yep and your mic's not on but oh I think we got you thank you all right so the um uh I actually didn't hear the second half of what you said did you did you say with those with those okay thank you okay thank you thank you okay do we have a second sure change the language don't actually matter to me but I want to get this one done so yes seconded all right we have a motion in a second you got it you have to repeat who it was okay thanks um all those in favor all right that's unanimous okay so I changed it to um blah blah blah or graduate coursework in the single subject they will be assigned to thank you oh that's a blank page that's not where we're at today um 8.3.3 discussion action Declaration of Need for fully qualified educators okay so this is required also by the CTC Commission on teacher credentialing when we have teachers that go out in middle of the year and they are they become long-term Subs we have to give an estimate and we have to apply for long-term sub credential emergency credentials we may hit the number exactly we may be way off and so these are estimates that we put in each year because inevitably we have teachers that are that are out somewhere in the district so this is just something that we have to file each summer for the upcoming year to make a plan for for any potential teachers being out and move approval so all right um so yeah we're just gonna skip All the Rules of Order and assume that we don't have questions and we don't have public comment and we have a motion in a second I think on some of these you could just go to speak now if I ever hold your piece before we vote that's kind of where we're at anyway um all right uh all those in favor aye thank you thanks everybody thanks Matt uh it does get a little repetitive you um okay uh 8.3.4 discussion action approval of updated certificated management salary scheduled to meet Calpers reporting requirements okay so this is a little cleanup so Calpers after probably 30 or 40 Years of having this particular salary schedule informed us that we cannot include the master's degree on it because it has two different salaries for the same position so all we did was take the Master's Degree off we turned it into a stipend added it at the bottom of it and that will make prayers happy most of our certificate and staff are in stirs which they're fine with either or but we have a number of folks who have a six or eight that started as instructional age or in some other classified position and they have the option to stay in pers and so this is we have to change the structure of this to to make pers happy so in order to do that we have to get board approval anytime we change change the salary schedule so numbers haven't changed the the one thing that is a little different is is we took an average of What the master stipend is somewhere a little bit below 2500 somewhere a little bit above and we just kind of split it in the middle and um and called it a flat twenty five hundred dollars for a master's degree stipend so that's the only difference okay any questions public comment motions so moved I suck it um no discussion all those in favor aye unanimous all right thanks Jim all right moving on to 8.4 board 8.4.1 informational first reading of revised updated new board policies [Music] um Ms Daley so as you can tell there are many new board policies actually not new but revised board policies that are coming forward this is the first reading so I would encourage the board if you have any questions or suggestions for modification of the board policies please reach out and we can have those ready for our next board meeting which is where we will approve them or make modifications if if we um were to send in requests for um any changes or consideration of any changes or modifications um by like a certain oh where I passed this next week is we're already past the deadline so it wouldn't be able to be published you can still go ahead and send them in and we can share and make sure that everyone's aware of the proposed changes and then they would have to come forward to the board obviously to be voted on okay thank you uh Ms Robinson thank you madam president I was just going to point out that that it's it says that it's new board policies but it's also bylaws so we've got two different topics here do you want to do bylaws Slash new board policies just to make it accurate so these are there are five board bylaws that are coming forward which are all part of the board policy packet oh it is okay well it doesn't say so so I had two or new brand new that haven't been here before and then the others are all updated yeah okay so we're encouraged to keep reviewing those incidentity any comments that we might have um I'm so sorry for clarification um because we don't usually have back-to-back meetings one week and then again um are we going to look at these again in a week yes okay for approval yes yeah so yeah is there a time that's most convenient for you to get feedback by like should we give ourselves a deadline of Friday Monday well I would love it by tomorrow tomorrow okay it's fine we can take that feedback all the way up through Tuesday as long as we can have it put together and ready for the board by Wednesday okay thank you all right it's informational only so if there's no public comment or additional questions from the board we will move forward to the next item 8.4.2 discussion action Chico Unified School District governance handbook for 23 24 school year so there's several items on here that are here um so the the board if you want to talk about them tonight or take some action on them tonight you can really they're here as a reminder typically we would do these in July we do not have a July meeting so we'll be considering these items next week a week from tonight and really just a reminder for the board to look at the board governance handbook and as we go through these you'll see a common theme Here so if the board wants to take action on the board governance handbook tonight you can it really was here to serve it and is attached as a reminder that we do need to approve that next week isn't anybody I mean it is on here as discussion action um yes I was going to finish what I say asking I I I wanted to take action and I just to mention that I did kind of review what's in the uh the new um board bylaws to compare them to what we have in our governance handbook because there is some interaction or interplay and and I didn't see a problem with NM so I'm comfortable acting now gotcha that's what my question was going to be is if there's any particular feelings about wanting to take the next week to review the handbook and and you know bring it forward next week or if or if if anybody feels particularly ready to just take action now um we could we could go either way pleasure the board I I'm just trying to gauge I'm not getting any anything I'd like to wait okay I think that that's great and I I think that I wanted to kind of just allow for that so that we can kind of all say I say okay maybe we want to take an extra week because I wasn't I was reviewing nail cap in the budget and I didn't really take the time to go through the handbook too so um especially this being your first time being able to go through the handbook and see if there's any updates that you would like to suggest I'm happy to table it to the next meeting um it's unanimous do we want to like take a official vote on it do we need to yeah and I'm totally in the same boat I would like take the extra week to think a little more about what to do with this particular document yeah thank you um okay so moving on to um are we good are we good staff on that okay moving on to um 8.4.3 discussion action proposed 2324 board Workshop calendar topics Liaisons and board member assignments this does end up being a fun Hefty um bit of a dialogue discussion um uh and so I'm sure that I'm not ready to jump fully in on um on determining every single workshop for next year and I would also maybe say at maybe the disagreement of some staff that even next week as long as we propose the some more of the like through December workshops we might even be able to split it out if we if we're feeling a little tight for time and just next week think about what workshops we want to see through December and then when we come back in August finish doing our Workshop um if we need if we feel the need to split it up that way as long as we are prepared to do some of those things and you hit the nail on the head this one is important that we do get done next week just so staff can start preparing for board workshops when we come back in August you know where we hit the road running we have one board meeting and then the next one is a board Workshop so we need to know what that is so that we can prepare yeah so I I don't feel prepared to address even the what we want to hear at the September Workshop right now um personally and so I say we do the same and table for next next week um and come prepared at least with you know what our what our priorities would be for the workshops through December if not all the way through the year I I don't have confidence in myself to be able to put and again that pin here was exactly the same get this in front of the board so you are aware of it this is something that we're you know need to do next week and just give the board the opportunity to look at the items that are there by all means feel free there's still time to send us additional items that you would like to see as a workshop if they're not already listed okay Ms Robinson I thank you madam president I have a question of staff I can't remember if going over the um the test results Tim uh is it automatically a sign for September is it a workshop it's usually a special board meeting like in December it's a workshop and typically we've done it in November November November we've done it where November end of October November this year per the board uh wishes and we did all the dashboard data at the end of February but traditionally we've done a November cast score so it's an academic data okay and we only have one meeting in December okay thank you Tim yeah I just that's a special interest to all of us I think and so I was just asking if it if it's set or do we have to do something tonight so it sounds like we're good I think we're good yeah and I agree with you I'm not ready either I I had the the worksheet and the what months we had available and I I did not get to it either um do we is I I looked at this um but I'm not remembering I mean you know open it up again um do we know which months are the months that we are looking to fill I on that document that was yeah it's on the document there on the dates are listed and then the ones are already filled in that usually are typically the standing ones yeah I just didn't see it when I opened it up earlier okay I believe you thank you it's a blue and white form okay um all right so um unless there's any strong opposition we're gonna do the same and move that to next meeting um and take it from there the next item is so the next item yeah is uh the board adopted goals and expectations this one really we should not do until next week when the board adopts the lcap the lcap is our guiding document and our goals yeah but again just a reminder that at that next meeting we would be also adopting the board of goals okay thank you uh and then uh 8.4.5 and it's it is really helpful to like see it already in the agenda packet um so that it'll we just know it's going to come back around pretty pretty similarly next week very quickly to help to help prepare better um chica Unified School District board self-evaluation um we can push this to next week too but I do want to consider moving our self-evaluation to December um instead of having it in August uh or now or next week um to for a couple reasons one because I think it would be better to capture board members um on a on our year by year so not by the fiscal year for the school but by our um our term year um so I think it's appropriate to self-evaluate um after we've had a full year and then after we've had two full years and three full years and so um I would like to push that to or consider next meeting I would like to consider pushing that to December and then maybe also think on um you know if we want to um later on not next week but maybe just bring it back around um to address any types of um revisions to the approach on how we do our board self evaluation um but I just yeah I mean I think the idea has a lot of Merit and this is an action item if you just wanna move it to December right now and say well that's how we're going to do it you could just saying true oh we can wait and think about it [Laughter] um if we weren't so close to the end I mean I'm so sorry did anybody like terribly opposed to the idea of of what she's talking about it seems right it seems reasonable so okay so my my motion would be to um to move our board self-evaluation to be completed in December um and uh to bring back at some Future Point well in advance of that evaluation um some potential um uh what's sort I'm looking for um suggestions for changes to the way we do our self-evaluation I have ideas that I want to kind of um kind of play with a little bit if we don't get your ideas I love what you're saying I mean I love where you're going with this if we do because uh the board itself evaluation has always taken a cycle of two meetings right two four [Laughter] um this would be it would be it would be early it would be early in the school year it would be like I'm shooting for working on it you know through the summer and having something to to maybe bring forward to agendize um a discussion on how we do the self-evaluation exactly yeah so so what I'm saying is is that aside that's kind of a non-issue right now I'm I'm asking that we just move to do our self-evaluation in December and I guess I'm just hinting that I will probably propose some suggestions for some what happened in December I said December didn't I you said the summer and I said this I just I said the summer I said December December my mouth's getting a little bit I'm gonna work on I'm gonna work on my ideas to propose for okay maybe making it a little bit what I what I would hope to yeah anyway that's future future conversation um okay so that's my motion is to is to have the evaluation finalized in December December yes finalized there you go that second day we were looking for we have a motion in a second from Mr Orlando um all those in favor aye aye all right any opposed great thank you everybody so we can take that off of next week's agenda thank you Mr Lando for encouraging that I was just rolling with it um that's my motto every day it's why I still have dishes in my sink um number nine is items from the floor do we have additional public comment for items from the floor stay in your seat [Laughter] I'm just kidding number 10 board member request to agenda as items yes please Please Mr Orlando thanks um first of all um do you want to put something on the agenda for say August about how we conduct ourselves valuation just to have it on there so we don't forget about it I won't forget about it okay I'm not ready and that shirt you're trying more and more to Kaiser every day um secondly after our last csba um meeting uh conference I came back excited about an idea that I learned about they call the rounding basically doing community rounds and it never really went anywhere and especially after the last couple of meetings where we've had um a lot of feedback and kind of a feeling of um I don't know from my point of view at least that a lot of people are in kind of are only getting feedback from certain segments of the population and I'm definitely following that category as well I would like to agendize uh for our August meeting a discussion about um how that rounding procedure is done and how we could possibly Implement something like it to get the board members out to hear from diverse members of the community and get input and feedback directly from a wider group of citizens and parents I have a there was floating around why do I not have it a a form and a process to follow in order to agendize no no um so um so Mr Lando's um uh request to agenda is is a discussion discussion no no no okay so I did add that Tom because you had mentioned that earlier so if you look on the topics for board Workshop consideration I did put that on their parent workshops and topics specific informational nights I didn't call it surrounding because they don't have the um appropriate as long as that opens us to safely and brown compliantly have a discussion about doing that that's fine with me yeah I listed it as a potential to talk about how to do that I just want to make sure it's clear enough on the agenda that if any of our public wants to come in and talk about how we could do that they would recognize that on the agenda oh that's the meeting I want to come and tell them how to get my input yeah we'll need to clarify that on the title then given that um I'm happy to withdraw the motion so I think it's good to clarify I think that what I heard was something like how we can get better different types of parent feedback is already going to be on the list next week for a workshop topic so we don't need it separately because since it's on the agenda for next week we'll be able to have a discussion about how to do that regardless of whether it ends up being a workshop or not gotcha I have a question for following Brown act rules um would Mr Lando be able to forward the board more information about rounding or or send that to you all to send it to us so that I understand [Music] I can share information as part of an agenda okay I think basically what I was a brochure in my notes I'm happy to send any of those there if you could just round up a couple resources absolutely yeah and ever if it was part of csba then everybody should have from the agenda correct absolutely but I'll find it regardless thank you for that all right um I have an um an item to propose um so I would like to propose a discussion action item for the June 28th meeting next week to adopt a streamlined process for board members to request agenda items to be made in advance and submitted by this by the same deadline that staff has by using a board approved form the form would guide board members to identify the type of item the timing or urgency so when you would want that item to be placed on an agenda um uh what lcap gold items related to some rationale and how the topic or item address addresses those identified lcap goals so a one-page form um so that we can submit that and have it published so that it provides a better opportunity for the public to to provide public comment I I feel like our agendizing process um is still a little shaky and I'm not sure as brown act compliant truly and so my intent is to streamline the process and get us on the same timeline for agendizing and providing rationale for our item utilizing a a common form and submit that to staff to be included in in the agenda packet under the board member request to agenda as items so we would we would be listed as like 10.1 dalby request to item as discussion action and and my form that I submit would actually be attached to that for all of us to review before the the are you putting that in the form of emotion that's my yes that's my second your request um my first reaction is that sounds like a more cumbersome way of getting an agenda out of agenda would this be required yes because what if I came up with something in a meeting where I decided that I wanted to you know propose a motion