so um this is um a comparison of what we actually budgeted what we budgeted to our actual expenditures so those are the three slides um that are for the budget over for parents that were required to share annually with our parents in terms of our annual outcomes last year when I presented to the board um there was a request that I um show the metrics in a little more detail what I did was I brought kind of a general um overview with some of the highlights and there was a request from a few board members to break it up more as to what is our final goal and where we are at this point in the year and so that's what I did this year when we wrote the lcap um two years ago we're actually going into our third year of the lcat when we wrote it two years ago we are to come up with metrics that are going to measure growth for each of the goals and so I'm going to share a little bit I'm not going to go into detail because it's several metrics but I'm going to show you some highlights of some of the metrics for each of the goals um and so um oh this one did some of the notes that I had put in here okay well it's okay I remember so some of these I wanted to highlight because we did have uh either growth or we showed some kind of growth in the areas and so are there usually areas that I highlight the most um and one is in the professional development so this year um our goal for the 2023-24 school year after the three-year l cap is to have 75 percent of Staff participating in a minimum of One professional development and this year in the way that um PD was organized 100 of our teachers were able to engage in some form of PD throughout the year so that is one area that I really wanted to highlight and the other is that our goal is that 85 of Staff will agree or strongly agree that the PD support the work in their classroom um and we're at 68.9 percent um that responded favorably to the PD that was offered so that's that's a really good number so um we do have other metrics and I know that this was shared with you um um before the board meeting so I'm not going to go into detail on everything but these are our fast Bridge assessments and S back results and um where we are this year and where our desired outcome is for next school year and you know I think we all know that there is some work to be done in this area and we will continue to work on improving and making sure that um art we get as close to pathway of meeting that goal that we have for next school year um another one that I a couple that I wanted to um point out as highlights was the inventory for student devices and classroom technology um there was a lot of work done this year on ensuring that our students had one-to-one devices take-home devices and um we were able to provide a hundred percent of students with a device and a majority of the sites have implemented the one-on-one take-home system so we'll continue to work next year on those sites that still don't have a take-home system but to ensure that all students have that and that's our goal for next school year um okay the other one I wanted to point out was the Foster who supports um spreadsheet so that is a metric that we uh put together a few years ago um making sure that our foster youth um did have the additional support that they require to be successful in school and so um we were able to hire a half-time counselor devoted just to our Foster and homeless Youth and um for unhoused Youth and so that counselor is um how do I want to say connecting with our foster youth on a regular basis and their families to make sure that um if they may have need extra support additional support I mean it could just be that they need a backpack or they need funding to be in a sports League or you know something related to school that they may not be able to do otherwise and so um The Counselor is also there to provide additional counseling support if the student needs that in addition to what they're already receiving so that's something and we're keeping a log of um the connection that we're having between our office and the Foster Youth and so um I just wanted to point out that 94 of our foster youth received some type of additional service this year and it wasn't because we didn't reach out to all but the others either said they were fine they didn't need any additional support um even after contacted so that was another area um goal two um the one that I really wanted to point out um which is a great achievement for all of us and I think it was reflected in our um LP this year as well is that we were able to reclassify 184 students this year so that is a great achievement and if you'll see here our goal that was written three years ago was to reclassify 75 students so we are we reached that we surpassed that goal the very first year so we're doing really well in that area and I really wanted to point that out yeah this okay I had put this in here I don't know why it didn't come up but we um we the other one I wanted to point out was the pathway to Zillow by literacy um as it was stated earlier we did um increase the number of students that received that award this year by 10 um last year I believe yeah so it was more than five more minutes and so yeah so this year whereas last year response 12 or 13.

2023-06-09 Hampden County, MA YouTube / ELCAT01028 transcript source: youtube ELHS Spartans Girls Lacrosse vs. Holliston High School MIAA … · passage 9
the little one looked like it was traveling out of bound Sarah Queenie let's have a I'm gonna guess their sisters or cousins yeah oh well long pass nice catch those are tough really good tough pass really good catches way up high like it was going to go over her head and she was able to you know use her length there's Walker yeah they're trying to find a way and that's going to be a shooting space I guess right yeah I don't know if that was shooting space I guess they are going to call that shooting space on Hannah Taft yeah so we'll see here looks like they're really spreading this out so it's going to be Talia Weiss and Megan morno trying to get their bodies in front of Martha Walker and they Talia picks it up oh gets it to Megan Italia nice little spinner up to now we got the Speedy Merino going it's right here Addie Jordan's got it she's gonna try oh good idea had had in a macaroni wise looking for Anna Mac that time it's kind of like last time she went down and she drove it to the goal and maybe she should have passed and this time she went down there and maybe and she passed it and maybe she should in retrospect maybe she would have gone to the goal you know those look easy but when when you're running at full speed like that they're very difficult decisions to make at the last possible second good play there by Hannah Taft getting in the way of that oh and then again by Talia Weiss you know could have been co-defender of the Year quite frankly but Thompson and wise have just been stealing the ball all season long Here We Go Again Jordan has got to be just a little bit tired She's Come Running flying down two separate times but it goes to what she knows how to do best which is put the ball in the back of the net and and really the goalie is perfectly placed in the corner down low just no chance really great shot and that transition right we saw in in three seconds they went you know tally always picks it off gets it to Kevin Moreno and they're gone yeah what's interesting though is you you only you don't see the midfielders from Holliston really getting back really running as fast as they can to get back on defense I know they're chasing but still I haven't really seen that like they're really pressing to get that person back on defense right yeah so you know here we are now we're back up you know 14-3 where we got an 11 goal lead and the clock is you know clock is running so in all likelihood this broadcast has about 19 minutes and 26 seconds remaining false start that's going to go to Thompson Thompson to Mourinho and mourinho's Gonna Take It Mourinho de mornho tough pass there but morno's looking she's dodging she's weaving she's still going wow she hits the post and gets her own rebound and then gets it stolen and gets hidden so that's a penalty she'll take that give yourself a side eight meter here huh yeah I think she's gonna yeah this is a tough angle you usually you look for you usually look to pull this one out or pass it unless you can really get really get some steps in well oh oh great pass great idea a little Dipsy dude Thompson but quite get there but good idea creative oh I'm gonna force that one a little bit good hustle from Morneau again you know that that's that's been sort of the story of this game is that East Longmeadow seems to be on hustling Holliston for those balls um it looks like they're calling a clear out here they're going to have a two-man game here with Mourinho and Thompson although they're coming oh boy there it was yes oh great feed oh a little bit behind but great idea and a little popcorning around we'll see who gets it and Halston comes up with it it's like number three again that's uh caitly and they're in their transition game they've got some numbers here nice play by test and ALT there to step up and put the stick out and slow this down yeah really good play I mean they had a the possible you know they had numbers there to do something but they test an ALT came out challenge the ball stop the ball and the body movement good play a lot of good chatter from East Longmeadow picking up passing off Tapped Out challenging there it is again I mean it's just really good defense right there ball on the ground Hannah Taft very nice half gonna pick it up really really nice little flick right there oh that was a good play by number three again yeah number test and all was trying to make a good pass but uh quit quickly was it quickly yeah Willy just jumped Caitlyn quilly just jumped in that saw that pass coming had a couple of steps heading in the right direction and was able to just get in front of it before it got into Howard stick looks like we're gonna have