we would move those forward to next fiscal year and get those done a year earlier and that's really it for me again so I presented the proposed on June 7th we've advertised in the Arizona Republic we've posted on our website the budget forms to date I have had no uh emails phone calls regarding the budget um I we're presenting the adopted budget here today with no changes um and then again like I said we have the option when we get to December to revise this budget if needed so if there's any questions I'll be happy to answer any president Schultz Mr Moore have we had any further conversations with Queen Creek about their SRO I at this point we're still um waiting for a response from a letter that was sent to the town so we haven't had any forward progress with that but again we're ready willing and able to help fund an SRO for Queen Creek as soon as they amend their policy to be able to do so thank you Mrs Van Hook I also spoke with councilman Brown in Queen Creek and asked him and told him we were waiting and asked him to reach out as I saw him so I just want to let you know too a month ago so we're still waiting so I'll follow up with him again too I have a question presidentials um assuming the passing of everything this this evening um regarding the adjacent ways Levy will information or do you have a dedicated area on the website or anything to kind of update programs and projects and and money spent money used from this yeah president Schultz member Anderson um so there is some additional work that needs to be done in terms of notifying um residents um after if the board chooses to adopt this budget tonight we would then send a letter to all residents that notifying them of the tax levy for next year in addition um there's no additional reporting required on this particular fund but we do present um in October there's an annual requirement to present any override spending and now that at the time we do add in adjacent waste funding so in October if the district has any overhead which we do or have has used any bond proceeds which we have finished at Braun potions from the prior fiscal year we're obligated to report out how we expended those dollars and in that report we typically add in adjacent ways because it's tied more than often to these projects and so we do report out at that time even though that is not required by Statute so foreign er a question and I'm sorry if this was already answered and I'm just tired for things like the uh Williams Field expansion like if we approve this tonight when does that get started I guess I'm just thinking about it already is not the best road to drive on when it is time for school to start or end kind of deal and nobody likes Construction in that General time frame I just am curious when that would happen in the school year yeah so uh president Schultz member Wade um so we've already been uh in progress with some of these in terms of having a a civil engineer out to assess the property we've already had conversations with the town of Gilbert um with various grants Mr Crosby or Transportation director has had various conversations so conversations are already in place um next steps would be to to come up with a plan and so um there's a couple there's some conversations that need to be had to come up with a plan we would obviously I think want to involve the community at that time because we're going to be changing the flow of traffic that is always a contentious topic um and there's there's typically no right answer um and so much like we did with Higley High School we had several Community meetings where there was opportunity for involvement but we first need to finish our civil engineering and seeing what is actually feasible to the naked eye there may not look like there is a retention Basin there that we cannot cover or water line or electrical so having all the information known basically getting all those unknowns out of the way is something that's already been in progress Next Step again would be having those conversations to figure out okay how should this work what is the best solution for williamsfield high school and then uh yeah then looking at construction dates that have limited impact and we would probably be targeting next summer just to be honest so does anyone from the public have any comments at this time questions anyone else perfect thank you Mr Moore we will now reconvene in Open Session we value input from our constituents this time our agenda has been set aside for anyone from the audience who wishes to address the board those that wish to speak should have filled out speaker cards which are due prior to the start excuse me of our meeting members of the board may not discuss comment or take action on matters raised that are not specifically identified on the agenda therefore pursuant to ARS 38-4 31.01 H action taken as a result of public comment will be limited to directing staff to study the matter responding to any criticism or scheduling the matter for further consideration and decision at a later date also we ask the audience members practice proper public meeting decorum refraining from either negative or positive responses including clapping or verbal outbursts to ensure fairness to All Points of View those that refuse to allow to follow these rules may be asked to leave speakers please limit your remarks to 30 min no I'm sorry to three minutes thank you for your cooperation thank you 120 minutes later Mrs buck push a button oh there it goes okay good evening governing board it's a pleasure to speak to you this evening about the hea mou and the general leave policy it is through our hea mou that we have established our meet and confer team it is made up of both District administration as well as hea members we come together and meet about once a month and chat about all the things that are going on that impact our teachers and staff and how we can better things for them I've been able to sit on me and confer for a couple of years now and I'm very proud of the teamwork that we do in those meetings it's very positive atmosphere and we really work hard to accomplish a lot every year that we meet this year we really focused on our general lead policy um for the May 10 I just learned about these questions that that you guys get to submit and then are answered before the meetings and so cool so I read them all today before the meeting and I came across this one from May 10th about the increase in ESI sub services and it asks for specific data regarding the number of teachers that are not returning and whether or not they used sub services and I thought that was just such a great question because it happens our current policy only pays out if you've been in our district for eight years or more and so we're teachers that have been here for six years and they've been dedicated and they worked hard and for whatever reason they can't come back to us they lose that time it's gone they didn't use it when when they were here and so they've lost it so we worked really hard uh together to find a way to prevent that from happening um this is a benefit to our employees because it rewards them for their dedicated attendance and not needing to use those General leave hours during their time in our employment um we want to value our staff and let them know that we recognize their time and we want to reward them for that the gccar now aligns better also with surrounding districts and so that might be a better motivation to work for hickley and I'm just really happy that I'm able to sit on this team of meet and confer and be a proud Higley education member and I appreciate your time today thank you thank you Mrs D Ambrosio hi everyone hello cabinet hello board thank you for allowing me to speak um I am the proud mom of two kind dedicated uh student athletes who are in high school or at Williams Field and this summer they participated in the Waits program with the soccer and football team practicing and it has been an amazing experience the dedication that the coaches and the staff put into my boys just really just brought so much to our family this summer in addition to that as well as being a mom I'm also a public school teacher for the last 19 years 16 of those years have been in Higley I love Higley I love our students I love our community our parents and I wanted to say thank you to the governing board members who voted to support the um the curriculum that we put forth as teachers I have the unique experience each year for past over a decade during the new teacher orientation process I get to train all the new teachers to our district and so that means that I get to meet each and every one of them know their name and know their subject matter and each year I look at them and I say oh my gosh Higley did such a good job look at what they found and so I know that the quality of teachers that we have um in Higley they're just amazing and they're knowledgeable in their experience and they know the best things for our students so that they can learn and I just wanted to say thank you to the board members who voted to support the the recommendation of these educators and then finally I just want to say thank you to Mrs Sherry Richards I think you are the brightest light in every room and in our district so I just wanted to say thank you thank you for your time very nice Mr John Mason I hope you all can hear me I was struggling to hear other people my my wife says that I don't hear good or maybe I don't listen well in any event um I recall hearing laughter from teachers and staff members while I spoke at the last board meeting I was not trying to be funny I certainly thought I was not being controversial it was very disconcerting to hear the laughter my mother remarried when I was 19 years old we moved to a very conservative farming Community I was one of the few liberal Democrats in a very Republican area when I was 20 years old a school board member in that conservative Community invited me to join the textbook committee I was surprised I was 20 years old what do I know I thought that he was crazy to invite me to join the committee because I thought differently he said that they needed people like me on the committee precisely because I thought outside of the box that moment forever changed my perception of Republicans until that time I believe that they were narrow-minded selfish people at the last Higley board meeting a school board member was ridiculed for thinking outside of the box when talking about textbooks teachers and staff members laughed at heckled and Ricky and ridiculed the board member while she spoke at the last board meeting this type of behavior would most likely earn a student a suspension if he or she did that to a teacher the crooks of socially and emotional learning is the appreciation that honest people think differently about important issues and social emotional learning as I've learned when attending these board meetings is is a big important part of what Higley does social emotional learning cannot take place deductively by completing worksheets it is learned inductively through experience adults teach these skills through example teachers and staff members teach through example they just taught students that bullying is okay they taught students that it is okay to pick on someone because he or she is different staff members and teachers might think that these acts of bullying are insignificant they're not but the potential consequences to our democracy our grave right now I know for a fact that there are many community members in school districts across the valley that are afraid to run due to fears of harassment you know I recall a student who had the courage to stand up for an unpopular kid at Higley High School it took guts for that student to stand up to a bunch of bullies that humble student inspired me to take a stand today I expect to be an unpopular person when I walk out of the door of the boardroom but someone needs to take a stand against bullies I say that as a humble sinner myself thank you thank you Mrs Richards good evening thank you for the opportunity to speak this evening um I want to start out by saying I came in with the intention to say what I'm about to say and it has nothing to do with what preceded me um I was similar to Mrs d'ambrosio coming to thank those board members who chose to support the curriculum as laid out by the team of experts here in Higley School District in terms of both physics which I will own that I know nothing about and even if I could have gotten all the way through that very large textbook I probably just would believe anything on those pages because I didn't have to take visits back in the day um I was struck by the fact and continued to be struck by the fact when I watch and or attend these meetings how quickly they have devolved in some capacity into politics and so I wanted to humbly ask all board members to remember that this is a completely non-partisan position it does not matter what your politics are or what brought you to the world of a school board um I hope that that driving force is what is best for every single student and not just our students but our families and our teachers and our administrators we are all a team I talk to my students when I was still in a classroom about the team aspect of Education I talked to my children at home about how we need to remember that we all play for the same team we are all here in this room team Higley and at the end of the day our only job is to make sure that we are putting out productive humans into this world who are able to think for themselves add and subtract when I give them change and I need them to make change for me to read well and to make decisions that are going to better impact our world as we move forward and I am scared sometimes as a parent by some of the lines of questioning and the buzzwords that get thrown around in this school room in this boardroom excuse me as I watch what happens nationally in school board rooms across the country I think we're better than a lot of what we could potentially see out there and I just wanted to again ask you all as you volunteer your time and there is a crazy amount of time that you all put in outside of these epically long meetings monthly and that is not to be underestimated the district is putting in a lot of time and effort into the questions that one of the other public speakers brought up the question and answers that come before the um the agendas are published to make sure that time is used as efficient as possible and then before my time runs out as a parent I just wanted I don't know if Dr Foley I know she is gone but I just wanted to thank her for her service while she was here and thank Mrs Richards for stepping up to the plate as you have thank you thank you president Schultz um I'd like to address what Miss Richards just said um based on my experience um this board prior was not used to asking a lot of questions um one of the reasons I decided to run for school board was because of the amount of politics that is in our district and is in our schools and the fact that I am exposing the all the curriculum and everything else that is political with the hopes that we remove politics out of our district doesn't mean I'm bringing my politics into it my purpose is to remove politics out of our district that includes funding curriculum that is political um and so for you to comment that so you can say that what's inaccurate but we can't continue to if you want to correct information that's what I'm saying like you can correct information but we don't want to start a battle at this time well I'm not starting a battle I I have a right to address her because she is referring to me it's not an agenda it's not an agenda item but after I'll just public comments are over I am able to address you can correct the information that you want to do but we we don't and that's what I'm doing I I'm not bringing politics into the district I am mainly pointing out that there are politics here that I would like removed that's all moving on to the consent agenda I'd like to make a motion that we approve consent agenda items 7.1 to 7.19 I'd like to make a motion to remove 7.18 off the consent agenda since it was added last minute and I wasn't able to do it ahead of time a second okay okay but yes that was oh I'm sorry thank you oh I don't have that either okay thank you okay so approved consent agenda let me can you pull that up because I can't pull it up on my okay thank you uh it's not pulling up on my and I I don't have it doesn't go on my scroll it only goes to 7.12 thank you and I can't see that far so can I removed that we approve consent agenda item 7.1 to 7.18 second all those in favor do you have a I had a question I'm so sorry um I'm a little slow so I thought I had sent my questions I just have a couple questions for clarity I just want to clarify that because it wasn't in the um the attached language so just a couple of items do you mind if I just they're really fast I don't want to take up anybody's time um it's just regarding the contracts for the custodial Landscaping um I assume they are or we are in taking on the costs for background checks and fingerprint cards is that correct that's being done I didn't see that in the language of the contracts that that is board policy that we require them they have background checks so um we require each vendor to background check their employees we do not incur that cost that is an expectation if they want to do business with high school unified okay and we verify that they actually are even though our policy it's our district I want to verify that that's getting done through these outside agencies if you if if you walk on the Higley head campus Chase on their vests they have their fingerprint Connections in their vests I didn't very cool thank you um and um four seven the Kairos one I just was there any were there any changes before we move on did anything change in any way because foreign no those are the final numbers for this year okay okay because I I went I went I didn't see the um the peop the zero dollar PPO um listed on the and of course you weren't prepared for this because I didn't send it but I didn't see the zero dollar PPO on the April slides and then it's on this one so I don't know where I missed that is only the grandfathered program that those folks that were in there you won't see that any longer okay you're welcome okay thank you guys for your time I apologize thank you Mrs Anderson all those in favor my motion passes five to zero moving on to information items 8.1 governing board initiatives for 2023 2024 school year president Schultz members of the board we have a short PowerPoint for you that we've recorded um however when it's over we have a whole team of people here if you have questions or you want to discuss anything you should also have a copy of these proposed initiatives or Focus areas for 23 24.
yeah and measure e is uh as Kelly is saying it's a a tax extension not a new general obligation Bond so it's a little bit different from measure K so we have a cap of the the dollars per square foot of assessed value measure K is a hundred dollars um sixty dollars sixty dollars um per 100 000 of assessed value of properties within the county that we can get with measure e we are limited to what the taxation was at that time I think it's approximately 42 dollars per 100 000 of assessed value so we have assessed values must rise uh for us to be able to get the measure K it's a little more tricky I'm going to measure e sorry measure e is a little um more math that has to occur are the best value Rising we uh we talk about we're kind of getting the weeds from our Inspire conversation but it's helping me get a bigger understanding of like how do we pay for all this stuff um so we talk a lot about measure K is going to be used to fund these these projects as we move into the need for a new Bond measure is measure e all the funds that that are in that last Bond sale are those already earmarked for for projects in the facilities master plan that had been done already they're included in the remaining 50 million okay thank you thank you for clarifying that for me so it's not it's not an additional okay yeah got it oh and then sorry um that where I was going with that whole question is um just for my understanding Bond money is makes up about what percentage of that pie if you break it down of our of our budget for facilities and no other funding can be used for facilities really is it I mean is it a pretty big percentage or pretty big I would say it's about 80 percent yeah okay about 80 of the money that the district has obtained for facilities um is coming from Bond measures correct okay about 20 comes from state school facilities grants I have a question okay um for as far as you know historically have we ever in the past provided um money before we've actually received it in a measure like basically have we loaned money with the idea that we weren't sure we were going to receive it back in a in my experience um this particular situation has Endeavor occurred so we can go through the other two options quickly and then open it up for any additional questions on the next slide um to have Inspire continue to look for commercial property that they can utilize the funds that they've raised and their measure K dollars to purchase a property that can be utilized um they do need a large amount of square footage for their school and we always have our eyes open as well at the district level looking for any potential opportunities that that won't stop we'll continue to keep looking Julie just to clarify on that that that would be basically a three million dollar opportunity right the 2.2 from measure K that Inspire has plus 800 million that that has been raised by inspire yes it could potentially be more because Inspire could take on a loan as well out you know commercially available Loan in the purchase so they may be able to get a little higher value of property if they were willing to do so um but then they wouldn't be able to utilize their Grant yes I'm glad you brought that up the grant dollars must be spent on a district facility Unified School District facility or property right or is it in a district so I guess um getting into the weeds it could be uh Durham unified it could be like a public school district property it doesn't have a beach you could necessarily okay you're not I'm not I'm not suggesting that Inspire goes to Durham but yes but it does have to be a School site that's been approved by the California Department of Ed okay thank you sure and then the last option that the Joint Committee has been discussing um is for inspire and District to proceed with the Proposition 39 process that's the where the charter school um sends in a request for facilities to the district by November 1st of every year and they submit their methodology on their enrollment their expectation of enrollment for the following school year and negotiate with the district on the allocation of classrooms and spaces to be utilized for the following school year and that is repeated on an annual basis how many Charters go through the prop 39 process with Chico Unified there used to be quite a few right now only Sherwood Montessori school goes through the Proposition 39 process on an annual basis we have negotiated long-term facilities use agreements in lieu of prop 39 with Forest Ranch Chico Country Day Nord and Inspire so there are four long-term in lieu of prop 39 agreements currently and then the rest of the charters have their own facilities and properties that they yes that they've figured out for themselves yes only Sherwood is on a shared campus through the prop 39 process currently right thank you so I did a rough estimate currently Inspire occupies 26 classrooms on the chico high school campus and a Proposition 39 situation you compare these square footage of Chico high school and the chico High School enrollment so a usage per square footage to the enrollment of inspire and it creates a ratio of classroom space and specialized teaching spaces and administrative support facilities so in my estimate Inspire would be offered 23 classrooms Under The Proposition 39 process and shared use of the multi-purpose gem Library spaces and field spaces so those are the four options that the Joint Committee has been discussing do you have any more in your presentation Julia I do not excuse me um is there a staff recommendation on these four options I don't have a staff recommendation no are there any other questions at this at this time no I'm eager to get to the public comment I think that's the piece we're missing is to hear from Inspire frankly um when uh so before we move into public comment I I do want to um mention that something that was also discussed um in those in in the last meeting with Inspire was um a timeline for board action um and so tonight's item is a discussion action item however there is time to come back to this in August and take final action in August if there is anything that we still need to ask for get more clarifications on um so we don't have to necessarily take action tonight on a final decision on on what's going to happen with Inspire but I just wanted to make sure everybody was really clear on that and that that did come out of the last meeting that I was in with with Inspire last month this month it's been a long month it's still June okay all right well with that we will move to public comment um I have the list um and so I I will read um the name for the person to come up and also the person who's on Deck with public comment uh you're limited to three minutes and when you have 30 seconds left in your time you will hear a bell um and that means that your time is is running short and please wrap it up respectfully and then we'll move to the next speaker and so with that let's call up Margaret napin and after that will be Becky Brown hello my name is Margaret knappen I've spent my high school career attending Inspire and will be a senior this upcoming fall Inspire has shaped me as a student as well as a person through the positive impact of my teachers peers and educational experience I find it imperative to speak on the importance of more permanent facilities that don't limit our incredible top-notch programs I've been pursuing my passion for dance for the past 13 years and have experienced numerous different dance education programs however nothing compares to the unique inclusivity of the Inspire program which allows all levels of dancers to flourish from beginner to pre-professional as the president of dance and choreography Club I appreciate the importance and necessity of proper dance education facilities to keep our dancers safe and comfortable our dancing choreography program is housed in a space that was initially built for a two to three year duration of use the effects of a space being used 10 years over the initial timeline is apparent despite constant Repairs by instructors inadequate weak spots on the floor limited storage and a lack of designated changing areas impair the ability to pursue our art form our specialized dance floor is in such disrepair in view of the fact that it cannot be permanently fixed to the floor as it would properly be because we are in a temporary space for the past 13 years while learning as well as teaching choreography I've had to mindfully avoid the weaker spots in the dance floor and obstructed space a proper and secure space for our school is greatly needed to sustain our powerful and unique programs thank you [Applause] up next we'll have Becky Brown followed by Monique day should I hunch I can't go after Margaret good evening of the chico Unified School Board my name is Becky Brown and I'm principal superintendent of inspire Ms Robinson Ms dalby Kelly Julie and the members of the Chico Unified facilities committee we know that you have been working diligently to find Solutions and ensure Inspire is able to leverage the 8 million in state grant funding Before Time Runs Out we are grateful to you for meeting with us on May 30th and for your openness and collaboration toward forward progress on our grant project in that meeting a proposal was developed that would provide the initial outlay out of districts measure K funds to cover the cost of the shortfall for our new campus project on the Canyon View Property a cost to be reimbursed fully by inspire out of future bond funds of the options that you've heard tonight this is the fiscally sound option the achievable option the option that puts Inspire on the hook for the cost of the project and to free up space for Chico High Doug I'm over here the only option that's left on the table and here's why Inspire stands ready to contribute the match for the 8 million Grant I don't think that's the number that you heard tonight so if this is not clear I invite you to ask me for further clarification um let's talk about the rainy day fund and I want to encourage you to reframe that notion of the 10 million dollar rainy day fund that does not impact the projects that you have prioritized for your schools and to think about the cost of providing the facilities that Chico High needs if we don't take advantage of these Grant funds our grant Consultants have given us clear guidance that the design and approval process must begin in August no later in order to meet the deadlines or we lose that grant money if that's not clear tonight urge you to seek further clarification from District staff this option guarantees that we're off the chico High campus and that is a top priority of the chico High community and that came out in the surveys this spring and I urge you to seek further clarification if this is not clear from our Chico High Neighbors a decision that results in a status quo that forces inspired to file for prop 39 if the impacts to District staff to do that are not clear to you I urge you to seek further clarification about their desire to go down that path with the help of the Chico Unified facilities committee and countless hours from Julie Kissel and facility staff we have a solution 12 years in the making tonight Becky that's your time and on behalf of inspire I implore you to choose the only real option on the table thank you Madam president point of order um can I ask a question of staff at this time relevant to what she was talking about sure I have a question too but I was going to wait until we heard all the public comments but I'm not gonna say no okay then I'll ask um we need Clarity on what she just said about them needing a decision before August a date in August compared to what she had got clarification on uh where she believes that we do have time to make a decision in August and I think I just heard Ms Brown say that we don't have time no to make a decision Miss Brown told me that in August we can make a final decision thank you um thank you I'll ask my question because it's very related um that August deadline is that only if we end up