eating if you are able please stand for the pledge I pledge allegiance to the flag for which it stands one nation under God indivisible with liberty and justice for all thank you all right um moving on if we can have a motion to adopt tonight's agenda as presented I will make English into a doctor's agenda as president all in favor aye item number five is call to the public and I do not believe we have any public comment cards all right thank you the number six is our information and discussion items we're going to start out with our superintendent's report Mr Schultz all right this is our first meeting after the first day of school and I thought it went very very well we had the heavy traffic at territorial which is anticipated we had the Arizona Rangers come out and help us both at Territorial and at Heritage in Del Rio they were a great help moving traffic around and so I want to thank them uh we had Transportation issues which are normal but there seemed to be less and I think part of the reason is that we did not change routes from the end of last year to the beginning this year we did not change any routes we kept from the same people were kind of used to them um we will be making some tweaks um in September but they should not be major things but um we did do that uh we have you know most of our instructional positions are filled which is good we had PE starting at the K-5 schools which is exciting I was over yeah I was over at Del Rio today and I was a little girl comes up to me and says it was a fourth grader I really like PE and I go so what have you been doing well we haven't done anything yet we've just been going over rules but but I didn't go are you gonna start today and she goes yeah we're gonna do something so um the kids are very excited I was um I know at the they were had a portion of the cafeteria blocked off over at um territorial for for that PE teacher so that's a that's is a good thing our two new principals working hard fitting right in and um overall it seems to be smoother than in the past or then the normal so I was very excited and we'll knock on on wood wherever we can um Staffing we currently have one certified staff position open there is another one on the website that at territorial that is um that if we feel great if not it's really for for Visa purposes one of our Filipino teachers we're required to advertise her position um for her visa so um we had a social studies position at the high school and that was opened over the weekend we had a teacher um resign so um we are we are working um to fill that and we've had a few openings that we've been filling so we've been successful there we hope we are successful with our social studies position as well um enrollment there is a sheet attached to this report that has historical enrollments over the last four years in addition to our current enrollment our um I do want to give a big shout out to our registrars and our admin assistants they've been doing a fantastic job in clearing those kiddos that have not been showing up we probably have had less than half of of the no-shows um this year than we have in the past so it just makes cleaner numbers we are down about 20 ADM and that is really accounted for at the middle school the reason being that we had a extremely large class leave at the middle school and a fairly small Class come in and so that really accounts for that change all the other schools right now compared to last year's ADM are at or above where they were last year not a ton but a little bit so that is where we're at again this is very very very early things will change and what tends to happen is the high school our ADM typically stays about the same our high school ADM goes down um and then our K8 um ADM will will increase to keep things the same so that's typical but um early on we are about 20 ADM down um and then uh well any questions so far I've been firing for yes sir uh why would there be no shows these are kids who registered but they're just never they moved or something like that correct correct um in the past a lot of it has been our registrar's catching up on um on records requests because that's really the indicator that somebody that a kid went somewhere else um they've been doing a fantastic job really keeping up on those and so those no shows numbers have come down but you're exactly right it's kids that just haven't really enrolled we haven't gotten records requests they haven't showed up to school we cannot unenroll them until either we make contact with them or the 11th day so after 10 days of no shows we those kids that are not off the rolls come off the rolls however I can tell you well right now we have you know territorial we have two um Del Rio has done a great job and here we have zero you know four at the middle school and 10 at the high school those again numbers are extremely low than in the past so we've been making contact um kids have been showing up things like that any other questions so far construction update um if you look at the bottom part that says completed those are all things that happen though pretty much over the summer um and in our staff has been busy John's been busy with sfob projects Mr Livingston uh Chris has been in part of that Chris's staff has been doing a lot of work um if you you know if you've been to either High School gyms they look fantastic with the new bleachers we have um a new roof on this on this building um we have you know drive by past territorial there's a nice new um fence that's gone up a brick wall and then a nice defense to kind of keep um the water from off the road going into Lake territorial when it rains uh we haven't had had that tested yet let's hope that we do but um so there's been a ton of work going on over the summer we have some stuff going on now that the um some kitchen equipment install um we have still the fire reconstruction it's been over a year on the four classrooms at the high school uh there's the health office floor which I understand is going to be done hopefully at Del Rio next shortly next couple days yeah they're just finishing up um the gym lights we were just talking about at the high school that's a we think that they were blown out when the power pole was hit by a um a vehicle and so they're changing out the lights and rewiring those those should be done hopefully within a week or two um I want to talk a little bit about the gas lines there's cvhs gas lines on there and DRS gas lines you're actually gonna those are on the consent agenda for emergency procurement we um the way that our gas lines are we'll say plumbed at the high school in the Middle School the district is considered the gas company in those cases and they're they're um and we have to have them tested according to Arizona Corporation Commission regulations what's the term for those for that it's uh I can't remember the the term for that gas line when it happens it's there's a term for it well there's a pressure test right but I mean that that the reason why it's there's a deficiency there's a term that's used to define how why we're the um gas company oh well I guess it's the location of the meter yeah anyway there's a oh Master Meter we're not what's called a Master Meter and and because we're on a Master Meter we have to follow the ACC Corporation Commission we do pressure testing well the week before school started the real failed its pressure test we were able to get a contractor in there and replace the gas lines at Del Rio in a week um then they moved over and did the pressure test of high school and we failed at the high school we were they're currently working on replacing the gas lines but we have a portion of the campus enough to operate the campus is still has gas um it's from the just past the brick buildings East is on these meters kind of the new portion of the campus and so there if you've noticed um you might see some construction going on some trenching some big yellow gas lines that we put it in that are new all that um the territorial or the Del Rio job was 300 000 I think and the high school job was 1.3 million dollars all paid for by this school facility um but these are yeah these are things that um we were hoping we knew the high school was going to need work we were hoping to wait until the till the summer um and do it next summer when we had time it didn't work out but we were able to keep operating while they do the work um in the next and I don't know what the time frame is but they're currently working on it as we um on the mostly tonight's weekends and Fridays so um that is yes sir does that mean there was leakage in the in the lines yes I saw pictures of pipe that had holes in it yeah that's scary yeah yeah that's worth the money to get that fixed as soon as possible yes and so um they again it failed the pressure test and because of that that's why we had to go to this section there's also you know this campus has been around well you know the old old schools in the parking lot but you know we're talking 50s so you know there's parts of the campus that are seven years old we had some some gas lines that were not done properly also that will be done properly as part of this project so um the other thing I know uh Mr Tony you emailed me about this the teacher we will be having a tour in ribbon cutting when the time comes um I saw a picture today actually Dr Moody um showed me a picture of they had drywall at the inside they've done some the insulation on the inside and they paved the fire lane going around in the parking lot so that's that's done so we are getting moving forward we are uh with Mrs wolf we're working on identifying um residents and so an email went out to to certified staff on who's interested we are aiming for an October one at a minimum and if we can get people in there earlier fine but we will have some kind of ribbon cutting and ceremony that involves the the contractor the town the district the county this County School's office Who provided the funding for this so we will have something along with a tour that people can go in and kind of take the two-minute tour of what it takes to look at 375 yeah they've been doing I've been impressed with the contractor over there and I've been in there a couple times and it's not shabby work they're doing a really good job and it it's it will be nice and it's surprisingly you know you're not going to fit a family in four of these things but one or two people I think could comfortably live inside you know in these units that's what that's what the idea was so you you all be invited and have um Advanced um uh see that's it on the construction uh a couple of you attended the strategic planning meeting that we had in this room on July 27th um there was a review and discussion of the vision and mission statements and beliefs and values there was also a discussion of a portrait of a graduate what what we want to see in Chino Valley High School student look like academically socially um things like that so um he has a box of like 12 um [Laughter] we had a safety meeting we were going over radios today so that's why that's there um and so we have a uh you know the asba staff hasn't usually to put a summer out um we haven't gotten that yet so I'll share that with you when it comes in I I wasn't in touch with Amy last week and she's working on that right now we have a our last core meeting is scheduled for September 21st from 3 P.M to 4 P.M or 7 P.M in this room so you are all welcome um it is uh we put on the we need we post an agenda we put it on the soft posting as well so if we have more than more than two board members it's okay as long as you don't talk to each other come on uh planning process there is also a governing board training that's being held at the Yucca County Education Service Agency training room on August 28th from 4 pm to 8 P.M if you are interested that care no and she will RSVP with the count to Jenny um or on your behalf so just let her know that you're interested there is a calendar here uh we have the governing board training on September 2nd which is the Saturday of Labor Day weekend we have the 10K 5K and 2 Mile at memory park at seven o'clock that is a fundraiser for our cross-country team so if you're interested um Karen can get you the sign up um or you can watch you can just watch um there's also on that same day the corn dinner from 3 P.M to 7 P.M that's the fundraiser for FFA alumni you can get tickets uh Karen can give you the the uh link to that as well there are online tickets that you can buy um Labor Day is on the fourth our next governing board meeting is on the 11th I will not be here Cindy Daniels will be um running that meeting for me the strategic planning core meeting is on the 21st of September we have an asbk County meeting for those that have been to a county meeting before just you get to hang out with other board members from other districts in the county there's some business that takes place they usually have a program that takes place I have the date but I don't have the location or an agenda yet they usually get that out about a month ahead of time so we should expect that at any time now but that's September 26th usually in the evening like a five to eight or a four to eight or something like that but we'll get that information to you as soon as we have it um we have confirmed our October 4th meeting at the Paulding Community Center that has been set up we have um uh guidance on how to get the code when the time comes and things like that so that has been formalized and our fall break is October 9th through 12th that'll get you through the first quarter okay questions concerns comments for me I'm delaying our uh our time I'm the longest presentation for that sorry about that all right thank you Mr Schultz moving along Mr Livingston Financial reports ending July 31st great thank you madam president of the board Administration staff ladies and gentlemen just a quick look at the month ended July 31st we have until around September 15th or 20th to close all the transactions for the prior year what I call the 23-year end of June 30th we still have Revenue we still have expenditures Crossing we've got one big grant that doesn't end until September 30th of 24 and that started back in March of 2020 that's five fiscal years so revenue and expense goes back and forth so what you have then tonight in the financials is a quick look at just the month of July from the again I'm going to stay in the 23 ledger so you you see 983 000 expended in the m o fund of 122 000 in the capital fund um just a quick update on a couple just three more of those consent agenda items we have a sale of equipment in there we've got that on item D the ones I really wanted to go over was the PM maintenance reporting statement and that's from our facilities department and it just shows that all these items that have a schedule for maintaining have been maintained according to that schedule and the state is really interested in that because to show that we've got facilities and then not maintained so that's a preventive statement and then we have a fire alarm I just wanted to run this by you as well item o uh and we got a little surprise we know that the school facilities board has approved the 46 000 contract to do the study they call it an assessment and the design for the Del Rio fire we have failed fire alarm systems one at HMS from a lightning strike July 4th of 2021.

