a total reduction of the 0.212 Mills uh is what we have as our estimated Mills uh proposing a decrease of these Mills overall is in an effort to increase Patron tax responsibility and still maintain funds and necessary operating conditions absorb increase inflationary cost increased salaries and wages that begin fiscal year 5.3 percent increase for staff and supplemental rate and approve the budget excuse measures establishes excuse me the maximum limits of the 23-24 budget so one of the things that has taken place is through budget cut through our negotiations conversations our teachers starting pay for our teachers has been the lowest in the area by far and we had an opportunity this year and there was a dedicated effort this year to provide our staff with a with a raise that is that they have been uh that they've been seeing other communities gather we're trying to make sure in terms of getting our the best out of our students we want to be able to hire the best we want to be able to retain the best and so those efforts do not go unnoticed but our budget also needs to reflect that foreign technical education pathway expansions uh to Sublime that the instructional materials and resources caused from UCT Pathways from two new Pathways and to the high school in junior high uh RCT certification as mentioned before for the cost that a New York bus station from this year for the students a special special education increased costs facilities increase costs for the classroom substitutes instructional material adoption is covering costs for expiring grants and it possibly with increased increases excuse me increasing students so I wanted to talk about a couple of things there so the special education increases costs that's an important item there the percentage of funding that comes from the state level that's statutorily 92 percent is only coming to us at 69 percent which previous year was 72 percent so we've got to make up those funds out of our out of our general function that's that's where that comes from um the other The increased cost for classroom substitutes we've already reached some impact there while there are times where we when we've got some testing going on within a building so we've had a high volume of Subs in in the district of when we get to our normal day daily uh sub uh sub job filling we're getting better results there we're already seeing that um instructional material adoptions as legislation came through we were able to to purchase a new Ela program for our our students at the elementary level and now we are in need of updating our secondary curriculum materials and there's about four different areas that need to have material adoptions occur um covering costs for expiring grants this is an important one the whole purpose of developing that three-year Staffing plan that took place which is also included in your documents is to help us foresee what are those positions that our building administrators our operations team which is our directors our department directors and our principals identify as needing to be able to move forward so we can continue to address the goals to address our strategic plan and we've got a list of individuals that come that are coming off of expiring funds by those expiring funds we're talking yes sir we've got four positions at Student Success a position that have deemed themselves uh Irreplaceable within those buildings they are making a huge impact we need to figure out how to sustain those positions when those Grant dollars run out in December of 24.

and then they have 300 students coming from Sunnyvale as far as other places and then we're handing over um tax dollar from Allen Rock to under to fund the education I would need to verify um that actual calculation in terms of whether um you know we're only counting people who are residents in our boundary or if you know we're carrying the whole Charter Ada um but I have to verify on that yeah does the tax collector uh put any sort of Provisions that you have to give it to them or we do the Declaration from China at home they're done when they have those soldiers yeah the um ad code actually dictates that it's not the county um the county just sends us the property tax that we're entitled to based on whatever assessed value is um add code dictates um you know that we need to send them um the MD transfer which is the terminology it's actually just property tax that we that we receive and now we're passing it on to the charter school vice president uh and maybe when you come back with some of the breakdowns you know if you can show that Ed code and then um you know when you're determining how much uh because let's say there was no charter schools and the students came to our schools when the state county when they when the money gets to us we would keep it there was no charge because that money would stay here and go to each student at the education of each student exactly correct that that is correct the the the true impact of us sending charter schools to Indy transfer is that now their money that money is sitting in their account at the county controller where they earn interest on those on those cash flow um so there's a benefit for the charter schools when we do the MD transfer um but again add code is the one that dictates you know the whole kind of arrangement when you come back could you you know the whole follow the money kind of notion here could could you do some analysis around like following uh a child right like they go what if they go to a charter school and they come back to us does the money flow because you just said it's it's it's in a cruise interest but you know that's based on an October Ada report but kids and families are fluid right if if a child is in an analog school and then goes to a charter or come or comes back to Alum Rock right it is the money following the child and I you know it's complicated I'm clearly like muddling it but I'd like sort of like the big picture and then also because you seem really knowledgeable about this like break it down so we can understand how to follow the money yeah we we can put together an analysis um I have to be forthcoming that tracking it attached to the student is yeah yeah yeah we can we can prepare something thank you and I have a question so I guess uh it bleed you know that chill you know I wanted to clarify uh I you know when I was a first appointed in the board in January 2021 you know I did ask this question of the at you know and it was clarified that we have unfortunately property tax uh obligations to Charter Schools so I guess that just leads me to the you know chilling question uh huh has there you know has there ever been any thought that I guess there are are limited funds may be used in the education of non-resident District you know non-district resident students because it's sort of like you know I'm just now it's period you know the district the district is calculating based upon uh the charters Ada uh what you know you know is this is the charter reporting uh you know I know they have to report a total Ada but are they also reporting to us how many of our kids are going to you know their Charter hang on did you need an answer yes um yeah we can I mean the the county do keep track county where I say county is uh um Coe um do you keep track of um student by District residents um for this for the for the kids that or for the charter school that they sponsor um we have those data for this charter schools that we sponsors in terms of whether they're District residents is an Alum Rock or they're from somewhere else um so we we do keep those data and the county does keep a data for the charter school that they sponsor so uh so so is our calculation based upon a total Ada or or that or the portion of ADA that that is uh Allen Rock District children yeah so that's the same question that uh trustee Quintero asked to verify on okay okay very well thank you trustee Chavez my understanding is that the Money Follows the student and also we have that happening now because there's some students that we have in our district that do not belong in the district but we still have them here anyway is that correct yes so for um inter-district students um if they live in a different School District's boundary and we're serving them we actually earned the Ada so we earned the money that that the student is generating yeah right yeah thank you very interesting yeah and there's just only one um I'm not seeing uh DCP downtown college prep so I wasn't sure if they're like off cycle if they get paid a different month or or maybe they have a different name that they yeah DCP is a little you let me check on next I know they were kind of a hybrid of middle school and a high school um yeah so that that models the little things okay thank you all righty uh seeing no further questions or comments uh I'll move towards I'll call you as I see you uh wait a minute did I have a motion on 12.04 no no motion yeah okay motion by vice president Gerardo second by trustee Fuller Shelton so saying no harder questions and comments by members of the board I'll vote I'll call you as I see you Christy Chavez aye uh vice president hi call Quintero aye um trusty Fuller shell yes and my self-loading eye item 12.04 is approved so we moved to section 13 closed settings 13.01 announcement and public comments regarding items to be discussed in closed session uh Mr Chang will you announce ment yes the um the board will go into closed session to discuss the item that are presented on the agenda in section 13.

we've also got some health aid needs that we've got a great healthy health staff health services staff across the district and they are they're also very beneficial we want to make sure that we we've got a plan to maintain those and those those that's not about growth there that's about maintaining um and then the cost with increasing student enrollment I mentioned that earlier we've got about four uh 35 new students entering our buildings that aren't getting the the state aid that the other students that came to us last year are and so we the cost money to educate them it costs money to to to serve them so we want we need to make sure that we we get that built in the college Career and Technical education pathway expansion I'm very proud of the high school in terms of the work that they're doing they are they they've got a renewed focus in terms of what we want to do for our students and what our students want their students have had voice and choice in that and that's incredibly important and it's being utilized in a way that's reflective of our community and and what the Partnerships that could exist there those programs I I don't mean to be flippant with this but those programs are not free it does cost it as the point that was made it does cost but those are incredibly valuable programs that are very necessary for our students I've talked to a number of kids but I ask what are they they graduated this spring what are they doing several of them are going to K-State to study animal Sciences would have been great if we could have had a CTE Pathway to help support them as they Venture down that path um with with that career technology or Career and Technical education support behind them so sorry to go off on a little bit of a uh again Jerry Maguire round two um statement on but I wanted to point out is where these funds are headed that's that's a big impact and this is just a we wanted an underground just to show that as I mentioned salaries from the staff it's exactly that's a reference here um as you can see our Cloud our our licensed staff our certified staff are getting a large share of that and when it comes to the general fund as Nate mentioned earlier 83 percent of the general fund is is allocated to Staffing again so that is the the budget itself in terms of where we are looking to head uh with the with the Mills that we've uh that we're looking to apply um we believe that this this budget here will take us to accomplishing our district goals as well as guiding us down the path that you the vision that you've set as a board in terms of where you want us to head and where you want us to lead our students and then tying back to our mission statement this will help us ensure that students positively impact the world through academic social emotional behaviorals so Kelly we are back to the public testimony time thank you all right okay so we want to make sure um again to offer opportunity for us to prioritize listening and the form of public testimony and so at this time is the board um okay with the same definitions of what is fair and reasonable for this hearing as well if so let's have let's just have a motion so that it's formal and it could be as simple if if you're okay with how we did for the first it can be as simple as adopting the thing that we adopted [Music] speaking and testimony okay a second and I want to say last year we allowed back and forth that I don't think was productive and that's not what we're voting for now and we can't allow that we can't we're not here to have a long conversation we're here to listen and then have our discussion that's what we're voting message received are not strict enough all those in favor please say aye and raise your right hand hi hi hi thank you Susan uh motion carries seven zero um okay at this time if anyone would like to speak again you are welcome to do so um at least bringing up the The Proposal around the bonded interest I don't agree with you on some things obviously we know that um I want to explain this to the board and the film who made some comments earlier your current power of taxation allows you to collect bonded interest taxes to pay for the projects that were approved by voters in the past it is unethical for you to continue to collect over collect taxes to put a bigger Reserve in place for some future project that hasn't been approved by current or future voters and what has been happening over the past few years in particular last year when you had to make a critical decision about which account to cut is you cut LOB instead of cutting bonded interest because she wanted that 1.8 million dollars in levies to go into the account and make it look better so you can sell the bond hopefully sell the bond to this Putlocker and say it had it had a lesser impact you were spiking the taxes in advance of a vote despite losing that boat what you're proposing tonight is to continue to spike the taxes because I've given you a very clear plan how you can roll back those taxes to people and paid bonds off early by using half of what you have in your reserve account and that will save our taxpayers three million dollars over the next few you can't rely on a current our future Bond being approved by the voters some future costs for some future project that may or may not be the same as what you tried to pass in the spring in fact four of you are laying ducks in that regard and I strongly advise you not to take the power to put a new Bond onto the ballot in the spring after you're already gone that should be the responsibility for the newly elected board so I'm asking you consider this proposal it saves the taxpayer money today it leaves future taxpayers the opportunity to vote on a bond and a project and the taxes that the new poor will have to come up with and the size of the project that the new board will have to come up with but if you continue to tax these taxpayers today before there's a new project you're just you're just soaking us you're soaking us right now to try to stash it away from a future and that is I just I'm sorry it may not be illegal but it's unethical it is completely unethical for you to collect money in advance from your project to make that new project seem more powerful in the future if you need any more details on this plan I'm happy to talk about it but that's the message I wanted to get across you on that on that matter today I don't know if you can answer questions I think there was somehow some stuff in this presentation or justifying some of the expenditure items here it's hard to sort out with the information provided in the way accounts are moved around but at risk K-12 spending has gone from seven hundred thousand dollars to a million dollars uh providing proposal for the last two years I don't know what you covered Mr Dodge um Mr Holder will explains why we're seeing such a rapid increase in that area and you know maybe that would be helpful to tell the public like specifically like yeah we got more problems or there's teachers coming off of funding or something like that I think it would just be helpful to clarify that so so we can understand that we certainly want um you know what Opera's kids could be to get caught up we're all trying to push these kids to higher levels I think we all want that um there was another part I mean I know that you've given across the board six percent raises to to his teachers as well as all other staff this year um I wish I got a 60 raise this year it didn't happen um looking at the budget at a glance documents again they sort of parse this information differently and um I think that like the amendment support line has gone off really really large there like you're showing in that in that particular view of the budget you know prior years were somewhere around 1.8 1.7 1.8 million dollars and this year it's spiking to 2.4 million dollars and I don't know I can't I can't decipher from what what that what admin and support is other than salaries um but it certainly seems like it it um is going up and I don't I really don't understand why but I don't know if anybody else can explain that tonight that's all I want to say again I'm here really here to really hurt you guys to consider retooling this bonded interest a olive branch of standard of the community thank you for all equivalent comment um it would put us on a behalf of the future voters decide what they want rather than tax on front Builders there's something that hasn't even been yet thank you um so you said that special education uh the state assistance is going to get 92 and it's only funding that at 69 right now and I know that's historically low it has not been that low in history and then on the budget expenditures for this community we've got slightly over three million dollars budgeted for special education so if you can't answer nominated by this later um is that the amount that the district's company anyone else what Bradley again um yeah I just want to hit on a couple things come back to transparency issue and stuff like that and I like what kind of Mike said I think it'd be you know bad on transparency if you guys try to put another Bond pass another Bond especially before we leave in I think it gives the voters a chance to sit there make that decision and what people vote and make that you know I think that's probably what the election is probably going to come down to to be honest with you all so uh but transparency and stuff like that I'll talk about strategic goals I've always believed transparency accountability comes back to it's never the receiver's fault it's always to deliver and like I said I really want to see you all succeed I really want to see the board succeed because I have a vested interest in game like I said we may disagree on topics but we can agree to disagree on that so um it always starts at the top I've heard a lot of things from admin coming back and saying hey they're they're hitting a lot of flack from parents from teachers going in or from parents just the community and it starts at the top you guys are the screen for the administrators you guys got to be that stream that this this presentation I'm not saying it was horrible but most people most farmers and stuff can't read this they can't get it you know what where does it go down to what like what's the Nexus of what it's going down to the objectives you know because at the end of the day it just hurts the kids if if you got parents mad at you guys and stuff like that and they don't want to pass bonds they don't want to get stuff people think I I was a no vote but people think I'm against the stadium no I think this is this we need a stadium I know that price shocks a lot of people but I think we got to be you know good with the money especially when I'm seeing documents that say Hey that's why I come to strategic goals they're more they're not written in a smart format your action items I think your strategic goals high level or great but there's nothing the whole anybody accountable to and that's what people are wanting for example on preparing your students for success in one of the deals says like increase uh act tutoring or academic prep and one of the action steps you guys have no way to hold anybody you guys can literally hold one extra class and you got it done it would really be helpful those are some type of smart goals everybody knows smart goals specific measurable attainable realistic and time-bound so for example by the end of 2025 we increase ACT prep scores or uh prep classes or tutoring to make sure 75 of juniors seniors get it to the overall goal of increasing ACT scores by one percent that is something when you guys go to budget and increase the budget decrease the budget you can go to the public and say hey I've increased this budget because to get the rest of the way we need to do that or we've thrown money after bad but none of those astronaut if I get it your strategic goals are big picture and you don't put that on there but your actionizing should have that from a military planner it should have that pole people account an issue you talk about operating Effectiveness maintaining improving facilities and stuff like that you guys talk about them in your state assessments are mentioned twice about the IC and PC not having enough room needing more space but there's nowhere on strategic goals and those were created in 2022.

