okay Kevin we got a word Smith okay can you take five words out please sure sure so what I tried to do what I tried to accomplish in doing this especially like well in this first part was try to make it as try to put as many things in there as possible that would um that would reflect what we're asking the voters to do and when we're asking them to do it so it's clear what we're what we're looking for so that's why I put in November but we could take that out if it's if that's just stating the obvious um I was going to suggest I I do like Rhonda's copy so I was going to suggest instead of vote this November vote Yes that takes that one word um and then leave it the first sentence the same so take ronda's sentence um basically I think um well actually she doesn't have she just has vote Yes she doesn't have in favor of so or maybe not sure that does short instead of it gives the same message okay so you're saying so to vote Yes this November um I did say that but um I don't think we need this November okay I mean because it's going to be right there on the ballot so I think that's redundant okay um so I was just going I just like Rhonda's first sentence but if you want to put in favor of yeah the 15 okay to do that in favor of or just to vote Yes well I think because we don't know the word count let's start with the vote Yes the current word count is 206 words okay okay well then if we go to yes that way we can look at the other points and maybe not have to re you know that's an easy way to take out a few words so what I'm hearing you say is Gilbert Public Schools governing board is asking the community to vote yes this November no no no it's Rhonda's first to vote Yes for the 15 maintenance and operations budget override and continue my schedule my reasoning for putting yes was going back to the policy or no the The Retreat that we had with our surveyor who said to use the words budget override and so we want to make sure we have the word yes in there as often as we can so that when they're going to vote it's a yes yes yes okay that was my I think that was my reasoning for putting it in there was to try to duplicate that word I think that's I when I saw yours I thought that was a strong way of saying it so if we do that first sentence as Rhonda has written it then it makes it a little bit shorter and we can work through the other surgeons yeah I also capitalize continuation isn't that would that be in it says budget it says budget override continuation on the ballot calling capital letters right we just need to capitalize continuation yes okay okay 203.

and let's say we need another 200 000. we go to the emergency fund what's the council which is already in the operating budget so writing appropriated money yeah so you would have to go okay but here's another so here's another concern I'm going off a memory again what we originally presented with was two different tools each for a million bucks and now we're saying one school maybe for 300 000 but that maybe we're thinking the other school is 300 000 would that be split up into two different referendum questions I I guess I kind of feel like we're playing through fire on this one not in a bad way but um just be careful about it you know the stuff better than I do but if we do need to get it to referendum that's the concern that I have because the council is not gonna I can't believe they have a new special referendum to this great yeah I don't even think if I was like if you were gonna ask me I would say there's no way it just seems like an exorbitant amount of money every time very space yeah so just you know take that out and you multiply It Out by spend lots of money I think we have to wait and see I think this is worse case we've got plans we'll be come September let's see where we are bring it back to this community enrollment is on the data and then we decide I mean the businesses were ahead of this plenty right and we are playing right the bad news is it's a real potential problem that we're gonna have to wrestle to the ground until the new schools are open and uh what's the possibility of putting it in the parking lot is that something that you looked at further and discussed with people rather than like having people watching what we're talking about yeah right that's that's the least desirable from Logistics point of view um because that that is actually a crowding area for students so the other okay the other two options are better on that particular site and there's not a significant medicine okay yeah plan left I think is a little bit easier to put them in you have to check what's in there first plan right they're nice and tucked away yeah it'll be interesting position with that do you Recollections that requires a site variants [Music] you're talking about of course yeah we own all this right yeah the only problem option one is the furthest way if you use the bathrooms it's the purpose partial order just probably I would say it's pretty close to the Border okay okay well you have to be the side setback was the distance from the property no that's what I'm wondering if the things yeah I mean it would have to be service yeah my guess it's pretty close if you look at the GIS you know Jared at the Palm GIS is pretty close okay yeah just zooming in on the old drawing it looks dead on at the corner and then it floats into two or three feet sounds like what a nice school would do for their neighbor probably um we did set it at 30 feet and then 20 feet away so you have to yeah you know do a full code work up on where your openings are working with Portables people closer there are things that can be done I like actor too though right and personally that's my that's my favorite because you can have toilets the principal really likes option one she can't have toilets over there because it's tucked in the back yeah it makes a little Courtyard it's got a nice connection so option two now in that area there is there's playground equipment yeah and the estimate the process right right yeah they're negative aspect about two is that it um interdicts access to the back area for emergency responses I don't think they're driving fire trucks back there necessarily but it does a little bit it's not horrible to deal with for sure so we're driving through the playground no but it does you know it's bigger than a playground that's for sure 100 feet your distance back right and you're not getting in between the school room right you would probably have to put a pathway or a roadway through that bank on that foot that way if you did that Forum provided that clearance without a good deal with other stuff well that's a good fire engine anyway they're backing up you know to get out of that space out of the out of the discussion that's what they typically work for which is there enough I don't think there's a hybrid it's all storm water yeah no um all right ideally I'd like to see the upper grades out there as you eliminate kindergarten we have no bathrooms uh I think it's just for developmental appropriateness also specialists or or specials but I'd like to limit the amount of traffic to a special so how many questions you're going to guess five but I'm sorry I'm showing four and four that was from the older study yeah you know what's what's third important third grade there is that that would be the class that's moving up for your Rising purpose yeah another class sizes are increasing over too much in Highland would be formed also pilot it works seven okay yeah yeah listen I'm not looking at the plans I'm looking at the enrollment study and they've got seven in Kinder K through third grade and then six of that yeah what's that let's save a ton of special left because pictures sped in the basement again yeah well back in the day so this to my view is like you didn't come back in the basement yeah and then in our talks over there it sounds like you've had one of them we're as possible definitely do it know them already but um September I'm sure there are schools open September where they could use some trailers yes you know the restoration of all of that but suspect now it's probably even the time to check right because they want to be transporting them and installing other things yeah well as soon as you get into conversations with them too I think for instance when we got lucky with the we had that well and we were talking about that with them earlier it might be influencing what they decide to put on the line you know well and even if you're looking out three years you know it does so say here too you know you you decided to gamble and not go with one at least you have a line on one for year three so I just want to hear that I really I'm glad to pull it we're even just listening to talk about Town Council see how you can come in like if the water slowly instead of all at once yeah I just hate goodbye um that's just amazing yeah I just would hate to buy them especially oh by the way so you know I just feel like they have no air is feeling too little okay Mike Warren did we learn in trailers at Island School are they still there right no I think I think it's important too bad things sort of segregating right uh we got the school's got support from everybody and I think movie move School modernization along you need to keep that in mind thank you modernizing for everybody all right and there's a 50 reimbursement on eligible costs now but APA City According to some new legislation that apparently snuck its way into the environment of the bills yeah all right so where are we are these folks free today when you're going to give us the po about yeah yes okay thank you so much thanks thank you very much thank you so much thank you very much determined in terms of five without dollar under visit after State funding or before no it's not a statement okay yeah so if you have thank you good night if you have a 600 000 project but you know in person that you don't have to go referendum yeah thank you all right so are we on item four okay so Capital Construction Group it's next step so this um I've provided a new package so it's basically a proposal from energy and if you look up on page two um the way the compensation would work but this is really the only item to discussing this particular topic so the proposal for manager is on the compensation that they if we go forward and they do this audit which is free to us and then that audit results in an actual energy performance contract that's approved to funding the energia would get paid out of that performance contract directly and if it's a 10 million dollar or greater project their fee is 4.75 of the 10 million so 000 and then if it's a project we could see it from 4 million to 10 10 million they are costs for their their rate goes up to six percent and then Max is that at 80 on very small projects so just a little pressure everybody's memory these fees are based on the agreement that they had based on procurement CCM did so we don't have to go to bid if we want to use this because it's already put in today of these costs are in line with what we did back in nine years ago now with MLS up the difference is that we hired at marisco and then higher energy reversed I feel good as we were hard enough for us to do the study then we could take it to the next step if we wanted to go forward with this and I mentioned this and I mentioned that time manager Sean Kimball as well we should do this in conjunction with the town because it would be a larger store project than the potentially more items that would have a quicker payback and make the energy performance contract actually worked yeah drop down the percentage right that just does drop down the percentage the ones that was over 10 million but it's 10 million or greater 4.75 so and I numbers so really the question you know for the planning committee is do we want to go forward with the next step which is to present it to the town through Sean and get there by and before we need to receive any questions so or option two is interesting go to bed I'm not sure different pricing if we did that and then if this is already pre-med so that is my suggestion is ask show about it and just ask them if you could get it on the council agenda in the next month or two and if it's not going to happen I don't need to know why we'll just move forward ourselves but I think our cost savings perspective it makes sense to me right and honestly I find it hard to believe that this is something that anybody I don't know anybody who opposes Energy Efficiency yeah so what is suspected it would be worth it to do it and I mean not a small piece of the puzzle because we're square foot rate what do you think it might eat whether it's whatever might be incorporated in a roofs solar I'm taking it too little right now but any of the projects overall that can fall into here yeah but we do have a number in mind where it might like a range where it might plant District wide yeah in my in my from my perspective the attractive part of this is that they'll actually help us with the scope definition you know that's something that I myself glad myself you know that's hard hard thing to get a handle on you know it's going to have an independent you know independent Engineers coming outside and take a look at the infrastructure take a look at our equipment you know and then you know try to at least do uh you know life you know by the age of the equipment trying to determine you know this is our progression of what we need to replace and I just really do to improve the facility through energy efficient you know technology or what happened let's find the answer so one of the one of the last pieces of the discussion we had 10 years ago whenever it was was the Payback right because you had 50 million dollars of projects to do what is a 50 year payback is it worth it for a building that's already 50 years old yeah I do not what do you got to do yeah doing for the 15-year Payback like so one year others are 25 year payback I mean I think that's still roughly the magic number the 15 million 15 years yes in terms of payback now here's the thing that's interesting the HVAC grants we have 12 million dollars or so of work if we wanted to air condition a Google and dog right so right there if we if let's say it's all about because it's probably not what I was born now you've just reduced cost by six million dollars and they will help us with that so now your payback improves on anything else you do because now you only have to cover six million across not 1200.

