I am very familiar with the education available to Apple Valley students as our son attended yakaloma Elementary Apple Valley Junior High School and this very campus and Apple Valley High School graduating in 1989. I've also been a teacher at Victor Valley Junior High School when I left they just bulldozed the whole place and Hesperia High School regretfully I've not had the pleasure of teaching in this District because my son threatened to quit school if his mother was was hovering over him I am a strong believer very strong believer in public education and I cannot emphasize its importance enough it is a national treasure I am particularly concerned about the core academic subjects English math science history social studies those subjects are critical and they are the basis of all education they're not flashy you can't show them off but they are essential and they have come under criticism the California Department of Education has long developed written revised updated the content standards for every single subject at every single grade level in California schools through extensive research in all avenues of endeavor but I don't think that is common public knowledge and I think common public knowledge about the content standards would do a lot towards supporting what you're trying to do every day the content standards tell education tell Educators what students need to know understand and be able to do at each grade level in kindergarten in elementary school in middle school and high school so that their education will be consistently successful and they will be able to graduate prepared to enter their adult life wherever that may lead them may I suggest that a deliberate detailed and planned Public Information Program about the content standards will help the general public be able to understand what your District goals are it will also assist the general public in evaluating your progress towards those goals I encourage everyone to visit the California Department of Education that's even on your District website put content standards in the search and the wealth of information they will find is very well organized and easily available to everyone thank you so much [Applause] I must say that I know Carrie um I've known you since 1978.

we had 75 carpets that the company said they had delivered to us in Kingman oh at the FedEx okay and we didn't we that's about half of the carpets we ordered to go into you know the nine by twelve carpets to go into the rooms to help with sound with noise attenuation and um we're still missing about 60. they can't find so we don't know but but I'll still I'll ask them about it and follow up nobody's called and complained so I'm guessing it's not we can ask Julie and they have they have more rooms done other than Sunrise they have more rooms done than anybody so good that's great okay that's great and the libraries the library at Diamondback in the library at Fox Creek which were the only two rooms that have been done on those two campuses those floors look wonderful they they look wonderful no the floors looked really they look really nice and uh and with the furniture moved back in those two rooms things weren't necessarily put back on the shelves yet but the furniture was moved back in and the boxes with books and things are in there and in in neither of those rooms did was there an echo or a noise thing so I think it's going to be okay but we'll address anything that comes up thanks for asking about that okay and I'd also like to make a comment that it's nice to be able to see Fox Creek's Marquee yes uh that it's not totally it's not a sun wash now you can read ex except there's there there is one other thing uh we're not in the Midwest and it's not Fox Creek it's supposed to be Fox Creek and so there's an e missing on the wall for Fox Creek it says Fox CR space EK and I looked at it went well that's Midwestern but so we need the we need an e replaced on our Fox Creek sign too on the wall there well and that isn't even I mean that would be Fox Creek but where I grew up it was Crea it was cricks yeah it's even the wrong vowel now so we'll we'll check on that barb thanks so you were telling us earlier on is a is enrollment up no it's down it's down it's down a bit when we look at the when we look at the numbers of students enrolled enrolled you know on the books uh we're at 2331 which is just about where we ended last year pretty dang close to where we were ended last year but 2095 in the seats yesterday 20 21 13 in the seats so that's about 200 down from what's on the books um but I'm not getting too excited one way or the other you know until after Labor Day because there are still so many people who just don't even think about school until later Labor Day yeah and and I will tell you that it um you know we always have open enrollment and we've granted and we've done whatever we are at the point now where I'm denying a new open enrollment requests or putting students on waiting lists Fox Creek is over capacity and and has been since day one and um and then uh given the number of teachers we have in LA in for instance in Sunrise and Diamondback where we have those openings I'm not granting filling you know filling with open enrollments when it you know when it may push us right now to fill a position and then only have 10 kids in a classroom so we're watching it very very closely on those things so um so on the books we're not down much in terms of bodies in seats we're down so we're probably looking at a budget revision coming up yeah well we would anyway but yes I anticipate having one for you in September uh partly because of a couple things that I have on the agenda here but uh but also uh the AFR may or may not be done by the time we do the September board meeting so we'll definitely have to have one after that but I'll be as close as I can to okay where we need to be any additional questions for our superintendent okay item 2.9 board member updates anything that we need to tell anybody didn't say anything no I'm having a 25th anniversary party for 25 years in practice so anybody who would like to stop by and have beverage and drifting Bistro yummies it's six to eight on Tuesday at the office congratulations thank you yeah congratulations that's wonderful It seems impossible all right moving on to to part three consent agenda I need a motion to accept the consent agenda as written is there anybody that needs to pull any items I make a motion we accept the consent agenda as presented is there a second I second that motion all those in favor I'm Melinda sobroski aye Charlene Diaz aye Bob sarzicki aye Sheila Burnett okay I'll let me find number four 4.1 revised leadership addendum um go ahead okay Madam president after I presented this document to you all last month two of the principals asked if we if they could change the structure of their leadership team so uh Mrs Wilsey asked at Desert Valley if she could have two team members instead of representing each grade level specifically if she could have two that were K2 and two that were three four and then also because we have a very large El population at Desert Valley that she have a representative on her leadership team for El and then if you scroll down to Fox Creek Mr Eastman asked me if he could designate leaders on his campus and not necessarily designate whether they were math or science or language arts or whatever and have two seventh grade and two eighth grade you all approved that part last month the part I left off last month was the technology position and the tat team leader position so I wanted to be sure we got those on here you'll see names in some of these spots that's the next item so right now what you're what I'm asking you to approve is the changes in the list of positions for team or for leadership do I have a motion to approve the changes in the leadership addendum I'll make a motion that we approve the leadership addendum with the changes presented I second it all those in favor I'm Melinda sabraski hi Charlene Diaz hi Barbara hi Sheila Burnett foreign 4.2 seems to be that's the way we're putting names in this is where yes I'm asking you to approve the the folks who were listed you did the other committee or the other addendums in the consent agenda with the names and um so I'm asking you to approve these folks for addendums uh in these positions I think the ones that we just the K2 k2k3 she hadn't designed she hadn't designated those yet partly because it hadn't been approved yet okay so but there will be people yes there will be people now on this I'm noticing that at uh Diamondback that like uh team leader for third and fourth graders Leah Hazel Grove for both of them and the same with uh technology and tat team they're both uh charity Lawrence yes so uh when we're talking about technology uh the technology person uh uh may or may not be part of the leadership team but uh handles all the technology concerns on the campus the tat team leader is probably not on that leadership team either but that's the person who chairs the tat committees for the year and they meet I mean they're they're multiple multiple meetings for Tat so their leadership positions even if they might not be in that that team that meets regularly to talk about school concerns that's a really good really good question Barb to be asking relative to having Leah Hazel Grove in two positions a two actual leadership team positions that is because everyone else everyone in the third grade is a new teacher okay and so we needed somebody with this experience and she has taught third grade so um and she teaches fourth grade now so we needed them to have a seasoned person to be yeah to be helping them and representing them that's not a usual kind of thing that we do but in this case it's it's warranted okay thank you the same thing is happening at the middle school too did you see that oh yeah the tech team and uh right and that tat team that tat team position is a huge time commitment yeah um this was a position that I asked you to authorize when I presented this list originally because uh in the past we were we were counting this for points on for classroom site fund and that nowhere you know nowhere approached recognition of the amount of time that this person commits to running this committee so I felt it was every bit as important as any of the grade level Representatives okay do I have a motion to approve I'll make a motion that we approve the leadership position leadership positions um as presented for the 2023-24 school year the right let me retract that then so I make a motion that we approve the people that are been selected for these various positions I second that motion all those in favor I'm Melinda sabrasky hi Charlene Diaz aye Barbara zerziki aye Sheila Burnett um item 5.1 proclamation of legendary teacher day this sounds like something new it is something new ASA Arizona School administrators is has proposed and I think it's pretty wonderful to designate a teacher a legendary teacher Dane so they offered a template for this and um so I'm recommending that the board Proclaim teacher legendary teacher day for our district and it would be September 28th I thought this was an interesting idea yeah I like it one of the reasons I like it is because it's not it's recognizing current teachers but it's also saying to us reach out to our teachers if we can and recognize them meaning teachers we had as students with this Proclamation are we going to do anything special for our teachers I think we ought to figure out something and kind of assign Lance to do that okay so are we going to proclaim a legendary Teacher's Day I I make a motion that we Proclaim Proclaim legendary teacher day as September 28th for all teachers I'll second that motion I agree with the proclamation I'm Melinda sabroski hi Charlene Diaz aye Barbara ziki aye Sheila Burnett excellent excellent idea thank you for doing that but I can't take any credit it came from ASA but I thought it was a pretty good idea well you could have not read it uh we take we deleted 5.2 5.3 new positions in facilities part-time night custodian for Desert Valley school and Bullhead Middle School Madam president I reviewed data that for what our custodians have been doing looked over things for the last 10 months and compared areas the you know the areas that our custodians need to do um and determined that the expectation we have for two nighttime people at Desert Valley and