oh I love you to call the meeting to order would you please join me in the pledge uh Pledge of the flag and then remain standing for a moment of silence please keep in your thoughts this evening of men and women protecting us around the world [Music] thank you very much okay could you call the role for the purpose of attendance please Mr Hayden yeah um [Music] that's so freaking awesome that's not here give me one second superintendent to uh sit back down we'll continue nice weather we're having huh 12 hours thank you superintendent okay Communications public participation of one name I show up here is Mr Tom Middleton Mr Middleton okay thank you thank you so much school committee members for letting us to share just a minute of our time so just we as teachers could share our thoughts my name is Tom Middleton and I have been a teacher at greater Lawrence technical school for 25 years as teachers we are with our students four to five hours a day 180 days a year more than anyone else in the building and we wanted our voices and experience about this grading policy to be here heard there was conflicting evidence about whether some of the elements in this policy will be effective and our feelings are teachers are that some of them are going to decrease student productivity our school's motto is expect more demand more achieve more our fear is that this grading policy does not support that at all a grading policy is often more than just numbers it is often about messaging the First Student Response I heard came from one of my students who asked me if I had heard about the new grading policy I explained to him that this was all brand new and nothing had been decided yet when questioned by other students his take on the policy was you get a 50 for doing nothing two of my other students laughed and said man I'm not doing anything next year we are all hard-working dedicated professionals and we will do whatever is decided upon and no one cares more about these kids than we do all we ask is that in your decision you consider our experience and our expertise as teachers thank you very much nobody else on the list okay okay this time's been brought to my attention by the superintendent that I'm going to ask for a motion to add executive session to this minute to this meeting have a motion please so move a second discussion all those in favor okay I'm gonna ask uh at this time to adjust the agenda down to Executive session for the purpose of uh Personnel reasons yeah yeah Personnel possible litigation confidential student uh information even about executive session for that into a second session now yes second discussion yes so are we going into executive session to address um two items yes so the grading policy is going to be left we are not voting at the greatest point in time yes right after we come back correct so we're gonna leave all these people here that are waiting we have to because some of your decisions depending on this executive session okay okay anything further yes um I have uh that was one of my comments why do we have to go into a secular session now because before we finish you know it's gonna it may affect the upcoming decision so um the out of curiosity just okay I can have an understanding as to what's going on here the the issue that we're going to discuss at executive session the two issues is tied to the grading policy correct one okay one of the issues is tied to the trading policy right the other issue with possible litigation has nothing to do with the greatest I just wanted to know what the correlation was as to why we were okay all those in favor I'm not anyone opposed I am you call the roll please you're coming back for regular order of business no to Haven yes yes Mama yes yes [Applause] [Music] foreign [Music] all right guys we finished studying myself meetings back in the regular session um I'm gonna wait just for Mr Cirillo to return before we move on foreign this time the child accept a motion to uh remove from table mat as the equity grading policy have a motion to put it back into on the floor second discussion all those in favor anyone opposed what do you remind uh repeat the motion again be moving from tables matters okay it was in table matters okay that's I I could do that without Mr Cirillo I don't want to vote on it without Mr solo being here at this time she'll accept the motion from the superintendent on his recommendation about the equity grading policy I'd like to make a recommendation that the committee vote Yes in uh implementing a new Equity grading policy with the stipulation that uh this year that a implementation uh Team be put together to evaluate it to oversee it and make recommendations at any time that changes may need to be made with that policy based on some recommendations from that team throughout the year to determine what's working what isn't working I have a recommendation for the uh from the superintendent uh could uh could we start could you have any problem adding a monthly report on it sure that we're updated on it monthly and the school committee will be um a report given to the school committee on a monthly basis on that the both the administrative team and the equity Equity the committee the implementation committee will uh uh report to the committee its findings on how progress is going great thank you motion a recommendation has been made by the superintendo level motion so moved by a second discussion all those in favor anyone opposed I am hey can you call the roll please Mr Cirillo yes no Mr Hayden yes yes Mama no Mr Lemon Taylor yes motion carries okay moving on this time that she owes up the motion to remove from tabled matters out of state travel so moved you have a second [Music] [Applause] going once I got a second oh I'm sorry I didn't hear it I'm here all those in favor what the um yeah we take out of the table the greater for equity say that again yeah nature had called for you when we had done it so we've done it so we okay are you sure what you voted on yeah okay okay all loads to take tables are out of state travel off the table matters it was all those in favor I and he went opposed okay uh out of state travel for landscape teachers and two students and one female chaperone added to the travels uh to the National Federation of convention in Indianapolis Indiana on October 31st to November 4th 2023 this is people remember this is the one that we had rightfully had some concerns about a a female chaperone you have a motion on that please so moved discussion all those in favor aye anyone opposed okay easement proposal superintendent from the town of Andover this is going to require a vote ladies and gentlemen thank you [Music] I think you each have a drawing of uh yeah it's a draft drawing of the proposed project that the town of Andover is looking to do and in order to do this project they require the committee to approve giving them an easement of along the dirt road to the left of the school if you we've already voted to allow a new entrance way for coming off off the roadway into the dirt road and coming off the dirt road back on to onto the uh Road and um but now what they're looking to do is be able to use the river for recreation area at some point the town so they can have docks on the river and there's an old uh Boathouse down at the end of the uh of the roadway way to the right of the roadway which is to our right of the school on the river which they're going to renovate and utilize for putting crew boats in there and then they also need to have a parking lot in order for vehicles that go down there drop their boat off and then come back and drive up to the parking lot so what they're looking for for approval is for us to give them that easement in opportunity for basically forever so originally we had an agreement with them to if you look at this drawing on the right side of the drawing that section of the roadway which shows the Top's the river yeah so we don't see the rear band River in French oh yeah see that I'm trying to see the parking lot up going down just a little bit is fine nope down a little bit more right there you go yeah right there so the broken line there is a parking lot that's at the bottom of phase four of our fields that we're renovate redoing right now we need to have a part we were putting a parking lot in there for uh anyone that's using that field so they don't have to walk all the way from the school over to there which is going to be uh gravel wasn't going to be hot top so um they want to be able to utilize that parking lot so originally we had given them uh an easement from where that parking lot is all the way down for 25 years in exchange they were giving us a 25-year rights to the docks on the river in 25-year writes to four slips in the uh put crew boats in The Boathouse the new Boathouse in exchange we would give them 25 years on that easement which we agreed to already the committee voted on that a few years back now uh they want to do is widen the road a little bit because the fire department needs more width on the road for one thing to get down there and they wanted to be able to have cars past each other so they want us and that's on our property so they would like us to give them an evening easement for that and an easement on the parking lot and easement the 25-year easement all the way down to the river they want it to be forever not just 25 years and in exchange and forever to use the parking lot in exchange for they'll still only give us 25 years on the docks in 25 years on the on the boat house I asked them for the same consideration if we're giving you you know forever we want Forever on the docks and we want Forever on the boat house yes so a couple of courses it just brings up a couple of questions where they're going to be doing construction next to the river one is Andover conservation has even chimed in to the diagram is great but when I'm doing a diagram and having a conversation with or School based on easements that the city needs we have supporting documents with everything that goes along with it not just the diagram so this is nice and I understand what's going on but other people that don't deal with this on a day-to-day basis will not definitely should know what what the easements for where's the supporting documents and so forth and has conservation even chimed in where it's going all the way to the river it's his conservation asking for the the town in the letter that they're supposed to send a letter with it yeah and as well the town of and it was supposed to send a letter with this not just diagram saying hey this is what we want no it's important documentation that comes comes along with this which I've had to do it um we've lost Public Schools what I'm doing here yeah an easement from them to take something just to improve the sidewalks yeah um so if the committee is in favor of this there'll be a written agreement that you have to vote on so right now all they're looking for is are you in favor of such an easement to them if so the attorneys will get together and write up an agreement we want to get 25 years and they gave permanent yeah okay thank you so I'm back to what you you said they won for life but they want to keep the 25 year for us right that's not as change and it's changed it should be even yeah so well the argument is by that they uh they would have to we'd have to get a bill pass in order for the town to give us lifetime easement I mean lifetime rights to the to both the docs and the and that that probably and would have to be passed through town meeting and the town would have to say yes and so um that would be a long ordeal one of the uh agreements could be is that we agreed to 25 years while the town in Greece to pursue uh the rights to Greater Lawrence having access to the docks into the boat house forever we have a temporary evening with them now for 25 years but not for the whole Road only for the lower section now they want the whole Road the other half of the World Is Ours no no uh there's a we own part of the road the town owns part of the road but they want to widen the road on our property so they want a bigger easement they want more rights to our property in order to widen the road not anymore no no and it's the one on the right not the one there used to be Phillips Academy had a Boathouse on the left that was sold to the insurance company over next door to us and they also had a Boathouse on the right that's just a metal frame right now and um where we would we said we would consider rebuilding that for them uh if in fact we're going to be the ones that get to use it and the docs and everything is one of our projects for our students when the time comes but right now it's really about an easement uh the uh attorney our attorney was at the meeting that we went to with the town on this felt as old um it was a reasonable request given that the town needs that to improve that road for us to agree to the 25 here's my here's what the biggest concerns I didn't mean to draw I don't think the problem is whether or not the town needs it I think it's it's apples for apples on and so oranges you know 25 years to 25 years fine whatever it was forever fine it's with the fact that the town seems to be making up better than great glts's at the moment that's right that's I think that's what I'm understanding is this Fitzgerald yes I've been working on this in one form or another for about 25 years long before I was on this committee and um we were trying to um actually we're trying to get use of the PA boat house by giving them certain things and then Phelps Academy went and bought that amazing facility across the river in Methuen and all bets were off they literally we had a signed sealed and delivered of a phenomenal package they pulled out of it at the last minute because they had acquired this other property they didn't need us any longer in terms of the giving the town the easement right of way whatever we want to call it in order to improve the road the bottom line is that is the access road for the end of a fire and police department to get emergency vehicles quickly down to the river so that pot I have no problem with I really believe that town meeting would approve us having the same deal that the town is asking for the hundred for 100 or 75 or whatever we come up with I agree that it should be an even for even thing and there's I have no problem with going um before town meeting we would have to come up with our attorneys of putting the article in or the town could do it for us but um I think it's unrealistic over the years we have given them every single thing they've asked for including what will soon be a new access off of the River Road onto our property so um I I think it's wonderful that they are going to have the conservation land used with the old Boathouse on the right not the one on the left um for the rest of the school committee driving not now with all the rain but drive your car down there someday and you'll see how this road truly needs to be improved and it's totally accessible for you to get down there on the other side of the pool so um that would be my um motion or whatever you want I guess you'd call it a motion that we go back into discussion with the town for a more Equitable agreement for the school discussion yes uh we're talking would you consider 75-year trade back and forth or 99 years instead of forever that might be doable yeah so we go to them and say we'll give you 75 years you give us 75 years yeah I think in 75 years nobody at this table will be worried about it yeah my concern is yeah always in favor aye any order pose it's time to chill except the motion to table this matter put this in the table matters have a motion please right but we're going to address it we're going to address it again but so report from the superintendent has done okay uh faculty dress code okay so I just want to inform the uh school committee we're looking at uh we're going to be reviewing the faculty dress code to make a recommendation um towards before school starts to look at a few minor in uh recommendations regarding the Improvement in the dress code for faculty and um as I think that they're some inappropriate way that faculty dress I think needs being looked at and so we'll have a presentation for you um after we put a committee together to take a look at this more closely but I wanted to give you a heads up on that okay so that's tabled you know we'll get to that in a moment student cell phone policy and then uh also we're looking at a student cell phone policy um because of all the difficulties and the issues even in uh looking and having meetings with staff about grading and challenges they have in the classroom uh cell phones are becoming more and more of a of an issue so looking at a more stringent cell phone policy to implement that's fair and sensible and reasonable moving forward for next school year so at our next school committee meeting in both those issues will bring some kind of recommendation to you and the dress code for faculty is very minor it's not aggressive or not looking to ins Implement something that is uh going to be difficult or a huge change to what we have now just a few tweaks that I think are important well when you uh when you get that uh put together can you send it out to us before the next meeting oh yeah absolutely yes yeah I was going to ask are we going to get that yeah beforehand so that we can review it before you come and ask for a pool right okay yeah okay um anything else John no okay I have one thing here that uh Sue left me a posting for English Department of this or yeah yeah I'm sorry yeah we're doing table both matters this time the jail accept promotion the table of A Faculty dress code and the student cell phone policy put into table matters second all those in favor aye anyone opposed thank you Frank okay um she wanted this was this uh information right okay yeah so uh it's a replacement position we were uh pulsing for up to eight staff members to revise Grade 9 and 10 vertical curriculum for English for English for English Just for information it doesn't have to be voted on there's no further business the chair will accept the motion to adjourn so I'm sorry before we return I wanted to address the committee um I'm a little bothered and baffled um when we go into executive session um because I feel like oftentimes you go into executive session um to discuss on things that oftentimes we are able to discuss it in Open Session and we went into executive session today and I was under the assumption that it was based on a personal matter which one of the items was however I don't see why when it came to the grading policy um we weren't able to discuss that in Open Session because when it was put up even though there weren't names we could have redacted that since we love using that word um it was redacted but I believe sue you had mentioned that it was possible to if people that have are commonly known know that uh that chat would be able to tell right not not myself we could have adopted what what subject what classroom who the professor was but we did because that wasn't honestly the the track that I saw that wasn't even a vital uh whoever the teacher was wasn't a vital that wasn't Vital Information and whatever the the assignments were that wasn't vital either it was degrading which was the the subject at hand um so what I want to finalize in saying is that there was a lot of the meats and Bounds there was a lot of things that were discussed in executive session that I felt like it's a slap in the face to the teachers who were here waiting an hour to you know what's the point of people coming in to discuss what is going on in the school the changes what are I what are our opinions are when we're hiding behind executive session to make those discussions and I find it very cowardly I'm not pointing fingers being very specific I I could speak for myself at times it's very easy to for myself to to speak on something behind executive session because I know that I'm not saying it in front of a a crowd who who I have to you know potentially have to defend what I'm approving or not approving when we have people that are potentially seeing us through live stream so I just wanted to I I just felt a little um I don't know why I just I feel super bothered by the fact the fact that it's not the first time I feel like we need to be a little more conscious when we go into executive session and stop hiding behind uh you know oh we're going executive session because it's personal when in reality there's certain things that we could discuss at an open session and we should at least give people who are listening in and who want to be part of the decisions that we're making they want to have an understanding and there's a lack of transparency by us just going straight into executive session we literally made a vote and it just it it seemed it just I I don't I don't I don't even know how to finalize my thought right now it just I I just I felt like it was a slap in the face so people who are concerned and have a right to hear what our opinions are well first of all it would have been inappropriate for us to put on that screen what we showed you 50 years I'm telling you what was it appropriate about grades first of all you don't discuss what happened in executive session out in Open Session yes you are you're talking about issues that we talked about an executive session an open session now and that's inappropriate then you as you will with the information that you have State it's your opinion Julie noted your opinion is duly noted I am and I agree with her we do this all the time most of the time we're going to a second session to discuss things that we're supposed to be discussing in Open Session I disagree I disagree with you that is that is true you decide I disagree with you okay you disagree because you are driving you're driving that and you want that to be in a second you're driving that that's why you disagree with us but it's true if we're saying it it's true no not necessarily it's your opinion it's my my opinion is true okay all right so very good Vivian no no I just wanted to go back to when I had what I hadn't initially asked um the reasoning why we were going into executive session you explained that one of the items because it was two items that were discussed one of the items were correlated with the grading policy and that is not true one of the items that we were just that had nothing to do with the grading policy right I said that one Russian litigation the grading policy no I have no idea the executive session yes we yes we did because there was information it was shared that should not have been shared out in Open Session now it's your opinion that it should have been but it's our opinion the superintendent's opinion that it shouldn't have been that's that's that was the difference I've never said grading policy and litigation together as far as they would they were lumped together there was two separate items you said before we went into executive session right that we had two items right and one of the items correlated with the grading policy which is why both of those items are were taken into executive session and what I'm saying is that is a lie one item had nothing to do with the other item that's what I'm just saying don't ever said they did right but so then why were they they were lost no there was two reasons there was two reasons either that or we could do it I could have gone to Executive session for one come back out and go on reacted to Executive session video I mean that's a possibility but it just didn't seem to be uh maybe a misunderstanding I thought that one item correlated with the other no not at all not at all they had nothing at all to do and when we go into executive session you have to give an explanation as to why and you said personal personal so that explains to one Personnel Personnel okay that explains one item so what was the explanation for executive session on the on the grading policy information that shouldn't be shared that is so vague that is so vague well I mean information that cannot be shared but that is sorry that is fake with student information and teacher information that could not be shared you could have adopted no you couldn't no okay no you couldn't you couldn't get clarity just for a little Clarity yeah you could look that up very quickly you have to give and you'll give hold on a second you have to give an explanation does that mean that anything that's disgusting in the secular session after a certain limit of time that's all make public record as well with that very long oh hey what can I say okay um finish please no again we are doing that wrong and I know that is your opinion okay at this time the jail accept a motion to adjourn thank you [Music]

