until we build those at a different location [Music] do you mean what the addition looks like what part of the building they want us to match I'd like to give you more masonry unless uh eat this on the building yeah keep it masonry but yeah I think it could look who's Rick would ever match so um I mean the brick that you have on on the building isn't uh being separated and having a lot of these physical in the high school to kind of active brake line yeah I I I think we could make something attractive there I think you definitely would want it to look like two front doors you know here's the high school entry here's a three to five entry and you're gonna have two distinct Car Alarm you know it's gonna be good I think in a lot of ways to have them look well I definitely like to know the answer about the square footage on the fields that's twice the size June on that hotel yeah yeah I'll confirm that right away I think I potential what might have happened was I used the existing building to create a scale and assumed that the new construction was drawn in at that same scale that could be wrong and that's what we need to verify I'm glad you you pointed that out because I so as an assumption made there and we'll just need to double check that and make sure that's the new part is drawn in to the same scale as the pieces have any idea or Steve how big like the if we call the river how big is that even having a square foot I'm just trying to get an idea of roughly a hundred by a hundred uh for you know the heart of Floyd Bowers uh 25.

00 that's a little bit here it's just I'll get you one as soon as I can um I mean it's obvious that part of our credential discussion on the where is the best mindset long term is it to put those dollars at the North Hills side or put those dollars and build up veteran North or give me about the three choices only I forget the line item there it's 1.6 million or whatever and it's not a question of Integrity or anything but I just from my own information how do you assess Your Design fees and Engineering fees you track hours or I don't even know I don't think we gave Dave a fee so he might have plugged in a generic placeholder honestly and I just pointed in a Range that we've seen in the past and I just put because there is an exact number or we've put an exact number to it yeah we won't know the number until we know the project it's a percent of the hard construction cost is what it is it's not and it's not hourly and it depends on the type of work you know a roofing job is less expensive than a you know high-tech mechanical renovation job which is more expensive than new construction so anywhere you know on the low end work job it might be four percent on a mechanical job or something it's intense engineer it could be six and a half seven percent so it's it's going to be in that in there I mean somewhere around six percent five and a half percent but until we know the project and what we're getting into we can't really get the fee you know the project is it which one of these three yeah yeah so for me just to learn about how you do that okay yeah Dave has six percent I guess first time I think I yeah I think confirm to that but yeah which is a save for any of this it's a very safe fee yeah it's not going to go but they're like so like at least three projects there's one up would one of them be lesser one of the more but just for me to learn ah now no control now and some of the minor options we talked about about what if tennis goes there playground goes here or directly none of that would affect our feet in a name like option three what's the box that's in front it's to the West what is it uh yeah it's like that becomes the new playground oh on the site yeah yeah that's where I mentioned you know when you tear down the building you have a lot of land over there you can pay plenty of it for parking but you could also you know replace your plate around there and then we got into the discussion of is that not safe would it be better to go across the street to the north and if that's the case do you move the tennis courts to keep it close to the building you know or does the snowball stop kind of thing you know foreign scales and make sure the quantities of square footage here in the next couple of days and get back to you Mike and say a little promotion because that is one advantage the Metro North concept has going for it is the cost so yeah if it was two and a half shy you'd be at 12 29.

if that assumption's correct about 29. you mean for the north level if you go with the 70s I think I think we've set room enough times as we know I don't want to under build absolutely so it's not a small gym and and if you think there's a possibility those two classrooms could be used to the somewhat near future is it 500 somebody to sign up is that that's a question for us 500 seats enough so what's the square footage on that bilater you're saying the score values be the same it's this year but then by the RC budget well that's just to give you a frame of reference to have 500 seats in bleachers off the floor so you can still have teams and timing tables and everything and be able to play a game well like the 17 000 square foot gym butter and I do the eight thousands yeah because you know I mean I don't I mean 17 000 if he's telling us the right square footage that's bigger than our big gyms because we're a 12 000 it's bigger than our big deal yeah yeah that might be obviously that's too much right I don't want that Metro Dave I want that Metro North Kim to be able to facilitate the Junior High game just for scheduling purposes how many visitors how many people do you want the seats for a Junior High game that's really what I would need to know to size the gym it's kind of like the church you don't all sit down yeah all I know is our little the rubber gyms are not big enough too small for junior high yeah very close to a couple hundred and those don't work yeah so whatever that's why I was trying to get that idea is how big those were because there's no sense of building anything that's false because that those where to know those don't work [Music] I mean it's just fine that's the way it works but you got that before when they play volleyball Crossways with two quarters now that's worth pointing towards yeah they're they're laid out to have two cross courts with the bleachers pulled back of court but I can I can verify the size and I can send some examples of Junior High gyms and you know see what feels right for for for this stage of the game and where we are and then you know that's it if the seeds from go from five to six hundred later you know that's just part of working through design so like the uh the the egg and Tech or the uh I guess like yeah like if we did the Northfield renovation we got those two rooms yeah do we have any costs at all figured into those two rooms of making them or they're just a classroom no no I'm just saying to make the monograph or you know like welding or you know woodworker you know obviously we got other stuff out there in the other building yeah we were we were told that they were basically the generic classrooms now with the the soft costs and Equipment costs and the things that are in the budget I would say most of that's probably in the budget unless something is very extensive or very intense they might not I mean correct me from wrong day but you know most of the general equipment in the classroom would be covered within this budget yeah um yes those need to be a welding lab is different than you know a wide open classroom that you might have a couple saws set up on one side you know it kind of depends on what it is but you know are you sure about these two rooms here yep is there a reason that they could not be pushed together or make one bigger room and have a hallway come in between that and where you have the sixth grade and so if you needed a shop class or something you could have instead of having too small yeah it could be one large room it could be one larger room and a smaller room we still have to have an egress quarter like instead of two kids out of the building have an exit so I'm saying put the exit in there so yeah we've connected people through there's a restroom right there that's maybe harder to go through but yeah you can always find a solution to a problem the biggest thing with those faces is knowing what you might want to use them for up front because that definitely will change the design and ceiling audience and all kinds of things depending on if it's a true dedicated chat space or if it's just a flexible classroom you know that's a different power requirements dust collection there's all sorts of things that go into the shop and lamp spaces that wouldn't be in normal classroom so can we ask you this question last time perhaps Adam that when you were putting this together you Dana did one seem to flow better fit better the Metro North Concepts just seemed to lend itself to those additional units being placed out on where the pods originated Easter hurricane that asset time is here with you okay we've been asked outside of these meetings but since we asked to the meeting there's pros and cons I think to Metro option and the Northfield option I think long term getting rid of Shark Creek is good for you it's an expensive building to try to fix up it's got plenty of issues if you take one building offline you're going to save money long term by having one last building now having it at Northfield if you do this option it's on the screen have some pros and cons we talked about connecting into the building other athletic events you're now on one well much more on one campus it also has grades three and five at a high school there's things there to think about having it at metro metro is a great building good building to keep willing to work on it's definitely you know a solid building from from our standpoint doing projects with you over the years there so I added three through five there um you know has it has its pros as well younger students all kind of on one campus adding the pods idea and adding on each Wing might be nice to help keep grade levels kind of separate I mean I think there's there's a lot of ways to slice it from a from a true building a construction standpoint though it's a good building for sure and I think uh yeah Shark Creek long term my opinion is better to to not be there I'll take it back up a little bit obviously both options like you said Hazard pros and cons the Northfield option does not fix our Metropark issues yeah that's good but my question if we do that much of the Northfield Outlet sir we're going to throw out much up but you look 20 years 30 years down the road do we want to be thrown I mean we're still going to throw it both but say we do lose kids and you want to go to two big schools you go to North Philadelphia foreign preschool three and four will that ever change even more so some people