right now we only have ninth grade but we still continue having the majority of the high school as a comprehensive High School 10 11 and 12. so there's an overstaffing if you will uh to ensure that the academies are going to start as they need to and that overstaffing um will be decreasing as the academies grow so uh the first two years are the most costly because it's almost having two small schools in one um but it's going to start tapering down as soon as next year because some of the staff in in the senior grade for example can be moving um uh down to to the new ninth uh that year 10th Grade Academy but you will see a slide uh further down yeah um I raised my hand and I always forget if I'm driving or what I'm doing in these scenarios um I I just want to quickly interject I think um these last two slides for me um really highlight the importance of tracking these different things I'm I almost think we need to um create a separate line item completely for these unfunded State mandates that we're receiving because to me it's it is truly skewing our finances I mean we need to know where we need to be allocating these additional resources and on paper it's showing just like uh Mr ma said you know it's like oh you know we're doing all this investment in our instructional well not really it's actually an unfunded mandate which of course is doing great things and will eventually go away but it's not allowing us as a board to assess what initiatives are working and what aren't um and I I know how much work it goes into moving to a project-based kind of financial reporting so thank you Mr moss and to your team um but I think it's going to be really important for us to talk about what we're investing in these academies whether it's instructional support uh whether it's capital investment um and and that's including in any initiative we do so the Pre-K I think that's going to be a huge thing um and even something as simple I say simple but option 5B where where we're um changing the way our schools run there's all of these things associated with that that I think we need to capture to almost build a financial history and and um really what's happening in the district so we're not looking back and wondering like how did we have to transfer out 15 million dollars from our reserves um this is why so I just wanted to add that quick note thank you for allowing me to interject you bet no that's a good idea we could put something together storing some of the the history over the last five years and moving forward where we go forecast wise uh forecast models almost done we're get getting close uh to unleash that and that that'll be something I can't wait to tie into um one thing on on this forum you can see on the transfers down below we're only transferring three million dollars to cap reserve and also the cop fund um we're going to use a lot of the fund balance that is carrying over this year in cap reserve and I'll get to that slide down at the end but I just want we still have to show it within the general fund uh revenues and expense that yes we are transferring money again it's just not as the the amount the last two years that have been uh moved over so that helps us out in the long run and we're still going to be able to do a lot of the projects that uh we have plan to do so and boilers and those kind of things that need to be done in the buildings but we do in the next two three years need to do really look at getting a bond measure going and trying to get the community behind us and and get get some of these dollars to help the general fund not have to fix nickel and dime things that should have been done years and years and years ago so yeah um can you speak a little bit about the Central Services increase of two million dollars because I think instructional Services uh the big items right the the three million you explain the two million for instructional staff um support and um I think uh those those pieces with as dog explained with all the orders right the accreditation the reorganization and again the accreditation uh forcing us to even spend um almost almost three times uh more in substitutes that we were thinking just because of the teachers that um that that didn't come because thinking that the district was going to be closed so they uh went elsewhere so those are part of those um orders that have created such an impact on our um on our um Fund in our district But Central Services have 2.2 million dollars is very unique so it's not an extra expense really so different way of allocating this fund so if you can speak to that a little bit for for the board in in the community watching Love You So in the years past you always had an insurance Reserve fund and you would transfer two million dollars to it and then on the financial audit it showed you transferred two million but then you got 2 million back and it just skewed everything since we're not a fully funded Insurance District which I hope we never go that way I took that fund away it rolls up into the general fund anyway so I just took the expense put it within the general fund expense so that's why it looks like that is is the way it is if uh if I had left it you would have saw that we were going to transfer five million dollars instead of three million dollars in transfers so now it's just moving all of the property uh and liability and auto insurances unemployment insurance workers comp insurance we move it all under the umbrella the general fund and we manage it within the general fund instead of its separate own little fund because we can still do it in the general fund it's by its own uh program code so it's just easier and it makes it simpler and it makes it more transparent because you're not moving five million dollars over and then bring in two million dollars back when uh the audit comes and then everybody's like well you put 2 million in but then you took 2 million out and it just made no sense to me so we did got rid of that fund and we also got rid of the fee fund as well because that's the print shop and uh the warehouse and preschool and things like that well they really can't sustain themselves that well anyway so we just moved them back into the general fund put the expenses as well in the in the general fund and the revenues will go on general fund so it just cleans it up makes it easier and I think the Auditors will even be happier because that's two more funds that they don't have to worry about now it's all going to be right within the general fund and it allows us to track the expenses throughout the year and be reporting back to the board and the quarterly updates of how much it has been spent rather than basically I move it from the back pocket to the front pockets and then back again so it's just moving the money from one site to another that makes it very difficult to track but this way it's easier um to track and for the board to uh you know be monitoring the expenditures there Madam president thank you the so that on the opposite end of that is that why we see the almost three and a half uh million reduction under transfers out is that where previously lived okay thank you correct you you would have saw if we had that still in there we would have been transferring instead of three million dollars five million so yeah it just makes it look cleaner I think and and will make it a lot easier for everybody to track um as you can see fund balance down at the bottom that hear about three weeks ago I went into Dr Laurie and I'm like well we're down to 12 million dollars in schuette what and I was doing the same thing and we uh this is when we just said nope we can't be there so we gotta we gotta get I mean even with the 7 million the state took away or didn't take away from us but mandated us to spend think if we had that seven million we'd be right where we are right where we were last year even with the raises that we we have given the past two years so there's some things there that uh play in um yes we're gonna have to take some out of the fund balance this year and possibly next year until those go away and then we can build it start building a backup I hope that makes sense any questions because I know this is a very heavy slide that we're going to go in details as I've said by and you will be receiving by each one of the categories here in expenditures how each one of uh for example taking the first one 42 million dollars is being spent yeah and the differences um one question that I had that clarified for me is about the revenues the one to the third dark line uh or bullet in there there's no bullet that subtitle there uh revenues federal revenue if you see the actual for 19 20 is a little bit over 3 million then it goes to 2.8 then 21 22 3 again uh last year we received again three million dollars next year we are expected to get 8.2 these are the taxes or the monies that we get from the federal um Federal funds for the Arsenal that we have there because as Doug explained last time that is land that cannot produce any kind of Revenue with uh property taxes or anything because nothing can be built there so the federal government gives the neighboring or the districts that are impacted by that um a revenue so it fluctuates from three to 2.83 right up and down this year we're getting the the low end uh of of that I can I would not be able to tell you how the federal government calculates that uh but if you see the pattern it fluctuates between three and some change to 2.8 uh so we're expected to get this year Dr Lydia you made me think of a good question um talking about Federal money where and how is the coveted relief money uh reflected here that is in the uh grants fund and and it's coming down the next couple slides remember last week we only had like three million dollars that we had budgeted well now we're up like 17 18 million dollars back to where we were because now we're starting to get all of our Awards in and our federal programs Department they've really been going after grants uh it seems like every day we're getting hey uh you got this grant you got this grant so those are starting to pour in now and their writing grants as fast as we can get them to ride them uh we're looking for all sorts of different grants so may I ask why um why we don't have a grant Revenue line is that kind of an odd question to ask why isn't that counting to offset some of our expenditures you'll you'll see that in the grants fund when we get down there you'll see the revenues coming in and then some of the things you know that cover salaries benefits and those kind of things as well and it's this is our just our general fun we're talking about now that's my confusion I'm sorry okay thank you you're good that's a good question because that's why I said at the beginning it's almost like buckets right we receive from one run from the other um so that it it Paints the picture of if this is the salary and the monthly basis you spend it and you don't extra stuff you go to the savings account which would be the the fund balance uh but the grants are separated and I specifically asked them let's let's separate them in buckets because it creates a lot of confusion because although we say we went from almost four million 3.6 to 17 million dollars in Grants why do we see a you know a a deficit here of Aid that we still need to cover well it's because the grants are very specific to what they were written for so we cannot just use any grants to pay for any expenditures uh so so as our fund going back to your question is not here however here is the impact of not having asthma right because uh three years ago there were 71 positions that were hired using Sr funds so of course we knew they were going to end and every District knew that you know when those answer funds were ending it was going to feel like the Great Recession so those positions were moved from Sr to General causing us you know such a number of positions and things that now without s are we needed to cover here then uh that generated the second layer of the central office restructure uh to ensure that we were smart with our funds and that our funds moved closer to our students our resources uh so although you don't see DSR funds here you see the impact of not having s or any more in those eight million dollars so there are a lot of pieces that go into it and as we receive more grants like Doug said now we're being awarded all them many brands that we in our team applied for uh your uh and we'll see you know being the champion for it we're increasing uh 13 to 14 million dollars in Grants but very for a very specific use that we'll discuss in a bit hey Doug can I ask a question about the federal uh the federal revenue that we get from um for the for the Arsenal Rocky Mountain Arsenal yeah so do you know which I mean because you said as so would affect the surrounding District so that'd be Denver us 27j do you know how they would how how they how much they get on their Grant around there because I feel like as we go farther into this with those funds um they've opened up that land for Denver and 27 day to start building on and it seems like they're they're starting to get the revenue for some of that housing there and how they would not increase some of it for us because we're still probably one of the more highly affected um of that because we're dead center because Denver has started to build all that stuff behind Dick's Sporting Goods Park which used to be the Arsenal and they've built houses businesses and then you go up along 96 um out there all that used to be part of the Arsenal now that's 27j um so I'm just trying to figure out if there's something um there that we we should be getting more because they're still the one that's mainly impacted where those ones are now starting to get revenue from it I don't know if that's something we can look into or if it's something we can ask a question about no that that's something new to me um that's good to hear and I'll uh I'll do some digging and see what we can find out I thought all that federal land was untouchable and uh that's why we were getting the the impact Aid money that we were getting um to help us out but if somebody's going out there and developing within those areas we do yeah so expect money or somebody what's going on yeah everything behind Dick Sporting Goods Park needs to be the federal uh used to be the Arsenal so now that's all Denver property because that's where they built on the uh the street right across the street from the new what is it Northfield I think Northfield high school that they have for Denver public schools all those housing that used to be that used to be the Arsenal so it wasn't able to be built on and then I believe the Arsenal used to run all the way up to 104th which now it 96 to 104th is all 27j and those are all those housing developments out there that are building being built so that all of that used to be Rockman Arsenal what they did was about 10 years about 15 years ago they changed the pH level that can be built on the Arsenal so it can be higher pH levels and they started to build housing there but it's all Denver and 27j now that's getting that property tax okay no that's great to know well I'll do some leg work maybe get a hold of the county maybe even get a hold of the government and just see how all that is uh divvied out and divvied up so I'll do some check-in I I didn't know that there was any building going on being new and stuff uh I always thought impact Aid money you know was strictly just that those grounds they can't be touched and but now that you're telling me they can be I'll I'll do some leg work on them all right thank you you bet I see your hand up yes yes I I just want to clarify we can still raise our hands this way right because it makes more sense than if we just keep jumping in um I just wanted one really quickly around James Quest um Mr amador's question is um you might want to ask about the buffer land and because Adam City High School is built on the buffer land which was also the Arsenal at one point in time so there's buffer areas around the Arsenal where you can build and then there's the Arsenal area that is totally restricted from being built on and so that's where the Wildlife Refuge is that there is buffer land that went around and some of that was donated to the city and then the city donated the property that Adams City High School sits on to the school district that's kind of how that happened and I have a feeling that the new builds around are also part of the buffer land that was around the main area so I would double check and make sure that some of those questions are asked that way so my question though just to clarify when I'm looking at the fund balance is I I'd like to know on it's been a while since I I maybe I ask it all the time is um I know we have to have certain amount of reserves certain months I think of reserves um to be okay so what how many months of Reserve are we supposed to be at and are we there and is the projection from what I'm hearing if everything keeps going down um by the time that we start I mean I want I want to be proactive here is where I'm getting at and I want to be reactive that next year we're going to be looking at this and saying oh yeah for the next two years um our our reserves have gone down to the point where we won't be able to manage if we have a crisis um because we are not at however many months we have to be uh when it comes to reserves so I guess that's my question where are we and what does that look like what is that projection looking like because I know I heard you say and we've said it many times that we would love to get a bond pass but um not but but yet I should say yet I know realistically how difficult that is to get a bond test and I want to make sure that we are doing what we can now to be able to have the the dollars we need to maintain our our reserves where they need to be so that you know in God forbid another crisis situation we're not you know caught with our patents down like they say without the the funding that we need to continue operating so if you could just Enlighten us as to what that looks like so so over the uh next few years we are going to have to tighten tighten our spending and that's that may be Cuts especially if we keep losing kids um that that's that's a big driving factor into all of this is the amount of students we're we're losing and if that keeps up we're gonna have to start making the tough decisions and you know in one of the slides last week you know I said we're gonna have to start having those tough discussions with the board and saying you know if if we keep losing the kids the way we're losing them right now we're we're gonna have to it's gonna be Cuts but it's going to be people in programs and back to the old day of well maybe you only have one PE class and maybe you only have one art teacher and that's it and they service the whole District you know I know it hadn't been that bad here but I I've seen it where it comes out to that um right now fund balance wise if we can stay around the 18 to 15 million dollar range that's going to cover expenses for two three four months um you know hopefully God willing that'll never happen um but as long as we can watch our spending and that's something we're going to bring up to principals and directors and Chiefs and everybody who's managing things we're not just going to go out and start spending money like like they have the past couple years um I'm putting into place this coming year POS have been just the principal approves the purchase and it's approved and P cards you know I loved when I got here I'd love to almost basically get rid of all the P cards and because that's that's an open mic for anybody to just go out and buy something and we don't know it until we get the receipt and the invoices so I'm going to implement something where we're going back to more POS principals are going to need to approve a PO then it'll go to the chief of that department and then that department once once they approve it it'll come directly to me and then I will make the final decision whether or not they need something or not I I don't want to micromanage per se because I don't believe in that but we do really need to watch our spending um this year alone we spent over uh we spent a lot of money on just food and it wasn't just you know departments it was schools they were just spending money and spending money on food and I was like what are you guys having a pizza party every week or what's going on here so we we are looking in into some some of those kind of things uh we're looking at overtime um we spent a lot of money on overtime this year and we're starting approval processes now in fact we've started it now because we pulled I wanted to see how much are we spending in overtime each year well it was substantial enough for me to say Dr Lauria we need to stop this and uh I mean there were some staff members getting 18 19 000 extra this year and I'm wondering why that person was even allowed to get overtime in the first place when for for the position they were in so we are implementing things as we find them um I don't know how long this has been going on but uh as we're like Dr Laurie said pilling the onion here we're finding more and more and more things that we can adjust and make better and and generate more dollars for our students rather than uh not good spending habits and practices so we're looking into all that and uh but I I think find balance wise we are in good shape right now um absolutely I like the monitor it monthly I really do and uh the last I'm one that hates to see any fund balance go down but with when we're having to spend seven million dollars a year right now that's that's taken some of our fund balance every year right and you guys and you guys have seen that the last four years and thank God it I don't want to say this badly but covet hit well you can look at the year 20 21 you only spent 60 million dollars well then the next year you jump up because oh we cashed all that in put it in fund balance but really you didn't you just moved everybody over to the uh Esser funds right well now the Lesser funds are going away and guess what now we're having to catch back up because of some things that they did two or three years ago that are affecting us now right and director Sylvia slide number five um spells out that the board policy requires for the fund balance to be five percent of the um no no less than five percent of the general fund expenditures so if we're spending eight million that would be uh no less than uh five percent of the 80 million in expenditures and the tables three percent is that correct doc so it will be the three from board policy for General funds expenditures plus uh the table that by law we have to to reserve in our fund balance so that would be a total of approximately eight to yeah eight uh eight percent of the expenditures uh and if you round up uh being at um 80 million dollars in expenditures which is a little less but if you round it up um that will make it [Music] um you know less than five million dollars in the General in in the um pandang and and I saw that I think my question is more towards the months I I want to correlate the amount the percentage amount with actual numbers so what those mean um to you know something more understandable than the percentages and so it makes sense that um we have a certain amount of months that we can operate with just that um and to me that that's where that's where we want to be uh proactive and realize that as long as we keep a certain amount in there to cover us for that amount of time um we should be good right and so to me that's that's the importance so yes I I did see the the percentages as you guys know I'm I I guess I'm percentage uh not as percentage Savvy as many other people because I like to see the full numbers and to see the full picture of what that means so um that would be about eight million dollars that we need to have in our fund balance no less than that going less than eight million dollars will be too risky um we'll be able to cover by Statute what we need to have set aside by for Tabor but not for the policy the board policy right so eight to ten million dollars I would say it's um is as a minimum that we what we want to see there we also do not want to or we need to keep in mind that if we are considering going back to the voters for a bonds or additional you know Mill Levy to pay salaries for teachers if we think of bond and meal Levy Mill Levy being uh we can use that money and things are not tangible meaning salaries or benefits you know things for teachers whereas bonds specifically for the buildings if we want to go back to the voters for any of those two if we have a fund balance that is you know three four times you know what we the policy says you know the normal answer could be like you're saving money what you want some more right so we want to use it um in four years our buildings have not been uh taken care of we spoke about this uh the facilities three years ago called for 100 I mean 130 million dollars to fix all the buildings this was three years ago now it could be three times as much because of the inflation so um so we know we have agent buildings that have not been maintained so we have been in a reactive mode for a long time um but but you know in the next few years we really need to try to get in front of that wagon and and become a little bit more proactive in fixing and maintaining even boilers and waiting for them to you know break and and then we have to purchase new ones well and on top of all of that I think um I just want to ensure and I think we we've tried to set the the board and in support of that manner is we still are very aware and respective of the climate and culture of the schools because when we started talking about taking away art and um extracurriculars and um well on paper and in practice moving to a PO system makes sense but when I have conversations with students and it's you know we can't even get roses for a fundraiser that we're doing for student council because we have to plan six months in advance and I just want to make sure we're we're balancing the two um and and we don't take away from our our students and our families before we get to that that Dire Straits points yes yes totally agree and that's what uh we're doing uh that we started that exercise with the restructure of central office right it's not necessarily uh it's it's been very um strategic and smart and when and where we're spending funds and making making sure they're closer to the students so that that will be the the number one Focus as we continue um this process in the next couple of years any further questions yes I have one last one um is did I miss it or do do we no longer have a line item for Capital like I thought we had some Capital dollars um left or do we not have any you have Capital dollars it's in the capital reserve fund that'll be down that's the two or three million dollars that uh we are transferring to a different fund to help with capital dollars and we still do have the bond fund but that's to pay off the old Bonds on the high school and all stuff and those type of things so that that's pretty much most of the capital dollars you have to fix up buildings and stuff for this coming next year okay thank you I think um Maria's had where where mine her head went where my head went I thought this was like our overall summary of all the funds so that might be helpful to talk about um in our next meeting as well and maybe we'll get to it but we're starting off with the general plan life my head when said the overall and so I'm like sorry the next lights are easier because this is the big picture and I said this is the heavy one so uh but these are good questions because it helps us frame our thinking now going into the small portions yeah is definitely if no further questions let's move to the next slide please so this is the revenue one you guys saw this last week it hasn't changed at all I wish it did I wish it went up a bunch more but it didn't uh so let's go to the next slide please this is based on expenditures now that's changed um I didn't have a chance to change it today yet because I was about 10 minutes till the meeting started to even get this done to where it's at so and I had a lot of help today I mean kudos to Nathan and and Mario and for putting their stuff in and and helping out and uh I appreciated them with them trying to do that as I was still going in and taking money out of this account now to this account now to this account so it's been a team day I'll tell you that all week it's been a team day so um this kind of just breaks down and these numbers will change with what we've uh made changes to now uh to date so as you can see expenditures what five days ago was 86 million we're down to 84.

you got 151 units this is still a net gain of 113 units over what we have currently so I think it's uh it's good meaningful uh Place making uh I think it's very challenging to have a development not feel like it's turned its back on something right what's what's the front what's the back I think it does a very good job of kind of really having all dimensions of this feel a pretty welcoming so um overall matches with the sustainability element improves the built environment and increases sustainability especially on a life cycle assessment basis meets the intent of the current land plan even though it's 2009.