a stadium wasn't on there CTE stuff wasn't on there so that's where your lack of trust is coming from in the budgeting process and stuff and trying to get this stuff across I get it I don't think you need to probably have everything plans changed we didn't know the Panasonic plant was coming in and stuff like that I get it you can't always plan for a future tell me you missed all three of those on there that's where trust is coming from when it comes to the budgeting process stuff ladies and gentlemen and again I will go back again the presentation was great but why wasn't it out before I know there's legal requirements you can't give everything out I get that I understand that uh mark but weeks before Rita had a general idea of what's coming down the pi is really going to help the community go and understand the budget and support you guys on the open communication even a couple of slides here's the big picture items here's what's coming out Revenue rate neutral we'll go back to that a little bit like what are we doing what are we doing with that money that's how you're going to increase this transparency and accountability that I keep hearing and then hopefully down the line when we come to a bond vote we come to vote because I said I know you guys didn't do the three those six Lanes on the track but you guys inherited that problem and you guys are the school board now so the school board pass whatever you want you say they kind of put that pile in your guys's lap and whoever inherits the seats again from the election whatever you guys put in place we're going to inherit that pile as well and I can't sit there and say point to the last one nope you guys own it or we or whoever the other candidates will own it at that time so that's what yes you do again that's what I would like to see talking to you know how to increase the accountability I'm a senior program manager I deal with billion dollar or a million dollar budgets something I do all time how you take two people on opposing hands to come in the middle communication communication communication all right thank you yes sir that's okay I'm kind of a kiss person keep it simple stupid person so I look at the numbers and that's that's what I look at it's taxpayer and when I look at the sheet that you guys handed out tonight total USB taxes levied from uh 2021 22 to 20 what you're proposing for 20 23 24 it's a million and a half dollar increase and that's a 27 increase in two years and what I don't understand is nobody makes it clear where that money is going I get a packet like this and even when I looked on the school districts uh website I can't understand this I'm not an accountant and without really somebody to sit down and explain to me what all this stuff is there's no place that really makes it simple for a taxpayer if I could understand where the increases are needed where that's the money needs to be increased and would help tremendously and it just has to be in a simple form I don't need to do these big charts the other thing I know is I've been in businesses and I've worked for companies who have different departments give them their budgets and everybody has a budget that they wish they could get and so if you get that budget you're going to spend that money so what I know is you you can hand in all the numbers and all these different categories and say you think this is how much we need and everybody knows that when those numbers are handed in anybody everybody knows that they're going to shoot for the Moon not in excess but everybody wants more money but what I know is we're in inflation times and now we're going with with an increase in in our oh taxes of 11 from last year and um it's just hard it's just hard to understand as a taxpayer what why these are increasing at such dramatic rate and so I guess that's why I feel like my house value has gone up last year I think it was like what that I have here 8.3 percent and then on top of that you guys are increasing your Revenue neutral numbers on top of that you know so to to me as a taxpayer you're collecting 8.3 percent more taxes just on the increased value of my house based on your meal Levy from last year but yet you want to propose another five meals on top of that for this year it just for a taxpayer it doesn't make sense it doesn't comprehend in my mind and I am a numbers guy I was good at math doesn't not bragging I'm just saying nothing just one of the things that I I liked and so for me to to understand why this increase is so dramatic it doesn't make sense to me so and like I say I love this community it's been a great place to stay and I hate to have to lose it thank you Ken Snyder uh just to go back I want to reiterate the fact that you guys definitely have a harder job than what the county does when it comes to uh trying to random budgets but I'm sorry I can't help but think that um you know the idea that look in here and do some you know identify really what what is our scope as a school district and what can we do for Creative Solutions I mean I just looking here over the next four years we're talking about spending 1.2 million dollars on computer and iPad Chromebook rotations with occasional some other upgrades for switches and access points that's a lot of money and we have uh you know I don't know those things like you know driver training that's gone up from 13 000 two years ago to 38 000.

I mean maybe it's necessary maybe it isn't I don't know but it as when I'm at home you know crunching my numbers you know there's a lot of things I'd like to increase it'd be great I'm sure you know my wife and kids would enjoy it but it just doesn't work um you know into uh you know to go back to uh to the point that Mike was making with the extra money in the bond and interest fund I mean because people are upset about in Topeka when you know we have the you know you know tax revenues for the state exceeded what their projections were and so instead of giving that money back you know stay in Topeka a lot of people have said and I think that's not too much different than what's happening here where you have excess Revenue and you have an opportunity by you know to cut Mills and uh not taxes quite as much but I don't think the action is being taken on that part thank you anyone else like to speak Greg Bruce I have a question for and I don't expect the answer right away um I don't know if you guys have heard of the micro Foundation um he has to do um he's been around for a long time I don't know if there's any Avenues through that for operation for the school with the CTE stuff and then I had a question relating to this if the state's supposed to be funding the special education stuff they're supposed to be a 92 but they're only 72 how is that possible are they reneging on their agreement or crack and there's nothing you can do about that we have to pay for it that blows and then uh the bond thing with respect to what he was saying about the increased construction cost in a few years um in my business when I pay off a loan I don't have to pay the interest anymore so that's extra Revenue in my mind that's available for use as opposed to servicing debt so I didn't know if that number was calculated in with hey if we paid this off early we're gonna have this much more because we're not servicing done and paying but that's interesting I'm sorry go ahead and the technology then would be better for the CTE I mean everybody knows if you pay your debt opportunity um foreign it's on the at a glance summary of total expenditures uh let's take care of the community that's here now so they can afford to stay here yeah we wanted to stay here foreign what's the other one can I answer that now all right law enforcement Corrections and Public Safety foreign anybody else no you already spoke sorry sorry and you went for five right did you speak for fun oh okay if you didn't speak for five then go ahead yeah I just want to make sure it's fair for everybody currently people could come into the district right now but the principals the ministers have the option to deny them here even if they come in now if open borders allowed them to come in um but they have to accept them now basically the thing is we're pretty much that capacity if you read your guys's plan on IC and PC he looked at the older kids we don't have to transport those kids outside of District a huge factor for those parents and people coming in is going to be the transportation issue the kids that can drive are going to be in high school by that time you're pretty well set I'll tell you as a personality but when I moved to Pomona I finished my last two years in Ottawa one because I had wrestling and they had baseball you know and two that's where all my friends work so if I just take in consideration you guys look at that and stuff like that I don't think it's going to be the biggest impact of what you guys think because of that Transportation issue with people coming in we'll leave some impact will be zero you know it won't be zero but there will be some it's something to consider it's not going to be someone who also has a report that she is here it looks like almost everyone is smoking does anyone else want anyone else like to speak yeah why do we have to have adults here I'm sorry what why do we have to have cops here they were asking this is a passionate conversation and we wanted to make sure that everybody had the opportunity and we wanted to make sure that everyone was safe this is just ridiculous so it's for your protection what about our profession no it's for everyone it was for everyone I'd much rather uh have them and not need them than need them and not have them exactly yeah anyone else have any comments I have a comment I guess I need to address your question go ahead yeah would you would you like to address my question now because I think you kind of did in a way and I wanted to yeah the question itself was does the plan that was provided it does exactly what he said who does it it reduces bought an interest debt it accelerates it 100 it also does it within a by five years right and that puts the district in a position in five years to look at what a bonding interest or what a bond could look like if you're looking at pursuing a a bond issue at that particular time the scope of what we were looking at this this may is what I used as my comparison to it in five years we're going to have deferred maintenance needs we're going to have those needs continue to compound between now and then if we make the decision to focus on that debt reduction versus reinvesting and so at that point in time to accomplish what we were attempting to accomplish in the future sure in five years that particular project goes from 25 million up to 28 30 or even even higher and that that was that was the the that was my uh consideration that's what I looked at so I looked at the immediate results yes there's that immediate savings but in five years it eclipses any savings we would have encountered due to the accelerated cost of construction due to accelerator cost and instruction construction I don't think you can because we've talked about us being in this statement of a budget that you're working on five years prior you need your whole mind your whole focus is just on the next time you can get a chance to put another bond out there and to get another Pet Project well let's include that as part of the board discussion as part of a holistic because that's a relevant point and that has to be part of the consideration of of the conversation we have here does anyone else have any other specific questions or things because what my hope is is that as a part of our conversation here at the board table that we are addressing what do we think about that why are we thinking this what is that for that should be part of what we do so with that do you have more questions I didn't mean to I'm sorry yeah I mean I don't think that paying down interest on a bond versus what the accelerated cost of construction five years from now doesn't equate just like right now the the cost for people the people who are going out and building houses right now because of the interest rates are up that's exactly why the FED does that so to say that the costs are going to accelerate I understand you need to maybe look at that in a long range plan or budget but to to put that into your budget right now just to take taxes higher it's not it's not good for the people and it doesn't even make sense either because if you're paying down interest if you're saving interest money you are going to be saving costs for your construction down the road it doesn't equate the other way around I think you're completely wrong with that I unders I understand you looking at it that way and the percentage that it you're paying interest all this interest up front and you add another you know 20 million on top of that is you're going to be paying 10 times more in interest rates and interest fees than you are in construction increasing costs to this yeah absolutely so as we pivot to the board discussion now let's address that and everything else so yeah we'll be part of our discussion yeah yes you know we've been very freshly involved in this Bond project it wasn't something that we sought out it was something that was proposed to us from uh Piper Sandler who acts as our District's financial consultants and Mike's plan very viable and it was one of the options that was presented not in his not to the detail that he's put it together but the concept was is that we could go ahead and accelerate paying off the debt or we're in a unique position because of this additional bond in interest and and the recent retirement of other bonds that we could potentially take on a project now okay that would be up to 20 left in the 20 million dollar range without it with it being milled neutral okay so no additional Mills levied to our community well we went through the whole Community project and study and everything and it came back we were just a little bit short of doing the project and if we added a little bit which what was it almost two mils 1.2.9 2.9 pounds thank you it would allow us to accomplish the entire project okay well that failed that was not what the community wanted and we broke and that failed so now to I think all three of them spoke to that that has been involved and I think we unanimously have some similar well I'll talk somewhere I think we agree we're going to talk further about it but we feel it's up to the next sitting board to make the decision on what takes place next okay and uh there there's you know there's conversations and they'll have to get caught up to speed on that but what we do right now might take that like tonight if I understand correctly if we were to if we were to make a major decision on cutting the current and we'd have to reconcile and get confirmation from our financial consultants Piper Sandler but it could possibly eliminate the next sitting board from having an opportunity to maybe revamp or redo the bond proposal and do something now and if they choose not to do that then they can take everything that's in there that is sitting there now and everything that's collected from this time around and they can put Mike's plan or the same plan that Dustin had presented to us and it can happen and I I think that's going to be up to that next sitting board on how that takes place but if we handcuff everyone tonight by going ahead and taking action on that that doesn't allow the next sitting board to have the opportunity to have another Mill neutral rate potentially maybe not making the decision we did and adding the two Mills or 2.9 mils maybe that was a bad choice on our part but regardless of what that option is we feel like that should be their choice and we don't we don't want to be taking action tonight that doesn't allow that to happen I think we could all argue if we had a crystal ball it would be so easy to make some of these decisions okay and also in your own Financial lives how long am I going to live when am I what am I going to need for deferred maintenance costs those kind of things and if we knew those kind of things right now to my to Mr Dodge's point you know is it is a better use of our communities tax dollars to wait till 2028 and spend six or seven million dollars more than what it would cost to do it now by saving the money today maybe that maybe that maybe it is maybe it isn't I don't know I know that I think the sitting board now felt like our district could use these upgrades now and I don't think very many people and even you in this room would argue that we probably would benefit from having the facilities sooner than later so that's kind of my take from my viewpoint of what I've seen and been involved in this and and I guess it's I really truly believe it's going to be the next sitting ultimately determining place and look at it from a retrospective you too you know we look now here we are look back six years in the past or whatever that you know that track got put in and if we would have man if we had just done it then see how much better it would be now well six years from now we're gonna be looking back at you I wish you so I think from a from a retrospective aspect the the best time to ever to do something was yesterday and the second best times today um well in the concept of business I mean we're not a business and it frustrates me because I would much rather run our district like a business but you know businesses reinvest in their business before they've become debt free uh you know uh families buying new bigger homes before they've paid off their home you know they take the equity and so you know there's two different models my grandma and grandpa they would be hey you don't you're paying off that car before you buy another car you know and there's and there's more than one way to peel an orange and we're in in uh you know to uh bucks point we can agree to disagree on some things and there's different people with different different mindsets and philosophies towards it so and then I think between Phil and I we've given uh not given let me use the better term sorry released yes um I more than six Mills and you know yes and you know that that seemed like the right thing to do because again as it was noted earlier if there was not a specified reason the way this is like hey this is what we need and we need it for this reason then in the spirit of let my yes be yes am I know me know and you know I heard a comment earlier it kind of I think I physically you know Farmers don't understand stuff I come from Farmers and farmers are some of the smartest people I know they understand stuff just fine and property taxes if you're a third generation farmer you understand that property taxes I mean they're they're just this shy of being the devil themselves so um you know that that is a real reality I can't say that I regret releasing Mills um but I also there is a part of me that I do worry I'm just being honest I do worry that the releasing of those Mills has now put us in a situation that you know we're taking some medicine here you know this these are the needs that are reflected this is how much it costs it does cost more this year than it did last year and shoot Buck wants us to buy buses I mean we can this is what it is and I I do too like but but we cannot afford that because this is what it has now you can have good discussions about what the right kinds of priorities are and that's why it's good for people to talk about those things it is people can have different ideas and we can respectfully agree to disagree I mean that with all my heart um but in terms of identifying and what I want to make sure is that we do not rush this discussion I want us to try to truly hit every single question another question that Mike said before you go on yep I'm sorry extend everybody tonight but we need a bill break oh sorry my next thing I was going to say okay I'm gonna call recess but the next thing I was going to say I want to address questions about increased funding for at-risk and some of the other questions that got peppered along I want to make sure we do our best to address those all right recess sorry Andy man I'm gonna be on your list tonight I'm not strict enough I'm not letting people go to the bathroom sorry sorry foreign wait yeah all right okay and other folks feel free to jump in I just want to try to address questions in a way that also facilitates open discussion at the board table um the first one the in the explanation of proposed it was on the proposed highlights screen um over two years and it says right there increase of 1.5 million how are these additional funds being used okay um I think we've talked quite a bit about Career and Technical education Pathways expansion but and that is a big chunk um the two new pathways are AG Sciences with FFA which is new this year um and the other one as Mr Dodge mentioned is the law enforcement pathway it isn't just called law enforcement law enforcement Public Safety and Corrections yes I remember there was a three-legged table and I could only visualize the first part um and so and because of the change as was noted earlier but it does add up those certification test costs which also is exciting because it gives our students uh something to show for their work and makes you know we've gotten a lot of feedback we need students to be more viable for the workforce message received but then that does not cost nothing and we have to invest in that so that is a component um certification tests used to be on your own dime now those are are required to be a part of the District budget so that's a chunk there um another question was about um covering costs for expiring grants you might have heard a word as part of the explanation Esser so let's talk about what Esser is what it funded in terms of positions that money is going away you will see that reflected as part of this 1.5 million those are Staffing positions would you please elaborate on that so Esser was a covered relief grant that the school districts in the state of Kansas or even across Across the Nation could apply for and it required focus groups to help the district determine where how would they spend those grand dollars um and with the the seven different focus groups that were that were built the recommendations came through to fund it or to fill it with Staffing positions in almost its entirety um six people six Staffing positions if you think about it so it is four Student Success teachers at across the district one of the primary Center one of the Center one at the junior high one at the high school they work with students who are struggling the the scope of it is to help students that were that faced some struggles as a result of the pandemic and the ins and outs and the chaos that that ensued and now they've worked themselves into a position of relevancy to where they have they have made a huge impact the high school in particular is a tremendous impact and it's changing how we look at students who struggle and so it's one of those it's a position that that building is identified we need to we need to keep them all the way down to the primary Center we had a presentation last year in the spring the impact that's being made at the primary Center that you know it's this is beyond just recovery from the the scheduling chaos that occurs this is helping our kids and it's making a huge impact same as that same stories come from the ice and the same things taking place over at the junior high those are relevant positions their Staffing positions so when you think about salaries you think about benefits based on the years of experience that individual can have that's the dollars connector so when you're talking about salary whether it's you know 50-ish and you can throw benefits in there it's not unreasonable to think that a teacher could occupy 70 to 75 000 within a budget to be able to uh to take that position you multiply that by four you've got a big a big sum of money that needs to be allocated there we've got nurses that have that were hired as part of the response to the pandemic and they came through Health Grants but part of that also needed to get offset with funding from the the Esser program and so we've got additional nurses that are helping our district our students across the district um it's it's been great to see the asset uh it's they have worked themselves into a position of relevancy there um so that's those are the primary Staffing one of them we also have a social worker over at the junior high and she's been in a phenomenal job and embedded herself into a pro into a position there that Derek in Banks rely on around or tremendously and the kids are giving great benefits to having her in the building and the impact that she's making not just within the specific students that need her but also the culture across the whole building um so it's Staffing was a huge piece to that um can we talk about the increase this was mentioned um and I know it's what we're looking at here it's um the expenditure at the K-12 at risk that line item if you look from 21 to 23 because we're at 701 94 941 to 8386 to 1 million so as a budgeted expenditure which we've not voted on yet but let's talk about why at the app risk line item has increased and what that's for can you come over here cool well he's looking at it but I'll also point out in terms of the funds that come through for at risk a lot of those those funds there come from federal uh at-risk programming back average dollars and so you're looking at funds that are students that are identified and then they apply for free and reduce those students that service free automatically triggering a paying mechanism that the federal government has their own formula and I'm going to be transparent to this I don't know what that formula is but we get funds for that and as your free immigration numbers increase then you have the opportunity to receive additional dollars with that we're going to tell you right now our free introducer numbers I just got an email today you know spoiler alert our free and reduced numbers went up several about 50 or so students from last year this year based on the the numbers I got today so it's those at-risk dollars are also come from the federal government we also at times need to supplement that to make the salaries of the staff that we serve and the materials that they used the average money is I mean does it also have like like that 50 student increases increase is that also impact Food Service as well Etc that changes the problem so so yes so there will be and that will also in order to see the real benefit there what that will take beyond the audit has to come through and tell us what those extra numbers are but with the free and reduced meals that come through as students come through and they get a qualifying meal meaning they have all three components to it then we get reimbursable rates from the federal government for to go into food service that food service itself is is a at this point in time is fully sustainable self-sustainable um we we have the the additional funds that came to us for two years when the federal government said all students can be for free yes and so we we're leveraging that we've been able to add to our Our Food Service staff we've improved the meals that we are putting in front of students offering more fresh fruits and vegetables when I'm over at the high school during that lunch time I'm seeing flights walk out they're just packed with with fruits and vegetables and the kids are enjoying it they're providing higher Quality Meats as the cooking department so they're utilizing those funds um in that you may have been notified by the state that we need to spend down those those excess dollars you're only allowed to keep about three months worth of sustainability going and we exceed that and so it's every District that received those free meal funds is dealing with that I've not come across the district who said okay check we've done that yeah so this is the big jump that we've seen good service I would say inflation rate costs we've also added some staff yeah so the cooler I'm gonna I'm not getting too far from my skis here because I know you dealt with the inner workings of it but some of those the the the funding for the purchase of the coolers some of it could have been could be pulled from food service but it was also a capital outlay because that's that's what falls under the cap a lot like yeah typically you can okay just like food service typically if you were to do that because we want to keep tons of features so indirect costs allows us to they moved it up last year it was 14 this year is it 16 17 yes so when a utility bill comes through you could leverage up to 16 17 out of food and nutrition to pay the utility bill in addition to together that's what an indirect costs for hours of 12 000.

