right at the low end we need to have a minimum of 50 acres and we have to have a baseline of 15 units per acre right so if we Zone 15 if we decide the town decides we like the density of 15 units per acre in actuality we have to Zone 75 acres of land to meet the state's percentile at 15 percent so these are kind of sliding scales what's right for the town of Ashland on the other side of it right if we say we'll take 23 acres of land I mean we'll take we'll we like 20 we like we just want to condense this into 50 acres the minimum acreage we actually have to zone for 23 units per acre by right and so that's a decision that the planning board and the psych board and the community are going to have to make if we decide to meet mbta's own regulations is it going to be 50 acres at the 23 unit level per acre level or is it going to be 15 units per acre in zone 75 Acres could we also just have a 70 or 100 Acre size no therefore less or and therefore less density or we have to have either a 50.

Maintenance and operations very excited to start my new position Anaheim Union High School District and look forward to bringing my experience and education to the district I look forward to working with all of you my goal is to make a difference in the education of our students I'm a resident of Anaheim and lived in Orange County my whole life and it's important to me to give back to the community that has helped me to become so successful thank you again and let's do great things all right thank you welcome to the Anaheim right Union High School District family you and your family so thank you okay um next is recognitions we have Kaiser Permanente I'll wait for the people to sit down first oh okay so we will we will hold off and move forward and and we'll sort of watch thank you so student speakers do we I don't have any um any papers from students speakers so I'm assuming we have them tonight so we'll move on to report some associations we'll start with uh Lacy monger of apga which is our counseling unit foreign word of Trustees I just wanted to give you kind of an update on what our counselors have been doing since we last met last month our schools have just completed their needs assessment with all of our students and our counselors are currently analyzing their data from that assessment to help plan our lessons around our academic career and social emotional needs by school so we were grateful that this year we had a universal needs assessment but the great thing is we can break it down by school to where each school will now be set up to have their lessons based on what the needs of the specific School are so that was done within the first month in August we just completed that along with the fact that we actually this year for the first time have a universal scope and sequence for our counselors so if a student were to go to for example catella but then transferred over to Savannah they would be seeing the same types of lessons so that way across the board no matter what school a student goes to they will be receiving the same types of lessons and information so that way there's no Gap depending on what school that you're going to so we're grateful for that as well foreign sorry I don't have my glasses today so I'm going very slow with that said I'm old okay our Junior High counselors we they are currently doing their minute meetings with each one of their students they are literally one minute to where they meet with each Junior High School student and just get a taste for where they're at which is very cool for them to do and then in order in next we also have our students currently completing their strengths assessment an interest profiler there which will be uploaded into e-cadence for all of our staff members so that way our staff members will be able to view their students strengths and interests within their classrooms this will give our student our staff a way to connect with their students and I know that I'm hearing down the um down the pipeline AI this is going to help generate through AI um a way for teachers to be able to connect with their students lessons that need to be lessons that can be or need to be created in their classrooms and just that Universal connection I do know that today for example at Katella we were teaching our student our teachers how to do the College and Career lessons that are coming down within the next couple of weeks and one of the really cool activities that our students will be doing are vision boards that will also be uploaded into e-cadence and I think that's a great way for our teachers and our staff members to be able to see where their students fall where they currently are just within their academics within their career within their social emotional goals and seeing that and knowing that that's going to be across the district I think is going to give our community a really great way to be able to connect with our students and hopefully see what our students have to bring to the table so that's what we are currently working on in counseling once again all of our tier one students which are all of our students when they in our district and thank you very much thank you lazy is Amanda Bean in the audience there she is yes Amanda from Alta foreign good evening I'm president O'Neill Board of Trustees superintendent matsuda executive cabinet students parents and school Community joining us in person and online it's really hard to believe it but we're already in the fifth week of school it's been a wonderful start to the professional learning and instruction occurring thus far site leadership and collaboration with teachers and staff have been diligently designing student experiences to further develop the five C's and to explore relevant topics for students in the community at Walker for example their entire history Department did a DBQ on artificial intelligence I'm tying to their exclusive pathway and are also raising student Voice by starting by starting their own first RSVP Summit at the junior high level at Savannah they've been doing school-wide Capstone lessons that will continue to occur once a month through a special bell schedule this dedicated time is called Capstone counts and lastly every school in our district is continuing their commitment to the Community Schools approach a care opening and further exploring the talents and assets of our campuses this month all of our sites are focusing on the College and Career Fair as Lacey was mentioning teachers will be guiding students through College and Career exploration lessons and we'll be using their thriley strengths and interest profiles to further explore their passions careers and colleges at the college fair um I would like to end my report by thanking our board members for being supportive and proactive in working with our cities to acquire school resource officers which have been a wonderful addition to our campuses and creating a positive School climate thank you Amanda you have the date for the college and career October 10th October thank you thank you as the Kaiser Permanente representative appeared introduce the ambassadors and talk a little bit about the program uh Mr O'Neill and uh Miss Trejo Miss Smith Miss Piercy Miss Guerrero Mr uh matsudo our superintendent and District cabinet members um it's really been exciting for the past two decades to see the growth of the ambassador program and I was just thinking today um about some of the um people that have been ambassadors and the great things that they are doing now some of them are doctors some of them are lawyers some of them are Community activists I mean they're really successful so I was just thinking I'm going to have a an ambassador alumni uh some type of thing to to let you guys know how your influence and the influence of this program has affected their lives um that just came to me today but I would like that I was driving and I was multitasking do you have a presentation you're going to put up on the board yes so take this time to personally thank you guys though but especially uh Mrs Randall Trejo and Mrs Piercy they help us each year in the selection of these ambassadors and so these are the the best of the best um and um as well as Miss Guerrero for participating in some of our activities with Mrs Rando Trejo we had a mindfulness workshops that we do for the entire district and um so we had a lot of fun mindfulness activities and Miss Guerrero is a really good karaoke singer we found out don't let her hide that Talent the students when the ambassador program first began um Mrs Piercy suggested that we have a representative from every school so I'm proud to to say tonight that we have ambassadors from our comprehensive sites um like it was said earlier today from Mrs Bean we're going to start RSVP at the junior high level but also too we have RSVP now at Gilbert at CVA and at Hope School so just to let you know these ambassadors serve as presidents over RSVP which stands for raising student voice and participation and the uh they bring back ideas to improve they talk to to their administrators but they bring back things to improve at their school sites as well as the district and to you as the school board and that's why we present our school reports to you I just want to take this opportunity thank you for valuing and allow students to have a voice in this District they truly are I mean a big part of this representation of the stakeholder group of students and we just really appreciate your support and I would like to acknowledge my co-advisors Mrs Jennifer Brown and Mrs hildevaska I couldn't ask for a better team of advisors to work with and I think we're going to be doing some great things so without further Ado I'm going to have them line up and just let you know where they're from look and as they're lining up I just wanted to share because if Kaiser Permanente was the district's first aim uh partner and has provided aim Career Mentoring events since 2014 as well as offered aims summer internships to students during the 21-22 school year the Kaiser Permanente Orange County surgical service line physician scholarship was announced and awarded to three District students during the 22-23 school year an additional three scholarships were awarded the students were chosen based on their academic achievement and desire to pursue a career in health care each scholarship was in the amount of two thousand dollars and was funded through their personal contributions of Physicians from the Kaiser Permanente Orange County surgical service line on behalf of the Board of Trustees in the district we would like to thank you for your generous donation and we have Representatives this evening Allison Wong correct okay and uh Scotty did one of you want to speak yes in the microphone please uh Dr Wong is coming straight from the hospital so we're really grateful for her to make time to come here tonight but we're even more grateful for the work that Kaiser Permanente surgical Services line has done for our students for the last two years uh like you shared they have worked with us to develop a Physicians scholarship program for students that are pursuing a career in medical field it's a really rigorous application process that occurs Every Spring and of those student applicants uh Dr Wong and her team go through every single application and they select candidates to select for the interview process and then once students are interviewed the panel then gets to decide which students will be recipients of the scholarship and so this initially started out as two scholarships and then last year there were so many exceptional students that the Physicians contributed themselves to the scholarship fund creating three scholarships and then again just this past year we had two more scholarship recipients and so it's all through the work of these dedicated surgeons not only on the hospital floor but to our students to help them and their career Pursuits as they start to look into careers in the medical field so we're really grateful for Dr Wanda join us here tonight and just really happy of the collaboration between Kaiser Permanente and our surgical Services Alliance team so thank you right Dr Wong would you like to say anything for inviting me to be here I am representing all the surgeons and anesthesiologists at Kaiser Permanente Orange County to be here and I just want to say that you know every year we interview the students we're just so impressed you know looking out over the applications where it's just kind of like feeling so assured that we are in good hands in terms of our future because I know that the students today will be the Future Leaders and so I just want to thank you for all your dedications in your studying and being involved in the community in your services to to to your um school and Community that's just really impressive so I just want to say to make sure that you guys keep doing this great work you know do not stop you know do not let any challenges stop you so we're just like very grateful to be here to be able to support you in just a very small way and what I also want to thank you for the board for just creating creating a very good environment for other students to learn and grow so just very thankful thankful to be here [Applause] thank you doctor and and uh there's a lot of business ahead of us so you certainly do not have to stay you can areas of Interest like FBLA to MACC club and everyone gained an opportunity to join for volleyball Magnolia one zero to three but the score does not mean how many points they've got it means the rounds they've won foreign we have the link crew orientation which is basically a orientation for freshmen and they come in on August 4th and kind of see how the school looks and everything that kind of goes on how things go um we also have our girls flag football first games were this month so with the introduction of girls flag football the Lady Rebels are ecstatic to compete and represent Savannah the first games were against Katella and Valencia they did lose but the Lady Rebels are working towards strategy implementation and strength training we also had our first home game at Glover the overbearing heat over 20 of Savannah's clubs worked together to pull off a very successful Club Rush resulting in over 300 member signups and the cultivation of a closer knit Rebel community girls volleyball has also scrimmaged against many competitive schools like Rancho Alamitos Montebello and Calvary Chapel these games were extremely close but unfortunately losses the team is now working on team building and working together as a cohesive unit Oxford is not in here but I'm gonna read it off of my phone so Oxford's latest achievement Oxford Academy has won against has once again pushed mentors they also had a senior Sunrise so the class of 2024 Pioneers had their first senior event coming together to see the sunrise and bond early morning at Huntington Beach a lot of memories were made between the future graduating class of 2024.
production came in by the way of Staffing freezes to firmative school and safety uh Safety and Security needs and updates to the 2324 and transform custodial maintenance that's uh you know deferring additional building District improvements in the 23 24 and Beyond and so what what this what the spread that this slide shows you is initially what was approved last year by the board the impact that the voter ruling had and then where we are this year in our efforts to operate in and recover [Music] if you don't mind if we'll go through the presentation and then as the agenda States we'll have time for the public testimony but let's go ahead and go ahead and get the the presentation part done first and we'll make sure and and listen to any questions that you have when we get to the public testimonies part go ahead thank you Nate 661 which as you can see through the two-year comparison there are coming in from a little bit of a downtrend so the approved Mills uh all right ready okay uh so this next slide gives you kind of a historic look at the Mills that we had just kind of give you a trend an idea uh just kind of put everything together um so we have a 2021 uh Mills and um for 21.22 uh yeah 54 909 uh for 23.23 because of again of the increase in levels in reality but that lower down 49.568 so these next few slides will just kind of give you a run out of each uh funds that we have for the taxes so first we'll start off with general fund uh General kind of set the 20 Meals by the state statute uh general fund is used for operating expenses of the district roughly is about 83 of the channel front this will fall for the staff salaries some of those break down to certified staff equates to 54 classified staff and by certified you're talking teachers or your licensed workers in that sense [Music] administrative staff is 10 and supplemental and coaching staffs uh completes the three percent uh so the remaining uh percentages which is 17 is for your operational of the district example utilities supplies and also transfer it to funds such as sped at risk and CTE special education at risk are students that need to provide additional supports for whether identified through create and reduce or academic needing academic supports and CTE is the college and Technical education pathway so we're talking about the different Pathways our new pathway that we're trying to establish with agriculture Science Education that will become a CTE pathway we've got our business and computer Pathways Mr Harmon's industrial Tech Pathways with woods and metals those are all considered CTE or Career and Technical education pathways um next we have the supplemental gero fund so commonly known as LP statute allows local school board to adopt the supplemental General clinology in addition to the general fund and the school district to receive the state receipts funds from the state each school year the supplemental general fund is calculated by the percentage of the district's general fund and we see state aid for those below are some again some examples of the LLB we have special education Career and Technical education which includes existing and new Pathways this year new to the cost for the district this year is for certification of testing for students so when a student goes through your your CTE or Career and Technical education Pathways they have the ability to earn industry recognized certifications that can help them with continued education or employment so there they can use that to gain a higher wage than someone without one of those certifications in the past those were up to the families or the students to pick up the certification costs starting this year new legislation now puts that under the the tap of the district to pick up uh then we have K through 12 at risk funding supplemental supplementing salaries obviously associated with substitutes the total recovery from 2223 North Dakota at a supportive tax bills uh costs associated with increases increased enrollments of students and I want to address that so each year when we build our budget we we utilize a funding mechanism and the state requires us to use what's called full-time FTE and they sent staff out to us after after September 20 to go through and and basically certify the students that count within our building based on their attendance on September 20 and then a couple of days after September 20 and we utilize those numbers to help fund our budget the way the law is written we are not able to use current year numbers we have to use the higher of the previous two years so when you're a growing district and in our case we are last year we were up 41 new students we don't get to count those 41 new students until this year's budget based on how they they come out with the September 20 count but we still have to pay for that but we still have to pay for it right so this year we'll get those 41 new students um this year on top of those last year's 41 new we had about 30 what I tell you last meeting 35 36 new heads coming into our buildings we don't get funding for them until next year and so the supplemental general fund it helps us be able to pay for that education if you will and then just the impact to the tissue as far as supplies next we have Capital Island expansions from these funds which is um is to adopt uh um are used for Capital employment expenses were approved in eight mil lady and the catalogy in the past last year fiscal 2223 we actually lowered a couple of automated Mills to 7.089 we have a lot late funds again are used for the items listed Fair State team security equipment and Furniture technical technology equipment activity and uniforms maintenance and custodial salaries facilities and parking lot improvements Transportation purchases such as Vehicles buses repairs and fuel lease agreements such as Baker University our high school HVAC police and our intermediate Center of H faculties one of the things that you try to do as a district is not put salaries in your Capital outlay line if you can if you can avoid it for the purpose of you want to reserve those dollars for those those Capital Improvements the the train to offset or trying to prevent deferred maintenance but when you have to move those salaries into capital outlay it it's up dollars that could go towards those capitals I'm interested nobody is approved by the majority of the voters for Capital Improvements the bond and interest funds are solely used and utilized payments the SE funds significantly higher than our original twenty thousand but um uh and and much higher than our even with the city add-ons for the wooden building uh which would have put us in the 35 000 range um I thought long and hard about this before I brought it back to you but the issue is we're sitting with we're storing lots of broken equipment Surplus equipment that other schools or people could use and we're storing them at seven sites and they're not doing us any good they're not doing anybody else any good and it would be good for us to clean out some of those move those things and it's so much better if you can just have them in one spot and deal with that so um open for discussion obviously but I I think this would be a a wise investment for us to have and then and then we can continuously get rid of things that and a lot of the broken equipment by the way is kitchen equipment but there are there are folks out there who purchase those to use as parts for things that they have so my understanding is that in the past we've been able to sell those things at some reasonable price or you know but better than letting them sit on our back docks does that 70 whatever it is 75 000 73 000.