uh Weiss versus quilly here on the chase to get who can get their body in front first and it looked like it was Weiss which was nice stepped right back out to pull it back twice back up top ball on the ground that's going to be Megan morno's ball she picks it up another great hustle player there but taking your time kind of moves it back around nobody opens she's just gonna run and keep on running and keep on running and keep on running looks like she's just gonna go the whole way down the sidelines and she does Ali Thompson has the ball over to morno picking it up did a fake move there to Mourinho I mean I didn't really sell it Bridget Jordan doing a couple of stick moves a couple of Dodge moves good little hesitation there it is oh just a little high from Anna macarini yeah really good try great play there by Kenna Marino to hurry up and back it up and here it is at I mean Addie Jordan was calling for that I could have got there maybe a split second earlier or something when it happened this one gets flipped to morno it's gonna get flipped to Jordan Jordan running in oh and top Corner beautiful right actually I think Josh I think if we go back and take a look at that one I think that one hit the East Longmeadow sign there right in the middle of the goal the logo and I should know what that thing cost it was about 75 dollars per logo from Gilman gear to actually get that thing right on there and Senior Bridget Jordan just takes it out puts a dent in it rang the bell very nice so Spartans are up now 15-3 with 14 50 as the clock keeps on ticking [Music] I think that's probably the strongest strongest shot that I've seen from Bridget Jordan all year in terms of power and speed and you know accuracy she's generally very accurate but that was all things being considered I think the best power shot all year here it goes on the ground again and you know you're right there it is oh here it comes Ken is calling I mean morno's calling for it back to her and then coming in still going and in way too close and that's oh it's gonna say save though you gotta give her credit that's gonna be a foul yeah I truly she made a lot of morno made a lot of good stick figs probably out faked herself and then the uh the goalie didn't really move on any of them and that was it and now we're going to have trulio on an eight meter yeah it's a very nice save there that was not looking very promising for Holliston oh so another foul yeah I'm gonna get a little bit of a better hash so those of you watching at home and aren't don't really know lacrosse on that little eight meter Circle there's a number of hashes that are spread out evenly across the eight meter and obviously some spots on that eight meter Circle are better you want to try to be right in the middle if you can but it's you know depends on where the foul is is where the referee will put you so uh shop I Trulia was wide and and Ali Thompson made a nice save to keep it in bounds and found Kenna and kind of got fouled for an eight meter here so yeah Moreno's gonna run it in she's one of our fastest players just got oh wow and then Angel Angelina trulio picked that up and slapped it right in the goal without without pulling it back and I think we've got a timeout from Holliston is that right yeah I'm not sure but uh that was an interesting one there Marina one of the fastest players on the team had an eight meter usually she's going to get in there before anybody else but if she took her stick back to shoot it was taken out of her stick by a house and player hit the ground and like you said picked up by trulio in milliseconds later hits the back of the net to give East Longmeadow a lead 16-3 13 minutes remaining as we can see here on the video our videographer Jamie appropriately putting it on the scoreboard for all the fans so that they know how much time's left in the game and what the score is you know it looked as you say at the end of the half that that goal was a you know a little bit of a momentum shifter and then but east longmeadows just come back and and started you know continuing to pull away here and I think now you're in a position where you're up you know to get you're up three goals to get to the clock having two or four goals to having the clock stop uh again and that's going to be a tall order yeah I mean at this point it seems like you know they're gonna have to score score a goal a minute I mean it's just not gonna happen given what we've been watching so at this point you know but at this point I'm sure the you know Hollister coach is coaching up the girls and trying to keep them positive and coaching them up for for what's next you know their next season I'm sure some of the girls on the Holliston team have lacrosse this summer and are going to be playing and so he's just he's doing a great job he's done a great job all season coaching him up you can look over there their sticks are up they're remaining very positive with each other and you know I'm sure they realize you know the game is already out of control but they're gonna they're gonna give it their best and put in a good put in a really good effort and Coach Moses I'm sure is you know going to be doing some coaching for you know what's next on each song Meadows agenda I think last year you know this day tournament last year for East Longmeadow was valuable you know they won a game and they ended up playing a tough Whalen team and I think gained some really important experience from that last year that's paying off right now and giving them a comfort level to to play as well as they're playing yeah and so the winner of this game uh is gonna play Leominster um Leominster a very very very good team um you know they're they're not they're the fifth seed so they're very similar to East Longmeadow they've got you know a 17-3 record they've played um some you know not as challenging a teams I think along the way but very good team they're loaded they're stacked they're from the East and you know when the East plays the West it's always it's always a challenge ball on the ground again and here it's gonna go and it's getting pushed around morno still chasing after it bumps into Merino ball on the ground kind of to Mourinho and Mourinho grabs it and that was just you know Off to the Races into the Stick of Bridget Jordan 's setting it up over here to Calabrese Calabrese kinda has it it goes again it's still kind of moving around and it's picked up by again number three Queenie in a little foul there by Jordan but you see what that foul does right it just slows down whatever Holliston was gonna do and gives you an opportunity to pull back absolutely you know quilly's a very fast she's very fast and just slowed it down Eastlawn metal is able to set up its defense here all right nice play by Thompson yeah another cause turnover here she comes again it's pushed out right into morno I'm not so sure about that one I mean it looked like they kind of were all bunched up in there but penalty on morno looks like quilly is gonna get herself an eight meter gonna try to get chased down here by Kenna Marino and Bridget not Bridget Weiss on the other side see if they can get their bodies in there and Shop wide Holliston there closest to the out of bounds line so if there's a shot and the ball goes over the goal whoever's whichever team is closest to the end line is the one that ends up with it Walker there was on the doorstep and just lost the ball and now we see more now just long strides just changing the field quickly and Now setting up there it is great cut from Ellie Thompson yeah you know something like that has to be incredibly demoralizing they're down here they've got a really good chance flip you know you flip the script before you know it six seconds later it falls in the back of the net yeah it looks like uh good stuff Ali Thompson coming back over Addie Jordan's had a great game so far gonna get a little rest along with test and nault and Grace Howard and Angelina trulio going to take a little break and we're going to get some new players in there for East Longmeadow on offense Miana Calabrese is going to be in there on offense which is great along with mckechny is going to get some playing time Sabina mckechney we've also got uh Gabby illingsworth and on defense and Ashley beak as well one of the lone the lone freshman on the team there mckechny getting a little getting some time they get a little penalty on East Longmeadow ball comes in good play there great play by Hannah Taft to come over from down low and cut off that yeah um you know and it's interesting because obviously you're down 17 to three nine minutes left you there's a clearly a sense of urgency and yet you know there's an element of having to set it up but there's also an element of having to say we've gotta we've just gotta go we've gotta you know try to get to the net and see what happens [Music] Morel brings it up gets it over to Bridget Jordan oh good cut by Megan Morneau and in the bottom of the net beautifully placed so with nine 19 left it's 18 to three East Longmeadow yo who are the assists there I think that was uh lucasic could be six Megan mordo then he will have to take that we'll have to look at that one on the video or we can ask the fans on that one who had the assist we just couldn't uh between everybody watching we all we all kind of miss it Ally Thompson on the draw morno and Mourinho on the circle 18-3 flips it back over her head and it's picked up there a good draw control there by Holliston chase behind Again by Ally Thompson Ally Thompson up here to mckechney who is gonna cut she's gonna get it over the uh over the restraining line good move switches to her left hand passes it off to number seven Bridget Jordan East Longmeadow is really going to take their time here and set up the offense morno has it over to Mourinho Mourinho back to Morneau they're looking for they're definitely looking for they're definitely looking for mckeckney here you can tell yep see if you can get herself on the board Marino's gonna run this down number here we go with number 24.