currently have anyone in Cube I'm going to give it like 20 seconds or so just in case all right no callers at this time okay thanks Joe so we'll move forward to our first business item that's the election of the vice chair Joe do you have any input on how you'd like to proceed on that oh I think we can just go ahead and um you know if anyone wants to again either self-nominate or anyone wants to nominate someone else um they can go ahead and do so um the only thing I'll note is uh commissioner Smith had previously mentioned interest in uh the position but commissioner Smith is not currently with us at the moment so but outside of that uh feel free to discuss nominate self-nominate all those all those things I would like to nominate the uh Gabriel or gay carp do we need a second on that I'd like to second that commissioner golden Garcia second I second sorry and then commissioner herb do you want to just give a quick overview of your interest and why you'd be good fit for the position sure um thank you for the nomination um when I I wasn't able to attend the uh previous meeting um uh where nominations were initially occurring and and um initially I had not expressed interest but um I reached out to Joe and um said that I would be willing to serve in in the position um gotta help fill that role and help help the Commission carry out its business um also helping back up uh whoever the chair might might be at the time uh which wasn't known at the time so I'm really excited about this commission I'm really excited about the work that the commission is undertaking particularly as we sort of seek to parse through I think a lot of the different not only technical issues and trade-offs associated with um uh some of the programs and some of the policies but also how to um how to weigh in and parse through some of the policies and how they may impact particularly a wide range of residents in ways that are not only Equitable but but impactful as well and so um I'm just excited about this about the work and and helping move that forward so thank you for the nomination fantastic thank you do we have another nomination oh yes yes I would also like to nominate commissioner Smith um for the role as well do we have a second on that can I ask a clarifying question sure thank you um Chrysler uh is this like a clear uh like a CO Vice chair when you say a commissioner harp uh as well or do you mean to um you just like to nominate commissioner Smith as a to have her on the ballot so to speak the latter um I I it was my understanding that commissioner Smith was also interested in the role and I just wanted to make sure that the nomination went for it as well thank you all right are there any uh council member Briggs yeah I guess I just wanted to weigh in on that nomination which I think is very nice of you to have kind of brought her her name forward um you know I think if maybe she was here tonight I might feel more comfortable with you know having that sort of that dual nomination um I you know I think maybe they're if it might I'm not sure if it's entirely fair to her to to you know to have her not be able to sort of speak and speak tonight I don't know Jill if you've had any more conversations with her if she's definitely still interested in the position or um I yeah I've not heard since before the last meeting at least but to that point in time um the expressed interest commissioner Mercy thank you uh as far as I know um commissioner Smith didn't get a second uh in terms of the nomination so um unless somebody else seconds for then it's sort of a mute point um I just like to uh make a few comments about Gabe um shortly after he joined the commission he reached out and met with me for over an hour and we talked about the commission and roles on the commission the kind of work we're doing um his attendance has been really good he's also emailed me on a number of other occasions with comments and questions um I'm I'm I very much uh admire commissioner Smith um if somebody else wants to nominate her that that's fine but uh or second denomination I should say but right now um I think we have uh the nomination is second for commissioner Hart that's all thanks I want to just Elevate councilmember briggs's comments um you know just considering the the fairness of um not having um commissioner Smith represent themselves at this point um commissioner Levin do you want to share something I I just technically I don't think we need a second we just need them to accept the nomination but if she's not here then she obviously can't do that so I don't think we can go forward with her on the ballot but I don't know if she's planning to be late and we could postpone this or not that was the only other thing I was singing But if we don't know I guess we just have to move on I have not heard um from commissioner Smith a new hand yeah I would just like to point out we're electing officers to a one-year term it's not like this is a three-year appointment or something like that and um I think we should keep that in mind um I I'm a little bit reluctant to postpone this on the agenda I mean it's been on the agenda um I mean there's there could be extenuating circumstances but you know I'm tuition or Smith would have an opportunity to to serve in a role in the leadership role and sometime in the future if she was really interested she's only in the first year I think of her appointment so she still had an opportunity in the future I think that's a great does anyone else want to weigh in on this I'm I'm inclined to I guess move forward with our one candidate um does anybody I don't know this is an official question but does anybody oppose that to sort of a um not not a choice of candidate so much Gabe okay well based on our rigorous election um Mr harv we've we've chosen you as the um the vice chair so congratulations I think we need to vote we need to vote technically yeah all right everybody in favor of commissioner heart-taking device chair position please raise your hand and say aye fantastic two four six and I again I didn't see uh commissioner settlement okay and all those um who opposed please raise your hand and say no okay Commissioners Littleman thank you um yeah our majority shows a vote of yes for commissioner harp so thank you so much for voting and for your candidacy and um you're not the best chair cool all right uh shall we move on it looks like I'm next to present on the agenda um so I can do that now I'll share my screen and um share this information with you I think I just want to say before I start that um and we have been talking about um sharing my research for a little while and you know um this is just a chance to bring up some recent findings I actually submitted this uh work uh for publication today I um to hit send and um submit this afternoon so it's a pretty big day for me and um it's a kind of a celebration that we get to share this information all right so here we go I could see most of you so if there's any issue please let me know all right so exploring and Equitable transitions a clean Heating in cold climates um I do this work at the University of Michigan school for environment and sustainability is as mentioned earlier um the Seas program funds in my work partially and I'm also funded by the U.S department of energy and a really cool program called I build Innovation and buildings graduate research Fellowship um and I'm currently in going into my second year of funding with that with that Fellowship so um it's a great way to kind of elevate my work to the National level and have it um you know participate in the National conversation that I wouldn't pass how to invest in our society moving forward um before I begin I just want to share how I write at this work um I started right after college as a solar engineer um so electrical was my discipline at that point and I learned how to design solar PV systems on rooftops I've always been interested in buildings and and definitely focused on building integrated renewable energy then I moved into the tall building construction space as a building engineer and spent six years um working from you know pre-planning on large projects this is uh I believe it's a Salesforce Tower in San Francisco um when it was a hole in the ground you know now it's a thousand foot tower that absolutely um endorsed everything else on the skyline and I moved from that into doing this work which um you know growing up in New York City I never thought that I'd be interested in suburbs um and sort of single family housing in the way that I am now but I think there's so much to be said for the density of housing that we have and kind of um how it's aged through the decades and that's where I focus my work today so uh when we talk about transition to clean heating uh we have to first talk about uh a national looks and work that has been done recently by my PhD advisor parth vaishnav um this work was done when he was a faculty at the Carnegie Mellon University of course now he's at University of Michigan um but so we know from his work and from some others in the literature that switching to a heat pump is going to increase energy costs residential energy costs for many folks around the country um this this graph is showing us that uh that those costs are going to be worse in Michigan and um so you know that peaked my interest several years ago and that sort of got me on the path to setting this more in depth so as of that layer the fact that historically marginalized communities across our country already experience the highest energy burdens meaning that they pay the highest proportion of their income uh to energy costs and utility costs and so we know which folks uh you know which communities and kind of um categories of people around the country are experiencing those those really high energy burdens and and the health stress um and and um day-to-day stress that comes along with that those are low-income folks of course with the lowest incomes they're paying the highest percentage but at the same time you have communities of color older adults um with energy burdens above the national average um and you can also see that there's some kind of uh association with with housing vintage and so this kind of kicks off um the concept that we can go a little bit further and both understand the societal or the demographic components that that kind of expose folks to energy burden or high energy burden um but we also know that they're in the literature especially the work kind of done in the Detroit area um but specifically by Dr Tony Reems who's an amazing environmental justice um researcher currently at the department of energy um only from from Seas but um we know that there's a disparity in the quality of housing across this country um along uh income and race lines and that that that is a thing um that's really at the core of energy burden so when you look at um housing from the 20s 30s and 40s that hasn't been maintained um and of course maintenance is relative um you know but we think about Central AC versus window AC you know the kinds of holes that may open up in roofs and around chimneys um the kind of uh installation value of Windows and all that stuff that goes into exposing folks households to high energy as well so I am currently conducting um field research Empirical research that looks at the energy burden of 51 households in our area so I'm working with Wayne Uh across Wayne and Washington counties um most of my households are in Ypsi Ann Arbor and Detroit um and some kind of East and West Ann Arbor as well as Livonia and Chelsea um and this uh what I'm showing here is the energy burden on the y-axis and on the x-axis this is every single household so this kind of gives you an idea of where where the folks are when they started um before any any intervention or any consideration of Energy Efficiency or moving to a all electric heating system so it makes sense it's kind of a common sense um uh kind of a set of results here right the folks below mean income of course are going to have the highest energy burdens and then some kind of dispersion through the middle and the folks that make the most are going to be least exposed to high energy burden so my study um again includes 51 houses um and it's really cool because I got to go to each home and with a professional that was hired for the study conduct an energy audit at every home so this is the kind of highest level of energy auditing service that you can get um you know it's kind of publicly available there's a whole blower door test done with tests for air leakage in the home um it also includes physical inspection and um some thermal imaging like kind of what you're seeing here below um in addition so there was a detailed walkthrough of every single home and in the course notes taken and values noted on all of those elements that that kind of Drive energies in the home um I also studied the metered utility data for each home and installed a smart thermostat in every home so I actually have information about how folks are using their homes heating and cooling systems So based on all the data that I gathered through the home energy Audits and finding that the energy use intensity uh per occupants so this is the energy use of the entire home per year over the area and then over the occupant so it's kind of normalized for square footage of the home so basically we're not we're comparing Apples to Apples at home that's a thousand square foot to a homeless 4 000 and at the same time you know accounting for how many folks are are living at home and so what I want to point out here is that the the orange curve um this is hilariously uh close to Maze and blue but um I didn't mean for it um so the orange curve here um across my ankle bracket so on the on the um on the x-axis I have four different buckets where I've sorted um income self-report income from across the households um and uh the boxing whisker plot basically shows the um the maximum minimum and the median is in um the line here and so the median uh across these is decreasing from lowest income group to the highest earners across the sample and interestingly I'm not going to go into too much detail but I also found that uh about 25 or 13 homes in the sample were um retrofit by Habitat for Humanity before the study began and so we actually got to see the difference between low-income homes you know uh that were retrofit and those that were in that were kind of market rate and so of course the the current applies here for the market rate homes and I wanted to show that there's a I'm breaking out the in these income groups um the below 25 000 in between 25 and 50 000 groups are considered below immediate income for their County while the 50 to 75 000 earners are at the media income for whatever County they're in and of course above is is above me so here are the the really the main findings of what I studied um so I'll give you a second to absorb this and also kind of talk over it uh while I kind of um describe what the what the goal of the study is so with the basis of energy burden trying to um kind of put a finger on what the income or um you know burden impact would be to move to a heat pump or individual households and so we have some kind of preliminary data from National studies that show you know I think that the thing that concerned me that drove me to this work is that I'm seeing um some Publications and some not propaganda but maybe messaging from the Department of energy in the federal government that says um hey or and definitely from companies hey move to a heat pump and it's it's not going to cost anybody anymore for energy and that's not the case uh actually when you think about folks that are um you know reliant on natural gas like most of us in southern part of Michigan are um there's actually going to be quite a significant cost increase for folks and so what I did was take another step and say okay well compared to their income kind of where does that put them and so I'm showing four different cases here but if we can just focus on the first one here um this is kind of where the main finding lies so this is a change in energy burden on the y-axis um going from where they were so that's that first graph that I showed you know some folks were starting at 30 or 40 and then the the highest earners were down at you know two percent or three percent so they're spending two percent or three percent of their income on um energy utilities this accounts for about a six percent change in energy burden so if if folks maybe someone in this category that makes less than twenty five thousand dollars today started at an energy burden of let's say five six seven percent they're going to be adding six percent um so that's that's you know guess who in egregious or um severe I don't know if the scale goes to egregious but um but you know I'll just comment and say that that I think that at that level um you know it's untenable we can't ask folks um um who already struggled with their bills who who already see the repercussions of being on the lower end of the income Spectrum in our society um relatives who shut offs and risk of shut off and and the kind of the stress of of um you know extreme heat and cold in their homes um when they when they suffer from energy and security as someone who has a high energy burden does um just kind of highlighting that um there is a really steep drop off when we think about folks uh impact for going to a heat pump I throw on natural gas today and then finally I'll share that um while you know the the effect is egregious down in the lower end of the income Spectrum in fact on the higher end we're seeing uh also a 50 increase and so folks that had one or two percent um energy burden starting off are going to see you know about a one percentage Point increase um as well and so it's basically showing that um you know everybody across income spectrum is going to be affected and maybe some folks on the higher end median income and above um you know might be destabilized financially if they do have to move to a heat pump without any Energy Efficiency or any kind of um utility cost mitigation strategies um that I recommend my paper does include a lot more of those and I'll share a little bit more about that before I wrap up here um so having an energy audit contractor come to eat home actually that person recommended uh the energy retrofit measures that would be appropriate for each of the homes and here's a frequency count of what all of those are across the board on the left kind of on the yellow and uh green and blue we're looking at um building envelope upgrades so this is you know working with insulation this is getting new windows and then on the right hand side here we have some appliances and some other equipment upgrades so when I say there's no clear pattern for energy cost savings uh you know while there were some common upgrades that were recommended across the sample um you can look at the breakdown for what the utility cost savings for the each individual homeless that's that's being shown here um on an annual basis and see that they're you know there's not something that we could come away and say oh okay well you know for most of these homes this is the case or if I took this neighborhood or if I took all 48197 or 4014 you know this is something that we can do and I'd love that for me for that to be the case um I think that you know this kind of meshes a little bit with with what the city of Ann Arbor is currently working on with um you know energy um I don't know what what you guys are you can correct me Joe when I'm done here but I don't know I've heard it called Energy case manager or just an energy Advocate someone that can that can help folks understand specifically what they need for their homes um but it's just interesting that there isn't a clear pattern even though there's a lot lot of similarities across the housing stock in this area I wanted to point out that you know the thing that that shows me that the most is that there's air healing that was recommended for every single household like that is a thing that if I were to say anybody in this area were to ask me you know what should I do to save on my utility bills I'd say definitely air ceiling but you know it's going to save some people five eight times what it would save others and so how do we know who those are um you know without without doing the work of getting an energy assessor in there and so um that kind of just shows me the the importance of having that on the ground interacting with folks and really going into homes and making sure we know um you know what the situation is okay and I'll just wrap up uh by sharing that my next step in the research is is qualitative exploration of attitudes towards going to a heat pump um you know I think in this area especially in Ann Arbor um there's there's some incentives coming and some some support uh from the city to to get folks um to move to heat pumps and um so I started to do some interviews across the sample um and it's just brought up a lot of interesting Insight around how people you know use their thermostats to control their energy costs and um you know whether or not they think they can afford um at your costs um and and also just the idea of comparing themselves to others and and how folks get their information about about what might be best done for their home um both to improve their their comfort on their family's comfort and improve their their energy bills so I'll wrap up with that and I can pick some questions if you'd like mission 11.

this amount is further detailed on page one and is also included on the cover sheet page two of the budget is self-explanatory line one and nine on page two equal line 24 on page one the audit Services expenditures is listed along with the food service expenditures budgeted in mno as stated on the budget the Food Services expenditures budgeted in mno are used to determine districts compliance with State matching requirements foreign next slide we do not set aside or receive funds for capital or Bond buildings new school facilities or adjacent ways on pages four or five the district utilizes impact aid funds for all capital purchases and uses 100 of State Equalization to fund the detailed salaries benefits and expenditures listed on page one of the budget the salaries and benefits are 73 percent of the total mno budget on page one page six of the budget lists all the projected expenditures for federal and state projects on the left side of page one I estimated grant funding would remain close to fiscal year 23 but will update the actual funding when the director of federal and state grants receives the information for the new year and make any necessary adjustments instructional Improvement fun 020 is Gaming revenue um 50 of the funds are required to be to be set aside and used for special purposes all teachers are paid a minimal amount three hundred dollars included on their teacher contracts and the district is currently funding a 0.5 FTE per professional from the 50 set aside for the specific purpose to develop minimum reading skills for students by the end of the third grade all under all other funds are listed on the right side of the page page six there are several funds listed that we are not able to use but continue to be listed since they are still funds available from prior years most of these funds are cash controlled funds which means the district is only able to spend the cash balance amount there is no activity to report on the supplemental page and summary pages one to two compiles all the expenditure data from mno on page one and from all funds on page two we do not have a property tax rate and the consequent pages that are data entry and calculations required to build the budget are there any questions on the budget and I think it probably help for everybody I know you guys are are early first student of the month so you get to hear all the budget excitement but the budget is um what the district uses um to fund salaries anything that we need to use for the schools Transportation all of that fun stuff so we compile all this looking back at years to make sure we're using the right amount for each department and I don't know Aaron if you want to pull up the Excel sheet that is the budget will kind of make sense I'm sorry yes I have a question um you know at one time we had um Reserve funds is that where is that listed on the budget the reserved funds from what funding Reserve for I don't know Dr Morrison uh when you're superintendent we had some Reserve funds in what happened to that money in the impact date or in the for what funding I think it was like 200 some thousand dollars it might have been a so the budget that we have is a total of all monies and then we also um do like the department budgets and that is that maybe what she had had I would have to see what she had set aside before because I don't know um but we do use the same items that we have um and I'd have to know what funding she set aside from because I know we have to maximize our m o budget so if I'm assuming it was impact Aid we still do have we do we still are in fiscal year 24 going to have reserves put away I think we um we settled on 4 million that we want to set aside in reserves from Impact Aid president and if you allow me to add based on the projection that we have on the next three years projection we noticed that if we continue to have the same spending patterns we notice that we we needed to change our habits um a lot of the funding that was coming in it was used also to make a lot of Renovations in the schools but nevertheless we made it a point that in the next three years we will be sitting aside as part of the reserves a minimum of four million dollars um with a ending goal in mind of 12 million dollars at the end of that year so this is a public meeting or at least a public hearings I don't know if there are any questions that maybe you have burning for the Chief Financial Officer anything you had questions to you know what dollars are spent by the schools where they spent um was at a community meeting on Saturday and one of the questions that always comes up it might be good to hear is what actual supplies does the school actually provide and pay for for regular school classroom and you kind of dive into that a little bit I feel like everything yeah I um I'm not aware of any out of pocket expenses for the teachers I could be wrong and I probably am but um we are and I know that are the principals and office managers are always asking you know what the staff needs for the school year we try to be prepared for that at the beginning of this school year and as the year goes on and things come up we get requests for all types of purchases um field trips if they're doing Special Projects we get um requisitions or requests in for those supplies so I've seen everything you know papers and pencils crayons um down to you know hand sanitizer for the classrooms um I I we pretty much have are able to purchase all items needed for the school year are there any other questions do you want to imagine just a comment uh president in additional information for the parents um the constitutional right of a student is that they're supposed to have adequate and free education uh access to a free and adequate education uh be in public education we are required to provide all the supplies but at the same time the the funding that it it is received each year specifically for supplies it's always very minimum I also have my principles one two three two and a half of my principal two principals and a former principal of four principal that can speak out about what are some of the supplies that they order to address the question in the public meeting um do I have a volunteer Ms Enriquez please join us so um what I've been instructed by Jose and Christina is that if it supports any type of instructional need that students need that we're able to justify that like she said if if my teachers have special projects I can think of one during winter where they were in math class and they were using measurement and fractions and whatnot for and they built gingerbread houses so the district purchased the items that they needed for that we like she said pencils crayons paper notebooks um pencil boxes anything that the teacher usually typically asks me for I put in a requisition and it's always approved and then for auditing purposes we just have to provide a justification on what instructional use it's going to have in the classroom erasers whatever and you know that sounds I mean I know we hear it a lot but I think it's always a revolving question when it comes to community members you know what do you what what does the school supply and I always try to be I think sometimes if it's possible to say anything they mean sometimes I think what this question is maybe sports athletic stuff um for clubs um it has to stay with the school um for us to be able to use auxiliary um the student clubs usually pay for stuff that they want to stay with the students that the students might keep if they're going to do jerseys I mean or you know practice shirts or something that they want to have with their names on them then the student clubs usually pay for that stuff and it's something that the school typically does not pay for because it doesn't stay with the school because it's personalized or items that they would use um there are certain items that we can buy like helmets and such that do get used but that keep you know that stays with the school um but items like it's harder with and we find funding or grants for maybe like socks or stuff that wouldn't typically stay with the school but all the students or athletes need those so I think that's where it gets a little bit confusing on what we're allowed to use this school money for when it comes to Athletics are there any other questions anything else anyone can think of go ahead um what you do during class ES do they get reimbursement and stuff like that or is it just from providing that I I feel like maybe she didn't ask for that to be provided because that would have been provided but if we are giving prior notice and we are not able to provide that um item as soon as they need it and they can get it faster they can put in a request to be reimbursed ahead of time but with our purchasing guidelines it has to be done prior um to them doing the purchase stuff like that I know but that is good information to know but yeah we we would have um provided for that I don't know if it was maybe during covid um yeah and maybe they were not available to come in and print because um district office during covid were still in the building we had to get payroll done and and get make sure that requisitions or purchases for the sites