and uh so yeah it's I'm not a fan of those I don't I don't like the the idea that the district leased vehicles and now those are coming too so now we need to decide do we buy a few of these vehicles outright or do we just give them back to the company and say you can have them and then we look at different Avenues of vehicles or something um I'm more same way of computers years ago they used to have the Apple lease program and at a previous District I was at it took us five years to pay off computers that we got well by the time we paid it off we had to buy brand new ones again so you might as well just buy them because they're outdated as soon as you buy it anyway buy them outright and then just get a replacement cycle going yourself instead of doing a lease that leads me to another question do we have any type of asset management system in place because I know now like we have the copy machines that we now own and buses and all the things that we've invested in besides the depreciation schedule we have like something that tracks okay yep thank you we do have a program I think it costs us like 2 000 a year and a company actually takes our data and they throw everything in there that needs to go in so yeah we and for you guys I think the biggest thing that's going to be coming up for 5B is our combination of our middle schools because if we want to build a new one it's we won't have funding for that we'll have we need to go out and ask for a bond like hands down well and I think you had made the motion that we look at companies so that's again probably another unbudgeted expense that we need to consider okay yeah that's what that's why I said 5B I think and I think for like especially I think talking to Mario and looking at some of our buildings when we go out there to try and focus on not only the school but also some of our big needs for for our buildings to keep them up to date because most of those are 60 65 years old I mean they need a lot of work so but yeah so Madam president members of the board were looking also at best grants and the other opportunities I know where the echo is coming here are there opportunities that we have uh to increase revenue for certain projects and things above and beyond the one-time thing originally we were recommending everything from the fund balance with the cuts and the work that we have done some of that can be although it's a one-time we are trying to put everything in the general funds so that we do not use a whole lot of the um your savings account right but when we do move some things in there then we'll bring it up to you but those will be only one-time expenses right now we're able to put some of this in the general funds that's why we're ending in 21 the next year we're looking at uh 21 but um some of that leftover will go into uh fund balance you will see message increasing but it's really left over that we are already planning on using that was from the general fund in here so fund balance will stay as it is right now at the 21 million so is it fair to say that when you mentioned earlier that we should be looking at that fund balance that that should be the number we're looking at and somehow we're going to have to be spending it down that we shouldn't be spending it down so quickly if we're going to need it in the next few years for some of these major expenses right so therefore that's what we should be looking at is how we're going to spend it well I think it's not a matter of how but when um because it looks like every year we're going to be in the million Mark where all of these changes correct okay but so our next slide this this we put this one together for you so it shows our revenues of 78 million we have our fund balance of 27 right now um we're required to have the 4 million you take the 6 million away that we're covering we are down and that covers all of the expenditures for next school year if we are dispendable so that shows that we still have available the 21 million is what is in the budget and then you guys have seen this slide um nothing's changed with the the underlying assumptions that are coming in the near future um and then just all the other additional funding sources that we have nutrition service fund nothing's changed there since we've last met the only slide within all of these that changed was the capital reserve and I just changed the amount of transfer that we were doing from the general fund into the capital reserve fund and that's the only you know only difference in all of these slides so I'm open for other questions um email them send them Dr Lauria if you think of others tonight or tomorrow because it's nice to go and look at one of the older copies and then bring the new one especially when it's on the instructional program side and see where we were cutting things or we may have cut them out of general fund but we may have moved a lot of them to Title One or some of the Cozy or easy grants so we we may may have cut some things but instead of funding it at a general fund we said Sheila can we take it and move it here a lot of professional development we had in the general fund well we got the title II Grant so we moved a lot of that from general fund into title two and that that frees up additional funds for the general fund so that's kind of how we've been doing this whole process I mean we've gone through the revenue side to the expenditure side to the capital side to I mean we've gone through and through and we still got some work to do we're still like Dr Laurie said we're still finding things as we peel that onion and that's that was a big one we found the last few days within the position controls with Nathan and I and it was like this things matched in certain spots and then you look somewhere else and it's we have 147 vacancies and it's like what and so there's just things that we're finding and saying oh God there's six positions that are the same why are why are they budgeted we're not using them so that that's where we were able to make some of those cuts and get rid of some of those so we'll keep working and uh and we'll come back and if we make a change in the next day or two before the meeting I'll make the change and show it to you within the budget and have I have the resolutions ready but if I make another change or make another change I'm going to change the resolution again so I'm just kind of holding off and if we'll visit tomorrow all of us and if if we feel we need to make some more changes we'll do it if not then I'll probably leave it where it's at thank you for your constant work um I have one quick question um I I can wait I'll remember it Mr salzer go ahead hmm Madam president I think it's important to note that one of the big changes that we experienced last year is when the State Board issued their order indicating that uh engaging in this relationship with tntp meant that um we would maintain control over our own fiscal responsibilities right which is not what we had prior to tntp coming in and that was a big difference because we are now finding out that the prior manager screwed things up six ways of Sundown right and we're having to go back and figure out what in the hell just happened right um but it was that change in the in the order that allowed us to go through everything true it up finding he was right six positions of the same same thing just in different funds right and so that's helped out quite a bit being able to have that type of well that local control should have never been placed in uh you know taken away in an order so um that might be something that we might want to advise the state board on uh possibly at the next next meeting I I so appreciate you stepping in and making that comment because um I kick myself a lot because I think you know what if we hadn't have stepped in and looked at this but my hope is since we are the first that this happened to you that we're trial and error I don't know where the test may be for everything under the sun it seems these days but things like that like I hope that we can work with the state board and work with CDE so they're listening to understanding what's not working um because I said from the get-go we should have had there's no way we should have our financial oversight given away to anybody even just the general maintenance of it but um I also said that we should have had a superintendent for the first time from day one like we we can't hand over an entire organization to a company that knows nothing about education much less the inner workings of our community and our school district so my hope is I mean I'm so thankful for the team and that we're we're digging and finding all of this and we did it in time before we were upside down and in the red um but I just hope that we're able to offer these tidbits of information so that this doesn't happen because it could have been a lot worse I mean this to hear the different stories of what you're finding is horrifying um but you can only hope that it it leads to um some improvements because this is just crazy um the question that I had before you stepped in was around um around the budget because we we got into such a dire place um for me I'm thinking like um I remember uh we met with the financial Auditors because there were things where we were questioning we're like where's the checks and balances what um what type of budget training are we doing because when I hear this I I feel like our principles and our um at the very least people at each school should have oversight over how like I've always had to if I had a position requisition I had to say what budget it was coming from and then it had to get budget approval for somebody higher up I'm just wondering about the checks and balances that we're building along the way of finding all of these things that are happening out so like right now principles are responsible for their budgets what I'm finding is like towards the end of the year nothing has been spent and then all of a sudden it's like oh I have thirty thousand dollars left well then in May when school's already over they're wanting to go and just spend 20 thousand dollars to solve zero based budgeting yeah so what I'm going to put into place next year where the principals will have to approve the requisitions then it's going to come to the chief of whoever oversees the principles then it's going to come directly to me and I will decide whether or not that gets approved or not because I think there's just things that are purchased just to purchase because it's not