and that the applicant will provide um a detailed description of the functioning of the system that will allow for the building department to approve I I'm sorry you're looking for enforcement I'm so I guess I'm just looking for clarification how is it how does the generator need to function as a permanent does it need to function as the permanent generator would okay compliance of all these requirements infection you know 2702 so let me saw those one stipulation right okay um so as a further Amendment to the stipulations that the this interim arrangement [Applause] will comply with all the requirements of the ibc's 2015 section 2700 provisions yeah I just I I guess there was a question about how the temporary generator is going to function and how it germinator permanent one would and that that's sort of where the exception the ex the exception that they were looking for so I just I don't I don't know how to clearly I guess know what we're looking for in functionality of the generator well I I guess the the stipulation that I put in the motion that it will be as effective as and as responsive as if it was a permanent code mandated fixed emergency generator so in other words the explanation we had earlier in the meeting was that this Arrangement was going to function exactly like a permanent generator with the the one enunciation issue not being capable of being resolved with and with a further understanding that this is not taking the place of the ultimate emergency generator that's supposed to be there fixed emergency generator that's supposed to be there is that [Applause] excuse me I don't I don't I might be out of order here but I in the spirit of trying to help come up with the solution that ultimately you know if this is you know problems could I offer a little input of my debits on the mobile go ahead yeah okay so Eric Eric could I ask you to I think we can I think we're offering I don't think we're trying to work here so Eric you're hearing what the and I don't know I can't see it I don't know which commission is speaking but hearing the commissioner's questions and hearing what Mike is saying I think we're trying to establish if this world uh you know what are the expectations in terms of the performance can you speak in terms of code sections or specific or something the granular that we can all you know hold to so that we're not you know we get some kind of relief today and then we're instantly debating what that meant yes I think we we need to acknowledge that the temporary General when it's connected to the portable cabin is connected in exactly the same manner as the permanent generator so in terms of power flow to systems to emergency systems whether that's the fire pump the elevator the emergency lighting Tower flow is exactly the same because it all starts with the portable generator cabinet whether it's the temporary job or the permanent generator they are both connected through that cabin flow into the building to the transfer switch in exactly the same wires so I think if we acknowledge that then the the approval would would be tied to the NEC 700.3 f which is the code section that addresses this situation is unable to perform then you have a temporary generator connected to a portable subject and that I would suggest that we trying to go there you have that in the motion here so let me try to add one more piece to this so where I wrote where I said it was the um as responsive as if it was the permanent code mandated fixed emergency generator conforming to and the provisions of NEC 700.3 f yes I agree do we have a second on the motion second okay so for majority for the path we have four board members here so we need to release three affirmative votes for this to pass clear on the stipulations because there was a lot of there was a motion and there was he started a second then there was some things later so Deb are you clear on what the record the record is going to reflect with respect to the motion or unless Bob is ready to read it again I'm going to have to review I have to review the tape to put it all together and send it out and see if it reads as you stipulate it you okay unless everything's written down or I can have it for you this afternoon unless you have it you could yeah could you do that because I I do much better with that than trying to re-visit my chicken scratches here so okay it's okay yep I will review it this afternoon and send it out all right so we can have a vote today or I don't know how does that work s completely what we believe it to be yes should I read this again I think it's gonna I think all right so I think we understand what's in there so the essence of the of the the appeal was that they are proposing something for item three that is a a temporary equal form of construction with the stipulation that this is intended to be a short-term bridge and with the assurance that the interim temporary system will be as effective and as responsive as if it was the permanent code mandated fixed emergency generation installation per conforming to NEC 700.3 F and that this appeal and the progress towards solution would be Revisited by October 2023.

Arizona has a teacher shortage I know you have plenty of other opportunities so thank you for deciding to stay here it's appreciated and please reach out to me if there's anything I can do to continue to support you in conclusion towards the end of last school year we started on focused initiatives like getting cell phones to our itinerant staff updating our language policy which we hope to have to the board at the next meeting we also started putting systems in place so we could provide the slpi assessment to staff to assess and then assist with their ASL group growth this year we will continue to implement those initiatives we're also focusing more on Collective professional development for itinerant staff and our Day School staff for example on July 31st all itinerant and site-based teachers will be getting together for a kickoff event our dhh teachers will be meeting in Phoenix and our tvis will be meeting in Tucson lastly to help leadership have a proactive instead of reactive start to the year all leaders on the educational side of the agency including myself are in the process of finalizing our 90-day plans these plans will be accessible for staff in the community to take a look at we're going to be transparent and I need to stress the purpose of these plans is not to penalize anybody but to help us all stay focused to the vision and mission of the agency as we start the new year thank you all and please let me know if you have any questions thank you Oren any questions from the board go ahead lid okay I have a question and a comment um but first I want to welcome all of our new staff um welcome back Aya glad to have you back for sure sounds like we're going to have hit the road uh running at the beginning of the year so any support we can give you let us know um question and this will probably go end up with Jennifer or somebody in the report um you it mentioned the Dual role of the interpreters as IEP team members versus interpreting IEP meetings can you briefly explain that so that that would be something that I would have to defer to uh to Dr skirber Scarborough I think what we want to make sure is that everybody understands um what they bring to the IEP meeting their role within the IEP meeting and that child's education uh and to have that very clear so everybody can be a meaningful part of the IEP process and speak specifically to um why they're part of that kids educational career good I was happy to see that um and also I would like to commend the ELP program I saw and hear that it was reported that on average 8.35 months growth over six months that's amazing good job you guys I've worked in early childhood and and that's that's the direction we have to go our kids can't make six months and six months they have to make more they're playing catch-up all the time so good job you're an amazing team yes they are any other questions hi Lauren this is Linda thank you Warren for that wonderful presentation I really enjoyed your report your introduction and welcoming of the new staff and your commitment that is unwavering and trying to elevate our community our goal is to provide the best Equitable opportunities and that's always a challenge and we will get this I would like to go back to The Early Learning Program as we know the best education happens in early programming and unfortunately we are facing a shortage of instructors and teachers in K-12 so can you speak to how you plan on transitioning students from our ELP into our schools by our residential schools or our day programs and how we're able to maintain our student population here at asdp is there some sort of programming that you are planning how are you dealing with the transition of our Early Learning Program students into our agency so first of all uh thank you for the kind words I do appreciate it um I think a place where we need to start is to ensure that our day schools understand what our ELP programs are doing and for our ELP programs to know what's happening at our day schools I think the more that we tighten that up we can see who the kids are in the ELP program and make sure that we have day schools that can meet the needs of the majority of the kids um so I I do think there's been a disconnect in the past of there's there's the ELP then there's the day schools and then there's the itinerant program but I do not feel that we have it to the point where each group can truly talk about what the other group is doing um and I feel that hurts us because in IEP meetings um you know parents and uh teachers might not be getting a clear picture of what we can provide here so I think that's the starting point is to make sure that all of us can truly talk about the agency one item I'm really excited about is this new CTE director um I personally feel that if we can build CTE programs on our campuses that are exciting and can lead to positive post-school outcomes parents and Educators might see that the day schools are a better placement um so we're you know uh Scott Madsen is really passionate about this and we both believe that if we build it they will come so those are the those are the two items at the moment I'm working on is trying to increase the communication within the agency and then to get Scott started on uh correctly so he can build a world-renowned CTE program here at the agency excellent thank you so much Lauren any other questions for Oren think you're off the hook thank you Lauren we will move on to agenda item 1.06 information item assistant superintendent of agency operations and support services assistant superintendent Cooper good afternoon board president kenniffel superintendent reichmann assistant superintendent catch off members of the board astb community and staff members each of the directors have provided to you their departmental reports there is no additional information that has come forth since those reports were provided to you last week uh to sustain our educational Endeavors we understand the importance of financial stability uh the Strategic plan outlines strategies which we're working on to optimize all of our resources looking at improving our operational efficiency as well as seeking additional funding opportunities to support all of our educational programs and in support of asdb's priorities most of the work that the team does is tied to pillar 3 superb organizational culture and pillar four effective resource management as superintendent reichmann briefly discussed we've provided updates on both of those pillars which have been included in the board materials more specifically in the Strategic plan is objective 4.2 which is the development of a long-range Master facility plan which also ties into our most recent Sunset audit that we had in 2022.

