okay so she starts July 1. correct gotcha okay yeah I think that that maybe is it's fair for her okay um but I I do think it would be really helpful to have her just kind of give an update on how how things are going you know as a regular agenda item um sometime when she's feeling ready mid School year-ish and on that same note I would I mean I think these are all worthwhile topics I would like to see some kind of very brief even just informational update on each of these remaining topics at some point throughout you know the next school year is that reasonable just like a 20 minute here's where we're at the Hallmark policy is already requested to be a discussion action item yes I think we're there right so I move uh adoption of this year Workshop list with the understanding that the other items will come back to us with brief updates throughout the year okay I'm just looking a second I was looking to see if staff had any additional comments okay yeah they seem okay to you guys all right all those in favor aye okay Liaisons I'm starting to lose steam it's only 9 25 it feels like it's 10 30.

oh my gosh Wellness I'd like to do Wellness okay that was a bad joke um I'd also like to do Wellness I'd like to do CTE also I'm going to take our names off all these I want to do all this too but I claimed him first so that's I'd like to do facilities oh I guess facilities we do have a facilities committee yeah right so that means are we writing our own names and things or are you going to do it because you're oscillating I'm not the boss lady I'm the boss lady um why don't we do this in an order here um yeah I heard tennis anybody else want to do CTE and by order I meant the order I wrote them down on my paper oh that's why I'm like what order are you doing this there's two board members per committee do you want to take CTE because I'll I'll take it if that's not one of the ones you wanted I'll go with with Matt on CTE and do facilities that gives me two okay so on and I'm done oh sorry no I just say I'm not counting facilities as one of mine so I'm not done but you go oh all right does that mean we already have that one sorry altered would be our next one yeah I'd like to be involved in that one I'm interested in that um okay conk and Lando no and me see uh okay if you want to go for it no it's okay that's too late you said no no that's fine let's see how it rolls out all right because there are other things I want to do as well so I'm happy to take that one since I did kind of floss until it got on there but and we need one more for nutrition and one more for altit oh I'm sorry 10 is in Concord on nutrition is it Dolby or kanken that's yeah we had it we had we had it Rochambeau on that one I apologize oh my access is expired you're out okay here's what I'm showing CTE tennis and Robinson all Ted Lando we need another person on that one PE dress Dam Concan Lando facilities dalby Robinson nutrition tennis dollby ideally each person would sign up for two counting the facilities Bond one that's going to be a lot this year the going out for a bond so I showed Robinson with two tennis with two Orlando with two just for clarification all Ed it includes everything from Fairview to Cal to uh to Oak Ridge ASL AFC any anything else I would fall under that well that will really be up to the board members that are designing it it could go um into our alternative education programs that we have at the elementary level which currently our CRV in Rosedale oh yeah Oak Grove it depends on how far you want to expand it at that point right now everybody has two I don't I can take the head unless tennis or Dolby want to switch with you what I didn't follow oh switch nutrition with altered okay currently you guys can wheel and deal later cookies or something might need to be involved CTE tennis Robinson all Ted Lando conken PE dress down conking Lando facilities Dolby Robinson nutrition tennis dalby and with the permission of the board I'd like to work with staff and put these into the calendar we can bring that back and have you adjust if necessary but I like that we can kind of pace this out so that we're spreading it out yeah do we have just an agreement on that yeah I think that sounds good last year we also decided on the dates during the meeting it was yeah I want to leave that to staff because they yeah I I like that thank you um except for the the first we probably should determine now what the first one will be though since that's going to be September right yes okay what are as the second one October should we determine the first two well October should be the bond for facilities and bond right and and what I'd like to do is just go ahead and leave this uh if you would give us the permission to just go ahead and set this schedule because then we can work with staff see who's available over the summer to get some of the stuff done so that they're ready for that very first one in September knowing there's a possibility when I talk to Julie she thought she might be ready to go with the facility master plan and bond even in September which would be great if that was the case so again if you just give us a little flexibility on the um I can figure it out as soon as we get it so long as you promise to give the Liaisons a heads up now now of course deal is that it moving on oh are we on 5.4.5 Chicago Unified School governance I'm gonna stop because I think did we take action to adopt the board Workshop we voted on the list of them we put them we put a motion up in a second I don't think we were actually took action on it though no vote I think I did I really Amanda made the motion and the second was I really didn't catch a second I'm willing to Second go on record a second for that cool so Lando made the motion Tim is seconded and you should say all those in favor aye I really thought we voted 5-0 vote okay all right thank you and then that structure right where'd it go of those people who are on it do we need to vote on that also okay great okay 5.4.5 Chico Unified School District governance handbook for the 23-24 school year uh this was on last this all of these were on last weeks and then we postponed them to this week just for the extra week to simmer on everything and ask any questions that we needed and now we can ask for a motion philosophically wait did you ever said sorry did you have something to say Kelly okay you looked like you were gonna touch a button so sorry I don't love the handbook I feel like this is a democracy and we're you know elected by people to represent them you know period I don't I don't know why we've got a bunch of you know rules and stuff but you know I see that you know you know maybe there's value and and wisdom in this thing you know that that can help us you know get along and and stuff like that so I'm not gonna I'm gonna oppose it I'm gonna I'm gonna vote I on this we don't have a motion yet so I don't even know what you're going to vote for yep um I'm looking for a motion do we okay I move adopting it as is no changes second that motion all right all right so I'm going to jump in here okay and uh I do believe we just changed the mission on our l cap so we'll need to change the mission on this yep friendly friendly Amendment accepted I mean yeah I have to buy proxy apparently that's how we're doing it now yep all right because I'm the boss yeah we're good pick up your mind accept it yes let's do it all right so I believe that one of the reasons we uh held off was so our uh newer members could take time to read over anything you guys find in the uh exploration of this that he's talking about I don't know you're good with this wait is the way it is I don't mean to call you out it's just that last time we talked it was because you had yeah that's all okay um see no further discussion uh all this in favor of approving this handbook as is as is with the one uh pointed edit of the mission statement thank you yeah I I opposed okay it's unanimous it passes thanks everybody moving on the least contentious uh discussion of the governor's handbook we have right um okay the next item is uh 5.4.6 discussion action uh proposed form and procedure for board members requesting to agendize an item um and so um attached to this this was my request from the last meeting I um wanted to at least clarify that this uh this was more of a um wasn't it wasn't to streamline that was definitely the wrong terminology but it's um an attempt to just give a little bit more formality to the process for a few reasons that came from um especially this last year or even me running these meetings um the way that the current process is a little bit messy and also really um really skirts if not um uh the word is not coming to me but with the brown act we get we get pretty in the mud sometimes when we're trying to agenda as an item and we're kind of just and all I shouldn't say all of us have done this but I certainly done this kind of have this word vomit that is some weird thing and then like discussion ensues and when really it just needs to be a simple statement and possibly just a statement of um of reasoning and um you know move from there but also um the other thing that I've observed and maybe staff could speak to their perspective on it is um that our job is to really ensure that what what we are spending our time on and we are requesting staff to spend time on our things that fall under our scope yes and so um just to kind of keep keep our agendas from from expanding Beyond um our staff capacity when it comes to time and having to reprioritize things when new things arise and then and then other other things then falling to the Wayside so to speak yes and I I can address that you know one of my jobs as superintendent is to make sure that we are very focused as the staff and that we are getting the work done that the board has set forth for us to do and um we get going down that and we're going great guns and then what has happened is we can get thrown off that because we have a lively discussion about something that comes up and um and very valid but not necessarily following within what the board has said this is what we want to focus on this year so then we're getting splintered off into the directions very quickly trying to pull together information to come back and present to the board and then something else will fall off the plate or you know we may not do a great job in getting that information if it's a very short turnaround so that was one of my goals in having this discussion about board workshops that we get some of these areas that are of intense interest to the board on our agenda calendar calendared so that we can bring that forward have those discussions but not continue to be adding to the plate and I did keep track of you know a lot of the things that just came up last year and you know some of them there was no getting around we had to have those conversations others might have been better had we full folded it in to agenda items that were coming up in the future or other board workshops at the end of the day though we're going to do what the board asked us to do and and you want us to present on something that's what we're going to do I'm just trying to find a little more organized and making sure that it falls within our scope and that we have the information when the board makes the decision um so that we're not violating the brown act as we kind of got on that ground a couple times where we were starting to discuss things that weren't agenda's guys I need to wake up tomorrow morning at 3 30 a.m so I'm going to leave that's very early yeah so so I just whatever you guys decide on this is fine by me thanks for your time yes thank you already very late and if you're traveling safe safe try safe safe travels it's actually oh well then be safe it was very early um so just to kind of I guess walk through how I visualize this ideally working if we were to approve the process and and maybe you know maybe I don't know we'll just see how how our discussion goes yes did you want to interrupt me I'm supporting I just want to explain how it works oh it's it's clear not might be about to everybody maybe to you I want to explain it to our other board members because I have not had a chance to walk through the way I imagined this maybe playing out um so the the form is is nice there also is a Google form that matches up with this that could be a really quick five minutes to go in and just type it up really quick but you know we have meetings or in between meetings we have ideas and we want to see it brought into on a future agenda maybe it's urgent and you want it on the next agenda maybe it can wait a month or a couple of meetings when it fits in right um so of course the name of the the person requesting it the urgency so next as soon as possible next agenda item at the December meeting whatever that might be would be written into their the type whether you want it to just be informational if you think it should be coming in as a discussion action or would like it to um ideally two selecting one of our four lcap goals when this was written up we didn't have a fourth dollar account goal yet um it's nice to be able to relate all of the things that we do to our strategic plan in which is the lcap and so to say hey this fits into our strategic plan so this is why we should be spending time on this and asking staff to utilize their their time and energy on this um and then down below is just a space for a few words to State the item so that kind of helps with the I don't know how to word this as I'm awkwardly up here with this new idea that I just came up with in the last 30 minutes get to put your words on paper and really think about how it's How It's Gonna you know come to the rest of us rationale can be very short um it's good to see like where does this coming from like what what's you know what's the the purpose behind you wanting to bring this for a full board discussion action informational and the rationale also helps staff because staff will see this before the agenda the staff may be able to address this without needing to fully agendize it and could you know do some information seeking and get back to you or respond to the full board and say hey a board member was interested in this information here it is already we don't even need to fully agendas it so that gives the opportunity for staff to just say hey I can just I can just address this address it and then say do you still want to agendize this or do you think that you have all the information you need or or do you think that that when we we're already planning on bringing this back at the September meeting um will that will that you know suffice it or do we really need to put this as a board member request to agenda's item that's where the streamlining kind of comes in a little bit um and then uh that uh that plus the how are you how does this like how does this relate to lcat goals is just kind of helping us you know really reflect on what our purpose is here what our goals are how it fits with our strategic plan and our vision and our mission then if if and then all of the things come together and it's like yes let's put this on the agenda let's move it forward this gets published for the public to be able to see as well as the other board members before we before we come to the meeting so we will have already been able to see this and think about it um a little bit um and the public will be able to give comment on it so that helps with the brown act rules situation um I I do understand that this like the way to agenda as items has has shifted um I know right before I started Mr Lando had run into a problem where he didn't could didn't even have an opportunity to agendaize and that this this the way we do it now that's how that came to be um and so um I've just been struggling a bit with this item every single meeting since I became president um and just wanted to put it out there that that it might be beneficial for staff and for us um as members that want to agendize an item or are on the listening side of hearing somebody's item um that a staff or a board member was interested in addressing um to be kind of more firm firmed up in in a sense that's my rationale and it IT addresses the lcap goals by making sure that our time and resources are focused on our students needs that's I think that's my Spiel are we discussing yeah I think we can maybe um probably should have a motion before we discuss I move acceptance and approval of this form to assist us in adding items to an upcoming agenda this form in process and I would add with Gulf War included on the on the form I second now we can discuss I just I absolutely understood what you were trying to do I observed the same issues it's not the first time a board has had this problem and we fixed the other one in a similar way only then we've been never created a form just agreed to a process so I fully support what's been put forward thank you president dalby I think my original hesitation um with it you addressed it and that was like just the transparency with the public so that they were able to see this form and even have opportunity to comment on that so I don't have any reservation um with the concept that they would it would be fully transparent yeah with the public I think it helps I think it helps like improve transparency it gives two opportunities if it ends up going on to a future agenda item for the public to comment on it um so thank you for for adding that I really was like wanting to make have us have a system that that opened up that a bit um yeah that's why I appreciate the um the concerns I think we really the focus on scheduling time for staff and on the brand act especially are super necessary I also think we could probably do that with some sort of explicit Norms perhaps even in the government's handbook um that we just passed without changing um I personally know that this extra step will be um cumbersome for me personally and I think we can find a way to I hope we can find a way to address these issues without adding uh an extra layer of paperwork essentially to what we already do um that's my Spiel and like I fight about too hard I think personally for me I struggle with I struggle with this the same type of thing I still have not submitted my reimbursement request from csba Jaclyn's really mad at me because this is the end of the fiscal year I'm really bad about that type of thing I'm hoping that I get in the habit of this is I my wind down time which I do spend usually an hour at least at home a week after I get home from board meetings awake just kind of mulling things over that that's my time to hop on the form and and just jam out my my requests while they're fresh I mean happy if somebody just wants to give me a call I'll type it out and get it down there just have a conversation part if that's helpful the other thing you know I think if we're at a board meeting you can fill it out we could have the handwritten ones here and fill it out right then and there while you're thinking about it and it would be on the very next agenda so the time wouldn't be it wouldn't take more time than the current process conceivably yeah but then you've got people potentially doing the homework while you're trying to teach it would add it would add the time to the process because it would be the request the request would go on the next agenda item or on the next agenda whereas right now we can request on the spot so it does add it does add a little bit of time but I think that that I think that that time is valuable because it may actually minimize the the volume of items that we end up adding because the process will help us just get that information or or get our request satisfied just by bringing it to the staff first and sometimes legal counsel maybe I mean We've ran into an issue where we've agendized something where a legal counsel told it went hey hey hey like we know sometimes that extra light that extra little step is necessary and we don't always have that information up here at our fingertips our lawyer is not on call during every meeting too to step in and say that's not advisable at this time you know so um so the process you're invasioning we fill out the form then the next agenda we go over the form and vote on whether to agendize the item yes okay um I am somewhat concerned that there will be times when um I mean is there does the Act of filling out one of these forms means we're going to talk about it in in an open session I think that as I mean as long as it's not closed a closed session because what I've heard you say is maybe staff will just get back to you and with information and you don't need to do it anymore no the follow-up would be staff we get back to with information and and say do you still want to agendaize this okay you know is this enough information or did this fulfill what you are looking for you know and then we have the opportunity to say um yeah actually this is great I don't need this to be a full agenda item or um no I do think that this needs to be taken to the board right for action or or whatnot sometimes staff does that too for us anyway actually a lot I would say like more than half the time that we try to agenda as an item that's how it plays out but it gets really muddy with brown actor rule stuff yeah okay it's it's two weeks before action can be taken on an item that where we may be very passionate about well and I mean to at least an extra at least two weeks well and the president and superintendent still have the ability to put things on the agenda they need to I tend to not oh I'm aware of that oh okay it's still there in the in the governor's handbook um yes you have granted me with the authority to add things to the agenda it's in our handbook and I appreciate that you've been gentle with that yeah I don't I don't I'm not enough oritarian okay um so is there any further discussion or would we like to go to the vote um we've been unanimous all night almost I mean recently I should say recently yeah oh but we're minus four members so we have to vote bye bye by voice I'm gonna vote um Dolby I Robinson I konk and I let's call it let's call it an a Okay so um that also will give us the summer time to uh yeah absorb that and and play with it a little bit launch launch that um the I it's passed but um the caveat two which I it was in here so hopefully it doesn't catch me by surprise that the idea is that it's submitted at the same time as other anybody else has to submit items so it can be included but if there's anything that's urgent that comes up it can be worked out with stuff so if it's you know if it's I don't know well in advance if if the meeting's been published right you could still probably add at it for a yep yeah an emergency function okay um we uh will are there any are there any requests to agenda as an item for this evening I'm glad that I'm I'm amusing to you all uh fine that's great let's move to closed session and I will say if we can get ourselves there within five minutes we can probably be done within 10 at the most okay it's Jim's last closed sessions last closed session and he has promised to be speedy clear

consider for a for us to participate in the district for us to participate in the state treasurer's interest-free Loan program so Mr Moss can give a digital um a little brief explanation on on that item foreign thank you uh Madam president uh members of the board Dr Lauria um this this loan is interest-free and whenever we have a cash flow problem which we haven't had this last year I'm just anticipating in case we do we do this just to give us authority to do the loan do that and then pay it back once the uh property taxes in March April May Come in it just pays it right back off so that's kind of what it is I know I uh had given to Miss Lewis that uh all the documentation and stuff so if you have any questions please ask and just to add a little bit more context for the public sometimes we'll always every every year we receive our taxes from the city and uh sometimes if there's a delay for this you know in in us being able to get those funds if there's a delay in the the ensuring that we are covered um because I know the timing of our our tax revenues is a little off and I think that'll it'll be helpful to have that extra cushion I actually hope we don't have to use it but uh it's just we almost had to last year and we didn't even have this stuff so I I'm just kind of preparing us each year for now on in case we need it we got it I appreciate that thank you and Madam president members of the board if we have to use it then uh the board will be informed okay correct thank you all right um Ramona would you please connect real quick thank you I'm sorry Mr um Dr luria would you like to give an introduction to this item yes Madam president members of the board um this is a a resolution that if if at any time uh as a superintendent I have to use or I would ask um we have expenses that will need to come from the fund balance as a superintendent I will have to come to you for you to approve that the fund balance or the community is basically the savings account of the district the fund balance every year uh if there's any leftover rollover monies that will go into a savings account basically which is the fund balance and for any superintendents to use any amount of that fund balance then a resolution needs to be approved by the board uh in that fund balance by by Statute there needs to be a certain amount a percentage of the entire budget of the district which is five percent which equates about um four million dollars plus uh the the table minimum so it adds to about eight million dollars so for our district because that's that that is um different to every District it all depends on the the total funds that they receive the the um Revenue that they receive every year uh for us is approximately eight million dollars uh for you and the board in the community what you need to keep an eye on is that the fund balance never goes under eight million dollars uh we currently have the fund balance approximately about 21 million dollars uh this uh the resolution um however will make this fund balance stay at 21 million next year because the funds that we are asking to use which is approximately six million dollars is the rollover from this year um so um approximately six million dollars we're requesting to use this year to balance our budget as it was shared with the board and the public during study sessions in the previous board meeting um there are a couple of factors that have an forced us to to go into our fund balance one of them is the decrease in enrollment uh that we have had for many many years and for many years we haven't quite adjusted uh our expenses to the income that is based on student enrollment or the revenue but the district is projected again to lose 266 students for the next fiscal year and it is budgeted and this will be budget in the in the new budget if we can use a front balance uh once we get the October count however we can we will be providing an update to the board on how um the the enrollment would impact the district this year in uh you will see an amend uh you will see in January a new budget which is going to be the amended budget based on the enrollments because right now although we can project how many students we do not know exactly how many will show up another reason that that we experienced this year that cost um the district to use approximately eight million dollars over uh six seven million dollars uh in unexpected expenses um was um the result of the harmful and negative State Board of education's orders not only the resolution or the order to to dissolve the district uh or to go through the process but also the uh the spring uh removal of the accreditation uh that resulted in a lot of expenses that we were not expecting uh such as a high number of vacancies which resulted in high number of or large amount of substitutes uh engaging in contracts to ensure students have um or had certified teachers through