okay yeah yeah but then further down on the second page and and so I think what we need to be careful of is using the term Family Resource Center because that's a specific title labeling the Moore Street Family uh Resource Center so what I try to use is the the term Education Service Center account because then that it's just easier I think to understand and that's all of the other programs besides the o17 and the o49 um that are underneath me uh trust fund o52 058 and then all of the the 21st century grants as well okay okay so and I I'm sorry Kate um I just want to follow up on something that hand just said um and can you clarify 017 Family Resource Center and what that's for because I I think to the point you just made um the way this reads it gives the Family Resource Center the way this reads it's as a Family Resource Center is its own school with its own budget you know separate from the rest of the district and you know you have funding that it's not particularly clear what it's for so can you just explain what the First Resource Center is for I think you should just explain the moral Street one but maybe just differentiate between the two okay so explain the more Street one and then so 017 is the first community resource center 017.

Christine Walsh second um any discussion all those in favor [Music] all right Liz thank you great any other business for you and 50. um so next item on the agenda Community comment uh before we kind of go into that I want to just pull the audience or anybody up here if there are any Community comments yes uh thank you so before uh before you uh provide those comments I just have a quick sort of Preamble just to kind of govern how the information is shared and set expectations around what your roles are and and ours as a committee um we provided a zoom link for those who wish to make a community comment but for whom it's not possible or prefer to not attend in person this evening please remember the community comments are an opportunity for members of the school committee to listen to members of the community let's share this meeting it's my responsibility to facilitate this communication between the public and the three committees present this evening I personally believe this communication is a critical element to assist members of these communities with discharging the responsibilities of the positions they've been elected to hold effectively facilitate this discussion I encourage anyone providing comment to consider that the volunteers that comprise these committees are your neighbors your friends and fellow community members we welcome all points of view but I would respectfully ask that you treat them in a manner consistent with that in mind collectively we're here to support the administration who in turn assist our Educators and support staff to educate care for invest in and Inspire our children are not a forum for answering questions or engaging in debate we respectfully request that you please make your comments brief no more than three minutes and you move the discussion forward by adding new information please try to avoid repeating points that have already been made once the public comment section of the meeting is concluded we'll move on to other business and unsolicited comments from the community will no longer be permitted this is standard operating procedure in the school committee meetings across our three districts if you desire more information or have specific questions contact information is on the district website okay um so any Community comments sure where should I um speak to you you can speak right there to the entire committee if you just state your name and um you know relationship to this committee whether uh reside here or whatnot all right thank you for giving us uh the time to an opportunity to speak today on um the importance of Dei and somehow controversial subject and I've been a music teacher at Dover Sherborn middle school for 24 years I currently teach General music classes and also direct the two jazz bands I am also a co-advisor to the GSA I will begin and end my time with the same excerpt indivisible with liberty and justice for all we hear this and some of us recited every day of the school year I'm not sure who else pays attention to these words every day but I do as a music teacher I work at giving each child a chance to experience their creative expression and fulfillment using music as the medium you be here now is a universal idea and concept for Jeff Janice and me you is the most important word of the four and I truly try to get to know each individual student and make human connections I ask each student to find their value as soon as they can what is your value and how will it help your group in the class in other words how do you belong humans need to feel that we somehow belong and are valued so I see diversity equity and inclusion is number one when I teach because each student is included treated equally and highlighted by their diverse selves when I have my GSA cap on I personally think that I'm doing the same things as in my music classes except with a smaller select group of students much like the jazz bands are a smaller select group of the concert bands the students who come to lunch with me identify in different ways straight as allies gay trans non-binary Etc I don't know why I don't question them I simply accept them for who they are helping them to feel like they belong in this school and in the group just like in music class Fred Rogers has been a hero of mine since I was very young and I'm going to read a lyric to one of his short songs it's you I like it's not the things you wear it's not the way you do your hair but it's you I like the way you are right now the way down deep inside you not the things that hide you not your toys they're just beside you but it's you I like every part of you your skin your eyes your feelings whether old or new I hope that you'll remember even when you're feeling blue that it's you I like it's you yourself it's you it's you I like so simple and yet somehow very difficult for some people when we talk about our GSA friends diversity equity and inclusion for everyone at DS pre-k through 12 we cannot do this without talking with each other and seeking first to understand without bias and false narratives or misinformation Listen and talk as individuals who care about all our children and who they really are and help each one of them to understand that they belong as they are we are all here on this planet as humans communication and community and collaboration can we achieve that get together in person when we have ideas concerns and questions I know my door is always open I'll now end with the quote I began with indivisible with liberty and justice for all thank you thank you oh good evening my name is Christine Atkinson I've been a classroom teacher at DS for the past 17 years when I decided to make a change from being a manager at a public relations agency to be an elementary teacher I had no idea that Dover even existed what I did know is that I had a love for kids and love sent me down A New Path a path that has led me to right here over the past 17 years A lot has changed some changes have been in my opinion for the better and some changes I have really struggled to understand and accept and let's be honest nothing really prepared me for the changes that covet has and still continues to bring to the classroom each day this has been a hard year for many reasons and with all that change I worked to remind myself there is one thing that has stayed the same my love for kids and it is that love that brings me here tonight tonight I have come to say thank you thank you to Beth and Denny for working each and every day to make our schools better than they were the day before thank you to our Administration Devin Jim for being active listeners and for helping me navigate some of the new challenges that I have faced this year I know that all of you put your heart and soul into DS and please know that the work you do is appreciated and thank you to all school committee members sometimes making decisions can be hard and all of you continue to show up each and every meeting to make those discs those decisions and move our schools forward I love kids and all I've ever wanted to do is create a classroom where each one of them feels loved feels smart feels heard and feels like they belong because it isn't until a child feels all of those things that they can truly be empowered to make a difference and isn't that what we all want as a DS educator it is what I strive for each day and with all of your support Most states will get there [Music] hi I'm Sarah Collins I'm a sixth grade teacher for five years here at DS I'm a team leader and I'm one of the GSA co-advisors and I also wanted to say good evening and thank you to Beth and Denny and the school committee for the support that you have shown in the last year and I'm honored to address you today to share the incredible impact of that ongoing support in our device diversity equity and inclusion work in my experience when we actively acknowledge and embrace the unique identities of our students something magical happens their faces light up their body language relaxes and they become more willing to take academic risk by affirming their identities we create a safe and inclusive space for them to flourish as learners when we explore topics such as a middle eastern civilization it's remarkable to witness the engagement and enthusiasm of students who hail from those regions reading articles authored by female scientists empowers our young girls to Envision themselves in as future stem leaders additionally respecting and using the pronouns of our students that they request help them feel seen and validated in their authentic selves by continuously affirming and acknowledging the identities of our students we are nurturing nurturing their growth into resilient confident and compassionate adults it is through these intentional actions that we Foster a sense of belonging and Empower our students to navigate the complexities of the world with Grace however we must recognize that Dei work is still an ongoing process that requires resources and support I urge the committee to continue to support for professional development curriculum enhancements and Community engagement to sustain expand our Dei initiatives together let's seize this opportunity to create a transformative learning environment where all students regardless of their background or identity can Thrive by investing in Dei we are not only shaping the future of our students but also fostering a society that celebrates diversity and racist inclusivity thank you thank you sir my name is Jennifer Sunday I am an art educator here at dsms I am also the tech director for our school's drama program and I am a 15-year teacher I have been co-advising GSA this year and it has been one of the most eye-opening beautiful experiences for me as an educator so far as a middle schooler I was bullied endlessly for being different and my drive to become an educator was so that I could stand up and protect my students and create an atmosphere for them to express themselves and collaborate with others and feel like their presence here has a purpose and a reason and that they're welcome with their permission I have three Anonymous pieces of poetry written by students in our art lab for GSA where they've used art as a way to express themselves I have not seen these kids up until this point of the Year feel so free and relaxed and happy finding their peers that they feel like they really identify with in their group um this one is a sixth grade student anonymous it says I am proud I wonder what the future holds for me and others around me I hear discrimination against others though I try to silence it I see the people who support me on my journey and I want to be understood by my peers I am unique I pretend that I can live through any problems I feel like I could combust into emotion at any point though I'd touch my pencil to distress through my art I worry that I will never be able to truly express myself I just want to be seen and heard sometimes I even cry myself to sleep I am a person too I understand only a small portion of myself though I learn more every day I say whatever pops into my head and I dream of acceptance I try to be the best I can I hope to be an amazing human one day I am proud to be me this one is also Anonymous a sixth grade student I am myself I wonder what other people think of me I hear my heartbeat in my ears and I see many fears and show it with my tears I want to meet other people like me but I am scared to let them see into my heart's people and pretend to be straight I feel like I'm trapped in a body that's not mine I touch my face and I worry I am never going to win that race I cry because I feel horrible and I'm sad because I feel like girls are adorable I understand that I will be one day okay and I reassure myself and say I can be gay I dream to be accepted I try not to feel rejected I hope that I can exist and if not I just can't do this they're all very powerful messages from our students and this one was actually written by a student who titled themselves human being but an ally who has come to every single GSA lunch budget meeting this year I am supportive of the people created different I wonder what other people think I hear the Happy remarks of my friends who get to be themselves and I see Rainbow Flags diversity in the colors of freedom I want to see people comfortable in their own skin and pronouns I am an ally I pretend the haters don't exist I feel Joy when I see people comfortable in their own skin I touch the hands of my friends to join them in the fight I worry about the mindsets of older Generations I Cry tears of joy at the thought of equality I am a supporter to everyone no matter their differences I understand that pronouns are confusing but I still try I say don't fear things that are different I dream of a place where everyone feels safe I try to help the fixed mindsets change I hope to help change the enemy that is adversity I am not lgbtq I am black I am a female and I do support these pieces created by these students show intense bravery and their desire to want to fit in and be treated equally and that each and every one of our students here is unique and we need to raise them up for that not push them down thank you thanks Jennifer so and I get through their formal remarks but we are also here to thank Danny and Beth the dsea and Judy and I have worked with them all year long and it is we want to celebrate and congratulate them on a year that has shown us that they have brains they have heart they have soul and they have strength and we are so glad that States so thank you one of your well done [Music] Scott Johnson and I'm preserver and I'm a DS grad I graduated in 2020 as my mom says I just wanted to thank the committee for their Dei work and urgency to continue when I was in the high school we had some incidents of hate crimes and how that was handled was people from those minority groups were put on stage to say how they felt which just felt like an interesting response so I hope that we can keep working towards how to respond better and how to make these never happen because that shouldn't have happened to begin with and just hopefully we can seem a lot better thank you anybody else yeah hi I'm Kim Phelan I've been teaching here for 17 years U.S history and Civics I was military before this 15 years in the Army we were doing the era in the Army long before I came here to DS because you can't understand and work together with people who are different than you unless you can understand them and that's the most important part of the Dei work that we're doing is helping kids to understand the world Beyond yes the world beyond their own personal identity their own personal body if they can't understand that they're not going to be a signature they can't be productive today I can't tell you how important this work is and we really appreciate the support for it our kids need it they know it they recognize it when they see it and it's something that we need to keep doing things um I just I'm uh have had a request from a citizen to read the statement on her behalf tonight in community comments um so just reading the statement I um I'm Bethany Burke from doverley Brook Road thank you for this opportunity to speak first and foremost I extend my sincere congratulations to the newly elected members of the school committee your Victory is a testament to the trust and confidence that our community has placed in you I trust that you will bring your passion and dedication to the important task of shaping our education system for the better during my campaign I had the privilege of engaging with numerous individuals who shared concerns and aspirations for our schools I listened attentively and feel it is my duty to convey the valuable information I have gathered from these conversations one recurring concern expressed by constituents is the need to find common ground on Dei initiatives while we all recognize the importance of fostering a diverse and inclusive environment there is genuine apprehension that some initiatives May silence diverse perspectives or exclude different differing viewpoints to address these concerns we must engage in open and respectful dialogue ensuring that our Dei efforts remain inclusive and respectful of all voices in our community another significant concern raised by parents and constituents is the preservation of academic rigor they fear that the resources and attention that are being devoted to social emotional learning cultural responsive teaching and data-driven systems May divert us our Focus away from core subjects striking a balance it allows us to provide well-rounded academic education while addressing unique needs of our students is Paramount transparency emerged as yet another crucial issue many constituents