so all those wonderful programs and things that we had that's what added up to that increase [Music] um so usually with special ed we receive around 300 000 in federal and state funding and then we make up the difference so that so that contribution is so um it it is pretty substantial when you're adding all those things it's basically just coming out of the main unrestricted funding and having to support that program and that's why I've always advocated in my position for others got to be a need for more funding for special ed from the from the government and from the state because if every district is in the same boat where these programs and the needs of our students have gone up but we're not receiving the funding that covers the cost of it um the ending fund balance I had that there on the the first slide but you can see um in this June 2023 uh we had the the next year's budget and we had like the projected actuals so um that was projected at 3.1 million and then the actual ending fund balance was 3.4 million because it was a 287 000 difference which is actually pretty good if you look back historically usually our ending fund balance fluctuates it's been more the last few years over five uh four or five hundred thousand difference so it's a little bit less of a difference which is good the reason is the budget's sitting there where things weren't spent so that money rolls into the ending balance um remembering that 2 million um 755 and 715 is restricted again and that's in the full unaudited actuals packet there's a page of all the restricted programs that add up to that amount um so the rest of it is just the unrestricted balance that you have to use for your reserve and we also have an additional board policy reserve of an additional I believe six to ten percent but right now we only have about 0.01 texture our monthly expenses are around 650 000 as you saw when you approve the payroll and then around 200 000 for AP so um does not cover all of that so it's good to have a higher ending fund balance because we are deficit spending which means we're spending more than what's coming in and it chips away at it um and right now the ending fund balance in 23.24 and the financials is not meeting the reserve but we can reduce some budgets maybe in services or supplies um you know or if we get more Revenue but usually get more Revenue when you have higher attendance or more enrollment so it's a little bit of a balancing act right now so it could could be different it could have less less funding with 45 and a student um so the next action item will be this cea waiver but I did want to have a couple of slides on that and I know I have a couple of new board members but there's a form from the state software that calculates the cost of instruction and your required Elementary districts are required to spend 60 percent on classroom instruction and that does include teachers and aides to anyone who provide classified and certificate that are providing instruction but many people and legislators have been advocating for changing that formula there is anything I do it automatically calculates and it gives you a percent because a lot of those other things that I list there I'm not going to read them all or part of the whole picture you know getting the student to school feeding them giving them books and supplies and other supports um so that's all part of the instruction picture so a lot of bills have been brought forth but nothing has been changed in terms of cea but if you look at our current cea we came in at 51.68 and then the top number there is the cost of the classroom instruction the bottom number is all of our other expenses so when you add in 1.5 million in covid Esser fund projects as well as 194 000 in contracted speech because normally your speech pathologist is an instructional position so instead you're doing it as a service and that was those 5 000 objects you know so that is not counted as instruction so that does impact us meeting our DEA and all my County meetings a lot of other districts in our County and of course across the state are meeting this but we have a waiver that's what the next item is so I mean um I'm just going over this but as long as the county approves our waiver which they have in the past several years then they won't take back the funding that we're sure um these two next two slides are from school services from the budget Workshop that we attended um they said why you know why do we complete it I'm not going to read through them all but I just wanted to give you some information so it's a legal requirement of Ed code it has the salaries of teachers and paraprofessionals against the total expenditures and certain programs are kept out of the calculation and then at the bottom there you'll see the required percentages so Elementary districts High School Districts and then a unified district is an Elementary and high school that's combined and so you think of our neighbors up the street there they had to get 55 and you know if they didn't need it um even having a lower percentage isn't helping which I don't really did so this was um also from our budget presentation and they were talking about who met it and you can see their Elementary is the highest one because we have the highest percentage we have to meet and it only goes to 21-22 it'll be interesting to see what's for this 22-23 year but over half the districts in the state did not meet that 60 requirement as compared to 2009 where it was maybe a quarter and everybody's saying it's largely due to the coveted funds these funds are great we can do all these improvements to make our campuses safer you know putting a new air filtration Paving um the locks clocks things that make the campuses safe but in a way it's like we it shoots we shoot ourselves in the foot because it's like that number is on that total was on the bottom of the Dominator and it makes it impossible to meet the CPA if anyone has questions the Auditors will visit in October to finish up the audit and then um the next thing that we will report on is the first interim and then that's when the Auditors have to turn in their report to the state and then they usually come in the January meeting to present the audit report oh so do you do you know why the high schools have a different percentage that they're required because at elementary schools I think because their funding model is different they receive a higher level of fun funding as well as unified districts if you look at the local control funding formula it's different if you're a high school district or a unified district so it must be something to do with that I'm not certain because they receive more funding I would guess that's what it is I mean if you even look at any of our positions teachers at other districts that are unified or High School District salary schedules are higher because those districts receive your funding than an Elementary District so I would I would I guess that it's related to that we'd be closer with all this if we were a unified district yeah we would like we would like to meet it where not for all the Covenant yes we took those out of the denominator we can't dump millions of dollars of expenditures without affecting your CD action yeah and I mean those funds expire too so these are great things that we've gotten to do what we have done them if we didn't have the funds um and they expire there's most of them expired September 2023 and then there's one last batch that expires so it will dwindle down over time but each year there's always new one-time fun things coming in um like the after school learning art Music Learning loss those that's around two million dollars right there in time grants that are new that we're getting so it's gonna be a constant balance Act so in your opinion with the special ed those expenses that you know the Speech Pathology might drop yes I feel like this year that'll be you know about half Transportation Michelle's been working with um the students and the families being transported and um I just saw an email to meet with Robert and Randy to come up with but if we bought a van we would have a position and for a driver and try to transfer that could save um you know you're paying for a salary benefits or you're paying the reimbursement which is 0.65 I have 65 cents a mile to the parents yeah but parents that are going all the way to Madera where these special programs are I mean that could be 90 something miles a day you know making two trips right yeah so yeah we're trying to find other Solutions like that to help so these are ongoing it's just it's almost like you're trading you know maybe we don't have to buy a bus for special ed but then there's something else that comes along so this is an ongoing you know this 50 is always an ongoing or 60 that we have to meet yes it's just but if you look back and you'll see that in my next cover sheet we before all the coveted funds and all that we always were able to meet it or come early close yeah okay foreign this is an action item do we have a motion to improve I'll make a motion to approve the unauded unaudited actuals a second okay any further discussion drinks the lotion here all right uh roll call vote I I bye all right okay moving on to the approval of the cea waiver so you'll see all the documents there mainly I'm just going to refer to the cover sheet but that waiver application is the form the county requires I also included form cea but that's also in the full on an audited actuals packet that I mentioned this on the website and on my last uh attachment for the unaude actuals and then you have to have a waiver explanation um saying why you didn't need it and we're just saying you know because if you project out and take away all those coveted funds um you know it those funds are going to go away and then it can be a hardship not having that as I mentioned you're currently not meeting the reserve but if you look there at the cover sheet um I just highlighted to make it simple so the cost of classroom compensation for 2223 uh was six million 940 141 and that was 800 000 more than what we spent on classroom instructions on the previous cea form in 2122 but then you look down below there in the gray and the total expenses or the total cost of Education how is 13 million 429 855 so that's 2.2 million more so think about the green there the top number what you're spending on instruction all our great teachers instructional AIDS and then the bottom is all the expenses with adding 800 000 the top but 2.2 million the bottom one is just basic math that you're not going to meet that 60 and I tell you this gives me heartache every year I try to think of different ways to add you know to make sure we're coding everything correctly to make sure everything is the way it's supposed to be and it bugs me every time because I feel like it's a test that I'm not passing but I understand with looking back historically where we made it before we had the coveted funds and then talking with all the other districts and people in my cohort around the state that are in the same boat and I expect to see that bar graph really be different for 22-23 with those funds covet funds expiring um there's not a lot we can do with those coveted fund projects and again the cost of the contracted speech in the denominator that skews the percentage and makes us unable to meet cea I'm disappointed but as I mentioned the form it's been around for a while and it calculates it and and even with giving you know we had an eight percent raise we want you know to do more and then it's like we have that much increase in the cost of instruction compensation and we still don't need it I thought it was going to be a lot closer it looks to me like we're we're yes because otherwise the amount that your um your percent is short which is on the waiver application they will release they will withheld from they will withhold from your allocation um but if the county or the waiver I'm sorry it looks like we're pre-approved for the waiver well as long as the um we pan tonight but we send it to the county and they've approved it the last three years they've been doing that for all the districts in the county so I'm going to move approval of this 2020 to 2023 cea further questions or discussions right roll call mode aye aye aye um Alaska [Music] all right approval of the Consolidated application part one and two questions so usually we have this on the agenda earlier this year there is some delays with the website and the federal reporting um actually part of it was due in June right when the budget was due and I kind of sent an email to CD like this is a really bad time of year to have the student because it's a really complicated you can see it's a 29 page form they want you to look at two to three years worth of federal expenditures and you kind of have to remember what was that before because some things can roll over year to year you have to figure out how it was allocated between the years um basically this is just for our federal funding which is Title One and that's for our low-income Foster homeless Youth and English Learners and then our Title II which is for Teacher development and mentoring and title III which is English Learners overall all of that probably about 620 000 funding that we have in our federal funding but each year you're required to you can see that I attached the application there and it has all the different pages some of them if you look at the dates you'll see that I completed that just now in August and some of them were required earlier in the year but they ask you to put it on the agenda to approve everything all together so that's all of them there yeah some of them are from June and some of them are from Ohio turned in by the 30th um yes and so I went on it was August 31st so I went on um and submitted all those that way this year they won't um hold back any of my federal funding and our Title One funding is the biggest amount which is around 580 000 of the 620 I mentioned that goes towards our reading intervention labs and teachers and AIDS and um different applications and instructional materials as well as any teachers that go to conferences in training we use title two and bits of mentoring for for new teachers so those funds are really important okay the move approval a second okay any further questions any questions okay we'll call vote hi and hi okay all right this is not an action item this is a uh first creation oh it is first reading and action item okay for regulation 6183 home and Hospital instruction yeah this is rare that we bring it forward as a first reading and action um but uh we took the time to review it you can kind of see some common sense to it um everything that's on there that is not highlighted is our existing regulation um this has not been a big issue but recently we've had some parents um whose children were in a situation where they they required a home or hospital instruction in their home um State their expectation that once the teacher arrived they were going to go run some errands and not be present there's a lot of liability there's a lot wrong with that so if we wanted to update our regulation and everything that is highlighted is what I am proposing we add as a layer of protection for the district and our employees and we looked at some other districts too and see how they had that to make sure as we knew other districts did already have that um very important the love approval of regulations 61-83 open Hospital instruction thank you looks like a good idea [Music] anything else okay all right moving on to information items Madeira County Superintendent of Schools elk cap clarifications [Music] so this is just this happens every year we submit the lcaps to the county after the public hearing and the approval in June and then they take a look at it and make sure it meets all the requirements for the state and usually there's a few clarifications that need to be kind of shored up in order to do that so they send a letter just letting us know like you know yeah we're going to help you with this these are a few things that you need to fix I work with somebody down at the County gym Sargent we short up we fix it and then they submit it so that's just saying that that you know we we've been going through that process so that actually finished yesterday we need the final final final Final oh okay I'll check her email I just sent you another file okay let me change a number one number yeah that's all this goes so um anyways they were going over that at the County office today and just making sure all the boxes were checked because they're going to send all those to the state for approval so it looks like they can change one number so we'll do that and then they'll send it to the state and then we always get a letter back from them saying that it's been approved so are they gonna send another letter but none of these little boxes on it no they're going to send a letter saying that it's been approved yeah this is all Natural Things yeah and that's all been done yep aside from Apparently one number that we need to go into DTS and I feel so much better we'll probably do it right now yeah yeah 103 Pages yeah very good Yep this is um all right moving on to the enrollment report much of a change from the August meeting um we um I mean we're let's see in August we have 805 we had 800 as of when I did this report which is a week ago um but you can see there are just some small changes to each of the sites but still um see um quite a difference from last year you know with 845 but we do have um one less kindergarten classrooms I don't know if less kids are being born and we're gonna have an influx in the next year or what's going on with that um and with bliss you know little bit less students but you know we had a lot of eighth graders that graduated from that but we still have a good number in that program but yeah I have another question what did we what was the enrollment that we faced our budget on we have based it on the 845 but then you also use the Ada which is the average of the three years okay so then once we have our attendance of this year that'll be mixed into the three years yeah but it was we were budgeting on having more students yes in terms of what lcff funding we would receive so that will be adjusted as you see through the interims um it's usually Park of about 11 to 12 000 per student in the lcfs formula so if you figure that times you know 45 students substantial but were people you know leaving this date and um moving to other areas so this isn't a unique problem to our district have some pretty high enrollment numbers here in Oakhurst Elementary fourth and fifth grade class yes those bigger classes usually um there we have had it split up more between the teachers but um I think overall the 800 students we could see that that worked out they do have some big numbers though we have some rock and roll teachers keep in mind it was agreed with our arguments for the eight percent raise it came with the caveat that the district was going to be facing Some Cuts and we didn't want it to be Personnel um naturally but we did have some vacancies due to retirement and there were folks moving on and those positions were not filled they weren't back as a result so this is happening but we also negotiated in the contract that um once a teacher's Home Room reaches 30 above 32 then they receive additional compensation for that month be nice to have some parent help volunteers particularly the younger classes yeah do we um have like a exit like survey and find out why families are leaving our district uh not a formal survey yeah we just kind of ask them and if they feel like sharing or they'll tell us I was just curious if there was something like some commonality that you know we can pay attention to and address if there was then we would take yeah necessary action and sometimes yeah right right because they just are like a no-show yeah usually it's Something's Happened with a family of necessitates sure a lot of times be a parent whose job takes them away and they don't have anybody to pick the kids up for school so they need to take the kids is it happened a few years ago we had 890 so um you know when I got down to 1845 I was thinking oh man that's quite a difference but I was really surprised at the start of this year I was on Aries like I'm doing something wrong I hit up Nicole I'm like what's going on why that's the number [Music] I don't know maybe it'll maybe it'll go up a little bit maybe throughout the year it does fluctuate okay Enter District transfer uh you can see in front of me there that since our last meeting we had two transfers out of our district we went to assembly unified the other went to Mountain Home uh but there were four transfers into our district three coming from tawanaki and one from Yosemite [Music] all right so moving on to accomplishments and other reasons to celebrate throughout the district last positive things happening throughout the district over the last month but to start off with tonight we'll be going down the end of this month to Madera at the County office and honoring last year's recipients of administrator of the Year teacher of the year and employee of the year and uh last year Tara was our administrator of the Year Kat Williams was a teacher of the year also she's changed categories and the Chuck primary of course with our employee of the year um Tara and Kat went on to the county level competition and came up just short in the end but all the recipients from all the districts in Madera County will be coming together for a real nice formal event at the end of the month so I wanted to put that on everybody's radar coming from our principals if you click on Oak Creek Intermediate School there all right School McGrew says students are doing a great job ambulance and Ameri County Sheriff's Department we're on site providing information to all interested parties and then local food vendors have provided everyone in attendance with a variety of menu options the event was provided by wassula PTA uh the most students ever participated in ASB elections this year and congratulations to London reading elected president Isabella Ruiz vice president Addison McMicken secretary and Ariel Barker publicity director with Hyatt Hawkins at uh Treasury middle school students are rolling out their make a difference projects current projects include a coat are attached I had to ask what's an indie robot so yeah I'm glad she sent some pictures as well I have some Wildcat Middle School CL students are using their knowledge and experiences to help younger Wildcats who are having difficulty managing their emotions this has been a very positive experience for both our experienced SEO middle schoolers and our younger inexperienced students learning new routines and transitions applied digital skills from fifth graders district-wide while Mr Messengers coding classes are starting Spiros and Ollies this week don't ask I don't know it's something to do with Cody uh we'll Summa kids this is a quote from Mrs Almighty while Summa kids are all in impressive Behavior effort and hard work [Applause] thank you always nice to to have those items okay yes thank you very good it was attached at the start of the meeting [Music] I did provide hard copies but I will make sure it's attached so everybody can jump on there and look um today's report highlights Grandparents Day Rumble OES and one Cinema there's several pictures there uh there's some grandparents with their grandkids enjoying a wide variety of menu options and then also uh they'll assume back to school carnival that was referenced in this things to celebrate from wassuma um lots and lots of photos were taken that night and uh we'll see all the activities from sack Racines to every class out there ran their own carnival game and all the proceeds from the bed kind of went straight to that class so they had all kinds of uh of things they did have the opportunity to win goldfish they're not the ones that swim the little Goldfish crackers instead but it's the same game [Music] a lot of creativity a lot of creativity um Switching gears a little bit under comprehensive school safety on August 30th principals McGrew and Williams and I attended a webinar that was conducted by the L.A County Office of Education regarding changes so the processes that are have to be used to create our comprehensive safety plans uh the concepts were again discussed earlier this week in our weekly meeting that I have with our principals um and I've shared with the board prior to this meeting that we're going away from the one comprehensive plan that's implemented district-wide and we'll have individual plans at each site those are to be created by a site Safety Committee the way we've run our district Safety Committee in the past where it was a giant umbrella is not sufficient to meet the requirements of our safety Point construction so there'll be individual site safety committees at each School site in the district moving forward we are likely going to utilize the existing School site Council and then build build around that but also to be included on those committees are certificated employees classified staff parents and other school Partners including those around the concept of safety so emergency First Responders uh each school as I said will have its own and we're really looking at utilizing the schoolside council because then they have their hands on like the single or the school plan for student achievement and then assault report uh the lcap development so this will allow everybody to see the big picture and how the conferences their plan is part of all of them so there'll be more information coming out we've had two emergency uh management responses uh in the district over the last couple of weeks they need to call uh paramedics the ones that was one was here at OES and kudos to the teams at both sides everybody did what they were supposed to do they spring to action we got the adult staff members who were having some difficulties who left in the day that they needed and just shout out to the team and of all the planning all the drilling is really paying off and then there's several items here from tech department that you can look through updates on the door project clocks and bells Chromebooks and the new website yeah when you go on there uh you'll see some Drone footage of the school sites in the district it's really nice [Music] thank you [Music] okay so thank you Randy board member comments we started with the news I wanted to address the people that came to speak because I think sometimes you might think if you've never been to a meeting that we're not listening to you because we can't respond but we're not allowed to respond so I just wanted to let you know that that we appreciate your comments and we are listening to you so thank you for coming we appreciate the input um and I also wanted to say that I went to the awesome Carnival I volunteered and it was a wonderful evening it's great to see the families out enjoying themselves enjoying their kids it was a wonderful fundraiser very well organized in fact I showed up in grubby clothes because I thought I was going to get snow cone syrup all over me and then I was sent away because they had too many volunteers because I actually have to go to three different booths before I found someone that would take me in so thank you to Mrs Starr for uh for finding a place for me but I saw a really um I saw the children being so polite I was at that we were making masks and bookmarks and all the kids were pleased and thank you and appreciated the parents were super appreciative so it was a lovely evening so um thank you to everyone at wasuma for for all the hard work so thank you sorry you couldn't make that did you get a snow cone I did not but I got an elsid gift certificate in the silent auction so I'm still a winner well I absolutely love the idea of the grandparents day and building strong families and that brought to mind a really fond memory when my older daughter was in high school the English teacher and it was Mrs Solomon she had an assignment called Carpe Diem and she seized the day and it had a list of activities that you could choose to do and it just gave me some incredible memories one that we did was she planted flowers we went to Grandma's house and put all the beautiful flowers in her front porch and then another one was making dinner so she had to make dinner herself for the whole family so she made beautiful spaghetti that was my mother's actually my grandmother's recipe and Cabernet for the adults was a wonderful addition but just how this created so much of a family bond you know it was wonderful as an assignment so they had to do it and I would just love to see families you know having meals together and putting their phones down or away and getting these kids off you know all the electronics you know we really need we need strong families it's critical and I just hope we can get the word out to try to encourage families to do things together you know so thank you I just wanted to express my disappointment and our inability to um pass the policies that we've had for two months our job as board members is to come to the meeting being prepared and to conduct the district business and I feel like we'd failed our students tonight by not being able to move forward with that agenda item and that's all I have okay well but that's a lot of work to go through that so some of for your courtesy and consideration okay well I guess I have the floor I just want to thank everyone for coming