seeing none I will open to uh questions and comments by members of the board okay vice president Gerardo Harris um and I got my answer thank you uh superintendent I just wanted to publicly mention my uh question in regards to understanding the contracts um and guidance or direction from the state um an understanding of I know part of it stated um that we were going with the lowest Bid And so um I was just wondering if it was because of the guidance or because at the district we chose to do that it is because of the guidance and I just want to make sure that the board and the public knows that it is the same item so it's not like they are am I saying that correctly Mr Chang Mr can explain it better but I think it will be a good thing for everybody to know yeah that is correct it's a procurement code um that requires this to go out to bid um so for example if you're bidding for a pen for a pack of pen it would be the same pen but whoever beats the lowest would would win that contract um so it is a statement a procurement regulation that that district has to go through when they pass a certain threshold limit in terms of the procurement amount thank you for explaining it I just wanted to for the public to also get the same explanation that I had so thank you okay Amy seeing no further comments or questions by members of the board I'll move Google I'll call you as I see Danielson um in the amount of 550 000 um also for groceries and fresh bakeries for their CNS program thank you okay so uh open to public comments saying none I'll open the questions and comments by members of the board okay uh I'll just say this quickly I'm I'm glad that we are you know getting the best value for a buck and you know and that we are uh committed to serving our children you know uh healthy and nutritious food uh in our school breakfast and lunch programs so with that I'll move to a road I'll call you as I see you uh Quintero Christopher Shelton yes and myself running I I am the proof unanimously moving to section seven instructional Services item 7.01 okay motion by trustee Chavez second via Quintero uh superintendent Bauer I respectfully asked the board to approve the quarterly report on the Williams uniform complaints okay uh very well I'll open the public comment saying none questions and comments by members of the board saying then I'll call for a vote I'll call you as I see you trusty Chavez vice president of Quintero aye uh trusty floor Shelton yes and myself voting eye item is approved unanimously moving to uh item 7.02 motion by trustee Chavez second second by vice president Gerardo era superintendent Bauer I asked the board to approve the school plans for student achievement for 23-24 okay I'll open the public comment okay uh open good questions and comments by members of the board okay I'll move to a scene then I'll move to abroad I'll call you guys see you uh trustee Chavez aye vice president Shelton yes and my self-loading eye item is approved unanimously moving to item 7.03 I have a motion for item 7.03 move to approve motion by trustee Herrera lover second by uh Quintero superintendent Bauer this is another one made in Alum Rock um this is a collaboration I like to say that I think this is sounds really good collaboration between San Jose State University Granada in our Rock to provide um teachers who are um have a bilingual certification an opportunity to upgrade their pedagogy and their uh understanding of the research the latest research around bilingual and multilingual environments um in the same in this particular professional development the teachers will be getting University units that will go towards their advancement so um this is a very comprehensive professional development opportunity for our teachers okay thank you I'll open the public comment saying none I'll open to questions and comments by members of the board and I see trustee Chavez um I think it's a good idea uh however because there isn't certain contingencies in place I don't see us being or I don't see me being able to vote um on this other side thank you okay uh well I have a book and then question two uh trustee Chavez uh where where are these contingencies do you see there is no contingencies this is just bringing it to them but at the same time that doesn't mean to spend the money in invest it in them it doesn't mean that they're going to stay here and so without certain contingencies that yes whatever is learned here the product stays here then um until that's in place and it won't be in place this time supporting okay uh clerk Quintero I think it's a good program I think that by investing in our staff who would demonstrate that we care for them and that uh this is a place that you want to look at because there are visiting their pain that you go and get more training it's going to make you um it's going to allow you to develop your practice and become more develop your expertise and so it's another reason that I'm very supportive I know that um uh bilingual credential teachers are in high demand very difficult to give them and they're able to retain them and so I think it's a smart move to invest in in such a in a program like this is exactly I'm thinking would would attract leaving working in places it's a pretty Innovative program not one I want to be there because hey Christy Chavez I agree it is it sounds like it's going to be a good program and it is a good investment on the teachers however money-wise because it isn't in anything in writing right now and without contingencies um that's why I hesitate in voting yes for it thank you okay uh vice president Herrera um I just I I have some questions in regards to like I already wanted this to grow I was asking Dr Mark can we do this and make you go and in other places so it's very exciting you know that it's the first of its kind um that we have you know somebody uh liaison out in um Granada who is you know starting this kind of collaboration I think of others hear about it you know they're going to also want to grow and so I look forward to hopefully growing this opportunity um and you know having our teachers um benefit from it and you know I think by benefiting along with what trustee Quintero mentioned they they're going to want to continue to give back to our our district but not just our district our students here and bringing that back um and I just you know I think of the future and maybe other possible collaborations not just for teachers but our community as a whole and not just in Spain but you know the world abroad so thank you for bringing it forward I'll just you know so I'll just say you know first of all you know I think you know in a way it's to a show of faith in our teachers you know that they're we're willing to invest in their professional development we're willing to put the time in the effort to literally can say that here this is a way to help you be be a better bilingual educator right I can't think of a better place to you know to learn about the Spanish language then you know old you know own Spain and selling for example well I mean you know it's kind of like you know if you really wanted the new one the nuances of the English language you would go to Oxford University where they write their Oxford English Dictionary which is the longest running English language dictionary in the world right you know and so I think that um you know uh uh you know uh this is a wonderful wonderful way to develop the capabilities of our Spanish dual immersion schools so that I am in support of Caminos and I certainly you know I want to say uh you know to to wish him all oh what what is what's the Spanish equipment of bon voyage yeah I just want to make sure that the public doesn't get the wrong idea um I have my new job and I teach and um the college phase I need to go um to go learn more um so for example they send me opportunities electrical science conference or we got to hear tons of new informations coming out at no point in time do they say well you know we're going to give you this money but you better be here next semester or else we're gonna well it would be ludication to do and engage in such a policy and so I just want to make sure that the public is aware that it's not a common practice too very well we're going to give you this professional development resources but if you don't come back you're gonna you're gonna pay for it now that's not the way that it usually works you tend to want to reward your employees and yeah and keep them happy so they want to be here yeah I one thing that I forgot to mention about the program that I'm very excited because it is new I went as a bilingual teacher myself as a former bilingual teacher myself I was part of an exchange with uh teachers from Veracruz Mexico when I was in the classroom and you know those are the kinds of exchanges that we have been really seeking you know when people go to other places and then people come right so that's that's the other um hope for this India and in terms of content um there's a a very powerful movement movement not only here in Latin America and in Europe uh about language and and the kinds of how and how we see language so this is also about teaching all of us as Educators the language there's not one language better than other there's no the real Spanish from Spain's versus the rest of the former colonies or anything like that that I think that's a very important thing that that teachers are going to enter into that dialogue because our students come with many different registers and all of them are equally valuable and we should all respect them and I think that just breaking that all stereotype right that this is this is the right this is the correct way of saying something uh it's very important specifically as we embrace the concept of ethnic studies for our district and the in the concept of equity and respect so it it is very multifaceted and and I'm I can't wait to be are of the group as we learn some of the latest research around these things especially with students coming to us from other Latin American countries that also also Spanish speaking and that we need to welcome and value and respect and learn you know new ways of saying things thank you okay thank you so oh trust it for ourselves yep I just wanted to thank Dr Bauer for bringing another partnership to the district right to continue to create the Innovations the only in Alum Rock um opportunities so hopefully it is a A plus from a teacher um uh you know they want to be with us they want to stay with us and then we're investing and growing in them so um I'm excited this is the beginning you're bringing this to the board we're going to say take the concept and run with it and then look forward to coming back with sort of the so we can tie the bow on top and give you the go um but to uh trustee's point you know starting with 12 right and then let's see you know do you pack the house at 12 and do we need to double it but I think it's a great start and again another um Innovative approach here in Alan rock thank you I thought it was I'm sorry I thought it was 14.

