chair tonight chair this is a straight this straight forward petition is to annex it is to annex and Zone a single piece at 2705 Newport Road it is the Erb downward Picazo annexation and zoning is a 1.1 acre 1.2 acre parcel from Ann Arbor township annexed into the city to be or petition to be zoned r1 a single-family zoning district this is at the request of the property owner and they're requesting it to be able to connect to city utilities there well has failed staff is recommending approval all right now we'll open the public hearing if anyone would like to address the commission okay well close the public hearing and I read the motion and then yes okay the motion is this the Ann Arbor City Planning Commission hereby recommends that the mayor and city council approved the herb downward Picazo annexation and r1a single-family dwelling district zoning at 2705 newport road was the Commissioner move that moved by Commissioner Ackerman seconded by Commissioner Soave we are open for discussion all right I think we're ready for a vote then all in favor of the motion as read please say yes yes yes that's everybody okay next item is we make sure I have these in the right order yes it is a petition to amend chapter 20 or chapter 55 the unified development code for city council approval to allow restaurant bar and food service use in the office Oh zoning districts under certain conditions thank you as you mentioned this is an amendment to chapter 55 section 515 and 516 to allow restaurant bar and food service in the office district the amendment the amendments are proposed to allow these under certain conditions such as when there is already a large office building a little bit of background the office district currently allows traditional office uses including financial services banks general offices medical dental they also as a little laundry list of a variety of other uses that are permitted such as all forms of residential some public institutional uses childcare centers education schools hotels a few things are allowed by special exception use under the heading of incidental services which are accessory to a principal use you can have things like a cafeteria so there's a there's a small element currently of restaurant II type use but that would be within the main building and not generally intended for the public it would just be for as incidental to that employment use the proposed amendments would allow and regulate restaurant bars and food services in the office district the first amendment the first thing to amend would be section 5.5 table 5-15 with a small amendment we'd be adding a P to the O column for the restaurant bar and food service row if you can see this screen I am pointing to it right here and it is circled in the staff report second amendment would be then to add some use specific standards to section 516 3l on the screen here the first standard for one in the c1 district is not repeated on the screen but is in the staff report but for the O district we would add this new language shown by underline and in summary the criteria would be restaurants would be allowed if it's a four acre parcel or more if there is a 10,000 square foot I'm sorry 100,000 square foot building or larger the driveway for the restaurant must be shared with the office use and it we're clarifying that it can be internal to the building or it can be a free-standing restaurant we have done some analysis we found that there's about three hundred and seventy-three acres of land zoned office about two hundred and eighty parcels the average parcel size is just more than an acre there are about twenty percent of them are more than two acres just 1% are more than ten acres under the proposed use of specific standards there will be three addresses that would be eligible for restaurants 7 7 7 East Eisenhower 789 East Eisenhower and 27:23 South State Street they are here 2773 south state 7 7 7 Eisenhower and 789 Eisenhower in the funfact category wolverine tower would also qualify but it is owned by the university of michigan and some of these acres and parcels are land that is zoned off you'll find it in the office district but it is owned by the University we've been a little bit slower in rezoning land to PL upon when upon acquisition by U of M but this the specific standards were set to try to capture office developments having about more than 500 people these are considered large and we felt that that is the size that could help support a full service restaurant without generating more vehicle trips and although modest these amendments would broaden the permitted uses of the OU district to further activate what is now a limited use district this would benefit both the employees and occupants the daytime occupants of that district but as well as the as the city this would be furthering our goals towards providing a more active vibrant mixed-use community and staff is recommending approval and I'm here to answer any questions thank you very much we will now open this up for a public hearing if you'd like to address the Commission feel free to step forward yes David deep ice again um a couple things were nagging at me about this proposal and lot has to do with some of the definitions of what's going on one that wasn't a definition was kind of bothered me that we're sort of creating a zone I was only benefiting currently two large landowners and that to me seems a little bit like spot zoning through the backdoor so I'm not sure what you guys think of that I'd love to hear your conversation with this you start discussing it but that did bother me a little bit the second is the idea of I think the zoning calls for a shared parking lot and shared is not defined in the ordinance my thinking is okay could you have a separate standalone restaurant with its own parking lot and an office with its own parking lot and just the owner of the property say well you can park anywhere does that mean that both those Lots are shared parking lots are we talking about you expect a continuous contiguous parking lot to be shared by both entities and the third thing was there's no definition on how many restaurants would be allowed on this and I don't know how the area height and placement rules are fit into this but I can see if you had a large frontage and the office building was farther in the back maybe you could put two or three restaurants up near the front and is that something we really want and I guess my final question would be you know aggregation of office properties you know you have a couple one and a half office zone properties and somebody buys out three of them puts up enough office space are they in there going to be able to you know put a couple restaurants up in the front or wherever they want so hopefully our some of that discussion answers to some of this when you talk about it see what your thoughts are so thank you thank you there anyone else would like to address the Commission on this item okay then I'll close the public hearing and read the motion hmm the Ann Arbor City Planning Commission hereby recommends that the mayor and city council approved the amendments to chapter 55 unified development code sections 5 : 15 and 5 : 16 to allow restaurant bar and food service use in the Oh office district and provide youth specific standards can I have a Commissioner move this please commissioner so they seconded by Commissioner Wetherby commissioner thank you madam chair and thank you to staff for preparing this my questions and concerns are pretty mirrored from the public hearing I appreciate the idea of being able to include restaurants bars and food service in the office district I think it serves a few core functions that you know one it's reducing vehicle trips mid day as people who work in the offices have the opportunity to eat local or in the immediate area and into it it just creates more walkable opportunity and what would otherwise be you know fairly bare in office space so so I appreciate that and and then third I think these large lay office buildings are going through some pretty interesting market dynamics that as open office spaces become more popular as people work from home more and more just the amount of office space that companies and organizations need is just reduced and so I think a lot of these office buildings are having a hard time filling up and finding tenants and the ability to stay flexible to provide you know valuable land is of interest to me I did agree that the idea of creating a zoning ordinance citywide that really does only a small number of landlords and properties did feel a little off to me and there may be opportunity to see some of that benefit in other areas there are a lot of office complexes throughout town they could see just as much benefit however any single building doesn't reach that hundred thousand square foot requirement nor is any parcel individual parcel four acres and so I put a question out to the Commission to see what people's interest is you know in talking to staff one idea would be allowing for restaurant bar food services to be a percentage of square foot of an office building and the reason that that alternative resonated with me was one we have precedent so if you think about our light industrial zoning district you know 10% can be used as retail so there's some precedent of structuring our zoning ordinance in that way but also you know as you increase the size of the office you presumably also increase the number of employees which means that you can likely fill a larger restaurant without having to increase your parking requirement or increase the traffic trips in and out of the property similarly as you reduce the size of the office you one you reduce the likelihood that those earlier factors will be accomplished but also just as building code comes into play eventually you probably size yourself out of a usable restaurant space and our smaller office spaces may become irrelevant which may be appropriate so I just wanted to pose that as an idea something i discussed with mr.

yes so one of the things that correct Glatt instruction asks for is the salaries from one year to the next relation tell the difference we had given you 19 to 20 and now if I'm back to 16 that so each year is a different color the current year is not highlighted as the last page the last but if you are you to be looking at finance let's just pick nine union wages that is because last year was over budget for the people that we were paying then we hired a really cool finance director and paid extra and hired a senior accountants and paid less than the last person so that one's a little up and down of of other things as well you can all kind of stock it let's just dumb down man can we just literally walk from last year's to this year's and how that frequent 4% makes that up yes that's it okay I got the wrong good take a look at the very last page without highlighting that's 19 to 20 as I'm looking at finance not you finance non-union that there was 224 in last year's budget when I took the two people that were here last year it showed that that said that budget was [Music] see the numbers yeah I've seen right so that that actual should be somewhere around 198,000 then take the two and a half percent on 198 the accrual adjustment the change in the personnel that I'm being paid more than Kimberly was paid kevin is being paid less than Dina was paid that's how we get to the the current year budget and the approval of judgment happens after know there's a cruel adjustment is just an accounting journal entry that we had the schedule the other day and maybe well for the system that one extra G hinges okay yep that but nobody gets paid any more than their normal salary people don't even know that it's happening the accrual judgment was nine tenths of a percent that that when I look over to the side I look at the accrual in it looked like it was 0.09 on the one below because that would be two point nine plus two point five you're up three point five see this little point five four is just I'm gonna paid more it's more into an effort it's not just the one line is down every department three nine five four shows of the wand so that's one question not just a one specific line so why don't we go to finance salary union union wages so can we please see how you have the 2.5 percent standard increases that we do have a similar thing with that to show what the cool adjustment increases by percentage because there they seem to vary hey so if I were to take my hat cake in it which is how I knew that the selectmen was one day instead of two if I take the accrual adjustment divided by four that it was 70% seven six percent so if we scroll all the way to the bottom of that page page 20 right now page 20 your toaster should be point six nine I know you are cool but not everyone not everything is accrued that for example so these are all nice and consistent with when there's a rules but we have things like a hundred thousand dollars of a hundred thousand dollars of money that we pay for stipends to fund firefighters that doesn't get an accrual adjustment because it's paid once a year so we don't have the two day issue we have money that we paid monthly to some of the departments and let's say the firefighters thirty six thousand that doesn't get an accrual adjustment so the one at the bottom of the page is less than if you were to calculate at one line the time does that make sense so to double-check it I had taken off to the side and done done this calculation all the way through to make sure it was all about seventy six not seventy eight make sure it was all about the same percentage and that's where I noticed that on the selectmen Department I had an error and I improved one day instead of two Jessica that much son I see Ricky's point I just did it I don't come up to 3.5 to work I come up with a lower note if you take your just go to finance your new wages of your paper it's 25 17 plus the 794 / 143 four it doesn't come up to three point five four percent it comes up the 3.000 sums what are we doing it [Music] I got 3.54 if I take this year this year's number here and divide it by last year's number here and subtract one as it would be a hundred in something I get three point five four [Music] so the budget too high too low is also factored into the entry point for that yeah crap because I'm changing budget over budget and this number Oh because I'm just taking a final budget to last year's final budget that down but the question is is the how do you get to them how do you say this buddy you said the 2019 budget was a biscuit $3 so if we wanted to we could adjust last year's budget but I just I just did it based on the approved by staking out the over tooth budget so that's included on 2 1 2 3 4 5 4 but we're saying that that conveniently worked out for all those departments that showed up at 3.5 for I saw it like 10 or 15 times yeah so I think what happened in last year's budget was there may have been one version of the night wasn't here so I don't know for sure but I think there might have been one version of the budget that had one salary increase and then a different salary increase was approved and it wasn't corrected all the way back so which would mean that they need a clock by the same amount that's like an additional quarter of a percent are you chasing beer here are you chasing principal you chasin dollars what's this trying to make sense of it there's nothing it doesn't if you take the one on three nine eight eight in the finance department request and divide it by 100 four three four you get three point five four so the budget was that the budget was too high many spots by about a quarter of a percent correct so if I take that budget adjustment here up on the screen and divide it by last year's budget it's a quarter of a percent for the selectmen it's 0.24 for the Board of Selectmen it's point two four four John it's point two four for a union wages so that's why my guess is that there was one percent of one particular percent that was more cruel was done incorrectly or something then that that maybe you talked about increasing it by two and a half percent and then the final budget was two and a quarter percent [Music] and that's why they're all the budget adjustment is a similar amount for all of them okay so we can adjust the budget and I just wanted to make sense again I mean I I get it now but it just looks like we're giving three and a half percent increase is what India would be no it's really not that high that was point why is it showing so high when we're only giving two and a half only but we are we're given two and a half but the percent is higher yeah and that's what this won't schedule is for is to show a year-over-year you can see down at the bottom what person what each of the percents are made up of so that we started and the budget was off by 0.36 percent and again I think just going through the salaries and who I think might have been here at the time that was the air in the budget that this is the two and a half percent increase it's not two and a half because some place places like the siphons don't get two and a half and that's just a big number that affects it the accrual adjustment is here that not everyone gets an accrual adjustment there was an extra increase for some of the SDA people plus the police I counted out the number of police and went through this year I did back years I kind of guessed but this year that it's steps that the police the first five years they get step increases change in personnel you're paying me higher beautiful though you're paying Kimberly you're paying Dena lower than what you're paying Betsy so that's the net difference there change in the hours that some people are asking for more library for example are asking for more hours new positions that's this figure so those are how we tried to explain why it's more than two and a half percent of the increase No yes we go to 13 Piper did you have they give it actually so Steven colic I think prison to a PDF and I see evolution so the 32,000 that was too hot budgeted this part of the this part of the expected most of that is in my department so I don't know if she wanted to raise and put in the budget I don't know what that was but most of it was my was either it was Kevin and my position but that will repel it was before yes she had planned to hide under Sorna that's why we could feel Marshall salary in last year yeah she had 30,000 innocent so much we decided on fire so we stayed under budget and it's who got Washington but we use that all up Marshall salary [Music] no it's not I get it now it's just it was very no it's a good question because people aren't gonna question is say you said you're giving two and a half this looks like it yeah I mean I understand the accrual on top of it it just looks a little too cream and everything this to fill my informed accrual doesn't it plus the increase got less than 2.5 we're doing math who got less than 2.5 yen after in the race in the race though the stipends did not get 2.5 okay that that's I think that some of the the [Music] the clerk's to the board's didn't get increases I think those are separate separates salary schedule if you have a list that's fine if you die just because the overalls 2.40 so no just to do the math the back check map that's all yeah the biggest one is is the statement and the firefighters I know answers all good it's just the back back of my throat so it was it didn't have answers when you first brought up the question which is we finished in about 30 minutes now this is awesome thanks for putting in that extra effort to actually walk through every salaries any questions all right no you not understand it but we got to be careful on though it's going forward is the change in IRS keep creeping up these numbers keep them bigger and bigger and there's change in ours changing positions and everything else so it's not necessarily a race but the salary overall grows bigger than 2.5 the salaries growing much bigger than 2.5 in the overall growth range so whether we classify as a 2.5 range it's a position change and different things of course growing greater than 2.5 over all right so this week this is where we gotta watch this year on here because this has been growing and I think that if you really look at the totals of the labor it's gone up quite a bit in the last few years more than 2.5 percent I can tell you it's probably going up closer here it's at the bottom of that schedule year over year that yeah 4.2% right yeah the way the budget is now this year has gone up 1.5 percent last year went up 1.4 percent the year before went up one point two eight percent the year before went up one point six oh five percent and that's as far back as we go [Music] but one of the reasons you see these salaries going up remember we went from giving a fireman a tax abatement yes which you didn't really see to getting them it's not thousand but that's there's still bigger numbers you jumped in that that 150 yeah I agree with you absolutely agree with that yes we made a conscious decision to do that yes you know like we made a conscious decision to give doc radius of 8,000 we hired a purchasing agent for 85,000 so you know if you take things that we actually agreed upon and take them out you don't see so many more than others saying we're growing yeah that's all I'm saying is we got to keep an eye on the ring we didn't talk about it what I'm saying is each year we give a little bit more and before you know it we're bigger than maybe I don't want you to hear that song watch it very carefully okay ask the question on overtime wages yes a majority of them based on your presentation appeared to Mona just a single employees they're gonna be a number one you know what's driving the overtime is it because we're accelerating the timing of the audit and then B is this employee going to then expect this overtime going forward and is it going to be in the norm if so should we adjust that to reposition so that right so we're going to eventually need to adjust it to a salary position might giving you the allocations that we have I forgot what percent of the Board of Ed is accounting staff and and of this other talents like 2/3 of what they're the hours they have so eventually we are going to have to that right now we're working to try and allocate the work on all the different positions to make everybody successful and equally productive and we're also trying to catch up on some things that but even when we catch up we're going to be we're going to be tight so I don't want they want to I don't want talk about personnel things here but they want to make sure that we're hitting on all the Pistons and we've got it arranged nicely and we figure out what we have before we say we need a new position because that just more prudent so we've got art one of our clerks is well over qualified for the position is Poland systems together that there's a lot of things that should be done in the finance office we're trying to pull in all the insurances are done through the finance office that there's no system for that that the bonding needs all be done that were switching to all 100% pio system so that's what a lot of the overtime for that one is Kevin and and Jerry and I are all working overtime as well but you don't see that in here and so we'll all still have to be working overtime but not as much but I want to get the the I'm gonna be doing another session so it's more to ensure the cleanup is complete from prior years and and but even even if it's clean and running smoothly there's a lot work that we should be doing in there we're not doing anything like internal audit things that we're not doing all the things that says that was supposed to be doing in the Charter for example we're supposed to be getting the what's about the gas station recedes and we're supposed to be auditing those every month we haven't even gotten to that yet but so there's a lot of things that that we should be doing so I don't expect it to go down I don't want to ask for a new person until we have it smooth [Music] so we move on from finance the assessor's office it's like the 13.9% union is that yeah this is where you know we talked about he negotiated with the unions and the jobs that will most merge and if we wait the arbitration our town attorney said these jobs are what's exactly the same how they're actually being performed if it does what so if you go to arbitration you're going to lose so we're trying to bring up seven positions up about seven thousand dollars I'm going to arbitration that's between six five and ten thousand dollars a day and those can easily go for three days so it's the same for the tax collector's office yeah there's there's in the tax code other than our presentation yes and then steps to as well there's certain steps they don't have Stefano I think you're a dollar more per hour if they get certified and that was the case with one person and the tax collector's office and in the assessor's office again on the page sixteen that we also had five thousand dollar discrepancy in salaries something I don't know what that was bus so he's this is Union we talked about we have contracts with these unions do they two years three years so we'll be paying after this like usually three or four year contracts so where do we add on a percentage of it what you're in contract to me and on some of these are one of the percent of this year for the big one the CSEA it's two and a half percent yeah except