Yeah from what I I gathered last year um I would say there's just needed to be more of a more prescriptive approach um I think the the Blended of the ELP standards and blending those with our current grade level standards the other thing is I think making sure that we treat all the students the same have the high expectations for them um we want to make sure they know what Mastery looks like and always expecting them to get there so I think sometimes that it's not always there and so um always making sure we're hitting those proficiency standards to that that high level we're at uh a through F Workshop today and we talked I went to an azella Workshop about the the new way the new assessment how it came out last um last year and we talked about this as there's performance indicators and and you know from all the way down to basic to highly proficient and making sure that we're actually showing and modeling what that is in the classroom at all times I think it's how we how we speak with our kids how what we expect them to write how we expect them to read modeling those things for them so so I think with the schedule changes the Staffing changes and that approach in the classroom and always having that same expectation all the time I think we'll we'll definitely see that Improvement and you did bring up your proficient area so that was that was wonderful thank you for doing that I know you've had a lot of Staffing changes like big Staffing changes even with Administration things like that how do you feel like that's going I think it's been very positive I think uh the the feel of the staff right now although I don't I haven't done an official survey but we've heard a lot of good feedback about the start of the Year we're very excited and um proud of how we how we have kicked off the year I think we're on a very positive approach with where we're where we're going um and I think with seeing last year and what things we needed to kind of adjust and fine-tune I think we're moving moving the right direction academically and um culturally yeah and I I would say too that just in the short time frame of the school year I've heard some very positive things you're a great leader they're lucky to have you for sure and again thank you um for this very detailed presentation appreciate it my pleasure I just want to mention that that Miss Pritchard and I are both the valley moms and uh I can attest to what she said about your leadership I mean I'm still lingering in the social media groups for Valley Vista parents I haven't been kicked out yet yes [Music] but I there's just an increase of in positivity and there's so much so many cheers on there you know for the things that are going on and continue to uh just be amazing things that are happening at Valley um I'm just super grateful for that and I'm excited to to see that your PLC is included in your goal one um and I just wanted to ask you like how do you feel that that's going I know that that's very new still so yeah so professional learning produce I think is always a work in progress um I we know that what what we've what we've noticed we need to focus on um and kind of refining is that that first piece of that goal which was align looking at our assessments and really align our instruction to our assessment so matching at the same level so what type of questions are students going to see on Assessments in our units which is obviously going to match you know our state level assessment making sure that that rigor and the depth of knowledge that their students are expected to do in the classroom um is there so yeah we we've had to sit down with our teams we've done a lot of early release time professional development and working through that so it's going to be a continued work in progress but yeah our teams are growing um and now we know we'll continue to focus and we're looking forward to some of the other pieces that we have from outside um organizations coming in to support great thank you thank you Dr assai gonna introduce our next speaker members of the board it is my pleasure to present Miss Lisa parachini principal of Ashton Ranch good evening Madam president members of the board Dr crota cabinet and Community I am Lisa peruccini proud principal of Ashton Ranch Monsoon mom and I am pleased to be here tonight with Valley Vista to talk to you and present a little bit about Ashton Ranch side data we saw an increase in our Ela data which has had an annual increase in an upward Trend and it but is just shy of the state average of 39 percent our focus is to make the gain greater this year um we did not fare the same in math scores Unfortunately they have been trending downward and are substantially lower than the state average of 31 percent um almost nine percent below the state this is an area of focus which I'll be elaborating later on in this presentation with our goals and our plan AZ PSI which is for fifth and sixth grade I'm sorry Fifth and eighth grade also saw an increase in our scores and is above the state average of 31 percent arazella as well we are not making the gains that we would like to make this year we've revised our master schedule and created classes for targeted instruction for our El population um we are also offering professional development opportunities on El standards and strategies for all of our students or all of our teachers who have Els in their classrooms this is important because our El population has been increasing the state reclassification is 12.7 percent and we are still below that so that is an area of focus um for our CIP and IAP goals and this summer we decided we needed a revamp so we reevaluated our mission and vision to represent what we are about at Ashton Ranch and that is to cultivate a culture of Student Success by working together to develop a safe caring environment to meet high expectations for all without our goal support our mission and vision as well as those of Dysart schools our goals are to increase the number of students who perform at the proficient and highly proficient level by at least three percent bringing that number up to at least 39 and are to hit the state average and reducing the number of minimally proficient students by five percent like what Miss Argent had talked about hitting those numbers our teachers are going to implement effective instruction by meeting the majority of the following criteria which is their objectives posted at the level of the standard at a dok2 or higher 85 or more of students engaged actively at all times and checks for understanding to implement or checks for understanding implemented in each lesson Ash and Ranch will also increase the amount of students parents staff and community members who are likely or very likely to recommend our school at at least 72 at least 75 percent in the annual Dysart survey in order to accomplish goal one we are focusing on plc's providing training on effective plc's with a focus on student learning and data-driven decision making with continued training and monitoring our plcs have established Norms goals meeting dates and agendas and are currently working with protocols to analyze that student performance since we are a campus of Singletons we have restructured our plcs to support both grade level as well as vertical content alignment our TLS will attend PLC meetings and provide feedback as well as our Administration we are continuously monitoring our student progress every quarter our students proficiency levels are analyzed based off of quarterly performance indicators those students who are not mastering their standards are identified for intervention based on those standards our teachers are meeting quarterly with our Administration our TLS and interventionists to review academic progress of identified students and monthly RTI meetings are held for student or for Teacher identified students which will be their focus for those PLC meetings and discussions we are also having our students interact and monitor with their goals they have set their own goals for academic success and students will interact with their own performance standards and revise their goals based on their performance we all know that um Student Success and is relied upon I'm sorry let me say that again it may get to coherent the key to Student Success is effective teaching and well-planned lessons and this is an area of focus for our teachers we are focusing on lesson planning to ensure that they are hitting those components that were mentioned all of their lessons are cross-walked with the CES rubric we are offering professional development with backwards by Design ensuring their objectives are aligned to the standards at the correct levels and that academic engagement and checks for understanding are in each and every lesson all teachers are going to have calendared lessons aligned to content standards scope and sequence benchmarks standards Etc so that we have that alignment and that the administration is providing feedback on a timely basis on those lesson plans and that we use those lesson plans when we do the walks to ensure the Fidelity we're also focused on effective plcs as previously mentioned we have the guidelines established and the teachers are focusing on effective teaching strategies to support that student learning finally We are continuing to refine best practices targeted professional development is planned and based on demonstrated teachers need all teachers are participating in book studies to support research-based best practices and assessments with monthly discussions on how to implement that in the classroom and that we are working with a Dysart instructional protocol for classroom observations for feedback at Ashton Ranch we strive to be a premier Middle School where our students staff families and community members are proud to call home we have expanded our school-wide expectations all of our staff have been trained on the student and staff proud Behavior charts we've scheduled quarterly meetings and events to promote partnership with families and Community to recognize our academic athletic and Arts events and activities we've so far held our Title One Night our open house we athletic parent nights 8th grade parent nights coming up we are increasing staff and student recognition through school-based Behavior programs and our culture Cadre promoting these recognitions on campus and we have been working diligently on making student voice more prominent on our campus we have monthly events that promote student presence such as Town Halls academic celebrations and assemblies and that is what Ashton Ranch is all about thank you so much do we have any questions I do thank you great presentation thank you when you were talking about students who are you're identifying that need to go to interventionists are they doing tutoring small groups what exactly are they doing for the reading and the math for the reading and the math that's a great question we have revamped our schedule we actually got got a reading interventionist this year which we have been lacking and we have a math intervention as well so we have targeted students where for the aasa and for our school grade we have targeted students who show that average to high growth propensity and place them in classes that math club math lab classes that can help promote their growth so that they hit those proficient levels on the aasa so we are doing it not only in the classroom with our teachers with tutoring Etc we also have built-in R2 M2 for our fifth and sixth grade but for our seventh and eighth grade that don't have that opportunity instead of an elective they are placed in a class for more more cohesive and and targeted instruction okay thank you I have a question um first of all thank you for the presentation and thank you for um being forthcoming and honest with the scores I don't think a lot of people understand that the board always knows how schools are doing so um not everyone is necessarily as forthcoming all the time and I always loved honesty so I really prefer that and appreciate you doing that um obviously some concerns with the Azela score so I guess I'd just like to ask Dr crowdo I mean what are what's the district doing to support the school because we have the majority of students at just the basic level and only 10 proficient and I just want to make sure that Miss peruccini and her students and families if they're struggling this bad I just hope that we have a plan on the district level to be helping them Madam president member Pritchard we do have supports on the district level and I'll have Dr psychon outline those supports a Madam president members of the board we identified several schools last year that are focused schools that are receiving extra support Ms perricini has goals one of them is to improve the base of the quality of instruction in every single room to embed English language standards as well you referenced our El our reclassification rate for azella our schools were just visited and we got out of el corrective action which is a celebration we do believe it's because we are more targeted with what we are doing teachers are posting their El objectives they're getting feedback from Dr Longoria's team and back has been going through walking campuses providing campuses with feedback that did not hide that quality of feedback didn't happen last year Amy harchen Amy's assigned to Lisa's school is meeting with the uh with the team on a regular basis I'm going every other week so we are continuing to collaborate and support we are looking at data each time it comes in and working with teachers to really dissect that data is there anything you need that you're not getting uh we are looking forward to um our scores at the end of this year um one thing I did I did not mention of what we're doing for our El with our reading interventionist we have targeted classes for our El population for those students who need that targeted instruction so we have pulled them out of one of their electives as well so that we can get them that um what like Dr acai stated and and to reiterate what Mr Frazier said as well is that we make with the lesson plans that we do we have those El standards in there and that we are continuously having our teachers use those academic conversations and those strategies with all students so that the Els who are in those classrooms as well as in their targeted classes are listening hearing and listening speaking and read and writing in the English language to help them learn so we're anticipating growth with our Advanced numbers okay so you you're getting everything you need then there's anything extra that you feel like would help you or support you and not at this time I am receiving that support with um our conversations they are guiding me in the right direction they listen to my my concerns and my suggestions and we are collaborating beautifully I think thank you I also want to say thank you for including the state averages oh absolutely I know we kind of threw those out to you last minute so thank you and Mr Frazier thank you both that that is our Target to exceed those so abs thank you so much next we will move on to item H1 Dr cardo thank you madam president members board cabinet uh tonight we bring to you nine policies for revision uh do not be confused with our policy revision cycle that's not that what this is these are nine policies um eight of them which are driven by legislative changes and one of them one 102 is just adding language regarding governing board resignation and governing board vacancies that language was taken out so these are changes that are driven by our legislators and the trust these must be adopted and revised before October 1st so we're doing that tonight and then we will start our revision cycle that we normally do looking at each chapter and reading each policy that will begin in November so this is the first piece of it to get all our policies in place and then when we'll start our revision cycle so with that I'll stand for any questions you may have thank you very much um I asked for a discussion on this item because we recently had a neighboring School District where a board member resigned midterm and um the state law says that the board can recommend three candidates but I hope we're never in that boat but in the event that something happens or whatever I would rather have something in place that way if whatever arises then we have a procedure for that so I asked for a board discussion I don't know do we want to discuss having a procedure for recommending those top three names do we want to have that discussion tonight or do we want to table that for another night possibly what are your thoughts on that because we have the policy in place but we don't have any procedures for selecting from the applicants I can Madam president I can take some input and write procedures usually procedures are not done by the governing board the policies are okay and the administration puts the procedures in place so if you kind of guide me I can put some procedures together but they do not need to be board approved just the policy piece so those can be worked in and out and changed however you want so we can do that it doesn't need to be in a board study session I mean a board meeting but I do need some guidance to kind of which way you want to go with that as far as how you select them and all that and we can get a procedure done and it can be reviewed we can put that in a weekly update or something to be reviewed thank you so much do we have any input on a procedure I hope I'm out of something like that were to happen Down the Road God forbid um I would like to have a a process in place that District puts together and you know we approve or um I I do have concerns because that one of the I mean I've seen it before in other districts too but uh the district you're speaking of actually went into executive session I don't know what the norm is to have those conversations whether those conversations would be held in public whether they would be an executive session I don't know what the norm for that is and I know that Miss Pritchard you've been through that process before in Dysart if maybe you could speak to how it's been done in the past not to say that we should use that model but at least consider it and understand it and I honestly haven't looked at that policy for a long time but off the top of my head I remember because we um we had a a death actually of one of our board members and well in the past even before then we've had some board members resign but um in that last scenario there was a process in place and like I said I'd have to refresh my memory by looking at the old policy but it was a collaboration between the board president at the time it was um the president of the Teachers Association DEA um and there was an interview process and then basically they collaborated and came up with names the board president ultimately recommended the names to the county and although they have the opportunity to just choose whomever back then it was kind of like a ranking of first second third choice I always kind of went with the board and board president's like recommendation is how it went so there was like there was some a process and some feedback and some screening of applicants that you know you want to make sure there's a good fit and that type of thing rather than just randomly having the county superintendent just choose one so I kind of liked that better because there was there was process and there was opportunity to again find somebody that was a good fit for Dysart and shared our vision and things like that there was like interview questions I want to say they had to submit like in the application process there were some questions they had to answer to to kind of give us an idea of their vision and that type of thing so it was a good process thank you and then to did the board have an opportunity for a discussion and if so would that be an executive session thing could we legal maybe that's a question for the attorney could we legally have that discussion in an executive session or is by law do we need to have that as a public discussion I will find that out we didn't have an executive session when we did it but it does it's not allowed I have no idea I mean obviously yeah an attorney question but none of it to my knowledge was an executive session it was more a lot of the board president and Association I know that other districts have community members do the interviewing they they're picked by the superintendent and I guess board members can have input into it but they have community members that do some of the screening of candidates that are interested in um board uh appointments thank you I'm just I'm just curious I know that you served in another school district Miss Grant did you have that experience in that District thank you because we did have a member resign and they had community members basically like the superintendent candidates meet and they made the recommendations to the interesting well it kept it kept it not political as much depending on the Community member it depends on the community that's exactly a man president just a side note on this too just to be clear this is driven by a asrs it goes to the Maricopa County but he is not held to picking one of the three candidates that the governing board chooses so by law he can choose anybody he wants so it's not held to those three that they should and that has been done recently actually so and he and he completes those interviews with any any applicants correct I believe he does yes okay well I will say again Ben here when we had a board member we had a vacancy board member resigned and the then County Superintendent appointed someone um and it wasn't anything to do with any feedback from anyone that can be politically driven as well which I believe it was and so again this way when there is a process and there's feedback whether it be from Community or from the board president and the Teachers Association however I just feel like yes where the county superintendent could technically pick anyone I feel like there's a process in place you would hope somebody wouldn't just completely turn a blind eye to it not take it into consideration but correct I think there's value to having some sort of process around the policy and should you adopt this revision to this policy tonight I will work on getting those procedures in place is there anything though that we could still and I'd have to look at it again to add to the actual policy that would guide how the procedures are put in place that we'd want to add or anything Madam president member Pritchard this language that we took and put in here was reviewed by the attorney and this is from our last this is from the old policies so this is word from word from the policies that we switched to although let me ask you as far as if it's word for word under the board reorganization [Music] I didn't remember and could be could be but I didn't remember the word may as far as the board Also may hold an organizational meeting annually during non-election years we've always had a meeting an organizational meeting every year and that I don't recall us ever having the peace in there about um the board and its discretion may vote to elect a new board president before the next scheduled organizational meeting what what Madam president remember pressure what policy you're looking at well the only change to 1102 is adding the piece on resignation of board members and governing board vacancies all the rest are already that's that's the only change to 1102.
