so we would go back to students playing again and identify the Kobe name because of course we was expected to be 24. does it necessarily mean that's what would be put out on doing workshops in superintendent updates and so we will start there and then kind of part two of that elicit feedback from the board members want to think you would like to hear from my office regarding ongoing updates whether it be their workshops or anywhere else does that help out yeah two-part of identifying those recommended goals for next year 23 24. we get attractive for the plan and then part two elicit from the board having some priorities for presentation so it's working for 24 School okay um personally I think it's a good idea for us to be on the buffet and District to do this work just to get ourselves a framework I think that makes it easier when we come back after summer not doing this kind of work to have a starting place and it doesn't really hope that we can't kind of revise and go through things again but I think there's a fair intuitive people are willing to be everyone else feel the same way yes [Music] I think the the leader on the 26th we're going to talk about goals between 22 23 we killed that this boy has had a word within the vast years we once we end our June last few meeting we're done until unless something fun time so I would say unless there's an emergency why me and bill July in Orange and I know June to 26th but you know we all have been busy um you know the 23-24 goals who are still working on 22-23 goals and you know there's a meeting coming up with the chairperson and the vice chair and myself so I would say and I'm comfortable with not having to meet on 26th the chairperson in the back chair and the chair of the superintendent evaluation committed meet and do what we need to do and uh that's the superintendent feel like those 23-24 goals really have to be discussed before school ends starts the end of August and the correct so our first meeting is and I think and by us having that one workshop and one board meeting in September I think you have the authority to move that board meeting up to that Workshop me personally you know 26 is up so we're going to get a general consensus yes yes yes okay so uh I don't know I'll tell you something oh I already have it okay so we have one two three rational work study uh Mississippi chair for that committee so ultimately I think the decision rests with her so yep I think that's the way it's the list so okay yeah that's what I'm saying so let's say it's a more workshop with with a component I think it got listed correct okay I think because when we originally came up with that meeting and superintendents evaluation meeting we we talked about two things two different things we talked about super it's myself and Lauren meeting with Kevin after um the worksheet was complete yes so Nan workshops have completed for those that turn them in correct okay so then we cannot get a meeting with the superintendo advocate July that first person in July so I had the question to come why what are we number 26 I'm gonna sit down then we can evaluate the worksheets that people have turned over both the term put time to turn in there so I think there was a two part to that meeting that was the first part of going on and going over some some goals for Kevin in this office specifically and that's why we we had it for a month in 2017.

the metric is down the left hand side priority for pupil achievement pupil outcomes and then if you track across um because these were three-year programs you have your your baseline from 1819 and then over on the last column it's a desired outcome for the 23-24 school year all student groups scoring yellow green or blue on the fall 2019 dashboard will increase a minimum of nine points in their average distance from standard students who score orange or red will have a growth of 19 points is that realistic that's my question you're they're already read those are the that's the severe alert alert alert is stating that that they're going to have a growth of 19 points so the first of all the the three points comes from the state that's what the state expects us to increase each year um for in order to close achievement gaps students scoring student group scoring lower than that need to have accelerated progress essentially so that's where those numbers came to answer your question is that possible um in particular for foster youth for example it's a small enough um cohort cohort that we see wider Swings with with smaller cohorts um and those are the groups the real small cohort groups are the ones that in Chico Unified with the exception of students with disabilities are the numbers are fairly small man make a quick comment yes thank you so much um because I know it's the same thing and I want to say um for that actually I always ask you guys about how we're going to measure these systems and I love that there's numbers in here and um to answer your question of course it's possible we have great teachers we have great students we can make it happen and I really really love that we're taking a big swing I mean 19 points is a lot of growth but it's totally doable and it's really exciting to say hey we're gonna re we have a real goal and a real plan to grow the kids with the most academic needs like aggressively that's awesome I just wanted thank you guys for that that's all were you going someplace else I ah question page 32 priority seven course access High School honors enrollment grades 9 through 12.

yeah and then I just wanted to point that out because it's not just the label but it's also the math on this right we made changes changes as well to this one yeah it's not for the activity fund Property Services it's more of a supplies and field trips and other expense it should have been probably other expenditures in yellow rather than Property Services because they don't buy any property yeah no no I was just making sure that you knew when you were updating it that also the numbers were incorrect um and then remind me this one that you were talking about because there's no title on here as to which one it is so um I know the the previous one we looked at was the student the pupil activity fund so this one is the this is the bond one is that what we're looking at so the next one maybe Bond Redemption is that the one that we were at the next one okay go down yeah okay I had to make sure I was on the right one sorry because I'm seeing the one that you have but I was because I can't really see on the tiny screens I have to look at my bigger one so I'm making sure I put the right one so thank you so we're on bond right now okay so so go one more slide okay and and then I do have a question on that one because at one point and I guess I just have to ask so at one point I know that um the bond piece um at least from the is it the investors that were having an issue because of our accreditation um all of that I'm assuming got fixed but where that is there anything that um that was impacted such as percentages or increase or fees because of of us losing that accreditation the two times that the State Board pulled it and I think this is one of those things that was impacted that people probably didn't really realize was impacted correct uh we were impacted they did drop our rating twice now it doesn't affect our bonds that we have now but in the near future if we go out for a bond our rating will be less than what it was the last time they went for a bond rating so those are some impacts that happened because of the order again and uh so yeah it won't affect us right now with the bonding and interest and all that stuff here but if we ever go out to purchase bonds again that's when we'll probably see an impact of interest rates and things higher than what we would normally pay well that's awesome thank you you're welcome so let's just kind of this slide just shows you the mainly it's property taxes that pay for it we do get a little bit of Interest money and with the rates higher than uh they've normally been we are taking in more money so hopefully hopefully the rates stay high and uh will generate a little more income for the bond fund in the next year next slide please okay this is just showing that the principal amount you know we pay five million dollars each year and uh anywhere from seven to a million dollars in interest and uh you can see we're actually paying more in principle which is good we're not paying as much in interest like they used to so that tells us that uh we're getting closer and closer to getting these things paid off because the principal amounts are getting higher and the interest rates are going lower next fun next one please this is our cop fund this is the the amount that we have to transfer from general fund to just pay this each each year and uh it's the 488 we'll keep going 488 until it's paid off and so I wish we didn't have this but the 488 will start going down because more of the uh principal and interest are going the same direction next slide please yes Mr Moss may ask when we are talking about the cops can we get um the running total like when we can anticipate that that will be paid or whatever it goes down okay thank you you want the cop schedule then or just you know we're anticipating it'll be done this year and some something I think yeah I'll I'll get you something where it's uh shows you how much is in there and then the payment the schedule payment of principal interest and how many years there's like I want to say there's four to five million dollars left in there to pay off so it's going to be a quite a while to get this done next slide please and this is a typical same slide it's just shown our principal payment and then our interest payment and then the agent fee that we have to pay the people that may monitor it and and pay the fee so that that's pretty much simple and easy going and so we can go to the the next slide which is capital reserve and this this is the a biggie for me because I I like to track this one um you know you could see over over the last four or five years 2021-22 we did quite a bit of work but now we're gonna have to start going down down down a little bit because you know the fun balance and things we got to watch out and uh we're gonna use uh on this slide fund balance is 1.7 million at the top there on the right we're gonna try and buy that down and and try and keep this fund to where it's more like balanced out so we'll use our fund balance each year and then allocate what we need to for fund balance next year and just keep going and uh no use keeping money in something if we're not going to use it is is how I kind of look at it I mean if if we didn't we had projects that we just didn't get to this year that's why we carried over and so like our PA system one done a couple things didn't get done and so we're carrying some of that over and that money will offset those costs for next school year so and then I know Mario I think you may have a slide for uh the projects so if you'd like to share that that'd be awesome uh comments uh we can make the comments uh good afternoon uh members of the award uh drurya for 2324 we have listed uh 47 projects which are going to be uh in the ballpark of about 4 million and uh in those projects we have a range of uh projects that are going to cost in the four figures to even uh Source seven figures the biggest ticket items are gonna be uh uh on equipment equipment uh in the form of uh Chromebooks for uh students use and uh also in the form of equipment uh the biggest ticket item being the replacement of Oilers that uh Rose seal and the new Leicester unknown location now as you uh as you remember we have been uh prioritizing our projects based on the application of our Matrix that calculates or estimates the likelihood of failure of a piece of equipment or system versus the consequence of that failure and we continue to do that uh now the the introduction of a project 5B has had some effect the displacement of the oral priority of those projects because prior to the 14th of February 5B was not on the radar and so uh bring bringing in 5B which uh right now just for the first phase the four four projects that we have to do for 5B uh handsome Monaco merger the relocation of lesser unknown the uh uh incorporation of the academies into the new Leicester Arnold Building and the universal Pre-K which we have integrated uh with uh the 5B project are right now running at an estimated cost just those four over 1.1 million and that has had an effect of us having to uh uh change the timing in which some of these things that we have planned for 23 24 are now going to have to be on at a later date uh that is the effect of 5D which at 5B is progressing very very well but we have to take into account that uh he represents a cash outlay that prevents the execution of some of those solid projects Mr Marquez um the the 5B decision impact that you um just estimated at 1.1 and those are just the capital related expenses so we're not even um I guess my wondering and maybe it's something again but I'm thinking like Transportation costs where we're providing Transportation where it wasn't provided before um Staffing like are you guys seeing impacts in other areas too that we need to consider um before making future decisions like this the the 1.1 does not include new stuffing this is just a materials Services construction yes and the Staffing part that we're going to see Rene will be in the general fund that we talked about already about hiring the new teachers so we'll see a spike over the next year or two as we roll them out but then like they said over time it's gonna even itself out because the academies will take over so we're not going to have to hire as much but that's the initial expense that we were that he talked about on the first slide with the general fund where we're seeing those hires and the services because we're going to have to hire those teachers and the stuff that we're moving so that's part of the general fund that wouldn't be kind of these expenses that we're going to see on the capital Reserves on this one um and that's what I think they were talking about with the general funds we're going to see those new teachers that new services that are coming in through there that'll be part of that fund as well and it's not just our project one that we're looking at here yes which I get I think where I'm getting at is just the um the importance to me anyway capturing these things in a project-based mode which I think we're moving to but um I I just um I think we we need to recognize the capital Investments and the and the things that we're doing separately but we need to have a whole picture when we're making decisions like this thank you yeah uh modern president members of the board uh if if I may share my screen I don't know if actually I have um so because I do have the cost of the accountants at the high school as far as [Music] um yes as far as the um Staffing right to what Mr Amador was um alluding to so uh these are um the normal Staffing like that you can see below for 375 students approximately for one grade would be um for the core teachers Math Science Social Studies you see the numbers in there but for us it's actually requiring us to have rather than three Maths for math one for each one of the academies rather than three scientists one additional uh social studies so it's adding to all so that balancing so what we are thinking Madam president uh and members of the board but to your question uh Madam president having uh slides that are completely separate to say this is what the academic Innovation are costing this is where the money is coming from because not everything a lot of the grounds that we're getting is to pay for the materials that we are putting in here right so we're aggressively looking for other funds but um but also looking at having that separate so the the the board the community everyone can see you know they what we're doing above and beyond uh with our funds uh like I said at the beginning we're catching up you know what did not happen or happening in 12 years or 50 years you know in the next couple of years which is a phenomenal um task for this board to undertake but but it's it's getting done right so but to see that that's separate in there so uh something like this is what we were thinking when we start seeing how do we display in a way that it's visual easy to understand uh but explains in a nutshell where this is coming from um or or where where the how that we're using the funds and adding in here where those funds are coming from right because that is the piece that is missing here yes and that's exactly where I was getting at is more for not not so much for us to understand I think we we get it as a board because you and your team do a great job of keeping us updated but to be financially transparent to our community because when we it's inevitable we're gonna have to go out for and and ask but we need to be able to intelligently say look at this you know we invested millions in in these great things and so yes thank you correct and and there are a lot of things besides the the what we're doing above and beyond that we are not getting fully funded from the from the state right and that's the reality of our educational system um because I've been in other states I can say that's not um you know distant from the reality in other states um in Colorado and I don't know if you have the next slide um I think it's Ramon or Cameron I don't know who's managing the slides uh where it's a breakdown of by program so what you can see here is the programs we have occasionally is pretty much CTE special ad education support for linguistically gifted now the Pre-K supports for a gifted and talented students in transportation um the second column in there the revenue this is what we get from the state to support each one of these uh programs but the next column the expenditures which is the ex pnd is the actual cost to run these programs so we get 75 000 to go to the CTE first line from the state to support this but in reality it is costing items 14 1.2 million dollars so we need to subsidize those uh those things right so when we uh present to you uh even the savings of the closure of or the merger of the two schools uh running uh one small Elementary can take between 1.6 million to 2 million dollars to cover for all the expenses but because it's it's such a small School classrooms are small we are subsidizing you know eight hundred thousand dollars to to maintain that small school the merging of the schools is not going to give us two million dollars in savings because teachers are moving students are moving so expenses are moving as well but there are some things that we will save overlapping for example Administration um the special teachers all these additional programs resulting in about seven eight hundred thousand dollar savings in just that's those merging of schools but that is being used actually to now support in the previous slide number 13 if you go back in the previous slides you know those additional core teachers that we will use to provide better services and better supports for our academies right so it's a balancing correct um but what we're looking at is to prepare maybe like a brochure you know or a little you know with weight visuals like this where money's going for this special Innovation [Music] um projects that were putting in place to support our our students and where the funds are are getting um the the slides were um can you run back to the other slide again uh 13.