for these about seven positions everyone else is getting into a half percent raise except for these people a couple people if you become certified you get one dollar more an hour and that's about five percent twenty that's really something about an hour well you thought that was worthwhile because we want people to be certified inside Ironman just was curious of what liability at ahead that's on so next year we start the cycle over we've done the police we've done the CSEA so make sure we start the cycle over there before your contract I think it's police and Highway next Janet sir anything in the operating of the Assessors the border of Assessment Appeals tax collector we just mentioned that the big thing immunity wages is simply will be expected there [Music] can any one of those [Music] and the postage is just moving in what we discuss for adjustment this is a different postage she's always had postage in her but some of it might have gone under software because she pays into quality data who sends out bulk mailings and so I think the Assessor and the tax collector both have postage lines that they've always had in their budget but not our same postage thing but they have bulk mailings that they send out and that's why they have it xs/s for the assessor's office only went up 6% why are you looking so Viet assessor's office send me some dog they're posted percentage Allah would have 6% of our hands but this is just because they have a position probably UNC notices partly the software so part of this yes and the post [Music] but the software just began so some of their postage came out of this software fine softer thank you I can check on that [Music] apartment specific outside service lines in it so wait that's some independent contractors of its professional services and there's two that are Department specific professional services or outside services and the department specific supplies and they're pulled out separate in the uniform chart of accounts there it's kind of following that but the difference is if it's something that nobody else is going to use that we couldn't get any economies of scale that's how we kind of described it to them that it would be departments specific but if it supplies that we could look at and try to manage into interdepartmental II then we wanted in that other line office supplies or professional services so for them Department specific outside services are this chat some of it is the Assessor does audits so if there's personal property like in a Costco we hire a company to go in and order what they're telling us that the ice makers they have on a slicing machine we cut them back last year we're trying to bring it up a little bit this year and it keeps people honest [Music] it is some upgrades to the vault that security for the office that that there they have a lot of cash in there or sometimes they don't people might think they have a lot of cash in there and so they wanted to do some security upgrades so people can't walk through from that right now they can walk through from the town clerk's public space through the vault through the assessor into the tax collectors office without any without any heart stops and also in the assessor's office there is no if somebody wants to go behind the counter they can just walk behind the counter it's just a floppy game and the collectors we have a little do you press a button at least to get through so they wanted to upgrade that I think that's reasonable and also our collector what are we thinking the software is off by 2000 that it moved from software closely um a knife in it could have had that could be the Assessor that was telling me that that so that's one I'm kind of sure I don't think it's off I think it's just I don't have a good memory of what exactly that so we'll check tomorrow come back the tax Koster yeah tax collector postage for sure [Music] if we feel that it's enough to hold things up at the end of our discussion so beautiful dog that's small dollars instead of nice you a chart for HR department we have a lot of the actuarial services and HR attorney in pension consulting or have you this is a big part of this increase here any further discussion on that one yep I see is there something in IT communications were sound on them there was an email I think the jerk copied on that we had cut the 7,000 out of there for the video system because when we're there were paying seven thousand or so video system when we're here it's free why don't we use the free one over there we got a little bit of an uproar on that that because I didn't realize it's more complicated AG land use that system comes with some cool features four minutes and agendas right now we have three different systems that we use for minutes and agendas at the town and one system at the Board of Ed so for the town wide we have four different systems we met we've met twice so far that last week and then and then this week and Eric from the Board of Ed is taking the lead on this and just looking through the steve has given them the charge could we narrow it down to one system and if so what would be the best system and clean up the our website so that you can find everything in one place so all the parties have met twice IT the three it2 on our site and Eric from the Board of Ed are looking at two different systems to come back as a recommendation somebody is going to have to do something new and different so somebody's not gonna be happy but we don't know who yet we can work our way through that one of them will probably end up with two systems because we have a system called decode that Ginny whenever we do ordinance changes or updates they keep track of it and the most important thing they do is they keep all the minutes all the port the town meetings and everything and they keep track of it going back forever if there's ever a question the other one systems are really meant for meetings like this here's your minutes here's your video put it on here's your agenda so am I we might so we're still looking at it but we think we'll end up with so do we need these 7,000 after all for nothing leave it out um we probably won't we'll need it for one system or another can you manage $7,000 somewhere do you have that back in oh no I can find $7,000 once we get the recycle so you want to put that back in for now I guess you right back there 695 let's see where we end up that's out that email right but we actually needed that that that we're still working through anything else on IT town clerk not for discussion with the town clerk there's everyone okay we are going on yeah the Registrar are we covered for one there one referendum a referendum possibly two primaries and an election we should that's the timeline that's proposed terribly became so much make sure that we hadn't 170 Reverend and they have fun also calculated out there's a president of a primary possible and less German she we did it together where we have to Anna last year really historically I think mentally they are together the sort that we do it together for the difference one is a 10 day notice that's what we have to get the Capitals hear it pop on council by Friday notice the Town Meeting Sookie week or suggest date so recovered for M&E yeah there go there come along with that you know we have two referendums for the budget I'm sorry I keep anything increase for horses as a whole for $4,000 last year they didn't have a lot of categories and so we were just trying to reallocate the best we could that so if you look at last year the total was thirty thousand and then the total this year is thirty two thousand so it went up about $1,900 that and then I just tried to guess a little bit about what because a lot of their expenses in the original budget were combined in the seventy two thousand that says seasonal sporadically just last year that was called election expense and that had wages and it had salaries in it and so we were just trying to reallocate that as close as I could that so I wouldn't hang my hat that forms some printing 100% what is supporting schedule so there's there's a method to the balance per the forum post of you know this one and you it have you hit earth with small dollars their software is going up and summit is obviously some of that is because it was allocated in the past to different departments of different sections of land use and they tried to simplify it this year so that all the software goes to land use there is a small increase because we switched programs this year as well - building our insurance that is a cost that we get at the fees in an advance from kurma of a pathologist and it cost so that's what came from fidelity bonds and errors and omissions both are included in the municipal package we have errors and missions as is included in Stata to the bottom we haven't had any actual expenses to that and then the fidelity bonds are our an employee dishonesty in terms we would we would cover that if they need help for these new abilities coming in that it looks like some of yours when we put them on in forget probably is fact they don't get a son I'm gonna be from the outside there's two pipes outside among the set of sauce in it is affecting it there also may be charges that yeah very very complexly Branston he's gonna have very blessed salud hire somebody plans to do that Aaron reality alright conservation condition that actually went down a little bit it's engineer economical small entry stairs you needed all of it the decrease new stages has to do when the person in a long time a person is gone and a new person it's calling a little bit of cookie are nsns training reading leather shoes exercise regional on patrol we had a meeting this week we have not really gotten any increases five years and the Regional Animal Control is you know the flow field Bridgewater Roxbury and they're supposed to have its curves three-man justice reporter to see partner GT contracts degrees maybe some agreements but they just hung up because they had senses you'll be spelled in five years and they probably should have been employs a little bit at a race every year [Music] yes employee benefits so then we wanted with halters enemy yes so the one thing that was added to the budget is and there's been another finalist Angela needing an analysis and bedycasa said that a possibility that we switch right now I want any more sick days a year and that's twice what yeah apparently then we might not be denying that that went in because we were previously doing something funky with trying self and insure our short-term disability says let me get it straight we pay you to work and if you do work they pay extra for we're working because in a sense again and after one day the same about his years so it was his real problem is chronic so we switch to the 24 days right so this is it this is what we're looking at we don't have any boys do that now so he's doing an analysis of who's taking it was not we should do it with our non-union people beautiful are we bringing it into Union people and battle today benefit little just wish there some sort of that ecosystem I know we need a firm to enter Street Ebola it's a people that don't take a lot of days has been out of it and the people that are sick a lot and the Minnesota looking at we've just talked preliminary with short-term disability people that would be used under long-term disability and maybe the snow noth-nothing affinity yet we just want to research it and on health insurance through our unity contact they are going from paying the individuals who are paying eighty percent enantiomers the first that's reflected in this we're also nice ways to go over 70 it's not humanly your own fan plan costs out of 2300 swap hours so 100 tell me this question for the teacher so it is the right object the desires of the five digit number button either right the right work this is all totaling up to general government that and so we can put a hex one but I like this and if we bear it in employee benefits people forget and suspicions oh yeah it's like a penis when you do have young children it's great [Music] else [Music] safely so he in which they are in agreement on the portal got a table negative we don't know where it's gonna crack a little bit and it's we could have a system or but I don't want to pinch Police Department and that's what we're gonna plant questions about holiday pay looks like anyway absolutely gonna come in the end stage really work on but I was weaker than last year it is said you went directly that holidays let us take 90 percent of his attack elation 85mm about the percent of Jays calculation and in this year instead of doing that we are taking as negative contingency with women include holiday pay so last year it was directly against holiday Palin in this year's town that [Music] so they're getting that 22.5% an increase but the beginning but if it was was not correct that that the it was too high but it's just a stand-in for the sixty-two dollars any other please centerfire their sentiment about the coming here swear if it so right here that when I mean he did the additional appropriation in this year we did two rows so we did at 35,000 we didn't have looking at maybe between the departments or those medical things and they divided it so they do have their extra 35,000 in there and then a current status quo budget that they started with 223 and as their original budget their portion of the physicals 24,000 so the adjusted budget is for this year it's 347 and 635 and then the other 11,000 went to here to can Underwood so we changed there that's the difference between their original budget and their final voyages just an allocation of authority have a tender star citizen in there I guess without seeing the actors you know this is I said can it on so we could review theirs and we were comfortable with it it isn't laid out the way ours is but it's pretty easy to understand Center company did not happen in a minimal format that would make sense they told us so Marsha and her team I'm going to go over there so starting July 1st they're gonna do their allocations and their spending it's more closely matched to town going forward so we get budgets versus actuals so so they're the same category says their as their budget and just help them with their QuickBooks [Music] and alert fire actually experiencing a decrease by a combined let's taste a bit yes so number based on number of [Music] we could have actual numbers these are estimated numbers it's for the calendar year 2018 and so that's what we pay them in July but they point out to me that the agreement says that they don't have to give them to us to April 15th and so those are only estimated numbers that could be maybe change that agreement so we get them in time for the budget they're pretty close I know both companies have had new members join but I'm guessing that if they didn't join my time July 1st of last year they wouldn't qualify this year I thought right around this time you'd be handed a mafioso style in with the head count in there right around this time that's right come on and then the other one we would send it over we know all I know it it may not been April fifties but it's that might be a different deadline I'm thinking but it's it week we don't have it yet and we couldn't get it in time for this budget even though it's all based on the calendar year version two medical services that 3:30 should accommodate for the additional personality I was comfortable with the way they presented that budget they did a really good job on it they were very clear you know it's a goodly increase yeah when they did their abuse intention they broke it out right but I do see that here because we don't have the coefficients and we have some we couldn't have copies of the presentations to refer back to open anything except for last Thursday but I'm getting those from Thursday but yet that we can put them in here but they're also part of the center where they're going to allocate it in QuickBooks will get budget actuals yeah but that's it's much easier to see it let's see your minds change especially if they do it let's understand what fire marshal yep that's reflected in the I was impressed with his this presentation is very thorough so that's great and we were just paying Dave's salary doesn't have any benefits doesn't have retirement as a part-time so it's just this and then if we were if limited revenue that's where fire marshal fees should be ready to be able to see kind of what Soph says yeah we have about 28,000 year-to-date actually collected about 38,000 bill so we'll end up the year somewhere between I think 42 and 15 so offset a significant portion and he's trying to divide it out the revenues between inspections and permits because inspections should be year over year and permits should be one offset there should be some every year but it's a different place every year it does cover so you need to get portions of salaries that's very all right their questions comments or concerns our fire marshal civil defense we're gonna get boys for that soon and it went up last year it's consistent this year so that it consists of things that we can't budget for things that they just don't know this is how its explained to me that Jason the fire marshal and Jay the police chief are in charge of that while the the actual head is on leave or something to that but those are things that we can't budget for that that we just need that this year it was renting a generator for the school shelter other years it's been extra combs and things that were maybe the storm that food for when they're there working all the hours to clear the roads that's what Wayne gravis is out yeah he's out on a physical disability right now so J and J are filling in as deputy emergency management director highway department any items of concern there there's still a hot tree removal to do yeah well Santa Psaltis now Penn Ralph made a very good case to Marcia and I and the Board of Selectmen that he needs to take down more trees that are dangerous in this town right away and what that appoints a liability you covered that in our meeting it isn't you did anything else and wants to chat about there facilities not really much to talk about there recycling recycling okay we'd gotten a bill from New Milford for recycling that went up almost 100% and I wasn't happy with that I think I told you they wanted to advertise the land and everything so I called uh dan Rosenthal over in Newtown he he wants to open up on Mondays fee for recycling last year didn't offer us $30,000 they 143 666 is Jail so I struck a deal this afternoon around 5:30 with Dan Rosenthal that we would pay him $20,000 residents will have the same permit fee ten dollars and they can go there six days a week and then pay the same thing you pay if you bring your fridge 25 dollars for your TV you pay whatever we're just I just need to double check the agreement that we have with New Milford and see what the kids if there's a cancellation period and then we'll cancel it right and then just say thank you very much but we found a better deal so we feel comfortable taking it down another time yeah I think we'll be able to make yeah and you know the distances to Newtown versus the Milford it's about the same distance from us residents [Music] so taking it down another town well we threw out 30 now which is where we have been in the past yeah New Bedford wandered 43 I left it at 30 while I negotiated with dan dan done agreed today at 5:35 that we make it 20 I think so we'll double-check let's do it utilities one of the change in sign utilities between the original budget and the final budget as we moved for some reason Parks and Rec was paying their own utilities that and they it's really the finance department and the purchasing agent that reviews the bills and things so it didn't make sense for them to be doing their separately the only other ones that pay their own utilities bored of it and library which are treated separately as we know so that's one of them and yeah the you to the rate we have locked in for the cost of electricity is still good through November of next year but cover source transmission is going up a little bit but most of this increases for moving parts and recs over into the unified bill and he got side utilities the health department increase looks like it's all Senior Center four thousand dollar increase and you want to chat about that [Music] it's social services that have an increased their the social services right now the the biggest difference is that they have a seasonal sporadic employee that I gets paid a little bit out of the general fund and a little bit out of any grant that they can find to fund her and what they're requesting is that that person work and change from sporadic to a full supplemental type of evenly she person ten hours a week I think it was year round just stabilized the funding if you were to not go for that they would need they would like her to stay as sporadic they don't just cut that and people cut it put money back in it all right the number of people that are social services is helping has almost doubled in the last two years and it's getting to be an appointment you have to sit down and have a conversation with people sometimes for an hour an hour and a half gathering all their information salary information where they're on snap were there this were their death so she does need that help she convinced me that something and they're also up above we talked about it's under facilities that I know it's under yeah facilities safety and security that there was five thousand and there year over year and Steve added another five and that is for them that they have people that come in all times of the day and night and they don't have any security over there as a separate every way and sometimes they see sometimes people come to the back door that's where her office is and they all know that so she works many evenings because that's when people can come see her and people would just knock on the door and she doesn't know who they are so we want to put a inexpensive video systems that you can see on a computer who's knocking at the door 7:30 at night she's with female alone by herself in that building so I think that's well references in fact I probably should have done it no money there probably the burglars don't watch the members that would hurt something like that it's a pretty concerning safety issues yeah could we find it in her eye why wait and if I can find it I'll do it sooner if I can find any budget but we just went to we have finished we met with every single department head we're adding looking at it you've seen the reports to where we're gonna be over well we're gonna be under if we find some well of course we'll try to do it but she does that night yeah we can just use damage okay kappa those school that's the school somebody having everybody's oh yeah we're not about five thousand four five thousand I'm saying just as it was safety or the safety thing if you authorize me I'll do it right now let me see if I can find it in the budget first okay we can come back to you shortly right no I don't like gettin into the general fund especially for small items and keep our triple back what regional social services these are programs that we contribute to right does anyone see anything that they would like to talk about this is pretty standard we lowered it a little bit just to make it even for each of these organizations and I think it it's important to say again we support the organizations that support Brooklyn directly to additional positions but then it went back up to two they didn't use the position between last year that critical acquisition should initially regardless of the social security regardless of any of the uppers group their position July 1st the show that hired by July 31st that we should have been going through a process of social security so now we're looking at to a position you know the impact that one position well it was improved they didn't they didn't hire it so they got through the year without that position remember we ended up with a only had seventy nine hundred dollars like you spoke that's the litmus bit okay I think that's fair it turns out on their circulation desk if she has somebody out sick she has to hire somebody else to come in and cover and she doesn't have that in her budget any cover and she spent most of the money that would have gone towards that second position in hiring people to cover for other people so that just shows poor planning process you have a position open and you hire you brought in extra help to cover that position instead of fixing the problem we don't know the true impact of the one position and what you're telling me is we didn't hire a position that was approved when we backfilled they're electing people to come with the problem the problem is at the end of the position so family position should benefit regardless of the person sick bring it outside help we had filled the position no I think that year every year they have to bring in outside help and she's worked up a projection for me like they just haven't gotten to the email but that what they it's a we asked why are you what's happening with the budget if I take this and the issue is that certain places when people are out sick they have to still cover them but they've never had that not just not the new position but current other positions so that's going to happen every year going forward she was told not to