as a board or a district just saying that they will not be utilizing the Canyon View Property since they're already approved for Canyon View I was confused a little bit I think in that in the presentation so if the decision was to go to Fremont Street Canyon View that design development and review and approval has already occurred so just the portion where the expenditure the construction completion Remains the Same that end date doesn't change okay so I guess I guess what I'm asking is is the August is the August deadline with the August deadline be made irrelevant if we reconfirmed that that there that this will go that that we would be moving forward with the Canyon View project correct okay up next we'll have Monique day followed by Rose sorry about your name wrong there we go I am the parent of a recent inspired graduate and an incoming freshman my daughter had the best high school experience imaginable um and that's saying a lot considering she spent a year of it on Zoom by her choice the staff at Inspire create a magical learning environment where teens want to be there and want to give their all whether it's for dance and theater where my daughter pursued her passion and thrived or robotics engineering and definitely Digital Arts Department there's always something going on with students and teachers working collaboratively in those buildings my son recently spent a week at Rock Band summer camp Inspire offered and even though he has three guitars at home he's chomping at the bit to be on that campus spending as many hours as possible in the music room in the recording studio all of this is happening this magic is happening while the school is existing in deteriorating Portables on an old blacktop it's honestly quite remarkable in addition to being grateful for the array of offerings in the Arts I'm very grateful for the excellent education my daughter received from their highly dedicated and motivated teachers her courses were academically rigorous and I credit The English Department with her excellent skills that got her accepted into numerous colleges to decide between for continuing her education I also previously had the honor of being on the Inspire scholarship committee and was extremely impressed with the academic achievements I saw among the many applicants however above academics and above starring in school musicals I am most grateful to inspire for the community that they create a place where students feel seen and empowered empowered to take leadership roles Empower to Dream Big Dreams for their Futures and empowered to be themselves in our current times where suicide's been on the rise Teen Mental Health Awareness is at the Forefront of our minds I cannot express enough how important a safe and supportive environment has been for my daughter and how much I value that will be there for my son my daughter always had friends in elementary and middle school but it wasn't until she came home to inspire where she found people to truly connect with through their shared passions and had her first best friend and a group of close friends she'll stay to connect a two to life for life I have loved every minute that my children been part of this school and the only thing that could make it better is a real home a home that has its own identity Room to Grow awnings to provide Shelter From the elements and a beautiful exterior that matches the extraordinary things happening on the interior just because Inspire teachers and students have the ability to make do with less doesn't mean that they should continue to be required to and I acknowledge this is a complex problem without easy answers however my children and all the students deserve the time money and creativity needed to come together to be invested in finding a solution thank you so much for your time [Applause] up next is Rose kripelka followed by Brian Boyer start it when I say something good evening Chico Unified board I'm speaking tonight as a supporter of Chico Unified and of inspire I've been through the whole school system my kids have been through this school system I have a son that that attended Inspire and I don't have any I'll say bone to pick of the either side I just want to make sure that as a concerned Citizen and taxpayer that you guys get all the information you need to make a good decision I've been increasingly involved in the Inspire campus project and done of a lot of investigation and research on deadlines and funding and I've been looking for that win-win option that the district wins and Inspire wins and I believe the proposal on the table can achieve that I'm serving currently as a chair of the Inspire Foundation hoping to assist Gathering funds for the campus project s along with uh ongoing school projects I've outlined a few points to consider in making your decision on the Canyon View proposal which is currently being discussed number one this proposal will keep some chicken unified money off the table in the short term but it puts Inspire on the hook to cover all of the money to to move off the chico High campus that to me is a win-win for Chico Unified and inspire number two the timing is very critical in order to receive the eight million dollars of funding from the state both Chico and Inspire win State monies don't come from either of their budgets of the local budgets number three the only other option this time would force Inspire to to file for prop 39 which we have heard is not a positive thing if the district can't agree on a viable plan for the csfp grant that keeps Inspire on the chico High campus in perpetuity if this happens the district is on the hook and it is going to need to provide ongoing equivalent facilities as the other high schools and will which is about 80 percent in District students Inspire would only have to continue to pay for 20 percent of the students attending Chico unify would still be housing still be responsible for housing those 80 percent as indicated in the charter prop 39 alternative will continue to cost the unified money for the long term and it would definitely hold up the chico high school goals outlined in the master plan to me that's a Chico Unified and inspired loss this also incentivizes inspired to help Chico Unified secure future Bond monies if future Bond monies are secured the district is is about a positive and Inspire has a win I believe your support in short-term cash needed will benefit both Chico Unified and Inspire in the long term and allowance buyer not to have to bend on the district for assistance in the long term Inspire has already invested over 750 thousand dollars in Architects and planning for this project we've raised an additional 250 so far even without a clear project in addition both inspired GQ ID that's fine I'm sorry next is Brian Boyer followed by Ken Hardy good evening and thank you for the opportunity to speak here tonight I'm speaking to you in my capacity as a member of the board of directors for the inspired School of Arts and Sciences prior to serving on the Inspire board I spent 30 years working at Chico High 20 years as a classroom teacher 10 as an assistant principal at the beginning of one of those school years at Chico high when I was an assistant principal I attended a cusd sponsored Workshop it was based on the Seven Habits of Highly Effective People now no it was not a life-changing event however one of those habits resonated with me begin with the end in mind tonight the end we need to keep in mind is that at some point Inspire needs to get off the chico High campus so working back from there I wonder three things I wonder about location I wonder about funding and I wonder about timing about location in order to meet the restrictions and timelines of grant funding and to qualify for a loan Inspire needs a site that is on the cusd property and available right now the Fremont Street location is available right now all planning and agency approvals are already in place what about funding our most recent estimates project an approximate 10 million gap between available funding and project needs two thoughts come to mind about this first the estimate we're working with was done during a spike in construction costs I wonder if costs have since gone down second I also wonder about remaining measure K funds after board prioritized projects have already been completed if cusd we're in a position to use those funds to close the gap and based on the passage of future Bond measures Inspire would be in a position to repay this Gap relief provided by cusd in this scenario Inspire is still responsible for the cost of the project it's just a cost spread out over time so then what about timing right now is as cheap as this project is ever going to get in 2011 the projected cost for inspires move to Chapman was nine million dollars this current move to the Fremont Street is estimated at 27 million dollars leaving Inspire on the chico High campus for any number of years will surely put the cost at an even higher and more challenging level so to wrap up I'd like to say thank you for the opportunity to speak tonight and also point out that after many years of hard work by both Chico Unified and inspired staffs we finally have a viable path forward the Fremont Street relocation represents a chievable and mutually beneficial end to inspires relocation thank you [Applause] hold on one second don't start yet next we have Ken Hardy followed by Maya Klein sorry I was in my head good evening I want to share some information about Inspire this may not know as associate principal of inspire I give tours to prospective students and families and always begin by acknowledging that that their student is fortunate to have choices on where to go to high school here in Chico PV Chico High Oak Ridge Butte Corps and Inspire are just some of those Choice choices I also tell them that I have over 23 years of High School teaching and coaching experiences experience six years in San Jose 17 with Gridley High School I also mentioned my experience as a wasp Committee Member where I conducted visits to roughly half a dozen other high schools I tell visitors if there's one word that sets Inspire apart from all the other schools that word would be different some of our teachers tell me that I should say Inspire is better but I wouldn't use that word my my kids attended Chico high they went on to graduate from a four-year colleges and are gainfully employed in their fields of study so I don't say that I wouldn't say Inspire is better what makes us different I tell them is first it's our facilities we don't have a gym we don't have a locker room a library theater tennis courts playing fields and until recently we didn't have opportunities for students to participate in sports we now offer cross-country running skiing and snowboarding and golf second it's our programs I take visitors through various rooms which as you know are almost all outdated portable or Modular Buildings including the art room where we have 10 pottery wheels and two Kilns we move on to our music room where students have access to a wide selection of electronic and acoustic guitars basses drums and pianos into our digital media arts room where we display our state and National skills USA champion banners I showed them our science labs our digital recording studio in our dance room where students can choose to take dance PE to satisfy their state PE requirements at some point in the tour I talk about our practicum where students Juniors and seniors usually can pursue a semester project in an area of interest that they have worked closely with our teachers to cultivate during the first few years at inspire I also tell visitors that we put up a drama and a musical each year last year we ran The Importance of Being Earnest and Mamma Mia which had over 100 participants 40 were on the stage while the rest worked behind the scenes students design and build the sets do the hair wigs make up costumes design and run the lighting manage the stage during the production manage the props and body microphones and manage the front of house and in my four years that inspired two of our shows and one student have been nominated for the Rita Moreno high school music awards this is a program that's open to all high schools north of Santa Barbara to the Oregon border I'd like you I'd like to invite you to visit the Inspire campus and so you can see firsthand what we offer Chico area students and at some point during the tour like many parents and Guardians who have toured the campus you might turn to me and say gosh I wish I had gone to this high school thank you for your time we have Maya Klein followed by Chris Boson thank you for the opportunity for speaking tonight my name is Maya Klein and I am a recently graduated student from Inspire High School I graduated with a double major in Humanities and technical theater and was involved in both subjects throughout all four years of my time there I'll be attending Cal Berkeley in the fall and I would like to impart on you the extent to which Inspire helped me achieve this goal each year I had teachers who endlessly supported my passions and presented me with opportunities to allow them to grow perhaps the most impressive element of inspire is that they are able to have this profound impact on students while teaching completely out of a campus of Portables I arrived at Inspire in 2019 besides its academic and creative offerings one of the factors in choosing Inspire was the promise to be on a new campus by what would be my senior year however as the years stretched on it became clear due to factors outlined here last month and tonight by our community speakers that being on a new campus by my senior year would be unrealistic all students have a right to resources which should nurture them into adulthood and Spark excitement for education Inspire students have been deprived of this right for too long and its teachers have been forced to pick up the slack it is Testament to inspire's extraordinary power that Despite All Odds its teachers are still able to support each individual student not only does the community succeed as academic students but we also succeed as individuals who love our passions we are active and valuable members within the Butte community and deserve to be treated as such the frustrating reality of such a limited limited and debilitated campus is that we have been forced to produce some of the most creative and impressive solutions to issues which we wouldn't need to think twice about at a new school the tetris of costume racks in our tiny theater department is notable and the steadfast fundraising efforts on the part of student groups such as our environmental Club to create on-campus action against issues such as plastic pollution is inspiring what could we do with the campus that we deserve although I never had the opportunity to be an Inspire student on a campus which was on par with the quality of its student body I sincerely hope that my younger peers will the board has the opportunity to present Inspire students with the resources to become great scientists engineers artists musicians and people and I implore you to act on this ability thank you [Applause] hello okay good evening my name is Chris fosen and I'm an inspired board member and also a parent of two kids at Inspire one of whom just graduated I'd like to talk briefly about inspires facilities needs and encourage you all to vote for option two which would allow Inspire to begin building a canyon Canyon View as shown in the recent facilities master plan presented to this board the entire inspired campus is classified as in the red this means the school has inadequate classroom environments and program space and that were vastly undersized relative to our school needs this has led to a situation in which even Basics accessibility Renovations among other badly needed fixes are currently impossible the majority of inspires classrooms and administrative spaces are housed in portable buildings that are over 30 years old some Portables have rats and are housed and and others have feral cats living underneath I've been told not to mention the birds that have made nests in the in the eaves and swoop down and dive bomb the students as they go from class to class the school has almost no common places one would see it in normal high school no theater no Library no cafeteria or kitchen no sports facilities or fields and perhaps most crucially no meeting space large enough for whole school gatherings yet despite these huge challenges but Inspire has a thriving community that provides excellent instruction to almost 400 young adults inspires an outstanding school that has won awards like the number one high school in Chico from U.S news and World Report and best public high school in Butte County from Niche it's been deemed to California exemplary Arts education program and has won accolades in the Arts from Regional State and National bodies and has also collected a number of Awards in The Sciences the most recent being of Vex robotics award our most recent graduation showed how tight-knit our families are and how caring and responsible program like inspires can flourished in the cracks and interest disease of its crumbling infrastructure option two seems like the best option by far for both Inspire in the district freeing up some funds is loans to inspire would enable the school to use already approved building grants to begin the construction and eventually free up space for Chico High please please vote to support inspires young adults its community and its continued growth by voting for a new spite new site for inspire thank you [Applause] um that's all the public comment that we had signed up for for this item before I call for um any sort of motion I would like to encourage any further questions for clarification from staff I have a question of you Julie Kissel we talked a few weeks ago about the possibility of the well the fact that we have more school facilities in the center of town than we actually have students to fill them our attention was specifically drawn to hook a rogue School and the idea was um presented that we basically put Inspire in the hooker Road campus in that um that motion failed on a uh two to three vote so is there any conceivable way that that could be resurrected as an option I mean if the board were to reverse its opinion about that and decide that Hooker Oak would be a more cost-effective sensible home for inspire how would that proceed I think I'll defer that to Kelly thank you it would need to come back from one of the board members who voted in opposition so for those that voted in favor of the um what got voted down you cannot bring it back forward but one of the other three board members could thank you very much Caitlin I have a question um and I don't know who to ask it of since the huh Whoever has the answer okay back in the years when I was on the Inspire board as the representative from Chico Unified there was discussion about raising the funds for a new campus I mean this isn't a new idea or need and several of the ideas that were thrown out were to go to um deep pocket philanthropists like Bill and Melinda Gates um Ellen DeGeneres um Oprah some uh like Google in Silicon Valley I wonder if any of those approaches were ever made come up to the microphone I'm currently the current chair of the foundation and that's kind of my role is to try to raise money um there there have been a couple things that have been recognized number one yes we're doing great things you can write Google a letter I don't have Sergey is my personal friend or anything um but the reality is we don't have a defined project we have to be able to ask people for something we're going to do that's been a problem with I mean we've raised just out of community members 250 000 so far but that is only because the community supports this cause but it's and it's not we we need a defined project we either know we're going to move to Hooker Oak we need to know we're going to move to Fremont Street because you have to tell people what they're giving you money for and once that's more defined by all means we can continue down that path we did hire a director at one point that that indicated he was going to lead us to Silicon Valley money and that did not pan out so well I'm a little confused because in my understanding you did have a you do have a project that's that's gone through full approval that has board approval to utilize the Canyon View Property like there has been nothing to to stop that process from happening so going out to unless I'm incorrect or misinformed uh going out to ask for funds from other entities there that should that shouldn't be an issue since you do have plans they have been approved you do have a site it's all been approved it should be ready to go that's a good point um the kickoff for the fundraising and I wasn't here then had started in March of 2020 so that might have a little impact on it as well so um we have no qualms about going out and asking for that money but we again we need to say okay we're we're built are we building this campus are we not building this campus and and basically what you're saying is you're building this campus if you can get the money and so the range was so far off that I mean if we could go out to Google and and the district did forward the money we could pay you back early I mean that's the there's there can be something included like that but it is very hard to get those huge corporations to open who are laying off tens of thousands of employees right now to to work in the philanthropy option thank you for clarifying on a somewhat similar note um that's all I want to acknowledge the lottery ticket nature of you know pinning any hopes on um an angel investor of some sort and secondly I do sincerely hope that uh inspiring I believe you will continue to work on the fundraising angle should we adopt option two Michael question though um is for Doug um I hate to put you on the spot because I know you're kind of squeezed between a couple different groups here which option do you like best so to be honest here you're in a paradox you're right where I am right um I'm reflecting on a couple things it'd be easy for me to I thought there was a question when Becky asked me to come up here but um first of all everyone's doing unbelievable educational things with students I don't think that's the issue it's just everybody needs support at their sites I would just if I was thinking about this issue I would really want to think about as many options as I could because oftentimes as a principle you have to think about the people that don't have organized groups to come and speak or can't speak for themselves and that would be the other charter schools that would also be the money going to other principals that aren't here that are waiting or watching at home to see that if it is in his is made as you've mentioned earlier what does that mean for my project um does that mean that I can't redo the bathrooms and for me it's kind of like robbing Peter to pay Paul at Chico high school because if you give the money to get them off my high school which I'm supposed to be happy about because it'll allow me to further the master plan it also takes some money away for me completing that master plan so that's why I think I'm being really honest where you're you're sitting in a paradoxical position right now and hopefully when you think about this you might come up with revisiting other options that you've that you would know about that I don't know about and not tying Chico high or Inspire into with each other but you keep as many options open as are available I know that's not an answer for you but I don't think I think this is a very complex issue and I think as a board you should be thinking like you always are about the immediate impact which is going to in fact Inspire the immediate impact which will affect Chico high but there is a five and a 10 and a 12 and potentially a 40-year impact and also a philosophical impact on is there an additional burden for public entities to be efficient with organizing their funds and shouldn't that also be placed on charter schools to work together to prioritize their funds so these are the questions I know that you're struggling with and I don't know if I helped you in this and I'm not going to pick one of those because I'm not a board member and also being on public display it puts me in an awkward position because I want to support educating all students in Chico we will work with Inspire whether they're on our cameras or not on our campus and I will be asking Kelly and you for funds over other principles whether or not you decide which option there is or not but I want to make sure that I don't take my time at the podium to impose uh my own personal will in a situation and I would just wish that you would think about all you know you do represent not only Charter Schools but all the other schools in Chico Unified as well I don't know if that clarifies it or makes it well I mean it puts us right back where we were but I do want to say I always appreciate your willingness to uh state things as they are in an unvarnished and truthful way and I really do wish about you thank you I have a question not of you since we asked Mr Williams I think it would also be helpful to get um Mrs Brown Becky Brown's perspective on if we were to or if it was a possibility or to resurrect the option of Hooker Oak would she prefer Hooker Oak versus um than the Canyon View Doug did you want to come back up and my brain is spinning trying to answer that in a diplomatic way and I don't know how to do that I don't feel comfortable in the least speaking to a topic where I know so my kids went to hook Rogue and so it's it's deep in our hearts they had an amazing experience there and I wouldn't want to say anything that would would you know put that community at risk Hooker Oak when it was we sort of got that surprise option in in the board meeting um it it it it was it would be a viable option for us I'll just say that it would be a viable option for us that was was taken off the table and we're sorted down to the Bare Bones here in terms of the decisions that the board can make I feel like that's kind of all I can say at this time if that makes sense thank you okay well it sounds like we have as much information as we can get for now um are there any actions that uh anybody on the board would like to take this evening on this topic yeah okay um people have stated repeatedly there's you know how tricky this situation is um and I think some of that is on um us as a board in the district both past and present it's frustrating that we're here I'll be honest um we have more needs than we have space or funds and that's never unusual for school district but it's frustrating to have it be this Stark that said um I would want to have uh Julie and Jaclyn if we pass measure two sit down and really hammer out some details to protect the district as uh fully financially as possible and to um outside of that first of all I'm going to move eventually when I get done speaking for option two that said one of the things we really need to do is start building a coalition of people who will really go out and help us sell a bond in a year 18 months from now so I sincerely hope that the uh creative talents and energy that we know existed inspire you know measure measure M the musical uh I'm here for it um I'm only half joking that would be amazing um that said there are a lot of moving pieces I would feel more comfortable if we are going to go with option two if we did it now so that we have all the time between now and August to really nail down something in terms of a financial use agreement that again protects us and make sure everyone knows exactly what their parts are given all that I would like to move that we adopt what is option two here and temporarily front the money needed to create more space I think more space for students is better I think we're going to develop Canyon View at some point and we might as well get it started now when it serves a really clear and immediate need can I ask a question of clarification um do you did you want to specify an up to dollar amount I believe I'm gonna have to go back and review the notes Here that there is a maybe Julie just has it off top of her head that was mentioned in the uh the Gap fund need in the presentation was it 10 point something 10.
accounts of July but yeah I don't think we really have to decline it yet it's good again in July so basically we continue this plan yeah okay go up again well you just don't know it better be right so do you want me to mark the mark the table yeah it's information okay thank you Mr President I move that the board going executive session pursued to the Kansas open meeting act to discuss non-elected Personnel for the topic of supplemental position and classified staff to protect the privacy of individuals to be discussed with Mr Larry present and returned an open session in this room at just meet in I think so [Music] let's go 8 15.
we're here this evening to focus on the Strategic plan we have a continued Focus for improvement in the school district tonight we're going to talk about focused areas for the 23-24 school year these are going to be recommended board initiatives that we can discuss at the end of this presentation we are going to continue focusing on our portrait of a graduate this evening we look at strategic anchor number one which is teaching and learning and Student Success we've defined some specific potential action steps that will help us achieve the initiative of providing exceptional opportunities for personalized instruction including differentiation acceleration innovation in leadership opportunities last year our district coaches worked with our director of PD and teachers across the district to revitalize our instructional maps and the areas of ela math science and social studies these are being uploaded to our website for use this school year this year we're Shifting the focus to the completion of instructional Maps K-12 and the areas of Fine Arts PE and non-departmental elective courses once these are completed they'll also be added to the website Higley is excited this year to recognize and celebrate student leadership we have student leadership opportunities on every campus and we know social media is an important component to brag and highlight outstanding achievements and Leadership we're adding a component to our board meetings called Higley Adventures this will give us the opportunity to display pictures and also have leadership teams come to governing board meetings to highlight all the great things we have going on this will be in addition to our points of Pride along the same lines we know it's important to strategically and systematically communicate opportunities for our kids such as honors courses dual enrollment and advanced placement Pathways for kids in grade 7 through 12.
