and then the next one to ask for Bond 2022 you saw that we have just one expenditure last month for our total expenditures at the end of June 2023 3 million five Excuse Me 3 million 55 100 79 cents any pending any questions I'd like to submit for approval I have no questions does anyone have any questions from Mrs I have nothing yeah okay thank you you're welcome before we go through the approve this is there anything you were in the top of my personality yeah so uh so we have uh one of our uh one of our uh individuals who is listed for approval or higher uh tonight by the board and uh so Adam mcmickle um we uh we interviewed and met with him for our director of student services position at Greencastle High School he has an administrative license um does it have a counseling license so thus it's not the director of guidance position um but we're really excited for Adam to work with our counselors counseling department work with uh parents and students to help us build out our counseling program at the high school has wealth of experience currently he's employed at the idoe as a social studies content specialist he's helped around the state with things such as the standards review helped oversee the Early Learning intervention grants was responsible for overseeing course titles and descriptions for K-12 so he has a lot of knowledge and experience that we think will be beneficial to our students and and staff and the pathways career Workforce we're just really excited to uh to hopefully have him join our team here did I miss anything thank you thank you okay can I get a motion to approve the consent agenda so okay we have a motion in a second all in favor all right all opposed motion passes welcome congratulations next item on the agenda is reports first from our assistant superintendent um so I'm just going to update you on our new mentoring program that and our staff orientation format so in the past we've really focused on the orientation day on programs and devices I'm shifting that Focus now to really be what are we and who are we at Greencastle um so they have a better understanding of what we stand for and who we are for our students um they will be introduced to our admin team the important people who they need resources from but the thing I'm most excited about is we're going to take a tour of the district so we're going to see um all of the different areas that our students come from we're going to see different areas in the community since this was my first year at Greencastle I didn't really know the area very well and April was actually the first time that I'd ever even been to any of the elementary so I really think it's important for our new staff to have an idea of where our students and families come from in addition to that they're being paired with mentors veteran teachers who they'll meet that day and then also each quarter they're going to be meeting with their mentors and myself and we're intentionally going to be working with them on specific things such as how do we finalize grades classroom management skills instructional strategies things like that so teacher retention is a Hot Topic right now across the state in the country so we want to make sure that we're supporting our new staff as much as possible in addition to our new staff we're really going to be looking at our existing staff to build that leadership capacity within our district we had two open admin positions the spring and summer and we do not have any internal um staff members apply at all and that's an issue we need to grow our own and so I will be working with our Administration team to offer more leadership opportunities for our current staff that we have and continue to Foster that growth and development for all of our gcsc leaders thank you next one the superintendent report yeah so I just have I'll be brief this month because we'll have a lot more with opening School uh next month but I just wanted to share financially um we've kind of Hit the we've hit the halfway point um through our budgeted year and all of our expenditures um we've remain on uh remain on a good path to where we're not overspending um cash balances uh remain healthy and we'll continue to work to to make sure that we uh we only spend uh spend within our limits for the remainder of this year um Kelly and I have been working on already on the 2024 budget it's probably my favorite time of the year um to work in uh already work ahead and prepare for the 2024 budget and overall things uh things are are looking nice um there as well uh I did want to share obviously that we we're going to welcome back um staff on August 2nd um with the district meeting and breakfast before releasing them to their buildings to plan and prepare for the return of students on August 4th registration is obviously open has been ongoing and I sent out a message to our families to share with them that they might notice something a little bit different this year when they go and register their students and that's that some of those big expensive fees that they've paid for the past are no longer part of registration because uh textbook and other fees to access to curriculum obviously that was a a big change in the legislation and the legislation is you know partially fund some of those expenses but we can't pass those costs on to families and then just obviously the final thing is we're working uh to punch out some of the areas that are part of the building project beginning or excuse me into this week beginning and next so um yeah we're punching out the middle school science labs by the end of this week so they're coming along they're close they're working on some finishing touches and then at the high school pretty much the entire second floor um we'll be uh punching out those classrooms we won't there'll be two or three classrooms that we won't have at the start of the school year because they require uh more extensive work but then the high school science labs will also get back so working on punching those rooms out I think that's the end of this week beginning and next and we're going to start releasing some teachers back into those spaces soon too so that's really exciting um on top of driving past the high school starting to kind of see the final shape of the building take form everything's moving along uh really well there there's still a lot of work yet to be done in the connector in McNally itself we're going to begin the year uh with with only two locker rooms in mcanally we'll have a space for for volleyball indoors I'm going to space for football indoors then we're going to use some of the stadium locker rooms for some of our other teams but we'll we'll start to gain additional locker room spaces throughout the year but overall things are moving very fast um and very well there so it's exciting time great okay thank you yes yeah the Middle School driveway will open up I think the city they wanted uh wanted us to wait seven days as opposed to three so I think on Friday we think Friday or Friday or Monday is the day that that opens back up so once the concrete to hit the strengths though yes the Middle School Entrance being shifted to kind of create an intersection with no Pond and to add another Lane for uh for traffic because it gets pre-congested so our construction is in is in a good place some of the road construction around town it's gonna be a little dicey at the start of the year and we're just going to have to work with families and families are going to have to be patients we're surrounded on three sides pretty much thank you next item on the agenda is old business we have no old business so new business we have an approval request for the 2024 proposed budget calendar yeah so in your packet is a copy of that um proposed budget calendar nothing is drastically different from years past we just use corresponding dates to meet the statutory deadlines and deadlines to work with the County Council who approves our here's our budget and improves our budget to be my recommendation of the board approve that County second okay we'll Motion in a second in the discussion okay you're not all in favor all right all opposed motion facets next item is other business do we have any other business to be discussed tonight okay last item is adjournment can I get a motion to adjourn so moved thank you I have a motion to say it all in favor all right all opposed motion passes well thank you and be careful driving home thank you

you've heard the recommendation of the administration for approval of the contracts just mentioned by Mr Reese I have a motion summer second motion by Mr babject motion by Mr babject second by Miss Basin questions or discussion Dr Terrell the administration for their work with the city of course thank you I'm going to abstain from this not because I think I have to but only because of being on the Redevelopment commission to be safe it just makes sense but I I fully support the work done here I think it's great thanks any other questions all those in favor please signify by saying aye aye those opposed motion carries 4-0 with an abstain from Mr Smith thank you everyone regarding those items today moving on to 5.01 superintendents discussion groups um we can start with whoever would like to start regarding our Redevelopment commissions I'll start if you'd like me to Mr Angel um we did not have a Redevelopment meeting in Cedar Lake last month because that was for the Independence Day we do have one coming up next week though uh there's been some discussion about Redevelopment O'Brien had asked me about the legislator on that excuse me so I did send uh but by Dr Terrell's recommendation of email to Terry and never received a reply so which is kind of unusual for him but I never received a reply so I went back and and studied uh to the to the premise of do we get a vote on Tiff issues in the future and what it says house enrolled Act 1005 the governing body of each school corporation which would be us affected by a program passive resolution approving the program before the program may go into effect so we would need to any tissue tip issues in Cedar Lake Crown Point or Winfield we would need to send our approval before it can go into effect does that help Brian when you asked me before it does and thank you Tim and if you would uh let's discuss that after the hearing again today or the meeting okay share that and I'll forward it on to city council okay thank you yeah Scott did that help for Winfield at all yes yes they even met or sent an invitation my way but I will keep that and fill them in on that next time I'm there okay anything else under super superintendent's discussion groups this evening well good okay item 5.02 and we have our new assignments now so I'm glad Ms Green helped me with this agenda so I made sure I knew exactly how to address everyone 5.02 director of Grants and assessments Mr Hardman and if I may before we start this portion of the meeting what I've asked are directors to do this evening is to give us an overview of the recently released iLearn scores kind of give us a very high view of our students their performance and kind of walk through that so tonight as we go from Mr Hardeman all the way through that's what they're going to be addressing in their portion of the meeting one last thing if you have questions let's wait until the end because some of those questions may end up being true not only in elementary but in secondary and even with our exceptional ed students as well so if you can just hang on to those questions and then at the end we'll have a q a time and and bring those back around all right let's start very good uh Mr President members of the board I'd like to just frame this first of all from a district looking at it from a state perspective as well as a comparable school that we look at pair ourselves from the state perspective Crown Point schools in passing both language arts and math we were in the top 15 percent of the districts in in the state of Indiana they're approximately 292 districts public school districts in the state when we look at the language arts again we were at 50 the top 15 percent of the of the school districts in the state mathematics we were at in the top 11 percent okay okay now why that is important is because the schools that we compare ourselves are within those top 15 and 11 so when we look at this and we think about 292 schools and we're looking at this group okay one of the things that we've I know we've noted in the in our performance when we look at it overall and all math language arts and uh English and math overall we were in the bottom quartile when we when we are compared to our comparable schools and that is something that we've we want to strive to to improve as we move forward with Mr takina and Mrs Ramirez Mrs paskis they will dive in into some of the areas as far as the elementary secondary and exceptional education areas that we have we've seen some positive also challenges and some things that we're working on so I will turn it over to Mr Chicken let me just do this officially 5.03 or 5.03 director of Elementary education Mr chiquina thank you Mr President and members of the board um before I jump into the Elementary overview I just would like to say that working in Crown