we have not yet received an update on that six-month follow-up that the auditor's office did back in March however as it pertains to the master facility plan we are starting to see results of multiple years of deferred maintenance that has been presented in the board work study session that was conducted by our director of operations Albert Duff multiple buildings are beginning to show on our campuses excessive signs of wear and tear we're also seeing some of our critical infrastructure fail such as the lighting and electrical systems within the staff building on our Phoenix campus as superintendent reichmann mentioned thus the reason why we're doing our meeting via Zoom today our operations team is working diligently to correct and maintain the facilities but there is only so much that we can do internally uh the solution actually requires major Renovations and redesigns of our facilities and again this is why the master facility plan is so critical to the success of our students education and will need to be developed this fiscal year it is a priority for not only my team but the entire team for the agency as well in order to create and implement the plan for asdb we've hired Lea architecture to assist with the development of this plan The Firm was able to thoroughly review and do a walk through for both of our Tucson and Phoenix campuses and have drafted some initial considerations which we have included in my board report these initial considerations were reviewed by multiple leaders within the agency as well as staff who are our subject matter experts in their respective fields operations took the subject matter experts input and made necessary changes based on those original recommendations by Lea architecture over the next two months our leadership team will review the master facility plan scope of work and determine what the budget for the final product will be we're also looking at some potential funding that we will need we'll be submitting requests to the Arizona Department of administration Capital Improvement plan and we'll also be submitting a legislative decision package which is also known as a funding issue the total orkner of magnitude is subject to change as we continue to refine the plan during our design process the plan will also take multiple years to complete and asdb is working with the architectural firm to develop an accurate timeline please note that the Tucson campus is expected to have a reduction of utilized space from 326 000 square feet to approximately a hundred and eighty thousand square feet we have already began working within an appraiser to determine the value of any surplus space and buildings as a result of the plan this will assist the asdb board in determining the best use of our Surplus property and in order to align the process for the master facility plan with pillar one of our strategic plan I want to make sure I mention a few additional points one is that we're working towards the development of a stakeholder survey that will be released to parents students and staff the survey will evaluate the additional design considerations that need to be incorporated into our Master facility plan to Lea architecture will also create the initial floor pans as well as the intended use of the buildings to presented excuse me to be presented in town halls on each of the campuses that we plan on doing this will ensure we have full transparency into the future of the campuses we also want to make sure we obtain stakeholder feedback from the community and ensure that our designs accommodate the specific needs of our students we do not need to recreate some of the information and so we'll be utilizing some of the best practices that were developed by other schools for the deaf and the blind we plan to have that survey and stakeholder feedback along with initial designs ready for review in the November board meeting and this will allow you to vote on the initial designs so Lea architecture and the agency can finalize our Master facility plan and begin the true implementation in July of 2024 pending funding availability so now that the budget legislation has been finalized the team is continuing to work on developing the budget for 2024 as our new fiscal year began on July 1st and our agency budget submission is due on or before September 1st to the office of strategic planning and budgeting we just recently received final amounts from the state on our agency's total operating budget and that total budget with all funding sources included is 67.1 million dollars we will be submitting four funding to issues to the state which one I have already mentioned ties into the master facility plan the second will be seeking ongoing Transportation support to help pay for the contracted cost we continue to incur resulting from our Lea status change the third funding issue we will be working on is within our available cash balance as referred to in our finance report there is about 561 thousand dollars in our telecommunications fund which was left over from the 2019 funding we receive to expand our Early Learning Program for birth to three and as you are aware not able to we were not able to hire all of the positions we were allotted in that first year hence the money is still left over from those General funds our fourth funding issue relates to the foundation for the blind children contract that we have for our preschool students as you've heard me say on multiple occasions our daily rate for the institutional vouchers for our visually impaired students is less than the daily contracted rate that we have with FBC and just to put into context the fiscal year 2024 voucher rate for the 144 days for our contracted preschools excuse me for our preschool students is a little over 199 dollars however the contracted rate with FBC is right about 212 dollars so in addition to the Daily instruction that we're Contracting Services with FBC for for our preschool students we're also paying them to do psychology evaluations providing one-on-one nursing Services as well as transportation all of that we're projecting to be a shortfall of over half a million dollars last but not least I do want to give updates on where we are with phase two of the compensation restructure project and as you aware the goal of the multi-year project has been to ensure a consistent and Equitable practice when we're reviewing our compensation so in summary of the year's compensation adjustments as noted in the board report we are looking at one eliminating the certified salary schedule and staff would be either moved to the related services or teaching salary schedule two we're also looking at eliminating the educational audiologists and school psychologist salary schedules and moving those staff to the related Services salary schedule staff members on those salary schedules will have the ability to move each year however it is subject to legislative budget availability and board approval to ensure consistency amongst these schedules that we're consolidating staff would be granted up to 20 years of certified experience and be capped at a doctoral education level I do want to note that all staff were not experienced an increase this year as some of those staff are already making more than the step that they would be placed on however we will not be decreasing anybody's pay the other additional recommendation is that drivers and those staff that are paid from the classified salary schedule in grades 10 and above we're proposing would receive a percentage increase for each year that they have worked at asdb this is consistent with what we did last year for those in grades one through nine and last but not least we're also proposing that eligible teachers receive their step increase and all other staff not in a temporary status would receive a two percent cost of living adjustment as it pertains to the cost of living adjustment increase in the near future we will be revealing how the structure is currently and determine if there is a need to modify our current practices which will include determining if all certified and non-certified staff would receive the cola increase as we know the economy and cost of living consistently changes any compensation changes resulting from this phase of the project would become effective in August 2023 contingent upon board approval and those proposed items are on our consent agenda as 6.01 and 6.02 for the new year we've already began identifying other salary adjustments will we be looking at and we are currently working on updating the time frame as I mentioned in our last board meeting to prepare for pay increase recommendations and or salary schedules to the board before staff are issued contracts and before they leave on summer break so that way any pay increases will be reflected on their following year employment contracts that wraps up my report and there are no other updates to provide at this time I am open to answer any questions or address any comments that you may have at this time thank you Shayna I do have a couple of questions and I'm not sure that their appropriate for you specifically but I'm going to ask and then you can tell me if I need to wait and have this discussion a little bit later um in looking at the overall pay schedule changes the salary changes and things like that the where I'm seeing some discrepancy and have some questions and possibly some concerned is and maybe it's just not explained well and I'll start with that um for the classified special recruitment salaries it doesn't seem like um the grade level is necessarily in line with some of the responsibilities and I see a huge discrepancy in some of the grade levels and I'll if you want I can give you an example um for example an intravener is a grade five with an hourly pay rate of 18 dollars and we have an ASL instructor at a grade nine with a salary base rate of 17.39 an hour and I do understand from handling this with the commission that a lot of this is based on how a position is classified within the system um and then that grade is based on that I'm wondering if there is a way to categorize these different positions within those position categories to show maybe the difference um because I think looking at this just by grade level it seems very inequitable I am making notes as you speak and I will review with our HR team okay um and I know that that can't be done but I it is something I think we should look at because I I really do see a huge discrepancy here and then I just had another question on the proposed salary increases that was kind of a yellow flag for me um on in the documents that we received in board docs um the breakdown of the number of Staff affected the salaries the benefits and then the total I'm assuming that the salaries that's not total salaries that's the total of the increases and that the actual total at the end is the total of the salary increases and the benefit increases correct that is correct could you clarify to me why there is such a difference between the the total amount between the teacher group and the classified staff in a grade 10 or above group the teacher group would only be those that are not capped at the 20 years of experience so it's not all teachers and then the classified step staff in grades 10 out and above is again referring to those in grades 10 and above that would be getting the years of service based on their experience here at asdb thank you that's very very helpful I appreciate that that was all for me as far as my questions go does anybody else on the board have a question for um super assistant superintendent Cooper oh and um president canifo before we move on to additional questions I think our executive director of Human Resources is prepared now to answer or address your comment regarding possible inequities regarding the classified special recruitment salary schedule are you there Anita I see her awesome thank you I'm here good afternoon for president can I fall so what we can do is we can provide you a listing of the classified positions by grade so you can see that along with the um special recruitment rates as well as the salary ranges um because not all classified positions are on the special recruitment rate salary schedule in addition we made a change to what we there was a title on that uh salary schedule that was labeled trainer and we retitled it to identify ASL instructor to more align with what they're doing however we also know that this coming year we'll need to assess that um Market study for that position so we we're not there yet with that position hopefully that can help clarify some of your questions thank you Anita that does clarify some of my questions it it and it does make me feel good that you guys recognize this and are are looking at um competitive wages um comparison to to look at these positions and I do know um again when you look at the state system they're classified by different things and the grades are different pays within those classifications and it might be clearer I I I'm looking at the board doc um that we received it might be clearer if things were sort of classified together so there's more because I think when people look at this there's a natural tendency to compare and a grade five in one category is not the same as a grade five in another category and I think that there needs to be some reference to that um and I would also say looking at some of these positions we may need to consider a re-class based on the work they're doing um and the other question I had and maybe Anita you can answer this for me um in lieu of Education are we giving credit for professional years of experience for some people for example like a deaf mentor so if the the deaf Mentor I can't let me look at the schedule real quick and I'm that I'm just pulling that out of the air to be honest with you that was it's just okay so deaf Mentor is on the special recruitment rate those classifications on that schedule that is what we bring them in at okay okay and then do you um then compensate them for any additional education and or certification and or years of experience not on the classified special recruitment schedule okay all right thank you you've answered my questions I appreciate that thank you any other questions okay this is Mike can you hear me yes you can okay Shayna thanks um this isn't really a question yet but I I was looking at the master facility plan and seeing that the Tucson Renovations would be about 50 million dollars I think to projection is and I remember when we did the work study at Albert was uh it was very uh clear and transparent as he talked about student enrollment and particularly in Tucson and I think in relation particularly around