okay I've heard that too a lot like dancework so thank you all right is uh I think that was discussion anything else from the board all right let's do a look and yes no yes yes all right number five um it's not starting and we have recommendation to approve the Educational Services Center wall project final bid for driftwood builders for 498 400 this is paid out of our current Bond is there a motion to approve d all right is there discussion yeah I have some discussion about the bids and um I guess the rationale for choosing um Driftwood Builders if you remember Michael Chamblee came and presented to the board quite some time ago about the scope of this project we hired him as the architect and when he sent out uh this project for bid we had six different bids um the lowest was 460 000 um but did not seem feasible because they could not start on any of the work until after January due to our licensing requirements we have to start as soon as we possibly can um and then Driftwood Builders was the next lowest bid at 498 400 um they are confident they can do the work in 90 days and then it's three through six were um above 612 000 um clear up to 763 so those bids were not in consideration um so the recommendation from our architect is to be able to accept the bid from Driftwood Builders Incorporated for 498 um there is a fifty thousand dollar contingency plan built into that so if that contingency is not spent um again that potentially could go down to 448 400 and again we would use our current Bond money for the scope of this project okay wait uh Michael I know you're here do you want to address the board anything you want us to know um and so just so the board knows the board you will not be personally signing the contract you would be approving um tonight for me getting me permission to sign that contract to get to Michael so just so you know you aren't signing the official fund this recommendation on the board is to approve the spinal bid and then that approval tells me I can sign the contract uh recently the current or your uh estimated is 342 thousand when he first presented that to us and now we're at 498 000 what were the difference well I added 50 000 continuously make it go smoother with change orders and I think we ran into some more issues such as such as Expansion Joints I assume that the expansion joins in the walls every kind of thing we're working but I assume discovered that they weren't working that they were in some cases filled in with mortar completing the correct so they wanted to expanding this attraction so we're gonna have to cut all those up and review the joints it was also once I measured all of our lives in the wall I found out there was more below the ground of the brick wall and I thought especially on the school scientist about 19 or 18 inches um and then part of that has come out of asphalt the next president asphalt out take it down clean it or approve it could build vaccine questions good news is we finally got the state right away so we we needed that before right well I told him I was better so the higher bids the ones in the 600s and more or it what's the difference between this bid and those bids besides the fact that they're higher anymore I adopted one man that does the refinishing work yeah yeah I don't know why but um evidently because of someone who does the same words and you said that you rejected the lowest bid because it couldn't make me a timeline language foreign but let me just repeat that so um we have a playground brand and that Grant works well that that Grant the timelines the endings so we need to make sure that approach you know the playground doesn't take that long to put in but they were in this place too with Supply and all kinds of things so it was getting that planet they're not going to go in the next summer and you just need to have the full Summers we can't just say it's going to be obvious ly yeah you just use a dryer the dryer not freezing regularly so that's what I'm going to ask is does the wall have to be done before the playground goes yes but that that part is separate that's a separate Grant Ranch [Music] so we're talking about sort of the intersection of these degrees thank you other questions discussions all right well we have a motion over here to approve d okay thank you yes Carol yes Vicky yes dumb yes all right and I can't wait to see it we're excited all right uh moving on to number six recommendation to compensate Elizabeth HIll for providing training in regards to Brown County Schools health and wellness Department through November 21st 2023 is there a motion to approve d and any discussion yeah I just I really appreciate Liv's um sticking through if you remember she officially resigned at the end of last year and when we had a hard time finding a new Corporation nurse so she stayed on to help us through a transition and until we hired somebody and she has been just incredibly impactful at training Amy um in this new role and ensuring that we're just set up for Success um moving forward so I know we can't do it forever but I appreciate being able to have her up through Thanksgiving and I do believe it's going to set itself in a really really good any other discussion all right yes sir yes thank you all right number eight is our consent agenda items for personnel we start with separations with Grand Canyon High School head wrestling coach and baseball coach Justice Guerrero separating as of September 21st and 23 um through the last one which is a transfer of Brown County Middle School fifth grade girls basketball coach Heather still is moving to sixth grade girls basketball coach effective October 2nd which is uh this is a replacement is your motion to approve the consent agenda in any discussion all right let's go Amy yes Carol yes Vicky yes yes all right next is our superintendent support okay um to be able to discuss the policy in hospital 1447 and um so I just thank you for letting me feel coordinating the right um after that is a board updates yes I am I um communicate with Dennis so she will there's Block City um I I had a concern about what our students are reading our Corporation in our community and buses to either like go to Louisville like we've done in the past or Cincinnati is if they were going on a charter bus on a company or if they were going on our bus due to that probable accident in New York for the fans going to band campsite Guinness depend on what the criteria the trip with how far it is I also think if you want to do a lot of homework beforehand research on whatever you're going to use compare that with what your insurance requirements whatever legal advice you can get on whatever contract you want to make with their company equipment history [Music] because they were out of state that's why I was asking mistake you know about 200 miles we've been distance thank you thank you um I know that um Carol Stephanie and I and Emily went to the Indiana State School Board of Indiana School Board Association isda two-day conference um and we were talking to school board members from all around the state and learning a lot from all the feds so I I really appreciate the opportunity to get to go to that when people say you go to school board school and I was like yeah and I think it's really important um and I really want to commend our board for you know um we all have full-time jobs and it's really hard for us to take off time to do those kinds of kinds of what I really appreciate you know everybody trying to do that when they can and we can't always all do whatever anything else pretty good at cause nope all right let's uh it's immersion to adjourn so moved all those in favor uh

call this meeting to order and just a formality to begin with I'd like to excuse Dr Wright he's at a convention for superintendents we'd like to excuse also Diana Butler she's home with family and Jennifer Brimhall is attending my way of phone with us this evening so we turn the time over to Mrs Wright and her perfectly mannered choir for the Pledge of Allegiance thank you president Merrill and members of the governing board these are some of our first graders we have a show on October 24th it's a patriotic presentation at the elementary school at 6 pm so we're going to say the Pledge of Allegiance if you would please stand and join us and then we will sing the national anthem foreign [Music] foreign thank you [Applause] thank you thank you that was sweet kind of melts your heart to watch those kids do what they've done very sweet thank you we'll go right into our agenda now the first item on the agenda is a is the recognition of a high school character counts and I'm going to turn this next portion of the agenda over to Mrs dugdale board members governing board president so we'd like to introduce and is that going to be Mr Webb or Mr archibank I I've got it if we could have the students in the high school that were recognized for the Character Matters recognition come forward so we can let the board member see you come on up Eve Camille everybody come on Orlando you too don't be shy you guys are not like this in the schools so I'm not sure what's going on all right so we've got a list of students and this year we wanted to try and recognize some of our students that for some of their character trades so the first one was during the month of August was commitment so I'll read the names off these students were nominated by their teachers for showing some type of commitment whether it's to um a sport their academics their work something that stood out to the teacher so first of all we've got Camilla Enriquez and Genevieve gentoff Aidan Mills Eve guy porterau Jaden Harvey rickhorn Garrison Hill and Danny Gonzalez so those were the ones that were nominated the four of them are here to represent their commitment group those that snuck away come back up here the next month for the month of September the character trade is observant so again teachers are nominating students for being observant helping out others around them extra careful work on the on what's going on in the classroom so they recognize for the month of September Orlando kisse Samuel Allen Caitlin narcisco Sierra Jackson Andres Perez Finn sharp Luis Mendez Leah Quay and Ari Pinal so thank you for your contribution to the high school and for being committed and observing all you do we look forward to seeing more out of you guys thank you [Applause] thank you so much thank you Mr Webb I thought you guys want to speech or something are you good okay so I'm wondering do they get t-shirts or something for that they actually got their certificate at school already good deal thank you this item on our um agenda is a presentation from Mrs from Miss Blake about the future Business Leaders of America are you ready to come on up it's actually going to be Jack Woods he is the president of our chapter hi board so um Leadership Camp was a great opportunity that FBLA had basically the whole FBLA organization so FBLA has over 6 000 students enrolled in their um in their organization throughout the State of Arizona and um there are about 400 students in attendance at this Camp um and that basically it was all the officers from their respective schools the officers of the club and they train students on leadership skills and basically getting into the start of the year and working with members of the club so this is a great opportunity they helped us plan what's called our program of work and so we have lots of plans for this school year so this allowed us the opportunity to create ideas for a service project a couple more fundraisers and on the trips and then also goal setting for making it to our Nash to the national competition in June is our goal for our members and so this is a great opportunity and I appreciate the support from the board in the district on FBLA [Applause] there's some pictures and that's us outside of the camp um are there were there a couple more um and then yeah um this one each team has um they kind of split you up into color teams and they split up the schools and so you're not with anyone from your school on that team so that's kind of cool you get to that helps you um you know learn how to work with people you don't know and so my team won the most spirited Awards so that was kind of cool and that's us outside of Camp so yeah it was just it was a really great opportunity and we're grateful for the opportunity to go and I hope we can next year too so thanks uh it's in Orlando Florida in June so thank you [Applause] all right so we're gonna move on to recognition of the October October student of the month and we're gonna start with the high school Ethan Gonzalez come forward please board would like to present Ethan Gonzalez as the student of the month for the high school so Ethan he's a junior and he's we were all three of us miss penrad and miss Mr archbeck and I had the opportunity to visit with Ethan about some of his classes and we were super impressed with his dedication to his classwork but also just his thinking process and his plans for what he wants to do later on so he started out as freshmere he took a couple of Robotics classes I think that kind of piqued his interest on in the manufacturing and Engineering side and then he started taking AP classes and now his sophomore year he started with some AP and he's now continuing AP classes and also doing dual enrollment classes he's really stretched himself and applying himself and we see him going far in the future and he's got a couple more years to do some great things here at the school I know he he loves the digital photography class that he's in he's taking that for both semesters this year and Miss Cherry is really appreciative of what he does in the classroom and I know that he brings a lot of discussion a lot of elements to the classroom discussions as well so we're we're thankful for Ethan and what he brings to the high school and we want to recognize him for the student of the month for the high school congratulations [Applause] thank you all right next up is the junior high October student of the month here if I had do I have I do have Riley here come on up Riley we'd like to recognize Riley Miller eighth grade student um and we have teachers recommend our students for student of the month and I just need to read what a teacher wrote about Riley it is exceptional Riley contributes exceptional qualities to our BR community Riley has consistently stood out as a positive kind and intelligent student throughout her time here at Blue Ridge her unwavering positivity has created a welcoming atmosphere amongst friends and classmates Riley regularly goes out of her way to help her classmates and has initiated several acts of kindness within our school Community furthermore her intelligence and dedication to her Studies have earned her numerous academic achievements Riley's recognition at this board meeting serves as a testament to her outstanding character and her ability to inspire those around her and so that was given to me by one of her teachers and I can tell you that all of her other teachers heartily agree as do I she's an amazing contribution to our school and is a very positive role model we're very happy to have her here congratulations thank you all right and then next up we have the elementary school so uh just got to say before we start the students that have come before you uh came through the elementary and they're a blessing to us Jack uh just good to see you Excel and Ethan uh we knew that we could have predicted that so as much as they are busing to the high school they've been a blessing to the elementary so Peyton palian is our candidate for student of the month she's not able to be here she's a sixth grader in Mrs bromke's class so her mom is one of our volunteers she took a spill yesterday broke her foot and she's leaning heavily on Peyton so I'm going to accept the award on her behalf and um acknowledge her October 19th in an assembly but still wanted to share these words so these are the words from one of her teachers Mrs bromke Peyton is any teacher's dream she works hard and offers kindness to everyone I know I can count on Peyton to step up and help her classmates and help me just as important she takes her education seriously and always does her best Payton is example to her peers and we are incredibly lucky to have her at Blue Ridge so we'll honor her October 19th at our Awards assembly much thank you kind of looked like some of these kids had never had their picture taken before I'm sure they have but a little shy right all right we're going to move on to the recognition of the October teacher of the month and that'll be Mrs yes and Miss Williford is actually not able to join us this evening she is coaching this is first night of volleyball tryouts and so she is busy with that tonight um but we want to recognize her she's been with Blue Ridge now for the last five years and has been instrumental in our English language arts classes she is she is a strong teacher she's a fun teacher the kids enjoy her she also she had her classroom management is amazing and she gets herself involved in everything around the district so he's here at football games we see her at basketball games we see her volleyball games um so she is is extremely helpful always a great volunteer always willing to step in and help wherever we need it and we're super lucky to have her at the junior high thank you Courtney [Applause] all right we're gonna do recognition of October BR star awards so I'm up first for Miss A Foy and I don't see Missa okay I just want to make sure I'm so sure I can't see over there um so Dr Wright uh typed up a letter um to tell you about missa so I'm just going to read that letter so with great pleasure we recognize Mr Foy for her continued service on behalf of our schools and Community for nine years I've watched Mrs serve in various volunteer roles and as a dedicated parent and Community stakeholder throughout our association I have never heard Mrs speak an unkind word about anyone she is a solution oriented and intelligent and always willing to help finally missa is kind-hearted and a beautiful person who has shared so much of her time talents and resources with so many of us the BR fam the BR family now recognizes your efforts and shares its sincere appreciation respectfully Dr Michael Wright [Applause] Courtney I believe is going to present the next one I've got a couple more do I have isada here this evening it doesn't look like it um so I am I'm going to be recognizing Sada chadnov she has volunteered at the Junior High in high school um in a role she's a hydrologist and she helped our our Fab Lab our physics and Engineering Group LA the last last year with their Watershed program and helped get several thousand dollars in grant funding she's also working with our students this year again in the Fab Lab she's helping with water preservation in our area and she is getting other people from surrounding areas so we have some people coming from we had some Arizona Water Company people come and talk to all of our students in both 7th and 8th grade science classes and she has some gentleman coming from the spring stewardship in Flagstaff in October to talk about how to how to preserve our our uh Creeks around here are Springs and so she's doing an amazing job teaching students about water preservation and we're excited that she and it's all just of her own time so we're very blessed to have her helping with our schools thank you all right Courtney again and then finally Heather Fuller is receiving a br Star Award as well she's kind of the face of Blue Ridge Junior High everybody the junior high knows Heather Fuller she is what makes the front office function she is an amazing amazing asset to our Junior High and we I don't know if we could do it without her all of the parents come in she knows the parents by name she knows the students by name we have it's a testament to how much our students love her when we have high school students from 9th through 12th grade coming in every day just to sit with Heather and talk to her about their day so she is a pretty amazing person to have at the junior high and we are super grateful for her Courtney [Applause] thank you Kimberly are you gonna turn it back over to over today next item on the agenda is a annual presentation of navit by Matt Weber Mattel give you the microphone thank you Mr President governing board grateful for the opportunity to be here this evening um we want to bring up there there we go alrighty first of all just wanted to thank the people that are involved here this we one of the greatest sins is a lack of gratitude and we just appreciate working with superintendent Wright grateful to work with um of the administration here at at Blue Ridge High School and appreciate Lauren uh we've worked together on several kids this last year and just appreciate his support your CTE director and career technician is Chris Slaughter she's fantastic to work with and one to recognize Wade Stoddard tonight he uh represents the Blue Ridge School District on the navit board so we're grateful for his influence he has the best in-person attendance of any board member he's there more often than the ones who just live a couple miles away so we appreciate Tim so real quick just wanted to um we do not I'm going to skip over some of this because I want to jump to our primary purposes and just a reminder we really exist for two reasons the first is to bring that funding stream and I'll go over those numbers here in a little bit but we also provide some Central programs and I'll give you an update uh on those shortly but we we appreciate the opportunity to bring that funding stream to you and so how is that money generated that's from your students in your current ticket programs here at Blue Ridge High School and so just some of the things that we do then for you uh you know we do bring in some additional money for to offset the salary for their career technician we help with state certification and want to make sure that everyone knows of the funding stream that we do have so I want to bring in just a I divide it up into two slides this year because it was getting hard to to look at it on one and so if you look back from you start out with four hundred thousand a little over 400 000 and fy1 and so you look at those numbers going over that period of time and then it gets real lean there at the bottom towards FY 12 and 13 and that is because of the legislature of 2011 that's when they cut our Freshmen funding so that's why you saw a big big drop there and so then this second slide is is more recent and so if you look at those numbers there I'm excited to report that your enrollment is up and so our estimate this year is 415 000 and so you are over the 8 million Mark for the first time and so that is how much money that we've been able to bring into your district and once again that's based on your students and your current tech ed programs here at the high school and so let's take a look at the the list of those for a 3A School Blue Ridge now has the most CTE programs and so that's exciting to see that many programs being offered and uh and notice there that you've got some teachers that are covering two programs that's becoming more and more common to make sure that we're uh being as effective with our minimal dollars that we have and to generate your funding and we just appreciate um each of these teachers and their respective programs Wade and I came through this past week and we're able to take a tour of all your CTE programs Chris gave us a tour and just amazing amazing programs here and equipment and appreciate the hard work of your teachers one thing I wanted to really emphasize tonight is Blue Ridge was in the first four of our 11 districts to finish the state monitoring that was no small event those were over 30 indicators that the teachers had to be responsible for and prove that their program was compliant and in many cases into the quality area some of them are unrealistic to attain I mean some of them are asking teachers to go like go back and get their master's degrees I mean some of those just aren't even realistic expectations but Blue Ridge teachers are doing a great job on the quality side and I just appreciate their hard work so appreciate what they do to make make this happen now just real quick I want to go over the central program list there so this year uh they added sports medicine and administration of justice and we've got network security that has been added and so we're excited that that NPC has been able to offer those new programs so everything that you see on that list except fire science and administration of justice those are all offered in Show Low fire science administration of justice and for those who are unaware administration of justice is really a pre-law enforcement program you have to be 21 years old to carry a gun and get on a police department so what do you do in the meantime and so this is an opportunity for them to understand uh an introduction to law and get a certification to become a dispatcher and so that they're still involved in the law enforcement types of activities so we appreciate NPC's commitment to increasing the number of programs and for those of you who have not had an opportunity to come down and see the new skill center we officially have both welding and Automotive totally moved in to the to the new facility there and we're excited about that beautiful beautiful facilities some wonderful equipment and we're so excited to to see that goal come to fruition and have state-of-the-art facilities for for students so we appreciate NPC's commitment just a few other things just remember that we do bring in 301 dollars in into your teachers in that we pay for professional development anything that leads to an industry credential any type of training or for Career and Technical student organizations so we we provide ctets off Capital funding and anything that helps your teachers with monitoring we also send your teachers to that and for the first time very briefly just want to let you know that the National Association of current technical education is the first year that their National Conference is in Phoenix and so we gave your teachers the opportunity to go to that and so we do have several of your teachers that took us up on that and they're going to be attending that in late November early December so we're excited about those opportunities for your teachers but above all just know that we we so appreciate your teachers and administration our partnership is greatly appreciated now with that I'll open it up to any questions any any questions Chuck any comments Jennifer you have any questions yeah um I just want to make a comment that I'm pleasantly surprised that you've increased the number of programs in navit by 50 percent in one year yes it's been a huge undertaking and like I say we're excited we're excited to have those added opportunities for your students excellent we used to we're used to seeing cuts and wishing we had more and that that's terrific I mean kids can find interest there real well I think we just once again we appreciate your teachers hard work there's a lot that goes into documenting we just finished up with an auditor general performance audit and the types of things they ask your teachers to do it's not it's not good enough anymore just to to call your students your prior students and find out where they're working you even have to call and confirm that they really do work at the places that they say they are so just just know there's a lot that goes in behind the scenes and there already have so many responsibilities just to be there to be teaching kids make sure they're Teaching Standards and getting them an industry credential so my I tip my hat to your to your teachers were once again we're grateful for your partnership thank you we're grateful for it thank you Matt you bet thank you okay next item on the agenda is the content agenda on these items 2.1 through 2.5 are there any items in the consent agenda that any member of the board would like to take out and vote on independently or do we have Jennifer can can you hear us no items any others so we have a motion to accept a consent agenda as presented have a motion from check a second from Mark sorry all in favor say aye there we go thank you next item on the agenda is item 3.1 recommendation to approve the annual financial report Mrs dugdale we're going to turn time over to you president and governing board members all right it's annual financial report time they're going to pull my PowerPoint up here in a second um so this is just a report on how we did last year um with our financials so all right so just briefly what the what is the AFR so it's our annual financial report it's required by Statute um it has to be done and approved by you all uh by October 15th and uploaded to air Department of Education as well as put on our website there's some other reports that have to be done as well I've already submitted the K3 reading AFR to Arizona Department of Education then we'll continue to work on the rest of the reports as they come due all right so um how do we prepare for the AFR it's a lot of work it's a lot of journal entries as Mary can attest but we work through that all and get everything um ready to go we test for maintenance of effort for sped and maintenance of effort for title one that just means that the district is contributing their part of our m o funds towards those programs and we just have a match that we have to do with the federal government for those grants and we've passed both sped and Title One mno or Moe oh sorry I'm running two here at once okay so uh the next thing that we um have to look at is we have to look at all of our revenues and expenses our prop 301 which is our teacher performance all of our grants all anything that we spend money out of we have to go through with a fine-tooth comb and make sure that everything is meshing all right so here's our expenditures for 2023.