an item for a future agenda I think that it would be very beneficial to be able to put that into a rationale and submit it to staff to be published with the next agenda staff will decide so stop doesn't decide you would decide I wouldn't decide who would decide you would submit it and it would automatically be be elevated to an agenda item I yeah and this there's um there would be there's more nuances to it that if you if we approve to agendize this that we can address those things and flush those concerns and questions out and you can always vote for no too so I wouldn't be able to say hey we need to have a discussion about this thing that came up tonight and say I think this should be on a future agenda it would provide yeah and then but then I would not do that instead I would fill out a form that would then come to us and we would vote on that my my findings and then you would decide on putting it on a future agenda that does not streamline without without trying to get more into what we should be discussing once if this is approved it would allow more for staff discussion and being able to fact-find before just putting it just putting it right onto an a future agenda um so really it's it's to help us follow our Brown act rules a little bit more succinctly because we end up with this discussion time which I think is violating Brown act rules there's nothing streamlined about what you're describing in fact it's the opposite of streamlining okay that's fine um so we have a motion in a second and um no because we're not up for discussion because it's not allowed discussion is not allowed under this item right now because it has not been allowed to have public comments provided yes whether you're going to agenda yep exactly decide whether you're going to adjust so everybody can make an action right so everybody can vote now we're not in discussion we can you can discuss next time if it and if if three of us vote to put this on next week's agenda you can vote so just want to keep people from putting things on agenda okay um Dolby I Robinson I it's just to put it on the agenda for next week it can always be voted now in the future this isn't to approve the process right now I would like to actually propose this process this is tricky for me in a couple of ways um that I think just so I'm going to vote I am just warning you all that I will probably vote against it when we actually get on to talking about that's fair but I'm open for the discussion thank you tennis May okay um it passes for next week's agenda item hopefully it'll be relatively quick um and uh I'll make sure that my my items get sent to you soon enough to get published or yeah okay so that everybody has a chance to look through all of it including my rationale and everything like what it's really quiet right now I can hear everything um okay um any other board members want to agenda as an item see none is there a motion to adjourn so moved all right we are done sorry about that there was no identification

71 100 um [Applause] [Music] [Applause] thank you [Applause] so you know we have a great board a lot of members that put a lot of time you know a lot of effort to help us raise These funds for the district um I guess the programs that we're donating to you know we're purchasing one active board um I have a teacher to ask me if it's going in her room I don't know um you know we were paying for the framing for the art gal that just finished up recently also we have 35 000 for the counseling program ten thousand dollars for metamorphosis uh ten thousand dollars for the the coordinated arts program and also uh ten thousand dollars for tier three in Richmond and the literacy program so you know we hope that we can increase this funding you know every year you know we need to support from the community so we hope to see you guys one of our next events [Applause] [Music] [Applause] yeah yeah all right yeah thank you I'm I'm so glad not only uh that we get to recognize them but that we get to do that tonight with with such a large audience because um one thing we're always trying to do as the Ed Foundation is spread the word about that it exists and all the good that it does and um if you're interested in learning more or being involved please email me and we'll connect you with more information it's a fantastic way to serve our fantastic community so um thanks again guys appreciate it um so our next presentation and uh if Barbara ol is here let's see I'm looking around it's so many so many oh come on down come on down [Applause] [Music] [Applause] and then so I want to let Barb have her a stroll down all by herself but I also know a lot of family members are here and I and I see them sticking if her family could come down I want everyone to be able to see her together with her family because the olds are such a long time family here in town I know multiple members of the family in different ways um and uh so if the any family or friends who are here for Barb could come down as well [Applause] [Music] [Applause] so we have a we have a little just a little slideshow first um and uh and then an award for for Barb um yes I I used her full name Barbara ol on the slides but for me and for everybody who works with her she's Barb um so I'll be saying Barb the uh ah so she's reti she's on the agenda tonight for retirement so for anyone who doesn't isn't aware um she has worked for our district for 56 years which is longer than yeah all right which is longer than I would say a lot of people in this in this room have been alive and um and there's probably a lot of people in this room even from multiple Generations who have benefited from her work because she has been started as a bus driver in 1967 and then worked her way up to become transportation coordinator in 2000 so she's affected and improved thousands of lives out helping thousands of students every year for decades and decades and uh so this is just this is a picture of her uh year two of driving with the arrow there that's Barbara back in the day okay [Applause] [Music] so just just so you know so back in 1967 when she started working our Town's population was just about 20 percent of what it is now so Ten Thousand Seven Ten Thousand eight hundred people um neighborhoods that we can't imagine didn't exist were just starting like Brush Hollow the department had six employees total five vehicles and uh the first contract was six 265 an hour at that point okay just moving ahead a little bit and there was so much to pick through I just I went for um a little bit of less is more but shared a certificate of appreciation 1973 which out to me because a certain superintendent was born that year um and uh and and then in talking about it with people here uh our curriculum director we're pretty darn sure was rode on a bus that barb drove uh as she attended Evans uh School King's Grant meanwhile hadn't even Broken Ground on King's Grant so if you can just imagine that was just trees right in 1974 King's Grant neighborhood starts that's a a picture from uh the swipe card days right swipe card um and then we move on Jump Ahead to 2000 when she's approved as coordinator that's the same year our newest school so our newest School Marlton Elementary our only two-story school open for students and at that point the population had mushroom to 42 000 and woodlands and dominions had just been finished so essentially like and I can't imagine what that was like to be driving all those years in planning as like you know every year you come to work and there are just more roads right all the time then 2023 retires after 56 years of invaluable service to students of Evesham with over 500 accumulated sick days which is it and I I if I went you know if you could see like all the commendations for um attendance and that's just to me that's like that's that's such an important thing it's actually one of our district goals right it's one of our three District goals and you have walked that and driven that and modeled that for 56 years and this and she she's saying she's driven a bus for over 500 000 miles which I think that must be a Guinness Book of World Records I think right there um I'm going to look that up later if any of the kids here are liking this book if you want to help me with that we can check that out because if it's not there we should petition and get it in there I think okay um and uh remember that transportation department that had five vehicles and six employees well into that was in 1967 but by 2023 it's 51 vehicles 34 drop drivers plus two sub drivers 18 AIDS seven sub AIDS two mechanics three main office staff um and uh obviously reflecting our much larger School population in the town 48 000 by that point and um just a detail I found looking uh into the history of the town is we're actually the they're about 600 towns in the state where the sixth fastest growing right now since uh 2020 so um you know there may not be that many more roads added but there will be more bus stops potentially um and then uh just you know you look back through things and especially the picture on the left so the picture on the right was 2017 our district honored Barb for 50 years of service and there were some sunflowers in that picture and then deep in your post archives there was this photo of Barb in a field of sunflowers back in 2002 that was at the Old Farm Market in Evesham which I guess it speaks to the changes our Town's going through because I don't even know what that is Old Farm Market I guess it's uh the way the Lazy Boy is okay okay so there you go right um so uh but I you know I think to me like the simple hour in a way it's it has a little symbolism I think for your role only because um you know you have there are so many seeds of help and and wonderfulness that you've helped spread through driving 500 000 miles and helping 34 drivers drive millions of miles safely for so many decades so yeah so thank you so much for all that we got you a little something oh John's got it so uh [Applause] we we got her a um it's a it's a bronze uh school bus on a pedestal um with the etsd logo and it says uh for your outstanding dedication and care for the children of Evesham Township over 56 years of service June 22nd 22 [Applause] Dr Dr Smith Board of Education I appreciate all you've done I have loved working in this District I love all the employees and so many students that I have taken to and from school and some their parents I took them and now I had their children so I have enjoyed working in this district and it's a beautiful District to work in so good luck to everyone thank you [Music] if everybody can kind of like swing this way and we'll get uh get a picture um the uh just yeah you got to be in the middle you got to be in the middle you got to be in the middle thank you so much thank you [Music] Fred can you turn off the uh you turn off the here [Applause] let's turn this off now oh good oh good no no no we're done we're ready to stay upstairs laughs all right this is this one's we're gonna move when we're uh Joe is here [Music] [Applause] I think there might be some cake in your future this evening Barb so uh before and I'm and again I'm just I'm so glad that you could all be here tonight for each of these moments because again it's it's the story of who we are um and uh we have one more uh presentation for not a staff member but a board member um Joe physicaro if you can come on up so uh [Music] Mr physicaro has reached What's called the Milestone award from the New Jersey school boards Association it's for having served 16 years on our Board of Education so 16 years and I gotta say since there is no salary that's a heap of a lot of money you've earned um serving on the board of education I would I would say for those for anyone who doesn't know Joe um this award it's you know it's given for 16 years so it's essentially you earn it through through a quantity 16 .

[Music] foreign [Music] thank you [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] foreign [Music] [Applause] [Music] [Applause] [Music] somewhere [Applause] [Music] [Applause] [Music] I'm calling this a special meeting for for the Bullhead City Board on Thursday June 22nd 2023 at 6 30 pm roll call present Melinda zabroski Charlene Diaz here Fred Rushton here Barbara zarzicki here Sheila Barnett here we're all here would you guys stand in place to say the Pledge with me please for all thank you I don't see anybody device so I no I can avoid that yeah you can skip it we need to sign in the back if you guys need to sign in the back all three of you um I need a motion to adopt the agenda please I make a motion we adopt the agenda I'll suck at that all those in favor I'm Melinda sabraski aye Charlene Diaz aye Fred Rushton hi Barb zarzicki hi Sheila Burnett we have a consent agenda it's windy to have accepted too we need to have it first and second on this first did you guys all get uh get to look at this you've already signed the vouchers for it yeah all right I need a motion to accept it I'll make a motion accept the consent agenda as approved as presented okay is there a second I second it all those in favor I'm Melinda sabraski hi Charlene Diaz aye Fred Rushton hi Barbara zarzicki aye Sheila Burnett item 3.1 um superintendent Madam president and board members uh I sent out to you last week and actually only got one response but so I figured it must have been okay no we're just no word is good don't think I got it and the response you didn't get it I send it the next day uh-oh well did you get a chance to look at it on the agenda as part of the agenda because it's I didn't get that either oh did you go to word docs did you go into board docs shoot no oh I did the same thing I'm going to Melinda I said I'm not getting anything she goes did you go into board I didn't think to do it for today that's okay you're forgiven well why don't you go it's a first reading anyway so a couple tours three seconds and yeah read the red stuff that's the rest of it's all the same and the response I did get because when I sent it was I sent Fred's suggestion because he sent it to them maybe I didn't send it to you the next day it might have been another day later but Fred sent me a suggestions which I always appreciate and um and I sent both of those so you all could consider both uh he was the only one who responded and said I like yours better so that's why this is the one on the agenda yeah that's fine so in the in Cassie oh everybody's still yeah no um we're going to still meet in July they'll set goals right oh yeah absolutely oh yeah we're going to follow up on several things I mean the strategic planning and the whatever but I've been tied up in budget and then we've had some it's been this has been a we've had some strange things this week so yeah I noticed that and that one that came out you didn't get that email yeah got that one today yeah okay so this is the first reading so we really don't take anything unless you had changes this would be when you could make changes I think it's everything we talked about yeah I tried yeah it looks good it looks good item 3.2 offer new child care coordinator a contract we've got this lady under contract you're not going to do it for nothing Michelle we thought you were gonna out of the goodness of your heart come over and help us yeah I know it is somehow this got left off the uh the higher list at the regular meeting we don't quite know how um but you all had approved it the position and we you know we posted waited five days did the did the interview process did what we needed to do and you had also authorized that we could start her as early as the 30th of May she couldn't quite start that early but I think it was only a day or two later and so I've had her on time card since then and she has been working her body I will tell you we already have furniture in the warehouse that's arrived this week for particularly for the baby room and um and they've been we can get additional money on the grant that's helping pay for this if we spend at least 88 percent of it so she and Jen and Tammy have been working really hard to spend a lot of money that's not fun at all then you just have to pay yeah and uh Owen and changing changing tables you know I mean yeah the warehouse right now is full of is full of baby stuff so it's pretty exciting but um we thought we'd better make this official thank you yes I need a motion to give Michelle lindecker a contract either off a time card I make motion that we offer uh Michelle line decker a contract for the 2023-24 school year a second that motion all those in favor I'm Melinda sobroski aye Charlene Diaz aye Fred Rushton hi Barb zarzicki aye Sheila Burnett oh oh no I don't item 3.3 what happened um they're moving along fine uh the other sites are moving along just wonderfully in fact coyote is almost done the parts of coyote that we designated because you know we've got a good part of that campus that's not in use and that campuses move along really really well um the uh the other the second contractor that works at the middle school and sunrise is almost done um and they've been working gangbusters next door so the 600 building was done a month or so ago and then they moved to Sunrise those have all been going well the one the contractor that had the contract because if you remember we we uh bid all of the schools separately took the lowest bid for each of the sites contractor at Desert Valley uh first two rooms were done early in May about the same time that the other contractors started they were done very nicely and then we had them move to these kindergarten classrooms because we have Kenner Camp starting on July 10th and so we knew that was coming up the work the quality has not been up to our standards and we've given we've given multiple opportunities to correct the work and so a little bit would be done and it still was not up to the standards the clock is ticking we have to have those rooms ready for July 10th we also have have removed everything from the library I mean everything it is an it is an empty room and um and it needs to be done and then the carpeted parts of the hallway um we really need those done those done before you know school starts because the other thing is those are both areas that will take a number of days as opposed to a three-day weekend and um uh and in fact those are both areas that probably will take more than a more than a five-day week we don't until Christmas we would not have any any other time to do that and in the meantime at this point we wouldn't have a library to use and whatever um so I felt that I had given this company many many opportunities to show that they could do the quality of work because this is about safety for our kids and the whole idea of removing carpet and refinishing the floors was to increase the the healthy environment of the classrooms and and that just is not what was what was happening so I consulted with the attorney to uh to determine how we could terminate this contract he advised me the attorney will be in fact doing the official notification I did notify the company via email that that they were to remove all of their all of their materials and and equipment and everything and discontinue work um yesterday right um I think I think it was Tuesday and it was Monday because you gave him the notes I gave them I gave them the notice on Monday well then and on Tuesday by Tuesday they had to turn everything in I didn't want any you know blowback from this and then we also uh so I wrote an emergency document and so what you need to do tonight is to back me up by ratifying that we need to terminate that this is in fact an emergency and and