two at Middle School it's just not enough folks to get done what needs to be done in those evenings and and increasing those folks work seven hours a day now increasing them one more hour would not be sufficient to get done what needed to be done so I'm recommending that we add an additional person a part-time person point eight seven whatever it is a seven hour person to each of those sites as in as soon as possible so that we can make sure that we are getting the work done that needs to be done to keep our schools clean and safe for kids do I have a motion to approve hiring a two I guess it would be two right it's two part-time two part-time night custodians one for Desert Valley and one for Bullhead Middle School do I have a motion I'll make a motion that we approve the two part-time night custodian positions for Desert rally and Bullhead City Middle School the second that motion all those in favor I'm Melinda sabrowski hi Charlene Diaz hi Barbara Pierce hi Sheila Burnett okay 5.4 discussion and possible action to join the Arizona Department of Homeland Security State and local cyber security grant program and to approve the local consent agreement um you explain this yeah well I'm going to defer to Mr McNutt to come up and explain it okay James tell us what this is all about it could be that he's scamming us yeah it's a scam um the Arizona Department of Homeland Security has a cyber security program that we are already a member of and received several uh very large cyber security programs that were implemented uh last year and are still being fully implemented and and that um some of those things included like our cyber security testing uh phishing testing that we're currently doing our multi-factor authentication and endpoint detection response so programs that run on our computers that monitor what's going on and are like an early alert system in case we were to experience a cyber security event this this program tonight is separate from that but kind of Works hand in hand and it's a Federal grant that Arizona the State of Arizona and specifically Arizona Department of Homeland Security applied for and received funding for we have two options if we choose to join the program one option is we would receive our portion of the grant directly as a payment from Arizona Department of Homeland Security the the reason I'm not recommending that option is we would still have to provide for all of the items that the grant is approved for and we'd have to manage that ourselves we'd have to do all the reporting on it all the auditing on it and the programs that they're providing are very very expensive and we would exhaust the money that we get from them very quickly and any any extra funds would have to come out of our budget the other option is Arizona Department of Homeland Security will provide all of the services for us at no cost and they will be responsible for maintaining all the records for the grant all the auditing all of the reporting and everything that goes along with that we just get the benefits from it and what agreement is providing the the biggest thing that the grant provides is what we call a security operations center so an SOC and what that would do is with all those other programs that we then implemented they will monitor that 24 7 and they will have Security Professionals on staff 24 7 that with our approval can take action immediately if they see something that looks like it could lead to a cyber security event so some of those programs that we install start sending signals to the SOC that say Hey you know something bad's getting ready to happen here they could take action immediately up to it including disconnecting our computers from the network to prevent things from spreading and of course they would then alert I.T staff here and alert like the Arizona National Guard who has a great cyber security program and others that we're going to need to be involved to respond to that threat I just don't see how we could afford to do that on our own even with the help from the grant just one small part of that that service that we would get with the soc I got quotes for and that was pushing six figures just to cover our Administration computers and it doesn't include you know the student use computers and and stuff like that uh so I am recommending that we go ahead that we accept the Grant and allow Arizona Department of Homeland Security to manage the grant for us um the other two tenants that go along with that in addition to the SOC would be cyber security training for I.T administrators in the state so myself and my team would receive a cyber security training and they would also provide Professional Services for those other programs that we've implemented to help keep us trained on those and make sure that we're implementing them correctly and keeping them configured correctly so the the two really work hand in hand and I think letting uh you know the Security Professionals and the folks at Homeland Security manage that are is far better than me trying to hinge that I got by yourself um we if we were to take that on by ourselves we would have to hire at least to just to manage the cyber security program part of that so I was really appreciate what the state of Arizona is doing for us what the federal government is doing for us and specifically what Arizona Department of Homeland Security is doing um even now without the SOC when we get some strange signals from our computers if I don't go into the program and immediately address it within eight hours they're sending me an email saying hey did you know this this happening and do we do we need to do anything and probably usually say no no we got it but we've been very lucky with with these programs and that we've we've identified some threats early on that we were able to address before they became a cyber security incident and it really showed us some of the things that were going on that we weren't aware of some of the they call them potentially unwanted programs so they're not really nasty programs but they're really not stuff you want on your computers and they highlighted all that stuff for us and we were able to set rules that eliminated them so that they're not lurking around just waiting to send information outside of our district so it's a great program thank you thank you thank you thanks James and those are the things that he explained to me but I knew he could explain them to you he explained all that to me and I thought this is a no-brainer I don't understand why anybody would choose option one I don't know no I don't either it makes no sense well and I don't know any school district that could afford to hire anybody to work 24 7.

the day is looking partially Sunny for the most part Saturday has a low of 60 and a high of 92 degrees once again it's clearer in sunny skies finally on Sunday we have a low of 63 degrees and a high of 89. guys will be partially cloudy but still nice and warm should be a good Fourth of July weekend to spend at the beach with your friends and family thanks guys back over with you thanks Betty for the weather update with that we come to the end of our program we hope you all have a great Fourth of July weekend thanks for joining us I'm Madeline and I'll be Sean this is Vision News Channel [Music] so with that I just want to say thank you I really want to thank everyone I mean from the staff from the from you the board superintendent for all of your support and for approving all of these contracts you know we wouldn't be able to do it without of course the funding um and you know we're just really excited to look towards next year and see what we can do to make it even better well thank you okay thank you oh what's that I'll open the item to public comment all right seeing then I'll move to questions and comments by members of the board alrighty oh I see uh Krusty Flores shop I made comments uh last time I think um but I just did want to again say what a pleasure it was to see it all in action um you know summer is a time of fun but we're also super committed to um not having learning loss and just keeping their interests alive and the variety was um clearly impressive um and I know everyone was super jazzed about the new camp Galileo that seemed to be a big hit um so we could kind of go on and on about how great it was I just you know the 2314 students I think is what we um should all be very excited about and I guess my question is that was our capacity um our capacity was 24 we were almost at capacity it was 2400 or something yeah yeah fantastic so not just you said you know you ended it with you know make it better but bigger right keeping our kids busy engaged so that parents can go and continue to work um I just think we're on the right track and figuring out how to continue funding this I think is the big challenge um but I again thanks to all the different faculty the site leaders um just keeping even just that one campus right with seven different programs it all just seems so seamless and harmonious and um bridge to kid again I could kind of go on and on about just all the great things we saw and the diversity of the students thanks for the the demographics you know who we're serving and making sure it's kind of Equitable across the board is really important so thank you okay hang on vice president or our lawyer yeah I won't repeat a lot of things that have been said um I'll just say thank you as well and also you know like we did earlier right giving shout outs to our partners to make sure that we're able to provide these services and resources to our students and of course making sure that we're able to coordinate them them all so I'm happy to hear that you know we have a better um strategy now and learning from that and just making it better to hopefully have a hundred percent of our slots filled um and then you know getting close to where we can offer um more slots so that all of our students are able to participate in summer we know that the city you know is able to provide some summer programs also for a lot of our families um so just you know ensuring that whether it's with City or us that all of our children and families here in our area are able to participate um in something so thank you again and um you know I look forward to continuing to hear you know and maybe even not necessarily a presentation but to hear like what were some of the things that we learned from this year that we're gonna you know improve on for um next year so I I know I mean um hearing what went on this year and um you know the beautiful videos you know congratulations to the students um our future journalists out there um you know I I look forward to see where you know our programs are continuing to go and our students will continue to do as they maybe get internships with the telemundos of the worlds and things like that so it's exciting yeah thank you all right trustee Chavez um thank you for the presentation and it was a really good when I went to go visit but uh one of the things that you mentioned was in play um and you said that it played a pivotal role in the way they were able to um just text and sign them up so do you see um any glitches there and maybe so that uh a better response time I'm always like Monday quarterbacking you know let's see I mean that's great but can you improve on it a little bit more absolutely and we've already met with them to talk about a few of the things that we would like to see improved and that they are working on um and definitely we will continue to work with them to make things even better I think the Great thing was that when I went to go see the kids I'm always looking how are the kids doing how are the kids doing and they were all happy I mean I've never seen them that happy especially in the gallery so um even the teachers they just seemed to everything was just harmonizing the world and thank you for bringing everything and I know it's a lot of work to bring quality programs and you hit that thank you I have to give credit to Lupe as well because she played a pivotal role to help me live yeah that's it all righty I'll just thank you so much Sandra and thank you Lupe and state and federal programs I think this goes to what I wrote in my op-ed to the San Jose Spotlight at this district is committed to closing the achievement Gap and the the record number of students that we serve in our programs which I also mentioned as a you know a robust summer programming