Fuller here Jenny hagster here Terry pavisich here Don Renner here Jenna hunchi here and now I'm okay here thank you okay we have a quorum let's stand for the pledge of the reasons to the flag of the United States America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all the first order of business I need a motion from the Board of Education to approved minutes of the August 21st 2023 business meeting and the September 11 2023 Workshop meeting so moved SEC moves 10 seconds thank you very much Terry pavisich aye Ken Dawson aye Spinoza aye Cheryl Fuller aye Jenny hagstrom aye Kara Caston aye Don Renner aye motion carries um Julie do we have any uh visitors turn this over to Dr thiely all right uh we have a few information items uh one is the administrator uh and teacher salary and benefit report it's a state law that we are required an open session to inform the board that that has been posted to our website each year and it has mm-hmm the second one is an action item for this evening we spoke with the board earlier this year about a partial settlement and The Vaping litigation the first half or first actually two-thirds of it I came from Jewel the second portion of it is from uh lightra Altria thank you gosh uh we have uh settlement details in the board packet tonight I think this new settlement is for a total amount of 4 372 dollars that gets partnered with the jewel settlement allocation totals 148 509 a third of that goes to attorney fees and other fees so the total settlement amount that comes between the two halves is about a hundred thousand the Altria settlement is what is under the action for this evening so what is recommended under action is to accept the settlement and authorize me to sign the accompanying forms that go with it any questions all right tentative budget uh trees here to see if there's any questions on this there's no changes since the last time we spoke last month there will be an opportunity for any visitors to comment on this under our normal protocols following Teresa's presentation in the hearing so with that anything you want to pull out jury or you're just taking questions yeah just take questions if anybody has any questions from our previous meeting yeah looking good I mean the key number we always point to is that uh the ending operating fund percent of revenues at 6.8 percent remember that underboard policy all right I forgot to turn it off for policy anything under three percent would cause us to take budget reduction measures we we're a long way from that right revenues are the same as last time any questions for jury on revenues finally expenditures are the same as last time I guess you did a good job the last time all right we had a pretty good discussion yeah we did yeah great and there's nothing to change it's just if something had popped in a board member's mind uh from last time to this time or if we had anybody that wanted to address in the next president next portion of the evening Freedom of Information requests we've received them we've responded to them and they're available on our website under recently fulfilled foia requests all right okay I need public hearing for the 2023-2024 tentative budget is there anyone in the audience who would like to address the board regarding the 2023-2024 tentative budget hearing none we can move forward item number seven can I get a motion to close the public hearing on the tentative or the 2023-2024 tentative budget or moved second Cheryl moves Chris thank you very much Cheryl Fuller excuse me hi and Ken Dawson hi thank you and Don Renner yeah yeah you too okay okay motion carries we're closed public hearing yep so moving to the consent agenda uh before the vote for votes on the consent agent Defender item or board member would like to pull out of the consent agenda for further discussion bring none uh can I get a motion for the Board of Education before we do uh just uh thank you to the bondfield express foundation for their continued support of our programming uh in accepting the donations can I get a motion for the Board of Education to approve the consent agenda as presented which includes a Personnel report appointments certified appointments classified transfer position classified B Personnel report retirement Administration retirement certified retirement classified resignation classified C July and August Financial Pages d student trips and E acceptance of donation from the bondfield express Foundation so moved second Chris moves Terry Center thank you very much aye Terry pavasich aye Kara Caston aye Ken Dawson aye Cheryl Fuller aye Jenny hagstrom aye and Don Runner aye thank you commission carries [Applause] moving to items for action item number eight uh can I get a motion for the Board of Education to accept the settlement offer for government entity claims against Altria is presented and authorized the superintendent to sign all documents acceptance of the offer second Shaw Fuller aye Ken Dawson aye Mr Espinoza aye Jenny hagstrom aye pavisich aye Carrie Caston aye and Dan Renner hi motion carries item number B can I get a motion for the Board of Education to adopt the 2023-2024 budget as presented so moved Chris moved Jenny seconds thank you Spinoza aye Jenny haggs Jim aye Trey pavesich hi Karen aye Ken Dawson aye Fuller hi and Dan Ryan aye motion carries I don't think we have any old business business through the policy committee report the first reading yep uh first reading of this um we recently had a meeting here and all of the policies we discussed and move forward are here for first reading um all of the policies except for 7.180 had revisions recommended by press that we reviewed most of these revisions are in response to legislation new public acts and the feedback um majority of the changes fall in two categories one are just minor uh really grammatical changes and those kinds of things the next group there's a bundle of them that are in response to Faith's law which were a change regarding background checks and really in response to sexual misconduct and grooming and those kinds of things uh and then there's one I think one policy there is one of ours we have several policies that are just District 999 policies and we review those on a rotating basis so the committee reviewed a batch of those as well so all of these are linked in the packet tonight the way that this works uh your committee members are Don and Chris and I serve as the administrator on that committee uh if you have any questions we can answer those now if you have questions or concerns between now and the next meeting the three of us can take those from you and then come back with any recommended changes in October one will ask for these to be approved so with all that being said is there anything that a board member would like to ask about any of these at this time question is asking about the ones that are d99 specific versus why is that are there just specific things to our district that entirely what would an example and will we know in reviewing which ones are which is it clear um I don't know if it's clear in this document which ones it was when we sat down and discussed um yeah it is very kind some districts their entire board policies are their own okay um exactly all of our job descriptions will be an example policies we have a policy description for could you administer his position could you explain who presses and how it shows them so press is a division underneath the Illinois Association of school boards that has a team of experts including attorneys and their staff and administrators that as uh laws and new regulations are released both at the state and federal level they review those and update any existing policies appropriately or issue new policies or even we've seen over the years eliminate policies in response to legislation some are changes just due to changes in guidance from the Illinois State Board of Education that's where the majority of them come out of and then they review them just grammatically changes updates and just how we refer to things in educational jargon those kinds of things are updated uh so that's presses providing those recommendations about on a quarterly basis uh we usually get a packet of updates and then we consider all of those and take them to the policy committee and review them and then take them to you for a review and then ultimately approval then there are these ones like Julie mentioned uh things like all of our job descriptions but then there's certain policies that are related to things that came up over the years that were District 99 specific concerns in which the board directed the policy committee and usually in cooperation with the administration and the board's attorneys to put together a policy around something specific we have a whole list of what those are and how frequently they're reviewed we can send those out to the board so that they can see which ones those are but that's kind of the whole process and then it's just keeps going in a cycle and uh if there's a lot of legislation one year there's a lot of policies to review and that has been the trend lately and we save a lot of money by being you know subscribing to press because otherwise we'd have to contact our attorneys every time there were legislative changes and have them write the policies so school districts benefit by being a member of press and utilizing their template policies and it really helps between school districts you know when we're when I'm talking to my peers and something comes up the fact that most the school districts have relatively similar policies you know if something comes up about like policy 4.45 is here tonight and I have a question about that or a board member does it makes it real easy to reach out to another school district and be like tell me kind of how this works in your district and what are the best practices you follow and you know and we're talking the same language usually around what that policy means so it helps a lot for just consistency when we talk to our own attorneys that we're working around that model language but there are things where over the years we've made slight tweaks to reflect the values of our district we don't always just accept what they send us any other questions all right Julie for our second reception of visitors do we have any I have no slips okay and we'll move to Communications and announcements um Jenny can I get a report on lend nothing to report yet but we'll have our first meeting Friday in person yeah we're meeting with legislators on Friday so that'll be good and Dr thiely or I'm sorry should I turn this to shirelle on Saturday probably me because shirelle won't have a meeting for a little bit okay although she'll have some work to do pretty soon um we we have our board of directors meeting on Wednesday the key pieces in that board packet and I serve in that capacity are preparing for the executive director search remember we have two interim directors for this year so really uh setting who will be on the actual uh small committee that leaves the search um no matter what I'll be on the larger committee that reviews the finalists and so will shirelle um but that's the biggest work right now there's a few other things around Personnel changes some things related to Capital Improvement projects that they're getting underway but the great majority of it is the two new interim directors reporting out on the start of the school year and then us really looking at that executive Search did have one meeting and that's what I was going to share but I figured you knew quite a bit more here and I've only had one oh you did have a meeting I'm sorry I didn't mean to cut in front of you sure anything you wanted to share no I was going to talk about the two uh interim directors and I think we approved then yes again I'm sorry if you had way more this year considering sorry I stole your thunder meeting it's all your friends and then Ken can I get a report on iasb nothing really to report a big meeting annual conference in November hopefully everybody will be attending looking forward to that and Terry report on the foundation yeah um we're in the process of setting up the scholarship um parameters for the Mark McDonald scholarship and so that should be exciting we should have it by the end of the year and um I know we've tried to get input from administrators who've known him and um working on getting that all set up and uh then we had a big discussion about we're working on our mission statement maybe changing that a little bit because of the world has changed and uh since we we began 35 years ago so we want to reflect what what we're doing in the community for that so um like I said we're working on that so that's basically one time no no that was a great it was a great day I mean we couldn't have asked for a better day but um it just wasn't an opportunity to to make money for um any any of our grants or anything so and we just didn't get the people out like it pizza wars does and uh see we'll see uh it's just uh you know we only have six or seven people on our board so it's it's a lot of work for those six or seven people and you know we've been trying to recruit more people but it's a tough one to get people to come and volunteer well that's kind of what we're trying to massage our mission statement for is this because there are there are a lot of things that we're in the process of doing now that we've never done before and so I think I think that is a a big opportunity for our students if we wanted to have them help us and do different things absolutely