how Tucson uh had being an Institutional setting or at least as it was in the beginning and with a strong residential component and I see with the renovation that the uh the new campus would have us very small residential one building would uh would house uh seemingly all the students uh I'm wondering if there's been a question to the feasibility of such a major major uh project particularly if it's only going to be about half the size of the current campus if the local area supports day programming to that level and it will for the long-term future after uh after such an expensive facility plan and if um it's interesting that there's already been uh discussion about reducing the size of the campus Because that's always been um being a Tucson and I I see the campus and I've been around it for over 20 years so uh that's always been an issue that I've had is that how sprawling it is for for such a low student census and um I understand getting the architectural firm in to to do some renderings and have have a plan before the stakeholders in the in the town halls um but I'm just not certain that that such a a huge project is necessary to to support such a a small group of students and I'm wondering if there is a plan that somehow would support increased recruitment because you're still talking about the primarily it's primarily going to be a day a day program primarily for Deaf because there's very few few blind students it's not even it's barely even a blind schools anymore uh so so are there enough deaf students in Pima County to support that type of renovation without having any type of expanded residential programming and and going to the legislature I mean I understand that's the way the approach to go uh for this type of big big funding but I guess I'm wondering if there are other have there been any discussions of other possible facilities locations building existing buildings to uh that would not cost 50 million I appreciate your comments um let me see if our director of operations um I see he popped on here um Albert do you want to go ahead and chime in a little bit absolutely absolutely board member Gordon those are very good questions and I do believe that there is still sustainability within the Tucson campus region um especially when you look at as you said it does have a residential component and we do still have to meet those needs of the students around the state so we still have to have some sort of component there um with regards to the cost um those are initial rough order magnitude as we get into more of the details of what each building would need those costs will fluctuate um and as we begin to work through the plan we'll be able to determine additional programmatic aspects which are also part of that plan such as uh what um assistant superintendent ketchoff was referencing being able to have a more expanded CTE program and having that in multiple areas throughout the state so we can better serve students and also looking at feasibility of purchasing another area while still maintaining our own that was discussed with the architectural engineering firm and looking at the condition of many of those areas would require the same amount of funding plus the cost of purchasing so by doing this we're able to avoid that cost of purchasing since we own the property and then we're able to better maximize our dollars with our current owned facilities in addition that 50 million dollars would be spread over many many years uh the initial asks that we have for both campuses that is being presented uh as part of the decision package is approximately 21 million dollars that does still seem uh quite extensive and expensive um but I think that we have to look at the opportunities to also generate some of that Revenue ourselves uh through the Surplus property and the potential sale of that Surplus property while still maintaining the ability to expand if things were to change with our demographic ability which have been considered and are part of the initial designs I have them tentatively drawn up for what the campus Maps would look like and that will be presented in the next board report in the next board meeting um for you to be able to look in detail to ask more of those detailed questions but I do believe that uh putting the additional funding into our buildings that we own reducing our footprint and being more strategic and precise with what buildings we're going to keep and maintain will lower our operational costs uh per student we'll reflect and meet the auditor General's recommendation of having a long-range facility and capital plan and then also having the ability for ourselves to potentially pending board approval be able to offer that through the sale of a property in order to generate our own revenue and hopefully that this doesn't cost the taxpayers anything directly or cost them a limited amount so there's I think it's um it's still very much in the works but I think trying to expand or centralize that just say on the Phoenix campus and not have a Tucson region we don't have the land space in order to do that on the Phoenix campus so we'd have to purchase additional land which is expensive and then purchasing a different School within the Tucson region as noted I from discussion would cost a high amount and still tentative Improvement to meet the specific needs of our VI blind deaf and hard hearing population now did you mention selling some of the existing property is that did I understand that right that is correct that would be pending board approval obviously um that's not something that I would be able to determine uh we have ordered the appraisal so we do have a determined area that we would consider for sale uh or even as a negotiating point with the legislature um as an option that appraisal will be reviewed actually is starting next week and then that will be given to the board to be able to have for your consideration um so it would take the campus roughly about 50 in size as a reference point the Phoenix campus is 162 000 square feet and currently accommodates over 250 students the Phoenix campus or sorry the Tucson campus would be reduced down to 180 000 so approximately the same size but as noted only serves roughly between 125 to 150 students depending on the school year with that though there is the consideration that whenever you do have blind and deaf on the same campus it does require additional space because of the fact that you have to have a blind classroom and a deaf classroom in order to meet those needs so it is justifiable to have the same amount of space in the Phoenix campus and the Tucson campus even though the Tucson campus has half the population and right now the campus in Tucson is what about 70 Acres uh 64.

is our current uh foothold we occupy about 38 of it um and if you give me one second the proposed size um is that would potentially be for Surplus property um there's an error happening so I can't pull that up but it's approximately about 15 acres worth of land but we'll have a more tightened version after we go through that with the appraiser as well as with the architectural engineering firm I would like to know this is not being done in isolation as noted in in assistant superintendent Cooper's report is that we do have a list of subject matter experts that we have within the um that we have within the the area that are providing information not just on what's best for Deaf students what's best for blind students but what's the what is best collectively for all the students on our population um and whatever future programs could be considered um also one thing that does also make a note here is that does make Tucson a little different um is that we do house the Region 3 office um itinerant program as well as a very lofty or very large um blind program that also has our aph program that ships all of the material from the aph program throughout the entire state so the the Tucson campus still is making those considerations and has plans for where those departments would go as yes it is a campus but it's also a central hub for a lot of programs that help us throughout the State of Arizona also including our business services team the majority of Business Services the majority of Information Technology are all housed with on the Tucson campus so I I think it behooves us to maintain that same property also for historical purposes and do we find that having administrative um Central offices in Tucson is it effective for uh General operations as compared to administrative offices in Phoenix um I can only comment my opinion on that um so that would be something you might have to ask a superintendent reichmann my personal opinion is is that due to the technology we have today uh having some of it decentralized and actually having administrators on two different areas to maintain that is a benefit um that's my opinion I know that it does reduce some visibility in some considerations as maybe Tucson doesn't see the Phoenix administrators is often or vice versa um but I think that we expand our ability to attract different kinds of Labor such as right now our region one director who I'm very excited to have on board with us Greer uh is actually located on our Tucson campus and even though she's serving the North she is effective and able to utilize the resources we have now to provide supervision and direction throughout the state and um you know that if we were limited to say the Tucson or the Phoenix location only we may not have someone such as Greer join our team and so I think he gives us more flexibility to actually hire different administrators throughout the state as a tucsonant I would not live in Phoenix um and I don't think uh you as a Tucson and would either and so I think it gives us a lot of flexibility for that all right last last question um and I appreciate you uh answering these off the cuff um the uh the reduction I guess what a 140 000 square foot reduction uh I'm assuming there would be there's a selection of buildings that would no longer be used uh either I guess rented or at least to uh to uh agencies or companies or schools or whomever um do those buildings need their own extensive renovation I'm assuming they would before they'd be uh in in condition to be able to be leased so that's a good question um that would be part of the negotiation process as well as the determining value within the appraisal we would not advocate for doing renovations prior to sale uh if the board chose to keep the property and then recommend to go ahead and Lease out the property uh then we would have to go back and advocate for additional funding to renovate those to bring them up to uh the standard that is what I would like to add to that though is that the the selection of buildings would allow for the campus uh if it were the section of the campus were to be sold uh would be um how do I put this it we would select those buildings in this building specifically for marketability so that way if someone came in and they wanted to do um say a complete demolition of all of those buildings and build a new structure that is something that would be an option for them uh more than likely the selection of land would be sold more for the land it's convenience to I-10 considering it's right off I-10 and Speedway as well as its convenience to both the University of Arizona and Pima Community College so I think that there's a lot of marketability there for the land not so much the buildings but uh you know once again we would Market it as is uh through the state broker which would be jll and that would go through that process um just as a note and I know that this has come up before about appraisal values the appraisal value is being determined by a licensed appraiser an appraisal value and the sale or potential sale of that property we are not legally allowed to accept lower than the appraised value so whatever that appraised value is that's our minimum but that's not our maximum meaning that comps would still need to be pulled to determine whether or not that appraised value is low and if we could actually obtain additional funding above and beyond that oh I'm sure there's valuable land for sure okay thank you Albert Shayna thank you and one piece I did want to mention is just adding a little bit to the new hire that assistant superintendent catchov mentioned I think one of the other additional possibilities with the new CTE director is being able to expand on some of the opportunities that we have there on the Tucson campus obviously for Phoenix as well but looking at some more growth opportunities and how we utilize and expand on the program that we do have for CTE as well um sorry CTE that's a continuing educational program or Career Technical education and and what age group is that generally focused on I think primarily K through 12 but I will see did I say that correctly or so this is Orange um the seat kids can get credit for CTE in high school but there's things that we can start usually in Middle School fifth grade as far as career exploration to make sure that um we have a good plan and we know what we're doing but CTE does tend to be more high school-based you can get you can get credit and then ideally you graduate and you already have credentials where you can jump right into the workforce be it if that's technology or welding um mechanics and that that's where it's up to Scott to really decide what are the programs that uh are needed yeah that's what I thought when it around the continuing piece kind of a as a certification type of program okay I'm done thank you Albert good questions any other questions for Shayna or her team seeing none we will move on to um 2.01 approval of the consent agenda consistent with board policy to include items 3.01 5.01 5.02 6.01 6.02 6.03 6.04 6.05 6.06 6.07 and 7.02 do I have any comments or questions or can I get a motion this is former member Linda president kenneithel can we um move to approve all of those items can we do them all at once is that okay okay just wanted to make sure then this is Linda Bove and I move that we approve the consent agenda all of those numbers as read and go for a vote I have a motion do I have a second I'll second alrighty then all those in favor if you can come on screen and just give us a hand raise that would be great all right motion approved then we are moving down to 4.01 the finance report by the Director of Business Services Kimberly um bitrich good afternoon board president superintendent reichmann assistant superintendent Cooper assistant superintendent Tech Chuck members of the board and asdd community you've been provided with our most recent board report that covers the financial data for May 2022 and May 2023.