budget and then a lot of the salaries would recruit included gross salary health insurance or Social Security appointment because we have certified some non-certified staff or excuse me but there's different sections of the students performance that are certified but that's where that one might remember so we do we do get some funds from Title One dollars that's about I think this year was um now so so out of our budget this year for Capital holiday um we have a um expenditures uh is about two and five million uh historically what happens is we always carry money we don't spend it all so you could spend the whole the 1.4 million at least they're only 165 that's minusing the cat the cash on the carryover commercial so you have projects that you may start this year but it may roll over to next year or there's may not be projects that you just have casually roll over to help fund projects for the phone so that's kind of why it looks skewed because that's the same if you spend the whole whole amount okay um but historically um let me go back through here I think last year we rolled over 963 000 rounded up and then 21-22 we had about 742 000.

um this year you know we we have done a lot of projects through our Capital like plan um so we want to stay around that those funds just because when we build our Five-Year Plan we want to be able to help sustain as instead of spending it all this year I mean you could do it either way historically that's what they meant so but again you buy a bus we've already a year and a half okay so that 130 000 has been carried um so so it goes down as a we can't it goes down as uncovered but it doesn't leave our funds until the Bus shows up on our lives and those funds are taught we have to encumber it um so we don't touch them so that one of the best shows up we have one so we don't understand um another question had to do with special education let's expand upon that currently it's funded at 69 the law is that the state is supposed to be required to fund at a level of 92 percent correct yes there is a multiplier that gets that gets applied as they build as they take on their legal obligation for um State funding and that's uh actually printed off that uh legislation it's 72-34-22.

the multipliers is by law 92.192 um and what the multiplier that's been used by the state in 2223 was 7.72 and what's being used this year is 0.69 and so just doing the math there it's that never is coming down and because it's not at 92 what that means to us is this particular fiscal year it's around 500 000 that we are pulling out of the general fund is the One Fund that you can move to any any line we're utilizing that out of the general fund which that is relatively three and a half almost four Mills out of the general fund that's going to pay for something that's going to be quite honest with you I have a hard time with this because we've already paid into it with the state it was already mentioned this year that we got a three to four billion dollar Surplus at the state level and they didn't fully fund at the 0.92 for all districts in the state when they had the chance the governor's plan was to fund it to to do a five-year approach to stair step it in so unfortunately it's placing it on the school district's uh plate and it's being placed on the backs of the taxpayers to pay that twice we are legally required to make up the difference which is when you phrased it differently in a way that I appreciate it frankly but would not be appropriate from this chair there is a um in honor of my friend Allison Bauer you all have heard me say this before there's been a trend over the last few decades for the paid legislators to push their taxing authority to our volunteers at this level and I'm not crying Victim Because I did this once and I chose to come back and do it again and I knew what I was getting into but what that looks like is raising the lob so they can say that they lower taxes and they can push it down to local boards to raise taxes to make up the difference and the latest generation is refusing to properly fund special education as the courts are dictated and that falls upon us to make up the states breaking their own law and I would advise I'm not telling everybody how to spend their time I wish you would go Advocate at the state level like you're doing here tonight because they need to hear that they don't you don't think that's fair and the solution is not to rewrite the law to match your practice and I'd like to related to that I'd like to address a point that was made with me right here it was another one that got me right here and it was the explanation of why the new laws were written about establishing the revenue neutral rate as a form of transparency um I think that's great I think that the increased abilities to have you know the processes processes in place I think are very healthy ones what would have really helped people out though and the state of Oklahoma does this they cap property taxes once you hit a certain age you've done your time essentially that would that would be because the impact on anything that we do does affect again everyone and everybody's stuff is tight we all live here but it specially affects and I said this earlier in the first hearing and I wanted to come back and say it again it especially affects those people who are already on the margins barely hanging on and it especially affects people who are on fixed income I've lived here for 20 years and 17 of those 20 years I have been very heavily involved in both forms of Outreach to senior centers in various ways and I've also been a food pantry volunteer for 16 to 17 years I am very clear about the weight and the responsibility of this of these types of decisions and the impact it will make um I also am very clear and feel very comfortable with the level of detail and research because of laws like what was created with statute and we learned a lot last year because of that you know um attentive of an idle need to be lectured on it but a tenant of leadership is just because it's not your fault doesn't mean it's not your responsibility we had an opportunity to learn I duck away from none of that um My ultimate responsibility and this rubs and pulls at my heart as a community member and also where all of this intersects with my faith of what we are asked to do for the least of these and that is in direct conflict with raising people's taxes along with my history of growing up um with farming and knowing the impact that property tax is made but sitting in this chair with this responsibility I am a school board member and it doesn't mean that the other things are not important but I I feel very strongly that my priority has to be to respect that I previously voted on approving the needs assessment that was given to us with much time to think slash and consider if I voted for the needs assessment then a person of Integrity I have to vote to fund what we came up with um I'm not necessarily saying I'm ready to vote tonight that may be nuggets for other parts of conversation I think there's good reasons to I want to see first of all how the rest of the board feels we do not have to vote on adopting the budget tonight I thought this would be an opportunity to point that out we are welcome to we can also wait and have it as part of Monday to let some of the things that have been brought forward marinade offer more time for reflection prayer whatever whatever your thing is to to make hard decisions we we do understand that all of this is hard decisions and they're not being made in a vacuum and whether we ultimately agree or disagree I can assure you that every person sitting here takes the solemn nature of our responsibility with the seriousness that it requires for the benefit of Education for Baldwin students the component of the budget that has to do with raises that was mentioned earlier raises five percent our teachers deserved every bit of that five percent and then some that's reflected here I'm going to be quiet now uh Susan I don't know if you have anything you would like to say any other board membership discussion I want to let you know just I Advanced the slides of the board discussion I I got sidetracked when when Kelly started that and I failed to advance it so that is the slack for discussion okay one thing I have a confession I won't be here in the 18th I'm at a business thing come out so if that affects anybody's I'm not trying to shirt this vote I just want to hear all the board members no [Laughter] um Mike brought up the idea of you know the keeping the bond stuff and saying that it was unethical for us to keep that money um I don't know how I feel about that I know that that's a pretty standard way of doing it when you do a bond you approve a mill Levy for that Bond at that time that's x amount of dollars um and then you can tell that about Bob that's paid off with increasing in property taxes you wind up getting more of that much original and we're getting what you were originally getting for that money um and I think that's again that's how everyone around us has done it I'm not trying to say that that means it isn't ethical or that it is ethical um but to that end um trying to see things from both sides um right now for our for our bond and interest payments what what you know not trying to pay them off early not trying to do anything other than maintain our payments what is what is the middle Levy that you know we're asking for 14.88 what's the middle Levy that would be required to just meet yeah okay yeah yeah we noticed that right um you know that was a possibility because we did we did want to look at the best for the community the school district um but also in turn we were right on the kids could we have um that's the Navy here for Monday's meeting all right turn around for him but I could ask him I guess I'm just curious of the impact that would be to the next board and their options well this is too you know the idea that part of this whole contract with um we'll do this three times I mean there's there is got to be times we have we we have the ability to buy out buy yeah and and at this point in time when I development of the budget in in looking at all this that's that isn't kind of at a bill about a hundred thousand at this point in time without going through and doing his line items right building of it right so we have the option to buy hours or to go through it if you do it two times and you buy out your paying yes up to that point yeah no it's not but it's not it's not giving Services up to that point less than three three times yeah what would this be obviously um but his suggestion is carry through this year and I don't speak for as many people and then look at potentially looking at next year's budget because you have any more coming in having that time to to analyze or where the relation is and then possibly adjust from that so I mean there's multiple options because if so and again this is a hard thing to do because here we're stuck in the idea of like around basically 54 you know the voting majority of new people out of the board right that we're on now and so we're trying to set this budget and then also handing off the spawn of India so that's a hard thing because you know I I kind of feel like you know the community we thought we heard of everything that the community wanted we tried to put it in there we said oh we need a little bit more money and we put it in there and then we said okay yeah that's great for one was very very shocked that it didn't pass because we had so much good feedback and how we built that all up um but the idea that you know it did get voted down um you know maybe that's not you know at least the majority of the communities focused right now I mean I'd be open and especially hearing all the stuff tonight hoping to reducing that and then just what does that then look like so then they have to change the bond and now it's gonna now instead of asking for three meals or for 2.9 mils they're gonna be saying we dropped the bottom interest two Mills they're gonna be saying we want five mil so we're also kind of like using handicapping handicapped in the next board if you drop it if you put it at uh if you leave it yeah four uh 14.488 projection is 23.