is there a second and is there any further discussion all right in that case I will take a roll call vote from the planning board starting with Deepa I passing Jersey guy and Trisha Kendall I so we'll go um so how many that's four votes right there okay so we'll start with Claudia Ben and I yeah Kinsman I greavesai sure no all right so thank you Mr Morgan for your application Amanda welcome to the associate position of the planning board thank you yeah congratulations and thank you both for coming thank you especially and Steve I hope we can find something because you have a lot of energy and knowledge and I hope we can find something for you to to work on here um so at this time though we hate to see them depart the selector I didn't ask for it yet I'll entertain a motion Amanda let him go outside all those in favor say aye aye all right thank you it's been great being here thank you guys thanks luck boys um thank you remind Amanda to get sworn in thank you all and thanks for coming earlier yeah very nice very helpful [Music] yes so remaining on our agenda once we get rid of these folks taking up space at our table um is kind of just the oh we do have to go through the 10 to 60 Main Street um and then we'll have various reports and updates and administrative matters and all the always exciting meeting Minutes review um feel free to stay obviously but we will not feel you know we will not hold it against you if you if you hang out or if you decide to go home Chris did you tell Amanda uh to get sworn in you know we wait uh sorry Kate did you ask me something yeah did you uh tell Amanda to get sworn in um I think Peter did okay so yes so um okay yeah they as I as I um okay um the scenic um Scenic Rhodes is just always on there because it's an ongoing thing we're trying to get um out to the public um so I guess that's um we are going to get to it um yeah we are and fairly shortly so you might just want to hold on a minute um because I I know you had asked um had a similar concern I think at another meeting [Music] I haven't been around that long foreign are we still um yeah Kate's here okay so we're still good and we're still on okay so um Peter I'm going to let you have the 10 to 60 Main Street um special permit and site blend review so yes uh so 1060 matrix it's been in front of us for over a year now I know I'm not too I'm not going to go into great depth explaining the history of where we were obviously with the project obviously everyone knows exactly but I'm starting to think like I do but yeah uh and so really applicants uh I believe uh well he has filed on August 22nd 2023 a request from his attorney Mr Joe antonellis uh which is in your packet under tab number two um a request to withdraw the project without prejudice and so um that was file with that here uh with with the Plenty in office at our last meeting it was that project was continued to this date as you remember we have not heard this project since last may they requested a 60-day continuance and then again they another 30-day continuance on top of that so it was before the summer time since we actually had a open public hearing with this app application and so this request was submitted to me on the on the 21st of August obviously tonight was the night it was that project was continued and says therefore it tonight is is why it is showing up on the agenda um reasons why I think you know I think we can all kind of look at different angles you know but at the end of the day we're not the developer you know and so you know I don't know if we want to start theorizing about what happened but I think at the end of the day the project that was proposed two years ago um was not financiable and and so I do know that you know Mr Gordon was trying to find a partner a development partner I think he was unable to do that and or he struggled um to make and or to find a development partner and so therefore um he decided to withdraw the project into a file which with withdrawal and look at alter all you know different opportunities for property and so that is what they're this is what could lie ahead in the future obviously um they could refile they could refile as a 40b right now our shared our subsidized housing inventory is around 5.96 and so that is a possibility but at this point I think the project was designed and it was proposed uh using the bylaws using the add District it did not calculate anymore at the end of the day and and so that was that has been my major takeaway um from the conversations I've had with the application team and so obviously the withdrawal of this application you know when we already even though I would say it was still fairly early in the process but when we put a lot of work into it deep and I were in a committee even before way before it even came to planning board the working group but Peter you were a part of I would say it's four years yeah five years so um it is disappointing I know this is pointing to many yeah so it's frustrating especially when we started to see some good image images of coming of that it was kind of two steps forward one step back all the time but it was really kind of a blow when I found out that this was being pulled um because I thought we were making Headway it's such an important site for Ashland and um just hoping that uh you know it finds a good pathway for for Ashland um why is this appearing now or has it always been there it's just that we never talked about it you mean right here the one agenda like the solar overlay district is the last Point yeah I think that's been there before that there's an overlay District that covers downtown inner is correct so there is a solar Rover District usually it usually is weaved in with our industrial zoning and so all of Pleasant Street along Pleasant Street that's all zoned with our our solar or with it's within our overlay solar District but it's not a category that so in the on the major zoning map that you would see online through like Maps GIS or people GIS it's there okay okay yep that District obviously create helped create the how Street landfill solar array that's the cap landfill that the town owned that they release out what we developed with I believe amaresco to develop solar solar and then also if you go on Memorial Drive where um uh Citizens Energy Joe Kennedy they developed the solar site that is a budding uh the Memorial Drive and then also the area of the cap the landfill so that's all solar 16 Acres but it is within the downtown within zoning so one thing I wanted to say about this project I'm not going to repeat everything Trisha said because I agree that it's it was frustrating to do all that work and land where we did but I'm going to try to kind of imagine some lessons learned at least and I'll share one for me which is that viability of a project is not necessarily our expertise as a planning board it's not necessarily in our jurisdiction to say oh this is viable or this isn't viable but I do think for me one of the takeaways is that we need more resources as a planning board to understand what makes a project viable and what data points we need to understand it better so that there's almost like a language barrier between us and the developer in this project where there were these points in the conversation that I remember where we would say well why can't you do this he would respond well it's not viable tell us why and we couldn't quite get through that and so for me that is one one of my takeaways that I as a planning board member want to learn more about Economic Development and viability of what kind of projects are viable right now so I've started some of that research on my own kind of learning more about the challenges of commercial real estate right now what kind of what kind of businesses are actually looking to grow and obviously we have certain zoning challenges because we don't allow certain kinds of things downtown those are some of the things I'm taking away from this project and I hope that we as a planning board can try to make an effort when projects like this come forward that kind of disappear when we do all this work on them that maybe we need to more openly talk post more than kind of what did we learn and what can we take away from it yeah I do too I think when we have a full board again I think that would be that might be a great topic of what did we learn what might we do differently next time as as a board and make sure you jump in because I keep forgetting you're up there just you know feels like an empty room so um well along that lines I I do have I think we need to revisit under our zoning that um that cap on the fee on forward base code because if this was we um 301 Pond withdrew and we kept a portion of their fee which was I recall somewhere around twenty one thousand dollars for a much much much more limited time in front of the town of the planning board so that means essentially this cost us a lot of money from the town over that year and I I think we all agree on the board we've talked and we liked the idea of an incentive so I I don't think that's a negative but certainly um I think the costs are out of whack we learn from that so we probably should revisit that and Kate I for when I'm not as familiar with that can you just like explain it a little bit you mean a developer has to put in money basically I can take it well it's the uh application fees right but there's there's a waiver that can be granted um if the town planner says this meets our form-based code and then it's it's sort of a cap on the feed so Grant some kind of waiver Peter there's no waiver so it's in the bylaw that that any applique so it's in the bylaw there's no waiver um in my I in my eyes there's no way ever you know the application um if the application meets a zoning you know and and I would say the uh not to I have the bottles right behind me but if if the application meets the purpose of the Adda and or the old action downtown overlay District that the application fee is no greater than four thousand dollars so we put a maximum cap on it to say four thousand dollars for any project that is using add for its permanent Avenue and and so I think what Kate and and I agree with Kate you know there was a lot of time and effort spent on this project you know and um and so you know per se in in comparison where you have um 100 Chestnut Street right where they paid you know 500 per unit within that application fee they pay the application fee of thousands of dollars right call it just to make up numbers here thirty thousand dollars Thirty you know forty thousand dollars wherever it was but you know for this project of its size and its magnitudes of its scale the town just did not collect that large application fee the way the zoning bylaws there's literally it's one line in the zoning bylaws and I can point it out at the next meeting or I can send out a link to the planning board to say this is this is the line and I know the bottles are behind me I could grab it but yeah it caps the application fee at four thousand dollars now the applicant is still paying a peer review costs and all those Elements which is through that 53g account just like all of the applications but the town yes is not benefiting from a one-time large application fee and that was put in and to tell you the truth that was something that you know working with Tricia and I think you both were on the board in 2001 when we re when we before my time it was before both of you no um back in 2001 Trisha just going on excuse me 2020 oh my gosh did I say 2001 always [Laughter] excuse me 21.
