class of 2021 we all know what happened in the spring of 2020 so those students because you're kind of just backing up those students took it in the fall of 2021 when we returned from the pandemic and so on and so forth so those students the class of 2023 our graduates would have taken sat last spring so these are scores about a year old but I want to talk about as part of their exit so the scores ramped up a little bit obviously we would we're still working really hard on getting those scores up even higher we want all of our students to reach those sat benchmarks um it is a tough test and it's something that we are constantly learning and adjusting to they're changing it next year for example the task is going solely online versus paper and pencil and so we just we're just trying to roll up the punches and continually learn and grow about the SAT because for us this is a newer test we had the act for decades and so we were really accustomed to that so we're continually learning and working with sat um Consultants to help our our staff get better at that in preparing students for that we don't want to teach to the test but we also want students to be prepared to do well on that test as well Joanne can you talk a little bit about the 5 30 and the 480 and yeah so yeah so it's about as our are in that second column there's an SAT Benchmark and that is called the college readiness Benchmark and what that is is a you know a statistical study of all millions and millions of students and what it says is if students for example get a 5 30 or higher and the SAT is up to 800 on math for example that means there's about a 75 percent chance of them getting a c or higher in a corresponding College course so it's a statistic it's a it's a probability basically of them doing C work or higher in a comparable college class same thing for evidence-based reading and writing you're looking at like an English or composition class 480 is The Benchmark there 75 chance of getting a c or better in college questions I have a question about the test scores so obviously a code impact are we consistent with the rest of the state and that decline I know that I know these standardized tests are losing their significance as far as College admissions a lot of colleges aren't even using them for admissions anymore and I know it's probably a lot of kids might not even be electing to take the tests anymore so it's true correcting data but one of the downsides of sat compared to act is we used to get this lovely report from act that gave us our students best score and that was really nice to know because sometimes students take the test multiple times and eventually they might do better this is a one day snapshot and like you said a lot of students now are realizing and hearing from colleges that they just don't need the SAT test to get into their college of their choice so it is changing the landscape is changing a little bit in terms of it used to be the most important thing it's certainly still important for many students in many college entrances but it's you're right Erin it's not the most important thing anymore right so I don't want to overreact to it but again I mean obviously we just want to make sure we're preparing our kids for success yeah and that's this is I mean clearly for college resiness and we just spent a lot of time talking about kids that might not going for college readiness and therefore this is not their highest priority to do well on this exam right potentially you know so if they're not going that route that might be a shift yeah they're still required to sit for the test that's what I mean they can't be a 12th grader without the test but um some students have made that calculation that that's not their most important they're not going to study for it if they're going to go off to welding and don't need to do this and they've got 23 credit hours coming to them from waubonsie or something like that yeah and our students it's a good thing they are well educated on what is needed for their college so for example we've had many students tell us for example the April task that is the snapshot also includes the essay portion of the test most colleges don't require that portion of the SAT score so the kids will say I'm just going to take it again without the essay because I don't want the essay scored and sent to my college so there are various students they know you know what what is needed and what is not needed and um well again we're still trying to get them as prepared as possible all of those things certainly are a factor yeah well my son went through the transition my oldest one and we did a lot of research to figure out based on the type of student he is and learner and test taker which is the best one for him and then for him the Act was much much better for him in his test scores bore it out so he studied we worked with him to get a tutor specifically worked on act yeah SCT was whatever you know so yeah it's really hard to kind of say oh there's a really balanced data set here based on that is what I'm kind of hearing so okay the pandemic definitely had an impact on our students and you can see that in those results we tend to look at trend lines so where is the trend line heading is it stagnant is it on the rise we did the same thing with ACT scores for decades and really our goal was incremental growth in that and making sure that we're preparing our students I actually like the meeting in both subject areas right we're trying to give kids as many options as possible so to me that's a really important Benchmark to take a look at is where we headed with that one because that means our kids are set up for whatever success is going to look like for them I think that our students have really changed in terms of their approach to post-secondary experiences in terms of what options are out there um you know 10 15 years ago we were a very four-year college-oriented system and what we realized is that doesn't necessarily work for all kids and we want to make sure that whatever kids pathway is whether it's directly into work whether it's into two-year college to get their Associates a four-year College a gap year military service that we're preparing them for that in their lives um of the 291 students for the AP classes do we know how many actually took the test to and if we do do we know how many got the right score to get the credit we know I don't have it off the top of my head we get the report every summer with our AP scores and how the students did on the test many students do not take the test anymore and then um are we looking at to expand the Dual credit classes more any chance we can get as Brian talked about the biggest hurdle is getting that staff member that can teach the course because they need that advanced degree in the subject area so every chance we get you know we're encouraging our current staff to go get a degree in their course area especially if it's an area that we don't have dual credit but every year we're bringing on more and more and more courses last year we ran the education the two the two education courses we brought an accounting recently so we are always looking to increase that but also one of the side-by-side challenges is as our staff is retiring who teach these classes making sure we have someone behind them that can pick it up and keep this trend going and then if there was an AP class that's also a dual credit did we did you count it as in the tuna in the AP and the Dual credit like I think psychology is a dual credit and an AP so was it so if I took it am I getting was I one of the 291 and the AP and one of the 375 291.

but that was kind of removed down on the 393 part yeah yeah we're all yeah there's no yeah there's no duplicate students yeah that's a good question and then one last one for the SAT for the math online do we know how that's going to look like how are they gonna perform calculations or is it going to be multiple choice it's always it's a it's a combination now currently even paper and pencil it's multiple choice and a fill in the blanks so it'll be the same just typing in your answers instead we actually have some a Consul local consultant with sat coming out to work with our departments this year about how to prepare students for that change in the electronic tests versus the paper and pencil so are they taking the electronic test you think at the school or yep in April well yep it's a better environment no I know I mean my son just took the lsats and he was like in a room in the library and the kids will probably be fine with oh they'll be fine and we'll be like any other questions yeah I I my son just graduated right and he was right there with the well why do I want to take an AP test and potentially report it to a school I'm interested in what happens if I don't do well but if I do the Dual credit and I get I'm guaranteed essentially to get those credits and we've had two instances with both kids where a course was not initially accepted by the university and these are out of state so both of them are in Colorado that we just went through a syllabus process review with them and they were like okay this is great move on in like like 20 minutes you know yeah so it was and then there's also like with the Dual credit it's kind of getting to a point of Pride for those that are interested in going to college of like how many you can get my oldest son his was not about graduating early much to my generalized consternation but it allowed him to be successful at College because he didn't have to feel like he had to max out every semester yeah that he could take again months to my consternation 12 14 credit hours you know and Pace himself through school as opposed to overloading himself and not succeeding well which I thought was an extraordinarily mature decision by him so thank you great appreciate it okay thank you I was gonna say there's been more dual crust even than last two or three years right yeah anytime we can find an opportunity Brendan didn't John are you gonna bring us up yeah the next topic is the 2024 budget we'll go quick I can go as quick or slow as you want depend just by way of timeline last month the board saw the preliminary budget which is in high level numbers this month we take a little deeper dive with the tentative budget we place it on public display so that we we fill out the budget form that we're required to submit to the state of Illinois we also prepare what we call the budget summary which takes a deeper dive into the budget tries to provide some context around the number and some highlights because the official state budget form is a giant spreadsheet with a bunch of numbers that it does its job in terms of presenting the numbers but it doesn't necessarily present uh you know meaning behind them so that's our attempt here with the budget summary is to do that next month at the boards meeting on the 22nd will hold a public hearing where the the members of the community can come and speak with the Board of Education specifically on the 2024 budget and the following month will the board will adopt the budget so on September 19th budget will be adopted we're required by law to adopt the budget by the 30th of September uh briefly taking a step into this tentative budget summary document it contains three parts uh the first part is a high level