⚗ AI-reconstructed · cite from original above
uh million if you drop it to 13 488 you're at 20.25 . um known to Mike's point though I think so you know I think that there is there is some um I mean that's why we gave back the bomb the the game back released that we're starting to work on um you know at the end of the day that extra money that's going into that it's not going somewhere else right so it's not like we're taking in a lot of interest and then we're spending it somewhere else so really it's going to go it's still going to that bond interest and then there's a slush fund and then the new board wants to come on and they say hey we're going to take all this money we're going to pay this down there to do that you know and it's money that would get paid anyway um it's also an investment mindset versus a um and and you know both are valid approaches but it a bond will have to happen at some point there will be some point when certain things that we are doing are not going to be sustainable um I think that time is personally just speaking for myself I whether people want to publicly own that or not I think that time is coming sooner rather than later in in certain areas when it you know comes to Athletic Facility usage just because of growth in other areas um and I know things always cost more money when you're playing catch-up so I would need more time to think about because when I listen to the logic of waiting for the next board by that same logic I make no change here right however I also understand the the very real um request for those people who have come tonight to say now we've already millwise we've already we are down a little bit but I understand that equates different with the the raise and valuation so that that would be something I personally would need to think more about because that is not an investment strategy that is a again doing just enough to get by and take a little heat off us right now in the short term and kick the can down the road that's kind of what I'm just going to call it like it is it's kind of what has been happening in in that area because it is so hard in a community our size and then people say well you should have done that a long time ago so do we repeat that cycle by making I don't know I'm just I would need time to think about that um we're the ones at um that you're responsible for offsetting increases in evaluations versus the County versus the county or the state or whoever you know I mean you know we're you know we're the we're we're the ones that are responsible you know where the you know the ones that are what do to do that we are being asked to offset the property tax burden um I look at this budget and I think man I want I want to cut this as much as possible you know outside of you know that bond interest so I don't really see much that you really could do and so if you really want to pair anything I think it winds up having to come from there um but then that has its own whole box of trouble so yeah I wish I wish this could be tying or delayed so that so that the newborn could make this decision right now because that's [Music] to just either direction and I'm not sure which is better I don't know I appreciate that and I I share that concern on the other hand I was elected to do the right thing for things that were put in front of me for four years not for three years and ten months nine months and and I don't want to step aside and say no it's not my hands because I won't be here much longer well our intent as it says on the screen is to not seek approval tonight but rather to seek approval at the 18th board meeting as part of the regular board meeting agenda um it's more about payment scheduling because I know it's kind of squirrely where we're just being one payments to go out yeah you need to come back over here and use your outside voice don't try to escape nice try that's right so okay so the this might be a multi-layer question for foreign four different uh Bond types of your currently carry I'm looking at the bottom interest page I know that there's also big chunks in which those go out like it might be a million dollars goes out on October 1st or whatever day right so and they're carrying over money year to year to cushion some of that so that if we hit that you know it would be reset our fiscal year July 1st so we have to kind of carry some amount of information at all you've got to be able to make that payment because that payment comes before we get our first big check right in October right right so if I'm from the there are payments immediately going out went out September one yeah 4.1 on July one when do the payments happen yeah just myself so I mean if we're paying that I mean we've got we got fun sitting in there in the previous Direction with that that's just how they they structure um so yes I mean you there's so many options you can do and look at well and to this point we we have done we've checked with four different attorneys we've checked with ksde we've checked with Greenbush this strategy is not an uncommon strategy and and it is it's it's as Mike pointed out it's not it's not against the law to do it um the idea behind it is my job in my role is to put together a budget that reflects a strategic plan that reflects our vision reflects our mission statement and our goals and it also reflects the conversation direction that we've been having for me to come in here and unilaterally pull that away from you would would not just have an impact on on you and your ability to have this continued discussion because as we've indicated with DLR we still have by contract another couple options if the board chooses to do so or the next board that comes in because they are inherited they are taking on and taking ownership of whatever takes place this year up through December if we have any Flex on this budget I think it does come from Biometrics right so and we would and we would work that yeah so whether that's a reduction in our members we actually looked at that last year called the budgeted in a million dollars extra interest because we were one to call a bond we have the potential I think 36 32 percent and so one in one of the conversations one of the conversations that we had with with uh an attorney he had mentioned that very Point some boards become aggressive with their bonding interest so that they can pay down early I mean they they will raise new they'll if I'm you talk to Kevin so I'll make sure that I say this right that it Miller before the bottom interest for some districts gets uh elevated so they can pay down and call bonds early I mean that is a strategy that some districts choose to operate as far as an example exactly because as long as you have an application you can as long as you meet your application there's no limitation on that But there again it comes back Direction what projects if any you know I would say if we had any facilities you know we were good absolutely modern interest funds can only be paid towards those bonded interests items so like I said that's why I keep coming back to there's so many options for sure so yeah what's up perfect so I just wanted to cover a couple items so again our intent was to seek approval on Monday night give you some let this marinade and go with you on Monday night uh well we will ask the board to approve a budget and if that includes the reduction there to your point Phil and Chris that we can do that within that meeting in any case we still have to do what's called the local option resolution because we are exceeding the state average by 0.1 so it's 30 it's 31.7 percent is what our local option budget uh percentages so there will be that resolution um there that's regardless of what we do because that's that's tied to lob uh local option budget or supplemental General however you're reading it um so that resolution does not require a roll call vote but we'll have that resolution for the board and for those in attendance uh at night as well any other discussion Luke had asked earlier about um local contractors across the local contractors we said when we send out bids um our maintenance director our facilities director he sends it I'll tell you what if you'll if you'll meet up with me when we're done I'll get your information I'll make sure our facilities director has it um as we send those projects out to local our local companies and then it also goes out through the state bid process that he has to follow them you know because they'll give back to the community to do something about the bigger jobs and we have used we have used local contractor I know Mike has used local contractors for a variety of things so but I wouldn't disagree with anything you said and to that point that I've learned that we don't always get complete choice or control them right so there's some there's some processes that were limited by by the state of how we accept bids and under Denmark you know if we've been challenged by that but I can assure you that I'm pretty sure we're in unison here our desire and goal would be to always allow local contractors to do all the work always and so much so it was actually that was one of the things that was adopted in the Strategic plan in under the facilities section was to improve in that area you also have to remember year two Nate year 2.4 ish months right tier three that's not an excuse Mike so a lot of these guys are still getting to know people in the community too so if you know somebody come introduce yourself everybody here wants a good working relationship and sometimes people are just ships passing the night without even realizing it um so appreciate the input on that anybody else are you required to hire contractors nope that's that's I'm not aware of that I'm not either funding involvements okay as I mentioned him if he if he's got a service he wants us to pass on to our our maintenance director of facilities director just if we don't already interact with them just let us know come visit us give me a call shoot me an email stop in there's your business card whatever I'd love to visit and see what we can do one of the things that we've got in within our street opinions is engage with our community and engage with our business partners and uh if you've got a service that can benefit our school district in terms of of job performance would love to be able to visit with you good to be here It's usually the general contractor that has we do a lot of work through schools and it is for real language every single time I think it's the same it has nothing to do with school absolutely nothing to do nothing well it's the general contractor the school has nothing to do with it okay so as far as the discussion here do we have any more board discussion about anything related to questions um points of clarification direction for what we want to have prepared for Monday night one meal two meals two and a quarter you know maybe did you hear that Nate well and I guess if we're throwing out of questions I guess I'd like to get and then also I think Nate answered this already but just to confirm what would be the minimum that would meet the obligation to the bonds to carry the material that's what I heard you say I would I mean some things some things to think about and this this is maybe maybe for Monday night but I'll bet you think about it now one of the things that's being discussed in terms of State legislation that I've heard in the taxpayer I don't necessarily know that I disagree with the idea but as I'm looking at the budgeting there is talk of putting a cap on assessments by counties at four percent that was that was something that I that I've I've seen come through some of my uh lack of a better term my Twitter following my Twitter feed there so one of the one of the concerns yeah my ex my ex phone one of the concerns I that I have is knowing that that would have on future budgets I don't want to get too aggressive and wind up having to pull from the general fund to make up Bond and interest payments that is yeah no crystal ball I know we can't budget for the hypotheticals but that is something that plays through my mind you have within their extra money a little bit of a guardrail well then you can adjust accordingly yeah right now we've tried to avoid going up but if we're going to go down again this year and there's a need in the future they're just going to happen right you know go up right when we haven't but okay lots to think about I have a question was it the same board member said he was going to work for four years who said he can't be here Monday I apologize I really tried to avoid the conflict I wasn't gonna call you all right all those in favor of a journey say aye and raise your right hand all right I'm all over that meeting adjourn 951 thanks everybody for your time tonight thank you

hello and welcome to Around the Clock as we kick off our 10th season of Around the Clock we are bringing back one of our very first interviews we have Patricia O'Neill with us 10 years ago she had just won the hero with Dwayne The Rock Johnson uh and I looked at that interview from 10 years ago and I first of all thank you for coming back to around the clock please thank you and I know that you took what you did there and have parlayed it into a lot of different things so first of all 10 years can you believe it's been that long since you did the show just like that cannot believe it do you remember how you felt after winning oh the Elation was unbelievable The Joy the Gratitude uh it was we were on a high the whole family for at least a year after that I mean there were so many changes that happened to me as a woman you know and as an older woman that it just every day was joyous it was so much fun it still is it really is yeah so you took that and when I went back and looked at the interview there was a couple things you were getting ready and you were hoping to get a number to run Boston in 2014.

and I did you run in 2014. you did and how did that go so I was one of the last people to cross the finish line with an official time so I was super slow okay but I did earn my medal I did do the run it was as thrilling as winning the hero it was so wonderful well it was 2014 a year after um the horrible bombings yes 2013. right so why really going for that run I was running for a Cause I was angry still I was motivated I was doing it for the city of Boston it felt good I felt like I was doing my part well that's great I I I've run a 5k and I was never congratulations well that was a number of years ago I've never been a runner but I I do I I think people who run it are amazing especially when you run it for charity so yeah yeah um any interest in running again I can't Ron I have I have thrown my back out it actually happened during the marathon so I see a wonderful chiropractor chiropractor every you know okay so no more running no we're running but I am a Avid Walker okay every day three miles good for you yeah good for you the other thing you had talked about was you would have loved to have done Dancing with the Stars yeah did that happen no it didn't no it didn't okay but it's still maybe I'll do something that attracts their attention and they may want to bring me because the other thing is you've taken that win on the hero and you are now acting you've done movies you've done TV shows how did that happen I mean that's just amazing it was unbelievable so Boston Casting which is a large Casting Company here in Boston was originally the um Casting Company that sent out the hero notification that they were looking to hire a Boston woman okay so because of them and because of the winning on the show they had my name they had my picture with Dwayne so they would send me casting notifications they were doing a worldwide search for Aunt Jen for the movie stronger okay starring Jake Gyllenhaal yep they were bringing in actresses from New York from La yeah the director David Gordon green just wasn't getting what he was looking for they were looking for a heavy Boston ax scent right a tough uh yeah unfortunately stereotypical right uh woman from Boston so they remembered me from the show they sent me the audition the script yep I actually auditioned on a Monday and on a Tuesday I had a call back with Jake Gyllenhaal and David Gordon green and I will say it was unbelievable to be in an audition room without knowing that either one of them were going to be there yeah to watch the performance I had actually I was off book so I had memorized the script yeah yeah and it was so exciting to have Jake interacting and saying that was really great and then to have David asking me what I thought about the character or what I wanted to bring into it it changed that definitely changed my life that was a life-changing moment getting and when was that how soon after the move after the show that's three years after the hero so between the hero and that point I think I had done background okay a couple of German films oh okay but nothing nothing even close to that I was trying to get into how to audition for films in Boston yeah but I was not successful until that moment wow and now I'm happy to say I have mastered that and happy to help anyone who wants to audition and have you done anything since then oh yes okay what else have you done I've done so many films uh honest Thief with Liam Neeson I play Robert Patrick he's the silver Terminator from Terminator 2.

everyone knows him okay um I play his wife in the film equalizer 2 with Denzel Washington yeah so I'm in the Blu-ray Blu-ray version I play Faith the waitress I'm one of the Uber passengers uh we've just rewatched The Equalizer movies because we then went to see it in the movies yep yep so we went to see three in the movies so the theater I don't think I'm in that one I'm in a blu-ray cut okay um and that happens all the time film and you just hope to that ending edit that you make the picture but even if you don't it's still wonderful to have yeah yeah what was he like to work with so this is the best story and I'm so embarrassed to tell it Denzel all day long he was filming just the people in The Uber scenes and because my seeing consisted of rain I was one of the last people to film that day okay because they have to set up a green screen that makes it look like raining yeah and this is all done in the New England Studios out in um Devon Fort Collins Massachusetts I get on set and in the Scully cap I'm all excited I'm about to film just Denzel and I and I look at the guy and he goes you look disappointed right I'm like he goes I'm not Denzel I'm like I know you're not downtown he goes Denzel doesn't work after 8 pm and I think this was around 11 30.

so I had to film my scene with this double no so I never got to meet Denzel but I met Antoine Fuqua he was the director okay and I will say I had mad actress crush on Antoine Fuqua he was so wonderful and he had the whole crew give me this lovely Round of Applause at the end of my performance which is nice nice now I would say is there anything in the works but there's no work being done talk to us how are you being impacted and other people you know by this whole strike the strike is very disappointing um first of all I give a lot of support to my fellow Strikers The Writers Guild because without them there are no actors right so both both guilds have to find an amenable solution together right or or it's never going to be um a fluid acting Community again right um the productions here in Boston have stopped right there are none other than some indie films are getting permission by the union to go ahead and film okay for me personally I haven't had an audition since June wow which is very disappointing because to be honest the auditions would probably be about four to five weekly oh my goodness is everything self-taped since code right so you can actually audition for here for New York right I mean it's really opened up the pool of how to audition but unfortunately too it's also opened up all the competition for auditions right right how did covet hit you covet was horrible uh for actors because for a long time you would have to before you'd go on set you'd have to take a covered right test 48 hours before set when you get on set another covid test then you are isolated then you were masked um if it we lost the camaraderie did you do some filming during the code yeah I filmed for George Clooney this is a great story yeah so the tender bar I think that's on Amazon Prime right now I had auditioned I got a background role uh towards the end of that film and it was unbelievable to work with George Clooney because he was cooler than I had ever expected unfortunately we were all masked we were isolated so he he was a lovely man he joked with us but we couldn't really hang out with him like we would normally on a set yeah during the down time during uh the set rework and all that so so strike is going on what do you hope will happen for you after the strike what do you what what would be I guess the question is what are you looking for what would be your ideal role ideal role was it was coming to Boston this fall I now and I apologize the working title I can't remember the name of this film however they are looking specifically for female Boston mother types with the accent so of course I would be happy with the mother types yeah and um the wicked in Boston and all that right right that role I was I was written for it and I am hoping that I get to either play Joey's mom I can remember the character and um I think I had auditioned for that I want to say April and then back again in June but now we were told that the production is delayed and now I don't even think it's coming this way oh wow yeah so that would be ideal is to get a principal speaking role in a film filming here in Boston so that I can keep my day job uh and also and what's your day job I work for TJX oh fantastic company very nice thank you okay so because you've done a couple different things when we interviewed you 10 years ago for Richard working for Richard Francis and then I know you I think you did somewhere along the line some real estate yes I was a realtor for 30 years okay yeah and then I remember you were in some local community theater a couple years ago with Joe White at Ashley Community number one director I think he just got nominated for a couple of awards yes of his some of his short films have been for a couple things horrific terrific person to work for nice um I've since gone on to do some film I'm sorry some play some acting on stage oh cool at the Wilbur in Boston so that's been my last two big Productions what did you do with the Wilbur so Casey Sherman and Dave wedge they are authors Casey's known for writing Disney's The Finest Hours sorry Chris Pine and Casey Affleck yep he wrote hunting Whitey which is a book about hunting Whitey Bulger so he brought his podcast to the theater new experience uh the guests sit and listen to the podcast but it's also acted on stage the different scenes that they're reading about so Neil McDonough who is famous for Tombstone Band of Brothers he played Whitey Bulger and I play Noreen Gleason the FBI agent who is responsible for bringing Whitey to Justin wow yeah so I did his Sinners and Saints same role and then hunting Whitey and Casey's hoping to bring this production over to London New York as a party and will you be going with him if he does it in person they may replace me with a uh an actress from that might be more of a headliner but let's hope that this gets my name up there yeah thank you so you said that your family was your support yeah how's your family doing they're so nice thank you yeah I'm still madly in love with my husband Bob nice how long have you been married uh 34 years nice thank you nice our oldest son is getting married he got engaged recently oh congratulations thank you Alex is uh moving out at the end of this month which will break my heart but it's time for him and how old are your kids uh Connor's 30 Alex is 28 and Madeline is a nurse at Beth Israel Hospital yeah so they're all doing really well thank you for us oh you're welcome you're welcome yeah it's it's amazing I look I look at what my kids were doing and what you know I think about 10 years later you know where where my kids were and where we are now and I'm like oh my gosh now you know I'm a Facebook stalker so that's how I knew you're always at a show in New York your girls are dancers which I know and then before we started filming today yeah you did let me know that one of your daughters wants to be an actress yes so my older daughter actually did stuff here in Ashland in high school and then went to Emerson and um you know living living the life in New York actually both my girls live in New York and and they love it and I'm I'm I'll I'll admit I'm a proud mom they're both they're both doing very well so it's one of those things I'm sure you know this is a mom if your kids are out there doing what they love then you know you've done your job absolutely and that's the important thing absolutely I love that you get to enjoy that with them oh yeah it's so much fun it's so when we go down to New York we always try to see a show and of course my husband and I do local theater and stuff so we love to support it not we're backstage versus this this is my only on camera so for you know on stage thing but yeah it's it's fun so this this is my creative thing I love that anyway thank you so much for coming back Patricia so one last thing so when you were on 10 years ago I guess I didn't realize I had started this with that first interview with you is I asked the question was there something about you that not many people knew that you were willing to share and at that point you told us that your mom was half asian yes and you were very blonde at the time yeah is there something else about you that not many people would know that you'd like to share with our viewing audience for this interview I love that The Best Is Yet To Come Oh that's a good thing that's a good thing to think of thank you great well thank you so much Patricia for coming back I appreciate it good luck and you know if you ever if you ever make it big don't forget about us back here because we'd love to share your story always going to be my home so thank you good thank you and that racks up wraps up this segment with Patricia O'Neill who has come back after our first one of our first interviews 10 years ago here on around the clock