up to 10. okay in that case yeah let's say option two uh up to 10 million dollars remember Lando uh do you specifically have a what funds you want to designate to meet that eight to ten million dollar Gap in order to start the project at Canyon View so as I am again looking at uh option two that was presented to us can we put that back up on the screen please that slide thank you um thank you it I suppose it doesn't mention that I apologize um as we discussed I think that money would come out of our remaining measure K funds from the Chica unified side so yeah if you want to specify that within the motion we can certainly do that okay so um the motion is to adopt option two for a maximum of 10 million for a maximum of 10 million from ticket unifieds existing measure K Reserve but it's not within the um the allocation already headed to the charter schools and to be and to be reimbursed essentially you have to be reimbursed over uh the next two I don't want to have the next two bonds um we've maybe set a time limit instead because again it's always the option that the possibility was next two bonds one of them doesn't go through um and I also don't know if this is all too into the weeds to do before we have a second yeah procedurally to you I'm in a second thanks yeah well I seconded it so now we can just ask questions and discuss sorry um memoranda you said something about um the allocations for charter schools so you are intending that that proposal to have inspired use their allocation from the approved Bond um well one yes the money they have left for sure my point in saying that was to make sure that we are not spending the money that would go otherwise go to the other charter schools not the 15 that is allocated to the Charter School okay that let me walk through that again so I'm certain because the the current allocation to the Charter Schools is is off the table that's not what you're yes intending so what you're intending is with the passage of a bond inspires allocation following the last pattern would be 14.9 percent um and that that would be what they would make their first balloon payment with basically yes yes oh no did I miss did I misunderstand what she was saying all right Kelly what do you got well that wasn't what I heard I thought I heard you say then we need to figure out how that looks to ensure that the district is reimbursed yes um and I unless someone has a secret you know paperwork already written up I was going to say could we could if we as a board were to approve option two tonight that gives clear indication that this Project's moving forward sooner than later and everybody can start figuring out how we're we're putting it all in the pot so yes but I do think everybody needs to be real clear so for example let's say a bond doesn't pass is inspired still required to pay that money back and if so how do they do that I mean that's you know anytime any of us get a loan we have to think that through right how are we going to repay that my hang up is that I don't I don't know if if I have enough understanding of all of the nuances agree um to be able to put that all in Emotion right now did you have one adjectives and I just had a quick comment on that and we would need more Direction on what is payback is a dollar for dollar is there an inflationary Factor because five or ten million dollars today is not five or ten million dollars in 2030 and to Kelly's point if a bond doesn't pass is Chico Unified just waiting for a next Bond when and if it gets approved or is there some sort of time yeah interim payback period and what is the payback dollar-wise I have a motion a second motion a second I have I have this Subs well it's a second motion it yeah it's the second motion and my motion is to table action on Mr Lando's motion tonight until the August third is it August 3rd our next meeting it's a workshop meeting oh it says third week August 20th 23rd and that we um that the expectation is that all of the uh information that we have asked of Staff will be brought to us at that time so we know for sure what we're doing when we do it I'll second that so what I what I want to know is if we can do a little bit of both is there a way we can word um word tonight's motion to indicate clearly that this board is approving moving forward with option the idea of option two so that that August deadline isn't weighing on everybody and then bring back the numbers more specifically for approval in August I wouldn't be in favor of that I'm sorry I mean I I think what I'm trying to say is um like never mind let me think it through and tell you what I'm thinking if I if I could try men on that I think it's clear what Our intention is in the discussion we've had the motion that was made the second that was made and discussion I am hesitant to do anything beyond that until we we actually have a majority commitment to do it and I don't think we can make the majority commitment in a vote to do it until we have the numbers so I I'm not bothered by not voting on it tonight do we have any comments from staff too or any input that staff would like to give or not you could say no well I do think it would be good for everyone to be very clear what we're voting on and I don't see us coming back with here's the answer it would need to be options is it we're going to just give 10 million in the story is it going to be 10 million with a requirement that it be repaid regardless is it 10 million with a time frame is it 10 million with a percentage interest for lack of a better word on it so I think those would have to be options that we would need to calculate out and bring back so the board does know exactly what you're voting on so it's like man no um I think we're on the same page well many of us are saying kind of different things um so I would like there to be some kind of motion on the table says in spirit we are all or we are as a board um looking for a way to go forward with option two but we need to have time because I don't think we're going to hammer out I mean a contract right here in public that doesn't make a lot of sense to try and do that in the next two hours so we just need to find a way to word emotion that says yes mostly isn't that called a consensus well right now we would have to um either have you pull your table your motion to table or vote on it is is consent voting on a consensus an appropriate motion well it'll be the first time for me it would be a sort of person you would just make your statement and as a motion and then if there's indeed consensus then then people would agree with yeah we would just vote on it well I think I have to take the the motion to table off the table with the permission of the person that seconded it the permission to take it off the table okay that that sounds like a um a good way to take care of business does anyone want to do that consensus motion I think that was the intent of my original so let me see if I can word it in a way that that makes more people happy again I move that we as a board agree that there is agree to allocate the 10 million to this project given that at our next meeting we are provided with conditions conditions and options that are to which we are amenable is that you need more specificity if you take the word agree out of there about the 10 million I'm all for it we disagree about 10 million no we just don't agree on how and when because of all the information we're waiting for yes up to 10 million right okay pending I'm not clear what you're getting here I apologize semantics yes yeah yeah but what would you so what would you like it to say um happy to hear a different wording uh I move that the board affirm through a vote of consensus it doesn't have to be consensus sorry for interpreting you to move forward with allocating the 10 million dollars pending receipt of um the financial and if the financial implication information we have requested for the August 20th meeting 23rd August 23rd meeting death you feel like that's clear I think I understand the intent and it does seem to me that the intent is to bring back options to fund the 10 million and so I mean maybe that's what we say maybe it is simple as direct staff to return at the August 23rd board meeting with options for funding the 10 million okay what superintendent Staley just stated is my intent as well adopting that language are we all happy-ish with that motion I think I'm going to withdraw my motion because um uh you have a motion no oh no but I I mean sorry I withdraw my second yeah because um I have she already took that off the table anyway oh really okay yeah the current motion is my original motion we're changing the words I believe Caitlyn's seconded that one and I'll second motion all right I think we're just going to move forward with a vote at this point Mr Landau let's do a Voice vote actually we have a comments right sorry further discussion sorry it feels like we've been doing lots of discussion I kind of got lost track of that thank you for thank you for that sure Mr tennis I have some some explanation here great please speak just to my no vote on this item um I have believed that Inspire is a special place I've had the pleasure of touring it with uh my friend Ken and um I think that it is totally unique I think it Inspire occupies a singular place in in the the fabric of Chico's you know academic scene especially as it applies to high school I would proudly and happily send one of my four kids to inspire if it seemed like it would be a good fit for them and since I only have one child who's as yet of high school age we haven't run the gamut yet and so it remains to be seen if one of them does indeed go to inspire but um I also have had the experience of touring all but two of Chico unified's grade schools and I've seen all the Leaky roofs and all the dingy run down bathrooms staff bathrooms student bathrooms and I have seen all those inadequate facilities as aforementioned I've seen doors falling off the hinges at Rosedale school which is a dual immersion school as most of you probably know Spanish language immersion I've seen Chapman School which is in the poorest neighborhood of Chico which has numerous portable storage facilities for a lot of their equipment is in storage facilities there are bats I have seen evidence of bats living in in attic spaces I have seen um roof tiles fallen through and students in endangered conceivably although I think that our staff does a good job protecting kids to the best of their ability um and I've spoken to a lot of parents especially moms who have as it happens spend a lot of volunteer time at these locations and have been happy to see me there and so that they themselves personally mom volunteers could take me around these Great Schools where their kids are studying to show me all the problems that there are at their schools and I personally am unable to prioritize you know the immediate needs of inspire for a campus of Their Own in front of all those kids and in front of all those moms just because they're not here crowding this room right now doesn't mean that they're not there you know it's just not their night to be here and so I I can't I can't be persuaded to prioritize the needs of inspire High School one charter school in the event that we do fail in our efforts to get these two Bond measures that it would take to pay back Chico Unified and restore that ability to fund those other needs that are out there so I I think that the courageous thing to do would be to um take one of our existing facilities where we that we own and that we maintain here in Chico Unified that we don't actually need to meet our our students needs and gift Inspire one of those facilities um and if we were being fiscally responsible we would not commit this 27 million dollars to build new at a time when it's probably it's the worst time to build in in in memory so what we should do is take one of the facilities that are in the center of town that we don't need because we don't have students there gifted to inspire giving them a place to spend that eight million dollars that is hanging in the balance and everything else they would bring restoration and Life to a dilapidated facility that's on our books taking it off of our books and would just solve so many problems but um but what it really goes back to for me is the needs of those families and those kids and and all the volunteer parents so we have about 400 students at Hooker Oak is that right 350.

supporting a collaborative culture and research-based practices in terms of action steps this year we will be working to ensure that plcs will utilize Benchmark and formative data to guide instruction in District PD our assessment and PD departments will create and present a series of joint professional development sessions for site leaders as to how to best support the use of data to inform instruction and guide the PLC process our school admin teams will participate in ongoing professional development in which strategies support and guidance will be provided to help them Foster an effective data culture within their respective school campuses next we would like to address strategic anchor 2 highly effective Personnel to do this we will focus on 2.2 a process of developing a more comprehensive professional growth plan for all employees action steps for this include providing targeted training and professional development development for administrators to ensure inter-raterree reliability with the Danielson evaluation instrument we are currently developing systems to increase the Effectiveness and efficiency of artifacts used for domains 1 and domains four of the Danielson evaluation instrument we are excited to begin the process of developing a professional development training plan for all of our classified employees we have obtained feedback from school administration previously on the Danielson implementation to support continuous Improvement and this year we will be adding teacher feedback finally we were going to reintroduce the Higley Leadership Academy to provide leadership opportunities for new and aspiring leaders this program has contributed to 18 current coordinators and above in Higley being previous members of the Higley Leadership Academy in addition to indicator 2.2 we will also be focusing on indicator 2.3 as a district we want to ensure that our employees feel value valued and supported through meaningful interactions and feedback husd plans to research and propose a staff survey instrument to measure climate and culture on our husd campuses to help us identify areas of strength as well as opportunities for growth in addition we will continue to implement the Danielson evaluation instrument with an emphasis on providing focused feedback to teachers and other certified staff our benefits department will also continue to investigate ways to pass on potential benefit savings to employees whenever possible while our human resource department continually reviews employee compensation to ensure we can attract and retain talented staff our next area of focus is under strategic anchor 3 communication and community relations we are focusing on indicator 3.2 enhancing marketing content for Higley unified to effectively promote the district and attract prospective students employees and business and Community Partners to achieve this we have identified several areas where we plan to make significant progress this year firstly we will be revamping all the school's marketing enrollment videos our aim is to create videos that are not only engaging but also informative in a visually appealing secondly we recognize the importance of effective communication to that end we will be creating promotional materials for each School these materials will effectively communicate the value and strengths of each campus focusing on areas that make them Stand Out by showcasing these aspects we hope to generate interest and enthusiasm among potential students parents and employees we are also excited to relaunch our annual District magazine this publication will be digital and sent to All Families within our district at the end of each school year through captivating articles and imagery the magazine will provide a glimpse into the extraordinary happenings within our schools it will celebrate a few of our accomplishments and share inspiring stories that exemplify the spirit of our vibrant educational Community furthermore we are committed to aligning our branding efforts district-wide to create a consistent and recognizable brand identity in addition to these areas of focus I would also like to note that our public relations team will continue to work on the initiatives set forth in the district's marketing plan which sets the foundation of all our marketing efforts moving forward including measuring our return on investment with current and future advertisements increasing our brand awareness and expanding our Partnerships within our community moving on to strategic anchor 4 finance and operations the focus on 4.3 is to ensure district schools are safe secure well maintained and have the appropriate resources to ensure Student Success by refining and updating building and grounds preventative maintenance schedules continually conducting regular safety inspections of buildings and grounds to identify and address potential hazards Implement visitor management system utilize the standard response protocol for Emergency Management including updates to security cameras and a refresh of our two-way radio communications president Schultz if there are any questions or discussion points we're here to do our best to answer presidential Mysteries I just want to kind of briefly touch on the Strategic anchor three I like what we're doing in there but I still feel that we're absent on reaching people who live in our district but don't have kids in our district that I mean it's great we're relaunching um the annual District magazine but that was said it was going to be electronic and go to all of our families it's not really the initiative is to attract prospective students employees in business and Community Partners for sending it to our families we already have those students so um I like what's here but I would like to see a little more focused how we're going to reach those in our district that live in our boundaries but aren't attending our schools absolutely we'll work on adding that um because it is very important we know there's a lot of competition around us and uh sometimes we just got to get the word out there faster thank you Mrs Reese um I know that I've been vocal about our marketing as well and asking lots of questions and I just think this is a huge focus and hopefully that we're moving from here to here and reaching people so that we are I know that enrollment is down across the state um and then we don't have the young kids but we have great programs and we have amazing teachers and highlighting those and showing those um to prospective students would be amazing president Schultz Mr Richards I was curious about the leadership assemblies like what those would look like sorry I can't hear you oh I'm so sorry the leadership assemblies what would those look like what would the leadership assemblies look like well they're currently there are a lot of leadership assemblies that go on across the district and it depends on the campus okay so you go to Chaparral you're going to see leader in me or the kids are being highlighted over and over um you go to Gateway you're going to see some leadership highlighted if you've gone to Williams Field pep rally my goodness I see leadership all over the place and those in terms of having kids come here we want to highlight things that the Greater Community may not be seen so I'm not sure I'm answering your question yeah I was just going off the bullet point increased site and District recognition such as leadership assemblies and student leadership team reports yes so I just I I was reading it as the leadership assemblies was stand separate from other assemblies like it was something unique well what we want to do is bring kids in here more often so they can give us snapshots of what's going on okay you know we'll have pictures but kids can communicate a lot in a very short amount of time and sometimes I miss out on things if I don't I don't get out there you know what I'm saying so I think maybe assemblies is the word that's confusing okay yeah okay thank you and are we going to invite um expand this to sports and even evit students and to show the leadership in those programs we've already got a couple of things for July 19th to highlight that involves Sports Athletics um leadership within working with Gilbert PD with ROTC so yeah it's it's broad scope yes president Schultz um I have said before that I absolutely want our district to be desired by everybody in the community and even people outside of our community um we have to be able to treat the district as a business right if we provide a product that people want that will make them bring their kids here which is why I I encourage us to ensure that our main focus is on academics um that's why parents bring their kids to school is so that they can learn academics so I and I know that our enrollments down k-6 we shut down a few classrooms um and also on our online k-6 has been shut down um and I mean that's that's not something that we could you know we could help it's it's just part of what's Happening like you said across the country um but again I I want to ensure that we were honest with the community we're providing something that the community wants um and I know it's been mentioned that um you know people don't like emails but I rather over communicate than under communicate and and make sure that families are getting information no matter what the communication is though that we're notifying them and ensuring that um people are seeing the message that we we have to um send out so um I also asked last time if we could possibly Market on PBS um and I don't know if you guys had looked into that um board member Van Hook Teresa Joseph's not here this evening the one that I need to follow up with on that and we can get that information to you for sure thank you presidentials Street sorry one more question um on the focus on 2.3 for the researching and proposal staff survey instrument to measure the culture and climate do we have a time frame that we're looking at we want to um I'm sorry board member Reese we wanted to use this school year to jump into that and do it correctly because there are a lot of instruments that are not research based or wouldn't meet our needs and I know Miss Johnson and her team along with Ed's services are very interested in this we used to use a survey I don't want to know maybe eight nine years ago and as a principal I found it very helpful in terms of what I could do to to help my school my community and specifically my kids so we've looked at a few things but we don't want to just flip around and throw something out there and go oh we should have looked a little longer so so I guess for my question as a board should we expect a an instrument that you guys have researched and found that you have the time to do the research find the instrument and have some feedback by the end of the school year or is it that we're taking the school year to kind of figure out an instrument should we expect that these surveys be completed by the end of the school year so we can have some feedback so we can start making adjustments so what I would love is to come back as a team and update you on where we are with this I believe if we could find something it would be possible to use it in the spring but I also think it's important for hea to be involved in this process too we've got to have voices involved in this I we were going to start with the staff survey and then potentially expand it out so but I promise we'll keep you updated thank you oops I just want to clarify one thing I said um across the state that enrollment was down not across the country I just met overall in Arizona so with with kids thank you for the question about that Miss Reese um if I could put in any input being a staff member that's taking some of the surveys in this District if you could stay away from the somewhat likely kind of likely maybe likely because we would use that we would we would slow down when we would look at the data as teachers to see how we performed or what we thought it's it's very subjective very if we could find a better system of what staff and other people okay but I also want to go back to my statement I left out a group um I would when you bring back your leadership I would love to we get a lot of band but let's band Sports I would love to see clubs in here yeah um because we're grabbing they're sold these small groups of students that just don't make it to other recognitions or really even get seen I had kids hiding in my room they were there before school they were there at lunch and they were there after school and I don't think they like they ran across their their classes and came back to my room it was a solid group and probably nobody knew they existed yeah but you know but they were great kids and they had leadership moments and if we could grab those as well not just the robotics not just the the common ones all right let's see these kids and let's let them know that they they have been seen as having these leaderships with my husband as we talk about work all the time he's constantly um upset with the fact that nobody wants to be a leader it seems like nobody wants to step up and I wonder just how many people have missed being told that they have those qualities what you did was a leadership quality what you did was above and beyond expectations I'd just love to see some a lot so the vice president Anderson I think he'll be pleased um at the rally we're going to show the portrait of The Graduate challenge or each of the schools put forth a representation of the portrait of The Graduate and they didn't just go grab student council kids or kids that are always up front which I think is very important because everybody everybody can be a leader they just not be the leader on the sports team or in the band room or whatever so I so respect that and our team does too thank you Mrs Anderson I agree with that presidential Hispanic for Focus 2.2 professional development I would like to meet with Mr Walker um just to be able to see what that professional development looks like but I'm curious to know if staff has the option to app opt out of anything that might go against their religious beliefs or whatever is that option available for staff so board member Van Hook I believe we honor that with students so we can honor that with staff I I'm I'm going to be honest with you I'm not aware of the situation like that and I'm not going to say it's never happened but um the purpose of staff development is to help people grow and learn and when you talk about academics a lot of our professional development is centered on our standards our instructional Maps our data continuous Improvement so to answer your questions yes if somebody has a huge I don't know uh I don't know what would I mean I've seen what's in other districts um and I you know I'm looking forward to being able to see what ours looks like but based on what I've seen in other districts um which is why I ask so um I believe we shared like professional development schedules with you I did and um I think that it's important to understand like we start out with our administrators and for example at admin retreat we're going to work on building a data culture sped expectations threat assessments PR marketing like we're talking about standard response protocol and I can go on that we need to start with our admin and then it goes out to our teachers that I think it's so important that we're in tune with our kids and our Educators and what do we need to do okay data will speak a lot whether it's state assessment data that more importantly common formative data so I a lot of these things get scheduled and we focus on areas like for Danielson we're going to work on inner rater reliability so if you and Christina and I go in a classroom we can observe and be consistent about what are we looking for what kind of feedback would we give and also get feedback from the teachers so we're learning and we're growing together but it does it starts with us and our admin team and then our amazing teachers so I I guess I wanted to frame that a little bit because sometimes you get in the middle of something and you go our need is this we thought it was this but it's over here now so it modifies and it adjusts however we do have goals and we do have a vision in terms of Engagement for example student engagement's always a huge thing what are the best instructional practices that we can share with each other to keep our kids engaged so and we would love to meet with you and anybody else thank you one more question Focus three two um not sorry not three two um two three employees feel valued and supported do we have a process to where staff can submit a survey or um something in a confidential way to where they can express something without the fear of retaliation so board member Van Hook when the District there's like a cop page and I believe it's still there where you can submit concerns but then also on campuses a lot of campuses have systems where feedback can be submitted in a confidential manner you know because sometimes I want my administrator to know something that I'm more comfortable doing it anonymously so and the great thing about our administrators is I believe they receive feedback and then work to improve or address it and and so there's a paper form and an electronic form um so the district thing is electronic and I would have to find out what each school does or what system they have one of the things that happens is we have ATA reps in each campus and they play a vital role sometimes in reaching out to administrators to say hey your teachers are really happy about this or your teachers are not happy about this I mean that was one of the beauties of being a principal is getting feedback right so thank you so much you're welcome Mrs Richard did we not have a phone number before I'm sorry wasn't there a phone number before or no where you can call and yes concerns yes Mr Walker's gonna answer that my remembering incorrectly I thought that there was a say oh it's the safe hotline that I'm safe hotline is okay you know I think this question uh is more geared toward Human Resources type of inquiries the safe hotline is really designated for in in its uh origination is for student reporting um with that being said anybody can utilize it and occasionally they do it's not really utilized as a whole as often as you would think but that does have the ability to submit anonymously a form as well as there's a number that you can call into and leave a voicemail it would disclose the phone number that you call from so it's not completely Anonymous and then you can also email to the safe hotline and again it would display the email address but the form you submit can be completely Anonymous and that there's no way to track that so that does exist but it's it's more Geared for for campus reporting for bullying or safety and issues like that but it is it's posted throughout the district even to transportation and and places where there's not students so it is it's welcome for all to be able to utilize that if need be perfect yeah that's what I was thinking of thank you and that's a number directly for Higley it is a Higley number correct internal okay thank you sure is this regarding or this related to policy jii um we have the student concerns complaints and Grievances and then it has policy stating about students may present a complaint and the guidelines are followed such that and there's language I mean would that fall under because it says that to be displayed in school buildings and in student handbooks so the grievance policy should because it covers right but we also have staff grievances also so g b k Dash r as well falls under that but either way we still have policy um that that should cover that and maybe we need to revisit our policy on on the processes that are in there because it is a very lengthy um policy for this but at least there's something in there maybe we should look at it and and maybe narrow it down to direct communication and and what's actually considered covered by this policy president Schultz I just want to clarify too with Mrs Van Hook's um information on or questions on professional development the nice part about some of the stuff that we do is that it our professional development is created by us so we don't use a certain company there may be a certain topic that we might do a little seminar through a company or something on but a lot of our professional development is done in-house like Miss Richard said I because we can we can move and and change and when when we thought it was over here all of a sudden we have this issue so that's the nice part with our professional development is that a lot of it's created in-house so any other questions perfect thank you very much moving on to 8.2 amendments to policy gcca professional support professional and support staff General Lee presidential board I have the pleasure of presenting this uh policy Amendment um if you uh look at this policy I'll back up a little bit so I I do sit on represent the district on behalf of the meeting confer team and so this policy has been a a type of conversation throughout the the school year and so um the changes that are recommended here are culmination of conversations that have taken place and meet and confer as well as conversations that you've heard throughout this fiscal year in terms of how can we encourage staff to um not user time how can we encourage staff to provide additional benefits in different ways where we can't do it monetarily and we feel like this recommended recommendations in terms of changes covers kind of both of those topics and only time will tell if the board chooses to adopt this policy and how this will play out but we would certainly monitor that um going forward into next year so talking through some of the red line changes if you can scroll down a little bit right here so um some of the things in here we cleaned up a little bit of the language that referenced the blackout calendar and that was provided to the board in the questions if you scroll down a little more clarifying some of the hours so there was inconsistency between classified and certified hours so 150 days is actually 1200 hours and so we felt it was fair to provide the same amount of hours to both employee groups in terms of accumulated the the maximum accumulation of General leave so that's clarified there if we scroll down a little more the biggest changes are moving the current payout schedule to a regulation and if the person running the computer can please pull up the regulation um that is where the majority of the changes take place should be another attachment yeah so the regulation by moving this to regulation we feel um after a fiscal year we can have some concrete data in terms of how this is playing out and we can make changes um on the Fly um to either push this one way or the other and also um move the needle in terms of what other districts are doing but the biggest changes are moving this generally payout down from current policy states eight years down to five and increasing the percentages weighted heavier on the more leave you have accumulated again trying to emphasize to to staff that there