might say right away no that won't happen but um how much how much space is left on the land to expand the question North I appreciate the pictures of the ground plots that how much do we own and how much space at Metro yeah I know that you have more land to the east or there we go all right up to the field there to the east correct yes past that Lane right there past the lane past the Rope I introduced to the Lane and then to the north I mentioned on that new Pre-K Wing you could keep going to the north you know the Loop Road you go to the tree line further north yes okay so that Loop Road was you know even taken for the north on day one or if you had to spend money in the future to move it you could go north pretty far um so yeah you're not landlocked in any way I think it'd just be a matter of Designing the classroom editions and four hours to where you could easily keep going and in a logical way and not tell us Northfield is a little a little more tight now sharp Creek's gone you have a little more room there to the West field Tree Line there is a tree line yeah we're just north of the tennis courts I believe right there's a there just to the north that's pretty cool okay extension would be doable there that's one thing that's intriguing about the Waterfield dollars in my opinion is uh there is room for expansion if you wanted to make a want to get this just sheer Acres I have it on Beacon the North Pole areas shows 33.64 and then where Shark Week is is 1.67 and then there's four of the west of Shark Creek trouble okay so Metro North shows 24.1 Central North Shields 24.11 yeah and the difference in Northfield obviously instead of all the traffic I mean all the athletic facilities yeah it takes up a lot more than what is that what you want there's a lot of mulling going on at Metro North District well we're getting close to where we want to wrap up because we'll get ready for the next meeting but uh questions comments this time all right Dave appreciate you coming in again thank you thank you anxiously wait for some of those yeah we'll confirmations and we'll talk yeah first thing in the morning and make sure our numbers are right yeah we can get those the same and then in the meantime I can send multiple examples of Junior High gyms you know give you something that that one feels right or you know that's just at this level at least I think you want to be equal North Miami Elementary but there's a little bit different because they're the same parking lot as high school so that someone think of those things back and forth right you know about five miles away that's fine great okay adjourned all right

anyone excuse me and in person is there anyone here that wishes to address the board concerning the superintendent's contract by the time Keith gets going we'll be here I don't think this might sign it hello thank you thank you um as I was saying I probably wanted the longest persons here in in this audience right now coming to these meetings they say about 20 years so you got to realize in 20 years I went through one two three I think four certain tenants on Ben and you know I think Mr robotazi brought us to the next Cent where we should be and I'm not just saying it because you know you know how I am a straight shooter I tell you the way it is and I you know I have to go back some years here about Colvin and everything and I don't think if we had a different superintendent here they would have brought us to where we had to be with this covet and that stuff he he had a game plan not only him but the rest of his administration and the board here followed his lead and he did a terrific job look at our schools now our schools are being in our fields and everything they're being brought up where they should be and that you know people come to Clifton what we always say they don't just come here because of taxes or you know housing and all that stuff they come here too because of the school system not that they have kids right away but later on down the road where they have kids and they look at this this is very important to the parents the schools and that and again Mr robotazi works very hard on our schools and that there's no question about nobody in this District could say he don't he has brought us up to the next level I hear you know when you're out there in the public here teaches you hear other administrators you hear that and I never hear anybody say you know what I don't like our superintendent they may not always agree with him that's fine but you agree to disagree too as they say and I have no problem with this man whatever he should earn or get you got to realize and which I know you all you do we're not a small school system no way no how but listening and finding out what happens to other districts and what's going on we have one of the best superintendents in the state and I mean that truly we have one of the best superintendents in the state I'm any problem we have I know he's going to lead us forward he will think it out he will work with the board here and we will move ahead which is a great thing you P you pay people for what they're worth and this man is worth in my eyes a lot of money whatever he should get he should get and everything I don't want to hear about taxes this and that of course you know what if you had the wrong suit and tenant you're not moving ahead we're going to stay still here there will be no money that we're able to move ahead without the superintendent and act so to me it's a no-brainer in that I think that's about it thank you very much and Mr robitussi you deserve every dime you get thank you [Applause] that's okay well good evening to all my name is Lori lalam and I'm the president of the Clifton Education Association I am here as the president as a representative for this the amazed on what's going to happen thank you and continued success [Applause] um Alliance Ragsdale you heard from the taxpayer you heard from the teachers in Paris and now you hear from the students if I had the opportunities to appreciation for Dr toazi then I absolutely will um he's gone above and beyond to ensure that students are part of you know large decisions and a part of things going on um here with the you know in the board building that we don't see often um whether it be with the superintendent ambassadors or the liaison committee he's made himself available to students I thank Dr vitosi and I'm very glad that he'll be staying here um and that's the student perspective you heard a taxpayer you heard teachers in the teachers in the Paras you know take us I appreciate you all for starting with him as well and I just show appreciation to Dr robertoza thank you so much [Applause] and his um his comments have nothing to do with his shirt wearing that he's part of the superintendent's committee has nothing to do with that people please do not do not hold all right is there anyone else that wishes to address the board on the superintendence contract motion close say motion to close by Mr abadrabo second by um Dr Danny um we'll now have a motion please on uh motion to move six number six by this password second bite uh vice president Danny any discussion um I'd like to say are we allowed to have comment now or do you want us to do it after we vote yeah we're going to do it we're doing it oh yeah okay in your comments can we take a five minute break yeah I think I said we would do it later okay roll call please Mr rabidrabo absolutely yes Miss basford absolutely yes yes Mr Mejia yes Mr Paris I have to abstain due to conflict Mr Santiago I have to abstain vice president Danny's we think about there's no discussion during the vote I wasn't going to discuss I'm just like letting him wait a second no eye rolling Mr Smith yes absolutely yes president Smith jeez follow that yes motion curse um congratulations [Applause] for the record Mr uh Awad um wanted to call in and cast his vote our attorney shot it down so I just want to put on the record that he wanted to do it but it was shot down um so everybody knows this contract will secure Dr robitosi in the Clifton school district for the next five years and I know we're going to have our comments later on but I just wanted to on behalf of the entire board so much thank you for all that you've done look forward to all that you will do and we're so glad that you are our superintendent so thank you doc best of luck and thank you to everyone who spoke okay now we're going to have public recognition for anything else other than the superintendents that's done oh I didn't think there was one hmm yeah yeah okay uh no maybe not Sam hold on one second no maybe not okay it's up to you we think that many will be all right so okay so let homework did she say more all right uh we're gonna just uh alter this a little bit because we have some students here and uh we don't want the students to be out on an on school night really late all right so we're going to have our student union representative come up first and then um Miss ragosa I'll put you uh next okay thank you is our student representative here I didn't think so either but they could they're more than Monday Silly Season you know what Silly Season means the people on the board here something's going to be running people on the outside is going to be running we're going to have who can make a deal and who's going to be president who's going to be vice president it's going to be a good season you know it took me nine months I'm back it's great it's like Facebook showing you down I was shut down for nine months but I'm back again and I'm glad because I made it my goal to make sure I'm going to be around for this election in November last year I was literally capacitated you know but you know it happens but one thing I'm gonna make sure and it's it's a promise I'm going to make sure the right people get on this board you know we gave Dr robatazzi him five years more and for him to succeeded five years he needs a proper board to behind him I don't need people up here that get up here just to have a title and everything I need people up here that's going to help him and help yourselves here move ahead with the school system there and like I said before it's very important you know I always I always say I'm going to bring up my speeches and that but it's not my style so I didn't bring my speech anything it's always off the cuff and that stuff a few things and I guess I'll be coming up here more as a silly season goes on in that but I am not going to hold back what I hear and I know for a fact if it's true I'm getting up here to say what's going on in that we already have some people out there and some people in here they want to make this a partisan election this is never been really a part of it's supposed to be non-partisan when you have that already you know what that means to me we have people that are trying to take over this board not on my watch it's not a threat it's just hey I'm a taxpayer I'm