436 dollars so I'll cover that a little more when we talk about your m l budget and what I talked to the doctor sotero about utilizing that money for the last bullet their District additional assistance increase um that is uh and this legislation has also increased it was a three-year initiative at the the legislation has kind of honored and it's about 20 million for three years we're on year two of that and so that 20 million Statewide uh equals 5500 for Auto in terms of ongoing increases to that Capital fund um the state legislation has realized that they're really understanding districts in terms of capital um if you recall from previous years there's there's been several cuts to the district additional assistance fund I wasn't just until two years ago that this was fully restored to um 2008 2009 level funding so these increases are really needed um and if you ask me I mean there should be more there and there is legislation or there is a capital lawsuit in place in which several districts are a part of yo indicating that the state has underfunded districts in terms of providing enough Capital to maintain and sustain their buildings and their facilities so um that's that's kind of on the tail end you know at that legislation or that um lawsuit probably won't be settled anytime soon but um this increase stems from that kind of understanding that Capital has been underfunded for multiple years just you know that's the lawsuit that Dr Dooley was involved with okay coming down to uh your physical 24 ml budget so I kind of broke it down um a little bit I didn't want to go into too much detail but um if the budget forms are attached if you want to dive dive deep into the details but at a high level this is kind of what your budget uh for mno looks like for fiscal 24.

and we'll proceed with roll call Richard Brown Stephen Castro president here Edward palwa present Vanessa Jones present Donnie Lou absent Hector Miranda Terry madhuras absent bam Perdomo present Karen rugley present Lori Ray president thank you if I could just remind everyone that we have to pull the mic directly directly directly in front of us before we start speaking um we'll move on to 3.1 public comment do we have any public comment on agenda and non-agenda items yes we do and we have Mickey Carpenter at the podium good evening Surplus properties committee members my name is Mickey Carpenter I'm director of Community Resources for the city of Azusa and the divisions that my department oversees are the divisions of recreation Senior Services family services and transportation and we are just really grateful and proud of our relationship that we have with Azusa Unified School District it shows through the many projects that we partner on including the summer activities including day camp and swim and we are very grateful that for that relationship and the sponsorship that ausd provides in addition to the summer nutrition program thank you very much for that I wanted to share a little bit about what's going on in the city when it comes to my department because I think there's a lot of potential alignment with some of the conversations that I've been hearing with regard to Surplus properties committee as well as to the school board and um just thought I would make a few comments here tonight so I'm also coming at this from my background which is also rooted in healthcare public health and in education um that's sort of the lens that I look through as I develop and we continue to reorganize Our Community Resources Department um and what I'm seeing is that there's a lot of alignment particularly with your community schools initiative and we have known that from the beginning because we have an initiative that's called all in for Azusa and that is a cross-sector collaborative of groups all over that actually all over the region really that serve Azusa coming together to provide greater programs and services for the community without necessarily creating new programs and services we are helping to leverage the existing Partnerships so that we can do more for our residents here all in for Azusa has been in existence for about three and a half years and there are many pilot projects and working groups that we have going including things like Workforce Development a senior network of Care Community engagement and diversity but one of the ones that has probably developed the most is Our Youth and Family Center and that's only been in existence about 10 months but because of the Partnerships we've developed over the last few years we were able to do everything that you see in your brochure in front of you so this is just an example of some of the things that we're doing at the Youth and Family Center over the summer and so I encourage you to take a look at that some of our partners include of course ausd Azusa Pacific University several departments at Apu also with other non-profit groups including the YMCA the YWCA we also have the boys and girls club that are offering programs this summer and so you'll see that there's a wide variety of activities from Fitness to health Recreation to arts and crafts Rubik's Cube classes stem programming and and much more including music and art and the other and additional activities so please take a look at that and think of us as you consider the uses of some of the the properties that you're looking at I know I've heard things like Community Center that kind of thing the goal of Our Youth and Family Center is not for these services to to just stay in its current location we want it to be spread throughout the community and in every corner resistance so thank you for your time tonight thank you Mickey do we have any other public comment no other public comment we will move on to agenda item 4.0 approval of the minutes can I get a motion for approval of the minutes a motion to approve the minute you Karen rugley moved just remember to say our names after emotions please your bike's not on it's even Castro second again um all in favor hi hi I'll opposed any discussion the motion has passed item 5.0 discussion and review 5.1 review revised draft of committee report and discussion of structure content and drafting so um in advance of the meeting tonight I sent a draft of the report to each of the committee members by email with some changes that I had made from the prior um from the prior meeting based based on you know comments discussion and requests um for for that report it's also in in the binders in the handouts that are in each of your binders um and I think this item will really be the focus of our meeting tonight but the goal is to you know just kind of review in detail and give us some additional time to to talk through the content the findings and the recommendations I know when we when we left our last meeting there was um there was some more conversation to be had the committee felt like we needed another meeting to really have additional discussion about how to formulate the findings and recommendations um so we can you know certainly walk through the report um and then you know we can facilitate additional discussion on the content um and I can highlight some of the changes that I've made from from our last discussion um to to try to encapsulate what we discussed um at the last meeting um so just to review um the the format of the report we have the cover page we have the executive summary that talks about um kind of the way that this uh that this committee was formulated it lists out all of the members um we explain uh the particulars from the Education Code about the duties and responsibilities of the committee um then we list out the properties at issue and we have the date um on which the Board of Education asks for those properties to be reviewed by the Surplus property committee um I've listed out the dates that we've met here and then I'll continue to do those as we have a meeting in July and August as well potentially just so it's clear you know exactly the dates that the committee met to do its work um then I explain um in this this next paragraph we talk about all of the data and information that was presented to the committee as a part of their review um this is here based on feedback that I've received from prior committees where they uh were very insistent on it wanting to be clear you know what they looked at and what they were presented with in in um in order to come to the findings and recommendations that they are making within the report um so here we we talk about um um we talk about how the committee um was provided with enrollment information and other data as well as options for current and possible future uses of the properties that the committee received a presentation from dcg strategies about a feasibility analysis for each of the properties as well as the uh the plotted facilities map and the estimated facilities upgrade cost chart that we looked at and I believe uh the last meeting on May 17th um and then also that at each meeting we've been bringing back um some feedback from District staff in the Board of Education about the district's needs and goals from there we move into the committee's findings and then into the committee's recommendations which I think is where the majority of our discussion will be tonight in in you know trying to further uh further revise and um and specify you know exactly what the committee wants to communicate to the board in its recommendation um so I'll start I think by I can read out each of the committee's findings as I have them listed here and then feel free to jump in and um you know let me know if you'd like to discuss more about the particulars of those findings if you if there's a particular word I've used that you don't like and you would like to replace again you know this is the committee's report I'm just really here to facilitate the drafting um so the committee's findings uh the first we have specified is that the committee finds that the properties are not necessary to house existing District student enrollment or for ongoing core instructional needs of the district the second is that the committee finds that many of the properties will have the potential to generate one-time or ongoing Revenue to help pay for other District priorities the third is that the committee finds that due to the number and location of properties they provide the opportunity for facilitation of district and Community benefit uses and the fourth finding is that based upon the committee's review of this information and after studying the real property owned by the district at issue uh the committee came to the following recommendations um and this is where we have our our chart that lists out um each of the locations the addresses of the property and then a property designation and I know um when we talked about this chart at the last meeting um we weren't happy with the heading on the second set or the second row um and so I've changed it to uh to property designation because this is where ideally we would list whether the site is Surplus to District needs or not Surplus um and then for each of the of the six sites I have them listed as Surplus based on feedback from the last meeting where um I think there were several members that expressed that there really wasn't concern about them being Surplus they felt very you know very very comfortable that that was the label that we wanted to give to each of the sites um so I'll pause there based on those you know on those four recommendations or those four findings rather what does the committee think how do we feel about those I apologize for not being here last time um but can you just go over what this means as far as the Surplus what it the Surplus and not Surplus to the district so I can get a good gauge on that sure sure so um so the designation of a property as Surplus or not Surplus really is kind of the the core responsibility of the committee right that's what what's what we're here to decide is are these properties Surplus to the poor educational needs of the district um usually what I'll say about you know uh what does it mean to be Surplus it means that um the district doesn't currently need those sites to house enrolled students um right to um to you know build additional you know programs or classrooms because of overcrowding at sites for example um what it doesn't mean is that that the committee is saying to the board that we don't want to have any additional you know District uses of those sites the um to say that differently the uh the committee can find a property to be Surplus and then still have a recommendation that it be used for athletic programs or you know a community center or um to even you know like re-house existing District programs that want a little bit extra space or want to be in a different location um so really just means at its core that that site is not needed to to house you know current enrollment of District students and the designation of surplus gives the the district and the board the ability to start to make additional inquiries into what they want to do with that property right so um you know you have the ability to think about doing a lease of that site for various uses or you know sale of the property if that's where it goes but also you know think about um you know Community use or like shared use benefit um for the site pardon me I have a question sure proceed I have a question on procedure okay um I have some suggestions for use of surplus property okay would that be better served to make those suggestions at a school board meeting or in this committee I think that would definitely this would definitely be an appropriate forum for you know for those suggestions um and that's that's kind of kind of a part of what we can work into the recommendations for example where we get into more detail about uh potential use of the site as a community center or for extra parking and Athletics um so yes feel free to to share your ideas Sarah for me but to your point that would be in the next section so when we start looking at that section that's when we can have that conversation right now we're looking at the findings and then the the designations of the properties correct right right that's true that's true all right thank you so any concerns about the findings that I just read through or you know disagreement about the way that they are phrased or additional detail that you want to provide in the recommendation I do have one question in finding number four you say and after studying the real property owned by the district at issue can you tell me why you have the word real in there please yes yes um so from a legal perspective when we talk about real property it means the land itself um and that is just kind of a a way to help designate that we're not talking about um you know fixtures necessarily I mean the buildings that are attached you know to the land obviously that's you know a part of our consideration um but it's it's kind of a a technical like a legal way for me to designate we are talking about you know land that you know uh particular Parcels that have been a part of the conversation thank you just give everyone a minute to read through those and absorb there's no rush this one perfectly so on findings number one yes we said to house existing right District student enrollment yeah um I'm sorry I was not here on the first meeting uh did we discuss future enrollment as well like the immediate strategic plan that the existing uh school will be able to handle incoming uh or whatever increase in enrollment yeah yeah that's a great question so we did we looked at some enrollment numbers um and some rough projections about what we think enrollment will look like in future years um and it showed uh there's a chart I'm visual so I'm thinking of the chart that we saw in the presentation that kind of showed you know the anticipated enrollment over time and then it showed the space available in the facilities and there was a very large gap I think is the best way that I can explain even after considering um you know kind of our our expectations for the future and I'll just say you know those those those are just projections right like based on an expert demographer right that has that has that has looked and um has you know used their best guess at what we think student enrollment will look like um but but based on those numbers the result was that there there's going to be an increasing Gap in the the number of facilities that we have and the number of students that we need to house thank you I can also add even with our current facilities that we currently have projected to be open for next fiscal year none of our campuses will be at 100 capacity so I was I was going to add actually I think that's a good point about the language um to the extent that it you know that it specifies that the that the committee has only looked at existing enrollment I could I could add some additional words that you know make it clear that um that the committee has found that you know the properties are not necessary to house existing or projected I think that's a good station thank you and I think if I can add you you alluded it to uh to it Sarah uh but just to to be clear uh the projections are not just staff projections but they're demographer projections as well so maybe it would be wise to add something um in that sent in that finding about that it was an expert demographer who actually consulted with us that it wasn't just our findings that based on consultations that that's why we came to that conclusion yes certainly certainly happy to add another sentence that makes that clear okay great we have one more comment on that so sure if for some reason Medusa all of a sudden became the home of new generations of people and we needed more schools uh there's no land available we're just so I was going to uh suggest that we were consider reserving one of those emerges growing and I think that's that's something that that has been captured and what I've been hearing from a lot of the committee's discussion is you know uncertainty about um disposing of properties right so so this this first step where we call a property Surplus or not Surplus certainly does not speak to whether it will no longer be owned by the district right you know the school district can still maintain ownership of the of the property after it's called Surplus um you know we could you know you could do like a long term or short-term lease right to use it to make Revenue but still you know still very much be the the owner of that property and transition use um but but I certainly take your comment and I think you know hopefully that is that that is also kind of reflected in the recommendation that you know the committee is not saying sell every parcel I think it's captured in I know we're going to get to that section after this but it I think it's captured in bullet number two well there was a one more point there was a discussion about having a place for keeping a place for um an alternate High School you talked about that mm-hmm and um should that be part of this recommendation yes and I think when we get to the next section because the for this part right right here are the findings and then when we when we get to the next part of the report that's exactly where we'll talk about that okay because I have that and one more thing okay excellent I will come back to you don't worry I will get all of your comments on our next section um okay so so some great some great changes and edits to the first finding anyone else have additional thoughts about findings two three and four or if you're feeling really comfortable with them feel free to express that to me and we can we can move through them I I will have a honor on point two where it says where other districts priorities at the end reminder priorities being physical improvements and not necessarily educational or academic well yes so I think what you're speaking to is the restrictions on on the uses of Revenue that that comes from Surplus property so so the distinction that I'll make there and and the reason I wasn't super specific with my language is because um there there are particular restrictions if you do a lease with an option to purchase or a sale so those those two types of like dispositions of property are subject to to restrictions on on use of the revenue where it can only be used for in general facilities improvements it can't you know it goes into a separate facilities fund and not just into the general fund for those uses now a straight lease of the property with no you know potential for sale that that money does not have those same restrictions so there is there is some flexibility um and I'm I'm certainly happy to further you know Wordsmith that to be to be more specific um my general idea was you know I think part of the conversation we've been having um as the committee was this you know kind of excitement about the potential Revenue that can be generated by these sites through through various options and I didn't want to you know be be too specific because I know we've talked about lots of different potential uses lease sale you know joint joint use and I think all of those are still very much on the table it was really emphasizing that the you know the committee wants to you know convey to the board that you know generation of revenue from these assets would would be a great option in in whatever form people have interest you know to make use of them okay thank you and I say that kind of saying that for everybody and people listening to as a reminder that um the sale of a property isn't going to maybe bring in new programs or something like that because there are those restrictions and so that wording in there coming in at it blind just to understand that part that yeah no that's that's very helpful I appreciate you making that distinction I mean we could we could be more specific I'm trying to think of what more I could say there we could say um the committee finds that many of the properties will have the potential to generate one-time or ongoing ongoing Revenue to help pay for um for facilities improvements and other limited District priorities to kind of you know uh kind of hit home that most most of the revenue will have restrictions to be used for facility improvements some small portion could go to other priorities what do we think about that suggestion when we make a suggestion like that where um are we assuming that the board as the the deciding body ultimately will know all of those restrictions because I think if we're if the board already knows what the restrictions are I see no need in having to clarify it further because we're ultimately leaving it in their hands and they're the ones who are elected officials to know what the restrictions are um so I have no problem with keeping it generalized I think I think to answer your question it's fair to say that that the board will know or will have the opportunity like I'm I'm more than happy to advise I know staff will will also make it clear that you know when they're asking questions about the various options for disposition we'll say you know here are some of the limitations on that any any other thoughts about specificity versus wanting to keep it wanting to keep it General how do we how do we feel about that this report goes to other people I think you guys that it does well it does yeah who are those other people that this report goes to so um it goes to uh to several other state agencies in uh depending on the process that the board decides for a particular property so um the first one that I'm thinking of for example is if the district decides that it does want to um uh sell a property or lease it for a very long term um there there is a set of like priority offers that the district has to make to certain entities and um there's a process by which the district can avoid having to make offers to certain affordable housing agencies so the way that the law is currently drafted is it it kind of has this uh this restriction and it says if you're going to uh to open it up for those uses then you first have to offer to these people um if the board decided you know there's some other use that we'd like to make of that property that's different from affordable housing there's an exception where we can submit this to the California Department of Housing and Community Development and they will actually just because you have all convened here as a 7-Eleven they can give the district an exemption to that rule they will look at the uh the report of the committee to make a determination that you all met as a 7-Eleven um so that's that's the first place where this will go um the second is that if the district decides to sell any any of the parcels um there's a pretty strict process within the code about how that sale has to happen so they'll um you know like put out and an invite and all the potential people that have interest will have to come to a board meeting and they kind of have this like live auction um style sale that doesn't tend to be the most advantageous for the district because it doesn't let us negotiate with with various interested parties on anything more than just price right the law says that we have to pick the highest price um and so there's a there's a process I've talked about really briefly before the committee where we we can submit a waiver to the California Department of Ed the State Board um and they can allow the district to do a more flexible process of accepting rfps and negotiating with interested parties based on factors other than just price like uh for example like Community benefit right so if you say there's someone that's interested in buying the property for a use and they're not the highest price but maybe they have a really great use that the board really likes for the site um using the process of the waiver lets them consider those offers and this will be provided as the packet of as one of many one of many documents that would go to CDE as a part of that process so so short answer to your question is yes those are the those are the two examples of places where I can see this going to be reviewed by by other public agencies in in as a as a part of the Surplus property process I do have a question um sure so also the public can it's open to the public to view correct uh the report yes it is so it is as a kind of as a part of these meetings right like anyone can you know can come and provide comment um at our next meeting we'll have a public hearing that is that is all about this report right so that so our final version of the report will be uh will be made available with the agenda and um embedded within our public meeting will have a public hearing where we allow folks from the community to come and speak to the content of the report so yes it is certainly open to the to the the public to provide feedback and those are those are like usually the Forum in which they can they can come and speak to it because in that case I think being more specific would help because you know the board might know and and the other agencies that you're going to send it to but maybe the public you know clarify it for them sure sure yeah that's a thought how do how do others feel about the specificity versus being a little bit more non-specific I would like to identify what I believe we should I can't speak for everyone but for me I want to advocate for housing okay low income housing housing provided by non-profits profit non-profits should have the first track okay yeah yeah and however whatever it takes to get that done that's what I would like first okay I don't know if anybody else cares I sure and and just you know just so you know to that point um if the district decides to do a long-term lease or a sale of the property there you know there is a structure within the code that requires that we make offers to non-profit so there's there's there's one for uh for housing for housing entities actually not just non-profit it can be for uh for like for uh for-profit developers that do affordable housing but there are separate ones that we can't waive out of we can't get rid of we're stuck with them we have to to um to uh to non-profits and to other public agencies so those those will always be there there's those that will always be a part of our process well I misunderstood I but I heard you say that the way the rules a small subset a small subset of them yeah they're so they're they're kind of three three offers that we have to make and um the the small subset that goes to certain um affordable housing agencies is the one that can be waived we still have to make offers to uh to all non-profits though right so if they so I mean they could still in theory make an offer through their through their non-profit status or as a public agency and the decision to to you know to to um be exempt from any of those offers that would be that would be the the board's purview right that's not something that I'm I'm necessarily like asking the committee to to make a decision about but but we can certainly Express um you know for example what I'm hearing from you is a recommendation that you you would like to see some of the sites potentially used for that purpose and that we can definitely Express I'm greedy I want it all question yes what is on the non-profits we're not only talking about housing or what what could be other non-profits um so the way that it's designated from a legal perspective is is any any non-profit entity that is uh like organized within a um a certain section of the tax code so it's it's open it's it could be any any educational uses yeah yeah as long as they are um you know properly like organized in that way and they're cited to in the code section they you know they would have a priority to the the property and that's again if the board decides to sell or lease long term right but just if I'm not mistaken even though there's a non-profit uh let's say that builds hospitals yes they can be interested in the property but the the roadblock or what we we have heard is that all six of these properties right now when when having conversations with the three entities are zoned for housing that's right right so so a non-profit Hospital may want the property but the city and or entity is not going to Grant the Zoning for them to build a hospital because the zoning right now housing is King right right that's a good point so so um so what I was speaking to is this kind of