they take all the kids that Johnny was with the year before and they've percentile ranked them 1 to 99. anybody below 33 percentile is a low growth student meaning they didn't get a ton of growth that year average average growth and then those at 67 percent taller higher are high growth kids so those students if I was previously minimally proficient if I'm in that top category I'm getting a weight factor of two when they calculate my growth when they do that they do the same thing they do with proficiency however the First Column counts for nothing anybody in that First Column counts as zero the second column it's however many kids were in that category times one you're going to add them all together and then that last column you're going to take the number of kids in each of those categories multiply it by its weight weight factor and add it together and then you're going to divide by all the kids including the ones who didn't score anything in minimally proficient and that's how they get their growth score so obviously the less kids you have in that minimally um zero growth low growth area the better a school's growth score is going to be when we work with schools we always talk about you want vast majority of your growth to be an average and high growth so that you're maximizing your growth points and the more you pull out of that partially and minimally proficient in high growth the better your score is for growth English language proficiency is 10 um it is based on a zealous course so this is one component that is based on a Zella those El students also take the aasa so they're in the um proficiency and in growth but this is a category that is specifically only applies to our El students um and it is based on both proficiency and growth a school must have 10 Elfa students and it has its own dates it's the first 10 days of the school year to the last day of the Azela window and they're testing Windows a little bit earlier than the academic window um the fdf10 so if a school doesn't have 10 students who do meet that when we go to do the final calculations they have a lower denominator and I'll talk about that a little bit so each school's overall proficiency on Ozella is compared to the state average the higher above the state average you are the more points you get towards your um El proficiency points on the um State label the other one is growth just like on our estate test we want kids to move I might move here and be no non-english speaking however in a year I might move from being what they call pre-emergent and move to basic so if I move a level there's four levels on the Azela test if I move a level I get a weight factor of one if I had a really great El instructor and I moved two levels so pre-emergent to um intermediate or basic to proficient I get a weight factor of two there is a weight factor of three if a student came in pre-emergent and we in one year got them to proficient it's a weight factor of three it very rarely happens because that's a lot of learning in one year to occur so that is similar in that you are compared your growth scores compared to the state average and the higher you are above the state average the more points you get towards your El proficiency or your El growth the next one is acceleration and Readiness and this has a lot of different components in a lot of different ways that schools can earn points so there's five areas third grade reading eighth grade math chronic attendance special ed inclusion rates and on subpopulation growth so a school maxes out at 10 points our K-8 schools actually have almost 36 points available to them in the way that all of these are available they max out at 10 they don't get bonus points for getting anything above that um and they can earn it in any combination of ways the first one is third grade reading so if you decrease your minimally proficient from the year before you can earn points in acceleration and Readiness so if one year I had 25 of my kids that were in minimally efficient in third grade as long as I'm at 24 9 the following year then I earned my points for decreasing my minimally proficient scores so it is always comparing prior year to current year and you always want to be better than you were the year before in eighth grade it actually calculates two things are we increasing our highly proficient math scores and are we decreasing our minimally proficient math scores going along with that High School Readiness component so um both of those that splits the scores for that piece as long as you decrease your minimally proficient or increase or do both so it's not a you have to do both to get it it's one or the other chronic attendance is the one of the only categories that does not include Fae it's all students first through eighth grade and you need to decrease the percentage of students who are chronically absent from the year before so as long as your chronic absenteeism rate is better than it was the year before then you qualify for the points of that category um special ed inclusion is talking about the number of um the percentage of the day the student spends in a regular education setting so um you need to be spend more than 80 percent of your um day in a regular Ed setting and if you are above the state average and doing that then you um earn the points for that component and the goal really being in that is that they want to include encourage inclusiveness in our education practices so when your students um are above 80 percent of your kids spending their day in regular education classrooms then schools qualify for the point in that category and then the last one is sub-population growth and this is the percent of increase on AAA aasa Proficiency in all of our different major subcategories so all of our different race and ethnicity groups ESS El homeless Foster military um I'm forgetting somebody there's a couple more altogether it's 13 on the ELA side and 13 on the math side and as long as their percentage of proficiency is better than it was the year before then they will get the points in that category so I might get it for my friend reduced lunch kits in English because their proficiency is better in English but it wasn't better in math so I'll get the points for my English side and I won't get the points for my math side um so any combination of those they can earn up to 10 points and that is how their acceleration and Readiness component is calculated Amy can you define what chronic attendance that is um thank you sir um 18 or more absences in a school year because there's so any student who misses more than 10 of the day or 10 of the year in the elementary school there are two opportunities for bonus points um one of them is their AZ size scores and the other is your overall just special at attendance or I'm sorry at special ed enrollment percentage compared to the state so if your AZ size scores are above the state average depending again how high above the state average you are you can earn up to three bonus points and if you're special at enrollment is higher than the state average you can earn up to two bonus points and it's meant to be an equalizer like if you have a really high special ed rate that comes with a lot of Supportive Services that are needed on your campus and students who have disabilities with learning so they um do that versus a school who maybe only has one or two percent of special ed students so they try to use that as an equalizer based on the percentage of students who are ESS on a campus and then putting it all together they take the four categories the proficiency growth El acceleration and Readiness they add all the points of school earns and they divide it by their points eligible so if a school has is eligible for all four categories it's divided out of a hundred if a school does not have um the 10 Fey El students then their denominator is 10.
so the minimum density has to be 15 units per acre but but you can mix and match you can mix and match so you could have like a 70 acre district and therefore end up with less density not less than 15. not less than 15. not less than 23. yeah you could that's what I mean yep you could have it you could but so so really so the you could have a you could have a zoning area that says okay if we're going to do and I haven't done the math to ramble this off but if you say okay I don't like 23 but I don't like 15. okay I'm going to do 20 right that means your acreage that you have to rezone is going to be somewhere between 50 and 75. so call it 62. right just for quick math but those are the numbers those are the those that's what we have to meet right so we have to have a zone no less than 50 acres and we have to have a density of no less than 15 units per acre and we have to zone for 1124 units and so with that and then 40 of the Acres that we Zone have to be within that half ma radius so can we use an actual District like rtde as an example like what's its size rtde do we know what the size of that one is right now it's greater than 50 acres is it like 70 100 like I think it's 94.
so just like real estate you wouldn't turn the buyer's market well we're currently in a teacher's Market why do we choose to come with a really low salary schedule let's get out of the bottom of the community let's make this a post or teach that teachers want to come I am asking you when you go to today's session after this please discuss what the fiber reading on the board received a decent percentage for our roles I wouldn't discuss this to them so and I can also tell you that we have declined the campus we are still doing it I can say that this percentage it's not one digit number especially if the district one side relates to the calendar for professional development so things between now and Monday I am beating the five word members to reach out to Justin to Cesar Torito and uh discuss with them how important and something substantial the percentage that will get us [Music] so here thank you in a while okay thank you oh they're controlling okay you love my hairdo I swearing I'm wearing my hair to get your attention okay my name is Sean Swiss I work at dorsa today I'm going to teach you about the word m-o-n-e-y money uh as my colleague in his head we need more money if you think it's a feature that has let's say it makes 5000 after all taxes and deduct everything that she gets or he gets by the end of the month luckily let's say three thousand dollars in rent 147 in commuting a month groceries of 332 dollars a month there's nothing left I'm not even counting all the insurances that people have to pay so teachers are barely making it okay um you guys have an opportunity to make us get a better race and live a cost of living all you can have good jobs all of you make good money so we want to make good money I can't get done half the stuff that I have to do in my classroom isn't getting done I don't have the time for it because uh we're supposed to do ELD teaching or d-e-l-e with the kids well guess what yes I can look at numbers I can pinpoint who goes into what group but I don't know what program to use we don't have any guidelines on that um so we need to focus more all right also board members I'm very disappointed with most of you you haven't been to our school in two years you I heard you came on Friday but you didn't come in my classroom the superintendent came on my campus on Friday she didn't come into my classroom I've only seen him twice last year I saw one other person only at the Cesar Chavez March I never saw her on campus yeah you want to come and join our time but you know it would be nice to see you to see what we're facing in this District how much money does involve how much more work we do outside of school I put in an average of 10 hours a day when I'm getting paid well but by now you don't want to pay us so please talk to the people and get our raise I'm I'm not going to put up with this much longer thank you foreign the five of you some of you who have had children within the district please settle a fair contract this is incredibly embarrassing I have former students that were inspired by the awesome teachers they had in the Alum Rock School District at Avalanche Academy who were inspired to become teachers finishing up their fourth year in colleges and universities and their Prudential programs and now they're telling me Maestra I don't want to be a teacher anymore I don't want to have to keep fighting and come back here every so many years to earn a fair salary service the rest time it is not okay that once again we started the school where I worked to rural it's unfair to us teachers it's unfair to the new teachers who are inspired to come in and change the world and influence students who are now discouraged and disheartened they're disheartened because Attleboro cannot offer a fair salary Monday during negotiations take into consideration that your teachers spend their own money to provide materials and supplies these teachers go without lunch sometimes just to make sure the kids have scissors and glue sticks and everything it is that they need peace do right you're elected do right by the community it's time thank you all righty uh seeing no further public comment I'll move on to uh part 3's representation uh I am 3.01 anti-bullying presentation foreign president board members I have the pleasure of introducing Dr Amazon our director of student services Jesus our coordinator of student services and I think Dr uh artigas will be joining us she's our director of SEL they have put together a presentation around what the district is doing around anti-bullying procedures and definitions in medieval can you add the podium PC to allow to share screen you're at it thank you assistant superintendent Campbell um president Pham members of the board assistant superintendent um Jane thank you for giving us the opportunity to speak to you all tonight along with our public around our presentation on boom and this is Abridged version of our presentation that we shared with all of our site leaders before school had started and so now we will be showing the review and all public and it's very timely because um next month is actually building prevention month so we have started this work um you know to literally prepare ourselves for a personal district-wide in terms of plans to continue to impact our sites in order for them to continue to provide a safe and welcoming and positive environment so our students are successful and Thrive and so our agenda today are in release of five five parts that we would like to share with you in terms of the framework process and protocol types of voting through the adults role and resources and next steps to this so our presentation outcomes are these three overarching areas in terms of examining the concept and criteria for bullying and responding appropriately and timely as well as the typical characteristics of abilities and reasons for bullying and while one of the roles and duties and responsibilities of the adults who work with our with our use and so before we get into the content I think it's important for us to also you know root and ground ourselves and what are the foundations of this work and so we took a look at first of a why and our why is in our vision and Mission in terms of preparing all of our students for a diverse and competitive world and um uh equally as important is that they are building those 21st century learning skills that build upon um you know the culture culturally diverse communities um that they will be that they will be um exposed to um in terms of working with their plans and so with that we also all recognize the foundation of this work and the the foundation of this work is also rooted in the arusd board policies and administrative regulations um the laws around that and even specifically Seth's law that you see there as examples okay and when we took a tiered approach um we took a tiered approach into this perspective and just giving you about the review right now it's it's not what US what you know a site we look like is each site has their own tiered systems of approach but we know that we want to align all of these all of these efforts together with district and school levels in terms of family engagement preventative Services for tier one um and tier two uh in terms of more targeted interventions and counseling support for example and then tier three which is a more intensive support which you'll wrap around on Services again this is a balcony Rule and not so much you know the ground level view just yet okay and so um I wanted to also just give an example to our public you know what do board policy you know a word policy state in terms of what our um what our perspective is on on on bullying and so VP 51 31.2 um is an example of that that um the Board of Trustees recognizes the harmful effects of bullying on student learning as well as School attendance and we are committed to providing a safe warm welcoming environment for all students and that we as District employees will be committed to ensuring that for all of our students and so um we'd like to briefly also go over what the process and protocol is when we address situations as such good evening everybody okay and so where we wanted to start with this in terms of process and protocol was really just kind of bringing us back to Ed code because Ed code guides everything that we do and so you know as you look on here it really kind of covers and talks about the different types of bullying which includes sexual harassment hate violence harassment threats or intimidation um and so as you go through it uh what we wanted to do was really be able to make sure that it was defined for folks as they were looking at it particularly administrators who might be referencing it when talking to parents and so we wanted to talk about the three components of bullying um and this is uh you know what we bring into this space is what we talked about with our administrators as we were going over this and it's talking about the fact that what it's going to look like initially is going to be aggressive behavior and we want to make sure that we really understand that aggressive behavior can come in different forms it's not just the physical bullying I think a lot of times when I think about bullying we think about somebody who's being physically aggressive with somebody else but there's a lot of verbal bullying there's a lot of relational aggression that takes place as well as a lot of virtual bullying and so we wanted to really make sure that we lay that out for folks and then also talking about the patterns of behavior like typically what's happening is that the pattern of behavior step back oh step back okay sorry so typically what happens is the pattern of behavior when we're looking at bullying it's something that normally will happen Over time however bullying can also be a one-time incident depending on how severe uh the situation might be and then also I think the other thing to keep in mind is that there's usually an imbalance of power or