wants to the video decorate the waiting room do you guys have any questions yeah I'm all right have a good night everybody okay um take moving moving on to action items okay can you do action items hey I'll make a motion with the Board of Education except the July and August 2023 financial reporting and it works of visited 23-108 awesome Bridges questions or comments sure I just want to make sure that all board members are aware of that conversation at the finance committee meeting tonight some there's some expenses that we did not anticipate with regard to we couldn't anticipate with regards that I.T reach that happened so it was approximately 202 thousand dollar uh expense associated with that and I know that we're probably going to have this conversation at some point about how the special education legislation has changed um but my understanding is that we're looking at a potential 400 000 increase this year as we're responsible for educating special education students through age 22 through the individual year so that's just so that folks are aware there's a six hundred thousand dollar cost uh that we could not have anticipated when the budget was originally drawn and we're going to hopefully figure out how to run a complex those expenses all those in favor all right any opposed okay um Gladys can you do action IMB please yes on make a motion actually I'm going to be marshbree school Family Resource Center continuation of service application I moved that the Board of Education approved application to the Connecticut State Department of Education or the continuation of services at Marsh Street Family Resource Center in your quarters was exhibit 23-109 a second any questions or comments about that seeing none um all those in favor um any extensions um Jesse can you do action item C for me please sure I motioned that 22 oh 20 23 2024 teacher and administration evaluation plan I move that the Board of Education approved 2023-2024 teacher and administrator evaluation plan in accordance with 23-110 second so Julie perfect any questions or comments support just a question too the superintendent as a board and plan to think back and maybe somebody as long as you is this the first time we did uh uh playing like this for teaching graduations I'm gonna go on back maybe a couple of years ago I can't remember so miss Cooper is something we have to do annually last year we did it in September I believe the last meeting in September of the first meeting of October years prior it was done in May submitted to the state and identified our in terms of our calendar we start to formally start to observe our staff no later than October and so by our first meeting now to kind of ensures our alignment that we have a plan in place I think Kelly has some additional shoes just to give a quick overview of what the continentality health plan you have a copy in front of you um there are no proposed changes for this year um so it is the exact same plan as last year the only updates our calendar um updates as it proposes a timeline so when teachers or administrators need to turn in their professional practice plan and then timelines for which we have to evaluate and it's broken up into two categories the first being new teachers and we classify the Indian teachers as year one or year two or anyone that is below proficiency so a struggling and Care um and then anyone with three or more years of experience and so for our new teachers we do two formal observations two informal observations and then two reviews of practice and essentially the difference between a formal and an informal is length of time the formal is longer and the formal observation requires both a pre and a post conference the whole premise behind our teacher evaluation plan is to model teacher growth and the research shows that conversations about professional practice and feedback around that practice about what is seen and what is observed is the most influential factor in helping teachers to grow interestingly while the observation is important it's really the feedback and the pre-conferencing and post-conferencing that make the most impact um and so those are required for formal observations for informal observations it's the feedback after the observation um and then reviews of practice are talking about checkpoints throughout the year so usually middle and end of the year how are things going how are we progressing towards your goals do you need to adjust make any changes um and then for our experienced teacher so three or more years and people that are showing a proficiency are above um so those have one formal observation one is formal and two reviews of practice and under both plans I think what's important is this was a change I believe we added last year or the year prior is that a teacher can request an additional observation as long as it's done by the 150th day of school so about 30 days prior to the end of the school year um so oftentimes you know an observation is a snapshot one point in time we all know people have phenomenal days and sometimes we have not great days um and so it allows the teacher the opportunity to ask for additional feedback if they so so if they feel that you know they want the principal to come in on a specific day where they're modeling or demonstrating something they want to get back on or if they feel the administrator maybe pop them on an off day one day um it gives that opportunity and the administrator is always allowed to go in and do more observations so these are minimums um you must be in compliance with the plan that you can always do more okay thank you very much so if a teacher doesn't make a request for a second observation of their classification um how do you are you doing the average of those proficiency or yeah so um it is calculated on different factors um but yes it is the cumulative average of upstairs yep subscribe to yourself um the amount of observations and the standards that we have is that exclusive to us or is that standard in different districts or what do we model um every District submits in their own plan but I would say they're very typical compared to other districts as far as the amount and the requirements on that um I think initially we did a little bit more of but shorter um uh shorter observation sessions with more frequent feedback the longer we transition to and that's not just similar to other districts around us and the last thing I should add is that we're currently um our pdap committee is currently working on understanding the shifts and changes in the state teacher evaluation model and so we are looking at significant changes for next school year so more updates on that will be coming um and the frequency and the types of observations as part of that conversation thank you any other questions thank you and all those in favor excellent okay moving on to the superintendent's report thank you Laura so I'd like to follow up first I have a through e in terms of superintendent report updates but if it's okay I would like to add it just the library a little bit on the impact Kate referred to regarding the new legislation around specialized students who are 22 years old and so we had projected a number at approximate proximate 400 000 impact for this year which which yes is indeed um for for this year but I know Kelly also had some additional thoughts in language she wanted to share with me sure so I just want to make sure there's an understanding is right at the end of the last legislative session it went into effect on July 1st so we found out the last week or so June that it was a possibility and then was voted into into law July 1st and essentially what it does is it extends the school year for students that are 22 until June 30th or the last day of school in June um and so previous legislation happened right right after post coven the students could stay until June 30 and the third 21st birthday we were doing that for years then they extended it until their 22nd birthday so we had a student that was turning 22 in October leaving October one in April leave in April and so they weren't finishing out that full year and so that legislation was put into a fact to kind of have everyone have the same ending it does have a significant impact have students that were we were anticipating exiting out two or three weeks into July and then we have other students that we were thinking we're going to exit out you know in October or April and so forth um and so uh you know I did look at the students that we have it is about 27 students that we're talking about um and I say approximately as often times we'll have a student or two say that they're going to return in the fall and then decide to exit for other programs and so forth and they're allowed to do that through the end of September um and so I'll have an exact figure for that October 1st count for you um and but I think the we have a a couple of high cost kids I will call them that have different or unique programming and so the unanticipated expense of having those costs for an additional in some cases couple of months in other cases closer to a full school year is where the figure came out for that 400 000.

oh but Jigglypuff does seem to be putting on a lot of pressure here dude does seem to be putting on some pressure here oh he grabs him from the sing doing 38 off one string and that sink can paralyze you can't it yeah it puts you to sleep yep oh oh I wasn't able he was like weird Edge guard there from the Jigglypuff kravis was confused didn't know what to do there looks like the Julie puff might have been the right call here uh now just not connecting yeah looks like we're going back to some oh forward smashing do some good put them off stage while but Jigglypuff just comes right back try and calling out his option but fails to miss that jig of the puff can easily end him too and Jigglypuff is really mobile yeah but he's at 102. any stray head will kill him immediately I think one good grab and one good up throw probably dead and one good down B - oh Dash attack there's one that takes a stock it looks like we're back to neutral here with uh Travis putting side B pressure on oh he tries to go for the thing but doesn't hit it no punish though uh hits a pound not to do anything about to hit a smash attack but Travis thankfully cancels it Jigglypuff has been applying Aerials all game you know but Travis has been able to take only Aerials that's unfortunate yep uh but that Jigglypuff he had a really good plays though he did he had a really good place it was insane he was incredible yeah foreign I could say someone like I think we could really put anyone in really yeah all right everybody well my time here was short-lived but it was fun anywho handing it back over to my commentator co-commentator is Travis cutshaw take it away buddy all right thank you Lucas the amazing job he had some really good plays yeah okay I really did Jinx you there though but I said that that Jigglypuff really did give me a fight for my life yeah yeah I'm just interested as uh Lucas gonna play up against them and we'll see how he does yeah he is definitely going to try to space jiggly puff out but with Jigglypuff super armor it's gonna be really hard [Music] uh juggle them but thankfully he's gonna have Jigglypuff he's gonna have to throw himself off yeah so about one time yes one time yeah I'm more confused about how two dash attacks killed one for the character that was at 100 the one before Jigglypuff I can't remember the name and then how Jigglypuff that at 100 up because it has the tallest blast radius I don't know if you guys discussed the blast radius blast radius is all the map is alrighty we're just waiting for the Jigglypuff to throw itself off it looks like they're either stalling or something oh oh they go for the fancy thing what uh so it happened Jigglypuff since it's such a light character usually when you uh hold your Shield or your Shield breaks when it breaks it explodes yep so hey uh that's what we call a fancy SD with Jigglypuff okay not too many people playing Jigglypuff nowadays I don't know you could do that yeah it's been around I'm pretty sure since brawl huh that game is old bro ah not really yeah 98 I believe it was a year first came out oh yeah so technical will it be that old no still Ole Miss fire from Luigi but sadly he misses that would have killed yeah yep Forward Air the Forward Air he is just guarding he's just keeping them off yep that's all they can do not really what one of Jigglypuff's strong suit staying off stage so yeah seven jumps eyes oh Jigglypuff does not get the kill either can Lucas recover from me but he does have that Jigglypuff to 104 18.

trying to get ahead to feature couldn't get couldn't can make the connection again I've been hearing that a lot here so far tonight is Ramsay took a show as the ball went out of bounds looks like they were able to get it off Ramsay and it's going to be a Bellingham throwing okay ashram with it at Midfield some great ball movement pass it back to his Defender who boots it up looks like the goal is just going to take it in it looked like Carlos wanted something to go on kind of a strafing run there but uh the ball is just not too far ahead and easy stop for the Bellingham keeper it looks like that all bounced off of Crandall's Shin there so that's a terrific pass to air as he's trying to settle it can't keep it from going out of bounds another really good opportunity there but knocked aside thank you long throw in by Bellingham Robinson able to get the best of that match up and here's carvalhoid knocked off his foot it'll stay Ashland ball as it goes out of bounds Robinson will have the throw in and uh just a lone sub this time looks like Robbins is coming out and Logan let's see if we can get a number there on that clock or running across the field yeah it looks like we got Pedro borgs coming in Pedro he's gonna take the throne so new fresh body for the clockers yeah Major League Junior for the clockers normally a defenseman finds errors centering pass too far there for Carvalho Draper knocks it back up field finds Ramsey Ramsay on the far sideline clocker is able to push it further down toward the corner on the far side Ramsay trying to go get it great pressure there all the way at the end that blackout glue he wanted to just let that ball go out of bounds and Ramsay forced him to make a play on it here's a centering attempt too far for heirs but he's able to settle it can't quite make that pass connect and now Bellingham has the ball hotly contested here back and forth back and forth clockers have it at the moment Carvalho makes a move looking to find a teammate gets further in knocked aside the ball's loose here for a moment carvello gets it back decides to put it on net and an easy save there for the keeper okay ticking down close to 21 minutes to go on the first half still nil nil clocker still looking for another opportunity feinstra middle of the field dishes off too far for fun picked up on the far side there by what I think is Matan reschef here's a shot on but wide near side out of bounds it'll be a goalie kick here for the Blackhawks Ashland's got a road trip coming up here they'll be going to Norton tomorrow game time 6 30.

I do just want to add though that in this legislation will continue we are going to need to look at our transitional programs as I will say that we are max out on space as far as capacity and keeping students anywhere from a couple of months to almost in additional longer is going to impact the capacity in those programs so that's something my team is currently working on to see you know for next year will we need additional support in any of our transition programs and those typically are students that are done with their High School Credit requirements but require those transitional skills they haven't quite mastered some of those life skills in order to be successful in transition to the next steps be that post-secondary education work Workforce or some other programming option and so I do think that this will have not just the impact this year but we'll need to look in future years I just wanted to alert the work I don't know if there's any questions what kind of courses programs do they need if they already have the credits sure what are we talking about so students um that are under IEP so individual education programs there is a requirement in the federal legislation for what's known as transition planning um so that is independent living skills post-secondary education skills and employment skills so a student may be done with their High School Credit requirements for English math science and social studies but still need more support in the special education realm to be able to maximize their independence to be productive you know citizens once they exit um so what we're what we do is they're just because they met their you know a Core Credit requirements we do not issue a diploma because they still need additional support from us and so that this legislation allows us to do potentially not all of our special education students stay Beyond four years of high school but some do these are traditionally our students with more significant needs and disabilities and they just need some additional support to become the most independent that they can be and then so they stay on for that additional instructional time sometimes it's one or more years and then they receive their diploma as they exit out of our program so we have a couple different transition programs but one being a partnership with Westcom where students bought it and attend classes so they're getting the support on a post-secondary track and the other one is supportive employment where they go off to work sites with job coaches and support and so that those individual students are getting support on the post-secondary Ed and both programs incorporate the communication and life skills that students believe things like power within a checkbook how to apply for a driver's license how to set because and all the transportation systems things of that nature and the population of students that we're talking about that many of these programs are students for whom they would not be able to independently pay all those skills going to need some explicit teaching from special education teachers and other coaches to be successful in those thank you for that sure um question you said that there was a space issue where are these students nowaday at the high school is that where the transition program is yeah so um one of the transition programs is outside of the high school it's located next to the auto body shop where formerly the auto body shop right there um and it's because it's separate from the high school it's kind of their own little space um those are the students that go off to our employment sites um so they start and end the day at Danbury High School they are Danbury High School students and they are about to and from but during the middle of the work day they are out in the community with supports doing various different jobs we have students actually that are working in this building there are students working at lesser evil popcorn there's students that work in TJ Maxx ShopRite you name it uh City Hall um they are online a bunch of different um you know companies in that regard formerly and Cardis so we um we have students all throughout the community the other program is housed at Weston and students take their programming is located on the west on campus and so while they are technically Danbury High School students they are offsite with their instructions thank you Teresa do we provide them transportation for all those jobs okay that's the cost any other questions there are other I mean Transportation as a cost but there's cost to hiring teachers para Educators there are other programming costs but transportation is certainly a cost thank you thank you and so they report this evening focuses on enrollment class size and so I wanted to give the board and the community an update on where we are with enrollment ahead of our October first submission to the state and so as of this afternoon we are hovering at 12 000 exactly so 126 students and I'll just give you a breakdown at the different levels 126 students at Ace reach Endeavor plus which includes some out of placement students 3592 at every High School 745 at Westside Middle School 871 at Rogers Park uh 1095 at Broadview for our elementary schools across the board it's 5446.

you can easily knock that Jigglypuff off he's trying to read the roll but he does not roll unfortunately but Lucas does get the down payment oh two to one nearly broke his shield from a side B from Jigglypuff super oh did Lucas accidentally SD I don't think Jigglypuff's gonna gentleman stock for that no because that would be game it would be Lucas is getting off some crazy hits here looks like Jigglypuff trying to catch up with a Nair and Forward Air does come with a side beat with the rest and that's game oh man sad to see another one go the folks at home rest his Jigglypuff's down special which is downbeat and if he hits at 60 it kills that was super weird it was the first time you've ever seen a wrestling Jigglypuff actually yeah should be really weird audio let's see who's gonna send it in next it's gonna be Noah I think Noah can take down Jigglypuff pretty easily or Jaden it looks like it's going to be Jade in this match alrighty and I'm wondering Jaden is going to play Isabel again this will be fun yeah luckily we have to throw Jigglypuff off stage two times I wonder if it's gonna be a fancy death like last time yeah I mean one jumping off the ledge and one probably not you most jiggly Publishers like the whole Shield yeah it takes a lot less time already looks like stars match is starting sorry for the stuttering install again my nerves off of that one last match like you stood himself off twice alrighty they taunted looks like the game is ready to begin Isabel instantly with the planting the fishing hook the catches the fishing hook yep Gonna Keep try to keep him in the air which also want to jiggly above strong moves all of them in the air you got sideways down here most of the strong movies are in the air yeah heck you can perform most specials in the air yeah looks like the turnip does connect with it but can you get a forward smash that's a question cannot no but the Jigglypuff does carry looks like Jaden is just trying to space him out it's just keeping him away from him yeah Best Thing You Do Jigglypuff that sleep song that's over well I wouldn't say over yeah but luckily uh Isabel could just stay far away from it with a fishing hook and just grab it yeah all you he needs is either a forward Smash down smash or a fishing hook maybe an up era very high oh but he gets the fishing up please back throws it he plants another mine trying to keep shitloop up off stage does not get that move which does roll into it but somehow evades it and he gets the fish knockout and that's game yeah Jaden is celebrating that victory that was what we like to call a Cheesy KO all righty let's see who the opponent pit counter picks I actually found it very weird that I did not want to counterpick Pokemon Stadium too yeah it's actually most of our Prime stages right here yeah for someone like Isabelle or Luigi Luigi zero death with platforms like that yeah sadly Jigglypuff was just too good at evading Lucas's grabs looks like he's facing the sorrow as it's Jaden did not get knocked out any at all there is no reason for himself to throw SD so now we did realize that Sora really likes his side B his beat neutral B and down air and upbeat especially with her downbeat oh yeah so I'm pretty sure Jaden is just gonna try to stay away and shield and grab them as much as you can yep looks like he's just now rolled oh down smash that's a pretty good hit he grabs off stage but he does not hit bomb it's kind of stressing for him but Jaden gets him again it's just one thing we gotta watch out in that fishing hook yep he does know how to angle that fishing up very very well just like that amazing tries to counter but does not go far enough I believe Jaden's back up for for F's match so if they roll he hits them that's a KO by rocket as a wise man once said That's Another One Bites the Dust you would be wrong all the F smash me dashes does get the Forward Air and that's a key he's holding isn't it yes it's a keyblade from his game Kingdom of Hearts which is a inspired by Disney which has Mickey Mouse Goofy all the Disney characters and that doesn't it yep Isabelle is from a very popular Nintendo game which is Animal Crossing she is also a mere character of villager which villager kind of has the same moveset hit that fireball yes Isabel can pocket all projectiles besides I believe some now okay like uh kazia's Mutual B you cannot pocket I believe wow oh but it doesn't look a sword does get the back smash off those guys from the neutrophy does Miss but does hit the Forward Air Jaden is trying to get him up in the air it's gonna be really hard like I said a very tall blast radius yeah his best BET's either going to try to grab him and back though a forward throw yep at the side right now this percentage or do we live with the Jigglypuff and grab him off stage with fishing hook you know this is our opponent's last player if they do manage to take down Jaden and Noah we'd be going for a third match but if Jaden defeats him then I believe that is game yeah that big game oh no wood Noah sorry Jaden try to go for the spike but does miss both of them no Azora was probably gonna recover for that no matter what oh yeah the up air does see a KO now it's two to one indeed down air does connect there's actually a lot of bombs yes that is actually one of Isabelle's strong suit is placing a bombs so you don't really have to approach too much and what the rocket just comes out of ground doesn't it yes it does come out of the ground it looks like Sora is really hitting these counters so I didn't get a feel for how Isabel plays but you do got to be careful with sort of side b a kid throw if you're off stage in a can leave you without a recovery yeah so if someone hits you and misses a spike I got a game all righty indeed it was if we do not mind we will get a word with the team captain The Varsity smash team which is Noah or Jaden it looks like do not know why not have both of them come in I'm actually confused what is happening I believe that was last match but I could be wrong we yep yeah it never hurts to be wrong either yep I don't know if they're running it back or guess they are I'm going to see what is currently going on real quick all righty these are the sword is really going off here oh did we stream done um it's not done yet all right okay this is all right okay can we get no one here inside then right now all right my mom called me as soon as you came in sorry oh here is Noah Noah here or Neil doesn't really matter yeah I need a chair though you don't really need a chair get on your knees yeah all righty how'd you feel about the match today um I think it went well I think everybody played well you know two three stocks Travis I um there's only one three stock no it's two no it was two it was just one three stock yeah it was just one it was just one three stock and the other one I didn't lose a stock but I had to throw myself off once so it's just one three stock one two stock I mean you did three stock them though with one life it's a three stock not really I think I think you're losing definition of three stocks I think a three stock is when you kill somebody without with all three stocks yeah before this close to home stocks are at WISE yeah a little image on the bottom of their characters pretty much the head of the characters the lives we play three stock in seven minutes so alrighty and that's the official uh report from Noah is that the official report from Noah no that's like the official uh settings that they they use in this league which is kind of weird because we don't do exactly how we do tournament styles because it's a player it's a team versus Team instead of players versus player yeah well that way more people are involved yeah so back to the match um I played first um I think I did pretty good overall you did do really good um I only got to play once though kind of disappointing but then again our team did so good that we uh Hey Beggars can't be I didn't need to play again that's always good oh yeah it is um Jaden did good you know he uh E3 stock that Jigglypuff and then he beat the Sora again um Travis Travis got the two three stocks air complications here um Lucas did decent as well you know I think all around the team did great um we won the won the match um starting off the season good you know OverWatch one as well yesterday as well I played in that so and we heard that you did really good in that too I did do good so we better focus on Super Smash Bros though yeah yeah alrighty is that all for you Noah um one thing I noticed in the match is that the other team had um pretty much one play style for everybody they pretty much focused on one wanna approach and save with that approach so it was very easy to read them am I correct yeah it's very easy to um bait them and see what they do afterwards so I think there's just easy opponents to read all right it looks like this Jordan if you don't mind coming in here as well he is a team captain of the junior varsity Super Smash Bros Tetris and the JV also won tonight as well yeah we did we actually won I am very happy with how we did actually I'm very happy and I'm very happy for you actually you guys did awesome yeah you guys also did really awesome at YouTube Jackson you did it's like Lucas is awesome in here if he wants to come back yeah yeah we'll get everybody back yeah and the main gas bring them all yes he is just gonna look into the camera before leaving that what you just saw was Lucas's arm yeah we got Jada there you go show the world your face it's my face look everyone if I can't make a question I'm talking one at a time because it does classic yeah alrighty is there any words you want to say about tonight's game Jayden um I guess I'll say some stuff a lot of the things that I teach the JV team is this is a game of intelligence and knowing what your opponent's gonna do if you look at my matches against Sora today was no different I just figured out how to counter all his moves he was easy and he might have been the best player on their team I don't know that Jigglypuff really gave us problems Jigglypuff did give us a lot of problems including me almost almost got me in there almost even match but yeah this is just an example you know be intelligent I don't know what else to say other than other than I have a good feeling about this year we're gonna go far oh yeah alrighty is there any words you ask any words you guys want to say oh I did want to say one thing all right is Mike um I just want to say shout outs to my little brother thank you for letting me use your Pro Controller well for us tonight you guys have a nice night this is the end of the Stream see you guys later [Music] thank you [Music] foreign [Music]