yeah so we're very proud of um that achievement as well continue to work in that area to make sure more students can achieve that award but uh again it is um it is a pretty rigorous process to to receive that pathway award oops um also in uh go to um there were a hundred percent of teachers that participated in PD as well and again it was uh to the way that it was organized that was done during staff meetings and teachers were participating in um uh additional professional development to support their English Learners in the classroom um goal three um the one that I wanted to point out was we did increase our monthly daily attendance um a little bit every little bit helps I believe it went about about up about a percent and a half this year which is great and um let me see the other one I wanted to point out that can be used to this thing now okay um the other I wanted to point out was um the um the back of student survey so 76.5 percent of students responded that they always are almost always enjoy their arts program and so the reason why we're gathering this symmetric data for vapa is we really want to correlate the vapa program with um uh student wellness and positive growth in that area and seeing if the there's a correlation between students that are participating in these Apple programs and their overall well-being and um positive growth in that area so that was something I wanted to point out and then the last one in this area where the student support loves the student support logs are um uh done by our counselors and our SEL department and um is a very tedious process can uh attest to but they keep track of every student that they um serve in the school year and when we wrote the lcap a few years ago um Dr Amazon and Dr Ortigas and I sat and talked about the importance of knowing that we are um really targeting our high needs students our English Learners our foster Youth and our low-income students and so in addition to keeping track of the students that they are serving they also keep track of if they are in the high needs area and so as you can see here the department the counselors supported 83 of the students that are enrolled District white have been supported by School counseling staff so 83 percent of our students are enrolled students and 85 of those students that were served uh were unduplicated high needs students so very good data for us to have and um I mean it's not a good thing that so many kids need the support but it's a good thing that we have the services to support them so I wanted to make sure I pointed that out within in terms of both four um we increased our um attendance for back to school um night and open house and of course you know we did because last year they were virtual but we still had a lot of parent participation in our in-person when people were just really excited to be back on campus and and you know able to participate in these events so that was a highlight I wanted to share and the other one didn't know that the other one was that our debt so that was something that I really focused on this year was to increase our DAC participation because over the pandemic it did um decrease and a lot of it was just you know everything that was going on during that time we did see our participation slip a little but we are back up to 72 percent for that participation and we need to do some work on these guys still okay and of course I have to highlight our parent University and both events that you know every year we continue to increase the number of families that participate in this these two events 312 in the fall at Shepherd and over 700 parents and family attended the spring parent University event okay okay so in the draft um lcat for next year the goals there they will remain the same we will have four goals um there's no change in in the goals that we have so um the first goal um the actions and services were pretty much remain the same I'm just going to point out a few um additional items that we're going to be working on one is that we are expanding the school day intervention support um this year we were able to um have uh ptosis features on special assignments the intervention specialists at 10 of our schools um and for the middle school they had a full-time and Elementary had a halftime it was shared between two and we weren't able to staff every school unfortunately we just didn't have a staff to do that and so next year what we're going to do is um this this is being we're using um covid funds for um this service so we still have those covid funds so we're increasing uh the amount of time that those choices will be at schools next year and they will also be supporting in the area of math which we know the support is needed so that is a plan for next year and then the um develop an ethnic studies curriculum will be something that we'll be focusing on for next school year and then um go two will remain the same the actions and services providing the professional development the extended day programs summer programs for English Learners workshops to support families at home to support um so that they can support their students second language acquisition and then the the support for the long-term English Learners to continue to reclassify goal three um just a couple of things that I wanted to point out uh is that we really want to actualize a multi-tiered system of support we know that we have components of it some schools have one all built out and other schools are working on building theirs out but we really want to have a district-wide mtss where we know that our kids are getting what they need when they need and in in the appropriate way so that's one of the things and then the other is targeted services and support to address chronically absent students and that'll be done through our differentiated assistance work um and goal for a meeting with uh parents this year um the one of the common themes with parents was they really wanted to have more fun family activities where um uh school um connection can be made um I I'm guessing that from the pandemic not being able to have things on campus parents are just really feeling like they they want to be able to connect more with teachers with staff with the principal with each other and so it was mentioned several times about just having fun events for families to be able to come out even if it's an educational or academic type event to make it a family event where parents can come out and connect with one another so I put that as something goal for to really look at and and try to work on um and then continuing to build the capacity of our parent leaders in our advisory groups so the next steps are um bring it for adoption on June 22nd um the next two weeks will be just finalizing it and making you know kind of looking at it one more time to make any corrections that need to be made and then submit it um but I'll capture the county office event for approval by July 1st thank you all right thank you so much Sandra so with that I'll open uh 5.02 to public comment the hearing oh oh okay yeah force of habit force of habit we had the hearing so uh any questions and comments by members of the board Krusty Forrest Shelton thank you um thank you Sandra um couple comments then uh some questions the the last part you were saying about the kids looking for fun events I was um it's really interesting because I was invited to um Escuela populars eighth graders did some some work and through San Jose State and they invited different stakeholders to come here their kind of culminating work and that was other than the local kids wanted more recreational activities they wanted fun family events that were bicultural and um and not just on campus but in the community and a lot of these kids didn't know about like the school of arts and culture right or things you know um Community level events and I know the the pressure for the school to put things on but maybe if we could do more Partnerships with you know the school of arts and culture and have it be an Alum Rock family of it so it's not just on the the backs of like the principals the teachers to put on these events or bring in Partnerships but I it's interesting you said that same same type of um thing that we were hearing um this is you know it's just amazing it's a lot of like work and it's exciting to see how it all interconnects I am would like to see I don't know when or how I just don't see the landscape of the number of high-risk students by category right like Foster youth what what is it over years is it growing is it going down um the number of unhoused Youth um you know it's it's got to be higher right unfortunately it's just I we know so I'd like to so by category kind of see over the years you know either in the annual report or you know foreign to you all to see like what what data you all have but I know the budgets are based on the number of kiddos right and so I just would like to see that so it'll help us tell the story right but also um you know unfortunate you know the unfortunate story but these are this is how we're spending our money based on these number of kids I'd like to see that at some point um and then there was some other thing I can't remember what it was but so I wanna I wanna be clear so that I can follow up so I'm envisioning let's say that we started with last year I don't because it's like after the pandemic year type of thing like if we were to do 2122 22 23 and moving forward to collect that kind of sure I mean I would imagine that this is always based on those numbers right so we we would probably have it since I mean I think the pandemics always didn't have an asterisk around it you know just how hard it is to collect it so if you want to start with this year um but could you also mentioned how to connect the dollars to it so that that's a little bit you know I'm trying to you don't have to connect I'm what I'm assuming is the the numbers I mean the the dollars are based on the number of kids in those categories right so that's what I'm just saying I'm assuming you have it however you want to bring it back is fine I just think it gives context for why the 25 million or you know um that would be really helpful and then I do remember my my third thing was um I think we're seeing this throughout the agenda just our overall vacancy challenges right whether it's Perez you know um uh so it would be really nice to have like maybe a regular report on our vacancy rate you know how we can talk about hiring issues related to that I see you know vacancies were a challenge to to meet needs here so I just think that's just everywhere so it'd be nice to know what our um Alan Rock vacancy rates are you know by classification okay thank you vice president thank you so much Sandra a lot of work like trusty Shelton Lawrence mentioned and thank you for listening to our feedback and coming back and providing more um additional information um I know it just added more work but we really appreciate because then we understand the full picture since we're not in the everyday um in and outs of of this work um so thank you for highlighting you know in um naturally you know a lot of