absolutely you can talk to the NHS person because people are usually like fighting for service hours yeah um you know we've we've used different organizations um at both North and South to do pizza wars and that was very successful the students really enjoyed being out there with the other families and stuff but um um just is it working for us right now and I I'll be honest there's people that are burned out who've been on the board for you know 15 years or so and doing all the work it's it's really hard well I've always had that out every single time and uh a few folks have responded and then they come to several meetings and then they don't come again you know they get busy with their own lives so out of this meeting if any of our viewers are interested in joining the board who do they contact it wasn't exactly a a raving review no who do they contact Julia Beckman okay and she's on the website She's our president and websites t99ef.org gets available off of our website as well this is a fantastic opportunity for the community to get involved and uh help make a difference in the lives of our students so hopefully some energetic community members will step up and get involved okay and we are a fun group no doubt No Doubt as to upcoming board meetings are October 2nd Workshop has been canceled so our next board meeting will be October 16th as of this business meeting here at the ASC at 6 30 pm and then final item is we are going to be going into closed sessions so I'm going to need a motion from the Board of Education to move in a closed session for a litigation when action against affecting or on behalf of the district has been filed and is pending before a quarter administrative tribunal or when the district finds that an action is probable or imminent in which case the basis for the findings shall be recorded and entered into the minutes of the closed meeting and B the appointment employment compensation discipline performance or dismissal of specific employees specific individuals who serve as independent contractors in a park recreational or educational setting or specific volunteers of the district or legal counsel for the district including hearing testimony on a complaint lodged against an employee a specific individual who serves as an independent contractor in a park recreational or educational setting or a volunteer of the district or against legal counsel for the district to determine its validity it's so moved second for a second thank you Terry pavesich aye Chris Espinoza aye shirelle Fuller aye Jenny hagstrom aye Kara Caston aye Ken Dawson aye and Don Renner hi motion carries we'll be going into closed session for the members of the public we will be coming back out a closed session to just close the session we will not be taking any further action other than to adjourn when we come out of closed session I just want to say one thing thank you so much at South High we did young hearts for life and we um we screened over 1500 students I believe is that what my email said and we did find a a handful of students that needed to be rechecked and followed up with so if if young hearts for Life had saved a life it was well worth it and so thank you at South High everybody it was it was a really wonderful day and I know North we're doing it on Halloween and we're we're going to be wearing our costumes so um it should be another great day and and anything that saves our students lives is an important day so absolutely thank you all right uh we'll be back in here and closed in just a few minutes once we turn the room around
oh you need to order please uh secretary here well yes Nolan yes peppas here vote here Gorman hot motion is sucker yes vote Yes No One yes so tonight just quickly showing you the changes for fy24 Budget um later in the regular board meeting I will ask for your formal approval of this thing it's been on display for 30 days at the district office and the public house has posted in the newspaper the board must adapted by September 30th of every year and then we have 30 days to file it with the Roe County clerks which we'll do immediately after the meeting and then the electronic version will be uploaded to issue by October 31st um basically the only changes minimal changes to the PowerPoint none of these slides in the beginning change revenues have one change we added a grant in there for ninety five thousand dollars or I should say the revenues change the net change of ninety five thousand dollars 747 and then for expenditures we only had changes in the Ed Fund in the imrf fund both were Personnel changes or grants some were reclancing different areas of the budget and then um I'll show that after the spreadsheet I'll just show you the quick spreadsheet of all the changes but there are 100 100 roughly 100 lines account items that change for a net page of only 10 818 so of all the shifting back and forth it was mostly just changing account numbers everywhere um so that was pretty insignificant and then the IMR was related to somehow salary changes definitely a five thousand dollar increase in that in that fund only the omf fund will have Justice balance so this slide only had a few of the Elementary classroom salaries changed just a bit none of the other ones changed here in the total education expenses changed the net of that ten thousand dollars is actually a decrease of ten thousand dollars and then this slide no one has one had no changes Transportation has no changes this would the imrf line would have changed that five thousand dollars from the previous presentation all the rest stayed the same and then on this one summary it shows you the new revenues and expenditures for the only two lines that would have changed with the imrf funds so you can see here the revenues and the expenditures and then the difference and then on the projected fund balance summary this is the where we project our fun balances to land as of next June um this fund balance is what we call our cash reserves so this is something just so if you they kind of are the same same words if you wanted to but um this is kind of the definition of we're moving up and that's all I have um actually let's see and show you it's in your board phone that you have so all of you should have a balance course budget book I mean that has a presentation and the whole entire budget included in the next and in this one pull this up included in this in the board packet and in your card copy you'll see the um revenues it was for a teacher vacancy grants for a hundred thousand dollars so we had five thousand in there to attend a budget we increased it to the hundred we come with the 95 000 change and then for the expenditures um you just will go up to the top so you have all of these different changes throughout here um new hires and line lane changes mostly three classes um but if you scroll down to the bottom then you have all your grants it's a little great experience see more grants so you had your net change of ten thousand dollars there and then down here you have your item wrap for your net change of 5000 and these relative changes are similar to past years we've had just a little bit of stuff moving around this is not an outlier in any way correct any questions on the board no public comments so at this point we need a motion and a second to adjourn yeah yeah yes vote Yes the thief yes Nolan yes thanks all puppy here well myself yes Nolan yes Pappas here here Foreman uh we have a motion in a second to approve the agenda second a thief yes yes vote Yes Nolan yes please join us thank you to everyone who's here tonight administrators parents community members and all those watching online um I think just you know obviously we're going to be recognizing some students who have done a great job in their academics so welcome to our program I really appreciate you coming out to be recognized it's exciting for us also we have Steve Nelson here who lives with Larson Darby who's our architect I want to show us some design features tonight so so all right now let's start with the assistant principle Toby recognizing our students who received the College Board National recognition Awards Juan thank you parents and community members for being here and our students it's very exciting to be up here tonight to introduce to you eight of our 17 recipients of this college board award uh to be honored for this award students must have completed in their sophomore or Junior year either the PSAT 10 the PSAT msnq team you can follow all the acronyms or in an AP exam and done well on that exam plus they would have had a 3.5 GPA or higher in the last couple of years to be honored during their senior year so all of these students are seniors during the exam they would have recognized themselves as being from a small school or rural District which is what we are and have an ethnicity or his uh that cultural background of being Hispanic or Latino or Latina So based on that AP or excuse me college board is recognizing 17 seniors for these accomplishments so we'd like to recognize them tonight in front of all of you uh just so you know the award itself entitles the students who get opportunities beyond the normal opportunities for the big future scholarships that they do offer so students are encouraged to go back into the College Board site see what other opportunities are out there it also hooks them up with additional colleges and representatives that'll then help kind of get their name out there and their credentials with this award attached to it to hopefully get even more scholarship more money opportunities later on so it's super exciting I'm going to go ahead and I'm just going to have them stand since Chicago tech room this evening unless you'd like to have them come up and Shake Your Hands whatever you prefer but I will call them and they can go ahead and stand up starting with Arya shock congratulations Aria we have Alan Perez with us this evening thank you for being here we have Brianna domalatian Emma Larson Eva samuelian Corel is selling Goomba Vishnu chocolanda and Zane [Applause] you have one question I'm sorry can your neighbors oh I'm so cute you really carefuses for all of them thank you for all for being here this evening and celebrating them with us we'll laugh about a couple comments starting with Gene Myers is this on yeah I asked every time hello Gene Meyer concerned citizen Christian Masters prepared registered nurse I've heard with sadness that due to a rise in coronavirus infections some schools have mandated masking with rumors of Nationwide mandates to happen in October God designed our lungs to inhale and exhale air without restriction cilia and mucus move Invaders including viruses and debris from the Airways out of the body masks restrict both inhalation and exhalation and hold Invaders near our nose and mouth not conducive to Optimal Health synthetic masks have varying levels of vocs volatile organic compounds injurious to health the association of American Physicians and surgeons founded in 1943 made a statement on September 12 2023 the copy which you all should have now they say this patients or people when used with public health measures have the right to be informed about the risks and benefits of any medical intervention and they call these medical interventions the use of mass and other face coverings for this article government recommendations and mandates regarding face coverings have been contradictory they've been provided to the public as authoritative and without evidence and they're in conflict with the available data and they neglect to manage any potential harm from face coverings or masks concerning the potential for harm there are at least six studies and if you actually go online you could click to see these and reports that illuminate downsides of masking and face coverings in different scenarios um some examples the prolonged use of n95 and surgical mass by Health Care Professionals during covid-19 has caused adverse effects such as headaches rash acne skin breakdown and this is the worst for both Healthcare professionals like me and our students impaired cognition we don't need our students to have trouble thinking cloudy thinking um this one is probably related to that experimental data has shown that carbon dioxide content in the inhaled air rises on an average to 13 000 to 13 750 parts per million no matter whether children wear a surgical mask or an ffp2 mask this is far behind beyond the level of 2 000 parts per million Way Beyond that considered the limit of acceptable and Beyond the 1000 part per million that's normal for a air enclosed rooms so like what we're breathing now Society requires facial recognition as a most basic component of interaction and communication volunteering masking with no gain contributes to societal alienation so and those are just a few but they say mandates currently in place must be rescinded and no future mandate should be imposed and I would just say that we live in a free country masks must be voluntary people that want to wear them should people that don't should not have to thank you thank you hello my name is Ken Cowell I have two children currently attending Central High School both of them are athletes I think we can all agree Central needs an athletic trainer our coaches have done their jobs they've gone above and beyond they have increased the size of our football program and have inspired them to work really hard off season and on season our boys are working harder than they ever have and we have very high hopes in making playoffs this year for the first time since 2014.