put it in her budget and call it contingency because that would be good but she needs to have it if it's a happens a year over year if it's a required thing that she needs to have it don't call it contingency but call it what it is a sick time coverage that and it just hasn't been in their budget do you know what the impact of opposition would have done wouldn't have had she said it a presentation there were a couple days where they the couldn't run programs or what they know personalization so is C so we saying let's let's fill that position there's still but one position and let's see what we say we don't know the impact areas issue we're talking with the two new positions and we approved one new position last year that it wasn't filled do not maybe impact with what a position time you don't know what it would do you don't know if one higher what that will do to the programs what it was depending the best we're going for jumping to two according to what a Board of Selectmen yes so if we were to the rules what the Board of Selectmen added do you have one plus one that's actually two doesn't actually in last year this is actually adds to we're actually got three right now I would like to see just what you're saying here oh you're saying you're over a year if they were status quo they would have a person it's right but the starting point right get the starting point for the library should be see that they have one person in there if it's here over year starting at the same point where last year in the house then where does the whole social security is that an issue like the Social Security into that an issue is that clogging that 46,000 prohibiting them from achieving what they wanted to do last year because that's not because of the Social Security no because their budget last year was five hundred and fifty thousand dollars for pure salaries no Social Security so that's what we're trying to fit the numbers into pursue for sad just salaries but they were they didn't know the full scope of the social security which is why they held off on hiring now there didn't know about the social suitor here in the elbow until then until we told them about it maybe in when we were trying to figure out this financial statements may be higher because that's [Music] how it just showed up now they didn't go over budget thirty forty thousand dollars every single year right there that's why we have the Europe that's why you've got the year-over-year actually because we can't go if it's in the actual but we can't go actual actual and then say we have to add it to the you know to the budget because we've had it in the actual so we've got it for apples to apples that's where we have year-over-year actual actual actual actual [Music] if we go back to 2017-2018 reason so weird did the social governmental partners on the Fed Stan they didn't spend as much on what they have this exact same things sort of doing it they're getting essentially an increase from the actual past by putting the social security line in there we're giving up no the 46 is actually man exactly yes that's exactly not trying to say yes yeah start ikkyu lates it should cut down to one position and see what have the 46 thousands actually an ad according in to everything else and then in that four fourteen they have two new positions in there as well and somewhat what we have as the the year B earth Anna gave you for the last three or four years and she's given me now the data for salaries so we can go back into the year-over-year and look at what salaries who was at how many hours what was it rate and just you know because right now we all in one line item for salaries and we could just analyze what all those salaries were some of it it's done and just big groups these reports so if we reduce it by what the court of Selectmen a today then they are only able to hire for that one new position no two positions two positions plus they get the Social Security if we take out well Steve found out they use the third employee you put in there so they had one position for last year they didn't still close I didn't think they have not correct and they answer to this year to part-timers no keep that one in there from last year correct then they asked for two this year we back down one of those people but the worse let me put one back in because they couldn't afford the one and they're getting their Social Security on top of it so they are getting three full positions plus the social service Social Security was baked in there right one was suppliers hear the sound it was built in there the only reason why they could afford it is the Social Security once we pick up a Social Security tenant that position money comes free so they would have to reposition you had that 46,000 and it's almost - almost two positions more like one in three quarters of a position just with the 46,000 so anything on top of that it's that's pretty good in the salaries line so and y'all like to see - I see you have to want to see what happens we've been stood up so the one for this year we didn't think they had money for it but they are advertising for it and they think they'll be able to fight you could actually take out both new positions as leave that 46th pot they could get one in three quarters people yes yes that's most of that 46 is companies all its social security but but they but they were sorta Social Security it's in the 550 and that they are used in the Pens or that that's what we're that's one okay has always been there there was the the substitutes that really bad their budget up sorry I was so take these out where's the where's that third position for this year there's no [Music] I get a mother's eye it looks like they're getting the new position but they won't but they could afford I can afford they could afford it you could take out twenty thousand dollars from that forty six thousand right and take out the two positions on his page and they would still be able to afford one of those positions but the one that's advertised for some reason a finger they could afford that position so that okay Marcia's witness question goes to you this year's budget are they gonna come in because we don't know how yet we're gonna fund the Social Security that if we tried to tell them they've got to free spending because they may have to fit forty two thousand dollars in their budget but this year because we're not guaranteed that were going to be able to find it in our budget to give it to them that because it's a nobody's budget right now so that plus her she's got the ad out for a part-time person I don't know where she's finding the money for that plus she was trying to double up with a woman that's leaving she was going to double up a number of weeks I don't know where she's find some money for that she so we asked for a lose for how she's gonna fund all this she sent me an email what does what a map that at some higher purpose lino right none of the math that's up I really to be honest with you I don't have a problem with tiring that one person even if you put out an ad mouth tomorrow we figure out the Social Security that this is what we agreed to last year we agreed to gun position in this year's budget as a group that means we know I'm sorry last year's budget you that's care of Sean last year we agreed on position when we agreed to the position we agreed to the Social Security on the backside of that that's a given of my eyes you know like when you when you say you're gonna hire someone this is a backside thing plus a part time I don't even know if you do so she carry hires are now if it hires him or her now it's gonna be three months salary right which they should have done that sort of try this I have no issues with that but now it's a money thing in this year's budget in March the ceiling I don't like the respect that there's a forty one thousand decrease there's no justice schedule which I won't pursue you think you've had the women show us Europe in your actual using their old chart of accounts and then what it would be this year that as far as the requests so the one position is very simple to clarify it's last year's budget plus Social Security when Sean was saying that's that's a number it's last year's budget it's on the salary line they we're talking about pluses Social Security that gives them the one position extra because they didn't fill it so they don't know what the impact that one position truly isn't to be felt so it's a sideline plus is Social Security that should give them enough money to hire positions by to could Steve Steve added are they ask for two suits they took out on where the board is let me put one back in right [Music] I don't think that's puppet week between the two lines yeah yeah I think that's i'd give a half a position then on the backside position I'd have to take out the 40 thousand if you want to really give a little bit more I'm okay the tap just a so it in the reduction of 39 positions right now is the three to six they should be able to pick up a second account musician but offense history what I've just dragged the form low Social Security if it had been in their budget right and then two years ago we took it out Kimberly were supposed to put it into the towns and it never got put in there that's not the library's fault I agree with that that's why I said I would have not have a problem they filled the position tomorrow and we need the coverage that's not the library's fault a library spoke to me is we didn't fill this position to bring it to our attention until March of the next year it should have been brought to her attention August at the latest [Music] that's my gripe with the thing in order they should have never been penalized with Social Security let's be clear okay that's one week sure they're not and yeah I agree with that but the position didn't give fin and the notice the first notice to fill the position is just going out now and we approved this last budget system they were trying to do the right thing and staying under budget they didn't know that don't so recently understand that the budget communication that's a foot calling that's a phone call to stay with the exception I think you guys are overlooking the fact that they've always been hit with a stick those types of conversations yes but the process needs to work and we don't know they like I say the impact of one position let alone three anyone have anything else yes so just because you're saying that we shouldn't penalize for the Social Security and we should at least realize that their stead of getting qui s'appelle these 26,000 for firing that's correct yes okay so yes yes that's the object I follow up with that adjustment though I think we're below just 46,000 the right number for Social Security though that seems a little high actually we're right at recess is the poison it's only one so 46 825 yeah an impression that doesn't make sense to this the small things the math connect the bet that's an act you do even if you take it's 46,000 out of the equation no I'm not trying to be a Buster on this like you can't add three positions and headed the correct amount of social security of being a net zero no because we write it but there's a couple other heads yeah is the book there's the book transfer there's there's one or two other things that fit then we took forty one thousand now as an on way to abductors queening from the request I think the problem is that we've never had a clean clean budget versus actual we've never we've never looked at the details we've never held them to to keep comparing it here budget versus actual I'm kind of bummed but $41,000 not they're trying to do a lot of good things in there that's true with that it's a busybodies resource to take on the salary you know Devon clearly showed us to better matter our library compared to other similar sized library can significantly understaffed you slow chart with the details well this gives them the room to poke that one part you know don't they want actually but it doesn't matter once we approve the dollar amount they can do whatever they want so it's a person now it could be a bully though but next year we would not fund that person and they'd have to take it out of their operating budget and if they added another person they'd have to take that out of their operating budget but we're somewhat doing that mouse t they didn't fund the person last year that great and they were who did still this or the same bone so that logic I would love to stand by that logic yes but we didn't stand by it now we didn't figure out a position until now that money was used elsewhere should have a line in theory that says sit contingency right if somebody's needs to be is out sick and somebody has to be called in and to pay them and pay them to do that we should come out of a sick contingency we can think that wouldn't otherwise she's gonna find out nothing because it's just no because again it's money out of our control we don't have control over the library funds once it's there it's there they can spend it we have no control they're better off coming us if that be the case then we have some control over I mean yeah I pass I mean Dassin once once you do that that money is in that budget and it can never be clogged back it's gone because they're aligning them like the school correct we have no authority to use mmm I think is amended as they wish correct they don't have the answer line item to us or anything that's just they get the money to fund themselves so contingency on that side does not help to tell me although they're not quite like the school I think that we could put in some requirements if we wanted to we can check with the attorney I think if you leave the position Zegna then you leave that out one of the other we don't cut the wage line and you leave that cut out they have to figure it out right they can we change the way we don't think that things often I'll write luck right now we're at still the negative 39 300 close the social plus it's our security on that [Music] you take away the two tech little to musicians your question it's here and we also take away 41,000 but if we [Music] so if we go back to just reducing the one position and the 49,000 or still that's zero right hook is a woman without the position so if we take that 26 - it's those 61 thousand dollars in addition to last year's budget yeah that's part of that well that's if we cut cut to the plate we cut one position plus the forty one thousand they're still gonna be 60 additionally it's a trick the baddest a see the percent without social security that is a 2% at one point 88% increase as you said apples to apples Social Security was always in there but they spent snowy's so they're they're effective useful budget always included that number so by putting it into the physical budget it's I see it as an increase I see I see that Social Security line item is pretty much just offsetting the non weight reduction so what does that mean it's all confusing like this then only one position let's go like that for now yeah I'm started with you but I'm open for discussion stuff so we're just taking out 26 - and Social Security on that [Music] over twenty six to one and two thousand four dollars and Social Security [Music] all right recreation have some fun [Music] any questions comments or concerns and anything directed partner [Music] and that increases this for you so just so it's clear none of these nothing about include all the summer camps and things like that that's all on a separate fund parks and rounds anything anyone wants to discuss there thirty thousand dollar increase [Music] we spread out you know back to the overtime increased again a little bit but how does they manage the overtime I mean what is the process of overtime like the town does the manager prove that through Marsha at some pointers I just thought and the horses out of the barn and we had this is there some controls on that the department heads are supposed to approve the overtime before it's worked there they have to watch it manager yeah no I'm just trying to understand a process I'm not arguing a number Eileen just trying to understand so I project the overtime hours then that gets put to somebody and it's approved and go forward so if there's a snowstorm Mary says okay you guys what are you Chris how long do you think this is gonna take cleanup six hours or more guys know and she approves it yeah and I knew it's mostly snow Ali and I have reached it I just went for other departments to work on kind of goes like this I know that is what it is but you do have a process enjoy yes then it's not just they work and come back yeah all right and with the new time management system and then all right if you it's gonna be done better that's a rookie Justin - yeah I agree with that process the time management it's an honor system really right now yes but with the time management system we can geofence gotta come in and check in it's just a good idea and I don't think anybody's abusing us enough didn't say that either no I know you didn't I don't think they are but just for legal reasons it's much better to have a system that is actually tracking people coming in and going out both Union and non-union I've always had you are Ken no we're not out crs when you check in with your badge coming you have to come in and they can complete the badge actually we're on your way out yeah I know a lot of a lot of big shops around they work for 15 people I think they only really look at it if there's a problem you so much yeah first thing they look at that announcement it's just good what you're gonna get yeah [Music] - marks and rounds [Music] are not we took out the historian that we are we had in the budget but we had never felt it so it was that savings we had one years ago I mean if we got somebody who wanted to do history appropriate Historical Society yeah but they're not [Music] this is historian actually write stories about Brookfield and who did what and they look at the run champion The Voice for years Arts Commission constant here debt service so is that service on the screen the new number is if we were to buy everything July first because we really need it and if we were to take out debt on that right away that that is the 10-year and the five-year debt service calculated on the other page in our prior generation we weren't going to take it out right away and we were the 10-year we were going to bond when we bond things the schedule has been that we in November we take out the bond anticipation note and then it's not due until the following November so we don't see that on our budget this again worst case scenario is that the ten-year is a loan same finance and costs possibly that but we could also bond the 10 years we know we're going to take out bonds criminal bonds anyway for this new school [Music] No how how is that going to hit this year so right here is how it's going to hit this year and over here is how its capita is calculated that I'm still waiting for it to find out what percent would be reasonable but and this is just the calculation Excel figuring out the monthly payments of one hundred and forty thousand a year pretending you were in five thousand financed over ten years at 6% monthly payment that's the annual payment those two the five year and the chair together added up to the 121 [Music] can you go back to trying to compare what changed from this one that I hadn't I hadn't done an automatic calculation I had done it on the work papers that I had estimated how much we were going to take out over for the the shorter term and I think I used to 5% five years and ignored they get ten years assuming we would bond for that [Music] I feel sorry I feel like we're bonding less though from yesterday to prior week so I'm confused how the numbers going up because that because we've gotten this one we've had a loan for the 10 year instead of bonding if because you were sitting you were yesterday Dan was saying well how come if we're changing the intro it's not affecting here well if it's a 10-year bond it wouldn't affect here so your expectation was that the 10 year changes would affect this so I put it as a 10-year note instead of a 10 year bond that any bonding we do with bind anticipation notes on the schedule we've been doing have absolutely no effect on the year we're editing for and so by making them by making loans or leases or whatever we want they're not bonds they now affect the financial statements does that make sense the financing cost of the bob of the loan usually there isn't finance aggressive lines supposed is a bit [Music] your current years and cost available that sir yes we bond it's expensive although I don't know that we'd save any money by taking a half million out of a bond that versus worth their price versus short-term financing but this is just the ten-year trays are now going to have an effect on this by the dead and we've met so it's we've never had it in for the interim financing we've never had it effect that current year's budget that I can tell I can take it out and just say that the capital this 10 year is going to have just like this no effect because we're going to do it with bands but this would be the most conservative presentation so typically the band is included in just the total debt service line now we're separating it out and and because we're doing it this way we're accelerating in the one year these two separating and accelerating about year that in the past those two columns were together for it and so now we're accelerating in a year and having it just alone we don't have to do that that it may not save any money on the bonding by taking out a half million or whatever it ends up to be I think the lawyers are going to do just as much work there they they don't charge per dollar but but I just wanted it to be the most conservative until you tell me to do something else that I want to be the most accurate and the most efficient I also checked with the bank that a lot of towns are taking smaller towns that have smaller issues we certainly would do with the school are taking loans out instead of bank loans out instead of bonding and for fire trucks things like that so he's going to give me some information on that that and just trying avoid bonding because it is very very expensive but you know there's no way we're gonna get down to small dollar amounts there's what get down to smell there hold on so when we get down to small dollar amounts that might be more feasible or just changing banks say they don't think a small conservative bank is going to give us more than 4 million dollars a year you still look creepy I am and if you [Music] for borrowing the same amount just in a different form if they'd sit you don't the bed that you don't now paying anything sooner you're still paying something but but give it the band's they're not do right that's bad that's Mike right exactly so I actually will show up in the career hungry your bands don't show that's great this shorter turning for financing what you buy is the relative difference between paying in arrears not [Music] and the reason that we would do that is because it's a net more efficient financing let's see where we end up that I'm not sure that it would be more efficient just I mean if we pull a half million dollars out of an issue is it really gonna save us any legal fees because useful life of what you're right I dream that you're not you know you you ban ban ban ban build up a certain volume and then the cost of doing the bond issuance whether you do 12 million or 18 million its nominal it's not a big difference there's no really there's no there's no server for $4 and feeling ya know they want a horse and it was boring our financial advisor it's there's we eat borrow we don't borrow huge amounts so we're at the bottom of the fee schedule the minimums and you just get hit you might save a little bit it's not a lot and they essentially fill us by the hour and we're reading the documents whether it says 5 million or 50 million same Mata John Steve do you guys have any inkling of how you would approach the short-term financing I like the way that you guys have structured this you know through the five into ten year I would lead towards borrowing you know just alone rather than aiming a lot I think it's more cost-effective and I don't think the interest rate you would pay a month we'd have to chat but I did the interest rate is there any benefit like a credit ratings perspective of the bonding versus I mean it's a small amount borrowing its borrowing that's our leverage yeah does it yeah but if it was always terms if the loan term happened to be the same as the bond would it make a difference rate you're saying sorry great what you know just visibility like - I would assume not correct you mean you're utilizing long term debt versus short term financing yeah maybe there could be some discretion well then also rating agencies do like to see you later' borrow they don't like to see everything put into 20 years that's true yeah when you've got something you know it's gonna last seven they like that you look at it and say it's a five-year asset we're gonna borrow for five minutes ten years we're gonna borrow from ten years you didn't see very important so how does how those four columns I know you paid current but how does have the other three columns where do they roll to I'm at on page so they don't roll anyplace because it was this one that's not true this one eighteen eight forty one comes over here as rolls