okay do I have a second second by vice president some motion by trustee Chavez second by vice president Herrero era I'll open up the public comments seeing none are open to uh comments and questions by members of the board seeing then I'll call for a vote I'll call you as I see you trustee Chavez aye vice president Herrera aye Quintero aye uh trusty Flores Shelton yes and myself voting I item is approved unanimously when we're on the section 10 consent calendar 2001 uh through two items potential except for yeah I have a second second okay I have a motion for items 10.01 through four and oh 10.06 to 10.12 and I have a motion from trustee Chavez and I have a second from uh trustee Flores Shelton I'll open it up to public comment okay seeing from none questions and comments by members of the board saying none so I'll call for a vote I'll call you as I see you uh trustee Chavez okay uh vice president aye Clark Quintero all right trustee Forest Shelton yes and myself abstaining uh the items 10.01 through 04 and 06 through 10.12 is approved uh four to zero with myself abstaining so we moved to item 10.05 thank you um I just wanted to um highlight and pull off the grant um with Second Harvest for the summer food service program um for two reasons one um thank you Denise for your and um Child Nutrition for your partnership with Second Harvest I just want to highlight you know the neat the food insecurity in our community continues and I thought this was interesting One Second Harvest is such a phenomenal partner and they're struggling on their own to sort of keep up with the demand as much as we try to move our community down to you know Cal fresh and to get benefits the need is still very great and lines are still long I don't know if you've ever driven down Story Road and you'll see that right past Home Depot um you know that's the I think the Samoan church is giving away food I mean everywhere you look there's still um a great need for fresh fresh fruit and produce and I thought this was really interesting because we're taking this summer food program and we're supporting adult caregivers of children right so the school is the hub for so many of our families and I just want to highlight um our partnership with Second Harvest the need of our children the need of their parents or caregivers and this reimbursement it's a small dollar amount and you know in the scheme of things five thousand um but I'm not sure if this is you know new or you know post pandemic um but what I would like is for um CNS to come back and maybe provide us one an overview of summer food program um because I think we need to be able to go and you know president fam you're so great at advocating there still is this conversation about food insecurity in our communities and um with the one-time you know dollars going away it's been very hard for us US Government all governments to sort of keep up with this need but if our kiddos are hungry if their families are hungry you know we're not going to get the outcomes that we need so um just would love to understand how that seminar program works here um and how we're kind of capitalizing um and what we've seen sort of over over time right and and how we can kind of again whatever data you have that can help us kind of again tell the story of keeping these programs alive and how important they are I know we've gone to sort of universal the universal model which Adam Knox has always been a part of but you know the state finally took it on and it's just been um there's a game changer right but what else more do do our communities need as the city and county installers have really ruled back because Second Harvest is that they're really really challenged right so again just our our part of this I'd love to know more about and just wanted to take an opportunity um to thank the district for their partnership with Second Harvest thanks okay so motion by first before Rochelle the second by vice president yeah will you take public comment or oh oh uh oh okay well yes I'll open item 10.05 to public comment seeing none just want to follow up and appreciate CMS for stepping up and always being there to have Alum Rock be the support that our community needs whether it's during the pandemic or right now I know that um Alum Rock has been uh is is going on you know hyperdrive here you're doing a lot more but I know that Alum Rock has been there for the community for years uh at the a teenager I got my first job with cleaning uh Ocala Middle School and um it was a city sponsored program but it got to it allowed me to see that there was lines of people there uh lining up because Alum Rock was providing that lunch uh for the kids in the neighborhood as well as for the parents that accompanied them and so that was obviously a long time ago and um so it's not it's um I just want to make sure that the public is aware that Alum Rock has historically taking a position as a as a place that is um response to the needs of its Community uh even that long long so many years ago age in the Stone Age and so I just just thank you for the work that you're doing I just want to acknowledge the role that other Market historically taking is attempting to meet the needs of its community okay vice president Herrera and we can never thank somebody enough so and I know Denise didn't go in here in this work to be banked or anything like that knowing the person she is but um I just want to highlight her leadership in this department um her and everybody else you know that works in the department but I literally I remember seeing Denise in her van and like making sure that during the pandemic you know where everything had to shift um and making sure that everybody had what they needed so that our community can receive the food so thank you again Denise for um what you do I mean it's your job but you definitely go above and beyond so thank you for that and then also the rest of your staff um because I know being that leader in that example you know I know um that your staff also does the same no thank you I'll just wrap up by two You know Denise I think it's uh you know I I think I can say this I think we have best lunch ladies anyway but I also want to thank our warehouse because it takes two to ensure storage and Refrigeration in custo you know to ensure the the kitchens are spotless so uh you know we uh we have a you know we have a I think we are all in in uh you know the debt of Child Nutrition services for for a long long time to come and you know uh you know it's sort of like uh the story of this District you know in tough times and good times right so uh with that I'll call for a vote I'll call you as I see you trustee Chavez um vice president Herrera loera aye Quintero aye Krusty Flora Shelton yes and my cell phone and I item is approved unanimously so with that we moved to closed session so 11.01 announcement in public comments regarding items to be discussing close session uh Dr Bauer items are reflected on the agenda 1103 conference with legal counsel anticipated litigation 1104 a list of uh um items that are still pending that you will be getting an update a brief update uh 1105 conference will live where negotiators employee organization area negotiators employee organizations csca 1107 Public Employee discipline dismissal release and 1108 a Public Employee appointment employment of an assistant principal okay thank you so with that uh open to a couple of comments regarding items to be discussed in closed closed session at uh 8 and 28th thank you very much uh the board will return that the end of posts we're running a little bit okay no I'll be here tomorrow yeah yeah can you hear me yes I can hear you Cervantes was approved as the CNS satellite supervisor on a motion from Clear Quintero seconded by trustee Chavez on a vote of 5-0 Jacqueline Zuniga who was approved as the schooling services supervisor there are no more items to report from postage okay thank you Mr Perico so with that uh move to section 13 future board agenda request request from the Board of Trustees and or from the public request shall be or submitted in writing to the superintendent or designee with supporting documents and information that any at least one week report a scheduled meeting date items submitted less than a week before the scheduled meeting date may be postponed to a later meeting in order to allow sufficient time for consideration and research of the issue so with that I moved to Part 14 in okay I have 6 15 I just want to check to make sure everyone is back awesome then we're going to move forward with um agenda item 7.01 information and discussion of an introduction and possible discussion of policies IGA igd ijj and jlcd director of policy and government relations Maria Murphy good evening I'm board president knifel members of the board superintendent reichmann assistant superintendent um this is Maria Murphy director of policy and government relations um I apologize for not being able to show my face I have had a series of connectivity problems and I had to call into the meeting so my apologies for that um you have before you the red lines of the four policies that board president knifel just mentioned uh I I believe that you were sent that the board was sent those um in advance to have the opportunity to review they were also uh posted on the website I have not received any questions or any comments from the public or any board members but I would like to make myself available at this time if anybody does have questions regarding these policies I'm gonna recognize Linda yes hello hi Maria and thank you president can I fall I would like you to like to ask you to explain the reason behind the revisions for each of the four policies um and who made those revisions just briefly for each of the four if you wouldn't mind please certainly um thank you board member Beau um these uh requests were made because of they were suggestions that were um that were suggested by the Arizona School boards Association and they are in response to laws that were passed earlier this year during the legislative session to ensure that we're in compliance with the laws so for IGA um and igd and I believe also ijj um they just wanted to reiterate that textbook committees need to comply with open meeting law requirements and we already comply with open meeting law requirements however this was a suggestion that um that we make this explicit in our board policies um in regards to policy jlcv again this is in response to state laws um and in particular what was added to state laws was um seizure and seizure management plans and so you will see in their additions regarding how we are going to do seizure management plans we already as As a matter of practice work already with auto-injectable epinephrine with inhalers I believe with Narcan as well but the seizure management plan that is new to Arizona State law so that had to be that needs to be added as well so that is the impetus behind why these policies are being changed thank you Maria I appreciate that you're welcome this is 2K thank you Maria um are there any other questions for Maria is this an actionable item it says information and discussion on the agenda it's um specifically this this is the first read so it's just discussion and then we would bring this back for a second read in September I'm not asking for emergency adoption at this time awesome thank you so much any other questions for Maria before moving on thank you Maria thank you moving on to 7.03 discussion and action item election of new board secretary I am open to nominations um I'll nominate Brittany Buchanan Brittany will you accept this nomination this is Linda Bovi seconds I'll accept awesome do we have any other nominations for board secretary being done all those in favor of Brittany Buchanan um taking on the secretary position say aye aye [Music] all right um all those opposed congratulations Madam congratulations congratulations okay moving on to agenda item 8.01 call to the public for non-agenda items I do have one for today um and I'm going to apologize before I even start because I'm going to spell the last name because I'm not sure how to pronounce it it is from a current staff Dan mcallies