Point schools as a teacher and administrator for the last 12 years or so I'm really grateful and excited for this opportunity to serve our schools and our community in this new role as we look at or Elementary data from the most recent iLearn assessment in grades three through five both our Ela and math performance far exceeded the state average when we look at math combining grades three through five we're right at the top 20 of those 292 public school districts in Indiana an Ela a little bit lower for when you combine grades three through five right right around the top 30 of those total Public Schools you know iLearn is measured in four categories so there's below proficiency approaching at and above proficiency and when we look at our data at the elementary level we have a relatively small percentage of students in that below category which shows us that we have a lot we have a large percentage of students in that approaching category who are really kind of knocking on the door of passing so they might not be at that proficient cut score but we are moving students from that below category to the approaching category in both reading and math um you know I learned data really only provides part of the story in elementary school and and middle school too um but I at the elementary level only students in grades three through five are taking iLearn all of our students in grades kindergarten through fifth grade are taking what's called an nwea assessment and this is a standardized assessment we give at the beginning middle and end of the year it's given by I think close to 10 000 schools and districts internationally and Nationwide and when we when we look at our nwea student growth comparing this past year 2223 to the previous year 21-22 we're seeing significant growth in both reading and math looking at how our students are comparing to similar students Nationwide and also themselves from previous years so our growth on that assessment in both reading and math is is really improving significantly and that's that's a really important indicator because we believe strongly that all kids can grow and need to grow also with nwea another indicator that will look that we look at is performance and in most of our grade levels for reading and math at the Elementary grades our students outperformed the previous year's cohort uh in that grade level at the end of the year so another way to phrase that is at a given grade level for instance I'm just throwing this out there kindergarten our kindergartners at the end of 2023 had higher average scores at the end of the year compared to that cohort or The Kindergartners from the year before so not only are students growing at a faster rate but we're performing at a higher level as well as measured by nwea you know having data is one thing and we have a lot of it uh but what's really important is that we use our data in meaningful ways to make decisions about instruction and intervention so I'd just like to review a few areas of emphasis for this year um one we're working on updating some of our data processes to really emphasize some procedures at the student level in the classroom and school levels these include the way teachers and students interact with their data and set goals also how our school teams collaborate about data to make decisions about instruction for kind of large group like tier one instruction happening in every classroom but also making decisions at the individual student level we're analyzing which specific State Standards we might be underperforming in so we're able to make some adjustments uh from those that item analysis of the state standards mtss is another really large area of focus Force this year that stands for multi-tiered systems of support so we we have students who may need some additional instruction or support in the area of reading or math or behavior so this year we're implementing some new intervention programs and some progress monitoring programs to ensure that students are receiving an intervention that is really targeted to a specific skill Gap so if a student has a weakness in phonemic Awareness for example the intervention they're receiving is targeted to address that skill Gap um you know finally we're we're moving into year two of our comprehensive language arts curriculum ckla which is based in the science of reading and this past year was an implementation year teachers worked extremely hard the research tells us that in an implementation year of a brand new curriculum you could you could see some slower growth however ckla sequences really deep rich content knowledge with foundational skills and it's designed to build cumulatively ear upon year after year upon itself so the future is looking bright for our reading and reading performance and growth at the elementary level um you know in closing for elementary I just want to mention that you know behind all these scores are our kids and our teachers and our community and it can be tough to measure a child's hard work or strength or a teacher's impact based on a couple tests however it is an important indicator and we are really committed to having high expectations and continuing to push our students to grow to their greatest potential and that growth is the key because we can always get better so that's it thank you thank you Mr shakina 5.04 director of secondary education Mrs Ramirez thank you president and board members I need to paint a picture of what our iLearn results look like as well as just a quick overview of our nwea relative to conditional growth and the percent of students who are meeting their growth goals I'll kind of group this by combining Ela and math then math Ela and then into nwea so that you have a summary of where we are looking in comparison to the state for middle schools relative to Proficiency in both Ela and math combined we are higher than the state's average proficiency rate and we show an increased rate from the state anywhere from 5 to 13.2 percent our math Proficiency in 2223 is significantly higher than the state's math proficiency rate so when we look at hours we are anywhere from 15 to 18 percent higher in math specifically at the middles another interesting and important part in looking at our proficiency and how it has increased from 21 to 22.

relative to math in comparison to the state is to show that while the state grew at a slower Pace than we did we are of course then outpacing the state anywhere from five percent to nine percent in comparison to what the state scored in 2122 as an overall proficiency for math versus what the state scored for this year again we do appear to have achieved higher proficiency than the state as we look at our English language arts our sixth seventh and eighth grade proficiency percentages were all above the state proficiency percent with seventh and eighth grade outperforming the state's Ela proficiency by more than 10 percent so these are some areas that we really will be able to celebrate and to be able to recognize as areas of accomplishment however it would not um you know be I think completely transparent to not say that there are areas for us to grow in and so as we look at growth with nwea which is really a great tool because we get benchmarking tools and data throughout the school year this is data that is actionable for our teachers and as Mr chiquina mentioned there is a process now that we have familiarity with nwea that will be able to start goal setting with individual students and really that's what we want to focus on is helping each student meet their goals which then we will hope will translate into proficiency on I learn so when we look at nwea and conditional growth are reading conditional growth was almost typical average conditional growth would be 50 um we are not quite there yet but this will be a heavy Focus for us at the middle schools to be able to support our students and their individual growth trajectory math on the other hand is showing high growth and so we can see that this is reflected both through the growth in NWA than correlating into higher proficiency on the iLearn as we know we have had CPM at the middle schools for approximately five years when we started with sixth grade and this comprehensive curricula is resulting in high proficiency for our students as I mentioned we really do want to focus on the individual student and by using nwea the students earn at the beginning of the year what is called a writ score the Writ score then gives them a projection for where they should be at the end of the year what would be attainable growth for that student when we have our growth goal meetings we'll be able to help monitor that we really want to help students be empowered and to understand what their data means oftentimes we may hear from students that they took a test they don't know what it means well we really want them to invest in themselves much like we are investing in them so that they can be proud of themselves for the growth they are making as well as to better understand the interventions and or extension they may be receiving because of their data when we look at the growth of our students at the middle schools and how many of them met their individualized growth goal for ELA we see students ranging from 40 to 50 percent of them meeting their growth goal and in math we see anywhere from 79 to 82 percent of them meeting their individualized growth goal so this again will help us start to set appropriate goals with students and we really want to move that trajectory of ela as well as then maintain and continue to enhance the growth in mathematics the nice thing that we can do with nwea and that is really why it's so important for us is there is what is called an Indiana linking study it allows us to take NWA scores and correlate that to probability of proficiency on the iLearn assessment so if we can monitor this throughout the year and really help both the student the teachers the staff the administrators to make this a practice we can intervene at a sooner I'd say time frame as well as have a better understanding of where our students are headed and what supports they will need as Mr chiquina mentioned mtss will be of the utmost important to make sure that we are at tier one meeting needs with the teachers in the classroom of the students that they have and then making sure we're aligning our interventions and identifying interventions when we don't have one currently to meet the needs of students I will be very transparent in saying we have work to do and I think that the positive is that we've got the right formula we've got the right teachers who are very dedicated staff and administrators we've got wonderful families who are very supportive of their children so now what we will be doing in terms of our action steps is our Middle School administrators have met to start the process of analyzing data they'll then take that data and they will take it back to their buildings and meet with their instructional instructional leadership team their Department chairs they'll meet with their professional learning community so that we have kind of this cycle of everybody being looped into the data so that everybody owns it we will then be able to have individual meetings with teachers as needed individual PLC meetings is needed to celebrate to perhaps help teachers learn from one another another great thing that we have because of our mtss specialist our Ela and math Specialists that we have that serve our district um in the secondary space will be District PLC meetings which we will have throughout the school year where we want to be transparent with data we want to share data amongst the two schools we want to again support alignment and make sure that our students are having a common curricular experience much like at the elementary we'll also be looking at the standards longitudinally so that we can see if we are struggling in an area year after year in terms of a standard how are these standards being addressed in our curricula what supplements do we need to include in our curricula as we are editing our Buzz courses and or kind of just evaluating our curriculum another component of this will be the work of the school Improvement team is making sure that this data is not only analyzed but also interpreted by the school Improvement team so that we can set goals that are based on conditional growth from nwea as well as percent of students passing or I should say meeting their growth goal so we've got lots of work to do the good thing is that we have the right people in place and we are accomplishing so much good work already that I have no doubt that we will be able to with this data and an increased focus on it be able to make Trends in the right direction thank you director of exceptional education Mrs pascus and students tested higher with higher proficiency rates than the state average in all areas so we are pleased with those results our science scores increased math slightly decreased and this is third through eighth grade English and language arts and social studies declined slightly but looking at everything and looking at growth our area of focus is really going to be English language arts we have a group of kind of what we used to call Bubble students in