and the lob number and then the revised Bond and interest number from 14.488 to 12.488 with a total Mill amount between General funds supplemental Capital outlay Bond and interest debt 52.661 versus where it was which was 54.661 . yeah I know there are a lot of pieces assessment the decrease rate and bonding interest and an employable correct [Laughter] so I make a motion to approve the budget as presented uh given the approval of the needs assessment the excess uh voting or the vote to exceed the excess or to exceed the revenue neutral rate the previously approved lob and the presented reduction of two Mills from Bond and interest for an overall Mill Levy of 52.661 um all right I'll second that it was well done no thanks yeah it's easy all right Phil has moved Antonia seconded to approve the budget as presented with the reduction in bond and interest from 14.488 to 12.488 all other levels I've previously presented staying the same Phil noted the needs assessment that was approved in August of 2023 that the budget was built upon the vote to exceed the revenue neutral rate 7-0 on 914 and tonight's lob resolution establishing that at 31.72 percent with an ultimate overall Mill Levy number at 52.661 .

all those in favor please say aye and raise your right hand motion carries 6-0 thank you everybody thank you all right High School renovation project Mike Elliott has you have heard earlier tonight from presentation is I've been working with Kelly Hefner and the student council executive committee and tonight he's got a presentation to you with an ask to help purchase or to purchase the high school renovation kids did a great job they said everything I needed to say yeah ditto um the one thing that wasn't covered in their presentation that I had um in what I sent you guys on Sunday was the electrical upgrades we were going to do to the to the Bay which includes charging stations outlets on each pillar some outlets and and data for audio visual components um and then plus the furniture um you guys have any questions on what we're doing or okay I my only question is I mean I obviously I was in there when you were taking the lockers out and I I think it's just amazing what's taken place in your what your team has done and obvious just not even being a student walking through there and feeling the difference is uh that I also heard an overall plan for from kellyanne from yourself and I just want to make sure that what we do or that we can support the whole I just phase three tonight that you are just prepared presenting to us but the phase four right the conference room area yes um we will we can do it we'll be touching on that either this spring or in the next fiscal year after July we've got monies in capital outlay earmarked for that and then some other monies from from interest yeah so so out of our part of our initial budget we set for the locker Bay with this state next stage which includes what the temperature and the election that matches out our budget we do we have a feasibility to to potentially finish that conference room uh in Spring but we would like to wait to see how Capitol Outlet pans out we've set up aside some funds but also this gets an opportunity to potentially move forward in the spring so we can actually do construction within the summertime so why the kids are out of school that's our goal is to have it done over the summer but we did we did set aside about 35 000 uh it is a priority yeah that's wrapped up yeah if we have the ability to do it sooner I think that is the desire right I know it is for Kelly and the students um what so what what I saw in this um I didn't think the students would be utilizing it as much as they are and when we do get the furniture in there we'll be adding I just had it written down I think it's a total of 61 seats in that bay so they're 51 so essentially two classrooms and that's not including the uh soft area portion of the the seating the bad space potentially I'm just asking the question appropriate or big enough to hold these meetings in the future if we rearranged it I mean it's really cool but I just take a seat yeah yeah I'm sure or the library yeah I mean yeah so Mike this figure that you that you've got in your document here that's 29 000 that's just for furniture yes right yes that's for all the furniture that we've got that includes um comfort not conference tables but conference Furniture that'll be modular and then the soft seating and then some Barista type tables and chairs so basically what they showed in there yes yes and do you have an idea an estimate of what the electrical work like uh the electrical will be about twelve thousand and eighty five dollars that's Outlets that's running it into and adding circuits so we'll be adding circuits and it'll be from that that figures from Coal Creek or our electrician because so that that that area is pretty wide open where all the outlets gonna be because that's where I'm thinking like being in an airport and everybody's charging their phones right that's where everyone's sitting right pretty wide open are they gonna be in the floor are they gonna be out no just in the wall area no we're going to come through the ceiling and then down the pillars okay and then we'll have like a barista table at every pillar with some charging stations and Outlets there and then on the North and South walls they'll be uh I can't remember exactly how many but we'll have enough double it yes yes so total if you had that 12 000 in we're looking at about forty two thousand yes forty one thousand nine hundred and twenty Thirty Four and you and and what did you say it was Capital outline yes yes okay this yeah this is all capital outlay yeah it was originally a sixty thousand dollar project um we made we made 2300 selling the lockers um we had another eighteen thousand for the flooring and then this forty two thousand for the electrical and the uh furniture so is a on the electrical part of that is there any any savings for doing the conference room or whatever multi-purpose room all at the same time any duplications because of that no that that is being done with this 12th that's everything that we need to do electrical wise in that space are you doing electrical with the furniture or with the uh with the multi-purpose room now we're going to do the electrical with the furniture yeah like it like I said in my little report the furniture came before the conference room because I saw how much the students was uh using it so I figured you know we can put the glasses or the glass walls and stuff off till this Springer and summer the last meeting we're here yes yep that brander Gordon is one of the owners he lives in the district has kids in the district yes that's good or anything I make a motion for the main project as presented for the furniture if that needs to be in there Kelly is moved and Chris has seconded to approve the renovation High School renovation project as presented all those in favor please say aye and raise your right hand okay motion carries 6-0 thank you guys thank you thank you Mike vehicle did we see some celebrations [Music] along those lines is there as and those who are at the mpss conference uh this last week there's a really high effect size on student-to-student collaboration and I think that this gives them so much more opportunity to really collaborate and actually somewhat tutor each other if that's a word I'm using kind of flexibly there but there's just a high effect size on learning and achievement so I think it's just a win all the way around absolutely well and I'll speak to the fact that my girls have been playing AAU basketball for several Summers and I find myself in other school gym across the countries during the summer time when there's no kids and his parents kind of wander around in between games and kill time while the kids are all sitting and hanging out together and all the new schools I've been in have these open spaces and most of the older schools have done Renovations similar to ours to make sure they do as well so I'm glad that we are providing that I think that's that's very mean I guess I would also ask Mike and you already said waiting until next spring but we do have a nice holiday break as well what what what are we going to have in the springtime other than possibly increase costs to not go ahead and move forward with the rest of the project advantageous about waiting till spring are we going to have a fundraiser or should we just be looking at at doing this now we can we can look into it we're just kind of making sure Capital Outlet money was good but make sure nothing nothing breaks yes that came up to District site council tonight and that has been a 30-year question from what I'm I'm gathering so well it's very Allah Saved by the Bell 90s I mean it's very specific but more more purple is always good yeah the first the first time I took the food yesterday [Laughter] progress a little bit at a time all right vehicle okay thank you here yeah um so as you recall from last year we lost two vehicles um when beginning of the fiscal year 22 23 we actually had a Transit van that we had encumbered from a previous approval uh long story short with covid that that's supply and demand they basically said sorry and we canceled that so we've been we've been looking at this for about a year year and a half so we finally got to the point where we needed to do something so we've initially looked at like uh vehicle sizes of like Chevy traverses things of those nature we've settled on um uh more of a like a Chevy Trailblazer type vehicle back in early August we reached through the Green Bush excuse me Greenbush Consortium um they have two opportunities for vendors that we could not have to do the formal bid process but they gave us some quotes So I reached out to the first one which was Phil Long Ford they're based out of Colorado um gave them my specs what we were looking for they didn't have anything that would specifically match they did Quote us back a 24 Ford Expedition at a quote price of 58 778 we also did reach out to vendor of Malloy Fleet they're actually based out of New Mexico they were actually in the process of ordering the same vehicle specs the 20 2024 Chevy Trailblazer this month uh our initial thought was we would go with them the one thing that I kind of held back on it it has a lead time a minimum 36 months to order hopefully get it early but it could be a bus situation so we decided to hold off from last month's board meeting we went ahead and did formal bids for local vendors it was a long shot I caught talked to a few dealerships they kind of laughed at me a little bit because they're hitting the floor they're off they're hitting a lot and they're gone the bids did come in this morning we did not have any bid submissions so I'm assuming that is due to the fact that they just didn't have a thing part of the bid requirement is that they have it on a lot ready to go if board approved we pick it up it'll be done uh it was a gamble that I wanted to take the time to try to get by bypass that lead time um so um in the board docs as presented there we have again the Phil Long Ford which again not really the the vehicle type or size or amount of money we wanted to spend but for the the 2000 Chevy Trailblazer for a single vehicle a quote came in at twenty four thousand six hundred fifty six dollars we were actually looking at only one vehicle but with the cost Savings of this particular vehicle we would like to actually look at purchasing two to replace both vehicles that we lost last year uh so this evening we're looking to seek a potential approval for purchasing of two vehicles from um Malloy Fleet for 24 656 times two so a total of forty nine thousand three hundred twelve dollars our budget at Capital outlay was 110 000.

uh so this actually leaves us about a little bit over about sixty thousand seven hundred with those funds we were going to possibly add a truck for Mike's Fleet to add a snowplow we currently uh we had a Suburban that we would like to shift our custodial head of custodial there uh and get him out of that it's a very older vehicle uh that's our hopes so we haven't bid that out we haven't got quotes yet for that so so as Nate talked about what allows us to to leverage because they utilize the state contract thing so this vehicle has already gone through a state bid process and so it allows you to purchase directly through that mechanism um I have talked to our big superintendents a recent meeting in terms of purchasing Vehicles they're and they're doing and going through the same process they said they seek bids nothing's available they get nothing back um that's they're just just not happening and so there's another superintendent who's purchasing a vehicle actually from the same from the same Fleet a different vehicle type um because this is this is what we got this is what we have three wishes but very highly up to Hawaii as well um I did confirm that the price that uh if the board choose to move forward is locked so there's no issue there uh the price does include shipping uh so that's door-to-door that's final price that's with shipping it yep I will tell you that I've got a number of teachers that will go to a workshop in conferences and they'll choose to take their own vehicle because driving a Transit van when they're just taking two or three people is a bit much and and driving the transit van last week uh Nicole was laughing at me because I felt like I was driving a small bus and it was just the three of us heading down there and back um so it's my hope that having something that's more relative in size when we have smaller groups of three to four that will have a vehicle that's uh that's more convenient for them to to drive um we've got a situation where Gary will will take a Transit van to go to an away game and that reduces a fleet vehicle from Leanne to utilize when he's doing that when he's he's taking it there so that he can be flexible to come back should something happen in one of our other sports so this is just not for conferences or just local travel I mean we can utilize this for special education students um so I mean it's an all-purpose so we just got the need for a bigger vehicle which is nice we have comparable we have several transits if we're looking at its Expedition we have that third row that you're kind of climbing over again are we going to really utilize it you know for the cost saving of this particular vehicle it's a win-win this looks like a pretty good deal good boys yeah thank you so much answered my question but these are not really um these are district used vehicles but not so much student transport running or not designing taking kids or anything like that uh it depends on the volume of kids yeah I mean it's really it is for the the you know conferences the the have the ability when we have two folks drive to a food service in Colorado and they drove a Transit now uh we're trying to look at ways so we have plenty in this type of transition yeah this replaces a sedan that was uh yes it was aged and uh it was in an accident last year and it's also replacing a Suburban itself was aged and was uh was utilized to uh if I'm remembering right this was a situation where they were taking items to recycling um so it was just so that's where Nate was talking about the special education uses it was it was a vehicle that was used for that and if I recall that Suburban Mainland half and it was back I mean it was now I can picture it yeah I mean and to be fair Leanne and I actually got that this morning do we do we just get one uh do we need to and during our conversation we felt the need to go ahead and do two again I keep going back to that price point um because if we go to something else we're going to be looking at a 40 50 60 000 potentially I mean depending on what you get no I mean to approve the purchase of two vehicles two new vehicles ordered by my fleet and the amount of 24 600 the 312 as part of the Green Bush Cooperative purchasing the state contract the other one also yeah okay second all right Tony has moved and Susan has seconded to prove excuse me approve the emotion as presented or excuse me approve as presented uh the two vehicles at a price of forty nine thousand three hundred and twelve dollars all those in favor please say aye and raise your right hand hi option carries 6-0 thank you thank you all right item four bus disposal so old smokey one of our beloved uh buses um has uh created a dilemma there's a door mechanism that was not operable and so we looked into the price of getting fixed after uh here it's seeing hearing about the cost to fix it this is actually the bus that when our our Christmas gift bus comes in in December this bus will be pulled out of Fleet and so the the idea of entering the repair process that right now we know the amount is around fifteen hundred dollars as they get in history finds that there's other things that they wind up having to take care of just to fix the door they can easily get up around six to eight thousand dollars so in Nicole or Nicole Leanne and Nathan have been talking about what what's the best thing to do given the fact that we are planning to retire this bus anyways rather than invest more dollars in it knowing that we are going to I'll take it out of Fleet in December um they're they're looking at disposing of this through purple lake so at this point I'll if there's more you want to add or if I I think people to pretty much everything there um I'll just I'll just go over the the actual items that need replaced and we'll take about three weeks to just get a quote for these uh different parts and that's not including you know actually getting the parts to the mechanic shop and and it's not something that our mechanic can fix we'd have to take it to Kansas City and wait for them to fix it and records show that it takes about a month at least to get something repaired there so we're looking at a forward door leaf and an upper pivot belt an upper pivot bearing and um like he stated that there's other issues that could happen most of the time there's a there's a 50 50 chance that the window panes in the door Will Survive the repair and so then you're looking about it 250 dollar per window replacement there this is also the bus like he said has been coined with the old smokey title um and that is because of a ECU um it's a bad computer circuit and so it kind of startles parents when the bus takes off and and there's this huge cloud of smoke coming out from behind it it's not on fire it's just not working yes I went straight to the district office or the bus barn to ask about it yes yeah I've never noticed it before so the environment will appreciate this yes indeed indeed so just based off of the timing and of getting parts to get it fixed and the timing of getting the new bus in we just figured that we've put this on purple wave and see if we can get anything out of it if not we can kind of Parts it out and try to get a few hundred out of it that way somebody might be willing to invest some money into it as a as a rehab an online auction so yeah this bus is being used right not currently okay the doors are not operable so we've taken it out of service all right so yeah so this is a 2009 model yes that's correct right around 200 000 miles um [Laughter] but Kelly knows the guys yeah there you go there you go the wheels are turning I move we approve the disposal of cool smoking Fest one zero nine yes Susan has moved and Kelly is segmented to approve the disposal of 1-09 AKA old smokey busts all those in favor please say aye and raise your right hand all right motion carries thank you guys six zero thanks Liam thank you um does anybody need a restroom break can you keep rolling oh we got yeses okay I'm gonna call a brief recess given where we are with the transition um with where the board is I still think that it's worth um having discussions with the Bonsai Canadian and so what I'd like to do is continue to have those meetings with the idea that possibly with the next board meeting have a couple of different plans for the board to hear and consider particularly for the three that are remaining to be able to have some some thoughts or ideas so what I wanted to do the the idea of putting the bond subcommittee update here was was nothing that I wanted to provide to you but more so get a feeling from you is if if you'd be good with that because to the point that was made is we need to have some ideas going we need to have some plans we need to start thinking and the the um the male neutral number itself it did change and so I think it's a good idea to start proactively thinking about what that could look like so okay that's really all I had there and is just just representation this is this is Phil Kelly and Kelly he's keeping information fresh making sure that all of that is just available so that everybody has that and can do what they want with it but I have no problem with that okay you want to keep the current membership or you want to swallow membership we can it's up to you guys I'm just thinking like for that like maintain a historical right how it feels right is there a reason to talk to somebody or January uh with Susan no no I don't know because I would it would take a lot to get me up speed with all the committee has done but we'll give that some thought yeah I'm happy to give up my spot well likewise I think maybe that we should meet to yeah if that's going to be the plan we almost need to have a meeting to put together into translation to bring it to you know I think that's the pattern yeah because right now to pass off right yeah that makes sense I think that's a good idea yes I've been thinking like Post January right whatever performing board members here to participate in that and that subcommittee as well as you know that Outreach for engaging with some of the voices who voted to know absolutely modify this to uh to be more appeasing to them but also because I mean it's in our Five-Year Plan to do like it's not something we're gonna this is not just about time we're done with it we continue to but then to the Forefront of our community because they've asked for us to be there right package was too big or wrong or something and we just want to be able to pass that off thoughtfully in a way that's not just you know here so that we're we're doing our due diligence and being thoughtful about the transition not in an assumptive way or anything like that but just in a in a thoughtful way that helps facilitate whatever transition may or may not be with all of that so I like that idea yeah go with it awesome thank you um new business we have none um board member I mean board member input interlocal report yes we met last Tuesday and um uh our new um assistant director has hit the ground running and reported to us that he's put in for um a grant to um I've forgotten what they Grant is is for it's a good thing Mental Health Services in general right um so so um so that was the big news from this from this past meeting um we are starting the process of doing an evaluation of the director and so that that is moving forward um but really despite the fact that the interlocal is not fully supported by the state we're in a surprisingly good uh good situation yes all the positions are filled I continue to be impressed by that board as well as this board how well it operates under under trying circumstances sorry yeah and just as a comparative point I was working with the district today in Jefferson County who has 40 of their special education teachers on a waiver like they're not certified spend teachers they are either genetic certified or they're coming from the profession or from other professions into social education we don't have an issue here we've got certified after I mean there are some folks of course but it's not 40 so we've been very fortunate here for that recruitment in some cases stealing folks from the districts to kind of do our work with our kids but um we're really a pretty good spot for having certified the philosophy if they get the grant what is it well so so as Chris said correctly it's for a general Mental Health Services um one of the one of the things that they're going to try to do with the grant money is to train trainers so that that it can continue after the grant money is utilized the best thing about this is the new assistant director um was an evaluator for the for this granting Agency for a period of time and he did that deliberately because he's seen the grants that are awarded and he wrote it specifically pushing the buttons that that Grant uh reviewers want to see and so so we're hopeful that's going to come through and that's going to be additional monies that we can use part of it is working with Burton Ash a part of it is is having other programs that that will be throughout the analog and and for the board we put Ashley and worked with the principals to put together a Grant application for it for that same Grant as well um as looking at what we can do to enhance what our Student Success staff is doing in in an effort to try to think forward as the those positions were funded with the Esser dollars that expire in December of 24.

um so where for our particular District we were going after Grant locally ourselves to that end so September oh yeah okay okay got it well thank you and the assistant director again worked with Ashley in the proofread or right we're not in competition yeah that's wonderful thank you uh miscellaneous does any board member have miscellaneous Mr Dodge do you have a miscellaneous I do have a miscellaneous my miscellaneous is related to your miscellaneous go first yeah so as part of our strategic plan it is included in there that there are board tours of the facilities and tonight's example of of the bay is one of the great reasons why I'd like to get our board members and to see our facilities and there's two ways to go about it um one is to create a a special meeting where L7 are present to go through the facilities we would start for breakfast over at the primary Center and then spend some time there um where Nicole would talk about some of the the successes would show us some some needs that are there um and spend maybe 20 35 minutes looking at some of those things and then we'd move on to the intermediate Center and do something similar in terms of seeing some showcase items that Dan has here and then looking first stand at some of the needs that are there and then we'd move on to the junior high and do the high school and if we time to write for high school we can then experience lunch and so you could experience some of the new things our food service staff is putting in place for for lunch over at the high school and so that would conclude around lunchtime and then from there a couple of things could happen we can debrief what you saw right then and there and call it a day or we could create opportunities for you to Shadow a couple of classrooms in the district to see some some of our teachers that were doing their best with our kids but then we still wouldn't want to have some sort of debrief just to talk about what happened that's one model so you get it done in one day it's a special meeting it's a long day but it's a fun day it's a productive day another option is to meet in groups of two or three and we would do something very similar but it would just be in isolation that particular grooming in groups of two or three would not require a special meeting because the debriefing is an import part of that we would then debrief at the October board meeting so the dates that I have on my calendar that I think would work good for this would be October 2nd fourth sixth or ninth and so I'd really like to be able to get something scheduled for this to be able to to do uh to get these eyes on some of the great things that are taking place so my question to you as a board do you want to do this as a special need you to do it all together or do you want to do it in small groups and then debrief at the regular meeting in October second fourth sixth or ninth Ians your alcohol yeah what I'm working you're working I think mini sessions what's what's are already better than this one day the next chance I would have to do something during the day would be the week meeting could we do it as November tonight to I mean if we all did it together we don't have to have meeting time to worry about collaborating around it's a special meeting right foreign I just put together those dates in October just to get the conversation going if there is a I would prefer to do a date where everyone could be together and and make that me too so from there it would be what date works best for you and I'll make it happen on my end what about on the 16th Amendment that's what you would do yeah but you're you're available any day that week so for me I've got I could make any of those days that week work the 16th okay so how about the Thursday the 19th thank you October 17th [Laughter] so Tuesday the 17th Tuesday the 17th sound good all right Tuesday the 17th Megan so let me ask a question now that we've decided it and I'm going to throw a monkey wrench if we do a special meeting I mean all meetings are always open to the public as they should be um if we have a special meeting and whoever wants to come to a special meeting can come and if we have people who come then do we have 20 people parading around the school well and just being able observation and all of that um that's something to think about not that there's anything wrong with that it's just a different size could you say in that setting that because of the constraints that are on this meeting that we would need to sign up in advance so that you could so so you could decide ahead of time like okay how does so many people are coming you know maybe we've divided into groups or we can well that's why it would be important with and that's those are just things we need to check on because public is always public but there's also Safety and Security issues if we're going to be in and out of buildings and I just want to be thoughtful of um that's why it would be very important from an agenda standpoint that there would be no discussion among I mean yes we can all be there but we're not going to have any discussion there's no action items I mean that would have to be very clearly stated but just from a procedural standpoint um three times right and I don't want I don't want and I don't care like hey my thing pay more the merrier but from a staff standpoint I don't want to inconvenience or be a consideration why don't I why don't I look into that piece and then I can communicate that to you okay via email um yeah that's true Nate's offered to be the cameraman so yeah I think it would be I I think it would be awesome if we were all together right in the schools in my in my previous district meetings in my previous districts where we did that nobody nobody came yeah right yeah I just want to be thoughtful of staff and and all as we structure this and make sure procedures are on the up and up so October October 17th I'll look into reference at 6 30.