so what did we applying who would apply for I applied for the entire district for all of the schools because we want to create robust tier one and tier two um and really begin to partner up uh to address a lot of the things that you were talking about earlier in terms of healthier boundaries for kids ipd all of those things so um we're writing it to really create uh like I said The more robust tier one tier two we also want to uh build out more Partnerships with County with City uh to really begin to serve our kids um and real time more more so and also build our capacity to create spaces that are no wrong door that are zero to ninety nine um we want to serve our kids in our community so we did write for it um fingers crossed candles so what was the what's the dollar cap for us uh dollar cap for those was eight million 850 000 and that's over the three year spread altogether so it's about two million three hundred a year or three years and that goes to State CDE and then so it was CDE um because what happened was the feds basically sent the monies up to the uh State education agencies and so CBE is getting 118 million um so I asked for just a little for us okay thank you of course thank you so much all right any further questions and comments by members of the board alrighty let's see you know her comments and questions I'll move to a vote I'll call you as I see you trustee Chavez hi uh or vice president Herrera aye Quintero and my um crusty foreign yes and my self-loading eye item is approved uh moving to item 10.01 uh well I will just ask him will the maker the motion read the dollar amount because I need my vocal cords school year is the amount of 1370.
no we already did we already did that one excuse me 11.8 remember memorandum of understanding mou Jennifer Goldstein uh PhD motion a second questions zero level 9 independent contractor agreements pull that one back before we everybody's looking at me cross I think what's going on over there okay uh superintendent staff report thank you very much I have one um really amazing thing that happened with the district we had Michael fullen author of 45 books on education leadership spent almost a day in the district with his team going deep with our performance task assessments our work with artificial intelligence and at Cadence our work with Community Schools and he specifically wanted to see our farm as well as a cyber security team and uh he is also written about auhsd in his new book called the drivers so um hopefully we'll have a chance to read that we're looking forward to more work with the doc with Michael fullen I just have two quick reports first of all in in in in connection with what we heard during public comments tonight from OKO in their support of our district and our community school approach I wanted to let you know that next week we're excited we begin our journey this year with a series of visits from different districts and Educators throughout the state as you may recall we are at demonstration district and next week on the 21st of September We Begin our journey our first one for the year where I think we have I don't know over 70 60 some odd people 65 people coming to visit uh and be a part of our leading and learning future lab experience so I'm excited to share that we also have on that day added to the mix the Stewart foundations board coming to be a part of that experience so that's pretty amazing because as you know they've also funded a number of initiatives in our district so they're coming specifically to learn more about our work with not just Community Schools but they also want to see our Mac lab and just the work being done within our district so another opportunity to engage with with funders who are committed to transforming education so exciting in terms of coming up and I want to thank Carlos Hernandez and his team and of course I know we have a number of Ed staff folks who will be participating in the the leading and learning lab next week because we have so many folks that are going to be there so thank you guys for your leadership and then I also just wanted to remind everyone because we won't be back together as a group until after this but next month we have two big events right the October 9th is our Ed Summit that's our professional learning day that we we have across the district and I'm grateful that we're going to be to the business office we're going to be back in cook Auditorium so we can bring everyone together again like we've done in the past and I wanted to thank Guyana Fujimoto I know she's not here but her leadership is our coordinator professional learning and of course our amazing curriculum Specialists who really have taken the lead on planning that day where we're going to go deeper as Mike just talked about with our performance task assessments and our Capstone really making sure the elements of our career preparedness systems framework is Alive and Well in classrooms every day and then that I'll say that for now so oh the October 10th College uh career fair right that's another big event that should be on your calendars uh the biggest college of Carefree there in the world I mean we're bigger than this day we're bigger than country it's it's massive so it's the Galaxy we have the Galaxy so I'm hoping that you can make the time to be at our event at the and I'm convention center but it's it's gonna be spectacular so just want to make sure that's on your calendar on your radar thank you yeah I just want to just take a quick moment just to recognize all of our administrators um across the district but us and and these that are in the room right now um uh they work tirelessly uh just day in and day out and um uh just what they give to the district and to the students and families and Community um you know you could never you could never Define it so uh thank you from the bottom of my heart and on on the behalf of all of us um it is is so greatly appreciated thank you I'd like to take this time to congratulate the new chief of police for Anaheim I um is Chief Rick armaderes he was soaring today I was invited to attend by him personally so I was very excited to be there today it was a very heartwarming event his family was there he has three three girls and they lived right here in Anaheim as well and so I just want to congratulate the new Chief and I think for all his effort we were able to put the sros already into our schools at this point we are just a couple uh some of them were still waiting but um if they're coming as you know as we speak and so I have a meeting with him as well next week to talk about some of these other things and he's a great partner already to start and so we're very excited for him so thank you nobody else okay doesn't look like it or a little light over there a little light that's okay Miss Guerrero yes thank you um so this month I had the opportunity to attend um the auhsd and city of Anaheim liaison meeting so I want to take the time thank mayor Aiken uh new Chief armadaris and many of our Anaheim City staff and auhc staff um for being part of that meeting along with the trustee Randall Trejo I also had the chance to attend the principals meeting and welcome our principals to the upcoming school year and then last week I had the opportunity uh to attend the Mac got a very important visit from the governor's chief Service Officer Josh Friday and our Anaheim Mayor Ashley Aitkin and the students had the opportunity to share their experience with The Californians for all youth jobs Corp scrant which just employed 50 of our auhsc students this summer so I want to thank them for visiting our school thank you to Magnolia High School for hosting and for our Innovative programs and instructional systems team for their work and putting that together and then it is back to school season so I had the pleasure to attend a few back to schools along with my colleagues I've attended cva's back to school breakfast I attended Sycamore Junior High School's Anaheim high schools Brookhurst Junior High School Katella High School hope and orange View and just want to thank all the parents and families and community that joined us throughout back to school night thank you that concludes Percy okay since uh our last meeting I was able to attend the Mac with the mayor also and the California's for all Grant and it was really a well done presentation I was uh um you know glad I was able to make it um I love going to the mac and I've advertised the Mac I was up at my Kiwanis meeting um this past month and I I was talking about the mac and I had I had some of them become interested in it so now I've been able to get information from Sabina and I TR you know I sent it out to all the members of my Kiwanis group and hopefully maybe some of them will go they want to see the mac and maybe even order some produce boxes so I thought all right so um and then I uh attended the student discipline committee meeting and that was interesting because um I'm learning what some of our campuses are doing now and I'm a great one about this no phones you know the minute eight o'clock Rings there's no phone seen it's a great because I think these phones which are not phones they're mini computers are a detriment to our kids okay they should all have Jitter bugs where they all they can do is text and talk you know that should be it of course they you know they think oh you can't do that to us okay I attended the special board meeting where we had to consider the consolidation of Western and orange View and um there were quite a few public speakers and um I I think a number of the community were aware of it and we at in attendance and that was the idea of having the board meeting there at Western so the community could come in and it was at a time that they could come after you know the school day I also attended the back to school night for Cyprus and Kennedy and I have to say this normally when I go to Kennedy's back to school night every year it has been absolutely scorching this year it was beautiful it was pleasant it wasn't super hot there was a nice breeze and I didn't feel like ah you know I was burning up so that was nice yeah they they got blessed with good weather um and I also attended the Cyprus in the Anaheim Union High School District ad hoc committee meeting where we meet quarterly with the city of Cyprus and discuss the issues that it would be coming up between the city and I am very proud of my city for the cooperation that they give to school district and we cooperate in many ways and right now I'm very proud of my district for cooperating with the Cypress Parks and Rec where they have allowed the Cypress girls softball to utilize Walker Junior High for practice and play while Cypress Arnold Park is being torn apart and redone which is going to take like a year so we had several Fields sitting unused for quite a while since the Continental Little League left the use of that field so Cypress girls softball came in rejuvenated a couple of fields for softball instead of baseball and they are loving and working hard to do everything that you know is supposed to be done I had to laugh because when I went to the game on Saturday for my youngest granddaughter I looked at the sign up there and it says no seeds and I went all right no dogs you know they're they're making sure everybody knows and I made the comment they had trash cans at each field but there's only two but he says you really need more than that you know so she's gonna buy four or six more I said you need one in the parking lot you need one here you need one there because people need to be they need to see it easily so they were going to do that so that I want to you know thank the district for working with the city well on that and then I attended the insurance committee meeting and there I guess it was a lot of agreement and nobody wanted to change anything so um we are once again going to be going after our insurance I won't say anything else okay um and the PTA breakfast I went to the PTA breakfast this week that was really nice and and I had a good rundown of the work of the PTSA and I joined them all along with Brian we were there so we joined them all Peggy wouldn't let me get out because she called me out for not having joined yet so I had to join and one other thing now uh reading the Sunday paper their daily pilot times for Orange County had a nice big spread on one of our girls from Savannah High School so um I'm it's and she was a Girls Inc member and um so I'm going to have Paulina copy this and send it out in our our confidential thing tomorrow but I thought this was a really nice article and you should all see it now I'm getting this now and I don't know why but I'm getting the LA Times along with the Orange County register and I was on yeah that's okay I like reading it you know I didn't know that was still printed anymore they put our kids in there yeah I knew that from decades yeah well Miss Smith I attended the discipline committee and it's very informative to listen to people give you their experience of what their witnessing in schools and the phone situation and I said to my husband the other day with all the mental health problems that we have in the in this world today the effect on education and our youth and I told my husband I think there is one thing that mental health is not going to be able to ever change and that is the addiction that our our youth have on their phones I see people riding with their phone on on bicycles going through red stop lights on their phone and kids walking in school and I don't know what the answer to this but it was part of the discussion of the discipline committee because it is a serious situation that we as a society are all dealing with and I hope somewhere somehow this could be rectified because it's frightening and I did attend the Mac event over at Anaheim Magnolia High School and it was lovely and it's a wonderful showpiece which is rather unique and um at the orange view Western board meeting I sat there and I listened to people speak to us and I'm thinking to myself this is America they could give their views their feelings many of these people were very very upset but you wouldn't have it in Russia or North Korea or maybe Hanoi and I felt very blessed that we live in a country where we can speak as we choose to an elected School Board and not like what their decision is going to be but accept change because change is part of life and it happens and the insurance committee the only comment I have is the health care System in my opinion is partly crumbling it is very very difficult for people to get health care per the way they got it from their for their system or systems that they've been involved in I hear this from numerous people and it's worrisome one lady told me she has a PPO and she's with anthem and she told me that all the Hoops that she was having to go through to access care so it's life today but um I I had to speak my piece and I want to congratulate Daniela for joining us I hope you like us and I did say to her she'll never forget this as long as she lives she'll share this experience with her children and her grandchildren