to me the emergency part is we have to have good kindergarten classrooms that are safe and a healthy environment for those kids when when Kinder Camp starts so um and and of course this backed everything out you know every other part of the project up the other thing we did on uh actually on Tuesday morning is put out a requests for quotes to the other two vendors because we know they're available we know that they're you know the and we know the quality of their work uh in an emergency we don't have to have three we don't have to go through all of the usual steps um and those quotes are due tomorrow uh with the intention that those four classrooms the library and the hallway at Desert Valley then move to number one priority and uh and that the works start there on Monday so we're hopeful that we get quotes from one or both of those companies and that we can move forward so um that's kind of that's a good change subcontractors no this is the local this is the local company and this was the first time they'd done a project like this which is one of the reasons that I was willing to give them lots of lots of opportunity to to do things the way they needed to be done not because they were a local company but because this is the first time they've done something like this and um but you know at some point you kind of have to go okay this isn't working and we need to move on so um uh yeah it's the first time they've done this so you know and I feel badly about it but I have to look out for my kids and my employees and um we just we need to move on yeah okay do I have a motion to approve the emergency procurement I make a motion replacement I make a motion to approve the emergency procurement I'll second that motion [Music] all those in favor I'm Melinda sabrowski hi Charlene Diaz hi Fred Rushton hi Barbara zerziki aye Sheila Burnett thank you actually trying to use somebody local and yes um item 3.4 trust approved proposal acceptance form um is this this is annual um uh you know we are members of the trust and the trust is our liability and property insurance company um so it's that kind of weird thing where we are members we are owners we are clients we're all of those things and so this is the document that explains um uh the amounts for our payments for this coming year and it breaks it out by by the categories or contributions if you will to our own company and so the first has to do with general liability for for the school and and for the board and for employees particularly teachers so um you know that if somebody sued us for some reason this this helps back us up and we have in fact used this in during the four years that I've been here cyber liability this has become a much much bigger area in this whole process over the last couple of years I will tell you that James and his crew have worked really hard to make sure that we are cyber secure as we can possibly be so most of our data Rich programs we now have two-factor Authentication um which means that when we get ready to log on we get the other little number on our phone and that kind of thing so so our price for that for the coverage for the next year is not outrageous because we have met the expectations of the trust relative to our cyber security and you can see on automobile or automobile liability administrative practices automotive automotive Auto liability is that uh just for the trucks and cars or is that include the buses too uh I don't recall if there's a separate cast would you scroll down there might be a I didn't say anything for buses and I looked at it no it's yeah it includes the it includes the uh yeah it does um and then pandemic liability they're hanging on to that because even though the emergency has been you know emergency has been lifted they still want to make sure that we're we're covered if if there's you know anybody tries to sue us relative to any of that um excess liability you can see what those are at risk property including flood and earthquake uh you know the the schools down here are at risk for flood right um and so um that's part of the reason that that is a fairly Hefty amount is that ACV a replacement cost uh it looks to me like it's well insured value is 98 million so I'm guessing that that is replacement it's replacement okay mold coverage we don't have that one course construction we added this one because of our den project so that we're sure we have some liability coverage on that device coverage we do we don't do that that would be covering damage or loss of say our Chromebooks or our computers and the truth is the price that we pay for those items the deductible uh you know we'd we'd still be paying for them so it was not worth having that coverage automobile physical damage you can see that equipment breakdown commercial crime those kinds of things the the big jump is for Prepaid Legal Services this year we paid about 35 000 it about doubled but I will tell you that I have spent a lot of time on the phone with our attorneys for several reasons and so in the past it had to do mostly with personnel and those kinds of legal issues but this year it's also involved they helped us write the contract for for the den project they helped us write the contracts for all of the other big projects we've done and I calculated that if we were paying the full price uh you know the hourly price that most attorneys charge it would probably be about four times this amount and and so I hope you're you're okay with the fact that you know I'm not just on the phone with the attorney at every whip Stitch but if I think that there's a legal question that that I need us to be protected as a district I'm on the phone and so for instance on Monday at 7 00 a.m I was leaving a message for Ben Huff hard to say I need you to call me when you're available to help me make sure I do this this other little thing correctly so I frankly think that's worth the price and then you can see there are some others that we don't participate in so our total cost for this coming year would be 377 834 dollars is that what we budgeted roughly um well because I had this I had a draft of this a month ago yes okay I made sure that I'm yeah it's covered oh yeah that it's covered yeah do I have a motion to approve this trust proposal Madam president I move that we accept and approve the um 2324 trust proposal acceptance form as presented I'll suck at that motion all those in favor I'm Melinda sabroski hi Charlene Diaz hi Fred Rushton hi Barb zarzicki hi Shayla Burnett okay item 3.5 this is another insurance this is the alliance this is the sister organization to the trust this is workers comp and disability um and um uh We've presented you with this uh this amount and this number um we've been back and forth with Aubry who's the account specialist our account specialist uh because we had we had some numbers we were supposed to fill out for them to make this determination and um and I was not comfortable with the way those numbers were well then I found out that um because I had filled out the form I'd never filled it out before and I thought I've been here four years why have I not seen this before well it's because payroll has always done in the past um so one of the things we learned is that when they ask us for certified payroll and they ask us for classified payroll one of the things because Cass has also been working with Aubry she and Kristen have been working with Aubry their definition of classified and and certified is a different definition than we use so from their definition the classified employee and that payroll is for people for employees whose jobs um are riskier so bus drivers and our new facilities people because they are more at risk of having injuries on the job okay now I think that might be debatable some of our teachers might debate yeah they might but in terms of this definition that's how it works and so having clarified that finally clarifying it this morning you know we had to post the agenda yesterday and we and so we needed it on there but we got it clarified this morning so we're real comfortable with the numbers we just knew that we couldn't present the actual numbers to you tonight from them you know I have them but we couldn't we couldn't give those so I made this a separate item so that I could ask you to approve this pending an update from these new numbers and what that total will give us and it looks like I'm not sure if it's on here what is the classification they're using for 9101 what is the wording on that classification please I don't if you have it I don't specifically have the wording but it means the high risk positions yeah I know but the definition for the other one says administrators uh teachers uh office workers office workers and that kind of thing it doesn't even mention paraprofessionals it's just it's yeah kind of vague yeah it that that code I'm very familiar looking at that code for many years but the 9101 that is such a a catchphrase I'm wondering what all they're trying to stick into that 9101 because I've seen as much as well drillers being put in that 9101 code and versus bus drivers that's why I'm asking what the classification I'd like to you know that's why I was wondering about the wording on it well and I suspect things like Wilder eye well drillers and folks like that are the 91 101 applies to to you know industry and other other uh whatever but Aubry assured us in in terms of our thing you know in terms of our circumstances uh it would be the bus driver transportation and facilities and of course that number that number in terms of payroll has gone up this year compared to last year because we took back facilities so we knew it was going to go up but the number that we had and and the numbers that were on for previous years what we learned was what what was coded in our vision system and this is what Kristin is now straightening out because of her conversation with Aubry we will now get all of our employees coded correctly so we're sure that the people who were because we were coding paraprofessionals and office people we were using our definition so certified to us are people teachers administrators counselors so there are actually fewer people then in that there are fewer people than in the past so I suspect that because that coding was never correct or it has not been correct for a number of years we were overpaying oh yeah now we will be where we should be in terms of paying so um kind of a long explanation and but we've all learned a lot about this this week let me tell you commercial underwriter for 10 years I'm used to looking at those workers those numbers yes and they haven't changed in 30 years so yeah the definitions probably have not changed but as far back as Kristin could see envisions our folks our class what we call classified were have been miscoded yeah so um so now we're going to save a little money yeah okay so we just need an approval for pending review well if you all would approve uh now that we know we're going to have tomorrow the correct numbers and the reason for the push is we need to pay this before June 30.

it's ironic because when I think of Joe the word that comes to mind is is in quantity it's quality you know um and I've known that in multiple ways at quality as a as a board member qualities award president quality as a teacher quality as as if as a family guy as Dad as a husband as a member of our community and um so it says 16 when in fact there is just so much more that you bring and thank you for for 16 years Joe yeah the uh [Music] yeah yeah all right all right so students the we tried something new this year which was um I mentioned the Golf Classic earlier for the Eastern Education Foundation so we we selected two student artworks to have in the silent auction at the Golf Classic so essentially uh part of that 71 000 that was donated came through two of our very own students artworks incredible artworks so I'd like to call down uh michelina Belleville and Sophia ilagash if they're here [Music] [Applause] are they here all right come on down come on down please so the uh and there's only ever going to be one one first cohort of artists that were selected for this so that's the two of you so you know history looks back it'll be the two of you 2023.

so uh you know so we don't have any lapse in coverage so if you would approve it based on the numbers that we know we're going to be getting tomorrow I know that is very wonky and if you decide not to okay you know then we just pay it late so but that's why I ask and that's why I had it separate from the trust because we knew the trust numbers were accurate so um so the numbers that were presented should be less in actual numbers um I'm thinking that the the 9101 because so you see that the 8868 is a smaller number it is likely that that number will go up some but that the 9101 will come down okay but it may not come down as much because we have more people that now qualify for that than we had in the past so that one might be a wash I don't know I'm not quite sure is the amount of 2 208 106 dollars is that going to stay close to that I have I don't know I haven't seen the numbers from her she didn't send us this did she send us this Dr Stewart if I understood you correctly though that this 208 000 is is noticeably or significantly or something less than what we have been paying I don't know because we didn't get the these numbers these correct numbers to her until yesterday afternoon and um and so we hadn't gotten the response from her about how that affected those numbers so I I don't did you find something yeah oh good see Cass is going to here we go Tada yeah well there we go oh that's a nice number that is a very nice number yeah much better yeah much better wow so this is this is going to be this is the real deal this is the real one that we're uh now that if this is the real deal then we can approve it at this amount and these coverages if you yeah if you make your motion that way I think you could say we will you know you're giving approval to the alliance contract that uh the revision that's 139 for 415 as opposed to the document that we presented it's like eighty thousand dollars yeah yeah okay [Laughter] do I have a motion to accept the the new proposal Madam president I move that we accept the alliance coverage acceptance form is presented for school year 2324 um referencing the the amount and the document number that Dr Stewart said okay I thought that was some kind of a document number no no I'm out right I saw okay I missed that yeah it was so much different that yeah I can see why you would think it was something else do I have a second okay I'll second that two seconds down there all those in favor I'm Melinda sabreski hi Charlene Diaz I Fred Rushton hi Sheila Barnett items 3.6 approval of the Construction contract with g-con Incorporated for the district employee neighborhood project Madam president and board members one of the things that needed to happen at this point is for Jen to revise the sr3 Grant application and make it match what we have budgeted and what we're planning on and and um uh because we'd made guesses we knew a total but we'd made guesses in terms of what pre-construction would cost what permits would cost what some other things would cost so we now know those things so the pre-construction costs which is what we're working on right now which is the uh the engineering and the architecture and and we've already paid out of this grant in in addition to the 245 000 we've paid for the the Geotech study which is the soil study we got those results this week really good results then it's good dirt and um and so we're not going to have issues of having to do recom compacting and all of those kinds of things so we have good dirt um we've also paid out of that the survey the the costs for the surveys that we already did and those kinds of things so that then left us with the pieces we have so 245 873 for the preconstruction work which is going on now and then that leaves in our budget two million seven hundred nine thousand three hundred eighty seven dollars for the actual move in the dirt putting in the sewers putting in the street putting in the water and building houses um uh as I said to you the project manager from g-con was also here today with the engineer and um uh and in fact after he left the site he was going to some local uh going to a local company that does Earth moving and those kinds of things was going to a couple of construction companies in Lake Havasu in other words he's wanting to use local local subcontractors for this project and so so he's getting some numbers from them so that's why I'm saying that in the next few weeks we should have an idea of how many houses we might actually get um and uh um I'm looking forward to the day when we can all be out there and move dirt with our shovels have a photo op get some dirt moving because at that point the local folks who want to partner with us want to be there with their shovels and helping us turn dirt and then and then see who's willing to partner with us you know who's willing to uh do some things for this project and get their name on that big sign that we'll have at the corner and that you know that they were part of this project so I'm looking forward to that day in the meantime because Jen really needed a solid number and she needed a signed contract with a deadline date and a set number on it I worked with g-con this week to get the contract and and these are the numbers so I'm asking you please to approve that we continue to work with g-con on this project and move forward Senator Dr Stewart if I understood you correctly that the the infrastructure that is going to be basically everything except the houses themselves that's going to be done for the whole complex yes and then whatever's left they're going to build houses yes to the extent of the funds that remain as much as they can as much as they can as much as they can we won't have to do any any earthwork or any infrastructure to add on at a later date it's you know at any point where we have the amount the money to build another house the pad is there the water and the sewer and the electric are right to that we don't want to say property because this is going to be a one big property but in other terms the location and and um you know so there won't be say there won't be the uh the concrete foundation on each one of those places but the pad is there it meets the specifications and permits from the city that all we have to do is go in and put the concrete build the house for up to 20 I think they're 20 on that set of plans and uh and all the work the earth work and stuff and and the infrastructure for clubhouses already you know would already be ready to go so um uh yeah so and and then I think that's a smart way for us to do this is the clubhouse going to be built in the first wave no that's going to be one of the last things yeah it would be one of the last things okay unless somebody wants to come along and say I will give you this money to build a clubhouse and then we're not going to say no well that that meets the primary objective of funding uh or or providing and housing and that's the primary person yes housing is it um and uh one of the things that we discussed today because um uh there's a lot of dirt to move I mean there is a pretty significant Hill there and there are a couple of pretty significant uh ditches for lack of a better word ravines but today when the engineer he said you know I can look at the drawings all night long and he said but there's nothing like walking the site and seeing what you really have and um and so he was already in his head making some changes in you know in his in his design uh for the for the land uh as he was there but one of the things we talked about was the idea that um because he was talking about a couple of retaining walls the possibility of a couple of retaining walls and and I said I said okay I understand that because given the nature of this property that might be that might be a consideration I said but I'd invite you to drive the neighborhood um and I know it well I've lived in that neighborhood 33 years so drive the neighborhood because it's a hilly neighborhood and notice the um the properties that are higher than the street and have have the embankment and have the Lava Rock holding that embankment and he said okay I will he said why why would you suggest that I said I have lived here 33 years and there have been significant rains during that time I have never seen any of the rocks from any of those embankments washed into the street and I've never seen any of those embankments undercut by the rain they are stable and I said so we're looking around our property and we've got a heck of a lot of lava rock on this property and that we wouldn't have to pay for and I said so first of all it would it would look more it would fit in with the neighborhood better because it would look like the rest of the neighborhood and it would save a bunch of money and so he said well I will you know I will think about you know I'll consider that in the in the design so that's one of the good things about walking the property with the people who are doing the work is because you know they can they can look and think about those things that you can't see on the you can't see those on the survey and you can't really see that even from the the Drone photographs and and movies so um so you know use it use the resources you have right any other questions do I have a motion to approve the contract with g-con for our den project Madam president if I may I'd like to move for approval of the Constitution contract with g-con for the district employee neighborhood project that'd be an honor for me to do that construction project construction all those in favor I'm Melinda sabrowski hi Charlene Diaz hi Fred Rushton hi Barbara sarsicki aye Sheila Burnett last item item 4.1 adjourn the special board meeting do I have a motion to adjourn I make a motion we adjourn this board meeting I suck in that motion all those in favor I'm Melinda sabrowski aye Charlene Diaz aye Fred Rushton hi Barbara zarzicki aye Sheila Burnett thank you [Music]