um I was disappointed because I like the big group we had last last month and I was hoping to see that again this week I'm sure my fellow board members don't agree with that but you know I appreciate you all coming and putting giving us your input uh again as we can't comment directly on it for for uh policy reasons we'd have to stick it into consideration and talk about it at the next meeting or or amongst ourselves anyway thank you everybody it's been a pleasure can I ask a good question the carnival I kind of didn't hear about it is that some public can come too because that it was a fundraiser to be good was it advertised like is that something it was on the social media and um our parents Square okay but but is it open like for the community or only parents community and it was also part of my superintendents report last month thank you next year okay um okay so we'll go ahead and open up to the public again for any comments all right there's no comments so we'll go ahead and close that public hearing now is there a motion on this item from the board move to approve okay has been moved and seconded on favor say aye aye aye okay motion approved is uh approved five to zero we'll move on to D1 now Dr Qantas it is recommended the board declare a public hearing and accept comments from the public regarding the adoption of resolution 2302 sufficiency of textbooks for instructional materials for the 23-24 school year all right so this will be another public hearing we'll go ahead and open it up to the public for any comments all right there are no comments we'll go ahead and close the public hearing now is there a motion from the board for uh adoption of resolution 23-02 okay he's been moving in second and this will also be a roll call I okay so that's uh five to zero resolution 23-02 has been adopted uh we'll move on to D2 now it is recommended the board approved the compliance and Improvement monitoring for comprehensive coordinated early intervening services our ccase plan and we have a presentation this evening from our director of curriculum and instruction Nicole Friday's thank you good evening trustees and executive cabinet I'm pleased too is it going to display um oh any questions so is this the plan that will be sent to the state in on September 30 once you approve it yes so this is it you are this is it yeah this is it yeah I just want to let you know this is it's a great plan thank you it's a team effort for sure um it's truly a great plan thank you congratulations it's good okay I have a question yeah thank you so is is there an effort to maybe identify other factors that might be involved besides those students bring about these results in terms of time learning disabilities or the discipline issues so what other factors you know might you say that they haven't come into sites you know being Hispanic or being black yeah maybe social economic factors could be issues at home at home a lot of things are there ways to maybe try to figure out somebody yeah I think the data that you know the um intensive data that we have and I'm happy to re-share all of that because the bulk of it is in the 2022 plan um and a lot of the qualitative data that we got around focus groups and empathy interviews um we got a lot of good information and I think um where where we believe we need to focus on is providing those interventions whether they be academic social emotional engaging families and and seeking resources to meet the needs that might be contributing right and for every kiddo that's part of this group there's not one thing right there's not one reason so when we look at it and and the state's telling us but we can see it for ourselves it's we're disproportionate and so something needs to be changed whether you know and it's not just one thing it's system-wide there's multiple things um if I had the answer believe me we'd be doing it you know um but I think it's going to be a collective effort and obviously a commitment to really examine the things you're talking about and those are those hard conversations right like what are the things we're not even aware of that we're doing that are contributing what information do families need that we don't know they need right so it's about building our system together um I don't know if you want to add anything to that will will the state help to fund all of these things that we are trying to do no no they take 15 of the um idea funds for us to do this yeah that's not a yeah it's terrible it's it's like a an auditing process it's very similar to that except you know obviously there are issues and they have to be addressed and it's working within your resources to do so [Music] um you know in our uh the technical advisors you know have been working we've been fortunate that we've had consistency in that too because sometimes those individuals change you know through the state but we've had a pretty consistent uh technical advisor as well as the uh person directly from the state so they've been monitoring every iteration that we've been doing they do in addition to our own data collection they do their own cold data research they will pull student cumes they'll evaluate those to really look at um whether uh what we're saying about what's happening in our system is truly that or are there inconsistencies and where can we give improvements and their uh very much part of that analysis component in terms of determining what are those findings and how can we begin to work towards them I think for me as we've gone on through this process what's been most frustrating with the state level is not really having that time to truly fully Implement all of the work before we're expected to do another new plan and and that iteration you know so it's nice that this plan at least does have tangible components to what we've been doing in the past and we're giving that room but we weren't given that room year one in year two and so um because we are committed to making change and showing improvements for our students and it takes time to do that and so that's kind of been our our feedback we want to be able to uh you know fully realize the action items that we've put before us um before the state says okay now we need you to like complete this and complete this and this you know we want to be able to go through and work through that progress so the good thing though like I said is our technical advisor has been consistent um she's been part of our leadership team meetings uh so she's uh has a good understanding now going into year four of you know our community our um our student outcomes what they've been uh to be able to give us uh strong feedback on on our Direction and I believe we will be having a visit this month from the state the state uh director of the program they'll be coming into the district uh next week next week yes and I would add that um much of what is in here aligns to the goals we have for lcat the same data right so if we integrate and connect the plans um and and maximize the resources that way that will be the opportunity to really um address this which really is addressing all students within the system so I think lcaps the the big opportunity Beyond this plan so thank you oh I just wanted to have I have one more question so I just wanted to point out that you know this is mainly due to systematic racism and bias that we have within ourselves I just wanted to ask directly do we have implicit bias training for everyone and how is that implemented yes we do we're getting there you know to train everyone you have to do it in waves and stages and so um before I got to join Berryessa um work with Dr Nikki Elliott of the mindful leaders project was already in motion and it really is around um examining implicit bias our own um and learning how to identify our implicit bias perhaps triggers and how to then know how to respond or not respond right um so it's a lot of personal work first and so I'm pleased to share that we um we are providing we're offering so September 28th and 29th um nearly all of our school secretaries library media techs district office staff will be going through a two-day immersion and then six session follow-up after and then we're offering another session during our October break for people who are interested in attending but there have been several of those sessions offered since 2021 so a large portion of our District staff at you know leadership has gone through teachers classified so we're getting there we're getting there and then in connection with then the culturally responsive practices right not only the pedagogy and the teaching practices but how do we understand and respond um to you know our families who come from a wide variety of cultural backgrounds so it is exactly what you just named and so we continue to to work on that so thank you for asking that um nearly all right um many the majority in California that are identified as significantly disproportionate um a high number are for the same category not all though and then some are in for multiple categories so we're trying to avoid that um not because I don't want to have to write a plan but because I don't want none of us want any groups of students to be significantly disproportionate for anything um but yeah I mean it is it is back to what you just named right it's institutional we have to figure out how to dismantle and disrupt the things that we we know are contributing and then figure out what else is contributing that we might not even be aware of right so I think this has been going on for many many many years like a lifetime time that's right yeah this is nothing new this is really just we just need to be honest with ourselves but unfortunately not everyone can do that yet yet that's the word it's an opportunity right and I think it is ultimately what we're all committed to but getting there will be together for sure so thank you so I had a question also oh I'm sorry if if it's okay no go ahead I'm here but I mean the comments are very well taken I know we have had a tough history you know um in our country with systematic racism but I feel it's such a double-edged sword because um you cannot have a blanket statements saying that uh you know just because uh let's say students is being disruptive uh disrespectful repeatedly they happen to be in the category that we identify and they do get suspended you cannot immediately say that the uh you know the teacher is you know practicing implicit bias it's it's happening I I feel it's like a very broad statement to make um unfortunately it's based on our past um history I I won't deny that there is no uh systemic racism it's it's there everywhere but I feel it's a it's a double-ed sporty you have to be very careful as to how we assess and not assign blame and not just say that because you're you're suspending somebody it's you are in that category I feel that it's a little unfair to have a blanket statement like that but the the main question I have is about the I see this I saw this I think the last time also I see this all the time uh there there's a there's something called as the hard conversations to have about around systemic racism bias and uh and things like that I'm curious to know how does that conversation sound like what is what is a hard conversation surrounding system like racism uh where do we start it looks like if if I say something it's perceived as you know if someone gets offended if I use a certain words someone says oh you're you're not you're not in the right uh you know frame of mind you're you're being uh you know racist you're being you have a bias that's not it I'm just trying to have a conversation and trying to bring up those hard points that you mentioned how do we how do you balance it or how do you have like a real open harness conversation and what does it sound like exactly so so it looks like we're just running running in circles because we cannot have those hard conversations uh if we do bring it up we are labeled and then we are you know I end up identifying and then we end up being in that same Loop so uh yeah I wish you know I had a better understanding of how those conversations go so they could help and those conversations could go all kinds of ways and I think you know for me I'm sorry Dr Fuentes I know I just realized you I want to say something okay thank you uh first I just want to share I want I want to be clear to the board that this work is not about one person one type of person it's it's not about blame of a teacher or blame of the student or of a parent it's when we talk about in institutional racism and our systems its historical beginning with structures that we have in place which is why we're um the state starts in terms of examination is our policies and uh and what what do our policies say and are they in alignment with current legislation and uh all of the learnings that we've had over the years regarding what research has shown in terms of different demographics and what their outcomes have been in terms of their school experience so I I think that's part of it because one of the examinations in looking at policies for example that just talking about recent legislation around suspension right that's a very easy one to talk about in terms of removing uh K which is for willful Defiance no longer being able to be used for suspension because there's just been data Countrywide that that one item has just shown a repeated pattern of having impact on black and brown students in general and and that's over years and years and years and not just in one school but in multiple schools not just in one city but multiple cities you know so all around so clearly you know we're in a new age our school system still functioned how they did when they were first created and so it's kind of looking at how do we meet our current community's needs our current student needs and at the end of the day without putting labels on all of these things for me it's very simply relationship building right we have such a diverse Community here in Berryessa for example and I think it's how do we create those opportunities to appreciate what our students and families and staff all bring to the table into that classroom in building that classroom community and what the difference is it's not looking for what's missing or what's wrong but it's more it's flipping that mindset to what are the strengths that we all bring to the table and how do we work from there so it's an assets approach but that's not how our systems designed our systems designed to find gaps to find uh you know what are the areas of improvement that are needed and that can become very stereotypical very fast and so that's where this shift in thinking is about you know looking at how can we open up opportunity in the classroom you know for our students how do we value what they bring whether that's language that's culture that's uh just their own family um experiences whatever they might be whatever culture they may be from and work from there to take them to that next level right for success and making sure that there's open opportunity for that you know and and all of us staff in this position it's also our role to ensure we're creating those spaces and that we're contributing towards that too because we all have things to offer based on our own backgrounds and in history as well but you know I've been to multiple trainings and at the end of the day it's about having that open communication about building those relationships and coming into that space with an open mind and acceptance of where we are and we're going to grow together and the better we can get to doing that whatever approach that might be will have more successful children you know overall and and I do think everyone has you know good intent but there also as we've mentioned there's also things built within our system but built within ourselves out of just repeated history go on unnoticed or uncalled not called out that this is what this data does for us it allows us to examine more deeply it allows us to ask our families how do you feel when you come onto our campuses do you feel welcomed do you feel because we know just again if you're not an educator in a school space school can be really intimidating coming into an SST meeting as a parent that you've never you know been in that structure before that could be intimidating you know um even though everybody there at the table is there to talk about your child to give you resources and support you've not been part of that you've not navigated that it can be scary it could you know people may not really um be an equal partner in that conversation on how to build a good learning experience for their child so you know I think um that's where we're kind of coming from at the core but knowing that there's lots of you know different areas that we can continue to build on and improve upon so that we we're making those connections with our students and really understanding our families and trying to build in the right supports um it's very much more of an individualized approach I think that's really you know we always talk about our IEPs for our special education students but when it comes to this work it's really doing that for every student it's not easy you know it's not it's not easy I appreciate that that's uh that's that's great yeah it's a it's a flipping the script kind of a thing but we're practically speaking you know educator has limited time uh in a day to um to you know first teach the core subjects not signs or whatever it is and also address uh issues and also be identified not not an education I mean just um as a general uh rule uh get identified as a you know being disproportionate uh as far as suspension goes and so on so my my console main concern is you know we first we're putting we might be putting um in an effort to align ourselves we might be putting way too much pressure on on the um on our Educators uh that we're not able to focus on our Court teaching um subjects and so on uh how how best can we I think that if if if we need to have this kind of plan uh our Educators need to have a lot more support uh you know for specifically addressing this you know how we can uh how they can balance it out because like I said there's limited amount of time during the day to to teach core subjects and also engage with uh with families and also understand the Dynamics also understand the cultural aspects also understand the uh the conversations about racism and bias and and things like that so those are my concerns that's what that's where I'm coming from okay yeah no I just wanted to just to speak and hear what you're stand but you know my view of seasace and I'm really interested in this work as you know I work on policy and this is my area where I'm really interested to see how we can really help our students who are really struggling and you know at the end of the day whenever a student has to come to us for suspension or expulsion the question I always ask is why what brought the student before us what happened why did it happen and I think that a lot of this training and you know the behavioral Matrix and the alternative ways we can help our students instead of punishing them you know there's a lot of different reasons why a student may act out or a student may not be showing up to school or you know all of these different reasons and I think that you know it's not to say that everyone is racist or everyone has a bias whatever I really think everyone has their own bias whether it come like minimally small nobody knows it's an implicit thing that we all have you know I even have it too but it the the core of this is asking why is the student being this way you know why is it like that I remember in the fourth grade when I had Mr Herman as a teacher actually we spoke on our cultures and we spoke about the differences between the cultures that we had I brought my own little jeepney toy and explained to them you know this is my culture this is where I come from and in that moment I realized you know how diverse Berryessa is and how many students there are you know a majority of various of students are come from Asian descent but then there's also a handful of them that are black and brown students and you know there are the minority here but they're constantly over represented and you know the question comes in why and it may be because of those social socioeconomic reasons and why we have to have this plan and have extra supports for them because they may not be in a position to get those extra supports and so you know just to get off my stump here but you know I really think that this is really important it's an amazing plan and thank you as well for bringing this before us but you know it's not to say you know we need to punish these students or for acting out is to ask and ask us and ask a student like why are you behaving the same what is going on you know like what can we do to assist you and this is an issue that we see Across the Nation and I think it's something that we as a society have to address you know that there is systematic racism within every institution and education is truly the basis of our society and you know the intervention is there in the first grade we need to make sure that those students are supported and helped and so we really need to find alternatives to suspending or just pushing them into special education you know because so maybe a student may not need it maybe a student will just need extra tutoring after school maybe they're just gonna need to have extra support instead of just sitting on a bench silently and not being assisted you know we really need to meet our students where they're at and give that extra step to them because if we do not extend our hand and ask them you know why what's going on who will you know we can't just throw them to the curb and say you know you're disrupted you're being disruptive we're not going to help you no we really need to intervene and ask you know what's going on and you know be able to give that extra support and so I just wanted to mention that because this is really important to me and this is something that I truly care about as someone who recognizes the disparities we have here in this Silicon Valley especially with how how hard it is to live here with the High Cost of Living and you know a lot of students within our district may not have the extra resources that other students may have and so you know having lived that too you know I really understand that we really need to spend our time in this plan and really dedicate ourselves and make sure that we go through with it and so I'm really excited to see the outcomes of this and I'm excited to continue working on those issues especially so yeah just wanted to say that completely agree ment part of you know I think part of the role did you obviously over or underpaid but part of the job of Educators also produce and sometimes that's not always the academics but it's planning on the dark um teacher is able to reach a student you know who may be falling behind give him or her the ability to to then succeed in the future I just have one anecdote that I want to show real quickly well my personal experience as a student has found a male student in second grade uh I wrote something I misspelled bicycle I changed the eye and the and the Y spelled it b-y-c-i and I remember the second grade teacher asked me have you been identified as having a disability and I wondered why why the teacher asked me that right I said well I'm a second grade you know it's a big word and I'm thinking well you know and that only stuck with me so just you know just to put a kind of perspective I've experienced there's a no one ever before or after it so if that's something that you and I remember that was supposed to go yeah thank you yeah I think I agree with what um all of you have been saying and uh going back to I I'm an English language learner when I came here I went to school as a ninth as a nine-year-old and um I was asked to stand up and this is in the middle of 35 or so kids I think this was in fourth or fifth grade I was asked to stand up and I had to pronounce get this the state of Connecticut I'm a I'm my my thought on that was I'm going to pronounce this like I would pronounce it in Filipino so I did I pronounced it like Connecticut that's exactly how we would pronounce it I had to stand up until I was able to pronounce it and I had just been here about three weeks and I had to stand up and everyone was looking at me you know and I thought my goodness but I was I was trembling but those things I will never forget like what you said Hugo um yes we all there there has to be some kind of understanding and apparently sometimes teachers do forget either they forget or they um just maybe they're too busy because there's so many kids in the classroom at times but I understand I'm I'm a I'm an educator myself so when I became an educator I will never do that to any child what they did to me as a nine-year-old and get this I taught English language learners for almost 20 years and that really stuck to my mind that I will never never do that and no teacher should do that you're welcome and I'll just close with this is a collective effort and responsibility um all of us and so yes teachers are in there with the students every single day but it is a collective responsibility for the entire community and the idea is that we're creating systems of support across all of the domains so thank you okay thank you for the presentation and lastly is there a motion on this item move to the dog it's been moving second all in favor of this motion say aye aye motion passes five to zero we'll move on to E1 now Dr Francis can you introduce this one it is recommended the board ratify Lone Star landscape in Clump ink lump sum agreement uh for the relocation of irrigation lines as a result of the new Piedmont Middle School gymnasium move to approve it's been moved in segment all in favor say aye aye aye motion uh carries five zero E2 dot Qantas it is recommended the board approved the Silicon Valley Paving ink change order number one for site work for the new gymnasium project at Piedmont Middle School on bid B 0 6 20 22 23 this is a change order for an increase if approximately a hundred and three thousand dollars and I know uh Tony conistop can share some highlights uh for some of the the work it had to do with uh improved soil uh with um pipes that needed to be repaired when the ground was open and some electrical work as well correct yeah there were basically four things um two of them were unseen for the water lines and the storm drain one was um I just went blank um [Music] of the um anyhow the biggest thing is we did lime testing or we added lime to the soil so that we could actually move forward with during the rainy season and the other item is that we actually did work on the existing main switchboard where it's not really for the gym but it's for the Portables that are associated with the gym so when we started the project instead of going to PG e and have them give us power for the gym we actually have them gave us power for the Portables because right now we can actually still use the switchboard we have for the Portables we knew PG e was going to take about nine months to do this so we created a separate project to do that later well PG e actually came ahead and actually approved some of the work so we incorporated some of that work into this project so we could get it done during the summer so then we can start some of the other work during the rest of the year so again it's not really an increase because we already had the budget the money budgeted for something else if that makes sense I think it does all right second I moved in second all in favor say aye aye okay this change order is approved are there any requests for staff follow-up or items for future agendas from the board no but we already have that okay all right there's nothing further is there a motion to adjourn it's been moving second off David retirement say aye aye because meetings adjourned at 10 20 pm thank you

trying to take the ball Maggie Stevens has it over to mckechny mckechney has it taking it carrying it gonna use her speed take that ball all the way up taking all the space then gets it over great pass there to Jordan Jordan gets it gets it to morno morno tries to settle it down taking it down the right hand side she's flying down the right hand side cuts it back needs to use her left foot here she does gets it again it goes off of she gets it flips it in and now Jordan has it Jordan's gonna get it take oh almost good positioning there by Kenna Marino Kenna Marino gets the ball to the middle a little bit of a weak kick caught it a little bit High a little bit off of the knee almost as she kicked that one to the middle but a good opportunity there as the ball went down the right hand side Kenna Marino looking for a ball here to throw in now has it [Music] comes down to morno morno yeah I got a little push from behind there by number 10 got aggressive on morno from behind got a push gonna move it up Lizzy Roman has it you see the Islam middle player shuffling into the middle to try to get this opportunity as Lizzie Roman's gonna feed the ball in West Side not even really giving the 10 yards looks like Lizzie Roman is going to hold the clock and they're going to count this 10 yards I believe going to give the 10 yards back they now have it whistle's going to blow Ball's going to be back in and we are off let's see if Eastland Meadow can do something with this one a really good feed there out to the sidelines a head ball right there by number 11.