all right we're doing good was there any other specific things that you wanted some freeze or well I I think we should just go sentence by sentence and then uh word Smith each sentence okay um I again I I think keeping it um down a little bit so I I can see your support has allowed Gilbert Public Schools to remain competitive so I can go with that um but I also think the way Rhonda has written it is just fine um and and it seems a little wordier here so again I think I prefer Rhonda's uh sentence there but we can come back to that one when we've gone through some of the other okay we just mentioned it down below in the bullet points yeah so to me it seemed a little repetitive but we can leave it in there I'm I'm totally okay with that too okay well let's go to the third paragraph then and we'll come back to that one so GPS so leave it as is for now and then we'll come back GPS is that okay GPS continues to prioritize these resources is that okay Miss Humphries if we come back to that one like oh you want to come back to it and yeah because I was trying to sim I preferred Rhonda's version but we didn't really decide on that so we can come back to it though okay let's come back to go to the next one GPS continues to prioritize these resources for the direct benefit of our students this is confirmed each year by the Arizona auditor Generals Report which ranks GPS among the most efficient districts for dollars spent in the classroom and has one of the lowest administrative expenses I saw that you crossed it out and it should be expense um expenditures I thought yours I um I don't think that's where I changed it I think you had some things crossed out but then at the end you just put in the commas yeah that was what I put in at the end I had tried to add a sentence okay and it didn't work out so I just so I stood off so you were fine with the lowest administrative expenses um I I think I yeah I do think it should be expense not expenses Justice the lowest expense okay um so that's that's fine I I can go either way I think um maybe uh Chad has clarified this a little bit more in the way that he structured this the sentences okay so we can go with um what Chad has said on this one okay and then should we just go to the next sure so this budget override he he has it as this budget override the budget override I think did you have a specific more reason for this I think it just makes it uh less generic making it specifically this not just the or a budget override okay kind of a commitment within it basically I can go with either that's fine continuous will directly benefit our students and families by and Mr Thompson's is maintaining salary competitive competitiveness to retain and attract highly qualified teachers and staff okay I looking at those sentences from the three different ones that we have for myself I prefer our original bullet points because what I think is the most important in that first bullet point is the retaining and attracting highly qualified teachers and employees the that's the why the how is by maintaining salary competitiveness so I I feel like it's a stronger sentence if we put the Y first and the house second um because that to me that just makes it a stronger bullet point but that's fine with me okay um now miss miss Pages divides it into four you want to tell us about that a little bit in this page your thoughts on that um it just seemed like campus Safety and Security and then um kind of seem like its own kind of It kind of yeah almost a standalone issue and I like actually how Mr Thompson warded this um but it just seemed like Safety and Security is different than student health their mental health and academic achievement I don't know if we need four bullet points that might be too much I don't I I would rather keep it more simple and one of the things just going down to the bottom bullet point is that if we're going to use um this language we want parallelism so we want retaining providing continuing we can't change a tense right there sorry I checked my grammar book no I understand are you talking about Shane's the one that's up on the screen that you want to keep is that what you're saying the original yeah the original bullet points is what's up on the screen yes okay sorry I'm looking at three different pieces of paper I'm I'm lost justice so am I so when you say original I'm just wondering which one I'm talking about the the ones we settled on at the end of the work study so that's the one on the screen if we want to word Smith out a little bit I guess we could but um when I saw uh Mr Thompson's and I was looking at it this afternoon I did pull out my trusty grammar book to check on parallelism and so because we're an education institution writing is really important so retaining and attracting maintaining providing continuing I think those all have to be in the present tense so that that's my I think we're all fine with that so do we want three bullet points or four and do we want to do we want to just go with if we do three do we go with what Mr Thompson said or with what we have um what I think if we're gonna leave the original we just go with the three I mean fours I was a little iffy on that um the original reads like it's supposed to there I mean it makes sense it's not as wordy so are you saying go with three but on the first bullet point have the first bullet point be like the one on the screen yes and then the second two bullet points are from my paper but instead of continued continuing and instead of upholding maintaining um yes but we'd also put have to put providing and providing resources in order to keep that parallelism um I I can go with that I I still like the original bullet points but I can go with it if we make it providing and continuing [Music] where do you want providing click on Doctor look on the second one oh you're saying upholding campus safety and providing resources okay yes yes okay you were like did you see that sorry um but I let's go back to the first bullet point because I do think retaining and attracting highly qualified teachers he's the most important he said to go through he said to use that okay okay sorry so we're going to use that we're attracting highly qualified teachers and employees by maintaining salary competitiveness after that and then a comma after support and then a period after class size reduction because it is the end of the sentence so even with the bullets points uh yes it's still you you could leave off the commas but you I think you still need a period at the end of class size reduction does that count as a word definitely okay well then you've got yourself a deal so I also want to be clear you said comma after support but we're not using the bullet from this from the from the one on the screen yes yes I just mean to come after after the end of holding campus safety and providing resources for student health and academic achievement comma after qualified teachers so instead of a period yes you've got it he's got a period of No period at the end that's fine so okay if that's grammatically correct then let's go with that okay and then continuing continuing funding for class size reduction yes that's the way we read it okay see that these two from his does that sound odd continuing funding it does but I think it is it makes sense and we are saying part of it is we have been doing it so we want to say we're still doing it um is there anything after reduction period period right just checking yeah just put all the functions so miss Humphries you checked your grammar book for that um bullet points I know that's what it is yes because on it's parallelism it's a sentence you've just divided the sentence up by having bullet points but it's one sentence and all of those verbs have to have the same tense and this okay I've never seen it that way but okay okay I just looked it up and it says if it's a complete sentence yes it didn't use it period okay excellent all right and then the next paragraph is so now we're to the sorry bottom I think we do and need an and after academic achievement comma and so um I hope that doesn't mean we have to erase a word somewhere else it does does it we still have three words now we have four words to erase if we add that okay well let's do that and then we'll figure that out okay so then the next oh yes after the bullets are we finished with the bullet points yes yes we're good is everyone okay finishing with the bullet points to go to the next you guys okay okay the next part so in Mr Thompson it says the funding provided by this budget overhead continuation will preserve the excellent education our students receive and our community expects and deserves I'm fine with that I think that's good okay and then we are grateful for your ongoing trust as we humbly ask for your support by voting yes this November to the budget override continuation do you have something Miss pitch sorry the thing about trust no do you want to guess again no no just tell us no because I I know you mentioned that last at our last meeting and I was looking at it now and I'm thinking like maybe she's on to something and which one the where is the very last we are grateful for your trust and then at the meeting you made a point of saying trusting Trust of what oh okay I don't like the words humbly yes that's that's okay as we humbly I if you take that out and say we are grateful for your ongoing trust and ask for your support by voting yes I think that makes it much stronger I agree sorry but if you're saying humbly I don't think it's very humble that's my bias I like it but we're down on Words anyway so let's okay yeah for your ongoing Trust and ask for your support that takes out a few words by humbly voting no I'm kidding and ask for your support by voting yes this November and maybe we can take out this November take take out this November again it's repetitive it's going to be we haven't we haven't put November in any of it though no but it's on the ballot it's it's October November I don't think you need that well this language isn't going on the ballot this language is going on the information pamphlet right yeah I actually think it's important to put November somewhere because it's not a an actual election year okay okay do we have room for it there and ask for your support by voting yes this November I would put for the budget overhead continuous and then we'll see how many words we're at oh that'll be you said four that's just replacing order right yeah that one's just replacing I miss you jetty if you think it's important too but November shall we put it up at the top it doesn't matter I just think somewhere okay that's what I was thinking okay and then does the budget override continuation need to be capitalized at the very last sentence yes yes it does let's let's be consistent how about um Gilbert Public Schools remains competitive within the East Valley by maintaining competitive salaries and reduced class sizes that takes out four words and where are you at now I went back to the second paragraph oh instead of saying your support your support has allowed just put Gilbert Public Schools remains competitive within the East Valley by maintaining competitive salaries and reduced class sizes that takes out four words okay I'm going to ask you to repeat it one more time so we took out your support has allowed and we start with Gilbert Public Schools take out two and then change it to remains competitive within the East Valley and I would capitalize the V on East Valley by maintaining competitive salaries and reduced class sizes yeah and I took out that last language is because we're only highlighting two things that we're maintaining that we're competitive where so we're not competitive with school safety school security with resources for mental health so I I didn't like that I that's why I took out maintaining competitive Sellers and reduced classes so maybe we just put maybe sentence in there maybe we go back to GPS ranks but if we're just using Mrs Pages for the second that second paragraph yeah I just didn't want to pigeonhole us into why we're competitive just for two things because all of these things help all the things that we use this override for really help us absolutely be competitive in our all of these bullet points and we're already talking about competitive salaries and reduced class sizes in the bullet points so I think if we just end it with so if I just say the existing 15 over I contributes approximately 35.8 million annually to the GPS maintenance and operations budget thus allowing the district to remain competitive within the East Valley yes I I do like that better okay give me a minute it's hard to read three pieces of paper at the same time absolutely and everybody has great input so it's hard to put them all together and come up with a collective hold what do you think about that Mr Thompson or Mr jetty I think yeah I think it's fine what about um so did you see where that is that's okay so what about changing thus allowing to this allows is there a different is there a difference I like that we're right there look where he's so ending instead of look at yes okay you are so putting a period after operations budget period this allows the district to remain allows this really shouldn't start a sentence with this how about back to your support yeah we could put that in if that's your support we have to allow we have to what is this it's the same thing so what if you say your support allows the district has allowed the district to remain competitive or will allow or allows I would say your sport allows your support in the past your sport now your support in the future your support allows okay the district remain competitive your support allowed yeah foreign [Music] ninety words see I can kind of let's put 10 more words in there we go well we each of our names that's would you guys like me to read this whole thing to you yes as as we have it yeah and there's no way we can put it up on the screen uh there probably is if you give me I haven't connected with this okay it's a different laptop but all right this ought to be good to Gabby and she can put it up yeah you want me to do that too for you okay I'll uh send it to you in an email that way we can all see it thank you for being scribed that is not an easy task doctor record [Music] all right sent [Music] the one the one question I am looking at these points well let's see how we've gone when before I say anything here it is is ready I'll still read it to you so we have another Gilbert Public Schools governing board is asking the community to vote Yes for the 15 maintenance and operations budget override continuation the existing 15 override has contributed approximately 35.8 million to the GPS maintenance and operations budget your support allows the district remain competitive with the East Valley GPS continues to prioritize these resources for the direct benefit of our students this is confirmed each year by the Arizona auditor General's report which ranks GPS among the most efficient districts for dollars spent in the classroom and has one of the lowest administrative expense this budget override continuation will directly benefit our students and families by retaining and attracting highly qualified teachers and employees by maintaining salary competitiveness upholding campus safety and providing resources for student health and academic achievement and continuing funding for class size reduction the funding provided by this budget override continuation will preserve the excellent education our students receive and our community expects and deserves we are grateful for your ongoing trust and ask for your support by voting yes this November for the budget override continuation a couple couple things um your support allows the district to remain competitive within the East Valley where are you at um second sentence Within the East Valley instead of with the East Valley competitive within yeah okay I gotta find it I'm sorry I'm just wrong what paragraph second second paragraph oh within there it is gotcha then do we need to go down since Mr Thompson brought up this budget do we need to go to the next sentence this funding provided by this budget or the funding provided by this budget just my grammar people so we have this budget again in a funding provided by this so the funding provided by this budget override is fine right okay let's see um I I think we need a change on the second sentence in the third paragraph when I just said it's not great to start with this this is confirmed each year by the auditor General's report which ranks GPS among the most efficient districts um what if we said the auditor general Arizona auditor General's report confirms this each year and ranks Gilbert among the most efficient districts I like that I do yeah because you're not supposed to start remember what you said yeah I hope so the auditor general the Arizona's report confirms this each year and ranks GPS among the most efficient districts blah blah blah [Music] all right here this is this is confirmed each year by the Arizona otter Generals Report the auditor generals we're just putting auditor general at the beginning of that sentence yeah we're just checking out okay yep I'm just kind of flip flop in it yes say it again the auditor general the Arizona auditor General's report confirms this each year and when it ranks GPS I like what you said before earlier and what how do you say handbrakes and what did she say sand Rings yeah Andreas among the most efficient districts yeah and the rest of the sentence stays the same gotcha that's what I have now that I'm reading this again does that is there a does that make sense and ranks GPS among the most efficient districts for dollars spent in the classroom and has one of the lowest administrative expenses we could make that a new sentence so we could say by ranking instead of and ranks or which my my concern was that very last part has one of the lowest administrative expenses it seemed like that does that go with the least on administrative expense and no you can't say that what if we just end it after classroom well I think it's important that it's important we just have to get a significant so I think I can live with that I just wondered if if that sounded a little I changed the word from expenses to expenditures do I don't know if that makes sense administrative experience I don't know it doesn't matter to me okay and I think how about the lowest administrative cost s drinks GPS among the most efficient districts for dollars about the classroom and has one of the lowest administrative costs I like expenses better yeah okay I think that's right that's great I think it's good okay going once well I'll read that read that to us one more time just the that paragraph okay the change this is the Arizona Auditor's general report confirms this each year and ranks GPS among the most efficient districts for dollars spent in the classroom and has one of the lowest administrative expense okay it's not parallel that's what that's what it is changed the lowest administer with with one of the with one of the lowest administrative expense that might be better instead of and has so after district for dollar spent in the classroom and with one of the lowest administrative expense mine is not updating so I can't see no none of them so read read it one more time I'm sorry okay the air which which one you want me to read the one you just read the Arizona Lottery General's report confirms us each year and ranks GPS among the most efficient districts for dollars spent in the classroom and has one of the lowest administrative expenses one with one of the lowest administrative experience instead of has yes instead of hand has yeah get rid of and has rid of the and it has and just says which that's better to me that sounds like I think that's what I was waiting for today it didn't sound right yeah just testing and I think you also put and after report but I think which sounds better okay instead of oh I like that instead of and ranks GPS yes GPS where am I so right here confirms us each year which which okay because that is the report so just to comment though those are two separate items within the report they have classroom spending and administrative expense so just so you know so in other words it's not it's not because we have the low that we have the highest spend in the classroom that's why we have the I wanted to make sure you knew that they're not necessarily related right yeah right yes do you think that this paragraph I still think it delineates us so I I'm sorry I'm saying the liberate I'm saying that they're both deliberate we right so which makes it which sounds to me like it's because we have the low the highest spend in the classroom it the result is that we have one of the lowest administrative expenses that's what that said to me and I just wanted to make Ellen you all know that those two things are two separate metrics in the auditory Generals Report I think maybe an easy way to get around maybe an easy way to change that is instead of saying spent in the classroom with one of the lowest spent in the classroom and one of the lowest administrative experience that'd be good General's report confirms this each year by ranking GPS among the most efficient districts for dollars fit in the classroom and one of the lowest one of the districts with the lowest just one of the lowest administrative expenses expense because we're already talking about the district sorry the honors Arizona auditor General's report confirmed seats each year by ranking GPS among the most efficient districts for dollar spent in the classroom and one of the lowest or in the lowest for administrative expense I think it does need expensive okay I think it does one okay yeah okay okay I think that so let me read it one last time the Arizona Auditors general report confirms this each year by ranking GPS among the most efficient districts for dollars spent in the classroom and one of the lowest for administrative expenses that is better I think that's great now read it backwards I I probably couldn't could you change the font on that oh all right so we good yeah can you read the whole thing one more time you bet Story Time with Shane here we go Gilbert Public Schools governing board is asking the community to vote Yes for the 15 maintenance and operations budget override continuation the existing 15 override has contributed approximately 35.8 million to the GPS maintenance and operations budget your support allows the district to remain competitive within the East Valley GPS continues to prioritize these resources for the direct benefit of our students the Arizona auditor General's report confirms this each year by ranking GPS among the most efficient districts for dollars spent in the classroom and one of the lowest for administrative expenses we could take out each year we don't need to say that actually that we don't have to say each year we just we got plenty of words the budget override continuation will directly benefit our students and families by retaining and attracting highly qualified teachers and employees by maintaining salary competitiveness upholding campus safety and providing resources for student health and academic achievement and continuing funding for class size reduction the pr the funding provided by this budget override continuation will preserve the excellent education our students receive and our community expects and deserves we are grateful for your ongoing trust and ask for your support by voting yes this November for the budget override continuation so I have two things should we capitalize budget override continuation in the second to last paragraph sure yeah yes and then I'll let you do that and then okay and then in the since we've got words left over in the first sentence can we put in November at the end of the first sentence a very first sentence maintenance tonight yeah Gilbert Public Schools governing board is asking the community to vote Yes for the 15 maintenance and over operations budget override continuation this November all right we've got it in once and this is my thought about putting it in at the beginning is that most people are going to be voting in October most people are going to be mailing in their ballots after they arrive so they'll be voting before November I mean a lot of times we say mail your ballot by October 30th so we do have November once this election maybe you could say this election that's what I was thinking as an alternative okay and not like we need to make it wordier more wordy I I don't think we really need it but I but most people won't be voting in November they'll be voting in October and it's actually an all mail-in ballot so actually almost everybody has to vote what's the date of the election the seventh the 8th the seventh so actually if you're going to mail in your ballot and be safe you got about by October 30th isn't it only mail-in value yes it's only mail-in ballot so everybody's going to be voting in October there's actually one voting spot but in in Maricopa County not in Gilbert it's somewhere else no no there's one voting spot at the guilt the Gilbert district office it's not just a drop off so I so they're allowed to vote in person okay but I think election is synonymous November people are going to know what we're talking about so you want that or you don't want that Rhonda I I think once is fine down at the bottom okay okay I I don't think we need I don't want to say this election because I feel like it makes it a little bit more political not political it's just we have to go out to voters and ask it's democracy okay I'm not sure about that when you participate in Democratic voting no I don't I'm not gonna okay horror score okay so how many words Dr McCord how many words were we at um 188 okay 270 no oh no wonderful okay I think if everyone's okay with this then I'm I'm going to at call for a 8.04 so I'm calling for a motion so moved thank you Mrs page it's been moved that we approve the wording as we've gone through tonight um it's been moved is our second second thank you Miss Humphreys it's been moved and seconded that we adopt the resolution approving the governing board um in this first program says Governor we need an n in governing but the only thing added besides those words was the same as before meetings of the governing board authorized textbook selection committee shall comply with open meeting lab requirements in the ARs statutes are there thank you Dr McCord board members is there a motion so moved thank you Mrs page it's been moved is there a second second thank you Mr Thompson it's been moved and seconded that we approved the First Street epoxy igd curriculum adoption is there any discussion I do I do have a question I did want to ask Dr McCord previously these were committees considered superintendent committees and now they're being considered board committees which is why they need to follow open meeting law is that my understanding that's the understanding because um yes that's the best way to put it okay all right thank you in policy IGA governing board authorized in I'm sorry in IGA it said governing board Dash authorized and here it just says governing board authorized is there a is there a correct way in IG in the previous previous in the previous policy that we just looked at it was meetings of governing board Dash authorized and in this one I think it means the dash I think it does need that yeah we'll we'll remove that I don't think the dash needs to be there okay okay well whichever way we'll figure that out yeah okay yeah and then go check my grammar thank you thank you for bringing that up okay so is there any further discussion on igd curriculum adoption no CNN I would call for the vote all those in favor of approving the First Street at policy igd curriculum adoption please vote by saying aye aye any opposed with nay thank you that passed five zero and that will take us to 8.07 policy development first read a policy ijj textbook supplementary materials selection and adoption Dr McCord thank you madam president board members the only addition to this is you guessed it the same thing it says public review underline and then it has the same phrase that we used in the other two policies do we want to put governing board it says yes meetings of the governing board yes I'm just I don't care yeah no no no that's what it should say okay great is is there a motion I move that we approve the policy with the changes just noted thank you Mr Freeze it's been moved is there a second second thank you Mr Jetty it's been moved and seconded is there any discussion I'll call for the vote all those in favor of approving the frustrated policy ijj textbook Dash or slash supplementary materials selection and adoption please vote by saying aye aye and any opposed with nay thank you that plus five zero that takes us to request for future agenda items 9.01 is there anything that needs to be noted tonight if not please let any further agenda items know be known please to Dr McCord or myself and we'll now go to board committee reports I have nothing to report do you know how long that HVAC funding is available but I'm seeing I see two limiting factors which is time because it could only be good for one year or it could have budgetary it may have just like a one million dollar bucket of funding when that's gone they're done I'm just curious if either of those are there so with the timing the bigger one for me the money they never fully funded on so but with regard to the time we could air condition that then I mean if we have to do it this year I'm not really going to be that good old air conditioning done this year before we have other discussions so the legislation was basically a couple of lines that has to navigate translated into what department in the state is actually going to be responsible is that it's it's the department of administrative Services osc GNR this will become part of the grants that you can get before roof of energy uh Code Compliance Ada as an example so they're holding this in under that non-priority Grant so you don't have to wait until June 30th it's a rolling application crisis so if it gets folded in that way think of what's Happening it just becomes one of the eligible uh non-priority Grant really quick but this is I'm thinking this is one of those situations where we just don't fully funded at 100 instructions [Music] yeah okay is good because it's almost done with the capital project so let's see where we can um if it's not going to happen in the next month or two whatever planning committee needs again just give us an update that I'm comfortable looking forward okay then how close with this yeah um chosen to end up on there right if we the way it works is they'll do the they'll do the audit they'll give us the report if we go forward and sign an energy performance contract then this gets paid for them over the term of that contract let's say it's the team here and if we don't go forward and there is no Unity performance right we don't open anything so they make it really easy at least to get you know the initial part that's done they do all the heavy lifting up product s how many more years are left in the existing I think there's more I think about 2014 I think 17.