strength um that's taking place in the space so common signs that a student is Target and again when we went over this with our administrators we really took a lot of time to go over this piece specifically because what we realize and understand is that what is a sign for one student may not necessarily be assigned for another student one student might internalize it and just shut down and isolate and another student might then begin to pick on somebody smaller than them so just again we wanted to go over this and make sure that people were aware that there's going to be different signs that it runs a spectrum because kids are individuals and then we talked about types of bullying we talked about the fact that there's direct and indirect and we went over the different types So Physical verbals psychological and cyber bullying we spend a good amount of time in cyber on cyber bullying because the one thing I think that we've learned really quickly is that the kids are always faster than us and so when it comes to cyber bullying uh where we're looking at Facebook they're looking at Discord right and so we're constantly having to keep up and understand what the latest uh platform is that they're using so that we can you know help make sure that these things are not happening to our kids and then in terms of other types of building there's social bullying which is more relational non-verbal um discrimination uh as well as sexual harassment and then we really wanted to take some time with our administrators and our school staff to understand that uh one of our groups our subgroup of kids that has a higher risk level when it comes to bullying is our lgbtq plus kids and we want to folks to also really understand that um suicidal ideation in kiddos who are lgbtq plus are not always related to the fact that they are lgbtq plus it's the type of stigma that they have to encounter it's the way that they're treated it's the way that they're seen and approached and so we wanted to really take time to have our administrators and our site folks understand how important it is for them to be proactive to be you know um really having conversations consistently about the importance of respecting and caring for and showing compassion to one another um and then the other thing we put at the bottom because we wanted to highlight this was that how much it matters for kids to have that one adult right um that one accepting adult that is supportive of them helps decrease you know the risks for for our kiddos so again we wanted to show them both the sides of it we wanted to show them you know what can happen when we're not dealing with the bullying in a prompt Manner and then we also wanted to show them that when we are taking care of it and when we're stepping up for our kids we actually can make a difference and so uh I know that that's I think you've already seen this data this is just kind of us going over it again we looked at our Panorama data and we wanted to see which of our kids were really struggling with feelings of safety and struggling with not uh uh struggling with maybe not a sense of belonging and what we found at the elementary school and of the Middle School really kind of mirrored each other because what you can see is in the elementary in the middle African-Americans and Pacific Islanders are the ones who are feeling the least safe and the least connected and when you're looking at the middle school is the same two groups plus our Native Americans and so this is data that we're using as we continue to build more tiered services and supports for kids to make sure that we're looking at all of our kids and bringing supports that are appropriate and that are relevant and then we also talked to them about being aware of the fact that there are different participants when it comes to bullying there's I think everyone knows the bully obviously um but we also have our kiddos who are upstanders and that's what we really want to build uh with our kids is the ability to to call out what they're seeing when things are unjust when things are unfair and when other kids are being harmed but we also did talk about the fact that there are sometimes students who will assist they won't necessarily be in in the altercation or be uh the actual bully but they're assisting students by maybe bringing people together they're students who reinforce it and then there are Outsiders who are kids at times that'll just kind of stand on the outside not really knowing what to do not necessarily involved but just kind of being present in continuation what happens when we receive a complaint so we do have our bullying harassment complaint forms available on our District web page and in all our front offices um but the the complaint can come in different forms so it can be in an email a handwritten note by a parent or a Community member um so we're teaching staff and coaching staff to ensure that their date Staffing the date that they get that complaint and moving that forward to their site administrator for follow-up so we have posters at all our school sites that talk about our process um encouraging families to report any boom of their students what the investigation process looks like um that a administrator within 10 school days will respond to that allegation in writing of the outcome of their investigation and at the end is that they if they're a bullying victim that they do have the right to request a transfer if they wish to do so roles and responsibilities of adults on campus we our coaching our staff to not underestimate the severity of the of the reported or observed bullying we are fostering positive staff student communication and providing support to targets of bullying and um making sure staff is willing to listen and give advice in those situations do not minimize the impact that a bullying situation may have on the student their feelings of safety is what we're teaching staff we wanted to share with the community and the board a resource that we now have available on our District web page so if you um I don't know if it's going to allow me to share this love [Music] but it's under the student services department section of our webpage and it just provides our community with more information and what we're discussing definition the different types of bullying and also offers um tips on how to deal with bullying Education Code and resources for our families so we also have linked on here our bullying prevention pamphlet in English Spanish and Vietnamese as next steps we are we've already trained our site leaders on this process our site leaders are then going to follow up and train teachers and other staff at the school sites we're also working with that on providing other professional development for our staff we're leveraging Our Community Partnerships we're going to be providing parent workshops on this topic and we're working with our mtss alignment to ensure that all our internal processes are working together regarding this effort and that concludes our presentation thank you very much so with that uh I'll first open the public comment is there any public comment on item 3.01 okay seeing none I'll open to questions and comments by members of the board any questions and comments uh yes trust the floor is Shelton thank you um I'll start with my my question and then comments how many complaints um are received annually those forms um how many are logged by you all so I would have to get back to you on the exact number but um like I said it because it comes in different shapes so sometimes it's just a phone call that we get um sometimes folks want to stay anonymous and you want to report something quickly to the secretary so I can definitely give you a number and get that sent out to the board yes thanks yeah I just um you know the the model is you know it's sophisticated it's right in line with all the work that the county and schools and violence prevention experts have been calling for for the last 10 years so again always my lens is like 10 years ago right when I was on the board um just really happy to see the really embedded implementation of the tiered approach right with all the services the the universal model like everybody understands you know be safe be respectful be responsible right and then we have to ratchet up um I I do think you know we have to be intentional about bullying in and of itself but we know it's connected to all the other forms of violence right so when it hits middle school it's teen Dating Violence right it's connected to that those same the cyber bullying right well it turns to you know kind of intimate partner style bullying right so we just have to be really thoughtful about you know then the gang violence right it's the same it's all the same thing but it comes it shows up in different ways so you know just being really thoughtful about how and I'm just appreciative when we have a foundational approach then we're going to try to prevent all those things right um so I would just like to see when we have these presentations there's the how we're doing what we're doing but then what are what are the effects what are the outcomes right we're doing all this good work so we should be seeing some Trend towards um you know downslopes or whatever that is um I guess I do have one other question is are we going to be in the California healthy kids survey um or are we just going to be using Panorama because California healthy kids survey has historically had that key question around have you been slapped kicked or hit and then you we can see ourselves Benchmark to other school districts in the state other schools and we can see are we better off or are we off the charts whatever that is so I know the County's been trying to kind of and because the pandemic and all these things and the chick survey is like hard to administer but it's just a really important tool so is there any conversation with the county about doing that in Alan Rock again the answer to that uh trustee Shelton is yes we're going to be partnering with the Santa Clara County Office of Ed specifically with the toupee division to get that taken care of in specific grade levels per our mou with them perfect thank you okay uh Club Quintero so uh would you say that the best practice would be to get people to fill out the form or um because I get ideally you want to provide as many options so that you don't miss anybody but with the best practice would be to hand somebody a form if they fill it out and please submit it yeah but we would say that that would be the best uh practice trusty Quintero um it allows us to also have a paper trail for the complaints um when we come to our attention so we are encouraging um the staff to encourage families to complete a form when they have a complaint yeah answer my the second part of my question is is that part of the training to encourage people in Baltimore one of the concerns that I would have is leaving it to somebody's interpretation as to what the facts are what happened and so they might when they're willing and it might turn into another storm here another issue thank you vice president uh thank you so much for the information I have two questions um and I think one might you know have a uh involved coming back uh but the first one just curious I know when I did my work with the community with this work um we had the crime prevention unit through the city of San Jose are they still coming out and supporting but this work great to hear um and then as we we know when somebody behaves in certain ways usually it's learned behavior right and I mean as professionals you all know it's connected to many other things I'm not necessarily the answer today but I think in the future you know uh we're hearing about the process of when we see this this is how we report it I'd like to also understand when a youth is exhibiting such Behavior especially at the younger age what kind of programs um interventions are done um for me it's important to you know intervene early on so we don't have them in the juvenile justice system in the future Etc because these behaviors turn into uh you know things that can get them there so I'd like to see something like that in the future not necessarily today um but yeah I'd like to understand that more of the interventions that we have thank you okay uh Krusty Chavez with the questions that trustee Sheldon asked Can you also break it down by each school on the thank you it's our wrap but the last question uh you know we're now in you know into our first month of the school school year uh you know I just wanted to get a general sense how you know oh what's the general feeling in the school sites politely you know how are we doing are we from on many conversations where there's you know uh site administrators um you know the sentiment on the campuses are positive um you know they're so the start of the school year were in the middle of our first quarter and you know staff students or you know uh I'm excited to to be at at the sites and you know not to say that there hasn't been any concerns because it also have been on the flip side of that there have been concerns also uh coming our way and my staff and I um and you know SEL have been working together um to address those concerns also so um I hope that gives you a Glimpse or an idea of what we've been experiencing on our end okay wonderful thank you very much [Laughter] you know yeah you know uh you know uh there you know I I did call for public comment on the item or sorry okay no problem but uh you know but please feel free to to you know send an email and you know we can get that uh we can get that question answered you know uh something you know in a subsequent you know subsequent email uh reply yes but thank thank you for for the question there uh so with that uh no further seeing no further questions from the board thank you so much Jesus Dr Amazon and Dr artigas you know I want to express you know that you know this is uh you know uh my appreciation for this work and you know the appreciation of the board uh for the work on this uh on our anti-bullying efforts uh so with that I'll move on to section uh 4.01 teamsters and then we have Teamsters well where do we have Tom I don't see anyone from Teamster support president all right well with big if if Tom or someone from the teams that will go back to him before we finish this section uh 4.02 California School Employees Association the audience as well then we have okay well if if Sharon or someone you know comes or we'll we'll come back to her I am 4.03 Alan Walker Educators Association uh good evening Sandra good evening so my name is Sandra Rivera I'm the Alum Rock Educators Association president so good evening everybody we are on day 22 into this school year woohoo back to school nights have been underway and getting started and so those teachers are excited to meet the parents and the communities that they help every day in part of um coming back to school some of the schools have already received their clear touch boards um those teachers I from what I have understood really like them and I've seen cool things in the presentations here it's just a shame that we couldn't get them installed over the summer so all the teachers could have them at the beginning of the school year um I understand that board president Min Pham went out and toured the schools on Friday I'd like to ask that the next time you go I would like to accompany you as a new president um I've gotten to see into some of my colleagues classes but I would like to go out and visit each School site and see what's happening um along with you so please um areas also excited to set up a table this year at the back to District night we're looking forward to seeing many new faces and returning faces as well we want to encourage everyone to come out and say hi we'll have some literature on best tips and tricks for helping your students in English language arts and math and so we will be there come out and look for us on the agenda tonight you'll be looking to approve the unadded unaudited actuals along with this you'll be looking to approve a waiver this waiver is to ask for permission to not pay the teachers 60 of the required guidelines set forth by the state for teacher salary you'll hear that other districts are also applying for this but my question why why can't Alum Rock be the one District on the other side of this coin or at least on the other 50 percent by looking at our actual numbers let's work together to become physically responsible and part of that is settling a budget based on requirements I'm sure most of us would love to write a waiver and tell our insurance company or mortgage company that I personally just didn't budget correctly and so I'm only going to be sending you part of what my balance is owed your teachers are your hottest commodity this District needs highly educated and high quality educators and to retain them here with our students it's physically responsible to is it physically sorry physically responsible to keep placing your Workforce at the bottom third of the county is it fiscally responsible to not have enough teachers that were paying out high costs for overages and splitting classes these items that are all fixable as we move forward this year area wants to be included we're disappointed that your largest unit is always an afterthought we want a space at the table we want our voices heard about best practices in the classroom we want our opinions and professional expertise inquired about we want to guide new report cards new curriculum and what works in our classrooms ideas always look great on paper but actually listening to the highly qualified and educated individuals that put these products and ideas into daily practice should have a seat at your table we asked for a conversation to be listened to and heard respected for everything and every one of our hard-working members and we do this daily thank you okay thank you Sandra uh I am 4.05 superintendent's updates uh Mr Chang do you have any updates on behalf of the administration so she can be here again two that is it for the school report thank you thank you to Danielle a very nice report for your your first out of the shoot excellent good look forward to more to come that deserves a round of applause all right all right next we have public comments on Open Session items opportunities for public comments occur at the beginning of each agenda item and at this time four items not on the agenda we have a timed our timer over here she will start the timer for and it will single uh be just before your your time is up uh so we have two speakers first off we have Mr Sean Pfeiffer I'll start the timer yet right I'm not good evening uh board presidents uh Board of Trustees right um our superintendent Mr matsuda who's out for a minute and our cabinet uh who am I and why am I here my name is Sean Pfeiffer uh I'm a graduate of Cypress High School 1989 honorably discharged Marine Corps vet uh teacher of the year at Kennedy High School 2014.
