uh make sure your microphones are on see I got smart I called to order the workshop for Bullhead City School Board on Thursday July 13 2023 at 5 30. is it 5 30 P.M um I think we have one item isn't it do you have a roll call you need to do oh we do a roll call how come that's something I'm sorry president Melinda sabraski Charlene Diaz here Fred rushed in here Barb zarzicki here Sheila Burnett here I think we're all here um physically yeah now we're talking I think we have one item and that's Coyote Canyon it is okay uh Madam president and board members I thought this was a good opportunity to use the workshop to give some background on an item that's on the agenda and it has to do with the status of Coyote Canyon School so you have in front of you the front page of the board minutes from the Bullhead City School District governing board meeting of January 25th and on the back you have one part of that agenda some of the old business and at that time the governing board was making decisions relative to I suspect the drop in enrollment in the district and efficient operation of the schools and uh and so that so this had to do with a decision that has become called grade banding so it was essentially removing Elementary classrooms from Coyote Canyon Distributing those students among the other three elementary schools determining that well had Bullhead City Junior High would become Bullhead City Middle School with fifth and sixth and Fox Creek would be the junior high was seventh and 8th um and uh so over the past three years all right so just a little background on this um at the at the Arizona Department of Education schools in Arizona public schools in Arizona and I suspect other schools but certainly any schools that receive funding from uh from state taxes the schools are designated what grade levels are served at those schools and those designations affect funding but they also affect funding for Grants so anytime Jen is working on Title One Grant or any of our other ongoing grants the uh the grade level served at specific schools make a difference in terms of how those Grant funds are you know whether we're eligible for them at different schools and how they get distributed so one of the things that we figured out early on was that for example neither the Middle School nor Fox Creek in this process in 2018 no one thought about the fact that at each of those schools we have one of our one-of-a-kind district-wide special ed programs and so in this process Fox Creek was designated as 7-8 Middle School was designated at five six s56 but each of those sites serves students in the other the other grade range in those special programs so I sent in information to it happens that it goes to school finance and had those changed with board approval we had it on the board agenda to make sure that both Fox Creek and the Middle School were designated as eligible for grades five through eight and it was so that we could have those programs at those two schools okay so then then we learned that somehow in the process Diamondback the preschool that's there was missing so I filed a request for that change it got fixed um there was a change for Desert Valley right off hand I don't remember what it was and there was a change for Sunrise so we got all of those changes made and at the same time I had submitted a change for Coyote Canyon because in the part that I could see it showed that Coyote Canyon was Pre-K third through eighth grade third through eighth grade and what Jen could see was still showing that it was I think pre-k through fifth grade or something like that which it had been at one time so sometimes the various divisions at Ade don't communicate with each other very well and some of this information you know just doesn't get spread so I set about trying to correct Coyote Canyon to just be preschool and kept getting getting that kicked back to me finally in I wrote it down oh I didn't yes no I didn't write it down about about five weeks ago someone from a man named Tim from the division of finance School Finance called and said we're not granting this because our records in school Finance show The Following and so he showed what it was what it was listed at in 1998 and somewhere in the early 2000s and then he said it currently shows as Pre-K third through eighth grade in our records based on this decision in in 2018.

our vice president present so according to District policy the first thing we will do is the board will confer and then they will select a temporary president to call them in the order and run the recipe for the remainder of the evening so I'm going to pass it off to the board you nominate Peter Otona for as our president for today I'll take that as a motion and second it it's all yours okay thank you very much uh welcome everybody to the uh Chino Valley school board meeting on July the 13th if we could stand for our pledge please [Music] I believe thank you our next item on the agenda is number four which is the adoption of the agenda do I have a motion for the adoption please the today's agenda is presented yes now adopted we shall now proceed uh we have a call to the public I see there we do have one person who'd like to speak Daryl lesson yeah would you like to come up and make your presentation that was quick to give people a chance to doze off dude yeah there you go okay uh first of all I'm from California don't hold that against me uh but I've been over here about 17 years I was a very successful and awarded teacher counselor and a coach for 45 years I owned my own construction business I've been around a little bit my concern is uh one to have and I was a CTA rep which is California Teachers Association and pretty successful there um I'd like to see the board have a standardized time and date each month for your meetings I understand that's not happening right now kind of wondering uh what would be the roadblock and making that a public consistent thing so if we do have issues we can bring them to you and we can bring people to you on a regular basis or in a scheduled basis for the public so that's number one the other thing is I'm concerned about this low-income housing for teachers and being a teacher rep and coming from an era of teaching that's wow pretty frankly it's a lot different than I'm seeing right now but I am behind teachers and I would like to see that there's I'd like to see the budget because I'd like to be on a budget committee to help uh stall low-income housing and allow salaries or whatever it's going to take to allow a teacher to even get a first run or first stage home and buy that home rather than renting or whatever the plan seems to be so those are my two major concerns okay Mr President can I just I think you cannot address but I can just clarify a couple things yeah all right um we know the normal meeting days are the second Monday at 5 PM Okay the reason this was and there's a couple couple oddballs in October it's during the break so we do it the Thursday before March it's starting to break we do it the Thursday before this happens to be because of a budget issue we have a deadline of of July 15th we only adopted the budget at the end of June we have to have 15 days between the proposed budget and adopted budget but normally it's the second Monday at 5 PM in this room um there's one exception I think we're going to do October in Holden is where we normally do October but um it's all announced on the website um but typically the second Monday um there's going to be a discussion later um when we when the board approves the rent amount that you may want to stay for and you can hear a little bit more about why the board and staff really think this is this housing is necessary and so you may want to stay and then then there can be some more during that agenda item that can be somewhere back and forth as well is it possible I can be on a committee to ascertain and Research into how we can get teachers salaries to a point where they don't need to rent where they can own uh there is currently no no committee on that um and the I'd be more than happy to talk to you about budget I know Mr Livingston and I can sit and talk to you about budget as well and that may be a good start okay yeah cool thank you yeah thank you sir okay so anybody else here we don't have any other slips okay thank you I'll move on to the agenda our next agenda item is number six a Mr Livingston okay okay Mr atona yeah um with hearings we need a motion to open and then we have a motion to close hearings yeah uh I'll get used to this again okay yeah yeah so we have uh two public uh hearings uh the first one uh will be the public hearing on the adjacent ways Levy do I have a motion to open the public hearing I have a motion to open the public hearing I love graduation ways public hearing is open now Mr Livingston thank you Mr President uh so board members Administration and staff ladies and gentlemen the purpose of our item 6A is something we've been doing for probably 15 years at least uh the revised statutes of Arizona allow districts to raise money locally and have a public hearing to do that and these are restricted I'll just describe what we could use them for in the future what we've used them for in the past anything to do with moving students along a school I've just seen a couple new schools built and you see bus lanes sometimes behind the school sometimes in front of the school sometimes on the street those areas that we call Firelands for a fire vehicle or an emergency vehicle may go to put out a fire or to protect students in a situation like that we can use these funds for so we had people here last year last October of 2022 they gave us some quotes to redo some striping and resurfacing and some slurry slurry chip seal and some alligator crack repair and some subsurface removal of aggregate materials and replacement uh and those are easily going to exceed a million dollars if we do all those surfaces for all four World buildings just for fire lane travel so we've gotten there right now I think it's on my report here around 470 000 that we have access to fund 620.