and we did that in one Junction yes we did so that's right like that yeah were you out of council for that no it's not when it actually I think it was 2014 left we could have taken time to go do the project um so we have six years six more so we had two well yeah yeah you would have two controversy it was yeah not to complicate things but we can foreign as well it gave me quite up before the end of the term when we had a discussion we have the Ruffles if we were there but there is a there is an option for advice obviously a Catholic whatever they financed us there is an option to buy out of the contract if that came and passed I would think that by and large segregated yeah each specific energy conservation measure ECM is like these windows at the high school and then that's the north side and then the South Side would be a different ECM now if we are retrofitting something that amaraska did 10 years ago maybe we'd buy out that part of the contract or the whole contract uh I mean there could be some crossover or we just say I'm not going to bother with that because they do all the other ecms which I think for the one we did I mean it could have been a thousand different specific items around the town yeah the big ones the big ones were Highlands electric Keys the electric key at the back of the high school that got removed we installed the rooftop units on the island and then all the LED lighting and the classrooms in the hallways those were the biggest the conservation measures abcm and then a lot of the weather stripping and things that are smaller the toilets of the water conservation electric motors that were replaced refrigerators to your point like weather strippers on that for years so yeah yeah so yeah those ecms are like they're not platforms at this point you're still holding the money though the contract yeah you know the second time around we would we would avoid some of the little itsy bitsy stuff that really doesn't have much value it created a lot of work yeah I mean yeah you did replace some refrigerators yeah they used to the gas fillers there could be I'm thinking that part of it was driven by the ever Source incentives so the way John set up could be trying Etc as well so we need to be a bit more diligent yeah yes [Music] the next one school modernization phase two for discussion I know honey I think really you know we have to start figuring out timing and what do we want to do because we we know the schools that have not won't be touched as part of there is one so this is just an open discussion I I mean obviously we know how good success with the first phase of school modernization of committee was formed councils committee you know with a lot of bordered cooperation so what are we just trying to kind of things um what do you guys um so um what we've faced and we went to referendum the issue that we were facing was an increase in enrollment or Elementary School I think it's fair to say that new schools based on all the discussions I resolved in these rules for Highland and Doolittle that's not a big discussion point right now I'm not sure I'm thinking that the to fall on where where we were with increasing enrollments to be thinking about God would be one aspect if God is a question What's the timing on it when does the student population hit Dodge and when would we need to begin working on modernizing and then two years before that like we did with this we probably had a two-year window for Council organizing the subcommittee or committee and getting out to reference I think that was two years right that one's a solid two okay so and someone it got slowed down a bit because of covet yeah because I replaced Catherine so it was probably three years September right before we got elected um so three years and two months later it got slowed down by covet so we could still say I'm thinking we still say at least two years for something like that so let's just say it was and then dot is um let's just use the construction for elementary schools is it a three year window to your window three years it's definitely three years and it's actually a little bit more than three years if you look at you know when we hired The Architects and the orders red that's like open until 26.

yeah so we've got three full school years so it's it's a 3dm plus window so for for the elementary school modernization we're talking basically a six year window including coveted and again that's the new construction yeah the renovations won't take yeah but if you're also not doing it during the school year well who knows how it works out but we're probably looking we'll probably need for renovation we probably need at least four years from the time when the council decides assuming the council wants to do this the council wanted to appoint a committee until a building is renovated new or new construction at least four years maybe five years so when does the population hit uh off the top of your head it was you know it was about eight years after when we started looking at it okay so let's call it you know five years out before we really start to get to the point where God capacity starts to reach its Max it's dive-sized I've forgotten is God properly sized or if we're seeing that if we just stay grades seven in the Navy yeah and assuming that we could go back to the days sure um but I mean I and this I'm thinking more like if phase two and obviously but I mean in the short term obviously we're missing any sort of major Capital funding expenditure for referendum for this coming November for next November I think we should be leading them out of renovation project that was wrong with us okay well I'm just saying we're planning we're appropriating money this year for watching the AC yeah I think it's in Europe three what do you what's in the third I thought we put money plan which will be available July 1.

okay all right if they put plenty money in that there's 23 24 so yeah July 1. and then the actual expenditure of 6.9 million and 25 26. that's for pacing for air conditioning yeah we said how do we follow the comprehensible project we increase the improvements which we might be able to Fast Track well that's what I'm just thinking performance if I was if it's something that we can plan this year costed and then two referendum a year from this November and knowing the state's going to pay 50 of couldn't imagine that's not then you have all your own life in schools by the time that project is done that that use rules will come on problem yeah so what I'm thinking then was what I'm taking away from tennis versus projects 48 years though that's eight years the question is what what point are is that class going to max out dad or or be appropriate to have yeah so I'm saying it's about five years from now five years from now we need to look at a Duty or else we're going to be at work I don't think I'm going to run out of space at the top right because if we'd have 900 right just random numbers that means we can have classes at 450 and 450.

but that's roughly so we went to our teams to that right I mean since I've been on board since you've been on the board right pendulum's gonna swing to the other side and teams are going to have that so that's great in five years part of the issue with that especially the other part is just the amount of all your common spaces are too small and your parking and the driveway but I would never well so that's that's another Factor let's just say we did not want to do new construction Parcels that are available will change over time I just think I mean your speakers with 80 million or 16 years still gonna happen no parent parking no field space where are you going to put on tomorrow there's just not enough unless you I don't know how you would do it honestly without a requirement like to build a nice Middle School to function with you know it could be wrong button you're going to spend a lot of money in fact yeah it might impact the the rebate the state right where are you going to put an auditorium and gymnasium is probably the size of cafeteria and supports racism parent parking I just don't see how you can build a town and there's no other property that we can see here a new board has to face what we already have established and we can accelerate this because we have this favorable you know consensus in the community about the who died somewhere I think one I think one other thing to keep in mind what you're talking about which Parcels if you're talking about doing a new property you can't do I find it unlikely that a parcel Lake in the North End somebody just donates 30 acres to us or 40 acres right on the southern New border I didn't drive the whole stop that just vote against it there's no way they're dealing with traffic yeah pick up kids now if it was a high school for two years and seniors maybe you could say you could handle yourself if you're doing a lot of driving it's I do think it would be a huge problem for that for that so it'd be very very much like specific where you could do something like that so one of the recommendations right now this is as an aspect on renovations to Dodd Middle School and says future face of the plan a study should be conducted to determine the actual construction and I think I'm sure that there's not that much appetite to form another School building or school modernization committee but it worked I think that's ultimately what has to happen you know as you look at phase two I have to put together a group and I say you yeah a council to put together a group to start looking at this in earnest and I did what we're doing that work that that should continue because that'll that'll actually give us a little bit of an insight into some of the renovation obstacles that we've got you know in the mix to do a little Windows roof which if you're doing a renovation those are certain things that you would do anyway so what you were saying what you were saying before is just off the top of your head you're thinking you would recommend getting uh Renovations or new construction for Dodd or from completed five years from there is that where you were thinking what I was saying is that your population will grow is going to start yeah yeah five years out okay um yeah I agree with you on a committee because I do think that it works I think it works well it takes time um but you need to get buy-in Wallingford you didn't do a committed decision and that's all right yeah I mean I just like I'm thinking like first we have the long term right [Music] right Focus attention and capital money towards renovations scores while we plan for the next large phases of the project or is it nothing here well if we're going to put all the energy into planning for another 80 million that's great what are we doing you know the years leading after that probably has been about here we're just gonna do nothing well what I'm thinking is what I'm thinking of business that was let's see if we can move forward on an energy performance contract in a fairly expeditious manner and keep our eye on the bigger picture with regard to Doolittle because that's the one I think is the school that's got the most yeah yeah and that could roll out in the next 12 months right because if we have how much AC is 7 million and we're getting State reimbursement so that's like three and a half okay so it's really I think it's just some real improvements to do little not yeah not everything is energy related um but we keep the keep the list and get an idea of how to do that move forward on manage contract and keep the discussion going about where the opportunities are where rich could use another 10 or 20 million dollars um so when would we want to start talking about putting together committee or a Steering group or whatever I think it's it's we're bundling it with the two little discussion so at this point I think we can accelerate the job conversation because they've done most of the legwork already yeah we're not starting from scratch but that we know the fact we've done the research you know I'm going to take also from the again taxpayer perspective it seems so I don't disagree with you but it seems though I'm gonna go to there's another referendum for dude a little soon and then a few years down the line and then another I just in like it's always a constant you know is there a way we can just do this all at once somehow I think that's a discussion um [Music] but foreign taxes and uh it's probably more palatable to many households to you know three percent per year instead of like that one getting 30 maybe three percent per year for 10 years rather than 30 in one year like wow I just think that I just think a lot of people probably have that they don't even necessarily they're not even necessarily thinking about it their budget that closely related they hope they get a raise because they know taxes are going to go up but it's just kind of baked in I mean with inflation and stuff it's different but I do think staggering it from a tax perspective is helpful who would the committee be would it be more to that planning committee or would it be similar to you know with counseling before a point voters in town maybe board liaison liaison collaborative no I agree with that 100 what they did before yeah I mean the first I mean since I've been here for the first attempt was done by the board the council did appropriate money for the study but wound up in the recommendation for a middle school that failing the council who did approve their dick up to the voters school modernization committee which was you know much more collaborative important and Council the committee was formed and to get approved for the two schools so I think he's trying to stick with what's working yeah [Music] and I think you'll have more like Anderson now that all the schools are taken care of they can all see that oh eventually we're going to need time right yeah as knew was that your new schools are but at least all of the elementary schools have been touched and then it's like okay now Community all these kids are going to be going to the Middle School and that's consistent with what was released this first piece was phase one and phase two of three because we decided at some point so and this might be a Jeff thing where when we do redistrict that I just don't want to see Highland continue to be taxed with special needs it just seems like that's where we travel them all so I look along those lines at the human North End you know what's been introduced in the design discussion is to have additional Elementary and pre-k program but in the case six portion to have some of the programming that's at Highwood you know moved into the North to the north and as I mentioned earlier programming more than 23 to 24 school year so we do start to you know have that president's you know the more intense programs that three schools potentially if we do delivery from a teacher lens it's more people to mainstream children they follow me to one school yeah whatever their careers on that front so is so would it make sense for us to ask the work about asking the council um or even just I would travel a little bit find out if it's deeper way for the moment I mean I don't see why we wouldn't happen I think I'm happy to discuss it I think we should and I also think if for whatever reason the council is just not hot on it at this moment I think you know revisit it get an idea like okay so when or do you have a reason if you don't like the committee idea okay we can figure out other options but if you do like the committee idea and you agree with phase two whatever phase two is then when should we do this because like then it was saying you know if we're thinking about having a bad renovation or new construction done in five years yeah we discussion yeah special Fox team a little bit right should referendums aren't though I mean I do have to say that if there's ever going to be a time to get oh yeah we have 50 for new construction and renovation for HVAC oh really yeah those nine state titles things I just got some details today is the athletic field is that only for school operators so parking Rec does not qualify so we have to do is we have to train to the Department of direct fields that last temporarily all right Rich you're up item number six they do have some Athletic Field improvements yeah just awarded a contract today actually to begin uh sign and study for renovation of mclarity Athletics options baseball field I would just ask for everything yeah because yeah it was prior to this it would have been I think Southington they they failed at the difference in last year that they were looking for 9 million so they're going to take their fields actually yeah it's not synthetic it is a football field but they were trying to get baseball trying to get a additional Fields okay all right yeah this is a typical summer believe it or not um so just for focus on capital projects we have a bunch of these going on right now Chester High School window replacement we're actually almost 50 percent if you do um demolition so that's going very well uh mod materials frames glazing as well in hand so we're not going to be dealing with lead time issues um and that is anticipated to be completed on on schedule before the start of school minus limbo is that your puppy just too yeah it's just a really it's the same doors we're going to replicate the design of that the front entrance yeah so it's gonna it will look but that's going to be a replace and actually we just meant that the fire marshal and building official today so we've got green lighted on that and that's going to happen Chester High School we're doing some masonry reporting uh dot uh we are replacing a South section of the library the north section was replaced last year so that'll be 100 and keep in mind I'm working with capital budgets so some of these dollar amounts are we're trying to use all our Capital uh to get us as much fun as we possibly can do a little Southwind bathroom Renovations are underway actually that demolition is 100 so they're starting to do all the plumbing and the floors and then the sanitary lines in place so that's going well it was going well as of the moment and that finishes all the all the multi-fiction yes absolutely staff bathrooms so then we would move on to the next School dot with the bathroom or the basement right um do a little north entrance sidewalk replacement schedule uh to start demo should begin after the Fourth of July weekend Highland exterior lighting replacement an enhancement project is underway um so if you take a ride by Dodge you'll see that the electricians are out there trenching away I don't know yeah we're going to be installing all new uh photo self-controlled exterior lighting on the building most of it will be Dom lighting similar to outdoor and then Doolittle could have been set up all the parking lot lighting will be step drivers so built into 10 and then see slow motion so it won't be leg polluting and be very energy efficient so that's underway we're also increasing some parking space over there by removing a berm and we're going to install you know crushed stone deck so at least that way cars teachers and staff whoever decides to park on top of the hill won't have to do that any longer and eventually we'll get it designed correctly and paved but for now it's a it's a we're trying to sneak that in um so I've lost a personal apartment which is sure they needed and then Paving repairs we plan on restricting some some