expressed a desire for clearer communication regarding curricular changes and school committee decisions particularly in areas such as safety policy and health education by enhancing transparency and fostering open lines of communication we can build trust and ensure that parents are well informed about matters that impact their children's education lastly the safety of our schools was of utmost concerns parents rightly seek reassurance that our schools provide secure and nurturing environments for children for their children we must prioritize the implementation of comprehensive safety measures including proactive bullying prevention robust mental health support and thorough emergency preparedness plans in conclusion I offer my sincere congratulations once again to the newly elected school committee members together let's find common ground on Dei initiatives maintain academic enhance transparency and prioritize the safety of our schools despite our differences we share a common goal of providing the best education for our students we have more in common than what sets us apart and with open minds and hearts we can easily Bridge the gaps that divide us thank you thanks Bethany thanks thank you we have Rob Andrews uh who is online would like to speak I can't either hear you but uh can you hear me I can hear you a little bit but can I can you hear me yeah hang on um Mr Andrews let's see if I can get you on can you try speaking again um I can hear you but we're trying to get you on the overheads um say hello I'm happy I'm happy to just start reading if you want for sake of time I know how busy you guys are okay yeah we'll do the best we can speak as loudly as you can so thank you everyone I via email so if if folks want to understand a little bit more that's that's fine too um I find it such a blessing to be able to live in Dover I'm today because after the last few School Board elections I feel that I have to speak up it is clear outside interests or national politics or something has taken hold in our towns misinformation about our schools coupled with anger and fear about the quote other seems to be motivating a small minority in our of our neighbors I am unsure of the motivation but in such a small town I hope we can try to build a more civil communication between all of us I know as a two-dad family our very existence seems threatening to some yes we are different our children experience life differently but we also share so many commonalities with most families at Chickering I have been incredibly proud that my children have had Educators who acknowledge our family as a possibility in the world because it's just the truth We Exist I am proud that the Chickering that chick ring formed a rainbow Club my sons have zero interest in joining it but I can imagine what an existence would have done for my self-worth as an elementary school student in if my principal had made that choice times were different in the early 1980s though research shows that LGBT youth have a higher incidence of suicide than their peers the work of our schools are going are the work that our schools are doing to be more inclusive saves lives many of your children's lives but more important our neighbors children's lives I understand that there has been some fiery Reddit rhetoric at past school board meetings over the past year as in year 50 I've heard this all before and although it hurts I can handle it as an adult but I think about my friend's children who are just trying to figure out who they are in the world those children who have yet to experience the hate-filled rhetoric so close to home what do they think when the beautiful and resource rich communities such as ours as members telling them they don't belong not just what we say but how we speak impacts our children and not just children in the abstract but our Town's children the ones we see riding their bikes to the library to get hot cocoa the ones who wash our cars at the townhouse the ones who play for our entertainment the ones who win sports tournaments bringing us Hometown Pride and the ones who get those outstanding scores on standardized tests that makes our property value rise they hear how we as adults talk to each other and treat each other I know that many people in town are concerned with cultural shifts happening happening around us in many ways I am too perhaps not for the same reason or for the same shifts but I have empathy for those fearing the unknown and how it will impact our children with that said remember where we live and who we are as a community we have to treat each other better even if we disagree we have to trust each other and Trust our Educators more many of our school leaders elected and hired are our neighbors not radicals or fascists lurking behind our social media feeds we have to do better for ourselves and we have to do better for our children if you hear something that sounds absurd it probably isn't true our kids are listening to us and need better than what we have just witnessed this past year my life experience and research has shown me that those with the highest degree of disgust or discomfort with homosexuality or different gender Expressions typically are struggling with something inside themselves I will give some Grace to those who have said some hateful things because they are most likely struggling with something in their own lives but we have to do better we all need to give each other some Grace and have empathy for those different from ourselves we only learn more about ourselves when we encounter the richness of what what Humanity has to offer our own beliefs solidify when we encounter difference I know in a public school our children will encounter many ideas that are not necessarily compatible with our espoused with those espoused by our own individual families some from teachers and many from peers it's hard as a parent to give up control and let our children have these unscripted encounters we are Jewish yet one of my son's good friends tell him often that Jesus is perfect I have not complained to his teacher nor to the children's parent to the child's parents rather this opens up a wonderful conversation at home about our belief system and how we respect and befriend people different from ourselves while holding on to our own beliefs this is the gift of a public school it allows for my Jewish Jewish son with gay dads to befriend another child who is clearly clearly loves attending church with her very large Catholic Family it is not what I expected nor did I necessarily want to be discussing at home but I appreciate that this family exists in the world I would hope that other parents would welcome these types of encounters and help engage their own children in the diversity they will encounter outside the bubble of their own homes my son and my family are enriched by this diversity that exists and is celebrated in our public school I applaud the Educators who have who have to manage this diversity and all of the cultural differences that public school affords as a former educator there is no amount of training that can prepare you for managing these types of encounters but I can tell you from experience Chickering leaders either do it well or have the humility to seek help to make sure that all children feel welcome thank you to the school board for supporting the efforts to support all of our children from all of our backgrounds I hope that in the year to come you are able to continue this work but also that our community lowers the temperature around these issues so that we can Elevate all of the other important things that you are doing at our school I am sorry for taking so much of your time but I feel compelled to offer these words to the community so that we lift up the work that you are doing to be more inclusive it is always messy in public education and I call on my fellow parents and neighbors to lower the temperature so our children are surrounded by the love and support that I know every parent hopes for their children and their neighbors children to receive thank you thanks Robert [Music] everybody else [Music] all right thank you everybody and that closes the community comments section on the meeting um appreciate all of the bad words and certainly things for us to focus on and think about in the year ahead very good all right so next item right I'd like to thank all of our Educators for coming and uh you're welcome to stay for the remainder of the week meeting um but don't feel obligated I know that you have two and a half more days of Reserve to rely on [Music] for a tennis report [Music] seeing live stream fast they can watch it and listen to it the whole ride home fantastic there'll be a quiz on Friday afternoon all right um good evening everyone um so my objective tonight is just to provide kind of some highlights from the school year and talk about the work that's going to happen over the summer and where we will pick up when we return in the fall um so I'll be discussing like I said highlights uh provide a few Personnel updates summer projects and planning for next year so as you know Denny and I were both new to our roles this year and had the opportunity to engage in the entry process we have already provided to you our findings I will not go over them all again tonight you can take a deep breath um but just a reminder that our strategic objectives moving forward we have five buckets that will be focusing our work for the next three to five years around excellence in Innovation and learning challenging and supporting all students professional learning and growth for our Educators family and Community engagement and safe and sustainable spaces that said I just want to reiterate the strengths that I heard from talking with community members parents taxpayers Educators students administrators everyone highlighted many of the same things that make Dover Sherburn so valuable those include our commitment to academic excellence and our desire to have a rigorous education for all students the value and love we put on the Dover and Sherburne communities in terms of valuing Education being small being supportive of each other our educators are certainly well respected and appreciated by our community and our focus on the whole child so balancing out yes the academic excellence and rigor but also looking at the whole child and making sure that we're taking care of student social emotional needs at the same time this year and other highlights we had several Community forums we were able to discuss the findings of our Equity Audits and what diversity Equity inclusion means in our classrooms there are several resources that are available on the website there's recordings there's slides there's a 50-page FAQ um also coming out of all of this work both the entry plan and our community forums it was an opportunity for our community to come together and say what is it that we really believe in so again our goals initiatives have grown over the last 10 years so we want to make sure that all of our students achieve high levels of academic proficiency across a wide range of Assessments that they can demonstrate in many ways that we want to make sure we're growing the skills and competencies in our portrait of a graduate that we're nurturing the social emotional Wellness of the whole child and that we're preparing students for a diverse diverse rapidly changing world so all of these discussions this year have landed Us in the same place that we will continue to go back to it's also made us realize what we believe in terms of teaching and learning I won't go through all of these before because I know you've been on the forums and right re-watched the recordings and all of the notes and all of those things but I think it's important that when you go to the new DS website and it says who who is DS we are DS these are the principles that are going to be there in terms of what we believe in term in support of teaching and learning and as long as well as the idea of belonging for all of our students so all of the opportunities we've had to engage in these conversations this year have landed us on these common principles that we all share we've also had an opportunity to think about what our curriculum should include and I don't want to take the slide away from Denny um but this these are the pieces that underlie what it is that we use to develop a comprehensive thoughtful curriculum um and this is the tool or this outlines the tool that Denny's been using with all of our K-12 Educators and looking at our entire curriculum to make sure that we're allowing for student voice student agency critical thinking higher order skills Etc so again all of the discussion all of the research all of the work this year has landed Us in this common place that we can always go back to um for a second programs this year as a reminder we had our program reviews from Desi focused on English language learning special education and title grants many without findings and a few good reminders to move forward we finished contract negotiations and you'll be voting on not only our Educators contract but three of our four Association contracts this evening we have a new website coming I joke that it's called Denny's website because he's been really leading the charge but it's been a lot of work by Denny and by our assistant principals and many of our program leaders getting that up and running and so hopefully that will have a soft launch in mid-july and we'll be looking for feedback before it goes kind of viral in September and also after two years of research we are bringing on a director of human resources that we'll be sharing with the town of Dover perhaps with the town of Sherburne moving forward we have extended an offer to an individual and we are just working on kind of the the point the points of the contract and negotiation so we'll be announced that person soon and they will be starting in July which is very exciting all right a few highlights surrounding academic Excellence thanks to Denny's leadership and that of our principals and our K-12 PLC curriculum and department heads we have identified best practices for teaching and learning in all four of our buildings we'll be coming back together this August and having our instructional leaders look at the similarities we've had that opportunity we know that they're very similar and hashing out a K to 12 list of best practices that you can expect in classrooms throughout a child's Continuum of learning obviously little tweaks as they get older and more independent Denny has been working with the leaders on the curriculum audit you'll get to hear more about that next year in terms of their findings and the tweaks that they've been doing very positive feedback from the teachers in regards to their feeling that it's made them a better teacher and thinking about their curriculum more holistically and meeting the needs of all Learners in their classrooms the elementary math pilot is uh continues next year we did small pieces of work with illustrative and Eureka this this year next year Elementary's educators will be working more comprehensively with illustrative math and reveal so we're being very careful and thoughtful about the programs that we're exploring and looking at data and feedback before we make a final decision moving forward we have several additional courses I don't need to read all the slides to you but especially at the high school level we've rolled out no new AP Computer Science forensic science and financial literacy continues to be the most popular course at the high school so um kudos to um our department chairs and faculty for working on those and coming soon as a result of all the positive feedback we're getting from students about these expanded course that are relevant we have another AP Computer Science coming in a year or so some business courses an interdisciplinary course and Robotics so lots new and exciting at DSHS several extracurricular achievements I won't go over all of them but we're third in the State mock trial the Science Olympiad did fantastic this year our mock trial team our robotics team is the largest to date our physics team plays first and second in the state so many um proud accomplishments for our students and their advisors College matriculation you have a list in your packets congratulations all of our students graduated on June 1st 96.6 of them are College Bound so let's make sure that U.S news gets that right this year um and we have one doing post-grad work three heading on to work and one still working on their plans um so excellent there 85.5 of our seniors got into their top three schools which is very typical if you look at a 10-year average we usually average 87.7 getting into their top three this year is 85.5 not much of a variation but if you'd like to spend some time with Mr Smith at the high school he will tell you that during the pandemic and coming out of the pandemic college is over enrolled because they weren't sure who was actually going to come and so now schools are under enrolling because they have such large classes that are going to be Juniors and seniors they don't have the space so that probably explains that fluctuation but our Contin kids continue to be able to do whatever it is they want to do whether it's a gap year go to their um the college that's the best fit for them Etc in terms of student belonging um many thanks to Kate McCarthy our director of student services who is here tonight she's been doing phenomenal work with our principals our coaches our leaders in terms of especially the elementary level having the data team meetings looking at student data student data sets multiple times a year identifying students who need short interventions long interventions and providing those interventions and then seeing their growth in literacy and numeracy over the course of the year so thank you for all of your work there and that work will continue as we scale that up to the middle and high school