which it stands one nation under God indivisible andice thank you that brings us to our roll call we have Miss MC cheffrey myself Miss MB and Miss AIS present at this board meeting Miss Gibson McAn just excuse her she had a prior commitment with work all right and we want to welcome everyone to tonight's meeting and remind the audience of the request to address board cards that must be completed and submitted to the board secretary if they wish to speak to an agenda item board policy provides for two cards White cards are to be submitted in order to speak to an agenda item and blue cards to be submitted in order to speak during public comments due to the open meeting law board members are not allowed to address address items that are not on the agenda and that's per policy be DH and that will go ahead and bring us to approval of the agenda I move the governing board approve the agenda as presented second all those in favor I I I thank you okay and that brings us to public comments it looks like we only have one public comment today and that would be of Miss Blake can go ahead and cap her up here please yes please thank you tonight I'm here to speak on behalf of the association as a whole um when we heard about this choose my words carefully uh lawsuit related to The Dual language program specifically speically in our district and across the State of Arizona we were disheartened to say the least and just kind of anxious and worried and not sure what our next steps were um upon further investigation we decided to take an action step of creating a um statement related to dual language that we then had our members vote upon because we spoke sort of anecdotally amongst our members and we wanted to make sure that that did in fact represent the views of the association as a whole so we crafted a statement and then we sent it out to our voters to or to our members excuse me to vote on and we'd like to read that statement tonight um and then I'll end with just a little thank you as well so here is our statement related to um dual language the kraton Education Association supports the implementation of dual language programs in our kraton school district and across the state these programs promote cultural diversity inclusivity and respect among students they Foster critical thinking and problem solving skills while preparing students for a globalized world bilingualism enhances academic excellence and build strong linguistic skills for students which Aid them in all subject areas dual language programs offer our kraton students valuable cognitive advantages open doors for Global opportunities and brighter Futures dual language programs are an essential investment for our communities so I wanted to read um publicly our statement and then also just say a big thank you to our board um it's very appr propo that two of you are wearing our shirts tonight which just is really touching and um was not expected so thank you for that upon further investigation in what our next steps are related to this lawsuit it became clear that it's really up to the board um in terms of any changes or dismissal of these dual language programs and as soon as I heard that I just breathed a sigh of relief because I know that the board that sits before us here and Katie included as well is's not present tonight um wholeheartedly supports these programs and stands with our teachers and students and so it just made me just get some reassurance um amongst me and our members that we have nothing to worry about because we know that our board supports language program so just a huge thank you on behalf of me and our association thank you I appreciate it that brings us to our superintendent report Mr Man you have the floor thank you madam president um it's interesting the first thing I want to share is In This Very Room on the 26th of September we actually had the first session and I believe Madame President you kicked us off with our board um committee that looking into our student discipline policies and so um the meeting went very very well um one of the main orders of business that needed to be attended to was the selection of a chair who is Brian Kindle from Gateway School and vice chair who's sitting in the back of the room um Mr James Diaz who uh was kind enough to step up for that role as well and so um that team clearly has a lot more work to do but it was very gratifying to see that team here and I would have left it for um our board member Katie Gibson mlan to share since she's our ex officio board member but since she's not with us tonight I wanted to make sure that we shared that out in a timely fashion um in addition to that we've completed the first round of our on-site coaching um with our um Equity work and so uh Dr AR Ariaga Dr Bates and Benji Howard have been working with the site leadership teams at all of the schools and their work is to be able to develop um an understanding of our current challenges and build professional development that will support the site working groups and the staff at all of our sites so this is sort of that next layer of of drilling that work deeper into our organization which we're very excited about um and then I know if teachers are listening some of you have already started fall conferences but officially fall conferences start tomorrow evening and so um we're we're uh not only very excited for this opportunity for our teachers and staff to connect with our families and our students around their learning but we're also I think many of us very excited that that means that the following week is fall break so I know um some are off some are here during that week and what I'd like to extend is I know there's been a lot of hard work for the start of this school year but um anyone who can take an opportunity during this week to go ahead and rest and recuperate a little bit and recharge those batteries um I'm hopeful that that week provides that opportunity for you and then the last piece is our fall break kind of Falls at an awkward time this year because it falls during the time period when the nation will be celebrating National lunch week not national school lunch week um so but if you know our Child Nutrition and wellness team they're not to be foiled by a simple C calendaring challenge so um they have big plans to celebrate when our students return after fall break they'll come back I think still ready to enjoy the support that they receive from that team and the national school lunch week was actually designated believe this or not as far back as 1962 um when then President John F Kennedy was the one who put it in place to help promote the importance of a healthy school lunch in a child's life and the impact that it has on students both in and out of the classroom and it's why I've heard often heard this board um espouse support as as I myself do that as a nation we really should have Universal free launch so we're still hopeful um as the new farm bill is in the process of being on the table in Congress we hope that they will take that next step forward to ensure that every child receives um healthy meals every day that they're at school um the Child Nutrition teams created some fun menu Concepts along with daily raffle prizes and a grand prize of a blowup game chair that's planned to encourage our students to take part in the celebration and apparently they've also made it clear the superintendent is not included in that raffle so I guess I won't be winning that game chair but that's okay um but please keep a lookout um on the Child Nutrition Wellness Facebook page for fun updates on those celebrations as they happen not next week but the following week so thank you for the time to share all of that and uh appreciate the opportunity thank you Miss MC cheffrey do you have a board update I do yeah I um since our last meeting I attended the Arizona School Board conference um the law conference and um the we had a couple keynote speakers that were very inspirational which is one of the reasons I like going to these conferences um it just you know I feel like at times they're preaching to the choir but it is you know it's just it really kind of rallies you to to hear um what similar things that you believe I suppose in in in wanting to do what's best for kids and um that part was great and then I went into one of the breakout sessions and um heard some comments um that were really um disappointing um um from some presenters um and they were discussing um School discipline and talking about um the fact that an African-American boy had been disciplined um and that caused a whole thing where now the discipline records are being requested for the entire district and really the presenter said he was a bad kid um and then another presenter in that same session said you know the problem is that some people just can't get their head wrap their heads around the fact that middle midd schoolers are not going to stop using the nword so these are this is language that I was shocked to hear in 2023 from people presenting to Schoolboard leaders District leaders um you know as a parent I don't I just can't imagine ever saying about my own kid oh well I got a lemon he's just he's a bad kid you know and and that's it um that just doesn't happen in our district our values are we love every child as our own you cannot say he's just a bad kid if you are loving that child as your own you know students children can make very bad choices um sometimes terrible choices and they should face consequences for that um you know we know some consequences just don't work um but it doesn't mean they shouldn't face consequences but I think you know having Middle School schoolers stop using the nword in 2023 and there's many other words that they shouldn't be using as well that is a goal we should all have and and we should never stop striving for that and I think making comments like that somehow makes it sound okay so I was I shared my um you know my concern with the leadership at asba and I think it will be taken to heart um and I just wanted to share that with with kraton because I I hope that we aren't using that language when we say that we love every child as our own that doesn't mesh with that language so um I wanted to share that I don't think that we do um but it's it's it was so disturbing in 2023 to hear um those kind of comments thank you for sharing that and that kind of goes into the student outcome Focus governance framework right one of the major things that they say is that adult student outcomes don't change until adult behaviors change so that's one of the um main takeaways of that governance framework so I I'm hoping too that we are taking that to heart and it really starts with adult behaviors on who these kids are seeing in the classrooms um so yeah thank you for sharing that Miss maleb do you have a board update sure um just double down on what Mr Man said of please try to relax next week um enjoy conferences this week um make sure to highlight the POS positives kind of going back to loving every child of our own conference time it's sometimes it's difficult because you're having those hard conversations but every single kid in this district has something we can celebrate um so hope everyone has great conferences and actually gets to relax next week um last was it last week was the groundbreaking yes um it's been a busy few weeks um but uh we all got to go to the lck groundbreaking ceremony last week and it was wonderfully done it was thankfully a beautiful night weatherwise um and it was just really amazing to see um there were uh previous staff members there there were community members there were alumni of LC there as well um and it was just a really amazing moment and excited to reach that checkpoint and keep moving forward on that project thank you so much Miss SS um good evening I just want to thank um cea for putting together that statement um I love that we can all support each other with that and um I still need a t-shirt so I would love to have F of your t-shirts and I will totally wear it um so thank you for that uh parent teacher conferences are always I always look forward to them um I think meeting parents and talking to parents parents uh kind of gives you an Insight sometimes into um the children's lives and so uh I always look forward to it so uh but it's also such a stressful time I feel like I've been working hours and hours and hours this week just like I know most teachers are to prepare for that um so please do have a restful Break um I probably will be stuck at home now because you know electricity in an old house 55 house 195 house went out um but I just got my PPP money so you know Universe give money there you go to your house so um at least I'll be able to rest at home I suppose but have a good break and rest thank you so much um I just have a couple um groundbreaking as well thank you to everybody who attended that was a really neat thing it's the first time as a board member or as a board president that I've done something like that so it was really neat to have the community open um we started off with our land acknowledgement we had a foot truck out there it was great um I actually live in some apartments right across the street and it's just crazy to see how even the kids talk about when is that school going to be built you know we miss walking to our school because they're getting bust over to Loma Linda so I even know the kids are looking forward to it and now that they've been seeing stuff you know building they're like oh this is so cool everybody's a little bit excited about it and hopefully for the red um ribbon cutting we'll have a special little ceremony that hope um we're working on and we'll bring out more details when that comes so we're going to try to make it as as memorable as possible um another thing that I wanted to share too that um I know Mr Man is everywhere and does everything but is that we had some visitors from actually court site that came out to us and toward our Kon Academy because they were so taken back by all the wonderful things the multi-age the Project based learning and dual language program that we have at that school so they drove the superintendent and um the board president along with another board member came and did a tour they were fascinated by Our Family Resource Center so again these are all things that we should really really be proud of that when um at the Arizona Schoolboard Association you know this gets presented to other school districts especially because they come from a rural District they're like wow the possibilities of actually being able to do these type of things for our kids so they were really really in awe of everything that we're doing so should really be proud of you know what we have right now I know that we have a lot of challenges but that's just goes to show how much that of the work that we're doing that actually other people are starting to notice of the things that we're doing in in the districts so that was neat to have and have them tour that and Miss cardier did an amazing job on explaining you know everything that they do on that school even to taking accountability you know the discipline policies that they have there how they really put it on the kids to fix their behaviors and how they do it they even have this four-step system that the kids put themselves in and they reach you know higher levels this is really neat what they're doing over there so um I was really proud that we had a a school district um in Courtside wanting to tour us and learn a little bit more of what we're doing so they can improve their school as well um and I believe that is it from my board update so that will bring us to approval of consent I move the governing board approve consent agenda items a through J in accordance with policy bb- e second all those in favor I I I thank you that has passed and that brings us to our next item which is basically the review of policy DJ which is the bidding purchasing procedures women minority owned businesses Enterprises so this is something that I brought forth um one of the things that I've shared this before is um that I wanted to develop myself more as a board member is really looking over our policies and making sure that our policies are actually matching what we're saying and what we're trying to do um this bidding and puring procedures D talks about how certain amount of contracts should be given to small small um businesses or minority owned businesses but it doesn't really it's almost like it's just like a blanket statement that says yeah this is cool this is what you should be doing but there's no accountability within the policy that holds us accountable to how much of this should be going or if we really have a process set up to make sure that that is being done um so when I pulled this policy and I wanted us to discuss is how you guys look at this policy and what we can come up with to make us a little bit more accountable to actually delivering and making sure that our small businesses or our minority owned businesses or women-owned businesses my my apologies are getting some of these um bidding um opportunities right so one of the barriers with that is that we were kind of Mr Man and I were brainstorming and actually a community parent from builtmore prep um we started talking and it's like well how are these business going to that you guys have sometimes it's a very monopolized you know it goes into this RFQ a lot of people don't really know what that is how that goes so in Translation with this policy we decided that maybe we should have a lunch in and in that lunch in we invite small businesses people around we bring up you know XYZ School may be having a roof that needs to be done within the next year and we have X amount of money and letting the community know what constructions are going to be occurring and that way it gives the opportunity the community it's the transparency with their money and what's going to be done in the facilities with the school but it also gives an opportunity for these other um small businesses or minority owned businesses to have an opportunity to bid in now the great thing about the bad and the great thing about this is that there's certain steps that you have to do to in order to put in bids after a certain amount of money for school districts but there's actually a nonprofit out there that helps these small businesses get Grant and get into the process of RFQ so I was able to find this nonprofit they are called rail CDC I think I've mentioned them before and they actually have their whole sole purpose they have certain quarters um I think East McDow is one of the quarters that they just took over that overlaps a little bit of our district and their whole sole purpose is how they um help these small businesses and get the correct licensing so they have the same Equitable opportunities to put in for these type of projects so that's something that we've kind of been working on and I just wanted to get a feedback from the board to see um in what direction would you guys like to change the language how this would work or what your vision or what your thoughts are on everything I just said so I will turn it over to miss SS first or Miss MB do you have questions or suggestions already go ahead I know that was a lot I know um I really like the idea um of reaching out to our small businesses and um because not everybody watches these meetings um so just being informed about you know what projects are upcoming um in a s similar but not um fashion like in our district we have started trying to have quarterly lunch with small businesses and nonprofits and partners um to just really w rally around so like not specifically this but really rallying around the fact that you know here's how our district can help you here's ways you can help our district and help the small business owners around us network with one another and just provide that space so um when you mentioned this lunch and I was like that's kind of an offshoot of that and maybe that's also something we can um include um and the nonprofit information is really cool I like the idea of fleshing this out a little more as far as like I think you mentioned like having some kind of process to make sure we do it um I definitely want you know legal advice on quantifying numbers or percentages just because we want to make sure there's not unintended consequences where we hone oursel like we always want to aim for this but if those aren't options coming in and now we're delaying projects you know um due to that so I just want to make sure we're really careful about whatever language we use especially if it's coming down to quantifying numbers that we make sure we're not pigeon hauling oursel too so that's it thank you Miss Aris do you have any comments or questions I think Lindsay kind of covered some of the things that I was thinking about um I do like the idea of the lunchin um I like how you guys do the quarterly I mean I think that's a great idea to connect with our community um because I feel like otherwise it's sometimes hard um to know when I'm connect and I would love to be like a part of those luncheons and speaking to these people and um seeing U ways that they can uh we can work with them and they can work with us um so I I'm glad that you mentioned the nonprofit because you know I worry I know that like big projects like our school buildings and stuff like I know it's probably hard for smaller smaller you know groups and businesses to to do such big projects but there should be times that you know even even if it's a smaller project that we can involve involve people in our community um with these businesses so um thank you for putting that out there you're welcome Miss mcaffrey yeah um yeah no I think this is great to H have this as a discussion Point um I know that private businesses can set you know percentages very easily I don't know what the hurdles are for a right like entity and obviously we would need to follow those procurement laws um but I think just putting it out there that we would we have this goal and you know and have our attorney help us figure out if we can set a goal or not but I think the luncheon is a great idea I mean that's you know I'm all for more Community engagement and um small business engagement within our community think that you know I have I think that there's been a perception that we are we've been friendly to certain vendors um due to you know friendships um and from a transparency point I think we this is a great step to say you know we we want everyone to have an opportunity to um bid on things that are appropriate for their company to bid on so I think this is a great um timing to get this moving um and I think only good can come from it I mean we I don't think we're utilizing all of the the businesses we don't have as many businesses as other districts have um we I think this is probably changing but um I think we're the largest employer in this district is part of our problem with the tax base I I believe that is correct from the work with when we when we do reporting on our bonds and whatnot um that we have to look up all the top employers yeah without a doubt we we dwarf most of the other employers within our 11 square miles yeah so so that's a challenge that we're you know we're going to face probably for for some time to come I mean the data center that is coming doesn't really employ people is the problem as well um so anyways I think it's it's hard work so I think it's it's something we need to start looking into and working on yeah so thank you for bringing it to us you're welcome and then I don't know what the best way to do this but um there was some feedback on it and the way that we were thinking of doing it is adding something along the lines that says the district shall prior prioritize businesses Partnerships with wbees through intentional advertising of contract opportunities directly to local wbees and by establishing minimum annual goals for the percentage of District contracts awarded to wbees the superintendent shall report progress to these annual goals in regular board meetings on a quarterly quarterly basis I mean that's just a a a rough draft but it could look something along the lines that way we're not actually saying you know like 80% of your stuff needs to go there because I can see how that can be uh an issue and then we can tie it into a goal then you can update goals each you know we could update goals each year and having an option of including those goals as a basis of the annual superintendent EV evaluation to so that can be all um put together um I don't know if I should send you something so you can send all to the board members with that addin all language and then seeing how everybody feels about it or how that could look and maybe run through some drafts and then once we as a board decide what we want to look at it then we can take it to the final step of having actually our attorney vett it to make sure that we're in compliance with any regulations I I don't know if that sounds good to everybody yeah that seems like a good first step yeah yeah okay perfect and the only reason why I'm bringing these things up I already I kind of mentioned it but I want us to be really intentional with our policies right they live there for a reason and if we're out here saying yes we believe in this we do this and we want all this but it's not reflecting our policy then that to me that sounds like a problem so this is why I wanted to bring this forth we have a lot of constructions um coming up and what I've noticed too is that the majority of the time anyways they're Outsourcing to all these smaller companies anyways so we're paying a bigger dime to have somebody look for these companies as itself it is when we can go directly to the people and I get it sometimes it's easier to go through one person but um I do believe that our community thrife better when we work together and if we're funneling that money back into our community it only makes our community stronger and that goes back to like the Community Schools model right that we're not only taking care of our school but we're taking care of a community and the people that we live in it because at the end of the day it works out best for our students and the communities that we live in so that was where I was coming from and I'm really thankful that the board is kind of on the same feeling so I appreciate that I'll make sure I get this drafted so we can start looking at it and then eventually have our our first read of it so thank you for allowing me to bring this forth I have a quick question man if for anything that goes to an sfb Grant does that affect our how does that I know the answer of the does but yeah for the clarification how does that affect our ability to have any say in who's doing the work te technically um the district is in charge of procurement even when it's an sfb grer I think they may now I think the the primary strategy for improving that team is just change their name as frequently as possible so I think they the division of school facilities now or something like that within the Arizona Department of administration but um they they are they do point to certain specific procurement methodologies that are considered valid and so that may Place some limitations on the the sort of the meeting point of board policy and the requirements in order to be able um to fund those grants so that'll be another thing that I appreciate you bringing it up because it's probably another area we should investigate to see what the impact is but when you look at the I fully recognize Mr Wells and his team have done an amazing job and we've received a lot of Grant so it's it's a significant amount of money when you look at it in aggregate against all of the district's expenditures it's it's still a relatively small amount so even if there's greater challenges with trying to engage with these um wbees in relation to trying to increase a percentage of the business that um that they're able to participate in um it certainly wouldn't box us out from continuing to do that in other Arenas um where we're doing that that procurement and purchasing so um as you know Marez said we'll certainly get this in a form that the board's in favor of and then um definitely The Next Step would be to work with our attorney to make certain of two things one that what we're doing is legal and in alignment with State Statute but then two um you know because they have a broader range of experience with other districts and we can tap into Miss Shapiro as well and her experience in other districts to also try to figure out where some of the unintended consequences May lie and and try to make certain that we build that structure in such a way that it's mutually beneficial to the district the community and those businesses that we engage with and that it doesn't ultimately create you know headaches or challenges that are limiting in our ability to provide you know high quality services and supports we want to provide for our staff students and Community okay awesome any more questions or discussion okay seeing none um we we'll go to our next item which is future agenda items do we have any future agenda items okay I have two I would like to put in a future agenda item how the discussion on the board hiring their own attorney versus using a district attorney and receiving additional legal advice regarding um the lawsuit and executive session and Council doesn't have to be present that would just be more of a a conversation between us or I don't know if we needed to have Council in that we do okay so um just do additional legal advice and I'll get you those future agenda items over all right nobody else has anything else so that's it I move the governing board adjourn okay all those in favor I thank you guys W noes hopefully I hope you make it

[Music] Here in Huachicago, I'm involved in several clubs, like Eniges, all involved in waves. I've also been playing baseball for three years, and this year will be my fourth. Also, what I appreciate about Chicago is something really, really great that this school has here: the teachers help you a lot if you want to learn, if you want to study. They help you do all of that. And [Music] To everyone who's coming in, I would tell them to keep going, to give it their all in school because when you come from a country like Mexico where there are many opportunities and everything, but they're not the same as here, and when you live life there like someone did, you realize when you arrive in this world how different things are, and the opportunities you can have, and the things you can do in this country are really great.