and other people that she connects because this will be part of your internal conversation with yourself what you learn in this process so welcome it's a joy to have you and lastly I just want to thank you all of you starting with Miss Patty back there because I can't believe what you do and what you accomplish is beyond my mindset and all of you people are sitting here doing what you do on a daily job and how you make this disorganization proud so thank you Mr alfredo thank you Catherine thank you Mr O'Neill I also want to welcome you to the Deus here and uh we're here to learn from you okay so I know you're going to have opportunities to give us your opinion this year and we look forward to hearing it all right and welcome thank you all right I attended my ROP meeting last night and I think it was probably we set a record we're being the longest ROP meeting um but anyhow we had a great presentation from Michael Holton from loera uh the Drone teacher ROP teacher and he actually brought um the the drones um I don't know that I didn't remember the the the uh the names of them but it made him in small yeah they were there was a big medium and then there was this a big a small and a tiny okay yeah and he actually demonstrated it in one of our trustees um was brave enough to to fly it so that was a really wonderful um presentation um I attended a wonderful hopes back to school night and it's always a pleasure to go there um and everybody was just so excited and happy to be on campus and the kids were there and teachers are ready to go and um my daughter Arya came with me and she said that she saw somebody a teacher that she knew and lo and behold it was a former Oxford student teaching at hope school so cool and she used to play volleyball with her so that was an extra treat to find that out and of course the Anaheim liaison meeting oh my gosh that was a pleasure I hope we get to continue doing that um a long time coming for that meeting about our special meeting thank you Catherine for um for your words about um how you know we uh we're democracy here and um you know change is hard for everyone um and I want to thank the committee for um their recommendation I think it was probably the best recommendation that um you know and this this is unfortunate circumstance but I think that was uh probably one of the best recommendations that I've ever seen to um to rectify a situation I call it a commingling I don't call it a merger and one of the students besides one of our ambassadors who spoke very eloquently Western student um who who really is embracing the idea and looking at it as an opportunity to really Mentor the incoming students there I was very proud of him for that but also another student who said that um she probably is not going to like their decision but she will respect it you remember her and um I I was very touched I thought she modeled you know um adult Behavior so I'll leave it at that um I'm looking forward to uh Saturday uh cyprus's 50th um anniversary and all the uh fun things coming our way and I have a future ask coming up so your turn my turn okay thank you ladies real quick I unfortunately have only been able to attend four back to school nights this year because of other uh ICA commitments out of the area um yesterday I had the pleasure of attending the PTA breakfast which is always a joy to get up at be here at seven o'clock in the morning um but it's always enjoyable to see people and and hear what PTA has to say it's a educational and last night was our ROP board meeting as as you just heard that it was very informative we had a long long uh closed session that's what really took us into the late hours of the night but you never know what that's going to bring so it was always interesting uh that's all I have for for that except I want to welcome you to the diocese we look forward to hearing about you and uh your reports in the future and hearing your comments and uh keep an open mind it's a learning experience I'm sure that you'll take get a lot of good takeaways from us from what you hear you see from the audience what you know the presentations like tonight was a perfect night for for uh people to come up and and speak their minds and you got to hear that first chance of those are the type of things that you're going to hear in the future so it's a good experience for you um that said I want to thank the administrators sitting to my right and out in the audience and everybody that is not here and that is looking online for all the work that you do in educating Our Youth and supporting the teachers and all everybody uh it's it's amazing what what takes place and people just cannot appreciate how much uh effort that goes into developing the programs and then getting it out to to the students and that's those are our customers our students so with that said we have future planning dates of October 12th is our next meeting date at 6 pm except for closed session beforehand and Thursday November 16th after that and suggested agenda item somebody mentioned that yes yes and I want to personally thank uh Jared I forgot I knew there was something I forgot Jaron went to the Anaheim council meeting and we didn't get to speak for five hours we were there from five to ten oh my God and it was 10 o'clock before we were able to speak but I want to personally thank you for your words and your dedication to our district it was very important that you be there representing Michael and everyone and Dr Danny was also there from Anaheim elementary school and uh it it it it helped a lot so thank you for that I would like to ask because I think there is a misconception about what sros are and I think that we really need to um do a presentation here to really talk about the positive of you know what they bring to our community absolutely if it's okay with the board we're still waiting I think on the final two estros from Anaheim to be processed so once they are in place we'd like to do a presentation where we can actually invite not only our sros and Anaheim but our sros who are in La Palma and Cyprus as well so you can be introduced to all of them and then we can also talk about the program and what it looks like and what it isn't super yeah so once we have this process we can bring it to the the most upcoming board meeting after that thank you uh I know August has passed but I would love the board to consider recognizing August as Chicano Chicano Heritage Month it was recently recognized by the Orange County led by supervisor Sorrento and was introduced in the federal government by Congressman Korea and it honors our community in civil rights for Mexican Americans which many of our students identify as um so I would love to see that in the future August meetings let's look at that okay do you have anything more than um I I can submit some language or some yeah forward yes I can okay we'll do thank you okay my turn I guess sure I have something okay I brought this up but I wanted I I got a email or a text from Connor trout of Buena Park and I would like to read this to you because this is something I want us to consider every year the city of Buena Park partners with the Fullerton joint Union High School District to create and install 25 light pole banners across North Buena Park to honor 25 students the Banners are installed prior to graduation remain hung through the end of summer then are given to the students and their families at our Buena Park Goes to College event the total cost is approximately 4 000 a year split 50 50 between the city and the district I continue to believe that the city must do more to ensure equal focus on auhsd students and families in South Buena Park as it does with the Fullerton joint Union High School District and Buena Park High why I am reaching out I'd like to create a similar program with Anaheim Union where we honor 25 students split as five students from each high school with attendance boundaries in our city that would be Cyprus Kennedy Oxford Savannah and Western uh would you be interested in to you know to partner to make this a reality and so um he was reaching out to me but I said you know I think that's a great idea and I wanted to bring it up and I think you know and I approached it but I wanted everyone to hear that because this is the one thing every time I go to the Buena Park state of the city you know I'm waiting to see if they say anything about Anaheim Union we have five schools that have their students now I don't know how many we have but Buena Park kids go to all five schools so finding five you know seniors and whatever I think would be great because they live in Buena Park mm-hmm no and they go to our schools so I'd like to I'd like to see something about working this out interesting to look into and see how it's done and yeah yeah okay all right okay with that said do we have a motion it's all moved second any discussion we can do 4-0 all in favor say aye aye four zero good night everyone good night
we already approved the agenda for that and so now we're gonna go into the snate oh yeah it's just a visual block with the like I think he's there um back on for the budget presentation now for 23.24 all right and I I'm gonna hijack the first uh several slides here um as we get into the project here um and so for the board I want you to notice some of some additional information that we'll be talking about this year good uh last year you know haven't been a new superintendent um kind of learned some some things here so with that I want to talk about uh with the budget one of the things we've talked about uh for quite a while is the importance of our mission statement and our mission statement statement should be driving what we do and the decisions that we make and when it's coming to the budget your budget needs to reflect your mission statement and that's preparing students to positively impact the world through academic social emotional and behavioral success that's that's our why that's what we're doing in the district that's what we're doing in our buildings that's what we're doing in our classrooms with that as we've talked about before prior to my uh coming on board with the district that you started a strategic planning process that include included hours of conversation survey results discussions that led to the identification of these uh four target areas and our budget needs to also reflect efforts that are going into these target areas bearing students for Success supporting the needs of students and staff engagement in schools and school activities and Target area four operational effectiveness and maintaining and improving facilities to create safe healthy and inspiring learning spaces and finally the efforts that we put into our budget goes into what we're trying to accomplish as a as goals for our district um from uh social emotional standpoint we'd like to see our students scoring low risk um on my Savers by 27.
okay so the date and time for our next meeting is on Thursday October 12 2023 with a workshop at 5 30 and the meeting beginning at six o'clock got it do I have a motion to adjourn this meeting I'll make a motion that we adjourn this meeting all those in favor I'm Melinda sabroski aye Charlene Diaz hi Fred Rushton hi Barbara zarzicki [Applause] please yes thank you oh thank you [Music]
yeah no I you just had all of them linked on there so I was just looking since they're all in one vote I was just looking at all of them okay are you looking at 1-103 okay yeah all right I'm on one on two still and then um so yeah the board has its discretion may vote to elect a new board president before the next scheduled organizational meeting I don't again could be wrong don't personally remember that ever being in our previous policy we've always just done it every year it wasn't a may it was a if anything changing that word to Shell we have one every year a man president I believe that is one of the changes is May you do not have to hold it every year um and the legislation in this requires that an organizational meeting held anytime in January it used to read before January 15th and the legislation has changed that to remove the requirement that the organization mean be held prior to January 15th I believe the only time that you need to have an organizational meeting and why it says may is if there's a change in the board but can we is this like any other time we've approved policies we can change the wording if we want to Madam president member Pritchard yes but that comes up in our revision cycle which will be start in for chapter one will be in November this is just to adapt adopt the changes from the legislature right now okay so this is basically just to make sure everything's legal correct okay I'm not sure if he answered your question or I don't know but so for the organizational meeting so it's the board shall elect a president from among the board members but then it's so after you do that in the January you may elect a new board president so in other words if you weren't thrilled someone wanted to call for a new election the first one though the first sentence is um they may like that I heard I was looking at the second paragraph okay and so it you shall do it in the January following an election but then it says you may hold one and I get it during non-election years and we usually just do it every year I get it yeah but then the bottom one you're right I mean I just yeah I guess technically you could okay I was yeah I was looking at the wrong paragraph but to that one about having a new meeting or right it's like I don't know if it's a board we want to like um have that option to just change it up I don't know or do we have the opportunity to even discuss this right now yeah it's action a man president know that the agenda item is to approve the changes legislatively the revision Cycles coming up in November and in the interest of time I don't care that we hash this out right now as long as it's before January it's coming up in November we're doing it in November so I think that's fine okay so we're we are just adopting the legislative changes and we shouldn't be adding our own stuff right now correct got it okay and do you feel like you have input to create a procedure Madam president yes I will get working on that and show you what we have for procedures all right any other points of discussion or questions okay with that I move to approve the adoption of the trust model policy revisions motion made by Crystal Chaffin seconded by Joe Grant and you're going to think that's a ridiculous vote just to explain my vote but I know that I'm not going to be okay with it so I'm not going to say I'm okay with it today and change my mind two months from now so I'm just abstaining it's just a principal thing thank you motion carries all right we will move on to H2 Dr Credo thank you madam president members of the board cabinet um in our bond override item last week we had a board study session on a on talking about our current reality of bond override and a potential for providing new information on a potential to form a committee to study a potential for going out to a bond and override in 2024.
