introduce to you our School principal Mr Jeff Moore give an overview of the Middle School's continuous Improvement plan and our accomplishments throughout the year thank you Mr Moore for being here good evening um summary of the uh summary of the past few that we've had and as I said to the staff recently this is an easy presentation for me because I'll tell you the truth and it's easy to brag when you have amazing teachers um so um spring report uh I'm going to briefly review set in academic culture climate and curios in many of these areas on a vital scores that's for example we'll find out so when you come back along the line so it's not really important if you have any questions in the role of academics we set a map in reading mode both with the official measurement of balance in Reading we are open and we hope 80 of the seventh grade and 78th grade will score next we're appreciation for higher as a reminder of the reason for the discrepancies when you look at these students as cohorts to based on where they are that is rigorous growth for foreign however we have been a utilizing star for the past two years so we have solid trend lines and more familiarity than ever the employers win star which is a assessment computer-based assessments computer adaptive assessment and I'm sure other principles have been talking about in the spring reports and that the students take it in the fall winter years and it's basically adapted if they get a more if they get a question correct the test gives them challenging question I do the course of about a 20-minute assessment it finds the students approximate level of performance they gave you this level of the reading case they can read and comprehend so this chart here is showing that over the course of the year the first two bands in seventh grade eighth grade exactly what you would hope for this is showing reptiles form which is a student reading level and so you see to make that maybe a bit more applicable during this kind of grade level frequency near G's into a greater frequencies scores and applying them to what's an average grade level scans for or grade level Lexile score the seventh graders really yeah foreign seventh grade level proficiency depending I'm talking about reading these toward these are formative assessments and we wait to see how it turns into this assessment growth in in reading scores and uh before Beyond of growth on their reading skills from a math perspective started with the scale score um there's really Lexile and now so these are just wash lures again you'll notice every two bars the next one though that shows he is very promising so when you look at the great equivalency seventh graders of the grade level as a hope and inspect developing new skills in Old math areas an average grade level of a whole year two years of academic scale scores but you can't think students did perform at this level they were able to do on average of above 9th grade so the growth in all math areas at least it's been a great level doing work the grade level working 8th grade on their starting point peace our students are basically when you look at they are moving into the newsgrade level for their sort of extremely proud of that suggestion preparingly speaking from last year if I recall right we were having I'm still coming out of the fogginess of the pandemic yes and so forth this is this is a substantial Improvement yes again this is uh scars and stuff right so our students OnStar on this foreign in a positive direction than last year I I am optimistic about what this means for our State assessments but again payments when this is about cancer if you are guessing on Star it will you will average out and you will turn down because you'll be guessing wrong for students to show them growth they're getting an accurate answers on more and more challenging questions over time and so that's a yeah skills of course here are forming an application where we've worked a year ago thanks um this one here requires just a touch of explanation so I pull students that I started the year now there's an intervention name so start with the students in these four bands urgent intervention Al when you pull students at the start of the year on reading intervention after surgery [Music] in Reading there were 32 students that have been intervention on the reading assessment at the start of the year another thing moving horizontally showed you where this where they um ended up so six of those students I'll skip the record six of those students stayed status quo women up through six remaining in that band Intervention which means they still improved just because to stay within your hands are getting removed over the course of the year but they stayed up a level of performance [Music] students are conversation these students are holding things so I wish they didn't slide involved with this data containment to do and change and in that same type of thing 30 students were in an intervention they started the year six students conversations 11 states where they were and another 114.

I would guess that's great and for the the student workers um that are that are working in the district I imagine maybe most of them are 12th graders uh any other grade levels represented in our student workers uh Juniors and Senior Junior that's that's a great experience for them wonderful it's nice for them a lot of them it's looks great on a college application and it's great to go home with a paycheck that's true and I'm hopeful a very early pipeline for teachers and congratulations on a very successful uh job fair thanks for all your hard work on that thank you any other questions thank you so much thank you all Kelly do we have any public comments we have three today as provided on our public comment card speakers are requested to limit comments to a maximum of three minutes if more than one person wishes to speak on the same topic subsequent speakers should limit their remarks to new information only public comments shall be limited to a maximum of 20 minutes per item uh the first person I have is Mackenzie Ewing Owings um I'll fix it I wonderful [Music] there we go yeah good afternoon members of the board my name is Mackenzie Owings and I'm a student at Apple Valley High School for the 2026 graduating class and on this year's officer team for the Future Farmers of America program as some of you may know our position of an agriculture teacher is currently vacant leaving me and my fellow members left to wonder the stability and future of the program that was led by Mr penfold for more than four decades therefore I stand here before you today to ensure that this has to ensure sense of urgency and filling this position with a qualified and committed employee this program means a lot to myself and my fellow members personally it is a passion of mine to become an agriculture teacher myself and be the inspiration to my future students that past instructors have been to me this program has been respected for many years as a top program in the high desert and has brought many outside students and funding to the school it is an important outlet and teaches core values that prepare students for the rest of their lives teaching respect and discipline while also being a joyful experience so I come before you all today in hopes that you understand the importance of this program and all its current members and alumni I represent all members of the FFA Community when I say how much I respect and have admiration and Adam Meyer and admiration we have for the People for People in your position and want you to know that we do see the impact you have for our community and hope that our voices are heard and our needs are taken into consideration when choosing the future leader of this program the position requires experience and an instructor committed to seeing the freshmen through the to their senior year without a lapse in their lesson plans and training someone who truly cares to inspire those who may follow one of the most important career paths in this country our hope is that the board sees the importance and impact the Staffing choices for avhs can have on members in the community in the future economy as well as a whole I appreciate your time and look forward to the future of the program as it continues to grow and Inspire future students abhs thank you thank you Shelly Zellner sorry I'm little good afternoon members of the board my name is Shelly zillner and I'm an avhs parent my older son graduated in 2022 and my younger son will be starting his junior year and sits on the superintendent's Council I am concerned about the decline of our animal Sciences pathway also known as the FFA program this pathway offers students Hands-On real-world experiences with livestock they rise livestock care for sick and injured animals and even help process the poultry sold at auction there are also opportunities throughout the year for students to demonstrate leadership skills public speaking record keeping and teamwork as FFA is a National Organization students have guidelines to adhere to and requirements to meet this includes accurate record keeping students learn to set and stick to a budget they need to track how much money they spend on animal feed and supplies they also must keep track of the hours they spend on different activities throughout the year students also run for office and FFA these student leaders run all of the official FFA meetings in a manner set by the national guidelines they continue to grow and develop As Leaders during their time during their term in office FFA students have opportunities throughout the year to meet and compete with other students from FFA organizations these competitions offer students the chance to Showcase their public speaking abilities they compete in OCC which is the official opening and closing ceremonies of all FFA meetings and speeches both impromptu and prepared the students work together to practice for these OCC competitions the public speaking competitions also help prepare our students for job and college interviews during the week of fair students put all of their skills and knowledge into practical use they write letters to potential buyers explaining about their project they also become ambassadors for FFA animal sciences and related fields when they speak to the public about their SAE projects our amazing teenagers build bonds as strong as family and not just within our own organization they work together getting animals ready for the shows participating in activities throughout the week hosted by the junior fair board cleaning Barns and even consoling each other when the animals are trucked out after the auction to quote my son quote I don't have friends in FFA I have a family although fair is the culminating activity each year animal Sciences is not just about showing the animals I know some of you were able to experience showing an animal last week during administrators week and I hope that you gained some insights as to what it takes for our kids to show livestock we again find ourselves without a program advisor our students needed advisor that will give them the stability and guidance that they deserve an FFA advisor AG teacher is much more than just a classroom teacher these AG teachers spend hours outside of the classroom with students and animals both on campus and off I trust that every effort is being made to find the right advisor and fill the void our students deserve the best high school education thank you [Applause] Casey Johnson [Music] dear members of the board my name is Casey Johnson I've been doing agriculture since I was about three years old so probably pretty much since I could walk acculture has played a large role in my life and I feel as a senior who's graduated that students who are going into High School need to have the FFA program Apple Valley was founded as an agricultural area and has now grown more as an agricultural Valley as an agriculture Community if you will many people don't actually see the value of FFA but if you think about it where does your meat come from the market Farmers where do your vegetables come from Farmers without FFA students will not actually know how to be self-sufficient in life how to be able to teach their own children how to raise an animal how to grow plants how did you just about anything it takes to do nowadays because who fixes your vehicles farmers because they can fix tractors to do anything you need I personally know how to fix a vehicle because my father is a farmer and a mechanic who also works on Mechanic mechanical what's the word farm equipment there we go sorry about that I feel as if we need an FFA teacher to help guide these young Generations into becoming more successful than we are as ourselves thank you [Applause] superintendent's comments um I can't comment on the teacher but it is a priority in this District to backfill that position and I am have to sit here in front of Troy who walked me through showing a calf and man all I wanted to do was get that calf a little bit of a ribbon because I felt so bad that I couldn't even pull it off but he did a great job training me that's a very small portion of what you guys all do um we hope we have some great information for the community very soon and as soon as we know we will share with you um there are two positions we had committed to that and we will continue to fly for a backfill if we can get a second person as well so just hold tight um we appreciate the advocacy it's an important program to us and we will continue to find work really hard to find somebody that is appropriate for that program so um Mackenzie Shelley and Keisha thank you so much thank you um this is the end of the comments for this year for me so I'm going to take a little bit of an opportunity and say earlier in the school year um this is just a request for me from the board um we we had requested that Kylie coordinate uh um California school boards the self-evaluation process for the board members we realized that the window closed yesterday um there was a glitch in the system we've they have not told me who didn't get there it didn't it didn't record but there are going to they are going to reopen the window we're going to wait so that um Mr Bender is recovered before we reopen it so I'm hopeful that we can reopen it right before school starts next year notify those that didn't get it done um or were affected by the glitch to be able to get back in so that we complete the process and then the person that's assigned through csba will provide the back background information for that so that's one thing I wanted you to be aware of um also last board meeting which was just last week Mrs clima the clima the teacher from she's actually a transitional kindergarten teacher over at Phoenix had gotten up at the podium to talk about um student behaviors at school and some safety concerns that she had I was able to she had already scheduled with her site administration because Stephanie who's in the audience was more than ready to talk about whatever the issue was and so since they're on the lower campus Stephanie and Mrs popix Sabrina popik who's the AP on that side also had scheduled so I asked can I just join as opposed to make um Diana spend all day talking about this topic and so we spent a couple hours what we realized is there's some communication issues um an understanding of what our board-certified Behavior analysts do what their role is what their background is likewise some communication having to do with the behavior intervention technicians who are called the bits who go on campus and work directly with those students with a plan and so um Mrs White is committed to some training at the beginning of the year actually it was already scheduled one of our bcbas will be there we know this is a school district-wide issue not just a Phoenix Academy discussion and so we're going to pull some data and we're going to work on some ways to communicate and ask for feedback directly to principals in areas where there are some concerns I know in in Mrs klima's issue part of it is as a transitional kindergarten teacher she has a para that's in the room and can actually support when there's a need for her to step aside with a student unfortunately this year that para educator became a mom so she was out for an extended period of time and then the backfill was ill and so some of the systems that had been in place weren't in place and so no nobody's fault but then you get brand new students with trauma or incidents that they're dealing with and so we have a lot of work to do ahead of us and we will continue to use our mtss process to support those kiddos and communicate back with staff on what other measures we can do um I also have a meeting with the County Office of Education tomorrow afternoon to um they've set up a virtual meeting with me to talk about workshop dates for ethnic studies and the process with the um toolkit and possibly leading the process and getting us some information so I'll get back to you with some dates that they have available I did mention that Christina Pierce the one that leads that department is transitioning to assistant superintendent of ed services in another District but she has there is a backfill there are people that can support so we will continue to move forward in that way um tomorrow is our final graduation of the school year a lot of people aren't aware but adult education students do graduate from Apple Valley Adult Ed Consortium it's part of a multi-district Consortium always it's one of the most wonderful events of the school year to see those who didn't complete their um high school diploma with their peers they've overcome challenges and obstacles to achieve this moment get their diploma and additionally while we hear from each district has a student speaker each group and so we get to hear a story we get to hear a few stories but the reality is is that every single one of them not unlike our students that are in K-12 they have a story and knowing that they finally did it really does matter and so I think that it's valuable for them to represent that when a student in our district says I can't do something we have the motto not yet because our expectation is they can um the recent breakfast I was at a recent breakfast honoring retiree Cheryl Culbertson she's a teacher over at Desert Knolls was a teacher there when it was Victor Elementary School District has been here a long time they're struck by a sweet statement of a student that had been recorded he was a third grader he said he could read now because of her and um that he thought he could read better than her now or at least as good as she could I I had that moment when that was said because it reminded me of the Incredible Gift that we take for granted we're a public education system we serve all and that means that every student has the opportunity to learn to read um I don't like to cry at board meetings but here's the deal I'm wearing a charm bracelet today that's making a lot of noise for a lot of people out there I don't wear it because it drives me nuts but I decided to wear it today um it's a reminder that every employee in this system every person that comes in contact with a child a parent volunteer anybody that spends time in this system we have an opportunity here in the summer that most places Employments don't have um it's my hope that as we sit back and think about that child that couldn't read and can now as a third grader that our employees that are here this week for training that are doing summer school that at some point this summer takes some time for themselves and that they sit back and even if this charm bracelet that was a representation of my grandparents they traveled um all over the world and I didn't understand it too when I played with a charm that has a movable part that she was a child that came to this country as an English learner um and she was able to read and she could dream and be something and so I expect our staffs even if they can't travel to pick up a book and I hope our kids do the same and that they travel someplace and do something that we have taught them to do which is read and so even if it's a kindergartner who can just look at a picture I hope that we value that one thing that is an outcome in this system so thank you thank you very much thanks for letting me do this job too Mr Raleigh well well since you mentioned it trenet on Cheryl culverson I spoke to my son who's now 32 and he had her in the third grade at Desert Knowles and I recognized when she we gave the retirement Awards out she mentioned she remembered you know who I was in my son and so I I talked to my son who lives quite a ways away from here and he said yeah I remember she was one of my favorite teachers and you know he's 32 so that was a long time ago so she did make her she did leave her Mark so if you do see her again you could convey that over she'll remember so uh just one way to the quick thing on the FFA um you know it is very important when I went to high school at Apple Valley in the 70s FFA was part of the program back then I had several uh siblings sisters that were in FFA in the 70s and early 80s and it's a priority for the district to keep it running and we had some hiccups over the last couple of the last year but we were working diligently to get the get it back up and running and get the positions filled so we let you know that we we do recognize the importance of the FFA program I mean not very many schools that do it in the state so it's especially in Southern California so it's good to see so we're on it that's all I have um thank you Mr um Amanda Buchanan uh I just wanted to thank the students first of all for taking time out from your summer to come here and to us because I'm sure there's other places that you could be right now but that shows your passion for what it is that you're speaking for and I was trying to do the math in my head did you just finish eighth grade no I think ninth okay then I can't do math fair enough um I was gonna say you were so well spoken you're still well spoken for a ninth grader um and then I was admiring your belt which I'm sure was earned for something fantastic um I do hope everybody this is our last meeting before we go on to summer break and I hope everybody has at least some plan even if it's just like relaxing um some type of a enjoyable plan plans um for me I have a feeling I tend to overdo things and I think I've overbooked my summer my family's probably gonna need like a vacation from our vacation but one of the highlights that I'm really looking forward to is that we are going to spend a couple days in Washington DC and I had applied a while back that when we were going to be at Arlington National Cemetery that we would be able to participate during The Changing of the Guard ceremony in a wreath Lane ceremony and it was selected so on behalf of the Apple Valley Unified School District and then one other organization that I represent my family and I will be laying a wreath um at the the Tomb of the Unknown Soldier so I'm really looking forward to doing that and I will bring back pictures so enjoy your summer thank you yes Mr RC I just want to Echo some of the previous comments about the FFA program we also know the importance of it and the significance and the uniqueness of it like Mr Raleigh said you know we're we're blessed we're fortunate here to to be one of the very few schools in Southern California not just with an FFA program but an extremely robust and successful program so we share that passion and I also just want to come compliment uh McKenzie and Casey for just being outstanding speakers it was very impressive to listen to both of you both of you are very well spoken and communicate your point very well so just want to compliment you on that and keep on going we look forward and I think you've expressed an interest on and maybe pursuing FFA maybe as a teaching career and uh boy I know a good school where you can plug into later on so so keep us in mind as you go through the rest of your training thanks thanks to both of you and of course uh Shelly as well for sharing that's all sure okay um I have to start out by thanking the students for coming out during your vacation so you actually talked to us about the FFA um is very interesting for me just to observe um especially when we walk by there during graduation and the Animals remind us that they're here they make enough noise for us to know that they are still there and for somebody who's really not an animal lover I actually went to your last event at the um at the fairgrounds and for the first time in my in my young life I was able to touch um a cow it was like do I have to touch it she says yeah I'll make I'll bring it close um so I'm not I don't take what you do lightly because I like the garden and so when the last speaker spoke about gardening that's very very important near and dear to my heart um but I'm hoping that um by The End by the beginning of this new Academic Year which is July 1st and I know you don't come back till August that we will have some positive news for you regarding the FFA so don't give up because we are not giving up and then I am going to go on um to thank all the staff who've made this school year such a blessing during this school year um to deal with all of the children to deal with the families and to communicate effectively to the families that we serve um I always say to people that culture does not make people people make culture so you all are creating the culture that you want us to see want us to live in and so I'm really looking forward to a new Academic Year coming in where we are going to embrace the exact same thing the superintendent just mentioned about valuing the child um every child matters every child should be able to know how to read but don't force the child to read your kind of reading let the child guide you in knowing what they want to read and then encourage them from that point so I'm hoping that when we start out the next year we'll get to a point which the superintendent started this year where she had the superintendent's Council and students were able to share in their own words what they would like to see because this is their future not my future mine's done but your future is what you need to be able to have a voice and let us know what you want to see in the schools so that we can make it happen thank you so much for a great school year now we go to the discussion action session it is recommended that the Board of Trustees discuss and take action on the following approve the recommendation of the creation of an ethnic studies task force to report back to the board in one year to address California Assembly Bill 101 on ethnic studies the task force will follow the steps of collective impact strategies contained in the San Bernardino County ethnic studies toolkit Additionally the task force will utilize the Apple Valley Unified School District School Board policies and administrative regulations for course and curriculum adoption I need a motion so moved I'll second it any discussion I just wanted to say thank you for um last week when we had the unanimous support of bringing this motion forward so that we can follow the the County's guideline and do this with integrity and following the strategies that they they suggested so I need a vote all in favor aye a new opposed approved the certificated and classified Personnel actions that's listed I need a motion any discussion uh vote I need a vote all in favor aye in your post adopt the local control accountability plan for 2023-2024 I need a motion I'll second it any discussion need a vote all in favor aye any opposed approved a recommendation of the administrative hearing chairperson effective immediately I would like the the the clerk sure so we did have a minor um change in the recommendation that read as follows and this is on explosion case number six 2022-23.

