89% and we looked at it I was like wow that's three students from 95% or something like that so you know they they missed out on achievement recognition but um those are the standards and we want to review them and see what we can do to improve that next year they don't throw you a parade or anything but still it's nice like to be recognized um so CPS strategic priorities you know when we review these things these align really with uh my goals that have been shared with the board previously but uh chronic absenteeism you know beyond certainly has nothing to do really with um achievement or recognition in that sense but it has a lot to do with achievement uh social emotional skill needs and everything else the more you miss school uh the worse off you are period end of story so uh we've been working really diligently uh to support students who are missing more time and uh We've made some some good strides this year and we hope to further improve that uh and that would be evidenced in next year's report the SAT we still want to focus on improving there um and you know we've never been Believers in uh teaching kids testing um but really we know that improving instruction the high tide raises All Ships and so we have focused intently uh on instructional strategies uh specifically math English and science to reflect more complex thinking visible learning you saw the U the board Workshop um the showcase at the elementary school at Highland a couple of weeks ago uh it'll be interesting to see I know some people were challenged by the elementary wait till we do the high school uh con content inv visible learning it'll be fun seal um you know I know Marlene has reviewed the pass uh the pupil attitudes about self and school survey our students just completed taking those and so we're looking forward to being able to discuss that and uh Identify some areas where we could gauge growth uh We've focused oncl for eight years uh seven years and so uh it'll be good to to try and identify and and measure how are we doing and supporting those skills so that concludes the presentation uh certainly if there are any questions I'm happy to go ahead Tim right near at the beginning of the slides I just want to understand this yeah right there so I'm looking at it and I'm seeing the top row says 100 points earned for all students 100% of points earned yeah so the um and I apologize because there is a lot of data on here and it's relatively small so the first index rate gives us the percentage of students that met the goal so Ela performance for all students was 78.2 uh this is grades three through eight plus the SAT so 78.2 the target was 75 for the district so there were 50 possible points and we earned 50 points it's 100% of the points does that make sense okay I think so yeah um all right so thank you for that uh next question has to do with the high needs so the high needs if I recall correctly it basically falls into three buckets one of the groups of kids is foreign language it's one bucket comprised of three populations okay so one of the populations that's what I'm wondering about in particular so I know at uh Norton school there's a one of the students came last March from Ukraine sure the impression I get is that she probably doesn't speak English really at all it seems to me that there's like a lot more conflict in the world I'm wondering if you have an uptick in students from overseas who are not English speakers because you're we we've had you know refugees um arrive in Cheshire um but relative to say the prior year or two years prior like is it a bigger number and you might have even gotten caught off guard by it I I don't know I'm just wondering if there's anything to because your numbers I forget what the periods of time are here but the numbers went down yeah I can't I can't say that that's a refugees uh are a substantial driver of the growth they are part of the growth but I wouldn't say that um our growth is due to Refugee students I think that'd be totally yeah yeah I think that would be you know overshooting it but um you know certainly we've had as you indicate refugees arrive here yeah no it's what I see in the headlines is more where I'm coming from it's not as dram IC here is it is in some other communities um so thank you sure s so can you go back to I'm a little confused at norn in 21 they were 18 82.5 then 22 81.1 but yet they obtain the growth distinction how does that happen because the 82.5 is a compilation of those 12 indicators broken out a million different ways uh in the growth area there was a substantial jump and what I could um share too is that for anybody who's interested it is very easy to find this data you can go on Ed site Next Generation accountability and and this is my own preference but I like the old layout better than the new and you could select whatever School District um you know if I selected just any Community any school and it'll it'll po populate that information so you can see the full report for every school in Connecticut it's very transparent Tim and and Adam I know you both have questions you arm wrestle I'm just seeing it again I didn't jot it down the the six-year cohort is that basically the kids who start ninth grade together and then you're looking at it for anybody who didn't graduate four years yeah it's it's typically has to do with more um High needs populations that drive that uh so you know we do have special ed popul populations that extend but then we also have uh students that transition that go to transition uh populations so you could be here till 22 um Adam you had a question to um yeah the uh on the rankings page um some of the schools were or most of the schools were out of was it 14400 yeah and but there were some schools that had 13 yeah 1350 1300 so if you don't have enough students to qualify in specific areas that's not calculated in your count um so there are school districts with like so so new Canan this will give you the District overview they have 1350 points they don't have enough English language proficiency students to qualify which I'm sure you know is Tim was alluding to impacts other performance areas as well obviously sure again this is Ed site .

and the following items were discussed an update on the referendum our epic rep gave us an overview of what's taking place so far in the referendum and the plans for the next few months um discussed with school one bathrooms that have been completed uh the need to move our luxury toilets to school 8 to stay on track and minimize work over the summer to not disrupt the opening of schools and the committee agreed that was a a good a good plan um all bathroom Renovations are remain on schedule our weight room flooring has been delivered and the contractor is being coordinated with to lay the floor and a discussion ensued about a dedication plaque for the woodro Wilson field and uh and Stadium weight room concerning building and grounds updates Administration gave an update of projects taking place throughout the district including a discussion on Nets at Christopher Columbus and woodro Wilson Fields uh flame proof curtains installed in our school 3 Auditorium uh School two they were ordered for uh brick repairs at Christopher Columbus school 3 and 15 to seal in Wood intrusion that we're experiencing there uh looking at sidewalk repair at school 13 uh that was like caused by a third-party Street work and school 6 parking lot pavement uh touchup facilities usage for the public was discussed we discussed the possibility of opening the stadium on a trial basis for the public on weekends uh this will be sent to the full board for discussion uh we discussed a movie screening request at CHS um we discussed uh Pope Paul um we we uh our Administration invited attorney uh was at the committee's request and we discussed Pope Paul and some several questions that were had by the committee uh we discussed a film a filming request as a facility request film's name is riffraff um we agreed that uh we would agree to a facility use as long as it was on a non-school day or a weekend uh so that it would not interfere with uh School operation we set dates for ribbon cuting tentative date of November 28th was discussed and agreed upon um school three Auditorium ribbon cutting date of December 5th at 1:30 uh was set so that we can also have students present we discussed a mural donation at school 13 a group called Jersey care uh will volunteers to paint five to six murals in the hallways throughout throughout the school the board agreed and the superintendent will review the concept before implementation um we also discuss use of some excess Esra money that we had um we identified a need to revamp School 17 air conditioning units they're rather old and they've been rather Troublesome ever since they were installed over 20 years ago and the committee agreed that that would be a wise suggestion uh and we'll forward it to the archit and that is all from the facilities committee any questions I have a question are we going to Executive session yeah okay I would like an update if you could share with the rest of the board about Paul six about about Paul six in executive session okay thank you very well all right uh policy uh policy committee met on November 13th uh the committee began at 505 attendees were commissioner fim abrao Richie Mahia president from Administration was Dr Danny robotzi Lou Ross board attorney um Margaret Miller was president and also a special guest Erin saba and myself the committee discussed the student representative po proposal regarding the homework policy and establishing periods when homework is not given such as during winter break and before a religious holiday and when schools are closed the survey a survey will be sent to the teaching staff regarding this proposal prior to the final recommendation from the policy committee after tabling proposed policies 3324 and 4324 rights of privacies for commissioner suggestions the committee proposes adopting the policies with additional optional additional language as suggested by Strauss Esme the committee then discussed the application form for policy 7510 use of school facilities and will add a section to indicate that the application fee was paid prior to the approval of any application as per a recommendation from the committee the administration will also look into uh placing the application form on the district website with hyperlinks to corresponding policies and regulations the policy committee uh ended at 5:30 and Mr Ross submitted and wrote the um the minutes any questions yes Mr me is it possible to send um Elias Ragsdale a memo about this to you to the um your request to the superintendent he'll commit um I'll send we'll converse with email get the words out tonight we're just really waiting on um we want to survey the teachers okay thank you anyone else okay Mr brunak Finance uh one question to superintendent what's the timeline on the uh the survey for the teachers I expect the survey to go out before Thanksgiving um so we'll have the results relatively quickly before our next board meeting all right and just to confirm I know in the last meeting that we had last week about policy meeting prior to that I believe Mr Jero said that uh they were taken to some sort of committee that was happening um and was that given out a survey to them already or it did not happen yet so it wasn't uh technically a survey we have our our district collaborative team yeah uh of which Mr Lama is a part of and the initial feedback to the policy was overwhelmingly yes but that committee also stressed to survey the entire faculty just to to get more data is there a percentage we're looking for from The Faculty as a personnel as a whole or is there you know if they do they do if they don't they don't now for for for me I don't I I wouldn't want to put a number on it but I would definitely I would like a consensus cuz you know we're going to have some some teachers for their own personal reasons that say well I need to give work over breaks because of the uh the intensity of the course that they teach I teach an AP course and my students need to stay on top of things so you you're going to have some teachers who W won't go for this policy I think they I think we'll have you know but it can't just be a majority you know 51% I don't think is good so I'd like to get a consensus that this is something the the staff would would like and of course the the board will need to weigh in and then the last thing