um this is money that has uh is being carried forward so essentially budgeted money um you take your your budget minus your expenses and this is your carry forward um again we're estimating we still have a couple days here plus the in-commerce period to pay some um outstanding invoices but this is what we're anticipating carrying forward into next year and so that adds to your your budget capacity um that Fifth Line there is your one-time state aid money we're proposing putting that in the m o budget um uh as additional contingency for next year um I think Jeremy talked about some contingency um parameters to be to be around um a general rule of thumb really is you know 10 15 as a safe contingency to allow for any unforeseen circumstances that you may incur in a fiscal year uh if you had need to hire teachers if you had any any sort of facility failures Etc that is what that contingency is used for and it's it's much like a savings account it's um a good rainy day fund um and A good rule of thumb for districts is anywhere from 10 to 15 so and then the last little bit there prop one two three um this is additional um add-on there's a six uh or excuse me there's a state uh Land Trust proposition that was passed a while ago this is expiring uh next year so this is the last time you'll see this in the in the budget um so that 34 000 um from that that proposition again that's expiring in fiscal 25 so but it just provided a little bit of add-on to diameter but you take all that in consideration that you're gonna be uh proposing a m o budget of 4.3 million dollars for next fiscal year any questions on Eminem no question okay a little simpler calculation um uh much like mno you take your um approved uh base level support So for Capital they have two different support levels there's a there's a k six level so kind of your your Elementary um level weight and then there's uh excuse me K8 and then there's a there's a 912 level support which is a little higher because they they add some additional weights on the 912 to account for textbooks and the additional Capital needs your high school students may have so um again you take your your ADM your student account you times it by those weights and that gets you your your annual Capital um budget amount so that's just under 300 000 there uh we had in the da increases that I talked about from the legislative um uh conversations that in the K-12 budget bill of 5500.

so I I don't think it was a superintense evaluation to any meeting it was just kind of piggyback off the yeah yeah no no the words yours so the general consensus is yes for Monday I'll be here for that time okay all right so Kathy so next on the list is academies of Danbury test survey so Danbury High School after the most recent visit to Nebraska to team that feedback from some experts I have that school net School District at our course selection slash Lottery process we still kind of caught up in kind of the vernacular that we use here at the district and we've been encourage not to use the term Lottery is going to talk about that a little bit but also want to talk about just overall why the tests are made of we had kids engage in that process so important kind of understand better understand what we're trying to accomplish yourself sure so um yeah so a little bit towards the end of the school year uh Dan and I and the team talked a little bit about um you know sort of the impending process and you know given a scale of Danbury High School how large it is that it would be really great to get a sense of a where students are at in terms of selection so that we've pre-planned and do some work but also to kind of pressure test the team in understanding like how do we handle scenarios when we've got x amount of kids we want a certain slot and yeah um just share with everyone when the real certainly will go out to students so that's next year um mid-winter we'll be doing that um so the real survey for Danbury High School uh for that for that lottery selection selection Lottery process and I'll address that term in a second um we'll take place next year so this was just a test survey that we were wanting to Garner the student interest this year before they left for school to see what their interests are you know if you were to pick today in pick an academy or a pathway where are the students interests followed additionally again going back that it was also meant to do a little bit of a pressure test in our team to see how we respond to different scenarios that would play out so that we could actually be ready and to make sure that we didn't have any blind spots on how students were perceiving these academies of our Pathways so we wanted to do that we did it the Dan implemented the last week of school sort of the last date which was the last day he only had 200 students that actually filled it out um so we're a little disappointed that we didn't get the full blown a number of students to actually complete it um so but it did reveal it did show us a little bit about um initially just cursory look at some of where the students selected in terms of academies um in the different Pathways so an information is still coming in there was the survey was put together in also in a Spanish Portuguese as well and so um that needs to be added to the initial that you sort of did a little bit about cursory tabulation that needs to be added into that into that aggregate number um and then our goal is also to sit down with um with his team who we heard about when we went to Nebraska as Mr Boston stated who supported the lottery process if you will um there in terms of helping the school to disaggregate the data as it comes in because it gets complicated when you have a student first stroke second choice third choice fourth choice and um the process in the Museum of the algorithms that take place to fill slots so it's almost in some ways like scheduling courses at the high school right when one fills and then you go to the next and the next and the next um and if there's any constraints in the schedule those get worked out and get accounted for so we recognize that we get support with that process um and so we just made some initial contact with the team that that's that it's uh too bad do that if you charge that or that we're going to be using after the fall I'll address the lottery term um that we've been using um and sort of the new understanding about sort of the the perception of the randomness of a lottery and and really in reality we are giving students a very deliberate course in College and Career Readiness we are putting them through the cases of understanding everything about the academies the pathways that the career trajectories salaries available local jobs um you heard a little bit about Youth Science when you focus in management I just want to clarify about Youth Science and what that is so it's a curricular resource and support to support students who are learning about College and Career Readiness it does in fact not replace Naviance I want to be clear about that another maybe a little bit of misunderstanding about Naviance which is another system that we use which is geared more towards the College Planning it's really a 612 program and all different Kelly's in the guidance a very important program in our district it's not going away but there are one of the components that I hate um that we're going to be looking at in there is whether or not we're going to activate all the the aptitude components in that because you science does a lot of that but it does it with an industry Focus which is wonderful and so the base the base uh model of you science the base resource is only about three thousand dollars it's a great deal again it's it's a course resource there's another level up of Youth Science it's kind of like the um you know the better version if you will and it helps us to track industry credentials and students can actually take a little micro credentialing assessments right in the system itself so we can track those pieces for kids and encourage them to to get even more familiar with with those career clusters in those areas so um it's new to us it's it's widely used in a lot of the academies that we have seen you heard Nashville has used it and other academies that we have visited as well so um we're excited to use it the students will get introduced with me about halfway through that first course on the teachers will be trained we've already got a few teachers that were introduced to it we had experiencing small Pilots with um with Ace and reach and the students there and um quite shocking and interesting to see just unfortunately how disconnected students are to careers and education and what's available to them and so this is definitely going to be something that's going to be very informative and and very much needed for our students and I think that they're going to get a lot of out of it so um but back to the survey um we'll get that information too and certainly be you know happy to share that you you can glean um you know where some of the students interests like and it's only around 200 students and we're going to have some conversations about what that data means it's a sort of stuff is there a question or should I just what was the um if you had the industry if you get the industry package on this program you said 3 000 for the initiative yeah it's about six thousand yep still very reasonable pay through by Perkins it's a it's a Perkins eligible you're welcome so next on the update is the school survey initial results and I say initial results still fine-tuning the data that I wanted there was some requests about the school survey the results that went out to our families and students so I just want to share some where this funny email that we said I don't know we need to send it to send it to the email that was requested that's how it was requested yeah so in the in the survey there were what we did was we disaggregated the data and ooped it by the Strategic plan and so I'll remove the questions of the teaching and learning do the questions on the original client given our challenges post pandemic it certainly will chronicled in this space around chronic absenteeism suspensions in our district despite their dysfunctions in our district our biggest concerns uh post pandemic would continue to be school five and some of the areas the vast majority of the questions and school climate and teaching and learning in amongst elementary students and it was over 2400 responses that we had and those responses I've been teaching and learning all in the fours and fives for being the highest score five I'm sorry five being a high score and four pm in second High School where we did not rate as well as we would have liked and I think this speaks to um the work the continued work that my team and I and administrator is a teacher we need to engage in across this district is school fighting middle school students and high school students particularly there were five areas where we scored the lowest and I like the showrooms so at this school students talk about the importance of understanding the wrong feelings and it feels as well I feel safe at this school I think most students feel safe at this school I feel like I'm part of a caring community at my school I'm hopeful I'm sorry I am hopeful about my future the last one I hope about my future actually we scored High across the city so for item five and those other areas in regards to safety and how kids feel when they feel connected to their school Community or not are in the lower threes and and that speaks to our ongoing work Kelly I'm sorry I'm going to ask you to speak to some of our plans for the next year I know I had discussions with the board about and there was a requests to talk about the code of conduct revisiting the code conduct with all of our families and making sure it was a check off and essential conversations about expectations across the school system so we have indeed talked to the principles about that expectations for next year but we've actually also talked about some people in our work as well that will that will be part of our Focus there for the 23 24 Kelly thank you Mr Boston okay so can you hear me okay [Music] okay better all right um thank you so we had talked about um doing uh better spread out of the code of contracts and so making sure one of our goals for next year will be to make sure that system is made we have a day of review of the code of conduct so that all students are aware of expectations it's something that's acknowledged and celebrated across the district and then we also have parents acknowledge and sign off on the quota side option this conversation really was sparked by some of our expulsion conversations and making sure that everyone within our community is explicitly aware of the roles and what needs to happen but that's one small slice based on the survey results that you just heard from Mr Walston we are noticing that kids feeling connected engaged and supported at school is an area that we need to grow on and so we're going to be doing a preschool through eighth grade PBIS and that's positive behavioral interventions and supports so it's a research-based model in which we set school-wide expectations as a so each school will identify a team of approximately five to seven staff members that will include Administration Representatives people Services representative classroom teacher representative and other key School Personnel so the principals are working on identifying those individuals within their building and they will engage in that District level training with crack which is one of the Regional Education Service Centers there will be five days of training across next school year on helping schools to rebuild the systems and structures within their school environment so that there's common expectations across everyone across students across families across staff so everything from the way you walk in the hall to the way you carry yourself in the cafeteria is or the way you interact with your peers on the playground everything is explicitly taught to our students and I think it's really important to remember post pandemic we have a lot of kids that have lost out on two plus years of kind of the earlier years I've studied foreign this training will then go into the second and third year and it will tear off to be a few less days it'll be three to four days in year two and then three three days of full trade full days of training and you're free for a large districts so we're breaking up our training cohort groups into two groups um so that we can deliver the training without um you know taking too many staff out of out of the building across the system and what this training will do is help to work with our schools to build their own structures we're not going to dictate as a district the way in which great plane you know walks through the hallways versus exactly Rock right they're going to have to come up with that as a school Community inclusive apparent input inclusive of student input but we feel it's really really important that we we go back to the foundation and really set those strategies um so every school will identify the team that team will be explicitly trained and then it will be their job admission to train everyone else within their school community staff students um the other part that we'll do along with that is that they focus on our chronic absenteeism you've heard that um you know discipline and chronic absenteeism rights have gone up um since the pandemic um and we feel that re-establishing that Baseline will help to um to to remedy some of those and we'll refocus our students uh time and attention on learning which is which is our ultimate goal um so those are a few things that we're doing across the year are training teams for the PBIS industry will be inclusive of similar team members to The Chronic absenteeism so all of this is done in in cohesion and collaboration um and then of course Kevin and the cabinet will also be trained at the district level so we can support and Implement that across the school and then the second thing that we'll be doing um and I think you've heard me talk about a little bit of this earlier in the years the aperture system it is a social emotional screener um that is fun funded through the State Department of Education so there is no cost to the school district the state department event puts out some trainings and again there will be a lead team from the school the state PBIS team that will be trained in aperture it is a screening tool that can be used with all students and then if flags are raised on any child that starts having a potential need it could be that they're too introverted they're having difficulty making connections with friends it could be that we're seeing some conduct problems it could be a wide array of things and we're really looking at that from a skills-based perspective not as a deficit what skills does this kid need to learn so that they can feel better engage make friendships be connected with staff and so it does a basic screener as a universal for everyone and then students that that have some areas that we need to build and support there is a more thorough assessment that can be completed and it gives it gives us data to track social emotional skills over time for student um so this will be another piece that is used kind of in conjunction these multiple pieces working together to better support the social emotional needs of our students um so that will be rolled out the aperture assessment system will be done three times next year um on our students uh K-8 it is not available at the preschool level just yet but from kindergarten through eighth grade um and then we'll do some highlights with the high school because it's a different assessment for high school age students and that will help our teams to look at how we can better put interventions and supports in place for kids is it like a like a like it's allowance it's a teacher rating assessment so yeah so it is uh the teacher that knows the student best so typically at the elementary level it would be the classroom teacher um but let's say if we ask the student data is reviewed let's say we all have our unique perspectives right it is research based so it is a common way to assess behavioral and behaviors of kids um so if you're the classroom teacher and you take it and I look at the results and go that doesn't really fit Cara I can also give it to miss Cooper who can read it and then it's a collective reading so we can get multiple staff members which we will probably need to do particularly when there's needs of kids we often see that you know maybe class that's run one way versus a class that's run a little bit differently kids perform differently in those environments and they respond differently but the intentionality of it is to do a screener by a teacher the beauty of it is only takes a couple of minutes like two minutes per kid um and it can and then we can dive deeper if needed and the deeper dive can be inclusive of multiple staff members completing that as a team okay thank you very much the last item on the update is financial forecasting really 23 24 school year so just wanted to I know we approve the um the last Financial .org May and I just want to make the board of projecting that we will have four or five hundred thousand dollars perhaps that we can use toward pre-paying some things for the 23-24 school year this is millions of dollars short of what we were hoping that we would have in our possession at this time when we made these projections in the fall of November 2022.