the needs that we need it's oh I want this so I just go buy it you know and we got to start treating this like it's uh your own checkbook in a way and uh you know if I don't have enough money in the bank I just don't go buy something just to go buy it because like you said going into the red is not good even in your own checkbook and I I like your comment about how over the next probably two three years this District would have been in Dire Straits and it was and it was brought to my attention that uh when the previous management company was here I think that's the direction that this place is headed so we will get it fixed and we'll start moving forward and and as we find things we'll bring them to you I want you guys all to know what we're finding and and be honest with you and straight transparent yeah yeah um before you jump in they're just to piggyback on the principles and you know they they do have their own budgets but also centrally um I I we need to take responsibility for um our where we need to do centrally and um what I Envision and I don't know if you know the tech piece if we're going to get there but we now have a academic dashboard when we are monitoring the goals with tntp so what I Envision is actually to be able to have a dashboard for each one of the schools where um very easy they see how much they are spending in their funding so if we got to December and they have spent five percent of their materials budget you know even before then but those are conversations that supervisors can have that we can be monitoring rather than in May we're getting thirty thousand dollars in paper yeah not so much right I don't think so so uh also providing that support for principals so that they can get this report uh on a regular basis they know what to do with it and um team members supervisors and is the superintendent know how to monitor those so these are the also structures the monitoring structures that we're putting um in place and uh Doug and I talked about monitoring the expenditures so it's throughout the year and we spend the monies in this year students because that's why the money is there and that's why we get this money in a year basically these schools should have their budgets mainly spent within the first four months of the year so and we're finding that that doesn't always happen so we'll work on that so that actually was going to be my question is how are we going to make sure that our kids are going with with or are receiving what they need because I know that when you go through this lengthy process it almost um and I don't like to use the word micromanaging but it almost seems like that's where it's going and what I find when that happens is that sometimes it's easier just not to get the things that they need because the process the the red tape it takes longer for them to actually request it and do all of these steps that you talked about instead of just going and getting what they need I I guess for me it would make more sense to have something in place that they know what they know what it is and they can spend it accordingly but it's almost like we talk about those guardrails of what not to do as long as you use you don't spend it on XYZ you should be fine if you spend this much and I think that to me it makes more sense for our staff as well because I I think it would be unfair for us to expect them to do what a lot of the teachers and other staff do is they go and buy it on their own or they go without or they have to submit a reimbursement later because you know they need it now and by the time it gets approved it's a little late so how do you balance that to make sure that our kids truly are getting what they need and that the staff is getting what they need because at the end of the day if the staff don't get what they need the kids don't either so how do we do that without really penalizing them for for having a need a financial need of some kind of purchasing yeah or other I don't know I just never wanted to go to that other industry has no and uh and thank you again for you know asking the questions that we can clarify because what thought was mentioned was at the end of the year in May we get thirty thousand dollars in there like not too much right so it is not every single purchase that it needs to be approved that way it's if we get to the end of the year ninety percent of the uh materials that you has not been spent and now we're buying all these shirts and t-shirts for adult or stuff out there okay now that is that is when he was that was the example right but throughout the year at that monitoring piece uh the the on our end putting that structure together where principles and uh supervisors are getting the monthly uh expenditures in two months you have not spent any of your materials money how are you even supplies pencils for lack of a better you know a a laser example so it's not that every purchase is is towards the end we have to have you know but the principles need to know that also at the beginning of the year is not that at the end oh by the way this year you're not going to be able to right so that those are the structures that were the monitoring structures um not that they have to request permission to purchase you know a paper or some stuff like that and all of the schools do have P cards I'm not a fan of peer cards because that's just an open Line credit card in a way but uh we do track those as well and we only allow you know you can't spend more than like 900 at one time or something you know but things come up hey we need you to open it for 2000 we're going to go buy all this stuff so there's things in the works but I'm not a fan of them and I think um from RN directors yeah I think we can look at the administrative policy and look at the purchasing thresholds because we should be able to say okay you can spend 200 to go get roses for a fundraiser that you want to do in a school and not have to you know go all the way up to the chain of command to get that approved but yeah but if you're if you're going to spend five thousand dollars to get reams of paper just because you have that money to spend then there needs to be a threshold for that okay cash that was in my high school oh yeah everything's the big coins I know we're not going to go overboard like that there's a little barefoot in the snow [Laughter] it's getting late I think it's getting late thank you Mr Moss um we will look forward to any updates and then we'll be ready um board on Thursday to kick our votes so please get your questions to Mr Moss before then occasional yeah I have to say I think this is the um the best presentation uh to to approve a budget we've ever had so thank you guys all right team um that concludes our study session I propose that we take a five minute break and then we will transition into our board meeting thank that your District's points of pride okay president Schultz members of the board tonight we want to describe some of Higley Adventures that are going on in the summer because just because it's summer the fun does not stop I don't have a clicker so we wanted you to see what our Pre-K students are getting to experience this year in kids club Sossaman ecdc has a beach theme this year they're hosting 30 to 40 kids every day it's full of life excitement and when you need a boost or you need to smile that's where you need to go next slide kids clubs also at Chaparral this summer they have summer at the movies and we wanted you to see some of the pictures um of the rooms and the excitement that's going on there I got to go over there last week and the kids were so engaged and so excited they wanted to tell me everything they were doing from going to the pool going to see Spongebob Squarepants uh Beauty and the Beast a field trip to the Phoenix Mercury game and I said I didn't get invited did you guys get invited anyway uh they are having a blast and if you have a chance to drop by do it because they've done some amazing artwork there are aliens in the gym that I need to warn you about additional summer enrichment opportunities for our kids include band Mandarin uh thrive in math yoga and piano so that's pretty impressive Chaparral I forgot to mention is hosting 210 to 240 kids every day so we got good things going on and last but not least you've got a graduate of the class of 2036 on stage here and I I have to tell you whose kid that is Brian Campbell that's his kid and let me tell you he's almost ready for high school very articulate he was in our preschool program this is part of our PR teams marketing plan so we wanted to share that with you this evening Mr Moore yeah continuing the celebrations we have a beautiful new building there that the governing board authorized lost fall and it is taking shape one one caveat is that uh you know we did um have a construction delay we tried to avoid that but we are still planning on opening um just a month into the school year um and so we'll have more information on that as that progresses um but again a beautiful new building um being built on campus and it is going to look great I know there is some excitement around the teachers moving into that building and some jealousy for those who are not going into that building so I believe there's another slide um showing some of the additional work in there keep going and so yeah you can see it taking shape blue tapes on the wall as we're doing final walks but again we have a slight delay on one particular part and will not be able to open you know at this Heritage School but shortly after school starts we'll be occupying this building and providing instruction in there so I think that's it for my report upcoming events include new teacher orientation which we're hoping you guys will be able to attend we also have the board meeting the next one on July 19th the back to school rally there's two rallies because higley's so large now we can't fit in the hcpa which is awesome um once at 8 30 one's at 11 and then of course School resumes on July 24th and a lot of these teachers out here I ask them are you ready for that yet and not yet they need a little more time that concludes the superintendent's report thank you Mrs Richards I love the new format and showing the photos and and being able to highlight and see and and I'm sure anybody who's ever built anything understands construction delays and so we're hopeful that one part and then we'll be able to open soon thank you very much we will now move into a public hearing to discuss the adopted budget fiscal year 2024.