foreign good evening everyone we're called to order for our work session first up on our work session is Mr Smith and our Blue Ribbon plan thank you madam president members aboard Dr Smith excuse me um field work at Lawrence Central continues on you'll see the new baseball and the two soccer fields there and then in the far back corner is a softball field and these fields will have turf after uh they move from Ln they'll move to LC to start the turf work again just another shot of baseball and the two soccer fields LC pools going along we're hoping uh in the next month they'll start digging Earth for the pool to go in Southeast parking lot done and really working well with parent drop off and pickup Ln continues on you'll see there the soccer field next slide shows you a little bit more of that that field was turned over to the building last week and they got to use it last week as well um baseball is going in getting ready to lay Turf on baseball and the other structures Ln softball will be next after baseball Belzer Middle School auditorium walls are going up I've got uh almost three of the four done some site work improvements around the building black concrete sidewalks the Makerspace and the media center plans were to turn those over to the building this week and we're moving on it to other parts of the building Fall Creek Valley some locker rooms were turned back over to the building and also moving towards the uh Support Services on the left hand side as you come into building renovation as well as Robotics and the Makerspace in Fall Creek Valley lecc is moving forward with side improvements some curving going in they're going to be start working on the new North lot as well as the the West extension and drive through as well as the roof continues on all done okay um do you Mr Smith do you do you like being asked questions that seem like minutia well anyway I'm gonna ask it anyway so the the the softball fields um I you know we I know we just we just redid those about four years ago um what are we are we rebuilding completely or working on fields no we're just doing in the softball fields we did the stadium and around the field and left a Turf in their grass uh what we're doing now is just putting up lights and putting Turf on the infield okay sure we weren't rebuilding the ark or anything nope um and also I noticed the Fall Creek Valley this is minutia the Fall Creek Valley Locker colors used to be the hallways used to be color coded and I see that they're all gray are they still color coded differently or uh some areas the the blue and the green will dictate in some areas uh but there's no updated color-coded it is a nice fresh look yeah no more orange and stuff that doesn't make any sense no okay nice it looks beautiful and yeah Mr Smith I have a question that comes via my carpool every morning what is the giant mound of dirt outside of Fall Creek Valley that's what my kids really want to know right now it's just a staging area they'll be using some of that as topsoil that be going back over uh the soccer field once it's completed the base is in the draining is all in they were wondering because it looked a little too high to be a soccer field so appreciate it thank you yeah staging area for right now that too so the other question is again I know Statewide concrete is being pulled on quite a bit from improvements around our state yay however um concrete for us are we having any issues accessing concrete any delays and anything no we are cut out in front of that so sweet persons early and scheduled early so it still continues on perfect thank you sir I just wanted to express my gratitude for the amazing softball fields at Lawrence North my oldest played softball and it always felt like The Have and Have Nots and to see such an incredible facility being dedicated to our young women who play that sport as well as all the sports for women in this district is truly um fantastic and so I just want to Express gratitude to your team for leading that I know it's taken a lot of individuals to make sure that we have Equitable access Equitable um fields and so forth for our young women and so thank you very much I just had a comment I had the opportunity to tour the Lawrence North Natatorium at one of the recent open houses back to school and the pictures we see up here don't do it justice being out there seeing how huge it was the excitement of the staff to see it all come together was really really inspiring and I just have one more question um this is not actually um the blue part of the Blue Ribbon update it is and it isn't how are we doing with traffic patterns at our schools now that schools we're underway again how are we doing with that uh we constantly monitor that every day we've got a lot of increased car riders at all of our buildings so we've been monitoring that in uh well we've got about four large uh buildings that have a lot of extra car riders so we continue to monitor it clear we don't think the construction has anything to do with the increase in traffic it's just an increase in car riders increasing car riders yes that we're considering doing like in terms of communication to parents to make them aware I saw I saw a note in a couple of the three schools that I get emails from but uh the principals do it Mr Parish works with the buildings and uh they communicate in their newsletters every uh week about uh what's happening and the cautious of and what things not to do so beautiful okay well if if we appreciate that information very much thank you Mr Smith and Mr miles can you give us a little update on our rfps for the furniture be happy to do so thank you madam president Dr Smith members of the board tonight I do bring forth at this time an information item and update to uh an item that was brought forth June 12th which was permission to seek an RFP for our furniture we had four proposals from very qualified and responsive uh bidders which we were pleased with um after conducting or after reviewing the bids we conducted interviews the committee consisting of Dr Smith Mr Roger Smith and myself and later this evening I will be bringing forth to you a recommendation to proceed forth with Business Furniture as the winner of that RFP questions board anybody I guess my question would be how did they compare how did those um uh proposals compare financially and how what was your criteria for choosing absolutely um so the four bids were all all met our requirements as far as being responsive and responsible bids um which was the first criteria then we do look at pricing um all all four subscribe to National pricing agreements State pricing agreements so there are discounts based on those so we look at those take that into consideration we actually have a vendor that we worked work with with currently that uh was one of the four and they've done a great job for us but due to the scope and the size and and the existing uh business that they already have with us right now we felt like it made sense to move on to a new vendor our new vendor that we're proposing tonight also is locally owned and uh here in Indianapolis and also women owned so that also tilted the scales a little bit for us okay well thank you very much that that fits right into our board goals that's that's great as long as well this 100 female board is really excited to hear that indeed um so now we'll move on back to to Mr Smith um uh information the request for purchase of the security updates Madam president members board Dr Smith uh coming to the board to request to bid upgrading of our metal detection system in our district that have been been in place for over six years the technology has advanced and we need to take advantage of these improvements the new technology will allow us to do a hundred percent of all of our students because of the rate that we can pass through it and the sensitivity so it's to our advantage and safety increase to be able to do that not only during the school day but also all of our events right so our request will be to have the board approve that request for an RFP yes any questions board I do have one question what schools are are metal detectors in currently uh we have the two high schools two middle schools McKinsey and here follow-up question are all so all students are required to go through the metal detectors correct not at the present time we do random checks because of the amount of time it takes uh to do it under our current machine so the intent would be with the new machines for all students to have to go through the metal detectors and then where are the metal detectors located in each school because it was brought to my attention by someone that their room is before the metal detectors so I'm just wondering are all students before they enter the building able to pass through the metal detectors so our best entrance so all of our bus riders would come through an entrance and through the machine our uh car riders come through a certain door and they would pass through all machines before they get into any other part of the build perfect thank you Roger says we have two new board members and they may have been to some of our athletic events talk about what we do with major athletic events because we've been leading that for many years in Marion County so go ahead and explain that we were one of the first in Marion County to put these in place and and we continue to do all large major events uh Performing Arts Athletics uh anything that holds large numbers we utilize those safety and security measures as well as our Safety and Security staff follow-up question and I think this is great that we're expanding to the use of all of all of our students will staff also be required to walk through the metal detectors we our plan is all adults and all students coming into our buildings to do that so we want Safety and Security for all and that's also a protection for our staff and and the the second part of my question relates to procedure uh like God willing this is never needed but are we I assume you have proper training in place for those staff members who would then have to respond I'm just asking our Safety and Security uh Personnel do those responses from those machines okay thank you if we want to move it from the bus entrance to the athletic entrance very portable oh yeah oh yeah that's part of our uh specifications they do have to be mobile and they're also water waterproof so we can use them outside inside we can move them wherever we want to one other question is well what fun will these be coming out of in terms of how will this bill be paid I'm working with the CFO good answer good answer the correct answer is it will come out of Roger's budget it will come out of District funds yeah yeah not a Roger Smith we don't want him to retire that's it okay all right um I guess the next item on our agenda is Mr miles and the transfer of funds between education and operation funds can you help us with that thank you madam president Dr Smith members of the board uh you may recall back in June uh I brought forth a request to transfer funds with the understanding that we would I would report back once those transfers have taken place and as a reminder we do this twice a year um once in June and once in December right before the calendar year rolls forward uh and we do have a stat a statutory limitation as to how much uh what percentage of funds that we're able to transfer away from the education fund uh into operations that's 15 and you'll see based on the report that I'm sharing back with you tonight we were well under that at 11 just over 11 11.34 and again we do this to to keep in line with um where our funds have been given to schools historically so a few years ago the state changed how how they distribute our monies so in order for us to be able to track and have a historic reference point and make sure see where we're at up and down versus years past we do this twice a year just to to make sure our books follow what the state wants us to do so am I correct going back in time we had a general fund and it had it had it contained multiple silos correct so now we still think of it as a general fund so we can so you can compare year to year but we have to make sure it's siled properly by the end of the year by June 30th yes correct okay okay great thank you any questions okay we're good uh we will go on to the building Corporation update and that is again Mr miles thank you once again Madam president members of the board Dr Smith um statutorily at this in the state of Indiana the state requires us to have a school building Corporation in place in order to it's it's really a procedural uh step that we put in place uh that allows the school district to borrow money through bonds for construction for remodels uh and the like that Corporation is a separate entity that has its own board and those board members serve at the discretion of this board and we have had a long-standing member of that team that has expressed an interest to step down and in supporting that I bring forward to you tonight as an informational item now and later as an action item we would like to fill that vacancy with Mr Arun morale as a replacement for the school building Corporation any questions board or comments I just had a general question how often does that board meet Mr miles so that board meets um as needed based on the just the when we go out to bond when we're preparing for bonds so they will be meeting again this fall um it's in my in the last year they've met a handful of times thank you just one comment I know Arun quite well as you do and you do he's been a member of the Lawrence Township School Foundation a board on which Wendy and I have served together Amy and I continue to serve um a wonderful human being and a great patron of our school district so for what that's worth as as we as we vote he's never left Lawrence Township products he's still here but I think a critical piece board you have to remember with the housing Corporation is that they're your checks and balance to make sure that you are paying your mortgages and your bills and then once those bills those mortgages have been paid off they sign off and then they return the Deeds back to the school district so they are checking balance So currently Mr miles I believe we have five members this will bring us back up to five back up to five members we can have up to seven and we've been very fortunate to have our patrons for a long time they do it it's a lifetime appointment and then when they're ready to come off of age out we always replace them the Supreme Court of Lawrence Township yeah I do have one um just note uh to point out could you please remind us what our bond rating is as a district because something we're very proud of thank you for asking the question we are a double A Plus rated Bond uh through standard enforce and what does that mean for anybody who maybe is watching and does not know what that means is we have a very very high credit rating so it means we can borrow money cheaper absolutely absolutely I do I just I'm wondering where might one find the minutes for those meetings if they were looking that is a great question um and that is a question I do not have the answer to off the top of my head we do maintain them internally here but as far as the general public um you know wanting to see those or read those um I'm sure we would provide them upon requests obviously but I don't they are not to my knowledge currently on our website uh just readily readily available is that something that we could we can check into it I don't think the school districts have to I'll check into it but I believe the documents that are signed can be purviewed for the public if they need to have them so choose to do them um they don't have like a very long meeting uh they're signing documents related to the projects which are all public for public preview um I don't think we've ever had a meeting that lasted more than half an hour have we met