a citizen in Clifton and I have a right to be up here are you already spoke to my attorney about me speaking and he said to me Keith once you're up there telling the truth it's all that matters if anybody wants to come after you no problem I'll handle it for you and that and that's what I'm gonna do I'm gonna come up here and make sure it's the truth and that and if somebody tells me he is saying something they say oh you know Keith Keith don't go by that key checks the sources and make sure it's the truth and I will make sure it's the truth in the sources people the other day on Facebook they're asking who's running you know at this point I wouldn't say anything because unless it's signed on a dotted line and it's down the county and everything I'm not going to say because then becomes hearsay and I but we'll see Monday by four o'clock who's running and hopefully we have some good candidates running and everything too it's very important I take this the school system excuse me the school system seriously what goes on my kids had a great education and I want to make sure the kids now have a great education which they are I want to move ahead I want you know they vote they voted the they voted you know Clifton as the 15th best city in New Jersey and everything which I don't believe it I think you know we still could do better in that but I want this school system to shine I want us to be up here with the state and the county I want people to say oh Clifton has this going on people has Clifton has that going on and B the profession so welcoming a fresh batch of new teachers is really exciting that's it I just wanted to take a moment and share some an exciting accomplishment of one of our our staff and teachers and coaches here in our district as we've shared before April 23 2022 coach Rachel matakis was inducted into the Arizona coaches association Hall of Fame which is an amazing accomplishment not many coaches in Arizona have been able to attain and this month Rachel montakis was inducted into the National High School coaches association Hall of Fame held in Nebraska and I just wanted to extend a certified public accountant so I know we know that but she does a great job at it thought we'd mention that she also has some extensive educational experience this I learned that she spent nine years in audit management with heinfeld and meech so she brings that to the table and as of 2014 she was also the Director of Finance for Dysart Unified School District so in a position she hopefully holds polling will present this recommendation good evening Madam president members of the board cabinet and audience Administration is recommending the addition of an interim High School principal position and recommending the appointment of Tom ludeman to fill the interim position at Willow Canyon High School for the 23-24 school year currently Mr ludman is the assistant principal athletic director at Willow Canyon High School he's probably a familiar face there in the front row and again that would be finishing out this year and serving as an interim High School principal position and that's our recommendation this evening I'll stand for any questions and he is joined here with his family as well I would like to motion to approve the addition of an interim High School principal position an appointment of Tom ludeman as interim High School principal for the remainder of the 2023-2024 school year seconded by Joe Grant motion carries congratulations [Applause] it's nice that you have your family here with you I'm sure you're very proud of your dad he does a very good job works very hard next we have action discussion F3 Dr Chrono thank you madam president uh tonight uh we come before you with the superintendent goals so by policy the governing board needs to talk about and approve goals for the superintendent so we have some presentations and then some discussions on the goal pieces so with that I will start in they're broken down I broke this presentation down with your goals on top so every goal we're going to go through the top one is the governing board's goals that are adapted and they are on the posted on the website the highlighted piece will be my goal along with the indicators and and the measures of how we're going to do that so starting with Goal a every student in all schools will be prepared with the Knowledge and Skills to achieve College and Career Success the goal that we are proposing raise academic achievement across the district through the implementation of professional learning communities and increased accountability of student learning so some of the indicators we're going to grow by three percent average on our K uh khc testing and a quarter point done act composite which is um pretty significant on the ACT test so the other indicator 100 percent of principles or participate in a series of four data chats with cabinet which are ongoing one the first one of those four is ongoing now before school starts but they're designed to make adjustment in their instructional practices and intervention to increase academic achievement these data chats are about all their data across the board what's required of them any patterns we see their plans to make changes in the conversations they're going to have at the beginning year with teachers the other indicator the third indicator you see a hundred percent of focus schools these Focus schools were identified by having less than 40 percent Proficiency in reading and less than 30 percent of students proficient in math or being an administrative team with a with a higher turnover and I'll explain that in a minute they'll partner with our Educational Service department for intense monitoring that will include visits by both assistant superintendents monthly and by education services staff monthly the schools are Ashton dicer Middle School Riverview Thompson West Point and then the administrative team since there was some turnover at Valley Vista so we have targeted Valley Vista to make sure that with all the new members in their administrative team that they're functioning properly and get the support they receive the last indicator in goal a is 100 the schools will implement the professional learning process with Fidelity as you know when we took them to the workshop this summer they had to come up with a rollout plan every school has an extensive rollout plan for their PLC process is done by quarters we will monitor that we will have meetings based on what they are doing and how they're rolling that out and make sure that 100 percent of schools are following the plan that they have proposed and that is currently ongoing also Colby excuse me Dysart Unified School District will recruit train and retain a high quality qualified staff to cultivate a culture of Student Success we're proposing that we enhance systems and procedures related to recruiting hiring and retaining a high highly qualified staff so our indicators in that by the end of 23-24 school year there will be an increase in the communication average use consistencies and community-wide Outreach for employment opportunities and benefits within the district what is that saying we're going to increase our footprint on our recruiting fairs on our social media and everything we need to do in order to make an effort to recruit and get people into our district so we have a serious focus on that we know there's a big need and that is a huge piece the other indicator in this goal is by the end of the school year we're going to develop a comprehensive customer service plan we're going to develop that and Implement that across all of our facilities not just our schools all of our facilities and that's hopefully going to increase satisfaction of all our stakeholders we are going to do some satisfaction surveys and and base that and customer service is a key part of all that and how we interact with our community on a daily basis how we answer the phone all those pieces how they are greeted when they come to our sporting events or after school events those are positive pieces that we need to portray as a district uh goal C uh the dicer Unified School District culture will consistently be reflective of safe and secure environment for all stakeholders the goal we are proposing continue to provide an increased focus on Safety and Security of each Dysart facility through enhanced safety protocols as we know safety is the top concern without safety and without safe schools we know our kids are not going to learn so that is the first and foremost thing we look at that our schools need to be safe and people need to feel comfortable going to our schools the indicators by the end of the 23-24 school year all campuses will have conducted regular safety checks and inspections in addition eight campuses will have conducted a full safety audit which you've seen part of and we'll see more tonight as part of the three-year implementation cycle for all campus and Facilities those are very very as you will see a little bit later this evening very very comprehensive audits they take a long time to complete but do go through every aspect of our campus so that one kind of has both goals that we do all our safety checks our lockdowns our drills our fire drills we're checking that doors are locked those are all the safety checks and inspections that happen at the school and then our second indicator is by the end of the school year training of safety operations and practices related to each position will have to be completed with all 13 sros all security guards for high school campuses administrators throughout the district this is becoming more important as you see the number 13 sros we almost have our own police force in Dysart so we need to get together as you know some sit and surprise some sit in El Mirage it's important that we are coordinating with each other and and have a training program or talk about things that need to be fixed on our campuses most of their training comes from the police department because they are still employed by the police department but there are things in schools that we need to talk about and all that too new to this is a security guard piece right currently the security guards are trained on their local campuses we are moving that to a district model where security guards will have a security card program that's being developed they'll be trained under that and they can be used at different sites should different situations arise but they will have that basic training across the board and we're looking forward to that in in helping out with those pieces administrators throughout the district obviously that's an important piece with training our administrators they need to know the safety protocols what's expected we we are doing some drug intervention training so recognition and things like that with our administrators so that can help them with things that are happening throughout our campus so that