friends all right so related to that that's why I wanted to make sure everybody got a chance on that part first um superintendent evaluation so I wanted to just as a courtesy ask you guys what your preference is we need to go on schedule to complete that um to review and present that at our regular meeting on November 11th but my question is do we want to complete the evaluation itself during our regular meeting uh in October which is the 16th or do you want to have a special meeting to complete the evaluation yes oh do I have the wrong day sorry pardon me 13th I met sorry I misspoke but the October 16th yes do you want to just do it right I just wanted to ask what your preference was if you're okay with just I liked how we did it last year okay and that's what we did but also given that we're going to be together all day kumbayaang on the 17th if the 16th is feeling too long I just didn't want him that's true that's true okay so we'll do all of that on the 16th and not have a special meeting for that no problem okay um and then the final thing that I have here is that um as you all know as school board members we have three main jobs one is to hire and evaluate a superintendent per what we just talked about another is set the budget based on the educational needs of students done the other is to set and review policy we never vote on policy without taking a look at it first but a policy item that I did want to bring to you to your attention and just gauge the interest to possibly based on that interest to bring to you at the next meeting and have staff work on on something if you guys are okay with that um it used to always be that in the state of Kansas school board members could not be paid and that has changed you can actually that's something that districts can do now I'm not saying that anybody has an appetite to do that or that any future boards would have an appetite to do that but I would really like to ask you all to consider bringing to a policy that prohibits school board members from being paid in USD 348.

um that is at the heart of service as is has been our history in our community and again I want to be really clear it's not that anyone has suggested otherwise but if you have something on the books if there ever was someone who wanted to change that which boards can always change policy but if you have a specific prohibition already on the books that becomes a much harder thing to undo and that has been a more recent change at the state level so I wanted to bring that to your attention to see if you all would be comfortable with bringing a policy to you to consider for next month and also to discuss um for a variety of reasons that I won't get into tonight but I wanted to see if you had interest in bringing something forward next month to you so it didn't hit you out of the blue because it is a big change okay yeah I think it's worthy conversations I mean I'm I'm also opposed to the best he's compensator for this I think the argument on that that legislation was you know we all just voluntarily took a day off of work because we have the financial needs to do that right right if board members are compensated that open store for a more potentially more diverse or that that doesn't have the financial needs that we have I guess as individuals so I think it's worthwhile having discussion about how do we want to advance that and people are having that conversation and that's why I because that's a relatively new thing and and some districts are beginning to talk about that I thought it would be appropriate for us to talk about it too so okay then we'll bring bring a discussion item for next month on that topic all right that's it that's all I got superintendent's report all right a couple of things I that I wanted to share with you tonight um wanted to share with you that our district site Council met this evening before the the board meeting um Ashley Troth our curriculum coordinator is kind of spearheading this group uh we had a a meeting that we where we discussed at the start of the school year I shared kind of where we were with with enrollment I shared some of the new things taking place in terms of the pathways over at the high school our work to establish the agriculture education program soon to be ag ag Sciences pathway with FFA as well as the law enforcement Public Safety and Corrections uh pathway that we implemented this year our working implement this year talked about the the bay as a renovation piece and the motivations that that has provided the staff and Susan also pointed out the the idea of helping students feel welcome also has a high effect great in terms of what Dr Hattie's work shows so it was good to have some conversation there Ashley then talked about the teachers of the Year where Aaron Scott and Eric Bailey we announced them at convocation and we surprised them with their families on stage as they were announced I mean the cool opportunity this provides them as being not only leaders for our district but also getting to to hear from others districtly other teachers who are leaders for their district and bring some of that knowledge back to us we also talked about our accreditation process our school improvement process that is Kisa we talked about how we are in year two but year two is considered a learning year with accreditation they're changing their format they're going towards a a cohort model where you instead of having an outside visitation team come in and provide feedback and then leaving you have a peer cohort model so at our service center in Lawrence at Greenbush service center we'll meet with other districts that are going through their accreditation process in the same a year that we are providing feedback from those that are actually doing the same things or operating at the same time we are and providing that real-time feedback and getting to hear other perspectives Lee Hansen will still serve as our OBT chair I call her our Kisa coach um in terms of the feedback she provides and she's she's phenomenal um last spring we established our district goals our district level goals or 90 of our students are identified as low risk on our social emotional screeners we'd like to see uh 80 of our students scoring a two or higher on the Kansas State assessment or 23 on the ACT and as a reminder of two is a is based on the definition of by the state that shows the basic skills necessary to be post-secondary ready College and Career ready if you will um and then we talked about the third item third goal that we have by the 27 reporting Year all of our goals are by the 27 reporting year so they do follow that Mark format that by the 27 reporting year we'd like to see our graduates have either six college credits or an industry recognized CTE certification a a Career and Technical Education certification both would help them as into their next stage of life whether that's entering the workforce or going to college or if it's going to a tech school or a trade school providing them with an opportunity to be successful and if they're going to a gap year we can help establish a certification that can help them make a decent wage while they're while they're doing so or maybe they just know what their career interests are in their radio go after and the CTE certification can help them get there so that's that was the process we've got so we're in here to the feedback loop will come as a peer model or a peer coaching model there we talked about the the programs and initiatives that are underway again we we talked about the pathways that I that I just mentioned with ag and Public Safety Corrections and and uh law enforcement um we talked about the work we have been doing with Tasman or the technical assistance support network where last school year was a realignment Year we will we were able to provide a systemic approach to how we support student needs when they need they need a little bit more or if they need some support and again that's a process that's for all students our Target this year is to do the Implement implementation side with regards to social emotional learning that is something that all teachers have have the ability to impact and so it's a great way to get that Foundation that structure in place where we're going to the next step of support for administrators is the what's called professional learning communities plus and that is something that tazen also provides training on and again that is Amy De la Rosa who was with us last year as we did our alignment she's now continuing our work with our admin team to uh to go through that process there's there are five essential reflection questions that we want our our schools to be asking so that we you know we can determine what we want our students to know and be able to do and what our responses are going to be for Stu when they know it or if they don't and then how are we going to re-look at the instruction process we're using to make sure that what we're doing is most effective and so we're excited about that opportunity we start our first meeting with with Amy and this our PLC plus teams on the 21st so that's a cool opportunity that was our our district site Council in a nutshell we talked a little bit in the questions and answer session about the the payment process that we utilize uh wouldn't try to rec Foundation or the feedback was try to get one mechanism for payment so we don't have one system for food service and then another one to pay fees they positive feedback on the activity pass that was leveraged this year with our Junior High and high school students to help increase participation at events but uh actually as I leave anything off okay so that was our district site Council in a nutshell Susan that I as our board rep did I cover everything all right um the second item that I wanted to share with you was a reflection of from last week so last year I mentioned that Amy De la Rosa worked with our admin team on our realignment process with mtss and she worked with us in a in a basically a change process helping us Embrace change and as an admin team we worked really well coming together and through Candor through non-judgmentalism we were able to make effective change happen we were able to be unified we would have tough conversations but when those conversations were done we moved on we knew that those Commerce those tough conversations needed to happen not because we were trying to point out flaws but we were trying to get better and we were trying to get better in all buildings knowing that if whatever we make in one building has an impact on another building so we can become consistent and so we were able to tell our story at the Tasman conference so we were able to attend um at no cost um to be able to share that story we've provided that presentation on Thursday morning and it was awesome to be able to be up with Derek with Nicole and with Ashley to go through and explain why we we did what we did and then how we were doing it and the what that accompanied that and the the biggest thing that we talked about was that idea is that we trust each other and and uh we we know that we're we're trying to do what's best and so there is no judgment there and that Candor piece of making sure that we are being honest with our conversations and not having meetings after the meeting if you will um so it was it was great to do that while we were there the first day of this conference we got to hear from Dr John Hattie and he is as Susan has referenced many times known across the world for his meta-analysis or his just look deep dive look into different studies regarding best instructional practices for students if you're going to do a specific strategy what is the overall impact what's going to get the biggest bang for your buck and sometimes the strategy it may sound trendy but it actually has a negative impact and so we walk into this big ballroom and you see 1500 chairs lined up and your first thought is okay this is going to be a long day to sit and get because this is all that was on the agenda but before we knew it it was lunch time and Dr Hattie had just gone into all of this research what the data told us what that is saying and so we go to lunch and we come back and he brings Dr Alma Road from James Madison University to go in and they're tag teaming now and so now it's not just about here's what data's telling us but here's what you do with it here are some examples here are some ways that you can apply it and it was fantastic and the biggest takeaway there are two big takeaways that I got from it biggest takeaway one is he's got a slide there in his presentation Dr Hattie did where culture comes first you've got to address a positive learning culture before you can get into the physical changes within instruction if that makes sense and so you students need to feel welcome they need to feel um as though they belong staff need to know that they have value they need to know that they have their trusted those those are some of those essential functions that need to take place that went into two statements within the research and that's the fancy word is efficacy but honestly that is just the belief in yourself for those around you to be effective in in and do what's best and so when you talk about teacher efficacy the collective teacher efficacy is we all together can do great we all have the ability to help students learn and do what's right and do what's best for student efficacy it's that idea of every student can Excel every student can learn they may have challenges but they have the ability to learn and when you when the student feels that and they feel that from their teacher then that's where you get the biggest bang for your buck and so those those three messages from from the first day were awesome breakout sessions on the next on Wednesday uh were awesome as well but and they they kind of splintered off of Dr Hattie's work on those instructional practices so I um just wanted you to know why I was gone most of the week last week with with Ashley Nicole and Derek and we had it we had a great time and I'll be honest with you I'd heard how great this conference has been in the past and I this is the first time I went and I it's everything that it was sold to be and more and I'd like to figure out a way to get staff to it next year so that it's not just a presentation team going down so all right did you mention that you presented I did and did an amazing job I didn't mention the amazing job part but I did mentioned anything and represented Baldwin well and talked about change Readiness and it was uh very well received yeah but it was just great talking with other non-violent Educators about your session and they were like we should try that too so it was borrowing stealing ideas for you guys building that collaborative team at the district level has transitioned to the buildings as well so two of the things that I that I have to really uh commend uh Ashley Derek and Nicole on is how we when we had these meetings at the district level they were not just doing what was necessary at that level they were taking those practices back and applying them within their teams one of the most important things that we do at our that we learned from this meeting with with Amy is all of our meetings start with after we review our Norms would they start with all right what is it we need to hear from what is it we've heard from our teachers or BLTs building leadership teams um that we need to discuss before we get into our agenda and then after we go through our agenda before we leave it's okay what did we what did we talk about today that needs to go back to our teachers and our building leadership teams and we've got an action plan that's a part of this this meeting this communication plan that identifies what we're going to share who's going to share it and when it needs to be shared so we've got this accountability system in place and it's not only helped us operate more efficiently at the district level but it's taking place at their building levels and they're seeing those benefits there as well it's been awesome thank you so much and thank you for representing our district you bet awesome all right any questions about Mr Dodge's report comments other than rock on okay I have to say you know one thing I've been so impressed with with the number of new staff and I heard this in a sermon recently and I just loved it I thought it made so much sense but Unity is not the same as uniformity and when I one of many things I've been really impressed by with the newness and everyone finds their way the ability to have authentic candid conversations it's really really hard if there's not a high level of trust and that's hard to create right away so I'm just particularly grateful for you guys figuring out how to do that and how to have Unity it always starts at the top it trickles down our students feel it so thank you for everything that you do all right um executive session um we do have one item there there could be more unless there's questions about the Personnel report but for now I move we enter into accept executive session with Mr Dodge related to the exception relating to actions adversely or favorably affecting a student under coma and the open meeting will resume at uh 9 23.

present liger present thank you uh next I would invite Rob to lead us in the pledge I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice at all Tom Tom are there anything to add or remove from the agenda I think we're good to go at this time okay all right we are celebrating success uh Jeff I hear there's some good things that happened out at Grace McQueen could you come up and fill us in um a little we're moving a little too fast yeah walk slow it's all good yeah come on yeah I do a stand-up routine wow your timing is impeccable take your time oh no no take your time no rush appreciate your patience um I'm Jess from the American Heart Association um and I'm here today simply to say thank you and to share how incredible and impactful your staff and your community are I've had the opportunity to partner with District 101 schools for the past seven years and I cannot say enough great things about their dedication their kindness and their energy everyone has always been super supportive of their partnership with the American Heart Association but last year something happened in our community that hit us all a little harder than usual I was on maternity leave when we did Mike's assembly so I'm sorry um we lost one of our one Mr Mike Park from Alice gupperson Mike was pure fun and joy wrapped into one human always excited to go all in on whatever he was doing and he poured his heart and soul and even some slime into coordinating his kids heart ChalleNGe Program every year if you aren't familiar the American Heart Association has a free service learning program for schools called kids heart challenge teaching students how to keep their hearts happy healthy and fun in a unique way giving families the opportunity to engage together at home learning hands-only CPR how to spot the signs of a stroke and an opportunity to give to a cause should they choose to schools go schools also greatly brought greatly benefit from and having access to our science-based resource Library including stem and SEL give backs and grant opportunities as well embedded in this program is a special initiative called Finn's Mission celebrating the sweetest little heart hero Finn who by the age of seven has had 18 surgeries to keep his heart healthy he's survived and thrived through one stroke as well Finn's mission is where families walk through seven tasks together like signing up sharing their page learning hands-only CPR Etc last year we rebranded this in Batavia respectfully naming it Mike's mission um banners hung in every Elementary School gym dedicating to Mr Mike Park and I'm proud to share that last year we had 85 students fully completing all seven steps of of Mike's Mission not only that through the efforts of students engaged in these programs in your District alone you've had 435 students engaged 104 families who now know how to spot the signs of a stroke 108 families who not know how to perform hands-only CPR to help in an emergency every year approximately 350 000 out of Hospital cardiac arrests occur meaning that a bystander would then need to step in to help to put that number into perspective for you that's about twice the population of Naperville so all because we are so blessed to have these programs that exist in your schools 108 families now know how to help in those situations so I'm excited to share that 39 754 dollars were raised just last year alone to help us broaden these heart healthy messages to continue to advocate for PE to stay in schools in Illinois to expand research efforts um for even like the tiniest Hearts like fence so we're grateful for your support of these programs in your schools I'm lucky to help your incredible staff at your elementary schools exit execute these um it was a very special year and I'm confident that Mike's Mission will continue to be a meaningful message to Batavia families um I talked earlier about some of the benefits of the schools and one of them was a grant opportunity Nationwide we offer 400 000 in Grants and I'm excited to share that this year Rhonda Gamlin and Grace McWane long time aha volunteer was selected and I'd love for her to share a little bit about her vision and her earnings um so thank you guys all again um we're looking forward to another heart healthy Year together oh and I have this for you I have a certificate um with your impact on there as well [Applause] [Laughter] so the Grant I wrote this year was uh something that I have a passion for growing up I was in I was a tomboy and there's things that we have here in our suburb that I always want the kids to do I love the kids getting out and doing things outside and learning things so we are doing fishing at McWane and I will actually be starting it next week um we have the polls lined ready to go we're gonna do some fishing going on with our first through fifth graders so we're gonna see how this goes um and it's also great because I've actually asked the high schoolers the two high school students that went on to Nationals this past spring to come in and help too and they've they've actually like yeah we want to come help and we want to encourage the kids to continue fishing so my goal eventually is to maybe even have an after school club of that we can walk to a park there's a pond in our neighborhood that we can walk to and have some fishing with some real hooks we're not doing hooks yet so not sorry so but that's what we were doing at Midway so thank you thank you guys all we're so great [Applause] program so I'm we're just really grateful and thank you thank everyone thank you well thank you that was a very exciting news and thank you for coming to full day kindergarten program 22 years ago starting with the 2001-2002 school year it ended in June 2012.