online programs so a lot of expenses that were not allocated so um we are asking you for consideration to allow us to use six approximately six million dollars to balance the budget and uh in our next item when we talk about the budget I will um be sharing with you a little bit of how we um the actions that we have taken to bring some cost savings to the district and ensure that we start adapting to to our enrollment additional things that you know really resulted in as you recall about two months ago saying that we now we're finding about 15 million dollars in the deficit is um lack of appropriate um bookkeeping that we inherited and we are discovering now as we go through the process but our our team our staff and our new CFO have done a phenomenal job really looking and cleaning all that bookkeeping and allocating monies where it needs to be allocated that brings us down to um six million dollars that is basically the rollover from this year so the fund balance it goes to the fund balance for a moment but the fund balance will stay at 21 million uh Mr Moss um is there anything else that I I missed um please please go ahead no I I think you've uh said it all um you know we've gone through the slides but three times four times so I think you guys uh have a good understanding where we're at and so um I'm pleased that we can at least get to this point we're still working um we are uh looking daily at other areas and still doing position control and looking at things that have been doubled up in Staffing wise I mean we're still finding that I see like today I found one person that was doubled up and I'm like how can they be paid out of here and also paid out of here so those are things we're just finding out and uh we'll just like Dr Lauria said we'll keep billing the the onion and hopefully we get until here before you know December and and give you guys a really good budget and uh January yes so maybe Madam president I was going to be sharing cost savings and actions um but I think I can add it here because it will give a little bit more context um two months ago when uh that was uncovered the 50 million dollars deficit uh we engaged in a restructuring of central office we were doing that already um as we prepared for next year and to ensuring that there were that three things happened uh number one the goals of the board in the uh India strategic planning process that we engaged with the community were were being met uh the second uh part is that we had resources um that really moved closer to the students in the third one that we had Equitable practices um as far as not not only how we um and not only for students but also for our staff and that meant uh doing a whole in a deep study on um the titles of individuals dialogue individuals job descriptions connected to those salaries and those job descriptions and also minimum expectations sometimes required by law sometimes um that uh we would after this were considered were um were appropriate and um and uh we went through a an intense process that resulted in salaries and benefits uh Savings of 3.7 million dollars uh so I'm very pleased because this is at the central office mainly central office level we did also work with the school principals uh since uh January on balancing Staffing at the schools there was no criteria for for balancing we worked with them so that we ensure that our students in every school um in the student teacher ratio was appropriate and we worked with principals there we also with the principles worked on balancing even our custodial Staffing at each one of the schools using the square footage and algorithm between square footage and enrollment of the students so um uh going through the through the titles or or job titles or descriptions also ensuring that there's a criteria that ensures that um that there's Equitable um or there's Equity amongst um um our jobs and job duties and salaries for our staff so Sellers and benefits as I said resulted always result in a a savings of 3.7 millions that actually is going is moving closer to students now funds that we can use closer to our students uh contracts and purchase Services uh thus far is resulting also in savings of 3.5 million dollars additional so added to over uh seven million dollars both together and um as Mr ma said we continue looking at at contracts uh services that were purchased with uh or during covid programs applications technology purchaser and covet that may that is not no longer needed so we are going line item after line item will continue doing that um the rest of the summer and in the fall for for you to see a much more um balanced budget uh when you when we amended uh we're also looking at for at Food purchases at all levels especially for adults that we're not talking about about good purchases for students and ensuring that the funds again go closer to the students and um as Mr moth said a alignment between HR uh in finance departments position control in high enough staff and um in salaries or payroll I should say so um so we're coming to you uh with our resolution um in in a couple of items with for you to consider the adoption of them of the budget great thank you so much Dr Lilia and Mr Moss um may I have a motion to approve item 3.2 approval of resolution 23-006 proposed budget use of beginning fund balance for the 23-24 fiscal year a motion to approve second thank you any discussion board members um I also quickly wanted to know um I'm sure Ramona you noticed but uh director Molina has joined us since I just want to make sure okay um I I have a a couple of items I'd like to to say uh regarding this item and the rest of the items I just I want to commend our staff I know it was very difficult to go through all of these Cuts all of these changes um I'm hopeful that our um Position will be better in lines to to serve our students I think we've uh when when I joined the board and as a parent I felt that we needed to take a look at the equity within our um staff job descriptions um pay um so I it's a lot to happen all at once but I think it's been long overdue um and I also think it's a great time to be really digging into all the service contracts to make sure that we're um paying for what we need and getting what we need to our students and then the only other thing that I would like to add is I I think um given the unfunded State mandates or the management um entities as well as the removal of our Charter Authority the removal and given back of our accreditation I just really urge our community to pay attention to what's happening at the State Board level because it does directly impact our art district um and that's all I have to say about the agenda item any further discussion all right Ramona real call please commodore aye Ms Estrada aye Ms Lovato aye Ms Molina I Miss Zubia aye thank you next on the agenda we have a couple of resolution 23-007 fiscal year 2022-23 supplemental budget and appropriation may I have a motion to approve almost into approved second [Music] um any discussion all right Ramona Rocco please hi Ms Estrada hi Ms Lovato aye Ms Molina I Miss Zubia hi thank you next on the agenda is approval of resolution 23-008 uh proposed budget appropriation for fiscal year 2324.

so we have one month left to go I know that we will be receiving an additional 150 000 payment in June for prescription rebates so that'll help fully the balance we'll see what claims come in but I do expect that we will end the year in the neighborhood of where we are right now 1.6 million that's about 1.6 months worth of claims so with that I'll just say that we did a little bit better than we expected this year and as I put in the memo on the budget closing the trend over the last six months has improved so we're not seeing this continual increase I'm not saying faith that it's going to continue downward to the levels that we were two years ago but certainly if the trend is subsiding that goes throughout the next year's plan is hopefully getting back to a more normalized so that is the medical benefit s um what can you tell us what happened oh no we're still waiting for what as we had made just remember what the high deductible Health Plan when we hit January everybody has to meet their deductible and so as you start hitting May June July you start to see the claims go up because people have started to meet their exercise I don't know that there's any large claims in there that are driving that 1.2 million that's going to say it's more related to the people in their deductible okay so with I know this is a formal issue when the entire meeting but we had not figured out yet why Medical Care is just suddenly so crazy expensive but like we have ideas process we know the types of things coming in there's no surprise there all right the question is I know there's a joint study happening in town besides we would warranty you claimed not just for or whatever in the downside to see what the what's going on but I mean there's no death medical inflation you know it's just harder that's been pre-pandemic you know to the tune of six to seven percent per year and plus we you know over the last couple of years have had a high run of large claims you know people getting sick significant diagnosis so um as I said even though this month is higher the trend is looking a little bit better so we'll see if that continues foreign [Music] members after we promotion to do the final five entries to close the budget for the year on just balance out but we will be balancing out at zero so in the memo just a couple of things I wanted to to know first is that all five of the main categories finished within three hundred thousand dollars of budget and no category was more than 6.6 percent of budget some categories were 0.6 such as salaries you know so we're really close within Budget on most of our categories the board knows you know from the monthly reports some of the challenges that we face it and actually pretty effectively were energy inflation which drove up the electricity Heating and transportation fuels cost of substitutes also you know was a driving factor and you know we had a nice offset in that special education across you know our local Budget on the tuition applications um thankfully we had no covert related health and safety expenses this year so that's a nice break from the private two years um in the final closing it's it's all accounted for but we did have to pay the food and nutrition services three thousand eight hundred ninety dollars to reimburse that department for uncollected student meal purchases we continue to follow up to try and get parents to pay those invoices but that is a requirement that the Board of Ed reimbursement food and nutrition program so that's factored in we um did have you know sufficient funding the way we manage our budget as before knows you know we had a maximum of an 80 expenditure on non-payroll expenses so as we got into April May and June we were able to allow funding to make the technology equipment Furniture purchases that we need to make for next year as well as a co-host of Summer maintenance projects which is in attachment a on their own so all in all the uh had a good good end of the fiscal year and I just wanted to take a moment while I can to acknowledge that there are two people in the room that's great Givens or director of fiscal services and Health Federal safety our operation supervisor board hopefully know that I have a very strong team behind me and [Music] Craig and Heaven for being here as well as Sultana he's a favorable Kelly and Mary mcgarrado and weasel I've got Julio in our accounting department so so mentioned on the uh unpaid Student Life purchases that average this year can we see that seven years higher than we've seen we have three males last year so we didn't have any other Collective grounds you know this year what's interesting is that we only had about one month one month window where parents had to pay for meals [Music] and it was during that one month period where the uncollected ballots actually went over ten thousand dollars and so that has been reduced so I would say it is higher than at previous levels great thank you questions seen as a hard one uh with someone like Nick mentioned I don't have any water to let my whistle here um what would that be Board of Education approved line item transfers for the 2022-23 fiscal year and as follows to every year in Balance uh move from employee benefits 13 315.08 let's move from instruction 297 756.11 move from Support Services 78 000 133.83 two salaries 668.28 moved two operations and maintenance 109 536.74 for a total adjustment of 205 dollars and two cents is there a second and the uh discussion on the motion any public comment on the motion seeing as there are none uh we will vote on the motion as articulated by Mr Ripple always a favor please raise your hands it is unanimous and thank you it was about saying I you know Greg and team are not often in our games because you're all very busy I'm sure Vincent's wife Taskmaster but uh we appreciate all the help on its finances throughout the year and I know it's been difficult time so I appreciate the artwork because it wasn't for us thanks really appreciated because if we're over a budget more events are responsible for us that being said we're going to move on uh up to the next is uh personal committee Fortune Mr wait it's not here yet and it was really great opportunity for for her and for us and we're excited about that but it obviously left the vacancy at Norton and so we engaged in a thorough search we've had about 30 applicants and I went through with the screening process the initial phase of the interview process carried on we then had an interview committee convened the faith was able to attend that part of it with our teaching team and some of the administrators and went through that part of the process only have a third phase that included a data team facilitation another interview with parents a student and faith and Sam were able to attend that interview as well the candidates that are from the finalists interviewed with Ben myself and Marlene for a third time and so to be our thrilled to go through such a thorough process and ensure that we have an outstanding candidate that I can present with you this evening we're excited to nominate Jody Rhoden for the position of Norton school principal Miss Rhoden began her administrative career as a teaching vice principal at reading Elementary School in Waterbury in 2005 to subsequently promoted Elementary principal in 2016 and would vary for becoming Seymour Middle School principal in 2019.

despite your tremendous success as the Middle School principal and it's wrote that it's very excited to return to her first love in education at the elementary level she really distinguished herself throughout the interview process through her knowledge and instruction calm and collaborative demeanor strong background and special education and proven record of success one of her references said of Jody that I have been in education 35 years and considered Johnny Jody one of the two best hiring decisions that I've ever made another reference spoke with her strengths of leadership for special education and now managing challenging issues by stating that she truly has a talent to help him through the few situations and bring people together around difficult situations we're excited to nominate Jody for this position from school principal thank you so much um forget it if any questions yeah I knew that the the Board of Education he wrote to the position of Elementary School principal effective July 1st 2023 further Jody Rhodes is compensated in accordance with the collective bargaining agreement between the Board of Education and the Cheshire administrative Personnel thank you very second eight seconds any conference discussion from the board of course I just want to say congratulations and welcome to Cheshire Public Schools Jody um your interview that I sat in with the parents and it's most impressive and I had a great feeling about you then so I'm very pleased that you are coming on um I just wanted you to know that I specially appreciated the way that you answered the students questions fifth grader but a very bright and energetic very well spoken young man anyways um I really appreciated that you took his question sort of head on and then corrected and answered him and such a generous way but also but you answered his question and um so welcome and thank you yeah I sat in on two of the interviews and um if they were all exceptional candidates to myself that um to me you stood out and um I I added away and said with regard to how you um address the student um you didn't speak down to him uh you obviously respected him he warmed to you and um I just thought that was a lovely uh important of what's going to happen over at Norton so congratulations thank you thank you and Andrew is welcome wondering um have you had any experience with civil construction because obviously you're coming in a very uh difficult time for transitioning and all of that so GMA experience with that unfortunately I do not um one of the questions was I had to rate myself of organization which was I have a time if that will help with that in that sense but of course I'm willing to learn Concepts you know then I'll just jump into the process and hello thank you that's so I know uh the board is very familiar with the interview process uh I don't think we talk about too much in public Mains but I just want to summarize just the number of interviews involved in what area students sure sure so the process always starts with a thorough paper screen the candidates submit all of their information as a online application resume submission letters of recommendation and certification believe it or not we have some people whose event applications that helpful certification and things like that so we we eat some people out but uh really we philosophically try and bring in as many people as we and he passed away event to get to know folks so Biz Marlene and I spent many hours over the course of two days uh conducting interviews to put faces the resumes and get to your uh them kind of bring their background to life for us you get to hear you know how articulate is this individual what are their experiences really like and get a sense of their depth and knowledge then we narrowed the group down I think we had six or seven candidate seven that we brought back for interviews with a diverse team with stakeholders from the building including the school nurse and the secretary and teachers reading math Specialists so we stay down on those as well we have much deeper interviews at that point where we were able to identify three candidates that we felt really good about at the end of that process then those three candidates came in and kind of did you know shuffling the Coconuts around at the same time where we had the same mentioned and Faithfully a panel of parents and students and the board members who were able to engage in an interview with Robin and Carrie and I think it's to know not just some details about the person's professional experience about how they engage with those different groups there are also then shifted over to evaluate our data from Norton we had a group of teachers in and the candidates led a data team discussion uh as well as I said you know been myself in Marley interviewed the candidates individually third time and so that process in itself was pretty thorough we got a lot of great feedback from the board parents and student as well as the the feature team that was in with Kevin Hanlon of facilitated that and then you know the just the overall experience we got a sense of Jody being our top candidate so then at that point we went through you know background checks social media the whole nine yards Jody's been slang and other things but nothing outrageous in her social media and so you know we feel very difficult true story yes [Music] that's great I I read it out because I these are all it's all just Tim White were here I think if I Channel my internet these hires um you know he he'd say that uh uh or wants to throw a process but two the board doesn't have to administically vote on these but we do it it is the policy this policy and frankly there's some I'm your employee yeah but um the point being there's a lot that goes into this and it's uh all hires taken very seriously so I thank you for coming back after going through all that that's weird and uh I did run into a couple parents PCL president that was very excited and she was asking what to ask God what's important thing when you hear from your parents so it's nice to see all the involvement you know let's take a trip and I'll have to say Norton's looking a well-recognized school as most of our schools are all our schools are CPS so uh I was like to say there's big shoes of Phil but these are opportunities to set you know new Footprints so I was so he's supporting this and yeah thank you and welcome nobody else wants to chime in yeah yes as an alumni Norton School class of being six and Mr White is also alone and my son he came in Alum a couple weeks ago I welcome you to the north family a lot of Rich history and uh a great neighborhood school and the I just we saw solar schematics of you know some preliminary of a new school it's a very exciting time for Norton school and uh I hope you're up to the task of leading the the school and the neighborhood in the future congratulations I will add one quick thing one what came across to me in that final interview session was very deep understanding of what it means to be a leader and that came through love and clear I believe she lives thank you I have a lot of confidence it's excellent the motion is that Cheshire education appoint Jody Rhoda to the position of the school principle the 5th of July 1st 2023 further Julie Rhoden is compensated in accordance with the concert bar and agreement between the Board of Education Andy Cheshire administrative Personnel all those in favor please thank you congratulations thank you excellent up next is yes we had a rather robust meeting back on June 20th um here in this room um we antonized we reported to this award about space planning Community several months ago about looking towards the future for enrollment growth and potential portable classrooms space ships within the Doolittle school on Highland there wasn't any decisions made or anything else spring matches foreign and that's where the bottom line is we're looking into it we're being aggressive cognizant about discussions oh thank you and uh I saw that Council to get the updates on additional costs or recovery trailers and so I know I think that they were very supportive of that you have to just starting to get through the construction and potential Normal book coming in as we navigate the next space so I know the planning committee is also talking about fakes too I think we have more true action on that as a summer so hopefully be a shorter process system any questions so saying that we find out we have to um expand that project to accommodate what it's what do we do I mean the current project yeah okay well I mean what if we find out the enrollment for these schools isn't a lot it's it's exceeding what even our high-end expectations and we get to the point where we say we you know the supplements are the South Winds are right what do we do that's a good question um and it's something that we've been contingency planning for okay so um I didn't point this out in the schematic designs and just had a meeting um where the Architects shared some conceptual drawings drafts that will ultimately as they get refined a little bit share with the broader Community for feedback and uh they're looking to hold the meetings remember when people are back in the summer trips and whatnot uh to get feedback really from the two communities most impacted but in those schematic drawings if you look really closely they're little dashed lines around some of the corners where they're anticipating if it were to come to fruition that we needed to add more space so that they could tack it on in those locations or eight years from now if you needed to that plot is sort of there and then so we're trying to design it to be an envelope and to be reactive if necessary um if it were to you know come to to be that we do the October 1 enrollment study because the recommendation was you know the year October maybe enrollment in to see who's actually here then do the more uh in-depth study I mean typically you guys are familiar with NASDAQ who does First Trade study but we also had it was formerly my loan in the room um that it became I can't even remember the name SLR and we would have them engage in another study that encompasses things like new construction will get a much better need than what the near future holds for us and we'll go back to the state if you need me to make those modifications but that's not going to be really on the table until we have that study conducted we would certainly review that in this venue and collectively and try to make the decisions about what our next steps are yeah it's a like if it was recently you're going to kind of chuckle that we have the experience phase one but you know I don't think it's a real possibility that's so I think it's going up a little bit closer connection to it again we'll see what happens but the other thing too is uh if it's not something has to be done in phase one phase two whatever those products sound like account for that so there's a might be both a short term and long-term or answer your question yeah there's a people keep moving to town houses keep being built so I carries right yeah okay yes I think one of the things that we just asked was the um the fact that we don't want the other schools to have permanent structures there you know not right we're doing this to avoid that right yeah yeah I think once we have like data in September we could really make a lot of these decisions like that's good so is that where we stand with somebody asked me about this is just the other day about with the the trailers yeah so where we stand is that we September um we're assured that there's some work that's going on over the summer to create some creative areas in order to move small systems and classrooms and shifting things around to the schools unilaterally moved one of the new uh Stonebridge Crossing development areas uh from Ohio and to Chapman in a way to try to convert some of the population growth that's going on there additionally we give both one of our intensive education programs from RC into Norton which will help kind of divert some students away from an island there are numerous reasons why we did that but this is one of them so we're trying to avoid and saying you know making these putting these buildings up if we can do it by any stretch but you know we don't necessarily control the enrollment so we're just monitoring it closely and hopefully we're able to sweep through the last thing we want to do is spend money on something that's not advancing our facilities and that's not really advancing it's just sustaining um try to be lend into this process in the first place which is great I mean there's other decisions so they have conservation Developers two years I don't want to look at girls in Russell town and then also there's more foreign thank you um policy committee met there's a June 6 2023 um we attempted to review a staff cattle policy but it was unavailable for review so we will be reviewing that at our next meeting hopefully it will be a simple policy to remove there um we did a review for a second reading uh instructional arrangements for teachers aides um there was a dispute in language to differentiate between parent Educators and teachers aides right we're looking for legal definition we got that hashed out um and then we did our second meeting of the uh the surveys of students which is a rather robust policy replacing the one that are like free paragraph policy that we have from 1997.