premises over at the little upper playground and then replace some of the road adjacent to the Western at the high school so um for maintenance improvements and repairs I mean I'm not going to read all of these so I'll hit the big ones district-wide obviously the training of uh sfg which is our new cleaning contractor they actually began Thursday Thursday and Friday so performance demobilized Thursday and Friday was a little bit of overlap SMG has come in they've actually started their work prior to the official start of the contract which is July 1st so um they're they're you know they seem to be uh they seem to be uh I don't know if I'm excited but they certainly are have their staff on on hand their rope Crews already in the schools getting the cleaning stripping the waxing floors Vector sand have also been pretty instrumental in keeping that you know training then keeping them alive so on and so forth but they've certainly brought enough horsepower on board that's working out well we do have interior Renovations which we've touched on a little bit of that Chapman and Highland related to student enrollment uh we have various playground pieces of equipment uh Chapman Highlands and do a little that we're replacing primarily uh the Nets I think they call them like netscapes so over time you know UV just destroys the plastic that uh that's you know that's what the Mets are basically composed of and there's no replacement you have to buy the entire unit so we have that contract that you were planning on replacing those where that playground is it doesn't come into play it's actually yeah okay trailers uh we're doing a slew of HVAC control the BBC conversion so we're still running HVAC and ventilation with compressed air or at least controlling it we can press there so we're eliminating where we can and installing the directors will control we have some rooftop units with bad heat exchangers we're replacing a number of different doors throughout the district the high school we're doing both exterior doors and interior fire door Replacements which are sorely needed so we've been picking away at that annually and trying to do a percentage of them the high school is I think a pretty decent shape after this year we'll be a good trip on that now let's see my favorite quote was sitting back for weeks is there correspondence on this no it will happen are the schools thinking ownership of that that's what it is uh yeah I'm in the classroom in daca's hours yeah but that's still the silver is from salting the roads I don't know we're not taking responsibility for the pond per se right but we did request in our capital budget funding to replace the Outdoor Classroom and the dock the there is um the Town Council and I talked shown about this does have on their capital budget to do something to include that pond so we're trying to see can we do this fall at the same time it would make sense kind of get the pond back you know to a much better condition and then make the Outdoor Classroom very useful again and that's the call I could have sworn but when I was on the council 20 years ago the town took ownership and directed it I could be wrong that's what I'm assuming this is not usually do that like it's a flow issue my simple point is I don't think I I when I got that email oh yeah I was just like I just don't feel like the board has any responsibility for that I feel like it's a separate issue yeah I just want the broken down for a long time so I was hoping to keep Rich happy my life is better [Music] uh we're going to continue with window replacement we are doing two classrooms uh room 10 and 27 so that typically in addition to renovating the windows we also replace the mill work and you know put in a new shopping so we we've been doing that and only at least for the last you know seven eight years maybe yeah how many do you know off top of your head where you're at this will probably put us at about 50 percent units that are still buried in there so we clean it up pretty well um let's see what else various acoustical ceiling tiles replacement we do have the new Greenhouse installations related for homestead school here I'm also going to we're also going to spend money and put a decent Basketball poll and hoop assembly as we did in Doolittle and Ireland last year that's that basketball pull up there was a little tired fix that we do have a third floor bathroom renovation that we're going to do I have a lift spring replacements for a couple on Windows we did it on the portable side last year this year will be on the Houston side and then uh you know Replacements of various pieces of equipment around the maintenance for our specifically doors and then a fan quality unit which provides air conditioning for the live office which is absolutely Paramount it could be able to keep protecting anybody around routine annual maintenance inspection this is things that we do every year Health ability is pavement maintenance you know all our all our gymnast and cafeteria floor maintenances we have to go through our annual playground equipment elevator emergency lighting fire extinguisher so on so forth um I did add septic tank rejected public grease trap cleanups a lot of people are surprisingly don't realize we still have certain tanks and petitioners so we do some clothes do have to be pumped out annually and then in case of the Thirsty well twice let's get in there we do uh HVAC duct cleaning we go through it's going to be the high school and we're actually starting back at the beginning so we've done one full cycle you know we do that based on the amount of budget money we're able to we're able to get and then my staff is busy right now doing classroom Furniture swaps we're trying to hit up all the classrooms you know prepared for next year ahead of the cleaning service tearing them out again it's better to do it now than that after the floors are going to clean it is completed so yeah we do have a busy summer not busier than any other summer but it just gives you a couple uh gives you an idea of what we try to accomplish in the course of nine weeks I'd like to move this stuff right there right yeah that is certainly the point okay with regard to the inspections I'm just curious uh some none are all are covered by your staff most of this actually is is contracted contracted right so yeah so like even like for athletic equipment that has to be certified inspector elevators fire you know the fire um you know lighting emergency lighting fire extinguishers has to be by a certified contractor maintain all that I mean some of it where we can do an inspections primarily for hvc and things of that plumbing repairs wouldn't be fixtures belts filters clean that's of course listening to that mentioned we do internally but a lot of this are are you know I don't have the subject I don't have body wagon so I can't pop off suction things so some of this some of this is a specialty specialty services that we need to hire to make sure that they've been completed and documented so not necessarily this year but from time to time if you if the schools or the town have coincidentally have somebody that could do the inspections with you would you normally communicate whether you just cross over on something like that well I don't think the time I mean typically the only crossover that I'm aware of is I have two um uh e2s on stuff and we help them maintain like fire alarm control panels so we do the rest of them we do you know to the extensive service they're starting to get to check right if you're aware of something yeah the two sides have conversations and probably would have but you don't have necessarily anybody getting hired with that yeah and then a lot of this stuff I mean a lot of this like you know elevator inspection they have to go through the same vendors estate certified vendor yeah yeah how many elevators do we have in the schools well five plus uh six figures okay and then with the new schools I'm sure it'll be at least one of each other yeah no it does the car seat is it right Chapman yeah I think gems Island s so that's it in a nutshell I just want to say thank you because I know how much work for all this is and I know how it is to deal with contractors and this also like you know when we were going to the post office from modernization issue and if you see a list like this and we shared that the schools yeah the schools are tired so we're kind of prepare for myself I appreciate it yeah I think a lot of people I mean it's less short ing here so far seven years people are impressed like especially walking through the ice cream you know they're thinking so much nowhere to facility and a lot of it is due to you know how our staff upkeeps our contractors or keep it you know when it's broken and fixed right so those are things that I've helped you know obviously disclosing you know be a more pleasant place I mean I came from working at that's not the case here as much as you can um I remember a discussion about one town in New Haven County where people here in Cheshire were saying well why are their taxes so low or why don't they ever have tax increases there they didn't have a capital budget and there was no maintenance done for like decades Yeah well yeah it wasn't it wasn't I thought it was different but prioritize you do what you can you can't even have the time you have in order to do schools open on September whatever I can look as best of the game yeah and I'm lucky you know our organization is lucky we have a you know the CEO who's Pro maintenance you know Pro you know improving things so that makes a big difference too funny well yeah absolutely Council provides a certainly we get funding to do something capital projects that we can get more but you know hopefully we can do some of the bigger things in the capital plan you know particular people keep running effectively until they can be replaced all right without anybody have anything else I'd like to share with the SMG yes or there is the same as the previous uh as far as scope yeah there's something called on office it is we're not taking the garbage out associated with it it shouldn't be this part of the reading bed we did actually I think we added a couple of things as far as scroll codes alphabetically as with all Scopes and contractors becomes a challenge in making sure that they execute 100 of the scope usually I have a 80 20 rule get them to 80 last year you're you know consider it a win but unfortunately that's something that's a daily daily uh exercises and keeping up with uh with our contractors but as far as the contract itself it's very similar to what performance I've had in the past few years so nothing much ultimately it'll be up to them I mean it's minor but anyway here yeah yeah and that's consistent that's you know someone didn't get the bathroom clean one day [Music] I mean and I I measured that by the amount of her place if I had 50 per plants in a week it's not a good thing if I get physical flights in a month then you know it was a metric that we use it's the phone ring of electric the phone doesn't ring they're doing it's in the park my phone rings too much then their fault begins yeah so be pretty uh we're pretty uh aggressive as far as ensuring that the level of service connecting especially since it was abrupt that that you issue came about right okay that's transparent to us right now so it's a new company is in Old companies oh yeah yeah well yeah right now yeah okay thank you thank you thank you

foreign I see stuff happening in the background Cameron are you going to give me the thumbs up when we're ready yes I always will um I thought so but the few steps that happen in the background so that I can ensure that the board meeting is accessible from the right I see stuff happening in the background Cameron are you going to give up when we're ready I will leave you alone I see stuff is happening thank you Cameron uh thank you yes there's several steps I'm doing and I've just completed them um we are ready and live wonderful thank you so much um welcome everyone to our June 21st 2023 budget study session um may we first start with the Spanish interpretation information thank you madam president Buenas Los participants foreign thank you so much um we have one uh very large agenda item the 2023 2024 budget discussion um Dr Lauria are you um introducing Mr Moss or I'll hand it over to you thank you yes Madam president members of the board my apologies I am under the weather um I we do have today a budget and financial plan overview um study session uh you have seen this um the uh many of these slides uh last week we uh during the board meeting uh you saw an overview of this it was a much uh larger view of it uh 30 000 uh feed a few um will today we're gonna get closer into the details uh not every detail will be here as we continue working through the process uh we will have another study session on this um in in the next few days before um before we ask you to to take action uh by June 30th no later than June 30th so I I have Mr Doug Moss our chief finance office her officer you will see from one to uh slide seven it's basically the overview uh that background in context the information that you received on Tuesday so I'm gonna ask him to go fairly quick through that so that we can get into the meat and into the numbers the the stash the the PowerPoint or the presentation is uh divided in buckets if you will uh you know where is it that we get the different uh types of Revenue uh that makes our entire budget in how we are using and spending some of that uh some of those fun the purpose of today is for you to ask us many questions as as you as you wish to start marinating on it to see uh the background of how a budget would come about a budget and uh you know um in in in and uh this uh presentation hopefully will allow you an opportunity to understand and ask questions about our budget and as we continue moving forward so um without further Ado I will pass it on to Mr mosque it's uh quite a bit to understand and please uh jump in at any time that you need um to ask about any any of the things that you hear um the budget one more thing actually is not complete right the budget process is not complete as it was shared last time um as we start peeling the onion and looking at the systems that we have in our different departments and as we get ready or start getting ready for the budget and finance um uh planning process uh we quite Frank it was almost like peeling an onion we uncovered at that time because it's the first time that we um you know get to this point with a budget right under uh under um now that uh you have the board has the control back uh this is the first time that we go through this process so as we are going through the process we realized that not every system was in place not every every structure was in place not every uh process was in place so we are building as we go which has taken quite honestly a little bit more time and um to to do but um we'll continue working on those uh tweaking those for to bring you a final budget by uh by next week my apologies I'm so congested any questions about that before I pass it on to Mr moss from your or anybody on the board all right Mr Moss thank you Dr Lauria members of the board Madam president Community um it's my pleasure to at least start bringing something a lot better to you I mean we've done a lot of work I mean when we first started this we were 90 million dollars in expense and we've cut it down considerably and we're still moving forward in on that process this is going to be a a process where we can get something finalized next week but then we're gonna still keep diving into the weeds as I call it because we're finding so many wild and crazy things that have happened and some funding sources that we thought we were going to receive that we did not receive in in years past and so we're making changes daily uh today we cut two million dollars out of the budget on things that were in place but there was no nobody uh per se in position control or assigned to those account numbers and so it was just a number sitting there for however many years so we're finding those kind of things we're going basically uh line item by line item now and making any changes that uh we need to reflect in the budget to help us out so you can go to the next slide I'll go pretty fast on these because uh everybody's seen these these are just uh basically telling us we had to present a budget we did that on the 13th uh we're doing a work session today that's not in here we'll maybe we'll do another work session prior to the 27th and then we have to adopt by the 30th of the end of this month and then throughout the rest of the the year we can do supplementals and probably in October after October count November time frame we'll start working on another draft of an amended budget and bring that to you in January by the end of January next school year uh actually Ramona can you go back to the previous slide because per discussion with Madam president um the action uh needed on the 27th we still have until the 30th so uh there's an uh opportunity for us to have another session of the 27th and then move the action needed to a couple of days later so that that will be um you know per minus presence um in the board's uh pleasure but that is an option that we discussed and I think we're it's gonna it's gonna be rather than having another study session before the 27th have the study session on the 27th in allowed a couple of days there before action is needed so I just wanted to clarify that okay I'm good with either um the next one Ramona please this is just our fiscal Sturgis ship that uh we abide by you know we try to put a plan together uh we spend dollars wisely and uh it is uh the the taxpayers money and so we have to wisely spend that money according to state law and uh we uh on a quarterly basis we do provide updates to the community to the Board of Education as to where the spending is on a quarterly basis next slide um that's just the District overview we align our budget with your vision and goals and we allocate the resources to meet multi-year plans as needed and we report on the progress on a quarterly basis so next slide please state law requires us to submit a balanced budget not overspend this Budget on an annual basis if we do we have to allocate a portion of fund balance to balance the budget and that's why we do the resolutions uh and we'll have those prepared and ready to go at the board meeting uh whether it's the 27th or the 30th or whatever day we'll have those resolutions ready to go and we still have to maintain that five percent board policy uh fund balance and so we are doing that and we're in very good shape right now next slide please this is just showing some of the things that have happened at the school Finance act uh the inflation rate for this year was eight percent uh total program funding in the state was 10.2 million and we received only 900 and about 30k thousand dollars of that uh basically because uh are decreasing enrollment now we still do have The Five-Year Plan or average and that helps us quite a bit uh next year one of our big numbers goes away and so it's going to affect us next year in next year's budget and moving forward unless we can get some students back in the district um we did have the state buy down the negative factor or budget stabilization factor is what they call it by 180 million dollars this year our portion of that