kind of quick facts summary of what the budget entails at least in its current iteration the budget will continue to go revisions until we adopt it in full in September the second component is the financial section and those are the Nitty Gritty numbers of all the funds things broken on by different views whether it's the function of like kind of the the programs that we spend our money on we look at objects in terms of what we're actually purchasing what we procure with that money then we go through each fund and in the back of the budget summary is the informational section and it provides a little bit more context on these numbers typically in the form of a multi-year view going back usually about five years so looking at our Revenue trend for five years expenditures the Staffing ratios those overall on this budget we're looking at a surplus of 2.4 million dollars in total that's 2.2 in our operating funds and uh 200 000 in our non-operating funds uh revenues will go up by five percent and expenses will go up by 7.2 percent so yeah we don't want that to happen uh this is where your expenditures are going up faster than your revenues but we do have a surplus and so we're okay but we still need to kind of mine the store and keep an eye on Staffing in particular because that's where the vast majority are salaries are going to increase by 8.3 percent that's primarily driven by our new CBA with the Bea our teachers union but it's also driven by in large part to a lot of vacancies that we've been carrying over from prior years and so as we know we've had a trouble filling all of our positions whether it's paraprofessionals campus monitors in some cases teachers although that's not very often or maybe psychologists and social workers those sorts of positions so we've had positions that were vacant that we approved the board approved as being we want somebody to work in this role or in this particular school for example and we were not able to fill it and so it makes the following Year's budget look like that increase is bigger because we're not paying for the salaries and benefits we also have a healthy contingency in here but you'll also know actually if you jump down to the next page Holly and we kind of have a new Revenue item and it's one that we've never really had before or one that wasn't worth talking about before let's put it that way but as we've accrued fund balance we are now able to invest that fund balance in this current market environment economic environment where we can actually get a return on that money as you recall it wasn't so many years ago it was about three four years ago where we couldn't get through the full school year without borrowing money every year so that we could make payroll in the month in the spring months before taxes came in now we've got some fund balance where we can invest that money over a period of six to 12 months and actually get maybe four or five-ish percent return on that investment and that is going to generate about 2.2 million dollars in Revenue this year so we've never had that yeah that's the Surplus for now although looking at our financial needs over time we're gonna have to spend some of that on our facilities for for certain and we're gonna have to be careful about how we do that but luckily right now it's earning us some interest but keep in mind our Surplus is 2.2 million dollars the interest that we're earning is 2.2 million dollars that is a coincidence believe it or not but if we weren't able to earn this interest right now we would not have a surplus so we have to be very careful about where we spend our money and it has to be strategic because I do not anticipate this interest earnings to perpetuate when that money goes away we're going to have to fund these costs moving forward so we're gonna have to be care very careful about where we spend our funds employee benefits are up this year um you know we we enjoyed a year last year where employee benefits were very small and this is driven largely by costs related to medical insurance they're going up over five percent and we haven't seen that in the last few years it's not anything I'm worried about I think it's you know we'll be able to manage it but we'll have to continue to keep an eye on that it's like whack-a-mole you solve one problem that goes away for a while and then it comes back you know and um we also are fighting persistent inflation with purchase Services as you would expect although it wasn't as bad as it was in Prior years and then lastly the last thing I'd add here is that um revenues look wonky and some expenditures look wonky because of pandemic relief funds so as that money was has been spent we spent more in certain areas and prior years and it's coming down and then revenue is coming down to as we're spending the totality of those funds this is the last fiscal year that we have to spend these pandemic relief funds and so just keep that in mind as you're going through the rest of the document otherwise I'd be happy to answer any questions that you have well there's pandemic relief funds brought in as rev like classified as Revenue revenues and expenses and so money comes in and then money money goes down yeah so we don't get the money until we spend it we sent we send a claim to effectively a net zero expense so it's not accounting for your less Revenue drop but our expenses went up kind of thing well yes that's true but when you look at you know when you look at particular the revenue line for federal funding it's going down the reason why it's going down is because we had more money in the prior year because of the pandemic relief I'm going to say something take the win that's big that's a lot for her no and then over 10 years I've been here I'm going to say probably as long as well as long as you've been in this position I know we've never gotten interest on our investments no we haven't not very much in fact there are many years where I thought why are we bothering with this you know okay yeah I'm sure we've had gotten yeah but we've never gotten 2.2 million on our investments in the history of the school district have we've done that so please let's take the win for what it is because I always remember just having to borrow the money to make it through to the next month so I mean I'm happy so I wouldn't be happy that we had zero but to have a 2.2 million surplus is I mean I know it won't end up at that but just take the win for now will do thank you I have no other questions so I'm gonna be happy with that I just want to say Dr iglesi that I want to compliment you on this rather amazing document you put together because depending on your level of financial Acumen um you start with like the quick facts so here's the highlights and then as you scroll through the document you get into the fine detail and this is a bit if I'm not mistaken available on the district website yeah I know transparency is a topic that's been discussed in the community about you know how we manage our money and where the revenue comes from and where we spend it and so I would encourage anyone that has interest to go on our website and take a look at this it should answer almost any question you might have I know this is not a finished product it's still in revision but I mean I think this is sort of again a remarkable document for the community because depending on your level of Financial expertise I think it answers high level questions but also if you want to really die down you're going to get those as well I one thank you for that very kind compliment I appreciate it very much two um just wanted to complement the team that puts this together and in part both the business office and human resources in particular because there's a lot of detail on a lot of things that I wish I could explain it in a way that was capture what goes into it but they do a lot of things every day that make this level of detail available for everybody to see it it this is just you're just seeing you know kind of like the tip of the iceberg in terms of the detail that goes into it and so the real compliments go to the team this isn't something that happens overnight it's a document we've been developing over seven eight years now and we had a little bit to it every year I know what it used to look like yeah and so it's something that we're proud of but but thank you yeah I was only going to say because I've been through about four of these it's always a good sign when people who are not big fans of the amount of money that comes to us in taxes and how much money we may be spending when they come and talk usually they have said they really like this document and appreciate it very much for the transparency that it provides so whether they like one how we do it at least they understand it and can see it and feel like the information is all there for them so I think that speaks a lot of it as well any other questions we're looking forward to talking about this more next month so exciting you know you're excited I am I'm going to print this out and highlight it yeah please do it but if you have any questions or if you have any suggestions on how we can prevent collaborate or make things more clear we're all ours so you know so we it's continually continuously improve but this this works so thank you thank you that concludes that section of reports Tom is there anything else on the administration yeah sure um so I thought for tonight you know business being the first meeting I I wanted to publicly thank someone um for this transition I've been able to experience I wanted to thank Dr Lisa Hitchens um I know she's probably currently not watching but uh I did want to express my um my thanks appreciation gratitude for the support she provided me during the transition answering all my random texts and emails and Etc and times she set up to meet with me and help me start getting my feet wet in the district prior to July 1st um so I would be very in air if I did not do that so I want to thank her for that I also want to really ex I would like to extend my thanks to the administration of this District our teachers our support staff parents community members uh for for helping me through this transition as well um I have to tell you I'm really impressed um with just this communal heartfelt welcome that not only I have received but my family as well and I have to be honest it's just it has struck me in a way that I I would not have expected to be honest I knew this was a great place that's why I interviewed but um it's been amazing it's been an amazing um time for us because I feel like this is a place that's been living it taking that into a real reality here in this community when I talk think about collaboration the word collaboration is used a lot in this district and I've had just in the short time of officially being in the office had an opportunity to really see that being played out in our community within our own District you know having met people from chip in the Chamber Park District I mean the list goes on the the city office on a whim the chiefs of the fire department and police department were willing to sit down and have a meeting to meet and talk through things I mean everyone's been amazing how thanks for also helping coordinate all that I couldn't have done it without you so um it just again I I don't I I there's no overstating