question is I would like to see a report every year I do vote on these um items you know have in in my concern or question I would say is even on the San Gabriel Valley and Pomona drug dependency you know I would like to know like how many students are we serving and there's also the one with the um the mou with the five acres you know we've we've been with them for seven years and how how many people are we serving my question is are we using our money wisely because I've always vote for him but I've never seen a report which we've been with them for seven years and and also I mean do we have more have we served more people since the pandemic to have things change you know do we need a more do we need them less um and then also that I'm just I'm sorry I'm just going through all of the the ten point the canine dogs we had them for nine years again how um how many stones have they caught or have they caught any students or what categories do they find on them you know I never had a report concrete to tell me if we're using our money wisely and that that's what I want to see at this time so I I that's what all the ones that I pulled I don't know we have to go through them one by one I'm not sure what you like me to do Dr bull but um it's kind of the same question I just like to see a report uh we do see it comes to us and we do see a test on what you pay to them but it's not telling me what I'm voting for and it was being effective in our district thank you for vice president Mr Ortega are we able because I think now that uh board member Rodriguez Pena has oyster concerns over these items as a group are we able to vote on them as a block or do we need to go one by one in our because of the way our portal is set up correct one by one okay all right so we've had a motion moved second in and discussed item 11.1 call for the vote make a motion second one second yeah I think we we did that part so now we're ready and we had the discussion so now we're ready for a vote 11.2 may have a motion I'm sorry oh wait request the pocket and the motion passes unanimous item passage unanimously 11.2 may have a motion motion to approve second any discussion uh discussion is we have been with them for 16 years and I have never seen a report on them any further discussion no being done we'll call for a vote the item passes unanimously 11.3 may have a motion pleasure to approve second we'll give the the motion made by a board member board Ariana's with a second by board member of Greer any discussion yeah and this this question is you know are we serving more families are we do we have more families in need since the pandemic any further discussion no move second and disgust or 11 point am I in three yes 11.3 we'll call for a vote and the item passes unanimously moving to item 11.4 may have a motion question two approved and discussion we we were with them for seven years and I have not seen everyone report on um how we're serving how we're being served by by um the five acres I keep calling the Green Acres but it's five acres any further discussion vote and the item passes unanimously and finally 11.5 may have a motion motion to approve okay discussion we've been with this K-9 company for nine years and um again I'd like to know are we um and the report or are they catching more kids or you know they come twice a month right and we just we I know we don't know where they go but um is it being effective I mean are we using them wisely and are we spending our money wisely any further discussion thing nine will call for a vote and the item passes unanimously thank you and now we will move to item 12.1 this opens the public hearing for the proposed lcap uh for the district this is an actin item may I have a motion make a public hearing group second okay and um is there discussion before we open the public hearing being none the public hearing is now open or at this time are there any members of the public in person or online who would like to make public comment on this item the proposed lcap the public hearing I'm sorry we have no hands raised on June thank you seeing no members of the public in person or online you participate in the public hearing the public hearing opened at 8 58 pm and is now closed at 9 00 pm moving to item 12.2 Dr Bo oh all right it's either or um it could be a motion and a first to open the public meeting and then there's a vote or it could be you can just open it and then a motion first in a second uh and a vote to close it I will have one more opportunity to do this in tonight's meeting so now if we could uh go back in time 30 seconds and vote on our item for 12.1 please thank you colleagues and the item passes unanimously and now moving to 12.2 presentation of the lcap Miss Garcia Medina good evening uh Dr president Beau board members cabinet and audience I'm very pleased to be here uh this evening with you to review our proposed 2023-2024 local control and accountability plan which we often hear referred to as the lcat plan our lcat plan is a three-year plan that outlines how our district will spend uh supplemental and concentration funds for our school year this plan outlines for us our district goals it also shows how we're measuring progress towards our goals how much funding we have allocated to each of the actions that are within the goals and what services we're providing for our students today it will receive an overview of the proposed out plan that's open for public hearing today as we heard earlier through this presentation we're going to go through the different components within the plan and the document you have a copy of will go through the process of developing this lcat plan as well as the next steps we have in implementing the plan this coming school year so these are the first three sections within the document itself the first section is the budget overview for parents um and this outlines the state funding for our district for 23.24 and it's based on the state's lcf funding formula and it outlines both base funding as well as supplemental and concentration funding that is earmarked for our subgroups are English language Learners are low-income students as well as our foster Youth and our supplemental and concentration funds for the 23-24 school year is 29 million one hundred and twenty one hundred five hundred and forty dollars and that's what we've allocated in expenditures in our 23-24 proposed l-cap plan this document shows the total revenues that Azusa Unified district is received leaving and it's an attachment to today's board agenda item so the public can have access to the actual alcat plan to review we also have a copy of this out plan available in our district office for the public and review if they'd like to take a look at specific actions and services within the plan um the next section is the annual updates which is based on the 22-23 school year we give an annual update uh Midway through the year in January where we report the district's progress of all the metrics that are aligned uh to the lcat bowls and we also report on the expenditures that are aligned to each of those goals and that happens Midway through the year we also sure share this update with our different uh groups like our student advisory Council group with our Pac plus committee with our d-lac committee within the district and then site principles take this meteor update and they share it with their school sites at both a certificated staff meeting a classified staff meeting and at a parent meeting to not only build understanding around the lcap but to also give opportunity to receive input as we draft the coming years out that plan the next section that is highlighted here is the plan summary within the summary you're going to find a description of our district it talks about our schools our demographics it also gives you the successes that we've had for the year and also identify needs within the plan that we've outlined for you for 23.24 of some of our successes include increased academic achievement for our students increase College and Career Readiness which you were able to see some of that highlighted today this evening and also increase language acquisition for our multi-lingual learners some of the needs that we've identified are gaps for our English language Learners in academic achievement and in College and Career Readiness and also in the perception of safety and student engagement so those are areas that the 23 24 proposed lcat plan will support um the next section uh within the lcat plan is the comprehensive support and Improvement section which is based on the every student succeeds act which is also referred to as Essa and you'll notice within the plan that this year it's not applicable for our district previously we did have two School sites that were identified as CSI schools but they have since exited that criteria so they're no longer eligible so that is something to be very happy about that entire section is not applicable for our district the next section outlines engaging educational Partners so what we do as a district to gather input to give parents that opportunity to engage with the lcap and learn about the outcome we do that again through some of our different meetings most specifically our parent advisory Council us meetings that we've held this school year we've had four full day meetings where we interact and engage with the current health app and we give input and take input for the proposed lcat plan for the following year we follow that same process with our student advisory Council Group which there are two members here with us tonight that are part of that group and the collaboration and the input that they give is very valuable and we appreciate that we also share this information again with the mid-year presentations at the school sites and at the public meeting here with the board as well as we shared the presentations with our delac committee the next section within the lcap document is the actual 2324 proposed out plan um and in this section you're going to see a review of each of the alcat bowls which uh are five uh the current goals that we have now uh we're continuing for the coming school year as well as the associated actions that are tied to those goals um and within that you're going to see a section called measuring and Reporting results which gives you our Baseline data and it also gives you year one and year two outcomes as well as our desired outcomes for each of those goals and finally in that section of the lcap we have a goal analysis so we take a look at the 22-23 goal and we analyze four successes and challenges as well as material differences and possible changes to the goal itself um again there are five goals that we're continuing with next school year with a total of 51 actions um or uh looking at all of the goals together okay then the next section uh within the actual outpap document is the increased and improved Services section um in this section um outlines the ltap goals and actions that are specifically tied uh to our foster youth our English Learners and our low-income students and in this section we have to discuss and and analyze how we looked at the needs of our students of these specific subgroups as well as how effective our actions were in the 2223 um plan um you will take a look at this section and it outlines the goals as contributing action goals the final section of the lcap document is the action tables so the action tables takes all of the expenditures and all of the budget that we have outlined for each of the goals and it puts it into action into tables for the public to be able to see uh the funds that are tied to each action and equal when we look um at our app plan we like to think of it as a cycle of continuous Improvement as we are implementing the plan itself we want to continue to measure progress um so you'll see that mid-year update where we look at each of the metrics as well as the end of the year proposed plan that has this the following the end of the year metric outcomes through this process we also want to engage our educational Partners which I've talked about a little bit earlier making sure that we are giving them opportunities to understand the lcap and to give input in terms of budgets actions and services these drafts are shared with the different groups and then we bring it to the Board of Education as the proposed lcap plan for 23 24 school year um this year we're entering the third year of our Alpha plan uh so next year will be a year of implementation and it will also be a year of developing a new three-year lcap plan so we look forward to partnering with our community with our staff and our students to make sure that we're addressing uh the needs of them and also uh to continue to elevate some of the programs that were highlighted this evening our Arts our music our nutrition services that are also supported through our cap plan to through the alcat plan and the lcff funds uh finally uh just highlighting our lcap we do have the five goals that we previously had in 23 and 2022-23 uh the first goal is focused on providing uh engaging learning environments for our students the second is uh ensuring that we're engaging and growing leadership of parents and students the third goal is making sure that we are offering programs and course offerings that promote College and Career Readiness our fourth goal ensures academic achievement for all students and that we're addressing those achievement gaps for our subgroup as well as the needs of our English language Learners making sure that we are increasing our reclassification rate which we've done an amazing job of doing this year um and just improving language acquisition for our students and overall academic achievement and our fifth goal which we are very proud of addresses diversity equity and inclusion and making sure that we continue to support the efforts at our school sites to make sure that we are providing these inclusive environments our metrics are aligned to improve Equity so we uh within our each of our metrics we have to take a look at all the different subgroups just to make sure that the services we're providing are providing are Equitable um we want to build um on our successes so we want to continue to offer these uh College and Career Readiness opportunities we want to make sure that we are providing social emotional Wellness for our students and that we are providing opportunities for student leadership as well as parent leadership and engagement um and finally for diversity equity and inclusion we want to make sure that we are offering uh further training and restorative and in trauma-informed practices to make sure that our staff are well equipped to provide diversity equity and inclusion topics and lessons in their classrooms to support some of the input that we've received from both parents and students this final slide just goes over our next steps uh in the out process itself um today uh in accordance with state law and the directives of the Los Angeles County Superintendent of Schools we have must have a public hearing on the 2023-2024 lcap prior to approval uh on June 20th um the lcap will be up for adoption for the Board of Education um on on the board meeting and then finally on or before June 30th we submit this to L.A County Office of Education for approval it was a lot but I thank you for your attention I'm very proud of the work that we've done as a district in implementing the goals um as we're going through we see and recognize that there are needs and that's what we're continuing next year to support the goals and to make sure that we're doing the best for our students to ensure that they're achieving academically but also that they're well-rounded and supported emotionally at this time if there's any questions or comments I'd be happy to answer I'm gonna be this yes I have a question with regard to the ltap that's being proposed I I know this is our third phase I think it is so um I wanted to ask a question on Dei with respect to the materials and the um the are introduced at the library and maybe what you've incorporated into the classrooms can you just give us an example of that if that's okay yeah of course um it's each School site um recommends for example lists of books that are diversity equity and inclusion titles um and they purchase these books for their classroom libraries they've also purchased them for their school libraries um and that this is a way to just build um reading material that is aligned to these topics um we use recommended lists and award-winning authors as we select these um reading materials for our school sites but each School site has um a say in what types of library books they're adding to their classroom libraries and school libraries and are those available to the parents and to the public if they want to see what what they're providing yes absolutely I know as we purchase library books they're added to our library system so School sites can run reports in terms of books that they have within the different topics and those can be available to parents um you know you can always reach out to school site principles too to get tours of the classrooms towards of the library so you can see the reading material tent and then with the proposed alcat for I guess the following year would you up to buy different books or is that is that every you know every time there's a new proposed out how does that work there's funding tied to that specific action which the action itself is to increase uh Library materials um that are tied to diversity equity and inclusion topics um so sometimes schools might want to increase the number of books uh to have more titles available um they might want to purchase new titles so it's a side-by-side decision absolutely the question I have is um on the community fundings the community Grant can we purchase books with that fund or disrupt only through the lcap funding because I know that the community the fundiness were of each district right I mean excuse me each School will be different requests on the funding and I mean what if they say we want to buy more books or is can they use that one can't wait until I get to come in front of you and talk about Community Schools that's coming um so so I don't I one thing I can say is that the framework for Community Schools is going to happen through these advisory committees at the school site which will be made up of hopefully representative of every stakeholder in that community and so the needs that they bring forth as they do needs and assets assessment of their School site what they feel is a need in their Community I but imagine that books could become a could be a need that gets brought forth but it'll be what comes from that Community advisory committee right that was my question regarding if a parent was it or the committee will say you know we need more books I don't know you know maybe we have three books for classroom I'm not sure but maybe we want 10 books per class maybe we want 50 books in the library and we use that one I think we could and I think another thing we could look at is do we have more books what kind of Partnerships we have um that we could bring in that could help us with that process yeah okay thank you any further comments by the board thank you so much Miss Garcia Medina moving to item 13.1 update of surplus property Mr Ortega uh thank you Dr Beau I just want to give a quick um uh update on our last uh Surplus property committee uh meeting uh committee chairperson Vanessa Jones did a great job again of overseeing and running and facilitating our meeting uh the committee had requested for a plotted uh site map that delineated uh clearly uh which sites were going to remain open and which sites we're going to close and so we provided for that for them and we also included it uh as an attachment uh tonight as noticed by the Board of Education um the facility Improvement cost chart had some costs associated with sites and some work that had already been completed so we took a little bit of a deeper dive um uh Latasha and her team so we shared a revised chart with the committee and we have included that revised chart here as well the committee was also provided with initial feedback from the Board of Education uh in terms of some potential ideas and you know things that came up at the board meeting and the committee had a great conversation and had great questions around uh around that piece and then lastly uh we ended with the first look at a draft committee report um again a lot of great conversation amongst the committee members uh ultimately the committee decided that um they were going to dedicate their next meeting which is on 621 that's next Wednesday at 5 pm uh with the goal to continue and finalize the report uh at that meeting and so we're looking forward to providing an update for you all uh with that as well so is the um the chair going to come and do a report like they did in the past so that's a great question that'll be up to the committee one of the uh tasks that they will have at their very last meeting is to decide how who will be at the board to present the report to the board of education so it could be the chairperson but the group could decide a different a different manner okay comment questions on this item thank you Mr Ortega moving to item 14.1 and it's my last chance to get this right uh public hearing for the 2324 proposed adopted budget it is an action item may have a motion to open the public hearing motion to open the public hearing on 14.1 thank you moved and seconded any discussion okay uh Miss Pineda you're a student preferential vote yes thank you and board members we will vote and the item passes unanimously this public hearing or the budget is opened at 9 24.

