and as always if students get those additional supports that would require a parent notification or permission so I'm requesting that I know you've seen a sample of the questions that you would approve those surveys and assessments for our students do we feel confident this year we have the mechanisms in place for those parents who opted out we have that pretty tight would actually be a little bit easier because it's our own system I was excited to hear that by the way I was not a fan of panoramas I stated last year we'll be doing all that in-house you approved at the board last year when we did textbook adoption the really Bill program for our middle schools our teachers are loving that by the way they're doing that in their homeroom classes and then connect and I was able to sit in and see that happening in a classroom and there's some really great videos teacher conversations with students and those actually come with their own assessments embedded that will also give via Google form but it's part of the curriculum booster Miss Hoover I love that you went local I love that you give 10 days for the parents to opt out this year and I went through every question and uh I appreciate the transparency and everything and again it's a doe mandated thing but I think we're doing the right things by keeping it local so thank you for your transparency notification to the teachers has to be in such a way because I know that's a problem where yep they didn't quite read write it right a survey that we're supposed to so I'm sure in-house will be able to correct those those two yes and that opt out is really easy and it's good there's two assessments there's a fall and a spring and when you opt out it's for the whole year so yeah so you only have to do it one time once correct can a parent just make me think of this they opt out in the fall find out it's a good survey decide to come back yes that would be an email but they would email probably a Chrissy Berger the director of School counseling and mental health and we could get them back on the list to take it if they wanted do I have a motion do I have a second we have a motion in a second any additional questions or comments are those in favor signify by saying aye aye motion passes five zero thank you all right we have some announcements September 4th Labor Day no school didn't we just start September 21st we have an executive session begins at 5 p.m here at the ESC followed by a regular board meeting and that same evening we will have our third good for the Grove work session immediately following the board meeting um next up board member superintendent comments Dr Hoover I believe there is an award and a trophy down here Imagination Library Johnson County who funds the Dolly Parton project here for schools they have never been able to offer that to the two Greenwood zip codes because of it would have doubled the expense because it's just so we're so densely populated and last year they did some initiatives um to be able to do that and one of those is they had to read Across America um challenge where they asked all the schools to um do whether dress up days or you know funny sake or whatever and have kids donate a dollar and by doing that um really helped them to get that going and our school was awarded the trophy for this year for having the highest participation in the county so Scott said earlier we just need to leave that stay here yeah I guess we can put that in superintendence conference room so you can see it there you go that'll work awesome it's a big trophy it is yes I think they're going to promote it more in a little more competition so we're going to hang on to it all right um I'll let you talk about that last okay uh Mr Russell any comments or updates sir friends were working on a couple of things one of them is a project of digitizing the yearbooks we're just getting started on that project but once done it'll be a great access or access and be accessible to everyone because right now all of your books are in the library and we have a bunch down here in the basement and it's been wonderful of CT graduates have been donating items and things like that so it's project just beginning and we're working again on the Alumni Hall of Fame many moving parts to get to that final thing there did I miss anything Mrs Raco so we're busy Mrs couch Mr Robinson yeah Mr Silver I'm excited about 66 percent already in the second grade passing and I I think we're going to improve but there's a lot of reasons you guys ask on other things but all I know is being a seventh grade teacher for 43 years I could talk about testing for about five hours but reading's important and I feel good that we're taking the steps to show the improvements I really was excited about some of the scores there and everything nothing this evening for me thank you um the last two Johnson County Redevelopment commissioner meetings the August meeting was canceled and then I just reserved forward today that the September meeting has been canceled so there's nothing new uh going on with the Johns County Redevelopment commission uh my I hear uh I'm sorry the July meeting was canceled the August meeting was canceled we'll have a meeting again in September there's a couple new projects on the horizon sorry I had the months backwards that's the program Dr arkanov thank you well let's end on a high note tonight we were recognized by the United Way of Johnson County for the most outstanding employee campaign in the in the education division during the 22-23 campaign so fantastic work oh we've got great staff that are very giving to our community love our partnership with United Way special thank you to Stacy Conrad who oversees that and works with all of our folks in each building to put together a great campaign so congratulations Center Grove for that and we are told by the executive director that where that we're their best best group in raising money so they were at Fast Track which they Supply the things for the fast track backpacks and they were very complimentary all day the amount of volunteers we get it's phenomenal how that program works but because of them's how we can do it that's right um just a reminder we need to reconvene the executive session when we're done there's nothing else

Robert drama went for snacks so Mr Awad is next he's not here so miss basford you're next hi good evening um not much tonight um had a pleasure of meeting with some of my fellow board members we were over at the band dedication for the field uh everything looks wonderful the band looks very good um very very well together I can't see them I can't wait to see them in a couple weeks when they come out in their full uniform and all the and all that Glory so congratulations to the band and I'm glad you had a good band camp week week we shot over to the Ukrainian flag raising just to show support um it's a it's a day for them but I wanted to show support I actually saw a former board a former worker across their across the field of course the the lawn of City Hall he texted me and he goes I didn't know you were coming I said I didn't know you were coming so it was nice to see him and he looks good and he said thank you he said to for me to convey my thanks to my fellow board members that made the journey over there to show support because they're going through a lot right now so that meant a lot to the community so thank you um thank you to the cleanup crew and everybody else that's working really hard and the construction crew to everyone that's reached out to me and um with with stuff and questions I do flip every question to the superintendent um I I he I send the messages and he gets them uh sometimes he responds I know he's not he's busy but um it's quick his his response is quick which is to me is so different from what I was used to years ago but he does take care of it and you you people see that what I'm trying to tell the parents is when you have a question call the district there's a pecking order call the district call the information number leave a message you'll get a response it's better to call The Source I had a question about obtaining a passport I didn't go on social media I didn't ask anybody on social media I called the county clerk's office and I got the answer within seconds of what I needed because I was not sure of the information you have a special education department you have a gen education department call them if you have a question about your IEP if you have a question about your busing call the transportation department please call The Source what happens is it stirs the pot you get the wrong information from the people you're not guided the right way it may take a day or two for you to get an answer back but call The Source leave a message at your local school people are responding they do listen to The Numbers if you're worried about Transportation if you're worried about this please call The Source you can email the board I will flip it to the superintendent I have no right to flip it to the department I have to go to him that's that's my role I have to send it to him if it's a board question I will send it to Mr Mr Smith and vice president Danny president Smith and vice president Danny for them to handle it and disseminate it to the board that's how the our roles work okay um I had the pleasure of talking to a new board member from another district and they asked me like how do you do this what's your role is that me am I five minutes up I'm five minutes up okay thank you all right so that being that being said find out your role find out where the source is find out the department send an email if you don't know and you have to contact us we will make sure it goes to the superintendent and he will make them disseminate it to the correct department and last but not least um to uh Anthony Santiago my deepest condolences about the loss of your brother um I called you today I left a message I I'm very sorry for your loss thank you thank you Mr brunsiak thank you Mr President good evening everybody I just want to give my son dearest sincerest condolences to commissioner Santiago and his family on the passing of his brother uh devastating news if anybody got that also uh when I was young growing up watched a lot of wrestling when I was growing up so I want to express my deepest condolences to uh Terry funk's family as well as uh Bray Wyatt who passed away way too young suddenly earlier today at the young age of 36 so rest in peace and deepest condolences to their family Erwin R scheister and the rest of them as well my message to the students who start this September most of us know that that schools our institutions of learning that that teach students many things schools provide a balanced education which helps in improving the students both physically and mentally grow besides academics there is a wide range of skills learned that Clifton Public Schools including good behavior communication skills responsibility time management Sports band and many other skills schools are among the first place we learn new things it is a place where where new friends are made and those friendships sometimes are carried throughout life it is hard to imagine a world without schools and I want to wish all the students enrolling the and starting this upcoming academic the year continued success thank you everybody for your time and God bless America have a good night everybody thank you commissioner Mejia um to Mr Santiago like everyone's saying I wish you my deepest condolences and I'm praying for you and your family and this hard time that you're experiencing today um a huge congratulations to our Montreal team as they'll be attending once again the Yale competition up in Connecticut as you guys probably know I was in Montreal back in high school and I'm a big supporter of them especially now that they're going all the way to Chicago for the world championship so that's another great thing that they're doing now congratulations to our band we were there in the new band turf field it was amazing I heard them play and I'm gonna be honest with you they are 100 better than a lot of universities and colleges a lot and I've been to many bands many stadiums many fields and they're impressive and I'm 100 certain they can outperform any school finally um it was a wonderful flag racing today up in city hall with the Ukrainian Community supporting them and everything that they wish to represent here in our city of Clifton thank you and hope you guys have a great night thank you commissioner Paris thank you president Smith uh condolences to the Santiago family on the loss of uh Mr commissioner Santiago's brother um I'm going to Echo what my colleagues mentioned about the band we had a ribbon cutting at the field today the the new turf field which is fantastic facility for the band to practice but beyond that I just wanted to make a point of how important uh music and the Arts are in our school district and that's not the case in many school districts around our County and state um our music program has been cited for awards uh three years in a row I believe a national award um and this this happens from fourth grade when they start learning instruments whether they're stringed instruments or or band instruments all the way through the high school and if they so choose even Beyond High School our community supports music we have a community band in town and uh many of uh many of us play throughout our entire School careers and our in our lives and I just want to to thank the administration and to thank the school system for keeping music in the Arts strong in our town and I think it helps our students in in so many ways and I just I really think we we need to acknowledge and appreciate that in our town to everyone else having another what seven days or so left of summer so to speak so enjoy your your time off and come back ready to work thank you um vice president Dr Danny oh jeez I do it all the time sorry there commissioner abadrabo thanks president Smith um prayers go out to Tony and Santiago family um yet because um first day morning and hopefully I'll give you a call tomorrow but but um prayers go out to you to you and your family uh it's not easy losing anybody in your family let a longer brother uh today was good uh we had as everybody mentioned the band uh ribbon cutting which was um a long time coming they have a beautiful feel that mimics the football field over at Stadium which is great for them and it was great because it was also I believe the end of their camp where the parents got to join in uh with their students next to their students on the field so it was good to see that and of course the Ukrainian flag raise everybody knows I always have the creative flag on my laptop because nobody should be under oppression or aggression in any way our thoughts and prayers are with the Ukrainian Americans and the ukrainians and the ukrainians of course um as commissioner Mejia mentioned a mock trial mock trial Kid myself uh 20 plus years ago um it's great to see to what levels this mock trial team has gone congrats and good luck to you guys Elias and the team congrats to them good luck with them uh hopefully uh nothing but success congrats to the teachers that have attained their masters that's shown on tonight's agenda that's an amazing thing just to show that our teachers our Personnel our staff are not just stopping at a ba or not stopping at a certain degree they're moving forward to better themselves and better our district the more and better the more and better that they improve themselves they bring more to the classroom and that's nothing but you know great to see uh there's a lot going on in the district as the superintendent mentioned let's not be keyboard Warriors and Facebook Warriors let's reach out to the administration reach out to the superintendent and email away a call away um let's not believe what certain people are putting out on Facebook and running with it because honestly that could be extremely dangerous extremely dangerous um because that hurts our districts it hurts our students and particularly it demeans who we are as a talent one one Community one Clifton um is definitely the opposite of what of what certain people are putting on Facebook and it does not represent school's two weeks away let's start off strong for our students I urge and I ask you if you don't if you have any questions if you're unsure of yourself if you feel out of pocket ask early in the school year this way we can start off strong start off mentally right um and also being in the right place so you can start off a school year strong have have a safe and fruitful year um and I want to end off with NJ Cusack because congrats to the business office congrats to our curriculum congrats to our superintendent if I actually have 10 seconds or 15 seconds the district I work in which went through Cusack and it was my first Cusack and it's random and I'm we're in a small District so for 20 plus buildings that are in Clifton the only way to the only way to prepare for NJ Cusack is to do your work day to day it's not like you can gather paperwork or binders or whatever and add a pocket or off a shelf so you have to be ready for that and honestly it's a great feat it's a great thing um so again hats off to you guys um and gals and I appreciate you all and hopefully we can continue moving forward with our awesome District thank you thank you vice president Dr Danny so first of all I'd like to start out saying condolences to Anthony Santiago's family my loss of his brother I I can't even imagine as having a sibling um I'm sorry for being late I'm going to kind of keep it short because I don't feel very well um but so I'm not going to repeat a lot of things already said