organizational items this is a time for parent family and Community engagement opportunities and or announcements to take place so if building administrators have anything you would like to announce or include you're free to do so at this time okay our homecoming week kicks off on Sunday October 1st so homecoming week is fast arriving that will be when we have a Powerpuff flag football tournament between the classes so signups are currently happening at the high school and then we also will be hosting on Wednesday October 4th at Community pep rally and stuco and Mrs Hefner Sydney Novotny and Autumn Weiss have been working very hard with stuco on some changes the parade will begin at 8th and Grove Street and travel South turning left on High Street and heading east where they will turn left on 7th street and head back to Grove to unload but then once they unload then they will head over to Sullivan Square for the community pep rally that was similar to last year so I just want to highlight that's October 4th and we have sent out communication on like that the theme is there's no place like home BHS homecoming October 4th Community pep rally that starts at 6 PM with the parade so thank you anyone else okay I have a few announcements to share uh and please if I have any of these dates wrong don't don't hesitate to correct me but on September 20th which is Wednesday There's a blood drive at the high school right yes yes and that unlike past blood drives is going to be a day long uh undertaking ish um in the spirit of supporting uh Team McCain and Lila strong I know there was additional planning around that to make that extra thoughtful for that blood drive this year so thank you for the leadership on that also I would be remiss and also in big trouble if I did not announce that the Baldwin education foundations brought Fest is coming up on October the 7th that's on a Saturday the Baldwin Education Foundation spent Friday this past Friday awarding teacher grants at all four buildings which was a very exciting thing to be able to do and the Brat Fest is a Big Driver of that fundraising so October 7th is that I want to give a shout out to our marching band who totally rocked it at the State Fair they received a one rating for their performance there and I want to congratulate them on that um also if you are a person who enjoys Sonic uh Sonic has recently partnered with the BHS booster club to do winning Wednesdays that is the first Wednesday of the month and every first Wednesday of the month during the hours I think of five to eight I might be wrong but it's evening hours first Wednesday of the month a portion of their proceeds go completely to BHS so if you're needing a Route 44 that's a good time to get it um and I think what else did I have on my notes here oh I also wanted to thank the lumber yard art center a few weeks ago they they're quilting the Queens as I call them but the quilting Guild that is partnered with The LumberYard Art Center actually partnered with our high school volleyball team to make quilts which was really neat it's neat when those Community collaborations can happen but again it's a lot of extra volunteer time that we want to make sure to acknowledge and thank that was partnered with the high school girls volleyball team and the family of Brenda shawley to make really special shirts or quilts that are made out of their shirts um one final thing on a note that's a little more serious but also important to mention September is suicide awareness month and so we want to make sure to mention that 988 is a resource there's lots of advocacy and awareness going on at all levels as age appropriate about that so I want to make sure that's on your radar too uh board members will note in our consent agenda tonight if you've had a chance to look over all of that approval of donations um the Baldwin high school booster club has donated a motorized flag to the school and so that donation has been received will be officially received once we vote on it but they had a really great bash outing this year and all the fundraising that goes along with that so again want to just say thank you to the ladies of the booster club and The Bash Committee in particular the result of all that work is at a donation that you will be approving tonight that is for the purchase of a motor flag that will hang in our gym so with that are there any other announcements if not we'll proceed to the consent agenda all right item C consent agenda is there a motion for approval so moved second Susan has moved and Phil has seconded to accept the consent agenda as presented all those in favor say aye and raise your right hand all right motion carries 6-0 and moving on to recognition time first up is from Baldwin First United Methodist Church United Methodist women actually they're called United Women of Faith now and I still can't remember it because it's it's a reverse acronym I think it's supposed it's UWF which is confusing to me but formerly known for many years as United Methodist women they put together these gigantic baskets for teachers um and I had there's look look at I mean these are not small baskets um and these went around all over the place throughout the district one came to the district office too right came to you you're like yeah here and I am the student body president my name is Harper schoendollar I'm a senior and I am the student body vice president my name is Maris 4 I'm also a senior I'm the student body secretary and I'm Avery Bergen I'm a senior and I'm student body treasurer first we want to thank you for your time today we're going to be showing you a video montage of what we like to call the bay the bay is the area and our school where the lockers used to exist but recently we have done some Renovations for it this video will showcase the many positive effects of the bay so far this school year the video will explain why additional furniture will improve the space in the student environment as a whole we decided to take a first-hand approach with this video by asking students directly how they've used utilize the bay this year and also why Furniture would benefit them now without further Ado here's our video Pitch updating the library with your help our next stop is phase two which includes Furnishing the spaces the bay is utilized as a study space and also a great space to hang flyers and distribute information we also have a brain break coloring poster for people to participate in when they need a break from studying [Music] what's one way to use the bay this year Well Avery during college enrollment I love using the bay it's very calm very quiet and the only thing that does kind of suck is there's no furniture there's no good Furniture well the chairs are nice but I'd like a couch or a chair or some kind of you know money [Laughter] [Music] picture is a vision for the front wall of the Bay okay but it has been very beneficial to US during our six hour classes which we all have college enrollment so we all just sit out and help each other work and stuff in the days where we don't have work we use it to create pictures for the football team or like any sporting event that's coming up so it's very useful to help support our school is the furniture that we usually use to make our posters because it's very big and it'd be really helpful to have something to match your school colors because I think it just looked better and be a better space to work [Music] so much progress has been made already in the bay and the library and it is inspiring to us as students as a student council we have put an emphasis on building a solid fun culture to make students want to be in school by investing in the culture inside VHS we're hoping our spirit will expand beyond the walls of the high school and out into the community in hopes of inspiring others to invest in our school the library received a wall wrap that shows BHS highlights have not seen drastic Renovations in the school in years so seeing the major progress made just over the summer is very exciting and inspiring as students we are dreaming big here at BHS and just imagine how much more we can do if we have more resources building a culture where everyone feels a sense of belonging makes students want to be in school feeling Pride for our school building built a sense of community and will encourage educational attainment Hey Olivia so how's the renovations in the bay and the school library improve your student environment well anytime I need a quiet place to work or just to get something done or to concentrate I can go in the bay or the library and it's just a welcoming place and it's comfortable to hang out with hey Mason how is the progress and changes in BHS made you more excited for this year the changes have made me more excited because when they took out the lockers and put the bay in it's like a place where you can like go out in the hall and work and not be in a lot of classrooms awesome thank you [Music] all right that concludes our video again we want to thank you so much for your time and all the support you've provided for the staff and students so far now we'd like to take this time to answer any questions you have and then we also have samples a few samples of the materials in the bay so far if you guys would like to see those for records thank you yes airplanes and another aspect that I'd like to point out is that in the bay so far the paint the green paint that was has been there in the past in just the Bay Area is now purple and that has pleased a lot of students to see it match the color our school colors so I just wanted to highlight that yes yes any questions or comments by board members was the Bay um just an organic kind of just the just name got used and stuff or was there like a competition to like come up with a name for it or just kind of that's just what it was or you know I think I mean I think coined the term first and then we were kind of just like yeah just yeah it stuck did you all the stuco have a have a say in some of the Renovations and what yes we um we had a couple meetings this past summer and Miss Hefner brought certain samples for us to kind of look at and there's a certain Furniture layouts that she also had us look at and we were able to sort of like kind of come to a collective decision of which Furniture do we think would seat the best like most amount of students and what would be most comfortable for students to study in yeah but do you know what the capacity will be ultimately when it's all said and done for how many students can gather when comfortably so the North End that will be the conference room hopefully eventually we'll see up to I think 18 to 24 and then the rest of the seating is really how many kids can pile in which you know in high school students it'll be quite appeal yeah I would say in in terms of going to building walkthroughs I never see that space empty I always see someone out there working to their point studying taking online classes working in groups um takes his social studies classes out there frequently and it's it's just something that it's the use of it is real it's been cool to see yeah I also want to mention that like you said a lot of the teachers use the well like when we do group projects like in years past a lot of the groups would have to like work on the floor because there's only so much table space for everyone um so a lot of them have been able to go out to the bay and have a lot more room to work on that's a great point all right so as this is a little bit of a spoiler for what's to come in the agenda um Mike Elliott has a uh a piece a proposal that we will be pretty providing to you tonight that uh hopefully will uh see this this project itself move to the next next step so all right all right awesome thank you so much thank you very much thank you executive cabinet you have represented your student body very well we appreciate your professionalism I'd like to give them a round of applause [Applause] all right celebrating USD 348 student voices that's an opportunity built into the agenda that if we receive letters or correspondence of any type that that is kind of a placeholder there to represent that um we did receive an email um over the last week from actually a Baldwin High School alum who asked to not share too many details uh but I wanted to make sure and point out for the record that we did receive that and the context of the letter was the impact that was made upon that person upon that student even as a graduate now of one of our staff members which transitions nicely to what we have next which is the hashtag Volvo middle Employee of the Month all right Okay so for this month's it's all been built an employee this was a fun one to do because uh the timing of the student letter came in with right when we were pulling in the nominations so I will start off and because there's so much here that I wanted to tie in I will be doing some reading so I apologize up front for for doing that but I I didn't want to leave anything out there so our September baldwin-built employee of the month has been a familiar face for our district and Community for many years they are described as helpful in understanding and just a good person they are humble and hardworking often willing to stay late to help students even if it means sacrificing time as a coach they develop relationships with students in ways that create lifelong connections that occur even after graduation when a teacher creates a classroom atmosphere that becomes the meaning for why a student comes to school graduates and then choosens a path of study that exemplifies the hashtag modeling bill please join me as we congratulate the baldwin-built employee of the month for September Mr Tom Harmon so here's the deal all right I'm gonna make you stand up here and be a little bit awkward and I might let you hold on to this floor okay so we did receive a letter from a student I called the student's family and I called his mom and he happened to be home for the weekend and to this point I did ask for permission not only to call them out but to also read some of the letter that I wanted I didn't read it all but I I didn't write a doll down but I did provide some excerpts here because uh Sam Darnell provided some comments here that could encapsulate what we try to accomplish as teachers it says Mr Harmon is not only an excellent teacher but is also one of the most influential people in my life is one of the main reasons I've developed into the man I am today Armin is the direct cause of so many good things that have happened in my life I am currently attending college at Pittsburg State University Mr Harmon is the reason I decided to attend college was my shop teacher for the entire time I was at Baldwin high school he showed me the possibilities for a professional future in the trades I left his program with direct experience in welding Woodworking and small engine repair in addition to his training Mr Harmon also took a group of students to the Pittsburgh State Technology Center this experience and exposure opened my mind to a career in the trades and continuing my education past High School I can say with certainty that without Mr harbin's influence in my life I would have not continued my education to push and better myself the letter goes on to say My Hope Is that with this letter that this reader or listener is able to capture just one percent of how truly a great of a man Tom Harmon is I also hope that it is clear just how much he truly means to me I view him as a truly great friend teacher mentor and role model all of these qualities that I listed are the reason I hope when presented with good or bad situation later in my life that I deal with and treat the situation just to ask Harmony this is why I believe everyone should agree that he is the best teacher to ever have taught at Baldwin School and deserving of being recognized for it he also says P.S don't let Harman know I said this awesome stuff because he will tease me to that end like Sam said it better than anybody and congratulations please congratulations foreign so part of our employee of the month program is co-sponsored by the Baldwin Education Foundation and so this part is from them and that is a cash stipend gift for you with many extra congratulations congratulations all right and with that we will go ahead and proceed on to the fifth component of our recognitions tonight which includes new employee introductions all right so we wanted to be able to provide an opportunity for you to introduce be introduced to some of our new teachers and with this being professional development Dave we've had teachers here doing a lot of learning we had some that were able to be here tonight so we wanted to take some time to introduce their names to you and then take a little bit of a recess to enjoy some some meet and greet time so at this point I will ask our principals to come up and introduce those that could be here tonight so Nicole let's start with you and we'll get us started with um Megan delatorre who came to us to teach first grade we tried to snag Megan last year um but we're fortunate to get a hold of her this year and it's like a round of interviews and she has just very effortlessly flowed into our staff so we are super excited to have her with us this year so okay uh yes but then after today we might have had another person to to introduce because we did finally hopefully fill our preschool positions so it is on the agenda for approval tonight so all right [Applause] Dan I don't know if you've had any of your teachers able to make it tonight but you got some names on on the record that I'm acknowledging yeah none of ours are here today I do have quite a few so joining our fifth grade team we have great study and Lauren Rowe Grace was a student teacher last year we're able to keep her and the building didn't let her get away uh Lauren and both of those are first year teachers uh Mr column very experienced PE teacher joining our specials team he came to us from Gardner and then two additions to our special ed staff CeCe Sal she is from the University of Alabama and Robin McCune she was a long time sub and has taken that position in third grade sped so welcome to them if you're watching at home thank you all right I have the uh the pleasures of introducing our Junior High staff that are here and if you're here just go ahead and stand up when I call your name um both Mr Curry and Mr Granville unable to be here tonight for a couple different reasons but did want to make sure that we recognize their staff joining us in life skills for grades six through eight is Barry Dierdorf Macy hoskinson is our agriculture science she is actually good actually a double introduction as the high school does there she's uh seven through twelve she's our agriculture education soon to be AG science FFA pathway uh expert expertise teacher there um we also have Sam Vasquez he teaches social studies in grade in eighth grade um we have Tracy I'm going to get the name wrong I know it but I'm going to try savedra she is our core for our Student Success teacher over at the junior high our special education social worker Chelsea Swinderman could not be here and then we also have bridges that is housed in the junior high but it actually serve ages 18 to 21 and that's Ashley Taylor so that is our Junior High staff so welcome to Baldwin Junior [Applause] all right Durant Miss Kelly for the high school Kelly's Fitness somehow she's already cried twice tonight she's a little puffy in the eyes not wanting to be in front of anybody so um I'm used to it though so uh we have a lot of new staff between our building and Co-op Kaylee Tannehill is the new facts teacher Allison Smith is high school math sorry family and consumer science don't say home economics I found out that that's very offensive these days so it is facts family and consumer science uh Renee linky biology Jennifer Lewis is our new life skills teacher Josh Reynolds is our transition coordinator uh that's a person part of the co-op that as they transition from it's like our 18 to 21 program but also gets them in touch with other services they might be able to get Chelsea swindeman a sped social worker John collum is a PE teacher for two hours in our building Leslie Jessup is the ELA teacher that came to us shortly before school Ashley Taylor is over at Bridges Randy Dalton is gifted Kylie Fisher occupational therapist and Levi green Micah Werner and Tammy Johnson all Paris the one that I left off is Macy hoskinson I don't know if some of you had the opportunity to come to to the open house right I we had the open house last week she had everything set up I came in you know kind of like I don't like overbearing what do you need what do you need and in the nicest way possible she finally just said like hey I got it and just like back up so I realized she probably realized I knew nothing about FFA I'm learning as we go and she's like I got it so she told me that and then so I did step back so um she's been a phenomenal addition and already making great relationships with our students so we're excited great welcome at this time we will recess and have a reception out in the Commons area here to welcome new teachers to congratulate our Employee of the Month Mr Harmon and all the things that have happened during our recognitions time you are all welcome to come out introduce yourselves and get to know our our old guard and our new it'll be a great opportunity meeting is at recess public comment do we have anybody signed up for public comment no okay um then moving on to financial report uh FY 23 24 budget all right so as Nate comes up to the uh the podium here and I've I've asked uh Clayton Kelly who's here with Piper Sandler to address some of the questions that come up what we wanted to do uh is show you some some of these Masters to the questions if you have in terms of what the different Mill rates would look like the impact it would have on on the budget itself and then have Piper Sandler here to just kind of touch base on what that could what impact that could have on a potential future bond issue on that front our intent tonight is to be able to ask the board for a budget approval so uh and and recognition of uh last Thursday's meeting we want to make sure that we get uh the numbers in front of you that uh that you'd asked for their Dr Harvey so uh Megan when you get a chance can you get the numbers there posted on the projection what we did is Nate put together a breakdown of what it could look like um and she didn't hear what you said the we want the bonded interest uh calculations what it could look like if the mill rates were 14.488 13.488 12.488 11.488 and then compared to 11.250 as as we get that price put up there it is available to you in your board packet it is also on the agenda within board Docs if the total to be collected uh levied if it was 14.488 is a little over 2 million at 2 million five thousand three hundred ninety nine if as a board you were to reduce the bond and interest Mill by one mill to 13.488 the total to be Levy would be one million eight hundred sixty six thousand eight hundred sixty four dollars for a decrease of 138 535 dollars if the mill rate were to be set at 2.488 the total to be levied would be one million seven hundred twenty eight thousand five hundred thirty five or a decrease of two hundred seventy six thousand eight hundred sixty four dollars to drop the Mills to 11.488 the total Levy would be one million five hundred ninety thousand one hundred three dollars or a decrease of 415 296.