fifth sixth seventh grade that are approaching proficiency and they didn't show the growth we would expect on nwea so we'd really like to take that group of students and see what else we might be able to offer them intervention wise um the department will also be digging into our individual student scores and identifying what are the standards that need the most attention um I've started polling individual student results and looking at them by disability area amount of time spent in gen Ed what intervention their resource teacher uses just to get a sense and see if we can find any patterns or trends um results will be reviewed with our exceptional Ed teachers and staff and we'll continue to collaborate with our general education counterparts to address any identified gaps in our current intervention programs or strategies we use we'll work with our teachers on reviewing how to write the IEP goals so that we're targeting the needs and as well as the specially designed instruction which are the um kind of tactics they use to teach students that receive special ed that's all I have I did want to give a quick para update I know it's off testing can I throw it in now doctor okay last week on Monday no Tuesday Wednesday we had open interviews for a paraprofessionals so we had 20 applicants over two days and we're hoping to hire about 15 of those so it was a success so let me jump in here if I may and before we open it up for questions um I think one of the things that I hope you heard as we went through this was the reference to nwea and the importance with that is NWA gives us that three different assessments throughout the year so we can see where students begin where they are in the middle and then again at the end of this near the end of the school year that can really help us measure our growth one of the challenges that we Face here and I've had this discussion with you multiple times is the state continues to change the assessment so right now it's iLearn that is going to be changed yet again and will become yet another assessment that will take three to four years before we can have realistic usable data that we know is appropriate and um can be repeated and there's many other challenges that go with that as far as the standards and now they're they're kind of pulling those back a little bit and giving us power standards if you will out of all of these other standards the key to all of this is we need to be able to tell our story regardless of what's happening at the state level and that's what we're going to do we're going to use NWA as a big part of that but then also there's always local assessments that we use as well both formal and informal within the classrooms and as we go through this one of the things that the goals that we have as cabinet that we've been discussing with our administrators is to really use that data to drive the instruction within the classrooms to use data daily to impact each and every student within the classroom as we continue to grow in that area we'll continue to see a greater impact even with our students on student achievement academically as well so with that um questions that you may have and and let me preface this was saying I know that this information you're hearing it tonight for the first time and at the same time we want to make sure that we're giving you accurate information some of it we may have right away if not we're going to just simply say that we'll gather it and get back to you and that's not trying to put that off or not answer your question but we truly want to make sure that we are addressing and giving you the information that you are asking for and that you need any questions for any of the directors at this time uh thank you all for sharing that information with us I have one question of clarification first of all thank thank all four of you for this this data been asking for data for a long time so thank you for that and I look forward to receiving even or I don't want to speak for everybody I look forward to receiving more data Nikki had said something uh in grades three to five math and and I didn't catch what you said you said in math we are the top 20 in ela top 30 is that 20 or top 20 corporations yeah so in in mathematics when you combine grades three through five right we're the top 20 percent no 20 out of okay thank you and then in ela I think we're 31 right around top 30. okay thanks you're welcome my only question is is there or do we track I know we discussed when we had expansion of the buildings um that actual a lot of Crown Point growth and student population are transfers in the students that may transfer in that fourth grade fifth grade middle school so they're coming from a different School District into Crown Point is there any way to track uh the different measures between a student who maybe starts and kindergarten versus the student population that goes into middle schools or students that are with us for 162 days so that we can then remove any type of transfer and state will be coming out with similar data uh Federal accountability so we do try to to take a look at that and just to clear just to clarify you said 162 days that's the the mark where yeah if you look at a 90 percent attendance rate so nine days per semester 18 180 days yeah minus 18 162 days so they have to be with us enroll they have to be enrolled for 162 days right thank you the other thing I just reminded Tim you mentioned you've been asking for this data this was just released within the last couple of weeks and was embargoed and this is the first opportunity we've had to share the information thank you thank you all again appreciate it okay item 5.06 Chief Financial Officer Mr Reese thank you Mr Angel uh just a quick update Mr Vassar you had mentioned house and roll back 1005.

that's a housing residential Tiff bill it only pertains to residential tips right which is a new uh part what that bill actually did was delete the school board approval for those that were had the ability to do it before they've essentially removed our all the guardrails off residential tips which now would allow them or before we would not have even been allowed to have any but with that it completely removes your approval Authority that was in there that's the last section the last subsection of that bill eliminated school board approval of any residential tips leaving it fully in the power of the hands of the local Redevelopment commission I have that also and notes from Mr costarison with isbo and it's a bulletin points regarding that bill it's states that it removes the school board authority so it does not pertain to any other Tiff topic it's only residential tips where prior if those residential to us were able to be held in those Redevelopment Commission then the school board had the ability to approve or deny it that is no longer the case and now residential tips can happen pretty much anywhere and you lost your authority to do anything about it that's all the information I have tonight Matt was there any change to the commercial Tiff aspect of it or is that still how it always has been what we do not have a say in that yeah no no change so no change in that uh for any of that all right thank you commissions uh item 5.07 director of communication Mrs Allen for ambassador program application is open through August 11th um we seem to have very good feedback from that program last year so it's exciting we'll be bringing that back and then we're adding another program this year where Dr Terrell will head out to some of our community groups to speak so if you know anyone that has a local group in our community you know rotary Kiwanis you know et cetera we didn't get to do state of the schools this year because of construction and everything's so busy with Taft so we're going to take state of the schools on the road and go visit the people thank you 5.08 superintendent of schools Dr Terrell thank you Brooke before we go away from your portion of this can you remind us of some key dates and times for opening of Taft that the Board needs to be aware of to put on their schedules so the formal ribbon cutting is August 4th and that is a RSVP kind of event just so we can maintain a reasonable number of people for our team that afternoon we'll be hosting tours for our staff specifically throughout the district we know a lot of teachers in other buildings are excited to see the construction and the progress so we'll bring them in September we will have a community night where anyone in our community can take a tour at Taft we're going to wait until the school year has started and let things kind of settle nice and I think that's September 21st from 4 to 6 p.m it will be in our parent newsletters throughout the next couple of months as well thank you Brooke again for that go ahead Dr Terrell so another thing that going along those lines as we have additional buildings that come complete their construction process versus Timothy ball McArthur as those get to that point once they're completed at that point in time I know we've had former teachers we've had community members that aren't associated with the schools currently indicate that they'd really love that opportunity to be able to tour the buildings being there so we will keep that in mind and as those come off the construction process and to where they're completed we'll continue to do that as well um just a couple other things want to draw a special attention tonight to our administrative team here in the district today we just completed our third session in our summer Leadership series which has been a great opportunity for us to get together as administrative team really work on some leadership skill development but the bigger piece of it is really that relationship piece and being able to come together whether you're an elementary teacher or principal you're at the secondary level you're one of our Support Services directors to be able to work together and really form the teamwork there so I appreciate our administrators being willing to do that participate openly we've got some really talented and creative comical comedians that we could I guess we could say including Mr Hardman himself um so we appreciate them though in the work that they have done there one other thing I just want to kind of put on your radar for the August meeting if you would make sure to bring your calendars with you I'd like to work on scheduling a date for our fall Retreat want to get that on the books I know that's something we've talked about for the last couple of years and fall just seems to get really busy but I think it's important we do so want to really work on a few key things with that establishing board goals and we'll have some areas outlined that we'd like for the board to come to agreement on some goals that we can look at that are measurable and and kind of help drive and then as we establish those really use those moving forward with agendas moving forward with initiatives throughout our district to really hang our hat on as we move forward with that as well thank you Dr Terrell item 6.01 other business of the board anyone have anything uh they'd like to discuss that wasn't on the agenda tonight yes Dr Terrell June knowledge do we have any uh contracts with Crown Point Counseling yes we do okay um I'm asking that in regard to a recent article on newspaper yes um just giving you a heads up in case you didn't read that we're aware of it and we feel like the services that are being provided to our schools and our students at this time are such that um without going into things that I shouldn't um I feel like we're going to be able to still utilize the services needed for our kids any other items other school business make sure we get um there's events obviously with the ribbon cutting are we rsvping Diana to you Brook for that one so hopefully everybody can make that one obviously a big Endeavor here in their school community so uh with that I'll move on to item 7.01 board statements of appreciation recognition and we'll start at the end with Mr Vassar if you have any this evening I'd like to thank the custodial staffs and all their buildings I know this is uh this is a rush for them to get everything completed you know their their work is never really noticed until it's shoddy and then it gets noticed I don't think that's the case in Crown Point and I just want to do uh tell them how much they are appreciated and what they do they work long hours to get buildings ready for lots of people and keep them that way so thanks to them thank you Mr Asher Miss Mason anything this evening um yeah I just wanted to recognize and I'm not even sure who it is in particular who posts on behalf of each of our schools but I've really enjoyed I follow them all on Facebook all of our buildings and I've gotten to see a lot of things posted over the summer to where I wonder if these buildings ever even stop like I don't think that folks are really leaving for the summer so I've seen wonderful posts all summer long I know Eisenhower is posting by grade level I've seen MacArthur has had specials on various staff that they've posted our new principal at Timothy ball Mr Eckert has posted he did a little video so I very much appreciate that it seems like while I think folks should definitely have some summer time to relax I think everyone has continued to push forward and work hard to get everything ready for our students so kudos to whoever exactly is in charge of those things they are not going unnoticed and they definitely kind of bring together a really good Community feel so I've enjoyed keeping up with that thank you thank you uh Mr babjak um I'd just like to say thank you to Brooke for all the work that you're you're doing with the communications especially the newsletter that just came out um I I've had a lot of people comment on it I myself actually sat down and read the entire thing which I'll have to admit it's kind of rare so it's very it's just it's very well laid out and so much better than anything we've had as far as communication in the form of a newsletter in years past so thank you for that Mr Smith I was going to Echo Mr babjack's comments so that we RCP magazine and how well done that is so well done broke to you and your team and that's it for tonight I would just like to thank those that were involved in the original agreement with bulldog park now that we've added on now with the concession building and our storage unit being added there was individuals that no longer serve in their certain areas that were very vital in that including former board members here and then also mayor Iran and also councilman Bob Clemens so just want to make sure that as we move forward with that rest of that to get that project completed that those individuals were noted as far as uh very important I would include Mr warney's name in that as far as being the board president at the time that agreement was put in place so that is all I have so if nothing else 8.01 I will look for a motion to adjourn motion by Mr babjek second by miss bazen all those in favor please signify by saying aye aye those opposed motion carries 5-0 thank you