did get done so it should have thank you for the question Mr Diaz it was a great question and I want to thank you for your question um I I have to admit that I still yet to meet a teacher that would not spend their own check on things for the classroom it they will just go out of their hands because even things that are or items above and beyond um the teachers will do it and and teachers have a great heart um also to be able to take advantage of the funding available it requires a lot of planning and ahead of time last minute items that will be very difficult to make it happen and sometimes that may end up in the teachers but I really want to do this and they may have to buy those items but um I I if I had one wish in this world is the teachers that will not spend a little money with that they make back into the classroom because they don't make enough they will never make enough um but definitely I want to thank my teachers that they go above and beyond and I thank you for that observation because they many many instances in which our teachers that will go above and beyond and use some of their funding for things that they want to do in the classroom foreign anything else from the audience anything else Mr Roberto that's it for me all right if that's it then we'll go ahead and um adjourn the public hearing without objection a motion to to adjourn is there a second Miss Kathy means all those impairs of motion one point Sylvie Hendrix myself all right we've got about maybe three or four minutes before we'll enter into our regular meeting just to give everybody who was supposed to be here a chance to get here there's seats up front don't worry you guys there's 11 20 23 the barbecue invite School District governing board regular governing board meeting I'll turn it over to Mr number five and that's the motion anything else I'll have a second to the a motion to amend the agenda this evening to um add action item five which is the approval of consultant which will delete item seven out of consent agenda letter G Mr zabala all those in favor Sylvia Hendrix what's up element Greasewood aye Kathleen Vance motion period number two this evening is approval of the June 13 2023 Special Report of meeting minutes without objection a motion to approvement looking like this um silly under all those in favor Sylvia Hendricks myself aye Kathleen Vance motion curve number three this evening is our call to the audience no sir there was no call the audience for the record we have no call to the audience this evening we'll move on to letter e information items number one is the students of the month for summer school Mr Diaz um and it's a pleasure to tonight to be able to have a full house I think this we have more Full House during summer school than actually during school you guys are doing I'm good I think I can use it all right as you can see we have a couple of items hanging up on the walls and the first one I want to point out it is our goal you are being part of success one of our goal is that all of our students are going to be um mastering 70 or higher on their standards then they're also going to be growing a minimum of 25 depending on their level and they're going to have 95 90 attendance or better and the work that you're doing is the work towards that a goal so congratulations on the work that you that you are doing because the reason you're here is for the extra work that you have done parents thank you thank you for instilling that love for Learning and for pushing the extra hard uh to your students the second one is that I want to sure that our students are learning um their their um their standards and this year this summer was extremely different some of you hated it some of you loved it but there's one thing coming you will be more prepared when the School start school year begins and for that congratulations I'm very proud of all of you give yourself a second and at this point may I please also please help me welcome with a big hand tool RK eight uh coordinator for summer school Mr Justin please to the podium please do let us know thank you okay good evening everybody good evening board members Mr Diaz and parents and families my name is Justin frago I during the school year I'm the proud special ed teacher for Indian Oasis middle and high school but I was given the unique and very honorable opportunity to serve as the K-8 summer school coordinator for the past three weeks it really has been an honor to work with all of your children and see them literally making strides every day in their classrooms there's a video that is going to be later in the meeting that shows their pre-tests for reading and writing or reading in math I'm sorry and their post-test and when I was putting together the video to see the growth that these children have made in three weeks is exceptional um I am here because I want to thank the parents I want to thank the students for doing what you guys are doing to not only instill a love of learning like Mr Diaz said but to encourage your student to make up credits to make up lost materials help them understand gaps that they may not have learned during the school year and it definitely shows not only in their scores but in their overall attendance participation all of those things in their classes I'm proud to present students of the month I had every teacher send me a name of students in their class who they felt demonstrated their attendance their hard work their participation and really strived to be bold to be brave and to be a part of busd so when I call your name I'd like for you to come up I'll give you your plaque and you'll go down and Shake everybody's hand and for kindergarten falling star one [Applause] thank you come to the middle and uh yeah thanks um a couple questions um one quickly can you just like explain specifically what you're referring to and you say air ceiling is that so that's not insulation right that's like specific spots where there's like big gaps or something yeah so there doesn't necessarily need to be specific spots where there are big gas but that I think a gap is a good way to think about it um one of the main areas that folks need air ceiling is around their Rim joists which is where basically the structure the wooden structure of the house meets our Michigan basement um and so that is typically um you know the joists kind of go and meet that external wall surface and there's nothing there really except for wood um and so that's that's a place where a lot of outside air is coming in in fact yeah it's the kind of primary place to work with you okay but but that is sort of like a type of insulation you tend to like spray an insulation in the rim joist right is is that what you're talking about right right right it's definitely um but it is in um because it's more about stopping the flow of air um you know attributing the heat loss there's a flow of air as opposed to um a conductive flow through a surface okay yeah that makes sense and then one other question about the you said there wasn't like a real clear pattern based on your sample I'm just wondering do you think maybe there'd be more of a pattern if you looked at like for example the majority of the houses in my neighborhood are one type of ranch style like do you think there could be more commonalities in terms of like very similar house structures yeah I love that I mean that's totally yeah it's really a good Insight from from yeah um from looking out to your window and um I think that totally is the case it's a matter of um yeah maybe um being thoughtful about what those levels of scale are when we think about intervention and I'm using the resources that we have let's say as a government um or you know whether those are Financial incentives or organization organizational resources um to get folks what they need um you know I think somebody needs to be thinking about that exact question like what what are the scales of similarity um and and how do we kind of work with them to maximize the amount of benefit that we can provide with of course limited resources that we have cool thanks commissioner Coleman Garcia my my question has to do with with the envelope and you had a simple and you had a complex would you mind describing what those are yeah sure so simple and complex I kind of Drew the line at how many contractors it would take to get the work done um it's a little bit crude but um you know thinking about are you gonna ask somebody to spend a thousand dollars are you gonna ask them to spend six thousand dollars to get um you know to open up their walls get additional insulation in there and then cover them back up so that would be like a that would be like an example of a complex so it's a drywall contractor and an installation contractor or if it's something that's maybe added cellulose insulation into the roof um you just need someone to come out and um with a truck and and blow it up there so that's kind of where I just want my other question is uh it kind of piggybacks a little bit on what commissioner Levin was asking as far as air ceiling is concerned um is there any consideration in your study with regards to the cost or offsetting or you know to be adding um ventilation to the house once it's sealed that is a great question um so yeah that's a that's a very very good question so no um typically So currently um there's an air ceiling level required by code um and I don't think that any additional outside ventilation is required at that level so like a a new house built today doesn't have any additional you know uh outside air intake than what a normal HVAC system and so from my experience um spray foam even though the best job that I've seen possible uh in a retrofit in homes like ranch home in our area um doesn't get down below the level of today's code and so it's essentially what I'm saying is that from my experience working with contractors um no additional ventilation is necessary all right thank you and if anyone disagrees with that please wait uh commissioner Hart thinks it's really great to see um how you're approaching us and and to see some of the results um that you're putting together um I had a few questions about sort of how you're how you're approaching um some of this work and one the first I had to see about that and then I also had a question about um the first study that you mentioned um that looked at the heat pumps um so the first the first one was just about sort of overall sort of impacts on how how are you approaching the relationship between what people do in their homes versus the sort of installed um weatherization or Technologies in their homes and so for example I know you included like the different time of day rates in in the different uh graphs analyzes part of the Assumption I think around those time of day rates is that there is some shift in practices in terms of energy use and timing and the cost and the cost structure as such um you know it's like 11 cents for the versus you know half a cent or something um I think the 1.2 rate um and so how do you how do you sort of approach that angle of things when when you hear about things such as you know turning turning you know there's also lots of misrepresentations or misunderstandings about like how HVAC systems work and and things like that that exist in the world and so I think I recently just read an article about how it's not very good to sort of turn your thermostat down very much much lower to 55 degrees during the summer because your your AC is not necessarily going to cool your house anymore than than it's set up uh for capacity versus things like um pre-cooling versus using Shades and things like that and so I was just wondering sort of how you're thinking about those kinds of things um that's sort of a first question in this and then a second question that is sort of the relationship between costs of materials and installation versus savings um so you know so where you're you know what's how are you sort of approaching what the investment might be relative to the return versus the sort of type of type of um change as well we're gonna build science it's just in the room here for those really really insightful and detailed questions um I will start off by saying um yeah great Insight on time abuse shifting behavior um that that's kind of like a bit of future work and if you want to collaborate on that let's do it um because you know it's it it's a little bit more difficult to model or anticipate future Behavior one way to do that is to compare you know the the pre-intervention with the post right so if we had some data from before the shift which I actually do and we took some more data after the shift which I actually could then you know we would be able to quantify that and that would be pretty cool so okay thank you for that idea um but I'll also say that I spent a pretty significant piece of the paper um making sure that I uh justify or provide evidence for the fact that the um more substantial energy use uh in in households below median income is actually due to the envelope and the building itself rather than thermostat behavior and so because I have Smart thermostat data um I show in the paper I didn't show it here um that there's no there's no pattern similar to what we were finding for for energy intensity which is like a clear flow but statistically significant um there's no statistically significant um pattern or Trend at all for for thermostat temperature so we can't say you know folks oh they you know they use uh there are more people there or they use more temper you know they they call for more Heating and Cooling it's just not the case so there's a lot more work to do there um but um yeah just providing evidence for the the kind of building driven um as opposed to behavior driven energy use is is the main component of the paper um and finally cost of materials um versus the payback so obviously a major point of contention and discussions both in the literature in economics and kind of the Practical nature of how we move forward with efficiency um I'll say the median uh kind of payback simple payback you know no discount rates or anything uh for the efficiency retrofits that were recommended across the sample was 24 years uh so that's that's you know that's not um something that I think well I know because I've asked them in interviews that's not that's not a level at which people are like yeah definitely I'm gonna do that tomorrow you know that that's uh that's just not that's not aligned with um household investment today and so one of the one of the things I argue for in the paper um is that we you know provide more detailed information about what specific metrics can be done not just the package right like if you come over here an energy assessor and you come to my house and tell me I need um spray foam insulation I need adding blown and cellulose and and I need this and I need that that's that's stop listening like I don't have you know ten twenty thousand dollars to make those upgrades and that's kind of where the price tags were I think it was a median of eleven thousand dollars um and so kind of advocating for showing a marginal trade-off um between you know each additional piece of cost and and then those um that money back so yeah that's what I'll share and there's a lot more detail in the paper so I can um share that with you okay for sure Mercy thanks for sharing your research with us uh I think uh I'm gonna be really interested to see what your final findings are uh but I've got a couple of topics that I'd like to explore more deeply with you like you I'm concerned with the narratives that I hear from many corners of the let's call it energy transition community that says simply replace your furnace or for that matter your air conditioner over the heat pump and all of our problems will be solved and I know you have connections with RMI and and I don't know if you have connections with rewiring America I've read Saul Griffith's book and I've looked at their information and they're they're one of the entities that seems to have that narrative um I've also looked at a paper that was recently published by RMI looking at new construction which I recognize is is different but uh they claim that in studying nine metropolitan areas around the United States that if you look at mixed fuel versus all electric construction that the construction costs the single family homes are lower or the same as mixed use and the utility bills are lower than or in a few cases very close to what they are for all electric um I have a hard time believing this narrative and some of these information I'm wondering if you've context to people at these organizations or your old contacts and what their senses of this and I'll share one other uh finding and that is I worked with four other people to re-examine the Village of Ann Arbor and their development on the north side of town and they presented information to the Planning Commission indicating that um this is again new construction on apartments that going to all electric would increase energy utility bills by roughly I think it was pretty close to 100 a month and we did redid the calculations hoping that they were wrong and we found some assumptions that were wrong we used multiple different um energy models and yet uh we found also that the utility costs were going to go up roughly 30 a month so less than what they claim 30 to 40 but uh still they were going to go up so I'm wondering you've done all this research you've raised this concern what are other people saying in response to that yeah yeah I was here right now mine is more of a response to them out of my work hasn't seen that widely and so um I can say that I I I'm pursuing a PhD because I don't I don't believe in um the level of rigor that uh that is being used to make those calculations that you mentioned both of those um those groups you know I worked at RMI so I know what what happens behind the curtain um you know respectfully to all my colleagues there um I I just I feel that there's a different narrative that isn't as popular I mean it makes sense in a sense both are true I think it's just a matter of what uh facts and what scenarios are being elevated um and so while I don't disagree um you know like pure error aside right I think some of the work that you've done recently um does point to some maybe like calculation error or assumption error like maybe uh what I'm hearing is that maybe it's around like Energy Efficiency of certain equipment um or the building yeah that we need to we need to correct that but I think the other folks are looking at um more specifically the winning cases and and thinking about the positioning of the winning cases and the publication publicization of the winning cases as something that's going to move the whole movement forward um I find that to be fine but not enough um in the sense that um you know my concern is for justice and equity and thinking about a transition that rolls out um yes every transition this country does or has um maybe like immediately after full like electrification of the country to begin with like adding electricity into rural areas and that kind of thing spreading electricity across the country um everything subsequently has been right like not representative um our government isn't representative and so doesn't represent people and interests of communities of color and of lower income folks and so when we think about um incentives and investment I think that this work is important to elevate the cases that are not going to be the economic wins because those are the folks that will not experience economic wins are those that are immortalized engage a little bit further if anybody else has something I'll I'll yield the floor but um I agree with you entirely that this Equity issue is really something that needs to be delved into I think there's a broader issue of distrust and if we go around to any Community even high income communities and promise uh benefits that just aren't born out I I think that really undermines you know the the kind of long-term changes that we'd like to see and I'm really concerned um one one thing I was wondering I've heard both from the state of Michigan I think it came from Michigan saves but also I've seen National figures that say you invest one dollar in Energy Efficiency and you get four dollars in uh utility cost savings have you heard Amber before and do you believe that number no you haven't heard the number or you don't believe the number of both I want to hear numbers like that I think you guys stop listening um but I will say I will say one one thing kind of to your later points here John is that uh let's say you have the resources to go around and tell people like you mentioned even if they're wealthier um that there's a technology coming and there are benefits available um I think that we need more education I think that there's a really low literacy of how our homes work um what it means to invest in them in specific ways that may improve unseen qualities like you know it's not a kitchen renovation right but it is something that uh you know maybe not just like change like um kind of supports a broader societal change like electrification but it is something that could improve your interior air quality or actually improve the dispersion of heating and cooling across your house and make it more comfortable there's not a lot of literacy and someone mentioned earlier like well don't people interact with their feeding and cooling systems in ways that aren't like correct and in a sense yes right I mean but that just goes to the fact that we don't get a user manual you know we're sold houses on the real estate market it happens so quick then you end up with something like it's beautiful on the outside well like does it work like you have a Whole House Fan from 1960 like here are the reasons why that's that's not like you know that's not the most efficient way to do it now maybe it was a trend back then but you know so there were just so many so so so so so so many things to know um and there aren't really any programs that share that with people I think in a way that's like exciting or engaging or or helpful and kind of communicating what the benefits are to knowing that information and that is what's needed to make a transition happen um not just the availability of Technology not just the proof that it's going to save money but um you know making people aware like kind of like what you hear about electric charging like hey electric charging like range anxieties is that bad there's a little bit more of that information coming out but I think that we're still living in the past as it relates to housing and and Building Technology I got a couple of other things I'd like to explore if I may go ahead no um so I'm wondering if you're capturing um when people are converting to heat pumps if you're looking at the efficiency of the unit and whether it's been you know if this in other words The Seer two Factor um and um whether or not the units have been appropriately sized and selected I mean you know a lot of units in the past were um in fact we heard stories from the Ann Arbor Housing Commission and from Robertson Brothers where very inefficient units that might have been suitable for the South were in store here in the north and so you have electric resistance heating kicking in in order to make up um the difference in the wintertime and that of course really jacks up the utility costs and you know what what might have been installed as a cr13 unit years ago and that's now the floor from the doe and there's units that are 21 approaching 22 Seer that are on the market of course they're more expensive but I'm wondering if you're capturing that kind of information and looking at whether or not some of the results that you're seeing are simply due to bad equipment decisions well it wouldn't make any equipment decisions whatever John um I I think we should end the discussion here just for the sake of moving on and not um you know there's so much to share but you and I should catch up I can go through the model with you in detail um and I can show you all the methods and assumptions and I think that might be valuable for us but let's spare people the details of the The Seer rating of the people but I'll say it's not 13.

that'll conclude our students of the month thank you so much it is always the the highlight of the entire meeting but I think foremost you got a little bit of a taste of our of our public hearing as well so thank you so much for the questions thank you for being here it is truly an honor and I'm very much uh in line with what Mr Diaz had stated earlier that participating in summer school probably is a drag for some of you but just think of how much further ahead you are going into the new school year and I just can't wait to see what's going to be in store for you as you kind of move forward so Mr Diaz every one of us get 24 hours a day every single day the difference between a successful person and uh and someone that is not so successful is what we do in those 24 hours parents and students you saw the opportunity of the summer of being present or not what set you apart is that you took advantage of that opportunity and that you took advantage of those 24 hours and for that I'm proud of each one of you congratulations and thank you from the bottom of my heart special thanks to my summer school coordinators thank you for also keeping up in summers and supporting external gratitude to our teachers and everybody else the the assisted during summer school congratulations back to you president [Applause] this will conclude this we want you to stay around if you'd like to but other than that um we'll take a five minute break and then we'll come back there we go we'll go ahead and call the meeting back to order and move on with our agenda number two this evening is the barbecue Unified School District governing board financial report Reuben unless you need Reuben are you okay I think we're okay you've seen it um yeah you do you want to put the account Club balances first we'll just we'll do that this came up faster than it usually does okay yeah it I try to make it as big as I can okay okay good evening president buendia um governing board members superintendent Diaz and PUSD staff um I'm going to present the um fiscal year 23 Student Activity and auxiliary balances through June 30th the Student Activity account had deposits totaling 413.50 and disbursements totaling 2 918.50 the elementary school student council had transfers totaling 408.50 from the Star Wars community sales the intermediate student council had a transfer of 136 dollars due to the placement of unclaimed funds to the elementary student council sorry the class of 2024 had a transfer of 136 and dollars and fifty cents due to the placement of unclaimed funds to the elementary six hundred dollars to pay for registration to the U.S San Diego 2023 high school team camp the 8th grade promo account had a transfer of 136 dollars due to the placement of unclaimed funds to the elementary student Co and disbursements totaling 600 for promotion and banquet photography services and 500 for the wallaban to play at the promotion dinner finally the high school yearbook received five dollars from picture sales the ending balance on 6 30 23 was a hundred and three thousand five hundred nineteen and forty eight cents the student auxiliary fund had a disbursement totaling 1442.76 and this is for the elementary auxiliary paid an invoice from Scholastic Book Fair sales for 1442.46.76 the ending balance on 6 30 was 3949.76 do I have any questions on um Student Activities and auxiliaries foreign yeah I was just wondering about I know that the the class of 2024 were going to be used to I mean I guess divided up by myself 2024.

