foreign move back into Open Session uh can everyone please stand for the Pledge of Allegiance does anybody have anything to add to the agenda okay please have a motion to approve the agenda motion attacking John Gary all in favor aye aye any opposed eyes have it you have any public comments nope accomplishment recognition field state qualifiers all right so I'm going to call up a few people here I see we've got a couple here so uh is jaquel here jaquel's not here Parker here you know okay Nathan I see Nathan come on up Nathan we are recognizing these guys for their qualifying for the ISA State track meet and I saw Nathan run the mile down to East Peoria he did a great job and he's had a great career at Big Hollow foreign here I don't see Jamir oh Jamir yeah sorry Jamir that's dinner this guy is one of the more talented kids in seventh grade track this year he qualified in four events uh and had a chance to win a couple set a state record in the 100 meter dash state record with hernia Dash so uh um you set the state record the semis and then barely got beaten the finals right and the guy did not beat your time from the semis so jamir's got a chance next year to really do some things so he did a great job Noah Paz Noah come on up [Applause] Noah was part of the four by one Relay Team Nolan Jamir and a couple other our boys who I don't think are here but uh they both did uh they all competed well if you have never been to the ISA state meet there are thousands of people there do you guys was it uh nerve-wracking or not they uh they represent a Big Hollow well and um I think that if the seventh grade seventh grade boys uh hopefully it was some motivation because they have a chance next year to maybe bring home a state that's the that's a goal and I don't think we've got a state trophy a Big Hollow yet so I'm gonna do that all right let's get a couple quick pictures here debt for recognitions you guys can feel free to stay for the board meeting but you're not gonna offend us if you have to go don't worry member code of conduct review Gary it will encourage her respect treat expression of opinion by my fellow board members and I and will participate in board discussions in an open honest and respectful manner honoring differences opinion or perspective thank you does anybody questions on the consent agenda can I please have a motion it's emotion second Joan dog yes superintendents are forwards Mr Gold all right can I call Dr hechovitz up I want to thank Dr hachovitz for for years of service at Big Hollow she's been administrator for 11 years correct am I right okay all right and uh during my entire tenure here she's been here and been in several positions and uh just appreciate your hard work your dedication wish you the best of luck I know you're entering a new chapter and I know that it's it's uh going to be an adventure for you so do you have anything you'd like to share thank you so much for everything this has been a Wonder opportunity and I'm going to miss everyone thank you so much Michelle [Applause] uh the next item on the agenda is uh hiring practices and I put a memo in the board packet and I'm for I'm gonna I'm not gonna read it verbatim but uh Nikki wrong is here and Nikki is uh our president of the uh APAC and she and I are going to share a couple things on this I'll start and then I'm gonna have Nikki share at the end here as well but um I want to go through like what our process is because it has changed over the last couple years three or four years in our hiring practice and what you'll see is in the memo in the packet I put the steps in there obviously we post a job in Lake County we post a job on the IESA job bank which is all Statewide we are looking right now also at posting jobs in National job bank as well to try to draw some more diverse candidates I'll mention that a little later all of our candidates in step two compete in an online screener that is through humanex and we use the screening results to determine which candidates if we get 50 candidates for a job we'll use the screening results to determine which pool of candidates we will do what we call a structured interview and that's where we do a phone call interview it's usually about an hour per candidate and uh it's a structured interview that's specific to the position they've applied for and we are trained to do those construction interviews so an administrator that does the structure interview is trained to do the interview and how to score every question so the candidates are all asked the same set of questions and we are trained on how to score those questions and then we determine based on the results of that structure interview which candidates will bring in for an in-person what we call a fit interview to determine who's the best fit for our district so um you know that in that interview they'll they'll be meeting with people in person administrative teachers whoever's on the team we do reference checks then we do higher recommendation then we bring it to you um our diverse our lack of diverse staff has been something we've been talking about for a few years and trying to uh you know I I put a table here that lists our current diverse back or our racial ethnic breakdown on the table you'll see um and then I'm listed in this uh memo some of the things we are doing to try to draw a more diverse candidate pool that's really our focus is we're not getting the diverse candidates even so we're not getting them in the door for the application so we're really trying to figure out how what we can do to uh to draw in a more diverse pool of candidates so we've uh I put some bullets here we listed we went to you know gone to ISU job fair we're now going to expand that and we're going to hit a couple more we're going to go to Northern we're going to try to go to Milwaukee as well we've attended bilingual and ESL Educators recruitment in March we've been contacting two different historical black colleges to try to tap into their candidates the future candidates where we've not been successful so far but we are working on that um we have looked at student teacher programs to try to make some contacts there we just hired a teacher through the international teaching program through the Illinois State Board of Education and I have to give Dr Hector it's a lot of credit for making that happen and we hired a bilingual teacher through that program this year she's coming to BHMs um we are doing a little more work on the um the national black Educators website or black educator job bank and uh I'll get jakeella in here um to kill I'm going to get you as soon as we're done with this all right I just got one more um the national black educator job bank uh I I tapped into that resource when we were hired the Middle School principal and uh we did we were not successful in getting candidates through that website but I have talked to them in the recent weeks and we're going to start posting uh all of our certified positions in that in that job bank in the future I'm going to let Nikki take over did you have that okay okay and she's going to share some things that aipac is partnering with us on opportunity to speak with you tonight I'm Nikki wrong my daughter is going into second grade and so we're newer to the Big Hollow Community but we're really happy to be I am the President of the African-American parent Council we are very actively working to become more of a community building organization and one of the things we really want to focus on is the diversity of our teachers and some of the ideas that our group came up with was to explore creating opportunities for the non-certified staff to become teachers see who might be interested to go ahead and do that we also want to communicate with local professionals um to see if maybe they might be interested in changing careers to become teachers we are also suggested and this is something Bob and I talked about for about six months now is just reaching out to Career Development offices and colleges and universities across the United States even and around our area to try to connect with the with those people not just the board not not just the education departments in each of the the universities that you've connected with proud of going with the uh education department and try and they they're not as vested in trying to get their candidates the career offices Nikki brought up a good point to me and so we're going to try to hit the career offices and see if they can help us out on this track first kid that's how my brain works um Bob also mentioned that um we're gonna start tapping into the folks around the Milwaukee area you know with I know that I mentioned that I know teachers have a reciprocal certification between the two states so that would be a really great um another hotbed that we can look into we are also as a council willing to attend job fairs and things like that um so that we can provide just another Faith um to make it more attractive because again we are really working on community building and trying to create a more comfortable space a more inclusive space um connecting with the ISAC now this is a scholarship program that actually works with high with high school students going into colleges around Illinois there's two pages I don't know if you've and have that um two pages of colleges that are are that participate with the ISAC and it's primarily focused on bypoc students black indigenous it's all the acronyms in there for you um but anyway those students have already been connected to the ISAC through the from high school and then they carry it on as a scholarship program so they carry it on through college and so you're already tapping into a group of students that have been motivated and connected to the Illinois school system from a very early point in time um and then the very last one is to research the potential for tuition reimbursement of bipac uh potential teachers so um again just looking for opportunities to try to encourage um different teachers diverse teachers to come to this this school area certified staff we did put in the new contract a tuition reimbursement program so and uh according to our local union rep we're the first that she heard of in Lake County to do that so really excited for that hoping that that's something we're hoping to do to draw in you know candidates so and again I I just want to reiterate um our our organization is going through some Growing Pains at the moment we're working really hard to become more of a community involved organization one that is really trying to bolster a positive narrative around diverse families so we are we really do want to become a support and a research a resource um to work with Bob's office he's been very well uh very good to work with and she and I are we have excellent communication and I think that she can always bounce things off me and I know that I can always talk to her about issues we're seeing so I think we're on the same page and I appreciate their support thank you thank you thank you all right I am going to call up to Kell Edmonds real quick jaquel come on up no we just missed you here we had the other guys up here but taquel ran in the IESA state finals as well he ran the 400 meter dash which is one of my favorite events it's a hard one and he also ran the uh on the 4x1 relay team so we mentioned while you were gone next year you guys going to bring home a state trophy because you guys are so talented all right you have fun running with that meet awesome did a great job I enjoyed watching him run the 400 so this kid's a talented kid so congratulations [Applause] thanks for coming tonight okay uh last items for mine are quick uh meeting dates for bit for the border on exhibit 10 item C the board policy update second reading no changes from last month so we just need approval on that please have a motion to approve the recent board policy update on second reading oh secretary amphibian all in favor aye any opposed eyes have it item e i just uh I listed out the uh budget calendar so this is this summer starts my process to get this done for all of you and um this just outlines the budget counter and I need to have the Border formally improve our budget calendar all right any questions on the budget calendar seeing none because please have a motion to approve the budget calendar as recommended motion a second Joe and Doug come on yes yes and then yeah insurance update is just for your information uh exhibit 12.