themselves they moved our flag back to the same position so we'll start with the pledge tonight congratulations July one nation under God indivisible with liberty and justice throughout foreign and tonight we have something special and we have some special guests here tonight so thank you all for being here um we are going to start with what is a project hearing so I'm going to call that meeting to order um the project hearing is um I'm just going to read the start from the beginning again the next item on the agenda is for the board to hold a project hearing on the proposed project if you're interested in speaking and preparing make sure you have signed the sign-in sheet which would include your name and address after presentation by the administration and its advisors there will be an opportunity for the public to make comments about the project at the hearing we will ask that each person limit their comments to three minutes and that the topic be limited to the proposed project under consideration notice that this hearing is published as legally required at this time I'm going to ask Jane Herndon to explain the purpose of this this hearing good evening to all of you I'm not sure pursuant to Indiana code 2026 7 37 before a school corporation may spend money uh on a project to build alter repair School building it's required to build the whole hearing and at the public hearing you'll hear an explanation of the potential value of the project and we will talk about maximum financial terms so the school board will keep control of that project and we can always borrow less than what's talked about tonight but they can't borrow more without starting this process phones um so now I'm going to turn the floor over to our superintendent and leave Tracy to talk about the process for determining and communicating the project to the community and the need for project yeah so um we presented a project last month at the board meeting that went over um in great detail the two potential middle school projects one may be secure in the front entrance of the middle school and the second being the um to cover all of the HVAC at the middle school back in 2018 the board charged the leadership to do a facility needed study and Performance Services was able to conduct that for us and um from the 2018 study we decided to move forward with the high school HVAC project in the locker rooms and at that time the Middle School front entrance of HVAC was also a priority at that time that we chose to do the high school project first so this past summer we asked performances Performance Services to go around to the all the facilities again and uh the Middle School both those projects goes to the top of that priority list so um at the end of the day the middle school is the only building in within the district that does not have a secure safe front entrance um and again the HVAC is long overdue so I want to now uh turn the floor over to Performance Services who will be our contractor and talk about how this proposed project meets the needs as described by Mrs thank you good to see you all this evening so they're kind of four major uh goals we're trying to accomplish with this project and then there's two components I really had mentioned to the scope of work so the four major components are Bulls we're trying to hit number one replace cold failing equipment through the building most of our equipment past its life expectancy Improvement line environment for the students and staff with the HVAC design that we provide that the units in the classroom will be very similar to what you have at Sprint on holmesburg and now some of the classrooms in high school reduced energy costs and maybe one of the most important goals that improves security secure engines for the middle school as you know right now it's on the West Side there's quite a bit of grade there when you come in you've got to go upstairs to get to the inside of the building to where the offices and Clinics are handicap accessibility kind of weaves its way around the entire building so we're proposing to improve that dramatically with [Music] so the first piece did you imagine the complete mechanical replacement you're replacing all of the classroom units all over the air handling units in the building the chiller the pumps the eating including pumps brand new control system that will match what you have Hispanic on Ellensburg and high school so you're really kind of getting that all of your buildings onto one system so Jimmy can monitor it remotely and really see what's going on if there are issues so the HVAC is a big component the secure entrance to what we're proposing to do right now and then it's early in the stages some of the staff and we're planning on taking three classrooms kind of on that North West Broad Road of the building that would be the new entrance create some parking out there and then we're going to create two classrooms in the existing clinic and officer it's an interior and then there's a classroom on the south side of the building that will house that kick over that third class so um you know there's long need times on a lot of equipment and so forth I think that the thought was probably construction will start at some level probably early or sometime in the spring early summer next year in 2024 and it will all be completed by the summer of 2024.
good evening everyone and Welcome to our regular business meeting of the Board of Trustees sorry for the little delay obviously we had a little exact session that ran a little late so appreciate your patience with that if I could ask everyone to please rise for the Pledge of Allegiance and a moment of silence allegiance to the fight of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you you may be seated laughs item two on tonight's agenda is patrons comments there being none we'll move on to item three the consent agenda Dr Terrell thank you for your consideration this evening in our consent agenda we have the minutes of the meetings as listed we have the Personnel agenda as 3.02 and then 3.03 which is our voucher of registered checks as listed you've heard the recommendation of the administration for approval of the consent agenda may have a motion motion by Miss Basin second by Mr Smith question or discussion of those three items just like to make that same statement I make every time for this the previous board gave Dr Terrell the the ability to do this without the consent of the school board personnel am I correct on that that was only during certain months of the year where we had the approval to hire before bringing it here here's my point I think we're just if if Dr Tara already has permission to do so why why do we need to approve what he's already done again it's go ahead it's basically it's going through the formality of the board approving the Personnel uh decisions that are made using the processes that are in place uh here to hire um and place people in their positions and and I understand your concern on that uh Tim it's one of those things where obviously sometimes the timing just doesn't allow for individuals to be hired and be put in classrooms is that what you're referring to well prior to official approval by us it just seems to me that if if Dr Terrell can do this let's let them do it and why why do we have to have why does it need our approval if we've already given them approval to do so seems like almost redundant um well let's keep that for another I'll we'll bring that topic up at another Point either in this meeting or in the near future okay okay thank you any more questions or comments all those in favor please signify by saying aye aye those opposed motion carries 4-0 uh item four on the agendas action items 4.01 approval to apply for and receive the title one part A helping disadvantaged children meet high standards oh okay let me re approval apply for and receive the title one part A helping disadvantaged children meet high standards Mr Hartman excuse me this evening bringing to you the annual uh Title One Grant this grant is federal money that is allocated through the state of Indiana it's based on a poverty level of each School Corporation this year our allocation is 662 615 it's 72 cents uh the breakdown is before you it's a this is a unique year because of redistricting so we did have to make some adjustments uh projected adjustments based on the redistricting of our free reduced lunch population and enrollments at our school so as you can see I did put an asterisk there that that is projected as we get to October 1st and we firm up with those numbers are with our ADM count and our pre and reduced lunch there we are anticipating that four schools will be title one this year MacArthur Solon Timothy ball have been for 20 some years as long as I've been here Title One schools we funding through Title One to support the learning needs of their students this year Jerry Ross projected will qualify also so this is a kind of a phase-in year as we're looking at Jerry Ross we the amount of money to the three previous schools in order to kind of protect their programming that they've had although Solon Robinson has taken a significant change if you look at the information from 22 to 23 and the ball has taken a substantial leave Jerry Ross is allocated to 77 000 and as we continue to take look at Jerry Ross and see the firmness I think of their free induced free and reduced lunch population then we would be making some additional changes as we move forward years to come so uh so this year we are seeking your approval of the title one Grant uh 615.72 cents thank you Mr Hartman you've heard the recommendation of the administration to for approval to apply for and receive funding from the Indiana Department of Education Title One helping disadvantaged children meet high standards non-competitive Grant in the amount of I have 661 615 72 and we're a dollar a thousand dollars off based on the number you read just want to make sure before we move forward with the approval and then I do see on your worksheet does say 662.