um okay anybody else comments thank you so much for your patience and I'm frankly interested in this um of course I'm getting my PhD in it so I'm interested in it yes Mr heart hey I just had one one quick question sort of is is broadly about the the first example he showed the bike shop um the analysis relating to the heat pumps it's about sort of the general class of those types of analyzes and and what I was wondering is how sensitive that analysis in particular but also in general those are to some of the assumptions that they might have made whether it was in terms of the economics or the technology and and sort of part of that is also to ask because I think those kinds of analysis are incredibly useful to groups like this Commission in terms of being able to sort of deliberate and assess and sort of you know draw distinctions between the kinds of assumptions that are made in the details and I'm really interested in I think you know one just the sort of availability of those kinds of analyzes um but also how how if you have you know if you have any insights either based on that one or or others of how they can also be how how we can use those results in ways that are sort of consistent with a sort of very rapidly Dynamic changing environment both in the policy landscape and an economic landscape and the ways in which people are adjusting their own their own situations or if you have any any sense of that so there's the sort of sensitivity of the that one to itself but also how are there ways that we might be able to better sort of use that type of information yeah so there's a little bit more information available now well let me start by saying that that Dr advice um analysis from 2020 uh is kind of directional uh and it you know created that map and spurred on a lot of um you know interesting research including mine um from there and the reason that I do the research that I do is because I'm responding to that saying hey but like it doesn't account for the specific energy costs uh structures that we have and it's kind of cool to see that well sad but interesting that DTE has changed their rate structure in the time that I've that I've studied this saying that like if you look at the um you know there's an uh National body that kind of um right that takes in the energy cost data from across the country and can say the average for every year for every state and so an analysis like like Dr vikrams uses that information right so they're looking at the um the gas and electricity cost assumptions based on kind of a per kilowatt hour or a per unit of energy basis and not accounting for those finite hourly changes um which mine does and so what I am saying is that we need to move to more Regional uh uh research that can actually get to the point of detail we're actually quantifying how much for an individual household or for a region um based on detailed um information like that like what's that difference because to know what the impact is as uh uh right or a regulatory body or an agency that has a regional jurisdiction um we need to be sensitive to those factors um so those are the two things I wanted to share there just that like you know that information is really helpful um but I think that that we need to see more Regional information more Regional research pop up and then lastly I'll just share that since that paper was published um and raila has come out with a database or that has 10 different um scenarios for uh the U.S housing stock basically like as it is today um all the way through uh electrification with and without energy retrofits um you know a billion stock is as it is today with and without energy replicas and then all the kind of in between um so there's more advancement on a national level um and some really sophisticated modeling around around those costs oh sorry around those energy use but I think that we do need to also model it with our local that's great I think yeah thank you okay thank you again everyone for your your patience and engagement there um so let's move on we uh next on the agenda we want to hear an energy report news from the energy office and any commissioners yep um I can start with the OSI updates um don't have a ton again uh if everyone I guess I need to get uh commissioner Sandra in there if you aren't already uh we have our newsletter that went out um talk about some of the topics here today um and uh I know it's confusing because the name has changed it's the home energy advisor service will be the name of the the service that's kind of doing that um assistance formerly as many know the energy concierge name change there um so no worries for being confused on it um but they're they're currently in the uh they're wrapping up their pilot phase uh this month it has 15 residents across a couple different you know building types living situations things like that um so once that's wrapped up we'll have a report we can talk about it here and then uh with plans of that launching later in the fall um there's also again related to some of this there's some stuff on um different types of resources be it on electrification everything surrounding electrification as well as different um uh ways to help finance that as well um outside of that I just wanted to highlight uh we we will have one meeting for us but we'll also be having um in August August 11th uh we'll be having our second home electrification Expo uh which will be an opportunity for people to be out and talk about different resources or different talk with like contractors installers things like that uh manufacturers Just to kind of look at some of the stuff that's out there see what makes sense um and kind of just get that hands-on experience there um those are some of the main things there's two little-ish maybe not little is not the right word but um resources that'll be coming out soon um related to the changing of the rates with DTE um we're just finishing up a um kind of like a fact sheet on what those time of day rate changes means particularly for solar customers um because you know not only are you know there's the time of uh time of day but also when you get into solar there's even more things that are a part of it so just kind of having like a fact sheet there um just to get a sense of like what actually all those things mean and what they make sense for people um in that situation uh as well as a resource kit for um Homeowner Association and multi-unit developments on like how they can work towards different things like uh be It Solar EV charging uh different things like that um just kind of help help the process there and some of those kind of trickier situations will have both resources as well as case studies um and different things like that so the those are the main things I have again the newsletter goes into more detail as well as a couple other things that have been out there but great it's um it's great to hear that there's a that the home energy advisor pilot is um what did you say wrapping up and I'm really excited to hear so I'd love to we can talk about this but um get it on the agenda for the coming year um Joe I'd also be interested in taking a look at the advisor The Advisory fee for the new rate because I modeled the the rate I have some insight on that um if you find it helpful like particularly folks that have um old inefficient AC like they're going to see the highest impacts and things like that so I don't know if you have that on there but if you're looking for for another pair of eyes I'd be happy to help yeah be happy with something I can just this is uh here I can share a screen real quick just to get a sense of what it looks like again this is not final so don't take this as like this is the final thing um but roughly here's of course Zoom controls cover it all up on my end but um just again getting a quick sense of like you know here's kind of you know what the you know what the rates are how it kind of looks for you again kind of breaking down like what does on Peak mid peak because that's a thing off peak um all those kind of things comparing like some of the different um you know again the different rates just kind of breaking down like you know what what they mean um kind of you know again showing like when you know solar outflow inflow things like that to kind of start comparing when you know when the different rates make the most sense for you thinking about your different considerations recommendations um and then you know kind of breaking down a bill um recognizing this is probably hard to see and can't see everything but I I can share it with you and you can kind of look over um from from that perspective but this is kind of kind of what it's going to look like again just kind of help out be like because you know energy bills are not the easiest things uh to read which gets even more complicated when you have different Peak and off peak and solar rates and all that kind of thing so just kind of demystify help break it down and give people a better a better sense so again this is not the finalized version I was it it's okay to look at here and things like that obviously but um making a couple more tweaks and I I'll share that with you in case there's any any things you've seen as well that are uh that can help that out so fantastic thank you all right um to commissioner Mercy yes I had a quick question for Joe um the press release uh where the city got five million dollars from the state for the landfill solar project indicated that there's still additional funding uh resources that are needed to make that project viable um do you have any sense of whether that's you know a million dollars or another five million dollars or what what what what what what what is it going to take to get over the hump on that project and maybe there's other issues besides um raising money above the five million can you give us a sense of that um yeah I don't know off the top of my head how much it is financially but that is the the biggest concern or biggest thing to do um I don't um I also don't know if something like how much we asked for that wasn't like the full amount that we that we had put in for so there is there is more than that I just don't know the scale of it um but it's it um it is and so for those who you know John has mentioned but yeah five million has been approved uh from the state to kind of be to move the landfill solar project it doesn't get us like 100 of the way to where it is but it's at least enough where we can begin moving forward with some of those final things um you know think all the different environmental reviews permitting kind of things like that we can start moving forward um as we work to kind of fill that uh those last buckets so I don't have again I don't have off the top of my head how much that's needed um but yeah it's it we're able to be moving forward um as as we work to fill that instead of being at an entire standstill great uh let's see are we can move next to the report from the environmental Commission uh the last environmental commission had a work session so there's really nothing to report and we'll move to our second opportunity for public comment um once again the instructions for that are as follows foreign all right if you're watching on CTN please call 888-788-0099 or 877-853-5247 enter the meeting ID 956-8718-7876 this information is also displayed on the meeting agenda and the video feed City staff will select callers that have raised their hand one by one using the last three digits of your phone number to electronically raise your hand to indicate your desire to speak please press star nine on your phone you will hear an automated announcement that is the host allowing you to speak when speaking please move to a quiet area and mute any television or background sound so that we may hear you clearly and please set your name and address at the beginning of your comments thank you don't have anyone right now so give about 15 seconds just in case all right known at this time again if anyone's watching and was having any difficulties feel free to send in a comment to energy commission at a2gov.org and we'll move on to our last agenda item which is to discuss uh new agenda items moving forward I'm really curious to hear if anybody has anything on their mind um about what we might look at it for the next year and just as a refresher for all slash um Mr sender in case this was never I don't think I brought this up to you at this point you just kind of bring forth anything that's you know something that is uh of interest that you'd like to discuss or something like this I know it says items for next agenda but if you're something that you know it's like oh we can't get to that next agenda but it's something we definitely want on our radar feel free to put it in it at this time as well so anything that anyone is thinking of that might be interesting doesn't have to you know be any I don't know what I'm saying anything energy related throw something out there if it's of interest to you so Mr Murphy uh you won't be surprised by my three topics um greenhouse gas inventory um and if I make editorialize for 15 seconds uh it's going to be August um I think last year it was August I think the city wrote to DTE or wrote to the mpsc about not getting data from DTE uh you know any company knows basic data like its utility usage um within a month of their you know year-end clothes I mean that's just that's just I mean I I can't say DTE is a is a world-class company but most companies can certainly do that and it's ridiculous that we're still waiting for DTE so I would encourage staff to get with the administrator and with counsel to elevate this because you know any any you know we we look at the inventory because it gives us a sense um of whether we're on track to meet our targets and we shouldn't be getting key information you know seven and a half months into the into the year so uh second topic is um heard and when we're going to um be able to get an update on Hurd and when that's going to be going to council and the same thing with green rental housing program which I understand is going to follow her um but that was you know presented in March of last year so these are topics that are extremely important to me because they impact a huge portion of our housing stock here in Ann Arbor do we have any updates on any of those three topics um I can say oh go ahead let's hear some more agenda items and then we can we can if we have time talk about that that's a member groups thanks um on agenda items obviously we've got the list we generated early in the year but um one of the things that has come up um certainly in the Fifth Ward where the power surges that um happened and had a lot of damage to um about a I think it was about a hundred homes um that were impacted um and I've certainly heard a number of number of residents have raised questions about you know what could have prevented that when actions could have been taken I've I've had conversations with DTE and gotten some information and I certainly think that they could be providing some more information but I do think that community members are looking for information a more neutral third party um and potentially even other utilities or something like that to to talk about um you know what actions um could be taken to prevent could have been taken to prevent this and could be taken to prevent it in the future um because certainly the information that I've gotten is not particularly satisfactory yeah thank you um I want to share that that's the area of interest for me too um but councilm over Riggs could you comment on you you definitely did here but um just more specifically what perspectives do you think would be helpful because something I was thinking about moving forward with the commission um is having the opportunity for a bit of a forum like inviting folks from different perspectives to kind of talk on a topic um because I think you know just getting kind of expanding our view on on these issues could be really helpful and so could you think of anything um does anything come to mind you mentioned what actions could be taken what could have prevented it but um like would a community perspective help or I know that OSI has um his solicited input from residents about kind of what their experiences are so I think we have not we have that likely documented experience um I think that there's likely you know for my conversations it's somewhat challenging for us as a city to identify um whether or not um you know what could have been done to prevent this you know was this was this out of line and we don't necessarily have the data the information um as a city to understand really the details of specific case and so it's a little challenging um I think for staff to be able to provide really strong feedback to Residents but it is um you know from the perspective of DTE this was uh Act of God and um yeah that was that's that's the way things are and I think residents are looking for more information about you know what are the actions that utilities take to prevent um incidents like this and has DTE taken them or at least what could what could be done so okay sort of a knowledge Gap that I think we're facing um and limited helpful information coming from you know not necessarily always a fully trusted source thank you thank you yeah just that information helps a lot okay great uh commissioner Levin sorry about that um yeah just to jump in on this topic real quick I have been following it a little bit from on next door where people had been posting stuff about that and one of the things that I what I had heard was DT was basically saying oh you should have had these whole house um surge protector systems which which was like kind of news to me that that was really something that GT had ever mentioned before so I guess that would be one thing I'm kind of curious about like is like who actually other people ask her if they really have these things and like how common is it is that really something that we should expect to have to have in our homes to purchase like certainly they're sensitive um Electronics but a lot of these people had damage to the types of electronics that you wouldn't aren't typically the type of things you have surge protectors for so I think that was part of the it from what I heard in the discussion that people were sorry to jump in I also have gotten comments from folks people who have had holes house surge protectors and because of the voltage of this line that came down um uh it went it didn't matter if you had a whole house surge protector um so um you know that's part of the one of the also challenges of of this specific case but also you know I yeah I think we're we're looking to provide you know people with tools for resiliency in our community but also um you know provide some level of good information and accountability as well no no see well I will share that I'm interested in the home electrification uh Expo and the energy advisor service and I'd like to put on the agenda um some some reports back on those um I think following the energy advisor service will be really valuable um kind of to the point that we were discussing earlier which is you know getting more information out out there um to Residents about what matters and some Investments they can make especially given that there will be some new resources becoming available from the city and through the millage and also from from the federal rebates and tax credits all right yes commissioner um I'll just I'll just add for future agendas I think this might have been on the the one that we had done at the beginning of the year but just a another vote for taking a look at potentially getting someone to or a forum on marginal emissions and um the impact of marginal missions uh is sort of one of a set of tools that we might be able to use um not only for the city but also for a variety of different purposes all right I will move to adjournment right so it is currently 7 26 P.M and as the chair I declare this meeting adjourned thanks all good night great job Claire all right first time

2023 yes that has to be done after um after we pay the transportation invoice and that has not happened yet so we have to see what the balance is after we have the um get that paid so you have it received the invoice um the requisition is in queue we're waiting to receive it back um there needed to be some changes on it there was some missing documentation that needed to be attached so um we are waiting to get that to be able to um pay it and then in regards to the other classes older than 2023 so the 2021 and 2022 they still have funding in their accounts and our understanding is that it goes to the students yes so student council yes Sherry is going to be in contact with the student council sponsor once that once school is in session because the um students need to make a motion and have meeting minutes on that transfer over so we can't do that on our end until that meeting happens and they're aware of that um Sherry is going to be in contact with the student council um sponsor when the the school year starts because you still have money in their payback to 2021 thank you so so just kind of Piggyback in off of that question the student Council will vote for class of 21 and 22 amounts to be moved into their yes and then okay and then the only reason I mean do you know what the total amount is that the 23 classes waiting for oh for the transportation invoice oh I'm looking at the I'm pulling up the wreck now sorry so what we have in the system um that was shown what that was sent was 1892.25 for the driver but it was sent back because um the calculation was not correct it was missing the benefits portion of the pay so that's what it was sent back to be redone but we have not received it back yet where does that come from payroll well I'm payroll gave the information to Transportation who then invoiced the student Club so Transportation has it they just haven't given it back it was put in by the high school because they received the invoice but they need to get with transportation to fix the amount okay thank you any other questions John sorry real quick how long has that been opened it was let me check the approval log because you said it was cued or at least oh no you and then you send it back you know when you send it back I guess that's what I should ask I'm trying to see it was sent back on June 23rd okay and the wreck was created on June 21st okay thank you okay Oh Aaron left to pull the next item I don't know sorry I'm just gonna pull up the um expenditure budget Benji laughs financial report um I'm reading that but you can put the um Excel file on there yes that last one okay okay so this is the um fiscal year 23 budget expenditures as of 6 30 2023 um attached you will find the 2023 expenditure expenditures through 630 and we will be entering the encumbrance period in fiscal year 23 that allows us to continue making payments for goods and services received on or before 6 30.

and also is the time for us to ensure grants are maximized and the minimal budget carry with the minimal budget carry for the mno reflects a budget balance of 716 and 50 cents and we are 12 months into the fiscal year I have highlighted areas in yellow where Jose Allison and I will have to move expenditures around to ensure we do not have any over budget expenditures in addition our last payroll for the year is this week and after the payroll is processed we will be able to release all payroll incumbrances accounting accounts payables and purchasing are working hard to close all purchase orders and once they have confirmed all goods and services have been received and paid for as the purchase orders are closed this will also release any unused and covered expenses overall we currently have a 31.81 percent or 13 million 75 657 and 77 cents budget balance excluding encumbrances and we have received 27 million 274 162 and 82 cents so far in fiscal year 23 in revenues from all funds excluding funds for Student Activities and the Insurance Fund do I have any questions I have a just a um foreign budget for the board superintendent has a I mean I was just looking at everybody's percentage of budget spent the Articles over a little over there is there an expense that we're that we certain expense that we should be aware of that's maybe wasn't accounted for I'm sure I know we've made some things just had to do some payoffs and different things I think we were coming out of covid where there wasn't at any travel okay and then we came into travel and there was so much more um that maybe it just wasn't accounted for correctly so that is something that we're going to be looking into also um but I know also Reuben was or superintendent Diaz was um going to make sure that all travel was going to be in line with the three-year plan so that'll help us to um kind of I guess tighten the reins on the travel expenses that we've been incurring wow okay thank you thank you moving on with our agenda number number three this is number three you see barbecuing however kiwi School District school principal report so superintendent ideas president members of the war and members of the community in joining us at this point please help me welcome amazing friend request to present her report it also introduced a new format that we will be using for Disney school year right good evening president wendia governing board members superintendent Diaz I have presented my principles report in writing I hope you've had the opportunity excuse me to read it um some of the highlights that I want to point out is um we have a partnership with partnership with Native Americans that's the organization and they are going to be providing all our Primary students with school supplies to take home so that would be in addition to what they received to use at school our initial distribution was supposed to be July 21st um but they are a little behind so um they won't be delivering our supplies till the end of July so we'll have to update that date as to when they'll be dispersed we have some new employees joining our team either through transfer or new hire Brittany Monique and Miss Quinones have been in our busd family but they're coming to primary along with Damian Carlos and then we have a new hire Kaylee adson and Adriana Castaneda and congratulations to Mr Miller if you haven't seen his new EG's commercial Google it on Instagram he was really happy with the way it came out our welcome back information is linked we did post it on social media yesterday um we're gonna post it again at the beginning of next week and then one more final round before our students come back apparently those are just our upcoming dates um I've listed all the priorities that we discussed at our board retreat our alignment with District goals how we're going to do them and then so far what we've planned for it that it's not really progress yet it's just what we've been planning for the upcoming school year no data to present obviously and then um that is it thank you thank you Mr Enriquez Miss Enriquez I'm sorry I don't I don't have a question I just wanted to make a comment that the way you have it set up how um the expectations um where you had the um um what is it um uh down like all of this stuff and then with the graphs right there I mean the um the stretch goes all of this stuff right here I really like that because then everybody gets to see what the expectation is in the beginning of the year and I was wondering are these going out to like the parents or the families so that way they could see that um because I know when we have our meetings we wish that there could be a full house all the time and they're gonna stay and listen but I think that this right here really um they should see that at some point and because I think it's really helpful um especially with the other the older classes too um but I really like this part so well I do want to give credit to miss Sudan because she shared her template when she revised it at the end of this past school year so that's where we got that part from but we did include all the goals in the welcome back News letters we're going to make sure that we are promoting them putting them on everything newsletters posters any type of communication home so that way parents and Guardians are aware and it's not you know by the end of the year oh we didn't know so we're going to make sure that that is just everywhere don't forget to use your uh your 30 second commercials when you're doing your students of the month even throwing it up I mean anytime they're all here it's always supposed yeah yeah awesome sometimes we'll wear a headband thank you again president mundia yes sir I also want to thank uh Miss Sudan we borrow her template um we ask if we could borrow it and we're gonna to uniform everything that we're going to be doing uh we modeling the way she organized her board report last year so we we are hoping to continue to align what we do and you'll see that there is going to be easier to read they might look a little bit different in each school but nevertheless the expectation will be that we use the template good evening board members president buendia and superintendent Ruben Diaz and community so I turned in my board report I hope you had a chance to look at it um the only thing I really want to highlight is I wanted to make sure that we acknowledge and think um the Tucson Police Department and retired lieutenant general James Laster from the marines Toys for Tots program who will and topd for showing up to say hi and walking around with us they got to tour both campuses the intermediate and the primary campus and we also put some of them into some houses and so um a video will be coming up shortly um on Facebook so we'll show how they were put into a house and so we want to create that partnership with them for the future so they do have more ideas of how they can come and support our students so there will be uh there'll be more information on that soon and then um um most let's see a few of our students went to I mean staff staff few of our staff went to training um they went to Camp Plug and Play Avid and the Innovative Summit so all our teachers are preparing for professional development from what they learned at these trainings they will be coming back and teaching our staff that didn't go and teaching them what they learned so that it reaches more staff and not just the ones that went to the conferences are training so we're really excited about that and they're getting a little nervous but we know that they can do it and we have a lot of fun activities coming up for our parents and Guardians and attendance incentives and that's it thank you any questions sorry important thank you superintendentious yes it is Europe first official board report let's give her a hand [Applause] don't mess it up good evening president wendia governing board members superintendent Diaz community members and everyone that's here with us this evening I have turned in my first governor my first report and I hope you had a chance to look at it it's a little sparse but I've only literally been on the job for three weeks and we made it about what we've been doing lately so I included the trainings that we've attended this summer so some of the staff and myself were able to attend Avid and then this last weekend we went to Innovative schools where there was a variety of workshops that we could attend and we are going to be getting together when the teachers get back next week and we're going to talk about what are some of the things that we want to present to the rest of the staff because there was a lot of information and not everybody went to the same ones so we're gonna share that information when we come back next week and if you scroll down our school I included our school hours and that was it back up a little bit um so some of the things that we have going on right now miss Haley returned yesterday today what's today my today I don't even know what day it is she returned today yesterday and has already started working on some of the scheduling and she's also scheduling meetings with parents we have been notifying parents via social media robocalls newsletters about registration and Miss Sylvia Valdez from the primary has been a huge propellant of that and we are going to be having a couple of meetings tomorrow we'll be having a meet and greet we will be having a senior meeting and then on Thursday we're going to have an athletic kickoff with Coach Meese and any of the coaches that are there and that's about it yeah that you have been do we have the ejected plan the jaded um the three-year plan the superintendents report well I'm gonna defer right now to yes if you don't uh Mr Grace if you don't mind going into the superintendence tab and pull out the um that one if you don't mind Edna okay giving an overview of where you're heading in what will be the next step so so excited to be moving forward with CTE the progress that we've done at Babu kivari um so we put together this presentation to show you brief it's just a quick synopsis of where we've been where we are and where we're going so in um the school year 21-22 we had one CTE program and that was agriscience moving forward this last school year we added two more automotive and culinary this year we are proud to add two more to that so we will now have digital photography and digital Communications so we're going to have a total of five CTE programs moving on in the next two years we plan on keeping the five we have now but we're also talking about adding some health occupations [Applause] and in aviation and drone operation so you know again we're looking at what are the there are three things we had a meeting with Mr Welsh there are three things that a program needs in order to get started the community needs we need to know what the community needs are we need to have student interest and the last one we can't do it without we can't do it without the certified teachers and so that's why we're going to be recruiting um I I don't have all the details about it but we are planning a recruiting with um I believe the district and then um we also included for your information what the certification requirements are and anyone who works in the industry regardless of the industry they need to have 240 hours of experience in that industry in order to be able to teach so if you know anyone in the health business that would like to come out we are definitely looking forward to starting those Partnerships and um be on the lookout because it's going to be exciting [Applause] um with the 24 hours of Industry experience what what are you where is the funding for the audacity it comes from some of it comes from jted have you gotten our date for this year or what is the amount of that what is it 90 000.95 I'm dropping the bucket but as we expect the moment it will come away yep well the most I get enrolled into the program the moment ago so the more programs you have the more students you get that makes sense yeah me too I'm excited that's cool anything equipment events so like these classes that we're going to be offering um within where and so they're aligned with like the tocc so they can continue their education over there in those in those areas um like say the um we were talking about the uh like the nursing yeah or the ones we have now both both because I it's really I mean I'm really excited to see that moving forward that we're gonna add those other things in there other than just what we have um but it's my hopes that they'll continue um either at tocc or somewhere