um and we uh we added uh language about the school State climate survey uh which added a I guess a process of accountability straight shot all the way forward and what happens if the warrant doesn't come to an agreement on language and that sort of thing so that language was also added um and then and so those uh two policies were moved for that was uh 61-59 that one and 61.62.

51 to move for a second reading um and then for a third reading we moved uh teacher's age paraprofessionals referencing Title One prepare professionals homeschooling which essentially sort of creates a I guess a permanent separation right would that be accurate yeah your home school and participate and we don't have you can't really remember any any requests for participating in athletics or things like that but particularly if the state is involved with the vaccination policy and when you look at things like how do you factor in academic eligibility and things like that it's better to separate so I actually I have well you know I'll uh I'll move through the error maybe before here uh then we moved to other which we always have sometimes discussions at the end um where uh Miss Rosenberg uh thank the superintendent for what he ordered uh more I guess even more robust policies right equity and diversity policies uh as and we also spoke about the civility policy uh and we will be discussing who will particularly suffer the fall to review again and the insurance at that point civil evening as usual that's right that's right that's right uh so um I have a motion to bring forward to the core um motion that the chips your board of education gives a third and final reading to policies four two two four two two two right teaches the AIDS paraprofessionals and policy number 6172.3 educational instruction under parental correction homeschooling and direct the superintendent to put set policies into immediate effect instead of a second Mr Martelli any discussion on the motion are there any cost implications for or two to two no it was just a issues with the legal language around para educator versus teacher Aid and it really started to get very confusing so we just added a statement in there that said for clarification about the roles of these positions see their contract that way if the contract evolves or changes we don't have to worry about constantly changing the policy just don't change any other questions seeing none all in favor aye is unanimous like I think yes yes okay great and that concludes my reports yeah um with regard to go to the same school climate survey all right so s b i i could I eventually lost track of everything that's going through the legislature so I don't know what the final language was that passed but are we not supposed to be adopting the language of the national safe School climate yeah unfortunately how does that work with this unfortunately like you I lost track of the multiple changes that occurred through the process and I haven't seen yet an update in clarification on where we are with that at one point um that you guys are familiar with the instruments are built and how things can often through the implementation of the the session and I have not yet seen clarification around that I assume clarification on some other things but there are still tweaks that are getting I get email and say I received two or three about just updates so I've not yet seen around the school climate one of the things that they were contemplating is indeed drawing language from other resources right now there are supposed to be questions they've been asked per the state but I mean you bind to phone find about the internet um there there was a plan to administer the survey annually as opposed to binary so I don't know where things stand to be absolutely yeah executive uh community meeting the last graduate um we still don't have uh kind of language yet back on some of the bills including the mandatory uh uniforms this year from SD at you know okay this negotiating with sdes of adopt uh it's it's training curriculum but we don't have language for most of the stuff our new board members also so depending on the outcome you may have to go back and request notification okay so I don't know how much this notification piece would be amended but it would definitely adjusts how we do things okay well sure you'll probably get it we'll probably get a model policy and then sort of visit and crash but but you know those of us on the policy committee are used to The Other Board under the state updating the law and you know the graduation policy and changes look at excited minutes and it changed again this year and then they proposed Equity policy is that um is that available online can we get that yeah yeah I understand it to you guys okay yeah we looked at four or five different ones for equity and for civility I think it's just one yeah and nothing is right after reading so my question was about the climate survey a language as well so it sounds like it's a second it's had a second reading but that's the language within the survey it's about the policy itself it's about notifying parents in the in the approval process or the survey so the search the survey would go specifically the climate survey would go through the critical Community okay that's what it is this isn't this doesn't say what the language should be or anything that is just the approval notification process and that's why I faced as I said look at the if the language changes it really would affect this policy okay thank you sure and so that is second meeting that can still get delayed right in the fall thank you and there's I mean unless the new state statute says you have to do that in September you're nothing would surprise me I know I I should have even said it because but um any other questions on policy his name is again do we have any correspondence uh I had no correspondence we actually do I forward an email from a parent regarding me uh record I would say we can't do it tonight not handy we can do the next meeting it's regarding weeks on yeah sent from this is really more of a town issue yesterday but he just made a sense it's in the backyard of an Island School letter I could read it pretty quick his residence Association were ready to express our concern regarding the equalizer status of each time is located between our community and the school unfortunately this asset has been typed out of town for a number of years and as a result of the health of the behind his computer we are seeing increasing the base elevation of the pond at this silt comes through Culvert beneath our road from Honeypot Brook as the base has risen the warmer temperatures in the May through October green to a massive growth and algae at a minimum that happened to Memphis I'm attractive to look at but more important Liberty health hazard so the residents of our communities of the community then fish is new on the pond while the crime is still an amenity used by residents of the entire Community for fishing other forms of passes for our creation its utilization is winged as the algae problem is compounded over recent years we are concerned with the short-term Savings of the economy simply lead to a longer term need for a major Capital repair that will be more across the opinion During the period of defect the residents of the community are being deprived from fully utilizing the disability and of course about years of time to engage in an active advisory Management program this is supported by those residents who have signed the calling page further questions contact me Patrick Wilson president Castleton Association and there's a competency nutrition I understood um sessions and I hope you're familiar with that as well great I think they kind of have to let the capital budget meeting then discuss this then we're certainly aware of like I do think they will take some action I just don't know when and then you know the board approved in its capital plan 180 000 to make an investment including that after a classroom back to the state because it wasn't myself tried to see if we can coordinate the descriptive account to do whatever they need to do to make the plan better awesome thank you for helping us uh there's no whole business a new business like we don't have an update all right I just imagine we had a cab a meeting um we're finalizing the final language coming from legislative number of things as soon as that's ready cable definitely also remember our seminars probably about a month or so we are gonna I'm gonna call for motion the adjourn to Executive session to discuss the transportation Concept in a minute but it's just a little bit of logistics uh we have a personal committee a whole meeting that's uh supposed to start about 6 30 more like we're gonna start summer after seven that will be going into an executive session on the agenda so I just want members know that you don't have to hang around because if you do come back yeah but this meaning we're going to learn exactly like a session and the shot again you know nothing personal um but uh so that's Logistics so uh I just want to say welcome to school unless she oh so if you snuck out uh welcome and uh not yet but uh again glad you're here and uh thank you everyone for time this evening and try to keep this quick that being said I have a motion to adjourn into executive session so the emotion is impossible a journal executive session the stuff's Transportation transmission contract and the president thank everyone

uh 7 46. let's do the Pledge of Allegiance misery I pledge allegiance to the flag of the United States of America from which it stands under God indivisible with liberty Mrs Lefever here Mrs alvaria here Mr mcgiven here this is Alan Mr apostrophe yes all right tell everybody now we need to approve our quick level agenda here it's a motion item I'm going to approve the agenda is Right a second question okay Mrs lead Bieber yes and with that we'll move on to our uh we'll approve the fiscal year 2024 budget all right well good morning everybody glad you're all up bright and early to see my smiling face it's always a pleasure to see most of you um not much has changed within the budget um can you just scroll to the page so keep going protein all right so you can see the correction at the top has been made from the from the proposed budget we had a couple hundred dollars sitting there and then Capital Outlet fund so that has been corrected other than that no changes so I present that to you for for your approvals I don't know much of what else to say that hasn't been said from the last meeting okay have a motion I moved to approve the fiscal year 24 Continental adopting budget second discussion Mrs let Bieber yeah Mrs yes Mr mcgiven yes please restaurant yes all right and once it's done for information and discussion so I just have a few things just a reminder on our board superintendent teams study book study um I'm showing you the cover so you can remember what it looks like if you can dig it out I'm pretty sure you do Drew I know so I did share the Google Doc and I was like I mentioned our attention will be and you can just confess Laura um you can get on the Google Doc and see but what I thought is we could all pick a color or not so I'm picking purple and so I just responded to the introduction and chapter one which was due and then on the 14th we're gonna be doing you'll see the timeline chapters two and three so you Cannon you don't have to comment if you don't want you can just say got it ditto boring chapter I agree with what you're saying or not okay so it's just something for us to keep on the Forefront on the introduction um you'll see where I wrote that there's a prioritizing teaching and learning is what the intro was about in the book which I filled and I hope that I did a good job at emphasizing the importance of teaching and learning as we've gotten things off the ground and focused this year in the last six years and then the legal perspective and the case for local controlled I think we have avoided legal pitfalls in working together and in our communication and knowing the difference of when to see legal counsel and when things are up to us and that's a prime example was covid and how we navigate transparency with each other and with the community helped us not have a lot of problems right and gain the trust of our staff and our students and um our stakeholders hearing them out and taking their opinion acted upon some of their questions and needs so just a reminder so I'm hoping that we can get through it so that at our October Retreat we can kind of just do a wrap up really is a good way to keep us all with the same page and keep us informed so we're already behind no we're good we'll reduce the service oh but well I mean it was just yeah I know right you're okay no pressure you could just I wanted to model High diet or underlining something that I already responded to if you agree those those are the two chapters that we're supposed to have written like the introduction and chapter one and then July 14th we're supposed to have chapters two and three done yeah but we had we had when you gave us the book yes we had we're supposed to read this yes this is refreshing so as you see and as you go through the book there are some activities that say 15 minutes 20 minutes for the board to do together I don't think we need to do those um I think we can just reflect on the questions on the activity or pick one or two but I don't think we need to go through every time it says a 30-minute meeting for the board that we should do them okay but there might be a time for you to build that activity is a good do a heads on point okay also for October we did talk about having Julie bacon come to our retreat so Mr Austin and I will be going through some of the trainings that they offer all the if there is anything applicable for her to come and share with us at our October retreat both at night and this book thing all comes from we attended the things session we thought oh that's a really good idea we should do that so here we are yeah yes um no no we don't want additional meetings I just wanted to kind of keep us on track so what we read and respond to on the Google Doc is all we'll need to do and if somebody wants to share what we've read during our regular board meeting but we're not going to be having extra meetings okay I just wanted to make sure okay good question okay anything else anybody that we are adjourned

indivisible with liberty and justice for all ah thank you very much this will be the final meaning of 2022 2023 here we're closing out and then shortly so we will now adjourn the 22 23 board uh business yeah and it's been no business owner business forehead spaces now we'll call the the report 23 24 Board of Education called order and as there any addition um okay you have your consent agenda motion for representative motion to approve the agenda as presented thank you for your second it was like second is your new discussion here's the phone number on your computer six zero thank you that's great so who would be doing this the presentation that would be Danielle Armitage Who is the SOS prevention prevention education coordinator she's been doing this for over 12 years and she's wonderful in the classrooms um so kindergarten all the way through high school yes just once a month with each and very honestly I I see this as a start okay obviously will depend on how things go in each of the schools but if we can increase the time we're in the classrooms all the better um one thing I just really want to stress is everything that Danielle does and in all age-appropriate so this curriculum comes out of Florida a smarter state for kids it's from Lauren's kids if any of you are familiar with Florence kids it's a it's research based it's what we need in schools and it's all age-appropriate from from little ones all the way up to high schoolers the more Danielle can get in the classrooms that would included that everyone like it we see when she goes into grade schools in different communities and we see the the Rapport that she connects makes with them these kids come up and hug her and oh it's Danielle's here and they will talk about what they learned the time before and it's um I think you guys understand that you know a lot of times for your parents tell you to do something it's like yeah whatever your teacher tells you to do something yeah but miss Danielle can come in and then it solidifies what Mom and Dad and teacher have already told me and it really in our opinion prevention is where it's at that's what we want we want SOS to be put out of business as possible and just administrators are not here tonight because again they don't is board meeting they are all 100 in support of this they've worked this into sched I think the library once a month with Elementary k-4 and then five through eight if I remember right is a cheaper counselor and the Freshman uh the ninth grade is going to be during the physical education time as well for everybody it kind of ties in it kind of ties in a little bit with our counseling You Know lesson type scenarios um but again we're working to try to price it fit it into a schedule how does it tie in the um uh what's the bear happy bear papa bear thank you very very similar yeah okay we actually do happy birthday yeah you spoke we spoke originally around January but we had said that recent I mean when was that first part of June Maybe right it would have been major maybe yeah anime I guess yeah exactly so so I I think I think this is a really I say really positive program that's again preventative it's kind of like having our SRO a school resource officer in our buildings it's good they make connections preventative making good choices emphasize more than just like once every year or two years so and you know how this is fun it's it's all free through us through SLS we are all Grant funded so it all comes down from federal and statement yeah so typically you know going back to this this guy that I've set in on he was a Salesman he charges I'm like we have our own resources right here we need to get we need to get them in okay I mean it is what it is he's great don't be your own he's got a good speech and to bring him in for an assembly probably a good idea you know but I'm like we don't need this once a year we need this we need this now and so okay and so go ahead so it was the sheriff's also be involved in this minute too yeah I would you know I've given my sros involved but I've worked with Danielle over the years as well and and I would be involved as well as much as I could as far as time will allow yes I don't know that I'll make every class or but I definitely would be more than happy to set in foreign we do have an advocate here in Burlington too her name is Nicole Frye and she usually works with the adults with domestic violence and sexual assault cases that come in but she could accompany Danielle as well just to make sure that her base is out there um more information no they choose to too so we send like this with a form like um there is a there is a letter that's basically all ready to roll and give it to each administrator and they can send it out as needed perfect right I think it helps to meet like more of that social emotional piece too what type of students definitely very good and and you would start this in win yeah you were saying January I'm sorry yeah we originally started immediated in this meeting again okay I I want to thank everybody for the support as well it it means a lot to me and so I'm hoping I hope this helps I really do thank you for doing the working yeah you'll see kids talking remembering and using the curriculum it's pretty exciting to see that thank you guys you're more than welcome to stay um I have one more question so because we may get asked this but our parents allowed to come and we always keep at least a teacher or a parent in the room with Danielle whoever want Danielle another by herself there needs to be another adult but if a couple of parents want to drop by and sit down that's perfect just because women asked too is it curriculum available on anything yes you can Google it on Lauren's kids that's what I used to do in Arizona so okay so yeah that's the same place all over the fight foreign potential bigger bigger unfortunately so anyway thank you Christy could you pull out the other this is a list of things that we are doing this summer I'm not going to go over like everything you know in depth but if you have questions the elementary school office is really really nice Furniture uh I think we do probably we look to do that this next year it's going to be really really nice the color that they put in there and the carpet really looks good the parking again is not our parking that's the county taking care of that parking for us but it's kind parking you know for us as well we'll have some trees determine if you'll notice on that third I think it's the the third side of the bes parking there's a gap there where they took those two dead trees out and that one little tree there I think it's going to take off and explode uh I'm on Sly or you know that's okay and they've got it as well but that one little three there that's gonna I think it's going to take off and grow slide four that one right there and so anyway um the the library carpet and