2023-07-14 Maricopa County, AZ YouTube / Dysart Schools transcript source: youtube Dysart Governing Board Meeting - July 13, 2023 · passage 1
at this time I'd like to call the meeting to order please stand for the Pledge of Allegiance let the record reflect that all board members are present next we will go to a public hearing on the fiscal year 2023-2024 proposed budget Dr crota thank you madam president tonight we have our Director of Finance joining us to talk about the proposed budget so Miss Mary Dell spedel the floor is yours thank you there we go okay I'm pleased to present the budget tonight for the governing boards review and adoption the proposed budget was presented at the June 14th board meeting and as required by Statute we have made it available on both our website as well as posting it on ade's website for sufficient time to allow me enough time for both our community and any stakeholders to review so nothing has changed from that proposed budget that was presented at the board meeting about a month ago but I will just recap a few highlights that were presented at that time now we've included both the adopted budget as well as the final revised budget from fiscal year 2223 for comparative purposes so this this reflects the final legislative approved funding as well as any IBA recommendations that were previously approved by the governing board so on our mno we do see some slight increases on some programs that account for that are reflective of any of the salary increases that were approved as well as any operating needs or changes and also we want to account to ensure we have capacity built into our reserves and so that's reflected in these figures so these are the main capital funds for the district we have the state funded unrestricted Capital fund as well as the building renewal grant program this program is overseen by the Arizona school facilities Division and our Maintenance and Facilities department does a great job of ensuring and seeking out those additional resources to be sure we have our sites at proper standards and so as we start out the fiscal year we've only included is to see that million dollar estimate and as the year goes by and as we have projects approved we will be increasing those at later budget revisions the classroom site fund did have a slight increase due to the increased allocation and state funding it's reflected in the total so the per student count from the state went from 708 per student to 758 so that's reflected in that slight uptick there in the classroom site fund and then this is a summary of our special projects funds so those consist of federal grants state grants as well as food service fund is what we'll focus on so federal grants um just something to keep note of is as we see that large reduction that we're starting to see we're entering into our final year of Esser funded grants and so that's been a good influx of resources we've received over the last few years and so that as we go into the final year that is reflected in the decrease um something to keep in mind too we have only allocated what the state has currently approved for initial Grant allocations and so once we get final allocations from the state as well as any carry forward we'll be providing those updated revisions and so this is just a brief overview of the budget but we do have all the detailed comprehensive worksheets and all of the information that's been provided in advance for your review and can be found here on our website under annual Financial reports so at this time I'm happy to answer any questions and also allow time for public comment thank you very much I appreciate you stepping up to do this do we have any public comment okay thank you so much we'll move on to item C1 audience with individuals do we have any okay thank you very much we will move to item D1 superintendent update Dr crotto thank you madam president a few exciting things to share uh today so first of all uh back at the beginning of this week we had our Dysart leadership team all our administrators directors uh in the district report back to work on July 10th and 11th and had some excellent training uh increasing our focus on student learning and also resetting our professional learning communities in our schools so they did a great job as two full days of training and and they are off and running and with that we also had our teacher teacher learning Specialists and our ESS specialist today began the training on on coaching our teachers so their focus is on proving our instructional capacity within our school district and they did an excellent job today with that too so coming up we have our new educator orientation on the 24th and 27th of this month we welcome all our new Educators to our district on Tuesday the 25th is when we welcome them at the vista so again the governing board is always invited to come say hi to all our new employees and and welcome them to the family and the last piece is last night some great news about the district we had a job fair uh Dr polling and his staff put on a job fair in this very room and we are happy to say we had 42 staff hired so 30 support staff four teachers and eight Food Service workers were hired yesterday so congratulations on that accomplishment Dr polling and thank everybody for their hard work and with that that's my report thank you Dr crota we will move to item D2 governing board update I will go ahead I attended on June 21st the law enforcement training for the active shooter simulation a great experience for our district and our our law enforcement there was five different agencies from the west side that are that attended we also had about 30 volunteers which was great from the district and then also we had support from the superintendent of Public Instruction Tom Horn he attended with his office so it was a really good experience especially for our district so I just want to say thank you Dr Cotto for allowing us to attend all right thank you very much I just want to say thank you to HR Dr polling in your department for putting forth the career fair yesterday and it's great news hearing that we have 42 positions that were hired yesterday so thank you and congratulations to Dr crowdo you are officially in your new position thank you for your hard work no pressure all right and with that we will move on to item e one I will move to approve consent agenda items as presented motion made by Crystal Chapman seconded by Joe Grant I motion carries next we will move on to item G1 Dr Cordo thank you madam president members of the board cabinet and guests by requests of a board member I believe at the last meeting we asked for a presentation on the public committee overview and how they were selected so we have a few uh slides here to talk about uh the public committees that Dysert uh seeks involvement from the members of the public are on the screen as you see so the opportunities for members to join our committees our calendar committee curricular adoption employee benefits trust board a handbook committee menu advisory so if they like food become part of the menu advisory patriotic and the wellness committee so those are the Committees on our website that you can do that so as mentioning the website how do you sign up for these public committees it is on our website looks just like this there's a snapshot of what it looks like front and center when you go to the community section and you can also find it in the parents section so hit public committees brings those up and you can volunteer for the Committees the question from the last meeting is the selection process so that's what we're going to talk about the most here so when numbers permit all volunteers that sign up through the link on the website will be placed on the requested committee so what does that mean some committees do not have a capacity others like our employees trust board they needed two spots and therefore that was a limited number but most of the Committees do not have a a number limit and we welcome all our volunteers for instance a calendar committee is getting ready to take place we've had three people asked to be on the calendar committee all three will be on that committee because there is no number requirement for that committee however if a committee representation is limited which I mentioned the employee trust board was one of those committees there is a process that we will go through in order to select those limited seats first of all we will talk about the needs of the committee will be assessed so what do we need what is the makeup of that current committee it's important that we have a good representation from the district and not the same people on the committee all the time as well as diverse qualifications on that committee so for instance if they're all Educators maybe we need somebody with a finance background or a business background something in there that will bring a different perspectives to those committees so obviously the needs of that committee will be first and looked at Volunteers in out of that list will be interviewed so these interviews will take place either by phone or in person depending on how time permits but we will sit down have a conversation with each of those people and last from that list we will take those final recommendations cabinet and cabinet will select those final committee members for those spots and with that we will talk answer any questions or take any input that you would have thank you very much um just to clarify the the interview process is that going forward have we always done that Madam president member Densmore that is going forward so that was not done in the past that was an addition we added and that will be done moving forward perfect thank you are you done done go ahead so when you talked about the Committees that have unlimited numbers are you going to interview those people as well or they're just going to get on and you're only going to interview the committee that's limited like the trust one um Madam president member Grant that's a great question we will only interview uh those that are on the limited representation so if they signed up for it um and there's the three people I mentioned obviously we're just going to put them on so we don't need to limit those numbers with an interview question that I know some of the Committees like employees can't apply what about employee family members um Madam president member Drake employee family members if it's not stipulated in in the committee bylaws or things like that then they are eligible to be on it we try to make that diverse though and make it so there's good representation on there but sometimes on these committees as you know we do not have a lot of volunteers for these committees so sometimes we end up taking whoever volunteers so hopefully this presentation tonight people will see that we have a way to sign up and and volunteer for these committees and we'll get a ton of people on there but usually we have to seek people to to be on these committees um I just to kind of piggyback off of what Mrs Drake said so if we I know that we we do have the stipulation for employee um relatives usually to that they cannot be on committees and Boards or at least on the at least On The Board of Trustees um I know in the past we made a change to the um to the bylaws for the trustees that the spouse of a governing board member could be on that committee do we still have that in place Madam president member Densmore I am not too sure I'll have to check on that okay I do remember that taking place but with our change in policies and procedures I don't know if that's still in place Dr Bolling will have to look at that okay we'll research that and get back to you thank you and I don't have a spouse so I don't have any want for for any um one on that but I'm just curious if we still have that in place we will research that and give you that answer I just have more of a comment um I do like the idea and I appreciate the fact that you're including the interview portion to the um smaller the more selective type like actual board um volunteers um like the trustees because as we know like with our teacher transfer process all teachers could be qualified for the same position but they still have to interview in that particular school to make sure that you know their personality is a good fit or it just balances out like as far as everyone who's applied um so I do appreciate that um that interview piece is very important that you've added and then also just in regard to committees in general this is probably a moot point at this point because we're opening up to anyone who actually applies but just in general doing our best to really do a good community outreach when we're needing committees because in the past it's always been the same handful of people and while those people are probably ones that are have been involved with our district and know our district they're not necessarily representative of our entire community and we need to make sure that our entire Community is represented in the things that we do so um if there's some Outreach type efforts we can do as well when it comes to asking for volume tears for certain committees I think that'll be helpful so we don't get the same the same group we get some different perspectives we can definitely do that any other questions all right thank you we will move on in to item H1 Dr crota thank you madam president moving on to item H1 this is a motion for um hold on just a second h one that is our recommendation to adopt the proposed budget so there is no new information at this time it says presented from Miss Bedell do we have any questions or comments okay I will make the motion to adopt the proposed budget for fiscal year 2023 2024 and also approve the use of insurance proceeds for a fiscal 20 fiscal year 2023 2024.

2023-07-14 Mohave County, AZ YouTube / BCSD Board transcript source: youtube BCSD Board Meeting 07/13/2023 · passage 2
so I tried to explain that you know that that our life Academy is not an alternative school it was never intended to be an alternative school it's a program that serves all of our campuses and he said well this is the way it's listed in our in our records and so you need to open it as you need to open it as a Pre-K third through eighth grade school that's problematic because then it makes it a School site just like our other three like our other five schools which means it's subject to open enrollment it's subject to having to have a school Improvement plan and a whole committee and do all of that process that you all witnessed our schools going through in the spring that happens every year it's then subject to having a letter grade as a School site and and probably other things that I haven't even thought of but just those things are problematic because we're talking about uh preschool you know preschool doesn't affect any of those things but if we're talking about the school being designated as third through eighth grade then we're talking about all of those other things and we're talking about two teachers two classrooms actually four sessions because we do two sessions in the morning and two in the afternoon so essentially four classrooms two teachers four classrooms and having all of those other things from the division of accountability applying to the school and that just struck me as being uh and overwhelming and unnecessary and unrealistic expectation for a school or for a program that is not a school it's not an alternative school we use the same curriculum and we have the same expectations as as the home schools for those students so to have a school then that would need to have would end up with a letter grade based on students who are not even there for a full year the intent is for students not to be there for a year and very few students are um so it means State Testing would we do stay testing those students do stay testing just like all of our students but their test results are factored in to the test results at their home schools in this case then they would be factored in just to this school and so we're talking about three or four or five or six students at each grade level a minimum number of students at each grade level most of whom would not have been enrolled at that school during the first 10 days of school and the students who have the students whose test scores really count in all of that calculation of a school grade and whether you need Improvement in those things is tied to whether or not the students were enrolled during the first 10 days of the school year so you can see that the falling dominoes create just this kind of nightmare of a situation especially when that was never ever the intent and I'm sure it was not the intent and Melinda can probably speak to it because she was on the board at the time I'm sure it was never the intent of the board at that time to consider this an alternative school it's an alternative program so I wrote a letter and I at the time I sent you a copy of it the letter I wrote to Joseph Guzman who's the associate superintendent for accountability research and evaluation I sent that on June 20th I've had no response so last week I contacted Mike file our County Superintendent who tends to be able to get through to people eat more easily than I do and asked him if he would follow up on this he as of yesterday he had placed three phone calls to Mr Guzman and not had a response and so at that point then I'm talking with our attorney to say we need to you know I need to move forward with this I need to present it to my board because the gentleman from the division of finance said uh that we would need to open coyote this year as a Pre-K third through eighth grade school and so that's the basis on which you have an item on the agenda but that also gives you a little bit of history about about where this has been I think if you look at the way the motion was made in 2018 you can understand how the division of finance read it the way they did partly because of the way it's worded create an alternative school campus for K through eighths grades in association with crushed Academy at Coyote Canyon and so they read that as it being a a K-8 and then crushed Academy and that being a a an alternative school combined uh of course I'm sure that was never the intent of the board at the time I don't think it was the intent of the administration at the time I just think it's unfortunate wording and so um this is our opportunity as a boy this is your opportunity as a board tonight with the item on the agenda to make it very clear what the intent is for coyote and um uh you know that that this is a program that really is an extension of our curriculum and our programs at all of our other five schools as opposed to being its own School so if that's if I didn't make anything something clear or you have questions I'll try to answer them no I may be real clear I'm sure you do and I because it was great banding yeah um and I don't remember talking about an alternative school but then I can see why it would be because we were including crushed Academy my question is how come they're saying through third to eight and it says here k-a probably because in uh in a memo that I had said in the there's a it's not a memo but it's a help desk email and that I had said in that one that our life Academy served third through eighth grade students so I suspect that that was them combining what I had shared with them relative to this program and I and I said to them this is a program this is not a school so I suspect they were combining what I had said to them and and what they read here and by the way for for all of these uh requests that I made to them for changes uh where they had errors you know where it didn't match how we're actually operating they asked for a copy of the minutes so that they you know so that they could see that board the board had actually taken action on each of those things and then in the instance of us correcting the middle school and the junior high as being five through eight we sent the minutes you know for those meetings to to clarify so uh every they were consistent in asking for proof that the governing board had made these decisions and you've been in contact with a lawyer yes and what did the lawyer say the attorney says that that we should be able to do what we are currently doing having a program that is an extension of the programs at our other sites and that we should we could be we could have multiple programs that are extensions of programs that we have at our other sites that does not mean that this school then becomes a school because of those those extensions he didn't use this example I used it with him and he said yes similar so my example was when during the pandemic when we had uh during those 33 days that our schools were closed at the beginning of the 2021 school year we had students over at Boys and Girls Club because that was the safe environment okay so that's an alternative location it didn't make it did not make the Boys and Girls Club an alternative school and uh it's you know it's a classroom in another location and so he you know he said similar to that and so you know he thinks that this is uh that we should be able that our board should be able to determine how we're using that facility and should be able to determine no this is not an alternative school and it's not its own School it is uh it's the site for the preschool because that's already been approved but it is a site for an extension of program from all five of the other schools so is it right to say that it's basically comes down to semantics and how they're actually interpreting the wording that's how I would say it yes yes so basically we just need to make a motion that would correct give them the correct wording that word so that Carolyn can take care of business understood did somebody have something like that well you can't do it during the workshop but you know it's an item on the it's an item on the agenda but I wanted you to have all of the background uh you know and an opportunity for if anybody in the audience wanted to talk about it it just seems like it's it's kind of dumb it is not silly well honestly that's and I know it just it's odd because this is back in 2018 and this is 2023 and it's just now coming up as an issue well it if I started the issue actually about a year and a half ago it's take I mean this has been over a year of back and forth with between me and you know with that help desk question thing and uh and then you know saying well we need blah blah and I would send it to them and we need and I would send it to them and um uh so you know I I it's been about it's been over a year of working on this and so finally when the individual called me in person from from the division of finance that's the first actual conversation I had with anybody so on the phone you know and in kind of a person-to-person conversation and um that was a frustrating conversation I'll kind of leave it at that okay he kind of gave me he gave me an either or you know either you enroll these students well his other suggestion was well move this program to one of your campuses one of your other campuses and I said first of all we don't have room I don't have I don't have space on other campuses to do this and I said secondly because it is because it involves a a behavior diversion program part of the issue is not having those students on on their home campus or on a campus the idea is to keep them in school but not but not necessarily in contact daily contact with their you know their Chums and their friends and and the people they've been around and um and so he said well you know you can you can have your board and specify that it's preschool through third through eighth grade or you move those students to one of your other campuses well this program has been imminently successful this past year it has it has become what all of us intended for it to be all along and uh and it just uh it strikes me as an educator and in fact I put this in my letter to Mr Guzman as an educator it's very frustrating to me that something that is in the best interest of students is is being challenged for something that seems to be an administrative or a you know an administrative kind of reason and um as an educator I get passionate about those things and kind of have to bite my tongue because I tend to get you know I tend to get wound up about those so I was hopeful that we would get some real support from the division of accountability that you know about this that it's good for kids and if it's good for kids that's what we should be doing so okay okay do I have a motion to adjourn the workshop um I have something I don't know if this is the time to bring it up or not but I was speaking with another teacher talking about the um issues we're having with trying to find teachers and retain them and she had written up just some suggestions because she doesn't like to public speak and um I don't know if I should email them to you best okay that's what I figured yeah it's not on this agenda so you know it's fine that you brought it up but we can't really discuss it in this Workshop send it and then point you know we can put it on we have places that we can get some action gotcha okay I'll make a motion that we adjourn this Workshop I second it all those in favor I'm Melinda sabroski hi Charlene Diaz hi Fred Rushton hi Barb zarzicki I Sheila Burnett okay looks like we have to wait about five minutes before we can call the public hearings order okay [Music] I'd like to call to order the public hearing pursuant to ARS 15 948 C and D in 15905 15 905.1 and 15996 d and 1596 1103 C which requires school districts to make all revisions resulting in budget limits either increasing or decreasing conduct public here I conduct a public hearing the purpose of the public hearing is to provide an opportunity for questions and discussion of the proposed expenditure budgets for 2024 fiscal year okay superintendent Madam president and board members and the public this is a public hearing to consider the um budget uh for fiscal year 24.