Maggie Stevens as I've said before has been all over the ball tonight good opportunity off the head just went a little bit wide goal kick here by West Side it gets boomed out as you hear the West Side Girls scream on the kicks Jillian Stevens just puts one right into the right into the gut Caroline lukasik using her speed taking her space not sure quite sure about that pass kind of like who was it too but she had a little bit of room and space to take it ball comes to the middle number 11 Stevens challenging challenging still challenging west side has it kicks it up good play there gets in the way morno chasing it down jogs through not sure if they're gonna save that one it goes out of bounds I don't know why the sidelines does not have an extra ball here I'm not sure what happened but it's going to be a long Chase to go get it girls are going down to try to get another get get another ball mourno sends a kick Jordan sends a kick off the knee Stevens has it Steven sends it more now chasing it number nine number over again and oh Steven's had that one got it taken away here comes number two is taking it a little back check there by Stevens another back check by Stevens a booming kick right there by Lizzie Roman off of number two for west side and out of bounds and yet another throw in I think this is going to be the career record game for number of sideline throw-ins a push again there from behind this is going to get very physical [Applause] Marriott I have a feeling number 22 and number 10 are going to tangle up at some point before this game is over it was pretty physical right there with no call by the referee gets floated up [Music] it just seems like all the balls when they're kind of bumbling around or just heading on to the onto the they're ending up on the foot of uh West Side those are just a lot of space right there for number 14 to take instead just kind of booted it up would have liked to see Bella white kind of carry that one and like just like here carry that one a little bit now sends it through it again off of Jillian Stevens head over here to Kenna Marino who's going to save it with her not sure about that play there really needed to probably put the body in front of it and save it with the left foot goes out of bounds off of Kenna Marino West Side going to get take a throw in here number eight throws it down the field gets booted into the middle number 14 has it back to Jillian Stevens who bombs it over to number six mckechny mckechny has it taking the space good play there to lukasik lukasik has it oh there's one goes all the way up the sidelines and look at mckechny go she is determined to chase this ball down and she does and gets oh almost a really good play there by West Side it looked like good play Here by Jillian Stevens to come over gonna send it back to the goalie [Music] that was a uh not the greatest boot by the goalie but East Longmeadow was able to recover to keep the ball in bounds Ava men's has it Ava men's almost with a pass Ava men's has it number 14 has it Ball's getting taken away here in the middle of the field number 14 is [Music] Bella white Bella white has it again has a lot of space here take the space Bella take the space there she does take the space really good pass right there Kenna Marino has it gets pushed again very aggressive playing right now by West Side especially over here on the right side of the field number 10 for West Side very aggressive gonna get another free kick here by Lizzie Roman 32 minutes and 30 seconds remaining ball is heading in ball heads in [Music] kicked out by West Side gonna be a throw in here [Music] kicked out of bounds Again by West Side just kind of had it I've had it there's just been a tremendous number of throw-ins in this game ball has spent there's been a lot of time good play Here by Jillian Stevens to switch Fields I like that settles it down Bella has it Bella comes back here ball comes over and comes over again here to Kenna Marino Mourinho has it but not really not a pass really at the end of the day it's just yeah there's a very aggressive playing The Ref is the ref is really just letting things play here and I kind of like it East Longmeadow does need a spark as some of the fans and the parents were down there talking to me at halftime just saying East Longmeadow needs something they need some type of type of spark to kind of get the offense going and to get a ball into the back of the net so maybe the aggressive play will fire up the East Longmeadow team to get them kind of moving in the right direction [Music] oh a good try there on the pass kind of try to sneak it right in there to Jordan oh a ball tough one there by men's kind of got it stuck good play good defense she grabs it quick gonna get some subs here Emma Susa coming in Mack coming into the game along with number seven Emma Stevens we're seeing Kasich come out along with Jordan and Sabina mckechny also going to take a little break looks like they're I mean it's just a very I like this play right here Mack is good try there by morno as the ball went down the sidelines tried to sneak it into the middle but the goalie made a good play there and tried to come out goalie with a bomb of a kick there all the way down the sidelines good play Here by McKenna by uh Kenna Marino using her body work mate could try right there by morno tried to sneak that one and get a get a cross in there into the middle morno is going to take the corner kick Jillian Stevens coming in using her height in her heading ability see if we can get an opportunity here and put one in morno a really good kick right there I love oh boy a really good opportunity the ball made it all the way through just can't have that happen the ball go all the way across the goal crease when it lands there somebody from East Longmeadow needs to be on that one and touch it West Side throw in East Longmeadow is scrambling here a little bit to get back on defense ball gets picked up McKenna has it she's got it she sends it over ball gets booted back over it looks like Souza's gonna put her foot on it really gains control the ball really good foot Handler she's taking the ball moving it down it's in there nobody there in the middle ball comes back out controlled [Music] Julian Stevens has it kind of just bumps it up there oh that's it yeah I just can't run away from that one there I think number seven needed to kind of just be on that and step up into it good play there by Steven Stevens has it it turns it's picked up by morno morno has it more knows taking it down the sidelines she's going down the sidelines again she kind of gets it in there Stevens has it morno's gonna get it sends it over could try there by Bella White because morno took the ball down the sideline stopped it brought it back gonna get an East Long medal throw in Bella white has it it's in there to the middle oh a really good opportunity there by Sousa good shot tried to go short side on the goalie just got it a little bit wide a really good boot there though they say a good ball strike just maybe go far post on that one if you have the opportunity good play there oh not sure what number 18 was doing there on that one just needed to look down and probably make a little bit more of a steady pass chasing down here but we got some really good Defenders back there we should be in really good shape good play Here by Anna Roman taking the ball it's under control gonna send it over here great pass there to Mourinho mourinho's got space she's going to take the space sends it up the field morno has it flips it over ball just kind of rides on through oh my God [Music] penalty there on morno West side's gonna get a free kick got a left-footed Booter there sends it up the middle Jillian Stevens there puts her head on it like this here I like this control good play there I like it I like getting it over to Susa really good ball control there look at this really good moving taking the ball good pass there Max got it moves it to the outside needs to put a left footed strike on it just a little bit behind her one more step to the outside but some good passing good footwork good ball movement maybe users speed there take one more step try to get in there get the body behind it on that left footed shot morno coming out getting a little break on the right side Thompson taking over Sousa over there on the left side look at getting bodied around here I like the aggressive play there though by Mack getting in there using her body good kick up there Ava men's has it puts a head on it gets it out wide now masseuse is going to have the ball here going to really carry it up the left side pulls it back little drag carries it through good aggressive play there by Susa to keep the ball gets it back gonna swing it over here gets it out Thompson's got it tough try there reached her foot up maybe could have got her body on that one instead we know the grandparents are watching at home not feeling well tonight want to give a shout out to the Thompsons they're always here supportive of all the East Longmeadow teams especially the ones that their grandchildren are playing on and now they've got Ali Thompson out there on the right wing puts a nice touch on it right there On Cue 10 has it Kenna Marino not gonna get pushed around I can tell you that right now got it here we go Bing Bang Boom balls flipped up there by Lizzie Roman now looks like it's gonna be Mourinho again on a throw in good play it's back Mourinho has it takes it off the left foot hey you really just gotta put your you gotta put your body in there on that one you don't want to shy away comes Ava men's just kind of kicking that one out to the sidelines giving Islam Meadow an opportunity to set up its defense as West Side gets a throw in 22 minutes remaining in the second half I'd say so far this half the play has actually been dominated for the most part by East Longmeadow up until really this point right now I mean for I'd say the entire most of the last 20 minutes has been all East Longmeadow in terms of possession in terms of opportunities etc etc and here we go good play coming out there by the goalie goalie's going to give this one a little bit of a ride she does gets it up I like this here off the foot over to Thompson back to that's just a put your head down and kick it I don't really like that play there by mckeckney there you just want to put your head down and kick it she had some space take the ball control find a foot good ball right there into the corner East Longmeadow hustling back Jillian Stevens on defense I like this play right there by Mac ball comes through and this is a good play there by Roman to get it out Ali Thompson gonna try to settle it down and does gets the ball up got it goes to the body Here Comes Ali Thompson after it right there off of a West Side offensive player gonna get a sub here as Jordan comes in for number seven Emma Stevens ball comes up to Thompson off the left foot back to mckeckney mckechny's got it under control I like this play here gets it back not sure about that one though just you know kicking it in a little bit of a kicking it to nobody I know sometimes Under Pressure you want to do that but if you're not under pressure you don't really need to just kind of boot it up good pass there by Stevens I mean sorry by Susa over to Thompson Thompson lost control off of her foot good play here bodied up ball still in bounds it seems like we might have an injury but nothing's been called yet looks like we are going to get a timeout and a clock stoppage on an injury I'm not sure what happened it was an off ball injury so really unsure what happened but you can see the cart coming out on the field that means the trainer has noticed something that was going on in the field not sure what it is but those off ball injuries are always more concerning than the on ball one so uh trainer comes out and looks like everything's gonna be okay Chris is going to make their way off the field on their own with not uh not any help not sure really what happened there couldn't tell looks like she had a slight little injury or maybe he got concerned looks like she might be wearing a knee brace of some sort so maybe something happened there maybe nothing too major but just got a little bit tweaked and got concerned about it and you know went down to make sure that there is no injury we'll see wishing certainly all the best to number 13 as she comes to the sidelines to get some water and take a little break I think it's going to be East Longmeadow ball on a throw-in I believe they did have possession or are they going to do a drop kick of some sort I'm not sure it looks like it's going to be a throw in foreign I really like I really like I mean I do I really I really like Susa with the ball oh that's just a little bit too far out right there by Jordan I mean I I do like the attempt we've got to get some shots on goal but you're a good 35 yards out they're a little bit too deep take the ball up a little bit more maybe ball comes back here comes into morno it's just like it's bumbling all over and now the we've got it ball goes up the sidelines mckechney's got it she's heading up the sidelines one of our speediest players number six balls going back right here boom and it gets booted up and it's off off Merino comes over to men's Benz has it it's gonna go back to the goalie here and it does it's goalie's gonna get it gonna have to give it a ride is the goalie gonna get there that's the next question goalie gets there kind of kicks it out of bounds maybe not a bad play it gives a little more time for West Side to have to set up in East Longmeadow an opportunity to really just kind of get back there on defense and set up their defense that they otherwise wouldn't have had and quite honestly the ball went out of bounds another 15-20 yards down the sideline so um oh good kick in there but it's going to be a relatively easy save for the East Longmeadow goalie Emerson you could save there by the goalie to come out Ava men's takes a little does a little gymnastics flip over the goalie it's a good kick there over the head mckechney's got it Ball's coming now it's Jordan she's running through it keeping the Islam metal player behind her she's moving it through she's going she's grinding East Longmeadow has it ball gets settled down Ball's back it's gonna go there it is here's a little flipper to the middle I like the I like it getting out to this wide to Sousa I really do I think she's been really effective tonight out there on the left wing it's had a really good game been aggressive controlling the ball outstanding dribbling skills has had a good opportunity with a shot ball comes here ball goes back got open mckechny's open here in the middle Stevens has it morno probably needs to move up a little bit but that's like right there it's just a no-go that's a no-go zone right there a little pass to the middle he had two players you had lukasik and Jordan kind of sitting there waiting to receive a ball and that one just got kind of flipped up into no man's land off the side of the head looks like this one's going to go out of bounds unless Sousa can track it down and she almost did just could not looks like it's going to be a west side throw-in yeah just look I mean really good dribbling skills great passing right there ball again and you know it's it's a right idea but heads down more knows out wide foreign s there by number eight got number 21 into the game for East Longmeadow Grace Moore ball comes back it's coming over here Grace Moore has it sends it up but it right to into the West Side number 10 coming out Grace Moore comes out more now comes in off of her head out of bounds West Side throw in down the sidelines at the feet kicked out of bounds again West Side throw in [Music] 15 minutes remaining in the second half ball gets thrown in it gets booted up it gets kicked out of bounds West Side throw in takes a little extra space ball comes in ball goes to the middle handball right there and then does get called referee does see that and we are going to get a free kick by East Longmeadow at about the 45-ish yard line foreign that looks right about there there it is and the announcer was right on top of that one Pat myself on the back it's kicked in I like that play Bing Bang Boom getting chased down who's gonna get it and here comes the goalie looks like she's gonna get it gonna give it a big boot and she does over to Susa Sousa has it puts it off of her head it's bouncing around somebody's there Susa in good control puts her body in front carries it carries it keep carrying it I like this sends it back to the middle here get the ball out wide get it to somebody's foot yeah we're just not and that through ball I mean [Music] yeah a little Crash and Burn there Ava men's wasn't sure probably not a bad penalty to take the evidence wasn't sure where the ball was and didn't want to give up all that space if her player had gotten behind her so probably not a bad penalty I think we're getting Eastlawn Meadows getting the ball up around the 30 20 yard line and then just kind of doing a boot and it's not really going to anybody there's not really a lot of control there on the offensive end when it gets up there and so it's creating some opportunities for West side's defense to really I guess defend now we got 13 minutes remaining Eastlawn Meadow has dominated this half a play so far but does not have anything on the scoreboard to show for it and here comes a shot in it bounces around good play by the goalie really getting this getting this ball out quick I do like this play ball comes up Jordan there goes over ahead uses her experience finds her position turns it up field Seuss is open gets the ball back they are moving and grooving right here Jordan has it she's taking it around keep on going don't shoot from there nice try to get it on a foot oh good try just a little bit far out there for that shot at the 25 we're at the 25 yard line a lot of more a lot more space to take I think you go back and look at that one on the video they'll see there's more space to easily take space here it's gonna get kicked it's really kept in nicely there by number 10.