is if we're surveying the teachers are we doing something similar with the students as a whole I mean it's only fair that if we survey the teachers to get their feedback some students may say you know what I don't want my homework or classwork to get boggled up to after break maybe I do want to during break um it's just a thought yeah we didn't we didn't discuss that uh because because the proposal came from the Student Union I guess it was just assumed that it it came from students but it's not uh not a big deal if we need to survey students we can send them almost the same survey teachers get maybe maybe a little modified but it's very easy to do if the board wishes that you know or the policy committee we could do that do you need that in a motion nope nope give me some Direction Why Don't We just pull the board I think I'll just do it how about that I'll just do it good can't hurt of who you're going to do that s survey the students yeah of what students how you going to figure that just the Student Union no I think we would I think we would send it to um I have to I have to think about it but I think we would send it to all secondary students well I mean you could do a a a sample group um doesn't every class from freshman senior have a student council have representation on every every grade level and just work through them they are our leaders within that group level is that a real representation though yeah you know what it's it's just as easy to send it out to everybody if it's electronically okay you know somebody's going to turn around and say I wasn't included and then get agravated do do we agree though not to include Elementary we survey middle school high school I think y all right uh Finance Mr brunak thank you Mr President occurred on November 13th 2013 myself was present Mr Paris was pres uh commissioner Paris was was present president Smith was present Dr Robert toy was present Mr Jenaro Mr Uchi Mr shahada Mr doctor and Miss bolus was with us as well start time was 5:02 end time was 5:33 items of discussion number one audit tentative start date the audit is set to take place on November 27th to end the year to the end of the year the state has delayed the deadline again number two therapy dog initiative Administration discussed the desire of adding more Therapy Dogs the individual would cover the cost the district would cover the training does anybody have any questions okay thank you um Mr Paris education special education the education and special education committee met on November 1st at 6:30 p.m participating uh were myself uh vice president Dany president Smith and uh commissioner bassford from Administration Dr Robert toy miss kusevic Mr Jenaro and Miss Rolo um we discussed Miss kusal levich discussed Staffing and Par professionals she noted there's a nationwide teacher shortage and it's only beginning to really hit Clifton but will continue to increase Nationwide there are nearly 50% fewer students enrolled in college education programs than there are vacancies in Clifton we currently have several vacancies and unfilled leaves of absence we leverage all available resources to fill these positions including offering our staff extra teaching periods as described in the contract using daily substitutes providing internal or per DM substitute coverage condensing or combining classes wherever possible and on a limited basis using using distance learning options such as proximity learning in order to combat this issue we participate in many University Partnerships we have an aspiring teachers Academy with dual enrollment and are building a grow your own program to help power professionals become teachers we work with multiple staffing agencies and constantly recruit our own student teachers we currently have over 200 special education par professionals approximately a quarter of whom are full-time thanks to recent increases we are still short par professionals but are filling most of these vacancies with agency Paras for now we continue to actively interview to replace the agency Paris with our own hires and multiple pars are being appointed at the next meeting which is this meeting I believe um the action on on all those issues was informational concerning proximity and distance learning models Miss cus levich discussed the teacher shortage a need for specialized certificated staff members especially for high school classes she discussed the integration of distance learning classes taught through a program called proximity proximity is very similar to the classes we used to teach in our formerly uh state-of-the-art distance learning classroom in the eastwing media lab which is next to the cast studio with new technology we can do this anywhere we have a anywhere we have a Smartboard and Chromebooks with proximity a live New Jersey certified teacher is beamed into a class covered with a per DM sub and teaches the class on a large Smartboard interacting with the students following our curriculum teaching small groups on Chromebooks and using uh uses our attendance curriculum and grading system since this is new we've had some Growing Pains which are being addressed as we refine how the system works support is being provided and we continue to actively recruit for replacement teachers currently we are using distance learning for eight classes at CHS eight periods at CHS proximity Is used only for short-term Replacements due to the growing teacher shortage by allowing for certificated staff to be broadcast into the classroom we keep students students current with curriculum and the program is discontinued as soon as we find a full-time person to hire so if anybody knows some is it algebra 3 certified teachers that are looking let us know we've got a spot for uh action is informational uh homework proposal Miss cus levich uh reported that the policy committee reviewed the homework policy and received collaborative input from students student requests at the high school level include exploring minimizing homework during holidays and our weekends at this time homework guidance refers to Extended due dates for long-term projects that may include a holiday break any changes to such policy require input from multiple stakeholders and teachers and must have a voice in any such recommendation so you heard tonight we'll be doing some surveying on this very topic um special education update was provided by Miss Rolo she shared the following updates recent attendance at the Clifton disabilities fair and Arc transition Fair were both successful opportunities for community outreach we're looking forward to collaborating with the ca to host a nurtured heart training and dinner for parents on December 7th of this year the award-winning impact transition program at Clifton High School will receive recognition at the New Jersey School Board Association dinner on November 30th we anticipate a ribbon cutting ceremony for this program on November 28th at CHS due to an increase in the number of participants in Project UniFi at woodro Wilson Middle School will be adding an additional coach to help students participate successfully in the program and our last item was a discussion with Mr Jenaro concerning the therapy dog initiative he updated the committee on the adventures of chewy and recent visits to students and classrooms that created positive support in the schools classrooms and for individual students since September 5th chewy and his Handler Mr Jenaro have made over 150 visits across the district comprising small groups class visits group and individual therapeutic sessions and assembles amongst other visits he is part of the pbsis incentive program and behavioral modification plans chewy participated in District sporting events diversity dinners trunk Retreats veterans assemblies and the list goes on the growing need for this important and groundbreaking program was clearly established and a cost effective Ive plan for expansion has been detailed in policy the district is moving forward with opportunities to increase the therapy dog program in the district our meeting ended at 800m any questions okay uh our booster club committee Mr Mia so the bler club committee met on Monday October 30th 2023 at 606 P.M PN president from an Administration was Mr jeno assistant superintendent of schools president from the Board of Education would be myself serving in the capacity of committee chair commissioner bassford and commissioner Santiago also intendance for this committee meeting were representatives from the plethora of Clifton High School um booster clubs executive board members as well as several coaches representing their respective Sports um some agenda items when the meeting began with meetings and introductions followed by respective booster club sharing fundraising ideas inclusive of not limited to tricky trays beef staks tagging events Spirit Weare celles monetary donations Super Bowl boxes outside apps such as snap Rays car washes and breakfast SL dinner type events in addition each booster club was asked to share how they would spend the funds that are raised um Mr jenero and commissioner bassford sharing ideas had the booster club committee model the structure of the HSA PTA BTO committee that affords executive team members of each respective committee the opport of platform to network and share additional fundraising opportunity ideas as well as have an open Outlook of discussion for additional items administrative interns uh Miss Vega and Miss F Patrick will be invited to the next booer Club committee which would be in early 202024 so that they can share and hopefully replicate the success that they had on that committee with this new one that we have um the committee also discussed the possibility of returning to previous manner of operating the concession stand at the HS football games where booster clubs would even would earn more monies based upon booster club participation as opposed to the current vendor that they have um as the former approach was more lucrative for each booster club um this item will be brought to the attention of Dr roboy superintendent schools and Mr mle athletic directors to be discussed in the future meeting U commissioner bassard also requested that the booster club executive board share an itemized list of cost Revenue to Mr jenero so that the district has better understanding as how monies are raised um and how they're utilized today Mr is in recipient is in reip of two adiz list from the bo booster clip the next time we will meet again will be in the start of the 2024 calendar year and the meeting concluded at 7:10 p.m.

that do not have an SRO um just to remind the board our Sr and the SSO program is not funded by this District it is uh funded through grants from ad um and it's had REM amazing feedback we did a visit at Freedom the other day um and it was amazing feedback from parents uh from our students from The Faculty uh that the ssos are making a difference and um mixing with kids so we want to thank the cities of surprise and El Mirage uh for putting this uh school safety officer program together and helping us out for the schools that um do not have the SRO so um and that is it for my update thank a culmination of of of the year-end celebration for all of our bands um I also attended the monsoon Madness over at Valley and that was a lot of fun and I can't wait to see how much that can expand and grow um really a lot of fun and and look forward to next year uh this week I attended the bond and override committee and I'm looking uh forward to just hearing their update to the board tonight um Sorry it's long tonight earlier this week um I was asked to take part in a United States Senate youth program and this was really cool because it involved a civic's exam and interview uh and basically it was uh there was a phase of the assess for 10 candidates across Arizona high schools and I was asked to judge the candidates in a debate style event on their Poise knowledge of current events and their ability to provide a comprehensive response to a very challenging question um this is a really nice program um it involves a $10,000 scholarship for two students from each state and they'll give be given an opportunity to spend a whole week in Washington DC to experience policy changes from all branches of government um and this is all brought by the William Randolph Hurst foundation and is open to all high school juniors or seniors I was kind of hoping that um Miss Crawford was still here because she'd be