and what that would look like we're piloting the elementary fly five curriculum which is around bullying um and social emotional learning so we'll continue with that next year or again a phased in approach slow and steady we did work with all of our Educators stop at name it claim it as a way of addressing bullying and bias-based incidents in the moment um to just simply say stop what you're doing is not okay here's why and let's not do it again and we're hoping to roll that out with our students moving forward so that we can address things before they become big and ensure a sense of belonging for all of our kids safety character or safety training as you know at the elementary level we continue to work with our teachers on lockdown drills and at the middle and high school we recently partnered with Synergy 9-1-1 to do lockdown and barricading with our students who all were very grateful for the opportunity they feel empowered to be able to make decisions in the moment and are reassured that we have a plan God forbid anything happen and then all of the school-based initiatives and we'll go through them but assemblies all school meetings turkey trots the bleacher project for inclusivity peer mediation so many things happening within our individual buildings to make sure that our students have a sense of belonging sense of normalcy this year closest to normal we've been in a while I see lots of nods over here no masks um normal schedule getting together field trips Broadmoor hail MFA JFK Library Spain Washington DC we had two different groups go our Athletic program continues to be phenomenal in all of our Sports and as you know our spring teams continue to win we have I think was it Boys Tennis out there right now or girls tennis girls tennis boys tennis was yesterday they won so they're continuing and then we have boys and girls lacrosse continuing so so many championships so many All-Star athletes and also opportunities for our captains to engage this year in leadership training about a number of things both leadership skills as well as hazing as well as inclusion um and Equity training finding Performing Arts I know you've been to all the shows Show Stoppers it's like going to Broadway on a discount um but SpongeBob music man one act plays radium girls so many concerts chocolate cafe our kids have phenomenal opportunities thanks to our educators Personnel updates I won't go through all of them but our building leaders have been busy hiring for all of our new positions so congratulations on bringing in a new batch of phenomenal Educators and support staff I've had the opportunity to meet all of them is kind of their final stop and I just get more excited every time I meet a new person summer projects what's happening this summer after Friday afternoon when everybody disappears the rest of us will be here Denny and I will be working a lot on the strategic planning again we have those five buckets we worked with our leaders to identify some initiatives key initiatives under those five buckets we need to kind of hash them out and make sure they're in a manageable timeline work with our leadership team during the retreat and then bring them back to you for the final strategic plan in September we have our Educators engaging in multiple Workshop days this summer individually in teams on anything related to the school Improvement plans you've already heard about Kate is busy working with her Special Education team converting all of our special education data and IEPs into Aspen and rolling out a new IEP format and process so okay kids going to be busy this summer but thank you for your efforts and then dawn has lots going on in terms of facilities Chickering we have classroom floor replacement Fire Control Panel upgrade at Pine Hill the kitchen floor replacement and energy management system upgrade the Region High School floor replacement the link was bathroom renovation you all saw tile last week and the Middle School library renovation projects thanks to the flood so local bad things Middle School renovation restoration project because there's also work happening in other areas of the library classroom insurance plan thank you so thank you John for doing that work so next year we will have a district strategy which will inform superintendent and district schools they'll be tied into the school Improvement goals that you've already seen drafts of which will continue as the calendar task force which has already had two meetings and has some materials prepared to send out to the larger Community when you come back in September we're going to continue to work on communication and transparency our website Denny's website will be key in that but making sure that we are providing information about all of the academics and academic Excellence that we do as well as how we support kids and include them for a sense of belonging we have space audits happening at the high school and the middle school as we are running out of space and need to be creative and that will then happen at Pine Hill too which as you know Pine Hill is a loved school but may need a little extra TLC in the next 10 years or so and we'll also be finally trying to un-mingle all of the data around start times in came the pandemic so it's hard to decide and determine what caused what and what didn't cause what but we'll do the best we can next year both looking at data as well as getting feedback from our families and educators so that's what I have on tap lastly because kids um it's touching that all of our teachers were here this evening so I just want to take a few moments to recognize all of the people who give their heart and soul each and every day to the Dover Sherman Public Schools it doesn't just take one Village to raise our students in the case of Dover Sherburne it takes two many thanks to our administrators administrative assistants Athletics staff bus drivers business office counselors custodians Dita shida drama production crew educational assistance facility folks Food Service groundskeepers I.T team Librarians nurses school committee special Educators Specialists substitutes and teachers that make it happen all of those people got us to this point this year and I just want to say thank you at the opening day assembly in August I reminded our pre-k through 12 faculty of the reason we do this incredibly challenging and extremely rewarding work because kids kids are inherently happy and neatly curious and instinctively creative what better clients to have each child is a gift an individual with a story a student with distinct strengths and interests I asked Educators to listen to each of their students theme songs learn what motivates them engage them in deep learning celebrate their successes and capture endless moments of joy throughout the school year they did not disappoint I want to thank everyone I listed for keeping kids at the center for working to ensure all students feel a sense of belonging have opportunities to achieve at high levels and graduate prepared to navigate and thrive in a diverse Multicultural world while this work has not been easy not been easy we have done our best to balance academic rigor with inclusivity and kindness both are possible and both are necessary when we return from summer vacation I called the larger DS Community to unite around our Collective why because kids to work together constructively and collaboratively to advance the system in achieving its Mission and strategic objectives to support every student to discover and pursue their full potential kids are our greatest asset and our best hope for the future let's find a way to Rally around them together thank you for all of your support and that's my update [Music] I take questions if I have a question as much as a comment um earlier this evening when many of our faculty members were here um I heard from many people something that thinking about it and I've been attending school committee meetings and lived and where I've worked in five different communities over the past 29 years and I have never one time over hundreds of meetings her faculty members get up at the end of the school year and say thank you to their superintendent and their assistant superintendent I've never heard that happen and um this is the end of your first year death and your first Year Debbie and I think it is exceptionally unusual that two first-year Chief School administrators would have that level of gratitude and appreciation particularly at the end of a difficult year at the end of school contract negotiations when oftentimes nerves are afraid feelings are bruised people are in different places and I appreciate how much you've thanked all everybody else and I just need to say a huge and very deep thank you to both of you um and that's not to say that that as a school committee person and I don't like want to speak for everybody else this isn't to say like oh we just yes you to death for all the things that you might want to do I think that we are as a collective we're pretty critical and and Don has been sitting at hundreds and hundreds of school committee meetings as a member and an administrator in our school district for a long long time I am astonished and really really happy and grateful for everything that you guys have done this year thank you thank you anybody else no it's clear you've figured out a way to invent the eighth day of the week to be able to get home [Laughter] that's free extra 24 hours um thank you for that update it's a nice summary of everything that has been achieved and is uh sort of on the docket here clearly things are not stopping come Friday afternoon thank you thank you um any other questions great so now we go into the voting and sort of uh review side of this meeting here just quick new members we don't ever vote as a joint school committee that's just sort of a meeting itself we do vote by the individual School committees so there's going to be a fair bit of administrivia in moving things around to different teams to do the reviews and um and and votes but bear with me bear with us and we'll get through it um so the first is the second read on the Pine Hill Family handbook uh for the Sherman school committee um so the revisions were included in the packet it was primarily just an update to The Faculty members um and I guess I would ask if anybody had any questions or comments on what was included in the package or after reading the fall material just to clarify the um the updates are on page two of the packet and the current website the current handbook is the one that I found on the website today I have the silliest um remarks and they might have already been updated I think page seven and maybe this is on purpose still notes that during covid all school all school meeting will be on Zoom um maybe that's fine to leave in just wanted to note that I think page 38 needs to be updated for the current school committee but I think that's all I could find and you may want to leave page seven in because who knows what the future brings but we're all in it together [Music] thank you thank you so I guess with Dr Brown's initial proposals as well as those changes so uh with those changes as well as Dr Brown's proposal I'd open a motion to approve the handbook with the proposed edits as well as the uh the edits that are summarized in the um in The Proposal near him in the uh package so this Christmas second second any discussion can I vote I didn't get a packet so I haven't read it can I vote anyway because I trust Christine's edits so who made the original motion it has been you are our Sherman person anyone I'm hungry [Music] can either abstain or vote in behavior um we did discuss the package during our original meeting in the first read so the only changes from that would be from yeah Christian has um so Christina's second in the motion all in favor [Music] without Amanda great thanks Judy uh for the middle school and as we're sitting here I'm thinking I'm going to be up next and I hadn't realized that until you started to until you said may I have a motion but luckily I've actually read all the changes um we we got the first read and on the um High School and we got at our last meeting the middle school we got a flavor for what the changes are um so I guess my question to the region is let's start with the Middle School handbook um uh questions issues anything anyone wants to change the things needs to be changed I I have to say I think Maggie was on the committee that was working on this and they did a masterful job thank you Maggie am I right about that yes but I I didn't don't thank me [Laughter] um so no no who Colleen oh Colleen hi thank you hi I just I had a question I wasn't there when the first read was done so um I have the role on page 18 of the handbook it has the role of fact fluency for students that section has been removed I was curious about the um the reasoning behind it there's a role of reading for middle school students followed by the role of fact fluency for students and the fact fluency for math has been removed I'm wondering if that's the thinking um if anybody under knows something why don't you speak okay so um in Middle School often um as there's an expectation that students do independent reading as well as reading for whatever novel or book that they're reading in class they no longer assign facts fluency for math facts at the middle school level it's more integrated into whatever their math homework is so they felt that was kind of outdated and therefore took it out okay yeah thank you any other questions okay then um may I have a motion uh to approve the revisions to the Dover Sherburne Middle School um handbook [Music] uh second uh calling bird second all in favor uh I think that's unanimous thank you okay now let's move on to the high school um a handbook which we had at our last meeting and I think John Smith gave us some information about the changes is there any are there any oh I forgot to ask if there was discussion on the motion sorry um is there any questions or or discussion on the high school the changes to the high school handbook sorry I didn't look over there um okay so then may I have a motion to approve the changes to the Dover Sherborne High School handbook can I have a second Angie Johnson second um is there any discussion no hearing none all in favor okay and that is unanimous as well Dennis back to you it's handoff um great thanks everybody um so next up is the dsea memorandum of agreement in summary there is just the summary of the negotiation with the teachers union and we wanted to just present some of the sort of substantive updates from that from that negotiation and to do that Kate Potter was graciously agreed to uh to summarize some of the some of the potassium inputs totally asking any remaining members to jump in as they would like to um okay so first I just want to say um that we have three people who are who are missing because their terms ended um who were on our committee so Lynn Collins who recently ended her term on the regional school committee Peter Russo from Sherburne and George moral who represented um the town of Sherburne on the select board side have all just a finish their terms so they're not with us but I want to I want to give out a huge thanks to them um and in particular to Lynn and I hope she's listening who was our chair and let us you know with with deep thought um Clarity kept us on track you know made a million amazing slides and graphs that I don't know how to do and and just really kept us moving along um so thank you to all those people who are not here um and then next I want to save just real quick this is my third time being on the um school committee end of contract negotiations and the first time it was my first year on Sherman school committee and I was like a deer in the headlights when I said yes to it I had no idea what it would entail and I learned a ton um but each cycle it's you know some people are the same some are different but what has always remained the same which which I think is very Dover Sherburne is the commitment of both sides to really try to understand where the other is coming from and you know negotiating anything gets sticky and there were sticky moments there always are but we were able to come back and say okay this means a lot to you and maybe we're not totally understanding why or or this is really really complicated for the school district and maybe we haven't explained why well enough and and I just felt like I was so impressed with both sides um for coming together and it was a pleasure to be a part of that so I know I understand a lot of the teachers left I'm glad some are still here so please relay our thanks to the rest of your team um okay with that Paul's word to provide a fair and Equitable increase to our educators to rape to remain competitive with agreed upon comparable districts of course to maintain all of our amazing programs and services to respect the town's finances which is tough I was just talking about you know we have Dover and Sherburne um the two select board members really helped both groups understand the the money side of it there's only so much so how are we going to parse that out um and of course to keep our contract language current with any changes in federal and state legislation thank you um so where we ended up is um teachers are on a matrix um salary scale so for fiscal year 24 25 and 26 um we came to agree on a 2.75 increase plus 300 per step in The Matrix which equates to about 3.05 percent increase overall for all three years um and then for appendix C which is mainly coaches drama programs outside of the school day folks um fy24 a rate of increase of about 2.6 25 1.6 26 1.6 um does anyone have questions about that or do you want to jump in at all Dennis or Beth Or Dawn before we so I think well it may seem simple that it sort of a relatively straightforward sort of increase um over the course of the three-year contract so again one point the contract covers a three-year