oh we do have a corner kicker sorry to interrupt Logan I somehow I guess that must have deflected off a Blackhawk so uh great opportunity here for the clockers actually not sure who should take it yet they finally decide on number 20. Victor on drad Andrade andradia sorry for the mispronunciation here's the shot on it's loose nobody can get ahead on it goes all the way across the field picked up by Bellingham in the corner so quickly getting it out Draper keeps it in here trying to find heirs tries to settle can't quite connect but here's an opportunity oh knocked aside and there's Andrade in the middle of things while still spinning wildly in Midfield here's Ramsay with an opportunity Ramsay looking for sure high and wide almost good for a field goal but no good for a soccer goal is we're under 20 minutes to go in the first half another good opportunity for the clockers just waiting for them to cash in yeah Ramsey was hungry for that fourth goal but could not connect right there so goalie kick here Pastor shorter's Defender across the field Asha made a good Chase on it definitely putting some good pressure here deep in the zone too hot to handle for Ashland Russia was the first one there but couldn't get ahead on it Ball's out of bounds it'll be a Blackhawk throw in here Bellingham looking to get the ball into Ashland territory seems like the game's just been on their 40 or closer yeah from like Midfield into the Bellingham defensive Zone the entire game and again bellingham's had a couple of forays into uh Ashland territory but few and far between so far here's Draper long pass up the middle gets by the defender here's a foot race and Silva had it couldn't quite connect how many times have we said that tonight but that was a terrific opportunity heads up pass just a little too far for Silva as the keeper came out to intercept before Silva could make a play on it yeah actually not the right idea there but yeah like you said foot race can't always be one so Carlos trying to find it trying to get the ball ahead here Silva trying to find Ramsay this Ball's booted way up to or 45 Bellingham controls Belling Bellingham looking for looking for another player it's past you they had numbers for a moment oh wow a slide tackle I thought that one was gonna get called a great opportunity down the far sideline and knocked aside good defensive play by Bellingham and we do have some uh some more changes coming here I haven't noticed Logan if you so far the only substitutions I've seen have been by the clockers I haven't seen Bellingham make a move yet and they have a smaller roster um I do think that I've seen I thought that I saw them sub someone on the throne earlier okay long throw in by Ramsay trying to find errors but couldn't connect shot oh what a terrific set of plays there Keegan Kelly I Believe okay my cool log is certainly happy about it sprinted up to the 50.

enforce in context this might help a little bit when our demographers came in and conducted their study in June of 2022 their projections for the elementary schools well 5 311. we are at 5446. they projected our middle schools to be at 2416 these were the high projections we are 2711. our high school to be 3746 this was including Ace and we are at 3717 so about 30 under with reach that tomorrow so we will see how we're doing uh we did as we continue to clean up the data you know we certainly have more kids coming in but our offices will also clean up the data for the students who have left us the role as well across the district nothing has changed in that regard Danbury continues to be an attractive place for our families to move to yes do we still have students waiting to be registered or is that kind of like yeah okay we do we do and so this is something we 've been talking about in our in our ship meeting every week we had ahead of the October first submission is really important to me to us as a team to make sure we addressed the students and families in the queue if you want people who are still waiting to be registered and so we have families who are waiting you know it's it's not unlike the Department of Motor Vehicle you have to have materials to bring in before you can get your license in this case to be register and so our office we've avoid people to the registration office to help to cut into the list to follow up with families because we have a deadline meaning October 1st because we certainly have essentially tuition's not the right word but Revenue associated with those numbers that are formal numbers that are going to the state and so we want to make sure we can account for every student that we're going to be serving because we know we're going to continue to enjoy enrollment increases after well after the October 1st submission date so we will continue to have some updates for you Carol wanza typically comes in front of the board the end of October early November to talk about efficient numbers and talk about enrollment Trends perfect timing not only for Budget season but also just to give everyone an update of the numbers for this projected school year so we will have certainly some more details for you in that meeting including class size what that looks like 612 and share with the board of K5 numbers have stabilized post pandemic at this point averages across the district are in the 22 for class size range we do have some certainly some exceptions in some of our schools sadly Ruff who during the pandemic we actually added sections and although we reduced some of those social distancing classrooms that we added during the pandemic sadly what we will not able to reduce from that because well enrollment and that building it still is maintained and so Stanley Ruff has four section averaging four sections averaging 25 in the classroom and then at Ellsworth they have three sections in grade five grade five is closed at Ellsworth and they have 26 and three of their sections at grade five at Ellsworth and so despite those numbers that you're hearing the numbers are still averaging 22 across the district but as you might imagine we do have pockets of some higher class size in our K5 classrooms middle school then High School gets a little bit more complicated than talking about class size and classrooms and when Cara wants it joins us she'll be able to give us more comprehensive look into classrooms and what that looks like I can share people ahead of that meeting and that conversation regardless of what class size looks like our buildings are certainly at capacity and certainly there's a lot of classrooms at Danbury High School that are well within the contracted range and the range that the board would like to see but 35 3600 students in the building is just too many so that's that's a conversation for a follow-up conversation I'm sure we will continue to have and that's why we have a new building School vehicles foreign superintendent goals national standards a practice visit gentlemen I I will start this conversation and ask Cara to collaborate we had a gentleman by the name of Jay still he is a spokesperson from not the academies of Nashville but an extension of that organization I just want to speak to my opportunity to present to participate in this process the national standards of practice really speaks in our role in making sure Danbury public schools can serve as a national model and there and there are things expected of us as board members there are things expected of us as a district leadership team things that are expected going to be expected of us at the school level in terms of leadership and certainly of all of our teachers in our classrooms and this Continuum that stands as a practice helps to articulate that in a way that I think we'll all be able to understand and we worked it out where Jay can come back here I believe in the spring he's going to have an opportunity to walk the board through a similar exercise he pushed pushed the staff and leadership team through when he made a stop in Danbury as he was traveling all throughout the country uh making these presentations Cara if you can give the board and Community a little people look into that work that day that the high school engagement on that Tuesday to a professional pathology sure so just to clarify Jay Steele he was the original architect of the academies of Nashville so he's one of the founding members he was also their chief executive officer for for many many years he left oh he left Nashville he found it um you know obviously he did did his job so well that he became very popular around the country and around the world he founded the national Career Academy Coalition which is ncac so from time to time you may have heard me reference ncac or work with ncac so they are the organization that we partnered with pre-pandemic to develop our 13-page action plan while we were in the background trying to get ready on how the team launches how little this out how to prepare the staff for it so Jay JB worked with Jay in person for a whole day to developed that plan and from time to time we used to check in with him to kind of go over our problems of practice and how we were rolled out in the meantime a lot of our professional development of our administrators have been around and see standards of practice and that's something you're going to start to hear a little bit more and more and so we're just the same way that the Connecticut has their common part of the national common core standards or Connecticut standards for our content area or for an organization Academy models effective Academy models also have standards so what makes for a quality Academy you know are they rigorous what is the level of community involvement what is the level of sustainability what is the level of teaching and learning the business partner active engagement there's a variety of different quadrants along a Continuum of Excellence that we would be striving for over time the rubric is really rubric or continually Dives our work and holds us ourselves accountable helps us to kind of do a self-reflection like where are we on this right now like a little check and then you know each year we kind of work towards getting a little bit stronger in fulfilling um you know what makes for our quality Academy program so Jay we brought Jay in to talk to the staff to kind of give a high level overview of how the standards work and that's one of the things that we'd like to do with you this year is to make sure that you fully understand them as well as a district team we're learning about them deeply and our administrative people will learn about the Deep things that our teachers will be learning about them as well and we'll all be putting them into practice we've seen you know Nashville has been at this for 17 years or longer we've seen some schools that achieved National model standards of excellence within three to four years which is really fast right and that's like the first cohort goes through they bring in ncac to do a deep evaluation to see all the components and they get rated and evaluated that's how you can be certified and then people start coming to your District to see how well you're doing things which is which is great but just the idea that we googled ourselves to the high standards available is really the goal of what we're talking about and we're very fortunate to be partnering with Jay Steele he's not just working in the country and now he's going he's in different countries right now setting up setting up the Academy Susan he's doing a lot of work in Thailand right now which is legally hiring him to set up I think it was close to 30 academies full stem full-on stem and green energy and all these like the the government that's you know is going Full Tilt with the academy model to help reduce Thailand and to help produce you know in further timel goals so many many countries is working and he's actually in Hawaii he's doing a lot of um work there as well one of our former former employee of Obi listening she's now our state of department head was one of the first people who kind of got a chance to see the model in action and they have had a previous connection so we're fortunate for that relationship and we've been working with them for the last couple years now so March our Target date right now is is the middle of March when we can get Jay back in town to come and do a workshop with the board the standards for the Academy model we're in sync with the states standards yes so they're they're different in the sense that so our economic doesn't have um Academy standards to guide that works absolutely but what we have is a sync yes yes and so our academics the unders don't don't change they fold within the academy structure the model any other questions thank you thank you so the next update is from the Commissioners health and safety update not I believe it was last Friday Kelly and I had the opportunity to attend uh the Commissioners Friday update providing health and safety some of the discussion or the vast majority of the discussion was around the reality of interim fall in winter season and the impact this can have have on our children and frankly frankly staff and community and so of course the discussion of covert came up of course the discussion of the flu came up and also the discussion of respiratory illnesses like like RSV and so some of the many recommendations from these Health officials talked about what they are seeing in hospitals around the state and that they are indeed beginning to see an increase in covert cases in hospitals around safe some of the monies that were typically that were used previously to monitor Kobe cases in the community is is right now and so the hospitals is where they're going for this information our local Health director and the health directories across the state I would imagine like Cara Frontier public Bank Department State officials to get further guidance we did receive further guidance in the event our staff or our children have indeed come back positive and so until Kelly is going to speak to some of these recommendations for us ahead of that I would just also like to share some of the concrete recommendations that I left the meeting with encouraging our community to make sure they proactively get the flu shot proactively consider the covet booster and if they feel comfortable not to get the RSV shot at the same time for prioritizing the first two first because they were seen in English in the communities and then the last one the RSV um Kelly I'll ask you to share some other recommendations that came into the group just also say I do not anticipate any action from the board at least considering where we are now I will ask Carol Frontier for further guidance on this but where we are right now I do not anticipate we're going to have any policy implications with historical Kelly sure thank you Robin um so what we are doing is learning the process of just re-looking at our sick day guidelines which we always have in place for parents you know General reminders if your student has a fever they have to be fever-freed and chemical route workers right they have injunctivitis or a guy they cannot come to school until they're treated for 24 hours those types of things and we're trying to balance this with the post-covered world of we want kids at school right do not keep your kids home for lengthy periods of time if they do not need to be calm but we also need to remind people that when children are sick they need to stay home and they need to rest for their own well-being as well as the well-being of everyone else in the classroom around them and so related to coven is very similar to what we ended last school year with they are recommending um that if your child is diagnosed with covid or a staff member that you're notified of the school of that diagnosis you can use a home we cannot require but we are strongly recommended um that you do a test and that can be an at-home test and in those guidelines we also remind families that if you have tests left left over in your home from last year to check the law and expiration days some of the expiration dates and you can just Google it um have been extended so the lab number you can see that even though it expired in the spring of 23 they're now saying it's valid until the spring of 24.