Michael since so it's just the documents that have to be signed and turned over okay okay good board we'll move on then Mr miles permission to add thank you once again Madam president Dr Smith members of the board tonight I follow up with you uh regarding our permission to advertise the budget calendar which is required statutorily and so tonight's piece of that is an introduction of the budget which means basically that we following this the action item tonight uh assuming approval we will share this publicly it will be on our website and we also upload this to the state we are no longer required to publish it in the newspaper we publish it in those other two locations um this will take us through um again the advertised budget and then a public hearing on September the 11th uh followed by an adoption on the 25th of September the budget also includes our bus replacement plan and our capital projects plan so even though we talk about the budget I will remind you throughout the process that we're also approving those down the road as well which is also a requirement for us as a school district in the state um one other reminder that I would like to share with the board and the public in general is that this is our advertised budget this is what we announced to the state and to our taxpayers initially we always have to um unfortunately we have to make this look uh not very positive when you look at it if you were from a business lens uh the expenses are are high and our Revenue looks like we wouldn't want to be there if this is what was approved we have to do that as a as a measure of protecting our cash balance if we try to get too specific with our projected expenses and our revenue and something changes we have an extra expense or there was a something down the road we could risk losing that cash balance so we advertise our tax rates High initially noting that the state will reduce those and also reduce the amount of expenses they're going to allow us to spend so that is as part of the process that we follow here and I welcome in any any comments that you may have at this time Lord please um if you have any comments for Mr miles are you good do you have some comments for him uh okay yeah yeah I do have one one question um what would be an example of things that would fluctuate that would cause us to have to pull money out of the budget overall sure we don't anticipate in advance sure um any first of all we'll go through bargaining of course so we want to get our budget in place or at least started before that so we don't know what where we're going to go salaries are about 80 percent of our of our overall district-wide costs so um something salaries benefits it could be Insurance health insurance or others certainly other insurance we've seen an uptick in that but being able to predict those um from my background being in transportation fuel expenses other expenses those unknowns that certainly could impact our budget um any any and all of those things are from a debt standpoint we know pretty well exactly where we're going to be the state knows where we're going to be we're not going to go out and borrow extra money without you know without being accounted for but it's a lot of those people pieces um utilities other things such as that that maybe um can fluctuate um so so we want to again make sure um that we're protecting that again the cash balance being another one of our gold board goals um so that's that's how kind of how that works uh dust have we ever had to do an do an operating referendum for our school district no board member we do not have an operating referendum which is a good thing one of the few districts that don't have that but Matt I think and he's done a really good job of explaining is keeping it in pretty layman's term board the piece that's really unique about it at this day is is that the majority of money that we receive to run our day-to-day operations in terms of our staff doesn't really come through this process it comes directly from the state of Indiana this project part of the budget really gets into our funds I'm looking over at Roger Smith an example that would tremendously hurt our budget if we were not able to draw funds for our operations that would directly impact our cash balance so those funds come directly from our local tax base and that is what Mr miles is referencing here today and that's what this budget process is all about from our local tax pay not from the state okay and just a point of clarification because I think this gets confused occasionally in the Public's mind the referendum that we did go out for what was the difference between that and an operating referendum that was 100 a capital referendum designated for our high schools as you can see we're building now building Excellence for the future we won that back in 2019 and we're already paying those those bonds back so we thank the public for that okay and none of those funds are used in terms of operation none of those cannot no cannot use any of those for our day-to-day operations specifically for those high school projects I do have one question because I know the state approves a two-year budget and this is a one-year budget and so as we think about what 2025 looks like and I know it's going to be here before we know it is there is we're building this 2024 budget are we thinking about the implications of fewer funds coming from the state in 2025.

and with that statue I want to bring to your attention um where it stays where it says if the population of any board member district is at least five percent above or five percent below the lead population of all board member districts within this school district based upon the most recently published Federal residual census or upon a population of estimates as determined by the county election officer County of the school district the Board of Education of such of such school districts shall change boundaries but through my o profession I am both trained to knowledgeable and have GIS mapping with that I was able to import the Kansas redistricting map from the cintas.gov information and pull out the census blocks with the population in them per hour member District's lines with that as you can see on the page I think it's the second page maybe the third of that you'll see our current population numbers of each and every District only two of them right now are within the five percent and so it's your responsibility to recognize that and to control it and I just wanted to bring that to your attention it's now in your eyes's hands I look forward to your solution to bringing everybody equal you know the population for every member district to have equal room institution on this board um I'm more than willing to work with you guys if you need some help or if you have questions on my data I'm more than happy to send you my numbers my files all of that that you need to back it back it up as you can see I think I came within two of the campus or the census.gov um map I think it says 34.97 was the total population for usd-12 according to the uh gov and I think I got like 34.95 or something like that I got really close so um I'm pretty confident in my numbers I know that it can be accomplished to bring them all within five percent I've done it but I want to let you guys do it see what you think basically equal out by the population the district boundaries if you have any questions I'd be more than happy to answer them but as of right now that's all that's all I have for you I look forward to your solution typically you would try to redistrict or see what the status is with the election going on might not make a lot of sense because you start over again very shortly after that it would have passed for as always so it probably won't happen this so if you could give us time to you know look at it and make sure it's right yeah Dawn Simpson thank you roast me now the election is over I hope to read and pray that we truly become a true Unified School District we're just going to take the work of all students and the staff and us adults here in room to make sure that that happens so that's what we need to be working for is a pure Unified School District thank you thank you guys for speaking now Hall of Fame committee last year look like Taylor Chad is here complete two members for that thing and that's District of life yeah I'd be willing to do it again unless anybody else wants to you want it Brad get the notification out to the staff because they're the ones most of the time so we have a foreign yeah so say yeah unless anybody else want to know it was true view I mean it's not a big deal okay then the virtual handbook this has been Purina worked on this to make sure that we're sure we both graduation Alliance and the Lakeside Learning Center so it's common so people can see requirements and also communicate better with some of our students that are working on their high school diploma that are over the age of 19 say no when they graduate with their diploma and things like that we graduate people every month we'll probably graduate very large number in September graduation Alliance you graduated 800 students so far over 800 students of graduation Alliance and those are all students that are over the age of 19.

finally it's operable but it's not without its little bugs there's still sections that you can't trust I guess you could say but two years and a month later it's installed and that was through the trust our insurance repaired it but now the facilities board sees it as the deficiency of Del Rio school so they spent 46 000 to get a design in place then we went out and selected contractors and the contractor we're bringing to you was quite a bit lower than the other two but we did a lot of backgrounding and bedding and the person that's done work at the district and we think it'll be a good mix the school facilities board will save over a hundred thousand dollars compared to some of the other prices but then again they're from down in Maricopa County these two other contractors and they had significant costs so if you want any more information on that it's on the consent agenda we feel confident that this Surefire systems will do a good job with that right there then we have the local support for the system as well and moving on at the end of the the cash just to kind of illustrate where our cache is if you look at my cash balances right before item 9b2 you see 7.2 million on that page overall cash 7 million 214 000 then you look up the street there at fund 691 you see another 691 thousand dollars of cash in that fund that is the school facilities board fund uh we're paying about a million dollars a month to different contractors for all these school facilities per project so that cash we know won't be there at the end of the fiscal year it will be paid when it's booked in and we haven't read it out yet we only write checks every Wednesday so the cash is definitely a little overstated it will go down to like six and a half million but we still have money going both ways for last year and that's my quick uh summary of where we're at with the July expenses that's the only month we had with a brand new year any any questions on questions all right thank you would you like to continue with Student Activity fund report please certainly this is a really nice report this month uh we started the month with 145 000 we had no activity no revenue or expense changing hands and the secure and it's in the bank and great first of the year that's wonderful thank you consent agenda there's a couple of items that Mr Livingston talked about already um agenda I will make a motion to approve tonight's consent agenda and the second please thank you all in favor aye and now and now item 8A an IEP coordinator job change Caldwell hi well I appreciate being here and having the opportunity to speak with you today for the very first time so um so we just had some ships be originally this posting was posted in April before I started and it was to get a special education coordinator we submitted um approval from you towards the end of May to revamp the job description because we weren't getting any bites so we change it to an IEP coordinator trainer we were still struggling to find Qualified applicants we wanted a certify a teacher who knew about IEP compliance and it just was not we weren't getting any bites so um we kind of had to get creative and in DLT I shared the problem with the team and we kind of problem solved and decided to change the position more to a 12-month job and kind of have a classified person overseeing it so instead of a 10-month certified it's now a 12-month um pending your approval course in hopes that we could have one person that's managing paperwork district-wide it really creates a lot of some of our needs have changed in terms of looking at our Medicaid needs and working with John Livingston and so we have one set of eyes and so the the shift has happened in having a year-round person and everything on all paperwork is required so we no longer feel that we need a certified person first colorful I've got a real quick one yeah I did read the read the job description and I know we're going from a certified to a classified from a practical standpoint what is the difference of the training experience between that you know certified versus classified in the same position right who had program experience teaching directly in the classroom we weren't able to find a qualified candidate after being posted for many months so what we're doing is we're taking a person who is a very quick learner and who's more focused on admin assistant kind of work like paperwork and training her on IEP compliance so she has all these materials and resources and she's learning and what's nice about that is she's coming in and she's learning exactly how we need to write IEPs so that they're in compliance not only for the state but for our Medicaid billing and she's looking at 578 IEPs how many we have to date that that are and she's cohesively making sure that every document lines up with the needs that we're looking at for both Medicaid and for the Department of Ed it's just nice that other position was really knowledgeable about program but we don't necessarily need that anymore because the money that we're saving on this role now being a classified 12 month is actually going to be going to stipends for Teacher leaders who are providing that mentorship piece so I think we're going to talk about that today um and so that is going to really help to meet that criteria so it's just it's a different knowledge base but it's a it's come out to be a different need I hope that answers the question to me because we talked about this last month too and to me I guess the difference is you really need somebody who can do the day-to-day IEPs for every every kid in the program more than the higher professional administrative skills that the classified certified group would have is it a reasonable description of where you're going that is a reasonable description yeah we need continuity with our paperwork and it's nice having one person who is managing all of it district-wide the previous person who was in this role last year had too many have and this way we just are gonna streamline thank you ladies any questions or comments no I just can't believe there's that many children would like I know I thought the same thing that's a lot that's a lot for one person to keep up with who hello I might come to you later asking for more things so we already have a person do and she's already doing a great hit the ground running because um we have so many transfer students coming in which is why that kind of influxes it's happening so she is just she has learned she has all the tools in her toolbox to respond to teachers she's not writing IEPs but she's reading and correcting them and making sure they're in compliance clients and she's doing a great job already we already got some wonderful feedback from teachers