else that they're gonna they're gonna continue and come back as certified whatever for the nation like nurses doctors all of that you know it's just really exciting to to know that that's the sister the steps of moving forward to those things so yeah yeah we we also started meetings with tocc already about some of these dual enrollments and this is one of the items we we tabled it for today because right now we're focusing on the current dual enrollment for the classes they have available but it is something that we're going to be talking to them about and and planning for the following school year because we we want to be a partnership and we want to make sure that all of our students are prepared whether they're earning dual enrollment for the CTE classes whatever that would look like but we are definitely starting those conversations I'm excited about because we do have the programs and the setups for all the farming that they're doing you know throughout the nation with the tlcc program and then also for the culinary of course we're still working on getting that started we have the the cafe you know and everything which you know obviously you know we're hoping that they'll come into you know once we get that going and then just recently I know that they're they are looking and working on CNA program and a pre-nursing program so we're actually getting fed up getting ready so the timing will be perfect the timing it's great yeah you're gonna start it we're just gonna they'll just automatically and and just to add to that we already have uh Mr Davila is already working very closely with tocc so that partnership has already begun as well for the agriscience sweet all right thank you thank you so much Miss uh foreign [Music] board members Mr superintendent Diaz all you nice folks um June has been a uh it's been a fun month uh the most exciting thing we've done actually is make the phone calls and contact families about the uh moving to in person only we've had mixed reviews some of the parents are very happy because it's now that their students don't have an excuse to not come to school and then some of our older kids older adult students who work and whatnot they expressed issues and we run into some possible Transportation but we're giving them lots of different Alternatives and advice so that no one's ever getting the phone call well we're in person too bad you can make it here great if not whatever they we steer them to lots of different resources that they can still continue to pursue their education even if it can't be with us for that reason um our teachers are always there they're still taking phone calls emails texts and and they're being asked advice on well what program should I go to um so it's it's been a good it's been good to communicate with everybody in that in that sense I'm very excited that it's in person only I want to give more kids we can get in than we found them whenever they come in they do much better it's really that simple so that that was our big push was just making sure that everyone is aware of that and that no one's going to be caught by surprise the first day of school and think that we didn't provide them with a place to go um so for the first day of school we've come up with we've had students kind of in and out of our campus all summer long because we've been there they drop in they've helped us design some some logos they helped with this the board that we did a lot of that's their ideas um but one of them was I had said guys and they happen to have been just the guys they said what are some things we can do the first day to help hold you accountable to you know to what you're going to do this year and as silly as it sounds the letter to yourself is something that that seemed to be pretty powerful because we looked up different things and the three kids that were there that day um said oh the letter to yourself and I forget the movie they referenced you guys might know it's about God the movie Hillary Swank was in it they had kept a journal no one read it that one and they referenced that movie and they said oh this will be really neat so it's okay let's do that so the letter to yourself should be pretty fun um I hope they like that and then School contract they're gonna build we're gonna do that in the first few days of school as a group with all the all the young folks that are there and they're gonna divide design their school contract their common goals expectations with knowing that they have our common goals and expectations 90 attendance completion rates I don't know if we can say 70 Mastery that's what we want to say because hopefully completion rates will show that into the state testing uh 10 a day five minimum those are all the non-negotiables we're not going to change that moving forward because we've had some pretty good success but we did talk about a a social type contract uh and how we can how high is the principle I think he can help defend the contract for all and if it's written by all well it's easier to enforce every student has access to our handbook it's been updated um we've given it we've given hard copies out only one because it's big but everyone has uh access to it um and then we just brainstorm some ways to get some more community outreach some more apparent Elders people on our not necessarily us going to them but we want to bring people in to us so movie nights and just the kind of fun things because again I'm expecting upwards of maybe a hundred people so 100 kids showing up to campus that's what's enrolled at this point so I think with that with the more students we'll get more of the community more the family more the more of the other stakeholders in and then lastly um part of the PBIS come to find out kids love to be Tas they think it's outstanding so part of the PBIS part of the incentives part of the 10 a day uh that gives them the opportunity to be a TA not for the whole day but for an hour a day and what that entails is we're going to be strictly targeting with math and hopefully we're going to have our older kids for an hour a day quote ta so they actually they are teaching assistants and they are teachers assistants I'm actually working in groups with some of the younger kids so if they're real if I got an Algebra 2 student and they want to also get an elective ta credit hour a day they have their group of 8th grade pre-algebra or ninth grade algebra kids so we're looking just to do different ways to get our kids speaking to each other more about the academics and less about the tick tocks any questions comments concerns questions comments concerns um I when I was looking at this I really like that letter to to yourself in the beginning of the year to me that was that's really powerful um and then I also um um I guess kind of a little concerned about the the teacher student ratio um because if there if that expectation is like a hundred students and how and you have three teachers we have four we have two teachers right now because we're replacing where we're our Ela teacher Miss armenta has gone up to secondary where is she to secondary to be there on their credit recovery teacher oh she's been wanting to do that for a while because she knows that that's where she can get her most bang for the buck and actually give that positive influence to more students than what we have to offer her so I think that's very admirable and I'm very happy for her and I'm very happy for secondary they're getting a very good teacher so at this point we have two uh and then we have Mr frago who's our ESS teacher who will uh he's he's a team player he steps into where where it needs to go no matter what he's stepping into so to speak so um I we have a hundred or so enrolled I you know I'm not quite sure we'll have that every day though so I think we have to kind of see how it goes because I our teachers can easily handle if the room can handle it 35 40 kids in the classroom because of the nature of the way we do things uh they're not up there um lecturing they're they're moving they're they're you you guys have seen it you see what they do so it's easier for them to make contact with the students so we could have a class of 40 45 and one teacher could handle it it would be difficult but she could handle it or he could handle it and then I like being in the classrooms as much as I possibly can as well and then I guess the concern is not only in the classroom but when they're outside on the on the field um yes yeah the field is a big one for me because it's one of the places that's hardest to monitor but what we can do and I think I guess ask for I forget the expression ask for forgiveness before permission we were going to put a lock on the gate during school hours so at lunch I go I unlock it I escort them up because they do need places to move if they don't have that field they're going to be in Mr Begay Lewis's areas because we are confined and then we keep the field open for the community after school before school and we'll put a nice note on there if you need to get in there we understand please text this number or come on over but we do have to do something with I think that's a reasonable um fix because it also it forces me to be up there I mean I'm up there I go up there all the time and the kids joke about it because I go up with the little Clippers and it's like are you spying on the snow I'm just cleaning up and they laugh because they know I'm spying on them um but the field is an issue and then um as soon as I know it's in the works or once our bathrooms are functioning a little bit more uh efficiently that hopefully can take us off of Mrs begay's campus pretty much for everything except for the students that Miss Flanagan has help out in certain classes and that's very structured um yeah it's it's it will see it could be a tight fit we might have kids sitting outside when the weather is nice working out outside on the picnic tables in the front um but we'll do our best job to keep everybody content happy focused Sylvia okay so are do you have lots of white people that serve as AIDS um no no we have our three teachers plus our ESS teacher Miss Lafferty and myself those areas that you were talking about I what's the name like be happy um you know I would never say no to actually believe me I know Miss Miguel Lewis wouldn't because we she's very gracious we share we share Miss Larson we share Miss was Miss dillenberg now we'll be Miss Flanagan um if security is needed Alan is always uh I have his number he says just text me if you need anything so we've been very lucky that we do have that partnership and that camaraderie with the intermedia campus um but I guess we will have to just see how it goes I when need be my kids step up and they do the right thing I'm very I'm very proud of the way they handle themselves one of the custodians at the end of the school year we just because our bathrooms weren't working I just miss be gay Lewis said let's just let your kids use 700 and that's it that's the only ones who use them because when things were when Shenanigans happened we're all spending 20 30 minutes looking at cameras and you still can't really tell and I was so proud of my students I forget the janitor's name he's a big guy he calls me Fox Catcher And he said your guys made my job a lot easier the last hour of the day I barely had anything to clean up in those 700 bathrooms no vandalism no graffiti no um reported vaping no paper on the ground uh toilets flushed and taken care of so I'm very proud of my students and and my young people that go to school there so I think that they will step up to whatever the occasion they have to um and handle themselves in the right manner we'll have we'll have slip-ups but as it says somewhere up there failure is not final and something else you know you're not a failure if you learn from your mistakes I know we had a little bit of a conversation a little bit of a and this is has nothing to do with the report so I won't kind of belabor it but what like to hear or have some kind of report to the board on how are we trying to find a solution because this isn't like any other campus it's it's kind of it's part of the district but it's on its own and I know that concern definitely does you know I mean if you're talking about two teachers splitting 50 and 50 or 100.

we'll find one I know you guys will find a way but I don't want there to be any kind of liability or something that's going to happen because we're seeing in person only um and I know you've been you've been saying that over and over again and I agree that we know that there's reasons we have to be in person but I also know that there was some discussions at some of the the conferences we've had on developing manners or ways around say the the educational vouchers or providing some sort of different type of service that maybe we could draw down funding as opposed to doing it in the um the regular form or way of funding um but these are the things that other districts are thinking about because they are they do know that it's pretty it's presidential in a sense what they're losing because of the law so how do you work around the law to just kind of make sure that we're also providing some sort of a need that we know is there especially for this campus in general regular school settings and this campus to me that doesn't really doesn't really not that it doesn't work because you make it work what it does need is special attention so I want to give it as much attention as we can to make sure that we're number one supporting the students that are thriving and number two supporting the staff that are going to also be kind of tasked with something that's a little bit more than anyone else and it is because it's a more so one-on-one especially from what I've been able to observe and we don't my teachers don't get a lunch right they don't get a planning period they work Bell to Bell and they have no choice but to do so and they do it happily because they do know that on other sides they have it easier they don't have to do less in planning they don't have to do a dog and pony show in front of everyone and really get their A-game on every single day so they know there's advantages and disadvantages of our unique setup but I do go and break them all constantly they know no one waits to use the restroom or if they're hot they they get their breaks they talk to us Mr frago when we have three teachers he like I said is a team player he's in that classroom he's co-teaching with teachers wouldn't need be he covers classes when need be and he helps us out with breaks and everything else when need be um so I thank you I understand and I agree with exactly what you're saying um and I would love it if we could yeah um what I would say in the form of directive is let's let's try and make sure we're not letting this get too far away and we'll hope we can all feel generally the same in that at least present something that maybe we can help rather than I don't know um you know I've always admired the staff over there at the accelerated Academy so that means but but um I know like at the other sites when there are the student ratio goes over there there's always that extra funding that's um those teachers get because of that ratio that overage and I'm really hoping that that something that because we don't want to burn out our teachers I mean they're really really good teachers over there and they work one-on-one and I think that something like that needs to be looked at because I'm I'm just seeing a hundred kids um there at the campus and the ratio is just it's a lot it's going to be a lot until hopefully that position can be filled or you know we can get somebody else there but that would be something that I would want to look into or want to um have you know and I will say if we want to be aligned with our with our stretch goals attendance then we need to step up and be ready be ready to support how do you make that happen with this type of setting of a campus did you have something yeah I just wanted to comment that my observation of your campus is that your culture is respect and responsibility and that you know I know that you're saying you know you have students that would step up and all that but again you know they also need to learn oh absolutely you know academically yeah oh and and I do think they do I think that um foreign rate of work that they do shows that and looking over some of the test scores that came back I don't know if it's a great thing but we're right in line with the other schools and pretty much with the state a little lower than the state but we all are so I do feel that they are they're learning more than just accountability responsibility and respect they're learning a lot more than that those are just underlying core values of how humans treat each other so I'm very confident that our kids are picking up very very good skills and I think we'll see our eighth graders that go back to secondary I'm hoping that they and they got the pep talk I'm hoping that they they show their stuff and they show what we're made out of um the the ninth graders that are going back up there that have that have met the requirements I'm sure hoping they do good because the few the few we've had gone up there I've sat here and seen suppose be student of the month I've seen precious Antonio student of the month twice those were our kids so we we refurbished them and sent them right back Mr Diaz president when do you have members of the board um definitely first of all I want to thank Mr Fox for and his staff for the work that they've been doing they have demonstrated that they are serving the need that we have here in the community so for that I want to be very grateful um at the same time um Mr Fox and Miss Leva they're currently collaborating and they have made as to then how are they going to also have the system in place of how to keep the students at the high school to prevent that overload to start with but we will definitely look at other possibilities uh keeping in mind how do we continue to serve the need that we have here in the community for a very successful program we'll be happy to do that and report back to the board okay thank you guys very much okay with that we'll move on with our agenda to the Barbara Cuban High School District coding board member reports to miss Sylvia look at the Emoji yeah I know I like the emotions like you um do you want to go ahead well no I just did you guys got my report I don't know if anybody has any questions but basically you know yes I don't have any questions I just have a comment and this is for the community um in terms of um there have been some questions about how how does the governing board know um how to make decisions and I want to highlight in Ms Henry's report how active the governing board is the amount of activities that our governing boards members um actually do and this is only uh two months out of the Year highlighting all of the events that are taking place for a position that you're not getting paid but they're the only pay that you get is the satisfaction that you're making the best um that you know of to leave this place a much better place and continue to help us be the best version of ourselves so to say that I want to thank you for taking the time the energy and and highlighting how active our governing board is the only one of all of the government board members but also um they'll be able to see through our my video um everything else our governing board do to support our principals teachers and our staff foreign listed all the things that and majority of what I listed was what we did in June itself and really like may I mean in June we uh actually attended the ncai where a presentation was done by the prep by superintendent to board members a principal and a um um teacher a language teacher and that was very astounding even though we didn't have a great crowd but we had many questions great questions from other other areas of Arizona and and throughout the United States from different nations um and then on June on then on we also attended our leadership uh conference um in the early part of the right after the ncia where like I went to work one day and then the next day we were off to the leadership conference that is held in a very cool place wax down of Arizona and so um there was some highlights on that was that the conference um uh keynote speaker was a gentleman um I don't think I put his thing down oh what was his name cook oh Mr Frank kitchen yeah and he gave a presentation in which uh the title of the presentation was built your recipe with leadership success in which he shared a method that related to being learning how to be a leader with the recipe and that was really um interesting and different that I thought was another tool that for myself to learn you know how to continue doing the work that we do here um also the conference also we also have they also do front fun activities in so after in the in the after the conference time you know when we're attending these sessions they had a salsa making contest and uh this must break kitchen um actually conducted back he had recipes of students of student students that made recipes salsa recipes and he handed them out and and Kathy Vance from our board was teamed up with a one of our friends from the page Unified School District and we were timed and they quickly cut up everything put everything together and actually we as audience were able to taste all that but they had a they had judges which I didn't agree with but but but we tasted all the sauces everybody made throughout that so somewhere hot so we're really hot but it was it was fun and uh and then we also attended our our Hispanic and Native American Indian caucus and which was conducted by our esteemed uh board president who also is as serves as our the president for that caucus and uh he um I really enjoyed that he I really appreciated that he presented her with a shell necklace because um Dr Sheila Harris Williams is executive director but she actually has been has retired since and this was her last conference that she attended and we were so brought to that she was there we actually spent a lot of time with her you know with farewells and whatnot and then uh of course last but least we that also is conducted at the Summer Leadership is is our is our County meetings into sharing amongst different uh schools within our within Pima County and coming up with ideas and asking questions and giving their you know our real points of what we do here and they share what they do and it's real um uh it's a learning it's a learning experience also then through during this month I also attended um Aetna labels um Community Forum that was held on June 12th um it was also um virtually done also and she gave a great presentation on her core leadership her goals and what in US other questions that we had in regards to I think one of the questions that I had was schedules why are we getting schedules earlier we should be getting schedules for our students during the summer or at the end of the school year of the year that they finish one school year so and and I think that gets to be done in the past but things have changed then I also attended a uh a class of 2024 parent meeting on the 14th a great discussion regarding requirements of to be able to go on the trip then so I think we shared a lot of our our thoughts and which kind of um I think kind of gave them a more um because they had many questions about why are you making these decisions but you know the decisions that we make are always in the best interest of our students and the best entrance of our community and so I know Kathy shared some good thoughts in the in that and and gave a great presentation to them and and so and and superintendent you know went down the breakdown you know what what where where they're at and where they could be at you know and so it was it was a good good meeting um the other thing that I attended was the oh in our in our summer retreat was excellent I think because we shared our day together with the superintendent going to you know the the goals and the plants our next three-year plants and then the next day we're I'm really happy and was glad to see all our principals and and administrators during their presentations and what their plans look like that actually fit in with what our goals were looking for so um that was that was a good um retweet and then the last thing I think was that I traveled with with one and and um and uh uh superintendent Diaz he we introduced him to the district of San Lucie and I don't know if you know where San Lucie is Jennifer does that's where she's from here's ringing because we were talking about they say hello on the other side of way past Ajo almost you know before you get to Yuma we're not that far but almost there you're not in Kansas anymore one introduced him we introduced ourselves and also um superintendent gave a presentation on our three-year plan and they have many questions and I think we might get some students from San Lucie yeah um because uh but you know on in one particular question I thought and which would probably come from many of from the other districts in that on the West End is our language our um dialect our dialects and because we do teach autumn you know and we're teaching the language but the big question was about is it are we how are we presenting them are we presenting them the different dialects which you know I I'm not sure we I don't think we had a an answer for but you know I think that um that's something that I think maybe the language program should maybe kind of not work on but you know I think you know basically it's the same it's just the dialects are a little bit different but we know what they're saying so but that was one of the questions um and I think that was it so and I look forward to July we're in July right now and we have many things going on and we're going to be attending and and then throughout the year and again I very much appreciate the work you all do and we are here to support you and all our our students thank you got a big old little hoppy face with thumbs up laughs thank you Miss Sylvia board members anything Miss pants foreign just I really appreciate um we had met at the the um or the board retreat and it was Father's Day so for all the the you know Father's Day weekend for all the men that were there that you know took the time to away from their families to be with us and and then um you know me or moms the moms and and uh that were there too that they also took time to to be away from their families to be with us so I really appreciate that I know um that was kind of like one of the only weekends that where we could all gather so it happened to fall on that weekend um so just want to really appreciate uh say um thank you for for taking the time um I really like that the retreat that we had because what we've done is we we went over the we went over the the three-year goals and we really took time to understand where we're at and where we need to go and and that we continue on that path instead of um you know finding a new goal or something like that we just we're staying on that path and I really think that that's going to be one of our strengths is that if we just continue moving forward with that same plan and I love that plan because it there's just so much thoughts that went into it and and our kids are going to benefit you know it's it it may not seem like um now but the future is it's gonna be it's for them and where they're gonna go from here is really what matters and so the time that's taken for us as not only board members and and and um staff but um the directors but everybody working together that our children are going to benefit so I'm really glad that we continue to move forward and that with the plan um I did get a the opportunity to go to the um the Intermediate School when the Tucson Police Department did come over and and and give the the boxes uh boxes and boxes of gifts for this for the students so I really um appreciate that and and the collaboration and looking forward to continuing that so that was really something um the the only the only other thing um that I had attended within this um beef within this time was um Miss leyva's meet and greet um and that's when we had it here and um you know it was it was nice to hear um that you have a plan moving forward and that's your you know I really want everyone to support you and their efforts moving forward and and the changes that are going to happen I really I really believe that you know it's it's going to be a good thing for us and so I'm really thankful that you stepped up and you are making that move forward so thank you for that go ahead I find my notes on the um board Retreats huh give a report on the first day we um talk about um clear the land and all the information that um we talked about on that and the and and um um I just skip around on on this report but um that on the uh um advocating for our students um we talk about uh we want to win our students to read and write how well we are prepared for our children and when we look at the results we ask our report uh give our respect to our children and then what are we actually doing accountability we continue to climb the ladder and look at our Behavior you know what structures are important and and then the Transitions and then we um on the um to support um and challenges and go one is the 80 of the students will be proficient by teaching and seven percent Mastery in each essential standard and so this this is our Focus for the coming year and that we we all um what our teachers do to help our students I know they are helping our students but we encourage them more you know and make a make um teachers and make it a fun day for the kids so they love to go to school each day and I know my grand my granddaughters over at the intermediate and she likes going to school and she talks about what um what they do and during the day who are not an awesome class and stuff like that you know um and also and I just want um our teachers um I've said it before about our to make sure that to let the parents know not at the parent meeting but before if their child is not doing well and to be sure and let them know ahead of time and I would like to know about about my child if they're doing not doing right I would like to know right away so we can focus on on what she needs to do to in her class and um then a concerned my concern is about uh the credits at the high school and um the counselors need to be meet with the freshmen's and I don't know how many credits they need in their freshman year and then the sophomore junior senior so they don't need to be doing the credit recovery at the last minute it seems like we've been doing that for for so many years and we need to we need to stop that and um and so I hope um they do that at the high school and I know the students all like to learn but um but they need to to know how many credit I think 22 is credit needed to graduate so they need to really work on that at the high school and I mean all our classes need to to do that so they've been reading at the level that they're supposed to read and the math and and things like that so and also just like to um welcome the staff back to our new school year and all our staff support staff our bus drivers and maintenance technology and groundskaping and um kitchen staff and all our teachers principals concerts superintendent I just like to thank all of you and uh and I know um we also have some business you know business office and personnel and Miss Patrick you know thank you for for being here for our students and um thank you all for everything thank you thank you Miss Ella I think unless there's any other reports or any other comments I think we can move on I don't have anything for this evening but I but I definitely will make sure to include a and work on my written reports for the board um with that we'll go ahead and move on to the barbecue night school district superintendent's report president members of the board and members of the team in the community present uh first of all I want to formally welcome every everyone on the new school year this is the first official meeting for the new school year and at the same time I want to thank um every single new staff member that I've chosen babo Kirito High School District to be part of their career I want to thank our continuing staff members for being loyal and continue to serve the community um I want to thank those members of the team who have who are no longer going to be part of our team but they have chosen to continue to serve children in other parts but I want to thank them for the time that we're serving um us I also want to thank uh take a moment to thank um our um District Ela in math uh coaches for putting together the summer school curriculum it was very focused and very strategic to ensure to meet the needs of all the summer schools um the students that participated I want to thank the principals um and their staff for nominating the students that could benefit the most by participating in the summer school and I also want to thank our coordinators and our summer school teachers um it for stepping up it was a very challenging summer to be able to recruit and not only teachers but also administrators um to give out the summer and also there was a lot of training going on a professional development and conferences going on in trying to orchestrate everything and to be able to manage it I want to thank you all having said that as part of my report I want to bring to the attention the uh my if you don't mind putting other Superintendent at the Strategic plan via strategic plan the first one that one I want to bring to a to your attention what this is um uh based on the retreat and based on the conversation this is the updated version um right now I'm going to go over what was added uh because I this this document is what's going to help us ground at the um items um that we can be reinforcing but most importantly that is going to be the golden nuggets or the or the the opportunities for all of all of us to focus on um I I will need this one right now as part of my report to be reviewed because it's going to come back again in shortly as an action item um a lot of it you have already gone over but based on our Retreat I want I just want to point out the air the specific areas that we added um so that we can work on them on the first section it is nothing new if every single of those area of other areas are number one we are familiar one uh on on the second which is attendance we have the only thing we have added is straight 2B which is 90 of the families we have access to the portal and we're gonna provide our energy uh to ensure appearance uh as part of staying connected to meet that particular goal um underneath each one of these sections you'll be able to see what are some evidence that we will be able to provide um either to our principal report superintendent report in this section if you go down just a little bit where it says adopted those are the two areas um as part of the state connected we are adopting the JT programs and continue the work the superintendent uh Sudan has started and which is going to continue that work with Naomi's Edna and also the uh working along with that Autumn Department of Education volume two years I've um we have been collaborating those are two areas that will be now new as part of the evidence moving along in the next page we there's two um Essentials that we have added instead of essential Aid is essential 10.