all right check that feed again Christa yeah there we go all right [Music] good evening everyone Welcome to our live with the superintendent and we are now broadcasting not just on Facebook but we are live super feedback going on here and we are now broadcasting not just oh this is just isn't it okay sorry about that so we have a new platform and we're all learning how to adjust to this so anyway so we are uh not only on Facebook we are now on Twitter as well and we are excited to be here so Dr Daniel good evening how are you I'm well thank you all right so to start off with uh we have couple of guests who will be joining us um we have John Key who is an elementary director and car Froning who is a secondary director which means she oversees middle and high schools so to start us off uh Dr Daniel do you just want to give us an update on how the school year is going so far well I can say that what are we into now almost one and a half months um so surprisingly how fast it's already flying by um I think an excellent start I think uh you know we're surprised with some of our enrollment specifically our elll students so we're in the process of hiring an additional nine teachers to support those students which which means uh again a growing population for our students of uh again uh students who may not have a native language of uh English but still coming to our schools and again that's the power of fortway community schools we serve all students and hopefully meet all their needs um as you know we've been working hard in filling teacher positions we still have some available um but we've been uh at a good pace of filling those positions however because of the nine additional that ring with elll um we're still you know we're down around 46 teachers of need which is about 20 less than what we've had in the past but we're still working on that second of all uh bus drivers were ever in need of bus drivers and I'm grateful that we have approximately L 11 that are in the pipeline um some who have started this very week because again Transportation hinges on on drivers and the more drivers we have the more we can expand also our afternoon programming and our co-curricular so again we're wanting to do those things and we're needing staff to do that but uh so I will say as you look at overall I think the adjustment to the new time has been rather seamless um yes it's it's early now again for the high school students but Middle School is where they were and I believe Elementary jumped up about a half an hour so um overall though looking and seeing what the students are doing and you know some of the the great things that are happening in our classrooms it's truly been amazing you've seen if you haven't read the paper you know we had our one of our first robotics competitions we have Esports going of course we have all the traditional Sports and marching band and things like that that are happening again I can't stress enough if students get involved into some type of activity and it could be any type of activity it greatly enhances their their uh their K through 12 experience so we do encourage that and we've had some record numbers in regards to Elementary and the cross country participation um so really excited about what actually what's happening um and as I've had conversations with superintendents around the country you know I feel as if we're very fortunate for the programming that we have for the building bus that we have and the fact that we are after you know our goal is to even make our school safer and so therefore the referendum that's coming up on November 7th again it's all about having safer schools so you know as we add more Specialists be the student advocates in our buildings and as they walk the hallways and and develop relationships with students but also increasing student resource officers um it's all about relationships but even adding again mental health therapists license therapists in our buildings which we're very fortunate knock on would we received a grant the grant is paying for the repen ship and then we hoped that the referendum would then pay for their actual employment so um as we looked at the buildings and there are still some vestibules that are under construction um in particular particular last night with our teachers we had Lakeside you know what's going on with that intercom system and we're um happily able to report that uh that project's near completion so that should be done very soon so very pleased with that um we have some other construction projects that are still in full blow Phil full go and those will happen throughout the year so those you have student out Wayne High School you know what's happening in that space But again we're doing it as quickly as possible so very glad even with what we had temperature- wise today that in all buildings now we're air conditioned uh first time in the history of fortway Community Schools so I want to thank uh again that came because of planning from the 20120 referendum and the the implementation of the those funds so again Kathy friends thank you and Darren Hess who's our director of Maintenance um and operations job well done so overall um it's nice to have a number one team in the state I know we uh had one loss but we're still number two so looking forward for other teams and their prosperity it's going to happen during the playoffs so uh exciting times in four-way commit schools thanks for asking Kristen so one of the things that we've been working on for over a year and a half uh and you mentioned it a little bit um we have been working on a master plan uh we started with our portrait of a graduate which um people have probably seen in the schools and we're working towards next year opening up our freshman schools of success so the class of believe it's the class of 2028 will'll be the first ones to experience what we've been working on and maybe you want to bring Cara in for this conversation as well but can you talk about this what these Steve has just put up the posters what these posters are and uh and where we're heading absolutely so we know that in today's world our students need to be book smart as well as I'll just say life smart U have the life skills as well I we call those success skills so we're in the process of planning not just planning but now we're implementing for what's going to happen for the fall of so as we as you see there explore connect and graduate it starts in Pre K and it finishes upon graduation but our idea is we want to ensure that our graduates are ready for their next stage in life and it could be enrolling in higher education it could be enrolling in or enlisting in the military military services or maybe going and being becoming employed in a particular job but what we're after is every student graduates with the plan so I'm going to bring Cara in this conversation now so as we look Cara and the secondary world what's that translating to you happening in year 2024 2025 what do what does how does that begin so right now we are actually working with our middle school principes and our High School principles and their teams to plan for next year our Middle School principles are looking at um a couple of different options that we've proposed to take at least two courses from the high school level down to the Middle School level we're looking at U making a transition with our pe1 and possibly are preparing for College and Career and then with each of our high schools then we began we met once and actually we've started our second round of meetings as we plan the specific Pathways within each School of success and so for examp example today we met with Southside and they had narrowed down within each of our three schools of success that will be at each of our high schools um four to six Pathways um that will begin for those The Freshman will not begin that next year that will begin their sophomore year and so we're not only planning next year's Freshman School of success but planning the years Beyond um so that we can get those students to the day after graduation with the appropriate plan so again those three schools of success and that's what we call them schools of success those are based on what we see as high areas of demand in our local economy Regional economy Statewide as well as Nationwide and so one of them is health services and Human Services so high demand in that area so there will be Pathways associated with it and students will eventually be um if they have interest in that particular School of success they'll have courses that tend to even if it's your core subjects like math English social studies and science where teachers flavor their curriculum their examples their um their problems uh their projects they'll flavor it based on that particular interest area um we'd also like to have Capstone activities so we find finally do have those graduates of 2028 literally they're in some type of internship some type of apprenticeship or say I'm a high uh I'm an exceptional student in regards to my academic Pursuits how do I achieve more and more of the Dual credit AP courses so I actually receive start receiving credits towards gr towards college and those Co college credits not all will transferer but many will transfer and it depends upon the university that you might attend but our idea is we really would love to see all students have about 15 dual credits every student have 15 dual credits but you could have another layer where maybe it's 30 dual credits maybe even 60 dual credits and those credits could come from all of our local colleges and universities so it's not just one it could be multiple so we're working with those post-secondary Partners emphasizing that's a pathway but we also have Pathways and I'll give you another example let's talk about our manufacturing engineering and our traits and you think about that group and you know engineering could be a four-year degree or after upon graduation it could be I'm interested in going right into the trades and we have seen some increase in interest in the trades area and Cara you you know this better than I do but what we're seeing at the construction trades and their finishing of that building and how the students with our vendors with construction trades coming together to to to create a state-of-the-art facility certainly the equipment there but also I'll just say I'm a little partial to the instructors I happen to be a teacher of one of them and uh back in the north side days but I'll just say wow so impressed with happening what's happening in that space But talk to us a little bit about how for instance I may be an eighth grader and I may have strong desire to be in the to be in that field of engineering I love math I've I know my skill sets how do I know that because I've been doing naviant and doing things in sixth grade and seventh grade and eighth grade and now I really want to go so I could go into things like engineering Project Lead the Way engineering and with that is that a four-year sequence of courses that a student would take in that particular yeah so we were having conversations today because all of our freshmen next year the plan is for all freshmen to begin in a principles of business um course which aligns to multiple Pathways not necessarily that pathway so it will count um as an elective for those students and then um we have what's called Next Level um programs of study and so for those engineering students there would be a principal course um and then their concentrator B and C and possibly as you mentioned earlier that Capstone so one of the conversations we had about an hour two hours ago was how do we collaborate with our traditional schools in the Career Academy to provide some of those principles opportunities at every Traditional School so we can enroll more students and the Career Academy programs on site so again whether I'm a student looking to go into the to an the job market after graduation or whether I'm a student who's interested in trades going into an apprenticeship so the career antis Center is still very um very very vital and important um but we're working out what are those sequence of courses and what is the emphasis of those Capstone courses and where they're housed so the third area the third School of success would be business technology it if you will and the Arts so you're looking at truly three three schools of successes so students have a choice to really focus on those particular those particular schools and it's really about the experience it's really about how do we have more work-based learning and just as myself I have a business degree but I also have an education degree and I was in the School of Engineering so we know that we'll have students that will flow between but again we'd like to work through that I think the culmination is going to be we're gonna have a day of Celebration and that's November 8th so on November 8th we're inviting It Is by invitation um many of the people that attended the portrait of the graduate which were the three uh connect explore and graduate as you looked at those we did have a rather 200 plus folks who came together parents teachers students as well as Community leaders that helped guide us through that process and on November 8th we're going to celebrate that because we now are a dedicated site for Ford NGL but it's really Fort Wayne Community School school of success and we're also going to bring together hopefully a steering committee that will start to oversee and truly lead us in this implementation process and become partners with us so uh I give an example of the Junior Achievement 3de program and seeing the businesses that have linked with our various or two high schools which next year all five high schools will have 3de Junior Achievement 3de where students are actively involved in solving a real problem coming from organizations and businesses outside the school system but they're mentoring our kids and our kids are problem solving their critical thinking they're communicating they're warning that they're learning how to truly collaborate and the growth of those students has been phenomenal and we expect that to continue to happen as they become sophomores but again it's those it's these programs various programs coming together as one and we'll call that Fort Wayne Community Schools School of success so with this that November 8th is going to be a wonderful night um lot of hard work put forth up to this point but the most work the hardest work is truly in the implementation and are making adjustments but I would love to see our graduation rate increase I'd love to see our attendance rate increase and you ask well why will that happen it's because students are engaged teachers are utilizing work-based learning experiences and Hands-On instruction in the classrooms student engagement will increase which means their interest is really peing and then also we expect to see fewer and fewer discipline issues because as students become more involved in what they're doing um you'll see these other things start to wne and quite frankly we're seeing that already with the students that are part of 3de um maturation continues to uh I'll just say rapidly improve and increase at the same time we're going to have challenges and we know those challenges will be Staffing and how do we share students across buildings and how do we use potentially if you will hybrid type instruction so you may have a teacher in one building that's teaching to students in four other buildings and this is Nationwide too folks this isn't just fwcs all the districts I with just last week Teacher shortage is very real it's even more real rural more real in rural communities but we need to start thinking of outside the traditional ways we have to start becoming very Innovative and finding solutions for staffing issues I.E we can't afford to have 50 classrooms and are not filled and I know we have over 2,000 teachers so you can see the numbers and you say well that's less than two to three 4% but it's still a percentage and we need to figure out how to maximize our resources which means we may need to link with organizations even outside us so those are things that are that keep us highly motivated and inspired in what we do and uh again I'm hoping our teachers see this as as something that is not more to add that but is actually going to improve what we do and hopefully better meet the needs of our kids and better meet the needs of our growing economy in Northeast Indiana so I'm hopeful that the uh Secretary of Ed Dr Katie Jenner will also be visiting with us on November 8th we've invited her hopefully she'll be able to attend but even if she's not I'm sure she'll give us some type of message um some type of uh video but again we're looking at Fort Wayne Community Schools being if you will that North Star for not just Northeast Indiana but for the state of Indiana and I'm thinking things are coming together very nicely and uh I can't thank enough my co-chair the schools of success and the steering committee is Keith is uh Edmund O'Neal of work one and really excited what he's going to bring to this because he knows what the workforce is uh what the needs are in Northeast Indiana and he's a highly intelligent gentleman and can't wait for him to help guide us in the process as well and of course we're very fortunate we receive grants to help to help us with Ford inl but that's a partnership I think that's going to remain and be very strong as well as what's happening with Junior Achievement in 3de we're so very fortunate to have both of these organizations come alongside us and it's about implementation and you've heard what our goals are increase dual enrollment increase higher level courses like AP for our students increase attendance increase graduation rate decrease of uh discipline so th those are the things we're after and I think we're going to see some phenomenal things happen when this all comes together yeah I'm really excited about the opportunities that our students are going to have and um just the engagement that we expect to see with our students and and the community um this has been a great process so one of the other things that uh is new this year um Southside is our first school to have some of our new security features they have the open gate weapons detection system and the um student Advocates have been added there and we've been asked by a lot of people why would we pick Southside to start with and uh we actually have a very good reason do you want to talk about that Dr Daniel what brought us to start this at Southside and and what we're seeing so far so because we have various student groups at Southside that have been embedded for the last several years and that's the uh we call them the peacemakers so those are a group of students and they're growing in numbers because every summer there are probably 20 to 30 students that are engaged for three-week training period and they're discussing how do we become peacemakers how do we support Martin L Martin Luther King Jr's six principles of Peace well we had student leaders we also were able to Pilot two student Advocates at southide so you combine the two student Advocates with our peacemakers um it was one of those natural things to say let's look at these uh let's look at this open gate process and you saw some of the video in regard of that and what this is is basically yes it's something that you'd see at the Coliseum it's something that you'd see at sporting events something you see at the embassy um I'll like to say it says uh as seamless as possible we wanted to be very as you saw there students walking through Southside was a pilot there that was a summer with the peacemakers that's some of the leaders right there but anyway you look at this and we've had maybe at first 125 to 150 students that we had to pull aside and and say hey could you go through this again now it's down to less than 25 on a daily basis so we're feeling as if it's it's becoming embedded um and we're not just looking at Southside so we're taking these These are portable and we're now moving them into our co-curricular so for football games with large crowds so we can start experiencing that now again why are we doing this we want to create safer schools we believe we have safe schools if I look at information and data uh 806 plus percent of our parents and students believe that we have safe schools but we need safer schools and we do this not as a reaction but as being but being proactive we want to do this in advance and do all that we possibly can and if you've seen some of our videos uh from our student Productions again uh I want to thank our students especially Steve Armstrong and you'll s you saw those student interns uh media student interns they're doing phenomenal work and putting together videos that explain this far better than I can but my message is this students want safer schools and with what's happening across our country even across the world we need to do our best as adults to create that safer environment so again all hands on deck what are the things we can do and again uh yeah the open Gates one of them but it's just one of many factors that come to play to create a safer school yeah and I think you're right that what I've seen at both at Southside and at athletic events that I've been to um you know this is sort of the norm which isn't anything I think that we wanted to have happen um but people are are pretty receptive to it um and especially when they you know they're out out at an event with a lot of other people and um it just makes them feel more secure so one of the other things you talked a little bit about earlier um was Transportation um and we have had some good news there this past week um one of the things we started using this year are the small yellow buses so can you talk a little about why we have those what the benefit is and then you know maybe for anybody who is looking for a job uh looking for a job that matches with their kids schedule why should they apply to be a bus driver so the 14 passenger yellow buses do have a stop arm so those yellow buses can literally stop at a child's at a child's home and pick them up right in front of the residents now you might ask well they're only passengers but you have to also realize because of our magnet programs and our Lottery system we have some students that come from all over the district to a particular school well you have to you only have X amount of time to get them to that position or get them get pick them up and and have them delivered at school and also taken home so the idea is you can collect those students yes you may be able to do 10 12 students but that's about the length because you're picking them up at greater distances between stops and then you have to deliver them to one of those particular schools again that could be a lottery selection of students it could be a magnet school it could be our mcken Bento which are homeless students it could be special needs students and again we have programs that are unique to certain buildings and yet they draw from all over Fort Wayne Community Schools School District so again it's more efficiency and as you were alluding to Christa you don't you need um to drive that bus it's a 14 passenger bus you don't have to have a CDL but you do have to have training you do have to go through that process so we're looking at a fleet that is probably needing to be refined and adjusted because how do we become more Nimble at picking up students not taking 84 passenger bus but maybe a 14 passenger bus to get students from one point from point A to point B CDE e FG to where they're finally at this building and you're doing it with a time with a window that where student's not sitting on the bus for an hour and 20 minutes or hour and 30 minutes so that's our goal I we know it's a process we know we have to constantly be working hard to find bus drivers so for instance we still have that $2,000 sign on B bonus for people who want to be trained we also have if you're current school bus driver we'll give you a $5,000 bonus as long as you stay with us for for a year so we do train people we're going to start training people but also expect for them to stay with us for at least a year we want to make that a longterm or I I would still call that a shortterm a shortterm um relationship an expectation because when we train people we need for them to stay too so anyway yeah you see it right there um we've also done some things in the co-curricular making a little more um uh noteworthy for people for our bus drivers to work those those particular ular jobs so those are above and beyond uh the daily jobs but also in other words the morning route and the afternoon route but also evening routs for co-curriculars we would love to expand our after school programs and I you know I see John here as well we want to expand our programs for our elementary kids and Cara's here representing secondary we'd love to expand those programs for after school for our secondary kids middle school and high school school but we need drivers to do that and I think we're seeing an influx of drivers so key is when you compare us to other districts we are very comparable then you add the bonuses and I think we're above and beyond so it makes it makes uh sents and no pun on the you know no pun there but it makes dollars and cents to join fwcs team Transportation team because it is going to be a little more lucrative um and I'll say I I visited the bus station or bus Department one Friday morning around 5:15 in the morning and I want to tell you those drivers really love what they do they love the kids they want to help kids at the same time uh they want to make sure the kids are acting appropriately and we work hard to do that so um but I'm amazed at what they're able to do I'm also amazed with the uh transportation as the routers are steering drivers to this spot to that spot and really it's almost like a airport it's like a a flight control center uh what's what's happening there it's it's amazing to see how they're interacting that team to get the P get the students that are on the you know they need to move to a different bus because maybe a bus broke down or a driver wasn't able to make it and we didn't have a sub and now they're having to it's been a it's amazing to watch what they do and they do that with limited resources in other words they don't have a lot of Subs that are able to kick in that's why it's been a bit of a transition because we needed more Personnel we needed more drivers and we're starting to find them we're starting to see them apply and now it takes about six to eight weeks to get them on the bus where they can drive uh independently so yeah transportation is going to be here with us I I think this will always be somewhat of an issue because the marketplace is what it is and we're just very fortunate we haven't had to say well parents I'm sorry that bus isn't going to run today you're going to have to find a way to get your kid to school if you can we have not been able we have not had to do that yet and I'm hoping we will not have to do that especially with the addition additional drivers so that's all I have on Transportation unless uh John or Carol want to talk about so you mentioned uh co-curriculars at the elementary level and that's something I was actually going to bring up with John uh last week was the elementary cross country finale um we have I don't I don't know John if you know how many kids participate throughout the season but it is it has grown so much so can you talk a little bit specifically about that but then also what other kinds of programs we have for kids after school at the elementary level sure so yeah regarding our cross country series um it has really grown e exponentially over the last five years or so uh I think the last school year we had approximately 14500 students who participated and based on some of the numbers I'm hearing this year we may have um we may have beaten that that was a record for sure so we may have beaten that this year um so and we have almost every school participates um all students who are interested uh in running and that's the other thing too I really want to give a shout out to our PE teachers in our elementary schools um they work really hard to um you know to help students think about safe um I'm sorry not safety but their health and wellness and so of course one of one of of the ways to do that is is running anything um that works on you know endurance uh cardiovascular exercises they promote those things so shout out to our PE teachers who really promote um the sport um the sport and the runners um so we start in the fall with our cross country um then we will do we have limited um opportunities but we're working on expanding um incorporating wrestling so we do have some wrestling camps we work with our local high schools with some wrestling camps and our High School coaches uh and then in the um also we have basketball uh co-ed basketball we have boys separately and then girls separately depending on the numbers at a school uh additionally we have cheerleading opportunities and then um you know we do we have limited um opportunities for some track and field in the spring so we're looking to expand that and then as a matter of fact I I had a meeting about a week ago to talk about some additional opportunities because really our our our goal is to try to provide students as many opportunities uh to participate in sports that would reflect our middle and our high schools so you know we it's we don't want a student um you know say for example they want to play football and like the first opportunity for football is Middle School or high school so we also are incorporating flag football uh in the district that we started a couple years ago and then um we are looking at Poss Poss in the future how do we work with other organizations um to start a soccer league perhaps um get soccer in our schools and also baseball um you know perhaps a partnership with some other organizations to get baseball in the district and golf uh golf is something that we've been working on we did have an introduction for our PE teachers probably six or seven years ago um through a grant and we work with parks and wreck and they purchased some materials some golf materials through the first T program which is a national program um to get students involved in golf so um we are going to do as a matter of fact we have a training here um in the next couple of weeks to work with our PE teachers to kind of make sure you know we've had some turnovers some folks have retired um and so we just want to make sure everyone's on the same page regarding our first T materials and how to use those and Implement those so one of their National trainers is going to come to Fort Wayne and support our teachers so so we have a lot of things going um things in the hopper for sure really excited about giving our kids the opportunity to participate you know and Dr Daniel mentioned something earlier just around student engagement and involvement I mean and that that keeps our kids at one it it it enhances the learning experience so all of our co-curriculars it enhances learning experience um there's so many things you learn along the way in terms of teamwork um a family being a family with your team um and then again just building continuing to build School culture and um school spirit so we're really excited uh about what we're doing and all these opportunities you know I think back my goodness you know 10 15 years ago and we you know we may have had a few we had a few schools participating in across country I mean that really was the that really was uh all we had at that time so to think what we've done and continue to do and work with our Virgil Tharp our liaison uh in the district for our our athletic programs uh we're really making Headway and just really excited about what we're doing right now more to come more to come for sure all right and if parents have questions definitely they should contact their child's school yes all right um so one other thing that uh let's see here oh we we actually have some some comments tonight uh I was starting to think our group was just gonna sit and watch us all night but we have a comment from a parent who says it would be nice to reach out to families who have children in the applied skills programs and talk to them about opportunities specifically sporting programs yeah I think is that we do now or would have the opportunity to do um yeah and I I think that is something we need to explore I think that's a really good question because currently you it's just kind of an open open process for who wants to participate we do like in basketball there may be some limitations because you're gonna only have so many people on a team um but I I you know as I think about some of the opportunities that I know some of our high schools have um um you know I've seen some of the students that say half time of some of our basketball Games Etc um that we should those are some things we need to consider so I do appreciate that comment and that's something I'll take back to the team um to see what kind of opportun unities we can create there I appreciate that comment all right so one other topic I was uh gonna bring up Dr Daniel uh we just talked about this earlier today um you mentioned it to teachers last night and families will be getting a survey from us soon about the possibility of adding a true fall break to the schedule um not this year of course uh but at some point in the future you want to talk about what we're looking at yes um I had that on my checklist so I'm brought you I'm glad you brought that up so you may have noticed that Northwest Island County Schools Southwest Island County Schools some other districts around us have gone to a full week of a fall break so right now we have one day um we also have what we've done with paren teacher conferences so we're examining this and you're going to receive a survey because we would like to hear parent input we also are going to hear from teachers their input as well um my colleagues have said that it is a break that really refresh refreshes you start you know in August so early now um like the second first second week of August so people are sort of looking at hey October is a week long I can extend this to um it's much cheaper to travel during the fall than it is during the summertime or it's just a time for students to sort of gather themselves see where they are after that first nine weeks and get ready for the second nine weeks and finish strong um it would not impact our co-curriculars they'd go on as they nor normally would um but it would really really would be a fall break so that would probably move us a little bit earlier in August but also extend us just a little bit but we've also been discussing what if we would examine how we're utilizing our waiver days and uh that is a possibility because we're looking at four days that we'd have to adjust or what are we doing with parent teacher conferences and I think that's also going to be part of the survey there are many