nope I'm ready thank you I will now call to order our special board meeting uh it's a meeting workshop for June 28 2023 for the Chico Unified School District with that let's go ahead and stand for the flag salute please salute pledge I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all alrighty is there are there any board members who have announcements this evening oh uh the amazing National gold medal winners of our Pleasant Valley High School video production kids first time ever from Northern California first time ever for Chico Unified obviously at the complete roster of all the medals they won we'll do later when we get back to school but just so proud of that group Mike Peck is the teacher and it was 30 something schools throughout the nation they competed against and they won Gold Bravo okay now I'm done [Applause] yeah that's amazing um I just opened the email again to reread that National medal winners in June of 2023 for TV video production gold medal was first in the nation Rafael wentzlaff and Drew Barron so that's that's awesome exciting actually like really exciting that smells big are there any other announcements okay we'll move on to consent calendar do we have any public comment on consent calendar this evening alrighty uh do we have a motion I move the consent calendar okay we have a motion by um member tennis in a second by member Robinson um we'll just this is our first vote for the evening is there any discussion seeing none we'll do a roll call vote starting with Mr tennis Tennessee I'll be I conk and I all right thank you um well next on the agenda we are moving to item number four which is our board board Workshop um but we do have an approximate starting time of 5 15 for this so I just kind of want to caution us to not go too quickly in case there's more folks that are are trickling in um that are interested in this topic as well as uh our fifth board member um so with that um I would like to open up this item discussion action item Inspire School of Arts and Sciences long-term housing presented by Julie Kissel good evening thank you for having me here tonight we're going to start out with the the first slide here in our presentation oh there we go the reason that we're here tonight and the reason that this is the board Workshop is because the board took action motion was passed to discuss at this meeting the last meeting in June a future location for inspire School of Arts and Sciences and the requirements for the 8 million dollar State facilities grant that the project has next slide please okay so we're going to dig in a little bit and talk about the grant funds it is a complicated funding mechanism there are two types of funding that the grant is providing one is for modernization and the other is for new construction this modernization grant is possible because we are utilizing the eligibility for modernization that is wrapped up in the age of the Portables that are at Chico High School we're currently Inspire is housed so on this slide it's showing that the proposition 51 which is charter school funding available Grant is 8.8 million dollars of that 5.3 million is in the modernization portion and three and a half million is in a new construction portion proposition 51 grants require a 50 50 match so on the match side you see that Inspire has 2.2 million dollars remaining in their measure K allocation the charter school allocation they have fundraised for eight hundred thousand dollars and for the project at the Fremont Street Canyon View Property the district had offered to provide one million dollars toward infrastructure for the storm water retention that was to occur underneath the parking lot because that storm water retention Basin was going to be utilized for our future Comprehensive High School at the site so it was a mutual benefit to Chico Unified and to inspire and that leaves a total possible match of four million dollars any questions on the funding available yes I have a question excuse me um about the use of the land itself because the land is Chico Unified property ownership correct yes and so is there no uh way to qualify being able to utilize that land as like almost an in-kind match or is it only dollar value like actual bank account dollars that are that could be used it's actual dollars okay yeah gotcha and the land will remain the property of the district right but if they if there was like um an amount that would qualify for um you know Chico Unified is is basically providing an in-kind gift match by allowing the school to be housed on that property you know that it would have it would have been nice if that was allowable under the grant rules so yes and I understand that a lot of the grants that the district applies for do allow an in-kind match like labor [Music] but these do not unfortunately okay okay yep so so anyway the the like I guess the follow-on to that is just keeping in mind that there is another layer of um of value that the district is providing by providing that by offering that space which was voted on years ago yes thank you it was part of the 2019 facilities Master Plan update and measure K was 26 yes thank you sure okay now the next slide is going it outlines the timeline requirements of the grant so DSA and CDE division of the state architect and the California Department of Ed must approve the plans and specifications for the project by February 26 of 2025.
so we we did go up uh these transfers represent 142 000 of transfer you can see the new cash balances I will tell you we're looking at a curriculum adoption in language art English uh so that's one reason we're moving a little bit of money to the textbook but the rest of them are just and spatial ads got to go up 31 000 this year that's another reason we put money into special education we do have a high balance in the at-risk K-12 at risk because when we republish our budget that required transfer went up in general fund where we got more money but it also went up in local option budget where we got no more money and we really did not have the authority to spend all that transfer so that's going to carry over anyway and I will tell you it's good to have at risk carryover because when Esser runs out there's several things that the at-risk vet will have to pick up because he's paying for one staff member and several programs that we are currently using and when that runs out that risk but it'll have to pick up everything we want to continue what we're doing with the SR money so at the end of the day the uh operating funds which I looked down and actually driver's ed and contingency will probably we'll probably move that back up to operating because those are operating too but there was just a slight change in driver's edit nothing in contingency but we went up 212 949 in those with this transfer in our operating in the bottom there uh the ones that went up was Capital alleys went up and then there's a lost uh in Gibson grants so at the end of the day they're those funds went up 144 593.
busy time but we're uh we got a pretty good head start already thank you very much any questions or comments from the board before I move on to the consent agenda we were very fortunate thank you and I also want to congratulate you because I think the board knows that I'm not sure the community knows every year associations one Secret to receive the distinguished service award and considering in 50 years has only been 50 people will be there unfortunately Cliffside Park because you are the second perfect superintendent to receive that award and I want to congratulates you and again thank you on behalf of reported that the service of the colleagues who have something to present to you well Mike listen a few people here have been with you from the beginning it's really a lot of emotions here you've been here a long time in the district you've been loyal to close to the park loyal to the Board of Education more importantly loyal to the students here um you know we got together with the board and we felt uh you know get you a nice plaque here and the plaque is pretty simple it reads the closest park board of education has a deep appreciation of the dedicated service of Michael J Roman Geno who served as an educator principal assistant superintendent and superintendent of school to the closest Park School District may you be proud of the work you have done and the difference you have made to a retirement well-deserved June 30th 2023 in June de Brave Joseph capano Lisa Fredo Marcos Garcia Clayton the true Michael Russo Carl raincore James Shelley Teddy tarabakia Brian yanuzzi Dr nutizio pantolino and Lewis alphabetes and Superman administrative board secretary if I could sum up your career in one word and that's what you deserve nothing but the best congratulations Frank later on if you take a picture with the board with the plaque or put it on the website and we'll start auctioning off that pictures spent my whole career that's that's very common and to start out as a teacher I've worked with great teachers I as an administrator I work with great administrators as a superintendent I had the opportunity to work with the whole District staff and everybody in Cliffside Park always works too well together you know we may disagree times but in the end we do what's right for the kids and I've also been extremely lucky to work with Greenville board members and I know we're leaving and as I said in my email I leave the district in good hands because I know a great board who really cares about the facilities program and what's best for the kids so thank you very very much have great memories thank you thank you okay so we're gonna go quickly through the consent agenda oh you're still on the clock slow down uh okay so I'll talk slow I'll make a motion to accept the gender page two we are accepting uh workshops as we do each year for uh reimbursement for staff members who are programs some are during the summer some are in the form uh some people have already been putting in some forms at the bottom of that page as per contract which is PA we are compensating staff members who are retired they are unused 60 very last um resolution we are hiring Eileen young as an occupational therapist she will be assigned to school number three I have to say that in the past we've usually use the jointer and contract It Out For Occupational therapists and we with our new director of special services Charlene Pinto she's been looking to hire full-time occupational therapists that could work in the district and it is that a tremendous foreseking to the district so Charlene is doing a good job and Eileen will be our second OT person that we're hiring this year last board meeting we hired another word so we're moving in that direction which is positive in his budget and it's also positive positive students page three about halfway down the page Emily Walker he accepted her resignation she actually didn't install with us yet we had hired her but she decided to withdraw from her application and taking the position and then closer to our home Julianne brander I just received this yesterday she's been an English teacher with us I believe for two years middle school and high school and she submitted her resignation affected June 30th so I don't know if you've noticed today but Gio already sent out and posted for that position bottom of the page Sal Aiello it's a husband of a high school business teacher for a number of years we posted a position Middle School business teacher and salary Preston a transfer from high school to middle school so we're accepting that request and you'll be continuing for a high school business teacher teacher during the summer to replace that page four she will be our indoor track head coach track and field head coach and indoor track uh assistant coach we've had a couple of resignations in that in that area and Gabby's with been with us she's been subbing this year she's moving towards getting certified as a full-time teacher and worked with as a coach for the last year until you've done a nice job so our director of Athletics Mr profito is requesting that will be given the opportunity positions and Mike excuse me one moment page four the top uh we have indoor track District Middle School also I know what I'm sorry uh oh no I'm sorry it's rescinding the assistant oh this is great okay okay so we're making on the head indoor track and rescinding understand previous appointment thank you bottom of page four these are people uh staff members coaches who work in our weight room with our students throughout the school year I'm not sure this is the right time but I would like to consider than getting at least an annual wage ten dollars an hour you know maybe something that they've been doing but that's not minimum wage in New Jersey if I could propose it I would make 25 but I think it should be at least minimum wage good would it be a violation if that ten dollars or based on uh state's minimum wage Invasion dollars you know what's it asks for CPE ACP EA contract something you want to look into yeah we'll we can look into it so why don't we strike it and add it to the next week okay so we're gonna we're gonna strike the resolution of the uh look at increasing that to minimum wage I think it's 14th it's a crooked number I think it's 14 13.