excellent with that uh and that is my update thank you right last Thursday I was invited to speak at the Veterans Day assembly at Thompson Ranch Elementary and it was wonderful to be a part of honoring our veterans and I'd like to thank principal Scott Kerr and staff for allowing me to be a part of it it was very special um and then I too attended uh the March Madness at valy Vista High School last week I'd like to express my sincere appreciation to coach organize the shows you got to figure out the shows you got to figure out the prop then you got um your color guard so it was so nice to see all of that and just to see the level that we're taking our band programs to and our music programs just to see the level of our high school bands it was it was so fun it was just a wonderful evening so thank you thank you and I also attended the bond and override committee meeting this week so I am also looking forward to hearing about the update it was a very nice overview of you know past history our bond this is where we are financially and I feel like it was very informational and we have a nice variety of individuals on our committee and I'm so grateful for them so thank you very much and with that we will move on to item e consent agenda I will move to approve consent agenda items as presented with the exception of item F1 that that be moved for discussion at a later date second motion made by Crystal chapen seconded by Don denmore motion carries thank you we will move to item G1 Dr CTO thank you Madame President um as you mentioned earlier uh we just had a bond override committee update or sorry we had a bond committee meeting on Tuesday and tonight we'll have an update uh just to remind our board that we have four spokespersons uh Mr Patrick Campbell Mr Johnny Melton Miss Megan Perez Miss Shannon Frasier um and tonight to share the update is Mr Patrick Campbell Mr Campbell Madam uh president distinguished members of the board Dr CAU um thank you for the opportunity for this update again my name is Patrick Campbell I'm one of the chairs for the bond committee override um we're off and running uh but before I get into the uh the details of it I want to give a huge thank you and I mean no disrespect because I'm not 100% of their titles but big thank you to Craig maridell and Jenna for their um overwhelming support and ability to help us and provide information and slideshow and presentations and everything that we could hope for and it's been um an incredibly great working relationship so um that said meeting was called to order Tuesday November 14th um in here um uh there was just to a reminder there's 31 committee members uh we did a very deep dive into the intros because you know meeting one we just basically introduced hi I'm Patrick and it was nothing more than that but it was very fascinating to learn more of the history and how they're connected to Dart throughout um the initial introductions and as spoken um by Miss schaen there absolutely was a very broad uh perspective of what we've got which I appreciate so um we got into the actual Deep dive into the finance and budgets um the maintenance and operation funds fiscal year 23 um it was interesting to see numbers on paper black and white if you will um the average person you know may or may not know these things I know they're probably I'm going to be told you know they're available on dart.org or what have you but it was nice to see some of that stuff up front um we moved into the capital funds fiscal year 23 again Deep dive discussion and there was a lot of lively discussion throughout the entire process of the bond committee override meeting uh we moved on to the fiscal year 23 estimated classroom spending um the breakdown as presented to us was 72.7 for classroom spending and then non-classroom was 27.8 um we moved moved into a a lot more deeper understanding if you will of exactly how a bond affects Dart um what it means if it's here if it's not here if it disappears and all the above because there's definitely um not sure what the word I would choose but there's there's there's effects if you will so that was something that was very important to us as committee members to know um to to move forward with that um and how it actively affects everything uh we moved on to Capital funding history um The District's additional and this is just personally this was something that was incredibly interesting to me the district additional Assistance or daa um versus funded daa what's actually received and I'm I'm I'm sure I'm not telling you anything you don't already know um and then the state reduction and the numbers given to us between 2014 and 2024 um it was amazing that we went from 134 what I would call promised to an actual 74 and then actual leaving a 60 million reduction C and then there was some Lively discussion on okay so you promise this you get this and then this is what you are left to deal with um and again Kudos it seems like der's done well to get back on their feet um with with dealing with those things so again that was information that to a person I SP speaking with my peers afterwards most of us were not aware of so it was nice to learn and be educated on that um we started moving into more important stuff as far as identifying potential items and areas of need now this was presented um to us as things that the district I'm assuming have already identified is these are things we need to uh work on understand um look at things like that Transportation was a big one um 134 um I'll call them yellow buses for lack of a better term I did ask the question if white buses were included they said no so the main buses the sped buses and the regular buses 134 in inventory um 74 of those purchased prior to 2008 and that BAS basically leaves the desire is to have no more than 15 years on the age of those buses and currently 74 of our buses in Fleet are over that so again that that was a very striking number to see on paper um to be brought to us so that that again pushed a lot of uh intelligent conversation in the right direction um in no particular order after that facility Renovations Safety and Security and I'll elaborate more on that just here in a few minutes um High School land growth in the northwest part very specifically of this District was brought up k38 elementary schools facility Capital needs um asphalt hak there was some uh really nice jokes about living in Arizona and HVAC systems that came up you can imagine um Roofing and and the whatnot um then we moved into a very fascinating um section where we took the 31 committee members we basically gave them huge whiteboards and markers and said we we want to find out um basically just group discussion what's your concerns just speaking we're going to start small we're going to start in this room and put down and they just they gave us an you know a limited amount of time to go through and then we just had intelligent discussion sit down what what do you think and I'm just going to ask the board any guesses on what the overwhelming number one concerned was from the 31 committee members is that appropriate outside okay I'll tell you um safety Safety and Security of our of our schools students um staff etc etc and I I was a little bit surprised that it was that high on the list but every single board had touched it there were five total I took pictures if you guys want to see them but I didn't have time to like make copies for you or anything but anyways but yeah um it came up so based on that the discussion came back we each of us that from our table had a representative get up and discuss it and say okay now that we've done this and again we're looking at bonds um what type of things do we want to learn or do we want to know more about since security came up as one of them uh as a committee we did request um a meeting with um and again I'm I don't want to butcher titles so Jason jger and Kevin serter um who are um I guess director of safety if would that be appropriate and we requested meetings with them so at sometime very near future we're going to have that so we can get even more of a deep dive the committee would like to know what concerns they have what have you already done where are you going what how can we help what do we need to know that kind of stuff so good discussion on that um there was um a thought brought up about ongoing commitment to Quality um I'm kind of leaving security now in other words they they don't want to see and I'll use a phrase that was used at our table they don't want to see AB bandaid on Hemorrhage um speaking about things like HVAC and things like that in other words if there's a 10-cent fix we'd rather just see equipment that's going to be under warranty last longer and that seemed to be the consensus of the committee was that was something that we'd like to see a commitment to in the future um there was a request for transportation cost per mile evaluation um that was raised up because um the the information that we had received was that it might be a little high um based on that we did request a second um um and again I don't know title think he's the director of Transportation but Doug Curry and car Cara Valente we'd like to have them come in and speak with us again age of the buses things like this so we want to get more detailed information from the column subject matter experts if you will people that run those departments and then again in no particular order um safe preschool playgrounds was brought up um ages and updates um were brought up um shade structures including some front of some of the schools um apparently there was um some information brought to us that we were I was not aware of that um you know especially in our August and late in the school year and stuff there are some areas where they're brought up and there is not enough appropriate shade so it was something to be looked looked into if you will um obviously Continue to update Andor replace as Necessary Technology that's a that's a evergoing battle if you will because I mean the second you buy it it's outdated um the HVAC someone brought up the idea of misters don't know that I've ever seen misters anywhere on U campuses they might exist somewhere but it was brought up is that a possibility so again we're throwing options and solutions not just here's a problem so um there was lockers for Shadow Ridge and it was very specifically to Shadow Ridge brought up um we didn't have a lot of discussion on it but it was something I wanted to report to you because it was brought up um new Auditorium for Dart High School obviously a new high school very specifically in the northwest region was something that most thought would be at least appropriate to pursue um theater upgrades U more peras and sped staff members was something that was uh brought up as a need and then a very fascinating somebody um there was some addition additional crosswalk requests and it was explained to us that daart can't just go put a crosswalk wherever they feel like it there's a partnership with the city and I'm sure there has to be studies and traffic and all that kind of stuff brought up but um I would like if that could somehow be looked into I don't know how or when that's appropriate to ask but it is something that I think should be necessary especially since I work security over at Shadow and there's some things that I've witnessed myself that would be let's at least look into that um for the safety of our staff and our students um we did table uh the Deep dive into the override which was supposed to be discussed at that agenda but because of our Lively discussion that went more than two hours uh we basically said hey table this and we'll move that forward um before we did that there was a um a thought and a request of bringing in a possible outside survey to get this same type of feedback we got from the committee towards the rest of the community to say what's important to you what should we see but we want to do that smartly um lastly before we adjourn there was a a conversation about um pulse on the political climate if you will based on recent elections um things that had happened if we're going to move forward into um recommending a bond and override both or neither we'd like to know what's what's the receptiveness if you will of each of those items so that we're giving you um ultimately a very intelligent very thought out decision on exactly which direction we're heading and with that we adjourned and I'll take questions if you have any thank