class is there an accounting of where all of that stuff went uh as far as business projects the dollars where do they go to take advantage Michael what did that buy um we'll get to that we'll finish your presentation and then we'll get to questions no hold on to that yeah oh we are there okay sorry you were first first student okay all right thank you all right at this time any Patron that wishes to provide testimony to the board may do so uh seven statute 79-299 excuse me 79-2988 States the governing body shall provide interested taxpayers Desiring to be heard an opportunity to present oral testimony within reasonable time limits and without unreasonable restriction on the number of individuals allowed to make public comment and so before we dive into all this um in the spirit of making sure we do everything as correctly and as forthrightly as possible I'm just going to say as very specific as many pieces of our state statutes are I find Define reasonable time what might be reasonable to me might not seem reasonable to someone sitting there so we're going to as a group Define what we feel is reason able so that everybody knows it should reflect the opinion of the elected body not any one person's opinion about what reasonable is and the board is going to discuss and establish what is reasonable and then that's how we'll go forward with the testimony just for a frame of reference for nearby communities how they handled their hearing of doing this the same way both Eudora and Wellsville use their public comment policy time for Eudora that's five minutes for Wellsville their public comment policy time is three minutes so they just used that for the hearing Paola used five minutes Ottawa allowed five minutes Douglas County allowed three minutes so there's kind of a range of what nearby Geographic entities deemed as being reasonable um so I will open the floor to discussion for the board of how we will Define reasonable our current practice for Normal public comment is three minutes yeah sorry I should have mentioned that five and a half what does everybody else think it says talking yeah thank you for catching up Susan are you trying to say something okay just want to make sure all right what's everybody else think so far we've we have five and a half minutes okay with five and this isn't Limited right that should be part of what we Define too oh yeah okay I think everyone should be allowed the opportunity to speak um I think everybody should anybody who's here who wants to speak I believe should um once everybody gets one turn I think that's fair and I'm I like the idea of exceeding our normal three-minute public comment policy um for the purposes of tonight everyone comfortable with that I would like emotion so that we have it on the record I'll make a motion that we [Music] would like to speak for one opportunity uh for a couple of five minutes thank you Phil has moved and Tony has seconded to allow public testimony comment or questions time to be up to five minutes one turn per person for as many people who would like to do that and not capping that like we're not going to stop at an hour we'll do it until everybody's had their chance while somebody's talking maybe other people should interrupt them whether it's us or anybody in the gallery that five minutes is sacrificing that's their time to talk correct that this is our opportunity to listen um that's what guides our normal public comment time that should Guide tonight that is an adherence to statute um and so this is not our time to to go back and forth this is our time to prioritize listening to everything each Patron wishes to share ask or say and then when we get to the point of our board discussion I know I'll be taking notes I'm sure you will be too then that becomes a component of our board discussion um I think that's an important clarification we want to have a good professional discussion of the highest level of Civic engagement um that is an example worthy to our students so yes Mr finkled I yes correct sure thank you for that point of clarification and this is not a substitute for the next we really want to make sure everybody has their opportunity but that is an important clarification yes sorry this is Brad finkeldei this is our district attorney and he was going to make sure that we do everything correctly that's important okay so we have a motion uh to Define what reasonable amount of time is it was moved by uh film seconded by Tony all those in favor of approving the motion as presented please say aye and raise your right hand I motion carries seven zero all right so at this time we will move to our public testimony feel free to step forward or you can remain seated whatever you're most comfortable with and Megan will keep time for us if you can Megan yes please if you wouldn't mind introducing yourself when you step forward and then uh go from there thank you last year after USD 348.5 degrees will be taxes by 61 if I filed appeal against them because they did not follow the property that stated they were exceedings I prevailed in that appeal to the benefit of all taxpayers sieged by random for the use of Wendy's whose rapid increasing validations evaluations to explore their budgets yet despite the support tax appeal requiring USD 348 return approximately 660 000 taxpayers they were still able to increase tax levies by four and a quarter percent last year and when it came time to determine which tax accounts they would adjust for this refund they selected the supplemental LLB as you've heard account for the reduction rather than reducing your bonded interest tax account where there is a currently a healthy Surplus and where they still where they were and they still are collecting more tax Fair dollars that is needed to meet their bond obligations this was followed by some letters sent out by the district blaming me for their mistake in both public and private forums to anyone who would listen rather than taking public accountability themselves a letter in August talked about transferring 340 000 from our reserve and 327 thousand dollars in budget reductions to a staffing freeze and the virtual safety yes you just heard some should blush for choosing to pad the bond account in advance of a bond election at the expense of school safety yet amazingly at the end of fiscal year 2023 after moving six hundred thousand dollars from the reserve to the LLB washing it down through the spending accounts that they could USD 348 had 7.1 million dollars in total cash Reserves whereas at the same time in 2022 they had 6.2 million so that's right despite all of this despite a 660 000 refund that we were granted USB 348 was still richer by 943 thousand dollars 426 000 of that was a cash increase that was attributed to over collection and bond and interest and their Capital funds and the remaining 517 000 was due to overfunding of accounts supplied by the general or supplemental LLB including money from local Levy so again they got richer alphabets what this tells me taxpayers board members and superintendent is you are over taxing the patrons of that USD 348 the plan you're posing proposing tonight is also going to over tax us impacting the most vulnerable in our community who are barely making it in this economy our general elevi which represents about 60 percent of our operating budget is increasing 11 percent we can't avoid that increase it's well spent to pay our teachers higher salaries unchecked our lob would increase 8.4 percent over the amount they targeted last year capital outlay is to increase by 10.3 percent this year over last year I urge the board to make cuts to the bond and interest account by adjusting the middle Levy to 11 and a quarter percent based on the plan I presented to superintendent Dodge a few weeks ago I urge you to consider and approve this plan tonight as it would save taxpayers three million dollars over five budget cycles and payoff robots three years earlier than you just published 2030.

does that include the um cement pad too yes okay it's everything turnkey TurnKey absolutely I have a question about the wooden building what was to be uh anticipated for the square footage of that building uh slightly smaller than this it was 38 by 18. and this is 20 by 40. so a little bit smaller not not much smaller but but all of the things that we would have had any and and it had a floor but the city was still requiring that we have a floor under the floor and then because it was a wooden building all kinds of tie downs and anchors and I mean it was yeah I mean and I understand why they had those regulations but it just it changed the project you know changed the project what do you anticipate for time of completion after the uh award is made oh I wish I could give you good dates on those but we certainly have not been very accurate on any of our things with our big projects lately um I'm going to go out on a limb and say two months Dream On yeah two to three months yeah well only because of only because of supply chain things and uh you know and getting workers I've been uh on us another issue I've been looking at uh middle buildings and the quotes on that we've been getting back anticipate a six-month lead time before you even get the material to the site so it's going to be unless you got somebody now there there are people in town that have metal buildings I don't know if I can refer you to them privately and then you can maybe ask them but they have a couple of little buildings on their lot already so you're not gonna you could talk to them and if their price was within the the boundaries they could immediately start well but we can't do that because we have these bids so we have to go with the folks I mean if we do this then you know of course my recommendation is going to be the low bid partly because um Jenny Beck and and Mark have have done their homework on did they include all the things that we asked for um and so then it's on the vendor to make sure that they've got those now I will tell you that when we got the uh you know the the cover for the uh for the fuel tanks the turnaround time for getting the actual materials was pretty short and then they laid out there in the bus lot for eight months awaiting uh some of some federal some federal safety some engineering report and then a state a city report and then the actual work didn't take all that long you know the work took two weeks but we didn't have any trouble getting the the materials we had trouble getting the piece you know the pieces in place before you can actually start the construction okay thank you so yeah but thank you for that information so maybe I'm pipe dreaming never know we'll see you never know right right and we do have the 73 980 yes and this is this is one of the considerations for uh some some shifting of funds uh in the in what I would propose to the board for next uh for next month but I mean we currently have the funding yes in the budget in the current budget call the question yep um I guess we need to move we need to uh Mike excuse me we need a motion to approve the purchase of a 20 by 40 steel building that meets City requirements for the low bid is 73 982.78 79 79 case mine says 78.
and bonus points are added at the end so however many points you have added they divide it by your denominator and then they add your bonus points and then it falls somewhere within the cut scores that a um state board of education has determined Let's uh let's stop right there and that's the elementary model is there questions on the elementary model before she moves on to the high school by the Arizona Department of Education State Board of Education or State Board of Education actually in collaboration with so they they all get together and Ade kind of makes recommendations but the final vote on the model is done by the State Board of Education okay so with that said going back to slide nine and the subpopulation growth when we're talking about race that's not us determining that that is the board in conjunction with Ade correct so um it is all of the different same um the federal designations in the same way that the sorry the federal government uses um when they do their Federal like atsi targeted support subpopulations those are the same categories they use I guess my question is are we then in response to the results of the testing are we then strategically targeting certain races no in terms of do we sit down and say oh we didn't grow this certain right our Asian population didn't grow this year um let's target them no but you may look at that in terms of everybody else is making progress this group is not is there something we're not doing to um are we seeing anything right have we seen any trending like that not where it's like huge gaps or things like that right and some of them you have to remember like there may be really small pockets of students so maybe one year it's 12 and the next year it's 13.
that's what I saw in the last yeah so like if we rezoned that one what would be our density obviously above 15 but what would we get to like if we ReSound the whole 94 acres for RTD so now it would be it'll be 94 times 15. I'm sorry later so and does always have to be newly newly created zoning so right or could we so 40 has to be around the MBTA train station correct but some of it could be other places right so Chestnut Street correct could be could that even though it's already been permitted in his building but it's the correct you know it has a higher density could that acreage be counted to our what we need to create yes I believe it can okay so the only caveat when you do this right so when you start breaking zones up right yeah that no Zone could be less than five acres so per se I believe ten you know the Chestnut Street project is six acres right so yes you could add those six acres and rezone it and then you could count those six acres into your total acreage okay you would still need 40 of something to be inside so forty percent of your total acreage has to be told a unit counts has to be within that happens right no I no I I understand that but you are correct but the the thing that I'm getting at is that can be part of the 60 which is right outside okay because I know early on that was not considered right correct the initial stuff that was like like nope it has to be within your half mile and and many communities had a problem with that so knowing knowing that that now only has to be 40 percent in you know in that half mile I think from our perspective that could be a benefit for us correct especially with Pond Street and Chestnut Street anywhere without any kind of boundaries is that right so correct and you anywhere within the town boundaries from what I understand through the regulations it also be has a place that makes sense right that it's along a major transportation route that um you know that there's access to um that it's a it's a site that has that that can be supported with infrastructure uh and so that is just something to make note of uh just to kind of carry the conversation a little bit um obviously town cities and towns or the 50 that the inner core cities that have Subway access they already had to adopt zoning I think it's by this Christmas upcoming Christmas they have to or indoor into the calendar year um the town of Ashland in the 51 other communities um we do have to um we would if to to comply we would have to adopt zonium by December 31st of 2024.