I chose title schools that had roughly the same percentage of Hispanic students and roughly the same percentage of students on free lunch to try to take into account both language issues and financial issues and when I did run that data I would say the schools oh and by the way for your schools that I chose were in Adams 12 Federal Heights and Thornton Middle School in 27j I chose Northeast Elementary and South Elementary and in Mapleton I chose Welby and Achieve Academy and again I had no just my own estimation of what would be comparable and what I found was that the schools in Adams 12 were basically doing five percentage points higher than Adams 14. the schools in Mapleton were doing 7 to 12 percentage points better and the schools in 27j we're doing 7 to 30 percentage points better than those in Adams 14.

every month they get a specified gift a new outfit a pair of shoes socks their Christmas gift a swimming suit a coat they also get an age-appropriate gift with most months gifts depending on if I run out of time before I get them picked out and also donate money there are two ways to do that charitable donations can be made to Chino Valley Unified School District designated for the homeless program that is not a tax credit but your donation is not limited if you need a tax credit donation it needs to make it to the Chino Valley Education Foundation single up to 400 and a married couple of eight hundred dollars thank you and then I also have what we've done this year is a Caitlyn's cause at recap it's the last three years of what what has happened in our district so we have a total 508 homeless students this year those are the including the ones that move the money that's 21 of our student population 173 students receive new shoes and socks 407 students got a weekend meal bag at least part of the year uh parents of 638 students shopped at one or more food pantries our last one was our largest it was 176 students were represented uh 381 times this year student parents shopped in my classroom 395 times students shop in my classroom it's usually high school but not always the sponsor a student program which I just did the commercial for we had 109 students sponsored this year 103 students received bikes and helmets 291 received this stuff Christmas pillowcase 265 Christmas stocking and I also donate socks to the channel Valley Police Department all officers have them in Return of their car to give to people as needed and the last thing I have for you is for you to read at your leisure is my first newsletter you are the second reset recipient [Music] s that's all I have for unless you have any questions that's not the first time I've seen the presentation and it gets me every single time however um do you have a breakdown of the students as far as the age groups is there one population that's higher than the other Memorial in high school territorial the parents are young so they move back in with Mom and Dad but that's not always but I do have broken down by grade level if you want it but I don't have at least curious any questions or comments in this thing I was going to say if you go buy a pair of shoes it wouldn't matter basically what size it is so you can probably find someone who needs every size yes the truth I take all sizes I'll I um you have the Big Brothers Big Sisters bands right out on the in the parking lot so I I do get lots of old lady clothes and those go right in the bin out there because the kids won't wear them but anything the kids will wear it's in my store so many comments or questions I'm just sitting here stunned so it's free so it's free it's all free yes um one question the sponsorship of the over a year and younger kids how is that done directly to you or through the uh through the office he needs to go through the Education Foundation um and then I match you with a student I give you their first name their age and their likes you don't have to buy anything um I tried that the first year and people forgot to buy their stuff so I buy everything or I have Shoppers that buy it and then the parents come in and pick it up and the student writes hopefully writes you a thank you letter so if I've dropped you a note you could give me the foundation contact person for that oh just right then it's me there's a mailbox Foundation mailbox in the hallway here that you can drop it off Cheyenne will take it and you can put it in my business we just write sponsor or student on there thank you we really appreciate what you do and it's definitely hard to see from I know it is not a fun job yeah but it's very fulfilling and I was done teaching I just woke up one day and I was done and Cindy talked me into this so thank you I know that the green bag pantry is this weekend can you maybe describe a little bit about what's going to happen and how quickly and how much we also do this um we collect those um every every eight weeks every eight weeks we collect the bags we skim off the top what can be used for the weekend food bags that go on with the students whatever is left we separate onto the tables in the cafeteria at Chino Valley at a Heritage Middle School and at 11 we start that at 8 45 at 11 o'clock we have invited parents today I invite this week I invited 583 parents no parents of 583 students they will come in and get whatever they need for their home there are limits on some of the foods because we don't have enough it will be gone by 12 and we collect around between five and eight thousand pounds of food and it will be gone a half an hour in five years I've noticed that a lot of people who are lining up are grandparents because we have a lot of grandparents in our community who are only living on Social Security and if you think about it they were banking Social Security on wages that were a buck an hour and so they never expected to raise a family on that kind of money and so they start lining up three hours before the pantry a lot of times I get there about 7 30 and there are people coming when I get there and in the five or six years we've done Food Bank distributed over half a million pounds of food and we still have the meals that they're Distributing during the summer breakfast and lunch I write if people get in together and those were free for ages and three dollars for adults that's a territorial School thank you all right next is item 60 superintendent's report you have a super intense my memo in front of you hopefully um in the in your booklet there should be the parent survey that is part of our classroom site Fund performance paid that we have to do every year it's a phone call um some of you probably got it um how do you you know how would you rate your child's education at whatever school and it's good it's um excellent good fair or poor or a no answer and what we tend to and there's there's longitudinal data over the last several years in the in the in your book what we saw Bridge here was a shift from um poor and good a slight shift from that those two categories to um let's see no from poor and fair to good and excellent so there was a slight shift from the lower two to the higher two well that's good yes yeah I was I was very pleased with the results in general so and that's something we do every year uh it's just a phone a phone survey all you have to do is press a button yes John I you know I love the numbers so in my opinion it's either the respondent is positive or negative about their child's school so I combined the uh good and excellent numbers and then did them as a percentage the nice thing the other nice thing the really good thing to read is that almost every year on every school three out of four people were positive about the child's school that to me that's the critical thing and it's gone up up and down a little bit but there's very few years in which lesson that combination of set is yeah less than 75 percent I do want to say I don't know if you notice this the number of respondents seem to go down this year and I'm actually going to take that as a good sign people tend to want to respond when they are tend to be more upset or negative about things and so the the number of respondents going down I don't think that's necessarily A Bad Thing um anyway that was mostly I think at the high school um that was the case and then the let's see it was at the height I think it was High School so anyway um yeah at the middle school went down significantly about that the Middle School in high school went down significantly the number of respondents that so any questions on that should or attached to this memo on the last page um I was asked last meeting to provide some teacher retention data and so I want to thank Shelly Daley our our HR coordinator for pulling that information she pulled the raw data and I kind of went through and summarized a little bit we really had three broad classifications certified staff which includes our teachers therapists um teachers on assignment and counselors are all in that certified group we have classified which is everyone else except for administrators so those tend to be our hourly hourly employees paraprofessionals bus drivers custodians um facilities uh administrative staff hourly administrative staff then we have administrators which include our our exempt directors so that would be principals assistant principals um the three of us and um Larry's in that group exempt directors so um what we found and a couple things about the certified staff that we had 24 certified staff leave all teachers all classroom teachers so it wasn't it even though that category includes therapists and well actually there's one counselor that passed away but everyone else was a teacher um so that that was interesting so when you take out the total number we have about 120 teachers and so that um percent leaving of teachers is really around 20 percent are classified s higher I think that's just because classified staff it's easy for them all they have to do is give two weeks notice and they can be gone um in some cases on the classified staff it's the same position with two people or more uh just because um for whatever reason we had a position that a couple people went in some a person came and left and that kind of thing and then admin it's it's a retirement and um and somebody leaving to another job in the area but I I did break up into the top five areas and then other were typically onesies twosies or we just didn't know why they left and so um anyway threw it out there for you to take a look at uh other jobs out of the area I thought were interesting um the spread on certified is interesting that they were it's pretty evenly across the board why they're leaving as far as the numbers um the retirement and the classified I thought was um you know it's rather High but um just just happens I know you haven't had a ton of time to take a look at it and I know Peter will dive into it later when he has more time but I don't know if there's any questions just um as we in the limited time that we had and if our questions as you as you have time to take a look at it you can always email me and we can or give me a call and we can discuss it but um I did do a um and this is in the the memo I did take a look at tried to find some National Data and there's a Rand Corporation survey from 20 21 22 and the average Nationwide wide for teacher turnover is about 10 percent in that year we're about 20 percent um in the report they do indicate that rural areas and higher poverty areas tend to have a higher percentage than that and that could be one of ours um I also think we have a we have a disconnect between cost of living and wages in general not just wait not just our wages but I think wages across the board for for meeting professionals so I think that that is another reason why um people could be leaving but anyway all right uh construction updates currently under we have a lot of projects going this summer um the teach Ridge and we'll talk a little bit about more about that later if you have a chance to go to the high school gym the bleachers are in they look fantastic um it's a huge Improvement we are working on extending the bus lane from Del Rio over to Heritage behind the campuses um the partitions came in I keep saying we're weeks away we literally have all the parts we just need to get them installed for the bathrooms at the football field we are working on the health office floor in Del Rio we've run up against some environmental issues that we're trying to address uh we're finally working on the buildings over here at the high school that caught fire so we have both roof work going and interior work going so that's moving along we have no bleachers at Heritage right now um we are going to be working on the floor they did some painting in there and they're going to install some brand new bleachers in there as well that will look very nice so you'll see those hopefully on our um employee the kickoff meeting that we have every year so um those will be the first bottoms on the bleachers will be our meeting we have if you've now gone by the high school you notice that it looks like it's being painted white the main office in the gym that's the primer um we we don't uh this is being paid for by the state the state does not paint the paint the state weatherizes and so we are weatherizing the block by painting it and it's um the color going on now is just the primer it's actually going to be a great color when it's done the uh after a year we're finally getting at the fire alarm getting installed at Heritage Middle School it's two years it's been two years since we've had a fire alarm we've had somebody walking around when students are on campus um as a fire watch um in the interim so um we are finally getting that taken care of and uh we have like a hundred thousand dollars in kitchen equipment that we're working on trying to get installed um that was most of these projects I'm trying to make out of all of them the bus lane the health office and the football field bathrooms are the well I'm a teacher are the only ones that we're paying for all the others being paid for by the SFP uh projects coming up we are that should say cvhs West gym not the East gym so the the room right next door is going to get a new floor and a new stage which will be nice we are going to build a wall at the tech playground to help alleviate the presence of Lake territorial when it rains to try to drive some of that water off of the playground um to the north um onto the vacant field that's that's owned by the City press kit uh the high school cafeteria floor is going to get redone we have been paying invoices on the HVAC installation that's because equipment's coming in they're not doing any physical work although they've been doing some surveying and things like that at the facility um we are the DRS Paving lot are the paving of the parking lot is moving forward is it the town right now we think it's going to be approved quickly and we can move forward on that the gym at the high school is going to get new air conditioning The Farmhouse roof needs some repair from some weather at the time they do that they're going to do this roof as well and the General District roofing project will kick off shortly so a lot of stuff going on um facilities wise and it's our facilities guys are going crazy trying to manage all this so any questions on that um strategic planning process um a couple of you were there for for the uh the meeting that took place last Thursday um I was very happy with the attendance we invited about 20 um 14 came we have another four that are going to come at later meetings and another two that just didn't respond so um really um appreciate the Marcia and Cindy for attending we also have the asba facilitators that came there's two of them in myself they went through a similar process that you guys went at in when we had the meeting with the board a discussion about the Mission Vision and values and then also the SWOT analysis SWOT analysis where they went around and identified opportunities and um and strengths and weaknesses and things like that so the asba facilitators are going to take the information from both meetings and kind of put them together because there was a lot of commonality and then presented the information as some Point down the road so I don't know if Marcia or Cindy have any comments uh you were you were there on any anything you wanted to add yeah I'm sorry go ahead I was gonna say I was just impressed at the amount of people that were here and you know they had some good input so yeah I appreciated that okay I'm just glad to see it finally getting going yes and then the calendar reminder on June 26th at 3 30 we have our special board meeting mainly for our proposed budget so that John will be the star of that one we'll have a public hearing for the proposed budget we'll have the proposed budget you don't vote on the budget there will be some additional items just kind of clean up stuff but that's mainly for our budget we were talking a little bit earlier we have on June 29th at 12 o'clock at the high school we have the district year in celebration I understand Dr Moody has bought some pork butts to smoke so we're going to have some um some shredded pork um and smoked pork and um Fixins so that'll be on um at the high school hopefully the weather will be nice and we'll have the outside then the 30th is the end of the fiscal year I know John's going to be busy on Saturday getting those POs out on July 1 uh for the new fiscal year we have a different date for our July board meeting as a reminder that's going to be on the 13th normal time but that's to accommodate the separation of time that we need between the proposed budget and the adopted budget on July 31st we have a convocational our all staff meeting things will really kick off at nine if you want breakfast come before nine o'clock we'll be doing breakfast we're doing we're not doing uh pictures this year so hopefully things will be a little bit more smooth we do have a speaker uh Jamal McCoy who is the general manager at Findlay is going to be our speaker that day um I've we've gotten some really good feedback that he's a pretty awesome public speaker so he's going to be our speaker that day um we are also we're going to do something a little bit different this year we're going to have a food drive that will hopefully help the green bag program that we're talking about there's a you're going to have another food distribution in August and this will help support that along with um our hungry kids project the food food back so we'll have a a drawing and for those that bring food there'll be a drawing that they can get into for some cash that is the 31st so I should only last a couple hours when I can do like 11 11 30 somewhere in there that's where you get the shirts and take the picture at the end with the Drone that kind of stuff um and then we have the first day of school August 2nd yeah I I said something to somebody and they cursed me because um we haven't even enjoyed summary yet we're talking about the first day of school so it was the first time there you go yeah oh yeah that's my report any questions thank you item six one is our financial reports for in the May 31st right so if we take a look at the the month end of May 31st you see there's one more operating month left in the year a lot of things go on with Staffing and we have an option that's been here for 35 years that I know I've only called balloon payments people that want that money to take them through the summer and we have all staff that does that now from people mentioned three different four different types of stuff everyone that stops working May 31st when student slavery even before that can still have paid annualized over the summer so a lot of payroll to come out in the month of June uh if we look at the reports here we see we've still got 2.61 percent of the budget uh unencumbered unaccounted for uh realistically we hope that'll go up to five percent carry forward so if our budget's 18.1 million we really hope that we have 900 000 to carry forward to next year five percent last year our budget was 17.2 Million we carried 1.1 million so we really like that five percent as a baseline that gives us some flexibility capital budget 7.1 percent left including the absolute Debt Service and encumbrance is there Capital there's a couple of things going on we were able to purchase a bus today 186 thousand dollars for one bus I wish we could say that was two buses or maybe three but those days are gone and we also have with uh with I.T I think Larry you had a deal there with 58 000 with all coffee products that that's going to be a next year cost so what we have is this year is is kind of unusual because we've got a lot of things in capital that we won't necessarily fully pay out this year so we got the bus received and paid for we had 500 000 in our Capital fund for the many homes and then we hope to get all that reimbursed by the county because we've got that Grant approved we'd like to get some of that cash back this year we've already paid the contractors 118 000 today 216 two weeks ago so we're hoping for about 350 000 more cash there to come back that reduces encumbrances increases cash in the fund but again we can't say when we're going to get some of these funds uh but that's where we're at with the capital adjacent ways is kind of in the same position the cost for our adjacent ways I don't know I mentioned that just a little bit more so adjacent ways is a fund that we've been using for fire Lanes primarily so the school facilities board is in there in the mix a little bit approving our projects there's two of them 70 000 was budgeted from this fund adjacent ways to do the fire lanes and the many houses the staff housing area and two the bid for our Del Rio fire Lanes which includes catchment basins which includes curb and gutter a lot of curb and gutter the bid went up from 210 000 back in October of 22 when we awarded it to Sunland asphalt who does this all over the state to 500 to 5 000.

the issue is we've been um receiving funds of access of 1.1 1.3 million this year so that is actually a decrease in funding for Higley unified going into next year 520 000. so um that will be important point of emphasis in our conversations with meet and confer team um as higley's practice we've paid all that money out to all our staff being weighted on different very levels the qualifying schools being the highest weighted a schools B schools Etc so that is going to directly affect our employees and the amount of money they're receiving so um I know that'll be a top of conversation with me and confer and we'll look to have a proposal as we go into next year so moving down uh 20 million towards District additional assistance this is part of the the former Governor's plan to continue to allocate money to Capital knowing that it's underfunded so that 20 million uh to the whole of all school districts that estimated impact for Higley is 550 000.