so I just want to add two new things that enjoy like the rest of your summer and you know enjoy Labor Day the last of it you know rest up I hope students and Staff feel rested for the start of the new year and uh Happy Rosh Hashanah as when we come back that holiday will have already passed so that's all thank you thank you I too will be short um I was a negligent in um my duties to start the meeting off I should have done this first um but I'd like to uh welcome our new attorney Miss Maggie Miller representing the wiener group um we very much look forward to a great working relationship and um we thank you uh for being part of our our staff and um I I wanted to introduce you to the public um and on that same same note to thank um Miss Delicious Gutierrez um and AGL for the many years that she gave to our district and uh representing us uh well so we thank them and we very much are grateful and thankful to for you did you want to say anything thank you for just put your mic on sorry yeah thank you um thank you for giving us this opportunity we look forward to serving you and the community in the best way we can and moving forward so we're very excited to be here thank you thank you welcome [Applause] um yeah Mr Santiago called me yesterday to um to tell me about the passing of his brother um it just amazes me on the on dedication um and how you know board members are very dedicated into to what they do um and Mr Santiago had said to me you know I'm not going to attend I'm not going to be able to attend the meeting because the death of my brother however if you need me because there won't be a quorum I will I will come so I'm very happy that we had a quorum but to be able to offer that dedication and I have to thank my fellow board members um summertime is not a break time for the board the committee is continually meet um board members are continually doing their work and I just want to thank the board for all for all that you do and keeping up with it um the public has to see and it's because of the public um over two years ago when you came we came to you and we asked you for um for your support in passing a referendum where we could upgrade our facilities and give our students items that will benefit their buildings benefit themselves and the public joined in and and gave us that uh that affirmative vote to go and do that and now you're really seeing in Clifton the outcome of that vote if you look at any of our schools you see construction taking place and that's because the citizens of Clifton felt it was important to support our schools our teachers our staff our kids to give them something better and we talked about today when we went to the dedication um or the ribbon cutting of the new Banfield and I think back and Mr Paris I I know you were part of the band think back on just a few years ago of what that Banfield looked like it wasn't a field there wasn't grass there was dirt lots of dirt lots of mud and our band as I said today and as Mr Mia just said you know they used to be known as the the show band of the Northeast well we're much bigger than the Northeast and our band deserved to have a respectful field and the public agreed to it the board went out and hired an architect to put those plans and we accomplished it the same thing with our tennis courts I could not believe how embarrassing it was that a high school had tennis courts and a tennis team on the courts that we had this board and previous board thought it was important and we went out and were able to do that for our tennis team I can't begin to talk about the Woodrow Wilson complex on what a turnaround that complex has become and how many students will benefit from that new field they're already benefiting from almost every day that I passed by there there the kids are on the field they're playing on the field and we're hopeful that our electricity is going to be turned on very soon and that our clubhouse will be functional the scoreboards will be functional and that project will be completed but that's because we care about Clifton kids and Clifton kids deserve to have these things can you imagine some of if not most of our schools the bathrooms were over 100 years old hadn't been updated in over a hundred years yes part Scott went but the basics of the bathroom were not changed in over a hundred years I encourage everybody when these buildings are finished and the bathrooms are open and I'm sure we'll have some open house that you go in and see what a difference it's made so there's a lot of great things happening in the district Miss Lama I don't know how how close are they on the elevator [Laughter] so um there's just a lot going on in the district and I hope the citizens see it are proud of it and proud of the report that we heard here tonight that is a tremendous tremendous accomplishment and again as I said before can't be done alone so thank you to all parties for making that Cusack Port report being so great lastly I'd just like to wish our students all of our staff all the very best in starting this new school year the 2023-24 year may be filled with great success as I know you will our staff and all will do all that they can work hard forklifting kids because our kids deserve it so I wish you all the best enjoy whatever week you have left and um we'll see you in September um we have uh we have the f11 F12 and F 17 for executive session we have a legal issue for executive session um action will be taken so the board will come back out here in public um and after we're done with the executive session um gonna presume that executive session will probably last about an hour um so uh we'll take a five minute break before we go so we're probably talking uh 10 10 or somewhere around there we should be back out from executive session uh if we should be running any longer I will update the public um but it uh we hope that we'll be back in uh about an hour okay so motion to go into executive sessions Mr uh I have one more other thing I forgot to remember if you it's a kind of new business um I need to thank the superintendent for being so diligent about posting something on the website for Clifton against substance abuse uh uh Thursday night 8 8 31 August 31 at eight o'clock on the steps to City Hall is the overdose awareness night third annual everybody's invited please come show support to the families that have lost a loved one to a horrendous thing so 8 31 at 8 o'clock on City Hall property and join everyone for Candlelight vigil thank you uh sorry before we go to Executive session um I forgot new business is there any other new business before the board all right seeing none now motion to go into executive second Mr abidrabo second by Miss basford roll call please Mr abujabo yes Ms basford yes Mr Brunson yes Mr Mejia yes Mr Paris yes vice president Danny yes president Smith yes okay yes if um the board could be ready uh around uh around 9 15 so we could start please thank you sure yeah foreign I Gotta Give an update just briefly okay just to update the public the board is still uh an executive session um we estimate another 30 to 45 minutes in executive session uh if it'll be any longer than 45 I will come out and update the public at that time thank you [Music] because I did look okay the board met uh an executive session we had um contract matters we had um legal matters uh special ed matters um so roll call back from executive succession Mr Roberto here Ms bassford here Mr Brunswick here Mr Mejia here Mr Paris here Mr Dr Danny here president Smith here we're all still here um motion please on um P right peace f f 11 12 and 17.

questions for Mr miles okay great um that brings us to the update on our Neola policies Mr harar Dr harsher pardon me thank you Madame President members of the board Dr Smith at the August 14th work session I brought forward the Neola special July 2023 revision packet for first reading revision packet was in response to recent legislation and subsequent updates to Indiana code I now bring forward the revision packet for second reading um I would just like to I would like to just make a clarification it it was September 14th correct not August 14th it was August oh my gosh my heart po I'm a month ahead of myself be there in a couple weeks okay uh pardon me pardon me Bor um senior moment okay um no questions board we've been through these do you have any questions any further questions about them I just wanted to thank the policy committee again for your work on this small and mighty on it small and mighty dug on it okay just out of uh out of curiosity more than anything else how many policies do we typically see in a year as a as a new board member I am not aware but this does seem like a bit of reading so I'm just curious if this is an inordinate amount I'll give you some fun facts very quickly since October or yeah October of 2021 we've done 130 policies revisions are new since January of this year 45 of that 129 came came forward so if that gives you any kind of point of reference we're way over what we would normally see in a year it's a lot it's a lot a lot of change going going on Dr harbarger remind the board the why where where do policies are impacted by what by legislation obviously change in laws federal and state level um those kinds of things are going to affect the legislation and we may get a revision or new policy altogether because of it okay thank you oh I'm sorry Jessica go ahead I just want to commend you Jess Dr harburger as well as superintendent Smith and the board because I have the distinct pleasure of being um in a national Fellowship um as well as working um in public education and uh thinking about how swiftly and quickly this district has gone about reviewing policy as it pertains to new guidance from the state is really something to be applauded um I am incredibly impressed by your leadership um by your leadership Dr Smith and just want to Express gratitude as well to the cabinet because these policies just to we're a small and mighty team right but um the input that each of you have played into making sure that these are not just a boilerplate uh policy but truly policies that represent our um Vision our um our just the heart of our district does not go unnoticed and so I just want to express that gratitude to to all of you because I know um that this is not work that is done in isolation and I would like to say thank you to Mrs Dunn for um being the first to read these and then to read them subsequently with us each time and um really it's I've done this before not on this level these are a lot of policies thank you very much that's it's a lot of work Dr Smith just a point of clarification we did cover this in the working session but given that we're in a full board meeting uh could you just remind members of the community what our role is as a board as it relates to State policy and how that impacts uh the work of the school district well you all raised your right hand and took an oath that you would uphold state and federal law so as board members uh our policies cannot supercede state and federal law so we have to fall in line with that I'm sure that our policies uh meet the standard of the law and so uh this board certainly does that and uh believe tonight you'll approve the uh policies that we have on the second reading so very well thank you very much um that would lead to Mr notor can you tell us about student achievement thank you madam president members of the board and Dr Smith I bring to you this evening as an information item an update on our I 3 data um and this data was recently Rel recent L presented to the State Board of Education is now available for public conversation and so um just to remind you of your board goal for this year we did not have a board goal last year around I 3 we have one for the 23 24 school year I'm including this for you as reference for this year uh by June of 2024 an average of 80% of all third graders who've been enrolled in LT for three years will be proficient on I 3 with accelerated growth in underperforming sub groups so let's look at where we ended up by June of 2023 so this table uh shares three years of data from 21 22 to 23 um you can see the total number of students tested over those three years and you can see um an increase of nearly 100 students in third grade that were tested between 21 and 23 um you can see that increase really across all of our subgroups um the very last column where you see the uh green and and red numbers that's the change in proficiency from 22 to 23 so that represents the one-year change and you can see a a 4% growth for our African-American students 5% growth for our Hispanic students uh multi-racial also with an increase we had a pretty significant decline in our white students from 22 22 to 23 in in a 5% deine deine um a special education 1% decline from 22 to 23 but that plus five in parentheses shows the growth from 21 to 23 and it's important as we're looking at academic recovery post pandemic that we look at multiple years of of data points um are free and reduced but then our Els um this perhaps is the the greatest celebration for us as a district uh plus nine in in one year for our English language learners as we had even a significant growth from 266 English language Learners in 2022 to 319 in 2023 yet we were able to increase our proficiency rate for third grade readers uh by 9% so that gives us a grand total of of a 3% increase from 2022 to 2023 um as we look at it relative to your board goal this is your Baseline data uh for your board goal for this year um our board goal is 80% proficiency that would get us above our prepandemic proficiency rate which I think is important for us um our Baseline is 70% so we have a lot of work to do um across all of our schools to make sure that we hit that 80% Mark as a district and so on the following slide you can see uh the various approaches that we're taking to support our schools so that they can support our students and so the the first one and we've talked about this in board meetings before uh the science of reading uh this is a transformation in the way that we teach reading in this District it's really a transformation across the country uh so professional development and coaching around that transformation um to to one that's focused on phonemic awareness phonics instruction vocabulary comprehension and influency and to do that we have taken advantage of a grant from the Indiana Department of Education that allows us to place a full-time literacy coaches and you can see the schools that are listed there and these are our schools whose data indicates they've got the most need uh for support for our students and so we will have we do have full-time literacy coaches in each of those schools this year that we did not have last year um we do have reading Specialists um in every building with some buildings having two reading Specialists that um teach part of the day and then have part of the day as release time to support data analysis and support um program intervention for students uh so continued training and support for them uh decodable text and this is part of the Strategic plan as well um that each of our students would have access to decodable texts that aligns with the scope and sequence of curriculum that we're working through particularly in phonic um so that students are getting an opportunity to practice uh what their learning um and that would come through our foundations's curriculum and then the the building knowledge curriculum uh and this piece is really important for us will be in year two of our pilot um and this is about that background knowledge that vocabulary building those comprehension strategies that um some students learned because of experiences that they're provided either at home or through the community other students need us to support them in that background knowledge um so we can continue to see the the kind of growth that we've seen this past year so that's the professional development and coaching piece uh the data monitoring is also really really important uh that short cycle in the moment data has to become U more a leading indicator for us so that data that teachers are collecting in the moment of instruction to pinpoint the minute that a student begins to uh not understand and begins to to go Ary in terms of of reading Focus um will be a major emphasis for our literacy coaches and our team leads and then we recognize that um recovering from the pandemic is not just um our elc's and Elementary Endeavor we've got to have the whole Community supporting us and so we again are partnering with our retired teacher Cadre um we have um most of our retired teachers that are working in that early literacy and particularly third grade um we also have a very robust partnership with Huntington tutoring um they also are working third grade and they do some up upper grades as well and then we continue to have a solid partnership with Maring University that helps us fund our Orton Gillingham tutoring during jump start I'd be happy to answer any questions or entertain any discussion um I have one thank you Mr notor I appreciate that explanation about the in the moment um data collection I understand do all of the second graders take I they do okay and then to go along with that is that used as a data collecting tool too to see which children are Mo most at risk and then you can um select help for tutoring yeah it really provides us that data point leading into the school year and so in 2023 we had about 30% of our second graders that passed I3 so those students will not be required to take it in third grade and then that really allows us to pinpoint additional support to those students who didn't pass thank you further questions yeah so first of all Kudos I am