is an incentive for you know using general leave on an as needed basis and if you do accumulate excess leave at the time in which you do uh resign or or transfer from the district there is an incentive to having that accumulated leave and so um you know Miss Johnson uh we talked about ESI numbers and how we've seen an increase in in basically teachers using leave um and granted there is that they do have that uh that right but we're hoping some of this um maybe incentivize teachers to think twice about using leave um but also again those teachers who do uh come to school every day in our present are rewarded with a higher incentivized to leave payout and so that is what is being recommended um I guess I'll be happy to answer any questions um whenever you you took out the substitute pay as being the amount that they pay for it and changed it to the paid at oh no never mind I'm looking at administration pay so that voids that question um my next one is what usually what percent of certified staff would you guess or do you think actually hit the 150 for the hours what percentage Yeah is it a high I mean could you say like it's a pretty significant amount or not very many that have accumulated the maximum 1200 out um I'm being certified right now it's it's do you have an idea I do not have that information I need to provide that to you okay it is not the majority I didn't know and then the follow up with um and maybe something get back to us as well as what percentage of staff are approximately um actually been eligible for the past eight years when we had it set at eight years we're actually eligible for that payout was it I imagine it wasn't that many as well yeah okay I can look at that but I can tell you um the average um uh teacher I did a little bit of information on that um average teacher um longevity and like how long they stay within the district um was averaging about uh seven years out of substantially gone down over the course of the last couple years and so um again trying to provide an incentive for those new teachers um you know maybe they see five years is a little closer Target than eight um and trying to maintain uh it's a stable classroom by having a teacher come back and return so a lot of those were conversations and you can confer okay and since the blackout calendar is on here we were on the policy and we were given the blackout calendar um I'm assuming the the black boxes are the blackout days so we have whole months that is correct okay why those dates were negotiated with hea through meet and confer as either testing times or peak times where teachers are needed in the classroom so those are the dates that are blacked out no we've got November November part I mean we miss a week or two and then July but I noticed that the blackout days around the the breaks have been removed like you couldn't don't do three days two or three days before a break that used to be the common language those are blackout days you can't take those days off and have an extra break extra long break I'm just saying the black boxes aren't there so I assume there's no blackout days that is correct okay that was all I think thank you president Schultz Mr manhook can teachers use sick time for they only have to use sick time just for sick time or can they use sick time for anything else so General leave can be used for things that need to be taken care of during the business day that cannot be taken care of after it is for sick time and that's again we go back to prop 206 where everyone is allotted sick time per year those days can be used for personal reasons as well I I spoke to several teachers to get their opinion on blackout days and the consensus was that they don't like blackout days um I feel like if a teacher is abusing the time off that they should be handled on an individual basis um versus telling them that they can't I mean what if they're sick like you know what do they do at that at that point they have to be off we don't want teachers coming in sick if they don't feel good that is exactly blackout days are the suggested days that they not be away from the classroom obviously if somebody is ill they are allowed to use the general leave for sick time absolutely I just feel like if if they're given the time that they should be able to use it if they need to use it um and as far as responsibility for finding coverage is it up to the teacher to find coverage if they're out so the way that it works is that they put in the sub request through ESI and currently our fill rates are 90 plus percent so they will be granted a sub through that process obviously the sooner they know that they're going to be out the more likely that would be filled so you they're they are responsible for putting the request in yes okay thank you board member or sorry president Schultz um so Mr Moore and Miss Johnson I'm gonna do the best I can to remove the fact that I mean I know what it feels like to be a teacher um and in general taking days off is often more miserable than it's worth um because the amount of prep work that I have to do is gargantuan and then yes I have to make up for the fact that I wasn't here and what I wrote down so clearly was not um followed through with uh I guess what I'm struggling with and I'm trying to grasp it from an administrative perspective is a we're human I I struggle with the idea that you can't use the days when you need them if we're at over 90 fill rate what is the point of blocking out April or November or some of these other days sometimes I struggle with um because yeah I know April's a hard month I get it for teachers and everything else I recognize and understand the importance of doing that for State Testing right because you need a certified teacher in order to legally perform these tests those kinds of things that makes sense to me it does um but when we cap how many hours we're going to give you we make it just by nature of the job really hard to take time off in the first place and then we're telling you but you also can't decide like an adult when those things work best for your schedule I struggle with so what I'm asking is whatness like what necessity necessitates making entire months and I get that those are high volumes I get and respect and am happy that hea was part of this conversation I I do I just I'm trying to understand how we tell prospective teachers or teachers we hope to keep here how we value you and why you matter if a we're already losing some of those funds that we don't get to do which already makes what we promised you a little bit harder now we're trying to do the best we can for salary all these things benefits which is still hard because we have a smaller smaller group I'm just I'm trying to understand where is the benefit financially or what is the driving force behind entire months of time can I ask Miss Jim Blaine the president ha to maybe come up and speak on on behalf of the teachers I mean I got yeah and while she's doing that Mrs Wade so I've worked in several Industries and there's blackout dates surrounding that whether TV then it's a ratings period you can't take a whole month of November off you can't take the whole month there's a ton of blackout dates and in news um in a variety and in here it says sickness bereavement special circumstances prior approval is all fine it's just during the testing periods the end of the year and the school beginning of the school year which as a parent I would also want my kids teacher in school during that time so coming from a administrator or a business aspect and a parent then unless it's sickness or one of those special circumstances then I think we need to have blackouts so that we can ensure that kids are teachers are there for the end of school and beginning of school and important times testing presidentials governing board members um blackout calendar is not new it's been around for a long time if you go back and look historically it used to look a lot more restrictive a couple years ago we tried to be very open with it to not have a lot of blackout days what you see now is kind of the compromise between what it was five six years ago and what it was when it was just kind of open um we've talked about that responsibility being on the site to address those issues we've also been very clear in the message that we send to employees that if it's a blackout day and you're sick right if something's come up you need to have that time off it's the site decision and I think 99 of the time your site administrator is going to work with you and it doesn't become an issue so I don't know if that helps no I mean I appreciate it and board member or sorry presidentials I keep doing that sorry for demoting you um I I appreciate that I guess where I'm struggling is if we tell teachers who we hope to stay and we recognize that things change and stuff happens right and then we see an increased desire to take certain days off right by blacking out entire months sometimes we make then this problem happen in March where we saw how many coverages and those types of things that we had to do so I guess my question is just to to offset and I recognize illness and those types of things um I do and I think at the start of the year the start of the quarter end of quarter finals all of that I get it it makes sense to me I guess where I'm struggling is we tell you these are your hours you've earned them up to a certain point and then we won't pay you or we'll only pay you a percentage of that but then also you can't take certain days in general and I guess my question would be and it would be beneficial as we progress because I don't have a solution at the present moment and I recognize that compromise means both sides are unhappy which means we've at least landed where we should I just think it's beneficial as we move forward for this year than what happens come March when we have all these other days and all we're doing is just shifting this problem to something else potentially and I think it would be proactive of us to keep that in mind as we progress when we reevaluate what it is that we're doing to at least Express to our staff or prospective staff or staff we hope to retain that you matter you being a human person who is a functioning adult also gets to matter you know beyond the 150 hours that we'll give you at a percentage so thank you governing board member Wade that was part of the conversation that we had in meet and confer was how do we not have this shift to March um and so that was why we evaluated what the payout plan was and how we could improve it in hopes of March not becoming a problem but I understand your point on that it was discussed potentials Mysteries um and these are just questions so it's like no disrespect here I've just gotta ask so Mr Moore you were talking about um the purpose of Shifting the time from eight years to five years um I'm trying to process in my mind how that's encouraging people to stay past five years you already said our our length of tenure in our district is going down and if we're lowering that time frame how is that encouraging anyone to stay past five presidentialist member Reese I think it's a trade-off right you're if you get five years with limited absences yeah like well we'll take that one versus five years and they're never here you know I I think there's there's a lot that we talked about that went into this and like there was no perfect solution uh like like the stream Blaine mentioned but um that was one that we I think came to conversation was like okay if they're gonna be here five years we'll take five years and all five years in the classroom 100 intense you know that was some of the areas where we talked about being compromised I mean uh it's not perfect but and I hear what you're saying but then we're still paying them for those for that time when they leave after five years instead of having them for six or seven years I I'm just trying to understand and I get where you were talking about you know the compromise I'm just if we're and I'm not saying holding things hostage makes people stay longer that's not my purpose I I'm just saying if we're noticing that people are leaving year six and year seven and so they're not being paid out but they're taking their time yes we're paying for a sub but if we're paying them out their time that's still costing the district money too I mean either way and then to me this says hey you're good to leave after year five and so to me I just view changing the amount of time and again I I'm not saying holding it hostage is like hey you have to be here at least eight years um but I do know also that sometimes in within research that if you're somewhere at least eight years the likelihood of you leaving after that is less than five years you're you're more likely to go somewhere after if you've only been there five years then if you've made it eight you're probably gonna stay a little longer your your dedication your loyalty things like that you're you're there um and again I'm just asking these questions because I'm trying to process in My Mind by all we're doing is lowering our bar to five years and saying it's okay that you can go after five years and we'll pay you and I get that that's important um but either way whether they're here with no absences for the five years or they stay five years and then leave either way it's costing us the same amount of money and we have an issue with teachers and people leaving after five years versus six or seven um if that's what you've noticed the trend so I'd rather address why are people leaving than trying to reduce when they would get their payout I I think that to me that's more of an important topic of why are people leaving that we're seeing it leaving earlier um and so by reducing it to five is we're just saying that's okay so um and retention is important because I think I don't know how long ago when we when we implemented the retention stipends and bonuses because at one point in time we kind of considered ourselves like a training District we had fresh teachers coming out of college we would have them for three or four years they would get their time they would get their training you know and then they could Market themselves somewhere else because now they had years of experience and so we were noticing that three to five year time frame is where we were losing a lot of our teachers because then they could go market themselves as experience at that point so um I I hear what you're saying but in my mind that explanation is to me is just saying it's okay because we're noticing they're leaving at year six so now we want to pay them out and I'm again I'm not trying to say that's about I'm just saying we need to look at why they're leaving um and if that's the right thing to do my other question things that kind of have gone through my mind I have multiple thoughts on the blackout calendar I hear you Mrs Wade and I know it's frustrating um and thank you for compromising you guys said it was more open and and you guys even noticed like hey this isn't working out so well we need to kind of rein it in I also hear from teachers too they have relationships with their site admins most of the time if they have a request of time off and it's during a blackout time it is going to fall under that special circumstance essentially what I have heard from teachers is that almost no one gets denied even during a blackout time and so my question actually I think it was last year we had a huge issue at one of our schools that we had a lot of teachers out again kind of like what you guys noticed in March like we had one school who there was a lot of people out and lo and behold they were they were blackout days and come to find out administration had approved a lot of these days of special circumstances so my question a year ago to Dr Foley was well then what's the point of calling it a blackout day so I get when they're sick and things like that um so I kind of go back and forth on that blackout calendar if we're making all these exceptions then is there a purpose to it um I hope and meet and confer you guys continue to talk about that um and you're also assuming everyone thinks the way you do and going okay I'm an adult I know it's testing I know my job requires me to be there I'm going to be there unless I'm dying or someone else's not everybody also thinks that same way so sometimes we need to have that little visual of yeah it's important here in your classroom because it's testing and people are like oh I guess I need to be there um and a reminder of try and schedule our appointments at other times you know I get it it's hard the the one other thing I wanted to address and um for the for the support staff where we talk about changing it to the 1200 from 800 I'm not sure and maybe Miss Wayne you would remember I think it was just two years ago we reduced it it wasn't that long it was like two or three years we reduced it for the simple purpose of we were talking about trying to create and this is that limit I get it um that work-life balance like hoping that if you're not accruing any more hours you're take them you know so I remember having this conversation and I want to say it was two or three years ago that we did actually reduce them to try and create you know that work life balance like here please um take your time you have it take it um because I mean in all actuality for 1200 hours for a full-time staff member that's 30 weeks I can tell you nowhere in the corporate world well you get 30 weeks off or paid so um I mean that's 30 weeks of time the the teacher at 150 days that's almost an entire school year um so I know for the hours we did for the support staff I know we like I don't remember um I know at one point we reduced them hoping that it would try and encourage people to take them and not carry them but I can't tell you when that was so um that's just my concern is that more people we all look to retirement we all look to that day that you know I'm not going to go to work anymore um and maybe for some that factors in but we want them to use their time and when they need it and when it like Miss Van Hook said we are still a business we do still have a product when it makes sense for for our sites too it needs to make sense but we need to encourage people to to take their time and that's why they get it so those are just the questions and thoughts in my mind presidential memories so these are some of the same conversations that we had all all year long regarding this um and these are constant topics that we we revisit we look at data um explained mentioned that we change blackout calendars we change um different metrics in this to try to address different Trends and it's a moving Target there is no perfect solution but I do want to make a comment though this was last adopted in 2017 uh this policy um so a little longer than two years but um I'm just uh and then to accumulate 1200 hours that would take 10 years of perfect attendance so um that that is not the norm that you would have somebody 10 years perfect attendance uh to accumulate the 1200 hours so it does take some time for somebody to accumulate that um like I said that is not the majority of our staff are hitting that limit um but what we wanted to do there um was was basically honor those staff that have been here uh 16 plus years who've had good attendance who have done work but at the same time yes encourage them to take their time use it um and there are very few staff that are at that Max well and that's my other thought too is I mean that from a policy it can be there but how much are we are we hitting it and and things like that because obviously there is a financial impact there too um and so answering Mrs Anderson's question that we have you know a small percentage of of people meeting that 150 days a small percentage of people meet that would meet the 800 that would go to the 1200 um I mean that's important to understand too president Schultz and board member recent also Mr Moore I guess where I'm at from a teacher perspective is um I don't believe anybody's leaving this District because of blackout days or because we aren't paying out past 150 hours what I'm saying is I think adopting policies creates some of those messages and ultimately by and large outside of people leaving the profession in general which clearly happens um a lot of Reason teachers leave before that time frame is because the subjects they want to teach so I get better and I want to teach AP and that's not offered here because the person who's there is there and they're going to write it out until that time and I want to go someplace where I enjoy my day better or I want to teach something different because I want to get a challenge or those types of things and so I guess where I'm at is I agree with with all of the statements that are made in that what we have to address is why people are leaving the profession in general but more importantly why are they choosing to leave Higley and at what time frame some of these reasons have absolutely nothing to do with with blackout days and everything else I guess my perspective of it is what message are we sending because when people decide to leave I guarantee you it's because I couldn't it has nothing to do with you didn't give me that day in April right like it is because I wanted to teach other things or you told me I was teaching a grade I said I didn't want to do anymore those types of things and the ultimate answer that happens so often to teachers is if you don't do it nobody will the kids were suffer so essentially we keep teachers beholden to some of these things out of emotional guilt that somehow the world will end if we choose not to do it and we can only rock that life so long before they leave and they'll leave to someplace else because you can hopefully start it over on a new track and I think maybe where we had some of those teacher surveys and those types of things can be where we really address because ultimately the blackout days the 150 hours which is a gargantuan amount of time isn't what's really important in in the grand scheme of things so I mean I appreciate it thank you any other question comments I just want to say that all right I wanted to add about the blackout dates and if we if it is there then there should be parameters otherwise if if we see the Giant sub leave in May then what is what is the point of it and so I'll look for that next year um again to make sure that you know if like you said 99 then then the policy is useless Mrs Anderson I see a bonus oh I'm sorry did I misreustated our average years did you say six or six just thrown out there um so in previous so up until the last couple years um it was averaging around seven and a half eight seven and a half yeah um more recently it's it it's dropping depending on how many years you pulled back like um it just depends on yeah the numbers you pull and how far back you pull but more recently it's been dropping in terms of teachers at or even employees in general that have stayed within the district for a certain number of years that is reducing so so when you say seven and a half eight years that's like a current or you said you pulled like years of data that's a historical trend for the last decade so yeah yeah I imagine there's a lot of different things that happened in the last decade so okay I see one thing we didn't touch on or maybe we did because I was looking up something else but um it also helps to decrease of teachers let's say our number was four years like that's our average say we hit four or five years um and it was set at eight what we're dealing with are the and I've mentioned this before the teachers burning their hours and this is where it hits a lot of already peaked to their level of exhaustion and things where they're taking on coming out of classes or taking on um the uncovered things so I see that as something that should help if we lower the years I'm not saying it will resolve and it may not do anything but I thought that would be a benefit to decreasing the years um what does it take to Proctor State tests what what requirements does an individual have to have to Proctor a test we need these teachers but if we were to train substitutes or have that built into their program then it wouldn't be so stressful so we we have um Mr Berkshire in here vice president Anderson so it's a perfect question for him depends on the level of the test at the high school level Act is very particular about who can Proctor those tests and and but in general they have to be an employee of the district which means if we're Contracting with the ESI they aren't considered to be an employee of the district which means we couldn't use a sub to Proctor any of our state assessments um we do use Paris um principles work very closely with their staff to develop their schedules around testing now that testing is computer-based they do have a little bit more flexibility in that schedule as we learned this past spring but [Music] when teachers are not there it does create conflict in terms of their schedule and when kids are supposed to be testing this past year we had Ade come out to monitor our testing and if our schedules didn't match what they were expecting to see then they didn't get to see what they wanted to see and they weren't happy with us when that happened okay so the ACT requires staff and then the other testing AP of course you'd want your teacher there for your AP tests and other and then we have our state like our azsi AZ this and that those don't have to be state or uh District employees do they all State Testing has to be an employee of the district um apact s-a-t they have different rules because they aren't State administered they are administered by the the companies um related to act specifically if I can remember um for example we can't have a an athletic coach a proctoring an ACT test because Act is also related to NCAA eligibility so they're they're more restrictive at the high school level than they are at the third through eighth grade level but the the rule of thumb is they have to be an employee of the district just putting it out there um so November what are all the tests in November that we're giving that's blocking out the whole month vice president Anderson I'm sorry I don't know if it's where I'm sitting but I can't hear you what tests are we giving in November where the whole month is blocked out that's not related to testing per se um can you speak to why November was blacked out with I think that's that's James you know or June [Music] adults governing board members multitasking parent um it was based off the the number of absences um it was just kind of an outrageous number when we broke it down by month doubt stood out almost double to come to some of those other months and so that was the focus on that one yeah so they hold on to the time and then take it more towards the end of the year which is I mean pretty common with most jobs right yeah any other questions comments concerns thank you Mr Moore moving on to action items 9.1 I move that the governing board approved the agreement discussed during executive session questions comments concerns all those in favor aye aye at this time with that vote we the governing board has appointed Mrs Sherry Richards as the interim superintendent we appreciate her very much her commitment to the students and the district and our teachers and stepping forward at this time we are confident in you and that you will be um we appreciate appreciate you during this transition also with that the governing board will be seeking an outside agency to conduct a comprehensive search for our superintendent over the next year thank you very much Mrs Richards thank you and congratulations moving on to 9.2 I move that we approve the adoption of the fiscal year 2023-2024 proposed expenditure budget I questions comments concerns let's see so we have a carryover of 23 million in mno and 7 million in capital for next year and based on the last meeting with the amount of carryover that we have I believe that the tax levy wasn't necessary yes I know that per statute we can do that but that doesn't mean we should tax the community without their approval that's all those in favor I all those opposed nay motion passes four to one 9.2 I approve the governor sorry I have motion that we approve the governing board initiatives for 2023 2024 school year seconded questions comments concerns president Schultz this is Van Hook Mr um who am I speaking to on this board initiatives do I are you addressing 9-3 that's Richard um so um sorry I just got to read this real quick so with the with the vote to approve the initiative that's just that's just approving the initiatives and not necessarily um professional development or or the tool that this is just the steps that we are going going to do to meet the goals correct so that's correct we were asking consideration on these specific Focus areas we've listed in addition we've listed action steps that we believe will address this appropriately I do believe like I do believe we need to add something to 3.2 about further Community marketing beyond our own students like we discussed I believe too that we're happy to review what we have for PD with anyone um it's not to answer your question it's not that we're providing you a list of PD opportunities to approve we're telling you where we believe we need to put our energy but it goes beyond that you know I mean I think our um coaches our district coaches have worked hard a bunch of the teachers that have been here this evening provide professional development for each other as well so I'm not sure if I'm answering your question that we're seeking approval for these focused areas for board initiatives and yes we we lack for you guys to approve these action steps with the understanding we may need to add things adjust things but we want to come back and report all along the way during the our information I think we asked a ton of good questions and gave good feedback and so hopefully that they can come back and give us updates and weekends and I I give perhaps many little updates on these action steps and indicators without it being oh we did all of this because we're not going to do it all at once we're going to be doing it all year long more of a progress report yes thank you for that yeah I think it's I think it's good to not have something set in stone and be able to change it and as we do things if it's not working to be able to tweak it as we go thank you we agree well and just clarification the board initiatives are it's kind of like the lead for the district so everyone knows and and that's why it's important we get on this tonight because I mean school starts next month and so between like Miss Richard said it goes they start with Administration so it goes all the way down the sites and um and so it's important that everyone knows what what the focus is for the this year and and everyone's part in it and just clarification that typically we don't approve PD so we're this is just saying that that's a tool that they're going to use to meet this initiative so okay I believe all those in favor are approves of being a all those in favor approving the governing board initiatives for 2023-2024 school year aye motion says five to zero 9.4 approval of RFP 23-606 28 apparel Screen Printing and embroidery I make emotional right okay my motion that we approve RFP 23-0628 apparel Screen Printing and embroidery second all those in favor aye I'm sorry I did for okay does anyone have I did I'm sorry Mrs Reese I know I was just going to ask what this RFP um because there's several vendors does each of our locations do they have to go through these vendors so any of our clubs any anyone who's getting District money are schools now are they required because we haven't done like a screen printing one before so are they going to be required to go through only these vendors for the schools if they're getting their t-shirts or whatever yeah president Schultz member Reese this RFP actually replaces the previous RFP the district that just expired we had a five year we did um we did I can prevent that to you if you are you gonna say that was 2017 as well because now I'm gonna 2019 but okay this is going to be like where was I um the reason we do this just a little context is because um there's several purchasing requirements that government agencies have um and specifically in terms of conflict of interest and so um everybody knows a mom-and-pop shop that does Screen Printing and so um to avoid conflict of interest and in having a designated list of vendors because we don't want employees going to their mom and pop shop we also don't want 50 t-shirt vendors in the district that we have to manage if an employee were to go to their friend and purchase that from them and they didn't disclose it on their conflict of interest form that we require we are in violation of procurement laws and so we do this formal bid for that purpose and so we solicit um our event you know t-shirt vendors through a formal preparing for procurement process in the event that somebody does know one of these t-shirt vendors if they go through this process they have now basically eliminated that issue of conflict of interest because they've gone through a formal bidding process so these 16 vendors were awarded based off the evaluation teams criteria each one was scored and then so yes all district funds including Club tax credit student club which are 90 of the expenditures for t-shirts must use these 16 vendors can we make sure that gets out there because I can just tell you I know clubs that know people who do their own thing and you know and who knows maybe schools do as well and so if we can make sure that information gets out there and as to why we need to use these vendors absolutely yep thank you president president Schultz Mr Moore working in procurement we always had a preferred vendor list but it comes with like a discount does that same apply here um with these companies um was there any type of agreement that if we made them part of our preferred vendor list that they would provide any type of discount to us we ask that they provide a standard pricing list obviously vendors um when going through a formal programming process they have to present their act the the price list that they would honor for the the the length of the the procurement bid so um in that sense um there is no discount but we do know pricing for the the length of the bid so Mrs Reese thank you for that question I didn't realize this was replacing an RFP either I thought it was to to standardize across the board to like you said everyone knows a mom-and-pop shot so thank you uh uh we all approved that so we're moving on to 9.5 I move that we approve policy gcca professional support staff General leave questions comments concerns all those in favor aye all those opposed I didn't say I but I meant I oh okay motion passes five to zero 9.6 ratified my move that we ratify payroll and expense vouchers as presented questions comments concerns Mrs Van Hook there's an expense there for my daughter um you'd like to recuse yourself from this vote for not from the entire vote just from that one expense that's why I asked how how we would do that you can't pull you just have to abstain from the okay I'm sorry it's okay um it's a yeah several vouchers so that one specific voucher should have been pulled out instead of the entire thing but well no better for next time it's fine okay all those in favor aye and then four with one I'm stating okay 9.7 I move that we approved the meal price increase for fiscal year 2024.