painting is done they did an accent wall red accent wall which really kind of ties in with their colors and they're going to a trim color of black in the building so a lot of the green that you've seen in the past is going away it's going to be black in there so you'll see some gray and black and there's a red accent along the library so it looks really nice um staff Lounge will put in new ceiling tiles in there they got new epoxy floor last year probably looked in time to do something with the countertops because those are old foreign [Music] why who picked that um we're looking at a countertop that may be like a gray with red flecks in it is kind of that recycled glass look possibly and so it'll look nice nice the besidl rooms getting new carpet uh it looks really good in there uh there's some paint projects going on at the elementary school just freshening things up it's you know putting new paint put new carpet down it just uh looks really really good there's some stumps I think four of them that got removed when those two dead trees I got taken care of so they're not allowed a safety issue for any kids shipping onto the Middle School new concrete there uh from just I say concrete that was just getting old and tired and flaking and chipping and cracking and breaking off the there was a pretty bad area right as you exit the middle school right there and I say that first exit not when you go down to the high school but there was some hot concrete there that was really in bad shape as well you'll notice it's uh it looks much much better some paint projects the middle school as well they just like I say just bring things to life the facts room is getting the cabinet boxes painted I put the old carpet down that the epoxy floor is finished it looks really nice in here they started actually painting um cabinets doors drawers the boxes today um so it's really good Sean sharp is doing the painting for us local painter and he's been really good to work with I think I'm sorry well I want to talk a little more about the Middle School kitchen floor here I've shared this with you in the Friday notes um so we had and you can kind of see in that first picture on the left if you'll go one more please Middle School kitchen next one that that picture on the left there is a transition piece there evidently where way back when they added on in that and into the building so you see kind of there's a there's a transition joint there that I open it we thought we had a water leak under there we do not there's no water leak we've let this open for the we've left it open for the last four weeks thank goodness we don't have water leak there but that transition piece and and you can kind of see there's a discoloration in the Middle where you see it's a little darker there that four prep really didn't get done as well as it should it's amazing quite honestly they said that it's lasted this long so the title started buckling this this this uh this winter and it wasn't really that bad but it started to and as the more that you again scrub the floor clean the floor it's a kitchen so it's going it's getting mopped every day it started popping buckling and it just kept going on that transition piece needed to be floor prepped much better so we're working on getting that uh that four area done in one of three ways and I shared with you one and we'll do a quick patch and repair just it's going to be like potentially like eighteen hundred dollars just to patch and repair until we make a whole four kitchen area done we can go back with Corey tile that's what that's called quarry tile it's lasted a long time it still looked pretty good other than yours buckling that's going to be approximately about sixteen thousand dollars and I'm waiting to find out if that's half of the kitchen with a whole kitchen or we can go with a flooring that's going to have a little bit more I'm going to say it's still a hard surface but it's having a little give to it it's a little bit easier potentially on our cooks and their legs there's shins their knees it just has a little bit it's it's just it's the newest thing and it it it's something that we could look at doing it's like nineteen thousand dollars The Proposal was given to me on Friday I called the guy today he was busy in order to get back to me um to be able to try to see is it half of that area where you can kind of see in that picture on the right or is it the whole kitchen area in that in that middle school there's there's three different titles in that area where the the kitchen is where the cafeteria is so it's kind of where do you stop but you got to try to figure out that that piece of where you start but uh we're working and we're gonna have that done they have told us that they can get this done before August 10th in one of three different ways so my preference would be either to do the quarry tile or to do the um I can't remember the name of the floor and the flooring that has the little bit more softer give to it so anyways how come we're not doing the epoxy like well the problem is with epoxy I can't get the guys here to get to do that possibility solid I would love to do it and if we want to do the eighteen hundred dollar piece this is the patch and repair and have them come in and do it whenever we could get them to do it we could go that route um and then the epoxy I'm trying to figure out where it would blend with the tile it's hard to take Mark um I've had matte spring and margarito and myself all looking like okay where do you start where do you start I'm ready to stop I mean it's a challenge I don't know if we were to do like the whole cafeteria epoxy then it would just be a no-brainer you just do the whole thing and you can kind of just you know you wouldn't have to have a stop and start of this this is the challenge for this this area good question do we use fatigue mats in there right now yes there are some there are but they've got to pick them up take them down they may not have to uh the gentleman I spoke to with Country Carpet John Ross is his name John said people love this this new flooring and I'm drawing blank on the name of it but they just they notice a difference you can tell the difference with your legs it's kind of just just feels different so again working on some sort of you know one of like say one of those two options ideally I'd rather not just do a patch and repair for 1800 I don't really want to do that if we were going to go ahead and do epoxy in there and then maybe that would be the way to until we get to the epoxy next year my question would be if that new floor you're talking about I guess it would still require weakness um they say they don't necessarily use them yeah and some people some people are talking about does it still require the stigma should you still put the feedback yeah rubber mats yeah I mean with the new floor where do we start to stop right until that transition it really is it really it's like when are we supposed to do it again really good shape I do not have it in the seven in the plan the the flooring is called protect all protect all flooring is what it's called so yeah well I kind of well I like the idea of it works with and when what they can do the whole floor you say you don't know what yeah I'm not sure if this proposal is just the area there where it's it's needing to be fixed essentially it's half of the kitchen area after the kitchen area that needs to be replaced and it in this proposal it says full replacement so I'm not sure if that means full we replace it meaning the whole entire kitchen area that's kind of what I I want to verify that with him and he just didn't get back and touch it well it it possibly or is that is that his proposal when it says full replacement does that mean the whole kitchen area and not just the half that's damaged so I'm getting more information on this uh but he did say he could get this done um they've been good to us we've been good to them um with the different foreign projects so anyway I first wanted to say I don't know anything about floors we could figure out okay okay uh High School some concrete projects there again that are done around the stadium that was much much much needed around the stadium that was chipping really really bad it looks really nice Burlington construction's done a really good job during the construct during the concrete piece though we did have some electrical that was in metal conduit instead of PVC the metal conduit was rotted the electrical wiring was rotting we were lucky that actually that this got identified at this point in time otherwise we might have been at a football game and had electrical and our sewage detector pumps might not be working or our lights might not be working but it would not have been good but it was pretty it was pretty amazing to see what what that looked like after they they got to that source and I'm sure it's code was not to use metal conduit it was more of a PVC thing but sometimes the code in the 70s Wild Wild West sometimes with codes and code enforcement so anyway what year was The Stadium built uh 80 actually in the 80s 70s and 80s yeah construction but this was after that but it's the stadium so that red was gonna fix that still yeah yeah we're waiting for them to do the concrete then we're power wash it for whatever reason that we'll talk about it yeah I don't know we're gonna have to wire brush yeah probably maybe just to start hitting right the weather or something yeah somebody also suggested so I know that we have the spikes it just about so we have those spikes in the stadium because the Sterlings like to yes they do so he wondered about getting up on the top because we have this all this new gray tank I know because now they sit up on that top head and if you put the spikes up on that ledge like that top on the roof yes we may have to do that then they because they're up there yeah it's like we moved them so so we have spikes where are the spikes currently they are on that opening there's two openings to the right to the left of the Press Box because they are so better and they poop everywhere and they don't do it now because of the spikes these little spikes but you may have to put that's interesting and now they're sitting on the edge of the roof and they're I know I know so he had he said you know you really should because he had suggested better when we did so if you put spikes up there they won't approach them I mean like that I did not talked to Jeff but Jeff helped us with those spikes the first wave of spots I'll talk to him he had suggested hey because he goes up there a lot to work out so he's like is that all this awesome new paint and now they're starting again thank you for that sorry yeah and the red paint I noticed the red paint it has to be the weather or something well I I just I think for whatever reason we just need to rough it up a little bit and then we're going to power wash it because there was some concrete uh just some concrete dust and stuff from the job so that's coming soon it's in our paint crew [Music] Jesse Chandler and Brenda art all employees of ours um they're paraprofessionals Food Service uh employees that are paying for us and doing classrooms some of the main projects you've seen they've been really terrific so um some epoxy flooring middle school or High School excuse me the hallways look just awesome it's done right done well unifloor has done a really really good job these activity hallway door skins the class of 2023 wants to do this with some of the men they have left over kind of leave a legacy if you will so I think that is terrific and these are going to be in the activity doorway entrances and it kind of erased the Wildcats the lady cats love to wear the red and gray and that doesn't cost us a penny is coming from the class of 2023 so yeah yeah it's like a skin and a vinyl yeah sweet I thought it was already there not that yet those are pictures they just it how they would look it looks like they're done but they're not done yet just first for sure because yeah oh yeah perfect there should be an exercise on the top though yeah but today you said your doors no but we got to check out I'm glad you guys yeah that's a good that's enough sometimes you can put buy a and spray over it too like those types of things like curtains and so on so forth but I will do some checking on it I don't know um next one is the again Wildcat Stadium bleacher project if you haven't been up to see that wow like on the picture on the left most of that is after they had power rush if you see the the picture of the bleacher seating on the right and the the seats closest to the track there and that's the way the concrete looked before the other section before they power rushed it and got all that junk out of there and it it does look really nice excellent excellent job it's a mid Continental restoration before it's out of Fort Scott we have a new wrestling mat a lot of the lady cats and Wildcats on there um it's just amazing um there's no tape on these right like you snap together so you have to go out there yes I do believe that because I I don't know that for sure these mats okay the mats that they use there's even more well the wrestlers parents you know they're heavy heavy mats these are um Dura something I can't remember what they're called they're uh but they're much much lighter oh gosh you can move and you don't you don't worry about it's getting hurt they come in smaller sections as you can kind of see instead of just roll a whole mat you're trying to lift it with 20 guys and you just fearful somebody's gonna get hurt these are much lighter weight and much more easy to move mats so um it looks like there's texture to it is that just I think it's just the picture just the way the way the the way the picture or the angle uh uh I think I haven't been in there to see them yet pretty enliven in person I just got the picture so anyway and in the bathroom High School band room with new LED lighting we finished up that started that project back in spring break finished it up um anyway so a lot of things happening guys a lot of things happening that are terrific uh improvements I can't wait for the staff and students to see the things that we've done that are just amazing so one other thing last thing I had and this was kind of one of those things that pop up I did I'd mentioned this to you though in the last couple weeks on Fridays we have the opportunity and James was actually able to join us this Friday for the opportunity to have a couple of activity buses that are coming off of lease that are a tremendous buy if and the relationships that we have had built up with bus bus vendors paint and flooring contractors and so on so forth this is another example these two buses coming off of uh off of a lease situation that 20 or 2017 buses with about 54 55 000 miles on there on the they would list over 200 000 brand new and two are like twins they came from the Dallas Texas area they don't need anymore they're getting new so anyway these these buses would put us in a situation where we would not have to have I'm gonna say a bus purchase for the next five years I'm not budgeting we were able to purchase these two if we get rid of two older buses that we don't use as an in-4 seat count in the case of just an emergency situation and they would help us with our route buses because we wouldn't have to use route buses for activity buses James was able to join us to take a little test drive on Friday it's kind of came up short of the moment you sometimes you just never know they got this bus in the dealer brought it straight here without even cleaning it and it looked like it was clean I mean it was like it was really really nice even though they hadn't hadn't even cleaned it when we picked it up it's it's we had to add some features on it that just is not a typical school bus I mean it was you know the seats where you have two seats sit together you could actually slide one seat out so the wider body posts like we actually stew you have a little more room in there it was good and actually they could recline the seats could recline and uh plenty of walk away through there just uh USB and then you know then plenty of room above stuff and then a huge back end so I asked the second question back in the bus had a huge compartment with steps actually that would lead up to it to put all your gear that you're going to transport instead of inside the bus we it's just really it's kind of like a resort bus I guess you could say they're really nice and they're really nice and um we can we can spend approximately they're getting the final dollar amount but they're going to come in between 95 and 97 000 each not this year but the next year in the following year 24 25 and 25 26 I have 180 000 budgeted for two new buses we don't know when we're gonna get these buses so if we were to order them today they're telling us 24 months and that's if all things go well so and that would be 180 000 each times two would be 360 000.

foreign eating the order and are there any changes to the agenda I would entertain a motion to approve the agenda um all those in favor say aye aye all of those at the same size motion passes 6-0 so initially we'll go through some things that need to be taken care of approval of the board third and treasurer thanks I moved to approve Diane's board Clerk and Stephanie Peterman as for Treasure okay there's a motion to approve Diane is for the clerk and separate Stephanie Peterman is for treasurer the second by Chad all those in favor say aye aye in the opposed same sign motion passes six zero is that better Jeff okay approval of the minutes for the meeting on 6 28 and 7-5 okay there is a motion by Josh second and second by Allison any comments questions hearing none all those in favor say aye aye any opposed same sign motion passes six zero and the treasures report any questions foreign [Music] all those in favor say aye any of those same thing emotion passes six years and invoices do you want to have any questions so that's exactly that's just a new movie Just Educational Service Center Hutchinson Smoky Hills just as a reminder when you see an account number in front of those that have an X by it that means it came out of last year's budget those are encumberences that I've already paid so when you run across that account number and you see an X in there that meets this last year's event I would entertain a motion to approve invoices Josh second second by Allison any further questions very good all those in favor say aye aye any info the same sign motion passes six zero so that conciliation and cash balances um I didn't put the budget summary of funds in there because um we are into the new year we haven't got our budget numbers ready to go yet for the 23-24 year but the cash summary isn't there that shows that we reconcile with the um Treasures report and with the bank we made I guess you can tell America we made a lot of different entries to zero out the money to make sure that the general fund has to have zero cash because you can't carry over any cash in the general fund and we have a cash carryover in supplemental General but um we did the final year in transfers and Mr Lowry can talk to you about that but everything matched so a supplemental General the reason you carry cash because we don't have authority okay because of the way we do the budget it generated more cash than we had afford even though we republished a general fund and they recalculated the local Ops can never change that you only have a one-time chance the vocal option budget because that's set in stone because it starts taking taxes out for that if you notice on the end of the year transfer some things that we've been first of all uh we're not up as much as we thought we would be I'll get into that in just a little bit but K-12 at risk is up quite a bit because we had required transfers for that and that's part of that general fund went up it so did local option budget and those required transfers went up significantly sort of cash carry or it's very good that they have risk virtual education I chose to not carry cash in that as much and so we uh back out a transfer and use that to transfer into contingency because we're locked in that money comes from basically graduation Alliance we're kind of locked in if we leave it in that fund and with all the uh audit adjustments you know they were got about 375 000 graduation Alliance so we took that cash out of there put it in contingency which gives important core latitude it's budgeting um so we did back out we found an update that uh daycare fees and expenses had come out of general fund so we had to move those fees into General as reimbursements and they move salaries that we have and that we lowered the transfer about just under a little less than ten thousand dollars which kind of puts our Day Care loss at about 000 318 since January hope to write grants for that to balance that out one reason we had three inputs up there at one time hurt your cash flow a little bit we don't have as many inputs right now actually this summer is going to be a lot better we don't have the inputs so we got more toddlers so hopefully that'll fill up as you can see uh we're up about 90 000 in operating funds in the capital La other cash balances which is basically Capital outlay we're up about 213 632.

