foreign right and then we do that call to order at six o'clock please stand for the flag salute I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all adoption of the agenda do I have a motion to approve the agenda as a presented so moved thank you do I have a second oh second thank you General consent okay thank you in regards to organizational reports c-u-t-a I think that they are not here well they're they're here they're here not reporting today okay um CSEA Naisha I don't believe she is on for she's not here either okay very good well we'll just continue Temptation bye Mr Mike Jordan the infamous Mr Mike Jordan we're at the clicker room um all right good evening and thank you to both of our audience members for showing up tonight told Eugene setting up all these chairs I think we're a little yeah to uh Kim slideshow oh perfect tonight I'm just here to uh talk about the dashboard local indicators this goes on the California dashboard and it's an interesting uh law we do need to present uh by June however this won't even go live until December so we'll input it into the dashboard site they will update it and then all districts and about the first second week in December this will go live so local indicators so this is just going to be an overview you have in your packet the actual template that we use uh that will get uploaded to the uh the website here coming up but just a reminder uh we if we put everything in uh it goes in in December it'll go live this is a self-reflection tool so they give us a series of questions we reflect on those questions and then we we uh self-reflect and those are considered the district's indicators of what's going on the districts required by law to present these to the school board in June that's what we are checking that box right now this is part of the lcap lcff you'll you'll be hearing about uh this is these are priorities that are covered in the local indicators so these are the local indicators that the state has every school district put together there's the basics teachers instructional materials facilities and you'll see me coming up every about three months talking about the Williams complaint that's part of this we also have the Williams audit which is an in-person audit where they come in once a year now and we're going to talk a little bit about that then we have parent and family engagement and local climate survey and you'll see last year this is from our current dashboard we've met all of those and we will meet again this coming year so here's the main takeaways I'm not going to read through the whole report here I'm just going to give you the takeaways then I'll answer any questions that you may have so under lcff priorities one two and seven that's the instructional materials and Facilities these are also when you hear about the Williams complaint settlement the requirements from that all of our students have access to a standards aligned curriculum and a broad course of study and you can see that in the mtss document it talks about all the different curriculums and all the different tiers of support that we have for students um our facilities are safe functional and clean I'm using that wording exactly from the the actual template and that is evidenced by we have a Williams in-person inspection we had one at a couple of sites uh this past spring or uh spring yes excuse me fall and we will have it again coming up this coming fall where they come in they inspect facilities they actually do a walk through and they give you a met or not met and we met at that point and then uh obviously when I come up and say there's no nothing to report when I do my Williams complaint reports uh that would be to the curriculum in the bathrooms and that kind of stuff as well under the parent and family engagement this is what we put down there these are all the different ways that parents and family members and Guardians can get involved from school side councils to ptas to booster clubs advisory committees we also offer uh homeless and Family Services support we offer meals to families we offer interpreting Services there's all different ways that help to Foster that parent and engagement and then we also use the Panorama survey twice per year out to all families and that's where we gather a lot of the data foreign ly the school climate survey again that's used uh we use panorama for that that is given twice per year then this the site administrators sit down we review and analyze the results and they come up with goals that they're going to work on for the next year based on those results um in the actual local indicators we're only required to to report out on one grade level so we picked Oak Hill sixth grade but you can see that all of the results for all grade levels uh and parents um through the Panorama link and this concludes our fabulous presentation Mr Jordan I actually sorry oh I'm still holding my mic down apparently sorry um I wasn't saying that when they come out and do the walk through and you said it's in the fall do you guys know when they're coming or is it kind of they surprise you and just show up like that type of audit so we know there's there's two walkthroughs one is for facilities and one is for instructional materials so they do uh two-thirds of them we know where they're coming one-third supposedly we don't know what they tell us a day before just to make sure there's not going to be some assembly or something going on uh and then on the instruction materials one they actually go in they count the number of kids in the room and they count the number of textbooks that they're supposed to be in there make sure it's a one-to-one ratio in the room so it's a physical count at that point facilities wise we have the Maintenance and Facilities department they walk through with them fill out a bunch of questionnaires in advance kind of do some pre-interview kind of stuff and then they walk through is it only instructional material or do they also count Chromebooks they did Count Chromebooks as well if there's anything that requires a curriculum that requires a Chromebook so for example the high school our English curriculum's online right and is it a random facility do they just how do they choose which facility to go to so in our case they pick three uh for our district it's three sites I'm not sure what the formula is how many like in a San Juan I'm sure there's way more than that but for us it's three any other questions thank you a quick question on the bullet uh where it discusses won't be published until December uh will we as the board have uh uh the opportunity to see that before before it is published so it's actually in your packet right now in your board packet we the answers to the questions that's what gets published so we've we put our answers in I don't know why they have us do it this early and then wait six months but that's because it might take them six months to do it yeah I did I did see the responses um I didn't know if they were subject to change or if that was uh just uh boilerplate language or if it was from last year or whatever okay so what what we saw in our packet is what will be presented and published it's basically a cut and paste yeah they take that all those formula pieces or formula the wording and they actually just put it right up on the web okay thank you Mr Jordan I appreciate it thank you committee update Mr Putnam good evening uh sites are going still uh progress at Rex Fortune today or yesterday and today was the second layer of asphalt was laid down so we actually have a asphalted hard court that will eventually have a bunch of students running around on and they were continuing they're still working there at this time to complete all the asphalt for the parking lot the Fire Road all that around site is still progressing forward CTE project behind us is moving along there are some um logistical delays coming from the supply chain um that we're just waiting for certain components to come in so we can move forward with other items but other work is continuing on that and then the maintenance crew ground screw or out working doing all their various summer projects and then the HVAC projects at both the 500 Wing here at Center High School and at North Country are moving along at a good pace and they'll actually start installing some duct work this next week and then the following week actually be able to start getting some of the units initially installed so that's where we are and if I remember correctly they'll be fully installed possibly by December no these will all be done before school starts not for no this is for the HVAC upgrades that we're doing at North Country and Center High School yeah those are the ones that will be done all that that was all the product that we had to order last November so we would have everything here so we could actually get those done the CTE project is the one that is right now having delays due to the supply chain issues nothing any other Nancy can you turn your microphone on what about Rick's Fortune Rex Fortune is still moving along on schedule oh okay thank you any other questions from Mr Putnam on the CTE is I know the goal is but is the expectation still that it will be ready for the beginning of school uh at this point because of the delays that we have it probably won't be at the first of school it could be a month into school before that happens the good news is though is we do have current spaces for those programs so will not hinder those programs and then we will transition them in as soon as we can and Richard it's as a result of some power issues with the parts that's the number one issue that we have is getting the uh all the final components uh for being able to power up the buildings for the CTE all the other stuff will be coming in a couple doors are still delayed uh but those should be coming in uh towards the end of the month but other than that it is just actually waiting for the power and the manufacturer sent us a letter saying we're having trouble getting everything that we need to finish building the specific units that we need for you so just on the same note so Rex Fortune opening still July 26th and then the CTE is TBD because we're waiting to see we want to make sure we do the dedication and all that opening that the facility actually is ready to go so it'll probably be September realistically oh thank you Mr Putnam thank you we'll continue on for our for comments from the audience regarding items not on the agenda is there any public comment thank you General consent very good we'll move on to uh board and superintendent report Miss Salmons okay perfect I don't have to hold the button um first and foremost thank you so much for everyone for your reports and all your information your hard work all of last year and I know we're going to have a great year next year as well um so since the last time I did a board report um I was able to attend all of the end of year not all but a few of the end of Year celebrations um I did have to I was unable to go to Riles I had to finish out my duties to help Oakhill um since some of the other board members were unavailable so I was able to see their first kindergarten promotion which we brought in last year as a PTA and the parents were so thankful as well as the first sixth grade promotion in years so we had a lot of people and we realized that we might need to do it outside next year that's the PTA thinking that for next year because so many families were so excited so they were able to come out and they really like one family I think brought 15 people but it was just showing the excitement that the families had to be able to see even elementary students be able to promote so it was really fun and heartwarming and then I was able to go to MccLellan High School's graduation which Miss Anderson was so nice to give me some tissues it was the most heartfelt just genuine and really I've never seen any High School graduation that way the rose ceremony was amazing and I hope they never changed that um so if you ever get a chance to go please do and then I also was able to help pass out the diplomas for Center High School and as always it was a beautiful beautiful graduation the sun was setting perfectly and all the kids had Amazing Smiles so I was really happy to be a part of all of those into the Year celebrations and then on a Saturday for Dudley Elementary their PTO actually did a phenomenal job with the community event I was able to go as a mom and take my kids and it was hot but they had the bounce houses and they set it up perfectly because they actually had water stations they had free water for everyone in attendance the police officers came out Sheriff's Department passed the ice cream for anyone who walked up to their Booth they also had food vendors everyone there Antelope Lions Club was there giving out free hot dogs they even had like cell food vendors so it was it was a little bit for everyone so no kid went hungry no one would thirsty um as well as they had a water PlayStation so I got squirted a few times but it was awesome so I just wanted to say great job to Dudley's PTO because I know they worked really hard and they were very nervous but it was phenomenal so I love seeing all the work that's going into our community as well as our schools are working really hard so thank you guys Mrs Anderson I think all of the graduation ceremonies were wonderful and she's right mcclellan's is always a heart stopper and when those kids many of them have gone through so much in their lives and you just see the happiness and and Triumph in their gate you know they're just so happy and have accomplished so much to them it's it's a great achievement and their families are so proud of them some of them the first graduates and their families and you just get a real sense that it's a great event for them and probably the last graduation for some of them so it's it's very special time and we enjoy it so much the rose ceremony she's right it's very very touching um tears with moms and dads and kids all like um the high school graduation went out on without a hitch I think this year was probably as a whole the most respectful graduations that we've ever seen I don't know if it's because these kids went through covid and now they there's just a new respect for education and being in school that they their whole attitude seems to have changed and it's nice to see everybody was happy to be there and happy to do what they were supposed to be doing so it was just really a nice situation and I feel like we're ending this year on a very very positive note this is one of the most fantastic boards I've ever been a part of and I think we're going to be doing some very very good things in the near future and I can't wait thank you Mrs Anderson Mr Bowen thank you president Pope um so while this month hasn't been as uh past month hasn't been as busy as previous months since I've taken office was an exciting period as we wind down the school year there's a different melody in the air times for students and unfortunately some staff to move on to the next chapters of their lives so I wish all a safe and relaxing summer and look forward to seeing everybody uh during the beginning of the next school year so this past month I was very honored and humbled to be asked to attend and participate in a number of graduation events on the 18th I-10 in Mount McClellan senior dinner at MccLellan High such awesome students who had overcame such adversity to graduate from high school some of the stories I heard were very compelling and moving congratulations to them all on the 24th I attended MccLellan High School at Centers High theater it was nice to see how proud the graduates families were of their children and rightfully so on the 25th I attended Wilson ryle's promotion in the rails quad fortunately wasn't too hot and it was great to see all these students celebrate moving on to high school on the 25th uh also on the 25th I attended Center High graduation in Garrity Stadium this was probably the largest school event I've ever attended thus far as a board member and my hand is off to all those that made it such a successful time for our graduating students we should all be proud of their accomplishments and preparing them for the world for which they are about to enter and as trustee Anderson said uh I I have to reiterate as well at uh I was very pleased at The General disposition of all the graduating and uh uh promotional students they were all so well behaved and uh it was it was very nice to see very nice also uh on the Saturday a morning of Saturday the 10th I attended with along with the rest of the board a training and development day training centered on the brown act and was very informative we also worked on the board's governance guideline which required completion so it was a very productive day uh I'd like to uh thank superintendent Lair District level staff and all the principals and their staff for this last school year all the time and dedication you have given is what Center Joint Unified School District is known for in educating our District's children and makes us one of the top rated districts in the region uh in conclusion uh as I do at every meeting I ask that every anyone that watches this board meeting live or recorded to know that you're welcome to come here in person to attend these meetings your presence would not only be welcome but is encouraged by The Board District staff and school officials and should you desire to provide any input you believe would be helpful and beneficial to the board the district our schools our students would also be appreciated also note that we appreciate any comments on any of the district's social media platforms as