customer president sorts members of the board tonight I'll be presenting the adopted budget this presentation is going to look very similar to the proposed budget presentation that I did on June 7th um but uh the as as stated in the statute we need to have two public hearings um one proposing the budget into adopting the budget um but as you'll see like as I go through this presentation we've had no changes from the proposed budget so again as we've practiced we have a bunch of acronym slides so anybody watching online or in the community who's not familiar with some of the acronyms used in school Finance can reference this slide um this slide should look awfully familiar we're at the start of the Year we're proposing and adopting a budget for fiscal year 24. this will take us all the way through June 30 of 2024 um as I've alluded to throughout all my budget presentations we estimate enrollment um based on historical data and different assumptions that we take into consideration and so as we go through the year we have several opportunities to revise our budget if enrollment drastically increases or decreases and those dates are typically in December and may may being a actual revision to the 100-day number to True up our numbers but December being a date in which we can revise up or down if we do see Jurassic swings in our estimated enrollment and then again we get to do it all over again uh in June 2024.
in the case of the Fremont Street Canyon View Property plans those plans and specifications have already been approved by DSA and CDE but if we were to define a new location that the grant could be spent on we'd be starting that process over so therefore the next bullet point explains that it takes nine about nine to 12 months to develop new plans and get them approved through those two important agencies upon these approvals then the Office of Public School construction processes and and releases the funds for construction based on this schedule that would be sometime between December 25 and June of 26.
I will tell you our general fund ended at 6 million 264 825 that's 6.2 million we had a audit reduction of 386 051 from graduation Alliance due to the audit that's after we appealed that came down about 80 000 they reduced I will tell you I believe um they are approaching the state board about that I don't know if that'll change anymore or not um our local option budget stayed at one million five forty six eight oh six again increase I think number one we had several retirements last year replaced with new teachers or long-term Subs that's a significant increase when you take a retired teacher and replace them with teachers on the first step of your salary schedule I think we were fairly conservative in spending this year and then of course the increase in that risk caused this so if you remember or if you still have the documentation I gave you in October then again presented in January on the last 10 years of cash balances uh at two and 2015 was the last time you really went up and cash balances but that was also your last year of the consolidation premium I will call it and since then the trend's been down except for 2020 where you did go up 146.
yeah terminology crooked number yeah yeah but I agree with that over to page five we are including tuition reimbursement as a for CPA contract you know the staff members have an opportunity to give reimbursed after tenure for um up to twenty five hundred dollars for tuition reimbursement and these are staff members who have satisfied all the criteria in terms of the courses uh being or more in terms of our grade and we are many pages six seven we are approving salaries from teacher aids and bus aides for the following the coming September over to page 10 we are approving our agreement with Jewish Family Service and we've done for the last 15 years for the after-school program and they handle a lot of our clerical work and they they really helped us out as far as dealing with parents so on and so forth before the colorful payment services so we're approving that contract and then over to when they jump to finance you know we already spoke about the facilities Mr romantino so we get a busy summer which is always good take advantage of the opportunities and we have a little extra time with the custodians our local contractors and our bidded contractors working on our end of year for 22-23 we're working on our star Dave here for 23 24 working on the 22-23 audit and orders will probably be in four to six weeks and the last two pages Pages 19 and 20 we are approving uh some Grant applications the Essa and the idea and these two applications to Grant applications help us offset our special needs tuition and our local budget salaries taxpayer salaries so they're obviously extremely helpful helping us manage and balance our zero-sum budget in regard to what we just spoke about on pages four and five the current minimum wage is 1413 starting January 1st 2024 it will go to 15 13 and that 13 cents was a incremental that was put into effect when inflation kind of hit 12 to 18 months ago we'll keep everyone posted on that that's pretty much it Mr we have not had a breakdown it's up and running and emails have gone back and forth and the compressors are replacing two of the compressors as four compressors and train has been on site the HVAC installers been on site with train we've also gotten some information from Fogerty on what our rights are and what do do process and do diligent and all of that is Steve Fogerty uh responded to Lou please have them installed the two compressors and then we'll see where this goes but everybody's in the on the same page we've been communicating back and forth they just need to come in time next week tentatively Thursday the email that was sent back to train was with any confirmification from the high school coming on site professors they're extremely heavy and uh hopefully next Thursday Friday it's done and after the next following week you can see where we're at so I just want to make let everybody know that you know we're on top of it thanks Joe any questions on the consent of the judgment motion to accept I'll make a motion okay that was Mr terabaki and Mr Garcia correct yes that or anything okay okay I like to take a a vote if I may Mrs Abreu yes page seven Jessica Foster thank you for that yes Mr ringcourt yeah Mr Russo yes Mr terabakia yes my last little as long as you know and Mr yandere yes uh I believe just confirm someone has their phone I believe that Wednesday I believe it's the 26th and there's no work session we combine the work and the public session July is our only month we have one yeah July's the only month where we have only one one meeting we don't do work in a public so we'll just have the work and public combine so it is the 26th that yep so that's that's the next one I'll say ice the board knows I'll send out my little gentle and friendly reminders thank you for boards always acquiescing to my gentle and friendly remind us I appreciate that hopefully it helps yeah yeah there's a lot going on I know there's a lot yeah there's a lot going on so um that's pretty much it Mr Robert any other questions and just note that uh you know Mike's last day is on Friday Dr Hayes takes over 12th of July 5th Lou will be away for an extended period of time everything's pretty much covered uh I've told the facilities of chiro has any issues you can reach out to me but everything if if blue the word can put out an email uh with Dr Hayes cell phone and all that after the board members it would be appreciated sure we want to welcome Dr Hayes we look forward to having you and working with you thank you thank you very much I look forward to working with working with all of you especially you Mr ramachino okay thank you again it's not up for this video all right like the emotions
so diving into the adopted budget highlights again thus nothing has changed here from the proposed so quickly running through these um the aggregate expansion limit that was Exempted in this legislative cycle that bill was scr 1041. again it was passed for a one-year exemption that will come back in 25. vehicle specific implications asrs I've alluded to this since March is increasing 0.212 percent we know this will affect both the employer and the employee we are transferring um a minority Capital dollars to continue to support our lease obligation as well as the capital projects that we discussed in the April meeting when we approved the tentative Capital plan um bullet point number three includes our um this budget includes our 24 approved compensation increases that were tentatively approved in March which included two percent increase to certified staff classified exempt admin and supplementals and then a dollar an hour increase to classified hourly the last slide back on the last box on the slide excuse me provides the legislative budget details again we estimated and it actually came to fruition the two percent increase to the base level support which equates to 1.7 million for Higley Unified the results-based funding shift to the base level support that was not assumed in our attentive plans but that increased so the base level support is 0.9 percent but that actually when doing the calculations is a decrease to the husc budget and we talked about husd being a high achieving District we received a lot of results-based funding because we had a lot of qualifying schools and so moving that funding to the base support level that's going to decrease our overall funding by 520 000 next year so again that will be a point of emphasis as we move throughout the year all those funds were paid out the practice was a supplemental back to the teachers and so that's going to be a direct hit um to our teachers compensation into next year so we'll have a plan for that um with meet and confer and I anticipate that being a conversation topic not a fun one unfortunately bullet point three the 20 million uh towards District additional assistance this is the state's initiative to push more Capital funding towards school districts that impact for husd is 550 000.