strict process in the Education Code about what a district has to do to kind of offer up the property to these various like priority entities out outside of that um and very much to the point of the superintendent um whether or not those parties can use the property for their intended use is is going to depend on the zoning of the site and and whether the the city um and or the county depending on the location gives them the ability to rezone the site so in essence whatever's left to just from what I'm reading I'm going a little bit ahead of myself but um the the Board of Education had they're going to decide what properties to use for let's say community schools and all that and what's left um if it's housing first per se which zone for housing then like uh superintendent Ortega had said yeah we get it so if what would be the Zoning for a non-profit let's say for Education what would that zoning be so so there um maybe certain uses by a fit that fits into the existing zoning right so we have zoning by right which I which I think is how it was referred to by dcg um in that you know the the city and or the county isn't going to mess with how the site is currently zoned right so so if your use fits into the existing zoning then you're safe right whether it's the district doing it or another entity that's that's making that use of the site um and it's if it's an you know non-profit educational entity they probably would fit within the existing zoning designation um but if you have a you know even a non-profit hospital or organization that is going to be coming in to you know to to build a hospital building that that likely wouldn't fit within some of the zoning designations and then that's all going to depend on the discretion of those public agencies and what they want that property to be used for and what they're willing to approve and what we're hearing from dcg is that they've expressed kind of off the record that housing housing housing housing is the only option well as impassioned as I am about housing I am also very concerned about the how do I want to say this without getting overly worry when I came up through the school system the the use of the high school in particular was to train people for an occupation we took we took we had classes available for typewriting shorthand I took wood shop an electrical shop I learned the very basics of how to use a few tools so it would seem to me that we should be returning to Our Roots there's all these Highly Educated people that can't find jobs because of the emphasis on college education over the last 50 years and it's run its course there's a shortage of animal mechanic there's a shortage of Highly skilled cabinet makers so the thank you I think you'd be happy to know that we have an auto shop uh at the high school where students can actually uh complete a pathway we have um we have a a partner ship with Citrus that they can matriculate into those programs you know they have that the Toyota um and so we do have an auto shop a course built with its own garage and tools and so um not only just auto mechanics but also going into the future thinking about solar and electrical as well well right now if I want a specialized education in computer science it's readily available but everybody can't be a computer technician you know we just kind of got waited but going back and examining some of these areas maybe there's some real use for an educational facility to do each other trade so I'll go ahead and add that those are recommendations that we can we can work on in the part when we get to recommend foundations we were on a number two and the district priorities that wording specificity and generalization and because to me this is going to be put out the public and maybe I don't know if I'll just take a vote on that we keep it how it is so I need a little guidance from you Sarah um but I don't have exact wording on that number two because I'm now just going to go in order um that District priorities based on the limitations of law from the Board of Education something in there about making sure that the public knows that it can't go to a trade program even if we wanted it to some you know just so that that understanding is there yeah yeah so so we don't need to take a vote because it's not it um it's not designated as an action item per se but I'm certainly looking for kind of a consensus right if I'm if I'm hearing we want you know specificity from three or four of you then I think that that seems to be you know the uh the committee speaking as opposed to individuals um so so that was part of me saying what is what does everyone think about specificity versus you know keeping it more General because once I kind of start to hear a consensus then I'm feeling like the committee is speaking and I can you know I can start to add more more um more language or different language um so what I'm hearing is that there's there's a potential recommendation that we add some additional um language to the second finding that that speaks to the fact that um we we just we put some more some more like modifiers on priorities right we we make it clear that there there are some you know some limitations on the expenditure can I ask a follow-up question sure um will uh in in reference to this report and whatever is made public and whenever we have to send things to people will they also receive the copy of the dcg like report that we had which like labeled all of the zoning essentially if we're going to be more specific will it also be included what properties are currently zoned for so that when board and everyone else is making a decision about what to do will they also receive all of the additional items that we have which have helped us make those those um certain decisions so so certainly the board will have all of that information and like we talked about before they'll have even more information that we can't share with you right in this forum um but uh I can't say that every time that this report gets shared with another public agency that they're going to get all of the backup that you've seen but uh to your point the yes the the board has all of that information already and and we will continue to make sure they have all the contacts that they that they need to to see kind of how you came to this this you know set of recommendations so they will know the zoning of the sites I don't necessarily have a problem with changing it um so then another follow-up question when we have a public hearing I know by reading that if somebody hears that they're going to think and or um are dreaming as we've talked in at you know meetings um just if if the public comment usually comment only not a discussion like this so if somewhere they understand or the general Public's not always going to listen to these uh meetings understands that and obviously I assume more allowed to say that when we talk out in the community by the way yes I was on the committee and this is what or to um Facebook is you know has conversations and other community organizations have um comments you know that about that so I don't necessarily need it but James because I get it and the person the people who you know the board is gonna get it but just as long as in the public understand so I'm going to State it now that there are limitations on where that Revenue and yeah yeah I think that that's wise I wonder if we even add uh like a sub bullet or a sub number that says um you know based on uh District priorities or these some of the fine some of the sales the properties um can only be used in certain ways you know for more information see the district or something like that if there's another way because I think that that's really smart to keep in mind those who haven't been a part of this process and obviously we have much more resource and the school board has even more but the public doesn't if they're not watching these things so I think providing something for them would be helpful is to be aware of the limitations of what that spending looks like yeah so what I'm thinking pulling all that together is um I could add some additional language onto this sentence that just says um to help pay for other District priorities in accordance with um established uh like legal restrictions on use of Revenue and that makes it clear you know it's as in four priorities as they're allowed um or you can put note the reference of the education yeah just do a footnote I mean the sentence you said is good you then could have put note saying TDE uh blah blah blah say restricted funds are you know wherever we're coming from Legally okay so that's getting really specific which I'm certainly happy to do but that's but that's definitely it's definitely getting really specific how are we feeling about that we want to footnote with the Education Code site is it a lot it's not no no it's not long it's not long at all I mean certainly you know it could be footnoted it's just it is getting very specific right we're like pointing them to one one or two sections of the code that have those limitations I personally would stray away from that if we don't have control over what those codes cite at any given time if we're not the the governing body over what those could say if their state of um State education codes that could change at any moment and so I think it would be wise to just leave it generalized to the State Board of Education or however we would want it worded that's fine Sarah yes just adding a comma after priorities and say subject certain legal limitations then say for example they can add a general example yeah okay so when you're so when you're when you're thinking that that like for example Clause you're thinking like first I would say for example um restrictions on use of the revenue from sale of surplus property or is that is that not a specific were you thinking like more of a specific example I didn't have okay okay because um so when I think about the restrictions right I think about um restriction on sale and sale with with an option or at least with an option to purchase and then um and then straight lease doesn't have those same restrictions I think that's really really the Restriction that we're thinking of right is um is the sale the sale option so I guess I guess my question is still similar to the last do we want to get that specific by by giving them an example or do we do we like this just kind of additional like modifier that says in accordance with all the applicable uh like legal restrictions on Revenue I think if the general public cared as that much they would look up themselves what the legal restrictions on the public Revenue would be okay so I would vote to I my recommendation would be to keep it um more on the the generalized addendum that you had okay I'm seeing five nodding heads which is definitely a consensus so we're gonna go with that for now um okay so let's go to let's go to recommendation three or uh I'm sorry finding three um the committee finds that due to the number and location of properties they provide the opportunity for a facilitation of district and Community benefit uses any thoughts there my goal there was to kind of encapsulate this this discussion about there are six properties that the uh the committee has been asked to um to review and that because there are so many opportunities that there there is great um you know great potential for a district or Community benefit use on on at least you know some of those sites so we have the uh the the the prior bullet about potential use for revenue and then the next bullet that kind of speaks to but also you know Community uses would be great okay um so moving on to finding four this is where we list we list the six sites and we designate them all as Surplus any concerns thoughts discussion on that finding okay not seeing any we'll we'll move on to the recommendations which I know we are excited to get to um okay so I'm going to read through the recommendations one through six just to get our get our juices flowing and get us um thinking about these um so the first recommendation is the properties should be declared Surplus to the educational needs of the district that one's kind of a repeat of of the finding the second is uh the committee recommends that the board explore use of at least two of the properties for the following types of community benefit uses and I list out a community center Conference Center or Student Services Center kind of all in a single bullet extra parking Athletics and recreational space um additional room for Central um for expansion of a central kitchen and then finally reorganization of existing student programs so I kept some of those kind of broad right to to try and encapsulate all of the potential uh community and District benefit uses so you know for example the uh the reorganization of existing student programs that could speak to additional you know like Hands-On learning opportunities for example um it could speak to um you know some some programs that maybe are at an existing site and we want to move them and expand their their their space to one of the Surplus sites um I know we had we had discussion about the central kitchen space we talked about it kind of at length at the last meeting so I do have that that that um that idea listed here and then also extra parking Athletics and recreational space we talked about this a little um at the last meeting and there was also some feedback from the board about that being a potential interest in in wanting to use one of the sites at least one of the sites for those potential uses and then finally our kind of this ongoing idea of the community student student services and Conference Center um so my goal there is to kind of list out all of the all of the creative options that we have or at least give them you know some categories any anything you think we I haven't encapsulated there that you would you would like to add as far as ideas and I go backwards to point one sure we had added in the previous findings something to the effect of a declared Surplus to the current and anticipated future educational needs to the district should we replicate that exact wording in that point one as well I'm open to that yes sorry I didn't speak into my microphone yes I'm certainly open to that option also on that point one yes um the recommendation is very general educational needs that can also be uh you know the community center so may we use the exact for instructional needs meaning it's the classroom because other properties can be used for educational needs but not necessarily the classroom right so we were talking Surplus for the core instructional needs of the business okay okay great I can I can make those changes foreign about the listing of the particular potential Community benefit uses I know that's where we we focused a lot of our discussion the past couple meetings I just want to make sure um I know some of the feedback also from the board at our last meeting was you know we would like to see some creative options so that was my goal here was try to try to make sure that we've you know we've listed for them in the in the report some of those you know some of those options I don't have a comment I have a question sure on the committee findings number one that we just talked about right now yes what we're saying is that this committee has found that the six properties are not necessary to house student enrollment or future enrollment for ongoing instructional needs a core instructional need and so I'm interpreting core meaning school yeah so what we're saying is hey we don't need the six properties first for for schools the properties that we have that we're going to have that's enough to house our students for school yes I think I think the distinction is we we don't want to rule out reorganization of existing programs correct yes but but then if we put the property should be declared Surplus for the core educational needs of the district aren't we contradicting ourselves because number one should should be about educational needs not the poor because the core were taken care of it would seem that that's contradictory to me yeah I think I think the goal of having a bullet in findings and then in recommendation right the findings is saying we've looked at this data and we've identified that the the properties are not necessary to house existing you know core enrollment and then here um and I and I'm glad that you asked this question because I think it actually has a different intent is that we're saying because again this is this is so first let me back up the difference between the findings and the recommendations right the findings are we've looked at all of this data and and this is this is what we have found from all the things that we've looked at then we have a you know the separate section recommendations is where you know we're saying above and beyond those findings here's what we are recommending that the board do right so so here the goal is that we're saying um in our in our in our set of findings there was actually in finding four right we said all the properties are Surplus and so here we're saying we are recommending that the board find that these properties are Surplus right because it's because you make that recommendation the board then takes official action declaring the properties as Surplus um they would still be Surplus to so the reason I have it phrased this way is this is kind of like a parroting of the education code where it says the properties are Surplus to the educational needs of the district um actually now that you explained it that way it makes it makes more sense to me so I see what you're saying you're recommending to the board hey this finding that we have over here we're recommending that you declare that finding and so now it makes more sense to me okay thank you so I wonder if it would be helpful to say the property should be declared Surplus to the educational needs of the district based on our committee finding point one or or something to that effect that would draw back then you can leave the language as is and you just add based on our committee's finding of 0.1 or something similar or we could just say like based on uh um based on our committee findings because I I almost think um you know Finding four speaks to that too yeah um agreed okay and that's kind of a nice way to to tie them together in a way that makes it clear that the committee was thinking about both in conjunction and you know they they they they weren't intended to say different things I think it also highlights that there are two different things that what we're saying is there's findings and now based on those findings as you mentioned we're now making recommendations so I think it ties them together while also make sure that they're distinct okay okay how do how do others feel about that okay I'm seeing some nodding heads yeah when we talk about core um what do we mean by that I mean because we do have supplemental programs so shouldn't there be some worrying of supplemental perhaps in core or Norse or part of your core and then supplemental falls under that yeah so when I use the word core in the findings section I was trying to get at this um this you know kind of attention about we're saying the facilities aren't needed to handle existing enrollments right it's it's not like we we are in need of additional you know facilities to to house more students but not wanting to kind of rule out this recommendation about expanding or providing new or different spaces for existing programs um so when I say core I don't mean to exclude supplemental programs or you know non-traditional programs um I really I was getting towards the um kind of you know existing and projected enrollment let me look back at how that's worded could we use the word essential instead of core because anything that the board approves as far as programming and stuff is what they deem essential mm-hmm yeah I'm open to that change so the the first finding would say the committee finds that um finds that the properties are not necessary to house existing and projected future enrollment um sorry I'm reading through all of my notes existing and and projected future student enrollment for ongoing essential instructional needs of the district I just want to add because when my interpretation of core is math English reading like that's it when you say that that's what I hear so that's like got it okay encompassing but that's what I think I see okay all right so we're going to use the word essential because I get that core is kind of a loaded term in the education in the in the education context um okay so for for uh for recommendation one we'll say the property should be declared Surplus to the um essential instructional needs of the district um or maybe we can start the committee recommends because all the states start with that okay so what I'm thinking that would look like is the committee recommends that the board declared the property is Surplus to the um essential you know I would use the same language we just we just spoke to so essential instructional needs of the district um based on based on the committee's findings okay how do we feel about that re-re rejigging rewording of that finding or that recommendation rather okay all right I'm seeing some heads nodding um all right if there aren't any additional thoughts on on on section two yes please okay so in reading that everything looks great and the recommendations [Music] um the way I read it and it says um recommends that the board explore use of at least two of the properties in that language it's also saying without saying but there's potentially for that the board can um sell or lease I'm just wondering if we need that language in there just because now we're just only talking about two like when I read that now we're talking about a few properties for the recommendations what do we recommend you know yes well so so I will say I I intentionally said at least two with the goal of saying we we've said two would be great could be all six right um so so certainly no limitation there but there's no need we don't have to specify a number that was kind of you know me hearing what I was hearing in the discussion and to the extent we wanted to be specific about at least this many um I'm I'm I am not completely you know married either way to it to it having a specific number let's remember our mics of course I think the way it's worked with at least two like you said at least opens it up to could be all six could be three four but at least two at least I mean in looking at these needs we we've got to have a minimum of two at the very least so wording is not nice I don't think when you get into specifics it's going to be like okay we said three but we don't need three so then we could fall into a trap there just thinking I mean we could use a a more general term like sum or a few or various I would go with that I think using at least two does that restrict the board only two or no I'm sorry I'm sorry that kind of restrict it may restrict them to thinking I don't know I know there's at least two but what if they don't want to use any of any of the problems remember they have that right this is just our recommendation as a committee to the Board of Education they can receive our recommendation and decide to do nothing or they can decide that they completely disagree with everything you guys said and they want to go different direction I can't say that I've seen that right they they're usually happy to receive recommendation um but yeah yeah this is this is really just advisory but um you know to that point to the extent that you're concerned about you know out like even even just in the context of the recommendation like limiting them by by you know putting a specific number in front of them we could say uh the committee recommends that the board explore use of some some of the properties for the following types of community benefit uses and Sarah this may have come from I don't know this may have come from staff's recommendation when we have been uh when we have uh shared our recommendation to the Board of Education shared it here that staff not the boy I'm not speaking on behalf of the board of education but that staff would like to see the use of at least two properties one for possibly giving Sierra High School its proper school and then another one for this community slash Conference Center and maybe that's where you pulled that from yeah yeah because we we have we have been uh we have said that publicly that's true that's true didn't we say something about the high school at this time so we certainly can um so let me say this this would be the place yes this is this is the place to do it yes and um that that final bullet the reorganization of existing student programs was kind of my broad attempt to you know speak to that potentially while not sitting up coming out and just saying that in case there were other other potential programs that the that the board wanted to you know reorganize or provide additional space to and that's the way I interpreted that bullet as well okay so how do we feel about some as opposed to at least two and I'm not even married to the word some we could use we could use we could use a different one I think using some would be good it didn't it's not so specific okay do we feel like that's adequately representing what our a our ausd staff is asking us to do I'm just hesitant to feel like if we if we leave it at some we also have to take into consideration what ausd staff and faculty are asking us to do so I would be personally I'm hesitant to remove some or to remove to or to put in them I'd like to keep a number on it because I think we're we're asking them to explore at least this um yeah okay okay and we had uh our Committee Member here earlier and I don't know if we need to if the committee wants to consider adding like a number seven but I think that if and I'm not advocating for this but the way it reads I think it also satisfies um the desire to have in the recommendation just in case all of a sudden there's a boom in population I think this also addresses that versus getting rid of all six properties and then you know went to the demographers that's not going to happen but I think it addresses that piece also because now at least we're rotating two properties if if we need it for expansion [Music] I like the wording and maybe I'm stuck on the the absence of the word re retain or retaining because use of it indicate that it's being used and the board may see that they can still retain a third without using it and maybe that's just my personal language the way I think and and all of that but explore the retention and use of it you could put retention and or use of at least you then it gives you know that that idea of what you're saying because I like the idea of delineating that retention is considered we do want them to consider retaining maybe they might not use them immediately but at least if they're retaining them then they they're at least available to them okay okay how do we feel about that I think that kind of helps to encapsulate I mean various concerns not necessarily wanting to you know dispose of them all saying let's keep at least one site you know for potential growth you know later on um and then um also you know providing this this goal to have you know some community in District uses unexpected demand yes yes um okay so the the second recommendation would then read the committee recommends that the board Explorer explore retention and or use of at least two of the properties for the following types of community benefit uses I know we were we were going back and forth on at least two or some about whether we wanted to be specific or less less specific on on the number we could say a few that's kind of right in between I think a few most people interpret that as at least two I think I think that's that's always been my understanding that a few is two three okay okay well so maybe that causes more confusion than we than we're really hoping for um okay I like at least two at least two yes because it like you said the board ultimately yeah and so if we give them some sort of recommendation then we're giving them that at least yeah okay right at least right I think from two it doesn't show that we're sized okay two it was a number we we talked about it okay um all right so I'm going to move on to uh to recommendation three uh the committee desires to give the Board of Education the necessary uh flexibility and discretion in selecting specific sites most most appropriate for the potential uses specified in recommendation um one above and that actually should be recommendation two above after considering the following non-extensive list of factors um neighborhood preferences and Aesthetics surrounding amenities and access land value market conditions and interest um relative facility Improvement costs administrative and ongoing operations costs and location of existing programs and the my my goal with this section was to um we had talked about well do we really want to provide the board with specific recommendations about use this site for this use the site you know for the community center this might be a good you know site to sell things like that and um I think where the committee landed was because of all the information available to the board and you know some information that isn't necessarily available more widely to the committee or to the public about the properties that we wanted to give them the flexibility and discretion to kind of decide which sites make sense for different uses but I also wanted to encapsulate all of the factors that that the committee talked about that would go go into that decision right we we talked about um thinking about where other existing City and and District programs um are located um I know there was some feedback from some of the existing residents that you know that that live near some of those sites right and so I wanted to make sure we encapsulated the neighborhood preferences and Aesthetics right kind of what they want to see in their communities um uh surrounding amenities and access there was some discussion about maybe we should put the community center somewhere where you could walk across the street to a to a gas station or to a restaurant or kind of continue the community activity outside of the facility um and then of course you know