period and we kind of negotiated for each one of those those increments for each year during the contract one of the stated goals here from a financial point of view was to obviously maintain um sort of fiscally responsible sort of standpoint from a town finances perspective we also have a goal to [Music] um remain competitive with our comparable districts as Kate had mentioned and I think we spent a heck of a lot of time looking at the comparable districts not all the districts have settled their contracts but we've tried to do some work to sort of model out where they may land as well as using data from districts that already have agreed contracts or in the middle of an agreed contract and our goal is maybe not to be at the highest but we wanted to be sort of right there in the middle and and recognize financially as well as with a lot of the other elements of the contract how much we value sort of the Educators that are you know here coming in every day I'll say where we landed was within tenths of a percent of that top sort of grouping of comparable districts so we are where we want to be but very very competitive with what we would consider our comparable districts in that comparable District Roofing is something that we agree with the dsea beginning to set some norms and expectations around how the sort of negotiation would would continue so um I think from a you know financial terms perspective I think it kind of made sense in the context of how we built the budgets the budgets a lot of them had already started rolling through the various committees and approvals both within the Committees here as well as in the towns so he had sort of established sort of a kind of General range things are getting tight with inflation and other kinds of things so we we needed to kind of make sure that we took a lot of different factors into consideration so yeah thank you for adding that detail any questions on that before we move I think the next slide helps explain it all okay um would you like to take the next slide down for Dennis yeah sure um so the base salary for all districts and FY 23 is 22.9 uh million the step increased so as Kate had mentioned there's kind of two attributes of the uh of the financial increase from sort of a remuneration perspective the first or step so as you progress um through your tenure and levels of of Education attained those increases for this year in FY for FY 24 is what's pictured here uh amount to about 376 thousand dollars of increase which represents about 1.6 percent the coal increase or cost of living increase is sort of a flat on the top percentage which is that 2.75 that Kate had mentioned earlier that represents about 642 000 of additional costs and then the 300 000 which uh which Kate you mentioned is sort of added on to that Cola represents just under seventy thousand dollars of cost or point three percent so when you take all of that together the FY 24 educator cost is roughly 24 million dollars in change or 4.74 increase which is within range of where many other sort of constituencies within the towns are RC sort of remuneration increase foreign [Music] agenda you'll see a lot of different contracts that have gone through this is just focused on the the educator contract we'll go through some as well so we're kind of talking about educator uh specific Ally any questions on that yeah okay um okay so then I'm not going to read all of this but some other things in the contract summer curriculum work um we added compensation or a larger compensation for days that teachers have to move their classroom largely at the elementary school takes a lot of time I remember doing it myself a long time ago to move your entire classroom to another room [Music] um maternity and parental leave we've changed to parental and child rearing leave and really just this aligns with being more inclusive for all parents birth mothers fathers adoptive parents foster parents eight weeks of leave for all parents using your Creed sick days and personal days professional development Educators hired after June 30th 2023 will be required to complete a course on Dei or culturally responsive teaching within the first years of employment the cost of the course will be covered by the district and will and they will the educator will receive three credits toward a lane change which is part of The Matrix is also available to and then new hires um incorporates existing mentoring and induction program but we make it a little more formal allowing a second year of mentoring for new Educators well Educators new to teaching non-financial agreements um there's always some housekeeping really it's just updating language making changes that just make more sense you know for example you mentioned or somebody mentioned the coveted language you know changing things that are we're not dealing with anymore um cafeteria duty to read defining the term duties more clearly and eliminate outdated language regarding volunteers number of volunteers needed for certain duties um article 16 textbooks really just reflects an update of current teaching that it's not just textbooks it's instructional materials there are a lot of things online now [Music] um that we are renewing and then salaries loss of prep time um we change that to planning and non-teaching time so clarify the language around Elementary loss of prep time um and then our insurance and annuity plan we expanded our offerings to include 457 smart plan and broth options um we have a memorandum of understanding um to work with the Educators on a joint advisory committee on special education which we were calling jaxy um a group to to begin in 30 days after ratifying the contract for the purpose to review current workloads and schedules of special educators service providers specialized program liaison um and to make sure they're you know within current contract language and work conditions the committee will meet at least twice a month and complete their work no later than February end of February 2024 and then proposed recommendations will be presented to the administration for consideration as and implementation has approved how do we measure up [Music] um we feel that this contract has kept us competitive with our comparable districts for hiring and retaining staff as Dennis mentioned we feel it's respectful of both Town finances neither Town had any appetite to have an override to make this contract work and we were able to do that [Music] um we felt that we were able to work collaboratively with unions concerns um and the the Educators ratified the contract by 85 percent uh with the dsea members which we were very happy about um and then outside of that of course it aligns with contract language applicable state federal statutes and future operational needs of the district [Music] okay and then just to thank you I've already done some of this but um I mentioned Lynn I mentioned Nikita and George who are who've all rolled off but um thanks to the rest of the committee who are here Dennis Jeff lose uh Robin Hunter who represented the town of Dover select Ford um I hope I'm not forgetting weld yourself Beth Beth John and um and our lawyer of course um and then the Educators team who as I mentioned were great to work with Rob Williamson was the chair um Lainey Glenn should you go in Amanda Rogers Christine Atkinson on a swan Pam Richie and Anna martinetti um and other support John Stein just our school lawyer Beth Dodd and Carl Stam who's the dsea union rep so anybody did I leave anything out through any of the team members who are still here the only symptom that I'd say is that a lot of the things that you rattled through were I think things that were in the summary of Don's sort of presentation of things that either we're trying to tackle this year or we have on the docket I think a lot of the things that the dsea brought up were kind of initiatives that either in one way shape or form were sort of moving forward but I think we use this to sort of clarify some expectations and get some language in the contract to make sure that you know everybody feels as though that you know it's formalized and has the energy behind it that it that it needs so um thank you for that summary no I hope it didn't move too quickly I just it's a lot of information happy to entertain any questions [Music] I just wanna I just have one comment um I said this I've said this a number of times this evening I I do this work for a living I'm an employment lawyer and it's the two sides to a collective bargaining after having bargained for a year come together in this kind of a um as as Judy Gohan called the Kumbaya moment is really special and it really speaks to [Music] um the collaborative work that you're that the committee did and how um it's not easy but you guys must have done a really spectacular job and so thank you well and I have to say I it was very much coming from both sides so we we felt really lucky to work with this team of of Educators and um yeah I think you know it wasn't always Kumbaya but it was always respectful it was always kind and and we got to we tried really hard to get to a place of understanding and so I agree um so just a little bit of administrivia here so what we're uh voting on tonight is a memorandum memorandum of agreement that's not the actual contract the um I'm gonna kind of give a wave cap and if there's anything I've missed on maybe you can kind of clarify so that sort of summarizes all the sailing points and contract we'll be working through to actually get the contract papered and then signed I think the chairs for each one of the Committees together and that will happen in in due course but I think feels good to be kind of coming out of the school year and into the next with a with a contract that sets us up for huge success I think over the next couple years and driving forward a lot of the good initiatives that we've talked about tonight anything Don sort of administer area that right no so you're just you're just approving or ratifying the changes that were agreed upon by the two the two working groups together so you're just ratifying what they agreed there just one thing I left out is that the three um people who I mentioned who who rolled off all voted in favor of this contract and typically I will say both Town select board members would be here tonight but obviously George ruled off Robin had planned to be here but had a family medical emergency um but if they were joining this they would be voting with each of the Committees that they team up with so Robin with Dover and George would have voted with Sherburne and then George sherburne's time to vote with the region so George would have voted to fit the region so just pretend like they're here and they're doing that though because that's typically how that plays out so this is where we vote by school committee so um ready to go here so uh we'll start with Sherburne um I'd like to request a motion to approve the dsea memorandum of agreement as summarized by uh by Kate Potter Christine Walsh so moved a second Kristen Epperly second thank you Christine Kristen um all in favor okay all right uh Judy do you want to take us for the region um may I have a motion from the region to ratify the memorandum of agreement between these our three School committees and the dsea so moved can I have a second any discussion all in favor okay that's a unanimous vote and Liz for door may I have the same motion for the Dover school committee there's a second second yeah any discussion all in favor any opposed so that's motion carries with me great thank you Mary um congratulations [Music] is there a prize you know I think that thank you guys all of you and also it's huge to be able to get a contract that allows us to move forward without overrides that's a big deal in all of our communities and and stay competitive with other parents because the reality is that there are not thousands and thousands of extra people banging down the doors to be teachers right now and so it makes me feel much better to sleep at night to know that they're offering a competitive package to our Educators and hopefully that will encourage them to stick with us or come to us not every town in our neighborhood has been able to accomplish this so thank you thank you it was a lot of time on both sides and I appreciate everybody sticking with it um and making their schedule available I think we started October yeah all right so the next item of business is the um the association memorandum of agreement for the administrative assistance custodians food service and educational assistance so we only have the three tonight so we are hoping to have educational assistance but it's not ready but we do have three to share with you this evening um and we are negotiations that Beth and I both run with representatives from each of these bargaining units uh what I've tried to do for you and I apologize I didn't realize until later this afternoon that the memorandums agreement was just a duplicate of the dsea memorandum not all these individuals but if you look at the packet now they're there so uh but to put some perspective around it the cover memo that I include for you so for the administrative assistants we're looking at a total of 13 employees um the custodial is 20 and the food service is 15.

and that is another Family Resource Center at S2 Morris 4049 okay yes okay so the Family Resource Center 017 is a grant that comes out of the state department of Ed that we apply for yearly and it has um a whole bunch of different things that have to be done in it one is reverse resource and referral it is also uh play groups for families it's a home visiting model where our parent educator goes out and does home visiting it's things to support the school during the day such as language interpretation and translation student support during the day and then the second Grant the o49 was an Esser Grant okay out of the Esser funds that they felt the frcs needed more funding to be able to do more programming for students in school to close the achievement Gap caused by the coven pandemic and so we applied for that Grant and that's where that 24 000 came from and can you explain why it says Morris because it's specific to Morris Street School yeah yeah that's that's what I mean when I talk about restricted when you apply for Grants very rarely do we have any what we call open operating grants an open operating Grant is like I ask for five hundred thousand dollars and the funder gives it to me and says and you use this money however you see fit that happens about two percent of the time we'd like to see more of that but it doesn't happen um all of these the majority of the grants I would say 95 percent of my grants right now except for donations especially in the ed Service account are all restricted grants and what that means is the state or the funder could be the federal government issues a request for proposal and in that in in that proposal they're very specific about how the money may be used and you write your program or your proposal to those restricted requirements and when you get that money you sign off that you will continue to use that money in the way that the RFP um was specific about it um and you report on that on a quarterly or on a um a quarterly monthly none or monthly right now thank goodness but on a quarterly or yearly basis you have to report out on the money as well as there's a whole data component in that 21st century grants that we have to do as well as outside evaluators come in and evaluate our programs in the district I'm sorry there's there's a lot to this so I appreciate these questions and then be able to help everyone understand this Jesse did you have a question yes um hi Anne my name is Jessica how are you nice to meet you I'm not so I'm not sure if this question goes to you or John so as I'm listening to all this and obviously I'm new to to the board so what I'm trying to figure out is anytime a program is funded from these funds are there any programs that make a part of the of the main budget out of the general operating fund correct no am I right on that John yeah I agree uh they're separate they're totally separate okay yeah so I guess a way to kind of quantify that a little bit would be is the majority of the things that are funded through ed Service are our before and after school programs all of our parent University and our parent programs they're all enhancement programs to support the day-long academic activities out during out of school hours right and just that makes sense thank you Jesse I I I'd like to also add and it's you know and then and now it begins to get a little complicated but so like for example we have our family Liaisons who help deliver some of these um deliverables that the grant is calling for right and so you know a lot of our board members have attended um a lot about programming whether it's you know helping uh families learn a new language or um how to better understand how to navigate the school system um it's our family Liaisons who are helping to facilitate but they may or may not be entirely paid out of these grants they might be paid out of General operating fund or a different brand but at the same you know just like Ann is but she's still working to help facilitate the grant if that makes sense um it's not as if we have a whole different set of people working under this grant it's folks outside of the Grant and in most cases um helping to execute the grant um I hope that helps and it doesn't confuse it more Terry so there is a wash between the two or our lines are blurred uh with grants help and regular Staffing help I'm not sure I understand the question to you so I'm just going to make sure so so the grants or help are facilitated by people we're being who are being paid through other budget lines it might be better for me to explain it this way so for example um we have the Ken can you go to the actually Ken you can stay on this page so the fast food challenge 056.