300. um we don't have any school facilities that don't have students no you can see the vacancies saying we we saw it we saw it oh yeah we saw all the excess capacity in the middle of town how many empty classes presented that we don't have capacity on the outskirts of town where the development is oh you're talking about on the map on the heat map what you're talking about on the heat map like where facilities are on the chico map it is very clear and and leonakis our highly paid Consultants totally agree with me that where we need capacity as a school district is on the outskirts of town where the development is we don't need it in the center of town and that's why leonakis yes recommended and conceptually you're not wrong and I agree with you conceptually until we heard some pretty compelling testimony from the school that was on The Chopping Block to upheave their program months ago and until you have one of the board members who who voted that decision to want to revisit that decision and possibly flip their vote it's not an option to revisit well I think that's very irresponsible of you and um you know you're for you to have that opinion that's fine so before we get any more grumpy um I just want to really quick clarify um Julie you said earlier that we had some cushion and some of the uh fixes that need to be done um can still be done and we're not directly and I recognize that there is limited amount of funding and you know there are multiple things we need to do but my understanding is that a lot of those immediate needs like the bathrooms that we talk about fixing up can still be done if we move this to allocate this 10 million this way tonight I'm going to jump in here just for a moment in that I am going to save Julie because we haven't completed the facility master plan yet so I don't think that at this point and correct me if I'm wrong Julie I don't think that we can give firm costs for what all of those things are that the board has asked to be done I was just you know make me honest I think we're pretty close on we know that one because that's in the works but we haven't decided what we're doing with Citrus yet must much less how much that's going to cost um you know the safety projects we haven't decided what those are going to be much less how they're going to cost so I think it's unfair to ask Julie what's that dollar figure and I'm not asking for a specific dollar figure I'm honestly just trying to recall to make sure that my recollection of what was said earlier was corrected we have a little bit of a of a cushion remaining in our in terms of rough estimates is that what I heard earlier today and again I'm not trying to put you on the spot right I understand that these are all estimates at this point correct um and Kelly is correct that we are still in the thick of cost estimating for our prioritized projects and that plan will come back to the board in September at that time those numbers will be solid thank you just discussion here um as I stated when we were talking about the option with Hooker Oak I mean I I believe we made a commitment to the Inspire school and that's why I was in favor of um what seemed like the responsible option that Julie presented for hooker Oaks so um I'm gonna say go on record and sing I think that remains the most financially responsible option I don't typically support ideas that um are spending money that we haven't actually secured in two different ways so it's not even one measure but requires two successful measures that feels uncertain and I think everybody would agree with that from a financial standpoint I'm still actually not clear how I'm going to vote here because I'm someone who stands by commitments and I feel like we did make a commitment to this community and so it feels not right to back out of that or provide a feasible option so I I'm super torn on this and I think yeah I I guess I still would love to revisit the previous option if one other board member would consider that I agree with that in part I don't love any of these options and I totally agree that uh spending future money is both really uncomfortable and not a good president set for us um that said um does in the end remain Chico Unified money and we will find a use for these facilities um this money now where to choose to put it is going to serve Chico students um and while it is really uncomfortable to be spending money saying we'll get it back at some point I do think that we have a pretty good commitment from Inspire and we'll bring back some good language in August about how we can protect ourselves in the event of not getting a bond and I think it is to everyone's benefit to figure out a long-term solution for inspire and I'd bring up the the ghost of past decisions doesn't serve a lot of purpose and also I mean can you imagine I mean I can't I just can't imagine going back out of nowhere with no warning to tell hooker okay hey just kidding I mean it doesn't seem reasonable plus I disagree with a lot of the the tenants behind that idea that we have to right size um in that particular regard at any rate man I petered out there sorry guys no concluding statement I'm done oh I was not ready for that I still have I did not get to give a point of discussion so I'd like to have my peace thank you um so I I definitely have the same reservations as every board member here has has mentioned some of the same reservations as Mr tennis and and uh Mr Lando and miss konkin and Ms Robinson um my my thoughts coming into this were that um it would be more comfortable to me more slightly more fiscally responsible not as as to the extent that you are looking for if if we were to commit to what could be repaid in one Bond cycle it would feel less risky to me um that being said then there would have to be a very concerted effort to to go out to all those other funding sources which could be the Charter Community it could be a philanthrop philanthropic entities but Inspire would have to go and say all right we have this other five million dollars to now fill the Gap in um other Charter Schools could we allocate the next Bond measure based on need rather than straight Ada numbers and maybe the charter schools can figure out how to um have a more Equity driven allocation rather than just you know a student by student allocation you know Aspire has a greater need than some of the other Charter Schools do so therefore shouldn't they have a potentially greater share of that pot of money is it just the questions I've been asking myself you know kind of leading into this conversation um so originally I had been thinking more about trying to see if there was an ability to go that direction how to build into an action item or sorry how to build into a motion uh words that did talk about inflationary equivalency for the future possibly interest if that doesn't start to get paid back by a certain you know year and and possibly as Rose mentioned maybe they do pay it back sooner than the full two Bond cycles and we somehow write that into an agreement all of those things are very complex and I don't things I mean I know we've already said we can't we can't make that full decision tonight um so anyway I just kind of wanted to put out in the in the universe the things that have been floating in my head lately too because I do I do have that same trepidation because it does feel risky to commit to two potential Bond Cycles assuming that those bonds are successful um that's it's risky um so I just yeah wanted to be able to get that out there point of order um as clerk I'd like to request that the secretary Reed the motion do you want me to restate what I said all right so the original motion on the floor was made by board member Lando moved to adopt option number two and temporarily front the money needed to create more space up to 10 million and be reimbursed seconded by dalby and later later clarified to direct staff to return to the August 23rd board meeting with the option to fund the 10 million dollars which was a friendly Amendment to the original motion on the floor so it amounts to staff will come here and present options for funding the 10 million dollars correct so is this a decision to to Grant Inspire 10 million dollars that we're voting on right now or to forward or front shall we say um a Inspire 10 million dollars I think the in if I understood Mr Lando correctly is that the board is inconsensus that that's what they want to do but before making that decision they want specific information so direct staff to bring forward the board to the board options for funding the 10 million so to further the project at Canyon View this motion is to direct staff to bring options for funding the 10 million correct but to be clear we are not funding the 10 million at this moment is that correct Madam superintendent well I think that's a question the Board needs to answer the way I phrased it you would be bringing we would be bringing you the information you needed in order to then vote at the August 23rd meeting okay well as clerk I will say that in order for me to sign this this thing it will need to be abundantly clear whether we are or are not at this moment allocating 10 million dollars to inspire I will not I will not sign a a a nebulous document that maybe is US allocating 10 million dollars or maybe not are we are we looking at are we directing staff to bring options or are we actually funding Canyon View my understanding is that Mr Orlando's motion is to approve up to the 10 million dollars to be fronted for inspire and that staff would be coming back in August with options for um the the conditions around how that will then be repaid and how it will be or paid out and repaid that wasn't my understanding but the Board needs to make clear what their intent was my understanding is we've been bringing it back so you knew what you were voting for and so Inspire knew the obligations that we were voting for so if I may my intent with the motion is um I just couldn't think of the words at the time an agreement in principle that we recognize that the end result we want to sign off on allocates up to 10 million to the development of the Fremont site with the intention that it will be used by inspire so that's the agreement in principle and then we want to see exactly what those numbers look like design off on it would seem to inspire would want to know those conditions too yeah that's Again part of the reason I think we need between now and the August meeting to make sure that everybody sounds like what I need clarification on then is is does this does this leave open the opportunity to to not approve it at all you're saying adopt option two but then what I'm hearing is we're asking for more information and how to adopt option two I'm saying we adopt option two and we say yes that's what we're doing but the details need to be filled in still so when you talk about what are the options for repayment or refunding that needs to be unified by Logic unified and Inspire that both parties agree to that so would it be more useful for the rest of my colleagues up here if the motion were something like directing staff to work with Inspire to present us with options for allocating that 10 million at the August 22nd meeting because on I'll be honest I don't care exactly what the word in this particular motion is I just want to make clear that of these option two is the least worst option and we'd like to see a contract about it at the next meeting right so back to Mr tennis's Question he wouldn't be signing something tonight that says we are fronting 10 million dollars to inspire I mean it's all our money regardless so no sorry um I mean look until the money is you know spent or a contract assigned we can always turn around and say hey no we didn't want to do that so yes I guess that's technically correct but I also expect that if we all sign off on this if this motion passes the understanding is by the end of next meeting we'll have some kind of an agreement we'll have a we'll have a draft agreement to then propose to inspire I mean sure we could always say say no at the last minute we'd have options to select from I'd like to add just a minor um I don't know if it would be an amendment or how it would be said but it would be additional Direction um to include an option for the half the half amount and what it would look like just with one Bond cycle and and really asking Inspire to figure out the other the other half so we're only committing to the risk of one Bond cycle to be repaid rather than two I'd I'd support asking that as one of the options that staff brings back to us okay I would maybe propose a re-articulation of this motion yeah um and this won't change my vote by the way but um the board intends to fully fund Canyon View the such and such what's the other word for it inspires calling it the Fremont Street project Fremont Street project pending ultimate approval of fill in the blank Jacqueline um contract of D of details of option of an options contract maybe repayment options approval of repayment options still at the um August 23rd 23rd I still think the uh board meeting do we mean is it was your intention to not include the up to 10 million dollar Language by just saying fully funding funding fund uh to fund the Fremont Street project up to 10 million dollars pending ultimate approval of repayment options at the board's August 23rd meeting Mr Lindo do you want to reread that and make sure that's yeah yeah we should make sure that um Mr Orlando agrees that that fulfills the intent because I have been yes I definitely needed a succinct motion because I'm my brain's starting to hurt from all of the semantics the board intends to fund the Fremont Street project up to 10 million dollars pending ultimate approval of repayment options at the cusd school boards August 23rd board meeting yes I'm sorry that's more or less what I have yeah um see I have something like Chico Unified intends to provide the funding up to 10 million for the development of Canyon View site with the understanding that it will be used by inspire High School and the understanding Inspire will repay any of those funds used under terms to be decided based on staff options and discussions with inspire that's too wordy it's not clear I mean it's just got to say that that you know we intend this this is an intent yes this is an intent so read yours again this is not this is not you know not a contract you know it's not a guarantee this is um this is a and the intent of the board majority so we read yours again sure thank you the board intends to fund the Fremont Street project up to 10 million dollars pending ultimate approval of repayment options at the cusd school board's August 23rd board meeting yeah that'll do okay okay I mean we're recording for a reason Eric we're going to call it a friendly Amendment yeah to the original motion um any other further questions discussion items were you ready to vote all right um Mr Lando we'll start with you voting no now just messed that but no I wait which is it aye Lando yes uh tennis Nay it's all B yes Robinson I can't name okay thanks everybody that wasn't quite as painful as it sounded I promise thank you for all your input looking forward to the August 23rd meeting to see the details of how this partnership might pan out and that we spend July enjoying the summer time and letting our years keep rolling on how we can make sure that Inspire has a bright future over at Canyon View slash Fremont Street I think on top of that I would like to Thank The Inspired Community for their advocacy and staff for working with them and for putting up with all of this us while we do this um it's been a long road and we're it's still going but thank you all very much for your participation in the process I would like to add too that I'm excited for you guys I think it's a great opportunity I was super torn and I think when it came down to it um as a board representative representing Chico Unified I just felt where that's where my loyalty had to lie in regards to voting and I was pretty sure it was headed that way anyway in your in your favor um with that I'm going to call for a 15-minute recess am I supposed to have a lot on recess we're ready okay all right we are returning from our break we just took action on item 4.1 um for inspire School of Arts and Sciences we are moving on to um number five discussion action calendar starting with Educational Services 5.1.1 discussion action draft 2023-2024 local control accountability plan l cap good evening tonight we bring the lcap to you in we have some slight changes that we'll talk about we'll but we'll be asking for approval of our ocap tonight as from the version that we shared last week um at the public hearing following that that meeting we have heard from the county who reviewed our lcap actually a little bit early and they had some very minor changes for compliance reasons for us to make so Tina and I just wanted to give you a broad overview because really all these changes are very minor superficial and inconsequential to the meat of the lcap which is the actions and services and metrics so I'm going to let Tina start off thank you good evening yes as Tim mentioned a couple of those things one of them lies in goal four we were asked to put the homeless liaison into goal four even though we don't fund her out of lcap and which is why she was let out can you reference a page goal four will be on page oh yeah and we have not made the changes yet just yeah we didn't want to make any changes from what you have seen so when we asked for approval tonight it will be with these changes as part of it so wanting to include Jamie McLaughlin our liaison in in that Gulf War and um some more descriptions about reading Specialists and professional development that they will offer for us and a foster youth data analysis system that we're looking at they would also like to have that into goal for instead of the homeless Foster Grant Tim changes recommended for the lcap under increased and improved services but really the addition of a single sentence to the narratives for each action or many actions not all actions asking for a statement of what metric we'll be using so we simply restated the goal statements from the metric session sections under each goal also there was a few that we had to call out certain student groups to identify need a little bit more clearer and that was all an increased and improved services so with that and then I realized that's an overview of the changes but it's very much minutiae uh with the changes that we kind of gave you an overview of we're asking for approval of the 24 or 23 24 l cap and this is year three of a three-year cycle okay thank you so when we approve it do we approve it as another three-year plan or is this just for the 23-24 year thank you I move approval if you did you say you were ready for a nope oh then I don't move approval are there any other questions for clarification do we have public comment on the lcap tonight and none from the audience okay now that we've gone through our order I'll take a motion I move approval of the 23 24 lcap with the noted adjustments changes suggested by the county Butte County Office of Education all right we have a motion for approval with the changes from Member Robinson and a second by Mr member Lando and I will uh open for discussion I'm just going to say thank you again and I appreciated the the time you took to spend orienting me on on this and uh noting to the I don't envy you if they're going to change the templates like we're hearing they're going to so next year's won't look a whole lot like this year's that could be a great thing yes thank you for all of the work and time and energy you put into everything that goes along with this document including all of the Outreach and Communications with students and staff and families and community members yep that what you just said reminds me that the the recap of the input from all of the groups that meant to contribute to this was really helpful I read every bit of it and that was really helpful and showed just how engaged our school public is in not only the targeted case managers and site staffs getting their parents to these meetings but when they show up they're really engaged in taking a deep dive into sharing what they feel is working and and very honestly sharing what they feel is not working thank you it is a work in progress and I have to mention Elaine again because she's sitting standing and sitting right next to me here she's a part of that process as well throughout the year all right see no further discussion um we will start with uh member Robinson Robinson I konk and I land away Dolby I didn't miss it passes thank you so much thank you onward and upward uh next is 5.1.2 informational item California school dashboard local indicators with Tim Carris yeah per uh state law we are required each year to bring you our local indicators that will be featured on our state dashboard in December of 2023.
that was you Mysteries right questions comments concerns all right president Schultz if there's a surplus paid back to SFA from um I think that all the numbers are wrong but why is there an increase of the 10 cents and 70 cents um when we have a surplus can you explain that please president Schultz member Van Hook this is not on this agenda item this am I mixing up my numbers is asking for Higley Unified School District's meal price has to increase the price required by Ade we have to evaluate our mere parses that we charge to our students and this is a recommendation to increase our breakfast based on the calculation from Ade in our launch in those meal prices that that is what this is I think I'm mixing it up with 9.8 sorry hard to track when all the numbers change once we move stuff off the consent agenda never mind thank you this is the 10 increase to mule prices for the for the district I'm sorry did I say ten dollars oh 10 cents excuse me 10 cent increase to meal prices all those in paper aye motion carries motion passes five to zero now I got lost to where I was nine nine point eight I move that we authorized the expenditure of the Food Service management company fsmc Compass Group questions comments concerned this is Ben hook was this the one you a question about um so does my question apply to this one as far as the Surplus yeah presidentials remember how good it does so I'll be happy to answer that um so the prices you see on this um agreement with the food service management company uh Chartwells these are meal equivalent prices in which Chartwells as you know we are contracted uh we contract our Labor uh to two Chartwells or Compass Group per the RFP agreement um they are they charge us a meal equivalent price that's how they get paid and that's why those prices differ from what we charge our students that these prices are not charged to our students these this is the fees that Chartwells charges the district uh for using their services to provide contracted labor services for Hickory Unified School District so and then to touch on the Surplus that Surplus is a guarantee that they are estimating uh in this in this basically they're estimating for meal counts and so they are obligated to meet that guarantee um and then I think you had a question that was answered in the board comments um that if they don't meet that guarantee what what are the repercussions they do have language in here that in the event that they don't raise enough money they will um they shall still reimburse the district up to fifty thousand dollars so they will take a loss for basically not estimating appropriately um we do have that in there but um as you'll see there's another board engineer item which I can talk to you later which this is typically a conservative estimate and when we often come back to the board uh with actual numbers um typically increasing this which also increases our guarantee so I hope that yes thank you and there's no negotiating power over these prices they're just set that's what they tell us and that's what we have to use so we'd go through a process much like the T-shirt uh we get through a bidding process uh Chartwells was awarded a bit this is year five of five um and we do go through a process of meeting they are here on site um Mr Corey Hansen the the manager for um Compass Group um in our in our Higley District uh we we have conversations in what um where are reimbursement rates with Federal reimbursement rates whereas inflation how is food costs involved in this and so that is a conversation we have annually um and in terms of working through this agreement the only obligation the district has is to we have the obligation to say yes we want to renew another year with Chartwells up to five years or no we want to go back out to Bid And so we're recommending that we renew with Chartwells for the fifth year the district will have no choice but to bid next year because there is the statute of limitations on uh procurement we have a five-year limit so um that is why we're bringing this recommendation we've gone through that process we feel Chartwells will provide the best service in the district and we want to exercise that right to extend the fifth year option and the part where it talks about non-profit um she came back and told me what the meaning of non-profit was but I I meant more um how does it apply here does does the vendor Chartwells have to be a non-profit or can you tell me when I when we get there yes I'll be happy to nine okay thank you all those in favor aye motion carries five to zero 9.9 even I forgot approve I move that we approve food programs permanent service agreement renewal with the Arizona Department of Education fiscal year 2024.
um local indicators are essentially um it's essentially a variety of self-reflection tools for various lcff priorities that all districts in California are required to to do um it's It's Kind of a Funny requirement in that we are required to self-reflect there's no um by just by the simple fact that we self-reflected we have met all of the priorities that will be shown on the dashboard and it's really a very small portion of the dashboards that's a little bit hidden on the bottom of the of the landing page for each district in site so we're required to self-reflect on the implementation of standards for example facilities safe and clean functional school facilities parent and family engagement School climate and access to a broad range of courses and District staff Med and discussed all those completed the self-reflection tool that was included in this agenda item and we have met all indicators any questions from the board technical questions yes sorry just because going through here it stands out what are your concerns over to our concern to staff regarding the Next Generation science standards which were the only place we rated ourselves less than a four correct um I believe later later this meeting will be bringing curriculum for your approval for the high schools oh got improved in consent sorry so that that's why so we're just we didn't have the upper curriculum correct thank you any other questions it doesn't look like it all right thank you so much thank you um I don't know that we have any public comment on this and so if there is a additional that haven't signed up um so if since there's not it's informational only and we can move to our next item thank you thank you all right moving into business services uh 5.2.1 is a discussion action item it's authorization of build sorry design build construction delivery method resolution 1613-23 presented by Julie Kissel hi thank you um I have Vince and Cerro here from nutrition services as my partner on this item tonight moral support so this is a resolution bringing forward for the board's adoption for the design build construction delivery method in the resolution it says that the district has examined the various construction delivery methods that are available for use by K-12 public schools and we have done so we have not performed a design build project within the district before but given the specific nature of this particular project it is on city property so it's under the purview of the city of Chico instead of the division of the state architect this will be a freezer cooler building added on to the bakery out of the corporation yard and Vince is here to just give you a little description of why it's needed so I'll just let him tell you about that real quick so our walk-in coolers that we have out at the out of the courtyard have been there I believe 35 years so the district was much smaller back then we've grown considerably they have cost us quite a bit of money in the past five or six years and we've been looking at different options on how to repair them or replace them with the growth that we've had in the past five years we've got to the point now where we've had to rent a portable freezer out at the courtyard to be able to hold all the products that we have so with this we've gone and looked at the best option delivery wise how we can get deliveries in that doesn't impact Transportation as well as the the warehouse the building itself and so we're hoping to get approval for a walk-in cooler freezer combination that will run alongside of the bakery where the current ones are at right now that will be removed it will go too high so we'll be able to put pallets like at Costco you can go too high up there instead of single single height force and it'll allow us to be more efficient in what we're doing as far as getting product in and out give us better buying power for those refrigerated and Frozen items so yeah any questions on that truly you said it's on city property I thought well it's I'm sorry it's Chico Unified property but it's it's not a school so it's not under the purview of the division of the state architect yeah the plans that are developed will actually go through the city of Chico's building department for review and approval okay the unique nature of this design um really means that a design build construction delivery method is suitable because we'll bring in someone who specializes in this sort of facility to design it and build it and we'll have a guaranteed maximum price to bring back to the board for review and approval once we receive that so the one thing we're asking is that you adopt that delivery method tonight as well as the request for qualifications and the requests for proposals process that we will go through in order to develop that and bring it back to you for a review and approval Vince um you've been pushing out trying to do more on-site um cooking rather than just warming this will really help with that won't it coming down this route is because we don't want to do the traditional aluminum foam walk-ins they don't they're not as efficient and so Julie's had some experience with some builders that have done it a different different non-traditional way so it will be 50 years hopefully 60 or 70 years down the road before it needs to be updated or repaired fantastic building rather than a portable portable freezer fantastic okay so we're asking the board to adopt the resolution 1613-2-3 this evening turn my button off so seeing no additional questions for clarification as well as no public comment on this item I can call for a motion I will move adoption of resolution 1613-23 I'll second that motion motion remember Lando in a second by uh member Robinson our last vote was unanimous so all those in favor of adopting this resolution please signify by saying aye aye opposed okay it's unanimous thank you yeah good luck with the uh with the process um okay next item is 5.2.2 it's a discussion action item on the 2023-24 original budget presented by Jacqueline Krueger yes good evening board um before you this evening is for approval of the 2324 original budget I had two of my amazing colleagues here last week to present the details there's been no changes so the presentation of the financial stay as standing from last Wednesday is there any further questions from the board regarding next year's budget I will say we're very close to assigned state budget we're hoping to have that by Friday I did see a csb article this morning that they are very close in getting fairly finalized um negotiations between the state legislature and the governor but I wouldn't be surprised if we don't have a signed budget till Friday and things are relatively looking positive for what we've been what we've been projecting correct um fully funded Cola it appears that 8.22 and the reduction to the two one-time block grant monies are going to be less than anticipated that may revise awesome that's good news for schools yeah yeah it was the reduction in the reductions in the block grant in that uh I was really pleased about and yeah I think we're going to get it signed Friday all right so see no further questions for clarification no public comment on approving next year's budget I'll call for a motion I'll move approval awesome talking all right Dolby uh sets the motion and uh member Orlando seconds um all those in favor wait sorry discussion none all those in favor aye it's unanimous once again I already said that I said see no public comment and scanned and then I moved on I'm getting better thank you well it comes and goes I'm sometimes better and sometimes much worse um 5.2.3 discussion action 23 24 education protection account yes so the EPA money or education protection act money was voted by the voters in 2012.