uh called order Kara Caston Ken Dawson here Christopher Espinoza here shirelle Fuller Jenny hagstrom here Terry pavisich here Don Runner here and John hunchy here thank you I have a quorum uh let's uh stand for the Pledge of Allegiance good evening um moving to item number three on the agenda can I get a motion for approval of the minutes for the May 15 2023 business meeting the May 15 2023 organizational meeting business meeting the May 15 2023 closed meeting in the June 5th 2023 closed meeting so moved second Chris first and Jenny second thank you Chris respinoza aye Jenny hagstrom aye Terry pavisich aye Caston aye Ken Dawson aye Cheryl Fuller aye and Don Renner aye motion carries Julie uh item number four reception of visitors we have any public comments okay seeing none move on uh before we do that I have a quick recognition because this is Mark's final board meeting oh my God 29 years of board meetings he's seen wow [Laughter] so uh opportunity for me publicly we've had lots of celebrations of Mark this spring probably not enough to celebrate all that he's done for the district and for the profession one of the things that I like to let people know is that I first learned of Mark and his work in the late 90s when pitel the tax caps came about and I was a graduate student trying to understand them and there was all of this information and Mark's name was all over it explaining how to work inside of it and how a district should be structured inside of it and then after that he continued to update everybody on CPI and Trends and how that was all working so long before I even knew of District 99 I knew of Mark so Mark has been amazing for District 99 leading us through multiple building projects multiple teacher and support staff contracts all of the waves of State funding when it was going to come if it was going to come over all of those years making sure that District 99 was strong fiscally in so many ways over so many years so mark thank you for all you've done for the district thank you [Applause] also retiring in a couple of weeks is Rod Rousseau he's not with us this evening he's probably playing in a Municipal Band somewhere his evening schedules are very full but Rod's been with us I think 27 years 27 years I'm sorry 27 years so and he led us through all of the changes that happened with technology and internet and Chromebooks and all of that and you can blame rod for me being here because it was a lot of collaboration between District 207 where I was before in District 99 as Google showed up in Chromebooks and whatever that really helped me understand what district 99 was all about and made me interested in the district so blame Rod when you see him but he is also fabulous within our district but within the profession as well is highly regarded as one of the experts in cyber security in the school setting in the entire country so so we've been lucky to have him for all these years and he will be missed as well [Applause] all right um through my slides here all right superintendent's reports the first one is progress on the 299 construction project and Jim's going to walk you through a few things here thank you good evening everyone we're moving uh we're doing great out there uh per customer is uh has scheduled at this point um the house and you'll see in the pictures at the end um is is gone so we have a big area that for our parking lot uh in construction workers nikor gas Commonwealth Ed the neighbors it has been very smooth and I'm happy to report that knock on wood you know um but we're doing great and the structure's up now we can start working inside and start working on the parking lot so things are going well so we're on time change orders have been minimal we had some soil contamination we took care of that it was not a huge amount of money it could have been worse now that we are putting the new construction up I feel much better with change orders because usually with new construction it's very small when you're getting into spaces that you're Building compared to going into spaces that you don't know what you're going to get into so uh change orders have been minimal we also had a hiccup with the asbestos in the home that's why the home didn't go down at the scheduled time it was a couple weeks afterwards we found some in the attic and in the basement we had to Abate that and then get a 10-day clearance so we finally brought that down oh about a week and a half ago so uh all went well it was a few hundred bucks for the removal uh could have been a lot worse uh budget we're slightly under uh We've purchased many of the FF and E items which are kind of the last things that we're ordering and all that's on order now we have a few miscellaneous things but uh that was the one that you don't know how much more we're going to need in the rooms and the big spaces but Furniture pricing came in good we used a lot of State pricing uh contracts for that so we're good on budget at this point completion we are on target we want to complete by the beginning of August and get those kids and staff in there and start the fall semester so A lot's going to happen in the next two months so if you get a chance drive by there and see all the activity and see the changes each week so many things changed in just a few days so we can go to the pictures and compliments of me using the uh white white and Company drone I figured why not get some aerial I don't know if anyone here in here has used the Drone and took pictures is really cool I learned a lot but this is the structure looking southbound as you can see the walls and roof are up and the front uh entrance way so it looks pretty big I was telling Hank when we first sat down here tonight got those pictures you it's 5 000 square feet but it certainly looks like it's bigger because the original structures 10 000 square feet but I think it's the overhang and all that so it's roughly over five thousand but it looks good and it looks big and as you can see the parking lot is already molding into bringing Stone in and we'll start working on that and pavers and July just a different angle looking eastbound again don't realize how big that Plata land is next one for the lot there's a structure looking westbound the overhang entryway which the turnaround there where the drop-off is and to the right of that will be the sign for 299 and then the parking lot for 60 plus parking spots getting all the stuff inside once you get a roof over it now you can start working inside because the weather won't be an issue so I'm glad to get that going and then the last one is all the plumbing work getting it all down and we actually poured last Thursday and Friday so there is the cement floor so like I said we're moving we're doing great and the weather's been fantastic dry and moving right along questions on t99 how have relations been with neighbors uh any complaints any concerns about noise actually the complete opposite uh I always knew that the neighbor to the north of the property uh didn't come to the neighborhood meeting and we didn't get a lot of feedback from him and her but she's been fantastic she's been I've talked to her a few times and she's just excited she is glad that the house is gone and looking forward to having the parking lot so uh and then the person that's on the West Side haven't seen him he's got a little business he's kind of out of the way so all in all it's been great and omega's also helped us with a little bit of parking here as we needed it through the end of the school year because we started this remember we're on spring break or a little before will there be any Landscaping added on the north side of the parking lot to break up the transition from the parking lot to the to the neighbors lot it'll also be the fence putting in that we're paying for the Landscaping is really around the sign and on the building North Side so that's kind of Village you know they they want you to do that so we probably have more than what I would want but it'll look good Jim has a couple other items here uh first one is bulge bulk purchasing supplies so many years ago I decided to not have the schools directly purchase supplies for their buildings because you get just overpriced and many vendors and different products so I Consolidated all that and bulk purchased everything and throughout the years we've really grown we went from custodial supplies we went to ground supplies Salt fertilizer and now we've even added filters and we're using Merv 8 Murph 7 so we're still trying to keep our air quality as clean as we can so the filters are a little more expensive but the quality of filtration in our air handling system is Advanced to what we've had in the past so I think the program has worked we have many people that are interested in putting in bids each year and they wait for this time of year which is nice when they kind of leave you alone the rest of your if you need the product they hold that price if we need more of a certain product they keep that price for a year so that's nice so we had uh specifications put out and it's a huge list we had 18 vendors submit those are the low prices for the vendors and we received the bids and we feel that the lowest prices meet our requirements so we had to check through each one so tonight we have to order to prove ward of contracts for the custodial maintenance grounds to those vendors and the accurate amount of 209 764.31 cents questions are they mostly vendors they are brand new ones some are new the filter ones a couple are new uh the ninja the icer is a new one they came in uh good on a couple of our calcium chloride salt so because those are expensive to do on sidewalks uh but the other ones are pretty familiar in each year uh usually win something on the bed anything else for Jim on this one all right Jim has the next one it's the one everybody looks forward to every year copy paper this is so exciting I could talk all all night on please don't worry school we get uh a list of what they have in stock if uh the last couple of years we depleted a lot of our stock that was in our garages in our buildings so uh the last couple of years we did not spend as much this year we need to replenish so it's a little higher but hold that note because last year I went to the state bin because the pricing from our bid that we put out was higher than the state pricing this year it's complete opposite so we really had an aggressive uh bidding and we have vendors that are going lower than State pricing so this year again we're doing recycled paper we had five bidders familiar with them all uh four of them came in with low bids for white and colored paper so we segregated in and gave the low bid to the color paper to specific vendors so all in all they meet our requirements a little more than last year but again we're replenishing and still under our estimate of what we thought the budget would be uh so tonight we're asking board proof awarded contract to those four vendors for lowest bid meaning our specs for copy paper in the aggregate amount eighty four thousand nine hundred eleven dollars and eight cents questions on paper I I will recognize Jim's work on this most school districts would just take the state bid and wouldn't do the work to get the lower amount but Jim does the work thank you Jim thank you all right Turf and track replacement at North and South High I think Drury and Jim might be teaming up on this one sure so last November when I presented capital projects for this year and the summer summers work we had a slide up that kind of pre-told you there are Turf and track replacement is in need and we need to do that within the next couple of years uh we built them in 2011.

foreign just so I can get Josh to his place okay I have 6 30 on the dot we're gonna go ahead and get started tonight um for those that are able if you wouldn't mind standing and joining me for the Pledge of Allegiance the United States of America to the Republic for which it stands one nation under God of liberty and justice for all right okay all seven board members are present so we have a determination of quorum meeting called the order Dr Roberts if you wouldn't mind taking us through the whole way certainly Miss Wilson thank you so just as we move into the business of tonight's meeting would like to affirm the corporation's vision mission and core beliefs as you see on the screen in front of you the vision for our Corporation is to be the choice to learn work and play our mission as a corporation to develop expert Learners by partnering with our community to invest in people and then the six core beliefs that we share we all can rise to the challenge of high expectations learning is most effective when we have Choice flexibility and see relevance we Thrive with our physical social and psychological needs are met our community and School District are stronger when we partner with one another we flourish because of the diversity and variability in our community and our democracy and Democratic institutions are strengthened by civic-minded citizens I'll take this one too Mrs little this is fun stuff here we have a special student to recognize this evening I'm going to take just a moment and make sure everybody here understands the national champion award uh that we received here our our student received here from Columbus North High School so first of all poetry out loud is a program a national program that starts at the classroom or School a local level with an area organization as students memorize and recite poems they select from the anthology of more than 1200 classic and contemporary poems winners then may advance to a regional and or state competition and ultimately to the national finals which are held in Washington D.C since the program began in 2005 so approaching 20 years more than 4.3 million students and 76 000 teachers from 19 000 schools and organizations Across the Nation have participated in poetry out loud for this year's competition we were very are very excited to welcome this year's National Champion to tonight's June school board meeting so a junior at Columbus North High School is the 2023 poetry out loud National Champion striped recited poems by Emily jungman Yoon Emma Lazarus and Garrett hungo after doing so so she was named Champion during the national finals which took place in April in Washington D.C and as National Champion she received a prize of twenty thousand dollars so congratulations that's like a real National Champion when you get something like that we're so proud of shrupita and her family thanks Mom for being here today and we wanted to give sripada the chance to address us and also to recite the national championship of home so stupid I'm going to turn things over to to you can you can everyone hear me does this sound okay okay so first of all thank you so much for giving me this opportunity I'm really grateful to the teachers and everyone that I've met in the school district who have supported me um so I can you know have the confidence to do competitions like these um so I just wanted to share two of the poems that I read for the competition and one of the pieces is by Garrett hongo it's a contemporary piece written in about the 90s where this poet he witnessed this tragic scene right in front of his eyes and he creates this really emotional piece about it so um I hope this is like audible to everyone but this is the legend by Garrett hongo in Chicago it is snowing Softly and a man has just done his wash for the week he steps into the Twilight of early evening carrying a wrinkled shopping bag full of neatly folded clothes and for a moment enjoys the feel of warm laundry and crinkled paper flannel like against his gloveless hands there's a Rembrandt glow on his face a triangle of orange and the hollow of his cheek as a last flash of sunset blazes the storefronts and lit Windows of the street he's Asian Ty or Vietnamese and very skinny dressed as one of the poor in rumpled suit pants and a plaid Mackinaw dingy and large he negotiates this lick of ice on the sidewalk by his car opens the fair Lanes back door leans to place the laundry in for an instant towards the flurry of footsteps and cries of pedestrians as a boy that's all he was Backs from the corner Package Store shooting a pistol firing it once at the dumbfounded man who Falls forward grabbing at his chest a few sounds escaped from his mouth a babbling no one understands as people surround him bewildered at his Beach the noises he makes or nothing to them the boy has gone lost in the light array of foot traffic dabbling the snow with fresh Prince tonight I read about Descartes Grand courage to doubt everything except his own miraculous existence and I feel so distinct from the wounded man lying on the concrete I am shamed with the night sky cover him as he dies let the Weaver girl cross the bridge of Heaven and take up his cold hands foreign I hope that wasn't too much of a downer before we get this meeting started but I just think that poetry is a really incredible powerful tool that we can use to address some of the harder stuff that it's hard to express in statistics or numbers some of the more emotional experiences of I think being human are better expressed through poetry and with that I just wanted to share one more piece it's much shorter and I think it it's it has a different vibe to it as well so The New Colossus by Emma Lazarus not like the Brazen giant of Greek Fame with conquering limbs astride from land to land here at our sea washed Sunset Gates shall stand a mighty woman with a torch whose flame is the imprisoned lightning and her name mother of exiles from her Beacon hand Glow's World Wide welcome her mild eyes command the airbridged harbor that Twin Cities frame Heap ancient lands your story pomp cries she with Silent Lips give me your tired you're poor your huddled masses yearning to breathe free The Wretched refuse of your teeming Shore send these the homeless Tempest tossed to me I lift my lamp beside the golden door all right thank you great job foreign congratulations mom next on the agenda we have board accommodations I like to start on ends and Dale is first you have anything okay I would just I just had a couple um one was I wanted to thank Dr Bozeman and Greg Ferguson for hosting us over at Parkside to see the new Renovations and what's to come for that school over the next year and then the other accommodation to call out is Catherine Wilson who just won the state championship for Columbus North High School in singles tennis and then finally our