foreign [Music] foreign [Music] foreign [Music] foreign [Music] foreign such a lovely evening although it was forecasted to be worse just just like Saturday was I guess the non-hurricane Lee so um you know it's all good this is the annual meeting of uh membership meeting for webcam um we typically have them in mid-september uh I'm skipping the slides this year we're going a little more informal no jacket for me tonight and uh you know we're just going to kind of wing it uh the agenda you should have a copy of there's plenty of room for any of you to say what you want to say which we'd appreciate it good or bad and uh time for the board members to introduce themselves as well as uh Rob I'm sure we'll have the staff and they're going to make free presentations so it'll be more of a just a get to know one another kind of Gathering uh you should pick a title for everything so I've called it bevcam in 2023 reset for an exciting future because there's been a ton of changes in 2023 especially in staff uh there's been coming out of covet I think we we learned stuff that's now beginning to make the organization even stronger especially in the programming area of being able to Pivot quickly and not have to do everything in the studio and a lot of you for some of you here who are producers who are actually able to to do that some others not quite but it's still it worked a lot and it kept a good continuity and content in key areas that is important and uh as you know from last year we renegotiated a new contract 10-year contract with Comcast which is now and amazingly well not really because they're a monopoly so if the viewership goes down they raise their prices right but the total take that we're getting every quarter has actually been up the last three quarters and it was around 100 roughly 190 thousand dollars this past quarter for uh and that compares to I don't know 100 on a good day in the old days 120.
uh Mr White here Mr paragini here and Miss Harrigan here all right we have a quorum uh would you please stand for the pledge I pledge anything to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all week so the agenda um I don't have it in front of me but I'm I believe it's basically just your goals for the year correct it is okay to discuss my evaluation we want to go into executive session like there's no action to be taken so should we find going into executive session then just cutting the video okay sound good okay so moved if you need a movement
and to drop the Mills to 11 and a quarter it would be one million five hundred fifty seven thousand two hundred fifteen or a decrease of 448 184 dollars um the bottom interest payments that are there for fiscal 24 23 24 and 24 25 are equal to 2 million 530 000 69.23.24 and 2 million five hundred thirty nine thousand one hundred and eighty one dollars and twenty four twenty five um Nate is also put into on the presentation there at the bottom Megan would you mind it's spreading that out a little bit so it's easier to read or enlarging it for the audience there you go and then the cash Reserves at the end of 23-24 will be the following after giving this some consideration over the weekend and and thoughts discussions with Nate our initial amount suggested to you of 4.488 would put us in a position doing so to fulfill the goals in the discussion that we put in Fork that we hadn't stepped back from where we were with the bond issue however in talking with Nate discussion that we had over the summer was what would it look like if we could provide some relief there within bonded interest as Nate stones into digesting and looking into this if we were looking to provide some relief within bonded interest the recommendation that we would provide would be a 12.488 or a decrease of 276 864 from what we initially proposed um if there are you know God again Clayton here to address any questions that you might have in terms of what impacts that could have within the next spring with the bond election if a bond election doesn't occur next spring the final payment for some existing bonds that we have their final payment will be in September of 24.
unfortunately my son and many football players are being negatively affected by not having a trainer four games in and they are played with numerous injuries many reoccurring my son hurt his ankle last week and had no school trainer to assist him he treated himself from what had been done in the past and relied on coaches and his aunt who used to be a trainer for help I don't want to give details about the treatment that he was in advice he was given last week but I can tell you he had to rely on what was available and what was available led him to roll his ankle again in practice and he played in the game Saturday and he got further hurt now we are waiting to find out if it's something more serious and still no trainer to guide us many of the boys on the team have been nursing injuries and continue to get re-injured I've never seen so many injuries at one time and it's not an exaggeration and it's absolutely no coincidence they need maintenance and advice from a trainer that they are not receiving photo trainer have said not to have practiced or played at the game Saturday or treated them during the week so they were ready would any of these injuries have been prevented or less severe had we had a trainer we obviously don't know that because we can't go back in time and change it but we do have control over what we do in the future for practicing games I know that I had much more peace of mind when we had a dedicated and very knowledgeable trainer that cared for us and guided our kids coaches players and parents all deserve to have someone that we trust trainers have a huge amount of responsibilities and after I talk I'll hand them out because I there are too many to say today and not enough time sorry so I'll leave it and I having a trainer also leaves our coaches and our athletic trainers our athletic director with more on their plates and they now desperately try to fill those shoes and while we appreciate the efforts of our current athletic staff it is clear and it is clear that they care about our students and are working hard it doesn't come anywhere close to filling the gaps of not having a trainer well I learned this week that it is not illegal in Illinois to not have a trainer it is harmful to our athletes and assess them at a disadvantage every other school in our conference has a dedicated athletic trainer and we've been borrowing them I do question why the trainer was let go and why it was done first of all it was done very very quickly she was let go in less than a week of one parent complaint she was here three years with no incidences and she was beloved by the entire Central Community that I know of very a lot of people I know it was said in the so-called incident it is absurd to think somebody was let go for this it wasn't illegal it wasn't a HIPAA violation somebody that worked so hard and does so much and they are thrown out and literally literally and figuratively can't be replaced I also one of the situ the situation could have been avoided or better prepared for a quick decision was made before having a backup plan especially since fall Sports were just starting at the exact same time research could have been done to find out things like oh there's an athletic trainer shortage right now in conclusion all of the injuries that my son and many athletes have really demonstrate that what we have right now is currently not good enough better than nothing is not good enough and we're doing the best with what we have is not good enough this is really affecting them now it is getting worse every week and it is likely affecting them in their Futures I know many of them are looking forward to playing in college and I'm not sure if that's going to be able to happen or it's going to make it a lot harder if he's going to be injured the rest of his senior year it's very it's really has been heartbreaking our kids deserve the best period we need a dedicated full-time trainer a motion in seconds are required to discuss and approve the consent agenda special to put it in your board packet is your Revenue suspension reports revenues are currently at 6.44 compared to 6.34 a year ago expenditures are at 12.35 compared to 11.08 a year ago no impact or transition transition fees were received since last month's meeting bills payable for both Northern Kane and Central are typical for September this is the month where all of the bills from the summer get caught up while the secretaries are back from school and then in Northern Keynes this month is their final FY 23 expenditure so they have through 90 days after June 30 to get stuff in and this is the last payout for the fy23 stuff so we can start moving on 24.
yeah right thank you very much all right so now we're going to hear from our Municipal advisor from Baker Tilly um and this is about how the proposed project will be financed as well as information about the effect that would happen to it's Jason for a while to speak this project as far as sort of the financing perspectives a picture of your event profile and so each of those colored bars we start planning these out Wards to stabilize the tax return so we then instrument we're looking to utilize is a general obligation Bond so we compared to 2023 to 2020 we'll sit on here so the school district you have the capacities and so as you can see we have about 10.5 million dollars you did experience about 4.7 PD growth and so for your 2024 number that goes up a little bit we're talking about a bond issuance of about 6.1 billion so I think the biggest takeaway from this is even by issuing this you still have the ability children YouTube emergency items as far as the parameters move on again it's quite one million dollar borrowing amount of the amount available for the projects two hundred thousand dollars again budget cycles and as you can see there'll be a zero taxpayer impact tax rate and flat the total tax rate the recent variation within the debt service tax rate so as you can see we're looking to have a larger payment next year and then there would be some smaller payments in the subsequent years to be able to layer in some addition useful weekend financing so I haven't take any questions here foreign um so if anyone does want to talk specifically about this project so this is a project meeting just about this um there are forms back there if you just bring it up to me we will go ahead and give you your three minutes um we do again want to leave a comments only to that project and the financing event and um yeah so I anybody else who's here to talk about projects okay that's easy we will move on um thank you all for everyone who is here to our focus on Performance Services and we do appreciate all of your work so that it helps us uh do what we need to do um please note that this is just the first step of our legal process after this we will be continuing to work with the administration and our professional advisors to make sure that we are using all the efficiencies we can to conserve our tax dollars and also meeting all of our educational needs so um Jane can you summarize that project resolution for us and what we're going to be voting on first resolution that you've heard is entitled project resolution and maybe exhibit a in your documents and it is the document or the resolution that establishes those maximum financial terms that you've heard J Stanley speak about so it was the maximum six million 105 borrowing amounts there were cost of issuance of the 200 000 leaving them five million nine and five available for the actual hard and soft construction cost project you also heard that overall the tax rate would not be increased it would be managed The Debt Service rate associated with this bond is 0.11 cents so that would be the first resolution you would want to call the question okay so we do one at a time okay all right is there a motion and a second to adopt this project resolution all second any discussion Amy yes Carol yes Vicky yes Steph Yes yes all right um how about the preliminary Bond resolution this resolution is the first one relating to the actual details of the bond itself so it's anticipated that these bonds will be sold first payment on interest would be expected in next summer July 15th of and then the the longest time you can take to January 15th again it could come down it could shorten up a little bit depending on on interest rates there'll be some notices that will be put in the newspaper after this meeting and we'll have more action for the board at your October meeting as well right is there a motion and a second to adopt the preliminary Bond resolution that's a good 12 seconds any discussion here we go Carol yes Vicky yes Stephanie yes all right and today will you summarize the reinforcement resolution last resolution this is basically a placeholder under federal tax law if you decide that you want to pay out of any of your own funds to start some of your work early before you have the bonds actually issued this just preserves your ability to reimburse the school for anything to pay out in advance all right is there a motion a second to adopt the reimbursement resolution any discussion all right um let's do roll call Amy yes Carol yes Vicky yes Stephanie yes Doug yes right thank you appreciate it uh at this time I'm going to adjourn the project here and guess I said thank you all for coming so that's his hands thank you James thank you I think they've done this before all right and we are gonna close that chapter and thanks guys now we're going to move on to our regular board meeting so I'm gonna yeah I was gonna say I'm gonna call us to order again for the general meeting at 6 46 .