the good things a lot of good things happening um and I wanted to come back and kind of you know some things we skimmed through um which are the not so fun stuff um but I think as trustee uh for Shelton mentioned it would help me understand the pictures and I don't know if it's in this area you know in the lcap but maybe just for staff uh superintendent I know we talked about in our one-on-one and I'll highlight it here um I would like to I saw the um 2004 students that were suspended and I would like to understand what the suspensions were for and um I know that in general uh you know we have the um we've been provided the presentation with a lot of uh providers that provide the resources and services to our students in need um and you know you highlighted um very beautifully um the Foster youth English Learners low-income students with special needs and for me that you know suspensions and I don't know what would call we would call that category but I think it's another category that's missing in in that area if that makes sense um and I don't know again if it's alcat but maybe you know another just kind of report back to understand um what the suspensions um are for and then ensuring that we are providing and have the adequate resources for students um to be 200 for a lot it's a lot of students for our seven thousand I don't have the exact number but that we have um can I clarify real quick yes so you want to know how many of those suspended students were Foster youth sorry thank you for clarifying I want to know what the suspensions okay okay and again I don't know if it's in this cell cap if that's right and we're like what's even your area or if it's for somebody else we talked I'm we're trying to create that kind of a report it will be a suspension report we've done it in the past yes like the courses how many by grade level things like that yeah and yeah and then I don't know I mean we could talk about numbers for me and maybe it's just me personally to understand sure um you know I don't know if it's something that we've been back here at the board but just you know something that I would like to see um so yeah and the next president would you would you mind actually including having the suspension data include by high risk student because I think that helps also to tell this you know yes if we could get it by Foster you know if that makes sense if they might not be in the high-risk category but sure include it um and then yeah I've been thinking we'll show this the storage right I um I'm in agreement and then I just had a question about the less than one percent middle school dropout rate what does that mean like what is considered who is considered a dropout [Music] um and I know it's less than one percent which is I mean the less than one percent for that well basically basically we have students that actually disenroll but sometimes for example a McKinney vento student and then they're not coming to school and then we do a home visit we'll do a wellness check um and then they say that they don't live there anymore and we don't have another District asking for their tune got it so I figure something like that you have to confirm you can provide more data for you that's helpful I mean I just want to understand who would be considered uh um that makes sense I it's not a technical uh you know because Alan Walker is a theater district in the east side Union High School District isn't it sort of more or less customary 40 uh you know for the relevant boundary High School to you know pick up on that cumulative folder that's right Dr Brown and I think that's what Norma was saying okay if it's if a student falls off the Raider right oh the state is saying we have some kids falling off the radar okay so that's like when nobody asks for the Cure folder and we cannot find the kit oh right that's what this means and thank you and so much Norma yeah when trustee asked me I was like okay we need to follow up and that's why they're here thank you and we take it one step further on Ellen block we check in Cal pads also okay to see if they're out of this and within the state of California but at another District so when we don't see them there oh yeah okay thank you um and let's see I think more just have a comment um you know being a parent and having gone through uh nine years here in our district um always thinking of how can we engage our parents more right how can we have them show up how can we have a hundred percent showing up um and I know I talked to Dr Barr about this uh on the parent attendance for open house during the Spring and I'm sure there's a reason why we have it so late but if there's a possibility of moving it up I think it might encourage more attendance um yes so I just wanted to I was just going to say that um hopefully we can I heard from a lot of principals this year saying oh it's so late in the year and so many things happening so maybe with academic Services we could talk about maybe asking them to have it like in March before testing stuff before all the craziness of the end of the year starts so that was something I was thinking about too and I think that would also you know put our numbers up for attendance yeah I mean not that parents you know don't care but it's almost like at the end and you know um yeah so anyways thank you so much yeah I appreciate the information and thank you Norma for providing the additional information any further questions and comments approval oh yeah okay you know but thank you though you know I just want to take a general you know uh uh I I'm glad that at least the uh the glass is half full uh you know I know that we we were you know we are some ways off from our desired outcomes but we are more than halfway towards our desired outcomes per fast Bridge assessments and S back results and we there are highlights as well and you know I'm gratified that we are really really doing great work with the reclassification of English Learners and that you know that feeds you know hope you know the hope is that will eventually feed into high school but also greater results you know or an improvement or actually getting closer to our desired outcomes as they progress and promote through through the grades as well and I guess the you know uh and I you know the only other thing is you know uh I know that there's a little bit of discussion about suspension by my colleagues and I just wanted to kind of you know that this has been a uh what is it uh interesting year uh the the after this psychological after effects of covet are are still with us you know students we you know we're still we're discovering that uh you know distance learning has you know uh has created some effects in which we we're we are going to be living with for for a while but you know if I I want to take this opportunity also kind of caught you know uh that uh the the examination and susposions uh you know I want to be clear that we don't put an undue burden on on our School site administrators and our classroom teachers who are you know working through these pressures as well so uh on that note thank you so much Sandra for the informative uh presentation and we you know look forward to uh two weeks from today thank you okay so with that I moved to item 5.03 I will open the public hearing for the proposed 2023-2024 budget and I declared a hearing open at 8 45 pm okay is there a public comment in item 5.03 seeing none I will declare the hearing closed at 8 46 pm and so with that I moved to item 5.04 staff presentation of the budget good evening Fort president fam members of the board and superintendent Dr Bauer tonight I'll be going over the proposed budget and some of the topics that will be going over our key assumptions that are used to develop the budget um we'll be presenting you the general fund multi-year projection um and then the statement Reserve um in terms of keys assumptions we'll start off with enrollment um you've seen this slide before this was the most the latest uh demographic studies that was done um in 2021 and it's very close to what we're experiencing right now so we're following um the projection and so uh in in that case for the three budget year in 23-24 we're projecting to serve 7 376 in year 24 25 7093 and then in year 25 26 uh six thousand five hundred uh sorry 810 the next set of key assumptions will start with revenues um in terms of uh the lcf revenue for fiscal year 23 24 there's a Code of 8.22 um in year 24 25 a cola 3.94 and then of year 2526 um a cola 3.29 um in terms of for aptitude um you may recall that in previously we had to do a separate calculation for them um you may also recall that the board recently approved to revert aptitude which is a locally sponsored charter school back to a traditional school so in that case we combined the calculation of LC event together um I'll be going over some one-time money that was proposed um and eventually um had some adjustment to it the first part the first part of money is the one-time Arts music instructional material discretionary block grant um at the budget enactment um that was passed back this past June of 2023 um the Alum Rock was allocated approximately five million dollars for that Grant um at the January budget proposal which was this January 2023 when the governor proposed the budget for next school year um there was a proposal to reduce that ground and that grant for Alum Rock from 5 million to about 3.3 at the Mayberry Vice last month um the state is further reducing that Grant um to 0.25 and so as you can see here it's about half um what we will promise at the beginning of the school year um and as it stands right now um we're projected to only receive about half of that excuse me just to clarify this is the proposition no this is not the proposition eight money this is a one-time grant that was it's a separate part of money okay yeah oh then just the technical question on that that kovira uh because it is one-time money as it have to be spent in that fiscal year or could that be parsed out in succeeding years it could be brushed out I think we have about four or five years to spend on that money okay um and before we can spend on that money uh we'll have to bring a plan for the board to adopt um and we're going to be bringing that plan um in the near future things are so up there right now that um us delaying to bring the plan forward actually is a benefit because otherwise you would have spent money that eventually would have been cut the second big pot of money um that was promised to the districts uh the one-time learning recovery emergency block grant and this is a huge Grant um at the beginning of the school year uh during the budget enactment for 2223 we were allocated approximately 15.3 million dollars um at the January budget proposal um that amount actually no proposed reduction at the January budget referral but at the May revised there is a proposal to cut about 32 percent of that funding um so that would bring us down from 15.3 to about 10.4 million dollars um other state revenue include special education um that program also is receiving the 8.22 cola which brings the um amount per Ada from 820 to approximately 87.