will be this shift any other questions thanks I just want to say thank you so much to all of you I can feel you can feel the excitement about it so Amy I think we have a motion we have to put on the table here yep I will move that the board approved the recommended curricular tool titled illustrative bath as the new K-8 curricular tool for math instruction being phased in beginning in the 2023-2024 school year as recommended by the cape subcommittee and Dr Anna Mann and as discussed at the May 3rd 2023 Board of Education meeting second moved and seconded any questions discussion all in favor thank you you're good to go all right thank you very much okay so next item is uh is the universal reading assessment and there is a motion so why don't we go ahead and note that the board approve m-class Dibbles to become the universal screening assessment for k-3 reading and math for the 2023-2024 school year as recommended by the cape subcommittee and assistant superintendent Dr anaman second it's moved and seconded thanks I'm gonna uh oh boy invite Julie Vaughn up in the instructional coach for ELA for elementary so you've heard a lot about this over the course oh and also actually Aggie Burns if you you want to just stay there okay all right but I might ask you for some support this is a little smaller but that's because we knew kind of our marching orders from this so this is um the impetus for this was the K3 shift for um reading from the Connecticut State Department of Education which we've talked a lot about as well I'll just remind you that the that legislation has two parts one is our approved Universal screeners for K3 reading as well as a K3 reading program both of which have uh prescribed approved screeners and programs from the state and so as Dr Brill said earlier we did get our extension so the first thing that these folks that you see on this these committee members we first met in October of this year as well to kind of discuss what did we want to do did we want to ask for a waiver did we want to ask for an extension did we want to just go full bore into it and you know again thinking about the change process and thinking about all the things we were doing none of us felt like we were going to just rush into this plus the state had yet to finalize their list of the suggested or the required programs and so um at first we were going to do a waiver but then we realized you know what this is something we are committed to and we really do want to expand our resources and we are ready to start making these shifts to again a balanced approach to reading instruction and with uh largely due to Julie's leadership we figured that the first way we would start was with this Universal screener in hopes that we would get an official one-year extension to fully adopt a new reading program so these are the folks that helped out on this committee as well and so this is just I'm just going to kind of go through kind of where we've been I know that you you have heard a lot about this but one of the things that happened with this review is that once you start pulling out a thread you know everything start coming kind of undone and so when we started pulling at the thread of okay Universal screener of which we have uh two right now kind of um well what does that mean in terms of other resources do we really need all of these resources we don't want to over saturate our students with assessments um so where we have been is that we have acadians which is an assessment for reading and math for grades K through six we also use star as the universal screener for Assessments in Reading 712 and in math for first grade through 12th grade and so the stars is administered three times a year and depending on the level um you know it is an Adaptive assessment and so students can either fly through it or they take their time sometimes the older you get the less focused there is on taking it very seriously but the the data you get back is really and how is really what you're supposed to kind of focus on where students are and it's it's fair you know they say that it's fairly predictive um star has been around since 2016 2017 in this District um and so that along with other tools in terms of teaching reading instruction including Teachers College reading and writing the workshop approach open court and Lexi are some of the tools that we have currently and that we have been using throughout this year but again I mentioned that you know pulling at the thread so once you start kind of thinking about all right so we have this star star was not originally on the um approved Universal screeners and acadians for only one portion of it so we would have had to include other um Universal screeners in addition to acadians we couldn't just stick with that so when we realized that we knew that we had to kind of look at these other um Universal screeners so we uh we have some proposed adjustments that will impact not just adding a universal screener but also the way we will use the current resources that we have so rather than adding a third comprehensive Universal screener we are proposing that we will keep star not as a universal screener but as a kind of a benchmark or diagnostic for students who enter our district mid-year or for students who star has a Spanish component so you can use it for students who English is not their first language um acadian's reading will continue to be used and will be expanded to grades seven and eight because we won't have that star component um and then we will also we've really focused this year um with the leadership of the instructional coaches uh on really using SBA and um uh interim assessment blocks which is part of the state assessment uh Consortium in terms of using those as formative assessments so getting a good read on where our students are throughout the year we also do PSAT Administration for eighth all the way through high school so we'll continue to use those and expand the data collection for from all of these aspects so this slide is kind of uh a crosswalk from the slide before so you'll see on the left hand side that's where we are this year the right hand side is where we're moving to and you see that it's kind of just an adjustment so for the first bullet acadians reading and math for grades K through six uh next year the proposal is to move to m-class Dibbles for K3 reading and math because m-class Dibbles has a reading and a math component as the universal screener maintain acadians four through six for math and reading and Implement acadians seven and eight for reading only simply because they don't have a math component for seven and eight so that would be the shift in our acadians last links which is the um you know kind of the assessment for students uh who are multi-language Learners that would continue um to be an assessment we will administer the PSAT data for 8 through 12 we will continue to use that along with SBA results informative assessments such as the interim assessment blocks and other teacher generated formative assessments and then the star Universal screener assessment rather than being a universal screener would move to that Benchmark assessment we would maintain a certain number of licenses as kind of requested at the building levels so that we would have those that that appropriate number as um as students move into our district so the next slide is the proposed timeline of this rollout as you heard you know we did get our extension so next year is the assessment um adoption uh that's what we're really looking at kind of building capacity with our teachers the the it's not a heavy lift between acadians and m-class Dibbles they have some kind of core and Julie's going to talk about this in a minute they have some very they kind of found it similarly at the core so the shift is not we don't anticipate being hugely difficult for teachers but it is still something new in addition to everything else that they're doing at the elementary level so we want to make sure we take our time and do it judiciously the following year next year we'll spend time in that same group and maybe expand it to be similar as our math folks to looking at the the proposed reading programs the ones that are approved and looking at the alignment to the universal screener that we're adapting and then make some decisions with a reading program that we could then start rolling out in the 24-25 school year okay I'm going to turn this over to Julie do you think I'm too short um so as Dr Mann said this is one of the state approved um Universal screeners that's also available in Spanish which is going to be beneficial so we can see if it's a reading problem or just a language acquisition problem so you know our population is growing and changing so I think that's going to be really key to make sure we're assessing all students effectively the components are very similar to acadians it did add nonsense word fluency Beyond grade one so grade two and grade 3 are also getting nonsense word fluency it's going to give us the opportunity to assess more syllable types with all students versus waiting to kind of see those red flags and then doing deeper Diagnostics so it will give us those red flags earlier on for kids in grade two and three that are still developing decoding skills it also has a word reading fluency so words that kids should know by sight by their grade level is on that test so it's giving us um factors where some kids can read words in context that they should know but not in isolation so it's just another layer of kind of checking to make sure all kids are growing in all areas of their reading and then oral reading fluency begins a little bit earlier on in grade one and goes all the way through um grade six and then there's the maze for comprehension which starts at grade two instead of grade three so we're bringing that down a little earlier and doing those checks um earlier on there's also additional measures for dyslexia screening with spelling vocabulary listening comprehension and Rapid automatized naming and those are all indicators um for kids that could possibly be dyslexic and then this is what's exciting because I love the data um so the word use re word reading fluency will help another given us another check of those fluency measures on kids the deeper diagnostics for all Learners as I said those nonsense word fluencies into later grades is going to give us the ability to really check on all kids earlier than waiting for them to kind of show signs of struggle and then go in and diagnose so that's going to be um more proactive and efficient it provides instructional groupings and suggestions the database and the way teachers can access manage run reports is more user friendly so we can really look and use data in real time in terms of progress monitoring and really make those instructional changes and shifts quickly and the Intervention Program is if we choose that option we'll create flexible groupings plug in your staff you plug it it pulls m-class data it will make groupings for you it gives you lessons so you can really do a great job at meeting the needs of all kids those who need a challenge and those who need support so those pieces of the data and the way the platform is developed is really exciting so that we can really meet the needs of all our kids and get kids hopefully all of them much stronger in those early foundational and decoding skills as quickly as we can so this final slide is I'm actually a little bit updated from what I believe you have in your packet but it again is just a cost comparison one of the things that we worked really hard to do was to make sure that we didn't go over what we had already kind of out earmarked for some of these assessments and so you'll see that you know for the original budget for 23.24 star for the universal screener was earmarked for 24 329 the crosswalk will m-class Dibbles for K3 reading is 16 per student for roughly 800 students again in those four grades plus the intervention tool which Julie just talked about uh which is a I think about four thousand it's a site license it's a site license yeah so we can use the for the entire cles folks it will come to 16 800.

it's also illustrative of the process that we're going through in order to use this data to jump into declare our students and then what do we need to be doing to better service more individualized a lot but then before I leave academics [Music] into [Music] this talking I'm really proud of the interdisciplinary instructional strategies that we use talking as a school as gay Minister always has the conversations what a highly effective strategies that should be incorporated in all classrooms we return to those conversations and students saw you know generalized and we did engage in school by professional development and we get a particular shout out to our math department we work with requested consultant to bring the data into their um we focus on students that employee practices making sure students really feel engaged in their learning we differentiated with some of the tools that the district hasn't done intervened flexibly to foreign [Music] I'm sure low resolution the background image to talk about so throughout the district the same process is student interactions and may be struggling and saying why are they struggling and what are we going to do about that at the middle school has said some students and so we bring up the student we say you know Jeff is is struggling what's going on and that's the main level we've worked real hard and we talked about Jeff and we think what do we need to do process to really make sure we're using school-wide strategies to intervene on judge's behalf take it to tier two to take it to two free if necessary how do you formally move through that and because we were kind of stuck sometimes we're working hard as a team and then so give me the sip of number one we clean that process up and I think that I think that we are a leader within the district level with but it also structure and moving the student forward to say good instructions so every time a student of some type of concern came up in team meetings so is this a consistent methodology supporters is just to send a middle school methodology so there is absolutely district one is District quality but because of different structures that is for us was an in-house refinement of why do we not build this is good get into that support as soon as they should and we've unlocked this ourselves so the value here is unique to us but it's in alignment basically recognize from teachers so this is all yeah team to this is a great example of academic history of the scores expect ation that comes with the star assessment that an 8th grade should be at 11.5 or until that sort of thing is there yes yeah so uh the best way of looking at this so if you actually go to that chart for example [Music] star says a little bit sometimes visitors 20 years of research shows that the average seventh grader in the first month in seventh grade can score an average 1083 on the star assessment and then 1100 is an eighth grade first first one calling for the first on the number is that the results and so yeah so star four links an average salesforward to average seventh grader and they can use one two three four five six seven right that's how you get 7.1 3.9 um not linear right so wait so yeah the previous District that we made is we try to set teacher goals that every kid we grow on average 50 scale score points and the problem is that their graph is called some great level thing respect greater than salary [Music] 1083 to 1100 and not the scale score B yeah it shows a whole grade level uh so the eighth grade started behind the expectations well the last thing on academics which is another process to brag about is give this data I have always the great citizens of the world contribution feel good about their life Smarter Balance assessment important however it is a challenge foreign so if students can see the correlation between what they're doing on a day-to-day basis and this challenge meaning I know how brilliant they are and sometimes our test results don't show that on that test they show that they understand them so it might sound like this on the test but there's this in class they might ask you for you know to explain your thinking all the time bring that to this challenge so some item analysis some Universal thinker strategies here's some targeted interventions for the entire school and select groups of students to help them build more confidence um I think this is the type of process that we've heard through those things in a year and if this is authentically integrated into the curriculum code day one student should show up in this test feel confident in their ability to do well and really show us what they higher education experience that there that they're um so that's another processor before then I'm good moving past academic goals these are what I said to you in the fall culture and other students feel the increasingly respected and valued by their teachers and peers annual School climate service and for parents to feel effectively updated on the student Department ground progress go for our School culture I'm kind of Judge something in that and just a little bit off the phone and off topic but when you talk about students will feel increasingly respected and valued one of the things that's coming back to the board and comments from others is the teachers don't feel respected and valued by the students and so I just say that and I'm not asking for what I look at going forward that if there's that kind of feeling those staff then we have to take it seriously to make sure that we are we're keeping everybody helping the same standards both ways I think that would be helpful so I just wanted to make that statement appreciate it thank you um with their goals for the year although we don't have those survey results back I think there's lots of the successes that we that we have this year many of these are we set it up meaning it continued the continued success and investment in our advisory program or team building and social emotional skill lessons having a positive behavior our areas of focus and we're celebrating for it in the space to change the code and meet in this space monthly to celebrate students who are doing the right thing who are representing the CMS way who are working hard and making growth that is not the only answer to things not really here together right you see you working hard disease doing the right thing and sometimes those will be the students that you're like well they're doing it let's just keep people maybe even more of this celebrate those who are doing the right thing we had more events than ever before it's not families in the building more than ever before I also love how we maintain the use of original option in a way that I think insurance we are families have lived in stage we have traveled for eign [Music] considered a worship with our PTO and I'm humbled by other work that they do to support our staffing students making new events such as our community Wellness day of course uh where some of you their Community um community members posted sessions that make sure the day or okay continues to be tense but literally on fire uh and I think first in mind body and spirit we can do great academic work so we incorporate new events and New Traditions in that regard um in a second we returned to DC and we can meet social justice Justice aware of the school students from across the district and local community members and businesses were able to celebrate them with celebrate School so that type of work moves as an infection just a couple pictures we went back to DC this year and some of you at that time our age graders they had a wonderful time I think they certainly made us trying to communities going out across state lines traveling perhaps further than they ever have the Guardians they made you proud they've been responsible they were respectful they learned a lot many of these are important developments and experiences and challenge students beyond the realm of academics away from your family that's important greater maturity obviously saw the statues yeah the unexpected fire alarm at the hotel we talk about life skills our students having a wonderful time at midnight on the streets of DC fire department told us everything was fine Improvement situations are absolutely critical and so wonderful between school and student s find the positive community that helps supports a sort of distribution of being and being local citizens in February and series of fun events that hold on positivity into the school and involving the results of any money or items or time giving back to the community so this is the higher teacher event um ruined my hair for a week but we raised and I think that any other middle school for UConn be donated more than anything and we did it by having fun people of the uh those are just limitations so those are some uh because this leaves me feeling about moving forward times priorities you need to continue to engage in this worth uh students are about numbers but numbers can help us work with students and be more efficient and effective in our uh continue our focus on using formative data analysis to increase individualized support we need to continue to explore with student center and flexible right um some of you are aware that you are the middle school schedule that's getting conversation can't go away because we need to make sure that whatever the best practices Awards the scheduler supports it something with regards we're doing better than continue we also need to continue our workers to success for any child as well as taking care of Evolution and on that last goal for parents I had it um that I think we need to continue to become clear consistent and manageable Communications with families meaning I think all of us have access to system for to the point where it might be line it's so much parents have access to Google Classroom PowerSchool School messenger Weekly Newsletter the teacher websites some teachers are advising social media and it can be like we're putting all this out and I can understand and I understand this person I don't feel like I know what's going on and I get Daily News thinking through ideas like a common sense and manageable communication strategy still fit here and thinking about the dinner [Music] and let's either hear what you want to do on that doesn't even make sense you'll come up with a timetable or where we table and it clearly is something that's on your mind okay that was a great presentation thank you very much any questions yes um foreign yeah absolutely but to be able to then we use that the guy to continue okay I'm afraid that you understand that because it really is true they get so much overload information overload more shuts people down maybe that's like this um who knows on one thing I whenever we come in for our meetings here then I leave I've seen students taking a walkway so great job but that was one thing you commented what was what was involved during the entire prior years I've heard so much feedback about that account and interacting socializing with in which obviously couldn't mention that you know you value that because I think it is so important because these were the students who were shut down field trips on so I hope that continues and the teachers also I think the common people that they benefit like on the Block day it really does for everybody um um I hear a lot about the next thing was I hear a lot about the um policy and I don't know if it's just inconsistency between teams you know you know maybe it's not maybe there is no issue I mean these buying certain students just just seems to be constantly but um you know you can talk about mental health students if you want to have a balance and play sports or activities I hear that still going on that a challenge but for some and it seems to be some one team more than the other team I don't know if that's true I think I just wondered if that's something we visit and wait to see that there's consistency and adherence to that moment the concern for me so thank you for the presentation everybody knows just a couple of quick comments Jeff Rey report bring you back is that it can make a difference and it seem to have made some really excellent academic progress as well whatever that sort of the Boost into that shows get those results and then the last comment uh in terms of new scheduling it's just how much did we handed me before the handicapped you by not funding your staff what is that now for someone to figure out comparison all right thank you Jeff thanks for staying late we're going to go to public forum and then we'll go back to the students okay for a special presentation um we'll first go online we're so former first selected Marlo what do you do I'll always be grateful from here to giving this ice hockey Thursday evening apologize foreign from each other who's also started following about your reporting in Angel minutes which led me to actually look at the mental health plan which obviously nobody could find possible to try to decide Dr Kevin's presentation by Health Management assistance to America to provide enhances I LL prepared by health and inconsistent to America he's a message also present is identified the ministry between the land answer questions if you know that piece introduced Mr lads to Regional director of call the doctor Who quote interactive he's assisting in this company in Tennessee you also was listed as a representative of in the minutes although it's important president before the information the time the blueberry I got that information on staff to Defenders to be selected specifically other than selected by the court where the copies of the proposals will be seen what were the evaluation criteria alibability request it does indicate that some during the discussion with both December amendments before did ask questions what questions regarding the certification you need to get information on before see that in both three of the United states that information is either been presented to the board and the board meeting is requested by the businesses such meetings or shared important numbers communication this would be critical because it's independent has prices requirements for her since fighting is yeah I'll give you another can can you just sort of wrap up other questions whether or not finally the question asked by the board between December 13th meeting the program he said that in December meetings I've seen no information in that he's an event according to the reward paintings or in any of the information I would would say that I did receive an employer request the staff email the doctor goodbye to the things that we need students just replying female I may call my email on hmsa employee staff the number of rules now 12 of the number of calls in English why like everyone else recognizes me for five minutes away school students through a series of questions Student Assistance appreciate the questions we're trying to get back to you okay anybody else all right we have a little bit of presentation Cabela's last meeting and thanks for coming up and slowing down at the sports thing we have two parts parents we so appreciate it thank you both very much thank you and I know we wish you both well and as you go into your next level you got to come back and tell us keep posting it's funny some of our board Representatives we have Engineers now what what lives in Paris working for an international firm so our our board Representatives have gone up and do great things and we really would love for you to come back and keep us posted or when you're on a a vacation or a break from school let us know how it's going you're always welcome anybody else so last meeting and now well uh Juliana and Matthew so I guess you can take the name test right right up on your desk make sure you're not left right at least a professional know who you are right I like both of you both of you are not only formal leaders through your representation here on the board two formal leaders in the schools you're both multi-talented and we know will be very great things about you know personally unloading this working with both of you we wish you all the best on the graduation you know we're going to pray for good weather all right well thank you very much by the way uh Juliana you never have to stay for home being you know that homework and other things so if they give you report you're welcome to stay as long as you like but you're never required to stay for them okay um Donna you want to give us I know Russell I'll film it also has a containers please documents uh but the bottom line is basically it's not much different than last month um [Music] has gone down since our last meeting um uh and uh we are using a little bit but uh it is so the financials right now don't reflect all the rules to open Choice within a month and two minutes and more numbers more accurate numbers came to play well the good news is looks like we're going to make the outside stuff any other questions just mentioned using some additional choice next year the person's gonna use it yeah so they have four accounts today out and uh Beyond this year's second year of the grants some work but I think we'll be okay with it uh I'm probably somewhere between so there's a 400 million dollars no it's it's what we allocated um it's over here looking up for this year so it's not additional yeah so I think the best way to do it is as we get closer to closing on Dominic into a spreadsheet for you showing it gently what monies have to use but we're not going to come up according running shorts next year hahaha I can't guarantee that we're not using 250 000 for this year no okay then where do we get it's a variety of Brands and I think they need to be unusual yeah okay we also know we'll be getting some bonus funds next year because the number of choice students in English we have one for a certain number we receive bonus funds that'll be part of that is your land report [Music] okay uh the move to recommended actions [Music] agenda I'm just in case elect Camille and um even though I let them go well we should have our yeah we do it again tonight yeah you don't have to bring it back next week yeah 6 20 if we can do that okay sorry okay for the concession for the consent agenda tonight uh uh the one item is the approval of minutes perfect so I have a motion to accept the consent agenda please thank you Cindy verse by Cindy second by Joe thanks Joe uh any any uh any questions or questions don't bring those gun all those in favor aye opposed absolutely all right now now we move to the first reading the first reading of these policies that you've appeared and reappeared on a number of occasions but they're important policy so I appreciate the fact that we kept going back and fine-tuning them so [Music] and the question to ask is John one at a time zone yep the education material selection policy shuts down guidelines and so you know at this point for what we expect our papers and principals and do and putting materials in front of our students and we don't expect things to be done really nibbly and they have never been but here are the guidelines there are 11 of them there are many many other pages of regulations that will not be part of the policy understanding of weeks ago so you've had many we may have already quoted this is the first reading but we decided to go back to the didn't have any questions just the 11 guidelines rules for selections practitioners does that have any bearing questions on the second page post policy controversial issues thank you okay any questions on this is 61.60 you can have them can we mentioned these all together buddy yeah we want to give public the opportunity to challenge something process is spelled out and performs under there and then the resolution of the complaint is there as well and I think it's very very important that we have that in place should that kind of pick him up and and come with them what they did or not but if it comes up here we want to say here's what we do we don't want to be thinking that up as we go along notice when I say to the public that all artistes are absolutely correct everything we put in front of every child is perfect but this is a good place again so if you have a question about something being used in the classroom foreign out of the library performed to do that stays in the library for the process ity and maybe we'll stay and answer the process book doesn't come out and then we've debated which station and the price it's a potentially very important can I discuss unknown so uh on the reconsideration when it hits when the complete hits the committee and everything is there any place on The Other Board of Education is not taking a partner if you need any point to the Board of Education is made known that there's a complaint a um asking for reconsideration you know you know they've known um I don't know I guess we could put that in and just assume that there's a potential that would let us what do you think John you know something that becomes controversial it gets to us anyway so shouldn't we be notified um I'm not looking to make work I'm just thinking you know parents get hold of us anyway right so should we be to know the professor thank you for that and we'll find out how do you feel about it okay yeah [Music] but I agree with somebody else yeah and the last one the third one that deals with the handling of controversial issues in the classroom that's something that I think we all agree is important for citizens to be able to do uh this is an adult and you practice as students it's a very touchy subject right now this lays down The rules for what teaches Administration follow in terms of that Africans discuss but regulating is a part of the curriculum it's important to present both sides objectives Mr Shadow the only other thing that I would reject with that is that we did after an initial review we gave me some feedback and uh have a wonderful conversation around that and was able to we were able to as an important position I'm very reasonable ground on that is protecting free speech and protecting [Music] um the operation for students staff absolutely wanted to say that one board member raised it's a series of questions that uh back to Cave as well and got feedback from them feel pretty good and we need to change some things so that it was a better policy is not here tonight but it's very very helpful discussion I think we got a better policy paid revised this sample policy as well right and based on our discussion quite well any questions on the three policies so tonight I'm going to ask you for a motion to approve 6160 6161 and 6144 is the first brief somebody want to make that motion please thank you Erica section thank you Kim any discussion of the question all those in favor thank you very much uh approval of the finances is provided by Donna motion Felicia second thank you Erica any any uh further questions Donna any questions on the motions you're gonna know all those in favor I opposed 60 thank you very much anything you want to bring to the board issues it's a busy week went to graduation pretty good okay hearing none I'll take a motion for adjournment and Joe thank you Cindy anybody want to argue with that hearing none others in favor thank you thank you ladies for the Board of Education [Music]