Ashland's gonna have to hustle back the clock has been knocking on the door all night but they finally connect with about 17 30 to go in the first half one to nothing it's just a beautiful set of plays there as it was shot on hit the crossbar and a clocker right there on the doorstep to head it home Blackhawks tip off here and Center Center Field Center Court center field not like baseball though no a little different a little different clockers looking to capitalize double up here they go up one to nothing and thought he had an Ashland player behind him yeah Pedro Borges I think getting a little too fancy on that pass a quick throw in by Bellingham we're back underway for us trying to make a move find finds a Bellingham Defender a nice little poke check there by Matt Matty Silva Bellingham trying to find trying to make a move here making sure to stay on sides see fashion can get it out of it out of trouble yeah uh-oh accidentally left foot great through Ball but not able to capitalize I had to Silva Silva trying to be this offender beats his Defender nice defensive play there picked up though by Grimm now out of bounds the clockers will get the throw in here and it's gorgeous up ahead to Graham Graham looking for a national player trying to go one on Three while looking for that other player we're just an aggressive play somehow comes away with it passing ahead to Silva Silva beating two of his Defenders looks like might have been a push from the back Ashland's gonna have a free kick here it was Isaac Faraz gets the gets the whistle there and he was incredulous so free kick here for the clockers to be taken by Graham looks like Bellingham setting up a little bit of a wall at least for a moment gotta make sure the keeper can see hey Graham swaps it out and instead it's going to be like oh number eight that'll be Sosa taking it for the clockers from about the 25 under 15 to go in the first half clockers up one nothing gonna get an offsides call there I believe looks like silver ran a little bit too early so if I'm not happy with that call but nothing you can do well yeah nothing he can do so Matt I think they're trying to line this up for a free kick for Bellingham the ref is very specific on where he wants that ball and bellingham's just realizing it [Laughter] clock continues to tick 14 20 to go now sun has now set behind the trees and already you can feel the temperature drop up here on top of the Press Box Jack Taylor looking for Rebellion there it's a Joshua Steinberg getting in on the action at Midfield his first action of the night oh mishandled by Saint Laurent Ashley making a move Carlos back there up to Keegan Kelly pass blocked aside held on by the clockers ran with a quick shot but shot well wide to the short side Crandall with another free kick or goal goalie kick looks like he's not gonna boot as far this time a low Line Drive intercepted by Silva so run his heart out he gets it past the goalie it's an open net right now if he can hurry couldn't get the shot off it trickles on his left foot and over the goal line tough break I mean his eyes must have been so wide after he got past the goaltender who was 20 yards outside of the net and got caught I've been there done that is that right hahaha a little more as the go as the keeper is uh where's the uh Striker that's that's silver just did done that a little few times more than I'd like to admit but you know you know I'm just glad that you could admit it doing it at least once you've all been there Ashland making a move find Silva Silva with a nice little touch balls going out of bounds looks like Ashland will have a corner kicker okay here we go silver looking across it he had a great Crosser last time see if they can capitalize on this oh what's the call here throwing oh it's a throwing yeah I'm a little surprised on that one it looked like it went on the goal line side of that flag here's a centering attempt high and headed aside by the Blackhawks and now we will in fact have a corner for the for the clockers in the far corner and Silva is still taking the score so overlooking as a fellow Lefty you must love seeing this I do but I do not play soccer Lefty dad well you didn't have to say it out loud [Laughter] silver looking they got a bit more air on this kick this time okay that was kind of a show me Corner let's see what he does this time gets the air off a goalie's hands and knocked aside to the near side of the field Hunter Meg is giving Chase on that last one hey Bellingham quickly getting the ball out of danger clocker is forcing it right back in here Steinberg looking for an opening dribbling dribbling dribbling finds his man on the on the far side cuts across shut oh wide short side clogger's just swerving right now they can smell it Logan yep great shot by Isuzu I mean he had had the right idea had the right angle just could not hold it a little too much okay goalie kick here for Bellingham as we tick down about 10 45 to go here in the first half clockers up one nil lights are on now Kelly passing back to his defense might be looking to switch the field here a little trouble there on the far side got a double team able to somehow Beat It Hunter Meg steps up he read that one beautifully but then can't be this first Defender Hunter 2 sport athlete capitalizing in soccer and basketball I think he does a little track as well Logan Graham up the sideline looking for Carlos Hunter was your youth league basketball coach last year isn't that right yep he's a good kid good kid we like Hunter here's an opportunity for the cloggers Down The Far Side and they're just the Black Ops just knock it out of bounds there'll be a throw in here on the far side for the clockers fans don't forget we've got Ashland football coming up this Friday Also against the Bellingham Blackhawks Chase Abrams and I another part of the Abrams broadcasting team we'll have the call for you again we'll be right here in Ashland seven o'clock start I believe checking my notes be live right here on waca TV awesome with a big switch looks like half of their at least half their players are gonna be subbed out okay Carlos is back on the field now as is Tyler Robinson Bailey Fong and Noah Ramsay as well okay Carval is out there Kian Kelly Silva's still Noah Ramsay's back out nice backwards header but answered right away clock is just going back and forth with the Blackhawks right now here's Carvalho Cross Field pass to The Far Side oh another little streaming ready almost found Carvalho right through ball there's a header but right in on net nice play there by Souza grand old making the save right there keep right great line of sight on that pretty easy uh pretty easy save there for the keeper Fong had her finds a national player crosses it to Noah Ramsay Ramsey looking for a through ball to Silva can connect find another one of the good guy Brigade here for the clockers I believe uh Logan you know him from Arc Last Summer yep Logan's pregame scouting report on as long as he has a cannon of a leg hasn't shown that yet just that hasn't had the opportunity it's been a tight defense by the Blackhawks so far another scoring opportunity goes wide for the clockers there'll be a goalie kick here for the Blackhawks 7 45 to go in the first half clockers up one nil moved out by the 35 headed and controlled by the clockers so Silva looking for Noah looks like Ramsay switched size he's playing more nearside than Far Side now Tyler Robinson with a quick throw into Silva give and go too far for Robinsons to turn right back over taking his throw in for Bellingham intercepted by Silva to Ramsay Ramsay looking to go back to Silva oh that's got hurt we heard it up here Ramsey given Chase passed it back to an action Defender that's Draper all the way back to kulaga who probably is touching the ball for the third time this half yeah I'll be interested to see the time possession for each team bellingham's got some fast forwards but they have not been able to show off their speed very very much today Bellingham with a few nice headers in Ashland territory this is about the deepest they've been in about 20 minutes of gameplay 6 30 left in this first half okay so here's an opportunity for Bellingham on the far side of the throw in some really tight spacing out there but they get it out Billy I'm trying to settle this I head her deeper in and headed aside by the clockers great had her by Bellingham it's a series of headers yeah and finally booted out of Harm's Way but I think Draper Bellingham passes it we're back to some of the some of that ping pong action we saw earlier in the half Logan ramono tried to keep trying to keep on trying to keep hold of that ball but not able to no Ramsay looking for almost Robinson great foot races Robinson gets ribbon off the ball by a Blackhawk Defender but great Hustle by Tyler yeah it looks like it might have been a little shoved there but not enough for the ref to see it I tell you I didn't think there was a chance Tyler was going to be able to make a play on that he made it really interesting yeah Tyler's one of those fast agile guys on this on this uh on this team agile good word I like that [Laughter] also a two sports star Tyler played on the Farsi basketball team last season throw in by the Blackhawks under just about five minutes to go in the half clockers up one nil have possession of the ball right now Far Side for Graham Graham we even passed his first Defender but passes it right to a Bellingham Graham with a with it again just take just took it away just flying around somebody called the cops because he robbed that guy far side down down we go rolling rolling rolling it's gonna go all the way over the goal line call it a corner much to I think everybody's surprise so both teams hustle down the left side of the field I can't quite make out who's going to be taking uh taking the corner it's not Silva this time definitely not a lefty I mean Ashland bringing everybody up it looks like they have everybody but Bailey Fong and Matt kulaga I just saw Rona come running in from Midfield this one gets thwarted aside bouncing around among heads Bellingham comes out with it and just dumps it down the uh far sideline Funk plays it I thought he's gonna let that one go out of bounds but clockers have control yeah that ball was too the Bellingham Defender was two or forward it was too close to that ball okay Graham LED himself a little too far on that one on that dribble Bellingham has it at Midfield dumping it on the far side now Hawk Bellingham making a move but intercepted Ashland looking for Noah Ramsay up to feenstra yep okay control oh almost controlled by Carvalho tough break there just a bad hop on him here's Fung over to Graham Grant back to Ashland to an Ashland Defender who boots it up that's like the third or fourth time they've tried to find Phoenix on a long pass like that just not able to die a long distance so far Bellingham making a move but intercepted once again by Ashland with two Defenders just going back and forth or two forwards my bad finds fiends from the middle dumps it off here to uh who is that Keegan Kelly of course Keegan with a long pass looking for Noah Ramsay left foot center header oh beautiful great shave full body extension I was all set to count that one and that keeper just made a spectacular save another shot on goal but once again Grand all making the save he is he's made some spectacular plays this even okay 220 to go in the first half somehow the clockers only up one nil a little bit of some armless arm wrestling down there but we'll end up end up into an Ashland throwing okay here we go up ahead to Kelly trying to trying to settle Bellingham picks it up we got a whistle looks like an Ashland free kick yeah penalty's gonna go against the Blackhawks Kelly was about to take it there but Ashland Defender decides he'll take it it's a bold move calling off one of your co-captains oh yeah I think Graham Graham called off his teammate to let that one go through and then couldn't quite catch up to it so out of bounds minute 30 to go in the first half clockers up one nil throw in for the Blackhawks welcome to go downfield there's Carlos booting that one out of Harm's Way Blackhawks trying to settle contested and knocked out of bounds all the way to the bleachers on the far side of the field it's going to be clocker ball under a minute and a half to go looking for Graham Graham down the far sideline giving Chase looking to cross it Graham makes a Defender Miss but Defender still gets a little bit a little bit of the ball turned into an Ashland throwing okay time is now being kept on the field no longer on the scoreboard so we'll just have to listen for the whistle letting us know that it's halftime is that Noah Ramsay taking the throw in yep no Ramsey with a big throw in headed aside here's feenstra Oh I thought he was going to just kick it right out of the air kept Alive by the clockers back back to Ramsay Ramsay looking across it to finstra who left what a defense for no less yeah Grendel had a little bit of trouble controlling it but it did no Ramsey giving Chase out of bounds off Blackhawks so Noah will be able to take another Throne right here getting really late they're gonna have to hustle they want to take one more shot at a goal somehow able to get a foot on that one but Knox is a just wide short side I think you're getting a lot of minutes in here really trust me Grand all looking for a Bellingham looking for a Bellingham player so it's still late first half here one nil Ashland and we've got a whistle it'll go Ashland's way so free kick here but forget I said anything as the whistle blows for halftime so again your clockers up one nil over the Bellingham Blackhawks and Logan any thoughts here on the first half before we send it to uh send it to break I mean Ashland has done great job so far finding the open man passing it to that man and not being afraid to take shots the defense has stepped up really nicely and yeah I mean the time possession is dramatically in favor of Ashland certainly controlling the pace of play and the ball spent most of that first half well you know much more than half of the first half in uh in bellingham's defensive zone so great opportunities for the clockers only able to cash in once but we'll look for uh some exciting second half action for Logan Abrams I'm Josh Abram saying we'll see you back here for second half action on waca TV foreign thank you I always get like worried when I see like oh yeah it's 40 uh 40 minute halves then I remember to make sure the sweater too Thanksgiving game if you're like freezing cold trying to think all right foreign welcome back to Ashland High School varsity soccer I'm Logan Abrams joined with me by Josh Abrams and yes we are related Ashland had a dominant first half but only could put up one one goal Bellingham starting off with the ball stealing it from Ashland Ashland gets it back Bellingham going the other way for us with a few nice moves still has it pass it back to his Defender looks like they're switching the field looking for mantos finds mantos mantos over the live some great pressure by Silva back there clock is with the ball now Keegan Kelly knocks it out of bounds too hot to handle for Souza and here's a throw in by Bellingham great Throne getting it over the first defender's head but right to the other Graham clocks are trying to change field there Graham with the ball over to Souza shoes are dribbling up field beats his Defender looking to cross it into the middle get something that was a close one silver was right in the goal mouth here's a shot sails high and wide and it's good I think that was a Scott Norwood special wide right see how many people in our viewing audience got that reference so Bellingham we'll get the goal kick here just underway here in the second half clockers up one nil over Bellingham Grand all right to a national Defender who heads it Ashland jumps on it finds Silva Silva looking for Graham but passed a little bit too far in front pressing it's clocker still have control in the offensive zone couldn't force it through to gram nice attempt though there's a pass up top Crossing open man is Souza Susan gets around shot on knocked aside still loose in front of the goalmouth and then cleared aside Draper will be the one to go track this one down over Midfield and out of bounds should be a throw-in for Ashland not sure where to pass it might just go back to one of his Defenders finds a man it's Graham right through the wickets has deflected there by Sylvia it's a strafing run there by Arjona trying to slot trying to intercept a pass there clockers end up with it here's Carvalho plastic misses it there okay Keegan Kelly looking for some space and getting it Ashland's staying actually staying strong Silva beats his man didn't even know that he had a teammate behind him since I came flying up the near side came out of nowhere quick throw in by Bellingham a good leading pass here Captain bounds on the near side yeah Bellingham man nice Chase he had a man open had beaten the defense Fong looking to get the ball back Tyler Robinson a little bit of a body check Billy I'm still with control and finally taken away by the double team yeah froze couldn't handle it that is a dangerous pass shot on kulaga equal to the task diving to the near The Far Side make the save quickly getting it out ahead on the far sideline now looks like Graham didn't even know what was going on looks one way the ball went the other Ben looked over and saw his teammate with the ball Grand passing back to his own Defender there's Draper up head defung right off his foot Fong looking to get it once again it's a two-on-one fog somehow stays with it I won the battle pass it back to his own Defender finally back to colaga over to kulaga backed Carlos Carlos passing it up Susan back to Carlos one timer trying to feed our hona Silva with it Silva looking for a teammate looking to cross the field I have fun didn't know that was for him so he let it go and it went right out of bounds took the words out of my mouth yep okay I shouldn't dropping back here looks like it's the advantage of being up high like you can see that play develop ashram with some good ball control some good passes but then just boots it out of bounds that's the danger of the one-timer trying to kick a moving ball rather than trying to settle it less control under 35 minutes to go in the second half clockers up one nil again just the way they've dominated play tonight you think they have a much higher score this one's just a little too far ahead for Susan but he managed to track it down here's a centering pass knocked aside and balls up oh Silva headed it he had Keegan Kelly right there in the goal mouth but couldn't quite make that one work another good opportunity for the clockers but still just a one-nothing lead one nil lead yeah kelly didn't know where the goal was so I couldn't wasn't able to make a play on that kind of lost track between where the ball was where he was where the goal where the keeper was yep yeah there's a lot to keep track of there it's you know it's all happening pretty quick down there on the field there's a clearing attempt by the Blackhawks Silva knocks it out of bounds it'll stay Blackhawk ball a quick inbounds here Arona kicks it aside clocker's trying to settle here Susa no whistle they're gonna keep playing Kelly putting on some good defensive pressure and there's Graham flying in from The Far Side keeping it away from the Blackhawks able to force a turn over there Funk battling hard here gets it up ahead to Seuss on the near side Sousa looks up puts a centering pass in looking for King and Kelly Kelly back at you Graham gram shot oh shot yeah quick shot near side wide on Monday two members of our family will be announcing girls volleyball vs Medway tune in to find out which two and oh by the way watch some really good volleyball between the clockers and the Midway Mustangs well I always do always a good game against Medway Midway to the other they seem to parentally perennially be one of the powerhouses in the Tri-Valley League that maybe not volleyball Maybe I mean Hopkin definitely it's a Powerhouse I know they're pretty great in baseball along with us you know it's not a you're trying to do a shout out to coach Mike Coppinger Midway Boys Baseball head coach Bellingham with the ball dribbling it up field I asked a good question you gotta answer it my bad dude okay macalaga with a great sliding save Justin's shin guard fires the ball up tricks is Graham tricks his Defender up the field on the far side okay I'm giving Chase um Fong had it for a moment looked like referral is right there that ball did just sneak over the yellow line out of bounds so a turn over here Luke is going to inbound for the clockers we do have a substitution looks like Nora Ramsay's coming in for Graham yeah Graham's been running all over the place in the in these eight and a half minutes so yeah would you call him a frequent flyer logging a lot of miles something like that Bellingham comes away with this one knocked aside by Lucas to Kelly dribbling a little bit hasn't knocked off his feet and Bellingham has it at least for the moment they cross over Midfield they've got a man wide open on the far side and they find him onto the left foot he's all alone shot kulaga makes the initial save and knocked aside Lucas comes back to get it out of Harm's Way yeah bellinghams Tyler Enright probably have the closest thing to a goal that they've had so far tonight oh by far the best opportunity of the night for the Blackhawks kulaga steps up big there keep this a one-nil lead for the clockers as we tick down to 30 just under 30 31 minutes to go in the game yeah I mean enrich enright's uh teammate made a beautiful cross crossing pass I'm not sure how he got so wide open on the near side there just must have been a defensive miscommunication yeah I mean there were about 20 20 plus yards apart so I didn't think defense didn't feel the need to cover him I guess not but that was a long distance dedication right there but kulaga steps it up keeps us a one-nil game but here's another opportunity for the Blackhawks far side corner kick another Lefty here a lot of movement around the goal mouth line drive it's loose in front before he could get a shot off great great fairly fun great job by the combination of Kelly and Fong to get that ball out and save save a possible goal I mean look like they had a real real opportunity there yeah don't wake the sleeping giant another corner kick opportunity this time from the near side for the uh for the Blackhawks yeah Mom sorry if I'm not pronouncing that correctly but my phone will be taking this Line Drive looks like it will be a Gold Cup this time and Bellingham is not happy about it can I tell you it's a little bit concerning on those Line Drive Corner kicks that the first Ashland players like trying to defend it with throwing a leg out there like get a body on that yeah and now we're seeing what appears to be pretty much wholesale changes for the clockers yeah it looks like the only two staying on the bench are um Michael Schreiber and Keyshawn Graham Megs with a good pass looks like might have an Ashland player down yep yep and he bounces right back up but it'll be clock or ball looks like a free kick there on the far side yeah Isaac array is taking this time to test you okay is uh that Hunter migs taking this one yep 100 mags passes it back to his goalie Matt gulaga basses back tone mags Meg's looking to go up field that was a dangerous centering pass somehow they escape with it no Ramsay looking I had had a Defender but got him twisted around kind of in a no man's land between two different clockers and right making a great Chase for Bellingham and right again but John marchetti on the field now just made a nice little play there oh a Miss fire there trying to hit Aryan feenstra Hunter stepping up finding his teammate it's the right idea but poorly executed somehow clockers Come Away With It that was Steinberg there for a moment Steinberg again with it trying to find an open man clock is a little trouble communicating here suddenly the Blackhawks have the ball and they're moving downfield 11 gets a shot off but high off the goal post foreign just a single doink there off the right upright and of course out of bounds so clock or ball over to Hunter over 100 Max tries to find Carlos Steinberg with it now passing back that was marchetti but out of bounds misfire there to to Matan under 27 minutes to go now clockers clinging to a one-nil lead as the Blackhawks seem to have found new life really putting the pressure on it's been all clockers most of the night but in these last few minutes the Blackhawks have had a couple of really really good opportunities including two Corner kicks no around you with the ball far sideline trying to get it past that Defender Now Phoenix are putting on a foot race trying to Defender pass it back to the goal to the keeper that play worked but it got a little a little close uh yeah that was that was a little a little blatant there as uh Matan gave his teammate gave his uh opponent a huge shove that is in fact a turnover it's going to go to uh go to the Blackhawks I'm not sure if you guys could hear free Kick the Bellingham fans but man those fans are passionate about this team Saint Laurent taking the taking the kick here are you taking French and Middle School my bad man once again geez so judgy tonight Josh Abrams for you you calling me judgy Josh your word's not mine Bellingham with great opportunity deep in Ashland territory it just knocks it aside but Bellingham putting it on net who lager was ready but the ball never really got close Blackhawks putting some pressure on offensively I don't know if they've changed their uh formation or what but they are swarming right now just under 25 minutes to go in the game clockers up one nil throw in for the Blackhawks mantos gray pass action able to steal it from Enright grade through ball okay which will turn into it which will turn into uh Ashland throw in for Finster yeah he was streaking down the near sideline and all the uh all the Blackhawk Defender could do was uh knock it out of bounds feature again with another throw in that one will go another one going out of bounds is uh trying to get Andrade into the into the action this throw in by Matan looking for an open man directing throwing in toward feenstra can't settle but gets it off to airs I believe back up top tennis pass into Noah balls bouncing around the clockers just could not ever get a real good foot on it really couldn't settle that ball and Blackhawk's able to knock it out and this one's going to get kicked all the way back to kulaga he's gonna settle it and Boot It yeah borgish with a great Fastback to kulaga had the right idea just reset air settles gets it stripped Bellingham with it moves it up to the center oh nice interception there that was Pena ball worked its way to The Far Side now clockers with it there's Steinberg looking for Finster in the middle and airs down the right side in a foot race ball goes out of bounds over the goal line and it's going to be it's going to be a goalie ball that one's they're going to call off of Ashland quick substitution here for the clockers three fresh bodies coming on and uh Bellingham just making one substitution yeah it looks like uh Thomas grandell once again what this will be taking this as a sophomore I mean he is getting he's getting a lot of time fiends are putting on some pressure there Bellingham able to beat it Fong with a great with a nice header and just knock it down starting a little physical out there it's fun I had a little bit of a body check here's Kelly this guy an open man it finds him on the wing welcome to cross it that was Matan The Heirs centering pass found Keegan Kelly in mid stride he couldn't control it and it would be a corner yep exactly a corner kick here for the clockers let's see if they can finally cash in and double up on that one nil lead under 23 minutes to go looks like Hunter mags is coming up Hunter being there one of their junior defenseman okay this I think is going to be Carvalho taking the corner not a lot of bodies in front found this man it kicks out Loose to The Far Side shot on blocked aside never reached the next show goalie fell over had a real shot there looks like it will be another Ashland Corner This Time by Keegan Kelly Keegan's got a short option if he needs it he's about a few but ultimately Noah's gonna come running back over to the goal great cross looks like they're gonna say the feature was kind of backing his his Defender off the ball illegally sounds about right granddaughter looking to go deep here right onto the foot of Noah Ramsey we had Keegan Kelly streaking down the side couldn't connect Fong with a great kick we'll just get it out of there Keegan Kelly give him Chase ultimately great great um idea for mantos just get that out of there think he had a feeling that Keegan beats him in a one-on-one yeah I just had to play it safe there just knock it out of bounds that's you know pretty typical soccer play right there so more changes here for the clockers as they are continuously rotating to get some fresh bodies here as we get later and later into the game under 20 and a half to go now in the second half throw in for the clockers it'll be Lucas aronia my apologies Lucas and his family for not quite getting that one right we'll just go with Lucas the rest of the way long throw an attempt here headed aside ball is loose and right back to Lucas centering pass blocked aside by Bellingham nice defensive play there and the ball comes all the way out toward Midfield she'll be a throne for Ashland getting it very quickly in do one of his teammates Bellingham uh almost Bellingham almost had an opportunity there but stuffed by the sideline yeah I'm not sure why Tyler is in such a rush to for on these throw-ins like he seems like he thinks he can catch Bellingham napping or something but it so far has been working those last two attempts ball gets ahead to Keegan Kelly looking for a help Bailey lets it Go and a long boot here by Hunter trying to find Graham how's Graham yeah suicide momentum coming in there yeah grandma and his teammate Souza coming in so if you could just get a foot on that as soon as I could have taken over another quick throw in by Robinson clocker's working it down toward the corner on the far side bringing it back out long pass attempt couldn't quite connect as they had they had uh Silva yeah they had Silva on the far side just a little far A little too far out of his reach so gonna get a goalie kick I thought it was gonna be a goal like it looks like they're signaling for a corner now so I can't see if that's silver or carvelo is going to be taking this one looks like Silva come marchetti right in front of the Bellingham goaltender ground ball up top to the box trying to make a move had like five Bellingham Defenders on him Hunter with a mescue misses the ball oh what a goal [Laughter] how far out was that 20 yards 20 or 30 including the end zone I think so I mean the keeper obviously gave up on that shot thinking that it was going to sail high and over the net but he was sadly mistaken and the clockers finally are up two nil had so many opportunities mostly in the first half a couple here in the second half and of course Dodge a couple of bullets from the Blackhawks along the way but we're under 18 minutes to go now clockers up 2-0 so you think artha Souza number eight was the one who scored on that one I do believe that Souza Souza put that Gordon Golden Boy boot on had that nice 30-yard bomb oh now it's 30.

so to check those but a home test kit is fine if you so choose and if you are diagnosed with covid that you are still having to remain home for five days and then on days 6 through 10 returning with a mascot for the health and safety of everything again we are we are strongly recommending we cannot require um but I think that that's imperative to get the message out to our community that this is for the health and safety of everyone in our community um and so if you do have coven you are to remain home for five days um we have seen covet cases in both staffs and students um I you know I don't want to alarm anyone they're not a running race but we are saying it um and so these are uh you know the best health and safety practices um also a reminder to our families that if you would like to wear a mask that children are able to staff are able to we are not seeing many elect to do so but that is an option for anyone that is feeling more comfortable with that so we will be putting this all together in a revised Fit Day guidelines and memos to well probably the first week of October I think is what we just could you say after fifth day to come back to school the sixth day that is not required for you to wear strongly we strongly recommend but it is not required I just want to make sure okay great thank you I just wanted to comment already implemented his policy unfortunately we do that personally but she strongly recommended and I think nation and she was extraordinary in her follow-up and conversation with me to make sure that I was clear Samia that's great feedback and I will say for those of you I um we will bring her to a future board meeting but we do have Carrie Burke she is our new coordinator of all the nursing Services she's replacing caviar dad who I know spent a lot of time with this group during coven Carrie comes to us with a wealth of experience formerly worked at the school-based health center at the high school so she's very familiar with the district with the community and she will be leading this and making sure that all of our nurses are aware of the policy and um can we offer the flu tests and for the tests of the school-based health centers yes they are they are already offered and available at the school-based health centers which um would you need approval or some sort of slip signed by a parent in order to get any kind of so if if a student asks for this yes so if a student um is a member of the school-based health center which requires parent permission um they could then go there to get get the test so the um the signature allows them access to any of the services that are offered there they could also go there let's say they had an earache they needed to be checked for an ear infection um so it's consent to all the services that are provided at the school base Health Center and those are offered in some of our schools so um the Rogers Park and Broadview have a school-based health center the high school has a soul-based manager Elsewhere for working on that you have a list of those services that the parent is going ahead and saying yes like I get it if you're giving them as you know an aspirin but you know that hence I say that there are other other interesting Factor yeah and I think that will show everything that form outlines could you speak for this moment about the partnership with the local organization it was helping to run on the survey so yes um so I I they've been great Partners uh with us so I will say during uh during covid um you know whether it's Distributing anything that we needed across the community um if there is a need of any of our students they have been able to gain vaccines for our students medications for our students of course all with parents consent um but we enjoy their partnership and appreciate their service to our students and our community so I think they've been a great great partner and certainly I know we've been exploring ways to expand um you know if and when we have something one more questions the health and services we're talking obviously you know shots or whatever but is that also mental is there they're so under that so when you're signing is there any way we can get a you know a layout of what's covered in there I want to be clear it's not run by Danbury public schools it's a partnership with Civic yeah um and so certainly we can share a copy of the form that parents receive and you can look at yes well if I were to sign off I would just like to know exactly what I would be so much thank you [Applause] so the next item one they're made for is item D budget calendar and development and this is really just making the board aware through the finance committee first I wanted an opportunity to review really a calendar of events leading up to our budget process like to get started much earlier than in previous years and so through our committee in all the Liaisons meaning the the cabinet Liaisons that work with the board and so whether it's the curriculum committee uh caravar Cara working with Kelly and Lauren Daly and saying hey here are some staffing recommendations we envisioned for the 24-25 school year here are some supplies and curriculum supports we envisioned for the 24 25 school year Mike Seely doing the same thing with Michelle Coelho on our sector facilities committee and so whether there are some initiatives around security whether the same initiatives around I.T office grades that need to be made we walk every committee through those projections for next year and we want to get started as soon as October and so yesterday or last Thursday the holidays appear to be the same now but it was last year I was able to leave we had the finance committee meeting [Music] in our next finance committee meeting we would speak to the budget calendar um feedback from the committee before bringing it to the full forward so that we can begin to move forward the plan so I just wanted to make a board where that was coming and that we will have an opportunity to review a full-fledged calendar for this the suppose we use programs or Pathways development art is that going to be included in the upcoming budget the costs are developing new courses and programs yes so any costs associated with curriculum development you would find in the curriculum committee certainly so whether that's Staffing whether that supplies any projected costs associated with professional development particularly if it's going to be found in the general budget anything that's going to be landed in a general budget we would be asking those folks to identify those costs associated [Music] hope what you propose the cost for development of these programs what will be that just for development right so I mean isolated in that way is a little difficult because like for example I believe uh camera has secured a grant for curriculum development but Pathways so it may not necessarily be applicable in our general budget and so it may be a cause that you see but it may not necessarily impact our local taxpayers but that doesn't mean it's not a conversation that would not be had I think but in terms of informing our budget processing 24.25 that it may not be applicable at that space but that doesn't mean things under the umbrella teaching and learning there'll be a lot of things to be able to talk about Staffing is going to be our biggest call sets you know you're not impressive any other questions and then and then last but not least is the demographic study and I wanted to make the board aware of another legislation that's come our way and this is about requiring students to be five years old either by no land in September in order to enter Canyon Garden starting in August of next year I should note that our families can submit a waiver if you will and depending on the results of the test so it's a waiver plus and assessment to determine readiness while all of those things are going on of course we're not the only District in the state of Connecticut having to deal with this it ended up being deal with this in a bad way but we just understand clearly they're going to be implications either at our Pre-K level that we have not initially planned for or in our schools next year and one way the following year and so you know right now we experienced a bubble in our second grade we have over a thousand students in grade two because a lot of families elected well they elect to keep at least 100 students home in this community during coverage and so because of that we have grade two where there's a hundred additional kids it very well could happen it could happen and have an impact on our initial planning for pre-k across the district and or it could have an impact when attending article and so given that we right now have a our last full comprehensive demographic study was 21-23 we had a a kind of additional study but it wasn't the same comprehensive study done completed on June 2022 so if you might recall initially we were going to be at one High School site and we had to have another study done because we moved to the Carter site and so that's the reason why we had to do an additional study but in light of this legislation in addition to the special education legislation we think it might be appropriate now again we were going into a new building hopefully very soon to have a study to help with and particularly since we've outperformed our study again fresh demographic study I hope that might help a plan for the next few years so we wanted to bring that to the board's attention I know we initially talked about this inside the facilities to get some feedback from the board and see if there was any before we go forward with some pricing and that we can further talk about and exciting but these two legislation legislate most recent legislations are certainly going to have some impact on us and just an ad we're anticipating probably three classrooms worth of students for next school year at the preschool level that are going to have to remain at preschool for an additional year so um that would be it we are currently looking through because not all of our students are are registered and enrolled preschoolers come in um you know coming out of birth to three services on their third birthday but it's not uncommon that a child will register at four years old so we will have a better idea probably early spring of the exact number that will remain or remaining in preschool but less going to kindergarten so we're going to have to look at our staffing and adjust that quick question so would that be three additional classrooms on top of the ones that we are already extending um yeah so I think three additional fashion fashions that are we retaining the space in college students we are yes what right now we have extended release for an additional here with the option to extend and right now until additional plans get made we would love to do that for the problem doing this um not for the not for next year um but just long-term planning um it will adjust our numbers slightly um but I I am pretty confident that at least with the initial conversations with the plan that we would have enough right in Bridgewater thinking is and or the study could impact the planning of the great building I don't know what their total capacity is but if these studies suggest something different I would like to think that could also impact the planning on itself thank you thank you okay is there any discussion moving on to information the 2023 educational education law summaries about some more summaries that are so it's just additional information for at your convenience and this is shared with us this summer in July 2012.