comes back now Mourinho has it like to see more I'd like to see this ball get over to Sousa ball comes up gets to lukasik lukasik has it take the ball all the way down kasich's got it goes in I do like that play there though I like that kind of touch there the little bit of a lower ball trajectory where somebody from Islam Meadow can get their body or their foot on it as opposed to over the top when they get into that you know 20-yard line area on the soccer field I'm gonna get a throw in here it's a good one goes to back to Roman oh I don't know about that call there that was kind of a tough one you see Mourinho kind of shaking her head on that one looked like number 10 was just kind of putting her body in the way Mourinho was trying to go around but uh I don't know is it a penalty or just an out of bounds might be just an out of bounds 11 minutes remaining in the game East Longmeadow desperately desperately in need of a score it was nice ball goes over take the space take the space there's just so much more space there to take and they're just kind of you know having all sorts of trouble boom oh that one got over Steven's head a little push off there good back check by Stevens Paul comes back right in right into good play there could try there to get it tomorrow Jake tried to chase it down on the through ball was just a little bit of a little bit too hard morno wasn't able to chase it down and stop it from going out of bounds she was calling for it good kick there kind of bunted up let's see if she can keep it in bounds and she can it goes back number eight Lizzie Roman has it good player by Stevens keeps it in bounds there we go you could try there a little boot again maybe just a little bit too far out not saying that we don't need Islam Meadow doesn't need shots but we probably at this point need something something good need some type of good shot good play here good ball handling skills ball comes back good play again here Lizzie Roman has it kind of kicks it over not sure if that one can be saved it is saved it's just like past and I don't know where though there that's kind of the problem Ball's just not getting past to a person I think they probably just need one more set of ball movements here to make something happen or dribble I mean we've got some good dribbling skills here we go balls passed here and get it over here to Mourinho Mourinho has it take it up the sidelines Moreno oh just kicked that's just kicked and it's just kick nowhere that's the issue it's just getting kicked it's not getting passed and it's not getting shot it's just getting kicked seven minutes and 45 seconds remaining in the game good play here by Mourinho tried to keep it in bounds it just kind of sneaks off of her foot and goes out west side gonna get a throw in taking their Beyond sweet time to get this one in moving number eight back a little bit here so we're gonna get a throw in ball gets thrown down off of gets kind of really shoved from behind there by the west side [Music] oh I guess it's gonna go the other direction look to me like number two had done the pushing but it looks like there may have been a somebody may have pushed number two to make it look like number two was getting pushed got the ball here at about the 25 yard line number eight their Corner kicker is going to swing one in not sure why we have three girls out front defending that one maybe we should have one more there in the middle um but ball is gonna make its way all the way to the other side getting chased down this one comes in looks like the goalie's gonna get it goes out of bounds no problem gonna get ourselves a goal kick six minutes remaining in the game we're gonna need at least one or two more really good offensive opportunities good move here looks like you're gonna get Mack into the game as number six Sabina mckechny gets a break like to see Susu has been having a good game get back into this game if possible the offensive end good touch is there that one going to go out of bounds it's picked up by it's thrown down Morneau has it really needed to probably use her right foot there in order to get that ball moving in the other direction a good idea though by Mourinho there to try to get the throw in in quickly while you know Morna was open [Music] this one's just out of bounds good play there by morno ball goes out of bounds we're gonna get a corner kick here Jillian Stevens going up Lizzy Roman going up Ava men's going up really just gonna leave on the back side here Gonna Leave Mourinho more now on a sidekick somebody's got to put a foot on it I mean there's a good ball driven in the middle it settles in goal East Longmeadow scores its first goal of the Season not sure who put that one in looks like an assist from morno on the sidelines in with four minutes and 35 seconds remaining East Longmeadow Spartans score their first goal of the season assist and goal [Music] s not sure who scored that goal for sure we're gonna find out in the end it's still increased on Meadow number 13 Jill Stevens all right Jill Stevens puts one in our star Defender comes up on the corner kick and puts that one into the goal morno gets that takes that's a handball right there but uh is it called it is not called comes back again getting chased down ball gets booted up looks like the ball is going to come to Mack here on the right hand side number 14 has it's going to send it up again it's going to send that one through here comes more now she's chasing down the sidelines looks like she's gonna get it again she's calling for it she's taking it [Applause] [Music] that's putting a body on it the ref is letting them play In fairness he has been letting them play All Night This is not something new he has just been letting the girls play it's been a very aggressive game and when there's been a penalty like that it's been called but it's been aggressive and fair play that has been called all game long looks like we're gonna get a time out here East Longmeadow calling a time out with three minutes and 20 seconds remaining coach Moser gonna set up a play and make a call gonna see here who they're gonna call on this kick it's at the 20-yard line looks like it's going to be about a 30-yard shot not sure if the coach is going to call Direct Kick and then if so who's going to take it I would expect it to be either Stevens if it's a direct kick to be either Stevens Roman or morno and if it's just going to be probably chopped in I think you're going to see a kick here by Roman but they're setting up some type of play you can see that the coach is gathering them together talking to Stevens talking to Roman talking to Mourinho really setting something up here on the offensive end with three minutes and 20 seconds remaining he is firing them up right there talking to Jordan let's see what the play call is going to be looks like it is going to be Roman on the ball looks like it's going to be a set it's going to be a some type of set play got everybody lined up got number 13 Jill Stevens on the outside looks like that's going to be the call I think it's going to be a little flip over the top calling it to Jill Stevens and it is going to be a shot and again off the that one hit the football crossbar not the crossbar of the goal three minutes remaining in the game this one looks like it's going to be a swinger outside ball goes out of bounds Kenna Marino grabbing the ball morno running down the sidelines takes the ball down the middle she's moving she's grooving she's shaking she's baking she's got it flips it in it's off somebody here it comes Eastlawn Middle with an opportunity ball is in control here [Music] East Longmeadow has it takes it oh boy oh good play was able to keep it gets it um Ava men's has it [Music] two minutes remaining two minutes remaining in the game ball is gonna get kicked here up the sidelines it gets booted through right to the middle Jillian Stevens on it number 18 has it swings it around ball keeps coming good play here good play there Kenna Marino looks like she's gonna settle it down goes up to lukasik and that is bombed down there for Jordan oh an opportunity there just a little bit wide by morno with a minute and 30 seconds remaining in the game stop and turn here comes in comes number three for West Side taking out number 19 the second half of play was really dominated by East Longmeadow they had all the opportunities it seemed like in this half Kenna Marino has it saves it ball gets kicked out of bounds right two her ball is going to get thrown in it gets thrown into Megan morno Megan morno down the sidelines over the top right there that's going to be a penalty on West Side not really sure about that call look to me they're like West Side kind of ducked under more than any more than more than anything else 30 seconds remaining all things being considered this one looks like it is going to end in a draw barring some type of complete complete and total disaster eight seconds remaining in the game timeout time out west side they're going to try to set up a play with seven seconds remaining the fans are starting to shuffle out heading down to the East Longmeadow defensive end to probably just watch the last seven seconds of this game west side is certainly setting up a play here Islam Meadow likely going to have the entire team back on defense they're going to have every single player back there to defend it's not going to be really any point in having any players at all up on offense with seven seconds remaining I'm really [Music] ball here I mean I would just really head back I don't think there's any reason even have three players kind of standing here I would just really have have everybody every single person should be probably back right now just to see what is going to happen here ball gets swung up swung over goes all the way through nobody touches it no stop one second game over really well played second half there by East Longmeadow first half was even Steven but not on the scoreboard West Side was able to strike first East Longmeadow gets one with about four or five minutes remaining in the second half game tied 1-1 we'll see you all next time okay

Rushton hi Barbizon passes so we have can we show the donations yeah Anonymous you know that Anonymous donor gets around I really appreciate everything that the community does it's just really really sweet thank you Anonymous donor and Earl's Castle thank you thank you thank you superintendent's report Madam president and board members you have the usual reports relative to our comparison of enrollment and the first day to the 10th day of school discipline reports and [Music] um uh Financial reports by and Facilities reports um if you have questions about those I would answer them okay um yeah nope okay miscellaneous updates I have several things for you and they're not in any particular order just the order that I kind of thought of them um the cumulative discipline report which is included here um uh Cass if you would just show that one yes thank you um I included for the board uh in in the executive part the last years the total right now we had 196 compared to 186 last year but the significant thing to me was Fox Creek's numbers are half of what they were a year ago so uh that's really nice to see some changes there and um you know some culture changes that are going on we have had some serious issues and we've had several students already at hearing with our hearing officer for serious issues but uh basically we're starting out about the same as last year beyond that I would like to report to you that two committees that I am involved in have actually met this week for the first time this year superintendents employee advisory committee met and then we had the first meeting of the grade grading revision committee so those are going on and then I know that Jen has had several meetings that are in The District in the district list going on in the last couple of weeks so we've got lots of District employee input into things that are going on this year so how many people are on the the grading we have one from each site a teacher from each site and and then Mr Roy is representing the principles okay so a fairly small committee but folks who are are you know really interested in in this process so it's positive they're looking at as a positive yeah it's very much so okay yeah very much so um and then I just wanted to make a statement in case I don't know that anybody said anything to you but I know I've had some questions from employees about this so one of the things in the retention plan had to do with uh with the longevity pay for our folks who've been with us more than five years more than 10 years and um excuse me and our employees have not seen those funds yet it's not because we're abandoning it or it's not because we've forgotten frankly we're having some real issues of us trying to figure out how to make that work in our in our business management system envisions and and to get that going so as soon as we can figure out how to make that work in a way that's not hugely cumbersome the first thought from my payroll person was I essentially have to create a second job for every employee and I said no there has to be a way that's to do that that's different than that so we're trying to work through it and figure it out so as soon as we do that you know we will we will put that in place and everybody will get we'll get those bumps and pay um uh three of us were at the asba law conference and I just wanted to let the two who were there and the rest of you know I thought it was very informative the keynote spokers keynote speakers uh were two of my favorite things because they were both excellent and and talked about things that are just really timely for for what we're trying to do in our district so I I and and then some other really informative you will find it interesting that there were two sessions two breakout sessions that had to do with teacherage so other districts were uh you know are working on similar things our attorney who helps us with teacher age Gail Tucker presented at one of those sessions and I asked him how many districts that he knows of in the state that are doing teacher age who have not done it before and he said at least half a dozen so there is you know so there is a move a movement around the state um and then I wanted you to be aware that we've been paying very close attention to our class sizes uh we're we're at capacity um we are at capacity at Fox Creek both grade levels we are we are over capacity at every grade level at Desert Valley uh we are at capacity or over uh in kindergarten first and second grade at Diamondback and close to capacity um uh in in fourth grade the middle school is very close to capacity Sunrise it's kind of up and down so we really have more capacity right now at Sunrise than we have at our other sites but we're watching uh the class sizes particularly at kindergarten at Desert Valley and second grade at Diamondback and the kindergarten at Diamondback is a little iffy and then our um Amanda's been doing some real follow-up on our El students and who qualifies and what kind of paperwork we have and it looks like the Desert Valley El numbers are up not necessarily because of new students but because of some missing some pieces that were missed in the paperwork uh by by about 40 percent and the teacher was already pretty pretty slammed with kids so we're watching that so I had three three teaching positions that had not been filled with teachers that I put on hold at the beginning because we you know we didn't have teachers first of all and our numbers at when school opened indicated that we could do that so it's not that I'm going to be coming back to you most likely I'm not coming back to you and asking for teaching positions I will come back and Report maybe that we have reassigned those three positions and then look for teachers to to fill those that's part of the problem right now is even if I said to Desert Valley yeah we need to add a kindergarten teacher the issue is can we find one you know so we could we can open we could open that but that doesn't mean we're going to have it filled so we are watching those numbers very closely um so those were those were things that I thought you all might might want some updates on well I wouldn't mind you coming back and asking for teachers when we need it I wouldn't mind that either and related to all of that is uh of course we'll be work I'll be working on a revised budget for next month's agenda uh and I'm uh frankly right now I'm looking at moving some funding from mno over into Capital because we have some things that we need to address that are capital items and I had put most of the the the rollover money from last year I had put most of that into mno and I think we need to move some over to Capital so when I bring you that you know that revised that proposed revised budget next month we'll have we'll have some money moved over right now it looks like based on a report that I printed out yesterday I may have to cut the budget by um 250 000 or something it's there I mean it's I'm not worried about that but I also noticed in that report that it did not include the counts for k-33 reading and so if when they put that when they put those numbers back in it might be a wash so we'll we'll see It'll but it'll be next month before I can really make a legitimate revision to the budget and that's all I have okay I I want to talk about the the conference we were at and Barb can can talk with me about this we one of the speakers was for about Dr borba Michelle borba she was fantastic she was utterly incredible she was she was at the right place for me but it was really the wrong place to be talking to school board members who are not Educators because she was talking at the educator level one of the things that she brought up and and you're going to be hearing this from Dr Stewart later on in the in her travels around the community but basically what gorbit did or had was working with a school who identified had the kids identify hot spots places where they just didn't feel safe that were on campus it was interesting because they they actually gave everybody a map and everybody's kind of circled the places and then they took those places and they put a stool there and an adult on the stool you know any adult it did not have to be a teacher so it didn't add to the teacher's day it could be just a custodian who was on his 15-minute break comes out and sits and drinks his coffee on stool that kind of an idea it was really it was really an eye-opener that things got better for the kids so I'm hoping that Dr Stewart and she says she will talk to you guys all about putting stools at your place and Barbara and I were talking about the old days when we we had Hall monitors and I don't know whether you guys grew up as a hall monitor but the the up one of the upperclassmen it was in junior high some freshmen because my my junior high was nine or nine seven seven eight nine and basically one of the freshmen would sit out in the hall and ask for passes and if you didn't have a pass you were in trouble you really were so this is the kind of idea that you basically you have somebody out there who's watching so that's that's what I learned Barb did you learn anything else one thing there was one other thing I I thought of and then it left my mind and last night I didn't have a chance to go back to my nose to find what it was so maybe next month I'll have for next month but yeah the the hot spots and the and the Stills was what really hit and stuff and and like she was saying how much it had improved the discipline problems they were having at the schools and stuff and this was an inner city school that this was happening at and stuff that she was talking about it wasn't some you know Scottsdale school or something and she said that you know the the discipline came way down the kids felt much safer coming to school and being able to walk any place around the campus and they didn't basically what the hot spots were were places like maybe around a corner where if a teacher's standing in the hallway during an exchange of class or outside her building she may not see around this corner and there may not be anybody over there and that's where the bullying and stuff was going on so by putting somebody there in the corner and stuff and watching the bullying and like Melinda said like they said they had the janitors out there you know like for this 10 minutes between exchange of class your duty is to be standing there at the corner or sitting there on the stool at that corner and stuff and and they involved everybody all members of The Faculty there so that the kids got to know all these adults and stuff too because a lot of the kids don't even know who the janitors are at their schools and stuff and you know and this stopped them respect for for the adults too that were there working with them and stuff it was it was an excellent concert uh excellent book and she was fantastic yeah okay Fred do you have any updates did you learned anything new sadly no maybe I ought to go back to school right no no no usually you have learned quite a bit because you did a lot of reading okay um consent agenda I would like to pull 2.2 on the administrative reports I've got a couple things I'd like to ask about on that one does anybody else have anything else that they'd like to pull out of the consent agenda um which one 2.2 2.2 the administrative reports okay then I need a motion to approve the consent agenda after pulling 2.2 out for the rest of it I'll make a motion to approve the consent agenda um taking 2.2 off that agenda um that's it I'll suck at that motion all those in favor I'm Melinda sabraski hi Charlene Diaz hi Fred Rushton hi Barbara sarzicki okay two point item 2.2 um if I can find these um we were trying to remember where they are oh um Galileo benchmarks yeah now I understand that that this is the first bench really the first set of benchmarks and I understand that they're coming off of a summer break I understand all that and I understand that you can't sometimes you can't Motif motivate kids extremely well but the trend is there so show show um yeah keep going this is sad at first and second grade but when you get down to fourth fifth fifth grade look at fifth grade here guys well I would say to you keep in mind that Galileo is assessing what has not been taught yet okay so so when if they were high on the first test I mean not that we wouldn't like them to be higher but it's diagnostic so it gives us an opportunity to see what students know about what we're going to be teaching you know in this first semester kind of thing so are we going to see a post-test that'll show us we administer Galileo three times during the year so we administer it now and then November November and March March March April somewhere in there so this is assessing the students knowledge on the standards that they are going to be learning this year Okay so what I would I like to see it better than this of course I would now I will say to you that the uh one of the one of the discussions this week on Tuesday when I met with the grading committee is that our eighth graders particularly uh seventh graders as well but eighth graders particularly do not take this seriously so uh Cass if you if you move up to those that was obvious seventh and eighth part of the reason is that they they go oh there's no grade for this so so they don't even try so the thing is it's not only math but it's oh it's even in language arts it's everything for seventh and eighth grade particularly yeah so this is assessing them uh giving us giving us a beginning uh look at where they are for the current grades standards and it and they were Galileo was like three weeks ago so three weeks into the school year so you know barely into the school year for the opportunity for teachers to be working on the on the standards for their grade level so question and and I on the fence on this but I'm just going to throw it out there anyway what is the thought about um making the Galileo test part of their grade and not heavy grade but you know making it important make it well I think we need to make it important and part of what IE is working on with all of our staff and ultimately we'll be working on with our students is the idea of students taking ownership of their own learning and and so what we really want to see regardless of where this looks in in August because this was in August is we want students to be looking at however they did on these and then helping to set their own goals for what kind of growth do I want for me before by the time I take this assessment in November and again in March and that kind of thing so move it down to like fifth I think it's fifth grade read fifth grade language yeah you know what what you're saying is that the the seventh and 8th graders don't care but this doesn't show me that fifth graders character and I haven't had that discussion with the elementary oh no with the middle school so um although uh the Middle School rep on the grading committee um said they begin to see that with you know with sixth graders the same kind of Aunt but it certainly can be in the mix for our discussion about this whole grading thing um however and and I'm I'm very vocally most of the time a proponent of of us reporting to students and parents where they are at the end of a learning cycle so pick a standard any standard I think we I think we report and depend on where is the student at the end of that learning process or at the end of that teaching cycle and and historically with grading systems it's been an average of whatever we've done and so my my example that people get tired of me saying but it's the one that makes the most sense to me is think about a musician um and and we go to a performance uh by a musician um we we value the performance of that musician at that performance we we value the quality and the skill of that musician at that performance or you know the performance and it took him a long time to get there and we don't we don't factor in oh what what months they've been like at the beginning and so our historic grading system grades all of those you know you know all of those pieces up to that finish so but if we can get students to identify for themselves number one growth because growth is what's important relative to any student's ability and and background you know academic background but that they're gonna they're going to do the best they can they're going to work to grow and and start to instill that in our students that will make uh that that should increase their commitment as opposed to oh I want to do better on this just so I get a better grade now that doesn't mean we can't report it as a grade I think we could but then we have to talk about are we using Galileo as an assessment for individual students or are we using it as are we using it diagnostically are we using it to help us as teachers determine what things we need to do to focus on so I think it's Charlene to answer your question directly I think it becomes part of all of that discussion that the grading revision committee it's built into what they need to talk about yeah and that's why I preface my statement with I'm on the fence on it because I see some Merit in it but at the same time it does concern me because there are children out there that don't test well right and you know right you're going to penalize them because they don't test well exactly um so I but there has to be a way to get students and parents um to take it seriously and understand that it's something that they need to really I you know this is important this you know and but I don't I don't have the answer to that so I don't know and it is very problematic partly because um we've all been raised in the in the circumstances of you know how well you do is is frequently evaluated based on gee did you get all the homework done or did you know did you turn in every assignment and and if those aren't and this is the discussion that you all had relative to us revisiting a a revision of the grading system is making sure that what it is we expect students to to learn and be able to do is not necessarily aligned with how our grading system our traditional historical grading system has worked and um and that's part of the challenge for the committee and they they recognized that this week they they were talking about you know okay do we do we want no we don't want to do away with assignments and projects and those kinds of things we we don't want to do away with those and we need to acknowledge that students you know if they do or do not do those because we know there's a relationship between students doing that work and how and and how they uh ultimately perform on the standards um so you know it it's not it's a complex issue it's not it is complex and and you have teachers that that will assign 60 assignments and then you have others that you know assign Maybe 20.