the value of the land and then like market conditions about you know who would be interested in having a lease on on one side as opposed to another um and I wanted to make clear that it was a it was a non-extensive list so we were just listing out all the things that we or some or most of the things that we talked about but this shouldn't be restrictive on the board if there's other factors they want to consider by all means that should be a part of it as well uh my only this is a very thorough list and so I'm hesitant to add anything else to it sure however sure um one of the things that has really given us pause as we've considered as a committee is the zoning and so I do wonder if we explicitly say something to the effect of land value and current zoning or or something because that is something that we've really considered a lot would be to just add the word zoning specifically somewhere you're welcome okay yeah so here's what I'm thinking we can add um existing zoning and uh General plan designations because I know when we talk to dcg those are kind of the two right the two factors the how it's Zone and then what it looks like in the general plan so we can I can add that would you would you put city of Azusa General plan or just leave it as general plan because it we do have all of the other the three districts yeah just my thought was to leave it general just so because we could get specific but then we'd have to list them all and explain you know um so yeah I was gonna say um General plans then with an S since there is three appropriate dinner plan this thing zoning and general planning General plan designations General planning designations um yeah General plan objectives designations I think that captures it existing zoning and general plan designations I think acknowledges there are there are multiple General plans applicable to to various properties yeah that's what I was saying making it plural I think acknowledges that there are multiples so okay excellent okay I will add that to our list anything else on that third third recommendation okay moving on to recommendation four uh the committee recommends that the Board of Education lease sell or otherwise leverage some of the properties to generate Revenue that could be used towards Improvement of other properties for the district and and Community benefit uses and my thought there was just to kind of encapsulate part of our discussion at the at the previous meetings was how do we leverage value of some of these sites to put into the programs that we want to construct at some of the others so like for example would it make sense to sell or or lease or somehow you know generate revenue from one site to be able to have the upstart cost to build a community center again I don't want to create redundancies but would it be helpful to also delineate here that there are only certain ways that these that the funds can be used if we lease sell or otherwise Leverage to to to just hearken back to what we had just talked about would it be helpful to add something to the effect of um as provide or as outlined by the state of education however it is that's delineated how we can actually spend the funds yeah yeah so here's one thought that I have though about how it currently reads right we say sell or otherwise leverage some of the properties to generate Revenue that could be used could be used toward the Improvement of other properties maybe that's where I get more specific because my goal there was was really to say that revenue is going to be used for four facilities improvements right it's like pointing to that to that particular restriction on the revenue um but then also kind of saying Improvement of the properties or Improvement of the facilities for district and Community benefit uses um so let me let me think quickly about how we can adjust that or could we just add the same ending that you put on the other because I think that's what the ask is oh sure sure that's simple enough um yeah so in accordance with existing um legal restrictions on use of Revenue great yes we will I will do that anything else on four should we move to five okay um recommendation five to the extent the Board of Education decides to sell lease or otherwise convey any of the properties the committee desires to give the Board of Education the necessary flexibility and discretion um in choosing a method of disposition or Revenue production as appropriate after considering all the district's interests and needs of students staff the community surrounding surrounding neighborhood conditions Market interests lease rates and and land value among other factors so that's that's a bit of a mouthful but the goal the goal there is to say to the extent that the board decides to sell or lease or otherwise convey any of the properties um again we'd like to give them or the the committee would like to give them the the uh uh the discretion to decide what form that takes is it a sale is it a lease is it a is it a joint use you know what what type of like Revenue generation will that look like and then again kind of listing out all of the factors or at least the majority of the factors that the committee talked about that they would they would want the board to consider in in you know for example deciding between a sale or a lease of a property well again speaking for myself I like your wording because we are not in the position to make uh legal decision mm-hmm depends on you would both for those little Nitty Gritty decisions that's not our job yeah we don't we don't operate but above our Bay grade yeah yeah I know I think to your point that's that's um you know we we want to give the discretion to the board like our recommendation even though it is just advisory is to you know to to acknowledge that we haven't made particular decisions about particular sites I wonder since it is such a mouthful would it be helpful to make it two sentences where we say you know we give you the flexibility and discretion choosing a method um as appropriate period the committee recommends you consider the district interest the needs of students um so we've essentially just break up between what we're actually recommending for the first point or what we're giving them and then the the actual list of things that were we'd like them to consider yes I like that idea I like that idea I like that okay so we'll we'll split that up and create two separate sentences one that speaks to the flexibility in the method of of disposition and then one that talks about the factors that we would hope that the board would consider okay all right moving on to recommendation six uh the committee understands that the Board of Education may decide to file for a waiver of certain Surplus property procedures otherwise applicable to the potential sale of the properties that the Board of Education um and that the Board of Education ultimately decides to sell if any um let me go back that doesn't make sense um the committee understands that the Board of Education may decide to file for a waiver of certain Surplus property procedures otherwise applicable to the potential sale of the properties um I would say and that if the Board of Education ultimately decides to sell if if any just take out the if any if the Board of Education ultimately decides to sell and the committee approves and supports the fund or the committee approves and supports the filing of any such waiver okay okay so take out if any and yeah okay okay I was trying to hedge there because I know some people were very uncomfortable with the con with the concept of a sale and so I wanted to make sure it was clear that we were saying if they decide you know if they decide to sell any of the sites and they decide to get a waiver but I agree that that there doesn't make sense in the context of the sentence um or we can do the same recommendation we had from the previous one is to split in two so the first one is our understanding of the Board of Education may decide to file blah blah blah It ultimately decides to sell period the committee approves or the committee recommends approval and supports the file okay yeah that's an idea we could just make a two sentences so that next sentence would read the committee approves and supports uh the filing of any such waiver anticipating that I'm more flexible process for solicitation of offers uh creates value for the district and allows the Board of Education to consider factors other than only price so remove a in front of waiver and he said waiver yes gotcha yep is everyone comfortable with this waiver yeah so let me explain the waiver because I know I talked about some different options and I want to make sure it's it's you know kind of clear what this particular waiver is so this would only come into play If The District uh the board decided to to sell a property it's only in the context of a sale if the board decides they want to sell the property um again the existing statute provides a very strict process by which we essentially have to sell to the highest bidder and they they have to come to a board meeting and they raise their hand and they give the oh you give your offer and sometimes you know someone else will bid up the property um if the board wants to consider other factors outside of just price then there's a process by which we submit this uh this request for the waiver to CDE and it and it lets the district do a process of like you know uh soliciting informal offers or soliciting like requests for proposals for example where you know um in a party that's interested could you know like write out a proposal this is my anticipated program or use of the site it would include pricing but but what this really does is it the the waiver would give the board flexibility in in selling the property to someone based on factors other than just the highest price foreign number six it's uh it does have the word may right we're not saying it's just a recommendation yes right right would just be an option and and actually I'll explain um the reason this is here is that um one of the things that the State Board of Ed asks for very specifically is was the concept of a waiver discussed with the committee and uh was was the committee in support of the concept so they're very you know intent about wanting this concept to have been addressed by the committee if the board decides to to go that direction obviously with no certainty that the board is gonna you know decide to sell any of the sites right so we don't know if if that will be the way that they go but this is kind of just just trying to cover our bases in case that's what they decide I think if we're explicitly saying that they need to consider things like a community center Conference Center Student Services Center the likelihood that organizations within the city of Azusa or surrounding communities can outbid potentially a developer I think are slim to none and so we need to be able to say if we're recommending that you consider these types of sites we understand that that will come with a process which includes the waiver so we Grant you the ability to go ahead and move forward with that waiver because to us it's more important that you consider the needs of our community rather than the financial implications that this might bring so I think for me this is kind of a non-negotiable that we have to include that a waiver is is recommend that we we give them permission to seek that waiver and I would just say I think it's not in in any way like inconsistent with the rest of the recommendations right we're saying you know that we want to give them the flexibility to to think about various options we would like them to think about some Community benefit uses oh and by the way there's this weird like procedural thing that we want to make sure that you've considered so that you have the ability to do that so does everyone feel okay about the waiver any any questions about what it does or what it is or anything like that okay okay not hearing any um I'll make I will make these particular changes to the report and then um what we'll do at the next meeting is we'll schedule a public hearing so we'll still come back for the public meeting and then really the kind of um I was going to say the core but now I know that that's a loaded word the the main intent of that meeting will be for us to have the public hearing where the public can kind of come speak to the report um you will you will have an opportunity at the um during that meeting or at the end of the public hearing if you know something that said makes you want to change or adjust uh the wording of the report that will certainly be an option we want to make sure that you know you can still make changes after you hear from the community as well um but if if that doesn't happen then you know this this report with the changes that we talked about tonight will be the final form and then we'll come back at a future meeting for the um for the committee to take official action to approve the report um and then we'll have the chairperson sign so that's just that's just kind of a look forward into what we did what we will expect in our next couple meetings and just to um to announce that because the public hearing uh is happening at our next meeting uh we the district are taking um the step of sending a mailer to all residents in the boundaries of the Azusa Unified School District um to announce that we will be having a public hearing about our Surplus property um because obviously not every resident in our boundaries have kids or students that come to our schools and so we want to make sure that we are being as um forward and you know um just trying to be proactive and so we will be sending a mailer uh if the committee tonight approves the date um then we will go ahead and fill that in and get a mailer out to the to the residence okay so with that we'll move we'll move 6.1 I'll throw it back to our chairperson thank you can I get a motion uh for the approval of the next scheduled meeting on July 26th 2012. I have a question on that because we've gone so far with the third Wednesday of every uh the third Wednesday of every month this is the fourth Wednesday of the month so is there a reason for pushing that one more additional week yes um the reason we pushed it one additional week is we thought about if we did the 19th would there be the potential of some folks saying we did this right in the middle of summer um we were on vacation you know that kind of stuff and so we thought if we just pushed it one more week closer to the opening of school um so that was the intent um of pushing it one week further to try to erase that possibility not to say that that's what would happen but we thought it is right smack in the middle of summer and so maybe pushing it back more closer to the opening of school would make more sense I think it also just gives folks a little bit more time between this meeting and the next meeting to get ready or adjust schedule to be at the at the public hearing if they feel really importantly about you know wanting to be there oh yeah that was that was the other uh to make sure that we cover our bases to make sure that the Flyers get to or the mailers get to all of the residents as well can I get a motion for the approval of the next scheduled meeting on July 26 2023.

autism rates are off the chart add peanut allergies we've got Strokes we've got myocarditis we've got miscarriages and still bursts all day long over to Enloe so um Erica's got my card and my information you've got a lot of nurses here at this school district anytime during the summer if you need me to come over and give detox strategies the the brilliant thing here is there are ways to detox this toxic Spike protein out of your body there's a way to make sure that your children who are out there playing sports and Athletics are safe so please tap into me I'm working with react 19 it's a national advocacy firm so yeah we need to protect these children and we're doing a lot of damage and harm so anyway thank you for letting me have the time tonight thank you I want to apologize in advance for the harshness of my message to you tonight I really wanted to believe that school boards were operating in good faith were benign in their teaching methods and focused on the primary mission of public schools to transfer skills and knowledge essential to adult life like Reading Writing Math Science History and citizenship what a horrid disappointment to discover the reality what has taken the ultimate place in your agenda is apparently transformation transformation of Education to indoctrination equality of opportunity to equity of outcomes you have abandoned your role as public servants to parents and instead transformed yourselves into into Servants of an oppressive state sex education at an appropriate age to sexualizing every aspect of the school experience from the playing field the locker rooms the bathrooms and the library from partnering with parents by following the parents lead to a claim of superior right to deny parents their right to control deeply personal matters involving their own children you are working hard to undermine the very institution of the family we have discovered the deep relationship between the despicably behaved adherence of Stonewall Alliance and the counseling staff of every school in this District who are being trained by some of the vilest social justice Warriors in Chico to personally intervene in Reckless and negligent psychological manipulation of children's delicate and vulnerable emotional confusions without parents consent or even knowledge far from being helpful or even a benign influence in our community public schools have become something to be feared and avoided if at all possible history is a harsh judge and you will be judged harshly thank you yes you are number three please approach the podium all right good evening um I would definitely have a lot of uh concerns with the school district here in Chico And I think that we can now chalk up being afraid to go to Enloe Hospital for their issues regarding covid-19 and how they were handling um patients there and we have so many problems after covid-19 from the medical system and public health and not being advised and told the truth um and now we can have the school district that we can worry about next in line we have public health the school district you know you're getting to that point where it's almost a joke it's a running joke that if it's a government-sponsored program you better be aware and they're not telling you the truth and this is not conspiracy theory this is people doing their due diligence understanding what the facts are finding out who's involved in you know creating the curriculum at your school finding out the hard way when the kids come home and tell you what they're learning at school I would just say you know between Public Health the school district um this is just it's really deplorable and there's no there's not really a place for the community to weigh in you know there should be representation of the parents and I don't see that happening at all in Chico I see it's almost like you've got this trickle down from Sacramento saying this is what we're going to do you have the teachers Union and associations saying this is how we want to do it and then the parents kind of last to know and it doesn't really matter it's just this is what we're going to do so hope you like it and what I tell most people I know is to take your kids out of public school immediately just take them out whatever you're going to do Private School homeschooling programs are amazing there's huge networks now of homeschoolers um the African Community African-American Community is the largest users or participants of homeschooling now demographically so that should tell you a lot um so you know I just think a lot of people are not on board with this agenda and time to rethink it thank you thank you all for bringing your thoughts and concerns to the board we will move on to consent calendar item number seven do we have we do have one sign up for public comment on consent um it's Elaine Ward um so I look over every agenda item just to see because obviously my concern is with special education and I feel everything on there usually pertains to special education in some way this time it was regarding classified employees specifically paraprofessionals um so looking through it we have four that were appointed which I'm assuming means that they were put into positions as Paris we have one taking a leave of absence six are retiring they had limited terms and then we have seven to eight that are Regis that have a resignation termination as voluntary to me that means that they are choosing to leave the position so we've heard from a district that we can't hire Paris we can't keep Paris but the question is why why is that a problem yes we know life happens people move people move on but do we really know that as fact like why are paraprofessionals leaving these positions is it pay is it the lack of training I feel that we have to really pay attention and to answering the why to help solve the problem of being Limited in paraprofessionals for our students we know that recently we hired 88 pairs in our district but how many more did we need to hire on top of that as well um and I also know too that there might be some misleading that's happening with the hiring of Paris I know someone that was hired as a paraprofessional being told that they were going to be in a mild mod classroom and they told me that and I was sharing with another parent we were just like what mild mod costume were you going into because as far as we know and people other teachers have shared with us there are no more mild mod classrooms they're all mod severe and mod severe have much higher needs and much more behaviors than a typical mild mod classroom so I feel as if as a district if we really want to solve the problem and answer the question of why paraprofessionals are leaving we need to ask why like are we having exit interviews is that part of the process we have to get to the why you can't solve a problem unless you answer the why thank you um okay so um is there anyone who would like to pull a consent item for further discussion um yeah actually I think that uh having a discussion about a brief discussion about the item that Mr just brought up is worthwhile so I'd like to ask a couple questions myself regarding let me find the number of that piece uh what is it for uh four two seven four two yeah please okay so um we can pull that item sorry repeat the number again 742-7242 thank you okay do I have a motion to approve consent as is uh with 7.4.2 removed at this time for further discussion yes okay um uh member Robinson moves second and I remember tennis seconds do we have further discussion on the further further discussion on the consent calendar for tonight I haven't had my words all week so I'm just trying to catch my gears thank you all right it looks like we can get started with a roll call so I'll actually start with Mr Lando at the end here Dolby I konk and I all right um that uh passes unanimously and we will now visit 7.4.2 under the consent calendar um so many many moons ago I asked for a running tally of our Paras as they came on left I don't think it ever came about but I would like to know in the future no I'm not putting it on the spot right now where we are in terms of the number of pairs we have as opposed to say last year this time and some clarity on the mild mod situation are we telling people that we are hiring for mild mod classes that don't that don't exist or is that a miscommunication that we need to address in our hiring somehow again there's this question I don't expect anybody to answer right now I know I'm going to put you on the spot and thank you Miss Ward for bringing this up I appreciate putting it on our radar again but perhaps the next time we meet we could dive into that a little bit that said oh Mr Lander just to clarify because my boosting speaker isn't quite working is what you're asking for is an accounting for vacancies or um running total of how many we have but knowing how many positions we have open at the same time would be very useful again something I brought up I think a year or two ago we're asked you know as we got more pair as what our totals were actually adding more positions and or more actual people filling the positions so I just want to get some clarity on whether we have How many pairs we have actually who will be on site at the beginning of the year as compared to the beginning of last year and how many positions we have both um could you accept a friendly Amendment I'm not making a motion right now so sure oh you didn't make a motion I'm just asking staff for you know oh because feedback next time I I wanted I I'd like a differentiation between Paras that are signed for something other than to fulfill an IEP if that's okay you mean non-special Ed like kindergarten there wasn't a distinction that Mr Landau was making about what the assignment was of the pairs he was asking for and it's my experience that if you're going to take a look at pera's and coverage and stuff especially after going through what our targets are with our lcap that it would be helpful if we differentiated between Paras that are assigned because of an IEP and peras that are assigned and employed just to fill you know a vacant position yeah that that one I'm not sure we can get but we'll take a look at the data and see if we can can do that Jim I can't hear you that one may be more difficult to get because you but what we're going to do the best we can to try to do that but I'm not sure we can we can yeah they're still they're still called the same thing so we'd have to dive into each IEP and and trace it back together yeah because even in the in the Personnel actions they don't differentiate right whether they're why they're hard just that it is either a vacant position or uh yeah that would be difficult okay I'll go with Tom's interest in how many vacancies how many filled I think what else is relevant to you is the number of hours right because there's a variable number of hours and there's a flux of um a position being classified as a voluntary resignation because they're being reclassified under something else and those hours adjust sometimes accordingly and so it sometimes it's kind of a moving Target to follow the numbers of how those assignments are are adjusting yeah and I think what would be helpful if it was if there's some relatively easy way to pull that data and just simplify it because I know it's a moving Target when we have something like this this obviously it's a very long list of of those moving um or you know leaving and coming in positions and the changes in the number of hours for all of them um you know to know how many hours need to be fulfilled still um how many hours are being appointed how many hours are being vacated just so I don't know it would just be useful like this is good information but I really would have to spend some time to to run those numbers and get a better idea of like you know where we're at and if I think the number that that matters the most is the number of vacant hours that we we maintain right how many how what is our shortfall right now and is that getting worse or is it about the same staying steady are we increasing is it getting better yeah just generally I think would be helpful right I think you're correct because the seniority rules people tend to take more hours as they open up so so they may vacate one position and take another one and it comes across in here as a somebody leaving but they really didn't leave us they they went for more hours and then and then that just works down the kind of the food chain for the least seniority so um so I think looking at the overall hours would be a better measure thanks Mr Hamlin um uh do we have a motion for 7.4.2 yeah I'll move seven adopted from 742 God we've talked about it thanks okay all right we have a motion by Mr Lando in a second by member Robinson do we have any further discussion board since the last vote was unanimous we can do with uh just a Voice vote um all those in favor please signify by saying aye aye aye um it's unanimous again thank you and we will move right along to item number eight this is our discussion action calendar um we are going to start with Educational Services um 8.1.1 is a discussion action item resolution number 1600-23 a draft resolution calling for school and family Partnerships I'm going to go ahead and kick this one off the board when we went through El Cap last year really asked us to do more in terms of reaching out to our community and while we had been meeting with targeted groups going far beyond what was required in the lcap there was a need and we heard it very loudly from our special ed groups we heard it from our bipod group there was a need for us to have more meetings with them and better understand the issues that we're facing at certain populations within the district so our ed services department did develop a calendar they held 18 different community and family meetings over the course of this past year and this resolution came out of the recognition of what the board was asking us to do to do more Outreach and to listen to our families and see what we could do to support them as they were supporting their students so that was the intent that is what we heard over and over in the meetings that we had that we needed to continue to provide both academic social emotional support for our students in our schools the things that we heard repeatedly as needs as you will hear in our lcap you know was additional counseling support and in particular Wellness counseling and targeting case managers so this was an effort not to reflect anything other than what staff can committed to do throughout the year and to continue to do as we reach out to the community and and listen to support our students yeah I think the board has a list of our meetings for next year as well so we certainly appreciate the board encouraging us to do this it has been um enlightening it has been rewarding it has been frustrating it has been all of those things and we will continue to learn and continue to improve as a result do we have an overall idea of or data set that expresses any Trends in the number of contacts we've made with families whether it was through the