is goal C and the last goal the Dysart Unified School District will identify and maximize available resources to support Student Success we are proposing to continue to identify and maximize available resources both internally and externally to support Student Success um again this is our fiscal responsibility we our goal is to increase our Capital reserves and maintain or increase the applications to the school's facilities division for building funding we continue to do a magnificent job of getting projects funded by the school field facilities division we need to continue to do so as you've been around the district and you see next door even a valley we have a lot of roof projects going on and all that and those are funded by this school facilities division so the goal is to increase that and then the last indicator there is to reduce our number of late arriving buses by 25 percent so this puts a strain on our educational system it puts a strain on our our busing system there's strains all around and so we have a commitment to reduce those number of late arriving buses we have the data to track that and transportation is committed to making that happen so with that I will stand for any questions or discussion Maybe okay that's the end of it so there is no other slide so that is the presentation and I'll stand for any questions or discussion with any of the goals or comments a question um first this is amazing thank you for this it's nice to see quantifiable goals I guess my only question concern you know is around goal a where we talk about you know growth in the K-8 testing and or ACT Testing how would we how would you um want that goal to be monitored if for some reason one of those reports doesn't come out if it if the report was maybe suspended for some reason whether it was another pandemic hopefully not but something along those lines how how would you want your this metric to be reviewed or expect it to be reviewed I believe it's a great question Madam president I believe you know with the metrics available now with our state testing should they continue we also do growth within our Benchmark testing so we do have backups internally uh we do Dibbles testing so we have multiple areas to show that we have student growth and that students can grow so so something happened that we and I think this is your question that those measures can't happen what would we fall back on and I think we have things internally covered that we could come and talk about and substitute in those places perfect great report thank you so much I love the details the only question I have and maybe it doesn't I don't know if it fits into a goal or not but I've brought this up before but how are you and the principals Etc going to attack the absenteeism is there a plan in place for that because Student Success is great but they're not going to succeed if they're not in the classroom Madam president member Grant thank you for that question attendance is a huge Focus so if you notice under the four data chats in that second bullet attendance data is shared in that um thing and and we do require a plan we spent all day we did six six uh data chats today um we did a whole bunch the day before and last week that is a major portion of that data chat we what are we going to do about it we track the number of absences we track chronic absences so anybody over 18 absences all the way down our principals are able to run reports of what kid belongs in what category they're going to start communicating with parents we are doing a district awareness you're going to see that in the next few days Renee and her Department are going to be putting out a lot of notices in our social media about the importance of attendance and being at school and we've urged parents to even look at the correlation of of how successful students are in school and their absences if they have high absences and having those conversations with parents that our students need to be here it's important that they're here and that um you know in order to learn and grow that they need to be present so it is definitely a focus for us and we discuss that with every single principal great thank you so much for doing that thank you thank you for putting the time into the goals I have always my primary focus is always the academic piece so I appreciate you putting in some very specific measures in there where we can I definitely get our kids where they need to be academically safety is probably my second uh highest concern so I appreciate you including those in your goals but I'm wondering if there's a way that we can add a measurable goal or a some way to measure um safety in regards safety in general but in one area that I'm thinking about is like with our lockdown drills our our individual like um campus walkthroughs and things I know one time when I was with Mr Yeager and Mr musiana campus there was a checklist of things that they went through during lockdowns and it's my understanding that they then the principles are to go back with their teams and review and then make those modifications and changes so I'm wondering if there's a way that we can come up with some sort of a goal that would measure like including Fidelity checks to where if something was noted on a campus during a lockdown drill that isn't being done then when Mr Yeager and his team go back and do like a Fidelity check and make sure okay what what percentage where we at as far as these schools addressing these problems to make sure our kids are safe because those safety checks don't mean anything if we don't do anything to resolve whatever issues are discovered so is there a way we can add some sort of a goal in there that would measure that um absolutely we can add a third bullet to that we may add it in the first bullet just thinking off the top of my head and we have to come up with wording but something along the lines of if a regular safety check has outstanding items or is less than 90 satisfactory that a follow-up will be conducted and those items will be corrected um we just have to quickly think of the wording something like that so that sounds exciting exactly what I was what I was thinking and then maybe too just to make sure that there's I know for me I'm very much a data person so I would want to have some sort of document that is used to where if we're like okay I want to see like I know we've had some concerns with this school or that school or they'll and I want to see like are they making some improvements on their safety checks and because again I want to make sure these kids are safe so creating a document not just yeah the school is getting better but actually having a document that would illustrate yes our Fidelity checks are you know effective and they are making the necessary changes that's very we can do that we can add a third bullet to that I think an emotion we just tell them our state in the motion that with the added piece on the safety goal and we'll come up with instead of coming up the language right now but we can definitely add something along the lines of adding follow-ups will be conducted for safety checks that are less than 90 percent effective on a campus or anything outstanding items on a campus and will be corrected okay that would we can definitely do that I just want to clarify so if we did like a 90 effectiveness I'm not sure what the Forum is called when you do the walkthroughs is it like an audit checklist or yes okay so on the audit checklist are different things weighted differently or is everything worth the same point value um as you'll you'll see later on this evening that uh there's immediate thing that immediate needs that need to be checked if we're talking about the safety audits so on the safety audit portion and I I remember preacher I think you were talking more of the safety of checks along with the drills and not the audits I guess we could do both that's the way I was taking it so that's a great clarification along and when we're checking doors or we're checking this or we're checking a lockdown drill that there's deficiencies during those times and not the safety audit well I was that's what I'm talking about okay the drill type things but I also think if we're gonna be taking the time to do these extensive audits like we did at Freedom I just don't want it to be a document on a shelf so for sure oh sorry so for sure um whatever Ms Densmore is recommending or anything the district can do to yeah both just to make sure that again where we go through those audits we get good information I want to know that we're implementing them but I was specifically talking about just kind of those lockdown because I that's I know that's something we can for sure measure I just want to make sure we have measurable goals of keeping our kids safe our staff and campuses you know secure I agree and that's most important and um we do have so on the member Dinsmore to add to answer it on the audits there are lists that's created immediate needs needs within the next 30 days you'll get to see that future needs that may be bigger items that we'll have to talk about funding sources or things like that so those lists are created for things that need to be done immediately likewise as we do our safety checks on our lockdowns or on doors locked that's immediate feedback I know that Mr gager and Mr musee last year sent out food direct feedback to those schools after that was done about um you know what they found and what went well and what needs to be corrected immediately so we do have documentation and all that and can be easily followed up with okay I I just I struggle with the 90 when it comes to student safety I mean I I understand the intent I I would say not 90 I struggle with saying 90 because it's the 10 that you have air on that can cost you so I think we have a hundred percent follow-up and taken care of um and and at least addressed I I do not disagree with that I mean they need to be addressed to the fullest extent if there's a problem okay and now we show that I agree I mean I especially when it comes to the walkthroughs that Mr Jaeger was doing I agree I wish it were 100 um because I think then you're looking at a little bit of Errors okay and I don't want to say that that's okay my only reason for maybe thinking you know 95 to 100 is just to give a little Grace if it's a matter of hey we went through during the lockdown and there was you know uh well I don't even want to say it because you can't leave a door unlocked I mean you have to have it so you know I'm just thinking of any little thing that might have not been necessarily A life-threatening or a life endangering thing but it's something on the list that's a concern like maybe uh you know all the lights were supposed let's say a light was supposed to be off even in an empty classroom and I don't even think that's a thing but if it was and the light was on you know that's not 100 then so I'm those are