members senior staff and Community my name is Megan manille my husband and I have five children two of whom are still enrolled in musd earlier this week our 14-year-old child was assaulted in a classroom at Mountain View High School why you might ask my child was sprayed in the eyes nose mouth and per with perfume because they are gay and they are trans and they are different my child was thrown on the floor and punched in the face repeatedly because they are different my child was restrained in a full nelson while clawing at the other student to release them because they are different my child's face was slammed into the floor he was kned in the body back and tailbone because they are different to further clarify I will also note that this other student also previously threatened my child and commented on how easy it would be to kill my child and it's barely been six weeks of school yet in recent years homophobia has infiltrated our district after the incident my child received messages indicating that they deserved the attack most referencing my child's gender and sexuality some messages supported and cheered the other student on and in the video of the attack because yes there is a video students are standing by and laughing laughing I would like to take a moment here to thank the few students who did stand up for my child and provided information to the investigators and to the teachers and friends who have come here this evening to support my child they truly love and appreciate all of you but I'm here tonight to ask the board and specifically you Mr Willard that what you will do to improve the safety of our lgbtq students here in the Mirana District all students deserve it safe and supportive educational environment I appreciate the time to very much okay thank you um Dr streer will be following up with you and he will keep the board updated so thank you next we have Jonathan THL Thal thank you everybody this is my first time at something like this can you hear me okay I'm a little tall sorry guys uh this is my first time at something like this and I just got to say I don't think I've ever been moved as much as I have been the past few days with some news that I got um it is in relation uh to obviously the incident that we just heard about and I wanted to start off my segment today just by sharing a little story I actually graduated from Morana School District here in 2013 um product of the environment I stand before here today uh before I had the opportunity to graduate through this school system I actually came from Connecticut and I attended a high school and I distinctively remembering one year one week there were 13 altercations physically in one week that following weekend we all came in Monday to a new president a new superintendent many new board members and also new new Staffing in the environment itself there was one fight the rest of the school year my point of bringing that up in front of you guys today is like uh my peer just mentioned behind me there are actionables and things that we can take to take a stand for the safety of our individuals and our youth the problem that I have with everything that's going on in the world today is it seems that we're taking more measures to take care of natural disasters and like school shootings but we're not we're not taking care of the day-to-day SA of the kids that come here every single day from each other that's completely terrible I think the real issue here today guys is an accountability issue and unfortunately I can't go door too and ask every parent to hold their child accountable to a standard and teach them to be a good human being okay we can't do that so I'm standing here before you guys today begging and asking that you guys do your due diligence to be good human beings and you make the difference that we entrust you and we send our kids to your schools every single day thank you guys for your time thank [Applause] you Miss hearnen thank you for your time Dr streer president Lopez board members senior staff and Community um my name is Anna Sunshine hearen most people just call me sunny um that's I almost called you Sunny like Sun come on I answer to that usually I only get mishar in if I'm mad about something um but I actually here because a few weeks ago I got to attend blastoff which I don't know if if you all know what blastoff is but blastoff is a Saturday where um fifth grade students mostly I think a few sixth grade students were in there take over Miranda High School um volunteers from the high school come and then all of the music teachers from all around the district and they do is they teach for in the morning it was Orchestra over 118 Orchestra students in the afternoon it was band 140 band students and they teach these kids how to put their instrument together how to play something and I sat there in the band and it was for the band um uh concert at the end where each individual uh instrument got to come up and show off what they learned and this is my third time because this is my youngest daughter is is in third grade the other two are adults now and um I sat there listening to many many Renditions of hot cross buns and I thought about a lot of things and one of the big things I thought about is that Morana is special because we have music in our schools from kindergarten and I don't know of another school district in southern arizota that does for all their students in every school and I was thinking how sad it was is that we lost Dan Post because I think we most of us know that Dan Post was the champion of our music department in um MD so I wanted to make sure that all of you particularly you because you're new um know about our awesome amazing music department in Mirana and what how special it is and how many kids that is from all around the district I mean it's over 200 kids fifth grade kids got to do music their own in instrument um and the volunteer it was mostly Mirana high school kids that I saw that were volun high school students volunteering to teach these kids they were like rock stars to the little kids and when I was thinking about it I was thinking about how for some kids banned or orchestra it's the only reason they want to go to school it's the thing that they love most about school and I'm watching as the um crisis in in reading and uh literacy crisis kind of edges out all of those extras the music and the art and even science and social studies a little bit and there's less and less time for teachers to do those things and I want you all to be careful that we don't Edge out the things that make kids want to come to school because Mirana school district is special there are definitely some things that are wrong with it but I'm always trying to come up with Solutions and so I just wanted to remind you all about our awesome programs that make kids like to come to school thank you thank you okay thank you the next item is item G superintendent comments president Lopez governing board members members of our audience uh just wanted to once again welcome our families to the 2023 2024 school year uh it's been an incredibly busy start to Theo school year uh I'm extremely proud of the work that our students our staff and our parents uh have put forth uh we're off to to a great start a lot of good things happening around the district I do want to Echo uh some of the comments that uh Mr Hol made regarding the asba law conference uh this is always one of uh asb's better events I think that we would we would all agree on that uh it's a large Gathering of Schoolboard members District leaders and attorneys specializing in School law from across the State of Arizona and the focus of this conference is really on how to best serve our communities and gain a general understanding of the most current legal issues uh that are facing education I also uh want to uh thank Tammy flowers who allowed me to uh join her on her bus route a couple weeks back I had some great conversations with several of our Picture Rocks uh students uh I continue to be incredibly grate f for the relationships that our bus drivers build and maintain uh for our students every day they really make just a profound impact on our district I I think it's it's one more thing and I'll I'll Echo what Mrs hearnen said we have a lot of great things in the district music being a great example of that I think our transportation department is is also one of those I think everybody would agree with that just uh a lot of times these are the folks that uh for our kids might be the first adult they see in the morning might be the last adult they see in the evening these are the adults that get our kids to those extracurricular and co-curricular activities around the State of Arizona so just huge shout out to Tammy and her team in transportation and that concludes my report okay thank you drer we'll move to item H consent agenda can I have a motion I'd like to pull H6 the dance team from the cassen agenda please okay um want me to make a motion or do you want to make a motion on that I make a motion that we approve the consent agenda minus the H6 dance team I'll second that for discussion okay anybody want to add anything to [Music] it no we we V yeah and then we'll move new business all right all those in favor I I approved now unfished business I I won no don't we back so1 consent approve now you're now you need to address the poll okay the item that I pulled is because the dates are incorrect on the request they should be the 1st through the 7th so I'll make a motion that we approve the request with the change of dates of travel from the first through the seven can I have a second yeah before and then before we vote can we just verify yeah yeah I'm I'll second so we can ask yeah yeah um I'll second that and then can we verify this please sorry good evening Dr Sher members of the governing board and community members um yes the dates are supposed to be the 1st through the 7th that is correct okay does anybody have any questions no that was I just wanted the correction okay all those in favor I I thank you next item is item I that's unfinished business there is none so we'll move to item J maintenance and operation override and general obligation Bond update Mr canoro thank you um ar ar 15481 um section A Y and ARS 15491 dok um places an annual requirement for an update to be provided to the governing board for both the maintenance and operation override and bond projects and it has to happen sometime between September and October oh and the presentation system went down so you have the presentation in front of you um so I'll first tackle the maintenance and operation override in November of 2020 voters approved a 10 10% maintenance and oper o maintenance and operation override the purpose of that um mainly that what we're using it for is to fund full day kindergarten and then um the retention and recruitment of Staff um the duration of that was from 22 to 26 from 22 to 26 um at the full 10% um and then it begins to phase out in fiscal year 27 um over the next those next three years um So that obviously in that time period 2526 we better um start thinking about running uh reauthorization of that the amount in 23 is one of the requirements I need to state that was 9137 Million um and this year it's budgeted to be 9.53 S um this year and moving on to the bond elections um we we I we've had two election proceeds um funds that were still um open um as of the last report this year I'm happy to announce that the the November 2015 bond that was for $125 million is 100 receip we've sold those Pro and got those proceeds and we've expended those proceeds um proceeds in full um so moving on to the recently passed a November of 2022 a 90 billion project or Bond project where the the status of that is um it we're really in the infancy we did not receive we received $35 million of the proceeds in like April I believe it was um we're anticipating a second sale of $35 million in April of 24 um and we're really like I said it's really just getting started the um Lion Share of these first um dollars that we received as we announced when we sold was was that new um K8 and gladen Farms the the um second um school facility there um we've have as you can see in the in the in the table we have done some campus improvements and Renovations um we did to we have taken the opportunity to do some of our security upgrades um that came in the form of we've most of that was um enhancing or or replacing our um intercom system at I believe four schools now maybe it's been three or four schools um and then you can see that we've encumbered and started to receive some of the buses that we that we've allotted out of that 35 million um I left I did have a slide with with all the categories um that are that we shall see as we proceed through these um Bond proceeds I wanted to point out an interesting um just kind of a Outlook of the tax rate and and show you that when we went to the um when you go to the voters you have to anticipate that first year and and kind of anticipate going forward the um secondary tax rate um implied and we we advertised it would be a140 and we actually did hit that market was a140 what we did say at that time was that we don't feel we couldn't legally say this but um we did not feel that it would be that big of an impact because we all Al thought that our override portion would go down and then our in in some of our um um primary tax rate would go down so you can see from this slide that actually we did not have that much of an increase in total tax rate um however that $140 did come we were able to we did have to set it up at a140 which was a 36 Cent increase from the previous year for the bonds um just to update you where we're going from here um we have scheduled our second Bond uh oversight committee meeting we had an initial meeting on March 15th of 2023 um I believe there was about 10 to 15 people attended that um we advertised at our second meeting which is going to be on September 20th of 24 and at that meeting we're going to discuss the status of the projects that the that our community voted for um listen to feedback on upcoming projects and then also I wanted to share this tax rate implication because I think that's important so at this point um that concludes my presentation on the bond and override there is this is just a information item there is no action that needs to be taken okay I just wanted to touch on it because you guys didn't have the option to see the slides so that voter pamphlet that he was talking about included the campus improvements and renovation for existing sites new school and facility construction like he mentioned the technology and security upgrades and enhancement student transportation Vehicles so that was what was on the voter pamphlet that Dan was discussing cor so so I have a question yes so the um the upgrades at Thornydale did they did that come out of the 125 or did that come out of the 3.3 that we've Kim and I worked on on on um that we really wanted to clean up that 125 million and get it kind of behind us so I believe most of it came out of the 125 um I think there might have been a little bit that was out of this campus Improvement but most of it out of the 125 all right okay cool thank you all right any other questions next item is item two J2 discussion approval of financial services and Facilities recognization Mr yeah thank you um there's times when when we have some vacant positions in in departments and and we look for maybe ways to improve the Staffing and and see if we're better served so um by by re-evaluating how we're Staffing our department so we in in finance had we were staffed with three accounts payable clerks um what we found through the through these years was that we've changed our processes um so much that that our staff was actually getting done really early and we were and we were trying to find things for them to do one of our staff people um um ended up taking a position with 911 which was very really excited for her however it gave us that opportunity to look at what we were if if we could get away with just two so um we we've decided that yes two would be um a more appropriate Staffing level for for for um our accounts payable staff and accounts payable staff for those that don't know process the vouchers and all payments for vendors in our in our district um so we compared local school districts and what we did find out was is that a lot of times accounts payable clerk which was the position we had they had moved that on to like it was most of them were calling them accounts payable specialist so in in order to compensate um the those two individuals for taking up really the work of three um we we brought the the we're proposing bringing the rate up to what most of our surrounding school districts are paying the accounts payable Specialists um so that we really were going to save $3 31,1 166 by just doing that with um then we we had an opening come up with um in facilities so Eddie Romero and myself work together in in kind of talked about and I I don't um I can mention the name right now our en I'll just say the position Energy savings coordinator position um she decided after 10 years to move on to um closer to where she grew up and family um but that left us with a huge hole um in the facilities department so Eddie and I talked about the fact that we had an energy savings coordinator position that was sometimes um I think was couple hours a night you're spending Eddie um scheduling HVAC systems for after school programs um weekend events and and all those little things where a room rooms being needed um and so we were like wouldn't it be better just to have like a clerk type position that would keep track of energy um save energy savings keeping that in the Forefront but also being that Hands-On person that's in works with the facility use um for out outside use in our own use and scheduling AC for them that would that position um and then what the other half of what Jenny Downey was doing was working tremendously with um seeking funds from the Arizona school facilities board or whatever they're called right now um even they don't know so they're I'm not making fun of them um and um so we talked about that that's that's something that Jenny was doing and would be a huge help for the facilities department and in essence the whole District um because there are tons of projects that we can seek um to be paid for and compensated through the school facilities board we're currently in the middle of um of what $10 million $10 million weatherization project at Mountain View um that would do Roofing um I heard today floor drying out floor um and also painting and then working on the I call it curbing but whatever the top of bricks whatever that whatever that is um and then we're also looking at um it was what was the second $4 million was at wastewater treatment plant at Mirana High School which which we're in the middle of we'll we'll we'll be able to handle that and and kind of go forward but having a position that would literally that's their sole purpose is to seek those funds and I mean we're confident that by having a person solely set dedicated to those type of activities it will more than reap its own salary in in in in reward um I I was shocked and this wasn't magic the numbers were I put the numbers down of what what these with the um AP clerks going to AP specialist and getting a little bit of a bump and raise the clerk um new clerk position and facilities for energy and then the this new um we're calling them an um a project facilities project manager when I combined all those numbers it's a $240 savings to the school district and I think we're way better staffed to meet the needs of of our school district so um that's my presentation and I I have I will if this is approved we will post positions and work with a and I have worked with HR to set these appropriately in the structure of you know how much people make in our school district thank you Dan can I have a motion I move that the governing board approve the positions of accounting and payable specialist energy and Facilities Clerk and Facilities um project manager he second is there any questions I have a couple so the the two projects you mentioned the uh Mountain View winterization and the Wastewater Plant um so that's 14 million is that coming out of um District funds or is that school facility board straight out of student school facilities board I think Mar and and I'm not first I'm but um ranah High we will have to find some additional funds because not all they're going to say the water treat or the wastewater treatment plant serves the whole district and we have some what they call excluded spaces um that we added for instance some of those Square footages so I think that's 75% 25 yeah well okay okay and then um okay that's it thank you I just have a quick question um on our document it has a payable rate for the energy facility's clerk at1 1836 an hour um what what is the rate going to be going um for the account payable um specialist account payable specialist it's going to 1915 from 1759 thank you that's what I wanted thank you um and then is there a manager salary in here that's proposed I just don't see one I did not I did not include it in the memo but I can tell you it yeah I just was curious where it will be posted um we placed it we looked at the structure currently in in facilities and placed it between the two existing supervisors and it um oh right there um 62,6 181 perfect um yep that's all I have all right all those in favor I I thank you Dan next item is item j3 Dr streer president Lopez governing board members members of the audience in 2012 the Morana school's 2340 Foundation an Arizona nonprofit tax exempt Corporation was formed to provide additional resources and supplement education and enrichment programs to the students and staff of the mirand Unified School District the 2340 Foundation board of directors is comprised of one class one director that's the MD superintendent three to five class two directors who are appointed by the governing board of musd and three to five class three directors who are elected by the class one and class two directors of the corporation there'll be a test on that at the end of this I take the bylaws of the 2340 Foundation state that not less than two class two directors shall be a member of the governing board of musd Mr Tom Carlson is currently serving as a class two director with the passing of Mr damp po post the additional position must be filled by a current member of the musd governing board it is therefore my recommendation that Dr Marbel Lopez be appointed to the 2340 Foundation board of directors at this time we're also requesting just the the reappointments of each of the other directors in that class one class two range and those are listed in your uh packet as well can I have a motion I move at the governing board appoint Dr maroy Lopez musd governing board a member as a Class 2 director to the Mir Morana schools 2340 Foundation board of directors to fill the 2324 unexpired term of Mr Dan Post I furthermore I further move that the that Dr Jan Truitt Dan canoro and Brenda Drury be reappointed for a term of three years I have a second I second is there any questions I have a question do I need to to be in that list or am I you're in the midd term okay gotcha okay all those in favor I thank you uh next item is item K is there any board member requests for future agenda items seeing there is none we'll move to item L item L is for future meetings our next meeting will be held October 5th um that is our regular board meeting can I have a motion to adjourn I move the governing board adjourn I second all those in favor I thank you for coming nous where's my