and our our numbers are we talking just foster kids here or is this everybody page 32 would be um everybody but both the Foster and the both goal one and go forward report out all student groups just so we have a comparison oh okay okay that was that was what I wonder and on on page 33 that people achievement local indicator graduation a to G completion rate desired outcome white asian socio-economically disadvantaged in all students will increase by six percentage points over three years all other student groups will increase by 10 points over three years again does this follow what your answer to Mr Landau yes is exactly a way of accelerating the enclosing of the achievement Gap exactly love it and again I go ahead oh no I don't don't go away our uh pupil achievement local indicator the graduates passing an AP exam with a score of three or more again uh the 23-24 targets are aspirational shall we say but I like it I mean this is an area where um you know the the passing the AP exams were already high I know that but going through the roof with that is wonderful okay I'm done okay looking at one two and three collectively is what this slide does and kind of puts it all together here that as we know these don't work in isolation these goals one can actually argue the the importance of the goals if academic really comes first or if others come first the the actual biggest goal that we have as Tim mentioned earlier is that our students are academically achieving so they can move on and do the great things that they are destined to do so this looks at the whole child right here so we look at diversifying our hiring pool by attending Chico State classes our human resources department will be looking at that a special education parent advisory committee CPAC which again Elaine is a member of that group right here the focus working groups for targeted student groups including our foster Youth and bipoc families we are making plans to to include those coming up the after school program monies have come in quite hugely this year and we do have more schools having the after-school program free of charge to them and increase pardon increased health aid time is coming through to all schools at six hours and PK parent engagement resource which will be a support for our families coming through again so again this gives you a big broad picture of how it can how these resources can help the whole child academically social emotionally and behaviorally so to close this up here the El Cap at a glance we do have a parent and guardian a community summary which will be updated it's our two-page flyer that we've seen throughout the years can you somebody click on that for me real quick please that would be super I know it looks familiar to our board we came up with this a couple of years ago it just is a real quick snapshot two-pager English and Spanish it is on our website it is at our schools and then if we go back to the slide right down below it you'll see that the community report last year our board asked specifically Tina and Tim can we make this a little bit beefier than the than the two-page snapshot but certainly not anywhere near the 113 pages of scintillating reading that we all have for the lcap I know you can you can be honest we did that we found somebody that what he does as a former superintendent is he puts together the lcap in a nice concise report of about 15 pages so it's been well worth our while to work with him he will put everything in my question to him about two weeks ago was can you put in our additional monies even though it's not lcap because I didn't know how much of a rule follower he was he said I'll do whatever you need me to do Tina so are all of our extra funding will come into which ultimately will help our families understand these pots of monies and services better so I'm I'm very happy to work with him on that thank you for clicking on those I think the last slide our next steps you are familiar with this we post the lcap draft which is what you all have seen we post that on our website we have a public comment period through this next week and Tim and I will be back if folks do have questions we encourage them to call email ask right we you will get a response from us I love talking about the El Capas does Tim and we will be back next week yes um for the public comment period um are there multiple ways that the community could easily find how to provide that comment it is on our website right now I know that um Erica's got her head done she is our main controller of what comes in through our um through our communication system so it is all over the lcap if anybody's watching tonight and wants to look at it and make comment and either call us email us there's the email link right there that gets us right to it they can send it directly to us um we're happy at any point to talk to anyone who needs assistance with it pages just there's any value in um posting a button that just says comment on the healthcap here I just don't if I go here I don't see anywhere to like where it's guiding me to provide a public comment I believe it is on the bottom Erica I know I hate to take you away from your okay we're following her keep going keep going keep going that's the way on the bottom of what which page is it on are you on right here um so when I click that bitly it just takes me to the lcap so am I supposed to click somewhere else view lcat meetings yeah that wouldn't be intuitive to me to go there to give a comment on Yellow Cab okay she's telling us it will be changed after this meeting I believe we also did send it out in Aries communication it's go it's set and ready to go out into Aries Communications so it does go to our families if correct this meeting has to happen first which launches us into this next week but as families are on vacation and staff is on vacation they're probably not looking at our website daily and I'm just going to go out on a limb here and assume because Erica does such a good job of this that it'll also be a pop-up when we click on just the Chico Unified website okay sorry for getting ahead of you but you're way ahead of me already so yeah I understand I understand I think that that was kind of my the also my intent is I assume this is going to be but I just want to clarify that that's how it's going to be so people can be prompted to give a comment on the lcap um uh more or less even passively just by stumbling up on our website and going oh okay I can give a comment right now absolutely cool that is all we have Tim do you want to add anything no again our thanks to the team that works behind the scenes on this it's quite extensive uh but it is a lot of fun to do I will say so thank you for your attention tonight thank you all right so seeing um no additional um questions for clarification from the board from staff I'm going to open the public hearing and at this time we can take public comment and let me see my list I actually don't have anybody signed up to speak on the lcap tonight on this item but I can also invite anybody from the floor if there's anybody who didn't sign up but maybe you would like to speak on the IL cap I know I saw a movement okay so seeing no public comment I will close the public hearing um this item is informational only and no action is needed the lcap will be brought forward for approval next week at the June 28th meeting workshop and um between now and then folks are invited to provide public comment I would also encourage the board to send in your questions additional questions of technical clarification in case any of us still needed a little bit more time to digest some of the information between now and next week that that would be great as well all right um I will move right along we're moving into 8.2 Business Services 8.2.1 is a public hearing discussion action adoption of resolution number 1607-2-3 increasing the level one fee and we have Julie Kissel good evening thank you for the opportunity to speak with you tonight about this important topic um last year you may recall in May of 2022 we came forward asking for the board to adopt an increase in the level one residential developer fee um amount per square footage of residential development at that time the board did increase the fee but not all the way to the cap that was approved by the state allocation board at the time the state allocation board reviews fees across the entire State of California every two years so we have two years that we can apply the fee that is allowable up to the cap so tonight I'm here to request that we increase the developer fee per residential square foot to the allowable amount of 4.79 per square foot um it is part of the process that this is a public document that is shared with the public available for review and published in the newspaper for 30 days and that has occurred I have four main points that I want to make tonight and then we can open it up for questions and and comments um attached to the agenda there's a spreadsheet that shows the developer fees that were received over the last year over on the right hand side there's a column that shows um that we would have collected almost a hundred and ten thousand a hundred and nine thousand two hundred fifty eight dollars this year had we adopted the full amount that we could have applied for the last year of those fees that were collected 70 percent of the fees were collected from developers that are out of the area they're from Texas they're from San Diego they're from Concord California what percent did you say 70 7-0 30 percent were collected from local developers or individual home builders that pulled a permit with the city or the county um a hundred and nine thousand dollars could pay for just as an example um seven to eight classrooms full of brand new furniture for our students so it is a lot of money and it could be put to very good use at our schools the allowable developer fee at the level one rate doesn't even come close to funding what is necessary to provide facility for a student that is generated from residential development it is a small amount that helps us in the implementation of our Master planning projects they are restricted they can only be utilized for growth that is a result of residential development we aren't finished yet with our facilities Master Plan update we'll be bringing it back to you in September but we're looking at over 600 million dollars worth of identified need in facilities in our district and the community expects the district to pursue every funding opportunity possible to provide facilities for our students with that I'll open it up for any questions that the board may have regarding the the fees um this is I want to warn you Julie I like you a lot but this is a hard ball very Hardball question um I wish Jacqueline Krueger was here but uh we saw the budget in the lcat presentation of what our current when I first came to this board uh about I guess three years ago or so I want to say that our budget was a hundred and thirteen million dollars a year does that sound about right 130 maybe million today I saw this evening it was we're pushing over 210 million dollars a year you know and that's a big jump in three short years I mean we're loaded right I mean we got money pouring in right I mean and have since since covid and so we're scraping for another 100 this would be I thought I saw in our notes it was more in the realm of like two or three hundred thousand dollars but did I hear you just say it was a hundred and 109 109 000 that's what this is for total what week this is lost this is the difference that we're talking about bringing that in correct um you know in in a bucket with you know 210 million dollars we're gonna go after another hundred and four thousand dollars for a thousand dollars which is literally just a drop in the bucket of our whole all of our money so let me try to explain what has happened on um because you're right there has been a big increase in the budget but the state is now going back towards uh what used to be called categorical dollars and so the dollars that we get when they come in they're very specific as to what we can spend them on so a lot of that increase that what you're seeing we can't spend those on the facilities it's very specific it has to go to instruction it has to go to services for students so while it may seem like a drop in bucket as Julie mentioned about a hundred thousand does a lot for specific School sites and we heard from our schools over and over the needs that they had that range from simple painting or upgrading of restrooms and those other dollars we can't use those for that so in your opinion you know the in all my tours of elementary schools which are which are we've got some ones that really need upgrades you know one of the worst examples of a school being kind of run down was the doors fall kind of falling off the hinges at Rosedale made a big impression on me would this amount of money you know fix those doors at Rosedale it would certainly go very far go a long way but it wouldn't necessarily solve just that one little problem every little bit counts so I don't mean to invalidate what you're asking for I really don't um but uh you know there's the argument that that this will raise the cost of housing which is already construction is very high you know so I'm sensitive and mindful of the cost of housing as well and what impact this might have you know um I've seen some compelling analyzes of how you another five thousand dollars added onto a house or or I don't remember the exact math maybe Miss Toma we'll we'll come out with some of those numbers and I'd like to hear some of your responses to things that she's going to say but um yeah I'm mindful that the Chico Unified School District has a lot of money granted the money is not earmarked for the sorts of things that we need in the realm of facilities whereas this directly would be um but it seems to me that the intent and the law is to create capacity that is needed would you agree that that's sort of like that this is the idea is that as you're building new houses that presumably have kids in them you are you able to use this money to create capacity that those children will be able to study in right correct but it is not limited to new capacity it can also be utilized for renovation of extreme aging facility like you were talking about at Rosedale yeah right but it is restricted to um increased enrollment because of residential development either new construction or renovation of existing aging facilities and isn't it also true that we have quite a bit of capacity already at Chico Unified we do and as you saw in April and May [Music] um a lot of those facilities are in major need of renovation I want to go back to your initial question about the funding the flushness of the district and the covid ERA with the the funding of the special programs to help with learning loss and help associate social emotional issues for students facilities are funded through bonds through Redevelopment funds possibly if they help our Greater Community and developer fees general fund money is not provided for facilities where maintenance a certain percentage is required to be in the district's budget for maintenance but facility Renovations major capital projects are not funded with general fund at all so the dollar amount that you're seeing in the lcap none of that money trickles to facilities we have bond funds we have some Redevelopment funds and we have developer fees those are the funding sources I one I failed to mention is State Grant funds for facilities that we apply for we also have those available to us but General funds are not available for facilities projects all right thank you sure just to clarify on that last one the when we do get state grants or grants for facilities and sometimes it's from the district and right sometimes School sites go out for those grants individually for construction no that's not how PV funded some of their their latest Career and Technical education our facilities program grants okay bye that is limited most most of the grants that are applied for by individual School sites are for curriculum related you know teacher training those sorts of things they don't go into facilities okay so the district is pretty is that at the district level is pretty focused where on on that that great those great applications um my point that I'm actually trying to make is just that those typically require some sort of match funding that right that come from our other two categories of monies which is developer fees or Bond Bond money correct yes there's different ratios depending on the state funding whether it's modernization whether it's new construction or whether it's career in technical education 50 50 or 60 40.