and then um Talent will be launching her black history and social studies collect Social Justice Collective a 1619 Club monthly at Joseph George again this year hoping to design race for breakfast and African-American students and multicromotional students thermometer School cites to have an opportunity to join thank you Veronica and that is all for right now thank you so much well thank you Dr Carrillo yeah I'm sorry I got a little mixed up there so thank you uh anyway I received word that uh uh was it uh Kung Fu of the teamsters and um Sharon Fontaine of uh CSEA send their regards uh for tonight's meeting so I you know hope to see you at the next regular board meeting uh so with that I am 4.06 communication and comments from members of the board so anyone would like to start oh trustee Chavez um uh she mentioned that uh at the Linda Vista that there's a parent's earners program that they're asking them for 20 hours can we find out later the success of that or can you answer uh a little bit better now the parents earners program okay thank you very much okay that's it uh okay I see trusty for Shelton first I just have a process question um I forgot to ask for a consent item to come off can I ask a question here about it or no when we get to the cons okay great thank you um and then I just wanted uh two things I wanted to um one I just want us to be vigilant there are other um districts in the San Jose Community that are experiencing um anti-lgbtq um kind of rhetoric and protests and at this time I I reached out to the superintendent and confirmed that we have not experienced that here in Alum Rock but I just want our community to be vigilant and continue to say that say act and model that we are safe welcoming uh community and that all of our children um are welcome to be who they are so I just wanted to alert us all that it's um you know sometimes I'm like oh my gosh thank God we're not Temecula or thank God we're not Florida or thank God you know but it's getting closer and closer and it's making me starting to feel nervous right so I just want us to um be vigilant our administer Traders and all of us to make sure that we're sharing that message of safe welcoming schools and campuses um and then on a lighter note I want to invite folks on September 23rd Independence High School the city of San Jose is hosting the safe communities Summit um this is being put on by the San Jose Youth Empowerment Alliance formerly known as the mayor's gang prevention task force and since covid we haven't had one of these Summits and so it's a great opportunity for families and parents and young people to come out and be involved in educational workshops like parent project learn about Mental Health Resources so it's free there will be food and again that is the safe Community Summit on September 23rd at Independence High School thank you all right Quintero yes um just wanted to share how to um the opportunity to attend the Liberty uh barbecue the South Bay labor Council put together had the privilege to run into um the former area president uh checked in she looks very well rested and and um and so it's it's uh it's great she's doing great yeah um aside from that I have the opportunity to do to go on some site visits where at uh myself uh the board president and Dr Bauer were able to see the great work that our teachers are doing at dorsa in particular had the opportunity to go into Madrid's class and uh had uh a great chat about American government different things that the kids are learning at this time and so that was a wonderful opportunity um also I checked out uh this is uh kindergarten classroom and so uh it was a great time at multiple sites um and uh just uh all around good experience we looked a lot of energy from the kids and the the uh what they're learning in the um you know the interest that they have and so looking forward to uh more side visits uh to come as this time progresses so that's my report okay thank you vice president Herrera thank you so much um and I just want to reiterate as a public elected official here on our board um that we are a safe Community here welcoming of all um including our beautiful lgbtq and everybody um so just want to reiterate that um that here in Ellen Rock um you know we are safe and we will stand against that uh I was also public and um was on uh Spanish news um Cass who was also worried about our community came and asked you know how are things here um and luckily same sentiment as Andrea mentioned um here we as far as I know we haven't been hit um but hopefully we you know keep that bubble and make sure that they don't come here and that they know they're not welcome day and experiments that think otherwise that you know all children uh shouldn't be um accepted or or that we shouldn't learned about you know different our different cultures and ways of thinking um that were inclusive and um open here I also want to highlight the work that our long-range range facilities plan team members uh from the parents to the community members to the staff to our firms that have been putting in a lot of work was great to have a meeting uh to get updated this past month on the wonderful plans that are taking place little by little with the ideas and the uh actual drawings and you know all the things that um I know right now you know it seems like very you know long a long time from here but I know that we will get there you know and um it's a part of the work for our children and families and staff to have the uh facilities needed in order to be successful teachers successful students and all of the above so really excited about the work there in addition the workforce housing committee um you know want to um shut up to Andres and I know we'll be talking about that more um in the future on our agenda you know of the exciting things happening there but you know also I want to highlight the work happening there and where we're at today uh I won't say much more because we'll be talking about that in detail coming up um I also want to highlight some of the trainings um and more for our community our parents um there is a Silicon Valley internet crimes against children Task Force program out and it's free trainings for our community our parents um you know things like Tick Tock Instagram Snapchat I mean some of these things I've heard about and some of the things I have never heard about and even Roblox you know some of our younger children we think it's safe but how it can also be unsafe so just to be aware um you know that uh task force is providing a lot of great information to our communities so um please if you're a parent and want to learn more um look into that in and their trainings um and with that I'll go ahead and uh in my comments okay thank you very much so quite a few things that I do want to start off with you know I want to re- iterate my commitment uh you know safe and welcoming schools for all in Alum Rock and I want you know that uh I've always emphasized that uh we are greater than the sum of our parts and that this is uh this is a place uh uh for all our children or you know uh all our members of the community and I want to you know make it clear that you know uh you know uh you know we're not accepting of any discrimination of any kind whether it's towards the LGBT community or you know uh and all the uh ethnic ethnicities represented in our community and that we you know that uh you know uh safe schools is a safe welcoming schools is a priority of this board and this Administration so uh with that I do one also want to give my regards to uh Jocelyn MERS who I did see at at the South Bay labor council's Labor Day picnic you know and that's a privilege of mine because uh you know I I I was at Lindale when Jocelyn was at Lindale myself so I always have a there's always a special place in my heart for Glendale Elementary School so uh with that I'm proud to say I've kicked off my third annual tour of Alum Rock so I had the pleasure of visiting uh Hubbard dorsa Cassell and amalante II uh what is it I got to be the the star of Kinder kindergarten Story Time and um to the older kids I got to tell the story of why is there an Alum Rock School District a little in uh this used to be a a town of its own so hence uh every town or city has you know is required to have one school district and hence you know the Alum Rock School District and uh was it uh spoken in somewhat passable Spanish at Adelante too long you know even though I did not take Spanish as a foreign language but you know one of the great things about being on this board and meeting all our families and parents is you pick up a little bit here and there so I know was it gracias uh to all our families and you know gracias had uh you know to all our estudiantas as well uh and then they responded child yes yes yes yes I'm you know in Vietnamese in Hawaii uh but I look forward to continuing you know in the fall semester uh my uh you know tour of the entire Allen Rock District as you know one of my commitments on this border is to visit all our all our schools at least once and so you know uh you know four down and 17 to go but I look forward to seeing all all you know all of us to to our staff and our kids and our parent volunteers and uh you know to see all the all the learning from A to Z that's going on in Alum Rock schools uh I also want to encourage our families to join us for back to District night on Thursday September 21st at San Antonio elementary it's a good good uh to connect with the district to see what Alan walk has to offer for your friends and families and have a chance to you know uh as I said I will be there and it's a great way to to meet uh as I said I I look forward to meeting all our families uh at back to District night uh [Music] so let's see here of course as board president you know I have a responsibility of advocating for this District so uh this uh one week from Friday I you know I will I have worked with Ward Frozen and Chavez of the East Side Union High School District and we are we have organized and we will have a meeting of the board presidents and vice presidents of all seven of the east side San Jose feeder districts of which Alan walk is one of and Bayside Union High School District so I look forward to talking about you know about the the shared values and as well as the shared uh priorities that we all have as as uh part of the greater east side San Jose uh educational uh agencies and you know uh talk about ways of strengthening the ties That mind us and also so uh you know the types of resources that we could share as well as uh you know uh protecting you know protecting the assets that are the most valuable to our communities our school sites and our school properties so I look forward to uh to that meeting um and then uh lastly uh I would like to to encourage all all our teachers and classified staff uh you know uh on one week from Saturday from 11 to 1 I am it is my distinct pleasure to host the board president's uh all staff recognition and meet and greet so I look forward to meeting you all and seeing you all and you know it's my privilege to host a lunch for for all of you so you know it's a you know great time to sit down and have lunch uh right to recognize all your efforts and also to uh you know as I said uh that's it uh The Voice or hopes or aspirations or whatever comments you'd like to direct at me as well and you know but I do want to uh recognize you know uh I hear you you know I hear you all on the issue you know uh on on the issue of compensation I like to think that the glass is half full and I'm hopeful that uh you know Monday will go well you know uh one of the things about being a board president and a member of this board is you know the glass glass is always half full so I'm you know uh you know I look forward to you know always you know uh doing doing my part to see you know what I can do to get more for our district and as well as to celebrate our district as well so with that uh thank you so much and I'll move to section five public hearing item 5.01 public hearing regarding sufficiency or instructional material so with that I will open uh the public hearing regarding the sufficiency of instructional materials right okay so this is an opportunity for public comment on the sufficiency of instructional materials okay um being no public comment any questions or comments by members of the board seeing none uh let's see here so I opened the hearing at 5 37 so uh five or 6 37 p.m so I will now close the hearing at 6 38 pm so with that we moved to section 6 bonds and I think the the item of the night item 6.01 approved the feasibility study and select the site for Workforce housing uh assistant superintendent Chang yeah okay okay you know okay all righty cluck Montero all right thank you um very very excited to see this item come up uh come before us in this meeting it's a long process that's uh now taken two three years since the first item went on to the agenda then it went to the I'm thinking I'm ballpark in here and I have to go back and check but yeah it's approximately three years if not more close to it yeah so it was placed on the agenda then it moved forward to just a discussion to even contemplate whether or not the Ford was interested in moving forward and to eventually go out to the voters and why not if the voters were interested in in supporting this and um seeing not only the the polls or the surveys but also the actual voters overwhelmingly support uh this measure to help us be able to uh understand the working class District that we are and the financial constraints that we have and uh try to be competitive based on what we do have which is some land that we can set aside to provide access to affordable housing for our Workforce so that individuals aren't having to drive 100 miles plus or more uh to find a place that is uh affordable especially as they begin their time here in omrock and so I'm very very excited to uh see that this is here I'm looking forward to the feasibility study and looking forward to a robust and um good discussion uh on this uh study so that we can um make an informed decision as we hopefully move forward so with that um we're president uh the right carer is interested in providing any comments at this point is there a little bit let's say there's some way here to present the feasibility study yes yes so um Mr Chang if you would present the item thank you president um at this time I would like to invite Mr Mike Freitas uh our bronze director he's going to give us a brief um background and also introduce a team from ehp and LPA who's going to be doing the presentation tonight thank you thank you assistant superintendent Chang uh good evening Board of Trustees community members members of the administration and faculty this evening I am pleased to present to the board and Community the finalized report and results of the feasibility study the board directed the administration to conduct for a planned multi-unit Housing Development for the members of our Workforce the study was conducted at two sites designated for consideration Renaissance at Matson and the district office as part of this effort tonight we have invited our consultant members of educational housing Partners Bruce Dorfman Joanna Julian and Marilyn Jess Vargas as well as Mindy a member from LPA Design Studios Andrea Pippen and a architect Maitland Hill of SBA well apparently conclusion of this presentation our team will be available to answer any questions the board may have answer questions and answers are completed the administration was requesting the trustees of the board to approve and accept the report and to select one of the two sites that were studied to be designated for Workforce Housing Development thank you and I will now hand it over to Bruce dorfner with ehp thank you okay good evening board members um when I presented to you in uh our interview at the end of March uh we committed to uh completing the Steve's ability in uh three to four months uh as well as uh uh coming in uh within the budget that uh was originally outlined while we did a very deep dive on evaluating the two sites that have been identified tonight we will be reviewing uh the results of this analysis uh and I'm happy to say uh both the sites are quite feasible uh for developing faculty and staff housing and we're looking forward to sharing uh this report with you uh quickly by way of background education housing Partners have been engaged by dozens of various school districts uh over the years we were involved with Santa Clara unified uh on their Venture 20 plus years ago when they developed Casa del Maestro and our background goes back further than that in the multi-family industry where we've been developing market rate housing for over 30 years this report uh that we're that you've seen and that we're going to summarize tonight distills much of that experience that we've had over the years to create a quality market rate uh housing project that can be leased at very affordable rental rates so with that I want to turn the presentation over to Joanna Julian thank you good evening everyone thank you okay so uh this next slide we are looking at the feasibility process that we have undertaken over the last three to four months um we began the process with early conversations with the district um both to understand the District's overall vision for the sequential Workforce housing project their objectives and we also had early conversation or an early conversation with the city um to make them aware of this potential project and get their initial feedback we then engaged a number of Consultants to study the both locations from a physical standpoint looking at on-site conditions surrounding infrastructure and that in turn informed the conceptual design that we came up with for both of the sites which um Nathan on our team will be speaking to further we then completed an economic analysis for both sites looking at projected hard and soft costs looking at projected operating costs and we have summarized all of that into the feasibility report that's been shared as a final draft so there is an opportunity to receive further comment from the board and I'm going to turn it over to Andrea Pippin with LPA Design Studios to talk about their work on the Matson site hello good to see you all again um so as you know this uh Workforce housing effort has been dovetailing very intentionally and nicely with the long-range facilities plan um Renaissance Academy at Matson being identified as one of the potential sites you know so here we see the existing conditions one of the fortunate things about Renaissance at Matson site is it is quite spacious so there's plenty of room to fit uh the small Academy at Matson in tandem with Workforce housing on this site we can show you how that plan has evolved through not only input from the communities and School site committees just going through our long-range facilities process but also how we dovetail in the work the ehp and your Workforce housing task force has been doing so initially when this site was planned we were looking at reserving the kind of what's left in the aerial there along the left side or excuse me the right side of the the site as the four acres to reserve for Workforce housing and then planned the 380 Student Academy of Renaissance Academy uh there in a two-story building construction so kind of these long leader lines uh that appeared that were using things in weird places those are actually second stories but um this plan supports all of the Middle School needs encourages Community connections by use of a shared gymnasium along the left side of the plan across from the Alum Rock Community Center and again this plan incorporates all of the input from the visioning groups and School site committees once we got further input from ehp via the the further engagement of the workforce housing task force the plan shifted quite a bit so we worked very closely with ehp to make sure that both could still sort of live in Harmony on one School site the area to the brown kind of on the north side of the plan has now uh been the Readjustment of the acreage for the workforce housing what this adjustment then affords the site and really the larger broader Community is this through road that now sort of bisects the the site in its entirety but provides a nice separation between the Middle School uses and um the housing component um so providing that separation through a road but also just increasing um overall usability of the site in circulation so the traffic isn't so congested along the neighborhood streets um one of the you know things that we studied as we were implementing this change is the orientation of the field so in our original plan the field was running um sort of up and down now that's this isn't true north um but thanks to the true north orientation both orientations of the field uh will still provide good use of the field you know we're kind of worried that the sun would be in your eyes as you're working down the field but due to where uh True North is uh either field orientation is acceptable um in this model the site