facilities and transportation team for building Readiness and bus Readiness over this tight timeline for the summer uh congratulations to the 82 High School uh students who recently received the governor's work ethic certificate in addition the 120 junior high students who earned the work ethics certificate from the Columbus Area Chamber of Commerce also the 222 elementary students receiving the mayor's work ethic certificate in addition to what Logan just mentioned another recent state champ from Columbus North the girls 4 by 800 Relay Team two years ago with were third last year was second and this year state champion and then also accommodations to to Dr Pleak and human resources on the employee Employee Engagement surveys I'm not certain but I would doubt that very many corporations ask for input from staff like this Corporation does and uh hope that participation continues to rise in those surveys and positive results come about from discussion in regards to the survey responses so thank you for that shrimp I'd also like to thank Dr Bozeman and the people at Parkside it's um awkward to show the messy middle of projects but they did a really great job and I know all of the Parkside teachers and staff have had to work around things and it seems like they've done a nice job doing that so appreciate that thank you good Commendation system yeah so during the school year I normally would send a note out to principals asking for academic athletic and then staff level recognition but being the school's out I did not do that so what I wanted to do is I wanted to thank all of the teachers staff support personnel and administration for the work they did in the last school year finishing the school year successfully and also wish to all of those that have graduated and moved on to the next chapter in their life the best of luck and hope that they've learned a lot from kindergarten through being a senior in high school and that they're going to go out into the world and be good citizens so thank you to all of them thank you to all the teachers and staff and administration and again enjoy your summer my family she goes to Columbus North and East and new tech reference to their graduation group thank you to Mr Bryant okay next we will move on to school board member reports we had two particular items we wanted to go through I'll ask the team if there are any additional reports maybe until we get to those do any others yeah so the cicc meeting occurred on May 10th uh we covered PD days for the following school year um Mr Edwards went through the high school's teams model and how the prosgros is already making to organize those teams and get ready for the next year Dr Bozeman presented the potential renovation plans across the district that will be discussed further in our strategic planning meeting Dr Roberts also brought up along with cea leadership the Indiana Legislation and the impact that we will have on policy changes as we consider policies to make sure that we're in adherence with Indiana Legislation and then finally we discussed the three-year calendar I won't steal Dr fleek's Thunder but I'm very happy to see some changes of giving some more time around the major major breaks and we've had some subsequent cea and administrative meetings on May 24th and June 7th which led to it I'd say expedited process to get this before us so I think that's great to go ahead and so people can plan their fall break 2024 holidays so yeah since our last meeting I met with high ability bcsc High ability team and they it's actually actually coming up in our new set of policies what the state now requires and bcsc is ahead of the curve in terms of getting a five five part program together to send to the state so kudos to Gale Coors and her team for doing that and last week I met with the council for Youth Development their open meeting for June two highlights that I want to point out there one is they started meeting with the new student leaders for next year which are which next year will be sophomores Juniors and seniors at all Bartholomew County high schools including east north and CSA new tech and and I really admire them for their goal is how with the help of counselors and others in the school pick people who have leadership potential who aren't currently in leadership positions to really build new leaders which and think is a great program the second thing that I want to point out from that meeting is that the council for Youth Development and I believe it's along with foundation for youth but they have created an online training to go along with and to complement developmental assets and developmental relationships I don't know if our teachers yet are making use of that but it would be a great way to to get professional development hours for teachers to renew their license just a couple quick things one from the school Foundation the 2022 impact report is out and available highlights a lot of the good things that the school Foundation did for for students and teachers over the course of the year the high school student scholarships donors choose how it impacts kids in the classroom from lightning grants Harlem Wizards cookies with Santa all the different programming is highlighted and the 2023 annual campaign is underway emails and letters have been sent out and anyone out there that would like to consider giving to the school Foundation as bcsf stars.org and from the legislative side of things I don't know if this is a good thing but I will serve on the school Indiana school board association's Awards committee for region 10 where in a couple months we'll be selecting the school board outstanding educator of the year for Indiana and a school board member from the state of Indiana for outstanding boardsmanship and the Indiana school boards Association has just released their 2023 digest of new laws there are 48 new laws impacting K-12 education in in Indiana in one way shape or form and those new laws take effect July 1 coming up here thank you Mr Grims there was a county Redevelopment Commission meeting recently where minutes were passed and there was a resolution to keep collected taxes from the Tiff areas accumulating until such time they've accumulated enough wealth to do a project with it so I've got two committees to report on the business advisory committee met I spent the majority of the meeting time discussing the Health Science pathway introduction of the project to members of the community lots of good feedback from the folks that attend the business advisory committee I believe most board members in in one committee or another have been exposed to the idea of multiple Pathways and the newest of which may be the health science pathway um beginning to get feedback and incorporate incorporating that into the plans the business advisory committee meeting was also at the conclusion a lot of recognition for Mr Bill Jensen who is retiring and it was his last business advisory committee meeting there were lots of kudos to him for implementing that idea and keeping with it for all these years the districting and Facilities committee met on May 18th also talked about the health science pathway at bcsc talked about growth in the community and then compared that projected growth future growth against our own estimates as well as limitations at existing schools and District Lines we also spent a portion of the meeting hearing from and then thanking Mandy Keel from the cea who has met with I believe every interested teacher Elementary School teacher across the district about buildings and facilities and what they would like to see in the future so lots of good valuable information for the committee to work with thanks to Mandy Keel from the CDA yeah so City Redevelopment met again we meet pretty much a couple times a month so you'll hear something probably from every month nothing's really changed from the last time there's still a lot of stuff happening downtown if you notice as you get close to the jail I think it's Second Street right there that uh the apartments look like they're coming along very well they hope to have some of those available this year I think a number might have been 50.

is that I read that wrong I'm sorry I did that or is it decreasing is still here ended up being 31 915 it adjusts so they have an estimate that they start with and then they adjust it at the end of the year depending on how many so they take that long money and they distribute it among all this stuff that qualified okay so while it ended higher um the and the number for next year is 30 800 I believe that is slightly higher than what was estimated for the beginning of this year okay oh so thank you for clarifying A lot of time to you right it changes thank you and I'm sorry I read that backwards but yes well I mean it sounds like it'll increase really in the end it depends on the again like we talked about for example for us staff shortages when you don't have either teachers or parents that you feel that pot of money increases because there's no money and an average increases so they started out with a number and then the end they give you a different number in June so questions on any of that information oh so is there is there a crystal ball or something that tells water or what numbers are going to look like well no huh yeah do you have one right now um I don't anticipate our numbers being too far off from last year I wouldn't say we're going to hopefully remain fairly stable I don't see a big increase or a big decrease in terms of Burlington Elementary School Burlington Elementary School from the beginning of the year to the end of the year had a plus 50 approximately that we really didn't plan on throughout the year so again and again September yeah it's a real good problem to have um talking about future growth because there are so many districts that are trying to save their schools um yeah there's there's so my next question would be is how much growth can we have well and then that's something I thought about too that we need to activate a topic for a future fifth Monday the building it's to talk about is to talk about growth yeah um because like we said we're going to start breaking the ground here very soon we could have I'm going to say I want to say temporary students that's not the case but we could have we could have families that relocate to Burlington during the construction they may be over here one year two years they maybe live in RVs campers rentals buy a home sell it in two years there's with growth obviously becomes you know a challenge um and so so I think that's a possible fifth Monday topic um or maybe a before board meeting um well let's say a linkage but you get the idea of a meeting before the meeting yeah to focus on some growth some growth topics and growth discussions and to see exactly where we feel like you know where we can be as far as what what are our thresholds in in buildings what's our class size what are we happy with because again like we said we have to come we have to come up with some with some class size thresholds right that would be public for for you know for January 1.

this is way past the year and in that time you know I know Natoma voted no February 2023 we'll throw them out they talked with Chase we're going to throw them out too because of State funding and their low enrollment they could not take the kids on because they would lose their special funding now we moved to Sylvan and this was happening in August and by all accounts from the articles that I had seen in the Wilson reporter The Independent reporter everything was going good one quote that came out of that was the Wilson community members in attendance at Wilson's meet at Wednesday's meeting said that they would obviously love to keep the high school open in Wilson but they understand they are not in a position to bargain and it is just not feasible going forward because of enrollment finances and the decisions from the state so everything I've seen online and Facebook has become accessible I have seen a lot of Wilson posts and I believe this is what happened with that petition too save our schools save our schools this petition is going to save both schools they knew in August that the high school was going to be closed it had been on the agenda it had been closed it had happened now we move into September and Sylvan takes the vote it is 3-3 with the vice president abstaining so it does not pass they had all the information I Roger I'm not going to put John spot but I I seen your name on that article quite a bit as a current board member and the shell brokerage as a former board member has all this information this is all published and what they had the exact same thing we are giving them K through six stays open in Wilson 7 through 12 is closed and they did a poll with what kids they thought would come and at that time the Wilson Elementary said 69 kids would come 13 were undecided one no the junior junior senior high 53 would attend 15 were undecided and one would not attend so this has been on the table this is not just something that has popped up on the Wilson doran's Community they have known about this for 14 months and a quote that it's kind of shocking when you go back and you actually look through all the old uh articles of when this was going on this one is from kylo Heller Kyle Heller board member at Sylvan and this was if they want to have a seven on seven meeting with the Sylvan board and this board and this is what he said I know it might flesh out some details but I just can't get past the big picture where I hang up is operating at third Attendance Center when you look at it in a vacuum and asks does this make sense for a district of what would be our size I'm not sure it does Heller said he looked at the other districts with it with about 800 square miles there are five in total none of them are operating in three towns one is operating in Two Towns the others are operating in one town I can only deduce that it's effective that's why they do it and I feel like if they if we would go forward and do this we wouldn't get very far down the line a few years down the line we would need to close one of these buildings and that brings you back to board control so where we go from there I can tell you and I've seen it online again there is no big conspiracy for central plains to keep the Wilson land transferring from happen I know all Ford members here are very in favor of a land transfer I believe it is and I have been very vocal about this it is what needs to happen I don't believe we can continue the land transfer is the way to go now saying that this petition took any any idea of a willing participant in a land transfer it took a blow torch to it no district is going to be willing to touch the Wilson area with this petition it is just not going to happen so I got four options that I think we are at at this point in option one yes vote passes that is it sunshine and rainbows it's this is just directed to Wilson endurance because I am not living in la la land if this passes I know this building and I know the elementary school and hollyrooter as good as close they will be done so the sunshine and Roses yes Wilson come on in if we know we wouldn't take you willingly but a state mandated consolidation come on in and you know what that high school that's been closed for a year we're going to restaff it we're going to open it back up everything's going to be great you know your taxes are going to go up because your middle levies are going to change but you know that's fine now option two another yes vote no district will keep that building open besides us Russell 23 miles away having very very difficult issues ever passing a bond already operating four schools in that town no Sylvan Lucas turned it down operating in Sylvan Lucas board member already said it is not feasible to operate a third building in a third town okay Ellis worth wouldn't even vote on the issue they have three schools two in Ellsworth one in Kanopolis will not operate a fourth building it it just amazes me if we have gotten to this position and I really hope people realize what this is because this is happening whether people like it or not it is on the table it is no longer hot this is funny what's gonna happen we will vote on this this has the potential to destroy all three schools and I hope everybody does their homework I really do I really hope it's not just fight and hahaha you gotta get back at Claflin classic Patrol board this is a no vote is your only way to keep a school in Wilson at this point as I see it and I think I'm good enough but thank you for your time okay next we have JD Johnson I'll be I'll be a little quicker than that um for everyone who doesn't know my name is JD Johnson um I'm a real estate agent I've been a real estate agent for a little over 11 years now I had my license in Wichita for about four years and I've had my license since seven plus years in the Salina area since um so I got a little bit of knowledge a little bit uh about the real estate markets and the surrounding areas I've sold in eastern Kansas Western Kansas quite a bit in Central Kansas um so I know with the yes and Noble I know there's very many conflicting opinions and quite a few facts that have been placed about the yes versus quinoa vote um but I know that one thing both sides can agree upon is I know we love the what our current property values are right now the last couple years our property values in the area have are higher than they've ever been okay it's it's a great thing it's a great thing to see your home and your property being worth top dollar especially if you're you know the Ambassador looking to buy or sell or anything but um so yeah but with this boat coming in August 1st all of that could very well be put in jeopardy um I I think you all kind of know where I'm going with this um with the yes vote okay there is extremely extremely high probability that all three schools will be closed if not an assurance that all three buildings will be closed which means all the local communities Hollywood Wilson Hollywood and even the smaller surrounding communities that are you know five to seven miles away pushed and even will further Lorraine okay you're losing that schools you have no school which I think everyone knows is kind of a lifeblood of your community okay with that with the closing of those three buildings that'd be 107 teachers and staff would be losing their jobs okay nothing okay then that would mean well over 350 students total K through 12.