which this last year we were at 57.82 so you can see where that 266 comes into play because of the State Board of Education orders that were granted to Adams 14. um some of the impact that it's caused this year's budget to go kind of that's where we're really fighting is the tntp multi-year contract we spend 1.8 million dollars a year so far so we've budgeted 1.8 million dollars there we had a substitute program because we couldn't find teachers or subs or anything else so we spent 2.9 Million Dollars this year and we're projecting hopefully it's going to be less than that um we Implement we're implementing the full day kindergarten and also the academics academies for Lester Arnold and Adams City High School and our middle schools so that's another increase of 2.2 million dollars that we've never had to do before and then mid-year this year we couldn't find teachers then so we had to hire a company to basically do online and they were the teacher and we had to put an aid within that room so it was costing us the company plus an aid to teach our kids online well that's another 495 000 that we spent so a total this this last year and probably in the near future is going to be around 7.4 million dollars that we've never budgeted before so that's some of the kicker and that's some of the hard hard facts that we're just having to deal with right now but we're going to get through it um our general fund revenues are projected to be around 78.3 million dollars for next school year it's broken out into the local revenue and our local revenue is our property taxes these are taxes that are assessed to our community members uh a mill Levy override that we also have within the community and some license plate fees which are uh Esso taxes we call it and finance and then there's some interest in miscellaneous things that make up that that 47.31 number there um our next big item is our state revenue that's our state Equalization and our categoricals or categoricals or our help of funding are 20 percent of special ed which should be more um preschool the new preschool funding that we'll be receiving and uh and transportation and some little minor ones like gifted and talented and we don't get a lot of money there but and then our next one is our federal revenue and that's our impact Aid fees those are fees that because of the Arsenal we can't build and so we can't get any property taxes so the federal government gives us additional Monies to offset what we probably could have received and if there was buildings or housing being developed out there to help us generate taxes but there's not so that's just kind of an Ops offset to help us our total expenditures that 88 million has basically gone down a little bit we're still working on that and that's why it's just a projection right now so don't hold us to this but you can see by program like instructional services for example they're uh 47 percent of our budget which is quite a bit normally it's not that high but we are focusing on our instructional side of the house more than we are on other areas so you can kind of look through their instructional staff as our next highest at 12 percent pupil services at six you can see most of that pie is probably over 50 55 percent of instruction and that's huge for a district our size and I'm proud to say that uh I really support the instructional part and I like seeing this because a lot of schools it's way opposite and you know we've done some changes here in this building that's dropped substantially and uh here in the next day or two we'll actually know exactly how much that dropped so and we'll bring that to you at the next work session and update everybody on that so you could see that how total expenditures are broken out salaries are 61 percent of our budget district-wide and 18 so you're looking at 82 percent of our budget is salary and benefits which is about average for everybody um everything else is pretty much about the same purchase services or were pretty high there but that's in all the contracts that we have to do because we can't get a special ed or nursing or anything like that so that's that's a reason one big reason and another thing is the state mandated board fees that are built in there as well so that's huge so you take seven million away from there it's quite a bit less so that's something we'll focus on um you know with with the way the budget looks now at expenditures we're at 88 it's less than that because it's changed daily so right now we're about a 10 million dollar shortfall so but we'll adjust that and get that down further so in some of the underlying assumptions for the next five years we're hoping the negative factor goes to zero and stays constant um pupil enrollment you know hopefully instead of us losing two to four hundred kids per year we start gaining some students back and that that will I want to see that because I'd love to go to the demographer and say see we showed you we can do this and we can change this whole place around so we're working on it we're getting there and then you know we're already seeing the effects of the stimulus funding um it's going to go away here shortly we've taken everybody that was funded in staff wise out of there and that's kind of adjusted some of our numbers in the general fund so we'll we'll keep updating you on that as we go we do have our retention coming up next school year and we're using a lot of that funding to retain the people that stayed here and give them a little benefit and what's left we'll come back to you guys and say how would you like to maybe there's a million left how would you guys like to spend that million dollars within the how we can do it on within the grant future discussions [Music] um we are going to have to make if it keeps up like this we're going to have to cut and there's no ifs ands or buts about it that's that's our biggest part of the budget so people are going to have to you know hopefully we can get revenue generated again and so we don't have to do that but we have to decrease our expenditures and hopefully once the safe board leaves us alone if I can say that then maybe uh that seven million dollars can offset the cuts that we would have to make our fund balance we'll just look at that you know by policy maybe we look at policy every year and say do we need five maybe we only need four and we use those dollars to help with the instruction and academics of our students and I think that would be money well spent um we're constantly looking at new revenue streams I have to say our federal programs director has written more grants than I can ever imagined and some were getting some we don't you know they're competitive but I got to give them kudos to that department for what they're doing some of the other funds within the district the main fund is their General funding we have a nutrition fund designated purpose Grant fund Student Activity fund Bond Redemption fund certificate of participation fund and capital reserve fund and I'll just go through those real quick within the nutrition service fund it's an Enterprise fund operating providing goods and services to our students from our primarily through user charges and accounts of all Financial operations some of the things we're looking at this year there's the healthy free meals for all we already give that but hopefully within that program The Food Service program is anticipating of generating about 600 000 more in revenue for that fund that would be phenomenal for us so we're really looking into that the Medicaid certification and how they certify kids you know we'll do applications this year but then the following year it'll be a whole census Medicaid SNAP program and we won't have to go through that process anymore um So within in the budget you can see we're about a little over four million dollars in Revenue that we receive um we haven't had to transfer any money thank goodness yet to the Food Service program from the general fund and hopefully with that six hundred thousand dollars more it'll just make it bigger and stronger the designated uh purpose Grant fund that has changed while we're speaking because we are getting our grants in now um when we put the budget together we're about 4 million we are I'm proud to say we're probably about 17 million dollars now in Grants and uh that we'll be using it'll be cares Act with Within These funds for the grant you write the Grant and however you write the grant that's how you spend the money you can't like yes sir I just can't go out and buy a new car or something for the district it's got to be specific and and related to that Grant so we'll keep working on grants and uh increasing that fund as well um so yeah this graph will desperately change the next time we present it'll be in the 17 18 million dollar range and it is all pretty much Federal there's a little bit of State in there but very very little people activity fund this fund is basically used for all Financial transactions within each of the school buildings whether it be a PTO and uh you know activities schools clubs however they raise their money it's not our my I always say that yes we have to take care of it for them but we can't tell them how they're going to spend their money in their activity fund so the kids raise the money or the the staff raises of the money and they decide how they want to spend those dollars and so I love that I don't want nothing to do with it and so I just stay out of it and we have seen within that fund when covet hit there was maybe six hundred dollars raised you know nobody was doing anything now it's starting to rebound back to where it's more like three four hundred thousand dollars that these students are raising for their own benefit for clubs or sports or whatever so yeah that that'll change hopefully in the next year or two as well and uh let's go on to the next one our bond Redemption fund this is the fund that uh we pay our PR principal and interest on property tax from the property taxpayers for the bonds to build the high school to also to any of the other projects that were allocated for those bond funds um so there's there's really no expense to it it's just principle and interest to pay off the bonds and that's it so we're looking about a little over 6.2 million dollars that we uh pay for the bond fund each school year dop fund which I call the certificate of participation fund this fund is a Debt Service fund and it is another you don't raise taxes per se to pay this this is kind of another lease type payment that when you built also you need an additional like four million dollars so you got this cop Bond type thing and it's paid from the general fund and so um we pay the principal and interest each year and it's a little around 488 thousand dollars that we budget and it's about the same amount every year and it won't change until we get it paid off and I think we got I want to say five more years to go I think so we'll we'll get it down and knocked out here shortly capital reserve fund this is for all of our Capital needs in the district we need more than the four million we need like I don't know 127 million dollars to fix up our schools we'll work on that but this is used to do equipment purchases uh uh boilers uh flooring where to use the money for the 5B movement we're having to do playgrounds and furniture for the preschool program that's coming up because we had to revamp some schools um there's parking lots and included audio visual um lease payments because there were some leases out there that we are having to pay off one's going away it's our White Fleet lease and I wish they wouldn't have done that so we won't be looking at that anymore um and then equipment so we got it Chromebooks uh tons of computer stuff there's freezers for some of the schools one freezer went out at one of the schools a repeater some safety issues are involved in this as well we have a repeater that we need to put up at the high school because we can't talk to the high school and we can't even talk in here to ourselves on radios so just things like that you know when they had the tornado warning here a few weeks ago people were running around telling people hey you got to go downstairs you got to go downstairs because there's no way to communicate within the building so we're working on that we'll get that repeater put in and so basically you just see right there we generate maybe a little bit of Revenue locally um we had we sold some certificates of participation stuff and we received some additional dollars it's not a lot but normally it's from the general fund so hopefully in the near future we can get together get with the community get them involved get a bond going maybe even a mill Levy override and and start taking care of our facilities because they're so old we need to do something um our next steps and I'll wrap up here shortly so what we're doing right now is we're updating on a daily basis the proposed budget we'll bring that to you on the 27th for adoption we'll have a work session in a week or right prior to the board session so you guys can really dive deeper into this on especially on the salary side because I want to get deeper into that um and then we'll see what the audit does in November December and then if we have to if it's necessary we'll do an an amended in January of 24.

oh my God on the packet that we received Mr zabala um do we have a clearer copy um but it what it shows is what each district is has been allocated okay we'll go back to the packet that we've received the hard copy and provided with a clear copy I think Ben went to go get it well while they're doing that just to kind of work kind of understand a little bit better so I don't even feel if it's appropriate we should be saying his name but Mr wesch is is paid and represented by jtez for busd a so nothing that we do unless he's opera or Consulting with you on a program we don't pay for anything we're not paying him no it is based on the funding that is allocated um as part of jaded and um I am new edited it is uh something that I need to continue to grow and learn a lot more um I am relying not only with my former with my other superintendents but also directly with the jaded staff um in guiding me um I have made specifically with them to address my needs as a district and they have offered their support and guidance um based on the vision that I want to accomplish for the high school okay that and I guess that's why I was saying that on their part in the agreement what says what we we agree to do what they agreed to do whether or not that is part that is in the unit that they are responsible for the part-time I can get you a lot of information yeah and I guess that that was that would be what I would want clarification on if we can come back around to it absolutely meaning if we approve this agreement as in as in just the program agreement interview intergovernment the intergovernmental agreement with Pima County but I would like to see whatever agreement there is in regards to it how that works with Mr Bush I'll be happy to go buy through it and give you the specific language but your confidence is not in this agreement the thing about him is in here um as much as I could no um this is every District got exactly the same copy of these mou so it is a it isn't um it isn't geared to us as you know it's not personalized this is an agreement that JT is sending to all of the districts uh within Pima to say uh to be able to continue to perform and offer these services this is what they ex they will commit to and what they need uh the districts to commit to okay but I'll do more homework and I'll be happy to bring it back to your attention is there a timeline that you need to get this impact into Jacob in July foreign um because why would it go to their board after suggestions they're once their board approved and go back to their lawyer and they're super into science um suggestion I guess is um can you Reuben do what you need to do and have whatever ready by our Retreat this on the 19th that was going to be my suggestions if you allow me between now and this weekend um I will follow up on your questions and bring Clarity um I understand but I want to again re-emphasize um if we're looking for any specific specific customized language for our district is not going to be there um this is uh the the agency OJ did say this is what we're going to offer to all of the districts um we did have questions as superintendents we did meet um with jaded in um address the percentages until we felt comfortable um and it that delayed the process quite a bit because it it until we negotiated and we all felt comfortable with the percentages that we felt that was going to be Equitable um to bring it to our governing boards um once all of the superintendents felt that that was um comfortable they made the changes they give it to us or we can now present it to our governing boards um in those specific questions that you're asking I need your support let me do some research um and I'll be I'd be happy to bring more clarity between now and the retreat I think that would be you know in time to meet the deadline so that way they could get it approved that their their board meeting um and I guess just being comfortable in what's being approved okay yeah I'll be happy to do that uh so we'll move to table letter C until our meeting but seconded by me Sylvia Hendricks I'll be on you me um glitter D's discussion and possible approval of a field placement agreement with the University of Arizona and the barbecue University interested yes uh president members of the board this is an agreement that is time to renew it it has to be renewed every five years this agreement is to be able to place student teachers within our district it allows and give us the upper hand because uh that's an opportunity for our teachers or prospective teachers not to do the student teachers the student teaching here um and the opportunity for us to also offer them a position if they're um have made um the standard that we want uh in the opportunity for them to fall in love with our schools and our districts um the it's also an agreement that it's a boilerplate language between the university and the districts that are interested in having placement it is exactly the same agreement that was signed five years ago to continue to extend that support with the university in having student teachers in our district if there's no questions I write promotion to approve um I have a question before your emotions the law happens in five years a lot of changes in focus anything changed that we need to make sure I went through it um Gary Orman also went through it we did not find any red flags that we needed to make changes um it is the agreement that we we commit to be able to have certified teachers um for them to be placed to complete the program and complete and all paperwork required by the Master Teachers um and I did not see anything that I should be bringing up uh or send it back to the university to move reject or um modify is there anything or any reason to consult with anyone that we've already had go through the program any suggestions that they might have had that you consider or Consulting with maybe your team over there um I do not consult with my principles uh regarding the agreement that's how I said that you would like me to add I'll be happy to do that as well it just has like different student practices and different things that they're kind of required to do you guys looked at it well these are student teachers right that are working towards student teachers that need to be placed as a certified teacher that are working towards getting certified as teachers and we're one of the schools that are picked to be able to have them come and use our student teaching I think which is obviously you know I agree that they they really um I think getting them out here used to the community um or our culture you know all the stuff that we have through um and I think it's a great Prospect to get more teachers out here also and we definitely see the amount of teachers that go through those programs and coming back and working for the community I think we've even had some of our members that have gone through programs throughout the U of A that have come out to student teach and we actually they stay here Michael oh okay sorry [Laughter] that agreement isn't in place between school districts and universities that we can have them award practice and I see what you're saying about instructors and strategies that change um but I think that would be a different initiative that we work with um you know Maggie Schaefer is the fields I think the application of the Department of Education I work closely with her I always give the suggestion of what types of person they should be offering to our students tonight so I am offering but okay these are some things that you probably should introduce to students to students so that way they are learning those skills before they get awesome thank you that provides a lot more clarity Mr Martinez it gives us a weight certified just Avenues of internships so that they can just flow as you're coming in just posting over our school system so foreign motion to approve of emotion by Miss Kathleen Vance second second famous bye sample masappa letter E's discussion and possible approval of an intergovernment agreement between barbecue and resolution Beyond textbooks Mr Diaz president members of the board one more agreed and yes it was reviewed by legal council last month we did had the opportunity to bring before the governing board a supplemental program that we will be supporting we in will be integrating to support as part of the three-year plan and in providing um Quality lessons for our teachers um and part of adopting that program it also requires an agreement between Beyond textbooks as well as um our district I thought we approved this already did we not approve it to use it but now we have an agreement uh we have to have an agreement to use it current year for the end of the year training and then we're going to approve this one's for next week okay so you did Imagine well there's more decrements motion to approve for that 23 24.

um we haven't really purchased any school Furniture in quite some time and we are a growing District so we do need to apply some sets of desks and shares so we have if you look down at the bottom there we have almost 78 thousand dollars budgeted for for furniture and equipment um we're not looking at buying any Vehicles this year um Tech hardware and supplies we're looking at a budget of 207 399. that's going to be all of our our subscription services that we have and any new computers or infrastructure type equipment as far as it goes what kind of furniture are you guys planning on online right now it's mostly student vests student chairs um there's going to be um maybe a few teacher actual teacher desks there's going to be some teacher tables you know the the Crescent Moon tables that the teacher can drive into some of those that's pretty much where we're looking at we do have some quotes in right now for everything and we're looking at close to sixty thousand dollars and that's without getting the future chairs or anything else like that because we do have some teacher chairs that are some pretty pretty bad shape I don't want to call out any teachers about the fair some of them are held together with decorative duct tape so so from the 70s to moving from buildings and they're getting rid of all of their future might be something I I don't know how many kindergartners will fit into it I'm talking about teams like teachers for Teacher chairs and they get rid of life talk to the help even teach for teachers the deaths if you've got a place where I can get cheaper desks and chairs that is cheaper we have deception we'll load it up clean out his truck what is our interests that we bought wonderful law of us roughly I guess my point I think off the top of my head I want to say is 5.3 I think that's what it is well that's a bit higher but I guess in this day names that's pretty good I mean it's all relative but right it's pretty good I guess it's a good thing way to do it this year over here because remember it was about 860 000 it is a big Direction so it's on the bottom line there that's the remaining balance the 769 80 90.