thank you all right good evening tonight we will be sharing the results of our school Improvement plans from the 22-23 school year each of the three buildings created goals that allied with our district strategic plan the first goal for each building focused on instruction and student achievement and the second goal focused on culture and climate laughs push that there we go all right so for primary in order for our students to in order to show Improvement in the iar scores of our third grade students the goal at primary because we don't take that test was to increase our students map scores we feel like that was the best way that we could help ensure our third graders are and there on improving their iar scores so nwea sets goals for each of our students based on average growth and average growth is the amount of growth demonstrated for students in the same subject and sub in the same grade sorry and subject with similar starting achievements so because it's a national test they take first graders from Across the Nation if they start here in the fall here's where we think they could be in the spring last year so in the 21 actually so last year our students in math in the 21-22 school year um we had goodness 51 percent meeting and so our goal was 55 and in ela in the 2122 school year we had 48 percent who met their goals so again we set our goal at 55 and through some amazing teaching and amazing students our growth was amazing in math 75 of our students met or exceeded the growth goal that nwea set for them nationally about 50 percent of students meet so that's definitely to be celebrated and in ela 66 percent of our first graders met or exceeded the growth goals set for them by nwea and again I would like to contribute that to some amazing teaching uh our first grade team super dedicated to making sure that they are following all of the guidance given to them all of the professional development that has been provided especially post covid and I think our scores reflect that um so we uh certainly creating our goals was a collaborative process our building leadership team members completed an iar analysis the beginning of last school year in the summer at a BLT Retreat we did a deep dive into the data as we receive more data through the year which iar provides to us as well as uh our Roe Consultants we had a number of discussions we established goals around three areas curriculum and pacing assessment and then instruction we created action steps and then we implemented those action steps that were our best guesses based upon the data we were reviewing we utilized our board approved resources along with a variety of supplemental resources at our tier one levels and provided tier two and tier 3 interventions as well as progress monitoring of students throughout the school year some of the changes we made were to ensure the timeline was appropriate for instruction of all information assessed on the iar some of the things that we found were you know fractions was heavy on the iar and then if we were teaching that after that would be problematic when we were assessing at that time so we did some tweaking there in addition providing more opportunities for students to engage with digital tasks that they were expected to now do with iar each year they continue to add so even things like click and drag if kids weren't exposed to that regularly it was difficult for them obviously on the iar test um so we imported more opportunities for that as well as the content expectations of iar the goals and action steps created were done so by our classroom teachers but also our specials and PE teachers where they felt or believed this would be relative to their subject areas and would support iar our goal is really you know expecting that you know we're looking at student performance and we really believed as a as a school our students were not what we were seeing on a daily basis were really not reflected in our iar scores from last year um all right so um just in looking at this you can see um you know if I I broke it down because the goals were set and established by grade level we used our third grade scores from last year to set some goals uh you know obviously you know the ultimate ultimate goal is looking at you know 70 percent of our our students meeting or exceeding standards we had to start somewhere so for math at third grade we're at 25.3 percent of our students meeting or exceeding standards in 2122 it moved a little slightly to 30.11 this year so we're kind of halfway there we really look to add 10 to our original numbers um we did not quite get there but we're moving in the right direction there fourth grade I'm not moving in the right direction where we would start at 25.3 percent of our students meeting or exceeding standards and that came in this year at 16.76 we did not need that goal there in the fourth grade from Ela our third grade graders last year on in ela we're at 19.9 of our students meeting or exceeding standards and then um move that a bit this year to 25 percent of our students so partially there and then fourth grade they start at 19.9 percent meeting or exceeding last year and then moved that to 32.95 percent this year so they did meet that that goal so administratively a review we've reviewed the results we're waiting for more detailed iar reports hopefully coming in the next several weeks to complete a preliminary analysis for math our math intervention has provided staff development for all teachers focused on effective strategies some of our action steps involve selecting a number of visual models for learning in math creating and sharing exemplars or rubrics so the students knew exactly what was expected Lesson by lesson unit by unit and then providing time for personalized digital practice as I mentioned before we implemented small group and individual instruction and made tweaks to the timeline of math instruction as well as providing instruction and practice time for concepts related to those standards assessed on the iar this year for ELA we worked with a school-wide consultant who came in monthly in the areas of both reading and writing um we also provided additional reading resources and support for students at the tier two and tier three levels this year quite really more heavily than we have in in past years and more strategically our reading interventionists and curriculum instruction facilitators provided several professional development opportunities during Institute days morning info shares and early release days additionally one-on-one coaching was offered and provided to our instructional staff and then on August 14th our elementary BLT we'll meet again to discuss the results of the iar I have shared the preliminary reports with our BLT so they've had a chance to be looking and reviewing those over the summer we'll re-establish some new goals and action steps based upon the data that we review similar or like the other buildings are preliminary our first goal was focused on student achievement so we wanted the percentage of our students that met or exceeded both on math and on reading on the iir to increase by 10 percent um and so for our results for math we had 15.03 percent of our students that meta exceeded in 2122 and that increased to 19.57 and 2223 so we did not meet that goal we increased by about five percent of our students meeting or exceeding for ELA 2122 we had 20.08 of our Stu percent of our students meet or exceed and in 2223 we had 39.87 of our students uh meter exceed so we exceeded that goal um after looking at the results and kind of reflecting on the year the results don't necessarily surprise me because I think that we put more effort into Ela than we did into math this year as Vinnie talked about we had a consultant that came in and met with our ELA teachers on a monthly basis from school-wide to help with developing and implementing workshop model I gave them a lot of GBC times we would get the teachers a sub for a day so that their grade level counterparts could take a day in the library and work on their curriculum based on the IR analysis we had given them and make sure that it was better aligned with the standards um and another big thing that I think contributed to our ELA teachers or our Ela students making it and our math not making it is um we did our tier two interventions um both during epic but also during some of our core classes so um for math our tier two interventions took place during the math class so that takes away from grade level content time whereas with Ela we had the reading interventions taking place primarily in social studies so this year we're actually going to be moving the math for tier two tier three will still be administered by our interventionists in smaller groups because that's a more targeted and specific intervention but that's one change that we're already making and then we're also going to do more uh GBC curriculum writing time for for Math teachers this year and then for the second goal for culture and climate our goal was just that we were going to establish a baseline for how our students staff and families feel in in regard to safety security and inclusion um and we used a number of tools to establish that Baseline so we use the human X survey for staff which was administered in November we issued or we had the five Essentials survey taken which gave us parents students and staff uh feedback and then the PBIS School climate survey which gave us additional information from students so that was for all three of the buildings so since we all had the same culture and climate goal of establishing a baseline I'm just going to kind of summarize what happened in all the buildings you can see what each individual building did on our respective School Improvement plans but I'm just going to summarize everything and obviously despite the fact that our goal was written to establish a Baseline and collect information it didn't mean that we were just sitting on our hands and collecting data without you know still trying to take action steps to impact our culture and climate so we have building Equity teams in each of our buildings that meant that met and created resources to bring attention to different cultures in our in our school Community um you're at the middle school they got calm classroom twice a day which was at the start of the day and then after lunch to help them regulate themselves after kind of coming in from a heightened State we had weekly Second Step lessons and then daily class meetings where they would have discussions about time management and social interactions and self-regulation and things like that um we brought back dances which the kids loved had celebratory assemblies and we used a program called PBS rewards that allowed our staff to digitally recognize kids for meeting and exceeding the the student school-wide expectations um and then we also had um staff participate in a culturally responsive teaching book study and articles throughout the year for our staff a number of ways that we address climate and culture was through stat outings coordinated monthly breakfast or lunches delivering treats via treat cart staff giving each other shout outs and also administrators giving staff shout outs and believe it or not by request I held regular staff meetings to help our staff feel more connected and appreciated I was blown away by that when I started I thought I was hearing wrong but staff actually wanted us to answer so we brought those back and it was just an opportunity to bring the whole building together so that you know everybody gets to know each other instead of just the silos that they work in and then for families we have a variety of committees obviously that we get parent input from including the citizens advisory Council African-American parent advisory committee and a bilingual parent advisory committee we started off the year with our back to school bash through the PTO we've held showcases to highlight for families what students are doing in in the classroom and a cultural fair to celebrate all the diversity and and different cultures that that are represented in our community so those are just it's just a snapshot of of the many activities that we as all three buildings undertook this year to improve the the feelings of Safety and Security and inclusion in our buildings what questions can we answer you said one for Vinnie about so Josh talked about what he's going to do differently well I I didn't hear if you said you were going to do something different um it I I guess I'm just having a hard time grasping that for all the investment that we've made get 19 16 of a class of 200 kids 32 kids meter out of in the entire fourth grade class meet or exceed what they're supposed to know um and that that same group drop that much in one year so I'm just wondering what we're going to do different number of different things yes that I you know that I'm I'm personally you know looking at but I want to be able to convene with those who are directly in front of the students to make sure that you know there's buy-in and there's um you know a collaborative approach in determining what is going to work best um I know in our fourth grade uh you know we had five more than half of the team that were new to the team we had some you know some changes uh even during the year at that grade level um so I think that's a variable I don't know if it's the reason um you know I've been looking at there have been there are some resources digital resources that allow while we gave all of the team's practice items for iar and a whole slew of other action steps that you know all were asked to implement which I know that they they did with Fidelity I could see by visiting in the classrooms and you know seeing data coming through you know throughout the school year but I think there's a need for more and more emphasis and I think sitting down and sharing with I've been able to share with our staff the map growth results you know by teachers so that they could see so BLT has seen that staff members have seen that we'll start the year again with that one-on-one with each of the teachers so that they can you know see this is you know this is what map is looking like this is what IR is looking like for your team um but there are some resources that we could look to to implement I'm working with I've already you know reached out to Mr Gold regarding those and then um I'm speaking with Barbara Nicole our you know folks just to see what their thoughts are and if this would be of benefit to to our students without getting the the detail yet of iar I I I want to be able to look and see like is it was at a certain you know part of you know of of math or of ela that you know students were struggling with that we can see we need to you know put this throughout the year I think we came up with our best analysis assist with the help of Roe the Roe and what we thought were areas that we we could have an impact on and so we made our best guesses at that maybe that those weren't the areas that you know we needed to be focusing on so I I need to see more data in order to best determine what's going to be the resolve of this how well does map convert over to iar scores how comparable are they as far as 75 percent in second grade versus 25 and third grade um so one of the reports that map provides us is a projected proficiency report which tells us based on map Performance what map projects our students will do on iar as well as act and I was doing a comparison between what they projected and what our results actually were it's it's not it's not great in in terms of how close it is um it wasn't very accurate so 75 could be like a 50 in iar I mean I I don't remember the numbers off top of my head but I want to say like there's a discrepancy as big as like the students the number of students that they projected wouldn't meet in Math building wide for us was like 32 percent okay and and I want to say we had like 18 that didn't meet that's just one number that that pops in my head so it was pretty far off yeah so my question then is what are your expectations for third grade with this third grade class coming in that has these High numbers are you still is your goal going to be 10 percent gain or are we expecting them to be I mean a place to start if you said it you know so I mean you know when I had the conversation with Mr Gold last year I'm like okay we gotta shoot for 70 he's like it's not realistic so we thought okay you know baby steps we've never ever had his Focus before at all you know with IR related to scores and that sort of thing so this is our first stab at it first time doing that um we've always focused on the map yeah hoping that the trend there would be a correlation but at this point we've really steered it towards IR this year because that's really what we're being measured on by the community so so then if we see this third great incoming third grade class perform at a 25 percent it's not that they did 50 percent worse than they did the year before it's just a different examination third grade yeah that's why I was asking how it relates as far as because you gave us I mean it looks like it looks outstanding so and then if we go to third grade and next year we see they're at 25 we're going to be like well how about standing were they in second grade if I know it's not part of our school Improvement plan but it would it be helpful to have a correlation of like how I mean I can I'm sure linanne can as well and then well Vinnie I mean provide you with how our students like what percentage of our students at each building met were exceeded so you kind of yeah I mean just like Heaven's I mean it's just it's disappointing 20 of kids are meeting and you know I mean and middle school isn't much better what was it 25 percent I mean I think it would be helpful for us to see her night 20 and 30 or Ela was much better 40 but still it's like Mr Gold just said I mean it's we're not we're not held by the community based on our map schools our map schools look great the answer fantastic even like you're seeing the kids and you hear from the different community members their kids math scores are all pretty good and then we see this and this is like it like blows up in our face I mean it was good that some went up some went down but I mean and as far as the community concerns they like Cove it's over for that they don't you can't blame that anymore yeah we can't use that as an excuse so I think that and you see some other I mean you look at other schools and they're not this bad so I think that's where a lot of the general concern comes in that is um but I think it would be helpful for us to at least see because how many times we have our kids take at least three map tests a year and if that's not working I mean it may be working for some things but if it's not helping this or the scores we've got I mean our scores were great for us we'll see 75 of our kids are meeting their growth goals in that but yet we're still at 20 of kids meeting math or Ela I mean that sorry it's okay then it's something seems to not be working yeah generally speaking map is I I hope I'm not like if you already know this you can tell me to shut up but um map is an Adaptive test so it's not giving all of them grade level content it's giving them some things that are much lower if the kids are lower so it's easier for them to show them yes or harder if it's harder but I'm almost like wondering what it's we're giving the kids four tests a year now right three map and one iar is several sessions right several sessions plus whatever else they're um Science assessment yeah so I mean I I personally feel I and I know I'm and this is maybe the wrong approach but we've tried I've changed it now but my personal feeling has always been to look at the percentage of our kids that are meeting at growth targets if if if we have a strong percentage of kids meeting growth targets and map then we are taking them from where they're at and we're exceeding where they think they should be yes yes problem is that's not translating to the iar correct and that's and so that's why we've had to adjust our focus and you can see all of our goals are centered around iar I just it's just so we're taking and like they said I think we've probably spent more time on Ela this year um but we're just taking figuring out where are our holes and uh in our in our instruction and how it lines with iar that's where we're trying to you know that's what we and we did see it it didn't this didn't I guess doesn't show it that much I've got I should I've got some like longevity data I can show you and we did see some a good bounce back this year I know that it's still you look at the number and it's like uh me back to where we were horrible yeah for with the exception of fourth grade and uh and I I really I think as many stated it well because I can I mean we're in those classrooms and we see what they're doing we know it you know the effort that's being made and I think that of a strong variable is the turnover in that grade level and at that time I don't think it's you know it's just there are new teachers trying to adjust to the whole teaching thing and then we're throwing this at them as well so I I think that was a variable that was strong this fourth grade typically doesn't test like that for us so I don't know if that's as much of a curricular issue it's just an adaptation new teachers and but yeah for sure you guys are up here no this is I oh no yeah no they're they're heavily involved and I've met with them multiple times this summer already both of them and uh um this is our primary work you know and uh without a doubt about it like I said I hope that it's hard to celebrate numbers when they're low but I when there are some real positives with that data today too and there's some there's some good strong balance like sixth grade ELA was our strongest bounce uh had the highest IR score that I think we've ever had since I've been here with sixth grade iar we uh we're trying to take we talk we're trying to take what did we do in that grade level that maybe we didn't do in other grade levels and figure out what's you know they obviously did something and uh because they doubled the performance from the year before that same group of students the prior year doubled the percentage that matter exceeded iar so there's that was a positive a very good positive and I think our eighth grade score is going to break him out by grade level you'll see I thought eighth grade was strong too I think right um which tells me and that's been that's been a common theme for us is that by the time kids get to eighth grade uh they test you know like we've been confident when they leave here they're you know we have we have strong tests results usually now last two years no so what is a strong test result though I mean is that 25 meeting exceeding is that what you consider strong um I wouldn't consider that strong but it because like 40 percent is right now the average high for Middle School Ela so is that what we're considering strong testing is 40 only 40 of our kids not even 50 are meeting next year yeah so this is where it gets into semantics that are tough because there used to there was a time in the state of Illinois we took the ISAT test and we all 80 of us 80 of our kids met and then all of a sudden the next year they switched tests and now 30 of our kids are meeting no but nothing changed other than the definition of what meeting a seating is and so now we are you know we're in this I would love to say like Vinnie said I would love to see 70 of our kids mean you're exceeding according to iar I would love to get to that point and and hopefully we will right now we want to see some incremental growth I don't have a number for you because if I say I'm satisfied with 30 I'm really not I would like to see growth of where we're at but um uh I will be anxious to see how we compare to local districts this year um with similar demographics um and then I could probably better answer that I mean I guess is there a state average for there is I mean is there is the state average 30 percent and it's it's yes we knew that yeah that'll be that'll be right around we'll be right around the state average it's my guess it hasn't come out yet because these are preliminary but we will know that in the fall right because don't they have like your district and then compared to the state yeah right and I mean I think it would help to see that because to say that yeah I know I know what you're saying we will be right with this we will be really some great levels will be above some will be fourth grade's gonna be fun just because the way it tested but uh I I would say based on prior your results we're going to be real right around the average but I hate to say we're satisfied with that tell us how our students perform ance okay all of our kids so we need to look after it when are we teaching it how are we teaching it how triggers are we teaching it and part of the issue this year is well first of all our teachers have done this is the analysis in January and by that time nearly a couple of months to revive by based on the results so we're getting the results earlier now okay do we think these IR eye our test scores are truly indicative of what our students know I mean like what percentage of things like apathy of like just taking tests or this is just another test or that's a you know I mean like I know they're important but how do we age I mean it has to be a reason a way to engage what our students know but it's like that's a and I know that the state you know requires us to do this but it's like you know yeah well some districts they eliminate because map is three times a year sometimes they eliminate the middle of the Year task so then it's not four tests for the year with the IR so I mean there's different things you can do after you get the final result if they do that we'll draw a map we will get I mean we're pro we're diving into these results pretty early right now because they're just preliminary but we it's they're pretty important to us so we're trying to we won't get the final results probably till late August early September we didn't get yeah the Deep now Nicole Stroup who we hired as our curriculum person was the one who from the Roe who helped us with their Ela analysis so she's got a good grasp with that already and um they're working like I said um they're already looking at knowing this is a primary focus so when we get the results how detailed is it like to talk about the fourth grade situation we actually see for each teacher was it like we have one teacher Woods in fourth grade who you would expect actually would have a higher level can we actually see that level of detail or like is it really a new teacher versus old teacher situation or uh I'll have to add many I don't think we can yeah we we can though but our map data we can get yeah yeah we could we could get that data on our own uh yeah one way or another that we it did show that map we could do that foreign any other questions thank you appreciate your input thank you guys okay uh just some short items here real quick Item B is uh budget update I I try to do this for you after the June 30th every year just to give you a quick synopsis of where we finished the year financially um this year I'm usually pretty conservative in budgeting Revenue I was a little more conservative this year than typical um I there was some interest income that I didn't anticipate taxes were a little higher than I anticipated as well so we ended up at about uh two million dollars higher Revenue than I anticipated and then uh expenses we were I'd like to be under 95 we were right at 95 percent I love to be around 90 192 expenses weird 95 one of the areas that was a little high was higher that I had talked to you about before was transportation we ended up going higher than our budget expenses because of the uh uh Outsourcing of Transportation expensive driving hiring services that I drive was talking to a local schools local school district who um is similar to our size and they spent two million dollars on Outsourcing transportation so I didn't feel as bad even though I was like I thought ours was bad but they they went pretty high as well so all in all we were at about we increased our fund balance by about 1.2 million this year the next exhibit is just an energy report I do for you all I every year just kind of shows probably unless you want to keep seeing it looks like we've kind of leveled off I can stop doing this report for you but you can see our totals now we're this year between natural gas electricity around 207 000 so the last three years have been pretty steady 2021 was the year where we didn't have that was the covered year but um that had been the first year of the solar field kicked in as well any questions on exhibit eight or nine all right uh exhibit 10 is just in here for your information we don't have to approve anything hopefully you had time to take a look at it it's just our board agreements that we we did a training a couple years ago we agreed to put this in front of the board once a year so these are our board agreements if you read through it is there a good reminders of uh for the entire board on on different roles that we have in in our governance so just that's in there in there for your uh for your information item e is welcome back breakfast we're going to do this on Thursday August 17th um and we will do this again in combination with the union and last year it was a the first time we did a breakfast it was a hit so we're gonna do it again you're all invited anybody who's who's not working that day feel free let me know we'll have you come in and uh just a couple hours in the morning we kind of get kick things off the staff it's so put that on the counters if you're able to attend be great item f is a board policy update first reading it's a this is a very short one and there's nothing in this policy update that I would consider of any uh significant changes a lot of just simple updates nothing that I would say of any content that we should be concerned about or need to discuss but we do need a motion to approve that any questions of the board policy I think no no please have a motion to prove the recent board policy update on first reading motion second Joan Ash all in favor all right the last item is just a annual just a reminder of my evaluation timeline so that's all I got Kevin anybody any questions on the June employment Report with the additions hey please have a motion to approved the journey with additions yes yes yes any questions on the health dental vision life insurance rates did receive an update last night we got another 15 000 Kickback off so the rates it goes down a little bit so instead of forty thousand dollar rebate they're giving us 55.