so incredibly impressed especially as you look at the work that has been done for El's um I also want to applaud you and your department um for partnering with taju um to make sure that you are really exploring exploring the science of the bilingual brain as it pertains to the science of reading um Lawrence Township continues to be at the Forefront of dual language education um and it is it is incredibly impressive the work that is happening um I did have a question um as it pertains to the IR data because I do know students who do not pass in third grade if they do not have a good cause exemption are required to retake again in fourth grade and so is that data that we're seeing for third graders inclusive of those fourth graders or is this just the third graders taking it for the first time the data shared this evening is just third grade perfect okay thank you but Kudos very well done thank you I go ahead okay I was gonna ask um how does the Equitable student outcomes dashboard um align with the next steps as well so the the Equitable student outcomes dashboard really is about systems and processes so there are specific action plans around data for example and so you you've seen that mentioned this evening there's specific actions around professional development and support to for teachers particularly with English language Learners so you see that presented this evening um the way that our Equity audit was done and the way that the um action plan is set up it's built around our systems as opposed to a very specific data point in time and so you should see data professional development and support for teachers particularly for language Learners hearing you say is we are literally seeing our Equity dashboard and okay thank you for that um I would just like to mention for clarity that that well before I mention anything for clarity um this is a first for me I've been on the board for 11 years and to see this kind of um upward movement and achievement in all on almost all of our kids and such um amazing achievement for our El kids is profoundly profoundly impactful for me um the work we've done is start is working I thank you from the bottom of my heart it'll mean it'll mean the world to our children um and I just for clarity you know we see on slide three if we go back to slide three we see that the um um scores went down significantly for our white population but if you go to to four and which is we never want to see that right we never want to see that but if you go to slide four we see that um the pass rate appears to be around 88% yes which is the highest pass rate of all of our subgroups yes um so I don't have as much concern as I would if that were a number slipping in a different subgroup um but to see you do just need to pay attention to that over time that's why we look at three years of data if we continue to see a 5% decrease we're going to close our achievement Gap but we're going to close it the wrong way exactly exactly so that's not what Lawrence Township will do um and I just wanted to to talk to you for a minute about in the moment Data Tracking I know I have seen in classrooms do you mean literally in the moment so we I've seen in classrooms where the kiddos are working on their computers and the teacher is monitoring um and you can literally see literally in the moment what's what's happening is that how that's one form of of data monitoring in the moment another is uh teachers and let's just take phonics for example teachers working with an individual student for 30 seconds around aonic skill is the student able to identify correctly the Blends that they've been working on is the student able to sound it out are they able to recognize it in text and working with each individual student and tracking that data so that there can be immediate intervention for a student who's not getting it as opposed to waiting two or three weeks for some type of larger assessment it's great and that is what I love about Lawrence Township drilling down to the individual that is fantastic thank you so much uh this is wonderful information I appreciate it you're welcome okay um if the board is ready we'll move on to our financial update Mr miles thank you madam president Dr Smith members of the board tonight you get uh twice the fund from the financial report we're going to look at both June and July's reports uh as you may recall um back in July we have some transfers and other things that have to take place um to close out June so sometimes we share those uh financials in August which is what we're doing tonight so um as you look at the general fund uh report from June um again you see our Trends uh moving as we've seen them earlier in the year um our revenue is tracking up just a slight bit above projected um and expenditures just a little down um so everything's very positive there um as we move to the transportation fund also from June 30th again trends that we've seen throughout the year um with our salaries trending a little a little little above what we originally projected um and revenues I'm going to come back to that in just a second um but our totals there uh very close to in line with where we had projected through June as we move forward to July uh for the general fund again same Trends um Revenue in a good place expenses in a good place as well um very positive on the general fund side and then I point out on the transportation fund for July um just a note there at the bottom um there's a transfer an internal transfer from where we receip our some of our operations funds and then split that out we had not done that yet as of the end of July but we did make a note on that so um we do have a revenue an income uh posting for um July of just about $7.5 million so once you include that uh the transportation fund is in a good place as well board welcome any comments about our finance I want to continue to congratulate you on doing such an incredible job of making sure that we are well balanced I I do have a question I was looking at um some items here in our approval of our uh service agreements and know that one of our um initiatives is to make sure that we have retired teachers which is a wonderful ship um but also know that we're paying them $100 an hour and some of them are making upwards of $70,000 an hour for contracted services and so I'm curious as to what bucket of money that is coming from and how that is sustainable over time sure that's that's a a great question I welcome that um is that something I see Troy's keying up his mic Mr not that's gonna come from curriculum go ahead to that yes our retired teachers are funded through our federal funds Esser funds okay so this is about our academic recovery our learning loss recovery that those funds are intended for so what is and sorry I meant to say 70,000 a year $100 an hour right um what is this obviously we're not paying $70,000 an hour um but what is the plan for that because we know those dollars are sunsetting in 2024 um what is the plan for sustainability well the the first plan is to monitor Effectiveness and so in order for a retired teacher to be renewed for this year um the students that they were tutoring last year had to have above a 5050 50th percentile growth on our fast Bridge assessment so we'll be using I ready this year and measuring growth over time so that's number one we've got to have um proven results um we are in the process not just with retired teachers but with other um academic recovery initiatives that we have the data to know that we're getting the return on on our investment um we are in the process of moving those some of those expenses even before our Esser funds run out into other um entitlement grants that we receive every year so for example title one so you will see um some retired teacher contracts that are embedded into title one uh we're beginning to put some Huntington tutoring into title one so that over the next two years we can for those um initiatives that have proven successful um we can begin to create sustainable funding sources for them thank you I recognize some names on those lists and you've got some really really outstanding retired teachers doing the work so um just wondering how we keep those good eggs doing the work that they're doing absolutely let's see we are at board committee chair reports already how about that um Miss Dunn policy I don't know what more we can say about about it tonight love you Dr harburger that's all I have to say thank you for holding my hand this newbie uh Miss Lawrence my committee wasn't listed on here and I have no update I'm good okay thank you no problem Miss Norman uh mine's really short registration is still underway for the ltsf bridge Fund Golf Outing Friday September 29th at Pebblebrook golf course in Noblesville 100% of the proceeds directly benefit LT kids uh registration can be found at www.

approve 350 donation from Madeline daisies that would be for books and other supplies there approximately forty dollars of value Michelle and Tim Shepherd you can see what they're willing to donate there and that's valued at approximately 310 and that's for Miss Ashley Hunt's first grade classroom at Metro North Elementary then also recommendation to approve 122 donation from Kathy and Steve Kirkland to donate there for supplies for classrooms that's approximately 95 dollars in value we have the family of Wyatt Ashley or Wyatt Ashley and Lyon brain that's for some supplies they're also about 27 and that would be for Miss Mrs Stacy Meredith's preschool classroom also at Metro North Elementary so we appreciate that we'll need a motion all right thank you staff Spotlight well I want to first of all say that we are improvising tonight since metronome on Metro that is down I think across the state of Indiana we don't have internet access but we do have hot spots we have different things so that's why you might see people walk around and do different things tonight and so for the people at home hopefully you have some kind of access so you can watch our board meet so we are going to go ahead though this is a one of the favorite times of of the night as far as a school board meeting when we do spotlights and this year we're doing something a little bit different so last year at the end of the year we actually did the nominations and selections of our staff Spotlight for staff staff of the year and also teacher of the year and so tonight we have with us principal Amber Lewis principal at Southwood who is going to share some things after I share a little bit so the staff Spotlight for tonight Southwood and the staff of the year was Katie Davis so Katie if you would like to come up and Dr is going to move our camera since we don't have our internet access to do that there we go so and I'm going to read just a couple of things once the once the staff of the year they actually um to be able to find out who the District staff of the year is we have them write a narrative and the narrative is why why do you love being a staff member at MSD and specifically in this particular case it would be at South was a paraprofessional and let me just read what Katie wrote it says I absolutely love working for msdwc I've always loved working with children of all ages but I feel most effective with older students this past school year as a paraprofessional I was in eighth grade and ninth grade classrooms the most and I really bonded with the students they are fun age and have great personalities they can express to you on how they are feeling and what they need the most help with I always have a good attitude despite what might be going on students really like to see and I have several that go out of their way to just talk to me even out in public and that's really good because that doesn't always happen I can connect with I I can connect with most students on every level I am very flexible when asked to switch my schedule around I do what I'm told and I don't complain I've had several jobs over the years but I can honestly say I look forward to getting up every day just to see the students and my co-workers I work well with the teachers helping them assist the students that need help I'm thankful for my job at MSD because I know I'm making a difference that makes me feel good so good and that is that job for me so thank you very much for that and I'll let Mrs Lewis then share a little bit of information too Mr key favor really covered it because that was a lot of what I was going to talk Katie I've had the privilege to get to know her this past two months a month or so and she's just a huge asset so she spends most of her day pushing into our general education classes to help students with special education needs but you're going to see her helping all students so it doesn't matter what if the student has an accommodation or not she's there helping them and that's just huge to watch as administrator to see that she she's helping every student that she can in particular we have one student that she's been able to make a connection with that nobody else in her school has and I think that's just a true Testament to her character to her talents for working with students and it's just a huge blessing to cover thank you and Katie um one thing that with our student staff recognition First Farmers Banking Trust sponsors this for us and so what we've decided to do is you actually get a 50 voucher for our online store so you can just use that and uh we uh thank you very much do you have anything you want to say I didn't really press on that but uh I love my job I like doing what I do and all right let's give her a run real quick [Applause] and next we will have um this is Sandra Gus Weiler and she is our teacher of the year for Southwood but not only for Southwood but also for the district and so she actually had to write a lot more and part of it is what we do is if they want to move on to the next level as far as the state of Indiana I try to use the same prompts that they do and not every problem just one prompt so if they do want to continue on with that they can and I'm not going to read everything it was a very good um narrative that she wrote but I just want to read one paragraph and here is the description describe a project or initiative you've been involved with that deliberately creates culture in your classroom or School describe how you build and use relationships to collaborate and to teach students of all backgrounds abilities and identities and so this is actually the the paragraph not this is just one paragraph that that she that she wrote a Spanish teacher by the way too that people don't know so the good teacher creates a safe place for their students I support an environment that the students can feel comfortable take risks and share their lives with others I tried to create a positive climate in my classroom and this produces positive relationships with my students a mutual respect and appreciation between a teacher and their students produce an atmosphere or learning I believe that my students know that they are important part of my classroom and every individual is a unique learner as a group they become one family that helps each other and encourages one another in and outside of the classroom very good at 39th year of teaching so um [Music] you need anybody like you just spend a few minutes in our classroom and you just see how amazing she is as a teacher really she has mastered the art of reaching all types of students of making learning fun if you've ever tried to learn a foreign language a World Language it's challenging and difficult it can be intimidating but she just makes it just such a welcoming safe environment for her students and I can speak you know now we're working together but I've had her for three years of Spanish and so I can speak as a student as well and she's just an incredible incredible lady and incredible educator too so I'm very blessed I told well I didn't tell you this but I don't want her ever to retire very very difficult to fill her shoes all right and again so 50 voucher for something I'm sure will be Southwood because congratulations as you're reading those things they're they're faces so yeah and I just say that they could leave just not a lot of good stuff here but uh thank you for the recognition Okay we have a couple other things tonight we do have staff and student recognition and have a couple from Mr Martin at Shark Creek Elementary and he just said we wish to recognize technostonia Mr Howard Usher for his daily dedication to our students to have a school building thanks to all for all your hard work and efforts of Shark Creek also thank you to the Food Service staff members who take such good care of us at Shark Creek we have Honeycutt Carla Dietrich Randy rice Jennifer Dillingham and Amanda Rhodes all you do a wonderful job so again we do this during the school year and appreciate them recognizing those people and I will give the phone back because I don't have computer so I can't have a hot spot when I have a Facebook live yes it is all right that's all that's all thank you uh public comment on just agenda agenda items if not if you've read through the minutes from prior meeting I'll take a motion to approve it and changes I'm going to approve those minutes second all in favor say hi hi all right next would be approval Financial invoice beginning with claims did have one question about chalkboards resurfacing yeah well they put like when they resurface them they're putting the white boards over the top or yes because I'm sitting there like why are we yeah okay yeah so the chalkboard itself is just being used as a placeholder for the light board it's when we use lose Internet we go back to Trump [Music] second motion the second for approval of claims this evening all day