well such as YouTube Facebook Etc additionally myself as I am sure others on the board and superintendent Lair are more than happy to receive any email correspondence you wish to send all of our email addresses are on the district website remember it is you the parents and the Guardians of our students that have the strongest voice in how your children are educated that concludes my report for this month thank you thank you Mr ballen Mr Bruno okay not to be too repetitive but um I also got to attend the McClellan graduation and as everyone else has said it is so moving you get to see the real connection that the staff at that school has made with those students and it is absolutely wonderful I love hearing um the advice that each student would give to incoming students and what they're planning to do with their lives frankly I wish we could do that at the center of graduation as well but logistically it just wouldn't work and you know the rose ceremony the same thing because the graduation class is smaller at McClellan they really do a very personalized ceremony that is so moving um and then the graduation ceremony at Riles was also wonderful I noticed that this year they actually had a parking space reserved for the superintendent and they they kept it moving along at a Brisk Pace it was quite wonderful um and then the the Center graduation was also a lot of fun some of those students were just really enjoying themselves and their energy was contagious and I I frankly just had a great time at all three of those events um but at the same time it really drove home a point for me that none of the students were there to see us you know we're just window dressing um but the connections that they have with the teachers and the principals you know really our job is to guide the superintendent and he guides the principles and they guide the teachers and you know I think that everyone in this district is doing just such a fantastic job and seeing those connections that the teachers have with students is just it's it's absolutely wonderful um and that's at every School site that I've seen um the high schools the the students are telling the teachers how much they've changed their lives but then at the elementary schools the teachers are running up and giving the principal hugs or um just you can just see how much they adore their teachers and you know I I still have very fond memories of some of the junior high teachers and um the things that they did to help my kids along and it's just it's frankly absolutely wonderful and I thank all the District staff for everything you guys do um and then as Howard mentioned we had our Workshop this past Saturday and um I thought it was great how everyone worked together we didn't necessarily all agree on all things but we disagreed respectfully and talked things out and reached conclusions and frankly I enjoy working with all of you so thank you guys very much and that concludes my report thank you Mr Bruno Mr Lair uh we had graduations um I I won't believe but I thought they all turned out fantastic um also just behind the scenes whether it was Center highs mcclellan's the kindergarten the preschool ones uh we just do knowledge the parents and the staff that put them together because they're the ones who behind the scenes we don't have we don't see all that we just show up and it's all done so I want to thank them for all the hard work that they did to make that happen because um they make it look easy and you know we can all sit on the side and say well maybe we should do it this way or that way but they work their tails off to make it make it really nice for for the families um also the the governance meeting we had last week I thought the dialogue between the board was very productive I think the team we have is is fantastic again we welcome our our newest members you know Adriana Salmons and Mr ballon he emailed me over I think probably end of May after graduation I can't believe it I finished a half a year of school already so it's it's just a great team it feels good I think we will be able to accomplish a lot so I appreciate the role and the effort you're all making in this additionally a couple other I guess not fun things but fun things we did receive word today uh on the future land transfer uh hearings those are going to come up in August so if you remember there's a petition for a family's uh subdivision to move out I'll get the dates too I don't remember off top my head so there'll be one in Placer County at the CV Center and one actually out in scoey and it sounds like what they'll be doing is evaluating whether or not sequa whether or not there needs to be further environmental impact study as a result so it's I don't think it's the answer to it yet I think it's more of that next phase so we'll keep you updated on that and then second to last as a superintendent and as directors who attend these board meetings all the time there is one thing sorry board we love you to death but there's one thing we always do in our careers we always think well how many more board meetings do you think we have in our careers and I just want to acknowledge Mr Grimes who is attending his last meeting tonight and it's funny a real Donna me in the way and I'm like this is David's last board meeting not to say we don't love you all but one of the things we do look at so I want to acknowledge and thank him for his years of service once again and thank you David he helped me out quite a bit [Applause] um and finally finally have a great summer thank you Mr Lair um I did attend all the graduations as well but I do want to make note about the workshop um after the workshop I sent a quick text to the superintendent and said I really like our team because we did do a great job on Saturday and as Steve said um you know we didn't agree on everything but we came to a conclusion and everybody supported the decision and it's going to be a great year so thank you team um thank you for Mr Lair and Miss Carol hunt for getting everything together for us great job everybody and then Mr Grimes I've known you for many many many years so good luck to you good luck to your family good luck to Pam she's leaving at the end of the month as well um safe travels and keep us keep us posted on your life and lastly I would like to thank all of our pto's ptas and our booster club all our our family or our parent clubs for all the hard work they do um you know we can't do it without you um the events the staff the students it's much appreciated so thank you very much and on that note we'll go to Advanced planning the next meeting can you turn on your microphone first may I just Mr Grimes I personally want to thank you for all of the years you've put into this district and all the tears you put into this District I'm sure and the many Smiles along the way you have touched the life um and it just a deep thank you from all of us I I know you're going to go spend lots of time with grandchildren and have lots of fun along the way but you have done so much for sinner and I thank you from the bottom of my heart and from the public as well that you've done a great job thanks very nice um so we're going to Advanced planning future date is August 16th which is a Wednesday right here at six o'clock in the boardroom suggested agenda items we will have on August agenda the discussion as Mr Bruno would like to add on regards the district paying for election fees um so that will be on on the agenda for August and is there any other items I hear none that means we will adjourn at 6 34.

2023-06-15 Kendall County, IL YouTube / BOE Stream transcript source: youtube SD308 Board of Education (06/14/2023) · passage 2
29 School exec connect they they got 29 candidates and narrowed it down for us to seven candidates from there uh the board interviewed all seven of those candidates and then we had to narrow it down to three finalists from there we then worked with our consultant School exact connect to have two different forms uh one for the administration and one for the community to ensure that we received all of their feedback and then after we received their feedback we did the board then had second interviews that we went through with those final three candidates and then we had to go through more extremely robust discussion about those three candidates and then we narrowed it down to our final candidate we also was received references for our final candidate which all of us actually called to check on just to make sure that you know we were making the best decision not only for our students for our staff Administration and the community and so we're are very very excited to have a unanimate well unanimous Vote or a unanimous decision for the candidate that we're presenting tonight if if I could add one piece I was actually on the decision process last for our last superintendent hire and I was a no vote and part of the reason I was a no vote was because of the process and so I want to Echo what I've heard so far tonight on the process so thank you for your right is there a motion to accept the modification and is there any discussion folks yes all right so that modification today uh number three is recognition recognition of visitors and comments from the audience are there any comments okay we'll move on uh no presentations and no discussion um there is a approval of the public session is there a motion to approve that all set is there any discussion uh let's do open maybe yes thank you yes yes all right under ex needed items we have the recommendation to approve the donation of 824.23 High School athletics to assist with pre-high school students to attend athletic camps is there a motion to approve ment I see any discussion is this just a disbursement from someone's fund you know I don't know it's just a very specific amount s of those but who does the um they do that um and they're then individual non-profits you can designate your money to go to um but yeah but the foundation is an umbrella for lots of different funds okay so like so if you were to die and put money into a fund with a foundation and you could say I want it to go for athletic camps at the high school and then every year when it makes money then they designate okay so I'm assuming um maybe yes yes number two is recommendation to approve the 2324 Board of school trustees board meeting days is there a motion to approve d a second any discussion I this again will be a change I think for for a lot of people um our staff and the community as well so again we're just moving from first and third Thursday to the first and third Monday of each month and then there are there are a couple Mondays that fall on holidays um or a weather makeup day so they have alternate days so did you ever did you send us a possibilities I had a copy at home and I went through the phone this week yeah yeah as soon as we have it board approved I'll um add it to the website and then we will send it to the meeting and um just on that same topic we don't have a meeting on the first when Monday or Thursday of July right that's an export meeting will be July 17th which is the third all right any other discussion all right let's go okay yes yes all right so the next one is a recommendation to approve the extension of the current administrative contracts for the following people Trent Austin Kelly Bruner Mark Bruner Thor Davis Denver Harmon Charles Hutchins Brad Killinger David Bernard Gavin Steele and Christine reitzman is there a motion to approve yes sir is there any discussions foreign yes all right number four recommendation to approve an out-of-state professional leave request for Lawrence piece on November 17th to the 19 2023 to the American Council on the teaching of foreign languages in Chicago Illinois is there a motion to approve yes any discussion I think that's exciting I like it things and learn things in their field so that's great um yes yes yes all right number five is a recommendation to approve the following ECA positions at Van Buren Elementary and ECA is extracurricular activities and we have instructional technology scientical coach liability coach bubble coach and math book math bowl coach um it's an emotion to approve this second any discussions yeah well I'm very grateful to these people these are fun things to do and I'm glad that we have all of these activities yes yes yes all right number six is recommendation to approve Brown County Schools Athletic trainer Megan Kincaid at the rate of 55 000 per year 260 days full-time with Benefits effective July 1st 2023 is there a motion to approve I still do a second any discussion yeah yes all right consent agenda Island we have a number of separations appointments and transfers they're listed on the agenda I'm not going to read them is there a motion to approve I submit one last second is there any discussion well I'm sorry to lose any one um and I am sorry to lose those folks I'm also really glad to see some new coaches that we have here volleyball football tennis and volleyball one transfer any other discussion all right let's go maybe yes yes all right superintendent support um is fairly short I just wanted to give an update that the health clinic will be officially moving from the old facility to the new facility which is an old CRC building uh tomorrow so we've done um I've done a final walkthrough today Performance Services can do another final walk through tomorrow proactive and um through the weekend and Monday to to finalize everything and be open on Tuesday uh the fair has been fun this week I just want to thank all of our um our team members and board members who were able to come out and help us um hand out ice cream and have some fun at the fair so it's always a fun week to do that a little weird a little early this week um but it's been good um third reminder that the next board meeting will be July 17th um hopefully we'll be back in the Goldberg room but I'm not sure yet if we are so we may be back here on July 17th and then finally I've given each of you a copy of the second edition of the quarterly magazine um those were just finished yesterday so I'm just really proud of it but not only the entire staff and even some community members that help contribute to this issue but just think it's really really good Spotlight on our people our kids and our programming so I want to thank gamity for putting that together and we will work to get it out on the website and and social media so again we order about 50 copies and hand a few of them out to each of the buildings and then we take the rest of the copies around town um so if there are businesses in the community that have people come and can wait around for something to get something to look through and once we're on County Schools so that copy is for you I think it was terrific news can I get some copies of those put down for what will be the last thing then is planes is there a motion to approve the claims okay discussion and uh let's do roll call yes yes all right um any board updates anything you guys want to add I'm sure I could think of something to those that just walked in yeah I'm guessing there wasn't a sign on the door yeah it told you I was at the middle school no we had to change um because of the construction that was oh I got in we saw the construction it's the old summer well I don't know hopefully we'll be back on July 17th in The Goldberg room but if not we'll be back here okay yeah sorry anything else as good of the cause all right is there a motion to adjourn before before we adjourn since you guys just got here for you wanting to to sign and have three minutes to speak or have anything yes yes it's okay yes yeah a little out of order here is our public members didn't have that confusion about where the meeting was tonight and you've arrived a little bit late so we'll go ahead and I have Clara uh talking on behalf of the PTO and I've got you down for three minutes so go ahead uh thank you so much I'm very excited to have two more pairs uh that I just want to briefly uh update about PTO Council concert um it was wonderful very successful and we uh we had a I think quite a few of us that I didn't have a chance to there'd be a lot of the teachers came and 50 people who over 50 people yeah and then I counted all the donors we had a nine donor sponsors business and we had an eight uh businesses you know donated money just to be a sponsor and all together uh the small businesses have all together 54 didn't donate gifts for the teachers so when we what the only reason we could add more because because when we did we unanimously you know experienced such a great support from the community so it is really people I just briefly mentioned about that random people really was feeling it and they were kind of supporting nobody was like what are you talking about so I just want to give you feedback that we are in a really great position because it failed the people like it huge wake-up call so I think this can be worked really better for us thank you so much thank you okay very good uh now we'll do a motion picture a second