into right there 18:41 that and that's what we would transfer to the non-recurring fund [Music] 18:41 these two we wouldn't see as current expenditures because their debt that all these three we wouldn't see we would just see the debt service expense so that's the monthly payment that's the annual annual total of the annual that rolls over here to this line trying to think of is how this gets proposed so at the 20 year [Music] okay yeah it takes one year college yeah it's not what are we exactly a real ain't no more you would have proved for reference tomorrow or a total of two million date for 28 and 99 175 just use the word borrow not bond ten year five year but we don't we don't we're in the motion we don't do that yeah we're not doing general obligation bonds are notes and tempering those that temporary done very notice yeah usually considered one day these outside we did that last it's not any not much different than last year the presentation here is different but last year we did twenty year bonds we did shorter financing which the actual was we had taken the total that was less than 20 years and when that's why the first ten years the payments are higher that's my the bonds we just did in November and then the the other stuff that was just five years we have a loan from the Savings Bank what I would say if I was creating this motion is the town is authorized to borrow to eight four two eight five and ninety nine methods to be determined by the First Selectman and to follow our charter we gotta go back 1.8 is all right we got it the interest rate becomes an expensive right now we give them something very exciting the contingencies quantities of autism we don't know [Music] I'll start yeah let me just get to this guy right to the heart of this thing and so Revenue contingency made no sense what was explained to me and still makes no sense I'd cut [Music] that covering for potentially not getting remedy know that we don't we're trying to gross up the we're trying to gross up so we don't where the number of places where we used to net the revenue with the expenses and if they had you know this really qual hot yoga program that was going great they would have more expenses and they would net that revenue and it would all work out that they were still under budget when we gross them up they have you know high yoga program they've got to pay someone every day and so now they have a lot higher expenses but they're getting in a lot more revenue that's what the revenue contingency was for so that we know you have to spend money to make money but unfortunately in a budget where they're grossed up you can't spend any more money to make more money so that was we don't we don't want to do an additional appropriation it could all be in regular contingency but statement taken politic so it's just trying to hear mark what what that was it's it's too it's too alluring allocated $25,000 that we'd be lucky to have and overspend somewhere else I don't like it they still have to prove it yeah I know but but you you know how when things don't know we got to do it and here's a knob here as a place to do it as opposed to finding it here at by you're finding here here's an obvious 25 grand good nobody you went to hot yoga right here I [Music] mean is this a pain to see how it goes let's say you're 40 guys it seems like a high number just come to 25 at the end here now oh it's reduced sorry not it to me it should be a one-pot contingency in that patch should be fifty thousand we didn't attack any budget line items except for the library this whole budget process we have not reduced one line mater yeah what I'm saying that if we don't reduce the line item yes it goes the 50,000 diminuendo fine yeah total contingencies fifty thousands right why if they if we attack line item budget line items then I am open for more money in the contingency whatever we attack out of the line item could drop on top of the fifty thousand fifty one of them do it by line item go read about it we did not look at one line item and take anyway anyway over time line items and say reduce over time from 20,000 down to 15 we didn't look at any salary items and say reduce you know down a little bit we looked at no supply line item got cut in this budget nothing got cut right now so to me that's where the cut comes in this budget period because now the 50,000 total for all three that's Maggie that's my logic yes I think it makes perfect game you ask we've been okay with fifty thousand this year unless you go to each line item then they said add say 50 bucks therefore with bucks terror and what is the reason for asking the department requests for 215 at the start two reasons one short term or long term one you might have expense that is that's what contingencies are for or the second and longer turn reasons as your budgets increase you want to keep your unassigned fund balance at the same percentage and to grow that you have to have money left over and because if you have 10% today and your budget increases 10% and then you should allocate money specifically for that purpose yeah and not everybody would soon fade and there were two other reasons exactly I don't even legal to put in a budget that Samaritan wasn't sure there were two other reasons one is that the bonding companies look at if you add money to your budget we didn't want to add money to the budget that with additional appropriations I have to disclose that and the financial statements they asked they asked in the bonding Club the second is that we wanted to have a balance there because we asked the departments not to pad any money not to say oh well I you know I think it's gonna be 15,000 but because I can only come in one way I'm gonna make it 16 because then every single line item is a little bit patter but then we would have seen a reduction along the way we would have seen more reductions on each line item along the way overall reductions you would have bite nature year-on-year if you say we didn't have an impact and there would have been departments that would have gone that and overall you wouldn't went down on most departments as an overall rule with that logic because you're saying if we padded the last five years each person padded a little bit padded a little bit when we come to this year there should have been a reductions on line I time so it wasn't no we ended up with a lot of money and we had six hundred thousand that we still had that we still haven't figured out yet what I'm saying is you would see more reductions along the way if that were true that that logic were to hold true you'd see more reductions on supplies items and line items and everywhere and so I'm saying I think it's give the ask and then the contingency stays to 50,000 [Music] partially you're hesitant oh no personnel contingency the personnel contingency that that is the approximate amount that we pay every year on the extra days pay from two extra days a year for not taking your health engineer sick days and I didn't add those two they don't want anyone to add those to their budget there so that you can see on the budget versus actual that they're in the every six office again hundred dollars if you have so when right now when they're posted they're posted to the line-item and and if the line that it was posted accurately budgeted accurately they show up that some over X so and who gets this employees if you've worked six months without being out sick all right you get a hundred dollars you get one day's pay one day one day I'm sorry that's [Music] so it was a 5500 I don't know how 5,500 was handsome humidity's paid over the years so I think the 5500 was bringing in things sorry I don't quite understand where it came out of in past years then it comes out at their line items that some of them is budget transfers that we made last meeting were around more than Wednesday's meetings were to cover their old bridges from this you know what was that - was that too low not for seven years 7,500 different adjusted so the 12,500 is what we spent last year in total in total okay the first nothing to see for other purpose episode last year was for other purposes I think there was a union contract that was still being negotiated this year we don't have a union contract being negotiated how many people utilize this Kevin where people utilize this maybe 20 utilise in the first six months of this year it's a one-page sheet that I've seen it's a one-page sheet and so maybe it's that 20 people on it and how many sick days are built into contracts so nine million have 24 daily and if they don't usually pay them for those two so you those are user loose those 20 hazel lose this is an incentive so you can I think you can accumulate them all to 90 days and I think the police get paid twenty can get paid twenty five percent so the union's also get this stipend as well as not the place okay but the union employees get this stipend as well and they they get they can roll over their sick time as well and they don't get paid for their sick time when they don't use it the Union so you sure no no you can only roll it over you can roll over I believe so that's a certain amount of days but you have to use them within a month so that's different than a school employees because the school Union they get paid the same time if they don't use it at least get laid and you have to use it by certain amount when you get your sick time paid on it might not be at the full rate but you get your sick friend paid out then you lose event or certain period time I'm pretty sure that you teach your friends but I'm pretty sure they teach your friends in different regions that someone [Music] and relations from the audit you guys hang out than twelve five too believe it did we don't even know what the firefighters the adjustments that we covered last time came out of health insurance which we should hope we don't see this year yeah that was yours to cover that expense is here I agree with your logic and it's not gonna be there next year I agree yeah soon but we didn't take any line item numbers away that's what I'm trying to say you wanted but if that but if this bonus thing wasn't accounted for in the line items that we did but because this past year they were covered by how the Stevens from the line I don't know we weren't expecting then are you running the wisdom these departments not having the money to do this thing that's yes if there yes I said it's but but in the last two years we've had all of these issues come up and we've never had pot not to go to I think every year we've had a putt I never hundreds of thousands of dollars every year we found it I think that transparency in accounting is clear now that's two years but it seems to make more sense to cut it here than go into individual items it makes it easier you could sell me on the five five and you can sell me on 50 everyone just redistribute it there - 12/5 I'm good with that too I'd rather see it does take it there than do line items and take a hundred bucks there 50 bucks there I rather let a manager line items much easier to track July nervous because we don't know who's gonna be able to do it so if you put it all back in the wine either the summer gonna be over so we're done they've managed online ads that you can do with the money according right you have that power within yourselves to move that money accordingly correct as long as it's either a certain amount right so you can manage the budgets no we can move anything for Department to another without your approval so we would come to you and say here they are here the people here so the amount that we go in with the understanding of that which we cover this continues without understand you want to move some money I mean every other lead not a lot of money came out of the budget in reality we play about 50s when Marshall said 50 like you said well there's 37 5 and 12 5 it's 50 and laminar pit and then over all that they had much came out of your budget I don't think 3.3 it's gonna peps with the loaders I don't think 343 the voters you've been passing oh I think it's got to be underground area yeah that's that's a different gender it's exactly you should know that 200,000 somewhere of current brings you in line with the model of sustainable growth of the townsite omen no no we're all yeah that's what I said then another 200 somewhere brings you under the model of sustainable agreed so this brings us back to last night and it's [Music] so what currently adds forty-four 161 [Music] right yes that down to where Steve was originally 43 a six are we talking about dealing yeah I mean I 100 is so if you were to do without that add back [Music] I think that would be detrimental if you were to do that say 180 negative 180 there the percentages that bring sincerely 3.01 but overall BOE overall this is impossible so that would bring that dollar 3% so right the left had gray over get exactly okay by 3% that's in line with the model of sustainable yes correct it doesn't but if you look at the summary page the teachers who don't exercise I doubt that we're not penalizing them on this okay I'm sorry keep in mind you know I'm all for that we're also VCS grant fund is coming out of Steve's budget too because we lost two hundred and seventy five thousand on the downside that we cover with the conservative approach yes yep that nonsense iteration of the budget and everything yes that's where we're at it could change when that goes to vote right because the legislature rebel with you yes sir let's talk about what is next [Music] those things I wasn't on what if it wasn't a bad thing no there will be whatever stuff that we can play around with and explore but what if it gets fully funded and cut you know like he's the gibberish that's going on down that's a woman's wonder what if that happens I can figure out a lot of things in you know I know that I mean maybe we reduce the textbook the increase but you know it's yeah quit soft and so with this this is what I had asked last night this is where my mind was at that wasn't just a number out of the air that's a point eight-six in from death to bored of it overall point eight six percent decrease in the board of it patient budget that of everything that's going on that from the ask car yes yes now flip see that from right ass might just show me them you take the 480 you add back to 275 you can potentially take away another 180 and that gets you at 386 at Nick and then that represents a point eight six percent off to the initialize yes yes do the math that's a 17 numbers to choose this and that would be potentially the request that we would be made yes that's in line with what I've been saying right along it's exactly what we'd be talking about this week which is taking all of the pieces of this 70 million dollar budget and managing it to both growing the town moving it forward and being disciplined and - so that it's sustainable and achievable and we get to an ultimate goal of being a little Ford this school onto the model in five years I'm in favor of what a chop shop [Music] - totally agree it's a number we've been talking about I mean that's realistic so it's just like you say to sustain the growth or the other grown doing we got to do you got hit with the police station being doubled yeah we thought it was gonna be and I'm not saying we're gonna go with it or not but these are the things that we don't stick to the model we can't accommodate down the road we're growing we're sorted there's revenue hits through the word that we're taking to account we're doing it better job of eliminating our borrowing and paying more with cash we're gonna continue to do that that's responsible [Music] I I just I know because I'm 1.1% the book the status quo which is yours you're special publications [Music] it's gotta be long yeah [Music] go to the voters to point something it's a lot different in three but we've only just scratched the surface of these possible reductions [Music] yes oh yeah to point something is a lot different than three points we agree exactly always price that means 1195 all right so that's a potential right there do we want to re-explore kappa or we feel a capital it is what it is okay I was good with what I what I like Steve is what you have sorry I mean is you don't have to vote tonight right we can vote tomorrow correct I mean is that a problem for anybody tomorrow night because I I didn't go to a bank out till tomorrow morning with this proposed she could sort of like something off about the budget number you're looking for see you before we go into capital what I'm saying is you can go back tomorrow and see what you can do on your site I mean to get it down a little bit more so we're not handcuffing you I mean we took any saw we took out right now you understood when we propose that done to the poor the bedside the 180 Sean suggested can you it you're saying that numbers still too high you feel that's my opinion yes so can you go back with Marsha tomorrow and see if there's anywhere you think that we wouldn't handcuff you that you can find a little bit more money instead of us choosing for you you help us choose yep if we do the band's instead of the bonds no no this is no sense dad right there loans we bring it to 286 to 0.86% these are the things that you can come back tomorrow night with the help of salary so let me wash it off you look where should I sit down so if that's maybe the recommendation you have to explain to me why you were recommending it in the first place and why it's fun fiscally responsible to do it so tomorrow you just said get it under three and you just brought it down to two point six sixty yeah because in essence and the reason I put it this way is because because you were saying well shouldn't that effect it's the most innovative I don't know that we're gonna save money by taking four hundred and twenty eight thousand dollars and pulling it out of the pack I say many from finance and cosplay I suppose so so then let's put the other way we'd get voted down on this budget it's a ten thousand dollar bill we're looking at it you're gonna say ten thousand bucks so you're not the same thing lots of pockets because if we if Steve really feels and he's been good on these boat processes that's one thing I have to say is you got a feel for the town is if we've packed don't pass this referendum it's a ten thousand dollar bill are you gonna save that money or not save that money with that finance move right I mean realistically you're sort of hedging a little bit I know Dan but I mean I don't know and you can also get like last year when we were scrambling for fifty bucks here process the second time because it gets brittle and so I'd rather have a budget I know people to support you know I think the budget as it stands right now it is a good budget I just don't believe with that three there that it's going that thanks okay that's too much because they don't look at the details and most people are that way they just look at how much are you gonna have Christmas they don't care that point six percent of the budget is state cuts they don't care anything obviously it's really a two point four percent increase I agree that's why I didn't react is a line item Steve I think in your budget was pretty sad you detect one line that's what only contingency but I find your numbers were fairly in line that's what I'm saying if you think the three isn't going to pass there's only you got to come back to us and help us so I think that we just did that then we take that we do it tomorrow I mean you take the night think about some let's take on the have talked about its law and then we'll come back to you tomorrow night we'll go through the entire thing don't let us handcuff you not help the process if you really think that that's the process we should be okay I'm dill beside you want to run through the cash capital yeah we can [Music] and we'll just go through it slow and steady Kaitlyn has concerts and songs about that's why I had a thing about maybe it wasn't clear the least versus the financing we decided with the the process is that in the savings because that changes from capital but I think it mystic way to go that anything is being paid over doctrine or whether these two are alone it should it be approved in advance that's the one I know sister talking to have women the number they gave us was that the principal and interest on these times 60 months down at the bottom were calculating the the financing the costs so we don't want to look out for the interest [Music] welcome to the resident fully under tasks and then we reduces to have a browser it's not perfect but it starts to get us you know we have tomorrow [Music] I could take a bank card I that in association with the eye we're down there's a plastic kit in the women and they introduced a robbery we permanent community [Music] rather than having a decoy need to do give me that absolutely my name is get old it's 10 they put in a 32 litre bottle into your arms it's hard for this is a couple more thing 200 are just really involved because many of these gadgets are out there night of the day [Music] the necessary to go still there and I paid moved you could see air under Johnson you need to do cash and reduced Vitaly until it feels totally guellen yeah I would like to keep it I can do that yeah yeah Jack stelios town you have [Music] we're gonna oh is it that they're never believing get it [Music] so there's what you can do to the 15,000 [Music] lower souls you had a plan B in Catalan recurring sum for the [Music] part of it is something that set up a DNA now that the schools have been improved he channels but I think he thought a minimum 50 tasks but it'd be repurposed to try and pay for some of these things budget he's expending the top of the dance it was tired the bubble of the only 107 this is tab Ilana curtains [Music] so we had [Music] when we do our if we have taken from whatever that if we will look to add a little of us this year utilizes now get it off [Music] well at the enemy our woman a miniature client on the forward as time yeah my money because they're opposed to it's very large they have only added now we always have the increase with the CIL's bikini this is GDP systematic set up especially in all women [Music] woman whatever we do this with 100,000 a game don't we're trying to an additional appropriation we take that rather than put it directly into the car he find then the savior of 1.8 million we because for a parameter or whatever thinking today we just attract at that 100,000 women relative we still want to prove all those items but it's just a pract 400,000 in revenue and then the transfer that comes in [Music] that's what we thought I was maybe not because we were just in the earmark we were going to actually spend it it also proved in a momment identities yeah as this year the may next year so so now we have apparently it is this what we would do is we would subtract out fifty thousand of a really purpose money in a year that I was just attracted up in fifty thousand of a really Purvis money that we're not going to transfer in front of the general fund make sense and when we subtract out four hundred thousand of lancero money that we're not gonna need transform the Journal of life didn't even eat it do you want my projects or hello we're gonna focus on nowhere traffic before other please let me just let me just do so it would be this once it's transferred so that it's so the amount that's coming out of the general fund is now a lot lower so presents bond interest interest in earnest Tom used to company sure though so max ecstatic because the carriage snowmobile and battle son now we're way over two point two three percent hey in solution again about touch of the journey I know but we keep talking about raising you know our as I we need to stay within the ten to twelve percent and we're army we're at seven point three four through seven great what other do we protect any other money grants at the cattle feed mythology there why this is the only year that we can utilize this process three yeah this is really the only yearly could utilize this process and that's what I said we gotta stick within our Natalie and utilize what we can't do it two three it's once she's skewed a numbers the other way the number they stay skewed they still it's year on year it just brought us do we ever make up that point seven seven which is one lesson right now reason why the camera will is up this much distance because the capital to the same we're able to do them is it's the one-year third we're allowed to do this we had again I'm not throwing any shade out anybody here if they've had six hundred thousand dollars in extra revenue taxes that we brought in we have extra revenue yeah yo if you manage your money good at the shadow no disagree with that but this is the year for the storm we can do that that's already allocated to the bond and we can't double count that that's already said that that we're gonna remodel I think it's already dedicated swine but it was for the ones that we had no there was - there was a third one that was that that was the right there were two through there pretty fast because we had two million extra tax revenue this year right thing just got absorbed oh not much none of that revenues come in yet I did where's a future in this budget how much the only the building permit piece is it was gonna disappear nation no taxes has been it's that Fitness bunch of this based on October 1 and headquarters body I've talked to overall the new overall tax collections what's your onion what are we so much a wash oh we're about but to be honest it doesn't see me on this one it doesn't seem to make sense to be under the model for transferring money from the general fund that seems to be it makes more sense to be at the models of the increase in taxes is that the model and this four hundred thousand is used for more reserves I would like to see this at somewhere between two six so the money is sitting and capital not rearing in the general that's why I think people would support it and some of the money would go to the gentleman makes it to we make the four hundred two hundred dollars for the princes this yeah I'm really good or you saying we should be cautious about these what does it make sense to take just windfall of money and not increase taxes as much as we thought or does it make more sense to take the windfall of money since it's and save it for projects we now are going to do the turf fields the fire rap the risk of 200,000 then that we can float into that if we take the to heart like Sean said now you still have 200 that we could float in apparatus money when we do this when we put the 400 capital non-recurring but not in this budget we just put 200 capital not a car that's reserved for the fields apparatus so that's what that's what I'm saying is at 12 you were going to come back to us tomorrow with though I thought not trying to yeah everybody that's what I said yeah he's saying I'm saying 200 that's 200 I'd like to see tomorrow if Stephen Marshall come up with sit in their office at 10 o'clock at night it's hard Crispin cipher so why don't we do that you know let's go come back with something that makes sense to you guys that's what we're gonna need a new truck this is what is the perfect year to do this we've had some extra then we have been able to deal with the extra revenues we got pheeba helping out there the general fund say it doesn't make sense to take the extra revenues and tell people you know essentially reduce their taxes it makes sense to take the extra revenues and set it aside as we talked about that bottom that one year we're gonna have to do something for that what do we do you adjustable from 450 down to 200 oh man should have 50 other 50 that's the end okay all these numbers watch this number be [Music] we have 50,000 vacuum innocent Oh what is he some progress is so I mean we can entertain the the number but we can't speak to what it'll be useful you can say good thing that I know is I'll listen to it 19:50 thousand for the language lamp is off because we don't know I still stay got a spin I mean I love it that's the the discussion is about saucer it's not about what I know I know I'm just looking at that's that's easier to pick something this is gamecenter your everyone that you're fooling yourself yeah [Music] did you just do that but that's not going to be a recurring expense that's like the capital expenses it is because it's the base of the budget no I mean I mean that 50,000 I'm if the $50,000 worth of language like that's like physically breathing language laughs that's my point is it's just part of a number I know members read around understand others so what I think you might be saying could we put the language lab in capital instead and they're talking so the last language type the John has made the other danger cancer the last language lab what is the capital because it was desks and hard stuff this language lab is in is in yes I'm reading software tape it's just that we can put in camera you can it would become taxable and that makes our borrowing a little more actually maybe try to weasel that into what you're discussed [Music] the next wave saying okay so why don't you let us come back to Italy [Music] I had better slowly make know how this [Music] all right [Music]