districts now look at parent teacher conferences and say you know we really should be having communication with our mothers and our fathers and our our uh care givers anytime a student is not successful or in possibility of failing so how you know how do we use our technology that we have today I.E texting I.E parents Square I.E email all those things we have now today so we can get hold of parents and we know many parents it's not a uh single income household it's a it's a multiple uh income household so it's hard to reach parents anyway during the day but if we do that what if we use that kind of messaging and have that type of dialogue and if we need to have a traditional inperson meeting we have those too but you start arranging those those aren't the norm those are now what we'll call uh the exception but we're going to survey parents asking for your input and uh we have some mock schedules or mock calendars if you will so you can look at those and also we'd love to have some of your input on parent teacher conferences um secondary one wise uh it's not uncommon for maybe a teacher both those nights to have a total of five parents on the other hand you know Elementary they may want all 25 students are in a classroom all 25 parents ATT 10 so it does vary depending upon grade level but again we have to look at this as a prek through 12th grade uh Continuum but we're open to ideas on this and we want bring it to our teachers I'm going to bring it to our parents to have some of this to have some input on this so be looking for some type of survey in the very near future so I'll also say this and I didn't say this what I'm hearing from other districts as well it's a great recruiting tool for teachers so again as we look at teacher shortages how do we position ourselves to uh to attain teachers and hopefully retain teachers and again if it brings some some uh uh Rejuvenation if it brings some calming where teachers can collect themselves as well as students and it benefits the majority then it seems to me like that would be a way to that would be a way to go but again that is not for this year this is for next year if we would consider it so it would only be for the 2425 if we're truly going to consider this thank you Christa for reminding me about that all right uh anything else that is on your list that you wanted to talk about tonight no um one thing we have said though throughout and we've been looking at our K through 12 Insight data which we would love to see 90 to 95% participation rate of parents so we're really urging this to happen I know this is not going to happen until spring but our students if you correct me if I'm wrong Christa our students will be taking this in November and again that input does Drive some of our planning and decision making so it's very important that we do have uh participation and as such it tells us what we're doing well but also areas where we can improve and you know I've been stressing the last several years there really three things that we're focusing on highest priority is literacy we want to ensure that every third grader is reading at third grade level by the time they finish and there's been some serious conversation at the state level in Indianapolis with both legisl S as well as Department of Ed saying maybe we need to rethink what happens if a third grader is not reading at third grade level um yes we have interventions and so on and so forth but maybe we need to be even more systematic in regards to what happens or what we should be doing to support students who are not reading at third grade the second item is numeracy I.E how can you are you able to work with numbers manipulate numbers um absolutely critical so as we problem solve but again your literacy is needed to to enhance your problem solving reading of the question very very important for us and so pleased in the trend line that we're seeing with literacy I think we're going to see a similar trend line with our with our num mercy and again what do we look at we look at what we're doing with our fast bridge and you know right now we do both beginning of the year middle of the year end of the year we are considering maybe just middle of the year and end of the year um and use end of the year as the beginning of the year for the following year so anyway those are just some details but point being we are using that data to drive student interventions I.E we knew we had students in sixth grade seventh grade and eighth grade that were not reading at grade level so we had something called read 180 that was in implemented last year and also during summer school that has proven to be a very successful program so the return on that investment is exactly what we want it to be we're seeing that return which is measured by student achievement and then finally the whole well-being piece so well-being meaning do our students feel safe do we have a culture of learning do we really believe that what's happening in our classrooms and in our in our school buildings it's happening for the benefit of students and that's where we're heading and those are really our three goals and you're going to hear me say this as long as I'm superintendent those three goals are not going away those three goals will remain and we'll continue to chip chip away where we're going to see greater and greater number of students at a proficiency level so looking forward to again the mission the mission is this is for all students and we want them to be ready for what happens on that Monday after graduation so uh that's what fwcs is proud about proud of and proud about as we look at the strength of our district and that is its diversity and students coming together to solve real world problems and having the input from multiple different backgrounds and that brings strength to decision making and strength to experiences so I'm just uh you know very very excited and waiting with a great amount of anticipation to see what rolls out the next four years so when we start start with our schools of success and it's it's moved into all levels even in kindergarten we start having these discussions of students have play they play in the world of let's play like we're a carpenter or I'm going to play as if I'm a physician or a nurse or I'm going to play I'm a banker that play is my mind is really work for our little ones but it's also in improving their ability to think what is it that were what is it that really excites me where's my passion what is it that I really want to be able to um to be able to move into in my latter years of my of my secondary world so and then preparing for where they go afterwards so again want to stress that we may you may have a survey question about this particular topic does the superintendent communicate the mission and vision of the district and what is that mission it's about preparing students all students to be to be ready for Life After High School and to be successful so we also have a Northstar that we talk about that we'll getting talking about more and more in regards to our schools of success but again this is all about about connection and having relationships and moving those forward so um I'd rather our teachers have profound relationships as they teach the curriculum teach the subject material and sometimes maybe we need to modify what we're teaching to focus on what I would call are the essentials and focus on that as we continue to build student relationships um so many great things happen when that when that occurs so that's my only thing I'd add tonight Christa again what are we really about literacy numeracy well-being and I think we're on the path for all three of those with what we're doing in the programs that we have programs we've had in the past but also programs that we continue to enhance and modify and bring to bear for for our community sounds good so tomorrow is going to be an exciting day in all of our schools it is our annual principal for a Day event and so every one of our buildings has someone from the community maybe an elected official maybe um a business owner uh someone from a church or a real estate agent so make sure you ask your kids who their guest principal was and hopefully you'll you'll hear some good stories about that tomorrow tomorrow is also walk to school day and so we have a number of schools participating in that some of our schools some of our kids of course walk to school every day and tomorrow is a day when we celebrate that and just encourage uh safe walking and finding safe routes to school and then later this month we have our one day fall break on Friday October 13th our next staff training day is Monday October 16th so kids will have a 4-day weekend that weekend and then our parent teacher conferences are November 1st and 2nd and there's no school on November 3rd so lots coming up we are definitely in the thick of things well thank you so much everyone uh thanks for those who turned in tuned in and thank you to Steve for all the wonderful graphics and shifting of our puzzle pieces here we will be back again in February so we have kind of a long break uh for our Facebook live feed but we will we will be back and if you need to reach us in the meantime you can always catch Us online get us through let's talk um or give us a call have a good night everyone good night thank you Christa thank you everyone [Music]

[Music] p [Music] he [Music] [Applause] [Music] came [Music] yeah [Music] a [Music] a [Music] [Applause] [Music] [Applause] [Music] he [Music] a [Music] he [Music] Mo a [Music] kitty hello everybody and welcome to week two of the ihen Cyber Tigers games today it is US OverWatch cyber Tigers versus the Wabash High School one of our many rivals that we faced in our long career as the best OverWatch team no doubt now today's maps have many of a diverse location for instance our starting map is Le Jang tower now that's pretty cool uh now for control what we're going to be doing is attempting to take a middle point that both teams are attempting to take oh I guess we're starting yeah say we are I'm very excited to see here what's at play I've heard that Caleb is taking an amazing role here over in the game currently I mean these car these players are just some of the best in their craft some of the best uh I've seen probably in the state in my opinion uh I'd say the sky is the limit for them let's go cyber Tigers yeah now uh as you can now oh and now we cut to Caleb here readying up his Lucio skills getting ready for this long game at hand looks like we're going to be seeing a mainly uh how do you say support focused game from Caleb today now it seems that we are going the same comp we always have with uh Caleb and Lily on supports uh Leighton on tank and Noah and Mac on damage but and we're getting right into it with Leighton charging in but Lily staying behind to make sure that everyone receives healing now it looks like Leighton healers can't just right in looks like Lily here is playing a nice back roll to the amazing front play from Leon in them we already got first kill and O already got first kill looks like we took Zar and Reaper putting us P re oh and Lon takes two already have a lot of good shots Lon takes Moira and sojourn amazing pick from Leon and we move back to Center as it looks like we are taking the control point and that's going to do it we take control well the opponents even the opponents don't even stand a chance oh it was over before it even started looks like we're about good way through here uh many of our people here today seem to be really wellmade in their verse I am spitballing here uh back to the commentary game at hand it looks like all is not very close to being done here but Mac is playing out of his mind oh and he takes the thing from Arisa getting a lot of Chip damage further yeah he's taking doing a lot of damage here and now getting his ult probably going to save it for this next team fight and Lily also receiving her ult Noah getting very ever closer alongside Caleb alongside Caleb getting close it looks like they might be going for a wall of sort putting a Baptist wall up and firing behind it looks like nah o and Mac pops the Symmetry wall trying to protect his team from any incoming damage o and Mac takes Splash bucket still yet none of them have died and yet no deaths here yet not a single one the entire game oh and Caleb drops the beat right at a great time protecting his team from any incoming damage and Leon takes three now and Ma takes another putting the team at a loss killing most of them and that's a team kill everybody that's going to take way too long long for them to get back and it's basically over it takes they have one good push left in them and that's it what's one shot left to get it back now the game still is going on uh but from our point of views here uh Mac and Noah oh Noah seems to be popping his ultimate oh but it doesn't do anything but what it does do is it baits out the Baptist shield and we take the point that's round that's game one of round one now this is the best of three folks now what that means is that we need to win one more and then we take that round then we take the game now as you can very clearly see with our comp here it looks like Noah is playing a Bastion alongside a Max symmetra they seem to be going for a pretty obvious teleport play here which they love to do they seem to let it's their Ace in the Hole if you will and we're back sorry about that folks our uh editor and chief here is trying his hardest Lord knows uh but with that being said it looks like we're getting into this game oh and some oh looks like oh Mac places the teleporter and it looks like Leighton has switched to Winston the monkey now what Leen is probably trying to do here is looking for an opening to try and jump in like this one right here where he seems to be on the tank right now uh and it looks like he's just trying to apply as much pressure as he can and with that looks like Noah takes the first kill of the game and he takes another that's going to take one damage and with Leon tearing up the backline currently it looks like there's not even a competition no it takes another one and it looks like Leighton is picking off all the stragglers it looks like we have captured the point and we have Reed ourselves for the first fight now we're going to stay back here and we're going to prepare for the second team fight that's coming up soon now looks like everyone's getting into positions for the second team fight looks like we're still pretty far ways way from any meaningful ultimates but it looks like oh Noah oh Noah he they kill Noah that's the first death of the entire game folks now it looks like we oh it looks like we've taken the reaper and it looks like we have taken the sigma the tank they are now at a loss as it looks like Noah and we have taken Goa Moira we have taken another healer here folks it looks like and bastion's going to be next and it looks like we are cornering the Bastion but no he manages to escape as Leighton pops his Al trying to finish it off but he finishes off the sigma yet again oh looks like Caleb might be going in a little deep there but he manages to make it right back now with his beaten toe alongside a ult from Lily and ult from Noah and an ult from Mac it looks like about all of us here are about to have their ultimates popped now I'd say that this is some incredible gameplay wouldn't you yeah that's what most definitely most definitely and it looks like we pop a Sim wall and a Beat preventing them from even trying to enter these corridors and killing them almost immediately that's going to be a team kill team and with 80% left on the clock it's pretty obvious from this showing alone here folks that it is not going to be close tonight yep and they only have one shot left at trying to regain it and it doesn't look like they're going to get it and with us being at 90% it's going to take one last shot for them to even think about making I'm sorry think about making it back but oh oh it looks like another kill on Noah here and it looks like Lucio is trying to contest the point putting us in overtime if anyone can cap it oh but no one else touches it and that is round one folks we are currently 1 and and zero which pushes us into an amazing point now for game two our next map coming up now it would be game three three yeah now many a thing here and with Noah's amazing play here playing Bastion and just wiping the entire team in front of his eyes tur mode just bur like a fire to a flame now with that amazing showing let's hope they can keep it up with round two on King on junker town now junker town is a pretty well big map uh they need to take a payload from point A and push it all the way to point B now that's not the only thing we need to push for we also need to push something a little more important fellas do you have a fundraising idea do you have an amazing nonprofit well thanks to our sponsors auction it other one uh they are thanks to our sponsors auction it for sponsoring the stream amazing company we would recommend them in a heartbeat and that's just not one but another company Sweet obsessions bake shops some of the best sweets I've ever had personally and I'm not speaking on uh sponsored here what I am speaking on sponsor is that they have sponsored us if you're looking for a tasty treat sweet obsessions Bak job has got you covered located on East Main Street across from Flagstar Bank and for auet make sure to go to auction.io for more information now it looks like we're getting back into the game here uh put it would be escort this time yep and it's junker Town sure does now this will be pretty interesting it seems that we're going for a similar team comp uh but Leighton seems to be playing Diva this time with Mac on uh Soldier and looks like we're going ratra ratra ratra I haven't played OverWatch in a while that's fine this map has three different sections for escort now many of these players are amazing in their fields but I feel like they could be better in all of their fields I'd say they're all really good yeah all of our competitors today here are are just well fit for what they've done they're okay they're okay they're amazing you know they went undefeated last year yeah and who's to say with better additions here they're not going to do the same yeah now you always want to watch it though you could jinx them what's the worst that could happen and we are getting into it and with Mac looks like we are starting out with Mac here doing a bit of Chip damage here on the shields making sure they do not push the point looks like we are starting on defense today Max just getting all the chip damage he can looks like he is doing a lot of Frontline pressure preventing the opponents from getting in not much really going on here just building up TS a lot of ult charge being built here looks like he is still presenting any stragglers ooh looks like the reaper tries to teleport but no he gets knocked down to half Health oh and he's dead and that's the death of that and that's three and that's three and that's four four that's most the team there looks like they're going to be waiting up for another regroup to another push and that's one push now with three minutes left on the clock we are making our they are making their second attempt at a push today ooh looks like we've got a Bastion on the field pressuring all and everyone going on there but it looks like mac is just ooh taking him down with ease not even a challenge for him he could do that in his sleep and Noah taking yet another player in the game looks like both dbs's are out and cold and that's going to be the team again looks like they're going to need to regroup yet again it's just too strong this team they're just they're just too in sync they're just too good they're just too good you can't beat them always got to be a skill issue skill issue it's just not and from their amazing play they even got an achievement in my heart I'd say their achievement was being the amazing team oh but it looks like m is taken down from am Moira though but is that going to phas him with most of our team already having ult at this point he's the first our team is looking to be a great point oh and Leon Takes Two with his ultimate and no and uh Caleb takes yet another one with Max's the first death on this game yeah on the escort and Ma running back to to his team here for a regroup it looks like for right now we have Lily Noah Mac with their ultimates all ready to go as Leighton just popped his we might be seeing a nano visor here soon which is a mixture of Lily's ultimate and Max ultimate ooh Lily playing the smart Shield as Moira pops her ultimate on the other team but no the healing remains and Mac pops his getting two and lton takes another one oh the humanity tell you what folks anywh who it looks like Noah is just chipping away at the team right now not much is going on as it seems to be that the enemy team seems to be reapo here not much really going on but NOA seeming to get back into position here jumping up on High Ground seems to just be pressuring the front line ooh Myra trying to take trip damage junkrat on the enemy team now he could have taken out the sigma right there with the turret looks like a soldier 76 on the opposing team looks like Noah might be going up for his Al soon no he seems to be flanking which is a which is a weird play but he takes one weird play for B he takes the Moira leaving them down a significant amount of healing and he takes another one and that's it that is their those are that tank and with only one DPS remaining the team is broken apart with only 18 17 seconds left I'd say it's just kind of a foregone conclusion at this point yep I don't really see but hey you know I think they could have their ultimates but Noah popping his ultimate locking them in spawn so they can't get out with one second left on the clock it's over and it's over that's round one everybody they need to push that cart further than they did round one of two that's round one of two now all we need to do is push this we just need to push this cart further than they did and we win that's game two now this is a best of five folks but who's to say a best of five isn't a best of all uh by the way this shirt uh you can get this go to the description uh we have a lot of them uh we will give them to you uh we won't give them to you you got to pay us for it but they're they're really cool uh they're really stylish they're really neat uh check them out the link in the description below let's go to Noah and see what he's doing it looks like we're just getting ready here for this next game looks like we're running a o different comp here looks like we've got Mac on tank this time guess Noah's just destroying the place yeah looks like we've got Mac on tank instead of everything looks like Noah's going to be playing Ekko and leighton's going to be playing Genji looks like we've still got Lily and Caleb on support however nothing too changed there but it looks like we're going more of an offensive offensive comp Caleb's playing Anna wow looks like we're playing more of a a dive comp uh and dive is when you would dive onto your opponent like jump on top of them and strangle them from like one several V1 and it looks like they're pushing up pretty hard trying to get onto that High Ground there doing a bunch of pressure and it looks like we've already pushed a good amount of them back and it looks like Noah's taken two and Leighton has taken another one looks like Noah is taking they need somebody to stay back looks like a lot and it looks like we've toen three of their team members at this point if Caleb can take care of the tank now Caleb just needs and he takes the zarya and that's going to do it folks that's probably that's going to be the end of round two now wow what an amazing showing we are currently two and0 in this game now our next game is a new one for OverWatch 2 it's push we're going to be playing it on new Queen Street now push is kind of like this game mode we just saw here but they pushed the same one and it's at this same time stop dying excuse me folks I'll be right back all righty folks I am back here already uh sorry about that folks I had to tie my shoe uh but what will we be doing next is a big question I believe on the enemy team they have to feel bad at this point yeah they have to feel bad who's to say that this game will even be close cuz if we win this it's over next game is push on Queen Street sure is true which will be a fun game to watch yeah I'm sure but it will and just a reminder uh you can get shirts like these uh in the link in the description below that's the link in the description below please check them out they are really cool and that shows that you support us they're amazing check them out so your day been man it's been good that's good oh guess we're getting into it ooh looks like we are man it's crazy we can see everything from here yeah looks like we've got the entire team up and ready about to play looks like we got an Anna a Genji Moria I can't think the that too May andar and zarya looks like we've got uh Mac on tank this time around and Leighton on DPS alongside Noah looks like we've got a new play from Noah here a May hoping it pushes and works out now fellas I don't say this quite lightly I think what I've seen here is one of the biggest and most brutal beatings I've ever seen ever yeah this is just incredible I mean our team is just on Match I guess lon's dancing and it looks like we're just getting kind of kind of into it right now much not much really going on here it looks like we're getting ready for a push from our team to their team now with the adversities we face this match I don't think it'll be a question who wins this but hey who knows maybe we'll maybe it'll be a long one maybe they'll pull out something unknown who knows looks like leighton's getting in here doing some chip damage but holding back here with before his rest of his team gets here ooh looks like diving in doesn't find a kill he might want to watch it gets a lot of damage in ooh that's a good pick from Noah here with the assist of looks like leighton's going in for some supports though that Lucio's at critical Health killing him barely off the top but it looks like Caleb's dead too looks like that Reaper popped wraith here now he can't use that for a while oh and that's the reaper the Reaper's dead and there goes the Winston and that's going to be the first push of of the fight be the first first team to get to the first fight of the game oh no looks like lton here is almost is over half of his charge on his Al uh no one's really too close yet uh Caleb and Lily making their return to the battle return to the battle and return to the team ready getting ready for the next team fight watching the flank here we can see uh Winston trying to push trying to push from the back but it looks like Lon is able to take care of the sojourn ooh it looks like Noah here is going for kind of a a back route play here ooh and and he Pips his all and Leighton taking a stock a game whatever you want to call it from oh and that's the entire team and that's just the team man and now they and they're gone now they just continue pushing and we just keep going if they make it to the end here it's over believe it's over it's just it's over and it looks like we've made the first checkpoint now I've heard good and bad things about this map and this game specifically but it really looks like it's just not going to be a question I I'd say what map you could say what map are we good and what map are we bad on i' just say what map aren't we bad on you know like what map aren't we good on yeah you know we're good on all of them we're good in general now not ooh looks like the enemy Moira pops their ult uh but ooh not going to get much of a kill though no pop Sizzle but he but he sadly dies to the sojourn but it looks like Leighton here is trying to go in for a kill on the Moira looks like he gets a pick on the Moira here uh but oh looks like the Winston gets a pick on the uh Caleb the uh Anna but it looks like Leighton getting another pick on the sojourn going to be chased out uh followed through here he kind of he seems to be on his own here but most of his team already has an Al and a lot of them are making their way right back to where they were looks like that Winston's going in here trying to find something and he pops his Al trying to see if he can do something with it doesn't seem to be doing much but he seems to be pressuring the Anna here zarya the entire team and he pops grab and with that so the Genji blade comes out and that's a nanoade and that's the game and that's the team that's a team kill well that's what five six team kills now yeah yeah that's that's a lot there's nothing like it cough apologies folks I coughed on the mic now we still do have a couple of things here and it looks like Caleb might be switching oh looks like Caleb's going to be switching off to Lucio and Lily still having her all ready in the back pocket for a moment's notice just rushing right in there with Lucio and that's and then Noah takes this takes away a life and Noah kills the reaper and that's going to be the SoJO and that's both damage and that's the Healer gone too it's now a 2v5 and that's another healer gone and that's the team yet again that's the entire team gone they just got to hold this off for a little bit here and it's over they got to kill this Reaper and it's done the reaper gets no kills does absolutely nothing of value and dies immediately looks like Lily is still prone to pop her Al whenever she's able to Healing off the team as both the healers seem to be doing an amazing job just got another kill Leon taking another kill alongside Caleb and Caleb he just seem Unstoppable they both it doesn't seem possible to get them here man it just seems just seems like a way right and that's going to do it that's game three and that is it folks that's going to be the end of week two with a 3 Victory to the Cyber Tigers incredible sh from all of these players especially Leighton in this game especially with these amazing plays and amazing kill potential here he's just off everything he can he's doing everything he will this team just worked in perfect Synergy now great showing from the other team as well uh but we were just better so clearly clearly I mean you don't need to say it but hey looks like that's going to be the game now stick around because we may or may not be doing an interview with a player later so uh stick around for that uh but until then amazing showing from all of the players at hand here today uh incredible game and coming up soon is an interview exclusively an exclusive interview with one of the members that made this happen see if we can in here so how your day bench champ really good you yeah same here yeah it's been pretty good I'd say so uh oh looks like it's late hey guys YY and let's welcome aboard uh our team captain here Leon I'm not team captain well he's not team captain but he sure sounds like it okay get the smallest chair you can sure yeah you could you could po eye level yeah what's up you guys had a good match we did yeah uh what would you say going into that game your mindset was um the mindset was um honestly we we were kind of obsessing over their career profiles which might not be the smartest idea cuz I could give overconfidence but we came in expecting them to be just as good as us or even better so we didn't want to play too far up or go for anything that we knew would be a little bit too Reckless but as we started to get going we saw we could pressure them more and more so we just slowly kept inreasing the pressure yeah mhm but they were a good team like I feel like all like alt together they're really good as a unit um which I think just like with how we play we could pick them apart because they were so grouped M but I don't think that anything that they really did was really like a game play yeah issue I think they were a really good team mhm together though but yeah uh what would you say going into the game was your biggest worry um biggest worry um so their Moira who was sunny on their team said that he was grandmas on DPS and support so we were a little we were just a little worried about that going in so we were like if we see this guy on DPS then we're going to have to play really cautious but he was on support which I'm assuming is to play around his team who probably plays all the other roles mean he can't but we got a good variety we got to see two or three of their subs they put in every game and honestly the very last game they did the best yeah we noticed that yeah MH they did pretty good yeah uh what would you say is the shiny moment for you as a player in this game um for me personally um even my best moment was like happened because of the team I would say it was either the shatter I hit on first map yeah that was which I got help from just having pressure from my DPS right behind me helps me get up there and get that in and then for my DPS I would say is the Nano blade mhm probably whenever we had that grab down and I got the 3K yeah that was an insane but then again that that doesn't happen without Caleb's Nano or Max grab in that situation yeah yeah is anything else yeah uh one last question uh if you could what would you say is the most important part of your game plan um for our game plan it's honestly mostly just communication um usually for the matches I'm uh IG which is in which is in-game leading so I'm mostly the one coordinating the ultimates and where we're going to go so a lot of it is just being able to give feedback and input almost simultaneously alt together while we're playing there can't really be a dull moment like we always have to be talking when are we going to use these alts what alts do they have what are we going to do for this fight where are we going to go so it's just like a constant Appliance of teamwork and communication because everyone needs to be basically explaining their whole game to everyone at all time times yeah no matter what they're doing mhm hey Ma yeah sure come come take the mic and welcome everybody uh a new edition Mac Banker hiur Mac I I have a question for you yeah Leon what would you say is the most important thing to you be doing on the tank roll in order to help your team and also help get rid of the enemy team at the same time uh appealing for your team peeling mhm peeling and taking space like taking space and then peeling for your team so that like whenever pressure is coming in like you can go back to your team but also make space at the same time and your team can get healed that way easier multitasking yeah it's really just multitasking supports love peeling I love not dying because my tank knows how to relieve the pressure of the enemy team off of me it's amazing but yeah I would say that's the most important thing also knowing how to take space properly and not overextend any other questions no I think that's it I think that's it I think that's it and that's going to do it folks uh what an amazing showing from our team thanks for joining us this evening we will be back tomorrow at 5:00 p.m.