president governing board members good evening to those of you in the audience and watching us online today obviously was our first day of school for students here in GPS we had a little over 32 500 students on our campuses staying approximately 4 200 staff members the energy and excitement on the campuses were very special and everyone was pumped up and ready to get this year started a big thank you to our operations department for taking such good care of our facilities this summer we had some sort of project on air almost every campus in our operations department and our contractors worked extremely hard to accomplish this we still have to finish up some projects on some campuses but I'm incredibly proud of what they've accomplished this summer and lastly on Saturday August 5th we will hold our annual v-net kickoff training in Vendor Expo this event begins at 8 A.M at Highland High School and v-net stands for voluntary net volunteer network in the kickoff uh training is designed for ptsos and booster clubs they receive an X they receive excellent ideas about fundraisers and how to properly run meetings and handle ptso and booster club finances thank you to v-net for this excellent day of training and fun this wood that concludes my report for the CV [Music] to our students and staff back to the first day of school we appreciate this first day and look forward to a great year that will now take us to our request to speak to the governing board we have one request but first we'll listen to the admonition please let's just speak to the governing board pursuant to ARS 38-431.02.8 the board may make an open call to the public during a public meeting subject to the reasonable time place and manner restrictions to allow individuals to address the public body on any issue within the jurisdiction of the public body at the conclusion of an open call to the public individual board members May respond to criticism made by those who have addressed the board may ask staff to review a matter or may ask that a matter be put on a future agenda however members of the board shall not discuss or take legal action on matters raised during an open call to the public unless the matters are properly noticed for discussion and legal action during an open call the board requests that speakers refrain from voicing complaints against School Personnel or any person connected with the district as it may impact due process rights policies Keb and Ked are provided by the board for disposition of legitimate complaints including those involving individuals forms required for the use of these policies can be obtained from the Gilbert Public Schools website thank you with that I will ask Flint Crump to please come to this to the microphone and you will have three minutes to adjust the board core there will be a timer yes thank you didn't see it nope you're great hi thanks for this opportunity to talk um so today I was at uh Highland High School my daughter starting the first day back um and I was shocked with finding out there were dress code changes um of which I was kind of curious why were their dress code changes for this District whose idea was that for the changes and who voted for these changes um that's cool dress code seemed to be just fine for all of this daughter's previous 11's 10 siblings going to Highland High School so um this is what I saw at school today I saw rear ends of girls hanging out of short shorts on the crosswalk walking right in front of me there's nowhere else to look I mean I'm looking at the student and as she goes by I'm like well that's too short so the short shorts are quite present in fact when leaving the school I saw I don't know I didn't count I was just like wow I was 10 girls maybe with short shorts on some holding a Sign by the front gate welcome back and I guess this is acceptable for a top as well with the short shorts now if the policy has changed to be you got to cover your privates according to this um what happens when they sit down if their butt cheeks are already hanging out the back end they're sitting unless they're standing all during class which I think is probably pretty tiring these girls are sitting down during class so what's The View when they oh I got to get something off the floor in the hallways drop something pick something up what are we showing to our youth in these environments that they're placed in they didn't choose to be there right this is their school so I'm concerned deeply concerned Why first off we had changes to the dress code whose idea was it and who voted for these changes that are leaving her children under stripper training it's like what what is this um so we need to adjust that dress code straightforth that needs to be modified back to the thigh length shorts are are also more sanitary because if you've got short shorts that are right at the crotch front and back what else is being left on the seat for others to pick up thank you Mr crimp thank you for your thoughts your feedback and that concludes our request to speak to the governing board tonight we will now move to our reports and we'll go to our monthly financial report and fourth quarter financial report ended June 30th 2023 for FY 2023 uh I'll turn over to talk to McCord thank you madam president board members as always we will yield to our associate superintendent of Business Services uh Bonnie Betts um good evening governing board members uh president wood Dr McCord first of all I need to clarify that tonight's presentation does not include the monthly report reflective of June 30.

I call this meeting of the Board of Education to order Cindy would you please call the roll [Music] present kilper here here math is Meadows present live present next I would invite Mr kilbert please lead us in the pledge I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all um all right any items to be removed or adjusted all right so we have a public comment do we have anyone for public comment today do not so I don't need to read this really long thing thank you and then no BPS Partners today correct no no BPS parameters okay next one are there any uh board committee updates from anyone I haven't had a meeting so anybody else have any updates so we don't have to go down the line no okay thank you we are flying people all right because consent agenda according to our board policy we designate a portion of the agenda as a consent agenda for those items that usually do not require extensive discussion before board action these items generally are routine recurring it can be grouped together for efficiency um Steve would you like to share anything before we take action yes um you know what everybody needs to know is that uh there's been some adjustments adjustments made to the Personnel report some additional names have been added and some additional as new hires and some additional names have been put in there as people have resigned and um the reason for that is number one we had to set up our uh our agenda a little bit in advance and then I was out of town last week on vacation and since then we've had a you know a decent amount of movement because it's kind of crunch time and so uh for us to hire people it's kind of important to get their name on the agenda tonight so that they can then resign from maybe another import place of employment so that then that District can get moving and so I did take it upon myself to add some names um on a higher list and on the resignation list so I just wanted to point that out um with that we'll run through the consent agenda 4.1 is the approval of our June 20th 2023 regular board meeting minutes uh 4.2 and 4.3 is the approval of the June 27 2023 special board meeting minutes and the closed session minutes uh the Personnel report is 4.4 which we just talked about 4.5 is our monthly payroll and bills 4.6 is the destruction of the closed session recordings from January 25th of 2022 4.7 is the approval of the student handbooks for 23 24 4.8 is our curriculum contracts 4.9 our special education contracts 4.10 is the disposal of uh plenty of surplus property and then finally 4.11 is the approval of this consent agenda does anyone have any questions or anything they'd like to discuss or remove from the consent agenda okay hearing none I would entertain a motion to approve the consent agenda as presented I'm sorry yes um we've talked briefly about the student handbooks um just about I know that uh it's not on the middle school or high school but um I think eventually we should put something on there for to have for the electronic devices for the middle school and high school because right now it's just Sprint Elementary again I just want to say we could talk about this at a later date but for elementary I know it's in effect now or it's going to go into effective school year but um I just think it's something that we should probably bring up for our grades Kate 6 through 12.

we always do a monthly report with the quarter end except for the very last one of the school year because we are going through this process over the next 60 days during the encumbrance period cleaning up accounts waiting to pay all invoices and generally speaking we present to you in early October the annual financial report which definitely replaces this fourth quarter financial report so I wanted to clarify that first and we will adjust the label on this agenda item for tomorrow when the board meeting is over so I just want to make sure that was clear to all of you so to begin as always we we generally share with you the district operating funds we do have some items to report on the federal and state Grant funds a little bit on the Enterprise funds and finally The Debt Service fund so this is our district operating funds our major resources for our day-to-day operations note on mno you can see that the available balance has actually increased by about six hundred thousand dollars as I mentioned the deadlines for purchase orders was over in mid-april and so right now as payments are being made encumbrances are being released which is why we've realized that about a six hundred thousand gain on our available balance on the maintenance and operations fund in addition on classroom site fund that also has increased about about 1.5 billion dollars over last month month over month we did pay the pay for performance amount in June but prior to that we had an encumbrance for that pay for performance so there was a doubling up of the dollar amounts and so all those things have been accounted for realizing a gain of about 1.7 million dollars in classroom site funds and then finally an unrestricted Capital during June we made the decisions to we had made the decision you all had made the decision early to replace the natural turf at Desert Ridge High well based upon information we received back from graduation at Highland High as well as Gilbert High we held a meeting and and requested from our coaches who are getting ready for the football season next fall if they thought there was enough time for us to go ahead and replace the natural turf at Gilbert High and Highland High as well as Desert Ridge we were able to procure that and so those things in particular led to an available balance and unrestricted capital of being lower and those are those are those encumbrances are expected to roll over because we're not going to complete those projects prior to June 30.