leo and mr. Leonard this afternoon I just see how something like that resonates I don't know what percent to plug in there I think that's something that we need to talk about and I think as if we do talk about it I think the the factors to look at our impacts a parking impact to traffic trips and EPIK generation the ratio of employees to seats in the restaurant and then eventually kind of what thresholds maximums or minimums we want to look at in terms of square footage of restaurant space so that's that's my deal that's my two cents I'd love to hear colleagues thoughts commissioner Gabriel I think that's a really intriguing idea actually and that addresses some of my concerns too one thing I would like to clarify that I could have looked up before him but I didn't so perhaps our planning chair can can fill this in for us is what is the difference between office and you know like what would be restaurant parking like is it to the one is it you know like what what what are we looking at here in terms of the the real difference of parking requirements for people who are in their cubicles and the same square footages how many tables would fit into that same square footage thankfully mr.

Leonelli see I'll start with the office the general office space requires a minimum of one per 333 square feet okay and a maximum of one per 250 square feet so basically a minimum of three per thousand and a maximum of four per thousand medical dental a little bit more on parking requirement a minimum of one space per 220 and a maximum of one space per 180 square feet and restaurants if they are standalone commercial page a standalone restaurant requires one space for every 100 square feet oh wow ten per thousand so twice or three times as much as office but if a restaurant is in a shopping center the shopping center requires a minimum of one per 285 a maximum of one per 250 square feet so much more in line with office so almost comfortable yes yes maximum is the same yeah the minimum is lower in the shopping center okay cuz that makes a big difference for me I guess in some ways we could ask the question like why do we care whether it's restaurant or office if the parking like if it allows kind of flexibility in some ways of certain things to happen in terms of an evolving workplace and in terms of I mean you just may have demand there may be some places kind of more isolated and it's like they just need some place to eat in other places that you know that don't have as much and I could I mean this building has like a tiny little cafe you know I doubt people come here just to get the coffee and then leave you know I mean there there it just seems like it allows and and in regards to the point of like how many places can open up I don't know it doesn't matter like could it be a bunch of little inside food truck ideas you know I mean really like in some ways so I guess I'm kind of inclined to be flexible with this in a way to be able to allow for a changing workplace and because my first question was why four acres like that it just seemed huge to me and it seemed too few to really make much of a difference and I don't know so right now before I've heard many of my anxieties and issues around this I mean I'm inclined to have this feel flexible and in terms of fitting into this sustainability framework which i think is an excellent question and I'm glad you raised it I think you know the opportunity for people to be able to go downstairs to get their lunch instead of drive somewhere else I think I think is great so I think that's that's a big you know that's a big thing actually in terms of car trips so I would love to explore the percentage thing more I think that's a really interesting idea and this totally feels like shopping center to me not like standalone restaurant in terms of the comparable you know parking ratios so that's that's where I am right now with this Commissioner woods mr.

Leo I was wondering can you tell us where is the demand for this change coming from is this something that originated with the business community or could you just give us a little history of that yes we did receive a petition submitted by Oxford properties which does own some land in the South State Street Eisenhower area other elsewhere as well they do own 777 Eisenhower and 789 Eisenhower and they had submitted a petition to for a text amendment they had actually said requested that offices with more than 200,000 square feet of floor area be allowed to have restaurants I think they were looking for an amenity to their office tenants they had said that they are running at about or a little bit lower than but they're running at about one employee for two hundred square feet so there are 200,000 square foot building has a thousand employees in it and as staff when in analyzing the petition that's where we came up with you know it's that is an extremely high threshold maybe let's broaden it a little bit 500 employees is still a lot of employees in one spot to be concentrated in one spot that's almost like a little neighborhood in and of itself and a pretty dense neighborhood at that during the day but it did come from a petition was submitted to consider a text amendment thank you so a couple of questions then come out for me one is I agree with someone who said that many people are choosing to work from home and those kinds of things so I'm wondering will that change the numbers of employees who are going to be in these big buildings and one on one hand that frees up some of their space to have a restaurant on the other hand it means that they have fewer people who are actually going to be using those services so that that I think would be interesting the other thing is do new restaurants in a in a big building like this does that begin to undermine the mom-and-pop kinds of carts and other things that are out there that many employees find that they want to go and visit and walk out on their lunch breaks and things like that so but I don't know whether or not any kinds of surveys or anything like that has has been done to get a to get a feel for that I agree with my colleague that when I saw that it was it was four acres I thought where's that number of what's generating that number you know why not 3.5 why not three or you know I just really wanted to know what's the rationale behind making it change like this so I'll continue to listen to my colleagues to see where I come on this so thank you when I first read the headline on this my first concern was or we're just gonna allow these then are we just gonna turn everything into restaurants and then I let sort of like how we allow residential in our mixed-use districts and we get drive-throughs and and then I read it and I saw that you thought about that and put these constraints on and then I went the other way and I think I share the the opinion of what we've heard at the table that it seems like a really large high threshold and it which does make it feel off because it then it really does only apply to three properties so I'm also very interested in seeing if we can find a different balance and I do like the proposal of studying it as a percentage so I'm also in support of kind of taking another stab at this because I don't see the harm and having a variety of uses I think you know the benefits pretty clear as long as we're not just incentivizing conversion of all of these this office space into slowly restaurant space but I don't yeah so I think there's there's a balance we could find one question I had just going back to parking how would the parking requirements be determined if they were adding save they're adding a free-standing building and adding a little bit more floor area like is that going to be driven by the use so it'll be driven by the current standard for restaurant use or would it be driven by some use under the office classification I do believe that that area could be clarified a little more I think that the initial and the intention was without the the vehicle and the off street parking must be shared with the existing or proposed office I think we intended for there would be no parking requirement for the free-standing restaurant that it would just need to use whatever parking is available for the office but that could be much more explicit also it could be what clear that the the freestanding restaurant would be applied it could be clarified that the office standard could be applied we can even come up with a third number so that that is probably something that's worthy for the discussion yeah and I think trying to find a balance there makes sense because I don't we don't want to create a lot of parking that isn't going to be needed but so making sure we understand what those standards clear is that Commissioner Weatherby I just want to agree with the rest of the commissioners um when I first saw this I have you know why is it limited to these restrictive conditions and and I currently worked in buildings where they have little restaurants and you know places that are really geared toward outside I worked at the University library and they put in a cafe that is one of the highest generating cafes and there's no parking whatsoever there and and now I work in a building where there isn't anything and and people do take their cars all the time I mean they take their cars to go get a cup of coffee they take their cut and I think if we could limit that as much as possible and I don't think it's because they really want their Starbucks I think it's just that they want a cappuccino and there isn't one in the building so so I think this can you know it's a tenuous sustainability link but I think that there is there is a case for it I actually think having a food service available in a building of 200 people or 400 people are 700 people is is very helpful so I do think that probably percentage is is probably I mean that makes sense in hearing it but I don't know you know I don't know what that number would be but I think you know a small coffee shop for a few hundred people a larger full-service restaurant if there's a thousand people make sense to me so that the percentages seem reasonable but the only you know I did have the the thought could it compete with local businesses but it could also be local businesses so I think there's there's not you know there's no nothing that says it's going to be a McDonald's and even those are franchises so it's hard to hard to say that it's going to compete necessarily I did have a question though were there any potential downsides was it just parking was that the the main concern it's a that's a very subjective downside I mean on the one hand I don't think there are many obvious downsides but it it's perhaps a matter of perspective it would be moving the office district towards a more mixed use district it wouldn't be Justin just an office use which may be good or bad along those lines the office is often used as a buffer area between residential and more intense commercial and if you're adding a little bit more intense commercial uses into the office that does minimize the benefits of having an office as a buffer but we also have things like conflicting land use buffers and so forth so there's a lot of overlap I think a lot of this is just is depending on your perspective and your your goals about what are the pros and cons okay thank you madam chair and I had a chance but it sounds like we want to explore this perhaps a little more that we have some sense of possible solutions not necessarily the hard numbers associated with those solutions and I think if we were to refer this to a work session or postpone this to another public hearing maybe an interesting data point would be where office districts do come into contact with residential districts just so we could get a better sense of what that looks like on a map and then what the conflicting land-use buffers are between office and residential just to make sure that if we were to change potential uses that those are accounted for appropriately so I don't want to cut off any other colleagues but I think it at some point soon I'll make a motion to either refer postpone depending on staffs recommendation assure something so I'll just fill in the last tooth here um yeah one of my big concerns was about kind of freestanding and what parking trigger that would be because typically when we look at parking requirements its per the building highest intensity use and if it's a free-standing restaurant it goes to 1 to 100 but I would have met like thinking about those operating hours during the day it's mostly serviced by the office use and at night when the people using the office aren't using that parking lot anyway dinner service you've got more than enough parking to balance those out I think in the remarks of driving out to get your coffee and lunch the same with deliveries so it's two-way traffic all day long people getting delivered stuff to their office and seeing designing more and more office space the amount of amenities getting developed into office space taking some of those kind of construction elements out and having general construction of those sorts of amenities in a larger building kind of reduces construction impact to have larger kitchen nuts and things within each office space so if there's several tenants I actually see a trigger that those tenants would do less build-out for you know those sorts of amenities individually if they had shared amenities so it's a pivot to just the office building standard which creates more shared built environment which i think is that kind of a big sustainability trigger that you're not operating multiple kitchens refrigeration units and things like that they're huge energy loads so I think like I support a communal office building amenity to carry that load I do agree that finding a smaller scale that supports more parcels as you all know I'm big into the adaptive reuse and how we can modify certain zoning to fit more businesses and I think that's a big trigger for small businesses and restaurant tours to finds pockets like this so it's not large properties looking for maybe larger outfits to lease out to their their arc I'm looking at a map both along Jackson Road at Jackson in stadium and there's c3 that has a particular restaurant with some parking triggers in the office as a buffer between that and residential so I can see where if that office space kind of grabs that c3 scope creep we can have a lot more street parking issues in the residential areas so there might be kind of a two-tier system 10% from my experience in the building code is a pretty typical accessory use to look at but I would be interested in a working session or something to evaluate kind of the lower tier because in a 10,000 square foot small office a thousand square foot restaurant is still pretty substantial that's a true restaurant so that impact in a buffer area could be on the higher side of proportion so that 10% might be actually a sliding scale down so I would be open to like a working session so really iron out some of those numbers to make sure that office doesn't become some other type of zoning that is more disruptive than what it's strategically meant to do as a buffer thank you and I think everything that I had written down has now been said which is the great thing about playing chair for the day and I'll just reiterate the things that I think that we should bring to the working session I think Commissioner Soviet really picked up on the point that I was gonna make about right now we're thinking about parking during the day and the benefits this provides during the day but actually this could really be beneficial we could cut down on the amount of parking lot that we need for restaurants if you know if it's that dinner crowd is after the office clears out so I think that this is really an opportunity for sustainability and particularly even if we're just looking at this part time one of the things that we have been working on in in the ordinance revisions committee is thinking about transit oriented development in this in this part of town and how mixing more uses may make that that area more sustainable and you know an ability for people not to have to drive my husband works from here and like there's no there's no place to go for lunch the other thing that I think we'll want to talk about in when we bring this back is where exactly what Commissioner Ackerman brought up where are we buffering where does office serve as buffers and maybe there maybe it just so happens that parcel size kind of controls for some of that so I don't know what our mapping ability is to like do it on the fly but I'm wondering if you know if the one acre threshold is kind of helps us get at that or something like that and I I think this idea of a sliding scale is really helpful and also I have no sense of how big the floor area is of like a restaurant and so you know in a in a thousand or a hundred thousand square foot office like if it's 10 percent like it's 10,000 square feet a big restaurant like I think so so like maybe we don't even want that maybe it's more 5 percent I mean I think that kind of understand that understanding too we talked about this so I will entertain a motion to yes I will refer this topic to I will move to refer this topic to a work session date to be determined and publicly noticed that seconded by Commissioner Trudeau any discussion about that then all in favor of referring this to a future work session please say yes yes now we're done yes those kind of motions thank you all right item number three let me move well that'll be fun when I get to read what the proposed motion is so right now I'll just say that this item is proposed difficult one more I don't got it okay I don't do that until after the public hearing right I totally know but I needed to know that see clearly kind of yeah 18 put second-stringers okay um this is the proposed amendments to table 515 permitted use table and section five point sixteen point six point D accessory dwelling units within the UDC thank you madam chair okay I am going to explain some proposed amendments to the UDC regarding accessory dwelling units these amendments will expand where the ad use are allowed they will amend the requirements regarding the they have to be attached or detached they will remove the requirement that any new entrance be located on the side or rear of a structure they'll remove the 5,000 square foot minimum lot size requirement and they have a reordering of the requirements into a more logical groupings I was not the author of this these amendments but in reviewing them I was a little confused and so I did my best to be able to both explain them and have you understand them as well one is fairly straightforward we have amendment to table 515 I've circled in red what we're the accessory dwelling units will now be allowed the A's indicate accessory and they will now be allowed in the r2 b r3 r4 a r4 c r4 they say a b c r 4d and r 4e they will not be allowed in the r6 which is a mobile home because it's the ownership structure you can't exactly own your mobile home outright because they're usually on the land lease then in the packet you'll see that the there is a strikethrough version in the packet and it looks like there's a lot of strike throughs and a lot of going on goings on so I will describe it as this for the first existing requirement in Section 516 6d number one that is not changing currently says an Adu is permitted on a parcel that has one single family dwelling as the permitted principle use requirement to that is not changing the owner the owner shall occupy either the Adu or the single family dwelling on the property except for temporary absence 'iz provision 3 is being deleted provision for is turning into provision 7 the requirement for the 5,000 square-foot minimum is being deleted and it will read four Lots up to 7200 square feet maximum size is 600 feet of floor area for the ad you four Lots greater than 7,200 the maximum Adu size is 800 square feet regulation 5 is changing the regulation for without any further change regulation 6 is being deleted 7 is changing to 5 and it's being a little clarified the total number of persons in the combined on the property shall not exceed the occupancy established by the zoning ordinance 8 is changing to 9 without any further amendments 9 is changing to 10 without further amendments 10 is changing to 6 11 is changing to 3 and 11 is changing to 3 so in short in the end with these permitted or with these amendments section 516 6d will read that one it's permitted on any parcel with a single-family dwelling in any our district and the asterisks is for the r6 - it's one dwelling must be occupied by the owner - you have to retreat you have to record a deed restriction with some specific content for two unrelated people plus there officering in the ad you and five for unrelated people plus offspring over all six is a minimum 30 day lease 7 is the size of the ad you relative to the lot size 8 it is permitted in conforming accessory buildings and this would be also means you can build a new accessory building currently you cannot and 9:1 parking space for pray to you or none if you're near a bus stop so I am happy to answer any questions I hope this clarified what is changing and what is simply just moving around in the proposed amendment is there clarification before we open it up yeah on on your in short list number five the four unrelated people plus offspring wasn't that changed to be the number of people in the zoning yes it's probably it's four or six depending on the zoning yeah that's a PowerPoint error not okay there okay okay we can ask more questions of mr.