the things that I was thinking but I would assume that all the things on that list would probably be something that would have a direct impact on a child or a staff member so I'm comfortable with 100 but I was just I'm comfortable with 100 okay thank you I know we need to follow up on the items we need to get them addressed so I am comfortable with them thank you okay I have a question for goal a um the five schools that are less proficient 40 and 30 percent what goal do you want them to get to by the end of the school year how much of a percentage are you looking to increase because that's very concerning to me we have five schools that are that low of a proficiency what are we doing to increase that they are getting those visits additionally those are built into their goals when we have the data discussions and their their continuous Improvement plans so each score is obviously different and then and they're at a different place not all of them had percentages so those percentages vary by the different schools and their goals um our real goal is to get above that 40 and 30 in proficiency but sometimes that's not realistic for that much of a gain so you know realistically our I guess not realistically I would tell you we want them over the 40 and 30 and now the focus schools but little gains are sometimes better it might be only a 10 gain and we don't get there but 10 is pretty huge so each of those schools have some significant goals that they need to reach um and all their pieces and that kind of varies on the schools but it is very prescribed each of those they have discussions uh Dr assai and and Mr musee have had some serious discussions on their continuous Improvement plans as well as in those data chats of where they need to be and the discussions they need to have with their staff okay thank you so do you have a suggestion on the motion then or can you repeat what you said earlier I have a suggestion okay if you if you want me to no go ahead okay I moved to approve the superintendent's 2023 2024 goals and objectives and to include the um the measures pertaining to safety as discussed because then you can just reference the audio and get it from there second motion carries next we have item G1 do we have any requests for future agenda items not hearing any we'll move to H1 all right I will motion to convene to an executive session second thank you motion carries

it measures student performance in language arts and Mathematics and it gives you a rating of whether that student is graduation ready the es the ELA component aligns to grade 10 and it looks like this assessment will be replacing the njsla 10. the math component represents Algebra 1 and geometry cut scores were finally developed this year when I presented on NJ GPA last year that was a baseline assessment with this new one they've set cut scores as well as created a menu of alternative assessments so students who don't meet the cut score can then retake components of the NJ GPA they can participate in basic skills classes they could meet a cut score on another assessment and they could also complete a portfolio appeal at this time eighty percent 80 I'm sorry 72.2 percent of our students are graduation ready in language arts 38.7 in math uh 20 I'm sorry 27.8 are developing their graduation ready skills in language arts and 61.3 percent of our students are developing their graduation ready skills in math what we see here is a demographic breakdown of how our English language Learners economically disadvantaged and students with disabilities did in comparison to our general education students and here's the same subgroup setup but for language arts the access for L's assessment is an assessment that's given to all English language Learners K through 12.

so sat um English and reading we met our Benchmark at 42 percent for math it was at 14 for this year um the idea contract contract with the national Center for assessment to conduct analysis over the last three years after covid so this is just a reminder what of two years ago when they first looked at it that first year after Kovac covet they looked at the impact of covid so back then they saw that math was a greater um it was consistently more significant than across all grade levels like a 10 drop after that Ela was moderate and significant across grade levels and at that time they said it was take a year to get back to normal rates if you look at the bottom it this is what comes up it'll likely take three to five years for us to recover and that was information given in 2021 .

uh and then answer any questions that you might have so I have handed out some uh some materials a PowerPoint presentation because well that's how lawyers do things we like PowerPoints um I just want to just remind you that uh this discussion here today in the materials because the brown act can be a very it can apply very specifically to individual board members or poses challenges and questions for individual board members so I'm this is really it you know in the in the nature of uh of a not a forty forty thousand foot overview more like a a low plot a low flying uh one a single engine Cessna maybe at 300 feet yeah there we go and so um but it's not it's not legal advice and so I would just also respectfully ask that not to not ask me for a legal opinion on an issue because we are an open session and so lawyers are low to give legal opinions an open session because uh my favorite phrase is you know the answer always depends right on the facts so um again the objectives for today are to review sort of the basic underlying principles of the brown act consider some of the recent developments in the law and to increase and ensure transparency and legal legal compliance by the district I'm on slide number three by the way okay so what is the brown act moving to slide number four uh it was a law that was passed in 1953 that guarantees and protects the public Public's right to attend and participate in meetings and decisions of local legislative bodies um some people call it sunshine laws but again the the over you know the overarching goal is transparency to ensure the Public's right to information to access into participation in the public process that's one side of the coin the other side of the coin is of course how to use the board and the district um what do you have to do to ensure the Public's right of access so that's what we're going to talk to what we're going to try to walk through today is you know what are your responsibilities in terms of access moving to slide number six um it is the intent I'm just reading from the law because these are really broad General statements of policy that are in the law that are very important but one of them is is that it is the intent of the law that uh the actions of a legislative body be taken openly and that deliberations be conducted openly okay those are big words uh actions between being taken openly and deliberations being conducted openly so the big operative words there are actions and deliberations uh and we're going to talk about that a little in a minute or so um but really I think you know the touchstones as you you know as you go through these uh meetings as you prepare for meetings as you communicate with board members and with members of the public I think you know the the basic questions that you should just be asking yourself is you know is are our deliberations as a board as five members are they being done openly are we taking our actions openly and in the Public's eye um you know are we in as a body are we ensuring meaningful public access to our board in our board committees and what does that mean how do we ensure meaningful public access to what it is that we do are our meetings open and transparent are we operating on a noticed schedule and are we following our noticed um and posted agenda um and I can tell you that having observed this board for a number of years now the answer to that is yes you all are doing all of that in your in your meetings and you're doing a great job about it and then the you know the other Touchstone is and you know are there secret votes or deliberations taking place outside of a noticed meeting so secret sound so Sinister um but uh you know I think really there the idea is is that are are there votes uh being taken and is there a majority that's being developed outside of a board meeting and outside of the purview of the public okay slide eight um and this is where I get into the you'll see I start to highlight things because I like highlighters um all meetings of the legislative body of a local agency shall be open and public and all persons shall be permitted to attend any meeting of the local of the legislative body of a local agency except as otherwise provided in this chapter so the the big exception there of course is a closed session and closed session is restricted to the board and only staff who are essential to the issue being discussed by the board and legal counsel but the three big words in this section are meetings legislative body and local agency we know that the brown act applies to this District because local agency is defined in the law to include a school district so one down what is a legislative body mean then a legislative body is defined in the brown act as the governing body of the local agency this board uh and a commission committee board or other body of the local agency that's created by board by formal board action so now we know the board uh the brown act applies to this body the governing board we know it applies to certain of your committees and then of course by law it applies to other Committees of this District the primary one being of course the citizens Bond oversight committee because prop 39 says that committee has to be run in accordance with the brown Act okay slide nine um so what are the rules or how does the brown act apply to uh board committees and so um the brown act um well board advisory committees that are composed solely of members of the board that are less than a quorum of the board are not subject to the requirements of the brown Act unless it's a board standing committee that has continuing Juris subject matter jurisdiction or it's an advisory committee with a meeting schedule that's been fixed by formal action of the board um so of course a quorum for you is three so if you create a committee that's two members uh the brown act doesn't apply to that commit board committee unless it's a standing committee that has continuing subject matter jurisdiction and I think this sport has commit has created some of those uh standing committees uh or it's uh an advisory committee that's with a meeting schedule that's been fixed by formal action of the board and I believe that you had a 7-Eleven committee relating to facilities a couple of years ago that was that was a committee that was deemed by this board to be a brown act committee as well okay uh page 10 slide 10.

