we try to Target 19. it could essentially get if we got four more or even more than four that's the recipient right you forget though last year the board supported in the development of last year's budget we do have the kindergarten Care Professionals which that was one of the we really consulted with our kindergarten team Mary Rose at the time working with that rather do that and have a section and remind me again how many power professionals do we have assigned the kindergarten and again once we're in the new school and everybody's in one place Dr Peterson he's really very strong in scheduling he can really look and along with Bill and Karen um look at special education look at all of our paraprofessionals if there's a supporting special education but also be in the kindergarten classroom he did another set of hands in there and we're looking at all ways to continue to support students investment that's all I have thank you good thank you you're welcome next up are the subcommittee reports and and you've got three of them why don't you just do all three at once on Monday the 5th um thankfully all most of these were pretty brief meetings we had one special meeting on Monday June 5th where we discussed the 23-24 operating budget and times and then reductions of 126 275 that were put that was put forth by the board of finance that was brought to and voted upon by the full leader that month we also discussed any budgetary impacts by the event impending negotiations with the custodial Union turned out that there was none so that was good on Monday June 12th was our regular meeting we discussed the nearly 400 000 budget overrun for that past year and voted to request Town contingency funding in accordance to the long-standing and communicated agreement that had been in place all year we reviewed the main areas of legal fees that are often incurred by the district and you heard from Ken that our food service contract will have to go out to bid again since we are consolidating from four schools down to three so that is on the agenda for the summer and then on Monday July 10th was another regular meeting we had a brief review of the accounts that would need adjustment due to the overrun and the contingency allocation from the town s is first any questions Joy of our facilities okay we met on June 7th for you this old work order reports and discussed what are leaks and building and Equipment repairs the BHS guidance Wing roof update we're under contract for the roof and we're waiting scheduling we learned today that most likely we'll be in early September and it'll be a 10-day project start to finish our maintenance vehicle we learned tonight that it is complete the body and liftgate has been installed and it's on premises project updates the BHS HVAC project is nearly complete in their fine-tuning controls the locker room project demolition is complete and the project is moving along a lot of unknowns have been discovered the masonry is on their way the lockers won't be here until August to be completed by mid to late August um the asbestos of eight men exhausted the contingency so we may be okay Mr Golden asked Mr post and Mr Caldwell to get an accounting of the remaining contingency from uh or moving forward with restroom Renovations the electrical service parts of the middle school have arrived security projects are underway door alarms or scheduled training is to be determined cameras are all done security film is done we're replacing broken windows Eric ordered repeaters for the radios and the VHS entry is looking to rescope for summer planning the building condition study we actually had a presentation tonight so we received the draft and the reports and we received a presentation um that we will um discuss in more detail with the board another time the media center AC update on the engineering contractor are working to go to Value engineer the project he had a closer to approved budget and we learned tonight it's gone over budget we're going to be working with that Budget moving forward what are notice at the Middle School Mr Colby reported that a recent notice of violation that was veneer had been rescinded due to a state clerical error he noted that the water's safe to drink our goal is a clean bill of health at the beginning of the school year and was also reported that we submitted an application to Aquarian for specification to tie into the water system they said they could Supply sufficient water and pressure but we need it in writing and unfortunately we haven't heard back from them yet it's been hard to get anybody to talk to us Fire Marshal inspections Mr Caldwell accompanying the fire marshal during inspections at the middle school and the high school he reported several issues that included extension cords and obstructions most of which were occurred before the inspection was complete a custodian Staffing update there'll be several custodian positions opening in the coming months due to retirements custodian reducing his commute and a custodian going to graduate school out of state there have been interviews for the head custodian position at Candlewood Lake Elementary The Candle Lake Elementary head custodian Union proposal we discussed a proposal from the custodians Union and asked Mr post and Dr Mann to continue discussions with the Union within parameters discussed at the meeting some miscellaneous discussion we discussed the plans for removal and disposable furniture and equipment from Huckleberry and the Portables we are on myself Bob and Sharon are on the negotiations for the custodians we will be the board of Representatives on that committee and we discussed a request for teachers to bring newly purchased area rights to the new school any questions we met last week for our special meeting and I'm not going to go too much into the new proposed book because we actually weren't offering the course for the past few years and we are going to be offering it again which warranted a new and updated book we had a committee led by Dr Spencer and the winning book through extensive rigorous review was sorry modern text both traditions and encounters some things I liked about it was the at the end of the chapters there's what's left out which is takes you through historical aspects on what was left out of the of current textbooks so something new and then also ATP practice at the end of each chapter the roads are called for a vote and it was passed unanimously that we bring the book before the board for um next opportunity gave us an update on this trend analysis student assessment score analysis curricular work with illustrative math and Ela adjustments reasons five through seven and professional development calendar and pathway planning all this being underway and very much forward to all the results and Diving deep in that documented such a great job with uh also look forward to it any question when do the the test results what are they available early to mid August thank you enough time to start digging through or it's such a summary of scores no it actually that's when they release it forward to hearing that Mike any questions for money all right we'll move on thank you all consent agenda recommended motion that the board approve the items on the consent agenda is recommended new hires resignations and transfers and may financials any questions on the uh consent agenda Brolin could be one on time though okay all in favor so now we're going to move to new business the first item is a student request for non-resident attendance recommend a motion that the board approve a student request for non-resident attendance as recommended by superintendent Dr John riddle movement sure so um in there I explained what this request is and my specific recommendation on it this is a young person who lives in the area I'm very careful with the private information obviously their parents we have a policy I should start there we have a policy 5118 which is about non-resident students attending our schools very rare and this is specifically leading resident and whose parents don't work in employees for teachers is very different that's why it's coming to the poor and this is a child whose parents are actively searching for purchase a home here in town when they 've been contacting me since late May or formal policy Dr abstv finally requested that they come here as a non-residents who can only continue to look for residents as indicated in an mrtu that's also talks about the policy is any student that um is even considered for this must pay intuition that application for this year is 1974 0 with the first payment before it starts in the second payment school year the parents are prepared to pay the district that that feat and of course there's lots of rules and regulations that uh foreign this is a worker we have nine sections in grade four with 100 students because it's about 21 students top end range is 21 students right get housing was purchased during the year this is going to be with us anyway so we've made a decision that we could this tell our child to join us for the year and by policy I commend to the board but before I suppose based on my record s and that's our situation thank you for the explanation if you want any questions at what point do they stop paying tuition and what like when they purchase a home or show this population beliefs the but rather than mine that can have that where that comes in and if they purchase it they pay the whatever it would be nine nine thousand dollars and you know 9 500 for the first payment but in October they closed on the house we would certainly prior to that based on that but there's a payment every year so if they're in granted permission to the city subject to enroll in any good behavior and all those kind of things then they gave that fee as it decreases and what budget line does that go into can you talk to that please yeah the miscellaneous Revenue line I'm assuming hypothetically if they didn't find a home to purchase but they decided to rent until something became available became residents once they're a resident they are a resident here treated like any other student and once a student is admitted with us whatever the program might be if they're they had a difficult domestic situation and they moved in with a family member they're treated like great thanks I can't move forward without board vote and that's why I brought them for you okay any other questions okay all in favor okay is unanimous thank you thank you John I'll contact Academia tomorrow uh next item is the AP history textbook approval okay recommended motion at the board approve the following AP history textbook to be used as a curricular tool and instructional resource for the AP World History Class beginning in the 2023-2024 school year as recommended by the cape subcommittee and assistant superintendent Dr Ann Mann it's moved and seconded you're welcome so Dr Spencer is here tonight to kind of feed a the main East part of the Show and Dr Mike already gave a little preview and we included the um a summary in the keep minutes as well as in the packet under exhibit l so similar to when Mr Hill brought forward the AP environmental science textbook as you have heard before AP uh college board awesome updates their curriculum and their programming and so we have to update our resources as well as Dr Mike mentioned this is a class way that the classes were offered and so it's being brought into back into the curriculum it had been offered prior to that as AP World History now the title of the course is Apu world history modern so it's a little bit more specified um a little less general of the entire world history and so it's of course uh that as I said um you know at last ran a couple years ago Dr Spencer's going to speak to that and uh that the through the 2324 school year we have 20 minutes and there are 51 students who signed up for it so a large portion of the class um and uh Dr Spencer had a team of her Educators that did a thorough job through there we kind of winnowing down the titles um and she's going she's going to walk us through the exhibit s available that you have and she has also passed around some samples of the textbooks I've already taken a book for Spencer take it away good evening okay so just to explain a little more about the background of how we got to this point the last time we offered AP World was around 2018 2019.

we're already here the 16th annuity but with not we can look at other dates but I'll send out an email to get everybody's availability on those things so just write those down and take a look uh next so you would have actually but you had a question about available at jsta workshops that you had to ask about I wasn't sure exactly what you were asking but I just want to be there you should be getting emails I was kind of wondering although now I know the answer to it is what is um what is required of us okay you know so as long as we have that governance Etc okay next is um children let me see the city where she had volunteered to set up a fire to everybody to see who's interested from there he has volunteered to take care of us and book all of our lodging and take care of everything for us so all we have to do is reply to his email once he sends it let him know that you want to be there and I attended last year and it is well worth the time I was not able to attend for the three days in advance for it I'll probably go down Monday night say Tuesday Wednesday and then come back work so you don't have to stay the whole time but go as long as you can I mean you can go to I think you can get to as many as six or eight trainings per day and a lot of them are well worth I attended as many as I could for sure and I know Mr Jimmy is interested in possibly presenting something as well yes but I think in the future it might be a reasonable thing for us to do so that we can demonstrate something that we have and the last Administration is something that you know a little bit more about and that is the delegate assembly which is leadership they have a virtual option so you do not have to leave your house and the reason that this is especially important for many of us on this board is that this is something that's required in order to become a certified board member and many of us if you do attend convention in October this would probably be the list would be to vote so it's Saturday December 2nd sometime in the morning you know that you've said and you can do it from home for those of you who aren't attending person I think it's down in traffic this is the njspa building and assembly services so I think this is something that all districts that are part of this and jsba have an opportunity to do and each district does get a vote this year they want to be exercising hours and I think it's just important for us to participate in the extensive process again in all these great uh that we have so um by all means let's get the maximum value any questions okay moving on to Human Resources I'll try and be brief uh we talked about four different topics the first one has new open positions and transcripts and the equivalent hiring strategy that's expected there you saw a number of administrative transfers on the June agenda you see even more on this agenda as well as new positions are being hired so that's something that the committee continues to Monitor and work with the administration rules are again to increase longevity to the extent that we can and continuing that this District as desirable logistically as possible for producing some turnover and then also to continue to staff up for all the new positions uh second thing we talked about was the new role of assistance business administrator and grants manager um appreciated that is you'll see a variety of simple layouts agenda this evening and the last thing was there was a board of health issues that needed to be dealt without a majority of some of the twitch and ultimately it will help us continue to improve the conditions inside any questions or comments for HR did you talk you talk to everybody right now so the next up is operations and I'll give a report just on Roger's behalf the first thing that I will note is that we reviewed presenting the investment returns and the current interest rates for anybody who's talking for any markets the prime interest rates are continuing to increase and can make stabilize a little bit right now um we're on track at this point to exceed over 300 000 uh just with interest alone on low risk Investments or CTS um and that's something that Mr probation and his team will continue to pursue and hopefully continue to provide an additional funding for the district so again these are the ones that because we have a dash on the sidelines uh thousands of dollars so uh um you'll see two purchase Consortium uh items on the agenda for this evening the first one is Omni of Partners this is a Consortium that we've actually joined several years ago continued participation requires the board to re-authorize it uh the expectations that we will be able to use this Consortium for purchasing some very specific things like athletic programs and equipment that they do a really good job as well so that is being recommended for approved by the community the second purchase Consortium is educational data services this one does have a 15 it's about eight thousand dollars annually but it has the opportunity to save us many many times in terms of reducing the cost of things that were already pushed which is basically all sorts of supplies again keeping prices down keeping down our administrative type of efforts eliminating the need for us so again that's being recommended by Community that's on the agenda tonight the last thing we talked about had to do with the Hazardous release is a big Mentor has been material what they really should say and with that any questions try I have three different points of reference here so for extracurricular activities and um you know the committee members actually had the opportunity to sit and reflect on what we've learned so far in terms of our discussions with Mr Shield Administration specific levels uh the first one has to do with some general comments around program Administration how do we review the assess of the programs that we have whether that's through satisfaction measurement uh or participation it's really starting to open in on what we think we think says ultimately measured that and uh we talked about some ideas around common branding and really that has been a little bit with the way that we present ourselves to the outside community so I'm not making every coach or every uh extracurricular program come up with their logo or try to understand whether you're using about what brands make that a little bit easier by making it easier for you to run to these programs it provides a more consistent perspective and experience for the outside world it helps people just at a glance understanding that yes this really is a program that's included by uh and then the last thing we talked about was really helping to understand for the entrepreneur supports perspective what some common things from our coaches are and the potentials coaches counseling so that we can really get everybody to the table and start to attack some of these common issues as a group so those are the three things that I think the generations we're going to try and focus in on um any questions on extracurricular news happening I'm getting it right everyone okay yeah at this point we are open to the public the agenda thank you anybody true talking about online agenda items are open to the public uh none that provided the necessary information for first and last name okay so we have Anonymous comments yes take those okay um okay uh why is Melissa Sergo being hired as a soccer coach when Mr bender and Miss Kasabian both applied for the position the two of them have both played soccer while Anthony has not should we not be hiring someone that is actually qualified what are his qualifications to coach soccer Trinity at least have some knowledge of the game or perhaps have played the game this is a feeder for our high school program shouldn't we be taking this a little more seriously thanks we are up to item 6.1 approval for minutes from June 20th 2023.

at that time the course sequences for students was ancient world ancient history world history modern world history U.S history and then government and other electives were available for students after a year-long process the department and the district decided to stop offering ancient history and instead we brought in human geography as a course for all 10th graders it was well received and our modern world which we now call Global themes of course was moved to ninth grade um and U.S history has remained at 11th grade um teachers feel that and students feel that all of these courses are valuable to their education but as far as the sequence is concerned the Human Geography gives students a background in different systems and geography in the way the relationship between culture and where people live why they live there so it really orients them well to be prepared for the rest of their studies in history so we decided last year to move into ninth grade so this year all 9th and 10th graders took human geography and now that um 10th grade these students are will be taking Global themes we felt that it was the appropriate time to bring back the AP World History course it is a difficult course um last year we did offer AP Human Geography two ninth and 10th grade students and the College Board markets that course is kind of like an introductory AP course the test itself was about two hours versus the AP World and the US History course which is a three and a half hour test each so this is rigorous there's a lot of content and we felt it was more appropriate to be offered at the 10th grade level in the past we had a section of 10th grade students say anywhere from 20 to 25 students taking AP World so that's what I anticipated for this year and we have a very ambitious and eager class of 10th graders this year because we had 51 sign up so they are very excited for this course um and so the next step was to find the textbook because the textbook we had was from 2014 and the course has changed it used to be AP World like from the beginning of time almost and now it starts at 1200 which is still a long time ago but it it does make a difference so we considered six different textbooks we quickly whittled it down to two semi-finalists because those two books were the best aligned to the AP course and they were both strong textbooks but in taking a closer look the committee was unanimous and feeling that this Choice was the front runner because it seemed to be written for students it is organized in a way that prompts students about their thinking as they go through there's a really healthy integration of skills and content um there's more art from around the world in this book and as was mentioned before the what's left out as well as some other supplemental primary sources they're there but it's a very interactive text um and so um this was the one that the committee chose uh the teacher for the course attended the preparation and Taft for teachers to teach the course and he talked to the instructor there about the textbook who agreed with all the reasons that I just shared with you for why we think it's a good choice so um I'd be happy to answer any any questions that you have I was with Dr Spencer it's also a little cheap ER cheaper than the other access the book from home home school they were able to use their as you can see he said it's really it's an interactive textbook and thank you very much just to reconfirm committee fully supported this unanimous performance excluded in our web choices I said a quick question just curious do most of the textbooks have a you know AP exam practice versus yes so they do however the other textbook we looked at only had a p exam practice at the end of each part so the course divided into four parts this book has a practice at the end of each chapter all right thank you very much look forward to hear how many of the 51 said survive the year thank you all right next up on our agenda is that this is the budget adjustment recommend a motion that the board approved the budget adjustment in the amount of 397 579 to account for the supplemental appropriation approved by the boards of Selectmen and finance as recommended by the finance subcommittee do you want to just give a brief overview Ken's coming up just with the audience we did receive approval foreign ninety seven thousand dollars appropriated based on the results that's projected at the end of the day the numbers with practice around them are areas where either Revenue exceeded the the budget as in the excess cost revenue or areas where expenditures were lower than the budget such as the salaries supplies and books and regular Transportation the numbers without brackets are areas of where expenditures exceeded the budget such as heating oil especially Transportation Professional Services and tuition and these are areas that you've heard us talk about all year long so projection from roast just to confirm the finance committee that approve this unanimous correct okay are there any questions for Mr post okay hearing none all in favor thank you all right that's it for new business uh we do have a an old business item and this one is an emotion it's just an action that the board receive an update on the correct report um presented by our special education director Bill rule so Bill welcome again thank you I'm looking forward to hearing thank you Mr Belden um talk about a little bit it really kills three weeks it is everything I have a complete opportunities um now we're really we are super excited to have Bill here uh you you heard that in public comment obviously he comes with great anticipation and he's already reaching out to families fully integrated with the administrative team the folks that are working ELC in our school e s y our souls excuse me thank you and um really already being part of the candlelight plant ing so we're really actually went over uh and stepped over some equipment on a second day here to make sure we had supplies and materials for the students we're at Center Schools over a Candlewood Lake they had gotten I moved over there in the Berkeley he went took care of it so we really appreciate that though um we expect culture to have a big change from where we were this past year again great anticipation we're really excited again connecting with the folks here in town the other piece that's really important is thinking about the Future Vision for special education Bill's going to talk to that a little bit and really evolving our processes we want to make sure that our families feel that our all of our staff are especially especially well organized well first Warm accommodating responses and when we develop IEPs as IEP quality was a big recommendation as we all know in the report is to have IEPs in America they're all everybody collaborating to develop that enemy it feels like you we need to get to that Vision so I want to put a few words out like that right um so we're excited for Bill I don't want to continue to take his time he's got about 10 or 12 slides he wants to show us um so thank you Dr Earl and thank you Dr Mann members of the board I'm honored to be here this evening to give you an update on my in the middle of my third week um but to kind of go through um what I've seen in reaching out to families uh emailing phone calls being at pickup and drop off at asy as Dr girl said but also to talk about my entry priorities and much of this is already in motion I realize it within the slide I say during the first six months but again with the administrative team at central office reviewing the expectations setting benchmarks setting what we want the vision to be uh in enlisting the concerns from families and listening to concerns and and teachers and staff within the buildings um and again visiting the buildings not just at Center for esy but also at the um middle school and high school and establishing regular meetings with our principals and our administrators I've been at extended school year probably pretty much every day for at least a portion of it while I'm uh integrating myself into the the district and meeting with the students meeting with parents meeting with teachers and to talk about some of the organization in my priorities attending department meetings in each building to align that across the across the district as to what our processes are from building to building which will help ease our transitions as students move from one building to the next as they move on in grades next week we have a meeting with the special education PTO but again I've also been in conversation with many parents who've reached out to me and I've reached out to them through emails or phone calls and making sure that they're regular parent meetings to hear their concerns and to integrate what their concerns are into what you're going to see tonight in these slides and again the special education PTO is the official monthly group that we'll be meeting with but again that does not exclude other parents and Community stakeholders who might want to reach out to me and and express their their concerns and have questions also uh across across this priority list is the department audit uh regarding programs outplacements budgets and allocations because at the heart of all this we want to do what's right by by students invite by the kids but also demonstrate some physical responsibility so when we're doing this always on my mind as a as a leader is making sure that we're being responsible fiscally to you as members of the board to the district and to the families and uh and the community at Large um one thing that we that we've talked about and in some conversations with parents is a strategic plan that is specific to special education three to five years aligned with the existing District strategic plan and within the correct report there were four domains that were used to frame their work for playing tonight I'd like to give you some suggestions and a road map of what I see in these four areas their resources organizational structures and processes student learning and lessons certainly not least communication and collaboration to show what this looks like and where our team is leading us uh over the next 30 60 90 days but throughout the school year so I'd like to begin with resources um you know coordinating professional development Dr Burrell uh referred to it but talking about IEP quality training uh I've just secured an advance to be able to work with our district um to work on IEP quality training many districts have taken part in it I want to make sure that as we move forward as I have the the uh the ability to start and look at processes and systems and structures that we look at our IEPs and we go through some quality training as to how we're writing present levels how we're writing goals and objectives how are we measuring them how we're collecting data however progress monitors when we're doing uh professional learning for staff we want to make sure that the that the professional learning is relevant to their roles that it's targeted to what they are doing with our with our students in the schools and again this isn't uh for one of a better terminal one and done these sessions that we're talking about in terms of professional development and needs would be over the course of the year so we can revisit them and uh look at them and see if we need to adjust any of our our expectations from when we were doing our first sessions uh and finally within resources developing A needs assessment which goes along with my prior slide about uh Department audit um making sure that our presentations as I said before are relevant and making sure that they are aligned from school to school and from staff to staff and making sure that the message that's received that we are student-centered we are student focused and that our professional development leads to even more uh intensive instruction and measurement of goals and objectives and the ability to show how students Master the content at their level within an IEP and again we're looking at that for this fall uh the second area was organizational excuse this organizational structures and processes so this again is looking to align the pieces an in-depth evaluation of Staff resources and Professionals of them in our specialized programs again I like to make sure that we're always aligned with our district strategy and our goals and our strategic plan goal number four was to continuously improve District systems and structures in alignment with the portrait of The Graduate speaking from a special education point of view making sure that we adopt that within our school operations to best support quality education collaborating with crack on the review of specialized programs as we spoke about to address concerns on Staffing IEP compliance and budgeting and as we do this review as we were talking about before engaging the community engaging parents on their concerns to be able to embed some of those areas into what we're doing with this moving forward and also I think this is important to get the voices of Staff within the buildings a professional development committee that will guide topics throughout the process I I talk about relevant topics throughout this presentation I need to know and we need to know as a team what's most important for our teachers to learn what topics can they bring to us that are that is relevant and that we can use as a basis for growth uh and to provide the specialized instruction on a level that uh includes all of our staff throughout the district I talked about it in June with the board on our specialized self-contained programs and on outplacements correct something uh originally back last fall I had talked about and this is something now that the program review is complete and we're using that on move us forward this will be another source of data to move us forward and crack is it starting to initiate that work with Bill Wright correct and this allows us thank you Dr brilco it allows us to drill down in the specialized programs where we can really I think make an impact and uh create some change within them to make sure that our most vulnerable students receive the supports that they need on an ongoing basis our third slide third slide of nine and it's probably number six I haven't counted lately um student learning so when you're looking at a district-wide data system and we're looking at subgroups like special education uh we should be able to analyze that at the district building grade department at classroom levels regularly and that only happens when we have these pieces aligned um the portrait of The Graduate clear performance standards checkpoints and curriculum integration but what I really want to emphasize here is making sure we are examining and analyzing the data on a regular basis looking at where we're at with goals and objectives looking at our progress monitoring system looking at our intervention systems to talk about referrals to special education this goes from pre-k through through age 22 with our with our students that are that are post High School ensuring Fidelity it's not only the portrait of The Graduate areas but making sure that when we're in CT sets and we're in year two of that implementation that we're making sure that the data in there is realistic relevant uh understandable for parents understandable for teachers and that it makes sense for what the student needs and only through regular monthly examination analysis of this data both within our departments on a building level but also district-wide which is why I'm I'm really happy that that we can start aligning this in a kind of a pyramid way to sort of make sure that at every level we're taking that that drilled down kind of look and again getting granular on the data to make sure that we are serving our students the best way that they learn in the best way that we can demonstrate their understanding with them and finally uh this is probably for me the most important in terms of establishing communication and collaboration with our families with our teachers with our staff um regular school-based visits I've spoken in the letter that I sent out to parents and I'll say it again tonight um I'm very visible I'm very approachable uh it's it's not hard to find me uh I I'm reachable by phone in person emails uh and that's you know evidenced by the the meetings I've already had your parents and the phone calls I've had um making sure the special education teams know that the support is coming from the director through our supervisory team into our buildings and making sure that I know by just being there and observing it myself with my own two eyes uh the daily routines that are expected in schools and be able to support that and reinforce it um again engagement with staff in the community can't be understated or overstated uh we need to strengthen those relationships within each building we need to strengthen the relationships with families we need to strengthen the relationships with our students and to make sure again alignment is a word that I that I use throughout this presentation uh providing access support and ongoing communication for Clear expectations and I think that's key as well so make sure that everyone knows what the expectations are and to produce at that level again I spoke about my Open Door style my visibility what I want to bring is a positive culture and the only way you do that is by modeling it I could write memos I could write letters but until you see me doing it until you see me in the buildings and know that I'm that I'm there and I'm able to have conversations with you as well as with the community um it's not real until you see it done in person um and again weekly visits to each building observing classrooms it's not going to be oh Bill's here uh it's going to be a regular that the expectation is that I'm in the buildings the expectation is that I'm in the classrooms in addition to my duties as director at central office to make sure that we connected to make sure that I can see how we're implementing what we're implementing and to be able to support coach provide suggestions and to be able to meet with the teams and to be able to monitor that in a realistic way and in a visible way um in closing I'd like to speak about the special education department strategic plan I spoke about it earlier in the presentation but again the plan that we're working on and in my letter to parents I I asked for volunteers to engage with with us on this it's aligned with the district strategic play but we want to make sure that