yeah next week is Lori putting on next week the 20th or is it we have Dr Natalie Lori is no longer doing is our rep but Dr Natalie will be doing the same thing that she had done before it's called starting right it goes back to discussing the roles of the board members about the expectations with superintendent and board are these both ideas uh yes she I believe she is and we did have two dates out there we tried to actually get the 15th I know Bill had some conflicts there but we did try and they came back and said they cannot accommodate the 15th so that's the next state was so I'll have to check my calendar for the 22nd as well okay I may have a conflict okay uh let us know um for that okay thank you okay and then administrative updates I might just oh go ahead oh excuse me okay all right moving right on administrative updates by our superintendent yes we have officially closed off the school year and we are now working uh actively this summer we've got summer school up and running all of our district departments are working to continue to close out the year as well start in preparation for the next year just wanted to bring it to the board's attention the community the district will be closed on Monday to celebrate Juneteenth uh on the 19th so um and then on Tuesday we'll have to be back for our regular board meeting and that is it okay thank you and next up is I need a motion to approve the consent agenda with Personnel changes a couple Personnel will not be on this report so I will ask Dr cogmanis to just take those three names yeah there are three people we'd like to have removed we've got just a couple changes that we have to make and then we'll bring them back next Tuesday and that would be for Cynthia blocker Maura Maura Burke and Robert Moore though so we'd ask those be removed and then we'll make some corrections and then bring them back next Tuesday okay and you can go ahead and just uh what what else are we approving that's Alpha do you want me to read that Mr Brown yes okay under superintendent item one is to approve the regular meeting minutes May 16 2023 item two approve regular meeting closed session minutes of May 16 2023 item three approved press plus issue number 111 on a Personnel report it's item one is to approve personal reports consisting of uh certified staff employment reassignment resignation and intent to retire and educational support staff employment resignation and intent to retire all right do we have a motion out there we don't have a motion do we not yet motion to approve second second I won this dice competition so we had Jamie moved and and secretary Cheryl group I moved second second all right all right um any further discussion if not real conflict on the Press plus issues it looked like most of those were edits in various policies to deal with kind of sexual misconduct for employees or potential employees is that right yes okay and then the only other one I can't I don't have it up here right now but was on um it's about um the library policy and if there if parents have concerns about the books in the library they could bring a kind of agree events or there's a process than to come to the board but it seemed like it was ultimately your decision okay is it is that I guess my question is that something you you want on your shoulders or is that something that the board should decide or you would defer to the board if you're uncomfortable well generally if there was this decision like that I would usually point that to a design need to put a committee together to review okay to the room the materials okay does the Illinois library law that was just signed today impact I heard about that I heard about that um that's a good point and I know I heard heard the same thing that you know either don't have the right to take a book out or censor a book and I don't have to find it about that today yeah I think we should look into that because I know that was the libraries yeah and see how applicable it is I was just talking to the library about that today you know we're not officially a library but a school district I don't know how that applies so but that is but this new Paul the new the changes to the Press plus did provide for parents or the community to file agree if it's a process to come to the board so okay okay great and Madam Secretary are you engaging with the superintendent when it comes to these policies yet she will be for the next round actually I had right here ask Kara about the policies because I know this last round that's where you get your extra pays no it's true because after I saw that I'm like you know we didn't really yeah I'm sorry was it a good turnover yeah we um if we have like a standing meeting time or if we just do it so when whenever it comes up whenever press plus gives them to me I call you and say hey and then I send them to you and then we'd set a meeting to review them okay or you can have zoom calls in a different state and all of that too whatever works [Laughter] good that's great so roll call roll call please Mr sawales hi I'm missing aye rupees and I Mr Gallegos aye Mr Albrecht aye president Brown Mr sawalish aye Miss light stonebris aye Mr Gallegos aye Mr Albrecht aye president Brown aye motion Kerry have any old business out there I don't know if it's old or new but I just brought up before teachers are leaving are we doing exit interviews to find out why because we're losing actually teachers to Dr Hall's District from what I understand those were deep positions correct because we had someone leave a year or two ago and now we've got a couple more that are leaving so I'm just what are we doing here that's different over there we do have exit interviews Miss Trish is in charge of those she has gone out to meet with teachers or to submit the application for them to fill out the survey I have asked for her to put together a document that I will share through the FYI to let you see a trend of for the last five years if there's been an uptick and I also present some common trends of reasons that people are stating for leaving I'll have that out probably in the next week okay any other all business is there any new business I have a couple things maybe one or two I had opportunity to meet in person or VI telephone a representative from all four of the libraries that feed it to our district X lupitone supports a great portion of money Park Forest I talked to representative there Creed I talked to a representative there and I actually sat down for a couple hours with a representative at University Park and it's basically trying to get information that we can use for our young kids from zero in the belly to prior to them coming into our district and it's a it's it's a great deal of information by all four of these libraries all four and I'm gonna try to bring something to the board for Tuesday and try to get board members to a couple with a document that I get from Dr coglinis regarding Early Learning information student Early Learning information for our students so I said I don't want the summer to go by it's nothing but more of a supplement that I'm looking to do to give parents information for their kids to learn and that can better prepare them once they enter here Early Learning Center three years old or kindergarten so more to follow on that but I have really I've been turning these old legs and feet of mine here so again on Monday Tuesday and then next board meeting I'll try to get you something electronically share it with you guys and be soliciting your support in whatever manner you deem necessary to get the information out and I was just so surprised and basically all four of the library Representatives that I talked to said I said all this information is out here they say yeah but it's not getting out it's just not getting out the parents so when you see some of some of the information you say oh my God I didn't know they were doing this couple would again I got a good document from Dr cochliness and her team again tell probably was involved with that our ELC director and for the kids to again have some of our parents have some information to give over to their kids for the summer a lot of good things is happening our libraries is providing for us okay so and Bill remember this day July 8th they having a fun day in Monet with kids so there'll be opportunity July 8th for us to be over to Monet pass out one of these packets then I'm gonna try to put together with Dr coughliniss and her team approval it's July 8th yeah we got a date tomorrow something going on at Crete tomorrow with a speaker it's going to be over there talking about you know kids stories and things of that nature so everything is focusing on kids don't get me wrong I'm not trying to circumvent the process but I'm just trying to do whatever I could do to help out with the process of learning for our kids outside of their normal hours here okay so I need some support I need someone I'm coming at you I'm going to give you a busy you know I know none of you have anything to do over the summer okay so and that is all I have um you did I did that flew best okay I did go and actually I was asked to speak at this pass Saturday and money Creamery historically society that I found though Dr cogmanis is a a member of and I spoke for longer than I expected a couple hours you know you don't get them on the mic and I did but they was very attentive yeah I didn't think I could I didn't think there was that much information out there on June like Juneteenth but it was so that's all I have any other no more new business yeah so I would I I went to a uh a bpec conference uh earlier uh last month I believe and I in one of the sessions they talked about having a family oh if you don't know bpac is bilingual parent uh advisory committer or action committee or something like that I'm not sure of the specifics but it's basically bilingual uh parents um so one of the sessions had to do with uh family Liaisons for the district uh as as it is right now uh our ell uh teachers our bilingual teachers our Spanish teachers they are having to uh translate and advocate for themselves at the same time in the same meeting um whereas uh if you if we would have a family liaison there they could do the Translating and the teacher wouldn't have to do everything uh in in the room uh it it helps with uh the families it's it's a point of contact for the families uh so if if you know families uh mother and father don't speak English they can go to this family liaison to uh ask about things and uh they will send them in the right direction um bpac also has a lot of meetings that that do this already they have uh trainings for parents so we we already have something in place for this but a family liaison is is a district like a full-time position that would do basically everything the district needs as far as translation goes um there are also grants that are available to take the uh the hit or the the salary uh hit for the districts so I don't have all the information right now I'm gonna have to go back and talked to Maria she's the president of bpac and see if I can get a rundown of the session uh and maybe included in an email to you guys so you guys uh see what I'm talking about because the session was a lot better than what I just explained just now so uh you've done a nice job yeah yeah it's it's um I took some photos and of screenshots and stuff like that but it's not it's not nearly as complete a presentation as they had up there so that's just an idea that I was kicking around excellent yeah I'd be wondering what percentage we have that falls into the category of families yes I I'm sure it's not a lot but we do have uh we do have a pretty consistent attendance at our vpac meetings and our events so there are definitely families out there that could use this type of service what what kind of region does bpac cover or is it so the summit that I went to uh there was uh ever all over Illinois uh it was Chicago it was Waukegan it was um all the districts around here uh all the districts of northwest suburbs so so it's not like a Crete Mony chapter no no okay it's regional yeah it's it's big there's there's a lot of people and there's a lot of languages uh so bpac right here for for us would be like Spanish right but uh in other schools it's Arabic it's uh Japanese Polish Russian uh so I was in a meeting with everybody there and everybody had their own uh earphone and they had different channels that you could hear what the presenter was talking about on your specific Channel with that language yeah and there was like 15 of them hmm so sounds like the U.N yeah yeah that's buddy okay well great great information and if we see see the need because again I I actually saw something like that at a conference that one school district had that they had a representative for different languages so but it was multiple but I think Alex is talking more just maybe predominantly one other language mean maybe Spanish yes yes well thank you Alex saying I'm not going to try to that's okay all righty if there's no other new business I would like a motion to adjourn moved moved by Nelson second by Alex all in favor aye aye any Nays motion carry have a good evening everyone thank you for joining okay