Martha Walker getting her opportunity Weiss is going to try to ride her out make make her continue to move away and it's a pass across what what was that called trying to figure out like a penalty on Weiss probably after the pass probably ran into her or gave her a little shove or something like that doesn't look like anything major yeah but Walker's going to maintain possession swing it back out here to number three quilly clearly to number 18.

um partial tax is included in all of our um uh each year all three years um and that equates to about 4.5 each year and then this is the big piece um federal revenue you may recall we've been talking about sr3 money uh for a while now um we're starting to spend that down um and next year we'll we'll have approximately about 9.6 million dollars in Esther three funds um and we plan to exhaust that um in the next year budget and uh and I'll go over the kind of the impact that has on our on our unrestricted general fund um as we go through the multi-year projection so in terms of lcf lcff um entitlement um this is a summary uh um the cola uh what we're projected received and then the changes from year to year so in 23 um with an 8.22 uh percent Cola um you'll see that we're projecting to receive about 117.6 million dollars in lcf money um compare that to last year um you know it's an increase of about 2.6 million dollars but if you look at the overall percentage change it actually Nets about 2.25 so even though the state is providing of 8.22 cola in actuality and the reality that is facing Alum Rock because of declining enrollment we're only generating an additional 2.25 um in terms of cola uh moving over to 24.25 there's a cola 3.94 and we're projected to receive about 114.5 million but when you compare that to um year 23 24 we're actually seeing a decrease in lcfs dollars um to the tune of about 2.63 a negative 2.63 percent and then if you move over to 2526 um there's a Kona 3.29 and we're projected to receive about 115.3 million um and but you you compare that to fiscal year to 425 um there's an increase of about 0.66 percent so when we're talking about Cola it's all great that we're getting a cold from the state but we got to keep in mind the reality of olive bra because of declining the movement we're not getting the gold color in some cases we're actually we're actually seeing a decrease um in terms of uh expenditures um with regards to negotiation uh we are not settled with negotiation with Area North CSEA for um the upcoming year 23-24.

Jamie Wallace I'd have to put on my glasses yeah here we go and back out to quilly getting pushed over there by Kenna Marino and back over to Ava Lombardi Ashley beak a slash at it there that's going to be a penalty just a little tough slash there by number 18 Ashley beak not a horrible play just a little bit late that's all so we're gonna get an opportunity here for number 17 Ava Lombardi to put it in and she does really good move there with that Lefty shot actually it was a little looked like she was going to go to the right and then just kind of came back to the left and his Holly kind of moved a little bit to the left to cover that move snuck it by clever little play there absolutely great play 18-4 right now a running clock six minutes and 15 seconds remaining so for those of you at home who are looking at your clock and wondering when this is going to be over in all likelihood it will be exactly in six minutes and six seconds but stay and enjoy the time with us absolutely don't tune out not now there's a whole lot of celebrating to happen come on Mark mcarini is going to start a podcast after game interviews things of that nature probably for next year we'll have things like that Mourinho on the draw and you know Thompson low one morno on the ground still going Martha on her walker honor morno picks it up usually at this point in time they're really looking to get you know some new goal scorers so they're looking for they're gonna even there's Mourinho she's wide open I mean she normally would have taken that one in and scored but it looks to me like they're really looking to get the ball to uh to make it and there it is almost she's going to run that down she's fast she's going to stop that from going out of bounds and pick it up back over to Thompson maybe oh good little play or maybe she'll take it herself on a Dodge move well flips it back out yeah it's nice to see other people getting some playing time here in a state playoff game any type of experience that you can get is great absolutely good there it is here it comes and there it comes to oh off the off the post I think there right or did they goalie make that same time wow it's all post all the time oh look at this chase down yeah bye Calabrese was flying oh what a play there by Hannah Taft to get in the way she just missed it but interrupted the pass otherwise it would have been an easy Breakaway good collapsing down again nice up I think that's is that a shooting shooting space uh no that was like a push oh it was like yeah pushing I think from behind so this one's gonna get cranked in we'll see here if if Jenna Hawley can save it oh a nice shot low right hand corn low low Corner one of the toughest shots to save right from Ava Lombardi shot there yeah really good play Holliston golden number 17 Ava Lombardi's Lombardi's Lombardi's a very good player you know we've I saw it right in the beginning her stick skills especially on the left-hand side are very very strong um so I'm not surprised she had you know that kind of power and accuracy from the left hand side and I was able to put that one in so 325 left 18 to five Spartans and uh see what kind of Moreno can do on the draw here and that's over to Thompson cleanly and up to more now and they will presumably just possess this see if they can't get a yeah yeah somebody like Caroline lekasek or Sabina mckeckny with an opportunity but take their time yeah here we go I'm gonna run this one in and shoot us there it is there it is nice shot get lukasik on the scoreboard right there I love to see that you got cartwheels on the sideline Caroline look music you know good to see she's had a couple of really good opportunities tonight and the goalie has made some good saves and she's been kind of like a I wouldn't use the word unsung hero but she's done a lot all season on offense in terms of her movement to open things up for other players and doesn't get quite the credit that she deserves because you don't see her a lot of times on the stat sheets but she does a lot she does a lot more for that offense than people uh give her credit for and tonight she said some really nice Cuts coming in and opportunities to score and just hasn't put one in so it's good to see her put that one behind uh behind the net minder for the Holliston Panthers yeah she found the post a couple times but good to get it between them so nice nice nicely done and uh foreign not the hardest shot and she has a very hard shot but just a really well placed [Music] nice play by mckechny there to scoop that up morno lost it out of her stick and keckney picked it up going on yeah Bridget Jordan oh here we go they got her though it's clearly up to Ava or uh 17 Right Here Comes Weiss chasing down chasing down they got us got to get in front of her and get a foul in there yeah they try to get that foul or try to stop them before they get to the eight meter so that they don't get that eight meter shot but looks like house is going to get its last opportunity the game right here with an eight meter chance uh for number 40 Sarah query and it gets checked but it's a little bit of a penalty it's a little too much there so now we're gonna get an up eight meter opportunity right from the center hash we'll see if she just tries to fire this one in yeah it seems like that would be the might be the best strategy here with she looks like a strong player with a strong shot tries to she goes slow though and she does sneak it in on a bouncer Holly was down there but it looked like it just kind of jumped over her stick at the last second so yeah I think she was anticipating a little closer of a bouncing so yeah last 30 seconds you know the referee is somewhat rushing to the middle I mean it's not going to make that big of a difference but there could be one more draw at best and see what happens 20 seconds left it's probably not going to get set but yeah this is a pretty was certainly a dominating performance by the Spartans they really played well and and I think pulled away quickly and and you know had Hollister in their rearview mirror most of the game so Well Done by them and and we'll see what happens in the next round yeah Josh it's been a pleasure tonight Cohen co-hosting with you and look forward to the next matchup which will be between the East Longmeadow Spartans will be facing Leominster looks like that game may be on Sunday evening at home versus Leominster all right thanks so much great night good evening everyone hear me

uh we did reach a tentative agreement with Teamsters um and the Tenant agreement um it's uh five percent ongoing salary increase and a two percent one-time payment uh for preschool year 24 25. uh the cost of this tenant group is not included in this proposed budget because of the timing of when that tenant agreement was reach when it has to be ratified by the Union what I have to do the AV 1200 to the county um but we can incorporate that when everything is finalized in the either the 45-day revision or personal report I will bring that back to you um just for uh your information um the Calpers rate for year 23 24 um 25.37 uh for year 24 25 26.68 and then year 25 26 27.7 so as you can see here um pension for classified staff um there's a gradual increase increase from one year to another uh McAllister's this is the pension program for certificate is that fortunately um um this percentage remains stable for the next three years um and that percentage is at 19.1 in our budget we included or we built in step and column increase for all three years um special ed continues to um increase in cost um and that's a combination of both you know internal programs that we're running and also we use we utilize County programs as well and so whatever increase that the county is giving also impacts the budget on our end as well um there's a requirement to maintain a three percent contribution to our restricted maintenance program of all three years um in year 24 25 due to declining enrollment uh We've uh factored in um a reduction of 10 certificated ftes um the same goes for year 25 26.