you get us but that's a very rough bumper I'll put that in I'll get that information from Brandy [Music] okay any other questions or discussion on this report before we move on to the motion info during mental call for a motion to approve the report is presented thank you uh any further questions or discussion hearing that I'll move on to a vote all those in favor please indicate by saying aye all right any opposed any abstentions motion passes uh and the report is approved we go on to the negotiations committee professionals foreign [Music] thank you very much questions for Amy on the negotiations report all right um and we did hear comments about negotiations going forward when we resume that process with an interest in default uh policy I believe has mattered and transportation all right we have no understood so we move on to new business which we have one significant item and that's as Amy just mentioned update on the paraprofessionals conference which I will review with case help since EJ is not here this evening um so we did after a few meetings of the paraprofessionals and their union representative come to an agreement on a contract uh and has that been approved so that has been approved by the usual when it comes to us for a vote this evening and with our vote uh assuming that it is affirmative that contract will be approved in one process with the parent professionals uh for this round for the next three years uh the changes in the contract relative to the previous contract you all made those of you who are on the board will recall that three years ago we had a fairly significant change in the paraprofessionals contract up to that point most of our Fair professionals were part-time without benefits and there were only a couple full-time with Benefits apparently referrals and it was decided that the administration felt at that time that we were better served by having a smaller number of full-time paraprofessionals you know we'll spend more time in the school or more you know part of our part of our family right lots of part-timers so that constituted a fairly substantial shift we got full time which meant many more with Benefits we also felt at that time that our paraprofessionals were not paid adequately relative to other districts since there was a significant increase in Pay uh I'm committing with shipment to full-time so that was a big change three years ago this year the changes have been more incremental within the same basic structure um there was one issue that came up was with what happened since the paraprofessionals are paid hourly what happens when there's a delayed opening or through no fault of their own they lose hours because there's a delayed opening because of weather or something and uh they proposed and we agreed that uh it's you know reasonable for them to be paid for their scheduled hours uh when they're situated so that doesn't change um there's a new longevity bonus in the contract where a paraprofessionals who've been with us for 15 to 19 years get an additional 500 annually and those who've been with us for 20 or more years get in a salary bonus of a thousand dollars and that's in service of our shared interest in having people good people come and stand knowledge acknowledging that one um with salaries we agreed so unlike the teachers the paraprofessionals all make the same salary they do not have steps and so the only way that salaries increase year to year is uh with uh across the board cost of living increase the salary no advancement in steps within the contract and we agreed on a three percent per year salary increase for all finally with insurance so we've worked to bring the insurance plan for the paraprofessionals into alignment with that for the teachers everyone at this point is covered with a high deductible plan and we changed some of the details of that plan in terms of how much the board contributes um we also moved the board's contribution throughout to the um to the uh plan for the paraprofessionals from a percentage of their of what's due to a flat rate although structure so those are the changes they're all you know who agreed upon and everyone you know left I think feeling that it was fair uh they're all you know incremental but but you know but but valuable to the to our to our employees um within a structure that has not fundamentally changed did I capture the main changes I had some good notes to work off of because that made it easier to thank whoever um any questions three years three years uh three percent per year that's accommodated within the budgets yeah yeah when in a contract you're the superintendent makes assumptions and the three percent was what what did they tell us the average in the state was it pretty close it was either very high twos or very low threes we're sort of right in the middle of the with the average increase was it mid 73s [Music] and their role is to the majority are in the special ed department and their role is to you know fill whatever it is whatever it needs come up or support Beyond the outside contractors I know this is not part of it that's fine yeah we use outside contractors for various things generally if we need a full-time person it's usually much more cost effective to bring someone in so for example for our behavioral support Specialists who help kids who are having trouble with behavioral regulation we contracted the basis for a long time very costly for us 10 or 15 hours a week and we shifted a while back to spend less money to get more hours things like occupational therapy and physical therapy where we don't have nearly close to full-time need we do still do the contract so we have women need Specialty Services [Music] they're usually more cost effective so it's not like an outside contract that's a substitute teacher for instance um we've gone back and forth with that we have had a it's the same thing is true we can contract with an outside provider for substitute teachers but it tends to be more costly we shifted some years ago to a model where we actually where we employ uh sort of building Subs who are here all the time and are ready to plug in wherever they're needed they get to know us they get to know the kids and we had a problem with that program about six or eight years ago well you'll probably think of the internal program is that what it was yeah so there's another way that we've had substitute teachers teachers we've had interns from etching schools of Education who sent teachers to us to do you know the student team or senior student teachers they're mathematic there's some complexities there as well we actually have to pay schools to have their inmates it got crazy so this is something we've gone like how to invest both most effectively and most efficiently cost effectively to manage the needs but in general certain my impression is here over the years my impression has been that if we and if people you know get to know our kids [Music] well the agency would be a contractor [Music] you don't have a retired teacher that you call in every once in a while benefits they complete identical I think they're very close [Music] yep that's why I'm making the distinction I can't say it brings them more in mind in terms of their deductibles so for their first year they wouldn't have a change in their insurance benefits and then a year two and three brings them back the teachers [Music] no they're the same plan but they have different costs cost stated contractually within it so everyone's the goal is to get everyone teachers in Paris until one plan yeah [Music] okay thank you okay any other questions about this contract anyone want to review anything else before we move on to the vote okay um so I will move that the Board of Education approve the collective bargaining agreement between the Board of Education and paraprofessional CSEA SEIU Local 2001 effective July 1st 2023 through June 30th 2026.

[Music] before we move on all those in favor please indicate by saying aye any opposed any extensions [Music] motion passes contract is approved congratulations to all those involved in negotiation vote for the Courtside and Paris side nice to get that find us I think we have a good contract all right that's it for our new business and so we'll move on to our administrative report s start with something really great teacher and staff member of the year every year at BCS it's a tradition that we honor a staff member for going above and beyond the Call of Duty for our school our community our families staff and students there were a few people that were nominated for the award this year and they're all very worthy but as always the 2023 is noted to have done an amazing job helping students to get lunches she makes sure that not only the students but the staff are healthy she serves and leads our lunch Advisory Board the wellness committee she's a bright and cheery face in the board of education office and it gives me great pleasure to let everyone know that Donna the charti was named the BCS staff member of the year and we had a chance to honor them at the last student community meeting and it was really kind of nice Donna didn't know she was going to be the staff member of the year so she was actually assisting me carrying out the flowers and the Sash and as I was reading the description about the staff member of the year she's like oh well I guess I should just put the Sash on myself so it was it was really nice she was absolutely surprised we also honor an exceptional teacher each year for their contributions both in and outside of the classroom and for the positive impact that they've made on teaching and learning again several fine Educators were nominated or this year and all were very worthy but once again committee can only select one this year's recipient was described by parents as an amazing and phenomenal parents remarked how this teacher goes above and beyond constantly striving to come up with creative and fun ways to work with her students she understands the needs of each of each and every one of her children on many levels academic emotional social and all of their personal growth she was described as being considerate caring and kind of truly embodying all the qualities of a very well-rounded teacher and an active role model in the VCS community this year's teacher of the year also serves our school Community as a member of the steering committee boost Academy teacher a team Mentor most recently she was one of the teachers that accompanied Miss Kiesel to present at the Symposium at Foxboro Stadium and I'm honored to announce that kindergarten teacher Rebecca Graham has been named the 2024 teacher of the year Miss gray will received the teacher of the year parking space out in front of the school but since she's down in the Rotunda .com and she'll be recognized in several events throughout the year one being in November when I will accompany her to the Bushnell where she will be introduced as the better meet [Music] congratulations all right enrollment update as of May 31st 2023 the BCS enrollment is at 435 students you have the historical enrollment so you can see what it's looked like 21 for the 2020 year and the 21-20 [Music] um so that's just the enrollment update the enrollment projections is where things start to get a little hairy okay so as you know our kindergarten numbers continue to rise we are as of this afternoon at 55 that number has really only gone down because we have a family we have some folks that are moving out of town but we also have some folks who've moved in we just don't have them in our enumeration yet and they're still about 14 or so folks who were on Sue's original enumeration that have yet to register their children uh given that information my recommendation to the board no when you're done okay um would be to move towards more sections of his account I don't think it would be wise I don't think it's good for children or certainly for the teachers to have classes well over 20 um even if you were to put those instructional AIDS we've been talking about into the classroom so my recommendation to the board is to consider ing of the 1048a putting some of those dollars into that account so we can open it now my question yes state is both houses have passed okay that's well how does that impact it should if anything knock it down it won't that won't go into effect until 24.

there was some discussion I don't know the particulars about it that evidently Verizon was supposed to fix some of the lights on one of the poles or a couple of polls that the field actually installed them well they didn't work they don't work and they were supposed to fix them at one point they did though okay then somewhere along the line they were so what they're going to do is fix them so that's the other part of this is is there to fix them though is that the correct Miss Ridge have they never worked Laura the um the field lights have they never worked they have been working oh okay so when they when they took the whole the lights worked before they came on and then put the salt pedal out so they took the old light pole down but the new cell tower up put the existing lights on the new cell power pole but the never ran power to it so from day one the man has a new cell tower that instead of lights that were on that pole were never energized oh the rest of the lights still worked but not that one fault oh okay so the condition was we'll take a piece of the board if you'll fix our light well yeah but for some reason I thought am I wrong in thinking that that they were the ones that put the lights in to put the cell tower up I thought that that was an agreement or maybe I'm losing it anyway okay um so this being done is it going to affect our kids when is it going to be done before kids go into school back to school and so they're going to get that work right away we've been bickering with them on several different issues for someone so they're they're very antsy to get in because they have a I'll just say a little dead spot down on that part of the community and so they're one yeah yeah I don't know it also benefits all of engineer because it's very poor signaling so in the agreement are we putting in there that if it that they are to maintain it at all times or just this once well they're to run power to it I mean if there's maintenance to be done on those on those particular lights on their Tower we'll have to coordinate with them those lights you've lost I still think there should be something in there that in writing that they have to keep it like they have to maintain it somehow if it's on their stuff then they need to maintain it if something goes wrong who's going to fix it well us we'll negotiate with them like usually we can't on the cell tower usually you have to work through them because you have to have special equipment around their arrays right special technicians but that would mean more likely that they would have to fix the lights because they're not going to climb up the Polaris the lights but we will talk to them there there's some negotiation going on with them with some other issues besides of this issue uh and so there will be there will be some additional work on this and so as we look forward we will look to make sure that the maintaining of the lights is addressed in the humans yeah okay anybody else have any questions just me okay okay so I'll take um I'll take a motion I'll motion to approve the Verizon's installment equipment modification filled lights at the CMS second whoa look at that all in favor aye motion carries five to zero look at you guys just coming right along um uh 9.5 discussion and consideration approval of the recommendation of the final payment of the school-wide student achievement and proposal 301 performance and pay plan 2022-23.

so what it's really going to impact and we have yet to have any guidance on that energy of the kindergarten enrollment age to you must be five by the first day of school that's going to impact our students that are in our Pre-K 3 Program is right now we're working under the must be five by the end of December rule which means for pre-k 4 must be four must be three if they change that that bubble of students across and I brought this up to boa and all of our superintendent groups that bubble of children is going to have an issue because a lot of history say thank you for completing your k-4 program I'll see you in a year when you're eligible for kindergarten what I but but shouldn't we then it's a problem but but shouldn't Utah we then redo our pre-k program to bring that in line so that if a kid's going to go into the pre-k program then he's going to have to be five at the start of school year a year from now the challenge with that is we've already accepted our students for next year I haven't made any contingencies must legally start to educate at the age of three degrees in theory you could potentially so so those are the things that when that all passed about a week ago um I'm keeping this keys [Music] waiting for the guidance from the state I will keep post but yeah so that does it's it's a future problem that I'm worried about now well my gut feeling given that the state is mandated what we have to do there are no dollars what's that they're not giving us the sport just they didn't even ask I I think we have no choice but to rescind the approvals and who we've taken to the kindergarten program because of this issue there's another one she's legally about it what's that if there's if there's a legitimate realistic how many kids how many kids we watched the first thing you're right see oh the more I wouldn't bother but the issue that's one shame but the issue is it's not just on a regular education side it affects special education students as well where you legally cannot turn them away but that's what I'm saying it's a special ed I think is is is a worse of a different color you know Pre-K you have an option special or special ed you have no option but half of our BK is special but it's an integrated program how many kids forget about attorney let's say we're not turning anybody away we're keeping things are going to change we've said we sent our Letters Out everybody's hit how many total kids are we talking about being over by because of this because right now we believe it's only it's only one student of the typically identified students but a Pre-K classroom the average size to start is 12.