that closing the the achievement Gap and recovering from learning loss and learning new things I kind of wish they would have interviewed me for that newscast so so you know it goes to show that you know uh you know we we're making progress with made in Alum Rock solutions to the issues facing our students and our family so I thank you for that and as well as our staff so with that uh we moved to item 6 0.01 approve amendment number one to the agreement between these Alum rocking and Elementary School District and Community Workforce contain motion by Christy Chavez second by uh uh Thorp Quintero so with that uh let's see here well I I wouldn't okay I will open it the public comment at this time okay and David we have David Benny from the building crates Council thank you good evening president Pham members of the Board of Trustees and superintendent Palace uh my name is David veeny and I'm here representing the workers of the Santa Clara San Bernardino counties building and construction trades Council I'm here to speak in support of this amendment uh to include measure s and the existing Community Workforce agreement more than that I'm here to speak about the long-standing partnership between the district and the council in fact of all the educational Partnerships of the Building Trades Council Alan Rocky school district is the very first among Elementary districts and has set the standard for all other districts over our time as partners we've seen a generation of construction workers and construction managers superintendents and construction professionals graduate from Building Trades Union apprenticeships we're very proud to provide well-paying family supporting careers for community members while at the same time creating excellent facilities for all the students and the faculty here as integral parts of our community the district and the council stand as examples of how we should support one another and come together to create opportunities for our residents I look forward to many more years of this partnership and I ask that you adopt the amendment to the community Workforce agreement as furtherance of our shared goals thank you thank you very much okay and we have our number okay seeing though her public comment I'll move to questions and comments by members of the board um uh well I'll let me start because I I brought this item to the board so I just wanted to say that well first though I wanted to you know thank the The Building Trades Council for our our long and constructive partnership and I think this just boils down to two things uh you know uh Alum Rock is the you know we we educate the uh working class of Silicon Valley and many of our families are uh uh building you know in the building traits represented by the unions uh that are part of the Building Trades Council so you know this is part of you know if we're making investments in our community it behooves us to make sure that uh those dollars uh stay in the community and this uh you know this amendment to the uh Community Workforce agreement is you know a living proof of uh you know uh uh was it the community-based school district's uh commitment to our community you know the second part is you know uh you know I think you know I asked for myself you know we are committed to um paying people a a decent wage and this uh this amendment uh you know uh is again uh a real reaffirmation of our commitment of uh using Community dollars to uplift members our community and their families so it is uh with that that I urge my colleagues to adopt the amendment press uh clerk Quintero um yeah um I'm speaking in support of this amendment I think project labor agreements uh provide for us a um an opportunity to get uh qualified employees that usually will you know nine times out of ten will bring in the job in a lower cost because we're going to avoid uh accidents and things like that that happen with people who aren't properly trained and um we uh you come in under um on time and under budget and so um very very proud to support that not only do I do that here but I've actually gone with David two other districts to let them know about the benefits of having uh projects like labor agreements in place that allow us to to provide to ensure that people receive a wage that allows them to live in the community where they work so they don't have to travel a couple hundred miles away in order to uh to to live um I think this level is a playing field as well um and uh it helps us not always doesn't completely limited but uh helps us try to push up some of those uh individuals of bringing in labor from outside of the State uh and it becomes a at some point some of these bonds some of these Bond monies become like an Employment Program protects us we're bringing in no not no knock on Texas you know good for them but our dollars should be spent right here uh recirculating the community where it's coming from and so it's for that reason that Beyond project labor agreements Alum Rock has um taken the position of moving beyond that for example we have power purchase agreements uh and policies that dictate how that money is going to be spent and in the event that Allen Mark does uh move forward with the power purchase agreement we would go ahead and ensure that local individuals get work first before it goes out to others so that it's our workers here in the community that are getting the benefit of those of those public dollars we've also uh engaged in policies that benefit the Sprinkler Fitters and other folk and other trades as well to ensure that um the work that's been the money that's being put forward by the community is spent in our community uh to the best of our abilities obviously state law dictates everything that's going to be done um at the end of the day but um with these policies we're able to try our best to steer those resources in the right direction which is right here into our communities um by uh good actors that are out there providing good paying jobs so thank you vice president Herrera loera thank you thank you board president for bringing this forward and it's great to see Mr Beanie um and I thank you for ensuring that you know we as Leaders not just um you know do the but passing budgets and all the things that we're here to do but ensuring that um we have agreements in place you know so that regardless of what you know superintendents come in board members come in that we have these agreements that continue to reflect our values um here at Alum Rock and so I definitely will be supporting this um you know as it reflects my personal values uh but also as Alum Rock I'm proud to be of this uh part of this board that was one of the first to set that example um and I hope that also all the other districts you know um see um I mean for me it's almost like I mean it's given why would we have to come you know um convince somebody but I understand you know again um some of those uh things that um lead uh have people lead in certain ways and so um that here at Alum Rock that we ensure that we reflect um that of working people that we support um and like you know uh trustee Quintero mentioned uh that we make sure that our Workforce um here is respected you know all um across from that our families here are valued um so with that I look forward to also um supporting this thank you all right saying no further uh comments and questions if I remember the board I'll call her vote I'll call you I see you trusty Chavez hi uh vice president Herrera loera aye uh clerk Quintero uh trustee Flores Shelton yes and myself learning eye item passes unanimously okay wonderful uh with that we'll move on to item uh was it uh section four comments and communication item 4.01 the teamsters thank you Teamsters send their regards they're working very hard to get our schools ready so I talked to Tom Fu and he just says please let the board know that we're just send my regards okay thank you okay item 4.02 California School Employees Association and Sharon likewise she is gonna try her best to be with us in September since her regards to the board and I want to thank CSEA for uh tiing with us and bringing that to their membership in September thank you very much CSEA for great partnership okay with that item 4.03 Alum Rock Educators associations ah I see Sandra thank you foreign it's been a busy last couple of days there's like a an aura in the air lots more emails but welcome we are all excited for our new year and I have many new Educators that were in this room yesterday got to meet all of them and introduce them into our district and with that I would just like to bring it to the attention that this year we had 50 new teachers in the district and the only thing that is hard I love seeing the new faces but every year Ellen Rock seems to have at least a 10 turnover in our Educators and I understand that there's a multitude of reasonings on why some people need to move and you know do what's best for their family but I really want to focus this year on how we can make Alum Rock the place to be how we can keep those Educators how we can build our school sites in our communities so that not only do the families feel welcome but then the teachers are wanting to stay are trying to figure out ways to stay here in our community but with that being said we are excited to be back a new school year it's very hard for me this year to walk through Target and not fill up my cart with a whole bunch of Clans and notebooks and everything else um it's it's so hard I think like pens are my weakness so that that that's a new feeling for me this year but um one of the other feelings that we have is coming back knowing that we're on work to rule it makes it really difficult for educators to want to get that classroom set up just the way they want it to have everything done and prepared and to not know that they don't have the support that they were hoping to have coming back without a contract that makes it very very difficult for some of them and for some of us to come back in and be excited for a new school year um but we are hoping to have a successful school year I had my one-on-one with Dr Bauer and we were talking about meaningful ways to have teacher and student-focused professional development this year and ways to expand on the curriculums we have new curriculums that are coming in things that hopefully we can partner together to make sure that the students and the Educators get the best trainings and outcomes possible so with that thank you guys for having another successful start to the school year hopefully tomorrow's the first day everybody's back and I look forward to seeing you again next month thank you thank you okay we move on thank you Sandra we move on to item 4.04 Alum Rock administrators Association they are hard at work you know I'm looking at the ones right here and they're like what they're getting ready for tomorrow so they're hard at work I know that some of them are still in their offices well I hope the you know it is eight o'clock in the evening so at the very least please get dinner if you have not done so uh with that item 4.05 superintendent Bauer so I Echo what Sandra was saying it's um I do see an aura in the air I think that this is a a tremendous opportunity right just to see all the the bad things that happened in the last couple of years in the rear view mirror and just move forward and I want to thank all of our support staff especially mot Mr Chang and I were um driving around the schools today just to make sure you know that our facilities are ready and that we're as much as we can because I know that there's some some things that we need to improve and that's why we have our bonds program but I want to thank our custodians specifically for the hard work that I saw happening today around the district um they are very they educated team and they're trying very hard to get everything ready for the kids on Tuesday um also all of our administrative assistants office assistants who are already helping us enroll students which is our number one activity throughout the district we can we're seeing the students coming in their parents coming in so Alum Rock we're ready to open the doors to your kids to our kids on Tuesday and I want to thank the board for the incredible support throughout these years this is my um first you know the school for opening of the school year and I'm I get a little bit um excited and um emotional about it because it's number 10.