from that fund release date The the district then has four years to complete the project and the district must show progress every 12 and 18 month increments during that four-year term hello any questions on the timeline requirements okay next slide so as you know um the district and Inspire have met jointly I believe three times now to discuss ideas and options for housing Inspire and being able to utilize the measure both their measure K funds and the grant funds from the state of California so we have four options to describe that we've been discussing and we'll just walk through those now so option one and these are not in order of weighted weighted order in any way they are just the four options that we've been discussing option number one is to to make permanent improvements to the chico high school campus that a meets the immediate needs of inspire and Inspire will stay on the campus for a term at this point an unknown term of time but those permanent improvements also have to be meet the future needs of the chico highmaster plan so not an easy thing to do but possible to do inspired needs large Dance Space they need Administrative Office Space of Chico High has planned for that same piece of land Career and Technical education improvements you know in the form of large classrooms that can support their CTE programs Agriculture and medical pathways as as well as Performing Arts band choir and drama this option we would not take a loan from the state the first the funding mechanism that you saw previously does require inspired to take out a loan from the state of California at a low interest rate over a 30-year term if you if Inspire were to enter a loan agreement with the state then a 40-year facilities use agreement must be put in place that it must be put in place 40-year facilities use agreement it wouldn't be in our interest in the district's interest to enter a facilities use agreement for that long of a term because the improvements that would be built in this option would be utilized for a charter school if it's not Inspire it would have to be offered to other charter schools in the future that could could pay for the loan if there isn't any charter schools that could pay for the loan and occupy the property then eventually it would fall back for the district to be able to utilize it but the use agreement is it's strings attached that would be difficult on this option so without without a loan from the state the 50 percent match would mean that option number one would likely be an 8 million dollar project maximum so what we could build with eight million dollars at Chico high that could meet the needs of inspire now and meet the future needs of the chico High master plan and this option would also require the district and Inspire to enter into a long-term facilities use agreement between us without the state it's called the same document but it would be a different agreement for a long-term housing of inspire at Chico High School so at that I know that's a difficult description I'm happy to answer any questions on that option okay CNN will move on so on our next slide and I know that's difficult to read sorry yes I thought I was going to interrupt you can we turn the microphone for Julie up just a little bit please thank you okay so option number two is to build the Inspire campus at the Fremont Street Canyon View Property the plans as I said earlier are already completed and approved by the California Department Ed and the division of State architect so the project is shovel ready the issue is as you all know the budget Gap somewhere between 8 to 10 million dollars short of being able to fund that project a benefit to Chico High for this option number two would be that the shared spaces not shared spaces but Chico High spaces that are utilized by inspire currently classroom in the J building j226 the dance room and one large portable that's currently utilized by inspire could be taken over and used by Chico high if Inspire was not there so that's the that would be the immediate benefit to Chico High with this option there are two ways to get there the first way to get there is for inspire to borrow the Gap funding from Chico Unified Bond dollars and pay back that loan with their future Bond allocations this would mean that the district would have to pass two Bonds in the future assuming that the same percentage allocation of those Bond dollars is provided to the Charter Community at approximately 5.5 million dollars would be allocated to inspire for each of those next two bonds and the district would get paid back for what they loaned inspire can you clarify what you just said you said something uh um as long as the same amount was guaranteed that the charter school community right in in coming up with this estimate I had to make some assumptions so I assumed that the next two bonds would be 250 million dollars could be that's what we've been told for this next Bond that we're hoping to go for so I utilized the same amount for the next Bond and then the charter allocation was 15.34 percent of our previous Bond measure K and that was based on in District Ada so what percentage of the students being served in the boundary of Chico Unified School District um was there at the time and that was 15.34 percent our charter school students yes at any Charter School yes right so that's how I came up with that estimate so it would take two bonds two future Bonds in order for inspire to pay the district back for loaning them the Gap dollars would anything come out of the hide so to speak of the other Charter Schools if we were to you know make a focused allocation to inspire over the course of two bonds would it be a loss in any sense to the other chargers in town not with this estimate that I'm providing you today since we don't know what the future bonds will look like using the Assumption the 5.5 million dollars per future bond that I'm stating Inspire would be allocated is based on their percentage of in-district ADA from measure k so it would not impact any other Charter allocations but that is the assumption that we're moving forward in the same way that we did measure k so with measure k um there was the 15.4 sorry three four percent of the measure K funds that were portioned off to go to the charter schools and then is it my understanding correct that then there was the a charter committee that that formed among that group to then determine further how like did the district say how the charter schools are now going to allocate those funds amongst themselves or did they drive that that decision or that discussion the Chico Unified board created the committee the measure K Charter facility committee so they operate under you and they have representatives from each Charter School in the district that that receives measure K funds because they didn't all get measure K funds so the ones that did receive measure K funds are in this committee and they met and they decided to allocate it the same way that the district had allocated the total fund so they allocated the funds amongst themselves based on their in-district Ada so in theory they could have chosen to allocate it differently if there was a school that had a greater need for example it wasn't something that was driven by a decision from this board yes I guess that is correct they could have they did bring their recommendation to the board and then the board adopted their methodology got it thank you sorry follow on to that um so then if if it all went the same okay there's a lot of ifs in this right um if we do go out for the next Bond in the next election cycle and then if we do follow the same formula as we did with measure k um and if the numbers remained relatively um you know ratio wise similar to measure K what was the percentage for measure K that then inspired got or I guess um you know when it's all you're probably getting to this point but when it's all kind of said and done or settled out um the money that they got from measure K how does that translate to what it would be with this with Bond X maybe and maybe this is a Jacqueline question um so of the 15 that was carved off was just over 23 million dollars from measure K and Inspire was about 14 of that total so barring everything's the same then it would be about 14 again of the carve out of the 250 million so we take 250 250 million and then 15.4 percent of that I was preempting uh would go to all cusd sanctioned charter schools and then about 14 of that pot would go to inspire correct and just to clarification it would be any Charter School within the boundaries of Chico Unified not necessarily charter schools that we authorize okay and that number is the 5.2 million it's on the the slide yeah correct approximately 5.5 million for bonded the next Bond and then 5.5 million for the next Bond after that shall I continue kind of an aside but well that's loud today all right um the measure K facilities committee when we created that did that was that bound only to that existing previous Bond measure well we need to recreate that organization that we should we pass another Bond I see Kelly we're basically Basics over again I think there are Lessons Learned on the district side and on the charter school side that mean we've only done this one time it's it's worked pretty well has it had its challenges yes so I think that we would you know put our heads to the drawing board and try to make what we've already done even better on the next absolutely I'm just checking whether the current organization as an exact committee is time bound to the yes previously specifically measured okay thank you sorry okay so the other funding option that has been discussed is that the charter schools the remaining