questions Mr Moore your question applies to this uh agenda item in which um we're required by Ade to annually uh basically recertify the district um so in that conversation the nonprofit is the district uh we we are considered a non-profit um in the sense that we do not we're not making money off of selling meals to students um because we're simply just trying to break even um and provide students meals based on USDA standards um and then upkeep our cafeteria equipment to meet health code standards and so we we're in the sense we are the non-profit Higley unified is non-profit in that agreement so perfect thank you um I do have uh more to say about this so um when reading the agreement it mentioned in there the public law 111-296 the healthy hungry free kids act um Federal legislation reauthorizes the nutrition act now called the healthy hungry kids act um so in there it says meat nutrition standards for national school lunch and breakfast programs Implement nutrition standards for all snacks snack foods beverages sold to children at schools um so during a um I don't even know why I was at the school um but I saw a sign posted on the wall that um it says meal examples a fruit plus a hamburger whole grain and lean protein and then fruit and orange plus a piece of pizza and it says whole grain and lean protein um my concern is that um we're using I mean are we are we using this poster to to tell kids that a pizza and a burger is a good source of protein versus teaching them to be able to like have healthy options to eat and because of the nutrition standards that are listed like is this part of that nutrition standard it's a decision it is it is part of the nutrition standards and unfortunately it's not our just it's not our decision though it's so I mean we as a district don't have um don't have any control over the food that's served I'm going to invite uh Mr Hansen from uh Chartwells who thank you so we do have control over it but those are standards that set by um uh yeah that sign that you're referring to is required by the program that has to be displayed and what it is uh giving examples of what's considered a reimbursable meal by the state so it's a required sign that we have to post anywhere where meal service is uh the goal isn't to necessarily show that that is an example of a quote-unquote uh good source of whatever it is really just hey these are options for reimbursable meals and then we have uh educational things that can happen outside of the program whether it's different options having education in the classroom that type of thing or a wellness policy for the district but the sign that you're referring to is required to be posted from Ade got it um I just right yes um thank you for that um I just I mean I I guess this is off I mean it applies to the law so I just my concern is um even with with my daughter buying lunch like she would you know buy lunch and then throw it away because she she doesn't like what you know what the food was so um and I I had that conversation with Dr Foley um as far as being able to figure out better options for um that we're serving our kids versus hamburgers and pizza but that's a topic for another day I suppose it's a it's a bigger issue which I think also with our our meal price increase you know we could do different things but the cost of food and being able to provide an affordable lunch to to kids and keep that cost down is also an issue too the cheaper products the worse yep items and so it's finding that balance and it's also finding things that kids will eat kids eat pizza and burgers and like if you give my you know kid something else they're not going to eat that as well yeah I pick them a salad they're not going to to go for it um Anderson would like that but that was our conversation I I had with Dr Foley is if we could potentially survey kids and see what they feel about the foods that I think they do don't you uh yes that's one of the things yeah so they do survey kids and of course kids I mean my my daughter only eats there on Pizza day so um uh or or even do you guys survey parents at all yes yes I think the survey goes out but I mean ultimately like you said your daughter throws away so if you're serving the parents on what to eat the kids could still throw it away right you know what I mean like the kid would still throw because they're the ones eating it so they're probably the most important audience to make sure I mean because I want my kid to eat salads and Jicama and you know right veggies but she wants ice cream and pizza right I mean that's that's kind of the problem with just surveying kids because that's what they would want no yes thank you it's also worth noting um because they've done samples for us too and actually I think the pizza is pretty good yes but no offense it's it's not Pizza Hut pizza there because there are specific requirements so it's a it's a wheat crust it's not a white crust it's you know the the burgers there are certain requirements and I remember the conversation of the amount of salt that can be in each in these items so there are nutrition standards while we look at it and go oh well that's a burger well it's not a McDonald's burger there there's other things and so and not that McDonald's burgers are good but it tastes different how about that it tastes different than maybe what they're used to from a fast food standpoint so um but they've done a lot of different tastes for us and I think they're good but it it's different for kids it's not going to be the same so but there are nutrition standards that they have to follow right thank you all in favor of approving the payment procedures rather wait no where the farm at yes thank you I'm sorry my numbers are wrong on my paper I got any approved food program permanent service agreement renewal with the Arizona Department of Education fiscal year 2024.
it's not new money to the district I just want to reiterate that every year so basically there are three funding mechanisms for local control funding formula or basically the money that funds our average daily attendance so property taxes is always first and then there's state aid and then this education protection act so these dollars go to fund teacher salaries so they don't go for administrative purposes in any way and the estimate for next year based on our Ada is just over 23 million so the disclosure and approval of this evening is to acknowledge that those dollars are spent on teacher salaries I have a question for clarification is EPA supposed to be for Education protection act or account the acronym itself is a count but it was an act that was approved by the voters in 2012. I thought I misspoke for a second and then I re-read my paper um there's just just for my own clarification uh any other further questions again just for clarification you said 23 million or sorry 29 million okay yes thank you so 29.7ish that's on the papers that is correct thank you yeah seeing no further questions for clarification from the board and no public comment I'll ask for the motion so moved okay we have a motion by Mr Orlando and a second by Ms Robinson uh all those in favor please uh seeing no discussion Wanted let's uh vote with a Voice vote all those in favor to say aye aye opposed it's unanimous next item is 5.2.4 discussion action 23 24 original budget reserves disclosure yeah so every year when we come forward with our original budget the state does require that if a district has a reserve greater than three percent which is the minimum that a district our size is required to have that we must disclose that to the public and to our board on how those dollars will be spent so this is different than the 10 Reserve cap that is currently in place related to the state budget so this evening we have that in front of you so the three percent Reserve is 6.3 million so we have 12.4 million dollars more than that which the board has already taken action to set aside an additional two percent Reserve as well as the one-time money from 1819.
hi motion carries five to zero approval of payment procedure 9.110 approval of payment procedures ratify vouchers and salaries for fiscal year 2024. comment questions comments concerns presidentials okay so imagine if um if we're being asked to vote on something at the last minute and even though it is the first time we're seeing this item that's what this policy does we are told it has to be voted on and this up this meeting because of some deadline this resolution actually takes that further and spends the money that the board must legally approve before we've approved it I'm sorry must legally um spends the money that the board must legally approve before we've approved it and then asks for approval after the fact this resolution lends itself to a rubber stamp board since it approves expenditures after the fact why can't we get ahead of it and know what expenses we have coming up so that we can approve it before it happens if this is to pay liabilities such as salaries what was done prior to this policy and why is it necessary now if it's because of Summer breaks can we put a time limit on the policy one of the main duties as a board is to approve expenditures this policy removes that Authority from the board I would like to add if we do decide to go forward with this policy I would like to add a clause in this policy that states that the superintendent recognizes that this resolution acknowledges that the board may choose to vote against items as abort at the board meeting and it's incumbent on the superintendent to ensure all contracts contain that clause that's all is it possible for us to um pull up some of the payment procedure like aspects because from my understanding isn't some of this like sub coverage and things like that which we can't know in advance and if we don't have a meeting and somebody needs to cover and they did those things like there's no way for us to be able to prove that yes ahead of time you know what I mean like I recognize and hear what you're saying as far as our job is to do things with forethought but the nature of some of these things that's not possible until after the fact so like do you tell the person we're not going to pay you for the work that you did last month like I I just I guess I'm not really understanding what the concern Mr Mark can you clarify please president Schultz members of the board so this is not a new policy this has been in place I don't have the actual date I wish I did but um maybe Christine can help me in the meantime but um we have I mean obviously we have to but like this is a common practice because board meetings are often few and far between and um we've been practicing that you guys have been ratifying vouchers this whole year um that so any higher the district has in between board I mean we would if we did not have this policy in place we would be at a standstill um there can be terminations amid you that this not only includes with every single invoice process we would not have any vendors want to do business with us if we could not pay them in a timely manner and so um by having this policy in place it allows us to proceed with normal business as usual with the board ratifying the vouchers but that also gives the board um you've pulled items from the ratified vouchers we can still have discussion on that and whether um you know there needs to be further investigation and why that expenditure took place we're happy to have those conversations but this would greatly hinder the district's relationship with vendors the district's ability to do business the district's ability to operate from a human resource perspective so this is not new and I don't know 2001 that this was in place yeah presidentials and members of the board I'd also like to add that if we don't pay people in a timely manner we could be held liable for that and we cannot delay if someone has worked for us we must pay timely and accurately it would cost us more in in lawsuits and right and and I'm not obviously like the salary part which is why I mentioned that like is it because due to salaries and so obviously that is an issue um but I I want to ensure that um you know if we can add that clause in there that would allow us the ability to I mean yes we can do it now but to be able to add it to the policy to allow us the ability to um to not to choose not to vote on on an item until we we have the time to be able to research it um and I mean it's it's really not fair even to us to be able to see something for the first time and not have enough information on it um so just to be able to have the ability to say can we move the you know move this um to to have a further discussion so yes we can do that but to be able to add that to policy because I don't want I don't want the policy to because I mean that's what the policy is doing it's it's removing our ability to be able to vote on expenditures before it's happening so we're always I mean okay you pay somebody a vendor for service that they provide um and what if we choose not to pay that vendor but ahead of time we would have the ability to go no let's not spend this right now let's wait another month before we spend it we don't have that ability with what in in the current state you guys spend the money and then we have no choice but to approve it board member Van Hook if I could at least try to clarify something I guess is I guess it comes down to a couple of things thing one whether or not you have respect for the people in the positions that they're in I understand that the nature of our job is to ensure that there is oversight and that is what we are doing I also hear what you're saying the idea that it makes you feel uncomfortable in that you have a potential of approving something that you might not personally approve of a you always have the option to to say nay you also have the option when it comes to comments or concerns to express I'm saying they because of this one thing so you can get the clarification should that matter to you but when you look at what happens or how a a school functions a lot of times we have a need and we'll Express what that need is and the time it takes to approve with the process that we have to get in place in order to approve it we're already waiting so for example staff bathroom had my key broke off in the staff bathroom miserable miserable because a I still had to go to the restroom and now I have two minutes left of time before I get back to my class that bathroom was out for over a month I know but my point is the process of the vouchers and those types of things so by the time it comes to us I get that your frustration is that it's after the fact and when we look through them if we have things that are routinely excessive or what you feel is excessive we have the opportunity to question it but the idea that you're saying you want to make sure that you can approve it before it happens is really not honoring or respecting the idea that we have a sea of professionals who are literally following processes and policies that we have in place so either we put these policies in place and we say okay go live with them and do them and when we see that those things arise then we can respond to it but to put a policy out and say I'm going to assume that you're not following it because I don't want to believe that you are makes it impossible for us to continue to progress when so many of these things have to go through we have literal vouchers for who you can buy a t-shirt from we have regulations for these types of things we have staff that needs to get filled in this position we cannot do anything other than say these are professionals we respect their ability their knowledge their understanding of our policies and the positions in place and we are honoring the fact that they are doing that if we feel that they aren't then that is the nature of our position but the vouchers that come to us you still can question you still can say I don't want to do this so the idea of adding that to a policy that is already effective I struggle with it feels restrictive it feels as if we are telling the people in this District I don't trust you and I struggle with saying two individuals who are working hard who answer every possible question that we have and telling them that it's not enough I I struggle there has to be a limit to what we are expecting regular people to do and function within their job especially if we wish to retain them like at the end of the day um I I think you're completely misunderstanding me I'm not saying at any point that I don't trust the staff what I'm saying is our job as a board is to approve expenses and if there is let's say a large expense and we as a board decide let's hold off another month before we proceed with this expense or this project that's going to cost the district 2 million dollars you can't it's not on there you can't have that on there it's a limit for these right so 100 000 this is to function as for business as usual so to function with being able to pay people back for Subs things like that but big expenditures still have to come to us but what's the limit to where they can approve expenditures a hundred thousand we currently have another board policy that requires anything over a hundred thousand any single expenditure over a hundred thousand we bring back to the board and I think you know we've we've done that through several of these the Higgly High project for example like all of these large expenditures are brought to the board um prior to being expensed so we do ask for board authorization prior to those expenditures being moved forward with and so at that point um that gives you the board the authority to to deny or approve that request but what this does is it allows us to the pencil from the warehouse that the teacher needs tomorrow allows us to move forward those daily items that so up to a hundred thousand dollars spending so you can have five different expenses at a hundred thousand dollars each on on the voucher and we don't get the ability to be able to say yay or nay it's just it's spent and we approve after the fact so it's any single expenditure over 100 or a cumulative total over a hundred thousand so tonight on the agenda you approved a list of of vendors where we asked for authorization to spend up to a certain limit because these are vendors that we use annually we vetted those numbers vary on that list on some uh exceed a couple hundred thousand uh for example Office Depot we start that's the one of our main vendors for our warehouse stock or waxy that's our main vendor for toilet paper and so you approved tonight on the consent agenda authorization to expend up to 500 000 our purchasing department monitors that at any point in which we exceed that by a hundred thousand we bring that back to the governing board and ask for additional authorization so we have those controls already in place and you've approved some of those throughout this year for those expenditures that one meet the single purchase a single purchase over a hundred thousand or a cumulative purchase over a hundred thousand per vendor so is is that the verbiage is not that's not those numbers are not in the policy those are in a separate policy there's a purchasing policy I do not know it off the top of my head but I could provide that to you um okay so as long as we have a policy that states that limit um which obviously the superintendent is allowed to approve up to that point um okay yeah there's there's that other policy so I know it's hard because there's policies and then policy on top of policy policy here and when you're they're not combined to be able to see the and they're all separate and I mean I know I when I look at the vouchers and even if it's 50 or 100 if something seems weird to me like the vendor name I'm going trying to figure out like what no this is strange I'll ask you know um and I I look at it the same way is if we notice that there's Trends or issues then we have to have that conversation with our superintendent um to address it as a Personnel item that either they're not informed or they're making bad decisions and they need a little coaching or guidance or maybe they're time with us may need to end I mean if we feel that there's there's things that's not being purchased properly we always have that um but yeah this lets our pay our SRP Bill everything you know all of our regular stuff and and you're aware I mean we terminate somebody you have 72 hours to provide them a paycheck you know it could be two weeks that could happen on a Thursday and it may be two weeks or three before we have a board meeting again they have to have the ability to do that so but yes there's safeguards in place that have been reviewed have been talked about to try and put safeguards in place um and consistently reviewed so and can we at least have this policy have a link to the other policy where it shows the limits just to be able to have that connection um yeah yeah I just you know I know that there's there's a limit but I want to ensure that we as a board um you know we're held responsible for approving expenses and like I said it has nothing to do with the fact that I don't trust staff for for doing their job um but due to the history of the district um it's it's been an issue and so um that's where my concern comes in all those in favor of proving payment procedures ratify vouchers and salaries for fiscal year 2024.
we do have some e-rate carryover which is associated with our I.T Department and then the remaining Reserve is really just about cash volatility attendance volatility in our special ed basically program costs as well the uncertainty of what may be coming down the future and negotiations let me put that in there as well do we have any questions of clarification public comment uh call the motion I'm of approval of the um okay budget minimum recommended reserves report well 2324 original budget reserves disclosure thank you you're welcome Oh seconded by kanken gotcha um any further discussion all those in favor it's unanimous thank you for approval moving on 5.2.5 discussion action ab2756 public disclosure documents for compensation agreement with the Chico Unified Teachers Association couta that was a mouthful thank you you should have heard last meeting so before you this evening is what we call an av-2756 disclosure and it is acknowledgment to our community and to our board the financial impact of any sort of tentative agreement that the district would enter into with any bargaining units so later in the agenda Jim Hammond will be bringing forward tentative agreements related to Ceta so before you is the financial impact so the tricky part here is our tentative agreement is based on a formula that we will establish in September but because the TA is being ratified tonight pending board approval we have to do a financial disclosure so I estimated given the point in time what the financial impact would be and so that's what's before you in the disclosure so basically it would be a compensation increase for Cota which means both salary and Health and Welfare benefits a 6.08 percent and that is inclusionary of a settle up for the current year 2223 as well as the formula based in 2324.
hi motion carries five to zero nine point one one one approval of Transportation price increase to non-husd transportation all those any questions comments concerns all those in favor yeah wait wait sorry president Schultz um Mr Moore are you speaking on this can you explain how this service Works um do we do we offer pricing is it somebody giving us the service or is that or is that the service that we're providing somebody else so this is a service that we provide either other school districts Charters um or uh any anybody who needs um who's I guess asking for transportation services so I want to emphasize though we do not just accept any routes that are being requested we first make sure that our husd routes our students are are one driven to school on time and then picked up on time but as you know uh drivers during the middle of the day there's excess time which drivers often are looking for extra hours there's also extracurricular events in which other school districts they have driver shortages and we may have drivers willing to work and or bus is willing to uh you know occupy you know provide the trip for them so this is outside uh individuals or school districts or companies reaching out to Higley to um request transportation services and approximately how much of a revenue are we seeing from this service you know I don't I'll have to get back to you I don't want to say a number that I don't feel comfortable thank you yeah how are our numbers comparing to are we Within about the same amount or did you look or was that looked at it all yeah I think Mr Crosby indicated that we are at least at the minimum or below uh our our numbers are still very uh low um but we're at a point where where field prices labor prices are are exceeding we're almost we want to at a minimum break even if not have a little Revenue because this is a benefit to the district um and we can put that Revenue back into the transportation facility and or buses and save as operational dollars so our goal is to kind of stay above the the break-even point uh and provide that benefit back to the district by um providing these services so I am moving on to nine point Sorry 9.12 approval of mou between Higley unified and Higley Education Association second questions comments concerns president Schultz um I'm just curious why we need an mou um and what percentage of our teachers participate in hea um I hea obviously they support teachers and not necessarily students um they for me I I have a concern with this contract because hea is part of aea you know political Army aea and then an Nea which is the largest Union in the U.S during the process in in the last since um they definitely did not have the best interest of our students since they started walking out on them since 2018.
so for cuta that would cost roughly 5.6 million dollars can you clarify the relationship that this has we did approve a sizable increase last year this increases for the 23-24 school year and we did have an increase in 22 23.
we also saw what they did during covid pushed masking school closures um and so many experiences for students were ruined such as graduations prom and end-of-year celebrations and let's not forget academic loss um thank you if I believe if teachers want to be part of hea obviously they're welcome to do that on their on their own but I don't believe that the district needs to be signing an agreement with the Union Higley is also um paying a stipend to the hea president um and they've done this approximately 4 000 annually to for representation work I'd like to know what that means is that half day to Lobby half day to teach does the hea president teach part-time for the district we shouldn't be using tax dollars to fund the political activities of the Union um is this a gift of public funds because we have laws against that um and are we paying the AGA president for various committee representations why do we why why not pair the pay the parents or other teachers what about other committee members how is this not considered using taxpayer money to influence political ideas and agendas um so if I don't know if you can answer my question but I'd like to know if um and any of these and answers to any of my questions that I asked um are you able to answer president Schultz uh board member Van Hook I'd like to at least try to answer some of them and then other individuals can for uh different things I think there's a lot to unpack um with your statements uh a couple of things one if you don't have teacher support you don't have schools there is no way around it and I recognize that we do these surveys and these surveys have the best intent and that's real and that's valid that doesn't mean the information that you get is reflective of how people actually feel for example just today hea stood up and advocated for a policy that is not necessarily the best for all teachers right so having a go-between for individuals at each site to say these are things that are happening here and then Translating that information to us it is vital we are a right to work state there have also been Supreme Court cases in the last several years that have made it to where in non-right-to-work states which is relevant here you don't automatically get signed up you get a choice and by our district and our state our enrollment is low and part of that reason is because it's expensive and I'm already paying a lot of money to function as a teacher in the first place and so taking more of my paycheck to do something that I feel doesn't necessarily have a lot of weight is heart it is hard to be part of the hea it is valuable to make sure that we express to teachers you matter part of the reason that you call the hea the Nea and every other Education Association political is because they advocate for things that benefit them life is Politics the only time that we say something is quote unquote political is when it is against what we already feel that is an unfair statement to assess to individuals who are vying for their job these are individuals who say here's areas that we are struggling we have spent how much time on this board even today alone talking about the problem of teachers leaving not only leaving our district leaving the profession how do we understand why they are leaving how do we advocate for them if not for teachers I mean this with love and respect for all persons if you are not a teacher you have no idea what it is like none you assume so because often we remember what it was like when we had teachers and that ain't today we are asking of our teachers far more than we should and the idea that you would sit here and say an organization that is here to support them an organization who bends over backwards repeatedly for their students and to say because you are advocating for yourself that's harming others I struggle with I struggle with it because we talk about as somebody even expressed today in public comments actions matter for our students and so if I tell my students you as a human have value and me as a teacher I am advocating for my value that is part of that inaction that I am showing them right we have teachers who work so much and to express that a partnership with those teachers to ensure that we have a good relationship is political or at the very least politics you don't want to get behind I struggle with because our service to this community is our students and you do that with teachers everyone else is support everyone else is support without those teachers we have nothing so to sit here and say that their opinion is not valued and to say that they're advocating for that harmed students directly I think is disingenuous I think it I think it paints a picture or a narrative that I recognize is valuable when you want to keep people paid less when you want to keep people in a position that is harmful we are at a Tipping Point we are losing teachers we have increased salary we still lose teachers we are literally talking about this at almost every single board meeting so to say that we shouldn't be a part of the hea or keep that up where do you hope to keep teachers then how do you hope to show a vital part of Education that they matter you say I trust teachers and then you turn around and say something else that is the complete opposite so I'm struggling if you trust teachers trust that they are advocating for their students because they do it every day and when they tell you this is what's hard or this is what I need you go okay because you matter and what you do matters but to sit there and say you advocating for a better salary a better life for yourself is harmful I struggle with especially Higley we took those days off we didn't even harm I didn't even live in this state at the time we didn't harm our students we closed so it wouldn't be so I I struggle with you painting a picture that is not necessarily accurate and by extension actually harmful to students if you don't support what is the backbone of Education again I I feel like you continuously put words in my mouth um what I said was we don't need an agreement with the Union in order for our teachers to have that support from them they obviously pay the Union they participate in it and they can continue to do that but I don't believe that as a district we need to have a contract with them or even be paying stipends to the hea president it has been proven fact that since 2018 the unions have pushed for walkouts on our children and they have impacted our children's lives for the last what I can't do the math right now of you know four four years five years and well I can't count this year but it's been an issue and it has been a known issue not just here all across the U.S has been an issue which is why we've had so much uproar in board meetings because of what the unions push and they can continue to support teachers but when it impacts the students that's where I have a problem with and us as a board we are here to represent the community and these students and their parents that is the district's job to support the teachers and the staff as a board member we get voted in by the community to represent them and we can't forget that um how is it that an agreement with the hea is doing what you call proven time and again ways in which or at the very let me let me rephrase what do you think the hea does here in the district and at these meetings that they attend what is it that you think they do other than sit there and Hackle me as I talk um they come they obviously help negotiate salaries and and benefits for teachers I'm aware of what they do I'm not saying they can't continue to do that I'm just saying as a district I don't think that it's necessary to have a contract in place in order for them to be able to do that if we don't have agreement in place what gives the teachers the peace of mind that they will have somebody that will represent that the district will listen to them they're if there's not an agreement in place there's other districts that don't have an agreements of support and representation that we're going to listen to that we're going to meet and come to an agreement with as Mrs Wade said earlier about the blackout dates and the um that wasn't it for the it didn't all benefit the teacher but what would be the benefit to teachers to wanting to be a part of somewhere they didn't have any representation but if there was an agreement but we're not saying we're going to listen to everything you say and do and it's also very unfair to compare hea2 or to our Union to unions outside the state because we are a right to work state and we do have different um Union laws than we do than other states do they they ultimately do the same thing they they do there's a lot hea there's another in other states they have a lot more clout and a lot more power than they do here well obviously you know States like or Illinois for instance California yeah no I I get that but the purpose is my reasoning is I've seen the impact that they've made on students and it's like I I over the years like it's been awful what these kids have had to go through and teachers can continue to have their representation without an agreement but um I mean I I've I've said my piece this is how I feel listen to him I mean if you're talking about masks when we voted to go back to school the hea was against us going back to school and we voted as a board to go back right and that's my concern is they they voted to keep schools down they voted to continue masking um and I mean you're talking about a pandemic where people didn't know what was going on and so I don't think that's fair to compare the agency I'm talking about since 20 everyday basis that they you know they walked out on children at the end of school year they did it in 2019 and 2020 they kept like it's it's been years and so do they have the best interest of our children that it's been years they it is they walked out in 2018.