in 21 when we Revisited Adda we resid we revisit a lot that deal with mass flat roofs setbacks that was where I really our main goals because at that point you know there was 21 Main Street that was the only project it was 21 Main Street and 128 Main Street were the only two projects that have ever manipul ever utilized add zoning and and so with that when the town I believe adopted the new zoning the EDD zoning the whole Farm based code zoning which I believe was in like the 2013 realm time period it just to to motivate development it capped the the application if you have four thousand dollars I don't know where that number comes from I can only imagine but that is the one line in the application I think what I allowed to this electrician construction all along is after this new board came along we ripped layer by layer and went back to basics when we started to look at the design which not only helped answer a lot of those or concern a lot of the community raised about the existing historic buildings materiality the look and feel I think when this new board came on we literally started from scratch which by then that group had already put in two years of work which feels like they've been on this for a long time but reality is the two years changed the course of the project a lot right we went we started from scratch we went back to the basics we went to the concepts and I think it is unfortunate that they have been on it prior to that I think when we had that committee subcommittee they were on it for two years and there was always those renderings that was presented and how the community reacted to it and but when we started on it we said let's throw that away and start from scratch which helped but it just felt like it was a long process so it I wish we had I think it's so important for as a planning board to have a very clean process so that we take every project that way you respect to who is on the board and we heard tonight like we go round and round on topics it was so crucial to do that because each one of us brings such different viewpoints to the table and somewhere along the community members connect to those viewpoints whether it is design that was connected to materiality Historic nature of the downtown or whatever it is really important to have those conversations and sometimes it's unfortunate we have to get into the weeds and we have to go around and run about it without saying don't share more than a sentence it becomes hard so we had that couple of times tonight as we seem to go round and round but that was what the process was all about with for 10 and 60 main yeah I'm not trying to defend the plenty and but I will say this you know and I think going back to when we approve 10 to 30 I mean the Chestnut Street project Roy McDonald sat here and I think it was Anna that you asked him like what you know what was your takeaway you know working with the Plenty board and he said yeah you know we did go round and round on some topics but at the end of the day we came out with a much better project than we started with yeah you know what I mean so I think one of those guys that's kind of it's a pro and call conversation I I will say this particular project it would have been helpful to in light of all the effort that everyone invested I for one would have appreciated the applicant being here tonight because I think it would have given us a lot more context for where we are what they're thinking um I suspect this is not the last time we're going to see this project and and I do think it might be useful for us as a planning word to consider under what circumstances we certainly can't require people to show up when they have a withdrawal but maybe we should encourage it because it does have a purpose for the future of course they're not going to want to be here at 10 o'clock application but um so why don't we leave any I think we're wrapped up anyway on that but so um someone want to make that motion we still have to accept the withdrawal of the application I'll make a motion to accept the withdrawal of 10 to 60 Main Street special permanence like plan review application and without prejudice excuse me thank you and a roll call vote Anna tasmaniskey I passenger is a guy and Trisha Kendall I all right so um going on to topics again this is just where we kind of Hit the high points of anything that's happened so the first one of those is Scenic roads and uh normally I would say there's probably nothing going on with Scenic roads but I am actually seeing Mr Morgan in the audience I am actually not familiar with what you're talking about with um sustainability committee having anything to do with Scenic roads be while Mr Morgan is walking up to the to the can I ask a very quick question I want to say the last and this is in the minutes I had said hey I can help Peter or Alvaro put together a list of the trees on scenic routes that we've cut down or need to replant and I can't remember what happened with that so I can take care of that you're doing that I can take care of that not a big deal before Mr Morgan States I do want to say as an update we did order we did actually go through it remember the last meeting I said there's going to be a lot of over work with um to go through you know that whole long list I think it was 500 abutters on all those roads about if there's any condo associations yeah so Alvar and I went back through we're scrubbing that we're scrubbing everything that list did not include any of the condos right and so we are going to send it out to about 500 people we ordered all the PO the postcards and we're all also going to contact the condo associations but um so that is in the process and it was correct we did finalize and formalize that um postcard and so we should be able to kind of roll through that so it's just actually people who are actually on the road not coming correct correct and so you know the talent there was Tylenol properties on it so Alva was going through or scrubbing that list we don't want to send it out to more people than we already have or send them back to ourselves so that is happening it's so kind of move forward excuse me Mr Morgan microphone's yours all right well I I didn't have a lot to say but uh since the question uh was asked um the sustainability committee was about six months behind on the minutes so it's not surprising that you didn't see their minutes um I did have an open meeting law complaint that got resolved that caused them to post all their overdue minutes um I hope that was seen as positive so there are minutes there now that you could look at but they apparently have an ongoing Topic in their form and sustainability where they expect to bring a new tree by law to the pet town meeting now I don't know why they would be involved in the scenic Road in the tree bylaw which is why I'm concerned because I don't see that as a sustainability scope but they're working on a bylaw and I think they need to come here perhaps to talk to the planning board and explain what they're doing so um jurisdiction so they did come to us to tell us about their tree bylaw I think I chair that meeting I think Trisha was out but what I can tell you is we did not discuss scenic route specifically the tree bylaw would apply to the entire town of Ashland so perhaps you're referencing some kind of Distinction on their agenda which I haven't seen so but just so you're clear they've been very transparent with us and we are working together with them they've been working on a tree bylaw for many years right so the problem I've had on Concord Street is people taking down trees that shouldn't be taken down questions of interpretation whether tree growth over the road counts history growth which it clearly does this has come up in this form I think probably in the last eight years four or five times there's also an issue with the utility company coming over and doing tree cutting without coordinating with this board and so these are ongoing things that happen in the tree by law where people have taken down trees not had to replace them I think the work you're doing to try and come up with a process to restore trees and I don't think again you take a tree you need to repair a tree I think that concept makes sense to me I I'm just not sure what the strategy is and so when I saw it on the agenda reviewing it for two totally two different things the the sustainability folks are drafting a tree bylaw that with our input so that if they presented two town meeting the planning board properly because zoning is within our jurisdiction probably gives them feedback on the on the scenic roads tree thing I think this board has discussed a few times the importance of starting kind of a log if you will of trees that we take down and starting to brainstorm how to replant them I think you're referencing kind of a general concern that hey are you guys even aware of what's being taken down and that's something we can so I know that you have joint jurisdiction with conservation on certain trees where it overlaps with Scenic roads we've had that issue also come up and again I'm just interested if you've got a document maybe someone could share with me what your drafts are going to look like or what you've agreed to with sustainability I would be interested to know what we don't have any kind of drafters this is a this is a discussion they are they are drafting a tree bylaw which it's it's not have any public forums or anything except to allow cutting trees or to plant trees I guess I don't even know what they're up to because well I think you can go back and watch the tape of the last reading I was going to say watch the tape it has a lot of information but the the purpose of it like in other communities that have a tree bylaw is to Define as a developer whether private or public development that's a topic for discussion and debate a town meeting whether there are certain limitations to how you clear-cut and what you have to replant I think that I think I think that's great and I think that does apply to things like the school project near my home where they fail to plant trees that were in the design didn't perhaps plant all the trees that would have been required and received a waiver from this board so I think those are all very useful discussions um and and I would look forward to seeing that so thank you it's also like from the net zero point of view right so how there is that metrics that you have so much carbon dioxide that ratio that you have so as the committee is working on that so this is an important component clear cutting is one part of it which probably is the major one for Ashland that definitely look at that video we've had I'll go back and look at it I might have missed it abilities input is also from that Net Zero the final goal that they are getting as a committee I think that's a huge huge important part of that process right you saved the last meeting yes okay I do want to kind of comment on something you said which is you made you made a comment about a school project and a waiver that's not currently in our agenda and so I don't think we can just comment on it just mentioning the trees but I don't necessarily want to by not commenting agree to your um 100 explanation again I'm just until it's on the agenda we can't really comment on that project violation thank you all right so that's Scenic Rhodes and uh so we get a couple got both an update on that and okay economic it's a economic impact tool there's I don't have an update on that nor uh the parking memo Alvaro put out a parking memo we just we're still kind of working on it yeah I know we talked about size uh you know compact spaces size right now we can find parking spaces 20 by 10.
okay I motion by Quintero and I'm 10.0 one second via vice president gerardoira Mr Chang please approve okay now open 10.01 to public comments seeing none uh uh uh I'll open to questions and comments by members of the board yes me too you know want to move uh but I just want to underscore the point then um out of the school district we have our boundaries and we have the people that we serve I'm very proud of the fact that our Mark serves all of our our children um into and provide them with quality and dignified education and in those instances where we can't do it ourselves we won't find the right organization to do that and so we don't counsel out our students we provide them the support that they need so that they can go ahead and have access to the uh education that they rightfully deserve here okay thank you for that you know that that much needed reminder about uh our role in this community as it regards to educating all our children uh so with that I'll move to a vote I'll call you as I see you trusty Chavez hi vice president Herrero aye Clarke Quintero aye Chrisley for Shelton yes and myself learning item is approved moving to item 10.02.
we'd like to see that number around 90 now we're not saying that we don't want it to help us identify a student that may need some help but we're also wanting to notice that we've got a culture and environment A system that they feel safe uh welcome and embrace there 80 of our students scoring the two on the Kansas State assessments or 23 or higher on the act by 2027. it's important to understand the rubric the state department put together when they built their state assessment was a two indicated that those are the basic skills and learning necessary to be post-secondary ready so it's important to understand that this year as a district we had 74 and 75 percent in Reading in ela or Ela and math excuse me within those two respective areas important to point that out the last one there we'd like to see 90 of our students by 27 graduate with either six college credits or a Career Technical education certificate not every student is career boundary or excuse me College Bound not every student knows what they want to do right out of high school and so a CTE certification can help them uh in in the in the work industry there the work field or if they are going to college those CTE programs can help them as they enter into those those College Realms additionally at the high school level if we can help students obtain college credits before they enter into college we're just helping them Advance if that is their desired path with that said we've got our budget highlights in your packet you have a copy of several budget items there you've got the the form 150 which is basically an explanation of how the budget gets calculated you've got What's called the code 99 that is a breakdown of the various main budget categories so that's those are some items there that you can reference when you're looking through the budget a couple of things that we wanted to point out as a comparison to last year as well as what we are proposing this year this first slide there is the Mills as well as taxes Levy and I'll allow Nate here to do a little description here or an explanation of the slide yeah since we're 22 23 our continue to cover the general fund access Levy we're 1.989 million um which supports a total of 20 mils uh supplemental General there will be taxes Levy were just over a million uh with uh with the Boda adjustment to the 7.99 Mills Capital outlay potassium for 873 000 a total of 7.39 Mills Levy and bonded interest taxes money was both considerate filed a total Mills of 14.488 our proposed for 22 or excuse me 23 and 24 with the carryingover for general fund for 20 meals a statute is 2.472 million or supplemental General proposed tax levity is 1.8 million with 13.073 Mills a little bit of a decrease over from last year for the person else Capital outlays are proposed is 982 000 with a total note of 7.10 so a little bit of increase over last year and the bonded interest proposed tax levy is just over 2 million at 14.488 foreign all right so a couple of things there let's see wait a minute am I I'm gonna slide ahead on my computer here all right we want to make sure that Nate you might have said this I was digging through my notes here I'm at top of the comparison we wanted to make sure as you're looking at the comparison that you see there's that reflection of what last year's LLB Mills were and then uh what the adjustment made in terms of Boda to balance out the rest of the school year anything else her name all right this next slide it's the highlights go ahead Nate yeah just like the r R1 estimating taxes excuse me yeah so for general fund um again carries the 20 medals over uh supplemental Journal fund you can see in it but we did have that dip in 2122 but I had the adjustment and then our uh estimated the 13.073 for the 23-24 year um and then Capital outlay began we did have an increase in 2122 Hills we did decrease that in 22-23 and then we have our 7.10 for 23 24.
so with that we asked the board asked to put this on an action discussion item for further discussion tonight um and I'll be glad to answer any questions or or provide any information you wish to have thank you very much Dr Crudo do we have any points any thoughts for a public discussion first let me ask Dr crowdo can you kind of explain if if we formed a committee what would that committee look like Madam president that's a great question so in informing a committee I think it's it's the governing board chooses to vote for a committee to form tonight it becomes a committee of the governing board so that forces a few things all the meetings have to become their their public meetings minutes have to be taken minutes have to be posted we follow open meeting laws just as we do in this meeting it's a very transparent process that allows people to see what's going on additionally I think the makeup is very important of this Bond and override committee I believe the makeup needs to be at least one person one stakeholder from every campus along with additional community members I would ask that it's a finite amount so the community is not too big if we included you know 15 10 to 15 community members and one from each school you're looking at a committee that's now approaching 39 40 people and that's a big committee something that's not doable but I hate to see it get much larger than that the purpose of that committee obviously is to gather information and and bring it to the board I foresee this committee reporting to the board after every meeting if you should call tonight our goal is to start meeting in October to put this together start meeting in October and give you frequent updates of what's going on in the committee and what they're finding um I think it's important for this committee to come up with some options different options for the governing board to conduct a survey have a company conduct a survey look at the survey results again sharing that with the governing board I Envision this whole whole piece to be a very transparent piece very process to discover information about our district and our needs and that you know I've mentioned a couple times I mentioned in a study session it's good for that group to ask questions to get on a bus and go to a field trip to see what we're talking about and do those things so it's a very involved process and I think the earlier we start the better and that we can provide all the information we need to make a good decision of whether we do a bond or an override in 2024 and so you know with that I think that process gives us a great piece and it's not rushed it's not last minute and it's very transparent that's the key to this whole process So when you say one stakeholder from each school are you talking about a Community member not necessarily an employee from the school uh Madam president that's correct it could be a Community member it could be an employee um we'd have we'd have to see we're going to open up a process I Envision should you approve this tonight um tomorrow we will have a website up for um asking for committee members and and people that are interested in joining this committee um we are going to publicize that to get people to to come and be part of it I hope that we will have more than enough but at some point or for some schools we may have to go seek people so it you know and and take recommendations um and do those kind of things so it could be any of those people not just an employee it's important to get a mixture of everybody involved not just employees concern as well because if we have a committee made up all of employees correct then it's going to be skewed because obviously we just want more of our students in our school but one of my concerns with the committee is getting a fair and balanced committee I don't want people who are just yes yes yes yes yes yes on this committee because then you're not getting an actual picture of what our community is asking for I feel like if we do form a committee we want people on there who are a hard no they're like no no bonds no debt no don't raise taxes you want also people who say yes I'd be happy to Shell out a few extra bucks if this is what we need and then I also want people who are in the middle saying you know I I don't like raising taxes but what can I do if our school needs all of all you know if we need new buses and this and that so I want the people who are definitely no way know-how people who are absolutely yes and then people who are kind of in the middle and undecided and I I welcome the community's input on this because for me my