like a motion do we have to have a motion to open up public comments open public hearing I think yeah I think yeah I would like to have a motion to open up public hearing for the purpose of approving our budget for 2023 2024 so motioned second second by Alex roll call please sure Mr swales I miss s sters i Mr gagos I Mr Al I rup is and I Dr Hall I president Brown I motion pass okay Brian you're up this good to go done good good evening everyone my name is Brian Johnson I'm the business manager of the school district um I'm going to talk you through our projected FY 24 budget um to start these are the criteria we need to meet in order to fulfill the state requirements for our budget um we've met all these requirements and just just for everyone's knowledge um if we choose to amend the budget further down the road in this fiscal year um we would need to follow these same steps again and hold an amended budget hearing as well um here are just a list of some definitions revolving around the budget our sources of revenue property taxes state revenue and federal taxes are our main sources of revenue property tax tax make up the majority and then other revenues which is usually fairly minimal expenditures salaries and benefits that makes up around 2third of our operating budget each year and then purchase Services supplies Capital outlay other objects non- Capital Equipment and termination benefits um those are just the other things we need to spend to keep our day-to-day operations going our tax levy is the amount of money we need in property taxes to run the district each year our extension is the amount of money the county decides we're actually going to receive and then our debt limit we just included that our long-term liability is a little over or a little under 129 million with outstanding principle of just under 103 million this is our comparison of last year's amended budget to this year's proposed budget the proposed budget is the column in yellow so this is all funds which includes our capital projects um our debt service those are the main differences compared to our operating budget which we'll discuss less our property tax and local revenues are going up we were able to increase our tax levy by the maximum 5% this year and also state revenue our evidence-based funding calculation increased and then our revenue from federal sources is projected to go down a little bit and that's based on our Sr funding we just have a little less available than we had in Prior years and then salaries and benefits purchase Services everything else are increased based on our Union contracts and then just CPI and the trends we've seen and historic expenses so we're pro rejecting a $22.5 million deficit which as a reminder we've sold Bonds in Prior years which showed up as large Surplus as then and those bond funds will cover this deficit to be able to spend the money on our building upgrades that we've been working on these past few years and then now we're moving on to our operating budget revenues are are similar ebf and property taxes and then the lower Sr funding and then salaries benefits again that's the majority of our expenses and we are projecting a $410,000 deficit which we budgeted for all staff positions to be filled which right now we have 36 open positions which is about $1.5 million so we ended last year with about a $1.5 million surplus and again we didn't have these positions filled so our final numbers could look similar to last year but we wanted to be conservative in budget for all of those positions so there were no surprises and then to make up that deficit we also have spending reduction plans that will work through and we have an opportunity to invest some of our bond revenues that we don't need in the shortterm to hopefully get a little extra interest Revenue to bridge that Gap as well next we're moving on to our fund balance projections this is all funds and the orange line that goes across the middle that's just under $60 million that's our average six month cash on hand the dotted Red Line towards the top were projected to be $19 million of of our six-month cash onand requirement at the end of the year which would maximize our financial profile score in this area which I know is a goal of the board each year and then similarly for operating funds were projected to be $21 million above the six-month cash onand threshold which again is important and it it helps us to be able to get our projects done that we want to help improve everything across the board for the district and then finally we just wanted to end with the business department goals for this year a big thing is we've started trying to get our audits done earlier in the year and we're on Pace we actually received our first draft document today for the grant portion of the audit and we should have all the draft documents by next week and our Auditors are projecting to present to you at next month's board meeting of just the annual requirement for them to explain to you their findings and everything and um and then with that they've been helping us improve our policies and procedures and a goal now that we're a little more comfortable in our new Skyward accounting system is to build a more robust policy and procedure manual to formalize our our practices and to further improve our month-end Clos processes and then also just our facility planning and capital projects that's an ongoing need that we're overseeing just to make sure that all of our life safety and different construction projects especially the HVAC in the older buildings continue to work towards their completion so with that I will open it up for any questions anyone might have yeah if you don't if you don't mind so you have the chart on on the third and fourth page all funds and operating yes so I I asked you guys before the meeting so I understand the revenue variance but it would be I think a little bit easier for some to to absorb if we had last year's projected Revenue budget prior to the amended because last year we approved uh a projected budget and then you and then we amended it which is the blue column but it doesn't really you can't really match that with this year's projected I think it'd be easier going from year to year to see how that kind of carries through to see how close we are sure so I'm just wondering maybe for next year you'll have four columns there you'll have your projected from the previous year you're amended if we amend it and then you're projected for this year yeah that would be no problem at all thank you and then sorry guys the next question I know we focus on our operating funds and our six months cash on hand which is uh two uh two slides past that looks good at all times it looks like we're above that six months cash on hand even in March April and May when we're right before tax payments right but the all funds we're three months we're below our six months cash on hand how concerning is that sorry so I wouldn't be too concerned because again we have all of our capital projects going on that is to be expected that we're going to be spending that down and especially that's kind of our construction time of year and Ken you might be able to speak to this a little more so is that the reason why we're going below there because by that point we're going to have exhausted most of the money we borrowed bonds from yeah that so those two months or actually those three March April May are always the low point of our fund balances and the more money that we spending out of working cash towards construction projects the lower that's going to get what will happen though is that your cash on hand for our financial reports is determined in June which is when we get the big Flux Of of property taxes we get half our property taxes in at that time so it it kicks it back up and that so it's really not that concerning um we also meet with PMA who does a uh uh a cash flow analysis for us too and that always shows those months as being low now they haven't been that way in the past because we've sold a lot of bond money that we hadn't used but but again it'll it'll start getting low like this um and it's really not that concerning as long as June is above that level and that's because our tax payment the second one comes in November second one comes in in September September October um we get the the second round okay so and then we're carrying that all the way until the following June carrying that all the way yeah and operating is really our most important to stay above that line it is very much so yes because if you look at the 400,000 on the operating it's less than 1% it's a half percent basic it's a little under half percent it's like 4.4% right that's I mean that's really close out of $90 million yeah and again with that Bond money we've had some good opportunities for short-term Investments for some of the money we have that we're not needing right away and this past year with the rates being so high that's definitely helped us Bridge those gaps a little bit as well and I know before the meeting I asked uh Ken a little bit about so the last three years we've had that the Esser funds that are 8.5 million but they're not funding that anymore so we have money in there but they're not putting any more into that is that correct no so um our allocation what we have left in our allocation is about $4.6 million we still have not gotten that's what's left that is left and that so um and if you remember when I talked to the board before and I know Jamie and Alex are are familiar with this but when I talk to the board our goal with that exra money was you know not to get things that are not sustainable in the budget because that money eventually is going to run out and that so we have used that I'll share with you I think we've used it very wisely where we've been able to get reimbursed on a lot of operating expenses um that normally would I'll give you an example Chromebooks when we went to all the Chromebooks we actually were able to get reimbursed on it that was a normal operating expense but we were able to get reimbursed on that um the big a lot of the money that is left is going to be used and are is we're going to get reimbursed on all of our aestus removal if you remember when I talked to the board about the esus I thought it was going to come in at about $1.5 million it actually came in at 1.6 so pretty close and and so we will get 100% reimbursement on all of that money uh through the use of the eser F that we have added a couple positions um in that money but they have been needed um because of class sizes I know we've add a couple teachers at B moral I think we add another one at cre um we were just able to get that into eser because it helped we were able classify it under learning law so we're able to get reimbursed on that um so yeah that money will run out next fiscal year we we can use expenditures all the way through uh September 30th of next year and then that money runs out and the idea of that is it's already earmarked most of it it is and the idea of that is anything we've created we don't want to lose right we don't want to lose you know programs or you know we want to be able to whatever we've started we want to make sure that we sustain exactly and so you know again um you know we've relied on that money again just to reimburse ourselves you know because I don't like leaving money on the table and so just to reimburse ourselves with things and and to put things in there that are sustainable that we feel is an executive team or because when it goes to zero that's it that's it yeah does anyone have any other questions yeah yeah go ahead yeah I actually was going to direct the conversation to youel so if he had any questions or follow-ups so go ahead yes so so Brian I just um off of Bill's point I think it'd be good to have four columns to put what the budget was for last year but I would get rid of the amended budget column because that's that's ruling is done technically I think we had to do that because we issued debt um it's kind of meaningless I would put in what the prior year actual was so for it' be helpful to see 2020 or at least next year see 2023 2024 budget or actual before we see the 24 25 budget but I think that's a better comparison because then you see how we did against on an actual basis how we performed against the priority or budget and I think then comparing can see how we performed against budget the prior year and then you can also compare the current year budget or the the coming year budget with how we actually did last year so I think that'd be a more apt comparison but I've already sent that to you in the email so you're aware of that so my next question is you talked about the 36 open positions and and I think it broke down between 17 certified positions and 19 non-certified positions I mean I'm hoping we can fill all the certified positions and it's not you know we're going to have salary related to substitutes to fill those positions so I suspect that we will expend most or some of that money uh that we have allocated there my question is and this may be a better one for Eric is on the I think there's 19 N non-certified positions budgeted that are not filled how many of those went unfilled all of last year and and I think the question is do how many of those do we really need so um I think that's something you know maybe in an FY in the future something Eric or um Brian you guys could come back to us with but I got I just I remember last year we had it seemed like we went through the year with quite a few unfilled positions there and if we can operate with them being unfilled it may be a strain a little bit but it seems like things are working okay so uh I think we need a little more justification on some of those positions so that would just be my comment there the one sense yeah yes certainly does I can tell you that the most of the certified positions um and I say most what I mean by that is the bilingual teachers I can tell you are not being filled by substitutes the remainder of the certified positions are as well as the teacher assistant positions those are all being currently filled by substitutes um just because of the student application um that those positions have right and that that's what I would expect it's the non-certified where I think we may have some some opportunity I guess Mr Rob if I can if I can interject for a second also um the amended budget is actually your official budget so you are going to want to show that in your presentation I I think it's good that you have the original there but you're just going to want to make sure you have your amended budget because that's actually your official budget for the district um okay so I think I think you want both there along with maybe some actual numbers that but I I agree with what you're saying I know what you're saying understand what those saying too makesense I mean I mean the issue is well even for just if you look at just on operating funds our approved budget for last year or the amended budget was we projected a deficit of $1.1 million I think we came in closer to 1.4 to 1.5 million surplus so we had we exceeded the budget last year that's a good thing we should show that um and then you know when you look at it we're projecting a smaller deficit this year but I think the public can have some confidence if we didn't by the magnitude that we exceeded the budget last year we should be able to exceed this budget and end of the year with a surplus as well so that's I think that's a story you want to tell because it's a good story so okay anything else Nelson nope I'm good okay I hope you feel better and thank you for uh bringing that to the board's attention and to our administrative attention with the questions that you submitted via email just reiterated what you sent us so thank you very good uh I have a few few questions here first of all are we doing zero based budget or we didn't we didn't start off from scratch here you want a combination a combination do a combination of uh different types of budgeting one is zero base budgeting which is youate um you know all budgets and then you start from scratch so we're doing that we're doing some incremental budgeting so things like salaries are already set salary increases are all already set so we're using that too and then um we're also you know even on the percentage increases we're using some of that also with some of our services too so it's it's really a combination of different types of budgeting not just zerob based okay great and I think Bill alluded to it you you mentioned the $90 million that $90 million over what we as a board require over the 180 days amount six months amount cash on hand the board policy is three months cash on hand 90 days and then the state looks at the 180 days our board policy says six three months yes I believe so 25% I believe no that's that's different that's 25% that's so that's that Gray Line the 22 25% I that is our board requires that we have that as a fund balance of 25% correct and the state have I think the state for for well talking apples and oranges here so there's five indicators for our state profile one is a fund balance 25% of expenditures well 25% of the fund balance and then we have the deficit which is expenditures over revenues all right and then we have our six month 180 days cash on hand and then we have short-term borrowing and then we have long-term borrowing so the three bullets the three top guns for us is fund balance cash on hand and the deficit the ratio of revenues and expenditures right so it looks like our deficit you know we can we can kind of clean that up you know it looks don't look really good right now but I think we have answers for that so I just want to get clarity on the cash on hand in our fund balance which is 25% I believe of revenues uh 25% of the expenditures is one or the other because they different they little different your board policy for fund balance is 25% of your operating funds operating f as an as an aggregate yes okay okay yes so it's not all funds it's just your operating operating funds okay great so we look good on that do we yes okay and we did when we did the the audit I think the biggest concern we had for years was that our on you know our balance was under six months so that's why it was it was and in order for us to continue going down the path of being recognized by the state we that's that's that's a bullet you know that's a that's a a big point that we need to get a four as a weighted average in cash on hand right and you feel pretty good about that I do and and you know there is a little bit of a difference between the two I you know fund balance is what you have in the bank sure cash balance is based on what your total expenditures are and how much cash you have to pay all those expenditures so like I said your fund balances are just your operating funds doesn't include your capital projects doesn't include your debt service okay but your cash on hand includes that that's part of the formula it so we're we're in good shape the district is in good shape with that um I think you'll see that on the audit results that come up um and I think in the future you know you'll be you'll be in pretty good shape too okay excellent uh turkey W for it and thank you continue to show us on paper no surprises his board do not want surprises okay yes all right so another I got two more questions here going back to your first to second page here I just need a little Clarity on here it's under the revenues and expenditures when you talk about the debt limit and you have the two numbers 128 plus million of debt liability and then you have with an outstanding Bond principle of 102 102 million are those both numbers combined is actually what we owe I I don't believe so Brian no it's the principle and interest in the first number and just the principle in the second number the principle and the interest the total debt liability is our principal plus interest so what number what number is it that we actually the taxpayers is paying at the end of the day based on9 million how much the 129 million 128 929 yes that's factoring all the money that we borrowed over the last year or so yes okay because at one point yeah I guess that that makes sense because I think before we Bor start borrowing we was right around 54 million so this this actually based on a 20-year amortization for most of the money that we borrow right okay that makees sense all right and you mentioned spending reduction plan correct as a form of efficiency correct and I think the board kind of said that we I don't want to say kind of I think we want an efficiency plan I don't get off on a tangent here but I think that can be captured once we get an efficiency plan can something like that be captured your spending reduction plan be captured under the efficiency plan somehow too okay I agree want to follow that all right so our board policy I think it's 4.2 in our board board policy about the board want to maintain the 25% fund balance and I think and I I can't quote the exact board policy but I think it's under section four as well that the administrators specifically yuken your position is supposed to look at that policy because Brian you didn't mention a policy you're going to review policies I'm not sure if that's the one you was talking about under our board policies that you would ensure that we are on point with all our all of our finance yes so and make sure if that policy is not correct you bring it to the board attention so can you look at that it looks like I when I looked at that policy a couple weeks ago it said that we adopted that June of this year I'm like I don't recall that so I don't know where that came from yeah I'm I'm not sure so it's under section four okay in our board policy okay and overall good job appreciate Brian any further questions from the board thank you thank you appreciate it all righty no other further questions no public comments on the budget hearing if not I'd like to have a motion to close the public hearing Al second by duct the hall roll call please Madam Secretary when you're ready sure Mr swes I miss site stus I roup is an i Mr gagos I Mr Al hi Dr Hall hi pres Brown hi motion carry we now in public comments I have a few first one here is a submitted written email electronic public comment from Courtney Jackson and the question is is CPI not consumer price index but Crisis Prevention Institute Training mandated for any of the employees that's the end of that question and Dr H uh Dr cin would you like to follow up you follow up okay great and we have two more public comments somewhat addressing the same issue and it's regard in dress code and we have husan Hiller come to the podium please exp wanted to explain that we don't respond oh okay okay okay great how's everybody doing today that's good okay um my name is Assan Hillard in the back with me I have Mr Timothy Watson how you doing uh my name is Timothy Watson I am the vi student body vice president and as of today I am the senior class president okay so we took it upon ourselves to direct a meeting with you guys about our school's dress code kmy has a handbook like any other school but page of 67 through 70 of our student handbook exemplifies in my personal opinion while our handbook is a little outdated and unrealistic um the argument is usually either we are getting ready for the workforce environment but while appearance-based bias stems from factors like height weight race and other current identifying features as well as wardrobe a dress code does not make it easier for diverse talent to feel comfortable in their own skin at work or we do not want it to be distracting or want teachers or boys to be looking looking for something to prevent the dress code gives room to alienate and subject people that do not fit in a box we are seeing short-term harmful effects of people self-esteem teaching girls that their body parts inherently bad or important to others that implies how her body should look extreme importance to others my main few key notes and talking points are the male dress code and the female dress code and how they are different in the different body types of our school yes how do you prce so a pretty big following on social media so I took it upon myself to do a poll and out of 1,038 people we got a few statistics here I'm just going to read a few so we got um some pictures I can't show you but we have some pictures and I ask some people what do they think about the dress code and who do you think should have got dress coded from your personal opinion and most of these are just unanimous 0 to 100 94 to 6 79 to 21 and 96 to 4 so as you can see a lot of people do not agree with this dress code and I'm not here to say that we need to take away the dress code I am just here to point out some discrepancies in our dress codes so we can get those fixed so first and foremost male and female dress code what's the difference a lot of schools have a dress code and they are very gendered over 90% ban school clothing predominantly wear by females nevertheless it is wrong to tell a 14-year-old girl she is showing too much skin and is quote unquote distracting school should be about school and the insane stigma that men SL teers and or staff find a child distracting if they so choose to wear a belly top is inappropriate for example public schools that ban cleavage or bra straps or impose restrictions on the length of shorts or skirts are often targeted against girls and invite unnecessary and excessive policing of girls bodies in schools not to protect them while public schools are allowed to have dress codes and I do agree with one and uniform policies they cannot discriminate against certain students or censor student expression to make the argument that the dress code is ex excessively sexist it is very understandable in the different body types of our school there are all kinds of body types at our high school who either wear the same pieces of clothes or celebrate their bodies and wear something completely different nevertheless this can this can make those who are dress coded feel insecure about their bodies or the clothes that they choose to wear the decision to wear wear what they want to wear should not be solely in the students hands but it often leads to sexualization of them more often than not affecting girls with more mature bodies who attend our schools some main points that I like to point out is about height you may have a 64 female who may wear some shorts if you do finger LM temp she will get dress coded because her arms are a little bit longer her legs are a little bit longer so the shorts might be a little bit shorter but if you have a five six girl who wears that exact same thing she will not get dress coded which brings back up my discrepancy point which we have those small problems in our dress code so it's not about the dress code itself it's more about how we determine who is getting dress coded and some frequently asked questions that we have is how do we fix this issue I personally feel like we should understand our students concerns dress codes hinder students ability to express themselves and feel comfortable if we just slightly change this dress code just a little bit we change some of the rules maybe fix the the croptops the shoulders then the students wouldn't be so rowdy about it I personally understand that some of the students want to protest and I have been and me and my team have been prolonging this protest for as long as we can so us coming up here today was definitely a means to try to reason and get something changed get something fixed the argument that the dress code should improve focus and productivity are also false in my opinion students should be able to wear what they are comfortable and have a personal style with with obvious limitations but small areas of skin should not be included um and that is all I appreciate you for giving us your time and and we hope that this presentation fits you all thank you thank you much appreciative and our superintendent will give back to to you in some manner to address your concerns we always look for opportunities to get better as a district because the youth symbolize Unity here in our district well spoken well accepted thank you next up is regarding our district dress CLE as well and this is aella gyos um before I start can I hand something out to the board sure long as it's not a termination letter for me thank you my name is aeli gigos I'm have for a little bit more than a week have been part of several uh a team of both men and women from all grades in the high school who have been trying to organize something to change a School dress code and we have tried to stray away from the protests that a lot of people would love to do to prevent um seniors from getting threatened with diplomas taken away or getting Mass referrals for many students so so we put together a list of wanted changes that we had with the dress code that again what Hassan said targeted specifically girls with different body types whether they have uh a higher stance or whether they have longer legs whatever that can cause them to get dress coded and we had for a I believe less than a week went around the school um during like free time or during passing time and in we got 247 signatures from students in the school we looked over them we made sure there weren't any duplicates or uh anybody trying to just write something down to be rude and we believe in in just a day if we went to another school we could get at least 50 more and we say this because we have many people students and uh employees who have seen especially in the first week of school for freshman sophomore and even seniors where lines of 20 or more girls were dress coded and lined up and not really paraded but just publicly shamed by either a teacher or a security guard for short shorts short skirts uh shoulders things that have for years been promoting the idea that women or just people in general that they are responsible for the actions of others and they need to control how they express themselves and their body to guarantee that others [Music] can focus and do their school work and Studies have shown that this is detrimental to especially teen girls and teen boys who are just going through puberty and figuring out who they are and doing this can cause severe mental health issues and Body Image issues and in some cases can cause eating disorders we together have formed a list of things that really would seem like common sense in many workplaces but have just been ignored and have let many girls go punished both publicly and um privately by teachers [Music] and security guards we would love for something to change about this for for changes in the school dress code or changes in Behavior as there have been students who were harassed by um security guards for what they were wearing and shamed and or followed not out of school but in school to remind them of their clothes and we believe that this is not acceptable and a horrid display of how the teachers and the security guard officers and all employees treat their students I rest my time thank you Miss gagles well spoken by both students that spoke today on this issue really appreciate it and the board would do everything we could to make things as right if it's not right we want things to be right all righty okay right now and you can give me that basketball superintendent and believe that I was able to DB 6,000 miles per hour there put it on TV have a good evening guys all right that leads us to board updates by our uh any board have any updates they like to share uh yeah we uh uh some of us participated on the Saturday Fun Run uh that was exciting um the uh Education Foundation hosted a 5k uh myself uh president Brown Dr Kagan and our secretary Cheryl rup were there um for our Fun Run and and uh it was a uh it was exciting it was uh we arrived on time and and it started on time and it was a a nice course through up so uh very fun yeah I brought I brought my wife and my daughter and my dog for help yeah I've brought everybody that I could uh that would follow me uh so it it was a good time yes anybody else anything else Alex uh so last week I uh mentioned the calendar and I forgot to bring it but I brought it this week um I don't know if uh you guys like the design or anything like that but it's it's just a little calendar uh that uh shows when uh things are going on at school yes um I don't know if that's something that we want to pursue maybe not no big deal but I thought it was cool and kind of interesting cool they used to have one of those I know at least for the board so you say you you you brought enough for the board no I I just got one each one was get a month I just got one wow that is nice very nice can pass that over anything else Alex Uhn we had uh toasta cre on Thursday that was fun uh yeah some of us were there hey gun she uh toasta creete I don't know Dr KAG you could talk about that that was you were there I was yeah so uh yeah this is our second year that we've done this it's it's the five different joint body tax governing bodies that we're all getting together we do uh talk quite often about how to support one another within the community and um so this was our way of toasting uh those folks that uh work as Trust es on Villages our board Etc so it was a quite uh successful turnout we had our band there and um so anyway so we're looking forward to do that again next year I uh I definitely enjoyed it uh although so many nights away from home my wife kind of got mad at me cuz we had the bo busy month yeah busy week so uh I think that's it for me it's only the beginning only the beginning okay any further board updates anything yeah I just if none uh no others I would like to just say thank you board members for again being visible in the community Dr kog lanise she's out there she's an energized bunny she just got full of energy out there along with several administrators out there principal assistant principal throughout the many events so I I'm just elated to see all of us as board members participating and being visible in the community so I just want to continue I don't expect everybody to participate in every event but at least 99% just good I need to backtrack a little bit before I move to administrative updates I missed a public comment so if it's okay with the board I'm backtracking get one more person to speak on the district codes and that is there we go winter Brooks and she does have a prepared speech and I'm going to give her five minutes hi uh good evening everybody I'm also speaking about um the dress code today um so I wanted to start with my name winter Brooks and I am a senior at Creon high school so this is an issue that's been happening for four years for me at least um today I want to address the dress code at Creon high school and middle school as somebody who has attended both I feel that I can accurately represent the population of girls and assigned female at Birth people in this District the dress code in cre mononi heavily targets girls and out of my four years of high school I have seen guys sagging their pants and nobody says anything to them and security guard will even joke around with them like it's funny or something staff is so quick to dress code shorts and crop tops even when nothing inappropriate is visible and I want to start by addressing the shorts fingertip length is nearly impossible these days because stores just don't sell women's shorts that long anymore and another reason is it doesn't make sense that many girls have long arms and long legs or they have a bigger body type in some way and shorts just end up being shorter even if they cover everything so um reasons like this are why some aspects of the dress code are unfair and another thing I would like to address is shoulders and stomachs I genuinely don't understand why these parts of my body are being sexualized when they are not sex organs in anyway if it is hot outside then I would really like to wear a tire that I am comfortable in for this weather and my stomach and shoulders aren't distracting to the student body so if that means that they're distracting to the teachers then that's an issue with the staff that's being tied I don't come to school to be sexualized shamed and ridiculed by outdated sex sexist ideals that were created Generations ago I do not come to school to hear staff members tell me that I will be nothing in life if I continue to wear crop tops I come to school to learn in an environment where I feel safe and right now I don't feel safe I'm disgusted with the way that Administration is treating our student body if my body is supposedly distracting me from learning learning then putting me in in school suspension does not help me learn either if the girls sports teams gets get to wear tiny spandex shorts that everybody views wearing jean shorts that cover me completely are appropriate no matter the length I would really love to see some change here because the stress of feeling ashamed of myself for wanting to feel confident in my own skin and what I enjoy wearing is much more stressful than any homework I'm ever assigned Administration is single-handedly promoting self low self-esteem and shame when they tell their students that their bodies are shameful so I am standing here today telling you all of my concerns because it affects me and every other student in this room including some of your children I have worked so hard to finally love my body and have love for myself to just be thrown back down and told that I should be ashamed of it my body is not a distraction and if you think it is then you are the problem now I would really like to um talk about this paper that II handed out and these are some of the changes that I would uh that I would like to propose and I understand that maybe not all of them will be possible but I think that they are reasonable um getting rid of the shoulder rule I really don't think that shoulders necessarily need to be covered as they aren't really a sexual body part in any way same with shorts or skirts should just cover you know the butt area any private areas if they're completely covered I think it should be considered okay and appropriate same with crop tops I feel as long as when you lift your arms up if you cannot see your bra or any private parts that that should be allowed if I can't see anything that isn't inappropriate to me underwear should not be showing so sagging of pants when males are sagging their pants that actually needs to be enforced that they should pull their pants up if we're going to be strict on the females we also need to be strict on the males because it is unfair leggings and biker shorts should be allowed as long as they aren't like see-through so as as long as they are opaque they should be allowed because leggings are so common right now and bra St bra straps showing shouldn't be taboo it shouldn't be dress coded CU sometimes they slip out sometimes they're just visible and that's unavoidable at times and like lace on shirts shouldn't be considered lingerie I had a friend who had a lace tank top underneath one of her shirts and she got dress coded because they told her that she was wearing lingerie um I think that was inappropriate as well because why are you look looking at somebody's undergarments um and lowrise bottoms should be allowed as long as you're know you know your underwear is not showing so like lowrise jeans those should be acceptable as long as no undergarments are showing um that is all I have does anybody have questions for me anything that uh they want me to elaborate on in any way okay thank you thank you another Well Spoken student on the issue we appreciate it thank you all right we're going to pass it over to our superintendent for ministrative updates um I do not have any at this time okay trying to get us out of here huh all right okay we're going to move forward to the consent agenda approval before I ask for a motion is there anything that any board member would like to remove and vote on separately if not I would like a it everybody is clear roll call please okay rup is and I Mr alre I Mr gyos I Mr swales I miss s stumbras i Dr Hall nay president Brown I motion Carri number 12 do we have old business hearing none new business I have one that kind of just stirred up hearing the public comments from the students today and I think I just kind of spoke a little bit with Nelson about this I not sure if I shared it with anyone yet but I think this is an opportunity just think about it an opportunity to have some representation from the student body on the board non voting person but just an opportunity some school districts have that just think about it don't know who that is who that would be I'll talk more with Dr cck least I should have hit you up first before I brought this up but it just came to my memoris uh hearing those students I think it might have a good impact and add value good value to the board just think about it okay that's a new business more to follow on that so so with that being said MH what's the what's the next step then so they've come to the board right mhm and we listen to them but we're not that's it it's not our role right I I want wanted to ask but I didn't want to ask like so the question what's the next step for them to to achieve their goal right to achieve some sort of mediation of of the situation did they come to you or do they come to the administration like so that we can help support one way or another we need to help you know three students got up here and spoke which took a lot and we want to at least listen do they get 100% Maybe not maybe so m but at least we got to come up with a happy meeting of what we feel um is appropriate right and but we got to give them they came here and we got to give them their stage you know their their opportunity they presented so now how do we what's the next step so I I had kind of spoken to them as well and I congratulated them on their role and advocacy uh and taking the a really great uh channel for advocating for themselves um I did say I would follow up with them at the building I will talk with Administration and follow up with them at the their council meeting because what I want to do is I want to listen to um well reflect on this uh listen to some of their their key points um talk with Administration and see if there's some way that we can either modify or ad just as needed but since this is a school code policy that you did vote on what I have to do is I would come back and ask you to reconsider a couple key points amend it yes that's basically what it would be and if we do then we would just amend the school code policy in up coming because I will tell you for the first student to come up who's the student body president to avoid a protest it was commendable was a big deal right so having that understanding and keeping that in control for him was the big deal because coming with a plan so to stop something else that is unnecessary so I it's good I just want to know what the process is because we're going to have to be part of it at some point but I just want to know where yes and like I said I will be out there probably uh with Miss Perkins probably tomorrow uh trying to figure out a time to meet with them and so we might be able to have something for uh consideration for October that's fine and as long as explain the time frame because everything in a school district does not tapen tomorrow and as being young students they don't understand that so I want to make sure you explain explain the process because in two weeks if they're frustrated they'll protest which is terrible right it's not a good idea but if they understand the process and they give and we give them that timeline and the credit and then we come up to a happy me but like I said as long as the communication is there that they understand that this will have to be addressed in this amount of timeline and I don't want it to wait because I don't want to get frustrated yeah agreed I I honestly don't know that it has to come to us though if you read the policy all it talks about is not disrupting the education or not disrupt it says it a couple different ways compromising health and safety you know not disrupting the educational process I I think people probably interpret that differently so I don't I think it's pretty gen our policy is pretty General and it and it does say that it's it's set by the superintendent or design it's a student handbook I think where it's at so I don't I honestly don't think that we have it has to come back to our level unless it's something really only if we amend the the the policy right or no I think that's very general is what I'm saying if you look at the policy unless I'm I'm always full uniform I'm looking at yes we do okay that's where we would need to need to put the changes to the hand not to the polic yeah policies are usually DET yeah so we have to do we have to because it's in a handbook so I will go back and rework this and then we approve the handbook yeah yes okay I don't remember in August August yeah I will bring um I will give you an update on the FYI what I'm working on out there and then uh any proposes will be coming back and just think about iidea what I kind of suggested and again paracity or the frequency on how how often we give them a seat at the table can vary could be twice a year whatever you know just like we give board updates maybe they can give updates of some one that uh lont would select in high school whatever I don't know I don't know the answer it's just a thought I'm just throwing it out there okay all right uh something that uh I think we passed up on old business um and it was in our FYI uh that whole um big section about uh residency yeah uh yeah I and I think more we can probably bring it up next meeting or whatever okay it's not done it's not done I did no that's not off the table so we can bring it up or whatever we're table it for next time or something we can talk about it if you want that we can put that as an agenda at the committee of the whole no I I read it was and thank for the information that was very good questions and answers can can I add something to that um uh I would like to know how many uh students were found to be uh non-resident uh in the in the the year that we paid the uh the the 80,000 that was in the U 79,000 something like that yeah um how many students were did they find that was uh just out out of cod out of violation right right right I'll check on that number but I do believe it was somewhere around 200 and what was staggering though and I'll just say this that we had 700 new students applied to come in into the district that was that was a you do that's how many you have on an annual basis it's it's amazing 700 new new students well you got to remember how big I mean our district we have schools we have Middle School we have high school yeah but is that taken into account like coming into kindergarten you're counting those people that's coming in sending a kid into kindergarten first those that number is like all the new applicants we had all of our grades prek through 12 we have but predominantly probably K I would think uh no I they're they're all over I mean I I don't know what the real breakdown is Mr Brown I really don't but they are all over you know uh it's it's a staggering number and and that's why residency is uh really important and you know the process of going through uh verifying residents is a difficult process then you have to include your returning students every year well verify that well let's talk about it let's have a more of a to talk about it because there was a lot of information you shared with us and sure greatly appreciate it sure but it did it does lens itself for further discussion fit it out and there's an opportunity for this process to be considered part of the efficiency plan you know given what it's doing if you know but there's definitely some qualms out there that I see and probably other board members see as well okay all right so old business new business I understand we do not have a reason to go into close session so we don't have to pay our lawyer thank you just Katy ER I'm still here right now all right well I I meant to say additionally okay and with that being said can I have a motion to adjourn so moved by Alex so second second by Jamie all in favor by saying I I any Nays I any nay we are adjourned thank