meeting agenda so with that we'll open it up the public comment alrighty saying no uh no call for public comment we moved to uh item 5.02 and update from LPA Incorporated in Arc alternatives I'm going to turn it over to Mr Chang es and we have tonight with this um Miss Andrea and Mr Russell from Arc who's going to be giving us a brief update on the long-range development plan including the Energy savings plan um as a part of the component of that so there'll be a presentation thank you promote the podium can see okay yes hold on thank you Daniel Where do I can you hear me um what am I doing I can't so modernize those campuses and enhanced outdoor environments so these are the lists of sites that fall within tier one tier two and tier three I'll let you kind of look over those um one of the shifts that happened since the town hall was Lindale was from a tier three to a tier two so um that campus was re-evaluated and looked at to incorporate the full vision of our Ed specs so those tier one campuses all the way on the left-hand side I'll walk through um first off abroad overview what makes the mature one and it's that school level shift primarily so um our approach to planning for the future the two Adelante schools those dual immersion schools currently tk8 grades the big shifts that we're looking at are converting those from a tk8 to tk5 those sixth seventh and eighth grade students would then shift over to Meyer which falls in the tier one category because we're looking at shifting Meyer from an elementary school tk5 um kind of reshuffling or redistributing the elementary students to other elementary schools within the district and transforming I mean the Meyer campus into a dual immersion Middle School six through eight so those dual immersion students from the two Adelante programs would continue their dual immersion program through Middle School on the Meyer campus um bin painter and Shepard were treating it as a tier one um kind of calling that as a unified campus a tkh those who walk through the plans they do still have their very distinct sides they're just sharing um some resources within the center of Campus so more effectively um improving upon their current sharing um George Middle School currently in Middle School we're looking at transforming that to a tk8 campus so I'll walk you through those campus Transformations here so here is Adelante an orange out of classrooms purple are the shared spaces um up on the here you can see my cursor these are the Portables on campus so as we look at transforming this from a TKA to an elementary school and applying um the vision projects we can see creating a TK and Kinder Hub out on on this piece of land where the portable Portables currently sit transforming to NPR right now into a media center and learning center for your students support programs enhancing the already pretty nice entry Plaza at the front of school but reconfiguring the current admin into a Wellness Center to create a welcoming secured point of entry for families Incorporated Community Center for your community liaison and parent engagement sessions and here towards the rear of campus with enhanced hard courts Amphitheater and a new uh multi-purpose room um with music art and kitchen services and we can see along Ridgemont Drive here a new parking lot with uh drop off happening over here new shade solar structure to provide shade over here at the drop-off area and along the hard courts at Adelante II taking the same approach again uh making this a robust tk5 currently the middle school is up here in the portable classrooms just for your cream of reference long range plan shows again a new construction core for TK and kindergarten I'm here with the play yard and I secluded or nice secure fenced in play yard here enhancing that front entry with the entry Plaza Welcome Center you know admin functions enhancements to the NPR to expand that internal capacity modernizing existing classrooms and new construction for a media center with a Wellness Center RSP and steam spaces so admire again right now you're seeing an elementary school campus um what would the enhancements that could happen to transform this into the Dual Language Academy For Middle School um it would be to modernize existing classrooms enhance a few spaces or reconfigure some spaces for middle school science programs Learning Center music rooms art rooms and you see a new gymnasium with locker rooms to serve that middle school program other spaces here you see a new parking lot with nice length and drop-off area to decongest traffic on the neighborhood streets and along Ocala and enhancements to the outdoor environments including a student quad with Amphitheater New Media Center here with the NPR and of course at all campuses a Welcome Center admin George middle school so last time I was here presenting our first draft of this plan it was and at the Town Hall someone raised their hand and let us know about the potential fault lines that uh that may be happening at George so that is still upon investigation but as we approach the site kind of assuming um these fault lines are where we think they are the transformation to this campus has a lot of new construction so the white boxes with the colored outlines that is new construction we're trying to steer clear of our anticipated fault zones so we're seeing parking and drop off expansion along Mahoney Drive at the top of the site plan here we see a new cluster for transitional kindergarten and kindergarten with their play yard and a separate parking area to drop off those students the existing buildings here could be reconfigured or heavily modernized um to catch structural upgrades here but they would house the um the elementary school students lower and upper Primary students grades one through five shared resources here in the center of campus with the Welcome Center so our elementary school elective spaces art Steam and music with learning center student support spaces here again in the center Central through campus uh new multi-purpose room with lunch shelter on both sides so that um you know there is a Unity to the campus with the shared spaces being in the center but also providing some separation um for the elementary school students and middle school students out here on the hard courts um kind of at play with the current grade that's happening on site so Incorporated with an Amphitheater here and then towards the bottom of the screen a new uh two-story construction for the middle school at Middle School core with the elected spaces out towards the hard courts and we see expanded hard courts new gymnasium tying together with reconfigured locker rooms and Synthetic Turf field with rubberized track there's been painter Elementary existing plan the Little League fields you see the portable classrooms here just to get yourself oriented Rough and Ready Road at the bottom of the screen with Pat Avenue going up the side as we look to replace those Portables with new construction you see a full build out of TK and Kinder again a very common thread as we approach tier one and two sites is making sure TK and Kinder are housed within the appropriate facilities with um safe play area a new drop-off Lane and parking uh greatly needed at Ben painter it's a nice parking area drop off so that pulling that off of Pat Avenue new construction here for upper grades grades four and five and the shared elective spaces and student support the existing classrooms here are your grades first through third and the existing Family Resource Center here um in the Central Area we're keeping the existing Futsal court but enhancing the hard courts the play apparatuses and incorporating new solar here which um shouldn't be an interruptive of existing buildings so should still be able to to be placed um the NPR is still intended to be shared with Shepard but we're reconfiguring this building to make it a larger interior space to be able to house more students and work more appropriately new construction for a Welcome Center here and we're showing two entrances or sort of two entry plazas so Elementary School students at painter can enter on this side on the left side of that Welcome Center while the middle schoolers could enter on the right side um as well as in the drop-off areas for the elementary school students and here's the shepherd's side existing campus and in the long-range plan it could be something like this so here's those essential shared Resources with the Welcome Center and NPR a reconfiguration of the existing buildings primarily a mix of modernization reconfiguration for the Middle School classrooms support spaces Media Center here to also be a shared resource with them painter as well new construction for gymnasium tied into your existing locker rooms and enhancements to the hard courts and repair at this Playfield since this site already has a very nice Synthetic Turf and rubberized track so those are the tier one sites now we'll talk about the activities that have happened with the facility Development Committee just a couple weeks ago we had our final meeting with the facility development committee this is where we dove into project organization so the agenda with them was to review the finalized long-range diagrams we presented a preliminary cost analysis to implement the entirety of the long-range plan uh walking through the funding analysis again these are also preliminary and we're working out these details um and after seeing the total cost and the tie into funding you ran this group through a prioritization activity so we had this room lined with a bunch of posters as you see in the photo with the plans and the cost estimates there and they were walking around with stickers to vote on their top choices for priorities and then oh yes this was the posters so they were able to do a little gallery walk and comment on the plans and then we presented this power bi interactive dashboard with the full cost estimate and ran them through three different activities that tied this to the budget so getting their input on what they feel the real projects should be um you know kind of first set of projects second set of projects and third all tying into escalation so I know you're very curious to know what these numbers are um again we're still fine-tuning these um and we'll be presenting uh the presenting the numbers and a you know more finalized funding analysis and prioritization activity with you all in September but now I'd like to welcome up uh Russell Curtis here from Arc to give you an update on the energy to carbonization plan Instagram uh good evening uh so uh I'm gonna provide a status report and an update on the work we've done today and then tell you what's going to be coming up next as we're going to be ramping up um into our next phase of work here over the summer um so what what we've delivered for the district today is an energy benchmarking report that uh is really the basis for a lot of the work you're about to engage in right now and what that did is it took um a lot of utility data from your current facilities and describe current energy use and normalize that or the size of the facility so sort of the metric we're looking at is energy use per square foot um and and we delivered a report that that assesses all of the the district sites on that basis and what that helps us do is Target um our our site audit work when we're looking for energy Improvement uh sorry Energy Efficiency projects um and it also helps us in terms of planning the the solar work as well um and in fact we use that data uh that same data when we did the feasibility analysis for the solar system when we were doing the preliminary sizing of those systems um as as I think you all know uh we uh put together applications for all sites in the district uh and submitted those to uh specific Gas and Electric for interconnection and that was important to secure the current or the old now that we're after April the old net energy metering policy uh which creates more robust savings than the new policy that they implemented in April and so that was a hard regulatory deadline and represented a a great deal of warp to the engineering analysis uh and and produce the documents that were required as part of those applications so we did get all of them in for all sites and they're all qualified for um nem 2.0 as its fall which is which is the old net energy metering policy um and so they've all been accepted by PG e the next step is they're going through the technical studies and we're going to be working with uh staff to sign a number of what are called interconnection agreements these are standard uh contracts with PG e that uh sets them on the path to setting up your inner connection so we have a little time to straighten all that out um but that's uh that sort of next on the agenda as part of that process and then lastly for the solar uh we did use all of that data and and we completed a solar feasibility study where we determine the appropriate size of the solar systems for each of the campuses uh and we produce layouts in some of those layouts and sizing link to the internet connection work um and then we even drafted probably I'd call it a 60 70 draft of a requests for proposals for solar systems as well which has sort of been sitting on the Shelf ready to Pivot and run procurement process and I'll talk a little bit more about that later on so that's what we've done today um what we plan to do next uh is Pivot to a pretty intensive energy audit process and so this will be looking for Energy Efficiency projects and decarbonization projects mostly in the form of electrification um of of systems in your current facilities and so that will involve on the ground audits by our team so we'll send out a couple of Engineers who will spend some time in your facilities um and and we're in a very strong position because the LPA team and their subcontractor has gone through and done facilities conditions assessments already and so we're using all of that data as sort of through a desktop audit process to identify um potential projects and get familiar with the sites before we put boots on the ground as a result I do not think we're going to have to see each and every site and so we're going to be able to go through that process more more efficiently and a little more cost effectively than we otherwise would uh if they had completed all that great work what will come out of that process is an assessment of all of the Building Systems across the district their age how much energy they're using and opportunities for upgrading or replacing those systems the cost of doing so uh the potential savings and sort of calculations of payback periods and all that information is going to be super critical as the district continues to work on the the planning exercise of LPA in bond programs and prioritization so that our information can be used to to figure out you know based on paybacks where it makes sense to make investments in current facilities and work it makes sense to wait for Replacements are other thing that's going on so you'll have all the information in front of you to sort of apply you know solid reasoning and cost numbers for those kinds of trade-offs uh as you go through that process but we're going to cast a very wide net and we're going to touch everything that's existing um we may take a couple buildings out if staff tell us you know something is coming out or getting replaced within the next couple of years but by and large we will look at everyone um in parallel uh we we're going to get going on the solar procurement process um the other thing having to do with those interconnection applications is that starts a three-year clock with utility uh by the end of that period you need to have the solar systems installed and connected to the utilities or they kick you out of your grandfathering for that old nem process so that's that's plenty of time to get the work done but not all the time in the world so we need to complete our planning process work with your staff and with LPA on that sighting you saw um on the on the um site plans that on great we're showing you locations for solar systems that that's information is bold for us because we were citing them on the current layouts and so we need to take our view of what makes an efficient build on a solar system and meld it with your future plans and make sure we have represented in a set of bid documents locations that vendors can price that are pretty solid and so we're at that point now where I think we know where the big pieces are sitting uh on the table and so we can we can um work those out as we go forward with that um so that's that's the intent there and to remind everyone what we talked about in Prior meetings for cost Effectiveness purposes and the way the solar Market works at schools we do want to procure solar systems district for all sides um and if you do it piecemeal the smaller nature the procurement really drives up costs and reduces interest from the vendor community so we want to put together a package that you know will get a robust and competitive procurement process for