community meetings or a beautiful set of data would identify what type of contact it was right and to if there's any trends that we might have seen over the last four or so years that relate to that I'm asking I'm asking I'm asking staff right now yeah so you will hear about that um in the ocap report that there were certainly trends that we saw and as I mentioned those tend to be need for additional support for kids whether that's in the social emotional or academic realm and Outreach from the school's two families targeting case managers again is one that comes up repeatedly right there along with counselors and uh can you clarify just what the the process and purpose of a resolution is really um in terms of like how a resolution might come to to be and then um how it comes to us eventually so resolutions can come forward for a lot of different reasons we have resolutions that come forward from business side of the house that are required we have resolutions that come forward from the education side where we're saying this is our commitment to continue to provide Outreach it was a theme we heard over and over from the board that they wanted us to do more at reaching out and holding Community meetings in particular not so much just the surveys but actually face to face with different groups and this was our commitment to do that and to get guidance from that to listen and learn and develop plans which you will hear with the lcap so this is kind of why we tied this in with the cap at this point we did bring It Forward earlier this year and there was lots of discussion about it at that point as well so so so just to clarify because there are I mean sometimes we request resolutions as a board sometimes resolutions are required because of um just the way that the state requires us to do things and then sometimes resolutions come from within where you want to make a statement of commitment in a particular way excellently stated okay thank you and so this this particular resolution is is the third the third thing it came from within based on our board the board's desire for there to be an increase in that Community engagement which really from my perspective because I started you know not until the end of 2020 I know that that was the kind of the peak of of us realizing that there's a lot more that we could probably be doing to engage families in a meaningful and more productive way and um and then I think we've we've Revisited it pretty frequently since then and anecdotally it seems like there's been a lot of improvements and I think that we see that reflected in the lcap when was the first draft of am I on here um yeah Miss Robinson was uh yeah um waiting to speak but I was anxiously awaiting for my opportunity and to speak on behalf of the resolution after reviewing especially the first 25 30 pages of the lcap and following along with what we state in what our intentions are for our programs and things the resolution follows almost exactly what we have declared in the lcap and so it it is just a one document restatement of the commitments that we make in the lcap that we're about to take a look at and consider this evening so I'm very much in support of the resolution as a way of highlighting um you know what commitment we're making with the approval of our lcap as well Mr tennis when was this uh first draft um when was this first drafted April 5th I guess I have a different perception of the origins of this resolution this draft resolution I feel that it's here because of the controversy in our community over the parent secrecy policy and I think this is a um I I smoke screen comes to mind word salad comes to mind it doesn't it doesn't endorse you know the rights of parents to you know overseer provide meaningful input to their kids education in fact it um it leaves me with the impression that you know we know best and while you were all feeding and clothing children you know it's us who are gonna know what's best to do and so I think it really misses the mark of what I would want a resolution to say that was attempting to affirm the commitment of the our school district to strong school and family Partnerships I think Mr mounts comments were right on point how can we say we're committed to trying to work with families and parents if we're you know not telling them what's going on in the classroom over matters that are completely Central to their child so um I think I'm just looking at you because you're there and you know so no I'm going to vote no on this resolution I thank Michelle Cooper and others who may have worked on the resolution that you drafted and put together I think we should table this matter and try to present the board with a couple of different options I think we should have an option that is you know strongly worded and deferential toward parents and families so that's what I think we ought to do are there any further um points of clarification for staff um we're in not in discussion time but in the put in order where we are asking for clarification or further questions well we have been provided with clarification um of staff before we move down to discussion yes meaning I don't I don't think that we need to be addressing what each other is saying just yet until we have emotion on the foot and hear public comment I'm just making sure that we're being upfront about that so is there any more are there any further questions for staff about the resolution yes it came from Ed at uh ed services and and stuff there are guidelines from [Music] um the courts on the broad interpretation of parental rights under the 14th Amendment did you take a look at any of that as you drafted the resolution to make sure that the resolution was in compliance with those guidelines no this was a commitment from what we as a district are committed to doing in terms of holding meetings and hearing directly from our parents one of one of the things that has been provided us as a board is the um the right to establish regulations and stuff for public interest and the right to establish boundaries that allow courts to regulate the treatment of children in their best interest and not that doesn't extend beyond the threshold of the school door the court says that then becomes the district's right it's the parents right to decide whether not to put them in school and it's the parents rights but they don't have due process rights to interfere with curriculum discipline hours of instruction or the nature of other curricular or extracurricular activities so that all of the things that are in this resolution comply with that mandate that's why I support it I'm gonna um move ahead and open it up for public comment um so we are going to follow the same rules as we do three minutes Bell at 30 seconds I do try to call the the runner or that next person the on Deck person ahead of time so for 8.1.1 um we will hear first from Loretta Torres and then Arwen funk I'm Loretta Torres I'm an 80 year old grandmother of two in your school system I believe in God I believe he's present and every single person in this room I believe he made you he created you I don't believe he would be happy when we don't protect the most innocent of his creations the innocent children your proposed policy has no language that specifically requires your teachers and their counselors to share information on their children's sexual gender questions parents are not stupid this policy that you've drafted is again a smoke screen and a Panacea don't fool yourself others have come before you and said if we don't do this for our children if we don't transgender them early in life they may commit suicide well guess what the new data is now showing that children that transgender at a very early age are in distress for the rest of their lives when they discover this treatment did not solve their emotional problems why do we want and my for the life of me I can't understand why this school wants to get in between parents and their children on this quote sensitive issue family issue of sexual sexuality uh I wonder are you afraid of the lgbtq community because they are scary I was afraid to go to my my car on March 5th when they showed up here I had to ask somebody younger and bigger gentlemen help me out there because I was afraid of them I believe you should be sticking to the three R's and the rest of it teach our children to be successful in their lives after they leave here protect them don't teach them transgender ideology in your schools I believe God will hold you accountable each and every one of you he keeps track of what you do in your lives and the decisions that you make R1 Funk and then Danielle penny so I first want to start by saying thank you we always have one board member that we can count on to say the quiet part out loud really lets us know what's going on around here I want to point out that we are being told that this resolution was created based on listening you're doing a lot of listening you're not listening we've been talking for a very long time you are well set in your ideas and you are utterly closed off to the possibility that you might have been wrong about something in the past you are not listening this resolution is ridiculous it's garbage it's what you already do which you then lied to us about for months and then voted yourselves the right to keep secrets from us which you were already doing and you had lied about it's the same stuff this is a waste of time and I'm sorry so much of your staff's time has been wasted with this you need to go back to the drawing board and you need to find a resolution that actually protects parental rights there are some very significant bills coming from Sacramento and they are going to cause incredible problems in the lives of families all over this state if ab665 and 957 pass school districts in this state will have the right to take their children away from parents with no notice no recourse no appeal anyone who's considered a mental health professional in the schools which is pretty much everybody you will have that right what you need to do is pass a parental resolution that protects us from that your job is to protect us your job is not to rubber stamp every stupid thing that comes out of Sacramento I'm so tired of hearing that we're just following the law Gavin Newsom in Sacramento flips the bird to Washington DC all the time immigration abortion cannabis he just calls us it slaps a little sticker on us that calls us a sanctuary he calls it good nobody fights with it you could do that you don't have to give the state or teachers or anyone the right to take our kids away just because a child might be questioning something and we happen to go to a Christian Church this is stupid come up with a better resolution you can do better than this up next is Danielle Penny and then Michelle Cooper stroke speak me all right Carrie Kruger reading on behalf of my friend Danielle Penny to start with a quote ideas are like seeds from Tiny seeds dropped in Fertile ground grow Mighty Oaks that anchor the land altering the course of the rivers and the wind and from ideas planted in the fertile soil of the human mind grow the thoughts convictions of mankind altering the course of history this resolution came out about because parents spoke up about ideas birthed from a particular controversial world view that appears to be from outside sources these ideas have very little to do with academics but have everything to do with shaping students socially on October 13 2021 I witnessed an elementary resource teacher reading the book when Aiden becomes became a brother I asked this teacher if she had notified parents and she said no and informed me that she would not stop reading the book I went to administration because I knew several of the parents of these children would be upset the district office made the decision that the teacher must stop reading the book as it was not an elementary standard during a recent public records request an email from January 14 2022 was found from our director of student support and special education Diane Olson concerning the same book in her email to District staff she says Aiden is a boy yet it is very clear from the first sentence of the book and I quote when Aiden was born everyone thought he was a girl on another page it says Adrian didn't feel like any kind of girl he was really another kind of boy and on another page it has Mom saying when you were born we didn't know you were going to be our son we made some mistakes but you helped us fix them Diane's email States also for those of you who have not read the book that created the Ruckus in the first place here's a link an approve watchable video on Chico USD net filter Diane continues in her email I really feel that I need to advocate for the ND teacher as they researched this more deeply I don't understand the reason for the concern for this book I feel that I have done a big mis-service to this teacher by not being more vocally supportive during our discussions as I did not want to go against the group or decisions that were being made by the group please take a moment to watch this video the sped and resource Community is one of the most vulnerable and disadvantaged communities the director of sped didn't understand the danger of putting ideas into the minds of elementary school students who belong to this vulnerable population these kids are simply trying to master phonics and learn to read why would we allow authority figures to plant seeds of doubt in their minds regarding whether they are a boy or a girl why cause them to question their parents and assume they made a mistake as this book suggests doing so only breeds suspicion and confusion and we wonder why there is a mental health crisis among the youth in our country there is an identity crisis sweeping our educational system especially regarding student sexuality let's leave this to parents and let kids be kids let's get back to educating our students and informing our parents hello again um so I did submit to the board a resolution that was drafted by a group of cusd parents and concerned citizens and FYI that was reviewed by an attorney this resolution was drafted because we felt that the board and District were missing the mark on how parents feel and what they want and expect from this District the resolution named a resolution of support of parental rights is a resolution to affirm the commitment of Chico Unified School Board to the fundamental rights of parents and legal Guardians to direct the Education Health and well-being of their minor children the language in this draft is meant to create trust between parents and this district and states that Chico Unified School Board Administration and employees will uphold the traditional partnership between teachers students and parents and legal Guardians by directly communicating with and involving parents and legal Guardians in the education programs of their children I don't think this is too much to ask we believe that this resolution is the only one that truly encompasses the language that parents in the district are searching for we ask that the resolution provided be reviewed and adopted by this school board if that means tabling this item to bring it back then that's what it takes thank you um do we have any further public comment at this time I have a prepared statement but I I'm going to just talk to you directly first of all Mr tennis thank you for your observations you pretty much expressed what I was going to say and thank you Miss Robinson for demonstrating exactly what it is that we have a problem with the idea that when kids show up at the schoolhouse door you suddenly assume parental responsibilities for the health and well-being of other people's children is false it's dangerous and it is destructive now with regard to language as you know some of you know anyway I'm an attorney contracts attorney one of the things that we really pay attention to is the precise meaning of language as it relates to the expected actions that are going to follow from the use of that language this resolution is full of what I would call ambiguous terms that can mean anything to anyone for example you say in there uh we will uphold the partnership between teachers students and parents by providing opportunities to communicate and participate in the education of their children well how generous of you to allow parents to participate in the education of their children the arrogance and the ambiguity and the control that this kind of language enables the school district is is unconscionable a clear resolution which is has no legal standing a resolution is simply a statement of intent it has no bearing on anything other than to describe what it is you intend to do a clear statement of intent is this school district commits to stay in its Lane and to provide a direct educational transfer of knowledge for skills important to adulthood and to leave the health well-being and mental health of their children up to the parents that is not in your lane so table this thing and start from the beginning what is your mission as a school district is it to try to assume the responsibility and obligations of a parent in all regards to a child and if there are any limits whatsoever exactly what are they what are the limits where is the line that you will not cross when it comes to the division between parental rights and the responsibilities of a school district put that in some plain simple direct language and we could support that thank you very much do we have further public comment at this time okay seeing none I will invite the board to make a motion I move we table this item and either present two drafts you know one based on what's been submitted and then one that looks like this and and decide at a future date which one or a combination to do I second okay we have a motion by Mr tennis in a second by remember konkin to table this item and so we are open for discussion Madam president I'm going to seek some advice I I don't think that what I'm going to say is about tabling other than pointing out that we do have other direction and I'd like to read that into the record um but I'm I'm how about if I read something in the and then you rule on the appropriateness of the sentence and then elaborating on because this just treats right to the issue at hand it's on the limits of parental rights and it's a decision out of a California case in the ninth circuit in 2020 and it said the Court held that parents have a right to remove their children from public schools but not to dictate school policy and there's there's more to it huh there's a good solution to the issue I don't find any problems with our resolution because it restates what we have in our lcap our legal guidance says that that we that parents do not have a right to dictate school policy they have the right to take their kids out of school they have a right to go to the classrooms and help but they do not have a right to write curriculum and stuff and and this this resolution doesn't get into any of the things that parents do not have a right to so I think right now we have an emotion on the floor right whether to to table table postpone it and table it and um I don't have any problem with that but bringing it back in a different form I do not support so I don't know what whether I'm saying yes to tabling or I'm looking for Direction let me reiterate my motion I think we should have two drafts one that looks just like this and another one that looks like what was submitted by our constituents and then we can have time to review them and maybe integrate them maybe there will be something in the what was what was submitted by the public that you might not find objectionable if added to the resolution and where I'm sitting I'm I'm looking at a quote from one public commenter that said that this is this resolution is what the district is already doing and it's true yes um and another public commenter said it's just a statement of intent um and so it's just that it's just that it's very simple as a document that states reiterates what the district is already in doing and what it intends to do and continue to do and improve upon which is relations with parents and and ensuring that parents are involved in students um success who said they thought it was it was what we were already doing yes um if you want me to be specific I was trying to just be nice about it but our one Funk was um quoted as saying that this is this is what the detective is already doing so why do we even why are we even bothering discussing it Rob Berry was the one that said it's just a statement of intent so I was just summarizing those two things and I I could personally be on board with not passing it at all because we are already doing it and not passing it doesn't mean that we're not we're going to suddenly stop doing these things um and so I would be I would also be probably in favor of just letting it die and not not addressing this anymore I don't know if tabling kind of effectively does the same thing except for it prolongs the conversation and it keeps bringing up this other issue which really to me um is it's it goes beyond the scope of this resolution because that is something that is impending little litigation and pending um legal uh things that are beyond our scope of um of what we we do have control over right now at this time yes thank you um I also think there's a kind of fundamental miscommunication going on or we're talking past each other whereas I hear staff saying we've done lots of listening we've heard lots of parents and the group of parents who have spoken tonight and at many of our most recent meetings saying no we are not being heard um I think both those things are true the staff has and we'll see in the lcap the number of meetings and surveys and the ways in which we do a we put a lot of effort into Gathering input from the community and from parents and there is a small committed group who doesn't think we're doing the right thing and I hear that but that doesn't necessarily perhaps mean that you speak for all parents and you are heard you're here every single meeting and we hear you and we get your email so it's not that you don't get to have the input so if there is some kind of overwhelming support for this alternate version I'm happy to be wrong that's how we learn right if we get you know signatures from a huge chunk of our family saying hey this is really what we want then by all means let's let's do that and let's find out I don't remain convinced that the draft here is actually going to be supported by anywhere near the majority of the parents in our district I don't think that we can keep on coming here and saying these are the parents the ones who hear with the same frustration every single time I hear you I understand that you're frustrated I if you speak for all parents then let's find some way to quantify that because again I'm happy to be wrong but until then um I agree the draft resolution we have is a statement we intend to continue to work with and gather information from parents which we do do and as a group I think we do a very good job of working very hard to grab the input from parents there are a lot of problems with the draft resolution that came from your group and if we do bring that back I'll be happy to address them for now though I think I am also inclined to either table this or simply move to pass no motion and move on with with our business other business okay so we have a motion to table and request to the staff to bring back at least two versions maybe that are slightly revised based on further input from parents and possibly even legal counsel as sorry Michelle Miss Cooper pointed out theirs was her version was reviewed by illegal counsel I know we run everything that we do by legal counsel um but you know I think that that's that's what we are voting on at this time because that's the motion on the floor that summarize that well enough Mr tennis except that I would just include the source material posted early enough so that anything that was in that could be commented on commented on and Incorporated if it was the will of the majority right so if it's not properly agendized it couldn't be incorporated into a final that being properly agenda is that doesn't make sense to me if it wasn't properly like this was properly organized what soever I mean you can't just you know create aware put this in in the the motion and let's vote on that right now because it wouldn't be properly posted um just include this Source material as as you know part of the agenda item so that it could be utilized right I do think that we do have the flexibility and I think Miss Miss daily might be saying the same thing um to change wording a little bit when we have a resolution on the table and and requests like we you know we vote to approve this with this paragraph removed we've done it before or with this yeah like you do with board policy if you want to make changes when you have the document in front of you you want to make changes now to that document you have the right to do that because it is it has been agendized and published so I could write aware as just just out of thin air and brand new language that no one had ever seen before and we could agree on it and vote on it as long as the topic we're on the agenda yeah however I think following your line of thought I think it would be great if we were going to bring back a couple of versions to be discussed to properly post those for full public input and the opportunity for the public to I appreciate that my guy's background you know there's that's one calendar out there that like if you want to have something that's really in the agenda packet you've got to have it to us by such and such a date I think that would be good if if this was in the agenda packet as background material I think it would be a good way to honor our constituents who've come to so many meetings and and if you didn't like something that I had to say you wouldn't have to vote to support it any other points of discussion well I like to make I would like to make a substitute motion thanks which is simply that we reaffirm here now our dedication to working with parents and community members but move to uh past no resolution at this time I'll second that motion okay um so we have a second motion on the floor um which is to um just would substitute the original motion which is to um reaffirm verbally now our commitment to continue to engage with our parents and community members um as we do and do try to continue to improve upon those practices and pass the resolution at this time is the intent to be a substitution for the original motion as in like they wouldn't come back yeah just like we've been right where we have the if this didn't pass then we would go to your original motion but if it passes by board majority that that eliminates the original Mission okay um is there further discussion or questions yeah I have some more comments on that um so when a lot of my colleagues some of them talk about parental involvement they're not talking about addressing the issues that are important to you they are talking about I believe in conversations that are happening within the lcat process the lcap process is just a huge just months long like I mean it's really year-long process of basically um and anyone's free to straighten me out on something but but basically every interest group every constituency within the entire District special ed I mean you name it all of the different Target groups that we're trying to you know Elevate their performance homeless and Foster at-risk youth of various kinds the lcap process goes deep on every single one of those those issue areas and takes in every single imaginable thing so so no I mean lcap process will not address the concerns that you have in any meaningful way at all so so if if we're saying here by vote that uh that you know the lcap is going to solve these concerns then I can tell you that that's false because it's a way to cover up substantive things that are that are really important to large groups of people and instead fill it in with a bunch of just bureaucratic just staff time and reports I would disagree um and that's it's okay to have obviously I have your opinion I would disagree that um that the L captives meet those the lcap specific meetings don't provide the opportunity for parents to express concerns for their students um I think it's a good a good way if if parents are engaged and are are noticed about the meetings and have a concern that they want to bring in that type of setting to to bring those our lcap has three three components it's academics which is what I think people say mean when they say the three R's which is actually RW and a right Reading Writing and arithmetic um and it also encompasses social emotional health and well-being as well as the third component which is um Behavior thank you I was getting there um and so the the concerns of our constituents here who have who have given a lot of input and have shown up to most or all board meetings especially in the last six months um those top that top those topics are in line with social emotional well-being and behavior and so um I would disagree with Mr tennis that that the lcap process doesn't doesn't give you a way to give input on those concerns but again that's my opinion so some other people might think differently if they see it through a different lens is there any other input or discussion all right I'm ready to vote as well um because this was a substitute motion by Mr Lando we'll start with you Mr Linda when do I tennis name Dolby I Robinson I conquer name okay it passes three to two and so the decision was to not to table but to let this resolution go we won't be revisiting this resolution in its form if something like this would ever come up again I'm sure we've learned from this process that there is probably a better way to to develop a resolution that that incorporates um multiple stakeholders I don't know why I just closed my agenda packet that was silly of me now I have to find my plan now I have to now I have to find my place thank you for staying for for part of our meeting and watching our Pro our process yes thank you for being here um okay I think that we move into the lcap which is item 8.1.2 unless you feel now would be a good time I was going to ask if this would be a good time for a break um or 7 30.