on this and to to the team here tonight and everyone here um I think one of the things that I've also been really impressed with um and you've heard a really good glimpse of it from Tony's presentation but I I think we've done an incredible job with funding our construction projects you know obviously I was here and paying very close attention to everything that was kind of leading through the spring and then as as I watched updates about what we needed to get done through the summer what the board was approving in terms of projects everything you're seeing and being done that's being presented is being done through the planning of last year's and this year's Capital funding projects that monies that have been carefully set aside carefully and meticulously planned for and also prioritized as what our urgent matters that we have to address and knowing that we have to be very judicious about that while at the same time Staffing what we need for our buildings and for our students if you notice in Tony's booklet that or the teams booklet I think I appreciate that Tony that's just another a great sign of your character on that um if you notice in the back Staffing's increased um you know and and a part of that is a test another again a test a testament to our Administration trying to work on ways to very strategically increase our staffing in areas that needs uh that that is needed for our students and so again one of those things you know as we talk about some of the construction and updates you know um we have three buildings that are undergoing some of our most major construction updates at the moment uh everything's on time so or we're good uh everything's looking ready to go by opening day um and I think some of the uh projects that you'll see where you plan on presenting some of the pictures of how that Journey came along at the next board meeting so you can see what the what the snapshots look like of the construction projects um just a few other updates uh I didn't want to say is that uh the notices that families should be receiving right now uh they'll be as it's right around the corner school's coming we're excited I'm excited Danielle that's why I'm smiling I just can't wait to get kids in the buildings get staff back in the buildings um principals are starting to send their messages to kindergarten families so they they're going to get some welcome nights so hopefully they'll get a chance for some of us to go eat some ice cream with kindergartners coming in um and then also just there's been also a general announcement I wanted to share this on this communal format because uh the Middle School families receive this but Rotolo is going to be hosting some uh training sessions that will be occurring on July 27th from the police department so it's been really important that the community is aware something's not happening over there it'll be our Police Department training and again one of those things again another sign is just great communication great collaboration going on in this community um and you know last but not least uh I want to thank all of you for um entrusting me and and having some great meetings that we've had already and I'm looking forward to more of that and side of that that's all I have for you tonight I appreciate it thank you I'm happy to be here thank you anyone else have any comments Sue do you want to kick them off if you've got any just um the welcome time we had a great beefy event over at uh we did sturdy shots no brother brother yeah we raised over 500 for the beefy Tavia foundation for educational excellence and Tom came out and met a bunch of people and the organization and then so he's kind of jumped right in both feet that's about it thank you Tony thank your team thank you everybody thank you great job return oh yeah we're going down the line okay okay everything's suicide welcome welcome I think a lot of people in our community are really excited you've been welcomed very warmly and that's not a surprise I think a lot of people are hanging on um they're excited for what you're bringing and we're excited too um so with that I hope everyone enjoys this last Little slice of summer it's flown by really quickly but hopefully all the kiddos get their last little adventures in teachers have a little bit more relaxation before we hit the ground running but we're excited to have you with us and to work together yeah uh I have a few things just one I would like to thank everyone in the community that reaches out to us via email or on the street or just you know you know passing and just shares their thoughts or concerns again that's very important in helping us direct the work that we're doing so thank you for participating in that process I want to thank Mr Gamblin Dr Smith and Dr Lacy for their presentations tonight very informative um of course I want to welcome Mr Kim I know you've been at work since July 1st but uh pretty impressive how much you've been out pressing the Flesh and getting and meeting people face to face I think you know in post covert world now you know that's something that we desperately need to encourage so thank you for your hard work doing that that important work getting out there and being visible um I want to welcome all the new teachers and staff and paraprofessionals that we've hired we had a pre-lengthy list of new hires we're excited to have you as bulldogs so we're excited to have you part of the team we hope you have enjoyed very long and enjoyable careers and like everyone else I just want to say thank you to everyone that's doing the hard work now I know we're still on summer vacation but we were talking earlier that the clock is ticking and August 16th is going to be here in snap there's a lot of hard work that goes into making sure that that first day of school is positive for everybody so I think it's one of the best days of the year the energy of the opening day of school is it's just full of Promise so enjoy the rest of Summer we're 22 days out but I'm excited to get started too so first of the summer and we'll kick off the school year in a little bit I will close out by just reiterating about how excited I am and I'm sure everybody is about kind of the beginning of school and the teachers and staff kind of getting back into the swing of things and getting moving and trying to close out their summer a few Educators and staff that I know of or try to squeeze in their last vacations during their summer break as it were and I hope they do find more moments of recuperation before school starts because I think it'll be exciting and fantastic year and I appreciate all the hard work that everybody does during the summer to get that ready you very much you already know I'm enjoying working with you so keep up the habits thank you everybody all right um I would like to entertain a motion to adjourn so moved by Raquel second by Danielle all in favor hi hi thank you all right thank you everybody for coming today appreciate it

12 a.m at 12 pm where mayor Calabrese and I were presented with 150 backpacks filled with school supplies from two former residents of Cliffside Park Steve Gardner and his sister Therese that morning they I think they had fundraising throughout the months of May and June and that morning they visited Cliffside Park Fairview Fairview and Fort Lee and presented each superintendent and mayor with the 150 backpacks I thank them on behalf of the Board of Education told them that I can Envision a lot of smiling faces in the months to come and when the principals and I get back on vacation on August and every day we're working at it there's two interviews tomorrow with someone and I'm hoping that by August the 15th I can report to you that everyone is fully but again I want you to know that we're working our hardest to fill those last three vacancies any questions to this point it's okay I'd like to run through the present the resolutions thank you so page two there's already a change my luck first resolution I'm presenting to you is a change on but what we what you have on paper we simply didn't want to go back and reprint Mr alfano is taking care of the Google drive to make sure it's that the resolution and the minutes reflect what I'm going to say to you uh on the first resolution only the first three names and the fifth name I'm going to ask you to please ratify and approve tonight so Mr alfano again Dr Hayes yes just reversed that the first three in the in the fifth we are going to strike I apologize yes thank you for being here no no worries I misinterpreted the funding mechanism to fund that salary and again considering it's a July 15th July 20th higher you think she's going to be a great addition to the club said part of public schools once again thank you anymore or afternoon yeah I appreciate everyone Adam and Dave will review the proposals I guess the three options yeah I just want to mention one thing too we just really appreciate that coming for the second time this is the second work session we've had but we just want to make sure that that our constituents our public students parents staff everyone knows what what we're looking at we've been talking about it for quite a while and this is like we said the second work session so thank you for coming again tonight and so we're just turned over to you yeah tell me when to flip um on the screen so that's great thanks Adam yeah no problem so we're gonna we have the same Graphics that you saw last time the only difference is we have them in order now on the screen as well so I'm going to go through kind of the same order hopefully it'll be similar to what Dana told you last time but it's the same the same plans the same Concepts um so in all of them and the plan on the screen is is uh Sharp Creek is just oriented North to the right we had a little mistake with the page there but it's the existing plan we're going to kind of skip past it anyway so uh one a couple basic comments before I get into each scheme is in all of the schemes we were told that sixth grade is moving to Northfield period so that's overriding everything and we were asked to give you these kind of three approaches big picture order of magnitude type work so within any of any of them there's lots of little minor options we can move things around but just as far as what are these big picture ideas cost compared to something else and what are the ramifications we're asked to look at these three options so the first one being what you're seeing here is to renovate and expand Sharp Creek so again sixth grade it moves over next door and this becomes a 3-5 building the second one and they'll associate Michael let's go through all three real quick demo Sharp Creek and expand Metro North that's option two let me go through those shorts no I'm just gonna have any details as we go and then the third being to demo Shark Creek and expand Northfield so add the grades to Northfield those are the three options that we're asked to look at so the first one here renovate and expand Sharp Creek um on that drawing kind of right where we have all the numbers the keys there's kind of an outline of the existing side of the building so you can see the red new box which is the gym that's the current parking lot between the two buildings so the idea was to connect it with new construction so there's the gym the big red box number 12.