so uh the AG's office actually was able to get the um uh forums out to us in a timely manner this year because the um legislature actually voted on a budget semi early this year so I'm happy that we didn't have to have a second board meeting to get the um proposed budget done okay so just a couple of budget factors there is a two percent inflation increase um in the new budget so that went from for about 4 700 to 4 900 dollars per student for the new year and we're going to get about five hundred thousand dollars in estimated one-time money that was voted on by the legislature I just want to um stress that's one-time money so uh we won't be getting that money in the future unless they vote on something um moving forward so um our student count um for our former budget was 16 24 3577 and that's ADM not actual headcount that's why there's decimals there and so our estimated um student account for 2023 is going to be 1680 8557 um and that's again just an estimate we estimate just a little bit High going into the new year and then we adjust on the December revision and right now our estimated carryover is zero dollars in mnl so the differences in our budget so our budget is going to go up about 869 000 for our m o budget with that inflation increase and the increase in our student count our capital budget is going to go down a little bit um by about 202 000 um that just fluctuates on our student account so that's on prior year student count so that was less than the year before and so that's why it's going down our federal grants are going to go up about 300 000 we're estimating our impact Aid is going to go down about a hundred thousand dollars if you remember we stopped running buses to McNary so we have less students that live on Indian lands so therefore we will get less impact Aid because that is directly related to our students who live on Indian land and other funds are just random funds that we get we estimate that those are going to be about the same okay so again uh we have a additional two percent increase to our m o budget we have about 500 000 in one-time money the capital decrease again it has to do with prior year funding for student enrollment and that's down um because of the running the buses to McNary we're down in our enrollment so that's just down a little bit and our estimated grants are about the same just a reminder Esser funds will be running out in uh 2024 um not this September but next September so again um our impact Aid decreases because of our declining enrollment of our students on Native American lands and our other funds um are increasing as inflation goes up our grants increase slightly uh so the next steps for our budget is that we will publish uh the the proposed budget that hopefully you'll approve tonight and a hearing notice and then we'll have that approved on the July 11th board meeting okay are there any questions Diana do you have any questions thank you all right thank you so then we'll vote on that later later in the in the agenda next item on the agenda is the voucher and reports looking over any of that is there anything that any board member would like to discuss and remove from the consent agenda kind of brief today summertime so um we have a motion to accept the consent agenda as you have a motion from chart a second from Jennifer all in favor okay thanks Diana that would be unanimous okay next item is the business and uh it's recommended that we approve the bus with the fiscal budget for this year 2023 is 23 and 24 right the but this just says 23 24.

uh we you're seeing another increase in our workers comp and property insurance um I'm hoping this gets under control in the next year or two I feel like we've we've seen you know four to ten percent the last couple years but uh where we we work through click and I think we're still getting the best rates we can get by working through that organization and I want to update you on item G is um it's my last item the water main installation project the uh just real quick uh bolo is doing the installation this summer up Fish Lake and down malador they're going to do the work to get it all the way to uh basically where our wells are currently at and uh that's the work that you approved I think last month um once that's installed there we have to take it from there and get into our buildings and there's some work on our end that's uh um we we don't know the extent of that work this is where the problem comes we don't know the extent of that work until we know what kind of water pressure we're getting and so the timing is not going to work for us to finish this job before school starts we decided I talked to the Architects our well is fine so we've decided to probably we're probably going to push this to next summer so they're going to do their work Volvo's going to get it all ready to go and then we're gonna we're gonna put this out to bid the rest of it for next summer because it's going to be we won't be able to really do it during the school year there's some issues there so but changing water supply in the middle of the school year and things like that so we decided it's not a rush so we're gonna we'll be jumping in next summer do you anticipate having summer school today to see how that's going yeah yeah we'll have to see how that goes they they anticipate the work will take about a month so it's possible I could schedule it for the month of July so it'll be after summer school if it's going to be a disruption I'm just really concerned about doing it with the whole campus here and yeah it's just a lot that's it for me Kevin all right does anybody have any questions on the big holiday that we've been through this very well so um I please have a motion to approve the contract agreement between the Big Hollow School District 38 Board of Education they call a Federation of teachers for school years 23 24 through 26 27 motion Doug and Lauren yes yes yes anybody have any questions on the main 23 employment Report with the addition of Therese antwizit into which please have a motion to approve the May 23 employment report motion exactly Ash and Gary yes yes our annual hazardous bus conditions anybody any questions nothing's changed please have a motion to approve the Hazardous bus conditions motion second Joan Warren OH all in favor say aye aye any opposed eyes have it uh proposal for Vista dual language program curricular resource anybody have any questions I think I'm going to have can I have Dr hatch but just share real quick why we're looking at this last official Duty as a all right so um I will start just by saying this adoption was a little bit different than previous adaptions only because we didn't have our first grade dual language teacher hired before we chose a resource um we were in the process of it but she's getting her paperwork done and her visa done and everything um or not the Visa excuse me she's getting her paperwork done I think when Dan hired her sorry I'm thinking of yeah um Alejandra anyway so this was a little bit different because we weren't able to have her try out the resource so what we did is we met multiple times um with Daisy who was our previous multilingual Services facilitator she was able to give some feedback we started looking at resources at the very beginning of this past school year and what we started finding is most of the Dual language resources that are out there are very structured and I kind of highlighted that in the memo that it really some of the resources require a teacher to remain very tightly aligned to the lessons and the Order of the lessons that are presented within the resource what we ended up finding is Vista and that's the the rationale for our adoption they not only have very high quality literature but they're also flexible enough to wear a teacher going on to the first grade team that is going to be responsible for dual language will easily be able to take um you know a look at what's happening in our regular monolingual classrooms and adapt that while also using the Vista dual language resources so some of the highlights are that they they have a full phonics Spanish program they have resources for all four language domains it's all standards based and based you know you know Spanish language arts standards as well as well the first grade standards there's multi-level mini lessons for the link the four language domains so listening speaking reading and writing and the reason that's important is because it will make it a lot more easy for the teacher to differentiate it also comes with formative assessments so as you've known over this past year we've been creating some of our own assessments we won't be doing that with our dual language resource it's we're just going to use what's provided and if we need to adapt from there we will but it's a little bit of a different ball game when you have a dual language resource like this there's also targeted differentiation through the use of video games there's a library of ebooks so students can read those at home as well there's a personalized learning component so a regular education classes will be using Lexia for reading but this has its own Spanish and English personalized learning program so we found that it was just all-inclusive of what we're looking for and I know Mrs Janus met with my self and Jessica coletto and the rep we had a chance to take a look we also gave the kindergarten dual language teacher a login so she was able to take a look at some of the resources there and really the only reason we're talking about this adoption now at the first grade level is because in kindergarten we have purposeful play um and that lent itself to a dual language environment very easily but we we can't really adopt the creative curriculum for first grade unless we wanted to switch first grade to purposeful play as well so that's the the rationale for asking for a new resource a different resource from purposeful play so what we're proposing is that this resource is adopted um with the the plans to move forward with first second third and fourth also going with Vista Higher Learning um and so as the students move up through the grades we won't be choosing a different resource for every other grade level any other questions thank you for your work on that Michelle and everything I've heard from parents who are in the Dual language program their kids are there they've been very happy with it they were nervous if we wanted to be able to find a teacher but we're so thankful we found somebody so we're good for next year all right you have any questions on the curriculum can I please have a motion to approve the proposal for the Vista dual language program curricular serve resource motion Vivian and Gary yes give me any questions on the annual School treasury bond and please have a motion to prove the employment of a treasurer for the 23-24 school year and the corresponding School Treasury yes uh he accepted a resignation from Kim Jensen Pre-K teacher and eighth grade girl volleyball coach detective at the end of the school year we accepted a resignation from Christina vanderwaal Elementary School social worker effective at the end of the school year we accepted a resume from Sunny Morley big Hall Middle School assistant principal effective June 16th we accepted a resignation from Meg marinthal Elementary title one teacher effective at the end of the school year we accepted a resignation from Sir durani health aide effective June 2nd and accepted a resignation from Heather warmowski Transportation driver effective June 2nd any questions on the foia requests monthly reports for the board Kevin I want to note we added I added the resignation Laura Snyder in the board pack that we discussed in closed session was not on here oh I just want to note that oh yeah oh yeah except the resignation from Lower Side and um next regularly scheduled board meeting will take place on Monday July 10 2023 with closed session beginning at 6 p.m an open session beginning immediately after Clos session ends for Dr hetruits thank you for your years of service you've been here since my kids were here and now the one's going off to college so yeah yeah you've earned your retirement thank you uh anybody anything else did we officially decide it was after the meeting next month I'm fine with that if you guys are evaluation yes board evaluation will happen at the end of okay at the end of the board meeting next month and what we'll do we have it on the agenda we already have it on here closed session after the agent if we want to so we'll just go okay anything else Ed can I please have a motion to adjourn Joe Moore normally the lifespan for re-skinning a turf field is eight to ten years uh we we got beyond that and I think that has a lot to do with the maintenance that we do every year every summer and even sometimes uh late fall or in spring to do repairs and infill and keep them uh well maintained so I think that gave us a lifespan of a little longer we're looking at doing this next summer so that would be 24 that's 13 years not many schools could say that they had their fields last that long same with the tracks because usually when you do the track and the field you do it at the same time I got an estimate from the companies and this would be a state bed as well because the renowned companies that do this work for most of the high schools colleges in the area uh usually win that bed so doing both schools at the same time will save us some money as well we thought the total estimated cost would be much more than 2 million we're at 2 million maybe a little under uh so we we're thinking that next summer we're going to do this work for both schools they'll be down for a couple months want to hand it over to Cherry to talk about how we will finance this mind that we're talking about it in summer if we wait you know another few months we probably would not get on the schedule for next summer they booked very early yeah so since this is just the beginning stages of this we're going to spend the next few months evaluating the financing options that we will be looking at we anticipate that we're going to finance the project through maybe debt certificates or alternate revenue bonds and we'll just make those payments out of our operating fund so this would not go against the levy at all would just be on our part of our payments with our annual budget we plan to bring back some recommendations probably early spring well before the project starts Jim could you talk about the surface of the north track versus the south track because from what I was reading the surface of the north track may have some undulations or it's not necessarily even can you talk about that and that was back in the day when North was the marsh the you know where the bleachers we had a lot of problems when we put the um the stadium bleachers rooms uh with the soil and part part of that was it was so soft uh we had to reinforce all the structures and go really deep I think it was like 30 feet we had to go down so that side of that would be the West Side those last couple Lanes will need some reinforcement so there'll be a little bit of work done we could finally resolve that problem because the settlement now is much better at North all the way back to the garage towards Ogden Avenue so that's what that would be for we need to make that repair because what we're seeing is if we don't do that and reinforce it then after four or five six years you're seeing that like a wave almost being you know hot and cold brings that out so there are plans within the scope to to address those issues yes okay great and the turf we're talking about just The Stadium turf because the the turf fields are pretty brand new from the master facility plan absolutely and really we've got our wear and tear uh you know we're