saying wow are you going to be looking at all of them this closely and we said yes because we need to be in compliance for like I mentioned the Medicaid portion and the Arizona Department of Education portion and those two factors need to be weighed in for every single document and one of our mentors is here oh yes one of our mentors is here so that's like a whole other exciting thing but I don't know the rules because this is my first board meeting I think it'll come up later all right thank you thank you amazing that's wonderful thank you um see no more discussion if we can have emotion I'll make the motion for the approval of IEP coordinator job change and a second thank you Peter all in favor aye item 8B Personnel report miss school board Madam chair of board members I have I hope you thought our supplements and we have tuna certified staff members for a new classified five resignations um 10 classified changes 24 extra duties stipends and and four of them are for the mentor stipends for the special education teachers we have so many staff meeting staff members and Daryl is one of them High School one termination one retirement a new golf coach and 76 times welcome back to school yes all right any questions on tonight's Report with supplement nope I've seen none I will entertain a motion for approval of tonight's I will make the motion of the approval of the personal Report with the supplement item nine a consideration and possible action to open a member as the district delegate to the Arizona School Board Association delegate assembly September 9th Mr shawl so this is the delegate assembly which takes place this Saturday after the law conference and this is where I know that Annie you've been there I think Mike have you done it before has anyone else done it this okay maybe you can describe best what takes place um it's it's say Converse I don't say a conversation it's it is okay I would just say it's a conversation of the wording um the way that someone are written right well yeah it's basically and you're you know the next that you're gonna approve the draft political agenda and I think it's basically a negotiation on developing the language and that drafted or taking that draft agenda and making it formalized is that for it to say yeah it's a delicate assembly it takes uh whereby uh several motions will be made and the body the entire body votes on it and essentially it's the political agenda each governing board has the option to send a delegate if you don't send somebody you don't have any voice um you don't have to there's been many years where we haven't sent anybody and so it's just this is something that the the board has to if someone's interested in going and being that delegate the the board has to make that selection and um if not that's okay and if if so Karen can make some some uh reservations um but that's really up to you guys September 9th correct so it's the day after the law conference so the law conference I think goes Wednesday Thursday Friday and this is on that Saturday in the same location would anyone like to be the delegate well I'm going to be down there already I'm going to go to the and do you have plans I mean are you able to stay that that next day do you either are you interested you they don't want to hear from me because you know my opinions on that uh annual exercise well if I if you give me a room I can I'll just so if I can get you a room you will go if I can't you're back up yeah all right so this would be an action item I don't want to go down there yeah that's that's practices it actually it should be yeah um make a motion decide if the board for the approval right that the board wants to delegate and we approved Marsha to be the Delegate for Chino Valley governing board all right the second please thank you thank you Peter all in favor aye okay now let's talk about the asba draft 2024 political agenda so a while back you saw you saw the um draft there has been some changes there's a Redline version in your uh book that talks about some things um you know they took out uh Arizona's teacher Academy efforts it's an increasing pipeline of certified teachers they took some info or some language out about school Finance formula they added some about base funding uh they talk about sfb and number seven they uh talk about adequate funding levels for Rural and remote areas give to students in early intervention programs which would be preschool like Universal preschool that kind of thing um add C Ted's and number 11.

yeah absolutely it's a great question um certainly we think about it a lot um the way the mechanism works for preparing this budget the state looks at spending the rest of this calendar year so taking us through 12 31 of 23 and then the 24 calendar year so they're 18 months in advance is what we're required to do internally certainly we are looking at those uh those things and that's something we you know we certainly we know we know what the future looks like is this budget really specifically for advertising our tax rate it is so it's it's it's not so much the monies we'll get for our education funds no it's it is yes it is our tax rate for those correct portions that are funded and so that won't change much from year to year correct our general fund will change but it but our tax rate um is more stable in how how in the control we have over that so that's right I guess I'll I'll answer that um by sharing um one of the factors that drives our tax rate um so we you know we were we were advertise our budget saying hey we need x amount of dollars um therefore the tax rates are X Y and Z across our funds um Dr Smith we touched on um our Capital referendum project as our as our the property values throughout the community raise we're able to raise more dollars at a lower tax rate um just the the math of it um so that's one thing that we watch every year last year um there was a significant increase in assessed value which kind of made some ripples across the state on on tax rates and and you know homeowners and that led to State Legislative action um this year we don't we we're not seeing those astronomical increases in net AV um but though we did we're still doing we will we have an X any increase this year a little over four percent in assessed value so that plays in um as part of the math as well if that helps to answer your question that's good and I I was always told that the story is more visible to board members on form 4B in the middle it just is a little easier to read that is basically your executive summary yeah yeah and I'm looking at them and they are all a little different the bottom line is all a little different I have I have several form Four B's and the bottom line is always a little different let's so what is the change there I don't have time to yeah there's one uh uh a 16 line statement that sort of summarizes those Four B's it's an Excel sheet um and basically you have you should have a different um 4B for the different funds so you'll see education fund at service pension bond fund referendum operations in our rainy day so each one of those uh buckets each one of those funds has its own 4B and it takes um their small print I'll say that okay oh look for that well thank you so much I I do I do appreciate your work on this you're welcome and um I will be by again to for you to explain the um the impact of the of the tax cap absolutely because you you always you explain it to me every year and I understand it in that moment so I'll be by again absolutely Lord we'll keep it very simple the question will come from the property tax owners of Lawrence Township are you raising their tax rates and Mr miles how would you advise board members how does this budget reflect that absolutely that's that's that is the question that is the question in the bottom line so again we advertise hi worst case scenario noting that the state's going to come back and say that is not what we're going to give you um last year's tax rate uh was a dollar seven and some change per 100 of assessed value I'm going to read what we've proposed and advertised here um it's a dollar fifty one and some change noting that is not what they're going to approve we do anticipate to be at or below where we were last year when it's all said and done so that's the bottom line answer that's the bottom line that's the bottom line that's it all right thank you so much that's right so we'll go on Mrs Miss Johnson um the teacher appreciation Grant policy good evening Madam president Dr Smith and board members tonight we bring you information about our teacher appreciation Grant um the policy has been updated in basically that the date has changed that we annually submit this to the Doe by September 15th and the teacher appreciation Grant policy allows teachers who have the rating from the previous year of effective or highly effective to receive those funds by December of that current year and so this has been is being brought to you tonight and we are we're asking to re-adopt without any changes to the policy did did I note in our in our policies coming forward that we will be offering part we have the opportunity to offer 10 of those teacher grants to First teachers in their first two years yes that was a proposal however a part of our collective bargaining agreement we already have stipends for our teachers to receive that ten percent okay okay so that's that teacher mentors the teacher mentors teacher Mentor we already have that in place okay for for first and second year teachers yes okay all right thank you any questions boy any other questions okay yeah please what is the amount that most teachers receive for the tag Grant each year it's roughly the same there is a percentage difference between the highly effective and the effect of I don't have we haven't gotten that dollar amount yet miss Dunn um Matthew Carl I think we get a october-ish that we find out the amount the policy approves allows for us to make that delineation with that amount so once we get that from the Department of Ed uh we make that adjustment based on the policy so the amount we don't know yet do you have an average of What last year oh I want to say roughly 600 for highly effective okay and I apologize board remember we did we didn't know but we can look it up Matt and we'll put it in my we'll put it in my notes just so you'll know and of course that's determined and then we divide it up based on the total number of teachers we have and the delineation from the policy for highly effective and effective so the public can understand that well I can tell you um that teachers if it needs to be substantial right when we are making sure that we are compensating them for that phenomenal work that they're doing right so and that comes through a state Grant that's not from any local dollars that we receive as a school corporation the state divides that money up and gives to the separate School Corporation annually so we'll get that directly from the state okay thank you and that does not include this the additional stipends we've been able to give over the years absolutely all right okay then oh yeah yikes we move on to this first reading of Neola policies Mr harshberger and Miss Dunn see that I was so excited I got to lecture early Madam president members board Dr Smith they bring to you tonight for information you know a special July 2023 policy revision packet I bring this forward tonight for information and for first reading any questions on that first reading board do I do them all to us just kidding did you bring your family Story Hour Mr harshberger that's too much it's more than an hour yeah so this is a lot um so thank you guys for your work on this committee uh I had one that I wanted to ask a question on specifically it's uh 2510 be the collection of books um and again this comes from I know on our website we have are offering this year The Accidental damage protection for student-issued devices does that tie into that cost that could be incurred if a student damaged their Chromebook um The Accidental damage protection that we're offering now because if I read the policy correctly if there is a damage of over five dollars I believe um then the student may be and their family are liable to cover the cost I I would tell you I'm not exactly fluent on how much that is okay that you're asking but in in terms of the policy it's it's around the fees for significantly damage okay so I'd have to get that number for you okay no that's fine I was just thinking of it from a apparent lens I know at the school level and at the district level two on our website that they have been talking about you know we don't have curriculum fees this year however it would be a wise choice to invest 25 in this accidental damage protection plan and as a parent of teenagers you know I would like to get into that or um you know sign up for that and I believe it's through okay so it's an insurance policy okay so I just wanted to make sure that was if I was reading it correct that was tied into that policy yes okay thank you that might be cheaper than a dozen bubble wrap rolls yes so yeah yeah so just for clarification you're asking if the policy for technology covers textbooks that are damaged well um to further I guess dive into it sorry I believe it's part of the curriculum fee is for the technology piece correct so I believe so but I need to double check okay yeah so so physical like books that wouldn't the 25 that we're talking yeah that's only for the Chromebooks and the um iPads yeah but not the physical books yeah I just wanted to verify if that offering that we're doing is in lieu of the replacement cost families could incur no no no no no no okay we can't charge it that has its own repair yeah I know it's it's by uh Choice it's by choice yeah yes you have to leave it that way okay okay yes so are you are you I'm just trying to clarify because you and I have been working yes so do you think that we need to add language in the policy pertaining to the insurance that families opt into I don't know yeah you do let us research that yeah yeah because then that would become a fee yeah yes and as you notice the fees are disappearing right yeah yeah so that's by parent choice right you're not about insurance it's an option it's option right but I'm but I guess what I'm saying I guess I'm confused about the question yes yeah and I apologize I because we're reading from so many different lenses and then like you I get like three parent Square messages so um I was told and I do believe this is very valuable to look into The Accidental damage protection plan I read that first as a parent then I was reading through all the policies and I saw this in the wording I believe in the green about you know if um there is a damage over five dollars the family may be liable for the costs so I guess in a roundabout way this is my own personal understanding and advertisement for getting you can't you you it's it's it's an elective it's elective but this is my advertisement for purchasing The Accidental damage protection plan for the device for the devices or the devices yes yeah and I apologize I didn't mean to make it more confusing I just we're reading all of this and then we're also getting the information which the district did a great job of advertising but after reading this from the boardlands I realized personally as a parent it will be beneficial if you can afford it you don't have to but to purchase the protection plan it's insurance yes sir insurance if I understand it because I don't have kids in that District right now so if I understand it right we cannot charge a parent for books computers Hardware software digital content we cannot charge parents for that we give them the devices we give the kids the devices Etc but the parents can be liable for damage to the hardware yes correct so so that to protect themselves from that which they cost which they may incur they can choose this 25 policy correct yes 25 or 30 oh it is it is 25.