all of you um while you know being sensitive to to your future points so that's that's the The Zone we're trying to hit with with all of that um and then the last thing sort of in our immediate scope big picture um is to wrap all that effort up uh and we plan you know in the fall early winter to have a package for all of you that that lays out all these plans life cycle costs for uh all of the energy systems we're talking about different implementation scenarios a lot of what if scenarios again so that you and your staff can understand the pros and cons of the Ambassador versus slower investing more at the front end you know tagging on to bond programs and modernization programs and all about it for you in the near term probably the next time that that I believe I'll come and brief the board would be with the solar specific piece of that feasibility analysis so typically what we like to do before we go out to bid is come to all of you and say this is what we're talking about asking for bids for how big it is how much we think it's going to cost what the savings and cash flows look like and as part of that we can establish sort of the threshold cost criteria so that when we go through the procurement process we'll come back to you instead of eight the prices are lower they are where they need to be where you're going to see savings right away or they're not and here's why something went wrong and we didn't get there so so that's how we're going to try to set the stage so I think we'd be ready to do that in you know July or August even with those numbers because we've got all the pieces put together and so we just need to run that analysis so that's what's coming next and uh I think that concludes what I was going to talk about without me answer any questions yep so this last slide just talks about the next steps of the long-range plan so we have an anticipated soft launch of the website July 17th this will be kind of the beta version that District staff can test out see if everything's working correctly um we just gave a sneak preview to a couple folks this morning I think I think it went well it went really well good on the right track so uh September 7th uh is the date targeted for your study session where we'll present everything oh let me back up you'll get the kind of a finalized website we're targeting for mid-august so you have some time to dig in there get familiar with you know all the work that's been done before our board study session on the seventh um so at that session it'll be pretty similar to what we did with the facility Development Committee just laying everything out on the table all of the costs and run through prioritization activities with you all uh sharing also everything that we've learn from our stakeholder engagement where the priorities that everyone else thinks should be priorities where those lay to just help you make an informed decision and then fingers crossed October 13th will be uh board approval so with that here are some nice office waiting but this was you know provided to the facility development committee as a thank you for all of their hard work and with that we open it up for any questions that we only have alrighty so before we take questions from the board I will open it up to public comment female public comment questions and comments by members of the board okay vice president Herrero era thank you so much for this information it's exciting to see the possibilities in the future um I just have a question or a couple questions one did the facilities development committees see this people are bringing it or I mean you just kind of combined it with all the information and then brought it um they haven't seen this specific presentation but everything in here was presented to them at the last of their designs any questions from them that you heard that were like common that maybe now that you know it's in the picture that maybe came up um I think we've taken in um enough comprehensive feedback that no one had anything earth-shatteringly uh you know surprising on the diagrams there was one we missed the reincorporating the Family Resource Center on the painter site so you know that's definitely a bond that I think the district wants to maintain so we just quickly uh did some reconfiguring or redesign of that long-range plan to make sure that was incorporated and double checked all the other sites that that wasn't overlooked anywhere else thank you um and then I on our agenda we have some acceptance of bid packages that involve some of the schools and the HVAC and things like that and I know that you've all looked at these things I just want to I guess understand um would we put that on hold then no you can still move forward with that and does it make sense I guess to invest so much money in something that might be I guess redesigned or taken down or for a couple years or five years is definitely something that we're looking at um so a couple of things kind of re-looking at the cost estimate and the funding analysis best piece is something that we're rolling into that to make sure we're not double dipping on cost or to make sure we're just capturing the right things in the right way um so I I will say kind of the the this plan is a long-range plan and it is a marathon not a Sprint so even though you have projects in process right now um the entirety of this long-range plan it's going to take a while to get there so I think you know the schools are still at a point where work can be done now that wouldn't it it was still worth doing uh today I guess I heard tier one and maybe I made it up but I heard maybe three years so um the tears do not denote priority a tier three site could still be prioritized for modernization or a you know an Amphitheater project per se um but there's there they involve some some shits and I don't know if you want to see more of that I wanted to see if I can respond a little bit and I would have asked more if I don't know earlier sorry apologize but thank you I mean no I think this is very important because that is a great question and that's something that we have considered as well going back to the concept of long-range you know planning the some of the the graphics that you saw are not necessarily going to happen next year and so the only uh site that would that will be affected in terms of the HVAC will be Adelante too because the other two are McCollum and Ruth and mcentive and those are all signed up to do that so even to concept even to start working on Adelante 2 and Adelante what we still have to do our due diligence to go out into the community and kind of uh review the concepts and the drawing one more time so this is not gonna happen two three years from now the the concept of moving you know into the the middle school students into a dual immersion Middle School all of those steps are multiple years so in the meantime because uh we do we have promised our communities that the the sites need to have to be to have HVAC I think the board really needs to consider tonight to approve those because in the meant that those are going to be installed next year and they're going to start being used immediately so while we plan and while we figure out all this stuff we really want to have the kids comfortable so that's what I would answer to you but the great question because we have definitely thought about that yeah and I'll piggyback even further on that now that because the three sites that were slated for HVAC wasn't at the tip of my mind when we approached these sites there are only a couple sites that involve major Demolition and these three do not do that so all of the buildings that would get new HVAC those would still be in place to be able to utilize that each right now the better yeah thank you okay um the George Middle School since that we're trying to be mindful of the existing fault lines there where we anticipate those being and also um Renaissance Academy at Matson um it is a tier two site because it's still staying in Middle School um but we took a very big approach to it to really enhance that site tie it in with the community and potentially you know some other shifts of district office relocational Workforce housing working with the other committee with that future planning all you know all potential things that that is a piece of it in a way so I see superintendent yeah just to make sure for the public right because there are people who are listening to these conversations um definitely wanted to present to you a strategic plan that encompasses everything although we have different Consultants working in different pieces as you know you have approved those different components but LPA has been very accommodating that's why Arc is here talking as well you don't have different uh presentations and different plans everything is going to be in one United you you know plan so that we this is the Alum Rock plan and people don't need to be okay we'll go to the solar system you know uh energy plants or the work perspassing plants or the facilities everything is really being uh composing one major plan yes uh Krusty Flora Shelton thank you um so a few comments and questions um first off it was really great to see gymnasiums gymnasiums gymnasiums we know that was um the few committee meetings I um went to right and just we know Community wise uh we need it um and our kiddos need it now so happy to see that especially as we're prioritizing making sure middle schools have those amenities right that fit their their needs um on the so like I think last time I talked about it and I want to talk about it again sort of this is a long-range plan and the climate impacts that we need to plan for you know I think we're being mindful of them I'm seeing shade um amenities in a lot of places which is great I I was trying to look up the story I heard on the radio this morning but there was just a steady released this morning about climate impacts on schools and they were taking temperatures in LA and some blacktops were recording at like 140 degrees like and I was just like you know blown away at and of course I'm thinking this is like right after school time right at the heat of the day uh three o'clock so um how we're mindful about again sort of blacktop usage or even Synthetic Turf can just be brutal so you know what have we learned about Synthetic Turf over time yeah it's great from a maintenance standpoint but is it you know the right thing to do from a climate standpoint or permeability so um just want to make sure we're still considering that I'm going with the marathon approach here um so so I appreciate you looking into that and then just two more two more things on school specific pieces glad to hear sort of tier one tier two tier three may not be about timing um because we have these overcrowded neighborhoods and these you know as much as I'm like oh shade and and not being so like car Centric but then it's like but we need parking lots you know it's just it's a it's a tough kind of balance um but like Cassell specifically I know in some of the meetings I was at that kind of um uh fallow land I can't remember like on the left side I know that doesn't help you um but I feel like that was you know if you can't do some large-scale things what are some of those smaller scale maybe low cost things that can make a difference again for the neighborhood um not just the school campus so I'm hoping to see to see those Incorporated and then the last thing um Meyer so you know zooming out and thinking about the neighborhood in general and back to sort of the recreational needs um I'd like to ask and see if the board is amenable to it there's the Boys and Girls Club you know you've got our field adjacent to the their synthetic field and then that Community Center so there's a gym that is already built um it's Boys and Girls Club owned but I would just like us to sort of see if we can have a conversation with them not to take on their their needs but to understand again from a community standpoint um what is their need what are our needs is there something that we can do together because I'm really concerned that that Community Center is um not at the standard that our community deserves um and I know this is about investing in Alum Rock land and Alum Rock I'm using our money wisely but I think if we kind of take this opportunity to just talk to this non-profit see where that what they are planning to do what what their plans are um and see if we should be looking at our sort of footprint and think about how to leverage opportunities again I'm not asking that we bail them out or do anything but I think we should be really knowledgeable about what's happening right around the corner adjacent to to our property and and seeing things holistically so um I don't know if I can ask the board to what are some of the potential collaboration points that'd be great thank you thank you I know you were asking us so if I could also maybe add or respond a little bit I was thinking the same uh is that okay yeah I'm sorry um I was thinking the same um and not necessarily for the boys and girls club and in the gym there I think in general seeing the playing fields and some of the conversations that um a potential Partners right boys and girls club other partners and not necessarily to you but just in general you know looking forward to um to bringing in the most not just for our Alum Rock school children first and foremost in our families and our staff um but also for our communities if we can work hand in hand so I look forward to that conversation and seeing the potential um of what that will look like in the future I'm excited thank you and that was definitely the approach taken towards um towards Renaissance at Matson and seeing seeing and placing the gym I should have included on this presentation but placing that gymnasium close to the community center right across from that campus already so that there could be that Synergy there and shared use of the community not only the gym but potentially the fields as well so um that's my comment yeah so right online it's happening um I just want to touch on the the shade piece um it's those reasons that we uh when we cited the solar structures um that we gave priority to the students so that it could be shade for the students at the hardcore as a you know lunch shelter at the play Fields um and then parking second like as a second priority so okay trustee Chavez um you know how you save parking second I'm I'm really concerned about what the drop-offs so the longer the drop-off is it isn't it easier because I noticed in some of the in one of the pictures that if you take out say a tree that would have added way more uh Mobility for the for the cars to get in and out because like on some of them it's narrow and sometimes somebody's going the wrong way so so have you thought of maybe just widening the entrance and the exit and sometimes it's making a little bit longer would that be possible we yeah that was the approach is to meet California Department of Ed standards for the improvements to parking and drop-off so making sure that drop off Lane is the appropriate width 24 foot you've got your drop-off Lane you've got your passing Lane and trying to get as much length out of it as you can so you have that we call it stacking distance you know pulling cars off of the street and providing that safe access for students so what I'll do is I'll kind of like Dr ball pinpoint look at if you move this you have this much more room for in and out of access thank you okay so that leads me with a question and this is based on recent events so as you you will know uh the state is going to end the sale of gas furnaces in 2020s you know and gas water heaters right so the thing so what I'm you know as we're uh you know working through this uh has this taken into consideration some of the uh some of the increased electrical needs that might occur as a result of you know the phasing out of gas heaters and furnaces yes we have a utility section of the cost estimate um of course new construction will we just automatically trigger and upgrade to the electrical capacity um but we have left off any improvements to gas services and in anticipation for this switch over um and have included in that cost estimate the uh implementation of a more robust electrical system so part of it is you know the it you know someone began you know gas heaters might still have some you know so it's not like we can kind of you know able to shut them off completely we want you know that's why you know HVAC is so important we want you know uh a comfortable learning environment is also a comfortable working environment and so it's sort of like you know we can't just go you know the uh the the existing gas heaters at the reach their the end of their server of civil lives first before we can kind of replace them so it's sort of like I'm this is a kind of a paying of a new complication to uh to what we're doing and of course you know uh new costs and new challenges so I just wanted to make sure that we were well aware that uh you know some of our own energy and eating needs are going to be changing in the not too distant future okay well thank you so much for the presentation we you know I you know my colleagues and I appreciate this update and we hope that you know we look forward to the next steps thank you very much thank you so with that we move the second six comments and Communications 6.01 Teamsters send their regards I talked to Tom Fu this morning and they're very happy with ratifying the contract so okay they're very pleased okay 6.02 California School Employees Association is Sharon here or a representative Sharon also sends her regards uh and and you know talk to her and things are going welcome uh 6.03 Alum Rock Educators Association uh the Sandra have a representative mirror um I don't think I don't see anybody okay seeing last call for Alan Rock Educators Association of Casey uh with that when we won the 6.04 Alum Rock administrators Association I think they're taking a break that everybody loves in the last four meeting Okay so okay 6.05 superintendent powers I just want to thank um everybody who um participated during the Jubilee last Wednesday it seems like it's a long long time ago but it just happened last Wednesday can you believe it's under and I want to thank the parents um for organizing that I want to thank the staff Maribel my assistant and the community liaison and everybody who help out I think it was a lovely evening you know seeing the parents uh being recognized and and being so grateful you know for the opportunity and this was the first Jubilee back from the pandemic so it reminded me that uh last year we were not able still not able to have it and because parents were not able to be in in our schools um welcoming them in our schools is so important for our district because they are kind of the engine that keeps us is going so thank you very much for everybody for a lovely Jubilee the second thing that I want to share with everybody was our management Retreat to the Museum of Tolerance in Los Angeles and I wanted to thank all the team members we took about 60 administrators Mrs Campbell it was about 50 I think it was 56.

have another positive to share about and that's the only reason that I'm not going to go um 23 to 24 school year now this changes required by the state of New Jersey so we have time the state requires that there's additional taxes approved by the passing of the separate question must start in January 2024 meaning our district must begin using that money in January 2024 as well the state will not let those taxes start in July 2024.