m-c-a-l-e-e-s um and the subject is Union and their comments are I wish to thank the board for allowing me to present some of my thoughts my day my name is Dan mcallis and I am a high school teacher for ASD life skills students I have been teaching for 30 plus years during this time I have seen staff go through some difficult situations with very limited support this has led to staff retention problems and low work morale I feel the Arizona State school for the deaf and blind Education Association asdbea would help with retaining staff and improving morale by knowing that having a dedicated support group for staff not only on campus but representing our needs with the legislator is a positive morale Builder also a-s-d-b-e-a and aea can work with the asdb as a team when working with our state legislation and their representatives for the agency's concerns and and needs as well I hope the board will recognize asdbea and work together for the good of the staff and asdb agency thank you for your time Dan mcgally's that is the only public comment I have so moving on to 8.02 information and action item work session um dates or work study session dates for August and October what I would like to suggest is that we move to have Leticia send out um some potential dates for both of those months for work study sessions for the board and then we can vote on what works best for us but I want to make sure that asdb staff are available on those dates as well um do I have a motion um to have Leticia do that I have a motion from um Mike Gordon do I have a second I have a second from Katie sienko all those in favor raise your hand or give me a thumbs up okay awesome um that's everybody so no opposed um for those meeting dates we have a couple of things that have come up that I think would be worth discussion um I think we I'd like more information on the aea in general um as I know that there is a chapter on the Tucson campus and um I have been approached by them and would like for them and maybe aea to discuss this with us at one of those work study sessions um and maybe include our um attorney general as well for additional questions I there are school districts that have Incorporated them there's only a few that we know of Statewide um I would like to be open to the discussion and have the conversation and learn a little bit more I don't know enough about this to make an informed decision at this point um and also I want to make sure that this does not conflict in any way with asdb is a state agency I know in other state agencies there are certain um prohibitations around some of this kind of stuff so I just want to make sure that anything we move forward with we are doing um our due diligence ahead of time um we've also based on some of the um what's the word I want some of the trainings that have happened I think it's time to have a discussion again about language acquisition and the direction of asdb as an overall agency so those are two ideas that I have um I understand from Albert Duff that we are going to have a presentation and updated presentation of the master facility plan at our next board meeting um that might come up at a future work study again if we need to look into things more um in depth but I'm also open to any ideas that the board may have this isn't uh an immediate concern because there's so many other hot things that we have going on out there but I think it would be a good idea if we can bring asba and asba uh and do some training with our board um we have a number of new members and uh so we know what our role is what our parameters are um but just to be you know brought up on on what a board Power Board needs to function foreign thank you um connected to a previous one gave me one second um Linda um Maria if before a work study on the asdbea um and having that conversation if the board could get some information from you and asba about policy H we do not have that in our current policy and if we should choose at some point to move forward with this we would need to amend policy to include that I would like to know more about that before we make those decisions yes board president can I full um I have been researching that um asba did get back to me and they do not have model policies um under the age volume because it is not required under Arizona state law so we would basically have to draft our own policies if the board chooses to move in that direction and I am in the process of collecting sample policies from school districts around the state that do um have these policies awesome thank you Linda both you can come back on and let me and add what you would like yes hello sorry about that I wanted to go back to the comment about what Lynn was saying um you mentioned board responsibilities and how the board functions um I believe that's in policy I couldn't tell you the number or the letter I forgot um but I believe um obesity is it B BCD I believe um I believe um that we are required to have a training um the board is required to have a training in terms of what our obligations are responsibilities how we are to function plus the understanding that we are responsible to sign the conflict of interest form annually to ensure that we avoid a conflict of interest and that's supposed to be included I believe um so is that what we're talking about Lynn yes so thank you Lynn for bringing that up and if there are any other things that you're not thinking of off the top of your head today please feel free to either email Annette or myself um in regards to future work study sessions um so that we can get those things on the calendar otherwise hearing nothing else I will move on to 8.03 discussion and possible action item agenda items for the next board meeting Colette yeah I would like to discuss the accessibility issues in um at asp ECT thank you Colette I'm glad you um brought that that up and reminded me um Albert that was something that I wanted to ask in relationship to the Masters facilities plan because I would guess that any um Renovations would have to be brought up to current Ada standards so um could we make sure that we touch on that in that presentation as well um we received the committee's report on some of the accessibility issues and I think it would be good to have a conversation of how those will be addressed I absolutely will make sure that those items are addressed um within the presentation as well as some examples from other deaf and blind schools that have represented uh even more accessibility um topics so I think we have a lot that we can learn from our partners around the country great thank you anything else for the next board agenda Katie yes this is Katie Cinco um thank you based on well sorry about that my dog just wants to say hi there based on what I heard of the last board meeting was there were ascb staff that made public comments about the low morale morale um and so I would like to bring that up for discussion and potentially a work study about how we can improve the work culture on both campuses and also um including I'm sorry for The Interpreter including the co-ops as well thank you Katie um I'm going to kind of task um Anita possibly to talk about we we've seen some of the recruitment efforts but maybe talk about some of the retention efforts for staff as well as part of Katie's um suggestion yes please and and what kinds of things we're doing on campuses and within the co-ops to recognize and retain good staff yes definitely thank you and Linda did you want to add yes and in addition to that retaining students keeping our students from transferring out of our campus programs um I mean either or both of them and Katie's saying yes I agree is that to that as well this is Linda one additional thing um thinking about what what does asdb look like uh compared to District programs what do District programs have to offer what do we have to offer what do school districts not have that asdb does and can we talk about that during a work study session or something something to consider I agree yeah so and it doesn't have to be the next board meeting agenda necessarily but I think a work study session might be more apropos for that topic something to keep in mind definitely okay all right excellent thank you anything else for um the next board agenda again if something comes up please share it with either myself or Annette or both of us um seeing no additional comments moving on to 9.01 action item adjournment you're you're unmute this is Lynn I move that we had this meeting I'll second up we have awesome thank you guys I appreciate it we're all in favor I appreciate your flexibility today I appreciate the staff hustling to get this um online for us so that we could go ahead with our meeting I also appreciate them taking all of the time to answer all of the questions today it was a really good meeting and I really appreciate you all yeah thanks bye-bye have a great night

[Applause] did I hear you correctly coach 316 yeah we were 320.5 all year long and we run a 316 there by I think they thought I blood doped him or something I'm not smart enough to do that but uh it was amazing night for our tracking and Michael Coyle who's not here uh was our you know ran the lead off and did an unbelievable job in Parker Doyle also uh ran the number three in that so Parker could have had three blue medals that night and he wouldn't fail and Parker and Zach both competed in the uh best of Midwest national championships uh the next weekend at mayor it was held in Indiana this year uh so I was really proud of their efforts in that as well Justin not really okay what's this for is this for a class yes we already have one and they keep one they each each of these guys lot of them are out of the state uh playing or they're up on the North side of Grand Park but with us we have our 2023 Johnny Bench Award winner Grant Sawa Kyle shimbra Caden Cornett Ben Murphy Christian Brown Bradley Gilliam Garrison barill it was one of the more resilience resilient groups I've had this year a lot of seniors a lot of big shoes to fill but it was a it was a fun group to be around probably the highlight of the tournament was being down in the semi-state coming back winning that fell one game short but uh doesn't take away how much these guys mean to me and how much I'm going to miss the seniors and how much I look forward to what this is going to build on in the future so happy for all of them can't wait to see how they the seniors do in college a lot of them going on to play most of them I think and uh appreciate everybody here having us recognizing us and hopefully next year we're back here again thank you congratulations thank you great job great season [Applause] s so before before everyone leaves I'd like to just recognize two other folks so Kenny and Joe would you come up here for a moment um our uh our athletic directors this year we'll stand right here we don't have any uh a nice uh plaque or anything for you uh but we wanted just to take a moment and share how much we appreciate everything that you've had to do this year and and Joe coming in uh new and being handed quite the mess uh to uh pick up and we're just very very impressed with both of you and what you've done for all these people in the room here and for our programs and some of the things that have happened this year we just want to thank you to both for that and recognize the great work that you've done so if we can recognize it [Applause] I know when I came in your office and said how are you doing had all those things going you go I I live for this I love this stuff so so I understand we have a full football schedule nice work yes great job nice work sure thanks yeah when's the last time that happened coach okay hold on [Applause] thank you yes thank you I was sitting in waiters she was wearing a baseball hat I didn't recognize her and it took a minute for it to click that that was Katie sitting in front of me you look like a high school kid yeah we will cut extra laps yes thanks all right next order of business is the safety and discipline report and is that Dr Long yes sir yes sir I'm a little disappointed that everybody left I thought they were here to hear this report but I'll muddle