the state of Kansas working on their high school diploma does anybody have any questions regarding the handbook Ed since presented not I would entertain a motion to approve the personal handbook for the 23-24 school year as presented motion by Josh second second dialysis all those in favor say aye aye any opposed same sign motion passes 7-0 okay every day review of the possibility of a trap team provided some more information just from an area team Mr Holmes have collected that kind of need a direction we had information earlier on this brought up and provided some information from the state from other schools and other organizations New England just needed Direction this board I'll go to proceed at this time if you have any questions and discussion I do remember we have a lot of interest or that would be one thing if we're directed to research it see what really get the real facts for our district we will do that we get the interest come up with a cost things you have to think about is you can't transport them in school vehicles uh so and what's the the time span of the Season yeah that's on that website yeah yeah and one thing also that people that I've talked to you have to have a place to shoot you can't just go out and deal with the blinger run and shoot if you have to have a regular shooting trap shooting area safety qualifications for the trap shooting area on that website requirements probably because they'll have different stations and things like that that to answer your one of your questions because what's 6 to 12th grade they're not a limited number of kids that you can take everybody you you shoot you have to shoot I think once a week or twice a week and it puts your scores in electronically and then at the statement they put you with your you're either a novice or a beginner or a job or an expert so you may have seventh graders in the Pittsburgh division thank you fundraisers I know there's a lot of ammunitions companies and stuff that will donate that's what happened at the accounts aware of my nephews to it's all donated yeah it's quite a few I know because my I I was glad that I got brought up my boys were interested in it yeah but uh I didn't know you know Council Grove besides the school we can't have anything to have they're a little bigger I want to say they had around 20.

which is important to our district but um other big things oppose legislative efforts to ban educational materials that provide an inclusive and historically accurate well-rounded education um oppose regulations policies restrictions that overburden or unreasonably penalized Educators and support staff as they educate and care for students I can tell you that the administrivia that um we as a district have to do is enormous and whatever we can do to reduce that would be a huge help see what else we have in here um there's a talk about receiving Recovery Room properly received or expended public funds by Charter and private school organizations uh talks about monetizing modernizing broadband which is important to our district because there's a good chunk of our county that does not have broadband service right now uh formula adjustments including transportation there's talk about um some school and safety um stuff and then some federal advocacy as well on the last page that's in addition to what you've already seen um prior to this and there's some this basically I think took last year's and updated and modified okay any discussion on any of the red line items and we've talked about a lot of this and we've put fourth hour thoughts on what we wanted to see if that kind of incorporate some of them some of them did you want my speech or not yes and I will keep quiet yes of course I've said it every year for 10 years let me do it again go for it okay it's your time I've been giving you a plate here 90 seconds okay so in all seriousness I still think they make a mistake having too many items on because you lose your message if you got 20 or 30 things my recommendation would be very simple Roman number one item one two and three are perfectly good things that should be the focus for this year everything else will come in due time if we can get one two and three taken care of in the speech all right is that your motion do you want to just approve items one two and three uh with Roman numeral Roman numeral one one two and three sure I'll make a motion now I mean because you know what nothing says we have to approve the entire document they're not they're not gonna hear us regardless yeah no I I understand it may be making maybe that's an interesting well I don't think the rest of the board May sometimes they do just ask a question and this is really going to go to Karen when you go online what are your options on what you do online is it all or nothing it's All or Nothing she's the one that has to either say approve or just or not approved give it a shot then I will withdraw my motion because I'm not going to make a motion to disapprove the agenda all right well I'll go ahead and make the motion to approve the asba draft 2024 political agenda a second please oh second thank you all in favor I mean there are there's definitely good and much so well they're all good yeah yeah it's just a strategy I think is mistake but that's I say that every year item 9C increase and pay to participate for sports Mr Dunn thank you very much for having me here today um I've been here for 10 years coaching Sports and we have not had an increase in fees since I've been here with technology increasing um we've got new programs impact testing for monitoring concussions because this is prominent right now um and we have a final form system to maintain that data to get back to the parents and all that so that they know exactly what's happening as soon as we treat them I'm looking to increase the fee by 15 per sport so the first B was first sport 150 so now it's going up to 165.

all right you know um it's it's not too late to opt into that no yeah and it's and it's never too late to um to to remind our dear friends at the general assembly that um the amount of money given per student to schools do not actually cover this cost and uh the cost of of giving these um I think we're about a hundred dollars shy per student if I'm if I'm not Incorrect and over about 16 000 student sets 1.6 million dollars shy that your district is paying to make sure that you do not the parents do not have to pay for these I I think it's right I don't think parents should have to pay for textbooks for Hardware Etc I don't think they should have to pay for that this is a public school after all um but we we still need to see if we can have that conversation and make sure that since the policy comes from the state that the state funds this fully okay um sidebar two is that if you damage your device that the insurance has to be purchased beforehand so just a note there too yeah that's good to know throw that out there utilize that insurance anywho um the policy 6152 um we know that we're no longer a text textbook fees and so forth and her curricular materials parents are not having to um pay for that that fees are not being assessed but where is the funding for that coming from because yes it is great that the parents don't have to pay that but there is where does the funding for that come on our end as a school district Mr miles where are we filling in that please help them out sleep this pocket um rephrase that for me oh you know I'm a processor where's the money coming from so yeah we are somewhat still working through that as far as going forward we are funded uh for the current school year Well I up until this current school year um but we are looking at some options that we will bring forth to to the board at a future board meeting um in the future but her question is where do those fees where will they come from and I think it was equally explained here for Madam president that we will get a pupil dollar amount correct from the state of Indiana okay but how do we make up that Gap we're working on that right for future purposes we're having to figure out in order for us to continue to do what we do where we're going to find those additional dollars that's where your superintendent and CFO are going to roll up their sleeves to do some good work am I going into the weeds you know sometimes yeah you are in the weeds but that's okay so the state has an offer no no no okay let me go out the weeds and that that train has that train is left uh 161.

I mean those are the ones getting on kids do want to do it get a number nobody's interesting if the board would like for us to come up with better numbers just for us at least for really pursuity at USD 112 we would come up with interest places costs liability insurance try to come up with an overview before the board at the one at the council room though I don't know if it's actually through the school or if they just use the school they're not run through the school yeah okay the board has to approve the use of the name and the logo of the returns from school yeah it's just a club yeah and after that move forward with Gathering a little more information yeah okay number 11 the Wilson HVAC repair just a quick review we 've been fighting HVAC up there for for a while I do believe that there's been some electricity issues and Wilson uh Power Services going off uh it was shut off again today but we knew we shut everything down before they shut it off and then we turned it back on so they still support them so right now there's two circuits up there four compressors and a coil on each circle one circuit is not functioning due to the hole of the coil you may be getting that fixed but right now the circuit that runs had been running with two out of the four compressors they got a third one running but the freon does not circulate correctly because of the two valves do not release that okay so I have a proposal when we place the two valves so that we can run all four compressors on that one circuit that is in here a nice little train I hopefully you can do it as soon as possible the bowels are easy to get they think they can just go get them if it's approving they'll get them it's just in the tank and they had a really good technician the last time up here this makes a difference I'll let you check I get up to work on stuff is that who we've been having yeah it no longer works for them that we've had uh last couple of times and so real pleased with the one at this life because to be honest with you yeah we work between two companies the control company and the company that owns the equipment and they always dispute it where the problem is but we do need to try to probably get this going at a better rate because you know we're still in August we're still against 100 degree days coming up and it's been working as good as it has the last two weeks after you've got the third compressor up and running so so and I know you might not even know this because of the timing of it and everything has that valve been broke ever since we got his Wheatus to adjust the freon so those valves open and shuttle that Freon movement in the system and those valves though so the freon does not move from cold apart I can't tell you yeah how long they haven't been punched the new tech Nation figured that out what's that it's a new technician figure that out the other ones the other one I had really wasn't good I just he really was you know he'd tell me one thing you could never get anything going this he working on the third one going as is but he also seen his files and to do this he has to capture all the freon fix a valves put the thrill back in and add anything so that's one reason it's a little bit expensive because they do have to capture that Freon and probably add three off back but if they can get it to run correctly it should be okay then we'll look at the next step to get the coil on the other circuit fixed because we could see it now in the coil because it gets oily so we know where that oil there's no guarantees on this coil spoils and some kind of again just a little bit nobody guarantees it'll work when they fix a coil level like they'll fix it and we hope it'll last for a while the cost of coil is very expensive to replace it as well at the age of the systems have to make a difference there's some Aids on the systems up there but we do have four new compressors if nothing else we should be able to put a circuit together before your compressors if we decide to do that so I'm going to entertain a motion to approve the quote from Train for the Wilson HVAC repairs the motion my Chad thinking about Josh any further questions or comments hearing none all those in favor say aye aye any imposed same sign motion passes seven zero Mr President I may work going an executive session to discuss teacher negotiations for the purpose of discussing the negotiation offers and to protect the district right to confidentiality of its negotiation positions negotiating matters and public interest under the exception for employee employer employee negotiations under Koma and that we return to open session in this room at still 15.