going to get some repairs done this summer but these fields are ready to be done uh unfortunately you have to do it in the summer there's no other time really to do it and as to reset and they schedule out a good year in advance so we're bringing this to you now because we need to get on their schedule for next summer otherwise we'll miss that timeline um so both Fields you know in zones and in some parts you know if we fix the rips we add the infill we do the best we can but they're in need they're not unsafe but they're ready we'll get one year out of it but we could can't go past next year how's the technology of the field improved since we did this I would imagine pretty significant different fibers will have a lot of um you know some athletic directors like soft grass so I'm like a little harder playing field some would get higher the four inch three inch depending number infill so I remember doing both of them and the south side of town wanted a little softer and they went a little harder and we'll we'll let the schools chime in and see what you know what they would want to do with the athletic director's call who does that or I'm involved in that as well um but it's partly them and coaches that are on the field not just with football but soccer and PE as well because you know one team's on it pe's on her all the time soccer's there's so many different you know lacrosse there's so many teams on it we kind of get all that input and then make a decision from there are there some turfs out there now that are deemed safer than others or higher quality you know you you kind of pick your poison from my perspective the softer ones twist ankles more the harder ones then you get different knee injuries so there's nothing out there that this is the most safe field it's more of the the quality of blend of grass and how much infill you want to put in to make it faster or slower or higher or lower I don't think that anyone in the area or even College Pro level would say this is safer for injury hope I answered that there's really otherwise everyone would be doing that that yeah got it is the Trap surface the same yes it's going to be the same as it is now the only thing that changes our color and handoffs for relays and all those tick marks that you you know want to put in there and how far do you want to go with that but it's it's really the color what color do you want in track you know are you guaranteeing faster times on the track two tenths on 100 meter easy we're gonna have two seniors by the time this track [Laughter] so during the course of uh construction have we thought about what the athletes are going to be doing as far as where they will be going to get their workouts in or whatever that's a very good question we haven't gone to that level yet of how we're gonna having other fields helps to displace students in camps because that's going to be the Major Impact is the camps so we'll have alternate areas and we have an off-site I don't know we haven't talked through that uh possibly using other fields thank God we have so many fields now that we can use but we haven't had that discussion yet on how or where we're going to put everyone we could definitely though limit our ability for the community to use our fields and those kinds of things over the course of next summer because we're going to have to use all of our spaces for our programming problems so it could start like after graduation and be finished by the first football game basically oh yeah as long as we're not doing underneath water that's where it gets to be just re-skinning is actually a pretty quick and I've seen them do complete tracks in a couple weeks few weeks they just come they hit it they go the next guys come they paint it then they line it and they're gone they're really good yes um with the turf replacement also include I know at North we have the West Field would it include that field too and like the field it would not okay it's the main competition field s and I believe that Westfield that turf field was I could be wrong but three or four years afterwards I think so yeah so that would probably be due up in the next two three years and it's not used as much right it's not used as much as the competition feels so any other questions on this one we do have new Personnel gentlemen's going to be joining July 1st I would I would imagine that he's going to have input on this project as well absolutely okay Dr McGuire okay thank you yep all right uh that is an action item this evening as well are you are you keeping are you still going on your stuff or no oh I just wondered where we're at on the pool scoreboards oh I can give that quick update they're ordered uh okay we're going to have them installed this summer I've July 23rd so both schools brand new scoreboards they will be ready to go a little nervous about some of the other things going on with the polls right now but as everyone in this room knows and everyone out there knows they are very hard to maintain to keep up and every time you turn around it's something else it's it's difficult but the scoreboards are go I've got nothing back and I ordered so early that they may get them early and and wait to install and keep them at their shop because my greatest fear is if we order I don't want them coming in mid mid August no I want them coming in mid July so we're running a Target okay do you know who you ordered them from Colorado Colorado exactly the same okay thank you you're welcome all right any other questions for Jim all right uh the next one I believe is Therese your Chartwell CEO came to visit both of the high schools and see the operations and she was really impressed with both schools however it when she was at South High School she took a look at the servery and commented that it seemed to be a little outdated Compared to North and at the time she said well maybe Chartwells could offer to invest in some equipment if we decide to update the servery so this past year we spent some time coming up with different ideas on how we might update it um and at the same time we have equipment there that's it plus yeah so it needs to be replaced it's it's really on its last leg so between the two things we came up with um a plan um and presented it to Chartwells and they have offered to purchase two pieces of equipment for South High School if we would consider agreeing to a two-year extension on our current agreement um I think it's a great opportunity for us they've provided a really great partnership with the school so something that we all recommend on this year our sales were up by quite a bit right we should receive well it's over a hundred thousand dollars in Revenue from them [Music] wonderful yeah coffee bar so typically we would just Renew on a one-year basis well currently the contract goes through um we have two more years on it okay and so they're just asking if we would consider them too on to the existing contract term correct okay two more years [Music] and satisfaction from students is still high with Chartwells yes you don't see any reason to reconsider changing vendors at this point yeah also they provide opportunities for our special needs students which is really super when Scott do you want to speak on that at all well I mean yeah they they have um our multi-needs program works in the kitchen and and at the schools and so it's a great opportunity for them to get experience and actually be working and learning skills and they created some videos I think we've probably shared them out already a while back the videos were amazing just to Showcase what they're doing so I give credit to the buildings and the staff and the students so it's been great yeah Chartwells has been an excellent partner very Innovative so yeah the questions on this one all right this is an action item later this evening property and liability insurance renewals yeah I'll start that actually there's heavily worded uh memo that goes along with this that for you to look at the history of what we how we've handled it here and it's hopefully written more plain than some of the things we have to go through and no offense but to the attorneys that put together the the increases for us um there's really four key things in that memo that I want to point out in case you didn't already know District 58 and 99 once had the comet Administration and they're put together and still there's still a lot of things that we do together so that makes sense and one is we joined together to to send out quotes for insurance and what that helps with is it gets us more people bigger firms to come in and look at it and it gives the the insurance companies more areas where they can balance out their risks again and so it's a really useful tool for us and we've been very successful with it right now insurance is in topsy-turvy everything is a bit heavier because of the problems we've had with property in the with that are really different areas of the country I've had all kinds of problems and with high claims so this is where it really does help to have it so we bundle our stuff together we buy common property umbrellas things that we can do that make a lot of sense for them to again assess their risk in District 99 and 58 is one combined investment for them second point is workers comp is pretty clearly the big big feature here it's about 50 percent of the total cost it has active cost every year for us we have injuries every year but we handle them really well and our experience has gone down and which is good and we've been able to get the policy for that reduced actually this year by thirty six thousand dollars um just primarily because of the Ahmad that we it's that we are where they're assessing our risk level they're recessing it rather low because of us maintaining good um control over incidents that happen um third item to point out is Liberty Mutual if you look at we've got a lot of it with Liberty Mutual we've been using them for 25 years we've got a great history with them um when we come back and need to bring uh you know quotes in we need to get quotes on and renew our coverage they work with us very well they understand a school district very well what the what our limits are and by doing that again we have one carrier can now balance between individual policies the their risk and and they we get very good prices from them and the fourth item really just is the key thing for all of this there's the chart on the back we we are seeing at 8.8 increase in insurance we were expecting double digit even with our relationship but with them part of that is a good part of that is the workers comp that thirty six thousand dollars Savings in workers comp and their premium is a key thing that that's really the kind of Rights the whole um decision process for us on this so we're recommending that we accept the individuals and um and some of these proposals are not fixed they're like workers comp gets adjusted at the end of the year for actual payroll compared to what we had to do is estimate our payroll to get the to get a an estimate for their their charge for us and so overall 8.8 percent we were really happy to to get to that point and we know it's higher than that CPI factor that I like to hold on to but I think it's one of those things this is really very good pricing for this market right now we had eight different companies come and look at workers comp so we do build you know we do spread it out we do have different Brokers tell us where they want to and what they where they would be to take them we have made changes in in the Brokers or the the companies in the past um but um that's this worked out well again it worked out well for us this year how do you derive the percentage that is split between 99 and 58.

if I remember right they do have a couple of new things that I hope to be able to talk about a little bit more in the future that are being discussed right now so hopefully I can have more to share on that later but right now it's things are going pretty well so thank you different okay so we will move on to our subcommittee member subcommittee reports Mr Grimes you get to go first um so yeah speaking on behalf of uh the board members that were that were members of the meeting agenda subcommittee that would be Mr Bryant Mr major and myself uh we met three we had three monthly meetings uh February and March where it just happened to be the three of us and then our last meeting in April we did have some community members uh present Who provided some valuable input so I will kind of do the cliffs notes version here of our proposed uh what our future meeting agendas will look like and I'll just go through the uh the proposed changes um in the section of our agenda that includes public hearing special approvals recognitions and presentations we keep everything as is with the slight modification to the presentation portion where we would limit it and most of the house say that most of our changes were motivate motivated by reasons to to have fewer transitions in the meeting and and just kind of to streamline things um so the the modification to presentations no more than two for any meeting and and limited to 10 to 12 minutes per presentation another suggestion or another proposal that we are making and I know this sounds strange coming particularly from me board commendations we propose to eliminate that section of the agenda I know I was the one that used to be very long-winded during those and uh I'll come back to why we propose to eliminate that in a little bit under cabinet reports just some slight modifications in the number of times that we would hear from certain Cabinet member members per year and then the biggie would be with public comments and I'm not sure I don't want to step on Mr stenner's toes here but uh some of our recommendations for public comment the biggest one being allowing members of the public to speak on any topic and not just be limited to those items on the agenda with first priority given to those people that sign up to talk about and posted agenda item the 45 minute time limit will continue three minutes we'll continue where as extensions can be added by through the discretion of the board president and then some some columns being added to the sign up sheet and some dialogue about um What bcsc official has have prior to coming to the meeting to speak what if any bcsc official have you had previously talked to and then uh and then an individual link to the school corporation as well um under how we will We propose to divide the consent agenda um into old or unfinished business and and new business with a vote to be taken on each accordingly and we just found that that that's pretty common practice across many school boards across the state and then for board input review at the end that is where we will keep the set you know keep things the same but anybody who any board member that had commendations since we are proposing that that segment be struck or eliminated that's when accommodations could be put in at the end as as individual board members provide their input and review and I believe that's a fairly quick summary and Mr Grimes were we still looking at maybe doing like the traveling Roadshow where we go out to some of the different schools too well and I don't and I guess to speak to that um perhaps I tried to just kind of keep this to the actual meeting the structure of the agenda questions or input for the subcommittee the rest of the team no okay all right so this is considered a first reading so we have time to digest what we've seen I know Mr Grimes did send this out a couple days ahead but and then we will come back um I believe next month next meeting rather and and actually motion or vote okay all right Mr Stenner would you like to give an update on your subcommittee sure I