so when I looked up and saw you I thought is that her um so I have people from my two people from my past that are here so I need to be of my best behavior so discussion superintendent's comments just a couple things Kylie is watching she texts me I saw it on my watch so we must be following all of the guidelines where she's going to call in I think I wanted to thank Caprice for being here tonight to support us and step up at the last minute when Kylie was sick and then one of the things we did do this year with our new teachers is provide them a book called Mrs spritzer's Garden it's about tending to a garden and how you Foster basically take care of things to make them grow and expand and so um did that with a seed packet for every new teacher with our our values on it um I know that with the professional development presentation there's a lot that we do in this District to support our teachers and so um and classified staff one of the things that we learned this summer is we were talking about what might be missing in our district was discussions around District mandate versus District initiative versus site initiative and then just nice to do right um we want to focus we want to stay focused and when we start stepping outside of that Focus it's really difficult to support and nurture the things that we are trying to increase knowledge on within our district so I just I think that those were some great things that that Miss opara talked about having to do with stoic I walked into a Kindergarten class the first day of school at Rio Vista first year teacher I'm going to save Mrs Wells so that she knows that she was much appreciated and The Stoke framework was in place she had set up systems for Success she had taught the expectations and her Kinders at 10 o'clock in the morning were able to tell me what they were supposed to be doing at the different moments for transition for bathroom and that was in the first hour and a half of school for them so um it's not a one and done you have to keep doing it and it's the only way we will get systems in place if we keep teaching them so thank you thank you Mr Raleigh nothing further thank you Mr buchana um I'd like to make a request if we could for when we um if we could get those calendars again starting again I know it's the beginning she actually has one and I'll have to send it to you because Kylie was out she formats it so it's ready it's just very small this time because it's the first month of school but she is on it she has it okay um and then also I saw Doris Williams come in and I just wanted to add to my comments that she was kind enough to invite me out to see her program and her school over the summer with Miss akpara and it was just phenomenal to see what she's doing for the community students um we went during the robotics program and just kind of to see all the the young Engineers learning every I kind of wanted to play with everything but I am not that's not my side of the brain but it it was pretty awesome to see what the the students were creating so I don't know if there's any way we can support any of that but it was fantastic RC nothing further um but for me um nothing yet um let's go to discussion action session it is recommended that the Board of Trustees discuss the take and take action on the following items adopt the Declaration of Need for fully qualified Educators uh form to be effective from July 1st 2023 to through June 30th 2024 as required by the California Commission on teacher credentials I need a motion I'll move it one second any discussion okay the only discussion that I have is that when we have those teachers that we get that we make sure that we don't put our most vulnerable children in that class as yet until they are fully qualified and um all in favor in your position approved a certificated and classified Personnel actions as listed um I need a motion a second all in favor aye any opposed approved the recommendation for requested leaves as noted any emotion a second any discussion all in favor aye any opposed the consent I I agenda it is recommended that the Board of Trustees considered approving a number of agenda items as a consent list consent items are routine in nature and can be enacted in one motion without further discussion this procedure conserves meeting time for a full discussion of significant issues I would like to note two clerical errors were noticed after posting on item number three that was approved the minutes of the May 18th board meeting on the last page the second motion for adjournment States Mrs Dennis bender and needs to reflect Mr Dennis additionally item number 10 approved the memorandum of understanding and agreement to provide student teacher placements to University students with California State University Easy Bay and the Apple Valley Unified School District the item should reflect the university as California State University East Bay the mou attachment has the correct spelling of the University Miss apara before you guys move forward with either pulling any of the actions though it states that their um there's a clerical error you're fine with the draft minutes that's part of accepting them or not accepting them to modify as far as number 10 you have two options one you can move forward because of the clerical error Because the actual contract that was attached does say East Bay and was correct or we it doesn't impact anybody in the district and if the board would feel better with us posting it again and bringing it back to the September meeting we can do that as well well I think that since we have already made the correction on on tape and the document that you have the official document that you're going to submit is already corrected that we go ahead and approve it as this what do you all think I agree okay so set items to be approved in one motion one through fifty um now you can pull um I make a motion that we pull item number 31 for discussion and I would like to put item number 1719 um 17 and 19 for now I think I had another item item 37 and 41.

I mean you know a team of people to work 24 7 we just couldn't do that so I I was appreciative of James's recommendation that that we go with the second option well the grant was the state of Arizona has to give anybody who participates the opportunity to to do their own thing yeah just the requirements are they have to do all the things that that Arizona Department of Homeland Security is going to do for us but then we would also have to write our own proposal and do all the paperwork and as much as I love doing the the I.T side of things I don't like it go figure and I and I will tell you too that uh James is all over this stuff and is uh has been very aggressive and in making sure that we have a robust uh cyber security program and I'm sure there are times when our when especially now that we have moved to two-factor authentication for our most serious programs and will be moving to two-factor just even function I'm sure there are people who are not happy about that in the district but I think they're they would also be happy to know that this is the you know we're doing the best we can to make sure that we don't have any incidents because we know how devastating they can be so needless to say I recommend option two do I have a motion you do so I'll move to join I have to read this I moved to join the azdohs state and local cyber security grant program and authorize the district to sign the local consent agreement using option two and allowing azdohs to provide the services manage the Grant and perform all reports and audits for the grant at no cost to the district have a second I second it all those in favor I'm Melinda sobrowski hi Charlene Diaz aye Bob sarzicki hi Sheila Barnett aren't you glad you don't have to read it when you give the second yeah yes I'm glad I didn't have to read it in the first place 5.5 e c a c Dash e vandalism Madam president and board members we have the policy that has to do with vandalism and we've had we've had an incident of vandalism that is a repeat of several incidents that occurred at Fox Creek last year and it led me to finally say okay I need it I need a form that will document not just the incident the vandalism incident but what is the what is the cost of taking care of that vandalism and then with the intent of of then charging that to the perpetrator um so I I looked through the policy bridge and there's only one one other school district in the state that has this exhibit and that's Lake Havasu and so uh I modified some of their things and added some things to create this document um uh it will be we're going to propose if you approve this we're going to propose to asba that it be in it you know one of those links like the evaluations are where they don't have to try to upload it but I've already used this as uh in in the in the instance that's already occurred I will tell you that what I did for that instance was down there where it says additional notes after putting all of the costs and in the case of the incident it was around eight hundred dollars and um uh and so yeah it was around 800 but in the notes then I simply put that I was reducing that actual fine to the student and the family to a hundred dollars and um and that the student would take two of the vector classes that we offer that have to do with decision making and um and so um but I want the family and the student to know the actual cost to the district of of repairing the vandalism in this case so um I would not always necessarily reduce it but if I felt that it was in the best interest of the student to do so and to offer an option I would um so I'm just simply asking for your approval of this as a form that we use when we have an incident of vandalism do I have a motion to approve I make a motion that we approve the vandalism report form e c a c Dash e is there a second I second that motion all those in favor I'm Melinda sabraski hi Charlene Diaz hi Barb zarzicki hi Sheila Burnett thank you so now you have one more form to fill out yeah but sometimes doing the form is easier than easier than just shooting