so that gives you that should put some perspective on this for you as we talk about things tonight um with these bargaining units I think the biggest hurdle we had is what's going on in the labor market right now and the economy in general for these particular employment groups so we worked I think the ask came in here and we tried to meet them somewhere um where we could but we also want to be able to keep our positions filled and I've been saying that all the school committee different School committees it's been a struggle for us to keep our custodial staff completely filled we're still not completely filled and so in all three of these we were trying to make sure that our entry rate was attractive but we also wanted to show value to those who stayed with us and give substantial increases that would allow them to continue living with the high economic inflation knowing that it may subside but there be when you look at their starting rates instead of that's that's part where you may struggle um with with just the cost of living so some of the numbers may look sort of large and the percentages may look large but same time you've got to put that perspective of how many people we are providing us for so on the administrative assistance it's comprised that both we have both 12-month employees and 10 month School Employees um and with the agreed upon language we upped their starting rates you'll see them there and we also gave rather than a cola we gave a dollar increase and that really reflected a little bit of the market adjustment to the starting region so they're seeing anywhere from 4.1 to 5.7 percent increase we don't have steps so if you look at larger school districts who have many more employees in these marketing units you will notice that they have steps so as they look similar to what you saw in The Matrix for educators we don't go to that extreme because it becomes more complicated than we need to but that's where we bring the longevity in you probably won't see very many employment contracts around that have a longevity as early as three years but to us that's sort of our step so we do 3 5 10 15 20 we're adding a 25 actually for the administrative assistance next year and that's where we actually also were able to increase those amounts a little bit to give additional financial support it's not built into the hourly rate but it's a nice bump to your paycheck when that gets paid so that is really basically the admin assistance we're pretty straightforward we increased our starting rate and what we did once we settled with the Educators as you noticed we had almost like a three percent for year one year two year three we were Equitable in year two and three with all of the other bargaining units and you'll see it could be across the board for years two and three we actually were able to go back to say the administrative assistants who had bargained for something last and we gave them the gift of the three percent because we really wanted to be Equitable across all the groups so that's Administrative Assistant um the custodians as I mentioned we definitely needed to bump up our starting rates in that Arena so you'll see if you look at their weed schedule an increase to both the day shift supervisor the evening shift supervisor but the largest one custodians and then they themselves that at that level so it's really our evening staff who cleaned most of the schools in the night are getting a two dollar uh a an hour increase and we've also increased the shift differential we did a lot of research on the shift differential and um the dollar is competitive it's not the top but it is competitive so what happens when they work the school shift hour say 2 to 10 or 3 to 11 they'll get an additional Dollar on every hour but when they switch to the Summers they work days they don't get that dollar so that's the shift of differential their scene increases the head custodians are seeing increases from the range of 3.6 to 6.5 and our regular main custodian staff is seen an average of 10 percent and we doubled the longevity there so that's a huge impact of an individual but it doesn't have a huge impact on our budget so that's where I feel like we find the places where we can put dollars in their pocket that actually doesn't um you know burden our budget so that was the custodial um the food service again we cannot thank them enough I think we have an excellent Food Service program here in all three schools participation is skyrocketed um mainly we provide good food but also because of universal free lunch so they are all working more than they did we're producing many more meals than we used to and we're lucky to have a very seasoned staff um and so we worked with them to make sure that we could retain them and they wouldn't want to go to another District um so for the Food Service I think one who wanted and really did this because we looked at area food service programs and there are I couldn't really find that many that didn't have sort of paid time off we don't have vacation really for our 10-month employees but they work sort of a shorter they don't work a normal school day a little bit shorter um if you think about the choppiness of their work schedule so in order to make it more financially feasible for them you will see other area school districts have sort of paid time off and it usually corresponds with like the vacation like they'll get paid February vacation April vacation so we did sort of go down that path and added sort of two levels so there's a five year and a seven year I believe um and gave them the April break or February break and then February April the longer that they've been here all but two people or three people currently in the 15 actually qualify for that so that was a nice Financial benefit for them we have been working with the food service if you remember if you were here three years ago we were trying to keep up with the increase in the minimum wage because that's sort of the level of sort of our food service um starting people are so we did a dollar a DOT like a dollar seventy five dollars those three years luckily we did that because it kept us at least in the game right but we had to continue to do that increase for them so they're seeing an increase all in between the paid time off a little bit of a boost in their longevity and the increase in the starting rates of anywhere between seven and sixteen percent obviously those on the lower scale are seeing a higher increase because if they if they qualify for an extra week that makes they're seeing the 16 um they have all already received their contracts and I will say we're beginning thank yous from the staff so you know that obviously makes us feel feel really good um and um I think Beth and I for the most part it was a it was sort of a pleasure to work with them three the EAS we were we actually put forward a change to sort of the whole EA set up and um that's what's slowing this down so when we do bring that forward to you and it either will be we have some other items we may schedule a special meeting otherwise there's no problem that for us to wait until we can be in September um you'll be looking at a one-year contract because in it is a memorandum of agreement to sort of study what we wanted to do and sort of changing the classifications and spending more time and more collaboratively deciding how we go with that so um I think we're close trying to get it in for tonight but um we will share it with you once we have it and then we can vote next time we're all together but we are asking tonight for you to approve um the three ton of agreements for the administrative assistance the custodial and the food service which all Encompass three years thank you for answering me any questions can we vote as a can we vote all three do we have to do this or can we do three well we can do it as a package yeah yeah that was fun yeah yeah we don't typically all have them you know because they sort of common in pieces thank you and I'd just like to thank Don um I haven't found an eighth day in the week yet but I do have Kate and John and Denny near me And when all of the balls are coming at me and I'm still trying to juggle the ones I'm aware of um Don always would say time out we need to do this so thank you for keeping us on schedule and moving forward and doing all the research I wouldn't be able to do this without you so thank you my pleasure this is my third time [Music] I just wanted to thank you guys it sounds like you worked really hard to take good care of our people and it's nice to feel good about stuff like this so thank you commentary questions no all right um okay so this will be another vote by uh by committee um Sherburne first um I'd like to request the motion to approve alternative agreements for the administrative assistance the custodians in Food Service Groups for each for a three-year period Christine Walsh so moved 15 second Kristen Eberly second Kristen thank you um any discussion to all those in favor it's because you look this way first you know you guys would read that I'll throw a curveball buddy um okay may I have a motion to approve the memorandums of is it memoranda or memorandums of understanding huh I checked it they did it correct it is memorandums um uh of agreement for the agreements for the administrative assistance custodial and Food Service staff Andrew Johnson served may have a second uh any discussion all in favor okay unanimous thank you Judy may I have the same motion for the donors like this everybody Martha Castle so moved second yes any second any discussion all in favor motion summary [Music] and I'll just ask for each three chairs to come see me because I actually have them all here ready [Laughter] all right Liz do you want to bring this one yeah so um the next item is a consent agenda so that includes two things both the minutes for the fourth and 26th meetings as well as to appoint Beth to the tech and except board of directors I asked Beth just to give a quick overview for those that may need to brush it up or some new members what those what the tech and accept um uh groups are okay so as a district we belong to two collaboratives so the for the students that we are unable to meet their needs within the district um they some of them go to private placements other public school placements and several of them that go to both the accept or Tech collaborative to be educated there um so any members of the tech and accept collaboratives have a mem I have a representative who sits on their board of directors typically that's the superintendent um so this would be an opportunity for you to point me to sit on the tech board of directors and the accept board of directors to represent the district in their work for our students they provide us professional development too right yeah the Educators and stuff so that's kind of right except as your transportation for all of our audits to start the students which is huge as well as buying options in terms of buying in bulk and and Tech has all the um the bid so all of our school supplies and everything goes through Cooperative bid through Tech as a group so if you think about all the school districts coming to we do get great prices through that bitty and that's where actually get the Dover Oil Detective oh well can I buy oil two dollars yeah so both those collaborators are incredibly important um for those new you'll hear a lot about those reference kind of in the meetings throughout the throughout the coming year and that's kind of our book that's about all right so um consent agenda Again by committee um Sherburne first so I'd request a motion to approve uh both items on the consent agenda for this evening Christine Walsh so moved we're getting good at this thank you Christopher and a second Kristen that really second thank you Kirsten um any discussion paper great thank you um what else hey I have the same motion for the Dover school committee yes Cassidy thank you second close the first second any discussion all in favor motion carries with unanimous consent um may I have a motion to approve the consent agenda what second Harry Potter second thank you any discussion all in favor you pass this unanimously [Music] all right a lot of work going on here um so uh last time before we adjourned just Communications so if anybody has any fancy dinner plans next year make sure you check the school committee calendar there's a lot of meetings out there this year what's up really yeah but thank you guys for posting that up for us to take a look at the matriculation report pretty impressive amazing Alaska Pacific I want to talk to them yeah no kidding you are but I want to know all about it very international skills if anybody wants to travel we have Trends in a lot of places now um and then the reason the package was so long there were a lot of additional sort of materials summaries about tech and except we're in there as well um Goodreads to kind of get a little bit more background on what those are and how we how we integrated with that um anything else [Music] all right um so I think we will um unanimous do we need to vote children that's all you need to sleep yeah [Music] yeah all right [Music] um

and Ken's car said he just called things can you're right there yep and so fast food challenge is um a grand a grand that we applied for from the state and it's really about trying to get students participating and filling out their financial forms at the highest financial aid forms at the high school but the folks who are going to help execute that Grant are our guidance counselors oh guidance counselors are paid at a general budget right but our grants help to supplement what happens in schools the vast majority of our um staff is in our operating budget and Alliance but it's the folks in those big budget I in those big um General operating budgets that help execute really all of these grants and so um this team has heard um Cara talk extensively about how the bar Foundation is paying for the work with the Academy's work well Cara and her team are executed the vast majority of the work but we but we're leveraging those funds to help move it right and so you know as as an example so I don't want to suggest I was trying to just trying to add some clarity around it um but it's it's the team the people who you see every day who are executing these grants these grants are not big enough outside of Alliance really to help you know help to really staff people Alliance Title want to really have big grants that we lean on to staff to staff folks um but the vast majority of these other grants or just things that we help to leverage to move before school program after school programming and that's that's the vast majority of the grants that Ann is talking about whether it's School Readiness uh whether it's after school or before school um you know and that's what when she's talking about 21st century those are middle school students who are getting after school support ELP is our extended learning program for before and after school programming um but it's you know it's our folks who are executing these these grants vast majority of them anyway I hope that helps a little bit I think that was very clarifying thank you um before we move on any other questions and Dr Mead thank you for your for everyone and going over that with us very very welcome Terry did you ever end up yeah I got a question about Salvatore Plumbing um if is the school going to pay that bill or is it the city going to pay that bill do you know John yeah um Plumbing um you know we we regularly meet uh with representatives of the teachers union uh once a month and and um it's a good way for them to bring up their concerns uh unfiltered uh meaning directly from the teachers to the superintendent myself uh Mike jobber and Rich Albert and um in the beginning of the year uh we they brought up a number of uh serious Plumbing uh situations that needed repair they were almost embarrassing honestly to to hear them and we just could not get um the city the city didn't have the staff or the time or the priority to take care of these things and after you know uh and being brought to our attention and then a month later being brought to our attention again um and maybe the third month we said that's enough um we're gonna take care we're gonna fix all the plumbing problems that the city hasn't fixed um and use our repair budget for it so um most of that work has been done by Salvatore uh we're pleased with it I I think Kevin might agree with me uh the teachers are are satisfied with the initiative and the effort we took and glad we took it and um but it's uh it's just something we we had to do the teachers were right the repairs needed to be made and excuse me I had to step away for a minute uh Teresa I heard you asked a question about sales Plumbing before I stepped away John did you have an opportunity to talk about the list that the city and I there's like a list that the city in us we agree to who's going to handle what and because there was an agreement about Sal coming in to do work for us uh but that was something that was negotiated with the city was my understanding yeah I didn't I didn't I didn't mention that I Know Rich jobber you know Works closely with them the city um wasn't um uh they wanted the work done too honestly but they just didn't have the the manpower to do as much of it as needed to be done right away it had reached that point right and so and so Teresa you know we it was actually a discussion with the city and and our side um about bringing salons and so um oh it wasn't specifically him but it was an outside service to help address some of the outstanding items uh that was existing in the district and so I I think uh there's some type of list good dating back to the 70s where I guess the city agreed to handle this work and then as attendants we agreed to handle this work and uh John and Mike sat down with the city sometime I feel like it was in the fall beginning of this school year uh to revisit that list and from that meeting came okay you know it would be a Greek it was agreed upon that because the city can't doesn't really have the capacity to handle all of all of the requests specifically to Plumbing ones um that we could go out and try to identify and find someone to address some of these outstanding and outstanding items and John did you answer the question about who pays him yeah we've we paid for it we at least uh our budget for repairs yeah thank you okay one final call any questions remaining on this okay so I think we're done with the the May Finance report um I'm looking for a motion to make a recommendation uh for this with the for the full board at the next meeting Terry you wanted to make a motion I so moved thank you may have a second please thank you thank you Jesse uh all those in favor please signify by saying aye aye well can you just clarify the motion again please yeah you missed it yeah uh make a recommendation for approval to the full board at the May 21st meeting acceptance of the uh the the May 25th sorry the may 2020s we can excuse me make a motion for acceptance of the May 2023 financial report thank you okay thank you all um so we do have a second agenda item on here and that's the financial forecast I'm not sure who would like to take over that conversation I'll start John if that's okay um and good evening everyone I think John really began to address some of the items that I was going to talk about um but I'll I'll speak in a little bit more broad terms and that is um as we move forward toward our 23-24 school year um we we have to we we continue to be mindful of the financial cliff that's ahead of us and and so because of that um you know and despite the nine million dollar funding that we received in the city um we we just kind of have a responsibility to really begin to um tighten our respective uh budget belts across the district um and so with that uh we've taken a closer look at all of our individual budgets across the schools um wherever we've made hires of course we're going to continue to try to make sure we can bring folks in at the lowest possible salary possible to try to find some um cost-cutting opportunities there we have we're continuing to monitor our enrollment at the elementary schools for for our board members who have been here for a while and then for our new board members we typically try to keep our Elementary classes particularly K one and two at 22 per classroom and then at 345 we try to keep those classrooms no larger than 24.

um over the last couple of years particularly with during the height of the pandemic we hired additional teachers at the elementary level I think was close to 10 to help reduce class size so that we can spread so that we can spread out additional teachers are also hired at the high school level with a couple of support staff hired at the middle school level but it was really an elementary level and high school level that was continuing to get more teachers post pandemic and now and as we continue to um as we continue to experience declining air so monies um You Might Recall doing cares and then after two with those 10 elementary teachers we hired um we simply just did not backfill certain positions so and that at the end of last year we had reduced by six six or seven I'm sorry I think it was seven teachers um I'm sorry six teachers across K5 this year we had the opportunity because of again declining enrollment and when I say declining enrollment I mean static enrollment at cake five um we were able to reduce four additional sections at K5 and um and so with with that um we were also able to and so um the board members might not be aware our families will watch might not be aware but if we are classroom teachers by contract everyone is contracted to have one lunch per day and then also get at least a prep period per day and we spell those preps with what we call specialist teachers so when our students if we're teaching when our kids go to gym I'm sorry physical education whether they go to art or they go to music that's when our classroom teachers get their contracted prep um and so um because as a system we've we have reduced four sections in a system um our math um showed us that we did not need as many specialist teachers to spell those preps uh because over the last two years we have now reduced uh K5 sections 10 um and um until this year we had not reduced any teachers from our specialist Department meaning meaning music art or PE um and so with static enrollment at the elementary and trying to get back to pre-pandemic numbers we are averaging closer to 23 um and 24 but mostly about 23 and our K one and two um and then in four and five um averaging and keeping it staying to the number at around 24.