would say that our sub first off our subcommittee's work is a little bit more fluid than Mr Grimes I thank Mr Schultz and Mr Nowlin members of the subcommittee I think we're doing good work we are not at the point yet where we're ready to make a proposal in terms of public engagement I think what we're hoping to develop and time will tell but I think that what we want is a framework that would allow for us to maximize public engagement for the board to help the board make informed decisions that will look at a variety of tools and techniques that will be based on the issue at hand board and the administration will have the opportunity to choose any of a number of means of public engagement based on the topic and what would be appropriate for the topic so that's my update Mr Schultz and Mr now and may have additional points that I've forgotten I would say Mr Grimes I think that we provided some comments on the school board agenda and there was that one intersection that the two subcommittees share which is public comment during the board meeting that is a form of public engagement it's not foreign well it's it's not going to be the only form of public engagement that we'll try to use we recognize that that's uh where the two subcommittees where their work might intersect thank you any questions or comments for public engagement team well so I don't I don't know how this process works but what we actually have in the board packet then is our proposal for policy number 167.3 um which which is in the packet of new policies that we got to look over for tonight and we are actually correct me if I'm wrong Mr Center but we're proposing that this would be the 167.3 policy rather than the one that's in the in the packet that we got I mean there are changes to it from what's in the package I believe I believe the one that's in our packet represents the asks from Neola for legal citation and changes on the agenda Okay so we've already Incorporated that into the proposed okay okay I understood and and just to summarize for folks that are maybe they can get to see these documents ahead and just to follow along the main changes are are just what Mr Grime summarized um 45 minutes these same three minutes stays the same all of that stays the same a couple of changes on the blue sheet and it doesn't have to be an agenda item um but priority will be given if we if we reach the 15 people to those who are Beyond agenda items so those are some of the highlights okay very good thank you for clarifying that Mr Hill so further clarification purposes just affirming that we would be looking at from the public engagement subcommittee and I guess combined with the school board agenda sub committee for that topic that goes between or is Crawford cross-referenced by both would be a first reading of that policy through this meeting is it next month or next meeting okay all right so we'll vote on board agenda next meeting and we will see more of a formal um summary or proposal from public engagement perfect okay cabinet reports Mr Phillips good evening this is uh the bi-annual report of the extracurricular counts at the building level um receipts succeeded expenditures by just under six percent during this last semester I'm happy to report that I think about 16 000 of that was a result of the Investments that we did for the first time in a number of years using extracurricular accounts during the last semester and then you also see the amount of money that we have invested for this semester so every school of the one decided let's do that again and continue to make money off of our money during this next semester happy to take any questions if you have any at all any questions so the Investments is that what they chose to put into that fund to collect the interests essentially it is the um the title of that second column is incorrect it wasn't January 1 it was more more like March okay but yeah that's the amount that is currently invested this semester and we'll actually go through close to the end of the year the treasury we purchased was mature right at the end of December right before Christmas and they we would expect to gain about 38 000 during that time any other questions Mr Phillips how'd you do that Chad nicely done okay uh next I believe we have first reading of our next batches of yes Dr Roberts so as we Wade through um now months of of work through policies and Look Backwards at legislative changes that even occurred last year that were attempting to work on and as I think it was Mr Grimes it referenced this legislative session that had 48 new bills passed that will impact public school education and we will look forward I guess to some recommendations for policy changes there because each of those will affect us in one way or another this particular batch many pages long I appreciate your all digging into that and taking a look I am just going to hit the highlights of each of them again a first reading here we'll make sure those are out the Valley can be reviewed and commented on and some of you are starting to do that um the first one from 131.1 bylaws and policies those revisions there just clarify that when a vote to adopt a man repeal or suspended by a law or policy board members may be considered present for such a vote in any manner authorized by law there's been a back and forth on that in terms of being here present or in in person or physically versus virtually but there is some authorization to to allow for virtual too as long as you can be seen and heard my recommendation will be to adopt the revised policy to comply with the current state law again these are just the first reading to to work through them um going the wrong way uh policy 142.2 is oath of office which is just a technical correction so this policy has been revised to remove a rescinded codified provision so Additionally the IC uh Indiana code legal citations have been moved moved to the legal citation section of the bylaw and away from the body of the text so it's more in the typical location if you're looking for each of our policies and where the citations are there are some grammatical changes made so my recommendation is to adopt that edited policy public participation at board meetings I think this one is the one that was just referenced so I'm going to move through that this was um electing some number of minutes and so forth but I think we dove into a little bit more deeply with the conversations that were held by the public engagement subcommittee and the school board agenda soap committee uh 15 21 31 21 4121 is a reminder that there are some policies when they specifically uh impact um staff members that they'll end up in three different chapters of our policies we have administrators we have certified staff which are typically individuals covered under the collective bargaining agreement and we have classified staff members or support staff so in this particular case we jump into personal background checks references mandatory reporting of convictions and substantiated child abuse and arrests this policy being revised reflect changes made in Sea 115 to Indiana code which is listed there which prohibits the corporation from continuing the employment of Contracting with or continuing to contract with a person that's been convicted of an offense requiring license revocation unless the conviction has been reversed vacated or set aside on appeal it does add the offense of public indecency to the list of offenses which may be considered as a grounds to not employed not to not contract with or to terminate and finally it does reflect changes made from the um legislation to Indiana code regarding the offenses for which the idoe shall permanently revoke the license of a teacher so a lot in there just bringing into some concrete pieces the the reasons that a teacher's license can be revoked and the reason is that we must refrain from continuing with employment or Contracting with groups or a person in that so again I would recommend adoption of that revised policy to remain in compliance with state law policy 2431 is interscholastic Athletics this one was from uh it's a cross-reference to the new policy 2432 which addresses complaints about the participation of transgender girls on athletic teams or Sports again this is legislation from a year ago that does not allow that so we need to adopt the revision to ensure awareness of the availability of a grievance procedure required by state law and then in 2432 the grievance procedure for violation of state law limiting participation of transgender girls and Athletics a brand new policy this new policy developed to comply with new statute that was IC 20-33-13 it is in place right now it was added by house enrolled act or hga 1041 that prohibits the participation of transgender girls and athletic teams or sports that have been designated as being a female women's or Girls Athletic team or Sport and requires the development of a grievous procedure to address complaints by parents or students regarding violation of all again this is Indiana code so we're I'm asking you to adopt a policy to comply with the requirements of new statute um driver education this is one that we are not currently do not currently have driver's education in the school and many school corporations don't so this could be a moot point if you choose but it was renumbered to permit the addition of a new policy and revise to reflect that it is optional and so put into the policy in case that that program or something would be for one reason or another revised or or reinstituted so the rate numbering and revisions are necessary if you continue to have it I would advise recommendation of these revisions if you decide to delete the optional policy then we would renumber that so it is up I'm I'm putting it to the board in terms of if you believe that driver's education is something to continue to have as a consideration and possibility for a school corporation we would be working on renumbering policies and and revising that policy based upon that so that that's one of those that was changed simply because of what's happening with driver's education in in school programs it's becoming less and less policy 2464 programs for liability students has been revised this again it's being revised to bring it into alignment with current language and so I'll just ask you to adopt the policy to keep the language and intent of the policy aligned with State statutes um 31 20.02 is a new policy being recommended because house enrolled act 1251 allows or permits corporations to issue an adjunct teacher permit to certain individuals in order to fill a vacant teacher position offer a new program or class or supplement a program currently being offered so the recommendation adopt the new policy if we wish to take advantage of the ability to issue adjunct teacher permits and I would recommend that because it just adds flexibility if we choose to go down that route we have not had an adjunct teacher program yet but again added flexibility the state continues to look at ways to um provide flexibility and add ways that individuals can get into teaching and become certified in one way or another in and participate in that profession 3120.11 is the public hearing before commencement of collective bargaining and a public meeting before ratification this has been revised reflect the options available and gets into the electronic communication part because again post coven many of the things that were allowed during that time when we were sometimes in school sometimes not sometimes having board meetings in person sometimes not and after that we we have we're being allowed to take advantage of the electronics available to us including in these required public hearings or public meetings and and it is we we are asked to to make sure and provide the same opportunities to the public as might be available to board members and so making sure that that perception is clear so ask for your consideration on those changes again bring it in line with another policy that allows for participation electronically at regular board meetings supplemental payments for teachers is policy 32 20.02 another Senate enrolled act there that revised Indiana code that permits us to provide a supplemental payment to a teacher for any reason rather than the reasons that have been previously listed their Visions permit the board to elect to allow the superintendent to make a supplemental payment at the superintendent's discretion to limit the reasons for making a supplemental payment or prohibit making supplemental payments outside of the collective bargaining process so again I would ask that you adopt the revised policy to allow for those different opportunities it just expands the opportunities currently available to issue supplemental payments whether that is inside the collective bargaining process or not um policy 5420 is reporting student progress current legislative requirements as per House Bill 1093 was in regard to the corporation's responsibility and manner of informing parents of their students scores on Statewide assessments I would ask that we adopt the revised policy to maintain current status with state statute on Statewide assessment score reporting appearance so just a minor thing that was making sure to align with 1093 and how that reporting is done 5610 is suspension and expulsion of students it's been overhauled to ensure it incorporates all relevant Provisions that are in State Statute regarding the suspension expulsion of students there are lists of reasons that students may be suspended or expelled and at whose discretion that is and so would adopt I would recommend adoption of that to ensure again compliance with state law 6250 is required in regard to required ADM accounts for the purpose of State funding and verification for membership reminder that ADM stands for average daily membership and there are two dates during the school year where we take counts of what our enrollment is at that time and those counts go into the funding for our school corporation so we are revising this in response to enrolled Act 2 which requires a count of 12th graders or seniors enrolled in the fall but completed graduation requirements and are not enrolled in the February February one this count is to be reported to the IDE along with other documentation that may be required in this particular case this was in response to the fact that school corporations would have seniors in the fall they would graduate midterm they would not have them in the spring and the funding would be decreased because of that and so there was a account or this is looking at trying to maintain that payment of those uh graduating students at the end of their first semester of their senior year policy 6550 travel payment and reimbursement this is revised based upon the State Board of accounts now the suggestion of including language which in the policy expectation is for reimbursement of mileage and gets into the approved forms that should be submitted for documentation so recommend adopting that revised policy to keep the statement in line with a state board of account expectations and document documentation requirements policy 8120 is in regard to volunteers and this really um I mentioned those four or excuse me those three that were aligned earlier of that three categories of employees that we have but this would also pertain to volunteers so um having the the same expectation or requirements when we have volunteers participating so it gets into those very specific things um that we talked about earlier so just including volunteers um so the recommendation here to elect to impose the same requirements on volunteers as are imposed by law on employees and contractors and adopt all the other revisions required by Senate Act 115.