uh was one point almost five million dollars that they gave back to us I want to say and so next year they're possibly saying that they're going to buy down the entire factor which would save us another 1.1 million that would help us for the following fiscal year as well so next slightly this is the for people Revenue amount that we received uh the prior year was 10 198 this year we're receiving eleven thousand three hundred and forty two dollars you would think wow we're gonna make a lot of money but because of our decreasing enrollment it doesn't pan out that way so um our funded pupil count for last year was five thousand seven eighty two they're projecting at five thousand five hundred and sixteen that's a decrease of around 266 kids so we got to really keep the bush and go out and try and get some of these kids to come back and I I think some of the registrations that are happening have been very well uh uh how do I want to say it uh people are showing up I guess is what I want to say and and that's good to see so I think there's a Mario can always chime in or Dr Lauria I think there's another one coming up in the next day or two or so maybe even this weekend again so our staffs out there hitting the streets and trying to get our kids to come back so we'll see what happens okay thank you uh uh this is some of the uh things that are causing our one-time fun day it's not really one time hopefully it goes away one of these days soon is our uh state board orders um it's costing us quite a bit of money um something that's not funded by this state this is coming out of uh our own general fund out of our own cash account bank account is what you want to say or your checking account um you know the state ordered us to uh hire tntp so we have them on board um we're unable to find substitutes or even teachers so we had to hire a company to come in and help us whether it's overseas bring in teachers or Subs within the local communities or whatever so they're you know this this whole entire package is basically running us about 7.7 million dollars a year which that's unfunded so it's gonna eat into some of our fund balance as we go so hopefully we can hire all of our teachers and we don't need as many Subs next year um kntp maybe in a year or two they say you guys are doing awesome your scores are up right where we wanted to get you and we're out the door that would help us tremendously in the next uh couple years um we do have full day uh preschool starting this year that's something that uh we'll see how well the state funds it um I'm still I think all of us Finance people out there in the schools are still trying to figure out are they really going to fund it at 100 like they're saying or is it just going to be well we ran out of money and here you go it's up to you guys to to figure it out like it happens quite a bit um we get in in install the academies which is something that this community has been wanting for 10 15 years um so with the implementation of all all of these as well that makes up that seven million dollars so um next slide please these are our um I'm gonna have to look at my other one because pictures messing me up these are the uh revenues and expenses where we stand today um that we are projecting and budgeting for um what we're still projecting the revenues to be right at the 78 million dollar Mark um and that's a local share which is your property taxes your um no Levy override dollars your special ownership dollars and uh those are coming in right around 37 million dollars is what we're projecting uh state revenue which is our Equalization and our categoricals and I'll uh I got a slide uh that'll blow your mind on categoricals because that's they give us just a little chunk of money and we gotta fund the rest so later on down in the slides I'll I'll show you some of that um expenditures we've gotten those down quite a bit compared to where they were uh two or three weeks ago um we were looking at our expenditures around almost 90 million dollars we've cut it down to 84 so far and we'll keep trying to get that number further and further down down the down the path um a lot of things like an instructional there's tntp and and some of those uh services within these budgets that make it look like holy cow uh instructional Services your your increase in your budget by three million dollars what's going on well that's got to be tmtp it's got to be substitutes things like that that really skew the the way it really looks so I've created another slide for you that we didn't get a chance to get it in today but we'll get it to you this weekend that you can look it goes by program and it shows salaries benefits purchase Services supplies on down the line for each of the programs so that gives you a better idea where the money's being spent being that like this where just one gigantic slide really can't doesn't tell you like where's the money really being spent is it in salaries which eighty percent of our budget is salary and benefits so most of it is salary and benefits but then you have purchase services that you know we have to contract out uh contractors for special ed or nursing counselors uh social workers and and those those dollars add up as well um those are just some of the line items uh within the general fund and you can see you know we went from 72 million and this year it increased by 11 million dollars yes a lot of that salary benefits but most of it seven million dollars of State unfunded stuff um the academies is in there um we've added to add more staff Within the academies as well then what we just thought okay four teachers well it doesn't work that way you also need to add core teachers within there that uh you know those students still got to get a math a science a reading and and so on so we're adding like four more teachers and and you need an assistant principal to help you need other things so it just all these unfunded things but things we want to do is gonna gonna make our fund balance go down so we are using a little bit of fund balance to pay for these now but some of those once once the academies get rolling those dollars are going to be less because we're not going to need as many like principles to oversee it we're not going to need secretaries to oversee it uh those kind of staff that'll drop it down so in in a year or two once it gets rolling you'll see that the academies isn't costing the district as much as it does when you start up because it's going to be it's going to be fun and I can't wait for it to start because I want to go over there and see how it's all working out um yeah Madam president uh later and board members later in the presentation you will see a slide just for the academies right but what Doug is referring to if you will think of the academies at one small school that is going to be faced in the grades 9 10 11 and 12.

okay we are back in session uh I'd like to recognize commissioner Clark is joining uh in attendance and now we're moving on to uh uh motion to approve the agenda do I have someone to make a motion commissioner white uh seconded by commissioner Mills is there any discussion on the motion see none all those in favor uh please say aye aye a new post motion carries uh may have a motion to approve the minutes of June 6 2023 moved by commissioner Mills concept seconded by commissioner Abrams any discussion of the minutes uh all those in favor of the motion please say aye any opposed and Carries next up are reports to the playing commission uh first we will start with city council uh council member Dash do you have anything to report I am very pleased to report that the 721 South Forest PUD past unanimously on second reading I'm also pleased to report that the Amendment to the conditional Zoning for Beekman on Broadway went just fine on first reading which you would expect and then also an interesting thing that we did through the consent agenda was to remove racial restrictions from the deed for almondinger Park and I mean there were some other great things on that agenda but nothing of specific interest to the land use domain thank you for that uh mix Kelly do you have anything to report yes uh without objection staff recommend canceling the July 5th meeting this is due to the proximity to the July 4th holiday as well as there are no petitions ready to act on and we would recommend to consolidate administrative items such as your organizational meeting to the following regular session and that is at the discretion of the chair would so we don't need to move a motion for this that I can just call just without objection we'll proceed to cancel any objection no we proceed to cancel thank you thank you secondly the ordinance revisions committee at the um at your next ordinance revisions committee we will be focusing on an update request by the city's Transportation team to the UDC so please look for that and if you are not on the orc but are curious in the discussion please tune in and then there was a question at a recent Planning Commission meeting about the possibility of alternate member appointments there was a late add to your packet and there's also a printout in front of you with a memorandum from planning manager Leonard um in short there is not a basis in city law to allow alternates it is specifically called uh allowed for in the Michigan zoning enabling act but for some reason it does not have a companion or equivalent provision in the planning Act so the proposal by the planning manager is that if the primary basis for the request related to absences and recusals there could be a you could set in motion and request to update city code this is not a UDC Amendment this would actually require a modification of Title 1 chapter 8 of citicode to do something for example such as indicate a different standard than six members like a majority of members present or some other to be determined measure thank you okay um do any other Planning Commission officers or committee Liaisons have anything to report nope okay uh we'll move on to public comment this is an opportunity for persons to speak up to three minutes on an issue that is not listed as a public hearing on this agenda we will first call individuals present to address the commission and then remote participants uh to speak during the public hearing remotely plus star nine if listening by phone use the raise hand feature if viewing through the web link for those accessing through the web link you will hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet area and mute any television or background sounds we may hear you clearly for either method of participation please state your name and address at the beginning of the comments during our technical difficulties delay my understanding is that anybody calling in remotely may have difficulty hearing other remote comments we ensure that within the room we can hear all of those digital comments but I just want to you know let anybody listening in that there might be tough technical difficulties and you may have a hard time hearing other public comments um so starting with that is there anyone present that would like to speak at this time seeing no one uh is there anyone that would like to address the commission remotely caller ending in 534 you have permission to address the commission meetings it's a lower town in Ann Arbor I'd like to chat with Dr prep about decisions from last night we've got a ped at 721 South Florida [Music] and then it has um affordable housing included in that they have some sustainability [Music] um a couple of thoughts on that there's extended further south allowing certain height development by this soul donated discretionary which project is evaluated out songs does create an at least laying person's terms uh the proper process started this we are not necessarily for or against that height at that location um to move a little bit further south than what it's currently called for maybe that is a good thing but there's a proper process when we have that discussion and all those people that were there last night moving out from public comments did a for or against and you and me we won't be part of this process and that's the complex land relationship so right as we're about to enter the comprehension process that's where we have the community conversation about the refill that moving that line of that height of building uh there's appropriate amount we're skipping that file so I know people say create that crisis we had affordable housing prices we've got a sustainable device and yes I recognize all that but essentially we're declining the equivalent of Martial law and those prices are going away anytime there's not a year or two or several years so how long do we operate into the idea to do whatever we want outside of the proper process because we're operating in the crisis and then learning is discretionary which can't be arbitrary so when we do one thing or one developer that really is again not legal passport terms and practice but hey that's the main person return s and so looking at the other item which was the removal of welding conditions for the third thing we have to regression there we remove those so we can ask that those would be built okay we're not asking them to do that and I also people ask the developer extreme arrogantly added Authority and follow this book is not expose in the asset of one and not another thank you do we have any other callers there are no other callers at this time and I neglected to hit record so there will be a small noise recording in progress okay uh and with that we're gonna move to public hearings for next business meeting which I believe we just cancel that's correct there are no public hearings scheduled great thank you um and so now we'll move on to unfinished business and at this time I will be recusing myself and handing off the chair to commissioner Abrams thank you okay so um to introduce the petition we are this is a continued public hearing for 1601 South State Street this is the South Town rezoning site plan and Street vacation a project with three petitions to redevelop the block bounded by South State Street White Street Henry Street and Stimson Street there are three parts to this petition one to rezone a block of ten Parcels from r4c to c1a slash R zoning with conditions to another site plan for city council approval to construct a 220 000 square foot mixed-use building and three a petition to vacate the public alley in the block the staff recommendation is approval so we'll begin with a presentation from the petitioner all right thank you commissioner Abrams um I'm Adam Smith I'm the director of design for synecd key here in Ann Arbor I have with us our studio director Sydney philippus and also the owners of the project margin howdy posher are here as well our civil engineer can't make it tonight because his wife is currently having a baby so hi Brandon over at the hospital hopefully everything's going well watching if you're watching I don't know if you are I hope you're not wild uh okay so since the last time since this is continuing since the last time we presented uh we made some changes to I think conditions and the three things that we're doing the rezoning to see when AR the LA vacation and the site plan so the change conditions we removed the open space condition and replaced it with um making it primarily residential with a Max of 30 percent short-term rentals and then we also um we also added no gas can no gas connection except for emergency backup so there'd be no gas connection to the site um with the rezoning and we've proposed that there's no gas connection at all if we're using different type of fuel for emergency generators um we've also resolved all the outstanding staff comments and uh had the zba variants approved in that time as well so I'll do a quick refresher of what the project is uh still in the same spot first off uh it's located at uh you know the center of four unique quadrants of of Ann Arbor where you have um the South State industrial commercial with food and entertainment the athletic campus residential neighborhoods and the campus District looking to the north um the context there is it's near the campus business district only a five minute bike ride and 20 minute walk up South State Street along with multiple other facilities of the campus and then to the South um we have the the South State Street area plan and the land use the area five of the 2009 Land Use plan located in these two highlighted areas which call for having mixed use along this Corridor and encouraging multimodal Transportation encouraging um uh residential and Commercial usage along the stimston street in south south industrial commercial area that's from the 2009 Land Use and then also the State Street court ordered plan promote mixed-use land uses residential in office along the corridor tc1 located just down South State Street around Briarwood Mall so looking at the rezoning what we've chosen to use the c1ar because it's still compatible with the surrounding Parcels that include several zoning districts from high density residential to to mixed use to the east is r4c the north is a PUD of Malta multiple family affordable residential r4c around that as well and then commercial to the South so most of it is denser denser area and this District of C1 area is described as encouraged the orderly clustering of placement of high density residential and complementary commercial development near the campus business district [Applause] um which it is so to review the conditions that we were proposing with this um we propose a Max height of 100 feet on this on z1ar max parking of 0.25 spaces per dwelling unit principal use is multi-family residential and a maximum of 30 of that would um could be short-term rentals and then there are no natural gas connections except for emergency backup comparing to other residential land uses um that are in the UDC um we took a look at the Heights and what and also how many allowed units you could do within that so this tries to illustrate where the conditions lie on c1ar for for this project and um how it compares to you know what we hear from the community that we you know to have housing um to get to our proposed 216 units this is the best Zoning for that there's also the LA vacation just wanted to clarify where that's at on the site plan in the middle on the North side this would be this is what we're counting in the far calculation of the overall site and this breaks down what the far is since there's a few things that are added onto it and excluded from it um so the 8 000 square feet of additional premium is from the plaza that we've designed around the building and then we have a zba variance for um at grade parking at grade enclosed parking only at grade and so that you can see in blue is the is how much we're actually using so we're at we're allowed to be at 311 far this is proposed at 308 far for the project existing is 38 dwelling units on this site and 10 non-conforming r4c structures and you can see as it changes there um fits in with the the scale of the neighborhood quite well with all with more density um and it's also located along really robust for really robust Transit lines from the ride and along with plans for all ages and abilities networks along South State Street and the tree line Trail along the railroad in the future foreign so getting into the site plan we're working this this area this is a view from um what would be the uh the parking lot