you know just trying to shoot from the hip and remember all the pieces so that's true so that made it easier all right the item 5.7 asba delegate 5.6 I mean I skipped one yeah oh goodness I did 5.6 excuse me thank you for reminding me post approval of Grants from State facilities oversight board um yeah Madam president and board members they keep changing the name of this group this but this is the this is the state agency that pays for repairs and replacement of items in our district most recently this is what I've been calling them they they now have changed their name but it's the same organization they also recently updated or changed their uh computer system in their application process supposedly to make it easier in reality it has it has duplicated the work for our office people so it means that and you approved in the consent agenda some of these already but it means that now we have to do X Y and Z submit to them if we get approval for that piece they bring it back to us and now we have to do a b and c before they will actually grant us the the thing so that takes some time so if we happen to submit or if we happen to get approval from them tomorrow say the day after a board meeting I don't want to have to wait until the next board meeting for your approval so that we can move on because for instance we have four air conditioning units that went out just before school started when teachers came back and started turning things on they have finally as of today approved step one for one of them okay we're two weeks into school so what I'm asking for you to do is to to authorize me to go ahead and sign those particularly step one so we can go ahead and do the process and then I would present them to you at the next meeting this is uh this is similar to the fact that you actually approve vouchers after we've made payments and those kinds of things so I'm asking for authorization to move forward with any of these proposals with sfb because the other thing that happens is we have to get quotes from vendors for for any of these items because it's always big stuff and the quotes are usually only good for 30 days so this whole process means that we're pushing right up against the deadline of the you know the cutoff for the quote um and um and you know we want to move quickly so I'd appreciate this uh authorization do I have a motion to approve I make a motion that we approved the authorization for the superintendent to proceed with work approved by the so sfov and present the vouchers at the next board meeting second that motion all those in favor I'm Melinda sabroski aye Charlene Diaz aye Bob zarzicki hi Sheila Burnett no 5.7 asba delegate and alternative alternate not alternative alternate excuse me um I would like to nominate Barb zarzicki as our delegate to the asba assembly I think that's all we need to do isn't it is there a second I will second that nomination all those in favor I'm Melinda sabroski hi Charlene Diaz accepting that position 5.8 you need an alternate you need alternate the only other person going is me yeah I make a motion that we put Melinda as the alternative I second that motion all those in favor I'm Melinda sabrowski who are we voting for you me oh hi Charlene Diaz hi Barbara hi Sheila Burnett unless you'd like to go no okay thank you 5.8 revised instructional coach evaluation Madam president and board members I apologize for this being rather out of order we intended for it to either be before the one you just did or after the next one but one of the things that we've done Jen has worked uh Jen lot has worked on revising the evaluation system for our coaches so that it's more in line with what we're doing for our teachers and our administrators and she has gotten input from the coaches they've been part of this process so it wasn't a unilateral kind of thing so this is sort of like the others yes the structure is very much and the items in the domains match the areas in their job description you know we don't want to evaluate people on things that are different from their from their job description any questions any discussion do I have a motion to to put in place the revised extra instructional coach evaluation I make a motion that we approve the revised instructional coach evaluation second I second it all those in favor I'm Melinda sabroski aye Charlene Diaz aye Barb zarzicki aye Sheila Burnett all right yeah this is kind of board yeah when we're moving those little things you know these little things around sometimes they don't land where we think we put them okay item 5.9 Arizona School Board Association proposed political agenda um basically this includes the ones that we suggest I think it does include the things you suggested when that you you know you proposed a couple of months ago and this just this just lets you all know what you what what Barb will be addressing and voting on at that delegate assembly and I think you probably all got copies of this from straight from asba um okay Sheila says no but at least now you've got one you can look at um so I think in terms of action or not action tonight you look through those and and you know tell your delegate what you what you want her to focus on um and your alternate but tell you know tell them what you want would like them to focus on or if it comes up for a vote how you would like how you would like them to vote on any of these issues and I would be very disappointed if the ones that you all sent in were not included in this because that was the whole purpose of having board members you know boards submit their their concerns so do we need a motion to approve this well I think okay so um so my understanding is so here's a report of the asba legislative committee giraffe yeah I think what you can do is is um since they're not specific items for you to say yeah vote Yes on this or no you know or no on that it's kind of a package deal and so you all would let Barb know you know how you feel about uh these items I I don't know well I'm probably out of line saying that but I don't know that any of you would object to the the first item of you know increasing school funding I'd be surprised if you were against that one yeah I don't when I read this this afternoon or yeah this afternoon I didn't see anything on here that I would be against no um oh okay number four and five um Cassie tells me that number four and number five are the ones that you all see the ones that we have suggested I was just I was just that's what I said earlier the concludes the ones we did yeah okay um okay since we don't need emotion um basically Barb I think you need to vote your conscience on these no problem I always for the Stu school district and the kids whatever best for them so you know I I will go that way item 6.1 future topics [Music] um while we were talking early earlier about goals yes I will have those uh I will have those all for you next month and um and as in as we discussed there will be the timelines for implementing moving forward with strategic planning and with some work on the grading system so you're going to include in in years of the strategic planning that we did with that whole group absolutely that will just move forward that's not going away that what you will see in that in in the goal is the you know the the next steps in that okay Step One is step one has been done but it'll be moving the next steps we don't want to we don't want to start over we want to move because there was there were too many good things going on there was some really good ideas absolutely we wanted to be involved absolutely and I'm hopeful that we can that some other folks will say oh can I be part of that too yeah people outside of the district yes yes anything else we'd like to see on the agenda present timing so we have a one item agenda next time yeah right nice nice thought yeah and what dream world are you in item 6.2 up and coming board events um I saw the ribbon cutting on here yeah Monday Monday is the fourth the 14th and these the October one is on here but you say you're going to move up yet moved up the October one if at all possible the uh groundbreaking I'm I'm hopeful yeah the we don't even have it on the calendar yet but um uh what the civil engineers were proposing and what um uh g-con was proposing was October 9th so that's a tentative date right now but I'm hopeful that we can we can expedite things with um permits and move that at least a week earlier which would be the third the second of October I'm I I really would be hopeful that we could do something by the 25th of September um because the the closer we can move the groundbreaking to the present date the more time there is for actually moving dirt and building houses and those things so I don't have complete control over it but I really don't have any control over it but we have such a good relationship with the city and uh and and that and the in civil engineers have been working with the city permit people and you know those folks so not only do we have a good relationship there's been good communication so I'm hopeful that that it will move a little faster than their anticipated plans is there anything at the schools that we need to be aware of that we could go to or is it you know I haven't even asked the schools for their calendars and those things yet they've been pretty busy just getting going okay so we will try to have some things on here for you for next month so that you know and as they come out we'll try to put them out to you too um and the good news is that your next regular meeting is not the week of the conference the law conference in another year it's going to conflict and we'll have to make some decisions but your next regular regularly scheduled meeting is on the 14th for September Sheila's already indicated that she's going to be out of town but could participate virtually and but Fred will be back I'm good so yeah and I'm good so we'll have a quorum here okay so we'll be good on the 14th of September okay that's 6.3 setting the date and time and location for future meeting September 14th 2023 start a workshop at 5 30 in a meeting at 6.