uh Pre-K uh we're estimated about three million however offering the way that it was originally offered to us and in turn we offer into our community the way that it was for all three and four years old would cost us you know 4.3 that's a deficit so it's not necessarily fully funded at the end if we are not getting the full funding on the number of students that we that we get it right so Balancing Act will continue working with with uh the state where we need where we can get additional funds and other grants to subsidize but this is um a little bit of of a visual how much we get and how much we actually um the cost for us to actually offer these programs um this is particularly um harder for smaller districts because we want to offer the same things but because we do not have as many students in the schools or as many schools in all we cannot take from one to subsidize this other one everybody needs some kind of of um support above and beyond the the normal Revenue so that is what is costing us um that's the challenge for us um however it's just a matter of looking up where the funds are and how to push them forward be a little bit smarter on how how we budget but I I believe this is what you're looking at or something similar um so we'll continue uh preparing these kind of slides for um you to receive later this week for to review and for us to continue discussing next week um before you um you have to take action on the budget so this is Maria really quickly so I think that um just like you have this broken down I think it's it's important to have that reference for like eating the murder like um uh really the cost of merging the schools the cost that all of that it's not just um the capital stuff but it's everything kind of like you broke it down here uh just so that it serves as reference for uh moving forward not only as transparency but I'm looking at it as a reference for us so that we have um something to compare it to moving forward you know that and you know once you do the middle schools okay because that's would be the next step that we already have something and and some type of template set up that um we're able to compare and look at and the other thing it does too kind of like you have on the slide 13 that you're showing it allows for you to see where that deficit is but it allows you to work with those that are looking for Grant to say this is what we need this is where we're we're short let's look for Grants to really make sure that they're intentional and they're matching up with what we need and so therefore it makes it easier for that spending because now you know you need a vocational 1.1 million okay you're going to go out and try and find as many grants and it's going to be spent that way to really you know bring it to where it needs to be so to me that's kind of what I don't know I kept hearing when Renee was talking I'm like yes something that's visual that will serve um for a later purpose for us to be able to compare for future projects yeah yeah totally uh we hear from the community we know you're communicating but we do not understand exactly what you're saying because it can't get so technical so looking at this type of uh you know infographs or you know pictograph whatever you know visual we can have out there I think will make it easier um also to to mention um special ad you see a huge um deficit here or difference uh in what we are receiving from the state and the actual expenditure so um we will continue throughout the next year maybe even two because of the magnitude of death that we have to go in um to looking at uh the needs now that we have the special audit and we know exactly or have a much better idea of the specific needs how we're providing supports to students we're looking at you know where um are we how do we shift funds to better serve our students um we as the state because I dog and I had a long conversation about this the state does not fully fund special to any District uh some District saving you know 30 40 50 uh for sure districts are uh you know subsidizing those additional expenses that we need to have to ensure there are special uh students with special needs uh receive appropriate Services again for smaller districts it's much difficult because we do not have other extra funds to have you know from but uh we'll be looking at line by line in the next few months to really ensure that you know we move funds where they need to be in the students um do not get that you know the the main hit on any cuts that are that may be coming should we continue losing our students at the rate we are I I just had one observation so I see vocational special ed elpa pre-kinder um I don't see homeless I know we have a high percentage of homeless students as well or that are considered homeless through um you know the the definition from the mckinney-vento is that something we ever track as a separate program because a lot of these overlap like you could have GT kids that are in pre-kinder or special ed kids that are also GT kids I mean there's that overlap but is there um a category somewhere that because I know these are the way I look at it is the most vulnerable kids um usually are the ones that we need to really put more funding towards and to make it Equitable for them and make sure that we are getting people what they need and our students getting truly what they need at a different level because they have more vulnerabilities than other students so that includes our homeless population and I don't think that I've seen really anything that breaks that down uh we do is not coming as a general funding necessarily for categorical but it's a grant that we have so that is tracked via grants but uh we we do track it this way um this is specifically at the um General funds in the different categories with we have Within but the unhealth students are um are underground so we we do track it that way yes and also through the state the state does fund us for additional funds for homeless but it's just a part of the general fund it's just uh additional dollars they give us it and we do have within the general fund we do have you know some of our home Liaisons uh are some of our outreaches uh staff um we we do have and I can break that out we can break it down within the general fund along with the academies I can break out each one of those academies for us and show what's budgeted for each of the academies coming for next school year because if I'm not mistaken we receive less for uh on health students uh in families than we do for gifted and talented um but that is if I'm if I'm recalling correctly um but we we can um separate that um it's very minimum the main source of it is through the grant then I I misspoke them by saying it was not it was by Grant only we can we'll break that down yeah thank you I have one last question Mr Marquez um with the budget projections Furniture are they not including any of the um like say we didn't do 5B do they include any of the capital um expenditures that we had anticipated or are those things you're going to bring to us as we um identify like look we can't wait any longer for boilers for example or things like that boilers are in the priority 423-24 and uh some of the projects that we had already originally scheduled for 23-24 have a a quote-unquote survived 5B they get to remain in 23-24 but uh some models we have had to move out uh namely uh roofs yeah you may have noticed in the district that whenever we get a heavy precipitation then you see the leaks coming through you see the water but it is not a it is not a deadly situation it is a situation that requires a quick repair and so uh we have pushed the the six and seven figure dollar uh roof replacement over a couple of years to open space for other things that yeah may know that be uh not that uh uh catastrophic in terms of dollar amount but could still be done in 23-24 so we still have some of the original uh project roster awesome thank you one last question is that okay so um thinking about special ed one of the things I was looking at since you have um I don't know uh the revenue if that's just from state but I'm wondering where um the amounts are captured for the Medicaid billing that is done through the district to get Medicaid funds for children that have Medicaid and are receiving special ed services because I know in the past those that was I don't know a million or more than a million that was coming in through the to the school district just from that billing process um because that's my world so I remember a lot of that but I don't see that um I see there's a huge difference but I don't see is that incl is that included in Revenue that comes from the state are you including it together because those are separate funds that come in depending on the services that are being provided to the students and not all special ed students have Medicaid but those that do there's an additional amount of dollars that are being generated yeah we'll get the reimbursement I'm not sure Doug um yeah so the Medicaid funds are in the grant fund because it's a federal program and so all the expense or Medicare and Medicaid and stuff is within the grant fund stole we do Bill on a quarterly basis and we do receive funds quarterly to offset some of that cost it's it's around eight nine hundred thousand now that we receive because they are cutting it back a little bit but we are getting revenue for and expenditures for Medicaid services through special ed and those services so that almost 1 million is outside of this 2.3 million dollars that's what I'm getting at yes yeah okay all right thank you yeah so it still puts us you know short a little bit well I mean what seven that's still about seven million short even if we add that in there I mean yeah right yeah thank you so so this is a little bit of the work that we um have engaged in a little bit of a rude awakening as I shared a several times uh when you start you know looking at systems and um and realizing although work the rude awakening in the sense that um we have very little time to you know organize things but we uh we're working on on that looking at um Revenue expenditures and where especially where those expenditures are going to to see where we shift to continue providing you know even more services and programs for our students I think the last three years with covet and this is true when I was in my previous District uh and and we're looking at all these millions coming through um the first thing that we think is what we're gonna do when we do not get this this money anymore and and I think um that that's part of what we are seeing on on top of that of course the added expenses that were unfunded as or the you know as a result of all these orders from the state um is hitting us A Little Bit Stronger Than Just covet but that's the work that that we are doing as we um look at the budget in a with a very different um lens any uh further questions uh I was gonna say so when uh you're asking about Renee you're asking about the 488 that comes out every year that we pay for if you look at that slide the interests uh it plays down 266 of the principal if it's 5 million left in there it's going to be another 20 years before we paid off just so you know all right thank you yeah I just think it's helpful to again communicate because it tells the whole story it's like yes we've got this amazing wonderful school that we needed but this is what it costs and and you know we're doing these great programs but this is what it's going to cost and to see like something like this like I've I've dug into our financials and I never knew something like special ed was underfunded you know I I just think the more different ways that we can explain the same information the better because it's just we have to get to a point where um that's not necessarily common knowledge but I think we need to pull our community in um because we all see the writing of them all well and I think it speaks very loud to where um we as Educators boards districts community uh we need to really put pressure so that our schools are funded appropriately um because it's really putting the the resources in front of the wagon if we have you know overall in the state more funds and and we provide better support for our students our future is going to be brighter because we're going to be better prepared for the demands of the future so um I think we need to have you know um as a community of Educators you know some um you know strong uh pushes out you know for the legislature to really fund our schools better uh all across the nation we hear schools are not funded appropriately this is not different but Colorado is one of the worst in the nation so I think um I I think we can see it and if we present it this way we can see how bad it it really is thank you for sharing that because I think once again we need to look at what the most vulnerable populations are where they're at what their needs are and the fact that you're showing that some of these are so underfunded it's ridiculous to the point of um it's unsustainable yet their the needs aren't going to go away anytime soon we need to continue meeting that needs and also when you look at this when Renee was saying whichever way we could view it I think and have more of the the visuals for people to see and understand or easier to have things that are easier to understand we need to not forget that we need to start looking at things more from that Equity lens and if that's what the state preaches and everybody preaches about using the equity lens this is not Equitable whatsoever and no matter how much we try and we do um it's more of a challenge in our community than other communities I know everybody struggles but I think more so in ours which is why I was asking about the unhouse the homeless students because you have double triple whammies with some of them because they do have some of the other needs and that are very hard to address so putting these numbers to that like you did here speaks volumes to the inequities that we have in the in the formula or the system that the state uses to actually allocate the funding for these populations that everybody Prides themselves on saying that you know we provide services for yeah but at what cost and and are we providing to the full extent of what we should be able to provide if we were fully funded so that's correct that is correct anything further because that's pretty much that was the slideshow for the today and uh we'll keep working on and making changes and updating it this week and then for um listen to the feedback creating more of this explaining the different buckets for you to be able to study ahead of time [Music] um to next week's study session and then we'll go from there yeah and I I personally Just Want to Thank You Mr Moss I know this is a lot of work and um I know we have that impending deadline of when we need to approve it so I I can't speak for the rest of my board but I I would say definitely the focus is getting together and getting things to where we can approve it and then I think we can improve and dig into all these various buckets um down the line I just I don't want um you'd have to be working 24 7.