we have a framework for special education that addresses those four domains in the correct program review but also addresses the concerns that we've all heard that we want to make sure that we're addressing and improving upon the process is going to be to develop a coherent structure by listening and creating and working through a process that supports student learning and IEP implementation whether it's the IEP quality training special at tto meetings any sort of structure or system that can bring us more information to create this strategic plan is what I'm looking for and what we're looking for as a team again the strategic planning team is going to be in collaboration with Dr Brill Dr man you the board members staff members in every building I want to have student voice in this because that's crucial to being to making sure that we're doing right by them families and Community stakeholders articulating the why why do we need to do this what's the outcome what's the why behind every great idea that someone puts forth is but why are we doing it if we can explain the why we're well on the road to to uh being able to have a strategic plan that's workable and realistic and serves our students again establishing Norms expectations looking at Trends looking at data this allows us to prioritize areas that need the outcomes and what the impact is both within a building even within a classroom and District life um just like those of us who've done curriculum mapping um creating essential questions that guide the process so within the Strategic plan just like when we're doing curriculum mapping which is as you're mapping you're you're asking what's the essential question what do we need to be referring back to I want to with our team create those essential questions to keep us focused on the task at hand uh and again I've said it and I want to keep saying it listening feedback from all areas of the district through conversation through meetings and accessibility whether that's staff administrators students family or the community at large but especially with the board and at this point as I close I'd just like to request that I come to you not only just tonight but on a regular basis I would request that I have time on a regular basis to meet with you and give you the updates as we move through this process to be able to keep you apprised of it and to be able to have you ask questions and get feedback on what we're doing and why we're doing it so I want to be able to articulate the why for you on a regular basis and I thank you for your time tonight I'm also if there are questions I'm happy to entertain those here um so I think that is probably the most comp 12 flat out introduction to an new special director that I've seen and I've got a lot of them so first I want to say welcome thank you thank you for providing that I just had one small question sure um you mentioned audience on programs and outplacements what does that really entail and how often do you anticipate doing so so when I use the term audits apart from in conjunction with the correct piece on the specialized programs when I think audits in terms of our department I think it's almost a departments in each School almost classroom by classroom to elicit what are the needs what What do teachers feel they need in terms of training in terms of uh learning about new techniques behavioral social emotional pieces like that so when I'm looking at an audit I'm trying to find out what we need both physically in terms of what supplies might be or what new programs we might need but also to get a sense of what the needs are of the teachers what I see and what we see when we're observing what the needs are in in a classroom and in a building as as you all know within every building there's a culture and within that culture there are needs for each department my feeling with what I presented tonight is that an audit provides us the opportunity to say within each building and even within each classroom this is what the needs are to be able to kind of combine that into a um almost not even numerical but just sequential list of the needs for social emotional seem to be this what can we do about it articulating the why like on your own underground I think I think it's going to be both I think it's going to be starting informally and kind of conversations and checking in with our supervisors and with principals and administrators and I think by the Fall I think by the next time I I speak with you we could have a more formal process I don't want to overlap with other things that we're doing but I also don't want to lose the opportunity to hit the ground running and give us a chance to see you know underneath what people will say about oh I wish we had more PD in this or I wish we had this uh social emotional tool what is that going to look like in your classroom and where's that need really coming from is it a changing demographic is it a change in students is it a change in behaviors all those things I think through my visits and my conversations will then allow me to maybe structured so I would say almost like a cliffhanger the next time we talk there'll be there'll be more of a structure so be a sequel you know thank you thank you return to the director or something so what's your vision for the supervisor to see that fitting into your sure uh as a former supervisor I think they are the on the ground representatives in the building of the department they are um not just sharing pvts there's there's more to a supervisory role in that it's again I think you know evaluating teachers but also being the eyes and ears in the building for special education being The Advocates in our meetings when we have our weekly uh department meetings with what I have with supervisors to talk about what they see in the buildings from a special education point of view I think I've got a two-pronged approach here which is I'm speaking with principals I'm speaking with building leaders but for me as a former supervisor we were the ones that could go back to central office and this is what my expectations are for the surprise to be able to say again this is what I'm seeing this is what we need and to kind of combine with my my visits but they're on the ground uh in classrooms every day so I I bet that's kind of how I see their their role did they answer today okay so I make sure I didn't I'll Short change the answer it's unengaging obviously not only the special education staff but the general educations teachers and I think you know it's oftentimes those of us who've been in special education um we've gone back and forth sometimes we want our own professional development we want to make sure that we're doing our own thing but we also want to be part of the larger Community I think I have an opportunity to be able to have those conversations in terms of whether it's intervention systems or classroom teachers talking about inclusion talking about co-teaching talking about how IEPs are implemented in the classroom I know as a as a case manager and as a teacher and way back as a para when I was helping to implement the IEP but as a case manager I'm now in a position where I can create opportunities for Gen Ed teachers to ask the questions that they might want to know about an IEP because there's so much in IEPs that we all know there's there's all the goals objectives and sometimes there's jargon and sometimes there's there's pieces in there that seem so dense and all the general education teacher wants to know is how's that what does that look like in my classroom tell me what that should look like and to be able to coach them through and I think the supervisors are part of that but I also think it's a culture shift of making it so that special education is specialized in structure for our students with IEPs but it's also a lot of the specialized instructions best practices so to be able to introduce that and have those conversations and to say if you don't understand something in IEP it's okay to ask and it's okay to not know because he says it's different but I'll go back to on the page eight accommodations sometimes that's as a teacher you're you're focused on that you want to make sure that you get it right on page eight but there's other elements of that that you can look at from reading strategies math strategies what are we doing to make sure that this student understands the four operations in in math what we're looking at in IEP could be incorporated into a whole classroom activity so I want to make sure that there's uh incorporation of the general education classroom not only just for inclusion but in terms of how we do what we do we do enjoys question it's important for folks to know Bill is already working with building Administration here left this one outbound it's very important and uh kudos to you bill is taking the vision of the supervisory model that we implemented about years ago where we wanted our regular education to be carving time and developing time to be part of more more a part of this decision-making process in those ppts resources he's already doing that work and that's part of the vision that I think didn't come to fruition and covet had a real impact on that and he certainly need to pay the time and we're going to work that through it's not just the principles it's a system principles it's the department heads could be a part of that as a big partner but I want to get too deep in the weeds here questions so one more quickly I'm just I'm sure this is what you meant but when you go and do classroom observations is that engagement with the students um it's not just strictly absurd no no I I wouldn't be in this in this profession if I didn't like working with kids and I think when we talk about the energy you get in a classroom and the energy you get from that that give and take that you have with kids that's part of the reward of this of this job is to be able to still have that connection to the classroom I'm on a level where I can help support and move systems and structures but at the end of the day the interaction with the student that's that's what you remember for the rest of the day and that's what you remember from your classes so all right hearing no other questions um bill for three and a half weeks wow I love your energy thank you you asked if you could have a regular time with us I'll speak through the board absolutely but thank you love to hear it I actually think it's important to have to give you a platform absolutely or what you're doing um and if you need anything in your journey here here right speak up thank you because our job is to make you strong right and I I appreciate the support Mr Belden from both the board from our central Office Team and from the staff and the parents of the community it's been a very warm welcome and I I hope to do right by our students and by the district thank you thank you okay um that's it can I join you um all right we're back to public comment uh for those of you who had signed up or who are not on items that were on the agenda we're going to do those now and I'll just remind you it's three minutes per speaker need name and address at the beginning can't talk about individual Personnel uh staff or board so first up on the list is uh is that's cool too New York one Spike actually that house does not say okay uh Jeremy Farrell a second on the list and then Linda you're you're third almost hello uh Jeremy Farrell 13 South Lake Shore Drive um so first of all uh yes I did sign up to talk about the books and I am very sorry I'm sure you all are very exhausted about the books as of I I promise you that um at least from my perspective that the people I know members of the queer Community you don't enjoy these conversations either they're not very fun they're not excited um but I wanted to come up and say something that I believe um I believe should be said because when I was watching the meeting last week um I realized that I don't know how many queer individuals you've actually heard from up here um I don't believe you've heard from very many up here and I don't know how many are hearing from behind the scenes um and while I do want to say I do not speak for my community as a whole and I do not expect this to change anybody's minds of course I do think it deserves to be said thank you very much have a wonderful night thank you um Linda Davies 30 luminona Drive Brookfield Connecticut and I do not thank you very much I'm here tonight to talk about a federal lawsuit filed by two former Brookfield High School students alleging School administrators and the police failed to take appropriate action when a former Brookfield police officer obtained nude images of several underage girls at the school and began sharing them on social media according to the court complaint compliant two plaintiffs say they were contacted in 2021 by a friend who recognized one of the plaintiffs in nude images being shared on Instagram both were minors at the same at the time the images were taken although the woman initially went to Brookfield Police Department to file a complaint the court complaint alleges the police department failed to follow through with their investigation and did not contact the Department of Children and Families DCF then they went to the Danbury Police Department who put them in contact with the Department of Homeland Security which launched this investigation DHS eventually centered on officer Stephen rantos the school resource officer assigned to Brookfield High School the DHS investigation determined the pictures were illegally obtained by hacking into their social media accounts and that the images of the plaintiffs had been found pursuant to a search warrant on his cell phone the Department of Children and Families DCF they went to the Danbury Police Department who put them in contact with the Department of Homeland Security which then lost and it launched an investigation DHS eventually centered up around us the DHS investigation determines the pictures were illegally obtained by hacking into their social media accounts and the images of the place plaintiffs had been found pursuant to a search warrant on a cell phone okay the bombshell findings by DHS resulted in rotano's determination high school principal Mark belanda reportedly took a leave of absence following wrote no's admission resulting in two interim principles one of whom resigned according to the lawsuit the Lander returned from his leave of absence and remains as the high school principal the lawsuit was filed not only against rotonos but against the Brookfield Board of Education the Brookfield superintendent Brookfield Police Department the Brookfield police chief the initial investigating order and the high school principal alleging they failed to properly supervise or tanas alert the necessary authorities and follow through with their investigation I want you to know that by allowing that book in and having something like this happen in the school system has hurt our community has hurt our school and something has to be done about this you need to be more transparent the good old boys have got to stop running the school I've worked here for three decades and I've seen it myself this is embarrassing to our town this is embarrassing to our state thank you [Applause] all right that's it for public comment um it's a items left and for those of you who are here I think we have some pictures from the uh of the new school and they'll give us an update yeah okay yeah it'd probably be the best way and while they're getting ready um roses you know pictures worth a thousand words we're always going to go through the updated pictures I have a lot to share on the progress of the school and where we're at Communications okay first so um obviously we're extremely excited we are down in the wire it is getting close so what's really important for everybody to understand is that um you see a lot of work going on Candlewood Lake Road the road's been wide in the cycler has begun we've known since uh since about a year ago that the site work will be something that's ongoing with a permanent parking lot a temporary parking lot this fall until all of the asphalts ready and so there's a lot of work that you'll see the bustle is outside in the front of the Huckleberry itself has the gym has been demolished at this point so we can start more work on the front of the new school in terms of the bridge over the uh the Waterway and so that's going on but on the inside just had an NBC meeting last night and the school at this point is at on the interior is about 95 percent done and they are bustling about in the school so we're getting really excited about that um really important to know that we met as a Candlewood Lake administrative team today with the project manager and we have another meeting scheduled next Wednesday where we will finalize kind of really hard dates as to when we're going to communicate um a kindergarten orientation what date will that be um can we involve the buses with that so kindergartners can get practice on the buses going to the school when will our teachers if their schedule is allowed on a volunteer basis be able to get into their classrooms and start to unpack some of those 50 boxes that are sitting in their classroom and when can our grades one through five students and parents in an organizing or Safeway get in there and take a look a lot of this will probably have to happen after work hours there's so many workers in the building to make sure we're ready we don't want to get in a way we don't want to ask them to stop working so they'll probably be after hours or even weekend opportunities for these kind of so it's really important that I started with that we're looking at the date of August the week of August 14th we're plannable that that'll probably be the week where at some point we can start to have our teachers safely navigate their way through and spend some time in their classroom the next week week of August 21st would likely be the week maybe not on August 21st but sometime in that week in the subsequent week and a half after toward Labor Day would be where we would schedule the different business Es as far as an orientation um and of course everything is provocated on safety and Readiness in fact tomorrow excuse me Friday we have a building inspection and I believe a fire inspection and that that will be on a walk through Joy I think you're joining me any board members who want to join please do Dr Mann will be there and we're looking forward to that really exciting so I'm going to go through some of the things that have been completed and then Rose will show the pictures main office we have two 12-month secretaries that's Mrs Ruggles and Mrs flown along with Dr pets Austin month administrator We Believe we're hopeful and see how the inspection goes on Friday that at some point next week they'll be working from the main office ready to go um playscape and small Wares smallwares are anything from safe loaders to step schools all the kinds of things custodial supplies um everything is either out to bid or been ordered a POS has been cut the place able is finally approved for that 22 save reimbursement that we received from the state it was signed off on today so we're looking forward to getting the PO out on that ordering getting them on a Premium Rush delivery Priority Rush delivery classrooms floors are done cleaning is being scheduled for the rooms in many of the rooms upstairs the furniture is in place or aren't quite ready yet for the logo the boxes are being moved into their proper rooms it's important for everybody to know the Huckleberry teacher materials have been moved to the school they've been in a common area they haven't all been in the classrooms yet those are getting moved soon the center school materials teacher materials are getting moved on tomorrow and Friday that's happening all day on both days we're still waiting on hateful whiskey here part of that is there's purposeful waiting there this school supplies that normally become in the center school at Huckleberry in grade five over the summer all were stationed and delivered to Whiskey here in the summer so that part of the whiskey deer move they'll come over and be delivered to the proper places in the school segment the grade three to five wing and Bob get attest to this is practically done in those classrooms the carpeting and so forth and flooring there and Furniture Pre-K hallways are practically complete along the kindergarten hallway now with the the pile of carpet tiles grade one and two halls getting ready to do those Market titles in the hallways there so we're getting very close in the common large space areas um floor coverings are starting to come up you'll see pictures tonight of the lower cafeteria and some hallways with gleaming terrazzo floor it's been covered by plywood to protect it that's starting to come up now which when a person walks through really now you start to see a finished building because plug was down on the floor it feels very unfinished so that's another exciting opportunity that's coming up and that also means that the workers aren't dragging all kinds of materials through if we're able to expose the floors the multi-purpose room we're looking probably at that third week of August and pouring the floor that's a process and there's finished work that has to happen on the walls in the multi-purpose room and in the gross motor space and they don't want to tear the floors after they pour them so they need to finish the ceiling working organ the gym has always been scheduled as one of the last last finished the hardwood is in the gym ready to be installed and the walls are being worked on to finish up technology Eric did a lot of finished work with the team today we're pretty much ready to go I mentioned phones earlier computers Smartboard um working on cameras to make sure they're all up and ready utilities because people have asked about that I mean we've got natural gas to the school we've got the fire Alliance to the school the Wi-Fi is working um the I think I show them to the board I don't know if we had them in the last June 7th meeting the model police station water fountains those are you know the Plumbing's working and this is this is good stuff the safe work I started to talk about before you'll see sidewalks and Courtyards really getting here finished looking really good I mentioned the Huckleberry gym we have a picture of parking and driveway lots of work to go still the psych work folks really do move fast and so there's a little hiccup with some soil in terms of its durability so they're working on that but we've got to to go because it's important for everybody to know we're going to have we have finished parking lot about 280 spaces we have about 200 people at any time working in that school when you when you carry your orders everybody else the roads being white and as I said the two Bridges should be on site and installation starting on the first week in August which is you know less than 10 days away talked about the playscapes again I mentioned those milestones in terms of any Communications album but I think we can wait let Rose do the pictures now and then Joey's going to send it for name and we'll talk a little bit about dates and things like thank you for your time all right so Administrative Office totally done Furniture is set up so the principles should hopefully be able to start working from there conference room actually looks like fully finished room furniture technology up another view of that and this is the administrative Corridor which the last time I was in there was still pretty undecisely looking what you can't see here is the this has the sun um the skylight on the top so you get a lot of natural light even though it's a enclosed space some flooring in the Pre-K areas the Cubbies are still protected with the plastic but now there's nothing in these classrooms and the floors are looking beautiful and the color is obviously coordinating with the neighborhood themes more classroom pictures blue yellow which I believe is for sure what neighborhood is yellow what about second grade yeah oh well I don't have the theme memorizing I apologize it's grasslands grasslands carpet tiles look really nice and even the carpet tiles have the have color within them so they kind of color coordinate as well and the furniture all the furniture still needs to be delivered to individual classrooms but it's there so that's good the tundra right I think this is fifth grade yeah and the lower cap chorazo flooring so that's been that the oven they're still obviously more finishing the work that needs to be done on the wall art there the wall installations polished up it looks beautiful and the gym acoustic wall paneling so all the wood that you see is the flooring that drill was mentioning and the acoustic paneling that's going up there as well and the gym door dividers which I think are on the next there they are yeah yep the uh these large I think can you go back one further for a second yeah uh no we've seen before I apologize there's a partition is in the next light zone there you go petition for the gym there the gym locker room Corridor I think it's an important reminder rose that it's you show this locker room some people like get excited about a lot from others because they care less important that it's done not only for facilities for our students but but the new school it's fully as a full generator it will be used as an emergency shelter for that side of town so it's very important for people to know that this is a community project the media center circulation desk is in and I think on the next picture yep we'll be able to see a nice view of the graphic that's in there so the whole school the theme of Nature and made into into the local landscape as well as architectural design is just throughout the building so it's really looking quite beautiful and I love this continuation of the ceiling with the lights that really ties the lower part of the media center into the upper one it's very beautiful and the vertical look door so so this is going to be do you anticipate this being open most of the time it depends on the nature of how the librarian feels it you know is going to be used what's right about it is it makes that's from the main hole main hall driver's back is to the multi-purpose room to the lower Media Center that entire barrage opening door makes it one large open space obviously it's down and safe and can hold and then there's a regular door on the side that you would walk through so it all depends on the activity and more of the terrazzo flooring Rosie he could just pause there for a second so when it says West Corridor if to orient people if you're standing on Candlewood Lake Road facing up the hill that's normal so anything that says last in the next couple of size is the kind of toward the moving forward backward into the back part of the school this actually is kind of Central in the school it's the end of the main part of the main hallway the plywood in the main hallway has not been taken up yet but Maine Hall will have this similar Terrazzo look uh kind of mirrors the still River and the water in the nature theme is part of this this is a main Corridor um before the neighborhoods but after kind of the common areas of the gym and the sidewalks so the sidewalks are going in which really this is going around this is around the side so this is West Side here rosa sauce for everybody orientation this is the back of the school so there's a full egress sidewalk for fire egress and emergency grass and backside as well and the amphitheater Courtyard this is looking beautiful stuff is starting to grow there's sidewalks the wood is finished on the seating so this is looking really nice that's just another view from the back looking at the school and this is the East Brook the actual Eastbrook which after all the rain we've had is Flowing quite nicely um that's actually really nice out of school it's great and so not only do we on this not only as a reminder for everybody this is the front of the school so so we're looking down or down the brook really we have the two bridges that will cross as well as the the wooden Footbridge and there's also an entrance on land on the north side of the school so it's through four different entrances to the front of the school but we literally students were excited about this but but the staff needs it it's great for security we have remote from the school so we had some fun with that part of the building that's Pre-K now is that we're looking down from the north side this is kind of near the you see some orange fencing in the top left see that orange fencing top left that is on the construction fence around the Footbridge so that's that Footbridge on again faces the school left side and the widening of Candlelight Road the attorney Lane going into the school and from the other direction as well and lastly the demolition of Huckleberry right CDC were some lower level classrooms and the local gym the gym the main theme park there and it's from the new school looking at so close wow I know you've done a lot of visiting in the school I didn't know if you had anything I I I will I will say when they say it's 95 it's feeling it feels like there's the big things left to do with flooring in some places and finishing touches and then the outside yeah would look a lot like Construction fall I think it's important to be fully transparent um we plan to move in at this point looking at this you know we're being very realistic we don't know that it will be 100 shiny and perfect will be a few things that aren't done we're preparing the staff of that we want to prepare the board for that in the public um and get them ready for that but kind of like when you renovate your house or you're building a home when it's safe to move in that's one thing but the manhole fireplace might not be ready or the backsplash might not be complete and while those things might be irritating it doesn't mean you can't have a great experience making an organized safe and fun adventure getting okay thank you John okay you're awesome any questions okay uh three main points I was thinking definitely the correct update uh the Candlewood Lake Elementary School update and then I actually thought that Joy's um summary in the facilities everything happening in the facilities committee was important because there's a lot of work going on in the other schools that people don't usually hear about so yeah that's right updated you know I'll give you updated notes like what we gathered tonight and maybe we can even fold in a little bit more of the week because we have some info on the locker room I don't want to fully talk about a lot of room in the ball fields yeah it may be the first time we have a committee reports okay uh thank you Debbie upcoming events okay so there's no upcoming event so from now until August 16th our next meeting there's no upcoming events at BHS in the middle school too but for Canada Lake Elementary School we'd like to say that there will be a kindergarten orientation that will be scheduled as well as agreeds one through five orientation an updated letter will be coming will be sent to parents and staff by August 1st so and like John mentioned this Friday will be the building of our in inspection which will determine the next steps moving forward and the week of August 14th we're hoping that the faculty will be able to come in and set up their classrooms in an orally fashion on their own time volunteer obviously and that's really it as far as welcome events a whole lot happening in the summer just do a little plug here for the public library only upcoming event really is that our summer reading program is underway at the Brookfield Library we still have tons of programs for kids and teens and they have until August 11th I believe it is Friday August 11th to complete our summer reading challenges and the government lots of kids at the library thank you okay that's it for our agenda tonight um we will be going into executive session we'll take a motion to do that momentarily for those of you who are watching uh on on TV or on streaming um the the broadcast will end at this point in time so go ahead recommended motion that the board enter into executive session for the purpose of discussing the superintendents contract Okay so we've been seconded all in favor okay good night everybody

meeting say aye oh let's suppose say nay okay our meeting minutes from June are now approved now we can go on to um uh item number five our first general public comments Christian would you like to lead that so this first general public comment is an opportunity for members of the public to address the renters commission about any topic for up to three minutes public comment can be made by phone callers must press star nine if listening by phone or use the raise hand feature and viewing through the web link we'll give it just a minute but there are no attendees thank you very much Kristen we can go on to the next item number six which is our business uh we can start with 6-a discussion about establishing a liaison to the house housing and Human Services Advisory Board it's hhsab uh we have one attachment here which is the summary of the role open up discussion on this um and just encourage anybody who's interested to become liaison to Express that interest now um I've attended I think two meetings and there's some really really great information in there go ahead Jeff uh just a quick question and reading through the um the summary that was provided um you know I see what their bylaws are um would this role be merely um just an advisory capacity where we kind of attendance looks like every other month um you know report to them and then bring back reports but in terms of their bylaws and their like their working plan and stuff like that um is that part of the liaison role as well or is that something they do as a committee and then we are just um observing that's a really good question you wouldn't be a voting member but you would be um able to kind of like you said advice advisory so kind of help inform those decisions uh Jamie I saw your hand go up yeah I was just gonna ask um when do those meetings take place and are they open to the public like our meetings are yeah they are open to the public um I believe and it's uh it's the second Thursday of every month is what it says on this sheet anyway and I I said in person here on the on the sheet but I I believe yeah it's zoomed now uh one more clarification um is it every month or every two months uh the sheet says every two months so they meet every month um but there just has been um like on both sides the hhsab and what the renters commission finding someone to commit to the whole um to attending every second Thursday and then you also have a renter's commission meeting every third Thursday it's a big um a big commitment so we've talked before about trying to share the role maybe having an hhseb member attend some of these meetings and there'll be kind of some back and forth that way but that every other is kind of to make the position a little bit more like flexible and I feel like maybe well I'd be willing to um volunteer for that if nobody else is interested thanks okay thank you Jeff I will put you in contact with the um that liaison for the hhsad I think they'll be really excited they've been interested in what the renters commission is up to so that's great thank you Jeff um is there anybody else before we move on is anywhere else who would be interested just want to open it one more time okay um sorry given the number of people that are um not here today um is that something we you know want to table until we can find out if anybody else is interested or um because we're missing what three or four people I think um I personally feel that you know they can always express interest later and we can always swap out our liaison um if that's desired I think it's been a vacant for a while personally but I'll pass it on to Jamie yeah I was just gonna say I don't know if this would be an option but I'd like to have like a list of substitutes like if Jeff you know was the liaison but couldn't make a meeting like I would be willing to kind of jump in um if that's an option or would be helpful I don't know if I could commit to the full thing but definitely interested Jordan was your hand up sorry I didn't I didn't mean to yeah I'd second that from Jamie um I think I'm happy Jeff that you're stepping up to be the main liaison but I would also be willing to be an alternate um maybe we could just have uh like a list of people one two three I'd be happy to be number three if Jamie's number two and if you can't make it you could just send a text to Jamie Jamie can't make it Jamie could send a text to me right okay um so should we hold a vote Kristen on that you don't need to great all right thank you very much Jeff again thank you Jamie um let's move on to 6-b discussion of and review of our 2023 2024 work plan let me open this up here I'm going to pull it up on the screen so Kristen could you explain a little bit to us that it says 2023 2024 work plan this up here says for the 2023 calendar year um yeah same um saying 2023 calendar year would have been a more accurate description on the agenda um so just kind of a review of the work plan that was approved at the end of last year and for new members the work plan is just kind of it's exactly what is named it's just the plan the renters commission agreed on um to work on this year but bylaws say that the renter's commission should um that you have to do a work plan um and then at the end of every year city council will receive a report um kind of a about what so it's a way to kind of measure your work and keep it organized anyone is interested in maybe describing some of the the work that's on there maybe some of the work that um is in progress or was accomplished that might be helpful yeah there are a few things that have been addressed or have started to be addressed um and I guess I'll start up at the very top we did do some research on the wait list situation where in the city there's been a lot of there's this new practice where a lot of landlords are charging money to be added to a wait list a lot of states and jurisdictions around the country do regulate that sort of thing but Michigan is not one of them um and so we we compile a report we got gathered some information by calling landlords and all that and we get handed that off to city council with some recommendations on it so we have I think addressed to the the top Point here um I don't I feel like we haven't really fully addressed the second point we have started to it a little bit inside of that which is uh addressing you know auditing I guess uh chapter 105 Section 8 5 30.