[Applause] [Music] [Applause] appr good evening everybody Jeff morno here with Jamie Rook from elcat putting on an elcat production of the East Long Meadow girl soccer team the Spartans versus the lllo Lions here on Tuesday September 19th another 7:00 game Spartans looking for their first win of the season have had a bunch of close games a couple of ties but really looking for their first win here in front of the hometown fans the local fans are lined up in the East Long Meadow stands for the first time all season I see some blankets out a couple of winter hats it's 65 Dees expected to get a little bit cooler as the night go on the lllo lion parents are lined up in front of the concession stand snack down there trying to root on their team behind their bench game is about to get started two40 minute halves East Long Meadow calling out their one two three Spartans and their three claps as they take the field you see the lllo Lions out there at the 40 yard line in a circle just getting their last minute pep talk I'm sure from their captains or co- captains looking forward to a good game tonight um it's a very seems like a very equal matchup when you look at the record and the teams that they've played East Long Meadow I'm not sure whether they want toss or not but they are going to start with the ball we've got Mack in the middle it's gonna take that sort of first kick probably pass it back and then they'll probably be a boot down the sidelines chase the ball down and the offense will start but we'll see Islam Meadow starting with four people in the back take it back they bring it all the way back to uh to their Captain Lizzie Roman who tries to pass it up it's taken there in the middle looks like Sabina mne's got it little speedy speedy demon over there tried to pass it there to number 14 taking it it's going to get a first opportunity here ball comes in kicked out quick which is a good thing for Islam Meadow that they got it out of the way which was great trying to get it Megan monno over here on the left wing tried to take that one number three for lllo takes it a little penalty there on number nine Kenna Marino has been a solid Defender all season long for East Long Meadow over there she's going to be on the left side tonight Jillian Stevens GNA take this kick number 13 Last Spartan to score and actually the only Spartan to score a real goal kind of all season long um Ball's paced down there moro's got it on the left hand side she's going to take it she's taking it down to the corner she settles it in tries to power her way through doesn't work looks like that ball is going it's somehow stayed in bounds kind of a miracle there that it didn't uh didn't go the other way Jillian Stevens right on that knocks it out of bounds slows down the lllo attack got number 12 for the lllo Lions Sophia sorka very good player very strong player been playing soccer for a long time certainly one of the players that the East Long meow Spartans need to look out for ball comes up here it's kind of kicked offensive zone bit of the kick and run soccer lllo plays it harmlessly back to the goalie being chased there a little bit by Mack Mack slows down gets back over to the left Defender that's a good ball there a little bit over the top kind of covered there by Caroline lucich hustles back with some great defense using her body in position to get that ball out of bounds going to be a l low throw in ball gets played back bounces over Mack coming back after it she's chasing it down there in the middle great play there not sure about that play there just kind of booted down to the uh to the end line the goalie picks it up for the lllo Lions and to bring it here to the top of the box they're setting up their offense and it's a big booming kick out to the 40 yard line like number 11 Stevens morno has it now she's got it what's she going to do she's taking it down the left hand side she's trying to use her speed she passes it in good play there it's over to mne mne has it I think is that mne not sure looked like mne but I don't think that that was mne that was number 14 Bella white little bit hard to tell from up here with the numbers but Bella White had it monno and white were trying to put a little something together number six right there that's mne she's defending number 19 using her body position there to get the lllo lion off the ball Eddie Jordan chasing back here's mne using her speed again and and her body to really position that here comes monno is going to go kind of on the attack she's going to force a pass there it's taken monno has it she's going down the sideline again they're defending she kind of moves it back she's coming to the middle passes it good pass there over to Bella white Bella white with a kind of a looked like she was trying to pass it out wide but kind of had her head down and it just went right into a l low lion lot of open space here Stevens back ball comes up good play there by Maggie Stevens who last time I was in the announcer Booth really had a great game in the middle of the field especially early on in that matchup it's really kind of controlling the middle of the field for the for the Spartans which was great balls played out there it's kicked up by kicked up by Stevens then toor morno monno kind of plays it down not really a great pass there was looking for Mack Mack either didn't you know needed to make either a quicker cut or need to be a little better pass there's some really good ball skills there number 12 turns it onto her left foot Sophia sorka shoots It harmlessly Wide of the goal goalie retrieves it it'll be an East Long Meadow goal kick Jillian Stevens going to take this goal kick looks like it's probably going to come out here to monno if she can get it out there and she does morno is going to try to settle it down not a really good trap there by monno but she almost saved it goes out of bounds it's going to be a white throw good throw in there good body position o got passed good play there's Stevens again Stevens has it just not a good pass there just went to right to a lllo lion Mack chasing the ball down Bella white and monno coming after it they do good pressure there by monno and Mack they had some really good pressure on the ball which was good another we saw this last game though we saw a lot of throwin in the last home game that we had I would call it an excessive amount of throwi inss against Westside seemed like every three seconds I was saying somebody was throwing it in so see if we can keep the ball both sides can kind of getting chased here I like this play by oh Addie Jordan with a good move it's still moving and Max got it she's gonna play it great Foot Skills there here comes morno with a shot and a good save there and was being followed in by Addie Jordan if the goalie didn't put both hands on that one it was going to be a slam bam direct shot into the back of the net by Eddie Jordan good good offensive possessions there I really like the Foot Skills that Mack had on the ball there in the middle of the field snuck it back to morno who snuck through with a left footed shot here's Stevens again chasing that down in the middle of the field along with mne using her speed really slowing them down here it comes great play there by Jillian Stevens using her height to get that head on the ball and head that one out of the defensive Zone good play there comes Addie Jordan putting some pressure on using her speed her strength her skill taking that ball using her power taking it right down the line here taking it back using her left foot gets it across monno has it she takes it she turns good defense there by the lllo Lions it's going to be a throw in for E meow great play down the sideline there by Addie Jordan really using her using her body and her speed and her strength to out muscle the lllo lion Defender down the right hand side and was able to create an almost opportunity for the Spartans this one here goes kind of harmlessly out of bounds it's played as a goal kick to the side not sure who kicked that one whether that was monno or whether that was somebody on the other side I like this play here good play by Stevens again was able to get that ball off of a Le L lion Defender and out of bounds it's thrown in here Bella white kind of getting bodied a lot of Body Action there Bella good Play She swings that one up good play by low it's bouncing around played up nicely good play by Kenna Marino to get that here comes morno she's taking it down the sideline she's going to have to use that left foot and swing it in there she takes it with the right foot foot and she takes a shot off the post what a great shot there really good opportunity by morno it's swung in again there's Max she's using her power to get through ball in the Box knock down no penalty good play there almost snuck that one past Jillian Stevens but Jillian Stevens used their body to slow up that L lion Defender so that the ball was able to just sneak back there into the box goalie retrieves it no harm no foul touched out of bounds on the sidelines by Junior Addie Jordan lllo lion GNA get a throw in really good opportunity there a couple minutes ago there by monno she took took the ball down the sidelines had a right- footed shot hit the post and really another millimeter or two lower probably is a bar down and in the goal rebound was challenged by the lllo Lions and then harmlessly kicked out middle of the field here this one's being chased by Stevens ball comes up to number three good play looks like a that was a good set play here gonna oh reaching and a shot and a good save by the goalie shot there by number 10 from lllo Elizabeth BRZ with the shot a big booming kick headball by Stevens who's defending and then launched out quite frankly by Kenna Marino Addie Jordan using her body getting a little bit of a push there surprised they didn't let that one play on a little bit but it's okay hudlow's going to get a free kick at about the 45 yard yard line 29 minutes and 30 seconds remaining about 10 minutes has been played both sides have had at least one or two decent opportunities this one's just kind of kicked into the middle it's batted out Borno has it little bit of a too hard of a pass there back to Marino but it's kind of harmless at this point nobody's there she just kind of boots it up to nothing Bella white has it using her foot skills that she that she has morno is going to provide a little jogging Chase down you got Mack who's absolutely sprinting down and putting some pressure on now you have Addie Jordan there very close almost took it away now there's lot of Green Space here for a lot of Green Space there for lllo kind of playing the middle of the field you can see Stevens there really trying to control that middle of the field make sure things get slowed down here comes number 10 she's using her speed down the sideline Stevens has it she kind of curls it in oh good stop there launched out morno passes great pass there really like that pass to mne using her speed almost got that one through a little more power on that one and it goes through probably to Jordan good block again this one's going to be of harmlessly kicked it looked like number 19 was trying to float that one into the middle to give Easton Meadow an I mean lllo an opportunity in the middle but it went off the side of her foot down and kind of harmlessly to uh to the eastlon medal goalie good play here back to marino marino taking it that was a little good shoulder play nice I like that play by Stevens and Jordan's right where she likes to be here on the outside where she can use her speed and her power and her strength she brings it in looks like Max's GNA get it it's kicked back over here it comes again little headball not sure what was going on there thought Jordan might have could have come back for that one perhaps and now we're going to get really this looks like an opportunity for lllo someone coming along the outside here nobody's got it this is going to be another wide open here oh good save that one's going to go actually off of lllo if it makes its way out of bounds it does it's going to be a East Long Meadow throwin we had a little bit of standing around there on that last possession by lllo the middle of the field it was a little bit of watching what was going on you saw the lllo Lions you know continuing to move a lot of off ball movement that's not sure what happened there it looked like a trip but I'm not that's going to be a goalie ball good play there by Jillian Stevens to kind of roll it on through and protect the ball and the defender it's kind of booted out here we go Mack has it she's going to put it on her she traps it between her thighs it's over to Bella white Bella white bombs it down the sidelines Here Comes Jordan using her speed she's going to keep that one in you got mat coming up there it looks like it's a about a five on three another opportunity here she's going to go right she boots it in it's blocked out it's passed it's passed back and that is a great shot right there I like that shot Stevens with a good shot from the 20 yard line ball was passed out to her nicely there by Addie Jordan ball was on the ground low and Stevens took a good swipe at it just went a little bit wide going to be a goal kick for the lllo Lions oh that one sneaks out of bounds it's going to be a corner kick opportunity for the Lions here offensive opportunity for sure good chance you can see that the the lllo team is very fast they've got great ball possession they really they're really passing the ball and taking their time in the Midfield that B's kicked out a little bit too far but it is it is grabbed good defense it's just kind of banged out now it's banged back number 10 Hazard going to use her oh good play draws it back draws it back again got Speedy Marino on her lets that one go through really like that defense there by lucich to use her body to Shield the lllo defender goalie picks it up harmlessly a great play to come out of the goal and get it now he just going to kind of bang it up there and try to oh off sides is going to be the call I think that's the right call l l player probably needed to hustle back a little bit after that goal kick this one's going to be taken from the 20 Captain Lizzy Roman to give it a ride looks like maybe she can get it here onto the uh onto the shoe of Bella looks like Bella's kind of open over here and she's got it does she's got great Foot Skills really good control she's an excellent soccer player good play there by Steven stev's in there now we got what we want here Here Comes Bella Bella's got it comes around the outside just a little bit too far on the outside monno tried to chase it down just didn't quite have the angle like this here Emma sua getting the game replacing Mack in the middle of the field to two of the players on the East Long medal Spartans team with just really good speed and really really good Foot Skills like to see that see them in the middle of the field here's number that Ball's out of bounds there we go I'm not sure going to have a little controversy here in the stands about what went on there I guess we're going to have I don't know if this is a penalty or what happen but uh clearly they're going to get a kick it was right in front of us but we couldn't really see what happened it's blasted up off the head into the middle of the field it comes out morno has it she saves it she's gonna send it down it's off of a knee it's off of a shoulder and then in a foot looks like it's going to be settled down lllo has it passes it to the outside little over the top tap Foot Skills there luich chasing the ball down the sidelines still going forcing them into the middle I like the defense Here Comes Bella White's going to try to C come over here and grab it you got Kenna Marino on it forcing them forcing them back good play there by monno and marino marino put the pressure on morno came back and [Music] I don't know about that one there I mean could have taken a little more space had a two-on-one there with Susa would have looked like if you know mono could have controlled that ball a little bit and got created a little more space Maybe got a through ball there to Susa would have been a two-on-one situation but took a little bit of a far shot maybe next time we'll get a little little bit different result there a little better opportunity I will say it does look like you know from the last game that I was announcing to this one it really does look like Elon Meadow is on the offensive side of the ball they've changed some personnel and some positioning and it does look to me like it is creating a little better opportunity a little better ball control on the offensive side than they than they've had they've kind of had in the past and that's good to see some really aggressive playing good step step up there by Lizzie Roman ball comes back it's now just boom Bella White gonna cover that one or is it looks like Bella white not sure if that's stevens or white looks like it's white ball gets played down good play there it's going to roll out of bounds Jillian Stevens had that covered she saw that play developing well in advance and was sliding over there to cover that pass we're almost halfway through the first half about 20 minutes remaining Lizzie Roman going to take the kick here not sure if really looks like they want to get it over here but that's about where you can get it monno almost had it had it taken away and to come up here ball goes to the middle it's kind of harmless looks like it's kind of moving around chasing it around here good play by Marino used her body gets sent through here here we go this is the one that Jordan's been waiting for she's got a little she's got a half step she's going to move it down she's got it in the offensive zone she booms it over monno has it she's gonna stop it she's going to turn it turns the corner still has it looks like it's a four-on-one situation but really probably should have sh shot that one or probably passed it tried to do something maybe when you turned it just kind of good play by Marino Marino's now going to take it down she's going to use her speed and her Foot Skills a former offensive player no problem there just passes it through to Susa almost got it through a good opportunity there goalie came out and was able to take advantage of it but you saw Susa using her speed and body position to really just try and get right in there a little duck down header good save there not really looks like it's pretty harmless great step up there by Jillian Stevens uses her left foot bashes it up monno has it passes it over passes it back lot of space here lot of space here good through ball just tried to get that one up to Susa it almost snuck through Susa is going to chase this one down mono's moving up the the rest of the offensive team is moving up monno is just a good pass back there she had a good opportunity good play like this by Bella white Bella white over playing it back again it's Lizzy Roman Roman playing it up good play here here comes a shot that I like right there good play by Addie Jordan used her body got the ball through good ball movement just shot just a little bit wide opportunities are definitely being created here by East Long Meadow in the first half yeah this is a it seems like it's a pretty clear play Here by by llo what they like to do they like to get that they like to get number number 12 heading down the right sideline on a on kind of kind of a long pass to gain control of it but Jillian Stevens has been Jillian Stevens has kind of been on her all night long so they see that play coming hopefully it doesn't really lead to anything good play there by Kenna Marino to step up on the defense giving a little bit of space Ball's getting thrown they're looking for somebody here it comes it's over the top oh Kenna Marino using her using her height jump up get that one off of her head and save it from kind of going over and into the possession of lllo that one comes off of a shoulder it's kick through little bit of a Mis kick there but no here we go now we've got it and here comes Jordan Jordan's moving she's moving down here comes morno oh almost got in the way of it this could be trouble here if Marino doesn't stop that one that's the play they like right there they like to get that ball down to number 12 Jillian Stevens has been on it but that's clearly their it's kind of like their quote set play I'd say they like to open up that space get the ball down on the right hand side and then see kind of see kind of what happens from there little push from behind Mack and Marino giving themselves a little high five on that play head coach for the Lions Amanda Nexon assistant coach Jason Caron and first year head coach for the East Long Meadow Spartans head coach Matt moer really finding his way here with the with this East Long Meadow team throughout the season season he's moved players around he's getting used to his team really seems like the team is progressing and developing as the season goes on assisant Coach Hannah Kazi assistant coach Kim Schwarz and JV coach and father of one of the best soccer players to come out of East Long Meadow Joel ganzer good play there right into the belly of Mack this ball settled down going to have to use some speed and some strength here good play by Stevens to kind of cover that one up Marino hustles back on defense lllo makes a couple of Subs throws it in goes back good play there Alli Thompson has it Alli Thompson kind of had it now number 18 has it going to get a penalty there on Thompson tried to give somebody a charlie horse it looked like got her a little high knee to the thigh number 11 moves it over looked like number 11 was going to do a pass but is now decided for the for option option A which is oh boy which is a just kind of get it right into the middle here we go and we're going to have a harmless shot there saved by the goalie really good save thing's kind of spread out here it's punted up Mac has it right at her feet good touch there by Mack using her power using her skill she's got some space ooh it's a really good pass there using speed coming down the right hand side Stevens has it kind of Knocked Out of Bounds it's going to be a goal kick Mack had that one there in the middle of the field she really had some space could he I think could have maybe used a little bit of that speed and space and taken another 10 or 15 yards and move that Islam medal lineup but tried that through ball over down the right hand side and it was chased down with a lot of speed but it made its way out of bounds for a goal kick for lllo lllo really creating the space over here you kind of see this play pretty consistent good attack right there by by Ali Stevens and now she comes back she's putting on the hustle she's this is their play for sure Marino has it uses her power yeah going to try to do the same thing this one's played back good play there by lions Susa chasing it down making the that's a great play play it through play it through she's got it there it is just a little bit too hard just a little bit too hard a little softer play through Emma sua was looking for that through ball to run on down and try to make something happen just got played a little bit too hard good Chase here Stevens I'm sorry Alli Thompson fresh in the game full of energy comes again that Ball's out of bounds here we go here comes kenam Marino Ken Marino has the ball throw it in Susa oh Susa was wide open over there Stevens has it though getting pushed a little bit but she's got it she's gonna keep it she's going to kick it she's going to kind of get it back kind of makes its way through going to need to chase this one down this also finds its way out of bounds sus is open and they just can't see her I don't know why but she was there chases it down this one goes over Marino's head that looked to me a little bit like potential handball good play there try to knock it out of bounds by Marino nice to see the East Long Meadow youth out the girls are out again the youth girls are out again which is nice working the sidelines keeping the game Rolling Along at a good Pace good play there oh that's definitely a penalty and we heard some oh Gods screaming from the stands there on that penalty because it was pretty obvious but it was it was called it was called right away referees doing a really good job tonight don't see like they've got anything wrong it's not an overly physical game unlike the couple of the other games this one's been kind of this one's kind of that's a good ball there this one's kind of been played I'd say you know between the yellow lines there hasn't been a lot of throwin there have been you know some goal kicks and Corner kicks but for the most part this one's been played in the middle of the field it hasn't been too rough no crazy penalties no nothing overly you know no overly aggressive play good play there oh that's got to be a handball though I would just that I'm not sure about that one I think that one might have got missed so let's hope nothing happens here it's not that's going to be a goal kick which is good oh I guess they're going to call that a corner kick on top of it well just as I was complimenting the referees I'm not so sure about those last two calls it did look to me like a handball back there around the 30 yd line and then this one here hard to tell from where we are cuz it's on the far side of the field but it the ball kind of went straight out of bounds so it was kind of suggested to me that that one went off a Ludo so I'm really hoping nothing kind of crazy happens here it almost did the Lions had a good opportunity must have been some type of penalty maybe an off sides or a push off Slow's going to get a free kick look like Jillian Stevens plays it out over to very experienced Lizzy Roman who plays it up good touch there this one gets kicked uh we're going to get some substitutes coming in not sure what's happening here you get three or four Subs here for the spark really everybody tonight doing a doing a good job one's working hard both [Music] sides good play there by Stevens that wasn't sure who that was going to go off of she made sure it wasn't going to be a corner kick so kicks it out of bounds kind of harmlessly around the you know around the 10 yard line on the football field which is about about you know I don't know 25 yards from the from the goal kicked out again another throw in is a little bunched up over there on the throwin not going to say that it looks like ten and under soccer but it's it's it's pretty bunched up over there good play here kind of using some Foot Skills launches that one really good defending there by Marino ball played back oh boy that one was close taken to the outside banged up good Play Over the shoulder chase down this one's getting a little physical there's some pushing and shoving going on now I Addie Jordan gave a just a little bit too much there with the body and the ref was right on top of it and called that one free kick to lllo this one's kind of banged in there good play by Stevens picked up by mne mne over to monno monno has it let's see I'm not sure she's going to be able to chase that one down and she's not it goes out of bounds number four has it going to throw it over all right good play there by Kenna Marino number nine one looked like a fullon like a almost a oh boy this one sneaks through there's a little opening there for number oh I like that play there good play by white white brings it back it's going to go wide Here Comes wide again Marino protecting ball comes down it's good play boom header header that's three Susa challenging she's got it she's going to take this one in herself take it in she's got it she's going oh opportunity was there a little speed a little just like head that one straight to the goal she's got such great Foot Skills she really challenged that ball got it to bounce forward an opportunity was created looked like with her foot and her shot her shooting ability just fire one in there good play here Jordan's got it Jordan swings it oh monno probably needed to save that one first and put a little trap on it but she stops it she's going to shoot this one maybe a far post but a good opportunity there she's only at about 10 yard line a good chance got to get that one to the far post it's the best kick of the night for sure right there Jillian Stevens using her head heads it to marino marino has it back to Stevens that's a handball I'm not sure if it's going to get called it did get called ref was looking very good call ref was looking to see if there was possession advantage and then waited left footed pass there and then bing bang boomed here it comes here it is susa's got it she's going to get it it's coming oh almost another great play by Susa there in the middle just a little bit too hard off of her body by about a millimeter waiting going to get a sub good play getting Mack back in there Susa had some great runs there really some really solid aggressive runs down the middle of the field going to get a little rest here and then get back in there at some point good play I like the physicality I'm seeing a lot more physical lot more physical play out of the Midfield than what we've than what we've kind of seen in the past although this one here we're going to have to good play oh o oh miscommunication miscommunication good back checking I call it backchecking I'm not really sure what it's called but oh good play there good ball position good positioning by the goalie good save with four minutes left taking your time bombs it out there with a really good kick [Music] out of bounds number five Caroline Lucas's got it she's going to throw it in it goes right into Addie Jordan Addie Jordan has it tried to make a move it didn't work out but the ball did end up out of bounds so it's going to be another East Long Meadow throw in three minutes remaining here in the first half that one oh ball is bouncing around this is what this is this could be hustle back here we're we short one in the middle of the field right now looks like white got back so now it's undercover ball kind of sneaks through liix got it gets it out of bounds I think that is is going to be a throw in but we're not quite sure yet who's going to get that it looks like it's going to be llo is going to have a throwin way down by the corner kick stick on the opposite side of the field look like everybody's got somebody covered here it's kicked good Play Good Touch oh and this is Mack is move oh just out of bounds Addie Jordan had it she was flying down and she had Mack right there in the middle of the field and she was just about to pass it [Music] there I like that play there there were a lot of things happening up there I'm not really sure what was going on but the ball was just kind of moving around trying to do something good play there by Jillian Stevens good foot up here comes Megan moro's going to put her head on it comes in here comes another one foot on it here comes white chasing ing it down 30 seconds remaining lllo Lions have the ball down in their offensive zone it comes into the middle kind of harmlessly looks like this first half is going to in all likelihood here end in a tie 20 seconds left there's going to be no rush Jillian Stevens might want to slow this one down just to make sure that there's no shot and that almost led to a disaster um here you got to turn around and look at the clock make just figure out what's going on there there wasn't much time left medal wasn't going to score but at the end of the first half 0 Lions versus Spartans and we are back eastl Meadow versus lllo girl soccer Tuesday night 65 degrees second half about to start the final 40 minutes in a nil nil game as they say over in England you can see the fans they've got their blankets on they're starting to wrap up their lower bodies it's getting a little bit colder here each and every night the Spartans as I said looking for their first win Megan morno has that ball she's going to power her way through she pushes she shoves and she gets called for a penalty as a second ball comes on to the field free kick lllo from the 25 yd line on the football field ball gets boomed up it's going to be settled down there by Roman Roman sends it over to Luc casic who settles it down gets it into the middle of the field and that is boomed up into the Spartan bench see Ava men's over there she takes a duck gets out of the way of the Stray ball Spartan youth picks it up throws it over to somebody from low who brings it in and look at that aggressive play by mne head ball there by monno almost a high foot by a lion Mack has it ball comes into the middle of the field Jordan tries to chase it down no go Stevens has it now ball is taken by marino marino has it sends it up Jordan has it here it looks like a little pressure this looks like a good shot and it's just a bit outside as she tried for her first goal of the season on regular time she currently has the most goals overall she has two penalty kicks on the season goalie going to take the goal kick comes over here to the side number 18 settling it in morno putting some pressure on Bella coming again here it comes monno bodying in ball gets pushed it's taken in number 14 has it that's a really good touch there Here Comes mne mne has it comes over gets taken away white has it lucich has it sends it up moro's going to try to send that one and she does she sends it over to Jordan who's got good positioning here and then takes a booming shot and again just wide to the right but another opportunity on a kick goal kick lllo so far to start the second half East Long Meadow has kept the ball for the first four minutes or so in the in their offensive zone here we go oh look at this move by oh she kind of got shoved and pushed there I'm not so sure I think that one could have been a little bit of interference monno the ball goes out of bounds gonna get a corner kick here Jillian Stevens coming up from the defensive position morno raises her hand sends the kick in it is a great kick nice and high right at the 6yd line she's got it monno is going to settle it in again she sends it in again and it's a head goal oh what a shot by Mack off of the top goal post I'm not so sure about that I think that one actually might have hit the soccer goal we're gonna have to check that one on the lcat replay tomorrow after it is uploaded by Jamie and put on to the lcat 01028 website that one looked like it was off the top of the goal but the referee may have seen that one as though it went off of the soccer goal post mono has it here you're not going to get it's looks like there's going to be a lot of Body Action here there's going to be some pushing and shoving and there is monno has it she's going to send this one right in and she does she gets it up to white white has it ball goes out of bounds it looks like here it's going to go to the side lines and it's going to be thrown in by number five lucich has it gets it to Mac lucich has it swings it over comes to the middle goes through I like this play here it comes to marino marino has it Marino to monno morno has it sends it back she's going to use her left foot she does she tries to sweep it in it's there she has it again it's now on her right foot you're going to get the big cross here and you do it's swung in again it goes wide chase down here comes Jordan running it down trying to stop the outlet and she does steals it has it again look looks like it's going to be bodied here monno needs to move in and it goes wide yet again there just needs to turn that body I think a little bit from that side get that hip around so you can get that thing squared up and put it on the goal five minutes into the game East Long Meadow has just been dominating the play here in the second half this one is kicked out monno chasing it down gets her body in the way takes it this looks like a lot of shove and pushing and kicking and everything else moved in moved out still going monno still going strong gets it over there white has it wh's in the way using her body Jordan in there now the balls get played wide Easton meow's going to have to hustle this one Low's got its patented play comes down the right hand side here they come on breaking out and transition this is their play they love to do this you could see what they were trying to do there in the first half and that is exactly what they like to do that's oh great move there by Jordan monno needs to get moving she needs to get on her horse she needs to get up there and use her space she's got to put that one through again just a little bit too far out there by Jordan she's way out at the 20 yard line I mean that's like a 38 yard shot maybe needs to get that one a little bit closer she had the space she had the power ball played through here looks like Roman's going to chase this one down along with lukasik and Roman does she kind of Shield it kicks it out of bounds llow going to get a throw in really good touch there by Mack Bella's got it monno is currently off sides they tried to get it through and here it comes it's touched here it should touch it back to Kasich she doesn't she just takes it down the sidelines herself this one looks like it's going to come right in that's all right lucich has it oh needed to just get that one a little bit higher up in the air and it would have been a beauty oh good play Lucas has it take the space take the space she's got the space Oh little bit hard there morno turning the corner oh a good try there good pass over to Jordan just had it on her foot little turn and fire it in there just so close eow with another really good opportunity there in front of the goal good fight for the ball right there both teams really trying to battle it out I like this play here gets it over mne mne's got it Roman's got it Roman sends it in East Long meow trying to get on it really like that play right there by oh oh snuck through there Jordan was trying to sneak that one through on a through ball really like this aggressive playing Kenna Marino going to take the throw in sends it right in Addie Jordan Addie Jordan right at her feet she turns the corner again sends it wide sends it over monno is going to try to chase this one down again and she does she's going to turn the corner again this time it looks like it might be it oh she tries to go short side on the goalie the goalie saves it Dives and saves that from going in Jillian Stevens off the shoulder really good play there by Jillian Stevens right in the body not allowing one of the best players from lllo to make that turn ends up ball ends up going OB out of bounds for a lllo throw in as lllo makes its first Subs stitutions of the second half a big booming kick right there covered up ball comes in Jordan's got it at her feet she plays it back yeah a little penalty right there looks like this one's going to be outside it looks like this one's going to be taken by monno maybe I'm not sure whether this is going to be Roman or monno that's going to take this kick looks like it's going to be monno maybe a pass over to Roman if it's a direct kick it's probably going to be a shot here it's at the about 17 yd line of the football field so you're looking at a 27 yard shot 30 minutes remaining not sure what coach has called here but she's going to take it and she does and she yeah not sure about that type of shot I would have liked to see a line drive make the goalie have to catch it or maybe get a rebound as opposed to kind of the soft touch into the top there an opportunity certainly lost by East Long Meadow great hustle there by Mack to get in and make the goal he have to make oh boy if she had just reached out her foot the goalie did not see her something could have happened there this one's kind of swung down the sidelines Kenna Marino chasing it down using her speed this looks like she's going to bat it out of bounds heo going to set up its defense as lllo races up the field to take its throw in good control here by lllo getting double teamed over there on the sidelines kind of swings it by and making some good footwork another throw in here good hustle back using lllo using their body to defend ball ends up going out of bounds kenam Marino chasing it down the track got to appreciate that by Ken Marino was trying to get a goal kick out of that as opposed to a throwin but the referee was having none of that referee got it right it was definitely a throwin good play there threw it as far as she could here we go Addie Jordan have it Addie Jordan sends this one for a ride and a goal morno sneaks that one past the goalie just on the leftand side really good team effort there on the goal looks like East lto for its maybe second celebration of the Season gonna have to go back and take a look at that one folks that one was just over the top a really good play there kept it on the ground monno was able to use her speed to fly past the last lllo lion Defender and puts it in the back of the net with remaining really good outlet that one really started actually with a you know some really aggressive play Honestly by the midfielders off of the throwin by Kenna Marino just to get that ball out of the defensive zone out of the out of the defensive Zone and in to the middle of the field and then it was just that one long ball that made its way um no there was an assist on that goal I'm not sure who the assist who the assist was yeah some it could have been Addy Jordan it was probably Addy Jordan it seemed like that was Addie Jordan but I'm not positive we'll have to go back to the replay and look at that one referees didn't kind of call it out and we're about to call out sort of the goal and the assist clearly there was an assist it was a great through ball right through the middle um into the into space scored by number 22 megano assisted by number two Jordan and here we're going to get a shot here by potentially get a good shot here by lllo they're really oh off of the post what a great shot by the lllo lion and Chase down by Kenna Marino to get that ball out of bounds what a spectacular shot a low liner into the post a good opportunity for lllo inches away from being in the goal it's like a free kick here Max got it or that one I think was Bella actually looks like Elon meow kind of sitting back here a little bit they're not playing as aggressively to the ball as they were before and now looks like low really taking advantage and kind of controlling the middle of the field here this one's wide open this one's going to get sent in need to watch this backside number 12 and there it is again a good shot good save but another opportunity by lllo can see some slight concern on Coach Matt moer at middle of the field watching the defense encouraging them on to play on play through play ball and here it comes again nice little touchup there to Mack runs it down little over the shoulder kick good play there by Bella Bella has it Mack has it Mack boots it up Mac's gonna go for it one more time Ball's played on to the outside and looks like l i mean just kind of watching here a little bit now it's way too much time on the clock to just kind of stand around and watch Spartans need to continue to apply the pressure I like that play right there that was certainly a great play by Jordan comes again good play by marino marino touches it in white has it back to Roman Roman has it going to probably try to swing it over here to lucich lucich has it she settles it down right between her thighs going to take it she sends it down the sideline Moro chasing it down looks like she's gonna no it's G to sneak its way out of bounds good try there by lukasik try to keep that one down the sidelines and have monno get it but it was covered here we go good play there by the lllo defender knock that ball out of bounds I'm going to get a sub in comes Emma Susa with 24 minutes and 30 seconds remaining mat going to get a little break as she say hobbles off but certainly skips off a little bit there's Susa using her Foot Skills she's got it she's chasing it down play there not not letting not letting that turn happen really great hustle back there by Stevens Stevens has it now it's number 13 Jillian Stevens Addie Jordan has the ball powering through using using her leverage and her power GNA get another opportunity here for Elon Meadow to kind of flip one in looks like it's going to be number eight Lizzy Roman who's gonna serve it see Susa up there mne oh I like this here A really good shot by Roman from a good distance sh her power on her kick that was a good play there by Kenna Marino to come up and get it Addie Jordan has it White's going to come in and give her a little bit of support but she turned this one here she did turn the corner got those hips turned and got that one on goal forcing the goalie to make a [Music] save good play good defending there by liuk Kasich kasich's gonna back up here make sure it doesn't go over her head should be nice it's played in good play she jumps in there kind of jumps through it all there goes Susa chasing it down got Jordan chasing it down they're playing it back it's chasing again Kenna Marino with a great play coming on in from behind awesome Play Good anticipation used her speed and Sprint speed to go those five yards and really try to make something happen oh boy here we go this one's coming down the sidelines can Stephen help with that one and she does gives Elam meow an opportunity to set up back on defense see mne hobbling a little bit out there in the middle of the field number 18 Anna Roman trying to get herself into the game good play there it looks like it's going to be yeah they're going to have a little goal kick I'm not sure about that call I was thinking that that one could have been a corner kick myself but just not really sure so of what happened there either way a little bit of an advantage for East Long Meadow as Anna Roman comes in to replace Maggie St in the middle of the field this one's booted out and there's white again she's got it she sends it over looks like it's going to be not really sure what's going to happen here good touch good touch again Marino is going to have to cover that one and she does kind of cuts through Stevens has it Stevens has it covered looks like they might be short one there boom sent out it's flipped back over Shilling Stevens harmlessly out to the sidelines lllo is going to get a throw in number seven for lllo making an entrance into the game Taylor Colberg giving Riley Remillard a little rest before I'm sure she'll be back in the game at some point like coach is calling on some subs coach moer is GNA get Ali Thompson into the game here along with Emma Stevens really nice throw in there ball does end up going out of bounds but it looks like it's going to still be East Long Meadow as they gradually gain field position Advantage was a really good long oh looks like it's going to be a kick good pass ball gets played back through good try there by Susa she's back checking looks like Roman oh another it was a good opportunity there but it did look you know looked like a very good through Ball but it did look like Roman was was on the coverage there and we had an offsides call as well so Roman reusing her defensive skills defensive ability her experience to draw that person off sides this one was a little bit of a low kick but it's it's covered there by Mack b gets kind of booted out Stevens it goes over her head that's we don't like to see that that was a three-on-one almost there by 14 White Bella white hustling over good ball right there good ball good coverage again looks like lukasik is on this good play Kasich has it kind of knocks it out of bounds gonna be a throwin for lllo Mack kind of making her way in taking a little break monno G to get a break Stevens out like mne taking a break Jordan taking a break gonna be a goal kick as lllo carried the ball out of bounds carried it down along the long line lizie Roman to use that big powerful boot that she look at that thing go that was a great kick controlled there by Mack it comes up Alli Thompson has it sends it through goes off to the sidelines is getting chased again Alli Thompson kind of has it she's definitely plying the pressure uses the pressure again ball comes back Mack has it Mack gets it up Alli Thompson has it sends it over here SS's got it SS's got some space tries to pass it through white now going to run it down going to try to use her speed stay on her stay in oh great play there by white got just enough position to get her foot on that and to get into position and knock it out of bounds without it being any type of penalty carried through good job by lucich using her power back to Steven Steven sends it a long way sus is coming down after it sus is chasing it she's got it here comes Steven Stevens has it sends it to Susa susa's using her speed using her skills using her foot skills and she fires a shot just a little bit soft and a little bit low either take that just a little bit farther I think and then fire one on the goal she's got such a great shot or you got to do a little love tap to the outside and try to hit a cutter good play by Mack really good Foot Skills there great pass by an a Roman susu's got it again she's got this one she's moving she sends it good chance there she follows it up good play pass again here it comes and white with a low lining shot it's followed up shoot that Ball's a little bit on the outside Stevens has it Stevens oh just a little bit slow on the turn out of bounds eam metal throw really good shot there had a low lining hard kick into the goalie's chest couldn't save it completely it bounced out giving an East longam meow an opportunity this one's kind of sent up in the air here it comes again Roman with a shot it's fired oh just a little bit high from 20 yards out a 30 yard maybe even a 35 yard shot and was still able to get that over the football goal post good opportunity there really good playing in the middle of the field there by Bella white during that shift chased up Stevens has it sus is there try to get it up good play by lucich lukasik has it Ball's coming through Addy Jordan has it just fires it good play by Susa Susa really really applying the pressure forcing that ball into the middle of the field Jordan had it again using a little bit of hand checking and not sure about that one either just like it down or make that pass been so good all game long just shot that one a little bit wide off of the side of the foot I love the aggressive play though it's been really fun to watch this offense today good play there by Jillian Stevens good play there by Mack Mack sends it over Emma Stevens has it really using her body sends it up just a little bit of an off pass there oh good play really like how you see East L Meadow sticking with it using their body tough play there Romans coming down the sidelines chasing that one down one of our best defenders tries to send it in the middle it gets kind of booted off the side it's chased through what a great play here love the aggressive play force that one out of bounds Anna Roman with a really good play goes into her she's got it she's going to turn it there's an opening there and here we go here comes Thompson using her speed down the left hand side got that big left foot number 23's got it you can see Stevens coming up the right hand side there's some openings Thompson settles it down over there it comes back ball is in susa's feet she has it she's using her dribbling skills trying to turn that corner and she does tries to get it over there to Addie Jordan goes a little bit wide it's covered and lllo is on a fast break they have it here Kenna Marino covering along with Roman along with Stevens there's a little bit of an opening they cover that left footed shot of number 12 we've seen it before come hard and low and off the post that one goes somewhat harmlessly out of bounds lllo Lions throw in 12 42 seconds remaining one nothing your East Long Meadow Spartans on a goal first goal of the Season by Megan morno snuck one past the goalie on a great through ball oh and this looks starting to look this little session here starting to look a little bit like the West Springfield game out of bounds lllo out of bounds East Long Meadow out of bounds L low out of bounds East Long Meadow lots of throwi inss good control there ball balls back in bounds good aggressive play out of bounds East Long Meadow throw look like Bella white is back on the at the 50 yard line yeah they're going to get an opportunity here for sure good play by lukasik she's using using her speed oh good play there there's an opening and there's a shot harmlessly into the hands of the East Long Meadow go tender picks it up heads to the top of the box surveys the landscape and sends it for a ride over the head of Emma Stevens chases it down and it just gets you know just applying that pressure you saw Emma Stevens there just kind of running up and applying the pressure to that last Defender to the point where she kind of felt obligated to do something with it it ended up kind of just booting it out of bounds here we go down the sidelines off of foot gets sent in it's coming to the middle number 12 has it looks like yeah Lucas need to maybe ride that one out here's a great ball right through the middle good play here it comes now eam Meow in transition Alli Stevens has it she passes it up to somebody from low chasing it down using her left foot uses her great speed to try to save that one from going out of bounds just wasn't able to get it lllo gets a throw in look at that pressure though this one's played through Roman H kind of harmlessly has it takes her time uses her look at the SPAC she's got using her experience sends that one a long way Susa is going to have it Steven's chasing that one down from the outside East Long medal is going to get a throw and we're going to get a couple of Subs here looks like mne coming back into the game Emma Stevens going to take a little break after some great playing there down the right hand side morno GNA take her spot and Alli Thompson going to take a little break as mne kind of takes the middle of the field it's boomed in Mack has it it's coming still [Music] chasing [Music] not sure what happened there I couldn't tell on the play it looked like there may have been some after after kick Shenanigans monno called for a penalty morno never afraid to get a penalty yourself little aggressive [Music] [Applause] play yeah good try there by morno got in there got was able to take the ball away just a little bit too hard on the touch and it kind of whittles Away Great play there actually by Stevens she was got herself in position [Music] comes Roman number 12 for [Music] oh really good boot there by number 12 a little strong shot just kind of made that turn got her hips turned got that thing right on goal made the goalie make a save 7 minutes and 37 seconds remaining one- nothing East Long Meadow East SL metal goalie that one comes off the side of the foot a little bit but a really good head ball there Susa has it this one's going to get sent down moro's going mono's chasing as is Jordan you got a double cha you got double Chasers there oh Jordan was right on that one it was very very close maybe a half step away from a one-on-one situation with the goalie this one's played up Jordan has it tried to get it over there to morno that a girls that's the one right there Susa with a big boot from about 18 yards out used that power got that one low just a little bit wide but I did like the power on that kick if it was just a little more accurate that's going to make a really difficult save for the goalie East metal moving it up the right hand side needs somebody to challenge the ball this one's kind of played over the top they've got a they've got a Speedster kind of coming down the right hand side it's covered ball goes out of bounds good play there by Roman I believe put the left foot on it got it out of bounds monno kind of making her way back this one kind of comes to the middle good play there comes out controlled kind of lllo has it they move it down on the right hand side ball comes into the middle you got somebody wide open there need a back check oh no that's not good there that was problematic from the get-go not sure what was happening there on defense just had a little bit of miscommunication and the lll Lions take advantage and six minutes remaining they're able to put that one in the net to tie up the match just a little miscommunication there on defense we'll see if Isam meow can kind of bring this back now and see what they see what if anything see what if anything they can do this one gets sent down harmlessly in the har good try there by mckegney good pass by morno a little bit off the the side of her foot maybe take that one in and get yourself in a little better shooting position that was a really good kick right there by the by the eastlon meow goalie a little pushing and shoving from behind by white they're going to get a free kick here on their own side of the field at about their own 45 yard line it's like they're probably going to try to get the ball if I were them they're going to try to get that ball really here we go she's going to try to get rid of this one quickly and she does ball comes [Music] [Applause] out this one gets played over the top it's getting chased down we'll see what happens here almost this one's getting also booted out over the top it's kind of moving here comes Mac Ma has it Ma just a little bit of a little bit of a light touch good ball control there here it comes over to mne mne has itne sending it out good pass here morno has it she's gonna you know just got to get that hip turned a little bit get that thing a little bit more to the middle got to get somebody else to put that one in the goal that one just went a little bit too high used your speed to go down the sidelines needed to turn that corner just a little bit more and get that one maybe pass that one back to somebody who's at the 18 this one looks like it might go harmlessly out of bounds and it does looks like got it she throws it down the sidelines morno has it she's moving it she passes it through that's a good touch there oh just slightly too hard for Susa but she was there was a good look just a little bit too hard and that one was going to be there Susa was going to have an open opportunity Addie Jordan sh you look at that speed look at that closing speed by Jordan right there to really gain possession of that ball and give East Long Meadow another offensive opportunity and more importantly with not a lot of time remaining in the game to take one away from low oh tough pass there ball comes back okay I like this they're swinging it around to the other side of the field it's getting this one's carried through comes off looks like sus is going to try to chase that one down but the goalie grabs it G to give it a big old punt out that's a good punt to the top it's [Music] trapped abs abute disaster bouncing ball off the side of the foot and over the goal opportunity lost two minutes remaining in the game lllo has the ball here they're playing it to the outside it's going to get chased down here by Jordan Jordan has Jordan eastl Meadow on its heels just a really good play there by lukasik to kind of hang on there they're trying to she keeps it ball comes in Jordan chasing it down oh what a oh okay well minute and 30 seconds remaining llo Lions here with an opportunity one minute and 20 seconds remaining this could be their last opportunity of the game they send it into the middle ball comes out ball comes through kenam Marino has it kicks it out off the shoulder both teams chasing it down lllo has [Music] it yeah here it comes I mean we watching they're they're setting this up and here it comes [Music] maybe wanted to turn and play that one there there's 35 seconds remaining looks like there's going to be a timeout called by dudo I'm not sure they're going to try to set up a play here see Matt moer is going to call his team together as well they're going to set up their defense he's raising his head trying to figure out what the plan's going to be they're going to have to put a lot of people here back on defense with only 35 seconds remaining maybe leave one player up top to kind of Chase down just one long through ball it's been a spectacular game I would say East Long meow for the most part has really dominated the play especially in the second half lllo really took advantage of the only opportunity that it had which was just a slight miscommunication or misc on defense there on what was otherwise a fairly harmless ball and just kind of lost it and to Low's credit they stayed on top of it as they said back in youth follow the goal follow the goalie follow the goalie follow it in well they did and they were able to take advantage of a BBL ball and they put it in the back of the net to tie this match at one all but definitely an improved East Long Meadow team from the last couple of games especially on the offensive end in the middle of the field the defensive end has always been strong but you're really starting to see the team come together and connect um in all aspect of the game it seems that coach moer and his staff have gotten players in the right position and he's figured out sort of uh you know what he wants to do and where he wants his players and how he thinks his team um Can best play and so it's and here it goes we've got 19 seconds left and ball is just FL off the side of the foot Jordan has it she kind of had it now it's going the other direction we'll see this is going to be the seven six 5 4 3 2 one and the game has ended in a tie great game by East Long Meadow they don't win on the scoreboard but they certainly win on the field tonight we'll see you next time