you so much I appreciate the updates I appreciate the thorough discussion from the committee and soliciting input from everybody I just I really appreciate you staying focused and objective and logical to what are the priorities and the needs of our community and is this fit so I just thank you you're welcome ma'am good I'll jump in sorry um I I just appreciate the the thoroughness that you do with each of these updates um and I appreciate you talking about doing maybe an outside survey um whether that's to uh you know the community members or maybe like maybe using a political consultant things like that um and I I just want to make sure that I that I M um share my appreciation for your group but also our district for making these uh committee meetings transparent and uh with the second meeting being live streamed and I think that our community deserves transparency uh with these uh with these bond an override committee meeting so I just want to share my appreciation for that thank you any other thoughts or questions all right thank you so much I appreciate it thank you next we'll move on to item G2 Dr croo thank you madam president uh tonight we start our board uh policy monitoring monitoring cycle uh we start with chapter one tonight uh these are our new policies that were adopted uh in January and by board policy we go through a cycle each year of looking at each chapter of these policies and and having a discussion or making changes if there are any changes tonight we can discuss that if there are changes they will be brought back uh on a future on the next agenda um as an action and discussion for the board to formally vote that so with that I present to you chapter one and if there is any changes we can discuss that I have some changes so are we going through the policies one by one or can I just give you my updates okay just just your updates would be great okay I think Jenna can capture those great so for policy 1-102 board authority responsibilities and immunities for the section um the header is each board member has important responsibilities including but not limited to so I'd like um some additions to some of these bullets um for instance um the existing text reads focusing on actions that are best for the district and it students I would like to add and the community the bullet that reads advocating for the needs of the district I would like to also add to that as well as the community the bullet that reads communicating the board members complaints I would like to remove the word complaints and replace it with concerns or staff complaints replace that with concerns Community complaints replace that with concerns and that is it for that policy let me know when you're ready okay um policy 1-10 three governing board organization uh just a minor edit in the third paragraph um where it reads in the absence of an elected officer at board meeting in include the word a board meeting that's it for that policy uh for the next policy 1-1 104 legal advice and representation um and I'm sorry on that one I've actually spoken with Dr CTO I I I'm good on that one um for policy 1-21 and also 1-22 I would like to pose a question um the students political affiliations are protected under policy 1-21 however under policy 1-22 for employees the staff members political affiliations are not protected I would like legal clarification on this one Madame President member denmore I will work on that and send that out to the board members get clarification on why it's in one and not the other perfect thank you you okay um policy 1-31 Rules of Order again just a minor edit on that for item e a motion to refer to committee I would like to include the word the prior to committee the last sentence uh notwithstanding the above it looks like the wordthe was omitted prior to the word board the board also I'm sorry that same policy on item six an abstention does not count as a vote for purposes of determining whether and motion passes should be changed from and to a a motion passes bear with me just a moment okay those are my only edits thank you I had a suggestion too um on item what is it I think it's D D1 the agenda um board meeting agendas on that last sentence it says any board member Desiring to place an item on the agenda will notify the superintendent or board president in writing um I feel like we've had we have an understanding that it could be verbal or in writing we could verbally request it at a meeting it doesn't have to be in writing so could we just add ver verbal verbally or in writing I'm good I just I just have one um in 1-103 under board presidency it says that uh the board in its direction may vote to elect a new board president before the next schedule's organizational meeting ief prefer that it we continue doing what we have been doing to where a board president board clerk is elected at the first organizational meeting of the year I just feel like that could as written this could be problematic depending and just we could just willy-nilly be voting out and voting in a new board president um so I would I would recommend that be taken out Madam president member Pritchard which paragraph were you referring to uh it's 103 correct under board presidency so it's the second in there okay and you're suggesting to scratch that okay is that for the first sentence for the organizational meeting no the second one about I'm one- 103 oh sorry okay let me keep going that said I'm wondering if there I want to say in our old policies there might have been some reference to what we do if the board president there might have been something in there about them dying or something I mean when if they're no if they move or something happens they're not there and it's in between meetings I thought there was some sort of process dictated in there so I don't know if we still need to possibly address that is is what we would do in like extenda circumstances my purpose was just so it wouldn't just be a willy-nilly let's just vote in and vote out whoever randomly okay we will check on that pull that we check on and just to confirm this is just a first read correct correct okay we will make all the changes bring back the policies that are have suggested changes those that are not touched you won't see again um the ones that have suggested edits will come to you in action discussion for the bo board to vote changes in that will be at the next meeting do we have anything else okay we will move on to item G3 Dr croo thank you madam president uh tonight we have a a presentation on our school accountability F through a through F letter grades and Dr asai will present this item it is my pleasure tonight to introduce somebody who can talk about school letter grades much better than I can our director of research and achievement uh who just got back from next door Miss Amy Harin good evening Madame President members of the board Dr croo and cabinet I am happy to present with you um or present to you the letter grades for um this last year's um Academic School year so um in front of you is some historical data to show you um the few years before they put a halt on letter grades and the few years after you can see we have um significantly increased the letter of a or number of a letter grade schools and um have decreased the B's because we've moved to Ace the cut scores have stayed the same throughout this entire time period so um the cut scores that are listed there are um the same ones that we have had during that time and in the previous board meeting um we shared what those categories are that build the K8 label um that is 50% growth 30% proficiency on the um state test both aasa and the um alternative um msaa eel um growth both growth and proficiency on the aella test and then acceleration and Readiness which is all of those um various indicators K3 reading um attendance um 8th grade increase and decrease in test scores for our high schools um starting in 2017 we had zero a schools we are happy to say we now have four a high schools in our district um their cut scores have changed they kept last year's the same as this year's because we had that change from a merit to the act so the high school test scores or um cut scores changed between 19 and 21 one um but they did stay the same from last year um the high schools are set up a little bit different they are based on um 30% proficiency 20% growth 20% College and Career Readiness indicator 20% graduation and then 10% of aella um effic proficiency and growth here are the individual School labels for um last year and this year for all of our um k8s middle schools and k4s you can see um we had lots of schools move up we only had one school drop a letter grade um so we had a good increase in those number of A's in our district which is a very great celebration and almost to that goal of all schools will be an a for our high schools um dard High School moved up so we have all four high schools in our district our a schools and then this year was The Return of District labels so um they ran the cut scores for that you can see on the right hand side um they use each School in our district is weighted equally and they run it like we would do a GPA for a student so um each a school we have is a four um three for a b two for a c one for a d and then they divide by our number of schools that receive labels um daart schools earned an a label um so we're very excited to say we are in a district and then and more exciting is how we did compared to surrounding school districts um we are one of the only a districts in our area you can see um that the only other A's were Lichfield Elementary and Buckeye High School the rest of the districts in our area are B's or C's so we are very happy with um our results from this last year and with that I'll H I'll stand for questions thank you so much I appreciate this I just I I do appreciate all of our hard work all of our teachers all of our students administrators our District staff I appreciate the high expectations and I look forward to keep continuing to move forward thank you do we have any other questions all right thank you so much next we will move on to item H1 Dr croo thank you madam president uh Madam president members of the board cabinet guests uh tonight um we are here to appoint or recommend to you to appoint a new assistant superintendent for human relations as you know at the end of this school year Dr polling is retiring so we ran a pretty comprehensive process uh which included a rather large uh panel committee interview in basket activities a cabinet interview um and we have finally come up with our candidate to recommend to you tonight so we are recommending to you tonight that U Mr Steven madingley be recommended um for the assignment in 2425 is the assistant superintendent of human relations um Mr mattingley has a master's degree from uh Northern in na Northern Arizona University uh he has 18 years of experience in the human relations Administration in public school districts in fact uh seven of those years he was the director of HR right here in diart so um Steve is going to come home back to diart and and we are happy to um recommend him tonight so with that I will stand for any questions thank you do we have any questions all right I move to approve the appointment of Steven mattingley as assistant superintendent of human relations second motion made by Crystal Chaffin seconded by everyone motion carries congratulations and Mr mattingley has joined us he's sitting in the front Steve if you can stand up he's also joined by his wife sh um who is a principal at Rancho in our district so congratulations Steve welcome welcome back thank you next we will move on to H3 Dr croo thank you madam president uh continuing on with our recommendations for positions tonight uh we bring to you a recommendation for the director of Community Education um and we are recommending to you that Mr Dustin Hammond uh be recommended for the assignment um beginning actually almost immediately so we'll have a transition plan Mr Hammond received an his masters from ASU uh he has extensive educational experience nine years of administr administrative experience um and both Poria and dart as he is currently um the principal at soran Heights so we will work on a transition plan with that um and we are happy to um recommend Mr Hammond for the position of director of Community Education and I believe he's here in the back with us tonight I'll stand for any questions thank you do we have any questions all right