Mr chairwoman uh we're ready to begin whenever you're ready to begin good afternoon and welcome to the Surplus property committee uh meeting on June July 26th I'd like to call the meeting to order at 5 PM and and really quickly before we jump to roll call I just wanted to clarify something on the agenda um so we have both items 4.1 and 5.1 items um item 4.1 is the uh the time for public comment you're free so again if it's on the agenda or not on the agenda but it's within the purview of the committee you're free to speak during that time if you would prefer if it's about the draft report specifically we would prefer that you do it um under 5.1 as a part of the public hearing but it's really up to you whichever item you would um you would prefer to speak during just just want to clarify thank you thank you for clearing that buying that for me okay and we'll move on to roll call Richard Brown Stephen Castro absent cortisone here Edward holdback here Vanessa Jones president second thank you all in favor say aye aye all opposed is there any discussion the motion carries [Music] we will now move on to 4.0 public comments do we have any public comments okay we had one blue card if you had a blue card would you like to speak thank you good afternoon up to the podium keep going up to the podium foreign yes and please state your name my name is Tom Devore um I'm kind of nervous right now I don't like talking in front of a lot of people I live near um that Memorial Park and Slauson School and they've closed the school I understand there are a lot of schools that are being closed and basically you got to figure out what you're going to do with the property um okay okay gotta figure out what to do with the property last week um at the at the park they had a music at the park thing go on I saw both baseball fields filled with um uh children you know the young young kids learning to go and play football and that's in both of the baseball fields with the fence going through it and I can't count how many times I've seen uh small children learning how to play soccer with uh you know little soccer teams can't play on the baseball diamond because there's baseball going there and the little league is going there and so they're they were playing on the grass in front of the uh the music stand and that and um it would really be nice I think if there was some way to go and take some of the property that the school property and turn it over to the parks for um soccer fields or uh the pickleball and you know um being that Slauson is right next to the park that would be a good use of the land right there that you could do um I know that Sacramento's has certain requirements that they want us to do and that's going to weigh heavily on what happens the property um but when you sell the property it's gone this is an asset that you have now and once you sell it it's gone there's no way you're going to get back that kind of space again later on um I just wanted to go on give my two cents worth I don't have an answer but you know if there was just some way that we could go and and uh use that property for something else now rather than spend it all and lose it thank you and you said that was the only blue card Mr chairwoman do we want to check uh online do we have anybody online we have no hands raised on Zoom okay thank you we'll move on to item 5.0 which is the public hearing at this time how do we there how do we do that okay so uh we'll just do the official like opening of the hearing um so we'll open the hearing officially at um 507 and if there's anyone that would like to speak during the during the public hearing now would be the time okay um yeah feel free to go to the podium did you have a comment card with you as well oh okay okay um I'll just have you pass that on to Hope just so we just so we have that information um yes yes we'll do the three minutes hi um my name is Liz van alstein okay my name is Melissa and Olson I'm calling in regards or talking regards to Ellington school and specifically um it is our neighborhood to where there's only two entrances into the complex of residential housing so that makes uh traffic getting to the school was reasonable since most of the kids did go to that school um if you were to sell the practice or property which I understand there's no kids around my concern is that what's going to go there to where there's again only two entrances into that area one does have a signal now that a little girl got killed because crossing the street um the other one does not have a just a stop line to go exit there is no sidewalks except at the entrance of clydebank to the school otherwise there is no sidewalks except around the school itself there is no street lights that we live in the county to where there's no street lights um there's most of the um streets are fairly short but the one from clydebank that goes all the way down it's a speed increaser to where you're you know residential should be 25 miles per hour it is not it's good 35 even 40 and the same thing on my street which is mass line um complained to the police they put strips and of course strips slows people down so no they don't see your problem but if you are having to sell it speed bumps in these long streets is a must sidewalks so we do feel safe so pretty much that's in a nutshell you know need to take those considerations of what you're going to put in there high density is not going to work because it just increases that much traffic unless you find another way to find an entrance and exit out of that area thank you if somebody else would like to come up is there anybody online yes we do have one hand raised on soon oh yes we can hear you okay great um hi everyone my name is anel and I all excuse me I also um am tuning in today to learn more about what's going to happen with the Surplus property specifically Ellington and like the person that was previously speaking I'm also really concerned about what your plans are to do with that property um as the person before me dated um you know we don't have sidewalks we don't have street lights and there's only two areas to come out of so I guess I'm mostly concerned if that property is sold and converted into I guess multiple housing facilities that's my biggest concern because the amount of traffic I mean if you ever come to Ellington in the afternoon that's where everybody in the neighborhood goes out for walks takes their kids off for walks you know the kids ride their bikes so I guess I'm I'm really concerned about losing that as a safe space for people around the neighborhood to walk around and enjoy with their families um I haven't heard about anything or where the committee is leaning towards or where the recommendations are going um so that's why I'm here and I guess really hoping that you're taking all of these concerns into consideration as you as you move on to the next step thank you we do have one additional hand raised on Zoom James you may unmute your mic thank you hi everyone my name is James Corte Rivera I miss you to share some information um as you make your decisions um I'm a member of the safe clean water program uh it's an L.A County program that funds storm water capture projects that we also do a lot of school greenings and the goal really is to create open spaces for communities that have several benefits of course the primary one is capture water which you know increases our local water supply but also provide benefits for residents including Open Spaces parks areas to walk in and so as you make your decision uh know that there are lots and lots of funds in L.A County um particularly if you want to redo some of these campuses we remove concrete for example plant in more trees make it more accessible to communities uh and so my thought is not necessarily about selling or not selling but how you can transform these schools into local community hubs one of our offices my agency is uh and an old elementary school I used to be an elementary school the Jeff Seymour family center now and that old elementary school closed and it became a community center each classroom now is occupied by a different non-profit it's also a community park people come in the afternoons they take care of the gardens and it's created a really really great community and so that's another opportunity too that I see to make it sort of a community center Hub um and really kind of open it up for for the community if you have any questions you can just kind of um look up say the Clean Water program La there's several committees that work in different regions I work in this region and you can just find our info online and that's it on mind thank you do we have any more we have one more hand raise on Zoom I apologize give me just one second you may meet your mic can you hear me yes we can hear you okay allowing me to speak um I live near Powell Elementary they don't have a lot of things to say but whenever the whatever the committee decided to do um I would suggest that you know these Surplus centers and facilities and facilities and location will just be continued to use for the educational purposes yeah you know could be anything but um but I don't like to see more residential um housing units dwellings and things like that I think we have enough in the Tucson already so um please consider continue using these facilities for educational purposes after school um homework centers or more Health Centers and so on and it's been some of the number of business organization you can partner with unfortunately thank you if you can come up to the podium so we can all hear um yes just feel free to go up to the podium like a comment or same same process my name is Joan Hamrick and I've been living on clydebank for about 35 years now so um I was told that um Alice Ellington left that school with the stipulation that it or left the property there a stipulation that it say that it'd be a school so was there some type of a time limit on that that allows us to change that to housing now so we know your your comment we you know it's not really the Forum to respond to questions directly but we certainly know the the comment is a part of the record and a part of the public hearing okay all right well I am concerned about traffic coming in and out of there um and what they're going to use that for if that's going to be multiple housing I mean people coming and going in the morning and in the afternoon coming back from work and we only have the two inlets and Outlets to get into the neighborhood that's going to make things uh unless they can you know put in more lights and put more of these sidewalks around and you know it's it's uh doesn't seem like it's gonna be very comfortable I guess so anyway thank you hi my name is Janet Leasing and I just have a question and again I know you said this is not a forum for you to respond but I didn't know if there was also part of this plan say you do sell the excess property is there a plan in place on how that money is going to be allocated or does a certain amount have to be forwarded to the state or is that money that is kept within the district that you could then apply to all of the remaining schools in the area so I just wasn't sure how that works when you sell that excess property so I don't know how as far as an answer is that something that would be addressed online in any sort of minutes or something like that at a later Point yeah so so I will say there has been some discussion of that in the current or the past operations of the committee we've um they they have talked about the use of surplus or the use of the revenue from the Surplus property um it is also addressed in some ways within the report itself so they did provide some recommendations um for the board with regard to the use of those revenues um so I would say those those are good places to go for um yes is the report then is that something we could go online you have it all posted online right now it is yeah because part of the agenda and I'm certainly happy to give you a copy right now as well and and also just to clarify um all of the meetings of the committee are posted on YouTube so you're free to watch those at any time to see those discussions and what's been discussed in the development of the report that we have here um no so all of the operations of the committee each of the meetings that they have had have been open to the public that's a good question yeah because this is when we're having a public hearing specifically I just wanted to know as well that the report is also attached um as an attachment for the agenda that was posted for tonight so it's it's also available there for the public for anyone that's not here currently but still wants to review hi my name is Jeanette fruta and I represent a non-profit called Mariposa Alliance um we were looking specifically for a property to share with other non-profits our program is directed at um youth within the ages between 16 and 24 who are interested in doing a type of apprenticeship program either construction or solar or hospitality and so when we thought when we saw that these schools were um what kind of empty so we're thinking along the lines of Mr Rivera and um joining up with other non-profits to share the property so we'll hopefully can continue a conversation and uh I look forward to hopefully having the opportunity to be part of that thank you Miss Sanchez you may I meet your Mike hi thank you for the opportunity to speak today my name is Margaret Sanchez I live near the Ellington campus off of Lark Ellen and uh just want to Echo some of the same concerns that some previous commenters in my neighborhood have brought up the fact that we only have two entrances into our neighborhood and traffic is already can already be an issue getting in and out um I'd also uh like to mention again that we don't have sidewalks here um it's not very accessible and um would also like to bring up the fact that these properties are meant for the enrichment of the community and children specifically in our neighborhood and something that I would like to hear addressed is how what is the plan to continue providing space and opportunities for children parks uh you know facilities Community facilities um a lot of the other properties in our area have been sold off in our gigantic town homes and our neighborhood really cannot absorb something like that thank you thank you do we have any other public comments online or in person we have no additional hands raised on Zoom okay so with that we'll do an official closing of the public hearing at 5 25.