2023-07-21 Pima County, AZ YouTube / asdbazgov transcript source: youtube ASDB Board Meeting (07/20/2023) · passage 1
foreign good afternoon everyone um I'm calling the um board meeting for the Arizona calling the meeting to order for the Arizona State schools for the deaf and blind board of directors meeting um I'm going to ask Leticia if she is on to go ahead and call roll maybe not all right all right I will go ahead with what I've got hopefully I have everybody maybe not oh I've got her Leticia do you want to go ahead and call roll I think you're on mute all right I'm just going to go around Mike Gordon I'm here Colette Chapman here Lynn Davison Brittany Buchanan present Linda Bove present hi Catherine sianko hello president and myself suitcase knifel I think I got everybody moving on to agenda item 1.02 it's an information item presentation on accessibility I'm going to turn it over to Aaron and um Dr Scarborough perfect thank you and excuse me I'm trying to multitask I'm wearing multiple hats here um good evening board President Michael uh members of the Court superintendent Reitman and assistant superintendents Cooper and catch off uh for the record my name is Aaron Moya and I'm the director of media technology today I will be presenting information on how HCB is accessible via our websites and social media platforms um included within your board packets is an accessibility presentation that goes pretty in depth of how the asdb media team makes digital media accessible um I kind of like to call this a procedural presentation as it shows the why how and where some key areas of the focus really is designing developing the digital media Platforms in a way that accommodates all audiences with the goal to create an inclusive environment where everyone can navigate and engage with our websites and social media channels effortlessly our mission actually revolves around you know apprehending and acknowledging uh the distinctive needs of our student body and community and we're committed to guaranteeing Universal accessibility of our online content ensuring of course it is fully inclusive all facets of our digital content and here to Ada guidelines that's the Americans with Disabilities Act wcag which is the web content accessibility guidelines and also Arizona State policies um some key areas to consider for our websites and social media accessibility include quite a bit of things I'll try to keep it short um alt text image descriptions clear navigation color contrast keyboard accessibility captions and transcripts and properties of hashtags now in addition to these common accessibility standards that are set we actually strive to make content more accessible for our deaf hard of hearing and blind low vision communities this is primarily done through the use of audio description and embedded ASL videos now for the ASL portion of things I will go ahead and hand it over to Dr Scarborough so she could provide some insight regarding the ASL portion hello everyone thank you so much Aaron for allowing me to be part of this presentation typically for Content that is uploaded to social media or websites in ASL we do generally receive a request through our media Department sometimes the request comes from other departments throughout the agency as well we do frequently partner with the media Department those requests are typically um met by our staff interpreters we generally do most of our translations in-house staff handle our translations using the agency provided equipment sometimes that equipment does not always satisfy the needs of the translation process the translations are handled on the Fly generally need to be done very quickly and our staff do have to handle some of those editing those editing needs on their own so the interpreters are doing some of their own editing for the videos that they create of ASL translations so that they can be returned to Media quickly media will then add audio description captioning and other aspects of accessibility to what the the translations the interpreters provide and again that is to expedite that process so that media can get that information loaded as quickly as possible some of the equipment that are an agency approves to use does not allow for the expedited processing of translation requests that is one challenge that we have faced our interpreters do address and fulfill those requests as quickly as possible we do collect data regarding how many translation requests we receive and how much translation work we process on an annual basis so we do monitor that work translation work that we have done with media and social media content as well as general content across the agency has continued to increase on an annual basis we have also increased our use of cdis to complete translation work as well and that is continuing to increase annually because of the increasing demands we have increased our number of staff and we are continuing to recruit for cdis to join our staff that is a significant part of the ASL department and um something that we strive to do in terms of providing inclusive content and collaborate with Aaron's work and his team to ensure that everything is accessible Aaron I will turn it back to you if there's anything else you'd like to add about that thank you Jennifer um you can say the better um so um continuing on um just to show the asdb media team we we do regular reviews um and we evaluate the accessibility of all of our digital platforms we addressed you know any identified issues um well of course adapting to new trends in fact most recently we created a feedback loop and have put that into all of our public asdb websites um this basically allows for users to submit their feedback if something may come across and is deemed non-accessible so we made that available for the community to provide feedback to which then we would evaluate take a look at in fixed areas you know where needed um so not trying to take up too much time here but you know in conclusion by us embracing website and social media accessibility we do Foster an inclusive environment for all members of our community it demonstrates our commitment to accessibility rights legal compliance and public perception um and with that said I appreciate your attention and I welcome any questions you may have thank you both very much I appreciate it I do have a follow-up question so one of the big concerns that has been brought to the board's attention is the accessibility of the policy and I I understand that policy changes we'll say regularly and it would be hard to do that in a ASL visual format if someone internally a staff person or externally a parent would request that that was um translated so that they would have access in ASL is that something that you guys would consider doing um that's a great question Lynn um in fact we actually did some test runs um in relation to our online policies and how we could potentially make that more accessible uh in ASL um for this portion because there's a lot of data tied to that it might be a bit much but to answer your question yes we of course we would be willing to accommodate um in any way shape or form um Jennifer if you could shed some light on our test run that we did so um Aaron I know I believe you have the specific numbers uh however we did look at if we were to pull a specific um documents and provide a translation of that we looked at how long it would take to translate that document so the the entire process of translation so including the amount of time it would take to translate um as well as what it might take to hire a contracted CDI and bring that individual in with our media team they would need to analyze that policy um get clarification on meeting really translate the entire thing into comprehensible language in American Sign Language because as most of you know it's not just translating English but it's also understanding um that that becomes it needs to become a digestible piece of ASL content it needs to be digestible by the community and um just like our procedure at the board meeting it's really not accessible to the public sometimes they come in and they and they don't quite know how to access these meetings it may be that they're not entirely sure how to make a public comment there's a paper at the front of the gym when or the auditorium when we have in-person meetings but they may not know what that paper is for foreign they may not understand whether the statement is going to be read if they were to submit it in writing um they tell me to write this out to make a public comment but the announcement to fill that out is made online prior to the meeting so when they get to the meeting if they've missed that if they've missed that announcement then it may be that they missed the opportunity to complete that form and and submit their public comment generally we don't see that comment or that announcement at the meeting I I share that with the community when I'm there I make that announcement to people sitting around me but that's not actually my responsibility so is the meeting accessible well there are interpreters there yes but it's still not an accessible process so interpreting policy falls in the same thing we can't interpret the policy we can put the policy into American Sign Language yes is the policy therefore accessible so we can hire an interpreter to interpret or translate that policy yes we can upload that translation to the website does it now become accessible is that the end of the story is that what the board is asking for are the interpreters that we hire policy experts to then translate that policy um and there that may really cost a lot more it's it's not just simply hiring any interpreter to translate a policy so I I suppose I'm answering your one question with several of my own okay and yes Linda go ahead Linda here I do see that there is a barrier but what is it that is really obstructing our goal in our vision providing accessible policy as a board member when I receive policies I admit it's difficult to follow I represent the deaf community on this board and I recognize that I am not the expert in the room and I'm still learning but for us to understand policy there needs to be a large participation from the deaf Community for them to fully engage in procedures so yes having it in ASL obviously that is the obvious solution yet there's more behind the scenes that people don't understand I think it's important for even our students to be engaged in how policies are created and why they're posted in this situation so I think there we always talk about the costs that are involved and all the resources needed and I'm fully aware of that I do this type of work on a daily basis but I think this is a wonderful opportunity for cdis to expand CDI employment opportunities at the agency uh maybe we can bring in Maria Murphy to work collaboratively to explain policies throughout the run so I think that's just another perspective especially for cdis and work opportunities the class we need to stop discussing the cost of that aside for a moment um if that's always going to be the barrier then accessibility is never at the Forefront so student achievement deaths achievement rates need to happen because we start thinking differently on what accessibility looks like for our families for our students for community members their policies aren't easy to read generally so I do have to be assertive and ask Maria can you please interpret what this means and we have to start with making it accessible for the deaf community so absolutely I agree with your perspective Jennifer thank you and this is 2K I I I really appreciate your comparison um Dr Scarborough and I understand the complexity to this um but I think it is something that as subject matter experts in deaf education and in blind education it should be something we're striving for um to have that communication parody that is not always there um and I think you you brought up some ballot points some very valid questions that's got me thinking um now as well um but I'm just wondering what I I look at it from even a staff an internal standpoint um when you have somebody whose primary language is ASL and English is their secondary language and really that can apply in multiple situations we've got folks on campus that are trilingual as well the the equity is not there as far as being able to understand the content in the same way as everybody else does and so I I I am concerned about the cost involved in this and I'm also concerned because policy changes but I'm just wondering if you know this is something that we can continue to discuss and maybe work towards some way of leveling that playing field um I think we would have less I think we would have less issue if people were able to understand the policies and procedures that are in place and I will be the first one to admit as a state employee they hand you this handbook and expect you to understand and read it and sign off on it and it's not until later on that something comes up that you go back and and you know take a look at it again um but there should be a general understanding upon hire for staff there should be a general understanding um from an access standpoint for our community members and stakeholders as well and I agree with Linda you know this this is how we um get students involved in the legislative process is they have to learn these things somewhere and a great place to start would be asdb but um I'm not really asking a question here but I I do appreciate what you guys are um sharing with us today and I I do think this is something we need to continue to find ways to make things like policy which are not very digestible to anybody more digestible absolutely I agree too um reading policies I get lost I'm you know what does this mean you know sometimes I have to translate it myself by asking others questions um do you know that we are currently developing some technologies to better provide accessibility when it comes to policies um so just to make you where things like that are being actively worked on um not quite ready but we are aware and perhaps this kid you know have further discussions and figure out you know what is the best way we can present our policies um or access to those policies things of that nature thank you um does anybody else have any questions before we move on thank you again we're going to move on to um 1.03 which is the call to the public for agendized items we have received one um and I'm going to just quickly read it it is from Soren Nicholson current asdb stat and their their comments read dear board members thank you for your time today I would like to make a public comment regarding action points 6.01 and 6.02 addressing schedule changes for pay as well as proposed salary increases action point 6.01 seeks to make a conglomerate of therapeutic staff on one related Services pay scale reflecting now social workers educational audiologists psychologists occupational physical and speech therapists as a related service provider my steps per pay have been recalibrated we will soon be recognized for years of service with the agency which I appreciate appreciate very much we can now move up steps I wanted to share that during the recalibration process there are staff whose rate either did not change or went below what they currently make for those in this situation they would need to acquire more years of experience before their income increases historically a cost of living adjustment or Cola was the only way related service providers could increase their salary action points 6.02 details plans for proposed salary increases teachers some certified staff and other part-time full-time will be receiving a cola and it's much deserved related services and other certified staff will not receive a cola due to our recalibrated steps while the agency is moving in the right direction I would further challenge it to understand that the cost of living goes up and somewhat indefinitely for everyone colas recognized this and when offered communicate a sense of gratitude for doing a job we all love to do asdb has a clear goal in bringing forth the best when educating our children who are deaf hard of hearing visually impaired or deaf-blind asdb could equally have a clear goal about committing to their employees Financial well-being is it possible to consider extending the cola to all certified and non-certified whether full-time or part-time including related service providers I appreciate your time to review my comment and thank you for your commitment to our community by being here today kindly Soren Mickelson questions moving on to 1.04 information item the superintendent's report superintendent reichmann now can you see me yes we can good afternoon board president kenniffel members of the board of directors assistant superintendent catchov assistant superintendent Cooper and asdb community Welcome to our July 20th 2023 board meeting I would like to say thank you to the board members for your flexibility in transitioning our scheduled in-person meeting over to zoom we needed to do that this afternoon because we were having electrical issues at the pdsd theater that we call the SPAC thank you all for your flexibility I have two items that I would like to briefly mention before I give my reports the first is that I'd like to let you know that we do still have two vacancies on our board of directors if you know of anyone who may be interested please do encourage them to apply with the governor's boards and committees office the second is that I'd like to let you know that we will soon start the search for our new permanent assisted superintendent part of that search is speaking feedback from the community I will be setting up town hall meetings coming up in October there will be one in Tucson one in Phoenix and one online on Zoom [Music] I would greatly appreciate your assistance in planning at these town halls and encouraging our community members to attend and participate in these Town Halls during the town halls I will give a brief history of what has happened so far at ascb and then I will ask for input on the qualifications the appropriate qualifications for the next assistant superintendent with that I will move on to my reports if you recall during our May board meeting I talked about the theme accountability and during that meeting I shared a story with all of you about everybody nobody somebody and what was the fourth one anybody and essentially about not completing a project so I want to reiterate the point of accountability and I would like to go back to that theme of accountability to emphasize again the importance of accountability and if you remember at the last board meeting we talked about our operating principles accountability collaboration and transparency the importance of accountability and in supporting the other two operating principles who are we accountable to primarily we are accountable to our students foreign we provide our students with opportunities to learn and grow so that when they graduate from high school they are then ready for Life After High School they may choose to go to college or go into a career or a job and we are also accountable to the parents and families of those students we are also accountable to our teachers our staff our leaders we are accountable to all of you the asdb board of directors we have accountability to the governor and the governor's office as well and the state legislature and finally we have accountability to the citizens of Arizona so the question then becomes how do you know that we are accountable one response to that question is to look at our strategic plan you the board of directors developed that strategic plan and we recently completed the 2023 strategic plan report so if you look in your board packet available on board docs under the superintendent's report you will see the 2023 strategic plan report in that report we have as you recall four pillars Excellence communication and relationships outstanding student development superb organizational culture and effective resource management if you've taken the time to review that report you will have seen that under each of the pillars with the priorities we also have metrics most of those metrics have three years worth of data for the first time we can really start looking at that data analyzing and drawing comparisons with that data we may be even able to begin interpreting some of that data I'm going to give you some examples of the different metrics and data from the Strategic plan and the hope I also hope that you become curious and that you take some time to read through that strategic plan report and start to think about the data that is being presented there in terms of excellent communication and relationships most of the metrics are focused on satisfaction we do satisfaction surveys we see the results of that satisfaction survey we have a score of one being the least satisfied and five one through ten excuse me ten being the most satisfied looking at last year's data in 2022 and 2023 the parent satisfaction data was an average of about an eight in in terms of all of our educational programs campus-based Early Learning and itinerant Services about a score of an eight which is the same as two and three years ago so it does seem that we are pretty consistent in terms of parent satisfaction foreign looking at special education directors satisfaction data last year the 2022-2023 school year you can see that in our Early Learning Program we averaged about a level seven in satisfaction campuses averaged about an eight and itinerant Services about a seven so again about the same as two and three years ago there is some data from the community stakeholders but we do not currently have three years worth of that data we can see that Community stakeholders are less satisfied with the agency we also do employee or staff satisfaction surveys and this is looking at whether staff are satisfied with our jobs with their jobs overall staff satisfaction last school year in 2022 to 2023 did decline to about a 6.5 compared to the previous two and three years we also look at satisfaction with the superintendent's performance and you can see that last year um satisfaction fell in that area as well compared to two years ago and three years ago the second pillar is outstanding student development we have some really interesting metrics there and some interesting data I took some time to really look at that data and analyze it yesterday to try to understand our own data a bit better the first two metrics are focusing on language outcomes for birth to three and preschool for our deaf and hard of hearing children if you read that it says that last year in birth to three beginning language with early intervention after six months of intervention the average baby is acquiring seven months worth of language at six months so and that was the same as about a year and two years ago if we that's not just a struggle for asdb it is a struggle for other organizations that nationally is not available it is something that we are continuing to work on looking next at post-school outcomes this is for after our students graduate from high school our students who graduated last year we do know about a hundred percent of our students we got data from all of them of those students 41 percent are employed or in a post-secondary education program so College University or a technical or trade school so some type of higher education so again 41 percent compared to the itinerant students for itinerant students we do not have 100 of the data we only got about 32 percent response from students and have data from about 32 percent of those high school graduates of those 73 percent are either working or they're in a post-secondary education program of some kind we also have metrics on our state assessments and these are standardized assessments um both um we have for our campuses in both English and math for Tucson campus and Phoenix campus looking at both of those campuses most of our students fall into the category of fars fall below foreign students and again we do not have comprehensive data on all of our itinerant students in order to get that data we have to request it from the school districts and they have to then give it to us for us to analyze some school districts do that and others do not so we have some of the data but not all of those students for whom we have data you really have to look at that carefully and it's very interesting I'm not entirely sure what it means but it is broken down by third grade 8th grade and 10th grade and again English and math looking at third grade and eighth grade students are either Falls Far Below or minimally proficient so somewhere in there in both third and eighth grade either Falls far below or minimally proficient but then if you look at 10th grade almost all of those students are Falls Far Below and I'm not sure what that means I don't know if it means anything it per se but again we don't have enough years of data and enough comprehensive data to draw a a true comparison again we also have student satisfaction surveys and those students on our campuses do take the time to um to complete those and we look at their satisfaction with their academics their school safety the school culture and we do have data from our students for last year our students were less satisfied than the previous year the previous two years next is superb organizational culture our third pillar we looked at professional development that occurred at various trainings that occurred in 2022 and 2023 there was a significant increase in the number of training opportunities for our staff and most of that training focused on three things educational strategies curriculum and Leadership another metric under pillar 3 included teacher diversity and staff demographics for example we have approximately 2 100 students all together and this includes our Early Learning Program campus-based programs and itinerant services so all total about two thousand one hundred who are deaf hard of hearing blind or visually impaired if you then look at our teacher demographics and who they are we have approximately 220 teachers 42 of those teachers are deaf or hard of hearing or blind or visually impaired or deafblind most of them are deaf or hard of hearing so think of that so it's about 20 of our teachers when we look at our staff so all of our staff we've got a total of about 700 or slightly more what we have documented says that staff self-report on their identification and identify with a known disability our fourth pillar is effective resource management there are several metrics one of them is employee vacancies or vacant positions last year we filled about half of those vacant positions so that does show the challenge that we continue to face in terms of recruiting and trying to fill our vacancies some of those who we hired themed to find us because they were looking for us online they looked at our web page they checked directly with our directors or other supervising supervisors and they found that information on our website and decided to apply we do have metrics on staff ratios so for example on our campus-based programs both Tucson and Phoenix we have approximately 4.6 teachers per for excuse me 4.6 students per teacher in itinerant services we have approximately 13.3 students per one teacher we also have metrics on the master facilities plan that show our progress toward completing um the specs of that we also have a metrics on our Fleet Management that demonstrates how we are using our Fleet of vehicles and if we are using them efficiently we have other metrics that look at our budget the budget looks at the percentage of money allocated to instruction to facilities transportation Etc and we can see that most of our money is going to instruction we have metrics on cost per student broken down by each campus as well as itinerant services and early learning programs so again you can find those details in the report so looking at our 2023 strategic plan what does that really tell us it tells us that first of all we have a lot of tools at our disposal this is one of the tools that we are able to use in order to evaluate the agency's performance we have other tools as well but the street strategic plan is one tool this report has three years worth of data and in three years worth of data we can start using that to analyze the information and start asking questions about what we are doing as an agency we can also look at specific metrics and see if those metrics can give us additional information that we may need if those metrics are not giving us what we need then we need to change the metrics they're also giving us data and information that we need um in order to how to how to view the performance of the agency with three years worth of data we can establish some targets for each of our metrics I'm going to recommend to our leadership team that we start doing just that for you as the board of directors as well as the asdb community there is a lot of information that is being provided with the Strategic plan report the assistant superintendent reports as well for both of them if you read through those reports you will notice that each of their reports has different activities that relate back to the Strategic plan so you can cross-reference the activities that we are doing with what is noted in the Strategic plan I encourage you to do that we also have a finance committee and we have that report included as well there's a lot of financial data there I encourage you to look at that as part of our accountability being accountable with that information and it is not just our board materials and that we provide you you also have additional tools that you can look at for asdb and how we're performing and also be able to answer the question is asdb doing everything that we need to be doing in order to provide the best education and support for all of the students that we serve thank you Annette um I I have a couple of follow-up maybe comments and questions and then I'll open it up to the rest of the board for questions as well um a couple of things stand out to me and and you and I have had conversations in regards to this I really think that part of our data collection needs to look at when these kids are coming into us and where their baselines are starting at um I wholeheartedly agree we should be collecting the information um I know it's hard to get the information from the co-ops because um we are not the Lea of record for those students who are providing itinerant services but I'm I do think it's important for us to show how we are impacting those itinerant Services first of all um that's one thing but then for the campus-based students I really think we need to look and do comparison studies of kids that start with us on campus and stay with us and kids that come in at different um points within their education and show their progression as well um numbers are only as good as the story behind them as far as I'm concerned so we really need to look at where a kid starts and where a kid finishes not just as the whole but as groups of students that are more similar to each other as far as where they are in language development um and those types of things I think that's key um to making sure that we are highlighting the good things that asdb is doing and not just showing where kids are falling on that bell curve when it comes to State Testing I will get off that soapbox and I will open it up to see if there are any um further questions from the the rest of the board being none I will say thank you again superintendent reichmann and we will move on thank you we will move on to 1.05 assistant superintendent of curriculum instructions report acting assistant superintendent ketchup did I say that right with a name like knifel I appreciate that no worries well good afternoon board president caniffel members of the board [Music] superintendent reichmann assistant superintendent Cooper and the asdb community to start my report uh first I do want to thank Dr Jennifer Scarborough and her interpreter team for putting together a phenomenal phenomenal two-day interpreter Summit this week over 70 asdb interpreters attended 27 remain behind for a three day long intensive training that's a first part of a year-long mentoring program that mentoring program has been custom designed to apply the integrated model for interpreting which was developed by Betty colonos it was awesome to see all the agency interpreters in one place to see him in person watching them learn and collaborate together and the entire training was also done in ASL so uh I'm a big Arizona Cardinal fan since they came here in the 80s and similar to football similar to football I always like to look at each new school year kind of like a new football season and what that means is sometimes the players on the team remain the same sometimes you lose good players and you get sad and sometimes you add great players and you get excited about the upcoming season for this season at asdb I am very excited about the new talent that we've added which includes some homegrown staff stepping into leadership positions all right so let me introduce to you the leadership additions to team asdb for the 20 23 2024 season first I'd like to welcome Scott madston as the new CTE director Scott comes to us from PTSD where he's been a teacher since 2017.