800,000 ft office research lab space as phase two of the project for a new overall total of 241 100,000 square ft a new 77 space parking lot is also proposed in the re research district and O RL District the site is total 16.9 Acres the first phase of This was sorus um if that Rings Bell the second public hearing is uh returning application 2929 Plymouth Road a site plan for City Planning Commission approval this is for the University of Michigan Credit Union is requesting demolition of the existing office building and constructing a one-story 4,740 ft building on this o office Zone site the 1.73 Acre Site is proposed to be split with the Western to remain vacant address access is proposed off of Plymouth Road and Prairie Street accessing 22 parking spaces addresses include 2929 and 2935 pth Road Road uh this petition returns without the corresponding drive-thru that was uh proposed in our previous iteration of this [Applause] plan thank you okay so we are on to item 9A and that is 900 Brierwood Circle this is 900 Brierwood Circle site plan and rezoning for city council approval the developer proposes to replace the existing Sears store with a two-l grocery 57,6 49 ft and a twole sporting goods store 100,000 square ft² with an adjacent playing field The Proposal also includes 354 multif family residential units in in a four-story building a parking garage and a red and redesigned parking with added Landscaping a new connector roadway will intersect with Brierwood Circle East of maul Drive the 18.2 Acre Site will undergo rezoning from P Parking to c2b commercial affecting 8.29 acres and the staff recommendation is approved we'll begin with a 10-minute petition or presentation hi welcome hi um hello good evening my name is John fips I'm with Simon uh Property Group and I'm here tonight with our development team to uh walk you through our um the Redevelopment plan for the former sear site at the mall um wanted to start with a little bit of serendipity um it was 50 years ago today um October 3rd uh 1973 that the mall open to the public so it's a little it's fitting that we're here to talk about the continuing evolution of the mall um I think everyone knows where the mall cited by the interstate and between Eisenhower and state streets I wanted to mention the um the uh ownership of the mall site Simon Property Group doesn't own the entirety of the mall site um Macy's owns its own parcel Penny's owns its own parcel Von owns its own parcel um the briwood mall itself and that parcel which is in yellow on this uh slide is owned by a partnership with Simon and General Motors pension fund and so the vacant acre space which is the former sear site in green that's really that's what Simon owns and that's what we're here tonight to talk about uh read developing um current zoning is uh parking and c2b designations and we are proposing um uh changing 8.29 Acres of uh parking to the c2p designation and that area is outlined it's in the in the hatched area there's a couple couple spots there um the we have one site Play application and we've we've bifurcated it into two sites site a site B site a is um will be the large format retail and the U grocery store and that'll be developed by Simon and site B is um the residential site and that will be developed in a partnership between Simon and Hines um obviously we have to demolish the anchor store to to for the read development that's that shows the demolition area of the store and that is this is an image of the existing store ain't she a and I think even those in back in 1973 would think that this is probably outlived its usefulness so and um okay then this slide shows site a and site b in a little more specificity um uh site a has got a large format retail um anchored to the mall the grocery and uh about a half acre Plaza the retail is about 100,000 ft the grocery is about 58,000 ft and we we intend on uh putting in all the requisite EV spaces and bike parking spaces and in this area and then site B is the uh four floor 354 unit apartment complex same there we uh intend to put all the re EV and bike spaces in in that area as well and this just shows the uh existing condition and then a rendering from the same perspective of the uh of the Redevelopment um because we are uh de demoing the building and we're putting the residential out in the parking lot essentially we are increasing the green space in the uh on the site and there there's kind of a an existing uh View and and show the future future view with the increased uh green area um we are increasing the multimodality of the uh development site we are proposing um crosswalks across briwood to the adjacent properties um we're proposing a uh bike bike path uh on briwood Circle adjacent to the mall um we are creating an Turtle circulation Drive between the uh Grocery and the uh and the residential and then we've got a fairly extensive network of new sidewalks that go among and around the uh the new buildings to help with connectivity um I would also mention this shows uh the current bus routes we've been working with aaat to come up with a way they're looking to um move the uh move the uh bus shelter the bus uh stop so that they can lessen their travel time on site they'd also like a little more area to um for future increased bus traffic and so we're working with them and and you know balancing that with the convenience of the bus riders and the safety of the mall Patron so that's an ongoing um that's an ongoing discussion but it's it's been a good discussion so far um this just specifies the the large format uh retailer it will be anchored to the mall there'll be an interior entrance from the uh that store into the mall um and again it'll act as a act as an anchor much as uh Sears did that's that's an elevation of the uh proposed retail uh the grocery will be about 58,000 ft it's new to the market um they are uh they Pride them I can't announce it tonight I wish I was hoping I could uh but we're just not quite ready um but it's got um they they Pride themselves in um local uh uh generating their produce locally and they're big on farm to table so that's be a nice addition to the mall in the area and this is this is an elevation of that building and then we're also uh creating a green space um which will serve as a transition from inside the mall this green space will also have an entrance from the mall interior out into this green space um we're it's about a half acre we are we're trying to make that a community Gathering Place uh we'll activate it program it um and then when we're when it's not being active like that it'll be a static place where they'll be seating people can can come and sit have a coffee work on their laptops whatever and then that is a concept rendering of of that of the green space and with that I'm going to turn it over to uh Brad sod wall with hin so he's going to talk to you a little bit about the uh residential component and there he is here I am thank you John and good evening everyone um I'm Brad Sall with Hines here to talk a little and more detail on the residential opportunity um what's shown on this slide it's about six uh Acres out of the the 8.9 that's being rezoned and it represents about 350 um uh market rate apartments and it is a four-story uh wood frame construction and I think um maybe on the next slide we've got some uh more detail on the Green Space what I think you can pick up in this uh in this slide um more than some of the past week we do have two interior Courtyard spaces that will be uh that will be green and offer uh amenities to our our residents um we're really excited to just flip back we're really excited with this opportunity to really um create a sense of community and and the mixed use nature of the location of this uh of this project being so close to uh a million sare feet of retail with a new grer and the new large format retailer to to us is just a terrific way to um Embrace um Embrace walkability um to have uh everything so close at your fingertips as a resident here and I know um the community is is is looking for additional um uh multif family units and I think this is a a great addition to the community so we're excited to um to be here presenting today um I want to point out we do have a parking garage that is actually embedded inside so we call this a wrap project so we've got um the parking garage hidden which is nice you won't see the the the parking structure that's there to support um our residents and then you can see we've got some walking paths and bike paths we got good opportunity for um uh bike parking as well around and inside um the building so um maybe go to the next slide yeah thank you so here's just some initial uh conceptual renderings um we are at this point at the schematic design phase we just completed that we have gendler here with us who is our design architect and so we are actively working on our um on advancing the design um this is a couple of the uh elevations obviously it's a it's a large building a pretty big footprint about 150,000 Square ft and so uh taking great care to create um some character and and some Daoism to the outside of the building so it doesn't look so monolithic so um again gendler I think is doing a great job as we develop it to really kind of push and pull the facade of the building just so that creates some of that visual relief I think that means my time is up uh finish here with a a a great rendering and view once the projects are completed um with the residential on the left and you can see the grocer there in the on the right side thank you very much thank you uh we'll now move to staff presentation Mr Kowalski okay good evening everybody um so I just wanted to kind of reiterate could you move just a little closer to your microphone please sorry or move it closer to you yeah I could do that okay um I just wanted to reiterate again some of the the uh part of the three motions that are in front of you tonight um of course there's a motion for the uh rezoning uh which obviously would go to city council for final approval there's a motion for the site plan and there is a separate motion for a landscape uh modification so the landscape modification is approved by Planning Commission so if if approved here tonight it goes forward um that's obviously would stop here the site plan with the rezoning would proceed to city council um so I wanted to really touch I'm not going to go through a lot of the details on the plans specifically uh that the petitioner has already covered but I really wanted to touch on some of the highlights as you'll notice so there were some conditions that are noted in our first motion uh really the the first the approval of land transfers you could see from one of the slides uh there's a lot of Shifting of parcels that that needs to happen around here for ownership uh that's not necessarily that unusual with development proposals that would be something that would be uh any final approval from Council would be conditioned upon that that would be uh completed after coun if if and when Council would approve the plan um those land transfer would all be done um the uh the second condition really is there's some Landscaping issues that that aren't quite um resolved yet however again the petitioners submitted a revised plans a letter indicating that they are resolved um they're relatively minor issues however they do need to be addressed um so that that that issue does remain unresolved until we have staff confirmation there comments we do back a little bit later this week again it wouldn't be before you tonight if these were large issues that would somehow affect the design um they do not the third condition is can now be removed uh the solid waste I had a I've had staff confirmation at all solid was issues have been addressed and the fourth condition uh again is not something that's that's unusual with a lot of the plans we see that just before Council uh if and when Council would approve it they need to have their uh approval from the Water Resources commissioner uh that doesn't seem to be an issue as well they're working towards them as you probably know uh there's Regional Detention basins that cover the entire Mall Complex uh most likely there they'll need obviously they need some site modifications um on within the Development Area however those ponds probably have uh enough capacity and maybe need to be cleaned out at most um so those are the four conditions on that uh some of the again I wanted to touch through some of the the remaining staff comments other ones that we didn't touch uh traffic as you know obviously with a proposal like this um there was quite a robust Transportation study that was done uh including a multimodal Transit study um so again some of the the recommendation when this project was originally submitted they the petitioner proposed a uh kind of an an extra turn lane that would lead out to state from uh one of the drives I think it was the Center Drive um on the proposal here there was an extra right turn lane traffic uh Transportation study came back and said that's that's not necessary so that that was removed um part of what came through the multimodal is the addition of some of the bike Lanes um on Brierwood Circle unfortunately as was pointed out Simon and um as well as H they don't control all the parcels in there so the the bike Lanes at this time are pretty limited to the Frontage that that they do control um so basically Brierwood right now is five Lanes it would go down to four with a a bike lane um on the one side uh separated I think it's a couple feet by some uh striping in that area so that was a result of the multimodal uh study as well as again some of the different sidewalks uh that you see within within the development um the as again as was mentioned the aat has been in negotiations with uh the petitioners I spoke with them last week they say yeah you know things they anticipate a successful resolution they're excited to be able to bring um you know more people into the site and hopefully have act as a you know a larger transfer point or or even something that's going to pick up a lot more traffic that'll help all the uh the accessibility in that area um Parks so one of the issues remaining Parks um so the petitioner again has been working with our parks to get kind of something that that works really for everyone at this point again there a donation hasn't been uh requested at this point however the petitioner again the the park staff has looked at the improvements that they have offered as far as like the plaza the public Plaza there's also a a Grove area that's an it's an existing kind of Grove of trees just south of the Development Area um I if you can all see M yeah there we go it's it's in this area here that um so the petitioners offered to improve that area a little bit and and and Parks the main concern with Parks was just kind of they wanted to help create a regional type destination in this area something that that all members of the public could really feel like they they could use not just necessarily um residents or maybe uh customers as far as again like the plaza Parks was overall uh in favor of that but some of the concerns that were noted again was helping to make it feel truly that it's welcoming to the public that you don't necessarily have to buy something in order to use that um so again these are issues that that wouldn't stop obviously an approval recommendation or anything from going forward but these are issues that we want to continue to work on with the petitioner and if there's other items that need to be addressed Parks will continue uh to work with them towards that goal um storm water I've already mentioned regarding the the condition on that working with the County water resources commissioner uh solid waste that condition has been removed forestry or landscaping again noted that there are some revisions that are needed mostly to kind of interior landscape islands and calculations around that area um again indicated that it was addressed we just need confirmation from staff and um so again really as as planning staff we looked at this uh we've been working with the uh the petitioner and developer and their their whole team for quite a while on this and really the way that we looked at it and again I think the developers are looking at is just just one piece of a larger puzzle all of staff from the very beginning here has looked at this from Transportation parks and again obviously with planning is saying you know in general this is something that we support the way that these that this development is going and we want this to be one piece of of a larger puzzle that goes so we've tried to phrase our comments in in that way to help get it so that eventually when the rest of the mall if and when would redevelop like this this would fit in into that quite nicely including like sidewalks and again obviously the the transportation impact in or not impact the transportation changes to briwood Circle would ideally con uh extend all around the entire uh Brierwood mall and um is as I've noted in my staff report as well with one of our most recent sub area plans the South State South State Street corridor plan this aligns pretty much exactly with that goal of re you know taking parking and resoning it to something that's not parking and putting development where there's there's a lot of parking so um with that I think that wraps up my staff comments and like I said obviously staff is recommending approval of this noting that those uh the three conditions that remain thank you thank you uh so we'll now move to the public hearing this is an opportunity for persons to speak for up to three minutes about the proposed um excuse me site plan at 900 Brierwood Circle we'll first call on individuals present to address the commission then remote participants to speak during the public hearing remotely press star N9 if listening by phone or use the rais hand feature if viewing through the web link for phone access call 877- 85352 47 and enter a meeting ID 977 663 41226 City staff will select callers that have raised their hand using the last three digits of their phone number or by name if available for those accessing through the web link you'll hear an automated announcement that the host is allowing you to to speak when speaking please move to a quiet area and mute television or background sounds so we may hear you clearly for either method of participation please St your name and address at the beginning of your comments is there anyone present that would like to speak at this time seeing no one Mr Leonard is there anybody who would like to address the commission remotely there are no hands raised Desiring to address the Planning Commission at this time all right then I will read the motion uh I'm going to read the three motions and we're going to take them together unless there's anybody opposed to that okay that's the plan uh and just to confirm Mr Leonard and Mr Kowalski I'm going to read the first motion with only three conditional statements remove all right the Anarbor City Planning Commission recommends that the mayor and city council approve the 900 Brierwood site plan and development agreement conditioned upon one approval of land transfer with the adjacent Macy's parcel 700 briwood two approval of landscaping issues identified in review dat 918 2023 and three approval from the Wasa County Water Resources Commission the second motion reads the annarbor City Planning Commission recommends that the mayor and city council approve the 900 Brierwood rezoning from P Parking to c2b Commercial and the third motion reads the Anarbor City Planning Commission approves the 900 Brier would site plan landscape modification that removes the infiltration landscape Island requirement because the soils at the subject location will not infiltrate moved by commissioner s seconded by council member dish we are in discussion is there anybody who would like to begin our conversation commissioner hamers thank you um I I'm very excited about this project I've been waiting for something to happen at Brierwood um and I was hoping I feel like there's this elephant in the room that nobody's brought up I've read in the staff report all Electric Residential Building I want to hear more about your commitment to sustainability you obviously know the city's climate goals like I just wanted to give you an opportunity to expand on absolutely appreciate the uh timer went off on me before I got there so I thought this would come up in conversation so thanks for bringing it up you know us um yes our our our intent is 100% electrified building um working closely with DTE to make sure that they have the right um capacity on their side uh but that's absolutely our plan we have selected um some HVAC equipment that is that's more efficient than than the average I would say for this product type around the country in our experience um you know our firm as well as Simon very focused on sustainability and and carbon reduction so I I think it's a great fit and very exciting to be working here um in a in an environment where it's embraced and and you're looking for it and pushing for it sometimes it's harder to do that if it's not you know if it's not uh something that's desired by the municipality so really appreciate that um we are also evaluating um uh solar and geothermal just the Renewables to try to bring that reduction of um of of demand down to help out DTE because we know it's going to be a struggle to get all the power we need for for the development so and then we have um obviously the the required 10% EV charging stations that are are there and then another 90% um capacity basically in the panels and the in the conduits just the pathway so for future expansion we can we can bring that online um so that's um any questions on that it's awesome thank you it's just nice not to have to have you considered you have that's great um why is there so much parking there like you know a lot of discussion about increasing multimodality I understand like the parking is wrapped maybe this is more for you um there's still so much parking and I know there's so much parking already at briwood and just yeah so question parking onay onay so that's a John question yeah the requirement of the uh the grocery store they needed 350 parking spaces that was their requisite number um there's 354 and that includes the EVs and handicap EVS but the total is is 350 so that was our parameter really the entire site plan has been driven by the footprint of the grocery store so that that's that's really the the reason for those spaces okay I I'm super excited that there's a grocery store coming in I'm glad you have somebody identified I'm like dying to know who it is you can tell me after right okay um that's oh that's just so much parking when like you know know we know like the rest there's so much parking that exists already and that was really interesting I had no idea that like Macy's own their own Parts I sort of just assumed like Simon owned everything it's a Simon Property the other interesting thing is while the cities um that you no longer have minimum parking requirements uh we have old um and still in place um agreements with the with amongst and between the anchors um that we will contractually have to maintain a certain uh amount of of parking spaces ratio per th000 ft of gla um we actually in the process of this got everyone to reduce that total um so it benefits us because um you know we can do this development in the future it'll benefit them when they go if and when they go to um when they go to redevelop they'll contractual anyway they'll have a a uh a lesser requirement for that okay have have there been conversations about like re redeveloping any of the other Parcels um I would just say generally okay just knowing these uh anchors Macy's in other places not yet this Market but in other places they are monetizing their real estate where they're they are leaning into um they're leaning into residential as well and office depending on the market um vonmar is a very traditional uh uh retailer I you know I approached them hey you know how about you can reduce your parking ratio they're like we're Merchants we love our parking and we want people to come in and have plenty of parking come in and Shop pennies is somewhere in the in between so it's not within with you know it's not it's not eventually it can happen it's just going to happen over time yeah I mean this to me is like the ideal space to continue what you've proposed here throughout the site um I I'm very familiar with the domain project in Austin when I live there I was so excited I've like envisioned like a domain like on this side obviously to scrape a lot more but I feel like this is getting us closer to something like that which is really exciting it's really tough when you have a 50-year-old mall with a regional Mall footprint and it's very hard to yeah you know a lot of cities maybe you included will will hire urban planners and they'll say hey let's create a citycape knock them all down and you know cut it up into blocks which is the ideal um but you know we've got this this mall that's uh uh you know it's there and so we we have to kind of deal with the the Baseline that we have what do you think it would take to expand the bike lane off of your property to like with the other I assume the other property owners would have to want to right I mean that's the problem is that there's 22 Property Owners around the Ring Road in addition to the the the owners on the mall site and we you know we don't we need consent and approval and we just we can't guarantee that keep pushing um I guess the last thing I'll say for now um I think you're I I mean I lik the rendering of your Plaza area I don't I feel like the the mall already feels public like I've never felt like I have to go buy something just to like I've taken my kids to the mall before just to play in that little play area so like I mean Splash would be cool if you really if you want to do that but otherwise like I'm a little confused by Park's comments cuz I feel like that will sort of inherently still feel like a public space yeah I mean eventually not part of this project but when we take the Sears building down that'll leave a wall of the mall that right now is but the mall owner of which we are part is you know with this in mind is considering you know creating outward facing spaces so you could have patios and other things out in which would further activate the plaza we've done we've done uh these green spaces other places and they they're well received um um I don't know if you noticed but we tried to put up University get a little credit for that although I saw the football I didn't it didn't connect we probably couldn't license that but I mean you know a big video screen on that wall would be cool you could have movie night I mean you could just do a lot of different things we have we just built one of these in uh in Buckhead a suburb of Atlanta and they they've got a cornhole League where they come and do that and just you know a lot of different things yeah I mean malls turning into to more Regional destinations I think is sort of the direction that they should be going like I can see this being that with this partial Redevelopment and then like even looking more forward so thank you that's all I have Mr Leonard can I ask a follow question on that that Plaza space um one of the things that the mall does now is it's it's always being creative and trying to think about the use of that parking lot even in its current configuration do you envision some of that sort of programming that happens now in the parking lot being focused more into that Plaza or do you think both or that will M continue in sort of the parking areas um or don't know yeah I don't know at this point but this this this opens up more opportunities you know where somebody might not want to have a program you know yoga in the plaza would be better than yoga in the parking lot so thanks commissioner Weatherby so five years ago I was on Planning Commission and we voted for a uh magic carpet rug tent in the parking lot and at that time I think we all were envisioning wouldn't it be great if there were housing and grocery stores and bike parking and so it's very exciting to see that there actually is something like that um I have a a couple comments but in general super exciting to see this um it it is hopefully step one of a a new vision for the mall area um one thing that I did notice is there is a lot of car parking and not very much bike parking and um one of the things if you talk about it being a multimodal space it is a super easy straight shot down from downtown down State Street there are bike paths elect electric bikes ebikes are going to make this a I don't know four minute trip or five minute trip it is very quick and um it just seems like there's maybe a little bit of a disconnect there of hey we want lots of parking and again you have lots of uh ownership and but there there doesn't seem to be a lot of bike parking relative to kind of who might come in because people do grocery shop on bikes and more and more especially with ebikes there's a slide I don't know if Matt you can find it but we've we are adding uh to the Redevelopment area I think we're adding a lot of bike racks and a lot of parking space I mean what I consider a lot it's not you may not consider a lot um so yeah we've got oh you passed it sorry I think I passed it oh had one job I think it's the next one no I think it's the next one there's blue little there you go there we go that's the blue squares okay there you go yeah you can see the I think on one of the slides oh you want the numbers yeah we got we've got on another slide it's numbered one more oh here we go maybe Matt I mean Mr ksky so we've got is this for what is this s56 so that's 28 cover 28 okay we have 28 cover 28 uncover bike spaces in site a and then what about site B site B's got 72 38 spaces covered 36 uncovered and I know you have what the requirement is okay um so you're just saying hey I'm saying hey got it uh things are changing and they're changing quickly and if you are going to be really promoting that sort of thing then especially in the in the retail I mean especially in the residential uh you know 36 Class A spaces for the residential is not a lot um so I'd say the nice thing we have flexibility with the garage there to capture additional space very easily right like if one one level turns into bike parking then hey and and you and you you can scale it right I mean just to to meet the demand and as that demand changes and shifts so that's not something that you panic about that's something you're like that's easy day two hey we've got 100 bikes and we got to find so you you build a wall and you close off 10 spaces of parking and then you've got an opportunity to park bikes so you know we our our job is to keep residents happy and to meet their needs and you know what they say goes so we'll get it done okay thank you one thing I just note sorry I in my summary that it does say 36 but it's actually thir it didn't pick up properly from the the main report there's 36 for the residential 36 Class A and 36 Class C still again I understand the concern about more but there were 36 of both so the summary was incorrect but in the comparison chart it's correct commissioner Weatherby did you have more comments no you're done okay anybody else commissioner s I'll going of rate like this is this is this is great to see this is great progress on this site so maybe I just out of curiosity a couple things uh infiltration wise I'm ass like it's Clay or just the soils that you can't um for the grocery parking would they be amendable to covered parking if you plan for foundations for buildings above in the future I'm just thinking future future yeah um we you know that's not been talked about or considered but just so you understand on the on the uh large format retailer and the grocer we are basically providing the utilities to the pad and and and giving them an engineered pad and then they're going to build their their store but we also we have made them aware of the um you know your your carbon neutrality goals and hopefully they'll lean into those so they have control of the parking lot then too as part of okay yeah I mean we basically we've we gave them a requisite number of parking spaces have to be so wide so long so many handicapped and then they MH so you're doing the pr development work and then you hand off site a and then you move forward s b okay no that's helpful um but I can see this right like moving around the site and any incremental bit and I see I I see the parking as this is step one and if we repeat this pattern with 20% less every time we've made huge moves um my experience in renovating spaces down toown things that we did we played musical chairs with office space back when that was really used um but this was a threshold that we actually saw some offices move to do temporary leases while they moved out of their downtown spaces and so this really is a sweet spot threshold that people believe that they can access downtown um reach amenities and still feel connected to the city so it's great to see uh more places to live and you know gather uh in this place which I can see it's being like a a really great launching Point not just for a park and ride for the bus AAA but for actual just moving through the city in different ways which is great um that's yeah I'm I'm happy to see this project and it's it's great to start to see one step in the many steps hopefully but understand that there's many players involved um but it's great to for you to lead the conversation appreciate it thank you yeah commissioner dish yeah I want to add to the chorus of wow yay it's so great to unpay a parking lot um and put in some grass and I I wanted to pick up on another aspect of your sustainability which is um your proposal to divert 90% of your construction debris or what construction materials I should say from the dismantling uh from landfills and I just wondered do you know where where you're going to take things and only because I'm curious about the market capacity and so I'd love to hear more about where you find it seems like there's a lot of places that will take and and Crush asphalt but there are other things and you mentioned reuse and I'd be just really delighted to hear how that goes and what you find because we would like to we would like to be able to make that more of a norm in the city and so we need to know what the ecosystem is for it so thank [Music] you um so I will also Echo support on the project um um but I have a couple questions so um I noticed in the report from the citizen or resident participation meeting that there was a question about affordable units and maybe a response that indicated uh I think the the quote is we will have some affordable units and I just wondered if you could provide any detail on that cuz I don't see anything about that anywhere else in the I I can address that um uh we had planned initially um at the beginning for 3% of the units to be attainable as we kind of moved through the process and had some uh some meetings with folks from the city including the Housing Authority um knowing that we were really trying to push the envelope on sustainable opportunities the um the the market rate um the need for market rate housing in an arbor we were told was really a greater priority um than than the attainable piece with the attainable piece being 3% they said really let let's why don't you make it 100% market rate and focus on sustainable so that's that's the direction that we've we've taken okay so currently all 354 units are market rate correct and then moving to um sustainability um can you say a little bit more about where you are in terms of exploring geothermal and solar yep we have um thirdparty Consultants that we're working with just doing the technical analysis and understanding you know what are what's the load requirements for the property what kind of loads can we get from solar um uh studying geothermal in this area and trying to extrapolate just some other geothermal Wells I think that have been dug to see you know what type of capacity might we have and then you know analyzing just the financial side of it to try to make sure obviously there's a pretty um sizable upfront investment in geothermal and so um there are there are firms that um that will make that upfront investment and then sort of amortise those costs um uh over time for the property and we're just in in the middle of those conversations and those evaluations to see um not only what is the geothermal well and in equipment what