so that I I don't think that data would support um not reorganizing yeah thank you and I think um I think I'm talking to Dr Lang as well like we um so appreciate the involvement and support from our neighboring districts by no means do we want to drag anyone under the bus or highlight anything that we shouldn't be highlighting so to um maybe we just don't include that as part of it um as part of our report Miss Molina um I'm gonna go back and circle back to the I'm viral screen it's a map uh from cdphg because I hear uh you know when you look at the map uh you can see how uh this area is very much uh environmentally stricken throughout it's historically marginalized right so through the history over and over and that impacts the education of our children uh and we know now uh I am sitting I was at the governor's mansion yesterday I'm part of an environmental justice Roundtable and this is on the table um education and how uh environmental issues impact our education uh missing school truancy in fact cmass during that blowout uh during that week uh Suncor blew it during cmass this year um and this is what we have to deal with on a daily so I really would recommend the this committee to highlight the um disadvantages that this these communities face thank you um in response to um director Anderson I think we just need to keep in mind that that data those data years with the gaps are when we were held harmless because of covid so the I mean there were there were a lot of opt-outs that here people just choosing to have their children out at least in Adams 12 I think everywhere it was just kind of the general why do we need to take this um during the pandemic so the growth data isn't exactly I don't I I question the relevancy of it I agree just to clarify the data that I was looking at was simply um the rating scores from the state of Colorado so I was comparing 10 years of rating scores from each School um coming up with uh like a trend line for those rating stores and then comparing those scores to each other and it's by no means you know um I would not write this in a scientific journal but it was enough information for me to see that you would not want to include this information okay um I think to um Miss Molina's point and um I think a few others address this as well I think for the report I think it would be helpful to include an intro as well as a summary but in the intro I think we could address the you know where the highest percentage-wise um of linguistically gifted students is what we refer to them here in Adams 14 as we have the environmental factors I think if we can include that in the intro to paint the picture of current Adams 14 students and all of the impact to their learning um that's kind of where we could capture that um so I just wanted to say that so miss Molina I don't want to see code I was dismissing what you're saying I'm trying to type and comprehend all this at once um Miss Boyce yeah I just wanted to say like regarding putting data in there about school's performance you know I I think I think no one on this committee would deny that things weren't going well in Adams 14 10 13 years ago and so the point is to show the Improvement that's happened um you know since Dr Laurie has come on since your current board has been go going and doing this hard work um and that was the data that I think should be picked and figuring out which data that would be depending on how accurate it is you know we all know that um you know the ratings by the state so much of it's been Based on cmass data and that Squad so especially when you throw the pandemic into it so whatever data we could pick that would help with that I think could be really provocative thank you I agree with that and the fact that you know we do have such a high percentage of um linguistically gifted students and so few of them have the option of taking the test in anything except English so um I think we can hit those points home uh Mr goodowski yeah I guess one more thing sorry of course you know so many of these kids enter into kindergarten and they're just speaking learning to speak English for the first time and have to take cmass in third grade I took three years of Spanish in high school and I still wasn't fluent and I don't think I could have taken the SATs in that you know so just food for thought I I concur we um my my son's best friend um often jokes about how his mom just kind of dropped him off to first grade and I was like good luck and speak a look of English and and that's what they're forced to um learn uh Mr ghodowski yeah thank you so on this piece about data for me it's always been about infeasibility the politics and challenges of getting any sort of plan moving forward possibly there's challenges in terms of that really solving things the final point I wanted to make about the comparative data is that I I just think we all need to be mindful about the very different resources that each of the districts have and Mapleton and Adams 12 have had quite a bit more for a good chunk of the last decade than what 27j and 14 have had and I believe that money makes a difference when it's well invested and um they've had a lot less and I think there's a lot of things that probably factor into how our students perform on standardized tests each year but one of the things that I think can matter quite a bit is what you have in terms of money or what you don't have that can make a big difference in terms of attracting staff retaining staff providing interventions and wraparound supports and so I agree that putting it in the report uh is not necessary or helpful I just also want to make the point that when we look at 14's performance compared to other districts I do think money is one of the variables that we have to take into account I agree okay I wrote that down I've resorted to writing because typing it's not working out for me um so what what I'm hearing from the committee and please correct me if I'm wrong we want to adjust the report to reflect more data on Adam's 14 and not necessarily all of the neighboring districts um around that ex with the exception of the financial piece to kind of highlight the the vast differences all right you guys we're coming up time went by fast we have about six more minutes um do you uh Miss Kim do you have any final words on how we should um the forward other than to um update this report and and present it present the the next iteration to the committee um sir up to the committee I mean my my first suggestion is really out of practicality I think um from everything I've heard drawing this report to final um is important to each of you I think what would make the most productive uh next draft would be to include everyone's remarks that had some discussion today and had not been um vocally opposed include them in a draft that is provided at least a weekend in advance of the next meeting to get that on the books as soon as practicable so that we can work backwards a little bit I'd be happy to offer whatever Services I can to Aid in the revisions um but I think if if sort of the again the idea of drawing the discussion points of the committee's meetings today um is concrete enough to include as uh revisions for hopefully a final read next time then the committee can look at it as a whole see what it has see the data that's attached and then decide what to do from there with the aim of just Expo not Expediting as in a hurry but um to to coming to a final written document that is truly a representation of the committee's studies findings and recommendation and then we can work out the technicalities in terms of what to call it and what it triggers in terms of statutory steps and the like but it would help me a great deal to be able to anticipate some of that to be a little bit more involved in the revision process with you all if that's acceptable to you but I also don't want to slow down the progress or um you know impede the other source of information that have to be channeled here so the last uh I guess trying to answer a question for concretely here uh given the last charge of the committee uh through Adams 14 to find the Scribe I think the real uh decision points today are um to what extent they want to go through the list of items that have been discussed or to charge the chair to work with the drafter and involve Council as needed to bring to the committee a revised draft with the aim of finalizing at the next meeting um Miss Kim can you speak a little more about your um being involved with the revisions is that to ensure we're hitting all the points required by Statute or I guess I'm I'm trying to selfishly give myself leeway to get stuff done and get it back to the committee yeah only if it's an aid of the process um I've been assigned to be a resource to you all one of the things in my toolbox is writing so to the extent that I can get you closer to a final draft I would love to do that for the committee um so if it does help great if it does not that's fine also but we can start circling some things that might need a little bit um of adjustment if one thing changes here and changes there so perfect thank you so much um so I do we need to make that an emotion I would propose to the committee if you're okay with me incorporating your suggested changes getting the information that's needed um and then um working with the Dr Ling and Miss Kim has needed and then get this out to you as soon as I can so just to clarify I do think that this would fall into the category of General committee guidance I would ask though to be a little specific much like you were last time to say within 30 days or whatever the case may be it may be really hard to accomplish but I think that's going to help the committee uh keep its momentum and again trying to get to the next decision point which is what does this writing look like and what is it um commitment time um I'm trying to look at our calendar we are at June 7th um I would say by the end of next week if that's okay that would give me 10 days ish to get to get the next iteration out to the committee and then I'll ask Ramona if she can um schedule something for that following week Miss Goldstein can I request that it be remote again just in case somebody's not locally in town yes I I concur I've found that I it's just so much more feasible it can feel difficult so we'll meet virtually the week of sorry my phone is not cooperating um so I will work with the Adams 14 team and Dr Lang and Miss Kim um to get the next draft to you incorporating everything we've discussed here um by Friday June 16th and then I'll ask Ramona if she can connect with each of you to hopefully get something scheduled for the latter part of the week of the 19th um to meet virtually so then we'll all have time to read it review it and come back with the hope that that's the final everybody good with that all right thank you again so much for joining us and for all your work Mr gedaski I'm sorry I'll make sure that I check all the email addresses this time um may I have a motion to adjourn and we'll we'll call it an afternoon so moved awesome second all those in favor we all just raise our hands so it's getting her thumbs up hi awesome all right thank you all so much and um I'll work hard to get this to you and hope great rest of your week thank you bye

based on getting an engineer in a round tree and completely engineering every square inch of this installation so I'm going to call it the fire lane that's what they like to do because a fire vehicle to suppressed fires comes in and turns around there then we can use these adjacent waste funds and so we may be coming to you for an increase in those funds we've been really low Levy bringing in a hundred thousand a year we might want two to three hundred thousand years so that that budget has approximately 210 000 coming from Capital fund and another 292 000 coming from the chase boys as soon as we get the town to sign off on this latest Proposal with past Roundtree engineer specifications behind it and the sfb to allow us to spend 292 000.

in addition I did not anticipate the governor including 300 million dollars of one-time state aid funding that that money is unrestricted but it is one time and so that uh 300 million towards all K-12 education equals about 3.49 million for Higley unified um what Higley continuing to see Capital needs one of the proposals is to allocate that to Capital as it's one-time money um I'll go into that in a little later detail in addition to this budget one thing that was not discussed on the tentative approval nor did we have numbers on us evaluation at that time was a potential to look forward towards loving adjacent ways funding so Higley unified district has has utilized adjacent ways and so does a number of different districts to uh for the specific purpose and statute which is to improve sidewalks roadways and public right-of-ways um that are used for bus and Fire Equipment this funding is basically levied by the five of you or four on the phone but five as the board on the adopted budget if you so wish to choose the uh proposal today would be 1.5 million and this would get us through the next three to five years of projects so to date just this year we've spent close to eight hundred thousand dollars in adjacent waste funding most of that being at Higley High and Santan improving the traffic flow modifications as you know traffic at Higley highs drop off parent drop-off in in pickup is is hectic and we've had accidents in a number of different instances over there and so we're making improvements to the better good of people who travel down Pecos and wrecker and so we're utilizing this funding um for its intended purpose and so we do have a number of other projects that we are slated to I guess move forward with if we have additional funding one being Williams Field that's the next one um as well as sauceman and Cooley have different bus um drop-off implications and so we want to continue to enhance these public right-of-ways and make them safer for all and that's why we're proposing a tax levy so what that would mean is a one-time Levy for fiscal 24 of 16 cents per 100 000 of assessed valuation um I didn't have a chance to get an average home value on here but our average home value in the Higley Unified School District boundaries is 350 000.

and then the acadians again kind of crosswalking that and keeping some of that is uh similar to what it will have been so our grand total um for originally was 39 829 for star and acadians the various changes and including some of those reserved licenses for benchmark assessments for Star would bring us to about thirty three thousand dollars so we're within the budget that we originally had proposed um I can go back to that if you need to and then same kind of thing with professional development we are um you know there's less need for professional development with the universal screener it's more about how do you use the data right so what are what are the what are the ongoing supports that we would have for teachers as they are receiving this information and as they are trying to do interventions and that again is where um you know Julie will certainly be integral Debbie will be really important to uh doing this and then also looking at the materials that we currently have all of the those other instructional materials that I mentioned in the very beginning how can we leverage those based on the information and changing up our instructional approaches like Julie was saying playing with flexible grouping or you know kind of targeting student needs whether it's in both at tier one and in tier two um and so that's what that professional development would be focused on so that's m-class Dibbles any questions forward any questions yeah so I did have one very general question um on the reading initiative from the state of Connecticut it was on I'm trying to get that certain term like the science of reading is that tied to this or is it unrelated to this nope it's um so go ahead I'm gonna have Julie talk about it it's directly aligned okay um really looking the the idea of you know science of readings really just the practice of how your brain develops and learns to read and really finding a balance between the phonics and decoding but also the other parts of reading which is comprehension and language comprehension so there's two strands to that a language comprehension and then your skills which is your your phonological phonemic awareness decoding um and those need to combine so really looking at those factors um together yeah and this and this assessment tool captures all of those characteristics it does okay yeah and actually what the so what this you kind of think of it as the programs um that the state has adapted uh are all aligned to the science of reading and those programs have kind of backed it they've backed into creating assessments or screeners that provide data on where students are in those in that skill building and those Concepts and so that's but we're starting with the screener first so that we can kind of see where our students are and then we'll build into a reading program and then and then the second question I had is over time you have acadians at some grades and you have the m-class Dibbles as a with 800 students well eventually Cadence acadians get phased out or do we always live with them both of them so that is at the bottom of this slide m-class Dibbles is currently piloting um a math and reading screener for four through eight we chose not to be a part of that pilot for next year um given again everything that's going on um and so but we're gonna kind of be in close touch with them and see what uh what the results are um they're they I think they actually started a pilot this year and they're gonna work on it's really that math side that they're finding it is acadians part of the approved state of Connecticut for Middle School for the middle schools um well so there's not necessarily all that this doesn't go all the way the state of Connecticut is not going all the way up to they're just dealing with just k-33 m-class devils and what are the other options that they they uh I can't even remember anymore there's I think five Universal screeners they keep flip-flopping and chain off and then in I want to say February of this year they put it back on um star was and that was off so you have I think five so Dibbles eight easy CBM um Ames web uh and Amira which is all Ai and there's one there's one more I cannot think of right now but there's only five approved Universal screeners what comes okay thank you any other questions all right thank you very much thanks so we have a motion on the table uh any further discussion all in favor aye any opposed all right you're approved thank you very much okay next up on our list is the approval of the idea Grant application I love that the board approved the annual submission of the district idea Grant as required by state law second moved and seconded a post you want to give us a quick brief I will do that um as I think you all know the idea Grant is the special education entitlement grant that we get every year entitlement Grant means that we are told how much money we are getting approximately five hundred forty thousand dollars for special education K-12 and about twenty thousand dollars Pre-K and we have to submit an application which we did last month basically telling the state what we are going to spend the money on within the parameters and goals of the idea law which we did and it got approved in our case we use it for teachers and Paras and at the preschool level apara and we've done that consistently in all the years that I've been here and we talked about that before I remember we had a couple meetings ago so what is it we're approving here tonight just the formality of submitting the the document correct to the idea folks correct okay and it's consistent with what we talked about before correct what we talk about every year yep any questions for Ken all right all in favor all right thank you done thanks again okay next up is flexibilities for implementing the Connecticut guidelines for educator evaluation for the 2023-2024 school year I'll move that the board approved the flexible CT guidelines for Education evaluation for the 2023-2024 school year as recommended by the cape subcommittee and assistant superintendent Dr anaman second okay moved in second and it sounds like Anna you're back up again this is the last time and a man show um so you have have um as exhibit I in your packet the uh the indication from Dr Russell Tucker the commissioner of Education that uh for the neck for one more year um the State Department of Education is approving the flexibilities and extension of the flexibilities for Teacher evaluation plans so really all we're asking you to approve tonight is to continue what the district has been doing since 2020 since the 2020-2021 school year this is in anticipation of a pretty strong straight big shift for the 24-25 school year where the guidelines for Teacher evaluation and administrator evaluation are going to have wholesale shift from the state department where they're taking away summative evaluations it's much more focused on growth we'll get into that some other time but really this is just a continued extension of what we're currently doing which is based on the formal plan that was approved in 2017 but with those flexibilities so taking out some of the excessive formal observations and those kinds of things um the the P deck is it p-deck is the name of our committee professional development and evaluation evaluation committee they've looked at this and they're okay with it they're okay with it all right I figured they would be yep had to ask though Dr P is the chair the co-chair of wikipedex so he's happy to talk about it they're okay with it all right all right I have no questions any questions this seems pretty straightforward okay all in favor all right all right very good all right uh field trips okay I'll move that the board approved the attached list of field trips for the 2023-2024 school year as requested by Brookfield High School principal Mark belanda second you get the next one um all right um any discussion um John anything you want to say what we've uh this has been a practice for the last few years where we approve agenda item e uh any out-of-state field trips that we know of going forward in the coming year which aligns with item F which we'll get into the second one and there and it's no real change any major changes no and we do not have the any french trip scheduled on there at this point that'll be a separate uh piece but yes and I don't think Mark has anything to add if there's questions he's certainly here no I didn't mean it that way Mark any questions from the board we approve these every year okay all in favor a unanimous all right approval of field trips for sports [Music] approved the athletic director's athletic director Steve Baldwin second okay moved and seconded um any uh any changes to the list of uh of uh events here are any big changes there you want to mention thank you yeah so the only uh there aren't any changes currently but there certainly have been um some coaching changes uh in in the middle um so looking I look particularly at the very bottom of the hockey coach we have a new co-op team that's going to be putting together it's now adding Immaculate to our group so I'm not sure where they're going to go what the coach is going to do but typically they have gone to Maine over that break um you'll see a listed there three different trips uh connected to April break for some of the the sports teams those are sort of holdovers from last year that didn't go away necessarily this year but it's possible they could be going away um uh this upcoming year so they'd like to get back to that although I think Steve Baldwin lost the majority of his hair during that process last year bringing that many teams down to Florida for that long um so I'm not sure that we'll do that specifically again but there has been some interest in doing some level of trips and so no matter what happens regardless there's a full set of permission slips and approval from the superintendent so it's not like we just take kids and go we go through the entire and we greatly appreciate that yeah it's a great organizational strategy thank you any questions all in favor all right moving on thanks Mark thank you Mark all right we've got one two three four five five Palace six policies to approve first one is six one four six dot one I will move that the board delete brookfield's version of policy number six one four six point one grading assessment systems weighted grades and adopt caves version for a final reading as recommended by the policy and communication subcommittee first read was on May 3rd 2023rd second major okay moved and seconded were there any as you guys went through your review at the policy committee were there any further changes I do I do have one comment it might be something that already came up but I could have sworn we saw it when we saw this last time we removed the part for uh rank class rank because we don't have that at the high school so what we um so what we've removed was a specific sentence in the middle of the paragraph because of the change to class rank um and I don't know if this really wants to come up or not but I I can handle this I think um there was a there was a statement in the middle about how class rank would be available to seniors in October with a final ranking that based on the removal it wasn't a removal of class rank that you did prior it was just that you're not going to be focusing on that uh but class rank is still maintained it's maintained through PowerSchool um and actually based on some things at the state level you have to maintain classrooms um so it was really just that when it is available to students because a person could ask for their class rank at any point gotcha so we just remove that one sentence okay okay any further questions on this one were there many changes that came in on that or yeah okay yeah all right all right all in favor hi hi unanimous um next is policy6141.52 new required policy number 6141.52 challenging curriculum criteria for identification of eligible grade eight and nine students for a final reading is recommended by the policy and Communications subcommittee first read was on May 3rd 2023. second moved and succulent any comments on the process leading up to getting here any major changes to it the only thing that was taken out was that highlighted version that was in your previous packet and then some adjustment to pronoun usage changing from specific pronouns that was it all right discussion all in favor okay policy 6141.51 I'll move that the board approved new required policy 6141.51 Advanced courses or programs eligibility criteria for enrollment for a final reading is recommended by the policy and Communications subcommittee first reading was on May 3rd 2023.