yes uh next report student speakers I don't see any student speakers in the audience um I don't see any Association members in the audience to come forward to make a report be recognized um I don't see any PTA representative in the audience we're moving forward quickly so we now come to public comments Open Session items opportunities for public comments occur at the beginning of each agenda item we have one speaker his name is uh Fred smaller excuse me uh camera come to the podium please failed penmanship I'm saying my name is Fred smoller I'm a professor of political science at Chapman University which is an orange thank you for the opportunity to speak to you today this is good um from October 5th through the 15th at the Orange County Fair and events center I will be putting on with a group of people the Orange County sustainability decathlon we were funded by a five million dollar Grant by the state legislature and I can't help but smile when I drove in here to see your solar installations so you get it climate change is real I believe I teach courses on it and I hope it will be incorporated into the curriculum of the entire state but this is the good part I spoke to your city council and of course I asked for money I Got 5 million from the state of California and part of this exhibit and you can go to ocsd23.com are 15 homes that are coming from California from around the world that demonstrate sustainability and the use of non-fossil fuels for heating and cooling I happen to be the guy who brought the something called the U.S solar decathlon to Irvine in 2013 2015 you possibly may have gone to that so here's the good news and then I have homework the first part is the Anaheim City Council or the utility um portion of the city government has agreed to fund any school bus that wants to go at the high school level to the Orange County uh sustainability decathlon this is on October 6th what we call education day and we will have the Wyland exhibit and a number of great exhibits and we are encouraging the teachers perhaps to come to us in the morning and maybe in the latter part of the day give a lesson uh we we have suggested lessons about sustainability climate change whatever the teacher thinks is appropriate by the way my wife's a retired teacher she said don't tell them what to do so it's the teachers can also apply for Grants and and we give out the money if they want supplies whatever they want but the big part is your city council has done this we would like now here's the homework part I'd like you to send this out to every High School teacher and let them know I would like you to encourage all grades to come to the event center uh and I'd like you to encourage to the extent that you can all of the Anaheim residents to come and here's my dilemma I went to Sacramento got my check for well then give it to me but I got five million dollars because they said you know we are engaging in this enormous undertaking to convert our economy to sustainable practices and I said great we're going to be the only County of 58 counties to do this type of decathlon because we think education is so important they but I said you can't do it in one shot I want to do it every two years and they said well show us local government support show that the students went show that the the school boards and I'm speaking to every single School Board every single city council that's my summer that you think this is a good idea and if I have the turnout and I have the students then I can go back to Sacramento and say gee you know we're the leaders in this Orange County and my ultimate goal isn't just helping us adapt to climate change there's another goal and my other goal is to make Orange County the sustainability capital of the world and that this should be our next chapter in our illustrious economic history so you have this I'm going I'm going I sent the PDF to your public information person this is the superintendent here are who is she here wait superintendent my new best friend my my card is there and let's get together it's win-win they go the buses are paid for uh I think it'll be a good event and hopefully we'll have it it's open to K-12 although the buses are just for high school maybe talk to Ashley a mayor and get it for everybody okay thanks for your time thank you Mr smaller thank you can we get that in the Friday update you know so it's in our file yes but we'll get that in there yeah thank you so uh I have a question uh Professor he's the only Professor that he so Professor um so you put on the uh the solar decathlon it was at the at the Great Park that was me okay I was there with my son congratulations but the students were the most passionate and gay not college students which is what I teach but the high school students and the high school teachers they were the ones now I did bring it here I started this in 209 my hair was not nearly as gray um but that's the U.S department of energy solar decathlon I felt California needs to have its own in particular why I wanted our own is that this now has a K-12 component the U.S department of energy does not have a K-12 component ours has an Outreach to uh all communities there's a I was part of the U.S solar decathlon I love it but there was a kind of a elitist tinge to it I mean those kids were going to do well no matter what quite frankly Stanford and UCLA you know so we are reaching out to schools like Rancho Cielo construction Academy so I'm a local guy it's a California event we cannot effectively combat climate change without education you know that and uh and I think it's substantive and there's it's not controversial and I think um I just want to keep this thing here for the next 50 years so okay thank you very much for your presentation thank you okay that's good that's good [Laughter] oh we have another 70 to go all right thank you Mr belski please item of the business Educational Services School sponsored student organizations do we have a motion slow moved the motion in a second second uh any discussion this is on 8.1 Tina all in favor say aye aye opposed yes five zero resolutions resolution is 8.2 resolution number you know what you wait wait I don't want to um but I don't want to uh not vote for this um Club but I thought I felt that they need to kind of revamp their purpose um and it's uh exhibit G um it's the pi Club Pacific Islander um I don't know if uh are you looking at it Jaren okay so my my issue was is it truly just is it truly a dance group because that's really kind of what they focus on um and I didn't feel like they they they they spoke enough about how they were going to um uh okay so it says the purpose is not to only learn but to expand the culture um to everyone willing to listen and learn it's also teach cultural dances so explanation was just a little vague so can you get back with them I feel like it's a kind of a teachable lesson for them to kind of go back and revisit their their purpose they may know their purpose but maybe expand it yeah if it's dance that's great we would prove it I mean it's a club for dancing but I think if that's what they want to do then they need to just to speak to that okay thanks okay uh 8.2 was resolution number 2023-24-e-01 annual certification of course based independent study for 2023-24.

2023-07-21 Washtenaw County, MI YouTube / CTN Ann Arbor transcript source: youtube Ann Arbor Renters Commission Meeting 7/20/23 · passage 2
that's the early leasing ordinance which regulates when leases can be signed for the next the successive term the next term like rental term and um I think we did propose we recommended that city council should consider making some changes to it and we provided a recommendation as well on that but I feel like there's probably more work that could be done there I don't think we've really updated the rights and duties attendance booklet a whole lot there have been some updates done by staff um see enforcement processes for chapter we've started doing that but I feel like um that could also do some work a right to council initiatives I haven't really updated a lot of people in you know I haven't updated the commission a whole lot on this but I have started contacting people who were involved in Detroit's right to council program and anybody's interested I would love to have you collaborate on that um yeah I'm not going to keep going here but there's there's quite a few things that have been addressed but there's also a lot that hasn't been addressed I wanted to add quickly that for the enforcement of chapter 105 um under the commission commissioner education section rental housing staff attended one of the meetings earlier this year and I'll send out a link to that um for our new members they did kind of an overview of the enforcement process and then they answered questions so that might be a helpful um meeting to watch or maybe like listen to podcast style um it was pretty informative um and then he did do some Fair Housing Act info with the HRC um visiting at a previous meeting and then you also have your meeting in April that is the only one so far yeah thanks one thing to add on to that is there was also we did request some clarification on enforcement of uh one specific part of the of chapter 105 which was uh I think 5 30 and and 531 and we did receive a memo from the city administrator that kind of clarified uh what the city's stance is on and how to enforce these things and some of the challenges they're experiencing and I I'd be happy to send that on to the entire Commission because I think it's important to read I'll uh put this question out here to the commission does anybody notice anything that's missing on here or do you disagree with the prioritization of a certain point if you have any questions about it I guess I feel like it would be nice to prioritize um some of the ELO stuff because we're running up on that and we still really haven't gotten education stuff out I'm starting to get a lot of emails so um yeah just that put in that two cents is there education to landlords or tenants or both well both I mean I think we always need both but um the tenants we have more Avenues to access I think quicker um but yeah it's getting to be that time definitely um I would be interested to um see some more work done related to the point about evictions and sorry I just made this small but I think it says yep diversion programs um so I don't know when would be a good time to introduce that I know we've kind of got a couple of things going on all at once right now but maybe with if there are any like new members that are particularly interested in that too that could be um something to prioritize I I understand it's low on the list but thanks Jamie Jeff um I think personally I would not mind seeing um maybe a slightly higher priority for uh getting that rights and duties booklet updated um you know since that seems to be the at this point in time kind of the first um contact ELO stuff might have to that's one of the first things that people see that you know that that law and and um making sure it's in there and it's something that that's not missed in a resource that uh everyone's supposed to get I think would be good um and I don't know if um we might want to add something about you know look looking at our other meetings in the past and some of the things that we've um uh dealt with whether it be the gas ordinance or now we're looking at the whole notification thing um something on here perhaps um regarding addressing concerns that might be brought to our attention as well um I know we kind of are expected to do that but it wouldn't hurt to maybe put it on there too could you repeat I'm sorry Jeff could you repeat that last point I think I didn't fully understand um just you know looking at some of the stuff that we've we've um uh done over the last you know since I've been involved in terms of you know holding education stuff and um you know people email us we have problems we've we've looked at various concerns that are kind of outside of these lists this list as it is and we don't know when they're going to be brought to our attention um maybe a an addition which would just include you know responding to concerns that are brought to our attention I know it's something thank you now are expected to do but it might not hurt to have it as part of our plan too you could even categorize those broadly like I think there's been like sustainability concerns which sometimes are brought up by renters and sometimes it's like legislation happening so maybe like a subcategory of the responding to new concerns could be sustainability and then maybe we could look at the trends of emails and see what else oh I had another thing about the tenant booklet um the most recent tenant booklet does include ELO but for right to renew it's a printout that is added to it um and um the clerk's office just updated all of them to include the um it's like we call a leaflet in the office um so if a landlord beaded them there'd be no weight sometimes we have to say like it'll it'll take us a little while to put them together can you come tomorrow um so right now there's about 2 000 prepped and they have no um wait they're ready immediately it's fantastic thank you rosinita um I agree with what everyone else was saying especially the um was it putting the eviction for the city of Ann Arbor at a higher point on the list um you know we I did read over the agenda and one of those letters was about that and I do know that we have that the eviction crisis going on within the county so it'd be nice to know where Ann Arbor stands and all of that um but also I don't know where I just don't know when it's getting implemented but I remember that the city council had passed um something about how homeowners including landlords we're going to have to do those new energy Audits and have that energy rating system of some sort was that coming Kristin do you know if that was coming out for this upcoming year or next year because they were going to have landlords I guess it was going to be on there and potential tenants were going to be able to see how I guess energy efficient the the rental units or not the buildings but like if they were renting someone's home how efficient those were going to be I don't know but I can find I can reach out um and find out either the rental housing or sustainability um because the status of that is because that I think does meet what a lot of the interest has been this past year right and I think we need to kind of get educated um yeah yeah I'll second that um Julia um I pretty much agree with what other people are saying oh and there goes my camera um but uh I just wanted to add um if we do like a sustainability section like Kristen was saying um and I think Zechariah you were onto the the there was a subcommittee in the sustainability office on green rental housing and we over a year ago did recommend that an ordinance would go requiring part of the building inspection um to have environmental upgrades um but it's more than just a new thing there is part of the building code passed in the 80s saying that there has to be insulation Windows have to be sealed it's a whole weatherization act for any renter who pays their own heat uh and I don't believe that is enforced and it would be great if we could get building inspectors um to start enforcing that as a first step I completely agree with you Julia um I was I had the opportunity to talk with someone a student at University of Michigan who was doing a project with OSI the office of sustainability and Innovations at the city I met with them just you know a week ago or so and they were talking about um weatherization issues and and how to inform tenants of their options when it comes to weatherization and I recommended that OSI consider informing tenants about their rights under that under the whether it was existing weatherization law um and well I also asked about the recommendations that were made by the green rental housing task force that's the thing that you know the body that you mentioned earlier Julia it was formed by OSI and it gave some recommendations for the recommendations having to my knowledge been realized yet and I asked uh when we could expect that to be brought before city council and I believe if this is correct that they're expecting to to present something this fall I'll have to double check with OSI that's what I heard and I'm definitely excited for those um those recommendations to hopefully become a reality because I think there were some good ones in there one thing that comes to mind when you guys say that you know the efficiency part is really important but also I think in our education it's important to remember that um that we need to be telling tenants too that they can call DTE and get estimates um for bills and things like that because you know there's the sustainability piece but for people who are very low income the the biggest pieces to like what are my expenses going to be each month um and more so than than knowing the efficiency knowing the past history of those bills can be really helpful and is something that is available to them so just kind of as we're working through and coming up with the education pieces um it just does take a call to DTE to get that information and I'm sorry guys I've got a cold so I'm not very good at talking tonight so I won't do much of it but Jordan I actually have a question for you I'm going to make you talk again um you said you just have to call DTE because I had a question exactly about that and I thought there was an online way to check is there is it just calling or is there an online online to check it I haven't seen so um you know what I see on my interface is different because I have like all of the things um I can do some looking while we're on but I just generally have advised people to call and they do um get like the last 12 months history but let me do some looking while we're on the meeting if it's in the lease that you're paying the heat the landlord is supposed to supply you with the previous bills to give you an idea what it costs um you can't always call up because like I pay my landlord but the bills in his name so he forwards the bill to me so I can't call DTE and they won't tell me I'd just be curious have you tried Julia because they they tell us that they will tell because I mean technically when I'm having a tenant call you know our situations where people pay is one group pays they move out the next group pays and so they will they will call um and they'll be able to get the estimate even though the account is not in my name technically like I'm the default um but they'll be able to get the information even though the current account is in another name and also I believe that's true with City water as well so be curious as to if you've had the experience that they actually wouldn't share that information um because that's that is our situation that someone different is paying it and people are able to get to get estimates um so not saying that that isn't true but that that hasn't been the experience the attendance that I've referred to call have have gone through I mean I didn't try this year but I did last year with my previous landlord because he did the same thing the bill was in his name and then he forwarded the bill to me every month and um I had called before I moved in and they said no he's the owner we won't give you information that's really a bummer to hear but thanks thanks for sharing that with me I'll do a little more looking into it to make sure I'm informed of current practice too okay Kristen I saw your hand up I think that's a great thing to share with renters and it'd be really easy to put that information on the website um I don't know why that never occurred to me it's a call because it's always like I don't know every year you're trying to move into a new place you're kind of winging it otherwise so that I think would be great for it is and I mean I always give the personal caveat that you know things can vary a lot if you have you know for example we go through a group of people that all take 30 minute showers and then the next group comes in and they all take seven minute showers like your water bill could be a third um so I always kind of give a caveat that usage usage varies quite a bit but that that estimate is is helpful I think for people to have um especially like I said lower lower income folks especially too and it's true about water water and a lot of water information is public um and I don't know if customer service or foia is the best way to get that information but um it's that's true about water for renters who pay their own water the last thing I'll add here about the OSI green rental housing task force you know results of their recommendations and all that is that they are and what I heard is that they're probably going to produce some videos on how to weatherize apartment units and those could be pretty helpful explaining how to use stuff like ropecock or um the film you know window film and I'm gonna email them and see if there's any way that the commission can help in creating those videos or distribute one more thing and then we can move on I'm curious if the green rental housing task force did any collaboration with landlords to see what is permitted I know one person who's landlord um like said like don't don't put the film on like don't put anything around your window it's not allowed um and so I just was wondering like if that I don't I don't know if that is common um but I know people tend to be apprehensive about making changes things in their units so I just was curious about that that's a good question I think oh go ahead Julia I was just trying to give you a break for a minute there were landlords on the panel um and it's it's Hit or Miss depending on how well it's done whether it's actually going to damage when you take the tape off um so we were trying to uh get some changes in this new kind of Green Ordinance that would um it would get around that so that that part wouldn't be an issue thank you okay so bringing it back to the work plan um we do have some suggestions here for changes to the work plan um if there's anything else I think Now's the Time to mention them um one more thing that came to mind just to finish that thought is um as were as we're asking for participation in those videos you know I think having rental housing say like this would fail an inspection like those kind of things because that way when Tenants come back and say oh my landlord told me that it would fail you know that it wouldn't pass code if there was plastic on the window or something because I think that's what people are told and rightfully what landlords are you know kind of worried about in these um you know high density rental housing having a window block for egress those kind of things so I think that they would be an important part of that discussion you know that that was all I have to add to that I'd like to um build off of something that um that Jamie said earlier about the evictions you know someone else said that the eviction should be higher up in the list and I really agree with that I think that we put this as a low priority because we I'm speaking for myself I just don't know very much about eviction um diversion programs or I certainly didn't know very much at the time but I think that that is a very pressing problem and if anyone is interested in coming together and meeting to talk about different policies that might be able to reduce the evictions um I would be open and very happy to participate go ahead Jimmy yeah and I just wanted to say I think the right to council like fits perfectly with that too so I feel like we're kind of already on that track you know in us in a way with right to console so that was um cool to hear that you're kind of working on that a little bit so before we move on from the work plan I just have two suggestions number one is that the um I'd like for the enforcement like right to renew enforcement suggestion committee or working group let's just call it a committee uh to meet sometime soon to discuss uh um there's a letter that was written by a former commissioner there was a response to the memorandum that I mentioned about um enforcement process for chapter 105.