I want to say it was 7.02 and so this is an additional six percent raise any other questions I'll just announce so I'm going to be opposing this just because of the financial uncertainties of possibly impending recession for the district I'm going to be voting no are there any other further questions for clarification from Jaclyn nope Jacqueline this follows the same I mean it essentially follows the same formula that has been used in the past recently about 70 of it is a similar there's a few carve outs on it but conceptually it's very similar to the prior three-year agreement we had and so is it yeah I guess I don't really have too much of a question on this I uh I was trying to see if there's a way to ask a question to kind of clarify for anybody that might be having reservations about providing a raise to staff the previous years it's tied to enrollment and this one is to average daily attendance so it's tied to the actual dollars you're receiving from the state I would remind because I hear your concern I would remind you there are years when the formula provides a zero Cola so sometimes we have feast and famine on these we've had two back to back years that are that are Feast obviously but the projections on the out years on this are not nearly as as generous so it kind of you hit the feast and failing on yourself but the formula is tied to correct those swings so that protects the district when the state budget is not so good so part of the formula that we talked about in negotiations was um because we're now tying it to New dollars coming into the district there was concern a couple months ago about the governor not fully right so if you just use the cola percentage or or a portion of cola then that doesn't affect your real dollars but if you're talking about real dollars and if coal is fully funded or not fully funded that impacts those dollars so let's say between now and Friday the governor comes in and says we're only going to fund five percent of the the 8.22 then the total dollars available to Chico Unified would go down and that then would reduce this so it does provide a protection mechanism so in your opinion as our lead Financial person is this a fiscally sound uh way to go forward I believe so yes I think it's in the interest [Music] that deserves as well and the impact would cause us to deficit spend next year and the impact of not not having this increase may be a loss in staff or in increased difficulties in recruiting new staff that's definitely a component of retaining existing staff as well as recruiting future stuff this Jim did you want to speak to that yeah I just wanted to say yeah if we don't stay up with salaries with competing districts other districts in the area it's very difficult to catch up because the dollars don't come to us every year so when they do come to us we want to make sure because other districts are doing the same they're they're trying to attract qualified staff and it's getting more and more difficult especially in math science special ed speech therapists psychologists nurses all of those are very difficult to get and just to clarify again what we're observing with this motion is the County's dis agreement that we can afford the the tentative agreement that we're about to consider approving yes thank you you're proving as a board that we have the financial resource research that's under Jim's section in the agenda all right thank you I appreciate the uh the Adaptive formula it's it's pretty fancy the other thing I do probably maybe I'm speaking a little soon before I get to my part but with it connected to average daily attendance for example attendance went way down during covet and so even though the dollars were flowing in at the cola rate we get fewer dollars kids weren't showing up so that impact is reflected in the formula also so if we are not getting the dollars from the state then they don't flow out into salaries all right thank you okay seeing no additional uh questions for clarification um nor public comment on this item I will call for a motion I move approval uh no I'm of acceptance of the public disclosure form and a second by member konkin all right so you have a motion to to move this item and a whatever you said I know what you said um and a second from member konkin um where were unanimous last vote Yes it's been more than five minutes and now I can't remember look at that um okay uh no further discussion those in favor please say aye aye opposed okay it's unanimous thank you folks um all right we're moving on to 5.2.6 um discussion action a b 2756 public disclosure documents for compensation agreement with the Chico Unified management association Cuma while the management group isn't a bargaining unit they are a group that does have a financial impact on on this on the district's budget so we do also have to do a maybe 2756 disclosure the formula is the exact same however the kuma group has decided and voted to put all available dollars on the salary schedule and zero increase to the district's contribution for Health and Welfare which is very similar to what they've done in Prior years so the estimate right now would be a 6.6 percent increase on the salary schedule because there'd be zero dollars going towards Health and Welfare so as those as those premiums increase the employee would bear that additional cost but fundamentally it's the same dollars that would be allocated at the 6.08 percent do we have any questions for the board all right I'm seeing no additional questions or public comment I'll call for a motion I move approval of the acceptance of the compensation disclosure form for Kuma I'll second so we have a motion by member Robinson and a second by dalby um any further discussion all those in favor aye all right all right um moving to Human Resources 5.3.1 is discussion action board approval of Chico Unified Teachers Association tentative agreement okay as promised I'm bringing to you the tentative agreement for the Chico Unified Teachers Association uh Jaclyn kind of went over the the formulas we talked about that nothing new from the summary I've sent out to you prior and what we've talked about in closed session regarding negotiations they did pass 38 330 to 9 out of 760 members so it was overwhelmingly accepted I will just give a give you a little history this is our third three-year agreement so Jackson said correctly that we're this is about 70 or 80 percent of it is similar language we have fine-tuned it over the years and we believe this is the best language yet that protects the district and the concerns that you've expressed and um recommend adopting this or approving the standard of agreement questions all right see no further questions um or public comment um I will call for the motion I move approval of the tentative agreement between cuta and Chico Unified seconded we have a motion by Robinson and a second by Lando all those in discussion okay all those in favor aye opposed uh unanimous uh we'll move to 5.3.2 which is the same board approval of chica unified um sorry of the of the agreement but with Chico Unified management association I tried to like shorten it made it longer sorry okay so this is the agreement with Kuma it's not negotiated we don't negotiate with Kuma but the district has a long-standing history of of essentially providing to management the same that they to provide to the employee groups we will be bringing or John Shepard will be bringing the CSEA agreement forward in September when when csca votes they are not going to over the summer so that will be coming forward and it's the same language again with the exception that as Jaclyn explained as far as the benefits all it will go into salary schedule for Kuma rather than in nothing on the benefit side but otherwise it's the same there are no additional language it's only salary all right no questions and no public comment we will move for a motion I move approval of the agreement with the Chico Unified Management Association second okay we have a motion by Robinson in a second by konkin any further discussion all those in favor aye uh unanimous once again thanks everybody um and with that I think that was Jim's last Open Session item I don't know if he's listening to me oh oh he's looking I have to pull something from the agenda so I'm it's not quite the end oh man I thought we were done with you it's a board it's a board policy so I thought we'd never have to listen to you drone on ever again and now here we are geez I'll explain it when we get there all right all right I've been waiting all night for that you took it away from me all right uh we're gonna move forward with uh our board member items our board items 5.4.1 discussion action public employment assistant superintendent for business services well as the forge is aware we have an outstanding assistant superintendent for business and they are very difficult to find so in front of you is a contract that extends her contract by one additional year so it would move it to be July 1 2023 through June 30th 2020 that's the only change so what do you think Miss Krueger sound financial move for us thank you that was great Eddie any other questions public comment I move approval thank you I'll second that motion all right we have a motion uh by Mr tennis and a second by Miss Lando any further discussion oh man I said Miss Lando Ms Robinson wow wow I'm gonna stand up Lando moved so tennis moved oh tennis move tennis moved Robin's a second I need to stretch my legs out I'm sorry I gotta get my blood flowing a little bit better um all those in favor aye aye all right you're with us for a whole other another next year additional year woohoo needs like a adjustable standing desk up here maybe uh 5.4.2 discussion action approval of revised slash updated Slash new board policies so the board was presented with several policy revisions as well as two new board policies we have not heard of any recommended changes or suggestions to these so um unless there are some we would take them oh there's Mr Hamlin who invited you back I know I have to pull board policy 4119.20 I'm going to fall on the sword on this I inadvertently sent you a draft of the administrative regulation and not the board policy so it's going to have to be brought to you at the next time we bring board policies to the board he's creating more work for Mr Shepard so I mislabeled them I switched them and so anyway we have we have to pull it so that what you're reading is actually the administrative regulation draft and not work policies senile moment yeah we'll bring it next time it's I just needed to leave something for John Shepard to do because otherwise the work is all done yeah the work is done here yeah I've got a question and I'm sorry I just looked at this shortly before coming to the meeting but zero four six zero this is the local control and accountability plan there's new language in here that says um unless the district has an established student Advisory Group beginning July 1st 2024 two students shall be included as members of the parent advisory committee students Shall Serve for a renewable term of one full school year student members of the parent advisory committee or the student advisory committee shall represent the diversity of the district students in particular efforts they'll be made to reach out to at-risk or disadvantaged students to serve as members of such committees where did this language come from oh hi hi yeah we do have two additions to that have been suggested for that from Ed code and one is what you read and another one is to have more information from the idea plan the special ed plan to go into lcap as well okay and I'm going to add here while they put this in we really hadn't already been doing this only to a much higher degree we go out and we meet with students from every School site and get input from our students already so I feel like the state was kind of saying hey that was a good thing you're doing and made it permanent but it's not that we weren't already hearing from students now it's formalized yeah I think it's absurd to have students on a parent advisory committee like that at all so I'll be voting no on that what would it take to establish a student Advisory Group as an alternative so we do have student groups that advise to the lcap already yeah but and but do those meet whatever qualifications State wants us to call a student advisor group yes they're a very diverse group of students well for sure I've done exactly what the state language wants to look like you County Office event it has approved our parent meetings as a parent advisory group and our student meetings as of the student Advisory Group so it sounds like your Mr tennis's concern is moot because we are meeting the first criteria of having two advisory groups rather than having students on the parent group they're they're welcome as is any Community member and we have had some come to to General meetings to community meetings to parent meetings we've had some students come and and share their thoughts and and what's working and and what needs to be considered students are always welcome thank you so we can approve these as a whole if there is a motion to approve um all of the board revisions with the exception of the one that was pulled by Mr Hamlin are we at that stated yet um if there are no further questions of clarification from board members from staff of board members from stuff we do have public content I'm getting there thank you don't jump ahead of me in my order okay I don't think that person's here anymore we have um we have Michelle Cooper signed up for a public comment on this oh maybe that is Michelle Cooper well I'm a little bummed that you pulled that item Mr Hanlon because I really liked it and um I was gonna speak on that um I'm actually I was really I'm really pleased with a lot of this stuff I read through the mall and um I it's like something I can agree with and so I wanted to come and say I'm not always here to complain um the one thing I thought maybe if it's going to come back that we could add in is language that states um American flags and California flags are the only Flags flown on District properties in um to go along with the language of you know no political Flags etc etc on that one but I did also want to speak on 6164.2 um on number one item number one I'm I'm a little nervous about some of the language in that item um particularly using terms like Community partner I think it seems Broad and I was wondering if that could be defined to what that means and would the board be approving a list of Community Partners for the staff to use um it just seems like that without proper definition this could be left open to interpretation by staff and counselors and I highly caution against that I think that's opening a door that would be very hard to close so those were my comments on this item and thank you which number was that um 6164.2 thank you do we have additional public comment no okay um I will call for board action at this time all of these but the one that Jim Hanlon pulled or it's already it's pulled no need to articulate that or it's off so it's pulled um I would um agree with Miss Cooper I would ask that we sort of table six one six four point two until the next go around for further consideration so sorry can I is your motion to approve all of these board policy updates sorry so I'll just pull one too because I can do that too right yep I'll just pull it I'll just six one six four point two for a separate consideration yeah for separate consideration and the same please for uh the lcap one that I mentioned earlier uh zero four six zero for separate consideration and I'll move the rest yeah I hope that's okay I'm kind of making that as a executive decision like we treat it kind of like a consent calendar where we can just pull pull them for a separate consideration okay uh we don't need action to do that okay thank you um okay so we have a motion to approve all the board policies listed um with the exception of considering those two policies separately that's zero four six zero and six one six four point two second thank you so the motion was from Mr tennis the second is from Miss konkin um discussion board seeing none uh we could do a Voice vote I think we were unanimous last time all those in favor all right that is unanimous um let's move to zero four six zero so I think that the probably the the best way forward would be to make a motion to approve it or not approve it or approve it with specific changes that any anybody who is making the motion would like to see or or table it for future consideration but I would want staff input on on that I don't see the lcap one what was the number again zero four oh there it is thank you okay I'll move approval but strip out the paragraph um straddling I think it's page three and Page four that says that uh unless the district has an established student Advisory Group beginning July 1 2024 because we already have a student advisor group and we're doing a lot of work to reach those people so I would mass that we strip it out and pass it edited form I will say and it was mentioned before that those additions are according to Ed code um so I'm not a liberty to take that out from my understanding yep it could 52.63 I agree with you it does say in other words what we already have and when I sat back down I did think too you know our site councils also include at the high school level they include students on them um so can you say that again the state councils do include students a couple of students and that's statute as well psych councils but is that a parent advisory committee that involves students is it called a parent's advisory committee no it's a school site advisory committee it has staff it has certificated classified parents and students but it does approve the expenditure of dollars I'm reading the education I'm reading the Edward I'm reading the Ed code right now sorry okay we can certainly take it out however it doesn't mean we don't have to follow it because it is law we've heard that we've heard that before and it does put us at that risk not in our board policies and get down the road and there's a whole new group of people you know it does help to have a clear in it or policy that's it lcap changes frequently yeah that's for sure I have some input um I've been on um I comment discussion wait we do have a motion in a second on this one I'm sorry I'm just yeah that's okay you're you're excused um I've been I've participated in both a um site Council and um the the other um parent advisory committees that have students present and um the student input and I think we saw this at csba last year was probably the most valuable of any of the inputs getting the perspective of the students that were not only receiving the education but trying to provide input on how it could be improved was invaluable the student input is just I think we're crazy if we don't not only don't have it but increase it because I just want to clarify we currently do not have a motion on this I think Matt you stated you wanted to pull it which we did was it a motion to take the language out if so we just didn't capture that yeah I move we take that language out thank you Erica thanks you so the motion is to approve this board policy update with the language referencing students being included on a parent advisory committee yes is there a second I just don't see it in Ed code about the me either about the students being required to join I mean I'll take all the student input that they're willing to give personally so I don't have any problem with this board policy as written or updated I'm just not seeing student mentioned in that particular Ed code language 52063 yeah I mean 52063 definitely covers lcap you know input mechanisms it may not be in there yet because it does say beginning July 1st 2024 maybe if you're looking at the actual Ed code that's the only thing I can think of why it might not be there since but I certainly don't know that for certain and so these did these updates they came like they typically do like from csba because they're following the the incoming uh updates to that code okay correct so we can certainly bring it back along with the one that Jim Hanlon is going to have John Shepherd bring back we could bring this back again and make sure we have all the full Ed code to show with it if that's preferable I'll revise my motion to to say that we should do that so we're just taking it on hold and I think in that case we don't necessarily need to take full board action to to do that or yeah or do we I would I don't I agree with you I don't think we do but um I think that uh if we're getting legal guidance from csba I think that staff should be clear when they can be that it's legal guidance not just sit over there and say oh it's in Ed code you know if it's not right they're being told us that they're being told by csva that this is in Ed code for that starting that date so it might not be in the documents that we're looking up now we would have to get that correct that that language from the legislature basically much like the one on the first page for the uh idea the the students disability idea that the individual with disabilities Education Act addendum that says it's starting July 1st 2025 that it has to be included so while I have not looked at that Ed code in its entirety it may not that particular one may not be written in there yet either but we can certainly look at it good job we can bring back with the language after those dead codes come in place in 24 of July 24 and then one the other one in 25 too they don't need to go into board policy until but but well there are other updates in that part policy that we do need to approve that is true so let's actually I would prefer to um to move move into having Mr tennis make a motion about how he wants to see this play out if he really wants to remove the language from that one part of this one policy I think that it it would need to be approved by the full board sure I'll make that motion so the motion is to bring it back oh sorry okay the motion is to strike that language out of the proposed board policy and and pass it as amended gotcha yeah I sure we don't need to argue about it yeah no I I think I don't like it yeah what I was looking for I think was um was a motion to bring it back yeah I mean I would just say this um uh hey what's wrong with having a parent's advisory committee you know you just have a parent's advisory committee and and you don't need to have students in it so that's my philosophy and so so that's my motion and you guys are all free to disagree I'm just here to follow the law so uh we don't have a second on anything right now um I'm gonna I'm gonna move that we approve this as written um I'll second that motion now can I discuss it um I think we can do both again since we already have student advisory groups can we just put in the section the Border policy instead that we will as a policy always maintain student advisory groups that we meet the letter of the law and the language you don't like is gone if I understood you correctly sure yeah I'll agree to that so so we'll put in there this thing has two Clauses right either we have student advisory groups by July 20th 24 or we have to have members student members on the parent advisor committee and the goal is clearly to get student input okay so if we just say we're always going to have student advisory committees starting that date and in perpetuity then we should be covered am I wrong crazy both is there any reason to think that we would never have a student advisory committee but we put it in policy that's there we're covered in terms of having this so in the policy we would say in order to meet this requirement should go unified will established student advisories okay um so I'm going to retract my emotion and I'm going to move that um I dang it I wanna I would like to see it before we approve it so I don't want to just say with those changes we'll approve it I wanted to come back with the changes before we approve it um so is there any motion that I could make that would help you like maybe we'll put this off for we'll Kick the Can here for what a month two months we can bring it back in July no not July we don't have a meeting in July August I'm willing to make that that motion Ms Dolby so my understanding is that the substitute motion here is that we delay this until our next meeting in expectation of seeing language about having student groups okay for sure all right let's do that what he said okay all right um could I clarify your intent is not to exclude students from the parent advisory committee that that's still available to them no we're going to fulfill the law if I don't want to speak for Mr Lando we're going to fulfill the law by having a student Advisory Group so that we don't have to put students on the parent advisory grooming well then I don't agree with that because I think the student should be on everything why would you want to have a student some on a parent's Advisory Group I mean well that that would be because it's part of the law that's where that's where the law part comes in um all those in favor of bringing this back with a slightly different language to take another look at it in August visit us right okay signified by saying aye all right all right sorry about Valentina that's okay I I just uh well it's all good okay [Laughter] we'll let it rest for a month sorry well she's going to have to work on it before our meeting and then six one six four point two lcap uh no let's see what was this oh yes I just think I I appreciate Miss Cooper's comments and I propose that we put this one off for two months as well so we can study it harder and maybe try to come up with some alternative language or can I just get clarification was it number one or number four we're number one okay so that's what I just want to make sure that that's what we're looking at at bringing a new language I believe it's in both also because I think number one is I think what you're talking about I don't want to put words is is um regarding public and private community services and number four would be um other people Personnel Services professional families Community Partners and Community agencies right okay I mean we can we can bring back are there are there I was going to ask staff is there any implication of postponing adopting this now versus in August um I mean that's that would be my first concern is if there's anything that's needed for the only thing we're going to want to do is after this board policy gets approved is going to be able to go over the board policy and the AR with our counselors right so the counselors won't be starting the school year off with the updated board policy and AR if for two days if we were to push it to the August 23rd my two days a week and have a counseling DLC meeting shortly after and uh so I guess okay that's I think that's all the clarification I I questions I have made it possible like if we could have the board take a look at one and four and give us suggestions possibly on on changes so we're not possibly not doing it on August 20 actually at the board meeting I guess yeah it sounds to me like the concern is that there's that the engaging with advocating for um and providing all students with Direct Services such as Individual Counseling group counseling risk assessment crisis response and instructional services including mental health and behavioral academic and post-secondary educational services and indirect services including but not limited to positive School climate strategies teacher and parent consultations and information regarding public and private Community Services the concern is the vagueness of um public and private Community Services because I sometimes when somebody doesn't will will they might get varies an example would be a family that doesn't qualify for medical so we might give them a list of private counts outside counseling services that they could get a hold of so they're not a families not searching for something like that we have a list of people who provide accounts we're not choosing a counseling service outside for them we just say here's ones in town that you can contact yourself if I don't know if you're wanting us to come to every approval of every thing that we put on a sheet that's what you guys would have yeah I I'm just trying to clarify or get get clarification on what what maybe so that's what I'm saying if you guys could take a look at those and maybe give those suggestions and what if there is any changes what would those might be I don't have a Broadway at right now because I know that we need to expand what's available to our families at this point yeah well I was personally and everybody else obviously can also jump in I had of some version of emotion maybe I didn't frame it properly but I I moved that we put this off until August with the expectation that we interested board members such as myself in consultation with the community might put forward some alternative language to put a a finer point on what sort of ground rules there may be for for Partnerships with outside organizations my second you also made a comment about the flag is that in relation to this as well that was different okay sorry it was a motion it's good yeah we're in discussion now okay there's is may I discuss what was the question can we recognized no I didn't I just asked the miraculous foreign oh just please speak well you know it's quiet just talk don't say that to me if I'm staring at my screen it's because I'm thinking of things gotta jump in um point is I um gonna vote against this I believe we should adopt this board policy as it stands uh pretty so for a couple reasons one this gives latitude to our guidance counselors to do their jobs as they see they are professionals uh aspersions in the media and other work to the contrary this is pretty much a way to try I mean we have seen a lot of attacks on some of our local agencies that provide Mental Health Services to various groups I don't want to prolong the um need to have fights about those groups I think if there are people out there that provide services we should trust our counselors to find the ones that fit with our kids best and that's exactly what the board policy gives them latitude to do yeah we're in a discussion I I agree with what Mr Lando just said hmm I think out of respect for the community that not just um Miss Cooper who's represented here but others who I believe feel the same way I think we should allow for opportunity to look at alternative language call the question all right all those in favor of um postponing this to the next meeting signify actually I'm going to do a voicemail because I already know that we're not going to all be unanimous so let's go ahead and start with um Mr tennis this is in favor of postponing your motion which is to postpone to August tennis I dalby nay Robinson no kanken aye Lando no okay um so we will um now take man make a motion emotion yes I would like to adopt board policy 6164.2 as presented I'll second that motion um my point of discussion on this is in agreement with what Mr Lando said um and that is that um our counselors are fully equipped to um to do a great job for our students and connecting our students and their families to Community Resources should those need to be utilized um any other discussion okay um Mr Orlando would you like to start off the votes landoi tennis nay Dolby I Robinson eye all right so I think that we've treated all of our board policies at this point and we can move to the next item staff we're all clear what the board decided was to approve all board policies except four four one one nine point two and zero four six zero which will come back in August correct okay let's clarifying that just as much for myself as I was for the public getting a little a little Wily here all right Four Points 5.4.3 discussion action proposed 23-24 chica Unified School District board adopted district-wide goals and mission statement so the board just approved the lcap and traditionally we have approved the goals of the lcap as our district-wide goals it is what we are telling our public we're not only going to do but how we are