foreign [Applause] yeah could you Jerry could you please call the world certainly Frost here no yeah yeah Carson your wounds here tired here we're all here this evening we have some special visitors representative nabila Syed and representative Dan Diddy have joined us they're in the Illinois House of Representatives there are two districts combined to cover a large portion of our district and Dan is also Stevenson Alum which we are very very proud of us absolutely we appreciate that and yes we just wanted to present you all with an award because as you know Stevenson ranks uh as in one of the top 50 Public Schools in the nation ranking ninth nationally and to me and to represent dittich I just may speak on your behalf a little bit we're just very proud to have you all as such a tremendous resource in our community for young people and both of us are the product of public education I was not a Stevenson on the law I'm a farmed Alum don't hold it against me but but a big reason why I'm serving in the state legislature especially at such a young age is because of the tremendous public education I received in this state and friend also a ring somewhere on the list okay but um I'm just grateful to serve the 51st District which is just next to Stevenson but so many of our kids benefit from The Amazing education that they receive here so thank you all so much for making time for this thank you so much for providing the wonderful education and experiences to young people in our community if there's anything you want to add I like when nabila speaks for me because she speaks better than I she said just about everything I wanted to say just wanted to thank all of you again for the very important work you do for our community um you know like as Amy said I'm a Stevenson graduate um my family and I we moved back to the Stevenson High School District in large part because we wanted our kids to benefit from the same high quality education that me and my wife did who was also a Stevenson graduates um I've known many of you for a while Eric I think I've known the longest in the room who was my world religions teacher so I think I got an A in that class actually but who remembers he looked it up it must have been an A minus but no thank you so much congratulations again on this uh another well-deserved recognition and as always if there's anything I can do or representative Syed I know for both of us uh when there's anything you need from the state of Illinois from the legislature from isbe we're always happy to be a resource let us know what we can do to help thank you again for all the work you do thank you you know yeah go ahead okay this is for Stevenson High School in recognition of the outstanding education students in high school provides the Illinois House of Representatives extends its wishes for the school's continued success thank you very much absolutely thank you thank you here you are thank you [Applause] did Jamie get the picture can we get a quick picture right here see we're politicians we should remember the Future Part IES wait let me oh okay sorry okay let me come up real quick thank you thank you thank you so much [Applause] okay gosh you're up okay awesome thank you so much hi everyone hello again for September uh super excited for today because I have a lot of exciting announcements and I've tried something news of employees enjoyed um so the first thing um was that our Key Club held its um an annual service fair in the point uh just two weeks ago where they convened different service clubs from Stevenson um and provided a volunteering opportunity introduced in and out of the Stevenson community and so I know um I run the Kiva Club here at students and we represented their net free The Children and other community organizations um that offer these volunteer opportunities that was like a really really great opportunity a lot of freshmen especially for present there okay um and then Wellness week is always a really really Grand success I think we actually did have the most um attended Street Fest of Stevenson history um so that was like a really really great achievement um thank you to National Honor Society for putting that up um this these are just a couple of pictures um this is actually like my freshman so I decided I should like feature her from advisory um but we had like really really great time um a lot of fun uh food trucks uh different Stevenson clubs were also represented there and so we got to run boots there and then as always um rather than like just the ending culminating event we had an amazing week throughout um we had like fitness challenges as represented over here um and then different opportunities for students to engage with Wellness related programming um and it was awesome and then they had like fireworks and um the stadium as usual and it was just a really really great opportunity for you know students to come in the beginning of the year and kind of interact with each other interact with you know the faculty sponsors and then like also just their friends it's great but um and then also just a lot of fun that's been happening so I'm a senior uh so our senior class board had like a smoothies for seniors event um two later two weeks ago on a late arrival um where like a bunch of us seniors have the opportunity to go grab some smoothies um that was sponsored by senior class board um and then also our student lounge is up and running by peer helpers and so students are stopping by there and having an opportunity just like relax and wind um in the student Lodge it's always a great opportunity and I know that like a lot of my friends just go we just hang out there because it's really really good experience and then of course um open house was uh recently two open houses very very Grand successes I am like sure um but it was awesome and I think that's something very unique that's never been done before that happened this year um was on the second night one of our senior FMP mentors actually recommended to miss Deadman who's the um supervisor for the fresh Mentor program um that students should wear the like like another name tag that says I speak this language um and it's like written in like the language that they speak and um obviously you know we have these parents coming in we assume a lot of them speak English but a lot of times they don't um and so this was like a new innovation like Improvement like this new thing changed that we made this year um where all of us mentors got to just wear a name tag of the language that we speak other than English to kind of you know parents and families that are there and kind of um be more aware of the different cultures languages their spoken years oh yeah I mean I I said I spoke Tamil and a lot of like I think in the Indian parents just like gravited gravitated to me when they saw that language and I think I saw this similar I think kind of panning out for different cultures and different languages that's amazing it was really really crazy um and also a lot of sports wins um for example the PWC is offering uh yoga and pilates class um through this like overarching like wellness uh theme that they're kind of programming piloting this year um pictures from like our Bass Club is always doing a really great really really great job I mean these are some pictures after the Stevenson vs caramel um soccer game uh where they won by a pretty large margin I think that our soccer team is doing pretty well except I think they did lose to Mundelein like recently but um otherwise they have a very strong record this year um and then something new uh that's happened in the series that girls varsity ice hockey tryouts are happening um never happened never had the opportunity for like this hasn't been like an athletic opportunity provided before so a lot of new things like I mentioned girls black football last year last meeting which is also picking up some traction then girls rise to do this hockey now so a lot of really great stuff in the Athletics as well um and then I know Arts I couldn't necessarily find a lot of pictures for these so there's a lot of words on the slide but um there are like a ton of things happening and as always at the beginning of the years filled with like different plays Etc and so um they're they hosted its annual honor senior solo recital um they're they hosted a national beer Day celebration where like people came and like celebrated beards and like put on like fake beards on those kind of like organized by the Patriot Theater Company um and then also this weekend actually um the boys play is like they're performing two shows on Saturday and then they're also in the next few weeks touring the Middle School feeders as well performing that play um so it's not just our students in like School itself but also spending Beyond natural middle schools um and also I actually found this out for my co-fmp who is in like very very heavily involved in like the shows and she's actually like the lead for this year's show Legally Blonde um and she was telling me that they're actually undergoing the super cool renovation where they're getting like electric fly Lines within in like the PAC um so that rather than the crew having to pull on wires they just click a button and things can drop down on the show and so they're kind of using that this year for um their show Legally Blonde and then uh last week was a try on musical Honor Society adoption so a lot of new changes a lot of cool stuff that is happening um and then this is a video so I like I said last time I wanted to really explore and kind of like look into like how do we spot like different clubs um and so I asked different Club leaders what they why their certain Club existed um in the students and community and what that kind of brought so this is a video that I created yeah [Music] and include others like building it away VCR ESU is to communicate and acknowledge ourselves in our black students at Stevenson or two persons who need a place for Hope safely comfortability and community foreign [Music] there was one word that was said like repeatedly it was like the most said word throughout the video does anyone have any guesses Wellness almost was like it was there but Community yes Community was like the most said word in this video and that wasn't like me like being like okay guys mentioned Community they like in their like why is our club exists in the Stevenson Community they mentioned that their Club Fosters a community for their certain goal and I think that like what that speaks volume to is that like say all these Club leaders understand the reason that their Club here is it's like it maintains this equilibrium at in our Stevenson environment where it's like each one has its own role each one has its own like kind of supporting sit like that way in like bringing about the diverse perspectives and activities that happened here and I think that goes to show that like each one has its own role here and they're each fostering their own tiny little Community within their own club so really really interesting um to like just learn from these Club leaders [Music] and then like this is just another Cubs Club Spotlight so I was talking to some other club leaders and so some of the things that are happening um the startups and business technology Club um they are creating teams for their final Symposium pitch which is actually happening in March but they're like kind of working together now finding out what specific issue they want to solve and so like some ideas that I remember them talking about is like an Eco vendor vending machine where it's like you can recycle and you get credits for that you can then use for like new products and another one is like a kiosk for like um Stevenson like Mexican rice bowl weeks and pasta and mac and cheese weeks where you can like order on a kiosk that like reduces like like lunch lines so those are all the different types of ideas that they're thinking about um so that's really really cool and then our leading feminism Club is also doing some very very interesting discussion um next this week actually so they're planning a discussion about how the recent Barbie movie relates to feminism and kind of how that Sparks new discussions about gender norms and societal expectations and so um I think that's a very very cool take on like kind of feminism and um kind of bringing about and highlighting that conversation but from this like new perspective of the Barbie movie which everyone is crazed about and then um our Asian American Student Association is also um they how the Culver's um custard fundraiser last week to support funds for um Maui and missed its natural disasters and wildfires that are taking place there so um supporting their Community just even Beyond you know this content so a lot of great stuff happening in Stevenson and I'm super glad that I got time this month [Applause] oh yeah your video is great thank you the community that was yeah thank you for pointing that out to us yeah no thank you all right great job do we have any visitors statements and I think we are on to our ambassador yes all right well tonight we begin um with Ambassador Awards and this is always the very best part of our meeting uh the opportunity to honor some of our students and the Board of Education really only gives out um a small number of awards one of them is the ambassador Awards and it recognizes students who achieve at the very top either athletically at the state level or nationally with the first place finish or academically at the very top um of the act or sat um achievement test so students who get a perfect score in either the act and sat are recognized and tonight we have the opportunity to recognize students in both the act and sat so yeah absolutely amazing um our board meetings generally uh have a a level of decorum that we expect and observe but tonight Mr gobble is enthusiastically just wanted to make clear that normally Mr gobble looks very nice [Music] get any out here so you can pass them out so I am so excited to have the opportunity to recognize if you've not had Ambassador awards for a few months and we always get a it's such a kick to recognize you um we'll invite you to come up there'll be plenty of chances for pictures so moms and dads you need to take a picture we'll do that so we have two groups today the this group we have two students who earned a perfect score on the SAT test perfect score 1600 just just amazing a perfect score on the SAT so first I'd like to invite up Grace Murray [Applause] Grace just kind of hang out I'm just thinking too bad words hang out and I also have uh Ethan Zhang here I assume okay all right Lord we have any questions for Grace all right so amazing um amazing achievement here stay right there um we also have two five students who earned a perfect score on the ACT over uh at the end of the spring or over the summer so uh first we have Megan at Dixit oh boy [Laughter] all right you don't have to sit here and Dan come on up Aaron thank you next up Audrey Hong foreign [Music] why are you all seniors one senior you're a senior okay and what are your plans for the coming year after you leave us at Stevenson do you know yet it's early rush [Laughter] so when you left the test did you feel like oh I know Asis I did really well did you feel good about it or any sense that you did so well there's probably like a few questions where I was like running over in my head but mostly I was just like um tired and I was like I'm just hoping you know well imagine how you do if you weren't tired [Laughter] had you taken the testimony of times or was this like the this was like but I think this one went the best it is and Troy how many people get a 16 in a um a perfect score in the S18 a perfect gun the ACT it's it's like in in the whole state of Illinois it's hundreds of kids like 200 total for all the 900 school districts all the 900 school districts we've got seven of them in one one season not even one year right because congratulations it's a great accomplishment and we're all very proud thank you and thank you everybody this uh this would be that moment of the meeting where um we would be totally understanding if you decided you wanted to find your way out um you're welcome to stay for the rest of the meeting but we'll take a nice 20-second pause to let you thank you all for being here congratulations thank you guys so you'll get to come back again Steve you asked the question did they know that they got all the questions right when I took the act I knew I got almost all the questions it's just a reverse opposite day whatever you felt they felt yeah thank you okay oh you got your name right yeah that was two points yes two points no more bubbles all right well if that was the best part of the meeting this is always the second best part of me so um how do you follow that right but we are excited uh to resume our curriculum team presentations we usually take June July and oh that's a great picture of the team um June July and August off uh and tonight we are excited to have uh our psychology team presenting uh on their social emotional learning experiences and so Brad I'll let you introduce your team is that right yes yes yes coming by the way um it's exciting for me to have our psychology teams here we've combined AP Psychology and our College Prep psychology because that ends up representing about half of every graduating class between the two programs that we have the EP Psych is our largest elected in social studies so we're helping some of these seniors at least since the ticket is a senior year get to that perfect sat I guess so that um a solid grounding in a variety of areas but this is a team that for many years as our SEO coordinator now knows has been integrating a lot of SEL I mean since it's onset okay not really talk about wellness and development of children and how adults behave in society and hopefully effective and effective ways so we learn good and the bad through this program today we're going to talk about some of the ways with our SEO work that we've made more explicit the valuing your subject belonging and and of course self-awareness I'm introduced very quickly since I am here to let the stars shine Caroline Shoop Nancy Fenton team leader of uh I'm sorry team leader of college prep Caroline team leader at JP Nancy second leverbrook Sarah goodiers for master as well and and Pierce um I would let you all take it from here okay thank you we wanted to start with the portrait of a graduate which I'm sure you're all familiar with it's definitely something that like we just love we're so proud of this that we talk about this with our students like we thought about like what's a portrait of a psychology student what do we want them and how does that tie to the broader mission so our course has a lot of SEO embedded in it and we want to take it through the whole course but help them build a growth mindset build grits which psychologists call the combination of passion and perseverance and it's a skill so you shouldn't expect to say the same and we all need to keep growing so this is a snapshot of our psychology student voice survey data and we still have room for growth um and we decided to focus on valuing of subjects and classroom belonging so with valuing of subjects this is just kind of some longitudinal data but we're going to start kind of explicitly discussing it so we created a series of slides like a slide deck that we can put individual slides in in every unit to show you specifically show students how this course and this particular content applies to computer science and applies to engineering even it applies to certainly medicine careers and law education marketing business this is a specific question so how often do you use ideas from this class in your daily life and as Caroline is going to talk about we switched our order around and we decided to start off the year with memory um because that one they're definitely going to use in their daily life right the material that we're going to use in that course and again this is just kind of an overview of some of our units and the specific uh connections they have to their other classes to their future careers and to um the portrait of a psychology student portrait of a Stevenson grad that we want that commitment to self to others thank you Sarah as the coach on the panel thank you uh so thank you for all your supportive girls fight football I can put that Shameless plug in there and it's been an active blast to be a part of that program so far um but one of the ways uh that Nancy actually brought this to us as something to kind of talk over with parents at um parent nights and to talk with our students because oftentimes they divide the skills that they're learning outside of the classroom and the ones inside the classroom is different and what this slide does is just kind of brings together for them very explicit connections you know when you are an athlete you are not just showing up to the game right there are countless mindless practices and repetitions that you are doing there is very purposeful skill building there's very purposeful thought process of what am I doing and then challenging myself right within a drill or within scrimmages or within competitions to ultimately get to the goal at the end of the season and our athletes see that but then those athletes go into the classroom where our performers in the music realm going to the classroom are actors going to the classroom and they don't see that skill connection and so what this does is kind of bring together that idea that as an effective athlete and you could put any other type of performance-based skill in here they need to do those same things in the classroom right so even just something like the the third piece down of the effective athlete viewing