thank you thank you commissioner my name is Clark McCall I live at three three five five Yellowstone in Ann Arbor thank you Commissioners for your public service work on the commission I am in favor of rejoining or requiring future developments in Ann Arbor for the all-electric I know it's expensive to live in Ann Arbor Rich environment and transitioning to all electric housing is all part of this big picture we the people of Ann Arbor are attempting to lead the ways often do and going all electric is part of our piece of leading the way it's part of our character thank you thank you and procedurally speaking I'm just going to back up real quick simply because we normally do people who are present and then call so I do apologize for that so for uh so let me just back up and ask is there anyone present that would like to speak at this time on a matter that is not on the agenda seeing no one we will go back to addressing the commission remotely is there any would you like to speak okay is there anyone that would like to address the commission remotely it's allele we do have one additional caller uh Alex Lowe you can unmute yourself and address the Planning Commission for three minutes on mute by pressing star nine six star six press star six fortunately I I'm on Zoom so uh so just have to press the unmute button thank you uh thank you folks um I really do like the idea of getting more electric and less gas in the city but I think that using that as a way to hamper into intermediate development is probably more harmful than it uh than it is helpful especially when we have to consider things like how long people how far people are going to be commuting Etc rather I would love to see the uh the city do something uh like uh starting to phase out gas stoves in all residents in all residences it's really clear and really science science showing how bad it is for inter indoor air quality Etc so this would uh this would help us to both improve our health and be environmentally friendly also I'm really I really like seeing the removal of the fars in D1 and D2 on on the table I just wish that we'd extend that to all zones the uh far better in my opinion if we just had no far limits throughout the city and started at sort of managing things by a number of floors and height thank you foreign okay with that we will close public hearing um this is number seven uh agenda number seven public hearings for the next business meeting um staff sorry we're moving quick [Applause] five tomorrow yeah book hearings to announce that will be um on the next Planning Commission meeting which is Tuesday October 23rd at 7 pm the first is for 1655 Plymouth Road a planned unit development PUD zoned parcel site plan for City Planning Commission approval it is be constructed creating a new intersection with Briarwood Circle East of Mall Drive rezoning from P Parking to c2b the site is 18.2 Acres it is the total site planned area of which 8.29 acres is proposed to be rezoned thank you with that we are moving on to section 9A of the agenda regular business this is a UDC premiums amendment I will introduce a petition Amendment to the unified development code chapter 55 of Ann Arbor city code premiums amendments chapter 55 UDC to eliminate floor area premiums provided in section 5.18.6 premiums and to change the maximum far of the downtown D1 core and D2 downtown interface in sections 5.17.4 mixed-use zoning districts a table 5.17-4 from up to 900 and 400 percent respectively To None the staff recommendations is approval so we'll move on to consultant presentation and I believe prior to that we have recusals from yes thank you commissioner chair Lee I'd like to recuse myself at this time based on involvement of a active petition in the D1 District so thank you thank you and with that I will also move to recuse self from this discussion as my employer owns property in the D1 Zone all right so we are now welcoming our colleague from Carla Wortman for a brief presentation um yeah oh thank you and good evening um um but tonight I'm here to talk about proposed tax amendments to amend the premium as well as a downtown so we um regulation however unless you've been exercising I think it's important to start this discussion with going back a little bit talking about the city and the Atlantic Christian has been working with us on CE uh January and I think the timing of this is really appropriate that your own computer is doing as well as a recent article um how started way back when in January was we started with a review and Analysis of the existing and of a particular importance of us of that process was to ensure that the current oh it helps to turn on the microphone doesn't it um I hope you heard my introduction okay thank you um so a particular part importance was to ensure um and and discuss whether or not the existing premiums were one consistent with the current city goals and policies and two to ensure or discuss how they were being utilized or how they were not being utilized based on the existing review of the premiums with both the Planning Commission and the city staff we felt that they were not advancing City goals and potentially stifling development the downtown that the city was trained to achieve so from there we work with the city in various stakeholders to one establish potential assumptions for these amendments to ensure that we were all on the same page working off the same sheet music with regards to what we assumed was happening in the downtown with regards to development draft policy options for the Planning Commission and others to consider vet those policy options with various stakeholders and community members present a UDC amendments for consideration and that's where we're at tonight it's considering an actual text Amendment to the proposed UDC with regards to zoning it's also worth knowing that this was not done in a vacuum Just Between the Planning Commission and the city staff in us we over the past eight months have gone out and discussed these options with the various stakeholders at multiple points throughout the process and the stakeholders I know I'm going to leave out a few uh included affordable housing community the Downtown Development Authority the sustainability community and the building and development community so they were all part of that discussion and getting us to the point where we're at today you can move forward so I'm not going to spend a lot of time on these assumptions because we have vetted these and gone over these in detail over the past nine months but it's important to note that we use these as the foundation under which we would approach the amendments to uh the the zoning District regulations but in summary basically the assumptions that we all came up as a group was there should be an equal equilibrium or balance of land uses in the downtown between residential commercial uh and other in office uses developing in downtown is more difficult and more expensive than anywhere else in the city since the last amendments of the premium in 2019 there has been an affordable housing millage which does support additional housing affordable housing efforts in the city but I think we recognize that that alone is not enough to meet the affordable housing demands a significant number of properties are ineligible for premiums in the downtown based on their location either in historic district considerations and or location in the flood plain the current residential Market in the downtown currently being built is either high-end low-scale residential or student rental and it does not provide the necessary attainable high density that we are seeking and attainable housing the downtown is important to address both current and future and of our residents needs and lastly current premiums are not being utilized to their potential due to a very variety of reasons let's just move on thanks so um based off those assumptions in going and working with the Planning Commission the various stakeholders there are three common goals that came out of what we were trying to achieve through this process and through the premium discussion first was increase the affordability of uh in the downtown with regards to housing and this is accomplished in two ways both through streamlining the development process but also increasing the housing Supply in the downtown the second goal was to increase sustainability again this goes more to the market side about increasing the amount of Supply in the downtown because this is where the infrastructure the jobs transportation in a mix of land use already currently exists to support additional housing and lastly increase the equity in the downtown both for supply of Housing and commercial but also enlarge the development pool of applicants that can actually develop and build in the downtown so those are the three goals that we started that were formed out of this whole discussion my next one So based on assumptions that led to these goals led to discussion with the Planning Commission this is where we're at tonight um it's funny because we had spent eight months to come up with pretty simple text amendments it's actually removing language not adding not a menu it's removing language so essentially it's based on these goals the proposed amendment is to eliminate far regulations from the D1 and D2 and regulate massing through setbacks and height in the second by eliminating far the D1 and D2 the need for premiums are eliminated and those are recommended for removal as well um what's the impact of these of these um amendments first off in our research of comparable communities we've found that most do not have premiums and most regulate Mass seen through either far or hype but they don't do it with both we found that eliminating the far and rather regulating through height and setbacks and other measures makes development in this town easier streamlines the process and makes it easier for City Administration as in part of the review essentially we found that utilizing both far and height was complex and not necessarily would affect the development massing in the downtown because what we found was far was not the limiting factor on development in the downtown it was height with limiting and restricting Factor so by limiting far you're really not affecting what can be built in the downtown we do note that we are not making any changes to the height exceptions for sustainable and affordable housing developments that provision the order and still still exists we're also not creating any new precedence In the City by doing this as you've already eliminated far considerations in the tc1 and again you regulate that through uh height and setbacks as well and lastly and perhaps most importantly the city now is undergoing to comprehensive plane process where the issue of height in the downtown probably should and could be discussed in that process in context of the larger City goals of what's trying to be achieved so again just to reiterate um the the regulations that are going to remain that we're recommending is from a masking standpoint still going to regulate massing through the character zones the front setbacks will remain there's no proposed change to that and the height restrictions will still remain so for that reason we do think that the familiar building forms you see today will remain since the building and massing and setbacks are not proposed to change simply we're eliminating the far as part of the equation and lastly as I know the height bonus will also remain as is moving forward as well last slide I believe um so it's also important to to when you consider zoning amendments important to consider what the implications are uh what the consequences are and what some unintentional consequences may be I've addressed most of these in the presentation but I just want to reiterate again one again most comparable communities do not regulate um via far and height they pick one to regulate massim and most do not have any sort of Premium measure in their in their ordinance we don't think there's going to be an increase in billable area since the height again is the mostly the limiting fact that we studied for the recent developments in the downtown however we do know it is probably likely that it's going to be easier to reach the maximum height because of those far restrictions are removed we are likely to see similar building forms because again we're not changing height massing or building front setbacks we anticipate a similar amount of construction that we see in the downtown to what we saw pre-me before the last round of Premium amendments again that's very contingent on market conditions and we just can't predict what that's going to be but at least we're limiting restrictions to design ordinance we do think there's going to be a number of dwelling units proposed and increase from what we've seen the last two years and we think most importantly perhaps is that the the diversity of the Downtown Development opens up too because we're lowering that bar of FBI requirements so in summary we are um recommending based on the direction from the Planning Commission other stakeholders to eliminate the far and the D1 and D2 and removed the premium section from the Udo as well thank you Mr Leo do you have a staff presentation um only very briefly and it's just to point out some of the resources that are available and as Brett did go Ben this is clearly not my night I'm just going to get that it's gonna get that out there um as Ben mentioned we started and kicked off in February with a Planning Commission meeting where we went over what our initial review and Analysis was and then we worked through meetings in April May stakeholder meetings in May and June we talked about Concepts and options about what to do in July and again in August and here we are before you the planning staff do recommend approval of the proposed amendments we have repaired the ordinance language for you to consider um um and as um I've mentioned we have done some analysis looked at pest projects um that have been recently approved say in the past 10 years both in the D1 and the D2 thinking about um that uh that what-if scenario and what if we did this um a few years ago and what would think and what we found is that most projects either got to the maximum far or if they didn't it's because they ran into the height limit and so with these changes the physical Skyline will probably not change now it will get taller because as new development comes online new buildings but these new buildings proposed are probably going to be of the same size and scale and all depending on the size of the site compared to what they have been um the market is asking for residential this is probably what we're still going to be seeing even though we are not having a residential premium these new developments will continue to support our affordable housing millage um and also just our downtown tax increment financing districts that and then those monies can be then used for other supportive for supportive things as they are intended um Ben and myself are happy to answer any questions um uh and but I'll stop there and let the discussion begin thank you so now we'll move to the public hearing on this item an opportunity for persons to speak for up to three minutes about the proposed chapter 55 city code amendments regarding downtown premiums excuse me well first call on individuals present to address the commission and then remote participants to speak during the public hearing remotely press star nine if listening by phone or use the raise hand feature if visit if viewing through the web link for phone access call 877-853-5247 and enter meeting ID 977-6634-1226 City staff will select callers who have raised their hand using the last three digits of their phone number or by name if available for those accessing through the web link you will hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet area and mute television or background sounds so we may hear you clearly for either method of participation please state your name and address at the beginning of your comments is there anyone present that would like to speak at this time foreign you can approach the podium thanks uh hello uh my name is Carson van fossen and I live at One Marshall Court in Ann Arbor and I'm just here to speak in support of the change to the far requirements or the removal of the far requirements um because it is one thing that I do believe even just like trying to read it myself it just seemed very complicated and if we're trying to encourage development downtown Ann Arbor which I believe that we should then that is uh removing those requirements is one way to reduce red tape and allow more housing units to be built for more people I'm just giving an example of a say that's not quite as equivalent to ours but I see that's also thought about re doing its res or about changing its zoning in Minneapolis they recently completed a well it's been several years since they completed a change to their zoning process that increased ifar limits and that City in the past you know five or so years has had like the lowest rate of rent inflation in the country so in Ann Arbor where rent is so high as it is I do believe that this is one way of helping to reduce that or helping to reduce the future burden on people so thank you for allowing me my time to speak and that's all thanks is there anybody else present who would like to address the commission um you're not getting more um but my concern is sustainability yes you can build your way out of the highway by increasing Supply your use pressure on price am I on now yes to week to recap I support this but um so uh yeah you can build your way out of a housing crisis or at least reduce pressure on prices um so rewarding that with greater height makes total sense but you can't build your way out of a climate crisis unless it's Net Zero Energy any new building will add carbon to the atmosphere and the bigger the building the more carbon yes density age sustainability but marginally compared to the impact of burning gas I've crunched the numbers that's why at 0 assumes that all new construction starting in 2022 is Net Zero Energy including no gas right now the sustainability component consists of solar sustainability exception height exception consists of solar panels covering 60 percent of the roof space and if the building is not fully electric at the time of construction it has the capacity to achieve full electrification at a future date that's not good enough to align with a20 and to avoid adding emissions we should only allow extra height if there is full electrification at the time of construction and Net Zero Energy and include both the and developers should include both the affordable housing and sustainability components for that 30 height bonus not just one or the other we can't put up buildings that lock in decades of carbon emissions and certainly not be incentivizing them to build even higher um maybe that would have made sense 20 or 30 years ago but not now our carbon budgets are dwindling for any future that we care to live in um to conclude yeah I'll prove these uh the fire removal in D1 and D2 um but um to get to go to get the 30 additional height require both affordable housing sustainability components not one or the other and change the definition of sustainability to include Net Zero Energy buildings and no gas at the time of construction thank you is there anybody who would like to address the commission remotely yes we have one participant Alex Lowe you Alex Lowe you may now unmute and address the Planning Commission for three minutes I want to say again that I support this I think we should be getting rid of all far restrictions throughout the city I think that we should be massively liberalizing our height restriction restrictions in general and I think that if we really want you to tackle the uh the uh the environmental damage caused by buildings uh within us our city that is mostly constructed already we should be focusing on how we can make those existing cases uh uh or environmentally friendly for uh for example instead instead of making situation [Music] Let's uh rather focus on yeah if you also people parking you're gonna have to start paying annually for the environmental cost of that bargain thank you thank you there are no other participants or callers um for one last chance anyone on Zoom who would like to address the Planning Commission at this public hearing press star nine to raise your hand or raise your hand um again there are no hands raised all right then I will close the public hearing and I'll read the proposed motion the Ann Arbor City Planning Commission recommends that the mayor and city council approve the amendments to chapter 55 unified development code to eliminate the floor area premiums provided in section 5.18.6 premiums and to change the maximum far area ratio as a percentage of law area of the D1 downtown core and D2 downtown interface in section 5.17.4 mixed use zoning districts table 5.17-4 from up to 900 and 400 percent respectively to none moved by commissioner Mills seconded by commissioner weish we are in discussion is there anybody who would like to begin our discussion commissioner Mills I um I think I said this last time or the second to last time we talked about this I want to complement this process and that we really started with making sure we shared the same assumptions um and I think that the tweaks to the assumptions actually were really useful and helpful I appreciated then that we had goals that we talked about both on commission and in the stakeholder groups to get kind of what are the priorities associated with this um and I appreciate too that uh the solution arrived at is The Simple Solution uh subtraction rather than an addition and I think that's really elegant and um I think that this will make for clearer better code that I think will achieve our goals and uh I think this is also a just a a good reminder to all of us that if something's not working just because you draft it doesn't mean it's cast in stone forever that the zoning ordinance is a living document and that we should be evaluating it to make sure that we're getting what it is that we want and I I think it's great that we were able to do that here so I'm looking forward to supporting this commissioner Weatherby just like to Echo that I feel a little bit like I fell asleep and woke up four years later and we're still talking about the same um because when I was last on Planning Commission we were just about to approve this and uh now here we are approving a different version of it and I actually think it's great because as uh commissioner Mills points out you know it's been a big four years things have changed and what we the Our intention is pretty much the same we want more affordability we want more sustainability but it's just we're thinking of it in a slightly different way and it's great that we're making these changes to make that process better so I think it's uh it's a really good thing and something that we should think or other processes that we do processes that we do because looking at 50 year old documents to plan the future is probably not ideal commissioner dish so yes I'm I also want to say that the process has been terrific and I think the output is great but I have a couple of questions and part of that is just because one of my roles is to be able to make sure that I can explain this to the public and so I have to make sure that I understand it really really well um so but so one of my questions is going to be just nailing how much we have actually changed with this subtraction but another question which is probably easier is you're in your report at the end in the summary part you note that you are seeing multi-family residential development throughout South thousand Southeast Michigan and that there's lots of financing for that and I wondered if you were talking about student housing or all kinds of multi-family rental housing um so we work throughout Southeast Michigan Ann Arbor um take this in a good spirit is a common anomaly for compared to a lot of places in southeast Michigan um so we're seeing a significant amount of of housing multi-family housing throughout the area that we work in it's not student housing it's it's it's mostly market rate housing um we've we've seen very little student housing outside of the Ann Arbor City area some of the surrounding townships we work in we still a little bit of student housing but outside of that area we don't see any student housing it's it's it's market rate multi-family housing in most these communities and every everything from duplexes all the way to higher higher rise or multi or mid you know mid-rise apartment types developments okay okay that's great that's that's good to hear so we are anomalous in that um okay uh so I am trying to understand exactly what simplifies the premiums over the current model and I I think that clearly one aspect of it is by removing the far by by ceasing to link or ceasing to um offer premiums that are calculated in terms of far but linking directly to height that is a simplification okay um you note that to qualify that some of the things that are cumbersome about the current process is that to qualify for premiums currently a developer must provide affordable housing and or achieve Leed certification so am I incorrect that this will still be the case except that a developer will be able to provide a hundred percent payment in lieu under the new rules that we are adopting so yeah so the recommendation is to eliminate all premiums right so the the affordable housing in the unit or forward housing in lieu is removed other than if you go for the height which we didn't spend much time studying in depth through this process okay so where we started was look at the premiums tell us if they're working if they're not working why not and through this process it's been an evolution if you told me nine months ago we would have ended up here today I probably wouldn't have thought that to be true but one of the fundamental things with zoning is make what you want easy to do and from everything we've heard and everything we discussed with the community and the Planning Commission easier process simplifying the process opening up the field to other development Community is a good thing and the easiest way to do that is to eliminate unnecessary or burdensome regulations okay so let me try it by removing so not adding not amending not changing but by removing if nothing else you're moving a burdensome cumbersome regulation that that stifling the goals of what this community is trying to achieve okay so in the in the offered us a couple months ago which was a great question I'd go back a couple months ago here no I will remind you um you you stated and you you restated in this memo as well that we were not seeing buildings maxing out their far we were seeing them maxing out height so height is limiting density correct so yes these reforms eliminate premiums but they also make they also I don't know if this was always the case but they also say that the 30 percent additional height that's available elsewhere in the city for an affordability or a sustainability component is available in the downtown correct now if projects were maxing out height under the current regime that suggests that more height is desired than what our height limits right and so we may have eliminated the old scheme of premiums that was linked to far but because we have an increased height at all we are making it likely that people will still need will that there will still be a desire to have a height increase which does call premiums into play they are city-wide premiums no longer downtown specific premiums no longer tied to far okay um if if first the question if you were just making sure to establish an understanding I will stop but if you were looking for some clarification I would say that um most projects downtown have used the premiums so first up but the base far is fairly low about half what most projects are and then so all most projects have used premiums so um right there we are making it easier there's no magic formula to unlock more development we are just raising the bar saying that 400 percent floor area ratio in the D1 core or 200 percent in the D2 that's not the we are raising the bar and we are raising it to kind of what the developments are that use premiums so we are we are right off saying bigger is better we want density and we're going to make it much easier for you to do that regardless of your use and we've removed the barriers you don't have to achieve two points in an old version of lead and you don't have to provide affordable housing affordable residential in your building you don't have to get lead certification so we've we've made it just plain easier much more intuitive someone can call up and say I've got this address and I can say well whatever building you can fit under maybe 180 feet or maybe 150 feet so that's what we are saying it's making it easier we're probably going to get the same buildings in the end the skyline will look very similar it's much easier to explain tell me your address I'll tell you your zoning district and this is your box that you can that you can build in so we've reviewed removed a lot of that complication we will not be getting any affordable housing contributions in lieu because there's no requirement anymore right right unless they want unless they would like even to exceed the height but we've made the first step much easier there's still a second step if they really want to go big but and I does this at all yes and can I ask you one more thing because this I was sort of afraid to say because I thought um I was way off but based on your response I do think I understand it well which is that in order to even reach the max height that was allowable they were needing premiums because far was capped or our base far was so small that you just couldn't go up to 180 feet unless you took that you took the fvr far premium and then you didn't actually even max out on all the far you could have because the height kept you right yeah yeah it is unclear if they didn't max out just because that was the design and they were very happy with that or if they would have liked to go to go more but um to meet our goals of um making it much easier but knowing there has you have to draw a line in the sand somewhere so we're the height limit Remains the massing the building articulation the modules setbacks and so forth they remain yeah um but just the then the additional layer of what's the maximum floor area right that's been released so to achieve the maximum height that has always been the maximum height they no longer have to access premiums for the height on the books for the height that's on the books right correct and should they want to exceed that height they can through premiums but the premiums are they're no yeah the city wads are premiums they're yeah they're labeled as um exceptions to exceptions we are eliminating exceptions to height limits I I suppose one could it's one could one could possibly Nuance but I was just going to say one definition of is yes one could call it a premium but it's not a premium like with a capital P all right it is a it is a different it's a premium it's a bonus you gotta give up something as you affordable how you provide affordable housing or sustainability to get that additional that exception to the high limit okay that's we're not recommending that be removed that that stays on the books right okay I will I will correct my semantics and I do think that I understand in principle fully what we've done and I I agree with something that commissioner Mills said last time which was we've really made this a lot easier to get even the height that we were already allowing so that's good thank you thank you for that that's really helpful any other comments for discussion um I just had a question for staff I noticed in the staff report um urging a quick consideration of section 5.18.4 exceptions to height limits and I noticed that in that recommendation it lists all of the kind of built elements that we might consider and I wondered um but it doesn't list a consideration of the sustainable and affordable housing development part of that um ordinance and I wondered if you could maybe just share with us a little bit about the rationale behind that the rationale would be because it has not come it has not come up yet I heard tonight I think it's a great idea our plan as staff was to work with the ordinance revisions committee at their very at their next available meeting which they have a meeting in September that has been booked and they will be meeting again in November and so we have a discussion in November about uh draft language and it could come up there should should it be expanded um because it's a more of an idea it's not a proposed amendment yet it's all on the table great thank you commissioner watch and just to clarify what we are potentially bringing to orc is removing the mechanical equipment from the height consideration so that a developer doesn't get penalized if they have to have an HVAC that's at the top of the building and they're already at the maximum height and such they'd have to take out a floor of housing like a a story of housing in order to get back within the requirement so we're looking to not yeah that is that what we're looking at I'll ask the question that way sorry correct we any other comments all right I think we're ready for a roll call vote all right um sorry skipping commissioner Lee um commissioner Abrams yes commissioner white yes commissioner Hammerschmidt yes commissioner dish yes commissioner clerk yes commissioner Mills yes and commissioner Weatherby yes there are five affirmative votes the motion carries thank you that's seven seven but the motion still carries um we're going to take a brief pause to welcome commissioner Lee and commissioner sovay back to the chamber [Applause] um I I saw a flash oh that's Matt I proposed maybe a one or two minute break all right we're going oh here they come here perfect [Music] all right I am back so we will move on too oh thank you cool yeah yes all right we're moving on to section 9B regular business this is 35 20 Green Court a plan unit development text Amendment for city council approval the proposed amended supplemental regulations will expand the permitted principal uses of the Pud that's the plan unit development the permitted principal uses would add medical and dental offices expand the definition of hotel and would permit development of multi-family residential housing which is currently excluded this PUD District includes 35.26 Acres staff recommendation is approval and so we will move on to petitioner presentation all right thank you good evening Mr chairman and Commissioners it's a during that time we served as a model for other districts who sent Educators to observe since then there has been a patchwork of programming including a partnership with the Batavia Park district and the current half day enrichment offering Batavia has gone from one of the first districts in Kane County to offer a true full day program in 2001 to one of the few districts not having it during the last 20 years our Young Learners have experienced increased academic demands and related social emotional needs unfortunately our kindergarten students receive an education that creates an artificial separation between these two half the day is spent in enrichment with play-based exploration taught by persons identified as instructors who are paid 17.64 cents per hour the other half of a student's day is dedicated to academics taught by an educator identified as a teacher and compensated as such however this intentional division of programming does not support the fact that young children need play and exploration and Views throughout their day to optimize learning our five and six year olds and some four-year-olds in August on their first day of school have to start learning how to navigate between two different classrooms in which the work and performance expectations are different they also immediately experience Four midday transitions at 11 30 when a second adult comes into the kindergarten classroom to supervise them for 20 minutes then to lunch recess for 40 minutes then back to a supervised setting with a third adult for another 30 minutes and finally to the enrichment program at one o'clock with a fourth adult their instructor other than the 40 minutes for lunch recess there are 50 minutes of instructional time being lost it has been said the Batavia provides educational equity for our students however this is not true for kindergarten because they don't receive six hours of daily instruction by a certified educator who is employed as a teacher they receive only 42 percent of that or two and a half hours a day my question to the school board is this how can our kindergarten students receive more than two and a half hours of instruction per day provided by a certified educator who is employed as a teacher to achieve educational Equity with students in first through fifth grades I invite you to come to McWane particularly between the hours of 11 30 and 1.