good things must come to an end and that time is merely a temporary companion a year ago we were both entrusted with the responsibility of leading a student body whose interests we guarded with every decision and voices we honored above all the presidency while bestowed on one emulates the power of all it is a rare opportunity to evoke change on behalf of one's peers and truly leave an indelible and then in year 23 24 um because of the Esther fund we're utilizing the 9.6 million dollars by using that money to pay for cost in the restricted general fund um and conversely starting in year 24 25 when the Esser money runs out all those costs now would have to go back into the unrestricted general fund that's going to impact kind of the bottom line as um later when we'll go over the multi-year projections so with those um uh assumptions um this is the unrestricted uh general fund and multi-year projection starting off with year 23 24 um the district is rejecting to um begin the year with about 34.6 million dollars in reserve um a total revenue of about 94.1 um a total expenditure of about 91.8 adding about 2.3 um Surplus um to the beginning balance um to end the year with about 36.9 um in year 2425 we are projecting a total revenue of about 90.8 a total expenditure of about a little over 100 million dollars in the next line You'll see a negative 9.2 um that's where we see the impact of the one-time money being exhausted so so um that's going to start eating up our our fund balance as we move into the future with that 9.2 Dollar in in spent down of our Reserve that brings our ending balance to about 27.7 and then move it forward to um year 2526 um we're rejecting a total revenue of about 91 million 91 million dollars um a total expenditure of a little hundred million dollars and again you see um another deficit of about 9.2 uh which would eventually bring our um pending balance to about 18.5 million dollars on the restricted side of the general fund um starting with year 22 you'll see that the 9.6 on top is a carryover of the Esser funds which will eventually spend down during that year um in that year we're projecting a total revenue of about 16 62.1 a total expenditure of about 70 71.7 um spending down of that carryover which leaves us with zero carryover of asset funds and then the year 24-25 um uh projected total revenue of about 61.8 um and this is where wherever we get in in restricted Revenue we have to budget the same amount of minutes expenditures and so that's why you see um total revenue and total expenditures matching in year 24 25 and 25 26.

um a requirement that the district has to do is to disclose the amount that the districts has over is three percent requirement um so with that in year 20 23 24 um the amount of um assigned unassigned and unappropriate fund balance um at the end of fiscal year 23-24 it's about 10 million dollars um the three percent requirements it's about 4.9 which leave about 5.1 million dollars over the three percent requirement um and to substantiate that we need to disclose what the districts intend to use that money for as I mentioned as we are exhausting a one-time money all these amounts that are over the three percent are being utilized to mitigate um the structural deficit um that are caused by you know the one-time money running out this is is this in response to the Jerry Brown's climb back uh anything over three percent or was this always the case no this this that you came into play about three years ago um and was pushed by certain groups that wanted to um maintain low Reserve at the district level yeah um and this law came into place where you know now this every District not just us have to disclose um every year um in their budgets how they're going to spend down the amount over the three percent um later on in the agenda you'll see that committed fund balance that's another layer of um push um to kind of mitigate or minimize um The District's Financial um responsibilities in terms of China do you remember thank you remember right before the pandemic there was an uprise especially in basic eight districts yeah because they were like why are they not giving allowing us right to to have whatever research we want because they it's Limitless right and so then that that's that was what kind of yeah yeah I remember as huge as the espa there's a lot of very wealthy affluent districts are really upset about this uh it had I think it started off with uh like pulling back the RDA money and then looking for anything else that was left in the and then it just kind of built up to this and making sure that there wasn't money left over I guess yeah unfortunately basically researchers are not subject to that statute but that's a different story um going on with 24-25 um the amount as assigned unassigned and unappropriate is about 27.7 um or three percent requirement is about 4.8 uh which leaves about a 22.8 million dollars over the three percent requirement and again that is used that is utilized to uh mitigate the the structural deficit once at one time when it runs out and then going into 25 26 the amount of assigned unassigned an unappropriated um it's about 18.5 33 requirement is about 4.8 leaving a balance of about 13.6 um and again that money um we plan on using to mitigate the structural deficit for when the one-time money Runs Out with that um that concludes the presentation I'll be happy to take any answers or questions any questions and I see trustee Flora Shelton thank you um can you go back I don't where it shows the 9 million deficit yes can you discuss a little bit why um why did you all contemplate kind of shape like shaving the the use of the 9 million so that we didn't kind of have like a cliff next year or I don't know just kind of talk tell me a little bit about why using it all in in one year do we have to because it's fed dollars and you have to expend it or you know so can it be used over time yes and we have had we have used this over time um but the the sr3 fund actually expires at the end of September of 2024 so that money can only be used over yeah we receive that money in 21 22 I believe um and so we've been planning and spreading that out throughout you know the two or three years that we had to if you go one more slide if you go to eight let's see but then we have this 71 million to 61 million expenditure right it it feels like we're gonna have to make it plus the cola goes from eight percent to three percent right so um it just feels like okay this year is okay but next year's gonna you know it just feels like we're setting ourselves up for something drastic but we have to spend the nine um but we haven't really made any to sort of balance it would definitely have to make some adjustment um in the coming years to be able to okay um align the the revenue in our expensive all right and then just naive question does books and supplies is that like paying for all of our all the tech supplies or you know it's giving or kids well books no I know and I'm saying but all the all the digital laptops and everything is in that line item yes okay great um and then my last this back to another naive question um so the state Cola eight percent and then three three would that could that potentially change or those all locked in the 8.22 um it's pretty firm because because that's this coming year this coming years that's pretty firm um there could be potential adjustment to the out years Cola but I don't anticipate any significant changes if anything it's be half a percent or unless the economy you know either greatly is improved or tanks um but if the trend continues to go where how we're going now um I don't just anticipate the code to change that drastically okay but there there's always some minor tweaks to it it just seems um and maybe the the eight percent we got there because of inflation or because of again post pandemic but it's like seems wild like to be eight and then to drop the cost of living adjustment down to three which is kind of the norm but is eight sort of a it's the product of our pandemic years or something it's it's a combination of the inflation and also the Consumer Price Index um and the cola actually and to be transparent um from the January budget proposal to May revised it actually slightly increased at in the January proposal was about 8.13 it went up to 8.22 and you're thinking uh you're hearing news that you know the economy is doing really bad the state's falling behind why is the cola going uh going up uh which doesn't make sense but when you calculate the colon there's always an established formula and it has nothing to do with whether the state is falling behind revenues it's the cost of living or the CPI and how many they're spending into each quarter and so there's a formula and it spits out whatever the number comes out so the CPI yeah that's the biggest Factor yeah yeah okay I'm gonna have to research how even the CPI could get us an eight percent cooler down to a three um but is that sort of this it's it's the lack of spending by consumers that's well I was consuming it's having to spend a lot more due to inflation as well so that's right that has the right okay I'm still yeah yeah because I feel like it greatly impacts like back to trying to explain the budget to our community you know I'm struggling you know like because the eight to three isn't is a huge change but thank you for bringing it to my attention that we don't quite understand oh and also you know co-work just you know and again this is something that you know as a Ada District this is what the state is allocating to us for the most part so we we lit you know just you know her transparency for the community uh we don't we have have this District absolutely has no control over what Sacramento allocates for districts like us here I mean unless our enrollment increases or the state you know increases the uh you know Cola but you know but otherwise this is this is what the legislature passes on to our districts