um in the end you can you can check check me that next year but we remain sustainable we can run everything we want to run and our Spring Auction our grow school is 80 000 it's 80 percent of our expected income yeah just you can see um our income is our auction we have a few other fundraisers but it's primarily auction and then our expenses our biggest expense is curriculum enrichment per usual followed right up by classroom and teacher support fundraising comes in next and then we have our little stuff that finishes up that pie and Julia cabin made those beautiful pie charts for me thank you Julia um yeah and so we're looking forward to a great year thank you all for having me please keep the lines of communication open if you have anything you want to talk about ever you know how to find me um and just lastly from the from the PTO thank you all for what you do congratulations to our new members our new chair um and we're excited to work with you this year thank you yeah thank you for all you're doing for the PTO and thank you to the BTO you certainly make checkering a special place um does anybody have any questions A1 yes do you know for the teacher gifts on average how much each teacher have has or like if there's any numbers behind like the different variation or variability among teachers and what they receive in the teacher gifts so teacher gifts like grandparent teacher guests but I'm sorry the like the funds for discretionary funds for teachers yeah so discretionary funds they each are allotted 250 and almost all of them take that full amount if they go over so what we do is we request receipts for submission so that's just how our accounting Works we've had some talks of ways that we could streamline giving them the money in the end we do sort of need the receipt you know at transaction um just for our accounting purposes so we'll say like if they go a little bit over they'll still receive just 250 if they go under they'll you know receive up to 250 they can submit more than one time in a year so if they want to use 105 and 150 spring we'll take it twice we try to do whatever we can to help them take the money um so on average I'd say most take the full amount if they submit is my answer very few will do a partial submission but it would be fine and the grants is on top of that they can apply my grandson's house with that so we have a grant period at the beginning of the Fall um usually the month of September so if they want to submit for some of the five thousand dollars they just they write it up and they send it in our vice president handles the reading of the grants and accepting of the grants so no I just wanted to say thank you so much for all you did this year it was amazing to see how the curriculum enrichment program was um reshaped and uh in a way that the budget was also was more efficiently done and also I wanted to complement the PTO on the newsletter format I think the newsletter format was changed and I think it's much better to navigate through it and click on the CE programs that each class had so I think it's these are all exciting changes thank you so I will say that our fearless leader Tinley Gilbert who's an incredible president I mean she truly gave it all and she's as we most of us know an absolute ray of sunshine you know she fussed in and and happiness follows um and so she she did the newsletters and she worked on that I know she did so she will be appreciative of that and then I would have to say that curriculum enrichment really like Randy and Amy working on they did a lot of work and it was primarily over this so I always try to just whenever yeah it's not it's not in the typical time frame you would think of working for on the PTO they do it a lot of off hour so um they're amazing thank you yes thank you have a great night I know [Laughter] okay our next agenda item is the superintendent report great thank you good evening everyone um my update is brief because I'll have an opportunity to update all three committees at once at our 6 30 meeting um I would just like to recognize our Educators and our leaders who um organize several end-of-year activities for our students it seems like when we get to the end of the year on the energy level of students ramps up for kids and down for teachers as we run out of steam so thank you for pulling deep from your your reserves of energy to make all of these activities happen including steam day all of our Field Day activities everything special and unique to Chickering so thank you um graduation I'd like to recognize the 149 students who graduated from Dover Sherburne High School two weeks ago um obviously half of those belong to the Dover Community so congratulations um and they are all they all crossed the stage and many wonderful stories of resilience grit perseverance there of course some who just ran and kept running they don't need us anymore others who said Thank you and others that needed a little help across that stage so lots of great stories for each one of our students um I'd also like to recognize the retirements from Chickering we have Steve Hart our technology director who is retiring and we have Ken wadness our grade five teacher educator for a long time who are both retiring both big losses to the tickering community and have certainly left their mark on many students and the school moving forward that said there is always a silver lining which is that we've been able to hire some new folks so thank you to Dr reinemann Mr Carnes and all the teams of teachers that have sat in with you on interviews and mock lessons fabulous new Educators coming on board full of excitement full of ideas to engage in and enrich the classroom for our students so I think that new blood in that new perspective is going to do wonders for our district so thank you for your hard work there um and that's it for me at this point I'm happy to take any questions or comments I have one question the and maybe I don't know who can answer it the new technology person are we going back to the old model are we staying with the current model I know there were kova got things weird and just wondering what's the plan to ever wants to answer that in the absence of Mr Conklin yeah all that and more so some of the um well the a lot of the support the tech support that Mr Hart was providing um Mr Gaffney will be doing as well uh we're also looking to have Mr gappy doing a much more instruction back in the classroom now that we've got our schedules mapped out we're still big fans of the co-teaching model so if I'm teaching a research project in grade two instead of me being the sole teacher teaching research and navigating websites and databases technology teachers there as well the all-time favorite keyboarding in third grade yeah so those those stamp you know it's old standbys will be there as well and then looking to integrate into more of the wind blocks which you'll hear from the small group awesome thank you anybody else oh hey next we have Dr reinemann with the principal's report all right I'm going to slide over a couple seats because I don't want goalie to fall out of her chair good evening um Jesse Martha welcome excited to have you on board thank you congratulations to a goalie and look at this leadership roles very excited um and thank you to PTO which she's going to put for um the financial support emotional support and food grateful I think they're providing breakfast later this week too so we'll be well fed to dig deep again for resources and through the end um Flag Day tomorrow morning I hope it doesn't rain and then our fifth grade promotion ceremony on Thursday we had our rehearsal today I think we all survived um okay and then on Friday which is a half day for students we have our favorite OB joyful um and if you're not sure what the tune is just go home and think just say Okay joyful and Watch What Happens because hopefully they will burst into songs over and over and over again and you can thank me later um engineer brings a lot of um wrapping up and saying goodbye and a lot of big emotions I wrote about that in the newsletter parent newsletter last week um it also brings in data meetings joy for everyone um and I want to express my thanks to Mr Carnes and um our coaches Priscilla Stefan Lindsay Weiner and Leslie Campbell and all of our grade level teachers who all met with that crew to look at the end of your data so they look at not only academic data but social emotional data and how did our students do and as the year moves along the benchmarks move right you have your beginning of the year middle year ending at your benchmarks and our students came through beautifully we as you would expect had some work to do at the start of the year and make great strides and there's still work to do so um so we're we're proud of the progress of the students have made so was an exciting very deep dive and should you like a deeper dive into it I can I won't be able to fit into the time we have but if you'd like that for the next school for many many we can show you what a dating looks like to get an idea of how that rolls I have our goals in here um for the school Improvement plan thanks to our school advisory Council so thanks to Rob Andrews George profino Jesse Holt Colleen Burt Bob Cox Allison Parker Ali material and Michelle Hoffman we have created two large goals um which are in the packet chicken will continue to refine its multi-tiered system of supports or mtss to ensure that all students have access to differentiate curriculum targeted interventions and evidence-based resources to support their academic social and emotional development within the framework of portrait or graduate so the new piece to this is taking the portrait of the graduate which is the work we started pre-covered and making it come alive at Chickering by grade level at the end of kindergarten what is Portrait of a graduate need I know we all love that post to everything I ever needed to learn I learned in kindergarten which is still in our kindergarten presentation we did also um so there's a lot there um but what does that look like in kindergarten how to be a good friend all those characteristics and so working with our teachers to to go to those pieces of a graduate so um also with that comes the idea of the what I need block and expanding our offerings Beyond tier two support and looking at how can we do some enrichment at grade levels hence the technology teacher and looking to see how we can push in his expertise to supporting students in the classroom in those rotations that we do through the wind walks the second poll before you go on if I could the um enrichment programs is that going beyond what the curriculum currently provides to challenge the kids more yes okay all right and then our second goal is chicken we will continue to Foster School Community freedom from bias and discrimination into as Zach wants me I wish I'd put in both ensure a sense of belonging and Equitable outcomes for all Gerber students through communication curriculum review and policy review uh so a very similar to goal we had before um and the specifics for that are looking at refining Chickering citizens installing Chickering correctly I'm sorry um so the tickering citizens was a grade five program where our students became helpers across the school it was a solid lunch and is ready for a good polish before it comes out again continuing the implementation of teachers College readers Workshop year 305 and continued research and pilot in the math curriculum as well as the SEL curriculums that we were working on and of course the new website is going to save everything [Laughter] so flying through there I think you have to do a vote on that but I'll finish my report and then you can do that piece um the handbook changes are in the packet as well we talked about it last time and you asked for a sample so it's simply there I'm taking lots and lots of words and boiling down to a link so that when you go to read the materials it's more digestible um and then the Personnel we had Step Up day yesterday and even five of our new students coming in joined us as well so new to Chickering folks came and as a second grader you get to go and meet all of the third grade teachers and hear about third grade so we all went through that yesterday and of course the announcements of who's teaching you which classes are in the packet and you heard about our steam Extravaganza it was an excellent first attempt at an all-school steam piece we're meeting tomorrow actually with Randy to debrief the event and look at how we can more fixing and polishing in making the experience richer for all students so there's the flyby and I'm happy to answer your questions and I'm sure there's bones in here that I probably blew right by so apologies you're good okay we'll Circle back to them okay yeah thank you Dr einemann congrats to making it this week I think you're really close does anybody have any questions they would like to ask I have a question about the Chickering citizens program I think it's a great program are you thinking of expanding it Beyond Great fifth grade or you want to keep it to the fifth graders and just add more to that great question uh we're going to keep it with Fifth Grade for right now and add more um ways that they can help across the school okay um some of the options were very popular like helping The Kindergartners get out to the bus and pawing through lost and found not so much so you know so we're looking to do that and make them a little more Equitable you know the jobs were much more time demanding and others so I'm trying to even that out a little bit yeah I'm looking at the sign up and the rotation yeah we did three rotations this year I think we're going to try we're thinking about doing two instead don't get me still Yes okay thank you um and making it that you've got a we did a slideshow we got feedback from the kids who did it this year so that we can introduce it to the fourth graders with this is what it looked like these are something specifically when they sign up all right they're getting into yeah and do they sign up themselves they pick the they do but you have to sign it so it comes home and you have to with them make the commitment to and there's a little yeah a little writing piece making a statement for why you might want to be involved with this that's okay oh yeah well it's an opportunity yeah that's nice that's great yeah thank you sure thank you I have a question um perhaps a newbie question do you uh would you be able to give just a little bit of background about the math um pilot that you're running and if there's any sort of feedback in the three years that you've done it this is you think you're three of five you said so that's I'll read his work so that's Rita's Workshop okay well if there's any feedback on the successes or kind of work in progress um of the math pilot to date sure um we undertook a a great big Buffet this year I think is the best way to say here we sample there we did a little this a little of that and learned um and learned that we need to do a much deeper dive next year um and a much more data driven dive next year so we're looking to bring in full year commitments to a teacher a curriculum um Danny has a whole map this I know I see on this Sunday is it coming up later no not in detail though all right and kindergarten said I want to steal the Thunderman um and so we're looking to pair up across the schools so with grade levels and decide how we can get some good data on what math curriculum will meet the needs of all of our students got it um I'll the spoiler alert there is no curriculum anywhere that meets the needs of all students and it's perfect so everything that we bring in will need something everyday math needed work or we brought it in it came with a bazillion manipulatives that we found after a couple years we didn't need we thought we did beginning so we you know as you go through a curriculum for a couple years it changes up so I want to be very clear there's not gonna be a perfect one but we're going to find something that hopefully meets more students and does a better job of differentiating in a way that's manageable for the classroom teacher right certainly teaching two you know one lesson but when you want to differentiate for those who need support and those who are ready to fly creating materials for that which is what we did in a lot of the everyday math yep is a lot of work and we have great stuff we put together so we're gonna need the next year to really look at what makes sense so this year is for one grade next year this year was all over this year was all over next year it will also be it'll be um I believe one classroom per grade across the school got it six classes total yes engineering and six at Pine Hill and that makes a team of twelve that can then work together for that this this year was only a sampling of a few lessons from those curriculums for a period of time yep thanks that's helpful so thanks anybody else thank you thank you thank you okay Don your favorite part the warrant report so for new member so Warren is actually just the the big batch of invoices that we send to be paid on behalf of the school um and so we uh you have one signer on school committee who signs all the warrants which I don't know who that'll be going forward Liz has been doing it for us but because one person signs we do share with the whole committee um the batches that were sent over and what funds were the expenditures win against so this is just a monthly report you'll see um feel free to always um I always offered a new member sort of like a sit down ABC of finances of school so take me up on that at any time I'm happy to do that I know I did it with Liz I don't know if Jeff and I did it for you but I've done it with a lot of members because there are some financial terms that don't make sense um initially my favorite is always we'll talk about circuit breaker and Angie Johnson who's been a member of Sherburne and the region I always thought we were talking about electrical circuits so I would think that sort of you you just take it for granted that everyone is talking your your lingo um so this is what um the vouchers that or that warrants have been sent over to the town of Dover since your last meeting thank you um does anyone have any questions Okay so hop into the monthly report yes thank you um so when every time you meet I'll provide the most accurate or the most accurate the most timely uh statement of Appropriations for you so today's as of May 31st it's broken out by sort of what we call function codes meaning superintendent businesses on finance for salaries and you get down to expenditures that sort of by sort of department and then the bottom part is our attic District so again for new members the town the Dover school committee actually oversees all students in Dover pre-k through the age of 22 who attend schools outside of our public schools that sits in your budget so even though there might be a high schooler who lives in Dover who goes out of District it's not at the Region's level it sits in your your budget so I I think by understanding that puts perspective on the numbers a little bit more um so that that's just a piece of information on that um I usually run a narrative that just runs for the whole year and on a monthly basis what's in bold is new information but it's nice to sort of have that to be able to refer back so you don't have to look at your old reports the only new information I have this year I'm sorry this month is on expenditures we obviously have closed out our heating oil contract and based on the amount of oil that we used and the more favorable price than we thought we're actually looking at a positive variance in utilities versus the negative that we started out at the beginning of the year so that was great news and one of the highlights of my year and I don't know why is the fuel bid for uh Chickering and that happened a couple weeks ago and we're locked in this year at a rate of two dollars almost like two dollars and fifty cents so that's good news and because of that we didn't top off our oil tank which also gave us some additional savings there was no need to top off on the existing contract where we we're going to be paying a higher price So that obviously gave you some savings as well on the added District We are continuing to see fluctuations both in placements and some new placements at the end of the year is when um some cases that have been going for the negotiation say all year long finally start getting settled so what happens is usually we have to go back and pay for the full year I'm anticipating one or two or more of those to bring to you in September but we are looking at a little bit of an increase I think it was 270 000 and our last meeting is now up to 310 and we will continue to my guess is see that go a little higher when I report out to you in September but keep in mind that you have the circuit breaker so it's it's reimbursement that we get from the state on our out of District expenses from the prior year the town of Dover acts like that we are not getting that so we budget 100 assuming we're not going to get any reimbursement so that reimbursement is sort of our safety net for where we when we run deficits so at the bottom of your statement you'll see that we're going to be receiving like 1.1 million dollars in circuit breaker so that helps to offset your almost 400 000 negative variance um and so that's a luxury sort of that we have here in Dover that it's sort of um makes it a little less stressful for us to worry about where we're going to come up with that funding so don just to make sure I understand it that means that we carry down our budget for a year but then it gets reimbursed by the state the following year exactly for whatever week based on our expenditures at a formula that we you know at some point in time we'll we'll go over but yeah thank you and so the increased expenses that we're seeing in placements this year will actually see the reimbursement for that next year so sometimes you're going to have a you're going to have sort of a a larger circuit breaker so say you have a large placement graduated out you're getting reimbursed for that in the next year so all of a sudden you have a little bit of a surplus more than you than you thought so um that's sort of how that equation Works um and then uh just looking at fiscal year 24 I've given you some updates we continue to look at um enrollment so I know we were going back and forth about where we were going to be with kindergarten because the number was a little low for four sections however where we are now and knowing that we have been having additional registration inquiries we have told the school to go ahead and have four kindergarten classes and so then that final position has been posted and So based on this we will have the budgeted four sections in kindergarten all of all of our other grades as of June 9th are falling within the budget projections that we anticipated so but we will still continue to look at that but where in a good position to still have room for growth in a lot of sections without exceeding your guidelines is 17 to 22.

I myself probably would have just put it on the grant above that that's the magnet that's the money we get from the state of Connecticut uh for the magnet school so much per pupil as long as we keep the right uh variance but what you'll see there is if you take those two together we have a deficit of a couple hundred thousand um now if you remember when we put the school board budget together for the first time we put a subsidy in the board's budget a balance this uh Grant what's what's happened is our uh our expenses have risen faster in the enrollment that we're getting from uh other cities and towns at least they did this year and last year we we attributed towards the to the pandemic uh particularly when we were closed in the fall of uh 2021 or 2020 other towns were open and we lost some students who would otherwise have come to us we're starting to get that back it's going to take a little while in the meantime we have to balance that Grant so those are the those are the ones with the negatives there's a there's one on the third page John and that's the leap yes that's a reimbursement Grant I think we've uh put in for that I'll check the um I know a lot of that spending uh came this spring and um you the way that the state uh replenishes what you spent so we were talking today as a matter of fact in um Kelly trutches uh warned us that there would be no money left in that next year if we had I think we were talking about using it for something else so I think that's spoken for but I'll check okay thank you um and then I just want to go back to something that you had mentioned before oh shoot uh I apologize I've lost my place so let's continue I'm sure it'll come back and I'll interrupt you thanks John hey John um that Grant um on the third page saved the music I see that is there's still money is that money all going to be used that um I'm not entirely familiar with that Grant but that is not a state of Connecticut Grant sometimes uh we'll put into the grant fund um grants from uh private sources like the bar Foundation is in there because we want to account for it separately keep a separate record uh just like this so um um that that balance was uh perpetuate or continue uh until we use it up or whatever instructions the the donor has given us but right so it doesn't necessarily have to be spent down by June 30th Jesse correct okay so it's something that could be rolled into next year right and we'll be yes it will be okay thank you that actually uh jogged my memory about the the question I had John which is um of the the grants that you've spoken about that were uh 24-month grants um can you uh are all the grants that are listed are all those at the end of their 24-month cycle or we still some of them no they're they're both and um often uh if a grant is in its second year or a month what I call months 13 through 24.

are there any members of the public in person or online that wish to make comment for this item no one in person and Lika is there anyone online we have no hands raised on June thank you do I need to we need to vote to close the public hearing or just open it that's a preference if you'd like to but you don't have to you can just close it yourself all right uh seeing no members of the public participating in this item the public hearing is now closed at 9 24 pm moving to item 14.2 an info item uh Mr Mall ory to share my screen oh so good evening went to Dr Bowen on Board of Education members of cabinet tonight I would present to you the proposed 2324 adopt a budget a budget for Azusa Unified School District now before I begin I would like to thank um the director of fiscal Services Michelle Norris and her team for collaboration in their hard work and their efforts to bring this together as well as the supporting departments and services nutrition services at MLT um to get all our budgets in on time so um presenting the um budget is a responsibility assigned to us through Ed code for 2127 as well as at code 52062 where we present the um uh proposed adopt the Budget prior to adopting it on the next subsequent meeting which will be on June 20th here are budget assumptions we received all our information from school Services California as well as Governor Newson um the lcff proposed Cola increase is 8.22 we also have a flat rate of calstrs that will not increase for the upcoming fiscal year but calstrs is projected to increase to 26.28 our unrestricted Ada and proposed Ada for lottery will remain flat and we will have a slight increase for a mandated block um contribution that we received for the mandates on us from the state here the slide shows our projected enrollment as well as our Ada we continue to show a decline in our project and enrollment but I like to emphasize that our decline is not because we have students exiting our district but is that our graduating class is greater than our incoming TK and Kinder classroom we also are projecting in our adopted budget to have the Ada of 90 percent our goal is to have that increase but because we realize that 90 Ada Factor this year we wanted to be conservative for our budgeting factors for this upcoming year now we're going to discuss our revenues so here this is our how we get our per Ada allocation which is our lcff dollars um it comes in three different buckets we have our base grant our grade span and we have our supplement on concentration our projected lcff dollars from the state of California is a hundred and five million dollars and this slide gives us a more of a depiction of how it comes into our buckets so we have our base Grant which is based on our average 88 then we also have our supplement on concentration which is funded off of our actual Ada and then we have our add-ons which is our transportation add-on as well as our TK add-on here's our unrestricted Revenue so 97 of our unrestricted dollars come from the state in California through our lcff dollars then we have 1.2 million that comes from the state of California for other sources as well as 1.5 million in local sources and this is our total um projected Revenue including unrestricted and restricted comparing to what we received predicted to receive and close out this year so we have a projected increase our revenue of 4.1 million and that's attributed to our Cola as well as some one-time funds that were projected to spend for this upcoming fiscal year now moving to our expenditures so here's to give us a pie graph of our unrestricted expenditures 83 of our dollars are spent on our people to our employees with 32 percent coming up with our certificated staff 22 I'm going towards employee benefits as well as 15 is going towards our classified staff now put in that pie chart into Dollars looking at both unrestricted and restricted our expenditures are projected to be 167 million dollars that is a projected increase of 18.6 million of the current year um but that is because we're we always for adopt the budget have to project all of our one-time dollars but then when we present our first interim and second interim those will be modified based on our actual planned expenditures for the year that will materialize before June 30th of 2024.