2023-09-20 Middlesex County, MA YouTube / WACA-TV Ashland transcript source: youtube Board of Health Meeting ( Tuesday, September 19, 2023 · passage 2
um do you want to take this Raj you know I'm sure yeah thank you and we have Alison from Marathon mobile so I guess what has happened like you know they're looking uh for a transfer of a tobacco permit you know uh they are actually the owners of that property now uh earlier they have rented it out or I guess you know they bought it in 2021 to my understanding and uh there was a uh tenant they have you know or earlier Mr Muhammad I guess you know who who owns the store part of it you know he had a waiver from the board you know given its proximity to to the Middle School uh to have the tobacco permit you know so right now it's just a transfer that uh they're doing from from them to uh to the owner themselves you know so they'll be operating the whole thing you know the gas station the store as well as the repair shops you know so they are just here for that extension of the waiver that was granted maybe a couple of years back and so and right Allison if you wanna you're gonna put something you know or if you're gonna say something uh okay okay so Diane I know you're you're here probably for this yeah I know you want to say something so why don't you tell us what you think well I I mean I'm on the meeting uh former Marathon mobile um just to show support for local business and you know I know that yeah being on the board um the board is given the waiver in the past um I just thought I'd be here for support um friends with Allison husband Anthony but um I think they'll run a successful business there and I don't think the board will have any problems with tobacco products being told to mine is even though the close proximity of the school yeah well correct I know when we were you know when Chris you know redid the um the regulations they weren't meant to decrease the value of the business and they had already been you know grandfathered in way before those regulations were were even newer regulations were written so at least that's as far as I remember um any other board members have anything to say Jay Barbara Ed so I do um Allison I don't know if Allison and Anthony are also won you know I also want to support them um you know I know they're going to be great they're going to be great they've already great business owners on the um vehicle maintenance side but I just want to make sure and I I know they're going to do this but just you know they're probably gonna hire um hopefully some youth in our community too they're probably going to be working at the store I just want to make sure that you know you guys make sure that they are properly trained and that they're carting everybody so that you don't end up with a fine and in front of the board later on that because I probably know you're going to hire people in the community yeah did Allison or do you have anything to say or looks like you want to say something we actually can hear you you know so I yeah I can't I can't hear you how about what now can you guys hear us now yeah yes okay sorry about that yes so we're Anthony and Allison fiorenzi we are the new owners we took over uh about two years just over two years ago so we the it was leased the store was leased out before their leases due to expire the end of October we're just looking to yeah take over everything and keep it as is basically um you know go about everything how we should so we're just looking to keep the business going as is yeah and absolutely I'm uh yeah I'm sure great job and you know Raj is there for any um you know any training materials or or um advice that you might need you know for probably the young kids that's typically what we see unfortunately yeah you know we you know uh you know a high school kid unfortunately sometimes doesn't card somebody that seems to be the most you know consistent way that that uh you know underage get you know kids get cigarettes so just a shame because the fines are pretty stiff now you know we don't control those that state patrol then they started a thousand dollars so you know we hate to see you know any business have to you know suffer that you know especially now you know it's not like you're a big corporate thing you're your own you know entity so um you know um Barbara I think you're you have something to say um no um you know I'm just like Oh I thought you were and your muting was off and oh yeah no okay Jay and Dave anything I I I I guess not I mean I didn't see anything in the regulations stating that um you know that this couldn't be done with the transfer to a new owner um and that's what I was looking for because I wasn't an author on the original I wasn't part of the original uh regulations as they were written up um right so nothing jumped out at me and I thought that you know maybe something would come out in this meeting but I mean it sounds like there there seems to be support so uh if I'm hearing that correctly so um Dave uh no I'm I'm good I mean obviously um you know the regulation is there to to just um make sure that that uh there aren't any uh transgressions around uh the sale of uh tobacco products to minors so as long as that is the way this goes then then I'll be happy okay all right anybody like to make a motion to grant that waiver so I have to just pull it up yeah I'll make a motion that we Grant the waiver to transfer the tobacco license um to Marathon mobile to Allison and Anthony fiorenzi okay anything seconds yeah okay that's great all in all in favor aye aye hey all right all right yep looks like that passes five nothing right well congratulations with the business and best of luck with everything thank you thank you all for your support we really appreciate we really appreciate the support yeah yeah of course thanks die you wanna stick around just to reminisce for all times or you think you got better things to do you know I think I'll stay on and listen for a while okay well that's good because you got to hear Raj talk because he's up next with the health uh director's uh agenda go ahead Raj thank you Dr Ron uh uh first one the housing case is uh adjustment Place Apartments uh uh the roads thing is still still going on we picked up a new case there uh 14 joint Drive number seven I was out there Thursday to do an inspection uh that that apartment have activity the apartment that was there before the board you know 14 join Drive number six uh I did a reinspection they still have activity so uh still going on you know I'm addressing with the management only good thing is right there dumpster area is very clean you know I I did inspect that also you know so keep the board posted on that 137 Pawn Street I did had a phone conversation with the AG's office uh and they they'll be sending the owners a two weeks uh letter stating you know that they want to respond within two weeks or they're gonna uh do further enforcement or you know uh or probably bring it to court you know so and they'll be sending me a copy of of the letter that they'll be sending it to the owners I'll forward to the board you know once I receive that so this is where we are at with 137 I did the an inspection back at Mill Pond also you know at the same number room five uh I didn't didn't find any any live bed bugs but I did find seven eight of the Dead ones in the traps you know so and did talk to the accupant there you know she was kind of happy you know like she have not seen any activity but uh given how the dead ones was there and I guess Friday the pest control company was back after two weeks you know their report also said uh that there was activity in room five I know the report that came to the board you know didn't had that number five room in it you know but I have to call call the management you know to to get that rectified and there was not also uh the date was not also there you know Dr J mentioned that you know so I will forward the new report to the board you know so there's still activity there you know but hopefully resolved you know and other than that the restaurants you know uh there are a couple of uh restaurants that changing ownership one is Marathon mobile they have a retail permit from us and the other one is Dairy Queen you know that that's Changing Hands you know to my knowledge uh our beaches are still posted you know uh I um this week I didn't get a report but uh uh as for the last two weeks you know the beaches were still posted with the arbor virus first West Nile Virus uh so far in the state we have 131 West Nile positive water samples and three cases uh but uh with Triple E now we have 12 water samples that is little concerning to me you know looks like we might have another maybe three weeks you know before before the first hard Frost you know so hopefully don't see any cases you know on on the Triple E front but for right now we we don't have any in the state uh we finally got you know compliance with the abandoned pool on Cedar State uh I did last inspection a week we can have back it was all cleaned up you know what a drain but I'm still gonna keep an eye on on the pool with the landfill we we have signed the contract with landfill it's all executed you know uh they they should be out this week probably or early next week to do to do the monitoring you know because we we're almost end of September and our report is due now uh like end of September the report is due to be submitted to the dep th uh with the flu clinics we already did two clinics for the flu with the Pine Hill Pharmacy we have five more lined up as of now uh the next one is October 10th uh for the flu and additionally as I said send a email to the board today we got 40 flu doses you know from the state uh that is for under 19 and uninsured people uh so that will be doing some doses tomorrow with our childhood vaccine clinic and if anybody needs uh you know under 19 flu dose or you know if it is somebody's uninsured these doses are just allotted to under 19 and uninsured people so we will be happy to uh accommodate that other than that another covet booster is uh is approved now authorized from some both FDA CDC uh if it is if it comes out you know readily available before the October 10th uh Clinic we're gonna probably do a covet Clinic with the flu uh it's approved for six months plus you know So for anybody um who is over six months can get a booster dose last item uh disease investigations we this month we have dealt with four different cases there was two cases of baby seosis uh there was one case of typhoid fever salmonella typhi and there is one case of grdscs that we are currently dealing you know the the kid is in an our elementary school and he's out of school because of that uh both both the salmonella taifi as well as Giardia seeds is both foreign travel cases so we we're not concerned you know the web series bus local cases you know but they are both and I guess I'm open for any questions now I have a question for you Raj or a comment um so regarding vaccines the Latino health insurance program which is the organization that was doing the follow-up for the ram Clinic um Dr Milagros Abreu runs it um she was asking me and I'm looking at a text right now um if the Board of Health or um the town of Ashton would be interested in initially the term she used was collaborating in what I asked to have her elaborate on that um collaborate on vaccines I think what she meant was make referrals and her her communication to me was that she the lhip can support events or receive any referrals for anyone needing free covid-19 flu or child vaccines via walk-in service Mondays through Fridays and um so I told her that I would bring it to the board into your attention that if we at anybody that for whatever reason we couldn't service that maybe we'd be able to refer them over to lhip um yeah please go ahead go ahead sorry about that no just I wanted to say it I'm happy that Ed Berman's here because I I don't know if he has any thoughts about that too but um just wanted to get your thoughts on that yeah and then Raj you know if we don't use those 40 doses um maybe we could call Milagros and transfer them before they expire um just in the in the event we don't use all 40 that way next year we'll get the same amount again absolutely Mr Bowman you know I mean we plan to use and get more you know that that's the plan for right now but you know you know like uh we had a little thing with with the Latino Health when we was trying to give them the DTaP and they they refused it straightforwardly you know so that's because they had so much of it right you know but like uh Dr J will be happy to collaborate them and that that's a great great thing you know like you know but if we have any anything we we cannot service you know or any any more kids you know uh will definitely do that you know so why we can do this if you wanna if you want to put me in touch with Dr you know you know yeah and we'll we'll go from there and we have two Public Health nurses you know right now Jessica and um Mr Lander you know so we we can do that and I you know we can coordinate that but that that's a good news you know any any collaboration for for vaccines you know we we are here to vaccinate more and more kids you know uh that are out of school so that'll be helpful do you want me to set up a meeting with you um or just put you in touch by email no we we can do we can do a zoom meeting if you're available you know yeah yes that'll be helpful you know so we can we can do it on zoom in person I'm comfortable either way you know so okay and I'll see if Jess and Kate is available too so they can be on the meeting you know but uh please put something together with definitely love to talk about that yeah that would be great and Ed would you want to be invited to that whether or not you could make it um I can invite you yeah that'd be great okay and so I'll I'll do that and then um Raj if you want to just then send in any invitation that comes out to Jess um and and anybody else uh feel free to do that I will do social yes okay okay very good okay all right that's great anybody else no okay again move on to the consent agenda which is to review and approve the Board of Health meeting draft minutes for September 5th 2023 and fiscal year 2024 year-to-date budget report um anybody have any questions on those no no okay anybody want to make a motion to approve the consent agenda as written yep I'll make the motion a motion to approve okay agenda as written okay wait any seconds again okay thanks Dave all in favor aye okay okay looks like that passes five nothing thank you and uh item six um any future you know items that anybody wants to talk about next meeting which I'm assuming is what is going to be let's see what October 3rd so it means we must be the third and the 17th next month um which is exactly what that says and anything pressing I I've got something maybe that could be on the next agenda or maybe the meeting after that um it involves Ed Berman um Ed um I don't know if you've had a chance to talk to Keith Tech about how things went with the ram clinic but of course what I'm getting at is would they be willing to do it again and maybe we could discuss that here not with them but you know the board um I have a board meeting coming up um uh the first week in October so I could um I I could bring it up and uh I'm sure they would say okay okay so maybe after that then we'll discuss it here Ron yeah I think the next meeting whenever whenever you want let me just hold on the next meeting for the board is let me pull it up for you [Music] October 2nd okay very good so we can we can tentatively put it on for the third and if you don't have anything we'll have it on for the 17th perfect we'll just keep it on so if you have any info great and if you don't that's fine perfect okay is there it so all right Laura knows all she'll put it on that's correct Laura we have a meeting on the third for some reason I thought it was the second Tuesday of uh first and third like that for years and I still can't get it okay sounds good yeah okay all right anybody have anything else Barbara um well just like you're just talking about seeing if we can get the Ram I don't know how everybody thinks about this because I know um with um my other group with area you know we've been trying to help um you know the the few families that are in Framingham um you know that that are homeless with you know like simple stuff like clothing like day-to-day stuff and I know we have them in all mostly most towns around us so I you know I just wanted to make a comment like if we get their Ram coming around because I know I went to see them last Friday and I know um right now the state is helping them like even with the vaccinations because I know we had talked about that with Rush um the state is helping that but you know just to keep in mind because they're all around us Marlboro Framingham um not pro I don't think we have any families in Ashland yet um but just to keep in mind because if you know big big they need the support yeah and if for as far as RAM goes the in the the services that they offer um you know these folks would would need to show up at the clinic of course um but the next time we're going to be able to do this would be August of next year so it would yeah yearly thing yeah um not any more frequent than that yeah now that having said that there are um several free medical clinics there's Gratis Healthcare there's the Edward M Kennedy Center okay there's the Metro West free medical clinic and then of course there's the Latino health insurance program and those are just the ones that I know of yeah and there may be more um I would I would definitely refer people to those organizations okay yeah very helpful Barbara I just want to add for the vaccinations you know we can accommodate as number as many people as you know if if anybody you know working with them in Framingham I I am aware that we got a couple of families already that I was in that clinic that we vaccinated uh you know part of that group you know but like if if you if you have any contact there you know with the vaccinations I will definitely take care only other thing that we have available right now is free uh appointments you know for physicals if any of the kids need free physical I have the vouchers that I'm happy to give it to you or you know the families you know uh thing it's it's with convenient MD yeah there's a pharmacy they they have a location in Framingham as well you know so I can provide as many coupons or vouchers as anybody needs for free physicals you know if uh that that can be a requirement okay thank you absolutely yeah that's great thank you information that was helpful thanks okay anybody else with anything nope okay anybody like to make the motion to adjourn I'll make a motion that we adjourn okay Barbara and I are always that means that means neither of you can second it any second from Jay or Dave you know okay all right daddy do you want to say one last thing since you're on I just want to say good to see everybody but I also saw the statistics on the ram clinic and I just wanted to comment a great job to the board for doing it uh I I appreciated I wasn't able to be there myself but I appreciated seeing the information about it and good job yeah thanks Diane yeah that's really you know Jay and Ed and you know Barbara was there both days and yeah and uh Raj was flying around all you know both of those days too so you know it was really those two guys you know and some of the other members you really brought in to help I can't believe you're going to torture yourself again and do this again next year but I'm glad you I'm glad you were able to get in with the that they checked the license and all that at the last you know the 11th hour so yeah yeah that was right yeah he actually I think he just trusted me yeah oh really hey whatever works I showed him a card I don't think he he would have just figured so yeah yeah we could use all the help we can get you know yeah that's good yeah so anyway all right all right well great guy thanks for coming on and showing your support you know to the new owners for sure and thanks for all your previous help with the board and the tobacco regulations in particular good to see everybody thank you have a good night yeah you too yeah thank you good to see you right so yeah so we'll have to second that motion and everybody did all in favor all right all right okay I think we did that in case we didn't all right that passes good to see everybody um and we'll see in a couple of weeks Raj I'll talk to you tonight okay thank you everybody good night thank you everyone okay good night bye