there we go um it was such a moment for reflecting for all of us we heard from a holocaust Survivor she was extremely inspiring because if one of the things that I walked away after that presentation from um that 97 year old lady that was presenting to all of us and and you know her memory was just so amazing and and her message of Hope at the end of our presentation was truly inspiring in spite of all of the things that she lived through and it reminded us that we are really one community and we need to always remember to be kind to each other and to never allow amongst ourselves any kind of negativity and that if we see something we need to say something because at the time so many people say nothing and I think that for us for me specifically as a as a superintendent the word anti-racist took a different level and I do appreciate the time that we spent um reflecting on those kinds of things and how do we create environments in each and every one of our sites where everybody's welcome where everybody is not only tolerated but accepted in love and nurture so that our children children can Thrive so much thanks to many thanks to the Museum of Tolerance for financing our trip that was a grant that we received from them we were supposed to go uh in 2020 that's when we received the Grant and we thought oh maybe we had lost that but they were very very gracious and said no we're waiting for you guys so we were able to go last Thursday and Friday and it was such an amazing um experience and we are in the middle of summer school I know Miss Garcia has done an amazing job and Lupe has also done an amazing job congratulations to Lupe she got a wonderful certificate from the Santa Clara County officer there recognizing her for her work so thank you Lupe for such a wonderful job that you have done for us and um uh Alan Rock keeps on going we really don't have a break we have extended year and Tony we also have our babies with you correct so we're very excited about that we have a lot of new things happening in summer school and um trustee Chavez already asked me we can go and visit some of the sites I I invite all of you to do the same thing I'll be happy to take you around and see some of the new programs that we have for our students this year so thank you so much board for you continued support for our kids who are for us as administrating and the staff team okay thank you so 6.06 Communications and comments by members of the board okay trustee Flores Shelton we'll start thank you um I'll I'll start where um where Dr Bauer was talking I just so appreciate you all um taking your time to go to the Museum of Tolerance I have not yet been there and I um I you know I need to prioritize that because I only hear just people um very very not just moved but Changed by The Experience um I think you know if if the Holocaust isn't the example of othering right and how we have to to be just led by you know understanding that everyone belongs you know I I so I just appreciate you all taking the time to do that going through something that I understand is very um again life-changing so um I appreciate your your time and energy and focus on that um and then figure out how it comes back right to the district and what what is that application and maybe it is just people being Mindful and and um aware and change their their behaviors if necessary um and just the other thing I wanted to say was the Jubilee was fantastic and thank you for my awesome t-shirt um and you know be kind if it if you don't know what it says and it's got Jubilee on the back so I appreciated being there with um vice president uh Karina and it was beautiful for Folklorico every detail was thought of the agenda was wonderful um I really appreciated seeing the principles getting up there and acknowledging all their parents um and great food great cake you know it was just every every detail and and I think that's what our parents really deserved um and I look forward to with all of our you know gyms like we will be able to host it at some point in the future instead of Mount Pleasant but thanks to Mount Pleasant High School for having us it was really a great event so thank you to everybody who put that on a vice president Ferrero thank you so much um yes I uh did all and all that for me was a simple Circle to be at the Jubilee as a previous spark parent that never ever imagined to be sitting here um it was beautiful to be there and see other parents you know be at the MC um and and really being honored for all that they do you know it would be amazing to be able to have all the parents there right um unfortunately uh we can't have all the parents because we know there's so many that give to our schools uh but it was great to highlight um the you know top five-ish um at every school um and you know as um as a leader within the community and a leader you know um within the parents uh it just gets me excited to hear also I mean I think most importantly the one-on-ones and what I hear from the parents um and the possibilities right of like endless possibilities of serving our community um and keeping our children right in mind when we're doing these things um I don't think um there's anything like it you know having been a leader in the past and now a parent that sits and makes decisions on behalf um God just uh the best and I just you know I'm sure eventually I'll have grandchildren and things like that that just make your uh decision making that much more on point so I look forward to you know these parents you know continuing to volunteer and be a part of our schools um but even who knows right being a part of the this board um and maybe many others so congratulations parents and thank you for uh being a part of our community and ensuring that you put your time and effort um where it matters the most our children um and schools and communities and families and teachers who appreciate all their help um and then you know in regards to the visit to the Museum of Tolerance um just to reiterate again uh the importance you know thank you for sharing that um and leading our staff to go over there you know and going with with them also um and having that experience I haven't gone myself either maybe we can take a trip out there um and bought more in the near future but you know I love that awareness right the awareness of um what's happened the realities that have happened um so that they one they don't happen again um and also acknowledging um the uh the abilities that you know you have right to um end any type of um violence you know really against a person or a human or Humanity as a whole so um that we never as humans allow anything like it right um and so thank you for for doing that I think the staff and everybody that was there um and I look forward maybe to an intern trip thank you so much for president oh wait one more thing um congratulations to all the children who had a little break I hope before they started summer um and the families that have their children at home for a bit and all of the children that have started their summer programs within our school district and also those eighth graders that have gone on to uh their High School uh their schools um you know hope you're all enjoying them I did hear from my daughter she it's her third day today in her summer Institute program and when I talked to her the first day you know I said how did it go and she said it was better than I thought and so I love that right and that's what we want every child to feel like and you know when they come home so yeah great job teachers and Staff office thank you Presley Chavez you have anything not yet I'll wait well this is your time you know because you know if you have any Communications or comments for the public either because for you know usually the board president closes the section so I I you know I can't when I say I'll wait I'll wait for the next meeting oh okay okay very well timeline well uh first of all you know congratulations for uh another successful year so it closes out our 93rd Academic Year I want to thank everyone for you know teachers Administrations classified staff or for you know uh you know are kind of like our first full full year back from the pandemic in a form of normalcy that we all uh recognize I am particularly uh very happy that we we are you know and thank you Sandra and thank you Lupe for for you know uh uh or what is looking like a very good summer program so I am enthused that and you know this is the third successive year that our district is um you know putting on this opportunity for our kids as you know we are making efforts to combat learning loss you know from the pandemic so uh you know I am you know well making sure that you know our kids learn something and have fun while they are at it uh now I you know I also uh looks like that our administration had a good great retreat at the Museum of Tolerance I wish I could have when it's gone oh okay so it turned you know so I thought oh yes so I do you know to thank Dr Amazon for writing the grant that made it possible for uh the administration to uh go to visit the Museum of Tolerance for their Retreat uh I want to congratulate parents who were honored at Drew at Jubilee I did not have the opportunity to to attend that evening however uh you know in a sense Dr Bauer rushed back to rushed back into town after after the retreat because uh you know of course as board president I'm always looking for more resources for this District so uh I and superintendent Bauer had a meeting with County Supervisor Lee to discuss you know how the county how we could partner with the county as it pertains to early childhood education as well as uh looking for Middle School opportunity please so that you know we augment you know what we can offer for our kids who in many cases are uh are the children with the most needs in uh ins in San Jose here so you know uh I you know what is it I know that we're you know we're always sort of like the underdog here but it you know my job to to look for more and ensure that our district can you know gets the fairest possible share we can get out of any education budget whether it's the city or the county and uh of course this upcoming Saturday I you know I've been invited to attend state senator Cortez's Town Hall congresswoman lothburn and of course I will be there to uh lobby as much as I can for this District so uh with that I'll wrap up this part and we'll move to part seven bonds uh item 7.01 for this item the administration is requesting approval uh for bit package for the hbac projects at Adelante II um the approved vendor would be rodon Builders Incorporated in the amount of seven million one hundred and forty four thousand dollars and five hundred dollars motion okay a motion by a trustee Shannon second by vice president Herrero however I'll open the public comment okay saying none questions and comments by members of the board uh trusty Flores Shelton yep um thank you I just wanted to ask if um in terms of the seven million dollar price tag is this um obviously it's coming in as the lowest bid is this kind of on par with some of the other um School packages that we've seen or is this a different project it feels hi um and I don't really see any itemization so just wanting to see how it is on par with the other projects we we did have um cost estimation done by our construction manager and it's within a reasonable range I believe it's noted that uh it was within two percent of the estimate value um so because of that we feel comfortable um the price is you know a lot higher than what it cost us to do back in 2016-17 um but factoring all the inflation the escalation all the various stuff um you know based on the estimation that was done by the engineering team um thank you okay I see super I just wanted to clarify that was a great question called Vera would you just for the benefit of the board and the audience how much was our last HVAC so that people can see how our last age back vary from about 3.5 to 4 million dollars just to give you and that was 2016.

this means that the annual 98 dollars in additional taxes for the average the system of Marlton for that tuition for you for the kindergarten second question will be taken in full from January through June of 2024 if the question passes at 49 each for the two tax quarters of January 1st and April 1st of 2024. and then starting in July 2024 and for each year moving forward annual taxes will be distributed across all yearly tax Quarters at 2450 per quarter so what would we do we would refund holding kindergarten tuition on a prorated basis covering from January through June 2024 amount into 3 348 cents per student if paid in full budget 31st 2024.

yeah yeah just so that you have a sense so so I think just if I can just finish up I think um you know this is showing to your point not just inflation but supply chain labor all of these things are doubling the cost of what we would have done um in the if we hadn't been tied in knots you know in other um you know so it's tough it's tough to swallow but it's you know we got to move forward with these things but thank you for kind of Illuminating because it felt like a little bit higher than I would call um but that's just about everything whether it's eggs gas HVAC right that's just about everything thank you okay I see Crosby Chavez I do have kind of like a question like that and I actually asked for the breakdown how many you know ACS and I don't know if you could pass that to the board it would be a little too late now but in the future if we can have that breakdown so that you know we're not each asking the same question you know I think we're all in Sticker Shop right yeah yeah so I appreciate that thank you vice president Herrera and I'll just reiterate what I said earlier since we're on this um item now um in regards to the getting this work done and then you know possibly demolishing but I was happy to hear that uh most of the uh classrooms are you know office space whatever it'll be in um probably most likely will not be touched I I guess we could never say for sure but I was happy to hear that that um and was pretty sure obviously I just didn't get a chance to ask in my one-on-one because I didn't have the information um but that that is going to be um taking consideration so we don't put in all this money right hard pill to swallow it is a lot of money and it's not because our children deserve as Dr Barr mentioned um HVAC and our staff and you know everyone that um spends uh time within our schools so yeah with that um I'd like to make a motion of its appropriate time I already did second and I did right yeah that's right yes all right thank you all right one more thing yeah I see it also asked if there was a cert um if there was a service contract involved in that price and it was a no that's it thanks hang on there was no service backpack okay uh Mr hang on Miss Chang the the contract that you're approving tonight would include both mechanical and installation of the equipment yeah oh when you mean service like maintenance and stuff yes yeah so that if anything goes down I think you you said that it was a one year and then anything after that it's you know it's up to the district to work out more money but sometimes when you get those units and stuff they'll say you know like here it's a 10-year warranty but warranty on what so it doesn't include surgery because one thing is the warranty and another one is a service yeah so I'm saying that there is no service contract it's just that 10-year warranty correct the the maintenance aspects of it is in addition to it and that usually is typically the district's responsibility to maintain the equipment once it's installed there are warranty uh on both the equipment and the insulation aspects typically the equipment's about 10 years and then the installation is about one year so if there's any defects on any of those work um then the warranty would kick in but the ongoing maintenance is typically a District's responsibility to recover money can't be used for o m right it just has to be for the construction piece yeah okay yeah and I just send you guys the information trust each other okay and so I'll just wrap up with yeah you know this is sort of for me a big moment because uh you know I was on the bond oversight committee and the biggest you know the biggest issue then was air-conditioned you know I came on the board Eric you know uh last you know the last at the end at the last Academic Year you know the issue was uh Heating and ventilation and air conditioning and so as it was at the beginning of this recently concluded Academic Year so this is this is a big step for you know the health and well-being of our children health and well-being of our teachers and staff and you know this is sort of like uh uh kind of like a loop in the circle moment promises made Promises Kept so uh with that uh I'll call for a vote I'll see I'll call you and say you trustee Chavez aye uh vice president Herrera loera aye um trustee Flores Shelton yes and my self-voting eye item passes four to zero with uh Christie Quintero uh what was it trustee Quintero absent uh moving to item 7.02 uh okay motion by trusty Chavez second second by trusty for Shelton Mr Chang thank you board president for this item the administration is requesting approval of the contract with Miracle play System Incorporated um to purchase two play structures from a column uh one of the play structure is for the TK Kinder and the other one is for the primary um grade level which is first to five um and the breakdown of those costs are for the TK and Kinder um it's 311 702 and six five cents and the primary play structure the cost of that is 370 160 and 46 tenths bringing both the total to 681 862.51 um one thing I do want to note about these Place rushers that um they are designed to be inclusive and we believe that this is the first of these kind that are being installed in our school on our site so um you know both are special at uh kiddos and our regular at can utilize both of those structures and they both come with shade structures canopies or shades very well so with that I will open it up public comment saying none questions and comments by members of the board I guess I would just ask because I know this is super exciting it's with the inclusive playgrounds be the standard as we move if we do other playground installations or is this uh like a one-off how much we can stretch bonds okay but this is a huge opportunity for us and for the community to be able to have this kind of playground we are already going with the idea on the other side of the district to have something similar so more to come right and I know Krrish Park we just installed an inclusive playground there too so it's very much a movement but I know it is costly but very important so thank you this is where the entanglement comes what color that's it Mr Chang you know what I don't recall what color but we left it until the pistol to decide that we don't want to pick to be a formal presentation but there was a question about the context for the lcat so I asked Sandra to prepare that and so she's ready to do that the the rest of the presentation is exactly what she presented two weeks ago yes but I want to make sure that um the answer to the question of who are our kids is answered so it's not gonna go she's not gonna go through the entire thing in in uh Miss Campbell go ahead yeah um one part of this that we do need to add today is to present on the local indicators as part of the adoption of the lcap so that will be one small presentation that will be at there we go so we'll go ahead and present the local indicators first and then yeah thank you well good evening um president Pham superintendent uh Dr Bowers um trustees and Community my name is Sandra Garcia I am the director of state and federal programs and my colleague here Cara Bickford and we are going to present um the California dashboard local indicators the annual board report so um as part of the El Cap development process annually we are required as a district to present on the local indicators the local indicators are another data points that are used in the development of the lcat and um there are two sets of of indicators or