and that is as long as it's been so if there's any questions I would be happy to answer tonight or you can email or reach out to Dr Lauria and we can answer them and get you more information if you need so board members questions comments um you know I can't move on without saying something I do want to thank you for splitting up such a large project into pieces like this I think at um seeing the graphs hearing you explain what each part is in relation to really helps with our public transparency but also us as individuals to understand what's going on in the budget um and I I think digging into it in increments like is something that I could see us implementing a process like this for future years because I think it would be really helpful because it's just so much to do all at once so thank you [Music] um I think I'll save a lot of my questions for when we dig into things because I know this is changing um I think one of the questions I I did just want to um have you address was when we're talking about our continuously uh decreasing enrollment we're still using that five-year average correct but there are other things that we have to report the exact per year yeah we have to show exact The Five-Year average is still going on but unfortunately one of our big numbers one of our 600 student numbers goes away okay and so now it's going to be focusing it's more good instead of us getting more money it's going to be less and less and less and so we really got to strive and try and focus on generating more more students to attend awesome and then I think um with Doc we did Implement a lot of um we're trying to get funding wherever we can so I know we um did a great push with the free and reduced lunch feeling getting um the forms filled out and making sure our family unders families understand the importance of getting that information one thing uh for this coming Year's budget CDE is saying oh you guys are only going to get about 3 500 kids well last year we had like 4 800 it was like almost 90 percent so I was like okay CDE what do you think is going on we're still going to go out and and Hammer the streets and and get these orgs brought back in so I wanna I don't want to throw it in their face but I do I I think we as a community can go out there and get those forms again that'll increase some additional funding as well for us it's educating our community and getting them involved um I did think of one last question because I'm on the same side um with regard to our um relief funding are we pretty well spent we didn't have to give any of that we're not going to give any back that that's why I said once we get done with the retention bonuses and stuff we're giving whatever's left we're going to come to you and say we got 500 000 left or we're down to twenty dollars how do you want to spend it we're going to spend it we're not going to give it back to the feds awesome I think it would be really helpful um to show what we've spent that money on because I know I commend you guys for spending all that we we had and then it built us up with all these supports and now we have to figure out how to continue what we can yeah all right that's all the questions I have so far thank you well thank you have a good night me too thank you influence that sorry all right next on our agenda is approval of consent items 6.1 through 6.6 may have a motion to approve the consent agenda items motion to approve okay thank you Ramona roll call please Mr Amador hi this is Estrada Ms Lovato here's I here's Molina I is Zubia she's also excused uh that passes unanimously um just to review um we did approved Personnel actions um we also approved purchasing two boilers for 7133 East 73rd Avenue we also approved monitoring reports um we did hear about those during our last study session um and I encourage the public they are under public content if you want to read more and learn more um they are there for your viewing um all right next on the agenda is uh business item 7.1 the approval of the 20 23 24 student calendar with a delayed start every Thursday um this delayed start will allow educational staff time to review student data qualitative and quantitative and plan lessons that meet individual student need in addition a late start will allow educational staff the opportunity to receive professional development complete student analysis engage in professional learning communities practice their lesson delivery and receive feedback from colleagues thus providing a positive impact on student achievements may I have a motion to approve the 2023-24 student calendar with a delayed start every Thursday a motion to approve any discussion no I think it's going to be great for him thank you um Dr Lauria did you want to add anything to that um yes Madam president members of the board and community members this is in response also on the feedback that we receive from teachers from administrators working with our partner we were using Esser funds to actually purchase additional planning time for teachers they will have double but as we know as a funds are going away and but we saw Great Value um in great feedback herd great feedback on that extra opportunity to plan so one of the things that we were not able to to achieve last year was to uh even with this additional planning time for um for teachers to have a common time for special education teachers clde teachers and homeroomteachers come together to look at data from the three lenses all at once so this will provide that extra opportunity for for our teachers to support our students so we are we're excited we worked with our as I said our teachers are our unions labor principles to really come with a uh with a schedule that will allow that Weekly planning for teachers the goal is every Thursday we're going to dive deep and teachers will dive deep into planning for not only the week after but also but two weeks down the road so we're going to be providing time for our principals to to be well prepared before um they they have their students so um there's going to be opportunities for uh some learning of alike groups as well from different schools to visit each other's schools to model lessons it's going to be phenomenal we're very excited both labor administrators and Leadership we're excited about this and we're going to be monitoring the um you know the growth that we're having or our teachers who are going to be monitoring the impact that this blog is having on our students so we'll adjust accordingly um I do have a logistical question how this is for all grades correct are we providing um before or I guess care um for like our elementary students for those hours prior yeah yeah okay I'm sorry yes Mom I'm sorry go ahead no that's okay I was excited to tell you you know what I meant yeah yes so this is going to be a regular um we selected two hours because our communities used to having one or two hour delays based on weather and it's just easier to say instead of seven o'clock it's going to be nine o'clock that figuring out 90 minutes uh so it's going to be like a normal uh two-hour delay for weather on Thursdays buses will go home two hours late but we will have opportunities at the at the schools to have um care for students for families who um who need that and it's going to be for everybody we are and I'm going to put it out there because this is a discussion that we are having with principals we're looking at research um working with our partners to re-examine early in the fall the start time for secondary students based on research and the evidence that additional hours of sleep for our high school students is going to be highly or is highly beneficial for them so we're going to be looking at at that early in the fall so that we can start communicating as soon as possible but um I just wanted to put that out there because there may need to be a adjustments for secondary next year thank you I just want to thank staff and our calendar committee I think was involved all of it in all of this work um to me I think the continuous learning and continuously improving the way we support our students is something that we'll we'll see the benefits of really quickly I think all right um we have a motion and a second Ramona can you conduct roll call please Mr Amador aye Ms Estrada Ms Lovato aye Ms Molina aye Ms Zubia it passes three to zero with directors Estrada and Zubia excused next on the agenda is 7.2 approval of contract with footsteps to Brilliance um Dr Lydia did you have any background information you wanted to provide on this [Music] um the only thing that I can add aside of the updates or what I mentioned during the update is that we are looking at if you um you know depending your approval looking at engaging with with the board with our administrators Community to start um launching this program uh it's a program um that will bring the Innovation piece not only to our schools but also as a city and how we work together with our partners with a sponsors with individuals who are interested in what is going on in Colorado out of state individuals that actually are philanthropists that have never supported schools in Colorado interested in this so we are excited about about the opportunities there's going to be a campaign a media campaign that will go out training for teachers we actually have started training for our Pre-K teachers who are using some of the programs so the the teachers piloted at the early grades Pre-K specifically piloted this program to see how we would work for a community how the books that were in Spanish were engaging families and the feedback was was phenomenal so we are excited to to continue moving um this especially in particularly excited about the parent uh training component of it because it's gonna it's gonna support our families and Empower families to continue supporting their students as well that's awesome thank you I know um we did make a joint presentation with them to city council I think this is a great uh opportunity for our students um quick question I know we're focusing right now on Adams 14 are we going to consider expanding in partnership with 27j or kind of include them in another way or are we starting here and then we'll figure out yes we're going to start here Madam president members of the board we're going to start here in Adams 14 but to be quite Frank um I think this has the potential not only to expand to our neighbors um but to um you know other districts outside of Adams County I think the research is very clear on the disadvantage that uh impacted communities have by the time the students start Pre-K there's already a gap in in the vocabulary in the comprehension and this having the component not only of training parents but also supporting students that are you know newborns even families that are about to have their babies and understanding that they can even read aloud to the kids or put the program to read to their babies as uh you know unborn babies it's it's going to be huge for our community so um the answer is yes we're going to start here with the hopes that we're going to expand even Beyond us because I think it's the right thing to do for for young babies birth through five yeah yeah and thank you for securing um the generous donation to get this started and I I know it's one of our huge goals is literacy within our district and this is um not only going to improve that it's going to do it in both Spanish and English and I think they had a few other languages that were involved in there but we had a demo on it if you guys have a chance to see it is um recorded on the December 5th of last year uh city council meeting where they demoed the games and the programs and it's it's just very robust and and very um exciting for our community yes and I want to take an opportunity Madam president to thank our um out of the 14 Foundation they have been working with us and securing these funds and the majority of the of the program is covered by um by our phenomenal donor and so thank you the foundation they've always been there for us and this is just one more example that they're here for our students wonderful thank you any further discussion or questions board members all right um may I have a motion to approve the contract with footsteps to Brilliance a motion to approve my broker please hi Mrs strata Ms Lovato aye Ms Molina hi is Zubia great again with the director's Estrada and Zubia excused that passes unanimously next on the agenda is our last business item the level for grievance consideration board members may I have a motion okay motion um I will continue then oh would you like that okay I moved to deny the level four grievance uh may I have a second oh second thank you uh Ramona roll call please Mr Amador hi Ms Estrada Ms Lovato aye Ms Molina [Music] thank you again with uh directors Estrada and Zubia excuse that passes unanimously uh next on the agenda is 8.1 Board of Education new business discussion um colleagues as you know we had a retreat on June 1st thank you all for taking the time to come in we discussed the pro the possibility of creating a new board goal focused on equity um in addition we talked about updating policy gp4e board self-assessment to include an equity evaluation and we also discussed changing the timing of the board evaluation has anyone thought any more about this or do you have any suggestions on how we move that work forward I'll start I have been undergoing a lot of training with school board partners and um in a previous life I also worked on um equity for teachers and students it was an initiative that was um the Adams 14 staff and board members participated in um through CDE and cea and so I think we have some examples that are local here in Colorado and around education Equity policies um and I would be happy to bring those forward and maybe we we talk about uh having them for first consideration during the next meeting we can review that work I also wanted to update the the larger Community we did talk about our board self-assessments and I think originally we we adopted a lot what was uh what we learned as a board through the policy governance training has be offered and we just felt that after every meeting assessing ourselves was a bit much so we did move it to be quarterly and more aligned to the other monitoring reports that we're doing so we'll bring that forward to make some changes to that a little bit uh down the road as well for me I think um that's all that I had around new business did anybody else have any anything they wanted to bring forward to talk about I think for me because of the Strategic plan that we're looking at and looking at the financials that Doug has provided with us I think we should reach out and see if we could find someone who can work with us to help us design something going forward so that we can propose something for the two middle schools to combine I know it's something we've been talking about and I think you know I think if we had a little bit of worked with someone that would can help us reach out to the community as well for some feedback on understanding why we're trying to merge the two middle schools and how to you know get some stuff that we need for our schools like he said we know 127 million dollars if to do any kind of upgrades or remodels to somehow sit down and work with the company that maybe can reach out to our community too to find out some of the other stuff um I know we've I've talked to a couple companies when we were at casby at the casby conference just to kind of put something together so that we can I mean there's not anything saying that we're not going to ask for something to build a new Middle School so we're going to need that support for the community and I think if we work with someone that can help us get that support as well so that they understand what we're trying to do when we're doing that especially with the declining and rolling numbers I think I had and know there's a couple companies we can reach out to you to try and get that moving forward especially if we know that's in the future because we've already voted that we want to do that here within the next couple years I completely agree with with you I think giving given the um forecasts that we just received and we have been talking about I think it's eminent that we're going to have to go out and seek money and I think we need to seek help in how to do that um because if I remember correctly I think with the approval to build the new Adam City High School um it barely passed it was like 52 I think or 53 and that took a lot of coordination and work from our students um and and so I think we need to start that work now yeah anytime do we need to put a motion or I think we're we're good discussing that okay okay wonderful great idea can I just of course yes uh congratulations to the Denver Nuggets yes 47 years we made history yes well director Molina I think that too yeah no that's a great thing um we're not taking action on it but that's awesome yes next on the agenda is 8.2 Board of Education committee reports um does anyone have any committee reports I don't think we were meeting because it's it's summer summer time yeah right no I have my meeting tomorrow so okay bye for the next uh meeting I can update okay awesome uh since director Zubia is not here she did ask that I share her information so I would like to go ahead and do that um Commerce City rotary is hosting their annual fundraisers they are selling peaches and pears so if you'd like to purchase them please get in contact with director Zubia uh they also have a golf tournament coming up on July 28th both of these fundraisers helped fund the Heart and souls Christmas shoe program which is an amazing program um I think um board members if you check your updates uh Ramona asked if we would like to participate in the golf tournament so please let her know I haven't played golf for a very long time but I might be up for it um the other committee reports um I have been we had a Commerce City urban renewal Authority meeting last night um we also had city council which is happening every week a lot of updates with that so I I would um the city council has done a great job of creating videos that kind of summarize the actions taken and I encourage everyone to go there I will do a better job of trying to prepare for those but it's a bit hard when we have them the night before a schoolwork meeting so um I will do better about updating on that um with nothing further next on the agenda is 8.3 other Communications from the board if you all have any I know we have a ice cream social for registration on the 15th yeah is that correct that is correct that will be the third one at the third registration um this month uh so we're working um diligently to ensuring that our families have access to you know easy registration and that has resulted in a lot of the Pre-K students that we have so the one on June 10th was highly successful so we're looking forward to having a lot of ice cream for June 15th for families to come in and learn the things that we're doing and register their students yeah yeah great event um I have a few sorry everyone almost done um I wanted to add a quick note that we are attending the school board Partners our Collective power events um I'm proud to say that we all received scholarships so it's not costing a penny to our our district and our taxpayers um but I wanted to um just provide an update this is a national annual conference that is designed to be a learning community of practice for board members so we'll have the opportunity to meet with board members from all over the nation um I wanted to thank School Board partners for providing me scholarships and then I also wanted to thank my fellow board members um for your dedication and commitment to continuous Improvement and learning I think um I've said it before a number of times but we we just have such a an amazing and strong collaborative board and I'm just so appreciative that you're always willing to travel put in time and and continue bettering ourselves so thank you all um I also wanted to announce that uh vice president Janet Estrada and I were selected to present at the Colorado Alice events uh this October which is the association of Latino administrators and superintendents so that's the national one not the Colorado oh yes because that's in San Antonio that's the national yes you are right um so we'll be going out there in October thank you for that another National putting Adams 14 on the map yes yes um and then on to putting us on the map for uh other reasons um I did want to provide an update um and a kind of uh Turn to You Mr salazars for um sharing but we in my opinion have a historic event happening next Tuesday uh the state of Colorado's Supreme Court has agreed to hear um about our our challenge to the state board and everything that's been happening primarily their order to reorganize the community so um I think it would be great if we show up um and I I would love if we could ask staff to um I don't know that a press release is necessary but just get the information out of when and where this is happening because um this is historic um regardless of the outcome um the other thing I wanted to bring up was uh it wasn't publicized a lot but we continue to be um on the state board's um Target I don't know another word to say a Hit List they did um it was a close vote but they did remove our exclusive Charter Authority um to me I think um it's really changed how objectively or taken away my objectivity of charter schools because as we talk about our declining enrollments um and and a lot of the talk is around us losing enrollments we're really not losing a lot of enrollments externally and compared to students that choice n the largest portion of that is to charter schools that are here and I find it very um I I just I've it's it's privatization at its finest that a small School District like ours is being targeted because it basically opened it right up um we did deny one charter school application that decision was upheld by the state but removing our Charter Authority basically allowed them to circumvent the system and go directly to the Charter School institutes and the same goes for you prep so if you see Communications I just urge you all to get involved uh know that um we're fighting the legal battle elsewhere and apologies in advance that we're not um communicating as much as I wish we could but some of it is purposeful you know yeah all that um that Kamala vice president Kamala Harris will be here on Friday and I was invited to be part I also am part of the environmental justice Roundtable or with the governor and uh environmental racism and environmental Injustice in Commerce City is on the table that environmental racism is in the classrooms um so I just want to add that so if you have a message for the vice president let me know before Friday I got something to say all right that's awesome um and lastly I did want to catch everyone up as best as I can on the reorganization committee work we did meet to review the first draft of a report that we would like to submit to the commissioner of Education um we are meeting again next week to be scheduled um so we will continuously keep you up to date on the actions of that committee all right any other Communications board all right uh this concludes our agenda for the evening uh thank you board members staff audience for your time this evening we're almost to the end of the year we'll meet again in June maybe a couple more times for some study sessions and a special meeting May I have a motion to adjourn a motion to adjourn good thank you Ramona roll call please Mr Amador aye Ms Estrada Miss Lovato aye Ms Molina I miss Zubia awesome thank you we are joined thank you everyone