does become more dense um just as you know as we're looking at how to lay things out but um we feel it's still a a very functional site for Renaissance Academy so I'll hand it back over to ehb thank you Andrea my name is Nathan Herrera with SVA and we have been working with the hpe on the Madison and district office studies to come up with the concepts you're about to see uh so as you heard Andrew kind of walk you through the the history of evolving the overall plan to account for the workforce housing and what we are planning here is basically that uh tan rectangle at the corner of the site would be the identified Workforce housing site at Matson it's three identical buildings there are partially three stories partially two stories right now to 26 units each for 78 total and you're left with that space uh approximately two acres remaining space in the purple shade that is available for uh future other affordable housing developments and then uh the Triangular area would actually be a community park located there so you get 78 units here two parking spaces per unit so 156 uh zoom in a little bit uh there are three identical buildings each of the buildings is shaped like a u so on the side facing outward is where all the garage spaces are located around the the parking court and then all of the units face inward so towards green spaces so you get nice views uh and open space outside of each of the units there um you'll see some images there the top image is from cassido Maestro and some other images that are representative of kind of the quality of the outdoor spaces you get in and around those buildings uh all of them facing out of the green space as well as the different amenities you could expect uh at the park so there's a playground area a dog park uh more passive green area all those spaces are being accommodated on the site uh and then at the district office so say we are using the same uh prototype buildings at the district office site is at Nasa so uh here we are using the portion of the older buildings on the district office side are located so we would be displacing about 10 000 square feet of the older buildings that really uh relocatables which would need to be uh reconstructed that's the area in blue but it's a very similar orientation so it has uh two of those buildings uh both facing together onto a shared Green Space and then we would reconfigure all the parking across the the district office site so there's a one and a quarter spaces per unit on the housing side of the campus with the idea that there could be some shared parking because you have sort of complementary uses between the office and the housing for when the parking is needed uh here with two of the 26 unit buildings you get 52 uh units on the site so similarly you kind of zoom in a little bit uh the buildings are oriented the same way so small community building shared open space in between uh those two three-story buildings foreign so here we have um a representation of the building uh floor plan we are looking at three-story building uh the first floor will have a combination of units and garages the second floor would be all units and same as the third floor the third floor we have the moment six units so if the building kind of staggered it's diverse but uh it has the option of adding four additional building units on that third for a total of uh 10 units we're looking at a combination a unit mix uh one two and three bedrooms about 31 percent of one bedroom fifty percent two bedrooms and eleven percent three bedrooms and this unit mix was uh based on the feedback from the district uh regarding having a higher number of two-bedroom units uh per building the average size of the units approximately 915 square feet some of the amenities that the buildings and the units will have is um the all units will have either a patio or a balcony not include ceilings full size appliance packages in-unit washer dryer AC and also each unit will have one covered space the intent is always to be able to provide a product very similar to what's uh on the market market rate products but at affordable prices rents and also lastly for sustainable design we will be incorporating a solar via carports and also electric vehicle uh charging stations here we have the conceptual unit plans uh that first two on the top row we're looking at the two one unit uh one bedroom one bathroom units with drains around the 650 square feet to about 800 um the next we have on the top right and then the bottom uh left and Center we have the three floor plans for the two bedroom units uh we have two options with uh two bedrooms two bathrooms and then one with two bedrooms one bathrooms and those range between the 950 square feet to about a thousand square feet and then on the bottom right we have the three bedroom two bathroom uh units uh that's approximately 1200 square at least so in the process of coming up with the the concepts we came to a Workforce housing committee meeting uh with a couple different options for the proposed style of the buildings and these are all uh preliminary but the selected option would call a California Mediterranean style for the architecture so that's what you're seeing here today um the the I think one of the key elements you talked about is the partial three stories so you can see that in the middle elevation on the page where the the sort of long end of the building is three stories all the way across and then the building steps down towards the outside which makes it feel a little shorter and smaller uh as you approach it and and uh from the neighborhood you can see all the garages are facing sort of away from the units and all the units themselves and the balconies face the other directions uh very classical style for uh California architecture and appropriate for um the area and I think really punctuated by the fact that every one of the units gets a nice covered outdoor space patio balcony associated with their their unit the Nick so we're looking here at uh potential rent levels that could be provided for at the project for the purpose of our underwriting we um pegged proposed operate proposed runs at approximately 60 percent of market rate um that's uh in the range of the typical discount we've seen at our other educator housing projects at those levels these rents would range from approximately eighteen hundred dollars for the one bedroom 2400 for the two bedroom and 2 900 for the three bedroom um that being said it is fully up to the district's discretion to ultimately set um the rent levels at the level they feel appropriate um at these levels about 90 percent of the units would be at or below low-income rent levels so the third column on the right there reflects State low income runs for Santa Clara County as a reference and these proposed rents would also meet the city and state inclusionary housing requirements those requirements will speak to you further on a further slide they do depend on the entitlement strategy that's ultimately pursued as far as the city's inclusionary housing ordinance goes those requirements and their applicability to the project given the overall affordability of the community as a whole that would be confirmed in the next phase so for the portion of the units that would be subject to inclusionary housing requirements either at the city or state levels these are the household income limits that would be in effect for um households ranging from uh one person up to five people as a point of reference the scale does go up um and these income limits would only apply again to the units that are subject to these requirements which would range between 15 of the total to 50 percent of the total depending on the entitlement pathway so for the entitlement process there are three potential options or Pathways that could be pursued starting from the one that would take the most amount of time that would be going through the typical full City entitlement process without taking advantage of any regulatory streamlining that's available or may be available um so with this process a general plan Amendment and rezoning would be required for either of the sites and we expect that it could take between 12 to 18 months to go through the city's approval process as well as SQL review sqa is the California Environmental Quality Act on the second pathway would make use of new state legislation called ab2295 this legislation takes effect January 1st of next year and it allows school districts and other local educational agencies to build housing for its Workforce on a school district property without having to do a general plan Amendment or rezoning subject to certain qualifying criteria that the report goes into in more detail but we do think based off of our review at this stage that the project is likely to be eligible at either location the third option would be making use of two pieces of legislation together one is SB 35 and the other is ab2295 from the prior example and in this third option no General plan Amendment or rezoning would be required um if the project would also be sequa exempt assuming it qualifies and in this third option it could take as little as three months to receive entitlements we saw in the state mandated time frame for processing an SB 35 application I think I did skip over the time frame for the second option that would be six to 12 months for entitlements in Sequel review foreign by the board uh we would engage our design team to proceed with the next uh sub phase of this process which would be the uh planning application so at that point we submit a preliminary review request to the City Planning Department uh basically we would meet with a different city departments present the project and give us an opportunity to have the conversation with them and and get clarification on any expectations and requirements to get the project uh entitled uh during this phase we complete the schematic design uh we complete any other required reports by third party Consultants we would be determining the SQL strategy that was mentioned by Joanna in the previous slide and we would submit the entitlement application to the city this we estimate that would take about three months The Next Step would be to uh is greatly entitlement that and SQL process so once the application is submitted we go through a process of the city making the review making comments uh the consultant and design team responding to those comments um if the Civilized required review required at that point completing that review and certification and the goal would be to have you know final entitlements uh approval and as Joanna mentioned there are three options for this so this why we see this could take as little as three months but it could also take up to 18 months following that process we go uh to the construction documents phase in which we complete the design development and we get to what we call a 95 of construction documents uh and we determine the project delivery method and also select the general contractor uh this would take about eight months and following that our last uh pre-instruction phase is the permitting Parts uh where we submit that 95 set of drawings uh go through another process of review comments and responses to the city until we have a 100 set of drawings and a building a building permit that will allow us proceed with construction here we have uh cost summary uh for both sides uh so you can see on top we have the Renaissance at Matson sides we're looking at I believe development cost of approximately 48 million dollars uh that reflects based on the 78 units approximately 620 000 per unit that would be 678 dollars per square Goods uh the district office site the total cost would be approximately 33 million dollars um given that lower quantity of units we notice that there would be a higher cost per unit 643 000 for about 750 per square fluids and these costs include anticipated costs really into uh self-trust so all the design uh Consultants fees and other fees uh due to the city and the card costs uh basically the construction costs uh which takes into consideration and prevailing wages and also five percent project contingency and a three percent general contractor contingency in conclusion words highlight uh Five Points after having completed the feasibility evaluation uh one is that as we've been mentioning earlier both sides are physically politically and economically visible for the construction of quality multifamily housing uh the second point is that we can accommodate uh the unit mix requested by The District in regards to the one two and three bedroom units um the third point that the proposed average range of approximately 60 percent of Market rates uh can work based on the financing structure that we presented in the reports birth that the first units could be ready for occupancy with being the three years from initiating the entitlement process the next phase and lastly that we ehp concur with the workforce housing committee previous uh direction of recommendation to prioritize the Renaissance at Madison site okay so in conclusion um our report identifies the following next steps so assuming the board would like to move forward and makes it a site selection the next step to initiate the review process would be to submit a preliminary review request to the city of San Jose they route it through the Departments noted on the slide to receive initial feedback that then informs uh the preparation of the full entitlement application during that time in consultation both with land use Council and coordinating with the city staff the entitlement pathway and level of SQL overview would also be determined and as the entitlement application is being prepared um but we also recommend there's a few tasks outlined in the project summaries included in the feasibility report for some further investigation or follow-ups and with that we'd be happy to take any questions okay before we moved I would like to open if 6.012 public comments so with that is there any public comment on item 6.01 great presentation um but I just want to say that as new teachers in this District start getting paid at 64 000 that's not before taxes and I was looking at the proposed events 1800 2400 that's still really expensive um for new teachers if you're looking to retain new teachers in this District I was doing that that's almost 30 000 that's like half the salary of a new teacher so I hope that you consider this when you're making these decisions um thank you good evening Sandra Rivera Alum Rock Union uh Educators Association president I was just coming tonight um sitting as part of the workforce housing before you guys make the decision as a board I would like to point out that this year alone Alum Rock hired 50 new teachers and so when you're considering which site to put this building on please take that into consideration because if the teachers that moved here this year needed the housing we would have no more housing for Stu for teachers next year so please take into consideration the size of the buildings to try to help mitigate and offset that for our incoming Educators thank you thank you all righties saying no for uh public comment on I am 161 I will now open to comments uh by members comments and questions by members of the board Quintero had a question um just a quick question um if we were to move too fast we lock into the city uh and go into a long runoff process or where we have to wait until January 1st to begin the process in order to be able to not in order to take advantage all right so if you take advantage of F35 you have to wait until it's January 1st so if we were to start now we would be locked into the city's process so actually SB 35 is already in effect but ab2295 um takes effect uh January 1st however that would be the process can start earlier that would just be um the city couldn't approve the project before that time but the reality of the uh three months or so it takes to prepare the application to confirm that we can make use of those two pieces of legislation uh the project wouldn't be losing any time and would be locked in as you said okay uh vice president Herrera thank you so much for the presentation um I had the privilege of hearing this twice as a vice chair of our Workforce housing committee um and so with that too I've had the privilege of really going through the process um and you know getting all the information and hearing the feedback from um whether it was a bargaining units who sat with us during that process community members that also sit with us in that committee as well as community members who've come out to some of our community meetings and so I know that we had a presentation in the past to the rest of the board with some of that um and you know I think at that time some of the board members asked for um staff to come back um with some information and not your job I'm just kind of saying it out loud because I think it's important to rinse and repeat maybe some of the information that was already presented so that we get to this point of making this decision as board members here you've all done your job great job but I think as board members when we're really picking that site and making this decision that will impact our community for generations to come in a positive way um I know that it's important to have all those details or maybe even repeat some of those details um so with that you know I do want to say that we've had uh bargaining units sitting in all of these meetings again Community have we reached everybody you know we haven't I think that's impossible and we have invited folks um have we done enough I think it's never enough until everybody hears it so you know um depends you know where you're at on that um so I just I do want to mention those things because I've had the privilege of sitting there and going um into discussions that have taken a long time as to why those sites why not that site and where we as a committee came up with our recommendation to the board today um and so unfortunately you know three of the members here having been a part of those conversations but I do want to reiterate that we have had those conversations at length and a lot along with this visibility report that aligns with that I think um so just want to repeat some of those things and to you all I think based on this physicality report which even as a part of this Workforce housing committee since it we started it three years ago two years and nine months whatever it's been it's been a long time um I have some questions and uh you know the fact that I received this less than 24 hours ago I'm like Ugh you know I wish I would have had this before um but I'm gonna ask some of my questions and I'm not you know an architect or engineer so maybe some of them don't even apply and please let me know that I you know I'm not going to feel bad um but because I didn't get I mean I didn't get to go through the entire uh book so um one of them is and I know you kind of touched on this on the zoning so when this visibility report was done did you all determine um what the location is zoned for right now um and I'm sure it's in here I just didn't find it if you can yes right now it is um so the general plan designation the overarching city plan it's public quasi-public which is does not allow residential um and the the zoning is low density residential but when when those two are in Conflict it's the general plan designation so the the public was a public that rules so to speak um and it's one of the reasons why when we listed the three options for entitlement that if you didn't take advantage of ab2295 which automatically gives you a general plan and a zoning that allows for the housing that we're proposing here uh you would have to go through a general plan Amendment and rezoning okay thank you for connecting all those dots and then also in regards to I just wanted to highlight in regards to um when uh I think one of you talked about the two units and the feedback from District I just again not for you all just for the public to understand that we also surveyed all staff teachers and staff and based on that feedback you know we want it wasn't just districts I think when we hear District in like you know it could be that Administration but I wanted to highlight that the staff and um and uh the workforce responded with that so I wanted to make sure that we heard them um and that's why there's more units that were two so thank you for highlighting that um and then in regards to utility access the gas water electricity uh and I might be getting too deep in the weeds but you know when we talk about those costs you know soft costs Etc so um was that determined by any chance in this visibility report that's available there yes um so the site uh has utilities uh there's further analysis that needs to be done with regard to uh Renaissance at mass and specifically about whether or not those utilities need to be upsized uh and that would be the next phase of this work but um storm sewer uh electricity gas to the extent that it's uh used are all available to the site okay nice um and then soil