personal stance I do not like debt I do not like raising taxes I do not like it one bit for me personally I I you know my inflation is going through the roof when you go down to the grocery store you're selling out 100 bucks for five or six items in your grocery cart so me my personal stance I don't like raising taxes I don't like debt but if my community overwhelmingly all of them not just a small sample said please put us on the election I would like to decide then if that is what the community wants my constituents asked for then I I would absolutely do that for them but I'm also not gonna just try and railroad something through saying give me more money give me more money when you know as a taxpayer it seems like it's never enough sometimes so those are my thoughts those are great thoughts and you know this is a fact-finding mission and laying out the facts and and figuring out what's the best needs of the district if the answer is no the answer is no but we've laid out all our just all our information it's transparent they know what we need we're not we're not holding anything back we're not hiding anything we're not trying to just influence the yeses it needs to be a diversified look at what's really going on in our district and what we really need so and make that informed decision to recommend to the board because ultimately u5 will make that decision one way or another so I was gonna um also add the the way the motion is written it says a committee and or to form a committee and or conduct a survey whoever makes the motion um I would like it to read that it be an and because just as we discussed in our study session I want to hear what our community thinks through a survey because not just the committee because like you said the committee can't be too large and if we only have 25 people that's not representative of our district and we're going to spend a quarter of a million dollars to put something on the ballot we want to make sure that we know what our community wants so I would I would like to see us do both the committee and the survey um I'd like what you said about having somebody from each campus but since those people will be tied to our school through students obviously I'll have a vested interest because their students attend our schools I would really like the district to make an effort in the additional people that come to come into that be people that don't have students in our school so really targeting the retirement communities you know young Town technically is part of our district a little bit I mean I want everyone who pays into our district I think should have a voice so really making an effort to make sure again we include everybody the other thing I'll say that I think is very important for me to even entertain having this committee together is we need to have especially if it's going to be committee like you said that's going to be like called called for by the board where they're going to be held to open meeting law and things like that I want to make sure that if my name is tied to this committee it's a committee of integrity and a committee that has professional conduct throughout the process I think there should be an understanding that if anyone is seen um bashing or are going after somebody on social media who maybe doesn't agree with going out for a bond or an override or you know everyone is like a dog pile on on anybody who just looks at the district the wrong way they are off the committee because I'll tell you what's happened in the past is you get sometimes it's the same group of people but even if it's newer people you get people like that who are then representing our district and so then other people in the community see oh that's the bond override committee and they're they appear to be or based on their behaviors on social media or publicly to be a vicious group of people that attack anybody who doesn't agree they're carrying our name so then anybody who sees that is going to be like that's who that's who Dysart is those are the people that I'd be giving my money to no thank you and I can't blame them because I mean we don't want that to be the face of our district and again that's just a waste of a quarter of a million dollars if we put that spend that much money to get something on the ballot and have a group of individuals who go after others for not agreeing and then we lose it because nobody's interested in throwing money at that so again I want to make sure there's some care in picking who these people are and it's told to them you know implicitly that if you are associated with any going after our public or going after our community members who maybe have a differing view then you're off the committee is that something that you feel comfortable with Dr crotto because that's really important to me um Madam president miss Pritchard absolutely I think those guidelines need to be put up front as far as the expectations of the committee and respecting everybody's viewpoints um that's why we're having this committee is in the first place and uh I think that's important you know we need to lay that Foundation up front and and have Mary Dale lay that Foundation of all the history like you received last week and that can be done in that very first meeting absolutely thank you I'm sorry since this is going to be a public meeting committee there'll be at least one staff member assigned to this committee to for example who's going to do the minute who's going to post the minute who's you know that kind of stuff I mean I assume they're going to pick a secretary to take the minutes and then they'll get them to you or somebody to post them and that sort of thing Madam president member Grant that's correct we will assign um we will sign a secretary to take the minutes and do those pieces in post and general assist in that I don't know she will be the point person but I will have a Cabinet member drive this process to um throughout they'll lead that piece and kind of lead the committee I foresee them you know the committee after it gets going going strong there'll be subgroups looking at different pieces that they want but we will have Point people that will guide it and kind of lead that way that the agenda item was written because you talked about it um being you know open meeting Law Public Notices but the way that the the motion is is worded is to direct the superintendent to form a committee so it will be a superintendent committee and not a governing board committee and the law is pretty clear with the open meeting law that if it's a governing board um committee so it's an instrument of the governing board and that public body would need to follow the open meeting law but it's not a requirement if it's a superintendent committee if I'm understanding that correctly Madam president a member Dinsmore I see what you're saying I think the motions and you can tailor that motion how you want the motion is to for the board to call for a committee possibly and direct the superintendent to pick the members of that committee okay so and we can tweak that language it would be a board committee absolutely okay um because in my short experience here on the board I have never seen a committee's um Public Notices I've never seen them the meeting minutes ever even as a sitting board member I've never seen it even when I have asked for it so you will you will see it in this one this is a completely different approach and I cannot tell you how much I appreciate that but I just wanted to make sure that we worded that properly and it was what you intended which I believe it was what you intended so yes absolutely thank you so this board is this committee is going to talk about a possible Bond and a possible override not one or the other and then they can bring back recommendations is that way how you envision this uh Madam president a member um Grant sorry like thinking a thousand things member Grant it's okay I'm at the end I get it no um anyway um kind of restate your question again I'll make sure I'm following it sorry I could do something but I'm not going to um my question is the committee is going to look at a bond and or an override and then they will then make recommendations back as to whether or not we should do one or the other or both is that how you see this or because they're going to get information on both items uh Madam president member grant that is correct okay just like you received last week in the study session They will receive the same information with the same timelines all that information you received in the study session so that is correct okay thank you so when they come back to the board to give information to us are they coming once a month are they coming to every board meeting and for how long how long is the process the committee um I foresee that to be them to come give you updates after every meeting so right now I foresee that meeting to be at least once a month hopefully starting in October if we can get all the people chosen so to come to you and give you updates after every meeting would be my recommendation I I foresee this process um at least being you know every month until March or April they may need to meet more depending on their needs and the information they want so that will kind of be driven but I I think you know there's a there's about six months until March I think October November December January March so six months in there um so I I venture to say it would be six months um depending on which direction the committee would go you know with December and the holidays do they want to meet there maybe maybe not but they may want to meet twice in January we'll have to see what their feel is and what information they need and what they want to talk about but I foresee that an update to you after every meeting that occurs appreciate you um saying that you're going to have them present to us after every meeting because that was the other frustration again previous administration the bond committees and the community would know more about what was going on than the board did because we never got updates until the very last minute when it was like you have to vote on whether you want it on the on the ballot and it was like right then and it was the pressure of times out you know you've got to make this decision so I appreciate you starting it early making sure we get those updates and then I would just again ask that the board not be in a situation where we have to make that decision right away you know give us a couple meetings or something to process and um not be up against the timeline like that I also think it's important to be very clear on how much money and what we would spend it on what do you want to spend it on because somebody comes to me saying we need to pass an override we need small class sizes we need teacher pay I'm going to call Shenanigans and say this has not happened our class sizes are now getting smaller um we're doing the best we can with our teacher pay and our teachers I feel are very competitive paid competitively paid but we're not constantly giving them a two or three percent raise every year so to come at us and say oh teacher pay okay yeah that's great no I'm done with that so I feel like you ha and also you know it's just difficult because I I don't for me personally I don't like the continued raising of taxes but again if you're going to ask our community for money if we are going to ask our community for money more money we need to be very clear on what we're asking for and exactly how it's going to be spent do we need to know that that's a good point but for sure because I I see too we always ask for the same exact things um do we need to have that information so you know how to direct this committee like to support like I know we we might have started to maybe talk about it at the study session um but as far as do you feel like they're going to need some sort of um I don't know something to start from like a springboard of okay this is where if if we're going to go out for an override these are the focuses the board wants you to like focus on as far and this is what we want to put in the survey or are you just kind of leaving it to them I'm Madam president member Pritchard I I think that's part of the discovery process with this um with this committee is that we present all the information to them what we have done historically where we're going and what our needs are and for them to say okay as a community we believe this is a real need so maybe Transportation as we talked about in the study session that we present all that and give them all the information on the transportation is that something worthy of possibly putting on a bond um so I think they developed that the income to you not that you can't change that or or do all that but they spend that in-depth time and I believe as you get the updates the the updates after every meeting you know you can obviously have input and give back feedback to them of where they're going or what they're doing on those on those pieces that they share with you I just because kind of hearing what Crystal was saying too like let's say for an example if we choose if it's the a cracked and retained highly qualified teachers or highlight you know that's always on there but we know we're not having a hard time retaining um or at both so unless we're going to say we need more money to do this and this is how we're going to do it differently some people could look at people saying well if if we're already having problems filling our our our teaching positions which thankfully we're not having a huge problem but just Nationwide we're having issues too we need to say how it's going to be different because otherwise if we know we're not going to be able to to do that or meet that then we shouldn't put the language on there like that you know what I mean and you're talking about onto the ballot or calling for it and that would come later that committee would not be doing that that would be foreign I understand that that the language comes later but what I'm saying is if this committee is going to go out and you know even if we do the survey as well and kind of hint too these are the areas that we would focus you know this is where this money would be going toward I think they would kind of have to have an idea of that because some people out there might be like no I'm done putting money for those things talk to me about something else and I might be willing to put my money towards that see what I mean or in a way we might have to kind of know a little bit about that in the beginning and for the survey piece we probably rely on a a company that has a lot of experience doing surveys and and has developed that for many school districts there are a few companies out there but um anyway they they have experience with that language and how those questions are are asked um you know there's a science to that whole survey piece so they target every like any topic out there well they narrow it down to um your big topic safety that we talked about last week Transportation maybe building reservations those type of things is more they don't really the surveys do not really get into specifics so maybe on safety you know they wouldn't ask do you really want a camera system they don't get specific they just stay at the broad categories of safety in those pieces usually when they ask this those kind of questions you know that brings up a good point and I have seen other um tactics and other districts even recently in recent elections where safety is the the goal on their bonds and as a voter I have interpreted some of the um the marketing and the different campaigns that are put out there is truly fear-mongering if you don't vote for this your kids aren't going to be safe I want to make sure that we do not go down that road because we have worked really really hard for safety anything added to that would be an enhancement to our already amazing safety team here in Dysart I I just you know that that's really important to me that we don't fear Monger are our parents our families I they don't deserve that I agree okay yes specials they'll lose this oh I know you know let's just that there are some realities of when you get into those things there are some realities but it needs to be fact-based it's not fear monitoring there there are some realities of things that you may lose for instance when you talk normally when people talk about the override pieces you know a full day kindergarten comes into play that's a reality of things may you may lose that should you not get that it's a possibility that so you have to stay fact based I agree with fear-mongering you know present the facts and let the facts lie where they are thank you I'd like to make it clear if we ask for a committee tonight that does not mean we are going to put it on the ballot asking for committee is it does not mean we're just going to go out and ask you people for more money that doesn't that is not how it's going to work correct we are not voting tonight to put it on the ballot no we are just a totally different process that is a totally different process and we're far from that right now this is a committee to go seek information about the potential for you guys calling election down the road that's all this committee is doing then you're not calling for a bond you can't call for a bond tonight I think too the other point to make is that like typically for our IBA groups normally even though technically the board technically the board can change the entire recommendation if they wanted to we typically honor the process we always talk about of the IBA process and whatever that comes out of that Committee in that process the board adopts this is not like that like for me anyway it's like I definitely value what's going to come out of the committee but it's not that same type of IBA structure or it's not it's not the same type of group to where when they bring it back we are obligated to to accept that at face value I mean we may we may not but it's I don't want it to be like oh we're working outside of the process if we don't there's there's that distinction in the the way that the group is how it's comprised and the whole purpose of the group you know what I mean it is a recommendation to this board of their findings it doesn't mean you have to adopt it it's a recommendation of the committee's findings and to be clear even if a constituent a Community member is not on the committee they will still get the survey they will still get to have their input they can still say they can still show up at call the public and say thank you very much I appreciate this but I I do not want this and in a very nice way of course hopefully absolutely but we welcome everybody's input and even if you're not volunteering for this committee your input is still valuable agreed and then I was going to ask so how many schools if we have one person one stakeholder from every school how many people is that on the committee Madam president be 25 if you include sundown in that which we intend to do so that would be 25 people so if we had 25 people 25 members from every school community and then we had an additional up to 10 maybe 10 or 15 members from the community what number okay and they're not always going to be able to go to all the meetings and they'll probably have what subcommittees from there I would think I'd like to increase that from 10 I mean to maybe like 15 or 20 because because of what Ms Grant said not everyone's going to show we know that things are going to come up somebody's going to you know I mean I know it used to be like this where things weren't scheduled on Wednesday nights when we had board meetings but now that we have our board meetings on Thursdays things are scheduled on Thursday nights and we might have some of those families that are at a football game they've got jv on Thursdays you know or whatever we are going to run into those situations especially with our community that are involved involve parents and grandparents they're going to be going to games and things like that they're not going to be able to come to um you know whatever of that meeting so should we bare minimum amount of meetings that we're going to have figure the dates out on the calendar whatever and then have that be part of the posting or the advertising whatever about what when we're looking for these um Community the Bond and override committee members to where they're going to know and they have to at least be willing to say yes I'm going to commit to you know barring some unforeseen incident where they can't attend they know up front you're either going to be able to make x amount of percentage of these meetings or you're not you need to not we're not going to choose you you know we can do that we can publicize that when we're looking for members I mean things are going to happen so it's not like we have to say you have to make 100 of the meetings but you want to make sure you have people that know up front okay oh wow I work every Thursday night never mind I guess I can't go because I could open it up for someone who's going to be there the whole time and they may not be Thursday so um whatever day I understand we can we can for we can map that out okay so would we feel like a committee of 25 stakeholders and 15 community members is reasonable yeah maximum of 40.