the skate indicators and the local indicators and those are the ones that we will be presenting on tonight as part of the process we um present we measure uh ourselves on various um and then we present to the board in June annually and then in November they are presented as part of our our dashboard our district dashboard so just a little bit of background the state indicators apply to all leas and Schools student groups and are based on data that is collected by the state okay and those are directly put into our California dashboard on an annual basis and the local indicators are based on the data that we collect locally on different surveys and templates that we use that are provided by the state of California and this is just a little more information on what the state indicators are and the local indicators the state indicators are the academic indicators the suspension rate English learner chronic absenteeism and the local indicators are the basic services and conditions of learning implementation of State academic standards parent engagement School climate and Broad course of study and those are the ones we will be talking about this evening so as we begin I will begin with um State Priority One which is basic services and this these are the items that are typically under the Williams settlement they're part of the requirements for Williams and they are around um the teacher high quality teachers um standards-based curriculum for students and then our facilities and these are the um this is I'll be from a self-reflection tool this is information gathered locally on the member of Mrs Simons we had this year the all students had the instructional materials State standard-based instruction materials they needed in their classrooms and um based on a template which is called the fit report we are required as part of the sarc report to gather information on our facilities and we're supposed to identify instances that our facilities are not in good repair however that does look like a high number but the 24 are in Fair they're re not repair but fair conditions so I don't want I don't want the idea to be that they're not in good condition they're just they just didn't meet the good repair standards so that is the basic Services Priority One and I'm going to go ahead and turn it over to Ms Bickford now and she will report on priority two so priority two is focusing really on the Common Core State Standards and our teachers view of what we're doing to support around it so we went ahead and as the state requires gave a survey to our teachers um to take and they were to rate a one through five scale five is really the ideal place to be on fully implementation full implementation and sustainability and as you'll see there'll be some great areas and then some areas we know that we want to keep improving all around so on state priority two it's really looking at professional learning as it supports teachers the instructional materials that they have to support Common Core State Standards and also identifying the areas they need to focus on to make a more powerful delivery of instruction for common core if you see the asterisk those actually identify the improvements from last year's survey to teachers so as you can see we have several areas that we are definitely growing a highlight might be our ngss where we've brought in a new curriculum for our elementary that's much more Hands-On and um more lab type learning going on in ngss they've done a lot of training around that too um four and five four looks at the State Board of education's required standards of adoption around Career Tech Health Ed physical Ed Visual and Performing Arts in World Language we know we have some work here to do but we can also see that we've had an increase in the teacher's view around Visual and Performing Arts and PE and then also some success is to engage the teachers around we've had an increase in like professional learning collaboration time for teachers and we really see that coming out in the surveys that that's improving and I'll hand it back to standards next is State priority three and this is the round parent engagement and uh for this uh priority we're together survey results which we do annually twice a year on under the Panorama survey and then the self-assessment template for parent engagement so um these are the Panorama results and I've shared them before with the panoramic data and overall our parents um are very satisfied with the parent engagement uh and in this sense of belonging and and the ways they're asked to participate in schools and how staff responds to their needs um overall we're in the high 90s in all if you see the arrow up um that was uh one percentage point up from last year this is the um rating scale that we have put together for our district that we use annually and what we do is we take the Panorama data we also have conversations with our deck our dlac our parent groups advisory groups um and other surveys that we've determined what the needs are what the strengths and deltses are for our district and for this area this is the building relationships and I I relate this one to the the slide before where I feel that we are very strong in this area where we um we do develop those relationships with our families we invite them in we're responsive to them um there's still some room in some parents eyes that we do need to continue to work on customer service when it comes to front the front desk and really um meeting the needs of parents at our school offices um there have been a lot of conversation this year about Fellowship events and building community at school sites and I think that just comes from um the picnic time where we weren't able to do any of that and really this is the first year where parents have been allowed back on campus so they're feeling that difference of uh we used to be a tighter community and now we barely know each other so a lot of comments on you know let's just have some fun activities at our schools in our district in our community where people could get to know each other and we can really develop that that strong Community once again the second area is building Partnerships for student outcomes and this is around how well we support our parents in understanding um how to how to support their students at home how to understand um what their how they're performing in school um you know the the policies and programs around student progress and um how to exercise their legal rights when needed and so um some of the Deltas for this were that the parents would really like to see more workshops although I know we do provide some at parent University as maybe some during the school year or many workshops on um you know how parents could help their students at at home understanding more about the the tests that they take in school not just the end of the year test but some of the formative assessments and how to understand the results of those and then just offering more parent workshops in general throughout the year and then the next slide is seeking info for decision making and I think this is the this is the most challenging one at least for me as as a leader in the district that oversees two of The Advisory groups is really keeping first of all recruiting parents that are willing to take on that extra commitment and and kind of just take that that chance right because a lot of them are just afraid and really encouraging our parents to just be try it out you know be a leader and we'll train you and that's how we have to really educate our parents is you know if you're willing to do the work we're we're here to train you and provide the training for you but also is the retention of our leaders so you know they start off strong and then they kind of little by little stop coming and so we just have to find a way to keep them coming and keep them engaged in and let them know that their voice is important so that's the third area that I think um we do need to to work on State priority six is school climate and this has to do with our parents and our students and again this is just a recap of what I've shown you before what I showed you previously with the parents seems um pretty uh happy with um uh feelings Faith their children feeling safe on school grounds and that there is that school connectedness when it comes to their them and their children but when it comes to the students um this is also not new data we've seen it before um but it is also part of this process that has helped with our our cap development and um it's there broken down by Elementary and Middle School um students feel safe at school by elementary and middle and then the down arrow is those areas that have gone down since last spring when the Panorama surveys were taken so some work could be done in those areas and then Tara will go over the last priority all right so State priority seven is looking at um the State Board of educations required course access for our students so the broad course of study and what we offer our students and per Ed code you can see the list of required um content that our students need to be exposed to in elementary and then again in middle school and what we had to do from there is ask teachers what some of the barriers might be getting in the way or looking also at some initiatives we have in the works so just some examples of some barriers that teachers identified were around attendance or class size but also dual language and newcomer supports which actually as you see are revisions and decisions for making new actions or looking and piloting Spanish language curriculum or building out newcomer processes all of our Middle School are re-adjusting Master schedules to look at English learner supports but also how we can give them Equitable access to their electives within the day while also giving that support so we're continually building out these actions around the needs and barriers that we see present and that's the end of seven so so um the next steps for these indicators are to upload this information onto the California dashboard and that's done in November and in every December the dashboard uh become it goes live with the information for the new the new year um so that those are the next steps in terms of the local indicators all right thank you very much so thank you very much Sandra and Teresa with that I will open it up to questions and comments by members of the board oh no no okay okay so with that I will first open the public comment seeing none I will open to questions and comments by members of the board vice president Herrera loera thank you thank you so much for this presentation and detailed information um I'm curious about the squares and the numbers what does that mean just I know in a couple of slides there was like the little square where there was a one or a square and there was like a nine or a six so I think when it printed out the squares they were arrows actually oh got it okay got it thank you I'm like I'm sorry no it's okay I was like maybe that means something I don't know all right um and I think just a couple of um comments wrong like it was amazing to see the numbers that went up right so many uh numbers especially our staff that are feeling you know like they have what they need to do their job so um you know so important for not just them to feel good and come to class and you know have what they need but also our students um that get to flourish in the in the classrooms and also have what they need to learn um and I think just highlighting the um comment around uh engaging parents you know um always trying to see areas of how to not just engage them right but keep them engaged I think I mean if we did data collecting um probably in elementary I'm sorry in um TK or Kinder you would have a hundred percent and then later on you know just remembering of those of us I would go to the field trips we'd slowly kind of you know uh fall off right for various reasons um but I think you know in common sense and I know you guys have uh two into it together um but when you know parents don't feel right like I was reading the training to develop better customer service like when parents don't feel welcome then obviously they will not show up so I love that you know we have this information of like some of it's not like oh well I have no idea why they're not coming it's you know clearly we have and not for everybody but you know uh the reasons why and so you know supporting with the training on customer service um I'm sure we'll keep you know some of our parents and then you know also listening to like when they don't feel like they're being listened to or involved um then obviously they're going to be like why am I even there um so it's just exciting right we just get to with this information that's provided to us we just get to grow um and then uh I know that this is kind of uh the overall presentation that you're giving us with the information I could just imagine like reading through those surveys in the comments you know um I don't have the time but you know it's just that stuff intrigues me like why you know the why right um and I think when I was looking at the numbers you know for from our students right the especially our middle school students which um obviously it's it's kind of at work for a lot of our students um and when they are not feeling connected or things like that um kind of like the whys behind that you know I just like I wonder like the why um so anyways it's just it's information that really like it just really excites me to be better and to you know how can we as schools um just be better for our students so thank you for the information and I think I you know I would love to um maybe connect with Sandra you know to kind of answer some of those things for me to kind of understand that better yeah thank you right trusty Laura Shelton thanks um two questions well one question about health education coming in at one like I saw a glimpse of How It's it I think it's for one first through fifth grade and by an outside agency can you talk a little bit about the challenge opportunity there it is an interesting um kind of survey piece for all of our teachers to answer because a lot of the emphasis especially in middle school that Health educational fall on a physical education teacher or um like our sex ed curriculum falls into their science class so every teacher um doesn't necessarily visually see it going on but it's happening okay but we know that we do need to probably increase um other health education opportunities within our other grade level spans and even beyond our puberty Ed sex ed and we even have um healthy relationships that we also do so you know looking at other ways we can expand that bringing in Nutritional Health Information and things like that thanks and I mean all I hear about in kind of school collaborative worlds is right we're social emotional health that is the priority that is we know coming out of the pandemic moving forward so you know how you slice and dice Health rights like physical nutritional right emotional it's it's a lot right and what is the expectation then I remember the health relationships kind of new requirements so you know we've got the elementary there's Elementary requirement and a middle school requirement separate right yeah and those are both done by outside folks and or a PE teacher yeah you've already Ed is our fifth grade requirement and that's um brought in by Planned Parenthood they bring in their curriculum and um for sixth grade it's the healthy relationships okay uh and that's done through real options and then we also have um seventh grade section sex ed comprehensive sex ed and that's done through Planned Parenthood and so we do bring in the outside providers for those three um but the teachers within the classroom are the like gotcha safe relationships that they have during that time and the credentialed teacher in that space okay so thank you and thank you for telling me who the vendors are I would like to see the real options curriculum please I'd like to be briefed on that separately thanks oh um my other sorry I was like I could go down Rabbit Hole in that one so um the decision making I think is really interesting and I think it's for like the board for us to sort of challenge us as to what what kid what and maybe again this is my learning curve you know what is it that we can kind of send to the advisory groups to ensure that they're a part of our decision making kind of you know Loop right so that they don't feel because I think sometimes people join advisory groups and then they feel like maybe they're a rubber stamp or they're uh you know oh there's an action item going to the board did it come to us and so just maybe understanding what are those items that that have gone to the advisory groups before they come to us and making sure that we kind of in our in our reports that we get are this yellow cover sheet like oh did it go to the The Advisory groups and what's their recommendation right so there's that level of purpose you know and I I think this is a part of was it the Internationals uh there's a committee that's got the spectrum of community engagement right and a lot of times it's like we talk at them and we've engaged them but really we should be moving to that shared decision making and I know we have certain responsibilities that we're not going to hand over um to advisory groups but how do we make it more meaningful um so just something we could challenge ourselves with on on how we help help get those indicators up in that regard so thank you all right trustee Chavez um I noticed that the obscian absenteeism is a little bit higher and um so is there going to be maybe like workshops around Nutritional Health for the parents as well as the physical the emotional can we can we get that for the parents because they're the ones that you know that are basically in charge of whether they're coming and you know what the numbers will be as far as absenteeism goes and also she asked for the curriculum for on options can I also see the curriculum Panda thank you okay uh superintendent Mary had a trustee Chavez one of the things that and correct me if I'm wrong Sandra um we do have across the state absenteeism is fire as we come back from the pandemic but the other thing that of impacts Alum Rock very specifically is around the number of students that we have in TK and the young Force because they you know not every district has that population to the extent that we have and obviously because when children are young they get sick right and so parents rightly so they keep them home and we don't want them to be sending them if they're sick so that's another issue with Alum Rock that is kind of an outlier around our County because we have been serving young Force for a long time and t-force for a long time so that that kind of tilts our attendance towards that a little bit higher than others um the reason being that I'm asking for this is because nobody's ever talked to be a husband or wife or a parent it's like you learn right there there's no book on it but if we can introduce hey to the parents you know try and follow these guidelines try you know because it's a ongoing learning experience when you have kids so if they can at least you know kind of guide them I'm not saying that this has to be done this way but you know would a workshop here or there be be beneficial to the families I think we could definitely add some type of workshop on attendance and learn how to maintain good attendance and what are some good practices for your children when they don't want to go to school yeah I think that's something we can do it some of our parents um Workshop nights and I was gonna add that many of the sites actually incorporate it into their umesitos and their like mini parent universities they do and it's actually part requirement under um the elac Committees that they go over importance of attendance and things like that so individual sites are doing it with their communities and then I believe at our parent universities we've had several around that over the years but we'll definitely bring the emphasis thank you okay Chris uh vice president Herrero thank you uh and um thank you Dr