it's given annually to level those students and show their growth in learning the English language this is a federally required assessment whereas NJ GPA was a state assessment this follows what are called the Wida English language development standards those are standards that help us level and identify what a newcomer or a child who's been here for one two three or four years can do and the test addresses listening speaking reading and writing so 1099 students took the access for L's this spring this is a very intensive test the listening and speaking portion has to be done one-on-one so our teachers had to do one-to-one testing for 1990 1099 English language learners reading and writing is done in small groups we can see that 247 of our students are in level one they're newcomers new arrivals and you saw that with the increasing numbers in English language Learners this year 246 are level two 371 level 3 193 and level four 38 and level five and four in level six once you get to level four we can start exiting some of these students based on multiple measures but the typical requirement is they must exceed level four so what is the district doing in response to these scores some of which may seem um low some of which may seem very like very large numbers of students at low levels of English language proficiency we're utilizing these NJ GPA and access scores together with all of our local data so that we can change and adjust what we do in the classrooms four hours NJ GPA students we're going to be providing support as we have always done for the multiple graduation pathways that includes basic skills classes for some of our students and additional test taking session on NJ GPA this fall taking other approved assessments that count for graduation like the SAT and the PSAT and finally the portfolio process for graduation we continually reflect on this data and we make adjustments to pacing and programs as a result our pacing charts get adjusted in order to make sure that we're targeting those areas where we might have to focus based on the state the assessments that we see for our English language Learners we make sure that the Wida standards and the Wida can do descriptors are used in instruction because ell students are not always with an ESL teacher they also spend part of their day with a general education teacher who needs support in knowing how they can be assessed and those standards and can-do descriptors help them do that we're providing online support and reading interventions for our level one through level 3 English language Learners as well as those English language Learners who have interrupted formal education the term for that type of student is safe or slife those are the new students who arrive here with limited education from their native country but they do represent a very small portion of our population we are expanding our before at and after school summer programs through 2024 with a focus on our English language learners for all of our high school students as well as Middle School come in this coming year we're providing 24 hour a day seven day a week access to an online tutoring program called tutor.com we're prioritizing small group instruction using our adaptive online programs and we're using the Esser funds for this last year to provide content area support at the high school as well as the different counseling social workers and intervention teachers that we've been using the Esser funds for to date Commissioners do you have any questions and once again I apologize due to the network disruption I was unable to print it's okay is there any Commissioners have any questions Mr Santiago first um thank you Miss kusilevic for that uh and that last slide uh there was a bullet point that mentioned um math activities specifically small groups um I forgot what else can you elaborate a little bit on that sure um in our math program we do a lot of station-based learning it's in our pacing from kindergarten through High School so we do a combination whole class teacher instruction the teacher then breaks the class up into groups and students work in different stations depending on the needs and level of that class a basic skills teacher might come in or a inclusion teacher may work with one of those small groups while the classroom teacher works with another and other students are either working on Independent stations or using some of our online programs we do also in some cases have small pull out groups and then when you're in ESL and special ed we do have smaller groups that are mandated with with class size numbers that are smaller so that we can do more targeted instruction to support those students the smaller groups for math are across all grade levels but we also have small group instruction like that with our reading specialists at the Elementary grades with our reading recovery teachers at certain Title 1 schools and with our BSI reading interventionists in Middle School so I just want to make sure I understand on the first slide was it that 38 of our 11th graders are ready for graduation when it comes to math it was at 38 of all 11th graders I know that's 38 of our 11th graders already in math math has historically on these standardized tests been low on our NJ sl8 as well algebra is a major challenging sticking point and um I know it looks very low but it hasn't gone lower than pre-pandemic um so I know that doesn't sound very encouraging but from another perspective it is it means we have been able to at least retain where we were and can build on that this also does not mean that this these students are at a standstill because they now have they have all of the rest of their senior year to make those to make the gains necessary to be able to graduate because our graduation rate is well over 84 percent right great and the last one is um when we do get the presentation kitten or if or if this is already somewhere I can share it I can actually as soon as I sit down I just realized I could have shared this with you it's a Google doc right because we couldn't use that slides can we get like a trend can we get a comparison or an average over say like well NG GPA there is no Trend because NJ GPA is a new test last year was a baseline this year is our first year that we actually have some kind of a cut score that we're looking at okay thank you um but you do get Trends from me um for those assessments that are multi-year and you do get trends for our local assessment data and our local assessment data measures what our students are doing in their classroom on a daily basis from that first marking period to the fourth usually in the fall you'll see the um the growth from the previous school year you'll see that growth from from September to the end of the year and the other piece is that when you when you lay these scores over our SAT performance it's vastly different and our students are doing far better on PSAT and sat these tests are always very skewed and they're only one single data point that we look at Mr Paris thank you Mr Smith um the ell students these are all different grade levels yes they're English language Learners from K through 12.