like every time you tell it it's gonna get further the end Zone's 10 yards is that the 20 yard line makulaga with a great great Step Up it's just a couple of MLS games tonight Philadelphia Union hosts FC Dallas at 7 30. and Colorado Rapids host van couver Whitecaps at 9 30. inner Miami FC which yes does now have Messi on it takes on Houston Dynamo FC and the U.S open cup action tonight at 8 30 pm okay quick quiz Hotshot what's FC stand for football club oh very good nice job don't get that very often but you know so would are you did you learn that from Watching Ted lasso or welcome to wrexham um I'm gonna go with c neither neither A or B correct Ashland given Chase had it for a moment but just goes out of bounds once again hustling to make the throw then takes a breath looks like they will be making some defensive Subs Carlos coming back in yeah I think John marchetti is back in I can't quite read that number back there we'll take a look ball loose on the far side Bellingham has it for the moment gets it out of the way clock is trying to make a play on it now ball goes right through Fong's legs he's got n right up the sideline but he wasn't wide open like last time Carlos runs a nice screen allowing kalaga to feel that one cleanly under 16 minutes to go clockers up to nil AGA directing traffic a bit that one off the side of his foot a bit yeah you can hear his frustration from up here and right miscue Silva also had a small little rescue Ashland steals it Carvalho gets ridden off the ball nice uh little tackle there Silva gave Chase gave and gave up okay out of bounds off the Blackhawks so clockers will take over here Lucas tracks that one down just over 15 minutes to go glad to have you with us on a cool Wednesday night late September it's getting to be soccer weather here so good attempt there by Carvalho to keep the ball in but to no avail Blackhawks will inbound on the near sideline Jonathan mantis taking that throwing mantos giving Chase misses Keegan huh curious if uh that is Mrs mantos's son teacher in Warren Elementary Mrs mantos no okay Graham Graham the middle schooler would know some of these Elementary School teachers Graham had an opportunity there but Defender did a nice little block and let the keeper get to it Thomas grandoff once again a great boot but yeah I agree I mean every kick does seem like his power might be decreasing that well it looked like you know God it was getting some distance early in the second half like that halftime rest helped him here's an opportunity for the clockers on the far sideline as Silva makes his move gets ridden off the ball so if it was flying down the sideline that's tough to be the triple team you know made that look easy even though it did not even though it wasn't successful mother throwing at Midfield Noah Ramsey coming in for Keegan it looks like so with that two nil lead it'll be interesting to see if the clockers uh slightly different tactics more interested in protecting that two-nil lead than being too aggressive offensively so here's Carlos right up the middle near sideline now to Lucas Lucas will bring it up and oh couldn't handle that one just rolled right off his foot out of bounds so tough turn over there Carlos pushing it ahead now on the near sideline mantos feels it momentarily up here's feenstra Veenstra looking for Silva Silva looking to cross it whoa got shoved off the ball no call okay might start getting a little chippy if they're not going to call these things here's feenstra trying to beat oh that was a bad Collision there right into that looks like this my I think they're just calling a goal you know goalie kick here the ball got just knocked way out of bounds over the goal line Grand all looking for a teammate had one for a moment but goes right over his head Ashland Defender being able to scoop that up here's Lucas Ramsay looking for silver or feenstra Ramsay keeping it couldn't beat his man and Bellingham comes away with it [Music] long pass ahead open got a man down the far sideline now watch the trailer for us I haven't heard that name a little while for us still has it passes it over gets tripped over to Ramsay Ramsey has daylight he's a good leading pass to Noah this one was a little pass to uh still was a little short but great idea to pass it cleaned up the mess and now we've got an opportunity here Graham puts it on net deflected and knocked aside and then saved by the Bellingham keeper so I don't think we're gonna get caught off guard by a quick strong long shot by Graham that time know what tracks this one down yeah no the great Collective just like soft soft header keep that in front of him but Bellingham Defender was right there to scoop that up very physical play here for uh Noah Ramses just battling for it right now nice plays here was getting a little physical over there Carvalho like trying to fight off a double team and dishes back to Carlos Carlos up but oh well so almost wait no call yet it's a couple of bounces but a few bounces on the line Jonathan mantos threw it in oh it looked like they were subbing so no throw Ash I'm bringing in a few new bodies I mean like you said they just keep subbing in so Pena and Steinberg among those who are fresh onto the field yeah pretty chilly night here 56 plus wind chill yeah it definitely feels cooler up top here high above the field above the Press Box Josh Abrams and Logan Abrams with you here on waca TV thanks for joining us so here's a turnover by the clockers an opportunity for Bellingham and right trying to pass it through his defender's legs sketch it over I think Noah misread that one a little bit but uh yeah I'm gonna get a corner kick here so another good opportunity for Bellingham I'll tell you one thing that uh they've been very strong and when they've had them have been the corner kick so let's see how this one plays out clock continues to tick we're approaching nine minutes to go here in the game clockers up two nil but Bellingham with the corner kick it looks like Lolly Veer once again sorry if I mispronounce mispronouncing that with the corner oh it's a great corner but kulaga jumps on it they have numbers you know what I didn't realize one of the substitutions that was actually Ryan Kaufman with the Save Ryan has come into the game oh another senior keeper here for the clockers and he did make a terrific play on that one leaping up making the save lost control of it momentarily in traffic but able to Corral that ball and coming up big here for the clocker so both kulaga and Kaufman making big plays to keep this a two-nil game for the clockers actually making some moves on the far side now to the near side Ramsay looking to looking for a shot on that oh he's hungry for his fourth goal I thought that was gonna be his own goal though he just put that in front of the defender kicked it out of the way but I thought the way he was angled Bellingham blocks this one and knocks it aside Carlos first one to it and then out of bounds off Bellingham so stay clock or ball Carlos will be looking inbound as soon as the clockers make some additional substitutions one sub here for Bellingham for the clockers this is number seven Matan Russia have coming back onto the field and he will take the throw in Carlos dropping back to D okay to Noah back to what's on Bellingham now with the ball over the center line the double team beats the pass Matan with it now short pass es she's a very ball movement right now Steinberg trying to force it through baton again look like a painter they're getting a foot on it but Bellingham controls just over seven minutes to go here's feenstra pushing it ahead on the far side he had Silva streaking couldn't find him and Bellingham finally able to knock it out headed right back in Phoenix gets a foot on it but blocked his side and that's a bad Collision feature is still down slow to get up and Bellingham moves it ahead they don't have numbers they're slowing down across the 40 now looking for Enright again they had him on the far side and just too hot to handle look like Ashland will be probably stopping in right here the feature got a little shaken up there but he's on his feet he is moving Carlos heads that one out of danger Captain by Noah nice play there no up to Silva Silva looking for feature oh right there is Defenders legs Ashland with a great opportunity but scooped up [Music] 6-10 and counting to go here in the game clockers up two nil Grendel had the right idea to find finding his teammate number teammate number 21.

yeah clockers are making taking advantage of making some shorter passes right now just some good ball control although the Blackhawk's able to break that one up it's 5 45 to go in the game this one goes out of bounds turnover clock or ball far sideline looks like King and Kelly will be coming in for Silva um Keegan Kelly being there uh team leader in assists with a five okay also not afraid to shoot the ball with um 10 shots on that mm-hmm only converting on two of those but yeah okay teams are just giving the ball back and forth to each other right now balls Midfield controlled by Bellingham working over here to the near side now centering pass knocked aside and controlled now by the clockers Carlos with the ball trying to lead his teammate but out of bounds and those will be uh mantos with the inbounds pass man does to end right Enright gives it right back up to Ashland okay features still in the game has the ball on his foot being sure with a great move fine just to you mate back back over to Noah Ramsay seems like bellingham's just been more physical so far this half okay under four and a half to go now Bellingham with the throw in mantos Carl's battling for position loses the battle but the clockers end up with the ball too high over the head of Noah Ramsay and out of bounds mantos with a throw in for the Blackhawks man that's challenging Noah there's a nice little header there by uh by Matan Noah and then right having a little little shoulder just shoulder over there good defensive play there by uh by Tyler Robinson haven't heard his name in a while but here the clockers come at Midfield now we're trying to find one of his three teammates nice dribble there centering pass whiffs on the uh one time shot but clocker still control Robinson with it now dishes off to The Far Side got a penalty here okay clock on the scoreboard at least it stopped at 357.

clockers up two nil Robinson defers now I can't quite make out who that is it's gonna take the shot for the clockers late substitution or quick sub here by Bellingham that might be Susa on the far side it looks like a single digit on the shorts I can't again from this distance just can't quite make it out features coming off the field now he's going to get subbed out and that appears to be Susa so I'm not sure who's taking the shot for the clockers here it is on net high off the crossbar They're Gonna Roll It Out of Bounds but did the goalie knock it out they're gonna say no no I believe that hit the hit the crossbar first and then the and then the football crossbar then yeah and then hit the keepers a lot going on on that play oh yeah refs don't call anything bro good hustle here even yeah centering pass attempt locked aside and way out of bounds throw in here for the clockers on the far side great cash by Matt kulaga on the sideline Tyler Robinson using a burst of speed and putting some pressure on the Blackhawks shout out looks like Ryan Hoffman Kaufman is playing a bit up and Ashland's gonna have a throne here no Ramsay has been able to show off being able to show off how far he can throw he can throw those throwings so let's see if we can see let's see if we'll see another one of those Buttes gonna take a running start on this one long throw in right in on the net header attempt right on to the goal keeper Keegan Kelly had the right idea there I mean it was his only play it was clearly diagram nice nice idea just couldn't connect clock are happy to just kick it back settle take control this one goes out of bounds one of the further kicks we've seen from him tonight I think we're seeing that last little bit of energy like just wanting to wanting to finish it here's a break for Bellingham if they move they've got some numbers looking for a streaking teammate Ryan Kaufman steps up all the way out to the about the 10-15 yard line coming out aggressively to make that play and help out his defense and right the shutout intact for now clockers definitely dropping back on D to protect that two-nil lead but here's an opportunity Seuss is right up the middle Sky no on the near side we waited too long to make the pass but a follow-up attempt goes wide alongside goalie kick here for the Blackhawks Asus I had Noah streaking but I'm thinking mine that was the back of the net yeah you can almost see him thinking shot or pass shot or pass shot or pass and he just he got too close in and uh whatever that attempt was whether it was shot or pass just got completely snuffed out by a triple team yep Bellingham with some nice ball movement here but one one too many passes it looks like ash from being able to get there no Ramsay streaking down the near side Noah beats his man crash with the net salary attempt score looks like Keegan Kelly with a goal make it number three for Keegan Kelly so the goal by Kelly a little icing on the cake if you will late late here in the second half puts the clockers up three nil as the ball makes his way back out to uh the center of the field okay looks like Ashland's got a few more back on defense don't want to risk anything although with less than a minute left we'll probably see in the last few plays okay light substitution here for the clockers ball is going to be inbound by the clockers on the far sideline throws it into Graham who we have not heard much of the second half and right controls it very well but Keegan Kelly just comes running in just trying to milk some clock here ball is just rolling right along the line kept in clockers have it and now it finally rolls out of bounds They're Gonna Roll Bellingham ball quick throw in and right back out of bounds still Bellingham ball yeah you can see Tyler Enright just running to get the ball when it goes out of bounds you know I think they're just trying to force it as far down as they can and try and get a um get a corner kick out of it but you are correct Logan the final whistle has blown the clockers put another W on the board another shutout for them so three nil is your final clockers over the Bellingham Blackhawks our next broadcast here on waca TV Friday night Chase Abrams and I'll have the call as uh football team takes on these very same Bellingham Blackhawks so looking forward to seeing you there Chase will be making his season debut behind the mic we're excited about all of that Logan any final thoughts here is we wrap up I mean just great all-around game from Ashland I mean like you said another shutout um they beat they had a shutout against Norwood um then they won three nothing in that game like this game and they had a shutout against Medford yeah shout out against Medfield um and yeah I mean they were just clicking on offense great ball movement um yeah I mean yeah look I mean you know we were expecting Ashland to win this game just again based on uh on the team's records and on on how they've done against common opponents but Bellingham made it really interesting I mean it was it was a one nil game through most of this one before the clockers could finally cash in and again some big big Saves by both goaltenders uh kalaga and Kauffman but that'll do it for us clockers again win tonight three nil over Bellingham for Logan Abrams I'm Josh Abram saying thanks for watching we'll see you back here Friday Night Football Chase Abrams and I will have you there and have a great night everybody go clockers oh yeah sorry to say extend that