and then we add in your estimated 2023 carry forward again same principle uh this this is accumulated for a couple budget years but basically you take your budget minus your expense and that's your carry forward and so uh you're looking at a capital budget next year of one million just over a million dollars um again that's a healthy balance um and aho utilizes um the state facilities board a lot for a lot of their construction projects so that's that's good in the sense that um you can save your capital budget for those much needed um improvements that are not funded uh by estate facilities board so um again in a good place here with your capital budget um any questions on Capital okay uh looking at the changes this was presented by Jeremy um in the May revision and again um what this budget does is basically put those into effect um I'm not going to go line by line because I think these were already talked about but I really I did want to you know talk about these in terms of you know these are going to be taking an effect into this budget and so um um the big hitters here um again all these changes are not coming uh from your m o and capital fund I do want to point that out for example the increase in retention compensation stipend um that's going to come from your classroom ciphon plan um so some of these increases if you're trying to compare this changes to the mno or capital budget um it's not Apples to Apples you gotta consider these changes are taken into consideration all your funds um and so um yeah so it's not it's not going to be just your m m and capital budget we're going to be utilizing a number of different funds to make and sustain these changes and I will cover that on the next slide here which Jeremy again talked about um but looking at all your revenues uh for your District uh your available ongoing Revenue available and just north of 250 000. um your ongoing increases for expenses uh 722 000 which was on the previous slide and so you're going to have some change here in that fund uh balance due to those increased expenses um do you have a number of one-time revenues available um again is it all your funds when you talk about some of your cash funds um I'm taking into consideration all those together that's where you could uh that 3.6 million um I think Dr solaro talked about the one-time expense being Forest bed bus to accommodate some of your special needs students um and then you have net one-time funding available at 3.5 and so taking into consideration those two variables uh your sustainability test um to sustain these ongoing changes uh approximately 7.6 years so which is um if you're ever going to make a move to increase um in anything in your budget you want to make sure it's sustainable for years to come um I'm a big advocate of that that's not just um hiring for one year you want to be able to sustain it um and provide that that level of service or customer service for years to come so and really um just a summary I was in a really good position going into 24.

at that time the board Might Recall we had a number of agencies throughout this District primarily amongst a paraprofessional group but at that time we still had a lot of teach vacancies as well and we had projected John if you remember the number of what we thought we would have at that time at the end of the school year I think probably close to 4 million when you found public insurance and some other questions thank you and so with that and going into our budget season we had our budget was a two-part and we had a 9 million dollar ask Ed with close to 3.7 3.8 million dollars in which we would pre-pay a number of items for 23.24 things like pre-purchasing laptops Chromebooks for the next school year purchasing supplies pre-purchasing and perhaps at a savings of Transportation contract purchasing um copy machines at various schools and doing that this year so that we did not have to pull it out of next year's budget and yes we experienced some safety we've been nowhere close to what we had about in addition some of the claims that we had anticipated would increase had actually increased at almost 100 of 1.5 million a week which again eight into some of our anticipated savings at the end of school when we were awarded the nine million dollars this year we're still very grateful for that number I just want to bring the board back to our monies that we had in the piggy bank from Nintendo which were close to 10 million dollars about 9899 when we came back to school full time the board Might Recall we dipped into those savings last year last year's budget I think that was 2.8 earlier than Southwest 2-4 baby thank you and um given our strategy to try to prepay some things out of this budget but a 23 24 school year there was a need now to go back to tap those same Reserves that we did not spend during the 1920 school year and school was closed for March until during the 2021 school year when we were home for the first half and in school part-time in the second half and uh just to also remind the board and I know this is not something that would share a lot probably to reach the nine million dollar budget the city actually dipped 2.8 million to our Reserves to come up with the Night video and we had I believe we talked about this through our finance community meeting set with the city of Danbury informed them of our intention to go back and formally request 3.8 million dollars to pre-purchase as originally had planned for the next school year we just thought of it this leaves us and I know we have talked about this kind of at noisy over the last couple years we knew we were essentially using a credit card that would expire really soon unlike most districts in the state of Connecticut we continue to experience enrollment and to continue to experience enrollment growth while other districts around us and throughout the state are experiencing the client evolvement we paid for enrollment with Facebook we paid for staff with expiring money is over these last few years in 1920 when we had 2.5 million in our budget in 2021 when we got 12 million dollars in our budget just reminded for the board it costs five five and a half million just to turn our budget over pay the same people without one additional teacher if it costs five to five and a half million dollars just to turn it over if we have growth meaning enrolling growth it means we need more teachers on top of the five five and a half million ages costs just to turn the lights off in the Middle School this year we were able to address some of that growth the five and a half they typically to turn the lights on plus the 13 and a half teachers that we had in the budget plus the budget also paid 22 million dollars of estitude people that we had at us too I'm mentioning this because it's just a reminder again we have 8.5 million dollars of people dedicated to what they granted will be expiring in June 2024 and undoubtedly we'll be faced with some tough decisions this time next year you know well before this image reps with that said right so it's it's not all blooming we a couple of weeks ago Governor Milan it was an announcement about his budget and that 150 million dollars will be made available to school districts across the state of Connecticut as you might imagine so it's actually here at the time for a leading uh and in preparation for our finance committee meeting and saw me kind of cheering at the time when I received the email we are still trying to unpack and understand exactly what that means for Danbury in terms of additional lines for for Danbury public schools we typically see in our alliance increase between 1.7 and 2 million dollars annually that essentially gives us allows us to pay for the staff that's in there and gives us a couple hundred thousand dollars every year for any additional animations we are expecting a bump for the first year but then as I understand the email it will be a 25 Bond in 24 25.

so the match money we are lucky in our community of Chico that our voters have passed measure e in 2012 and measure K in 2016. because we have those dollars in our in our pocket to match and so we're able to complete our projects and then get reimbursed by the state in the future the when you apply for the grants the state facility program we may not get those dollars back for five for six years so we're lucky in our community that we have the bond dollars to use as a match are there any other questions for Julie nope okay well this is a public hearing so I will open up the public hearing and ask for public comment at this time and we do have one uh sign up which is um can you Thomas so we will start with with Katie from Chico Builders Association okay Dad I don't know if you're here at the beginning but we have the three minute limit and the 30 second Bell warning correct okay thank you your chairs are not very comfortable I'm wondering if that's strategic good evening board members my name is we need that extra hundred and four thousand dollars 109.

10 days so we're building the wagon and once we have it then we'll just get on and you know be uh making it better as we go this will be information listening to the feedback we're receiving also each one of these breakdowns can be information that um Mr Moss can take to to back and explain you know the different um fonts the different categories that we have how it has been spent the impact that the state you know orders have the impact that 5B has the impact that you know um for our community to and and like to start understanding the the big picture of um of the budget and um be better equipped to even making um the recommendations um to the board base based on that uh School Finance is a is a it's an animal and it's difficult because there's so many funds and so many move from the front pocket to the back pocket and and in the meantime you pay with this and then you uh get the funds but uh hopefully uh we're gonna be able to find that Rhythm that can be um it can be easier to understand I see your hand up yeah I I didn't know you joined welcome yes yes I joined a few minutes after you guys started actually um but yes I just wanted to Echo what um president Lovato was mentioning right now about how much work in collaboration and time has been spent on this I think that um for the first time really um I'm getting to understand a lot deeper um the financial status of the district and I think that um Dr Laria earlier you alluded to having um visuals and how these paternal representations really do help I think they do and especially for um um people who aren't well versed in finance and so I think that the more that we can start presenting um our financial status this way I think it's going to be helpful and again just thank you Mr Moss for all of the work that was um that you did and all the collaboration from the stakeholders that helped you I think that um I even though um there were some areas that we needed Turf hand to focus on and try to see how we can decrease the expenditures for upcoming school years to ensure that we don't go into a deficit I think that we're on the right track with getting a lot of the much needed changes that needed to happen um for better outcomes for our kids yeah yeah the team has done a phenomenal job I kept them long hours even in the in important games uh and we were so into it and nobody even said there's a game tonight no no when we left it was five minutes left of the game um so it's a phenomenal team and I appreciate I appreciate them and and there for like like doc said it has been you know a team day the last couple months especially on this project in the restructuring of central office not a president I don't know if there's any other question about this if there's anything that you would like to see further uh and you don't even have to share it or any of you any board member has to say I want to see this differently as you think about what you heard the presentation is is posted but as you uh think further what what you um what you heard in their questions coming make sure you send them my way we're going to make sure to include that in our next study session for further clarification and um you know as always I'm here to answer any questions um you know you can pick up the phone and and ask any questions that you um that might need clarification will bring them to uh to the study session or the next board meeting wonderful thank you all so much um I think um this is the most extensive we put into the budget so I truly appreciate all the work and and time of everyone um we will meet again next Tuesday um as part of our regular study session and then most of just something for the next Thursday um all right oh yes I am I've posted the correct one now under um public comment on the I mean under public content yes and the only difference that it has it has those two slides that I shared that were not in the other one so everything else is the same it's just those two slides yep perfect wonderful thank you um is that from before oh I'm so sorry that was really important oh okay I just want to make sure that I answered any questions yeah board members anything else or staff anything else all right well thank you so much for spending time with us this evening and um we'll continue the conversation next week but for tonight we're adjourned thank you very much thank you thank you bye

and then in 25-26 there will be a 56 month John and I are still trying to nail down exactly what 25 of what means and 56 of what weeks it's our understanding by 25 26 we would see an additional 8 million dollars but we don't know if that's it eight on top of the typical two that we normally get or that's eight in total so those are some things we're still trying to finalize we didn't speak with some folks with a state finance project and including some of our own lobbyists that's been working hard with us as well so we're still trying to nail down exactly what that is but the good news is that there are additional monies and revenues coming into the school district not as fast as we need them but there will be additional monies coming in it won't exactly line up with S3 is expiring but the following year there will be additional monies in the following year after that there will be additional bonus so I if it was important that I shared that good news followed by some of the less good news that we're going to have to address and so that you're going to have to have loopy faces of decision for next year and so I wanted to end on that note not to impress everyone I was excited and I think Mrs will tell you when I received the email and remain excited and quite frankly optimistic but we just don't have the clarity that we need right now to plan around uh the 150 million dollars as part of the government's budget so once I had that clarity certainly will not wait for a meeting to show that update but we just don't know at this time of that because what will be left in the future right so we have to get some clearance from our insurance carrier John uh exactly what how much money is happening up here typically there's always monies available for Jim please fill in the gaps yeah um can you hear me okay the uh yeah we met with the town finance director Dan Garrett representative mayor's office to talk about exactly that what what do they need to keep for our self-insurance program that's what we're getting a number for but um we we think what the city will want to leave in the reserve is something between four and five million dollars uh they they would like to leave not just what's required a little more than that because it look makes our the city balance sheet look stronger if they're doing a little more than they have to and that's uh looks good to the rating agencies so we're we're looking um you know for guidance from from Dan Garrick and they've been very supportive so far John was there a subsequent meeting to know why I attended uh not yet but we're still uh Yellowstone because it's still too early to mention the possible creative ways creative Revenue that does not becoming does that means no no I I don't think so I I would add um you know that um they did ask us uh to go back and look at our utility budgets for next year uh when we established shows back in February remember inflation was high electricity prices for high propane was high not only have they come down a little bit since then but the city purchasing agents chick Volpe has locked in some low prices for the rest of the year that were lower and multi-pledged in force so we've told them well we'll see what we can trim there we're trying to uh you know tell tighten our belts as much as we can so here's what we've done but um we still need some similar assistance that stuff approach and that seems to uh be agreeable to the city of personnel I was also referring to uh by the creative program where there will be cameras on school buses if you run if you're driving a vehicle and you run across a new trespass against the school bus while they're dropping off children they've