and you update that one but if you see one through ten the last two it is making connections and also coaching across the board um and if you scroll down a little bit more Mr Bates there are four new five new pieces of evidence that we can use as part of evidence that won't show that we had in that direction um including the parent portal the forums apparent Workshop social media activity and Community planning days uh moving along the next one in the next area in here um the goal is still the the same supporting challenge across the board but if you scroll down how are we going to know that we are fulfilling this particular section is going to be through Beyond text and you'll align benchmarks more reports break through challenge uh data dies that we'll be presenting and going through this year and also walk through data um in the next section the next section um every nothing has changed nothing to report on that one and except sorry if you scroll down a little bit the only difference is the evidence that we also can use to provide that we head in the right direction and bringing Clarity um uh in the areas that bring us great opportunity which is beyond textbooks which is that last bullet adopted summer 2023 and if you continue to go on the next two is uh once again breakthrough challenge which we're gonna go through iot um this year and also classroom visit data having said that we also included all all of the three-year plans for the public and that we can show that not only this is a plan but also we are aligned and purposeful in every single area um having said that are now um are there any last questions before we close back during an action um action item in the next section or sport and if not any questions I can show the video to show some highlights about the month of June I had a go ahead you can do your video about it I'm just not sure if I can I should ask it here but I'll I'll think about all right thank you all right thank you foreign thank you for you I also want to thank me Sudan for helping us coin our model for this year and let's begin the the publicity so then give me example you support on that one um I really really really really like it um also as part of the report may I please now have Justin frago our coordinator for summer school he has to meet his report in writing and will be presenting also his video and don't blink because it goes super fast so so I just did a video um and I did a short and sweet video because that's just my style but I really enjoyed the opportunity to be the coordinator for summer school it was a real honor and a real pleasure and I want to public publicly acknowledge Mr Fox and Mr Diaz for your mentorship and your support there were some days where I was calling up Reuben like what did I get myself into and he should be fine you'll be fine you're doing just fine and so I really appreciate that um I have this video showcasing the pre and post tests like I stated earlier and if you have any questions I'd love to answer them after the video oh yeah thank you does anybody have any questions I blinked I couldn't have done that I don't I don't have any questions but I you know when you're highlighting those types of tests I think you should slow it down a little so we can all appreciate and see because it looked really good yeah okay but thank you for everything that you've um then for for the summer for the kids um I think one of the things that um parents uh I guess concerns um and and this is from when we did meet with the with the high school parents um with regards to the upcoming uh travel um I think that I think that um the community needs to understand or hopefully think about when we make decisions as a board um say for instance to increase um the grades um and and like what we have the three-year plans um their parents need to be really supportive of that as well because this because you're doing everything you can the teachers are doing everything they can but when the students hear that it's they don't have to achieve that high standard then the kind of sense that their growth and I think that the more we put out that they're capable and even in just these three weeks of summer school you can see that with the highlights there that they they can do it they can really be successful and continue to to to move forward with that with the what do we have our 25 increase you know things like that that they they have what it takes to do that but we really need our community our parents to to know that that are that we see that in the students and they should see that as well and to continue to be supportive and and know that oh my gosh there's there's just so much that our students are capable of and don't put it don't um stunt that growth because it's it's it's just gonna be amazing to see what's gonna happen if you just keep supporting and telling our kids that they have it in them so thank you for everything you're welcome I I agree with you um you know even as a teacher during the school year I've got 19 20 kids and I have to sit some of them down and say look you can do this don't tell me you can't do this and they said what are you talking about so I have all your work let me show you what you can do and they sometimes need that reminder that hey I can do this and then when I talk to the parents because they know I'm going to talk to the parents and I tell them look at what your kid is doing look at these little gains that mean a lot especially in the world of special education you know it's it's huge and then to see these I mean I almost was in tears to be very honest with you because in three weeks 15 days these kids knocked it out of the park literally and to show these parents that they can do it and that they are capable if they have that guidance and mentorship and you know I couldn't do any of this without the teachers the teachers did an excellent job I was in their classrooms more than they probably wanted me to but I was so excited to see what they were doing seeing the kids Excel and not only the teachers but the coaches coordinating the curriculum also made a difference and I just really hope that the parents students and the family see that they can continue to just go up from here so thank you for pointing that out anything else on the board Mr frago awesome mark thank you sir it was like definitely something to take in thank you and at this point may I please have um Dr Forest Ali to come forward we will have her video also to be shown summer down okay hopefully you have a chance to read my report is it working you have a chance to read my report and I have a video that will explain exactly what it shows or what's written in the documents um session two is still ongoing and we're going to end this week July 14th if you have any questions just let me know thank you foreign comments go ahead Miss Sylvia sure turn your Michael in your report you also um um identified grades they were pretty good oh thank you yeah they're they're A's and B's and um I was really happy with that yeah thank you thank you and also your percentages on your attendance rates that's what I'm hoping it will look like this cheers [Laughter] yeah I keep track on the attendance every week so trying to call the parents and make a robocall every weekend so they can come to school making sure that they will come and attend and get the credits that they deserve I just want to say and I think it's important to really acknowledge I know Mr frigo left but I think that the effort and we've always I know we have always been able to observe and see what I really want to say thank you for taking on something like this because I know that summer times are usually precious for everybody in the sense that you know it's going to break time or it's kind of you know I don't have anything to do but and I know for a little while there we were a little like no one's really trying to offer to help put this together so thank you thank you for doing that and thank you to all of the staff and everyone else who participated in in making this a success it truly truly is something that I feel like each one of these board members and I know has been brought up on different bunch of different occasions and I don't I don't want to say that there's any reason for it other than that people just need to understand that anything that we do really does impact not just it's not like we sit here and make decisions that aren't going to also impact our own kids our own nephews our own nieces our own everybody else that's that's related within this community it Bears a responsibility on us to to be the Bold person and say education is important we're going to set the bar a little bit higher so thank you for giving them a little bit of a step up during the summer and we definitely appreciate that from all from all of our staff and all of the directors and everyone else that helps to make that a reality so thank you it's my pleasure sir thank you baits my battery's dying over here oh here I just saw the five minutes okay president uh I just had a question because it had come up and I didn't see a transportation report in here so I was hoping you might be able to help respond to some of the questions or the concerns about the transportation form and this was brought up that and and again these are just what is told to us I'm hopeful we can respond now into the public um that the form that's being requested to be filled out um here's what here was what the question was I'm being told if I don't fill out this form I'm going to be denied Transportation or I'm not going to be able to get on the bus or this is the reason so I really really really hope that's not what we're telling anybody and that yes this form is important but I don't see there being any effort from transportation to make that effort it's being put on others to make that effort forward so I I was hoping there was a report in here but I don't see one so I don't know if you have a response to that Mr Diaz or if there's something that we need to be mindful of but I'm sure that it's not the only concern and that's the only one that's come to me when this meeting was coming was why are we being told that we'll be turned away if we're not going to fill out this form I said I don't know but I can ask um so I'll give it to you thank you president if you give me the opportunity to take a closer look at what the concern is and I'll be more than happy to respond um let me see Deborah I can also ask Miss Deborah if you have any knowledge but more than anything if you can allow me and give me the opportunity to look into it this matter and find out and come back with an answer um sure I just know where really getting close to the beginning of the school year and if that's an effort that we need to make as a school district then I don't know where Transportation falls into that form of what is this form and when was it introduced and why are we getting calls to say I'm being told I won't be let on the bus if this is what happened so I'll be happy to look into it uh president thank you um I think that was the only question I had because I didn't see a transportation report so that's why I'll be happy to follow up on that going back to summer school May I make a comment as well sure um congratulations first of all I want to congratulate not only to the coordinators but also the appearance for making that big effort and the big difference I also want to acknowledge that the majority of the students that were participating they're the students that were recommended by the the school leadership and they were mostly also 11th graders so the the the the number of courses that we've seen completed it's a step towards um a step closer towards graduation so I'm very excited to see the results as well and I want to celebrate along with everyone and thank the government award to continue to support not only summer school but also creative recovery tutoring during the school year thank you thank you so much are there any other questions to the in this report item comments concerns if not letter F is our action items number one is discussion and possible approval of two adopt the barber human rights School District annual expenditure budget for fiscal year 2023 2024 uh superintendent is or Miss ravaco did budget so I guess we're just requesting that the um budget and be adopted for fiscal year 24.

it's um the administration recommends that the Barbara Cleaver Unified School District governing board approved the proposed rates as presented okay are there any questions to the item no questions without any objection or motion to approve is there a second second by Miss Sylvie Hendricks what's up thank you Mr Abigail uh number four is discussion and possible approval of a delegate an alternate to attend the eliasba delegate assembly on Saturday September 9th 2023 in Scottsdale Arizona Mr sabala or Reuben do you want to touch on it um I'm on the legislative committee as a board of director so what need to be just put Anna in there yeah on Saturday Miss Sylvia's interested are you okay how any alternate interests happy Ella okay then I guess if without any objection I will motion for Miss Sylvia Hendricks as the delegate and Miss Kathleen Vance as the alternate is there a second do you second you want a second the motion second by him is element Greasewood supper okay uh new number five is the approval of consultant um Miss Hendricks do you want to kind of go into your questions and then I can follow your lead well I did I did um well one of the things that I did talk to Ruben about was that and this is an example is that there's a part form but um I I strongly encourage that we include memos is to provide more information you know because there are questions and and um my question one and the other question was that the salary range was going to salary and wages of 49.72 um even though it says hourly salary um I assumed that that was what it was going to be but according to Ruben at 49.72 an hour um and I was also questioning what how many hours is that are we looking at where is this company what budget is this company out of um but I know that one also had other concerns regarding this which um you know I I some I also agree yeah and I I just really really really want to strongly encourage that the effort in in the support that this board has it and I think the the confidence that we have in the CFO that we selected should I just really want there to be consideration in the fact that as it is and what we see now and the length of time and the comfortability and the ability to be able to to do as asked or what is expected I aside from what was just brought up I agree 100 I think a Personnel action form maybe doesn't fit the bill for for a consulting fee so to speak um so I guess that would really be where I was asking for maybe some more discussion if it and if it need be with you personally between us and the board if that's what you wish to say here's where I feel like I'm not because I think that this gets presented and it's like well what are we missing here you know what I mean so if you want to speak um so it's not just she does not just help myself she helps in other areas of our district and administration in Grants um the superintendent's office and it's Consulting I guess we're having additional audits and we want to make sure that we are going to be in compliance and have everything covered and she has been additional guidance for departments and administration to um make sure that we are going to be compliant and in helping in getting ready for those audits um and wrapping up the end of the year so there has been additional work than there normally should be and there is going to be um and so it's it is not just for my benefit um that we are asking you know that she still helps us um and it's Consulting but she also helps us with journal entries um recommending where items get placed or moved or where we can utilize more um in in certain areas or fundings so it's I guess it's more than just Consulting that you know she has been able to help us with and guide us um so it I guess it was just pretty much bigger not explained enough um in the memo or the par in the description on on all the areas that she does help us with not just the area of the CFO right yeah so that paints a whole different picture let's see what's presented tells a different story I mean at least in the perception of an individual receiving the information understood so go ahead her hourly rate is um her rate of you know what she hourly the breakdown of what she was making when um she did move on but her hours um never any more than 20 hours of pay period so 10 hours a week sometimes um it just varies on the needs of the district or how you know we contact her email her and she works after hours and here's what I don't want to be misinterpreted or misunderstood as I guarantee Miss Carla will be more than happy and he's more than happy to help but I feel like respectfully and I mean that and Mina is that at some point we gotta cut the cord a little bit yes and do as we need to as a district in you feel very confident so if there's an instance that we need to be more supportive or understand what are we missing or what is it do so that we're not incurring basically paying someone else to help put those things into place where we should already have the individuals that we feel confident in who know what they're doing that were already have on payroll that's just my thought and what I want to say any disrespect to anybody I just want to make sure that I believe it's not so much confidence in the work but the workload that we do have that she is helping and assisting us with um that has come upon us because of all the Audits and upcoming audits um It's a larger workload so she has been able to assist with that so it's not I feel um not so much in confidence in that we don't know or we're asking her what to do it's her helping us get the workload done okay so that says a whole other thing to me but go ahead yeah in regards to the audits I guess you're saying there's additional audits is that the results of what our audit was you know this past year or whatever is that no um so the auditor general um they randomly pick districts to audit we are one of them this year or this coming up here um so that is why um also I think I believe was it spending or expenditures when they look at District spending um that's one of them so it's just it doesn't have to do with our audit that was done our regular um fiscal audit that was not anything to do with it so so the last comment oh sorry oh so yeah and then I agree with and I think this is kind of the um I think we we also hope to have to deal with them with the issue with jtet in that we are trying to break the court and making sure that there is somebody that is actually on campus overseeing that those programs with additional programs that are going to be added there really should be somebody on on site um but for distance uh with your explanation and yes um I think at some point you know it really will really need to look it I didn't record it my my lasting before you before you comment is I I really want to be able to say that if we're tasking you as the new superintendent to give us a gauge and adequately gauge where and what is needed within your operation to be able to really meet the need of not only the business office but the entire School District then that really needs to be brought forward and told to us because I this is the first time that I'm hearing that you're that you have overload and I'm not saying that it's a bad thing or it's that it that it's of concern but we're here to support and if we're going to have that Mutual understanding between us you and and your and everybody else I would hope that we could have that conversation before it's presented in a way that's kind of like nah I don't think it's bad but I want to be sure that we're asking the right questions to say okay what do we miss then because you know we want you guys to feel confident and secure and all of those good things um and I'm sure the consultant that we're asking of it's very understanding of what the mechanisms and the operations and all of those things here but is also responsible for doing that elsewhere and I just that's just I just want to bring that up I just want to at least it's at least it's said and we and I let me go from there Mr Diaz there's great points yeah and capital board members um a couple of comments I'm number one I have um based on our conversations I do I did uh made a comment in uh directing our soul uh being the moving forward all uh PR uh all pars need to have the Bible um that way you can help answer so notepad will be uploaded without um that memo explained in the purpose and also the funding number two we do meet um regularly uh to address what are the concerns and in the finance world and one of the questions is what support is needed um and one of the supporters that my department is asking is I need additional support to address this so as we approach this coming year this is one of the supports that my my team has brought up to me says I will need the support um even though I had the support this year um based on a workload that is coming up this is that a support that I need to be successful um having said that I will I was um and I am supporting this memo moving forward based on the support that my team is requesting okay any other questions go ahead Miss Ella uh I know um Miss Carla was approved for these Services before I mean soon after she she left and uh I know she's very knowledgeable knowledgeable in this um um the work that she was doing and I hated her to leave her to leave but um and uh I'm not sure what the rate was before and did an increase in the same and uh and you're saying she works like 10 hours a week and as and as I have I have no question on that so I think it's neat I know she's an expert in everything that and I'm sure um all the answers that um she's asked if she helps correct them and I know when she left we had an audit was really a clean you know when she left and uh I'm not sure how it is now until until we get the report and and uh and she's really good at being tag eight I know she's doing good at that so she knows how everything and she's an expert that's all I have to say thank you I I and I don't deny I would never deny the knowledge and the experience and the understanding Miss Carlo has my concern though is simply I guess it would it should be presented and is there was there a procurement process actually followed if there's if there's what is that where are we gauging the threshold and the amount of times if it's 10 hours a week or if it's as needed then what is that actual this is doesn't say that so that's where I guess the concern comes from and did we follow the process to look for a consultant and go through that so we're not deemed and how much are we dedicating towards this type of assistance based or or are we looking to find a permanent solution for some of these needs how are we how are we seeking whatever you know whatever is needed in order to not have to active but that's I mean you know it's a question and again I'm not would never questioned the intelligence or the knowledge or the experience I just think it's presented in a way as if she's still employed here as far as I know she's not other than this and 90 degree we did I know I remember we did approve prior um but I don't know if this would just also offset anyone else who wants to consult am I going to be paid 49.72 an hour for Consulting if that was the case yeah you know how do we gauge that I don't know anything in this mess um I do I do agree with both that we need help here I do agree that at some point that shouldn't be necessary um so I think that also the way it was presented has a lot to do with the questions that are being asked now so and I'll moving forward that's going to change um I think that if if that memo had mentioned a lot of those things that would have you know it wouldn't have been an issue but um I I agree with both sides that we do need that if that's what is necessary now but at some point it it shouldn't be um so that also leads into some kind of additional training additional support for or your office Miss ravago because it's going to continue and we're going to like was mentioned with the additional funds that are coming through and and as Ella mentioned you know the um the audits that we've had were the findings were very little and we want to continue with that so you know it's I think it's going to work out it's just this had to happen the discussion so it's good okay thank you anything else no um so I guess with the discussion and the answers that we have to our questions I'll go ahead and make the motion I have a motion to approve by Miss Sylvia Hendricks I'll second with the directive that these need to be have improper information memos before we're approving any of the other ones going forward is that okay all right okay Ani I did I seconded it all right letter G circumcent agenda without objection a motion to approve second of my silly Hendricks thank you letter H is our request for future didn't items can I make one little remember we had asked I believe in April or May about um information being provided on Mr roloff's uh retro for the work that was being conducted which increased his pay only recently and didn't get any information or anything further from that um not that I'm aware but we'll be more than happy to report on that okay Miss Sylvia yeah I was wondering I thought that because I know that he