um comprehensive parking memo to say what exactly we're talking about like what is are you talking about the size of yes so a couple things I think Marcelo brought up a couple months ago start to start talking about okay can you just make that and add that extra word to that sure Sparky memo I was I would say yeah you know right now playing the parking just who's my parking yep so we'll get the it's been on the thing for a while now but hopefully you'll be able to tackle it this fall yeah um do you guys need more time on comprehensive plan okay do you want to update um the biggest update I'm just gonna keep being a cheerleader the the first meeting with the consultant is September 21st and I think it would be nice to have a lot of community participation to to kind of basically welcome I want people I mean um to kind of see how their money is being used and I think that would be a great way to kick it off so just to publicize that I don't and come join it's a great opportunity for the planning board to be there as well the whole board where is invited um meeting the consultant is a big deal and hopefully you can come even for a few minutes Thursday September 21st it's we can get your details but you know you may not have multiple hours of your time but you can come by shake the hand at the Consulting my first uh this one as a president but uh my question to you is now having Amanda on board now we have three planning board members on comprehensive is not Amanda Amanda had applied for a a Precinct season because it's not chosen for the precency so she's not on the steering committee she can certainly participate in anything relating to the comprehensive plan and there has been some effort um to try to find a way to engage applicants who were not chosen to participate so Amanda may choose to be part of that but she's not formally on the steering committee okay so you should come next week [Laughter] all right so um design Review Committee has 9 to 49 gone okay so nothing there sustainability committee uh you met with them two weeks ago um here yes we had a planning board well was it virtual yeah virtual yeah virtually that's right it was in person was it wow okay yes it was it was a person no it wasn't it was no it was actually meeting yeah for a minute I'm like what no it was definitely like one of those things where we were all little heads on a computer that's right yes um I have a quick question about that I I think um we left that meeting saying we would like to have sort of regular uh short-ish um discreet topics to keep this going has anyone heard anything about that or is anyone going to reach out I have um okay okay so I had to meet I had a follow-up meeting the week following the virtual meeting on Zoom uh with Margie uh sustainability manager Samantha Riley and Chuck and we talked about um the sustainabilities um want for a tree bylaw I reviewed and it was actually really it was good for me I reviewed um four other communities bylaws and we kind of discussed uh options and you know the direction of the bylaw and I talked to Margie about a presentation about tackling a couple points of emphasis and or a couple points that she would like to drive some census on or can get to some senses including size of a tree what part you know what project this what projects this the you know the true bylaw would pertain to kind of the direction the purpose of of a tree by law so they do plan to come back on our next meeting which would be the 28th and right now uh the only project on that would be 949 Homer Street so I would suggest as long as a man is sworn in by then that might be a great potential project for the associate member to help on as well because I think that's going to be very um involved item and I'm just throwing out there that that might be good to um to consider as a involvement for our associate member but potentially if there's interest yes I was going to say we don't want to volunteer anyone to things that they might not be well she well she's excited let's grab her and before she knows what's going on whose side are you on Trisha I don't know come on on like I said don't tell her how hard it is we don't make them she might leave yes what are you doing it's exciting trees by law all right next item on the agenda is CPC and actually um so on the CPC after several months of kind of discussion well the select board had come to the CPC and asked if the CPC would take over the task of trying to figure out what is going on with certain properties around around Ashland which include Corner Spot which include the farmers market include some other things where money has been given property has been bought but there's no conservation restriction or the properties are being used for different purposes than they were originally intended for which creates a little bit of a logistic mess right so um so on that um so the CPC agreed to start taking on those things knowing that the you know the town hall is obvious the town staff is obviously way over obligated at this time with all the projects going around around town so Peter and I had a meeting just this past week with Lisa Mead to talk specifically about the farmer's market and The Corner Spot sites um and we'll be kind of creating a memo um about that at some point partly just to um solidify my own understanding of the very detailed in information that Lisa Mead had on these projects um and it is complicated um but I'll be reporting back on that I'm just letting you know what's going on could you is there a way we could remind ourselves through your efforts since you're talking to Lisa how we can use CPC funds for affordable housing I remember we opened up that door and we kind of got a high level presentation yeah and that was especially fascinating to me at least yeah and if you're talking to Lisa Mead already if we can get some more clarification as how CPC can be used for that it might educate us another projects yeah so that these two the two properties that I'm talking about some money was given to the CPC to these to the organizations to buy land but that's different than than before we were talking about like hey can we can we pay for 10 more units um but yes uh Lisa has a very good depth in-depth understanding of that as well and maybe she can help what I'm saying obviously Lisa's time is also money right and so it's not matter of like resource of she's giving us an hour for time or whatever and there's space for yeah no discussion maybe adding that if we have her I think it's an educational component that might be um yeah and might be also an invitation of the CPC to join us as well so that we're all on the same yeah I was just blown away that it's even a possibility and it's a source it's a tool in our tool set that seems really exciting it's a really big tool and there's money sitting there yeah how cool would that be what does understand kind of go first you're not you know City release excuse me there's it's it's I don't want to say it's easier said than done but there's a lot of components and elements one has to take into account when using CPA funds for a Ford browser yeah I'm just envisioning that if there's consensus in our community with the select board and others that we're going to do that that could be really exciting as a way to like push development to be curious about us agreed I mean that's why I was so excited the first time I asked Aaron Aaron Ladd the committee chair about it and he said yes you can do that I'm like oh okay okay so um so that ends that any other reports that haven't that aren't on this list that anyone has then um any updates any significant updates uh no the only one was one more states that they got I talked to everybody about that I'm still trying to find out more information about the litigation what the suit is I don't recall ever being served did we get served somehow no Lisa Guster it was really came through the town so so I think you know you know being I was never served this is the first time I've been named in the suit so the plenty of board members myself and the town are named in the suit so the mic you know everything right now is with the town manager's office Lisa Mead was the one that kind of received it um it's been pushed off to our insurance company Maya uh they're taking a look at it Lisa Mead has it our Conservation Commission has issued fines there's a court hearing on that and so this is being looked at and taken care of by legal by our legal team and so at some point we'll have an executive session at some point I'll talk to Lisa and I'll see I'll ask her what makes sense and go from there regarding any of these projects I really have a huge update on any of them uh 100 Chestnut Street continues to be developed construction continues to happen out there I do want to make note that we did receive one new application for a cell phone tower at 40 uh 400 Cedar Street which is our water tower and that is with T-Mobile and that will be on our first meeting in October to put don't we have a few Horizon ones up there are they going to start like falling on top of each other so T-Mobile 20 years ago the town permitted T-Mobile to be on top of the roof it's always been a concern because you're putting weight on top of the water tower so after years of back and forth with DPW director that and that we want to remove that equipment so after a 20-year lease expired we did not Grant we did not renew a lease for them um but recently there was there was four carriers around the sides of the tank right one on top T-Mobile was on top so two of the four carriers that were on the side merged and they're one therefore one carrier remove their equipment which opened up a spot on the side of the tank so waiting that the town waited to let that T-Mobile um contract excuse me term fall or just expire lapse then we issued RFP for the spot open on the side of the tank so now T-Mobile is going to come off the tank and go on the side of the tank but in doing so they're going to upgrade it with 5G capable equipment right and then oh are you done Mom though I just wanted to make one note in this category that um I'm going to start putting together just a little thing in the Town manager's newsletter Maybe once a month from planning board updating them on what we're doing so um you know just what's before the board maybe noting things are into construction not repeating any information that's in there so I just wanted to give a little heads up about that thank you okay probably probably the first one would be not tomorrow but next Friday um okay so I guess next meeting is September 28th and then we just had meeting minutes what's going with the Starbucks mural okay construction is on your way down at Starbucks move it along great kahulu board hopefully around later on the mural I did it the other night about like a word to describe Ashton's past present you know where you describe this was for what oh cool neat that's exciting that's awesome that's great news sweet good to know I have um do you have the meeting minutes yes June 29th July 13th yep you should be well I made my highlights in yellow but I don't remember what I'm changing so so we're looking at the June 29th right so I'm looking at line 29.

uh bonded interest it was obviously 14 997 and 2021 uh with the increased in 21 22 to 14.502 um we had a 22 23 or 14.488 and we're doing the same request this year for 14.488 a couple of things that I want to point out here the district qualifies for what's called a cost of living adjustment and what that what that has to do with the fact is there are roughly 20 districts across the state that were given this extra opportunity within the general fund due to increased assessment values within those districts we declined the opportunity to leverage that because that would have required an increased Mill within the general fund so that would have been additional tax dollars levied against our community we declined against using that the second item there we wanted to identify is back in the spring we approved the resolution the board approved the resolution that allowed the district to develop a budget that could take the yellow bead to the maximum of 33 percent annually if they choose if the board chooses to this year the development of the budget budget we decided not not to go to that 33 percent rather we are trying to leverage a 31.7 percent which is a 0.1 percent higher than the state average of 31.6 okay another thing that I wanted to to bring up this is um this is the time where I I want to reference and I when I had Communications with with Mike Kennedy he mentioned it in his his previous previous comment that he provided a plan to me um he gave it to me what was that Mike about a week and a half ago a week ago and I spent time looking at that plan I ran it past a couple of individuals that uh that are that work with school financing um and in terms of the uh the ability to pay down the debt that he's got there yes it does that it does that and I've had the conversations with Mike on it and I gave it the thought about it long and hard for a couple of weeks I had a meeting with him Mike explained some of the details to it we went back and forth in terms of some ideas and what are some concerns that I have with it um one of the concerns that I have is the the idea that if we're looking at paying down bonded interest over five-year period Then what that's doing is it's the reduction of the Mills occurs but I wanted to look at what happens to the cost of construction over time within that five years and the plan that he's presented to me it says that there's a savings of 2.227 million when when I run that against the cost of construction increases over the next five years I wanted to say okay what is that what's the difference between the cost savings within paying down up front and what does that do to the cost of construction in terms of what the increase looks like in conversations and getting that data cost of construction over the last several years has been as as low as the four percent 3.9 something about four years ago went up to 13 and 20.