2023-09-20 Washtenaw County, MI YouTube / CTN Ann Arbor transcript source: youtube Ann Arbor Planning Commission Meeting 9/19/23 · passage 3
how we got here tonight is that we um well first I want to thank Matt and your staff who have been incredibly helpful throughout the process and really available and really responsive so I want to I want to thank them but we started with Matt last year we appeared before the Planning Commission in October of last year we presented the the project that we're talking about tonight subsequent to that meeting there was a citizen participation meeting that was on May 2 2 there were 651 residents that received a notice of that hearing and there were really only three attendees one of which was a representative of the parcels there hasn't been a ton of neighbor involvement there were a couple of comments that were received those comments were generally in the nature of questions about the proposed use of the vacant property in the Pud and then following that meeting we finalized the application we submitted that to staff for review in June and substanted review suggested a few minor changes and subsequently this meeting was noticed and so with that let's jump into quickly a very brief overview of the project the project is in the red box that's shown here it's northeasterly of downtown Ann Arbor and northeasterly of the University of Michigan's North Campus slide please thank you it's zooming in further it's located between Green Road and US-23 just south of Plymouth Road it's generally surrounded by commercial and multi-family properties on the South Commercial in the North next Slide the uh yeah zooming in all the way we see there's five Parcels in the Pud it comprises a total of 35.26 acres and each of those Parcels is outlined here next slide and then uh here's here's a good view of sort of the current conditions at the site for the parcels are presently used for an extended stay hotel and Commercial office purposes Altera moans one of those commercial office properties it's kind of the bottom left property and it also owns the remaining vacant lot which is a 7.16 acre property it's the top left there of the picture we are not presenting a site plan for that vacant parcel tonight instead we're just proposing some text revisions to the supplemental regulations those have been reviewed by staff and I'll quickly expose explain those changes now next slide please Matt um first the changes would allow medical and dental office uses in addition to General office uses hotels in addition to Extended Stay hotels and multi-family residential uses we believe that these uses are consistent with the character of the area compatible with the other uses surrounding the Pod including the multi-family that I mentioned to the South earlier and we think that incorporating medical and dental professional office uses along with general office uses is much more consistent with your current UDC which of course does allow those sorts of professional offices in general office in the general office District um next slide in connection with these expanded uses which would allow multi-family housing we've heard of course that the provision of affordable housing is important to the city we studied the UDC and we noted that as shown here the UDC requires that if the fire is between 75 and 100 then 10 percent of the total dwelling units must be affordable housing dwelling units and if the far is more than 100 then 15 percent of the dwelling unit is supposed to be affordable in our proposed supplemental regulations we would increase those figures from 10 and 15 percent respectively to 15 and 20 percent respectively which provides a public benefit and although not noted here the supplemental regulations would allow that requirement to be satisfied by payment of affordable housing contribution consistent with the formula that is established by the city council by resolution annually or by a combination of affordable housing units and a contribution so to clarify we're proposing to provide five percent more affordable housing than is required by ordinance next slide and finally the proposed text changes would incorporate the city's more current development standards relative to things like Landscaping lighting and parking and also increase the permitted floor error ratio subject to the affordable housing requirement that I just mentioned um an example of those more current standards is the city's uh is that the city's owning ordinance now requires down directed or so-called that Dark Skies type lighting to help prevent light pollution and those sorts of Provisions are Incorporated by reference to the UDC many of these changes were suggested by staff helpfully we agree that these sorts of you know primarily dimensional and sort of you know construction guidelines will help to ensure that the property is consistent with your current zoning ordinance and that the property is not underutilized um slide so to conclude there have obviously been a lot of changes societal and demographic since this PUD was initially established in 1998 it's resulted for the need of different types of development changes in the way that development is done in the city there's obviously now much more emphasis on creating a walkable and bikeable Community than was the case in 1998 and of course the proper utilization of infill property to prevent sprawl is is um is much more highlighted now than it was previously we believe that these proposed abundance will bring the Pud language up to the state of the art make the property more useful to meet the current needs of the city and to ensure good and efficient development in the Pud we were also pleased to see that the staff supports these changes and so for all these reasons we ask for your recommendations recommendation to the city council in favor of these changes tonight and Tracy now will be here to answer any questions you have thank you thank you and now we will go on to staff presentation Mr Kowalski good evening okay so a petitioner did a good job of summarizing up really the basis of why they're here tonight so as I indicated it really started with the request to add a multi-family use to these um to the district and again I want to make sure that it's clear that we are talking about the Pud this the entire District that you see on the screen here so again I mean we tend to maybe focus a little bit more on the vacant parcel because that's obviously most likely the next one that would probably be developed however these regulations do apply to all of the properties within the Pud District so again it's multifamily was is specifically excluded from there um it was it was one of our earliest puds it has a really interesting mix of uses um that uh if many of which we kept because um I think one of the benefits of this PUD is really a unique diverse mix of uses that we don't allow anywhere else I mean there's light industrial that's allowed here if you read that it exists you know craft manufacturing um it says like glass making there's really it's like I said I've never quite seen one in those uses like I said we're kind of uh they're quasi manufacturing and things so we wouldn't allow those with any other typically with residential type uses um and I don't know why exactly that is put in there from the beginning yes oh sorry Mike your mic oh I gotta move it a little closer thank you thank you thank you um didn't have my glasses so I saw you leaving so again a diverse bit of uses so that's that goes to one of the public benefits we also felt this staff that it was a reason why we preserved those uses although they're not really being utilized now that's truly something that unique that we don't have in other uses with residential office again things that were excluded like medical dental offices um I don't see why any reason why we would exclude those going forward um it it had other unique extended stay hotel again to us a hotel is a hotel um if that doesn't really matter uh and then there was numerous other items that were in the previous supplemental regs that again we don't we don't have a supplemental regs currently nowadays these were many of the requirements that were typically now in code things regarding landscape buffering um access there's other items like that the um and also there are some design requirements things that were a little bit more vague that would be basically impossible for staff to enforce saying things like the new buildings plan there have to meet the common theme of The District I don't know what that is so we removed a lot of non-substantive what we would call and hopefully plan a commission agrees items through here which again are unenforceable at the end of the day we've also tried to bring it up as was mentioned to some of our current standards you know removing there's there's no parking minimum uh there is a parking maximum they're uh again updating some of the uses within there let me uh the far limit again was was lifted that was also kind of a comment from Planning Commission initially when we uh presented this back as a pre-pud concept meeting was a comment regarding the far as well as the affordable housing that was something that as you know now affordable housing is a requirement in the PD however the petitioners have offered to go above and beyond that to increase the Pud and increase the affordable housing within the Pud and again that would affect to any that would affect any parcel that's being developed within the district now and that would be above the base far of 75 percent um so again currently like existing puds and the reason why the 75 was chosen that was the original uh we flipped all the way back through the original zoning it was an orl type of zoning back then so office research light industrial basically and that was the original far limit what's in the district now is 40 which I mean I think most of us probably feels pretty low for Parcels within the the or you know the the city um so we've obviously reduced or sorry eliminated that the height limit has been increased a little bit from four stories to five stories 65 feet so previously four stories and 50 feet now to 5 and 65.