spending our dollars and our staff resources included in your packet is a just a very a draft of how we have done the goals in the past we have gold number one goal number two goal number three those would remain the same we would need to add to this the goal number four that was just recently adopted by the lcat really cold I think we did ask do you have any luck asking him to turn it down who's in charge of that Phil Phil's not here just kidding Mr Carver I'm just kidding Mr Carr we're extremely upset about the how cold it is if you look at the little skirt on the table behind right here it's that the air flows right here so like I've had goosebumps for two hours um okay sorry sorry for the I digress this goes to those um you know you gotta um I can't even remember the statement your your basic needs need to be met before you can actually be intelligent is how I'm feeling right now yes um since goal number four is not added yet I move that we move this forward to the August ready for a motion yet please we don't need to bring it back we can just add the goal number four we can amend it as is this is just a sample okay a document okay I will say on this one I would like to be able to do all of our staff development that we will begin in August with our board goals intact and and moving forward and I may have to call on Tina to give me the exact wording of goal number four just so it is stated for the record to like okay here we go gold number four provide additional support for the academic social emotional and behavioral needs of foster youth students it is a repetitive of our other goals but it is one that for the state called out on and we had to add to our lcap doesn't necessarily mean you have to add it to our goals but it is one of our additional goals okay so just for clarification what we approve if we were to approve this tonight would be this document as it is with the understanding that goal number four will be about any other questions of clarification okay we will move to public comment I'm shivering seeing none come on public sorry um okay seeing none I'll call for a motion so moved seconded all right we have a motion and a second um any other comments for discussion I scoured this thing looking for something that I objected to strongly enough that I could bring myself to vote no but alas I didn't find anything the closest I got was a couple of years ago you guys changed the mission statement which used to say the mission of Chico something like unified a leadership of students staff families and Community is to ensure all students achieve high levels of academic success Etc and to confidently compete in a changing Global Society by engaging in quality isn't that sound good he doesn't bookmarks you know we were going to buff our kids out to compete in a harsh darwinistic tough world out there you know where they might encounter hardships but Tom and Caitlyn wanted to change it to participate in a global Society so anyway we could even say succeed instead of participate if you want okay I'll take that okay it works for me session um Orlando uh I I I I I move approval of this entire document with the very minor tweak that students will be able to succeed did you take that as a friendly Amendment Mr Lando absolutely okay so Mr Lando then has made the motion I'm granting and I'm I'm projecting it onto him and I'm offering a friendly Amendment and he's accepted it yeah perfect all right so this document will be the motion is to approve this document with Goal number four added and with the word in our mission statement to change from participate to succeed all right uh Mr tennis let's start the vote with you one of the most grateful eye votes I've ever cast here I ditto Robinson I I all right thanks everybody moving on it's true it's so much more fun when you get to the last hour and more importantly Senator Caitlyn's going to start doing jumping jacks pretty soon okay uh it's time for us to talk about our board workshop and what we want to talk about in the upcoming year we need to identify topics dates to slot those topics in and board members that are interested in serving as Liaisons to staff in developing those board workshops so I have a request um do we have the ability to give somebody driving power to see that document editable document like we did last year on the big screen very good what's that Erica for somebody that yeah okay great I feel like I cut somebody off that was about to say something else um and then do we also have the ability to um toggle over to the the dates that actually fill in the workshops workshops the workshop dates it's on a separate document right so if we can Whittle down the topics then we can go back and select the dates to put the topics that might be a good way to go about that yeah and then the Liaisons Chris well since my submission one of mine is is number one and it says homework policy and after I got to thinking about what was actually the purpose of what I was suggesting um and after going and talking with one of the schools that does have um that policy the the goal is to improve attendance and success of the students and so rather than the homework policy what I wanted it to do was to um use a workshop to look at what we can do to help Drive attendance of our students that are contributing to our declining Ada stuff in um there's all kinds of ideas from using the targeted case managers and the attendance clerks to provide say competitions or everybody that attends for a week without missing gets a ticket into a drawing at the end of the month or there's just all kinds of things that can be generated to help improve attendance and um so that's that's my proposal yeah I'm pretty sure that I also had asked for a homework policy component so I don't want to lose that no that was part of I just don't want to frame it in the in the within the framework of attendance necessarily yeah I get it the I'm very much open to leaving the homework policy as the a part of that topic in the workshop so we added it as a separate topic yeah um given our action tonight do we still need a standing workshop for the Inspire facility now no but I do not think we do not as not not as a workshop entire Workshop topic yeah I'm sure we'll have updates as it goes along but we won't need a workshop thank you we'll just take that night off then well right now we've got seven topics plus the three that always stand plus and seven dates of the pill so effectively we need to pair three of the potential options off the list I'd say we could take four off too since we got a a statement of what their policy is we go back to that page please on the big screen yep please don't take far off yet did you see the the one paragraph response to what our policy is yes oh and you want to leave it as a a full 90-minute discussion until we take some kind of action on it I still can't see it on the big screen who's who's driving number four is the physical education dress down on locker room policy the list of topics I just wanted to have this queued up because we're going to need the dates there you go thank you is that the whole list or can we add things we can add things because I have things I'd like to add also so I don't see wellness and nutrition on there I had nutrition I have a community we don't we don't have a workshop no we don't have a workshop we have a committee I also had nutrition I wrote mine as nutrition and local food utilization which goes along with Wellness as well Farm Department school I'd like to dive deeper into that yeah yeah okay I'm interested in helping if that's an opportunity great so can I have some clarity on what is the uh why after school programs get an entire Workshop is there something is some pressing issue around them that we need to so these were suggestions that came from board members about topics that we should have either on regular board meeting agendas or board workshops and it may well have been me it was just it was more than five minutes ago I forgotten where that one came from but I'm happy striking that one is an entire Workshop I think unless anyone really wants that 90 minutes about the after school programs I support that concept I will say we have some amazing after school programs that are going on and we can do an update on that in a regular board meeting yeah and I would love to hear about them I just so are we able to add ideas or not we just added nutritional Wellness um would this be a good time to put in the technology piece and then maybe we could Loop in artificial intelligence into that number two number two oh artificial intelligence maybe throw uh technology onto that call it technology artificial intelligence and impact on Pre-K 12 education yeah okay is there a particular um just for I'm just curious is there a particular aspect of technology that you want to see focused on um artificial intelligence is a big one I think it's going to have a big impact we don't need to go over secure cyber security again although that's something good to keep in mind we need more cyber security training as adults I just went through one with my new job and oh my gosh I learned so much more it's kind of scary it's terrifying it's scary I know John tells me things that I can't sleep um but just to kind of keep us focused the board Liaisons to these committees will help Whittle it yeah yeah exactly get the word temptation done we're done there we all agree that's fine great number two is wonderful thank you so much for your valuable time [Laughter] yeah at some point in the future on that um great um you know um is vocation I'm sorry Career Technical oh my gosh yeah like a worth putting on there I was thinking about like uh you know or what's the status of our wood shops our auto shops I mean these are things that are really important and valuable to me I mean I got more out of auto shop holy stinks I mean I mean in high school then then then almost any other class you know I use that knowledge like every day there's got to be um and I is a big deal around here you know so in engines for Better or For Worse are you know important around here so we could certainly do a Career Technical education update we can do a whole workshop on all of the different Pathways that are offered Tiffany Harrington has done a few um for the board and I'm sure she'd be happy to do more so just a nice if we want to add that as a topic sure um so that this isn't even something I already wrote down um that just makes me think too like CTE is kind of like um an emphasis on alternative from your traditional academic classes so then I'm you know now I want to know more about the Arts and how you know what how our plan for rolling out the Arts elementary schools with expanding Arts at the elementary schools music those types of things um I but I but I I feel like CTE and arts we could probably do them together well I was like not sure if they were too big to go together or if you know if CTE was maybe too big to to be combined but but maybe we could do them together how long okay so great yeah really kind of elective programs is what we're dancing around yeah I like that thank you maybe maybe you've already addressed this in the past but just in talking with parents like via emails and I've met with several recently safety like not so much um not so much like from a facility standpoint like the doors are falling apart but more just like um Gates and um and basically like how safe our campuses are we did a board workshop on safety um in it was October last year okay I thought it feels like it was more recent than that I I feel like it might be beneficial if you might be able to go back and watch that presentation and then maybe um if there's more information you want to know we can agenda is like an update it is also part of what the board set aside in the master facility plan and so Julie will be refining that and bringing it forward so that'll be another opportunity to have that discussion as well definitely valid that's what we asked for last year yeah it would be good just so I could report back to them that will be readdressing it so that would be in what month I can let them know I'm not sure yet it's listed on here as item number item number five okay votes to have it as a workshop topic and where you agenda I said okay so maybe we could talk a parenthetical safety into that number five which is remember that's one of our kind of special subtopics thank you all right I think that list looks pretty good and I think we should adopt it so I think we should move on to the next thing um some of the things on my list I'm just going to Rattle them off really quick and see if it Peaks anybody else's interest um I know that there's new surveys and data available from our ntss pulses so an mtss presentation but I also don't know if it Awards a full Workshop um sorry I just feel like we go over that stuff constantly ad nauseam every time the lcap comes up you know we're talking about it mtss multi-tiered system of supports that you know um I would opt for not personally um the other one I had was alt Ed programs facilities needs and successes I don't think that we've had a thorough update on where we're at with all of our Ed programs as a whole including housing and what constraints there are in supporting our all ed students listen to that we need to whittle this to four topics no five five topics thank you I I support anything we can do to look at strengthening our all fed supports I wish we could get more access to the CTE programs for our all Ted students so you know so we have five spots and we currently have 12 topics right I had one more [Laughter] um a special education update since we have have a new director um and I don't know if maybe that would be good for towards the end of the school year or maybe just hold off after she's been in it for a year but it might be nice to hear an update from special education with the new director Vision goals updates on team teaching and co-teaching etc etc on all those things mm-hmm maybe I should talk first before we pulled the list up just kidding kidding sorry so I'm gonna make a suggestion we do this sometimes in our interview panels one way to perhaps with this back down to the five that we need it to be would be for each board member to prioritize and then we can list up there the ones that the board members rank as their top five last year we typed our own names in our top five choices yeah so everybody pick your top five and the ones that have the most total loads are the ones we go with absolutely okay with that process and this would happen tonight it would all be done done tonight yeah especially it's gonna like crunch all this do we do have an app or something like that I sense that we maybe do um yeah all right let's start doing that time consuming work who's the clerk sort of person you I mean who's the clerk I think your literal name is I don't have a pen well played all right um maybe Eric Eric I could just put our uh names in on the interested board members for now in that section and would that would that does that work or they can click on the agenda and then pull it up and then they can just type their file yeah but I don't think so each of you can go into the agenda item and for signed in and then put your name in but we interested do we all have permission now did you just open it to everybody yes you got to be logged in though mine still says I'm not this is a request edit access well maybe I'll update I'll refresh music thank you Erica you're the best no don't worry I can talk yep yep potential Workshop ideas under supporting links on the agenda and then you should be able to type your name um and I just also want to clarify that the homework policy piece um that was I'm recalling I don't know which meeting it was but that was a board member request to agenda as an item so whether it makes it as a whole Workshop um or not or if it doesn't make it as a whole Workshop it still would be coming in as an agenda item at some point isn't the facilities master plan review and bond planning that's not already its own date it really should be and it should be in October I'm pretty sure that that's something that just kind of has to happen right yep yeah I mean we're gonna we have to have a conversation and we really should have it as a board Workshop so we can spend a lot of time on it no they're good oh man this is really hard thank God thank you that was really hard okay it's getting warm enough guys more of you need to sign up for technology and artificial intelligence please nutrition was my number six unfortunately I'm hoping we can pull those back as you know at least uh update check-in item all right staff we've made good progress up here and I think it's time for you guys to say something now looks like careertech is is a a leader all Ed as a leader is already done yes Career Tech all Ed PE dress down and locker rooms nutrition and wellness that's five right alt Ed Career Tech PE dress down nutrition and Wellness okay so the ones with four are hold on hers it's already winning and winning okay so the ones that have four is CTE and all dead and PE dress down just changed no pun intended oh wow I wish I had intended it that's right high value and then there's conveniently two that have three sped and uh nutrition so there it is I move that framework so the problem here is we do have to have the facility master plan discussion because we're going to have to start planning for the bond and that does require our consultant to be here Bond Council to be here it's a pretty Hefty meeting in that case I know I'll switch one of my votes I'll fix it are you gonna fix it oh Eileen's gonna fix it sure I'm taking a vote off of uh like trying to read what that this is honest okay so that's Robinson and Tennis combined it was actually I don't even know what she did it was hilarious that when it was fully combined I always did it was hilarious okay so facilities master plan now has four yes foreign just lost out it's a tie between special special ed and nutrition nutrition and the tie breaker could be Robin no no well konken could make a decision based on between those two because she's in both oh and Robinson uh yes yeah I'm on both Conklin could add herself to all dead we don't need to that we just need to just there needs to be a tie breaker between number nine and number 13. so Rebecca conken your name is on both 9 13.
yes yes agree and then in 2019 which was the pandemic and with and followed into um so to be clear I do not believe that it is fair to put what is state law on the backs of teachers state law yes masks and mandating that was no law there was no law for Mass yes ma'am there was there was no law for math mandates are not laws ma'am an executive order has the same effect as law so at the end of the day yes I'm still talking for a second covet is over okay to be clear covet is over and at the end of the day for you to sit here and put things that yes I recognize your frustration and I'm not saying that they're invalid those years were literally miserable for so many for so many reasons but again you are putting weight to things that have absolutely nothing to do what what this agreement is what their power is because they made no statements about anything with respect to power that came down to our board and at the very least you exist here so should that situation rise again you would be in a position to be able to make those statements I understand that there is narratives that get placed when teachers make decisions or when any Union makes a decision to strike because there is cost and I understand that I recognize that what I think is valued here is that when it came to those strikes the level of preparation that got done the working with district and hea and teachers across to say how can we do this so it is the minimal disruption to our students is what matters you keep making statements that says this came at the cost of students and that is not accurate with respect to the process that the individuals went through in this moment you can choose not to agree with the hea that is fine from a position of a former teacher a board member who respects what it is that this position is I will say to you I value your union I value your feedback and I value your input for what is happening where are areas of need where are areas of concern it does not mean I have to agree with you and so to say that you're not here the hea when new teachers get here they provide information and help they help set up sometimes mentorships to say hey here's somebody else that does this those meetings that they go to are after school I know this because they inform you of them they're not doing student hours and if somebody is doing it it's on their prep because again we have a job you make it seem as if we aren't sitting here with the focus of classroom hours this stuff is done outside of that this stuff makes our job up here easier because we now have a policy in place that teachers support and teachers get behind because we can say the hea agrees when they have complaints it goes to the hea it gets filtered out that is literally part of this process nothing about our partnership is saying you agree or disagree with the statements that they make it is us saying teachers we value your input we value your ability to organize to ensure that you are comfortable in this environment because we wish you to stay whether this contract is signed or not that still happens and they support teachers because they get money from these teachers to be a part of their Union to have that support none of that would change so indeed it would if we didn't have those things in that organization it would you know why because then we don't have to meet with them we don't they provide a service that they're paid to do if we don't have an agreement with them then what's there to say we have to meet with them and what ensures the teacher is like I said and what why would they want to be a part of an organization why would they even want to be a part of a district that doesn't agree to meet with teachers and it doesn't agree to an agreement to meet with them I mean I I think we're also missing the point too it's it's a memo of understanding yes um and and yes it's it's an agreement on what is expected on both sides I mean it helps protect the district as well because it sends it's laid out there what these expectations are what they can expect from the district but also it talks about what the district can expect from them um as a board member who lived through red for Ed um you know and that that's on both sides because Community there are some who were upset we had an overwhelming majority who supported them but the the impact to our district was much less because of our relationship with the hea um and how closely they worked with Dr Thomason and Dr Thomason always knew what was going on they had an understanding they had an expectation so we could communicate to our parents in a timely manner and that wasn't happening in all districts I mean sometimes they were trying to figure out if they were going to have teachers like it's nine o'clock at night are we going to have teachers the next day uh our relationship with hea and and our district it was by four o'clock we knew what was happening so we could communicate with our parents and and that was the mutual respect a memo of understanding and to clarify it there there is no contract this is not a contract it it is it's an agreement on expectations it's saying we expect this of you and you should expect this of us I mean that's all it is um is it's a mutual respect professional agreement um on on what should happen there's no contract um and I think that seeing and there was once a time once upon a time hea in the district were like this there's no doubt about it there was no happy medium whatsoever and and I think through the District administration um through hea they were able to negotiate and come together and now we have a great partnership and the stipend is for district representation it's it's not for lobbying it's not for out doing political things it is um there's there will be a hea well June will be at both of the rally the welcome back rallies you know and it's it's taking those time that's additional time um there's plenty of times that the the hea president is is Serena other things and asked to join but that's not if there's other teachers doing this it's not the stipend it's when it's above and beyond their duties and it's representing the district so it's when she's asked to attend something like I said like the welcome back rally new teacher orientation um things like that that go well beyond what a classroom teacher would do so that's what the stipend is for is because we are asking for extra duties for them and there is much of a representation of the district as we are of them I mean so would we be asking someone who doesn't trust their District to come in and speak with new teachers because obviously we want the new teachers and I mean she'll tell you how it is she's not gonna lie or sugarcoat it but like hey you're in a good place you're you're in a good District this is what we do this is how we do it if you have concerns and they represent everybody and whether they're a member or not and there's been discussion on um classified and certified and the because they recognize we're a district we're not just teachers so um so the stipend that they get um and the reason I know is because earlier it was indicated that we're a historic Board of not asking questions which is not true they may not have been asked out here they may not have been published like we are now and that that's a that's a great idea but I can guarantee you especially as Scott sits out there in the audience and Jill is here um I can guarantee you this is this was never a board that didn't ask questions it was just done in a different format and they weren't published like I said that was a great idea something so simple why was it not thought of before I don't know it wasn't to hide anything but the reason I know this information is because these are questions I asked because I did have a concern same as you going sorry why are we paying an organization outside of the district why are we paying a stipend um and so then I got those answers and I I've got to learn what events are expected and things like that so um so we're not a historic Board of not asking questions because we do we and we always have it's just been done differently and we're improving and thank you for bringing that um so um it this is it's not a contract um like everyone says you can call a union not a union I when things come down to it if there was something Arizona doesn't recognize unions we are a right to work state um they're a professional organization that we are having a professional agreement in writing with on what the expectations are and they have been just as helpful to the district I think as we have as they have been to teachers because there have been times that we've had to go to the hea and deliver some not so good news and say hey this really sucks we've got to go we've got to do this we've got to go in this direction we have to do that and we rely on them help guide us help us because you know your your teacher community and we have to go deliver you know news on reductions or whatever it is and they help guide us so there there is a mutual benefit from this agreement and and that we have to recognize that um and then they help they help both sides so they've come and said teachers are asking for this and we're just like oh sorry that's not going to happen so everything they advocate for they don't get sometimes there's not even a compromise it just can't happen but it's done respectfully um and then it's later on how can we get there so um so it to clarify it is not a union there are professional organization that represents a group of teachers and other staff anyone who goes to them that has an issue and they've been able to help facilitate lots of things whether you supported red for Ed or not that was a state-wide thing I mean there yes our kids were out of school um and our state still needs to do some things to change but that started that moved the needle a little bit me personally would I'd like to see that we can have conversations and have agreements and and have our legislators Listen to Not Just teachers but look at our hospitals or nurses and I mean everywhere that government needs to change all the way around so unfortunately it's certain things that get their attention that actually makes a difference and I wish we wouldn't have to do those things but it started moving the needle um and like Mrs Schultz said you know yeah advocating for their representation of of people that they represent people didn't understand covid they were afraid they didn't want to come to school and as a district we that was one of those conversations we said look we're opening up we're going back to school this is what we're doing and so that was conversation that had to happen and hea helped the best they could support the district in that just to say okay our this is what our districts decided and we need to to be there so and then individual choices obviously at that point are made whether people came back or didn't come back but in all hea helped support the district in reopening even though that's not what they asked for and like I said and then people individuals make their own decisions so I just want to this is not a contract it's a memo of understanding it's a professional agreement on what can be expected on both sides and I think the organization is beneficial to the district um as well as as teachers and just so we're clear I mean they they can't call them a union in Arizona because of the right to work states so they call them an association so if you look up Association it will tell you it's a union um it's just playing word games um but I when when they attend events and we're paying them four thousand dollars a year to attend these events they're attending as a union member so paying statements stipends from taxpayer dollars to union members shouldn't be happening um they are they are paid by those who decide to be members of hea um and we shouldn't be paying them additional out of taxpayer dollars to come and do what they're supposed to do as a union rep we should not be paying them out of taxpayer dollars so if that's part of this agreement um you know obviously that's an issue um they whether you're a member or not they continue to support Any teacher and so again my belief is that this agreement isn't necessary because they get paid to support teachers to be able to advocate for them not the students but the teachers and when it impacts when their actions impact students I have a problem with that if we don't have students in our schools we have nobody there's nobody to teach so again we have to ensure that our children that come to this District are priority and that their needs are being met and when we have the Union advocating not for the students it's a problem which is why I have these concerns thank you and I don't think that the stipend is part of this agreement I didn't see it in there it wasn't all those in favor aye oh there's a post nay motion carries four to one moving on to a future board agenda items okay all set or an initiatives okay I move that we adjourn the meeting all those in favor aye aye thank you good night and congratulations to Mrs Richards again thank you [Music]
so why don't you just decide which one you'd rather do you could make a suggestion about that real quick just because um Caitlyn mentioned earlier that maybe we put off sped until our new special ed director has been in the position for a full year so maybe we do pick that one down the road and let her get a full year in and to the very beginning of next year's stuff instead when was our last our last sped um Workshop we get updates from them and it would be good to still get updates we had a workshop when was our workshop for special education we did it this school year yeah you're asking the fish I don't know I'd be in favor of doing it waiting a bit but we did it in November 2nd last year okay I went to the new director July 1.