got you and you anticipated revenue for the city of Danbury was possibly over one million dollars a year you know a little a little like little sunshine everywhere out there now in yes it is okay thank you any discussion so Forge your personal report we'll just give uh I'd like to say um thank you to everyone or members and uh just I mean this has been a crazy year I've been on for a little while and I was always my school career but uh you know it's it's time to change things if not more difficult and I think um a good team here in here and really work through some of the issues issues you know ran pretty well it was still meetings and discussions but overall I think um you know we all have the best interest of the district and the kids in the district in mind so I have to thank everybody for that effort and um I like a an offer at this time with any report members like comments or anything um Christian Church okay Mr Russo thank you cheers running pastors hours third and pass week I I had the privilege to attend many graduation ceremonies and with the overwhelming support of our board in attendees I attended with three middle schools Danbury High School and I'm saving the best to last I attended John Weber in the Ace graduation and boy they were actually 12 students graduating from that program and an excellent job that Mr Weber and his team did I questioned and I saw that before each graduate came up a speech was given by a member of the staff member of the team we had a graduate came up and gave and and spoke my first impression was possibly it was uh a string a stretch on these these kids but that the other side of the coin learning learning to argue a point for both sides thank you very much Joe mcsilver um John Weber and his staff Had Each graduate speak to stress their their expansion for dealing with life beyond school and they did each graduate performed uh and I proud of all our teachers our administrations and staff to support them but special kudos for uh Mr Weber and his team including I think there's a Mr Malone at back and there's a science teacher who might want to not want to be named who lives two doors down for me granted she introduced one of the graduates and uh I want to thank you all thank you I just want to thank Mr Wilson and the administration for the health visit we had with the NFL contingency that came up to talk about with their experience growing the program down there and help us grow the program up here I just I really appreciate that opportunity made some good connections we got some good answers to these questions we've had and I really appreciate that effort especially at the end of the very busy year so thank you very much thank you speak into my point see Michael can we get a thank you note excited by us to send to them to the National national office I think I will work I would work with Jim uh have you given any thought to voice of evaluation uh the time we need that towards some evaluation done before the election in November and that's a recommendation that's been from the cable office every year how about uh Tuesday June 27th 27th okay okay no but I'm thinking about yeah because I think we it hasn't been done in a couple years right yeah about two years okay so typically when when do you when you do that I remember when we did it years ago was right back in September what yeah so because it said if I was you know a new state because the whole entrance is get reaction from the current board members the document that comes with that right and yeah yeah so if you know when we have an election and Kate always recommended that you do it before you're my team you know so you know I mean you've done more more evaluations than anybody here so I think September is probably the best time right okay that kind of evaluation what is it how many meetings you attend how many explosions you do you know smile at them it's basically how well we work together how well we work with the administration um how well we you know um to address issues how well we you know do this area in some you know respect one another how we it's a good it's a good thing um you know to do as as a group kind of you know to get everybody's feeling down but it's very subjective of course it's not hardcore so let me there'll be a question like um how do you feel the board chair and is this how do you feel the members uh chairs of committees do that um you know so there's different different questions and and every answer or survey do suggest ions and we review it as important yes one correct correct okay yeah yeah so yeah yeah yeah so we're not going to say Michelle takes too many pictures or Ralph told me about those dogs too much yeah yeah we're not going to say it um [Music] um okay okay so the curriculum committee will be having at least one if not a couple meetings over the summer um to get the schedule just so we can continue this because as they said they're here all summer so instead of just hammering us with everything that we need to know um in September we'll have one or two depending what's happening to cash out all right so let's get a motion to enter into executive session okay a second okay

my name is Katie Tom I'm the executive director of the chico Builders Association also I want to start out and just thank you all for serving this the students and the faculty and staff of Chico Unified you've got a really tough job and as I sat here tonight and witnessed it I just want to say thank you for stepping up and serving our community it's greatly appreciated um Chico Builders Association does not dispute the need for facility upgrades that we know my kids were Rosedale raccoons they're 39 and 41 and that that school was a wreck then so I can't even imagine what it's like today so we don't dispute it with the need for facility improvements but the Education Code 17620 and government code governs may be used for construction and or reconstruction of school facilities to accommodate students generated because of new development according to your consultant who conducted your fee justification study there's a current capacity to house an additional 935 students it also states that projected enrollment will increase by 642 students so you will still have ample capacity to accommodate those 642 students I provided a letter to each of you earlier today with a graphic that that finds it and there's no correlation between development and enrollment it is the opinion of the chico Builders Association that Chico Unified cannot justify any fees because they are solely intended for impacts on facilities due to new development and I also wanted to to um also Matt with your question um about the cost of out you know of families not being able to afford housing now so you must know that anytime there's additional fees that are put on a developer that's going to get passed on to the person that's making the purchase and I'm about 95 percent certain of this statistic I'm going to give to you because I didn't come with the actual number tonight but the National Association of home builders in May of 2023 for every additional thousand dollars that's added to the cost of a home in Chico 65 people can't afford it so it's it's amazing that such a small amount that all of a sudden I shouldn't say families households 65 households aren't able to purchase and it's either 65 or 68 I'm airing on the side of the lower number so it is a significant amount per family and we do appreciate the fact that you only increased the fee last year by half those were unprecedented times as we were coming out of covid and there were supply chain issues and cost of lumber was through the roof which it still is very expensive but that's not really the point we want to make tonight is that we don't see that there's a Nexus between that the students are coming out of new development and causing an impact to the facilities for Chico Unified thank you um do we have additional public comment for any folks in attendance okay seeing none I'm going to close the hearing um this oh sorry I was about to read the wrong thing um uh do does the board have any emotions associated with this item actually before we do I have a um a I don't know if it's appropriate I have a question that I would like to ask Ms Tomah actually regarding the the graphics she's saying because I'm just trying to make sure I'm interpreting it correctly I think Matt okay thanks um the graph you set us uh reports to show and I'm sure it does total units permitted mapped against total enrollment of chica unified um and towards the end there um there's a precipitous drop in the number of units permitted as we go into the future is that simply because they haven't because Chico does he land to develop honestly so you're projecting close to zero new permits for development in 2829 yes that's what the city of Chico's projecting that's all thank you just want to make sure I was reading it reading this quickly yes any further questions um or I also have opened it up for a motion is there um an option to rather than um go to the full allowance that the state allows to meet somewhere in the middle in this next round or is that not a consideration it's completely at the discretion of the board right and that's that is what we did last year yeah to clarify that's what we did last year we could always do it again you could always pass again I'm asked for a motion twice now um yes member Robinson um thank you Mayors I I move approval of resolution number 1607-23 assessing our full allowable amount at um one okay get to the point where X does the scrolling down you can just yep resolution number 1607-2-3 increasing level one fee okay increasing the level one fee yes I'll find the amount in a minute I guess I don't know if this would be a friendly Amendment but I like the idea of going houses again or somewhere in the middle a friendly Amendment um my intent is to capture the full allowable um considering our need and our students needs and what we've lost already last year um I I I I don't consider it friendly I I'm advocating for the full amount because our need is so great I'm in a second member Robinson's motion to approve the the full increase this year or the remaining amount allowable which just opens us up for discussion um quiet uh so my thinking is while there are needs and are demographers have projected I don't think it's an enrollment drop it levels off but it still is increasing plus we still don't know the variable about TK so we have been in the last couple of years the last few years TK has has been made an obligation for the district to fulfill so that's increased classrooms that we need to fulfill their um additionally we have been informed that we have to provide facilities for the Arts at the elementary school which increases the need for specialized facilities that we don't necessarily currently have on top of our extreme need for improved special education housing and so I can't I can no longer justify um weighing the needs of some members of our community to save a few hundred dollars on their annual taxes which you know those of us who own land like we pay taxes and it sometimes does hurt when it comes up a lot but I can't I don't I cannot justify weighing that against the needs of our students at this point anymore and so um I think that this last year has been a a good um experiment to to see how these things go I do think that we saw a really decent amount of new construction this last year um I I also feel like and maybe I'm wrong and Katie can tell me I'm wrong because I won't hurt my feelings that it may be slowing down and we may not capture the same amount this next year that we've lost out on um even if we do increase it to the full amount I'm I I think that we may have missed a bigger window at that um so going back to what I was trying to get at is that I think it's informative to have rode this out for a year and know that you know we've lost out on a hundred and nine thousand dollars that we will not recoup like that's gone it's done um and moving forward if we are going to increase to the full amount um that we will start to um see more of those fees come in but we might see it a little at a lower rate if if there's not as many permits being pulled um and we our decision tonight has really no weight on that I don't believe that Us increasing developer fees tonight is going to cause folks that are pulling permits to to hesitate or slow down that process um based on inference alone really um so yeah that's my that's my reasoning for for seconding Ms Robinson's motion well I think we can just call for a vote um so uh I'll start um we're gonna do a Voice vote because I really don't remember how we voted last time and I'm not going to go back in my notes um so uh this is to approve the increase in developer fees to the full amount allowable by law Dolby I Robinson I konk and abstain sorry this one is I have not spoken yet just because I've been thinking really hard not because I I'm trying to give enough time for people to I appreciate that I'm not about to be here told them no I appreciate that um Lando I had some trepidation tennis name I still stand in support of our of our Builders a deal and they're going to be an important partner for us in the next year um and Beyond and I hope that we can maintain an amicable friendly relationship and know that um it it even though I jumped right on it and approved it it still hasn't been an easy thing to sit with me because of all the things we've talked about last year and this year and this is I'm more directing this at Katie um but yeah just wanted to say that out loud yeah actually now you're moving closer to her line of you I just wanted to put that out there that that um this isn't trying any attempt to to hurt our local Builders um but it is really meant to meet a need for um a growing need for our students thank you um it passes three to one and one abstain you said no right okay um thank you Julie are you up again um 8.2.2 is a discussion action item for Charter Schools measure K projects request thank you our Charter School our measure K charter school committee has met again and they have brought forward two projects one at Nord Country School they have metal ramps uh entryways into their classroom buildings and they have significant holes in them so they are unsafe and need to be replaced and they're going to be replacing them with concrete and same place same location but with concrete and then over at Wildflower they purchased in the past some portable classroom buildings with measure K dollars and they want to refurbish them new flooring and heating and air conditioning and some new windows and so those projects are being brought forward tonight and with the recommendation that the board approved them so that they can be completed over this summer any questions no questions only that I know both of these projects personally and have walked on or in them and their good causes and much needed both so I think it's a good idea see no further questions I will open it for a public comment I will move that we what's what I'm looking for we accept these requests and fund them as requested second great we have a motion by Mr Lando in a second by Miss konkin um to approve um item 8.2.2 uh we'll start with you Mr Lando Amanda why tennis High oh Dolby I sorry Robinson I konk and I a little with our spaced out starting to we're starting to get a little fatigued um okay moving right along 8.2.3 discussion action California Water Service Company easement for McManus Elementary School over at McManus in the middle of North Avenue will be a connection to water that will run across campus to feed a fire hydrant for the new kindergarten wings and in order for Cal Water to service that line and that hydrant and easement is necessary so that's why we're bringing this forward this evening and we recommend approval of the easement I'm seriously into this one so I'd like to make the motion that we approve the the water line easement do you need to do you need to abstain for conflict of interest Cal Water is a private company and yeah I'm just I'm just teasing um I don't think we have any questions for clarification do we have any public comment on water tie-in okay we have a motion on the floor oh beat me to it all right Miss Orlando seconded um we will start with Mr tennis oh wait we all agreed yeah where are you gonna miss thanks for keeping me on track on that um for all those in favor please say aye aye opposed all right it's unanimous 8.2.4 discussion action on resolution number 1612-2-3 adopting updated pre-qualification questionnaire and uniform system of reading pursuant to public contract code sections 2011.5 and 2011.6 sounds complicated but it's not really very complicated um back in 2014 state law began requiring school districts K through 12 and community colleges to undergo pre-qualification process for any projects that are funded with State funding um to undergo pre-qualification process for General Contractors with an A or a B license and certain