we provide services for those students there is a need in the White Mountains for those students to receive services and we we look to partner with local school districts for instance Blue Ridge in this case we we feel like our vision and Mission lines up with your vision and Mission and and we're really here to support your educational goals um along with those educational goals of the students specifically who we serve and without any questions that you might have that's just a little bit of a background about Who We Are I just have one age group what age group of children will be affected by these two classroom leases that's a great question currently we're we're servicing students that are in the in the middle school Range kind of like the fifth grade through maybe ninth grade range is where most of the students who are demonstrating the needs and the desire to attend our school we could accept students that are a little bit younger but we we don't service students in the in the kind of the K2 area as a as a matter of consideration so I'm completely unprepared to make any real decisions today because I didn't um I'm having a problem with my Blue Ridge email so I'm going to ask you lots of questions that might have been addressed in that and then perfection perfect so the first thing is and that I'll have a question for us later is you you explain the type of services they're provided what does an average day look like how many students in the classroom um what type of education are your teachers and professionals that can provide services that type of thing and how long has your business your company been around and do you have like research backing to prove your success all that type of thing I'm Greg I'll speak to the company you for just uh just a moment as the founder of Legacy Learning Community I have 27 years of public education the last 13 as a superintendent of schools and so and I'm currently as a a sitting superintendent of schools schools and I will continue in in that direction Mary also is a retired from from public education and has a a wealth of background specifically servicing children who we we service in our in our area and so as far as the company is concerned we've been in the planning stages for several years the need exhibited itself this year so we will be in our first year of operation official operation [Music] a retired assistant superintendent who my primary primary responsibility was to oversee the special education department I also have served as principal in both the Paradise Valley Unified School District as well as the Sedona Old Creek Unified School District so in terms of our the day-to-day it looks much like a typical classroom if you will in the public school the intention is to follow the Blue Ridge calendar including the the days the times and so our parents will be transporting the students so myself and the staff will be there to greet the students get them into the classroom and then again our schedule looks very comparable to what if you were to walk into an Angry Birds fourth grade classroom the difference you will see is the highly structured Enviro government including the schedules in terms of Staffing we have four professions who would love to join us we have a special education teacher two general education teachers as well as what we would call a classified teacher who has specialization in American Sign Language I would love to jump our join our group perfect so what's your ratio of teacher to student absolutely right now we are looking at no more than 20 students without four staff excuse me I'm sorry 20 students 20 students so it's a one to five one to four or five ratio okay yes Chuck yeah I guess um can you well we have special education here at Blue Ridge and my understanding is these are special needs kids that you have can you explain to me what the difference is or uh is there a certain category certain physical or mental disabilities that you're dealing with it is it a narrow area or I guess I don't understand the relationship between what you're doing and what we do here the autism yeah okay and as far as food service or your kids is going to be using our food service or are they bringing a sack lunch or how do they handle that many have not most if not all of our students have sensory issues therefore the students do bring their lunch because we have students who they need to eat Top Ramen every day because textually that's what that is what they want to eat and so we at this point in time we do not plan to be using your cafeteria we plan to have the families okay provide their own and on Transportation you're providing the transportation for them also yes okay sorry what apparent Transport oh okay um now are they going to be dropping off at the same place that our buses drop off or uh that's kind of a question I had and and use of the like the playground break for breaks playground facilities like that how will that mix Dr Wright and I actually walked the the two rooms that are in question and we talked about how that looks Our intention is to operate kind of like an offensive lineman on a football team right they do all the blocking but you don't ever you don't ever get the recognition so we want to be operating in the background and you don't even really know that we're there so we will drop off and coordinate those drop off and pick up times and times when you're a student not at the same time that your students are are picking up or dropping off and will either be struggled before or shortly after those two times as far as going outside and utilizing some outdoor space that would be at a time where um you know I know that faces shared with egg hog and other places and so we wouldn't have our students in the same location at the same time frames as those other entities will be leveraging in this weeks so are they you're going to be dropping off and picking up where our buses pick up and drop off but at a different time is that correct in front of the junior high is where that building is and there's a space right down in front where Dr Friday mentioned okay that's good that might be where the parent drop off and pickup is no our Junior High picks up on the on the west side I believe don't they yeah they well it's actually they ride the same bus with the high school kids and pick up out in the back when I was there with Dr White the parents were picking up so I would assume that's kind of a parent rotation of where parents were um okay so that's in front of the church that is the old elementary school I think is correct um I saw in the lease agreement that the lease includes your access to the playground area on the west side of the building the grass area I assume and playground equipment that's out there okay um yeah I guess that's all I can think of I have a couple questions in regards to special services are you going to have physical therapy occupational therapy and speech therapy for these kids also so the way that this is funded is through the empowerment scholarship and so parents have the option to go into what is called the marketplace and or the vendor list and to tend to use their Esa funds to purchase those services and it is parent choice where they would where they would want those services to be provided most of these parents do have those Services provided in the hall hmm okay I have one more question um are these kids all residents of the Blue Ridge School District or do they come from outside the district or some of them or what no there would be some from who are residents of the Blue Ridge School District however there there are students that would come from the White River School District of Show Low School District or even this okay I principles do you have any questions administrators here any questions or comments that you'd like to inject the as far as the playground in the back we are looking at possibly removing the structure then it's a big area but there might be some changes in the structures that are up currently just based on age of the signatures that are out there aging out okay any further questions well can I have a comment pardon I'm just going to say some comments is that cool love the idea of a one to five ratio I think it's excellent and also the caliber of experience that you have is awesome but I just need to vet out more I need to understand it better that's my my big concern that I have so I think it's a great opportunity our kids desperately need it but I just have a lot of questions not meaning that I'm not totally on your side because our kids need something like this but I'm just concerned about um just like how is this going to mesh with our current students that are happening as a as a physical therapist that actually worked with kids with special needs I think especially having services in the classroom is really important because it teaches them adaptive skills that they can utilize outside the home and more of in a Workforce environment so I'm sure but I like the idea that there's an opt-in my other concern that I have is if this is and is if this is a service and it's a contract Service and we're doing this for one organization we normally have to go out for a competitive bid process correct Elise this is just a lease this is not services right yes that is correct this is a lease we're not Contracting Services with them all we're doing is renting them space just like we rent space to the church we rent space to nacog same same thing right but I'm just there's other organizations that are locally that are doing something similar probably not in the same scope and scale that you're doing which may have some negative [Music] impact for us if we enter into a lease agreement but I haven't even seen the lease agreement yet that's my biggest concern because I just don't know like how many years is it how many months is it what's the overall fees and costs and stuff like that so addresses questions Kimberly yeah so it's a one-year lease um it's a year-to-year lease uh and you what was the second part of the question like cost for a facility usage that type of stuff what's the lease agreement I don't have I don't have any of those details so be it go ahead I can speak to someone yeah that would be great um so the lease agreement is for one year and Our intention is year to year we want the partnership to work for both of us um your policy does allow for lease agreements with private entities like was stated including private schools and so the lease agreement is for 900 for the two rooms for 10 months over the course of beginning July 15 through the course of the school year to be reconsidered probably in the spring of next year should know the parties able to do that that includes the custodial regular custodial services if there is you know a child gets sick that does happening classrooms and and the vomit on the floor we would pay additional charges to have custodial stuff to come in and clean them as far as utilities and other things that's included in in the United States annually or monthly monthly okay because that's pretty much the gist of of the financial agreement and so the lease was prepared by Dave Pioli from the trust Dr Wright worked with him to prepare it and um Mr house is correct it's 900 a month and that includes um cleaning services as well right no go ahead I have a question really not for them so much but I I'm pretty familiar with that building and I know we have the church using part of it and head starts using part of it and aren't we leasing to U of A for extension classes or for the Fab Lab well yeah there's a Fab Lab but is aren't we leasing some classrooms or something to U of A as well yes okay I guess my concern is I'm where is are these two classrooms that we're leasing to them in relation to all the rest of this is the the right next to nacog oh okay in the hallway that originally was Kindergarten okay the church has the old multi-purpose room and the classrooms on the north side of the building so basically they'd be right next to nacog or um I think nacog wanted two additional classrooms this year didn't they and we could only offer them one because because of this I think I wanted to additional classrooms we could only offer one additional classroom because of the two classrooms that were going to be leased out this way okay so I think so they're all kind of clustered right there together okay also I had a thought again about the playground situation I've seen Junior High kids out there using that playground on the West Side the big grass area and the basketball court and so forth I assume that you have you guys have interacted as far as usage or are they all going to be out there at the same time and then I think the preschool uses some of that area also I guess I'm just wondering well one as far as playground times and so forth are we letting them out at the same time to intermixing them or and the same with the transportation I assume we're going to be working all that out a schedule for that we have not interacted at this point but I'm sure you know if it's important than we would be figuring out a schedule um I would imagine that we would probably have separate times to be used in the playground as well in the pickup is um he had said that they would be they would alternate the times our I mean we're right at 3 30 and so I will imagine it would be did it just before or just after that okay yeah I just want to see us coordinate those things also when your kids are in the in that building in the same building you've got high school and Junior High kids in the Fab Lab that are in close proximity there and I don't know what the arrangement is going to be about restrooms are they all going to use the same restrooms or to me I seems like those are things that need to be worked out are there areas where the high school kids are not going to be allowed to go and then we've also got the church um and so I just hope that we get all that worked out coordinated do you have any questions Diana true situation too okay president I believe to talk right said one of the rooms does have a restroom in it um so that is that's very helpful as far as I was concerned if it if it pleases the board um Mrs Klein could actually share with you kind of how our our students that we service interact with outdoor space and indoor space so that you can you can to get it in the field for for how they might use it in out the door space and and to to the point we would definitely arrange our schedule in court and so that we weren't interacting with the spaces at the same time yeah I guess I would suggest that you need to coordinate with nacog with the preschool with the Fab Lab as far as those things are concerned areas that each one can go and can't go in use of the playgrounds some kind of a schedule and the drop off and pick up locations and so forth and times either staggered times or different locations for that it just seems to be less of a congestion but and avoiding future issues but I think if all of you sat down and discussed it all and compared schedules and so forth head off future problems that could come up that ratio our students are supervised at all times okay one of the classrooms does have a full restroom with a sink in all the facilities okay good all right if there's no further questions we have the opportunity to vote on this at this time we have a motion Chuck you have a motion I'll second in Diana we're here to vote all in favor yes yes okay all those opposed Jennifer be opposed so I think it carries with three more information I think we have amazing comments that were discussed but I really think it hasn't been adequately vetted with all parties involved to ensure safety of kids especially if we're having a lot of autistic children that have a severe level sometimes they need one-on-one ratio and so what if you're dealing with a problem here we need to make sure that the children are safe in all environments even with four teachers what if you have 20 kids and that's not enough and then we need to determine how we're going to handle security issues if we have you know autistic children are very wonderful I work with them all the time and they need a lot of support and I don't know if our school vetted all of the significant assistance that we're going to have to give to ensure that the kids remain safe especially when if we're doing something on our campus it's also a reflection of us and if it doesn't our safety their safety and our safety need to be well vetted you know so I love that there's a bathroom in the classroom but it's almost have we talked to everyone else to ensure that these kids remain safe that's my biggest concern I just had two other thoughts that I think need to be considered one is calendars is our calendar going to mesh with tears as far as that's one of the comments they said they would mesh yeah and the other one is what if we go into a lockdown are you going to and lock down at the same time I are they going to be on our PA system so they know yeah go ahead yes so they will be following all our same safety protocols including our lockdowns snow days all of those kinds of things good okay all right noted I'm sure we'll get that taken care of I'm sure you'll take care of that this is just for one year and we'll need to reevaluate that the end of the year but looks like the motion carried thank you okay next item on the agenda would be call to the public so if we have anybody that would like to make a call to the public right now we invite you to do so we invite you to um limit your comments to about three minutes [Laughter] I'm a 12-year Village graduate I wasn't in I was in my senior year for 12 years we know you and and it was probably more like three right but I I love Blue Ridge I love my community I participate a lot in my community as many of you know I'm big time in pickleball I like to see the schools in the white balance start playing big ball the junior high and the high schools started having League Play travel teams and eventually started having that within the school system it has taken off all over the place in other towns other states is saving people's lives I have personal experiences with people that have saved their life by going out and playing pickleball it's crazy it's easy to play it's one of the few games where a 15 year old and a 70 year old can play a competitive game it's incredible and it's one of the few games where Cove where uh you have Co mixed teams male female can play together in school it's an addiction it's a good addiction there's a lot of people getting healthy from it a lot of great social interactions I teach a thing called Court strong it's kind of like the core values so I teach on how to be able to conduct yourself on the course so you can be able to conduct yourself in the public so I I'm very I'm bringing into the white uh wipe out Apache tribe they're having a big um uh coaching in July and we're going to try to do what not Jeremy Hathcock wants me to do one to raise money for the athletic department here in July when the gym is open for the 5th 6th 7th and 8th of July so it'll be open to youth 10 to 17 and adults to 99. so it made that we separated in times it would be a three day so I'm not trying to coordinate that it's taken off like crazy it's incredible I don't know how many of you ever played can you play you need to play all of you so you know what I'm talking about okay I can't sell this to people that don't know what it is you just can't I don't know how many of you guys played you played yeah so once you play it's