with that motion say aye hey no opposition payroll uh that this payroll concludes the 22-23 school year pay ing so the next payroll will reflect of what it will be moving forward for 23 24 school year that will be the first pay for the 2300 school year thank you I'm going to accept payroll version second hold finger all right Financial summary I promise yeah I just gave you a snapshot of where we sit with our cash flow and education operations fund the education fund shows just about everything that we can show for the year except for salary increases for teachers which we're getting ready to start formal bargaining um from the hearing that we did at the last four meeting we will actually start doing some informal meetings with the Teachers Association so that does not include any of that and then also whatever the ABM comes out to be in the fall and any changes that might be reflected for that and then just operation shows what we're currently doing it also shows when there are some of the projects that we have been doing which we've been paying out of the operations fund because they're not receiving the bond money at this point in time so we are actually getting started with the bond process we have an s p meeting on Monday to get a rating then that rating will you know help determine kind of what rates we get with that on so all those things are happening shortly they're really we were improved yeah so that doesn't hold us re-evaluation you anticipate for us to have a super good rate any other questions thanks Chris appreciate it have a careless uh grab your HR if you will this is just simply amazing beginning your school year and only have such a short list that's a great great thing and the rescue Nation Tim Smith that's custodian at Shark Creek underemployment we have Shannon Pierre Kim Jacobs and Adam swimming pool s as you can see their positions if you will so any thing can be said about that Mr key favor or we'll just go ahead and load them or to the HR so all in favor of approving HRS AI divorce Department yeah the partner started out pretty smooth with Mr Edward he's happy and he's a good excuse me so far for him so that's always good they had 628 students they probably will stay at that but they're they'll stay north of 600 side pretty good deal just remind everybody I keep thinking about it's been in life when will those decisions be made any anticipation that's a better question for Mr favor if they will get the other superintendents to wrestle around the Brio Style we're ready to say yes and we'll bring it to you guys for that okay and I encourage every board member to bring into their Warden do as I'm doing here in Tennessee and I will say that we we are definitely interested in trying to do something that you know move move forward with that I do know that we have two new um too so um that changes some things a little bit too superintendent report yeah I just want to mention that you know projects continue to progress in the area of course if you're interested in helping with the Salvage Elementary roof they're still roping and I think tomorrow and Thursday will be quick days and also the gym floor kind of really really close to complete completion was right very close very very close so hoping to be able to play on that very very very soon so um so that's going to be great and that's all I am all right thank you Ivory yeah I shared the car I resourced with you they're not as high as we'd like foreign [Music] that's kind of the new some new strategies on how to teach that and so we have the best that have movies in the district I would say probably close to a hundred thousand dollars by the time this year is over a world invested in training and materials for our teachers to use and so we are we're exploring on that so it's not great but it's not awful and it's something that of course will be this is the third grade we've been kindergartners for the coveted years and so they would have been there through March or April whenever March 13th and so but when I look at for excuses we're all students are identified or provided them services all right thanks thank you we'll move on that to new business we have five five items to consider tonight first one being recommendation to prove social media actions yeah I want to go back a little bit prior to coven we actually were in a um another suit against the jewel company and the vaping and that's still actually progressing at some point we figure that there will be some finances that will come to us that we can use some of those finances because of some of the things that happen with students that who Vaped and things like that and so this is very similar to that and our school turning actually shared this with me and I also looked at it and saw it earlier and so we discussed it and feel like the social media action suit is also appropriate because there are things that happen in our schools there are students that have discipline issues and different things because of those it does Cause A disruption the school they may have to be put into day reporting different things like that that does cost finances plus this is not good for their mental health and so there are schools in our state in the country that are are looking into this and so my recommendation but before you do anything to see if Joshua do you want to put anything in here also a mention anything that we are part of the social media action suit is my understanding that this is not anything that will cost us as a district the key takeaway as you and I discussed you know significant downside to doing it there's no plan commitment on behalf of space in it is very similar to the jewels lawsuit which Oasis class action suit so we would be one of many many parties that I anticipate um contingency will most likely be negotiated but um the attorneys only get paid in the the concert getting some sort of a judgment agree and so for example not that we know exactly what this would be before the Dual civil lawsuit there we received some finances there might be some things that we can do that Implement to have more prevention in our schools if they can so to speak or also fund some of the things that we have with our day reporting program so it is my recommendation that you approve this and we'll sign off on it and send it off discussion on that so what social media all social media or who are they suing they're going to name them all I think Facebook meta Instagram Snapchat yeah that's in number two there um and everything that I've seen those are kind of the biggest ones that are men so Donna what would be a large tech company but um I don't remember how when the jewel one started but this we should anticipate probably you're 18 months or years well it was before coping that the uh the jewel one that we got there were two different ones that got involved with that we were one of the first ones in this area and then they brought up another one and I kind of joined that so ours was turning out of New York and so it's been several years ago through yeah um you know to me the cause of action doesn't immediately jump to the front of my mind of what they might be doing but um the cause of action is a little bit nefarious um to me your nebulence like um I think they're going to be doing some really good lawyering to come up with exactly how they can end some sort of liability on the tech companies um but yeah some of it is too though like they're like Facebook well I'm not mentioning your name that was the first one on the zoo but part of it too is just the age of what they do and how they Market it towards the different ages and not um applying to all the laws and the rules of their social media so I think that's part of it too I wouldn't say they have a slammed winner on their hands can be very difficult right and I think it's going to end because of that I think all the tools taking back you know years and years of reservation yeah motion to prove the recommendation there or there's some possibility to give them something otherwise yeah all right recommendations approve the appointment of Valerie down to assume the board position currently held by David down that expires here in September therapy for the Rowan Public Library Board of Trustees and that term would then end and 2027.

you've heard the recommendation of the administration for the approval of the textbook for the class of fundamentals of or I'm sorry for the course finance and investment the material being fundamentals of investing 13th edition I have a motion motion by Mr babject seconded by Miss Basin question or discussion uh Mr Ramirez is this book already already being used this book is being used the book that was previously going to be used was out of print and we could not receive it so we cannot use it and so we have to find another supplement and so this one had to get started because of the fact that the other one we were told very late into the summer was not going to be able to be produced so is it still on the way or though or is it already here no we were able to cancel because they're not publishing it so then we have to move to a backup option here which also meets the same requirements and has the same standards and aligns with the college kind of expectations for the course thank you yes all those in favor please signify by saying aye aye those opposed motion carries four zero item 4.02 school safety specialist candidates for 2023-2024 Mr gianfermi thank you Mr President board members Crown Point School Corporation has been participating in the school safety specialist program offered by the Indiana Department of Education for several years you have a list of approximately 50 individuals that have been through basic training and our school safety specialist pursuant to house enrolled act 1492 school safety moving forward all school safety Specialists need to be approved or disapproved by the school board for this year we are recommending that the school board approve the following individuals to enroll in school safety specialist basic training for fall 2023 Laura Floric assistant principal at MacArthur Elementary Melanie pochek assistant principal Solon Elementary Annie lauric assistant principal of Crown Point High School and Lynn alkire associate principal of Crown Point High School you've heard the recommendation of the administration for the approval of the school safety specialist basic training in the fall 2023 Laura foreign Elementary Annie Laura assistant principal of cropland high school and then our associate principal Crawford High School animal motion motion second motion by Mr van motion by Mr Vassar second by Mr babject question or discussion all those in favor please signify by saying aye aye aye those opposed motion carries 4-0 4.03 policy revision policy zero one six seven point three public comment at board meetings Mr Aquila thank you Mr President we bring to you today policy revision of policy zero one six seven point three which is part of the the matter a technical revision really is the change of a word there was if you can see in the draft there that we're replacing the the the term participation or participate with comment which is an accurate reflection of what we do and and what is recommended in addition though there are some other changes that we bring to you there also bring this policy which hasn't been looked at quite a while but also will help it reflect exactly what we've been doing more accurately and we're recommending this evening that that the administration or the board have a first reading waive the second reading and adopt the updated policy as presented and I know particularly we want to bring to light some sections in there for you possibly to have some discussion I think at this point I'm going to pass this on to Dr Taylor for that thank you so one of the ones that we have in there that has been a part of our policy for many years is that people have to when they get up to speak when they register they have to put their name and address when they give to speak they also have to say their name and address and working with both our attorney and then also with Luke Britt's office getting opinions on this um we are perfectly within the rights our rights your rights as a board to establish the procedures for public comment at a board meeting there is no law that states that the participants must there is a there's no law that says that they cannot be required to do so one of the things that it asks for though is for rationale as to if you're gonna if we if you are going to continue that process that procedure is for rationale of why and I would give the perfect example was a few years ago a couple years ago when we were going through the pandemic there were groups of people who were going around to board meetings and signing up to speak publicly even though they didn't live in that City sometimes not even in the state and they were speaking we were fortunate here we didn't have to deal with that I think some of that had to do with the fact that people had to give their addresses my recommendation to you is that we continue to ask for addresses for people to to speak and make public comments um as we move forward you've heard the recommendation of the administration to for the policy let me go back to my notes Here zero one six seven point three for public comment at board meetings waiving the second reading and also adoption of the updated policy is presented if I can get a motion we'll have some discussion about that but if I can get a motion in a second first motion motion motion by Mr Vassar second by Miss basin so regarding discussion on this um my personal opinion would be if they list their name and address at time of sign in which I do feel is important as part of being part of this community and school corporation boundaries to be able to speak or have common at our meetings is vital to keeping the Integrity of a meeting for someone that actually has either taxpayer input or parent input so I would I would be okay with as long as that address is listed and that obviously can be checked into to make sure that those individuals are living in our School boundaries other than that I have no issue with the other part but comments I don't disagree with that um the only thing I will mention is as a listener or somebody observing a meeting I think it is helpful to know who's speaking and what um area they're representing right so a concern may be more specific to a like a local area so when they give your address so say I give an address um you know right around the high school area or say in the Regency and the thing I'm going to speak about is very specific to my neighborhood concerns or what I think it gives more of a an explanation to those around who are listening that that is a more specific problem to maybe a certain area or neighborhood as opposed to a general thought so I don't I don't know that I'm opposed to having them continue to read their address out loud so that everybody knows I don't know I guess maybe on what behalf they're speaking or for what area that pertains to okay Mr Bashford I hear what Danielle's saying um will the people that come up to speak will somebody be announcing their name because if we're gonna if they're not going to be announcing their name well for example would you announce their name Mister correct I will call them up and and then if we change this policy accordingly I can read that full address along with the topic they're speaking about to kind of that covers that questions and discussion we've had already so in other words for instance Scott Angel address 123 99 Sullivan Court Crown Point Indiana topic bus routes the other thing you might consider to Danielle's point is you could have them register if they're a parent if they're a Community member if they're a business whatever that might be and or school that they're associated with and one of the things that I think could help us in that area is if their say there happens to be 10 people here we have 20 minutes we could prioritize and put parents first and then go from so that way we would know that we're hearing from the people who are most impacted by the decisions that are made just for you at home that are listening or watching we do limit that section to 20 minutes hence why Dr Charles statement so we try to keep that at 20 minutes for each board meeting with obviously someone can always come back the next month hence why if there's eight people speaking we'd move the parents to the top and spend that 20 minutes for that priority at that particular meeting I was going to say I like that idea um you know in terms of prioritizing parents who are you know a higher level stakeholder I guess in many instances because their students are impacted um and I like the idea of Mr Angel reading those uh off as opposed to the patron coming up and having to State all of that or restate some of that just for the sake of time have we did we revise the policy to include parents that have students in our Corporation but do not live within the boundaries because we had that we have had people take the program before joint custody parents where one lives in Maryville one lives in Crown Point correct and I think that with the clarification of parent that could help that is okay yeah so I think we should conclude that yeah all right so with all that said Dr Tara are we comfortable in executing that policy or do we need to execute it before so my question is basically do we need to bring this back with the full policy and force before approving it are we okay with what was discussed I'll look at Mr akiwa do you I think let's summarize first to make sure that we're all on the same page so what we're talking about is one whoever wants to to speak at