thereafter consider visiting with our enrichment and kindergarten teachers before after school to gain further clarification I believe the district should prioritize a return to True full day kindergarten free of charge as soon as possible and not wait until the 27-28 school year this will create educational equity and provide the essential time for foundational learning our students educational lives depend on it and we owe them more than two and a half hours per day of certified instruction from an educator identified as a teacher who is compensated as such thank you all right next is that was it Holly right nobody else okay thank you next is BPS Partners Bea Todd Swanson hey Todd how are you today hello everyone happy September this past month has been a very busy one one of my first orders of business this year was working with admin to make sure our district committees and Leadership teams are fully staffed and represented and thanks to our new collective bargaining agreement the be each committee has a Bea co-chair to help lead these committees alongside the admin co-chair this brand new concept is one that we hope will provide more transparency and voice in the organizational structure of our district committees and speaking of new committees Tom and I both have been working together to ensure our committees are ready to function as collaborative teams this year one new collaborative structure that has not yet met but one that we are both focusing on together is the DCC which is the district district coordinating Council again coming from a recent bargain and part of our new contract the DCC is really an oversight committee that makes sure that each individual committee is functioning productive collaborative and most important transparent this committee is made up of the Bea officers the superintendent the chief officers for finance curriculum and human resources and the co-chairs of rack plaque and CAC while being co-chaired by Tom and myself one of our first tacks is to have the DCC jointly craft guidance for our committee co-chairs that includes role responsibilities and expectations one of the greatest opportunities this new committee will afford is a monthly reporting of our collaborative teams that goes beyond a shared committee report generated at the end of each committee meeting this dialogue that we will have will be able to have in seeking clarification and asking questions is just one of the ways that the DCC has a fantastic opportunity to build a system of collaboration that ensures transparency and clarity through communication and uses that to begin to build trust that our collaborative teams are operating at their highest potentials another priority that Tom and I have been actively discussing is with the equity committee our number one priority for this committee is to help provide a structure that will be transformative and inclusive of the needs of all students families and staff that our district serves while looking at what our most marginalized and vulnerable groups need in the short term while also beginning the methodical planning for long-term systemic changes that BPS might need the need for this work is crucial and we look forward to a renewed sense of commitment and empowerment for this committee and their work this year moving on to a couple of recognitions I'd like to formally recognize Batavia High School and the art department for being recognized yet again as a school of Distinction by the Illinois art Education Association as amazing as this recognition is the significance of this award becomes most apparent when we realize that this distinction was given to only three high schools in the entire state of Illinois our art Educators at the high school are to be commended but we also know that in order to get the students ready to excel at the high school our middle school and Elementary art Educators play a vital part in this distinction as well so congratulations to all of our incredible art Educators in BPS now Sue's not here tonight and I was looking for her to kind of book in my next thing here but I'm going to speak just for one second about the uh Flag Day Monument ceremony that's coming up on October 1st at the peg bond center in City Hall The 17.77 Campaign is fully underway and that's a great way to donate to help cover the cost of one of our school's bricks that will Grace the monument itself if you go to the website flagday monument.com and look at the top right corner of the home page you'll see a contribute button and that's where you can designate a school for your 17.77 to be donated to and if you have a high school student that's been here through their entire course of Education you could donate 1777 for their Elementary School and 1777 for Rotolo and 1777 for the high school and that way you can get recognition for all the schools that your family's been impacted by while they've been here in Batavia so help spread the word about the celebration on October 1st and the 17.77 campaign finally the Bea would like to send a special shout out to all of our paraprofessionals and our support staff our buildings and classrooms would not function without the support of these individuals every day you come in early to open our buildings you clean and restock them you provide educational and social emotional supports to a wide variety of our student population and the Bea wants to know or want you to know that we see you and not only appreciate you but recognize the important role that all of you play each and every day it shouldn't take an official day of the year or a week in the year to recognize you for all you do for our students and the staff of BPS so to all of our paraprofessionals and support staff thank you for what you do on a daily basis in all of our schools and to wrap up I hope that I will see all of you along the parade route tomorrow recognizing our homecoming parade celebration this week happy homecoming to all of our staff students and families and go Bulldogs thanks everyone [Applause] and next is about Laura it's you good evening um I'm Laura vercillo and I am the treasurer of Vespa Union and continuing our highlights of paraprofessional support group I'd like to I have the privilege of introducing to you a remarkable basketball employee Ashley case who has been an integral part of the Batavia Public Schools Community since 2011.

I mentioned the issue with the hotel or all hotels are now permitted we did add again working with the petitioner or something that staff kind of offered the petitioner agreed is to kind of add in as an accessory retail type of use truly is an accessory use it's written in the supplemental regulations I think we have a 10 percent and up to a 12 000 square foot limit as an accessory used to any building and I believe that covers really the substantial changes one other thing I know that was mentioned by a a public commenter earlier in one of the communications through email was the issue regarding curb cuts the Pud does have a restriction analysis two access points to Green Road and that's what's there now so we didn't change that and that again is the district it's not just these Parcels so that so basically this if they could maybe move a curb cut but they can't they're not allowed another curb cut directly to Green Road and other things were setbacks we did bring the setbacks the front setbacks in particular into uh into basically to align with some of our current standards we've designed this much like the office districts some of the standards that I looked at regarding the setbacks were setbacks that were similar in the office uh districts as well so the 15 foot front setback as well as the height the height is also consistent with the office district and I believe that summarizes up the changes and um of course I will be available for any questions thank you thank you Mr Kowalski we're moving on to public hearing this is an opportunity for persons to speak up to three minutes about the proposed 3520 Green Road uh PUD text Amendment will first call on individuals present to address the commission then remote participants to speak during this public hearing remotely please press star 9 or possibly star six if listening by phone or use the raised hand feature if viewing through the web link for phone access please call 877-853-5247 and enter meeting ID 977-6634-1226 City staff will select callers who've raised their hand using the last three digits of their phone number or by name if available for those accessing through the web link you'll hear an automated announcement that the host is allowing you to speak and when speaking please move to a quiet area and mute any television or background nodes noises so that we may hear you clearly for either method of participation please state your name address at the beginning of your comments is there anyone present that would like to speak at this time foreign [Applause] of course thank you chair Lee um yeah alterim has an interesting history um as Mr Colin mentioned it came out of erum the Environmental Research Institute of Michigan which was deceptively named this was Ann Arbor's biggest military contractor during the 70s and 80s and was a target of Vietnam era protesters when what's called The Willow Run labs in the 60s um in the late 90s the arm created a for-profit arm that later became part of General Dynamics they pretty much moved away while the non-profit erum bought another local military contractor Vector Research and renamed itself alterum it now does Health Care research mostly for the government no classified military research anymore as far as I know um so there's a for sale sign in front of the company's vacant 7.2 acre parcel on Green Road Altera obviously wants more flexibility for the parcel and maybe for other parts of its site which um if you were looking at the aerial renderings rather resembles a sea of parking with three buildings on it um except for the 77.2 vacant acres and yes it would be nice to have multi-family housing on those 7.2 acres and this will allow for that but there's no guarantee that that's what the eventual buyer is going to build um and Altera to my view is offering very little new public benefit a slight increase in affordable housing Beyond what's already in the Pud that's about it the parking maximums are the same as in UDC these could be lowered especially if alterm is willing to open up the new development to some of the vast amount of parking already on the site but more most importantly there was nothing here about electrification or Energy Efficiency so as I already have mentioned Ad nauseam the a20 plan assumes that all new buildings are to be Net Zero Energy including no gas connections beginning in 2022.

Scholarships which is really nice and that's all for today thank you thank you thank you nice job guys [Applause] okay next is uh committee updates anybody have any committee updates let's start down there with Rob and work our way this way uh I do not have a committee update but I have received the invites to the committee meetings I will be attending thank you nope not yet not yet I think everybody's getting their seat legs under I had two meetings wow look at you oh achiever so uh August 24th and so the update from that well Steve's going to touch on some of this a little bit but I'm just going to read the notes but the committee reviewed the financial tracker and the fund balance of the self-insured medical plan and after reviewing the data it was determined for the plan to keep a neutral fund balance the rates in the calendar year would need to increase at 7.4 percent to maintain a level fund balance or neutral fund balance but the committee reached a consensus to recommend to the Board of Education which we'll vote on uh the increase of an increase of five percent for the calendar year of 24 and then review again next year depending on what happens with those increases and then the committee also reviewed the IRS increase on high deductive minimums from three thousand six thousand for an individual family to 3200 or 6400 Steve is going to talk about this again in the consent agenda and that was from the 24th meeting on the 24th and then we had a meeting on the seventh which I was not able to attend but I talked to Josh and Tony and basically what the most of the discussion was was about Open Enrollment which will be occurring and also to work on programs to encourage participants in the health plan to participate in the health screening so they can hopefully get better outcomes and we can detect things earlier so that will save us costs down the road and that's all I have okay yeah same for me though most of them seem to be invite sending out so we'll be starting soon so expect next month to have a little bit more update um next is consent agenda according to our board policy we designate a portion of the agenda as a consent agenda for those items we that do not require extensive discussion before board action these items generally are routine recurring and can be grouped for efficiency Steve is there anything you'd like to share before we take action no I really yes I will go over this real quick thank you sir 5.1 and 5.2 is the approval of our August 22nd uh 2023 regular meeting and closed session minutes 5.3 is our Personnel report 5.4 is the payroll in bills 5.5 is a destruction of our closed session recordings from March 8 2022 we had a couple of donations um in this report uh Ruth Queen uh donated 1500 for the BHS dance team and Office Depot contribute over two thousand dollars for the HC Storm Adopt A School program 5.7 is the approval of the required administrator and teacher salary and benefits report on our website 5.8 is the approval of our insurance benefit plans which Aaron mentioned 5.9 is the support contract renewal for our VMware and finally 5.10 is the approval of our consent agenda anyone have any questions for Steve I have a question okay really quick and I'm sorry but so on on the um let me pull it up on the Personnel report I looked for Mohawk I paid 60s as Mohawk USA another thing I could find was the flooring and I don't know what mohawk um what it actually is some of the bills yeah on the bills bills okay like so I just don't so it says Mohawk USA is this education regular programs there's like for 10 11 000 but I couldn't find it I don't know what Mohawk USA is I was just curious I'm afraid I don't know off the top of my head if you have questions like that though feel free to reach out and I think I could answer them [Music] that's it okay great um I will entertain a motion to approve the consent agenda as presented so moved by errand second by Raquel all in favor aye all opposed hearing none motion passes thank you all right Tom is there anything to share to reports Treasurer reports treasure reports I'll turn over Tony there's uh nothing out of the ordinary in the treasurer's report um apart from I suppose the Investments we currently have 33 million dollars invested and as best I can tell that's a record for us in terms of the amount invested in the proceeds in which we'll discuss briefly later on when we adopt the budget okay thank you anything else Tom that's it that's it okay so for Action we have a few different things uh one of them special education contracts um who's leading the discussion on this one if anybody thank you Brad so this is uh not a consent because we've not done this before but there are two special education contracts due to Staffing shortages that we need to contract out to get evaluations and nursing services covered for the district so there are two contracts there that will be executing given your permission to help cover psychological evaluations and nursing evaluations all right question yeah go ahead have we used the center for special education before no no and it's only for a school Skype psychologist yeah so they bring in a team of school psychologists that do observations and complete evaluations so is it is it just like [Music] like how or is it to someone that's contracted out throughout the whole year there's a certain number of evaluations that we're Contracting them for so depending on the type of evaluation they would have to do certain classroom visits to do observations psychological testing all the pieces that go into those evaluations but it depends if it's an initial or a reevaluation for those particular students first scene one is for the district nurse or is it for a specific a school one so the the school the certified school nurse is a part of the IEP process in looking at health concerns and because we're down a certified school nurse we would be using this company to kind of augment our one certified school nurse to get evaluations completed for students so and then and I don't know if this is like two of our nurses in school have to be a school certified nurse no we just have to have one on hand yeah so we have you know we have most of our School nurses that are in our buildings our RNs or their um a certified nursing assistant so that's kind of their qualifications but then you have to have like a teaching license in order to perform the evaluation so our certified School nurses which are part of the Bea those individuals have both a nursing license and a teaching license so they're very highly qualified and they're part of that evaluation process when there are medical needs that are identified through the IEP process so they'll review at a kid's annual review they'll review all the paperwork and make sure it's not a health concern that's impacting the students ability to learn within the classroom so it's an important part of that evaluation and just so I read up on the candidate for this certified nursing if we don't find one could we offer her a position or is that against the contract I don't know that for sure we're we are definitely looking for a certified school nurse so if you know any we can take them but oftentimes when you contract out you're precluded from hiring that person because they have a contract with that particular agency but I don't know yeah she's I like her yeah you know so but yeah it's a hard to find position any other questions from anyone else our hope is this is sort of just a one-time fix because the staff ensures this isn't the plan I'm hoping yeah this is it this isn't an ideal situation but we have timelines that we need to meet and evaluations we need to complete okay thank you I will entertain a motion to approve the contracts with the centers for special education services for school psychologist evaluations estimated at thirty six thousand dollars and to Sunbelt for nursing evaluations estimated at 70.

let's write that standard into this PUD ordinance Altera May object that this would limit rather than expand the pool of potential buyers of their 7.2 acres and they may be right but it would ensure that we get a buyer willing to build according to our community standards which have been formally adopted by our city council um still got 30 seconds uh yeah um how about puds in general I think it's really a positive development that this community in this community developers are now they now realize if they want a PUD they have to go all electric we're seeing that time and time again I think it's it's just become standard I don't know why this project should be an exception um and um yeah that's pretty much it it's hard to murder sorry to muddy the waters but so be it thank you Mr garper is there anyone else present that would like to speak seeing no one is there anyone that would like to address the commission remotely no callers or attendees have raised their hand thank you all right seeing no one uh speaking remotely we will move to the promo proposed motion the Ann Arbor City Planning Commission hereby recommends that the mayor and city council approved the erim erim at 30 3520 green Corps planned unit development zoning text Amendment moved by commissioner white and seconded by council member dish we're in discussion would anyone like to kick us off icial I'll do a quick small one um if we can bring back up the presentation Mr quasi and then go to the slide that showed the existing regulations and then the proposed and I think it was the second in that sequence yes sir and then if you could uh put that up because I can't actually see it on my screen because the viewers block it yeah I don't know why that that's okay well if you're sorry there you go is that better yeah oh no but it's under no minimum building hype requirements is there anything beyond requirements wait um right now it has a two-story yeah wait minimum there actually is a building height requirement I'm on Building height requirement I guess so there's no there's no additional words after that correct okay great so that I wanted to start there with my question and I don't know what just happened after I asked you to do that but it has now gotten worse oh yeah that wasn't I think he was trying to solve our our visual problem and now we can see ourselves and nothing else which is okay um why why are we proposing or did staff have a conversation with the petitioner oh that's much better thank you yes um to remove the minimum Building height requirement because this means on the whole parcel if they were to tear down any building and reconstruct they Could reconstruct a single story building which if tc1 is coming to this area that would be sort of out of scope so it is there a rationale for why we would remove the two-story minimum which is present in tc1 from this PUD since it already exists and would match the district that's coming yeah well I would also defer to the petitioner I want that one because I want to start with stats yeah I appreciate that but no I think a two-story minimum is okay at that location okay I know that they you guys should revise that to be the one story but I don't think that was a strong discussion point at the time no I think that that was not something that was particularly important I think that my strong suspicion is that whatever happens here is going to be multi-story trying to facilitate the use of the property but that's not the requirement of the Pud so I mean I appreciate what you're saying unless we write it in someone will come in and say I can build a single story and the Pud will permit it and there is nothing we can do to prevent that yeah I think I think that my recollection is that that might have been something that was suggested to kind of just get rid of a lot of old good language but but yeah it could have been but I think overall we would staff does support the two-story minimum and I would look to the petitioner as something we can amend here if it was okay obviously this has to go to council so we have ability to make amendments if it's agreeable I mean yeah I I don't think that's agree with the tc1 that was discussed briefly what the petitioner about going to the tc1 district instead of a PUD so um but again the Pud has different advantages with it so yes that's something that commission could certainly um get behind and recommend at this point yeah do I need to make a formal motion uh to strike the uh no minimum height excuse me Building height requirement I don't think so I don't think you need to make a formal moment um we can note that as a I mean you can make it is there agreement at the table generally friendly okay okay all right cool okay I'll start yeah that certainly starting to make note that that item will be amended thank you thank you commissioner Abrams well we have this slide up I think that there might be a discrepancy between what I'm reading in the supplemental regs and what I see on this slide so I want some clarification on the slide it says uh front setback 25 feet from the edge of green road yeah I did notice that it's 15 in the document um and it says South Edge the slide says 25 feet along the South property boundary and the supplemental reg say 30.