we'll give it about 30 seconds all right do you see anyone on the line waiting to we do not have any callers that's all right okay thank you so um I would like to move on to our new business for today which is a presentation of the path to Citywide recyclables um by a a group called Perpetual or they'll be describing the program and so um I am not familiar with all of the people so I I will appreciate Sean some assistance from you in in introductions if you wouldn't mind um of course yeah thank you uh so um just with some brief background uh this is uh building off of a pilot that was started um by the city of an arbor along with four of our local restaurants um and since uh we have grown our group to include a whole bunch of wonderful organizations uh who are here tonight um so we have uh Samuel McMullan uh from zero.org a local nonprofit uh we have uh Alex from recycle and Arbor which I'm sure most of you also know is a local nonprofit uh and then we have Ellie Moss here um from Perpetual which is a national nonprofit that is helping out several different cities across the country with similar projects uh and it looks like we also just are joined right now let me promote them to panelist uh by Yousef um from El harisa and also with zero.org um and with that I will turn it over to uh Ellie I think you're starting us off with the present and you are on mute yes I will get us kicked off so I will it be able to share my screen looks like I will be able to um there we go well thank you so much for the opportunity to speak with you all tonight um we are all really excited about this project and excited to tell you about it um our plan for our presentation is um to give you some details about the project um Sean gave a little bit of background but we'll give a little bit more um and sort of where we've been what we're doing and where we're headed um happy to answer any questions that you have about the project um or if we don't have an answer yet we'll tell you when we will have an answer and how we can share that with you um we'll make sure that you understand opportunities to be involved and how to stay informed about this work and then we're really open to whatever advice this group has for this work so if that sounds okay um we will Forge ahead and I'm going to actually hand it over to Alex I believe you are going to kick us off yeah thanks so much it's a pleasure to be here um tonight um so I'm just going to take a few minutes to talk briefly about the scope of the problem and why Recycling and composting alone aren't a solution obviously Plastics is a big problem uh threatens their climate uh human health and the environment yet despite all of the interest in reducing Plastics and all the attention it's getting fossil fuel companies are continuing to make significant Investments um in EXT action while making very little investments in recycling and even less in reuse so these Investments are projected to result in an additional 15 million tons of of um uh Plastics being produced by 2027 and it's projected that less than 10% of that will be recycled so since 40% of all Plastics is actually made into single use packaging uh reuse strategies like we're talking about tonight or really can have a huge impact next slide thanks um so new studies are continuing to come out that show microplastics and and posos are significant issues in southeast Michigan always some of the highest levels of microplastics in the Great Lakes region and some of our Waters and it's a serious ecosystem in human health um issue that a lot of times it doesn't show up on a light traditional life cycle analysis that say you know should we use plastic packaging or metal or glass um a lot of times these these ecosystem impacts and human health impacts don't show up so it makes it a really important issue next slide so uh Ty up thanks uh so most often the place we look to First is Recycling and composting but these strategies aren't the top of the the zero waste hierarchy you can see here that the top of the hierarchy is reduce and reuse and reduction um so you know even though at Raa we've worked really hard to ensure the items that we collect for recycling are utilized for its highest and best use um recycling alone isn't enough so most most of the plastic in our waist stream um it's not recyclable or it's downcycled and not recycled again and this results in the continued need for extraction of fossil fuels and then in terms of of composting um unfortunately compostible packaging as an alternative just doesn't compost well at the compost sites which is why um an Arbor's composter recently stopped accepting it so it's really not a viable solution either next there's some basic factors that that determine if something's recyclable you know like to sort it at our at our murf the value of the material um the volume that's generated unfortunately with plastics uh most of it a lot of it's made of mixed materials it's got a lot of toxicity issues and at the end of the day um one of the most important factors is manufacturers are able to use really cheap version resins um that makes it really hard to compete with Recycling and the cost that goes into sorting cleaning and using recycled Plastics so this makes recycling really challenging for for uh plastic and so even when an item can be recycled um it doesn't mean we should you know there's there's it's not always the best strategy to invest in so it's important to understand the full life cycle impacts um to guide the Investments to ensure that that the direction we go most benefits provides the most benefit to the community um over 90% of emissions from Plastics come from the production and conversion of fossil fuels not not from the disposal so if recycling doesn't decrease the demand for extraction by new products it's not really solving the problem um so systems like reuse address the need for extraction and Manufacturing upstream and that's why you know ra is really excited to be engaged in this as an opportunity to move up the hierarchy Beyond Recycling and we're also looking for opportunities to leverage the existing um Community Investments that we made in recycling um that might have a potential to make reuse more cost- effective convenient or or even lower Transportation emissions let's go to the next um yeah so you know from extraction to manufacturing to disposal single-use Plastics releases harmful toxic emissions and greenhouse gases at at every phase of its life cycle and this mostly impacts the communities um where these facilities are located and and those are often um you know disproportionately communities of color um so it's it's it's a really um you know it's environmental justice issue as well as a human health and E system issue um so you know these emissions along the whole phase would be completely avoided every time you reuse an item instead of have to extract uh resources to make a new one um and that's why you know at our a we feel recycling alone is not a viable or effective solution for the majority of single use uh plastic packaging and that it's really important for recycling advocacy um to be complemented by strong reduction and reuse strategies which is why this this work is so important and we really appreciate um the leadership the city's shown on this and and uh being part of this collaborative effort so I think with that it's going to Sam thanks everyone yes it is thank you Alex I am so happy to be here thank you for taking the time um I'm Sam McMullen executive director at zero.org um in my little section I'm GNA cover what role reuse plays uh a little bit of how this might work for those of you who aren't familiar hopefully answer the question whether it can be done can it be done successfully and give you a little bit of the history of the program um so let's get into it uh my good I I'm just gonna take a second because I'm really excited that we're talking about this with you all this is this is awesome dream come true um okay so this slide is from a a report about the about plastic leakage into the ocean it's if you'll see circled that's um yeah that that wedge this is looking at a business as usual case on the top line and then all the reduction possibilities in a sort of system change case um and you'll see that that reuse is the biggest lever that we have um to curb plastic going into the ocean um I really love there was in in the reports by Pew charitable trust right above this they say there is a credible path to significantly reduce plastic leakage into the ocean and it requires solutions to be implemented concurrently ambitiously and starting immediately I love that it's not a Panacea it's not the whole thing but it is something that we need to do quickly right out the gate um and it's a it's a really important lever to pull um so that's this is sort of the role that reuse is going to play on the broader scheme thank you yeah yeah Ellie you got it that was perfect um but this is obviously not if it were easy it would have been done already it's a complex challenge um but there's there's huge upside there's upside for the economy as you can see um it localizes Supply chains it brings things right into an arbor or Washington County um less ways to manage it's not it's not a hit for business in fact it creates jobs um it's good for people it's a better experience there's less uh toxicity if you choose your containers right obviously you're not sending as much to landfill not sending as much um not using many greenhouse gases there's actually a study done at the University of Michigan a life cycle analysis A parametric life cycle analysis which allows you to play with different factors and say oh how about we drive the containers an extra 50 miles see what that does how about we wash the containers a couple more times or wash them hotter or whatever um so that was a really it's a really good tool that we're going to be able to use um to make sure that we're never compromising the environmental sustainability if you can imagine you make a a more durable container um obviously more goes into making that container and it only comes out it only comes out right if you use it enough um so getting a lot of uses out of containers and um uh not having too much leakage not not too many containers that disappear is is important um next slide please Ellie thank you so how might this work what what's the vision what does it look like um I'm going to go through pretty quickly because we haven't made uh strong definitive decisions but we have had experience and we know what the general the general framework is and thanks to Perpetual they bring up ton of system design expertise as well um so we know what the what the universe of options is like and basically you'll see in yellow a nice sort of Anarbor theme in yellow is a customer journey in blue is the logistics Journey so we'll start with the customers they check it out by one of one of any number of ways it could be a scan it could be connected to their credit card obviously we're looking for the easiest most Equitable checkout um process meaning that people who don't have access to a credit card can still check out a container um they check it out when they're done using it when they would have thrown it in the trash um they put it in a return pin um one of the things we found in the life cycle analysis is that if you make a dedicated trip just to return a c that messes that all of a sudden single use looks better um so what's really important there the important conclusion there is to make the return bins as convenient as possible um so that's customer Journey done you check it out you put it back you're not charged anything if in in the way that we're thinking about it you wouldn't be charged anything if you just use it and and bring it back as as you normally would um then of course there's all the logistics to back this up so this this is more this is a new version a new supply chain basically that we would have to Institute but it's a really exciting one return bin people put cups in the return bin they get picked up ideally buy as low carbon an option as possible you see someone on a cargo bike there that's awesome picked up taken to a sanitizing facility washed sanitized inspected make sure that we're sending out good quality cups at the other end sent out sent back out this is called reverse Logistics back out to the to the restaurants restaurants in the way we're thinking about it right now of course this is all we're still in the system design phase so this is all open for discussion and for for smarter Minds than mine like like people on this commission to poke Hol in um but that that restaurants would pay um a similar cost to what they pay for disposables we we look to displace the spend on disposable containers um so so that's generally how the how the system works as you can tell this is grossly simplified um I'm sure you'll have lots of questions we're here for them um excited to answer them as they come up but this is the general General flow um okay so next slide this has been done before it these kinds of systems exist it exists in an arbor you can do this um the challenge that that we're coming up against is is can it be done successfully can it be done at a scale where you can say I'm really proud of the we're actually displacing single-use plastic like we're we're we're doing something meaningful here we're we're be participating that chunk that you saw at the at the beginning of my little section um and that's been a little bit tougher to to get to and the issue is scale you can't if you if you start small it's really hard to get big so the the Insight that Perpetual came to us with and I'm so grateful for is that this needs to be done at a much larger scale um it it needs to be coordinated it needs to be Citywide needs to be a big public sustained effort um with lots of buyin from across a lot of sectors so that we can get the kind of volume that we need to support this kind of system and so that it's not it's not you know you know for restaurants where the people the ultra committed people are going to come in and and use the system and no one else will do it because they're confused by it they've never seen it before it's new oh I have to do this checkout I just do the I'll just do the single use one um so this Insight that Perpetual has come with about um immersive scale being a a real um Lynch pin in making the system work and sustainable in the long term um we've really bought into because we lived the alternative we lived the small scale the challenges of trying to um figure out a good washing solution for you know 50 cups a day good luck like good luck making the real estate work on that um so getting to a good volume right off the bat is a really important step um and that's what's so that's what drove this project to the to the scale that it's it's at now and and we're really excited for that um Ellie I'm sure you'll be able to elaborate on that if you need to um I just wanted to talk briefly little sidebar about where we've come from so this was started by OSI this program was started by OSI with zingerman and Alara Yousef is here from alhara um a couple years ago uh we were not involved in the initial pilot it was great they learned a lot we came in and and tried to brush up some of the tech bits and bring on these these Partners um bringing on the partners was a really important move because we did not have the capability the logistics the labor any of the any of the things that we needed in place to make this work at a large scale um and so we're we're really really lucky to have a recycler who sees the problem this way we're really lucky to have Perpetual here with all their design expertise and we're really lucky to be in a city that takes this seriously and is willing to be to lead this effort it's really exciting it's a to me it feels like a a sort of a perfect storm and I'm I can't wait for it to go down um so Sean Sean and Yousef were both in from the very the very beginning and then we stepped in to help sort of uh administer the program and following that recycling Arbor and Perpetual got involved which brought this this the POS the possibilities just got so much bigger um so how do we think about this this larger scale system um I'm sure you have questions about why why make that call for the bigger bigger scale but if you if you'll just stick with me for a second that it's the way to go how do we think about it Ellie next slide um so there are really four elements that that we need to look at economic viability can this be sustained as its own thing what kind of funding mechanisms do we need to have in place to make this work um you know ideally this is something that we that is becomes a basic service of of the city and exactly how that plays out cost-wise is still it's all all the clay is still moist so time for feedback right now but making sure this is economically viable making sure that the per use fee isn't too too onerous on businesses making sure that this is something that can work um is really important obviously sort of Baseline condition environmental viability we don't want to set something up like I was saying earlier we don't want to set something up that technically is reuse and in practice is worse for the environment in single use that's a fail failure on on our part so we got to keep that front and center um technical viability just making sure that all the systems work um the the washing Works everything is as promised and we're not um sort of failing on the on the underlying service provision that that is the sort of Promise of the system which is that you can you can have cups as a service or or you know containers as a service rather than containers as a as a good um and then social viability making sure this is not something that violates our basic uh understanding of everyone should have access to this kind of thing no one should be excluded for for any reason really um making sure that everyone in Aaron Arbor has a fair shot at using this and does no one feels left out um so those are the four sort of parameters that were that we're working with and Ellie's going to take you through some more of the system design and timeline um they have been such a such an important and exciting partner to have um yeah so I'll pass it over to her thank you Sam um and thank you Alex uh you guys have gotten us off to a very strong start in this presentation uh so my name is Ellie I am um the executive director of Perpetual and um you've already heard a little bit about us um Perpetual is a nonprofit um as Sean said we're a national nonprofit and we were really founded with the intention of helping bring reuse systems to scale on the recognition that reuse when it is subscale doesn't work very well and isn't going to unlock those benefits that we saw on that first chart with the purple wedges so the role that Perpetual aims to play um we are not here to operate the system so we're not going to be washing dishes and in Arbor what we are going to do is support and facilitate the overall process needed to go from where we are today to have having that full-fledged system in place and running um the Perpetual team brings significant technical expertise um my colleague and co-founder dagy Tucker actually ran and operated she founded and ran um a reable cup program in three different US cities over about eight years starting in 2015 so she has very good and real on the ground expertise and one of the reasons she gave that up and said I can't do this anymore is because she recognized that the larger system design piece is such a key for this to be successful and that single operators are just not going to be able to do it on their own um you need this larger structure in place for this to work and so that business is um not something she is involved in anymore and she's fully committed to the system design that we are um working in in aror to to facilitate um Perpetual plays a role in helping to mobilize funding so we write a lot of Grants um on behalf of Partners on behalf of cities as a way to try to bring as much funding as possible into the system um as Sam mentioned we believe that reuse can be a self-sustaining uh system over time um but the more of a jump start that we can provide by um providing grant funding um and other very um affordable funding to get the initial infrastructure in place you know the faster we can get to that self-sustaining model get to scale you know get the volume going um perpetuals in this for the Long Haul so we are here to facilitate this process now and you know we're going to be around until um well after things have kind of gotten started um we really want to be be that extra support that helps things um work um in a really big and significant way um we also are really excited about the work that an arbor is willing to do in this and peret is partnering with three other cities as well so an arbor is one of four cities that we are currently focused on doing this similar process in each city is distinct in an number of ways um I'm really excited about some of the unique things about what an arbor is able to do um but we want cities like an arbor to become models for other cities to look at and say oh if an arbor can do it we can do it and now we understand how so it's really kind of a demonstration project in some ways of proving the case for reuse such that it can be adopted in a very accelerated Way by many additional cities um next slide I will say to myself uh so we um have a lot of different partners that we work with on this so there's the partners that you've met on this call who are our partners in haror additionally we are working with a number of academic partners and and other also program Partners uh the University of Michigan Sam mentioned the um life cycle assessment tool that is a tool that was um built and has been published about by uh Professor Dr Greg Hulan at the center for sustainable systems at unas of Michigan and a staff scientist Christian hit and so we work with them every week on informing this LCA testing different scenarios making sure that this that whatever system will be implemented is going to be environmentally better than the Alternatives of disposables uh we have a couple of other academic Partners as well the circularity informatic lab is led by Dr Jenna jamc if you follow the world of plastic waste you may have heard her name she's been doing a lot of interesting work in this space for many years this is an assessment um or this this lab does an assessment called the circularity assessment protocol which is essentially a system level Baseline of you know what's happening now what materials are coming into the community how are they circulating what's getting what's ending up overflowing trash bands what's ending up in streets what's ending up at the murf so it gives us kind of a a before uh so that once the system is up and running we can compare that before to the after that we're creating and have a real sense of what the change has been um the University of Chicago has a data Science Institute team that is working with us on um different types of modeling around placement of assets um efficient routing how do you think about logistics the reverse and forward Logistics in a way that's going to be really optimized and make a lot of sense in this system and then the scad which is the Savannah College of Art design um they're in Savannah which is actually one of our other partner cities and they have a design for good course that is doing some interesting design work for us um on a number of different topics um happy to go into that another time but in the interest of time I'm going to forge ahead um we also partner with the US epa's trash free Waters program and pr3 uh which is a program of resolv an NGO they are working on standards for reuse uh and reasonable packaging generally reasonable foodware and packaging and so we are both working with them to make sure that we are aligned with the standards that they're creating and also using these four cities as a way to provide feedback to them on where the standards seem to be working and are appropriate and where the standards need to be refined based on what's happening in the ground you know based on not just theoretical reuse but actual real reuse um oh I guess I've already spoken to these so I'll skip these so this is the circular assessment protocol which I just spoke to and then Dr Kean um both really wonderful resources and great Partners in this project and then this is the data science so you'll have these slides if you want to go back and read them but I think I've probably covered it by now um so just to give you a sense of our process and where we are we started working together um kind of the early days uh over a year ago I guess you know back um sort of in spring of 2022 just really starting to explore you know what what could this look like is an arbor a good place to do something like this what are some of the community assets that exist how might um how might we approach this kind of a program together you know working out the details of Partnerships all that kind of stuff um some of the work that Perpetual has been doing additionally to support this type of design work is engaging with corporates to understand we really want this system to be designed by and for local communities but it'll be important from a volume perspective and from ultimately an impact perspective to have corporates be able to participate in the system as well um you know all of the cups that you see going out of even thinking about gas stations convenience stores you know Chick-fil-A like all the places I actually don't know if there's a Chick-fil-A in AR there probably is somewhere they seem to be everywhere but any fast food that you want to think of giving them the opportunity and knowing that the system can be available to them will enhance the impact and enhance the user Behavior impact as well you know if the more normalized this can be for any and all populations the more effect effective it's going to be um Perpetual has also done an extensive reuse capabilities landscape I think we're actually over 40 now of speaking to people who are operators the ReUse service fighers that are actually running these systems on the ground today to make sure that as we think about the different design choices that we want to make in an arbor that we're not being Wishful or fanciful in terms of what's possible but we're actually grounding that design work in what people are operating even if it's at a small scale but in other places around the world um so that we know that we can effectively draw on the people who are most successful and doing the best work in other places and make sure that whatever we stand up in an arbor is going to draw on the best reuse programs that are happening around the world um so that's all work that has been done uh before today where we are now is really in the sort of The Orange Box um continuing with Community design input we did a week of community design workshops back in May where all of the teams got together and ran a series of workshops there were some at the public library there was uh one at the at the recycling drop off center there was um one at the farmers market uh and we had a um also a meeting at Bloom the the Mew Works in town um which was a discussion of other community leaders understand you know what this what this is and how they can be a part of it so that process continues um we are really committed to making sure that the design process is inclusive and that we are hearing from all perspectives so that we ensure that when the design is finalized that it is representing a system that's going to work for the whole Community uh the life cycle assessment is ongoing as we've mentioned we do also have a five-year financial model that we use to understand different versions of how the system can work and what that tells us about what the what's a viable price per use for these things if it's if that's the revenue model that's chosen um how much volume does it take to um make it worth it to drive a truck or a bike around all day picking things up and then putting them through a washing machine so really looking at all of the different operational um pieces of this and understanding what's what will work and what is less likely to work um and we have weekly meetings now with our Design Group which involves uh it's a growing number of folks and that is how we're working through these design decisions piece by piece um um as you can see we are still relatively early in this process and there's a lot of work left to be done um at a high level how we imagine this going is the design process you know continues for quite a while um and then we ultimately get to a point where we say okay the design is ready um we have mobilized the funding that's needed we've gotten ready to actually go ahead with this and then and then we begin setup which is the beginning of implementation and there are time there's a timeline at the top of this um page which I would say is a an optimistic timeline um I don't think it's impossible but I think that there will be many things that need to happen for this to be exactly where we end up um and as you can see from these columns which really are sort of the tip of the iceberg in terms of the work that needs to happen uh you can just get a sense of how we get the system set up we move to pre-launch the system can be launched and then there's an ongoing period of improvement and refinement over time so um that should give you a sense of how this can work and uh the devil is in the details it it's amazing to me how it's really a very simple idea this idea of reusing a cup but actually putting it into practice at at scale is is devilishly complex um absolutely doable um but it requires a lot of of careful thought and planning um I wanted to walk you through the system design framework that we are using just to give you a sense of the kinds of conversations that our system Planning Group is having and then that is the last of the slides and we're happy to answer questions and make sure that we don't um take up the whole meeting here so there's three slides here that represent the system design framework um and in each case what we have here is sort of what is the design decision to be made and we think about these as design requirements in the sense of this is how this system in an arbor will um seek to operate and so this is our chance to say you know this is how of all the options of all the different Tech platforms that one might use you know we recommend choosing a tech platform that has these different characteristics and these elements and so this just gives a sense of for a tech platform you know this is where we specify what are all the things that are most important to this system around how an asset manage management platform will work the tech platform is basically sort of like the the database of record if that makes sense um it's where it's the single source of Truth on on inventory and how you know where things are at any given time part of how we think about this is we expect that reuse systems need to be able to handle more than one provider it doesn't mean that they will but that we should be thoughtful as we design them to allow for multiple providers and then thinking about how to make sure that the design can can provide for that should we end up in a situation of needing multiple providers the reason we think that's important is just because there are very few organizations I might even say none that do every single one of these things really well and so being able to if we want to kind of bring the best of the best we're going to want to probably draw on certain aspects from one provider certain aspects from a different provider so that the whole thing fits together and is the best the best thing that we can achieve so um Tech platform is one piece the actual assets themselves so whether it's cups or containers what do we want it to be what should it be made out of how big should it be how many should we have um you know where are we starting with what do we expect to you know move to over you know year two and year three so these are all things that get specified in this design document um asset tracking is another decision to be made whether you use an RFID tag a QR code maybe both maybe something else so there's a lot of different decisions to be thought about there um in terms of the frontend tech so this is on that chart that that Sam was discussing you know right now some systems use an app some systems use um a QR code scan um some systems just use a simple tap so as you are checking out your cup um you just tap your cup on an RFID reader it links it to your credit card transaction and you're good to go so there's a lot of different options there we need to Define what are the ones that we think are going to work best in an arbor based on everything that we know about the community and about the kind of the frontier of technology today collection bins so there's a whole decision here around what types of bins do we want do we want Tech enabled bins do we want analog bins do we want some of each you know are we going to actually try to Leverage co-collection recyclables which is something we have a really exciting opportunity to test with recycle in Arbor as a partner um are there ways to leverage existing recycling uh infrastructure for reuse and how might we do that so again this is another area where there's just lots of interesting questions to look at and um and this is exactly where this sort of landscape of capabilities comes in um and our our sort of deep knowledge of how this works in practice so we can have conversations not just about what sounds ideal and lovely but what we think can actually work in practice um another set of design requirements to consider is washing so which type of washing ma machine should be should be used how does the uh thinking about how you leverage existing washing capacity in the community versus adding new washing capacity um and requirements for who the washing operator could be um Sam talked a bit about logistics so there's work to be done thinking about how should things get picked up maybe some things get picked up by bike other things get picked up you know with an electric cargo van you know how how do we think about what the ideal would be there and how do we work that out surge events so we know there are some very wonderful festivals and um music events and art events that happen in an arbor throughout the year and that can often create surge moments where maybe the existing inventory of the system will not be sufficient and the capacity of the washing and the logistics is not going to be sufficient to keep up with demand at those events um so how do we handle that there you know you can have extra inventory so that you're able to um you know keep up with that when it happens but then those assets are all just sitting around the rest of the year so it's a lot it can be a lot of money to sit on the shelves most of the time and there's different ways to look at that you can have additional um providers come in in support when needed you can have contract providers uh for certain aspects of it if not a whole system uh extra provider return incentives is a really important one and I don't know that we'll get into all the details on this today but one of the things we do know is that you cannot achieve the return rate needed for the system to be economically or environmentally sustainable without providing a tangible incentive for return um typically a financial incentive for return so uh this is something that we need to look at very carefully and understand what are the pros and cons of different options so some people use deposits we know that there's some pros and cons of using deposits other systems charge a Fe Fe if you if you return it late or charge you a you know a return a non- return fee to replace the item so all of that um is stuff that we've looked at in in great detail additionally it's really important that any item have value for anyone to return to the system so that if you know if I pay a deposit on something and then I you know abandon it someone else should be able to pick it up and go get that deposit or if it's attached to my credit card I'm going to get charged for it but we still want someone to pick up the cup and so how do we make sure that that's going to happen so like a Redemption value can be an interesting way to look at that where people who are motivated to pick up things with Redemption value maybe bottles or cans which I know that exists in Michigan um so could could we piggyback on that idea to make sure that that items are making their way back into the system to be used again and again um almost done uh just a couple more to highlight here um governance is a really important question these are systems that have not been established in this way really anywhere in the world yet and we think it's really important to think carefully about how a system like this you know we're going to work really hard to get community input into the initial design but that's not the end of the story we hope these systems will operate for Generations in an arbor and we need to make sure there continues to be the right types of um oversight and opportunities for input and for this to be shaped and managed over time and so the the thinking about the role of the city you know is this City the governance model or is it the city plus other entities that are co-gn this that's something that we need to figure out um so that's a really interesting piece of this puzzle um the last three I think are pretty straightforward labor you know it's a chance to say how we want to um what kind of requirements we want to set for the people who will be actually working in the system one great thing about reuse is that it is a it's a job creating business uh because you actually need to move stuff around and wash it and you get it back where it's going Communications is a huge piece of this um that's probably a whole other presentation another time but making sure you're using the right messaging um we're working closely with some behavioral experts to make sure that we think about how to talk about the system and how to make sure people everyone feels like it is for them and feels like they understand why and how to use it and then finally the revenue model which is last but certainly not least is to understand exactly how the system pays for itself over time and what are the different um es of different types of funding that might be available to support the system oh my goodness I know that was a lot I apologize no one seems to have knotted off uh that is it for now so I'm going to drop the slides I'm happy to put them back up if that's helpful at any point but I can't really see you all so um we the collective team are happy to answer and oh no there's one more slide I completely forgot my fault um let me put this slide no there's two more slides I apologize I thought that was it but I forgot to tell you how you can stay involved and that's obviously a really important part of us and I also forgot to tell you about funding so this gives you a sense of how this work has been funded so far uh so we have four funders that are supporting the work of the nonprofits collectively on this work um the funding for University of Michigan's LCA has come from Morgan Stanley um the funding for the research that the University of Georgia is doing is coming from EPA and then additional support um has actually come from the a20 program so that's really important to know and understand um and then I think this is in fact there we go the last slide um so it's really important to us that this be a transparent and kind of inclusive process so we wanted you to know how this is working so I mentioned already that we meet weekly um as a multi-stakeholder group to work through the design process and coordinate all aspects of the project and you can see the members of that group here um we also have regular communication so Sam sends out a very short update email every week or two that has um just kind of the headlines of what's been going on um and we also have a newsletter that will go out to a much broader list um every six weeks or so and you're welcome to sign up for that at that link um you'll have the option to sign up for as many of our cities as you are interested in as well as a general newsletter um if you sign up for all of them you will get a newsletter every Tuesday and you can pick and choose it's sort of on a rotating basis so once we've actually got a solid draft of the system design um there will be many opportunities to weigh in on that so certainly look forward to the opportunity to get your input at that stage um but happy to have your input now or at any moment between now and then or after that okay that really is the end of the slides sorry about that thank you Ali and uh everyone um I um appreciate seeing this information and I guess I want to have ask one particular particular question and then I would like to open it to the group um is this program um already in a contractual phase is the city planning to implement it beyond what the original pilot has been is that a decision that's been made think one the facilitating the process of scaling this program is in our contract with the city our circular economy Services contract no the city has made no commitments long-term commitments about participating in this program in particular but they are funding the the development we're working towards that okay all right thank you is that fair Sean okay um any questions from others I hope I have I have a few oh sorry go ahead yeah yeah let's do the raiseed hand thing that will be help ful yeah John mki please uh I written down about 10 points and I won't go through them but I will send them to Sam who I interface with regularly um and I don't think any of them necessarily Ben would benefit from a lot of discussion here so I think maybe I just send them to you um Sam maybe just one question with Anya um involved is is U ofm dining um Andor vendors that are on U ofm properties at all involved in this program and the other ones like I said I I'll just leave it at that and I'll send an email and um I'd be happy to uh be a sparring partner on any of the points that that I send some of them you probably will just discard because they're nonsense but I'll still throw them out there so but go ahead Anya you can take a from there and you can maybe answer my question Sam can probably answer it even more um yes I think they're part of the conversation I think they're not in a position to be you know any sort of operator um but I think this is something that we would we are hoping it's very much a city and an arbor thing you know using the same services and have it be fluid across that boundary because the the fluid between and arburn and you of them or the boundary is fluid between those two so yeah they're part of a conversation um for sure Sam I don't know if you want to expand on it at all yeah Allison from this the from on his office did an incredible job Gathering stakeholders um and we're having meeting tomorrow with just just a Powerhouse list of um stakeholders say hey how how might this work um and I know Ellie you are you are in contact with the corporate that Services certain aspects of the both the public and public schools and university is that correct yeso yeah sedexo and actually there's multiple service Riders uh for the University of Michigan sedexo is one of them and there's at least one other maybe there maybe there's two others and they're planning on joining the meeting tomorrow as well um along with procurement and a lot of other folks so tomorrow is going to be the first full full group with all the University of Michigan stakeholders it's going to be a very large and exciting meeting um but it sounds so far like yeah as an was saying like there's C interest um and if this system that is being designed sort of spearheaded by the city can ultimately act as a service that serves both the city and the university so much the better right we get volume you know lower everyone gets lower prices so that's really a path to that we're interested in looking at Brooks so on the uh containers have you thought about selling like naming rights to the containers this is a question that often comes up um yes we've thought about it and it's something that um is part of the conversation there's pros and cons to it um anything that makes something feel like a souvenir is not as helpful as something that feels they should be but the way we think about the design is they should be something that people are excited to use and excited to give back um we don't want people to be getting too attached to them um what we think about more rather than naming rights is you know some when we think about the corporates some corporates are very attached to having their logo on things a lot of local restaurants just have non-branded food wear so there's no issue with kind of a Universal Design there but for companies that are really attached to having their brand um we think it's absolutely possible for Branded items to to circulate in the system but there would be they would cost a little bit more for those companies because there's an extra sortation cost um so that's more commonly what people want when they want to to Brand the items as they want their brand on it I would I'll stop there it's certainly something we could talk further about but it's a great question and it yeah it's one that often comes up any did you have more I'm sorry I didn't sorry go ahead I have lot lots of questions um but I'm also assuming that a lot of the questions I have are things people are still working through around the logistics um I think you know about the who actually does the picking up and the the washing and all those things but um two things that you might have some insight on at this point is do you picture the the um it all coming back to a centralized place for washing and then redistribution or would it more likely follow a model where there's like sort of regional hubs um that do it at a smaller scale that's first question the second one is um is part of your analysis and the eventual recommendations going to be about you know is just the city hire somebody because I I imagine this is quite a bit to as it grows to do the administration aspect of it right so is that something that gets hired as a position from the city or is that something that's contracted out to a different entity is that going to be part of the discussion and recommendations as well I'm happy to jump in on those Sam happy to tag team with you um I'll answer the second one first because that's the one that I can remember right now um that's part of the governance conversation and so it really depends on what role the city wants to play I think there is absolutely there could be a role where there could be a world where the the city of an arbor says we would like to create this framework and we would like to walk away from it and let some other entity own and manage it um you can have if the system is self-supporting from a revenue perspective it can be just an operating business that the city oversees to some degree so it doesn't need to require staff time from the city it doesn't need to require oversight um if the city wants to own some of the assets for example let's say the city is successful in getting a bunch of grant funding and wants to own certain they want to own the bins they want to own the washing machine whatever then the city is in a position of deciding do we want to hire people to operate these do we want to contract that out so I think there's still a lot of options in that in that scenario um we haven't gone down any particular path yet in an arbor I'll tell you one of the other cities we're working in is galvaston Texas and in that case what we'll be doing is actually establishing a um a nonprofit that will serve as the governance entity for the system and the nonprofit will be funded by a portion of the system Revenue will include representatives from business representatives from government representatives from Community organizations and that will be the oversight entity so then they'll have a part-time executive director that kind of oversees the management of the system and um but the city has no responsibility really other than sending a have steing a person beyond that committee so I hope that answers the question there's a broad Continuum of options for the role that the city might choose to play I think your first question was around was it Logistics or was that a question that you didn't actually you heed up but didn't ask like very centralized collection and washingt and redistribution are more like hubs so that's something that we're looking at in the um with through the LCA model and it really it comes down to how much volume we think there will be because if you're going to have multiple dishwashers you want to make sure they're all operating at capacity otherwise it's really to your benefit to have one dishwasher in one place that hopefully is not too far from anywhere um but that can just be ma util utilization can be maximized um and you'd be amazed some of these dishwashers their capacity is there's dishwashers with the capacity to wash like 100,000 units an hour or something you know just really really really massive that might be a little bit overstated but like to maybe 10,000 units an hour I think I'm I think I'm getting my but anyway massively powerful dishwashers where it's like humans can't even keep up with it you have to build these additional systems that automate the the loading and the uh the unloading of dishwashers so we have we will make a data driven decision based on the tools that we have basically another thing that and I'll I'll use Galviston as an example because they're just a little further along in the design process in Galviston there are certain restaurants that want to be able to do washing for the system because they'll get a better price on the on the you know the or wash items that they're using and so you can end up with a kind of a hybrid model where you have these little restaurants that have extra capacity for washing can do some of the washing for you as long as they can be certified to the right standard and you still have your main washing facility to cover most of the washing so that can be another way to help manage things cool thanks any I hope that answered your questions lber dish thank thank you this is really exciting to see how far this has come since May and not just since May but since a couple of years ago when even the pilot happens so I'm I'm just I'm loud and thrilled and I have a couple questions so getting back to an important point that Samuel made is that for this to be something that's attractive to corporates and to individual restaurants um it really the reusables have to displace the cost of disp they have to displace disposables and so they have to be more cost effective than disposables and the one and I'm sure that you've thought this through um but currently disposables the C some of the cost of disposables are externalized because you land for it and nobody makes you pay pay for l so very you know I mean you pay your Solid Waste fee but nobody's going to raise that fee when the reusables come to town and so I'm just wondering how we I think that there has to be yes uh a financial thing a financial bonus to shifting from disposables to reuse but there also just has to be a culture shift where um consum s won't go to restaurants that give them mountains of disposables and restaurants see a benefit in being demarcated as here you can get your Middle Eastern food and you can bring back the containers there are other places where they're going to hand you disposal but we won't so yeah um if if you can speak to that question of how we deal with that and then I have a couple more questions it's an excellent point what the system we're in is is broken in in so many ways and in ways that makes it harder to do something better um Point well taken I think there's there are exciting opportunities for the city to play a role in in whatever way that it can um given the given the state state level policies that exist um and maybe sort of working on that state level stuff as well to pull any policy levers that would make it easier to make this happen there are also there's also in the governance conversation a chance for the city to you know take on take on levels of leadership that are you know the the road is open ahead of us um one thing I will say is that especially with the compost decision that just got made um from the composter and Yousef you might be the best person to talk to this in fact can you just talk a little bit about that purchasing decision from a restaurant perspective all right just unmuting myself um yeah I mean we were we were talking a bit Sam last week about like uh how to incentivize businesses to to make this transition um and I I really just think it comes down uh to some external benefits because it it will be difficult for um it to be like I I think in in um at the beginning to be competitive with um disposables specifically like Styrofoam right we mention I mean there are some businesses uh that are still using these extremely cheap disposables that um uh that it would be just you know very difficult to compete with but it's it's um if this is working at capacity in theory you could um because at elesa we have we devote an incredible amount of our square footage to just storage of disposables uh and if this uh program is is uh working smoothly you could in theory reclaim um a great uh bit of your physical space and devote it to other operations um I mean there there are a lot of these kind of knock on effects um that I think um stand to to have an economic benefit to businesses Beyond just the the initial expenditure uh on on getting this stock in place um and but yeah Lisa you you really touched on it I think ultimately it comes down to like a big culture shift um and not within the consu not only within the consumer base but within um kind of the the community of of of um business owners in in an arbor and I I do think that there is already a sizable cohort of businesses and we've communicated with a lot of them who are like really on board with this um but to make it a really truly Citywide and you know in theory beyond that um wide program it's going to require um a shift from customers and um initiatives to get them to to reach out to local business owners restaurants that they love to go to but feel kind of Mor the compromised to attend because um they're they're receiving their food and and disposables um and reaching out to these business owners and telling them that we your food but we really you know would appreciate if you would at least consider this program and then and then you know we we can explore ways of of easing new businesses into this program letting them be able to test it out and and be for themselves that it is um a a viable kind of replacement for for the status quo that's really wonderful and you you bring a really important perspective to this because you've just stuck with this the whole time and yeah coming to your place you can get any dish in reusables there isn't like you know some of the restaurants that piloted this with us initially was you could have there was one thing on the menu that they would give that doesn't work so but I think that what what I take from what you just said was that um just as we are worried about making sure that this doesn't feel punitive to C consumers it needs to not feel punitive to businesses either we need to really make it something that they want to do and I I think it's really interesting that you're saying that there are other Financial benefits that you might get other than just that you don't have to buy disposables anymore so that this is the other another thing that I wanted to bring up was that um the return incentives issue because this is from the consumer perspective and I have on top of my refrigerator right now I think eight or nine containers from Alara will bring back but that's where they all win oh my gosh now all I hope that's not your whole stuff um but you saw me I mean that was three weeks ago that I think I was at your place and brought food and so and the thing is is that I don't go by El harisa very often and so um I will take them back it would be I I hope that we would have bins and also that you could return at any participating restaurant because I definitely eat takeout more than once a month and but the pl the other places that I tend to take out don't have this program and so for me the ideal way of dealing with it is every time I go for takeout I just take the things off my fridge and I take them with me and so um that would be that I'm sure you're all thinking about that but I just wanted to put that in because otherwise I might not want to take reusables because I don't want to be fine for not being able to return them and you know like many people in an arburn a lot of things are very closely timed for me so to commit to something that means an extra trip especially an extra car trip which I don't want to make is more difficult so and then so you're all n and so I know you get that and then just um what I remember from May Ellie was that the goal was I think some percentage of entities participating in just one piece of reusable it sounds like that won't hit the scale that you all are now thinking about and I wondered if that's if that is still a goal and you feel like that would hit the scale that you're thinking about or do you have a different goal in mind for what would count as success I think that there's a couple different numbers that we need to look at there's part of the analysis that we have done and will continue doing is what is the total volume of disposals of different kinds being used in order how many cups how many containers you know how many you rakins like there's a lot of different things to look at I think it would be smart to launch the system with one type of item so either only cups or only containers or something just to reduce complexity um and so to get people sort of up the learning curve um ultimately though I think for the system economics to work you do want many if not s of all different types of disposes replaced by reusables um so there's a couple different answers like there's the answer based on the economics but there's also the answer based on Behavior change and I think even if there are restaurants that are reluctant to do it for all of their items having them adopt as many items as they're willing to at least then everywhere people go they see the option and it normalizes it and it becomes part of people's habits so we want participation to be as broad as possible possible and we want there to be a phased approach that allows the system to get up and running successfully with enough volume fast enough but without um drowning in its own complexity is everyone still learning how things need to work does that is that a sufficient answer for today that's helpful and I I can see that cups might be a pretty high volume thing and so a fairly easy thing to start out with um but I feel like from a behavior change standpoint things like ramak kings would be bigger because that's what we're doing when we take out food we're taking out packages of things and so it would be so nice to not have to cringe every time I do every time yeah I hear you I have a couple of questions I'd like to ask and one is just um I think you just touched on it but how are you going to set a baseline you know in terms of of the volumes that will be displaced from landfill is that is that part of the plan absolutely yeah there's a number of impact metrics that we plan to track but it starts with figuring out what the Baseline is um and units you know used so number of uses which effectively every use displaces something that would have gone to landfill or less and less um to compost given some of the new roles but some of them may still be headed that direction um but we would focus on the landfill ones of course um the tech piece of this makes tracking usage really easy you need to track everything for inventory and tracking purposes anyway so it'll be really easy to do that tracking when we get there in terms of the Baseline that's still pretty manual um so I can tell you in Galviston we have a team member on the ground in Galviston who has spoken to every restaurant in Galviston at least once and some of them many times and he talks to them about what how many do you go through a week how need to go through in a month what are you using so there he's creating kind of a manual map of exactly how much is being used and where um in the system my hope is two things I think we can do a version of that in N Arbor but probably learn from this is where our data science friends get really helpful is that when we have really good data on restaurants with these characteristics tend to use this much these many cups and these many containers then it becomes a lot easier to extrapolate some of that for other like how different is a coffee shop in Galveston of a certain size or you know type than it would be an N Arbor we can do some calibration to kind of test that based on D data from n Arbor and then we can get a better sense of how many cups how many containers are being used in inor um so that's that's sort of the data piece of it um I'm not sure I've completely answered your question though well I I think just knowing that you're going for data oriented as a as an approach is important and and related to that I guess um do you feel like this is the place you know to get the biggest bang for the book on reducing Plastics in our landfill is this the place the is place not the not the city no the project um I think that reuse has extraordinary potential to displace single use Plastics I also think it's a huge system problem you know and and that's why we're doing it the way that we're doing it I think Sam and Alex both gave really good um points of reference on exactly kind of how we've thought about this and why we've ended up working on this particular piece of the problem um my sense is that if you think about the millions and billions of even just disposable cups that are getting used every day um if we could displace those not just with reusable reusable cups but with systems to support their circulation the impact is extraordinary and it's not just landfill it's greenhouse gas emissions um you know there's a lot of of impacts that can come from this if it's done well so I think that's a way to help with the shift you know once you start talking in that way we have some slides thank you no that's super helpful one of the things and um we can adapt this slide for an arbor for sure but we we've done some of the math to say okay you know this many uses you know an arbor would have this many uses and would offset this many greenhouse gas emissions but when we've proved a model in an arbor and then we look at the top 10 cities in the US you know then we're offsetting millions of um tons of uh plastic to landfill and millions of of not thousands of tons of greenhouse gas emissions so um this scale gets really big as but we're proving the case here like that's really what an arbor can do is create this model that can then be adopted and scaled much more broadly with that much larger impact it's a catalyst project sorry Sam you look like you want to jump in yeah I love the question yes um one other thing that I just want to highlight is that once you get it right for cups once you have reverse and forward Logistics tracking all that stuff um the possibilities for a detergent for for all these other platforms um the the groundwork is laid so it's a really exciting chance to say we can do this once we can do it for one thing we can do it for a lot of other things and then I think about this a lot R like is this where we want to be putting energy and I think the reason I I keep saying yes is that is exactly Lisa's question the culture change thing it's a very public very uh ubiquitous way to start the little conversations along the lines of what Alex said like this is about extraction this is about more than just like how do we throw stuff away better it's about coming to a deeper understanding in the culture of an arbor and I think an arbor is primed for it like like not many other places are and we can lead the way here but like getting that conversation and getting that understanding of of like oh this is about Upstream this is actually has a human rights component like there is so much meat here that a little reusable container can be the this sort of first first step in that conversation and I hope that we can my my dream is that this becomes something that that can start those conversations and can help people better understand and support the culture change that I hope will happen over the next decade in an aror thank you um I do have another couple of questions that I want to go to youf go ahead well just to follow up on on what Sam was saying um I mean when we have of course no decisions have been made but we were when we were decided to kind of lean towards starting with cups we just thought that cups were far more um uh when people are using cups they're typically walking around they're in their hand if you're using containers they're put in a bag they're they're stowed away and as a a tool for um kind of spreading awareness of of this program uh and kind of nudging um behavior in the right direction cups are just much more visual um and uh might kind of accelerate that um that um that change faster than other containers might yeah great um I think I need to close but I just have two things that I want to mention one is that um the material and I know in your full set of slides there was a comparison of stainless steel versus plastic um and so I'm just curious about that given that we're trying to do away with Plastics but we're talking about plastic containers we don't really have to debate that right now I think it's a question um and the other one is using one's personal um utensils one's own mug one's own container to take food home is even less materials Lea is saying no but um okay um but anyway that I just thought I'd raised that no I just meant that Health codes they won't let you I mean I've gone places and handed my own they're like sorry we cannot take that and give it back to you no one is looking right right I know but yet we can do bulk food you know and we do so I I think maybe that's something that could be in the future you know um something to think about anyway um are there any other additional burning questions because we are um a little longer then I had anticipated but I think it's been a really interesting discussion and I appreciate all of your information and enthusiasm uh I'll just step in very briefly and say um just in regards to the governance um you know you saw on that slide uh that um myself from OSI um and Sarah Mason from public works and Jenny patoski from Public Works um have been in on these meetings um and uh you know perpetual and zero.org uh are really helping us to think about these different models in these different ways that governance Could Happen um and we're having internal discussions about what the city's involvement will be um so um as has been said that is that is still very much up in the air but those conversations are happening um and we have a short list of other uh internal departments um that we are going to be talking to about these uh this sort of government uh structure and um and thinking about like you know talking to Transportation um and and the downtown to development of authority because if we're going to be putting in the these return bends they're probably going to be on sidewalks um and so you know we're thinking about all these things um and these internal conversations are happening uh within the city okay great um so with that I'd like to move on to our next item which I hope we'll be short um that is to close out um and once again thank you all for joining us tonight really appreciate it it's great to thank you so much see A New appr Concept um uh okay so our goal is to complete the review of our bylaws for um the environmental commission um and I had some assistance from commissioner Curtis and commissioner gr um and we prepared a Redline version of the bylaws um which we could go through if you'd like um let me just ask with a wave of hands has everyone had a chance to read them um and which we attempt our goal was to integrate biodiversity into the bylaws and the whole concept of the work groups those are basically the points does anyone have any questions and do you want to crawl through them and look at them they're on three separate pages that I tallied for admittedly I have not I looked at the agenda the minutes and this present but I did not look at anybody why don't we um Sean if you don't mind um pulling up the the redline version of the bylaw and what I'll say is that everything in red is the only thing that changed from what is currently approved bylaws um and here we go um this is in the first section um we advised adding to number five that that we add challenges to biodiversity to those things that affect environmental risk and pollution issues so the topic really is environmental risk and pollution issues and we um added challenges to biodiversity in number seven the focus is on matters related to sustainable development um we added biodiversity and those activities of the a20 carbon neutrality program that are associated with solid waste and natural features as differentiated from a20 um uh issues that address energy specifically and other aspects of a20 a real quick comment there um zero should all be capitalized carbon neutrality should be capitalized and I would Sy plan instead of program and I think we have to decide whether activities is right or the the plan uses the terminology strategies and actions so I just throw those out there for consideration um that seems good to keep things consistent thank you anyone else have any comments so far let's go on all right in this section where we are talking about enhancing awareness understanding and commitment um to uh local citizens and so we want to in include in that stewardship as of natural resources and enhancement of biodiversity and then um further down you can see we addressed the issue of work groups just added to create sub Quorum work groups designated to report back to the commission as a whole um and that's one of the things that we design in our work groups last week or last month um and that would be followed by ruming the ones that are currently numbered 15 and 16 and I think it's second last page good um a question oh this isn't the last one um a question about our um uh conflict of interest um statement and just how do we have an annual disclosure so it's a question to the legal team to address what's the process um it's really not intended to be part of the bylaws we're asking um the legal team to advise us on how we do this uh and the last seems so long now okay here we go last one um the commission may Rec create work groups which was said and the last statement is work groups are required to be sub Quorum so it's just a parallel to the prior um uh point in this document any other questions um Corrections comments commissioner dish council member dish um I wonder if there's language that we could use on even local citizens I'm sorry I'm having a little hard time hearing L I'm sorry um I'm wondering if there's other language we can use other than local citizens because that was a conation there was expion um so I'm wondering members of the sure that sounds good I don't think we was that on that 15 uh I don't remember which the new 15 yeah there it is 11 it's an 11 we might have more than one reference to but yeah 11 in local citizens citizens okay so that is what's been in so we didn't change it but it's okay for me from my perspective I don't have any strong uh feeling about it if you don't mind just saying again what you are suggesting well I'm kind of losing because it's a little difficult to figure out we don't want to say local residents because there might be people from outside the city you know that that we want to be you know in the county that we want to be involved I'm thinking really either just active involvement of members of the public members of the community Community to yeah maybe maybe yeah that's a word that we use I don't know maybe um I don't know if Sean might want to tap on Jenny P's door and think if there's a word to use because citizens in this day and age has a pretty intense connotation of legitimacy and card carrying paper and documentation thing think and I'm sure that we have this in lots of City documents I bet we do um my suggestion then is that we do a word search on this and be sure it's not in other places you know so that if we if we' make this change that we might want to make sure we do it elsewhere throughout the bylaws yeah yeah yeah so I don't know members of the public or Community would be I think fine but maybe I would check in with our public engagement specialist yeah um how do we want to leave this I was hoping oh uh I see comments from um commissioner nric and I I just had a question um about number nine I think if you scroll up a little um about publishing and presenting an annual report we didn't do that last year did we no we didn't in the past it's it's um yeah it has slipped you know and so um my goal will be to set up some kind of a template that we'll we'll work on together um I certainly would prefer not to be the sole author of something like that um but to have input from the group and and um maybe it'll be structured around our work groups you know um because we have those kind of levels of focus that's what I'm thinking but um so do you do you have a question about it in particular or are you just concerned that we make sure to do it I just think if it's in here we should do it or we should remove it if it's not feasible um yeah that's all I I I think we should try and do it personally um commissioner mki um I support the idea um the energy commission did it a few times it's been while but it's a useful exercise um and I would recommend that uh if this is pursued at Rita you and Steve work together with a chair and vice chair of the energy Commission because the climate is an eff part of the environment and I think a lot of things would carry over and it certainly makes sense to have the two be similar um as 2 point1 um I would Echo council member Dish's point and recognize that um people who live outside the city of Ann Arbor can serve as Commissioners they just need an you know extra votes to be confirmed and at least in the energy commission we regularly have people um calling in and providing public comment that live outside the city but you know have ties to the city because they work here with the University or whatever so coming up with some formulation here that is um more inclusive um and a little bit more broad is uh something I think is definitely worthwhile and it should be potentially since there this I think it's somewhat of a template that's used for other bylaws this should be then shared with um the city attorney's office and they should look at that language across and do a read across all the other commission bylaws yeah that makes sense um thank you that's all yeah okay um Comm council member dish you have another comment want to unmute first um I wanted to follow up on commissioner Med's point I'm not opposed to us doing nine but an annual report on the city's state of the environment sounds very large and I think it makes sense for us to report on our work but I think I mean I remember the first year I was on this commission um chair Brown tried to have us do that and it just was too much and you know so and also redundant because the city does this it doesn't do it in ways that are easy to find but you know we would be using all kinds of city data and putting it into a report and if if if we actually did what that says so if you're thinking about a report on our activities chair Mel I think as you said you know it might sort of center around our working groups is that what you meant or yeah that's what I was suggesting right well maybe we should reward this then because because if we did our a report on what our working groups did it would not add up to a report on the city's state of the environment it's definitely ambitious right um yeah if I can chime in quickly on that it's really important to think who is the audience and what are the objectives and then and then we can design a report that meets that as opposed to designing a hypothetical with not really a clear understanding of what we want to accomplish and who it's for um so I'm just going to interject that I had hoped we would finish these today today um and send them off to the legal team and get them to review but if we need to review them um that can be done um and those are different aspects of the bylaws than what we talked about last time so um I guess I would ask the question of does the the um commission want to proceed with the additional suggested revisions finish those up and bring them in and finalize it next time that's my question I'm trying to State it in a positive way so we can figure out an answer commissioner dish and then Curtis Miss commissioner Curtis first so I would say yes we should um reword number nine and make it real realistic okay so how about if we just do that no but if we take five minutes and see if we can identify our audience and then reward it along the lines that chair mes already suggested and then I would be happy for either we decide that we want to say you know members of the public or members of the community tonight or we take advice and get receive advice and an email from if Mr Reynolds would be willing maybe to check in with MOSI who does public engagement for solid waste and let us know the kind of words that she would use because I bet she wouldn't lose czen um so and then in terms of the report I mean it the report has typically been conveyed to council as anything else from the environmental commission would be and so Council probably is the audience and any members of the public who are so go-getter as to look at it it might be them as well which is good um but you know I think it I think it'd be useful and interesting for Council to know what the environmental commission and its working groups have done because we're supposed to be advising Council MH and surfacing you know policy issues that council is either not looking at or right you know need need to get a higher profile or you know I can see utility to that I can't see a utility to the state of the environment I just it just we weren't here when that was written right yeah exactly I think that was a Matt nod thing that was really really ambitious and reflected lack of reporting around other things you know and we have the office of sustainab so um I just don't see that we I don't see us wanting to do that work or having the capacity right no it sounds massive so um I appreciate it being raised so um I I propose that we report to council um and the question is how do we want to word the rest we're going to report to Council on um actions of the work groups on recommend recommendations about activities and recommendations of the work groups maybe activities of the work groups and recommendations drawing from the work groups and the body as a whole I'm running out of paper that has not got stuff on both sides um you need an iPad with a stylus okay um I can pick that up um okay all right let's try it again activities of the work groups report to council on activities of the work groups that are that include recommendations that may include recommendations I know there's a hesitancy to do this but I think redlining in a meeting like this is very in terrible yeah I really we've already discussed everything I think it would be great if you could just bring a new version back and we dispose of minutes that's that um anyone else let's do that um I will uh put it together I don't think there's that much more I'll leave the red lines that we have to date um and add these particular items so great thanks all of you for your comments um so let's get back to that's the end of of the our scheduled agenda agenda items um let's see I will ask does anyone have any particular items that you would like to bring up for our next meeting which will be um October 28th I believe or 26th I looked at that October 26th if I don't hear anyone in 30 seconds I will work on it and put out a call um okay our next so I told our next scheduled meeting we're now at a point for oh wait a minute I'm jumped way ahead to we we're at reports from committees I'm sorry excuse me I was more organized than that all right I'm G to just call now we have our new um I'm going to put them in alphabetical order um we have our new biodiversity group um that includes myself Commissioners Curtis mki Gruber um Dale and Graham um it is going to be um chaired by commissioner Graham and would anyone like to report on our our first meeting that we had two weeks ago I will okay go ahead good go i' say we had a meeting uh we bounced around a number of different ideas I don't think we really want to get into them in detail here because we're still trying to figure out what will work or what won't work but everybody came so that was good and we got some assignments out there and so some things are moving yep and I will say that um we're hoping to bring some information to the group or some discretion to the group for all of us to talk about which I think will be really fun um okay circular economy um council member dish do you want to take this or otherwise I'll read okay good thank you so um the circular economy group as a whole is moving monthly um and it has some other sub meetings of you know sub working working groups um and we are like now revie a combination of ordinances and other ities and Bre and practices in other cities around uh construction and demolition ordinances we are trying to come up with a definition of well it's cndd ordinances so um sometimes we can call it constructive ination actually what we want to call it to think about it live is a cross do you mean deconstruction uh because that may end up being being what we end up targeting um we are also at the same time um having conversations with cities that have had these or in place because we want to understand what what sorts of businesses they need to have in place and um and what kind of markets they need in order for these C andd ordinances to actually work because you can't mandate something if it Curr be deconstructed and sold or done something and right now it looks like in concrete is extremely easy to do and to have done but I'm not sure how great that is from an environmental perspective um and um so so we are going to be continuing to doing this kind of Market capacity research and other cities ordinance research and we're making a SWAT analysis of it um in October for our meeting the later next month we'll be talking with representativ from Madison Wisconsin about their experience with their CN ordinance and we're also going to have a meeting lined up with Austin Texas and we're taking these as kind of a preliminary exploring how to meet with people that have them and then we would do a more systematic engagement effort um and and a broader engagement effort so that we can um identify what if anything can be accomplished in an arbor around this we want to do something and so we would at some point be able to bring you some some conclusions from our research and Outreach but right now we're too much at the beginning stage and it would be boring because we're sifting through websites and stuff okay sounds like it will be really good um let's go to the energy commission really the only thing of note uh is that the energy commission uh considered in a first reading a resolution recommending a carbon impact fee for new construction effectively a social cost of carbon um the approach is modeled after a fee uh based uh system that was implemented in Burlington Vermont um I know that that probably is not viewed favorably outside the commission but the commission generally was um supportive of it there was a lot of discussion about a number of concerns and uh there was a vote at the end to table it and bring it back for a second reading and discussion so it it wasn't dropped so that's that was really the main agenda topic um for uh the energy commission you um water quality um nedrick it's you and me and Steve Brown who here yeah I don't think we've met since the last um I know I've had some back and forth with Steve he's working on theer accountability act revisions um that that's state level legislation but it if it does go to the state congress and get passed it could have really big implications for the Gman da and Bloom um because some of what they're proposing is a little bit more strict um so that's very interesting right and I know Rita you sent me some emails about Gman as well that we're going around regarding um concerns about the monitoring Well network not being protective enough particularly in the Scio Township area which is outside of the city limits but um yeah so there's been a lot of Gman stuff going about right and I think that the issue with that has to do with the the flow toward City water source in Barton pond so even though that's outside of much of that is outside of the city limits it's certainly a concern so yeah stay tuned um all right let's move on to thank you um let's move on to Planning Commission again council member dish um I don't think we we haven't done anything that bears directly on this commission um yeah okay thank you um Parks commissioner Marson hi yeah um so going back a couple of meetings um we approved um moving forward on an acquisition of an addition to the Hansen nature area it'll be a about one acre that will be added um I think you probably all heard that there's Oak Oak Wilt that's been uncovered in bird Hills um and at the last meeting here we discussed issue MD do um who owns the railroad tracks that run along the river they will be putting up some fencing um that's somewhat um controversial I guess for Citizens that live along the river and would like to have access to all of the um to the river and parks along the river um but there is going to be a public meeting about that uh this coming week I believe it's on Tuesday and it's going to be at um I think it's over at washing Community College perhaps yeah yes thank you um and then the other um environmental commission related item is that parks and urban forestry received a $1 million Grant from the the USDA forest forest management uh Forest Service um for urban Forest management and so I think there will be some more activity along those lines in the upcoming months that's it that's great thank you is there any um specificity as to how those have to be used or how they're planned to be used I am not familiar with that uh we were mostly just uh notified that they received the grant um I can take that as I I was one of the um folks who helped to submit the grant um so the funding will be going towards in the first year primarily doing a new um canopy canopy analysis um to see where we uh need to put in more trees uh to help our canopy um will'll then be using that and Equity data um to drive uh decisions uh around the second year um and moving forward which will be focused on private property tree planting um through the 10,000 trees initiative um that the office of sustainability Innovations runs uh there will also be um funding that go from it that goes towards uh Natural Area preservation for their um strategic planning uh and then finally um some of it in I believe the fourth year is going to go towards a feasibility study to determine if the city uh and or County um could uh start their own tree nursery to grow our own trees for these programs thank you pretty exciting um all right council member dish back to you anything from Council that is um important for the environmental commission to know oh I'm not used to having to do all these reports uh I know so sorry no it's okay it's just I didn't think about that um I mean we haven't taken anything direct we haven't taken any action directly on whats on this commission but I promise next time I'll review okay and and let you know all right thank you and if Mr Reynolds has anything that pops to mind [Music] um all right well um I'll just make a quick chair's report which is really short um we have a couple of Youth candidates that we'll be reviewing and um I'm hoping we'll make a decision soon and and a recommendation um uh uh I want to congratulate commissioner Curtis for visiting every Park and being a top naap volunteer you keep getting written up it's really good um thanks for all that work um and I want to thank Sean for organizing the pollinator walk that happened on um September 10th was really a great day we had a a smallish kind of group of people that showed up but they were for a self- selected group they were all really interest Ed in um pollinator plants and pollinators and taking walks around town and I appreciate the support from um ana and others the well ones who came as well was it was a good um and fun event um so that is my oh oh and I don't have any word yet on the environmental manager but I will let you know um uh soon on that decision and how it affects our commission um I expect to know next week uh so with that I'm back on the agenda um we did our reports report from staff Sean submitted his report thank you very much Sean um and we did through any other it any items for the agenda anybody thought of in the meantime raise your hand or send me an email um our next scheduled meeting October 26 and now we're at a point for our second public comment um here we go this is an opportunity for persons to speak for up to 3 minutes please call 888 78899 and with this um the reusables um be very very interesting um okay uh how about that that was my interlude Sean anyone waiting to talk we do not have anyone on the line all right then I will would like to have a motion to close the meeting commer Curtis second from commissioner guber thank you very much uh vote to uh adour the meeting is your hand we are adjourned thank you all good night