okay all right uh let me go back to that I will reread the recommendation the administration recommends approval two for and apply and receive funding from the Indiana Department of Education Title One helping disadvantaged children meet high standards non-competitive Grant in the amount of 662 615.72 may have a motion please motion second motion by Mr Vassar seconded by Mr Smith question or discussion all those in favor does the formula change in determining that it's not reduced or is it just uh yeah we look at the free reduced lunch population compared to the enrollment and again I am empathier looking at students free and reduced lunch that could change therefore it is projected it is higher than what has been in the past so what a surprising economic circumstances but we'll have more we'll be more firm as we get to ATM understood thank you okay all those in favor please signify by saying aye aye motion carries 4-0 4.02 approval to apply for and receive Title II part a supporting effective instruction Mr Hardman okay Title II is a professional development Grant at Crown Point has applied for over the over the time it too is federal money that is allocated through the state of Indiana this year our allocation uh is a total of 166 977.50 there is an allocation that is goes to the to the non-public schools and that is based on a per pupil amount uh that's calculated when you add the our enrollments with with the tools and you can see that our our actual professional development amount is 148 148 997 12 which is up substantial uh for for Title II which we're uh we're happy for then you can see uh in the what it's used for it is used for uh professional development for our teachers for our administrators it's to really uh help us to uh to develop the skills of our teaching staff and our administrative staff of the Crown Point Community School Corporation so this year we're seeking your approval to apply apply to the funding title two in the amount of amount it was thousand nine hundred seventy seven dollars thank you Mr Hartman you've heard the recommendation of the administration for approval to be for granting and applying for and receiving funding in the amount of 166 977.50 from the title II part a grant to support effect effective instruction I have a motion please I'll make the motion thank you Mr motion by Mr Vassar second by Ms bazen question or discussion uh Mr Herman is is the non-public allocation is that set by the state no uh it comes out of our allocation so when we look at the enrollments of Crown Point Community School Corporation St Mary's Trinity Lutheran and Northwest Adventist we then divide uh that that number into 166 000 and that comes up with a per pupil and you take that per pupil amount times the enrollment at St Mary's they get they get their allocation Trinity gets an allocation and Northwest Atlanta so it's their enrollment times the per pupil then Point gets the in our enrollment which is what I think we probably use about eight eight thousand eight hundred students times that per pupil and therefore we get 146 000 but that's that's driven by the requirements on the ground by the requirements any other questions identify by saying aye aye those opposed motion carries 4-0 4.03 4.03 approval to apply for and receive title III language instruction from limited English proficient and immigrant students Grant Mr Hartman thank you again um our English Learners those are students that come that were English is not their first language is growing annually uh you know we do get an allocation that again comes from the federal government to title three and to us through the state our allocation this coming year we're seeking your approval is for thirty two thousand four hundred ninety dollars and a period so this goes to support our interventionists paraprofessional supplies and professional development we also have a component for family and Community engagement where our teachers of record and this is Ramirez do we'll meet with the community and get feedback really is a good use of our money and there also is non-public allocation that is that is available but in this case this year there were no students I believe at the non-public therefore tonight we're seeking your approval to apply for and receive grant funding for the title III and the amount of 32 490.
so uh we're in much better shape and we can be much more flexible and try to reset and look to the Future do new things experiment if everything doesn't work it's okay okay uh where'd you hear that Bob Rob told you oh okay we're gonna have another board meeting after this meeting and uh so anyway just briefly then new staff Rob just finished his first full year mid-may I believe and I started it was a later it started in April I think May 9th was the first day and then full-time two weeks later okay right okay yeah and uh and uh you know he's brought on um you know he's been very busy in a lot of aspects I hired some very good people who he'll talk more to later and you'll meet them and uh you know I think the we're getting bigger we're getting back to a staff that that is needed we have the money to support that which is we're fortunate um programming uh in addition to continued educational government programming which is has always been our strength uh and uh we've had a lot of turnover in those areas and we'll have a little bit more at the end of the month but um we the way the staff is trained now which is really good everybody can do everything pretty much it might not do it as well as everybody else but if something happens and you need backup you got it and I think that's something that Rob's done a really good job allowing everybody the time to learn everything okay when there's more down times and that's been a huge help and I'm sure there'll be times when you'll say four are we glad we did that because we we thought only XYZ knew how to do that but from a programming point of view on the other side um shows that continue which are really good is George bins with the bins report Gail and Elliott with the conservative corner Leslie and John keep it local from the greater Beverly chamber around town with a rotary North short journal with Walt and several more which aren't mentioned I think when you just look at the titles and if you know the people you look at the people I think we're continuing to support A diversity of views which is important for a media platform like bevcamp and um uh and I I trust and hope that will continue going forward community outreach um let's suffice it to say we're doing a lot of it now we've probably done more when did you join Liz okay we've probably done more between April and now than than we had done I won't say ever but but if you add it all up in the last three or four years it's it's or more it's like night and day and it's it takes a while but from a public point of view and a community point of view you got to do that to establish the brand and you know from a government in sports reporting and all that that's a little different and people don't even really half the time know it that's Beth cam either they're just go out they can look at it but uh this and you can't do brand you can't build a brand by just sitting inside I mean you got to get out and about and all that kind of business go to events uh you know we're considering some things like pop-up places uh of Beverly branded vehicle uh we continue to look for space downtown which if the right thing comes along uh we we probably will uh have a second location and keep the major production here but have a second location for this purpose so it's all that kind of stuff is good and it's critical to keep the get the organization vibrant and uh moving forward and the financials are kind of why we can do all this in a way I've been here 20 years now 21 years and um they're amazing uh we now have about almost eight hundred thousand dollars in the bank or receivables uh they're that are they're good it's just uh they're accrued and I already mentioned the Comcast payments so you know we'll continue to maintain a healthy Reserve but we'll also continue to not be hesitant to spend money in areas that we think could be promising and have a good payoff uh for for producers for members and for the bepcam organization in general I'd like to recognize a few people Rob of course I've already mentioned many of you if not all of you I think know him now and he's done a a really good job in his first 15 16 months grabbing a hold of something that was in good shape but not isn't as good a shape as maybe some of us thought and has really uh you know really gotten all that out of the way and now he's just going forward with everything else Kim uh who had to go off as he mentioned to me going out he says I'm the only guy getting paid tonight but he had to go out and uh to the city council meets tonight so he's in City Hall doing the meeting uh I want to recognize Robert Matt and Zach they've all departed over the last few months they're really good guys I think they all got they didn't leave because they didn't like bevcam it wasn't that at all they got really good opportunities and uh you know Rob's down and New York now at Fordham University and uh Zach is I think working out of his he lives right across the library his car is always there so I think he's working out of there but he's a regional manager for something and uh and then uh Matt's working for Cable cable uh Cable cable cast yeah so uh that's come that's cool and he's staying but he's doing another dimension of the industry so that's working out well and at the same time I want to welcome Chris back he's been here before uh Liz and Michelle I'm sure they'll talk a little bit about what they do so I'm not gonna say anything other than the places organized now I think efficiently where everybody does know how to do everything but everybody has defined accountability in specific areas be it content or or Business Development or you know whatever producer operations which is Kim still uh Kim will be leaving uh full-time uh I guess towards the end of the month end of October yeah and he's given Beth cam 14 to 15 really good solid years and uh but he's not getting any younger just like some of the rest of us and uh yeah he's going to kind of as he told me he still wants to do work he's going to continue a lot of the uh the city uh meetings and uh he just doesn't want to have to be somewhere at nine o'clock every day and go home and XYZ who can blame him uh so uh yeah but we'll miss him his uh quirky sense of humor [Applause] the board uh I think we're having a lot of turnover in the board right now uh just like there's a lot of turnover in the staff turnover is a helping thing if managed well and I think we're all managing it well in terms of bringing on new people I do want to thank uh Brian Thompson who was here okay he had to leave who's also a uh he's around webcam a lot and I think he is or was or still is a producer um I want to thank Luke uh who now lives in Reno Nevada and troubles travels internationally extensively for the company he works for where he's in business development and Derek who is local but he now has two jobs he still has one his personal training business and he also works for it's a good job I forget the name of the company they're based they're based in Nevada too I think uh and he's traveling a lot but I met with him a couple weeks ago and we had a nice talk and he's still around we can pick his brain he's a smart guy he does have a lot of good ideas so hopefully uh we'll keep in touch with excuse me with him and again welcome to um uh two two people uh well one person for sure no two people I'm sorry to the board uh that are already on there Keith and Alex uh who who can say something about themselves in a few minutes and also uh uh John tamilio who's going to who is uh if you vote him in was uh is going to be uh recommended by the board for one of the uh member elected board seats which we'll do in a few minutes okay um producers real active ones include the Beverly chamber rotary Gail and Elliott Paul Norman Andy Freeman George pins Bob Butterworth Walt cosmowski mayor Cahill and the folks at the second Congregational Church where my wife happens to be in charge she's not a minister but I'm charges figuring out what to do with the second Congregational Church so it's been an interesting challenge but they're doing fine and they'll do fine and in the community we just