second fee was a hundred going up to 115 last week for third sport was 75. we'd like to now make it 70 uh make it 90 increase of 15 dollars per and we're gonna cap the family fee at 600 because these families will hit that fee early and that's the the family cap currently correct uh the family cap currently is 500. oh okay Curry the family cap is currently 500. I'm going to be completely honest I don't like this I don't like this because I'm a single mom who I guarantee I have other people I have a daughter that plays three Sports which I'm looking at 370 dollars plus I'm looking at the food that it cost to get my daughter when she goes to games the gas that it takes me to come in and out of practices I I don't know how people can afford tip for their children to play sports so those were actually a couple of comments I was going to make too there's alternatives for children we don't turn anyone away for not being able to exactly there are methods that we can do to decrease offset we can work with the district there are ways of doing this okay payment plans what have you and maybe Cindy can talk a little bit about the foundation's work with that [Music] he brings recommendations to the board for students students that could use assistance with things like um appropriate Footwear for their sport assistance with pay-to-play um each at the beginning of each Sports season our family resource specialist Lori Marley emails Christine Reese Evans our athletic secretary and says give me a list of all the kids who are you know either going out for the sport or on the team or whatever made the cut and then Lori calls the list for students who are homeless and so the students who are homeless we pay the pay to play from donations the from donations that come in for our homeless program and also the foundation also pays for like we pay for cheer uniforms for kids who are homeless and things like that so um we have a lot in addition to that the foundation provides several hundred dollars in gift cards to coaches for restaurants so when kids are on the road for away games the coach has cards to buy meals for students who couldn't afford meals so Foundation donations for student support and or homeless students we also pick up lots of direct fees associated with pay to play but also all the other sort of hidden expenses that go with having a kid participate in athletics or dad trips do you does the foundation go by an income based type yes so the foundation is a qco which is a qualifying charitable organization Arizona which allows us to be you know like when you make a tax credit donation to a school you actually can give in addition to what you give to a school you can give to a qco and and it's double the donation that you can give to a school so you can go to a school you can double it for a qco and then so because of that a minimum of 51 of what the foundation spends its money on has to be for children of poverty and since we maintain records in the school district for free reduced lunch and things like that we have easy access to making sure that we're maintaining that and just as an FYI the weekend mailbags project which is starting this Thursday accounts for probably 65 to 70 percent of the foundation's spending and those are all students who have been vetted as being fined from a financially needy family and so it we easily need it so if there are kids who are sort of on that do they don't they we have lots and lots of wiggle room to be able to provide for students for athletics and other extra extracurricular things they may be doing I have a question I think you answered this but when was awesome that they didn't it's my 10th year and I remember these this monies goes to help the teams buy equipment and we know the equipment has gone up substantially help the teams themselves and offset some of their technology I'm going to use you as an example Annie just because you know she plays Jordan plays three Sports so you're talking 45 or a child like that for the whole year 45 extra this is 15 per sport right I did math was not my strong point but so I'm just saying that for the the families that may be watching on YouTube we're not asking for hundreds and hundreds of dollars extra dollar per sport just to offset some of the technology and Equipment costs absolutely and I have the exact same concerns there I I just when I look at the numbers and you know when you cut into perspective you know what I mean but I just for I would hate to see some people not be able to and not know about the programs that we have available either you know if they come to our meetings for each sport we tell them Point Blank there is assistance out there please speak to us you can't help people unless they speak right and something I had um asked Mr Shull to look at is making sure that the coaches have all the I know the coaches have that information but a lot of our families do not go to the beginning meetings or the parents do not and so I think that message gets lost somewhere yeah [Music] and I also uh uh Cindy you talked about how sometimes the coaches Step Up and exactly and you know you get coaches that will out of their own pocket um pay for pay to participate for kids um and not just you know it's not a particular kid it's it happens multiple times and so these coaches are really looking out for their athletes as well hard to try to concave with the athletic department but we don't want the coaches spending their own money yeah right YouTube how about you guys summons concerns I like both sides right now a little sympathetic to Annie's concerns the the case doesn't seem compelling Mr Dunn I have to admit um I there's talk that coaches put in their money but I want to know how much is that true and is that really happening and when you're saying offset the costs I don't know that the costs are increasing I that's um is this look you've coached basketball for us basketball use cost 65 now they're 135 for a practice ball and upwards of 180 for a game ball and you know you go through multiple basketballs there um me as a softball coach a dozen softballs when I started were 65 dollars a dozen now they're 135 if not more for practice balls and then game balls exceed that that used to cost a hundred dollars and now they're 500.

51 I apologize for per pupil we spend on average 250 dollars yeah so we will work very closely with our legislators we will meet with our local legislators we will have conversation going forward we are locked in in the meantime we have to find a way in order for us to continue to do the great things we do in Lawrence Township I see Mr noder over there in the curriculum division for them to be Innovative and get books and materials and curricular resources for our teachers and students we will have to find a way that's the bottom line okay and we will and just as a point of clarification we've approved new curriculum you've had these wonderful curriculum studies and we've approved those over the last couple months this will not affect that we will have our the curriculum we need our children in Lawrence Township our students will have every piece of curriculum we think they need they won't be shorted curriculum because of the shortage of money right that's correct Mr noder we purchase new curriculum before the state legislature approved this what did we approve this year so it's in place you approved a K-12 math adoption you also um as Mr Miles said we budget a year ahead yes and so we were good through this year this coming year we have smaller program reviews and so it is going to be a little easier on the budget this year just because we have when you do math for the whole District that's a big one but this year is smaller yeah I didn't want to put anything fearful out there so thank you for clarifying that we have all that we need just thank you okay and that's one of the policies let's go to the next 20.

a glove with forty dollars and now they're 200 and when the kids don't have it I personally buy gloves for these kids and I can bring in kids that I've done this for and so we're not turning kids away we're just trying to offset some of these costs that the coach and you I'm just speaking because I feel like I'm a voice up here okay um how for instance how many volleyball players tried out for volleyball I want to say there was three teams that tried out so 36 kids 36 kids and nobody was cut this year unfortunately I don't have that information right in front of me I'm going to tell you that I don't think anybody was cutting kids but they're also trying to build programs and 950 just in volleyball that's pay to play their first sport that's not all going all I'm asking for is a 15 increase that increased to offset the technology costs they were going to get that anyway for the pay to play are we still lower than we are at the same point as our neighboring schools without the increase I do believe we're still comparable to Bradshaw Prescott and I guess I can say another personal and to answer your question like um as a coach's wife I know in the past five years there's been at least three players that he's admitted to paying the pay to participate in countless meals countless oh I know the coaches do put in their own money and I do know that we live in a society right now but everything is so expensive like you know I just my only concern is for one people not being aware of the programs that we have available into somebody not speaking up to come get help it's about you know another thing and that's why a list is sent as soon as the teams are chosen coaches are supposed to send a team list to Lori Marley so that we can cross-reference and contact those um just the connection I guess really my question is that is um are we doing without I'm not hearing that we're doing without the thing is we just got a new trainer athletic trainer and she's implementing new procedures out there like we just had a 165 kids in the cafeteria taking an impact testing online so we can get Baseline concussion tests for all these kids and that's why I was a little bit late getting over here how much did they cost per student I believe it's 595 per but we have the Buy in a block a certificate it's between 0 and 50 51 to 100 you know the cost drops down as we go um so we we have to look into it this is our first year with it so you know it's going to have its Growing Pains but it's gonna make things a lot easier especially say your child gets hurt we have that Baseline testing we can see immediately give them an iPad they can be tested right then and there so it's immediate feedback for an injury we're not able to pay for this is that what you're saying well we're we're paying for it yes but and so there's just the cost that goes along with it and we're trying to offset some of that cost because if I take the money out of the hundred and fifty dollars that first paid to play those teams are not going to get the full funds because I'm taking that fifteen dollars out of there so the team would only get 135 instead of 150.