through it without them so I understand Bill okay thank you thank you that's not how long do we need to clap uh save it for after the uh the Personnel report fair enough so we're here tonight or we are I am here tonight to to review our police and discipline report that we do on an annual basis um so we'll get right into uh to to the report so this is from the Center Grove Police Department you can see the number of runs there in red and the number of arrests in yellow you can see we've kind of eclipsed our pre-covered numbers uh I I think most schools throughout the state and probably throughout the country would tell you that behavior from students is uh maybe at an all-time level and we'll show you some some numbers that kind of support that a little bit but we've kept the police department busy with 436 runs and our yeah 436 runs and 84 arrests this year yes those are just I know sure other things right no those are just ours go ahead so they're they're broken out quite a bit um and it's kind of hard to see but you can see battery uh is up from last year we had 24 uh arrests for battery this year 36 uh battery with bodily injury um we had four of those this year last year we had zero intimidation last year we had one this year we had seven actually possession of marijuana went down from last year we had nine this year and 13 last year those are just kind of the the bigger numbers all the rest of them ones and twos consumption and alcohol possession of alcohol criminal mischief things like that are all the smaller the smaller numbers so we had uh or we had at the beginning of the year three dogs two of them have decided to leave the field of education and retired um we use them we did 12 deployments and searches did seven presentations 73 hours of training with them and and lampayo and Ito are both retired since then scene right now we're not um it's it's a pretty expensive even though you know we raise the dogs or we raise the funds for the dogs uh the dogs didn't cost us but the time and and effort that it takes to uh to maintain them to stay at their Handler's home and everything uh right now we're not we're not looking to replace them sure yeah we've been very fortunate the last couple of times that we needed a a bomb dog we were able to partner with Clark Pleasant and they sent their dog and their Handler over so uh and of course we've got connections still with the the airport and we've used their dogs before and obviously the state police still stands by ready we used to use them way before before we had our own so the the 2223 citations uh actually we're down a little bit the um the 20 citations and and 13 warnings are all traffic related and they're not always just our students they're sometimes our parents or sometimes people uh maybe a contractor or somebody who makes a left-hand turn off of uh Stone's crossing road when they're not supposed to but those numbers are down significantly from last year and I think a little bit of that is attributed to our real focus and the number of calls and services that we had in the building and it's you know that's where our primary focus is anyways in in those buildings talk a little bit about the training you can see the um the uh the the types of training that our police officers do you know one of the things that I challenge Chief Jackson with is to make sure that we have one of the best trained police departments in Indiana not just the best trained school police department so we're fortunate enough to partner with like I said earlier the airport Authority uh Greenwood Johnson County Sheriff's Department uh anybody that has some training around they've been real welcoming and and letting us uh participate you can see here that we had almost 300 hours of training by our police officers this past year so our new one of our new sros had 617 hours from iela that weren't included in that that other training that we talked about um all the officers received these trainings in active shooter 200 hours of that additional firearms training 14 hours in school safety specialist training 80 hours and the evoc training uh 56 hours for a total of about 912.5 hours one of the things that I wanted to mention is Chief Jackson was named a nazro National Practitioner this year and to get that you have to have three years as an SRO you have to have completed the 40-hour nazro basic course you have to do the 24-hour nazro Advanced course or the nazro supervisor and management course and raised on both of those you have to have an extra 160 hours of specialized police training and then attend at least one National or nazaro school safety conference so Chief Jackson recently had that and I know we have two other of our sros that are real close to receiving that I'm really proud of that I think that shows their dedicate station to to be in a school of safety police officer so we you know we started last year tracking the contact hours that that are um that are sros maintain whether it's in out in public doing traffic doing guests speak speaking engagements or uh just student mentoring and we've had sort of an informal student mentoring program going on and I think Christy Berger and Ray have been talking about making that a little bit more formal we've seen that model used in a couple of the other in some conferences we've heard presentations and Christie's been great about taking the lead and Ray's real excited about doing that so I think that can only help their relationship with students but also help our students help help them get along better at school so to break that down they spent about 54 percent of their time in traffic control uh 40 of it in in student mentoring and then about five percent of that is is doing guest speaking so on to the student discipline report um this year we took out the other category Mr Daniels Mr Alexander uh but I I do want to re-emphasize that everything from bullying down is not reported as a category to the idoe everything above bullying and above are the K only the categories that we report to the doe so my assistant Lynn did a great job working with the buildings to to break down those other categories so we could have a better uh um just a better understanding of what's going on in the buildings and and you can see you know um uh was a lot from the high school the middle school is 962 and honestly our elementary ones are the ones that are kind of creeping up a little bit on us the behavior in the Elementary's um sure yeah Lynn Lynn like I said Lynn did a great job of working on that I was trying to look from the numbers last year last year at the high school we had 873 this year 1309 middle schools we had 962 last year 733 and at the elementary schools 422 and we had 494 this year so the behaviors are the incidences are increasing um and that's kind of too bad it makes it tough for our teachers makes the stuff for our administrators and and tough for our school police officers too school with 1300 nine of them and under 410 being attendants yeah you know um I I think one of the things that I would tell you is that Krista Nelson is working really hard with the Johnson County people to help us figure that out and to to get better at that and um I don't know is she here today do you want to say anything else other than you know one of the things that's changed is that um we should send seven day letters and the the prosecutor doesn't want us to send seven days letters anymore so now we're up at 10 days before you get your first letter at home um and that's just that's right but we we've had some kids that that Miss quite a bit and um I I think our partnership with the family resource program that we've had for probably seven eight nine ten years has really paid off they're great to work with they help review our attendance policies and and they're they're fighting with us too as well as to try how to address our attendance issues it's not somebody walking or the first right when they get a 10-day letter or seven-day letter last year that's one one incident um but but yeah that's those are those numbers are high and honestly we've struggled since we've come back from covid um about 28.

20 almost 29 yeah but right so last year um attendance we had 231. at the high school we had one at the middle school and none at the elementary school so you can see where attendance has become a a bigger issue and and and Chris he's working with the Deans and the APS in Johnson County we'll see if we can improve on that a little bit for next year thanks for the report of us sure just a little bit of breakdown in school and out of school suspensions and that's not the right chart sorry if you'll notice the numbers were exactly the same uh it should show the in-school suspension number the 227 667 and 1097 are are correct the out of schools it's been 212 for the high school 267 for the elementary school and 295 for the middle school that those numbers have increased as as much too but our schools do a really good job of keeping kids in the school I think that's why our in-school numbers are up a little bit than what they've been in the past because we know sending a kid homes not not really in their best interest so we we try really hard and you'll see when you look at the um at the uh the expulsions too that that we've tried really hard to find an alternative to keep our students in school it's it's not good sometimes we just can't help it and we all just really need to but most of the time they're really good to work with us on trying to find an alternative to sending a student home so you can go next so just a little bit of a breakdown on the this these are all the in-school and out of school suspensions combined um so I was wrong Mr Daniels when I told you 410 met 410 ladders there's probably more ladders since 410 is the number of suspensions that we had yeah and we we do talk about that all the time that suspending a kid that's not coming to school seems counterproductive but uh their their times where especially at the high school that they may end up being you know at 40 or 50 days and and not coming to school so um they they have to work with with them and their parents on that sure I've had parents and sometimes just over the years that the attendance policy they think it's hard to understand or you know how to go about it and all that I mean have we cleared that up from year to year I I think it's very simple and I I think it's very simple and and honestly it's uniform really from from elementary all the way to high school really all parents need to know is I I should call in when my kids are sick or they're not coming to school for whatever reason you know what the way we categorize it is how we report it to the doe so um it's you know but it's not confusing when you're missing 50 some days uh that that's not a confusion yeah um and and we've had some students Miss over what 90 days almost a hundred days of school so uh that that's a challenge that we have because you know uh at high school the prosecutor would say that's not really the parent's fault that's really the the kids deal at elementary school they would say that's something that you got to work with the parents with and and I think Krista uh Christy Krista we got too many of those sorry um she's done a really nice job of simplifying and making it streamline Jack that it that it matches honestly K-12 for us and it and it's one that the the Family Resource uh office in with the prosecutor and the the probation have have have really endorsed and honestly using what what she came up with as a model for the other County Schools so I think it's it's simple call in if your kid's not coming to school you know we'll sort out the rest of it but sure absolutely the ones who find it confusing are the ones who break the rules around vacations and their kids are sick and then right right and then they hit the 10th day because they left a day or two early for spring break and then they're shocked they got the letter yeah those are good examples Mr Alexander um the next one just shows the middle schools how how they're broken down uh and then the next one is elementary schools and it's a little the our pipe our slices of pie are a little bit bigger there