Barr for explaining kind of the higher rate of um the attendance and our children right the realities I remember being a mom of a you know toddler and um having her having to take a lot of time off from work because she was sick not because I didn't want to send her to school but you know because things happened so thank you for reminding us of our younger children population compared to other districts um And in regards to the attendance you know I anytime we can you know uh reiterate and remind each other um you know I think it's good of attendance and making sure that we send our children to school um it reminded me of the community outreach committee with uh judge a logimento who leads that um they have just released we have I'm a part of that committee um just released a video on behalf of the District Attorney's office that's uh translated as well and it's a really short video um it might be good to maybe get it and send it on on parent Square um I'll get a hold of it and forward the link that'll be great yeah thank you okay uh well I have a question that Chris you know I we've heard about you know d-lac elac and all that and you know parental involvement so I just want to you know I kind of noticed that we you know um do we know off the top of our head about how many of our schools still have a parent Teachers Association this you know the School site epas I know that that's in in my day that was sort of you know more or less the School site you know there were no School site councils when I was in when I was a student down the rock it was you know everything was done through the PTA so it's so I'm kind of curious you know uh where are the P you know do we know of the tougher head where are our ptas or what schools if any still have them I I believe we have about I will say about a third of our schools have a viable PTA some of them have parent groups that are not necessarily Affiliated to PTA because as an organization in and of itself okay so that will be my estimate around like a real organized belonging to the league and all of that that would be about a third of our site about seven I would say I had the most yeah yeah Representatives and um and many of them we have parent groups that are not ptas that's the other thing actually I guess so what do we have a at least a you know quick let you know what sort of whatever sort of happened to the etas ptos I don't know exactly I know that a couple of our schools were the the the regional PTA discontinued because remember for a PTA to exist this unknown profit so it requires a number of they need to follow there is there's criteria the criteria about membership about bylaws about um making sure that things are run in a very organized way so having a functioning PTA requires a a tremendous organization of the parents and the teacher side okay where is the state PTA and also you do have to keep minutes of those media and I'll and I noticed it um well that's why I I know that a couple of our schools lost their chapter because it needs to follow these requirements yeah okay so with that thank you so much Sanders uh thank you so much Kara for the presentation uh you know we acknowledge our hard hard work on this so with that we'll move to item 8.02 review and approve uh the 20 23 24 l cap motion okay and now motion by trustee Chavez second by uh vice president I want to include I Tony 22 23 lcat annual update 2020 324 budget overview preparing into 2023 2024 El Cap addendum so I will uh superintendent power was referring to um regarding the extra information that was requested um this is all information I have shared with you um we are at the point where we have uh the subsequent meeting with the special board we need to adopt the lcap um this is the timeline we have followed and we are at the end of the timeline um after this once once approved we will submit to the um Santa Clara County Office of bid for their approval and these are the items that you have have in your lcat booklet that have provided for you the budget overview for parents uh the results of the annual measurable outcomes the four L capitals and the actions and services with the budget allocation under the lcat polls so this is the additional information that was uh requested at the last board meeting and also through Dr Bauer so a quick summary of funding for unduplicated students this is the funding that we receive for unduplicated students um that are the information written into the lcap under actions and services and the unduplicated student just as a reminder are English Learners our social economically disadvantaged students and our foster Youth and as you can see um it's pretty consistent over the the past three years in terms of supplemental Grant there was a little boost last year 2122 and then um it should probably level off after that um the next um the next slide is the demographics um so what I did was I looked at the past three years for our unduplicated youth and um these are the numbers of uh youth that fall in one of those areas some of them are duplicated and that's why they're only counted once in terms of funding I also included homeless youth Although our unhoused youth are not included in the unduplicated count they're not considered unduplicated it's our foster youth but I felt it was important because we do provide a lot of services for them and that number has increased over the years it's more than doubled over the past two years so in terms of English Learners we're at 42 percent English Learners we have 54 Foster youth in our school district we have 78.3 percent social economically disadvantaged students and 150 unhoused youth in our district thank you all righty so with that I will open to uh I'll open ID item to public comment saying none I'll open to uh comments and questions from the board vice president Herrero era thank you thank you Sandra uh very important information um and just curious as far as socioeconomically disadvantaged is there like a an amount a household or is it um based on like pre-order those are students that qualify for free and we do lunch correct all right thank you mm-hmm all right uh I see President Laura Shelton yep so first off congratulations you're at the end of the El Cap great job you almost made it happen last time that's right I thought we were adopting it um and thank you for bringing back this information I think um president you know when you're out hustling for us you know these are the kind of stats that I think tell a story right you know it's one of you know heartbreak and Challenge and struggle and yet you know there's there's kind of it's an interesting like what does it tell us right as even the socio um disadvantage right it's reducing is that you know kind of the story we heard families leaving right because they can't afford to live here does that mean there's less socioeconomic disadvantage not really because then you see homelessness doubling right so um it's kind of fascinating but you know how do we incorporate this into you know what what we know about what our students and families need I think it's really important um you know and so I appreciate this and then it's linking it to your strategies and tactics and how we implement this I think it's just really really fascinating um English Learners are we seeing you know emerging is this a part of you know I have some theories right but is this a part of sort of new Refugee communities like what what does this tell us about our population and what are those languages that families are coming in with I think over this last um this year in particular we had an influx of newcomers people that came from various different countries in Latin America so I think that's where you see that the increase um which is why we're kind of guiding more towards looking at coming up with services that will support our newcomers as they come into the country not just the students but working with the families so they understand our educational system and we can better support them but the the largest group that's been coming is is just from we've had a lot an influx from Honduras quite a few from South America so there's been a lot of Latin America thank you and I you know again sort of my I've seen a lot of small businesses popping up around the Colombian Community right um so it's it's just interesting and again how are we meeting those their needs that are very different you know Latinos aren't a monolith right there's all these different pieces of it so thank you for sharing this I um I hope we continue to look at this as we talk about how are these strategies Landing with our communities thank you you know and I kind of wanted to to speak a bit on on our newcomers I think uh when I visited uh uh Renaissance at Matson in April you know we had a morning class for our English Learners right and I listening you know like Colombia and Venezuela and Honduras and El Salvador and it's sort of like you know we you know and uh you know we kind of think you know this is a you know Alum Rock has been a large you know uh largely you know Latino majority populate for student population for many years and you know you know we thought you know Mexico and all you know long history and then you see you know you come into these English Learners class and it's like you know no these are these are very distinct backgrounds and and uh experiences and it's uh it puts a whole new uh a whole new challenge in itself in integrating uh integrating our students for uh you know in you know uh towards preparation in in academic English and you know and are are very very uh good work in reclassifying our English learner so I I wanted to validate that you know yeah but you know I've seen this you know I have seen this firsthand you know visiting the school so uh trustee Chavez yeah is that why the number the homeless houses so much higher I don't know that for sure but I was just thinking as she was speaking to that that how that number have increased and so have our homelessory but we definitely can look at the correlation Yeah because sometimes it's difficult to get that number because of the stigma behind it and so is that is that a true number or is there even more right thank you and I just wanted to add on that um the county does the point in time count right on and um and then the city is trying to do some some more analysis around you know people in lived in vehicles you know in the in the city um it is and then you're doing your own sort of people who is this McKinney vento like kids right so but it's that challenge of families that well were were couch surfing right well that's still homelessness right you know well you know and when we live in an RV yes you have a roof over your head but that's still homelessness right so I think to your point um trustee Chavez right teasing that out and and um but I I have a feeling our our schools are probably doing a good job of identif trying to identify that that condition or situation that that families are in to link them to Services right so um but it is it can be a struggle to tease that all out but um and it looks like people are coming forward um and you know the percentage is what's startling so again I I was sharing with Dr Bauer that I heard um superintendent Glenn vanderzee share at a meeting that Eastside Union's numbers have gone from about 600 to 900 right so it seems about um right um it could be same families too right in places but again I think we should continue to have this conversation and I don't know if McKinney vento kind of um comes up to the board but I'd be interested in hearing more about what we're doing with those families and how we can connect them that's what I mean what I just wanted and you know and you know thought you know uh the you know at the school district we are part of public education system in this statement uh what is it we you know we are working with uh you know challenges that you know if you asked me 20 years ago I wouldn't you know would not have imagined the you know the the depth of the challenges that we are facing today and I I sort of forgot to mention uh you know I think uh one and a half weeks ago you know uh superintendent Bauer and uh we're at uh uh San Jose spotlight's polygavids at the hammer theater in San Jose and you know Dr Bauer and superintendent Vander Zee and uh you know other superintendents were on a panel for you know regarding the state of education in the valley and uh you know these are you know aren't we I'm glad that we are working to meet the challenges that I you know and it sort of goes into as trustee Flores Shelton calls it hustling I prefer to call it Lobby working hard yes yes you know that uh working baby yes yes that you know uh we our district has has unique needs and you know and our lcap reflects that and you know and of course you know my work in trying to get as much as we can for alum Roth you know wherever we can uh you know it certainly informs that uh you know the the work is never done or business and I wanted to validate those those efforts so thank you so much Sandra uh so with that uh having this Motion in the second already I'll move call for a vote I'll call you as I see you uh Christy Chavez hi um vice president Herrero Shelton yes and my self-voting eye item is approved four to zero what clerk Quintero absent so we'll move now to item nine the adoption that's a District's uh business section 9 Business Services item 9.01 adoption of the district's proposed 2023-24 budget uh superintendent Bower I'm gonna turn it over to my kitchen all right Mr Chang you have the floor thank you board president uh for this item you may recall that the administration presented to be proposed budget at the last board meeting and also conducted a public hearing um there was no changes uh from then till now so at this point uh we're requesting approval of uh 20 23 2024 proposed budget thank you promotion to approve okay I have a motion second uh vice president by President I'll open the public comment being none are open to questions and comments by members of the board okay I'll just say no for but I will close with a comment that uh you know uh I do want to commend Mr for putting together a very thorough budget I know I read it twice and I looked like looking for you know but that's the legislative Aid in me I want you know it's sort of like you know we try to find you know but it's like it is a you know I can certified it as a highly accurate budget and uh you know uh Dr Dewan and the county superintendent and her letter to myself and the superintendent regarding the budget confirms as much so uh you know I want to say that you know uh to the public that this is a prudent budget I'm you know you know with all the challenges and all the opportunities that just that Alan rock is having uh this board has been a a very careful Steward of the public funds and that you know this is a uh this is a budget that I am proud to stand on and so with with that being said having a motion and a second I'll call for a vote I'll call you as I see you vice president aye uh trustee Flores Shelton yes Rusty Chavez okay uh myself voting I the item passes three to zero with uh Quintero absent and trustee Chavez not voting we'll move to item 9.02 uh approve request of ifb number 2023 cnso4 juice and dairy products and services for the 2023-2024 school year uh superintendent Bauer I'm an attorney I respectfully ask the board to approve okay motion to approve motion by yeah second by uh trustee Flora Shelton I'll uh let's see here I'll open to uh public comment members of the board all right seems uh you know I'll just close what uh you know and you know the same goes for for you know uh Scott you know Child Nutrition Services you know we're committed to providing uh the best possible School meals for our children and you know and uh you know I want a valid you know think business services for working in such a challenging environment with uh you know uh rising cost of food supply chain issue and that it you know and I you know in in the spring I had my conversation with Denise Mendes and you know there are serious challenge you know even though we you know we we make great stride in reintroducing uh fresh cooking in our schools but it you know also dependent on you know our ability to purchase supplies so I I do think business services for their efforts on this behalf so with that I'll move to a vote I'll call you as I see you Rusty Chavez no vice president Herrero era aye uh trustee Flores Shelton yes and my self-building eye the vote is uh the item is approved three to one uh what Prestige is dissenting and Tarot absent move to item number 9.03 approve RFP number 2023 cns02 distribution of commercial food products and paper supplies for the 2023-24 school year motion to improve section by uh vice president Herrero second by Christy Chavez superintendent power uh Chris I asked the board to please approve these items okay open the public comment saying none questions and comments by members of the board uh vice president Herrero um I just want to add to the shout outs on these uh two items and I know that the one just passed and I know three to our child nutrition services team um for ensuring that we bring the best uh food uh to our children thank you okay and experience in our cafeteria yes the foods yes all righty so seeing seeing them for depressions and comments by members of the board I'll call you as I see you trusty Chavez bye vice president Herrero loera hi uh Rusty Flores Shelton yes and myself voting eye item passes four to zero with Montero absent moving to Us section 10 Human Resources item 10.01 resignations this item is information only I'll open the public comment seeing none uh questions and comments by members of the board okay seeing none all I want to say is I encourage you I encourage my colleagues to read at their earliest convenience I am 10.02 approved new position in job description human resources specialist superintendent Bauer I'm gonna turn it over to Mr torrico so that he can and provide some content yes thank you Dr Barron so recently very very recently we had a surprise retirement on one of our confidential management individuals in the HR department so it gives us a chance to kind of reflect on on where we are and where we're going and this is part of a restructured it allows us to kind of move things around and take on additional duties to some other folks and it allows us some cost savings because we will not have a management position this would be in a classified in cic position certainly allows us to save some money and still get the job done in an efficient way and keeping up with anything there's a reason for that it's very sudden but certainly we were surprised and we thought it was a good time to restructure okay I'll open the public comment seeing none questions and comments by members in the board vice president Herrera loera um thank you for this and explaining it um I think the only question I have is um in I would call it reconfiguring the kind of human resources department was this something that you had to bring up through the CSEA Union or we had been talking about this position for some time actually we had talked about the job description of them and and invite us their attention several months ago and just just for the future um certainly we kind of put it on hold and then now we can have to accelerate just because we had and you'll see that in the resignations the surprise is there the student reads into this thank you okay firstly or Shelby thank you um yeah I'm I'm going to support this and I I see you know one of the duties is create post monitor recruitment online advertisements Place advertisements in print media Electronic media other sources um I think this is a big um opportunity for us right to sort of take this approach whether we were talking about para Educators you know um was that last meeting earlier this month um but I I think it's you know from management to a specialist somebody who can really kind of focus and get this work um out in creative ways right um I I'm I'm excited about that so hope to see sort of the product the deliverables from from this change so um yeah I'm supportive thank you hey Christy Chavez motion to approve 10.