2023-07-21 Washtenaw County, MI YouTube / CTN Ann Arbor transcript source: youtube Ann Arbor Building Board of Appeals Meeting 7/20/2023 · passage 2
from at the 1100 Broadway Street Ann Arbor Michigan and we have African virtually for this how do you do their staff report first so we'll have our staff report all right Steph recommends that this application would be tonight is it does not meet the standards for approval the building located at 1100 Broadway requires an emergency backup generation generator to be installed per section 403 of the 2015 Michigan building code petitioner is requesting to connect a temporary emergency backup generator into the portable generator cabinet intended for use when the main permanent generator requires service by doing so they eliminate the code required connection point listed in article 700.3 F temporary source of power for maintenance or repair of the alternate source of power in this configuration if maintenance were required on the emergency generator there would not be a location to connect a temporary generator which makes this configuration less than equivalent to the code requirements this is being proposed to obtain temporary certificates of occupancy for the first two floors while waiting for the permanent generator to be delivered during this time the upper three floors of the building will be at varying degrees of completion and still undergoing construction of differing levels I'd like to add a recent update based on current inspections the project has moved forward with connecting the portable generator to the permanent generator lugs at the inspection conducted 718 2023 the generator connection to the permanent emergency generator lugs was approved at an inspection performed 720 2023 the remote generator annunciator panel was not compatible with the mobile generator that was installed as of 720 no load testing of the generator had been conducted the remote generator enunciator is a required element of the emergency backup generator this is the what's going on since it was the staff report that's great thank you so can I ask a quick question does that change your position on the recommendation it does not okay so can I ask a question as well I want to make sure I understand what's so we've got two panels correct correct one designed for the permanent one and one designed for a temporary emergency correct connection Okay so we've got a temporary generator connected to the permanent panel right now correct but nothing connected to the emergency and the emergency generator cannot connect to that panel there's some compacting compatibility issue so the way that they moved forward is different than what the appeal is okay the way they moved forward was they have the temporary generator hooked up in the permanent location okay the connection the actual connections have been inspected and approved in this configuration it would leave the essentially essentially auxiliary panel accessible if the one in the permanent position needed servicing okay um and that's the current configuration okay in its current configuration it hasn't had load testing and there's an issue with the enunciator panel that's on site but as far as location and connection the way it sits now is as though it were the permanent generator okay so presumably when the permanent generator arrived they would connect a temporary generator on the temporary panel take the existing temporary one out and put the new permanent one in exactly yeah foreign site group we're the developer of 1100 Broadway and The Beekman Broadway project I am joined online today by Eric Stein Eric is a principal with the engineering Studio daily project electrical engineering and also the phone number used to be 847 that's my colleague Tom Cahill Thomas the senior project manager instruction project on site and we want to thank you for the opportunity to uh to speak today um I'd like to just quickly clarify that the discussion of the generator and potentially connecting it in a permanent ways it's just it's not germane to what we're talking about in terms of the requests that we're making the appeal um I have a few comments I'd like to explain on our position and of course I'm happy to answer any questions yeah so the problem we had reason for the appeal is straightforward permanent generator is delayed due to pandemic supply chain disruption it's a problem that we have proposed is to utilize a temporary generator on an interim brief basis on total permanent generator which is in process of being procured is delivered and installed and I want to just make it crystal clear that we are in no way proposing to eliminate the permanent generator we install a cabinet to facilitate a connection of a temporary General it effectively makes the plug-and-play installation so you can bring it out to the site reel it up plug it in it's a quick simple installation and that cabinet has already been installed so what we are posing is to connect the temporary generator to that cabinet and the basis of our appeal is that in doing so it's it's an equivalent installation now the city response is Mike mentioned in the staff report is that if maintenance were required there would not be a location to conduct a temporary generator and that's the basis of his of their rejection of our solution and I I we cannot we vehemently disagree with this with this position and I'd like to explain why so when scheduled maintenance of attempt of the temporary generator would be required and and mind you um maintenance on the temporary generator isn't required until you've achieved 300 300 hours of runtime on the temporary generator so we're all in this business we know that that amount of time is you know it's it's it's a vast amount of time so um so it's unlikely that we would even get to a maintenance situation but but for the sake of this discussion let's assume you know we do get to that point somehow and when maintenance is required um the way it's performed is you don't disconnect the generator the people would come to it and during the maintenance they they they may have to turn it off at times some of some of the maintenance they can do is plugged in on other maintenance that they do they need to turn it off but if and again this is kind of a stars aligning situation but if somebody was outperforming maintenance on the generator and it was that important that the maintenance where it was turned off and at that exact moment DTE had an eruption in power than the maintenance tech would just stopped the maintenance and turn it back on so it's it's not a situation of being without power um and in addition if there were a slightly different situation or let's say the Contemporary generator required some kind of repair similar to the permanent generator required by repair well in that situation regardless of which generator needed repair it's the same exact steps a call is made to Sun belts and we have a temporary generator delivered to the site if the permanent were in place you would just bring this you would wheel up the temporary generator and plug it in in the case we're proposing they would bring the new generator to the site so it's the same exact amount of time to get it to the site the only difference is is that you would have to unplug and wheel out the existing temporary generator and then wheel in and plug in the new one and that's that process is measured in minutes so um I would just I guess I would stop there I that's that's how we see it it seems pretty straightforward so our request is that you grant our appeal to utilize the temporary generator on this interim basis connected to the the plug-in until the permanent generator is installed foreign yeah I do yeah so at present the temporary generator is actually connected to the permanent generator connections are you going to disconnect it and move it back over to the temporary panel uh yesterday but we wanted and again I don't know that really that's what's remain for today's discussion but I but since you brought it up we were attempting to proceed with that as a workaround to even coming to the board of appeals but with the requirements that have been laid out by by the building department it's we can't meet their their demand for what the that they needed to they want some kind of exact replication of a permanent generator and good faith we tried you know we spent money and time doing that um but it doesn't appear that that's ever going to work so um so that's not what we're talking about today we're just talking about going back to our original solution interest level you know use the temporary and plug-in configuration one other question when you have the permanent generator in place will you also have a temporary generator on site all the time no no once the permanent generator comes out and is installed what we will have David is a um we'll have a uh the plug the cabinet for the plug-in and then in the event that we need a temporary generator it would be delivered to the site plugged in okay what powers the portable generator is it is a diesel base or is there a diesel connection like there is it is it is so that will be connected to uh diesel tank is that yeah let me why don't I have Tom why don't you answer just a technical question the reportable generators on the trailer okay and the the building is under construction so there'll be a situation where a couple of floors might be occupied but construction will be continuing on the upper floors are all the emergency systems for the upper floors in place and functional well I with all due respect that what is the relevance of that question to the question of whether we can use this temporary generator it would be the same issue whether it's permanent or temporary I don't see where that's part of today's discussion I'm asking the question could you just answer it please I'd just like to know it gets into another topic that is not part of the agenda today that could be perhaps confusing to the issue at hand we don't mean to be argumentative but there's there's other discussions that are going on with the building department about some of that okay then never mind um how big is the tank on this temporary generator I thought it'd be refilled over hours or how is that monitored if it is enough direct rules hello sure if you guys can give us a second we'll find an answer one time you know is it [Applause] okay full capacity yeah a quarter Road believe is over 300. 250 hours okay so you know 180 hours okay thank you I think I did send this to you at some point in the past life what is the primary what does the generator primarily power I presume it's not set to power the whole building so there's must be just some but sprinkler systems primarily and some emergency lights I can take a shot at it if you'd like real quick and then there you can correct me and kind of you know this is too general of an answer so it is the source power for the fire pump and then what you would call the emergency system so there's a total of 175 circuits right around nine panels those circuits are emergency lighting elevator light safety system like connection so most of the low voltage license systems and then the lighting would be typical emergency lighting in the corridors okay effectively you know 442 [Applause] .

public comment thank you all right seeing none I'll move to section three comments and communication I am 3.01 Teamsters being there on vacation okay happy vacation I am 3.02 California School Employees Association um I was not able to connect with Sharon today so I'll follow up with her okay I am 3.03 the Alan walk Educators Association Sandra you have the floor hello members of the board superintendent colleagues and fellow educators as we sit here scarily less than 30 days from the start of a new school year it feels so weird to say that um we have a lot of things going on and I just wanted to say you know tomorrow is a really big day for us here in Alum Rock where christening and opening the Cesar Chavez Early Learning Center and so that is super exciting and I know that with the Early Education for our youngsters what a benefit for the community that this will be um getting those children in and getting them into the Alum Rock district with the best education and the best Educators here in our district as possible um but as we are coming back we have our we have about 46 so far new teachers that are going to be coming to the new teacher orientation and welcoming them aboard and this is something that's not new for Alum Rock and every year we see this influx of new teachers and new Educators and every year we see a mass Exodus at the end of the year of Educators leaving for other districts and as I've taken on this role during the summer I've had a lot of members reach out to me and they were really torn on do I leave because I love the kids and I love the community and I love my fellow colleagues or you know do I stay or do I leave and I tell them that they need to do what is best for them and unfortunately I've lost a lot of close colleagues this year because other districts have already settled their contract and other districts are offering more and so as we venture on to this new school year I would just like to take the time to ask you guys to really look into how we can bring both sides of the table together um our HR department is moving in the right direction and is getting everything in order I'm so happy to see that some of the stuff is now going to be digitized and no longer having to do everything via paper while I am a total paper book in hand person I understand that the taxing parts of the environment and also just the convenience of having everything in one place so I'm really looking forward to that and seeing how we're going to roll that out um but with that being said I'm concerned with one of the agenda items that's in the book today which is the approval of a contract to have somebody else come in to continue to do the negotiation negotiating for the district um we have two people in HR they've been there for over a year I would love to have Alum Rock use the people that they have hired to perform the job skills that they have hired them for um teachers would probably love to be able to get those extra students in our classroom and ask for extra support and hire people from outside and contract them in to come and help them lower their classroom size and such but we don't get that option so please start to look at how we can save the district money and use the resources that we have the way that we need to use them as we start this school year I'd also like to ask that we take into consideration class size and loading to make it so that the teachers have a smoother transition I know the beginning of the school year is Bumpy and we always have kids coming in that we weren't expecting and we have to move them around and shuffle them around but can we really look at the budget this year and look and see how we can figure out to not over impact the classrooms so that towards the end of the school year you're having class sizes of 23 and 24 kids um in the lower grades you know a couple of empty seats especially right now as we're all coming back from unprecedented times still you know a fewer extra students in the classroom means that the educator really gets to spend that time individual with each student really getting to know them and seeing what needs they have and how we can best support them for a successful school year um lastly as I stand before you I'd like to ask I did email you guys and send out an invitation to meet for coffee just so that we can get to know each other better and just to sit down and see what direction you as an individual board member would like to see the school district go in and so that we can get to know each other better so I'll send out another email again so please look for that um to touch base and I hope that we all have a very successful school year because this is the last time I'll see you before school starts so thank you Sandra and you did well okay 3.04 Alum rocket administrators Association they're on vacation too happy vacation you know first time you know this is your first at-bat but next year I know you're here Beyond bon voyage anyway uh 3.05 super 10 Bower welcome Sandra to the role of uh area president I think we're gonna be able to continue a good productive partnership collaboration we sat down we had a good chat I think that we're gonna get to know each other um in like anything else I know that change is difficult and transitioning is difficult um she was sharing with me some of those things because she's she really loves the classroom so I know now serving your members is going to be a little different but I know that you will do it with the same care and attention that you did with your classroom so congratulations on this accomplishment um still has the floor um I just wanted to thank everybody who's doing summer school a lot of the a lot of teachers and a lot of uh support staff have been working tomorrow's the last day of summer school I want to thank trustee Chavez and trustee Flores Shelton for um walking with me through some of the programming I'm gonna let them I'm not gonna steal your thunder I'm gonna let you talk about that but to for me it's just mentioning uh thank you so much I want to thank Sandra Garcia and Lupe rulecaba for putting it all together and coming up with a a great great uh many of four parents this year so thank you Alum Rock looking forward um I'm gonna head forward Ms Rivera said looking forward for a fantastic school year 23 24. okay thank you okay so uh time 3.06 Communications on comments by members of the board ah directly Boris Shelton I'll start thank you um just to continue on with what uh superintendent Bauer was saying um did spend two wonderful mornings um out in four schools and start by echoing thinking Sandra Garcia Lupe rubicawa Tony Coloma for um the wonderful tours the the detail of the programs and of course to all the site leaders teachers nurses that are just really doing really important um it just felt really important to have these kiddos engaged in really um robust programming right for I saw everything from Raz kids to you know um some of our partners doing really neat art projects creativity um Athletics Recreation it was it looked like a fun fun day for the kids but you know getting back to that ensuring that there's no learning loss over the summer we're reinforcing everything that they learned throughout the year so I just wanted to highlight um on the first trip uh I went to Lindale again with Tony and just um there you know our hub for the special education services but also for those kids with the physical disabilities um there was just a real um uh High touch to sort of and high quality to what was um going on out there so I want to thank the Lindale staff and Tony for everything that they were doing um and then at I think that was the day we did Adelante too and that was just to the gills like so many partners so many of our teachers from YMCA Camp Galileo Evolution Elevate math and think together and just the seamlessness of having all those partners and students working together it looked like a lot of fun uh kind of you know made me jealous for you know summer programming um you know what my kids have missed or what we I mean it's just what we need now and we need to commit to it for the long haul it was just a fantastic um program um at painter that one was phenomenal with bridge to kinder bridge to kinder for uh with Vietnamese um instruction right yes I mean it was just it was just a fantastic um program again probably one of a kind or as president Fama said made in Alum Rock right um I just really want to shout out what a wonderful experience that was we got to see springboard um in in motion and I got to learn about the parent engagement that springboard has to again improve literacy not just through school intervention but at the home um and then we visited our friends at the FRC at painter and so most Mayfair and that was a wonderful experience so finally um a visit to Ryan was great because we got to see the um Mariachi camp and that was just a fun great way and again what we're hearing is first no other school district has like a Rancho melody or a medley that they're going to put together so stay tuned for that they were practicing um they were practicing and sounded really great so again thanks um these were like my first school visits um so it was great to sort of see how busy our schools are over the summer um I would just love to sort of see like a recap at the end of um the summer just sort of how many of our kiddos were involved um because I think this is something where we want to tell this story you know about how what we've done to keep everyone engaged throughout the year so thank you and I will just say uh president Pham thank you for your special uh insert in the in the spotlight and thank you for representing Alum Rock so well um and I'll let you talk about that but I I just really want to appreciate your leadership and all that you're doing to get the word out about Alan rock thank you okay trustee Chavez um kind of diddling off of what you started um I went to the Summers uh two of them to the schools and what I saw was a springboard with the literacy focus and I was really happy to see that not only were the kids engaged but um they seem to be doing well and I really enjoyed the camp Galileo um right now we have it in two schools for the summer but it would be really nice if we could you know make it happen and put it put Galileo in more um sites and Miss Sandra Rivera you said that you weren't going to see us until the school starts but we have a brown act meeting on the 27th if you want to join us and enjoy thank you all right Clark Quintero um I also I guess we're being repetitive but I do want to acknowledge the work that we've done uh by the administration by the site staff um in the summer program so as somebody who's kids to take advantage of it and benefit from it uh it's great to see Ellen wrong alive during the summer um I remember another long students at least everybody but whether they like it or not and we all got to meet again uh you're always about different it felt like it was fun everything other than not the regular leader and so it kind of I get that Vibe things ladies and Ellen Rock summer school all right this is gonna be the fun School enough uh about the regulars I'll do this evening and so uh very appreciative staff going to put together an excellent program that um you know giving is sending that sermon and learning loss uh especially more importantly because of the fact that we're trying to come back from covid and I'll damage that reached on our communities and so I'm very appreciative of the work that's being done too help our kids um recover from that and avoid any further summer learning less um and so also also wanted to uh acknowledge the leadership of our board president uh for president Pam for um stepping up and and putting out um the correct information and pushing Back Against The Narrative that's trying to be established by individuals that want to uh with their words or actions in many different ways attempting to take down on rock and so we're not gonna let that happen if not none of my watching I'm assuming none of the watching anybody here on this board and so thank you for uh for uh uh stepping up and pushing back um with regards to uh the workforce uh housing committee wanted to um very very excited to report out that our committee met uh thank you to those committee members that came in the middle of the summer uh there were a few others that obviously understandably were on vacation and so um there but nevertheless we had a good group that was there to be able to provide guidance to the uh Consultants that are moving forward with the visibility plan and so uh the recommendations that came out of the committee were to move forward with um the Madison site and um a Mediterranean style and so if I left anything out please remind me but I think that was a bulk of the of the direction they were looking for so that they don't invest resources in an area where the the recommendations aren't there so um that is it for my comments thank you very much thank you vice president um also starting with the summer programs shout out to all the students who are waking up and getting up and going during their summer summer break um although I'm sure some of them might want to just sleep in but they're getting up and going to the parents who are making sure that they get there the staff and our district um supporters Partners who are making it happen you know thank you and shout out to all um uh I miss I miss being an Alum Rock current now uh but you know my daughter is off doing summer programs elsewhere um so I'm also wishing good luck to all the eighth graders who are you know going on to their high schools and um you know getting ready to start uh our feed our our high schools that they're feeding in are starting early so um in a couple weeks they'll be starting school so good luck to you all um and I wanted to um give shout outs to board president who's been busy uh as a board president um thank you I know that we've been able to go to a couple of events together um one of them um having been at the town hall with Dave Cortez and congresswoman zoloftgren I'm ensuring that we are represented there and that our district you know uh shows up um and also um more recently we were able to go to the guerreras graduation for one of our partners somos Mayfair who uh um got to celebrate our guerreras who did where a lot of the front line workers during the covet pandemic making sure that information was going out on the pandemic on the resources um so it was good to be there and celebrate our partners and in community also um shout outs to our council members Peter and Domingo Candelas for hosting a community chat um to listen to community and really take the time to sit down um and to hear our community as to what the needs are you know um and ensuring that they um follow through on um not just listening but actions as to what can be done I know what one of them is Lake Cunningham which is a little bit outside of our school district but a lot of our families go there so give me shout outs to Domingo for um you know making sure that that Park is available and um and uh there for our community to um go and and have a good time at um also um really excited for tomorrow really excited for tomorrow I know you know we've been here we've you know past things we've had dates coming and I remember when I saw the date initially like oh July you know it's so far ahead but we're here and so it's really exciting and I look forward to seeing everybody out there celebrating with us having that um grand opening for our community and our district here um and you know just the many children that will go through that Center um you know in future Generations it just you know makes me happy and the first of many hopefully um that you know Others May model also after us Absolutely I'll see you there excuse me thank you all right yeah yeah I believe our Mr Brown okay so it is we're there nice and thank you really quick um I almost forgot I want a special shout out to brother Chavez she came out to recognize a group that I have the privilege to work with for about six months uh it's about San Jose Bridge communities uh and we had a community leadership program primarily a monolingual Spanish speaker uh mom's dad and the program as well um but it was a good uh excellent program that um I learned a lot from them and uh yeah so where the child has came out the animal recognition and a certificate and so I want to thank her for that okay so with that boy I didn't know we uh the district boundaries in the middle of late I mean you know do we have a boat [Laughter] okay so uh with that I kind of wanted to segue into my comments so uh first of all I do want to express my appreciation to our summer school staff for a successful summer session uh you know only uh you know uh Glendale is my school so I'm always gratified to hear it at uh you know when they was you know and all our sites are hosting wonderful wonderful programs uh serving in you know the you know not just our you know our our uh normal academic program but also uh our media students the special education students uh you know Lyndale was where I uh first met you know at you know the disabled and all that and also it was uh I was appointed to this board it was where I started my first you know site visit the in the summer program so I you know I look forward to uh when when the When We Begin Again in the fall I do look forward to uh seeing all our schools once again uh I wanted to reference uh you know and I uh thank my colleagues for their appreciation for uh my op-ed and the San Jose Spotlight I wanted to clear certain misconceptions that people may have had about the Alum Rock School District but all you know as well as our neighboring school districts you know let me make clear that we we are laser focused on boosting student achievement and we are doing what we can to close that achievement Gap and to serve our uh serve our community as well uh you know and it's uh it's kind of unfortunate when when uh you know uh members you know certain a certain member of the County Board of Education and a certain member of the uh community of San Jose green Community College Board did not extend to me the uh courtesy of at least contacting me for a more accurate you know uh so uh report about what we're doing to solve the achievement Gap so it was you know I've you know it was net you know I found it necessary in order to uh protect our reputation and also to to defend the reputation of our staff to uh write you know right and op-ed to the San Jose Spotlight to inform the community about what we are doing and you know uh you know I you know uh board presidents always to have busy Summers I wish we had the summer off I wish I could take you know but uh you know as a board vice president Herrero or mentioned uh you know we uh represented uh the district at Senator Cortez's Town Hall at Congressman McLaughlin uh though Senator cortezi and tell you know informs me that you know we that the state has guaranteed our funding levels for this year you know uh you know uh my job is always to push for more and you know I guess sometimes there are there are you know there are things but out of our control but you know I think I wanted to make clear that uh you know my job and you know and I hope my colleagues feel the same ways to make sure that our district continues to get its fair share at the table from the state from the federal government and from City and County government uh I would also uh have the pleasure of uh honoring the Guerrera graduating class on uh was it last Friday at the Mayfair Community Center you know uh I wanted to give a kind word to them their Outreach efforts uh made the difference for many many uh residents in our community that were not for them uh many more may have lost their lives to a little bit you know may not have been connected to Health Services during the pandemic so I think we all would get of gratitude to the guerreras if um and so with that uh I look forward to the grand opening uh this is our Chef is Early Learning Center tomorrow I know it's been a it's been a journey in and of itself and I I look you know uh in August when we resume school it will be our 94th year and I think when a great way to start our 94th here by bringing in from from age zero I'm still trying to wrap my head in around 8-0 right but eight zero to to this to this District into awfully cute yeah you know uh to introduce uh you know uh uh your services to of this District to a a wider and broader audience in Animal Rock and uh oh I will save save though save further comment for come arrow and uh I have the privilege of cutting the ribbon so uh with that we move on to section four uh superintendent board business item 4.01 okay approval amended support policy 9220 first greeting I have a question okay hang on there so with that uh you know uh was it superintendent Valor uh who I guess you can go to a public concert okay okay so with that I'll I'll open to I open 4.01 to public comment first saying none I'll move to uh comments and questions by members of the board see shop is uh yeah I guess the question or questions is one who brought the item to the board and can you tell me who brought it and then I have a second question all right me as soon as you I I brought the item you know I brought the IMT for consideration by the board um okay um I guess it's a three-part question uh what was the advance other than raising that the the amount uh the intent is is a reflection of the rising costs of you know uh you know in in light of inflation uh the uh the limit needed to be raised so as to uh make economic sense given Rising prices for everything in our lives um why almost double yeah if it's 500 white why 900 why not well there has been years of accumulated inflation uh you know I I will say that uh printers you know uh from the time that from the time that the limit was first passed uh printing costs have doubled as well so again it's it adjusted for inflation uh I'll just put it in and turn you know uh before the pandemic I remember buying a Big Mac prize in a soda for 7.59 now I'm paying almost ten dollars for a Big Mac fries and soda and uh you know printing companies have I have not seen a printing company that has held their prices or uh offered you know discount and so again this is this the raise of the limit is just commensurate with the cost of uh you know uh the cost of expenses okay thank you I'll make my comment now so in the spotlight it also mentioned that um that this board has been used for a stepping stone and in raising the cost now it kind of raises a red flag to the community and I got asked by a Community member you know is that what they're doing just to build up their War chest for the next run is that a question to me that's just a comment okay that was told to me so I'm just relaying it to the board oh uh well um okay but let me just you know I will take umbrage at that I'm not going anywhere anytime soon uh again uh you know um talk to Pacific printing talk to National Printing and the cost of everything you know this is you know if there's a if somebody had a magical way of saying that 500 sheets of paper didn't you know uh didn't cause you know could be found for half the cost of what it could be found now I'm all ears uh or quintera I made the second I'm in the motion so I like to speak to to this um I uh those are all fair questions that have been asked um and and my initial reaction when the you know when I heard about the item in the book by no no because I know that somebody's going to be checks in a certain member of the board and an individual who has an active grind or something whatever it is but I appreciate the fact that you laid it out and that you explained that you know take a look at it take a look at the city um they were at a very very low amount and they've gone up they've realized that just look at the cost of the first class posters posters down how much was it 25 25 cents a gazillion years ago now we're going to be paying about for 11.