feedback right uh we're all learning and um I look forward to you know hearing more good news and um you know I know um with based on you know some of the feedback um from Sandra you know I think we're all looking to coming towards an agreement soon is what I'm looking forward to so um that we all feel good as we um move forward in this school year um and schedule the meetings and all the things that get to happen in order for that to happen um was good to be out in community with National Night Out with our families out last week um right before um I ended up testing positive for covert the next day so I say that because it's real in our community still um and so you know make sure you mask up if you know stay home if you're not feeling healthy um you know take your tests um it really caught me by surprise because I was hearing it but I'm like oh you know when when you get that positive test it's like oh God it's you know real right so just take care of yourself I'm clearing I have no more symptoms I you know had a negative test but still making sure that I follow you know the or the guidelines of wearing my mask um but yeah so hoping that you know we have a healthy um happy uh all the good things on school year this new school year so that um you know we're able to go through it in a smooth way and enjoy um and like Dr Bauer said you know look in the rearview mirror and Having learned from those things so that you know we keep moving forward and um make sure that um not just us as you know staff and faculty that I see in this room but also all of our students and families and parents feel the same right that we're moving forward um that we're all thriving and that we're all um learning and um happy and proud to be a part of this Alan walk Familia so thank you okay thank you very much trustee Chavez um thank you to all this all the members of Alum Rock and I look forward to meeting the teachers the 50 you mentioned that Sandra said and to say Miss Sandra if ever you're feeling a little Melancholy or a little nostalgic you can also go to the Target fill up the basket and start becoming the station Fair uh Ferry forever the stationary Ferry for everybody and just you know uh go visit the kids because I know it's hard once you're in the classrooms you miss the kids and I'm sure you're going to be missing them already uh but thank you for all that you did in the classroom and all that you're gonna do to move the district forward thank you okay uh trustee florist shop thank you um just reflecting on um Dr Bowers comments and just thinking you know I had the privilege of joining this board in February of this year and um have just been given my um experience 10 years ago just want to commend everybody on just how far the vision um the execution has come it is an amazing place you guys do amazing stuff and I'm really proud to be a part of it um I just also want to emphasize right those those standards of safety for our children being first and foremost right welcoming and belonging environments um as a mother of a um of a 18 year old that's about to go to you know college in 11 days um and uh incoming sophomore to new East Side Union High School I've been having all the feels this summer um and understanding when a parent walks onto a campus and know that they feel welcome and that their child belongs that's all that matters right that's really all that matters of course you know as the report cards come um that matters too but bottom line I think um I think highly of what the expectations are here and just want um us to be really mindful of um what this district has gone through and that again the safety of our children and welcoming and belonging environments that's number one and I um wish you all the best on Tuesday and um every day thereafter that I did go to the summer Jazz camp and I wanted to make sure that I uh recognize all the work that Mr Posner is doing as well as the piano instructor Lori Lozano Thailand is for the bath for the base and the guitar instructor General the Sacramento the saxophone instructor saxophone instructor and Katie and Louis Flores and Clayton Sanchez John uh the assistant director thank you all for always being there for the kids and even the parent volunteers she says I'm nobody I says no you are somebody you're here you're standing for the kids you're standing right by the kids and making sure and taking care of their needs and she's not even getting paid and I just want to thank you all and to all the parents that have always volunteered and stepped up in one way or another thank you rainy I will wrap up uh well Sandra you know I think you aren't uh the Staples of a kindergarten teacher the happy face stamp the Oakley stamping it may well have been banned but I remember the sad face thing you know um but you know uh I I you know uh I you know I you know wish you well in in your new role as you know you're now in the deep end of the pool uh as president of area you know and here this is where it gets real right where uh at the start of the school year but uh you know uh I it was a privilege to open these Cesar Chavez Early Learning Center uh you know uh a great a huge collaboration between our district and kidango and think together and the hope is that you know as we introduce a new range of services to children and families and the Alum Rock area we you know have the opportunity to introduce to them uh what Alum Rock can do for our families and our children so I you know may Cesar Chavez Early Learning Center serve our community well and live up uh to its namesake you know who whose efforts uh made the east side San Jose a better place um well here we are uh you know on Tuesday we start uh what is it our 94th Academic Year uh as a school district and so uh uh you know I wanted you know all our returning teachers and staff and all our incomings uh rookies uh you know uh our you know our business of you know our we would not be able to uh pull off this production if it were not for all of you and you know I you know I remain hope you know hopeful that we we will get to an agreement with you know all our employees soon so uh with that you know uh to our to our kids who are coming back into our incoming TK and kindergartners uh was it good luck in the upcoming school year I will see all of you in in some way or form uh you know next you know and next month when I start my uh what is it it's now my own tradition my third annual tour of Alum Rock so I'll be I'll be visiting every site in the dis every School site in the district to see our parents see our teachers see our classified staff most importantly see our kids as well uh you know and I will uh say you know in in true Alum Rock Fashion and I you know uh when I was in kindergarten you know there were two field trips that one to you know one of which was uh to San Jose State and so you know the year was it was the spring of 1990 we were all wearing these t-shirts provided by the district right it says class of 2002.

okay out for discussion so we are going to approve the other ones until and then we have the discussion I need I need the motion to approve item number 1 through 50 with the exception of 10 17 19 31 37 41. not 10. we're leaving 10 in you guys okay so 1 through 50 with 17 19 31 37 41 pulled all in favor um all in favor aye aye a new opposed okay item number 17 and item number 19. I pulled him uh because I I'm kind of curious about why why we have an up an agreement with a company that is that stated in that agreement it is to transport students with disability however for every two minutes they have to wait two minutes we are going to pay for in each minute that they have to wait for this child or to transport the child the district is responsible for two dollars for each minute so now that's a problem for me because um you all know that special education students it takes a while to get to that bus it takes a while to get them loaded it takes a while to put them on a car seat and to charge the district two dollars per minute of waiting is unacceptable then we have ALC schools and transportation the question I have that's not a big problem for me the question I have on that one is what is the difference between 19 and 17.

here we come ready or not so you know uh our 94th here here we come ready or not so with that I'll move to item section five superintendent and board business item 5.01 now proof amended board policy 9220 second reading okay motion by uh clerk Quintero second second by vice president lawera I'll open the public comment all right ah Sanders this is the second reading right yes it went so fast last time I forgot I I didn't get a chance to get up here but I would like to make a comment as serving as um the treasure over the last about 10 years for Alum Rock I would highly recommend that this limit of 900 that this board has sanctioned on themselves it was 500 before be raised much higher um as the pack treasure and as a member who has advocated for the teachers and parents and families in the community I would like to see this raised to three thousand to five thousand dollars we are one of the only districts in California I believe there's five that have a sanctioned dollar amount on the amount of funds that you can receive from an individual when we first started our pack many many years ago we were able to do things for candidates such as pay for your filing fees or to help buy signage and that kind of stuff buy yourself imposed limit of 500 or 900 that makes it very very difficult for individuals and for packs to help contribute to make sure that we help support the candidates that we have because not only is it a monetary amount it's also a non-monetary amount so I can't help orchestrate walks we can't partner together after that 500 physical limit is held so as you're reading this I don't know if you can make an amendment and revisit that dollar amount but I highly implore you to raise the dollar amount for yourselves and do a three to five thousand dollar limit instead of the 900 that you have put on the agenda thank you alrighty saying no for public comment I'll move to questions and comments by members of the board okay Christopher Shelton yeah I'm um I am curious how we how we chose and approved the nine hundred dollars like did well did we consider like 1500 or 2000 I I mean I and again I'm kind of new to this too so I was like I agree I agree that it should be increased I just wasn't sure on how um the maker of the amendment uh came up with 900.

I'll answer the first question first so on number 17 Caravan cares policy of uh charging a wait time that that I don't have data I could find out about how often that particular charge is a judge to US based on waiting my understanding is that is based on um not a reasonable attempt to make it to the vehicle remember these are students who are picked up at their residence or apps just outside their residence but rather for times when students just aren't there at all and they wait and so typically there's a communication with the transportation office and right away they determine whether or not the parent the child is coming to school that day and so I'll I have to find out just how often that's charged but that um that practice is to to keep this process moving so they can get all the various students they have to pick up in a reasonable route time to the schools where they then are delivered remember that we only use this service when our special education transportation system in District is not utilized or not available but the problem that I have with that is does the Caravan then have a ledger where they say we have con we contacted the parents we will be arriving in the next 10 minutes and we contacted the person we're arriving in the next five minutes or are they just going to get out to the front door and now the two the each minute begins to be a problem the route time the pickup times are pre-determined and set so they don't call they simply have a preset arrival time so if they even if they get there early they don't start the clock and they don't go to the door that's not how any of that works so I'm like I said I don't know if that charge has even ever been levied against the district but I'm certainly willing to find that out this does provide a critical um uh Transportation measure for our students who are in some cases require more support in transportation or more restraints than we can provide in our district buses and so we do utilize Caravan care and the other service quite extensively but sometimes only for a short period of time so it does it but it is a critical part of our transportation infrastructure for a small number of students the reason there are two is because Caravan care and ALC are the the other one listed in item 19 really are required to provide the service that we need neither company can provide the transportation we require solely on its own well my my feeling about this is that until you get that cleared we will hold off until we bring it back and it is cleared that they are very sure because once we sign off on this they are going to say we signed and we are responsible for this two dollar a piece so they wait for our child for 10 minutes and now we are hooked on something because we agreed a contract is a contract agreed but I just cautioned that we have no other way to transport these students so for that if you would um even if you even be consider approving it for a short period of time and give us the ability to continue to provide transportation for these students to get to school um is it taking an effect right now that I mean it's for the school year I mean we just started so we're placing these students and getting those routes built right now so this would have to then wait till September before we could transport these children to school when it's supposed to start transporting August 10th is what the contract tomorrow morning again tomorrow morning but again we will do what the board suggests I could bring that data back in September we would just need a different measure to get these children to school for one month we have used this company for many years we've in the past and they've always built this mountain you know I not having not knowing this uh for sure I don't I don't know if they have built if their structure was different in years past I'll have to research that I mean as far as I I can understand what Maria is saying but I think for the betterment of uh what we need to do now I would be a move for approval and I understand that the concern is so par about this contract in that language I I um can we approve for a limited amount of time they may bark at that building we may have to have a special board meeting to do that because we have a contract and we would have to amend that without their signature and so um we could work to not utilize this service if that becomes an issue and do we have do we have any idea how many students are impacted by this I would say it's typically about a half dozen students so not realizing our our own like CSEA employees absolutely every single bus thank you thank you for mentioning that yes first we utilize all in District transportation and I'll maybe defer to Mr Schulenburg if there's a further point on that well yeah we absolutely utilize our in-district transportation if we can but sometimes it comes down to the um type of supervision a certain student may need we might not be able to accommodate that in one of our buses so we utilize these third-party companies or a new student comes to us with certain needs that we cannot get routed on one of our buses right away so we use either one of these companies and as a short-term alternative to transport until we can get them on one of our routes thank you Mr Conrad was able to find a prior contract and it does have they had a um after 30 minute wait time one dollar per minute was last year's contract and then they just gave us a 50 100 increase they did on the two on a minute instead of 30.