okay right yep so with that I moved to authorize a committee to be formed to study the potential of a future Bond and or override election and sorry look Jenna I'm gonna I'm gonna back that train up thank you I move to authorize a committee to be formed to study the potential of a future Bond and override election in November 2024 and to conduct a survey regarding the bond override election I also move to you good conduct a survey regarding a bond override election into authorize Dr John croto to select members for the committee to include at least one stakeholder from every school community as well as up to 15 community members at Large that aren't linked to a school that are not linked to a school can we can we somehow put in there that this sorry can we somehow put in there because I don't I don't see that in front of me can we modify that to include that it's a it's an instrument of the governing board and not the superintendent's committee could you put like the motion is would be the governing board directs right the superintendent to yeah because it needs to be a committee of the board not a committee superintendent do you want me to say motion to authorize a governing board committee to be formed okay yes yes the governing board directs the superintendent to form this this right admitted the board I think is what whatever it is that's what you kind of said right yeah because it needs to be of the public body you can generate it back to you see if you like this one Marine Board committee to be formed to study the potential of a future Bond and override election in November of 2024 and to conduct a survey regarding a bond override election and also motion to authorize Dr John crota to select members for the committee to include at least one stakeholder from every school Community as well as up to 15 community members at large that are not linked to a school second thank you real quick before we vote just I just it's a question I'm sorry but when we because I'm still just in shock that we're going to actually have a you know a public meeting notice so with that said I can go to a meeting right and anyone else that's not on that committee can go to the meeting correct thank you public meeting that's all I wanted to clarify I'll ask you later I don't know that's on the agenda like that oh okay okay it's not reading right I'm sorry it looks like it doesn't look like you're am I reading it wrong that you're not asking the committee to do the survey it sounds I don't have it in front of me and to conduct the survey look amazing students okay future conduct a circuits okay and then you're appointing the members okay I got it that's a long motion motion carries and with that we will move on to a request for future agenda items do we have any I do okay so after we heard um Mrs pirachini's presentation um I know that Mr horn just released a lot of money for tutoring and so I'd like to know more information about that program how it works and would that be something that could be implemented at our Focus schools such as Ashton Ranch so they could take advantage of the additional when we were talking about additional help tutoring would definitely be additional help for those kids so I'd like to know how that program is going to work and if that would I am president and uh that it's good timing because we're building that plane wise flying and by the time the next board meeting's here we should have it completely built so good timing we can put that on there I would also like an information item um whenever the school labels come out and all the scores are collected I would like to see just like on the presentations where it says this is percent proficient we I think Valley Vistas was like 44 in ela and I would like to see those percentages for each school and how they compare with the state average the proficient the proficiency per efficiency for the um the what what test was that the yes the aasa and the azella to the state average yes you want proficient and highly proficient then right okay yes I would like proficient highly proficient can we just add on there the basic you might as well can we just have all of them on there I don't know how many students are not professionally like or below too for the azella okay and that may not be next to me because that may not be released I mean November is fine whenever whenever the data comes out and it doesn't have to be the next day you know that way you have some time to put it together and okay any others okay I moved to adjourn motion made by Crystal Chapman seconded by Joe Grant Dr crotto we are not voting no Don we are not voting no no she probably wouldn't know can you see it can you see it before we can no oh my gosh motion carries we are adjourned
oh yeah so yeah I think your notes are good yeah this the ones I have in here don't have your change I like your change well yeah so he that I'm sure it's fine but I guess actually my changes are not a part of the original document but we can bring up if you want to bring up the meeting minutes I just highlighted them myself but I didn't yeah for like a so this would just be line 29 something about it just doesn't read right yeah it floats and so my correction was um he endorsed the suggestion to have the select and planning boards meet to ascertain the status of the upper Charles Trail project because I'm not sure what I was really trying to say sounds like a reasonable change I think so a couple more it was this line right here okay yep no I heard that it's good thank you yeah so I just changed it to ascertain the status of the upper Charles Trail project yeah um and then jump in anyone if you have changes before me but I on um on 207 Kevin moet's name is just build wrong 207.
uh extension let's see um original Contracting amount of 700 000 requested to increase uh 374 400 for a total contract of one million seventy four thousand four hundred dollars okay motion by vice president second wire trustee Forest Shelton I'll open 11.01 to uh public comment yes I would just like to say that I believe that these are positions that area could have members at and that instead of going to outside I would like to see a different um approach to maintain these positions within the units I don't pay or anything no further public comment uh questions and comments by members of the board well I then I I guess I'll have a question question then uh let's see here uh be uh so to the appropriate administ assistant superintendent uh a board certified Behavior analysts is this sort of like a school psychologist no um a behavior analyst is is a it's a behavior specialist that goes in and these two in particular will be supporting our regular Ed teachers they will be going in and kind of doing observations helping the teachers um if they have you know situations in their classroom that they need support help right Behavior Support plans oh so then I guess the the follow-up question is uh Let's uh so with this have been I guess in years past if if in when there was a in-house District equivalent uh you know was this uh was this a you know position at one point or another yes yes so yeah we have a professional Behavior specialist but a bcba is more specialized than we've typically used in the past to because we're seeing different behaviors and different levels of behaviors so they're licensed then in a similar way to a school psychologist but in the area of just applied Behavior Analysis okay so just so it's a higher level than Behavior specialist we do have positions and we have current teachers on special assignments and behavior specialist positions that these are in addition to that okay so if we ever have something like this in-house prior or just the currently working on how to do that um but since it's not a certificated position they don't have credentials in the same way a teacher would that we just need to figure out how to do that oh that works best for Allen now okay thank you so much Anthony uh uh okay with that saying though for questions and comments by members of the board I'll move to a vote I'll call you guys see you trustee Chavez hi vice president Herrera aye uh clerk Quintero all right um trusted for Shelton yes and my self-loading eye item is approved uh okay we'll move to item 11.02 motion at um yeah the original group development changes ten dollars uh one million 132.50 second okay motion by Clint Montero uh second by trustee Chavez on item 11.03 um open to public comment I'll move the questions and comments by members of the board yes and my self-loading eye item is approved unanimously uh I am 11.04 contract extension with the cheetah kids for 2003 23 2024 in the approval contract 103 932 request increase of 93 837 for a total contract amount of 197 769 dollars oh case uh motion by trustee Chavez second by uh trustee Flores Shelton I'll open uh loving the item to public comment seeing seeing none uh questions and comments by members of the board saying then I'll move to a vote I'll call you as I see you trusty Chavez hi vice president yes and my Seth rolling eye item is approved unanimously moved to item 11.04 moved to approved contract with laser Works between 324 and the amount total amount of 590 thousand dollars okay uh motion by vice president ferreroira second second by Christopher Shelton alrighty uh okay I'll open item I 11.04 to public comment same none questions and comments by members to be born seeing none uh I'll open and then I'll move to a road I'll call you I see you trustee uh Chavez hi uh vice president yes and myself one and I item is approved unanimously so uh we moved two section 12 consent calendar so I may remind the board that the consent account you know uh items 6.02-309 7.0102 okay 8.03 and 9.01 are tacked on so yes I'd like to pull 12.04 approve acceptance of vendor and payroll warrants um okay uh do we and move the rest of the consent calendar or the rest have already been moved so now the issue is we have a there's a motion to pull uh you would like to pull 12.04 okay there's no second or second to I think she motioned to to pull and prove the rest of the consent I didn't hear that I didn't hear a motion to approve it Oh I thought you know could you stop me all I heard was you wanted 12.04 um so when it pulled and I'd like to move the rest of the consent I found her yeah okay okay very good so I have a motion from trustee floor Shelton to approve item 6.02 through 09 7.01 7.02 8.03 and 9.01 resignations is informational only and uh items 12.01 through 03 and 12.05 through 12.17 uh I have a motion from and second by vice president Ferrera loera I'll open the public comment let's see none questions and comments by members at board saying none I'll move to a vote I'll call you call you as I see you uh trustee Chavez aye vice president Herrero lovera aye Club Quintero trustee Flores Shelton yes and my self-boarding eye item 6.02 through 09.
it was down to about or 21 excuse me excuse me and it went down to um nine percent last year this year it's looking to be around four percent those costs of construction items it's the industry is looking at what could that do in five years and I was comparing it to the needs that we put together with with the bond project and that was based on the 25 million what I knew there if we're waiting to look at engaging in another bond process the Obama capacity that was 25 million in 2023 by 2027 we would be paying the cost of increase at four percent would be an increased cost of about four points a 4.24 million if that cost of construction increases at eight percent the increase goes to 11.73 million and so trying to justify what does the short-term savings look like versus the long-term Savings of engaging in a bond project in 27 or 28 to me it's it's the answer is it it's it's going to be asking our community to do more it's going to be costing them more and as it was stated earlier the dollar just doesn't go as far there's there's that line that comment of it's never cheaper to build more than it is today so with that taking that into consideration in in hearing some things over the weekend it did not it wasn't a within my I'm going to diverge a little bit I heard a conversation or a tweaking with an individual um it's trying to help an individual in the community so I mean my oppose of my heart too but in terms of trying to accomplish the strategic planning goals that we've got the mission statement that we've developed or our district goals the budget that we've put together in front of you is with those Mill Levels is what's going to help us get there looking long term keeping our Mills at 4.48 right now and unless there is the decision to part ways with our plan to to enter into the bond we've still got two more opportunities and we as a board We are continuing those discussions it's the best thing to do right now is to keep that Mill where it is at 14.488 we wait to discuss it but but yeah that's we can talk about that and then when we get to the discussion so so the parent uh so in comparing what was initially approved in 0.223 uh this year 23 24.
yeah and on line one team and 119 where we are working there's like more discussion in between the votes I'm not sure why what number eight in the 118 after Kate's second is like no discussion oh the rest of the like you're saying that no discussion doesn't need to be there like we didn't really discuss it we just seconded yeah and voted not sure you sometimes you can have some discussion but maybe that doesn't belong there Peter can we get rid of no discussion yeah it's almost like a different person maybe it was doing the notes yeah yeah we don't usually have that in there yeah let's get rid of that I think a lot of times I think the [Music] I think 118. taking out this you know oh especially yeah because I think typically after the if someone makes a motion you do allow time to discuss but usually I'll say always we have already so thoroughly discussed the topic we're just right we just kind of do that when we're ready to vote foreign those are other instances in it of it yeah sorry should I make a motion I'll make a motion to so you got more 207.
uh what was that 7.01 7.02 8.03 9.01 12.01 through 03 and 12.05 through 12.17 are approved unanimously so with that moved to item 12.04 uh Christie Flores Sheldon thank you um assistant superintendent quilvera um in reviewing so these are all the checks basically that we write to vendors correct yes okay so my question is in going through I see several of the charter schools in our district and I added up the amounts and there's the total amount of checks that we wrote in August was 7.9 million of that total 2.3 million went to Charter Schools from everyone from Ace Empower Alpha uh I want to just name them all so I'm on the record um Kip Heartwood kit cries rocket ship puerza and rocket ships he said where they did I miss any what is this what is this score and is this just a annual payment and what is it for it's it's an annual monthly payment um school districts like ours are required to pay in lieu of property tax to Charter Schools it's really transferring a portion of the property tax that we collect from our community and what that does is that the state put this law in place so that Charter Schools can get some cash flow during the year um the amount that we transfer over to Charter School is actually backfilled by the state um cut up on a monthly and also an annual basis okay um I'd like to ask if the administration could return with sort of a a year-to-year analysis so that we could see what um what the expenditures have been to the charter schools in our district over time and they did hear you say the state backfills it 100 correct yes so when do we when do we get paid so we we get paid based on our lcff um entitlement um we didn't want to be apportionment from the district from the state um the so the two funding sources that goes into lcff um are property tax and state aid for districts like ours um the county is the one who actually transfer all the property tax through the County Office of that and they transfer that to our account um they don't directly send it to Charter Schools we do a calculation in terms of what the charter schools portion is um and he transferred that money to the charter schools that are listed um I believe on a monthly basis um but whatever amount we transfer to the Charter Schools uh we get back from the states when they uh fulfill our lcfm entitlement throughout that so whether they're they're Charters approved by this District or not they just are in our boundary that that cash flow it comes through us correct yes this is only for property tax property taxi transferred from the county assessor's office or the controller's office they send that to the county office event the office event sends it to or apply to account um and then we internally do our own calculation based on Ada um to see what portion of the charter schools are entitled to in regards to you know the total property tax that we get based on our Ada based on their Ada so we provide them with the new transfer on a monthly basis but like I said at the end of the year we do get a true up from the state to say if this is the amount that you're sending to the Charter Schools um we're going to pay you back right so well the state may make us whole I think the analysis would be good for us to just see what the overall big picture of those dollars that otherwise would be coming to us if again if the enrollment hadn't switched over from an Alum Rock adac to a charter ad yeah the only time that it would hurt um our district is if we ever became basicate um if you ever can basically then they would be entitled to a portion of that money where the state doesn't backfront at all because as a basic gate we would get access and and you know in our health I mean I would still argue there's still pain right so right whether we're basic eight or not um but I just think seeing it in totality over time would be good at some point thank you sorry I see but before that I'll just open quickly to I am 12.0 or for public comment okay seeing no public comment I'm 12.04 Quintero so just um so essentially the bathroom one of the government is getting us into the church no so um property tax that are collected that belongs to Alum Rock um are collected by the County Treasurer controller's Office um yeah and so they allocate those funds directly to Alum Rock what we do here when we get those funds is that we have a calculation that we need to do based on our Ada and the charges Ada that determines the portion that we need to send the charters in our boundary because what my the what I want to get into is so we're sending them a certain amount of cash let's say that it's a school that have primarily students coming from outside so are those students counted as a whole or they just got their what is it like 98 students I mean they triggers about 39.