this is an annual uh item that we bring to you uh the difference in in this one obviously is that if you remember when we made some adjustments last year we we moved the bulk it used to be that this would be worth four thousand dollars for the teachers we move move the bulk of that 3200 into the base salary to get us over fifty thousand so this year it's eight hundred dollars uh what you have is what we've done is gone through the list uh principles have done the evaluations on the um uh for in order to achieve the dollars uh 33 of the dollars are related to your uh evaluation 30 percent is related to professional development 25 is really related to professional investment 12 is related to Says student achievement reality is primarily letter grades but there's a condition if you don't meet the letter grade component that it's related to student achievement so we've been working on those with the principals and with the teachers who have submitted all their documentation and the list that's provided to you uh the list of those that have met the criteria to a point so in some cases they may have not met all the criteria so you may see in there that in some cases they did not get the full 800 they got less than the 800 because they may have not met one of the can one of the conditions I would ask uh if you want to do make a motion that you give us permission to go ahead and if we find an error uh you know after the meeting then we can go ahead and correct the error with this many employees and all the different data we think we got it all we've been spending two days looking at it but if there is an error we'd ask permission to correct minor errors okay other um questions comments so I have one comment um because I think that we need to be focused on student achievement I'm wondering when this comes back to us again for the 301 if we can't get that student achievement higher than 12 percent yeah we can I mean what the way the uh the way the plan is is worked on is there's a 301 Committee in the district right uh primarily made up of uh teachings but I think there's some representative of administration on there too and so we've had that conversation over the last couple years about the makeup is it's changed a little bit if you're called during covid we could do letter grades and so it is something that they um uh can make any adjustments to but at the same time the way the statute reads is after those everything's done and the proposal is for next year's plan it has to go out to a vote of all the certified staff right uh now it's a 70 pass rate for everybody it's not a case where one school may not pass it at seventy percent and other school does uh it doesn't invalidate it but if all the teachers pass it so if the discussion of the teachers will raise your concern uh we'll bring it to you then you must vote on the new plan right no later than December so if there was concerns about the new you plan and you had concerns you could push it back if you're accepting of what the what the teachers and certified staff are recommending then you move forward well based on what you're asking we'll have to convene that 301 committee when we get back from school and so that means we'd probably bring it to you either in the August or the September board meeting depending on how quick we can get a meeting but again we have until technically speaking you have until December and then the other piece is we can still communicate to the employees that the expectation for what they need to do isn't changing the percentage or the weight of what they have to do is what I'm hearing a question of reviews so people can still be getting credit for the things they're doing to meet these requirements and then as part of the conversation we can see how staff feels and and then kind of go forward but we will present to them what your concerns are and then then the committee it's up to the committee to have that conversation so I'm just one I don't know how the rest of you guys feel so I mean well I'm in support of increasing the percentage for student achievement I agree okay all right but in this case what we're doing is what this year so let's um approving the existing correct criteria so I'll take a motion I moved to approve the final pavement of the school-wide student achievement portion of the proposition 301 performance-based pay plan for 2022-23 school year and allow Administration to make adjustments if errors have been made second aye motion carries five to zero so now so um nine six discussion and consideration approval of the spring 2023 stipend pay substitute stipend pay yes this is coming out of the board approval for increasing the substitute uh pay rate there was also request to look at those to try to encourage people to commit to our district if you stayed within 75 percent of the days that was roughly for this semester I believe 60 64 65 days somewhere in that range that you would provide a stipend form there was 14 people that met that requirement I will tell you up front most most of those people that met it were long-term Subs there are some cases where they they may have not done the whole semester's long-term sub but if you do nine weeks as a long-term sub you're going to pull out 45 of the 64 days without without even trying um and so this would represent the the people that met that criteria it's 14 of them and so I would recommend approval as presented again with a language for minor changes we think we caught all those but uh just as a safety net okay comments questions okay I'll take a motion motion a motion to approve the substitute stipend for substitutes working 75 percent or more days of the spring 2023 semester with needed Corrections if found or needed second all in favor aye aye motion carries five to zero are we bullying you into it now um 9.7 discussion and consideration of approval recommendations for final payment of administration performance administrative performance paid uh 2022-23.

but not here you're the mentor and we might potentially have some special needs students that would then have to get an extra year in there so maybe that number goes up to let's say five so you have four four students that are now going to be in there is this a matter of coming up with another classroom or like and hiring as another staff member or are we talking about dollars that would have to go towards curriculum for that extra time that those students are in there but not necessarily another staff member the requirement for students who are already accepted into a program so the state may say okay we're going to grandfather all the children who are going to be in pre-k 3 next year and then start with the following year [Music] is a complicated issue that is being worked on and we I trust when did they plan when does he expect to sign it that I haven't seen yet that's my understanding correct when nothing has been signed up there but does he ever projected schedule they say next week okay look forward to so so we so we're looking at one one possibly one but no one has you know we're now in Uncharted territories this is and this and you somebody just raised a valid point this is what the rainy day is for rainy day fund is for eign no one knows what the fallout's going to be [Music] there's two different issues one is what do we want our program to look like in four years and the second is how do we get there without you know providing support for the kids uh so then the fact that's that's a self-imposed note the state the the legislation yeah the legislation that that establishes the rainy day fund is that we can put in one or even two percent a year but it's not so from a legislative point of view we could just keep putting money in it now if you're putting money in it there's nothing wrong with you but but so the five percent is what we when when our when that fund began to build up we asked ourselves the questions what's what should we be aiming for well but the attorney also said five percent five percent was the advice from our uh [Music] it's not binding it's just the number that our account gave us is what they thought was a reasonable thinking [Music] I think we're in good shape right now yeah it will not affect this coming here in these times so it doesn't impact anything until it doesn't impact anything that we need we're actually yeah for the next six months to a year it'll just give Kay a sleepless night and probably Sue and probably Cheryl and and maybe Tom but God just asked to administer [Music] what's that okay all right all right so can I ask given the recommendation that we go to four kindergartens which obviously has the plan has been that will go to five percent but we now know we're gonna go to five percent and we're immediately going to drop back down again in order to cover the unbushed reports this is your recommendation that we go to five percent and then draw it down is it your recommendation to go above five percent so that after this growing down that we now know about any land somewhere close to five I'm comfortable and I don't think we need to go over for next year so looking at our second grade our first grade looking at our second grade we currently have 59 students projected to be in second grade next year um one of the conversations that we've had previously is not adding an additional second grade but maybe considering one of those instructional aids to float kind of in support second grade if need be all of the enumerated students are here so it's not the same issue that we're faced with kindergarten it's the issue of people keep moving in which is great because Bethany is a wonderful Community to be a part of but they coming in with children that are either kindergarten or second grade next year so I don't know what how to explain that but we're going to continue to that I don't think needs to need to yeah that's that's keep an eye on sleepless night I'll keep you posted so the kindergarten teacher would be in part of the the five percent I think we can get both of those things like if I needed to get an instructional Aid because they're not full-time they don't have benefits with the number uh oh I don't have an example I know last time it depends on the seniority of the teacher who comes in yeah but it would be something with Benefits probably something like a structure eight structural Aid would be something like um yeah it's less than that okay we're looking at 100 area but I'm going to give you exact numbers I don't know yeah we set up for it and I think we're in good shape [Music] it's not a paraprofessional our paraprofessionals are trained to work just with our special education students this would be a general Aid in the past when we've gone to really high numbers we had a general Aid that would just kind of go and help the teachers in the classroom they made and she when they had higher numbers we post the position and we okay so it's a new one it would be a new one okay open shows so kids are coming from a city somewhere right is there any limit on how many open Choice seats that we are we currently support I believe five Choice six open Choice students um we get funding for those students we decide how many open Choice students okay so there's not a not a specific when an open Choice student applies whether they will commit incident right is one of the criteria among them so that land in a place where they're not going to attack create a problem it's just you know inside of two years at that 60s pressure run in school I'm sure so I would just that's why we don't accept open source students into a place where they're going to put pressure okay foreign shifting gears a little bit a plan now that you're going to have three-fifths and three three sixths how did that work out I know that last time we talked about it we're trying to figure out if there was going to be in Summit still or there will still be and then that's all worked out we're good with that [Music] Team Summit used to be things I thought it was five no it was five but that's why because it was created because I thought it went to five originally it would never say anything I wasn't here I thought that was I thought that was Colleen's way of trying to figure out how to handle five because of the drop two and it was created before we went created when there was three years all right a Personnel update the following staff members have unfortunately submitted their resignations but all for really great reasons Daniella Workman is a paraprofessional she's given her notice she is relocating out of the area in Canada home Cecilia Bellamy is a paraprofessional that won't be returning because she's going to be taking a [Music] and this one a little bittersweet because I've known her since she was a child Rebecca sparbo is a paraprofessional who won't be returning to BCS in the fall as she's going to become a full-time graduate student on the way to earning her master's degree in speech Republic polish them all well and thank them for staff have already started to do the interviewing for their replacement and rent news all right you know we like a good Grant here in Bethany and we really love it when we receive those grants most of our grants tend to be academic in nature but this time we've been awarded a grant and Technology our I.T director Matt Bruder applied for and received and this is a mouthful the state of Connecticut public utilities regulatory Authority public educational and government programming and education technology and investment account Grant uh Jesus this grant was established to promote improve and support educational technology initiatives the district was awarded the full amount requested totaling 65 545 Matt will be using these funds to purchase additional hardware and software to enhance live event webcasting including for Boe meetings BNN training promotions Etc access to live TV digital signage broadcasting and a lot of things that I don't fully understand which is why I'm not the IT director mobile devices and more so I just want to give Matt a little credit because a lot of times we focus on the academic grants but we've got some other stuff doing some big things and bringing in dollars to understand and by way of a facilities update um we've been cleared to use the Pavilion given that the remaining outstanding items that we have are primarily cosmetic handicap signs and things that have to be added to some of the ramps that we have we had hoped to use it for our sixth grade graduation yesterday but Mother Nature as we know did not cooperate and we're going to look forward to using it this summer I want to think about white Rooter Carpenter for working so diligently to make the billion a reality for our staff students as far as the portable the quote was received and processed and the work will begin the summer we wanted to make sure all of the students school so once the portable is removed the facilities Committee reconvenes in the fall we can have more discussion about future what was the quote which I'm surprised you know that number was going to ask you're going to get asked what's that oh approximate it doesn't have to so the cost just five thousand dollars okay I'll give you the number all right lastly I just want to thank and acknowledge and recognize our Amity interns that spent time with us this spring and to thank the teachers who supported them least beer a real Ambassador Catherine Albert no De Luca and Matt Bruder all had interns from Amity all graduated they all came they were absolutely amazing while they were here at PCS so congratulations to Liam Connors Clara Khan Nora losty Benedict Kian and Anthony Sharma we had our own amazing graduation yesterday with our Scholars but we've seen to be having some referred water problems what's that is the water leaking shut down the school it was Poltergeist yeah so yeah we've had we've had what about three occasions water mysterious like clean water mysterious like come on it's the worst ever is it coming through the floor is it coming from the roof is it leaving the kitchen kitchen it starts out in the kitchen and then it kind of comes and it affects the staff Lounge and the cafeteria so it comes out of nowhere seemingly yeah usually a crack in the floor there's a pipe leak in some ways what's that that's what I'm saying there's usually a leak someplace yeah you should be able to find it Fred will find it eventually yeah so we've got somebody coming in to work with Fred to try to get because again it just it's the most random thing none of the alarms go off or anything it's just all of a sudden you start to see water and the guys freezers that are not only draining dishwashing equipment the seal let go I just wanted to look into all those things [Music] any further questions or discussion on any of these items that Katie reviewed with [Music] me technological updates and they'll allow people to use one platform into resources and then on the 16th the teacher will continue their work curriculum and be reorganizing the priority standards police a little anxious to hear about but we know and whose will be taking place one day per week an hour and a half and we'll also be happening next we'll appear as well in special education I submitted a grant for the art class summer mental health support Grant competitive whether we receive that or not and the extended school year programs thank you so I actually went back and I looked at it I try and cover it all apologize so on the 15th of May uh the PTO sponsored our BMX bike assembly we had two different sessions uh we had our youngers and our olders out there it was a really great the century was talking about a kind how to persevere bully really cool stuff um specifically told the children not do anything that he did on his bikes several went back and are apparently now going to be like so uh really great stuff a second on the 17th or second grade Homestead the 18th of May are prepaid fours also on the evening the 23rd is Keller opened up the doors to the BCS art gallery and we had our showcase which is amazing my favorite was that we had a very competitive baseball game up on the baseball field and the kids wanting to be able to get down here definitely an amazing that night on the 24th of May uh our sixth graders went over to Amity for their field day on the 25th of May uh the fifth grade has a field trip service Village um on the 26th we had our community meeting we honored our teacher of the year and our staff member of the year we uh service and citizenship uh the week of the 29th which was Memorial day back second grade did the schoolhouse here that several students unfortunately had to wear the guns cap and Center that's um that they were allowed to get back home uh uh May 31st I don't think there's a lot we're still in May by the way uh on May 31st our fifth graders went to the high school for steam day um on June 2nd um our first graders had their trip to the Beards the zoo um the evening of June 5th we had split the awards so we have our wonderful tradition for the sixth grade Awards so we split that from our promotion ceremony for our sixth graders be able to give them sunshine on June 7th we had our Field Day a huge shout out to Joe DeLuca I know that that was a giant ball of stress for him and his blood pressure dropped on the 8th also for all volunteers we had an amazing set of volunteers they had to rescheduled due to impending weather and people mobilized right around for the next month we had an absolute massive amount of food I've been volunteers it's really wonderful on June oops sorry still in the afternoon we had our prepaid promotion and then um in the evening of June 7th we also have our Impact Sports and walk it and [Music] uh on June 8th our sixth grade took their field trip to the Science Center and on June 9th we unveiled our time capsule I was a little disappointed there were no Backstreet Boys but we did have there were a lot of pictures from the building when this whole section would be built and renovated and we even had a lot of things that were put in over here there was also a picture of Mr Anthony when he was here uh which was hilarious and the kids absolutely loved that and Mike Sullivan which was amazing because he sort of looks like the same um so that was really great the problem was there was so much stuff that we couldn't actually go through all of it and so what we're doing is we got into the sixth grade classes this week so they could kind of see some new things and understand what a VHS tape is and why Auto rewind is really important uh true story um it was a great we had a CRT TV coming down was wonderful it was like we really were in 1998.