of uh Salvation Army so looking from the south this is the tallest side of the building along State Street it's really open and and meant to be a good neighbor in that in that area and when we get into where it's placed on the site we we can get into more detail on this but we're using um an exception in the zoning to to have five foot setback on one side and 10 we meet the 10 foot setbacks everywhere else no parking is required but through hearing from the community and knowing you know there's some parking constraints in this area we've provided uh this much parking so it's necessary to reflect the feedback from the neighbors and the zebia approved it just for ground floor and nothing nothing above um 53 spots all are EV capable um bike parking is similar to the last time same amount of spaces all of the Class A bikes are on the ground floor they're not we're not counting ones in units everything is accessible there um this is the you're part of the zba approval where we had the the issue we wanted to illustrate what's going on underneath the building uh the parking is we couldn't push the parking below grade because we had the storm water detention below the parking uh and if we push that down into the water table it would be bringing water up out of the water table and putting into the city's storm water system which is not a best practice so this is the the space where it could be is underneath underneath the building um so you can see also we have geothermal Wells these are the blue dots in here uh 62 of them planned that go 400 feet deep and crane roads that have to also access these areas um any other questions I can add later outdoor space is the same we have this second level uh outdoor Garden space that's accessible to all its publicly accessible accessible from stairways and an elevator on the White Street side I just want to note that you have uh just a little over a minute left in your presentation thank you um sustainability wise everything is still the same it's a fully electrified building we have solar solar on the roof uh green roofs around uh building it with mass Timber as a tall Mass Timber building where we've been working with the building department to to work out variances to do that we've been working closely with them and they've been very helpful wall insulation is more than double the required amount STC ratings on windows are higher because of the train that's very close by and it's also you know since it is built with modular construction we're aiming for a quicker and quieter construction than typical um one comparison and and point about the mass Timber is how much carbon it sequesters so this chart here shows that it would the embodied carbon of the building is already less than two and a half times 2.2 times what a typical concrete building would be and then almost a third of that would be sequestered in the actual wood of the building I have multiple plans of of all the levels the unit plans and the rest of the supporting documents as well as for any other clarification in questions so thank you thank you um now your staff presentation from Alexis de Leo thanks thank you very much um feel the tables are reverse I feel that Adam did a very good job on presenting what has changed I'll just um give a very brief recap um and maybe hit a point or two that were not as not covered as well so this is the South Town project it has three petitions there are three motions in the staff report I did change the order of the Motions from the previous meeting but the emotions are largely the same the motion for the rezoning has been updated to reflect the changed conditions that have been offered there is also the document in the packet the for the conditional zoning statement of conditions which does need a better name um Steph is recommending approval of all three um of all three as mentioned I will not go into it the offer of conditions has changed I feel it's fairly well articulated but I'm happy to answer any follow-up questions um as noted the um the zoning board of appeals on May 24th granted a variance to exclude the floor area used for at grade parking from the far calculation for the South Town if one was to calculate the floor area of this building it it is not changed but the far which is the floor area ratio that will use a different Base number and That Base number will not include the space the floor area used for the at grade parking so it meets the far requirement of the c1a r District including the use of the or the bonus from the premiums that it earned so it is it complies with the zoning district for which it has requested [Applause] um I've also gone through in the staff report what the outstanding comments were and how they were addressed at the previous public hearing and meeting the transportation staff had not completed their review of the multimodal transportation impact analysis mtia um very high level that multimodal Transportation impact analysis concluded that there are acceptable operations for all modes of travel it has a few recommendations it recommended um some things for a safety review including providing a protected bike lane painting bike boxes and so forth it also recommended converting Henry Street between white and South State to two-way operations revising the on-street parking on Henry Street to accommodate the proposed uses sort of specifically the um daycare if one is opened and providing a high visibility crosswalk across Stimson at White and then to recap our recommendations for approval staff recommends that the rezoning to c1a slash RB approved and the conditions be accepted and we recommend approval of the street vacation and the site plan both meet the standards of approval for those types of projects I think myself and Adam are probably here to answer any additional questions but I turned it over to you and the public hearing thank you so now we'll move to the public hearing this is an opportunity for persons to speak for up to three minutes about the proposed petition we'll call First on individuals present to address the commission than remote participants speak during this public hearing remotely press star nine if listening by phone or use the raised hand feature if viewing through the web link for phone access call 877-853-5247 and enter meeting ID 977-6634-1226 City staff will select callers who have raised their hand using the last three digits of their phone number or by name if available for those accessing the web link you hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet area mute any television or background sounds so we may hear you clearly for either method of participation please state your name and address at the beginning of your comments and just as a reminder as commissioner sovay mentioned earlier we're having a technical difficulty with zoom where remote participants we can hear you in the chamber but you may not be able to hear other remote participants when they speak is there anybody present that would like to speak at this time okay seeing no one is there anyone that would like to address the commission remotely there are no hands raised all right then I will move to breed at the proposed motion and there are three so the first one Ann Arbor City Planning Commission hereby recommends that the mayor and city council approve the South Town rezoning petition to c1ar campus business residential district and accept the conditions to limit the maximum height to 100 feet limit the maximum number of parking spaces to 0.25 per dwelling unit limit limit the principal used to be multiple family residential and no more than 30 percent short-term rentals and limit natural gas connection to emergency backup power only subject to executing a statement of conditions second motion reads the Ann Arbor City Planning Commission hereby recommends that the mayor and city council vacate the unimproved platted alley in Lock 3 of The Hamilton Rose and Sheen's addition to the city and town of Ann Arbor admission 3 reads the Ann Arbor City Planning Commission hereby recommends that the mayor and city council approve the South Town site plan at 1601 South State Street and development agreement does anybody who'd like to move this motion move by commissioner seconded by commissioner dish we are now in discussion is there anybody who'd like to kick us off foreign Hammerschmidt thank you um how do I start I have some comments and then I think I have a couple questions um I'll start with my questions so I noticed first of all I'm sorry that I was not here when you guys were here before but I did listen to the whole meeting so I think I'm caught up um so you were moved to open space condition before there actually changes made to the open space on site no they have not okay um I love that staircase off of Henry it's off of Hunter stamps it I don't actually know three so that's awesome yeah stem Stimson has won a large one that goes up through the plaza and then there's one off uh White Street and off Henry Street they're all accessible up to the uh Podium and it seems like the internal stairwells also are daylight for the most part most of them yeah the only ones that are not are in the the taller this the eight-story building that's separated because it's in the middle so we could get as many units around the perimeter as possible but uh every other staircase does have Windows in it yeah I mean that's I'm sure you know this that's like I've said this to other developers too it's like that's how you get people to take stairs like if you live on the second or third floor you don't want to have to right take an elevator but stairwells are always often so like you don't they're scary you don't want to take them so having the windows makes a huge difference I also I noticed on um the site plan the reference to the well-building standard you're not seeking well certification correct you're just using the standard correct yes I'm just using the standard the guidelines and the standard that also contribute to glazing in each unit the minimum glazing and I think the stairwells putting behind the stairwells making the stairwells like nice is part of it so well so I'm glad that you're like using the standard but not going so far as to actually get certified because I think it's just like a really expensive process that doesn't always seem worth it but using the standard I think is awesome um I love this project I'm very excited about this project this might be more of a question for for staff on process the transportation recommendations or maybe this is a question to the positioner the recommendations from transportation and the mtia do thoughts on those are there like are they things that you guys are willing to consider do they they don't have to do those things correct they're just a recommended like for us to approve the project you're not saying that or for your approval is not contingent on doing those where do we sit with those um if I may but correct me if I'm wrong um our tune in to the ordinance revisions committee discussion next Tuesday um our standards of approval and review criteria for transportation impact studies is um a little bit outdated but the gist is in the Do no harm sort of model and so we take the recommendations from the traffic impact study and we say you'll need to do those recommendations in order to sort of maintain that Do no harm now the code language talks about levels of service and so forth but the gist would be Do no harm and so they have um my understanding is they have agreed with the recommendations of their own traffic impact study it will be incorporated into the development agreement because those things are off-site or they don't show up well on the site plan but um they they kind of do need to do those things in order to meet the standard of the criteria for site plan approval and the standard for reviewing a traffic impact study maintaining the levels of service um supporting the all the codes and policies of the city which include our transportation plans and policies our and those sorts of Standards when you say they it's not the developer because how the like converting Henry Street to 2i that's a city thing um yeah there are some of those items within their control and there are some that are that are not now converting this the city I would imagine I am using my experience working with the transportation Engineers but I am not a transportation engineer I would assume that this city would handle all of the proper resolutions and motions and approvals for that traffic control orders but perhaps they may bear the cost of signage changing the signs changing the paint changing the stripes a lot of that will be torn up anyway and so this will go into the Civil plans about how to restore the street and where to put which pavement markings where to restore which um signs okay yeah and I can follow up with sure uh we worked closely with our transportation engineer to come up with these recommendations too so it wasn't as much as like you have to do these but we brought up these ideas and were we're very happy to do these uh the recommendations that they've come up with for better pedestrian safety and better function especially for White Street for for bikes to to turn on it and use it um or Henry Street I mean and as you can see on this site plan shown here how much of this dark area would be the torn up area that Alexis mentioned um including the crosswalker across through the ride and we talked to people at the ride for what type of crosswalk would be needed so that it doesn't impact the bus stop that's there awesome um so I'm comfortable with the zoning change I mean campus business district I think like that definition has changed significantly like everywhere is campus now it seems like um and I think my more General comment like there's so many things in this project you guys have brought us so much of what we basically beg other petitioners for I mean I noticed when you're flipping through like bird safe glass like just all kinds of these little details that are so important um be like this project in particular was postponed for over a month and I think you know in part because staff reviews weren't completed before the first time that you were here and this isn't a comment to you guys at all but like I think we've talked about this before like it would really behoove us as a city to offer some sort of expedited approvals staff reviews process two projects that are helping us meet like these specific things that we want like kind of that carrot approach that hopefully we get other developers to consider similar things until we can require them because it's just too bad that this had to be postponed for over a month so I'm looking forward to voting yes on this project commissioner dish were you next in line the questions that I was going to ask were precisely about the traffic things because I did not see how the petitioner could do some of them but it would be interesting if private developers could change the directions of streets um so I I do not think that I have no I really don't and thank you for bringing it back with the answering some of the concerns that emerged any other commissioner Mills thank you I'm excited about this site plan just as much as I was a month ago um in retrospect and particularly to the comment about postponement in retrospect separating the things would have satisfied what we could have done like I I would I think I tried to channel then that I was very happy about the site plan I want this built this alley vacation um similarly no concerns it's it was the rezoning um not again for this project it's thinking about the long term and so the conditions I think totally absolutely move in that direction um I'll just for everybody else to know um well first of all I think this wasn't the condition necessarily that I um I was really focused on the sustainability elements so I think having you know offering the um the full electrification satisfies that I just so people know they're not tied you guys aren't tied nobody in the future is tied to geothermal there right and so um it so that so long as everybody knows that similarly to solar on the roof or mass Timber right like that's nobody is tied to that um and so I'm okay with that I'm okay with that the other elements that the other part of the condition that changed about kind of uses right this is very much um at least my read of the condition is there's lots of expansive uses that are allowed in c1ar this is effectively like um very much restricting that and actually that's my question either to the petitioners or to staff the condition reads that it would be primarily multi-family residential with allowances up to 30 percent for short-term rentals are there any other non-residential based on that condition would there be other non-residential uses that would be allowed well primarily means 51 percent so a good portion of the building could be devoted to non-residential uses um I think what we usually see in mixed juice developments are actually primarily residential It's usually the first floor maybe the second floor is used for commercial and then sometimes you get a few floors of office and then the upper stories are residential so if you're going by square foot or by percentage-wise most buildings are primarily residential I my opinion is that in terms of limit like real true limitations this building could not be a hotel because that is a commercial use and you don't a hotel would be probably the primary use but otherwise I feel that most development scenario or mix mixed-use scenarios that you can think of would probably still be permitted okay so and actually you in your presentation you had a table that kind of laid out uh you know what table I'm talking about maybe if you can read my mind no you mean the Dua it was early on in the presentation this that one that one right and thank you so what I'm hearing is that um what this allows this rezoning allows for 216 units what I mean there's multiple ways of doing this but more or less like at least half of those have to be multi-family residential right like at least half of half of that would have to be multi-family and so at least 108 would need to be rental or um multi-family residential thank you the rest of that um square footage could be used for other things but what I'm trying to say is like we are going to get some res like we talk about housing right and hotel is not quite housing um and so I think that that's really helpful um as a point of comparison it's um in my mind at least and I didn't write down the numbers fast enough so thank you for coming back to this I think that that's really um that helps me kind of put that in context and thanks for defining primarily for us knowing that that I want to make sure actually that there is some flexibility like um within this zoning District I mean that's one of the benefits of this zoning District it's not only residential it allows for mixed use and so I think that regard I wanted to make sure that we're not I like the flexibility of that um did you want it did you have anything else yet okay super one final question that I have report to us you said that there were your recommendation that this is the appropriate District was contingent on two things and one was the sauce and I gotta go back and pull up the staff report one was associated with the what went to zba right like does it actually meet the appropriate far for the district and that zba determination