so there's a lot of moving Parts there any questions on these is there a capital or uh carry forward percentage that we can that we have no that's a great is there a bottom yeah that's a good question because as I recall up until about 2016 if you had a 10 million dollar Amino budget you were limited to four hundred thousand or four percent to carry over the next year to prevent districts from from just like bankrolling money and we'll see where we're going with that so that has been lifted and in addition to lifting that Capricorn they've allowed us to transfer funds between m o and capital to hopefully serve the district better so it changed when we went to current year funding because there was there's more volatility on the current year funding than and so you need a higher carry forward to help make sure that you get through the year the cap the cap was lifted so to speak um and I think we benefited from them and they don't mandate a a percentage that we have to carry forward I mean is there a minimum well there's that's also a really good question and I can bring you some things that might is kind of alarming there's about seven districts in the state that the last couple years have been in receivership status and they have indicators the the auditor general measures and every district has like a report card well here's the things that you have and of course the ability to meet current obligations is the number one indicator if you have current obligations your chances of being a pay current obligation that's really small but if you'd like I can bring you just a little summary the minimum is is based on what we assume it to be as long as we can and the hard minimum is zero okay we don't want to go into the negative that's pretty much that's embarrassing any other questions well we'll just keep on going and do the student activity report then okay and I think everything in Student Activity is good last does this report what we have is we have the eight thousand four hundred eighty dollars there in golf and we've heard that they've had their golf event at the antelope golf course and we're just again trying to settle the conferences and these extra bills um I don't anticipate I don't anticipate this will be easy last year actually we ran into the same position for that course but they wait till the weather's really good and that's all I really see in students thank you all right item seven a through t as Mr Scholl told me the other day of very long consent agenda um seeing nothing taken off of it if we could have a motion to approve tonight's consent agenda I will make a motion to approve tonight's consent agenda a second I'll second all in favor um hi item 8A is a job description for our school security officer and school security officer supervisor Mr Schultz so um a while back you all approved um armed security guards for the schools um I think I might have shared last time that we applied for a school safety Grant and we were awarded two sros and we had a very good meeting I thought a very good meeting with the police chief and two of his lieutenants today to kind of discuss this and go over whether we do sros or they don't have they're down a handful of officers already and so they're they're helping us out by trying to identify some some people that may want to be an SRO or a school safety officer that are former officers that because the school safety officers are required to be Reserve officers with somebody our preference is the Chino Valley police department it doesn't have to be but that's our preference and so working with the police department we've identified identified some tasks on how to move forward with this and of course their preference is to put paid officers in there which is fine with us we just don't know if they can find them that's that's the issue um but in the in the meantime if we have to um have and we will have at least one because we will will have one officer security officer our current position that will maintain uh probably a territorial um these are job descriptions for a that school security officer and they're um depending on the the configuration there would be a supervisor as well so these are strictly the job descriptions and something that Cindy needs in order to put into the um Grant um paperwork and it will be coming to you on the 26th with some salary ranges for those positions so we can start building those jobs could I have two questions ask away uh first of all what is the hours proposed for these officers Monday through Thursday um 10 hours whatever that schools okay so it's a standard 40 hour a week yes okay um only question I had and that that's both on the officer and the supervisor if you look under education and work experience under first aid the last line under that it shows as preferred why isn't that required we don't we because we have other health professionals on campus that I it could be required but we have other health professionals on campus that take care of that well I understand that in my opinion these are the guys that may be there when that is needed right away and I I know a lot of jobs require that rather than just prefer it I personally would think that it should be preferred that they've that they have that certification if you want to make a motion with that change we can we can do that I don't think that that's an issue that's something that's you we can make happen like they can get certified correct they can get CPR certified we have yeah hired but then we can have them do them do it yeah we do that all the time because we have a number of uh positions that require CPR some of our special ed um our bus drivers things like that and we do that you do the training so all all that I think that would indicate is that we need to they can get hired and then we'd have to train them to do that okay deletions or I started so all I hear is that that preferred would go away all right so where's the bird would go in uh well uh yeah whether it's required some of these are required so whichever works grammarically correct either take your period away or say changes are required okay and you can make the emotion yeah I'll make the motion that we approve the job description for security officer and school security officer supervisor or the Run change at the first stage Dr bleeding the CPR certification be required second second all in favor aye item reorganization of information Department one should Larry once you come up it was your your link request and we'll have you talk about it I think you better president members of the board this was something that I approached superintendent show with a little while ago a few months ago really it really was sparked by the Cyber portion of what we just talked about security it has become a very large uh Endeavor amongst all uh school districts last year the our insurance company the trust dangled a few carrots in front of us to get a lower deductible this year in preparation for next school year there were seven requirements that were going to be mandatory or you don't get cyber security insurance at all so um they and these were not some of them were my new a lot of them were bigger things cultural culture changing items items that we're kind of dealing with a little bit in our everyday lives things like multi-factor authentication that seems to be our bigger one a lot of banking institutions have used this for a while now that's basically what you put in your username and password to get into say your email it's going to say well we just sent you a text message to prove that you're actually who you say you are it requires something you know something you have like a cell phone or a little of the baby on your keychain or say something who you are a biometric a thumb print something to that effect because they really want to know that's going to be implemented this summer along with that there was still uh increased backups uh various things updating your computers things of that nature we want to make sure that we're not Flagstaff a few years ago that had a school down for a few days until they get my concern was that again these are not small things had to fit that on top of my position or my department was a little Hefty these jobs in the in the outside industry started six figures there are not enough people out there to fill the jobs therefore if we're going to have to take this upon ourselves it really would be fair to Shuffle upon somebody as you know other duties is required this is this was far beyond that so um speaking with John we we thought that this would be a good time to maybe transition one of my uh current technicians and to officially fill those those roles so that way we weren't uh taking advantage of anyone so in addition to that I'm starting to get questions from Auditors and the insurance company saying do you have somebody on staff that technically is in charge of cyber security and we did this would fill that role just kind of thinking that future down the line if we could say we're doing that if that becomes a requirement we're kind of anticipating some things so with that we wanted to create kind of a hybrid position between my director's position and one of the technician's position that would kind of become my backup that would take the cyber security role officially and some of the other duties that I uh could be responsible for so that way we kind of have a backup quiet decision my current title is Network administrator.it director we would just change my my position in title only actually my job description is I.T director my title would be just changed that would be it and then another position would be created out of the current position that would be kind of elevate it as my backup in the cyber security individual which technically we're already doing because we had to do this no matter what so we just want to be an official for next year so that that was that's my request will be coming to you at the on the meeting on the 26th for a salary adjustment for this person um you know this this is going from a non-exempt hourly employee to an exempt uh employee that's not eligible for over time plus the response it included the additional responsibilities that um are would be put on this person so right it's very quick question can this field of cyber security is there a certification of any sort nationally you know for personnel trained in this area degrees Yeah we can get master's degrees it's not independent certification I'm sure there is but is taking on this role has done some trainings and so forth in the subject already yeah you know many professional Fields you know have an organization that certifies a certain level I was just curious because you know this whole field is exploding on us and you know what Larry's saying makes all the sense in the world and I'm just more Curious than anything else and thankfully the Department of Homeland Security uh was able to get applications and be able to uh I think it initially started as a grant and their idea was to make these available to All State entities education being one of the Department of Education all sorts of things that has been built into the regular budget now um so we do have a lot of networking involved with Homeland Security with national Arizona National Guard they have a whole cyber security division so we're kind of just fitting in along with all the school districts so we're not just doing this on our own they are providing us solutions that we're currently using that are saving the district tens of thousands couldn't I really couldn't afford on our own with these so it really helps with that so yep thanks all right any other questions that makes it easier for you identification without it I will make a motion for the privilege to re-title the current Network Administration to Information Technology director and re-tattle one of the current I.T technicians to network administrator with additional cyber security officer responsibility since we didn't have any questions or comments before the the second is there any questions or comments on this item all right a second please all in favor aye item 8C um our high school and middle school coaching diapers this is done on an annual basis the coaching stipends our percentage of our base salary with the increase in the current base these are necessary in order to keep in line with the percentages that's an annual process um actually that it's for each season so um there are coaches that teach that coach multiple Sports so they could get multiple stipends but that is just for the and I think it's listed by season as well [Music] thank you item 8D hiring multiple Farm Workers at the CAC a good evening the president members of the board um come to you this evening to request the ability to hire multiple Farm Workers um needs at the farm are kind of continuously evolving and what we're doing and what we're in need of and how we want to manage the farm and so how this would potentially work would be we would have the opportunity to hire multiple Farm Workers at the farm similar to a pool of substitute teachers and as we have an upcoming Harvest coming up or we have an upcoming um even after a harvest we have field preparation that needs to occur and we have some routine maintenance that we need to make sure that we're addressing before a potential Harvest um we'd be able to call on one of these Farm Workers to be able to come in and fulfill our needs um what we're finding is you know during harvest season or during the off-season really when it comes down to it on a week to week basis there may not be much that the assigned Farm worker really needs to do let's speak of the summer time summertime our farm manager Mr holder along with our farm our student interns they can do routine maintenance on the camp on the on the farm whether it's just private machinery for the upcoming Harvest maybe it's repairing fence maybe it's just simply weeds Management on the farm and so there's there's hours of time that doesn't necessarily need to be fulfilled by having someone on the farm 24 hour or 25 hours of the week so by doing this we're just kind of increasing our ability to have more workers onto the farm we'd like to also request an increase in that hourly rates by doing that that reduces the total amount of hours needed throughout the um um are required throughout the entire season but we know that we can still fulfill all the jobs that need to be done by switching the model we maintain the same budget that's currently allocated for it maintains all the same budgeting codes so nothing of that changes um and as Mr holder was kind of researching this across the state and really across the country as well he's found that many schools have acreages to to manage they've got multiple Farm interns and they even have multiple Farm Workers that they can call on to come in and get some work done on the farm um so that's kind of the purpose and the drive behind where we're going with uh with multiple workers I love the idea okay so I'm looking at this from like kind of a different perspective and I'm hoping you can you can answer my questions so coming from a ranching family do you live on a ranch and you say you're living there it's not your Ranch and so it's not you know Mr holder's farm right but he lives there rent free correct so my understanding is a person that lives there rent free they are supposed to be the upkeepers of the facility so where does that fall into hiring more people if he's living there rent free shouldn't that be one of his duties it is it is part of his duties of of just this field the first field that we harvested over there is one of the mowers um he says he's running mowers he's managing kids to get other equipment ready to go um so yes very good question and so he's right there you know uh making sure that pivots are assumed in the fields are being watered um if you had a cattle that are there he's making sure they're being fed cared for veterinary um Services as well so he is right there with all the work um but when we get that Circle pivot that's an easy one but it's when we got all the big fields that are being um cut that's when the hours get really long um just because I mean they're big right and the mower that we have I think it has a six foot arm on there and those fields that are being cut um they are I want to say one of them is 13 to 15 Acres the other one is a similar acreage so when you're going up and down that field six foot mowing arm it's a lot of hours and so um you know we just need the extra manpower to be able to get that done likewise when we're there working on the farm and they're in the harvest season specifically um we don't foresee having multiple Farm Workers there with us besides just one additional person so we're not really intending on having multiple Farm Workers there during the hardest I would be the farm worker the farm manager which is Miles along with several students that was the clarification I was going to suggest also is that you're not asking for a whole bunch of people right now you want to be able to pull from a whole bunch of people correct and great clarifying question again but not going to be multiple Farm Workers at a time um in addition to Mr holder it is and then you have when you're mowing that many acres with a six foot arm it's a lot of passes so okay thank you thank you all right we'll entertain a motion please I'll make the motion for the priority medical Farm Workers with an increase in the hourly rate cut paying second please second all in favor Personnel report you do have a supplement so please refer to the supplement as well um a busy time of year part of it is some adjustments like the supplement has quite a few salary adjustments there's a number of resignations by default which are just people that weren't did not respond to a questionnaire or about whether they would be willing to substitute next year so no response means you're resigned basically there's a correction of pay on that a couple people said they were going to take a job and and it just didn't work out that they declined the job offer when we thought they were going to a lot of news certified which is good to see a fair number of new classified some subs a handful of resignations uh thankfully none of those are teachers some certified changes and a whole slew of classified changes most of those were salary adjustments you want to take questions that anyone oh um and this came up number 27 the the slacker that was working number 20 is me um there's a um a contract Amendment there when my contract was done this last time in the spring there was the um a portion was left out between the two contracts and so this is just actually adding something back into the contract that was left out um I'm 24.