2023-06-15 Pinal County, AZ YouTube / J.O. Combs Unified School District transcript source: youtube J.O. Combs Regular Board Meeting 06/15/2023 · passage 6
uh this was uh part of a budget recommendation from a year ago and the board approved in November the plan the plan is a mirror image of the teacher plan uh it does have some uniquenesses that we didn't think about when we approved it so for example you'll see that for the administrators of the district office how do you how do you figure out a passage of schools for the letter grade and so what we did is we took a look at all the possible uh percentage of of groups that passed and 9 out of 12 did therefore that 75 percent so the calculation for District administration was 75 percent of the student achievement portion of it so that's why you see some numbers different for some of the administrators there's a couple administrators that the school didn't meet at so therefore they would or met only half of it so they would have an adjustments so I would again make a recommendation to pass with the same minor adjustments at all I don't think there are any here and then I'm aware of the concern relative to student achievement the issue for us we'll try to mirror the teachers when I say try just because some of these uniquenesses for the for the District administration but there is no legal timelines because this is not there's not part of Statute for administrators but Our intention is to not do anything different for the administration than we do for teachers and so will mirror to the best of our ability what what's agreed upon by their plan uh in this in the fall okay good that's fair okay any questions okay I will take a motion Jason you're on a roll I motion to approve the final payment of administrative performance-based pay plan for the 22-23 school year with intermediate um adjustments second all in favor aye aye motion carries five to zero 9.8 discussion can discussion consideration to not allow online charter school students to try out for inner Scholastics Athletics and activities as defined and supported by the AIA this becomes an issue for lotza with so much Choice out there there becomes a lot of different issues what's occurring and in this district and other districts that I've been in we have our own online school so if you have someone that's attending a different online school and then they come and play your sports they'll have to pay the participation fee but the participation fee in no way shape or form covers the cost of what it really costs for them to participate uh in that Sport and since we have an online school our recommendation to those people would be join our online school it is covered in such because it's Ingenuity that it meets the double of the NCAA standards so if a kid were to graduate from our online school they could attend on a scholarship the NCAA schools and so this is an AIA function because you're not going to start to mix up the state statute which does not address this issue versus what occurs with AIA which does address this issue and so what I've done in many districts and would recommend this is to be the fourth year that we've done it here is to take a look and say no if if you're an online kid cool but if you want to play sports you go on our online online school otherwise or the generating revenue is not enough to cover the cost for what they get and uh one there's choice there are consequences and so if you choose to go with a different online provider no problem but then I guess you have to choose to play sports somewhere else The Savvy of my recommendation any comments questions um I do I'm in complete agreement I'm just a little concerned about the wording of the recommendation it says motion to only allow online students attending the district online school to be eligible to participate in District interest interscholastic Athletics it makes it seem like only those kids can play sports and not kids in our seven regular schools I don't know that's what I'm asking because it seems this way only those online students are eligible and everybody else is ineligible so I think I'm a little concerned about the wording well you can reword it any way you want so if we take out the only motion to allow online students attending the district's online school to uh to be eligible to participate to address it so just take only this the third word in right so motion to allow online students attending the district's online school to be eligible to participate yeah okay so just take out the only okay I have a couple questions just some fyis okay Mrs Loftus how many people that were on online school that wasn't on our online school asked to um to Super perform did our non-online students know that we're not ours okay and they ask to become they asked to participate in our athletic sports I believe we didn't have any online we did have homeschool kids homeschool yeah so not someone who's been doing okay okay but that's different okay so then how many of our online kids participate in our our Athletics well I include like band yeah yeah go ahead yeah we probably have with the online students and on Facebook public services [Music] in many activities at the high school okay all right I like that okay okay any other oh take a motion why don't you go ahead and do this motion oh wow online students attending the district's online school to be eligible to participate in District inter Scholastic Athletics and activities as defined and supported by the AIA second most uh all in favor hi hi emotion carries five to zero 9.9 discussion and consideration of approval of the 2324 board meeting dates so these are the dates for the the board meeting starting in July there's only two issues that I would bring up to bring to your attention normally when we come to March we're usually because of the way March Falls you usually have right and so you're usually able to sneak in the board meeting the Wednesday before uh spring break the way the calendar Falls this year the first week the first full week of March is also the first full week of spring break so I'm proposing that we go ahead and do the third Wednesday when everybody's back from spring break and then just as a reminder again we would look at Monday the 17th of June for the retreat that would be consistent with what we have here uh I don't want to go any later because if we go the Monday then it still provides at least two if you go three weeks with July Fourth week for some of the leadership team to get get a break otherwise there's the The Summer's so short anyway but we have to wait till the 17th because we're trying to collect data and we won't have all our data in from the state on testing and stuff so those are the only two things that that are uh things that I've heard in the past that may be issues so what I recommend approval as presented unless there's questions good all right I'll take them a motion to approve the 2023-24 governing board meeting schedule as presented okay that's what you've been changing those dates we just clear it now no I'm just as preserved yeah second all in favor hi I'm motion carries five to zero um 910 discussion consideration of approval of changes in the 20 to the 2324 District calendar this is just very minor change that we missed uh it's just changing the last day for preschool from the 14th to the 16th to mirror what we had I missed it on the last time you approved the updates and you you need to approve all the updates so uh just asking for that permission um uh to make that approval okay any any questions on that one oh my God Shelly's computer's giving her a hard time oh yeah laughs he wanted me to look at Taylor Swift I don't know okay any questions all right I'll take a motion a motion to prove the changes to the 2324 District calendar as presented second all in favor aye aye aye motion carries five to zero 9.3 discussion consideration of the uh of a consideration of approval and changes to policy recommendations from asba policy advisor 744-747 it's the second read so have you guys have any questions on the second read and Dr Wyman would you like to Point anything out no it's pretty straightforward it's it's just following some open meeting line investigation so recommend approval as presented okay all right I'll take a motion I move to approve recommended changes to District policies as presented in asba policy advisory 744 to 747 as presented second all in favor aye aye motion carries five to zero nine point twelve discussion and consideration or approval of updated 23 24 salary schedules there's just a few changes that little minor changes to some of the salary schedules I'll go through them very quickly on the extra Duty stipend schedule uh the high school is asking that link crew be added on as a as a stipended agenda those are the kids that help with the ninth graders transitioning into into the school there was a couple other errors where the formula was written wrong and so on in the last one was approved the numbers were a little high in a couple spots so we fixed those uh those areas and then there's also a request for National Honor Society as a stipend we have a national National Junior Honor Society stipend down at the middle school but not at the high school so those would be the changes there uh when we made one we approved or when you approved the administrative salaries excuse me the administrative performance pay plan back in November the discussion was that we initially intended to give a performance pay plan to classified staff also but because of the the increase that they received on the state mandated minimum wage which was a dollar represented seven percent increase we had a discussion that said we can't afford that and you agreed we invert inadvertently forgot to take that out of the exempt support staff salary schedule so it showed that there was a performance pay plan when there really wasn't and that's what you had agreed to so that's a fix on that one and then in the certified salary schedule we give uh credit for National certifications like national board teacher certification and several others well when you move into special education in those areas there's any number of national board certifications so we just added some additional uh there's three of them at the very end that represent national board certification type standards and National certification standards for uh in different individual speech therapists or speech pathologist some counselors and some others so I would recommend those approvals as or those recommendations as presented no okay I'll take a motion so I move to adopt the updated 2023-24 salary schedules as presented second all in favor aye aye motion carries five aye motion carries five to zero okay I'm gonna make one like quick thing it the rest of these are all information discussions and if you want to bug out you're not going to hurt our feelings okay but you're more than welcome to stay and look it so yeah all right two point uh 10.1 discussion and information on the district marketing marketing plans this has been yes and he's been wanting to to see this for a long time I can see about a smile on his face that's right he's excited good evening Madam president members of the board and Dr Wyman I have the pleasure tonight of giving you a bit of an overview of our marketing initiatives for the past year particularly as it relates to student enrollment um for those in the room though who might be unfamiliar with the history of kind of the marketing department with this District it's a relatively new function um in 2019 with the growing competition of the schools in our area the district actually made a really creative choice to reorg what was formerly a Community Education Department so typically preschool before and after school programs and restructure that into a marketing department but doing that collectively without any impact on the mno budget at all so all of those added marketing functions when we came on board and reorg that department is paid for by Community Ed Revenue facility rental revenue and that times rooftop fees depending on the expense so in a time where budgets are more dire than ever I think it's important to note that that has no impact on the mno bottom line at all keeping in mind that the marketing function is again a relatively new one for the K-12 sector I want to explain a bit kind of how a Basic Marketing funnel is applied into the work that we do here in the district so looking at an inverted funnel this way you would look at that top layer of that General awareness of Geo Combs that's not even necessarily for people who are our target audience that is for the community at large people to know who we are and essentially what the basic surfaces we offer and as we employ that strategy the idea would be to refine down into a target audience and then that level of brand elevation so that would be conducting work that would make people associate then The JO Combs with a district of choice that might be as a place of employment that might be as a place of enrollment that might be as a potential client for a construction vendor philanthropic partner whatever that might be for the purposes of tonight we're going to focus mainly on enrollment and then to carry that down farther to continue to nurture that work and turn that into conversion so that would be taking that intentional interaction so beyond me recognizing what Combs is what that has to offer to me to convert me into a potential lead about to enroll my child to potential employee something of that nature um again that would be in the auspices of enrollment but that also might look like job recruitment building a robust calendar of facility rentals for the CPAC we do targeted campaigns a lot for free and reduced lunch Kinder Roundup things of that nature and then this last layer which historically is actually left off of marketing funnels is this notion of retention so it's not enough to bring them in but also important to keep and maintain them for the duration of their life cycle so it's not valuable to us if we're bringing new students new employees