oh it's uh well at the time I you know it uh as a nod to to inflation and uh current reporting requirements you know if I you know just to you know as a informational answer uh I believe that you know current Law requires that uh uh contributions of a thousand or more be filed within 24 hours so you know hence you know now of course uh if if the you know members uh you know uh amending this policy is at the discretion of members as well so if they're you know in you know uh there are there's any desire for an amendment you know uh plea you know or we could always you know revisit this you know uh at a later time as well but I think that the principle is that uh this is a not inflation uh this is also uh you know making sure that uh board you know Community supporters have have a more equal playing field in terms of contributions and uh ensuring that uh candidates have uh you know have a fair shot at uh you know meeting the expenses that are you know that are required to run a a you know a respectable campaign so it's for those reasons I I you know urge approval of you know uh of the item at this time is the fastest way to to improve I mean to increase the limit immediately and then you know if need be to you know the board you know can always revisit the issue and increase the limit further as uh uh circumstances dictate can I just have a follow-up question on their first point yes thank you that's that's from the state so we we can't you know I can't change state law there are you no no I know I so my question is um by coming under it it's to relieve the the burden on the 24-hour reporting yes okay so yeah I would I mean if it's the expedient thing is to approve because it's the second reading um and then come back to consider like a you know I work at 900 like 9.99 is not going to make them well again you know the the again the circumstances dictate it you know I I you know uh members of the board are free to propose amendments and you know again if the if the cap is hired and you know one thousand dollars or higher you know just you know just remember that that contribution needs to be report you know reported uh first time in 24 hours and then the second time you know and with the required form 460.

this is a problem here so they gave us 30 30 minutes last year and this year they give us per minute so they've given us a hundred percent a hundred and something percent increase you know and and that I'm really struggling with it I understand so the choices I see for us are to either be able to utilize this service or not we are one of several districts who utilizes Caravan Canada for this kind of exact situation I would hate for a student to not be able to attend school though is there a way for us like Mr Wally was saying to approve it maybe for one month well perhaps we try to negotiate something more reasonable back to how it used to be like let me let me ask you a question Mr schillenberg in the contract we can um I'm not in their contract I'm in our consultant agreement where it says satisfactory service it appears that we have an ability to only pay for side of satisfactory service so if there becomes um some kind of an issue where we are being overcharged and we have tried to rectify that we would not have to use them we would have an ability to cancel is that correct well that's correct and and we and if uh if the board approves item number 19 we have another option with the ever driven Technologies LLC so having the two companies at our disposal to transport when needed I don't have a problem with number 19 I was just asking about the difference between those two because 19 was clear enough to say that we are going to use the most fragile students is who we're going to be picking up if we don't have that so number 19 that I was just asking for the for the difference so I don't have a problem approving number 19 but I have a problem with number 17.

yeah I'd like to hear from the rest of the board last time came over the 900 amount but we are one of the two districts in the county one out of five in the state we haven't we haven't gotten rid of it yet so at this point it seems like it's just a little culture of Alum Rock and keep it and so I'm not necessarily inclined to go ahead and do away with it or increase it beyond what we've already discussed because I think you made a good point it's this this amount that is high but it's not too high for individuals can't I mean you can't reach it and um and yeah we've been able to have a good uh a good functioning board with them please so I don't necessarily feel like we need to go out there and get rid of the entire uh the amount or increase my my two zones in terms of time while we're out of tickets okay good spot we're going to have beyond that if not then just get rid of the whole thing which is um that's around with having things exactly okay uh please president Herrero era um I think the 900s you know is good um definitely a lot more than 500 you know and and that will make a difference um as as having been a candidate uh so I feel good about the 900 right now and I'm in agreement that if you know we feel that we need to bring it back in the future that we can then do that but we've already done the first reading second reading so to make sure we haven't lost out on time um you know that we approve this today in second reading okay very well alrighty saying no for her comments by members of the world call for a vote I'll call you guys see you trusty Chavez no vice president Herrera loera aye uh Clark Quintero aye trustee Flores Shelton yes and myself learning eye item passes uh four to one with trustee Chavez dissenting moving to item 5.02 wave second reading requirement per board by law online through 10 and the proof amended board by law uh 9320 move to a crew okay I have a motion by vice president Huron second by uh trustee Flores Shelton I'll open the public comment okay seeing no for public comment I'll open to questions and comments by members of the board just for the um yeah like what's going on do you do you want that hang on should we read it agenda regular meeting showed me how their passionary uh okay so I'll just you know do a four uh you know I'll you know I I you know this is you know again bring me this item to uh the board for consideration part of this is just to give some uh scheduling flexibility to the board uh you know there are you know there are mem you know members of this board that commute to work and sometimes uh you know the commute to the district office uh you know could you know has sometimes has been problematic due to traffic or other unforeseen uh incidents in the road so this is uh this is more or less just to uh ensure that the board has some flexibility uh again this is not changing the you know the the date of the meeting but you know uh flexibility in the uh scheduling time of the meeting to ensure that members of the board have uh you know have an opportunity to uh arrive at the district office in my uh safe manner so I see you know trustee Chavez you had your hand up um a couple of members of the community have asked me uh that they can't comment during uh the meeting if they're going to be zooming so can you explain that Dr Bauer uh so it's it's also in teleconferencing right under teleconferencing on the one two three four five on the fifth paragraph it says all teleconference locations shall be accessible to the public all teleconference meetings shall be conducted in a manner that protects the statutory and constitutional rights of the parties or the public appearing before the board including the right of the public to address the board directly at each teleconference location so I guess the question they were asking me was if they go to a location can they speak since okay it's at a different location Dr Bauer can you answer that question hang on I think a clear Quintero has a question yeah do you remember that we went through a training and the general counsel explained how that functions that if if you are teleconferencing if you have somebody coming in then all of a sudden the teleconferencing uh kicks in for everybody yes and so at that at that brown act training that we received that was explained to us excuse me I'm I was asking you but specification for the public I know that we had the brown act training but I do want to make you know the issue is that it's not you know it's not the per it's not the item beings amended so I think that's more of a general question at this time trusty Chavez my question is so that the public will understand it's just for clarifications to the public I know what was said in the brown act uh training but if that could be explained to the public better because they have questions well and I said you can always ask the superintendent but they they get intimidated so they well I you know I think that that's you know that probably should have been asked during during board member comments and general board member comments and questions the issue is that it doesn't have any per you know the question doesn't pertain to the item on the agenda at this time so I understand what you're saying trustee Chavez but it you know this isn't the you know this it's you know this is a question that is not uh directly related to the item at hand so with that you know uh you know we you know you can you could pose that question you know and when you have you know when the board members uh general questions and comments in section four of the meeting but otherwise you know that that's a fair question but it isn't something that can be answered you know now because this is it doesn't have any bearing on the item at hand so what that vice president Herrero era uh thank you um I think the only thing I'll add to that is um hopefully uh the community members um if they don't feel like they can come to any one of us to get their question answered um I remember that specific meaning being recorded and posted on um on YouTube so hopefully they're able to re-watch that piece and um have their question answered in regards to today's meeting for the regular meeting um area of uh this uh bylaw 9320 that we're looking at um the only change um as trustee mentioned unless otherwise indicated on the posted agenda regular meetings shall be held at 5 30 on the second Thursday at the district office I guess um and my question is to either Dr Bauer or a board president um I know that there's one specific month at least that we have two scheduled um so would it be safe since well since we're having this one reading to add that is the same it's the same okay because I just know that there's that one month that we have not just a second Thursday but it's a section a section a second one okay that was it um otherwise I'll be um supporting this item okay yes okay trusty Porsha thanks um I just do think it's it's given the evolution of the meetings so the standard is with the passage of this bylaws right we meet in person uh 5 30 unless otherwise posted and public comment is only in person and the only time that teleconferencing is allowed is if a board members