moves with the land the question the other one was about the 19 foot setback from the back of the curb in all of the areas and I think my question to you is is that is um is that only is that because of the site like we're seeing that on the site plan that we have but is there is there a chance that if that site plan doesn't get built that that stipulation isn't met in the future like are there places where they would no no setback is required on the sides in the rear and would would they run or is that too close would it be would it lead to less than 19 feet uh thanks um um staff felt that the 19 feet from the back of the curb to building face which is a which is a different it's a little bit of an apples to oranges compared to setbacks right um was important was almost a mitigation for the up zoning um we actually we would have recommended approval of the rezoning without any further conditions we felt that the c1a slash our district was appropriate for this location for this this setting met the goals of the master plan comprehensive plan many of the the the collective goals of the city um but when the site plan proposed because even if it's Zone c1a R the building doesn't necessarily need to be 200 and some thousand square feet right but it was and so therefore with that density it should have that downtown level of of space to provide whatever pedestrian amenities and non-motorized amenities multimodal amenities are needed I think we would Reserve judgment and again take it on a case-by-case basis should this project not should it be rezone the project not be built it would depend then on what is proposed if a less dense project is proposed maybe we don't need that 19 feet maybe maybe whatever space is there would would be appropriate for that development so that's I think if I'm answering the question or if I'm trying to answer yes it would be a key feature if the next iteration was exactly this size but I have confidence in our development review staff and our Planning Commission and our city council that we would make sure that whatever is proposed is the right thing just like we got now if that makes sense I'm saying yeah don't I don't feel that we I don't feel very very strongly that we need to safeguard the 19 feet the 19 feet because I feel it's sort of circumstantial depending on what's proposed and it's hard to predict the future so I feel confident in our processes and and our site plan review process okay I was I appreciate that it gives me a little bit of discomfort not gonna lie in part because many times uh well this was this this was early on Planning Commission we've had developer we've had developer attorneys stand at the podium and say once it's when it's not a rezoning when it's the site plan say you shall approve it it meets the standards and that and and so I'm not sure what kind of teeth we have to require more um that face that back um again I want this I like I want everything in here and I can clarify uh two things yeah that um one the c1a slash our district does require a 10-foot setback now you can Flex that 10 feet down to five feet if you if the if there's compensation there's increased setbacks or something on on a different side but there there are setback requirements okay in the c1a slash our district it requires a minimum of 10 feet from the front there's no side no rear but this site has no side no rear now because the entire thing is front yes yeah that okay that makes sense yeah so so there are some amounts so there's the existing right-of-way there's the existing sidewalk space now and there is a required 10 foot setback um that can be flexed to five feet and as the Planning Commission knows we are in we do incrementally change our standards I think as the city identifies we are going to be looking at maybe codifying some of these standards for pedestrian amenity zones and so forth so that's why I'm I'm I would be have some concern but I would not my recommendation is I would not hold up what is on the table for those future concerns okay um understood and I can clarify too yeah how we're using what Alexis described as that five foot uh setback and how we're using the nine feet and uh on this uh this side here you can see we have over 19 feet from the building face to the curb so that 10 foot setback already it already does push push this uh this back pretty far and then this is where in this case this overhang is the only thing encroaching into the five feet so that's how those 10 foot setbacks really does push you beyond the 19 feet already okay I was gonna say that's helpful it's just like not if 19 feet was the the thing like how close are we like are there places where because we as we have discussed in other on other streets like sometimes the curb to um to property line is very small okay and so we don't have that situation here so much great then that then my only like question mark there has been ticked off I'm super excited I'm sorry if I did not suggest that last time um but I I really am excited for this I hope this slide plan is what gets built on this property I do think that there's um uh yeah so thank you commissioner Clark did you comments or did I mistaken did I mistake your hand I think we're discussing all three motions together yeah okay so I just had a quick question um I'm just curious um the green roof um can you just like clarify what materials will be used for that and what your um General plan for making sure that space is activated yes uh I mean there's two there are two levels of this so there's that second level Podium which uh let me find the right slide here the second level one is what the one you're referring to or the sixth level The Higher One uh both But whichever one is public is one of the one I'm more interested in okay uh so yeah this is the this is the view on that second public uh second level public one we have areas of artificial turf so it's a it's a raised paver system that's uh across this area so portions of it are concrete tiles and portions of our wood and then portions are uh actually artificial turf where you can put some flexible furniture out so it doesn't need any additional um uh irrigation which would be appropriate and then we also have these these large areas that are along the side that are planted uh here to buffer both the residential spaces and each residential space on the second floor has a little outdoor Terrace so that buffers that space so when you're in the middle here you're separated from people that are living there so there's a little bit of privacy there same thing along the north side here as well that's also planted the same way it's screening some mechanical equipment so It's a larger planted area and then this is a wood deck along here so a lot of open space to have flexible furniture and amenity spaces um that isn't so so fixed and it allows people to to really use it the way they would like um yeah commissioner Lee uh thank you um just to recap I think the rezoning is probably the element that we are kind of honing in on and um the just always recapping kind of what are the criteria by which we rezone um it's going to be to establish maintain sound stable desirable development within the territorial limits of the city um and it won't be changed unless it's an error changes in Municipal policy or changing conditions in the particular area or in the municipality generally so to me I think this hits all three so sound stable desirable development I do believe that it satisfies those three as well as the changing conditions in the municipalities so I think there's a heightened need for housing I do appreciate the fact that they address the 30 short-term rentals um running quick math still 151 units is pretty much if you max out strs at 65.

Vitale Mr wall that's embarrassing because I have to think it was yes [Music] first place Middle School thank you good evening everyone welcome to the day after the last day of school so I can't say that I'm surprised but I am that you all showed up so thank you for doing that um so uh first of all let me just say that um your coach unfortunately could not be here tonight because she's attending her own child's graduation over at Madison High School but she wanted to make sure um that I expressed on her behalf how much she enjoyed all of you and enjoyed the season and in her words the wins and losses weren't really the most important Clark even though your wins and losses were outstanding at a record of 10-1 um but the accomplishments and the contributions of every player on the team was really the thing that she was most proud about and spoke to me most often about after every match she's just glowing with the enjoyment that she got from being with all of you during the tennis season so it was really great that we were able to have such a nice season and more importantly she talked about sportsmanship she talked about camaraderie she talked about teamwork um on a sport that 2023-06-22 Pima County, AZ YouTube / Ajo Unified School District transcript source: youtube AUSD Budget Hearing Proposed FY 2024 · passage 1
a budget capacity Your da budget capacity otherwise known as your capital budget capacity and then some of the changes that Mr kaios talked about and has worked on uh with Mr slotero going into next year and then kind of looking over again the sustainability test for some of those changes and not how Ajo can make those changes and sustain them for the future so first up um the pending registration um the reason this isn't vitalized yet is because the legislation has not officially close this legislation with the K-12 budget bill is going to take place July 1 but technically some of these bills that they're still working on will not go into effect until they they officially call the legislation session over so uh but looking at the fiscal impact um from this last uh legislative session the impacts for aho include the following so there's an inflation increase for um your budget uh mno that equates to about 63 876 dollars so um where they get that inflation increase number from is there there's a there's a statute that indicates that if uh realized inflation is greater than two percent the legislation has an obligation to it at a minimum fund uh or increase in base level support which is your per pupil allocation amount at a minimum of two percent um they have the authority to go higher and as um you may be aware you know actual inflation is is north of seven percent um but uh the legislation uh just uh honored the two percent increase that they were obligated to do um and so um well it's not bringing um the budget up to what is actually incurring in terms of increased costs with construction labor you know all the other inflation increases that you're realizing um yeah we kind of have no choice at this point so uh every district has been increased by two percent so we'll take what we can get um to move that needle forward and that equates to again 63 876 dollars moving down um some of the other legislation includes shifting results-based funding to the base support level so results-based funding for those of you who are not aware of that fund it was a separate bucket of money that was utilized um based on a state assessments um those used to be called azmerit I think now they're called AZ PSI and so um those assessments are issued and typically you know High achieving districts get a get a significant amount of money um based on their assessment scores um in that bucket where that money went goes to as you Call results-based funding so what happened is the legislation kind of eliminated that um and moved basically just a flat increase so all that funds that were being kind of allocated out on various districts based on test scores they just moved a 0.9 increase uh to the base support level and said you know every District gets a piece of the pie and so what that means for auto that's an increase of about 31 938 of ongoing funding I'll be from that shift please feel free to stop me to at any point in time um if you have any questions so moving moving down to the third ball there uh one time increases a part of the legislation um was a number of uh or one uh basically one-time increase uh allocation it was 330 million dollars Statewide um and this one-time money comes from um excess uh cash at the state and so they allocated that basically it's basically fed out to districts in a one-time um increase so that increase for Ajo uh it's representing this proposed budget has 139 000.

for 30 years and Sally passed away on June 4th his son Kevin will be here to accept his certificate so just let's have a little an assignment before we meet up foreign [Music] that's all right guys thank you stay over here right there I'm not walking back and forth the whole night we'll stay here is it okay if I just say it sure um I think I think I'm not the only person who has had the pleasure of knowing um the Holmes family um I worked with uh Kevin's mom for many years at Broadview I had the pleasure of having Kevin in my class in sixth grade which is also my 9 11 classroom he's in my homeroom so it was a forever bond with what happened that day um but perhaps the longest standing relationship that I've had has been the one with Mr Holmes who I both work with as a colleague in the social studies department but also he helped shape me as an administrator and I say that tongue and cheek because the amount of um changes at the social studies Department endured while I was a new administrator and with the experience of Mr Holmes you know we always had this relationship where we kind of questioned everything that was coming down the line and it was very protective of the teachers the teaching profession making sure that whatever we were putting out had the best interest of not just the students but also took into account teacher perspective and teacher feedback and so we developed a very great relationship we engaged in tremendous dialogue he helped to develop my thinking particularly in the field of social studies I'll be forever grateful I know Mr Donovan gave a wonderful tribute at graduation to him he was always coaching everyone on the field in the classroom administrators and we just want to say we are sorry for your loss father left a definite influence on many folks here not just the students but with the staff as well [Applause] Rosemary clay ECC preschool said secretary 42 years thank you foreign [Music] [Applause] if I enjoyed yes I did yeah what and some of these years here on this list and that that's some hard times yeah uh so I just want to say all right thank you so much and um you know just always realize that the impact that he makes on the students every day and after the power of breaking school and you know my kids have been many times in their Scouts office and it's always nice to know uh in the schools that someone cares like you guys do is to stay somewhere from this small it's because you care about what you're doing and we really appreciate them and um just want to say thank you [Applause] foreign return and I said on many negotiation teams with work to always brought a pleasant attitude to those meetings and we all worked together to do what's best for our nurses and I just want to say thank you Ellie it was a pleasure knowing you and please stay around don't go nowhere and to um Kathy or doctor when Cobra hit we had all the extra board meetings you were always there [Applause] for any other reporters so I have not had the I haven't been as fortunate some of my colleagues who have been to have had the established relationship is relationships with some of my colleagues have to disabled but I I can tell you in the five years that I've been here it was not one day that I walked into Charles Rock Elementary School and despite my title as an assistant Superintendent at the time or at no point did I walk into Great Plain Elementary School despite my titles assistant superintendent at the time that I may not feel welcome in hours to respect for school communities so Jerry I want to thank you for always welcoming in that school I can only imagine where our families and kids felt every day when they walk into that office in La of course I'm a governor racing to go see the principal and I I can't tell you how appreciative I was I'll also see a friendly welcoming face at Great point every time I went there and perhaps our employees take these things for granted is truly appreciated I just wanted to take an opportunity to thank you both Kathy as you're walking up here I have it in five years and as you're walking it's I feel like 50 years in front of me I was like oh my God foreign and maybe it's because 2019 and 20 20 21 21 22 at the beginning I you know I've been in schools like everyone in this room for a long time and I think in this profession we have taken for granted the work of the school nurse not to mention the supervisor of School nurses and I very quickly this entire school system relied on the expertise in your office and the expertise in the nurses offices around this school district I want to thank you for your leadership during that time give feedback we have steady leadership during that time when we needed it most we all went to you for guidance and support guides guys because we were all struggling with this unique unique and I I could not imagine having anyone else in our corner but you can so I just want to thank you foreign [Music] I know I showered you with some flowers earlier this morning at our admin council meeting but I just want to say publicly in front of the board in our school Community I want to also thank you for putting leadership at Paramount Elementary School top up the challenges that we had at building this school year I also know this what everyone does not know is that you have on top of meeting the needs of our regular Learners in the school district we also have a very unique special education program at that school as well and you know never without a complaint always positive always trying to keep yourself inspired that is appreciated and will certainly be missed and I want to thank you for your leadership and service through the school Community thank you so much thank you and I'm going to the American panel for a minute and she helped me with some really bad math right I think we got these numbers right I just want to read a note for if you remember our retirees in the audience so on the behalf of the Board of Education and the meeting students and families we have inspired you have inspired and supported and motivated over the years I want to say thank you thank you for everything you've done for us our kids our families and our school community thank you for over 460 years of collective service of never ending patient motivation and persistence and helping us grow as a school community congratulations on your retirement you will be missed thank you thank you all right so feel free to stay for the rest of the meeting if you might and really don't want to see this we're really essential off with some really uh intriguing self-care but thank you guys again for uh for all you do and we appreciate it thank you um [Music] all right so move on to public participation did you sign up so more welcome smallish participation asks that speakers please limit their comments to three minutes speakers may offer objective comments of school operations and programs that concern them ahead and move to closed session thank you foreign good evening we will now reconvene to open