Etc into our organization but not maintaining them in fact it costs us money in terms of brand reputation and actual dollars so keeping that as your general idea of the strategy I want to go over just briefly some of the components of it and when you talk about this it's really around the idea of maximizing impression so when I entered this work 15 years ago the rule of thumb was it takes on average a user seven Impressions before they're motivated to take whatever action you're imploring them to make so I might see a commercial interact with a brand seven times before I'm finally gonna say okay yeah I'm gonna buy that or I'm going to book that in the last several years that's changed so rapidly that those Impressions now are upwards of a hundred because we're inundated with digital content and information all the time right so knowing that you're going to need that many levels of Impressions particularly in an environment that's highly competitive the components of this strategy have to be really comprehensive they have to be really diverse and they have to be really intentional so going through this first one earned media is exactly what it sounds like it is media coverage that is earned not purchased it is perceived by the public as more valuable and more credible because they know that you earned it it's not something that you paid to place that in the newspaper or on TV this is something that's cultivated through press release distribution relationships with reporters pitching all of these are very feel-good positive stories that's also all part of the proactive work that we're doing there's a big component too of the work that we're doing that is public records requests and crisis communication but for the purposes of this this is really that function of what that looks like for brand awareness and in certain instances enrollment background on every Arizona TV news station by the way so moving on to email campaigns and I included these examples intentionally so email campaigns aren't typically utilized as a brand awareness effort because you need you already need the existing leads or the existing contacts to execute them so as you look at these examples that CPAC newsletter that's a monthly brand awareness if you will but that list is built on an ongoing basis by Corey Lee at the CPAC by people who come in and attend events and she can share that general information with them on a regular basis but an idea of something that's targeted would be that second one on the list so during covid at that point we knew all of the meals for students were free that was fantastic but a consequence to that was many students weren't submitting their free introduced applications that has other impacts for us that obviously we need to address so we did a nurtured campaign where we took the students that we knew were eligible who hadn't yet submitted applications that year and really targeted and reached them nudging them through that funnel and we got an eight percent boost in numbers in seven days so that's a significant return for just an intentional effort with a lot of impact for the district that third example is a great example of retention so I think you guys probably are familiar with the fact that we do early Kinder testing every year obviously a great amount of those kids do pass and they're able to start but those who aren't we still want to bring them into the fold of our system we still want to keep them engaged as a family so we take that information we retarget them in an attempt to recapture and say hey we realize you can't do this maybe you want to enroll in one of our tuition-based preschool programs so we can at least bring them into our system sooner and share what those other options may be so again any of these respective platforms have super extensive kpis but I won't bore you with the data but they're all data driven in the work that we're doing this third one is what I think a lot of people in education are probably most familiar with just in terms of longevity how traditional it is we still do have direct mail campaigns usually about three a year and usually at very specific peak times when enrollment first opens usually a Kinder push and then usually a summer push however they are extremely difficult to Target they blanket large communities at a time they're extremely difficult to measure so even though all of our materials contain specific URLs so we can route how much traffic they generate to our website or our lead forms they consistently perform the lowest and then when you look at the demographics of who our prospective families are now and even employees they are younger they tend to engage more with digital content I couldn't tell you the last time I checked my mail and I think that's a tendency of the changing community and recognizing that this is a really expensive buy that people like to see we need to be visible because our competitors are but it's not the best use of our resources these ones are the one that went out this year some other more more traditional mediums which again we have to include that's part of the strategy they have their appropriate audience and they have their appropriate function um some things you might have seen lately so banners and signage the a rating signage for CTA we just finished some great stuff for John for major Clarity usage for banners for all of the secondary schools about their usage rates the annual report we have very specific collateral that we produce for HR for like targeted positions they're trying to hire um we still do pay for traditional print ads and things like explore QC and things of that nature they're just not very Evergreen they have short shelf lives and again they're very expensive and then all of those internal branding components so you see a lot of them here at do but a lot of that too is even as foundational as us setting brand standards which was something that didn't exist in 2019 when I started so that everyone has the same consistent polished look and that's really a work an ongoing work in progress but the value can't be understated I did notice the billboard hopefully we all noticed it oh yeah I noticed it even my son was like yes that looks good yeah he even as we drove by it he's like yep it's been fixed did you notice the edition of the directional slats um and I want to talk to you about these organic platforms for two purposes one as I go over all of these different components one we know that they are all ultimately routing users back to our website as the place to learn more take action submit a job application um and the website for a very long time was in need of updating it wasn't necessarily in accordance with best practice for user navigation um it wasn't dynamic or responsive on mobile devices that wasn't connected to Google analytics so we weren't tracking where our traffic was coming from how long they were staying on pages where they were clicking out to so last year in partnership with it we finished a website overhaul which has been awesome um again continue to evolve every day but now we have over 54 000 visitors each month and that's not including all of our internal users of students families we exclude their IPs from all of that data like that is actually 54 000 users each month which is significant given the size of our district same thing with social media platforms I think most of you interact on some level with us on our organic social media platforms um and US creating that content that we're sharing we're telling the great stories of the work that's happening in our schools we're sharing information with families that 47 000 Impressions again is a big number for eyeballs every month on that content that digital signage and Marquis mention um I think you guys I'm sure remember when we transitioned to digital Marquees at all of these schools not only a good source of improving curb appeal but that also helped us have centralized District marketing content visible all the time and it gave the school admins the ability to control their information and share more keep it more up to date and then just that mention at the bottom that content creation is part of not just the things on this slide but everything so we are creating tailored content for the platform in the way that that copy is written in the imagery we choose and the way that we capture video and leveraging it constantly the most important or most important most exciting thing rather that I want to share with you guys because I think this is probably the the newest or most unfamiliar to a K-12 sector is the use of digital advertising so I'm going to narrow it down to three primary things that we're utilizing one being Facebook ads which anyone who uses any sort of like Facebook or Instagram interface I'm sure you've seen them um the next being Google display ads so as you browse a website and you see that displayed at the top of the page or the side of the page um and then also Page search so you type in things into Google search and what is controlling the ranking or how high you're seeing something appearing on that page so we are running paid campaigns on each of those platforms all of the time and it really allows us to be intentional it allows us to Target so so specifically it'll allows us to be dynamic because we have access to their analytic tools that are giving us real-time data and saying this picture of creative isn't performing well this is converting a lot of clicks people are scrolling past this it also allows us to retarget so the same way that you might Google a blender and look at it but you don't buy it abandoned cart you don't buy it but the next day you see that blender appear on your sidebar of your browser right our ads do the exact same thing they're set up the exact same way to retarget those audiences that we Define so it's helpful particularly with Google and Facebook because we are able to geofence them so specifically to new subdivisions that might be being built we can geofence them so the schools that are supposed to go to Simonton or I'm sorry the homes that are supposed to go to Simonton see specific ads for signing 10 attributes we can specify a certain radius we can specify users who have shown an affinity for Education people who explicitly are parents of kindergartners teenagers who have dropped out of high school and we build those Target audiences and we watch those behaviors to have them be dynamic and perform most effectively and they are truly dynamically charged where we essentially bid a total amount on a given basis and our ads then perform under that price point that last notion of paid search I touched on it a little bit um and the same goes with with the reporting mention of those dashboards it could be pages and pages of intricate data about these these ad sets and this really is like a technical expertise that a lot of districts quite frankly Outsource to digital marketing firms just because of the given the nature of how technical it is but the numbers don't lie and I won't make you go through pages of data but these ones are significant so keeping in mind I'm actually going to do this in a different order the total spend just on our digital ads just on those three things that I mentioned on that previous slide about four grand that is less than one of our postcard mailings and it has 170 000 eyeballs on those ads almost 6 000 of those eyeballs chose to click it they were engaged enough with the content that when it said hey be part of our district learn why enroll your child they clicked it and of those six thousand sixteen hundred of them became leads and when I say that that means that they completed the lead form so when you click or interact with some of our content and say it's not even a digital ad say you followed the URL that you got on your postcard we build designated landing pages for each purpose of that campaign that we're trying to do so it's measurable you complete it with your basic information your students information you indicate if you know what school your level of Interest and that then becomes a lead at that point you become a prospective family for us that it's our job to nurture you through the pipeline until you matriculate and become a student so those bottom two metrics that 68 cents per click that is just fantastic in terms of Industry standard and when you think about cost per click the general sentiment would be you want the cost per click to at least be manageable with how much you're going to make from that click and when you look at an annual revenue of a student at 7 500 compared to a 68 cost per click that's astronomical and then that landing page conversion is also astronomical the fact that most of our audience that is landing on those pages is completing the form and entering our system is great and I want to remind you too that those leads that 16 17 up there that just represents leads for enrollment for new students so when we run separate targeted campaigns for that's just for new students that's not for potential staff nope that is just new students the potential staff campaigns this year I would say generated 188 leads and then Kinder Roundup is counted as a separate lead set too before you leave this page uh when I was looking at how do you measure success so do you measure success by the number of leads in terms of what we're looking at now it's the perfect question to segue me to the data demonstrating success okay well but before you go there because when I look at 170 000 reaches that only only from my point of view gives you 6 000 clicks and that only gives you 1600 leads to me we're not getting a big bang for the buck so that actually would represent a really high click-through rate that would be called a CTR so again give going back to that idea that we're just inundated with so much content that's high as an industry performing standard that can be typically less than two percent hmm click-through rate especially if your audience is is only going to fulfill a designated purpose you would expect to be very low but click-through rate on an email should be something like 16 to 20.