okay so as of right now no issue you have with this particular consent agenda item right now but you'd like us to continue a discussion on well there's ironic for future I did have something where just as a for confiscated phones and electronic devices that are the teacher is going to be taking those off and keeping them in their desk are they going to be in the school office like have we decided that not yet no I think so I think that's part of the ongoing conversations okay yeah okay and I also just if it's going to be our students going to be allowed to keep their phones during passing periods and lunch um or will it be like a little restrictive then like are we going to say like maybe no social media during that time or you know limited only for games or something just curious I think those are things that I'll be able to answer more specifically um as I look into it a little bit deeper based on some of your follow-up questions so yeah okay and then the last one was is the cell phone use and electronic devices is this considered a major or minor behavioral problem like will that be laid out in their uh yeah we'll uh definitely be able to follow up with you about that okay so we will keep this as a consent agenda item but and we will commit as a board to to kind of review the parameters of how we might discuss it further in the future with the staff and or the admin specifically Tom so okay so I will restate if that's okay with you yeah no sorry it's fine we should have this discussion I will entertain a motion to improve the consent agenda as printed presented um any motion so moved okay second second who said second thanks Sue okay thank you still learning voices okay do we need to do a roll call Vote or please so you want to roll call do we need to do recover on this how have you guys not important I think we've just done all in favor yeah all in favor aye aye thank you I'm getting used to new districts yeah sorry about that okay and I've just been at a couple of different districts that have different rules about some of that so I wanted to make sure we weren't making changes all right Tom is there anything to share this evening under our reports yes um so reports 5.1 and 5.2 requests and treasury reports have been presented to the board as we do monthly are there any questions okay awesome then moving to 5.3 at this time I'll turn this part of our presentation over to Brad are you okay and I will invite Brian Gamlin to come up Brian Gamlin is an assistant principal at the high school he's in charge of our junior senior house at the high school so our high school has a structure where they have a freshman house a sophomore house and then a junior senior so there's an administrator kind of overseeing each kind of Developmental level at our high school so Brian Brian's been in the district longer than I have so that's a really long time and he's a math teacher and department chair for mathematics and now overseas the junior senior house and he's going to talk to you a little bit about our College and Career pathway endorsement so there's a there were some laws passed recently by the state legislature that's kind of the impetus for this discussion and we'll kind of lay out some of the big pieces of that because you might be seeing more work in this in the next coming years go ahead dolly so the purpose tonight is just kind of walk you through and give you some overview basic background on what the College and Career pathway endorsements are and kind of what our current plan for addressing this is the next one so this comes out of house bill 3296 and the pwr act the the pwr ACT is the post-secondary workforce Readiness act and that came out in 2016.

so you will see changes again in that available balance and unrestricted Capital by the time that we're presenting the annual financial report to you our systems will be pretty much complete and then you will see again our final audited Financial reports in December and that will that will definitely complete fiscal year 2023.

and then house bill 3296 was finalized in May of 22 and it became enacted like to begin in January of 23. and so both of those two laws center around High School preparation for post-secondary whether that's college or career and so one of the key cornerstones to all this that came under the pwr ACT is the pace frame so one of the things we're required to do Under the new uh bill h.2396 is adopt and implement the pace framework and I've got a slide for that one to kind of give you this is what it looks like you know a lot of the different fine print is in there but um the focus areas uh the little three different colors you see the green the red and the yellow the yellow is like career exploration so in its original form the pace framework was an 8 through 12 framework and one of the goals was to make sure we were giving kids sufficient exposure to career opportunities options and enough time to test and trial things to make sure that they were really going down the right pathway the second bubble like the red one is like a financial literacy thing you know we want students to begin early on and parents too to start understanding like what are your options what is it going to cost what is your plan to pay for this so that hopefully we can reduce your overall debt when you exit or maybe no debt when you exit and then the green bubble is all the different ones that deal with like your post-secondary operations like starting a job uh start starting your college application applying for scholarships and learning about all those different stages and so each year there's there's benchmarks where the counseling team primarily uh 612 who've been working on the pace framework for about five years now to achieve each of the different benchmarks some of them are providing opportunities to students some of them are direct lessons where we go in and teach them about different aspects and some of them are just supporting them along the way in different areas and so that's kind of the pace framework the pace framework is currently under revision uh it's supposed to be revised as of July 1 of 23.

so before I go any further are there any questions on that I guess I just wanted to uh share that you shared with us that Mesquite High had the field had been addressed in a different opportunity last year that's correct they had Grand funds from the Arizona Cardinals yes Campo has artificial official Turf yes so just to clarify thank you for that thank you are there any further questions let me ask this page or miss you jetty do you have any questions on this so far no thanks okay thanks Miss butts continue please okay and these are just the notes just for those that would like to read some of the details Federal grant funds the idea high cost you can see that the budget numbers are zero however we actually did receive Grant funds for the idea high cost students and so we have expended that 71 690 that has offloaded either maintenance and operations expense or the federal fund idea 220. so just so you're clear on that sr3 just a notation here that our available balance has increased over last month that 2.8 million dollars is reflective of the fact that we did receive the um arpa support Mrs Humphries had asked earlier what that stands for so that is the American Recovery plan act that's arpa and those monies again we did not know that our budget was approved until after we did the final budget in May so we're reflecting the spend that 3.6 million dollars roughly spending it all but but that released a fair amount of the sr3 monies and so we still have until September 30th of 2024 to spend all of Esther 3 and the deadline to spend the arpa support is um June 30 June 30 so it's already passed okay also the uh again we highlighted the 100th day in-person education plus a grant both of those are related to that arpa so we have been made fully whole when the governor pulled back the 100th day in person some of those monies as well as Education Plus up Grant but they have been replaced with the ARP support and we were approved and now we've spent that and now it's totally spent that but now that has given us some funds in sr3 that we had thought we'd need to use correct so what are we planning to continue to use the sr3 maybe for our intercession camps again so we um the sr3 you can see that we have 2.8 million dollars of sr3 but they're still 3.7 million associated with the set-aside which is the learning loss where the summer school and intercession activities are eligible for that 20 set aside because it's addressing learning loss however there are still some more options with that additional money that's been released so we could increase the amount that Esther's going to spend for the curriculum adaptions that we're planning in the current year other options as well we were hopeful that we could wait until the result of the election in November before we deliberate and make a recommendation to you all on how we would spend that remaining 2.8 million dollars I'm sorry to ask one more time so the 2.8 million on the sr3 is in addition to the sr3 required 20 set aside that's correct 3.7 okay and both of those the deadline to spend them as set by the grant initial Grant was September of 2024.