no I was gonna go ahead and make motion by Mrs Kathleen vanzekiel by me Sylvia Hendricks on a supple ment I Mustafa masappa laughs letter F is discussion and possible approval of the 2023-2024 professional staff and support staff supplement schedule supplemental schedule Mr Diaz and thank you for president members of the boy at this point I want to ask Miss me to please come forward uh to make this recommendation thank you good evening governing board Mr Diaz every year the district approves supplemental schedules and it is part of our district policy so that it it makes it a little bit more um simpler when we these are supplementals that are continuous throughout the year and it keeps us from having to keep going back to the board and approving pars after pars after par so it sets the um the supplementals in place and so the only thing that we do is make sure that the funds are available so every year the finance team does review our supplementals that we have and um this year we did they did look through it and they did approve the supplemental pays that would be like the uh our brake work so instead of having to every break approving it is stated on the supplemental end so they just provide us a scope of work so it just uh is a little bit more um easier to get our supplemental approved so are you all you do it's kind of like our schedules and our athletic uh schedules activities for coaches and stuff it's more or less follows the same uh the same format there's um on the file there's tabs for fy24 update in 20 2021 original yeah we we just kind of keep us kind of a running record for just purposes where we come back where we first started and it just kind of we I try to keep those as just the record that this is where it came from and if there's any changes then I can go back and and look at those changes so every year I just leave them as historical type um tabs to uh give us a point where we approved that stipend s what's the CTE director Mr West when he was uh an employee of the district was given a CTE director stipend that as he took on the duties of that so right now we don't have somebody in that position but we just continue to hopefully one day when we have somebody that's more knowledgeable and can take on that responsibility it's just continuing like like I said historical so we have something in place that shows it's was approved that one time and we had that available if if it the need comes to having somebody in that taking that role on if there aren't any questions more or more questions I'll go ahead and make the motion to approve second motion by Miss Sylvia Henry accepted by Miss Captain Vance able hi Mustafa thank you miss me oh I jumped ahead um liturgy discussion of possible coup of the barbecue barbecue Unified School District proposed facility use fees Senora Diaz president buendia members of the board the district wants to continue to offer our facilities and continue to provide the service to our members of the community um in the next couple of years as we continue also by Amazon budget um based on the observations of this year the last couple of years we were allocating in waving some waving some other fees but um as we move forward we needed to start looking um also that we cannot provide um give to public funds um when we provide the facilities we also need to provide when they need technical support uh when they need equipment when they need custodians when they need anything else it's something that is costing also the district we want to be able to be transparent if we want to be able to have something in place so when members of the community they also want to use our our facilities we can provide a menu of all the items that we have available um and also how much more or less it costs whether they want to provided through a different venue or whether they want to use the district um we bring in before you a memo for your consideration and we recommend we are recommending the Bible Community School District board to approve the proposed facility uses as presented um or it'll give us some Direction so the currently I'm offer making a buck but I think as guests of the nation just just in just in the thought process of looking at it from the from the perspective of the community and anyone who wishes to utilize said facilities are we penalizing or putting these types of things in their in way of things that could actually be good for the community as opposed to just making a buck for the district respectfully just throwing it out there no it's again one of them is we cannot um we we need to be careful in our giving give to public funds um this year there will be instances when there were events uh we had to approve over time so our custodians can address the needs for those events so the tech support has the also um be present to provide the service we want to be able to be of support but uh at the same time there's there's laws that are preventing us uh there will be opportunities in which can or might be waived under the discretion but at the same time it it's um as we continue to move forward in the amount of events that we make continue to plan I want to be able to at least have some direction and into provide what is a procedure in place and also that we're not providing free of give free gifts of public funds where we had to authorize um custodians or staff to be able to be present I don't want to say it leaves a lot to interpretation but when you talk about gifts of public funds I think interpretation of that for instance if I have an event on a Saturday that I need to be able to make sure that I have somebody to open the building and if they need technical support and I need to be able to provide overtime for my staff to be present and also to be able to provide custodians to be able to clean the facility before and after and if something happens we still have to replace it and if there are any supplies that will be used for that event such as toiletries such as cleaning supplies over time that's something that it's it I wanted to bring to your attention that it needs to be determined how we're going to protect uh both um not only the district funding but also we want to be able to continue to provide that service to our community we want our facilities to be used but we also um as we're trying to be financially responsible the next couple of years I want to be able to have a tool that I can work with my partners in the community I just I'm just already hearing all the things are going to be said um to us about fees and why does the school charging when they're here on our land and all of these good things and I understand what you're talking about about but I don't know if we've ever said well you're going to get overtime for doing that in whether or not that's whether or not that's something we would even continue to offer in lieu of these I mean I I will feel like as a member of the community or as a member of the district per se I don't know I just kind of feel like it wouldn't wouldn't it be I guess we've again walked into a lot of the instances where we had a lot of funding we could throw a lot of money at whatever we wanted to now do we need to or what is that process for an individual to have it waived and be more responsible for all of those things that you're talking about cleaning if I asked to use the wreck right now I'm responsible for cleaning picking up and making sure everything's okay before I leave it's not this not the Rex responsibility to do that um where they were providing tables chairs and all those good things as long as they open the door we're bringing all of that stuff in ourselves and removing it and making sure that it's as it was left you came in and you leave it as it is um I don't know I just I just think about those and that brings a point for example if the community members that are willing or are looking to rent our facilities [Music] um they will have that opportunity to lower the cost if they provide that level of support we will bring the tables we'll clean the facilities that would also help us on our end but I I right now don't have an instrument that can help me make those decisions as in policy um I'm sure there's a facility to use policy so everybody and I think that's in the policy yeah he doesn't want to do that he wants to charge everybody yeah because he has to pay overtime and pay people to come in and pay people to work and pay people to do it that's what he said I don't have an instrument to do that so you mean um that is correct it I don't have a way to gauge feasts um based on what we have I can I say something I think that you know because in the past we've had this and like always um approved it um and for this past year how many how many entities other than the school did actually use the facilities but if in case they did it was there um and I see the non-profit and the profit amounts and stuff and so like for somebody that comes in that is for profit um then yeah those those what what you mentioned about the overtime about making sure the setup and everybody is paid for um their time because it is that whoever it is is going to be making profit and and so I see I see a benefit in this being approved so that way they can and maybe use it as a possibility but also um as a community member who might be wanting like Johnson O'Malley Johnson O'Malley has always helped the school um with everything that they've been doing and have had maybe one year they want to do a movie for the kids then that's different it's not though I I would expect that those fees wouldn't be charged and it would be you know because of that communication or a commitment to the community and stuff like that so um I don't I don't have any problem in approving this because it is in the policy and we do need to have it um and I'm I'm really trust your judgment and those things that um with the with the year goals and and the commitment and the community and all of that so if there is no other questions I'd like to motion to approve you know I was just wondering if those fees that you're talking about in paying overtime and whatnot is that part of those fees that are that are listed on the I mean it's it's instilled into those feeds right that is correct I have consulted with a few of my departments um to determine what is reasonable so that we um we show that we are not um being impacted by giving fun free yeah and and I agree with Kathy that you know we do have to we do and we happen uh approving this yearly but also that we we um like she said we trust that you have your best judgment in deciding at your own discretion whether or not you're gonna charge wait myself um there's supposed to be a free foreign liability as well um or they have to have an ability before they even get to use the facilities I actually was because I remember well Kathy and I were a part of jom uh the parent group that was something that came up and it was a huge liability cost I think it was like half a million or a million dollars to have something that we were trying to sponsor and it became a point of contentions or like what how does this work um and I do know like when tocc hosts things at the VHS or anywhere else we do have to show our insurance yeah it's on it's it's on the uh on the form that you have to fill out that you have to provide that and we do yes go ahead so you make the motion I'll second it I have a motion by Miss Kathleen Vance second by Sylvia Hendricks most Apple um letter G's discussion impossible approval of the busd rental lease agreement reform and housing payroll authorization form updates foreign discussion that we have had um here in the um as part of the board um in the board meetings uh one of them was to be able to have inspection so we have added language in there that we will have an um a minimum amount of inspections uh but not limited to depending on on what are the observations are um and we have also included language that any vehicles um that there are they're broken they're not to be stay there for x amount of time and they need to be removed but if they don't we will have to then remove them um it um the tenant expense the other one we are including um we have had right now uh multiple calls in which our tenants they either get locked out or lose their keys um and we have to then pay overtime for people to come over the weekend to be able to open up either after work hours or on the weekends also making a dent um and adding additional fees from our funding so we want to put it now um I know we provide very cost low cost affordable cost to our tenants but and in the event that we need to provide the service of the weekend and I need to bring somebody to be able to open it up and we will add a fee to our tenants that we we can also promote good behaviors in keeping your keys so those are the changes that we would like to add to our lease agreement and with your supporter I'll be happy to make any additional changes questions please so those extra fees that you're talking about about the keys and whatnot is that um in the in the rental piece is that part of the rental fees or is that a difference that they have to make or no um if you lose um or you if you lose your keys or you lock yourself out and it requires to bring an employee after work hours uh to open the door so make a copy of the key and then we'll be be will be charging um our employees mm-hmm I didn't hear the question then you said that was the hundred dollar fee yes any comments or questions to share my question for you yeah I was just about the um because it doesn't give you the uh rental amounts but I was I was questioning is that based on the um what Apartments they get into one or two bedrooms I guess I'm assuming and then whether or not that the um and the number of occupants that was my question I think you said it was only for uh depending on which which location they're in are they different prices like the Fishbowl and the you know the ones at the high school we offer three types of units um one bedroom two bedroom and three bedrooms and each one has a different price and correct me if I'm wrong uh but it's 250 for that three bedroom 254.2 bedroom and 200 for the one bedroom it is 200.

so we take another 150 000 added to that and that's about what our original purchase price was whatever the payments that we've already made so this is just a further breakdown um on Capital as you can see we don't have anything budgeted for new school facilities uh we don't have any bond money that we need to budget for and we're not doing anything within adjacent way so we don't have anything here but more of a breakdown where we're spending our money within within capital okay so here's the page with all the federal grants all the state grants um and over on the right side as all of our cash control account um any big things that I kind of want to point out here um if you look at line 28 on the left hand side under other state projects that is our fund 471 which is our child care stabilization Grant it's our preschool Grant another big one to look at is line 14 on the right where last year or the current year we're currently we got nothing but we got 144 000.

uh we'll call that a carryover grant and you might see uh co uh next to it I don't know if that got yeah well you'll see at the uh bottom of the second page the Ida 611 the Ida is our our major special ed Grant uh the federal flow through Grant you could see co uh right before the number 72 so that's a that's a carryover um if you look up title four Grant number 26 that's a carryover uh Grant nine and we use the term carryover to mean again it's in the second and last year gotcha okay so there's some on here that are going to continue for another 12 months but we don't necessarily know what we call the title grants um at least Title One our big Grant that's a 24-month grant okay okay thank you any other questions from either committee members or uh Terry go ahead would it be too much to ask to show if they're in the last months of the grant or the last year or continuing on or is that too much to ask no no not at all I could prepare that tomorrow sure and John I'm wondering particularly for our bigger grants I mean the ones that we rely on are um mostly annual except for the relief Monies um and so Essa 3 of course is one that will end around this time next year can have that up on the board right now that's has remained 0.8 million dollars but maybe we can color code the ones that are kind of annual and the ones that are you know every two years and maybe that's something we can all begin to get used to yeah yeah sounds good yeah yeah that's a good idea thank you into John's Point not all of them are federal or state grants that we count on annually um and so like the one for Save the Music um or by the bar Foundation you know they may not always show up on this report because we're not those are not kind of automatics that we would get every year um so maybe we can find a way to you know show that one as well what's some kind of asset or something but I think it'll be easier for everyone to see good idea any other questions that's cool uh just a quick question uh and I would listen to John explain all the money however it comes grants Ohio but it comes through uh the Family Resource Center and me that money does not show up in our budget or where does it show up in our budget uh it it does not um you you'll see uh the grants that we manage through the grant fund and those are generally grants where the state Ed department requires us to um manage them a certain way uh meaning through their portal and uh requires us to keep track of things separately and report at the end of the year separately so when there are those uh requirements we use our accounting system in this chart you're seeing uh summarized uh that allows us to do that um that's the grants are the second of uh three funds that we manage and and one is the general fund which is the school operating budget uh the second is this grant fund and the third is the Ed Ed Services fund those are the monies that um Anne Mead in her operation manage um you know for parent activities in in student attitudes but no it doesn't it doesn't show in either of these two foreign can I ask why I mean shouldn't we know how much money uh or that's strictly between the state um you know I don't know the history to recite um I I never like saying this is the way it's been done I just don't know why um I I it's it's Pro I can think of a reason for doing it that way is um you know you don't have uh the money to start the year you make it you uh bill it as you go along you know for different programs and services um so it's it's more of a uh an impress fund I guess or a revolving Fund in in anything else but whether that was their thinking when these were set up I I just don't know thank you foreign just to follow up on that question uh but it was seems to me if we take tally on everything else and don't get me wrong I'm just asking a question because you know long as I've been on the board I've never seen if there was 50 million dollars from the resource center and maybe it's just the the labor that those programs that come in to that resource center but what I'm trying to say is if it's not a part of our budget we don't have a line item in our budget for that it should be somewhere along the line that we can look and say okay this program belongs to the resource center and this is the amount of money that comes with that program and how many programs there is that bring into dollars so what I'm hearing is we don't know that so John I need some clarification here when we talk about Family Resource Center what programming are we talking about can you clarify that um well it's it's certainly the programs that are um chalked up under um the the two uh the Extended Learning Program uh 36 right which is up here right and the Cottage Street um companion to that I uh number 42 and then there's also the uh you know the School Readiness uh program which appears here and and some of the other Grant programs they don't um my understanding is they really don't spend money um other than through these grants that you're seeing here um the payroll for example all runs through our payroll program um there's yeah it's more the the registration process and uh the billing and and those kind of things that are not apparent I'm not saying that money is being transferred I would you know I'm just saying that the programs uh how would someone new come on the board and look at this is a program ran through the resource center okay and and uh I'm just totally uh mystified that uh well um what I'd like to do is is talk with Ann um express some of these um observations and um let's see what she says um knowing her she has always pretty good records and whenever we've asked her things like this she said um very good information I yeah I'm not doubting that Jessica yeah yeah I'm not doubting that yeah thank you okay just for clarification in the minutes so the question is how do we know what is or what grants are under I know me is that correct and if we come across other programs we could say that they knowing what we know that they should go through and me is that essentially is I I heard um questions about the programs themselves she runs uh a number of different things she might have eight or nine uh different programs they're they're all fantastic uh parent University things like that uh many of them should keep separate accounting of uh and I I think that's I mean I think it might be interesting to see what are those programs how big are they yeah what's coming in what's going out um that's what I think would be helpful why but if I heard you right I don't want to presume that's that's what I'd like to ask her and what those programs are we we see these names but it might help particularly the newer board members um you know what is School Readiness yes John if we have some specific questions and is going to jump into meeting she's on the invite as well just in case oh good I I just so she was listening the whole time I just spoke um glad I complimented her okay but I you know excuse and manager chairperson you know my my comment was only as we go down the budget and if you get uh information from you know Community people and as we talk about the budget and how certain programs relate to our budget uh and how do you explain uh the dollars that is associated with the programs what are the total dollars that are associated with the uh resource center and and that intakes and I heard John say you know payroll and all that comes through the main office I sit on the board you know Mrs Cooper I'm searched uh could you ask that again that last part I missed it I'm sorry I lost the connection there for just a moment you know just to know the programs that come along with the funds that come along with you know I know she does the program at the Dome um you know that program but I guess what I'm finally trying to say is this does not show up on our budget okay so it's not a part of our budget that's what I'm trying to get some clarification on um okay can I ask a question real quick sure go ahead Mr Wilson so I as Ann is coming in I just want to clarify the question just to make sure we're all talking about the same thing here um I think John I think I heard John explain a couple of different programs um that run out of the Family Resource Center like School Readiness right EOP right and so all of those things are itemized here in the um in a report um but I I think I also heard some questions about the line that's right now line 7017 Family Resource Center um and is the question clarification about that line item and what um and kind of what's coming out of there I just want to make sure I understand the question because I heard a couple of different things one number one I can't I can't even read read and see where it says so you know uh maybe I can uh send uh Ann a question tomorrow sometime because I can't even see uh the the uh writing and can you um I I think Teresa had a question I think Miss Cooper had a question I just wanna make sure we can have the questions ready for when Ann gets here just make sure we're asking the same thing and we're all clear on what the ask is well well my question to me you know and I'm not trying to be rude is it is these we have uh another part of our educational system that defines and the program we hear the program is does not show up in our budget that's my only question and why they do not show up on our budget right so John when you said it wasn't showing up on the budget can you help explain what that means well what we're seeing uh in the grant page in front of us you see some of those programs probably six or seven where we're accounting for the spending uh there uh but you're you're not seeing uh really the other side of that um what is it what are the revenues how do they okay break even that kind of thing um in yeah hey John are you talking about specifically zero one seven yeah or uh things like Family University or that comes to mind right but that but that's not a specific Grant that's a program that's functioning out of that office right correct all right so and maybe you can help them clarify and John maybe it'll be helpful if you can just catch and up on your statement and then she can kind of jump in and go from there right yeah um so in the the question that came up as we went through the grants um I was asked about some of the grants that are showing negative balances um so I mentioned what we were you know our invoicing procedure for like the Extended Learning Program uh and so on and some of the other grants but I um I think there was a feeling that you know the the third fund if you will though with the general fund the grants fund and uh ed services fund that that that wasn't showing up somewhere didn't do a good job answering questions about your program son okay let me let me try good evening everyone it's good to to see you and I've been following along um yeah not a problem um since the beginning so as John said the district has three separate funds the general fund the grant fund and then the ed Service um fund they um the Ed service is just like the general fund it is held through the bank we use the same general accounting practices um all expenditures go through the finance office department for whether it's a general fund the grant account or the ed services all goes through and goes through the approval process so let me let me try to help you with this so the Family Resource Center grant0117 is specific to more streets Family Resource Center okay and you will see on that line we're granted about 101 and change from the state every year we've encumbered salaries already which is left um some uh minus of twenty six thousand to help augment that Grant some of our parent fees in the ed Service Center account will help balance out some of that twenty six thousand dollars as well as if you look further down on the sheet you will see Family Resource Center Esser 2 Morris o49 and that rest of that 16 000 or part of it will be moved to make sure that that Family Resource Grant 17 shows a zero balance come the end of the end of the month or by mid July once we've done all the paperwork um you'll see other grants that are underneath me as well um the Ed the extended school hours Grant o35 is a grant that we receive from the state and it's called it has what's called restricted funds and so when we put in a request to the state for funding like that it's very very specific of how that money must be used and so that Grant will be totaled out zeroed out by the end of the month go now to School Readiness Cottage Street 42.