um and this is across arcade five schools um some of the savings we are looking to experience and um some of the savings we um will um experience now at K5 or about six positions um and we'll we'll have that that detail for the board and I'd like to provide that detail for the board at our 621 board meeting um but but also began to talk about some realities that we are facing um if we don't come close to the full ask um uh when budget season comes next year um I you know we do have some good news to share and that is on the governor's budget was released last week uh we're still waiting for the details and what exactly that means for Danbury um but the board Might Recall um several Advocates uh whether it was uh the mayor and I last year going up to Harvard and then this year going up to Hartford um there being requests about of our local legislators to Advocate on behalf to accelerate the funding for Danbury um um the the bill has not been finalized yet five zero zero three uh but but the good thing is we've been heard in that the governor's the governor I would suggest the governor has heard the outcries across the state and it's been 150 million dollars added in education um in a Governor's budget and so we've been asking for Clarity on exactly what that means for us here in Danbury my argument has been it always will be the acceleration is is really supposed to address um exactly what we have here and that's our English language Learners um and part of that um part of those additional money is supposed to address the resources needed for the population that we serve and and we have we have the greatest percentage in the state of Connecticut and so my position is our kids are here now we don't need we don't need to wait several years for an acceleration um and what what we did learn is that the the model is going to be accelerated just a little bit this year it looks like we perhaps might get a marginal increase some an increase that we typically would get in Alliance and so ECS funding will be increased to the city of Danbury but we're not exactly sure what that means for our alliance funding and so John and I are still trying to get some clarity around that but we do anticipate that will go up a little bit more um the following year 24-25 we begin to see a bigger bump um and so typically we get about 1.5 to 2 million dollar increase for a long-term Alliance um that sounds like a lot of money but because we have so many positions in there with contractual obligations the contracts for obligations typically eat up the the additional monies that we get every year but 24.25 um we are expecting to get um a bigger bump um uh you know more in the four million dollar range and from the initial estimations that we had put together 25-26 uh we could be looking at a six to seven million dollar bump um and so there's certainly some good news ahead in that regard um of course again John and I are still uh trying to get some clarification of what um this 150 million dollar budget means uh for Danbury uh but just just some um and just some kind of basic math uh for the committee that might help everyone kind of appreciate what's happening um you know towns like Bethel towns like Brookfield as an example um don't receive the funding that we received from the lines and so if we're going to if our monies are going to be escalated it means at the same time money is for places like brookfields and Bethel are going to de-escalate and so um as we are understanding uh this 150 million dollars um it will begin to keep Bethel and Brookfield whole so that they don't lose money as we're in getting additional money and then we will go up 25 and then we will go up my understanding is 56 to 58 in terms of monies we received from ACS funding again ECS funding is one number and then we need to dig a little bit deeper into ECS number that the city receives to know exactly what that means for us and again John and I that's something him and I are still um looking into um and so and so yes the financial cliff is real and I think it's going to be necessary for us to continue to have ongoing dialogue around that um John and I uh plan to start our budget season very early next year um probably as soon as October we will be pushing the middle school and high school um to have projections down as well to make sure that their numbers are a lot more accurate to inform our budget numbers going into the season um and um you know and I think it's going to be very important for us to also partner and get some feedback from the city um just kind of get an idea of what they can or cannot board what they have a tolerance for because honestly waiting until April May or March is is going to be difficult for this community if we have to lay off as many people as we think we have to but you know um you've heard being mentioned this summer before and that number is um 8.5 million dollars just in salaries dedicated uh to staff members that have been hired over the last few years um two million dollars from esser2 was folded into the 23-24 million 24 23 24 budget indeed we have not had to deliver on a lot of the commitments that we had initially made like Furniture like Brookfield um you know during the pandemic because because it was because a lot of those mandates were relaxed um but but now that those monies are expiring um and Jesse and just so you're aware uh during the at the height of the pandemic you know we're working to just kind of re uh review for everyone who's watching tonight uh during the pandemic when we hired extra staff which is what a lot of a lot of what a lot of districts are doing across the state um we were not just hiring extra staff for social distancing we were also hire an extra staff because our enrollment was continuing to increase and so we didn't have the money necessarily to cover for the enrollment growth and social distancing not at the pandemic and all of its mandates and expectations have been relaxed we we look back and you know we look back now as and you know over to look back over the last two years and the reality is we've needed that money for enrollment growth um and now that the social distancing expectations have been relaxed we're still sitting on particularly at the high school because over the last few years the bubble if the board remembers particularly this committee we had over a thousand a thousand students at Rogers Park last year we've had a thousand over a thousand students at Broadview last year and the same again this year so a couple of years ago those big bubbles were at the elementary school now with the middle school but of course we've experienced growth at the middle school and the high school at the same time um and and I mean frankly it's it's where our relief monies have the vast majority of those monies have gone in that Staffing and so that's why we're finding ourselves with this financial clip of 8.5 million that we're facing next year and so we will continue to kind of walk the board in the committee through some of the challenges ahead of us as John had explained earlier um you know back in November December of last year on this school year sorry but in November December uh you know we had quite a bit of people and I think you might remember the number was 40 plus paraprofessionals uh vacancies uh that we're experiencing um in kind of a um kind of a modest um claims insurance claims in a system at that point and so our initial projections going into January 2023 where we're gonna we're gonna be really good shape at the end of the year and we expect it to be able to pre-pre-purchase a number of things for 23.24 um and that was part of our strategy as part of our nine million dollar ask however and what John is explaining um we we're not export we're not experiencing experiencing as much of the cost savings strategy that we were hoping to realize um and we did not have a reading we did not have an answer for the reading program so we were hoping to address the reading program with um our se2 grant that did not happen because of Staffing in there and it just made the most sense to do what we're doing now and that is um use this um and and go to our Reserve giving us an unexpect expense um and so so that's that that's why if you've heard that strategy strategy this evening uh so between the um insurance claims and although although we're saying unexpected we did expect um an increase in insurance claims because people didn't go to the doctor 1920 and 2021.

um and during that last budget season you know we had talked about that reality we anticipate it's going to come soon um and it certainly has started to come this year so I just wanted to provide that kind of forecast for the committee and we will follow up at the board meeting and just kind of give a more in-depth kind of overview of kind of what's ahead for us thank you Mr Watson um John did you want to add anything to that before we open it up for questions uh very briefly so uh before we ask for new money we're going to do as much as we can to tighten our own belts um we've uh reduced uh some of the per pupil allocations we've given to the schools uh by a flat 30 percent and we're allowing the school principals and program leaders to tell us uh where they want to take those reductions um they know best uh what they need what's important what they can do without um so that those decisions are being made and then when we spoke with the city this week they suggested in their right we take a closer look at our some of our utility costs that we budgeted we budgeted those uh in January when uh prices were high when inflation was high since then they've come down a little the city purchasing agent has locked in for both the city and the town some of the electricity costs for next year and so we agreed we may be able to lower those budgets too so showing some as much austerity as we can before we go and ask for additional money although from the reserve um following up on that I I know that we're still having these conversations about the audit process um can you give us an update on that so that right we can see how that factors into this whole situation right um so there's there's some confusion uh between uh the two years and I I just need a half a minute to explain when um City Auditors are hired by the um the city council they're hired to do three things each year one is to do the city's annual report you've seen me it's uh 400 pages long it's uh kind of a profit and loss a balance sheet they come in and audit the report that the city has prepared the second thing they do is they do what's called a single audit report uh there's a page for all the state money that's come in from both for the city and for the Board of Ed and for the federal money that's come in for the city and the Board of Ed everything from Casino money to airport money to our Title One and everything it's a single page called the single audit and the third thing they do uh we as a school system have to report um every year in by the end of August what we've spent our budget on and our grants on in any City it's called the EFS um it it breaks expenditures but down by location whether they're for special ed whether their salaries benefits and so on um that has to be that's the third thing the Auditors do for the year that ended 2021 the Auditors hadn't done the city report they still haven't they hadn't done a single audit but in December of 21 they came in and they audited our EFS that went to Hartford everything was on time end of story but they had not uh this year in December they had not yet been hired for the 2022 school year so in December when they should have come in and audited this report we got an email that said you better tell the state we haven't been hired we're not going to do the report that's uh again in the 2022 that's what caused us to go out hire our own auditor get the report done and submit it with the with the blessing of the city Auditors and the city finance department but that's the piece that we did but what's um what's dragging are these two reports for 2021 now um in May every day uh things we thought we were all done we thought we'd been done for months the Auditors came into both the city and to us and said we they wanted to do some more checking some more testing some more work um and uh Ken if you could put that middle report up the page one or two what's happened since May 10.

and I'll show you exactly what they've asked us to do they've asked us the Board of Ed to provide 20 uh 39 additional documents or records um they uh Ken did you get that are you putting that up for us okay well you you'll see exactly what they asked for um John I just want to make uh the one that saw one of two that yes and John I just want to make sure the committee understands there are actually two different Audits and budget years that you're talking about I I just want to make sure everyone understands that correct and I'm going to show you this uh two ways but what you'll see here is you've got to go down the list um you'll see a break in Gray a subtotal of 15 things on May 10th and as you go across you see uh what they asked for the status meaning whether it's fulfilled or accepted fulfilled means that we gave it to them we dragged it into their portal we've fulfilled the requirement uh accepted means they've looked at it they've blessed it they've announced it to be good to go so you can see uh the dates they created the request May 10th in our case the day they wanted it back on May 15th now there was a weekend in there so there were three days they wanted it back but then you see as you go across the day we fulfilled it um the day they've accepted it uh some of the things they still have not accepted although we've submitted and in the name of the auditor and the auditor who accepted it they did the same thing with the city they gave them a big list now what what comes below that we thought that would be the end of it but almost every day that's gone on since they've asked for new things and you can see there each day going right up into this week I'm sorry into last Friday uh the things that they asked for you can see the days that we sent it back whether it was accepted fulfilled and so on a total of 39.

right now we have um of the 39 which we've sent everything back uh 10 of them have not been accepted uh we'll get an email every morning saying whether they've accepted something or whether they're have something new to ask so the 39 uh 10 are still waiting for acceptance and also of the 39 25 of those have to do with grants now what I've noticed is a a heavy emphasis in interest in the Esser grants um I I don't know why that is but uh it's noticed now compared to our 39 the city has been asked for 51. and of the 51 things that they've been asked they've submitted everything uh there they were asked for they're waiting for 13 items to come back as accepted so between the two of us uh 10 and 13 were waiting uh to come back now um if you could Ken there's also another uh if you could go to the third page I just wanted you to see stop right there this is what it looks like when we go into their portal they'll have a check mark on the far they've grouped things into categories financial reporting accounts receivable Revenue and if there's a green check on the left that means they've accepted it as you go down if you see um you look down on the orange exclamation point that means it's it's gone in uh but not accepted yet so this gives you a exact uh look at what we're looking at what the things are and what I'm seeing also is they're doing um it surprises me is they're continuing the sample things um remember this was from the covid year of the second of the covet year two days ago they said to us well you have two teachers in the Esser Grant and it looks like they got paid a lot of money why is that and we that was one of the things that came we had to answer it uh the two teachers are Rachel carnaza and Jennifer Vanderpool are guidance counselors and they um they picked um they were on this balloon payment program I just talked about on June 16th of 2021 they received the equivalent of five checks one got 13 000.