that I spoke at last month's meeting about the effects that students are experiencing as a result of witnessing repeated violent outbursts by the classmate in my son's classroom there were no less than four major incidents that resulted in evacuations between March and the last day of school of those incidents one evacuation was for an hour one was for at least 15 minutes and one of those days included three evacuations and one evacuation took place as the day was beginning at 9am none of those incidents were communicated with parents despite many of us demanding to be informed since March it was not until the final incident of the year that took place on May 22nd that mentions and finally commuted communicated with parents to let us know that the class had been evacuated I can tell you that there were incidents prior to March but unfortunately we were all largely ignoring what our children were telling us because it sounded exaggerated and that there was no way these things were happening without the school informing us so I couldn't tell you how many hours took place prior to March I can remind you that in January that same student walked away from the school during recess and was missing for at least an hour without any adults noticing I remind you of this simply to point out that the safety of our children under the current Old Post Administration seems to be an overall concern as I mentioned last month I'm aware the idea protects students The Experience behavioral issues including issues that are violent in nature I'm simply asking that the district required documentation and communication regarding every behavioral incident that results in a room evacuation it has recently come to my attention that there may already be a policy in place that requires this as of right now I have not been able to confirm this with a copy of a policy this leads me to question if this is a policy that bold post has failed to adhere to subsequently putting our children's mental well-being at risk or if I need to continue to ask the board to create such a policy until it is achieved at this time I am currently waiting for the district to process the multiple foia requests that I submitted in June if necessary I will make an additional request for a copy of any policies regarding room evacuations and behavioral incidents I want to challenge you all to consider how a class that Witnesses violent behaviors affects all students as I feel the rest of the class is not often taken into consideration I've provided the board with two hard copies of an extensive law review that discusses these effects of these incidents on the children that witness this kind of Crisis repeatedly I found the review to be incredibly insightful and educational it details the purpose of idea and how every circuit court has a different way of handling cases of this nature aside from this law review I have found no other credible resources that discusses the effects of outbursts on surrounding classmates which supports my feeling that there is little emphasis on the well-being of the entire class I will email a PDF copy of the law review as well so that you can read it in your preferred format in the meantime I will be sifting through the district's responses to my foyer requests so that I can return next month with more concrete data regarding the number of Behavioral incidents that Old Post reported involving room evacuations I'm working hard to do my own due diligence in order to form a case that supports my request to either create a policy to document and communicate room evacuations or to take a harder look at whether or not our schools are adhering to such a policy I don't feel that either of these requests is unreasonable and I hope to be able to gather that information to bring to you so that there are there's no reason to deny my request and lastly just in case anyone forgot I continue to be absolutely devastated that the administration Banned Me from returning the Old Post texture while I continue to take responsibility for my actions I am still incredibly sad that I cannot be there with those incredible children next year as I poured my heart and soul into them I'm disappointed that the district saw this is purely business instead of holding a meeting between myself and Aramark to create a plan that when we're clearly defined the line of separation between Old Post kitchen and the school it concerns me that Old Post seems to be treating all of their incidents like business transactions instead of taking into consideration that there are children and adults involved we cannot forget that in addition to Children suffering as a result of the chaos in their classroom their teacher was largely impacted as well she required time off in order to take care of her own well-being there are real people involved in these situations and we need the schools to recognize that once again thank you for listening I hope that we can work together to strengthen our children's safety for the sake of their own well-being and mental health thank you thank you good evening board this evening we have an opportunity to invite members of our Dr Jadon Waller to speak to our Equity report for the year and release this is rooted in Envision 308 and our strategic plan we are grateful for this opportunity to hear about the work that's been accomplished but also the vision ahead so Dr Waller is part of a team who and she'll have an opportunity to speak more to them hi hello I'm happy to be here oh okay awesome I want to make sure you can hear me because it was okay are we good all right hi everyone my name is Dr Jadon Waller thank you so much for having me this evening I'm super excited to share with all of you the work that our team has done this school year share some of our challenges our successes and then ultimately what we would love to see happen for this next school year so our goals for 2026 in which you know faith and I have talked a bit about this because um so much of this Equity work has evolved since I started in 2021 and so you know ultimately it's extremely important for us to be gathering feedback from our students from the community from our teachers Etc and so um we want to make sure that as we're getting different points of feedback that they're that they are aligned with our district Equity statements um so that we can make sure that we are measuring what gets done so thank you next do I do it I'm signaling over here oh there we go right that's what I'm like oh fancy okay awesome well Faith you want to go ahead and start with the first one uh sure so as the table is organized the indicators are of success are what we had talked about uh last year of what we would be looking at and then this progress is in the second uh column in the right so using the results of student surveys and classroom walkthroughs we want to design staff development so we spend quite a bit of time with a lot of adults going through and doing classroom walkthroughs and we saw some really great implementation of differentiation and personalization we also saw some opportunities for improvement and we use that as our team as our formative assessment on how we're doing for professional development on whether it's reaching classrooms and being implemented some other ways that we are looking at choice and differentiation the new Junior High math resource that we have uh really gets in and looks at on a short assessment where where students are at and then provides repetition and practice where students need it so that not everyone is doing the same assignment or the same homework piece and then with our high school science department they're really looking at culture responsive teaching and have done some training with that and incorporating the SEL components and then with our new Ela components for our walkthroughs I'm sorry with our new k-8le curriculum that we are piloting and looking at a new resource for we've really highlighted with that team cultural responsive instruction and also the ability to have materials at our fingertips to provide both success and challenge for students on a regular basis awesome thank you and so to add to that bit I want to thank Dan artson because he supported the opportunity for me to be able to work with the high school science department I actually work with but I'll talk a little bit more about that later with all the core subjects but it was exciting to be able to look at science from a different lens and helping them to see that the way that we instruct is also how we are responsive and so also adding to that with arcade to rape Ela committee you know we have these incredible resources we're going through these different pieces and so having the resources and materials are extremely important but again having that conversation about how we instruct for cultural responsiveness is another bit with that and so the second piece we're going to use that data as I mentioned before Oh no please please come back we got I got all the boxes I'll say boom when I want you to go to the next one okay so um we uh use data collected from feedback and so I really want to talk about our amazing students it's been an honor and a privilege to create these student Coalition and this year we actually had two amplify events in the fall we Amplified mental health in the spring we Amplified the Coalition the students are creative and Brilliant they have all these different thoughts and questions and it's actually inspiring how vulnerable they are and how much they are willing to put themselves out there and so even for our last Coalition we had board members who came and they engaged with them as well from the audience which again is another important bit having you all there and knowing that your listening is so important to them I love my superintendent student advisory committee Hopefully Dr kill Gotti lets me hang out with my baby still they're a brilliant another brilliant group of students and you know it's a privilege because within the you know you know Anya and and Caitlyn and you all have been there for other past student ambassadors and I mean they say things where I'm like oh let me I gotta go back and Google that myself you know and and I can do that with them as well and so it's just it's been exciting so it took a long a long while but with the help too of Dr Paul we work together to create this mental health survey the students um definitely went back and forth and over and over of course Mr Gatewood was there to inspire and ask all these great questions and so we got over 2300 students to participate in the um the survey and so I'm sure that the student ambassadors may have mentioned but we looked at student student interaction we looked at student teacher interaction and so we're still in the process of honestly figuring out what this looks like but ultimately you know we know we want to help remove these barriers so that our students have access and and in a way to get the support that they need and that it's not too much of a challenge we also know that our student student interaction piece is something that is a challenge across the district and they feel very passionate about how we can support and so I'll talk about that in the next couple of slides but in addition to that they really wanted to talk about student teacher relationships but they also realized you know what we have to hear from teachers and so in the fall the next step is to make sure that we survey the teachers so that we can understand what what they need so we have great data um the students yep I've talked about all that awesome and the last bit here develop a tiered approach of support so you know my first year coming in I did a tour across the district I'm trying to get to know everyone and from there I realized that that each level has a different need right so with Elementary they focused on the cultivating genius cohort which was facilitated by facilitated excuse me by Dr Goldie Muhammad as well as her colleague um Miss Chelsea love and so um we had five different sessions within that cohort it included instructional coaches teachers administrators so that we could talk about these five Pursuits of learning because again we may have the resources and materials but we still have to talk about the how and so that group did a phenomenal job and there's a group of teachers who will be piloting the cultivating GS5 Pursuits in the fall so I'm very excited about that at the junior high level there was a large participation with PDS PDS at the elementary level as well but what I noticed at junior high is the need for this culture and climate piece and so there was a lot of great time spent it with um students in different buildings and supporting and doing Affinity groups at one junior high so it got really powerful and intentional and I learned a lot boom okay so I was continuing with this piece as you see here junior high they engaged in those two trainings and so on the PowerPoint if you all do get a chance to look at that it does list the specific trainings that took place place who was the audience what it was about if you have any questions about those you know I'm always willing to go through those conversations and so um I want to continue making sure that we focus on that Junior High and those student group pieces in the fall so I'll talk a little bit more about that next at the high school I focused on core departments everyone has a different need so I was able to collaborate with OE and oh The English Department the math department and we talked about Ethel mathematics like really getting them thinking about different things and different ways looking at it social studies is always a pleasure because I like to pull the little pieces apart but I had a great time with both of those in addition to that the Coalition and some members of ssac they provided two lunch and learns last school year um two at each High School one was around pronouns and gender identity and microaggressions and then the other one focused on Ramadan and so the students really enjoyed being able to advocate for themselves and it was awesome to see how everyone came together because even if you weren't a Muslim student if you were part of the Coalition you got up there and you talked about Ramadan right because we love and support each other so um the to continue work on teaching students how to collaborate and work together that again kind of goes on to what I was talking about with the amplify event there is going to be a student Coalition at the junior high level and I'm knocking on all the uh anything possible for luck that I can do this at all Junior highs um because the junior high students have a lot to say as well and going into those spaces you know they talked about wanting a place to pray they talked about wanting a variety and what they were learning they talked about architecture and how they can make money I don't know what's going on with those kids but but the junior high is all about making money but so they they have a lot of thoughts and on top of that you know Boulder Hill they also created their Bobcats diversity club which is led by Miriam Osage she was phenomenal so I called him my baby Coalition but they had a presentation and they had a fair and students and staff all attended and the students were so proud they also came to amplify and have their little cute Amplified shirts and one student actually read his poem so again we want to empower them you know as young as we can to show them that their voice matters in addition with the high school students I work with freshmen I taught all day I will probably never do it again it was first through eighth period And I don't think I used to washroom through seventh but but it was you know it was again another opportunity to engage with students and understand what they're thinking and talk about trigger trigger warnings and what's necessary when they're talking about controversial texts and even supporting the teachers and helping them to understand that you don't have to know all the answers your job is to create the space for thinking and and creating a space that's safe and so we were able to have a lot of different conversations with that group and I also share that information with Oswego East teachers as well because a few of them reached out oh continuing that work on training adults how to intervene that is you know one of the the biggest things again that student student interaction how do we intervene on behalf of our students to support them and making sure that we're intervening on both ends whether it's the student that may have unintentionally caused harm and the student that may have been harmed like this is a big piece and so early childhood through 12th grade staff they participated in many trainings and you know a lot of them realize that their expertise lies and where their experience is and so then we have conversations about how we can have different types of experience what who are we keeping around us so that we can learn more you know and and doing the same for students as well you know I share if I have a sibling who's deaf and hard of hearing you know I have the personal experience of being able to see the beauty of the language and learn about the language but also understand those challenges and if I don't have that direct connection then it's harder to have empathy and so so really challenging ourselves to to to be around all kinds of different folks so we can grow um so the topics varied from removing the barriers for special education students where we look at the medical model and the social model of those barriers we talked about lgbtq and understanding language and the nuances and the statistics of what happens when we don't affirm students identities and then we also really kind of dove in deeply with the idea of that taking up space so that we can create space for those marginalized voices and there is a link of more information there and exciting too and hoping to do a lot more our Tas actually were able to participate in training this year as well and I received support from an El tosa and a couple other toastas and Faith jumped in so it was great because it definitely I was supposed to be in four places at once so I'm grateful for team boom all right so indicators of success that will be reported at next year's annual uh meeting so you know I've been talking about our students and um I've been talking about you know doing these PDS and I love presenting it's definitely you know something that I get excited about and being vulnerable but I want to be able to build capacity um at this point you know I've done over 70 PD's last school year with support of some other folks as well but I was tired y'all and when I reached in to you know get feedback from different groups of people and I'm asking them you know how often are you engaging in this work on your own and you know a lot of times people say I want to but I don't have time or I'm doing it here I'm doing it there and so you know I realize I love to be in the space but if you only see me two or three times a year that's not going to move what we need what we need to move so this next school year I'm excited to to work with Elementary and junior high buildings along with the student services department Jeremy Bell and Dr Paul to you know start to work with the Sip teams and work with you know any form of team that they have that's going to be Dei focused so that by the end of the school year they've done and led their own at least two at the elementary at least one at Junior High although I am going to push a little bit more for junior high but you know that's the middle child so uh but I'm excited to work with them as well um we also um I'm excited to work with teachers on special assignment I was able to hire di tosa so I'm very very very elated about this she's brilliant um and so she and myself we're going to work with those instructional coaches we're going to work with the level directors because again it's about building capacity in the space and so you know when we're looking at that Elementary level and with those instructional coaches I want her in those classrooms I want her coaching instructional coaches and as well as myself so that they can begin to also understand how we are using those cultural responsive strategies and those texts in the classroom in addition I want to increase student capacity right because those are our babies and I'm telling you they are amazing and so in order for us to be able to do that we have to create intentional opportunities and so I know the ssac they discussed how they wanted time to be spent during those half days to actually have intentional conversations because their building has so many student groups our Muslim Student Association our Asian Student Association Indian black you know True Colors hate fredoe there's so many German French all these different clubs right and so it's going to be important for us to show them how to leave these conversations as well because the more that they know hopefully you know the goal is that they'll be more empathetic right and so we see that at the elementary level I was able to present at Grand Park specifically fourth grade and they learned and had conversations around that's okay and black monkey and these children in fourth grade were able to engage in such a powerful conversation and even the affirming of our students who there are a few who had two moms and so again affirming that piece in them and so the principal reported that after that presentation that they didn't see any any issues and so I we believe and know that if our fourth graders can start having conversations then we can definitely work with Junior High in high school and so then again it's that intentionality of that junior high level to say well what are what student groups can we create at this level outside of my Coalition right so that we can create this space for students to engage and have this powerful and honest conversation I know I'm talking a lot I'm sorry I'm hurrying up um and so um we want to increase the the student capacity to be inclusive and safe um and I'm speaking about that for that Junior High and then thinking about the ssac and the student Coalition and the other High School groups again we want to empower and leverage them to be able to start to lean into what they believe is going to be effective um also I want to work to build capacity of social workers to you know be able to consistently engage with students from all kinds of backgrounds and understanding that you know Social Work came from social welfare and so it is extremely important for us to continue to realize that like we are here for the people we are here for the babies and so we will put them first and so I'm excited to work with them to share with them some different angles and ideas and also learn from them as well finally I'm excited to work with the district Improvement team to Charter our Dei design team that is going to be a um a huge Journey there but in doing this we're hopeful to be able to create these indicators for Success around smart goals so that we can start you know holding ourselves accountable not that we're not doing it in a qualitative way but in a quantitative way now where we can actually measure what's get done what what gets done so I'm excited to collaborate with different departments to focus specifically on student discipline on student academic success us and on student programs boo some highlights and connections and I want to thank faith for supporting me in this area as well um Finance honestly I'm great at spending money but um I'm grateful to be able to figure out how ways to save money right so you know as we build the capacity of our own leaders um we then don't have to worry about you know paying for outside individuals to come in because we're homegrown inside and we're building the capacity of our own people to get to to do this work and to live this work student learning every curriculum renewal process is including this intentional opportunity and you know the elementary has this fun um piece of it because they are getting this new curriculum but they're also looking at it from the five Pursuits lens and so I yeah that's just going to be super exciting support for student learning as you can see there's all these different pieces you know our school environments have been challenging this year you know what I focused on my first year is not what I focused on my second year and a lot of the work at times does feel like it's putting out fires or it's Downstream and so you know I really am hoping that our goals for this next school year will help with some of that influx that we are seeing from you know our various students and you know I say this in my trainings when I look at our our district we are extremely diverse the majority of the people that we so serve have or come from a marginalized background um as we you know the first year we did our um our high school survey about 20 of our students who took that survey identified as lgbtq and so we have a lot of students who we need to serve and whose needs that we need to meet so excited to get that going in addition Community Partnerships I'm super excited to work with waubonsee Community College I reached out and actually as we go someone from Oswego Library hooked me up with someone from Labonte and then I harassed them for a while and it was great and so we are going to be doing our first annual student Dei Conference October 20th at waubonsee Community College we invited 10 school districts um and 11 including our own and right now we've heard back from about I think it's six from Valley View School District playing field District 204 Plano West Aurora so I'm just very very excited and then I actually also got Dr Goldie Muhammad to do the student keynote virtually but for free y'all so I'm really excited about that we went to high school together I was like come on girl but anyway she's phenomenal and I know the kids are going to love her and um so I know I'm just grateful to be able to have the space to be myself and to be as creative as possible and to do what I can to love all the kids so thank you good bye I think about exhaling right and all of you I mean administrators have done a phenomenal job this year and there's just so much work to be done and so much work that is getting done and you're just an example of that work and so I really appreciate that and I thought about when you're talking where's Waldo we're just gonna say where's Dr Waller yeah because you're everywhere right oh my goodness I loved how you talked about teachers don't have to have all the answers because teachers think they have to have all the answers right right but it's really good that you can the weight off of their shoulders to let them to so that they understand that those students are amazing right oh my God the way they think um the way they articulate themselves and if you put them in a room and provide that safe space they will give you all the answers you need anyone else I just wanted to say thank you for the presentation and with your if we could take half your enthusiasm and diffuse it amongst amongst all of us there's there's no way there's no way we can fail so but thank you to both you and and to Faith that's a great presentation very much the one thing I'll say is uh I have an opportunity the pleasure of working with Dr Waller with the student ambassadors and it's one of the only times where I work with Administration that's student facing and her ability to connect with the students and to help them to feel seen and heard and appreciated is exceptional so thank you for the work that you do and I appreciate it I have one additional comment actually a comment and then an encouragement and so I Echo everything everyone said and I would also add that I don't speak for the whole board but I know among my board members there's a great dedication to these initiatives related to Dei and so that's one encouragement and the second one is this idea of building capacity and streamlining and the idea that many hands make light work it seems like now is the time to really lean into that so that's my other encouragement thank you I have um a comment and then a clarifying question again I Echo everything that has been said and on top of what Eugene said uh you hold capacity and you hold space not only for students but a lot of your co-workers as well and that is something that continues to show up in the district and so I thank you for that the amplify event this year was very different than the amplify event last year um I'm not going to lie it was a little uncomfortable that you were calling on the people in the audience but it was brilliant as well I was just very nervous being called upon um so but you know what to be able to connect the audience with the students I thought was incredibly powerful seeing the Boulder Hill students get involved absolutely was the highlight of that for me because that is where we build and we grow and we explain and we maybe stop some um things in the in their in the initial um where those ideas get implanted so thank you for that I there is uh as we all know we're kind of in have been in an era of misinformation and I would just like to ask a clarifying question are we paying Great Lakes Equity company no and two years out best knowledge and not asking about whether they're a great resource or not just asking if we are paying great like Great Lakes equity and if you know have we paid them recently no that uh that I've been this is going into my third year and we have not paid for their resources since I started thank you very much they're they're funding comes