2023-09-15 Middlesex County, MA YouTube / WACA-TV Ashland transcript source: youtube Planning Board 9/14/2023 · passage 1
so we never joined with audio so technically it's not actually okay part of the yeah yeah test test s oh foreign coming up in three two one and relax all right good evening everyone and welcome to the planning board meeting of Thursday September 14th I will be calling the meeting to order at 7 16 and um reminding everyone that the meeting is being broadcast and recorded this is a joint meeting with the Ashland select board as well so I will hand it over to Rob to call their meeting order hi uh um I hereby call this meeting of the Ashland select board to order for September 14th 2023. all right so I see Kate one of our other members is uh on remotely so we will proceed to the second item on our agenda which is the clerk's report uh Kate Kate do you uh can you hear me are you do you want to give a report this evening that doesn't look good a little Kate are you able to hear us okay yes ma'am okay all right um were you able to hear the first part I just not anything clearly okay not just now okay we're playing with the volume a little bit um are you do you want to give a do you have a clerks report to give this evening uh briefly yes we've received um essentially two emails or related subjects and maybe a couple of them multiple since our last 824 those have been responded to by the chair and town planner so all correspondents received the cleaning bars up to date with the response all right great thank you Kate next item are on our agenda is public comment so if any members who like to members of the audience think a public comment hey good evening Steve Morgan 136 Concord Street I saw on your agenda but not on the selectment agenda that there's a Scenic Road report today um I don't know if that's actually going to happen today but I do have a comment on Scenic roads um I understand that the somehow the sustainability committee has become involved in Scenic roads and I just as someone who lives on a Scenic Road and I know there's been a history of things happening on the scenic road that are not supposed to happen on the scenic Road I would like to just provide the feedback that the planning board really should own the zoning and the scenic Road not the sustainability committee not sure what they're up to but it doesn't make a lot of sense to me that they would be working on Scenic roads and given their repeated late minutes I really have no idea what they're working on so I would ask the planning board to own and take responsibility for Scenic Road that's my comment for tonight all right all right I'm seeing No Other Well there could be public comment from online just if you have a public comment online please erase your hand thank you with our second public comment Mr Mark desoni can you please meet yourself and state your name and address hey thank you good evening Mark sorry 49 Hawthorne Road and uh I just wanted to ask a question before it actually got started because on the agenda after the your board and select board get to have your meeting on Detroit meeting was is the um 40 60 Main Street is withdrawing would that be food explain why before the agenda items open um we will be looking at that at the 10 to 60 Main Street um when we get there we're not going to address it at the time but but yeah we um you know Peter will explain that that is being withdrawn we don't have a lot of details at this time is that does that answer your question yeah well yes it sets me off with a mindset saying um there is a reason for it and Mr Manchester is going to be saying what it is and um the other thing was ever since you have probably participation in the beginning of the meeting it makes the rest of the meeting feel a little bit more going and understanding with how the media is going but I'm still on some subjects my only opinion opinion is myself only is that some of the discussions with the poet takes Way Long to what the subject matter is is there a way of cutting down from about our discussion to uh actually get them votes in sooner oh we certainly try to be as efficient as we can um do you have any other comments mark yeah that's those are two right there and this is one to make these Marathon meetings not to be a marathon because all the discussion around the board back and forth with the silk manner takes a bit of time and patience with the critical watching and not be able to comment with the sin and just hearing on and on and on that's it thank you all right thanks Mark are there any other comments all right seeing none and just for people that are under on more unfamiliar with our agenda a lot of the items at the bottom seven and eight in our agenda are different types of reports and updates that we keep there um just so that we have a space in our agenda to receive an update about a project if there is one often we there are no updates but sometimes someone has had a committee meeting or there's a project update and that gives us an opportunity to go through those um all right so seeing no other hands raised we'll go on to the first um major item on our on our agenda which is our joint meeting with the select board and the first and most important item of the three that are listed is a discussion of the MBTA communities act and for that I'm really going to turn it over to town planner Peter matchek who has looked at this in depth and has a presentation prepared thank you and so I'm just gonna uh everyone at the table has a PowerPoint uh the slides were printed out so it's a short nine slide uh PowerPoint uh and obviously this kind of was built from all the information that has been sent out um from the state and from what's happened in other communities and um I do want to make note uh I did send the link out to a pretty good website a pretty cool website I thought from the Mass Housing Partnership which kind of showed scale size different projects throughout the state there was a couple sample projects over in Sudbury so let's try to make note of that so with that said I'm going to share my screen so pardon the uh let's see if I can get this done and so I think tonight the major goal is this conversation is to kind of set the table for what is MBTA zoning and what we have to do in Ashland to kind of meet the criteria that the state rolled out so this is going to be the first of many conversations I think we're going to have but I think it's important just to kind of get the ball moving and to you know make sure that we're all pulling in the same direction and understand what we have to do so um just a quick run through through the slides is that within um pretty much excuse oh I'm sorry I'm jumping ahead I apologize it's always fun to do a PowerPoint with the zoom stuff and everywhere too okay I'm sorry so MBTA community so the MBT Community is a part of a Charlie Baker our former Governor put together Economic Development Bill everyone understands and I think here is at the time that the state of Massachusetts Metro Boston is a housing crunch house in shortfall and so the MBT communities is asking Susan towns to develop buy right housing units to help in this quote-unquote housing shortfall crisis that the state finds itself in today so within Metro Boston there are 14 season towns who are considered MBTA service committees excuse me service communities these service communities are the real core Boston cities such as Boston Quincy Weymouth these are 14 cities that have access to the red line the green line the orange line then Ashland is one of the 51 cities and towns which are considered a host Community we host the MBTA station down Pleasant Street and so therefore that is the category that we fall into with that we are one we are one of the 51 season talents that are asked to plan for 15 of our total housing stock that's going to be a key number that comes back up into a plate a little bit later 15 percent uh Additionally you can kind of see by this map that you can kind of see where the lines are um obviously we are on the Worcester line here you can see Northerly the Fitchburg line runs uh out you know North Northeast uh then the the Lowell line runs directly north of Boston with a Gloucester Line running up to the North Shore then obviously the the Green Bush line and the other various South Shore lines going to the south Salt of the city um and so here's a closer a map that kind of displays where Ashland is obviously Ashland's right here um Framingham and South bar are considered commuter rail cities um they are one of the other 51 communities and then Hopkinton Hall is in there and adjacent with Sherborne being a adjacent small town that small town small versus large towns are usually if you have less than a population number of X I think in the state's case for this it is 700 excuse me 7500 so sherborne's population I don't know it off the top of my head but I'm assuming it's below a certain threshold and so that's why it falls into that category so a quick overview uh in the points that we need to really kind of um set for the from the ground lures is that the state of Massachusetts within the legislation says that we have to have a area of reasonable size quote unquote that reasonable size is 50 acres of land so we have to Zone a minimum of 50 acres of land um and that 50 in the and so that's another key number 50 acres and those 50 acres have to be within a half a mile of us well 40 percent of those 50 acres have to be in um a half mile of the radius of the train station fun fact there's 407 square acres within a quarter mile radius just from a mathematical standpoint so as you're talking about size as we see the next map think think of that number so within the zoning um this has to allow multi-family housing buy right no special permits number two this zoning has cannot have any age restrictions right and it has to be suitable for families and children's children to live in um and so that is another key element and then we kind of went over the 50 acre minimum another key couple points here is that from a baseline standpoint the zoning has to have a minimum of 15 units per acre and so 15 units per acre is the minimum density that we're that we're Zoning for and then the second key Point here is 40 to the acreage has to be within that half mile District this is a Ashland zoning map obviously see the yellow which takes up probably I'd say 75 80 Town that's residential a um however the train station which is located right where my cursor is um you can see that that radius that was built from the location of the train station I was asking a question that the radius seems to be in two parts almost two bubbles in is that because it's that's because we measure the radius from the from the outside property lines of the train station so it's not a key point you know you're not seeing you're not measuring the radius from a single point when you build out the radius you're all you're you're you're building it out from the from the from the property lines of the MBTA station and and everyone knows it's a very linear parking lot and so that's why you have that kind of that that that air that rectangle not rectangle that buffer uh just a note obviously here MB uh this is Memorial Drive and the light blue that is RTD obviously the RTD District that's where Cirrus Drive is located that is where our Bella at Ashland uh the 40b permitted in 2021 is located um also furthermore on the excuse me what am I doing I feel like I haven't done a PowerPoint a long time of course yeah correct so that will be applied to the uh well let's talk about that right okay the zoning the underlying zoning does not have an age restriction right for that parcel I believe but the property and the project that was proposed and approved by the town of Ashland does have an age restriction so that's one of those questions that I still have to get some clarification on from the state of how that would all work out but the zoning per se I do not believe has an age restriction on it the project has proposed and permanent it does it was a 62 plus property and Peter just to clarify I I thought the state was saying zoning has to be there even if there's a standing project in theory a new developer could come in and put in something that's not age restricted so correct and this is the then this is the other this is the major point of the MBTA communities not to jump ahead but we're really doing it's a zoning this is a zoning exercise you know we're all going to think of Cirrus right we're all going to think of okay how many units is 398 units and that's upon 28 acres of land has a density of 13 units per acre right so that's what we got to think about 13 units we got to be a baseline at 15 right but that's great that project is already built on those 28 Acres but to your point Deanna is that it's not about what's built there right it's about what's allowed to be built there buy right right that's what the state's interested in the zoning exercise the calculations of what could be built what is that what's the possibility and so and there's also there's in there's all sorts of different things that a site has to you know you have to you have to develop along with housing for that stuff AI you know and you have to account for within a development process but at this point and for this zoning exercise to be an MBT Community it's about densities acreage and uses buy right uses so um that's where it kind of comes down to this area on purple is um is known as Adda it's part of the Ashland downtown overlay District this is the Ashland downtown overlay District at the planning board rezoned and did a zoning update on back in I think 2021 and this would include um 10 to 60 Main Street right here and that is outside of the 0.5 mile but just to give everyone a kind of a from a geographical standpoint this entire swath of the southern side of Pleasant Street was considered Adda I believe there's 22 acres of land within Adda that is within the quarter mile with a half a mile radius so I've already started to do some of these calculations you know throughout but it's it's just it's a long process it's it's a SL it's going to be you know an exercise so quick question just to go back really quick sorry I don't mean to make it yeah but so the purple that currently says industrial is actually Adda correct oh so see the hatch lines the the black hatch lines oh gotcha okay so that is a representation of Adda I couldn't see that either so thank you so Pleasant Street the southern side of Pleasant Street is zoned industrial all the way down but when the town adopted at on downtown Ashland overlay District that kind of embraced the use of form-based code and I think that goes back to the late 2000s I know Mark desoni worked really hard on you know incorporating that you know into the action bylaws um instead of rezoning instead of putting a different instead of changing the underlying zoning District which was industrial what the town decided to do was to create an overlaid district for Adda addb in addc just to make things more confusing at zoning sometimes is is actually a base zone so add B and C are zoning it's not an overlay district 80da is an overlay district and and it's really over the industrial zones in town so if we would change if we would need to change the zoning based on MBTA communities would we be changing the base zoning or would it be an overlay so if we are making all alter if we're changing or making it we're manipulating if we are manipulating Adda we are making changes to a overlay District if we manipulate and we'll make changes to anything within the RTD District per se we are changing base zoning so there is a little bit of a difference okay but both of those are allowed both of are allowed okay Peter can you clarify the the Blues rtda uh yes and is that 50 acres uh no rtda is much bigger than 50 acres so and is it more than 40 percent of it is in the half mile radius I would say all of it is within the half mile do we have uh by right multi-family in that District uh no changes have to be made we have to make at the end at the one takeaway is none of our zoning districts currently meet the MBTA zoning regulations or legislation we're gonna have to make change to meet MBTA if the town and the boards decide yes we need to meet MBTA zoning legislation there has to be zoning changes presented but just to figure out the size it looks like rtda and RTD are both meeting the initial two steps 50 acres or more within the 40 more than 40 percent of each is within the 0.5 so for those two the only change we would need is buy right 15 units per acre correct yes I think it's I think a and d a is the blue a is the light is where my cursor is deeper is correct that's a d d e no that's e not a no I oh gotcha so that's e okay is the purple with the stripe which is that purple she's saying this is e yes this one this is Adda that's it that's not better up there but which one is RTD which one is this one where seriously that's e okay if it isn't so just a question you're saying we just have to create the zoning and make it buy right correct right but we have to be careful about making the zoning and making it buy right because at some point someone could then decide to build there right or not yes correct where they've already built there I was just going to say you only have a few slides yeah I have a few more slides okay go ahead and finish up there's a little bit more other elements right we have to kind of bring into the put into the Soup pot of soup here on this one exactly let's make it harder yeah uh a couple examples of density in Ashland I just dated Cirrus Cirrus obviously 398 units 20 28 Acres the density 13.99 so that's kind of a good Baseline to think about 501 Pond Street um you can you know see the slides but that is going to be built at a density of 29 units per acre Village of the Americas if you're just looking at 100 Chestnut Street which is under the construction right now on the street you're looking at a unit density of 28 Acres excuse me 28 units per acre if you income if you calculate the entire Village of the America's site which would be the units in the back the quad plexus and 100 to 130 Chestnut that density level drops to um excuse me uh 7.2 percent and so there is a mathematically there is differences when you start calculating this stuff uh 10 to 60 Main Street uh it was proposing this project PowerPoint was putting you know was using that development uh but that was being proposed at 23 units per acre um a couple other things here and this is kind of approaches that that this is kind of when it gets a little bit more uh interesting so the state of Massachusetts says the town of Ashland 51 other communities our host MBTA communities so therefore we have to we have to plan for 15 of our housing stock right it was estimated that the town of Ashland has 7495 housing units doorknobs within the 2020 census right um with that 15 is 1124 units so now we have to zone for 11 24.

I'll simply call that meeting to order recess it and come right back to the first so I don't want to have anyone have the impression that just because the second meeting is scheduled at 6 30 that that's going to cut into time um both for the presentation and also time for the public testimony that everyone is here tonight either to participate in or to listen in so I want to say that up front okay with that at this time uh unless anybody else has any announcements we'll move on to C which is the revenue neutral rate hearing part one the presentation to exceed the revenue neutral rate will be given by our financial director the alert along with superintendent Dodge I want to make sure does everyone have their packets before we begin that way we're all working with the same information if not those are available in the back if you weren't able to get one already foreign there we go all right everything's working okay thank you you have the floor gentlemen good evening so his first five years for the r r comparison obviously for uh the actual access Levy last year in 2223 uh and then the actual tax break uh in the center column so we've got a total um of the action Factory uh requested America and then the one column over to the right is the mutual forever Revenue tax rate in the final column there's going to be the estimated taxes and the neutral tax rate is what's necessary to generate the same amount of dollars this year as previous previous year so the purpose of this hearing is for us to share with you our Our intention our our needs to exceed the revenue neutral rate in order to operate and fulfill our obligations and goals for the upcoming school year this slide here is the comparison of the metals performed with a reflection of the voter rules that we had in October November last year so you see there by bullet point for supplemental General there's a 7.99 you want to know is that we have to lower to again it's important to let the reduction from 13.26 what Mills that I would approved to 7.991 and the other will be results only lost by 667 000.00 yeah um so due to the photo ruling itself to make it the reduction of the funding the roughly about 340 if that 667 was transferred from our contingency funding um is there a microphone there's not a microphone that was a good idea that should help use your booming projection voice you're yelling at me boys so again to make up the reduction that we had um roughly about 340 000 of that was transferred from our contingency reserve the remaining through 27 excuse me 327 000.