13 to the north as a locker room and support space for the gym with you can see the comment there about maybe there's an event entry from the north because most of the existing parking would be from the north of this building then to the South there there's a connecting Corridor the new office space restrooms and how much the connected corridoria two and two extra classrooms so that that would be the the idea here is to build new construction and you can use that space move students while you renovate the building so it'd be a multi-phase renovation to get through the building generally speaking to classrooms stay where they are they get renovated everything would be new in the building um see we're turning the cafeteria into the media center and LGI type space renovating the current office adding some new restrooms within the building please make sure I get my notes or I can't read all my numbers up there um yeah the existing office would become support space so like speech RTI Media Center support renovate the gym as the LGI cafeteria we would need to expand the kitchen the serving and the boiler and receiving areas that's all the gray to the north [Music] and that's the basics of the plan inside and then outside if you want to switch Mike to the next slide a site plan uh added adding parking to the West oh sorry if there's a question I can answer it um and then adding a bus drop off and kind of turn around area there to the north you can see we're just graphically showing where things would be across the south in front of the new office Edition we're proposing to add some some visitor parking and connect a drive over there to the West for it to help circulation on the site there I don't want to go too fast but I think that's just kind of the highlights of the of the plan for after one questions anytime or wait to the end total your call otherwise we can move on after two okay oh that's enough thanks yeah so uh we were brought on board uh with Barton co uh working at fubarako to help put some rough estimates together on this um the aspect that you're looking at is based on a lot of historical cost data we've done a lot of school work recently have a pretty good handle on what interior Renovations are costing what new construction is costing so we've basically identified all the new spaces and renovated spaces and applied you know what we're seeing on a dollar per square foot as I mentioned before when we put these estimates together we try to be as comprehensive as possible to not only include the hard cost for the project but what the anticipated soft cost might be for for the school system so when you look at the bottom line number on this you're looking at a hopefully a complete project and a good idea on what the bond issue might be the amount of what it might be for on this particular project there's obviously the new additions there's into your Renovations you talk here about all what's happening on the inside of the building with the renovations and so forth but there's also a lot of work that we've included in this budget to the exterior of the building including new Roofing um new metal roofing new windows new doors tuck pointing and repairing any masonry basically taking care of any issues that need to be taken care along the exterior of the building as well so we've included all that and as you look at the budgets we have a construction costs of about 27.4 million and then when you add design fees um that takes the design and the construction up to uh 29.1 and then we've tried to factor in the anticipated owner's soft costs and on school projects we typically see that in the 20 to 30 percent of the construction costs that range the fact that this is an existing school and a lot of those soft costs are already being or I shouldn't say a lot of them a good portion of us being covered by what's in the existing building we're using the lower end of that 20 to 30 percent and we've got a 20 percent soft costs number plug of about 5.4 almost 5.5 million so when you add those three numbers up this option is totaling approximately 34 .6 million so we are on that one okay when this goes down to bids it's a total account how's it split up you have a general like y Gap and then and so on so yeah yeah we will uh the CMC process uh we are allowed to self-perform it but we have to bid on it so if we are going to consider that we have to bid on work itself and we would break this project down into probably 20 to 30 bid packages it would go out you know Roofing and flooring and masonry and concrete all the different divisions that make up construction would all go out to bid all those bids would come in you know maybe a room like this we would open them in front of the public so it's all very transparent open book process who makes the decision and it's not necessarily the lowest cost it would be it would be yes yeah emotional preference yep it'd be a joint effort uh between the owner and the architectural firm and ourselves in evaluating the bids the owner yes so we would get the interesting and representative for you you would be in the meeting opening the bids and you may have some input on all on all the bids that come in yes but if you if there's a bid that comes in and you have a past history with this particular contractor that didn't go well um that that is grounds of you know you know excluding that bid from being considerative that's the case should all be sent out like individual projects almost like if like a roofing let's say the roofing piece of that would be no they would complete the drawings a hundred percent and then we would write bid packages for all the Scopes of work that need to be completed for the to complete the project it would all go out to bin at one time and so on bid day you'll have like I said 20 to 30 packages and then you may have three or four bids per pack per package so you're talking what is that 60 to 80.

so in October when we have our actual ADM account that number can go up or down depending on what our actual opinion will be at that point in time we haven't started negotiations because we can't start until September 15th and that does not include any of that yes that doesn't and that's always been on there is there's been no potential increase on certified salaries yet estimated in that so you said you plugged in the new ADM ring together I think comparison so if you look at it that's hard to try to see but uh you know we're getting with our current ADM we were getting 1.4 million which we have a little bit of a higher in them than what's estimated because I think at the end of February we're at 21.91 and with the new amounts what is that about 1.4 a little higher about 32 000 more a month uh with less APM but more dollars from the increases in state funding so if we had a potential of staying flat two nights at 290 is where we were last spring and there will be an additional 50 students they're paying dollars that are not attributed in this calculation but on the flip side if there's less than the 200 or 2141 then that will be less money that we would end up getting back in the later months to reconcile that and there's one other calculation that we don't know about yet either that's the curriculum curricular materials textbook shorts yeah so we do not have a number for that that's not that factored into this and we won't get those numbers until November we've never had to factor that in there so that's going to be brand new for this I think there'd be a slight amount of pushback on that well because it's so those dollars that we that those dollars that we'll get for textbooks will not be any part of Education fund followers those will go into its own fund those are critical materials upon with those dollars we receive will go into that however any expenses that aren't covered by that will come out of an education problem but obviously that's a great legislative bill that uh yes so that's a lie and as far as updates on that we're going into budger review then sure so at the last meeting um you guys reviewed the Green Bay fund at this meeting we just kind of go over the operations fund and so I laid it out there for you as a proposed budget in our operation for that is reflected in the advertised column and then to the right of that is what we adopted for 2023 just to give you a kind of comparison of some of those accounts most of the increases are going to be due to increases in salaries and benefits to those personnel plus some increases just caused by Price inflation on some things like this year we've already spent fifty thousand dollars more in gasoline and what we did in the previous year so um that's all laid out there for you which gives you an estimated proposed budget of 9.9 million dollars which last year the proposed budget was 8.5 8 so an increased for a million dollars again remember these when we talk about budget the we're talking about Appropriations and so that means that's the ability to spend those documents that doesn't mean you will actually spend those dollars and if you spend more than that then you have to get additional Appropriations ask for through the PLS yes so on the part of helping build that budget also is the other parts that kind of go with that which uh is in your packet the capital projects plan as well as the bus replacement plan both of those have to be advertised before we have our budget hearing 10 days before the budget hearing those get advertised on the Gateway website I put in a date September 12th as a potential for our budget hearing but that may get pushed back uh another organ or so one of the things I'm trying to get a little bit more confirmation on is our bonding process because that'll impact our debt service and I want to make sure that we use impact our budget for 2024 and so we do have some Grace as far as timelines are concerned I don't believe are the final date that we can have a budget adopted as in November and so I like to get it done in September but with those things that are happening with the bond process we may have to push it back to September October but the capital project plan lays out basic capital projects and needs throughout our buildings that are over ten thousand dollars and our bus replacement plan reflects uh what buses we are up for replacement uh through their 12-year life cycle that doesn't mean that they will necessarily get replaced at that point in time but that estimate estimation goes out in six years for five years sorry a little pessimistic on the pledge of Technology yeah the first one was kind of a stab in the dark because inflation the last two times we've bought us as they went up about 12 each time typically I put in about four percent increase which I did at 20 25 26 27 28 2024 was kind of a sad a little bit but I would not be surprised if there wouldn't be close to 115.