um before that it was up in the 90s so we are gradually looking and and looking for ways to cut that didn't affect anything that maybe people were double coded I've caught a couple of those where they're coated up above and then they're coated down further down in their budget again and I'm like they don't need to be in two places so it's just little things that we're catching and finding but it'll get better um next slide please this one just kind of breaks out your salary and benefit and your percentages by each those will change as well so I'm not going to go into much detail about these right now um once we get closer to where we think we're at then these will be all updated and and redone and and everything will be in Spanish and translated and and we didn't even have a chance to get to that today on the new slides we put in so uh next slide please so you guys saw this these are just some of the factors assumptions that uh you know we know we're thinking we're going to keep losing students hopefully that changes uh the negative factor if they do take it away next year hopefully they hold it constant at zero so they're not taking money away from us to balance their budget downtown um we're always looking for new revenue streams uh we're always going to try and decrease our expenditures each year and uh maintain or fund balance so that we're at you know 18 19 million dollars a year and if we go up great if we start dipping down a little bit once these seven million dollar mandates go away I think you'll see over time those starting to increase again next year next slide please uh these are just our funds that we deal with and maybe I should start with this slide first when we start going through uh the main general fund because it is the big fund of the district so I always start with that one because that's the biggest and then we have our nutrition service fund which you'll see next our grant fund which is our all of our grants and uh this the Student Activity fund which I don't touch um Bond Redemption fund that just pays you know our property taxes come in from the taxpayers and we pay off those bonds um the cop or certificate of participation fund that's the one that uh we uh it's kind of like taking out a loan but you don't have to go to the voters to do it and I don't like seeing that there but it's something they have to do when they built all sub to generate some additional dollars to finish also above and then we have the capital reserve fund and Mario chime in a little bit on the capital reserve fund as well and show you some of the projects and things that we're going to be doing this next year next slide please this is your nutrition service fund as you can see with it um they are pretty balanced up and actually we're showing them to take in a little more money this year than compared to other times um they they started that uh full day or not full day but free um program from the state and so we're hoping to generate even more money than what we're showing here we're thinking maybe around another six hundred thousand dollars that we may generate in just free Mills that I I believe the state and the FEDS are increasing the amount that they're going to reimburse us back kind of like they did when covid was going on they they kept the rates real high and you know we were able to do breakfast lunch maybe even a late dinner or something like that so that you can see the funds in the uh in the nutrition service fund um over the past couple years they never budgeted enough as you can see in 2122 they only budgeted 3.7 million dollars within the next year for some reason they budgeted 3.2 and I'm like what was going on with that so we know it's going to go up every year and so we're catching it back up to get to where it should be to cover the food costs you know food costs right now are just skyrocketing everywhere and so some of those type of things are getting impacted now and so you will see throughout this year and probably the next couple years until food prices start going down that uh hopefully maybe some of that will start dropping off but we are pretty balanced with the nutrition service fund and uh I'm proud I'm proud of that that department because they are short staff and uh you know we even have people within the main office that when they're short staffed and they can't find Subs they're going out and actually feeding kids and dishing plates and washing dishes and do it they just don't sit in there and do office work all day so that's good to see next slide please this guy just shows you the revenues of the nutrition service fund um ninety percent of it's federal dollars and that's the reimbursement dollars that we get back from our kids eating our meals and I was impressed to see that uh our kids are starting to use the meals a lot more than what they had in the past uh I I think it's because of you know the food's better um you know maybe it's a time frame where they can actually sit down and eat for they don't have to shovel it in and head off to class I think maybe some time frames are are helping with that so um I'm happy with this slide and I I really think that uh the federal program dollars is going to be more like four 4 million so we'll look and see and we'll just kept keep monitoring that throughout the year and uh I work quite quite a bit with keija on this and uh she's on top of it so we got a good director and we're lucky to have somebody that understands this nutrition service is the way she does Dr Lauria uh yes thank you Doug my president members of the board I I want to give the kudos to the principals as well because we've been working a lot not only last year the year before Posh indifferent reduced lunch um uh meals right that that is going to be changing in the future um but also ensuring that they have that opportunity to go through the lines and and uh even uh even uh some of the middle schools um you know where the kids are passing by the lunch the food is already there uh in the morning so they will just pick them up right and uh rather than having to go and get in line in the cafeteria so the schools have also accommodated and they have been coming with creative ways to ensure that it's just that a reach of hand for students to pick up their lunch because sometimes they they'd rather be talking to their front-end playing or being cool or whatever rather than going to eat so kudos to principles because they have been pushing this a lot as well I'll kind of I'm calling myself um I I was gonna um say something along the same lines uh Dr Lydia I can't say how um how much it warms my heart when I visit the schools and uh you know you ask the students what is your favorite part of the day and to hear that some of them think it's such a great thing to be able to go pick up the part that they have the meals on and bring them back to the class because for whatever reason so kudos to the principals and the teachers and the students and everyone just stepping up um I also wanted to say I I think it would be interesting to ask the students why um why their habits are changing like do they do they like the food and do they like um you know do they need longer lunch hours because that's what I hear from some of the students when when I go visit um and then also to take a look at the national Trends I know as board members I think you all get the same emails but um even in higher ed there's been a move to Outsource a lot of this stuff just because it's so expensive it's so hard to um be competitive in in the Staffing of of the services provided but also the Commodities that we're buying to provide food for our students so um just kudos to balancing this and getting everything done but I think it's a it's a good time to dig in a little further and see what's working and where we can make improvements for future sustainability we will look into that absolutely next slide please here's our expenditures uh Broken Out by salaries and benefits you can see in this slide that uh um only about 53 percent is salaries and benefits um you can see that it should be higher but we're still trying to hire people right and left to come in and uh We've even we did the studies this year and increased salaries to we're you know to get them up where they should be and we still can't find them and it's uh it's it's not that we're not looking but because uh the the we're constantly constantly looking for them and bus drivers alone so um you know we'll just keep plugging away and try and make this work you can see that uh food and stuff like that is is more than even our salaries that we pay so as you can see that the cost of uh these materials are are way higher than they have been in the past so that's what we're kind of budgeting for next year and uh you know we'll just we're having to even do some equipment and stuff out of out of the uh Bond or not Bond but capital reserve fund for the food service department because we got a freezer going down uh we got uh a steamer that went out at the high school so there's things that we're having to do even for for those programs that can't afford to even do it so you'll see that in the cap Reserve uh presentation that Mario probably provide next slide please uh here's our grant fund as you saw last week it was around uh three four million dollars well you can see we're getting our Consolidated Federal dollar apps in we got Sr dollars that we still got to spend we got uh we don't get much in local grants we do a little bit but uh it's not enough to even budget for um state is uh like the fresh fruit and vegetable program some of those things that uh help give us a little more uh Revenue per se and commodities and things like that that uh that helps us with some of the revenue as well um you can see uh most of it is salary and benefits we still Break It Out by each of the programs so you'll see next time that you'll see it broke out by salaries benefits and all that stuff going throughout just for the Food Service program but we still do uh charge things to say admin and uh uh pupil services and things like that because they are doing some of the supports for uh say it's a rise Grant or an easy Grant or some of those grants and they are specific so if it's stuff done in maintenance we probably got a maintenance Grant out there that we're paying some things out of maintenance for uh even Transportation there's you know I believe there's uh some radios or things like that or the repeaters and things like that that we're getting through there um so you can see just kind of how the 19 million dollars is spent and uh this is one of these funds that it zeros out we don't have a carryover each year so we do spend the funds and uh we spend them wisely and so each year we never have a beginning fund balance and we never have an ending fund balance so whatever grants are out there we spend them so some of these I know especially with some of the state and federal they spend some fiscal years like um correct do I I know we're working on it but are we um going to get to a point where we as a board know which grants are out there when they're ending um not only from a funding perspective but I still um harp and go back like we we've lost some very huge programs that our community relied on we lost the 21st century Grant which um funded a lot of before and after school programming at our schools and again it was because we weren't forecasting it was ending um you know one or two people knew and made that blanket decision we don't need it anymore and it just went away along with all of our staff um but the same happened with our adult program so here we are starting Anew rebuilding things um so I I guess that's a long convoluted way to ask like are we going to get where we can um understand each of the programs that are out there and um what's been spent what we have left when we end yep we have a spreadsheet right now that we're developing with uh Joe and uh Davey the accountant they are putting together every grant that we have how many years it goes out how much is allocated per year you know like the Cozy Grant and the easy grants they're recurring and we have to apply for different cohorts per se so like cohort one may be done in a year well then we've applied for two that will help offset and we just keep going down that line but we do have something that we're working on and uh you don't realize how many grants you you have here until I opened that up I'm like wow we we do have a lot of Grants and you know we're in Prior years I don't think it was really like you said president Lovato that uh things were really maintained that well um I I want to say that now we are going out and saying we're hounding the schools to spend this money because we don't want to give it back and we ran into that even just here in the last month I mean we grabbed Sheila and Joe and all of us went upstairs and we had paper all over the walls and going okay we still got a hundred thousand dollars in how can we spend these dollars before we have to give them away or they'll go away and we just start okay we can journal entry here and journal entry here and make up for it and offset the general fund and so we're on it it's just it's you don't realize how many grants there are but we we do have a deal in Pro progress going and it'll come to you guys shortly awesome and I it can't um continue without giving you Kudos I mean it's not a bad problem to have you guys have almost doubled your grant funding in the past few years so I I just want to commend staff because I know that's that was a huge um push for me personally I know I I just I founded that we needed to have that financial management piece as one of our big goals because um it's out there we just need to learn how to grab it and how to how to use it um so thank you to everyone absolutely I think Dr Lauria was first okay no um thank you madam um board members I want to do uh talk about what modern president said about the spreadsheet and and how to keep track of these grounds uh so modern president uh all board members this is something that we can add either to the quarterly um updates from Finance include that piece above and beyond what we are given now or on a monthly basis the goal is for you to be able to go at any time and see how many grants we have and um so I was just gonna exactly what doc said uh but that can be we could find how you want that to be distributed to you you just tell me and then we'll go with that thank you um I guess my observation uh and having had to deal with grants uh you know regularly one of the hardest things to hear and it's a good problem and you're right it's a good problem to have but it's very difficult for me to hear that um you're trying to spend the monies at the last minute considering that there are probably needs for it from the very beginning and not having somebody to help manage what the schools have or what certain departments have so that they know to actually allocate it or you know if they got a grant for a certain amount and they divided it by however many months they have to get it done being able to know how much you have to spend and when to spend it I think is part of the issue here is people just probably don't know and so um there wouldn't be a need to Hound schools to spend it if they knew ahead of time how much they we had to spend and how much they could spend to make sure that they're keeping up to speed on it I guess I just I go back to what our goal is to keep the dollars at the level of the students and if there were things the students needed and weren't able to get it because they didn't know they had a certain amount to spend um then I think it defeats the purpose of having the grant to begin with and so to me I think it's important that we start looking at how once again being proactive and saying this is how you know it's great that we see it but more importantly to me it's better that the people who this grant is meant to serve and that manage these dollars see it on a regular basis and that they know how much they have and I know that takes a little bit of time but um I I'm envisioning that this is something that if it's even the ones that are at the school level not so much the ones that are at District level but if there are some that are being funneled to the schools this this is where I see a lot of um what my vision is for the CX and for DAC to do is to start really working on these are the the dollars this is what we need this is our wish list of what we would like oh well here's the grant we applied for and this is what you have and then them knowing and them taking ownership and saying this is how we're going to spend it in this increment of time because I think that um with grants not so much others but grants are more flexible that way that they are really meant for specific things um specific areas and they're you're right you shouldn't really have anything that carries over unless it's a multi-year grant that you received and at that point those dollars are designated for certain specific areas and things that we should never really run into that point at the end of the year where we're like oh my gosh we have a thousand dollars we need a hundred thousand we need to spend our we're going to have to send it back because those hundred thousand should have been spent before that time had people known they had it they probably would have spent it and so that's where I'm looking more as to how do we get something in place that you know a Tickler file of some kind that starts you know giving the little flag that says this is when you have to spend and this is how much you have to spend before it runs out anyways that's my you bet thanks for that I mean we are working on that um I know Joe when he first got here and he only got here what six months ago and that was one of the things he took on right away you know he said hey we're not spending our dollars in our schools so he was reaching out to principals and stuff saying hey you have this amount of money uh you need to here's what you can spend it on um you can't spend it on food unfortunately things like that but for supplies and things like that and and he does trying to remind them and remind them uh some of them use use their funding to bring in another staff member you know they may say I need a kindergarten teacher okay well if title or whatever the grant is can fund a teacher we actually allow them to allocate their funds based on that and it each of the schools are ranked in order of of how much money each of them get you know it depends on the free reduced allocation I believe and Sheila can chime in as well but I believe it's you know if one school has 70 free reduce and one's got 60 the one at 70 is going to get more money than the one at 40 or 50.

um yeah so overall I'm in support I think this match is pretty much everything that we have been asking for the question that I was going to ask us about the mtia recommendations I do think that the municipality also need to pull our own weight as far as right-of-way improvements because Transportation Planning needs to be in in tandem with land use so if there's anything I just want to make sure that we are fully uh committed to making sure that we have right-of-way improvements that match with the land use so overall I'm in support I do believe this meets with the UDC requirements for rezoning I do believe that this will further our comprehensive plan matches with the land use element and the sustainability element so I will be voting in favor of this thank you any other comments okay I just had one quick question about the parking maximum um I'm wondering about parking for non-residential uses and whether So currently we don't have a minimum but we also there is no parking maximum for many commercial uses and I'm just wondering about I don't know whether that's something that we should be thinking about or if that's a concern or something that you've discussed I mean we haven't dedicated specific spaces to commercial uses in here or who can use them but the current sorry the current parking number accounts for one spot for every four is there additional parking in here that's allotted for other the ground floor commercial the daycare Etc so we're uh we have drawn on here so that would allow for 54 spaces and this is 53 spaces drawn and there's no room for anything else yeah I mean again I that in my mind would be uh rise to the level of holding up this petition by any means but I think it leaves open the possibility that a different development on this site could be um I don't know like a TGI Fridays with apartments up above and a big and a big parking lot right because I mean we don't currently in the city have a parking maximum for restaurants right um but yeah this goes towards you know the only like the amount of far that you could do and how much you could actually actually fit on this space you couldn't do actually more than that 0.25 with the amount of far that exists so I guess you're saying like just a lot allotted square footage for parking stalls limited by that yeah yeah okay any other comments or discussion [Applause] all right mix Kelly I believe we are ready for a roll call vote on the first motion to approve the South Town rezoning petition to c1ar and accept conditions [Applause] commissioner Abrams yes South Town site plan and development agreement commissioner Abrams yes Professor Hammerschmidt yes councilmember dish yes commissioner Lee yes commissioner clerk yes Fisher Mills yes commissioner white yes all three motions carried can I clarify the address I think you had stated 1601 State Street I'm sorry did I uh should be 16-1 white stream I believe is what we were using correct did we change it yeah um in what aspect in terms of the naming convention okay I think this could be corrected I wouldn't stress too much about it we can resolve this in between now and city council congratulations thank you we're going to take a brief one minute recess and just allow commissioner sovietime to rejoin us here in the chamber this yeah it was in the last presentation yeah um foreign thank you very much [Applause] um any questions [Applause] thank you commissioner Abrams for cheering we are back with the next agenda item which is 2670 to 2690 Ann Arbor Saline Road for city council approval a request to rezone these two Parcels totaling approximately 1.6 acres from r1c single family residential zoning to O office District zoning no new development is proposed and staff recommendation is approval first we will start with petitioner presentation you have 10 minutes okay thank you good evening my name is Scott monsell I'm an attorney with Deaver EB Issa my address is 301 North Main Street Suite 200 also with me is Andy Rife he's the owner of the property just came from his son's Little League game so he's you know go t-ball and this is Andy's request to rezone 2670 and 2690 from r1c to office just a couple of uh background facts on how we got here uh Andy's families own these two Parcels since about the 1970s there's two lots as you can see from the aerial one has a house on it which is a small very small house close to Ann Arbor Saline Road the second lot has a house and then some storage buildings in the back um over these were had been used for residential purposes over time they were rentals but they became less and less desirable for rentals due to the increased traffic on Ann Arbor Saline Road and just the uh the additional development in that area and so they became harder and harder to rent so in 20 about 2019 Andy moved his office into the 2670 small building he runs a commercial cleaning business there are normally two to three employees at the in that house with two or three cars during the day he uses the larger storage building for equipment supplies Etc he was doing that and then about 2020 in 2022 the zoning administrator stopped by and said hey this is zoned residential you can't have an office there and so uh Andy was trying to figure out what to do but one of the solutions would be to rezone the site to office he does not want to move his office he wants to keep using that location for his office he does not plan any changes for the site for the foreseeable future he just wants to use it for his commercial cleaning business office and use the storage building at the back for just the way he's been doing it without objection from anybody um so uh you know again the important thing for the the driver of why we're here is because the zoning administrator uh said you've got an issue um he doesn't again otherwise we wouldn't be here he doesn't plan any changes now of course if he's rezoning to office that has to be something that you would consider but um just so you know there's no nothing contemplated at this time as far as the various land uses to the east you can just see it in the corner is a gas station at the corner of Ann Arbor Saline Road and Eisenhower that has gotten increasingly more active it now has a very active convenience store it now has a liquor license uh it now has a burger kind of a joint so that particular location immediately across the street really has an impact on the ability ability to use the site for single-family residential purposes farther to the east You've Got the Whole Foods REI complex there's just and then of course to the South West you've got Pittsfield Township and the target Myers area out there has just exploded with housing there's just a tremendous increase of traffic on Ann Arbor Saline Road that has an impact on those two sites I mentioned you know just to the South is the I-94 and then Target Etc to the West is multi-family and immediately to the south of the site is actually the access drive to that multi-family those multi-family purposes and then to the north you've got single-family residential that all enter not on Ann Arbor Saline Road but to the north the zoning of the area to the east you've got commercial some PUD to the South you've got I-94 and then the township to the West it's zoned I think it's r4c but it's for multi-family and then to the north it is single family zoned so the justification for changing to office there's really two reasons one there has been a change in conditions so that single family there is no longer really appropriate and coupled with that the sustainability element of the master plan really does it really does meet the goals of that in a way that would justify the rezoning to office regarding the changing conditions the uniform development code 5.29.10 point a refers to a change in conditions I've already outlined how there's been just a uh quite a bit of congestion and activity particularly particularly into the evening you know that gas station is very active which would have an impact on your ability to have successful single-family residential there um again the traffic on Ann Arbor Saline Road um you know the and again I noted the single family to the north does not face on to Ann Arbor Saline Road nor does it really and part of it does face the um the Whole Foods but there's burming there's a tree buffer along the way so it really is in a way is not impacted by the the commercial development to the extent that these two Parcels would be um so office use is really designed to be a buffer between intense commercial uses and adjoining residential purposes so the office designation would make sense it allows a mix of uses it could be office it could be residential or a mixed use but in the long run the single-family residential if it remained that way is would just be underutilized Urban Land the sustainability element related to the master plan as it says is the new way to think about the master plan and trying to use land use in the context of creating more sustainable development patterns creating less pollution creating a better integration of living in workplaces stronger Transit corridors and encouraging compact development and the office designation would Advance all of these goals it would either have greater residential density which could decrease the vehicle miles traveled even if it were an office type use those uses would be closer to the residential and it would encourage the potential work live relationship I'm sorry just about two and a half minutes left okay thank you it's on a Transit Corridor so there would be the potential of using the bus line and basically you know it is really an office designation would encourage a more compact development pattern that would be a better use of scarce Urban Land so the office designation would seem to be compatible with the sustainability element of the master plan we held a Citizens participation meeting two people showed up the questions really related to what might happen in the future really if there were to be a change in the future there would need to be a new site plan it would have to comply with all the city regulations it would have to go through the regular process and so concerns of neighbors would be addressed via the site plan process and and so that's really it we we think that the rezoning to office is appropriate uh due to the change in conditions um affecting