in if perhaps were in different locations and then it applies to everybody and that's when public comment would also be allowed via Zoom that's how I understand it does that sound right no yes okay yes great okay thank you okay wonderful so with that signal for questions or comments by members of the board I'll uh call for vote I'll call you today I see you Chrissy Shoppes uh yes okay uh vice president Herrera loera aye for Quintero aye trustee Thor Shelton yes and myself voting eye item passes unanimously okay so moving on to section six we'll move to section uh I am 6.02 exception second uh acceptance of change order number one for contract uh number b223 Dash bonds 40 and aptitude the portable um in anticipation that there might be some petition some potential additional work the district put out a bid package which we received fortunately the assessment came back with no special condition needed and as such the administration is requesting to reach check the bit that we had received okay thank you Mr Chang I'll open okay I'll open item 6.04 to public comment okay saying none I will do questions and comments by members of the board seeing none I'll call for a vote uh okay all in favor please raise your hand okay uh all opposed well please raise your hand alrighty item is uh item is approved unanimously uh moving to item 6.05 motion okay motion by Christy Chavez second by vice president approval whoop number b2239 special testing inspection services there's also the option in our Consulting agreement for us to essentially con nullify the contract if we believe the services are unsatisfactory why don't I bring a report back on actual billing to determine whether or not the board believes it's fair and appropriate and at that time if you say no we will terminate Contracting thank you tax money we're also and we will verify because I believe one has a different type of Transportation available to a student need um if if we had a student on a gurney one offers it one does not so yeah they aren't they aren't exactly this the same they have slight differences but we could we can maybe negotiate um costs and different things so let's see what if if it's the board's desire to approve it then we can bring back data to see how many times we were charged last year for the overage and then we can monitor this this month and come back at the September board meeting with some information I move that we make approval of 17 with the stipulation that uh superintendent Nelson and slosser get us more information absolutely approve it that way all in favor all right okay so let's move on was that 17 and 19 or just 17.

uh number 31 deals with the uh ratification of the consultant agreement regarding Community Schools implementation and I know there's widespread support for Community Schools in our district I have been hearing some concerns from community members though of of the feeling of lack of participation that parents teachers union members there's the perception that they're they're not being involved in this in this process and so I just wanted some further discussion on that yeah Mr RC we applied for the planning Grant which was the beginning phase it's a very small amount of money in order to utilize this year or even actually earlier than the end of this year to apply to make the decision to apply for the implementation Grant um in order to do that we have not gone farther out than just a small Core Group to decide whether or not we can even impact the community utilizing this so we identified sites such as Granite Hills High School yakaloma Elementary School Phoenix Academy High Desert Premiere as some of the sites it would be a focused within the district that would cover many of the areas families that are most in need and we will be moving forward to expand that and we just met with the Union regarding this this um Karen mentioned it and there will be stakeholders from every one of those groups involved and do we have a timeline of how soon that that collab operation will happen yeah Pat can I can speak to that the next step actually we had a webinar today that Ms Sabers was invited to attend and it was uh kind of the first Gatherings they're going to be our technical assistance committee for this effort will be San Bernardino County Superintendent school's office they have a dedicated arm and so there'll be some convenings throughout the month of August to begin the process of identifying an asset mapping process and a survey that we will then take out I spoke to Karen about this with Mr Todd the other day that the first thing we would do is bring to all stakeholders a chance to look at a sample survey just to get a sense of what the needs would be and that would of course go to parents students staff and other community members with interest in this to kind of get a sense of what the needs are in the community that surrounds each of the school sites so um in in brief you will see over the next several months initial steps being taken and so each step along the way will include now all the Community Partners that are going to be need to be part of this this is merely facile facilitation that would ensure that we stay on that anyone can do this facilitation we made this selection based on our best professional estimate of who could help us the most but yes we are certainly now at the stage that we have earned the planning Grant to be getting doing just that which is planning and so the planning process will include all of our Community Partners and educational Partners to do that work and you know we got some good information today the soonest we would be able to apply for the first implementation steps for our schools would probably be sometime in January when that request for application would go out but of course we have two years to do this so we could do that in several cohorts and this would be some support to just make sure we stay true to the service along the way but yes it would be a large room since there's so much interest in this topic in this in this agreement why don't we postpone it until we hear from Mr Powell and have him do a presentation here I mean uh excellent I am yeah I had a couple questions with it too yeah I mean it's this is the second time it's come up and with this type of money it'd be nice to hear from the consultant himself instead of just ratifying it through consent got it so we would love that yeah back on April 4th we approved twelve thousand dollars and it would be nice to know kind of how that 12 000 has been spent before being asked to approve another 20 000 um and I I mean I was just kind of looking at the numbers and it said that he was being offered at a rate of 400 an hour for the Consultation Services um and then his professional development services for the the full day was going to be just shy of six thousand dollars um and I know that obviously that's not at 400 an hour but when I was really kind of trying to look into it I know he he was an expert specifically more on like the mental health and the trauma-informed areas but we also have that contract with the mountain the Desert Mountain sailboat stuff correct so don't we have access to a lot of that actually we're a Consortium um it's not a contract we're a Consortium and there is he he is the one they bring in as well to talk about these topics um the state has we wouldn't be paying for it twice that way or no we they don't have the capacity to do that work the same way he would do the work we are more than willing to have him come do a presentation of what the information about facilitation is versus um with the the board's desire is all right specifically maybe just what he's what's been done so far with that first amount that we've approved well we can actually respond we didn't we didn't uh bill for the he didn't bill for that entire amount we that was a not to exceed amount and so we used him for I think uh two full day sessions and a half day um that was what we able we're able to develop and write a successful planning grant that was funded at the state level so that was what that process was utilized to do well I'll make the motion that we continue it and put it on as businesses account a business of the um board the next meeting for a presentation on this topic and then we can take it up again in September understood okay so I made the motion I'll second it all in favor aye any opposed all right so we go on to 37. I'll go to 30.

hang on just a second you're you're not going to vote on it because um it's poll so no vote if you vote you're voting to approve it or not approve it so if it's if it's going to be tabled [Music] station on it before voting on it that was just a motion to push it to September yeah you're tabling it there doesn't need to be about so you're you're good we've got the notes we'll pull them in that's great thank you yeah good item 37. oh yeah 1937 I pulled it because I had no idea that we uh getting getting a license for kids to fly drones so can somebody explained that to me foreign this will allow our first dog first our teachers and staff members who are responsible for the students programs who use all kinds of aerial Drone footage in the development of films and graph other video content to be appropriately licensed to operate those increasingly large drones in compliance with Federal Aviation Administration rules and we'll essentially license them as drone pilots in that particular setting under a certain size drone it will then allow them to be able to train our students to do that which in that career field is becoming a necessary skill Drone footage if you go really just any website has become just sort of a necessary component of presentation whether it be real estate development of the Silverwood project our students were a part of and even even places where Sports footage often includes Drone footage we want to do this the right way with the appropriate licensing so that we send these students out into the world career ready with the appropriate credentials and licensure thank you that's all I'm just it does just that caught my attention thank you for the opportunity to share it's pretty exciting and then I pulled item number 41.

I'm gonna take a vote in a motion and vote on 30 37. 37 for approval I second it um all in favor aye any opposed so item number 41. is to approve the swimming pool agreement with the town of Apple Valley um you know that is near and dear to me but the question that I have is when the pool shuts down and we have to transport our kids to another pool area or to transport them to um or even to cancel the event um do we lose money by doing so if we've ever done it uh well one great thing with the partnership with the town we've had over the years with the swimming pool is when they do have to do work or close the facility they really work around our athletic schedules and do it when our kids don't need to be in the water they've been a great partner with that pool over the years and uh losing money is has not been an issue in the past any other question I moved there we approve item number 41.