videos of themselves seeing their mistakes making corrections to technique that's a no-brainer for any athlete we're breaking down film all the time on them but then when you're in the classroom they don't see their formatives in the same way that we're putting them in front of our formative we want you to make mistakes we want you to push yourself this isn't a sticky grade so now can we look at that and then I get better how can I become a better student and what can I correct to continue to grow just a one of the ways that we're kind of showing them through a practical process in the classroom this value new subject so I'm going to talk a little bit more uh explicitly about our memory unit as Nancy mentioned we decided to move our memory unit and teach it first this year mostly because this is where we do teach science strategies that will allow students to spend the limited amount of time that they have because they are very busy to its greatest benefit so this is not only going to be helpful for them for the remainder of this year in EP psychology but also in their other classes as well we wanted to get a baseline assessment of the methods that students are already using as they are reading through their text as they're completing formative Assessments in class and as they're reviewing for the assessments at the end of each unit so we gave them a reflection of study habit survey so we administered this to all of our students in both AP and College Prep psychology just to get a sense of where we were starting and the nice thing about that is that we were able to use the student data to create new materials to facilitate really valuable discussions in the classroom so I'll just talk specifically about one thing that we noticed in the data and that is that some of our students do seem to be at least some of the time relying on cramming as a study strategy and some of that might be a necessity of time but we also wanted to introduce to them to this idea that when you distribute your practice when you space your studying out over multiple sessions multiple subsequent days what we find in the research is that leads to better long-term retention of the material so that when they go to access that later on on a final exam on an AP exam or just in life they would have an easier time retrieving that information if this was their study strategy and so we wanted to tie this to the SEL core competency of self-management in a really intentional way so we created a calendar we gave it to each one of them and said okay here's when your readings are due here's when the assessment will be we want you to start by filling in all the things that you have going on outside of class you know fill in when you have practice when you have various extracurricular activities I ask them to plan in some time for leisure to see your friends to have hobbies spend time with your family but then I asked them to find pockets of time in those couple of weeks where they could pull out their packet or jump on Quizlet for 10 15 minutes um and can work on that strategy of space learning and what we find is that not every student necessarily follows through on their plan but I I will say even the students that didn't said that they plan to utilize this strategy in future units because they saw that it worked for their friends and their peers so thank you all right uh another question that we asked our students was relating to how well they're actually paying attention to these source of instruction as opposed to their iPad their phone the person walking by in the hall the person sitting next to them uh and we would have loved to have seen a hundred percent of our students in the orange but um less than 50 landed there and so we had some conversations and we realized that like if we were to ask any of our seniors what do you think you should be doing in class they would all know yeah we should be totally focused in on our instructional source so clearly there's a gap right between what they know they should be doing and what they're actually doing and so we decided to try to do a new demonstration to help them just see like how much uh switching back and forth between what you're paying attention to can actually really do them a disservice and so we did a demonstration um and it could be done in quite a few ways but if we were to have students and we did this they partnered up and we timed them doing three different tasks first task we asked them to count from 1 through 26 as quickly as they could second task also pretty easy we asked them to go through the alphabet A through Z as quickly as they could then our third task we ask students to alternate back and forth so 1A 2B 3C and so on and that third task for them was far more challenging so the results right they don't shock anyone students are really easily able to do the first two tasks quickly they don't make any mistakes but there's so much laughter in the classroom when they're trying to alternate back and forth between these two tasks and then this sets up a really nice conversation that we can have with our students because we can say to them like we know in your real life you're not counting one through 26 or doing the alphabet so like what would those tests be and then it's really easy for them to say oh the one through 26 that's like when we're working on our formative and a through z is maybe if we're texting our friends in between something that we're supposed to be doing and then we can just make the point to them that like if you are simply to focus in and on one task at a time and do it well not only would you get through more but you would be so much more efficient and then our hope is that they end up taking what we do in that little demo right into our class throughout their other classes and and moving forward and so what we're really trying to do as we're going through as Nancy said in the very beginning of this we really want students to understand the value of what we're doing in our classes of psychology how it shapes their lives outside of the classroom as well and so to get from the valley enough subject all the way through to self-management we have a few different tasks that we go through um we work on coaching with our students and so Caroline mentioned a couple of the ways that we're doing that in our very first unit right we're going through here's how you set up your calendar here's how to plan in for all of your different activities and here's some study strategies in terms of spacing out the work that you're doing uh we we do a lot of fun Demos in Psych and we're really making now an extra conscious effort that they understand like yes it was fun but how does it tie into the bigger picture and so when we do that demo of task switching that's one of the types of things that we are going through and debriefing and then finally and in a little bit Sarah's going to talk through the Section about feedback and reflection but we make a really big effort in all of our units to build in time to give students feedback to get feedback from students on what should be different in the future and also give them time to reflect on what has worked well for them and what are some changes that they could make moving forward as they continue on in the class so that ideally right they land with these really strong self-management skills they build their self advocacy to do really well not only in our classes right but throughout the rest of their classes and theater in the rest of their life outside of Stevenson too so we have a post-test survey and really asking these students after this unit you know what did you actually utilize what was helpful to you so giving them an opportunity to reflect on and think about you know what what was useful and maybe what do I want to carry on to my other classes and so I think what's really encouraging here from the data is that they were using these things right like it's the first time they're seeing them but we're seeing good encoding strategies it's not passive these are purposeful and they're thoughtful in what they're encoding storage strategies right how am I actually keeping these things and able to go back to retrieve them and then into our retrieval strategies right these ideas of well I'm using the things that are more long-term they're going to keep this stuff sticking for a longer amount of time for my ability to then pull back right in my own life and then for these AP students in particular the reality that their AP test is in the spring right so am I going to be able to then not only get these memory devices back but can I use these for helping myself throughout the semester throughout the year and then we had some uh just student voice opportunities right where they weren't just picking um up from all the different options they were actually writing things down uh that they did and I think that this is really great just showing especially from the AP side the way that we're seeing some of those same athlete models follow here as well as seeing some of these explicitly taught components so we had the homework planner right that Caroline was talking about bringing him through that step by step thinking about more than just their actual here's what I have to read tonight and here's when the test is we see things like learn from mistakes I think that that's such a valuable part of being a learner but to get to see seniors in high school already learning that is amazing and we hope that they can continue to do that I like talking to others that's really valuable when they're not just on their iPads or phones they're actually having conversations within class and then the really really powerful stuff of that self-reference effect connecting it back to themselves which is the valuing of subjects that we're trying to get to at the end of the day okay so kind of our last step um in moving forward is the other place besides volume subject that we wanted to look at was classroom belonging and while 89 yes is wonderful um we want to keep building on that um and so the one that we kind of zoned in on this idea of improving peer-to-peer relationships um and making sure that students in our classrooms believe that they matter within the larger community of our classroom um and so making sure how do we build in these different ways that the kids can connect to each other except who they are except who each other are as Learners as people um and to build that resilience and empathy and so our course is we are very lucky to teach it because our job is literally to teach that acronym of care both for themselves and for others and that's what I say on parent teacher and I think I'm so fortunate to teach a class that like really matters for like developing human beings um and so that's what we want the kids to also realize that that being kind of in this class that they're fortunate um and to use that opportunity to get to know people especially with seniors is they're going to be leaving the bubble of Stevenson and really being with people we're very very different um than they are and so this can hopefully um you know start to to help them build that so one of the things we do um one of our units focuses in on the development of language and so we give a survey this is one kind of smaller one from last year but just asking students how many languages they speak um and just that data in and of itself is pretty fascinating and again a small subject uh you know size but uh looking at just the variety of them and then we have here which ones um and we show our students this it's not just like for fun for us to collect because we think it's the same which it is also um but to like then put this back on the screen for the kids to see um and people are shocked and it opens up a whole conversation right oh really I speak that also I had no idea um last year I did it period by period so it was small for them to see oh somebody in this anywhere from 22 to 28 person classroom um speaks the same right language that I do or I didn't realize somebody else did um and so this is one purposeful way that we try to build um that community and peer-to-peer relationships um and so that's really what we're going to focus on the rest of this school year um we'll incorporate all the valuing of subject um throughout but then also trying to be really purposeful um about including like in some of our tests um having more inclusive language which I know some of us have started to do and in our formative changing the names of the of the examples of the people instead of just saying Dan and Joe did this of incorporating different cultural names um into our test informatives that are more reflective of the Stevenson Community um and continuing on from there that was really powerful and it worked really well when Kosh was talking about that like when he was talking I was like cool okay so you know we are hopefully as a school really uh developing that and that was we had no idea that they did that I don't think we noticed about the the back to school night which is awesome um and so this really kind of played right into that stuff um with that thank you so much for listening to us awesome for questions you know if I didn't feel dumb after the act and sat five languages now thanks thanks but I I do have a question so that slide that um you had the valuing of subject that led to self-management um yeah could you can you just I I just this was fascinating to me can you just kind of talk through like wow and why you saw the are you suggesting here that that this leads to self-management I guess I was just curious like this is an interesting kind of take on value of subject valuing of subject and why we would place an emphasis on that I just thought this was really cool can you yeah can you elaborate on this a little bit I think it's that idea of just kind of looking at the data what is the data giving us what everywhere that they're going so starting there and then saying how do we take that to then okay yes we want value in subjects but then how do we move that to a manageable skill within the SEL framework and so by bringing them through kind of those step-by-step components where they are reflecting and they're having to do those different skills throughout for themselves and for their peers that's getting them to the point that when they leave us they might not be realizing they're doing self-management right now right but now they're getting those skills that we're coaching them on that then are going to be like oh and psych I did this and now I can self-manage myself in college I can self-manage myself in this job of I have a billion things going on how do I now like control the narrative to get myself to where I need to go and the things that I do care about and the people that I care about and the experiences that I care about so I think that's kind of the flow that we're seeing in envisioning all right got it sorry it took me a minute and you let him in on the trick like hey we've been trying to teach you thank you great because you're doing so like do you tell the kids that at the end like we've really been working on self-management this whole time haha the checking them throughout psychology yes of course yeah I will say I have to stick up for them because that is the number one comment we will get from our students is whenever they come in to do any demo it's like what is the real reason behind um so your results of your surveys phenomenal I mean those percentages put you in the 99.9th percentile I'm sure in each of those but I'm not I don't follow or didn't follow were those results before or after you did the things that you've described to us and you know how those I'm sorry that's like are this data yeah this is before we've done like the intentional memory unit so this was from last spring data okay um and so now we've implemented more so more of these strategies we do a lot of these inherently like our job and our course allows us to be incorporating SEL consistently um throughout and building these skills uh but we took it upon ourselves to kind of dig deeper into the the two of our lower achieving standards um to try to continue to build so we haven't gotten recent data since doing it so the things that you were describing your techniques are all in response to this state and then when you get the next you'll be able to tell what the impact is yeah it's great obviously the other thing I was going to mention and I know there's some people in the room they're gonna hit me so I'm glad I'm sitting far away from you um the slide that you end with the athlete versus I'll look at the coaches I say this um we had a board member who left the board who gave us books to read all the time and Merv Roberts gave us what was the book on delivery practice and the the Liberty was it called but his whole point in the point of the book which I read and it's great is that we don't really focus on the fact that we need to be intentional about the practice that we are doing and the book Builds on all sorts of examples and this just lays it right out there in the fact that athletes just inherently delay them it's like athletes musicians performers yeah yeah the way to overcome the forgetting curve college is over learning if you keep practicing it's also the way to overcome nervousness so I'll say the students well if you're an orchestra or a band or or the first time you do the play or the routine correctly does your coach say okay and they're like no you keep practicing it so that when you're there when you have that nerves of Performing that's how you overcome that and it's no different than nerves on a test or a test take you can still a Performance Event it's no it's the same physiological reaction that stage fright would be and the same treatment which is preparation could you possibly send Eric that slide so that he could share it because I may or may not have someone in my life my parents were taking photos I am happy to share it the example that that I like to give which I never thought of is for those in the room that golf many of us who think we golf many of us will go to a driving range and we'll bang out golf balls okay and I was with my golf instructor and he asked me if before each call I hit do I sit and think about where I'm hitting it what technique I'm trying to use as I get what is the purpose of the shot that I'm making at that point that I'm practicing which I never I go and I'd bang alcohol um and so you can it's to your point it just applies in all aspects of life if you stop and it's fancy I was curious with all of the SEL work that's being done throughout the school and all the subjects and do you find students come in and make connections not tricking them but are they saying well this happened in math and that's psychology and they're you know do they see that they're sort of that this is all being integrated everywhere they go okay cool they can recognize that but we learned something and they're like oh or they'll come back and be like Oh yesterday and in this class we just did this and I was like oh I know this and they like totally they like it's light bulb moments for them psychology is it's a focus of Hub science so when they collect the data across referencing across disciplines psychology is always there so they're going to see our class in their econ class and their anatomy class and their business class it's too much off the top of my law child development like there's so much overlap like valuing of subject should be our top one I mean it's it's a subject it's a class where they can see immediate use sometimes like you don't see the benefit for a few years sure like you started learning a language right you don't really get good at it you don't get the benefits for a few years please amazing thank you so much this is really really good I appreciate it thanks Laurie thank you um okay oh okay okay okay so moving right along um we next item is approval of our 2023-24 goals practice initiatives uh you have seen this uh information um previously uh in terms of our gpis but what you have uh tonight linked is just an absolutely Herculean task by Mark putting together all of the action steps uh around our gpis so Mark let out a process with the administrative team to put together all this information so thank you Mark we appreciate that there's a lot of work that went into here um and obviously you know there's very specific action steps that different divisions are going to be taking and then once we well we've already started doing the work but we'll approve it tonight and then throughout the year the admin team members will be leading this workout and then as a reminder um we'll be providing you with a summary of all of this work in the end of your report I'm not sure if 130 pages constitutes a summary but there'll be a an end of year report that'll have all of the uh work that's been done so tonight we're presenting to you the approve or the gpis for the 2023 school year for your approval can I have a motion to approve so move second yeah Mark um thank you as well that it was I think this was a little different than what we've seen in previous years it's nice to be able to kind of put what are people doing we we've read you know all of these gpis for a long time but just to break it out like that so I'm sure it was time consuming but I I appreciate it any other questions okay it's a Voice vote so all in favor opposed okay next item is uh recommendation for approving our curriculum Pro let me repeat next item is a recommendation to approve our curriculum proposals for the 2024-25 school year um just as a reminder you saw these as letters of intent uh in April and May you saw them last month as curriculum proposals as a first reading and then tonight we're presenting them to your for your approval and