uh and this would be for the 23-24 year um of value of a private property primary assessed value 250 000 dollars the assessed tax for the district would be 9.93 which is pretty low for our assessed value our assessed value jumped from 233 million 600 000 to 251 million 18 million dollar jump from the 2122 year to this year starting in January of 23. so there that's the justification we've used it in the past for things like fire Lanes we have a 1.5 million dollar project to the West here of Del Rio school for the workforce housing there's fire Lanes involved in that that's a seventy thousand dollar uh adjacent ways tax that's 70 000.

second made by Crystal Chapman seconded by Don Densmore foreign motion carries we will move on to item H2 Dr crota Madam president members of the board tonight we are bringing tour to you an approval of travel and Conference uh registration reimbursement fees for our individual board members this was adopted I believe last year a few years ago to have each board member have the opportunity to carry forward two years plus the um the year coming up so for example the 2122 carry forward and 22-23 carry forward so if you have not spent any money it would be 4 000 each of those years and 23 24 moving forward which would give every board member uh twelve thousand dollars if you have not spent any money in the last three years so I do have the balances if you'd like to know those but that this is a motion to approve that process with those two years rollover and any money remaining in those two years rolls over in a two-year period so with that I can stand for any questions and we'll go from there do we have any questions okay with that I will move to approve travel conference registration and reimbursable travel fees for individual board members to attend training and conferences for each board member for the 2023-2024 school year An approved amount of four thousand dollars is designate Plus and designated plus any monies remaining in an individual board member's travel allowance for the 2021-2022 and 2022-2023 school years it will be carried over and added to that individual's travel budget for the 2023-2024 school year if an individual board member exceeds the allocated travel and Conference allocation the board member would need to bring the travel request to the whole board for consideration and action as part of the action discussion agenda okay sorry it'll be a quick one though um with outgoing board members who may not have used their allotment in the past the incoming board member if it was somebody different would take on that person's lump sum So in theory someone could a new board member could come in with with twelve thousand dollars I don't know how the board feels about um I mean we've never as far as I know just kind of zeroed it out and put that money back into wherever it needs to go and then just have the new board member start at the four thousand that everybody else starts with Madam president member Pritchard um that is our process right now so as you come in you zero it out and you get carried since you start in January it zeros out and you get prorated from January on that year and then your 4 000 would be the following year so it doesn't carry all the past Monies I don't like that so it must have changed that that's the way we have it right now okay yes no no physical I have a question now sorry um how often does this is this even an issue with people exceeding their budget I've seen it happen twice twice I haven't seen it in yeah my time here it was the same board member and she had to come back and ask the board to use some of their money and the board had to vote on whether or not they would let her use some of their budgeted Monies is how it's been done in the past but so she spent all of hers and then wanted to go travel elsewhere and then I think the two-year carryover will prevent that unless there's something 12 000 a year seems pretty excessive that that's my point 000 for three years so it's accumulated over three years you don't get 12 000 a year it's four thousand no I know but I'm just saying but if you don't use it for two years and then all of a sudden correct well there could be a conference in the Bahamas just kidding but I see what you're saying yeah you know if if I I don't know that I've used any of mine if I spend 12 Grand in one year I feel like that would be a red flag for anybody even if it was already allotted if I hadn't spent any for three for three years I still think that would be a very big red flag I guess my concern is what if someone is not planning on putting their hat in for another election and they kind of want to go out with a bang there last year twelve thousand dollars that's I mean that's ridiculous so I don't know I just wanted to put that out there before we finalize our vote so do we still have the motion in the second yeah I just wanted to clarify that piece but yeah well you can always vote no or we could change the motion would you like would you like to change the motion I would like to change the motion I will rescind my emotion sorry Jonah sorry I know that's a lot I'm just going to change one little piece of it okay but just just so you know you're gonna read that whole thing again I will okay I will and let me think about it here hold on a second and I don't know if that's four thousand is designate or designated oh okay okay are you ready okay I would like to make a motion to approve travel conference registration and reimbursable travel fees for individual board members to attend training and conferences for each board member for the 2023-2024 school year An approved amount of four thousand dollars is designated plus any monies remaining in an individual board member's travel allowance for the 2022-2023 school year which will be carried over and added to that individual's travel budget for the 2023-2024 school year if an individual board member exceeds the allocated travel and Conference allocation the board member would need to trap to bring the travel request to the whole board for consideration and action as part of the action discussion agenda okay so it sounds like you're saying we only get two years correct so we get one year carry forward plus the current year correct that's what you're proposing correct okay so eight thousand which just allows a little wiggle room if somebody does go over maybe the four second like that all right you sure there's no skin off my back it just depends I'm fine with I can't imagine a scenario where any board member would spend more than eight thousand dollars in a in a fiscal year I just can't imagine that either so I can't imagine 24.

the proposed budget was presented a few weeks ago to the board uh and submitted uh to the records in the ADE with the corrections that you all approved at that time so for instance if you recall we didn't have the information there for ADM and um and some other information so um and at the time I also said that there probably would be a few revisions so this proposed budget reflects those Corrections and it reflects some revisions based on review of all kinds of data relative to employees and possible expenditures um Cass if you well we don't you don't need to right there you can see that um the the budget limit for our district is 19 million three hundred seventy three thousand two hundred thirty five dollars and this budget reflects exactly that amount the classroom site fund budget limit is two million 200 2 539 and this budget reflects that budget limit the budget limit for unrestricted capital outlay is two million two hundred five thousand nine hundred eleven dollars and this budget reflects one million six hundred ninety three thousand five hundred nineteen um and then uh on for the more specific things as you go down it shows the percentages of increase and decrease for each of the major line items for the budget um and uh if you have questions about those or if the public has questions I'll address those the second page um the second page shows expenditures by funds a little different breakdown and then our budget for special education and then our staffing summary um I would like to note that and I saw this in the paper today in the precede the line under proposed Staffing where it shows teachers 170 FTE and student staff to pupil ratio is 12.2 please understand that the folks included in teachers are some other folks as well so instructional coaches counselors some of those folks so no one should expect that we have class sizes of 12 in our class classes that this just reflects that we actually have a really wonderful ratio of professional educators to students in our district and if there are other questions I'll be happy to happy to address all of this oh and then the the bottom of that page or the third page indicates some of our other budgets and that we work with each year um and one that I would call your attention to our current budget and actually it's now greater than this but during this current fiscal year we received building renewal Grant funds from the state facilities oversight Board of a million 27 000.