2023-07-27 Los Angeles County, CA YouTube / Azusa Unified School District transcript source: youtube Surplus Property Committee - 7/26/2023 · passage 2
thank you okay at this time we'll move on to item 6.0 our action items item 6.1 is review and adopt findings and recommendations of the Surplus property committee and adopt final Surplus property committee report okay so the uh the draft report that we've talked about as the committee was made available as a part of the agenda um and this is the time if there's any additional comments from the committee or suggestions or changes or anything about the report that we think need to be made um this is the time to have that that particular conversation or if we're happy with the content of the report um we can also approve the findings and recommendations within and then we'll go on to approve the the entirety of the report itself um and I'll just remind um we had a our last meeting was really a deep dive into the content of the findings and recommendations we made changes to the the words you use the sentence structure the recommendations and the substance itself um and so all of those changes have been Incorporated and then brought back to the committee in the draft form that the agenda is in now Maybe like the time yeah in the minutes okay okay great great I'm glad we clarified is there any discussion about the about the report from the committee uh yeah I mean the only thing I can say is thank you so much for you know bringing us through this journey of making this report um just to kind of appease people in here I hope you get a chance to read the report um as a member of the committee um we were tasks on whether or not these properties were going to be Surplus that's really the one thing that we were asked to do um and then the the school board will then later on you know move from there and so I think reading this it gives enough flexibility and I really love that it gives some really good guidance and so I I would approve and thank you so much for that yeah great thank you I would also I would also add that I think when you look at the recommendation thinking about the comments that were made today I just returned back to point three which says that we desire to give the Board of Education the necessary flexibility um looking at things like neighborhood preferences and Aesthetics thank you surrounding amenities and access land value existing zoning General plan designations so I think as a committee we're trying to be as open and flexible recognizing what the the land looks like and the access um that that even the schools had in these areas and so I think as a committee we're trying to be considerate of what the neighborhoods would look like what works best in those neighborhoods but ultimately as Mr Liu recommended and said that's not our determination to make our determination is just to say that this is in fact a surplus School District or a school and that the district has the ability to do with it what is needed thank you does anybody have any anything else in the committee okay um so we'll take a vote on the findings and recommendations for the committee to officially adopt uh the content of the report okay can I get a motion for the for the um to adopt the findings and recommendations of the Surplus property um committee I moved I'm I moved to adopt the uh findings and recommendations of the Surplus property committee and adopt the final Surplus property committee report can I get a second second I'm all in favor say aye aye all opposed any discussion the motion carries moving on to item 6.2 which is to appoint representatives to present final Surplus property committee report to the board of education and discuss presentation of final Surplus property committee report to the Board of Education yes um so the next step in this process is for the committee to present it's it's um full report um in final with the recommendations and findings for the board of education so that the board can can officially receive and review those those recommendations that have come from the committee um so at this point we um you know can discuss really the logistics of that there are a number of different ways that committees have gone about doing that particular type of presentation for the board um sometimes they just send the chairperson sometimes there's a you know two or three committee members that would like to be there to do the presentation of the report um there's a separate item that gets agendas at the board meeting and then the committee uh you know one or multiple like representatives from the committee are there to do the presentation um some have wanted to do a full PowerPoint some are perfectly happy to just present the report and provide a really brief summary of the findings and the operation of the committee over over their meetings um so really up to the committee as to how you want to structure it but we do need to to adopt at least one person that is going to be there to present the committee report at the board meeting on August 8th ask a question does the school board tend to have a preference or is there a preference from the district on how they would like this material presented to the school board don't want to speak specifically for the board but I would say um somewhere between here you go and like you know something extensive I think the committee has done an exceptional job over the course of the last months to come where we are at and so I think I think we owe it to ourselves or you owe it to yourselves to be able to highlight the work that you did and so I do think it's proper uh and appropriate to to present uh something to the Board of Education [Music] and I was just going to suggest if it's at all helpful the structure I see most often is we have the chairperson and at least one or two other people that are there they they usually do a brief um a brief summary you know we we were a few members of of the uh the 11 members on the committee you know we met on these dates um this is our report that we desire to present um for the board and then a brief summary of the findings and recommendations you don't have to read them verbatim right but just you know summary of really the the intent and the substance there and that's that's really all that's needed on that day I'm the chairperson so let's go with that I'm okay with that and just to clarify that is a Tuesday and you said it what time um I believe the board meeting started oh at seven chairperson do you have a preference I am capable of making a PowerPoint but I'm in a visual aid I am capable of doing that I'm also capable of just summarizing um and reading aloud I think sounds right and if somebody would come with me that'd be great I'm I'm certainly also happy to help with the PowerPoint if you think it's necessary um otherwise I I think it's perfectly acceptable to just do a an oral presentation of the material um I do think if there's one other person that would like to to also be there to represent that would be lovely I would love to go I can also be present thank you great great can we be in the audience yes I have a question uh may I assume that the board of education has seen or will see the dcg presentation yes so um at the same time or just about the same time that you all saw the presentation from dcg the board also saw a very similar presentation so they they we've been kind of keeping them up to date about the content of those things throughout the operation of the committee um but dcg will also be appearing at a at a future um future board study session I believe to to give additional information to the board and to answer additional questions that they have now that we're at this part of the process thank you yeah so we should we should formally appoint those three individuals to be on the subcommittee that's doing the presentation of the report to the to the board is there specific wording settings yeah yeah so um you can you can like you can self a point if you'd like to or someone can move to um to have someone else on the committee have that position that's totally that's fine foreign Vanessa Jones Karen Redlands okay um to present to the board okay and can we get a second on that motion great all right so we've appointed our three members sorry all in favor are there any opposed okay great so we have our three members appointed to present uh the final report to the board of education and we'll move on to our next item okay we'll move on to uh 7.0 which is approval of date for presentation of the final committee report 7.1 um this action item so can well I'm going to restate it sorry um 7.1 is approval of date for presentation of final Surplus property committee report to be presented to the board of education on August 8th 2023.

and we are starting to work on year 2425 in regard to potential capital projects and the major line items Pages 17 to 22 those are really the key Finance resolutions we're paying a couple of our Capital project contractors from our masonry project at number six in our high school stair Tower project at the high school we are amending and carrying over about 93 hours for idea Ida is essentially that's the grant that helps us offset our child study team special needs tuition and we are also that Dr Hayes mentioned there are June reports Treasurer transfer and secretary you will be approving tonight they will be the executed resolution will be sent to the county tomorrow morning and you're also approving the new lease copyright lease agreement the Xerox that starts this month goes for 60 months at a cost of twelve thousand and ninety nine dollars just as an FYI in the previous 16 months that cost was thirteen thousand four hundred and one dollars so got a very good deal from Xerox and they also gave us 29 000 in regard to trading in our old copies so very good deal that we're moving forward with uh with the deer rocks any questions from the board question I'm sorry I have a question on the Zero sure contract um it's just that um it says it's a per page per image agreement and I didn't know if there's a maximum number of images for that monthly fee is there a map there is no Max there is a Max in regard to when you hit a certain threshold they will charge you an overage but the first three years of the new lease they are not going to charge us any overage fees okay okay great thank you okay but we will keep we will track that but yes there there is a Max but what we've negotiated was a kind of a a halt on the overage fees for a period of three years again there's there's some fine print so in regard to originally what's considered an overage fee so the color versus the black and white has kind of different stipulations but net net we should keep the overage fees down to a minimum so like I said there is some fine print stipulations that we may see some dollars in regard to the color side versus the black and white side but overall I think we've got to keep our overage fees down and we have historically we really haven't had overage fees much more than a thousand to two thousand dollars a quarter since I've been here so net net but that's a very good question so for the most part we think we've negated them for the next 24 36 months but there may be some filter in regard to the color side okay in the color side mostly comes from the Board of Ed color color copiers the black and white copies our average four and a half to five cents a half a cent four tenths of one cent versus a half a cent for color excuse me for black and white for color it's as high as five and a half of a six cents per copy it's ten times as high so we try to be Frugal and prudent with our color copying that's why the only color copy is we really have is in the Board of Education Office I really only do color when it's necessary so like I said it's a half a penny versus five to six cents for color so we try to be prudent with that that we couldn't negotiate down the overage uh simply for the reason I guess because the cost per copy is so high but we try to minimize the color it's almost for every copy for every 10 copies of black and white we do one copy of color for your world any other questions okay I think Dr Hayes you wanted to ask about any committee reports I believe is there a reported what president I don't have a report but on the behalf of the board again I want to welcome you and thank you for being here and helping us with this transition we look forward to working with you appreciate it I can speak for everybody when I say that thank you so much on a committee report that I know we'll get into details later on facilities uh facilities that like every year have been busy Dr Hayes had the luxury of visiting all our schools um I want to commend the uh you know blue alfano and chiro uh spinella for the great job that they're doing this summer there's so much going on activity moving classrooms painting classrooms high school is getting two additional beautiful bathrooms uh on uh the cafeteria level I I believe and then the even in the middle there's a a single bathroom of people that may need to utilize it individually but a lot of great things going on in the district I know there's a few floors that are going to be replaced and another bathroom at number five School uh it's going to be done also uh so a lot of great things if you do have an opportunity sometime towards the end of August you should walk through the schools you know just the trailers themselves uh have the you know the they don't have the newer LBT they have the 12 by 12 Millennium that needs to be stripped and waxed and what they do at number three school is just amazing they take everything out of those trailers pile them up in the hallway and they go in and they strip floors and bathrooms and then they wax them and then Angelo puts like five six coats of wax in there you you could you can see your face in it that how much it shines but it's just it's spectacular and the custodial staff should be commended on that that's pretty much it for buildings and grounds thank you Mr capano uh Greg is there any questions from the public there is not any other questions from the board Dr Hayes I like to take a vote if I may please Mr okay I'll make a motion to approve the everything that was Mr capano I may have a second that was Mr terabakia for two okay we'll take a vote now Mrs Abreu yes Mr capano yes Mrs Fredo yes Mr Garcia yes Mr Drew Dr pontleiano yes Mr terabakia yes Mr yanuzzi yes so moved Dr Hayes I'd like to make a motion if the board's in agreement to adjourn so move so move Mr capano may I have a second if I may also that is Mr Garcia with the second we are adjourned Greg