does it do you know to um to efficiency but then what's the down you know there's also mechanical changes that are required within the building um to accommodate that water source um also so it's it's just sort of an iterative process to really evaluate with our me engineer and those third third party Consultants to just make sure that we understand what the implications are from a schedule cost and um you know an efficiency standpoint have you done geothermal on any of your other projects um yeah we've done uh geothermal yes in other parts of the country it was an office project uh actually in New York and a retrofit situation and there's some some others um I think out west as well but it would be uh the first in their our Midwest office okay and then what about solar or rooftop solar is that on the table yes so yep we're looking at solar arrays and and just how how many fit along with the mechanical equipment that's on the roof as well yeah I would imagine it'll be harder for something like a grocer perhaps but um I guess I I mean so I I appreciate the sustainability narrative the you mentioned the um waist stream and the the things like solar and geothermal are in there but I I just want to maybe call our attention to the fact that none of that is in the development agreement right so I think the only I don't even know if the electrification is in the development agreement I try to search for the word and I didn't I didn't find it in there it's not in the development agreement we we can add that to the development agreement if that's the request of plan I just kind of yeah maybe just want to put on the table first I don't want to make a motion yet but just like uh I think there are a lot of things that we're talking about that we're excited about the project that are loose Loosely proposed but maybe it won't show up um and one of those that I'm curious about is the um like part of the site plan approval is also thinking about the building form I mean I know that everything's in schematic design but there seems to be a huge discrepancy between the uh rendering of the grocery store that's in the site plan packet and the rendered image of the grocery store that we see uh in this presentation and I think it actually shows up in the site plan it does uh so there's one that in the site plan official site plan doc doents we see existing and proposed perspective site view it's also the one that shows up in this presentation it's the kind of one the before and after and in that the grocery store looks totally different than it does in the later in the site plan which is actually it might even look different than this one and like just that's that's something that we're actually voting on or approving to some degree like it says in the development you have to build it to look like this without substantive change so I don't I just want some clarification about what it is we're saying yes to that might be a question for staff as much as for you yeah I'm not 100% sure of which changes I mean the footprint this what's included in the site plan is that's your petition so any renderings that are being shown in this PowerPoint are if they are distinct or different they wouldn't be part of that site plan package that you were what if there are two renderings in the site plan that are different we should probably clean that up then can I I mean I can call everyone's attention to I mean it's page eight of the PDF versus page 60 wait maybe not eight sorry four four and page oh maybe my page sorry 23 yeah 25 is the rendering sorry 23 is the elevation I bring it up just because one is like much nicer than the other I mean the renderings are are concept plans I would I would say for the the elevations at least speaking for the uh the large format retailer and the grocer those are their elevations that they plan on building um and I know for the elevations you're in you're through schematic design or do these renderings represent schematic design I think uh I think yeah that's right they came from our SD package yeah I don't see any I I don't see the discrepancy on the residential portion it's it's the retail yeah side okay so we should take the elevations as the proposal yeah the footprint is also the same but I see what so the footprint is essentially the same but I understand the concern regarding the oh yeah I see the I mean between the renderings which are Concepts like the rendering of the of the of the of the uh Green Space um you know we're going to figure out how that's programmed if we really put food trucks in there um but the elevations you know the markets it's it's a two Lev building in the sense that they they're going to they have a mezzanine upstairs where they have a wine bar and they have actually Windows looking out over to the Green Space pretty cool if you want to go have a glass one at a grocery and uh and then I think people do these days yeah and then the again the the uh large format retailer that's it's two level and that's the you know that is the elevation so the the concept renderings might be a little bit uh might take a little bit of Liberty that's that's that's a renderer you know stylistic interpretation yeah no I get it um see would the would you be willing to agree to building electrification in the development agreement is that something you prepared to to commit to this evening the only thing I'd say to that is just our conversations with DTE and and you know limitations where they said to us we don't know that we have enough capacity to do 100% electrified building which was a shock coming in to this market and having your power provider make that kind of statement so that that that's outside of our control really and so that's where I get a little concerned you know we have every intent to do it I mean we're we're pushing that platform form all across the country um it's just at some point the limitation of local power grids are real um does staff any have any feedback about that yeah Mr lard so a question to your conversations with DTE from a timing perspective uh as this will this proposal if it moves on from this evening would then progress to city council um for two readings so they'd be a say hypothetically a month out from now and a month after that would you have a pretty good sense of the capacity answer within that time frame um I hope so yep I would hope in the next 60 days we can solve some of that so with that one of the things I could suggest is what what I'm hearing is interest in trying to memorialize some of those sustainability pieces into the development agreement we could work with the petitioner you know I I'm reluctant to say which ones now for reasons like that because if electrification is put in there but we find a month from now that there isn't capacity to do that that's going to hamstring them their ability to go forward so what I would a possibility is staff could continue to work with the project team with that direction from the Planning Commission to incorporate as many of those sustainability efforts in as possible the construction waste Diversion the electrification the the renewable exploration geothermal exploration and try to advance those to as much finite determinations by the time that city council is adopting that site plan and the development agreement at the end of this review cycle yes with with the understanding that could be the building might not be all electric so I just want that so like I think it's a little bit misleading for the report to say the building will be all electric with no natural gas connection like I think if we're going to assert those things then not just for us but for the public if we're going to assert those things they should be things that have been committed to by the developer not just um things which are intentions or aspirations for the project so uh I just want to be clear about that um I I wouldn't it's not like I'm going to withhold my support because of it but I just want that to be clear um and then I just want to go on the record and say I I I I understand 22 Property Owners is a lot of property owners but like if that Bike Link could go all the way around it' be amazing so um I'm going to put in a vote for that and sorry let me just one anyone else have anything while I gather my I think that's all I had but I just want to look at my notes one more time I also just if was anyone curious about I was surprised no no other commissioner asked about tc1 you thought about it commissioner said I mean just for fun I looked at kind of what it would mean if this was tc1 instead of c2b I mean I think the biggest difference is that you could build a 300 feet so we could have a tower a residential Tower here um but interestingly we don't allow in tc1 outdoor recreation or um oh this was my other question uh do you plan for any of the residences oh no never mind um oh the other thing that I noticed was that um and we would get more EV parking which I don't think is all that significant uh but we would the the max parking in tc1 is outrageously High so like the max for the residential side would be uh 1,528 spots so we might that might be something we want to come back to in the future okay I think that's all I had thanks for bearing with me thank you any other comments yeah commissioner hamers I just want to make a comment that it's just just to State publicly I guess like it's really frustrating that like DTE is I just feel like over and over we're hearing this and I'm just going to sit it's very frustrating like if you can't you you are actually coming here and standing here and saying you're committed to being all electric this is important to your both of your companies and for DTE to be the bottleneck when I all over TV I see their ads about like we're promoting sustainability and we're helping an arbor get there it's like it's crap so I hope that they give you the answer that you're looking for to be able to make this the the project that we all want it to be any other comments oh commissioner are are you Gathering your thoughts you need no no I'm done but go ahead do you want to say something about tc1 it seemed like you wanted to respond to that I looked at tc1 and my evaluation of the rezoning is that these are actually very small like the c2b we're going from parking to c2b it's not a jump of a C3 to c2b like it it's just it's way better than zone parking um and it's with everything that matched that I think staff alluded to and advise like we're going to look at them allall separately it's basically its own mini City in a different way and that we it it feels nearly byright to me to go from a parking District to expanding the c2v so that's my review of it and that's actually how I looked at this project was more from a bu right standard in terms of measuring my expectations and asks um even though I know it is a rezoning so I'll add that actually maybe since we're talking about DTE though did you get submit a early a pre-design work order with them to I don't know what we call it we've had the we we've had the initial conversation we've showed them sort of a the whole engineering team together yeah oh yeah we had yeah and like a formal you can like submit a form pay them $2,000 and you actually get their attention that they have to put you on the schedule sort of thing with deadlines we've given them all our electrical loads for all components and submitted that and that's that's I'm just C like I think it's like a unknown process that makes it really hard that you can do that like there's a one pager and there's a middle Loop man that like helps facilitate organizing all of those meetings and that you have a a pre-design a schematic and a DD phase meeting to help develop and engineer it right alongside of you and it is like $2,000 um but I think that it's something and I think I've talked to step about this was a little bit maybe more Heather than anybody but um something that maybe we can do better to help more developments early on how they connect and scale with DTE so that by the time you get here they've done a lot of their math with you um and so I just curious if you if you did that and they're still lagging behind or I would say it was we it was slow to get their attention to get that first meeting we had that first meeting just last week and you know quite honestly heard some things like I described earlier that were shocking as well as at least for the multif family side um you know then looking for our our our power system to be designed as if we were building a highrise which is was a bit of a head scratcher as well and we're just again new news we're trying to work through it but you know they're talking about bringing massive Transformers into the building yep with 8ot wide corridors and things between elevators and it's just Madness it's why you want huge electric rooms next to where people are sleeping I don't have any idea but um but we're working through it y um maybe I I'm just going to add this I don't think it's really amendable maybe they'll ask staff this is a zba thing a lot of your electric load is your EV capable not your EV installed um and so I would rather see a fully electric building of occupied spaces rather than a fully occupied panel for future parking right and so if it's something that we can be in fully electric building of units and there's a zba variance of I don't know a 10-year compliance to get the rest of the power for DT update that you bring in a second panel and service I would rather see that step instead of bringing the gas to the building so would that be like a ZB like how or if I don't think that would be a very good zba because you'd be rendering a decision on a property that was dependent on somebody else doing something okay I would suggest if that's a concern we need to revisit our EV parking standards yeah I'm all for that but I keep but so yeah I can just actually I can add to that because I did have a conversation with one of our EV people in the OS the office of sustainability and um and kind of expressed that concerns I heard from this petitioner as well as for the um uh the village The Village project that we saw a couple weeks ago or so um so they UND they the office of sustainability understands that this is an issue and they were they are looking at again I can't promise anything but they they understand that because I express exactly what you said is that capacity needs to be there for those EVS EV capable spaces and if they're not ever going to be installed in 10 years so so anyway just to add to that yeah they're aware that it is an issue but I'm not sure of the timeline on that yeah and there's diversity as well right so a charging station doesn't mean that that's available like I plug in and I'm right you can you can there software and Technology changing all the time so I think you could take that 90% And you can rationalize a a reasonable amount of diversity on that just to bring the overall load down on it so that it doesn't hamstring the initial upfront you know design so so maybe a tip would be design your secondary service for the parking and your primary service for the residential and if you need that only okay well so yeah so somehow if it needs to be gas powered we should gas power those EV panels so that when you can untap it and plug in more electric it's an easy transition sort of thing like I we have conflicts in our goals right now and I think the hardest thing is seeing what could have the worst case scenario is we put in full electrification into this project it's unachievable and so you're either coming back and spending more time uh reapproved this project if it gets approved um we're we're coming back and reapproved this project delaying more housing in our community for the sake of electric vehicles that aren't yet on the road um and so I think I said my piece in my agenda for new proposed business but to uh not to further complicate but we're assignment across the country is putting level three EV Chargers in because it's more in keeping with the shopping trip or going to the you know shopping going to restaurant whatever and so which obviously require more more power than the trickle chargers the level two which really that where they might work overnight just like I have a charger at my house Works overnight but so that residential would work but for the for the the retail and you know it's EVS or level three is the way to go are you I mean and how much p 22 Property Owners how many power Services now I'm just curious how many property how many power services do you have to the mall in terms of are you and my question is are you looking to add more EV Chargers across the other parking lots at this time too um to keep up with you know clientele market demand I think and again going back to that ownership structure the the mall you know the Simon we were we putting we're loading up with EV Chargers on the Redevelopment site the the mall ownership partnership with the pension fund um and we were looking at doing that I mean so in you know in the future we may Von Mah Penny um Macy's don't know I do know in other places Macy's have they have put in uh Chargers on on their properties but but we're doing it throughout the country y okay appreciate that thank you um before we vote do do we need to change anything um to include this kind of provisional idea about the supplemental regulations Vis of sustainability or can that be an informal I don't feel like there needs to be a change to the motion that the instruction that I'm going to take from this conversation is and I just want to be clear with the petitioners before we move forward with the city council we're going to have a conversation with you about to what extent can we incorporate your sustainability provisions into the development agreement um that is just to set the stage that if those are included in there they become requirements of the project however the development agreement is a contractual relationship between the city and the petitioner so that would not necessarily necessitate a revision to the site plan so another example of that is if they were to say if if they were to agree to full electrification of the commit to that for the Residential Building at this time move move forward it turns out that that can't be realized they would have to come back to city council amend that development agreement to remove that provision you would not see that again at the Planning Commission level but that would create that I think what commissioner syve is talking about some process requirements if that couldn't be met and so but in short I don't think we need aemotion transmitting that to the project team and to to Matt we will work with them to see if we can advance some of those into the development agreement this will progress then though to city council and we may report to the city council that they were unwilling to do that and we'll just be clear about that okay I think we're ready for a vote then that's me too uh let's start with commissioner dish yes commissioner s yes commissioner Clark yes commissioner Weatherby yes commissioner aens yes commissioner hamers Schmid yes the Motions carry thank you thank you you appreciate all right we're moving on to item 9B on the agenda 1655 Plymouth Road Taco Bell this is a planned unit development zoned parcel site plan for City Planning Commission approval a proposal to demolish wow a lot of people okay a proposal to to demolish the existing structure formerly Wendy's restaurant and construct an approximately 2,500 ft Taco Bell restaurant with a single drive-through Lane site access to remain off Plymouth Road and oage drive with 35 parking spaces located in front of the restaurant it's a 098 Acre Site the staff recommendation is approval with condition we'll begin with petition or presentation you have 10 minutes thank you okay sounds good uh just give me one minute I'm going to pull up there PowerPoint too well I'll just introduce ourselves because we're going to let the engineers take over the the PowerPoint but I'm Clint lighter I'm the owner of the proposed development uh the land owner is in attendance as well um this is Matt depra our director of construction so I just want to give a little background so we are a local company we're out of Brighton Michigan we we're franchises we own the three other bells in an arbor I actually live right next to the hands on museum so I'm a local as well um so I grew up going to this Wendy's I went to Green Hills um so I always thought it'd be a great Taco Bell um it shut down I was super excited about it and I've been going after this for two years so I know there's a lot of lot of hurdles we had to jump through but um it's something that I've always wanted to develop and the opportunity presented itself so all that but uh I don't know if uh Excel is on right now um Scott uh yep hold on let me promote so we have Scott from civil um they're both out of Wisconsin and then we have John uh for any building questions today if I have to I can present it I guess um I have a Scott R and A an AAL which might be those are both uh our Engineers okay and then there's a JD Jason day yeah all right should be ours as well everybody should Beed here Scott from Exel engineering can you hear me yes we can okay great you can proceed if they're going to provide any overview are they all are they all in the zoom oh okay take it away Scott okay all right so as uh I talked about we are looking at redeveloping at Zine restaurant the old Wendy's site um right now we have gone through a couple of Staff reviews on this project and uh we we have addressed the issues um we just had another uh resubmittal to the city on Friday uh addressing any issues that were on site um most of the comments were driven by technical issues uh there didn't seem to be anything that was outstanding as far as anything that would really hinder the development um from a zoning perspective and also what's allowed through the through the uh the supplemental regulations and the C and the zoning regulations so um I know the staff is recommending approval based on on the zoning um that there are no amendments to the uh supplemental regulations are to the special exception um that are required because it's basically following the same the same use that's there right now it will use the existing uh drive-thru Lane that is at the site right now um and it complies with all the the state and local federal laws and ordinances and standards and regulations subject to the resolution of the following which were the staff requirements that we just went through like I said we just did submit those on Friday and I believe that we addressed all those issues of course the staff still us to look at that and uh I think we can if there were any issues but I don't believe that there are any that we could get through through those um and um we are you know hoping to upgrade this property from what it is right now which is it's a little bit in this repair right now based on you know it's been bacon for a while and right now I think it'll be a great Improvement for for the city know John if you have anything to add as far as the architectural elements to the building um yes this is Jonathan D with Excel Engineering and just as a note we are not fully demolishing the existing wy's we are keeping um a couple portions of wall and reusing them then from an architectural standpoint um we're keeping with the red brick to match the existing and then there are a couple elements from the Taco Bell corporate portfolio at the main entrances and Corners to kind of make those Taco Bell elements pop a little bit I guess so so the the plan said or um I don't know if the staff review said that we were going to demo the whole building but um we we tried to keep two walls up because we thought that would grandfather in the special use permit um I'm not sure if that's still the case that's how we developed the the whole site um that's why it's red brick that's why uh it's configured the way it is um I'm not sure if that still stands but that was the mindset behind how it's developed okay thank thank you anything else okay we're going to move to staff presentation Mr Chang okay excellent thank you for the presentation uh the site is Zone PUD it was originally Zone PUD back in 1985 back then we didn't require supplemental Reds so at that time it was combined with I think it was an oil change and self storage at this time it was split off and we had supplemental regulations added in about 1998 when we Finly required supplemental RS as part of the Pud um it was divided from the parent parcel and a approved back in 2012 met all the zoning codes back then so all the cross access easements and parking easements have already been recorded uh I didn't include them in the packet but I assure you they've been approved um I I think probably just to address yes they uh stated that they're keeping two walls up but staff you know once we considered that it's it's a new building it's new floor area it's going to be approved by the Planning Commission this is the final um decision maker it does not go on to City Planning Commission so city council I'm sorry city council I'm looking at uh commissioner dish and knowing that it's not city council Council and Dish council person dish um now I just lost my train of thought but uh we did conclude that it does need Planning Commission approval as the final approval I do realize we only have six members and we'll need all six members tonight to vote in the affirmative so if for some reason this starts to go down probably a rocky road and maybe one of you don't feel like approving it please postpone it and not deny them because they're going to have to come somehow petition you to come back because they're going to need all six votes to get approved tonight um it is contingent upon the engineering uh approvals they're I was just looking at them again it hasn't been approved although the approval deadline is I think October 11th for the engineering review these are very fairly minor review items that can be addressed um when you go through them so we felt comfortable of of approving this subject to engineering uh appr review and approval and I'm here for any questions you may have thank you we will now move to the public hearing this is an opportunity for persons to speak for up to three minutes about the proposed sorry there's a typo in here um 1655 Plymouth Road site plan we'll first call on individuals present to address the commission than remote participants to speak during this public hearing remotely please press star9 if listening by phone or use the raise hand feature if viewing through the web link for phone access call 877 85352 47 and enter meeting ID 9776 63 41226 City staff will select callers that have raised their hand using the last three digits of your phone number or by name if available for those accessing through the web link you'll hear an automated announcement that the host is allowing you to speak when speaking please move to a quiet area and mute television or background sounds so we may hear you clearly for either method of participation please state your name and address address at the beginning of your comments is there anyone present that would like to speak at this time is there anyone that would like to address the commission remotely no thank you I will close the public hearing I'll read the proposed motion the anber City Planning Commission hereby approves the 1655 Plymouth Road Taco Bell site plan as it complies with all applicable requirements of the unified development code and other applicable laws ordinances standards and regul ation subject to resolution of the following one approval of engineering issues identified and reviewed dated 98 2023 moved by commissioner dish seconded by commissioner s we are in [Laughter] discussion commissioner so I just uh want to track the timeline and understand the project in parcel so it was zoned as a PUD as a commercial condo with several other Parcels the storage and mechanic shop and things like that correct where there were no previous supplemental regulations 1985 we didn't have re and so we have a PUD overlay and then in 2012 this parcel separated from that combined parcel but still remained in the Pud and within compliance of the Pud zoning that's correct okay and so we're not looking at the combination stuff but we do have the supplemental regulations which I understand it says permitted principal use a fast food restaurant with drive-thru window so it's not it doesn't require in the Pud a special exception that's correct and okay and so it also wouldn't matter if they demoed it or not and it would allow a new drive-thru right the two walls don't matter single Drive Lan a single drive-through Lane which is what's there now and what's in the site plan as well so it would still be compliant as all new construction okay so um other than the presentation where it said this was a public benefit if you've been tracking a lot of our discourse here at the table we don't think drive-throughs are quite the public benefit relative to the multimodal but uh as our responsibility to review if site plans meet uh the requirements in zoning uh I believe it does and there's nothing to hold us back from that we have no special exception uh use filter to look at this project through um so generally I I support the project meeting the requirements I do not believe it provides a public benefit I don't think it meets our current PUD standards but that's not what we're here to discuss tonight so welcome Taco Bell commissioner Weatherby so uh I have a not fond memory of this drive-thru uh for anyone who has been through this drive-thru went to get a Wendy's on a a frosty on a lunch hour with some friends and got stuck in the Drive-Thru because one of the cars behind us was was not functional and there was it's it's tight it's about the smallest drive-thru I think you could have just throwing that out there that hopefully at some point this drive-thru will cease to exist and it won't be a thing anymore um but I do I do want to say that I do think pickup Windows which is not how Corporate looks at them they look at them strictly as drive through windows um but pickup Windows have a certain interest it's good for people with mobility issues it's good if you have kids and dogs in the car and you don't want to get out um I'm just going to say it's not always they're not always terrible we don't like them they're very uh car Centric and the fact that you can't come on a bicycle or you can't be a pedestrian and use that pickup window is really um discriminatory in my opinion I know there have been court cases about it and I think that the drive-throughs have won but uh maybe in the future we will have something um I know Taco Bell makes a lot of their money off of the drive-thru windows I think it's around 70% of the money comes from the drive-through window so um hopefully you will not see cars dying in the middle of your drive-thru cuz there's no real way out of that one unless you scale the the wall so um Good Luck I I can say that we we did look at this one as hopefully more of a walkable destination for all the students and all that housing over there yeah I think as a walkable destination it's great yeah but obviously we want to have a drive-thru just for the people that want to go through the drive-thru and not have to get out of their car so but we're hoping that it's more 50/50 split commissioner H um does Taco Bell or any of your taco bells or maybe Taco Bell corporate has a policy about this I don't know how this works but you know just like a instead of a drive through like a app order pickup situation where they bring it out to your car I'm just thinking like this could be a future so we do have a pickup stations inside the Taco Bell um so they'll order ahead it'll be placed on the the pickup shelf and then they'll come in and just grab it that's kind of our okay but there's no like like I know McDonald's you can like check in and they bring it out to you and you don't have to like go in the drive through um you sit ID a I think we are working on that with like you know designated stalls that has it um I haven't seen it in any of our stores yet okay I just curious I'm sure it'll be coming yeah I mean that could be some way to sort of like mitigate this too where you convert somehow and I'm having trouble like envisioning the site I have a fun story about this my senior design project senior year of college we did time studies in this Wendy's really yeah their their line efficiency was way better than McDonald's cuz they had one line in multiple servers McDonald's had like you just joined a line this was like 25 years ago guys anyways that's my Wy story um if that if the if you could like make that a more walk up window or a bike up window or something like that to like avoid some of these like getting stuck problems because you had another another solution for somebody driving and needing and not wanting to get out of their car whether they have kids or whatever that could just be something to consider in the future any other comments questions I guess I have one council member dish I just have one small question to which I think I know the answer um would this be a site that you could put housing in instead not under the current PUD supplemental Rags okay and there isn't any residential in this no little mall I mean I mean I go to this little mall and I didn't remember any so yes I get out of my car and eat in the Indian restaurant but yeah okay is this parcel earmarked for rezoning to tc1 yeah I I'll let uh planning manager Leonard address this but the short answer is yes this is in the proposed tc1 areas that the Planning Commission guided us and we are considering is the petitioner aware of that uh we did see the M live article that came out today so but you didn't receive notification from the city that wouldn't have happened yet I guess uh no we did not uh letters are not to all Property Owners so we're not the property owner H there you go so letters went out to all property owners and postcards went out to uh all property owners and residents within 1,000 ft of the proposed area so I can I can share that letter with you as the as a business owner there as well so I find myself in a difficult position um this is not typically the kind of project I would be super excited to support um which is maybe no surprise to you particularly on a corridor that is about to be rezoned for mixed juice development in a location where I think a mixed juice project would make a lot of sense um and this just kind of cements uh this kind of development on this site for many years to come so um but but I also understand that this site plan ends here at Planning Commission and that we only have six members present so I need a minute to think about that um you understand like you need six it need six votes to be approved there's nine members of the commission but three happen to be absent tonight nobody else has anything they want to say to fill the void commissioner can you can uh Mr chair can you explain again I'm sorry the the outstanding comments that we are still waiting on from engineering the engineering issues yeah I I just kind of reviewed those before the the meeting they're fairly minor they're they're items like they're more addressing labeling issues on site you know so there's it's not an engineering issue per se that you'd say oh they've got to reinvent the wheel here just labing items on the set of plans to satisfy our engineering department gotcha okay um so I I think the other thing that's sticky is that typically um I understand that it's a it's a essentially a byright development it's meeting the zoning uh as it's currently zoned you couldn't build housing on this site even if even if that's what was proposed but the fact that it's like right about to be resumed um what's that they could but then they would bear the the cost of doing that right so um I would just it's definitely in a proposed area but that goes that is going to go through a legislative process that's going to come to this board it's going to go to the city council so I can appreciate your perspective that in your in your eyes it is likely to be reasoned soon I would be remiss not to remind you that it's not yet that process is has an undeterminate outcome um so I definitely understand your tension but um and you know we have we've had these conversations with staff that you know this is sort of a unique situation if it were a special exception use we think it would be um probably a challenging petition um that's not the case here you've got a very unique situation of a relatively small component of a larger PUD the