a board meeting still is going to have to sign in give their address and include if they're a parent Community member what it might be and school that they are associated with then when it comes time for public comments Mr Angel whoever's the president of the board will call out Danielle bazen is coming to us she's a parent concerned with issues that are happening at Timothy ball and go from there does that encapsulate what you guys are recommending here that would cover it for me okay so I would just say then according to the sheet here although it will just add a separate line for school but also include topic as well yeah good with that and if you guys are good with that and already taken and putting that in place and word smithing it then I would say go ahead and move forward tonight if you'd rather wait and see that and print that is absolutely fine as well I think if I was you I'd probably wait to see it in print just so you can make sure that you know for sure what that's going to be and that's your intention so under so then under 4.03 tonight I am going to uh adjust the original motion to where we've discussed the first reading and upon a second reading next month we will adopt the updated policy at presented at that time they have a motion sorry just making a motion then to table it well to official approval to revise and approve it at the next meeting okay motion Meister babject the second second by Mr Vassar all those in favor please signify by saying aye aye thank you 4.04 Colonel wheeler concession and Bulldog Park locker room bid package fire sprinkler system Mr Reese thank you Mr President tonight we bring before you bid package number two which is a fire sprinkling system for the building on a Beyond Colonel contracts for the colonel wheeler concession and Bulldog Park locker room as follows fire sprinkler systems to Valley Fire Protection Systems in the amount of ninety thousand nine hundred and eighty dollars for fire sprinkler Water Service to zease and Sons Excavating in the amount of twenty nine thousand three hundred fifty dollars for electrical and fire alarm to Continental electric company in the amount of five thousand eight hundred and fifty dollars and plumbing to Bloomfield mechanical only amount of one thousand eight hundred twenty dollars I have a motion motion some motion by Miss Mason seconded by Mr Vassar question or discussion all those in favor please signify by saying aye aye motion carries 4-0 thank you Mr Reese Eisenhower Jerry Ross Lake Street MacArthur and Solon Robinson playgrounds Mr Reese thank you Mr President tonight we bring before you the playgrounds for Eisenhower Jerry Ross Lake Street MacArthur and Solon Robinson we're utilizing Source well it's a nationwide purchasing contract for this this is due to the effort to coordinate the construction projects ongoing at those buildings as well as the installation of the equipment so with that we're utilizing a national RFP and utilizing those to meet the bidding requirements with that we're recommending approval the playground equipment soft servicing and installation for Eisenhower Jerry Ross Lake Street MacArthur and soul Robinson playgrounds the amount of two two million 652 358 dollars to new toys Leisure products you've heard you've heard the recommendation of the administration for approval of playground equipment soft surfacing and installation for Eisenhower Elementary Jerry Ross Elementary Lake Street Elementary MacArthur Elementary and Solon Robinson Elementary playgrounds in the amount of two million six hundred fifty two thousand three hundred fifty eight dollars to new toys Leisure products they have a motion motion by Mr babjek second by Miss Basin question or discussion simple question and this so the surrounding communities neighborhoods by these buildings were those kids that off school hours can they still get to the playground equipment to play on it it just I just thought of that just now yeah they're they won't be locked up or anything like that again contributing to the community still yep all right all those in favor please signify by saying aye aye aye motion carries 4-0 thank you agenda items five 5.01 construction projects update Dr Terrell thank you I have asked uh Dion casource to be with us this evening our main rep from Skillman um and wanted to ask him just to give us an update as you guys know we're off to a great start we still have many projects that continue and are in we'll continue throughout the rest of this year some even into the next year and Beyond um but we're in a really good spot with that but just want to give you guys an update with as many things as we have going so you have an idea one of timeline two of concerns that are out there and then any questions that we can answer for you so you have I emailed to you the board update that we received from Diana earlier today that always does a great job with Drone footage and pictures and to really get a scope of what's taking place but with that I'll turn it over to yeah thank you Dr Terrell members of the board so what I'd like to do is just give you a very high level snapshot of I'll say the remaining work to be completed when we started these projects the first one that we started working on was the Middle School New Middle School on August of 21 Then followed up by the high school and then several of the elementary schools you know it's it felt like a we talk about it being a marathon it was a marathon all the way up until maybe July 31st and then it was a Sprint all the way up to August 16th um things haven't really slowed down we've just shifted gears and we're concentrating on the renovations and completing some of the work in some of the other buildings so I'll go building by building really with what's remaining starting with the new middle school so if you were to walk in the auxiliary gym in the main gymnasium right now auxiliary gymnasium we just started putting the bleachers in today and those bleachers will be complete by the end of this week and then the bleachers for the main gym will be installed next entire week of next week Auditorium will be complete mid-october we actually installed the binder on the track this morning and the surface will go down this Friday and then we're going to focus on completing the remaining site work here in the month of September so we should be wrapping that entire project here in a bow in the next five to six weeks moving on to the high the high school if you were to walk into the old weight room on the west side of the building near the gymnastics room that's being renovated right now that work starting in June will be complete with that space by November cafeteria expansion the satellite kitchen area is going to be complete November and then some of the other spaces like TV studio facts pltw Renovations are going to go be going on from now all the way up through May June of next year at the high school if you were to if you drove by the multi-purpose field at the high school or maybe you saw it this weekend you'll see that the turf's going down it's probably 90 complete at this point and we anticipate the entire field being 100 complete by Labor Day and being able to use that facility next week moving on to Timothy ball in the auditions for the most part are complete were going through and addressing some punch list items right now we're focusing on some of the renovations in the existing building and the playground actually started on that one past week and will be completed in early September that was one project that the playground portion that you approved sometime I believe is at the March board meeting so that work is underway right now um MacArthur Elementary similar situation actual additions are are complete we're focusing on the renovated portions being the PBIS kindergarten kitchen areas that project will go all the way through July of 24 and I'm going to take a step back Timothy ball will be complete around June of 24.

recommend that the board board approve authorization to proceed with a 1028 preliminary determination hearing as presented so moved properly moved and second is there any discussion all in favor I I I any opposed we have approved that authorization next up is the approval of our superintendent contract um and I recommend that we approve the superintendent's contract is there a motion second she did no I know I recommend oh I'm sorry recommend so moved my apologies properly moved and seconded um we have some audience uh some stakeholders who would like to address this I would like to ask Miss Liz Missour to come forward please even though I Stay your name just again state your name your address and your affiliation with Lawrence Township I am Liz mour I reside at 6203 Carrington Drive uh three children of mine three daughters went through the Township Schools and are productive for the most part members of uh productive citizens and I was a teacher at Lawrence North high school for a few years so thank you Dr Smith and members of the school board for giving me an opportunity to speak it is an honor and a privilege to live in a school district with a mission statement that states that it Fosters a community that values academic excellence and lifelong learning and challenges each student to become a responsible citizen of a global Society Dr Smith as the board considers renewing your contract I hope that you will as a servant leader think globally and act locally about MSD lt's Landscaping policies for the health of the health of our children and the environment and for fiscal reasons please consider instituting a sea change when it comes to turf grass despite the insistence by chemical companies such as beay Monsanto da and most long care companies that pesticides fertilizers and herbicides for treating turf grass are benign there are concerns Owen wormser 2021 book Lawns into Meadows present scientific studies delineating how quote Lawns significantly degrade the ecological health of land and water and contribute to global warming on quote a local physician Dr Paul Winchester has stated there is data showing a connection between exposure to Lawn Care chemicals and pre-term births in his book Nature's Best hope Douglas Talam details how quote 40 to 60% of fertilizer applied to Lawns ends up in surface and groundwater where it kills aquatic organisms and contaminates drinking water unquote additionally mowing grass is responsible for 5% of the air pollution in the US pollution which exacerbates the asthma many children have reducing turf grass and installing native pollinator friendly flowers in contrast is beneficial native flowers flourish without pesticides and fertilizers their deep roots reduce flooding and they sustain insects such as bees and butterflies which pollinate a third of the food Foods we consume in addition to health issues there are fiscal reasons for reducing turf grass a 2020 30 seconds left okay so there are fiscal reasons so as a school district which applauds innovation and doing the right thing please start implementing Landscaping practices which reduce costs reduce global warming and benefit our children thank you thank you very much Miss mour we appreciate your comments uh Miss Mr Eric Young again please state your name and address and your affiliation with the township and I as I forgot to mention you have three minutes hello I am Eric Young I reside at 8354 teista Circle I am a parent and volunteer of the district Madam president members of the board Dr Smith good evening I'm here to speak on the consideration of the superintendent's contract I have several questions about the contract while I realize you may not answer my questions directly however I hope each of you will take the time to be sure you can answer these questions for yourself unfortunately the data provided in the given contract does not give comparisons to the current contract so that makes it a little bit difficult to make informed decisions on my behalf thus the questions section two states the term is set to July 1 202 3 to June 20 2026 so my question is why is the board discussing and potentially approving the contract after its effective dat item 5B incentive pay I would like to see more definitive measurements included here for example the districts I read score which we just discussed our recently released score of just 66% is woefully inadequate which I think everyone can agrees to LTE has the second lowest score in all of Maran County and we are significantly below the state average of 82% retirement contributions as I read the published contract the district is paying for one the superintendent portion of his contributions to iner Indiana Public retirement system plus we are adding to his salary the am equal to the federal income tax amount on that contribution two $20,000 to a 457b retirement fund total in 2023 the maximum that can be contributed is only 30 is 30,000 so we're big chunk of that contribution or that limit three 17,500 to a 403b retirement fund and four we are contributing ,000 to a Viba which I had to look up a voluntary employee benefit Association defined for my reading as a group of employees that may pull resources to establish qualified benefit programs curious to know reason for those funds and why the district as the employer is making that contribution Mr Young you have 30 seconds thank you I do not know the amount being contributed to impers but with just the other three this is nearly th000 in addition to the salary and other benefits I would like to see the district's contributions re stated as a percentage of the contribution made by the superintendent himself finally as it is the board that employs the superintendent is my expectation that all of you were involved in drafting this contract and my ask to each of you as your constituent is that you do not that if you do not have clear answer or understanding to any of these points that you table this decision until you do have clear answers and understanding thank you thank you very much for speaking with us we appreciate you um board comments Miss Pucket do we have comments on the do you have any comments on the contract I can miss Norman do you have comments on the com since we live in a world of acronyms I had to write out an acronym for um regarding the contract but can is now the time to speak or should we wait till we vote we speak before we vote okay got it okay well when considering and I appreciate all of the input from the public um when we look at this take a step back and look at a big view um I had to use an acronym because I have Mom brain and it helps me put everything in line I came up with vase um the reason uh moving forward for me is Vision we need leadership that has Vision not for the next school year but beyond because this will impact our children we are parents we have a lot of uh kids involved and there's a lot at stake also the vision to develop to see the future and to develop the Future Leaders of not just our District but those who might go out to other districts um a is acknowledgement acknowledgement that we are not perfect and there are definitely areas of improvement um you takes humility to see where we need to really grind our heels and um and work on and that I do see that um s is stability stability comes from the continuity um we are fortunate to have a superintendent with I believe 34 years of public education experience uh my mother and my uncle were both lifelong Educators almost 35 years each and we are in challenging times right now it feels heavy it feels burdensome it feels that way for the teachers for the families for everybody involved um public education is under attack at times and we see that so we need that stability in our district um moving forward um and again just um I put Excellence from that realm the Excellence for me comes from getting us a seat at the table from our uh view on the board one of the important things to me is that we're able to meet with our state legislators we'll see we've seen some impact we still have more to go but being able to meet with our state legislators face to face most of us are parents of kids in the district multiple kids actually and to be able to meet with them face to face and share the stories of how public education funds have helped our children not just learn and grow but physically walk navigate a space an environment that's uncomfortable to them um I mean I can't really put a quantification on that but from coming in Corporate America I do know that the networking is very valuable and I do commend Dr Smith on the connections that he has created um and I do believe we're going to see continue to see a return on investment there so that is my um comments that I wrote out uh in my deep Reflections about their superintendent contract moving forward and I will pass the mic on La if you could come back to me I wasn't necessarily prepared we don't normally do comments right before the vote so I'm gonna pass it to miss dun yes and so um vice president Norman I Echo many of your sentiments uh superintendent Smith you are truly doing an outstanding job of leading the ship here in Lawrence Township most recently you are appointed um as the regional advisory committee for the Midwest um for the Department of Education something that um is truly an honor I know that our superintendent is doing outstanding work um across this District I also know that when we look at the compensation that our superintendent is making and comparison to other superintendents with similar experience across the district or across Central Indiana um that um we are paying um a very handsome wage to our superintendent um I know as a 30-year educator none of us go into this profession for um the salary we do it for other purposes and I truly believe