yeah bids that we would open it takes takes a little while but it's a process and uh and it would all happen at one time it's what we've done in the past it's just this would be a larger magnitude of just having you know some of the bids that we've just done recently yeah as just a general package where everybody is under a GC so on good day you might get three or four bids but it's a GC bid it's not three or four times twenty or Thirty packages that makes it yeah the beauty of that is um in a GC bid package scenario sometimes you don't know who you're going to get I could you get a general contractor submits a little bit but you don't necessarily know who their subs are that they're including so this allows the team the flexibility of choosing hopefully a good team and and making sure you've got the right players on the team and can perform the job and hopefully not have any issues down the road yeah it's just the way it's always trying to pursue lowest costs the best yeah Best Value yeah best most responsive don't necessarily have to take the lookout or with the CMC process it's CMC is the actual at-risk then to actually take care of those situations that can come up yeah yep whereas your CMA which is CME as agent you the contracts to one of those 20 or 30 bid baggages and and you don't want to do that in my opinion so this is all there's all funnels under yd you're doing one entity but you there's some input on how how that team can work together or who you know whoever the CMC ends up being does that make sense yes just they explain this all to me a couple years ago it actually Dana Adam came in here and explained all the processes need a review but again the CMC process you know gets a CMO more early to help with the budgeting helps control and helps really uh add some predictability to the project from a scheduling and a cost at quality standpoint getting good information along the way as opposed to okay I have a budget now and then you take you know eight nine months to do the drawings you put it out the bid and all of a sudden surprise this is what it is we try and control that along the way so there's no surprises when when bid day comes along option two for Sharp okay so option two is to demo Sharp Creek and basically move everything to Metro so Metro gets enlarged and renovated to some extent where I made it to the next via the plan please Mike thank you so the bigger things here are building a new kitchen and serving area so that the current Cafe and gym can become just the cafeteria we would do that early on in the project and then tear down the serving and kitchen area that's right where the gym goes the big red box again the gymnasium with locker and support space there in the west we keep the Boiler Room the chiller that's being going to be being installed it can stay so none of that money is wasted we would uh expand the office and totally relocate it so you can have a secure entry the office in this plane is the purple box um head to the west of your front door right now I'm actually Steve asked me today about different arrangements for that which definitely can happen but the logic is getting to the front of the building so it's a secure entry into the building would need to be bigger anyway but where it is it allows us to then expand a new Wing to the north so that's four kindergarten rooms and a Pre-K room uh five kindergarten some Pre-K room and then what's possible further expand to the north from that so there's a light area box the dashed line at the top that just shows you that you could expand that Wing in the future there's nothing impacting you on the site to do that um then three existing classroom wings basically get added on to so that each Wing has two grade levels and each so six classrooms in each wing so that's the two classroom Edition on each of those existing wings so those are the the various colors that you see there you mentioned the boiler room and gym support space the cafeteria kitchen and office so that's uh yeah that's the main parts of the building um expansion and then on the site if you like um we're showing expanding um the drive loop around the whole building that that front lot has just been paved there to the South that's already been done but if you can create a drive Loop you could have a separate drop-off area for the Pre-K and K wing and then there again you see the dashed lines in the future if you had to expand you could just expand out over that parking area to change the parking a bit then we're showing a couple options for connecting them back to the West that Loop Road that could connect in a few ways to help you with site circulation there that's the the bulk of that scheme okay and then briefly I'm not gonna really reiterate everything I said before but again the numbers were put together in the same manner on this particular option uh the construction cost by itself is about 21 million and then when you add design fees and the 20 soft costs uh this total project is about 26.5 million uh versus the what did I tell you 34.

we need to approve anything uh the only thing is just to prove the like I said we'll have to advertise the bus replacement plan and capital projects plan I just asked that we go ahead and approve that advertisement and that is without confirming the actual public hearing like I said we it doesn't have to be advertised until 10 days before that date so we have some time to do that but that would give us some flexibility of when to advertise that and go ahead and do it now I'm going to accept thanks all in favor of approving the permission to advertise say hi and right next up would be HR I if there's any of those some of those teachers that are graduating midterm so we can have that lined up for the 24-25 school year so I will be posting that early and again we thank Mr Billman for that she has been with us after this year will be 35 years so we really appreciate her work and I will say humor Baker Mr Baker bus driver I believe he's talking about retirement even though he put resignation so I just will mention him too so we appreciate his service over the many years being a bus driver also simple yeah superintendently yes the mask on here so we'll go ahead um I do have just a few things I want to talk about uh first of all again just the summer projects appreciate um see Polly Dr for keeping those moving a lot of things going on and I kind of share some of those things give you some highlights and pictures every once in a while too we talked about it last week so I don't really have any other updates right now except though that the Southwood ethos the external installation the finishing systems I believe that's completed at Southwood now they started at Moorefield of course the the parking lot this Metro North was going well just have to get the stripes done on that Southwood roof is being worked on and some other things that I mentioned last time I also just want to give you a little update our registration for the 23 24 school year started um actually it opened up slightly early before Monday I was trying to uh I think 11 15 p.m I believe Shirley said but we have 42 percent as of 3 P.M today have already registered so 42 that's really really good for that early this is only Tuesday but just opened up yesterday so that's great that does not obviously include the students at whites because they don't have to register so we took that number out of there also just wanted to mention too hopefully people have seen the magazine that has gone out Laura Langley borrows of the people that helped with that the people that checked it out and all the different things that was a great publication his autism okay a lot of them going out and so you never know when as far as the mail but it's getting out had a lot of positive comments about that and even at the fair talk to some people and they were getting it during the fair too and that was very positive um also I will save the flexibility waiver until we talk about the calendar because then I'll explain that a little bit more at that point so that's why all I have at this point at this time a drink yeah so we updated our science curriculum that we brought to you and we had it set for two weeks and offered Community input and probably July wasn't the best time to get community but I think lots of people were busy but I would now ask for your chance to vote on that so the recommendation is to modify we're still maintaining the original one but we're adding sabbaths to our six through eight science curriculum again this is a teacher Choice principle approved and so it's been through several steps as possible I learned to improve the science fair so I'll second that all in favor of approval say aye thank you and then I I gave you um cut off the presses Island data has been released um real quick before I jump into it um the state of Indiana allows schools doesn't hold schools accountable for kids that aren't with them for a certain number of days so if a student comes to us like the day before they test we would still test them but their score doesn't count on our accountability percentages I don't know if that makes sense and so the data they gave to us includes all of those students and so this data that I'm giving you is as good as we've got right now but I would expect it to change this a little bit because it might be a student that was with us 100 days we really need to be 162 days or whatever and so um so you can see the state averages and for comparison purposes you can see what we do to compare to other schools in the area I guess I'll just pause and see if you have any questions about any of that the four on the front are three through eight actually science is only put myself on the spot here science is only like five and seven fourths and and social studies is actually in one grade I think that was six oh no no no no four or five science is four and six and social studies is five I'm 50 sure fifth grade yeah I'm pretty sure because I know fourth grade is a science grade and I think they don't do it the next and so forth and sixth okay I can get to that program later needless to say they don't test all three through eight for science and social studies and then on the back um uh when you when a student takes biology which in some schools they take in eighth grade some they take a ninth some Tenth um at the end of that they take what they call an end of course assessment which is this island biology School so so those are all the students that finish biology this year somewhere throughout the year and that's what they took it and that's our scores there generally for us most most kids think of a freshman song it's just one picture we try not to beat this over our heads one way or another it's not like it's a end-all it's just uh help us to get a taste of where we are and where we want to meet um and I feel like it's always important to bring the state and other areas around because nobody likes to hear a 40 pass rate right and so let's see keep that balance that's good to say well well above State average on some of that above State average on all of it yeah yeah that's always been a goal too to make sure that's at least one standard for another standards hospital but that's one difficult that's it thanks no items under new business but unfinished business we have for the revised 20 23 2024 school calendar all right so the calendar that we had that you adopted on January 24 2023 basically said it was something to change due to current and or possibility legislation and at the time we were assuming that we would not get the waiver because we really did not know and so we put in a couple of things we did say that our staff development days which we have those three would be e-learning but with the waiver we really had two different things that were granted to us by the State Board of Education number one is and we can use our extra minutes to do this that development on those three days one in September one in