want to give a shout out to the mayor's office they are very supportive of bethcam um main streets Boosters club the students and athletes of Beverly schools and a special shout out to the bevcam sports crew and announcers they do a tremendous job I really like it now that they're branching out into the girls volleyball and field hockey I think and all sorts of different kinds of sports did sailing and uh and not just the traditional uh sports that we all know what they are so with that I'll turn it over to Rob to say a few words and then uh and then we'll move on to I move my remarks up we'll move on to John to take care of the elections and stuff okay drop okay um it is absolutely amazing to me that it's now uh been 15 months here in Beverly it is flown by I have just been absolutely uh enamored with the community the North Shore the whole part as many of you probably know I'm a transplant from Northern New England up in Vermont but I've just always been really sort of uh eyeing the ocean and seeing and it was just a great opportunity that I'm so appreciative of the board of directors to trust me in taking on the helmet of Beth Camp so it's just been really a wonderful time I say that it's been incredible to me that it's been more than a year because of the staff turnover and so I do want to recognize uh um you know last year Zach had already left but you know in January or towards the end of the last year when Robert gave his notice and said that he would take in this opportunity to move to New Jersey to take over the sports broadcasting system at Fordham University um it was uh a little scary because Robert was an integral part it's the word integral or integral or whatever you want anyway Robert had uh really sort of built up a lot of the work on the sports production and the technology here and it was super impressive to get here and find out that the things that they were doing with fiber transport and all the technology that kind of has to do with Community media and we wondered what we would do without we it was hard to imagine a Beth came without Robert but we were so glad that he was moving back to Jersey he's from Jersey himself he was going to be close to his mom and he was taking on something that he really enjoyed which is sports coverage so uh you know whenever somebody my staff comes and says you know I have to give notice and I'm like I always say I feel wonderful for you but as the executive director I'm a little scared now so uh and then Matt a couple weeks later gave his notice because he had been offered the position at cable cast and I was like uh I think when we first came in that Kim came in the next morning and he looked at me and he says just I'm not happy and I said what can I do to make you happy Kim and we actually got to spend Kim and I uh the month of April pretty much running the shop I mean Liz was here but she was doing community engagement so I I was kidding Kim about the two old guys learning how to do things that Robert and Matt have been doing the whole time so um it was uh quite a month and I really appreciated that Kim was there for that trip with me to be able to do that month and I'm very proud of us to be able to do that but we are very much appreciative when Michelle and Chris did arrive and be able to take on May 1st of this year and we finally could take a breath and say okay I can get back to doing executive director thing that says try to figure out how to get the camera signal from the field out here on the channel not that I'm I'm very appreciative of the fact that I know how to do that because then I know that if we need to be I can I can step in and do that but so uh it's just been uh it was great to get to know Robert and Matt and I really do uh consider them friends and I hope that they will and I know that they will be always in time in touch with bethcam and then we have to get to Kevin who I knew and he had been talking about retiring from the beginning and I said I understand you you know and I think it's great for you it's on a personal level but uh Kim has been a partner in in so many ways in in taking care and and taking the leadership role at bevcam I um every morning now I get here at 8 30 and Kim and I get to sit and talk for a half an hour and it's just been it may be about work it may not have been maybe about life but I know that this man has a heart of gold and he has poured a lot of it into bethcam and we'll continue to do it we know we know that he will be around but um he has uh a really uh a special place in my heart that I you know that I think that many of you who do work with him know he puts on that curmudgeon sort of front but there's there's a heart in there that is just so so strong and he takes care of things that he cares about in Beth Kansas so uh and we would have thrown a big party for Kim but he does not want that he doesn't want no we yeah it is too bad because I know that the people I know that people will come out Judy and I are really good at throw in retirement parties aren't we cutie he he will not appreciate it he wants to kind of just step out the door quietly and I know that it's not about him it's about you know that's the one thing about Kim is it's not really about him it's about everybody you know it's about taking care of everybody and making sure that they're all on doing things that are wonderful and on a path that's good for them and that's really kind of the kind of man he is and it has been so wonderful as I said uh to get to spend every morning with my cup of tea and his cup of coffee and we just sit there and talk about anything that we might do so it will be uh it will be Miss uh part of my morning to to be able to not be able to sit there with it but I understand why he's doing it and I and I know that it's a good thing for him and for him and for Dee to be able to go and travel and spend some of his time in retirement he's he's well well earned and well deserved so the other thing I'd like to say is to recognize Paul as a partner it's been wonderful Paul as the chair of the board to be able to get to him and just kind of take his wisdom and knowledge and what he's done in the years that he's been together it's so much nice to be able to sit and we meet down at the anchor and he'll we'll have a drink or something like that thank God and I'll just tell him this is what's going on and he'll give me that Sage advice and say this is what you're doing but he he trusts me and I appreciate that level of trust and and that we have that that ability to sort of just talk about things that are really you know where are we going how do we get there and why do we want to get there so though um All Aboard us as well you know from Andy to uh the new ones Keith and Alex and the people that have been on the board it has been uh and Judy uh it has just been I sometimes I lose words here just because it's so it's so nice to be with a group of people who get it who want to do it and are working work together to do it so I'd much very much appreciate the board and what they bring to it and lastly the community I've just been so impressed with the community of Beverly it's just such a wonderful opportunity to come and I always say it's very lucky of me to be able to get into the jobs that I do because I'm already in the community before I even get at day one you know it's part of my job is to go out and know the mayor to know the people who run this town and people who are activists in this town who are passionate about this town and they all come to my office and they just talk and it's very easy for me just kind of get to know them and learn it and I do know how very special Beverly is uh and I you know that being said um and so finally we get to the the new staff who have just been uh absolutely amazing and wonderful to get to know and I know that you guys will get to know them and they're going to introduce themselves in a little bit so uh um I think that you know one of the one of the qualities of being a leader is recognizing people and finding people how to do the jobs for you and do it well and and challenge you and that's one of the things that keep um Kim always did was he would challenge me so if I said something he would really run me through the ringer that I had to justify it and these guys that are coming with us now I think do the same thing you know they all kind of look at me and say well why are we doing that is there some better way to do that so that is really just a part of a very effective leader and I'd like to think that I have that capacity that skill so um I think you know I I had a couple things on my list but I think I'll leave it from you're going to talk about like the HD channel my energy and stuff like that yeah okay so I don't want to take away from their Thunder but thank you for everything it's been a wonderful year at bevcam as uh it was very odd that the annual report that we put together that's on your seats has a lot of data in it um it's uh interesting that we come to September and we're talking about 2022.
those Associated Mills would then be dropping off that five week school year just to provide the overall picture first page is really just a summary of on the cash flows Susquehanna pages are more detail on this cash flows and again just kind of been reviewing this with Mark and Nate last few weeks in I would say just this really puts more into perspective and focuses more on um kind of future cash flows with and without a bond issue so you get an idea of what is the impact of setting you know your your Mill Levy this year if you continue to set it that moving forward at that those meals moving forward so um the summary here as you'll notice it really follows closely with those Mills that you're seeing there um and really showing you know if no future bond issue there wasn't one there's no future projects how early you'd be able to pay off your existing debt um versus what it looks like with a potential new bond issue and we've been showing two different structures on this but really focusing on wrapping around existing debt Services I think the main point of what we've been looking at lately so as you can see with the 14.488 Mills as an example if you were to keep it at that for the bond interest fund your total capacity would be about 23 million dollars on a future bond issue so as an as an example the 12.488 Mills provides a 17 million 250 000 audition so as you reduce that Mill Levy the potential capacity for a new project at those Mills moving forward is also reduced um we've provided status quo scenarios essentially if there is no bond issue on the first three or four pages of the packet really detailing out again highlighting that year where you'll have funds available to prepay all existing debt and I think the the tough situation about this and understanding you know what is a bill let me impact today mean for the future is your total debt service so you're in a position where Debt Service drops off significantly um after 2027.
um the audits were both Northern team and Central are still in progress and just with the timing of the board meeting and the other stuff that we're spending they filed an extension just so that way we aren't delinquent in our in our family um the due October 15th every year artboard meeting I believe is one day after that so the intent is to still have them come if everything's finalized by them but I don't want to rush it either so um Phil yes pepis yes vote Yes a fee yes Nolan yes our next solution and second required to discuss and approved Veterinary affiliation agreement renewal so this is generally a process that comes in every month when we have approvals of Veterinary affiliation agreements this is a renewal so it's not in one so any questions if so we have a director folks here if you answer any questions you might have this is our second year with this one or third year I don't know if it's two or three years but this one for one of our Pathways students that comes here from Bartlett High School just so for your information why it's so far away is making it uh kind of conducive to where they live in their region that's why of course our vet tech program is is pretty large so we've got Partnerships all over the place any questions yes Tapas yes vote Yes okay yes Nolan yes uh motion and second are required to discuss and approved baseball team's spring break trip to South Carolina for the Cal Rifkin experience March 23rd to the 26th of 2024.