kind of like drinking the Kool-Aid I mean you just got to go back and keep playing because it's an addiction it's easy it's probably the easiest game I ever played and it's a lot of strategy the community is incredible I play with multi-millionaires you don't even know what multi-millionaires and people live in the woods they all come together and play I have a guy that drives a Bugatti a 1913 the guy the oldest guy in the world to pickleball a three million dollar car and he drives the pickleball and he's just down to Earth but it's all kinds of people that is I want kids to rub shoulders with these people so they get to see that these are good down to earth people and they want uh everybody's an ambassador to pickleball one more stand but I try to teach those that get two out of hand that they want to win every game and kind of tell them to chill um you want the people to come back and play with you don't want to be that person that they don't want to play it with so that's what I'm going to teach so anyways I like to bring this to the athletic director Jeremy's with it all their math factors on the mountain so kids more kids will start playing an athletic stuff if they play Pickleball so appreciate that we do need a as we need you to give your name full name and and your address so that we can enter that into the public record okay so Ezra Borrego email no just your dress okay 43-46 and and their paper in the back you just write it down on you don't need to actually give it to us okay or if you don't have if there's no paper in the back okay just make sure Mary the pretty lady in pink okay she needs that so we can put it in public record great idea we'll have uh staff look into that I'm sure I think it'd be a great fundraiser too I you know if there's a guy that drives a three million dollar car and he gets to play in our gym I think that would be something that he might want to help contribute to so good idea good idea any other call to the public we welcome that at this time if nothing further uh needs need to make an announcement that our next meeting will be July 11th at 5 pm at this location and need a motion to adjourn you won't be pleasant for that I think I will if if there's a problem my phone to do to do this correctly we have to have three bodies and then when people on phone can be after we have three but we can't make a quorum with that third person on phone and we'll check I will be here as far as I know right now and tell unless I'm told I can't be here governing board President we have to have a um a hearing a public hearing over the budget public hearing so can we start that at 4 45 the same day same day yeah that would be great is that just a public hearing lose the board yeah okay okay so we will have a public hearing to review that budget uh that we approved today and uh that will be at 4 45 on the 11th just before the regularly scheduled board meeting so can we have a motion to adjourn the motion a second from Chuck all in favor you ready Ed all right thanks Diana appreciate you

it depends on the like uh some of it is 50 50 like liability coverage is 50 50. but typically uh property is different between the two and um well that's just been kind of a writing figure and we probably have an undervalued property number that they're basing their claim on or their their uh their quotation on so we're gonna we agreed to have at the end of this next year an appraisal by a well-known firm Martian Linda I think it's they don't they know it I don't know their name better but Marsh is going to do a a inventory of all the land and everything the main main areas of the buildings and see it get us back into square one and I think what will happen is our property values will probably go up and I think our cross will go down I think they've been padding the cost rightfully so because we just put 136 million dollars worth of property out there yeah and our and our fee didn't go up to reflect that so I think we have some room in there we've been getting a very low price for for our building coverage so most anything it deals with payroll is work is is going to be that shift between the two of us for the like Vehicles it was done on actual vehicles for total Fleet costs and that's why you get some of these different numbers but most of most everything we can we try and keep it 15 balance between each School worker workers comp is based on claim history between the two districts or it is and they know the what are they also know our our employee core what how much where we are in different sections higher risk like custodial and maintenance have a higher risk tied to them so it goes down to the type of employee not just the number of employees to get to get their quote thanks thank you any other questions so are these all the companies that you're proposing how many different carriers is it it looks like there's a difference how many we have six of them all with Liberty Mutual and then below that we have one two three four five six different other firms um and that's where you will see changes between the carriers mostly and those smaller parts here workers comp is the one within cover that's new this year with encola and um I think it's I think it was near the show I'm looking at Jury I think last year yeah okay last year it was new to us that's a number the different vendors that accepted or gave us proposals that we accept all right any others all right uh that is an action item this evening as well the next one is actually Don's sure so um you know we pulled uh well I pulled the the board members to look to assign to various committees um Chris and I will end up taking the policy committee uh Ken is going to serve as the representative iasb um shirelle has stepped up and will take sassad um Jenny's going to stay with lend um Terry who is going to stay with the Education Foundation and Kara is going to join her and then this year the representatives of the planned commission is from d58 which we'll be voting on tonight but next year shirelle had indicated that she'd like to take that position so I've got her slated for that um I do I do think we wish we should look at this next year um and uh maybe give some individuals opportunities to join other committees just to kind of rotate and get everybody some experience in the various committees but for now let's let's stick with this for the upcoming 23 to 24 2024 fiscal year all right next one is mine end of your goal summary uh this is in the board packet it's the public and reviewed as well it was shared with the board last week this is kind of like on display kind of through the end of June which is the end of our school year over the next few weeks if any board members have feedback or questions or those kinds of things feel free to reach out I typically don't go through it's a lengthy document the board has been tracking all of these goals over the the course of the entire year this is just the work that the board and the administration have been doing just keeping track of our work over the year in a narrative form for the public to review more than anything so this is the draft and then sometime you know after this towards the end of this school year for us which is the last week of June or the start of the next one Jill and I will do one final review of it make sure that it is buttoned that we've factored in any feedback that's come our way and then it'll it'll go on our strategic plan website where these are all archived historically this also serves as the beginning of our goal setting process for the next year so as you review that document probably more important for board members is looking at the areas that we identify are kind of remaining out there and next steps or future Focus items at the July board meeting we will come and discuss the proposed draft goals for next year we had an all-day work session on that with the administrative team we have a half a day of it next Tuesday midweek next week I'll share that draft of next year's goals with the board to start Gathering your feedback virtually heading into a conversation about those goals in July and then we come back at the month at the August Workshop we will add an action item to approve those goals so that we have them in hand for when staff come back we can share where we're at we also plan on reaching out to the bargaining units over the next couple of months as we do this process to seek their feedback on those items as well good idea so questions comments concerns on the end of the year goal summary all right uh thank you the next one is an action item uh this evening as well that's everything I just told you uh uh action item later this evening is a social media litigation so the board's attorneys and the administration recommends that the board adopts a resolution this evening or it's two resolutions to that will join us into this class action around social media um this is very similar to what we did last year around vaping and that litigation that we're still involved in the first one of those vaping litigations was finalized a few months ago and it resulted in Eighty five thousand dollars coming to the district offset costs related to vaping there's still I think two more branches of that litigation out there this would be very similar to that in that I I spent maybe three hours of work in Total documenting our work around vaping we had a lot of it documented to begin with um I had to respond to a couple of surveys to join into that that litigation I've Been Told I watched a webinar on it from the board's attorneys that it would be a similar amount of work leading into it where we would document the work that we've had in place to respond to the increased amount of cyber bullying and discipline incidents related to social media and a lot of this is brought on by the fact that the social media companies are very slow or completely non-responsive when we have uh bullying incidents that occur in the variety of social media sites that really cause an increased amount of staff time in responding to those issues where if they were more responsive and just brought down postings when we let them know that it's negatively impacting the school environment we I don't think we'd be in this spot right now so it's our recommendation that the board enters into these two resolutions to allow us to join into these class action lawsuits questions I can do my best to play amateur attorney if you have them other than vaping because that we've done in the past yeah the only other one we've done in the past is related to vaping so this is from the same group that represented Us in the vaping litigation do you recall in The Vaping litigation the costs because this is obviously a contingency fee but it does provide that we have to pay our portion of cost out of pocket do you recall if it being a significant amount in in cost expenditures it all came from the proceeds of the so we weren't writing a check nothing upfronted costs no Advance costs it only came out on on the end so if I remember correctly it was a little over a hundred thousand that it was like 112 112 or something and then in the end yeah I think it was around 112.

policy 8121 personal background check for contracted services so it's sometimes different in terms of us having individuals here on school grounds and around kids who are our employees but we also have contracted services and this gets into also marrying up that effort with the policies that we've talked about and so or the revisions that were talked about with certified classified and administration and now volunteers making sure contracted services are a part of that so ask that we adopt that policy to remain in compliance with state law school calendar 8210 this one uh we we did just go ahead and change anyway but again this we're going back to some legislation that is from a year ago 1093 allows for no more than three virtual student instructional days some of you may recall that prior to that we had five days that we had set aside as potential virtual student instructional days before adding days to the end of the calendar or taking advantage of other days that we could maybe make up a day physically the recommendation is to adopt the revised policy and we'll talk about this a little bit I think when we talk about calendar here in a few minutes in terms of what's proposed for the next three years after next year school day 8220 policy revised in accordance with again 1093 that a virtual school day shall meet the state requirements in order to be counted as one of the statement of a 180 day school year so in a virtual school day there are expectations about what happens during that day and this just makes sure that we meet those expectations to be able to count it as a as an actual school day 8400 is school safety this would revise policy the school safety policy due to changes in the definition and training requirements of our sros that is also in 1093 house bill 1093.

it's going to feel a lot different in some in some classes so I've never gone to Middle School the high school we just enclosed yeah yeah right I mean that was almost a great difference yeah the one I guess the one positive that we do have is we've had the ability to look for a potential new facility if all of this comes to pass and we end up being USD 244 with let's just say a thousand kids you know to 1100 kids we we have that we have the space and the land to be able to either grow in the buildings that we're in or we have the 17 acres north of the baseball softball fields if we need to use that a facility of some sort but like we said we had to again the planning piece is the key it goes back to the crystal ball you know we we we I think we set ourselves up to be a very desirable place for people to be with the new growth that's kind of occurring in the county you look at our facilities when you look at the amenities that we have in in Burlington Rec Center yes they utilize it for practicing and things like that but they'll probably be problems they would probably not using our turf fields more than they are at that area so that yeah that a lot that sets between the rec center and that house well just maybe just south of the high school in middle school that is ours which also can do something where you're moving kids across the because I I think that good testimony deals though is a good time to really we need to start looking at that preparing work and I'll give the administrator some time too to think in terms and we have a lot of discussions about this on Wednesday at our Retreat how many how many more students could we could we handle in each building I mean is it is it is it 150 total in the district could we handle without having I'm going to say a need for expansion of facilities is it a hundred students what's what's the magic number and of course they're never again they're never equally distributed for kindergartners for first graders for second graders never equally distributed as you know you get the idea that you're going to have 20 in one grade and three in another well I think it's twofold I mean how many more kids could you take long but how many more staff I mean you're going to have to have more staff to take those kids on or you're not going to build them and that comes back to again domino theory of a lot of things that comes back to class size thresholds where do you guys what are you guys comfortable what are they comfortable with what are we comfortable with as a board as administrative group insane okay we are okay with 20 in a classroom 20 hours 22 average 30 30 100.

Central Plains obviously being a concerned patient regarding this dissolution I do add two boys ages two and three who I would want nothing more than to be a central plains oil it's without a doubt in my mind in my opinion that Central Plains gives my kids and other kids the best educational opportunity along with a safe healthy environment and provides them with key exposures to core impactful values that children in rural education systems are so lucky to experience and have the rare ability to root and grow endlessly with the yes vote I believe this threatens and could very likely destroy a school district that has proven year after year to graduate kind dedicated successful students and human beings dissolving a district that consistently develops this type of product year after year would be a travesty to a world in desperate need of these human qualities not to mention Central Plains would dissolve as a thriving District and that thought alone should be extremely scary for Rural Americans I want to say I wouldn't wish this situation upon anybody in our history school closures have already happened between Hollywood Bushton Claflin and other small surrounding areas that ultimately led to the consolidation and formation of central plains this certainly was a tumultuous time for all communities involved so we can sympathize with Wilson in the closure of their Junior and Senior High School unfortunately nothing is guaranteed in a public and Rural education system and has been this way for many many years small communities inevitably get older with without any youth movement to repopulate year after year decline in enrollment occurs graduation graduating graduating classes become smaller and smaller teacher-to-student ratios are not financially feasible to sustain and districts are forced to make difficult cuts to salary or staff the unfortunate outlook for these schools is never if but when an important fact to understand for example back when Claflin Elementary lost over 50 percent of their student enrollment over a 10-year period that building was shut down Wilson High School from 2012 to 2023 has also lost over 50 percent of their student enrollment while other buildings Central Plains Elementary School in Hollywood in Central Plains Junior Senior High in Cloudland have had a steady enrollment or gained students this is for this source for data is from the ksde official enrollment reports Wilson Elementary numbers have demonstrated steady population year after year and thus it should be in the district's best interest to keep this open for years to come if that drink continues fortunately this would leave current communities the heavy school with some chance to flourish and the ability to demonstrate resilience in the communities we know and love a no vote guarantees the opportunity to maintain some Community normalcy without massive fragmentation of students and families at the decision of government mandates and yes vote could decimate communities within USD 112.

flux or uncertain at the time it's been since signed um the guest speaker at the meeting was the state superintendent Tony Sanders Sanders thank you he was really interesting and a fun guest just to the executive committee for the upcoming year um setting the meeting schedule and the dues I believe so we're off for a couple of months and start back in September okay thanks Jenny yeah we don't thing that we really enjoy uh seeing our students uh excelling in uh entrepreneurship and so that is really um very good and hopefully we'll be doing that again next year and uh we're also looking into different ideas for um The Mark McDonald scholarship and how we are going to um uh put that out there and just for a summary of our grants we gave this year we gave 16 grants for thirteen thousand dollars so um you know our teachers received those and our students reap the benefits of that so um please ensure and keep up uh asking for the grants so that we can help more uh teachers so