moot second yeah all those in favor I oppos orain all right can I have a motion and second to go executive session to discuss school security and litigation motion second we're going to go in at 6:48 we'll give it a second Tom have to come shut us down let's see if he heard me listen this SLE we should just buy like [Music] A10 don't hold [Music] out there how are you how are [Music] you first me to do [Music] s for [Music] for know okay h back already [Music] prepared I can 7 so ready to pick back up uh so we've already opened the meeting for an executive session prior so we'll be picking up uh where we had left off so I believe we do not have any presentations um so we're going to have public comments for agenda items only um if anybody doesn't have anything on the agenda we have another public comment section at the end of the meeting so um this is for agenda items only can I have a motion and in to open the meeting to the public for discussion of agenda items only second have a motion second to close second apprciate that um just to just to update the board of the first first few weeks of school the first thing that was on my mind was for this weekend was to come in and pass truck get how handled the rain how many trash cans we needed to catch the leaks but he said build H up very well very happy the a didn't get calls over the weekend that something alarms were going off and me when he uh checked in with the custodians morning with the buildings uh the roofs did well it was a lot of rain so wouldn't get worried about that uh when they with the uh with the kids comeing back I I have to tell you it's it's always it's always a fun time those of you that work in schools that electricity that you get in the first week of September and the coolest thing is walking down the hallways on day two and it feels like it's November already teachers are teaching kids are learning it feels like everybody's in the groove right down to the gate uh everybody has a little bit of a bounce in their step that that they haven't gotten uh exhausted yet uh so it it it's a it was impressive in both schools just to walk the hallways and and it really did feel like it was the midd of the First Market Per um the mandatory stuff is done for September they there aren't drills on the agenda they'll be on October SE drills but the mandatory drills were done we we unfortunately had to do a real drill second second day of school and everything went well the procedures and processes did did exactly what they were supposed to do medical emergency and can very very well and uh from a staffing perspective uh we are we were 12 hours ago just one certified staff member away from being fully staffed we are still desperately searching forl teacher postings are out we're not getting any resumes in we had a candidate and and they pulled out right before school started um today we did get a resignation from new specialist at the middle school so we thought we were almost done and now we need now we're still looking for two but we're getting there but overall a good start ship is out of the and Miss has been testing on the ESL tests and everything so she can administer those in the of ESL and we have a couple programs that are being used in of having that are we reaching out to on that to see if there's anybody that's getting close to graduating or I know Dina has talked to the yet um we will be going into negotiations with them in January or February as their contract expires uh 20 jun3 2024 finance committee um we have two new members Kayla and Stacy Jo on our finance committee along with Rebecca um we went over the budget report I explained a little bit about what they'll see every single month um still in July because we have a lot of Grant close out so once I can get all that done and get things paid tonight I'll be able to roll into August August and September they'll probably have my financials both coming in in October um I kind of give them a revenue report um I just told them we're closing out our grants um the 20 fiscal year 24 Ida Grant has been approved um our ESA Grant with Title One title two title 4 they are there was a minor change they requested I went ahead and did that so that should be approved I'll start drawing down monthly reimbursements starting next week um a high-intensity tutoring Grant has been submitted it is a competitive Grant so we're not sure that we'll actually receive those funds because we're it's geared towards grades three and four um but we're already receiving some improvement funds through Title One for a school um in Improvement for grade three which is a sizable amount I don't know we'll get it um so I'll just keep everybody posted and did Business Review I just went over some of our excess Surplus summer projects um Eisenhower Hall flooring was replaced and it's beautiful um JFK and Eisenhower fire alarm plant panels are replaced the element the Kennedy and Eisenhower PA systems were replaced um in progress we have the Eisenhower gym and allpurpose room and JFK allpurpose room sound systems are in progress that'll be done this year um we're working with an engineer to produce plans for our JFK nurse staff lounge and guidance office hbac upgrade um that's on a separate thing than the rest of our system so it's due for an upgrade and then we'll also be hoping to get a purchase order in for a replacement school bus in the next week or so um transportation of rcps students has been going very well and that uh extra route at can be helped to kind of lessen the amount of kids on some of those routes with fourth grade headed back over there last year our bus has passed the annual fall safety inspections by the state of New Jersey the Motor Vehicle Commission our next round is in March and it's just about state report season so ASA report the rprs reports I will be busy till December so that was it on finance um school boards Association I don't have anything have you seen anything from over from New Jersey school boards um and services um on October 17th we're having a College and Career night at Candy County College for high school students there'll be representation from uh KY County Technical School and the military as well there'll be help there to um called people with applying to colleges as well as FASA uh a few colleges will be participating as well an email went out to principles and super that was I know I don't have a lot but I did um they did introduce their new staff board meeting um they're also doing a alumni recognition program that they're going to give us more details on later on um Miss cge in charge of it they were having like pictures from the alumni of people like we had I know we had an NFL player and there was a state trooper and St on the walls of at over Brook so they're trying to get that up and running and put a little bit more into it that back to school night there were a lot more people I noticed this year than other years in the past which I thought that looked really promising other than they do have a little bit higher populations maybe that's why too um they there are a few open positions still one of the ones at least that they mentioned in the board me unfortunately is a school nurse so they have their Elementary nurses doing kind of um because they have to set up any nurses that want school nurse they're looking for they're looking for I think a nurse and like a FL or something out um and there's no date that I've seen yet for the site council meeting however any parents that any people that have kids at over I strongly recommend get involv coun you'll learn so much more about the school that way but as soon as I okay um I don't think there's one school board see much come AC all right um so now we will open the meeting to public comments for public not appearing on the agenda if you want to go over the specs on that just so everybody's aware uh so the public is reminded that they should attempt to resolve problems or complaints through initial contact of the staff member or members involved therein and the chief School administrator prior to petitioning the Board of Education complaint should only be brought to the board at after the appropriate School staff have had a reasonable opportunity to resolve the problem at the employee level a statement should be limited to the topics to be addressed public participants would be governed by the following rules there's a lot there in summary um it's uh well when you come up you have to announce uh your name and where you live um you must be recognized by the presiding officer uh your statements will be limited to five minutes no participant may speak more than once on the same topic um and if anything that you say is inappropriate or runs too long you may be interrupted or warn to stop and so forth um I saw a lot of you taking up this I'm sure you've read through most of these already motion to open to oh I'm sorry motion a second to open meeting to the public for discussion of subject I work so hard where I stand wherever you like wherever you're comfortable you can sit stand just again state your name and address for me please all right Jennifer Brennan address is 326 Cleveland right here in so I wanted to here to talk about my daughter tonight and that she's at the hands of her school administrators Mar the completion of her her sixth grade year in 2022 my daughter was sent to the hospital for crisis this led to a 22-day stay in hospital during her stay we learned that my daughter was bullied so frequently and so severely it caused her to self harm and have thoughts of suicide this well was also the same year that she was inducted to the National Fior Honor Society upon my daughter's release to an outpatient program we reached out to the child study team requesting an evaluation for an IEP based on her mental health status and previously existing learning disabilities our request for evation was denied I do believe this was a violation of her rights the thought of returning to the middle school where her bullies went unchecked and with no plan in place was not an option for her we withdrew my daughter from school and chose to home school where we figured out a better solution after working with reformed care uh the fso of campon County and campon County CMO we made the decision to reenroll my daughter in school in an attempt to obtain the 504 and subsequently an iup during this time my daughter developed what is known as conversion disorder or functional neurological disorder um fnd as for sure is mostly caused by trauma and is considered a cross between psychiatric and neurological disorder that mostly the nervous system symptoms can range from motor ticks non-tic seizures drop attacks full or partial body paralysis loss of speech sensory sensitivity and more the development of the f&d brought the 5 Hour 4 meeting that we had to a Hal with a few few key factors that needed to be addressed the safe space for her to access at any time and clearing of the classroom should she have one of these episodes it was later determined that we needed an I um and appropriate evaluations our first meeting for that was in March of this year 2020 grade in March homebound instruction was also approved for my daughter a teacher to provide home homebound instruction was not found until May 19th homebound was authorized through July to accommodate sming that had not been provided since my initial application back in February we worked through the summer to participate in and obtain the evaluations that the job study team required eligibility was determined on July 10th and it was agreed that my daughter need to be placed out of District in a more appropriate program we're now nearly a month into the 23 24 school year and placement has not been found my daughter continues to be on homeown instruction violating her rights to the least restrictive environment education despite being aware of the added stress and anxiety this causes and the resulting f& episodes the administration fails to provide a more environment have requested to tour and consider countless schools within our area but this district has turned them all down and turned us away yet I keep being asked to find more schools to consider I feel like my requests fall on De years or they just don't get answered the district has failed to provide curriculum for the end of seventh grade year as well as the start of the here continued attempts by my attorney with the district's attorney been unsuccessful and shut down um so at this point I ask I know a lot of you have children within this system or had children within this system or your Educators and is this the Legacy that you want to leave behind is this okay with you are you aware of what's going on and all the laws and the rights that are being violated by keep my are AB thank you second [Music] um so we're going to go into executive session right now um for uh student matters um can I just say something we acknowledge that you sure can obviously the the board president will take that lead um the board president will take that lead for sure and we can just acknowledge generally however though they don't engage there needs to be research obviously this is just coming to them now so that is how the procedure will work somebody will reach out to you from the district you did you did a good job I know that I appreciate it I I really do appreciate your time and I understand that you know you can't comment right now so but I appreciate you taking absolutely you've been heard yes so we will go into executive session we will not come out and take any action obviously we definitely need to they need to speak to administrators or whatever may they um get all the facts for all sign go from there um go executive we're not going to have any AC afterwards we're going to join a Jour you can certainly stay here if you'd like or you can certainly go home and can I ask a question Jeff what would you like to happen um just so we kind of have an idea of what because you've been involved in all that right um there there's really two sticking points um because of the f& episodes and their unpredictability um I would like one to one um conly medically trained I think that really comes down to the legality of it they don't require any medication just time um and I would just like a proper placement she is on the Spectrum but her grades are very good um so I know it does present a difficulty in finding the type of school that can treat those symptoms where she gets the education she needs but also the emotional social support and you wouldn't want her to stay in the district with a one one a or unfortunately no um even being here is pretty traumatic um we've been in this building a few times with some evaluations thought of coming here can trigger an episode for her I wish it wasn't that way I've been in this district for I moved here in 99 I've moved several times years and chosen to stay in District because I believe in our town and our schools second would [Music] face hard [Music] all right just shoot me a text um and then we'll get you out of here know I it up earlier but [Applause] all right we are live so we're going to motion a second to adjourn the meeting please motion 8:21 have a great night I will be in touch with everybody regarding special meeting [Music] for