dollars left in the measure K account for Charters assist to fund the project and the remaining dollar amount which would be reduced would be funded with by the Chico Unified and then repaid through future bonds so similar to the first however it would be asking that the other Charters provide some funding to help in this effort and I know Becky is here from Inspire tonight and but she did provide a report to the committee that they did speak to every Charter in the district that and asked them if they would be willing to do so and although they would like to help they have plans for their allocation so they were unable to um so just so that I'm understanding totally clearly especially when reading the note with the bottom if Inspire borrows funds from the district implementation of the cusd master plan projects will be impacted so we have a a chunk of money from measure K that is you're marked beyond what we we still have for current projects correct we've been we've been doing this with the facilities master plan right right and what you're saying is the report back from Inspire is that all the other Charter Schools also have measure K funding still to spend down and their funding is earmarked already for projects so everybody has already predetermined what they're going to be spending their measure k money on and they're so and there's and so therefore at this time unless any anybody changes their minds whether it's this this board here or any of the charter schools there's no measure K funding available to try to put towards this option so in your first statement you mentioned the facilities master plan so this board has identified specific projects that we are to spend the remaining measure K Bond dollars on we are not finished with the master plan yet we have done some preliminary estimates on those focused projects that were identified by the board so I can't really answer the question that you raised that it's all allocated at this time I guess that doesn't help with my follow-up question which was going to be what what projects or what um what items on our to-do list would then go by the wayside or be pushed back to a much later time if we were going to take our measure k money to put towards inspires need for get this this filling this Gap yeah well my my personal answer to that question would be that we have determined over 600 million dollars worth of need in our district schools in our master plan both in the past and moving forward as our buildings age the need becomes even greater we don't have specific projects that we have allocated with remaining measure K dollars that are unfunded but things do come up and having the funds available to be able to react quickly for instance you know Safety and Security projects that come up um it's it's good to have some cushion there truly um just to clarify I I think I know the answer but I want to make sure everybody else knows the the breakdown of the measure K dollars that have not been expended there's there's two types the ones that are in the control of the charter committee that was sanctioned by Chico unified's board and the other part of measure k money is the money that we earmarked through this middle process of our facilities master plan to take care of some immediate needs and there there's about 50 million in that fund correctly correct correctly okay so I I got So currently there are remaining balance actually this isn't current but it was as of April there was about 8.6 million dollars remaining in the Charter allocation for measure k some you made some approvals last week on Wednesday night that haven't been deducted from that yet Julie can you speak up I'm sorry I can't hear you I'm sorry on the monitor I can hear myself loud I'll I'll get a lot louder okay did you hear that the remaining dollar amount in the measure K Charter fund as of April was about 8.6 million okay and our and ours is about 50 on the cusd side yes a little higher than 50. and just to reiterate that 8.6 million well less because of what we spent last week the charters have indicated they have plans to spend that money down by the expiration of the measure k um time limit they've indicated that they have plans to spend their allocation and one of our recent facility Master Plan update updates um there was one of the many action items was to determine which of our kind of smaller projects that we wanted to spend the measure K funding on there's there's a pretty extensive list right I don't have it at my fingertips right now so I can't like exactly say what that is but it would be really helpful to know basically what are we talking about possibly prolonging to be able to do so is it making our updates at Citrus that might be chopped if we need to take some of that chunk of measure k money and put it towards this need for inspire or you know I I guess I just need a little bit more of a tangible like what are the consequences of of moving These funds around now and how far off this is going to push some of these other projects for Chico Unified students good question so the board authorized for the remaining measure K dollars for this in Citrus Elementary School improvements traditional our transitional kindergarten additions at schools that will need it that aren't aren't the schools you identified in the first prioritization Safety and Security projects throughout the district and restroom Renovations also at those schools that aren't in those first prioritized so we can bring those restrooms up to a nice standard until we get to them in the implementation plan and also the design for those first phased projects that you identified I'm going to say them wrong in the wrong order Rosedale Chapman Parkview Sierra View I believe so the design for those campuses you authorized us to utilize those measure K remaining dollars for and our estimation is that those are well covered within the remaining dollars available so um I don't believe any of those those projects would be impacted by this inspired decision what would be impacted would be any other projects that we would identify as a priority to the district so if something else were to come up yes an example of something that just came up recently was the bathroom Renovations at Fairview right because we wanted to install a shade structure and had no idea that we were going to be impacted by the state making their their observations and saying oh you have to fix this if you want to do that project it's going to be another 400 000 plus dollars to do those renovations yes so um so it would be our basically like our rainy day account right so these projects are covered and we still have a buffer of I'm just gonna say this number and it's it may be wrong but we'll just say 10 million dollars um for those like things that come up that we were not anticipating necessarily of measure K funding but so therefore if we were to take that instead at 10 million and put it towards inspires project we can do that and still do Citrus TK editions Safety and Security restroom Renovations design for first phase campuses but then we just won't have that pot to dip into in case we have some of these other emergent things come up sooner than later yes that's accurate and where it would really be an issue is if we are not successful in passing a new Bond and then we don't have the the funds for an eventuality of an emergency project coming up a probability of an emergency project coming up right as our thing as our as our excuse me as these schools are deteriorating it would be an eventuality yes but but even like more critically it would be a a probability of sooner than later because some of our schools are so in need of replacement I'm just saying it would be more time critical that could be correct right sorry for the tickle of my throat um so let me I'm still trying to like make sure that this could require voter approval of two future Bonds in 2024 and 2030 so that's another big if if the bond passes in 2024 if both bonds pass right we would still need a second bond in order to cover all of that 10 million dollars so we would have to pass two bonds if if all of the formulas stayed the same yes that's my estimate okay so the 5.2 assuming all the numbers stay the same would be um that 5.2 million or that 10 million we would provide up front for inspire to be able to to move forward with their project 5.2 million would be allocated to inspire with the 2024 Bond assuming it passes and then reallocated back to cusd to pay back this upfront funding that that we're offering I don't know administratively how it would happen but the bond dollars never leave the district we're the ones that spend the money sign the contracts and spend all of the measure K dollars so it would simply not be allocated to inspire we would absolutely what you're saying is is accurate I'm sure that there would be some kind of paper trail that we would track that yeah there'd be an agreement of a loan of bond dollars and I will say just the preface all of this that much of this is contingent on approval of a 2024 Bond so if for instance the voters don't approve a new Bond in 24 then the three schools that we had for prioritization are not in the numbers for new bathrooms and some of the Safety and Security because we had kind of assumed that those schools would be covered in a new Bond so any excess that we that we have could go to those three schools should a bond approval not be passed it's risky so if a bond does not pass then option two here would require us to fund Inspire before we fund things we've prioritized correct and the payback to Chico Unified say that again the payback to Chico Unified would be extended out even further because we wouldn't be successful in 24.