2023-06-08 Maricopa County, AZ YouTube / Higley Unified School District transcript source: youtube HUSD Governing Board Meeting June 7, 2023 Live Stream · passage 6
so that would be just over about 45 cents close to 50 cents next year of an increase on the property taxes so you can see there to our history and our balance the last year the Higley Unified School District levied was in 2016 for three million dollars and our current balance is 1.1 million so going into our mnl budget numbers again I compared what we estimated what the board tentatively approved back in March versus what is actually being proposed you can see it's pretty close uh just 0.5 off um some of the the major changes again um was the reduction in mno to Capital so because we did that a little earlier than anticipated as well as the increase from the results-based funding into the base level support of the 0.9 percent other than that um not a lot change here you can see the net increase would be 600 000 from what we attentively proved to what we're proposing tonight this morning sorry um one big thing in the mno and and it's also in statute that was new a couple years ago was the average teacher salary so we have to publicly advertise this not only is it prevalent on the front page of the budget forms we also have to post this on our website our home page um when going through the budget forms and the calculation this one kind of like uh shot out to me because of the percentage increase showing zero so I wanted to really highlight this um and kind of explain what is going on here because the board did disapprove a two percent increase so what this calculation does and again this is a calculation that Arizona General gives us we just plug in the numbers based on our information so it takes your average teacher salary for the budget year so fiscal 24 that was going to be 65 802 going into next year Compares it to your prior year fiscal 23 which was for Higley unified 65 717 and it basically shows your increase from prior to current year and that increases zero percent but 85 dollars but that equates to zero percent when you round it a couple reasons why one when digging into this this detail Higley from fiscal 23 to 24 has lost basically a ton of experienced teachers we've decreased overall experience by over one year um I don't think this is just an indication of what's happening at Higley I think this is Nationwide um teachers are leaving the profession and experienced teachers are leaving the profession and so Higley is not immune to this um and we can see it clearly here in the information presented because um well the calculation does not include supplemental play it does include the two percent we increase to the base and so um the numbers you kind of don't lie here and you can it's a clear indication of what's Happening nationally but that explains the increased percentage showing zero when you lose a lot of experienced teachers those are typically our higher paid teachers um and you saw our starting grade while we've made progress um we're still in the 56 000 range for a starting teacher with no experience so when you take those into consideration that's why you see the percentage increase in zero so we can't change the formula but I can I can certainly explain what is going on there to to better understand um that calculation moving to Capital this is where you're going to see the biggest increase from the what we tentatively approved and what we are proposing the main reason why is that one-time state aid money being proposed allocated to the capital budget in addition we did estimate a budget bounce carry forward so from this current year into next of four million dollars um what we're realizing is that uh with lead times and construction projects um taking their time a lot of that money is not being expensed while it's obligated and we'll still utilize it next year that carry forward is not being expensed in this fiscal year so it'll be expensed next year but that does change the budget amount we do need to carry over or basically estimate that carryover so we don't lose that funding so you'll see that that change plus the one-time state aid being proposed used for capital is the difference of 6.2 million which is a 30 increase from the proposed or from the tentatively proof capital budget to the proposed um just a little bit more information on the additional Capital dollars um looking at um our needs across the district the main emphasis would be utilizing a majority of that funding on Safety and Security um that's still being a high need within the district um having additional dollars to allocate towards Safety and Security would be huge in allowing us to to move forward a lot of our initiatives in addition moving forward some of our major maintenance projects that were on our five-year Capital plan we can move forward some of those and and utilize this one-time funding to kind of take that cat five year Capital plan and kind of move it forward one year with some of those projects not every project but the highest need projects and move those forward with that um this is again June 7th the proposed budget um if there's any comments recommendations we'll make any adjustments needed and bring that back at the adopted Budget on June 28th once that budget's adopted um we hope to have no revisions um in December but we may need to revise the budget to adjust for enrollment one of the things with the current budget practice at the state is we have to estimate enrollment for next year we are currently funded so um a lot of times what districts do and what we've practiced is to not increase ADM to leave it flat of what we budgeted last year that it's just the safest way if we increase grade we can revise up and if we decrease then we can revise down vice versa and that would be done on December and then again we'd come back again in May and revise to our actual 100-day numbers so with that if there's any questions I'll be happy to answer at this time we there is allowance for public common if anything wants to come forward and speak or ask questions related of course related to this come on sorry thank you okay yeah so the the 45 tax increase was my estimate on an average home value in within Higley Unified School District this is a one-time Levy um to Levy 1.5 million dollars so um if whatever your home value is again it's not the Zillow home value but if you look at your tax documentation you take a hundred thousand dollars and if it's 400 000 and 16 cents times four would get that per year no this is a one-time Levy okay oh one time okay I I just did uh some math in my head so I'm getting a little confused here because uh 1.5 million divided by we'll say 50 cents not 40 cents would be equal to 3 million that would suggest that there's 3 million homes in the district and that's why I'm getting confused there again I was using an example on an average home value of the District home values range vary across our district so it would be a hundred thousand dollars per assessed valuation 16 cents per 100 000 it's the numbers still aren't the numbers still aren't jiving in my in my head because even uh I I mean I know there's some you know 10 million dollar homes here but even then you know that still isn't enough to make it up so I'm so the numbers just aren't you know they're just not coming together to because so that would be okay so 10 million dollars that would be uh we'll we'll say five five dollars per home so you take on uh 1.5 divided by that that would suggest that there's three hundred thousand ten million dollar homes in the district so the numbers just isn't adding up in my head maybe uh I'd be happy to set a meeting with you and explain that yeah yeah maybe that would be something good we could talk on the phone and then we could um we could figure it out um and and please stop me if this is uh not the correct time to mention this on one thing that I would really like to see is to have some sort of Community Committee that involves community members and teachers and staff members and administrators to go over and develop this budget together because when I look at this it's like I feel you're not trying to Blind sign me to to pull any tricks on me I know that I know what kind of person you are nobody's trying to play any tricks on me but when I see this budget it comes at me as a shock but if we had some sort of mechanism where the community where we could have a committee with community members in that committee reviewing the budget and helping with developing that budget then I think that things might work out better so that way things are in alignment with uh with what the community the Community Values and that is uh one thing that has been on my mind but with that I think I've I've said my uh my piece we also need to be careful that you know that I I'll just throw in this last part that we need to really really look at things with a fine piece very carefully because you know we might wind up spending money on things that really aren't necessary you know so uh so and that would prevent us from making those mistakes but thank you very much for listening to me yeah vice president Anderson Mr Moore um the Levy um what is it that can you can you discuss the need that created this and I mean we're this is this is another way of taxing the community um and I mean history you know people in the area you know don't like bonds don't like overrides don't like to be taxed um so I'm I want to understand what need created this and um are there any other sources of funding budget transfers or anything else that could be used instead of an extra levy on the community yeah Miss Van Hook um so this the need stems from improving um public right-of-ways as I stated so um much like what we're doing at Higley High in San Tan the need to improve traffic flow to come off of the public streets in the town Neighbors in the area who don't have kids are affected by our schools and so this funding source as Allowed by Statute and then you know if the board continues to wants to pursue that allows for us to to utilize These funds for those purposes improving those public right-of-ways and um you know benefiting our greater constituents within our Higley Unified School District certainly we can go and reduce budgets within our capital budget or or our mno budget um if the board does not choose to pursue a levy but this is one Avenue of funding in which is allowed in statute where it allows us to the board to Levy for funds for this specific purpose so I would be remiss if I didn't provide the board with this information as an additional way to fund some of these projects and give you guys all the information necessary to make a an educated decision on this budget I'm constantly looking for as a defined in our strategic plan additional Revenue sources to support our needs so this is one of those vice president Anderson um and board member Van Hook something else too that at least the way I look at things when it comes to budget the idea of on Higley Road especially if you travel from Higley and it's either before school or after school the amount of money we can save in gas alone from not having to do stop and go traffic would equate to that in the course of a year so if I'm paying 50 cents the amount of money I can save by not having to have traffic issues on Higley traffic issues on record and Pecos for some of these things is beneficial for all aspects and for those of us who I recognize and understand it's another 50 cents or whatever your home value could be so mine could be above that or less than I hear what you're saying and I agree with you the idea that when we just do tax and you just do tax especially with respect to education a lot of individuals in our community do not see the benefit of these taxes if they don't have kids this is something that is an easy way to see some of the changes at the very least so when it comes time for us to look at do we do this Levy are we going to approve it we have a better opportunity of at least expressing to the community these are the ways in which not only are we making people safer day in and day out but you have less traffic I don't know if you drive in there during that time frame it's awful and dangerous because I mean I taught high school kids they do not care about your life or theirs apparently when they drive sometimes so it's beneficial vice president Anderson Mr Moore um I just lost my train of thought oh um is there a way that the city can assist with this and without um seeing a financial impact to the community such as attacks yeah we work very closely with the town of Gilbert on on various grants and improvements um we did apply for about 1.5 million dollars or actually closer to in different grants that would um basically help supplement some of this funding so we're continuing to pursue that we were not awarded any of those in that first round um but we have that's very loud we have relationships with um the town of Gilbert and we do try to find other sources of funding um ultimately how long do you wait um our enrollment at the high schools continues to grow and so just looking in the near future this is the the opportunity or an option to address that going into next year vice president Anderson Mr Moore is it possible to kind of push the city to determine like Hey we're considering this this tax um and before we do that um can we have these conversations and see um how you can support us um before we our board votes on this and just kind of push them to determine whether they can help us or not we can certainly push again but those grants that I mentioned were conversations that we've had all last fiscal year so we're kind of getting to the point where we need to if we want to make adjustments we need to make some basically recommendations and move forward that what doesn't mean we're going to stop the conversation with the town if you know indeed they'd change their tone to Pace they're telling over the next couple weeks I I highly doubt that but these conversations are not just new we're not just loving this this is not a new conversation this is an ongoing conversation we've had with the town over the course of the last couple years this is um yeah this is not a new idea that I'm bringing um just today this has been in the works for a while Mr Moore can we receive more information on these grants because it would be nice to know if they're uh just making their decisions or awarding the money based off of traffic studies or accident studies um and I don't know if they'll be willing to share is it only for school districts or it's for businesses and neighborhoods as well or to my understanding there's municipalities there's other other um industries that are able to apply for these grants so I can get you more information on those it would be good to have some be able to advocate through our staffing to them to just stress our our need it's not just we want to look better or feel better we absolutely for safety purposes need need these changes and then I'd also like to follow up with when would the construction begin if this goes forward yeah so currently we don't have enough funding to proceed with that we have started the initial preliminary like civil engineering in terms of analyzing where we can go what are our options the town of Gilbert has already been involved those conversations they won't add a new light where we want by the pool but um uh so those conversations are on ongoing um and you know some of that work has already started um The Next Step would be to basically you know have funding to support some of these costs and and move forward with that so um yeah Mr Schultz did you have a question I did for Mr Moore Mr Moore correct me if I'm wrong but I believe it was at least a month maybe several months ago where you put this presentation together with us where we talked all about the Grant and about how you were trying to work with the town and the safety issues and so this is something that that you presented to us and we we saw the community safety aspect of it and and what the town was willing to do for us correct I can't recall if that was a board presentation it might have been in line with the transportation department he made mentioned it or the maintenance and in addition to when we were talking about the Chase building um people as well as well are there any comments from the public or or board members okay thank you for your input and for the questions um I would now like to move that we reconvene in uh Open Session seconded all those in favor hi hi motion carries four to zero okay I would now like to move that we approve the consent agenda items 4.1 through 4.27 second any questions or comments before we move forward all those in favor aye Mrs Schultz would you like to vote on this I did hi sorry I motion carries four to zero okay we're now moving on to our information items our first information item is the science oh my my apologies Mrs Johnson as we had the conversation prior to the meeting yes sorry I'm not on I'd like to introduce our new assistant principal at williamsfield high school this is Miss Heather Wallace she will be joining us soon thank you [Applause] thank you and welcome to Higley Mrs Wallace oh okay now we will begin our information items item 5.1 uh science adoption process good morning again bye black president and or send members of the board I want to introduce Wendy Garretson she's our purchasing manager and she's going to help with this presentation so this morning we get to share with you our conceptual physics adoption process and our final recommendation our steering committee was comprised of myself Sherry Richards Dr Chris treat our director of professional development Wendy Garretson purchasing manager and of course our district science instructional coach Kimberly Morton as many of you are aware in 2018 new science standards were introduced this created a need for us to be very thoughtful in a aligning resources to adequately teach these standards involved in these standards was a change in the way we actually teach science it went from learning Concepts and vocabulary to actually doing the science so our kids really need to understand science and engineering processes practices like how do you make a model analyze a graph or data or perform an investigation to answer a problem in addition those cross-cutting Concepts actually tell or inform our kids on how to think so they use things like cause and effect looking deeply at patterns or proportion and scale so when I look at those standards I go wow they're actually an improvement however they're tougher to teach and I know we have some teachers in this room so they will respect that when we started this process we reached out to our Middle School teachers and asked them do you want to participate and I'm excited to tell you we had three teachers step up and I want to acknowledge Justin Staley from Cooley Middle School Haley ronner from Sossaman middle school and Taylor Vickers Taylor actually taught this course in California it's not teaching it now that wanted to be informed so that if in the future she has that opportunity so I applaud that it took a lot of time and they were very committed through this process we always have goals to make sure our America our materials are aligned to our state standards and our instructional Maps we wanted to make sure not only did we have Educators evaluate resources that we got feedback from the community as well this is our timeline to start it all the way back in January with our requests for proposals then it moved in to phase one evaluations phase two teacher evaluations public display which has been up since March 1st and is still out there this morning phase three publisher presentations which the teachers were invited as well as the public we had an adoption update for you guys at a board meeting on May 10th we hosted a discussion meeting where teachers from across the district came some parents a board member and other members of the community and then on May 22nd we reviewed the feedback looked at strengths and weaknesses and discussed the comments we had received and finally we're here today with the final recommendation so when you think about an adoption in the RFP process there are rules and education principles that we have to follow so procurement rules and requirements are adopted by the State Board of Education and they dictate the process for adoption and procurement good morning vice president Anderson members of the board in the request for proposal evaluation criteria process we have curriculum and we have cost all interested offers understand their proposal will be evaluated in accordance with the criteria outlined within the request for proposal process can you hear her okay good enough I've never been told that ah so in phase one we have the initial analysis and procurement review we have non-responsive or we have unacceptable the non-responsive means that it does not meet the basic procurement requirements unacceptable the meaning behind that is it does not meet the basic curriculum criteria back in January we had four vendors submit bids for our solicitation the steering committee members evaluated the submission from vendors to determine which submissions adhered to our scope of work within the request for proposal process of the vendors that submitted the bids to vendors sufficiently met the request for proposal criteria and were cost effective and they moved forward into phase two I gotta turn back up we moved into phase two where our teachers as the resident experts evaluated the resources we designed a course in canvas which proved to be very beneficial teachers could go through the resources score them on their own time and we weren't pulling them away from instructing their kids which I think was really powerful too because I know sometimes I get in a room and I start listening to what other people are saying and I might be swayed but they were able to focus and evaluate and then come back together um phase three the public display we've already talked about begin on March 1st publisher presentations on the 30th and that community meeting on May 16th this is just another representation of the timeline as you can see there there were a lot of components involved in this to get the right resource for our kids these are the two vendors that were evaluated thoroughly and have been on display and finally the educator evaluation committee submitted the recommendations as you can see Savas by Pearson was their selection they believed that would be the best thing for their kids and it was aligned to the standards you can see comments on the right hand side that the teachers submitted that alignment piece to instructional maps and state standards is important anybody that's a teacher though knows you don't get a book and drive straight through it right we have to be thoughtful when we're planning and we align our lessons specifically to our maps and our standards so you can see too they were excited that the rigor was there this is an honors course in our kids they move pretty quickly so they were intrigued by this resource it has a robust online feature that can be integrated into the classroom and once again they said it meant the needs for the course so this morning this is the recommendation we bring to you for approval and we thank you for your patience and your support of the process and the timeline Mr Richard if I can make one comment on the action item later in the agenda I did transpose a number wrong the annual cost for the recommended curriculum for the five years is 36 570.

second moved and seconded uh any significant pronouns again one pronoun on this one okay and no inputs given any discussion okay all in favor all right X1 is six one four six I will move that the board approved the deletion of brookfield's policy and regulation 6146 graduation and adopt cape's version of policy 6146 graduation for a final reading as recommended by the policy and Community communication subcommittee first reading was on May 3rd 2023. I believe this was this was when we had some feedback from from the public so I think that was the second right yes I moved and seconded one of you kind of talk about what changes came on this one so the them again from some grammatical changes was that there was a paragraph toward the bottom of the original um policy that talks about uh foreign language requirements beginning you know as part of Middle School course completion and as we don't offer credit for Middle School World language courses we just deleted that paragraph um so that was one change the second change is that the original policy referred to a policy um that Brookfield doesn't have uh so it referred to six one seven two point six for virtual online courses the policy that Brookfield has is 6146.19 which is called credit for online courses so we just switched that number to make it align with the with what we have okay thank you any further discussion okay all in favor all right unanimous uh next one is eleven twenty I'll move that the board approved the revisions to policy and regulation number 1120 public participation for a final reading as recommended by the policy and communication subcommittee first read was on May 3rd 2023.