Leo after the public hearing which I'll open now so if anyone would like to address the Commission please David de pais why is a huge positive that this is coming forward again I really think the hard work by staff and the commissioners and residents to help realize that ad use haven't met their expectations and to get some changes for that are going to make it a reality a couple suggestions I have four possible amendments one has to do with the 30-day lease you don't have any many communities have a section where no subway scene is allowed I think that you might want to consider that because you can have a situation where maybe I rent something for nine months and then I'm gone for three months and I you know Lisa to whoever wants it for two weeks or whatever for weeks now maybe you're thinking that the original lease agreement might preclude that but there might be some owners that say hey I kind of like the Airbnb model maybe I'll just I don't want to deal with the hassle I'll just rent my ad you out to an agent and then they can sublease it to you know whoever and I can rake in that was extra profits so I would like to see maybe no subleasing allowed on the properties the second thing I'd like to see is one exception to the owner-occupied rule where you could allow one person to rent the entire property I mean ER the whole idea of ad use came from the granny 5 idea where you know you build something to help your parent you wanted them close but not too close or maybe a child a recent graduate that is starting out in life maybe you like to have them still live with you but maybe not right in the same building so I'd like to see the same opportunity offer to renters for that as would be two owners of these buildings so I'd like to see an exception to that owner-occupied if the entire ad you and the main property is rented out to one individual so thank you for your time and hope you'll approve this these changes hi my name is Jessica Lita I'm a renter in the fifth Ward and I have to say that ad use have been kind of my introduction to how ordinances work in the city and how change works in the city I a workshop last fall the ABCs of a to use and had a builder from Portland here who is an experienced ad you design builder and I learned from her and in looking at other communities that what we're going through is what a lot of other communities have gone through which is evolution a lot of cities implement an Adu ordinance they see how it goes for a couple of years they amend the ordinance they see how it goes for a few years they amend the ordinance and so it's been kind of liberating to see that something like this can actually be a living reflection of how it's working or not working in a community I also this is a little bit of a process point but I attended the working session on ad use and I actually really appreciated that the word document with all of the edits was in here it was just interesting and helpful to see how people were thinking through the changes including I know it's confusing to read out but how the how the different amendments are being kind of resolved logically and I'm also pleased to see a couple of the changes making it easier to implement ad use and I had not just historic districts but districts closer in to the center of the city the idea is that these are hopefully more affordable housing and to have them be walkable and accessible to more things that's really great so I appreciate the change but I think what I'm trying to say is I appreciate the process and I look forward to the conversation thank you hi Jessica I'm Jeff Crockett and I look at 5:07 sees Kingsley and I'm not representing any organization tonight I'm just here speaking as an individual and I think most of us here tonight are here for affordable housing and I am in favor of 80 use and I would like to compliment the planning staff for improving the ordinance in terms of setting up time requirements and restrictions on the number of related guests I think many of us are really concerned about the fact that if 80 use become B&BS that's going to really reduce the housing stock and so there needs to be restrictions there but I do have three concerns about the current proposal first there was no requirement that the design of the Adu should be compatible with the design of the primary structure and I think this is a problem no I know in the historic district there is a screening process where the ATU needs to be compact ball with the design of the main structure and I think that's a good principle should be adopted everywhere otherwise you're going to end up with a lot of ad use that may not be compatible at all I look terrible and I think look design is a factor in the beauty and the sense of community for a neighborhood so basically the second problem I have was and I haven't heard any discussion about this is enforcement and we're very sensitive to this in our neighborhood because of the experience with the sign ordinance and anytime you have temporary signs the problem is how are you going to monitor the timing of this so in regards to this ordinance you set time limits of six months for example in terms of people have to be there the trouble is how do you track that what happens if you a neighbor reports and says well I think this person has been gone for you know six months so you confront the property owner there no data to support support it one way or the other so I think that this needs to be considered at any rate to come up with some kind of plan so that where there are violations basically there is a response to that the other part to enforcement is having the staff inspections that enough inspection staff to actually do the enforcement and the building staff now are certain understaffed and so I'm one of those fans of saying we need not just more building staff we need more planning staff to respond to the community so I think somehow that needs to be addressed if not here than by council my third concern is the affordability of constructing a tea use to begin with I connected on a social media site with someone from Grand Rapids who said after a number of years they just had to people you know participate and I said well what's the cost of building and they'd be 80 you I thought it may be 50 50 grand is that three minutes up there's not a line behind you so go ahead and talk well it seems to me that affordability if we're really to take this seriously their meat needs to be some support from people who are considering building a to use and Jessica may be that person but it would seem to me that if you had examples of well designed ad use that work from other areas and you present that then you'd have a greater likelihood of people doing it and the other thing is help for the financial aspect of it I mean from what I can gather is only people who middle-class people who have a certain have a mortgage are not going to be able to afford getting a second mortgage in order to get an Adu it's only going to be those people who have already in my opinion bought their house and have no mortgage who can afford to get additional funds to do that so how how can we address the affordability if we're going to be serious about making ATS happen thank you very much is there anyone one more or maybe not hi I'm Tom Stolberg either one - zero - Traver Street I want to be the guy that says pause for a moment and let's think about the worst-case scenarios of this cuz we're gonna get them whether we think about them ahead of time or not we're creating a zoning change we're creating a buy right for people to build something in their yard and as one of the other speakers said if you're not in a historic district there's no design regulation on what they built you know my hobby is ships and I want to build an Adu that's six hundred square foot it looks like a boat I can't I have a neighbor down the block for me who loves to salvage material and he's built out buildings on his property with salvaged siding and things like that so I'm not trying to scare everybody in that this is all we're gonna get but I think we need to think about the worst-case scenario because somebody is going to end up with that worst-case scenario in their backyard in the setback of their neighbor's yard and we've had some good comments from everybody who's spoken but that's four of us I think we need more public engagement on this this is gonna impact just about every homeowner potentially and you know we have we published notice on this but you know are we giving individual notice to the homeowners that their neighbor might have a new structure in their yard I don't know what the requirement for notice is but I think we should think about the idea that most people are this is under the radar for most people and most people are going to like the idea of an Adu when they think of the traditional concept of an Adu but as my concern is the new structure portion of that let me limit it than my concerns to just that brand new structures and I think we need to work on this a little bit more get more public engagement public input and think about like I said the worst-case scenarios there's always somebody wants to game the system when you make a rule somebody who's looking to make a buck off this and there may be something we haven't thought of well somebody will think of it cuz that's just like hackers you can't keep they're faster than us are coming up with the ways to get around the system so I want to think about you know how can we have more public engagement and also as we move one step at a time in the ATU process maybe we're not ready for this step of brand-new structures because the next step if we took one more step after brand new structures and added not on their occupancy by adding new structures now we're one step away from going over the cliff of upzoning every single family neighborhood to having detached duplexes we need to be a little further away than one step away from that thank you all right well close the public hearing and I will find the motion to read the Inner Harbor Planning Commission recommends approval of amendments to the unified development I'm an amend this code as presented to increase the opportunity for accessory dwelling units in the city of Ann Arbor there moved by Commissioner Weatherby seconded by Commissioner Sauve discussion Commissioner Ackerman thank you madam chair and thanks for the thoughtful comments from from the public I just have actually a lot of questions if that that's all right it's for context the original ordinance was passed by City Council in August of 2016 and it's been a long two and a half years so some rashers would be helpful and I just want to nail down well certainly a couple items just be crystal clear no matter the zoning district ad use could only be built on parcels being used as single-family dwellings correct and they the the properties have to remain owner-occupied that is an owner has to live on-site that is in the primary or secondary structure that is currently required and that requirement is not supposed it's slated to change okay and then in a hypothetical what happens to an ad you if a duplex or a multi-family building is developed on an R 2 R 3 R 4 or R 5 property that what would happen to the idea an ad you was left it could be left physically standing well that's where the deed restriction comes into play so that's where the deed restriction comes into play and so if you want to do this and you want the the the benefit of the ad you as opposed to a duplex then you'll need to encumber your property so that if it and which runs with the land and so that would be a separate but parallel process to all your permitting and construction of the ad you itself right got it okay can you remind us of the setback requirements for detached ad use to adjacent properties in residential district well in a residential district accessory structures can be as close as 3 feet from the side or the rear property line they can only occupy 35% of the required rear yard so bigger than lot bigger the sites of the structure whether it be a garage or an ad you we have been coached by the planners have been coached by the building department to say there's an asterisk there and the zoning ordinance I we can issue you a permit for that structure to be 3 feet from the site or your property line but that closed you'll need to have a higher construction standard for fire codes so you may choose you may want to choose there is an incentive to put it either 5 or 8 feet from a property line you'll be able to get more windows you'll be able to do a more typical residential construction standard but it could be three and then I realized this is quite the range there's a lot of zoning districts and sub zoning districts in the our district the residential districts what is the range of side and rear setbacks for primary structures to a property line in the single-family districts it ranges from three feet in the are one E and D up to I believe 14 feet in the are 1a okay multifamily gets into the the minimums get into the double digits like 12 feet 20 feet and so forth then just for the removal requirement that any new entrants be located at the side or rear of the structure can you clarify what the regulation is currently and what that means in practice and what the removal of the requirement would mean in practice yes I can I was trying to go back to the right now the codes says the ad you shall be designed so the appearance of the building that be the primary building remains that of single family or a detached accessory building such as a garage or carriage house so if you were having the ad you in the principal building you would have to put the entrance to it on the side or the rear of the principal building and that if you were if it was in an accessory building more opportunities for the placement of the door and that this were the removal of that means if you were to perhaps converting your garage in your home is not the best example but if you were to incorporate an Adu into your home you could have a street facing door got it okay and I apologize if they missed this but can you reclassify what more logical groupings means sure well if you go to the in the packet there in general it starts out with it's permitted on a single family and then the owner occupies the unit and then talks about the design then it jumps into a lot area then it goes back to housing inspection requirements and it's supposed to make the interpretation and the reading of the ordinance a little clearer yeah trying to more chip more chip away that that's where the like 11 became 3 yep wonderful and then can you remind us of the taking a step out of the the changes here and speaking to to some of the the public comment I do understand the interest in avoiding short-term rental for these properties and that's something that we're looking at citywide to begin with and so I think that's great that as this body offers up recommendations for new ordinance that we take that into account to begin with just as an editorial note from my personal experience and from the personal experience of many of my friends some are short-term rentals or sub leases are a very very affordable form of rental housing in this market it's how I survived many summers as a student and then my first summer as a young professional and allowed me to do a lot of saving I needed to do and so it would be great and I would have loved to live in an Adu during one of those summers and so it'd be great to find a way in which we can both allow for summer subleases but also avoid you know the the behavior we're trying to avoid which is more the Airbnb style short term rental and just as a possibility perhaps change to the lease or sublease minimum to three months or something to that extent I don't that's throwing an idea out there but I just wanted to plug the importance of subleases in our rental market for the summer months and not lose sight of that while we try to solve another problem so I'll leave it there I really appreciate the answers I would love to hear other colleagues discussion commissioner so they I'm just gonna piggyback on the least time because I'm reading it 30-day lease more than 30 days for a lease correct the six months is for owner-occupied it's like you take a vacation or sabbatical as owner-occupied those are the two kind of timeline benchmarks that we're looking at correct correct okay so it would allow for like a three months summer lease or semester long lease for these 80 use correct correct yes it could even be a 45 days at least well 31 days actually but it would allow for the three month or the seasonal I mean I really appreciate where all of this progress is gone to make these more feasible to happen I think it's a great kind of tool in the UDC on for affordable housing so I'm just gonna kind of say kudos for progress there's I think adding sublease to the terminology for item number six I'm just gonna lay it out now we'll see what everybody else is saying but just before I can I make a proposal for it but leasing in subleasing of a rental for no less than 30 days seems like a pretty easy change to cover kind of those sorts of maneuvers and loopholes I think it is interesting if both of them could be rented out under a single rental light lease agreement both buildings would be an interesting proposal because if a single-family house could be converted to a rental and somebody just wanted to rent the entire parcel long term like the the the condition that we have an owner-occupied on with these 80 use is to kind of manage the renter right in this kind of small condition and so if if we're talking about a typical single family rental property there isn't somebody on site to manage it anyway right so that parcel is offsite managed so I may not be so willing to put it on the table now I'd be interested to hear you know everybody else's thoughts on it but it could be kind of a next progressive stuff to think about where this this actually could lead to maintain either owner occupancy or single occupancy of the entire parcel so I think it's an interesting idea to propose in terms of design I do want to kind of address those comments design is very subjective I think a boat would be cool and a fun architectural effort I see a lot of existing buildings that if we made a requirement to match would add more ugly things into our neighborhoods so I think it actually gives young designers ways to actually experiment in a small scale and do something more architecturally significant do some risk trying new material applications and so I think it actually is a catalyst to expand and test and improve design as much as there is a risk that you're gonna have something ugly in your back yard so I don't I don't think that's something we should regulate and I don't think we we don't regularly design anywhere else design review board board is also voluntary so those are my two cents I I support this probably with just a couple chain just you know that are kind of on the table but no nothing raises a red flag for me that this is going to cause issue it's only gonna kind of cause more opportunity commissioner good Randall I agree about the design part I was on design review board and we don't you know if you build a house now we don't regulate that if you build a big ugly garage in your backyard we don't regulate that either and so to add this in as a separate thing feels kind of onerous to me I not in this round but in our in our v3 version I know that in some of the research that was done the first time around with this we looked at some other cities that had some really interesting templates and I think that could be a interesting direction for us to head in another thing I would be open to would be not something that would be completely regulatory but maybe some some themes for people to hit about roof lines or breaking up big expanses with Windows or something to kind of give people some general guidelines and be open to that I don't know if that's in this I don't think it's in this but I think it's where we could go I could be open to that but I don't think that we could get too prescriptive about that just based on how the rest of everything works and the other thing I would like to just put out on the table is that this is a pretty sparsely attended Planning Commission meeting on this but boy when we did this before it was standing room only there were so many people here so this really does have a very robust history of people showing up and so I actually feel totally fine about where we are right now and I think the reason we don't have many people here tonight is because staff did such a good job of reaching out to people there first and second I mean how many times dude there are a lot of times that we talked about this there were working sessions and so it may be it may be kind of perceived right now that it doesn't seem like who's showing up to this thing this is a really big important thing and why is a really big important thing and many people showed up so it was full of a lot of voices from people from the affordable housing community and it was it was very well attended so I I think it's testimony to the fact that there was such a good job done before that we don't know a lot of people here tonight frankly and I think we do need to relax it in order to be able to encourage it I mean it would be great if we had the problem of these are going on everywhere but they're not you know and I think this will like move the needle a little bit which is great we need to probably take baby steps with this but I think that we do need to keep taking steps so I I support where we are with this I agree like the minor tweak that you talked about that I'm totally fine with that so that's that's kind of where iam with it I think in terms of enforcement you know it's just like with anything else in the city that it's probably going to be neighbors you know reporting to the city I think that's likely what it's really gonna be and they probably will are things that you know that have an impact on them so so that's where I am tonight on this guy thank you just to start off if mr.