we have the project in front of Del Rio school that's gonna involve a lot of yeah we've got turban gutter we've got a retention Pond we've got a fire lane Paving and improvements and there's about 140 to 150 000 in fund that could be used for that purpose as well so we're just improving access to schools and safety our buses or fire vehicles would go and any any questions I'll be glad to discuss them since statute of what we're talking about Mr President I got you something to add that um I spoke to the town engineer this afternoon and there scheduling work on one East in front of territorial in the late spring and summer of next year so this money could also be used for sidewalks curbs and gutters around territorial in conjunction with the town doing their construction uh reconstruction of one East yeah now is that the wall that would then divert the water from the playground no the wall is currently under construction and that will be done well before that so this would be as they do the sidewalk or as they do the road they you know we've been had had very good relationships with the town when they do construction we can piggyback on that we say we give them our adjacent wage money they use it to construct the sidewalks curbs and gutters and so that would be going just along one of the things that adjacent ways can be used for is improvements to the property adjacent to our property to the district property and so the town can use it on their property as long as it butts up against District properties for the sidewalks and curbs and gutters so we we use the town as the contractor give them the money while they have their people out there doing the work they just household do that and it's nice because it saves two contracts that way we all have one contract one Administration all the overhead costs right for us are less that way correct well that's brand new that just had I found that out this afternoon and that this money the 250 along with next year's 250 along with what we have in the bank can be utilized for that any questions from the board okay any questions for the audience yes ma'am [Music] it'd be on two North okay um right now the front of the the front quote of Del Rio is actually to the South and well yeah the original right um no no that it's right now it's to the South and so they're the corner it's on the corner of one West and two North is the dirt parking lot okay that's what's going to get paved and the pavement will go all the way to along to North and the there's going to be Retention Ponds kind of on the other side of the front office for for drainage kind of in in the playground area we're gonna have to yeah we're gonna have to fence some of the playground off for that okay say no other questions or comments do I have a motion to close this public hearing you shouldn't close second all in favor but it's now closed we'll go under our next agenda do I have a motion for opening the public hearing on the adoption of the district expenditure budget the district expenditure budget called district and expenditure manager yes oh here it is District expenditure but I was looking for it we'll be hearing a lot more about it okay second second uh all in favor [Music] okay thank you Mr President so uh we discussed this at length back on June 26th there's three or four factors to mention I'll start with the uh the continued strength of the sales tax in the state that drives a teacher fund uh it's our zero one zero fund it's called classroom site fund we've been getting 160 000 a month all of last year and 100 this year as well that's our percent of those revenues so our fund 010 is expected to still bring those amounts in and that allows us to take our eleven thousand dollars we've been giving teachers this year up to 13 for next year and it also allows us to go back if we need to under the fund balance which was pretty strong that's the first one I'd like to look at uh fund 691 is our school facilities Ford fund uh to date to date this is as of July 6th we have brought in and spent and that's on your June 30th report one million eight hundred thirteen thousand that did not include the 997 000 we spent today again these are the large contractors Pueblo Mechanicals and their construction Administration engineer firm EMC two another 997 000 multiplication so you know we've got about 21 million to go [Music] any questions on on those funds010 the classroom site or 691 building manual proceed answer and the other ones that I'd like to just touch on briefly because we have some numbers that have dropped just a bit if you look at page one on the cover sheet um you see the uh the amount here on our operating budget we've knocked this down just a bit the operating fund 150 000 and the capital fund just to be on the cautious side I discussed this with the county school superintendent's office and they would just like us to stay where we're at with those numbers knocking down from the 19 million 860 on the mno side to the 19 million Seven Ten we know that uh this last year the 23.

so I just yeah I just wanted to make sure because I feel like we didn't have any questions there was no discussion then it was like okay let's vote and then we kind of backtrack so no you're fine I just wanted to make sure that I understood and I clarified and I seconded now I'm gonna vote thank you very much but there's inflation I don't know motion carries we will move on to item H3 Dr kroto thank you madam president uh tonight we have Dr polling that will present this item thank you Dr crota Madam president members of the board cabinet and audience Administration is recommending this restructuring of positions designed to ensure available Staffing Resources are best utilized in the Community Education Department the recommendation is to eliminate theater technician and Auditorium manager and create a new position theater manager and the dollar amounts are there to be a savings to the Community Education Department with that I'll stand for any questions and also director John Williams is here as well thank you Dr pulling welcome do we have any questions or comments okay I will move to approve the Staffing modifications for Community Education as presented motion made by Crystal Chapman seconded by Joe Joe Grant I just wanted to make sure motion carries next we will move on to item H for Dr Credo thank you madam president uh tonight we bring to you our District's pay for performance plan uh it's for our eligible certificate staff for 2023-24 school year um I know that we we had discussed this item before um at length in a previous board meeting it was tabled with a direction that we would take this plan back to the committee uh to or the committee to take a look at him possibly come up with some individual plans or different a different plan for that we were unable to do so at the time due to the summer constraints and putting that committee together a lot of them are not working right now they're not on contract so tonight we bring to you a performance criteria that is exactly what we used this last year the percentages for all our areas are exactly the same there are a few tweaks to the language in the plan as you can see in ninth grade Aspire we made 15 percent uh to seven and a half percent for Mass seven and a half percent for ELA uh we struck the language on the bottom of the high school piece uh we changed the date we struck the language because it's no longer going to be Baseline for next year uh the biggest change that occurred in this is under Student Success that category is the same percentages as I said however we are going to allow uh the guidelines to anybody that's 20 or more if they miss the school year that they will be pulled out of that grades percentage so with that it's our recommendation that we approve the plan as presented and as we used last year with the understanding that we will put this committee together this start of this year and we will look at all the different options of performance plans for the following year and bring that to you so we have time with this committee to do some research and bring a solid plan to you so with that I will stand for any questions thank you Dr croto Miss Pritchard are we ready I'm pretty sure pretty sure you and I are going to go back and forth because I'm gonna definitely change this up so okay okay [Laughter] and I I mean this in the most respectful way because I do value your input and your Insight and I I just maybe think differently on this and I feel like we will probably have a very good discussion and we'll vote and that'll be that so I'm gonna I'm going to suggest putting more into the effectiveness classification um I still wholeheartedly believe that really giving performance-based pay should be based on that teacher's performance and it's I I definitely think 30 percent might be a little much as far as based on testing results but I I would be willing to leave that 30 percent if we moved some of the Student Success like 10 of that and maybe 10 percent of the employee fact participation and bumped up the effectiveness classification to 50 percent so those are my thoughts personally I don't have unless I can try to find it I had the the email or the information I had the last time about how often I think that I want to say off the top of my head the last couple years we've increased the teacher classified teacher Effectiveness classification we've consistently increased that area so to do it again I mean I wasn't I wasn't 100 comfortable with that only because again like I've I've shared it's somewhat humiliating because I don't want to make it seem like I didn't do my job but I'm not enough I'm not a Highly Effective Teacher I'm just not that wasn't even my job but I got that classification so for me that Effectiveness classification category doesn't mean it doesn't carry a lot of weight in my mind in regard to increasing academic achievement but we've done it the last two years anyway so to come back and do it a third year I've I'm not um I'm not supportive of that but I guess just because again my whole piece of this is the student achievement part and academic success and I don't believe in cabinet members correct me if I'm wrong but I don't know that we have evidence to support that the teacher Effectiveness classification and like increasing that area or just knowing like our highly effective teachers do we have evidence to support that though their students have uh like exceed on AZ Merit or have high ACT scores so by having by boosting that Effectiveness rating does that show results in academics is it I mean do we have that information to substantiate that does it align Madam president member Pritchard um we do not have that we don't track that information I can tell you a majority of our our teaching our teachers right now have a highly effective classification so we have not looked into the correlation of grades to their effectiveness classifications but that is something we can do so we do not have evidence at this time that shows that it improves our scores so that's where I'm at it's like if we don't have that if we don't show that continuing to put more money in that area provides the results then why would we this year then also propose to put more money in that area I would rather go toward the students achievement section or the Student Success section I understand we don't have our committee so that's why I was comfortable just leaving it as is but I think if we were going to move things around that would be my preference I agree with Crystal in that I wish there was a way and maybe there's some some way we can figure this out moving forward where teachers are evaluated or staff because they're not all teachers like my my example um by what they do and their their individual results rather than being lumped into the school piece of it I totally understand that and I totally support that but until we get to that part for me the way that I'm able to be somewhat okay with it is that all of our teachers are responsible for moving our children forward so like even my oldest daughter was in the arts program and she still had to produce well in her writing and reading and all those other areas in order to move forward with that program so even though she you know hurts because I know lots of times we look at the specialist Area Teachers because Unfortunately they are kind of just lumped in with the scores of the rest to the school which again I understand but I think I know like there's been assignments in and even my youngest in Dance I mean they're still like writing assignments and there's ways that those teachers do still have opportunity to um look into like contribute to those core areas that helps them academically so um those two pieces and then in regard to moving some of the fact hours um I think I said this the last time too um that I think it's important only because there's times when I mean there's not enough staff to attend some of the activities and programs that the schools provide like Polar Express night or the stem nights and and different things that they all put on we have to have staff present to be able to make those effective and then not even just the fun things but also like for to some extra tutoring I know some things you get a stipend for but there's other things that help students that there isn't money tied to but if employees are able to get some points with 301 to give fact hours towards that then I think it's a benefit to the employee who maybe isn't financially reimbursed through a stipend but then also it's a benefit to our students in our school communities because they um they have to have staff to work uh an event in order for the event to take place for our kids so those are my thoughts as to why if we're not going to change if we're not if we're going to change it up tonight rather than going with a recommendation to leave it until next year when the committee can look at it um that's why I would not be in favor of putting more more of the money into the effectiveness classification area and removing fact hours respectfully great thank you I I will offer up that as and electives and special area teacher the amount of times that I were I require academic reading and writing in my performance Ensemble is very rare because in a performance ensemble you I'm I'm not saying it doesn't happen it does but in a performance ensemble in our electives our focus is Performance Based so I typically don't have a ton of academic writing for the course subjects most of the assessment I do is with my content vocabulary and in my experience I've got a bunch of performance ensembles that I need to perform for so I typically don't spend too much time on that and I don't think that most of our electives and special areas do although there are some instances where it happens I feel like if we cross into that territory we're going to lose a lot of our electives and special Area Teachers because I've been down that road nobody likes it the kids hate it we hate it if we start requiring that sort of material in our electives in our special areas then our arts and Athletics will we will see a decline because our kids will hate it our teachers will hate it and I'm not saying it can't ever happen you know maybe a reflection piece or you know as part of their art seal portfolio that you know you could do a research project or a paper with that but if we're getting into this academic core content area with our electives and specials that's very dangerous Waters to tread as a whole if that's what we're talking about doing okay so Administration do you have any feedback on any of that I will clarify on the plan amount of President member Pritchard on the effectiveness classification and this partisans on state guidelines 65 percent of that calculation is on the rubric and the observations 35 percent is tied to some sort of student achievement whether it be an assessment or CCRI points at the high school so there's some student achievement embedded in Effectiveness classification 35 percent of that 65 percent is the rubric the Danielson rubric and the observations 35 percent is tied to some sort of student achievement whether test score or CCRI where you get points for students doing CTE or whatnot so 35 has to do with academics in that portion so Danielson just to clarify that's not but that I think that's that kind of went to my example it doesn't apply to all staff though doesn't apply to all classes or certificates we've I don't have the number of rubrics we have but we have adjusted and Shelly might know because she did some of that work we've created Danielson rubrics for many of our categories of class or certified staff I don't have that number with me but it's it's uh um many of them I I don't have that number I mean we have recreated them we're in the process of recreating the TLs rubric right now to better fit their job description I would be hesitant to say we have the perfect rubric for every position we have we do have a rubric for every position we have however we can always be better and more precise and then I would also ask not every single employee receives 301 funding so would the largest percentage of those employees who do receive would is the large percent of them do they get evaluated on the Danielson rubric the 301 performance is for those staff that teach students and so um per the state guidelines in our definition it is certified staff who work directly with students so this Effectiveness classification classification would wouldn't apply to people who don't this part this portion wouldn't apply to people who don't receive 301 funding right because it's 301.