the site and that um the office designation would be consistent with um the sustainability elements of the master plan so happy to answer any questions thanks thank you at the end thank you and I think Mr Manzell did a very nice job of describing what's happening at that site as far as the history uh it is 2670 and 26.90 the 2670 site is the the northernmost site uh with the existing 630 square foot home there that kind of prompted when the it was actually I think the housing inspector went out there because it previously was registered as a rental and that's what kind of triggered the domino effect of hold on this is an office not a residential rental any longer and then it got passed along to the zoning coordinator for enforcement and the 2690 site is just to the South and maybe we can and I think Mr Manziel did a great job if it's just in the Northwest Quadrant of I-94 there at Ann Arbor Saline Road uh he described all of the surrounding uses this is a blow up uh the one thing is there's about a 3 500 square foot storage structure that we could tell was built around the 1980s mid 80s I think from the city permits that were issued you know it's an interesting uh building because it did come in for a variance like in 1998 I believe in the staff report and it went to the zba to be used as some type of you know Self Storage but it just the trail ended like it was heard got tabled never came back so expect it really has been used for self storage for at least 40 years I think as far as I can tell from from the archival research uh again I think Mr Menzel described the zoning it is Zone r1c to the north is all r1c uh single family residential but to the West is the apartment complex r4a which is multi-family residential across the street PUD restaurants service station convenience stores uh also c1b which is community convenience also kind of a strip mall there so it has in also doing a lot of research since probably about 1990 this area really has developed quite a bit especially in the Pittsfield Township area if you've ever been over there with the with the Myers and and the uh the residential that's been expanded a survey the petitioner did ask for a waiver of a site plan it was granted by our planning manager since there's nothing being proposed at this site at this time although as was previously mentioned if there is any changes to this site it will require a site plan for Planning Commission at minimum and that includes whether it's a small addition or parking lot Edition expansion it'll have to come in you'll be hearing it again if there's any changes to the site and we can use this slide for any future reference if you'd like to take a look at what's existing on site this is the view looking Western from Ann Arbor Saline Road so this is kind of if you were looking across the street from the service station that's there the house and question that's being now used is an office I'll just put my cursor over it and then to the South it's really tough to get pictures over there because it is screened by a lot of landscaping there is a house I believe it's vacant actually I don't think there was anybody in there when I walked back there that's behind the trees and that storage structure is more in the account the the Southwest section of the site again looking Northbound as you're coming into the city that's the service station drive through restaurants and you know behind that you'll also see the the strip mall in that area and you can just see the house there to the left uh Steph does recommend uh approval of the rezoning to office from the r1c the petitioner also brought up elements of the master plan of the sustainability plan I would also probably emphasize that it does recommend back in 1990 so it's more than 30 years old that it be zoned r1c and that came from the south area plan that was integrated into the master plan you know back in like 2007 so there's a lot of other elements in the master plan the comprehensive plan the sustainability plan that would recommend um you know that this actually is appropriate for the office use and staff comments there weren't a whole lot of comments because there are no changes out there so if this does come in for development it may change everything as far as access traffic counts Etc so at this time I haven't opened any questions you may have thank you opened a public hearing this is an opportunity need for persons to speak for up to three minutes about the proposed the proposed site for rezoning uh we will first call an individuals present to address the commission than remote participants to speak during this public hearing remotely press star nine if listening by phone or use the raise hand feature if viewing through the web link for phone access call 877-853-5247 and enter meeting ID 977-6634-1226 City staff will select callers who have raised their hand using the last three digits of your phone number or by name if available for those accessing through the web link you will hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet area and mute any television or background sounds we may hear you clearly for either method of participation please state your name and address at the beginning of your comments is there anyone present that would like to speak at this time seen no one present is there anyone that would like to address the commission remotely because there are no hands raised all right so we'll close the public hearing and I'll read the motion we'll take both together uh the anniversary Planning Commission hereby recommends that the mayor and city council approve 2670 and 2690 annivers Lane Road for rezoning from r1c single family residential district 2-0 office District and the anniversary Planning Commission hereby waves the area plan requirement as no new construction is proposed for the site and a survey of the existing improvements on the site has been provided moved by commissioner Lee seconded by Fisher white discussion of the proposed motion commission wage just have a a few questions um one the and this is mainly for staff so um the the rezoning is going to make the site non-conforming in a number of ways uh what um what should we think of that I'll start there okay so there's a couple of questions there the first one is the office would be into conformance but the Self Storage would not it's still not allowed in the office District we as staff met and discussed this and decided since it's been self storage or at least for personal storage use for 40 years that it's a non-conforming use so whether the issue is it doesn't get rezoned or it does get result it's a non-conforming use for 40 years as far as the setbacks yes if it does if the office if it does get rezoned to office there are a couple of side setbacks that are adjacent to residential because that requires a 30-foot setback in the in when it's adjacent to residential so it would be a couple of sides I think it's possible the readers are going to meet because it's 30 feet but the sides may not meet but again we would address that when it comes into the site plan stage I assume because it's allows 75 percent far these houses probably would go away and if the the ordinance still stands we would have conflicting land use buffers and that 30 what setback Okay so you're saying that because we haven't enforced the rules for 40 years it doesn't make sense to start now well I wouldn't say that I think we could have a real uphill climb because they've got permits for all this at some point the city is we have issued permits for all of this okay and done inspections so I think we would have a very difficult time um you know I I would leave that up to the attorneys if they wanted to get into it but we've for the most part condoned it so I mean they do have documentation that they pull building permits and what it's been used for okay and then in your staff report uh or somewhere it mentioned their the citizen participation meeting and that the minutes were attached did I not have a link to that they should be if not you can go because I'm looking at what's in our packet and they're not election is not linked it is and I went into these and none of these had them click on the survey and Report okay okay because I think it's all attached is it just control yup I'll scroll all the way down and you're I'm sorry you're going to see the minutes the survey and the application all together all right so I didn't yep I'm sorry it's confusing because it's all we tied them all together okay so um just coming back to the um non-conforming uh structure the other question I think I had was they so one didn't we make an ordinance revision change that'll permit it small businesses in residential and why doesn't this fit this is not the same you may be referring to like a home occupation so you live there and have your office there but the applicant does not live there the need for it but if the applicant were to move in then it could remain r1c it could okay yeah it could be a home occupation okay and then my other question is the what's the trigger for a site plan so could the petitioner make changes as long as they didn't change the footprints of what is already on the site it would once he starts I mean it depends on what they're proposing because there's certain levels you know is it is it a site plan for planning manager that might be something like oh no yeah they keep everything in the same configuration but now they can go up to 55 feet because it's a summary zone so that's because of the floor area you're raising the height floor area right now to make sure that they're if the applicant were to come in and let's say they want to fix their Plumbing they're doing interior Renovations they pull the proper trade permit that's not going to trigger right any type of site plan but any type of parking lot expansion uh increase in floor area that would then we'd have to look at it is it a cycle time for planning manager as a site plan for Planning Commission I doubt the rezoning's got to go to City Council for approval but the site plan probably doesn't but it all depends on what's being proposed okay all right I think those are my questions any further uh commissioner dish I'm just this is I'm really asking this because I feel like I must be misreading something this is not a I'm not raising an issue but I too became obsessed with the non-conformities and so I'm looking at um I'm looking at the sides and you have two asterisks for the 2670 building for the 20.7 foot east side which makes sense because that's supposed to be 30 foot minimum but the 75 foot west side also has two asterisks and I can't figure out why that would be I was hoping you wouldn't catch that good that is we'll be that will be corrected before it goes into city council as you can see I highlighted all the little asterisks down there with the setbacks so it will be corrected you're correct you're not seeing things okay I just was like okay do I not am I reading the wrong column okay good and then it's just the 2690 then is really quite a bit closer than it should be to a residential yes yes um but 2690 is the personal storage area yes yeah so it doesn't make any noise it doesn't have parties yeah they're for 40 years and I don't believe we had any complaints on that so any push early theory if it is zoned off it's not saying that this is going to occur but in theory uh a hotel or a short-term rental is a permitted use within the office District So in theory if you wanted to convert the current existing storage into a short-term rental that would then be a permitted use I'm just asking yes if so but just remember it's still going to have to be building and housing codes they would have to come in then and register it and it's going to probably have to have upgrades to it because it's an office use right now so any you know I don't know what the housing and building codes are but it would have to come in for a review and approval and as a condition if this does get approval they're going to need new certificate of occupancy so they're still going to go in and look at this to make sure that it's certified gotcha I'm just trying to look at it again all possibilities uh I mean contextually speaking I think um petitioner did a great job of uh we just talked about the conditions and criteria by which rezoning makes sense um just try to think about what are all the possibilities that uh you know that could happen and so the hotel permitted use was just one that uh contextually to me on this particular intersection um you know I think about cleaning company um one of the questions I had was just a type of products that you might use that may have an adverse impact you know that being said there's a gas station across the street right so I mean again but that being said the gas station still has you know reasonable proximity a lot of the water water tables are generally going from north to south uh west to east so you know when I kind of take a look at this you know and I obviously need to look at the actual where the actual detention um from the site is you know really kind of going but can I ask you just um intensity of kind of products being used just out of almost all of our products or drop ship directly to the site okay I'm not gonna say we don't have some products on site but none of them go in the drains they're there to be stored taken to a site yeah yeah gotcha besides us maybe cleaning a little bit ourselves but right right it's minimal but mostly the the current primary use is just like administrative dispatch and something wrong that's why we I was there at the office I thought we complied with a home base because we don't have 12 visitors a day and all sure that's why we're kind of taken back we didn't understand this obviously we're correct I should hired somebody like that yeah you know if but we didn't know that we had to live there to do it so but yeah there's no chemicals or anything else used and like I said the traffic is very low it's yeah some days it's just me yeah uh got it thank you thank you for the clarification um again contextually speaking it's an intersection of a highway so I tend to agree with staff's um assessment now the challenge for me is that the master plan or the comprehensive plans land use element does specify this as a single family detached but again the changing conditions is really what the petitioner is citing at so um and then now again the challenge is there's a new comp plan underway but you know that's like 18 months I mean you have an active business so I of again contextually makes sense I'm not um again so the to me the most kind of concerning element would be the the wide array of permitted uses that this is this could be converted to um in the event that this passes uh that being settled contextually this makes sense to me so that's kind of where I stand I'd love to hear other people's thoughts saw this on the agenda for tonight and like before I looked at it I was like moving from a residential district to an office District it sounds like an interesting move um I think I understand why um and as the petitioner noted and I pulled up the use table right single family is allowed here as is all of the other kinds of residential uses so um I don't think it's necessarily moving us away from residential uses um one that's something that I had to like internalize myself I think that the um I understand I I appreciate staff's recommendation here um and I mean if I don't know what the the comprehensive plan would turn up and actually whether it's going to go through that level specificity I don't know what like how how much detail it's going to get in here just looking at it I mean the I was surprised honestly that it wasn't a commercial classification but then I also understand like the conversation that would need to happen um in that area um just given its location it's it speaks to like intensification of use makes a lot of sense um and thinking about you know that is a major Corridor um in the city um and so uh higher and better uses for this property makes a whole lot of sense I think actually under an O classification there's not as much of a risk of like very quick Redevelopment um I think that maybe maybe if it were something else that there might be quicker development and that's not the intention here so in some ways that that gives me more Comfort um in thinking thinking that through this is like a temporary use and not hindering if someone does want to live there um that development and actually having duplexes like this became duplexes that's totally possible um too so um all that is long rambling way of saying I'm also in support of this I think it makes I think it makes sense uh uh for all of the reasons that commissioner Lee said as well commission early uh thank you um one of the interesting things I thought was you know I don't want necessarily just when you look at the lands it's a commercial as opposed it's red on the map and so it's like you just have this one little blip of red kind of on the corner so it's like a part of me is like does that stretch need to be you know kind of up Zone to office or something that allows more does this fit in TC well I'm just literally spit pulling does it look like tc1 I don't know um I'm just throwing those ideas out there uh as of right now um actionably to me I mean it does make sense simply because right across the street it is commercial the extension there of still contextually makes sense so I just wanted to respond to commissioner Mills comment that residential still can be used and the protections are still in place in the event that this turns into you know or uh you know petitioner tries to turn this into a short-term rental or hotel use um that it would have to still go through the proper permitting process um inspections Etc so so by those virtues the thing that I would actually say is like hey well let's should we take a look at the rest of the corridor almost but um that's that's that's a different conversation altogether but um overall to me conceptually makes sense thanks any further comments maybe I'll just add s with other projects uh maybe pulling play in the worst case scenario or alternative scenario I don't think it's the worst case scenario um that shed could turn into uh Banquet Hall which we just kind of went through you know the ordinance changes for internally and that would that may not require a site plan review but uh because it could increase the intensity of use what typically triggers that is a parking cone and we don't have parking accounts anymore but I do think that staff has discretion to measure the intensity of use of non-conforming buildings when they change a use and so uh if there was a condition where the petitioner came back tried to hold a building permit for a banquet hall in that shed and it still has to go through zoning compliance review that higher intensity use within a non-conforming structure would probably trigger staff to say you need to you cannot be more non-conforming and even though it's an existing physical non-conforming thing the use would be more non-conforming relative to its intensity so that's kind of the scenario that I play out and what I've understood and experienced with staff kind of measuring the evaluation of the process that it might go through and so I I trust and understands that staff would also realize this and and request that It Go for either planning manager review or to Planning Commission to understand that kind of higher intensity change of use so I'm just it was asked kind of what kind of scenarios might we look at and that's kind of one I would understand but I don't have concerns about um relative to different ways sites are evaluated during the permitting process commissioner Abrams um just to underline that I think it's actually not even discretionary uh in the UDC 5.32.1 non-conforming use says that it shall not be expanded or increased in intensity of use so it's it's written there very clearly so I don't think we any of us should hold on to any worry about that further discussion all right I'll ask staff to take a roll call vote on the first motion to recommend to Marin city council to approve 2670 and 2690 Ann Arbor Saline Road rezoning from r1c20 Office District commissioner Salve yes commissioner Abrams yes Professor Hammerschmidt yes councilmember dish yes commissioner Clark yes pressure Mills yes commissioner wise yes that motion carries on the second motion to wave the area plan requirement as no new construction is proposed for this site and a survey of existing improvements on site has been provided commissioner Salve yes commissioner Abrams yes Professor Hammerschmidt yes council member dish yes professionally yes commissioner Clark yes commissioner Mills yes commissioner weish yes that motion also carries thank you thank you uh at this time we moved to public comment this is an opportunity for persons to speak for up to three minutes about any issue as the public agenda item or not um we will first call an individual's present to address the commission and then remote participants to speak during this public hearing remotely press star nine if listening by phone or use the raised hand feature viewing through the web link for our phone access call 877-853-5247 and enter meeting ID 977-6634-1226 City staff will select callers as they have raised their hand using the last three digits of your phone number or by name if available for those accessing through the web link you will hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet area and mute any television or background sounds we may hear you clearly for either method of participation please state your name and address the beginning of your comments is there anyways seeing no one in the chambers uh looking to speak is there anyone who would like to address the commission remotely makes Kelly there are no hands raised all right at this time I'll close the public hearing and move on to commission proposed business is there any commission proposed business commissioner weiche so I just uh wanted to draw our attention to the memo that we received from planning manager Mr Leonard and I wondered uh how we could facilitate a conversation whether it's at the table or in another space I think we might have a retreat being planned at some point so it might be a topic for that agenda as opposed to tonight but more conversation here so and and just to give people some thinking points at least from my mind as we might reduce our city council to reduce our size from nine to seven and then use the reduction to create two alternates so the composition like the folks who are appointed would stay but it would just change the composition because it doesn't appear that there would be a way to do the alternates and with so many of you being active in the development community in one way or another recusals are happening a lot and I think I've been on for two years and I feel like in the last six months we've had more recusals than we had in the previous 18 months and so how do we address that because that does Deuce I think it it creates some amount of harm to petitioners because they come expecting um a full committee to hear and then there isn't and and so then that puts pressure on you to be here or to figure all of this out so so how do we uh sort of address that because we want your expertise at the table but then your expertise often creates conflicts and so then you have to leave the table and then we have to send denials technical denials to city council so I I would just love to figure out like do we have that conversation at the table during a conversation like this is this something that we propose for a retreat conversation do we ask our city council person to Advocate like how do we go forward ask uh would this be something we're talking about city transportation with the UBC uh and or the orc meeting would this be something that could roll into that agenda first or maybe staff or commission proposed business to add to the executive committee's next meeting planning the retreat I think there are a lot of appropriate avenues that this could be brought up um my recommendation would be to discuss in a forum where all of the Planning Commission is present because in order to uh kind of uh request via a um a resolution or a memo or any other type of communication to council to make a change you'll want to make sure that that request reflects the majority of this body so you could put it on an agenda for a working session try to reach a consensus and then add a regular session um if there is a consensus reach vote to move forward some type of communication to city council because of course it is there it is not within the UDC or the purview of the Planning Commission to Workshop the exact changes although you could make some suggestions for for what you would like after you come to agreement okay so I'll just I see council member dishes do you want to add to no I just wanted to ask so um so what you've suggested commission or what commissioner weich has suggested sounds complicated whereas there is a suggestion on this page that we reduce um we could reduce our standard for enacting a land use decision to the majority of the members present which seems easier so I will just say to um uh planning manager Kelly's Point like to this is a time for commission proposed business to make this a business item for a future rather than workshopping details at this time right and so we can just request yep correct I request a briefing though from staff on like what would be the implications yeah and I think doing this alternative yeah I would I would like to hear from them the pros and cons of the of the alternative thing here we can certainly find a time and an upcoming working session to discuss and consider what's what changes might accommodate the um the modifications that would allow for a vote however I I don't think that um lowering the number of uh votes required for approval would necessarily bring more voices to the table so it doesn't it doesn't make up for the re the recusals and and yes we we can discuss this further but I think that it is perhaps worth considering with nuance thank you I don't want this to bump anything that's on the work plan I just didn't want this to be the final word so that that was what I was really saying so if we're trying to find where we put this we put it onto the work plan and then we move it up because if we get something done and it's like look we have a meeting that we don't have anything scheduled for this is the thing we talk about at that meeting as opposed to not having that meeting and then it sort of gets discussed and goes away but I'm not suggesting that we bump our work plan uh to do this I just recognize that we're already down a commissioner and with um some of what's coming there's the potential for there to be more recusals and so then that's going to impact petitioners and I I just don't know what the Horizon of that looks like so that's why I want to raise it during this period I appreciate that and I think relative to our work plan what we've seen is things that are easier for staff to prepare like memos already we may see come ahead of other things that are actually on our work plan because of gaps in our scheduling time um any other commission proposed business at this time no uh with that we'll move on to adjournment do we have someone to move commissioner witch and seconded by commissioner Mills all those in favor say aye aye and we are adjourned foreign

so uh it's calculated uh but your budget amounts calculated by by ADM so as you know you're you're schools are funded by taking your student account I'm the base support level so that's your your base support level if your per student allocation and then they add on the various weights for if you have um your sped students ell Etc and so you take all that can into consideration for auto um and that equals 3.3 million uh just over 3.3 million I did note there that we're projecting a flat enrollment and what that means is you're funded on current year funding and so when you're kind of looking forward um if you don't have any drastic Trends one way or the other in terms of either kind of seeing growth over the last five years or decline there's really no easy way to to predict the future and if you if you had a magic ball you know I'd be you'd be a very uh respected person and a lot of districts would utilize you but um the best way to budget is really to budget flat um and that way it gives you the opportunity if you do have if you do have some student growth you can revise up in December or if for some reason you take a decline you can revise down so in looking at your enrollment it's kind of fluctuated year after year so there's no Trend uh that I feel comfortable kind of predicting one way or the other so um I'm proposing to just budget flat and then give the district the opportunity to revise either in December or earlier when we see some enrollment um at the start of the school year um I talked about these two increases here the two percents of the base so that's ongoing funding at 62 000.