just as a reminder um after you approve these tonight if you choose to do so they will go to Jamie and Jamie's team prepares the course book and that will be ready for our no homework night and let's talk about your future evening in October and then course selection which starts in December so the it's kind of a snowballing and if you can imagine in about six weeks we'll already start planning for next school year which is kind of so tonight we're bringing our course proposal recommendations to you for next school year I get a motion to approve so moved second question I had one question mark in the um AP pre-calc there's it's designated out as path a and path B is it the same class and we're just differentiate or are they offering two different AP pre-calcs that go into two different Pathways so one establishes one two AP see okay so the the AP exam is the same for both classes but the one that goes into BC there's actually two extra units of study that are important if you're going to get through all of the work because the BC class actually covers two calculus courses if you take that test so there's a little bit of pre-work you need to do before you get into BC so they they both cover the same amount of material the one pathway covers more at the end but both AP tests are the same an AP doesn't even yeah AP doesn't even identify them as different courses right that's uh that's an internal that's what I was okay yeah does that help yep thank you any other questions okay Terry can you please sure Ben Joseph um no I carry seven to nothing okay and then tonight we have um for your approval our board policy updates uh that we shared last month um and uh no changes since that last month but tonight we'll present them to you for your approval create a motion to approve so move second any questions and then the only um just a couple quick thoughts uh the first is most of the items are kind of wordsmithing um but policy 230 um two colon 230 was an update to public participation um guidelines and I think what we wanted to do was clarify our hopes and expectations for members of the public who were giving public comment and writing into policy Our Hope and expectation that folks meet a certain time limit but also even more importantly to keep their comments relevant and directed to the business of the school so in the past we've seen comments kind of go sideways our hope is that we keep it focused on the work of the board in the school so that is the more substantive policy update that's included correct any other question I'm sorry I did it uh just out of curiosity um and Eric is probably the top how do they conduct I saw that EHR employment history review uh I was just curious how they do that that employment history review like how's that done when you guys do that are you what policy number was that so it's it's referenced in a couple of them I just was this has nothing I'm just curious well you could be I think this is you talking about oh you're being thoughtful yeah so we use a um we actually subscribed Kim did a great job of um help not only helping write the law but implement the uh procedures that we need to follow to do that and we ended up teaming with a company called verified and what's nice is that if they handle all of the communications and then we get basically a dashboard if you will and it's like we could see Sean submitted you know this this and this or you know it hasn't been submitted in what's interesting about the laws we it's very specific we have to make an attempt to find out about their background and not actually get everybody's responses if that whatsoever but um we use a company and what what we found out is that there are many other school districts you know through Kim and her organizations that um have signed on as well and because everybody is the amount the amount of energy to implement this is significant so the fact that a company has realized this taken on that and has other school districts and employers people like Sodexo people like first student signing in on this just makes it that much easier for us and then all we have to do is contact um you know first student and say we want the results if somebody pops that's going to be serving our district does that answer the question absolutely sorry uh no I really appreciate it I did not know all the background thank you yeah of course okay all in favor okay um next item is uh Personnel all of which is included in the consent agenda but happy to answer any questions if you have any kind of a usual assortment of hirings and resignations um yep so um we will not need an executive session to following the meeting uh and that takes us to the business section Sean approval of banking services yeah um we we've brought this the board before the first reading several months ago putting together the uh the request for proposal um it was a little bit more intense than we thought but once we got through it we did have four different banks submit an application to handle our services we narrowed the list down to three we try to narrow it down to just two but we did find three and um interviewed each of the parties how we had a list of questions went through all of them and tried to get a feel of who's going to beat the best meet the needs of the district and you know when we're talking about like what those needs are we're talking about um return our investment we're talking about collateralization amounts we're talking about when is the cutoff date for setting an ACH or a payroll and how you know if something's slow how quickly can we respond um and at the end of the day they all offered similar services but what we came down with is we think that the best fit for Stevenson is in fact Libertyville Bank and Trust which is a Wind Trust Company Our Community Bank and so at the end of the day we are making a recommendation to the board of education to approve a new banking agreement with Libertyville Bank interest company which is a Wind Trust Community Bank so moved second do we it is curious about this do we really use an armored car service often yep we have them come every week so even though we are a large majority of our transactions are in fact credit card or Patriot dollar cards we still have a need for cash through uh sexo um and you know I don't want to give out specific numbers but it's enough yeah yeah no it's enough that we need an armored car service yeah I would imagine was that just a function of scale correct that we're doing cash flows that makes sense okay yeah and in getting enough coins singles and fives as things go on so any other questions okay Jerry could you please pull for it certainly gorson hi wounds I tired I fast no all right so hi carries seven to nothing excellent thank you um the next uh item I have for your approval tonight uh is the second reading of our copier uh contract this is a smaller batch of copiers but just to refresh everybody's memory um we have uh probably about seven years ago maybe even longer we were a we had a lot of not only multi-function devices but individualized printers and we went through a whole process of trying to eliminate um just a printer and going with more with essentially located multi-function devices and it and it's helped reduce the amount of copies that we end but it's also saving us money in those multi-function devices often are a lot cheaper to operate than a printer if you will on a per page process so we do have some copiers that are coming off of contract and so we have six machines that we are looking to replace with only three so tonight we are asking the Board of Education to approve our Canon copier contract at a cost not to exceed 87 420 as presented and if I could just make one last final note um we have all of our business was with two vendors image Tech and Canon and we always get quotes from both of them and they kind of each have their own little niche and so that kind of keeps our cost um at Market if you will um and but also the continuity of not having three or four different service funders having to come into the building to service The copier is on a regular basis because these are machines that do produce a lot of copies that do need to have maintenance someone second was that done Steve no excuse me all right any questions for Sean um Tire hi Ross all right no aye videos hi so hi Corson hi moons aye curious okay and next item is a recommendation to approve an update to our intergovernmental agreement with the foundation um the last time that um we've updated this agreement was in 2018 and a lot has actually changed since then um the foundation has gone through some significant changes uh not only in leadership but generally speaking in practices and procedures so uh the update to the intergovernmental agreement really just kind of codifies how the foundation currently works there's nothing in here that is new or significantly different from our current practice but in talking with Linda we just wanted to make sure that we actually had this now articulated in the intergovernmental agreement so although there's one section there that looks like it's pretty significant it actually is just um you know really just kind of codifying what we're already doing so the foundation board is approving this agreement this month and we're asking you to do the same please get a motion so much second question I have this is silly but um we were looking at the banking stuff for us did they follow like is everything sort of linked or do they have their own separate if we change Banks do they change Banks and our accounts are kind of late like how how deep does that go that's a great question um they have not made a decision on their banking at this point in time they often will follow in a lot of our things at this time we chose not to include them in the RFP um if they have a discussion want to choose to change their bank so it's up to them it's not really up to them and it's not required okay I think the only requirement in their bylaws is that the assistant superintendent position and the superintendent positions serve on their board of directors any other questions okay Terry could you please pull the board certainly Frost aye no aye and Joseph aye ciao hi Corson bye Tire hi Moon's eye it's one final thing on the foundation um I want to thank uh Grace for her service uh the foundation we appreciate all that you've done and then just as a side note Amy is stepping up into the role of the board a representative to the foundation so thank you to you both we appreciate it um and it's a good group and but it's a lot of fun and uh yeah and they're doing really good work so yeah and I've been talking to Noelle Moore their president prior to stepping onto their board about how can we kind of all get to know each other a little bit better so we will continue to look for opportunities to invite everybody to join them or to to kind of integrate so I do have that sorry Friday night I think it's the homecoming game they will have a tent yes so a little concerned it's like before it's up to over 400 participants that are coming um this year Friday night we are giving tours to over a hundred people on Saturday morning wow wow so I'm training you're training people to give those tours this is the um I'm on a town this weekend but this weekend is Hall of Fame Fitness and if you can uh it's unbelievably moving because all the inductees if you have not been to one of these the inductees um give presentations and speeches about their experiences and it's all of the tearjerker it's just really forget if you can and you can go yeah it is a nice it's really a good event um I do have a consent in jail item and a consent agenda I will try that again and a first rating the first reading is a contract renewal um with Siemens if you recall Siemens currently animals are building automation system they help us with our fire alarm system and our door access system so this particular contract has to do with the software upgrades the troubleshooting and what I tend to call fix and repair that of everything that's associated with our with decigo which is our building automation system so we'll have more information some comparisons Alternatives in the mid meeting memo as we finalize that contract if you will and then every year the board is asked to improve the administrator and teacher salary benefits report and you can see there's a variety of different categories that are required by the State Board of Education um so um we are seeking your approval tonight on the consent agenda is that as well so okay Sean can I ask a question about the foia request you and I didn't get a chance to talk about this yes from well it seems like two very unrelated um asks one about the floor plans yeah that makes me very nervous um why somebody would be interested in that it definitely seems to me security safety wonderment but then also in the same foia support and faculty base salary for the years was that for each employee or for the contract for that one was for the just for the contract or they wanted each employee's base salary we give them your support and faculty okay so that did not take you I guess I was worried about how much time that was going to be to put that together no we responded how we traditionally do where that information is ready I don't know what perfect okay and the floor plan one was an interesting one um uh pni did contact our legal representation for that very reason Eric yep um and it was uh just a very simple response that we got them yeah we're not providing them we're big I mean yeah it's a big floor plan is that what you said I guess I'm just curious why what was the yeah it's not an exception list I guess I was curious why why you know but he didn't there was no contact information other than the email which they typically don't respond to got it okay we actually like to call and release ask what specifically they're looking for yeah yeah so you said it is or it is not an exception it is I think for that very reason we assumed that but we weren't 100 sure so we that makes sense I'm glad thank you who is this Dr Jeff we know who he is repeat requester sure all right so could I get a motion to approve the consent agenda second um Terry could you please pull the board oh anybody have any questions approved okay just a couple items tonight for me um the first is I just wanted to uh note that we had two kind of unfortunate incidents happened last week regarding Safety and Security um and so you probably saw that we sent out two Communications uh one last Monday one last Tuesday um I don't I don't want to minimize the concern that those Communications cause but by the same token um between Troy and I we can just share with you that um after investigating both of these incidents Troy I think it's fair to say that it was very clear that neither of them were a real threat um the the student who brought a essentially a toy gun a BB gun a soft gun school um uh didn't want his parents to know that he ordered it on Amazon so I thought it would be a better choice to bring it into the school building and uh the student uh whom posted on Tick Tock or whatever it was Instagram about the bomb threat at the school did it purely as a as a joke it wasn't even his phone it was his friend's phone so it just it was one of those situations where you know adolescent brains making really bad choices but I think we felt after we investigated it that they weren't you know real threats per se and it's but scary for someone who read those emails they don't want to minimize them but you know you know in the Continuum of you know um you know severity of threat we felt like after investigating that they weren't threats that were eminent um just unfortunate really bad choices that kids made and ended up suffering some pretty significant consequences not only by the school but by law enforcement as well so really unfortunate I don't know Trey anything else is that a fair summary it was a very first summer so he was one of those students a special needs student so there's some factors yeah lots of different issues so so we're doing the best we can and you know unfortunately we're not the only school to have kids making some really bad choices um I think again our psych team may have been able to tell us more but you know adolescent brains aren't fully developed and so you're seeing at different schools in the area different instances of swatting or kids calling in different threats um and by the same token what makes it difficult is that there are some very real and significant and scary incidents happening in schools in the area you know we're having kids you know who are being shot frankly um and so that that's what makes all of this very difficult I think for us to manage you know our way through so our feeling has been um you know that we're going to do everything we can to over communicate and just try to be sure that we're letting people know what's going on so I appreciated the alacrity around the investigations and you communicating that even though these weren't ultimately serious threats they were taken seriously I think that is so important for everyone to understand yeah yeah we have to I mean yeah yeah you can't just yeah can't dismissal but Troy and Eric Ramos you know and his team and the teens you know everybody does a good job of kind of digging in and literally stopping everything you know at eight o'clock nine o'clock at night and diving in so it's just it's frustrating you know but we'll continue to do it um other items uh just kind of some random things here we provided you as we do every year at this time with an evaluation summary um of the data from the 2022-23 school year um there was an interesting article about Dei initiatives we had a fantastic breakfast this morning Troy for those who Excel you want to give a little overview of that that was very cool yeah we actually it was it was wonderful um especially the math department specifically we I think you can probably see the names of the awardees on the on the list there but every year for those of you that are new state of Illinois allows us to nominate um different employees from around the school support Personnel new teacher award teacher of the year academic team that we're proud of and so um we have always taken this very seriously as a matter of fact we'll take two or three days out of admin team to really discuss who we want to nominate and why what they've done out has been important so it's important for us and we brought them together this morning to celebrate and also give them an assignment because at the end of it they have to write a little essay about themselves and what they've done well and so this morning one of the early Educators Kristin coz from our math department and she probably had 20 to 25 Math teachers who showed up early this morning to celebrate with her we also celebrating the little the little Pates little page team they are incredible and as I said today hundreds of the faculty and staff that are here over the last 25 years have had their kids go through that program and the chance they get to recognize them and celebrate with them today was just a lot of fun and probably the coolest thing was they brought some of the little the little guys they were eating Donuts so it was absolutely and yeah yeah I got them all sugared up and then sent them back yeah in their pajamas they were all their pajamas too uh so we we it was it's really a great great opportunity to celebrate with them and you'll get to see them all in March April what are we going to have we'll have a reception with that crowd May probably maybe yeah so the the nominations are due a little bit earlier than there in the past but it's kind of a fun way to start the school year too to be able to celebrate some folks so it used to be at the end of the year and people were like oh yeah um also want to just I know you know this information but uh just wanted to note that U.S news and World Report um identified Stevenson High School as one of the very best in the country as was presented earlier with such a nice recognition from the representatives uh but also you know we take pride in the fact that for the fourth year in a row you're the number one open enrollment school in the state of Illinois so kudos to all of our faculty and staff and students for making that happen um and then also included there is a summary of what's happening at the ELC things are just getting going now that we had a board meeting last week not a lot happening um yet um a couple weeks ago we had a board meeting yeah um but uh we'll keep providing those summaries each month um Pio works with uh Megan and her staff over there to pull all that information together so you can have a look at that and then we had a board dialogue tonight so thank you all for being a part of that taking a look at career Pathways here at Stevenson we'll have two two more board dialogues this year one in December one in April I believe and we'll focus on including students in those next time to make sure that you get an opportunity to interact with our kiddos so we're still trying to pull together what exactly those will look like Troy and Ted will work on that in the next couple months but we want to make sure you have an opportunity to talk to kids and then I know we mentioned this before but we are going to be moving that February board meeting to Tuesday February 20th and then do please remember on Monday October 2nd we'll have an executive session from seven to nine pm to discuss matters related to Safety and Security and that is all I have for tonight the um the couple of uh profiles oh yes thank you to p and Jamie for putting that together yeah it's very cool I'm sorry I scrolled right past that Rick thank you a promotion to return second all in favor