that about superintendent Smith um that said um I have 100% faith in the work that superintendent Smith is doing um my vote to abstain on his contract is by no means indicative of the respect that I have for superintendent Smith but it is because I truly believe that it is our job to negotiate the salaries of our teachers and of our classified staff before we negotiate that of our superintendent and that is why I will be abstaining this evening I will also be abstaining this evening um for many of the same reasons that Miss Dunn stated I do want to say Dr Smith you and I have worked together for a very long time I've been deeply involved with this district and with um with the refer referendum I've been a member of the Lawrence Township foundation for many many years as well and I've known many of you on this board for many years prior to being elected to the board my vote to abstain is not at all a reflection of how I feel about this District but I am echoing many of the same sentiments that Miss Dunn shared in her comments um Dr Smith I know we're going to do great things as a district I also know that on this board we have the votes to pass this if if that weren't the case my vote may have been different tonight but I I do want to say and thank you and your Administration for the work that you've done over the many many years to continue to support our school and our children thank you um I've been on this board and worked with Dr Smith I've been on the board for 11 years and worked with Dr Smith for 10 so I am tonight the history teacher I'd I'd like to start with explaining the salary structure for Dr Smith's contract when he came on board Dr Smith as Miss dun so beautifully said did not come to this job for the money um we intentionally structured his contract at that time so that he was near the mid or the bottom range of superintendence and Maran County we structured it that way because we knew that he would get the percentage raises on that base salary year after year equal to what our teachers got so whatever we determine our teachers will get this year based on the monies that we are given from the state Dr Smith's our Administration will get the same percentage so the reason that Dr Smith's salary has base salary has become large is because we have been blessed with the longevity the continuity and the sustained Excellence that that board that hired him believed we would have so in comparing his salaries to others you have to look at how long they've been on they've been serving you have to look at um what they have been able to accomplish while they've been there and um as for um retire pay Etc it is not equal to what we give our teachers Dr Smith is responsible for every single thing that happens in this District it is a heavy load and his salary is structured differently than our teachers but his raise on his salary has always been in line with our teachers Dr Smith has improved our graduation rates from the mid to high 8 80 percentile range to 93 94% across the district we've seen significant upticks in our achievement particularly in traditionally underperforming subgroups as you can see with u Mr not's presentation this evening we spent two and a half years working on our Equitable outcomes initiative because in Lawrence Township Equity is not a one paragraph statement it is a way of life and that through Dr Smith's leadership we reorganized how we deal with gifted students in light of our Equity how we how they are how they come to us how we treat their individual needs um we have a strategic planning um dashboard that will be up soon or is up I'm sorry and you can can um you can see our dashboards on site for equity and strategic planning speaking of strategic planning when Dr Smith arrived on campus we had no board goals we had no strategic plan we had no Blue Ribbon building plan we had teachers that hadn't gotten a raise for three years there was a lack of communication throughout the district and between the board and the administration we were we were almost at the brink of deficit spending we might have been in deficit spending for a year and had to close the school we had um no meetings with our legislators we had very few meetings with the administration Dr Smith came on board and within a year we had board goals we had a strategic plan we had a blue ribbon building plan we meet with Dr Smith once a month each board member that's no small thing and we get reams of information every week that it's very almost very difficult to keep up with every school has been renovated retouched we want a referendum we you can see in our the pride in our school schools we've rebuilt the stadiums we have rebuilt the high schools we have um brought Pride back to our kids my children in particular who used to call um along with all of their friends call our fields on their campuses the ghetto they were so bad um I will say that what is crucial in this district is continuity and continued Excellence we all know there's a teacher shortage we all know there's an administrative shortage you all are the top in your field each and every one of you here tonight and so are our teachers and you could leave tomorrow and find a great job at another District if you wanted to leave this great District why are we doing this contract today because the fiscal year is July 1st and I want everyone in this District to know that Excellence will continue in this district and we can count on Dr Smith's being here for another three years and that makes makes it easy for me to sleep at night so for that reason I will be voting yes having heard from each of the board members and our community members oh okay Crystal yes um I again I think um everyone that had spoke today that's one thing that I honestly you hear so much from neighboring groups on what it looks like the negative way to hash out things I have to say I appreciate the honor and how um we move things forward so I'll just leave that there but I will say just for the record I did want to say that Indiana has had a superintendent leader um around 2018 who was around the 300,000 salary benefits package Mark um and this uh person was well under 10 years of service just so that we aren't um thinking that this is like an outlier moment right now um this moving forward um I do want to also say that there's a duality in my mind because I sat and thought about this as well that I can be equally passionate about the salaries with our Township um of our Educators and so forth and equally passionate about my superintendent and um what he what he earns and I'll I'll just leave I'll just leave that there you guys I'm really trying to um thank you for hearing me process out loud um I'll just leave this here Dr Smith your human capital has brought Lawrence a higher economic reach return for our Township um referendum leader for advocate of mar Marian County leader in the urban School Association political state house um representation I'm not sure what all else I can name so I'll just leave that right there the one that stuck stuck out to me the most and I wish that I I didn't get his permission to share his name and so I won't but in the conversations that I have had this individual um I simply asked asked from your experience with superintendence what stands out concerning um Dr Smith's leadership this individual works with many leaders Nationwide and what he had said was his understanding of community his perspective of a mentor education and business the fiscal component we have no fiscal concerns he also added the additional people that I could talk to as a reference to even give more depth and more grounding um this sealed my yes and um I think my bigger concern is we would lose more by not having you as a leader of our Township you bring receipts with with your work and receipts are Urban vernacular for proof or evidence just so you know um so I just want to just what I really want to say I'm going to put an ellipsis on but I will say this I think that I will continue to e in the form of Duality because the beauty of equity work is that the beauty of equity I'm just going to say it the beauty of equity work is that you have to be cognizant that the decisions that you make or that people make don't undo the very work that you are looking to move forward and so the bigger thing for me is we can't afford to lose you um I'm going to leave that there but I'm grateful for the work that we all do up here I really truly am um I'm going to leave that there Wendy thank you all for your heartfelt comments I appreciate all of that them um I will also say if Dr Smith wanted to donate his entire salary and benefits package today to the teachers it would have almost zero impact on what they could be paid almost zero and I'll reiterate again Dr Smith is not a teacher he's LED this great District into in into a new great space so with that all in properly moved and seconded all in favor I I any opposed any abstaining say abstain abstain all right thank you that Dr Smith your contract is approved and with that we move on to the um we move on to the um less emotional approval of the Lawrence North roof bids Mr Smith Madam president members of board Dr Smith I recommend the board approve Dano Roofing Incorporated for the Lawrence North roof replacement as submitted you have a motion so moved second properly moved in seconded is there any discussion board with no discussion all in favor I I any opposed guys have it um go on to the approval of our Neola policies Dr harb thank you Madame President members of the board Dr Smith earlier this evening I brought forward to Second reading the Neola special July 2023 package revision package and now recommend that for approval as submitted so moved properly moved and seconded um is there any discussion about the Neola policies all those in favor of approving those policies I I any propos oh yes um we I'm sorry I'm sorry Mr Evans we can't that would be out of our word anyway I'm I'm very sorry I apologize um okay um so have we approved the policies yet did we vote all those in favor of approving the policies did we approve them yeah we did vote okay waiting no to okay all those in favor of approving the policies i i i any post okay we've approved the policies um um approval of the board minutes um we are at the oh Madam president I move we treat action items 4.5 to 4.11 as consent agenda so moved second all those in favor of treating 4.5 to 4.11 as a consent agenda I I I any opposed I move approval of the consent agenda and now so moved okay she moved it so you second second yeah okay properly moved in seconded um all those in favor of of approving the consent agenda I I I any opposed we've approved the consent agenda okay we have found ourselves at uh board and and uh superintendent comments I'm going to I'm gonna I'm gonna wait just a second and go down here any board comments Miss done no La none from me either thank you Miss Norman I just had a really General one um we had our consent agenda but one of the items at the end was 4.11 it's something we do as a board we approve donations given to the district and we are very grateful for our Community Partners and oftentimes these are in the form of money or um other um physical items so I just want to thank the public and our partners who donate to support our kids and teachers thank you very much uh Miss Pucket do you have additional comments tonight no um I I would like to say that um the LA Central game was really exciting really exciting really exciting a lot of really exciting and I didn't get to go to the Lawrence North game uh that we yeah they did that and uh we're proud of both of our teams very proud of both of our teams they're they're working hard um and I will just add one thing that I neglected to mention in the approval of Dr Smith's contract is that the administration and the teacher teams and the teams of AIS and the fact that AIS have access to to through our schools to help them move on and get their teaching license um our staff is second to none our custodial staff our our our food service staff our bus drivers our staff is second to none and that is thanks to Dr Smith's leadership so thank you I will give you the last board com well since I know a lot about Community Dr nesb please stand and give us a report on what's going to happen Friday because if we don't bring this to the board and put on the record then we're not doing us a service because we're going to Clash on Friday is that correct that's right president Mustin members of the board Dr Smith talk about Community our biggest Community event that we do about every four years as far as when say biggest volume of people that will be present because we'll be about 6 to 8,000 people will come down to Lucas Stadium this Friday September 1st and it'll be just a big celebration of our district uh centered around of course a friendly rivalry between Lawrence Central and Lawrence North and we' also of course have Fall Creek and Belzer so here's how the night will run down uh gates open at 5 o'clock the parking lot's open all day so you can go down tailgate all day if you like uh but gates open at 5:00 at 5:30 7th grade bser versus Fall Creek football game and then at 6:30 eighth graders Fall Creek versus Belzer uh then pregame we'll have RC presenting the colors we'll have the Lawrence Central and bser choir sing we'll have the Lawrence North and Fall Creek uh choir sing our national anthem um we'll have our dancing groups out there uh and of course then at 8 o'clock we'll have the the Marquee event the LC versus Ln varsity football game and then we'll uh we'll present the trophy after the game any questions we have for you Dr nth will the marching Pride be there oh yes how could I how could I leave that out yes marching Pride they are actually this is a big day for them when we rent the stadium um we rent it from 6:00 AM to midnight and we'll send them down there about noon they'll get there about 1 o'clock and they'll get to practice on the bands of America contest uh Stadium floor you know the turf floor there and um so so it's a big deal for them they get to practice all afternoon they'll have dinner down there and then they'll put on their their official performance this year's performance during halftime that's all I have Madam president well I I do have one other question because I do have a trumpet player at Fall Creek Valley and I happen to know that they will also be playing wonder if you could also say something about the Middle School bands Middle School bands will be there too there's so many groups here folks it's really hard to get them all here just at the podium but yeah the Middle School bands will also be participating we really try to get as many grips as we can as a former athletic director there is a a side motive there and that that means parents us should buy some tickets uh but again it's a big event we we need to sell tickets to to make it uh you know to so we can put it on but it's really uh a community event uh and we're fortunate to do it we think doing every few years makes it really special um but we really like every four years so every kid have the opportunity to go down there and uh we want to showcase our students and no other school district does this some other schools will play down there we're one of two high school football uh events down there they already had one opening week and there was four four different schools four different school districts but no one can put this on even the other two high school districts they they don't have this leverage uh they don't have this much enthusiasm and Community Support uh Lawrence is it and uh we're excited to to be the only one doing it well done all I have Madam president thank you um is there a motion to adjourn so moved second properly moved and seconded we are Jed y hey Matt there's the they're on the table Yeah grab what you want

so the second all in favor say aye aye appreciate it em three similar to recommendation to approve the reappointment of Mary Jo McClellan to the Wabash Carnegie Library board for the term beginning here in already began in 23 and runs through 27 also Brazilian a favor say aye fourth item recognition to approve the extended field trip for Southwood Elementary to Chicago Illinois and that would be for the March 14th of the coming year 2024. trip that they felt and so it's like on Thursday all right all right thank you again the fifth item recommendation to prove one of the three options for North grades three through five as part of strategic plan number four and as you know we've had three work sessions to discuss options and the necessity of doing something especially with the condition of Shark Creek so we've spent some time on this and work sessions and I thought that we should have some discussion tonight and find out if this person's thinking on the matter and then I'll probably ask the recommendation the administrators the architect is already kind of expressed himself in their work sessions to say that he probably would not support option one which is the renovation at Shark Creek but option 203 which would be the addition onto Northfield for the additional to Metro North not everybody at once yeah from the beginning I've been probably oh yeah haven't even thought about renovating just way out of line for a dollar spent so I don't think that one should even be considered I probably should have went ahead and mentioned to just refresh and then we've got the numbers in front of us that the anticipated cost of the renovation at Shark Creek was going to be the highest cost of the three approximately 36 million and 700 000 something and it put up a board so okay okay to complete that if you want my thin option two was the next highest the 31 million 664.