I do have one uh question it's just a point of clarification because I think this gets confused in the mind of the public there is quite a bit of discussion of curriculum on this um Mr noder I wonder if you could explain to members of the public how we are beholden to state law as a board and do not create our own curriculum on behalf of our students one of the the most important jobs of the board is to approve curriculum that curriculum must be developed based on the Indiana State Standards I'm sorry I misspoke but yeah thank you for thank you and so you do approve it uh but we work with vendors that are aligned to Indiana State Standards and so we have very robust curricular review processes that include our members of the community as well as our teachers and administrators who then make those recommendations that that come before you but um all based on Indiana State Standards great question great great comment um okay so board members um you know it's the first reading and we have a chance to review those again if we if we missed a semicolon or or a whole sentence we have a chance to review those again before we approve those policies and thank you so much Miss Dunn and Mr harsh can I can I just say please one thing Dr Hershberger just want to express again my gratitude to you you always do an absolutely fantastic job of getting the materials and I do want to just name that some of these policies that we do have in front of us may be contradictory to how we feel about certain things especially um the name changes that we have um that are in place as well as our library books some other things and just I applaud Lawrence Township for always just ensuring that we are enacting policies but at the same time making sure and Dr Smith want to Express gratitude to you I saw the wonderful PowerPoint that you shared with school leaders making sure that we're sharing this getting in front of folks and keeping people first and so just want to Express gratitude for the the work that you are doing with things that sometimes are beyond our control laws every day yes every day wasn't there an oath or something that we took to do that I think yeah yeah you did indeed thank you so much Madam president I did have a question it's I I don't want to be off the action or off the item but it ties into curriculum not necessarily the policy per se but I wanted to bring light to the community eligibility provision um that which is fantastic about the healthy breakfasts and lunch provided now on our website it has encouraged families to complete the curriculum materials and supplies household application uh Dr Smith could you or your team expound upon the importance of filling this out I'm gonna live my team over there although lunch will go through Roger Smith but the textbook and eligibility goes through eventually will rise to curriculum Troy and Roger will you just give the board why it's important for families to continue to fill that information out yeah so under the Community eligibility program our families are not required to complete a free and reduced lunch application as we have in previous years um and so that's a great thing for our community that everybody eats for free however much of that data uh in terms of free and reduced percentages is calculated into Title 1 funding and so it is important that our families are completing the form that you referenced board member Norman so that they can be counted towards our funding formula for title one and so it's a different purpose but it is important that that form is completed only for those families qualifying or the way they qualify for those yeah well we send it to All Families we want to encourage All Families universally frankly I was a little confused about it so thank you for the question it's okay so just a clarifying question to that direct cert then yeah how does that play a role that's a completely separate conversation that we don't directly get involved in ladies and gentlemen that's the federal TANF and snaps as we used to refer as food stamp and that's handled outside of the school corporation those youngsters automatically will qualify we don't have any interaction with that but families that do go out and apply for that it certainly will come back and support the district a matter of fact was done those kids directly impact our school funding formulated complexity index so just to make sure that I'm understanding and the public understands regardless of the fact if you get snap or your direct cert you should still complete this form absolutely or at least look at it I don't know people's incomes and they they have some very personal information that families will have to fill out so just to spell this out very clearly this is more for those individuals that may not be here with proper documentation that would not qualify for snap is that accurate uh I don't know people's personal information but that is a good point Miss Dunn and I again I don't either I don't want to ask but I do feel like it's the reality of the times that we're living is that we have well the reality is immigration and so we've got individuals that do not unfortunately have a pathway to citizenship and their children though could impact absolutely I'm getting free or helping the district with this situation with textbooks and board remembered that regardless of one's personal background immigration you're going to educate all children show up to us as a public institution that were obligated to educate them so if that would benefit the family it will certainly benefit the school district being able to count all of our kids who truly need that support Mr noder and so Title One allows for us to receive federal dollars that do benefit our students directly is that correct Mr noder yes that's correct and there's about a five percent difference between our direct certification percentage and our free and reduced percentage so that's the number and the reason I ask this is working with this vulnerable population I know many times there is a fear um from our families to complete any sort of paperwork that might flag them for immigration and so I guess the follow-up question to that is knowing that this is the demographic that may help us um to in you know get additional funding how are we ensuring that we are instilling faith in them to be able to come to us and fill this out yeah this is this would be very similar to the processes we've used for free and reduced lunch the same circumstances apply um in previous years so it's the same type of philosophy the same same type of language support the same type of of social support but I'd also point out that there are many different demographics in our community that could fall into this particular five percent we're talking about we have many families in in our community that wouldn't necessarily uh qualify for direct certification but they may qualify for free and reduced lunch and so we're really encouraging all of our families to complete the form so that we can take advantage of all the funding that is due to us from the federal government okay and and all of our families understand that this is information for the school district only that that we are not legally allowed to share certain private information correct outside of the district okay great follow-up okay we'll see you word we have made it to our action items our first action item approval of those Furniture bids that would be thank you madam president Dr Smith members of the board as presented earlier we did receive bids for furniture and at the at this time I recommend that the board would approve the the bid for Business Furniture as submitted so moved we always wrestle properly moved and seconded okay she looks at it properly moved and seconded all those in favor of approving the furniture bids aye aye any opposed yes have it we have approved our Furniture beds and we made history according to time and we made history you did all female boards approved leadership team of the company ownership team um approval of the request for the purchase of security upgrades Mr Smith Madam president members board Dr Smith I recommend the board approve the request for purchase for metal detectors as submitted so moved do you have a question request to get an RFP or actually to purchase it's actually Tibet and purchase okay all those in favor of the eyes have it we move on to the approval of permission to advertise the 2024 budget Mr miles thank you madam president members of the board Dr Smith at this time I recommend that the board approved permission to advertise the 2024 budget calendar as submitted second properly moved and seconded um all those in favor aye aye aye any opposed we have our advertised budget we'll move on to the approval of the building new building Corporation member thank you once again thank you once again Madam president members of the board Dr Smith at this time I recommend the board approved Mr Arun morale to serve the school building Corporation as submitted so moved second properly moved and seconded all those in favor of approving a rumor alley as a replacement for the board member of the building Corporation I I any opposed Mr morale is on our building Corporation um the approval of the teacher appreciation Grant policy Miss Johnson Madam president members of the board and Dr Smith I recommend the board approved the teacher appreciation Grant as submitted so moved second properly moved and seconded all those in favor aye aye aye any opposed we have approved the teacher appreciation Grant policy now the approval of the Personnel report and that would be Miss Johnson Madam president Dr Smith the members of the board I recommend the Personnel report be approved as submitted so moved second properly moved and seconded all those in favor of approving the Personnel report is submitted aye aye any opposed we have approved our Personnel reports I always look up I wonder if there's someone we need to recognize but I think we're good today um we have moved on to our board and administrator comments so I don't remember where I started last time I'm going to start to my left Miss Dunn just want to say what a wonderful start to the school year kudos to everyone it always is a crazy time but looks like things have gone seamlessly and just want to express again um Mr noder I know I saw you at the summit but again the amount of work that went into that and the incredible um just the fact Mr Smith that Fall Creek Valley was up and running is truly tremendous um and so thank you for putting on such an amazing experience for the Educators in the district well I guess it's to me and um I just want to acknowledge the Fall Creek Valley robotics room because we're sitting here with our Fall Creek Valley robotics t-shirts for their world's appearance which is really amazing um and that they have as does Belzer a tradition of Excellence around our robotics so to our elementary schools did I leave anybody out high schools are great too guys um but I did want to I did want to call out just a a couple of quick things for parents because I'm a parent too and I have kids in three different schools now because the baby this year went on a bus which is what I'm going to say um please parents if you were able and aren't part of our program that allows for um for school choice and and you acknowledge that you're bearing the responsibility please send your kids on the bus we have wonderful wonderful bus drivers who are sitting there sweltering and are very concerned with the safety of our kids and I promise you um there is nothing cuter ever than let me I'll show you guys what I see every single morning when Mavis the five-year-old gets on the bus she smiles out the window she goes like this and it's the cutest thing in the whole wide world and it's something I um have you guys bought a uniform lately football jerseys are 135 dollars per jersey pants are almost 200 shoulder pads it's very expensive have sports very very expensive I have a quick comment just I'm a numbers guy so um Matt said that in 10 years it hasn't been increased we're asking on the heist on the actually on the low side because we're increasing the others but 15 on 150 is 10 percent uh inflation last year was like seven so we're you know over the past 10 years we're probably looking at 50 percent inflation um if not more and so you know you say you know to be honest we educators are the perfect enablers are we ever going to go without no but instead of buying a uniform every three years we might do it every four years when it should be done every three years so kids aren't going to go without we're managing this just makes it a little bit easier to manage is what we're really asking for and it's and again it's not something that we ask for on an annual basis um and you're trading it just like it should be which is a big deal and I appreciate that but I think that that you know it's again not something that we ask for on a regular basis and it's it's um 10 over the past 10 years all right well sometime can I opened this can of beans why can't we be right I I mean I understand it I I have to tell you the reason I feel like our board is so great is because we can have these discussions like this and we can we each bring something different to the table and when I read this immediately I kind of got my blood boiled a little bit and um just because I feel like that's one of the reasons why I'm on the board is that I speak for parents they speak for you know whoever my heart goes out to so in this specific example it's for a parent and a single parent at that so um when you put into perspective like it's only going to cost me another 45 dollars a year I I can I can make that happen so and I was gonna say I speak for the teachers because every year before I started teaching I spent hundreds of dollars for my classroom out of my own pocket and if I knew if I were to do something special with the kids I didn't ask for money I went and got it yeah I mean I understand that too you don't want any child not to be able to participate if they want to I appreciate that too I guess my final comment would be if this passes this evening while I know the message is out there if we could just continue to get the message out there and ensure that absolutely families know that there are alternate and I agree with you about having the parents come to the meetings so they know what's going on you know make it mandatory if their child's gonna be in sports they need to come to the meeting I to be honest with you I was hoping that when you guys made it mandatory that [Music] that that's why I probably heard it was making it mandatory because they've never done that before and I was like Yay everybody's gonna get to me today principles and they're like oh we're just making this mandatory and I'm like okay absolutely please when does it start we'd like to start it this year um right now the fall Seasons so we just had kids get chosen for teams they've been coming in to ask to pay and I'm like hold off until we know what's going on okay so they're We're not gonna have to go back and say oh you always support 15 bucks kids have not not paid anything dang it I should have brought my check yesterday all right if it's okay with you gentlemen I will go ahead and make the motion for the approval of are you okay with that you make the motion and we'll go from there are you okay for that too just make the motion I'll make a promotion for the approval to increase the pay participate for each sport played a second a second okay all in favor all right all opposed all right bye thank you item 10A and an orchestra yay so Madam president members of the board it's really good to be here first time I get to say hello I am the new principal at cbhs it would have been great to go to that meeting and then for next year I'm here on behalf of our band director my background is in Fine Arts I was a band teacher so I said I think I can handle this one but basically what we're trying to do is add it's going to be twofold if we add abandoned Orchestra it's kind of like a beginning band in Orchestra class it will allow kids who are already enrolled at cbhs to sign up and learn how to play an instrument either be under Orchestra so you don't have to have if there's no prereq and the goal is to maybe recruit some Talent out there that we're not aware of or recruit back some kids who maybe took it in sixth grade or um who are Rusty and want to relearn or learn something new but also it will help our counseling department provide an extra which we're really hoping to do um we've got some ideas and things for like sped kiddos but this would be open to anybody who's just questions really agree with this because I learned how to play a flute when I was a kid I still have my flutes but um I just you know and I always sang in choirs and I sing in church too so anyway um appreciate that and