I see a certified cheese Birds he is moving from the high school to Del Rio okay we have a he's going to teach PE at um the Rio School any questions gentlemen is that ladies anything else all right how to entertain a motion for approval of tonight's personal Report with supplement I will make a motion for the approval of tonight's for a second please my second all in favor all right item 10A is the first reading of revised policies right oh and this one's really exciting now this one's exciting all right digital animation course government cbhs oh good evening hello again um so digital animation this kind of fell onto our laps um kind of fell into our laps unexpectedly um so but I'm going to address the big elephant in the room of the drafting position going away still we're still working to find that um want to know we did have two applicants this year um one of the applicants didn't actually have any drafting experience of what we were looking for um he had worked with um graphic design and he had a job for a short while doing drafting doing Drafting and design at a an alternative school um ultimately that I think he lost that job or that program just shut down Midway through the year additionally that same instructor was let go at the um after at Spring break so it wasn't even a person didn't continue on so it was not a viable subject um second applicant um all the right qualifications all the right experience however a few too many red flags on that one was let go by one um School in California he used California teachers union to get him his job back um a big part of CTE as you need to run student organizations he flat out told us I don't do student organizations um he had some other fine beings should I say fine things very sarcastically he had some very Choice words to say about specific administrators you'd experienced in the past and you kind of openly shared that with Mrs wolf and I um it was very unfortunate because he spoke all the right language with what we do in CTE especially here at cvhs but um uh it just was not gonna be worth no and he's grown gentlemen very well established in what he's done anyhow so um unfortunately that didn't work out other applicants came in we had a gentleman actually apply for a social studies position for us um and as he was talking to us about his his education background he talked about his digital animation of a degree that he pursued and earned with that and in my mind about my mind I'm thinking I know there's a CTE program for digital animation um so we kind of let the interview go we finished it we discussed about social studies uh Mr Metz myself and Miss wolf um then came back around to the topic and learned that he definitely did have a correct degree he had all the required hours of coursework hours required of um Department of Education to earn a CTE certification along with the intern experience that would be required to have industry experience also as a requirement for the CTE certification so everything was lining up it was a matter of do we have students who are going to want to fill this position or fill this fill these classes um so I kind of threw out some uh Loosely um some loose student interviews and surveys and different pockets of kids um if you didn't know besides Miss um hi having her one young lady do amazing things this year in art our campus is full of artistically inclined kids amazing how many kids you see doodling and drawing all over the place um so I started just running these informal interviews and surveys with kids um and I just kind of get overwhelming responses of yeses I threw out an email to 9th 11th graders about the potential of adding it within a couple days Miss D'Angelo and Mrs Rock received one I think 18 to 22 23 requests of being able to get into this program and that's off of one interview one email that I sent out to the kids so with all that I brought information over to miss wolf about my interest in really running this um I took it to Mountain Institute seat who over ultimately kind of has to approve that they approve that on Thursday last week for it to be continued for us to continue our Pursuit with it um so here we are now looking to move forward in offering this program formally on our campus starting next school year yes that's a good question it sounds exciting yeah uh what are there any requirements that you're thinking of for taking the course um originally at the gate um I'm not going to put many requirements on it no because it's going to be a one-hour class if it's perfectly into the schedules um one thing that kind of went through my mind um and I've got I've got a very strong interest in marrying this program along with a current art program that we have on campus Because this is Hyatt is doing amazing things we have Mrs Gallegos who's going to be coming over also teach us some additional artists um so as a potential a thoughtful piece that make kids they would have to go take at least one year of art prior to getting into our digital animation just as a prerequisite I'm not sure I'm going to do that quite yet it's going to take some additional talking through with um Mrs Crawford and um and kind of looking at this from a CTE enrollment perspective as well to make sure that the program enrollment is sustainable to include system upgrades hardware and teacher salary with it as well there's a one-year course both semesters I'm sorry no it is a two-year course two-year course excellent and most CTE programs do have the opportunity to expand into a third year but you know on the front end we'll have it as a two-year course and as with all others we'll work towards student organizations and work towards certifications Mr groover has got a couple of contacts here in relative close area that are in the industry and in the business already of of some kind of Animation or graphic design or some kind of media Communications as well so we know we have some easy reaching people within that area and I can see Matt Santos possibly being able to just be kind of on The Advisory board with us on something yeah as a drafting teacher for minutes and there should be drafting are there other districts that have something similar to offer uh let me say something simple somewhere a digital animation program so um Prescott schools does our Prescott High School does have a digital animation program um I spoke with there and in fact I don't think I even knew that my child it was a school there I should know the CTE program but my children are not interested that way so um so anyhow I'll learn that they do uh Mr Ortiz should be uh sharing with me some of the curriculum that they have um to get me in touch with her as well so I can kind of suck on some ideas and connect him with Excuse me connect Mr groover with with that lady as well um the state had already provided me with uh see the contact information for I think five or six other CTE directors uh who are running programs um so this morning before Mr Gruber came in as part of my just my daily stuff I reached out to all those CT directors one person hit me back immediately um and let me know there's some curriculum available on the Arizona CTE Consortium website um and sure enough it was right there so we got a lot of resources available and then build it up right here it's great I think it's exciting yes I should have asked this when we were talking about it but does Yavapai College have a similar program that kids could take this program and maybe go a third or fourth year at yampai College they do um in fact this uh the lady who teaches for Prescott High School um she is dual and she has the credentials enough to be able to teach dual Rumble with them so um what that could look like is uh you know kids get a strong Foundation here and lead into some of their programming there you know as they move into that obviously they have an upper hand and what's going on in the course skill wise and Technical knowledge-wise as well as well so um no and it's exciting to really tap into our Fine Arts because again we've got kids who are incredibly gifted in that realm right there and the type of energy Mrs Hyatt has brought in last year with us I'm excited to work within our partner with her and start doing some of the things that we do in CTE World which is exposure to secondary schools technical schools and get them into some of these industries that businesses and manufacturing plants um so it's going to be exciting to kind of bring Miss Hyatt into that and do the same thing with their Department my question could they get a job right out of high school taking these courses yeah you know there's uh there's there are various levels of those types of jobs out there um you know and I think in our area immediate area I think that's gonna be a little hard-pressed obviously um so that's no no secret but there's definitely jobs that they be able to fulfill with the experience especially after earning some of the certifications that are um that we will be able to offer with it as well and as an example we hired somebody to do a commercial that's on our home page for tax credit that's a basically an animated commercial to talk about tax credits and so that you know I especially something like this could be a freelancer and could work at home easily doing the work at on their home computer for anybody all over the world in fact a lady that I am I I'm friends with met her through our daughters playing softball and a coach or daughter in basketball um she is I think it's Diana Lake and yeah she called she does the coloring for The Simpsons and she's right here lovely so yeah it's kind of a cool local contact that we've definitely answer the picture so yeah well this is a lot more than the agenda suggested this is fantastic I just read this a generator so instead of drafting just this is really exciting I don't know maybe we'll be able to get um [Music] any more questions or comments how about ladies all right with that let's uh I'll entertain a motion to improve tonight CT [Music] digital animation and hiring at halftime FTE teacher for the program [Music] go ahead no no okay we can talk about it you and I later but I don't think we can go back up all right all in favor all right now we'll go to revised policies um again first reading so um it's interesting this is something that uh Prescott uh Unified School District is going through right now the first three policies curriculum development curriculum adoption and textbook supplementary materials um and we've done this we formed committees and we have the Committees do the curriculum reviews and everything else um these policies would now make these curriculum committees um School Board committees which requires notification and um uh open its uh subject to open meeting laws and things like that and there's a attorney general opinion that's driving this saying that curriculum committees are board committees and so they have to follow the same board um meeting notification and so forth as um a school board does there's some arguments against that um so there's there's concerns that it was politically motivated and there's if you're interested I've got some some backstory that I can share with you um but um that's where we're at so there's a really a attorney general opinion that that's requiring that and the others have to do with I think it's it may be um it's just administering um medicine to students so it's not nothing nothing big it's something notable about that one is but it indicates that these are board authorized committees and so if the board an emotion says we're authorizing this committee to do this thing and bring these recommendations to us they're subject to over meeting law it's nebulous if they're more informal committees that haven't been formally authorized by the board to do that job and we usually take the more informal right but there's argue you know and then people are arguing that that um you know this this curriculum is is invalid because it didn't go through the process you know through the open meeting law process so bigger the whole process is very bureaucratic yes and yes yes what happens if we don't approve this um well if we have if we don't approve it um and we have a a curriculum committee which we have none right now in place which is good does it impact anything we're doing now someone can come back and say you should have had this policy in place especially since it was recommended by the by the asba and we chose not to we could be subject depending on what happened if we could get our hands slapped um up to who knows I you know open meeting law violations typically you're given an opportunity to fix it um and then don't do it again but it's kind of unknown however if we approved it that does not say that we have formed committees correct there's nothing that says we have to form communities regardless correct unfortunately when's the next committee that we're going to form it may be a little while I would say this we have um we have groups of teachers this summer doing things like working on scope and sequence for example it's not necessarily a committee to select anything because we've gone through all those processes but for example because we added PE at the elementary level I have a feeling that this group that's working on developing their scope and sequence could come to us and say hey we think we need some curriculum wasn't an authorized curriculum committee at that point we could decide I can look and see what people are using make a recommendation I could form a formal committee go through the processes um so it's it is it just this mucks it up do you typically have committees for all of the yeah because yeah because the people who are like uh boots on the ground right the teachers in the classroom who are using the materials every single day we might have like an administrator like Mrs reader who was super well versed in elementary English language arts curriculum the committee gets together listens to vendor pitches typically goes through different samples from vendor displays chooses a couple that they want to Pilot we have people volunteer to Pilot super transparent process in this District we talk all about that everything's always on display um and so and then the committee will say and Peter served on one yes and um and so you know to that end then the committee will say to me this is the one that we're leaning to here are the reasons why and then I bring a recommendation to you guys it just has a bureaucracy of having to post some notices so much in advance and all that sort of stuff pretty well guarantees that somebody who knows how to run a meeting according to he doesn't in every committee meeting so not not approving the the policy does not necessarily remove the requirement I don't want to say that but this is just the first time that it's coming yes this is the first there is no approval today yeah this is just a thought yeah yeah they're coming down the track though yeah and like I said that that's one of the you know that's it's going on this this argument is going on in PUSD as we speak and there are districts that have um have been following a few who've rushed curriculum forward through means that were considerably less transparent than what we've done in this district and it's ended up being something that was quite controversial compared to the values of the community I think this is where it's coming from I fully see where it's coming from and just okie dokie we are kind of like whoever wants to do this come on and you know we're pretty open about it and like I said it may not change the process it's going to be the it's going to be the bureaucracy the most trivia that we're going to have to address all right well that's just the first reading so we'll just move on unless there was any other discussion [Laughter] all right um item 10B is another first reading of our staffhouse scene regulation so we had a discussion at the last meeting about um kind of the housing policy and and as I mentioned there was going to be a kind of more of a generic policy and then more detail in the regulation so that's how this is a regulation um actually a is is the policy is um kind of a broad stroke regulations in general are more procedurals on how things should be done um regulations can be changed by the superintendent unilaterally I make the practice of bringing regulations to the board um but it doesn't take it takes just one meaning to change your regulation it doesn't require the two formal policy test so um I found this policy gcbda is there's probably three or four districts that I saw that had this same policy so this is the generic policy I took under gcbda-r which is the regulation some of what we had talked about and put it in the regulation form um there was a question last time about marijuana we are we receive federal funds and we are need to recognize marijuana as a um restricted drug on school property because of that I think it's a cool idea this looks like just what we talked about yeah exactly and there's this no this is not an action item discussion only um one of the things I will do is at the 2016 will probably um I'll request you guys set a rent because we'll be getting to the point where um it's going to be closer to when we are going to need to think start thinking about stuff um and since she is here um it does say in here that our new HR director is going to be administering our tea Ridge so um that's going to be her responsibility um as the new HR director for those um watching that's uh Mrs Wolf the current High School principal you're welcome 800 kids [Laughter] okay any other discussion on the housing regulations you know seeing none we'll move on to item 10c regulations regarding firearms and weapons on District property so this has to do with our school safety officers we talked a little bit about this during the um the job description discussion uh this went to this is a policy or actually it's a regulation that came from uh Tim Ledbetter who's the the attorney for the school district he wrote this and all I did was take it verbatim from this and turned it into a regulation and it basically says that staff members who are authorized to carry weapons on campus can do otherwise you're not allowed to have a look on campus just everything you've already talked about yes um this is a regulation I'm not I'm probably going to bring it back because we'll have more discussion about about this um at the next board meeting because we'll set some salary ranges and so um it I think it just we had it just as a discussion and information this time even though it's regulation it's not going to be voted on I do have to say that I like that they are allowed to carry a slingshot yes sir if you look under exceptions yes uh three you know these are exceptions do not apply the possessions well on the property uh generally an individual who might receive a case-by-case exception will either be an AZ post certified retired military and then it goes on I thought we also talked about oral love enforcement official the post so this is this really applies to those that our school safety officers right that would have the AZ post which is a that's the certification to be a police officer what is that okay so that would include this yes I didn't understand that the distinction there is that's why I was wondering why they were not mentioned yeah okay thank you all right again just a discussion item any other discussion on this one to go see the tip awesome no no no I was at 5 30. oh I'm sorry second half