and here is our nyp we continue to have a strong any fund balance and continue to show that we'll meet our three percent Reserve in the current year and the two subsequent years we do show a projection of deficit spending in our current year but this is a structural deficit um and that means that we have carryover dollars from a prior year and every time we spend those dollars that would automatically equate to a deficit spending and here is a breakdown of our components of any fund balance for unrestricted so we have our three percent Reserve as well as our concentration add-on our TK add-on and some of our prepaid and our supplemental concentration carryover dollars and here's a breakdown of our restricted ending fund balance with the largest being most of our one-time funds which is our expanded learning opportunities Grant as well as the program which is 11.3 million we also have for our community schools we've received 2.2 million dollars of our allocation as well as we have one-time funds for Arts and Music special education and other unrestricted unrestricted dollars and what that is recommended that the Board of Education received the district's 22 23 24 proposed adopt the budget Report with that will be presented again next Tuesday for adoption I would like to say thank you and receive any questions if we can go to slide 13 13.

and for some of our teachers um you know in order to provide affordable housing we provide um if they're single uh we also they had the opportunity to share one two bedroom unit and they can um divide the rent did I answer your question so they don't both have to pay the two no they split the display the 200. make it even more affordable really affordable very very horrible is that um is it security deposit does it have any effect on anything that you're finding thus far it is that one year that one year inspection gonna actually be it's gonna be because from what we're hearing what we're what we're reported is that they're left pretty much in shambles and we have to almost renovate the entire home is that deposit or anything else like the inspection hopefully going to deter or what are we looking at when these clubs number one we had um the inspections are going to help us to determine if that tenant will require more uh inspections uh it's a minimum of one inspection but depending on on the state and and the the wear and tear the it's observed we want to make sure that um our um director of operations have now the authority to be able to go in and follow up on additional inspections and our deposit is incredibly affordable as well um in um based on the inspections then we can then provide the upgrades needed or repairs needed and continue to build our tenants based on negligence on the property two since we have him introduced this the we have the non-refundable 300 deposit and then we added last year the 250 cleaning deposit and so far um the tenants that have vacated the um the units have received their full cleaning deposit back so I think that it has made a difference um hopefully I'm not speaking for Russ but um I have not been informed of any cleaning issues so that I am able to refund that in their um payroll in not not to prepare Apples to Apples but in the agreement that I had assigned when I was living in the rental units it was indicated that you had to report any kind of leaks or anything and if you didn't then that was cause for also um you're not agreeing you're not following the agreement that we've been entered into we walk in and all of a sudden there's a leak you should have reported that can go against what you're you're not taking care of at home basically no I just that oh oh it's also good so it's a one-year inspection every year minimum because I know that the rentals are always expecting it seems like and it just seems like it would be actually more beneficial for us to do an annual inspections instead of just one yearly one because then you'll know whether or not they are keeping you know those Apartments clean and you know nothing's going wrong with them or anything like that I don't know that and I do not want anyone to take away from this because I know you're watching that we're trying to make it difficult for you we have very little to no funding for housing so the more that we have to go and put more money into fixing things or making it better or individuals living in a home and not caring for it it just puts way more stress on us than we absolutely need and what we have is what we've got so that's the only reason I think we're being a little bit when we've gotten a little bit more hard on on leasing in the rentals of the units so I just want to say that because I feel like I don't want people to think well they're just starting to be off somehow anything else and as far as I understand Miss Sylvia this is and will mean this is and doesn't mean they will be doing at least an annual inspection yes this is the one year one year at least once a year once a year I already said it before that they should have an inspection it um at least twice a year and um where else are you going to get an apartment that costs less than 500 a month I think just the school it used to be a little more than somewhere along the line they lowered it down we should put it back up I'm not ready no I and I I truly want to truly want to express that that we do fight we do try to encourage and defend the housing situation that we're in because we know it it's important for our staff to have to be here um but I I agree I mean I think we're all on the same page so I'm glad that these are being presented but I want that to be expressed to the to the listening audience so that's the reason we would even consider doing in Gladys because we really have to be very um adamant about this needs to be taken care of you know so there are no other questions almost motion two second second by Miss Kathleen events am I supper letter I is discussion impossible approval of job description and posting trans or transition coordinator Mr Diaz president at this point I would like to refer to Mr Martinez to be able to present his recommendation please excuse my mustache I'm trying to reports we see you month effort thank you justification that I provided over the past three years if we look over at the risk analysis that we have for our ESS graduation rates and Dropout rates in regards to our ESS students we are not meeting those points in regards to our Statewide um overall agreed in regards to ESS port or ESS portal we're doing great on the other factors which is monitoring and also compliance and areas of instructions and service logs and all those items but these are two areas that we feel if we want to move to the next level for our ESS we want to make sure that we have a transition plan from all the ways starting from primary early Chaplet all the way to secondary last year we did have a student that was recognized at the Ida conference for student outcome survey we would like to have more and we would like to have an Ensure plan as our students are developing specifically in ESS so that they can have either an employment or it'll be prepared job skills set in place or higher education in regards to our ESS program so our transitional Coordinator would make sure that that is implemented in each School and it's also making sure that we have the acquired numbers of our graduation rate and Dropout rates for our USS students so I'll give you an example last year we had 66.6 percent of students who dropped out and that was part of our report that we received from ede and it should be less than 27 so on my end I I want to make sure that we know where our students are we make sure that they don't have any chronic absences in for their services and we move them up to the next level for that part in regards to our graduation rate state has a Target above 80 percent or above and we were at 17 percent for 2020 uh 20 20 21 um it's similar numbers in regards to graduation rate it's supposed to be 80 or above we were at 54 percent and for dropout rate of 27 or below we were at 23 so we want to ensure that we're receiving those points but more importantly we want to make sure that we have our plan in place for our students and growing our own we do have for example these ESS unit graduated and he's one of our buses and I'm noticing that we have buses openings or other openings and we want to make sure that we're working collaborative with the nation too do you want to read your recommendation sure so one of the recommendation system is to post the district transition coordinator we would eliminate the uh current stipend that we have put in place and this would be uh everything will be paid through the Ida grants so nothing would be touched on impact Aid or the mo budget so everything is being exhausted through the Grand solution we see from the from from platform so my only concern is the laundry list of non-fillable like positions in regards to our yes department and you're going to be seeing in our next item um we want to ensure that um we have a program that a position I'm sorry that's going to be one popular and interesting to make sure that we that we get the best candidates possible for the position but at the same time that it has a meaning in place with the direction that we want to go so we do have some openings and I understand that part but we also want to make sure that it entices what we need to do for our community to your game plan open the position and offer a state or a bonus opening the position make sure that we recruit from either in-house or we recruit from different Partnerships that we have either through the Native American Disabilities from the University of Arizona or just different current Partnerships that we have yes I did the question in regards to yours to your students and and your your numbers right now you have how many ESS do you do you have 154 students do you do you see that growing or are they are they going into regular I mean are they testing out part of our mcss process that we're looking at each one of our insights we will be growing but we will not be growing to the amount to the extent of seeing large numbers um if you notice from the end of the end of the month report we have all of our ESS population percentages they're at level with state with the exception of one school but we are looking to exit the students but most importantly we're looking to have that transition in place if they need that support let's make sure that we have it but we are identifying a lot of chronic absences in regards to services so we have the services there but with that comes in The Chronic abstinence from students not attending either school or not attending the services and that that has to I want to make sure that that changes to our transition plans and so with the transition that would also be part of that the duties of that person is just to make sure that we're overseeing their chronic I mean hoping that we bring those absences yeah so part of it is absences well I'm sorry yeah so it's making sure that we develop a plan that the students have to attend those Services particularly in the in the early childhood the Pre-K we do have an mou with the to special services the services are there but if the students are not showing up we really can't do a whole lot so this transition program ensures that we have a plan in place that students are attending those services and and talking to the parents and supporting the parents and seeing the benefits that we will have as we move forward from year to year um and our student population and enrollment doesn't change a whole lots of the students are usually with us throughout the process of pre-K all the way to 12 people okay I um Miss Vance so so this position is for the district-wide service okay um I'm so glad that you are um introducing this position Dietrich because we want to make sure that every one of our children are supported and if you're if you're seeing those numbers that we're not doing what we're supposed to be doing as a school district if our numbers are that low and and the support that these students need if that's going to help the the the students be successful you're getting you're getting them to look at the whoever is going to be in that position from Early Childhood all the way up to graduation and that's good because they have that support throughout the year so I I'm really in support of this position um because it's necessary it's needed so thank you what are the expectations that we have is indicator 13 that is a state compliance for transition plans has to be implemented not only in secondary now but with this position it has to be implemented at each site so each side will have its own transition plan that will be collaborated with the site administrators but most importantly it has to be built up within those services so that way we're seeing a pathway Pathways as as they move from Rolling 32 yeah um but we're not providing a vehicle do they have to provide their own vehicle insurance vehicle insurance does that mean that we're going to be providing mileage of things because if you're trying to save money doesn't sound or are we just looking at the minimum requirements in your job description oh okay um all of the items are going to be from site to site so um I would get back to you because I don't know in regards to that particular item oh I just to agree with Kathy only because I have an ESS student and and I want to know you know that when she continues through you know she's in middle in intermediate when she goes to middle school and high school that she has she has a plan you know on which what she's going to do when she gets through and turkey if it's okay I can get back to you in regards to the vehicle listed in the minimum requirements when we approve it it's going to be there so is it okay if it's there but yeah if I seek uh guidance from my HR Director regarding that question because District here to do anything okay yeah that was just kind of hard to me I I guess I'm based on darolyn's response to that that they could be um provided to provide a district vehicle for that for that position right so because you know and they're having you know maybe going to intermediate to the high school and they could check the transportation you know that's usually what happens with the many of our communities that have to travel distance is still going to get it easy transportation um Professional Insurance and that that the personal insurance is when they trust our insurance because there are people that um I guess I will say like um we've come across suspended license but rejections all that picture yeah no I'm not I'm not questioning the I know they must have a valid driver's license but I had never seen where they've had to provide their own current vehicle insurance because it's not their vehicle that they're insuring is the districts so that was the recommendation to us to make sure that they submit their personal insurance personal vehicle insurance some school districts that is what happens Facebook record no president I will also trust Mr Martinez to develop a schedule depending on whether person reports they don't have to be moving between schools throughout the whole day minimizing the need for a district vehicle depending on on the days a person is assigned to which school the person they have to drive their own vehicle to be able to serve the students and decided they are signed for that day and then around that if they come down uh on the teacher bus or whatever and then they're transported like say to the secondary site with all the other staff that will eliminate the need because they won't be there for the whole day you would think that if they're at one site that they will try to take care of every everyone and what they could at that site and then so I I like that idea of um uh coming up with that um schedule yo that would eliminate a lot of trying to get Transportation uh with the vehicles and stuff like that but he's talking about those that are not even at school so they'd have to go Drive choose to the residents so they're going to be driving not just two sites but around right if we're looking oh you know oh if we're looking for Stu if we're looking for example for services uh for students that are not enrolled with BHD but students at or different community centers we're currently working with to special services so that they can provide transportations for families and students um that way if we can provide the services on site we'll have a more conducive environment and provide those Services if not we'll do them at community centers in different districts um it all depends on on those circumstances but part of building a schedule and then also having access to a vehicle that's probably something that we would like to advocate I'm gonna make a motion to approve I have to think of a question hold on let me not trying to think of a question I just have questions um okay I mean okay I I think it's still a little bit unclear okay in regards to the position at hand or the drivers the insurance person is the intention so this individual is going to work not here at sites correct you're working on getting people from wherever they are to the site so they can work with them so but you mentioned individuals that are not even in school that you need to get to them so what they need to get to them in order for them to part of the position there there's three different Frameworks for you for ESS we have the Pre-K which is a three year olds all the way to the five-year-olds that particular program we have an mou with the the with the nation um but we also want to implement a transition plan for them right so when we provide the transition plan for them we will be having an ESS case manager but that case manager is going to be working with our transition coordinator to ensure that the there is a plan in place so that the students when they enroll with us either in Kinder or will pre-kinder or Kinder we already have those those structures in place in regards to classrooms and then there's the other one where students are coming in from kinder all the way to 12th grade and that the the the court the coordinator will be working within sites now so the biggest one is working with the USS case manager for the three to five year olds and ensuring that that transition plan is in place it's implementing best practices for those transitions so that the student can be ready to go and coming in on campus with us okay yeah the transitions actually also work very very closely with who are transitioning from high school to college so this person is helping them if they want to go into college working with a family and the student so it think of a College and Career very much assistant specialist focuses on the ESS students too and then works with uh go directly into the course so it's it's a huge job but from a selfish point of view the high school is a huge piece because they really do help those students I come from either when I went to this review our transition Specialists only did that and they only worked at the high school so the transmission specialist has a huge job but they do work with Transit basically transitioning the little ones but it's on the BFFs I just wanted to make sure so piggybacking on Miss lever's Point she is correct um the transition coordinator Works mostly with the high school students to make sure that they have a transition plan for post-secondary elements but one of the things that we want to devise is we want to start them off really early and have that plan in there and it helps us out with the low numbers of yes that students that we currently have it if it increases a little bit we're still going to be okay because we have a case case managers for ESS this person has to ensure that that transition is in place and it's being implemented it's monitored and at the end of the day it's going to be monitored by those expectations of the risk risk analysis that they give us pregnancy okay that is why I really like that position of you bringing that to us because we need that person to make sure that that our kids feel comfortable and that there's somebody they know that there's somebody they're specifically to help them transition especially at the high school because that is you know that's our whole Vision our mission statement is trying to get all of our children and then um working with the kids coming into the site that's a valuable start for them that foundation and so I I really I mean in weighing the cost of mileage or you know and I understand the the insurance portion is something that needs to be you know looked at and and um but I think that the position the value of the position outweighs that for me personally so um and I thought I heard a motion to approve because I seconded it there's questions then their questions before we call for the vote they put in one last comment I think we're ready to vote never mind if you had anyone he wanted to add a comment no very good it's okay I think we're ready to vote unless you want to keep talking about it Miss Vance motion to approve was there a second I made the motion the still your motion to approve Miss Vance seconded Mr Isabella what's up hi what's up literally Jay's discussion and possible approval of ESS heart to feel positioned stipend Mr Diaz president members of the County Board uh members um previously you have supported me by um adding as uh hard to feel stipend for Math and science we coming before you to see if we can now extend the same consideration for now hard to feel position um right now we have some ESS positions that we need to fill and right now we having to contract out some from some agencies uh we're hoping that by having this additional stipend we can um incentivize that position to try to attract more people in Philadelphia's position I have Mr Martinez if you want to ask any additional questions to approve here's a question Sylvia and that's getting coming out of what that's going to be coming out oh okay Mrs Kathleen Vance supple hi what's up thank you Mr Martinez better case discussion impossible who will the superintendent pay for performance um do you want to present this Miss CFO is wrong sure um so part of the superintendent contract I believe is um there's a performance pay portion of the contract my computer died so I can't bring up the contract Mr Bates so it is um depending on the governing board's approval of the superintendent's um performance a five thousand dollars is um part of the contract so if the board agrees that the superintendent has achieved um his goals that were discussed than the um release of the five thousand dollars is paid so just just for clarification to to the to the audience um this is already approved it's just withheld until we actually approve it so we're not approving additional funds or anything to his contract yes it's part of this it's just part of his salary that's withheld until we approve to pay so we're not approving an increase or we're not approving more because it's just depending on performance on on if the goals were met that were discussed and um between the superintendent and the board okay well I think that the performance has I think for myself gone above and beyond what we expected and so uh with that I'll go ahead and make a motion to move like a second second foreign number seven uh consent agenda is there a motion to approved by silly Hendricks Anna Marie Stevens what's up hi what's up number eight is our request for future agenda items okay digital positions because we have some interviews going on but we'll bring it back up okay four steps nothing else motion by Miss Sylvia Hendricks second by Miss Kathleen Vance what's up hi it is 9 31 PM we are adjourned thank you