this is this is a talent that's ton of being put under the rug for a while and having your children Express their talents it helps them feel better about them 's approval to add beginning band orchestras to 23-24 pdhs course description the second I'll second of for sure fantastic all in favor all right thank you of course thank you [Music] all right item 10v determination of excess capacity for open enrollment for the 23 24 school years okay back in September of 2017 the governing board approved limits for class sizes for both regular Ed and special ed programs and um so annually we come to you and say based on these class sizes these are these are classes that are can handle more kids these are grades levels that can handle more kids these are ones that can't and so um just to let you know this is for open enrollment only kids who do not live in our school district if a kid lives in our school district we're going to take them but if a kid comes from Prescott or Humboldt or ashfork and wants to enroll in second grade we are not going to accept them because second grade has reached at least 95 percent capacity and we are just leaving that extra five or maybe over capacity for those kids coming in okay so based on the the uh class sizes that were approved in 2017 based on our current enrollment there's a chart that shows each grade level and each program and how things are going but based on this our current Tinder fourth fifth sixth seventh and 9th through 12th would continue to be open so we would accept open enrollment students in those grade levels first second third and eighth would be closed to open enrollment and then for our special ed programs we would be open at um the territorial Del Rio and Heritage would have their EDP programs um open to open enrollment and tax centers would be open to open enrollment we come back to you every quarter or so um to update this and approve these numbers but this is where we currently are and this is what would be taking put in place for at least the foreseeable future John yes sir uh quick comment just remember also that if we have a closed a great at a school and it's showing clothes a principal can bring to the board a request to override that and we have made those decisions in the past correct and there are some rules that and it's kind of laid out in the action required uh children of employees are exempt from this Uh current open enrollment students so if they were open enrollment last year they're going to be they're going to be in our system we're not going to kick them out um and then also siblings of current open enrollment students are also available to come in so those are some exemptions to this if you're in the system you're kind of going to be allowed to stay in the system or if you teach for us or work for the district your child is is but you don't live in the district you're still eligible to bring your child here but it's those really new out of District people that we're talking about that would be subject to this I just want to make sure the board remembers that we do have the ability to make decisions on a case-by-case basis I think there was two last year that you guys did that were they were like right on the border of of our district and that kind of thing they don't have other kids already yeah that's why I was remembering back with Freddie recently that we've had one of those so that's that's good to approve the determination of access capacity for the 23-24 school year and determine that children of employees current open enrollment students enrolled in 22-23 and the siblings of current open enrollment students enrolled in 22-23 are not subject to sign enrollment policy [Music] thank you all right item 10c recommendations for early admission in kindergarten this is that time of year where we have our formal request from parents to have early entrance they have to be five by September first actually August 31st September 1st is when we cut it off we had eight so there is a correction in your packet that says six but there was actually eight parents that did formal requests out of those eight requests after the screening through jumpstart and all 10 or kindergarten teachers reviewing everything we are um requesting accepting seven of them as early entrances we didn't accept one and that's we toyed with it back and forth a little bit but out of those seven that we are accepting five of them did attend preschool so they have the social skills it's more than just academics we look at the whole picture how is this going to look later on and um Arizona law states that we have to weigh it out because we're taking them early that they would go on to first grade even if we didn't think they were ready because we don't get ADM if at the end of the year we say they're not ready to sell for the following year so we really weigh it out and look at everything and the teachers teachers don't do the teachers do not know their birth date when we do the screening so it's a fair across the board it's not up their early entrance they're out we're not doing that so yes so we're requesting that we can accept seven and we're denying one acceptance you're not requested did not attend preschool last year he didn't attend our preschool he did not attend our preschool territorial obviously that's a lot of the pre-learning that would have been very helpful in your recommendation I presume we don't put that in there because that's when we're kind of excuse me and his family is very supportive but he's just not quite there right there so um sometimes boys just start they just need a little extra time so they just wanted to try the parents were very accepted they just wanted to try and see where he was at this side the board is not going to comment statistically that shows research you ladies good yep I made the motion to prove early or denying early kindergarten injuries for students for Paula PJs seven seven students all right and a second sure all in favor aye all right have a great rest of your week everyone thank you for being here not miss the challenge don't leave here it was

so we have that going on also my number that I didn't put in there is that our Lakeside learning enrollment is seven it was yesterday it was seven which has been running about seven or so last couple years I hope that might go up eventually to provide students any questions as far as Wilson your superintendent things that I have down generally talk a little bit about online enrollment and so forth but I did have received some comments from parents that they enjoyed that when I look at the times when they enrolled because it shows me what time they enrolled a lot of parents must wait till their kids are asleep that's all I want to say they wait till their kids are asleep because to 12 o'clock or kind of a popular time you have completed the budget Review in Topeka we will be publishing the budget and the revenue digital hearing in the paper the revenue neutral rate hearing will be September the 11th at 6 o'clock and the budget hearing September 11th at 6 15.

we will continue to continue to work on the AC issues we talked about that earlier when we created Court I didn't have equivalent I was putting this together Larry said a good job of helping me go through controls up at Wilson making sure our controls together we have some rooms that run war with some rooms are running cold trying to equalize those out so it's consistent throughout also Larry's helped on the ice machine he's helped acquire bits or ceiling fan have extension cords running to them that we went ahead hired him wire directly so it's not extension cords but false ceiling uh the carpet at fully root and cloughwood buildings have been completed and due to some timing issues we're going to schedule the Wilson carpet to be completed over Christmas break so we clear out that Music Room completely and have about three days to get that crafted and redone We have replaced the new two main water valves in clapwood you have continued to find some water leaks both at Hollywood and Wilson Washington roofings go down a lot of times fixing leaks on those two roofs at no cost yeah because they just sealed them over so there's no cost in position to get out um next month we'll have design plans and the QRS or three HVAC projects in platform for questions so they're guaranteeing the roofing and substance they just so they just haven't yes you know they're still covered I mean it's probably things they may have missed the metal roof they're going to find Aerials they seal a little bit okay open Agenda items yeah I had a couple phone calls today about a couple patrons receiving their tax statements from the county and they called it's asked me to ask Mr Lowry the LLP percentage there will be supplemental in general all went up around six percent and that has to be for an explanation well I thought it would be much better than that so what everybody had sugar from your county clerk a letter if anybody succeeding Revenue neutral wins okay so we sit in which we talked about this we sit in that to exceed revenue neutral rate the main reason of the advice to do that to have a hearing is that if we don't have a hearing and evaluation that was estimated to me by the county is incorrect the county clerk can only go up to the bill levies better Revenue neutral by having the hearing it gives the county clerk authority to raise that so we sit the estimate July 20th to the county we estimated exceed revenue you will publish a little bit lower than that but I anticipate we'll have the hearing and would do that at the board can't choose to stay rather than people I believe that so at the end of the day I believe if I review everything at the revenue neutral Still Loving group it's a strong possibility foreign tax dollars now that being said you always estimate the general Bud's 20 pounds no matter what my general fund is whether it's up six percent it's 20 mils across the board local options taxes but you also got state aid for local option which is good probably allow the board to adopt Revenue neutral which is I don't know I hate I don't know how many District school districts could say that I'm not sure be interested to see but the board maybe I'll adopt Revenue ritual so the taxes to stay actually and another thing is evaluation went up if so that bill I can't believe will be more to produce it so now that being said well without isn't at high estimation I'm going to guess everybody government entity indicated to the county clerk they were not going to be Revenue they had to sit down all about it exactly but we haven't had the hearing yet family in place in the paper yet we haven't had the hearing once we have it the paper published kind of limits how high we can go but we can always come down and have the hearing to go down you just can't go up all these processes set limits to sports not bottom side okay that's that's what county clerks that's a process but this Revenue control that they had to put that out there such maximum yes and I don't see them I don't see the board adopting that I see us thank you um I had some people ask me to talk about our cell phone policy especially after a great events and kind of reviewed theirs so I just that is our current policy foreign [Applause] from the educational environment will not be allowed in school personal electronic devices will be allowed in the building however they not may not be seen or heard during school hours unless given direct permission by the instructor personal electronic devices will not be seen or heard while in the locker room if the student violates this policy the consequences would be first offense in the office for a period of 24 hours they return the student second offense in the office for 24 hours and return to the parent Guardian to the student in the office world with the bias and filler parent Guardian picks up the device three the personal electronic device will be placed in the office for a period of 24 hours and then return to the parent party into the student office will hold the device and tell the parent vote it again picks up the device the student may be given it attention um similar for the fourth I assume maybe given one day of ISS and then for the fifth uh inappropriate use of the electronic device may result in contacting the proper authorities um so I felt like our policy is already not to have cell phones in the classroom um just by made sure that everybody is aware of that and it's enforced I didn't know if we needed to change the wording on any of that as far as with the first offense being placed in the office for 24 hours if it should be changed to at the end of the school day or anything like that I know it's also you know cell phones are becoming more and more of a distraction even in the work environment in the hospital you know that I work at has been having to enforce policies not to have your cell phones out and things like that so I thought it was worth worth discussion anybody else have any thoughts we're having problems now it's not zero let's talk about rampant they use more than they should and the hardest part is when a parent should say something of a child because the child is sick but we never saw them I know from kids that I've seen over even at their at therapy during the school day and they're getting messages and I'm like your peers should be in school like why are you getting messages why are you having fights about what Spirit day is going to be that way occur yeah whatever it's very classy yeah and I think so my thought was even just to prepare them better for life after school that so we could maybe start curbing the problem in school a little bit before they even get to work for a sports and we're having to tell them to put their phones away some teachers that have asked you know symptoms try to collect them into people they go into these walk around asking outside the box I'll say that everyone gets collected so it's not required it's well we're just supposed to be it's supposed to be but you know I'm not gonna go pat down it here to see if he's got his phone for the honor System I I think for me the policy is in place I think most policies Institute of protection of what we needed if it is I'm not a problem I don't think that we should as a board anyway push too hard on it in the administration feel like it is in their buildings the teacher feels like it is in their classroom definitely I don't know if we need to as a board other than just to maybe encourage it if it is a problem I think our policy is in line with what I know great Ben put their policy at and there was the same I mean during passing periods by lunch buying but not not in the classroom and like I said I don't know if we need to clarify that after the first offense they would get it back at the end of the day instead of like 24 hours because that's what's done in practice I think that's what I should say yeah but there's a statement at the bottom Administration has the right to change this policy during the school year so it's by the other timings not look good because we just talked about it the handbooks getting ready for his school year I would say unless it's something there really needs to be changed it's something that could be reviewed prior to the godstone it's your table books to be the time to review that and again it gives the right Administration to change the capacity the bottom of that I do think camera that you make it a point but when you guys review this next time that uh at the in my talk about putting for a period up to that way at least in writing against the administration but like he says that policy is there kind of just for a whole bag if it needs to you know be reminded and I thought it was a good time to remind everybody I know people were questioning especially after I can said after great Ben did it and it was in The Grieving post and all that they were wondering what ours was so I thought this would be a good good forum to let everybody know that we do have that policy and and we already have it in place any other open Agenda items items for next month's agenda Revenue neutral hearing and also the budget here assessment with with uksb policy updates and Hospital and I would say that we probably need to review our district boundaries yeah actually okay I appreciate everything but we have kind of all right yeah that's your three will be on there too let me track yeah I think just to reiterate that you know if there were some things that have been on hold and but now that now that the vote is over we are going to try to move forward and is United as we can and move forward with the best interest of everyone and as a board that is our agenda and what we will be doing carrying forward okay if nothing else I would entertain a motion to adjourn symbol promotion by Allison second by Josh all those in favor say aye aye a new host thank you everybody