I will move to approve the appointment of Dustin Hammond as director of Community Education motion made by Crystal Chaffin seconded by Jennifer Drake motion carries congratulations thank you Mr Hammond Please Stand thank you very much congratulations we will move on to item H3 Dr croo thank you madam president uh tonight we bring to you another recommendation uh for a change in our ESS phase coordinator position and uh Dr asai will present this item Madame President members of the board tonight we bring forward the recommendation to change the position of phase psychologist to phase coordinator um after really examining the program and having the current phase psychologists leave we believe that Coordinator would be a more accurate description uh the person that's leaving had both abilities uh this person would be able to not only do intakes like the psychologist uh or they wouldn't do the intakes of psychologist is I'm sorry that would fall on the school psychologist but there really aren't that many they would be able to oversee the program better train teachers see articulation of the curriculum it is the goal that pH students uh progress to entering back into the General ad classroom and we're finding we need some more supports with that so it is our hope with the transition from the phase psychologist to coordinator that this would be a reality it's also a cost savings uh to the district thank you do we have any questions okay I will move to approve the Staffing modifications for the exceptional student services department as presented motion made by Crystal Chaffin seconded by Joe Grant motion carries thank you we will move on to item H4 Dr Coto thank you Madame President uh tonight we bring to you a presentation and approval a long weighted item that I believe member Grant requested um a while ago um but we are here to present to you uh a tutoring program that is being funded Again by the Arizona Department Department of Education and we finally have all the terms so we're here to present that to you and and present it for your approval so with that Dr asai will introduce this item and Dr asai will be follow uh filling in for Dr Longoria who has lost her voice uh she will be at the podium to answer questions uh should I need her so bear with me if it is uh not as smooth as Dr Loria would normally do so uh the Arizona Department of Education has authorized a tutoring program and the goal is to improve Proficiency in Reading Writing and math for students in grade four 4 through eight and to prepare students in grades 1 through three to test proficient in Reading Writing and math when they take the double ASA exam during their third grade year you can see the eligibility requirements outlined basically all students in grades 1 through three and students who tested below proficient in grades fourth through 8th and any one of those three subjects the tutoring sessions um the state has granted us a lot of leeway with them you can go up to 60 minutes a day it could be a 30 minute session or 45 minute session depending on what the students need up to four days a week so the teacher could choose to tutor two days a week three days a week four days a week um we have up to three students maximum uh when I've run this by teachers they really like it the idea that they are tutoring three students um for the time period that they really need that they think that that'll help them better be able to group students and students mainly attend one subject at a time these are in six week increments uh the first increment we have some latitude to do it a little shorter um if we do it prior to January the tutors and locations the T teacher must be a teacher of Records so they have to teach uh be teaching a class uh as opposed to just being a certified teacher because some of our teachers um our teachers and residents who are working on certification at the it has to be at the school site has to be on person so you can't do Zoom tutoring sessions and get paid for it it must be on site there's also a diagnostic assessment associated with this so students in the tutoring program will formally be assessed using a prepost that the state has produced uh the goal is to ensure that they are making making gains in the areas needed the assessment goal is to guide the instruction for the student based on their Baseline achievement obviously if they did well in something we wouldn't tutor on it um the go the ones they do poorly and we would and to achieve at least a half grade um equivalency which is a lofty goal we hope it makes one of the best things about this program is the state is paying teachers $40 an hour uh we love that rate we love to get money to teachers whenever possible uh so we were very happy that that is going to be the going rate uh we receive an allocation of funds based on the number of students being tutored and then there's a $200 stipend for each half grade gain in grade level equivalency during that six weeks so if you can get that gain in 6 weeks uh there's a large pay sum associated with it uh we haven't seen the test yet so I can't tell you how easy or difficult that would be that's a lot of gain we would love to see that and um I will answer any questions you have and if I turn to Ashley she will do her best to squeak out and answer thank you I just had a quick question um this funds for grades uh 1 through 3 and 4 through 8 if we had a bunch of students at a site who really needed tutors and maybe the teachers were just already maxed out could we possibly ask middle school or High School teachers to come drive to the elementary school and tutor them there yes because they are a teacher it doesn't have to be the child's teacher of record it just has to be a teacher who's qualified awesome thank you so the teacher would receive the stien the teacher receives the $40 an hour and we're also receiving money to because we have to pay benefits on that and the state is going to give the test or provide the test that makes that student qualify for tutoring so the state has already provided that um for the third or fourth through eth graders it's based on double ASA how they did on our state test last year um we do have a large amount of as students I mean we did well in our letter grades but we still have a lot that didn't meet proficiency so we will have plenty of students to tutor well yeah but I mean because we've heard from numerous principles that we have students that are struggling yeah um somehow I was told or I was under the under under the impression that I don't see it here anywhere that if I'm a title school I don't qualify for this is that true there were mixed messages at first however when it all came out I can do it if I'm a title school and I can get uh and I can go if I'm an ESS student originally we were told that wasn't going to because they were afraid it was supplanting uh but then it came as a ruling that it was not supplanting okay so we were really excited about that because those are some of our students who need it the most I'm very excited about that because that's where we were hearing well not all title schools but we heard from several that they had students suffering and I thought they're not going to be the ones to be able to benefit from this no we really see it as a win-win for students and teachers absolutely and families Madam president and member Grant um little clarification on that so they are eligible they cannot be currently in a federally funded tutting tutoring program that is supplanting so if they are not receiving tutoring being paid for out of federal funds then they qualify for this tutoring program so explain to me that teacher salary may be Federal funded no it has to do with it we are we funding a program already for tutoring out of Title One funds um and so if they're receiving that we can't replace or supplant those funds okay but we should be able to offer tutoring for a large majority of our kids thank you for looking into this I was really concerned when I heard Mr horn making the announcement I thought okay okay let's see what that's all about so it's exciting so thank you is past one school year or is it do we know how long it's for Madam president member Grant right now it is for the remainder of the school year to see how much money is there um and how much money is left and how much the tutoring is is going so um like that is it ALS Al is Grant funds through eser I believe the state is using which um are coming to an end too so um there's a few factors in that but definitely through this school year Esser funding is funding this not ours no I know through ad I believe it's those funds are coming from there I will double double check double double check but I believe some of that funding that the state department received they are using to fund this program okay thank you do we have an idea of how many of our students will be attending we have no idea yet we have to see how many teachers are interested uh we can't tutor more than the capacity we have with teachers uh so pending this tonight we'll share the information with principles to share with their staffs and Ashley already has a great system set up so hopefully we can swing right into action because we know we have students that need help now good okay I think this is great because as a teacher who has taught full-time and worked a second job if I'm getting paid $40 an hour for One $40 an hour for one student if I to to that student three times a week that means I don't have to work my second job I don't have to go spend another four or five hours after school I'm already at school I've got my materials I know the student we've so I am just thrilled about this thank you and the stien is really nice I mean that's a great incentive it's a great incentive and honestly it's just about helping our kids absolutely and especially if you get the 200 per kid for passing the test at the end on top of the 40 an hour that'll be a nice Christmas and end of year bonus thank you do we have any other questions all right then I will move to approve the intergovernmental agreement between Arizona Board of Education in daart Unified School District for student tutoring services and authorize the superintendent to sign the inter governmental agreement and any Affiliated documents motion made by Crystal Chaffin seconded by Christine Pritchard motion carries next we'll move on to item H5 Dr CTO thank you madam president uh tonight we bring to you some recommendations on Title One revisions uh that we have and Dr asai again will present this item and Ashley will stand by thank you Madame President members of the board Ashley and I are happy to present this item for you on our 2324 title Presentation um and Ashley did make all of these are much better a much better presentation than I would have done so the purpose of title one is to provide financial assistance to local education agencies leas like daer and schools with a high number or high percentage of children from low-income families to help ensure that all children meet the challenging State academic standards so it's in addition to uh not in place of is something really important Title One funding flows from the federal government to the state to the school district to the title one sites you can see our allocations here um our allocations have gone down that's because our number of free and reduced lunch students have gone down at our title schools and we do believe this could be due we lost some during covid because everyone was getting free and reduced lunch uh so we are really working to have families identify if they need free and reduced lunch because there's funding attached to that that helps their students directly before you see a list of how schools traditionally spend their Title One budget so we have programs like Avid and leader and me uh there is a portion they have to spend on family engagement um after school tutoring summer school summer planning and PD and also human capital the people we use in those classrooms and at those sites here Ashley list the goals of 2324 uh that we really want to see our title $1 dolls impact academic achievement and we'll come to slide in a minute where we see that our title schools are not necessarily achieving at the same rate as our non-title schools so we want to do that by accelerating academic growth and reducing the amount of students who are less than proficient on state exams uh we want to supplement and impact the core instruction to make sure