so that is the only year in the last eight that you would uh and that's probably a little bit too and I thought of this just now with covid because we had we shut the school down in March not that all we did for that was just we were required by the state to pay everybody's salary to the end of the year but there was no other expenditures because that everything was shut down so that caused our savings a little bit if you wanted to come in there yeah so that's just the kind of is there any questions about and we're leaving about 7 500 dollars to kind of clean up this week we're still getting like some utility bills and we got to clean up by then Friday um they'll We Believe they'll still be some cash available anything that's left I'm going to recommend that it goes into contingency fund that fund needs to kind of be built up it gives the board a lot of flexibility on how to spin those spots if they're in contingency seems like it was a good year everybody have any questions it's not going to hand emotion to approve the end of year transfers as presented and then yeah that would allow the superintendent and clerk to make any final adjustments to close out the budget wrap up those bills that that we were talking about the motion by Josh second by Chad all those in favor say aye aye can you pose same sign motion passes by zero and District paid health insurance that is it so you see our premiums have increased um we recommend that the district to pick up the increase on the same level that we have in the past to meet that increase it would be 535 a month effective October one increase of 28 dollars at the district would pay for everybody's health insurance plan we try to match that high deductible option one plan so technically if available wait comes in and just runs insurance for themselves the high deductible plan that says cost them anything but we need to match that there's a thing out there for the Affordable Care Act that says that you have to start increasing to try to get closer there's a certain percentage of a gap that a person can have paid for to be eligible so we try to match that so we can continue on with that for that specific law so and we put October because that's when it starts that's the new rate is October 1st are we like a large group or large anything over 50 employees is considered electrical like a great Bush yeah we're in the Greenbush Health Consortium instead of hospital so they they're the administrators of our plan it's still Blue Cross Blue Shield that we go through Greenwich so we have I think they have 16 other school districts on with their plan plus two City municipalities so the larger the plan it kind of keeps the range and as you can see the rate went up eight percent last year we had zero increase the year before we had like 1.2 and we have it's been three years before we had a really significant increase which is good but I just kind of wish they would spread it out a little bit you know if we had zero last year it would have been nice to maybe have four and then for this you know what I mean so the employee doesn't see such a significant change right so yeah yeah that's really good it's really good to have you a larger group yeah because there's yeah there's more than us they have quite a few usages and stuff down and okay I'll make a motion to approve the district paid health insurance benefit of 535 per month of October 1st Street there's a motion by Chad and second by Josh all those in favor say aye aye aye for the same side motion passes by zero and then on to the classified handbook for 23 24.
and then what was not um estimated uh and some of our tentative approvals was the one-time state aid supplement of 300 million that equated to 3.49 million and we're proposing allocating that to capital for one-time needs within this budget as I mentioned in the proposed husd is proposing an adjacent ways Levy of 1.5 million that Levy will assess a primary property tax levy of 16 cents per 100 000 of assessed value again assessed valuation is you taxable uh residential value or commercial or agricultural um not your Zillow or your your what you can get on the market so you really have to look at your tax bill to understand the implication here um and just a little history hosd the last Levy was in 2016 for three million dollars our current balance uh as it's projected to end in fiscal 24. um is 1.1 million but again we've talked about several projects that we have slated for public right-of-ways in terms of traffic flow modifications at williamsfield Cooley saw some in and those projects will grossly exceed the the balance that we have available so we're leveling proposing a levy to be proactive and so we can continue when we go out and do our civil engineering in our site assessments that we can proceed with those projects and not come back to the board ask for a levy or wait a fiscal year or postpone some of these projects we can continue and proceed with them and make immediate impact for our taxpayers so again those funds can only be used for public right-of-ways sidewalks roadways bus lanes and bus sidewalk improvements I did add a slide here I pulled our our average assessed valuation for residential property in Higley unified that is 274 000.
for a bond approval I would imagine as a district given our facility master plan and the need and the hundreds of millions of dollars in need that we would go out to the voters again but we don't know what that date looks like so take Rosedale for example where as we've observed doors are falling off the hinges choosing option two here building Inspire campus at Fremont Street could if a bond measures fail delay fixing rosedales numerous structural problems as that's right correct we would need you know 250 million dollars to get those three elementaries done so if it failed then we'd have zero dollars for Rosedale to be able to do a massive renovation thank you on that note I think if a bond failed would staff would perhaps recommend that we come back and look at all of our assumptions about the facility's master plan in a new light we probably have to start would that be what you think we do if it failed we'd come back and just reprioritize everything well we'd have about a year probably a little over a year between when we started spending the remaining Bond dollars the 50 million dollars that's left in measure k um before we find out whether we've been successful passing a new Bond or not so some of those dollars will be expended or committed already but I think it would be a good assumption that we would have a good look at our position and re-look at our priorities to make sure that we were putting those limited dollars then in the right places thank you I have kind of a bigger like Broad View question um that I'm just not retaining probably from a previous presentation and Jacqueline also probably could provide this pretty quick but Cooper can you remind me what our funding sources are is it three different funding sources that we pull out of for facilities can you can you reiterate those yes so we have measure e which was Bond passed in 2012.