Leo do you happen to know how many 80s have been applied for and/or constructed since we passed the ordinance I do not know but I think that you may be able to count them on one hand I can't say definitively but I'm fairly confident it's in you can count them with one hand right yep and that's yeah I was I hadn't heard an update but I know it's been a number very close to zero and so and I do think these like we've seen in other cities that have taken this approach as Ms leta brought up you pass an ordinance we see what happens and this is a common experience where not much gets done we make a small we make some small changes see what happens and then eventually we've seen these things really take off in other cities and so I think one step at a time is the way to go I think these are a prudent list of incremental steps that are not nothing raises big red flags to me I do appreciate the the point that we should be thinking about like for opening up we're relaxing rules how could those rules be exploited and I just I don't see anything that looks like it's a huge concern to me I totally agree on the points already made about design we don't have design standards for a garage so why would we you know so we don't have a design standard for homes for cars like by do we would we have that for homes for people and I very much agree with Kushner surveys point that having these smaller scale projects for people to be creative on and try things out is an opportunity to really do that similarly on things like notice accessory structures have have rules that apply to them and I don't see why these would require anything more significant than what's already on the books for a new my neighbors gonna build a garage like there's rules for that there's rules for this I think those that they're you know we don't hear lots of complaints about this being a really high priority problem around the city for other kinds of accessory structures that get built all the time the sublet point I I'm happy that we're starting to have a conversation as a broader topic in the city I think that's a really important one to wrestle with to get right because there's a lot of ways we can do a lot of harm while we're trying to protect it against harms and I would strongly prefer that we have a conversation about sublets in particular in the context of how we do list of let's city wide rather than just specifically attached to the conversation around 80 used and I know that conversation is coming so it's not punting on it like weird I think we should take us seriously and be thinking about how a to use fit into that mix as we have that conversation but I hesitate to try to get too deep into the weeds on that on this side I think it's the I think as it's written I'm pretty comfortable with and I'll just say I would also in the future as we continue to take baby steps and iterate I fully support and love the idea of having a set of templates or guides or exemplars for people to follow I think that's a great idea we've seen that another city and it can make it that much easier for people to get these done if you don't have to pay and architecture to a bespoke design and you know you've got one that's gonna be comply and it'll get through smoothly lowers the risk makes it easier for people and we get what we want I think that's great and I'm also I would also be willing to explore that conversation of full property leases I believe before the ATU ordinance you could theoretically have a granny flat if your granny lived in it because there's so part of your your immediate family so it didn't trigger these unit requirements so some kind of concept similar to that where if you're renting the entire property that has an Adu but you're using it in such a way that like was legal before the ADA ordinance existed so your granny lives in the second unit or your you know college aged child or something like that that that would be a great conversation to have down the line so I like I like queuing up more ideas to kind of continue to refine this improve it and expand it carefully keeping it you know inbounds with community interests so yeah Commissioner Weatherby so I I live in our 4c neighborhood and there's a fair number of duplexes and what's interesting and near the stadium so huge Airbnb area and what's interesting is almost all of the duplexes are owner occupied or a long time like 20-year renter occupied and then rent the other unit for Airbnb the single-family homes often are turned over to a Airbnb so I actually have some hope that this will actually be better and allow more homeowner or full-time owner or full-time tenant and then you make your money on the Airbnb still with the little parcel in the back that that I think right now we have the reverse where the single homes it's worth it for people to just air B&B them and and in and so it's not worth it for them to rent because you can't actually rent them for as much as you can air B&B them so I actually think that this may sort of instead of being more Airbnb actually allow for someone to live in a house and have an Airbnb or reverse or and there are people who you know will go to live in the Airbnb while they rent out their house or you know there's lots of combinations and I actually think it it may help the situation rather than hurt the situation for those areas I think it's it's easy to hold back and worry about the worst-case scenarios but I know 10 years ago we were not at all worried about Airbnb because it didn't exist and the scenarios you know there's always gonna be a worst-case scenario and there's eyes gonna be that one person who pushes it but I'm happy to see that we are iterative on this process already which is different from a lot of the processes in the in planning here so I think the fact that we already we already know that we're gonna be iterative with this we already are iterative with this and if something bad happens I don't know that we can plan for that entirely because we we just there's so many things out there that we don't know about right now so I think taking these small steps and moving forward incrementally is great and also pulling back on some things I think we've made some changes if if it doesn't look to be going in the right direction so I'm pretty confident that that this process is is set up to get the best out of it and and I think we're already kind of behind a lot of other places in the country and we really should move forward with this and I'm I'm happy with these these changes that have been made I was gonna say I'll add in that I agree with everyone on particularly on design and process and enforcement I mean this is the idea of timing and is something that comes up a lot there are many places in our ordinance where you know something is allowed for a particular period of time and it's really you know it's up to it's up to neighbors to kind of be on the lookout for that I mean that's just how our code works I I'm interested in the discussion about what to do about subleasing because in my mind that needed to go hand in hand with what we wanted to do if we were going to allow renting out the entire property which I do think is really an interesting - one to one entity in particular like I think you have to have limits on subletting if you're going to allow the entire property to be leased out I the idea of renting out the entire property is something that I think is definitely I would want to consider it for for round three of this because I think that that might I mean one of the ideas of making sure that this is owner-occupied is this is one of the big concerns right and we the idea of like taking baby steps I think is important but something that came up I remember in the first time around of discussing this is what happens if the owner of the you know of the unit that of the property where you do have an ad you goes into the hospital or something like what do you do then with that property if they are no longer occupying or in a position where they can't occupy it and so I think that that's an interesting I think that we need to consider that we're particularly going to need to consider that when we have lots of these things we're not there yet and that's why I think that this I'd like to punt on for until the next round because I do think that this is going to be iterative and I think that that needs a lot more consideration once we have a lot of these things but I'm worried that that would gum up the works right now and so would rather not deal with that and I'm the the subletting thing then I think I'm torn on that because I do think if this is a broader conversation that I would almost let that be part of the broader conversation you know limits on subletting or at least the least the terms of that but I also see this is a good protection because this is one way that I can't imagine gaming the system right and so maybe it makes sense to just deal with that now did we did someone it sounds like looks like Commissioner Ackerman wants to know does do you want to make a motion okay I will make a motion and I think part of it is because I feel comfortable making a motion for you because it's at a 30-day we're not talking about extreme kind of sublease terms here and so at since this is kind of a special part of the code I think some special terms like this might lead to that discussion somewhere else so I'm gonna make a motion to modify item six to read leasing or subleasing just leasing subleasing or rental of the ATU for less than 30 days is prohibited is that motion seconded seconded by Commissioner Ackerman discussion of the amendment yes thank you madam chair I just there three scenarios they could unfold tonight after this if this amendment is passed we recommend adoption of the ordinance amendment to recommend an aisle are we postponed if we recommend regardless could we get mr.

McDonald in the City Attorney's Office input on that just to make sure it covers the basis based on kind of the intent you're hearing tonight a question back would you be wanting Fick maternities request and then maybe reporting back to this body and I mentioned this because the normal process is when planning staff submit items for City Council the City Attorney's Office does a review also as routine that's helpful I guess during that review should we vote tonight to move this forward can it just be noted explicitly to mr. McDonald the City Attorney's Office that the intent is to you know what has been stated tonight okay I'm just so that that review has that context Thanks other discussion of the motion to amend yes commissioner woods yes can you repeat it again and then just tell me what it's intended to do item six the motion to amend to add so it will read leasing subleasing or rental of the ad you for less than 30 days is prohibited so the intent hold up please I can't I was looking at that list can you say okay so this is what you wanted to read I'll try to leave seen subleasing or rental of a to you for less than 30 days and the intent is that if a lessee wanted to sub wanted or needed to sub that lis sublet out the space the ad you that the terms of that sub least would hold to the same benchmark that the ordinance does that no less than 30 days to avoid loopholes of subleasing to somebody else that could then sub sub lease for Airbnb you know weekends and those sorts of things I I think I'd have to vote against that and the reason for that would be I'm just thinking in terms of sometimes there are students who just need a couple of weeks or something on a sublease as they're waiting to go abroad or something like that they don't need full month or for something and so in this case if they were to find an Adu and they only needed it for less than 30 days then they'd be prohibited correct okay correct yeah so much yeah then my other question is how do we really enforce this because a lot of it is going to be driven I guess by neighbors or whomever noticing things or something because many subleases they're just really contracts or all kinds of things that are happening between people and people aren't really writing that down nobody really knows unless some problem occurs where you got a sublease and the person didn't pay and then you do it and and I'm working with students all the time and I and I see it so I guess my question is do we really want to put this into this if there's not gonna be any teeth behind it so I think the intent is more to cover the abuse of this in somebody operating this as an ear bein to be more continually and that that will get reported now if there's there's a unique condition that it's a two-week lease and somebody wants to negotiate it's a it's a one-month lease and they only occupy it for two weeks or something like that could be something that they manage I also think that right now where we're at with these increments the amount of ad use on the market that students might be looking for a two-week lease but if there's only so many and this is the tipping point of them having available to wheat lease or not versus the chance of abuse for all of these Airbnb s that we're seeing I'd rather protect the kind of traffic and and the intent of the ad you for longer term lease more so than the condition of you know a couple week lease at this point as a more incremental protection of 30 days or more that's the curtain so it's almost as if there are actually two things going on on one hand many of us want to do something about the Airbnb and we're using this as an opportunity to do that not realizing perhaps that there are some unintended consequences that can happen to other people even though we don't have that many ad use out there yet I mean we're sort of doing this towards the future thinking maybe one day there'll be 70 80 90 hundred I don't know out there and so we want to have something to do about that so I would just sort of caution how that you have to be careful I think when we come up with ordinances where we want to solve one problem and we keep talking about Airbnb ease around the table but I don't think I really see them anywhere on the paper that were that we're using and so I guess I just kind of have a problem with that and and I'm not just directing that to you I'm just directing it to us as a body that if that's what we want to be regulating or working towards then that's what we should be doing as opposed to you know doing it sort of like sideways thank you I entirely agree with Commissioner woods I there there is a conversation we need to have here around sublets and I think that's a bigger conversation than around e to use and because there aren't very many of them we're also not creating a huge risk of a proliferation of them and if we can regulate sublets later it will still apply to a to use whether they're built tomorrow or not so I don't see the urgency of trying to solve this problem now especially since I think there's more conversation to be had and I can think of a lot of ways this was fine in a lot of ways it's not fine and I just think I'm rather leave it as is now have the conversation about sublets and everything apiece and that sort of thing down the line yeah commissioner Ackerman I really appreciate that feedback I think that kind of sways my thinking and so just to put timelines on it the conversations around short-term rentals the next step is that by July 31st the city administrator will report back to Council with kind of some benchmarking of what other communities do and some recommendations for direction so just for context any conversation on subletting or short-term rentals probably won't even really start until July 31st I also agree that you know I think we're not unleashing the floodgates onto the community that this doesn't mean introduced a lot of risk so I think ultimately I I hear you and I think this probably causes more questions than it does create solutions so I it's a small tweak but I hear you also just as a clerical note mr.