from the U.S Department of Education there's a thank you for that yeah there's a there's a grant um when we started working with them they had a 10 million dollar grant that they shared with different states in which they have cohorts and so we've never paid to have we've gotten hundreds of thousands of dollars worth of of um resources and um technical assistance from them but there's no cost to us it comes from Grant I appreciate that I just continue to see that information in the local social media and while I'm not here to talk about whether they are a good resource or not a good resource I just am trying to dispel the misinformation so thank you both very much thank you I think one of the highlights that I really want to underscore is that if you're thinking about sending your children to this District this is the place to be seen in and your work really highlights the way in which belonging and that sense of belonging are so crucial but it requires a team effort both from a systems level but also in terms of capacity building in terms of the modeling that you're doing for all of us right and so I think that's something that spoke volumes through the work you've done is how do we engage our students it's not sitting back it's leaning in and then listening really well and I want to commend you your team that and for the work you've done I think thank you thank you thank you thank you thanks Mr plugger and Mr Cerrone I'm sorry you all got me emotional up here I also want to thank my amazing team who came to support me tonight I love y'all [Applause] we are at 6.1 superintendent report so Dr Calgary this is your very first superintendent report for our district and we are excited to have you um July 1st was our first opportunity to um to collaborate and experience Dr Calgary's leadership and um like I told this the the team you are who we hoped you would be and so we really appreciate it um and I'm gonna let you share whatever you is on your heart to share thank you madam presidents and board I'm honored to be here this evening I want to thank first and foremost the board for its confidence and welcome welcoming me to join this community in our efforts to Envision the best success and future for our students over the last week it's really been a Wellspring of enthusiasm and kindness and care I see many of the members haven't had a chance to meet over the last week and just that feeling of welcome and I want to thank you for that I want to thank the board for its time over the last couple weeks though my appointment was June 14th we jumped right in together and locked arms to learn I had some vacation days set aside to arrest but my enthusiasm got the best of me and I had a chance to meet many members of cabinet and I want to thank the cabinet for its time during this very busy period I do know that we're getting ready for the next school year and that is not lost to me and I have to say that if you're a parent wondering about the plans and what we've got set up things are humming along and we will be ready August 16th to receive our students and that that makes me very excited here and when we stood through to recite the Pledge of Allegiance was kind of a moving moment and it actually took me back for a minute to um uh my memory of I was actually I don't know if this was on my resume but I was a defensive tackle a freshman in high school and uh it's been many years since I've had a chance to stand in a high school and remembering that moment on that football field in Massachusetts and uh the story comes full circle this past Friday morning as I arrived in the office around 7 A.M on the Oswego High School football field is there a chant for that so um there were two students on the field playing uh practicing they were hitting I forget the name of the ads the one the pads right they were they were they were practicing I pulled up and I said what's going on guys it's 7 A.M it's a little early and uh they introduced themselves I introduced themselves myself to them and they shared with me that the season doesn't start that they can't practice official yet but they were so excited to get out here on this Friday morning in practice and get themselves ready for this season and they're Rising sophomores and that just took me back to the sense of motivation inquisitiveness commitment that these students demonstrated and really grabbed my heart because that is exactly what I felt as I went through the interview process as I got to know each of you dedication commitment care passion how are the children the children are well in this community they are thriving and they are excited now it is our job to create the best conditions to help them even be better because we know that we live in a society that is struggling that is also hurting and so how we organize ourselves as we just heard in this report is so important and that is what I'm excited about joining the board in its efforts um if I made just a few more comments we are this past couple weeks uh the communications and the district teams have been preparing our new website we are slowly rolling it out and while we want that opportunity to flip the script and all be perfect there are technical limitations to that and so we've been working very hard to address those we're working we're going to be working with our schools teams to ensure that we are aligned and when there are needs we're going to make sure that those are resolved very quickly we anticipate that those websites will be ready sooner than later the full website will be ready but we are working very closely with the team that's ruling it out it's part of my entry plan I've also had the opportunity to meet with members of the cabinet with the executive leadership team um as well with principles and thinking about what are the needs and so I have been thinking a lot about what are some things that would help support that and so part of my 90-day entry plan will include some initial reorganization um also to support and lift the community of Educators and administrators who are wanting to support our students best and so those are some of the things that I'm thinking about first and foremost this being my official third day on the job is really to get to know you and for the staff and the community get to know me and I want to thank everybody for helping coordinate that and for getting into making those connections necessary so that we can lock arms and work towards really making this continuing to make this the best District thank you thank you how are the children what do we say the children are well all right 6.2 board member comments any board member comments mine are relatively uh limited um I just participated in three parades we had a huge contingence of students parents community members um Educators at the uh Prairie Fest Parade I mean it was just I I looked back I couldn't see when it ended um so I don't even know like it seemed like it was half the people there so that was great um Mary Jo was there as well it's going to be a a trend um Mary Jo and myself we also what's that I said oh yeah you were you were in the audience right yeah uh Mary Jo and I we also walked in the uh Pride Parade we were with contingent with students from the high schools so that was great and then we also um welcome to the Fourth of July parade now um Mary Jo did way more than that and it was my limited uh I went to Newark she went to Newark too right oh oh that yeah go ahead well you did it get a shot finish up what you were saying oh no yeah that's we also did the Fourth of July I don't know if I said that in Yorkville so um but yeah that's it just wanted to let people know that we're involved sure thank you for reminding me um I did everything that uh that Dominic said um I was also involved in the um in the Juneteenth parade March in Plano um and they had a festival after that so that was uh that was pretty eye-opening basically we kind of did the March that was uh equivalent in distance to the amount of time that the last of the slaves found out that they had been freed uh it was hot um however relative to the actual event uh it it was it was just fine so I participated in that um you probably also know that I volunteered a lot of things within the community both for the park district for the for the village Etc and so I've been in a couple events including Prairie Fest the past couple weeks uh last Thursday I was at an event at the venue and um there was a there was a band playing and I volunteer at the beverage tent uh but I did talk to some people that had come up to uh to say hi to me and more than one person indicated their excitement about the change changes uh not only with the new superintendent but also with new board members and I think expectations are high I think we're up to the task but I just wanted to add a little bit more pressure you know no additional pressure to anyone but that's it for me yeah go ahead um so I had the honor and I'll explain how this is tied in but I had the honor of attending the Fourth of July parade in Aurora and they honored our commission which for those who don't know I'm one of the Commissioners in the Grand Army of the Republic uh Museum in downtown Aurora and that was quite an honor and how that relates if you're wondering is I was super excited the other day to see that we run summer camps there and I was super excited to see some of our 308 students uh participating in the history summer camp that the gar does so um I always love to give nods and so you know hey uh if you ever are in downtown Aurora please check it out it's it's a gem that we have in our area that I don't think still there are enough people who know about it so and I love that we have some 308 students who are discovering it great thank you um I want to take the opportunity I wasn't here when Dr Calgary's contract was voted on I was in Indiana with my son at football camp but I wanted to make sure that even though it's unofficial I vote yes thank you and I let you know that I did and um I was sad not to be here but we talk a lot about transformational leadership and what those attributes are and I can go on and on understanding the Need For Change understanding the power of networks personal Integrity encouraging communication and community and that all came through in your interviews and your background check and since you have started unofficially and officially I look forward to our community seeing what we have all seen and so while you may not we will may all know these attributes it's rare that you meet a transformational leader and I'm very proud that you are here in our district so thank you very much um and again like like everybody has shared very high expectations I will speak for myself personally I feel like the last I would say seven eight years and maybe even longer we have not been able to put together what we need to Excel and I think through a lot of hard work a lot of tough decisions that is finally coming together with this board with some hires with your 90-day plan that you've presented and more than anything we need to show up and rise up for our students and I think we are we're starting that um I also I'm going to talk about something we are going to be voting on an intergovernmental agreement later on today it is with a group that is very near and dear to my heart so I just wanted to say a little bit of something about Community cares in 2020 when our schools were closed because of the pandemic the need didn't stop the need for our students and our families and our community and Community cares became a bridge for these this need it started as a Facebook group with a few friends and grew to 2 700 members in a week in the meantime the district started free breakfast and lunch distribution and after a few days reached out to community cares because they needed help delivering those meals to people that couldn't get to the schools between March 25th and August 2nd 7th Community cares delivered 30 000 meals to students in our school district and I hope everybody got goosebumps because I sure do I've known that number and it still blows me away the community's care closet distributes diapers wipes and personal care items and each month at the satellite food pantry Robin Vickers who has put this uh this project together that has now become a group has supported um these neighbors of ours these are neighbors they are our students these are our families and I am I can't believe it's taken us this long to sign that agreement but I am so proud that we are finally doing that tonight and I look forward to seeing how that program grows so thank you very much you okay we're moving on to 7.1 the consent agenda are there any questions on the consent agenda can I have a motion to approve the consent agenda make a motion to prove all items under consent including minutes of the following special closed session Board of Education meetings May 30th May 31st June 1st June 7th and June 8 2023 minutes of a regular Board of Education meeting on June 5th 2023 open and close session and minutes of a special Board of Education meeting on June 14 2023 open and closed session and to acknowledge the foia requests received by the district second aye um motion passes 7-0 are there any questions on the financial statements you know okay I want to invite next we have uh any questions regarding the new Oswego High School Marquis just just a clarifying question so for this um I'll just ask this question I know the answer but I want to make sure that it gets brought out will These funds impact Capital Project funding at all in terms of District capital projects no um the uh the funds were going to be raised through the school and through some student fundraising so thank you hello sir good evening good evening so just to give you guys just a little bit of background of the rationale behind it um our current um Marquee was installed in 1984.

we can get these two right we'll just say 95 we'll say 295 000 each so 200 000. we'd be able to save about 160 000 and we are taking care of our Fleet for the next five years have any questions or thoughts on what we're thinking Brad's in favor of it I'm in favor of it it's going to how I say it's going to help many different things it'll help our activity and they're not your hydraulic brakes they're not hair breaks you don't have to worry about aerospecial license or for airbrush so that's again if we have bus drivers drive them yes they're a little bit longer so right now to widen the corners a little bit right yes they're going out on every activity but the good thing about this is having two buses so they're let's just say for example boys basketball girls basketball hey they got the good bus they're getting it more yeah so really you can have it right yeah two and drag um like for a middle school track we'd be able to because we have big numbers there we'd be able to put them on two buses football for example when we have football a lot of times we'll take we would take the activity bus before and then we'd like take three vans right we want to get away from Coaches Driving as much as possible [Music] Burlington Wildcats we'll do a little bit more graphics on there that'll make them pop and they're just I say they're really nice and a great buy again these buses would would sell for over two hundred thousand dollars brand new and they only have 54 55 000 miles we believe they'll last us another and we get 10 years out of them the way we're taking care of our stuff the ability to maintain and to take care of our our stuff would put us in a really good situation well you just can't find this these types of deals or whatever every day I mean that's a challenge so so take advantage of it yes questions anybody anything I'm the thing is Brad mentioned um there's two seats in the front so the driver's seat and then like a regular bastard seat over here so like if the driver is driving you know you have some way to talk to here versus trying to talk about around somewhere behind you because the door for to enter the buses behind that passenger seat which what did make it fun and it was pretty amazing we took a test drive and got it on the road and it was driving at 68 miles an hour down the road okay it was quite I mean I you could talk you could talk I was pretty amazing I it it's it it'll look a little different than a school bus because the front end will look like a a like a truck a a big trucks they're approved through the state so you know because everything's right we're gonna ensure like how much more of our insurance go what's going on yeah it's it's gonna it'll be an increase because we're going to take two buses off the court we very rarely get driven uh they're they're still I mean it's not going to be a huge it's not like again if it was brand new probably going to be more expensive but I think man insurance is going to be probably similar to what we had on our previous activity bus very similar so anyway you know what brand it was uh it was actually yeah the Ford Championship the champion was the one that did the conversion and there's a lot of difference I have broken an activity where I was thinking that that has storage appearance towards in the back and more like a [Music] it'll save us 160 000 that I had budgeted it's an upfront cost right here right now but it makes a lot of sense we don't know if we can order that bus and it could be it could be like there it could be right there it could be like uh instead of two years ago maybe three years to get it we just don't apply it is yeah I was actually thinking that fish tank after a couple several years you've seen them around I mean it'd be like they call it a Ford Freightliner if you will it's it's a it has a 6.7 we have to make an official vote on it or no no we'll just move forward but we don't have to do a vote or anything like that okay that's all I have unless you have anything else for me again everybody's working hard our Tech staff is working hard Craig and Courtney and uh he's got other helpers Christina Lawson Amanda Allen who else am I missing anybody else Amanda Vander lemon as well so I've got a lot of people doing Tech stuff custodial staff are just knocking it out of the park grounds and transportation are working hard to get things ready it's just an margarito with the different projects as well so we're just uh we're going fast and furious because next August our next meet next month is August Ready or Not guys thank you um can I just go into update yeah so we've had a job fair today and um I had a line people waiting for the first hour and a half so I got eight people through in an hour and a half um and some really good viable ones I think I didn't I came back and sent out an email to admin and all the respective districts to say hey here's some names some of you haven't even replied or anything but um I think that it'll probably get me around a 10 Mark of openings which is better than other candies it's big energy so it's a great job okay yeah I mean they were at 12 o'clock there was people walking in and some had already applied some had applied to other districts but they had sent me their stuff um and some applied on site but it was it made us Fast and Furious it was at the high school but um and we partnered like we have before so how these Kansas works and they helped publicize it and I will say they have to list on the Southeast kids work where they've heard about it from and so I also read it in two newspapers for three weeks and there was one person that put newspaper the rest of them all it was Facebook which I thought was good information too just because I mean it's got the money to put it in the paper but just to kind of see yeah where most of it came from so did we decide where we're giving them for our Wellness it's not even found somebody you haven't done that we haven't but uh yeah I was excited about that today I'm excited to be down thinking around that 10-ish Mark I mean it's yeah still a real number but it's a lot better than where we were and I feel like we'll start with a lot better mindset when we staff in place so good job okay you know on the Boardman Riders anything to share board members no they know uh we'll review the operating procedures so we had a lot of these the ground rules Etc everybody have any comments about that the ground was you guys have always done a very good job of support working with me on me is working with each other so I want to commend you as a board of education just doing terrific with those grounding rules and working well together motion yeah I'll move to establishing ground rules that's presented for working with superintendent as it's estimated an official payments of this meeting sir first and second uh any discussion foreign we have the board goals board goals for 2023 20 24 we've had some discussions about these and I think you said yeah right and uh you know we didn't do a retreat last year it was right when outage hit and then also we did the strategic planning committee meetings instead of that so we'll look to do a a retreat similar to what we've done in the past I don't know if you guys have a preference on our format we typically have done like two evening sessions since I've been here but I think you've done different things before would you like to do like a two evening session again it seems to work it's awesome I'm trying to make anything work really late August early September I'd say let's go get started early September you want to look at some calendars and you know the admins are here with us in August we'll set those dates up and if that's okay yeah all right that's bad activity I think uh we have crazy if you'll send that out everybody can kind of get back with you as soon as you can so okay I can send out Friday even Friday you know some possible dates yeah throw out some dates and kind of get a feel for days and days okay we'll also review the strategic planning information too and continue to have discussions about that as the year goes on we'll put that information in there during the board retreat in and get that in for discussion throughout the next year maybe even create some committees for some things that we wanted some additional input on possibly so yeah thank you moving on to the budget status report you've seen this information before as well for the most part you'll see some things that look very similar um you have a and Christy did a really good job putting together that 10-year history in a chart form um again the to be determined is obviously us setting um you know what we'll end up in the beginning actually the estimate if you'll notice assessed valuation the information we got from the county attorney is it will go down this year about every 10 to 12 years there's a correction that occurs with State utilities correct me if I'm wrong on this information it has to do with State utilities and so there's a big decrease in this evaluation that occurs again it's somewhere every 10 12 15 years that it happens um and then next year it'll go it'll go back up as what what we're what we are at least what we're told now we'll see what growth truly does happen so that and that'll make a little different a little difference for us as we're building and developing the budget with the assessed valuation decreasing that's why I'm not sure whether we're going to exceed revenue go ahead and put it in and because this assessment as you can see this is the biggest hits I've been super antenna and over a 10 year period it's been the biggest drop that we've seen there's a 1819 to 1920 where it grew up slightly but anyway questions I would like to say that we just heard people on a daily discussion about the extra Mill for Capital athlete sometime in the future we need to be or not what what did you say I'm sorry I still that we did before I think about in the future yeah for future needs Etc so yeah not that we have to vote on it now but we need to keep our eye on that yeah it's something that we need to not be reactionary and have a big influx of patrons of the school and you've got a year and a half of building the school where you got 30 kids in the classroom it's not a great service plan I don't think but you also don't want to build a wing that you're not going to put anybody in correct I think that'll be a perfect something for our retreaters okay I mean because we can't just add that any time right no no there's a 40-day window you have to put it in the paper for two weeks two postings consecutively and then there's a 40-day window to it to have that one mil two Mills three Mills we can go up to four Mills max out at eight for Capital outcome so quick quick just a quick little bit of math here just to kind of just so you'll know um think in terms of a mill being somewhere between depends on the set valuation somewhere between 500 and 600 000 so one mill we'll just say 500 000 four Mills to if we wanted to go to eight mils in Cape Valley that's an additional two million dollars in a year it would take you in a long I mean take it it's going to take you a lot of years to get 2 million to build it if we were to build a new school 10 years at 2 million is 20 million we'll build a new school for 20 million in 10 years probably not so now I mean those are those are things to think about I think James made the comment and you guys kind of I saw ahead and nodding we need to have that on our Retreat agenda to talk about future future planning size building you know the size of buildings configuration of buildings is that uh if we leave them as is do we have a Pre-K or two building a three through five building a grade six through eight building middle school and nine through twelve building do we do we look at a pre-k5 elementary a large large Elementary a six through eight a nine through twelve do we and and what what would we do with the current the current elementary school if we were to move to a large you know I think a large you know a brand new Elementary and why there's not a lot of public here but they may be tuning in we're not saying we're building a drilling Factory but these are just discussions to have and things because again what does the future hold for us the future holds a lot of good things here in Burlington yeah I would agree with those like we we don't want this to catch us you know all of a sudden we're short on like wow how come we didn't plan on this no I think it's just Future Finance that we need to do and you guys think about it and kind of keep this in the Forefront and soon crank some questions that you have maybe you don't want to ask them here but ask Craig some questions and let's put them all together get ready for that reason some information from my live births okay yeah an estimates um yeah and estimates of you know how many just because you know say the plant's gonna have this x amount of employees they're not all going to move to rent right I mean we have an important and even Linda right that are about it's really hard it is right yeah put some numbers in the handful that's what I've seen the camera anticipating and doing their research on what no show up in this time there's not any specific okay it's not somebody else but if you think you're right yeah housing Stacy Stacy mentioned it housing so yeah I've talked to well at all I've heard about that no no you're right and Stacy mentioned in housing and I think you guys are all thinking that too it's all dependent upon housing if you have houses I think I think we've set ourselves up to be a very desirable place for families for kids to go to school the community I mean we get we're blessed with the great hospital we got a Rec Center we got great schools we've got great infrastructure so we got everything here to make ourselves very desirable and so again the key question is for an increase and our administrators are starting to think about how much how many more kids can their buildings hold so as as we start to we're going to start to have more conversations when we have that retreat and we may end up putting who knows we may end up putting a community advisory committee together to discuss the potential future growth and um anyway I I think I told the story to some of you Dr Watson and I talked to him about you know he's a mentor of mine Dr Watson tells what has told the story back in 1992 and the person they went because they had three elementary schools that were bursting to the same 600 plus kids and those and they were putting them in outbuildings he went to a community meeting to talk about do we go in Attendance Center okay one two three four five million the kids go every two years they moved throughout they went to this meeting and thought that that was the direction that they were going to go and the public said no go to a bond issue build north of town where we got the new it's a newer part of town will support the bondage you guys wanted to do anything we'll make it happen we want a new school we want to stay in our neighborhood schools and the community did it wasn't what Dr Watson thought was going to happen but the community that's what the community wanted so who knows what our community wants that may be good information for us to find out yeah what that future may look like but it was a complete it was a 180 from what he was thinking was going to happen so anyway so keep yours open provide feedback as you can so any is there any other questions any other information you've seen you've seen this information before again Christy put the chart down below for the actual Levy from what we had last year the proposed Levy what we're thinking again we're putting um recip Roc actually gone to a decimal point for a local option budget we found that uh the budget me it used to be 30 or 31.