in 2022 they start a recovery study we started stabilizing Indiana and we were generally returning to normal Rigs of learning that we had before but we weren't recovering or accelerating necessarily so normal rates is is the rate that they were learning each year pre-pandemic the higher rights of Rick you're okay a recovery or seen a math more than language arts and we saw that in all the group subgroups I just said the normal rate there it I students are continuing to stabilize or accelerate and recover a mouthful in the pandemic the rate at which students are stabilizing or accelerating and recovering Ela varies by population and we are definitely seeing this the big thing is students who are not proficient in ela math prior to pandemic are not recovering at the same rate as though as their peers students who are proficient in ela and math prior to the pandemic are Contin continuing to stabilize and accelerating their learning um are still so next steps um we've talked about we've shared some strategic plan data with you we worked extremely hard this year pre any testing to collect data not just iLearn data not just testing data to set our strategic plans um and we've data continuing with our udl and PBIS implementation we are also stem programming and certification process throughout the district we have one school system Grand Prix was stem certified last year we what is a meeting uh for purposes of the brown act it means it's a Congregation of a majority of the members of the legislative body at the same time and location including teleconference locations um to hear discuss deliberate or take action on any item that's within the subject matter jurisdiction of a legislative body so there's a lot of big words in there that have a lot of different or that are defined in different places or or um explained in different parts of the brown act so the first thing to keep in mind is that the meeting has to be made up of a majority of the board meaning three or more members of this board it says at the same time and location including teleconference location so one thing to keep in mind is that the brown act defines teleconference to be very broad um it doesn't uh you know it's not the I think the traditional definition of teleconference which is you pick up a phone and you get into a teleconference situation it could be FaceTime it could be chatting it could be text messaging basically think about it as being electronic communications so a meeting can happen when you hear discuss deliberate or take action on any item relating to the district using either face-to-face meetings or electronic communications okay um let's skip to uh slide number 13 please are there any questions so far yes um also this relates to all at the same time but also because it relates to like serial yeah so uh so and the the even as to the teleconference portion of the of the part of the statute that I just read There are some recent amendments to the brown act that creates exceptions that we'll talk about as well um towards it I think it's one of the bigger issues uh that'll be part of this discussion Okay so we know the definition of a meeting because I just read it to you but when is a meeting not um or when is a meeting really a meeting for purposes of the brown act and when is it not a meeting okay Communications outside of a noticed meeting that are not authorized by the brown Act May constitute a meeting and violate the brown act and there are really three major categories of of these types of communications that may be a brown act violation one is called a Serial meeting another one is called a hub and spoke meeting and then the other one is uh you know the more recent phenomenon of uh social media uh and by social media I include all kinds of electronic communications uh through different types of portals and the challenges that poses are those pose for uh Brown act compliance so on slide 14 it's a quick description of a serial meeting a Serial meeting is if one board member a contacts another board member B about an item of District business and B contacts member C at that point a majority has been involved and this is a Serial meeting that depending on the facts and circumstances may be a violation of the brown Act so you want to avoid conversations like that outside of an open and noticed uh meeting the next type would be a hub and spoke and think of a bicycle wheel with spokes and the Hub an intermediary contacts or communicates with at least a majority of the board members to develop a collective concurrence on an issue to be considered or action to be taken by the board this could also be a brown act violation now what's different here one of the one of the ways that a hub and spoke is different than a Serial meeting is that you'll notice that hubbin spoke it involves potentially an intermediary it doesn't have to be a board member who is the Hub reaching out to others it could be it could be anybody it could be a member of the public um who who is reaching out to individual board members to assess or to get commitments um about how a person is going to vote on something and then reaching out to another board member sharing that information and then a third board member saying here are the votes you know here's what what's going to happen that's a hub and spoke that's also depending on the circumstances it could be a brown act violation the Third Kind would be social media Communications and uh this you know social media and I'm on slide 16 now um social media uh you know it's really um it's really been now I'm feeling old it's been around for what about 15 years or so right uh Facebook has been around for 15 years or so um and lawyers really uh wrestled with how to deal with social media Communications for a long time until 2020 in the legislature got around to addressing it with some amendments to the brown act and a b assembly bill 992.

right now we have as of the time of access testing there were 1099 um we're somewhere in that 1100 student range right now but they are from K through 12 that the assessment slots them into language proficiency levels um and each year we're measured on how what percentage of those students move from one level to the next increasing each year and we do make those targets every year um what that what the the results showed us was just where our students fall this year so so are they tracked individually their own individual progress yes um I thought I had another question uh oh compared to uh prior year the number of students has changed to what degree yes and um last October I'm sorry the previous October of October of 2022 we had 651 English language Learners in I'm sorry October 2021 October of 2022 we head over at that we had over a thousand thank you it's a lot of growth we have but by I I suspect that when we hit our number this October 15th we will have more than doubled from two years ago anyone else okay thank you so much Miss kosalevich we appreciate your presentation thank you and I'll share the doc with you now all right next we're gonna have our superintendent's report Judea thank you so much for that uh presentation for being our lead on all instructional matters uh good evening Commissioners members of the public uh first let me just give the most heartfelt thank you that I I possibly um could give for proving a new employment agreement for me tonight to be with you for the next five years it looks like you're stuck with me for another five years um and who knows maybe more but as a superintendent job security is not something that um superintendents are known to have but having a contract gives gives a superintendent uh some some security that that they have a job and allows uh the stability in the district allows a district to grow with stability at the top and allows initiatives that start um to finish as opposed to constant transition so for my family for my life personally thank you so much um for approving this contract thank you for the trust that you have in me what I promise you is that I will do my best every day and do whatever it takes to not let you down your belief in me is obvious by your vote tonight even though my uh my children texted me and wanted to know why Mr Paris and Mr Santiago voted no and I said no well they said they don't like you Dad and I said no no that's not it I had to explain to them and they uh they understood so the Robert toesie kids did not cut you off completely you're good um my children were actually watching the board meeting to see this tonight which is very interesting it must be a real boring night in the robertosie household um but things like that change people's change people's lives but uh listen we don't want our board we don't want our board meetings that we must watch TV but thank you um we have when I look back at the last four years beginning in my fifth year we have accomplished a lot of really great things but there is so much more to do and I believe that together working with one shared goal multiple shared goals we will achieve a really really bright future for this District so thank you thank you thank you Mr basford thank you for your uh comments that really meant a lot for me because like you said you you're a straight shooter you're going to come up and you're going to tell everybody exactly what you think so so thank you Mr llama or our collaboration over the last several years has been fantastic and I I truly believe and and you and I both know there's research that indicates when labor and management collaborate academic achievement increases so I look forward to more collaboration with you in the future and doing great things for our staff and our children and to have a student come up and say a few words about me really got you got me there a little alive so my heart is full because at the end of the day none of us exist none of this exists if not for you and for students so to hear you say those kind words um really means a lot to me thank you and I'm looking forward to one more year together with you so now um it's time to take the attention off me and put it where it really belongs it will it is my distinct pleasure to introduce to the public our newest employee in the Clifton Public Schools Chewie our district therapy dog Chewie short for Chewbacca is wearing a tie he knew that um this was a formal event where he was being introduced um [Laughter] for those who may not be aware therapy dogs are known to help children learn empathy learn interpersonal skills they help individuals students develop social skills they help reduce anxiety to help children learn to read they help reluctant readers instead of reading to a classmate can read to a therapy dog because they know that Chewie's not going to judge you Chewie is not going to be Julie's just happy to hear you reading he's not going to be checking your consonant skills so um thanks to this board of education that um for several months the policy committee did a lot of research a lot of discussions about bringing a therapy dog crafting a policy to do this and with the board support we now have Chewie who will be spending a lot of time with our kids in schools and I cannot tell you how much we all love him already should we come say hello to the Board of Education members with me he looks like Mark Judy said he looks like you mark that's a cute dog chewy chewy chewy Chewbacca noises that's reserved