so that's in there that so the days changed and then what you just approved for health insurance is in there also that's effective also um I believe at the very end page seven has the change in health but the at the end has a new board policy yeah that has a new board policy at the very end those are the changes of it from a year ago yeah the sexual harassment policy gaac went from three pages to 16 pages I think yeah yeah so I had to put them away so we changed that policy from the board adopted that policy so it's now the handbook which will probably go back and change also with other handbooks yeah I was going to share that with the administrator because I have to change that in the other handbook so we've improved because that's this policy of waterproof the same it's the policy has just been changed it just needs to be updated so we had their correct policy there any further questions about the classified universe would entertain a motion to approve the plus by the handbook as presented for the 23-24 school year what's up with motion by Josh taken by adults all those in favor say aye aye the second time all right so thank you though motion passes by zero and then I'll authorize representative for the Food Services like that I recommend that we appoint a mandate Griffin as our authorized Food Service she's been working with food service but this would take it from to her to where she would be doing all the food service within our office um I think that's a good process for us right now that she became become our official Food Service she would also be our person who would determine free and reducer also yeah with the online enrollment of unique one person because it's going to come into one place previously That Was Then by Bill princess but that will be done in one location and if you could be in charge of all the food service if you are rep it gives her an opportunity to work to uh like Bobby with his sister help her guide her through that process Bobby has been our authorized so that basically will increase her hours as well because right now she's just working four hours in the morning for us and she's doing four hours in the afternoon for Mrs Dozier as a parent so she will have more hours here at least do them at the July and August until enrollment comes and then she'll still go back to four and four because she still needed at the elementary school yeah okay any other questions not I would entertain a motion to appoint Amanda Griffin as authorized representative for Food Service beginning July 1st 243 motion my Chad second by Josh all those in favor and say aye aye [Music] good Mission passes five zero best price increase this is information depends on what the board so we did we had an increase in our price so we didn't call the state about whether that's legal to also call to see if there's more grant money but it's been encumbered already they didn't save any of the grant money back so because of the order timeline they're pricing it out I think in the 2025 action timeline so it looks to me like that bus won't come in called way past the first of January it looks like right now uh so they did increase it right about ten thousand about eleven thousand dollars and again justification is priced on the 2025 model we had the 2024 model priced but they are not gonna cannot like then it won't be in 2025 that we get it sometime in the 24th year but that's just information for the board and unless the board can declined to accept that and returning the grant for that bus that grants 25 of that 142 000 is what they're kns did we replace the gas but else I know we couldn't for the grant but we would have to ask us it's going to cost uh it would be less I know a lot whenever I get worked with gas buses gas buses are always less diesels this isn't my gas bus going with less repairs and less expensive repairs you can say that it'll last longer I mean the diesel buses I don't know you can say they're more fuel efficient they're all probably about the same fuel efficient they all probably under 10 by quite a ways let's never want to talk to Gina she loves her gas bus yeah in the winter yes and it's hard to get people to work on it diesel I mean it is I mean there's not a lot of around we're fortunate here to have people that do that but I've been in other districts where there's nobody wants to work on diesel motor is closed you had to take it somewhere issue but yeah it's less expensive than there's like you say you don't plug it in and it's not the same price or is it even close now because we get that Grant Line we get 25 of 104.
so if you take the proposed Levy per hundred thousand dollars of assessed valuation which is 16 cents for that average assessed that a residential property value that would equate to a 44 one time property tax increase for next year moving to our mno budget again in our estimated um proposed budget that we approved back in March um we estimated the budget to be just a little over 124 million again we projected no increase to ADM inflation we project at two percent which is actually what we realized we had an m o transfer to Capital 6.6 and an estimated budget balance carry forward from this current year fiscal 23 to next year of 26 million what we are proposing to adopt is just a little bit above that again the the main Ephesus is no ADM increase inflation is what is two percent what we realized what I did not take into consideration was the results be funding shift but again while that's increasing the mno budget it's actually overall decrease in our budget um and then the ml transfer to Capital um reduction of 5.6 if you recall in the revised budget in May the district transferred additional million dollars to cover capital projects this summer so we are making that move back to mno in this proposed budget so you take the difference between estimated and proposed and that's a net increase of six hundred and three thousand just point five percent of what we tended with the board tentatively approved back in March uh one point emphasis in the budget forms again is the average teacher's salary this is required to be reported by statute on our website as well as called out in the budget forms and like I stated in my June 7th presentation I thought this was the point of emphasis um when the calculation shows that there's zero percent increase in teacher pay um average teacher pay excuse me from the fo23 to fy24 and so um you'll see my comments there when digging into this information even though the board approved a two percent increase from the mno budget and then another two percent from the classroom cipherm plan a total four percent increase going into this fiscal year um we actually experienced a decrease of teacher experience of over a year and so again I mentioned um this is HRC is not immune to the the teacher um teachers leaving their profession and it's typically experienced teachers leaving the procession and so when you take experienced teachers that are at the higher end of the pay scale from an average pool of salaries that's going to keep it's going to reduce the average so that is what is is happening um and it's unfortunate but um that's the reality of where we are today so the calculation does not include supplemental pay because that can vary per teacher and what they want to tack on to their already their teacher obligations so and again this takes into consideration that increases the board approved so looking at the capital budget this is where you're going to see the biggest swing and majority of the Swing is the one-time state-aid supplement that we're proposing allocate to Capital so what the district estimated um for Capital was seven a little over 17 million a lot of the same assumptions from the m o budget um one point of emphasis is bullet point four uh we assumed that we would have more expenses this fiscal year than we actually incurred uh or that we're actually estimating incurring so we estimated that we carry over from this year 4 million into next fiscal year you'll see on the bottom of the proposed capital budget that we are actually going to probably carry over 7 million and the main reason is the projects are while they're taking place there are still Supply um chain issues and so um while they're they're started and things are making progress progress isn't happening as fast as we anticipated and so we only pay on what has been completed and so if projects haven't been completed we are not going to pay so a lot of these projects will roll into next fiscal year um and unfortunately we'll do the best we can to limit the impact on classroom instruction and so we may push some of these projects to fall break Etc where there where it's limited impact to classroom instruction the again the the main reason this budget is increasing is the one-time state-aid supplement that we're proposing allocating the capital this was not assumed um when we proposed a budget back um in April and so that uh allocation of 3.4 million we're proposing allocating to Capital and the next slide I'll I'll go into more detail on what that allocation is being recommended for so you'll see a drastic increase again mostly because the budget balance carry forward and the one-time stated capital so again I talked about the additional Capital dollars we want to emphasize Safety and Security um I know Mr Walker and our information technology department are working on um a board agenda item to bring to you guys in regards to Safety and Security which will um have I don't want to say July but it could be July or August it's in regards to the video camera replacement schedule we've been working closely with schools vendors Mr Walker's been working closely with the Gilbert PD and other stakeholders involved in that security Safety and Security conversation and so we're doing our best to bring a holistic approach to that proposal and that will have a presentation for the board to start allocating some of the funds to towards that priority in addition if we do have some remaining funds we'll move forward some major maintenance projects that are slated um to be done in Pre and substantial fiscal years so if the project such as flooring weatherization Etc are being slated on our Capital plan for fiscal 25.
measure K passed in 2016. we have a Redevelopment dollars that are passed through from the city of Chico and we have developer fees we also have state school facility funds so for every project we submit application for matching dollars from the state however they do take sometimes five years maybe more to be reimbursed to the district so even today we have applications in place that are being processed for instance Emma Wilson Elementary School we've qualified for one of those tkk grants we built Emma Wilson four years ago and now we've qualified and we're going to get funded so those dollars will continue to arrive at the district on an undetermined time frame because we never know when the state is going to pass pass bonds that they fund their grants with so we have that fund as well and we still have to measure e-money coming in or to spend we have one more Bond sale of measure e of I want to say 45 million in 2025.
they required it they were quiet the only thing they would let us business diesel or electric well it's Grant yeah on this one but I don't know exactly I hate to throw a number out there but I just know it's less it usually is the gas motor is usually less than a piece of boat probably not 25 percent I know but I can't I don't have a specific I just know it's a little bit it's less than so the difference in the prize would come out of capital alley yes I mean the purse the bus is going to come out of capital whatever that would be and it'd be out of next year's Capital yeah with the cheaper gas offset even that 45 they want to come out close to the same to hit a gas bus instead of the diesel foreign okay so like 52.