every kid is getting instruction at a high level and at the same time ensure fiscal responsibility we want to make sure we're maximizing the use of our dollars to produce great res results for students because we need to get them ready for high school for college and for work and that's what it's all about here's a slide that I referred to um and this is specifically uh for math proficiency based on last year's data um although we have the expectations that all students achieve at high levels our current reality is that our title students are showing 30% proficiency while our non-title are showing a 52% proficiency so in our current system with our current title supports there's still about a 22% discrepancy in that achievement so how do we get how do we get there how do we get better we believe uh supporting students at the core instruction level instead of waiting till after they need uh their need of intervention is a good move currently we find a lot of interventionists and our interventionists are honestly the best of the best we have great interventionists the problem is kids take a test I teach a unit they take a test and at lots of our title schools I still have 60% failing which means the interventionist is supposed to intervene with 60% of the kids with a 100 if I have 100 in a grade level that's a lot for an interventionist to do times multiple grade levels so we want to shift to a model where we'll be more proactive to help teachers really understand especially in math how to get it how to get it across to students that first time and how to get students to achieve it high levels especially in those maths in grades six seven and eight our recommendation to do this is to add two positions one is a title one math content specialist currently we have a Content specialist Cammy Bernard and we hear a lot from principles and from teachers I need more time with Cammy I need Cammy to come and help me plan a unit out I need Cammy to come and model what the curriculum looks like I need Cammy to do a lot of things cammy's really good at what she does um we would H what we would like to do is we can't really do a K8 and a 912 because we can't use title in that way however we can use title to make a parallel position for our title schools to give them more attention we are also recommending that we add nine math coaches at our title sites this would put a math coach at each site with the exception of Ashton Ranch and dier metal who would share one and that's because they're departmentalized in grades 5 six S8 so they really only have four Math teachers on campus so that person would be split between those two campuses versus a ka8 school um to do this we need money unfortunately uh tile does not just keep raining forth money um so it it is a give and take and in order to do that we are recommending at that the base level of Staffing at each site be reset uh right now we have some title schools that have five interventionists everyone would go to a base of two interventionists and it would yes a reading interventionist and a math interventionist and then they would also have the math coach and we'll get more into detail on that on the next slide um here you see the math coach and titled content specialist Edition what their purpose is uh we've kind of already gone over the need the recommendation uh we did find it important to add in how would we measure the effectiveness how are we going to know that what we're doing is working because if we're investing money it's important we always look at what's the uh what's the return on our investment so we'd be looking at Benchmark data at those sites common formative assessments cfas and overall uh double ASA overall proficiency increase on the slide in front of you uh you can see how this change would take place so we requesting to add the nine math coaches and the one District math coach and to reduce the base at each site uh there's some other things here that we haven't talked about that are funded by title we have some preschool staff there would be no changing in preschool staff with the number of interventionist that would be reduced from 43 to 23 we will have room in our classrooms those people are not losing their jobs they are going from perhaps being a Kinder interventionist to being a kindergarten teacher they can also interview for the math Coach position if there's someone who really loves math that would be like Ashley not me uh the number of instructional assistants would not change uh the Family Outreach Specialists currently there's four of them would not change it would be an addition of 10 math coaches uh so there would be 60 positions versus 70 in this current year our next steps from there would be to continue with an in-depth analysis of our title programs we've really been delving into all of our programs to see how we're spending our money and its impact on student achievement uh to increase really the intentional collaboration and targeted support with curriculum and instruction research Department um and cni for our Title One schools and Ashley will stand for questions and I will answer them thank you so much I appreciate this I did have a couple of questions um I just want to Echo what you said we're not firing our interventionists they're not they're job title might be going away but we've got a place for them we have a place for them and it would not impact money okay and if they wanted to apply to be a math coach they they they could apply to be a math coach I did get a question this week it was a great question um our math coaches like our other coaches would receive a 301 equivalency um our teachers this year everyone receives 11,500 uh next year our teachers will be going up to 13,000 uh because the M equivalent is funded out of M last year in IBA they decided to freeze that so those people would not be going up to 13 with their peers for 301 it would instead stay at 115 okay thank but their pay would be no less than this year and it would go with the typical teacher and what would if I decided to apply for this job at as a math coach what would my typical day look like that's a really great question um that's actually one of the questions that we were thinking about putting on the application so I'll go really quick um it it would really consist of you would need to get there in there first and I'll kind of talk about the pre-work done because each campus might look a little different uh but really studying the data on your campus uh knowing where each teacher is um I think we have a couple different things going on in sixth seventh and eighth grade um the content has been pushed down uh from when I took my math test um so we're teaching to eighth graders today what I used to teach to 10th graders so we have some content knowledge areas so depending on if your need was content area um the problems are more inquiry based now you know so might be um helping someone with pedagogy these people would be in classrooms with the same rule we have for our TLS now since we revamp that program 80% of the time in contact with teachers and that could look like planning backwards planning with the units is sitting down with a group of teachers and saying let's look at the unit test now let's go back and let's past the lessons out you know let's really look at the lessons because the curriculum we have with the lessons we have it's not just I can come in and teach 2.2 off the top of my head I need to really look at those lessons and annotate and figure out how they go how one concept feeds into another I would say it's more complex than it used to be um so it could be co-planning it could be co- teing there's a lot of research coming in right now that says one of the most effective methods of coaching is with co- teing so it could be hey Ashley we're going to PL do this lesson together first period and then I'm going to watch you second period um it could be modeling if the teacher is really unsure if something comes up um like permutations or I'm not combinations uh that I'm not really you know that I have trouble teaching in the past or my scores showed wasn't that good um Ashley might watch me do it the first time period then we might do it together um it could be reflecting on data and looking at um looking at uh unit data it could also be a really good use would be creating more common formative assessments and dissecting that data and I take it as a ticket out the door today and let me help you plan how that's going to go into your bell work tomorrow we need to get a lot better with um using our feedback frequently because we know timely and specific spefic feedback it expedites student learning absolutely and are they going to be held to the same rubric um evaluations cycle as R TLS H they would be I we are going to tweak the rubric a little to fit more to a math coach because obviously content area knowledge um really fits in there a lot so it would be for the most part it would be the same number of domains but we look at someplace to really add that content knowledge and supported okay thank you so we're not going to have a bunch of math coaches just sitting out in an office for eight hours a day somewhere going I'm planning no there would be no I'm planning it's it's a very doing position um Jessica Felix has one of my favorite phrases is she'll say uh that might be a couch a couch issue um you know so as coaches still I know when I was a coach I had lots of couch issues that I took home uh just like when I was an English teacher I would grade at home sometime so the expectation while on campus is that 80% of that time is with teachers in one of those capacities thank you will this after school tutoring go away now that we have this new tutoring program um the mouth coach wouldn't necessarily do they wouldn't be responsible so much no not math coach I'm talking about right here it says after school tutoring oh how the schools spend their site fund money I'm so sorry uh no that wouldn't go away that would still schools will still have money to pay for tutoring but we got this new program so wouldn't they shift it to that not all the money is shifted to that there our sites still get receive site funds so title schools receive site funds at their site as well but what I get wouldn't a student be benefit by doing the little oneon-one or is the other one to help somebody do their homework like in a group setting after school is that what we're talking about from what I understand they're both the same thing they just just have different funding sources so student a couldn't go to Title One tutoring and the ad tutoring at the same time but they still both have both opport some of them might have both opportunities on campus that's correct and they just wouldn't be able to attend the same student wouldn't be able to attend both okay I understand that but wouldn't they be encouraged to go with the teacher the oneon-one or three onone with the teacher with this new program and use is after school money for other things is what I'm asking they certainly could do that for the remainder of the Year based on the numbers of students that choose to do the other route for the rest of the school year and then those students that do the we're just going to call the Mr horn tutoring program will they still qualify for after school funding for transportation or is that going to be a conflict I would think we already have a bus running that any student can ride that bus so that won't be a conflict if they do the other one no it would just be whose tutoring they're sitting in because the tutoring would be the supplanting so um you mentioned that an intervention as a current interventionist could apply to be um to become a coach a math coach or just go back into teaching you know which they're highly qualified for already obviously they're some of our best of our best teachers yes right um and I think that you mentioned that there might be a slight discrepancy in the the 301 versus the 301 equivalent pay correct so next year there there will be there will be a $1,500 difference um I think the other the other point of confusion that I've heard is it would be money taken out of a check right the 301 is not paid in our regular pay cycle uh for example we get paid well we got paid a lot this week uh we got PA we get paid normally on Tuesdays so we got our normal pay last Tuesday uh we did get our retention stiped this Tuesday but also uh tomorrow I think the 301 hits uh so it wouldn't be money I'm