conditions I'm assuming based on this visibility report that you all maybe looked at that we do um and I'm hoping that it's clean right right environmentally you're fine and the good thing is school sites they the state really doesn't like putting in my brownfields uh so um we are dealing with a clean site with regard to geotechnical conditions specifically again common throughout uh Silicon Valley we're in expansive soil so we're going to have to design a foundation system to address that but that's not uh particularly unique uh to this site okay I thought so I just wasn't sure I'm like let me ask um in regards to the clean sites and um I think So based on the current where we see it I mean I guess we're not at the option of the criteria right that we talked about the zoning we're not at the three yet but very possibly can get there well the recommendation of the workforce housing committee was to go with uh that third and try and expedite it to the extent that you can so again as Joanna outlined uh the next step is to do a pre-application meeting with the city and during that process we'll uh be able to conclude whether or not in fact uh that's available to us great perfect thank you show those are my questions okay uh across the floor Shelton thank you um first I just want to start off with appreciation uh it seems like the you know just the timelines there was a lot there's a lot of urgency around this so thank you for turning around all those um tests and uh just quickly in the whole feasibility study so quickly um big thank you to trustee uh quintetto and vice president again for shepherding the committee through the last few years as well as all the committee members um and to the voters that you know you've pointed out earlier have made um this Bond possible um I was a Committee Member briefly before I became a board member then you can't have three board members on the committee so I do remember um kind of shaping up the criteria and so I do think the site that's being proposed is ideal um for a lot of reasons but you know thinking about back to sort of the generational you know change I mean this will increase property values for the surrounding community and that one of the equity principles we had was and again in Alabama you could put this and lift up communities any of our communities but I really think um a and again we kind of think of it D5 east side right it there's just not a lot of development opportunities because there's land is so locked so um this is Alan Rock right investing in our community not just our bond dollars but lifting up um whole communities with new projects like this so very exciting um I do have some questions uh related I have about three or four questions president so I'm going to start off with um sort of this you know the urgency around affordable housing and I hear hear everybody half of your income going to housing it's a terrible terrible San Jose Silicon Valley standard right the people are putting half of their income to housing it's wrong but and that's why we have the crisis that we're that we're in um so thinking about maximizing the units right you're coming in at 78 units at Matson but I'm reading like maybe 90 is I have no idea back to like you know this is not my world but um you know we have money is there like any sort of creative financing strategy to to figure out how to get the the 12 other units like is that something like Partnerships can happen other people come to the table or it's just like that doesn't work oh yeah yeah let's say the federal government and all of a sudden it's no longer a teacher workforcement okay it's open for everyone and so it becomes an issue our goal is to focus on our workforcement and so that's that's been looked at okay makes it very difficult as soon as you bring me cash from anybody else then all of a sudden it's opened up yeah okay so it defeats the purpose of trying to use this as a way of attractive achievements okay thank you if I could add just another comment on that note as well we'll have two Bond measures that we're working with in the balance department and only one of those Bond measures allows for Workforce housing okay and so the second component of that is as we increase the number of units the costs uh take away from the ability to use that monies for other projects throughout like this Minister plan that yeah put that thought out there as well thank you um yeah just you know obviously looking for more units but now I understand the answer to that question um in terms of sort of this question about sequa right so we have like the the third option which is uh I don't know a b and SB and all that together um like that's a no-brainer we would want to go for the quickest fastest like get sequel out of the way is there and since it's brand new I guess we don't know but is there any downside to to I mean we want to go that way I'm just trying to think like why are the other the other two options are just like status quo the old way how things would go or or could we get denied and have to go through it uh um yeah I would say there's no downside so it's simply if the project um is determined to be eligible which again just based on our initial research we think it is um some of that criteria has to do with on-site environmental conditions which we think there's no issue on so it's things like that as well as um you know that the project is a certain number of units and we've checked that off so we think that the project will be eligible but until we're we're really you know there speaking with the city and and have all our proof you know it's hard to say for sure so I have oh and if I could add on that as well Joanna um these are new tool boxes there are tools that will the state legislators implant limit uh especially SB I think it's AB 2015 it's not even inactive until January 1st so these are efforts by the State Assembly that have given us school districts uh a greater ability uh than the traditional professors that have been in place for years so yeah so it's great that we're going to be first in line for that um I do have a question about and I don't know if this is for you colvera or just how it works maybe in your Santa Clara um place but so we build it a teacher gets a unit a teacher leaves the district what happens to their lease do we still house them those those are the policies that can could be created later on I think we're a little bit ahead of yourself um but those are the policies that um a kind of an outside not the board itself but kind of a non-profit organization that oversees um the maintenance the lease agreement and stuff like that we can put those in place um upon the desire of awards I do have an example uh Jefferson Union um High School District was just completed 122 units in San Bruno has a policy that um should uh resident need the employee of the school district they have to vacate the unit within 90 days and they have a legal opinion that that is um uh that is legal so great thank you and so my last um it's more of a comment just um and I again appreciate all the the committee work the community engagement um and I just think I think we know that change it's hard right new new developments in communities it can it we can see it from a positive standpoint others um will will you know it will be changed and so it will be questioned so I'm just gonna you know be committed to continue to understand what our community engagement process is I think after we move forward with this exciting news right we could be door knocking right to the folks on Lavon or whatever it is because I think um we do need to be very intentional about kind of not selling but you know promoting and hyping what an incredible thing is you know and again maybe we don't want to get too far out ahead because it's 18 months but um I do think our community engagement strategy we can start being once we have the site selected and again I'm fully in support of the Renaissance at Matt's Insight you know that we think about um a more intentional Community engagement process moving forward but thank you everybody I do have a question yes hang on I I do recognize you so trusty Chavez when would that provision be reported from the get-go on the 90 days if they're not employed by the alumrun if divorce results for them yeah so that's at your discretion but yeah typically that would be the way it would be set up thanks sure is that are you finished there Christy challenge okay there's a chance can you repeat your question so um the provision that he talked about uh when uh Sheldon asked when trustee Sheldon asked for the um if they still worked in Alum Rock if they're still employed then yes but if they no longer are employed by Alan walk then the provision would be 90 days that they have to vacate oh that you know uh carpentero you got your your response yes yes all right by the way that would be just that would be documented in the lease agreement yeah uh between the residents so uh they would know that as well I mean it's not going to be a surprise to anyone yeah yeah with regards to that um I'm we've seen that Santa Clara unified has been able to run effectively uh a project similar to this for what 25 plus years uh not more I believe it was completed in 2002 so it's been a good time and so looking forward to seeing those best practices that we don't have to reament the wheels we've already had some of them that's right um and with that said I'd like to if you um allow me that when the when the when the time is appropriate to make a motion um but I'd like to speak on behalf of the work that was done by the committee uh I know a lot of it's already been mentioned but I'm really appreciative of the uh work that everybody was appointed uh we tried and we um and we achieved a good representation from the bargaining units or the leadership at uh different levels and so community members who are are bona fide actively engaged and uh um and so very very proud of the work that was done by his group um that was able to bring um you know diverse voices not always uh you know there was very good questions asked and sometimes we shifted Direction based on the these suggestions and recommendations that were made because we felt that it was going to be a better product a better um and more well thought out uh idea and so thanks to all those who participated in I'm very very appreciative their work um once again we took a very high level approach just be beginning with the very very ten thousand foot level is this going to work is this even um acceptable to the community and so very proud of the support that was granted by the public uh both in the polls as well as in the actual votes that took place um and so uh I'm I'm we ultimately the committee has already been stated uh recommended based on a variety of reasons but the the Renaissance and Medicine site and with that said if you'll allow me I'd like to make a motion uh okay I I have I have a moments program okay yes yeah because I you know the president speaks last but I do uh so that brings it to me but I I do want to first of all uh Express uh my thanks to the workforce housing committee I mean this is your you know in a sense this was your your big idea right you know and and uh vice president Herrero loera for being right you know uh the second you know the other member of the workforce housing committee area Teamsters CSEA uh you know administrators as well as uh Administration members of the administration and members of the community and I may say you know and I am and I spoke to superintendent Bauer and she is and assistant superintendents Chang and Campbell and tariko I I want to kind of uh how uh how you say to uh Mark the you know this major major Milestone of this District this district is a to as uh on you know about we are about to embark on uh the largest single investment uh that this district has made in Generations uh the largest effort of revitalization of our neighborhoods uh in many generations I think it was it the last you know the San Antonio elementary was uh renovated and rebuilt and was it 20 to 2010 and prior to San Antonio the the last last big project this District undertook was 1972 which was the construction of uh and completion of Ocala middle school so I wanted to you know uh you know to appropriately Mark the you know that this is a huge huge step in you know uh you know and I said when I uh ran for you know ran for a full term that you know and as I said when I was first appointed to the sport that I would take a forward-looking approach to so you know to working on the issue the many things that Allen Mark faces and uh this this uh development is uh I think uh in time will be very you know of great benefit to our community of uh you know to help you know in a way to secure this District's future for for years that come so uh with that I I now I have an opportunity to move to uh my question so I just kind of wanted to ask oh you know uh when the study was then uh could you define what political feasibility was yeah that was really to refer to the entitlement process in terms of how the project is ultimately approved thank you so much and you know part of that is uh you know you know in related to the entitlements and I kind of you know as you know as the board all already knows that a lot of my efforts uh with regards to the real vitalization of the East Side Alliance is in a bid to you know although I was not uh on the workforce housing committee I have always been broadly supportive and my work with the uh you know revitalizing the East Side Alliance of school districts is was part in part two uh protect the the local control of our school sites to shepherd shepherd you know help Shepherd this development eventually you know in the entitlement process so I um what the city how what you know is it at any point where the city would would be able to challenge uh you know if we were to you know uh pick any of the uh option three and option two for the entitlement process because it's sort of like I get it I see that there is you know there's a streamlined process but streamline processes can all I you know can also be challenged so I wanted to have a greater understanding of you know what the possible challenges might be um so we had a a preliminary discussion with the city and um I would say our impression so far is that they're definitely in support of the project as a whole but until we go through this uh preliminary review stuff they could only provide so much feedback um that being said in terms of their ability to challenge I think um you know it primarily comes down to our ability to demonstrate why the project is eligible for these two pieces of legislation and granted you know one of them is new so everyone's learning so you know there's that um element to it but I think as long as we can demonstrate that the project is eligible then we'd be in good shape but Bruce if you wanted to add anything yeah the only thing I'd add and I'm sure the district has been through uh sigua uh before that it's always challengeable the question is um will the courts uphold The Challenge and we think again uh relative to ab20 295 and um uh SV 35 um those are pretty bulletproof so there's a great deal of certainty that once we go down that path that the approvals will stay in place thank you so much and with that I also thank you thank you all for your work and your support of our district uh as we work through work through starting this this process so uh with that uh I have a was it going to make a motion uh we're present if you want me um I'd like to move with the approval uh of the accepting and approving the feasibility study and uh selecting the Renaissance at medicine as a site to move forward so I have a motion from Taro to accept the feasibility study and to designate Renaissance at Matson as the site and I have a second from vice president Herrero loera uh with that uh um and this could be it's a procurement question but at what point do we procure or look for um and again I know it's after we're approved but the development developer process and I think there was one other thing we have to procure I can't remember uh um but I I guess my my I I was under the impression like at some point well the board we talked about property managers right they would end up running it but will the board still be making all the decisions on the as the developer right will the developer come to us yes we're not going to become like Alum Rock Properties LLC or something or you know that that'd be a different process that the board will have to decide yes okay so everything will come but we will be looking so we will have a procurement for a developer correct wow okay okay with that I have a motion by clerk Montero second by uh vice president Herrero Valera and saying no further questions or comments by members of the board I'll move to a vote I'll call you as I see you trustee Chavez aye vice president Herrera loera aye yes and myself voting I item 6.01 is approved thank you so much big big things yes we have 27 items is there anywhere oh okay consolidating some of them so that we can uh you know get to closed session yes yes uh for example like um owner actually given time you could have moved some of them too close to to consent but um like 606 through 60 through 608.1 uh oh two throw nine are you comfortable with that one Motion in one motion that's fine uh Mr Chang would you advise I'm sorry what was this question more uh clerk Quintero asked you know if I am 6.02 through 6.09 can be approved uh with one motion class if whisper you know I I'm broadly supportive I just need to you know um I have missed uh before willing to reopen the agenda and please among consent okay that's fine okay so I have a motion to reopen the agenda from clerks I was just reminded that this wasn't a question posed to council previously and we we are not allowed to do that yeah okay oh so we can move okay you have a motion second okay so we I have a motion from question to move what items to consent 6.02 to 6.09 okay so uh can I amend that to include 7.01 and 7.02 those are non-monetary oh yeah okay so the resignation well yep okay resignations is item 9101 okay so I have a motion to approve to move item 6.02 through 09 7.01 you know or I should say two reopen the agenda to move item 6.02 through 09 7.01 7.02 and 9.01 to consent and 8.03 okay and 8.03 so does the original maker of the motion accept those amendments yes yes yes okay uh eight point okay so there is a motion by 12 Quintero to reopen the agenda move item 6.0209 7.01 to NO2 8.03 and 9.01 to the consent calendar and I have a second from vice president Herrero loera who who concurs in amendments so with that out you know uh I'll open I'll call for a road I'll call you as ice do we need public comments okay uh I'll open the the motion to public comment can we omit 802. just 803 just 803 got it okay so I'll open the motion to public comment is there any public comment on the motion oh excuse me research designers and designations is informational among the Empire okay uh okay very good thank you uh Mr clerico uh seeing no public comment on the motion seeing no further questions or comments by members of the board um wrote Our College I see you uh trustee Chavez aye vice president yes and my self-loading I item 6.02 through 6.09 7.01 7.02 8.03 and 9.01 are moved to consent okay very well uh we move to item 7.03 uh proved Consolidated application and Reporting System cars 2021 and 22 2022 23 and 2023 24 reporting and 2023-24 application for funding second motion by trustee Chavez second by clerk Montero Mr Chang request to approve thank you okay I'll open the public comment anything they'll probably come in an item 7.03 questions and comments by members of the board seeing none I'll move to a vote I'll call you as I see you presti Chavez hi vice president and my self-loading I uh item is approved uh for a four to zero with trustee Forrest Shelton uh not voting moving to item 7.04 approved pink to get her designation of California state preschool program same motion by trustee Chavez second by vice president Herrera loera I'll open the public comments seeing none uh questions and comments by members of born I'll move to the world I'll call you as I see you Christy Chavez aye vice president aye Quintero all right Dusty Flores Shelton 7.04 chairman yes but uh yes okay I hear a yes and my self-roading eye item is approved unanimously moving to 7.05 approved California Department of Education Amendment one local agreement for Early Education Services for California state preschool programs within Alum Rock Union Elementary second motion by General second by trustee Chavez I'll open the public comment saying none questions and comments by members of the board saying none uh we'll go vote I'll call you guys see you trusty Chavez aye vice president and okay myself running eye item is approved unanimously uh uh items 7.06 information oh okay uh California yes so uh you know I encourage members to read at the item 7.06 at their uh at the earliest convenience item 7.07 oh wait a minute I still have to take public comment on 706.