floor over to miss magulik I think you just said okay good evening everybody um so this is about the time of year where we do our annual School HIV self-assessment summary um I'm going to talk through the process but before we do I just wanted to give a little background um so when we're talking about HIV it's not just about the state has made laws connected to the anti-building Bill of Rights really to strengthen as it relates to HIV however the law or the rules really come down to enhancing your school climate so when we talk about school climate and why it matters it's always a good slide to start with so a positive School climate is associated with and this is some just research about more satisfied students parents and staff improved academic outcomes better attendance lower suspension discipline referrals reduce violence and aggression and lower reports of substance abuse and then that last one actually reduced harassment intimidation and bullying behaviors that one is highlighted in a color because that's exactly what we're talking about tonight so again before we get into the actual report [Music] one more time there we go thank you um we just want to talk a little bit about prevention because obviously that's what we are in school for we want to prevent it doesn't mean that bullying is never happening in our schools it does and what's important is that we're addressing it but all that we can do to prevent um is obviously our our Focus so we have on the left side school-wide preventions so our goal or what we're looking to do every year is with that positive respectful inclusive School Community we have a focus on diversity equity and inclusion we reinforce the tenets of responsive classroom that is our SEL program as a district and we teach cares explicitly and I'll talk a little bit more about that we have school-wide campaigns and initiatives that happen both at the district level and the school level so a couple examples of that kindness matters the sheer cooperation is key we have no place for hate at our middle schools and then obviously looking for those times where where they're unstructured times that we have supervision there because that's more often than not where bullying can happen in terms of class prevention on the right so again that idea of our goal particularly in these first six weeks is to set our students up for a successful year of learning and growing together so that happens by building that relationship positive respectful and inclusive classroom communities as well second part we have a couple features within our day that'll or during our month that lets that happen in elementary or morning meetings they happen every morning at middle school we have monthly advisory meetings these are an opportunity to build community and set this the positive school um a positive experience to start your day rule creation we ask we ask kids to be involved we don't just create rules and tell kids what they are we actually take the time to brainstorm to come up with what are the rules what should they be agree upon them again so that we can keep ourselves our classes our schools safe uh in interactive modeling so again very important in these first six weeks of school so we're not just telling kids what to do we're showing them what does it look like what does it sound like we model for what that would look like and then showing kids that they're actually can do it and do it in different ways providing academic choice is another one so making sure that again there's no one way to learn that we have opportunities and different ways that we can do things whether it's something simple like um you know am I going to use dice or am I going to use teddy bears or it could be something more complex am I doing a project where I'm doing a poster I'm creating something a PowerPoint presentation the teaching of responsive classroom as I mentioned that is our SEL program we have a social emotional competencies lessons that we've created it's our cares curriculum teaching problem solving tools and then we have what also is called a closing Circle at elementary school so those are some of the prevention things that we're very actively doing throughout the school year and if you could click for me again Frederick it's not working thank you in terms of district-wide programs so the idea of teaching kids about relationships character education diversity social skills we do that through a responsive classroom we do that through social studies lessons connected to community service learning Comprehensive Health and PE different climate Wellness lessons in our technology curriculum we have lessons on digital citizenship cyber bullying prevention and our school counselor program so those are some of the main programs that have different elements or units that focus on those areas the next in terms of the actual anti-bullying Bill of Rights has a self-assessment component so each school has a school safety team or School climate team basically what that team does is they are meeting throughout the year at different times there's representation from administrators teachers there's a parent representative to really talk through and look at Trends things that are happening in the school and then make recommendations or things about how to improve so throughout this course of the year that team meets in May or June of every year they have their finals school safety team meeting and basically there they're kind of reflecting on what's happened during the school year they assign themselves ratings and then we're reporting those ratings to the to the state so then in June is when the state release their kind of documentation or what we do online to report those scores in the summer all the schools submitted them individually for district review tonight I get the pleasure of sharing those results with you and we always do that at a board meeting so there's certainly public comment opportunities it is due to the state by the end of October and then basically the state will then take time to review all the different districts across New Jersey their self-assessments and then they will publish or finalize those grades and that is why it's to be determined because we don't know exactly when it comes out it's usually the spring but it can vary once those scores are actually released we get a broadcast from the state that says the scores are released We compare those to what we submitted we have to have those posted on our websites within 10 days and then from there we report out those grades to we let the board know I talk about it a board curriculum meeting and if there's any variations or things like that we talk about them so that's a quick overview of the process this kind of just shows quickly I swear really eight areas so what are they scoring themselves on it all connects to these eight areas so the first one you'll see are just basic programs approaches and other initiatives connected to HIV the second is on training so are we reviewing our principal share with our staff policy every year and procedures what are our requirements as it relates to reporting the third one connects with staff instruction and training programs the fourth area is the curriculum instruction on Hib and related topics the fifth is specific personnel so our principles have anti-bullying specialists in other schools there are counselors we have an anti-billon coordinator who oversees for the district that's me we have school safety teams who I talked a little bit about so making sure that you have all those Personnel in place and then we have different meetings and times that we articulate and talk about and strengthen how can we do you know what can we do to enhance what we're currently doing the sixth area excuse me is incident reporting so there's timelines in terms of when an incident is reported how it has to be reported the seventh goes into the investigation procedure so again are you meeting those timelines and then the eighth is reporting as it relates to have we submitted that to the state when we were supposed to be post it on the website within those 10 days things like that so basically you have two to five indicators per each of those elements and this just shows you the rubric that the schools use so they can assign themselves zero they can assign themselves a one a two or a three zero being I'm not meeting any of the requirements I'm partially meeting to a meeting or three I'm exceeding once each school scores themselves you'll see at the bottom that's talking about we as a district get the average of all of our schools so this is a quick and I realize that this is small this will be posted on our website um but basically what this has on it is all the schools along the left side each of those core eight elements I talked about are across the top and then you would follow that down if you're looking for each element or a cross if you're going school by school and what in terms of pointing out is that total score column all the way on the right you see a total possible points of 78 and all of our schools are within that 72 to 76 range so what that translates to is we are meeting in all areas the requirements that the state has but often exceeding what we do after tonight is we you know are talking about analyzing and I started talking already to our principals and our school counselors about those those summaries where they were with that self-assessment so we go through the data look at that we develop and share recommendations and then the schools then turn key that to their school safety teams for additional follow-up and create initiatives and the process starts all over again so some of the recommendations that we've talked about or that we're actually doing in these next few months so we have a cooperation as key as our theme as a district this year and we've asked schools that they're going to carry that forward in whatever school-based initiatives that they have we're putting a great emphasis on those social emotional competencies in September all at elementary school all of our teachers k-18 have lessons on cares where they explicitly teach what does cooperation look like assertion responsibility empathy and self-control and then we reinforce that as kids go into Middle School we actually have next week next Friday a cares day at middle school where they're talking about what that translates into middle school and how that continues next week is the week week of respect so we have some enhancements there we have character matter units at elementary school so introducing and talking to kids about what's tattling versus telling when to report how to work with others so different topics all connected to the importance of not developing into any kind of bullying behaviors we also have or do our first fall activity as it relates to no place for hate at middle school and that's connected to respect um other things we'll talk about as a group a spring survey sometimes we'll do a parent survey sometimes we'll do a staff survey sometimes we'll do a child survey so looking at what this year might be and that would be something we decide to do in the spring and then in terms of at the individual school safety or climate Team level always talking to them about making sure that they're looking at their recommendations and then actually assessing if they wanted to do something connected to cooperation did they actually do that at the end of the year or what they can do to improve upon that so those are just a snapshot of a few of the recommendations for the year and that is my report [Applause] thank you miss magulic any questions from the board Miss null of course I have a question Ms mcculic where on the web in our website can I find this presentation you have this so you will find it tomorrow morning right on the home page so there'll be a link right on the home page Yeah so basically on the home page I was like oh I could show you but we've put the screen up that's okay um but right on the homepage you'll see there's a section on harassment intimidation and bullying and right underneath it there right now is last year's presentation and then we'll switch it tomorrow morning presented it tonight to the new one wonderful and just a comment I did get an email from Marlton middle school regarding some uh presentation coming up and I think it's later this month and it has to do with digital safety and mindfulness and cyber bullying and so on for parents I'm very interested can you just tell me briefly about this continuation um [Music] that he drills into the fact that when we think we're doing something online and it's Anonymous it really is it really has a nice connection with the kids with some really relevant um examples and some relatives so it's always so we'll do sixth grade seventh grade eighth grade he does vary it as can be requested him too based upon the specific age appropriate grade levels and then the presentation at night for the parents so I so if you if if this gentleman then is going into the classroom for each grade that's what I mean like I mean by grade level okay so my question is so I don't need to drag my child to the nighttime one he's already going to have it during the day to give some information okay well thank you that's good information thank you thanks Mr Hoffman any other questions or comments from the board seeing none let's move into public comment um this will be our first of two public comments we have one right now for agenda items only and then we have one at the end of the meeting for any items uh that you wish to talk about so the meeting will now be open to the public referencing agenda items only however if your questions or comment pertain to litigation student or Personnel items or negotiations we ask that you see the superintendent after the meeting since we do not discuss these matters in public please limit your comments to three minutes per person and when you speak please start with your name and address anyone like to talk going once twice all right see you none let's move to the approval of the minutes I need a motion to approve item 6.1 through 6.3 motion by Mr physicaro seconded by Mr Thompson any questions or comments from the board Mr Ashanti roll call please Mr Bach yes Dr Capello abstain 6.1 yes to 6.2 Mr physicara yes Mr Canton yes Mrs Knoll yes to 6.1 and abstain to 6.2 Miss Lee yes to 6.1 and abstain to 6.2 and Mr Thompson yes motion carries thank you now need a motion to approve item 7.1 through 7.6 superintendent's report and administrative items motioned by Dr Capello seconded by Mr visicaro uh before we move into a vote I'll hand the floor over to Dr Smith thank you Mr Canton so I'd like to start by celebrating several points of light and I haven't had a chance yet I feel like everybody has gotten a chance but I haven't had a chance yet say congratulations to Dr pillow for earning that doctorate which is um can hope she took faster than seven years as it took me so um I know you did I know you did congratulations so since school started 17 days ago we've seen our staff work in all roles to help our students make a smooth transition back to school which includes the routines expectations and they most importantly start developing relationships and connections that are the lifeblood of learning and and the positive impact that we strive for in our district as our mission and it's palpable if you could be with me in the hallways and in the classrooms you can feel it in every school and in every space in our district I want to say thank you to all of our staff from our teachers to our paraprofessionals our administrators secretaries clerk typists custodians bus drivers and more and more to everyone for seeing our kids hearing them valuing our students and making them feel that so that they can learn thank you as well to our staff for their efforts and the excellent back to school nights that extended over two weeks this month and thank you to our parents and families for attending those back to school nights and their support of our work as a staff as that Partnership of schools and families is of Idol an essential ingredient in Student Success another point of light on the agenda for approval is our first batch of extracurricular activities for the year and as I do every year I challenge anyone to find the district that provides the the breadth and depth the robustness of extracurricular activities that ours does truly second to none I'd encourage All Families to talk with their kids about signing up and discovering the fun the growth the belonging that comes from those activities um which forged some of the best and Lasting memories of our time in schools they look a little different those activities do at each School depending on variables like the staff their interests and availability and gratitude to our staff who committed again to serving as advisors and coaches to make those opportunities possible I'd like to recognize that it is currently National Hispanic Heritage Month which runs from September 15th to October 15th in which our schools recognize in a variety of ways the month celebrates the histories cultures and contributions of American citizens whose ancestors came from Spain Mexico the Caribbean and Central and South America lastly I'd like to encourage everyone to check out the new link on our homepage for information about our separate proposal ballot questions which are up for Community vote on November 7th this is very exciting this vote more information will be added the goal of question one just as a reminder is to make tuition free full day kindergarten a reality for all students supporting student growth and equal opportunity and it Bears mentioning strengthening property values the goal of question two is to increase Mental Health Services for elementary and middle school students including prevention intervention and support thank you to the parent staff and community volunteers who involved in our full day kindergarten committee which met earlier this week our website flyer with the Goldenrod color will be shared in various ways at events and in neighborhoods over the weeks ahead I'd encourage everyone to take a few moments to have at least one conversation with a neighbor about the importance of these questions and this effort if we all do that thousands of person to person one person at a time conversations understanding will will spread like sunshine in that Spirit I'm bringing back I'll call for lack of a better term tent day when I had my canopy out in front of the administration building three years ago about was August 2020 um and in front of our administration building pending weather of course because it's been crazy rainy but anyone who wants to come by who has questions or wants to talk about our ballot questions I'll be there from nine to three please come by especially anybody who may be undecided or on the fence not that there may be many of them but I would love a chance to have a conversation with anyone in that boat would be wonderful and it's so exciting for our district and Community to be working on this school which is our number one district and board goal for the years 2022 through 2025.