the other got twelve thousand so we said back to them this is what happened it's in the contract that why that's why the amount is high why they picked those two uh why they're still looking at this now two years later we just don't know uh uh two days before that they said we wanted to see uh the employment contract of Rich jalberg for that year so we've got the contract dragged it into the portal we don't know why they were asking for that they also asked about a person who was terminated that summer of 2020 in August and said we want to see the termination letter and the payroll right after they were terminated I guess to see if we shut off the payroll did we do it right it it really wasn't a termination it when we looked it was a guidance counselor who had resigned to go to another school district that summer of covid and um there was no termination letter there was a resignation letter which we accepted uh graciously and they got paid in the next payroll because as you know guidance counselors come in and work three days in the summer to check transcripts make sure kids are on track for graduation that they need to change their schedule that kind of thing so it's been a lot of questions like that that I find they continue to sample um from a long time ago so we're we're hoping they've asked all their questions but just neither myself nor I think the city can say for sure and and if I could Kate I think the confusion is coming because people are aware that we had to go out and hire an audit firm for our 2022 EFS and they're wondering why if we hired an audit firm and did everything why are we still answering questions uh they're two different years they're two different uh reports thank you John um a quick follow-up question uh in terms of the questions that you're seeing come through from the Auditors is there a pattern here or are there questions that you're seeing come through that that are giving you a sense of what they might be looking for if or is this like just sort of run at the middle questions you would expect well no what what I've noticed is you know we probably of all the money we spend probably 25 percent is Grants um 75 the school budget but it looks like two-thirds of their questions have to do with grants um and I I can't I don't know why but I I do know there was some uh you know well-publicized uh problems in the city of West Haven recently with how they uh not manage how they did not manage their Esser Grant um by you know experience has been when one District gets in trouble uh we all come under new rules it's just how it is so that that may be someone but they haven't said um they don't uh we don't talk to them anymore everything comes by email uh in the morning I I haven't had a verbal conversation with them in three months Terry uh John do you expect that we're going to have to hire our own auditor again for the state report for this past year well the next one would not be due till December of uh 20 until this December and I I think everything will be the ship will be righted by then thank you other questions from committee members about either the the forecast or the audit or any other financial matters any uh non-committee members will go ahead um the state monies for the for the Cardis building read something that the state is giving us less money for the Cardis building um I I saw the same reports um I haven't seen anything yet from the the city engineer they make the applications um with the Department of administrative Services I um I'm also interested in what's going on I just don't know thank you any non-committee members have any questions for our finance team here Mr Wilson so I just want to add to Teresa's question um and seriously I think this helps to answer your question because I I did two here and see about see the news as well I think the issue was around the assessed value of the property um and um and so we were seeking reimbursement um and so you know I'll just use the number I don't remember how much it was assessed for but let's just say the Carter site was we let's just say we purchased it for 100 100 million that's not the real number but let's just say we purchased it for 100 million um and um the assessed value was 80 million and so we're only going to be reimbursed on the 80 million 80 percent and so um there's been you know advocacy to help address that 20 million dollar or whatever that that Gap is um so that this so that we can make up for the assessed value uh we were able to make up some of the assessed value when I say we I made a collected wait because John and I were now part of this um but some of those some of that percentage assessed value was addressed um hopefully more of it could be addressed because you know it it's not directly us but of course any monies that impact the taxpayers ultimately are also going to impact us as well um and so anything John and I can do to help anyone who's advocating for or legislators who are working on our behalf any cooperation that we can provide certainly we will do so of course the same with the city but that that's my understanding it's the assessed value issue um you know the state is only going to give us 80 of the assessed value and there was um some adjustments made we were able to get some of those monies but not all of it and you know I hope there'll be another opportunity uh made again next year and hopefully we'll you know gain some of those those monies back but the taxpayers of Denver thank you thank you Kevin thank you okay any other questions from committee members or non-committee members here all right uh I just want to thank uh Mr Wilson Mr Spang and Dr Mead for uh and and Jody husina thank you for for coming to our first Finance meeting here um but thank you all for for coming to discuss uh what's going on with our financial situation I I know this is going to be an ongoing conversation certainly leading into uh the next budget cycle but uh beyond that as well um so I appreciate all the information you brought to us this evening and I hope we'll be able to share some of that with the full board uh next Wednesday with that in mind uh can I have a motion to adjourn please don't move thank you Jesse and may have a second please Terry uh all those in favor please signify by saying aye aye thank you so much

2023-06-15 Pinal County, AZ YouTube / J.O. Combs Unified School District transcript source: youtube J.O. Combs Regular Board Meeting 06/15/2023 · passage 1
um okay we're gonna start this um right here so do we we don't call the meeting to order anything so we're just going to do a budget hearing yeah you did proposed budgeting so Julie so you're on good bad or indifferent right Madam president members of the board members of the audience um today we are doing our proposed budget for the 23-24 school year we are required to have a public hearing and we make sure the clicker is working I don't know I need lots of help there we go okay so a few things I wanted to go over the statutory budget deadlines just so everybody is aware no later than July 5th or 10 days before we adopt our budget we must hold a public hearing to publish our proposed budget we are satisfying that with today's meeting by July 15th we do have to have our expenditure budget adopted for the school year our board meeting is July 12th so we'll satisfy that requirement the annual financial report for this year's budget is going to be held by October 15th our meeting is October 11th so we meet that one as well in December expenditure budget revisions are required if Ade sends us a budget 25 report it's not it's not mandatory if we don't receive that so at that time I could be bringing a revision for the 24 budget then by May 15th we have to have all final budget revisions during the year we could come to you with a revised budget depending on any changes that are notified by Ade or if we see a difference in ADM that we think needs to be approved by the budget or I should say approved by the board okay so what does the 2024 budget changes look like for us within the budget that's been posted we do receive a new base support level we increased from 4775.27 to 4914.71 that's a 2.9 percent increase that's given to us by the state rfrpl or our free and reduced price lunch Group B weighted index will be changing from .0182.022 this year we received approximately a hundred and fifty eight thousand dollars in that group b waiting average alone so if we maintain the same we should see some increased Revenue under that now the ADM has been reduced to 4052.8903 students this is less than what I brought to you in May for the revision of the current year budget I did that because it is the closest in line to the ADM currently reflected by Ade and what we would be funded I would rather come to you and say hey our ADM went up and I can allocate additional funds I never want to come and say I need to take away funds that's not a fun meeting we did see in fy24 an increase to our classroom site fund we increased from 708 dollars to 758 dollars so the budget does include this increased pricing you'll also notice that on page four which is under our unrestricted Capital outlay we have a new column and it's called object code 6655 it is for short-term non-instructional software subscriptions any non-instructional software that we utilize that is 12 months or less now has to be itemized in this category it's a new code that came out this year but it was never included in any of the forms the forms next year just have a designated column and there is budget in those subsections for our software that we're currently using can you give me an example um non-instructional software could be our Visions software which is used for our accounting um it could be any other tracking software that doesn't necessarily imply instruction but maybe could be used by our CIA department for tracking our assessments things of that nature if it's longer than 12 months then we still have to record it to our regular designations under the 6800s okay okay and then the last change which is really wonderful page seven there is a new line item it's line 11 at the very very bottom but the state has given the school districts a one-time state aid supplement for the 2024 school year that designation we take our classroom site fund Statewide count which for us is currently 0.3789 percent we multiply it by the 300 million dollars allocated out to the state and our projected amount to receive is one million one hundred thirty eight thousand seven hundred dollars again it is one time but it is on the budget reports we are currently allocating 386 thousand seven hundred dollars to our mno and 750 000 to our unrestricted capital so if we look at page one of eight of the budget it will show you that we are allocating out 69 percent or roughly 21 million nine hundred thousand dollars for our regular education special education um is allocated 23 percent which is the same as last year this year though it will equal 7 million just over seven million three hundred thousand dollars our transportation we're projecting two million one hundred and sixty thousand dollars and our K3 reading program with two hundred twenty four thousand dollars these are all wonderful but most of the time everyone who wants to know how much is going to the staff so currently in this budget we are projecting to spend over 23 million dollars of our budget now our budget is 31 million six hundred and sixty four thousand dollars so 73 is going to go for our staff for benefits and salaries our purchase services are going to go up to twenty percent just under 21 and we're allocated out six million five hundred and ninety three thousand dollars we're projecting a little over a million seven to be spent on supplies and we have a hundred and just about a hundred six thousand dollars allocated for other other could be dues and fees subscriptions that are non non-instructional or instructional memberships things like that most of the time when people look at this sheet they look at the salaries and benefits I do want to point out and I think it's very important this number this percentage allocation has gone down from last year however we are using an outside source for some of our custodial work we also have several resource teachers that run us a little over a million five that we have to Outsource they're not internal and we also have a staff that are going to ESI for the return to work program taking all of those into consideration if you take those back and put them into our salaries and benefits our percentage goes back up to over 80 percent actually 81.2 percent are there any questions about the revised budget or the proposed budget for next year on the attachment that's labeled 2024 expenditure expenditure budget proposed so I'm looking at all those numbers on that crazy form yes sir there are a lot of them a lot of numbers there um just I know I've asked this in the past and I just can't remember the number where it says revenues and property taxation line one total budget or revenues for fiscal year 2023 54 million could you just refresh my memory as to what that represents um you mean on the cover sheet on the cover sheet yes yes sir those are what we project to receive in revenues for each of the different categories um the local the 1000s enter any minute these are within the usfr chart of accounts and how the state identifies Revenue in and we are projecting a total including our m o of 54 million that will actually come through the district next year and then if you go down below where it shows the 31 million 664 000 that's the number you've been talking about that we're actually budgeting yes sir for Eminem alone yes sir okay good thank you you're quite welcome are there any other questions okay well in the meeting we will actually have this agenda item come up where we will get you to vote and approve for us to publish this and satisfy that first requirement thank you thank you and also if there I know most of the public out here is actually leadership but this would also be a time where if the public had any questions they would ask so do you guys have any questions don't everybody speak at once come on yeah thank you Julie the way we've agendized this when you close out the proposed hearing we can go straight into the budget that's the way it's been agenda so we can start straight in the meeting I mean we can start it right away okay so I'm going to call the meeting to order at five let me see right I need um a motion to adopt the agenda come come on now I move to adopt the agenda as presented all in favor aye aye aye allegiance to the flag of the United States okay so we have does anybody have any questions on the meeting minutes from last time if not I'll take a motion to approve the meeting minutes okay second all in favor aye aye aye I need to abstain I wasn't at the last meeting okay so four zero and one abstention okay so we have current events superintendent report okay a couple different things not a whole lot uh you will see on the report I just put the numbers at the end of May in comparison for enrollment compared to the end of the last year and the pattern stayed for the whole year uh this is in part what we'll end up driving what Julie did to build a budget a reminder though these are enrollment numbers not ADM numbers ADM is average daily membership so I just provided for you a couple other things that are not on there today we had a summer job fair a very successful job fair where you got eight new Subs we hope to have onboarded I mean it was uh interviews and conversations and so everything you know all the teams have been crossed and eyes dotted so they may not all pan out but we had eight new Subs three Food Service staff two or three new teachers three pair Burrows and a psych intern so we're there's still a number of positions out there but everybody's been doing a really good job working really hard to get positions filled it's just that's the world we live in right now there's anybody you can talk to in terms of superintendents that don't have concerns about hiring at this point in time the the pipelines are just not very full right now and so they're doing a great job the principles and HR and Mark but it is still going to be a battle just because there is there's so many openings out there across the entire State and Country also just want to give you a real quick update on the legislature because there's a possible little hiccup in the legislature if you're not aware of the legislature I don't know if they um gavel themselves out they came in yesterday uh no what they were on Wednesday they're coming in for two days this week they're supposed to hear a few bills they're actually trying to address the transportation as much as anything else and then they're gambling back out and not coming back in until August the problematic issue that's there when you end this session it's called sign you die so they're not intending to sign you die possibly August possibly September possibly October the problematic issue is bills they're not that are passed do not become effective until 90 days after signing day so it also creates some problems with some of the bills that may be passed that technically do not take place that could include education bills as well as non-education bills I'm going to give you a specific example I'm not exactly sure where it is in the process but there was as you know there's a law out there right now that says you can't suspend kindergarten kids and it takes a lot to suspend first through fourth there is a bill that's being pushed to say give us at least you can suspend a kid two days just to get breathing room to figure out what's going up up to no more than 10 days and so it's been working its way through the system if it were to pass but they don't sign a die until August or September you may have because that means 90 days put you into November or December so you may be having half a year where you have to play by one set of rules and then another half a year where you have to play another set of rules most of the budget bills that affect us are not impacted by this one but there are some budgetary bills for other agencies and groups that is impacted so I just bring it to you to know that this is a little unique and if they do and I've been busy today so I don't know if they bounce back out and now they're not going to come back until August but if they do there's also a resignation today effective Friday for a republican in the Senate which now effectively means you have a stalemate in the Senate because you don't have a majority for the Republicans so that yeah Kaiser stepped down so that just means this delay may go a little bit longer because now you would just go back to the 400 in the transportation you cannot get anything passed because if you get the RS to roll it one way and the D's to vote the other way you gotta tithe vote and so it's creating some problems that we'll just have to work our way through and so I just tell you that because it's Unique territory that we have not been in before and we'll just have to see how it plays out okay then I have a couple Awards just a question about the legislature um sign you die don't they usually do that in June yes normally what they would do is normally what they do is they would sign a die as soon as the budget's done uh there's I would just say it's probably an issue between the governor and Leadership uh and so it's been played or portrayed a couple different ways uh one is this way we can continue to take care of the the department heads that need to be approved by the legislature Governor Hobbs others would say no this means we can sit here and if the governor does something we don't like that maybe we can come back in the special session and do something normally we just call a special session but for some reason they feel this is a better track it's never really happened before and I believe in the history of the state so there's a whole lot of people kind of scratching their heads saying what's this really mean and what's it going to do and then I think Kaiser's uh today because that was a that was a out of left field really confused things even more so I'm not even sure people are leadership sure what to do because I don't think they're anticipating if it was a d who cares because you got 31 votes to pass but now that it's an R you got you got yourself a problem so we'll just have to see how it goes okay I got a couple award things I want to hand out so I'm going to move up to the other podium so normally what we do during this time uh is due recognition of employee groups obviously it's summer and we don't have just the recognition of employee groups but we do have a group that we wanted to recognize that just did something a little special for the district as a whole and so just want to read a little something we'd like to recognize the ancan chair community service league for the support of our students schools and families Mr guy Shoemaker this is there and he can come up in just a second uh basically what happened is uh through their fundraising uh activities they provided a total gift to the district of twenty four thousand dollars six thousand dollars was was given to Combs Middle School six thousand Harmon Elementary six thousand the Combs traditional and then six thousand uh to our district Community engagement uh elfida and so uh Mr Shoemaker who's a Schumacher excuse me who's a former superintendent in Illinois recognized within their group that a great place to make sure their donations could go to is the school district obviously this group also works with CTA in in the wintertime at the Christmas uh when they bring in the Santa Claus event and so they've done a lot for our district and so what we just wanted to say is just take a few moments to thank them for their generosity how much they care about us it truly takes a village to raise kids and this is example of what we have in our community and so if Schumacher could come up we have a little golden or blue Apple for him that he can give to the group [Applause] the other employee groups group that we're going to recognize is the last group we recognize during the summer is leadership and I think people don't always realize but leadership matters and in tough times leadership Matters Most it's very easy especially in today's polarized world that we live in that we discount leadership and the impact of leadership we always want to make sure that we don't discount that there's some people sitting in this audience every single board meeting love to be able to recognize every single one of them because they all do an amazing job but as part of the leadership in the blue apples that would give out we'd like to recognize one school leader and one District leader now because they're always always here they don't know who I'm going to pick didn't have to trick him to get him because they had to be here so for the school leader this individual has been with the district for 16 years started out as a teacher in the district that moved up in the administration has been the Principal at Harmon Elementary for the better part of how many years I'm looking for how many how many so nine seven nine and she's she's moving on to bigger and better things but she has provided steady leadership at Harmon all that time she's grown as a leader she's done an amazing job and it's just it's a chance to say thank you on lots of different levels to Angie to wish her well where she's going and what she's doing but also let her know that she has made a difference in the lives of so many children only as a teacher as well as yeah as well as as a principal some people think you don't always get the connection with kids when you move up the administration but that's not the case so we'd like to bring Angie up here well deserved [Applause] why do I have to come this morning I'm done there's no reason for me to be here tonight for the district leader um was going to talk about what he does as a side hustle during these meetings but I'll just let that go everybody in the bathroom will probably know what I'm talking about um but we do have an individual that represents our kids and works with our community all the time and does a fabulous job with our community and that's John strongham part of CTE very nice run CT [Applause] or going to the chambers events he's on the Chamber of Education committee he's also future president and coming president of acova which is for the CT directors across the entire State and he's just one of those silent uh quiet leaders that does a fabulous job and so we just want to take a chance to say good job [Applause] lucky yes it is for those of us who came from the U of A okay governing board members do you have anything that you would like to share okay public comments happening at this time okay so any comments or questions on the consent agenda I do have a question on item A2 the financial report and uh this is for for Julie in the mno display that we have it shows the end of year Target our budget balance and I know that we still have one more month to post so I was asking if you would have an estimate for us of what you believe the m o end-of-year balance and fiscal year balance will be oh yeah I like the 803 million better but with the loss of AVM right now my target is 803 000.