it's now higher than that they've been very responsive to our needs and I put that in this an idea I left those as zeros but the idea is we're probably going to be asking for about the same amount for next year Cass if you'd go back to the first page please thank you on the bottom of that page I would note to you that this budget is six percent the mno budget is six percent increase from last year's Dr Stewart on one of it I don't remember what page it was but it was a breakdown of the special ed um categories and one of them was um gifted and the other one was something else and I can't remember what it was yeah but you had she had them highlighted and there were zero is that I had them highlighted on the proposed budget because uh um and that's that's in the document that is the BSA 55 which is the uh which is the information document from which we build this budget and I had them highlighted because uh it was it's listed in the budget document but it's not listed on the BSA 55 and so I was concerned that we would not get appropriate funding for those two categories it turns out that on BSA 55 that report there's actually a line on another page that says here's the funding for your district for gifted and whatever that other item was it was free and reduced yes I just wanted when I on those when you get those and they have the highlights it means there's either something I need to go back and recheck or that I think is missing from some of the data and I want to make sure that I want to make sure our district gets every penny that it deserves and and so that just reminds me to go back and double check and I did go back and check that and it's it's kind of buried in some other data on another page yeah okay yeah thank you sometimes the form that comes from the auditor General's office does not match line by line the things that are in the the reports that we get from Ade they try to make sure that the that things are lined up but they're not always sometimes you have to look for them in a different place thank you and I will and the other thing that we corrected up at the top cast of this page uh one of the other thing I corrected I I told you on that proposed budget that I was absolutely certain that the average salary for teachers in 20 uh for 2024 uh calculated low when I presented you the proposed budget and uh and I went back and found all the data and you can see that in fact instead of one percent increase it's a three percent increase in the average salary so that got corrected as well in today's paper I think was today's paper the high school district is splitting with our technology yeah as when we've considered when we've been reviewing each year the intergovernmental agreements that we have with the high school for a couple of years now you know things have been dividing up and dividing up and so um it's just it's part of that agreement and it's part of what's been happening for a couple of years so is there's no reflection of that in the budget or anything no okay no there's no there's no negative impact on our budget um I noticed that the primary rate is yes yes um so how do we get a six percent increase if we're picking their primary rate down the increase that we're getting is because of the funding uh the funding per pupil funding that the legislature has approved so that went up and that allowed us to plus what I anticipate for rollover if you recall I held out about three million dollars this year in the in the fiscal 23 budget didn't hold it out but I parked it because we were concerned about the aggregate expenditure limit and that I would not be able to use it so as we've gotten to the end of the year and when you look at the financial report in in the regular meeting you'll see that that the mno looks like there's about two million eight hundred thousand but we're now just we're just now closing purchase orders and doing those things so I anticipate that that's going to be right at three million dollars so that rollover of that amount of money into this budget is part of the reason as well so the increase in the per pupil allocations by the legislature and our rollover of funding how is the average salary for all Teachers Community computed I don't think there's anybody who's getting 54.

we spent right on 17 million in our MMO budget and we know that next year we're going up probably around 19 million Seven Ten could be 19 million eight uh but in again talking with the school's office that's what they thought we should do reduce that based on a couple unknowns one unknown is of course how much we're going to have to carry over from this year to next year which we're right at that that point where we're just closing and doing adjusting entries these numbers look really solid and again we may be able to increase once we know our student account and our final costs for this year right back up to where we were on the proposed we can reduce from the proposed numbers we can reduce once we adopt we just can't increase once we proceed we're talking about reduction it's nice like we did last year we were able to increase when we found out our understate count in March increase our budgets by about 500 000 and it'd be nice to be able to do that again this year if student account justifies that quick question for either John do we have any feeling that now we're getting close to registration for the next year how our thoughts on the student count may be you know we're still estimating flat our Tinder numbers are strong you know Kinder's always the the wild card because you know as of last I think we had 120 Kinders somewhere in there which is right on online and we get a lot of those last minute enrollees we have jump start I believe starting next week and so um you know the Kinders of the Wild Card we're holding fairly stable right now we'll of course know more once that August 2nd comes we do that 10-day count and we'll have something more for you I think it's on the like the 14th or something I think is our next meeting of August and we'll have some more solid numbers then but I we feel that we're fairly stable right now so at this point everything is based budget wise and everything on a flat enrollment for this coming year yes can we have clear evidence that we're in a either a steep increase or a steep decline I I I'm remembering back to many many years ago when everybody was wildly optimistic about the growth of this area and you know I'm pretty glad I wasn't trying to lead anybody but I was really who had to hear you say that because that way you know we will always be theoretically better than we have rejected from an income standpoint so I'm sorry a little extra okay that's really all I have for the adopted budget this would be adopting our beginning steps for next year's budget and then we'll revise it 'll be based on numbers we receive and we have some good detailed presentations up to today whether or any new questions from the board if not uh do I have a motion to close the public hearing I'll move to close to public hearings all in favor meeting is closed thank you very much okay our next agenda is item number seven eight is superintendent's report all right um the report is actually under tab 7-8 I usually have it as an extra but it's actually in the packet this time um so when I wrote this we had three staff members right now we have two and we think we filled egg are we close different egg yes so we officially have an AG position open and a middle school resource we think we filled AG I'm still looking for that resource position but we've got some contingency plans so um I think we're really good where and then most of our classified staff positions are also filled so I'm really happy with where we're at um we have one international teacher that we're going to be waiting on um but they are anticipated hopefully in August sometime but other than that we're in good shape um staff wise um let's see construction update and again we'll talk about the teachers in a little bit but if you drive by there's they've gone vertical on all 10 units it's anywhere from the windows and sheeting and and the first uh material on the roof to just sticks so um the septic is in and everything else so we're good on the teacherage um the bathrooms are near done they just need to put in toilet paper rolls and and paper towels or work still work on some kitchen equipment that we have you might hear the roof being worked on here it's also at The Farmhouse so that's currently happening um the HMS bus lane is I believe actually done we're working on the health office floor at Del Rio cafeteria floor at the high school may be finished but that's going to look really nice we talked about the tech playground wall um the fire reconstruction is still under under work at the the building here I know that the fire alarm at the middle school has been driving staff crazy because it's being tested right now um so that's been a two-year project so we're excited that that's getting close to done and of course the district office roof right now our upcoming projects include um remodeling of this West gym right here the parking lot pavement we talked about at Del Rio um the gym HVAC we're working on it's at high school the district roofing project and HVAC install is scheduled for August start I do want to mention oh that I completed the um we now have the white building at the high school which is actually it was not painted you don't paint things we weatherize so the the main building at the high school was weatherized and it looks beautiful if you have a chance to go into the the Chino Valley high school and the Heritage Middle School gyms and we'll be having an event at the middle school gym at least you can see the beautiful new bleachers and at the high at the middle school they have a great looking floor so lots of stuff going on as far as construction goes and again we'll talk about the teacherage in a little bit um strategic planning process we have a core team meeting on July 27th at three o'clock in this room is it whatever that Thursday is what's Thursday it's Thursday the 27th then and I'll verify that with y'all um at that meeting the team will review and discuss graphs of the revision or the vision and mission statements along with court lease and values discuss the portrait of a graduate and I've included the drafts that the um asba has put together if that's something that the board wants to use we have the calendar coming up um the new teacher breakfast is on July 24th please note new location Del Rio School it is not at the High School culinary arts building it is at the Del Rio cafeteria if you are attending so that is 7 30 the Rio cafeteria new location new teacher breakfast our all staff meeting our convocation is on Monday the 31st that's going to be for you guys nine o'clock if you want breakfast come earlier come at uh 7 30 if you want breakfast nine o'clock if you just want to participate in the speakers and picture our first day of school is August 2nd the next board meeting is the second Monday of August which is August 14th and that's all I have except if there's oh there's also a calendar of events of other events um if you've left the page of all the beginning of school Year events that are taking place trainings meet the teachers um orientations schedule distributions things like that are all on that page core meeting on three o'clock three o'clock and the dinner is three to seven and dinner is provided um okay any questions so Mr Shaw thank you thank you for your next agenda item is 7v1 the financial reports great it's holiday Accord so I like to at this time of year give you at least two reports for the end of last year as far as financials so June 30th wherever we on our budget we know our ml budget was 18 million seventy five thousand and these expenditures are still coming in with invoices that haven't been fully paid yet um when I wrote this on July 6th last week the expenditures were 17.2 million they've since been able we've since been able to move some of those expenditures to other funds you know we've got about six we have six funds that don't have sufficient revenue and cash throughout the year to support themselves so we short-term borrow from our m o fund over to these funds and that's what's noted on the Grant and encumbrances here and that has not been completed yet but as of last uh July 6th of last week 17.2 million to 3 000.

does it make sense yes and and I think we talked a couple board meetings ago we have two categories of Staff we have one that are three or one eligible they meet the definition of they teach students they're eligible for this performance pay historically we've had other positions certified that we get we call 301 equivalent such as the TLs that Shelley was saying they're certified staff but they don't directly work with students and they're on a different tier and they are in a lower amount of possibility and so there's that A variation as well [Music] locations that we're making to professional learning communities do you foresee um a big change in the way that we meet our goals going forward Madam president member Densmore I do I believe these are in line but I also believe that with our professional learning communities and our focus on student learning that um there there needs to be a piece uh with student achievement as well as um the piece with your Effectiveness classification how well we're we are teaching um it's the art of teaching and it's in the end it's about student learning so but all those pieces are important pieces together that will be an important part of this entire formula so that's why I think with all these new additions um of a refocus on the professional learning communities are revamping of the TLs and focusing on coaching our teachers I think it to to use a system that we already have right now and we know works for this year would be advantageous for us without going too far and changing the whole thing that's why we bring it back to you tonight and then that would give us the opportunity to look at all those pieces for this year comprehensively and say okay what's going to best focus on all those important pieces that we're adding and how can we have accountability yet reward our staff for doing a great job of teaching and having students learn so that's why we bring it to you tonight with in that same form without trying to change it a lot we've known it works this year and it's it's a it's something we have used it works we need a plan by time these teachers come back in about three weeks we need to be able to say okay here here's the rules of the game for you this is how you're going to earn your extra money for next year so a long answer to your question is um we have a lot of things to look at with our refocus on all those pieces and I think that we can come up with a good plan that can support those a little bit more thank you I think tonight but for instance there was no modification made this year um I think it would be interesting to see the comparison the year over year um to see whether our PLC modifications really are impacting and driving the change that we're looking for so I'm not discounting anything that anyone said tonight but um but based on that I think it's really important to see whether these changes are are giving us the impact that we're looking for um so that's driving my thought process for this vote I will also throw out there the effectiveness classification even if you get a developing rating you still get 80 of the funds I know a concern was um a concern was administrators who might have it in for an employee and just purposely you know Mark them lower well highly effective and effective they still get 100 but a developing you still get 80 the only time you would get zero or less than eighty percent is if you were deemed an ineffective teacher so insane that's what I'm saying too is like for an area that we know needs work as far as our our Effectiveness classification process they're still getting 80 percent at minimum eighty percent or 80 to 100 percent of that money for a system that I'll just speak for myself I'm not convinced is not Flawless or is I think there's a lot of holes in it and it's we're talking about a label is actually getting more than the Student Success Student Success is only getting 20.