was on vacation and they were going to do a presentation Monday or fun I.T still oh no yeah I.T there are two departments that they still need to present will be we can put them on the next agenda item if you're okay with it so they did it tonight I'm just kidding I should have did I can is there anything else for future agenda items Ella go ahead burning agenda item you want a future agenda item no and um agenda in president um if if not I was I was and I meant to address this so maybe Ben and you and I could probably sit and then present I would like for this board if possible to support a resolve or a resolution because remember we're having that discussion about the prioritization of Education of the teachers or uh that is doesn't everybody puts like doctors and police but we don't have teachers as an essential employee of the nation and I think if we can present something that maybe the nation would also make that recognition Okay so that when we're and I think yeah you know that's good yeah because then it would benefit all teachers I mean we have other schools you know yeah my Head Start yeah because I don't think they get the prop I mean I know we we know they don't get the proper recognition when it comes to being an essential employee or an essential need and so whenever there's funding or something to divvy up please consider getting education uh is is definitely Epic priority so I don't know if that's something we could present to someone in some way and then because as you as you're meeting with hrdc or anything say hey my board just approved and asked if you all would also support take a hand in supporting recognizing as essential employees or essential workers our teachers I really like that okay it would also help in the housing fight too yeah anything else Miss Vance what's your item okay girl I'm a Sylvia okay yeah I need to send an invite but he had already done anything my calendar other than that temper be here the night tonight all those in favor I don't know is that something you could handle or something we'll manage yeah okay we'll manage I will manage we can manage I think we'll be all right we've done it and also facilities facilities walk through yeah the facility store next Thursday um we're going to do it this Thursday however some of the schools are not ready to have you they want an extension so I'm we're going to postpone it for next week so what I want to know is uh new teacher induction is this week but I want to know um yeah this Thursday but I want to know what days are you available so we can share the School Readiness to reopen next week next week take a deep breath from today um either Thursday or Friday I'll be here okay I'll come by but um that is short and it will be half a day if you can so you can Tour all four schools okay one facilities walk through I I just did Thursday or Friday I just can't do Monday next week but that's it for me but they look good with I can't do Monday yeah he said you said Thursday Thursday Friday will work oh Thursday or Friday if anything Friday would be super uh yeah actually yeah Friday's perfect ready ready from 8-12 ready in the morning Friday the 21st see Adam all right y thank you for your support are we going to get a new schedule for like campus visits yes okay you're gonna send that out the whole okay yes you'll get it foreign perfect one more thing um I need to publicly think and acknowledge the sales district one of our goal is to continue to provide opportunities for students to practice um advocacy and empowerment um the sales district has approved to send two students in chaperones as well so I wanna please help me thank a sales district for their support by giving them a begin [Applause] they'll have the opportunity to see what advocacy firsthand as well as visit the capital and and bring back what they learned foreign [Applause] so if that's the case um the the law conference I really I really think that this new year we should start including our students for these travels that we're going to um like Johnson O'Malley has been also a really big support in in funding our students um and I really believe that that's something because you had mentioned um at one point Reuben about um making sure our kids are at a level where they can defend the land rights the water rights all of those things that are going to be coming forth at some point in their life so I really do believe that we should start sending our kids to the conferences that we go to thank you and one of the great news is that our district has been very active requesting uh jom funding that we have exhausted the funding so that's why when the market that sells District door says I need help and they came through so more than likely we will be a continued to ask any agency in other districts to be able to now support since uh cell districts have demonstrated exemplary support um and open the door for the districts as well you know what would be good is as you're visiting the districts maybe even introduce that and ask them what their process might be the other thing I was thinking is um oh what Johnson O'Malley's in their educational I mean yeah I guess like well if anything maybe you're marking some degree at least a student in the new fiscal year absolutely motion to adjourn second by Miss Sylvia thank you everyone for your support team make sure you get some food everyone have a great night thank you all right you are adjourned it's 8 32 P.M

your name and address prior to making your comments please note that board that members of the board may not discuss items that are not specifically identified on the agenda therefore action taken is limited to directing the administration to look into the matter responding to any criticism or scheduling the matter for future consideration we see we have a request for public comment from Miss so patient and Heidi has been working through this together so thank you all thank you thank you okay next item is governing board report of current events does anybody on the board have something to report that was a very fascinating it was it was a good report the next item then is the superintendent's report of current events uh Mr President members of the board members in the audience just want to give an update uh you see uh that was today just to show uh to show everyone and and I was the photographer um we were up on the roof that's the primary building just to show you the update with the roof renovation project I have a written down here uh left to right starting with that man in the yellow vest uh I believe his first name is Mike I I not 100 sure I apologize for that he is the project superintendent for Progressive Roofing next to him the uh the man with the hat is a recour roof consultant director Josh Fisher uh Sun Valley Builders program manager Jeff bear is directly next to him you had Progressive Roofing program manager Jerry Perry right there to his right is EMC two architects a program manager Sam Avila and the person to uh to uh to Sam's left our right is a structural engineer David Bixler president for dbaa Structural Engineering directly to his left is senior structural inspector uh Lennon grinkemeyer I hope I said that right and you also have um not pictured there is the technical representative from John's Manville Ian McCoy and we have our facilities team manager for custodial services and transportation Mr John we're just looking at uh checking the progress seeing how things are going uh there's always there's always times in a project where you have to make some adjustments some revisions so long story short we felt by having everyone it was very Hands-On uh at the the project the primary building looking at what's going well where we need to improve uh the other as you can see behind them in the background you have the wing wing one which is right next to the art room then you have the music and Technology Building so those are next they are supposed to get what you see all of us standing on the final product the cap sheets and so it's coming along um they hope they have most of the work done by the first day of school if not they may be here afterward you know rest of August into September but we want to make sure that they do everything well their UCS the wing one I believe right there is for Mr via senor um has his class with a lot of our high school classes there I think of culinary arts class is also there it's Friday right yeah yeah so you compare the middle building building two to the left to building one building one is going to look like building two eventually it's getting there the crew is working very hard that's our our Progressive Roofing project superintendent they're they're they're here at five four Thirty or five and it's been really hot and so they're on top of that roof all day just to give you an example we are standing right above Mrs Cote's room and that doesn't have the finished coating it was about I think it was about 150 degrees right there that that roof right there to the right just to the right of Jose's or right elbow there you see Alex white that has the finished coating that's the first grade yes that's where the first grade is that's 115 degrees but when we were standing on it right there that felt like 150 because that's the reflective coating and so it just feels a lot harder than it is so it was good to have everyone together you know it's human nature we have a lot of of a very knowledgeable people there and and so uh we're not always going to agree on everything but we figure let's all meet together like that just everyone hears the same thing and we come up with Solutions uh to have the best possible finished product for um for the students staff and families and the entire Ajo community so uh hopefully in the next month or two we'll finish up Queen one the art building the music and Technology Building and Dicus Auditorium they're also doing work right now on the district office as we speak so um they're doing it they're doing a great job they're really working very hard and and uh they were all here early this morning I think eight o'clock and we were on that roof probably from about 10 to 11 30 so um they're doing a good job I just wanted to give you an update and you can see literally a little different kind of superintendent's report but more of a Hands-On up there and it was it was odd right Dr Chabot so it was it was pretty hot I was in an air-conditioned room I don't know we are not sure so so um we'll have a more of a definite idea in the next few weeks so they are trying but we are not 100 sure right now so we're planning for both that they might be or they may still be where they finished May 25th yeah so that's my report okay thank you next item is the consent agenda you have a motion to accept I'll make the motion for a second okay uh Mr Curtis which says hi Rodney uh I thought it was droppings hi uh Miss Olson aye Mr Guthrie aye Mr Rodriguez okay excellent next item certified employment for the delara special education director Mr Babu Casey PowerSchool mentor Scott Moore Volunteer football coach and L Eller Ellie Elliott Ellie Guthrie volunteer Spirit line coach I recommend the approval of the above individuals for the corresponding extra pay and volunteer positions they have requested okay um we can do them individually or we can do them as a group as we do individually I was gonna the public hearing to present the 2024 adopted budget for the Yahoo Unified School District per ARS 15-905 B governing boards shall prepare and post a notice fixing a Time million in July 15th at which a public hearing and board meetings shall be held the governing board shall present the proposed budget for consideration of the residents and the taxpayers of the school district at that hearing and meeting this is a budget hearing for the 2024 adoptive budget there is no board action necessary at this time I want to also uh recognize at this point one of our Consultants from True professionals uh Mr Tyler Moore thank you um pleasure to be here um that's been part of you guys present the adopted budget um so uh this is a same presentation I did over the proposed um the state asked us to both provided proposed a budget and then later adopted budget in that time typically um when you're provoking and adopting a budget the legislature is still working through their budget cycle um they actually finished early this year the last couple years that has not been the case so we know what the budget changes are for K-12 and so that is why you're not going to see much of a change from the proposed budget that I presented virtually versus the adopted that I'm doing uh today so I'll go over those expected legislative changes I'd say expected because they actually haven't sent it denied yet so there's still other bills in place um legislature is still working actively but those are not affecting the K-12 budget bill which would affect this budget um I'll cover what your ml budget is uh go for your capital budget those are your two main budget funds um they're formula based um and those are ones that are controlled early by the state and have a big impact on what they do with the K-12 bill and so that's why we just cover those two um when we get to the AFR and reconciling your fiscal year um we'll talk a little bit about some of your other funds and see where those balances are and go for those but at this time uh we'll go over those two budgets um talk about some of the changes that Mrs soltero has worked on with both Jeremy and myself uh in place for all hope for fiscal 24.

there your parents go ahead and take a picture we all know the girls didn't out baby come on hey we're there buddy away okay I'm gonna say a couple things um I was asked to do this um so these these guys like they do a lot of practicing a lot they probably shoot uh for at least 400 rounds a month if not more and some of them shoot probably 300 rounds every time we practice every other week so they do a lot a couple of them are going to Kingman next tomorrow for three days and they're going to shoot 700 rounds so they shoot a lot but I have one more thing to say is that we have a special person that we would like to honor he is um are kind of our Rock he he does um he keeps the kids in in line at school he does he may not have all the answers but he's gonna find him and he is our he social media blasts out everything people know us from all over the place because of him so we want to give a special thank you to Austin come on but after this I know you guys all have like things to do so you can bust out we're not going to say a word we're going to do like a two little two minute break and if you guys can open around and go for it I just want to say thank you thank you you're welcome tiger thank you thank you [Music] thank you they do great though they do great okay nope we take everybody now for at her so yeah it's really cool okay so we're gonna go ahead start it and you can do the superintendent report now thank you we went ahead uh just a couple things for the board just so they're aware uh the LG plants is expected to begin to be built in August or September of this uh coming up uh the initial focus is on two plants on about 330 Acres one of the plants will make batteries for cars the cylindrical batteries and one will make pouch-type batteries which are for more energy storage systems the cylindrical batteries are expected to come off the production line in I believe third and fourth quarter of 25 whereas the pouch batteries are more expected to come off and I think it's second or third quarter of 26 but just to give you a perspective it's expected that there'll be 3 700 employees for those two plants and so you should start to see more activity Hayden is already building the road system uh you're seeing Pecos come in to the west of Ironwood but it's scheduled to go between Ironwood and Kenworthy and Kenworthy is going to be extended so over the next two years you'll see widening of Germain extension of Kenworthy and then Pecos in for the whole the whole piece so I just want to bring you up update on that we we had a meeting relative to Workforce Development and what it may mean CEC was there Maricopa Community College was there uh evett was there Cabot was there ourselves were there so there's a lot of things going on within that over the next couple years and we'll have to see how it all plays out I also wanted to let you know about the Ed Foundation we're starting with our annual fundraiser drive again we do have a business breakfast on Wednesday the 24th starts at 8 o'clock and then we'll have a regular board meeting after that and then on the 22nd of September that's a Friday this year we do have our second annual Foundation golf uh tournament so those are a couple things coming up with the foundation again we would anticipate based on our conversations with generous fenders that we would have very similar in terms of the monies raised in comparison to last year maybe a little bit down for a couple reasons but overall fairly significant uh so we're pleased we we believe we'll be able to get that uh endowment started so that the foundation will be around for a long long time we had Camp scrubs again uh District CMS and Ironwood banner I had six students in years actually four students in there and so we continue to work with Banner the kids get a chance to see what hospital is all about what all the aspects are for Hospital the foundation has helped to pay for the cost for the kids combination between the hospital and and banner and so again another program that we slowly grow and I I bring that program up and I bring the Trap and ski uh program up because it's just different ways that we're unique in what we do as a district and in particular you can see that with the Trap and ski club uh we're building the program but we're also opening it up to other kids and not all schools or districts would necessarily adopt that philosophy in our philosophy uh it's really Mr Hill's philosophy was to to grow the uh grow the sport uh it's a very large sport around the country there's 200 000 kids doing it in in Minnesota as an example so it's starting fresh here and that's why we're opening it up so a fantastic program there a couple other things it is the start new teachers reported yesterday they did yesterday and today uh in the uh in the district new teacher orientation here at the boardroom tomorrow all teachers report they will be at their schools tomorrow then Friday and Monday will be the start of the uh #ford conference then on Tuesday that's where we gave them a teacher day so that was where we made a change where we said we would based on request that we would instead of doing a three day we'd do a two day and then the third day would be given over to them to be in the classroom and the principals have have made sure that there's no meetings uh district office made sure there's no meeting so it's a true teacher day in response to requests for time open houses will be next Wednesday and Thursday the district convocation is Thursday seven o'clock in in the morning you're more than welcome to come it'll have breakfast from seven to rough about 7 45 and then we'll start the program at eight should be done probably nine o'clock 9 30 at the latest that'll be in the CPAC and then 24th first day semester so we were going to have we invited new teachers but since I think they're all panicked about tomorrow they did not show up so we will dispense with the recognition of of the new teachers and move into the agenda have one new face up here though that we would like to welcome in timley Judy Wenger is going to be our okay so thank you Judy and for the blue apples this week or this month we recognize district office staffs I'll have Mr Dr Mountain come in for the I'll come up for the first one first I was hoping to go second all right good evening Madam president members of the board Dr Wyman and another welcome to miss Winger we're glad you're with us here uh so I was asked to present the first of our blue Apple Awards tonight and uh this award goes to someone um pretty obviously I think on the teaching and learning team that's why they asked me to come up here but we work in just a dynamic group of individuals that really truly give their all to make sure that our students and our teachers are successful if you were here the last two days you witnessed that in action as we put together our new employee orientation for those folks it was a really really good two days where our employees got a lot of of their foundational pieces underneath them to be ready to go and that will be coupled with the forward work on Friday and Monday and and so one of the the key members of our team that's a veteran member of our of our team really goes above and beyond on a consistent basis to provide to the teachers in our district and to help support really everything teaching and learning she's been a dedicated Combs employee for a number of years and so it's my honor to present the first blue Apple but I forgot to grab before I started talking to Miss Cindy Andrew so come on up Cindy [Applause] then for the second one uh Mr rudko couldn't be here but we wanted to recognize uh for our first uh blue apples we recognize individuals in the district office and then as we go through the school year we go to the different sites as well as the different departments like Transportation Food Service student services and those kind of things and so this year we're honored to recognize Connie Retton that's where the need not to know yes she reminded me on more than once she's in the third year with the district and uh really what we have more than anything else um I can I'm going to read you a little something that Craig said but what I'll say before I read what he said is uh the thing that stands about out about Connie to me is the smile and the laughter and the joy that she brings into that department it's infectious um once she's asked to do something she steps up to do it right away she has that smile and that affection is uh voice that says okay how can I help you how can I make it better how can I do what I what you need in order to make life a little bit better uh we're sitting here with probably 60 roughly new employees that means I.T has to run around to get all of them logged in get them their computers and it's done with a smile on her face she helps with the training of our teachers and the staff and again whenever there's a problem to be had she jumps in without even being asked to assist she substitutes with the needed extra staff when uh instances or situations come up just an amazing team player amazing member of the team and as Greg said the team would not be as successful without her so Connie come on up [Applause] okay so we don't have school or volunteer no student of the month any board members want to uh Report with anything no I had a conversation with someone today and we're in a location where I asked the question quietly I said I found out she has she's a co-parent Combs parent and her daughter goes here and so I said I'm on the school board what do you think of combs I did it very quietly because of the location now I wasn't going to just announce it right she kind of overwhelmed me with her response she had nothing but good things to say and it kind of you're kind of like hey yeah I stand a little bit taller listening to her because I was trying to stay a little bit quiet be respectful um but she was so thrilled with what was happening with she mentioned the drama and the band and she couldn't I was telling Dr Raymond about it that she couldn't say enough good about Mr Gibbons who is fairly new band teacher um so when you see him give him a little shout out I think he might be emulating the kind of feature that we would love to always fight for to be here with us the things I've learned about teaching is I can teach you and help you be a good teacher but I can't teach you how to love kids and it sounds and I felt like Gibbons loves these kids and so um it's nice it felt good yeah that was nice thank you for sharing anyway you got to have that good Converse awesome I love it okay um public comments not at this time all right so we have a consent agenda is any any questions on this consent agenda no all right I will take a motion on the consent agenda I moved to approve the consent agenda as presented second all in favor aye aye motion carries four to zero okay so we have some action items um so eight point one discussion consideration approval adoption of the uh fiscal year 23 24 District expenditure budget of course our new addition is um action item 8.1 will adopt the FY 2024 annual expenditure budget the proposed budget hearing and governing board presentation occurred June 14th the primary and secondary tax rates were updated on the cover sheet but no budgetary changes were made to the proposed budget that you are adopting tonight the budget will reflect 31 million 664 979 dollars for maintenance and operations three million seventy four thousand eight hundred and six dollars for unrestricted Capital are there any questions about the agenda are you good Bob I'm good my money man I already asked her my question all right yay okay any other questions no all right I'll take a motion okay so I move to approve the adoption of the fiscal year 2023 through 2024 District expenditure budget as presented second all in favor aye aye motion carries four to zero okay 8.3 um discussion oh two yeah a good discussion and consideration to authorize expenditures of money and money's in the excess of mno fund and Subs subsection as of fiscal year 23 24.