Pud clearly provides that so I just I understand your your perspective on that I understand the analysis but I I do want to be clear that that is still a speculative outcome yes I understand that it's a speculative outcome but it's also one that would be resolved in you know in a matter of months whereas the Taco Bell will be here for decades know how long was the Wendy here sir how long what I know do you know what year the Wendy's was built before I was born my point I I you know I think the extra pressure being here that um the petitioner only needs to convince six people to vote Yes and we're missing three people so it's like um I just have to figure out personally what I'm going to do about that situation I get so one option would be to postpone till the 17 October 17th meeting I I would ask you what would be different about the measuring this against the standards by which it is being measured uh nothing then I would suggest maybe you take that doesn't oh so this is a site plan said no I I understand I understand perfectly well I I think sometimes I can just take issue with the regulation I no I understand um commissioner s maybe I'll just add to the record that it was December of last year that direction from Council came to this table to spend more attention to West Stadium rather than move into rezoning of Plymouth and Wasa and so the urgency and the uncertainty of this thing being in the middle of tc1 with more certainty than the curbs and the setback of West Stadium is coming into play the decision and the priority of council to spend this time looking at car use and setbacks has now put us in the predicament of a future in another Corridor memorializing a drive-thru instead if we were able to spend time resoning Plymouth starting January instead of talking about car uses and setbacks in West Stadium this may not be the situation that we're in and so I just want to offer that up on public record to say that maybe our priorities need to be better communicated maybe we need to do better scenario planning to understand outcomes and where we need to put our time in policy efforts if directed from city council city council has to understand what those planning effort repercussions will be and that this is a repercussion of their direction that they've given us and this is now the situation that we're in because of that directive so councilman Bish if you want to relay that back but I'm going to say that on public record this is the problem we're in 10 months after that resolution we are just in the first steps of looking at this Corridor and this is the [Music] problem I I appreciate that and I I I would not I would never dispute that perspective I just do want want to remind you commissioner s and the balance of the commission that tc1 is not an instantaneous change and I I I definitely appreciate like every every site that doesn't meet our aspiration for a potential tc1 zoning feels like a lost opportunity but I I just we've talked about it at this table before these are the quarters have gotten in these situations over a long period of time even with the corridors that have now been zoned tc1 the we are not going to experience instantaneous change for these and that's that's not right or wrong I'm not saying that to refute that perspective but I guess I am saying it to recognize that this site or 10 more properties um being considered in the context of future action on tc1 zoning along any quor is not a it's not an an Absolution of the the fate of these corridors just like it hasn't been over history sure noted and I also just for the record it's not that I have some um idea that if there wasn't the Taco Bell here there would be some incredible vibrant mix like I think just like a quadplex with I don't know like retail the I know something small like just anything but this um like a single use car oriented drive-thru I just like um and I um yeah it's hard um I was going to say one other thing but I lost it was in response to what you were saying about the schedule and the city oh I just was also going to say for the record I'm sure you all have heard about this but like there are people calling for a moratorium on development on Plymouth and Wasa until the tc1 can be enacted that's not something that would that's a city council issue not a Planning Commission issue of my understanding yeah that would be a city council and I'm not to my understanding there's been no initiation I've heard those I've heard those citizen calls CI res calls I should say Sor for that I am not aware of any Endeavors to undertake that um Council has instructed us to continue with those Corridor as I report at the beginning of that meeting we're making progress in that regard well maybe I would just ask my fellow Commissioners then if their senses um is your sense that you feel B bound Duty bound to vote in the affirmative because it's meeting the supplemental regulations of an existing PUD please commissioner S I mean I'll just yes I feel I feel Duty bound to this but I I feel that this is a condition we could have avoided and it doesn't mean that we wouldn't have got a two-story Bank instead of more housing but it means because of the lack of use for over a year of a drive-thru drive-thru would not be permitted again MH and so may it be the resolution to focus on West Stadium that this drive-through be dedicated to that resolution this is this is where I really feel you know I feel Duty bound but I actually don't feel responsible for this outcome I believe that this outcome was priorities at a different table directed at us all right any other comments commissioner weatherbe so maybe because I grew up off of Plymouth Road I've seen a lot of change in this cor Corridor I'm not going to wear a hair shirt over approving a small drive-thru in this area it's a Taco Bell it has a very tiny drive-thru there's going to be a lot of people walking to it that drive-thru may end up being picnic tables who knows um I think it's it's it's not probably what we want to see in a dream world I'd be more concerned of the McDonald's down the road that has two lanes that's an entire parcel like I just don't I'm not I'm going to sleep fine if I approve this it's it's not it's a small spot it's it's not even the biggest part of this parel tc1 has plenty of opportunities in the Plymouth Road Corridor I I just think this is It's currently what our zoning says there's so many Parcels that are not our ideal zoning I mean back to the Brierwood Mall you know there was a lot of discussion of should this be parking should this be is it okay to put a tent in the parking lot like we're beyond that this is not going to uh this isn't going to ruin everything if this is a drive-thru it's it's just not and I don't know what the building your building is but it's not a 100-year building it is no you know 10 years right I mean wait what yeah I mean remodel every 10 years yeah I mean there's not an intention that this is going to be here for 50 years this is by the time we get a proposal it that building could be done and gone like it could be 15 years easy 20 years before something is proposed for this and you know we'll have been sitting here for hours discussing it it's just not it's not that it's a big deal for you but it's not huge for the corridor it really isn't I just I don't see it commissioner dish I just want to say something brief and positive because um this quarter has gone through a lot of change and um after the financial crisis and also the pull out of fizer all of the small shops in this Corridor shut so there was a popular wine store there were a couple restaurants lots of stuff and then the university bought the fiser property and this area right now both here and then just a little bit up at um Nixon it's a flourishing small business Zone and students do walk all over the place you see them walking and they lug giant plastic bags of groceries and all kinds of things and so there is a way in which this area has gone through having things for mixed use having those things close and having those things come back and have new ownership some of which is minority and so yes I would like there to be residential that isn't dorms but I am happy for there to be places for people to go and eat and Shop and get Co shots and Asian grocery stores I mean it's actually a pretty exciting part of town and this isn't a huge parcel so I don't feel like we're oh my God we could you know put 300 units of housing here I think that we can get 300 units of housing along here and we can and it's it's full of services and it could be very vibrant so I just I I don't the notion of mixed use doesn't always have to be everything in the same building if you have the services to sport residential you may get them and so I am not upset about this and I don't necessarily think this parcel is the most suited to become residential it's part of that little shopping mall so I think that there we are seeing positive changes on this Corridor of the kind of thing we would like like to see to support what we what our vision ultimately is and I don't see this as a harm but I wanted to put it less reluctantly I mean yeah any other comments commissioner hamers Schmid I like this discussion I feel like I'm going to beat it de horse but I like this discussion um I mean I think for me first I'm not opposed to drive-throughs so that's not even my problem I think for me this is just like and I'm going to vote Yes but this is like just indicative of the larger issue we're seeing that commissioner S I think like basically alluded to like look at our agenda in two weeks we have the credit union coming back like if this was tc1 they could pull their Taco Bell closer to the street so we could create a better pedestrian environment so I think like that's the frustrating thing here for me is just like I don't I don't care if there's housing or not not I it's the form and I get why you're doing what you're doing completely um but let me ask you a question what is your construction timeline like when do you plan to have this done and open and starting and what are all your dates we're still have to go through building so I mean we'll probably if we can start obviously after Frost so it's like next spring yeah I mean depending on how fast we can push through tc1 and get that reson I just want to put a bug in your ear like think about if you were rezoned to tc1 if you would want to take advantage of something like that like how that could change your approach because you wouldn't be bound to this beauty so it's just something to think about we are just leasing the space too so okay so he's the land owner but then I'll say that to you any other comments all right I think we're ready for a vote Mr Leonard uh let's start with you commissioner s yes commissioner Clark yes commissioner Weatherby yes commissioner a yes commissioner hammid yes commissioner dish yes motion carries I'm Comm in for my tacos sorry but thank you guys I do have a quick question about um West stadium so we are remodeling that store what is the impact for that cuz we're going to do like a cool Container Store there um made out of all containers you should you'll have to meet with staff what meet with staff to find out Chris can help you with that because we do own that property so we'll talk to someone else then yeah cool all right thank you all right does anybody need a break before we move on to item 10 let's just power through you want a break I can't tell yes okay we're going to take a five minute break till 8:57 thank you calling us back into session we are picking up with agenda item 10A Planning Commission bylaw Amendment bylaws amendments an item which was postponed from our September 19th meeting and we will begin with a staff presentation by Mr Leonard and I want to first uh draw your attention to I Absol I fully recycled the packet I didn't change anything but I will be asking you to postpone this again to the second meeting in November however um one of the things one of the things that has been outstanding was and I I'm sorry that this ended up being a smaller group of the Planning Commission and I think some of the voices who specifically raised this are actually not here nonetheless I finally was able to get Kevin McDonald who is the grand second assistant senior Deputy to the City attorney better be at and so there were a couple questions particularly around conflict of interests and here here's my understanding and framing of it we have a pretty active group of Comm here you are all involved in a lot of projects we have several Architects we have several developers property owners and managers and there's been some discussion about the frequency by which recusals are necessary causing situations sort of similar to what we face tonight where we have a smaller group of Commissioners uh ready to take business and so to that end one of the questions was coming that was raised was is there a better way that we could look at this one a couple of the questions that were raised and validated through sharing this memo with all of you you to make sure I had captured this correctly so I'm going to assert that should there could there be an investigation where the Planning Commission is required to vote to Grant uh a conflict of interest to a member and a specific question that was raised in that regard was that creates a potential for an individual to feel that they do have a conflict where the commission is voting not to that is sort of irre ilable and so that was a question that was raised I'm going to start by saying I think that's a terrible idea I think that Commissioners should have the ability to um bring their own um life experience work experience to make that assertion on their own and not be put in a position where they have to somehow potentially be at odds with their colleagues because um there might be nuances to that it might be an employment relationship it might be something else and I I would never want that we were putting Commissioners in a position that we were somehow saying that you have to vote when they you personally felt like I I can't do this in an unbiased manner um and then second could the use of exstension votes be utilized to maintain that expertise of somebody in a discussion but at the actual Recon the actual decision Point um that they would abstain from a a vote but actually participated in it and my recommendation in that regard is no that I don't think that's a good idea yes extensions are provided in Robert's Rules but the whole nature of conflict of interest is to avoid not only real but perceived influence on a decision and even in that case where somebody was participating in the dialogue or deliberation of something even though they weren't part of that final decision that is obviously still an opportunity for them to influence something that perhaps they shouldn't be so those are the questions and to that point I've asked Uh Kevin to come um to not only provide just sort of a highle summary a couple of questions that I've posed to him is that voting mechanism is actually something that's used at the city council table at times and I've asked Kevin to specifically talk about why the city how the city council is a little bit different from the Planning Commission and why our bylaws are a little bit different um he might weigh in on my Declaration of exstension um but I also just wanted to provide an opportunity for you to ask any questions um uh and sort of reacquaint something that hopefully we did a good job during your orientation to say that whenever you have a question about it you're always he is a resource available to you and so this is also an opportunity to sort of just reacquaint yourself with him and I'll stop um turn it to you maybe to provide an overview of some of those questions and then just wanted to provide a little opportunity if you had questions or further dialogue that you would like to explore um he's the expert on it so thanks Brett um first of all my my title is actually Chief Deputy City attorney um and so Brett likes to make fun of our very militaristic titles in the attorney's office which I don't know why that's part of Municipal life but I was just saying to Brett that I I I'm thinking back and I think I was starting I I was on the Planning Commission for 5 years I've been in the city attorney's office for 20 and I think I started at the Planning Commission like 25 years ago to this month so it seems um appropo that I'm here today and so I just want to say a couple of things just to start out with first of all um you know conflict of interests are sometimes clear but they they often require additional consideration and really since I've been with the City Attorney's office we're always analyzing these things on a Case byas basis for members of the boards commissions and Council and so I'm just going to um encourage all of you when you when something's coming up when you have some concern you're welcome to call me directly um BR Brett can also put you in touch with me but we're always happy to to meet with people to talk to people to work it out because sometimes it's um I'll just say it just clearer to us since we've done it so many times and dealt with so many different situations um and so I'm certainly always available so so Brett touched upon and I think and I think when I looked at these questions it was clear that somebody was trying to maybe look at what the council is doing versus what the Planning Commission is doing so let me talk a little bit about very quickly about the the purpose of these ethical rules at the Planning Commission um and maybe the council as well but your rules are designed to protect the Integrity of the commission um and you have to think about that in terms of two levels there's there's substantive or actual Integrity meaning this is going to be a fair process it's going to be evenhanded all the petitioners going to be TR uh created um in the same way all the members of the public will have to go through the procedural rules to speak in the same way but also you need to think about apparent Integrity meaning it needs to it needs to not only be fair but it needs to look fair to anyone observing and that's they're they're two slightly different things if somebody turns on a meeting um shouldn't be kind of wondering well why is the person who lives next door to the building talking about the building right um and that will kind of tie into maybe some of Brett's uh you know Brett's recommendations about not changing these things in terms of extension um once once as you know under the current bylaws and I don't think there's anything being recommended to change when there is um a a conflict of interest the planning Commissioners are asked to do four things first you um you declare the conflict you you um you disclose you cease to participate in any conversation and of course you leave the meeting and don't participate in the vote it's a relatively simple process once um once that decision is made that there maybe or is a conflict um but I think the and just to start out with I just wanted to kind of talk about the fact that you know this is a commission it's designed essentially for objective decision making you're you're applying standards um you are um mostly for the well you're really an administrative body not a legislative one council is a legislative body um they have a very specific individual constituency they their the body is kind of designed to do something different also unlike um and so when they're making these legislative decisions their policy decisions um some of them are very subjective and that's sort of the background for their decision making but really what guides the council is there's literally a charter provision that requires them to vote um you don't have that but it really says um on any matter you shall vote except with in given circumstances they have ethical rules just like you do there's very specific statutory and other conflict of interest reasons why they would not vote um but that's really what that's really what the main difference is um it really says so the charter really says look um basically you you have to vote unless you're excused by a vote of six of the members of council so all of the all of the rules regarding ethics go back to that um and so that's kind of a fundamental difference but the thing that I wanted to to kind of point out is that the the the underlying policies of conflict of interest are still the same and the interesting thing is I don't know in 20 years I'm not aware of any time when a council member has has come forward and said I have a conflict sometimes that's with our office sometimes that's without our office Consulting where where a council member said I have a conflict and the rest of the council did not vote to recuse them it's a little bit of a I don't want to call it a u a u I won't call it a rubber stamp they have the decision to decide but even at their body I think the idea is to try to preserve the Integrity of the body and if somebody believes that they have a conflict uh they step away um but I think that uh I think that that the other question that came up that I just wanted to kind of talk about is this whole idea of Obion um and again the the problem with that really is you know especially the perception you know that problem with that apparent Integrity if if somebody has is stated that they have a conflict um you're you're certainly going to have you know or or I'll say this even maybe worse than that that if you change the rules so they were not going to state that they have a conflict but they were participating someone is still going to be wondering why you know why is the person voting on something that his employer owns uh why you know why is she making a decision that affects uh that affects her family's business or something like that and so those are the concerns that you have but also the the I think one of the underlying things that you have to think about is um conflicts are you know there's two parts of this that are very individual and I think people sometimes get confused thinking about that the conflict is about whether or not the person can make an objective vote and it's never about that at all um we've had many people over the years who call and say well I don't think this is really con a conflict because I can I can objectively vote on this and it's really not whether the person has the ability to make a fair decision it's really if that person is perceived to to be doing something that's unfair that person should step away it has nothing to do with with a personal ability to do it but also you have to think about the fact that if you were to um if this body was to take on kind of every decision and you wanted to vote on it uh for somebody to to recuse themselves that puts people in a very difficult position because sometimes you have um you know conflicting interests fiduciary or otherwise um I just can't imagine I think when I was on the Planning Commission for example I worked on I I worked in a law firm and often one of my firm's clients would have something that that that I may or may not have been involved in but I stepped away from it because the perception of that if people know that uh is is somewhat problematic to the perception of the commission being a fair body but also uh I'll just give another example if you know you could really be if if somebody came forward and said I have a conflict I don't really think I should be voting on this and they've come to that conclusion themselves you may be putting them in a position where they're they're they're forced to to make a vote that's contrary to their employer or their family um and that may be very difficult it's like you know we we would like you to vote on this when that person may have to vote I'll just say for you know they they they may know that the the hotel that's in front of the Planning Commission for a decision meets all the requirements so they need to vote for it but that may really have a negative effect on their on the Hotel they work for next door right it's just a it's just a terrible position to put people in and so I think that's why you're hearing from staff that the recommendation of course is to leave those things in place and I and I know Brett mentioned that maybe some of the folks who had some concerns are are not here but I will kind of invite if anyone's listening to this meeting or want to listen to it anyway they're always reach out uh happy to reach out I mean I'm happy to talk to them further about this but I also um certainly would love to entertain any questions that you have but we just wanted to talk about it generally to kind of put it in context um the other thing that I would mention is the Planning Commission probably has the most Rob robust set of of of guidelines regarding conflict of interests actually um out of all the boards and commissions and I think historically it's always been that way um because there's an interest in of course maintaining that objectivity and maintaining that that fairness I will just tell you that you know regards to land these conflicts are not easy um I've been to at least two two land use institutes with attorneys from around the country and we sit for two hours talking only about conflict of interests it's an issue that comes up it's very hard to um it's very hard sometimes to to understand very fact dependent um but I I would suggest um I would suggest that that the rules that you have in front of you you are robust for that reason it's got some examples um if anyone has any questions you have plenty of people to call and ask and we can work through those issues um but I I think that the the Planning Commission certainly should be at least cautious about sort of trying to come up with hard and fast rules or trying to have the whole commission sort of decide whether or not somebody has a a conflict or not um I certainly you know as I as I said it's a it's a case by case basis it's very difficult sometimes to discern um but I think that the whole process is sort of set out so that um so that the body um uh is impartial and also seems impartial um in terms of the Integrity of the commission thank you very much are there any questions for Mr McDonald commissioner s thank you for all of that um I think one of the other discussion points I think there's a responsibility as the commission is appointed and built around a diverse expertise to cover the review as well um it's nice to have two architects one recuses somebody but right now we don't have a landscape architect sometimes you know I think there's more than one kind of development potential but I am curious there are decisions or insights to Market factors or a variety of issues that I do think a lot of the times the commission uh brings the expertise that might not be from staff review or the staff present so I guess I'm wondering do you see any ways to like if somebody's refusing we know that there's a knowledge base how we bring that expertise back like to the panel a third party participant that isn't a petitioner or a commissioner alternate sort of thing no I I'll try that we if we identify that we can still bring that expertise so um I I can't sit here and say like that is one of the benefits I really value like that I can ask you about a building code requirement or I can ask uh commissioner Lee maybe about uh the challenges of office rental or or how they're evolving but if one of those perspectives is determined to be valuable it's hard for me to do it at the meeting but if it's something that I get that I need to follow up on or I'm um that question's raised outside of that staff can do our best to try to bring that expertise to the review you're right A lot of times we might not have it inous but if that's something that's desired I'm happy to try to bring that expertise it may not it wouldn't be coming from that person at that point but with all due respect to all you you are not the only ones that have that expertise so we can always try to seek that out through other creative ways what would that look like procedurally say if like I'm recusing myself and the commission decides they like to have an architect sorry ell like come an example I I believe you just meant to say another architect another architect um come would would it be I'm just thinking through the scenario that it would be maybe the meeting before in commission proposed M this maybe or some other point I would raise I plan to recuse myself and that the commission would then vote if they want something I guess it's just Aur like how we would do that ahead of time yeah it's a good question it could happen in a couple different ways if we knew that there was going to be a recusal and and because of that um we could share that information with with the commission and ahead of time find out that that's going to be a really valuable perspective um that would be one way to do it I another way would be that and let's take it a step back even without recusals if there if there is some of that expertise you're always welcome to ask ask that you know we do our best to try and bring a lot of expertise from staff perspective and sometimes we're able to answer those questions and sometimes we're not able to answer those questions um we it's impractical for us to have all those reviewers at every meeting but always when you have a question we will endeavor to try to find the details of that ahead of time in that case when we can find out ahead of time absolutely we can try and arrange that expertise bring that perspective that that could be bringing actually somebody to the meeting or it could be just trying to consult with that person and we do the same thing that we would do with City staff in all those cases my first pass or reaction to that would be to make sure that it is relating to one of the standards that is is at play here so like in the case of a byright site plan we don't really have architectural standards I might say like well what what do you hope to get from this but what if in the case of like a plan unit development if we were trying to explore something about sustainability or what have you um we could definitely bring that and if we couldn't accomplish that at in advance of that meeting that would be a great reason to postpone something because it's something that you want more information on as the remaining commission to say like hey I don't feel like we're getting the right detail or understanding of this particular aspect can staff help us bring more of that and then we would Endeavor to try to provide that so it could happen before it could happen during and result in postponement I'm frankly a little I'm happy to sort of put together some scenarios if that would help um I don't want to I don't want to systematize it too much because I don't want to for close the opportunity I don't want it to be like oh you didn't you know it wasn't raised ahead of time so we don't do that as a reminder the commission always has three decisions on any petition you can approve it you can deny it or you can seek more information through a postponement or tabling you should always remember that and when whether that's as part of a recusal or anything else those are always options available to you and if you can't reach one of the first two conclusions that's the appropriate conclusion to say I'd like to post on this cuz I need more information in the following regard and that would be a great example of invoking that tool okay that's helpful just in terms of like would a system need to be in place the same way we're just having a discussion of like should we vote if you're accusing bad idea should we vote if we get expert Witnesses not necessary but um I don't maybe I just kind of raise that as a talking point and a reminder for myself to maybe notify everybody so if any you know if if anybody's refusing to notify as early as possible so the rest of the commission can make any decisions relative to additional voices and support okay so the other idea I just want to kind of hear more thoughts about is we just changed our bylaws from six to five right that seemed to be the first recommendation to help with the voting in numbers um I know that there was an alternates kind of posed at one point two are there any other tools that seem appropriate relative to the numbers as as we're seeing just to lay everything back out on the table for discussion yeah we did explore alternates and that's not possible under the State Legislative framework the zoning board of appeals specifically allows that that example was invoked it's not permissible at Planning Commission in fact Planning Commission legislation specifies that you can have Boards of a certain size you are the largest board that can be specified in that regard so um I in short I don't think there are other tools reducing that to five would be one mechanism to do that um pointing less experienced and active members would be another way to do that that has its downsides no I wasn't looking at you um uh you need some it advice we did the a week Mr kski um no uh I mhm it's imperfect um you know and um we did explore both of those I think shifting to five is reasonable that's still a majority of the Planning Commission that's why it's being postponed again because I need that chapter 8 amendments to be considered adopted before you can officially adopt that because it would be inconsistent I'm just trying to keep that order in place I don't know of other tools um just want to have a conversation thanks commissioner whether I realize I did didn't read the proposed motion before bumping us to discussion but since this isn't a public hearing I think it's okay yeah that's fine okay commissioner Weatherby so uh I just want to say as someone who is outside professionally of the planning milu um I do think that there is also strength to not having an expert in everything um you know right now it would be great to have an electrician on this board um and somebody who worked for a DTE or a subsidiary or consumers perhaps um which would help answer a lot of questions I think that we have and I know um you know Shannon Gib Randall was immensely helpful for landscape architect things that that came up um but there's going to be lots of that there's going to be there aren't Water Resource people there aren't you know uh and I and I think that there is a danger of thinking that uh your expertise and I'm not this is that anyone's expertise is the most important expertise relative to a project because of course if you have understanding or knowledge about a project or a location then that is really Paramount to you and doesn't maybe include some of the outward perspective so I think with every development we see there is there are many people in the know on that development who aren't on this board and who aren't staff and I think that it's it's fine I mean we make decisions on those all the time and not having that internal perspective is actually okay um not you know I mean it would be great if we could have the best perspective on everything every time because obviously sometimes you know the sustainability isn't there or the and we just miss it because there isn't somebody who's thinking that all the time but um I think it's probably okay that we all just approach this the same way every time which is I'm going to do my best if I see there's a lot of landmark trees getting torn down I'm going to as a member of this board see what I can do to understand that and whether that's me seeking out expertise or going to staff or however that works but I think that's always going to be an issue whether the people are on the board or not any other comments or questions no hard questions for Kevin at least one hard question no I think because we're just being told no okay all right it's it's really not required a hard question I'm not sure I'm not sure why Brett's trying to encourage you uh I have a question for you Mr Leonard though um this is this is not about vot the voting body well it's about the uh bylaws amendments uh so I know that the proposal is to remove to change six to five affirmative five Commissioners but in order to change the bylaws I thought we were keeping the higher threshold but what I see in here now is that it's been changed to say an affirmative vote of the majority of the commission members present so that is for actions other than acting on a plan all right well the specifically says amendments to these bylaws so it's on page 11 it's article 14.1 proposed amendments to these bylaws may be approved at any regular meeting by an affirmative vote of a majority of the commission memb present sorry I think we were talking so we