cool but let's round her up welcome everyone and thank you for joining us for our June meeting of the Bethany Board of Education where we Inspire and Empower children to thrive in the World of Tomorrow we'll begin as we always do with the Pledge of Allegiance please stand pledge allegiance to the flag of the United States of America to the Republic for which it stands one nation under God indivisible liberty and justice for all thank you we begin with a student presentation [Music] good evening Madison Wampler is one of our Dynamic BCS fifth graders and if you recall a few months ago Kay had shared with us how excited some of the students were when we had installed the wheelchair swing Madison was very moved by that playground update and it has inspired her to take some action of her own ladies and gentlemen Miss Madison Wampler [Applause] [Music] one day I was at the playground and I noticed a new swing that looked different I saw Mrs burden asked her what it was for she said it was a swing for a student in a wheelchair and I thought that was great from there I knew I wanted to raise money for a more playground equipment like that so I walked around my neighborhood and handed out flyers selling eggs they also asked Billy's if I can sell lemonade outside after these a lot of friends came to support me I raised 250 and I couldn't believe when Billy's matched what I made that day over the next few months I returned cans two times a week all of my hard work and also inspired a few other people to be a very generous donations I am proud to say that I am donating 1 300 towards playground equipment for special needed children I hope all my hard work inspires other kids to help grow our playground and lastly I would like to thank each and every person who'll help make this one this happened thank you for your time job thank you Madison congratulations it's really inspiring he's working [Music] we move on to student recognition of the Connecticut Invention Convention finalists bird yes good evening convention on June 10th at UConn thank you with Miss Wolcott and while he didn't necessarily take home the Ultimate Prize we are very proud of our three finalists our first finalist is ilongo alango presented the folding station would you like to explain your invention because I think you can do it better than I can [Music] I my mom gave me a basketball coach to do and it was very tiring my mom I asked my friend this problem and he said this is the most frustrating show for all adults and it hasn't been solved it this is why I chose to solve this problem they are holding machines but they're very big in size they are very costly they consume a lot of electricity mines is very different because it's small in size it's affordable in cost and it's foldable and it's a you know it does not consume a lot of electricity I started out with a blueprint and then I started building I cut the board and then I named them able to be put in seaboard Indie board I clamped two hinges to the a board and they're cramped another two hinges to both the D boards on the back side of a board then I added medium hinges and attempted to the back side able that's in the medium can just clamp to a c board and I used another medium and just and slammed it to another C board then I use small hinges and clamp it to the Deep while I was doing this I ran into a few problems one the keyboards was not stable so I added a magnetic hatch um then all the handles was the same here but the middle kept stopped in the middle so I took it out and I added a handle right here um an improvement Improvement I made was to add a phone holder and a spring here the spring was the phone holder was made for you to watch while holding the clothes I looked at the internet and it said most of the people watched while folding their clothes the spring was added to um when you fold the clothes it will be much easier to lift it and pull it back and improvements I want to make in the future is to add about 10 years in Motors so you can walk work automatically when I tested it it looked perfectly fine I asked my friend to test it and then he tested it and he gave me the idea of adding the phone holder then I asked my friends that and he liked how this oh how it's foldable um I think um people who fold clothes at home and people who work for other people to fold the clothes and cause closet finally a well-organized space helps to reduce stress and avoid being frustrated I really hope my invention will help other people by reducing their stress and increasing their health thank you and our other finalists actually presented a project together Henry and elikia would you like to come up and share your project it's called The Spill saver our project is systems the problem we're trying to solve here is when dogs eat they spill the food could get stepped on or get water on it this is a big mess for dog owners to clean up it's a waste of dog food it's a waste of the dog owners time and money this is how it works so when the dog spills it goes through this plastic grate and um into these funnels and then when you're ready to feed the dog what you do you put the bowl under here you pull off the cap and all the food food falls back into the bowl [Music] ers [Music] [Applause] thank you wonderful great ideas growing in Bethany [Music] we now moved to our PTO report foreign before I get my report I just want to say I have a little personal tie into the spill saver here it was tested on my two dogs Henry and Alexia came over to my house and they tested it on my 150 pound Newfoundland and my 30 pound puzzle and it worked phenomenally so I just wanted to give a little shout out there and I'm proud of them if they do have a video my dog is actually using it so okay um so my name is Melissa zaldo um I am right now the secretary for the PTO um effective which I first say I'm actually stepping into the president role so um excited to be taking on that challenge since we last met we funded some PL trips we funded the pre-K four field trip to Common Ground the first kindergarten field trip to Massaro Farm the first grade field trip to Beardsley Zoo and the fifth grade field trip to Sturbridge Village and as I mentioned effective July 1st I'm stepping into the president role and there's quite a few uh PTO members here a lot of the board is staying the same we actually have one of our new members stepping in uh Rami is stepping in as our donations Jeanette's staying on as a co-chair for um culture and enrichment and Naomi is our Communications chair so excited we're meeting tomorrow the newborn oh board to start planning for next year um so again uh so for teacher appreciation week we supplied uh sugar cupcakes on Monday to all our teachers on Tuesday we provided a cater lunch from Teddy bees as well as some donated desserts from our BCS families on Thursday Sarah and a lot of people went around and did a little treat cart they used a spinner from the Chiefs and ladders or Candyland one of those board games and they um had a spinner in the teachers and stuff spun it and then they won a little prize based on what they what color it landed on it's really cute I was really impressed with that um we also provided treats for our bus drivers custodial staff and capital cafeteria staff as well um Lego Club Jeanette um they they had their last meeting on May 30th and we are going to be bringing that back next year um hopefully we'll be bringing back full year um and I was just informed from Jeanette before this meeting that the library here in town saw how popular it was and so Jeanette's going to be working with the library to continue to offer something to let go play time for the kids over the summer um and then I think it was the last meeting we were heading into quasi night that's our joint uh Park shuts down and we was down the park with Beecher Road School we had 483 uh friends and family from BCS alone attend that was a record number we beat last year's number with that it was a beautiful night um as a parent it's just so much fun we'll let the kids just go wander it's a small Park you feel totally safe letting them you know just ride rides and there was like very little weight for those rides so always a lot of fun for that then the week after that we had our Spring Fling we had close to 800 people um come for Spring Fling and we were also offering teachers the opportunity to come to that free of charge unfortunately if I'm making my son hit strap that day but um I've been seeing pictures all night I saw the amazing amazing raffle prizes that parents were winning a friend of mine sent me a picture she couldn't believe how much stuff was in her raffle prize um so thanks to everybody who came out and I hope they had fun also on that we had a ribbon cutting which I sure we talked about later in honor of Kristen pushing who was a BCS mom who unfortunately passed away about a year and a half ago so her husband and her children came and put the ribbon in the dedication of the Trap and then this past Saturday we had our yard goats game we had 100 people attend I thought thanks to Mrs bird the children the families were able to go onto the field and get a picture taken as a BCS family and then I as I understand it I think it was a four four kids were chosen as baby goats to get dressed up as a goat and they were able to run the bases during the fourth inning I saw pictures it was totally adorable and then two of the older kids were picked as like flag holders as the race and then they came across the line we also supported uh Field Day by providing popsicles and oranges and watermelon um and I just want to say a huge thank you um to our BCS parents and families um my church has a has a saying that we couldn't do anything without the time talent and treasure we certainly couldn't put off all of the events that the PTO does throughout the year without the time Talent Treasure of our BCS families so thank you so much thank you very much for the updates really wonderful events this last month as always and thank you for everything okay we come to our first opportunity for visitors public comment uh and I'll ask my last board here the first opportunity [Music] okay uh we have a public comment from um online Mr James Bruni from hummiston Drive uh makes uh two has two comments first is uh can you provide an overview of both the superintendent and the Board of Education self-evaluation process I'm curious to know what the Board of Ed sees as areas for improvement if any when reflecting on the past school year uh second comment as the Board of Ed and the Bea move into contract negotiations I'd like to publicly address the fact that it's time to support our teachers to the fullest extent possible with this coming contract for too long we have lost teachers and will continue to lose teachers partially due to the existing salary schedule we can't only compare a district to those of Woodbridge or orange when it conveniently serves our narrative rather we must take a look at those contracts closely to ensure we retain our stats as a former teacher in District I recall an occasion in which I was told I was replaceable and there were hundreds of other applicants waiting for my job unfortunately this attitude is where our teacher said as what our teachers have been up against and I'm hopeful this board of education has a much different approach many of the Board of Ed members have expressed their desire to retain our best teachers and now is the time to put these words into action thank you for those comments anyone else wish to speak to the board at this point okay there'll be a second opportunity at the end of our agenda today all right so we move on to our first action item which is the review and approval of the minutes from our May 10th regular Meeting those minutes are in your packet and I trust folks have had an opportunity to review them entertain a motion to prove John Paul thank you in the second Amy thank you any before we move to a vote any uh questions Corrections or discussion on the minutes of presented in your packet motion passes the minutes are approved and will be posted on our website we move on to our committee reports beginning with Aces down here [Music] um at their main meeting there was a parent who took place they're concerns over reductions there had also been a protest by about a hundred thousands down there concerning the same issues apparently there's been a declining enrollment in the budget deficit with the remedy promoted by Department heading part-time teachers created a new position of associated to consolidate the administrative responsibility information [Music] some parents and students were clearly disappointed by these changes the five effective teachers were no doubt also received substantial reduction in their salary but they were told that they could possibly find other teaching positions within the aces systems in the June meeting the legislative session was wrapping up and there was concerns for the passage of bills that Aces had been modeling a letter was drafted and sent to the governor in the name of Aces supporting House Bill 5003 that impart funds magnet and remote control once the session ended the executive director reported that funding for their three construction projects and school funding changes partially overall these helpful cases thank you for those updates um any questions about the aces update or discussion ECA runs around uh Asus runs GCA yeah I thought that was part of New Haven oh is that right yeah part-time I guess they only do half days oh is that what it is yeah I think kids from other schools spend part of their deities as they don't I'm sorry I didn't see it anything else on okay thank you we move on to our curriculum committee okay did the committee meet did not meet last week okay very good facilities we haven't met but I was going to ask Kay what's going on with the uh as part of her report okay we move on to finance which had as I understand about a four minute meeting yeah there was nobody there why waste the time I can't do it tonight this year what's that I logged on a few minutes later I tried to no that's all right it's just you're a few minutes late with me and you're not there and uh but case got a couple of things that she's going to want to talk to the board about and I've got a couple of questions on the uh report okay well so let's review the finance report um as a board that's in your packet before you have as usual the variances for April and then the updated variances for May and klsq to to go through this since the rest of us haven't haven't yet gone through it so under general education our salaries remain status quo from last month there's a slight decrease to the benefits line of about ten thousand dollars due to the addition of a family coverage plan for a staff member we're showing an increased deficit to some of the year end projections as those numbers continue to to fluctuate until the end of the year supplies are showing a deficit of 63 654 dollars that's instructional supplies and a lot of those wish list items and things that the board asked us to move forward and purchase teachers as well as to offset some technology supplies which will use some e-rate funding for moving forward general education has ended the month with a total surplus of 88 958 which is lower than last month's production of 139 311 due to the benefit adjustments in all the purchases in special education again the salaries remain the same as last month benefits of real estate for final billing and are now showing a slightly lower surplus of 664 dollars special education is showing a deficit in the services line item of 1561 which is lower than last month due to some of the end of the year projection adjustments that Brandy has made supplies is now showing a surplus of 11 969 due to the offset of funds from some additional grant funding that came in and other special Edline items still remain showing a deficit although it's slightly lower because as again those bills and things come in we can continue to adjust those but with Grant offsets and some of the decreases that we've had the special education budget has ended with a surplus of 123 430 dollars over in operations overhead again like the other buckets there salaries remain the same as last month we do have a greater deficit showing in facilities and this is due to some of the Landscaping that we did around the Pavilion and the demolition cost for the portable trailer which I'll talk about leader operations overhead ends the month with a deficit of 72 538 but overall the budget is showing a surplus of 139 850 um it's lower than last month but again a lot of that is the wish list items in the portable and the things of that nature things that were already approved by the board from last week questions for Kate before we go on to a vote on this report yes how does it look for our year-end engine two weeks approximately two weeks yeah Brandi will have all the all of those final budget numbers in have everything scrubbed and ready to go by the end of the month but it's still looking that we're going to have a surplus don't know what that number is going to be yet though okay and we're still talking about turning the Surplus back to the top well we will bring our rainy day fund up to five percent yeah um and then will there be some additional offset in your superintendent report so there'll be some that'll go into that fund for next year and then the remainder yeah okay vehicles [Music] foreign I can get that for you what that specific number would be for that five percent and five percent is about three hundred and fifty thousand uh we were about three and a half percent or four percent last year around four maybe a little under four yeah so it's probably going to be around 80.