so move second Motion in a second any questions seeing none this is a roll call vote Miss Guerrero aye Ms Percy aye Ms Smith aye Mr Reynold Trejo aye and I vote I 5-0 resolution 8.3 resolution number 2023-24-e-02 artificial intelligence in education we have a motion in a second any questions I just had a comment um um great resolution I just wanted to make sure that um I know the AI Summit was mentioned in the resolution will our Kennedy High School career pathway be involved in that any student Showcase of their time in the career pathway yeah so that's the hope with the a summit there's a few things that we want to accomplish obviously um the professional learning that will come from the summit with our staff and our students is a big piece but then two is um we're hoping that even though the pathway lives at Kennedy and they'll play a prominent role we're hopeful that artificial intelligence which is going to happen whether we like it or not uh really is a part and integrated into what's happening to all of our schools so we're fortunate our partnership with the Cadence where they're utilizing the tool as a part of their platform but with safeguards in place so we can begin to really work with our staff and our students and utilizing the tool through the lens of Ethics right using it for for productive outcomes rather than sometimes the bad or evil outcomes so there's a lot that's going to be done with that and yes our hope Kennedy will be prominent but we have a task force that's doing work with AI and although Kennedy is largely represented on that task force understandably so we do have other teachers and staff that are part of other campuses who have an interest or passion in artificial intelligence because again we don't want the pathway to only live at Kennedy it's something that all of our schools should be a part of well I just wanted to make sure and after we've had more discussions just recently last couple of days I just want to um you know say that I I I am even more assured that you know when we're leading this through the lens of of ABI and with ethical use um I before its usage um and I trust that we'll roll this out carefully um and cautiously um and you know with consideration of the issues so um I appreciate our our conversations with this um because you know um we do things with Fidelity here and um and I'm I'm all for um you know leading the way again with us so in poor president O'Neill if I may uh to trustee Randall Trio's point you know our superintendent is well connected or is becoming well connected with leaders in the artificial intelligence world and so they're also deeply connected to work we're attempting to do through the summit so there's gonna be a lot of eyes working with us on not just the framework that we're trying to develop but the way that we implement this with through the lens of ethics and with the responsibility to really leverage this tool that's again going to happen whether we like it or not but to leverage in a way that's going to be productive and meaningful for our students to position them to attain jobs that are going to be utilizing this technology but then also to use the way that's healthy and to make a better world right create a better world which speaks to our visions thank you for that I just want to add one thing Mrs Randall Trejo used the word trust and definitely over a year ago for sure at least maybe a little longer okay would you be interested gosh do we receive um progress reports from them with the work that they're doing say they yes yes we do at the end of each year they provide a detailed report in terms of what data they've collected the work that the RJ specialist in this case have done at the schools that they're re they've been at the work that the bridges programs or clubs have done uh at their respective sites and there's any other trains like last year they did a lot of their implicit bias inner sort of practices training so they'll provide updates on how many staff they've trained the outcomes from those trainings as well so we do get a detailed report would it be too tedious to to put that together and let us see that we can do that for sure okay I mean if if it's just it can be generalized it doesn't have to be you know real detailed but I just feel like we haven't I haven't received um information um from them in this this is phenomenal and I want to congratulate each one of those it shows you how good our teachers are this is not an easy thing to achieve I started this program when I was teaching and it just takes a lot of time and effort and I just said oh wow you know I gave up but this is great you know they they worked hard for this and and uh I I think they should be acknowledged and I just want to say congratulations to all of them that are receiving that and it just shows the quality of our teachers and I just want to if I may give a shout out to Diana fujimon and our team it's through their leadership the support that they provide to our teachers the encouragement that that makes this possible thank you yeah that's great okay so okay that was my whole point I just wanted to you know come put a shout out to the board especially the two board members Ms Guerrero Miss Randall Trejo for attending along with over 50 auhsd leaders the Europe conference in San Francisco and which and I also want to commend the ad division for a record seven workshops and collaboration with Cal State Fullerton so it was an amazing conference 2500 attendees nationally and once again auhsd was out in front on a number of areas including the Capstone the aim program parent and student engagement and on and on but amazing experience so thank you board for representing the rest of the board at the at the conference and next year we look forward to seeing some of you in Washington D.C for my report I just want to share that today was the kickoff with our leadership Advance we brought all of our not just our management teams back but then also our teacher leaders our counselors our family community engagement Specialists Community School coordinators to Kennedy for our time together to really kick off the start to the school year tomorrow will be our second day so if you have the time and you want to come by Kennedy in the morning we're there from 8 to noon just as a front loading though there won't be like a fancy Presentation tomorrow tomorrow our teams will be in breakout rooms where they're working together with their site teams to continue to map and plan their year two at a glance and what that's going to look like as we continue to make our Capstone and performance task assessments better and then also thinking about how we're going to expand the Cadence and then thinking about safety and culture making sure that those are our three big areas of focus to start the school year so if you want to see our teams do some great mind work by all means come on down Mr solver and I will be walking all the rooms where our stuff is helping to facilitate and just be there to support while they're having conversation so thank you thank you so question Jaren so tomorrow morning there's no general meeting they're just going straight to their rooms they report straight to the rooms they're there from eight to about 11 and then 11 o'clock the junior high teams will go and join their High School feeders and then we have a couple of unique schools like Oxford and CVA will be together and then Gilbert the independent studies program and hope will be together and we have a tuning protocol where they're basically going to share their year two and their planning uh documents with each other and give each other feedback and then we'll finish with a video launch instead of bringing them back to capacity of video launch okay yeah I just want to wish everybody just a great start to the school year and here's to another fantastic year thank you hi so um tonight I want to share with you this award that we receive from the construction management association of America for our Dale project um the modernization and new construction as well so obviously we have our um executive director Patty Nelly Here she and I were both present so but thank you so much Patty for your leadership in all this as well as the um Patty's team and the um our project managers are coming who have done a fantastic job to help us with our bond that is um Kenosha as well as Brianna Clinton are for being there to help us lead this project so that's uh first announcement and second announcement is um Scott Singer is his birthday today so thank you so much for happy birthday happy birthday so um thank you for being so dedicated and being here for your birthday you do a great job and you always make sure all the kids are make sure that they're picked up every single day so thank you so much for your dedication but thank you for being here today on your birthday all right July another July happy birthday happy birthday birthday no report and yes Amy Kwan reminded us that we had a parent at the Europe conference received the national parent of the Year award Juana Rojas from Western High School so a huge shout out to um that our Western team and that parent for nominating her and for the work she has done thank you Amy for reminding us appreciate it um and also just along with Brad's message of you know wishing everyone a great start to the uh 23-24 school year we have some unsung heroes every year you know during this is like the busiest time for m o um they're in this very very warm weather they're out there power washing down uh our our grounds washing windows painting interior extra doors and walls and getting classrooms ready moving furniture so just uh a lot of appreciation for our m o department and all the work that they do during this time to ensure that when our kids are back our staff is back and you know those those doors open that the schools look as beautiful and pristine as they can so so thank you thank you for mentioning that right okay Board of Trustees yes thank you um so I have a opportunity to attend the budget committee meeting I also attended the summer arts academy musical of Nucci's was a which was like a incredible show which included nearly 100 of our students from 14 different schools um so congratulations to the all their work this summer I also attended the congressmember lucrez Roundtable on agriculture and nutrition in the 21st century which was hosted at Gilbert High School and the participants had the opportunity to tour the first permanent food pantry there that was a great turnout and then I attended the aim summer program closing ceremony along with some of my colleagues which celebrated a record 170 students that were able to have internship opportunities which was excellent and then as mentioned I attended the nsep slash gear annual conference I was the Europe alumni so it was really great to see the great collaboration that ahc has done with CSU of Europe in the past two decades and thank you to all of our team that was there and that presented and um really highlighted our work here at auhsd and then I also Echo the Highlight to our Western High School parent that received the gear family leader of the Year award um Juana Rojas um so thank you and that concludes my report Percy wow okay uh basically I uh didn't do quite as much as Jessica but I attended the aim Disneyland uh uh presentation where the aim students at Disneyland prepared their final exam which was planning out a night activity at Disneyland and they had to do everything that is normally done and they did a phenomenal job each one of them you know were in different departments and so they brought the knowledge that they earned from there to figure out everything from how much it was going to cost for souvenirs to how many groundsmen they were going to need and you know so they did a good job but that I have to say this there were 12 students that were at Disneyland and uh the then afterwards uh Ken Rothrock who's the president of Disney there did wasn't able to be at their presentations but he wanted to see them afterwards so he had them all come up to his office and then uh Brian left but uh I stuck around so I was able to go up to his office as well and talk with the kids and and Ken he is really um appears to be really excited about working with even more students he's just been really impressed with what our students have done we started off with three at Disneyland and then they went for more and then of course if I hope all of you recall he came here and Disney donated three hundred thousand dollars to our was it 300 000 to our program and so um it was great it was just really really good and I and I look forward to Disney working with us even more he seems eager to continue to work even in other ways with us and I had to because I I go back a lot of years and and um I was one of the first when I was teaching that worked with Disney when the district established this the creativity Challenge and that was back in the 80s and uh it started off only with Anaheim Union but then it kind of grew and it grew to the whole of Orange County and then it changed again and it's no now it's a different program it's not the same but we've worked with Disney many many years and so this is really nice that they are backing us up like this and then I attended the aim graduation of all the rest of the kids who were on all the other different programs and then the I attended the leadership thing this morning and I tried to get around to a lot of the rooms and say hello because it's hard to say hello when everybody's there at once so tomorrow I'll try to get back to the other rooms that I didn't make this morning but um it was it's good it was a good you know a lot of them working and right away and oh when I went into ball they were talking about there no it wasn't just Ball but one of the other junior high is talking about taking a bus trip through their attendance area and I would like to do that so um I you know I told them let me know because if I can I would like to see that because that would be a little bit more in-depth into individual areas because we're going to be doing one of the whole District aren't we so every school will be doing a community reflective walk which is a tour and uh in tomorrow's update you'll get the schedule and the details about what that looks like so if you'd like to participate or go with any one school you may okay yeah somebody brought up something about an apartment that you know was an issue or problem and I went oh about that one okay so and that's it those are the main things Miss Smith I have nothing to report Israel thank you I was able to enjoy Newsies as well um that was such a wonderful show and I had forgotten how um how how cute it is and um and that I think there was a seventh grader or eighth grader that was the lead in this role and just an amazing I thought he was in high school and so he's got a great future ahead of him and congratulations to everyone it was a really great great show I also attended the summer aim uh graduation we're calling it and and then Scott Rondell reminded us that not only the 170 students but all of the other Film Academy and uh gosh eluding me now but there are other students though equally about a equating to about about 250 I think he said more students that were had participated in the summer program I attended the uh the conference and our our I've always been saying this since I've been going to conferences and as a trustee um we're so kind of far ahead of uh you know the curve on an educational POS giving educational possibilities to our students and but I think it's just great that we continue to be out there and and talk about what we're doing and celebrating what we're doing reinforcing what we're doing in our district and um sitting in there a lot of folks from across the way we're getting lots of cards and cotton making lots of comments and connections with uh with our staff and hopefully it just kind of permeates to Across the the United States I loved the um the theme the power of possibility the speakers were phenomenal we all had the pleasure of listening to the first female Hispanic in space Dr Ochoa and just what a remarkable Journey that she's had Parents immigrated from Mexico and and you know taking a path she told the story of how when she was trying to make her decision and what path she wanted to go into and she's a math mathematician talking to one college professor and not really getting the support and not or feeling that she wasn't going to get the support in in in that department she felt a little demeaned and then speaking to physics a professor and the physics Professor being inviting and welcoming and encouraging leading her into that path which led to of course she did all the work but leading to her success but it just tells you just how important a teacher's support can be or not can be and and where it leads you and I'm sure she's uh I'm sure sure that Professor is kicking himself now not really being in her life I attended my no crop meeting and then you attended an emergency meeting yesterday while I was on a plane couldn't make it coming back from the conference and then I attended my monthly gazalpa meeting and I'm really excited next week I'm going to be training with their ABA specialist um getting some registered Behavior technician training so I'm really excited to be doing that and looking forward to a great year and thank you everyone I know everybody thinks people have we have Summers off right it's just not as you mentioned it's the busiest time for mno and busiest time for Ed staff because you're just preparing for the next year and I'm just so proud of of everyone in our district and our team I'm just proud to serve as trustee thank you I attended the budget meeting and both aim opportunities the at Disney and then the uh the summer closing as previously mentioned I attended a couple of ROP meetings the leadership Advanced this morning got into some of the classrooms afterwards and said hi and listened to people for a little bit and then I also attended with my wife and one grandson the Mac Farm opportunity where they were making Jam so it was really nice and my wife made some jams standing there so they talked her into doing that I don't know what they're doing with the videos I'm hoping that's not out there somewhere with with my my wife myself and my grandson but anyhow if it is we never signed a waiver so I'm gonna I'm gonna Sue so no uh everything works very well so um somebody mentioned about the the food pantry at Gilbert and when I attended the opening a few months ago they talked about with Second Harvest moving it to a couple other schools does anybody know where we are in doing that and uh you know what schools I think they mentioned maybe Savannah and Laura or Katella or schools but I can follow with Carlos because I know he and the community school team are working yeah I just was wondering how how we were doing getting on that that's uh important for the communities that we serve speaking of serving thank you all for all that you do for the kids and from uh you know the certificated the classified it's all we we couldn't do it without you so thank you so much and I hope you all had a wonderful summer even though many of you worked probably maybe harder during the summer than you do normally during the school year in preparation for the next year so with that said we have a future ahead of us the next is future meeting dates which is September excuse me August 10th is our next meeting and of course school I believe if I remember the correct the calendar date is August 9th my son's birthday in his honor we're opening schools so that's his birthday present no no not really and uh any uh suggested isn't items okay seeing none we move on to item number 13.

and also um I think that they should talk about uh I gotta organize my thoughts a little bit here I I they should certainly talk about that and then the other thing is that I think that the tenant tenant education committee should meet and discuss um early leasing ordinance materials and how to inform people specifically about their early leasing ordinance both tenants and landlords so I hope that is discussed at the next committee meeting if anyone here is interested in attending those um you're always invited okay any other thoughts uh on the work plan for any questions okay let's move on to our next point of business 6-c it's an up discussion of an update related to the city of Ann Arbor developer engagement requirement Kristen I think that if you feel comfortable leaving this into you you know brought the news to us four um just a second yeah um okay um so I'm sharing the developer engagement requirement background page right now um earlier this year in March we talked about this briefly at a past meeting I think um earlier in March um since uh renters reached out to say that their landlords or their landlord um essentially canceled their successive lease because they're Redevelopment project was approved so they found out in March that their August lease was canceled and it was really a tough situation to find housing and they kind of they're just expressed how difficult that was and how frustrating it was and after discussing with staff um we kind of just discussed that tenets of Redevelopment the building that's being developed they're not included in the notification that the developer sends so that prompted some discussion um about changing that and so two weeks ago the tenant education committee talked about it kind of talked about coming to the Planning Commission or the city council with a request for a resolution and I think that's makes sense but let's see planning Services the department that provides that mailing list to developers agree to just start doing it without any official Direction so moving forward you kind of have some options you can be okay with that you can still do an official recommendation for you can kind of say like we're okay with that for now but we're we're um we're wanting to do some more changes so we'd like to work with the Planning Commission more in the future so you have some some discussion you can do about it and then Jeff was working on a proposed resolution that I can also share uh uh stop sharing for now but um I'm going to pull that resolution up is there anything to add from anyone who attended the tenant Education meeting where it was discussed more okay bye I think one question I have is whatever recommendation is made and whatever changes are proposed here I think we should think about kind of put forward right out the timeline of what happened for this complex on on was it Forest Southport Forest yeah um and kind of play through what would have happened with the proposed rules because I want to make sure that whatever is proposed would have actually maybe maybe helped these people because I if it's if it's I mean it seems like a pretty Common Sense will change but these people were really left in a terrible position so I'd like to just kind of do a mock run through of what you know would if this requirement were in place with the tenants who were there really have received that postcard or would have been the previous batch of tenants for example you know and if they had received it what could they have done we is there a chance that they would have been had enough time or had the ability to maybe change what happened to them but thank you for the the whole summary there I think that absolutely makes sense I can look up um when that meeting was held because the postcard notices a meeting that the developer has to have before they even apply to the city and then the city application process is sometimes months long so I don't know if um I think it could have just made uh like given a renter more information when they were looking at signing again um but I'm going to look up the date of the meeting Jamie go on yeah um and I can't remember if we kind of worked this out in the prior meeting but just from my notes um I had made a note that there were quite a few people from the tenant at committee meeting who just felt like you know the the postcards are important but generally speaking the process just feels very unfair that a tenant has to sign a lease and then a landlord can just decide not to honor it um so I don't know if that's something that the did you say it was planning services I don't know I don't know if that's something that they have authority over or if that would be more of like a law law change but I mean I just wanted to throw that out there because I it seemed pretty strong from the group that that the fact that it was allowed to happen is just seems wrong Jamie to piggyback on that the one answer that we've never gotten is can we legally make it so that these types of Clauses are not allowed I mean I've shared I've shared numerous emails from tenants with this group with Zechariah over the years where we I mean things like we can change the rent with 30 days notice like what is the point of having a lease so some of these things were you know there was a caveat in that lease that that let them do this essentially and so that to me like postcard's nice but we still have never really answered like what from a legal perspective can we make happen that that landlords can't do the I mean you shouldn't be able to just increase someone's rent by 400 with 30 days notice just because you say in your lease says that and yeah I mean it's totally attendant education piece about please don't ever sign a lease that says this but when the pressure is on tenants and we know that housing is Slim here we already know why they get into those situations where they sign them um so to me that's the question I've never had a legal answer of like what more can we do through ordinances through City stuff sorry to try to prevent that in the first place thanks Jordan Julia um that is a really good point I didn't realize that they had a clause in their lease allowing that so that puts a different spin on it um and then it they're definitely in Michigan there are clauses that are illegal to have in a lease um and you can't give away your rights in a lease I'm not sure if Ann Arbor can do more specific laws about you know about Clauses in a lease but that would be something good to know um and I think it would be really good to know any developer who uh you know is in the planning process signs a lease with somebody knowing they're in the application for the permit um should be required to send notice to everybody they've signing a commitment you know a lease with or anybody who's viewing the property um should have to get a notification that they're in this process and not just kind of the neighbors the way it is now planning was really receptive to some of those concerns about um like other things that um that section of city code can require a developer or a property owner to do so they were they were pretty interested in future collaboration to talk about maybe posting the site or other things that are maybe like required to be visible or displayed at the site so if somebody comes to visit or to sign a lease they would see that it was under under application so um that's something to work on in the future can I say something yeah because uh when they signed this lease um in March the point is that the developers have had have they planned this had they planned this before the time or um earlier if they knew that they have done something I think it should be have some regulations in the Futures to prevent the thing like that happen that if they knew that it's going to happen then to develop this area and still sign the things I think we should try to have some regulations to prevent this kind of thing happen again um to piggyback on what Jordan said too um you know we might not be able to legally have a certain language on um you know notifications and stuff like that but we might be able to um just more generally even uh if it's possible require landlords you know if if you have to to remove a tenant because um not an eviction but remove a tenant because of something like this or some other like non-active God kind of situation that you know the the um landlord might have to cover you know um moving costs or um you know if they have to find a new place and it's more a certain amount of the difference in rent or something like that because they're choosing to then remove that person and then another option might be something um to considering these lines um you know some sort of rule that says you know if um you're going to cancel someone's lease because of this um and they need some extra time um then you can't charge them a month-to-month fee you know a lot of places if you're going to rent month to month um we'll we'll make it more and if you know in this kind of situation you know if if this person's lease is up in March but they don't actually have to leave the premises until July or August maybe they can use that extra time to find something new without having to pay an extra fee because they're the ones that are you know the new lease was terminated thank you for all the insightful comments here I agree with just about everything and what you all said um I know that there is a resolution a draft resolution that was written and Jeff you wrote that correct yes okay um Kristen do you think that would be a good time to go through that discuss it sure okay I'll pull it up on the screen here um Jeff do you want to introduce this and just kind of talk about um the points in it yeah sure um uh first off thank you for uh it's a Christian for um some help on this um and some ideas um you know it kind of um the first part kind of mirrors just um some of the stuff Kristen gave me some of the old ones we've done um and so it kind of outlines how um we've been contacted uh regarding this particular property um that the current city code requires um that that notification in a citizen participation meeting be held prior to applying for um any kind of uh building plan approval um it has to be um you know within a certain amount of time and then everyone has to be notified um uh the planning service department um is supposed to be the group that supplies the list so if a um If a landlord is going looking to redevelop a property they're required to notify everybody and the the list the list they get of who they have to notify is is from the planning uh the Planning Commission um and so um you know we we know the way I wrote this was to you know um basically say it sounds like the plane uh the Planning Commission does this already uh Washington does has agreed that they should um but to make it more um official that uh anyone being notified includes the surrounding people but also those that inhabit um the property itself because the the the language in in that chapter 55 does specifically say surrounding um but it doesn't explicitly say and the people on it so that was kind of the um where this came from Julia uh I think you did a great job on this and I think even though the Planning Commission has uh is is being supportive in these changes it's good for us to have this record um and it's good for us to encourage them to actually amend um chapter 55 because you know who knows who's going to be in the planning department 10 years from now um so I really support that and I prefer option one just because it sounded like we all kind of agreed with it so why not go with the stronger one I would add one sentence in here to say that pers uh prospective tenants should also be notified if it's during the process um and that any uh tenants who have not moved in yet but signed a lease um should be notified when the second all those points and I agree with the proposed Edition so if we're I don't know how strict we are with like Robert's Rules I would like to put that forward as a friendly Amendment yeah Jeff um oh go ahead um I think it's fine for that to be a friendly moment it hasn't been moved and seconded yet so if you um want to move and second it we can just have that be a friendly Amendment um and then if everybody agrees on that that's fine um and then you could vote on it as a whole I was assuming Jeff's presenting it was the moving it and then I would second that's great so that's moving to introduce the resolution so that we can discuss it and then uh Julia just seconded that introduction so now we're officially discussing the resolution and um Julia proposed an amendment and so long as it's like a friendly Amendment meaning that the the author of this resolution Jeff likes likes the amendment it can just be included without us having to pick a whole vote on it he does explain to anybody who doesn't know what's not super familiar with all that okay great um so it was moved and seconded we're not discussing the resolution the amendment was made although we should probably