um uh we're also going to have uh an open interview and we've had a bunch of alumni reached out so we're going to have that available uh on June 9th in the afternoon we had our kindergarten promotion which is really wonderful it's a huge turnout for that um this week now we're getting up to speed uh on Monday we had our next great previews we have all the kids just move forward to visit a classroom in the next few years teachers and just share a little bit about them back um and then yesterday it really feels like 100 yesterday um yesterday we had our sixth grade promotion ceremony ceremony absolutely great to have everyone together [Music] all of our kids um [Music] yeah so um and just one other thing in inside of all of this right this is all of the like outward facing events inside of all of this assessments all of that stuff has been going on a lot of amazing work for them to be able to get all of that going on [Music] questions from Mr reedswale I want to ask him to do that again I did want to ask you I know that field day was complicated by the air quality on those couple days and I don't envy you being in the position of trying to figure out how to manage that but just relatively unprecedented for us in this part of the country so I wonder about um whether we need to like it's pretty obvious that we stop if there's a tornado and the school has no you know power and it's pretty obvious that we don't feel that if it's pouring rain like we know how to deal with those things we in this part of the country don't know how to deal with a major air quality problem and I wonder if we should think about that and sort of have have some guidelines in place in case in the you know unfortunate but likely event that something like that happens again in the future so we have you know we're not there's some guidelines in place um I don't know if the state or the EPA might or you know might be developing something like that but it just I don't think anyone quite knew how to how to manage it as opposed to in Montana or California they might have but yeah well and we were well into the we were willing so yeah the answer is here are the categories and this is how we're going to respond to this categories if we have any kids with health issues we we had a little bit of work so as the day kind of progressed we really kind of watching so as it started there the air quality alert ended at midnight on Tuesday night yeah you know and so in the morning of Wednesdays brought the kids what the kids were no no adverse event uh we had a little bit I know some kids were coming in asking for some masks and we had um Caitlin out there station just yeah I think you have about a point first I mean I I it's not something that we get all the time but it's just nice to have a get some guy plans yeah and it's just not fair to leadership to be and wait this thing is happening and I have no guidelines you know Sean said there is a there's a that there is already that very detailed yeah it's just I think we just have to implement something and just make it a policy make it something that okay when we hit this this is going to happen right we hit this system I said after something because I'm a volcano in the other side of the world it was almost the same thing so it's it's good to have something in place [Music] that was actually Joe's look we we came in from that we were talking because we you know we ended a little bit early and we were like all right so let's think you know like a couple of kids missing something and so we were like all right well you know he's gonna take care of some of those kids the options during their next week but that was the first thing that we said let's think about can we shift it a little bit earlier than trying the challenges as you look on the back end of the year once you get past April break we start looking at our um at our Benchmark and our s back and end of your assessment window and so you run the risk of running something too far forward you run into that window and then running with the so s back s backs ending um towards the middle and then we've got I ready for them it's definitely possible yeah I think yeah we can shift forward a bit and that was something [Music] okay thank you um my report I just want to acknowledge that we're at the end of uh what I think has been a very successful year with the school it's been a like kind of normal year um which has been wonderful um and um I just want to you know congratulate the the teachers and the staff and the kids great year I want to congratulate Kay for completing her first year um so let's put your roles though not the stuff okay and welcome others excellent from the interns anyway so I just want to acknowledge that that we're at with the end of a you know a good year um I want to remind the board members we you've you've uh received emails about this but our summer schedule Summer's always a little challenging July and August we usually don't meet in both July and August because there's very little to do on the other hand not meeting at all for three months is is too much so we looked at schedules and suited some polling and what we've settled on is that we're going to have our summer meeting um on July which was get July 12th will be now be on July 20th interesting [Music] yeah Thursday the week after what it would normally be and we are not planning on holding our August meeting there is a meeting on the posted calendar for the second Wednesday of August but as of now we're not planning if something came up that required urgent board to attention or a vote then then that could we could call the meeting in August but that hasn't happened well I don't think that requires a vote like hiring a teacher yeah it doesn't require a vote and the money's already there so we do so so okay can when that becomes taken taken forward she'll keep us informed of course but but she doesn't need to bring us all like the only reason we would need to all come together urgently would be if there's something that we could not move forward with that so much actually that is do we know that that does not require that's a good question because we've never done it before so thank you right okay a good question all right um and then I want to address uh actually quite uh something that came up in public comment about that I was going to speak to anyway uh is the process of both superintendent evaluation and board evaluation uh and I'm addressing this because we're in the middle of it right now uh so to remind board members but also so that the for the public um the board does conduct an evaluation of the superintendent twice a year we do this in executive session so that we can because it's a Personnel matter um and um that will be happening uh it will be happening after the meeting today and that is because the superintendent you know overseas and supervises all aspects of the school that is an opportunity for us to review with the superintendent not only her performance but also the gear as a whole and where you know things we can take pride in and Lessons Learned so those conversations happen every year mid-year and then now in June and uh are ongoing and as for the board self assessment that also happens twice a year we have our own board operational goals which are not about what's going on with the school and the kids but rather about the governance how the board is functioning we reviewed those several months back mid-year I don't remember exactly which meeting and we will review those again at our July meeting and the last thing about board uh you know board uh schedule and practices that I'll note is that we're we're a little bit thrown because uh on all prior years we would have had an election in May we would have been feeding new members in July and so the board retreat in July would be when we see new members elect officers provide so you know guidance and you know to people who are into the board and move forward now the election is yeah November and new board members will be seated on uh some days um which will actually be very challenging uh for the board it's not a good schedule for the board because we'll be right in the middle of budget season the new people will be coming in right in the middle so I I was against moving the elections for this reason um and I think it'll be challenging and we'll need to think about there actually are some things in our policies that are key to specific dates that's fairly easy to reach it to change those dates and that will be done but we'll need to think about how we're going to manage or be juggling of the Constitution of the board right in the middle of the school year right in the middle of our budget season will be a new set of challenges thank you um anyway so just acknowledging that as we ran out of the school year um that's all I got so emotional executive session uh we before we do that we have a second opportunity for public comments and so I'll ask you I'd ask if we have any correspondence a correspondence and I'll ask if anyone here or online wishes to address the board here at the end of our meeting in our second public comment okay so um at this point we're going to vote to go into executive session we'll then take a we'll research briefly give people a chance to to move out and then the board will convene in private and executive session to proceed with the superintendent evaluation and and relevance to the JC matters so I move that the Bethany Board of Education enter into an executive session to discuss the superintendent's evaluation contract and salary and that K bird is invited to attend so we will reconvene an executive session in six and a half minutes six and a half minutes [Music] [Applause] but she looked um is it virtual too because the thing has the invite you sent has like a Google me like okay I just wasn't sure if we moved virtually on that and I could do it virtually if I had to but I won't be in the state

so before I talk about that measuring success um I just think it's helpful at a glance to see this so now that knowing this overview of the various strategies this is really just a breakdown of how we allocate that spend full transparency as big as that digital ads chunk is the other big purchase that comes out of that is our annual contract with fat cats to do a video PSA at the nearby movie theater again super valuable but it belongs in that category and then that right side that licenses and subscriptions um obviously isn't indicative of one of the platforms I mentioned but instead that those are the tools that make all of this this work possible so email campaign software graphic design stock photos video I could go on and on with success exactly so is it working how are we measuring if it's working it would be futile for us to do all of this work without implementing things on the back end to properly measure it and make it adaptable so we added a new tool in 2020 called and it's called a CRM it's a type of software the private sector has typically utilized it for years and years as a mean of managing any sort of sales lead or customer relationship management system but this CRM was essentially set up with all of our other software tools to allow for consistent tracking consistent experience making sure that there's Automation and streamlines as these families are nudged through the funnel so in the past when we had prospective families each of our school sites and those admins might have a different approach with how they schedule a tour of what paperwork they might give them how they involve them in that enrollment process this replaced all of that with the goal of simplifying their job and allowing for a consistent user experience which is so important when you're trying to establish brand identity and credit to the admins at the school sites because they embraced this in 2020 which was a really challenging year for a whole host of reasons and they did it incredibly well with a positive attitude so when you look at if you were to compare it to the private sector for instance your marketing department obviously it's their job to generate interest and bring you these prospects but typically in a private sector you would have a sales team for the instance of enrollment our front office people at our schools are our sales team they know their site better than anyone else they know that Community better than anyone else so they were set up to work in this CRM tool where all of those leads come in so as those leads come into the system it has all of their information everything is automated in real time it doesn't wait on any of us they get notified when they have it all of the messages the links the registration process is already set up for those families to make it as easy as possible and because of the way that it's built up we can also track where they get stuck in the funnel if families are ghosting after a certain period of days if they're hung up on the step because it's too hard to provide documentation when they're trying to complete their enrollment if the early Kinder testing dates are such a long wait that they end up enrolling elsewhere we capture all of that through the CRM so using that I want to show you just some visualizations of the past year so this first slide is the reflects the status of leads for the school year that we just finished that pie chart you will see the number of students enrolled the number of 922 that number not enrolled which would represent students that they did enter the pipeline and then whether it was for a different reason they chose to go somewhere else they didn't like what they saw we never heard from them again they chose not to enroll with us and then that already enrolled is actually kind of more of a technical glitch that when we annually ask families to reconfirm their information some at times accidentally land in the CRM and we don't want to miscount them as new leads they're not so that's what that purple is so looking at that number for last school year the enrollment team enrolled 922 new students so would it be fair to say that without this process we would not have gotten those 922 correct and let me add too that the numbers that you will see reflected on all of these dashboards are numbers that come through the enrollment process as a result of our marketing endeavors so if someone walks into the school office because they just moved in and they want to register that way that's not reflected in the data I'm showing you today this is data that is inherently connected to the marketing initiatives that we've been employing since 2020.

does that make sense yes okay so next to that number that 5 million number represents the annual value of those 922 students again a pretty significant Roi and then the next box over would represent the life cycle value of those students and that is specifically tailored even to what grade they are in when they enter our system so we know a life cycle value student of a kindergartner is going to be higher than that of a 10th grader and that number takes all of that into account um and if anything emphasizes how important it is this notion of retention and keeping them for the duration of that life cycle and then that second row would give you those same metrics for not enrolled um that first row represents a lot of success but that second represents a lot of opportunity that the more we can refine this process which we're in the process of doing all the time um to drill down and find data about why they're not enrolling how can we try to re-engage them we want to minimize that number because that's also lost revenue for us this is a breakdown of those enrolled for the school year that we just finished by school and by grade I know you guys look at the reports from Dr Wyman every month broken down by cohort and broken down by these in some ways um again these are just representative of the new students enrolled through the marketing efforts not the bottom line data of the district as a whole but you will see that some of the trends do reconcile that's something that we're in the process of doing right now with these year-end meetings is looking at those things and seeing where might those targeted enrollment needs be we know that we always see a nutrition between Pre-K and K always between sixth and seventh and always between eighth and 9th but then certain schools certain instances certain criteria we might we might see other challenges but obviously you see that Kinder cohort being the biggest which is what we would anticipate it's what we like to see moving forward to this current year now this dashboard is going to look a little different to you because this isn't closed year-end data this is very much in flux we're very much in the throngs of this campaign right now so now when you look at that pie chart you'll see there's some other other fields there and that really reflects what the CRM does so each of those tags indicate specifically where they are that they've been given the enrollment packet they haven't completed it yet they are on hold because they are waiting for an early Kinder date or they're waiting for an open enrollment confirmation they've indicated that they need someone to contact them because they're they're running into some sort of issue and need help so that's really more representative of what the system looks like on a daily basis so again looking at that top row we have already successfully enrolled 206 new students for the upcoming school year with that annual value and that life cycle value underneath instead of not enrolled those are in process so certain days I see 30 New Leads come in so that number is constantly in flux but those in process mean that they might have just today said hey send me an enrollment link I'm ready I want someone to contact me we're waiting for the parent to back to us but 150 of those that ideal goal would be that all 150 of those enroll is that realistic no but that is in the process so that total number is impressive and then to dive it just a little deeper is that breakdown of where we stand right now of what those role what those enrolled leads look like for the coming year and again it's important to keep this look at this through the lens of this is just one data set because it is not the net loss or gain of the district as a whole but it has been one of the most emergent trends that we've seen since employing a system like this and looking at the data which is why are we reporting a net loss in our overall student count when we are actively and successfully enrolling this number of families is it possible that there's always been a significant retention issue in this District that it's been to this rate that it's never been addressed are there things that have changed what data sets are available to us as a leadership team to look at that like that would be the most significant Trend that has emerged and revealed itself that needs addressing and ultimately it's more expensive for us like I had said to be constantly recruiting new students that may or may not be leaving because of a negative brand experience than to not interact with them at all it we need to retain them as the most urgent priority because if we retained those 922 we would be at a significant net gain any questions on that so before I kind of close and open it for more I would be remiss to not mention some other celebrations in my department so I mentioned a ComEd Department became a marketing community relations department and they