so many of the projects I'm talking about right now that are still ongoing will be complete by the start of the 24-25 school year by August early August I'll say wheeler the auditorium completion will be mid to late September and then we're going to start the Learning Center existing building Renovations on September to be complete by June of 24. the turf football field is complete it was being used this afternoon which is a great thing so we're happy about that new administration building so if you've driven by Taft what was to be demoed a tap is completely gone now as of approximately two weeks ago the remaining portion of the education center is being trans mission to be used this week and then the actual new building itself for the administration building will be complete by early October Eisenhower Elementary the classroom additions are complete the interior Renovations are also complete with the exception of the stage that was added in the existing gym that will be complete by late September and then the only work left at Eisenhower after that is going to be Chiller replacement and that will take place until November December of this year and then a playground will actually be installed next summer playgrounds at the remaining elementaries I should say will be installed next summer June July of next summer Deanna we decided the gym floor at Eisenhower with that timeline uh Jim Flor it was a decision to pursue replacing the gym floor in Eisenhower we had to look at making sure we could remove the existing bleachers that they were intact so we can reinstall them it's about a 12-week lead time so we're looking at scheduling excuse me scheduling that work around Christmas break and that'll be a rubber floor similar to what's going to be installed at Lake Street in Solon Robinson Elementary Solon Robinson that was one a project that was um really carefully think through the design on that one with the administration and that one as you know that one you awarded March so we're starting some of those editions of that building some minor Renovations on the interior but the bulk of the work on the renovations uh really won't get going until probably December January of December this year into the start of next year and those Renovations will go all the way through March of 25 so that project will go on into the following year spring of 25.

followed by option three which is the Northfield option and that's 28 million three hundred thousand we've received some emails yeah I know Christian Library received a couple other ones besides all of us but I I've I've only received people that I've talked to that have been in favor of the Northfield expansion have received talking to people so public input has been that direction um probably from the beginning that's the direction I've thought that we should 100 dollar amounts I don't know I think it's uh if that plan looks better toward yours down the road when we first started talking about it I was kind of waiting towards the Northfield but then I kind of put the icing on the cake and he heard from some other people and talked to everybody else and then you say the cost I guess that's kind of the way I'm laying also but I think we need to tweak made of that plan I know nothing set in stone but there's been several concerns you know with kind of what we're talking about so I guess going into my opinion is if we can make the agreement Center and if we need to do something Metro North to make it build a function correctly I that's kind of the route I'm looking at right now I mean my opinion do you want everybody else does so you're saying Kristen Lee with the Northfield but he has spent some dollars maybe if we can make it work I mean to make it function right if the golfers work especially towards the cafeteria yes in air conditioning than that yeah so I think if we can make those numbers work that's kind of I like that idea I liked it from day one and then when the numbers come back it even myself I lean toward the Metro North from the beginning that still part of me kind of pushes that way a little bit just with that grouping together but as you look at the dollars the way this lays out at Northfield and stuff like that I can see that and if you do that then you don't have to worry about a gym at Metro because you're only second graders you don't need full court of those things but you do need to work on that the bloodstream area but if we do this in Northfield I would like to have somewhere in the future to plan do this it's the same thing towards the South because Southwest will do and this has got to be kind of a strategic thing down the road too keep that going that way too well I agree with that I mean this is a long term we're looking long-term we're kind of fish North but around to go south too we're going to have to know that in the future we're going to have to do you work down there also yeah I think that kind of keeps it looking the same crossword who has the Architects have talked about you know usually it doesn't the last you know the last thing that goes that you're shrinking is the high school you hopefully maybe quit shrinking and then we could just leave facilities as we we have right now but um you never predicts that part so I think last year during the referendum vote there's a strong opinion out there at least from what I was saying that they wanted to maintain two high schools South Florida and Northfield which you know I'm a South guy so I was a very very positive about saving a footprint in the South part of the county I agree with you thinking that it just has to be planned that way yeah part of the master plan the dollars it'll eventually be spent on South Hill Elementary need to be maybe conservative report something correct and you know I and I know that's why the administration wants to get moving because there's you know it's there's always upkeep that you have to have on Shark Creek and every months and year that goes by we keep dumping money in the better that ultimately is going to get buried so it's kind of why we need to make a decision of which way we're going to go that's Jeff or I like a normal options I like the possibilities obviously the engineers just kind of Drew up something kind of generic more or less but I think there's a lot of possibilities there and well first of all just kind of go back a little bit I do want to thank um you know Billman wagan construction for completing the studying the project budgets uh there's been a lot going on with that so we can get an idea that's what we really want to do we want to find out an idea of what the options would really be and so they complete that study the summer of course we had had three work sessions all been on Facebook live with a different camera system than what we have now but also if you did not know this we actually have a YouTube channel and it's also on YouTube for those people that like to go onto YouTube and check that out and again for North grades three through five there were three options of course I know they've already been mentioned so we'll go over them what the dollars but again remember the first one was a Sharp Creek option renovating the second one is Metro North and the third one was at the Northfield location so really based on several factors these would be the recommendation and I think you know I'll group us all together and they can share other information that may I may not share to approve option number three but also include part of option number two so that would be the the majority of of course the three through five at the Northfield location which is actually right beside chart Creek right now and then also though a small portion of option number two which look at adding additional space for a cafeteria at Metro North Elementary because currently that's a situation where we have the breakfast and the lunch is in the gym at the same time so the students really do not have locations to have recess and also it's just a tear down all the time back and forth and so that would be that reason um I've listed a bunch of reasons why this would be the recommendation that we have is first of all least amount of disruption during construction the least amount of cost of construction even with doing things both at Moorefield and Metro North Elementary the convenience for mentor and shifts internships on the same Campus of course is a positive convenience for parents on the same current campus that is one that I've been hearing in different locations of schools that are have a larger grade span even as great spans of pre-K all the way through 12th grade also new facility for students and staff that would be everywhere but yet that's that's obviously a positive sharing of services there can be some sharing of services if they're in in that same location future possibilities for the campus and one was already mentioned to you that um option number two and three were really The Architects they would just say that with the current condition and how Shark Creek was originally built it was because of that so the cost estimate and I know that's already been put up even with number three and part of two that is lower than option number one of course it was actually 8.4 million dollars more for the Shark Creek renovation compared to the Northfield option so we would recommend that you approve option number three in a small portion of option two as part of our strategic plan number four okay I know it goes imply but if somebody puts a motion on the floor to approve I would like to also have possible language read into the record do it it says that the board will have oversight and not only approval of final plans but also applying cross estimates so that we are involved or engaged in the whole process I just think that's important fulfill our responsibilities as trustees I was actually going to ask that question we could have some kind of language again even though we approve the option but we're seeing the the bill process you know whatever we want to add some some things and tweak some things a little bit we can do that along the way so the promotion approved tonight would be to move forward in this particularly correct as far as getting back with Architects and starting to formalize yeah and so one thing is part of that process that you guys are aware of is the just the timetable of the lease financing to be able to pay for this project and so that timetable within your board packet it does take a little bit of time to have that accomplished we have to have a couple hearings and then typically we would be finished if we start the hearing sooner we can be finished with all that project by the end of October um which then would allow us to continue to move forward in the next steps with working with architects with um or getting an RFP out for construction managers to oversee the projects Etc and we know that all takes time based off of when the Architects came to the work session they said plan for about 12 months once we start hitting the ground running before we can really get things out to bid and started and so we are trying to keep that process flowing and moving so that we can get all the information that we need to move forward with everything obviously we all know the exact costs of anything until the bids actually come through but we would need to have a guideline of what we anticipate or expect to spend for this project which makes sense is would somebody want to take it stand it working into the record of motion for all this yeah let's move to approve option three the partial of option two the board having oversight over missing make sure financially and and everything that we wanted to be in design all right if it's the motion Scott just made you'll have a second on that all in favor of approving then option three to move forward we 've money also being spent on option two to facilitate a better situation with the cafeteria all in favor of that say aye anyone opposed to say same sign all right it carries 5-0 all right thank you no unfinished business or board policy any public comments this evening I want to thank you guys for your time and effort you put into it and making it public workstations that we can come here and hear all the ideas I really appreciate it thank you all of you anything from the board in the United States

we had a pay run old payroll account that had been open for quite some time and the balance was very low in it our payrolls are actually processed very differently now and have been for quite some time so I went ahead and made the decision to go ahead and close that account we weren't you know we weren't paying any fees or anything like that but we also weren't making any money on it so there was really no point in maintaining it so I went ahead and transferred that balance of 2753.89 to bank ten you'll see that there so total uh fund transfers for the month of July was 941 928 39.