subcontractors that are doing important and high dollar work-like electrical and mechanical underground utilities those sorts of things um back in 2014 we brought a resolution forward to the board that was reviewed and approved and has been utilized over many years um we are updating the resolution and the uniform application process that the contractors go through we are required to at a minimum utilize what the department of industrial relations requires and that is what you see in front of you is the minimum requirement that we have according to the state law we feel that we want to encourage active competition on our construction projects so we we do not want to deny any company's opportunity to bid on our project so we we attempt to keep these requirements very minimal we we go through the pre-qualification process once a year and then we do it again uh per project for those larger projects that are over a million dollars so you have in your board packet the the questionnaire the resolution and the questionnaire there are highlighted sections in there part of the resolution is saying that the board is agreeing that those highlighted sections can be altered at the discretion of the district depending on the project so for instance McManus is 32 million dollar project it's it's a very large project for our area and we want to make sure that the bidders have the financial backing to perform on a project of that size and we want to make sure that their subcontractors are also reliable and stable firms so for instance we required on that project that the companies be able to bond for a certain amount to make sure that they could cover the costs of cash flowing a project so those are the types of things that we change when it's a project by project pre-qualification process so I'll open it up to any questions that you may have regarding that again it is a requirement by law that we do this qualification process we've been doing it for many years and this is just an update um Julie recently there was a another ruling or half a ruling on the lease lease back issue what we're doing here is making our position even more secure are we not in the the problems with the lease lease back issues that you're referring to from Fresno Unified District this process has no bearing on the points that were raised in that lawsuit okay thank you is this a process that we are required to update at a specific interval or was there something that triggered us to want to update this thank you for asking that I should have said that the dir had changed their um their their pre-qualification questionnaire and that's why we are updating it is Alison not yet nope nope nope I was just making sure that nobody has any questions still do any public comment now I will open it up for a motion don't read it it's really long um remember Robinson has moved approval of resolution number 1612-23 do we have a second I'll second actually um and we had a unanimous vote um on the last item so I will call for a Voice vote all those in favor hi hi it passes unanimously thank you Julie oh my gosh are your legs getting tired are you tired of standing yet do you need a stool um all right 8.2.5 discussion action resolution number 1609-2-3 change authorized signatories for the school facilities program thank you um so this resolution was required by the state funding program they want to ensure that those individuals approved by the board and as allowed to sign documents for the state facility program understand the commitment um of the requirements of Grants received by the district I have a feeling that there was perhaps a lawsuit where someone signed a document and then said oh I didn't realize that I had to do those things that I signed and so the state came out with new language so this is the updated language and since we were doing it we took the opportunity to in addition to Kelly Staley and Jacqueline Krueger and myself we've added Charisse Bromley as a signatory for any documents for the school facility program any questions so just for clarification this is identifying superintendents daily Jacqueline Krueger and yourself as signers and Cherise Bromley and that was my follow-up question because it's like in a separate section and cherries okay um the Jacqueline Krueger was on there previously but her title was not updated to assistant superintendent so it's correcting that as well okay awesome thank you seeing no further questions public comment none I'll open for a motion so moved I did say mood option and resolution 1609-23 all right it's uh the motion is by Mr Lando and seconded by Ms Robinson all those in favor hi there's some kind of a lark thank you very much thank you all right moving right along to 8.2.6 public hearing informational only to the 2023-24 original budget good evening board wait so the presentation perfect alrighty so this evening we are presenting the original budget for the 2023-24 school year um just so you guys know this is the timeline that we look at pretty much every year so every year the governor comes in January gives a preliminary budget normally we have tax deadline in April that did not happen this year so what we're running into is there are a lot of unknowns with the state budget with revenues we will keep our ears to the floor and let you know if any changes come the right now we're kind of in the middle of the timeline where the legislature has approved their budget and we're waiting for the legislature and the governor to finalize what will be the 23-24 final budget so there's a very good chance we will have to come back to you with a 45-day update and Marie will speak to that a little bit later okay so some major assumptions when we built our original budget part of that is local control funding formula and we base this on the governor's budget and he estimates the cost of living adjustment of 8.22 our funded average daily attendance last year the the cost allocation changed and so right now we're currently using the three three prior year average so we're estimating eleven thousand two one eight for our Ada unduplicated students we estimate the percentage is going to be about 56.52 and then our salaries and benefits are all the positions that we knew of as of May 23rd and that includes vacancies that we're hoping to fill this next year this also includes State funding and federal funds with grants and any of the proposed reductions along with those grants that the governor include in his mayor revise let me know if you guys have questions as I'm going okay so these two charts we started this in February when we came to with our budget so you can see a visual representation of our actual enrollment which is that orange graph and then the green graph shows our funded enrollment so as you can see if we have large drops the the cost allocations help us to kind of weather the storm it just it slows down the so we don't have to deal with funding Cliff issues and everything so as you can see the 2324 projection uh for our Ada for actuals is 11218 but are funded we're estimating it's going to be eleven five eight one so that comes to about 3.8 million dollars so we're very lucky that they changed that cost allocation last year and we get to average our Ada okay and this is a visual visual representation of our unduplicated percentage so those purple bar graphs that's our current unduplicated pupil percentage so we have the actuals through 2223 and then our projection for next year the main thing I wanted to point out with this is as you can see we had a large spike in 2021-22 but the three year average is what the state funds us off of for unduplicated people percentage so we will finally have a flip next year where our current estimate for next year of our unduplicated percentage is actually going to be a little bit lower than three year average and that's because of that large spike in 2122 so that helps us with our concentration dollars and to help support our our high needs students okay so this is all of our purse and stirs cost estimates down at the bottom there you can see the rate changes sturge has kind of it's leveled out so they will not be having a change um that's the estimate right now for future years for stirs purse changes a little bit and as you can see the percentage change from 22 23 to 23 24 is not that much it's actually only 1.63 percent of change but that costs us close to a million dollars so I just wanted to bring that to your attention that way you understand when we're talking about Persian stirs volatility small percentage changes that can mean large dollars okay and then this chart you guys have seen before as well this is just our list of our transfers and from other funds that's about 3.7 million dollars part of that is our RDA pass-through that goes to our routine restricted maintenance account which is our maintenance and operations and that's the 3.7 million up there at the top and then we have about uh 60 000 is our estimate for developer fee transfer and that's three percent of our collected fees that we're estimating for next year um contributions to restricted programs the special ed contribution we're estimating about 24.6 million right now and then the routine restricted maintenance account that's our three percent contribution of all general fund expenditures let me know if I'm going too fast guys or if you have questions okay so the local control accountability plan as Tina and Tim presented earlier yes go ahead okay I I think I may have asked it and gotten this answer already but again I just noticed that this is contributions to restricted programs for special education is that 24 million and change correct that's the encroachment amount yes that is not the total budget for special ed that is just our general fund contribution so it's above and beyond the state and federal dollars that we get you're welcome okay so these supplemental Services these are all listed in the lcap when Tina and Tim spoke earlier um so this list supports just the unrestricted local control funding formula supplemental and concentration dollars that we have okay and then this is our covid-19 relief funding um this next year we're hoping to spend down the last of our covid-19 relief funding Grant monies as you can see we have about 10 million dollars that we have left to spend we will continue we have some HVAC units playground equipment that we've dealt with supply chain issues and so we're still waiting for those to be delivered to us and then continued supports like our counselors that were implemented as a part of the covid-19 relief funding okay so if there's no questions I'm going to handle it over or hand it over all right let's look at our general fund income statement so on the left-hand column is our un restricted general fund budget um so that is our revenues from our local control funding formula that's our unrestricted dollars and we are predicting a positive 2 million change in fund balance the middle column is the restricted dollars I just want to say about this that restricted dollars are mostly self-balancing grants so um we tend to receive cash in one year and then spend the money in another year so they tend to go up and down as far as the negative to positive swing and fund balance so this does not represent a loss to the district um next um this is another look at our unrestricted fund balance you can see the net increase of 2 million down there in the middle that's what we just showed you on the previous slide this is just highlighting that included in that in that budget are a lot of items that were one time in nature that are not part of our current operations so if those were taken out our net increase and fund balance would have been closer to 5 million this is just a pie chart representation showing that the vast majority of our revenue is from the lcff of our unrestricted revenue and as you know that is derived from our average daily attendance and this is a snapshot of our unrestricted expenses we're in the people business um and all of the green items together are um our salaries and benefits so that represents 88 of our total unrestricted expenses all right so we're going to start talking about our multi-year projection I have some notes um okay enrollment in average daily attendance projections are based on historical Trends noting the covid-19 impact on the prior years so we are projecting a slight Ada decrease and slight decline in enrollment in the future years because of that we are also projecting a decrease of two certificated full-time employees um if those if those enrollment projections do come to fruition as always we increase the budget for step and column we account for changes in employee benefit rates inflation for utility costs and other other costs this year we also um budgeted a decrease in the lcap positions due to the reduction in the concentration dollars that's what Charisse was talking about earlier in the unduplicated pupil percentage slide we have that spike in 2122 and we don't really know where that's going to land then we always have retirements uh retirements always mean that the um typically the outgoing staff retire at those higher steps incoming staff are younger and they are on the lower end of the salary schedule so we have a net savings there and cola estimates from the Department of Finance projections as of May revise or 3.94 and 3.29 for the next two years and we are budgeting one Inc increase in one TK class so if you see here for our multi-year projection we are estimating positive change and fund balance for the next uh three years as well as for the ending this year out of five million dollar positive change in fund balance and this is before any compensation increase so this will change depending on if a compensation agreement is agreed to also Down Below in the components of fund balance you'll see that our undesignated fund balance uh goes down next year that's because Jacqueline brought to you those three things to commit for reserves that's I.T transportation and compensation this is our cash flow graph that we always bring to you you can see the Trends on this are always easy to predict the everything goes down in November then um in December we received property tax and state aid influx to cash so we go back up and then we start to decline again and then another property tax influx in April and the other thing about this is we have really good reserves so um we don't we won't have a cash flow issue even if we potentially have deferrals all right going forward um right now as Sheree said the governor and legislature are negotiating the budget we will have a budget approved by June 30th and at that point if there are material changes to this budget that we presented to you we'll bring it forward for a 45-day update that'll be in August and then we are uncertain about what's what's ahead for us there's the health of federal state economies the impact of delayed state tax receipts inflation supply chain issues continue to be an issue stock market volatility student attendance we before covid we were right at that 95.5 percent you could kind of Bank on it and we're not back there yet but we are we are moving up and then this is the final year of covid-19 relief funding business services and services have been working together on continuing to provide those supports and how how those will be funded so um and then moving forward we will be back in seven days to ask for approval of this project questions well I've been looking at the um accounts of the negotiations that are going on between the legislature and the governor and also the governor's um trying out floating a balloon on what to do about housing being financed out of state dollars that may or may not materialize so I'm that makes me a little nervous because of of what's happening with you know with the economy and stuff but I trust that we're we've had enough experience with that kind of stuff since the crash that we're being careful am I there's a lot up in the air yes [Music] healthy Reserves okay well this is um a public hearing and so I will open the hearing and ask for a public comment seeing none I'll close the hearing and this is informational only so no action is needed at this time the 2324 budget will be brought forward next week at the 20 June 28th special board meeting and workshop you're up again with 8.2.7 public hearing informational 2324 education protection account yes so every year when we bring our budget to you a part of that is um estimating what we will receive under the education protection account or EPA these are not new funds they were voted on back in 2012 under prop 30 and the EPA dollars or the first funds that we receive as a part of the local control funding formula and then the state backfills the rest of it with unrestricted dollars Chico Unified spends these dollars on certificated staff expenditures and so it's a part of the budget that we just presented to you but we just have to do this disclosure to show how we're going to be spending these dollars so this is