to manage funds as best we can given what the state gives us and we can talk to our legislatures and believe me I've talked to our religious leader especially at Senator Cortese came out to parent University this couple weeks ago all righty any further questions by members of the uh vice president Herrero loera thank you Cora for uh this uh detailed information um and I think just going back to the enrollment you know I think you know again it's been consistent over the years at least that I've been here and that we've seen and I'm wondering our Early Learning Center our the numbers not like the space I guess that we've created is it is that accounted for in the enrollment or or not no okay zero to three or not the four-year-olds and up are okay I figured because I'm like there should be at least a little bit you know if they were to see our numbers going but they're not and they no the zero to three are because they are on state preschool they belong that that those numbers belong in kindergarten okay yeah that helps uh answer some questions that I had thank you if I may add to that um when we're talking about the um the young population once those kids become TK and remember we actually serve um students um beyond what the state uh approves as they serve and so in this slide right here where it shows um where it shows uh the lcf entitlement you'll see that there's a little Nuance in there in the formula in year 25 26 even though we have declining enrollment you're seeing that um Revenue actually are stabilizing and the main reason for that is that a couple years ago the state actually approved in the formula to insert additional funding for those younger populations and so that pop yeah so we're you know that's a piece that's helping us yes kind of maintain the level of lcff dollars yeah and I think you know just as a board member of being creative right of how to bring in more funding and more Revenue to use um and as the enrollment you know goes down what that means for our schools but yeah so it's just you know also as a board member of you know maybe opening up that creativity and and ideas and that and I know that it's a part of the facilities management and I know you're all thinking about that so um I guess I see the challenges that's also opportunities thank you all right then see no um word president I think it's important and you use a lot of jargon and the community isn't aware of it and so for example terms like basically they were used I think it's you know good to um Define that and let folks know what exactly that is we happen to be Revenue limit correct and that's the term that um we we have transitioned out from revenue limit when we turn over to lcf the revenue limit days then that the Episcopal year 2012 2013 and then the local control uh formulas um started in Year 1314.

Director of vocal music here at Ewing High School the department award for vocal music is given to a four-year member of the choral program who has demonstrated unwavering leadership incredible musicianship and a lifelong Devotion to the art of Choral singing they're telling me not to cry because they know I'm very emotional this year's award winner arrives in the choir room as a late edition in September of their freshman year transferring from another class I could see the hesitation on their face as they cautiously walked into my room and asked the question that would start their journey is it too late to sign up for choir and if you know me you know the answer to that question is it's never too late to join wire little did I know what a profound impact this young freshman would have on all the facets of our prior program from the performative to the Social and all the other Beautiful Moments in between this student possessed an innate musical ability and was never shy of sharing their talents whether it was helping their friends decipher the music theory I put on the board or their endless pursuit of stronger vocal technique they remain curious about new music and helped raise the level of musicianship in every choir that they performed if you ask this student about their vocal ability on that day their freshman year when they came into my room they would tell you it was meant for the car and not for the public I think that if you heard them now you would realize that that maybe was never quite true I don't think we were really prepared for that moment that they would step on stage and perform their first Solo or become a founding member of Ewing High School's beloved beyond their impact on the musical aspects of the choir they continue to shine in creating a community for everyone helping bring freshmen into the family and welcoming new members of all ages they have really turned the choir room from a classroom into a home I am so grateful to have joined this student on their Incredible Journey over the past four years why the sad to see them go selfishly I am excited to see them continue their Journey at my alma mater of all right um what we'll refer to is state funded districts um and so that's separate from basic eight districts where their local property tax actually exceeds their lcf calculation so um that's kind of the the two distinction all right meaning that they have so much money locally that they don't need anything from the state right and they're able to keep the excess amount yeah they get locally yeah so they don't have to go through this situation that we're going through about what is our Cola and that type of stuff you have enough right there locally correct yeah and conversely in a basic eight districts if you're enrollment decrease you're actually having more money to spend on you know per student they have no incentive of having more students because they get more cash for the smaller amount of students they have it's just based on their assessed value yeah but the generating interesting Dynamics and state funding I just thought it was important for the public to be aware of the differences between funding in different communities for providing you know and you know we yes you know and it's uh we are a state-funded district given our given our a properly historical property assessments and so uh it's you know it's important to note that uh you know uh though those are those are the financial limitations imposed on our district and I see trustee Flores Shelton yeah um trustee quintero's uh comments made me think about you know when we hear about Palo Alto unified right it's like twelve thousand dollars per student right that's what their um numbers are what can you tell us what the projected budget would be per student right now we're about 11 500 per students okay um yeah it's I mean lcfs has done its job it just hasn't got a huge increase from previous yeah doing the revenue days it was about five thousand yeah six thousand right so it's helped tremendously but it hasn't gotten this to the left same level of playing field as other school districts in affluent areas yeah 11 000 this is unrestricted funds right that we're not talking about you know per pupil or not including correct that that's just that was cff dollars okay and remember it's unrestricted but not really because there's an uh an lcap component to it the MPT requirement where you have to spend a portion of it on increase and improved services so yes and I have you know and that's again kind of like uh but budgetary jargon right we kind of we live we we read this selfless so often that we kind of the board ends up using the same jargon and it's sort of like uh what is it uh it's like a you know talking to a room full of car mechanics right we're all talking about spark plugs and uh you know uh transmission fluid you know but the customer doesn't necessarily know what the spark plug is so um because you have a Tesla I take it personally and I think it's important to note that when Al cff came around I was accosted by uh very affluent District you're getting more money you're getting like literally with that attitude by board members and yelling and screaming at at Statewide meetings why are you getting this money and I said you know I guarantee you that the issues that we have we could trade them off we will gladly do that hand over all these the the families that are having to live three families to a single family home in our community um the fact that our families don't have the ability to send our kids to Kumon on their own and rely on the district to provide them the services and so these are conversations being happy these are the things that we have to deal with some of our counterparts and other places and the attitudes of the their approaches with as if like there's something evil or something of providing a little bit more resources to a place that has high needs because they're not getting as much or something I like why don't you start dealing with some of the issues we have in our community we can trade off and see how you like you know and that's when they backed off uh it's a very real conversation to add some Statewide meetings here that we had so obviously talking to shopping so without you know so without that signal for a comment thank you so much kovira for your presentation I kind of wanted to make it clear that you know uh that this boredness Administration has been you know the with with all the limitations on us we we have been very prudent with the finances thus far and it is reflected in this budget so uh moving on to 5.05 public hearings CSEA Chapter 305 initial bargaining proposal to open negotiations with the Alum Rock Union Elementary School District for the period of July 1 2023 to June 30 2026 so I will open the public hearing at 9 18 pm okay saying no uh I will open a public comment I have opened it up some comment a single for public comment I will close the hearing at 9 18 pm uh moving on to item 5.06 public hearing District's initial bargaining proposal to open negotiations with CSEA Chapter 305 for a period of July 1 2023 to June 30 2026.