that's the money that we received from the insurance company for the hail damage to the roofs that will go back out once we start getting that project up and running and [Music] you see how it's gone from twenty five thousand dollars to two million dollars those are going to be our SFP projects um we did most recently add a new project that we just submitted for we'll see how that goes that is to fix repair or replace the domestic water pump as well as the well water pump not the ones that we did with yes or money where the pump actually in the well but this is the above ground pump that actually does foreign [Music] it's the one that's currently leaking yes and then I hope you at least find pretty colors I didn't buy the decorative duct tape yeah but if he gets it from the state so wait right now we're in the process of getting bids to see how much it's actually going to cost Urban thresholding can't look at it anyway so that's why I just actually opened up um other than that there's really no major changes on this one unless you all have any questions on on any of these before we move on to the next page for once all right so okay so this is how we actually calculate the actual budget um there are some behind the scene Pages where we actually do data entry and so as you can see because of that so as you can see there's a small error that I didn't catch but on our adopted budget it will not be there that 416 dollars from mno into capital that is probably me just back fingering a number someplace and um so the actual m l budget will go up by that 460 so our override um are 14 authorized been a net is by the 977 okay right there we're looking at about a two hundred thousand dollar carry forward for the you know that's right now is just an estimate based on how much we've already spent what we have remaining to spend down there at the bottom there's an estimated allocation of additional funding prop 123.

so you're right on that cusp that if you don't do that you're going to be right yeah yeah so that's that funny thing where between three and four um you sometimes have that outcome but for a kindergarten that would be our preference and so and be also you've already had it in your budget it's been one thing if we were looking and we were gonna have to add it to the budget but it was already there it's already the schedule's already built that way your specials um are already sort of set up that way so in a way it made sense and we were close enough to getting up to at least hitting the 17 that we felt we should go ahead and do it no okay next we are moving on to our second read of the 2023-2024 family handbook we did our first read at last month's meeting Dr reinman correct me if I'm wrong just so our new members know we had some like formatting changes and like you sort of hinted at before there was like a link added but not major substantive changes now these are the policies that the district adopted in January um at the joint committee and so um instead of putting in the full text in the body of the handbook because it gets pretty cumbersome we've inserted those links so as changes happen at the district level it's automatically matches up to what we have in place so it has the same Preamble and the same closing required statements but the text that way will definitely match what the other schools have we're hoping to try and get much more in line and cleaner in all of our family and most of that right okay tell me if I do this wrong can I get a motion to approve the 2023-2024 family handbook is there a second thank you are there any questions or further discussion all in favor favor and that means nobody is opposed so carries great perfect well done I did it okay try it again yeah um well first we have the first read of the 2023-2024 school Improvement plan which Dr reinman already went over you kind of I don't know if there's questions anybody have any other questions or feedback I know it was in your packet so what will happen now is we'll have our Leadership Retreat um in August for all of our 17 leaders come together and as Denny and I continue to refine our district strategic plan we'll come up with our district goals for next year the superintendent goals for next year we'll put the school Improvement plans for all four schools back on the table we might have minor shifts for your second read and so you'll see the second read of the Chickering School Improvement plan in September um and you know you're welcome to provide additional feedback at that time or vote to approve it any other questions okay next we have our consent agenda which included the minutes from our May 15th meeting you guys weren't here um so I was wondering if anybody would like can we have sorry um does anyone have a motion to approve the consent agenda do we have a second further discussion all in favor okay motion carries so next so you had three in favor and two I'm standing here sorry yeah yeah okay thank you um next we have the communications we really go over that or is just like we could just talk briefly about it um okay so in your packet our subcommittee assignments with short descriptions um and so if you want to think between now and September about which subcommittees you'd be interested in um participating on if you have questions you're welcome to reach out to myself Don Denny uh Dr reinemann will do we can explain um kind of the purpose of each one some are just Liaisons where you sit down on meetings with your PTO or challenge success and report back out to the committee here um the only thing I want to clarify tonight um is the union 50 membership so Union 50 is what allows both the Dover school committee the Sherburne school committee and the regional school committee to share one superintendent so technically Union 50 membership and that subcommittee only really needs to come together if you're hiring a new superintendent I don't know if that's in in your future I don't know what you're planning but that said um usually it's the three senior members on the Dover school committee the three senior members of the Sherburne school committee and all six members of the region who serve on that committee so that being said that would be um Liz Jeff and goalie serving as your union 50 members next year should you need it do you mind providing just like a brief a few words on the elementary literacy sure you missed the math Dr reinemann has already explained technology next year and the math pilot so do you want to talk anything about literacy just in case anyone has questions about the reading workshop model so we provided in your packet um a wonderful document that Denny worked with our two Elementary principals on and our elementary coaches for literacy just responding to similar to what we did for the mass pilot how it is that we came to adopt the unit units of study for reading um that was something that had started at Pine Hill um and they had been adopting over time um since I came here six years ago there had been a request from the pine the Chickering Educators for a reading program having reached out to all of the like districts um kind of that we always compare ourselves to and share notes with they were all using units of study um so we piloted them at Chickering we had many of our Educators go to the um teachers Institute at Teachers College to do the training those who piloted at first had positive feedback so we continued to roll out the units of study that said we have a comprehensive program it's not just the units of study and mini lessons and conferring and all of that we also have phonics and several other programs including hegarty and intervention systems in place to make sure that we are taking care of both the science of reading and the love of reading together at the same time identifying students who perhaps need some extra supports giving them small doses of extra support and monitoring their progress so it's certainly comprehensive it's not just one or the other it's a mix of both so hopefully that document does I think an excellent job of outlining kind of the rationale of why we use the units of study the research behind it and if you have any questions Denny Dr reinemann our literacy coaches would be happy to answer them and that's also available on the website yes perfect thank you any questions comments I think that brings us to the end of our agenda so how do you sometimes say this may we adjourn by unanimous consent anybody opposed anybody of votes all in favor thank you welcome thank you congratulations and now Denny's going to take your picture sorry I was late I had Pre-K graduation yes take your picture should we stand somewhere nice the look who got caught reading is popular [Music] tonight thank you [Music] immigrant welcome welcome oh it's great welcome congratulations [Music] and it should be like that now about my mom specifically [Music] yeah it is [Music] [Laughter] I know it's just I know keeping it contained over here Anna Scott's here not here okay [Music] answering yeah I can't feel it into their Pilates today with Jill I think the boys and she she just had surgery to remove her PEC minor muscles that's funny I think we're ready to get started how are you okay all right I'd like to uh call this meeting to order and welcome everybody to the June 13th meeting the Dover Sherburne or sorry Dover school committee Sherburne school committee and the Dover Sherburne Regional school committee it's meeting is commonly referred to as a joint school committee meeting my name is Dennis Quant I'm the chair of the Sherburne school committee and also we'll be taking the role of cherry and the joint school committee meetings for this coming year and I'd like to call this meeting to order at 6 32 PM we're pleased to hold this meeting in this open meeting at the Dover Sherburne middle school and we're also live streaming this on DSC TV please note that this meeting is being recorded right um before we kind of get to business here given that there have been a number of Elections and sort of changing of positions I figured it would make sense maybe to just go around and have everybody introduce themselves and give a little background which committee they're on and and whatnot um I can start and we'll maybe go this way um Dennis Quant from the Sherman school committee this is my I think third three and a half year mark on on the Sherman school committee I have and this grant right now this year is used for both of our Cottage Street and our new Osborne building and so that Grant started off um and instead of the zero it should have 499 744 dollars showing as a starting balance and I I spoke with Mark Mike the other day our grants coordinator of getting that fixed but the grants that we receive in many of the cases for the programs that we run come with various languages that say that parents must match what the state is giving their children so for instance in the School Readiness we receive 8 942 dollars per child the parent has a co-pay fee that's determined upon their income upon enrollment those fees go into the ed Service account okay other fees that go in to the ed Service account are our 21st century grants and you'll see 108 118 119 or all of our I think I got them all 117 in there 118 119 are all our 21st century grants they too have a parent pay uh fee that helps cover those as well um and that money is in the ed Service Center also what you will see is for our students in both programs the School Readiness and the 21st century programs we bill out to the state subsidy CARE program called care for kids and receive quarterly checks to that are then electronically deposited into the ed Service account um other grants that and monies that come into the ed services account may be donations to the um District but there most of them are all very Project Specific and they're smaller grants and they all have a designated line just like all of your grants do or grant numbers just as your grants do here in this particular document that John's showing you um the I don't think anything else that would help you understand so what John does and his office does is um every six months they bill us back for the salaries that were used um that came out of their general fund they bill us to the ed Service Center and then through the process they're reimbursed out of our ed Service account to the general fund to pay for all of the um staff so that School Readiness staff it is um our before and after school and it's all of our 21st century programs as well I hope that helps a little bit with that definition of how that works this was as John said this was a system that was set up when I came on board in 2008 uh We've made it work for all these years but the money that is in that ed services is very specific of how it's supposed to be used by the different programs that it helps fund um other expenses that are taken out of all those programs are program supplies rent um for Sacred Heart any contracts that we have with people for our after-school programs such as karate um martial arts uh soccer tennis um things like that so that's what that account is used for I'd be glad to take any questions that anyone who might have my yeah Larry Terry had her hand up first please Joseph sure wanted to ask if would it help us in reading the grants to have them uh segregated you know under like the family resource grants uh versus other or is that too complicated that would be a John question on how his reports are generated out of the accounting system I I think we could right now they're just in numerical order um there's no reason why we can't put them in a different order a little extra work but can be done well keep the numerical order but just group them under a specific areas that might help and uh thank you uh Dr mead as well um I think Gladys was asking wanting to know more about the grants that you have in case we come across a program that might fall under your monies instead of our monies I think that's what Gladys was asking no I I just wanted uh to and I see where I'm at because number one I didn't go over the complete document so so coming out of the Family Resource Center is the answer where she explained that Mars Street 049 and I'm just going to throw out these number if they're not yours and just tell me oh 49 or 42 040 and oh 35.

right here yes thank you so I just have I just have one question thing there are a number of things that I like well this uh this table so ending seeing the amounts that are in the end of fun ending fund balance and also seeing what our three percent Reserve we're certainly well well above that but then looking at restricted and assigned and so if I'm adding up those dollars it it doesn't actually it doesn't actually appear that I mean because those Because unless I'm misunderstanding something because those those dollars are restricted and or assigned um it could it could make our ending fund balance appear to be much higher than it is if those are already allocated am I reading that correctly correct correct so your any fund balance accounts for both your unrestricted and restricted um but what we have to do is we have to assign the restricted so that we can only spend it for the dollars for the purpose that it came but it automatically equates so it shows that our 80 funding balance is 43 million but that does not mean we have 43 million just to do right anything and so does that mean that a sign is in essence the unrestricted because we have chosen to assign that and so it still counts under the unrestricted category yes and so that's where we have our supplemental concentration carryover funds as well as our TK add-on and concentration data thank you you're welcome any other comments by the board questions about the budget uh Ms Jamal I just like to make one request as a board follow-up item if you could provide us with a list of all of our state and federal grants that we received in 2223 as a running list as well as uh what we are what we've applied for and are projected to or anticipated to receive in 2324.