losing out of my paycheck it would just be a difference Ashley might get Ashley will get 3,000 and I'll get, 1500 that is distributed over five pays though depending on what part of the 301 cycle we're paying out on okay but the 301 equivalent is paid the same way that the 301 is paid correct it's paid the same way in fact if it was the same amount you would never notice uh people who were 301 and equival didn't necessarily realize they were 301 equivalent uh until a couple years ago until we realized how much it was eating out of M uh and because M there's only so much of it um you know it's what we pay our base out of and everything like that they decided it was a good move to freeze that okay so someone experiencing a slight decrease if maybe they're um a little bit more observant than someone else they would if they were to go to one of like these math coaching um positions they would probably participate in like a per DM training over the summer exactly they would yeah our tls's and um our so our tlss do receive additional days where we pay them per DM and we would definitely want to train our coaches so that in itself would probably offset if not put them ahead perfect thank you with the math proficiencies and the um and we're we're noticing that we're having a lot of issues with it what what are going to be the main focuses for the coaches the main focuses for the coaches uh one of the first focal points is making sure we're teaching at the grade level standard um I would like to say that done everywhere all the time uh sometimes we don't hit the standard completely um and I'm going to take it back to reading because I was an Ela girl so it's easier for me to explain uh it might say explain uh describe the characters and how they interact to move the plot along lots of times um I would teach in my classroom only describe the characters so when they got to their test they couldn't do the full thing because they didn't describe how the characters move the plot along uh math is the same way it's just not graph a linear equation it's how does the equation tell the story of what's happening so the first thing would be to make sure the standards are taught at the right time and at the right level um and to the right depth of knowledge uh that would be the primary purpose and then from there how are we doing with the delivery of the lesson uh did students receive enough feedback in that lesson math is one of the subjects that really lends itself to Quick frequent feedback as we're going through I always parallel it to dance teacher like if you have kids that hold up whiteboards and you're like yes no check your addition is that supposed to be multiplication or is it supposed to be addition uh we don't always see that format of feedback coming quickly in classes so it would be to coach on that helping kids have academic discussions about math we know the person doing the talking is the person doing learning um so sometimes me just sitting up there and talking and kids taking notes doesn't work as well um as it used to I don't know if it ever really worked for everybody um but to make sure there's good pedagogy going on and then just analyzing that data and figuring out how to differentiate in groups because not all kids get things in the same amount of time thank you and so the purpose of just restructuring this is we're still not seeing the gains we want to so we're just trying something new we're trying something new and we're basing it on the premise that an ounce of prevention is worth a pound of cure and that if we believe we are more proactive in strengthening that instru initial instruction that we won't have as many kids sliding over to tier two and then hopefully uh well right now we don't have enough interventionist to fill everybody that's sliding to tier two but eventually they'll only need those two interventionists because our tier one will be so strong and we'll see higher proficiency rates I mean at this time next year our Dream would be to come back to the board and say our title average is 62 and our non-title average is 62 thank you do we have any other questions I would like to just thank you all for a renewed focus on academics and and helping all of our students but especially our title um just kind of um get back on track so thank you okay I will move to approve Title One revisions as presented motion made by Crystal Chaffin seconded by Christine Pritchard motion carries thank you next we will move on to H6 Dr CTO thank you madam president uh tonight moving forward we are uh bringing to you recommendations um in our Esser funding and our restructure of positions in that Esser funds um and tonight um maryell spidel will be presenting this item thank you good evening Madame President members of the board Dr Coto cabinet and Community um tonight we'll be presenting information as stated on the history of user funding in our district um and really kind of going back through and revisiting how we've utilized it over these last few years um and also some changes that we'll now need to be making moving forward due to the lack of funding um with this funding source so as you recall in 2020 and 2021 Congress passed these three stimulus bills um that ultimately provided additional funding to address the needs that the pandemic uh created so here we see the different allocations that daer received um among the three sources that were Sr one Sr 2 and Sr 3 and so we'll go over the usage of those various allocations in the next few slides so Sesser one was enacted through the car's act in March of 2020 it was the original covid relief package and really the focus on those uses of funds was really to address um the response to covid-19 and really to prepare and um provide for the full and for the safe uh reopening of schools and so those funds uh we were received an allocation of 3.9 million and there you see the usage that we that we implemented for the areas it was a big focus on providing um sanitation um focus on cleaning we met a lot of our custodial needs for that year through the use of these funds at that time there was also a focus on supporting a remote learning environment as you recall there that was uh the need for a while there and so we purchased technology as noted there hotspots online licenses web cameras and then that was also the year that we were able to introduce permanent guest teachers at all of our sites and so ultimately at the end of fiscal year 21 we fully utilized sr1 allocation then starting in fiscal year 21 um we actually then learned of um Sr 2 uh it was enacted in December of 2020 and it provided an additional allocation of 16.1 million so it was a much larger allocation and so that one provided um the same flexibility it was still highly flexible as title as S1 was and it was intended to help continue to address those efforts of covid-19 but now it also had an expanded focus of addressing any learning loss um it allowed for us to be able to provide funding for school facility repairs and improvements and also uh any projects to improve the indoor air quality at our sites so if you recall that's actually what we what we did we purchased um air scrubbers for all of our sites we um continue to provide uh increased technology Focus so we purchased additional student and staff devices um and then also we then continued to expand the human resources and supports that were available this actually also included the first time we paid that retention stipend um utilizing sr2 funds and we addressed the learning loss requirement by providing now that summer school it was provided in two different sessions in June and July of 201 1 and just like Sesser 1 that fund was fully utilized through fiscal year 22 so then Sesser 3 was created in um December oh I'm sorry in March of 21 and that was through the American Rescue plan act if you recall this funding source as you see it was $3 36.5 million so it was a much larger allocation than the previous uh two aser allocations so the guidance on these funds it was very similar again you can use them as Sr one and sr2 but now it also had a requirement of 20% of those funds had to be utilized in the areas of addressing learning loss and providing additional supports for students and so we went through what positions um met that requirement and that's ultimately the positions that were funded through that through that Grant so given the amount of that funding available we again we were able to meet our technology needs we expanded that um we ensured that every student had a device staff up devices were updated we put interactive flat panels in our sites um and then in addition we expanded now to security cameras as well as the related server space needed to um support all of the technology and also the installation of those cameras is currently U being funded through sr3 we were also able to supplement our curriculum adoption the savis curriculum adoption that was just approved we were able to supplement um some of that through the Esser funding source and also we provided summer school for the last two fiscal years in June of 22 and June of 23 we also continue to provide a staff retention stipend and that's actually going to be paid in this fiscal year year um as Dr asai mentioned the first uh portion of that was paid this week and the second stipended will be paid in May of 24 and also as mentioned on the very bottom slide we were able to with that large portion of allocation we were able to now start funding uh temporary positions that were ultimately funded through sr3 and so those our plan as a district is to fully utilize these funds um by the end of this fiscal year 24 so we know that at the end of this fiscal year those cessor three funds will no longer be available so we'll go over those uh positions here next so these are the positions that are um funded right now through sr3 um currently there are four technology Specialists and one network technician that are funded through there as I stated a large number of Technology was purchased to support our school sites and so we um have these positions implemented in order to help support the sites and ensure the the technology was being used appropriately we have 24 social worker positions that are funed funded through Sesser 3 for $1.9 million um they're in there as they met that 20% learning loss requirement through that Grant we also have 20 student support technicians at all of our Ka Elementary sites um to help provide additional instructional supports as well we have a behavior analyst and then we also have our permanent guest teachers there are uh 28 permanent guest teachers we have one per K8 and two per high school and then as mentioned it covers the retention stipend that is being paid in this fiscal year and so um at the end of this fiscal year we will no longer have access to these supports and so that in total that we've covered through Esser is 11.2 million just in this fiscal year that we'll be paying um through this funding source and so we um are having to make uh restructurer recommendations which we'll go over here in the next slide so in looking at the what funding sources we reviewed what funding sources are as you know as school districts we have certain funding or you can you can use that are allowable um and not just allowable but what's also sustainable and so we reviewed the various positions and these are the recommendations that are being made is that the technology Specialists and the network technician continue to be paid through mips um at this point for sustainability social workers there is no funding source identified student support technicians they do meet the requirement of providing those classroom site supports and so that would not break the supplanting requirement so we can pay them out of classroom site fund the behavior analyst can be funded out of the idea Grant and the final two also resources uh there's no funding sources identified at this time and so at this time we're recommending those noted restructures be implemented and those funded positions U be funded from those funding sources for fiscal year 25 and eliminating the positions that have no funding source identified so with that I will answer any questions thank you m Miss Fel do we have any questions I have a lot I have a lot of questions and I'm sorry but I can't read my writing all the time so bear with me because I kept taking notes um but as you were talking I want to understand I want to make sure I understand you