we have a few but based on uh and if you're just thinking about the salary schedule you're right yeah so if you look at in the comments section this is the calculation method that I've used since I started doing the budgets three years ago so I take and this is similar to what the AG's office does when they calculate and do that annual report that you know gets publicized so there's a little different but it's similar I take the contract salaries of all certified employees excluding administrators and I add the classroom site fund base pay which is fifteen hundred dollars per teacher and I add the classroom site Fund performance pay so this year that was uh the gross amount of that was uh about I was just shy of eight thousand dollars okay the gross amount so the 1500 and that gross amount actually I think it came out those things added together was about nine thousand nine hundred and ninety six dollars so if you add that to the T to whatever their teacher's contract salary is and then we and then we divide that by the number of FTE teachers so the same people whose contract salaries and classroom site fund amounts the same number of people then are divided into that and that's why it is that high I don't include any of the things that are addendums because not everybody gets those you know not everybody's a coach or a leadership team member or whatever this is these are the funds that every teacher every certified person except for administrators has access to okay okay any other questions yeah then I need a motion to adjourn the public hearing I make a motion we adjourn the public hearing I'll second that can we go immediately into our wedding yes you can okay okay I'd like to call to order the regular meeting for Bullhead City School Board on Thursday July 13 2023 at six with a 609.

most of that has been taken care of we have about till August 10th maybe the 20th if we really need it to if we have some relations Capital about the same our budget almost 3 million and that again includes some transfers from mno we're going to move back once these teachers that are in Esther funds come so we're trying to put as much cash in there as possible expense 2.2 million encumbrances 240 000 those are nearly again nearly paid so I'll give you another one of these reports pertinent to the month of June uh after the month of July is over and I'll just keep giving you an up-to-date report on next meeting is August 14th go get expensive right up to August 14th 19th and these numbers the expense will go down hopefully encumbrances will definitely go down and we're really close to having expenses finals any questions on years situation condition so John basic what you're saying it wouldn't be until the August meeting that we really have the final report on last fiscal year and then at the August meeting you'll also have a report for the first month the July year for the new year just humor me it's important for me you know that you know that where we're at financially I if I may um Mr Tona I want to point out that you know that 737 000 carry forward right now is closer to 800 000 I believe is that right Mr speaker um very healthy and you know I think that's a great number to have we're not close to you know that's something that we want to maintain about that amount every year that gives us that buffer that if something happens that um you know who knows what would happen but it could be as we don't have to worry about the aggregate expenditure limit but we will in two years um you know that that kind of helps us and can get us through some rough spots if if need be so um it's it's it's healthy I think it's a reasonable amount and I want to thank Mr Livingston that's I know that's the goal of his to get to that that amount and and maybe a little bit more but I think it's it's really good and it's it's a sign of a healthy um budget well I'm impressed too by his ability to know which fund to move cash into and out of it that's far beyond my my skill level knowledge but every month I just sit here at all and that ability so and John knows I would love to talk about it any other questions from the board and we will move on now to agenda item number 7v2 the Student Activity fund report okay if we look at these funds for the month ended in June here wow we see that the encumbrances are actually at zero and that took a little bit of work on our department uh finance office in the business office just to get a lot of these are sports related and there's year-end tournaments and you're on fundraisers year-end activities and in some cases we've had to combine certain things to get these to that point but it's been a year or two since we've ended and have no one conferences that you're in so that really makes it nice for the new either sponsors or advisors coming in to run this this group or this sport for this activity in the next year but at least the prior year bills have been paid it's just questions thank you sir move on to the consent agenda sure nope this is just a just you move on move you asked for a motion and okay I moved to adopt the consent agenda as presented okay all in favor please say aye aye okay no other comments on that so we'll move on to the counselor counselor's schedule update and hi I hope so [Laughter] That's so exciting up front here I can understand good evening board members and Mr Scholl so um if you look at the Personnel report and the supplement not quite yet the councilman counseling yeah sorry yeah so um um so we've updated the counselor salary schedule to reflect our 23-24 wage increase um so if you're looking at it you can see that we're giving up to 10 years experience and up to the level of Education so that is just to go in place with our increasing salaries any questions for the board this is an action item so therefore I'm looking for a motion to approve the counselor's new salary pickup schedule I will motion to approve the counselor's new salary schedule second all in favor please say aye aye and it is approved okay now we'll move on to their personal report uh it's daily not or no I'm going to do it okay so um if you look at the Personnel report and the supplement we've been everybody's been very busy administrators um the staff so we have five new certified staff members nine new classified three resignations eight certified changes ten classified changes it's that time of year we get all of our coaches on board so we have 23 coaches and 150 any questions from the board Miss wolf okay then this is an action item uh may I have a promotion for approval of the personal report I'm a motion to approve the Personnel report including the supplemented dealers second yes second all in favor aye aye thank you okay now we're through the adoption of the adjacent ways Levy item number 10A is to to recap uh you have before you board members the cost the summary of what we put in the newspaper we noticed this back on June 28th to meet statute so that whenever there is any proposed increase in this fund or any any usage of this fund bringing in local levies there will be a public Hearing in that legal requirement was met I've had no comments or concerns at my office uh people are concerned with this item I don't know if there's been any today help the district meet its financial obligations for our students sure this shows is only discussion items shouldn't this be an action item it is an action item yes we can talk about it all what we want but if we don't take action on it no more money coming yep so okay we will then consider this an action item any questions or comments report any comments for anybody in attendance seeing none do I have a motion please of a motion to approval and adoption that 20 is it the 22 23 24 magic no problems okay I will a motion to approve of the 250 000 agent weighs Landing correct second all in favor please say aye aye if it's now approved okay now we'll move on to item number 10 again Mr let me send this as the adoption of the 2324 budget yes so with this uh with this Motion in front of you if you proceed to adopt then when we do payroll when we do expense vouchers they're authorized and budgeted and approved these numbers have taken close to 30 hours with checking and rechecking last time we did mention of the 611 000 that the state gave us for one-time money for the 23 24 year and that will go away so we will just do our best as the finance team to keep you updated on things as they may change or evolve over time but this is the best numbers every number that you see on here has been validated with the exception of what we're actually going to bring forward from the prior year to this year that's still we still need about a month to close all fields from last year that's the only exception any questions from the board John I just have a comment because Mr Livingston mentioned the 611 thousand dollars I want to comment that that is going to all can be paid to certified staff members so our teachers counselors teachers on assignment therapists psychologists everyone that has a certificate that's going to go towards they're going to get four thousand dollars um throughout the year thousand dollars with the classroom site fund payments so that's and that's a one-time payment only that's been cleared to staff that that's only going to be happened one time but we wanted to make sure we put that as much money into teacher pockets as we could this is one with our staff Pockets this is one way to do that great any questions from the board thanks go on go away or you have an emergency will that money will have enough money to cover that you know what I'm saying so there's two two answers to the question okay the first is we do have the 28 million dollars approved by the state for our 691 fund and that's on it as applied for as awarded basis so when you see it you say if things go wrong then we also have things like super special just mentioned we do have a farmhouse activity with the roof damage issue we have insurance that covers that okay so we have that source of funds we hate to use Insurance because our premium is then usually and then we do have the obligation in our Capital fund to fix other things that may go wrong with facilities but we're feeling much better about that because it's fully funded now for years the district was getting on a on a statutory formula they should have been bringing in 1.1 3 million based on our student account for years we were getting less than 400 000 per year per year so so that is still on the District of things so like you say go wrong but with this huge uh what was issues I haven't spoken any districts in the state that have ever had 20 one year like school facilities board for old projects that needed to be done so back to then if we do have an emergency of you know graphic proportions we would come to you at a board meeting after we deal with the emergency for you to approve us acting the best way we can we've had about six of these in the last three years it was July 4th of 2021 when the fire panel got lightninged out so it's been two years in a week since that happened but we've had our insurance involved we've had investors involved we've had Engineers involved so we like to come to you and say we had to expend these dollars back in May of 21 uh Heritage Middle School had a water event we had some pipes burst and we brought in two companies before our next board meeting to immediately deal with that so the damage doesn't get worse so we have the obligation to notice and respond and then get your approval later we can call that impairment and we don't necessarily have to get bit was that when the well went up at the farm maybe back in March and I get a call Saturday morning about seven o'clock while I was actually here at the time so I get a call from our vocab director can we get someone out here to re to service the well because we have an employee in that residence out here at our Farm building and by about two o'clock that Saturday that well was serviced and well didn't have a problem because they pumped it so and then we bring it to you later as an emergency response so that's our protocol and then funds are available but we sometimes are very competitive especially if it's a long-term issue like lack of HVAC or lack of weatherization so that's that's the long answer but we have a quick response and then we we look for cash later and we usually have cash thank you John I just wanted to clarify that [Music] Sarah would you like to make a question or comment please come forward sir sir you need to come forward to the podiums so we can get you on the mic Darrell Lassen again uh is is the 2020 for Budget available to the public yes it will be posted on the website once it's adopted once it's adopted but is it is the proposed budget open to the public yes and where is that the link will be on our webpage I'm not sure if it's there right at this second but that's where it will be over it's on it's at Arizona Department of Education okay and how much time is it between point where you propose it on the online to the point where you want to approve it a minimum of 15 days but that's that's been we had the proposed budget in June and then this is for the adopted budget reaction we had a detailed review of the proposed budget a month ago at a public hearing okay but it's not online at that point yes it's posted that night on the website material was it for every board meeting is posted online okay so you had access to all of our everything that we get not quite just the just the agenda the agenda I'm sorry agenda so you knew if you wanted to talk hear our discussion last month it was on the agenda and we had a nice discussion last month about that and then this is really just the formal part of the formal adoption of what we have been discussing for for about six weeks I mean as far as the public is concerned dollars going one place or another where are the are the dollar amounts there a month before you adopt a minimum of 15 days 15 days and they're on your school they're on the Ade website the Department of Education website and then Chino Valley School District I guess yeah right there's a there's a school Finance button I think on the Department of Education home page that you can click on for in it's a little clunky but it it can get there that's out of our control okay well I just want to make it easy for people to take a look have debate or whatever uh can I make a comment on the next one or you want me to wait okay and and is it Mr lesson yes um the the other thing is you're always pleased uh we have open doors you're welcome to come talk to me you're welcome to come talk to Mr Livingston and sit down anytime go over that that's what we're here for well so we but we we have an open door we're not you know we encourage people to come that are interested to be honest we appreciate you here because there's hardly anyone here you know this is the we have three guests I think that's the most we've had communal cumulative in the last six months so um you're welcome to come talk we'd be more than happy to sit down with you and go over everything I'd like to have the community more involved we would love that too that's a goal what's the secret Ary okay um any other discussion on the budget if not I'd like a motion for the adoption of the 23-24 question I'll move to approve the uh adoption of the 2023-2024 budget all in favor please say hi all right it is now adopted I move on to agenda item 10c to establish the monthly rent amounts for the teacherage and Mr Schulte so a couple things I know Mr lasting had a question about the need and so um a couple things I did an analysis I'm doing a presentation at the Arizona rural schools association meeting in September and I've been doing putting some stuff together one was I took a starting teacher salary for fifty thousand dollars and figured out what their bi-weekly take home would be after you take out retirement which is 12 and a half 12.3 percent Social Security Medicare along with uh with the normal taxes would be and take home on a bi-weekly basis about thirteen hundred dollars we're a starting teacher so um this came out this I found on signals AZ which is a news outlet and it's basically the par report the the Prescott area Realtors association or Prescott area Association of Realtors p-a-a-r these are the cumulative year-to-date um housing sales in the area and in Chino Valley there's been 157 houses sold the average or I'm sorry the median sale price which is the middle not the average but the median sell price is 415 000. so house in Chino Valley the median price is 415 000.