well the number of assignments you assign skews that grade absolutely and you know how many assignments do you really need to to know if that child's mastered that skill well and as we move more towards students doing things um uh you know I I don't know that any of our sites would be real excited about you coming and visiting classrooms right now because they're they're incorporating new you know new instructional strategies and those kinds of things but we're already seeing it in our district we're already seeing students doing more of the learning work and teachers doing less of that and I'm this is not negative please understand teachers doing less of the of the work if you will the teacher's work is the planning piece and how to make this work the students need to be the ones who are learning and that's active it's not a you know it's not passive I think we're kind of off the topic right but this is this is reflective of the state test a lot of this stuff is the same same things some I went back to I went back to in March it will be no the number of kids failing is approximately the same as the ones that failed on the state test if you look at the March galileos and look at the state test scores you will see a correlation you will not see a correlation from this to the to the state scores it okay we would we would not expect students okay if students if if students did great on Galileo the first one of the year then it means our standards are not in the right place but then by the November testing this should be grossly improved we should see Improvement you're talking August to November we should see improvements based on we should we should and if we don't then part of what our folks do is go back and look at not this kind of a chart but they go back and look at okay which are the items which are the which are the standards that are part of this assessment are students not doing well now why when they're setting up Galileo and like you said it's you know three four weeks into the semester into the beginning of the school year but why aren't they setting it up so that there are some of the standards that have already been taught in that part of Galileo so we shouldn't have this quite quite as a large of a non-proficiency that because the Galileo test I know can be set up according to whatever standards you want at whatever time of the year and stuff so why aren't they setting up the ones that they're teaching right now for the kids they probably are and those may be the ones that students are more successful on because it's the beginning of the year you you do you do some review and some things in the first couple of weeks and then you're immediately into assessment so you know you're you're assessing things that are currently being taught and things that are going to be taught um uh it's not a perfect system it's you know it's not a perfect system but um it's it's we as a district we've tried some other uh some other tools to give us these data and um and have come back to Galileo because it seems to be the closest to it seems to give us the the data that is closest to what we want to get the data we want to get so um so in November I won't be as disappointed well I can't promise that but it's but that's what I want to see too I want to see much less red I would expect to see less red and more yellow by November by by March I want to see way less red I want to see way more green and I want to see some blue now because the and and I'm sorry Barb to interrupt you one of the things we were talking about in the grade revision the highly proficient in most cases is people functioning at 98 or higher okay 98 or higher we're not talking 90 we're talking okay would we like to have a lot of students up there of course we would but right now I'm most concerned about the students who are in the red and yellow and moving those kids up moving the kids who are at the top of red solidly into yellow the kids who are at the bottom of yellow moving them up to either the top of yellow or into the green that growth thing and I think that's that's a key factor and that's a key factor in in the data that we receive from the state on the State Testing finally the state is beginning to understand that growth growth is more significant than the percentage you have in any of those categories it's the growth that you get with with the students that you have okay okay until November and see some growth okay my question are because it's seventh and 8th grade mainly here that's really bad on the math our the seventh and 8th grade math teachers certified in math or they have to be they they are they have to do it in the math that we don't have a long-term sub in there or anything we have I don't have my chart in front of me right now but I think we actually have I think our seventh and eighth grade math teachers are certified Math teachers I don't think we have yeah we don't we don't have we don't have long-term Subs at Fox Creek this year they are full with teachers okay so they do they they have the certified teacher not a long-term sub in their math classes right now no we have certified Math teachers okay and they have to be certified math certified language arts yeah to be in those positions at seventh and eighth grade just starting a discussion because I think that's good I'm going to continue the discussion because it's very important to me and and um if I may bar I mean if I may Melinda the um uh part of what we're developing with the work with I.E um is is not just uh encouraging students to take ownership of their own learning it's it's moving to them being accountable it's not just taking ownership of it but at some point that they recognize that they are accountable for their own learning and accountable for their growth but to do that then obviously all the rest of us as Educators accept our accountability in helping them grow that way and and so these are some of the advantages and some of the outcomes that we are hopeful uh to see begin to see by the end of this year from our work with ie um do we need to move the or to you'll have to vote just on 2.2 um not the whole thing just just to you voted on everything else so you'll just need to vote on 2.2 we need a motion to accept 2.2 I'll make a motion to accept 2.2 as part of the consent agenda I second it all those in favor I'm Melinda sabroski aye Charlene Diaz aye Fred Rushton hi Barb zarzicki okay item 3.1 final employee retention committee plan revised with capital letters well final was the final was capitalized last month but um we made some revisions yet needed we needed to balance it on the other end Cass if you would pull that up please foreign so if you recall uh a committee that Jen facilitated last year worked on this employee retention plan and um so over the last since school has started we recognized some things that we needed to adjust a little bit so um Cass if you would go to the wherever the first yellow there we go so we decided if we were going to revise some other things that we would add into this the fact that we now have the child care center because the whole one of the reasons for having a child care center was to retain people that we already have but and so that's part of this plan so we're proposing your approval to add that to section two in section three in the financial the realities of of uh teachers covering for other teachers brought about some things we had not anticipated and so we needed to make some changes so in these two items we originally had that these amounts were not available when teachers were covering for vacant positions but because we have long-term Subs in those vacant positions um that's like having a teacher there and so if the if the long-term sub is ill we still have to deal with that class when that sub is gone and so um we just added these two statements so that for instance if teacher a needs to use their pre her prep period to cover for a long-term sub who is gone that's just like covering for a teacher who's gone and so uh you know the realities of these hit us so we're just asking your approval too uh to extend who gets paid for these uh you know for covering classes that's that's what those two items amount to okay any questions make the changes make make sense um I need approval on the final employee retention committee plan revised do I have a motion we approve the final employee retention committee plan revised as presented to us tonight I'll second that motion all those in favor I'm Melinda sabrowski hi Charlene Diaz aye Fred Rushton hi Barb zerziki item 3.2 reconsideration of additional facilities facilities storage building Madam president and board members if you remember a couple of months ago three months ago I'm not sure exactly how long ago um I asked and you gave approval for us to purchase a a shed if you will at the time we were looking at a wooden shed kind of building to put behind this building to use to bring all of our broken old unused Surplus whatever equipment and Furniture so that we'd have we could collect it from all the various sites have it in one location either to have an auction which we could have excuse me or one of the things that we learned that we can do legally with those items is that we can have essentially what amounts to a garage sale an ongoing garage sale where you mark prices on the items and then we could say on Thursday afternoons from two to four people could come and look at them and purchase what they want okay so uh we oh and I'm sorry I see twenty thousand to twenty thousand was really supposed to be 20 to 25 000 sorry but it was in that range but then we learned before we actually made the purchase thank goodness that the city had regulations for installation of those kinds of sheds and so the costs would have the costs would have gone up anywhere from ten to twenty thousand dollars to install the shed and so I thought well no that's not what we'd talked about and so I thought let's look at something that does not have that we're paying for the finished product as opposed to paying for a shed and then paying for all of these things that we have to do to make that shed meet city code and so we put out an RFQ to our request for bids or requests for quotes to four vendors and maybe it was more but we got responses from four vendors for a metal building instead because if we put in a metal building we just we put in a concrete slab we put the building on you know and and and it will automatically or right away meet Co meet code without without lots of additional whatever um so we did that we got those quotes the range from 73.9 to 150 000.

2023-09-15 Maricopa County, AZ YouTube / Dysart Schools transcript source: youtube Dysart Governing Board Meeting - September 14, 2023 · passage 2
I'm wondering how many drivers we have how many Walkers how many students ride the bus to Shadow Ridge I'm wondering how many cars we think pass through those stop signs outside of Shadow Ridge I was guessing maybe 700 maybe 900 maybe more cars come through these stop signs I was wondering how much time you think passes for all of these cars to come through those stop signs from my experience is about 15 to 20 minutes give or take so if you don't know why I'm asking these questions then I would like to encourage you to come to Shadow Ridge during its arrival and just dismissal times try it for a week this is why I'm here I'm asking for your time and your representation seriously come down there for a week I can tell you what you're going to see you're going to see speeding you're not going to see school zone signs you're going to see people not stopping you're going to see children in crosswalks while people are driving through those crosswalks you're going to see students close to being hit you will see people who have lost track of whose turn it is at the stop sign you're going to see drivers watching for cars and not for students you're going to see people making u-turns and cutting it so close to other cars and pedestrians that it makes you cringe you're going to see kids dropped off and picked up on the side of the roads blocking visibility you're going to see people speeding through Zen hero trails and neighborhood roads behind the Dollar General so they can turn around and head back East you're going to see overwhelmed intersections overwhelmed drivers and no crossing guard I've almost been hit dozens of times in my car while trying to get my son to school and trying to get back to work I've seen a handful of kids almost get struck by a car and other parents have seen the same I've received a phone call that my son was almost struck by a car now just wait until winter when children are walking to school in the dark during all of this chaos in an unlit crosswalk through an intersection with limited visibility due to the oversized permanent barricade and no crossing guard that was the scenario for the first student that I saw that I thought was going to get hit okay now how many Walkers and drivers do you think are actually comfortable passing through these stop signs to get to Shadow Ridge the student safety around the school is not a jaywalking issue it's not as simple as following the rules it's a city and school traffic control issue temporarily placing a police officer has proven not to be a long-term solution the community members have suggested the following putting in Mobile traffic lights until a permanent light can be put in putting in lit crosswalks posting school zone speed limits changing our drop-off paths and our parking entrances at the school limiting turns people can make during drop-off and pickup busing more students in from other neighborhoods hiring multiple crossing guards hiring an officer to do the traffic not just to watch it putting in a pedestrian bridge these are all ideas from your Dysart Community the community needs your help and we need to hear a plan to improve the safety around the school thank you thank you very much and Dr kroto can we also follow up with that speaker yes we will do that thank you we will move on to item D1 Dr cardo thank you madam president tonight we do have a student speaker with us and Mr musee will introduce our student speaker yes thank you Madam president members of the board Dr croteau and guests tonight we have Valentina Hermes she is a senior from Valley Vista High School and she is going to be giving us an update from The District student council I don't know if you can see me I'm a little short um uh good evening Madam president president superintendent members of the board I hope you guys are all doing well thank you for the privilege to speak today my name is Valentina Hermes and I'm one of the dslc liaison um we had a meeting this Tuesday and we have a lot to talk about so let's just get to it so the first thing this month is we have our Willow vs Valley game on September 29th and AIA will be there so it'll be a very big game it'll be the Fiesta Bowl will be there so we're competing for the spirit cup and we're very very excited about it we talked with both schools we have very big things planned and I know our both of our football teams are very very excited about that and then starting with Willow um their homecoming theme is Nightmare on Willow Street the dance will be on October 28th and they are planning uh senior nights not just for sports but also clubs so that's very exciting it's something new so band our theater Choir they're all involving those in their senior night so it is um we took that idea um when they give it to us and Valley's going to do it future on and then they're also having penny wars and they already did their senior Sunrise next is dysart's theme for homecoming is Wizard of hot Wizard of Oz and their dance will be on October 7th and they also already had their senior Sunset um and then next we have Valley of the southern dance will be October 21st uh the homecoming theme hasn't been revealed yet but it will be revealed on Monday so I can't tell you guys that just in case it gets out um so just wait for the video to come out on our Instagram um and then we have been planning State um because Valley's hosting state for student council it will be January 25th 26th and 27th it is a very big deal for us we are very very busy very packed so we would love to see you guys support on that and we're doing something new this year it's called Soca stucco so basically student council members will be outside at lunch during Friday and they can pay to soak a student council member so that's new and we're very very excited for that it's going to be cold um next we're doing our senior parking spot we released a graphic on that today um so I know seniors are excited about that and we're doing the first 50 kids to sign up well with a design and get to do it for free and they just have to provide the paint so that's going to come out of the senior um like money next is Powderpuff and Senior Sunset will be the week of homecoming and then next we have Shadow Ridge their homecoming theme is Barbie and the dance is October 7th um they're also starting their senior parking spot this Saturday and something new that we have given them advice when we talk about in our dslc meeting is involving other sports um so like other kids from Shadowridge can support other other sports games at their school and they came back with updates on that and reviews and it turned out really really well for them um so yeah and then and so then lastly the last thing I have to talk about is we are working with Valley food bank in November um it's going to start on October 30th and it's going to end on November 10th and we're going to be doing a school to school competition and student councils from the high school um whoever Elementary School will win the student councils from there will go and have like host a little assembly for them so it's going to be a little exciting thing for the little kids um we have we haven't talked about it too much because we only had one meeting about it but the the one in October we'll talk more about it and um that's basically it yeah thank you very much sounds like we have a lot of very good stuff happening on our campuses thank you next we have D2 Dr crotto thank you madam president um members of the board we have a few things to share tonight first I'll start with we attended a city council meeting on September 5th so all the principals that had sros a few of our board members were present at that but the surprise city council approved to amend their budget and to provide additional sros we now have 13 sros in our district and they amended their budget so that we could add another seven for surprise that we already have but they had to amend the budget so we just want to thank surprise the City of Surprise Police Department for their wonderful support they've been awesome to this district and and they approved it that night so um additionally we've had some CIP visits as you know this year we're going to schools besides our presentations we are doing school visits to different schools just to get a chance to talk with the faculty staff students on the campus we observe classrooms we have done Dysart high school and Countryside so far they've been amazing visits I know a couple board members also were on that and I won't steal the Thunder if they're going to talk about it tonight but I just want to say thank you to The Faculty staff and students um for a wonderful visits on both sites so thank you very much for that and then the last piece is some great news U.S news every year ranks the best high schools in the nation so once again they did it this year there's about 18 000 schools in the United States high schools and they rank them the top 40 percent qualify for the honor of best high schools in in the U.S and we are happy to say that all four of our high schools are on that list for best high schools so Dysart High School Shadow Ridge High School Valley Vista and Willow Canyon those schools obviously are ranked you can go on our website and find the whole list of them on there and exactly all the qualifications but we are super proud of our four high schools and what a great honor so congratulations to the faculty staff and students of those schools and that's all I have tonight thank you very much now we'll move on to governing board update D3 who wants to go first sure okay I don't think I can beat her list that was pretty long but it was great it's great to see all the things that are happening on campuses um let's see first of all I want to thank the city of surprise they are hosting the Maricopa County Health Department providing free back to school vaccinations for Dysart families and also to thank the city for their support of sros um I attended the Willow Canyon turf field ribbon cutting and the outcome of the game wasn't great but next time but I also want to thank Zach and his team from General acrylics for a great job that field really looks awesome if you ever get a chance to go buy Dysart high or Willow Canyon check it out I did visit I thought high school and Countryside and we had some interesting conversations with students parents staff teachers and administration and especially today at Countryside there's a first grader that is going to be president or something because that young lady she could speak very well but so we have to watch her she'll she'll be something soon and then finally um as Dr Cotto said congratulations to Dysart High Valley Vista Shadow Ridge on Willow Canyon for being named the 2324 best high schools by U.S news and World Report you guys have set the bar really high and that's awesome thank you so okay I'll go next um I also attended um the CIP School visits we did Dysart High School on the 31st and then we did Countryside today and wonderful wonderful visits very warm welcoming got to speak to a lot of great students parents staff but today when we were at Countryside we were talking to um the first through fourth graders and we asked them you know if you had a magic wand what would you what would you you know change at school and a lot of them wanted to stay longer I said next to me said well we get out at 3 45 but I would love to stay till four so it was so cute um I also attended the city of surprise city council where they approved our sros so thank you for all their support and and then I also attended the ribbon cutting for Willow Canyon the field is gorgeous so if you have a chance like Miss uh Joe said go to Dysart high school and Willow they both have their Turf and and they're absolutely gorgeous so thank you say ditto um I also attended the city council meeting on September 5th for City of Surprise um and I just really want to specifically thank you know each and every council member but specifically Jack Hastings who I reach out to directly to kind of get the ball rolling on that enormous gratitude to councilman Hastings and the the vote was unanimous from City of surprise so that was very impressive and I'm just so grateful for the support I also attended the Willow Canyon ribbon cutting and I can just tell you not only is it gorgeous and beautiful like everyone's going to tell you but it actually has a cooling effect um and if you've ever you know been a football mom track mom marching band mom if you just stood on that field it is usually normally very hot during practice times even in the evenings but it was definitely a very cooling effect for our players our staff and all of our volunteers that are out there especially for Friday nights so it's awesome thank you I feel like we have to start like drawing random numbers of who like reports first on the floor because it's like ditto for most of that stuff um I too attended the Willow Canyon ribbon cutting and just want to thank Willow Canyon Administration and staff for the great Hospitality the the field as everyone said looked beautiful um and so look forward to a lot of wins on that on that field and then also congratulations to our four high schools that's just amazing it shows how much hard work and dedication we're all putting into academics for our kids and it's just such an honor and just want to thank all of you for everything you've done to make that possible it's a big accomplishment for our district and it makes me very proud so thank you all I was at the ribbon cutting for both Willow and Dysart high school and they they look great the fields look great and from what I've seen they're practical for our football team so you know I wasn't quite sure at first I was like Turf man but you know what it looks great you don't have the gopher holes uh it's a cooling effect it's it's it's fabulous they look great um I also want to say thank you to our surprise city council and thank you to our surprise police officers thank you so much and you know not to forget our El Mirage PD and city council too I just cannot tell our law enforcement how grateful we are for their service and their presence on our campus and if you've ever run into an SRO they're approachable you know they mean business but yet they also deal with students really well they're great with staff great with students I mean they they just they're wonderful so thank you and I also want to say congratulations to our high schools um all of our schools you know because our freshmen now were eighth graders last year so I just I know that we have hit the ground running with our academics we've had a lot of changes in the past couple years and we've asked a lot of administration Administration has asked a lot of our principals our principles has have asked a lot of our teachers and our teachers have set the bar high for our students so I want to say thank you to all of you for all of your hard work and for pressing on and for showing up and doing your best every single day thank you and that's all I have okay next I'll move on to E1 I will move to approve consent agenda items as presented second motion made by Crystal Chapman seconded by Don Densmore motion carries next room move on to G1 Dr Credo thinking about them president members of the board cabinet and guests tonight it's my privilege to um present to you a purple star school presentation a few weeks ago I was for the opportunity to go to Luke Air Force Base to talk about a program called Purple star and it was a wonderful presentation and before I steal all their slides and talk about it I will turn it over to Ms keraser our principal at Luke and she's going to present this amazing program and the guests that you see right there so Cara this is all yours governing board members Dr crowdo cabinet and Community my name is Kara Sayer and I am the very proud principal of Luke Elementary and here to introduce you to some very special guests with me tonight I have Brigadier General Mrs roushoff Melissa roushoff along with former representative Joanne Osborne I have Miss Christina tormolin who is in the audience she is our student to student advisor along with two incredible students who are military connected I have sixth grader Ember Jackson and 8th grader David alameyer at this time I would like to invite Mrs roushoff and Joanne Osborne up to share a little bit about what a purple star school candidate is hi good evening thanks for having us so as she said I'm Melissa rischoff my husband is predator General Jason he's the commander at Luke Air Force Base um excuse me we've been married almost 20 years and I'm an Arizona attorney licensed in Arizona Texas Alabama Hawaii and five federal courts being a military spouse and we were at a conference back in May in Washington DC for General officers and we had a lot of there were a lot of amazing briefings about kind of the United States as geopolitical climate what's happening in our space in the world but there were some really practical briefings and purple star schools was one of those and I had not heard of this even though he's done five commands and we've been married 20 years and so as I started talking they said there at the time were 38 States that had purple star school designations so 12 that did not and I'm thinking it's going to be these tiny little schools in the northeast or tiny little States rather in the Northeast Rhode Island New Hampshire and then I hear that it's two of my states of licensure it's Arizona it's Hawaii and I thought how can we not when Luke is the largest Fighter Wing in the world and our air force is the largest Air Force in the world how can we not have purple star schools here in Arizona so I said well this is something I have to tackle and advocate for so what is a purple star