October and one in March and so those days will be only professional development also in October we will do the Parent-Teacher conferences but there will be no e-learning during that time and so the one change on the calendar is on September October uh March we just took out the word that we took the backslash off and we also took the word e-learning off okay the other change was we took out a subject of change due to at the top there right underneath of course this canceled is becoming learning from the day of the cancellation we took the language out about the legislation because we know we don't have to worry about that part of it specifically right now just to let you know and I know I gave that to the board I gave that to the all of our staff but basically two we were granted well everyone in the states granted the three what they call virtual days which we call them e-learning asynchronous um those are granted to us in those three days we will use those first three days as e-learning asynchronous days for an inclement weather so everybody gets that and then we are also granted five more days of what we call e-learning asynchronous so up to eight days that we can use so the only situation is that if we go over that we have two choices and we will be talking to the administration Teachers Association everyone else about what we would like to do if that happens but our two choices are we would have to use um someday somewhere at the end of the year maybe another day that we have off as a makeup day or we would have to do synchronous days and synchronous Days by law we have to have our elementary students would have to be in front of our teachers for two and a half hours during the day throughout the day at some point online of course and then our secondary would be three hours synchronous days you can do as many synchronous days as you want there's no waivers there's nothing about that that's just something that you can do but well just to figure that out in the last several days we've only had one for the last several years we've only had that one year where we missed 10 days there was another time where we did Miss eight days so it's you know it can't happen but it's highly likely that we will not meet more than eight days last year just as a reminder we only had three days that we missed so anyway I'm asking you tonight that we just it's just really a small very detailed it doesn't really change hardly anything um but it's interested because parents want to know what to do I do with my students during those three PD days and so those PD days professional development board the parent-teacher conference they will not have any school no synchronous no asynchronous no lead learning no virtual so did you repeat that one more time third test that comes after that yeah so I just ask that you approve this the calendar that's just slightly different um and what's the adopted both if you don't adopt it we'll just change the calendar we'll go ahead and put it on here July 25th she said two and a half hours to qualify a person for this yes for elementary yeah I'm going to accept the adopt or adopt the changes to the MSD account all in favor of approval say aye aye all right thank you foreign [Music] Capital asset and we've had a capital asset policy this is just a little bit more descriptive how we classify some things that we have to report to the State Board accounts through Gateway any motion for that absolutely all in favor of approval say aye also second reading for the revisions for policy 3230 which is teacher appreciation Grant so by Statute we have to annually approve the policy the only changes here just put some language in here that was recommended that you do or do not do and so it's we're not really doing anything different than we did last year but we are required to be able to receive these funds to annually adopt that so you have to have approval for Mr award to have that approved sermon second all in favor say aye aye all right public comment Ary if not we're in June foreign

yeah 34.6 I only join the heating and the new room set a picture that exists in boiler oh we're adding a chiller um and I would assume we would be tapping on the existing four-pipe system running hot and chill water to those rooms with fan coil units or whatever it is we haven't dived into that kind of detail here that's the infrastructure was there to support the additional square foot yeah so the trailer that you have now is designed to pick up the cooling load on the cafeteria we would add another Chiller and then most likely another high efficiency boiler to help pick up the rest of the new construction the piping and everything is fine as far as that infrastructure but yeah you're not um you're not replacing anything that you're investing in now classic Chiller it's not big the new one we're putting in is not big enough to cover what we're adding correct yeah we were asked to replace it and and cool the current cafeteria gym that's what that was a known Factor at the time it was designed none of this stuff was known at that time but we can add on to the systems yes like I said you're not wasting any money by getting it now or by fitting the chill over the yard again with the high efficiency of fitting that's Boiler Room space then yeah I think we have some flexibility of either putting in new construction with a little addition there or with any existing space you think The champ is big enough it's 500 seats on bleachers off the gym floor for the sake of all these options we try to keep the same gym if it needs to grow by a few hundred seats I mean that's part of going through the design so the gym spaces no the gyms in all three of the sounds gym and lockbourne's faces and all three of the same so just so we could have this conversation you can evaluate the options so yes as we would go through design if you need it to be bigger that must be part of the normal sign process to fine-tune things I've got another question real quick and we talked about the last time it's last week and I got a little more thinking and I know we're part way through and I just want to give you an idea and I know we're doing all different things to these different schools but I look at the dollars per square foot we're going to spend and I know we said that first one's the hardest option and I know it surprises me as shark reach the least cost per square foot in why why I mean just because we got more existing building yeah a lot bigger building you got a big building there that we're just renovating right there the core and shell if you will is already there we don't have as much new construction costs basically is that what it boils down to or not as much new construction you're going to replace that building but it would be more expensive okay yeah but the fact that the main structure and the walls and the roof I know we're putting a new roof on but the roof structure all of that is already there so we're not that's gonna have to pay for that good thank you it's been kind of a long day performance patients sure the new gymnasium square footage is 13 000.

option one okay and New Dimensions 8200 square feet on option two medical boards we might have a math error there they're graphically shown the same uh but we might have an accounting error to make up for which statement I can coordinate on 2.6 million versus 4.2 so even if you added the difference of that two and a half it's still a cheaper option but we can confirm the square footages the intent was for them to all be the same on the options so there were no differences when I came to Jim and Locker in space well if you would Adam please do that because we're trying to sure yeah we can do that good catch yes if they're different my software so you have to check it yeah yeah I can go to that yeah like I said though the intent was trying to be all the same size 500 seats on bleachers offset to the gym floor for a full game about 17 000.

what do you mean at 5.7 yeah we're gonna have to I'm going to check scale on the drawing and contributed that some of the variants between cost options okay that would make a difference well that's uh that's very important difference right there yeah now we'll make sure that if we had a math there I'll make sure we get it corrected and bacteria to make sure so we're going to be with the higher number we're going to lower numbers what you're thinking on on when you're talking square footage because it's adorable so that's that would be my question now that Kevin said that so what is a normal size gym 8 200 or 17 000 yeah or right in the middle well they're all different I don't have them memorized I can do some quick math or I could follow up 10 minute seconds or I don't have a computer on me fashion anything else before we move on to option three foreign option three then is again the demo Sharp Creek can move everything next door to Northfield so that's the existing plan there and then the thought here is that and take advantage of the northwest corner of the site um remove the CTE area that would be expensive to renovate and I believe more program more space than what you need for that which is kind of a clean way to do it because we can build almost all of the new construction file school is still in session that's next door move everybody over and demo so it's a pretty clean way to do it so the plan there shows the new classrooms that kind of teal or green color I guess it is the gym again in the middle and then a new office at the extension of the existing North Corridor that runs east to west through the building so you'll see an arrow on the floor plan showing kind of an entry there that would be a new entry and a new secure office to just three through five building sixth grade again has already moved into the building so that's the lighter colored green classrooms running north to south that have been recently renovated they can just move in and then to replace um AG or CTE type areas we're showing two classrooms on the south west corner of the building those rooms were showing a little larger than a normal classroom but nothing dramatic again that's something that could easily change if they needed to be bigger for the program but we didn't really have that information at the time so we just need to show them a little larger limits of the classroom and then one tweak that came out of our last I guess meeting before the last board presentation was to the east side of the gym you'll see two kind of pink boxes with the connecting Corridor the thought was could you connect you know to your existing athletic spaces in the high school so that depending on the function or reconnectivities or practices you have an easy connection to more gyms so that's just that thought there which I think is a great idea might create a courtyard for you which of course never the funnest but uh but it is a nice idea to connect and then it can be flexibility for using parts of the building uh I think that covers the building and I can jump to the site so the main notion like I said once that's built tear down Shark Creek you'd have a lot of area for Paving we were showing the the playground being kind of next to the building there in the west there was a question asked about would it be safer to move it to the North so it's not essentially within asphalt you could do that then the question was well do you move tennis or not you know so there's some things that you'd want to work out there either way it'd be fenced to be safe and be secure but then creating a loop road again around that that gives you more access out to the west and doesn't disconnect you from anything on the site like this the main concept there question on the you were talking about adding another Courtyard is that dude or roof line why you'd have to have another existing Courtyard what could you fill that space in with glasses access you can you can rough it and fill it in it doesn't cost more but we also you'd love to leave natural light Windows into classroom so people are out there as possible okay now definitely the elementary level we would never want to fill that in at the high school level is different there's a lot of high schools that have interior classrooms you guys do already but yeah if you can keep the glass and keep the daylight of course it's great to be there yeah but you certainly could feel it yep absolutely okay and then just again on that design so we have a secure office new hallway Reserve some like doors that would be closed to secure the three through five wing what yes yeah I think we could easily make that work yeah the intent was that you can have the 3-5 building on the corner of the site and it'd be essentially self-contained and then connect it or not connect it however you'd like to for athletic activities for school activities back to school nights or any of that sort of thing so yeah I think that's easily achievable okay and then a summary of the costs on on this option three um we've got a hard construction cost of about 27 million with desire at 28.7 and we would add the um 20 soft costs this option is at 34 point off the call 34.2 million um and then we gave an alternate cost to relocate the tennis courts I don't know if you talk about that but um if we were to relocating tennis courts that would be an additional uh 970 000.