write some language uh so Julia do you want to just uh oh okay go ahead I was just going to ask um we should we make the the change in an official language before we then move to improve um because otherwise I feel like if if I added something we'd have to wait to bring it back to the next meeting yeah it's such a small change I think that we can quickly write that down um let's see uh Jeff do you have that that word document uh yes I do okay and you know another amendment would be to I'm not sure this is Julia's would be to delete the option one section or sorry option two rather so that we just have the uh the two resolved Clauses instead of the three there so it would read something like be further resolve that the renters commission suggests that the anniversity council and then chapter 55 of the city code to ensure that current residents and or tenants of a Redevelopment site explicitly included in the list of the required notifications as part of the citizen notification requirements currently outlined in chapter 5 Section 5.2 28.4 and I guess we could add that as a separate uh resolved Clause probably be it further resolved since this if we add more it might get a little long I don't know for the result that well I was I was I'm pulling it up right now um we could add it you know we could just add it out of option one and just say you know current residence um you know and tenants um uh future you know uh future leaseholders and perspective uh prospective tenants or residents I mean it wouldn't make that it wouldn't make it that long but I see what you're saying there okay I can share it if you guys can sure are you you have sharing privileges I think so I just made you a co-host so you should be able to now can we see it there's no chat or I would put in oh you're typing it okay well no you know what that's a good point um Zechariah because it's it's notification it might be yeah yeah I see what you're saying now I'm not sure if that really fits in the same category because you can't really have a list of people who haven't come to tour the place yet and all that um it seems like that's where we'd have to come in with like having um that they that like prospective tenants must be notified in writing once they have expressed interest in signing a lease or something it feels like there's a way to kind of cover that base um obviously yeah you can't email everybody but like our main point is right that these people would know before they sign a lease I think right I think in the first uh be it further resolved we can add a sentence saying any leaseholders who have yet to move in shall also be notified in the therefore resolved above option one you're saying no I think that can go in that paragraph current residence and then you can add another sentence any leaseholders who have yet to move in shall also be notified so at the very end of the of the Clause is that right in a separate sentence or if he can fit in the same sentence maybe current leaseholders current tenants would be leaseholders and if you have a lease but you're not a tenant you would also be a current leaseholder so maybe shortened to be yeah or at least holders okay and then the other sentence I was thinking about is um something along the lines once the Public Announcement portion of the permitting process begins the landlord must notify all prospective tenants of this foreign so if they're showing the apartment and they know they've got a public hearing two nights from then they have to tell anyone who's looking at the apartment I think the details of that is something that the like one of the commissions of the Planning Commission would be interested in working with the renters Commission on like what does notify mean does it mean posting the actual site does it mean on the website does it mean like a piece of paper that's something they're kind of the staff kind of was like rentals commission they're like experts on like the renter perspective so you'd like to work with them on it so I think in the future with with this ask of the Planning Commission I think um to expect some opportunity to to work on it with them to build off of that I think that we should probably include both option one and option two those Clauses because they're definitely not mutually exclusive and we can say we are requesting you know this General change but we are also requesting to assist in the process I'm not sure how Hands-On we want to be but if we want to make it um we want to clarify our position and our feelings um we can always just request to be involved like as an is done in option two plus so are you saying like the option two Clause kind of um would make it so that we could work on including um future prospective residents versus having to explicitly say it yeah or even just if they don't understand or if they don't fully get because I'm not sure it is clear here from the yeah I mean okay so one thing is I know we don't talk about how the notification needs to occur you know as I think was Kristen was saying I believe um and we could write that all that out or we could just ask it be involved in the process and um so my recommendation on that is to remove the words option two and have it be further resolved that the renters commission is available to assist rather than request just to make it a little milder um and then if they wanted to get into a bigger discussion about what does notification mean which I think is being discussed at every level everywhere because not everyone is fully into internet um kind of in a weird amount um um really quickly here I think that the and or to ensure that current residents and or current leaseholders uh I think you just remove the ore yeah just say and personally um although could we just take out current residents uh and Christian you would mention that um a current resident is a leaseholder right I can't think of an instance query or we could just say current recognition um the postcards are addressed to like current occupant or current resident anyway so I think it's fine to leave and it's not clear to me from here that from this that we want the landlord I guess to require any prospective resonant and are trying to be informed the properties button okay yeah no that makes a lot of sense it looks great any other so did we want to then keep the bottom one as well foreign additional stuff that might come up or maybe add the word additional or um or other or something like that um and somebody had said change and I think requests to um is available volunteers or is available yeah so the changes that were made here were to add um current leaseholders into the first be it for further resolved and then also to include both options instead of picking for their own and that um available instead of requests were there other changes okay I think that's still fine and like the like the originally proposed friendly amendment I think that the change is still pretty minimal I consider them all friendly okay perfect Jamie just one quick question on the last um point do we feel like we need to specify that they should be notifying um current or prospective tenants prior to signing the lease or does that seem implied if someone's a perspective I I think it wouldn't hurt to just say before signing release um but it should be implied I mean I guess the other option would be if you know you sign the lease and give it to the landlord and they go oh by the way that's something you could always discuss when doing the like actual um like meeting with with the Planning Commission to have to kind of give to them to use in their Amendment yeah that makes a lot of sense okay it feels like we're ready to move on to adopting the amendment or you know voting to adopt the amendment uh is there a motion to move to to adopt the amendment we don't need one it's friendly oh sorry to adopt the resolution is what I meant to say excuse me to call the question and adopt the resolution okay emotion my Jamie second marriage all those in favor of adopting this resolution as it is before us say I um I was supposed to say name okay congratulations Jeff it's great resolution thank you Kristen for helping okay wonderful now let's move on to 6 Dash D uh which is Officer elections the two officers opposite positions in the commission are the chair in the vice chair as far as I'm aware um as you all know I'm the current chair and Lucy is Lucy Peterson whose absent today is the vice chair I talked to Lucy about whether or not she wanted to run you know was she interested in becoming the vice chair again and she said no so I'll just before we open up for any sort of discussion I'll just say that I um would be really happy if somebody was interested in becoming the chair or the vice chair I've been having a good time but I would think it'd be good for someone else to give it a give it a try if you're interested and all with that I'll open up the floor and just asking if there's anybody interested I'm assuming the vice chair doesn't really have to do anything unless the chair is gone is that a correct assumption if nobody else is willing I would be Vice chair it was one or two meetings um in the past year where Lucy facilitated so that's pretty like light duty so someone should move and then there'll be a second and then a vote um so Julia it is interesting so this one I'm wondering a little bit more about other people who aren't here go ahead I'm sorry Chris I will say that um I think it's a good sign that if you're here and you want to be the vice chair that's probably bodes well for you that you should that's the video I I know that people have very busy schedules but um that's a good point I haven't heard it from anyone else that they were interested though in the last meeting when we briefly discussed it okay I forgot it was brought up at the last meeting okay yes so do I move myself as nominated for vice chair I think you can okay so moved I'll second it I was gonna move it but I'll second instead okay should we take nominations for the uh the chair or do we go right to the movement to voting on the vice chair position prison you will do a separate boat this time um sometimes I think it could be as one motion but since it's already separate we'll just we'll vote you can vote quickly and then share okay so all those in favor of Julia become the vice Chair say aye aye I was posting a okay congratulations Julia you're the vice chair see I don't have my little oh can I do the Emojis here I don't have the little things with the little horn bump layering you can do in regular Zoom unfortunately no it's too serious for that okay so on to the question of the chair is there anyone interested in serving as the chair fairly easy you know just direct the meetings and uh both the both the chair and the vice chair uh do have input into what gets on the agenda as well I nominate Zechariah to be the chair okay uh Jeff I was just gonna say based on what you said earlier I don't know but if you were still interested and willing I I would like to do the same for me okay not to nominate yourself okay no um yeah thank you I I would accept um so I guess you can be a second to Julian um before we go into voting I will say that you know I've been the chair for a year I guess yeah um and if anyone is interested and being the chair um assuming that you know you guys vote for me here I would be happy to step down and just hand it off to somebody else I think it's good to get experience for the commission especially since I'm I'll only be living in Ann Arbor for another year uh so we can talk about that any point we can discuss uh you know anybody interested becoming the chair but let's move on to voting um all is in favor say aye aye are those opposed say name great thank you very much I really do appreciate that um I am trying my best and I thank you um okay so with that we can move on to item seven which is reports let's go to 7-a report from City Council uh Cynthia hi there you're ready to give a quick report well um how was everyone this evening I um the only thing I really have to report out um that's new with city council is that we the first meeting in July we passed the driver's equality ordinance the driving equality ordinance so that was kind of a big deal we're excited about that um and yeah that's really about all that I have unless anyone has any questions did you have a question Zach yes um right thank you for passing that ordinance I was uh very supportive I'm very happy that I'm all adopted it unanimously too right yes yes they passed unanimously it was really great so um you know we're kind of working too terrific yeah [Music] go ahead I'm sorry I think you froze up for for a bit what were you saying I'm sorry I'm having some internet issues please finish that thought oh no no I was just saying yeah we were excited yeah we passed it so um you know we've gotten folks from other jurisdictions municipalities reaching out so we're now working on um efforts at the state level similar actions at the state level so yes thank you but that's fantastic yeah um I I have a question about the waitlist situation um there were some concerns expressed by various council members um when we um I think back in October I remember some council members talking about that at a meeting and you know we had that um the waitlist report sent out to the council members and I was wondering if you'd heard about anybody interested in those recommendations or uh interested in doing something about the situation should we don't go another year with uh these paid wait lists yeah the um I uh met with council member redina last night and we are um in the process of sitting down with uh Rise um Mr riser to to discuss uh you talk about the fees right the waitlist fees is that what you're Roofing exactly the weightless these application fees that sort of yeah application wait list hold fees yes we're so we are in the process of of working on working on that we should be meeting the three of us probably within the next week or so so fantastic news thank you very much yeah yeah thanks yes that's all I have for now okay thank you very much Cynthia any other questions okay then we'll move on to 7-b ought from our hhsib liaison Jeff I don't think you have a report on this one since you were just elected this meeting um I have nothing to add at this time and thank you Jeff and we'll move down uh down to seven Dash C report from the staff liaison um my only item I um mentioned earlier all of the tenant booklets that are in stock right now are updated so we were trying to get those ready before um kind of like move-in time so any landlords or tenants who would like to pick up their tenant booklet that's um as updated as possible um they are ready and there's about 2 000 so there's no wait um to pick it up um what's up spread the word or um if anybody would like to pick some up um the clerk's office you can help up at any time thank you Kristen uh now we'll go to seven Dash D report reports from Commissioners committees and our working groups um does do any Commissioners will start there have any uh reports anything to add okay and one quick report from me besides the right to counsel discussions that I've had with some members of the Detroit Tenants Union um which you know anyone here is welcome to join going forward uh I've also been notified that there was a Tenants Union attendance Association founded for McKinley properties so if you know anybody who lives in McKinley properties is interested in talking with tenants about tenant rights um please do let me know I think that uh I'm personally very supportive of tenants unions and Tennis associations and uh I'm wondering if we're going to see a Resurgence here of tenants getting a bit more organized okay were there any committees that Ms the tenant education committee did we did we meet since our last meeting I can't remember the meeting um I think two weeks ago so the sixth or the fourth I already talked about that's right I'm gonna update from I think Jamie uh uh engagement about so that's right Jamie do you have anything to add or anyone who's at that meeting to add um I don't think I have anything to add um we've spent a lot of the meeting discussing the developer developer development engagement however you say that um and I thought we had a really good discussion um we had many new commission members attend and it was really great turnout to see um we did also talk about we talked briefly about the um Community engagement uh event that occurred back in April and just plans to try and formalize more of a response and process um around Community engagement and similar events going forward um myself Zechariah and Jordan are actually planning to meet with um Leslie and Linda from the Human Rights Commission um sometime next month and just kind of talk through like what their process looks like and try and get some ideas from them and brainstorm together of how we could improve going forward and maybe even collaborate with Human Rights Commission so that we're not like overlapping in our work I think that was about everything in Julia's hand I was just wondering because you know we had that the section of the um the city section of the tenants rights is is on the work plan and and I was about to say oh well maybe we should do that in education committee but I don't know how comfortable the Commissioners feel with their own level of knowledge of the landlord tenant law perhaps it makes sense to um put it on the agenda you know for a couple meetings in the row to work through it uh as a whole rather than sending it to a committee just an idea I think that's a really good point Julia and I'd like to point out that our attorney seat on the commission is currently vacant um Nick Ramel had to step down and I have made a few uh I have made a few phone calls uh to a couple people who suggested by Nick to try to get them to apply um I haven't had any luck yet but I'm there's still a few people who I haven't heard back from yet I think that they should be involved in the drafting of you know any sort of new language and in that this booklet but just to add on I think that we should at least discuss it during tenant education committee and then we can either choose to bring it back to the whole group the whole commission or keep it there okay any other reports all right let's move on to item number nine uh nine-a we do have a few Communications uh to the commission let me pull these up here yeah two okay First Communication is regarding safety security at the courthouse Square Apartments I know they've had a number of issues and it looks like the front door is that correct is not functioning properly the lock in the front door I know Jordan you know a lot about the situation and so do you Kristen sorry I've got a little visitor Kristen why don't you start and I'll fill in in a minute when I can get him doing something yeah so this tenant um this this is um a person who's emailed in the past with issues at Courthouse Square and they were kind of emphasizing that they're still happening um if you scroll down their original email um kind of outlines the whole situation that they experience [Music] um and then I forwarded the entire email to rental housing um and the police department and also to the Housing Commission and then I checked in with Riser and our attorney generalizer and um I don't remember what he said about the front door of a building I don't know if if that was a requirement or not I want to say no um at a unit store needs to like lock adequately but I don't know about the front door of a building I thought Chris said that um hello everyone I thought that uh Chris said that the was not a requirement it's a front door lock they also looked into the the windows and he looked at the code on those and because they're not used for um circulating air because they have interior units it wasn't a requirement out of the code that they have screens I maybe you already parted that out person I don't think I have actually um so that was uh kind of looking into the screen um we had a previous email about screens and I think the the thought was that sense the windows are operable they should be required to have screens and then rental housing did a little bit more research um and determine that sense the windows aren't for ventilation um screens are not required and I think that was true that they hadn't been required in the past so they perhaps never had screens yeah these sound like that's my question sorry guys my little guy's trying to um I'm going to turn my camera off and comes in Casey comes out of the bathroom uh but I that's my understanding too I think that it sounds like they the the front door has been propped open since the first um of June they were saying that it it's like a long time that the lock hasn't worked um and that it's been propped open at least the last couple weeks and is still propped open so that was my understanding as well okay I think that oh go ahead Jamie was it who is speak English then well I was just starting you know there's there's requirements besides Ann Arbor city codes um but as with most tenant things it's very hard to get it enforced uh the one advantage at Courthouse Square is that um the tenants are eligible for Legal Services and often when you've moved in with something the landlord is required to put it in good repair keep in good repair even if it's not in the code like a washing machine if you rented a place with a washing machine they have to fix the washing machine when it breaks and I think that concept applies to the front door also um but I'm not sure what we can do as a commission except recognize how hard it is what did rental housing Kristen did you talk to rental housing about the store specific thing and sorry if I missed that I've had to hop out of the room but did we talk to them about the door I think that um I didn't speak with rental housing but I think that John Riser did and I think the information that he got was that the like the front door of a multi-unit apartment building um would not be required to have a lock but um maybe if maybe like with more context if we if we provided some more information to the inspector that maybe helpful in determining kind of like with the window situation well I've been texting Pete um uh Chris and then you know does the courthouse Square front door need to have a lock on it not by the code standards and then he said each living unit does so but but if people are getting in there um I don't know if that's a security thing or yeah you know whether it's the place should be called or do rounds or or or something in that if there are people who are supposed to be there that are causing disturbances um looking at the uh uh I know that there was a problem with people going in there and then they were kind of sleeping there on the second floor too yeah there's a big open room I mean right yes there's no like we have both Avenues I feel like as a community as a society we can say first of all we need to acknowledge that this isn't necessarily a population that is comfortable interacting with the police like the police are I know I know you know the police are not a solution and you know so they do have the new managing woman can we you know like is there a role for someone in the city to be to be the one that calls and says just can you just fix the front door can you tell us when this is going to happen can you tell us like and and they might say it's you mean does it not shut or not lock it does it does not lock and it might not be a requirement to lock that front door I mean sure fine but isn't there is it I mean I'm I'm happy to do it on my own like isn't there a role for giving these people some power in like they they had a door that locked they had security and they deserved security and I'm just really frustrated that we we're taking this information we're getting these people's vulnerability you know on the line and their stories and then we're like well there's not a code so nothing can happen like that's the part to me that feels it feels really objectifying at this point so how how can we as a community as a city beyond the renters commission where do we go with these things I guess that's the question well I'll reach out to Chris McFarland to find out if there's anything that that can be done but we can't make up standards that don't exist in the code that doesn't mean we can't reach out to them and have a conversation but you know we can only enforce what the code allows us to enforce we can only require um what what the code allows us to require I'll I'll reach out to Chris to see if there's anything that can be done as far as Outreach uh to the landlord to the property management company about it especially when it comes to security I get that thank you and I'm not angry at you I'm angry though no no I know it's part of the system now where it's like oh hey we're going to do things and then we keep coming back to the same group of people with but we can't you know so I yeah that's that's my struggle Jeff um uh two things actually um tying under this this locking thing is has anybody has anybody seen the lease that these people have signed that may or may not imply that there is some additional requirement of the landlord to provide security um you know oftentimes they say things like you're gonna get two keys one for your unit and one for the outer door if it says you know don't prop the door or you know like like in my where I live it's one of the parts of the thing is you know the door should not be propped open you should not um you know that kind of implies that they are requiring you to keep the door locked so why would they not have the same requirement and I don't know that's a good question I'm going to reach out to Chris McFarland and to find out what the code section is and whether anything can be done and I will reply uh to Kristen and then she can share with you folks as to what what code section says they don't have to do it and beyond that are there anything discussions we can have with respect to tenant safety um or hawc or legal services or I mean one of these other entities of course this I'm not saying us I'm saying us as a society like maybe there are some other people that could reach out might be a good question for Gail I know Gail isn't at this meeting but Gail might have a resource um I'll send an email out tomorrow um asking about um I don't wanna this is a very important topic I'm you know this is also the end of our meeting here I wonder if we should have us I guess I'll ask this a question is are people interested in having a separate meeting just about the courthouse Square issue I know we've done that in the past a couple times um and I know it's not really our responsibility it's a commission to go down go in and try to solve you know tenants problems we're predominantly here to to give feedback to the city council but I think that there is room here to better understand where to redirect tenants who are experiencing similar situations there's there's you know what's a successful path to getting this problem fixed and how do we get tenants on those Pat on that path when they contact us I feel like that that is within the scope of this commission and I think that's something that we could discuss uh figure out how to what that path would look like for these tenants and uh be ready to give similar advice to people in similar situations uh but is there interest in just you know moving this discussion into like a working group meeting uh sometime in the next couple weeks okay all right yeah well I guess everyone will be invited to that we'll just discuss the various Communications we received from these tenants um and we'll have to make it sure we find a time that Jordan and Jamie can attend since I know you two have been involved in this for a while um and I saw rosanita your hand was I think it was was it your hand was up it was I had a couple of questions but if we're having a separate meeting then um it can one of them can wait the other one was I know we had the second letter is is it from this I was just wondering if it was from the same person or two different people yeah same person is um is it okay Kristen for me to like forward the prior email change of the people who have newly joined the commission since that or well I'll send it I can sign that information out okay it's just yeah the since the name was you know blacked out couldn't tell if it was the same person or two separate cases yeah same person and then I'll um I'll put together all of the kind of background information on this um and then send it out prior to that um kind of the special meeting that gets schedule up maybe I'll work with um Jordan and Jamie and whoever else was involved to put that together okay um thank you for your driver's willingness to meet separately on that I don't want this General commission meeting to go too long here so I think it's best that we just dedicate an entire um working group meeting on to discussing the whole issue okay are there any other questions or comments about those two Communications from the tenant at Courthouse Square okay those are our only two Communications so we can move on to item 10 which is adjournment uh do we have a motion to adjourn so I moved thank you Jeff do we have a second second by Julia all is in favor of adjourning say I I was supposed to name okay with that we are adjourned thank you everyone for the great conversations um and discussions tonight thanks