for a total cash increase since decrease of that play um 353 454 increase it's an increase it's an increase look at the history that's about probably the second time at nine years so that's good uh any these are the finals we do you know it's pretty it's pretty well set still emptied out uh general fund and supplemental General and try to most buds are up if you look from last year this year we kind of made all the funds really close to what I think we started this year at work more but that's the final right there we did have an exception to the budget because Russell County has not given us our June payment yet which means we're going to get a payment from the prior year so we had to call the Auditors how we're going to do that how we're going to record that you did get finally got the 138 .

as it stands now um in 2004 we got the electronic messaging center which is the digital part of it replaced um we're about 20 years out now so um all the feedback that we've got 20 years out yeah we're 20 years out now so we're about 20 years since 2004 19 years um so when we have intermittent issues with our Marquee the feedback that we get is that it's so outdated if any of the major internal parts of it were to malfunction we'd have to replace the whole thing anyway so I mean a lot has changed since 2004 technology technologically so this is just a preventative proactive measure that we're taking to um ensure that we're not only meeting the needs of of our community with regards to communication but also just being proactive because we would hate for anything to happen when we aren't expecting it and our Marquee to not be functioning for you know months at a time so um oh yeah yeah well I was gonna just kind of give you guys a glimpse of how the new Marquee will look um the old Marquee no one makes these size dimensions anymore so we've had you know some companies come out um we had three or four companies come out went through the bid process and they showed us actual physically they brought trailers out and showed us how it physically looked so um it's a lot less easier to adjust it kind of horizontally than vertically because as you see the you know when you start to go too far up it impacts Oswego the actual sign so this is is what um we kind of landed on from uh um compromise with regards to that no I thought you were I thought you were done I was gonna say I want to see the other picture oh there you go that's awesome yeah just so the community so you did a good mock-up I mean technology the software is pretty outdated too so with the upgrade we'll have the capability of it'll be cloud-based so we can adjust they can troubleshoot they can do all that stuff remote so it's uh it's a win-win in our opinion no just uh EMC just a digital board the electronic messaging center so they'll they'll kind of spruce up the outside but you know if we wanted to get a whole new structure it'll be a lot more absolutely yeah he pops in and pockets [Laughter] and just to confirm you said the funding for it is coming from so fundraisings donate so we annually have uh donations by student organizations for enhancements and are building our senior groups our student councils and things like that so it'll be a combination of fundraising and donations from student organizations and we we did get feedback from our our students before making the decision to to pursue this Venture thank you [Music] we voted on this further yes okay okay thank you thank you principal Grace thank you thank you next athletic training contract Mr arnsten executive director of our high school and K-12 assessment is here to answer any questions on the athletic training contract yes you already needed after tonight uh can everyone hear me okay yes sir good evening everyone so Darren Howard is here with me tonight Darren is the athletic director at Oswego High School and our District athletic director as well too so he can help answer any questions you may have um you know one of the things the key aspects that athletic trainers play uh in our school system and specifically after school activities is it's really a safety issue and injury prevention um you know we presented this information and the memo for you guys to look over for a three-year contract for Athletico um and hopefully you can answer any questions you have after that but there has been some significant um cost issues as of late that we can explain with that too if you have questions with that but largely speaking this three-year contract will bring Oswego East and Oswego High School under the same contract for the next three years giving us some known costs to work off of which really puts us in a better person a better position due to the increasing costs year after year at uh from athletic training you wanna as to why this increase currently athletic trainers have to have a master's degree that was not the case in the past also during the coven time neither Athletico nor AGI raised prices on us although they were taking uh price increases themselves so we're just at the point where that cost increase is now coming to the end user so the initial contract that we got from ATI for two trainers was about 122 thousand dollars that same contract from Athletico was at about 88 000 for each school so 176 000 total in that first year and I don't know if you're aware of this or not but between the two high schools we host about thirteen hundred athletic contests a year wow hosts that doesn't count the road ones as well so it's a big district with a lot in athletics um before and after that you said that for two it was a certain amount and then for four it's a certain amount so for two how much was it it's two trainers per school at 88 000 per school so four total oh you were just giving the the bids correct Oh I thought I thought okay no is there a particular reason um why you went with the vendor is it only cost is that there are only a reason for going for the with the vendor that you chose uh ATI in our research atis and some financial trouble their stock took a dramatic drop we feel Athletico is the safer choice and it was the better bid we've had Athletico at Oswego High School for the last eight years and it has been just an outstanding situation for us yes and excuse me at Oswego East they've had great experience with ATI as well but ATI was not able to offer a three-year contract like Athletico was having that known cost again was something we is there a reason that we cannot hire this type of employee internally I don't know internally is the right word but put them on our like someone at this level on ours why we're using an outside Contracting position and we've looked into that um financially right now it's still in our best interest to hire Athletico um other districts have gone that route there are some added benefits to that there's no doubt but even just financially as of right now it's the best course of action for us would be to go with Athletico for the three-year deal at that point at these next three years depending on how the market is and other aspects that might be something we absolutely investigate that does again have added benefits to it okay well can you just name a few of those added benefits well I think always having your known employees in the building right just as we hire coaches we love hiring coaches that are working within the school district because they have those familiar faces they have those relationships with our students we don't always have that with outside with athletic trainers because sometimes they come and go as as other employees do I would say largely speaking um you know from my previous experience as an athletic director and Darren can speak to this as well when we have an athletic trainer sticking around for years at a time it has tremendous value to the organization students buy into it a lot more they build those relationships again so there is tremendous value in that but with this time sensitive nature of costs continuing to rot for us to scramble and do something we don't want to have a knee-jerk reaction to do something like that without having a really thought out program and just a kind of piggyback some of that conversation I can speak to the next largest District after us and I know they've got they have two athletic trainers at each high school but they still uh it's still a cumbersome schedule when you look at it and so they're still having a contract out on top of the two ftes um probably not to that extent right because it's probably to fill gaps and so forth but but even with two ftes they're still having a contract out got it I just have to go back to what you said like scrambling to do this we knew this contract was coming up correct we knew the contract was coming up we did not know there was going to be that junk in the prices okay so now that we know if uh for your contract gets approved we will start looking at how we are going to mitigate that in three years because I still I go back to you know what you say Obviously anybody can leave the district if they're an employee but building those relationships and having that person as an employee and on site really does have some intrinsic value to it so I look for well I won't be on the board then but I do look forward to whatever and that looks like down the road and that was the reason why I was asking not for today but three years from now I do think there's going to be a shortage of athletic trainers so it very well could become a bidding war in two or three years we'll just have to see what that end result is at that point got it to give you the idea of a little bit of the jump that we didn't really expect last year as we go east the contract was about fifty four thousand dollars the initial offering they got was for about 120 000 this upcoming year substantial increase that didn't we weren't anticipating in Oswego which was 37 going to 88 and the reason ours was lower was because our current person was told by East is part-time and is there a obviously we can't do anything about it but what is what are they saying is the benefit to having the Masters um licensure you know having that what's the point it's become a requirement in their industry and I think again it's because the shortest situation that they're trying to raise the profession itself and also the value of those people thank you good thank you gentlemen thank you for your service next we have our intergovernmental agreement with Community cares Miss kamida's executive director of communications will be able to answer any questions on the intergovernment intergovernmental agreement with Community cares yeah so thank you um and thank you Ms Johnson for the nice words that you shared regarding this organization um I do recall myself working with Mrs Robin Vickers very early on during our coveted challenges and watching how this organization has really blast on been grown out of the desire for initially for parents to help each other and as our community kind of embraced that and it grew so our district currently does run a satellite Pantry out of the old Harbor building as you all are well aware in coordination with our Outreach team underneath Michelle earley's leadership and she and Mrs Robin Vickers work very closely on helping to collaborate on needs for our students and our families across our community and so this agreement really is just intended to formalize that space and that partnership as we look to both work side by side in meeting those needs for our families moving forward so if there's any questions we're happy to answer them I have a question I mean I'm very excited about this partnership I really appreciate everything that community community cares has done my question is I see that it's an in-kind contract and there's nothing stated in regards to price but is there are there any costs that we should consider or that we should be thinking about um that could possibly be I'll just stop there are there any costs that we should be thinking so because the timing is coordinating with activities that we already have over there it's just an added um really kind of bringing additional services to what's already in place over there it really is not opening additional hours or bringing additional staff or resources to that location so there is not any known additional costs by formalizing this agreement no yeah and that's that's what I would just recommend is that just over time someone to watch uh because right now it's not any cost but let's just pay attention to it over the course of because once it's operationalized we may realize that there are some a cost Association how I'm sorry for asking but I don't know is this an annual contract or is there just annual okay so we can look at it next year but um Mr gate what I think it's important that that forecast because to be able to grow the opportunity is um like with a with a clothing closet for you know our students that are leaving to go on um interviews or so forth and also the reality is is that one of the other things that Community cares does is helps people who have something happen that they never expected you know they suddenly find themselves out of a job or you know going through a divorce or something that catastrophic can happen and I think it's really important that maybe we look at those any costs that might be involved but also how we can make sure that we are providing for our our school community so I think that's something that maybe yeah and there is um this is really what this group is doing is enhancing some of the things already in place so I know under Michelle early's oversight we do have a number of programs and also trying to meet those kind of ad hoc needs that that come in place so that we can really be a resource or if we can't be the provider of it having those agreements and those Partnerships in place across numerous organizations in the community you help meet the needs is is definitely very important to the organization at this time though this specific agreement really addresses just enhancing the distribution days and the utilization of the space already occurring at old trober and bringing these additional pieces in so it wouldn't just be food it would be the food and personal care items and then as we get closer to the start of school it'd be the back to school program perfect what is the date of the app the backpack yeah packing rotten this Vicar's here August 5th is distribution of the backpacks stay attuned for a volunteer opportunity why don't we have Robin come up and share that news I think that's really exciting and as I got to hear about this last week I think it's really another example that really illustrates the way in which together we are caring and we are caring community so our distribution will be on Saturday August 5th from 9 to 11 A.M you're all welcome to come it's actually pretty cool we do a drive-through thing we're big on Dignity for the people who receive the backpacks so we just don't give them a backpack they get to pick what color each kid gets to pick the color they want and it's appropriate grade level for them um and we will be stuffing the backpacks one night that week before um typically we try and look at which day is not the hottest because there's no air conditioning in Old troutburger so it's a little warm so it'll probably be Tuesday or Wednesday that week but we will get that broadcast out it's wonderful and I'm sorry one last thing my question just to bring you full circle the reason I'm asking the question in regards to any cost is because I'm also thinking about Community Partnerships and so if if there are and we can forecast not just now but in the future any of the cost including um just even supplying it we can start thinking about additional partners that we have and and I love the fact that Dr kilgatti you asked Robin to come forward uh because again hopefully someone is hearing this that could say oh we have 10 000 backpacks that we can donate so I'm just trying to make sure that any any unknown cost as you said any cost that we do realize that we can pull together as a community and other partners can um can join in to support our students and I would just say my if you can make it I was there last year it was awesome I got to direct traffic as well as stuff bags and and hand out to some of our students the students are there also so it's it's it's phenomenal and I you know I I can't say enough I'm glad you said which side Jen because I can't say enough about Community cares there's some stories I can't even share that that um you know um that where people have approached me in community cares has stepped in which has been great and um I remember during the pandemic I would teach in the morning and I'd skip my lunch and deliver meals around 308 and then come back and do student support and uh it was so therapeutic and uh not just for me but I know a lot of the other community members that were delivering meals also and um so uh the the benefits that this organization has had has just been tremendous to say Lisa but delivering the meals was really special because it really was at first you know we were all in our house you couldn't like open the door to anybody and so kids would leave notes on the doors and they would wave at you out the window when you came up to leave it on their doorstep so it really helped bring the community together I think you know because you're all sitting at home looking for something to do and this was something very positive so I had an elementary student draw a picture of me and and I'm pretty sure that that picture is actually better than what I look like so so um August 5th from 9 to 11 is the backpack pickup that week you can search for Community cares on Facebook and we have a website communitycaresgroup.com and that under Start strong which is the name of the backpack program we have registration for families to register for supplies we also have a lot of donation opportunities um you know we'd look for sponsors we look for just help buying some supplies so that's all listed on there so including handy little shopping lists already created at Target Walmart and Amazon and you can have it just shipped right yeah but it can ship straight to my house and then I make myself [Laughter] well we're here whatever you need we'll be there right thank you Robin before you go do you have a sign up sheet for volunteer opportunities or any of those things is um we don't right now um the way we do the backpack stuffing is we literally just say hey if you can come come when you can um we kind of have it down to an art now or science it goes really fast and we usually end up and get 20 to 30 high school kids show up oh great just stuff the backpack so okay great and then as we get closer to the pantry to school starting we coordinate with the pantry for volunteers for that thank you I don't remember thank you again now we have a resolution providing for the issue of General obligation refunding bonds we've got Dr petsky our Chief Financial Officer and we also Jennifer Currier vice president of PMA who will be able to answer any questions that the board may have um are you going to yeah do a presentation first or yeah we have uh it's just uh this is just I have some questions you're already excited yeah um and I apologize there is a there is a presentation um that uh that we gave um but I'll kind of talk through what we see here um so you won't see it on the screen um basically the district currently has 10 bonds outstanding bonds of debt those 10 bonds equal about 229 million dollars of uh of debt we pay those bonds down every year and uh for instance two of the bonds will be paid off by the end of uh 2007 and we'll be down to seven outstanding bonds and I think we're pulling it up you meant 2027 right just to yeah no problem I thought I lost time somewhere did I say yeah so join me on a blast to the past so thank you Peter thank you thank you all right so this will help a little bit give you a little illustration of what we're talking about so you don't need to make a picture visual picture in your mind although I know I was doing a super job all right with me so um this is a slide just showing what PMA monitors for us um they they look at all of our bonds so going horizontally across this list you can see there are 10 bonds so starting with the 2000 a series bonds 2011 2013 all the way over and it shows you our payment schedule on those bonds every year and if you go to the bottom right of that chart you'll see the number 229 million dollars that's how much outstanding debt the current uh the district currently has in principle not including interest and uh uh so we what we've done is we've worked with the debt that we have we've structured it to have uh the least amount of impact or fluctuation for the taxpayers and uh we also monitor it for callable dates for the bonds so on our next slide here you can see that um the 2013 bonds from the previous list are actually callable um on or after October 1st 2023 that represents of the 229 million dollars that represents about um that represents about 6.7 million dollars uh at a current rate right now of about 4.65 so take this slide Jennifer so on this slide you can see our estimate of the savings if the district were to pursue a refunding of the series 2013 bonds that John just described so on this on this table for every Bond payment year ending on the date in the left-hand column you see estimated new debt service so that is our estimate of what the new payments would be on a refunding bond transaction compare that to where it says old net Debt Service that's currently what your payments are on those 2013 bonds and then the highlighted column on the right is your savings every year you can see it's about forty eight thousand uh give or take for a total if you were to pursue this refunding our estimated total savings would be 437 000 on a present value basis that's about 356 000 or five and a quarter percent if you take that number as a percentage of that 6.7 million that you'd be refunding and that's a metric that our industry tends to look to to see when a refunding is worthwhile um generally it's you know at about three percent something to consider okay and these numbers just so you know are based on um the market as of just a couple weeks ago and this is already net of all costs of issuance so it's not that these are your savings and then you have to pay you know various fees that's already taken out of these numbers so these are true savings to the taxpayer so a little timeline we just wanted to present this for information it's kind of a small success story you know save the save the taxpayers some uh some money when it comes to the debt that we've incurred um but a timeline then would be to consider the approval of the resolution at our next board meeting on July 31st and PMA is ready to sell those bonds as soon as August 1st if uh if uh the approval passes and then I just wanted to bring up to the board's attention as well if we go back to that bond list you'll see here uh these are the 2013 bonds so there's a 6.7 million dollars in debt well in November of this year also there's 9.6 million dollars in debt that also will be callable in February of 2024.