informational only as well and we'll need a public hearing on it as well I'm seeing no questions from the board I will open the hearing for public comment and we have no public comments so I'll close the hearing um and again it's informational only no action is needed um and this will also be brought forward for our approval next week and moving on to 8.2.8 public hearing informational 2324 original budget reserves disclosure alrighty last one for me tonight guys so once a year we are required to present a document that substantiates the need for an assigned and unassigned ending fund balance in excess of the minimum recommended Reserve amount which for district R size is three percent um as part of the 20 2023-24 original budget we are estimating a total assigned and unassigned ending fund balance of approximately 18.8 million dollars which equates to about 8.92 of our general fund expenditures included in the sending fund balance we show that the minimum Reserve amount of three percent will be about 6.3 million dollars and along with the three percent the board has taken action in the past to reserve an additional two percent and also set aside some one-time monies just so we can weather storms as they come up for times like this where we have no idea what the state's going to do so these reserves will help with potential cash flow issues as well if we do run into a cash deferral issue in the future so same with this one it's informational only for you tonight any technical questions from the board seeing none I'll open it for public comment seeing none I'll close and again this is informational only so no action is needed this will be brought for approval to the board next Wednesday at the June 28th special board meeting correct thank you board hmm cruising right along to 8.3 Human Resources our first item excuse me under Human Resources is 8.3.1 discussion action resolution number 1610-23 to allow teachers with a multiple subject credential to teach a specific subject below grade nine okay so I bring these resolutions to each year the good news is is six or seven years ago when we moved sixth graders up we had all of those security teachers move into the junior high schools to cover those we have not hired any multiple subject teachers to replace them over those years and we're down to six so of the group here you see only six of those teachers are multiple subject teaching single subject [Music] areas the rest are fine arts and I think there's a PE in there and those we have all the time for elementary and they're all multiple subjects so I bring the resolution forward we have to get board approval on that each year so they can teach single subjects any questions for clarification yes um sorry I'm just trying to find the text of the resolution again one moment please are these all teachers who are are any of these teachers newly moving into different subjects that they weren't teaching before because no I feel like no I feel like um what's my knowledge one of them um correct me no well quickly Fine Art yeah we have new Fine Arts teachers this year it does doesn't Ryan Willard traditionally teach social studies for the first couple of um and then he was able to transition over to just social studies and Leadership and I didn't know I actually saw his name on here I didn't know he was um going to be taking on signs again this year but yeah he he has done it a couple years but it's it was when he first moved over tomorrow and same with Mr Oliver I feel like I haven't seen him connected to English before I I appreciate this list is getting smaller but you know I don't in three Junior highs we were down to six um six of them that are teaching subjects other than Fine Arts I just want to make sure it continues to get smaller or not well and and I think the mission creep happen another piece that might be helpful to know for just for our knowledge or just for whatever's sake and maybe not on the resolution itself is um how many FTE they're actually doing because I'm sure that Judy Hass is not full-time Junior High computers and I'm sure that Ryan Willard is not full-time sixth grade science so I mean not that it's totally relevant in passing it but just to it gives us a little bit of a clear image of what teachers are working slightly outside of their fully credentialed certifications even though they're qualified still does that make sense um I would and again it says this is a guess I'm Judy Hassett she may be all computers um the reason being is if she if she has a multiple subjects credential we have to list here what she's going to be teaching yeah but she's a science teacher that's why I specifically said hers because I know she's a scientist I think she's teaching science of computers so so she's single subject yeah yeah so yeah it would be nice to see over time the total ftes of teachers outside there their fully credentialed area shrink and maybe because we're assisting them get fully credentialed in in those topics over time if they want to go that route or they you know go to full-time FTE in their fully credentialed area they tend not to want to to go back to school we typically losing through retirement resignation or some have gone back to elementary school yeah and um from my perspective I don't I don't feel as strongly about that at this on this particular topic I do feel a bit more strongly about it on the next item agenda item um but uh I I do recognize that a multiple subject credential at least gives many teachers a good understanding of a lot of topics and so being able to um hone in on a specific subject is not necessarily out of their wheelhouse and remember six or seven years ago when we transitioned the district entered into a bargain that they would go um yes the list has shrunk and I'm sure the ftes have also probably shrunk significantly correct again this is in no way impugning the teaching abilities of any of these teachers such as you know yeah we will all feel better I think when everybody is teaching exactly within their rental just because it absolutely and we have we have not hired any multiple subjects at Junior High since so I just want to give you a hard time about this every year so yeah I know we could probably replay this conversation next year it'll be Johnson and yeah right and just for like um you know Community transparency any any person can look up a teacher's credentials and so if they look up one of these teachers for us for science Dan Linville for example I have no idea sorry Dan um and they're like oh this is my my kids sixth grade science teacher I'm going to make sure that they're fully credential teacher and that does it come up on on the um website as um being qualified to teach science question mark what was the question if a Community member wanted to look into whether they're kids science teacher sixth grade science teacher is credentialed in science what would that show up you know when they go to look that up on this if they were to somebody were to have Savvy to want to look that up on the scene no and that's why we have to have a resolution to show that they took the necessary units that could require totally and I understand our approval process and that makes them approved and that it's it's all it's all well and good but for transparency sake it it may be that that Community member starts to say oh my kids teacher isn't even qualified to teach this science class and you know and then it becomes like a one-off you know sometimes it just takes one one instance for that to pop off in the public Forum I'm not saying that that's on us you know we've done our due diligence according to the state of California they are qualified if they take commissary units but there's no way for somebody to fact check that correct unless they go through our message that's true and although this is like a lot more just context too just kind of understanding what it is that that we're saying is happening here we're not just saying yeah just teach whatever um okay cool any other questions of clarification oh that's funny I did not okay uh and we're not in hearings anymore so that's good it's just kind of thrown off my flow um public comment seeing none I'll open it for emotion I move approval of resolution uh oh yes please from the minutes [Laughter] 1610-23.

all right we have a motion from uh member Robinson and a second from Member Lando um uh we are we're already you know this last time I just appreciate the lesson on credentialing that you do always provide all right um assuming we were you Anonymous last time we were yeah with with all the facilities okay um voice note all those in favor please like divide by saying aye aye aye it's unanimous uh we will move on to 8.3.2 discussion action resolution number 1611-2-3 to allow a credentialed teacher to teach any single subject class based on an appropriate coursework oh sorry based on appropriate coursework so this is the flip of that this is at the secondary level where they have a single subject credential and they're teaching outside of their credential area but they still have to have 18 hours of semester coursework or nine graduate so in this one um we're only down to two one is a regular Jason alvester who is a social science teacher but also the football coach and teaches the sports Conditioning class for his football team and then there is the one loan health health um coursework that is being taught by Rob Bard so um I know you have uh concerns about that but not not necessarily concerns I have just a couple questions um what's that theft for Rob bard for health I do not know that oh my gosh I'm sorry I was not prepared enough and I have not had the time to look at this until earlier today and it was not enough time yeah I'd have to look I'd have to look that up um with the block schedule and everything it's um you know the change in schedules it just depends and it could change between when the schedule was made and when enrollment you know happens at the beginning of the year is this new for Rob for us I believe it is for him um I don't recognize his name okay so the other question sorry for the chuckle I'm like getting a little antsy here um the other question I have is the the wording is um that um the following teachers are holders of a valid teaching credential and have completed 18 semester hours of course work or nine semester hours of upper division or graduate coursework in a single subject and so that doesn't tell me if Rob Bard has that much coursework in health you know he'd have to have 18 hours in health undergraduate or nine hours of postgraduate in health okay in the area that he's going to be assigned to okay because that's not clarified in the resolution it says in a single subject not in the single subject they will be teaching well because it could be okay it could be because there's usually multiple different areas so it has to be in the subject that they're being assigned to okay yep that's Ed code and we have to report that to CTC also okay um I'm just going to State for the record that I am not in support of teachers not teaching teachers maintaining status in a subject sorry in health for a long period of time under this under this I get the first time it sounds like first-time teacher but if if Mr Bard wanted it was going to be staying on with Chico Unified and continue teaching maybe it's 0.5 ft maybe it's 0.8 ft who knows about health right now um that I I want would love to explore the concept of encouraging strongly um that if you wanted to be retained for health that we would support him getting his health credential health is a little bit different PE has its own standards and is rigorous in its own ways but I'm much more comfortable with Mr alvester teaching PE as already you know a coach and in athletics anyway Health has its own set of challenges in teaching that are highly sensitive teaching some highly sensitive topics that I feel like um I feel like it would be worthwhile to invest in full credentialing for that for that position if we can't find a fully credentialed health teacher to teach Health that we could support a teacher to obtain those credentials I understand that when you're when you have a class that fluctuates freshman sophomore class so it fluctuates anywhere between four and five hundred students the number of sections aren't typically nice equal to ftes so you typically have at least two Health teachers at both high schools and then you have an extra class or two or maybe three in the Box schedule so um so you don't have consistency there as far as knowing from year to year how many how many uh periods you're going to need of health so you have to have an overflow and typically people are not going to go for an overflow where it's inconsistent so so we have to depend this is our this is our way to depend I mean to meet the needs because it is a required subject for for um for graduation so so it's just our the only way we can meet that need the principal of Doug Williams has texted me back and he believes one at the most two sections he'll be teaching next year of health and there's a second there's another healthy drill as well yeah and obviously the other one would be credentialed and health otherwise they'd be on this list if you break that off you're not going to hire a health teacher for one or two classes and then you still have to get those kids through that health class yeah but if we could nope yeah I I'm going to to to just um support member dalby's concern about the health as the subject that really needs someone who has um the depth and the bandwidth I mean we went through this four years ago when we were looking at the health curriculum and it's it's not an easy curriculum to cover and if you don't have um you know science teachers still teach it at the middle school level the health curriculum yes I mean it's to that standard like at in the Middle School in the middle school is our science teachers teach the health curriculum because yeah you're qualified to teach Health at the middle school level really and we still went through extra training um sorry for interrupting you no that's okay but I support your concern after what we went through with with the curriculum and what health book we were going to use at the secondary level um I just I agree with what member dalby said I think if I'm understanding what kind of this suggestion is that since we know we have this fluctuation it would be worth exploring if someone at the secondary level of your site was interested in going back to school if anybody is and we could help with that then we would know hey if there is Overflow in a given year this is who we turn to I because it wouldn't be that much more work for me just test fees and preparation probably a media course um personally so I I wouldn't write off that nobody wants to go back to school I mean it's once you have a single subject credential it's not a whole lot more to obtain a second credential if you already have related coursework and so what I'm what I'm guess I'm like trying to to convey is that it's not a hard no it's just uh let's let's think about it you know or let's explore that a little bit more and I I know that this has come up every year that that I've been on the board and I I think I think it's starting to kind of like come together a little bit more in my head about about you know what direction I want to see this in and it really is specific to to health um I I don't usually see this list contain any other concerns except for when it comes to teaching Health right and the feedback I've gotten from students and parents is that that the high school health program isn't necessarily very meaningful or rigorous so not always you know so I think that it would be worth exploring how how that does look at the high school level um luckily we know that the most most of the application of the health curriculum at the middle school level is Meaningful and rigorous but it's nice for them to hear it again once they get to high school so what we're finding in the Box schedule is that the kids are able to now possibly take it in the 10th grade year and not being you know to be able to just fit it in that ninth grade year like we've had you before and in order to get to their 10th grade classes that they needed so that's why the lesser amount of the sections that we need somebody else to be able to teach there Mr Williams says possibly next year it could be none other than the one health teacher that they have so that's what they're working on great yeah is he watching or are you messaging him I know at first I thought that I'm like no somebody sent him a message thank you thank you for for contacting Doug um all right so back to the resolution um is there any need to just change up the wording a little bit so that it does specify it's not just in a single subject but in the single subject that they are but there will be I know that it's required by law but does it certainly yeah we certainly do that okay all right any further questions public comment oh motions um 23.