what what I did was multiply that times five that is not the five year cost the five year cost is the 36 570 so if Ms Sanderson can make a recommendation to amend that awarded prize when you get to that action item I just wanted to clarify that I did make a mistake and I apologize for that thank you Mr Moore that's a good that's good news right I just want to say thank you to the staff and everyone involved the community as well and board members and parents that showed up and and participated and gave uh input into the resource that's up for approval this morning thank you vice president Anderson um I also want to say thank you to everybody that was involved I'm I can't imagine all that it takes to do research and um you know quick getting curriculum into the district I did I looked online to see um you know reviews from students from teachers and I I don't know if these reviews are specifically for physics um but in general regarding Sabas um one review said on one side saw this uh well Savas has a rating of 1.35 stars from 212 reviews indicating that most customers are generally dissatisfied with their purchase Savas ranks 192nd amongst kids educational resource sites uh one review said I can't think of a time where I didn't go home and cry my teacher teaches the topic great but then Savas just makes it 10 times harder last night I spent two hours crying because I couldn't understand how it was even remotely similar to what he was teaching feeling very suicidal because of my grades dropping because of Savas zero to ten kill me please second review it resets my progress on the lesson all the time keeps saying it's not saving and operate slowly would rate lower if if it was possible um I just have a few more reviews sorry um genuinely the worst textbook Source imaginable I'm currently using this source as an online history textbook and I couldn't be more infuriated at how inconvenient the UI is first I have to open thousands of tabs to even access the textbook section and then when I hover over one of the keywords for my notes they're in Spanish it honestly seems like Savas is trying to punish users for wanting an ounce of convenience it's either I bring a two pound textbook from school to home or manually type in the text from the textbook because sabbas doesn't allow a copy and paste God forbid students copy down things for notes to Google translate one by one all I want to do is write my history notes quickly review number four I hate Savas Savas makes me want to rip my hair out I wish it would shut down and I think we could just do math books a nightmare for students and teachers the online textbook has absolutely no way to navigate by page number there is a search function that returns multiple pages that mention the page number including table of contents and index pages but no way to actually get to say page 57 directly instead students must navigate to a web 1.0 style Labyrinth of nested sections with unhelpful labels like text set people don't use this service by choice they use the service because Pearson's dumped it all dumped it on them rather than supporting their own product um so I I think it's important to to look at what people's experiences are and obviously I don't know how this impacts the physics curriculum or do kids and teachers well they use canvas or will they use the Savas website board member Van Hook they will probably use but they spent a lot of time looking at the online components sometimes they'll take pieces and put them in canvas okay so I think the option of having a printed textbook and having it online was very intriguing to them so I didn't hear any of those comments from these Educators that I appreciate you sharing them vice president oh sorry go ahead uh vice president Anderson and board member Van Hook um I can't speak obviously to science because it's not what I taught what I can say with respect to education and textbooks is you are never ever going to have any experience where any person opens a textbook and they're like my God this is amazing it's never going to happen there are there are so many issues there's it's hard from a teacher perspective especially in middle school I taught eighth grade first semester and I did it one time and so I I understand how hard it is to get kids involved how hard it is I also recognize because I taught during covid how difficult it is to figure out what is the best way that we can use a textbook in person online so you don't have to take it back and forth we don't have you know lockers all of these things they're they're real and they're valid and I think those concerns are valid I'm not saying that they aren't I I don't I guess what I don't understand is with respect to what our decision is today how do these comments impact or change where it is that we're trying to go if ultimately as teachers we are beholden to what our curriculum is that is State mandated this meets said curriculum the individuals who looked at it looked at it and went okay I'm 8th graders have to digest this so is it something that they can digest because there are some textbooks that are absolute garbage and then there are some textbooks we're like oh my god that actually you know you can understand what it's saying to you and so I think at the end of the day given the recommendations from the individuals who looked at it who teach the curriculum who understand what state changes have done who have gone through it because I from a teacher perspective you have to look at all these things is there are entire units that I'm missing what order does the book go with respect to the units and considering all three of them agree I'm not saying that our kids won't have problems and I'm not saying that there won't be frustrations from staff and students alike and parents and everything else because that's kind of the nature of learning a new process I just don't I guess I don't understand what it is that your concern is if it meets the curriculum standards it's what our teachers are asking for if you looked up complaints about canvas what we also use I am certain you're gonna get a lot more than 212 reviews that aren't going to be great because canvas also has its problems so I guess I'm just trying to understand what we're hoping to accomplish with that I did look up McGraw because that was the other option and I couldn't find similar complaints regarding the other option do they have an online program of Roswell so um I I just wanted to share the information that I did find between the two and you know obviously the majority of complaints was related to Savas um so that's all I have to share um as far as public reviews I hear you and I mean ultimately as a teacher I think we hear those things right I also not knowing what what subject because there are certain subjects where that is literally the statement of every student that comes out of there um those types of things the time frame of that might also matter when some of those reviews were done considering if it was at the start of them creating their online stuff because like when canvas started it was garbage and they have routinely made updates because they constantly get that feedback College Board same thing College board's improved in the last couple of years when it started was garbage and we use it as minimal as possible but as they start to hear some of these things so it's beneficial for us what we start with now and what their online may be may change but at the end of the day the content in the book won't and that's still what we need so I mean I appreciate it I just was trying to understand Miss Richards um and thank you both of you thank you for your proactiveness and looking up the information and thank you for the Insight Miss Wade a couple questions for you what support will Savas provide is and for how long what are we expecting from them and how let's hold them accountable as well if they're receiving such reviews so um vice president Anderson Miss Kimberly Morton is working directly with the company should you guys approve this to ensure that we have training as needed and I can get more specifics on that if you would like and include it in status this was kind of step one if you guys approved the recommendation that I know what you're saying because the professional development and support's important because if we do have issues with online are they going to take care of us and how quickly will they take care of us so let me find out specifics about the PD thank you so much and then I I think you've answered my second question but my question was what is the plan for the curriculum coach with this newly adopted material but that is the plan to work with the company and to provide communication and training for our staff is that is that beginning now has she already well well oh of course no it has not begun never mind oh okay can you reframe the question for me or you you answered the question Howard curriculum coach would be involved okay thank you thank you vice president Anderson another um thing that I wanted to bring up about uh Savas is um the my concern is a lot of a lot of these educational companies um are choosing to take political stances um and it's really unfortunate instead of them concentrating on education which is their purpose and we've seen on social media I'm sure we've all seen what's been posted on social media um is the fact that both McGraw and Savas support what is called culturally responsive learning initiatives which ultimately is CRT now I know I know that the book was available the books were available for the community to see and in all fairness um that was posted on the website and not necessarily commute the community didn't get an email saying hey there's this textbook these textbooks are available come and take a look at them we didn't find out that they they'd been available since March until the last meeting I think um so but at the same time even when I came like the books are huge like there's not enough time for me to be able to sit here and go through the entire book to see the context of it um and and to fully be able to understand what's in there there's just not enough time for a quick visit um so it it does greatly concern me that um where these these companies are choosing to go and uh you know and the community is concerned about that as well they bring their kids to our district to to learn a subject and not you know bringing politics into it and when we are paying companies um that are taking political stance um I just community wants to ensure that their tax dollars are being spent on companies that aren't pushing political ideologies on our children so that's all vice presidential board member Van Hook um I think it's difficult to find any company anywhere that is not going to be involved in politics some way politics is life whether or not we expand the road to accommodate traffic is ultimately political right like the idea that what our expectations are of companies are to not exist and engage in the community is is I don't think a fair assessment when making decisions on what we should be doing and what is best for our students I recognize that you might have different political feels with respect to how we address the fact that we are a diverse culture we are a diverse community and the needs of those individuals who represent a wide array of demographics deserve to be seen and heard and recognized and I recognize and hear that you differ in how some of those things can come about but that shouldn't be present when you're looking at whether or not a textbook that is generated is beneficial or not like I hear you but when it comes time to make these decisions we are never going to find a company that is going to meet all everyone's desires up here up for the five of us on the board or people in the community with respect to what their politics are because we all have differences we all have different views different perspectives different day-to-day lives we should look at what is the product you have in front of us is this a product that could meet whatever needs and then we hope that it will be successful yes but whether or not they support cultural development is irrelevant to a conceptual physics book if that book meets our needs right like I I feel like if we're sitting here spending so much time trying to understand if the Merit of the company meets my specific needs is an unfair situation for us to be in when we're making decisions for a community that has varying needs varying beliefs instead let's look at what is in front of us with that book does it meet curriculum yes is this something that the teachers think that they could successfully teach with yes are we meeting the standards that we need to do is it something that they think is successful for what they need for the year these are the things that we should be focusing on because we're never going to agree on politics for a good portion of stuff this textbook shouldn't be political what that company does is their choice as a private company are choosing to purchase their textbook is because that textbook meets our needs if we are living our lives only going to places that meet our needs we're going to be in a severely difficult situation and have the potential of an inferior product out of spite so I I hear you and I understand I'm not trying to say that your beliefs on that don't matter and that's part of the reason why you're on this board to represent those beliefs how does that matter for what we're choosing on this textbook that's what I'm trying to get at because the organizations beliefs impact what they're putting out the product that they're providing that we're purchasing and so if if their company has called you know any type of you know I mean change the words however you want ultimately it all comes down to to CRT so are they inputting any type of that information into our into the the product is the problem and if I mean we're using tax dollars to buy this so the the whole point is don't bring your politics into our textbooks and unfortunately it's happening and yes it's gonna I mean my purpose is let's keep politics out of our schools but when we support companies that are bringing it into our schools with their product that's that's where the problem is I I guess I guess what I'm struggling with at the present is you are asking humans to remove their bias from a situation and that is not possible because we are all biased every single one of us and every single action that we do right right now you're talking about CRT which I struggle with the use of that because it gets thrown around with no explanation of how a conceptual physics textbook is apparently expressing CRT by acknowledging cultural differences and at the end of the day we're talking about physics nothing about physics has any business talking about anything other than physics right so again I recognize I'm I you sit there and you say that it should be but you've also expressed that you didn't look at the textbook and I don't mean this in a disrespectful fashion because I would argue your ability to make this recommendation is the same of mine I have no way of looking at that textbook and going yeah that's what we need you know why because I don't teach it I never taught it at all instead I look at the individuals who did this and I say I respect your education I respect your experience and I respect your position and you say this is what works for you I'm going to believe it because until somebody comes to me and says this textbook is teaching all kinds of things I I can't live my life trying to make decisions when every single Corner you're saying you don't trust something before it has even happened right like we will never get anywhere because a good portion of individuals in education because the way things are going are looking at diversity Equity inclusion because there are diversity of Learners inclusion is important to ensure all students get to learn with equity and choice and options and that is the nature of education at the present moment in time because we have a community to serve so when it comes down to it you either support the recommendation of the teachers who are involved we had months of time to do this again they have expressed why it is beneficial to them you have had opportunities and I recognize that you are unhappy with the manner with which it was done I think we also need to keep in mind that just because an email doesn't go out every single time we make a specific statement doesn't mean that the information is not available to those who truly care for it and we also have to play a fine line between do we give way too many emails that everybody ignores and so the important information ever gets heard because we dealt with that during covet how often were we like dear God stop with the emails and then massive info information got missed I am asking I recognize where you're coming and I think your opinion is valued because there are people in this community that share it I am asking you how does that negate the recommendations in front of you I recognize your concerns with that company it does not mean that those concerns are present in this textbook and in this choice and how our teachers will operate and if your statement is well I don't trust teachers to do it then we go nowhere you have to extend that trust and then should these things happen then we absolutely get to address it but right now the point is how does this negate the suggestion in front of us Mrs Richards I'm not sure if you have any comments or input on this but I was wondering if you do if you could add to it remind us of our district Mission our district goals or to our strategic plans and our expectations of our staff in this District thank you vice president Anderson I do believe our process and the feedback we received from our teachers is important as we value them as the professional Educators here so I think it would be very similar to wetness Wade just expressed I'm not the science teacher either I can look for components and does it meet our budget with a steering committee but they're the experts and I I personally trust them and I believe cabinet trust them and I believe you all want to trust them too so you know at the end of the day we follow the process we um made sure that the teachers had time and they assured us that the standards the standards were driving their thought process along with how do you teach science now it's not like it used to be it's not the way it was when I taught it and I'm actually excited about that but it is it is more challenging to help kids understand science and engineering processes cross-cutting Concepts it's a big shift in a positive direction but I want our teachers to have what they need to be successful vice president Anderson um to clarify I did look at the books um and their there's a lot of things in the book that could go in certain directions when it comes to science there's you know you can turn things as far as climate change oil drilling um you know gas electricity so yes so a lot of things within science can be made political um and I trust that every child within our district has equal opportunity to learn what is being taught without pushing Dei on our children all of our all of our kids come to this District they all are given the same opportunities to be able to learn what is being taught but pushing political ideologies on them is where that that line needs to be drawn because they're coming here to learn a subject and not have to be put through Dei or any other political ideology um so I want to ensure that we as a district no matter what curriculum is being taught that our goal ultimately is to to stick to our core subjects and ensure that our children are succeeding in these in these subjects and that ideologies aren't being pushed on them because yes they are all different they all have different beliefs whether it's religious political or whatever different cultures but if we ensure that we're sticking to the main point of why they're here none of those other things matter and and none of the students would be impacted in any of those fashion um so that's my point in bringing this up thank you Mrs Schultz do you have any comments or anything you want to include in this I'm okay thank you um I I trust our teachers I'm not a physics teacher um the curriculum I've looked at it um online reviews I understand um but as a business owner I also understand online view reviews come out of anger sometimes and frustration as Miss Wade mentioned and um that's all we're going to say about that thank you Mr Schultz okay um that concludes 5.1 for our information items I'd like to move on to 5.2 for the asba policy Services information vice president members of the board I have the the pleasure of presenting this the board asks for uh us to provide a review of the ASP policy Services if they can call it there we go um and so uh that is what I attempted to do here in addition looking at what it would take to change policy Services um as that was a an area where the board wanted to review so first I thought it would be important to identify what is asba and so Arizona school boards Association is a non-profit nonpartisan organization that provides training leadership in essential School services to governing boards Statewide so more than 240 governing board s are members of asba It's governed by a board of directors comprised of school board members members have access to ASB manuals ASB model policy manual and policy advisory and so um what the ASB also does is keep us updated on compliance issues anything changing in legislation they provide guidance on recommendations for how we should adopt or revise our current policies to meet that new legislation um and they also assist with policy development if we were looking at changing we have several policies that are not copyrighted by ASB and that are higley's policies and they provide us with guidance and interpretation When developing those policies on policy service options this was not even a slide last year there was no options the trust just this year created a new K-12 model policy program they are also rooted in state law and federal law the trust policy Services include much of the same an online platform uh assistance in districts transitioning to the model uh policy of the trust model policy again updates on policies based on legislation recommendations for changes to policies they have and also policy education opportunities for governing boards and administrators that is still being uh kind of rolled out I know that's not currently available but I know there's in the works for that um in addition to a future comprehensive model policy reviews um again the trust is still working on uh offering similar professional development that asba currently provides as they look to grow their their policy service option to date only two districts have switched over to the trust one being Queen Creek and the other being Dysart and whole so um those decisions by those districts to move over and hold pretty aggressive in in terms in our eyes but I'll go over into what that would look like for Higley the pros and cons of kind of retaining asba versus kind of moving away I kind of listed bullet points here again asba provides you know the manuals the policy manual any legislative updates they provide recommendations to policy change and they also help work us through that policy adoption with the governing board now the conjugate of the agreement right that was the the main concern um what the ASP ba policy service um that agreement is a four-year um agreement um the termination policy is 50 of the remaining balance so I listed out you know the potential after one year the balance that would be due after two years and after three years so what would it cost to convert policy Services um again these are mostly estimates with the exception of asba policy Services which the costs that we know we know is a 5100 5136 annual fee we know that it's a 48 month agreement for a total cost of twenty thousand five hundred forty four dollars that that is known um what we're estimating to convert to the trust model policy in the month of June to be ready for next fiscal year before this agreement has to be converted uh is the following so the trust does have a setup fee again I'll be at 255 dollars a one-time set of fee they have an annual fee of 240 dollars much cheaper than the asba so that is a pro um currently we are utilizing the one thousand dollar comprehensive review we are paying for that right now as we've indicated as a district that we are interested in transitioning to this policy and so we are paying for that comprehensive view in this current fiscal year as we review our policies and bring them to you we utilize both resources right now asba's model policy Services as well as the trust policy services to create basically a recommendation that reflects the most comprehensive information that we have we try to utilize both services to create bring a recommendation that has what we feel the most legal and up-to-date policy that our district can adopt in addition asba by subscribing to their policy service they provide a discount to board docs that was one of the conversations so that discount is that twenty two hundred and fifty dollars so if we were to remove asba and want to keep board docs as our platform for governing board meetings Etc there would be an additional 2250 that we would be um as annual cost yeah yeah the the board docs annual subscription is is ten thousand dollars five hundred right now with asba so that is a separate we're talking you know policy services but they do provide a discount the main cost would be um the cost to review all 396 policies it is not included with regulations and Exhibits and so I know there are some comments um and questions regarding what does this include doesn't Prepaid Legal Services cover this and yes and no Prepaid Legal Services is uh deductible that we do pay on the trust property Casualty Insurance it's a line item as you'll see later today on the action item that we pay for prepaid legal services so that is based on use the more we use them the higher our premium would be that is continuing to go up as we've had a number of instances where we've needed legal advice this fiscal year we would not recommend just adopting the trust model policy as is as you saw in the dress code policy that was verbatim from the trust model policy and I think it needs some work to fit our needs so adopting 396 policies blanketly without reviewing those I I don't think it's in the best interest of our district um and it really it would be a disservice I think to the governing board to not have a chance to review those policies um in conclusion because those are we do not have blanket asba copyrighted policies we have a lot of District um owned policies that we've adopted and modified to fit higley's needs so that 50 to 75 000 would be the cost basically to have a designated basically cabinet members everybody that has policy um we're talking fiscal policy we're talking procurement there's a lot of educational policy HR practice to dedicate our time with legal counsel to review those policies bring recommendations and convert this within the next 30 days or less than 30 days so that is how I came up with that total estimated cost I again very estimated but um I I went through the exercise as the board asked and tried to um outline that that estimated cost to convert blanket over before next year vice president I'm sorry go ahead essentially the last slide here is just the recommendation to to bring new ASB policy while the district continues to transition policy Services um uh to the to the trust policy model policy um that is Our intention as a district to move that way um but again the recommendation is to take our time and review these policies thoroughly and bring them to the governing board in in sections rather than all at once and make sure that we have vetted and um ensure that these policies meet our governing boards needs as well as our District's needs so thank you for that so let's say all the one-time setup fees everything's done what is the ultimate price annually for for trust once everything's set up and then going forward so it'd be that 240 annual fee so 200 versus 5100 for asthma um gosh sorry I don't have my glasses I can't see um going through my notes give me a minute please so the thousand dollar for comprehensive review um these are policies that as was reviewed that we currently utilize and even the 50 to 70 thousand dollars so if we think that these policies are legal enough for us to currently use them and as was reviewed them why would we pay another company to review 396 policies when they're already in use so miss Van Hook I think the confusion is asba has reviewed the policies that we currently haven't adopted um moving to the trust model policy ASP it doesn't review those that's a whole nother policy service so those are different attorneys they don't talk to each other those are two different policy services that are currently being offered um the the review the estimated cost to review those as as stated in the example where we brought the dress code policy that was verbatim from the K-12 trust model policy ASAP didn't review that we brought that language as an information item for discussion and you can see it needed some work so if you want to adopt every single one of the trust policies and you know the result you know kind of I want to say disagree but like there's some discussion that that policy didn't fit our need as is I think that's taken a pretty big risk that we're assuming all those other policies meet our District's need without reviewing them so majority of these policies is taking state law and they they pretty much turn around and put it in their own words and then they they copyright it um so all the policies are based on state law um other than obviously the ones that we've created as a board that that isn't copywritten by asba so I'd love to know how many copywritten ones we have versus how many that are just our policy um but when I mean these organizations are held to you know making sure that it's state law that that's going into policy so I I just don't know I mean is there an option to say we anything related to state law that we would just adopt those and not pay 50 to 75 000 for review there is that option but that is not the recommendation of the district [Music] and I I do want to add in you mentioned that um asba as a non-profit and non-partisan um I and the only reason why I'm saying this is because that was in there um but asthma is completely partisan and they are an arm to the Arizona Education Association so um I just would like to clarify that um and you mentioned that there are 240 governing boards that utilize asba um that's about one-third of Arizona districts and not everyone within every district is a member even for us we're not individual members of asba the district obviously has a relationship with them so us individually wouldn't be able to access a lot of their things because we're not individual members um so it's although only two districts fully use trust and and not asthma but again 240 out of I think there's like 666 school districts in Arizona um can I clarify that's not membership I'm talking about governing boards as a whole uh being a part of the asba policy service that's not membership governing like districts districts yes so that that's what I'm saying so like that's about one-third of Arizona districts that there's about 240 districts in the state there's not 600 districts there yeah if you could if you count like all the charters and everything I think it's like 606 well Chargers are not unified but like in total but anyway um I just I don't know as far as like the having to review all those policies when it's based on state law um I don't know I think in the long run there's a huge savings to be able to switch over vice president Anderson can we whoever controls the click or Bob can we get to the the side by side with the trust the cost comparison yeah thank you um because when I'm I'm just trying to make sure I understand what it is that I'm looking at um and I recognize what board member van Hook's trying to express the idea that maybe not all 396 policies will need to be reviewed but I as a board member I considering I'm now beholden to these policies I absolutely would like to make sure that we review things before we I mean that's part of what's we're doing anyways already so I agree with you it might not be the entire amount or honestly anywhere near that necessarily let's say we cut it in half let's say it's 25 000 so we only choose some of those policies from my understanding this is what it would cost over the course of the Year essentially or multiple years if it takes an extended period of time to look at whatever policies we're looking at I hear you with the concern of what is it we're actually getting from asba what is the cost and all of that from my understanding at the present moment in time it looks to me that for the next four years with the asba even if we include the four years of annual thousand dollars towards the trust model we are looking at twenty four thousand five hundred and forty four over the next four years still seems cheaper to me right now to stick with that process and then over the course of the four years in a slower fashion start to look at some of these policies so it's not all coming in at once kind of deal so I I what it looks like to me and you can correct me if I'm misunderstanding the information in front of us I don't see how it's not financially the best option right now to go with the asba policy I get that it's four years and we're stuck to that that is still cheaper than jumping ship at the present moment in time considering there are unknown factors that we don't know with potential cost Associated and at least this is in front of us and on the low end of what his estimates are we're still saving a lot of money is that am I misunderstanding what's in front of me as far as the side by side no no this uh this way that was the intention of the slide and that was the um you interpreted exactly how we did and I don't want to diminish the cost we're talking about here but you know this is we have 120 million dollar budget that was just proposed later this this morning um earlier this morning and we're talking you know twenty thousand dollars but the you know the financial impact in the the changeover to make it basically from July 1 we have to you know agree to this policy service July 1.

second okay moved and seconded any changes on this one I do have one that I caught as this last sentence where it says a period of three minutes it sounds like that's like the whole the whole thing you only get three minutes per person yeah we could adjust that as amended yeah you want to do that yeah that's tactical more than anything so yeah thank you okay so we would like someone to make a motion to add per person though right no that's not the policy that's on the policy okay it's a regulation for the next page um so I I will I will move to um add the words per person or yeah per speaker maybe um after the words provided for speakers per speaker um after the word provided in that sentence I'll second okay that's all in favor of the amendment okay any further discussion on the on on the policy as amended okay all in favor of the amended policy okay that one's approved do we have to approve the regulation that's uh part of the motion part of it realign that with current practice there you go all right so the last one is byline number 9325 almost adopt caves version of bylaw 9325 meeting conduct for a final read as recommended by the policy and Communications subcommittee first read was on May 3rd 2023.

um that fiscally I think would make more sense to transition over the course of the next year rather than flip the switch in the next less than 30 days uh vice president and Mr Moore where it says or does but our desire is to thoroughly review all asthma policy and husd policies against the trust model with an attorney and says soon what is soon um considering our doctor you know we superintendent just resigned um and who's been the leader of our policy kind of committee and group um you know I would probably say that Soon Is Now extended you know probably over the course maybe two years now or depending how soon um you know the district makes a decision to move forward with um you know search Etc um yeah I think that kind of hinders this subject in particular um and may put it lower on the priority list so you know 12 months maybe maybe 24 months to make this process and have it thoroughly reviewed brought to the governing board in sections um and feel comfortable going forward with a complete a transition over the model policy foreign and have we at all looked at you know the policies just maybe a couple policies that they each have just to see what the similarities are the differences are all the policies that you've been reviewing over the course of this fiscal year have been in conjunction reviewed in conjunction with the K-12 the model policy services with the trust that's what we're paying that thousand dollars currently and so some of our policies that are not copywritten have been we've been utilizing making recommendations with language from the model policy um so we've already been comparing these um Apples to Apples and and taking The Good The Bad and what fits our district if it's not completely copyrighted from asba so we're already doing that process um again it's just it's time consensive and that complete 50 to 75 000 is is not being utilized right now as we as District cabinet members and various leaders in our district are reviewing these policies we were using District time to um to review these policies so the reason that estimate is in there is because we would need a lot more help to rapidly review all these policies within the next you know 30 days so that is the main reason that cost is included in there thank you foreign to clarify if and when we go over to the trust model the policy model the ones that are copyrighted we have copyrighted versus non-copyrighted we can't just transfer over the ones we've recently approved non-copyrighted they don't need to be reviewed we've already been through that process correct okay correct yeah okay and out of the 300 and I look over it with Miss Zimmerman but out of the 300 plus that we have do you have an idea of how many of those are would be uh okay I apologize for hitting you without a last question but um that's something I can look into myself but that would help to also understand the cost implication but it's good to know that we just want to do a whole blanket of all of our policies we've like you said we've already been in the process of going through some of them to your point vice president Anderson that also if we assume that we are going to follow through with the asba policy and we know that we have four years of this if we can look at how many we've done in the last year we can kind of then get an idea of how to progress over the next four years if we are in the process of transitioning because then we can realistically say okay we had tackled this many policies in a year or whatever because they do have to be reviewed by us they do have to be approved by us and at least this way we are not trying to waste time essentially or have to do things multiple times just to do it multiple times I appreciate the side by side I believe the main reason uh the conversation came up at the last board meeting is we were unaware and we obviously didn't even know we were not aware of how recent it was to have an option and I didn't even know until I was researching our policies and just looking at neighboring districts to see and I thought my God I didn't you know happen upon Queen Creek so it I appreciate it not knowing that there are options in what it will look like if the and based off your statement in the slide that it's possible that it might be something to pursue um so I appreciate the the amount of time it took to research this information and provide it to us this afternoon morning all right uh let's move on to our action items um 6.1 I moved to approve or that the governing board approved RFP number 24-01-29 the adoption of the Middle School honors science textbook curriculum at the amended amount of thirty six thousand five hundred and seventy dollars from Savas learning seconded any uh comments questions all those in favor aye aye aye and no vote okay motion carries uh how do I say a post okay motion carries three to one thank you oh okay and then I will say thank you I apologize all those in favor we had the three eyes all those that oppose uh nay thank you motion carries three to one thank you for that and if I can explain my vote um just based on the information that I shared um and I I'm not um again I want to thank everybody for all their hard work um that came um you know to work on all this but based on the information that I shared I don't um like having to spend taxpayer dollars on organizations that are very one-sided politically instead of concentrating on education which is their purpose thank you okay moving on to action item 6.2 I move that the governing board approve the contract renewal with asba for policy Services excuse me policy services for fiscal year 2024 to fiscal year 2027.