and it's like that's that's for me more my focus is the Student Success and the student achievement more than a labeling system that is imperfect that I think needs work that I think is important that we figure it out for the reasons that you've outlined uh Crystal but it's just in general because I think it's been broken for a while um but it's just why put more money into it when they're still getting a huge chunk like you just said and I didn't I didn't actually didn't focus a lot on that you can just be developing and still get 80 percent that's a lot so I too share a lot of concerns I understand what Miss Densmore said as far as the value of just seeing you know difference in administration the difference with the PLC things like is there going to be a difference using this would still be a constant also the fact that we're not able to get our committee together we would just kind of be unilaterally making this change outside of committee work I could be you know I could be okay leaving it but I would still carry my concerns if we had a further discussion or maybe there's a way too that we can have another information item with the Community Committee members here so they can hear firsthand like some of the areas at least the board some board members are concerned about when they go back and do their committee work do we have any other thoughts trust the process I just think at this stage of the game we just I'm for just leaving it alone and then having the committee go back and revisit all of this I actually I'm still not sure and I kind of agree with Mrs Pritchard there don't have a heart attack but there has to be a way for the teacher to compare the grades within the classroom to see if it's if it's if she's real he or she is really doing a highly effective I get the 80 and all that but there has to be a way to put those two the facts together my concern is I know you talked about in your update instructional capacity and your token and focus on student learning all of that's really good but I didn't hear her focusing on absenteeism and every principle that has come here has said absenteeism is a is a problem and I think that that we need to start looking at that as well I appreciate we're taking it out but only 20 percent I mean if absenteeism it continues that's gonna that's gonna that hurts also on Student Success and student achievement and effectiveness I am just going to throw this out there one last time for my performance base pay to be based on somebody else's test scores that's that's not a true representation of my performance what do you mean by somebody Oh you mean a teacher yes I'm looking at um the 30 for student achievement that is based on that that's based on several grade levels so that's not based not every single teacher gets tested so not every single teacher so this is not a true representation of my performance but it's but it's not it's for like a specialist teacher like a music or PE right so we're talking about eighth grade teachers too yes we're talking about first grade teachers second grade teachers kindergarten teachers and I don't think third grade I don't think they take the test do they they used to do they still do okay so in it's and even at the high school level it's sophomores and juniors or sophomores and seniors ninth grade and 11th grade okay so freshmen and juniors they take the tests so as a sophomore biology teacher I think it's biology either ways as a 10th grade science teacher my Performance Based pay is based off the freshman and the Juniors so I feel like that is not a true representation of my performance or of their performance that and that is my whole issue with this whole student achievement and Student Success as far as grades you know I've said it before and I've said it again I don't want to put our teachers in any situation where they're gonna pad their grades just to make sure they get funding because our take-home pay is just not as much as other positions I I just would not want to put our teachers in that situation where it's so easy just to go click so and I feel like I feel like I've pretty much said my thoughts so for the sake of time I will defer to anybody else's thoughts foreign I will say again I I appreciate everybody's conversation and all the thoughts um I think they're all valid um on every aspect again we need time to go and look at a plan that comprehensive plan that can Encompass all these things we can go look at many different districts and again as suggested by the board let's have the committee members listen to our concerns and try to put together that plan in order to do that that's going to take time and it's going to take all of them being here so that is why we brought this plan that works we know it works this year so we brought that as proposed just to get us through this year so we can spend some time finding that plan that actually addresses all of your concerns people around 12.