they made the six eight more robust where they got into much more specifics and because right now it just says by the end of eighth grade and there's only like six or seven bullet points now there's a more robust framework for six seven eight and it's a lot more about like identifying your own strengths and identifying your interests and learning to advocate for yourself so it's more soft skill based and then High School becomes a lot more like what does your future look like based so one of the elements we'll have to deal with in the next year or so is the board will need to officially adopt the pace framework we can customize it if we want currently our team has not seen the need to do that there are some high schools that have you could Shuffle bullet points into different years the board could opt to not go forward with the framework and there's some other elements we would have to do there um but that would be something that would be coming in the next year is adopting the official final Pace framework and go to the next one so after the pwr Act and the pace framework came this collagen career Pathways endorsement and so that's like a deeper dive and more specifics in like the high school we are required by the graduating year of 2027 to offer one endorsement by the year 2029 we have to have a second endorsement and then by 2031 we have to have a third endorsement some of that's based on our size like uh the size of our high school requires us to get to at least three different endorsements smaller schools like really small schools 350 or less students don't have to get to all three yes I'm going to go through that in just a second all right thank you thank you uh so if you actually go ahead to the next slide there there are seven different Pathways that you would get an endorsement in so there's Agricultural and resources human Public Services arts and communication Information Technology finance and business met they call that other one manufacturing engineering technology and trades and Health Sciences and technology so those are the seven Pathways it's unlikely that every High School would have all seven pathways and I'm going to talk to you more once we talk about the pathways like what it takes for a student to achieve the endorsement because it's unlikely that high schools are going to have every student achieve these endorsements currently I think last year there's maybe 50 to 100 kids in the whole state of Illinois that had achieved this so it's not something you're going to see every student doing but we have to get at least one of these by 2027 underway uh and then two more in the Years following can I ask you clarification so you were just saying that the school needs to or the district needs to get the endorsement is that students need to get it and we need to have a pathway for them or is it like 51 of the students get it and therefore we get it I'm just trying to understand what you mean by we need to get the endorsement we have to create the framework within the rules and the designations of the state that that provides the route to get there and then the students have to decide if they want to get on that route and complete all the different requirements so we kind of need to create the opportunity for them to choose to do or not correct thank you so go ahead and go to the next one I'll take another question too because some of the pictures might help the law doesn't necessarily say have to do that correct okay thanks for so yeah if you look at the graphic there the state is actually done a nice job of making some nicer looking Graphics of this we have to create this root or or pathway for the students there's some key components that students have to do they have to develop an individualized plan based upon like some of those things we talked about at the middle school level like your soft skills and some career exploration pieces what is your plan that plan needs to have those other three components the professional learning the career-focused instruction and the academic Readiness so I'm going to unpack those a little bit for you too so let me just get to the right hand down here so the career-focused instruction I'm actually going to go through this in the next slide so give me one second back up one more if you would when we're talking about these Pathways I got ahead on my notes Here one of the options we have is your local career center can also be a partner in providing these pathway options and so our local career center Fox Valley Career Center is most likely going to be offering several of these Pathways as well and we will be able to tag into that for our students while they're doing more of the legwork to get that pathway set up so you're going to see a mixture of our plan and some Fox Valley Career Center plan pieces this graphic unpacks a little bit more of what the four key pieces are so that individual plan they have to come up with their goals and develop a resume and there's several areas where the state hasn't given total Clarity on the individual plan yet so it's uh I describe this with the teachers like it's a little bit fuzzy we know the destination in the end but we're not quite sure all the details yet but we know we need to get there and start planning for it so we're working on what the individual plan looks like the nice thing is we've been working through the pace framework through the counseling department for multiple years now we utilize our career counselor and she does a great job of walking through each year different stages of career exploration we're just going to have to modify that to meet the new requirements the yellow area talks about your course sequence you're going to have to take at least two classes and there's like intro to much more higher level and sophisticated deeper classes you're gonna have to take the key understanding we learned this year is like for this Pathway to work two of those classes have to be dual credit or college credit earning classes and you have to get at least six credit hours of early college credit that kind of set us back a little bit initially because that's not that easy to do and we'll talk about a little bit about that later on so you know what a pathway would look like you're going to have to jump through several classes in a sequence and at least two of them have to be at the Collegiate dual credit level the other things in the green area talk about some professional learning some career experiences so one of the areas is 60 hours of like in supervised internship it could be paid it could be unpaid but finding those internship placements and the students interest in them is going to be one of the challenges we'll talk about a little bit later on that needs to be more than just part-time work like some of us might remember back to like Cooperative type things when we were in high school where students left early and they just went to a job and started their day in the workforce earlier it can't just be like a job where I'm going to the factory and sweeping floors it needs to be more connected to the career areas and the skill sets so it's not just part-time work the other chunk of the green is at least two career exploration activities or one intensive experience I've looked for a definition of what an intensive experience is and cannot find one from the state yeah but we are pretty confident that we offer quite a few different career experiences and activities at the high school level we're going to continue to add more and then the the big part on the underneath side is at least two team-based challenges with adult mentoring this is an area where we've been working on this already behind the scenes the state gave significant Clarity this year as to here's what we mean by team-based challenge so now some of our teachers need to go back and revise what they have been drafting to make sure it aligns with the criteria the state gave and then in some areas they're going to have to develop them in some areas where benefit from a well-developed region we're part of The Valleys region which is our like Grant partnership and they have some Regional competitions that are team-based challenges and so we can join into those and we don't have to carry the full burden those team-based challenges will eventually be linked to classes like each CTE class will have a team-based challenge embedded within it so if you take culinary arts one there's going to be one embedded in it if you take Building Trades one there's going to be one embedded within it and some of those have already been in existence the bottom red part is just like General academic Readiness so to earn the endorsement you have to fulfill all of these different stages so that's again where not every student will accomplish all of these different things in their time at the high school so here's what this looks like for our implementation we've met with some different stakeholders in 612.

correct thank you you bet okay great so then the state Grant funds the one that we wanted to point out is the vocational education grant you can see that the available balance is down to about two thousand dollars whereas last month it was about twenty thousand so it's a minor change but I felt like it it might be useful to understand the VOC Ed program so this 400 Grant has to be spent or you lose it it go would go back to the state and Mr Daly is who's our CTE director is very good about ensuring that all these monies are spent by the by June 30 and so that that last two thousand dollars will be spent um by The End by by the time we're reporting the annual financial report to you all can you give us an example of what we spent that on it's on just the regular VOC Ed expenses the same expenditures the same types of expenditures associated with jted um so uh teachers salaries that are in our culinary classrooms or our biomedical classrooms all of those the AG and any AG yes and any of the supplies and services that are associated with those programs okay okay and then Enterprise funds just reporting some very good news regarding community school so their estimated revenues have continued to increase we have made our our charge we have a a means by which we charge an indirect charge to community ed a little bit different than how we do it with nutrition services but that's already incorporated into that year-to-date expended encumbered and they have realized an available balance of almost two million dollars so they the community school program has turned around from the losses during the pandemic you can see that both the DES Child Care Grant and the Des Workforce Grant are or will be fully expended there the deadline for those grants is September 30th but we know that we have an ability to move expenditures out of the community ed fund normal fund and put it into the grant as long as we're not supplanting and then we do have in the workforce Grant we do have some purchase orders that will roll into the 2024 school year but it will be invoiced and expended prior to September 30th so we're reflecting them here as fully spent okay and then finally The Debt Service fund the only reason that we're sharing this with you is to show that as of July 1st we made our final payment that's paying back our bondholders for the bonds that they purchased on our behalf and um and then after that final payment was made there was still 1.3 million dollars left in The Debt Service fund just wanted to remind you that that 1.34 million dollars is used to decrease the secondary tax rate going into the 2024 school year okay and that's the end of my report thank you I'll first begin with Mrs page or Mr Jetty do you have any questions for mispets no no I'm good thank you Miss Paige did you have questions no okay Mr freezer Mr Thompson we'll start with Miss Humphries so my one question is when we have that payment from The Debt Service fund that's a once a year payment that we accumulate and then pay at on June 30th is that correct we're actually required to make a January payment and then a July payment so the January payment is an interest-only payment and the July 1st payment is both principal and interest okay thank you you bet Mr Thompson how did student attendance today compared to projections that we made last year today so the enrollment right enrollment so far this year well it's it's hard to give you a hard answer because there's people we we really don't look at a hard number until after at least two to three weeks because people are coming in and dropping out so we're we're above our projections I think right now but I would never write it in stone anywhere because it's just not reliable just yet so but I'll give you guys updates as we go through there's just to explain um to you Mr Thompson there's a 10-day drop so those students that are enrolled as of the first day of school but they don't show up and often we don't know that they're not showing up and so at the 11th they were obligated to drop them or disenroll them and so that's why it's a question mark as to what our true enrollment is right now thank you you bet nothing further okay thank you Miss spets for this report board members this takes us to our consent agenda [Music] um and before I ask for the approval I Believe Miss betz had a correction or an amendment that she wanted to make uh yes um thank you for that Mrs wood uh yes on item um 6.05 the Pre-K fundations purchase it was brought to my attention today by Mrs wood that there is no funding source represented on the agenda item and so I wanted to make sure it was clear that the funding source for that Pre-K fundations purchase will come out of the community ed program 520 which does which is responsible for all of our preschool programs they are it's a shared responsibility with the special education preschool program and the special education preschool program has been has been utilizing the Pre-K foundations for a while and they've utilized federal dollars to pay that it's my understanding from Mrs Cobra Stein and you can correct me if I'm wrong Jason but that they wanted to make sure that all of the preschool classrooms we're using the same curriculum materials thank you with that clarification I will ask for a motion for the approval of consent agenda items board members is their motion I move that we approve the consent agenda items including Miss bets comments regarding 6.05 thank you Mr Thompson it's been moved is there second second thank you Miss Humphries it's been moved and seconded that we approve the consent agenda items with the added note all those in favor please vote by saying aye and any opposed with nay thank you that has passed 5-0 that will take us to the action items and we will just look at 7.01 the revised trust model policy service agreement for implementation to be effective July 1st 2024 Dr McCord thank you madam president governing board members uh before you you have a couple items you have a red line item that's included in your packet for the trust policy Services agreement if you remember I think it was back on June 20th we brought this agreement forward and everything was approved but we had some possible revisions in the agreement and I said that I would bring it back on this date with any revisions that were made and there were a couple revisions made under the agreement section on the first page they added a definition of what model policy review Services is and that's included in the revised version and then on E they added the comprehensive member policy review it was asked to delineate what the services were and in this section it just basically says upon request and for the fee identified in xibia day of this agreement the trust through it's retained consultants and or Prepaid Legal Services will meet with member as requested to evaluate update the member services policy and assist member to with the implementation of its revised policies and then I think on section two there was just a typographical that was changed from 22 23 to 23 24.