do a fantastic job and it actually truly like I said makes the marketing efforts possible so this year alone we generated over 138 thousand dollars in revenue from running our facilities to churches sports clubs Community leagues our community ed program serve over 300 kids a month that is with tuition-based preschool as well as before and after school care Tammy Carly receives a significant amount of Federal grant money from Child Care stabilization quality first and literally Awards 276 000 a year in early childhood scholarships for preschool and then that green box just indicates all of the other things related to marketing and com that we also do on the daily so this focused so much on marketing and Lead gen but those 441 requests are marketing support for sites fools projects strategicom crisiscom the list could go on and on and on so very proud of the work that we're doing very proud of the opportunity ahead of us and with that I'd be happy to answer new questions first of all thank you so much for doing this I'm the one who asked for it so I appreciate it um I do have some questions and some observations first of all do you need more money in your budget in order to be successful just hit me with the one right up front you know I'm a numbers person more money would always like with any function more money would that help us leverage and amplify the reach of what we're doing yes very candid with hesitant to Simply Infuse more money at the problem without first addressing the retention issue I would not Advocate that we continue to bring new new interactions with our system if we can't really drill down and figure out what about that interaction or what about that engagement is making them leave so yes but secondarily to addressing the retention issue so that would be the primary focus retention okay um also in terms of a lot of the messages you're getting out to the community um I don't see a lot of them obviously because that's why I was asking about this but in terms of the message we give every month when we get the superintendents report we get a lot of information about what our kids are doing how successful they are how proficient they are in different things how is that message getting out to the community so they say I've got a kid who wants to join the shooting club they're going to go to Combs because they've got an excellent club for my student yeah so as that content gets shared with us that also then gets designed or created for those appropriate platforms so that might look like an organic social media post for certain things that might be taking some of the imagery from a band award and updating one of our digital ads to show all of the Fine Arts offerings it might be including it in an email blast but that's always embedded in all of those strategies at the beginning of that presentation and that's on an ongoing basis and we keep all of that content um especially at that year-end interview too with annual with the annual report and all those accomplishments we are constantly pushing those things out because I think it's important for us to push out that positive message not just to our existing families but to the larger Community one of the things we're going to be discussing is whether to go out for an override and of course you need not just the families of combs but the entire Community to support the override in order for it to pass so we've got to get that positive message out and keep getting that positive message out and I just want to be sure we're doing that the most effective way that we can sure and very much would apply to that that top level of that funnel that I opened with of that brand awareness funnel that that's exactly that that's not just our families that's not just our employees that is our community at large and wanting them to have that recognition with us as a premier K-12 choice and that is that is part of the work I would say a challenge that presents itself with that work is as much positive storytelling as we might be putting out we are also faced with negative storytelling which is inherently harder to combat and I think that addressing some of those challenges with retention might also just organically lessen some of that negative storytelling because no matter what you're gonna believe your neighbor if they want to tell you about something negative that happened with them over something that you know I paid to mail to you right and so it's really making sure that those authentic organic connections are also positively representing our brand which isn't necessarily always the case um I have two more things one is I know a lot of people don't read the actual physical newspaper but there are online editions like with the Arizona Republic and um in the Arizona Republic they have an insert a few times a week called the Chandler Gilbert insert and they just had an article about all the school districts only in Maricopa County now we're right next to Maricopa County as a matter of fact they talked about the Queen Creek School District the community I live in was addicts and we're part of Queen Creek now even though we're in the jail home school part of our district is in Queen Creek so so we need to get into that newspaper so they talk not just about Maricopa County but Apache Junction Combs and possibly Florence because we're so close we're part of that larger community and we need to make those kind of things happen absolutely we do pay for ad space in the East Valley back to school Tribune School ad series every year so I'm guessing it's something similar to that so I'm happy to look in but it wasn't to pay it was just a reporter doing a story on when schools are going back into session oh I see and we were not part of that story neither was Apache Junction neither was Florence so we need to be part of those stories when they think about it don't just focus on Maricopa we've got there's this part of canal that's very tied into Maricopa and we need to be included in that okay right and then and then my last thing is and I hate to end on a downer note um if if we didn't have those 922 students and the 250 we lost we would be down 1172 students this school year and that's not a very good picture is that what I'm saying I think the interpretation of I just want to make sure we're interpreting the data to say Okay so the net loss right now that would reflect 200 and what not 250 proximately yes that would mean that we lost 200 plus 900 that is your interpretation correct yes because we would not have had those 900 correct yes so we would actually be down over 1100 students yes yes and no yes and no because what's happening in the the retention issue is an issue but what's happening that people don't understand now because of choice the movement between schools not just ours I was in a meeting recently with with principals and superintendents from around the area the movement between schools and between districts and Charters is something we've never seen before kids are coming in and out where you had I can think of an experience I was talking with one of the principals it's the fourth quarter I think I'm gonna take my kid to another school if they don't like it I'll come back that's not the best for the child but that's what the parent wanted to do so understand because this is talking about leads we would have to sit there and tell you what are some of these other people that just that just come in so we're seeing in movement of kids that's that's numbers I've never seen before in my career so it wouldn't necessarily mean all loss because what about the kids we gained that just walked in that didn't go through the lead process that were coming back in because we had a long discussion about the notion of of not only capture but retention uh and so that goes back to what you said earlier retention becomes a critical issue so we don't lose those 250 kids we could lose them to another school within our district but that's not losing them that's not redeeming them right we don't want to lose them to Ala or Queen Creek or to Apache Junction or somewhere else but but just note that that in today's society of instantaneous um need and want of things if I come home and I had a bad day at the office I may go somewhere else I don't sit and say I have no other choice matter of fact within a very very narrow radius I can come up with 15 different high schools between about Power Road and Apache Junction and Santan right and so if I get upset with the principal the teacher the coach I'll just go try something else I'm not going to wait around to resolve my issues so I don't think that's symptomatic of jail Combs I think that's symptomatic of society that says if I don't get instantaneous reward for what I want I agree then I'm going to leave and so we have to fight that but we also have to understand that that's a different unique animal than what we had before the other piece that goes back but I agree but it also goes back to the fact that not only is the message important it's the way we handle our business of educating students that's important the way we run our schools the way the principals lead the way the teachers interact with the students is the whole thing right that's going to retain the students it's not just a marketing message is going to retain the students so we've got to be good at all of that so Kayla so tell me is so we got we you got you tell me that you've you get the the lead we actually get them enrolled you said 900 were actually enrolled is that right 922.

okay actually enrolled yeah well hey that 22 is times 4775 is a lot um so then how do is there a way to collect data on how many of those stayed how many of our careers how many stay and then leave I mean is there a way to figure that out I think that's probably where the biggest challenge lies and that's not something that's unique to Combs or K-12 we ran into the same issue even when I worked in higher ed being that you utilize one type of tool to conduct marketing business right to generate leads and and bring in prospects but then once you hand that to a company or an organization the way that you manage those customers are really a different animal that that is kind of under the preview of other people so once they enter or enroll in our system they at that point are in our sis and K-12 sis systems aren't traditionally very Innovative or Cutting Edge so the functionality to say we're going to really track the student through this life cycle and recognizes this data it's not it doesn't even quite generate like that I wouldn't say that it's not possible but with the tools that we're using as a district right now we aren't able to track that life cycle longevity our our knowledge and our data set stops it we gave you this money this was the status of where they ended with us and then once they get to Synergy that's a different reporting but perhaps Mr Redcoat might know more than I do I think retention's gonna we're gonna wanna know so I mean about that right I get I mean I get what Dr Wyman's saying about it's it's so fluid but it's it goes both ways they could they could be fluid to come to us at some point um uh yeah student retention is is an issue I mean in October we were down 206 and now in may we're down 290.

that's a lot that's like what 401 000 dollars so I think we definitely need to make that an objective that we need to do something about it we need a plan some sort of plan and I think part of the issue that we have within the district to be ought to be totally honest we're going to have a conversation is that's the problem in the district going back probably a decade because if we're pulling if we're losing 57 percent of the kids that attend our our zones and we've been losing 57 percent of the kids for the better part of a decade we have a pattern here and I could go into what I've heard and we can check but that is part of the problems with the district is the district has consistently lost over 50 percent of the kids that should attend here to the charters and other schools for the better part of a decade which creates its own self-fulfilling prophecy based on communication that takes place with the neighborhoods and and families and we have to overcome it but I'm just going to tell you just so we're it's not going to be a simple thing when you've lost for so long to turn that around we want to and we need to and it's going to turn to some degree with the growth but this is a long-standing problem that that's going to take time to fix just so you just so we're very clear I'm very clear of that I mean so yeah so then we need to start making some sort of plan to do something about it and you you put out a survey right for the parents maybe we should look at some of those things that they're saying and maybe if we address some of those things that they're saying that we might actually make something out of it right and and just for clarity we look at exactly what everybody's saying and going back to what the covid surveys and the pandemic surveys we we've looked that and tried to respond one of the issues that this district is to give example and not the district but the community has talked about is uh bonds and overrides which we're going to talk about we made 17 million dollars worth of improvements to our facilities without ever once going to the community for a bond or an override in in part to start to show the bond the community that we are responsible with our dollars and we will find every way to fix the dollars so we have to do a better job I agree with you 100 but I also want to know that there's many things some of the stuff the stuff that Kayla's talking about those have all been targeted plans to try to get more kids into the system and to keep kids in the system so there's lots of different ways that we've tried to do that our branding relative to hashtag Ford and National District of Distinction part of that process and so there are lots of those things we need to do a better job and we can get more focused but anytime we put something out as a survey we are we are looking at the data to see what do we need to do differently some of the it's no different than teachers the teacher's concern that's been raised up here on the dice about a time for them to do some stuff and not just a PD we've made adjustments in how we're doing PD this year to give them more time so we do look at the stuff and try to respond to it based on what we're hearing from uh any number of different employee groups it could be kid groups it could be parents it could be Community some of our work with the foundation some of our work with business Partnerships all all designed to do that and and it's going to continue and there are portions of the Strategic plan that work on that but we can delve into a little more even on next Monday when we talk about what are the next steps for the Strategic plan I'm just thinking that maybe in leadership that should be like your number one topic at all times so all right do you guys have any other questions thank you for putting all this that was a really good I like that my pleasure thank you guys okay discussion and information about portraiture of a graduate Readiness feedback from the class of 2023.

thank you good evening Madam president members of the board Dr Wyman hello um Kayla I feel like I just took a master class in marketing so thank you for that my head is spinning with acronyms that I'm gonna have to look up later um and with that you will see an example of her internal branding in the slide presentation so I appreciate her help with this this school year I have participated in the castle the collaborative for academic and social emotional learning fellows Academy it was a 10-month virtual program and part of the expectation of being a fellow in the program is to come up with a project that impacts student learning but is Meaningful and a direct support to your school district or if you were with a state outreach program that supported your entire state so my focus with this Jay Oak home school district since 2019 we've had a portrait of a graduate but in discussion with leadership at the district and my own journey in the district I'm not sure if we've ever stopped to ask students how do you feel we're doing with helping you reach these indicators the results show that for the most part students are self-reporting they feel ready to to move on and to meet these indicators and we'll go through what that looks like although the survey was narrow to the class of 2023 student self-reports and parent feedback we do not want to lose sight of the journey that students take through our elementary middle school and high school so this slide represents Hunter Clarion valedictorian but you did a great job yes did um every campus has the potential to positively impact those skills knowledge and characteristics you see reflected in our portrait of a graduate around collaboration problem solving critical thinking communication Global awareness adaptive adaptability Integrity work ethic and Technology use but do it in a way that's age-appropriate for their developmental stages they move through our campuses to be clear social emotional learning competencies and quote include those interpersonal and interpersonal skills as connected to self-awareness self-management social awareness relationship skills and responsible decision making all of these competencies are echoed in our portrait of a graduate and all of these competencies are what we want to see in students in our classrooms but more importantly what we want to experience with co-workers in the workplace whatever that may be I'm actually going to go back a slide so my project focused on will our senior students who report participating at committed levels and career path electives academic courses clubs teams and other extracurricular activities also report a higher rating on their self-scoring of the district portrait of a graduate indicators I'm going to use Kayla I wrote down a phrase you used authentic and organic connections because I would encourage us to pause a moment think back to our high school careers all of us can Envision a teacher a coach participation in club or organization some type of connection we had that we fondly remember there's countless research that speaks to a student's sense of connection and belonging leading to their level of Engagement which also leads to their achievement levels so by committed levels in this wondering we looked at students that were CTE course completers students that participated in AP courses students that not only were in clubs but held leadership positions in clubs Arts competition participation Varsity Athletics and out of school out of school belonging with clubs or teams that were our community based for the survey we use qualtrics as the platform and I thank again Kayla for helping me learn qualtrics and navigate it we chose to survey parents in addition to students due to the vital importance parents have in providing those foundational skills at home for the interpersonal and interpersonal skills the parent survey was first sent out in mid-February and then the student survey followed at the end of February before spring break and was facilitated through government and econ classes we had 35 parent respondents it was sent out through Blackboard to email addresses of those parents connected to our senior students we anticipated that that would be a low response for student responses we had about 221.