for me oh my God you're still working on the regulations so Mr gengaro thank you for bringing Chewie uh stop by is he going to be staying for the meeting or is he uh yes he wants to go to Executive session later okay good good we might we very well might need him um thank you Mr gengaro so uh commissioner just a real brief um update if you drive around Clifton and see any of our schools you can see there's a lot of construction projects going on doesn't look pretty but progress doesn't look pretty sometimes we are making tremendous progress with our referendum projects new bathroom facilities in all of our buildings new HVAC units in all of our buildings one problem we are having and I don't think this is a surprise to anyone anymore it's kind of beyond our control is uh when you install new HVAC systems and schools you sometimes need to upgrade the electricity and unfortunately a lot of people are doing this at the same time and there is still a problem with the supply chain with psang trying to get now the difficulties trying to get Transformers for the polls so unfortunately despite some of our best efforts PSEG is is still waiting on them to install a few Transformers so while we may have new HVAC installed we may have beautiful new Fields ready to go but we're waiting on electricity so we're working on that we're doing everything in our power to to um to rush that but it's just something that it's affecting this the entire state so that's my report for tonight uh Mr Smith I don't want to take any any more time thank you again Commissioners um I appreciate each and every one of you very very much thank you Mr Smith yeah so under my announcements just uh if there's anybody in Clifton or in our watching area that has any influence or any connection at PSENG so we could get these projects up and completed for our students we have a beautiful field over at Woodrow Wilson but their Clubhouse is inoperable because we don't have electricity the scoreboards are inoperable because we don't have electricity our weight room is going to be done beautiful new weight room and they won't be able to use it because there's no electricity I I I'm I'm I'm baffled why an entity of this size is stifling our projects and that's what they're doing if you remember it was back in May that we had our groundbreaking at the new field and PSEG at that time said we were going to have electricity within days they didn't say it was going to be 90 days 120 days and counting so I just hope the public understands that while you see a lot going on I know there's been a lot written about the Woodrow field and how the board didn't get it completed and that's totally untrue it lies in the hands of PSEG so hopefully somebody out there hears this knows of somebody knows a connection lives next door to the president of pcng whatever however we can get a connection in there to get these projects completed for our schools and for our kids we greatly appreciate it on that note we will move to board committee reports oh I'm sorry we have first reading and policy um 2419 school threat assessment teams um next we have committee report board committee reports we'll start with um Mr Paris those are typically our special needs buses um we have contacted North Vernon Police Department and they're going to have an officer staged at the end of Hayden Pike in North Ferman Elementary every morning that's going to direct traffic the reason for that we feel like with everybody using Hayden Pike from the south of town coming in that Hayden bike is going to back up so the Norfolk Police Department is going to be there to kind of keep traffic moving they'll be there from 7 40 in the morning till 8 when typically all of our shuttle buses have come in and are on their way out in the afternoon we have a our custodians from the high school and uh North Ferman Elementary going to demand that same intersection so if you would show the map sorry that's the reason we're having this discussion so as you can see there we've got the thank you we got the high school parking lot there with the there's going to be two custodians there at the end of the high school campus and the reason for that high school students after the bus they're going to be some that want to go right instead of turn left and going to Hayden Pike so we're gonna have two custodians there X there trents we're gonna have three custodians one for eastbound traffic one for westbound traffic one there policing car riders coming down to North Ferman Elementary you go back to the schedule you don't have to have to um most of our car riders from North Vernon Elementary is going to be out of the way for our buses leave the high school camp but just in case there's some stragglers we're going to have somebody there for that the X there at the corner of Brownstown Road and Hayden Pike we've got two Middle School sorry one middle school custodian coming up there and we're going to talk with first Christian or sorry Columbus Christian schools and see if they can man their driveway there a little further north on Brownstown Road just and I've talked with Columbus Christian school today and they're going to have all of their car riders when they're dismissing they come in that Gravel Drive they're going to loop around and exit exit just to kind of limit construction or more traffic there in the construction zone so it's really all I have so Chef curly did all this by himself it takes five now to replace it yeah yeah and you have a lot more respect hey Tim so yeah will they um basically prevent people from coming out of the high school from turning right they are not going to not in the afternoon so principals all met today also went through the plan and they'll be communicating with their staff bus drivers already have their annual meeting communicated that there so after tonight we're going to start sharing with parents throughout the next to make sure people we do anticipate the heaviest traffic will be on Hayden Pike so that's why we have some of our buses going on that bypass around there's a little bit of adjustment in time for some bus riders at the school that that won't impact the families who are car riders at all thank you Tim for detailing all that so this item wasn't informed and so thank you for being present to present that to us just would remind anybody who might be listening or watching or if you share something on social media once the supposed to just encourage individuals who don't need to pick anyone up at the high school the elementary school the middle school just a to stay away from that area for different routes to Alvin Pike anything you can do to help mitigate this while the construction is going on of course we want to be good partners to indot and all of the work that they're doing on Walnut Street to make sure that the drainage is appropriate and the resurfacing everything that has to happen but again I know that this is going to be a little bit congested during that time so appreciate any help we can get um so next we'll talk about a transfer route yeah we want we would like to get approval to transfer Larry Kirby's contract route 809 to Melissa Bailey okay do I have a motion to motion by Chelsea do I have a second by Travis any discussion all those in favor and the second one is approval to continue the additional sped route for the 22 or 23 24 school year and this is the one we brought up last year as a address the incorrection it's actually so do I have an approval to continue this sped route for 23 promotion by pad do I have a second second by Mary Lynn any discussion all those in favor seven oh next under relations we have a couple of items we do we have two annual mousse the first is for the Vincennes Project Excel this is our dual credit program so asking for approval for that do I have a motion to accept that mou with Vincennes University motion by Chelsea do I have a second by Cheryl any discussion all those in favor 7-0 and the second one is we have an annual agreement with Southeastern Career Center each year that if they had an emergency need to use our buses that are parked there for transportation that they could so thank you I have a motion to accept the second mou for Southeastern Career Center I have a motion by Travis do I have a second by Chelsea any discussion all those in favor 7-0 which brings us down to other and I do believe we have something underneath you we have an other and I'll let Todd share permission to post asking for permission to uh post an additional teacher position at Sand Creek Elementary for students with intellectual disabilities and I will mention this is a position we've had posted and we're unable to fill and we would just like to put that posting back up okay do I have a motion to accept or provide permission to post I have a motion by Earl around a second second by Pat any discussion all those in favor which brings us to the end of the board meeting it doesn't if you don't have any others great do I have a motion to adjourn I have a motion by Chelsea do I have a second by Travis all those in favor foreign

and so the lawyers were left to deal with sort of applying the general principles of openness and transparency in the brown act into social media Communications um okay so ab992 which is now codified in the government code at 54952.2 what that says is that a member of the board May communicate on inter internet-based social media platforms to answer questions provide information to the public or to solicit information from the public regarding a matter within the district subject matter jurisdiction provided that a majority of the members of the board don't use that social media platform to discuss among themselves business of a specific nature that's within the legislative body's jurisdiction okay so what I would suggest here is uh interpret the word discuss among themselves as broadly as possible and also of a specific nature because we all know how social media can work and when you have comments and threads um sometimes uh you know comments you any particular post may have multiple comments to it maybe even hundreds but if there are two particular or three particular people you're looking at in there and you're communicating positions within that thread that raises problems because now that thread can be used as a means to create a collective concurrence on a particular issue that's coming before the board um and and ab992 also takes a hard line stand and says that a board member shall not respond to directly to any communication on an internet-based social media platform regarding a matter that's within the subject matter of the district that is made posted or shared by any other member of the legislative body so I'm not a social media user but to the extent any or All of You Are if one of your board colleagues posts something on a social media platform relating to District business you cannot comment directly upon it and um comment is um because you should you should interpret comment very broadly as well meaning no Emojis no reactions thumbs up thumbs down sad care with hugs and hearts coming out any of that stuff um you should just avoid it all together okay um any questions on social media this used to be a Hot Topic like two years ago but I think the statute was resolved a lot of the issues okay so let's just go to doing do's and don'ts on social media um that's slide number 18.