APA Lexington and Cypress High School 2015-22 aim summer coordinator since we had the summer program in 2015. Back to the classroom in 2023 and now I'm the athletic director of my alma mater my reputation speaks of my allegiance and dedication to our students of auhsd but I'm here tonight to speak for as a parent and for my colleagues um so the aim summer internship this uh summer our job we had five dedicated teachers working with these interns placed all over the county um the Friday classes purpose is to connect the dots so to speak to get our kids uh the communication skills how to handle conflict Paradigm shifts a lot of fun we spend a lot of time and dedication the teachers work uh tirelessly to connect with these kids this year they were forced to be graded A's whether or not we were working individually with these students contacting parents uh kids that were kind of phoning it in instead of a credit no credit option the grading could hurt our AP students because it's a CTE course could bring their credits down I've since talked to Scott Rendell and so this might be a moot point the pay and I don't want to sound like I'm out here grabbing for money but uh we didn't get paid until September when other summer teachers were paid twice during the summer just a point of Interest this past year last summer 2022 uh three campuses were approached for an Orange County Department of Ed math brand 5 teachers from Cyprus were representative three and myself lasted through the 2022-23 school year during our summer we were promised uh you know monies for resources uh you know unrestricted resources as long as it fit the Paradigm of the grant which was to raise awareness for computer science and underrepresented populations computational thinking in 2023 tonight auhsd I heard was Voting whether or not to approve the ER grant our work has been done right and uh the work has been done our students benefited and still no pay just another point of Interest no iPads no whiteboards no pay creates a lack of faith from our teachers at least or at most and at least creates a lack of enthusiasm to participate in future grants last thing I want to talk about is personal it's a trans care for Trans students in 2022 my youngest in 2022 my youngest graduated Community High School in 2020 my student my youngest was hospitalized for suicide ideation and sell harm slice their face up since 2018 my child's mother and I have worked towards mental health grit and resilience during all of this auhd had changed my gender of my child in Aries without my notification as one touched by this issue I feel it antithetical and hypocritical for a district out in Community Schools parent learning walks and family centers to reject the importance of family when it comes to gender I've heard it said we are protecting trans kids from what our job at school is to educate God for the social emotional we have resources if we're protecting them from families this this is not okay it angers me if we feel for our child's safety there's a system in place where mandated reporters CPS you should call every day on every student if you're worried about families there's a way to address it leaving parents out is not the right choice okay thank you Luis Andreas Perez next um hi bored I have a couple quick questions and it's regarding you guys a special meeting I know under Brown acts special meetings you only need a 24-hour notice I know you guys gave it for 72 hours which is better but the intention is or kind of what I'm getting at is what was the need for the special meeting I know for the past couple years the last time the school district had a meeting that goes past three hours was in 2021 and the last two school board meetings were under an hour additionally uh kind of under Brown act you don't necessarily need to qualify what the special meeting is for I mean it's clearly it was for the school consolidation and it makes sense why it was at Western that not an issue but to that uh there were some packets uh for the school efficiency committee and that data wasn't available on the agenda's packet it was only available if you showed up physically and still to this day if you go onto your guys's website and on agenda none of the data is available in addition to the other packets associated with it but this was clearly printed before the meeting had actually started additionally to to that point the school efficiency committee met from December to April 2023 that was the last time eight meetings directly so again I kind of questioned what was the special meeting for in August when we have two meetings here I understand there's more action items today but last two meetings have been moot in addition to that there was no live stream uh which is the first time you guys have missed the live stream uh to that point even for the Anaheim High School mascot there was live stream I mean not even audio uh either for you guys a special board meeting uh and to that point to the brown act government code section 549-53.5 subsection B any audio or video recording of an open public meeting made for whatever Purpose By or at the direction of the local agency shall be subject to inspection pursuant to the California public tax but now withstanding uh section 34094 and meaning that it could be a race or destroyed 30 days after the recording any inspection of an audio or video recording shall be provided without charge one equipment made available by the local agency you guys to that point your guys's special board meeting there was a camera recording and it was communicated to me by executive staff it only recorded the portion of the consultant and myself I attended the meeting and I had to leave after the consultant's presentation so I missed Pub the comments and the actual discussion of the board and I actually attended a community meeting by Accord in OKO about the Anaheim corruption Scandal so that's the need it was on the same day two parts of different Anaheim and whatnot but uh to that point there was I mean I'm trying to make sense of it what was the missing middle in terms of not having the public broadcast especially for such a contentious item to the fact that the school mascot at Anaheim had a public hearing with a broadcast additionally to that point this is a different uh aspect for the school resource officers I know you guys already agreed that with the city of Anaheim and the other neighboring districts I think it's a bad policy overall it only perpetuates the school-to-prison pipeline and to that specific 41 of the total prison population are Latino males Latino males only make up 31 of the state's population and in Orange County recidivism which is the rate of more likely to occur another crime is the highest amongst youth 14 or 18 year olds and that data is a little bit skewed because the data for north county is higher than South County uh naturally so the 15th oh is that yeah okay sorry about that okay thank you guys so much next we have 15 uh requests to speak all on the same subject Community Schools so it we're going to put a two minute timer on each person so of the the timer will be set up here and the I'm going to tell you when the person comes up to speak first who the next person is so you can be be prepared to walk up the first person is Marita Bermudez and next up will be Maria Gonzalez okay I'm gonna say as fast as I prep for engagement opportunities OKO equipped me with the language and tools necessary to invoke real change in my community this work field my motivation to become more involved in school and its decision-making processes ultimately even sparked my interest in pursuing higher education and a career in the legal field in May of this year I graduated with a degree in legal studies and public policy from the University of California Berkeley I did not hesitate in returning to my hometown to take on a new position as Community organizer with oko I'm here today to ask that you utilize these parents and students full potential to take on bigger roles in shaping their students education I truly believe that we are standing on the brink of a transformative opportunity to reimagine the way that we think about education I would like to take a moment to emphasize that this work is already in full operation I look to the district ambassadors who are here in the room with us today who are actively making the effort to make our schools more culturally and health conscious we only want to reinforce the district's Mission and I say this as someone who was a district Ambassador myself just work to raise student and parent voice I have learned that my voice is heard and valued in my school and District during my time with OKO I've had the opportunity to get involved and learn more about my community I have also learned what a community school is and feel confident I can explain what community schools are it refers to a type of publicly funded school that serves as both an educational institute and a center of community life a community school is both a place and a set partnership between the school and Community Resources at Oco we focus on Building Bridges not breaking them OKO is here as a partnership to educate and Empower not just parents and students but everyone in our entire community Oco is also part of the district site steering committee with this said My Hope for me to see students as members participating in decision making raising their voices and having the confidence to highlight the needs that we and what they would like it to be like to hear these primary school children say I would like to take an art class another child said I would like to be part of a football team or another sport another child said he really liked taking dance and writing classes hearing this from the children made me know that they are happy and that you are all doing a great job I am going to share with you a little of my experience as a member of OKO from the day I joined this organization I felt that the sense of belonging OKO for me is an organization that supports parents and students Empower us and through their guidance create parent and student leaders and through its workshops bill Bridges between students parents Educators members of the district and members of the sub organizations taking these guidelines helped have helped us be part and get involved within Community Schools as well as connecting us with tools with faces or directors of our schools to belong as a support for the institutions and above all our communities I feel very lucky to belong to this organization to belong to the Community Schools committees and to see how more parents and students continue to join or go every day we hope that our relationship with the district continues to grow under the Community Schools model and that we continue to strengthen these Bridges because I believe that if we work as a team we will soon see a great transformation of community that you can equip yourself with the tool set to help them the same way other people have helped you people who without knowing them begin to fill you with love and I believe that this is how we can open our hearts and open ourselves physically and mentally to positive changes for a long time I participated as a green parent at Melrose Elementary School in the community center and as a volunteer with the Placentia Community Helping in those places for a long time and I didn't care about the distance from where I live to be able to get there to that place that was my life and my passion for being there was my reason for life it was a great effort and sacrifice that it is not easy but with the help of God and now what now that my son has transcended to the Anaheim school I hope to use my knowledge and strengths to continue knew my involvement in this new district and learn what community schools are and be able to support with my knowledge and those I will learn thank you so much you pay them up by 2027. I also urge you to reduce the supplemental LOB by at least one bill or 138 000 it's obvious that your stated budgets and expenditures will not meet or exceed the collections from the state in the community and you will again be using these over collections to pad your account Reserves at your end just like you did last year please reduce these levies I am making a modest proposal if enacted USB 348 would still have an increase in its local tax levies of 17 over two years over two year period I believe that an eight or nine percent increase per year is more than any of us get in our own personal budgets make it work for USD 348. thank you who would like to go next it's Richard I have this thing here and I would appreciate because I'm on my very smart person okay I I look at this your presentation comparison of the bills I look at this this is Mill levees that these are prepared by the county ISO but the name names here do not match these here one from one and it's hard for me to understand why I have to try to do a conversion process when you guys have all this information the board and everybody else I want to be able to say oh here's General oh that's this line here oh here's here's Capital athlete oh that's the smelling weird let's see your USD 348 Baldwin City it's uh 20 point the 20 20 25 22 rate was 20.385 I have no idea what USD 348 Baltimore city is well I think it's the LLB but it doesn't matter what I have here from the county does not match what's here now I'm perplexed because if the county is misrepresenting what's happening or USD 340 is misrepresented the military's in funds to me I'm an old geezer I'm about I have probably 10 years left on the service but you guys are taxing the hell out of me not just you but every casting agency you know there's no creativity involved in anything no critical thinking anything when I worked in the corporate world yeah 14 uh my senior CEO the CEO uh what chief CEO made 14 million dollars a year you know how creative he was about in the balance sheet to look good lay people off here what you guys do is bonds and Mill Leverage you guys are going to attack me out of my house it's not a funny issue so I thought to somebody here once and they thought it was funny when I said that that's not a funny matter I live in my house for since 1988.