2023-07-26 Kane County, IL YouTube / BPS Communications transcript source: youtube Batavia Public School District 101 Board of Education Meetin… · passage 5
this year we're going to do some further planning some further learning hopefully the state continues to give further Clarity we need to look at some Logistics we need to start building some further Community connections and then our first pathway we plan to do is in the human Public Services areas or education pathway which we launched last year last year was our first year of that we actually have two dual credit classes the intro to education and the clinical experiences the students can earn six hours it's got the 60 hours of internship built into it so it already meets a lot of the criteria we're going to have to do a few things but that's the one we felt was closest to the end game already is where we could begin can you give me some examples of like what careers that might tie to so in the education pathway it's predominantly going to be teachers okay counselors social workers psychologists things like that right is the human the human and public service is a part of the education pathway is that a different one the education one it was like a subsection okay there's going to be other human Public Services ones but we might not be able to offer the courses that it takes to accomplish that do you remember honestly was it last fall when those kids came and spoke to the board that that was part of that part of that yeah okay thank you yeah part of it too is in 23 24 24 25 we're gonna have to actually begin the state application process and see how that goes and get the feedback from the state um and learn a little bit as to what that looks like the Met pathway was one of the ones we were considering for our second one because we already have some pieces underway we have our manufacturing cohort that we run with waubonsie for a small subset of our students it has plenty of dual credit courses and meets that part I have to dig into some of the other requirements like the team-based challenges and some of the other opportunities and then it kind of fell into our laps this year I had to hire a new engineering teacher and I was able to hire an engineering teacher who actually has a master's degree and hopefully would be able to earn some dual credit for some of our engineering courses we might have to look what that looks like in the next two or three years to bring a met pathway online for us on the next slide kind of phase two this is much further down the road and our arts and communication we have this year we will be offering our first dual credit class in graphics uh it'll learn three credit hours um but we're gonna if we want to develop that pathway we're gonna have to find another course that could earn some college credit finance and business services we have one articulated credit class that's our accounting class but we would have to again find another class and Health Sciences and Technology most likely that our partner Fox Valley Career Center is going to potentially have multiple Pathways in those areas too where they have the basic nursing I can't remember what the A and the T stand for we call it the B nap program basic nursing assistant training there's an exploring Medical Careers there's several construction architectural based ones where the students earn multiple dual credit the fire science program at Fox Valley students can earn 24 credit hours in in college credits so those are areas where hopefully our Fox Valley Partners will take the next steps for us next slide so some implications as Brad said in the future you're probably going to have some course proposals or revisions that are going to come down the line in terms of what we might need to add in order to add a pathway on or courses we need to revise in order to align with existing College course options I have to do some resource alignment in terms of accomplishing all the different work that goes on in these areas or uh having staff to teach the different courses the community involvement is going to be uh the next biggest area too so that's going to involve things like internship Partners job shadowing career tours that we can go out and actually see what it looks like to do jobs at their workplaces having some of them come in to be guest speakers career events at the high school that's an area where we've begun and we need to just continue and expand some of our challenges and barriers are going to be in the qualified staff area the state of Illinois just does not graduate very many teachers in some of these CTE areas so it's very difficult to find certified staff in some of these areas and then on top of that to find certified staff that hold the credentials to earn dual credit because most of the time that means you have to have a master's degree in that content area and there's very few of those people that exist in the teaching Force so that's going to be a challenge for us just finding the ones that have certifications keeping ones that have the certifications and there's some other dual credit barriers that I was at the state conference and the state has been trying to simplify the process of getting more dual credit teachers certified but there's like two competing agencies there's the iccb the Illinois Community College Board and they've kind of developed some of their work but then there's a different board that provides the accreditation to the community colleges and they don't agree on some of this work in the middle to get more qualified instructors and the community colleges don't want to lose their accreditation so they're kind of stuck in this Catch-22 of blaming the other one a little bit when we can't make progress on getting more qualified teachers in the pipeline uh back one more second please the Community Partnerships is going to be a little bit of a challenge on barrier two not in a bad way but we've learned over time that these take significant Investments of time from both the business standpoint and our Personnel standpoint of meeting conversations businesses don't speak school school people don't always speak business and you have to have multiple meetings and kind of iron things out and these need to be true internships at times and like I said not just sweeping floors we've had some success in the past with like Suncast Corporation and we that was our first like big internship that had a really well developed plan and then the HR Director at Suncast left and then some of the new person coming in is starting over from zero and so those are some of the partnership challenges at times and from a business standpoint they don't see a return on their investment very quickly um that schools have to think long game and the businesses don't always have that ability or or think that way so you might be investing in a student and it might be years before you could see that investment returned to you and a better qualified Workforce and sometimes that's hard for the businesses to process Brian can you jump in real quick I'm sorry great so I think he's raising a really good point um when you talk about educator uh Staffing shortages one of the things that the board May uh end up seeing at some point if we're trying to get ahead of what some of these timelines look like or prepare for the very timelines that has been explained here tonight um you know the board could be faced with some proposals or not face but you know given some proposals from the administration that might talk about uh some options where we're trying to get a little bit creative think outside the box a little bit to help meet some of the challenges that are in the Staffing areas you know like the bnap program was raised I've seen that program growing in an exponential uh Pace at some districts and Staffing that though and finding the specific type of teacher that can teach that with the credentials needed for that is very challenging um so I I just wanted to make sure we highlighted that point because I think it's a great point that you're raising this is really good stuff though I think a lot of the I love a lot of what the college career pathway pieces have it's just going to be very challenging to implement all the different pieces but it offers some great options and opportunities for students yes are you almost done with your presentation I'm ready for questions I think I might know the answer but could you give like the 30-second elevator pitch to like a freshman like why they want to go through this process so that was a key question that come came up at the state conference as well too in in theory the elevator pitch is because businesses are going to want a student that's got this endorsement because they've got training in the different soft skills training in the technical skills competencies in that particular area where they could be more successful or more ready to move into your Workforce because some of these are definitely like college and Beyond and some of them are right after high school you could move into some of these areas with some ongoing training but not as significant an investment is four years maybe of schooling so that's kind of the elevator pitch uh this the state will admit too like we need the businesses to shift their mindset a little bit to that in 18 19 20 year old who's got some of these endorsements is a good candidate to go after versus waiting until someone approaches you with a bachelor's degree in something well I can say from personal experience I'm in the construction industry like Craig and I can tell you that if you asked our industry what the number one issue we're facing for the next 25 years skilled labor force so the next two years is going to be a problem two years six months so um I definitely think that the business Community is has an appetite for this to start getting a head start on developing talents as soon as they can so I'm excited about the opportunity to I know one of the objectives of this uh board and in the district is to reach out to our partners in the community since this is going to be an excellent way it's going to kind of force us to reach out to our business partners in the community so I'm I'm excited sort of you know now we have a goal like by 2027 we have to have some of those in place so I think that can only be a good thing for everybody right some of this is just realigning some of our current resources also we Brian and I have been meeting with a group of high school and middle school teachers and administrators for the past couple of years we're very passionate about this work and we're going to realign some of our Middle School to high school Pathways to make sure that students are getting early experiences with some of these things so that if this is an interest of theirs or a passion of theirs that they're getting connected to that right away and that there's somewhere for them to go each and every year of their time with us here at Batavia Public Schools we think that's super important because that keeps them engaged and focused and we believe they'll be ready for either that post-secondary college like with the education pathway or directly into the workforce where they'll be highly skilled and sought after one that brings up one of my thoughts and I'm not saying a challenge or otherwise is it seems to be kind of asking students and in some cases kids and kind of kind of pick a direction on whether they want to be you know trades or nursing or you know college or whatever fairly early when they might not know yet because we're not quite aligned to thinking that way quite yet so that's going to be interesting to kind of figure that out yeah middle school should be about like exploring a lot of different opportunities and the nice thing about the pathways the way they're set up you're not locked into that right right so this is in like a school within a school these are just really options for students and families to explore and I think get ready for those post-secondary experiences so to me this is kind of the best of the both world it's like let's get kids exposed to as much as possible especially in middle school but then give them that pathway and there's still opportunities for exploration in our high school we offer our kids here in Batavia I think amazing opportunities to explore multiple different Pathways I know my own daughter her senior year decided to take the trades program Building Trades and loved it and it was not something she ever thought of doing before or really enjoyed that experience and I think that's the type type of of climate we want to get for kids is we're going to give you Pathways if you're ready to go and make decisions but we're going to give you options as well so kind of straddling both within Batavia schools I want to piggyback off of that because it so it is geared for not necessarily just for the trades if you're because maybe you're on the fence or you know you're still thinking college or the trades and guess what you love this um but if you're thinking College it's not going to deter limit you from taking other classes do you know what I mean I just I I just let me just bring it back to Brendan I remember he he could only take these four classes you know like if he had Latin and orchestra that he was set down you could take these classes and that was it and so I just don't want kids to be boxed into these classes and you lose other opportunities and so some of these options will limit that a little bit there are there's always choices and trade-offs I know there's always choices possible I mean yeah it is options and some of these will be more geared towards students who have to go to college to accomplish their career goals others will be right into the world but I think I like the idea introducing it to him in Middle School you know especially like we've got the project lead the way and all that kind of stuff giving them those options and stuff like that and especially if you've got them out at the Fox Valley Career Center if you have the teacher with the Masters out there are you sharing the cost with other districts then how does that work maybe the Fox Valley Career Center yeah we we share all of the it's like a Cooperative so we're all funding by tuition sending our students to the party so the teachers out there are they hired by caneland or they are teachers within the Fox Valley Career Center so