any discussion yes my discussion would be my question is if we're going to have a work once so on a month and and the regular board meeting once I would like for the board to have at least an idea of what's that upcoming Workshop is going to be and you know we might you might want to talk about the static blue we might want to talk about eels so I think to get a sense as to what we were sort of wanting to do as a board uh and then it does compromise with you and to pretend we can move on to act that's the only reason that you know I have a question about I'm looking forward so having some kind of a proposed topic yes ahead of time yes yeah some kind of lay them out like if we don't know that's good we have two of three you could we could bring too and you mean that says you know this is going to be the the workshop for January and if everybody's a group we use that as a workshop to me it feels like there's no input for the board to say we need to discuss this or do I make sense 100 yeah okay yeah I had some of the feedback which is I would love for us to have some way to a cold core members to get some ideas and kind of put them together and see you know what would be peaceful to use workshops um you know going back to what we were talking about before with you know that observation of the format the workshop and for the meetings is very similar um Maya chain and I'm just I'm saying this for a clarification too is to make sure I understand what Workshop it's really supposed to have like a central Focus like an idea that we're sitting down to talk about late last night when we had the Career Academy Workshop so I'm hoping you know I I know that there were some concerns expressed um you know about making sure we were providing Advocate space for the public to participate to make sure we're hearing from our student representatives and every every uh time that we got together here as a board um I'm not opposed to messing with that format necessarily but it does make it a little bit confusing and I think if we had a focus for those workshops it would help us sort of differentiate between their function and a little bit better I agree so we don't have to change anything in that motion um anyone else after the same thing let's bring it to multiple all those in favor um May 2023 financial report notioned that the Board of Education except the May 2023 financial report in accordance with 23-98 I'm second now okay any discussion all those in favor aye are you opposed of sentence okay can you do the next one action item D education specifications for Early Childhood Center I'll make a motion at the Board of Education approve the education specifications dated May 26 2023 for the Early Childhood Center as recommended by the sites facilities committee on May 30th 2023 and in accordance with exhibit 23-99 by Bridget a discussion hi are you closed interceptions Jesse can you read the next one sure I motion yeah I imagine that the education specification for Danbury High School lab recruitment promotion that the Board of Education approves education justification today in May 26 2023 for the Danbury High School science lab Improvement as recommended by the site and facility committee on May 30th 2023 and in accordance with 23-100 page 5100 see a discussion superintendent support will be right along thank you foreign format and that this Cooper was seeking to thrive so our meeting the boys might recall made a requests for a meeting on June 26th the rationale economy was to discuss the very thing that is going to talk about before it might recall really trying to find out from the board members what's most important for you to hear about during our Workshop sessions and it was my hope to elicit feedback from you to make sure that we can um focus our presentations of course so so that's more this would also help us my hope is also to present to the board through the Strategic plan identify and focus areas for 23-24 school year with all of that said and I spoke with before I can't imagine Professor this morning I think it was this one um and asking respectfully understanding how challenging these last couple of weeks have been and how demanding the schedules have been these last couple of weeks not to mention months not to mention so time we've actually come out before hearings it doesn't matter to my team and I whether we meet June 26th or in August it's important to me however to just make sure we start the school year typically we go through a process where the board is approving goals in November respectfully I'm asking if we can start with the goals to kick off the school year and and then also elicit this feedback from you prior to the school yourself and so we can either do this June 26th it's a business I'm starting with we don't have to meet you in 26 I think these last couple of months have been a lot if we're still asking you to come out for some additional hearings before beyond the school year now and so if the board would like to push this back to August you know or either early September as we before we start school or in September before our first board meeting the team and I will be happy to do to do so so just throw that out there to start out the part of that rationale was that that on top of this week next week was if things can develop over the summer that we might want to address before the school starts in that meeting and come up with some topics but I asked him to mention it and I'm not making the decision myself I put it out there to everyone if they were okay with pushing it because who who knows what evolves over the summer so that's kind of what what we're thinking so if it's okay with everyone else um to push it it's okay with me it's okay with Kevin but if there's any resistance then we'll just just FYI would be able not why we were going to change it but um yeah so cancel the 26th yes so like I don't get upset but we wouldn't even 26th and then it is developed because we already want to discuss certain things that are current for the 26th and then we wouldn't consider possibly if there is a good amount of you know change that happens or then meet again in August to prepare or to finish up because it might be like a lot better that's just I mean like I said I'm okay either way I will be there so so I mean I mean not God could okay I just want to ask where a clarified questions make sure to make sure Monday meeting I thought was goals for the next school year correct yes okay thanks so much factors like we did this show okay and the reason I'm asking that question is also because one of the things that we've discussed is board self-evaluation which I know would normally take place in that September or October November we know as well is it possible that we could use that meeting at crisis to sort of set the goals in motion for next year with the idea that coming coming back after the summer that we might be able to revisit that and just look at it again or is this like a formal approval process that we're talking about taking place on the 26th so they the intention behind me was to recommend to the board goals for 23-24 again with the Strategic plan they identified priorities for 22 23.

how's anybody have any strong feelings but we're eventually gonna have to take a break at some point okay all right well we'll write into the El Cap I said the b word I know but I didn't I wasn't like was not Affirmed I'm actually asking you to reconsider that I really want to be 100 sharp for the lcap talk and I I need to take a little break I'm a little fuzzy in the head right now thank you for understanding that yeah thank you so much foreign I don't know we're ready live all right all right we are um back from our recess we will move to our um item 8.1.2 public hearing informational draft 2023-2024 local control accountability plan also known as the lcap with that we'll open up the presentation okay we're going to bring up obviously we have Tina and Tim to come up here they do hours and hours to work on that 113 page 1 13 page um alcac document she cut it down from years past but they put an immense amount of time in this and and then they gave me the first two slides but basically that's one of them and here's the second one explaining what lcap is and those are my two slides and they're going to do the rest of them so the El Capas are strategic plan describing how District funds will be utilized in the California local funding formula to improve outcomes for all students so there's my two slides so I'm going to pass it off to Tina and Tim and uh see if they can do as well as I just did we'll try so the lcap is based on eight State priorities that the state of California has set for us you can see them there they they haven't changed over the years and by priorities it is a little bit of a misnomer I always like to clarify it's not ranking them the priority does not mean rank order of importance but rather eight important things that we are required to include in our lcap so I always like to clarify that for everybody included tonight are two things that we have to bring and again this is a public hearing we'll we'll be back next week Tim and uh I will be back for um the second part of this so most of this tonight is all informational for you the two pieces in it are the budget overview for parents and as the the lcap as well which you see is 2021-24 because it is a three-year document we are looking specifically into 2023 2024 this year as has been stated previously there are goals that we tie to our lcap the 2023-24 goals remain the same as last year with one edition you'll see El Capco one looks at our academic instruction and tiered interventions to ensure student learning and high achievement for each and every student goal 2 is to provide social emotional learning supports interventions to promote healthier student attitudes about themselves and others goal three looks at behavioral instruction and supports as a proactive approach to creating a safe positive climate and school culture and number four is the addition we'll talk more about in a little bit with some more depth but that is to provide additional support for the academic social emotional and behavioral needs of foster youth students so you see it is it Remains the spirit of the previous three goals but specifically targeted for our foster youth students all right before I start um I wanted to take a moment to thank Business Services in particular Charisse Bromley for all the work that she did on this document I would also like to thank my team Wendy quo Kate Ori and Jen McCall for working with the data that you find all over the lcap that's a that's a big job and they did a great job so to start with um looking at our overall District budget of over 210 million dollars the lcff portion of that or the lcap portion of that is around 18 million dollars so it's a relatively small percentage of our overall budget and what I'm going to what we're going to do tonight is take you through goal by goal um discuss expenditures as well as other actions that have been taken that are not funded through the lcap funding so goal one like Tina just mentioned is centered on academics so it's our media's goal that's ultimately what we're here to do as Educators is ensure academic success um just going going through these a lot of these seem like basic services to us now things that we expect to see at school we have bilingual AIDS here a lot of money going towards technology which includes additional instructional professionals as well as device replacement we see educational software and the the um the K-12 teachers on special assignment those are our DLC members and they're instrumental in professional development decisions and development of those sessions um they're instrumental in things like assessment course placement those kinds of things a question about that are those are those um focused on English or language arts and Mathematics currently our DLC is consists of counselors so we have a counselor DLC now we have English and math and then an overall DLC that includes special education oh sorry in elementary and so atosa is is it for all of those categories a full-time position or no it's a it's a point to position with the exception of the counselors the counselors don't need to have coverage to leave their campus so we pulled them twice a month roughly and they're able to leave without coverage a substitute and so the point too also applies at the elementary level correct there's not like a full-time in English or okay for all elementary okay we also see money going towards art music and PE at the Elementary grades the secondary counselors listed here are really are are um not the new counselors that we've added over the past couple years these are our secondary counselors that have been in the offices for many many years you can see Library staff is funded here um all-day kindergarten IPS or instructional professionals we do allocate money to the sites for intervention and instruction as well to be used at their discretion we see medically necessary and off-campus instruction here um Elementary reading specialist is a relatively new action to lcap just over the past couple years and then we see a professional development budget so one of the big big changes for us over the last couple years is the influx in in grant money coming from the state and grant money is different from lcap and that needs to be spent on specific um things called out in the Grant and we're held accountable to those during yearly reporting on what we're doing with those those Grant dollars um it's become really um like a huge additional funding source for us but it's tied to specific actions for example the Community Schools Grant that we received for the implementation year next year that has very very specific uses also when we meet with parents throughout the year and this year we had a lot more meetings than we ever have starting at the very beginning of the school year a lot of what parents are giving us the input they're giving us through that process um isn't expressed in our reaction to that but the things that we put in place isn't expressed in the lcap dollar figures or even the lcap actions at times because that funding comes from other sources so we wanted to call out um some highlights around goal one of actions that we've taken based on community feedback throughout the year that aren't included in the lcap funding because really when we have those meetings and we receive that input we look at all our money not just our lcap funds so some of the highlights here are letters training which is a reading training going gangbusters at the elementary level it kind of started with a a handful of teachers and it's grown and it's grown and it continues to grow and we're we've received excellent feedback from staff members people a lot of people are asking to to receive that training we're also able to continue funding our elementary Reading specialists through 25 26 with other other funds we purchased a new assessment platform this year for junior high and High School I'm not going to go item by item here but I wanted to point out that the black letters mean that there's no additional cost to the district here so existing staff is is making these things happen okay but this is this is just the highlights of academic actions that the district has taken that aren't funded through lcap sorry took a step clarify on this list the the items in blue those are all the other funding sources items okay so on this list are not any of the El Cap right the lcasm portion we just went through any questions or comments on goal one before we go go to gold two okay I'll turn it over to Tina Tim talked a little bit about how these additional funds have come in to help provide richness to our program already and we're really really happy for that it makes it a little tricky for us when we get to El Cap time or the lcap season as I call it to differentiate between those pots of money so follow with us with the color coding here the apricot color peachy color is really focused on our lcap funding and the blue as you've seen previously is focused on the other funding sources so as you can tell it's it's very difficult when we meet with families we wanted to show the blue because we wanted to show that their input has made a difference in what we've brought in with with the other types of funding so back to lcap here those nuts and bolts you can see for goal 2 which looks at social emotional supports we've included a lot of our Wellness staff in there including registered nurses counselors and then our targeted case managers of course are included in this goal here we are back to the blue that I just mentioned a moment ago you can see I once again quite a few services that are going to our students are funded from these enormous amounts of money right now that have come post coveted that are coming into us and we are leveraging them as much as we can we are planning on increasing our targeted case managers from uh part-time to full-time I am understanding that is still caught up in some negotiations with the Union on that part but as soon as that clears up we are ready to go ahead and put those folks in whether it is September 1st or October 15th doesn't matter we're ready to add them in any questions on goal too all right Tim okay goal three is regarding behavior supports for our students you can see here again the lcap funds used in the peach color we're funding opportunity programs at uh Cal and that says Chapman but it's really at Neil Dao it was too late to make the change when we've got that yeah we'll make that change um Reese the elementary Reset Program which is a a program where students go instead of going home for a suspension and you can see other other items here coaching stipends campus supervisors and Elementary and secondary project Specialists working in the student services department so a big piece to our approach to behavior next year will be that middle bullet which is the behavior intervention teams what that involves is a team of instructional paraprofessionals under the direction of product project Specialists that were mentioned on the previous slide and those teams will go in to assist teachers to deal with the most more extreme behaviors that we're seeing and the intent of those teams is to give the teacher tools and strategies to work with those students so that we're not pulling them out of class or anything we're doing all the work inside the classroom and working with the teacher to enable them to do it on their own when the behavior intervention team leaves any questions on goal three I just wanted to um bring us back to taking a look at where within the process the things that you've responded to were highlighted when I went through the summary of feedback um for specific educational Partners that's the overall umbrella Community meetings one and two were what I highlighted and Drew from and with each one you've highlighted academic what did the community meetings say about increasing electives at the junior highs intervention groups at the elementary and I went through and highlighted all of those things and then went back and looked at what you've highlighted for funding and even though it doesn't do this individual specific funding system I was able to tie in the feedback topics from those two meetings of everybody not you know not the individual groups but the everybody and and so it was good to see as a board member to see that we were in fact listening to the group's feedback I'm not going to go back to the numbers but in here you've highlighted at every meeting how many people attended I was floored I had no idea those meetings were being as heavily attended as they were but thank you to our our public and our community as well as our parents because there was a broad representation of everybody coming to the meetings and my kudos to everyone that pulled all of that input together and highlighted it in the description of what we're responding to and do your first point about what this specific input was from those Partners yes you're right A lot of it was highlighted at the top at the very bottom I did one of that section I did want to include those pieces that are other funding sources really specifically so people could see very clearly that their ideas were heard that they have been funded and that's at the bottom there again it's a it's a it's a tricky dance because this is lcap Central and we really have always looked at lcap money being Central but we have all this other funding and we want our folks to know that we again have listened have put movement forward with the other pieces of funding so I slipped it in there in a spot that I believe will honor that yep I see it and and on page if anybody's interested 25 is where the numbers of the people the date the meeting was held the group that it specifically were invited the number of people that came and and then as you said the um the topics um for you know the things that were concerns the things that needed to be um addressed and the things that were Pats in the back and hooray because people were very happy with a number of of the things that we put in place last year but they also trickled into even before pandemic so um the behavioral intervention teams to assist support staff or behavioral needs in classes to me that one topic covers such a broad range of what all of the groups were asking for including staff so thank you for delineating um those things and some there's some mention of the uh how we were able to add the programmatic pieces to serve students with the different pots of money as you said okay I'm done with that no problem and I do want to say as well Elaine here right sitting to my left has she's been at all of our lcat meetings and one of the things that did come out of this process was the CPAC I think Tim mentioned that a little bit earlier and um Elaine has been part of that group so she's been heavily involved in watching this process along the way yeah I I was glad to see that that it was mentioned specifically because I knew that that you had been here advocating for that and and had told us about the dates of some of those your group's meetings and yes it was reflected and and highlighted in in the lcap so you know again hooray for advocacy so we're going to close this up with Goal four and as I mentioned this was the new goal it is specifically looking at our foster youth achievement so all of the things that we have going on and money pushing toward do continue to support our foster youth we do rely heavily on our foster youth liaison Jamie McLaughlin who has worked over the last year two years now and continues to work with our foster youth families we host the Family engagement night meetings with them about four a year that our foster youth parents are are welcome to be at and and give us information give us background give us their needs to see how we can help improve the academic achievement of our foster youth so here you can see that we have some of those pieces there there's not a money piece tied to it on this slide because they are included already targeted case managers are hugely important with our foster youth families and our health professionals are as well some of the things I just mentioned there are Foster homeless coordinator Jamie the All-Star parent program which you've heard about throughout the years continuing to fund the mtss site coordinators that comes from an additional Grant those folks specifically look at academic achievement on their campuses and will specifically continue to look at Foster youth so we can help to improve this goal of ours that we're in PBIS again that increased targeted case manager my my fingers are crossed as all of ours are that that will move through negotiations soon counseling additions working with Local transportation agencies we're continuing to work with them we secure bus passes and do as much as we can to get kids to school and of course the community school is implementation Grant will be starting up next year any questions on goal four not specifically on Gulf Ford I I do have some questions on your goals and actions part of your uh that would now be a good time to go there sir okay um I really like the um the explanation of why the Lea has developed the goal that helps to identify and focus on the importance of the things that we're implementing like the mtss and the PBIS is it PBIS or yes you got it yep um opportunities for differentiated instruction to meet varying student abilities which also speaks to our special ed inclusion programs reading Pals response to interventions math Labs all of that stuff now here comes my question measuring and Reporting results page 28 of 113.

so we we are working on that and I think it's getting better um but that's that's good to hear that some are not getting that that information and but we'll we'll work on that and hound them a little bit next school year Madam president members of the board I think it's that that monitoring piece in the structures and how we track things that we have we are finding uh you know we we have a lot of work to do there uh because it's not something that we inherited necessarily the structures and the systems who are putting those things in place one of the things with the title funds the title One funds that we uh and this is what we heard from the community and from the board so this is how we take your feedback and implement it uh it was to ensure that we are offering opportunities for students to go through field trips to go to you know to have these extracurricular activities that are supporting the standards supporting what they are learning in there but in a very different way in a more engaging way in Hands-On way so uh we have been working um with the schools that they plan how to spend their money because they they there's the title one that we need to turn into the uh Title One plan that we turn into CDE for each one of the schools uh we're ensuring that um we support principals as they plan those field trips so no longer it's going to be you know this school really likes field trips or these teachers so those kids have more field trips than the school down the road uh that people may not you know even think about doing it so um we have a minimum number of field trips so that every great level especially in the lower grades can participate in field trips and other opportunities but this is it goes back to you know expectations on how to use the money how to put it closer to where the students are and and monitoring those um those uh expenditures so uh we'll continue doing that and continue bringing to the board um you know some of the Frameworks that we're using to support and monitor this any further questions next slide please this just has a little pie chart showing the revenues and expense uh Federal versus State uh of course we get most of our revenues from the feds and uh we'll just keep building on that number and make it bigger and bigger each year uh I know uh security wrote two grants I believe for a total of four million dollars here just recent we're just waiting to hear on those and uh it's it's we're looking constantly so next next slide please this just kind of gives you a breakdown as to what departments are getting the uh the the grant funds you can see instruction gets most of it and uh pupils and uh the instructional staff so most of it is maintained at the instructional level that's what they're written for and uh just a very short amount is for other services or transportation and that kind of stuff but we are going out and trying to get as many as we can let's go next slide please pupil activity fund this one day I really don't even look at much I mean I I make sure they have a beginning fund balance at the end of the year that they didn't spend all their money and they don't then they are gradually starting to do more fundraising since covid so you may see an increase in revenue and expense over the next few years but this is pretty much where we think they're going to be for next school year and we'll keep revising as we we go on and but yeah I the only thing I I monitor on that is at the end of the year are they did they spend all their money or did they not do as much fundraising because our Auditors do ask why to change year to year to year you only spent took in 53 000 one year but you raised 340 what's what's the difference and you know it's like well the only thing I can tell you they didn't do as many fundraiser you know things like that so it is we do watch it but that's that's more at the school level and uh we do we do track the revenue and expense but that's that's the school level money and I don't want much to say about how they can or can't use it because it's theirs they raised it they should be able to use it the way they want next slide please it's all locally fund raised so that's just one slide that's not even worth putting in there but I still like to put it in there uh next slide please expenditures uh this is the no that's not property I gotta fix that slide because uh the wording on it and I noticed that even after we uh did the 5B and the academy slides they didn't show up again so you'll you'll get those next week um that that's what I was looking at prior about 3 30 we had put all those in and then all sudden I looked at it I'm like Nathan that's wrong so we did another one and it's still wrong but we'll we'll get it fixed for you um next next slide yeah that one says Property Services so the bond Redemption fund this is the property taxes that come in each year that we uh I'll receive and uh it goes right back out the next year or this school year in in uh in the principle and the interest for the bonds and then you know there's always a fund balance a beginning fund balance and an end fund balance the beginning fund balance is spent right away in uh December and then we re raise all the money and uh March April May June when property taxes hit so then the fund balance goes right back up so it's just a revolving door it's always going to have a fun a beginning and an ending fund balance now if there's ever a time where say we get uh more in property taxes than what we thought we would we could actually maybe possibly buy down a year of of property taxes and help the taxpayer and then not assess so much the next year if it ever got that big I don't the way we got it right now I don't see that happening but I've been at districts where the interest or something raises and raises so much more money that they're able to buy maybe buy half a year of the interest payment more than what they could have and try and pay the bonds off earlier so that's just something I always look at any questions on this one yes Mrs Zubia yes sorry um so going back to the previous slide before you change from that um the one that you said was um it's the student one right the fundraising um so the numbers aren't adding up so it's not just the label but it's actually you have 350 and this one only adds up to 330.