that's a very high level snapshot of the work remaining so at this time I'd be more than happy to answer answer any of your questions since you've taken the time to come here Dion thank you for all that what's been the hardest part for your cruise to get through if you can even pinpoint that um well covert definitely impacted like supply chain and but we've been very fortunate I mean if you look at how things have gone we've just I say we call audibles along the way and you make adjustments you do work out a sequence and we've been fortunate I mean equipment that we used to traditionally see in 16 to 20 weeks is Now 52 weeks so you just have to plan accordingly but those are just those have been some of the hurdles plus there's so much work going on in the area that the um you can't just go to the union hall and grab 10 Carpenters so you take 10 Carpenters from Eisenhower to you know you're losing them at Eisenhower but you're gaining a Timothy ball as an example so there's a balance there yeah I will say that um your staff's been incredible they're always coming and saying how can we help and always say is just continue to be tolerant because no one likes construction I mean while you're going through it like the end of it but they've been very patient and tolerant yeah and I would say that goes both ways and talking with our staff from teachers to administrators to custodians to our maintenance staff working with the not just the guys from Skillman but our subcontractors as well it's it's amazing we haven't had any big issues that have come up as far as personalities or conflicts in that manner with there's a lot of heated times that are going on right now when you're looking at staring down opening school and there's a lot of work to get done I know as in buildings on Saturday talking with a couple of guys that were working and some of the electricians some of the guys from like Precision controls that are working with our air conditioning HVAC systems and asked them you know when was the last time you guys didn't work on a Saturday and they can't remember and a lot of that's our fault but at the same time it's really benefiting them and benefiting our economy and our local groups here that are getting the the jobs for those so we really appreciate those guys I'm putting in the extra time as well so they could say no we're not gonna We're not gonna work overtime we're just going to work our regular and that's not happening so they've all stepped up to the plate and I think a lot of that has to do with the relationship that Skillman has with the union halls and the different subcontractors that we're using so appreciate that do we still feel good about the date in September that for the public opening of Taft with knowing that five to six weeks we're out with everything being complete but just making sure that we feel comfortable with keeping that date yeah okay and once again Dion on behalf of the board thank you for all everything the main part is I don't think there's been any other than slight interruptions because you're going to have them with all these projects in the educational process and obviously that's what we're here to do some of the you know gymnasiums things like that field Turf things that are aren't completed really aren't part of the day-to-day educational so that was the key in making sure that schools are ready to go come August 16th so was it August 16th no it was earlier in that wasn't it is that the first day oh see all right seems like it's been forever I just once again 10 days later and yeah yeah so any other questions for Dion again thank you Dan thank you item 5.02 superintendents discussion groups uh Mr basser anything uh next Cedar Lake Redevelopment is day after Labor Day so nothing to report tonight and I don't have anything from Winfield so moving on to 5.03 and being that this is our first time with all the cabinet members present at one board meeting um the list is long and distinguished so let's see it's it's switched order here on me so I just want to make sure I got it right director of Grants and assessments Mr Hardman tonight I want to uh give you a brief overview of our staff evaluation plan this is a requirement of the Indiana code I wouldn't say that the review of our staff evaluation our certified staff evaluation plan is reviewed by the state each and every year uh last year we did receive a basically a perfect score all required components are present and I'm just going to kind of highlight those areas that are required for you two thousand 23 24.

and then finally in your Finance packet you're going to have the bond expenditures at the top expenditures her bond 2021 balance forward was 22 million 138 or 74.27 the new expenditures for July 2023 you'll see there so our total expense expenditures as of the end of July is 24 million 164 339.42 and then a bond 2022 we are balanced forward was three million 55 179 our July expenditures took us to three million 652 126.97 depending any questions I'd like to submit are approval those numbers just mean we're getting closer to being done we really are yeah yeah that's good and it's a little scary too I'll make a motion to accept the cassette okay the motion is second we need further questions you're not all in favor all opposed motion passes next item on the agenda is reports of the first from the gcta yeah so something uh new that we're going to be doing throughout our district or excuse me throughout through our throughout the year excuse me is having a GCT report just to highlight some of the great things uh taking place in our buildings and that could be people that could be programs um or students so it's an opportunity to try that out for those that don't know my name is currently sitting on the CPA as well I've been teaching here in Greencastle for five going on to six years and a couple things I did want to say regarding the union and our business here with central office I am happy to represent our gcta talk here with the Greencastle School Board I'm here today partially speaking on some remarks that have been made about our school our teachers our district as a whole and I haven't been here for the time I have been in Greencastle I can say it very confidently that a lot of what may have been talked about online or through other social media Outlets a lot of it I would say is more unfounding I don't see a lot of contentiousness and negativity that might have been spoken on you know part of the reason that I'm here is yes to recognize those people that have done it through our teachers and our Union but I also just want to recognize the work that all of us to better than our students and our community um I'd like to focus on what we do as opposed to what may be said uh kind of sticking to that you know one of the things that has been going very well and has gone well in the past is our negotiations between the gcpa and our administrators and School Board I've always felt that they've been very healthy very productive that they've always been something in the mutual interest of both parties at all I've never really felt that anything was unfair or unspoken in those needs and that's always been greatly appreciative of that Direct business that we're able to do another thing to point out would be the bargaining that's always gone well in both ways favor I've been very happy with that and a little bit rambled let's see that is that you have all the professionals that we have in gcta and our district that we are here to better the children of our community through their education monthly discussions happened between union officials and administrators for any official business or issues can be discussed and worked out on a more personal level level before anything else escalated and that's one thing I can speak to as having participated in those with Lisa and some of our other officials that they're very usable and the relationship that we're able to build as a union with our administrators it's always for the better of our students that's at least how our voice felt the last thing that I wanted to say along the lines of our gcta as of right now is we hold our administrators and board in high respect and that we are in support of the missions that they set out for us Union would like to thank the board and our admins for their continued support through these years of service and for their continued support in the future as well I think the only thing I'd like to add at the end of that is that as far as the beginning of this school year is gone and the feel that I would say I get from a lot of our teachers at least it's easy is an aura of positive we see a lot of good that can come from the changes that are being paid in from the Traditions that we're upholding and we hope that that will continue here through the future as well and hopefully when I come next month or when Aaron is speaking for us next month that we can continue to have good decision thank you next is the assistant superintendent report we have a lot of new programs happening so we've been really intentional this year with our professional development plans so earlier this month our Middle School English teachers met with Harry rosebrock she is a consultant has worked with Brownsburg and some of the education service centers on understanding and diving into their iLearn data and then also on how to intentionally plan writing to their lessons and so um she'll be meeting with them again in September to go over some of those assessments that they've already given the students to help drive that instruction to better meet our kids needs and then also our math teams I know we've talked a lot about reading um I don't want to forget about math so our math teams in grades 3 through 12 so this is going all the way up to high school we'll be partnering with Bill Reed who is part of the encompassing education group um our high school teachers are actually meeting with him I think on Wednesday and um they're going to learn more about the digital PSAT and the s.a.t and that's open to not only the Math teachers but all of the high school teachers to learn more about those and then bill will also be working with our third through eighth grade math teams to understand our new standards that are getting implemented and then how they relate to not only the lessons that we teach every day but how to better prepare them for our estate testings in the spring bill focuses a lot on developing higher order thinking questions and problem solving skills and how to incorporate these into their daily teachings so I'm excited for the teachers to have this opportunity to learn and grow in their professions and how it will positively impact our students thank you thank you next is the superintendent report Mr Gibney yeah so I'll be briefings actually have a couple of lengthier items a little bit later on in the agenda but just again we had a great overall start to the year on a more separate matter um we are working on getting the pool back up and running if you remember we had the leak and uh that leak has been fixed and so we're working on getting the pool filled back up and chemicals back in it so we can open up the pool again and then uh a couple weeks ago the wind storms severe weather we've had to navigate a little bit of a challenge with our tennis courts um because the wind has blown some of our fence posts over and so we're working on a potential fix for those posts as well as making some repairs to the surface of our tennis court so we're meeting with uh five years later yeah yep some of the playing circuits itself is peeling up and when we make those adjustments those posts we're going to have to uh to make some improvements I see that so um working through that and then um uh the final thing is working through to identify what our ADM ADM account is and so um I've shared with the board previously that our budget was built on the ADM of 1720 students and we were sitting at roughly 1740 students at the start of the start of the school year so let's up a little bit from last year that we'll work to kind of see where that is because we've had some ins and outs since the start of the school year so enrollment has been in a good place as well okay thank you next item on the agenda is old business and we have no old business so next is new business and the first thing under new business is a public hearing for the or 2023 collective bargaining yeah so before we can begin um official collective bargaining with the gcta after September 15th we actually have to hold a public hearing to allow the public to make any comments um related to that process so next slide Corey essentially uh next slide um so essentially the subject's a bargaining salary wages and fringe benefits next slide prohibited subjects of collective bargaining those are all items that were formerly discussable those are the same items that we continue to discuss with the gcta on a monthly basis next slide continue so there's the timeline for bargaining so we can have this or excuse me we can bargain informally prior to September 15th and we're hosting our our hearing tonight and then after September 15th that's when we begin again formal bargaining and then uh once we do reach incentive agreement with the gcta we have to hold another hearing to discuss the terms of the tentative agreement to discuss the terms of the uh the collective or the agreed upon collective bargaining agreement and then at least 72 hours after that is the earliest that the board could take action to ratify and take Collective partnership um all collective bargaining Agreements are due um by November November 15th next slide and there's just some additional other parameters that are kind of a part of the process next slide and so now would be the time to allow the public to provide any testimony but limiting it to collective bargaining so yes I guess that now we will open the public hearing part of this and anyone who wants to comment again no one okay and we will close the public carry the next item on the agenda is an approval request permission to advertise the 2024 budget the cpf plan and the bus replacement plan yep so I'm going to run through uh a few more slides I'll be I'll be brief because this is a similar presentation that we've shared in the past next slide for you if you recall these are our primary budgeted funds uh within the school district the education fund the operations fund that service fund and the pension bond fund next slide then each of those funds has specific uses for example the education fund is used to pay for instructional related expenses and that's funded from our state tuition support we received from the doe each month um and then we have the operations fund so that's like our Capital Improvements our building repairs maintenance and that's funded through a portion of a transfer from the education fund to the operations Fund in addition to our local property taxes uh The Debt Service fund is obviously used to strictly do just that we pay outstanding debts such as our current Bond issues that we have and that's funded through local property taxes and then pension bond fund the buyout for many years ago the unfunded obligations the retirement buyout um I think we pay off in 2024 but again that's funded primarily through local property taxes and specifically Greencastle these are local income tax to to pay that off next slide please and then um yeah so in education so our state tuition support we received from the doe is based on 33 different variables that are attributed to several different accountant days throughout the year so these next three slides so part of our it is our ADM count um you know count of uh students and categories with disabilities um kind of students in different CTE programs uh next slide please um all of those different factors help determine um the funding that we received from the doe each month and so when it comes to building the budget we have to make educated guess or make our best guess and use use estimates throughout the year and that's also something we have to continue to pay attention as we navigate through here is if we have a decrease in students then we potentially need to look at making some adjustments with our spending habits next slide please so FY 24 state tuition support so we Budget on a calendar year but we receive our funding based on a fiscal year from July 1 through June 30th and so this is our projected State and tuition support this has nothing to do with our local property tax dollars or anything like that this is just what we receive from the doe and this is based on an estimated ADM count of 1720 students so we received the basic Grant the academic performance Grant special education grant CTE Grant and then they've added an item the non-english speaking grants there still be pushing out funds in a different manner for that throughout the year so you can see roughly 14.4 to 1 million dollars for this next fiscal year so we know that the Indiana General Assembly gave a significant uh I think a significant increase for this first budget year and then it tapers off a little bit in year two next slide please and so just for comparison's sake FY 23 versus fy24 you can kind of see at the bottom so it's between 700 and 750 000 increase over the fiscal year 24.