Louis via email says ladies and gentlemen thank you in advance for your time and consideration in this manner my name is Gibson St Louis I am the owner of E coli classic mix do revage child development foundation in hinch Haiti since 2010 I've had the opportunity to help children in my community after a great earthquake sorry a great earthquake shook Haley with a 7.0 reading on the Richter Scale along with eight aftershocks this left many children without homes or without someone to care for them also Hurricane Matthew hit heart in 2016 and in 2021 again Haiti was hit with an earthquake of 7.2 with at least 2 200 confirmed dead with another 334 people missing many more homes were destroyed children from part of Prince which is near the ocean was moved to the plateau Central which is more centrally located in Haiti as it is a safer place for them to live with limited resources my mother and I started the school for these children in 2000 square foot space to support this school I made small arts and crafts to be able to support the school and pay for the teachers we now have about 200 students from different Villages and we have five full-time teachers our goal is to develop an orphanage as soon as possible and there are many other things that he would also like to have for these children he's looking at legal aid counseling services for them to be able to um cover from the the trauma also after the earthquakes many families had died and they're trying to do reunify their students with family members they have an annual budget excuse me a three-year annual budget that is less than the average teacher salary sorry average teacher salary for one year for our district I have a budget plan here excuse me this shows um if you'd like to see that I could pass it on sorry I don't have more copies but I underlined his teachers are the most important thing to him he has five teachers they get paid 90 a month um and sometimes he has trouble coming up with that uh those funds and then he has um different items on his budget for Learning and instruction okay and then there's uh he has a upcoming projects as well so I don't know if you want this page now I can kind of can be here anyway um I would like to partner with this school and I would like to do some fundraising either like through How We Do how we do uh fundraising through life Culver's or even you know some kind of dinner night or something like that even if we did like a site fund and teachers pitched in five bucks a piece we're going to be more than able to make that goal that he has for him so thank you for your time thank you for the information um I need a motion to adopt the agenda I make a motion we adopt the agenda hi second the motion point of order and I have a question please first before we vote um I'm sorry I don't remember the lady's last name that was just Crawley Crowley Miss Crowley um did I hear a request in what she was saying that the board considers something to allow something that that would Fred basically we cannot act on that what what you what you can do at the end of this meeting is to put it on the agenda for next time to direct Dr Stewart to investigate it I thought we could do that now from what I just read no okay wrong place you cannot take action no at this time understand yeah all right at the end of the meeting when it says board member input or whatever it says future topics yeah future topics thank you and would we be able to do that at the July 18th special meeting perhaps if you want it on that agenda so there is a possibility for that but at this time the answer is no okay thank you so do I I have a motion wait a second in a second all those in favor I'm Melinda sabroski aye Charlene Diaz hi Fred Rushton hi Barb zerzicki hi Sheila Burnett I want to thank you to everybody can you put put that up oh yeah here it is yeah um IKEA utility carts wow sunrise what are you going to do with those we want to thank everybody who did this Maverick and this Anonymous donor that was a really sweet thing to do thank you to Maverick here in Bullhead City though also we have a community that seems to give at the drop of the Hat item 3.8 superintendent's report Madam president and board members we have you have the written reports I would highlight in case if Cass if you would show the project tracker it's really nice to see some of those nice purple lines and some things that are now at 100 percent and uh and I'm going to share with you in a minute some things that are not even on the project director that I never got on there I'll share some information but I thought you'd enjoy seeing uh movement on on some of these things right now and then Cass if you would show the um the work ticket report um and this wraps up uh the fiscal year and from October when we began our own facilities Department um and through to the end of the year you can see that our facilities folks have made a huge dent in the in the inherited job requests when we started in our program in October there were 1075 outstanding work orders with ABM and we're close we closed the year with 324 of those remaining so our folks have just been whittling away at those as the year has gone along in the meantime there have also been all of our own reports and and you can see that we're consistently getting a lot of those you know we get new Lots new in and then taken out each each month and then the chart at the bottom shows you on a day-to-day basis when things come in and when things get handled so I wanted to call attention to the fact that our facilities people have been very busy and are trying to address everything in a timely manner um thanks um there are the financial reports mno unrestricted capital and food service and I I'm not going to have her pull them up but I will tell you that they will look very different in a month for closing out the fiscal year for 23 Because by the end of July we will have been closing paying off invoices that come in from from the previous year and closing out purchase orders and we'll have a better handle on what our financial status is at that time I would I do have a lot of miscellaneous updates and I'd like to share them with you because I think their cause for celebration um not on the project tracker so here are things that have been accomplished in the last month all of all of our sites that were still needing to have flooring work done excuse me have been tested for asbestos and we have no other asbestos in our district from for Fox Creek and Diamondback the Middle School offices where we had the flood and had the asbestos issues and whatever this week they are doing those floors hopefully by the weekend those floors will be the the sealer will be cured or dry and we can start to move back into the middle school offices probably by Monday and maybe have it open by Tuesday um yeah and they're they're excited to have that happening because it's been oh it's been a mess yeah Julie's really happy um the library the floor in the library and and I'm calling attention to our various libraries because those are huge areas and um and it's required moving shelving and books and tables and all kinds of things out of those areas so the Middle School library is done the floor is done Julie has said it looks wonderful and so things will be moving back into the library all of the floors are done at Coyote Canyon that were scheduled to be done they're really happy and getting ready to move all the things back into the preschool classrooms and um and they look really good Sunrise flooring project is done completed so we have one campus done well two campuses coyote in Sunrise are done I will tell you it's really nice to be able to use that word um and I will tell you that the Desert Valley Library is done and that's a huge area so that flooring is done and things are being moved into that Library so three of our libraries are uh are uh complete we were very concerned about the library the library at Diamondback will be done next week and I will tell you that those areas are large it takes five days to do the libraries so uh Diamondback will be done next week Fox Creek will be done the week after and then the rest of the campuses because it's a classroom or two at a time we can do on you know on weekends on Friday Saturday Sunday but those huge areas take a lot of time so we're really glad to have those done before school starts um let's see the child care center is I haven't been over there yet Jen visited yesterday and the word that everybody is using is amazing amazing and I'm planning on going and visiting tomorrow and taking some pictures that I will share with you and they're going to have they're going to have their DHS inspection DHS inspection on Monday so if we pass that inspection we can open on Wednesday come up with a name no we're just all calling it The Child Care Center I made some suggestions the other day because I kind of Googled it when I was kind of silly and goofy at 10 p.m one night and they didn't like any of my suggestions [Laughter] they the one they really didn't like was Cactus Maximus shocker [Laughter] um but I I did that simply to try to get people's creative juices going but obviously at 10 pm I was just being I mean I was getting a little goofy so uh whatever um at Desert Valley the four life skills classrooms we were doing uh some I don't want to say renovation because that isn't really the case but some repairs in there we were putting uh some plastic things around the wall to protect kids because they have accidents and they kick things and they break holes in this drywall and stuff so we did that we also had every electrical outlet in that room was low well that's not a real good situation when you have most children but it's really not a good situation when you have highly at risk kids so all of the electrical things have been moved up and as we speak well maybe not right this moment but certainly yes today the floors and the carpets being removed and those floors are being done in those four rooms so those rooms are going to be like new by by the end of next week so we're pretty excited about that um the playground the life skills playground is in progress so it meant removing the the equipment that was there leveling removing the the ground cover and leveling that ground and pouring the concrete for the sidewalk they've poured that and and the sidewalk goes all the way around because that's going to be the tricycle track okay the tricycle track and then um uh the equipment will go in and then the soft flooring for two-thirds of it we're going to have the the part that's under the shade structures will be the soft flooring and then there will still be pea gravel in a section that's outside but we're all really excited about about the progress of that project and it will be it should be done about the time school starts about the time school starts um let's see uh lost in all of this somewhere along the line was the fact that we're replacing some Roofing at Desert Valley and that's in progress that's paid for by sfob and so that's a pretty hefty project that's been going on for for about three weeks now and so we'll be happy because there'll be some classrooms that won't get wet this year if we have rain there was some serious Plumbing issues outside those life skills classrooms and and was and it was creating problems in the restrooms that are by those life skills classrooms come to find out that we have we had a section of of sewer outside those classrooms that extended North from there and then just stopped it didn't go to anything it was just pipe and then it just stopped and it was uh it was old pipe and the Trees of course found that water oh yeah so uh when they dug dug up the sewer to find out why is why is the sewer not working the four inch pipes were literally full of tree roots literally full it looked like spaghetti in in that whole thing so that's all been repaired and needless to say that pipe has been capped off so it won't create any more problems and the joints for the joints for the sewer line will will be uh are are so that tree roots cannot get inside because that's where they come in it's where the where there are the joints and if you don't have uh the correct joint they find their way in they force their way in so that's been taken care of and I will tell you we have an amazing plumber who who takes care of these things for us and and the other facilities people help but he's primarily the one who takes care of it um so we don't have to Outsource you know all we're paying for then is supplies which is wonderful um okay The Chiller at Desert Valley uh we're having to do Band-Aids to keep that thing running and they're managing to keep it running we have applied to sfob to either replace it or instead of replacing the chiller which has with Bullhead water has to be replaced about every 15 years and the cost right now for a chiller system like that one is probably depending on what all would have to be replaced between 500 and 750 thousand dollars so we have proposed sfob that instead of replacing the chiller that is that is cooling 24 rooms on that campus that we put 24 HVAC units instead and it doesn't take a math genius to figure out that even with the cost of HVAC systems right now that's going to be a lot less than half a million to 750 000 so we'll see what sfob says but in the meantime we're band-aiding it and uh keeping it running so that we have those 24 classrooms cool for school um okay the den project uh passed uh got the recommendation from Planning and Zoning it goes to the city council on the 18th which is next week I'm hopeful that some or all of you will come over there and and buy your presents support it uh and I'll answer any questions that the city council might have um and uh and real really good planning uh in that process is going on if you're interested in kind of seeing what right now the project will look like I'll have Cass put up the uh the engineers drawing so you can kind of see what the direction we're going and on the left at the bottom where you see this chart the dotted line represents the elevation on our property right now so you can see that there's a very low place on the left and there's a pretty high place on the right the solid line shows you um uh how it how they're proposing to move the dirt and have the elevation look on the property um and so it's Much More Much More Level it isn't level but it's more level up above you can see the engineers drawing and and you can see that where the houses are and the proposed dog park and the proposed Clubhouse will be somewhat level and then areas on the edges that that drop back down and you can see the retention areas because we must have a water I have must have water retention um and so this is a little different than the drawing that was originally presented to Planning and Zoning but similar enough that you know the decisions that will be made next week will will let us proceed with this so you can if you can read it at all you can kind of see the spots for 20 houses eventual 20 houses a clubhouse in the upper left corner a little place for a dog park across the street from the from the clubhouse because we want this to be a neighborhood so we want it to be pet friendly and nice for our employees I thought that would give you a little taste of of what we're talking about here so when do we need to meet the city Tuesday tonight Tuesday Tuesday at our special city council starts at 5 30.

putting 20 down your your mortgage is probably 2500 a month give or take um I didn't do the exact amount but when you factor in taxes and and um insurance and everything else that's probably about where you'd be um I have the uh in the same article that was on signals a z they had just the June sales the average price for June in Chino Valley was 440 000. for a home the median price sorry the median price was 440 000. um also in your packet there is a um I did it this was in April that I did this um an analysis of rentals in the area in April in Chino Valley there were two and this is on um rent.com I just went to rent.com fairly well-known website that has kind of scours different sources for for rentals in 86323 Chino Valley there were uh seven total rentals the high rental and what I did was took the monthly rent and divide by the number of bedrooms there were no one-bedroom apartments by the way available um the high was 975 dollars per bedroom the low was 765 or 607 per bedroom and the average was 765 dollars per bedroom there were no available rentals in Prescott Valley I'm sorry in Poland in Poland in 86301 which is just one of the ZIP codes in Prescott there were several the high was 17 the low is 575 lower than Chino Valley but the average was um 1025 per bedroom but what you have to remember is it would cost a teacher about a hundred dollars a month to get from Prescott to Chino Valley for gas for fuel um in 86304 one of the ZIP codes in the main zip code in Prescott Valley there were some one bedrooms um a couple they had a one bedroom on Main Street for 16.95 they had a one bedroom on Market Street for 1605.

maybe a dozen it's um teachers School administrators directors a handful of each of those typically if we're moving forward we will meet more regularly throughout the year typically we'll start meeting second semester and meet a few times to discuss this and and um so we met a few times this spring I don't have that number off the top of my head so we envision though with your direction and what we're wanting that they would have to start in the first semester and correct be regular meetings in order to create that plan and that that is kind of concerning to me because I feel like and maybe not everybody was on the same page that I was a couple years ago because I feel like we asked for this maybe was it last year and that's when they added the Student Success piece which is grades that was the best that the committee could come up with was because me personally I asked for a better system to accurately represent an individual teacher's performance and that's the best they came up with was Student Success so okay now I'm done I do think that our evaluation process has a lot of room for improvement so thank you for trying several times I really appreciate you for doing that sounds like that's a whole nother agenda item though would that be you or Shelley who gets to revamp that one [Laughter] man president actually it falls to a number of people but Dr pulling does the evaluation process with teachers with HR not curriculum huh it would be nice to see what other districts do that are comparable to the size of Dysart yeah you know what what did their 301 money look like evaluation form and really one of my biggest Hang-Ups with putting more toward the effectiveness classification is because I don't love the evaluation I I don't feel like I don't like the evaluation process I don't think that always represents a person's True Performance so if the evaluation piece was fixed might feel differently well and I wonder I wonder if we threw more into the effectiveness classification would we still have the difficulties and issues with tier one instruction that we saw during some of our cips I think you had mentioned that most of our teachers are in the highly effective category and we had some schools say that they have problems with tier one school-wide that you should know coming right out of school bachelor's level I do I do know the number for sure that a majority of our our Effectiveness classifications a majority of them are highly effective that is a true statement that begs my question is if we're having difficulty with Tier 1 instruction then is our Effectiveness classification really true to form is it really because I'm not a Highly Effective Teacher if I can't perform tier one instruction exactly yes I agree with you so my question is is if we did throw more money at this is it going to be accurate because me personally as a teacher I know that most of us get up every day and we bust it and we try our best like it's it's almost a challenge for us to get the highly effective but I would be very upset if I'm at school a and I hear that school B has difficulty with chair one instruction and school bees teachers are highly effective I'd be like um well that's that's ridiculous that's baloney there is a lot of subjectivity into the process we are working on that we have worked on that I mentioned the DLT meeting that was addressed in the DLT meeting we did some norming on some rubrics Dr weaveridge did and and so we continue to work on that is it perfect at this point it is not perfect it needs to be addressed and I I don't think increasing the money will address that I think it's getting better at evaluations and norming that process across our administrative staff that makes that difference um because it was mentioned earlier about the 301 equivalent do most districts offer that a Madam president every district has some form of it as far as the equivalent piece I'm not too sure how many have equivalents I know a few do but the rules have changed also for the equivalent piece if you remember our item a few meetings ago that the rules changed so those equivalents were put in at one time and then the rules changed with the state so now they can always put them into the into that normal 301 pot however we cannot because it's a planting if we go back and add them so they would have to be taken out for a year miss that money and then put back in so it was we decided we weren't going to do that to take them out and not give them that money for an entire year and and it's a decent group of people that are on that um 301 equivalent thank you so I guess your question is do you like employees get them in different districts the answer would be yes because those rules have changed so to to know exactly what districts we could research that if you'd like and find out who gives it to guidance counselors for example or teaching learning Specialists whatever their names are but those rules have changed to include them in the regular pots now so I believe a lot of districts do include them I might I don't know if this is history um they don't have a necessarily a large waiting system like Dysart has in the sense of as long as the school is meeting the goal everyone that's eligible would receive the 301 regardless of like their status is that how common is that Madam president member Dinsmore I know it's exists in a few places common I don't know numbers across districts but that is a true statement it does exist so these plans vary from what people require so some districts require a lot of information some do not right but the state doesn't require that we have a system in place a waiting system in place to pay out 301.