um the report just there um available for the board to review um we actually have Mr Joe Crum from Jill Scott here um who could answer questions if uh the board members have any questions okay I'll open the first open to public comment is seeing none I'll move to questions and comments by members of the board the okay being saying no oh I just I'm happy because um and Joe you know what I'm talking about Joe right um we are now you know we're able to do we we just sold another batch of bonds and um does this include also the the refinancing that we're we're giving our constituents you want to talk a little bit about that Joe because I think it's important sometimes we forget about this really um great measures that are in place to make sure that we're accountable to our community for the money that they give us so if you can highlight that that would be appreciate it yeah thank you thank you Dr Bauer um good evening members of the board uh my name is Joe Crump from Dale escani company um so yeah that's correct so this summary includes information for the measure s uh series A bonds in the amount of 19 million so the first series of uh measure s uh but also information for the refunding bonds um so I think we we talked a little bit or I talked a little bit about it a couple months ago you know that percentage savings what we are anticipating um and so in terms of the actual amount um the refunding bonds generated 7.6 million dollars of gross taxpayer savings and this amounts to 5.9 million dollars of present value savings or 18.29 of Net Present Value savings as a percentage of the bonds were funded so that's a very high number um I think I had mentioned last time sort of a general rule if thumb we often look at is five percent savings if something if a refunding is going to generate you know three percent or four percent you know that's still something but it's kind of low enough where maybe it's not worth it um so obviously this is much higher than that um over 18 percent and um yeah I think it's a great workout for the district but happy to answer any additional questions you might have okay I don't have a um a question for you thank you but I do have for my colleagues you know this feels like a headline that we need to get out in some way or another um 18 7 million dollars in taxpayer savings um I'd like to uh make a motion to direct the superintendent to do a some sort of mailer some sort of you know piece of information to all of our folks about this kind of on an ongoing basis I don't know but um yeah so we're working on it but we're it's going to be published by the end of July to give the stakeholders sort of like the state of our one program what are some of the highlights just as you mentioned um we issued one um in the fall and now we're working on the second um issue to to keep people um informed about how the bond program has been reset in Alum Rock is it a was it a mailer to everyone yeah okay great I've probably got it yeah yeah yes and hopefully with pictures of the playgrounds that are around thank you so much Mr crumpf so seeing no further well questions or comments uh I encourage my colleagues to read the report and pull up their uh earliest convenience so moving to section seven uh really quick uh I think it's well obviously we've talked about this or what I think it's important to highlight that um Beyond just the resources that the district's going to get which are very much needed um I think it's important to underscore that this marks a significant step forward from what we've been in the past um and it's important to note that uh that we went through some very difficult times and the fact that SEC and everybody else that's involved in the sale of a bond um has a lot of to go forward means that Alum rocks on the open up and that uh the ships are moving the right direction and so I think it's important to underscore that for the the public to be aware that um this is not this is not just um to say we'll be we we have the resources to fix to start fixing our schools that are very very very much needed uh of that uh TLC but um it's also indicative of something great going on on Mark which is that things are going well all right thank you so much so with that we'll move to uh part uh section seven I'm 7.01 uh approved resolution number 63-22-23 committee general fund balance okay by uh vice president gerardoira uh second by Kirk Quintero uh Mr Chang will you present thank you board president um so this resolution um is to commit um the amount over the 10 uh Reserve that um that statute has in place right now um when certain conditions are met at the state level and the statue has been inoperative um the statute has been in place for many years um but it just became operative last year and in this year when those conditions are met um and when those conditions are met then districts not every District's basic eight districts are exempt from it um districts that has an ADA of about 2 500 are exempt permit um but um state funded districts um that do not meet those criterias um and have a reserve over 10 has to commit the amount over the 10 in order to comply with the statute um so essentially this is a resolution that keep us in compliance um because um for year 2324 our Reserve is you know is projected to exceed the 10 requirement thank you Mr Chang I will open it up to uh public comment saying then I'll move to questions and comments by members of the board do we have a motion yet yes oh okay the animations um okay so seeing no further questions in comments by members of the board I'll move to a vote I'll call you as I see you uh vice president Herrera aye punchero all right Christopher Shelton yes and my cell phone I item passes four to zero with uh trustee Chavez absent move to item 7.02 uh Mr Chang will you present thank you board president uh for this side Administration is requesting the board to approve um a contract with Pacific Rim produce to provide various types of foods and uh products for our CNS program um the um we included an RP process um in order for the districts to get to this level and select the firm for the board and make a recommendation to the board we do also have our CNS director Mr Mendes um in the house tonight uh if the board has any questions thank you okay we'll approval okay motion by uh Quintero second second by first explorer Shelton and I'll open the public comment questions and comments by members of the board um superintendent Valor this is there was one of our board members who asked is this uh a new uh vendor I just that was the question yes this is a new vendor thank you thank you for questions by members of the board I'll move to them oh no just a quick comment okay appreciate the work CNN it's doing amazing work on providing a variety of options uh for our kids um I did have a um the sixth grader lobbied me through through my son can you tell your dad to get a couple more uh as a mom you know and board member um really want to thank you for making it beautiful you know having the options um and making the spread just look so lovely and you know have everybody just be happy and excited um to be there and eat you know the wonderful food that you all provided so thank you thank you so much president for President fans to present Dr Bauer and it must be back in your comments in the middle um we are hoping that um integrating the various vendors that are coming through um our appointment we did go out to pay for sure thinking that we'll see um more are things coming through for those events in this school year um Our intention for this coming soon here is to be able to experiment with our name is to be able to add more Sprite cooking especially at our Middle School sites we have a staff and any disability used to be able to do that so um part of that is being able to work with our students get their feedback surveyed do tests pays developing recipes that are interested that students are wanting to see in the menu um in regards to Middle School site I think as you have different population um at every site um we are looking to create menus that Target each suicide population and their meat so one thing that we did this school here is that every little things I haven't Implement made this a little bit challenging for us but it's something that we feel that is important to me this week because our intention is for students to eat the food not necessarily be able to provide it um based on Federal Regulation but um have students give the students the opportunity to actually enjoy the meals that are being served thank you for that information I just um based off of with like a group of about 11 moms that were throwing all kinds of stuff at me and I said no we have great staff at CNS that is um working with some very very rigid and very strict guidelines that come from the federal government and so I gave her sort of like what you just said no obviously more abbreviated format um and so but they were understanding and so looking forward to seeing those things right well thank you so much Denise uh we have the best lunch ladies anyway okay so with that uh so without so uh uh seeing no further comments by members of the board I'll move to a vote I'll call you and say CU vice president Herrera hi uh clerk Montero all right uh trustee Flores Shelton yes and myself building I uh the item passes four to zero with trustee Chavez amsen uh moving to item 8.01 uh move approval oh no this is information only so so uh the questions and comments by members see members at boards seeing none I encourage members of the board to uh read the report in uh at their uh earliest convenience uh next up item 8.02 uh know that will be there for sure for example uh yearbooks for the 8th graders those can be brought up maybe earlier on okay working on did that have anything to do did that have anything to do with field trips there vice president her I'm sorry I was thinking of the wrong one I guess similar there's you know bringing them ahead of time and I know it's hard because the coordination and not knowing where um but working ahead okay I'll just end with have fun and Bon Voyage so with that I'll vote I'll call you as I see you uh vice president [Music] all right trustee Flores Shelton yes and myself learning eye item is approved four to zero with trustee Chavez absent so moving on to uh section nine item 9.01 resignations uh this is information only so I'll open first to public comment seeing none I will open to uh questions and comments by members of the board uh seeing none I just I'll just encourage members of the board to read at their earliest convenience uh item 9.02 except CSEA Chapter 305 initial bargaining proposal to open negotiation for the period of July 1 2023 through July I mean through June 30 2026 could be Alum Rock Union Elementary School District foreign just open it up the public comment seeing none uh questions and comments by members of the board do I have a motion motion to approve okay motion by vice president Herrera loera second by Clair Quintero uh