[Music] thank you good evening and welcome to the Greenfield Public Schools school committee meeting for Wednesday July 12 2023 at 6 PM we're at the Johns on Community Center at 35 Pleasant Street in Greenfield and gctv is recording this meeting we'll move right into our agenda and a roll call please secretary extra room here oh that's right thank you remember Denise here thank you thank you myself I am here remember Johnson Assad here Vice chair Martini here poyetti here remember wall here mayor weed Gardener and it's my impression that she will not be joining us this evening that's correct thank you we're good we're yeah we're called to order at uh 601 pm and how about a motion to approve the minutes from our meeting on June 14th so moved second any discussion of the minutes hearing none will move to a vote anyone abstaining any no votes that passes unanimously and public comment no one no one okay uh wow Mr Pickett so early in the meeting for you budget update good so I'm going to take about 45 minutes to just go over this monthly update for all of you no um we are wrapping up the year and we have uh the city has till they give all departments including ours till the 24th to do final cleanup of things so we are still going through looking through if you look and see there's still some funds that are encumbered I will I'm happy to report that the retroactive pays have been calculated and paid out so and those are all reflected in this budget update as you have in front of you you'll see that it is showing a quote-unquote negative balance but again as we're closing the year we're going to be doing our year-end reclasses to and from the various accounts to uh make that zero and so and all things are going according to plan I'll say excellent thank you that was a quick 45 minutes uh any questions or comments about the budget secretary extram please this is just more of a clarifying on the revolving and special Revenue accounts there is a the last two columns one is remaining balance right and the last is FY 22 prior year Revenue so what should we be paying attention to I guess is it so we had 3 million 72 remaining or we have that now I guess we we have the the difference with the you don't want to compare the remaining balance to the prior year Revenue column the prior your Revenue column you'd want to compare to the the second column in from the left the revenue so we're a prior year revenue of 3.56 million and 22 our current year revenue of all those is 3.4 million so slight decrease in compared to Prior year so what we want to be looking at is the column that says end balance yes uh remaining balance because the you have to take into consideration there are some encumbrances okay so you do want to take the remaining balance column to see you're welcome just want to make sure we were all looking at the same thing same thing and you'll notice like I said there's uh this is something just a minor thing where the athletic revolving account has a deficit of 1900 so we will be addressing that to bring that to zero but I'll remind you that's some of the reasons why when we went through our fy24 budget we had to increase our local appropriation because the fees that we generate from Athletics aren't covering what in total what it is that we'd need to offset so put in the grand scheme of things 1971 dollar quote unquote deficit is nothing thank you Andy any further questions or comments about the budget Vice chair martini not specifically about this budget spudge and correct me if me a state budget that was just finalized includes additional Chapter 70 funding and I wanted to know if we are anticipating any of that coming to Greenfield uh whatever the increase would be yes it would be coming uh the off the top of my head I don't know but the quote I'm going to say the issue is that Greenfield funds the public schools above the minimum required so even though we get an increase in Chapter 70 be technically they don't have to give it to us because they're already funding us above minimum thank you anything else thank you Andy and next on the agenda we kind of introduced the topic at the meeting in June of moving to a hybrid meeting format a couple of things and I know that Christine will interrupt me if I uh forget anything or get anything wrong here um so it's interesting that we're we're going at this on the heels of what I would consider kind of disastrous technology in June um and we weren't even trying to do anything fancy we were trying to be practically Amish and use just the screen um but that didn't go so well um so a few things the city already uses this technology in this room it's worth pointing out that this is the only room where we would really be able to hold a meeting and have access to hybrid technology there is genes look at me there is this technology in the city second floor meeting room but we can't I don't think that has the capacity to hold us but please the new library then tell me about what would be available in the new library are they going to have a screen like the one here they have a I mean I haven't seen it since but they have a huge meeting room that will hold I think around 100 people and then they have a smaller meeting room that you know for smaller meetings okay so we'll have to get some information about when they're going to be bringing that online and ready and and potentially an option because that's great because it is hard to only have this one room available really for our needs so that is is terrific to hear thank you um so the other things that we've learned Christine talk to Fernando who's the director of I.T for the city um we would probably be on a timeline I wanted to actually bring it online for August but based on their needs one of which is supporting bringing everything up in the new library Fernando feels like having our folks trained which is the second thing and then being able to support us in this endeavor that September as a move is a more realistic timeline for us so we would try to do it in September and I guess at this point before we have any further discussion I would ask for emotion that the Greenfield school committee adopt a hybrid meeting format for regular monthly meetings as soon as practicable and ideally for September 2023 meeting so moved in a second second thank you both and further discussion or questions nothing don't miss anything the only thing just to clarify is that it support is not available for regular generally for evening meetings so there is always as we well know the potential for a technical issue but generally it works fine thank you just to clarify that you know Fernando or other City I.T folks won't be at regular scheduled meetings sure thank you and then what I would ask is that if there are members of the committee that are interested in being trained I don't know if you've seen at city council they have a couple of folks who kind of sit at the end of the table and have some sort of I don't know contraption that they're using to manage the hybrid piece of it so we would need to be trained on that I would say just send me an email or talk to me tonight if you're interested in being one of the people that would be trained and anything else nobody's jumping so we'll move to a vote on this anyone abstaining any no votes okay so that passes unanimously and next on the agenda we have a process that we don't do very often but it is a deci process for reviewing and approving a private school operating in the city of Greenfield and my understanding is Mike it's Mike right you're the head of the school you're here would you mind just in case we have discussion or questions um and can you quickly just introduce yourself good evening I'm Mike placintar and I'm the chairman of Providence Christian Academy which is a Ministry of Providence moldovian Baptist Church on Federal Street in Greenfield great thank you and then I just ask if you hang out for a second in case folks have questions so I would direct the committee actually let's do a motion first and then we can have discussion I move the Greenfield school committee approved the operation in the city of Greenfield of Providence Christian Academy beginning in the 23-24 school year I'll make the motion is there a second second thank you um and so there's a few things I would point out and then I would open it up for discussion um everyone has in the materials this form which comes from Desi um and is filled out by the school and sent to us as this is a state required process I would also refer folks who may not have read it carefully to the piece at the very bottom of the Forum about that that instructs the school committee on our role and then you did also get some materials related to the curriculum as required as a part of this process and any questions or comments from the committee well I I spent quite a bit of time researching the abecca curriculum and I'd like to make a statement at some point in time now would be the time all right so what I have learned is that PCA Providence Christian Academy is not a Grassroots local school this is a franchise that teaches fundamentalist ideology throughout the world they use the abeka curriculum which I believe is in direct opposition to the values of GPS the curriculum is full of false information and students who learn from it have a harder time getting into four-year colleges and universities because they will believe a whole set of things that are erroneous and be historically illiterate which I think is a bad thing for our community and our country and ultimately this is going to be reflected in a real breakdown in the separation of church and state which is really the agenda of these curricula in the abeka textbook America land I love Satan is blamed for the spread of the theory of evolution and modern psychology it is taught in the Civil War section that black slavery was just cheaper than indentured servitude and slaves were immigrants in the science textbook we learned that we must reject any scientific ideas that contradict the Bible and there was only one ice agent that it lasted a couple of hundred years after Noah's flood the History Section will teach us that the Great Depression was created by socialists to destabilize patriotic Americans and the lgbtq issues are listed under United States history Heritage of freedom and Christian perspectives cultural Decay section saying traditional American Family Values have dramatically declined when the traditional heterosexual family comes under attack all of society's suffers schools that use a Becca have come under scrutiny for expelling students who are lgbtq or the children of lgbtq parents a Becca is the founder of the Pensacola Christian College and has been fined 44 million dollars by the IRS for lying about being a non-profit they've had to apologize for their racist past because they didn't allow interracial relationships they outlawed dancing condoning this is Con is owning it and this is an example of educational malpractice that has been widely researched and studied and I could not say that I support the youth in our community I would not be an ally or a supporter of young people if I voted to allow the school into our community thank you any further discussion or questions I was just going to ask for more context about what our role is with this I don't know the context really okay so it is a requirement of the state that when a private school begins to operate in the the city the the town the whatever that we go through this process um and it's really I maybe I should read what's at the bottom of the Forum school committee shall approve a private school when satisfies the instruction and all the studies required by law equals in thoroughness and efficiency and the progress made therein then in the public schools in the same town but shall not withhold such approval on account of religious teaching we also did seek the advice of legal counsel and the advice that we received was very strongly that we should approve please the qualification was that it has the the attorney had never seen a rejection of a private school opening and that the committee needed to be very cognizant that we cannot reject a private school based on the religious teaching so I that was the clarification so that there needed to be a good basis for rejection of the school being approved I guess I mean well first of all I'm noting I'm noting that on the form it says it does not have special education program so I I just don't see how we could possibly say that a private school that doesn't offer special education you know equals in thoroughness and efficiency and the progress made they're in that in the public schools in the same town I mean that's just not possible right it is actually um if we were to like a city or a town that has a parochial Catholic school they don't have to offer special education services um what happens with private schools in any area we actually already participate with the charter schools they get what's called proportionate share of our federal grants so they get a proportion based on enrollment of our Title One Title II special education grants to use and in terms of the special education grants part of generally what that is used to do is provide special education services for the students at the private schools so it is absolutely actually fairly common for a private school to not and then see have you all reviewed the curriculum and would you agree with this statement that it would equal so it is one of the programs that is listed as being an approved homeschool curriculum so the district already does approve the program for students who are being homeschooled using this curriculum and on what basis do we do that I mean who who reviewed the curriculum and made that approval so the district does it's under Karen's office now but that's I mean that's been in practice it was in that was one of them that has been approved prior to even Karen being in that office um it I hear the concern um I I believe the argument could be made that that is a religious perspective that is being shared I'm not arguing to or Fro I'm sharing what I believe the perspective is that that piece of the instruction would be religious basis so it is a challenging um question to undertake you know literacy mathematics are a little bit different I appreciate the information Elizabeth shared about other elements of the curriculum there's math issues as well with that curriculum this was just the tip of the iceberg I'm sorry remember Johnson we said were you done uh so just I guess I'll just summarize what I've heard in the past we've approved this curriculum for homeschool use but if we were to take a fresh look at it now without that history I don't know what the recommendation would be from our Administration and from Karen about whether this meets the criteria that is laid out for us I will certainly tell you if that question is the Crux of the discussion tonight I will I believe it would be in our best interest to follow up with the legal opinion on what where this lands I think that would be the best place they're likely I won't be surprised to learn if there were past cases related to this and I would prefer to have a review of previous legal arguments before making a decision based on that okay all right I'll look forward to hearing what others have to say but I'll be hoping to make a motion at some point to defer this decision until we can get that legal review thank you sure Thank You by John martini thank you uh when I was reviewing the information provided and taking note of the item that SharePoint I just read from Mass general laws chapter 76.

technology in June um and we weren't even trying to do anything fancy we were trying to be practically Amish and use just the screen but that didn't go so well um so a few things the city already uses this technology in this room it's worth pointing out that this is the only um room where we would really be able to hold a meeting and have access to hybrid technology there is genes look at me there is this technology in the city second floor meeting room but we can't I don't think that has the capacity to hold us but please the new library then tell me about what would be available in the new library they're going to have a screen like the one here they have a I mean I haven't seen it since but they have a huge meeting room that will hold I think around 100 people and then they have a smaller meeting room that you know for smaller meetings okay so we'll have to get some information about when they're going to be bringing that online and ready and and potentially an option because that's great because it is hard to only have this one room available really for our needs so that is is terrific to hear thank you um so the other things that we've learned Christine talk to Fernando who's the director of I.T for the city um we would probably be on a timeline I wanted to actually bring it online for August but based on their needs one of which is supporting bringing everything up in the new library Fernando feels like having our folks trained which is the second thing and then being able to support us in this endeavor that September as a move is a more realistic timeline for us so we would try to do it in September and I guess at this point before we have any further discussion I would ask for emotion that the Greenfield school committee adopt a hybrid meeting format for regular monthly meetings as soon as practicable and ideally for September 2023 meeting so moved in a second second thank you both and further discussion or questions nothing did I miss anything the only thing just to clarify is that it support is not available for regular generally for evening meetings so there is always as we well know the potential for a technical issue but generally it works fine thank you just to clarify that you know Fernando or other City I.T folks won't be at regular scheduled meetings sure thank you and then what I would ask is that if there are members of the committee that are interested in being trained I don't know if you've seen at city council they have a couple of folks who kind of sit at the end of the table and have some sort of I don't know contraption that they're using to manage the hybrid piece of it so we would need to be trained on that I would say just send me an email or talk to me tonight if you're interested in being one of the people that would be uh trained and anything else nobody's jumping so we'll move to a vote on this anyone abstaining any no votes okay so that passes unanimously and next on the agenda we have a process that we don't do very often but it is a deci process for reviewing and approving a private school operating in the city of Greenfield and my understanding is Mike it's Mike right you're the head of the school you're here would you mind just in case we have discussion or questions um and can you quickly just introduce yourself good evening I'm Mike placintar and I'm the chairman of Providence Christian Academy which is a Ministry of Providence moldovian Baptist Church on Federal Street in Greenfield great thank you and then I just ask if you hang out for a second in case folks have questions so I would direct the committee actually let's do a motion first and then we can have discussion I move the Greenfield school committee approved the operation in the city of Greenfield of Providence Christian Academy beginning in the 23-24 school year I'll make the motion is there a second second thank you um and so there's a few things I would point out and then I would open it up for discussion um everyone has in the materials this form which comes from Desi um and is filled out by the school and sent to us as this is a state required process I would also refer folks who may not have read it carefully to the piece at the very bottom of the Forum about that that instructs the school committee on our role and then you did also get some materials related to the curriculum as required as a part of this process and any questions or comments from the committee I have quite a bit of time researching the abeka curriculum and I'd like to make a statement at some point in time now would be the time all right so what I have learned is that PCA Providence Christian Academy is not a Grassroots local school this is a franchise that teaches fundamentalist ideology throughout the world they use the abeka curriculum which I believe is in direct opposition to the values of GPS the curriculum is full of false information and students who learn from it have a harder time getting into four-year colleges and universities because they will believe a whole set of things that are erroneous and be historically illiterate which I think is a bad thing for our community and our country and ultimately this is going to be reflected in a real breakdown in the separation of church and state which is really the agenda of these curricula in the abeka textbook America land I love Satan is blamed for the spread of the theory of evolution and modern psychology it is taught in the Civil War section that black slavery was just cheaper than indentured servitude and slaves were immigrants in the science textbook we learned that we must reject any scientific ideas that contradict the Bible and there was only one Ice Age and that it lasted a couple of hundred years after Noah's flood the History Section will teach us that the Great Depression was created by socialists to destabilize patriotic Americans and the lgbtq issues are listed under United States history Heritage of freedom and Christian perspectives cultural Decay section saying traditional American Family Values have dramatically declined when the traditional heterosexual family comes under attack all of society suffers schools that use a Becca have come under scrutiny for expelling students who are lgbtq or the children of lgbtq parents a Becca is the founder of the Pensacola Christian College and has been fined 44 million dollars by the IRS for lying about being a non-profit they've had to apologize for their racist past because they didn't allow interracial relationships they outlawed dancing condoning this is Con is owning it and this is an example of educational malpractice that has been widely researched and studied and I could not say that I support the youth in our community I would not be an ally or a supporter of young people if I voted to allow the school into our community thank you any further discussion or questions I was just going to ask for more context about what our role is with this I don't know the context really okay so um it is a requirement of the state that when a private school begins to operate in the the city the the town the whatever that we go through this process um and it's really I maybe I should read what's at the bottom of the Forum School committees shall approve a private school when satisfies the instruction and all the studies required by law equals in thoroughness and efficiency and the progress made therein then in the public schools in the same town but shall not withhold such approval on account of religious teaching we also did seek the advice of legal counsel and the advice that we received was very strongly uh that we should approve please the qualification was that it has the the attorney had never seen a rejection of a private school opening and that the committee needed to be very cognizant that we cannot reject a private school based on the religious teaching so I that was the clarification so that there needed to be a good basis for rejection of the school being approved I guess I mean well first of all I'm noting I'm noting that on the form it says it does not have special education program so I I just don't see how we could possibly say that a private school that doesn't offer special education you know equals in thoroughness and efficiency and the progress made they're in that in the public schools in the same town I mean that's just not possible right it is actually um if we were to like a city or town that has a parochial Catholic school they don't have to offer special education services um what happens with private schools in any area we actually already participate with the charter schools they get what's called proportionate share of our federal grants so they get a proportion based on enrollment of our Title One Title II special education grants to use and in terms of the special education grants part of generally what that is used to do is provide special education services for the students at the private schools so it is absolutely actually fairly common for a private school to not and then see have you all reviewed the curriculum and would you agree with this statement that it would equal so it is one of the programs that is listed as being an approved homeschool curriculum so the district already does approve the program for students who are being homeschooled using this curriculum and on what basis do we do that I mean who who reviewed the curriculum and made that approval so the district does it's under Karen's office now but that's I mean that's been in practice it was in that was one of them that has been approved prior to even Karen being in that office um it I hear the concern um I I believe the argument could be made that that is a religious perspective that is being shared I'm not arguing to or Fro I'm sharing what I believe the perspective is that that piece of the instruction would be religious basis so it is a challenging um question to undertake you know literacy mathematics are a little bit different I appreciate the information Elizabeth shared about other elements of the curriculum there's math issues as well with that curriculum this was just the tip of the iceberg I'm sorry remember Johnson we said were you done uh so just I guess I'll just summarize what I've heard in the past we've approved this curriculum for homeschool use but if we were to take a fresh look at it now without that history I don't know what the recommendation would be from our Administration and from Karen about whether this meets the criteria that is laid out for us will certainly tell you if that question is the Crux of the discussion tonight I will I believe it would be in our best interest to follow up with the legal opinion on what where this lands I think that would be the best place they're likely I won't be surprised to learn if there were past cases related to this and I would prefer to have a review of previous legal arguments before making a decision based on that okay all right I'll look forward to hearing what others have to say but I'll be hoping to make a motion at some point to defer this decision until we can get that legal review thank you sure by John martini thank you uh when I was reviewing information provided I um and taking note of the item that SharePoint I just read from Mass general laws chapter 76.

good evening everybody all right good evening everybody I'd like to call the special meeting of the Brookfield board of education for Wednesday July 12 2023 to order um I request that we all stand for the Pledge of Allegiance completely well thank you all for coming this is a special meeting that is was called for a specific purpose to address the reconsideration request for the book this book is gay which is in our VHS Library as accessible as an ebook through the Connecticut State Library just to recap we received a formal request for reconsideration in late April a committee was formed as is outlined by our policy we to after that they read the book in its entirety and they they met and made a decision on what to do with that book on in the beginning of June Mr blando will recap that report for us as a board this evening it was delivered to the superintendent and then challenged by a member of the public which is why it's here at the board all of that is consistent with our board policy and the process that we go through we've been through this once before and and we are at a point where we need to make a decision that's a board so first up tonight um appropriately so is a public comment for the members of the public who are here who would like to speak as a special meeting the only thing we can talk about is what's on the agenda so if you're here to talk about things that are not on the agenda we um there where we can talk about that so if for some reason we stray off course on and start talking about something else I will I'll just I'll ask you to to stay on the topic for this evening of course the discussion on the book has other broader points around it so I do expect that discussions about about topics related to the book are acceptable as well um we I will just ask everybody who's in the audience please be civil as our as we listen to each speaker we do have nine speakers number nine speakers have signed up that three minutes a piece that will be roughly a half an hour of public comment if somebody comes in um late I will let them speak that's not normally or practice but I've discussed it a little more I will at the end of this group of speakers I will see if there's anybody else who would like to make a comment or if somebody wants to do a review which is not a normal course but I figure from tonight's topic that's appropriate so um with that and just remember you're addressing the board to give us input relative to the deliberations we need to do tonight when you come up please provide your name and address so first up on the sign up list is Mr Zimmer yes the podium is over to the side which is instead of right in front of us because we didn't want to be filming the back of people's heads so we thought it would be appropriate so that Kathy to get the camera aimed at the podium and we'll just turn in our chair okay uh Aaron Zimmer 52's Hill Road uh I just I'm going to use some of my time because I just want to say that it's nice to see Amy and we've been thinking about you 've been pulling for you helping you okay how do we get here well a letter addressed to Brookfield parents circulated earlier this year and it begins dear Brookfield parents attach your excel in Word files that contain the latest search results for lgbtqia plus books in the Brookfield school libraries and the letter goes on but the rest doesn't matter because this is a clear and obvious targeting of lgbtq plus content and there is no way around that so for cover these books get characterized as pornography and you'll probably hear someone read excerpts from the book tonight as if you all haven't read it uh to try to drive that point home with shock value but it's not pornography and about this the author of the book this book is gay says this I would challenge anyone to be titillated or aroused by what is essentially a textbook and I think that's right is some of this book hard to stomach yeah I guess there's a chapter in there that might not be for everyone but that's the great thing about books sometimes they do that but it doesn't make the book pornography now this is a coordinated and organized attack on lgbtq plus themes and information it's happening here across our state and throughout the country and if you're an agent of this message whether you've been tricked into thinking it's something else or not you're pushing a bigoted agenda the board please don't remove the book sometime over the next decade maybe we're going to have one more person seek this book out because they need it and it should be there for them and to the parents who don't like this book well that's up to you to censor it for your own family if you want but you don't have the right to censor it for mine and about this exact conversation that we're all having right now Juno Dawson the author she says this it's unfortunate that queer teenagers are still still seeing that there's something controversial about them at the same time they're getting to hear a bunch of they're getting to hear about a bunch of really good books as unpleasant as the discourse is hopefully the right reader might be connected to the right book at the right time when they need it most and oh what's sweet irony that the book people are trying so hard to censor is only being introduced to those who might want it because of this it's really brilliant so for that Iowa debt of gratitude to those shining a light on on this book and so I thank you for that and my thanks to the board thank you next up is uh Joanne petrini 22 Taylor Street I'm a college professor in Health Sciences and I'm a mom up to recent BHS graduates come on um I appreciate the opportunity to comment I'm against Banning any books in the Brookfield Public Schools including this book is gay when preparing my comments I open the Board of Education webpage and I read the mission of books schools which is to inspire Challenge and prepare students to live meaningful productive lives every student is empowered to become a critical thinker Problem Solver effective Communicator Global citizen lifelong learner through rigorous relevant and comprehensive educational experiences expansive student opportunities and active Community involvement the role of the Board of Education as you know is to uphold the school's mission Inspire challenge prepare Empower critical thinking Global citizen these terms reflect ideal outcomes for our students but they're all undermined by Banning if you elect demand books you are depriving students of their right to receive information and ideas tonight you decide whether to allow to be on the book this book is gay and I've read the book which states in its summary on the back cover quote you'll be entertained you'll be informed but most importantly you will know however however you identify or don't you are exceptional you matter the goal of this book is to let kids know that their feelings are not wrong or weird or deviant we know that kids with questions will seek the answers by default on the internet this book is a much safer information our children's generation is much more open tolerant and accepting than ours yet our actions impact their lives members of the Board of Education you have an important decision to make please uphold the mission of the Brookfield schools to best prepare students for their future by not Banning books I'll leave you with a quote from a student Teresa O'Sullivan she says I think you think you know what's best for us but your best is based on a world that you lived in and we're telling you that world is not good enough we are telling you that our world will be different and your job is to help make it different I'm here to ask you to do your job thanks for your attention thank you very much next up is and he had 30 each um thank you for all your hard work I implore you for the immediate removal of the sexually explicit explicit graphic novels from can you talk louder please is an explicit how-to sex manual that somehow found a place in an educational setting the open availability of this inappropriate and sexual content circumstance parental consult our school libraries need to be free from perversion in order to maintain a safe environment for all school children not just fgbqt it's it's all kids this is not a politically motivated and this is not a Broadband this is an issue of a moral standard and some families choose to uphold that moral standard and how they lose their children as adults we have the opportunity to do the right thing in this case the right thing is Our obligation to protect the innocence of our 10 year olds 11 year olds 12 year olds 13 year olds and mental and physical well-being of our children this book along with many others like this do not belong in school libraries people have they can choose these books that are available in public libraries they can choose they can go rent them buy them they're everywhere in bookstores throughout the country throughout the states this is not the place for the School library to have these books thank you thank you it's on the list is Kerry Colombo hello Carrie Columbo 29 Huckleberry Hill Road thank you all I trust the collected knowledge and wisdom of our Librarians Library research and Library journals to determine the literature available to our students and at the general public in libraries and this includes this book is gay in fact I prefer my child's reference information to come from this collection of resources vetted by the schools and the public library above any other source because of these resources and opportunities my children have recommended books to me to read that have opened up very insightful conversations including some that were difficult but necessary subjects to discuss as a family I wouldn't change that line of communication for anything I can thank a librarian it is critically important that children see themselves represented in the books that they read our kids deserve to know that they're not alone and to see that they can thrive in their own lives too it is equally important that children read about the lives and experiences of people who are different from themselves we must continue to encourage curiosity and allow our children to explore the world and who they are through the lens of others it is our responsibility as parents to have conversations with our children about information that they consume from the media whether it's from our school or our public library or the bookstore or YouTube or Tick Tock or at a billboard driving down the road kids will find the information that they seek along with some that they do not it is our job as parents to help them navigate it all please do not remove Library resources that my child has a right to explore I'm sure that if they're not interested in the subject matter they're not going to read it I'm also confident that if they have questions about a subject trusted resources are available to them in the library for guidance and they can always ask me thank you for all that you do to ensure that resources continue to be available to our students thank you next is uh good evening as you know my name is for 37 years and a half I've lived at 198 with senior road route 25.