Kaelyn's the fiduciary agent who pays them but right but we all we all chip in I know so I'm just wondering if you had teachers like it might be one teacher for the whole might be easier than the whole region yeah so by adding these courses are we going to then eliminate some of the courses that we offer at the high school so some the courses are already in existence so some might need to be retooled like you said some might need to be added generally you don't want to keep adding forever because it's going to start to dilute so there might be some courses we have to consider taking offline and offering this instead of that but we're going to have to walk through that slowly we can't rush through kind of all the different aspects because there's got to be to offer the Dual credit part you also have to have the instructor that pairs with it as well does that answer your question yeah and then do we have a timeline on when we want to possibly go after the new hires to meet the criteria that we need for those not yet um it's going to be depending on like that's why we started with the education pathway our instructors are already certified we had a successful first year we can almost all the other criteria in place we can start going through the state application and kind of learn where the rough spots spots are and then use that learning to proceed into the other areas then you know we need to have the three if we're going to do this right because that's part of the question here the education is we have to choose as a board to go down this product like right our current plan and and we've actually revised this down because it is pretty complicated and like when our team met they're like yep we're doing all these and maybe not the AG one because that's not really our community but we're going to do all these and then we're like wait what how are we going to do all this and then you know as we've learned more of the components we've tried to to filter it down but we have a lot of really passionate people who want to provide these opportunities for our kids so right now our goal by the that 2029 date would be the five pathways that Brian outlined there so starting with education going to Mets and then Arts Brian you're gonna have to help me Arts and Sciences what are the other two well but the Target right now is five okay and we were at seven at one point I think well three by the time 2029 right you have to have the three but we're going to say that these five are our goal the finance and business and the health science like it's when we were looking at stuff like Brad said the egg one does not really seem to be a good fit we don't have any existing coursework in that area um and the information technology one um we'd have to really explore that a little bit more again the early college credit part like there's questions around does AP Computer Science count or does it have to be like I earned the six hours and then what AP Computer Science count if I didn't take the AEP test uh you know there's articulated credit there's dual credit like what all counts and like I said sometimes the state has been fuzzy on some of these things or they haven't given like the detailed Clarity for us to like what does it take to do next um but some of these definitely line up more Fox Valley is going to have multiple ones um probably in under a couple of these just simply by virtue of the courses they offer now that's the question I'm sure it won't be an issue but if a school doesn't apply with this by the day what happens you lose like funding or something from the state or when we haven't said yeah we're gonna do it I know we're gonna okay you better do it like well yeah you can use your accreditation status I'm sure they'd start with that and so if student just can't meet all the requirements can they I don't want to say drop out of this or like what's so they're not like locked into any of this at any point in time like our District's approach for a long time based on community feedback too is we've kind of referred it as a lot more a la carte yeah like uh at one point in time Dr Smith when I talked about this later too there's like over 40 different dual credit opportunities in Batavia right now and there's so many like Brad said there's so many different courses that allow students like have different approaches like I want a little bit of everything to try it all out and then there's other students like when we gathered feedback from them on the ad Pathways like I've been wanting this forever and as soon as it came out I signed up and took both classes like they they were waiting for it and um you're not going to have the same um experience set for each student because they're going to approach it differently like it might not work The Internship part will be interesting too like uh when we had the internship with Suncast like we had to go back and forth to on on pay with them because their initial offering of pay we had to tell them like all these kids already have jobs that pay more than that right now so you're gonna have to do better or it's not going to work and so we developed like a tiered pay structure so I ultimately the students to get it on their transcript had to fulfill all the different pieces and that's where I said not every student is going to do that um certain ones are going to be much easier to do than the others like students when the Bean at one comes online you're going to see a lot of students earning that one because it's built in it's a course we currently have they've been successful it's got the internships time frame built into the class already kind of like the education one does and you're going to see probably a lot of those come through but other areas we consider it successful in a different way if a student tries something like that is not for me then that's a success too because then they're not going to study something that they're like I didn't really like this and then this is obviously if it's like so let's say a student transfers in from Schaumburg and they have the same model as us like it can be transferable right so if they're a sophomore and they've already met these requirements will obviously accept what they've done yep that'll be one of our challenges too is like managing the logistics of all of the checkpoints for students so that we know when they've fulfilled them and last question but you kind of answered it earlier so I'm just going to restate it currently you have very energized and excited staff and teacher support for this effort correct yeah the group of teachers that we've met with I mean all of them for the past couple of years have been really excited about this because I think that when you teach in these areas you're very passionate about your subject area and they typically have connections to the business World um where in what they're teaching right so if you're a graphics teacher you love Graphics you love that artistic expression but you also know people in the graphics field so you know where kids might be going and I think that adds a lot of excitement and passion to the work and then they see how this can benefit their students by giving them this opportunity to to pursue pretty deeply in that field can we get a copy of them how he hasn't yeah it was like a little tiny to read yes some of the slides here the printer is a little small I think thank you yeah thank you and very similarly we're going to ask Dr Joanne Smith our high school principal to come up and share a little bit about the the class of 2023 this is an annual report that we do um you know many of you are at that graduation ceremony so you have to experience that excitement of that day this is a little reflection back on the class of 2023 and some of their accomplishments we do this data report every year because it really is helpful for us to kind of set a vision for where to go next and where to target improvements very exciting time for me to give this report because as I've mentioned to all of you I'm sure many times graduation is my favorite day it's always so exciting to see our students who are matriculated through our system uh get that final piece of paper from us and that celebration um so hell if you don't mind going to the next slide I'm going to really just talk through some of the highlights of the report that's already in the board book I'm not going to go through every piece of data but certainly questions at the end if you have any um so next slide so three things that the report covers in general is uh information from our students about their final transcript requests this gives us an idea of where they're headed some post-secondary experiences Brian hit a lot on that tonight so I won't go into as much detail as that but a lot of those post-secondary experiences which we're really proud of offering our students and giving them the opportunity while they're in the comfort of Batavia High School getting that post-secondary experience and then finally some achievement results so final transcript requests is always like this the Curiosity right of where are kids going um where do they where are they headed After High School so we have a combination of ways that we get this information one is through final transfer script requests which is a service called parchment and another one is more of an info formal Google form of tell us about where you're going just so we have try to hit everyone between the two we don't get everyone to respond but pretty close so this is uh information from our students most of our students about 70 percent are headed to a four-year college or university but obviously a lot of other options as well and the other category this could include a gap year students who didn't respond lots of options there for students in the other category so uh Brian had a lot of these so I'm just going to go through one that we're really proud of and that is our dual credit courses so post-secondary experiences what that means is while they're in high school we're giving them a taste of things that could happen after high school but again with the safety of our staff helping them um and not sitting in a lecture hall with 150 students taking calculus one which I think a lot lovely experience in college and so how if you could go to the next slide I want to talk specifically about our dual credit so if you don't know much about our dual credit classes students receive dual credit through a Bonzi Community College as Brian mentioned our instructors we partner with wabanzi and they certify our instructors to be able to teach those courses for the most part that means they have a master's degree in that subject area and so over the years this has been a big push of ours is to get as many students in this pipeline as possible because if you notice it's between 36 and 72 dollars per course I have a child in college and I can tell you that I'm not I'm paying that per minute so uh so this is really an opportunity to give kids a lot of credit we have student after student after student parent after parent telling us how much time they saved in time equals money in college when you're walking out of our building with 6 12 sometimes 24 college credits it often equals at least a semester or more and students are able to sometimes graduate early from college if they want to enter that real world a little sooner or it gives them the opportunity to take a gap year or to do something a little bit different because they do have those credits as they leave the high school so this has been a push of ours as you can see we've increased these numbers every single year one thing I'll point out is the class of 2022 was our largest class ever but it's about a hundred more students than the class of 2023 but we still increase our dual credit enrollment by that much with a hundred less kids and so we just constantly are looking for ways to get our instructors certified through abonzi to teach courses for credit we just are constantly trying to find ways Brian works really hard at this along with HR to try to find and dig through transcripts to find people who have that ability to teach a class that can potentially be um translate into college credit for our students and dual credit is they're earning both High School Credit so it's on their High School transcript but they're also earning a waubonsee transcript as well thank you so in all about 86 percent of our students have some sort of do a post-secondary experience before they graduate so that could include an AP class I know for many high schools AP is their kind of what they look to as their most important data point we don't that's not that we really look to that dual credit now we offer AP classes students can certainly take them and take the exams if they want but many times students are in an AP class that is also being offered for dual credit and so most students in that situation would choose not to take the AP test because they're going to get the waubonsie transcript for 36 dollars potentially and not have to take for the AP test so you probably if you look at our AP numbers over the years the number of students taking AP tests has decreased but I would warn you that that's not a bad thing in our opinion in our opinion that's a good thing because we have so many more students taking the Dual credit options and getting that opportunity in a different way and it's a little bit more low stress low pressure than taking the AP test Fox Valley Career Center Brian talked about um through it's at Keeneland it's located at Keelan for the most part and it's that being at program a welding program automotives a lot of the programs that we don't have the facilities and or staff to offer at the high school and then Brian also mentioned the manufacturing cohort we have a small number of students who are taking manufacturing courses through wabanzi and getting that certification before they leave and that is a lot of credits Brian help me out look and then if they did the manufacturing cohort with like English and math dual credits some of them are like halfway through their associates degree before they're done okay so Switching gears a little bit to achievement results so um and with the class of 2020 that was the first year that the state of Illinois switched from act to sat as their state assessment and so that class of 2020 that means they took that test when they were juniors in 2019.