were there were a couple conditions in the bylaws whether there was a remaining question about whether a higher standard would still be required despite the changes that was one that we had debated and I thought and the commission had determined that just a majority of those present would be appropriate for that so that's a lower standard lower standard than a plan action however I believe six votes will still be required to go into Clos session yes that's because of open meetings act I presume requires so now I do have a question for you Mr McDonald would that be would that be typical that changes to the bylaws would have a lower standard of review of no like I thought it we were doing a super majority for changes to the bylaws yeah I mean I mean I I'll say this I do not think that's I don't think that's normal but if that's that's what the Planning Commission would like it's certainly within your purview to change your bylaws to do that subject to city council approval do you think it's advisable um well since I'm being put on the spot I don't I wouldn't recommend it but um it's that there's no you know there's no there's no I'll just say this it's really it's really my opinion based on sort of years of experience of doing this there's no there's sort of not a legal reason why you wouldn't want to do it but I think the concern of course is that you know you should be your your rules are you know it's everyone holding the rules out and and when you're making changes to the rules maybe you want to make sure that you have you know you're not doing it just because there's a few people that that are there at a meeting um could that possibly be misused it could now keep in mind there's still a requirement in this paragraph that they have to be submitted and writing ahead of time so people should have some knowledge of this happening um but it's really you know it's really solely up to the commission whether they do that um I'm happy to report back and I'd have to look at other boards and commissions but I don't think that that's I do not think that that's typical of boards and commissions uh in the city that there'd be a um kind of a lower number of people or or kind of a majority of those present to do this and I'm not sure if if Brett who the reason why I assume that this came from a suggestion of one of the planning Commissioners uh it was but I would just point out as part of the um most postponed item ever on the Planning Commission this will be coming back in the second meeting in November um part of that is the City attorney will be reviewing these now that we know that they're I'm not hearing any proposed changes to the conflict of interests that was sort of one of the outstanding questions based on um the discussion I'm I'm hearing um support for the perspectives that we have brought that they're good as they are and so um as over that time period I could work with Kevin and his colleagues to compare that to other boards or I'm just take your direction to maybe strike the word presence which would say the majority of the commission which would have the effect of five Commissioners um I'd be interested to hear from other Commissioners about this I would I personally would H would leave it at affirmative vote of six six out of nine 2/3 that's just my my experience on other boards and voting bodies that I'm on that there's a higher threshold to change your your governing rules um so but if I'm in the minority that then I'm in the minority so I'd be interested to hear what other people think about that Commission clerk I would agree that uh changing the rules just to be a majority of whoever's present is probably not advisable just to change rules for presence in just a second what you de said don't have anything to add is there anybody who'd be opposed to requiring an affirmative vote of six members to change the bylaws any other comments or questions about that okay can I propose can I propose that change Mr Leonard yes I will incorporate that change into the version that is presented back to you right that change which is actually just not changing it not changing it unchanging it un rejecting the change in the parlot of shared collaborative document review okay any other comments commissioner SE sorry um annual disclosure of employer and organizational affiliations form yeah that's how my to list to send to all of you okay is uh I guess I'm curious relative to that and then the actual recusal like that's a documented thing any kind of communication is either recusing at an open meeting or communication that's foilable like I guess I'm just kind of curious yeah either why both or should both be similar in a way I I'll I'll think the pur of the is sta the ability to you know predict things that are coming up right if if they know what your who your employer is where you might have conflicts they may be able to to to really kind of talk to you ahead of time make sure that you're aware of it maybe make the rest of the commission aware of it um but it doesn't it still it doesn't take away your um it doesn't take away your obligation to still recuse at a meeting um for the purpose of just kind of uh creating a record but I would suggest to all of you that it's still appropriate to you know get on the phone and call staff if you have a concern about um about a conflict I mean often especially if you're not sure or you want to hear somebody else's perspective I mean often we're just kind of working that out before meetings um so that we can make sure that people are comfortable and they they they you know some people just want a second opinion um often somebody's not sure sometimes they think they want to vote but I think it's always a good idea to reach out ahead of time um unless it's just absolutely clear to you um but that way you can that way you can kind of get some advice about it and and maybe have more confidence about it when you get to the meeting great um maybe kind of with that like we have the annual disclosure so that you have at least within a year would there be any expectation or like if things dramatically changed for a commissioner that they should proactively update that yeah we could we could consider some language that just puts that burden if you will on the commission that says if if your condition changes if you say that you're employed by the University of Michigan but you end up being employed by washingon county or something along the lines I'm sure that there's a way that we could sort of I don't want to get too crazy with it yeah but we could put something in there that it doesn't have to be it's only it's not only annual but it's that's intended to be at least a back stop so that yeah again as staff we know that if we get a petition from Thrive that I know that I'm going to reach out reach out let Sarah know that hey we got this application she's probably going to be aware of it but but in the event she's not that gives us the ability to say hey doesn't seem like this is going to be appropriate for you to be involved in that that right okay yeah and I'm just kind of like running through my Planning Commission folder be like what are the tools that we have right now just to see if they're like coverage still applicable or anything has changed so that seems to be the only other kind of form in communication is there anything else we or the public should be aware of relative to some of these notices no I mean I think uh again just to be clear things change and like this has come up this come up particularly with you you might be involved in a project that might be a short term that wasn't on your disclosure before you are not limited to that you know again that's that's more if anything it's helping staff and it's it's planning for conflicts the best we can plan for conflicts but that is not final if it's if it's not on there it doesn't mean that you don't invoke it you still should be invoking those standards on a project by project project decision by decision basis okay I don't know if this is hard sorry I'm just thinking out loud I know you guys are all on go bed I just is uh I just like the the idea that everybody can decide for themselves is there a point that any commissioner can just recuse themselves without any example or intention be like no disclosure necessary well your your rules do allow someone to disclose it there is a conflict um but sometimes it's not um I think if it if disclosure of that conflict would reveal some confidential information um that's not required to be to be placed on the record um and so especially when there's a situation like this I certainly would suggest that you consult us or Brett ahead of time and we can kind of help you work through that um uh but but that has I mean that that has help happened historically in some situations it's never really been a problem um but ultimately because a person kind of discloses it it's I think people respect the fact that it's really for again the Integrity of the body and I guess I would say this too because I think one of the concerns I guess in these questions and I just want to make sure to put this in here is that there is a concern I know about the expertise at the table but there's also this concern about hey we we're just not going to have enough people to vote and ultimately I think that I think that that as long as people are disclosing ahead of time we can cross that bridge when we come to it to some degree but ultimately it should always be or what my suggestion would be is that you always sort of take a conservative approach and if there's a conflict you know that you recuse for the conflict and if there's a problem with the vote we will deal with that sort of secondarily But ultimately it's about the protection of the Integrity of the decision-making um and the decision-making body and so I certainly don't want anyone trying to um uh to to be making a cost benefit analysis or trying to weigh one against the other it's really just you know is there a conflict that I need to step away from that's great I can't worry about kind of what's happening with the fact that there are only three Commissioners left we will we will cross that bridge when we come to it if we come to it which we hopefully will not I can't wait for that project any other questions or comments all right I'm going to read the motion the proposed motion is to postpone bylaws amendments to the November 14th City Planning Commission agenda moved by commissioner s seconded by you can see we're just above a little over 19 million for total expenditures for the district I mean you can see that there's some pots of money of where we're spending it from we spent a lot of federal revenue this year we got a grant from the governor's office for 500 000 so that really helped with our federal revenues foreign so here's how our expenditures are divvied up over our different um Revenue sources so our biggest chunk of money you can see is our maintenance and operation so that comes from our tax base and a little bit comes from the state for state Equalization but the majority of our money comes from maintenance and operations you can see we have a little bit of capital money we have a pretty big slice of the pie for federal money um that is that big because of our Esther money and the grant that we got from the governor's office we did get that Grant from the governor's office this year as well so that'll be nice and we do have some Esser money left so that'll stay big like that but next year after this year after that it'll get considerably smaller because the Esther money has to be spent and the governor's office will no longer have any coveted relief money as well all right so here is where we're spending our money by object code just out of the m o fund our maintenance and operation again that's taxpayer from our tax base most of the money you can see goes to salary and benefits and then a little bit of the money goes to purchase Services which purchase Services mostly is um people like otpt people like speech pathologists and teachers who have retired and come back that's that chunk of the pie that 10 right there so really we're spending a little a little about 11 percent on supplies and one percent on other stuff so that's a good chunk of money that's going directly into the classroom and staff at the at the district so you can see a huge percentage of our budget just goes to pay for staff all right and here is uh you haven't you haven't seen it this way because this is a brand new tool um that school districts have um but this is kind of an idea of what our classroom spending report is going to look like well our classroom spending report is going to look like when it comes out in February from the auditor General's office again you can see that a huge amount of our pie I don't necessarily agree with the colors but you can't change it it's a pre formatted thing but most of our Pie is in classroom you can that's that big piece of the pie student support those are those kind of two lighter purple and instructional support that's a big piece of our pie that's just showing that most of our money is going towards the classroom directly into the classroom and you can see there's small smaller pieces of the pie that we have to have here for to just run the school district and those are those smaller pieces of pie the official classroom spending report will come out in February this is just what we gathered with this tool from our AFR all right are there any questions the official report that the state puts out will be similar to this and it comes out in February correct yep as long as every once in a while you have to make adjustments to the AFR but it'll be very similar to that okay any questions from the board Jennifer no thank you questions okay we're supposed to approve this so we have to have a vote on this can I have a motion to vote on item 3.1 the motion I'll second it all in favor say aye thank you so much all right next item 3.2 recommendation to approve the revision of the instructional time model which we just had a hearing on are there any questions or any concerns about that now that we're voting on that that we need to discuss Jennifer all right can we have a record can we can I have a motion to accept the recommendation to the revised instructional time model that was presented in the public hearing a motion second from check all in favor say aye thank you all right recommendation to approve the early graduation for a high school student Mr Webb thank you the student that you have listed he's actually um was a fifth year senior I wasn't able to finish it in his senior year so he came back to us this year and completed the work that he needed to do and he actually finished it within the first couple weeks of this school year so we're requesting for approval for early graduation for him any questions about that Jennifer all right so we have a motion to can I have a motion to accept this early graduation for the student a motion from Chuck a second marker all in favor say aye thank you all right next item on the agenda is uh call to the public is there anybody here that would like to address the board at this time um don't everybody jump up at once huh all right I'll take that as a no right now next item on the agenda is just an announcement of when our regularly scheduled board meeting will be and that will be November 14th at five o'clock at this at this location the reason we had this board meeting early is so that we could get these reports in on time and take the pressure off of having them done in one day right right so next item we need to have a motion to adjourn I have a motion from Margaret second from check all in favor of adjourning say aye aye aye all right thank you very much this meeting

I think it's around 85 86. right now the ball has been mostly down to my right on the uh Hoppington offensive end of the field it's been over the 50 into Ashland offensive territory once or twice while I was giving the lineups and setting the game up here we're playing um more than the football field we're playing a blue line if you can see it on your TV the white football lines are not relevant to field hockey we have blue on the sidelines blue on the end and the circle area is marked in blue as well Ashland has the ball on the far side and it went out of bounds off of Ashland so uh Hopkinton has a free hit on the sideline on the far side I can't get a number there but the pass back goes to one of her teammates at the 40 pass over to number four here for Hopkinton which is ishac she dribbles the ball forward intercepted by Ashland one of the defensive people but from Ashland Illy hickey looked like was the one that accepted that she passed it over to Ashley Forster it goes back and forth increase interante for uh the hillers and we have number three Peyton Tripp moving the ball up on the sideline on the near side it's intercepted and intercepted Again by Hopkinton and the ball is out of bounds [Music] okay we had an out of bounds Situation off of Ashland so um so Hopkinton had the ball on the sideline it's called the side in on the blue line the ball went out of bounds off the end line off of Hopkinton so Ashland will have a 16-yard hit coming out taking the ball and it's out of bounds taking the ball uh for the clock is was Emma Chapman but the ball was intended for Peyton triplin that went off for a stick out of bounds it'll be a side in for Hopkinton taking that side in will be uh what sound three number four and she doesn't pass the ball she takes it out on her own which is allowed you can pass it or you can self-stat they call it the ball goes over to Midfield it's number 20 on that far side out of bounds 16-yard hit the 16 by the way is the top of the circle if you can see the Blue Line uh this the circle is 16 yards away from each post and there's a straight line at the top which is at the 16.

if you attend four days it's 21.90 if you attend five days it's twenty seven hundred dollars for a half day of Child Care slash instruction for the full Public School calendar year so it's it's beyond reasonable this is a year a year I thought this was a month oh that's full year cost what so that is for then and we want it to be attractive yeah because we need to make sure that we have typical peers to join this program um the I put down adjusted rates there for consideration and those adjusted rates uh are meant to continue to be competitive but also adjusted up to a degree now interestingly other towns I believe that we were kind of the trendsetter in terms of offering this program you know out of the Darcy schools very forward-thinking back in the day um other programs that exist there aren't a lot of other programs like this that exist but like Southington for four days they're charging 26.20 for the year so our rates are not um wildly less than theirs are they are less other some other districts like Simsbury charges 5200 for the year for the five-day program so you know there's I think there's room for us to um make an adjustment in terms of the the cost of this program uh to refresh your memory that that Revenue that we generate from this program goes to the town it doesn't go into our budget but when we present our budget in January we certainly present a revenue component to that that is taken into consideration by the top things that you know like our ECS money for example um is the greatest source of Revenue the educational cost sharing Grant is the greatest source of Revenue to the town related to education this would you be it a small uptick for us in terms of the the adjustment so it's out there for your consideration the the costs Bethany is 32.50 for five days on a three hour program or two and a half I think when you look at the proposal relative to other communities we're in that neighborhood but again we it's priced Dirt Cheap to continue to be enticing for families to enroll uh because it's a program that's plays an important part in the services for the special education in our community I imagine even with this adjustment we will continue to have um a waiting list I think this is I went back I think so yeah uh I'm just thinking like what before care is really why and that's I think three hundred dollars right yeah well used to yeah yeah it's yeah it's way more expensive yeah and that's just for a couple hours before school right before and after care yeah is really almost commensurate with full daycare if you're paying beforehand Aftercare together yeah and this is That's So This is a two and a half hour day program right so this isn't this isn't a full day program correct and that's it's it's like what eight to ten or something or is it is it standing throughout the day or is it we have an AM and p.m okay so uh it's roughly 8 45 to 11 15 or 11 30.

so it's called the 16-yard hit and the team that has the ball or he has the uh the free hit from that point can take it anywhere along the 16 but it has to be straight out from where it went out of bounds shot by Hopkinton and saved by uh husband apparently it was out of bounds first before she hit her pad so it'll be Ashland ball a 16-yard hit a Ticky on the near side trying to get the ball up to trip and accepted I'll do it on three trip the wall stick interference there but it's not called because she maintains possession and the ref finally saw her enough and she calls the ball calls the free hip for the clockers uh Tripp didn't have anybody over there to pass it too and the ball went out of bounds it'll be a a green side in where it went out of bounds okay the defense on the all these free hits has to be five yards away can't move until the ball is moved foot against the clockers that was cats free hit for Hopkinton what the time she took it and we have an obstruction call going against Hopkinton it'll be clock of ball again taken away by Hopkins out of bounds off off the green will be white side in it's actually forced to take in the ball no she set it up for her teammate Haley Ali hickey I think he tries to get it up to uh Haley Katz Katz passes it over to Foster there's a violation against Hopkinton I didn't catch what that was I think it might have been a foot which is called advancing and clockers will get the free hit with violation occurred it's a free hit self-staught by uh a lahalic and she tries to get it into the circle doesn't make it in but it is off of uh Ashland so it'll be a 16-yard hit coming out for Hopkinton oh oh 25 minutes it was off of Hopkinton so it's a 25 yard hit for Ashland and it's a nice play by uh Allen Hallett tries to get it into the circle but she's unable to the 25 yard hit is a there's a situation where the ball is off the defense and it again comes straight out from where it went out of bounds but instead of the 16 it goes to the 25 and the offense gets the ball not the defense same rules apply five yards away for all the defensive players and uh and the offensive as well and we talk about the circle a lot the circle is important because you can't score unless there's some kind of a um a stick touch or shot inside the circle can't be a goal unless it's uh it's shot from or deflected in the circle area so it's important to get it into the circle and then get your shot off clock is a maintaining possession in the circle now the the big thing now is either to score a goal or maybe get a foul called against the uh the defense and then the clock as well that would have a a corner and once that gets set up point out the particulars on how a corner is taken by the offensive team that's Haley Katz with the ball moving it up inside the 30 taken away by Roger santri at the fall called against the clockers it'll be Hopkinton Ball but it has to go back to where the foul occurred which is I don't know if she's got it in the right spot there official will tell her she's at the 50.

so it must be 9 to 11 30 and then uh 12 30 to 3. okay um so it's just looking at that during our children place the other day so I guess I'll um how about at least make a motion so that we can discuss that sound good um move that the uh chess report of Education finance committee moved to the full board for consideration a tuition increase of the um would be the official part-time preschool program okay Park time preschool program um for let's see three days per week an increase from 1635 to 1735 annually um four days a week 21.90 increased to 23.50 annually and five days a week uh 2700 increased to twenty nine hundred dollars annually is there a second we have a second discussion any go ahead you know just a couple questions Jeff um this is going to just pretty much impact the general education peers only so what's because from your standpoint it looks like the smart program subsidizes some of this or so clarify the smarts a Start program is an entirely separate program only for students who have not been identified for special education services through this uh those rates are dictated at the state level on a sliding scale so we are already told what we can chart in a significantly more than this obviously we're Char we're told what the rates are for those we have also secured a grant for that program so the vast majority of all that is paid for Anyway by the state of Connecticut and that is a full day of pre-K yes five days full day I was actually expecting a little higher of an increase in families historically it has been the model for many of other districts and so I feel as though we been generous um yeah I mean like I said when you look at Simsbury they do have a uh well they have a two and a half hour program 51.90 for five days um you know we want to maintain it at a place that we think is enticing I think there's probably room if there was the appetite for that to adjust a little bit higher than where we are now you know um and those funds directly go to the town it doesn't go into payroll correct a question after a committee honestly I thought it would be higher that's okay I think we could certainly I think I think we're being um conservative is is definitely a fair criticism I appreciate that um I mean if uh maybe you guys want to continue discussion and then if you're comfortable to make it amended uh motion it's up to you if you wanted to make a further adjustment there so question go ahead this sort of costs this is not a revenue generators to cover the cost support in a program right so you mentioned waiting list so as soon as a certain number of seats that we can offer yeah and base that number if they're fully populated you're calculated and you know costs a day I'm sorry morning afternoon program staff resources and kind of came up with this number it is that not necessarily I think that would be a logical way to do it um but this was the rates in this were never meant to cover the cost of the program but meant to subsidize the program if we were covering the cost especially given the more intensive special needs that were uh and this it's hard to project because it could be a different population from year over year so you don't always have the same number of identified students who are moving into this program sometimes the needs are more significant sometimes they're less significant so it's not as simple as maybe we could budget for fifth grade based on a lot of historical data we can create numbers here but if we were to ask to pay for the entire thing the numbers would be astronomically higher here we want to um offer this because it it's a benefit for the student who attends uh certainly at this price is a very uh awesome benefit to receive a year of preschool education even at halftime for these rates but it's also you know really a necessity for the special ed program to be able to run so we desperately need the individuals to participate so where do you strike that customer sweet spot I think we're probably to Sam's Point South of where we could be but we don't want to go too far if you end up being north of where you you need to be then you're in trouble so we provide transportation to reasons um not for General and students to participate and this is only since 15 years since the rates uh were changed but in my reading that this will also support those students who turn five so there's a different program that we'll talk about when we do the budget considerations okay but that's certainly relevant in this whole conversation no doubt given the wait list Jeff I've seen the potential for expansion if we're going to increase rates that kind of justifies it too you know so you're saying there's wait list but yet we're not in this in this program because we're we're really offering it to support the special education program expansion would be a consideration if the special education numbers grew significantly and we needed to do that the idea of General Ed preschool expansion is certainly that's a whole nother story that we could also consider when the space is available unfortunately right now we just don't have stores available well that's exactly what I was thinking we're getting a new school soon right so that might you know if we said as a community hey you know what we want to take Darcy which would still need a whole lot of work and dedicate that as preschool space that would be a substantial investment for the community but it's a consideration um I think when I heard expansions more thinking if there was additional if there's going to be additional space sure that's cool you over Norton if that came because I thought we were taking Darcy offline so yeah right we are yeah we are in terms of the additional space that the North End school right now because we design it based on 10-year enrollment uh study that was done I can't foresee additional space being available yeah because we build it specifically to the max of that 10-year window and there's not a lot of variability in that 10-year window so you're going to fill it but at some point maybe after that or something crazy happens there there could be space available and also you know the the yeah again going back to my surprise when I was like oh that's an annual yeah right a monthly shock number yeah um and so uh a number of the students are Grant funded right only special education items are paid for by us right so if you consider it like you've got um different houses here one house is the intensified um and then the other is the Smart Start in terms of our Pre-K services so the Intensive Ed piece is only students that were identified and they have two half day sessions um and they have general education peers that join them in those that's what we're talking about here in this case right then we have the Smart Start group which people enter we basically have a lottery for people for two sections of additional Pre-K class so that's full day five days a week that's all the grant funded Staffing we still collect revenue on that um that comes through Smart Start that's a whole different program okay not related to this program we also it's because there's so many things going on up there there's a birth to three program those kids don't ever really come into the building we go to the home we provide services we build the state for that service we also have kindergarten so there's a lot going on up there so we have a kindergarten for kids that have matriculated age-wise out of these programs and into uh the five-year-old level program which you know we'll talk a little bit about the budget considerations too so those those are the two separate and how they're funded uh preschool programs and then even like you said the kindergarten program so I I guess what else uh thinking was is this uh program used as a match for any of those other Grant programs it's like the so you're saying you know this is a sub subsidized cost so it's the remaining or that cost applied to a match for those grants so the remainder is 100 grants only the Smart Start is the grant funded one for this program here um the only way you know sort of Revenue Source beyond our operating budget that would be applicable here is idea grant funding the special ed Grant fund ing okay so the sub so the the non we have to run this program right we have to run this we have to provide these special added Services we Cheshire Public Schools provides this in-house um it's cheaper more efficient and better for the kids generally speaking and so there's a cost to that right there would have been a cost if we out that's a normal budget line on it yeah exactly already baked into ours right so like it's not a it's not like a 70 30 grand we have to kick in 30 this is our there's no grant for this okay at all we operate this is a program that we just normally have correct and this is a tuition that we charge for yeah that we entice um you know model peers or or other peers to come in so the program is successful yeah right as intended yeah okay and I don't know if it came up but it's for every special ed student the goal is to have one General ed student so if there's a class of 10 you know total students five might be special ed and five might be Pre-K General ed students that would pay this rate and then Smart Start just to clarify there's two classrooms of Smart Start and act I think every week 16 18 and 16 yeah to 18.

okay free hit green 50. and that's an aerial pass attempted that's legal and it gets through the defense and number 14 for Hopkins intake uh Wiley Chapman she got the ball and got I'm sorry that's not Wiley Chapman that's 14 for the clock for the healers that would follow and she got a shot off but it missed the net went out of bounds there was a clock or ball at the 16. another shot that wouldn't count unless it was deflected in the circle Say by houseman hopping to maintain some possession it is intercepted over there by single digit clocker number six Ayla Hallett another save by houseman and the clock is trying to move the ball down to our left and get it out of the defensive end and get some chances on their offensive end uh violation there must have hit a foot which is illegal and it's a Hopping and free hit again just outside the 40-yard line she drives the ball gets through to a green it's in the circle violation on the green ball comes out to the 16.

outside cost because if I were a parent of one of those regular ed students saying that might pay the fee do I have to pay any like lunch supplement or anything like um no I don't think the kids don't they transport their own transport their trials there's no lunch because they might have a snack but yeah there are nothing that comes to mind that's like of any you know significant relatives or anything like that I'm comfortable with the increase I mean I'd like to see us revisit it once the new schools are open and maybe the potential of the expansion and I did and so forth but right now it's a generous increase well it's funny because we've never looked at it right and so I I think you know we're making this adjustment um and certainly we will put it in our particular file and commit to when we come back here next year what happened I don't I don't think we're gonna see changes in numbers to be honest especially with our growing enrollment yeah but we'll say hey what happened you know is there a room for another small adjustment up or not at that point when does it take effect though this would uh be for the beginning of the 25 four five four five school year next so July one still have plenty of time for messaging actually you know what we can't we um I had I excuse me I had um uh Kim kind of put things on hold so that we could implement it this year if we chose to do that um it is like I said it's pretty nominal increase and this isn't it's not a mandated program they don't have to so that and it's not you don't look at these numbers and go oh my God these are we're doubling at last year's cost I can't afford to do this so we we can't Implement that right now as soon as the board meets on uh what is it the 16th I think 18th I just wonder how disruptive it would be since families this hasn't been publicized and we did put on the website that you know the the rates are under review and when we published uh later this month so what's been charged so so no enough to have a bill yet um this is now I'm getting myself yeah I think Kim had a this is notified of state by October first so this is right yeah so this is yeah we have to notify the state for next year got it so thank you below so you mentioned websites uh has information in the review that that the parents with kids currently program get notifications on their review I'm just curious so this this group would matriculate um to kindergarten next year so the kids that are in now wouldn't necessarily feel that thank you but the monthly charge being calculated by eight months 10 typically right 10 10.