and um are there any modifications to the agent two we're in reference to the Brown County High School expert for 2023-2024 and uh Janae McGill junior class sponsor and Rebecca O'Brien for bringing change to mind they have decided this year so because and there's no Replacements yet no all right is there a motion and a second to um except the modifications right any discussion Mr local Amy yes Carol yes Vicky yes Stephanie yes Doug yes all right number three is a recognition of visitors and comments from the audience so as I mentioned before I had Daniel Smith here who said uh that you wanted to speak this evening and I'll just um we'll do generally just actually set a timer to make sure that we are fair to everybody and so I'm going to go ahead and do that and you can start when everybody um about a mile when I was here so um I will stay as long as anybody would want to talk about anything after this meeting um my name is Daniel Smith I'm a Columbus firefighter I'm very pressure a father of three in the school corporation Middle School cross country coach a former Middle School track coach uh my wife and I were uh fired from track and in Spring and we were lied too about why we were and that's evident in today's agenda because I'm we were fired because we were not staffed Baltimore um I'm being replaced by somebody's contact there's dozens of non-staff members of coaches I'm only going to touch on this a little Steve Fisher is an absolutely wonderful man and he will do a great no complaints there he will be an asset to this but I work I work somewhere that things like Integrity honor honesty matter those things don't seem apparent here things like complacency and difference my daughter spoke up about an inappropriate situation in school last year and she she applied for a program to get into this year and all of her friends of common academic standings first day of school she thought she she told she was told last year she waited in and I don't have no formal letter so I don't know exactly how that was commuted it was not on her schedule she went to the office the first day of school they told her she would have to talk to the teacher involved the teacher involved her off over and over again told her he didn't know he doesn't make the decisions she's passed seven times probably I've called the office I've left voicemails on two or three occasions my wife who asked me to be good down here today I'm trying my best my wife talked to Mr Steele in person told him I left messages and I needed to be able to talk to me nobody will respond we've got parents on the cross country team that have concerns that they've called the school about written emails nobody will respond my daughter feels like she has a Target on her back sad you wonder why the referendum didn't pass all the all the public comments I've heard from staff members were just scorning the taxpayers and calling them stupidly they didn't understand because the public and taxpayers have lost their faith it's things like this that are frustrated people say that the alarm sharing their frustrations I'll talk to anybody as long as they want him all right are there any other comments from the audience okay uh we're gonna move on to number four which is our presentation from Don Ray and she's gonna tell us about the budget hello so every year we get to get together and talk about our budget for the next year unfortunately the budget the way we do it with the state does not coincide with the school year so the state does budgets that are January through December which kind of can make things a little fun when you're trying to deal with school year budget and our calendar year budget so all this information is going to be what will be in our 2024 budget which is January through December 2024.
you've you've heard the recommendation from the administration for approval to apply for and receive funding from the Indiana Department of Education title III language instruction for limited English proficient and immigrant students non-competitive Grant in the amount of thirty two thousand four hundred ninety dollars may have a motion please motion by Mr Smith second by Miss Basin question of discussion all those in favor please signify by saying aye I was opposed motion carries 4-0 4.04 approval to apply for and receive the title IV part A student support and academic enrichment Grant Mr Hartman yes a part of the analysis we're looking at well-rounded education approving School conditions for student learning which includes your social social emotional component is also the technology so those are the three categories that uh support with title with title IV title four again is a is a grant that comes from the federal government to the state distributed to schools based on uh population it does have a non non-public allocation much like Title II uh per pupil amount of time to their enrollment this year we are continuing to support our mtss this is part of our support systems for our Learners in Crown Point schools with District leaders this is was put in last year's Grant also to get us a Kickstart into having leadership to develop our mtss supports as well as the the programming that we have we hope that at one point some point in time that this will become a amount that would be absorbed by the district through a stipend with the ecas but at this point in time until that occurs we are supporting it through this this grant you can see also we've identified student interventions as well as staff development and uh for our support staff with guidance and social workers to receive training so we're seeking your approval this evening of 42 to apply for and receive 47 576.51 from the title for part a grant thank you Mr Hartman you've heard the recommendation of the administration for approval to apply for and receive funding in the amount of forty seven thousand five hundred and five hundred seventy six dollars fifty one cents from the title for part eight Grant to support a well-rounded education support social and emotional development and improve the use of Technology have a motion please I'll second that motion by Miss Basin second by Mr Vassar question or discussion yes Mr Hartman is the is the the formula for the allocations of that total fund is that dictated by someone else or is that our own formula that we use as far as the amounts that we did we get where you look at the budget items so yeah we we dictate that the only one that's not is that we have a formula to allocate is the non-publish share so we're required and that again is enrollment times a per pupil amount that is figured it's identified through total enrollment divided by divided into the amount of money that we have so for the for the stipends for the district leaders that seems to be a little heavy at the top then is that because there's more leaders or there are two leaders and there's a we're looking at we had uh two last year that were a kind of code this year where we had one resign and we're looking now and having an elementary and a secondary levels person so these these uh stipends if you would look in in the grant it does note that they are seven thousand dollar stipends for each and then the remaining money is their benefits the that they get for that seven thousand dollars and these people are currently hired as teachers yes one's a psychologist well actually we had two psychologists and then one thanks for explaining that yeah you're welcome any other questions all those in favor please signify by saying aye aye those opposed motion carries four zero thank you for your work on all those grants Mr Harmon 4.05 textbook and resource adoption Elementary Mr jokina construction family engagement and building a community of readers at the school-wide level using the one school one book style approach the recommendation from the administration is for the school board to approve the resources as listed for you speaking in 2023-2024.
by this time in September we're really already thinking about the things that we're doing in 2023 so that's I I couldn't even in the report I couldn't even talk about the new staff because they haven't really been hired yet so that'll be for 20 well the 2023 annual report that will take place next September in 2024 but Paul mentioned some of the things that we've been thinking about doing that we're talking about doing is about how do we get more people involved how we get people's voices involved how do we get diverse voice voices and opinions involved and the staff is well prepared to kind of take that on and take that challenge and really to go to run with it so I'm looking forward to the time with that we have with them and I think you guys are going to really enjoy them so I would that I'll I will finish my comments and say thank you very much again [Applause] the flow is still good uh I'm John algeri I'm uh member of the board of directors I've been on the board for about 10 years now I think uh was introduced to Bev cam a couple years before that as a volunteer after um being in a career in state government for like 42 years um what my role is tonight is to a couple of things first we do we are recommending a couple of new members to the board of directors but before I get to that I would like to and I'm going to put you on the spot we do have two members who have of the board who have joined us since the spring and I would like to introduce them to you at the meeting first Alex saluko Alex ethical just stand foreign over the years he was one of the Mainstays of sports production and color commentary play-by-play color by play Etc very professional if any of you have watched the uh the uh this voice programming here it's been uh really like the excellent award-winning which is student volunteer in 2011.
so because of that if you look at status quo what what are minimum payments required to make you know it changes after 2027 because your your total payment that you're paying drops off significantly so as an example we've shown a status quo scenario with each of these Mills as shown on the projected screen um including the 11.25 Mills I know that was a specific question that got brought up and that kind of follows in line with you know each of those really every single each of those Mills if no future project is needed you'll have enough funds to be able to pay off existing debt in 2028 the only one that allows for a year ahead a year sooner is that 14.488 so 2027 is when you have it enough and you can see in each of those scenarios specifically with the I'm looking at the 11.25 Mills that you actually are only making you're making less than generating less revenues than your required Debt Service payment because your fund balance in that scenario drops off through 2027.