they don't have the umpteen rules are reasons why they get suspended um but you know I I would tell you a few years ago tobacco suspensions in the elementary school just didn't happen sexual misconduct in schools didn't happen in the elementary level and the amount of disruptive behavior if you see that at 78 that's a pretty good big big size number that our teachers and and honestly and it's not just one student when you're just when a student's disruptive in class it it's the other 25 26 kids in class that it disrupts and and the staff and the administrators that have to deal with that so we're going to be working with the Deans and the aps this year on dealing with that kind of behavior and see if we can come up with some ways to help with that expulsions you can see last year compared to this year our explosions were high but but our alternatives to expulsions were also a little bit higher and and I you know I applaud the the Deans and APS and principals for looking at ways to keep kids in school and you know it's a lot of times you know we'll look at an opportunity to give a kid a chance but put the burden on them to to you know to sign a contract and and to agree to certain Behavior so they um so that we give them the opportunity and if they choose not to follow through with that then then at least we know we've given the opportunity this year I I think I think for the first time ever we had two expulsions at an elementary school um which we I don't think I've ever done that before then the anonymous reports uh just for uh just to bring that up again we've had an anonymous reporting system for you know probably five or six years uh we still hear I didn't even know you had it we've put it in the handbooks we've put it in the the on the website uh Stacy and and Sam are going to make new posters for our schools to get it out there but um our our numbers are are probably still not too bad probably in line with with what we would expect I don't know that more publicity will get more reports but you know some of those you know some of the general tips they're honestly they're like hey is anybody really watching this you know so they're not really necessarily a safety issue but sometimes I think people just want to know if we're really monitoring them and and check and spot check us so that's the last slide that I have um we're going to do a better job or we're going to work harder at getting that the word out that we have this Anonymous reporting system and we'll see if those numbers change next year as well thank you Dr Long any other questions for Dr Long thanks good job thanks all right there are no public comments this evening next up is the consent agenda do I have a motion president I move that we approve the consent agenda as presented thank you Mr Daniels do I have a second thank you Mrs counts we have a motion in a second all those in favor signify by saying aye aye are those opposed motion passes 5-0 and I'm going to turn this over to Dr Taylor yeah thank you Mr pleased to uh tonight by our new assistant principal do you just approved for Middle School Central Audrey Jackson has joined us welcome Audrey and your husband's name and Kevin joined I met Kevin last night but I'd forgotten I apologize Audrey comes to us from Martinsville schools where she was a high school assistant principal most recently anything else to add family anything you want to know [Laughter] all that agree we clapped for you really hard yeah that's right should have approved her before the discipline report you know she didn't get up I know it's like like hurry up let's get to the next one put a job security there yeah we actually did a trade Julie Lawson went down there and then yeah that's right awesome welcome well welcome anything else Dr Taylor thank you very much uh next up is action items 8.1 accept bid for sale of Apple equipment I might turn that over to Africa um I just uh I'll make the recommendation Nest forward approve and accept the bid for sale of Apple equipment and Dr Taylor provided with some additional information thank you on July 13th 2023 we open 12 bids with purchase for that Surplus Apple equipment after a thorough analysis of beds and reaching out for um neighboring schools excellent we received great recommendations and I'd like to recommend accepting the bid from from Limitless us um they provided the best and highest bid to purchase the equipment we have about 1900 iPad 1910 iPads 239 units of other Apple equipment various laptops and cell phones the total amount anticipated from this sale will result in one hundred and ninety thousand dollars 190 and nine thousand dollars sorry or nine thousand dollars on the proceeds from the sale will be used for future technology purchases we'll turn around and buy more iPads with them as the board knows we've done this frequently throughout the years where instead of keeping the device for our fourth year we will sell it and keep our kids and vices a little bit newer that way but still fit this into our um budget thank you so any questions you may have I've got a question Dr Taylor first I applaud the effort 190 000 coming in this is good to see stream of revenue from things that we want to move from but I did notice that a couple of the items to be successful better is bidding on are down for a dollar or as there are others that bid as much as 200 for those yeah so those are really old iMacs and if you the iMac is an all-in-one unit right and so they're gonna not be able to use it but also get rid of the LCD screen but I guess that's my question my question is when I look down at vantage point they were going to give us 200 yeah we sold this in a lot large pickup at one given time and that's kind of the trade-off as we know we're going to lose some money on some items but really gain on that have we thought about maybe breaking it up or we have unfortunately we've got some restrictions from the State Board of counts and how we declare Surplus and how we get rid of it and so to do it individually would require us to do an individual action item for each one of those and individual RFB and advertise it that way so we can't do it we can set we can't accept it in all our part or exactly and they would allow some eBay selling and we have considered to look at that but that comes with its own risk because if I see somebody bidding a dollar on something they probably don't want it no they're just going to take it to get everything else it just seems like a shame that we don't maximize I mean the rules are the rules I understand but at the same time a dollar where somebody's and I don't even know if there's one of them or if there's a hundred of them uh so the numbers are at the top so they'll have like one unit oh well yeah they're it's very small that I'm wasting too much air time good questions I wish we did um you know I wish we lived in a world where we could offer these star students racing [Laughter] can I move to approvement do I have a second Mrs counts made the second oh that's in favor of accepting the bids in the Bible saying aye all those opposed motion passes five zero thank you all right uh uh next uh next up is announcements um July 22nd uh Saturday is fast track at Center Grove Middle School North is ninth eleven right Dana's volunteering until noon yeah I think the volunteers have some extra cleanup okay so nine to eleven correct we have an executive session August 24th that executive session is going to begin at 4 pm uh the regular board meeting is scheduled for 7 pm um and due to multiple scheduling conflicts and the isba State School Board conference we're changing the September board meeting from September the 28th to September the 21st times are still 6 p.m for the executive session at 7 pm for the regular meeting and we will do a good to The Grove that evening as well following the board meeting in September I thought okay I think yeah that's good sorry yeah that that changes the exact sessions at five in September you're right thank you thank you Rob hey I had to redeem myself all right um Mr Russell any board member reports this evening all donations I've started filling in the display cases that Dr Long gave us in the what I call my lobby but it's the lobby by the West gym and it's really going to look good one thing was a cheer outfit from 1955.

but everything else I'm for what do I do and and I don't have the legal answer on that so I'm going to refrain from answering that I would think my recommendation for tonight is maybe abstain from 3.02 in a vote if you feel comfortable with that I do I want to give my support to what I want to give support okay and I would just until I can get a direct answer so that we are meeting our legal uh requirement I would think that that wouldn't affect anything okay so in other words when we come to the vote Tim Vassar yay for 3.01 3.03 and I'm going to abstain from 3.02 if that meets your uh I I guess so but if we could look into that I think that would be if I might suggest let's just do them each individually then rather than oh okay we'll do that then we'll break them down because we can do that that's a lot of breakdown well no there's only three items 3.01 because everything would fall under 3.02 and 3.03 we're not talking about breaking down the individual items out of the 100 300 whatever it is and the Personnel report what I'm what I'm suggesting is is then you vote 3.01 then you vote 3.02 then you vote vote 3.03 and that way because you can always move an item off this this way it stays under consent agenda but each individual item becomes separate and yet you vote yay or a and then or abstain and Scott can get the information gathered and then I'll make sure I get that information before next month's meeting well and there's something I have to live with you know it is um once again I don't think um obviously there's separate items there I mean if I not knowing where it's coming from it's hard for me to throw out like the like if you the if you vote no you vote no for it I don't know how strong of the feeling or the item it's refraining to so pretty strong on field okay um how about we do this how about um I'll restructure and then we're going to go through each and that's okay I mean we're gonna break them down each individually so what I'm gonna do though so I'm just going to work I understand I understand that part okay I get it I mean I understand the difference but I'm talking about just specifically on the Personnel agenda we don't we don't have hours to break down one bite like Todd just said 300 names on that correct um that's all I'm referring to so that's an all or nothing prep is Proposition that's all I get okay that's all we get that that is correct on those so uh all I would recommend in the future is that when there's an issue like that so-called behind the scenes listed under 300 and some items that uh maybe if I could somehow we could always pull an item if there's conversation beforehand that's strongly uh issues are felt that way and I'd be glad to have those conversations and pull one of those items if we're in that situation where there's strong beliefs or feelings behind those specific cases and then also once again with us being five there's always the majority vote obviously towards those individual issues I understand that okay totally I'm just reiterating for those at home we've had those we've had discussions had exchange and I just strongly feel a few things on there should not be on there okay I I think it's I think it's I think it's bad I think it's bad there's a few I put that in an email to you you saw the email Mr angel the email sent earlier in the week with the questions I didn't see anything that was from my recollection of the email that was that alarming that I thought was We're Not Gonna I'm not going to bring up any okay thing in particular here but um all right I think some things are happening that should not be happening okay if I may suggest why don't we vote and then have this be a discussion point at the end of the meeting sure okay so we're going to break down the consent agenda in three separate items 3.01 the executive session minutes from 626 and the regular business meeting minutes 6 26 23.