Leo I believe we've decided that the entire UTC will include Oxford comma for that matter I'll take out the extra space between it is agreed and see the Attorney's Office hasn't reviewed this amendment there we go yeah I knew it was Kevin's fault I'd be something that I would add on to the discussion that to what Commissioner Ackerman just said beyond the expert comment which was also bothering them greatly is that in terms of unleashing the floodgates I would remind people that no matter what happens tonight this goes on for City Council and so however we act tonight like various they're still at least two months more in the process ahead of us and so this change is going to take some time anyway and so I was clearly on the fence before about whether we should deal with here and I think I think that there is broader discussion that should be had about what what consequence limiting subleases has and so I I think I will but I appreciate you bringing it up and I think it's really something to that we we ought to consider I think that this is likely going to be a concern and I think the fact that there's already been movement at council don't think about this citywide and not just in this is really helpful I think that had that not been you know part of the discussion last night I that would certainly have changed you know what I would want to see in this today yeah commissioner sube yes I would just I really appreciate all the discussions and I think kind of what what this leads to me is kind of this question of 30 days and if the concern is kind of something shorter as the suppli and like what that triggers just not to modify again or any of those things but as we evaluate this and even kind of full parcel leases and things what timelines - leases for this section of the code mean and if it even exists later on right so if if subleasing isn't part of it because we want to do something that could be available for less than 30 days what does item number six exist so it's just an interesting other piece of the conversation now that's rolling to punt to the next evolution of it so I appreciate it did you have something to add commissioner yeah I just I don't know if we want to take an up-or-down vote on this and as the second I would just offer to withdraw that second if for the motion to amend I just I don't know if uptown vote really would add anything to the minutes or the record would you like to withdraw if all right so we don't have to vote on the amendment that we can no longer see anymore we are back to the ordinance as drafted and the main motion any other comments on the the main motion the ordinance yes I just want to clarify so I mean this isn't gonna happen but if somebody decides to hit the ground running you know in a month and build one of these and totally has Airbnb on their brain if we change that I mean just because it takes a long time for us to change things we're just starting to do the exploration of short-term rentals if somebody decides this is why they're building theirs under this code but we end up changing it in two years when we finally get around to actually making it firm thing are they still able to do their Airbnb model and say well I built it because of that because you allowed it I'm just curious like it would it change what would they be able to change that with would that would they be grandfathered in is my question it's a very interesting question I'm I'm not sure if I can answer definitively tonight or on the fly some of the things that I'm thinking about are there's no physical difference between these time limits so like the it's we we don't have anything in here right now saying if you do a short-term rental for example then your height limit is 20 feet but if you are a year rental so because there's no physical change I'm not sure if they would be grandfathered in they we might have to honor that like a duration of a lease like say something started on September 1st and they have it rented from August 31st until September 3rd there they would have been legal on the day they started uh-huh but then for the next then in October that's what I'm thinking because there's no physical differences I don't think they would be entitled to any grandfathering because once their contract is up and it goes back up on the market I think they would be subject to the ordinance at the time okay because I guess what as some ways around a lot of people that are considering doing this for their own homes the more bedrooms the better is the way they're looking at it in terms of how many beds they can cram in and how many futons they can set up in the basement and all that sort of thing so it I think it could have physical ramifications in the way you design it to a certain extent but if they still have to fit all of the for unrelated person blah blah blah if that all still then then you can only cram it full of so many people right because you know yeah because there's we don't there's no separate section that says well the occupancy for a short-term rental is Rex but the occupant song term rental is why so all of that sort of leads me to believe without total analysis but all that leads me to believe that they they wouldn't be grandfathered beyond whatever was actually going on a day of adoption already that's that was my only that's my only concern that leads me to another question though I just want to make sure that can you go back to the I'm actually do this the you could only you were suggesting that perhaps there would be some method by which people are putting additional beds in and which and so effectively renting to two different people so to on potentially unrelated people but but this is one ad you so presumably it can only be rented to one person right I just whelmed that one person or two into one there can only be one lease six unrelated people two unrelated people in in this single ad you plus their offspring that's that's what we're maximizing like yes that's what number four says is that in the ATU between two unrelated people I see is there it does there need to be a limit on like I guess this is the Sun well no this is the this is the sublet idea like that it can't be it may be one dwelling unit but it there's two different leases could you're releasing up by bedroom like that just I don't know how that works yeah within the ad you that's possible carry town like there's a there's a lot of old houses that you see summer market that people sublet only their bedroom of Elise how it's making me wonder like we currently have I believe zero right right exactly I know that's right I appreciate that yeah yes you're right and and again that it doesn't necessarily have any what you were just saying about there being physical differences based on that I I think that that's right maybe somebody does decide to physically design it differently but they're it's not required right no mmm all right other other comments questions on the main motion so this will be effectively summarized on this slide this is what we're voting on no changes to what you see but lots of marks markups in them you know from what is currently on the books alright so all in favor of the motion as read please say yes yes yes all opposed that's no one so the motion passes on to City Council okey dokey we are at item 11 which is another opportunity for audience participation you persons may speak for three minutes about any item that they wish to address us on seeing no one item 12 is Leonard add on to a working session a discussion about how to incorporate considerations of sustainability within the staff reports that we get I'm I think it warrants some discussion both what we want to see but also to what extent there may be interest in other staff in this building reviewing proposals like I don't know the director city really wants to review things or not like anyway I think we should we should talk about that so if we can put it on it doesn't have to come to the next working session but on a future working session if we could talk about that more right so noted thank you anything else could I add to that just as part of my hat with the environmental commission that you actually related to the sustainability framework which has metrics and measurements attached to them I think that that would be them we're really trying to make that happen more with the environmental Commission I think it's good for us as a city to be thinking about those things too some of them are going to not apply at all um but some of them will and I think it's important for us to actually try to quantify some of these things too so that we can actually measure how we're doing so yeah and I think us all looking at the framework together and the things that we want to see measure and report it out to us regularly I think that's right and for us to be reminded of what those measures are because I think we're you know as a commission we we know generally the spirit of it certainly but there are a lot of specifics in there too that I think would be helpful for us to just hear on a more regular basis - so I think it would be a way for those worlds to knit together more seamlessly any other Commission proposes business I will entertain a motion to adjourn motion made by Commissioner Weatherby seconded by Commissioner sauvé all in favor yes yes we are adjourned thank you you

are team for beef so we make up half of the fourth grade at huckleberry so we brought out two or one of our students today and what we did was a living museum so we just finished a unit of study around research and reading and reading nonfiction so part of what we did was we had them researching characters from the American Revolution so they were able to synthesize information from multiple sources to generate a speech and they're speaking as if they were the person so they use this information in order to speak clearly and knowledgeably about their topics and then we put it all out in the gym so parents got to come staff could come and see them present as if they were characters from the revolution so our first character today or figure today is John Hancock so he's gonna go first good afternoon my name is John Hancock and people know me for my nice famous handwriting on the Declaration of Independence I will tell you about my life so listen closely I was born in 1737 sabe my father died in 1744 when I was only seven when my father died my family lost money fast my uncle really wanted to adopt me so he asked my mother and she said yes so I went to live with him my uncle is also one of the richest men in Boston I always called him the king of Boston and because he adopted me I was the Prince of Boston when I was growing up I went to Harvard University all I really wanted was a friend while all the boys in my class were jealous of my uncle's wealth my uncle died in 1764 and left his business to me when I was 27 I bought a new fancy clothes and got powdered weights like other important men I was thinking that the Prince of Austin had just became the king of Boston a lot of stuff happened after that but what I really want to say happen after the Boston Tea Party this is what I'm famous for I talked through the Sons of Liberty we made a list called the Declaration of Independence I was the first one to sign it and I signed it nice and fancy so that people would remember me and so that King George the third career without his glasses during the Revolution I was a leader I was also an American merchant statesman and a patriot after the Revolution I became a governor and died in 1793 one lesson that you should learn for me is that money doesn't make you happy I was definitely a great man and helped the colonies get the freedom they deserved [Music] hello middle of the newspaper and in the end of the first woman's write a paragraph in a newspaper the next year I became woman of the year and the same day I found a statue of me put up in front of my childhood house I passed away on October 19 1814 at the age of 86 in Plymouth Massachusetts I had an amazing life and I hope you love writing just as much as I do and remember writing is how America is America what is that quote means to you did you know there's a famous natural move through my horse about the Danbury Connecticut library my name is Sybil Ludington I was born April 1st 1761 in Fredericksburg New York I am human from riding my horse 40 miles to wake American troops to fight the British soldiers when I was only 16 years old I was the oldest of show children I helped my mom take care of my other siblings still had time to ride my horse fun fact about me is that while I was riding my horse and Kent Mahopac Putnam in Dutchess County I met a man who offered a ride with me I business I also had a comment about my first round on April 18th 1775 a fun fact about me and that they're all remember southerner today have you ever probably have resigned Benedict Arnold also notice when the biggest traitors in US history I was born in 1741 in Norrish Connecticut when I was 15 my dad was an alcoholic I ran away so they can I get militia and fought in the French and Indian War I got married to Marcus man field in 1767 but she died in 1775 soon after I got married to Peggy Shippen on April 8th 1779 I'm famous for being one of the biggest traders in US history during the American Revolutionary War man the Green Mountain Boys attacked Fort Ticonderoga and we won at the Battle of Quebec City I got shot in the leg and was badly wounded after I didn't get promoted Major General the Continental Army and I wanted to resign from the Army but George Washington won't let me at the Battle of Saratoga I led an attack on the British but I got shot in the same leg that was wounded at Quebec City after I felt that I can get recognized enough for my duty so he started to spy for the British after a spy for a while I became a part of the British Army and let attacks on the colonies I've written Richmond and New London after the American Revolutionary War I moved back to England at one point I moved to Canada but after a lot of bad business deals I'm offered a statue of wanted me and my family asleep but I only pretended to go to bed and then went to the parlor and spied on the British in a linen closet I had my old cloth needle book to write down everything they set after they left I stuck to my room and kept all the information to myself the next day I went to a tavern and met up with soldier who gave my needle book to General George Washington and his forces were safe with the early notice without me General George Washington's forces would have died so as you can see all the hard work and research really paid off so thank you to the fourth grade team for instilling this love of learning and fascination about all of these credible characters in our history and good job everybody that was really great so that is truly impressive thank you everyone I Jeff kitchen if you come to the podium Jeff's gonna share a little bit about advanced services with us and also some of the work we're doing in western Connecticut or sharing services and some of the other work we're doing so let you know about advance thank you very much John thank you board members I appreciate the time I'll be brief tonight I just want to take this opportunity to introduce myself and talk a little bit about our agency what we're doing for Brookfield and for the region as a whole so coming around right now is is a set of handouts that will guide my my comments and my comments will be shorter than any handouts I promise you start on the the front of the first page that has the map and just to let you know you hear all the time when people talk or ask me about any advance they usually say well you're the people with the vans I see your vans or I was behind one of your bands and yes as Christine can attest we do have a lot of ads but we do a lot more and we actually have over a 50 year history at advance normally education connection and the other five rusks in Connecticut were created over 50 years ago in 1966 we are statutorily required to exist we are the regional education service centers firkin for Connecticut near somewhat organized around County so at Advance covers all of Litchfield County and Northern Fairfield County we work with 29 school districts in our region 32 different communities in that northwest corner and as you can see from the list we do all kinds of things we have the adult that provider for many towns in our region we do driver's ed programs transportation we do food service for districts that need us and basically as you can see from this list if school districts might need it we can provide it and and that's really our charge in state statute that we work with communities to help them be successful more efficient more effective we are governed by Board of Education members every school district in our region has the opportunity to send a member of your board to serve on our board of directors we don't currently have anyone from Brookfield I know you're all dying for another night out every once in a while but if any of you were interested we would love to have a representative right now we're represented by were represented by about 14 of the 29 districts so over half our districts have not assigned anyone but we only meet seven or eight times a year they're short meetings we serve rarely good dinners as part of meetings I'm trying to sell it and it's not working so I give up on the bad side of this she is information about our funding contrary to what most people think there is no direct funding from the state of Connecticut for resks or for our agency there's no lying item in the state budget that's been gone for over 12 years now so the funding that we get is primarily at this point fee-for-service so those things that we can provide that school districts will pay our agency to provide for them and the only way that happens is if we can do it better and a fire quality and you do it more cost-effectively so in the last two or three years we've seen a real shift from about sixty five percent of our budget coming from state contracts federal contracts things the government has asked us to do grants and things like that it's really flip-flopped now and by the end of this year this 53% because there is 60 percent will come from those fee-for-service initiatives the services we do for schools and we get some federal money we run a headstart program it's a preschool program and you do that in in counts that demographic we meet Head Start standards Torrington Winchester and a few others and what we're really proud of if you look at the chart at the bottom you know almost 90 percent and next year by next year we'll be over 90 percent of our revenue goes right back to the school districts and the communities to pay for the services so we have a very low overhead for a nonprofit governmental agency like our - to be able to operate at 10% or less overhead is good some facts sometimes the right hand side we are the second largest employer in Fairfield are in a Litchfield County sorry we employ at any given time over six hundred and forty full-time people we cut between nine hundred and a thousand paychecks every two weeks so it's a large operation we serve over 46,000 students across that region and in the last few years have made a considerable capital investment in both trying to find facilities and hire professionals to to do more in the area of special education that's really been our push I've been with the agency for three years now and the former superintendent in Connecticut and as I made my way around the district where I heard from superintendents and special ed directors over and over again is that we needed to do more that districts needed help with regional special education options more cost-effective special education options so on this next sheet where you can see us will happen in culture connection is just a little bit about how I tried to change the agency what we've done recently to get that that concept across that we are you know here to serve you our vision is to really redefine what a regional education service center can be we are different than our five other risks because we do have run magnet schools we're the only risk that has no magnet school operation I spent my whole career in the Greater Hartford area you know we always viewed crack to the rescue in the Hartford air is more of the competition we competed for students for administrative and teaching talent for funding you know we're not in that situation so I tell our staff all the time we really can be arrest we can do what we're statutorily supposed to do via partner with the school district and approves two school districts to do things better and I ask my staff all the time if it's not us doing it for districts why and if it's not us who's doing it and why aren't we doing it and we've taken this this concept of culture connection and customization really to the core of what we try to do we change the culture in our agency to get away from being 13 or 14 separate departments who do their own thing without any concern for the agency as a whole to a culture where we practice this concept of system this Azal as a whole we're much more effective and efficient and we can package our services more effectively for school districts I require all of our administrators and all of our directors to log all of their connections with school districts every month we look at that to make sure that we're staying connected with our stakeholders I know the volume of email and phone calls and meetings that are happening in Brookfield and baffle and Litchfield and and Morris and Goshen so and the idea of customized customization that you know we don't we don't work within a region that can be a one-size-fits-all type of approach to the services and supports that we provide we have to be prepared to come down and talk to John and Maureen like I have many times and have them tell me well I need this but they don't need this and this and you know we need to be able to customize them and be able to put together a set of services that will work for Brookfield or will work for Brookfield Bethel and Dan berry in a regional situation so we're really proud of the work we've done there's some there's some to change our organization there's some information about the rest of Alliance we do as an alliance the six executive directors try to lobby in Hartford against some of what we feel are kind of the frivolous and and meaningless pieces of legislation special meant comes to the issue of regional regionalism and regionalization you know I'm happy that some of that is starting to appeal back because that you know there are educational leaders in Connecticut and and you're fortunate in this region to have a group of superintendents John and and some of his colleagues have gotten together I know can't attend those meetings and Christine is that a lot of those meetings where we talk about sensible solutions to regional efficient and effective services and support so we've worked on a regional special education transportation interactive map to help with some of those costs we're working on a regional education program we've done some chromebook bidding into a bit summer transportation pop possibly as a region so those are the types of things that our agencies should be doing to help and again I thank you for giving me a little time to just talk about how we're trying to change the image of our agency and what we hope to do not only for individual districts but as I said for the work of jaundice colleagues in this area and the business managers and special ed directors that come together to be able to show the legislators in Hartford that you know if you leave districts alone they really will do the right thing for all the right reasons and don't try to fit you know round pegs and their square pegs into round holes and say well you're too small so you've got to find another district to merge with some of the national science be happy to answer any questions because I promised your father that I have to say it a lot to be problem that was really impressive so obviously students that work hard and teachers that work really hard in and understand administration should be proud that was great question the day time and location of your meetings we meet on Thursday nights on the first Thursday of the month on about seven to eight of the months in the year we do not meet in July and August we typically don't mean December and January and do you switch locations we try to do a couple meetings in the Danbury area but most of them are our Litchfield office thank you thank you great to see you thank you really appreciate you coming up all right so next and this is really just it's a great news night there's just so many things to share um excuse me the next thing I want to share is our we Senor Unified sports program I understand we have a newcomer recognition and we've done some great things with the program so I'd like that bio dr.

Cecco and his wife were able to make it up and of course the mauryans very near a difference and we really had a great celebration as well seven other ores the beautiful thing they did with the ceremony is a very brief about a minute and a half video on each of the awardees and so Eric has that video and he's gonna link that for us I'd like everybody to sit [Music] Maureen she does worry [Music] holy teacher leadership there also education at every level [Music] burner readers [Music] compassion for students a salad serve their students foster success she goes up versus making sure each drill is [Music] thank you very much for all you do for the families oh you're very welcome miss Ananda and then we had just two more pieces for the superintendent we're at the first one I sent a quick note right before the board meeting miss Miriam our town controller sent us the management letter regarding the 1718 audit and while I mentioned it at the last meeting that it was a clean on it and it was another year of that which was really proud of there was absolutely no findings and not even any recommendations for the Board of Education so congratulations Ken and Jonah in the Highness department another job and we're he's asking for more money and so and you know just we can never forget just short five years ago where we work and where this is where where the passport is current board and where all of us together are taking the district so thank you everybody and then the last thing I wanted to turn over quickly to Kent just a piece on time in attendance just another update that one of the blue Shapiro recommendations I work on that with our hourly employees so ten and eight or sure so as we move along in this process we met with the Union presidents a couple of weeks ago to bring them up today on our our hopes to implement this system sometime this year and we wanted to get their input on methods of clocking in for time convenient locations of timekeeping devices and things like that just to make sure that they were were part of the process so we had a bit of conversation with them and we gave them a bunch of information and asked them to think about to talk to their members and we're gonna meet with them you got on April 11th annuity conversations hopefully finalize our vision of how we want to do the implementation and yesterday Joan Eric and I had a conference call with exactly time and that's the time heating system that works with Mewis their system we discussed how the system would handle a lot of the unusual situations we have a time even especially with the paraprofessionals you know for paraprofessional substitutes for a teacher they could be five dollars an hour extra and how are we gonna handle different different things like that and we wanted to give them all this information so that they could give us feedback on on how much work we would have to do up front to properly implement the system and how time it would take to implement such a system and give it all this this discussion they estimated it would take for six months so that's after we signed online and a get us in there q when we started implementation for us so we're hopefully will be able to do it sometime by the end of this calendar year and then after we need with presidency and go well into the company to do it right is a lot of work and a lot of that will fall on Eric and Joan probably with my assistance it's it's very very important to set it up properly to begin to be able to make sure will function properly miss a certain point well I inadvertently left off the approval of Board minutes I'm going to make a motion to move approval Board minutes to after the superintendent's update second favor okay so now we have approval of Board minutes recommend a motion that the board approve the minutes listed below is recommended the regular meeting on March 6 2009 teen and the special meeting on March 12 2009 teen okay any questions Richards all right all in favor aye okay so now that moves us to subcommittee reports and facilities or if not we can wait until next video sure so we discussed looked over this little to add report we discussed from Hillier that presentation we compared the pricing between Hillard products and what we use now to be approximately 7,000 dollars more per year and we decided to defer decision until our next meeting we got an update on the CES cafeteria floor we're supposed to add a phone call the next day with a journey handling case we discussed the portable walkway at the middle school and the difficulties we would face with trying to enclose the walkway because of Building Code locations in our current projects mr. post received an email from the Girl Scout troop who a Girl Scout troop who'll I could do a project to install hand sanitizers in all the classrooms cafeterias and gymnasiums we did a question to get more information regarding this who would be responsible for refilling it maintaining it replacing it it was damaged we loved the idea but we needed further clarification on some of those concerns that we had and he said he would get back to us with the response by the next meeting so our youth continued to look at enclosing them pretty much at tables we decided that we weren't a further half of sessions on it because it didn't seem that would be beneficial given that the new school project passing exactly we looking to me be making do or put a little kind of band-aids on it - yeah and the difficulty of something either more permanent or larger hard to describe how you might close it a little bit because it has to swing open for emergency vehicles and things like that so that's the issue right it's just no space over there beyond the the oracles is between the portables and the school the emergency vehicles have to drive through so we have to have that fence able to open up and there's over 200 bolts using all the way around the portables because that's a hill that goes down the church so there's just no there is no space so that's our concerned us you know weather-related you know it's heavy rains or snow yes students and wet and their books and but we did why incur the expense for I think that Yannick dan felt that it would be very costly and for the three years they embrace sure but as John said it was really the safety vehicles and you know rescue vehicles that was the main problem trying to accommodate them on the other around back any other questions for sure moving on to finance since Papa Sottero get that reviewed the variances in finance report we're starting to see fewer variances at least this last financials one with the X p.m.