second so this is a trip that used to be done prior to coven and it has kind of been on um hold it has now been requested that they do it again it is something that we have done in the past uh pretty consistently uh with a coach who provides this uh coach Nelson Kyle Nelson so it is our recommendation we would approve this to move forward is this all levels specific to a level so parents get to choose to take the students the coach goes so not the entire team goes it's really kind of engage that much parents choose to go and who does any we have other a few other questions [Music] Varsity athletes priority they're going every other year um honorary sport um Kyle Nelson puts together takes uh they played Varsity JV games an opportunity for kids to you know have an experience a place again so are parents responsible for getting their kids there there's a couple different ways to go about it I know the prior to coping um they worked it out that there was an opportunity that a lot of times parents could find their own flight out there and then they would have I believe coach long drove one of the white multi-function buses out there and transported kids back and forth a couple different ways you can do that but yes it would be responsibility of kids to get themselves out there depending with the parents so I'm confused is this a central sponsor of event then yes with our baseball team and those games would count towards their ihsa is 19 years here they've never batted an eye his parents going there's never been issues per sect s to do anything like this hybrid like this where the team's not traveling together not nothing with that you know a lot of times it only applies to spray Sports just because they're obviously they're not missing classes to do this they're filling that week of that week's schedule where no games can be played there are other schools in the area that do go about this in the surrounding area that do something similar as well so it's not like it's Unique and new well it's Unique to Facebook in our district they've been doing it oh yeah yeah it just seems like an outline or everything else is the team traveling together with school transportation and so I guess it just seems like a hybrid I've since I've been on board I don't think this has happened so that's why I'm asking these questions okay so I just haven't heard anything like this so it's curious to me I could gather more additional information from surrounding areas if you'd like it's a unit and I guess yes and no I think a lot of times with parents you know if they have frequent flyer miles or they're members of a certain Club they can reduce their airfare and things of that nature so that kind of helps offset the cost that you know they fundraise to do some of that this event also happens over spring break so maybe some parents are going somewhere else we have anything for students that maybe don't have their names and any additional help or maybe it's going to playground no so that's why that's why it's on here to allow coach Nelson if he wants to do a team fundraiser Hub offset some of those costs and that they can do that like we've never turn away a kid based off of that we'd find a way to to make it work but again it would be outside resources that right he fundraised for it's not like you know it's a district building it's been fit it's in addition to what he wants to do do kids stay with their parents do kids stay together really responsible for when you get to block the hotel rooms so when they're there he's responsible for those kids with check in check out uh same things apply if a parent wants to take they have to communicate with the coach so it's not unsupervised it's just the method of getting out there is you know we want to be flexible with parents because everybody's situation is different business yes vote Yes a thief yes yes and Phil yes Nolan yes uh motion and second are required to discuss and approve the bits for the high school 20 classroom Edition new high school edition you can see we have a multitude of different vendors that are here in your board packet these do represent the lowest bidder that came through and everything in all of the areas we have masonry structural still General trades Roofing aluminum glazing acoustical ceilings painting fire protection Plumbing HVAC and electrical of the vendors that were lowest Builders We have dealt with all of the vendors except four of them a however shells mcnut has dealt with all four of those vendors Baroque masonry we've never dealt with at Central but shells has dealt with them ta Bowman Constructors again shells has worked with them we have not apps of fire protection shells has worked with we have not and CMI mechanical shells has worked with what we have done if you have further questions I think Mr Pauline is here he'd be more than happy to answer any questions you might have if you have further questions Dan just a question about where where these uh the total bid for what we have at least here came in relative to what you were expecting even like a percentage 10 higher 10 lower the overall total bid came in almost right on budget okay some of the contractors were higher than expected some were lower so it kind of all equaled out but we came in right on budget and we're trying to Value engineer as we always do with every project value engineer any items that we can just to save some additional costs any other questions thank you yes vote Yes a thief yes bulk yes and Phil yes Nolan yes uh motion is not going to require to discuss and approve the letter of credit for the King County construction permit which is required for the classroom Edition at CHS second again as you imagine it is required uh Daniel's work to get the approval credit so that we can that are always expected by the county so we can move forward so it's the last piece for that permitting piece for the county vote Yes a thief yes bulk yes pencil yes Peppers yes Nolan yes uh Motion in a second are required to discuss and approve the final budget for 301 for the 23-24 school year so moved exactly as mentioned Danny just had the budget hearing so if you have any questions for our Dana relevant to the budget or she is sure to answer any questions right now questions a feet yes both yes and film yes Peppers yes vote Yes Nolan yes I'm watching a second required to discuss and approach the Consolidated District plan to move forward Grant hunting it is required before we consume any of our grants such as our El grants our title grants director Inga would have been here but he's down the state getting Title One Grant Training and so he is not here to talk about this but this Saturday District plan really deals with a multitude of content there's a special education and special demographics our instructional plan uh basically what we're doing across the district and all of those Arenas so the curriculum directors student service directors our el director have all worked together in collaboration to develop this plan uh and it's just kind of a full pledge plan in terms of what we'll be doing instructionally relevant to interventions Service delivery demographic elements in terms of meeting the needs of our students thank you both yes yes vote Yes a fee yes no one yes uh most of the second are required to discuss and improve the memorandum of understanding that eligibility in college for our dual credit coursework classes so this is just a renewal of a previous memorandum of understanding we had with Elgin Community College it actually puts forth all the requirements that we have for instructors both at the high school to teach dual credit as well as instructors at ECC to teach dual credit Source agreement we have between ECC and ourselves uh that kind of determines how we move forward any questions pencil yes campus yes vote Yes a thief yes false yes Nolan yes report report for this year to see we're at about a 1.42 and it actually says 1.34 we had four new students again today we have a lot of houses out there still being constructed so a lot of the students can't start until they actually move in and close on their homes so we're seeing them trickle in as we continue to go through the reality is is that you know when we talk about space we talk about the you know maybe a possible referendum this year one of our challenges is that we continue to grow but even if we had zero growth at this point in time we still need more rooms for the students and that is really the rationalize for some other options any questions an update on the athletic trainer just some updates hard to believe we're already at homecoming here this week uh the dance will be Saturday we're going to try to have that outside after talking with our our student council and some of the sponsors that set that up um if anybody's free on Wednesday we're going to try something different this year we got our Powder Puff football games at five and six and then we got kind of a community pep assembly starting at seven o'clock uh we'll run that for about 45 minutes an hour and then our our athletic booster club has purchased fireworks for Wednesday night so we'll do it Wednesday night instead of Friday after the football game so uh live performances by a lot of uh of my cheer dance our band will be out there so and I know some of our student council kids have a have a few things that they they want to show off as well so if you're available on Wednesday you want to come out that'll start about seven o'clock and then uh Works to follow right there right behind the south end of the stadium yeah with this week as well we actually just had uh girls golf senior night at Whisper Creek I think we got every event uh known anybody going tomorrow with cross country at home uh girls volleyball boys soccer and boys golf going on at home tomorrow uh so it's a great opportunity to come out and see a lot of different things this week that uh at some of our facilities so that's exciting and then obviously the homecoming football game Friday night with like I mentioned the dance on Saturday uh also just giving update aware with the athletic trainer right now we've had great response from ping green and Burlington the off-duty EMTs have come and have done a great job kind of filling in and being an extra set of eyes for General first aid and some injuries like that so we've had that that pretty much every event and even after school if the kids want to pop in check in a lot of other companies like Northwestern Medicine ATI some of the local universities as well have not gotten back regarding any additional or available bodies that we have so we've kind of gone through that I did have a phone call into team Rehabilitation they have an office in uh off Randall Road kind of Algonquin Elgin border and I've got a meeting set up with that to discuss some potential coverages coming up so we're looking at a lot of different options making some Headway but right now our athletes do have somebody looking after them and uh like anything regardless of what we do Communications key that's what we're stressing it coaches the kids because regardless if there's somebody there or not if they're not telling us what they're feeling or what they're doing we can't address it so is currently where we stand with our training is it fair to say I mean I can tell that we I can I know we're exhausting every option that we have are there any options from a um a contract standpoint that obviously would cost more but there's a board member I've looked on an issue with that and those options exist where we'd have somebody in like that while we looked for somebody permanent like you know where there's like travel nurses right we've had nurses in our buildings or we've been short right it's like that large expenditure but something that's necessary right yeah we're looking at all those angles right now it's just a matter of you know if we do have a contract who has the uh the ability or the bodies to fill it appropriately you know we're not also not trying to get kind of a little pulled over our eyes but you know we want to be diligent in what we do we want to make sure we have the right people like anything you know there's there's all sorts of checks and balances that you want to do to make sure we're getting the right people in to to look after our student athletes and our kids because at the end of the day they're going to be around them so if that's your question yes but we want to make sure still it's it's a right fit it's not just as much as you know the needs there it's we want to make sure it's the right person or the right group of people thank you operation come on down all right he's back with updates on uh other uh ongoing projects in the district but last month I got to go before 10.
so tonight we're going to cover three things the actual budget which is all of our regular funds that we that we use and then we have a capital projects plan and a bus replacement plan all three of these are required legislatively for every governmental unit so this is kind of a review of what ours what we're looking for for next year okay without it all right so funding overview we get our money from lots of different sources our education fund all of that money that comes into that fund is provided by the state there is a calculation they have very specific calculations it is driven by our ADN so the number of students K-12 that we have that attend our school district okay so the last time that we had an official count we were at 1546 that was last February there will be another one coming up the beginning of October second okay so that will affect and adjust what our state money will be um through the first half of our school year and then there will be London February that will affect the second half they're all rectified back and the very particular scales if you have any questions just call about that our operations fund that is the money that is derived from property taxes so our home owners our business owners that money comes into our operations fund and that takes care of those needs from that fund we have every governmental unit in the state is given a four percent increase for 2024.