session uh just a reminder to the audience that this meeting is recorded and live streamed the board was America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all up next is the superintendent's report and recognition foreign okay so this is that time of the year that it's really exciting you're seeing us hire lots of new people but it's also that Bittersweet time of the year where we say goodbye to some people that have been with us for a long time as they head off into retirement and that does include our administrators recently at our Chico Unified management association end of the year party we said goodbye to four administrators that will be leaving us and I just wanted to mention them so the board in our community is aware as well because they have served us well for many many years in fact combined they have over 80 years with Chico Unified and 121 years in education the four of them combined Lori debach has been the assistant principal Ed Bidwell Junior she is retiring after 33 years with Chico Unified and 34 years total in education Renee spageri has been with Chico Unified as an assistant principal at Pleasant Valley High School for 17 years in 31 years total in education and Diane Olson also retiring as our director of special education after eight years with Chico Unified and 23 years total in education and of course um can't leave without recognizing our own Jim Hanlon Jim's been 22 years with Chico Unified and 33 years total in education so Jim we would like to honor you tonight we have a wonderful mug for you as well as a certificate come on up [Applause] and there's no way to take our pictures you Kelly thank you team and I will be here next week for my very last board meeting so I'll see you next week and with that I'll turn it back to you madam president thank you um number five on our agenda is announcements and um we're going to start off announcements with an introduction to Heather hacking who's the program manager of the study of the United States institutes for secondary educators and while Heather's coming up I have to apologize apologize for my busy schedule no we'll hit you up again and don't worry okay and Heather is the program manager for the study of United States institute's program I'm the director I'm Chuck sartman Dr Charles Hartman and you see up here twice a year once is for the Fulbright program which is in January to March and that's largely teachers and so they're in the schools for six days at that time at the various schools in Chico Unified this group is mostly administrators 19 administrators from 19 countries there was a 20th and that person was Ill right before the program began so there and they will go to three different sites when they're here but more looking at program tomorrow they'll see ability first at Chico high they were at Project based learning school at Chico Country Day and the next week they'll go to Fairview to see different kinds of program offerings within this community and so they're looking I'm not going to say 30 000 feet but they're looking at 20 000 feet where the Fulbright group in in the fall is looking at classroom oriented they're the best teachers in their respective countries these are wonderful administrators identified through highly competitive processes in their 19 countries so with that even though we're all here I would like them to introduce their name and their country so you can see that the whole globe is here this morning they had seminars nine to new and then one to four well they're about quarter to nine right outside a Modoc Hall they were all on their phones and I said oh my gosh the the satellites are working overtime beaming down to this one spot as they were communicating with family schools and so forth one of the administrators here from Armenia has testing the seventh test tomorrow and she'll be up all night tonight looking to make sure everything is going appropriate through Zoom so these people are walking and chewing gum at the same time responsibilities home and here in this community so let's welcome to these wonderful Educators to our community and they'll introduce themselves one by one where foreign I am from Argentina and I work here have your program folks send emails to probably any one of us we come from a variety of different backgrounds in our community but we're here to represent our community to do what's best for the students in our region so yeah we're just welcome are we looking for more announcements yeah I'll keep going um let's see so it is June and I just wanted to acknowledge that it is pride month here and uh express my appreciation and gratitude to the people in our community who celebrate pride and who are struggling or perhaps not to live their most authentic lives um we I am really happy that you're here and that you're a member of our community so thank you and uh Happy pride month thank you um yes [Laughter] I turned my microphone on because I was going to be recognized is that is that better Phil did you have something to add for the announcement portion for your program I did oh yeah I I wanted to wear another hat here kind of a preemptive thank you we will have another group coming later in the summer one is 29 college students who are Future Leaders of Iraq and another is 14 high school students who are future identified Future Leaders of Iraq and I just want to on the record here thank Amy baynard and Bruce bainard who on on July 31st and August 2nd have really done leg work so that those high school students can have a wonderful day at Pleasant Valley High School on July 31st to see the operations of the school and three teachers will be there to provide model lessons they'll be here July 28th through August 9th and Amy before she went off on the Fulbright later this week and her husband Bruce made sure that Monday was going wonderfully and then on Wednesday they're going to Bruce's School Shasta I guess that's Wednesday August 2nd to look at special ed programs there because one of the things they want to do is look at improving special education in the country of Iraq so this is a preemptive thank you for what has been done to pave the way for a wonderful program a different program of Iraqi high school students who will be visiting Chico thank you yeah yes yes um announcements I wanted to follow up what uh member Lando had to say of the the rain every evening with our thunderstorms my pride flag that's in the front of my house keeps going in and out and in and out and in and out because didn't want to get rain on it but I I too am for anyone who's celebrating and recognizing pride month I appreciate your willingness to do that and recognize everyone being their authentic selves I also wanted to um as part of my talk about the amazing program for summer school that we have this year that's a little different than it's ever been before and all the enrichment things that are going on and the number of I think we're at about 1600 students that are participating [Music] am I am I close Ted yeah and it's it uh I read the description of all the activities and things that are going on as not only uh enrichment but um to help with students that need some uh academic um reinforcements too and I'm appreciative of the people that work to get those monies in place and get that program up and running so thank you to everyone that's been involved with that yeah we want to give a huge thanks to Calum quack she oversees all of our summer programs for elementary and Rachel love who oversees our secondary summer school programs so they've both done a mouthful job most students we've had between the two programs kellen's amazing do you have any any further announcements seeing none we'll move to the next item we are on number six items from the floor items from the floor for speakers who wish to address the board regarding a topic that is not currently agendized at this time we will take public comment from speakers who wish to address the board for topics not agendized for this meeting speakers have three minutes to address the board a bell will ring when 30 seconds of speaking time remains the board can then listen sorry the board can listen to public comment on items from the floor but cannot respond to any speakers under items from the floor um we have five speaker cards um as of right now and if time remains um we may open it up for additional speakers from the audience and so with that I will first call Arwen Funk followed by Michelle Cooper hello so when a female PV student asked you to restore her feelings of safety dignity and privacy by removing the boy from her locker room at high local high school you told her no you said she could use the private gender neutral restrooms and as I understand there are two of those on a campus with over a thousand students so that's clearly not a workable long-term situation this District needs to formulate a solution uh I I think there's kind of two main issues here one is when parents need to know and students need to know how you're going to increase the access to facilities that allow every student a right to privacy you've already conceded that feeling safe in the formerly sex segregated spaces is critical by allowing a boy to use the girl's locker room so feeling safe matters how are you going to offer an equitable solution to all students that young woman has asked you at least five times that I'm aware of to follow the principles of equity and provide her with a safe space and so far that has not happened the second issue is if you intend to continue allowing this boy and other gender diverse students in the girls room what are your official procedures to handle the situation when eventually a predator takes advantage of the total lack of protections and pretends to be allowed into that space have you put any safeguards in place yet to prevent this from happening and what are they it's your policies that removed all of the protections so what have you put in place to keep those kids safe I think you have two options maybe there's more one of them is going to be that you spend a lot of money to remodel every single bathroom on every single school campus and every single locker room on every single school campus the other is if you're considering making all the restrooms and locker rooms gender neutral I'm I caution you against this you've already conceded that this boy is in the girls locker room for safety and because of a female identification so being around boys is a problem for this person so allowing anyone to use any bathroom to make them all gender neutral basically puts you at risk of putting this person back into Harm's Way so I think that's something that should be talked about in the future and also Daniel Penny asked me to tell you that you can remove her from this item she'll be speaking at 8-1-1 I believe it is I'm Michelle Cooper I've read through hundreds of pages of emails where teachers counselors Administration and staff of this District have been communicating with Stonewall Alliance of Chico the district has tried to maintain that there's no partnership with Stonewall however these emails suggest something very different in these emails staff requests that Stonewall be contacted for anything from growing gardens to obtaining breast binders for students there is a repeated message and mostly from school counseling staff that Stonewall will be the one and only resource for kids and District staff alike one counselor from Fairview suggested that Stonewall drop off flyers for their for their LGBT teen events to the wellness office on campus so apparently Distributing this type of flyer is okay but a student who wants to hold a sign up defending her privacy in a bathroom is not I'm also trying to wrap my head around why bringing in unlicensed individuals from this social group is considered appropriate content for district-wide staff development there's absolutely no educational value to what they are presenting when teachers have to make a choice to attend a training or lose pay their choices should only include those classes that improve their ability to teach and motivate young people to learn I'm particularly concerned with the number of emails from special education teachers directors and staff regarding Stonewall our most vulnerable children rely on our special ed services to guide and protect them especially when we have non-verbal and incapacitated children utilizing these services adding Stonewall to the mix is highly inappropriate I would like to know how many parents of special ed children actually know their teachers and staff use Stonewall as a resource the fact is there's many other resources that can be utilized there are hundreds of therapists within Butte County that specialize in children and teens as well as organizations like youth for change that actually employ licensed therapists including those who specialize in LGBT issues if that's the need Chico Unified is in fact partnering with Stonewall even if there's no official contract when you invite organizations into campuses to present to staff and use them almost exclusively for referrals this creates a partnership my question to you is if a church group asks to come on campus to educate staff and offer counseling to confuse teens would they be given the same privilege as Stonewall thank you up next is Elaine Ward followed by Tom mount good evening Elaine Ward you guys are all familiar with me I have two students here at Chico Unified one going into seventh and one going into fifth um I wanted to bring to your attention I don't know how much you know about the mild mod classroom situations for special education these mild mod classrooms are basically non-existent now um you have a mod severe classroom or 100 gen Ed my son we were faced with this decision um when he was getting ready to move on to second grade um the classroom that he would be moving to would not be able to support his needs and so we began touring the one campus that had a mild mod classroom at the time before covet hit that classroom wasn't going to meet his needs either he would actually spend less time in the classroom that was what the teacher told me than what was on his IEP and I was like that's not going to work for him so I made the tough decision of going into second grade we were going to go 100 in gen Ed and he struggled some people could say it was because of covid and like all that learning situation that was going on but me as his mother I feel that was not the case he struggled with behaviors he struggled with reading comprehension he had limited supports he had teachers tell him I don't know how or tell me I don't know how to help him um and I began questioning my decision for him um but knowing I didn't really have any other options for him then we came for his triannual report and Gina Payton in expressing my concerns that I had for my son and acknowledging there's there's a piece missing for his educational puzzle and we need to figure that out she mentioned to me the co-teach program at Parkview I know I have mentioned that plenty of times I told a friend I will talk about the co-teach program and tell him blue in the face because I feel that program for my son was what he needed and he saw extreme success once we entered over at Parkview yes there were some struggles because we had to learn how to trust a whole new team but at the end of that school year his reading level had increased three reading level and he was above greeting reading level when he finished third grade and I really didn't think that was going to be something that would happen for him um and it was the dynamic due of Mrs Ford and Mrs Galley they had spent years working together through this co-teach program so my question thought to you something for you to think about is if we are removing these mild mod classrooms from our district which I know also is coming down from the state because as someone in District told a parent every kid is a gen ed kid that's not necessarily true that's good in theory but if you don't have the proper supports for these students if you don't have co-teach programs that all of your elementary school campuses there's going to be a chunk of students that are going to struggle and you're not focusing on their long-term success that's what an IEP is for to focus on a child of students long-term success we need to make sure we have proper supports and programs in place for these students that are in that gray area like my son he's not super high functioning if we're thinking linear like a lot of people do he's not super high functioning he's not super low functioning so where does he go thank you thank you good evening I um I'm hoping you can clear up some confusion and I know you can't respond but at least I could raise the question I'm I'm holding two documents in my hand and I confess I I don't know how to reconcile them one is the resolution 1600-23 which will be discussed later tonight which I think is a fine resolution to partner for the school district to partner with parents I think that's always a great goal the other document is Administrative regulation 5145.3 which we've talked a lot about over the last several months that effectively Cuts parents out of the process when their children experience gender defore dysphoria and commits the school district to a policy of not informing parents in this most important of decisions you say on the one hand that you value parental partnership and you even say that the family unit is the most important support unit for these kids yet you're saying here Sorry Charlie we're not even going to tell you I mean your kids are struggling with gender dysphoria I want to suggest what I've suggested before that you make some changes to this policy it doesn't take a lot you can continue to protect trans students but you could also Safeguard parental rights I think if you don't do this you are going to be on the wrong side of History and I think you're going to have instead of one lawsuit multiple lawsuits and frankly I think we could all agree that spending tens or hundreds of thousands of dollars to pay lawyers mortgages is not a good use of taxpayers money so I want to ask you please make some revisions to this policy deal with a lawsuit prevent future lawsuits and protect parental rights while at the same time protecting trans students thank you thank you I'll do even additional items from the floor from the audience at this time um okay we'll take one two and three and then that'll that'll be it please introduce yourself when you approach this sure it's Julie three um and thank you president um dalby for letting us come up here and speak and add some time so yeah I'm Julie three Community member and I'm here to Advocate them for the vaccine injured I'm one of them so we've spent the past two and a half years um allowing our citizens to be injected with an experimental unlicensed pharmaceutical product known as a covid-19 vaccine we've been LED astray by the CDC and the FDA and the HHS when HHS secretary Becerra came here last year March 14 2022 he colluded with a bunch of Pediatricians in Enloe and started rolling out little vaccine clinics these shots are poison it's now complete mainstream anybody can go into the rumble Channel and Google vaccine poison and a million articles will come up so what I want to offer you guys again we've got 54.6 percent of our children are chronically ill that's a fact that's a CDC number we're injecting them with 75 shots between now and 18.