that's good enough for me now the city mentioned there's some testing that still needs to be done load testing and such that's correct and I would like to add too that any connection of the generator would need to meet the code minimums for Life Safety be that the enunciating panel that you know isn't currently like those types of things will have to be in place um and I don't think that I don't I don't know that part of the appeal was to um not have those in place like it's something that Ron said it struck me is that we were requesting things that were unreasonable as for a temporary generator there are certain functions that that has to perform to keep all of the life safety elements that are required online so I don't I don't believe that this is appeal for any of those in saying that I believe that the temporary generator needs to be hooked up in a way that it functions exactly the same way as the permanent generator is intended to because it is intended for Life Safety purposes [Applause] go ahead Tom you could start but I want to just before you say that Mike this is a temporary generator it's not intended to be a permanent installation the permanent generator would come this is an interim period this temporary generator will function just as it's intended and designed to to uh to act that's the whole point is that it's not permanent we're not trying to make a temporary generator permanent we were trying a good faith to do that by taking this interpret gender temporary generator and making some changes to it and wiring it up in a way that it typically isn't used to try to gain your acceptance and it's become I think clear to us that we're not going to be able to do that but the code does not require that it's temporary generator be connected that way Tom if you want to add to that yeah agencies [Music] so that we could attempt to use this generator portable generator on Wheels as a permanent generator as a worker like that earlier and and we proved today that we can't operate the generator but the enunciator panel would connect to the permanent generator in a way that the portable generator so what run Point Ron's trying to make is Morningside originally and today as requested to use the portable generator on Wheels Through the portable generator cabinet in that configuration the unknown theater panel is irrelevant because it goes with the permanent generator not a temporary generator but but certainly announces isn't the basic code say that there has to be enunciation if the emergency generator kicks on right that's my understanding I mean that's what the girl says so that I mean this seems like but on one hand it's saying that the temporary is going to be functioning exactly as the as the permanent as an interim method but it's not really so I mean Robert Robert can I can I speak can I want to address your point because I I understand what you're saying yeah but let me give an example to kind of explain what's happening let's say for example that we weren't here the permanent generator came what it was supposed to and was installed and we got our TCL okay and then let's say two days later the thing turns out to be a lemon and it doesn't work in that case we would order a temporary generator plug it in as it's provided for and it would run until we had a permanent generator repaired or replaced or whatever the case may be there would be no enunciator panel connected to that that's the point the code doesn't require it so that situation is already contemplated it's happening and Eric can speak to the NEC and I am no expert on the code but I do understand through the provisions it's been explained to me there is nothing in the NEC that limits the amount of time that the temporary generator can run in that scenario that I just outlined now obviously you want to fix it let's put those possible the goal is not to you know continue to run on it any second longer than you have to but I'm I'm just saying the code doesn't it's very specific it doesn't require the same sort of connections and requirements for the temporary as it does for the permanent and the reason again is to kind of go way back to the beginning the only reason we're here is we are snarled up in a you know it's in the supply chain disruption due to the pandemic so we are actively working with I don't know if you're all aware it's a Cummins generator and we're actively working with Cummins and the electrical contractor to get that damn generator out as quickly as we can they were pushing very hard or doing everything you can to expedite it to minimize the time frame time frame that uh Mike mentioned in his um in staff report is meant to be conservative um we certainly hope to have it connected before that but I can't guarantee it but we tried to be conservative at the time frame never put out so that's I think that that's a key distinction that gets confusing because and I can forgive you you're probably not aware of this issue until you saw the staff report or asked a few questions of each other but this is this attempt to connect a temporary generator to the building and make it quote unquote permanent was really just a workaround to try to solve the problem in good faith we did it we weren't sure it was a great idea it started out with saying we make it permanent and then it seemed like you know every day every week there were more and more requirements to make it not just you know equivalent but now it had to be exactly the same to make it permanent and I just we can't satisfy every one of those requirements we've been trying a good faith and we can get it most of the way there but there are things that we just can't make happen because it is by definition temporary so so all those things about well you have to make this generator have all these permanent features they're not germane to this notion that we use a temporary generator on an interim basis I understand that but okay that's not I mean that the conversation wasn't really going that way it was suggesting that there was an equivalency of the portable functioning like the permanent and there's a section in the code that was in the NEC that was in our packet that basically seems to indicate that if the permanent generator um is disconnected from the emergency system that their their be a an enunciation at a location remote from the generator I guess I don't understand why that's so hard to accomplish well what does the enunciation panel do it it it lets you know that there's an emergency situation is it all over the building well it is an intercom system all over the building depending the way I understand it there are several kinds but it can also tell you exactly where there's where the problem is you know if it's a problem at a particular smoke detector or some other device that's being monitored as part of the emergency system so if there's a glitch in this somehow in the circuitry between the emergency generator and at the emergency generator it'll let you know that there's that there's a problem um so Robert would it feel would it be okay if I asked Eric Stein electrical engineer to speak to this disorder yeah could you please correct anything that may have been incorrectly stated by me please yes yes um so I understand the concern about the immunization so I will refer to the code section that's in the packet it's 700.3f into that is uh F5 right where it says the switching means show include a contact point that shall enunciate at a location remote from the generator or at another facility system to indicate that the permanent Emergency Services disconnected from the emergency system so that the code requirements here for enunciation is simply to say that we're using temporary generator rather than a permanent generator and that is typically accomplished at the portable generator connection cabinet it's essentially saying we're using the temporary connectors not the permanent connectors and that's what the code requires it's it should not be confused with a typical generator enunciator panel which for a permanent insulation which would be connected to the generator and it would report many additional pieces of information further generated so what I believe that morning Cycles trying to accomplish previously was to get them regular permanent and mode enunciator panel connected to the temporary General it can monitor all sorts of functions but that's not what this code section requires it's simply saying and so in this case once that portable cabinet is manually transferred to the temporary side there will be a contact in that cabinet and it will enunciate remotely that we would be using temporary General it's not any comment about that two two three um I don't but we also have uh John lockdar electrical inspector here if we have more specific code questions he's more knowledgeable than I am on electrical code requirements um so if you have have questions we could direct to him fire department excuse me um I actually do have a comment on this list the fire marshal um so your intention and I want to kind of work off your statement here you want to put a temporary generator in that's going to power Your Life Safety Systems and you're doing this for the intent to occupy a building so in my mind you want to take an emergency situation to occupying a building to me it's apples to oranges if you have a permanent generator and you're already an occupied building that has its capacity and then you have an emergency that requires a temporary generator then that's what you have to do what you're trying to do is create an emergency situation to occupy a building oh Michael I I agree with much of what you just said where I would differ with you as we're not trying to we're not trying to do this what we're what we're doing is we're trying to solve a problem which is the permanent generator is just not yet available to the site and this is a project it's it's it's you know supply chain issues abound in construction and we're trying to find a solution to this one so we're trying to remedy a problem we're not trying to eliminate the permanent generator if we're up to us we have the permanent generator installed but I understand you just said well you know as long as you have the permanent installed already you know that's that's the next thing you do you know you rely on the temporary we're saying well we just don't have the temp we don't have the permanent generator we can't get it quickly enough and so we would like to use the temporary generator the same way it would be used like in my explanation if two days after we install it the thing no longer works so in that sense it's equivalent because in either situation you're running off a off a temporary generator now it's it's not equivalent in the sense that in one scenario the permanent generator functions at least for for some period of time whether it's a day or longer and in the other scenario we're starting out with a temporary generator before the permanent comes but um it's otherwise it performs the same and it's the same code requirements for for the temporary generator and I disagree with you because you're trying to if the building was already occupied under a permanent generator and it failed you would use a temporary but you're already starting off with a shortcoming of Code Compliance to try to occupy a building the distinction is is that we're not proposing this um to get away with anything we're not proposing this to make something easier we're proposing it because we are caught up in a supply chain disruption and without doing this then the building can't be occupied so we're trying to we're trying to remedy a situation that would have very significant consequences negative consequences for all the parties involved and again it's we don't know how your generator could go in and it's a day later we're making the switch I mean it's it's it's kind of a uh we're getting caught up in a bit of nuance and obviously we better be permanent generator installed period that's what we all would like but we explained that the reason that we don't have it when we're trying to expect the permanent generator to be available so what we've communicated to uh to building department is that we would expect it to be installed and functioning and tested everything else in October which means we would expect the delivery in the later part of September we believe that that is a conservative estimate I can't guarantee that you know obviously we'd like to outperform it we'd rather we're not going to come in and you know propose a date that we know would be wrong and be later we'd rather propose a date and you know come in early but you never prefer that so we're hoping that's the case and we are in constant Communications with Cummins and with the electrical contractor to uh you know anything we can possibly do to expedite it and make that happen so this is a this is intended to be a very short um [Music] okay foreign Mr mooch are you okay can any of the other participants hear us this time kale I can hear you again but I lost you for about a minute there what Rhonda speaking I didn't realize symmetra has gone offline I'm sorry let's give it a couple minutes foreign thank you for letting us know be right back dialing in now number ending in one though before that should be Mr Mutual then thank you hello we hear you um any questions about the board um the code citations that are in our packet the uh the 2700 series is that from the fire code the or the building code yeah let me look s this uh that's building code it would not be fire my fire code it comes out of chapter six so okay so the PF is just a reference to the cross reference and fire code so one question so we're looking at um a page that describes what is necessary for standby and emergency power things like um load transfer load duration uninterruptable power source that the provision of of Provisions for standby and emergency power I guess my question is if you go ahead and put in a portable um generator and have it try to function or function as a permanent emergency generator will that Arrangement meet all the provisions of the code or are there certain key exceptions that it can't satisfy I'd like to say something and then I'd like to address about that um again just to kind of go back to the beginning we're not installing this generator in a permanent capacity no no I understand that wait excuse me excuse me I I understand I understand you're not proposing to do that as a permanent thing I'm just saying that if you're if you're using it as if it was an emergency a permanent emergency generator will that Arrangement meet all the provisions that are listed in the code as far as the capability to do load transfer load duration you know I'm not going to detail them all out here but will it do the same exact thing until the permanent one is in place Eric if you can address that is yes um the the temporary generator is connected in the line of power Connections in the exact same way as the permanent generated so everything that was served by emergency systems with the permanent generator is also served by the temporary generator it's the the change is right at the source of power so the portable generator cabinet is the same cabinet that the permanent generator is connected to and the timber temporary generator is connected to and if you had a permanent generator the manual switch would be set on a permanent one and then it would go from there into the building and go through the emergency system if you have a problem with the permanent generator or it's not there then the portable generator cabinet switch is changed to the temporary side and the power instead comes from the temporary generator it goes through the exact same wiring to all of the exact same levels and therefore it has it's capable the arrangement the interim Arrangement that you're talking about is capable of responding as quickly and as efficiently as if it was a permanent system yes thank you how many units are on the first and second floor the rocky Prime that's how many how many do all units okay I'm sorry person second yeah you'll probably know those two than the first two floors and Mike can I clarify something I said earlier so I did the math incorrectly on the hours of operation at full load 24 we have to refill the generator every 24 hours if it's running at full capacity okay but that would be something that would be the absolutely once a day if that were here without the enunciators and something should occur with the temporary generator on a weekend say and you're not occupying the site how how soon would you find out you have a problem can you please respond temporary generator setup all right I could give you a real life scenario if that's what you want sure yeah sure so it would be the same as if the permanent diesel generator were there and operating on a weekend and for some reason it didn't work or it ran out of diesel fuel and and then it wasn't operating anymore it Powers the light safety systems and the lights in the corridor and the normal communication from the building would be either a tenant would call or there'd be some sort of alarm supervisory or other notifications and then one of our maintenance guys who typically gets the notifications from uh from Central alarm would get notifications that's how it works if it was the middle of the night and no Morningside staff was physically anyway that helps did I ask for clarification and that question was was that a question if the generator is running and there's an issue or if the generator is sitting standby because the normal power is on I was trying to explain what would happen if the temporary generator which is you know roughly 40 or 50 feet from where these generators are but it's within a back of houses the tenants and our staff whatever I agree ment generators standby generator without lighting there'd be no remote [Music] there'd be a lack of power to like the fire alarm paint or you know the light should be awkward there'd be a notification as a result of one of those failures does that make sense okay questions come forward it was mentioned that this Arrangement was intended to be a short-term Bridge and conservatively that I'm not sure conservatively meaning Which Way conservative liens but that the thing the permanent generator would be installed by October what if that doesn't happen [Music] but like I said earlier I I can't guarantee it so if it took longer then he would continue to have this this um this arrangement in place but again I want to emphasize this matter is being broadcast it's actively being dealt with the highest levels not just the subcontractor but also companies so there's a lot to take here we understand that you know the situation needed to be remedied as quickly as possible and they understand that as well so we're doing everything we possibly can you know to make this a short period as possible then again we hope to improve upon the dates that we gave you there [Applause] any questions not gonna be a motion okay I moved it in the case of BBA 22-2004 the appeal of the building officials decision that the work performed at 1100 Broadway is granted relief from article 700.3 of the 2017 National Electric Code that the building board of appeals reverses the building officials decision for the reasons number three the applicant has proposed a temporary equal form of construction with the stipulation that this is intended to be a short-term bridge and with the assurance that the interim temporary system will be as effective and res as responsive as if it was the permanent code mandated fixed emergency generator any comments on the motion just one should we put a time limit on it well from what I heard that doesn't sound like it's possible I mean so let's say you put a time limit on of four or five months then what we can have them come back they'll give us an update I guess they would be that you know yeah okay if they don't have if they don't have the generator by the end of September we'd want to report what the status of it is building I don't know it's an update of what let's say we give the building department an update I guess for for an enforcement and I'm just asking could we have clarification on the function how it's supposed to function in that time frame as part of the um Okay so I'll try I'm just that's fine that's fine um it's a good point um so as an amendment to the stipulation that the granting of this appeal is subject to being Revisited by October of 2023.

he then left and traveled around the United States teaching at various places including being a supervisor of the ASL department at the Marie Phillips School he returned to asdb as a supervising teacher for the ELP preschool and most recently was a curriculum resource specialist with the odd Sarah sotilli our newsped director has already been introduced at a previous board meeting but we are very excited that she is part of our team this year in some non-contract positions I'm excited to say that Karen Talus a former asdb IEP specialist accepted the position of assistant principal for ASB in Tucson Sabra Taylor is joining the pdsd campus as an assistant principal she comes from Colorado where she has been in the education field for over 10 years and she started her educational career as an ASL tutor Sabra also has two MA degrees one in linguistics and one in deaf education Megan Boyle will be moving from a teacher at pdsd to an instructional coach at PTSD Kimberly Atkins is moving from a teacher in Tucson to be their new Tucson IEP specialist she'll be joining Abby Wagner who's a former pdsd teacher who will be doing that job at PTSD and last but not least I'm excited to say that pie of Benson who was a former asdb Regional director is returning to asdb to be an instructional coach for the ELP I'd also like to add that all things considered are teacher retention for this last year wasn't too bad um our pdsd elementary team did see the highest turnover the PTSD middle school and high school didn't have uh any changes that I would say are out of the ordinary the ELP only had minor changes in Phoenix the Tucson campus stayed relatively steady and the same can be said for our itinerant teachers I personally want to thank every teacher and staff member who decided to come back and be part of the asdb team for 2023-2024.

and so with that I had to acknowledge that and it might might be the source of an attack by individuals who have uh digging her upon themselves to go on comments under an article things of that sort just have acts to grind of some sort reach out to board members so they can let them go on get them on there tell them that but the the if we lead ourselves by what is this disgruntled individual let's say what is this other person going to do and we're going to be doing a disservice the fact of the matter is that in order to run you need to talk to 100 residents registered voters in this community and it requires resources and so if we lead ourselves by what are they understanding what is this individual going to do then it's not an effective way of running uh an organization um the reality is that the designers of the system went ahead and required you to run for office as part of democracy you have to go out there and let people know who you are and it's such a large place like like Alum Rock and requires some resources and so that is the reason why I am supportive of my colleagues uh measure um it's not um has been stated by others here that stepping stone to think of that sort I think umbrage that too I think that it's important for people to go ahead and learn how to govern we've seen the results of an individual who has never done any sort of public policy that had been placed in the highest office and managed to nearly destroy this country and so I find it very irresponsible to go around telling people and making a team as if it's a nasty thing for people to be trained and and it in governance it's important to learn how it is to go I use this to be example that I work for electricity I got to know what's going on in terms of massive amount of budgets not until you're sitting there making actual decisions do you realize what it is to actually govern when your community is tearing you from one side to the other um and so it's important for people to figure out before they go up to another position and so to use that that kind of tired attack of stepping stone and things that sort people go out there they learn how to govern and they go and they put that practice in in future office and it's done by any elected patients you know take a look at if you are you as governor of New York before you became president and it was uh um and so the the examples are are very numerous if we're going to start to attack these people from going out there learning how to govern the school board and going out there and taking those lessons that they've learned art lessons to a higher office it's not something wrong and so I just want to make sure that to my perspective Rusty Chavez do you want to check oh I'm sorry okay vice president I'm just going to say that I actually uh had brought up to bring this up approximately four years ago you know when I was like you know going through the process um and I was discouraged to do so at the time so I'm I was all in agreement back then for all the reasons that are stated that are obvious um and you know in regards to Stepping Stones are not like I mean there was a time where I had no idea I'd be here now that I'm here you know I encourage anybody right to come to the school board run all you know the reasons that uh board I'm sorry um trustee Quintero mentioned learn governing right um and you know if you feel encouraged to run somewhere else you know if we look up the um biographies of many you know Governors uh Congress people um assembly members they started at the school boards and they talk about like how this is the hardest seat that they ever sat at um so yeah I mean I'm all for somebody who maybe has never thought about running you know to come and um you know um Run for the the school board and you never know you know we need people on these seats especially those of us that are not um like you know uh political career you know Seekers to have political seats but that really you know see the value in being on these decision-making tables um knowing uh you know what it is to live in your communities and to face some hard challenges and then to sit here and be able to make decisions um on behalf of the people that we serve um so with with that I'm going to be supporting this item thank you trustee Chavez okay um in raising it it also is it gonna make it uh unequitable to those that can't raise the money and and is that going to be a deterrent for others trying to um run for office I mean it always has been but is it gonna make it more unfair or more one-sided for people who would more fluency or or with unions backing that's my question that I asked myself in voting for this I'm not asking you the question I'm just saying that that's what I ask myself is it going to make this unfair to others who can't raise the money but perhaps could do a good job in in our other part of the community that you know I've heard people in the seats say that they would someday like to sit on the board so that's it thank you okay uh coach Montero the the comment about Union supporting them is particularly I'm a union members myself I pay my dues in a union serves as my books in my other not here but a union member of this school in this area um and so when we're using that why don't we go out there and what about the charter people that are out there putting out hundreds of thousands of dollars and I eat in other school districts they go ahead and hand over 60 80 000 in one shot here now I'm rocking one out of two solicitors that you have limits and um they served as well they were there for a reason they're outdated it's for that reason I'm supporting but I do take umbrage to the uh potentially an attack on the voice of working uh Working Families who um put together the resources to speak on behalf of their members we have privately run publicly funded organizations that take those resources and put out massive amount of money and I need that aren't controlled by anything at all Market does remember uh citizens united limits on rockability to tell anybody uh any independent group or what they can expect when elections this only applies to attendants I'm thinking on I I do have a comment and then I'll go to you and you know I too take on Words of that and I too you know in my regular you know day job I'm also a member of a union as well and you know this district has long served the the working class of east side San Jose and so uh you know I take you know uh there's nothing wrong with being a union I'm uh in a union I'm a proud member of a union and I think that you know uh okay um you know we should you know they're you know I you know Union has I don't see it having done anything wrong and so there I think there's you know it's been very very uh sad that you you you're casting aspersions on on labor unions there so with that trustee shot is it was never intended as an attack North versions on the unions I've set an example I could also have been saying people from this section of town of that section of town and I apologize if anybody got offended by that because it was not met as an offense it was just meant as a thought and me um coming up with an example and maybe that was a bad example there could be better examples but I'm just saying that money and politics usually means that the one with the most money wins and that's all I'm saying is by if by raising this is it gonna make it unfair to those who can't raise the money that's all I was wrong alluding to vice president thank you um as a union member myself as well and the points that uh trustee Chavez is making I mean you think um you know I'm definitely uh I guess out of the candidates I would say not the one you know with the most money or um even in the candidacy that I'm going for right um however I do have to say that for Alum Rock when I was a candidate um I did have to go through a thorough endorsement process through the union or any other entity that wanted to you know um support me and um with that you know I think luckily you know you brought up the union so I'm just going to focus on that is that the Union's there to ensure that whatever candidate is backed up that they represent the working class families um and so just ensuring that you know if the union was to back somebody up and be able to provide them with some funding which is not I mean a whole lot compared to other candidates like you say it actually helps even out that playing field it's actually a good thing to your point trustee Chavez and that if that candidate doesn't have a lot of money that the unions are there to support a candidate with the right values with the right ethics with the right um uh um moral compass to help bring them up to maybe another candidate that might have all the money but might not have those values and so um I mean I think you know I don't know when we're gonna call for the vote but um again one last thing because she did mention my name okay we all represent all Working Families here on the board and we also represent the ones that aren't working but I'm just saying that does it make it easier for the person with the the most money to win yes that's all uh go ahead superintendent Valor and I agree with what you just said the person with the most money is gonna win right because that's the way it is no I was the one who spent the less amount of money and when I won well I didn't know that yeah congratulations I I'm not going to use a unions or not you news I'm just going to use an example yes of the the parcel tax when we had a committee it was very difficult because people don't usually support those kinds of things because you know it's not it's not a bond it's not a candidate you know it's it's a it's a community community yeah staff neighbors who put these things together and sometimes when the limit is very low you don't have enough enough people with five hundred dollars to support and and in this last run um the committee that that was supporting because there were no contributions from the union there were not contributions from major um uh attacks or contractors or none of that right it was literally whoever wanted to support you know that's that uh run uh it was difficult with when the limit was five hundred dollars because it kind of mirrors what you guys are like allow yourselves to race so I know you know I I I'm not a politician and I'm never gonna run for office and I'm not you know I'm looking forward now to my you know my next career as a you know eventually retire so I'm not talking about that I'm just talking about the reality of anybody including people that are sitting in the chairs thinking can I run for the board well the answer is absolutely yes right but then you will be Paving the way for those potential candidates to raise a little bit more by individual because that's all it is it's not a guarantee it's not a guarantee that you're gonna get a certain amount it's not a guarantee that you're gonna get the 900 in that guy none of that is a guarantee it's just the limit that's it right and so I'm just you know maybe I shouldn't say anything right now but I just wanted to clarify it for the board that um it is not only about the candidates right it's the other measures other kinds of things that are Community has to pass right that is very difficult to do when you have a very limited amount of money thank you for clarifying but I mean I like that it's a discussion and it should never be uh like a feeling of a threat or an insult because that's not what was intended or never will be intended but if somebody decides to take it that way then you know that's not the way the intention was thank you thanks so with that email her comments from members of the board I'll move to a vote now really quick reading them the we wasn't clear on the second who second the motion because we couldn't hear it I second it promote I'll call you as I see you Christy Chavez no uh vice president Herrero era aye Quintero all right uh trustee Flores Shelton yes and myself voting I item passes four to one with the trustee Chavez dissenting move to item 4.02 superintendent violence oh these couple of items is just a csba okay motion by uh Quintero second by Krusty Chavez you know right so uh I'll open item 4.02 public comments saying none I seconded it I wasn't sure if I heard your voice sorry okay that's okay you're fine I just want to make if you didn't say anything I just wanted yeah I did but it's okay there's coming and item 4.02 is there any motion oh okay we already have emotion uh questions and comments by members of the board unanimously uh okay I'm 4.03 motion okay I I heard that motion by uh clerk Quintero second second by Christy Chavez open I'll open item the public comment a couple years ago early on in my tenure on the board um I and others would uh refuse to support the legal Alliance because of what they did to all rock allowing people to uh lie and say that we hurt their children when in fact their children are leaving school district and so that was that was a complete disaster legal Alliance left us on the Lurch on our own and so for that we would not support it but um as of late pain um on the right side on that one of the correct side of the issues they um have stepped up and so as a result of the work that they've done they've been able to push back on some of the approvals from the State Board of Education County Board of Education in terms of the charters and so the money has been well worth it uh in terms of the illegal wins that we've been getting by working with them so I'm very supportive of um their efforts now that they've been they've been working well with us they've been doing right by us so with that signal for comments and questions I'm in version award I'll move to a vote I'll call you to say see you trustee Chavez all right uh vice president Herrera hi trustee Flores Shelton yes and myself learning eye item Pastor she nasty item 4.04.