good evening everyone and welcome to Ashland planning board meeting of Thursday September 28 2023. um just a note to everyone that the meeting is being broadcast and recorded so first on our agendas tonight is as always is the clerk's report Kate report for tonight yes Madam chair we have received three public correspondents since the last planning board meeting two of those were responded to by the town planner as specifics and one of them was responded to by the clerk on behalf of the board thank you all right next on the agenda is public comment um we will open it up for public comment and Peter can you manage the process sure thank you so much uh currently we have no hands raised here in the audience uh however we have two virtual hands raised first being Mr Mark desoni Mr Mark desoni completely can you please unmute yourself and state your name and address okay thank you Mark sorry foreign [Music] to say to the representative of the comprehensive plan that I wasn't I enjoyed it thoroughly I was at the meeting the uh meet the consultant meeting and got involved and that it helped me formally what my thinking is of the of that of the board itself or the the comprehensive plan members themselves and I know that made a good choice would get those Consultants but to the planning board it still haven't come up with the answers yet uh what you what is the goal for the town have you had time to think about that or you're not willing to answer that's it thank you Mr desoni the second person with the hand raised is Amanda Amanda can you please step forward and state your name and address is 107 Pine Hill Road um so I just wanted to make a quick suggestion um regarding the MBTA housing project um I didn't know if you guys were considering um putting together maybe a survey um you know and distributing that to the community via like social media or the Weekly Newsletter um I just made the observation like I've seen a couple of open houses and there are so many people looking for starter homes um and I just feel like you know this MBTA Community um you know action would be a great opportunity to you know maybe look into townhouses or you know these Millennials that you know don't want to live in apartments and they want to you know have a different housing situation have maybe like a little yard I just think it's a really great Community too a really great initiative to explore that and I think a survey would be great to hear from the community and see if you know that's what they're looking for and you know what type of housing options they would like so just want to make that quick comment thanks guys and I'm just gonna make a quick response to that um just in regard to housing because in in two ways one I think housing is going to be looked at through the comprehensive plan process which is one of the things from the beginning that was going to be looked at so um so know that we know that it's being looked at through that process and the MBTA um zoning districts um also will be having once we kind of really get into all the requirements that are put To Us by the state we'll both be discussing it with joint meetings between the planning board and select board and then it'll be there will be forums and things like that to um to kind of explain it on a more a more General basis right so um we're kind of just at the beginning part of exploring possibilities for Ashland to meet those state requirements great um any more hands raise no okay um and also before we get started I just wanted to let everyone know that our fourth or sorry our fifth member um Anna testmaninski will be joining us later in the meeting she is traveling and our associate member our new associate member Amanda Hayes also had a previous travel commitment so she is actually in Flight right now and couldn't make this initial meeting but she should be with us next time so on that note we can start our first major agenda item of the night with it is a continuing discussion with the sustainability committee regarding the development of a new tree bylaw um Margie obviously you are here do you have others that are coming in online or that we should make sure we note okay and you have a you have a presentation is that okay great can I see um okay but this is yeah if you're a person or do you have it well it's right there do I need to State my name and address okay margica cell ate Adams Road okay so you already you can hear me fine right okay so um what I'd like to talk with you about tonight is the situations that would trigger the tree by law next slide can I do that can you who's gonna do that okay too many things so the sustainability committee's goal is to preserve as many trees especially wooded areas and town as feasible and um as I said we would like to consider the different situations that would call for a review under the tree bylaw and I want to point out that we very much recognize the complex complexity of the regulatory issues and we're super appreciative of your advice and counsel and ultimately your approval next so in the draft document that I believe you all have seen these were the triggers for the bylaw the first one being site plan review the second is site alteration special permit then 40b and last subdivision so next slide so I made some notes on this slide about the content of site plan review in the bylaw kind of for myself and what I want to run by you is if I understand it correctly that it has mostly to do with commercial and Industrial construction um also parking sorry also an expansion of parking and then the last one building permits including six or more parking spaces so my question is does that refer to multi-family dwellings yeah I mean I think it can really um it just it looks to um note like a project that probably has a certain scale to it like a certain size okay yeah so it could be commercial it's multi-family considered commercial yes it is per the code yeah okay all right next slide and then site alterations special permit applies to clearing of over 5000 square feet or grading over a hundred cubic yards and there is a list of exemptions and I've just sort of summarized for example removal of hazardous trees and routine maintenance are within the exemptions but the one I'm a little confused about is clearing of land zoned residential when such parcel is included in a submission for development to the planning board and what I don't understand is if you look down below under intent and purpose it one one of those is to limit land clearing and alteration of natural topography and then it says prior to site plan preliminary plan and or definitive plan approval so I'm a little confused about the timing and the exemption I don't understand what the exemption means I'm not sure given that none of us were around when this was written I'm not sure we do either what Peter What What In Your I mean what is that what does that line mean I think it's a very good point to ask does that mean that the land can be cleared yeah I mean I'm not sure it's this point um site alteration special for me exempts your exempt clearing of land zoned residential but such a parcel is included in a submission for development board so in my eyes I would say that if you are already in front of the planning board for such a res for a site for in that instance I would say a subdivision that subdivision is going to include a lot of earth work right a roadway roadway development drainage basin development and so if you are filing for that such a such a type of application within the planning board then therefore you are not filing for a site plan alteration because that permit is so big and intense right for that roadway development um that you are you're not putting a special permit on top of that application okay that I think that makes sense because I actually looked up I was trying to get a sense for myself about how big is 5 000 square feet and actually this building footprint the footprint is about 5 000 square feet it's 52 by like 104 which puts it just so just to get an idea of what 5 000 square feet is so obviously a subdivision would be much much larger and so this site alterations special permit would be beside all the really special primaries for for applies to really land clearing indoor grading right on a on a much condensed scale right um and the major thing is to make sure that you're not pushing more water onto your name or right from a storm water standpoint you're not causing a hazard to anybody in properties however when you do a subdivision development a roadway permitting you could be clearing and or manipulating rating you know hundred thousand you know 100 you know hundred thousand square feet of material into our land area and so therefore if you're going to do this huge exorbitant project that may include 10 20 50 40.