school is that the second one okay well let me let me stop her here though because I think this is a nice segue so as children move whether they're elementary middle or high school as children move around and this can be for military or highly mobile children they have a lot of there are a lot of different transition needs and that can be social emotional that can be academic that can be whether or not their credits will transfer in or that can be simply how do they connect with other students teachers their local community and probably one of the neatest things I heard about for purple star schools there's four components but one of the neatest things is peer-to-peer component and that's what these two young adults right here are here for is the peer-to-peer component and why that's so important is because I have with me today my daughter who's in seventh grade we have a son who's in ninth grade and they've moved seven times and nine times respectively and so as they've moved around and they've gone to we've you know lived overseas we've lived local we've lived International and if the as they've gone to different schools and they walk into the school they typically don't know anyone whether it's another military student or a local student and what this program does in addition to others is it pairs up that student with a local student and a military student to help them get adjusted to and acclimated to that new school and everything that school and that can be having lunch together the first day walking to their lockers but just that that um that camaraderie and that sense of friendship early on so that's one of the components the second that would that would allow a school to be designated as a purple star school is something whether it's an individual website or a link on the existing website that shows the resources available for those military or highly mobile children so that can be Military One Source which are counselors and guides that can also just be simply how do you transfer Credit in whether you're coming from Virginia overseas Mississippi but how does that work and what programs are offered in that school third component is somebody there on site that's a liaison that can be a gosh it could be a child that grew up in the military a spouse of a military member or a veteran themselves but somebody that understands the military world all of the Transitions and can be that liaison that point of contact for the students coming into the school and then the last one is and this is probably the most interesting one is 70 or more of that school so counselors coaches teachers administrators has to be trained on all of the different programs that the military has for their military impacted or highly mobile students and I say that's most interesting because as I heard about this of course I'm thinking my background I've worked as a here in Arizona dream lobbying and then in Hawaii for the state legislature with the Judiciary chair and of course anytime you have a program with money attached it's concerning good news is our school liaison officers who are Department of Defense employees are already doing this training and so when I met Cara she she had already been working with Stacy Holland the school liaison officer for Luke Air Force Base and had already completed three of the four requirements so I don't want to steal any more Thunder about Luke individually but the neat thing is I came back and I called Joanne Joanne has been a huge advocate for the military and education especially teens and I said Joanne I cannot believe in Arizona we don't have purple star schools and she said we have to fix that so we've been working hand in hand and we're looking at two different things running simultaneous one is a pilot program and that's where Dysart comes in so it's Dysart aguofria Litchfield and then the Great Hearts academies Force for school districts that are each designating one school that can be a purple star school candidate to launch this pilot program and we're hoping to launch by Veterans Day so people are excited they're ambitious and we're moving forward and then simultaneous with that because it is a Statewide program we are preparing a Bill and Joanne I'll let Joanne talk to where we're going to go with that but it needs to be sustainable and robust and Statewide so that's that's the program that we're hoping to to push forward so I'll pass it off to Joanne thank you thank you so much and first of all congratulations on your high schools I mean that's outstanding so I am Joanne Osborne your former state legislator but uh during that time when I was a legislator I was also the vice chairman of military Affairs and I'm a teen mentor and I was the chairman of Teen Mental Health for the state Beyond besides being the chairman of Health for the state and I'm an Arizona native I'm a I'm a mom just like many moms that care greatly about what's going on in their schools and we all know I'm preaching to the choir with you guys we all know children are resilient and strong but there's times that they go through things that they need a little extra boost and help with and especially now we all know that's that's kind of rocking some of our kids worlds right now and so when I found out that as simple as it seems for our military children as much as as we always talk about Aces you know adverse childhood experiences some of those things that play into that is something that a military child goes through all those deployments that they go through when I say deployments they're being deployed to a new school a new state all around but what if their parent has also been deployed there's a lot of different stressors that happen in the family when I was a legislator not only did I have Luke Air Force Base but my district also went into Yuma and so I had the Yuma bases as well and I would hear a lot of the stories about what was happening in the family Dynamic what were stressors what was happening with you know a mom or a dad that knew that you know the active military that they might not want to re-up because they have that family stress and it has to do with their kids and now they're upping their family again and going on to the next place and so it's like wow you know this is something that would seem like we should be getting behind but then when I found out this is this is where you know that that Arizona um kind of personality steps in when I found out we're down to seven states that don't have this and Arizona is one of those seven in the nation that doesn't have purple star schools I was like oh my gosh we got to change that but you know what I know that so many of the things that we already do probably hit many of these things that are happening but we just need to have a little more structured and we need to have the state bless it and we need to say you know these are the criteria because not every school can be this not every not every school should be this in the in the sense of they may not even have military kids surrounding them you know we have six excuse me I want to say six bases and then we also have the um the National Guard and so all of those you know entities we should be surrounding with this extra help and uh not only are we speaking with Kevin Payne who's the chairman of military Affairs and Public Safety in the house but then we'll reach out to the Senate and we'll we'll be talking about we've pulled the the language from Florida and Texas and and looking at what they're doing in their states but we've also spoken to the governor's office and we're we're working really quickly on this and I know it seems fast but you know what we especially wanted to start it here you know we we wanted to highlight what happens in the West Valley we know that we're strong out here and we're excited about that and I I hope that you are too I'm sure you will be but uh every one of us cares greatly about our military and we want it to succeed we want them to not have some of those stressors and that's comes back to their children and and helping them out so I thank you for your time and you know we're here for questions and and come in and tell us about Luke can I clarify I had said 38 States in May can you believe from May till now five additional states have taken on the home and and move forward with purple star schools so I said if that's happened in four months we really need to act but what's amazing is all of the installation commanders in all of Arizona so all of the bases Joanne just talked about are on board and their school liaison officers so the cool thing is it starts right here and Dysart gets to be one of the first if not the first one to do it so foreign thank you Mr shop and Miss Osborne um I am fortunate and blessed to be a military connected staff member and since taking on the position at Luke Elementary have worked extremely closely and to strengthen our partnership with Luke with our school liaison Stacy Holland each month Stacy and I meet and we discuss upcoming events we discuss needs we discuss volunteer opportunities we discuss it all over the past year we've hosted several joint events such as our annual purple up celebration we've arranged visits and guest appearances everything from volunteering for day-to-day needs at Luke serving Thanksgiving meals to speaking at our pep assemblies or our eighth grade promotion and then doing service projects throughout our campus one of our big wins last year was opening up a deployment room that was a vision from the one of the Squadron commanders and it was it's really a place at Luke that houses resources for students that are either have a deployment or our TDY coming up or they're experiencing one or they are just finishing one and it's really just a place for them to we have an honor wall up and really just making it that space to honor all of the all of the amazing service from our military last January Miss Christina tormol and our I explore teacher who's with us tonight attended a student to student training with six students sponsored by the military child education Coalition upon return our students two of which are here tonight came back inspired and in fact when I went back to their presentation that they did for Dr assai their first goal was to be a purple star school I mean so how ironic we are here discussing that tonight and so we started a very soft implementation of student to student ambassadors during month of the military child in April or more commonly known as Purple up and at this point I want I would like David and Ember to share a little bit of information with you guys about our s to s or student to student program hello my name is David Olimar we at Luke Elementary are exceedingly proud to consider ourselves as possibly the first purple star school in all of Arizona this is all from the help of our student-led program S2s student to student is a program made to welcome new students into the school students can use this program to grow closer to peers relieving the stress of becoming a new student and all around feeling the 100 acceptance that students a student encourages hi my name is Amber Jackson and we use many different things to achieve our goals of making the students feel taken in such as luncheons military kid connects tour guides to show them around the campus and we have student ambassadors that can support the new children on their first days at Luke thank you David and Ember um in reviewing all of the components as you see on the screen we really do have all of them except for one minor little one um with the professional development that Miss rushoff shared with you um and in working with them we met about a week and a half ago and we already have it scheduled for September 25th um Stacy Holland our school liaison will be on campus to help us and and professionally develop us with those military connections although we talk about it all the time informally we haven't had a formal training and so it's beyond exciting that we can look at all the components and say we're already doing all of those they're already in place so it is my honor to invite each of you to join Luke Elementary on for a celebration and a breakfast on October 6th where we will officially be I think ribbon cutting and being the very first purple star school candidate in Arizona Sona so something we are extremely proud of and on the next slide there is just a quick little timeline going through the remaining components and kind of our ongoing plans so obviously in September we'll we'll complete that professional development um in October we will have our purple star candidate School recognition ceremony and breakfast and then in November we'll continue to have our our annual Veterans Day and we we had to move we're growing at Luke and so we did have to move the deployment room so we will have our official opening for the 23-24 school year of that deployment space our student to student ambassadors are currently putting it back together right now and then in April of course we will celebrate the month of the military child an ongoing Miss T came back and one of our I explore electives is student to student ambassador and really just growing our leaders in fifth or eighth grade we will continue our monthly military connected luncheons and then continue to grow and strengthen that partnership with Luke Air Force Base so that is all are there any questions thank you for your presentation thank you for coming thank you so much great job students thank you I I'm just blown away that's so great for your students to volunteer to for that student to student position I I cannot think our military families enough for their service um I know our veterans go through a lot I know their families go through a lot um so I just want to say thank you for all that you're doing to take care of our veterans and their families thank you anybody have questions just echoing that as well I just absolutely love the idea of this program and just as Crystal was saying I mean just just all the stressors that come along and being a military family in general and even having you know the students worry about their mother or father whomever you know just being deployed and what that means but then also then just I mean thinking of when I was in Middle School or even just School in general being the new kid and constantly transitioning and all the stress that that would put on I love the whole idea of this program to be able to help in that way and help support um just to clarify my understanding though and I I'm thinking we already do something like this but just I don't want to assume when we have students transfer in if they're again parents were relocated or deployed whatever in the military or just in general students come into our schools we're not we don't tax them with having to catch up or do anything extra though right like we're not on top of the move and everything else we wouldn't ever expect them to have to do extra to bring them up to where their peers are or their assignments are or anything in that particular so we're not doing that right Madam president remember Pritchard a lot of times they come in with transfer grades so they pick up right where they are we we evaluate their transcripts that come in with transfer grades um so we we look to get them caught right back up and obviously if some of the curriculums are different or what they've been learning is different we have to fill those gaps because not all the states are aligned but we try to catch them up and transform right in to get going okay so then Within providing extra we're already kind of supporting them academically but just so I can better understand what these extra resources are I thank you madam president and board uh so I'll I'll let I'll defer that question to um your staff but I also I meant to to say especially with the 70 of the staff that will be you know getting this professional development that this really is for all students because you hit it on you know the noun they had Miss Richard that I mean Arizona has been known for being a transient state in the sense that our families are moving in and out a lot and whether it's oil and gas or the nuclear power plant we have a lot of people that move in and out and so knowing that we're having um discussions about a child that is moving constantly this is going to help them now granted this is more to the point of it being a military child but a lot of those same Concepts and thoughts are going to you know go across the Spectrum now as for what your specific schools are doing that I will leave to you yeah and I think um Dr crota you you answered that exactly like as students come in um I know Mrs Miller my assistant principal's with us as well tonight and we always meet with families and we we talk about hey how can we help and support you what are your favorite things about school um where where can we help you um and we work really closely with our staff to determine if there if there are any gaps sometimes if there was like a lapse in education like if there was a week or a little bit of time we we just meet them where they're at but no we would never expect to catch up and do all the work at all but as far as those extra resources that this program speaks to what what do those resources look like for academics no in general just oh in general absolutely so there are some that are um specific to to Luke that we work with our school liaison with so different like with the military I'm thinking of the um Family Readiness yeah the I think I can touch it yeah I think those supports are more specific to Luke and ours are more connecting them with students at school okay right but you I mean you exactly address the issue is when a student's moving in if they don't know whether or not they're going to be more advanced or less Advanced based on the school district they're coming to based on the school district they came from right so you might have a school in Virginia or they might be in gifted talented honors AP and they're coming here are those resources available for transient students so that's something that would be included in that link or that separate website for those transient students similarly if somebody's coming in with an IEP or somebody needs additional resources does that school offer it and so it's making sure they know when they're coming in and if they're choosing if they have an opportunity to choose or if they're being placed in that school what resources are available if they're more advanced or less Advanced and how can they and it's not so much about getting caught up it's about making sure that they as Kara said they're met where they are and if they need additional resources because they are so advanced AP honors or gifted talented or having struggled struggling in an IP that those are available or not but and when I say we're not because part of the purple star program is not making sure that the school has a gift to talented program or an AP program or an honors program it's just notifying the students coming in what exists and what doesn't so they can make an informed decision and then it's asking the questions will my credits transfer is there a baccalaureate program is there a chance that when I have classes in middle school they can transfer to high school or high school to college and where we've seen in the military that to be a challenge especially are children coming from overseas and it's making sure how do these line up with State schools or vice versa if they're coming from conus gotten on the United States or even Hawaii or Alaska and moving overseas so it's just providing them those resources so they're not kind of left out there unsure and that is partly where Stacy Hall in the school liaison officer comes in so she can provide that information okay that's up next um I'm just super impressed with the program overall um I know that when Dr croteau kind of gave me a little bit of information about it maybe a week ago I was just super impressed and I immediately went out and started Googling it to find out more information coming from a big military background or family background you know we moved a lot so a lot of transient um education for me as a child and so I can relate to going to a state where all of a sudden I'm a genius and then I go to another state and then all of a sudden I'm struggling and so try and trying to find yourself in that process so having a that peer mentorship and having all those resources for the family and for the students I think it's amazing and I just thank you so much for bringing this to us and giving us this opportunity to help our students and Families foreign I want to piggyback a little bit on that um I was actually very shocked to hear that Arizona didn't have it either knowing that we are a huge military state so I'm so excited that you're you're jumping in the ring and getting this done thank you I'm so excited for our kids I'm excited for Luke I'm very excited for dye's art so thank you thank you very much for all your you know your um your willingness to put this together for us thank you I would just like to say um thank you for the partnership I know we met about a month ago and um you know we are very excited about the partnership with Luke and especially Luke Elementary who's been working on this and um just on behalf of the district just thank you for thinking of us and and we're excited to make this dream happen for for you so thank you thank you for bringing us such an amazing principle because truly her passion for this not just this program but for military impacted children and that school is amazing I mean I have not seen somebody with that um I mean passion is really the word I would use and so I'm just really excited to work with her thank you so much I appreciate it and thank you students for coming out to speak to yes thank you students you guys were great and I'm just impressed you guys stood there so patiently for so long very appreciative thank you good job all right next we will move on to G to Dr Credo thank you madam president uh members of the board cabinet guests in about a month from now we will be receiving our school labels which happens every year so that happened has to happen by November 1st so to preempt the release of our labels we felt as important to give you an overview of what goes into a school label so when you see those in the next month or so you'll understand that it's pretty complex system that uh that we do to get our labels so with that we have our director research Amy hartchen here and she will share this program with you good evening Madam president members of the board Dr crota and cabinet um I as Dr Crowder said going to share the foundation of our school letter grades with you so that when those are released um end of October beginning of November um you guys have an understanding of where they're coming from and the different components um so a little bit of background um our district is um receives their letter grades based on two models there's a K-8 accountability model in a high school regardless of our configurations of our different k-8s they all fall under that K8 model um so different points fall for different categories um depending on the the school model and then of course our high school model by Statute the state board of education is required to direct Ade to release letter grades by November 1st every year so um right now the State Board is getting input from Ade and the technical advisory committee so there's a group of people with um my position similar in outside organizations who give input to the State Board into Ade in terms of the models changes um so for example when we do new tests what should cut scores look like all of those pieces they help inform that information and then um the state that's all presented to the State Board who makes those final decisions on the models the cut scores and um gives the direction to release the labels so I'm going to start with the K8 model the K-8 model has four components on proficiency growth English language Learners and acceleration and readiness proficiency is comes from our aasa scores and our msaa scores which are the one percent of students who take an alternative assessment due to cognitive difficulties so it is for ELA and math so those are the pieces that are included in the school proficiency and how it's calculated is using a weighted proficiency scale for Faye students only so Fey means full Academic Year those are students who are with us from the first 10 days of the school year through for testing it's called academic fee first 10 days of the year through the first academic Monday in May so the students are with the school for the full-time meaning that's really who they have that impact on and should have had great academic impact on when they do a weighted proficiency students who earn a minimally proficient earn zero points students who earn partially proficient earn 0.6 proficient is 1.0 and highly proficient is weighted at 1.3 so to calculate it what they do is they take all the number of kids in that school who earned partially proficient and multiply that by 0.6 all the kids who got one proficient multiplied by that one and then all the kids who got highly proficient and multiply that by 1.3 and they add all those together and then they divide it by the number of fake kids tested so that's the proficiency rate so maybe as a school they had 50 percent of their students were proficient but the proficiency rate that's reported by the state may be higher than that because they have kids who are earning credit for being partially proficient and they are earning additional credit for kids being highly proficient so although it shows 50 percent proficient like when we publish them publicly when they get their actual rating and their points towards it it may be higher than that because they're getting rewarded for partially proficient for growth growth is just um or aasa it does not include the msaa and it is only grades four through eight and half of it is English and the other half is math obviously fourth grade starts because third graders haven't previously tested so that's their Baseline year and then growth starts fourth through eighth grade um it only includes students who are Faith for that Academic Year who have a test score for that year and the year prior where they earned that score the year prior doesn't matter so if I went to school in another district and I moved to Dysart as long as I have a school I'm still going to count in that school's growth for the next year because I earned a base score somewhere else the year before it is also calculated on a weighted scale the current weighted scale is any student who is in low growth earns zero points for that regardless of what your prior year score was and I'm going to show you a graphic in a second that's going to hopefully make this a little clearer average score average growth scores are one point and then on the right hand side you see the weighted scores for high growth so these are going to be kids who outgrow or outperform in growth their counterparts a highly proficient student earns a weight of one 1.2 for proficient it increases as we go down so 1.8 for partially and 2.0 for minimally proficient meaning that's really where we want to maximize our growth because the students are not proficient yet and we need to get them to proficient so when you really accelerate their growth and they've outperformed their peers a school gets rewarded for really moving their minimally proficient kids towards that proficient band so um this year in terms of growth we only have the student growth percentile which is what this is based on um next year's model is yet to be determined but there is in the past we used to use two growth models Sgt and SGP this is just speaking about SGP so here's my graphic to hopefully help you understand student growth percentile so student growth percentile is how a single student does compared to peers who scored the same as them in the prior year so in my example Johnny scored 2100 in his third grade year in fourth grade Johnny and every kid in the state of Arizona who has taken the test has learned information over the course of the year some learned a lot some didn't learn a lot so you can see I placed new scale scores for the following year in the graphic Johnny's up just below being in the high growth area at 22.25 so Johnny grew 125 scale score points some kids in the state stayed at 2100 some moved all the way up to 22.40.