correctly so on when you said the erer money was used for the following positions the four technology Specialists who are still there but this is from Esser 3 is that correct that is correct okay so this 1,920 is the assumption that we have 24 social workers we don't have 24 social workers so what happened to the rest of that money because we only have 15 so what happened to the other money for the nine social workers so that's what's been budgeted in Sesser 3 ultimately we are able to continue sustain um we're going to relook after our retention stiens paid and see if we have to do some final reallocations um for the rest of this fiscal year but um moving forward we would know that we would have to budget $1.9 million out of a non-ester funding source moving forward so you moov the difference into the stien fund into the stien OR to to support additional items that that come up um there might be pricing differences as we do some installation of items there might be additional technology needs that come up and so there's a certain allowability what you can pay out of it and so we just meet those needs as needed well the point I'm making is this is an inflated number this number reflects if we were fully funded for if we fully fill the position we're not fully funded so this is an inflated number I just want to make that CLE that we're not paying 1.9 1,900 for social workers currently that is currently we are not playing that is the budgeted amount for 24 social worker positions that is correct okay so how are social workers paid prior to this where did that money come from so prior to this social workers were paid through the mips funding source um prior to the sr3 funds and why aren't we paying social workers through the myips fund in again so when we look at what's sustainable again almost a $2 million amount and it's not two million we only have 15 but go ahead I'm sorry no that's okay so and again if we plan for having a full 24 budgeted positions yes that that we'd have to account for for 24 positions correct so why can't they go through the myips funding again is what I'm asking Madam president um member Grant um they certainly could but the myips is not guaranteed funding um and therefore uh when that fund is depleted it's not guaranteed year after year that is billable services and therefore the more we put in myips the more we draw down it is not a sustainable fund for those positions and therefore we would be right back in this next year or the following year it's not as one of the criteria we use is it a sustainable funding source that we can keep these people and not having to go through this restructure year after year but it's sustainable for these other positions they are a lot less in amount yes okay um Can can social workers some of their services be build to Medicaid to qualify for myips funding so some of those Services actually are already buil in there and and receive funding for that workers contribute to the mips funding correct correct therefore reducing the myips funding um if they're eliminated so that funding will even get smaller no no they're they're making money they're contributing to the pot the myips pot correct how are the social workers how are the social workers contributing to the myips pot so if they provide allowable services that can be submitted for reimbursement um we submit for that reimbursement are able to to now it doesn't fully fund the potential $1.9 million but it does contribute to some of the reimbursement that we do receive not fully but a portion of it but they do there some of their services are billable that is correct okay can I can I ask just since we're on that billable piece just to clarify having experience in Billing Medicare typically a billable service is only at the LCSW level for like independent for um therapeutic type services Medicare typically only acknowledges that level of lure for billing so are all of our social workers lcsws and second part of that question it's my understanding in a social worker role in a school setting you are not to be providing therapeutic services that is correct uh Dr polling can probably research I don't know how many fit the requirement but you are correct in both statements so then they wouldn't be generating Revenue potentially I think if they don't meet the certain criteria they're excluded from that then yes they wouldn't be but I think to break down we can certainly look into who or how many are we able to submit and what we're getting for that that can be a you know something we can review can they not use Title One money for these social workers or idea grants or other federal grants was that looked at uh Madam president member Grant we did look at that um and did not have the capacity for that funding Okay so who's going to support these students um they've got to be able to come to school and be able to learn but if they're in a crisis mode because of grief or loneliness or bullying as we heard earlier neglect abuse who's going to support these students and the perfect example is what just happened at Thompson Ranch now who if this were to happen next year who's going to go and help support these students get through this kind of a situ situation and understand uh what just happened um I just don't understand why we're cutting all of them when we we need them to who who's going to help these kids that's what I need to know um ma Madam president um member Grant uh currently we have nine F nine vacancies as you mentioned before uh those schools do not have a social worker um and they do have other resources ail ailable to aiding kids that would include Thompson Ranch um and there Sykes we have counselors we have admin we have interventionists we have teachers so we do provide services to to the students that need it we are not turning away Services we would just need to use other avenues in order to get them an interventionist is doing Behavior some of the students are not helping somebody who's dealing with grief or dealing with abuse or neglect correct and we have we have Avenues to include the parents um and give them references and resources in order to get those needed things who is going to do that um the groups that I just mentioned and the principal is that what you said and the the could interventionist is going to do that that could be a choice yes can I ask Miss Grant what is it exactly that you're asking that who is going to do what like what exactly do you think our social workers do in a school setting they help kids deal with grief they help kids deal with uh um anger issues um bullying um we have kids that are hungry we have kids that are homeless getting them resources for all of this stuff um who's going to help them with that I mean we've heard about kids that get upset because they didn't get a they got a B on a test and the social worker works with them on you you don't have to be perfect it's okay to get a be it's okay that's I'm just asking the question um who's going to help these kids we have kids we have families living in cars and we all live in our bubble we all live in our nice neighborhoods or whatever neighborhood but we don't know that and who's going to help them with resources and I don't believe a behavior analyst is qualified to do that to get them resources because the social worker at least knows the Partnerships of the organizations that they can go to for assistance well and I just I want to clarify I I definitely see value in social workers um 100% but I um I also see that we have nearly $2 million worth of salary and benefits Associated to those positions that it sounds like we just don't have the money for so I guess where I'm standing I don't think think that it's not a valued service it's just where this money is running out we're not going to be able to sustain them um I I really again I I've said every time this comes up I hear different stories of you know how of our social workers being used they should not be therapists they should not be the person that is when you say who's going to be there for these kids it's not like they should be getting 50 minute sessions I never said that but what but what I mean is I know we have capable psychologists counselors assistant principles that help I mean I don't think and I'm not hearing that without these social workers these kids are going to be left without I mean because then someone's not doing their job we can't just let these kids I mean it takes a minute to get a list of Community Resources and I'm sure the social workers already have them and make sure families are connected so it's I it's a shame that we can't have more than um what it sounds like we're going to be having next year um because again there's definite value in their work but I don't know where we would get the money I would my my part of it would be is there a way where we could have maybe one social worker per high school that then also Services the feeders I know back when I used to work for the district there was there was we would have like six now it was social worker Behavior type role but um we would have to go to all the schools it wasn't ideal but not every single student in every single school is going to need Social Work services so at a bare minimum what would it look like as an option if we had one social worker at the high schools that then knew that you know there's something going on at one of the elementaries or middles and that person disperses out to that school or even being a resource that the principal can call and say hey can you send me over some resources for this family that's going through XYZ hooking them up with community services and then kind of working that way because it doesn't sound like it's a nobody sees their value it sounds like it's a matter of we just don't have $1.9 million and where I fully support making sure our families are hooked up with services and and get the supports they need um and I I'm also one that agrees that kids have to come to school ready to learn and if they're coming from a disruptive home life they're not going to be in the best position or condition to to absorb all the academics that we're wanting to present to them but I also know that sadly as a school district we have to service children for I me academically I mean that's our job in a school system is academics so if we have $1.9 million tied up in in 24 social workers but we and we also have a teacher shortage I mean we need to use the money to to make sure that our kids are learning and again Catch 22 because they can't learn to their Highest Potential if they're struggling at home but we are in the business of of educating children and again with how many teachers could we be hiring with that money or um it's just a shame but we it sounds like we just don't have the money unless I unless Dr Coto you have any other ideas of how we might be able to come up with at least four [Music] positions Madam president member Pritchard uh we did explore that um four positions are roughly $320 to $350,000 um and in the discussions about that um and you're correct I will say this is not an easy decision this is not a decision it was a very lengthy process that we had these discussions we tried our hardest to save every position but as you know $1.2 million is not easy to pull out of a school budget um you know the decisions were made in the past to put people in there in hindsight um I don't know if that was a great idea to put um employees in there um we could look at four that is a possibility but again what what are we going to do with the 320 to $350,000 um we felt that that was not a viable option again for sustainability um and all that with that funds so represent just so I'm clear four isn't sustainable we did not feel that it was sustainable thank you Mrs priter for for your comments I really appreciate that in fact you were you went and said exactly what I was about to say and that is well for one thing we need to stop saying 1.9 million because we do not have 24 social workers we only have 15 so whatever that cost is and it's not 1.9 so we really do need to stop saying 1.9 because that's for 24 but we don't have 24 you've already used you've already said the money from the 15 to the 24 you've already spent on the uh retention stiping right Madam president so we we I believe if the amount is already budgeted you can't speak otherwise yeah but they've already spent it on something else they spin it on the retention I don't think that's correct did I misunderstand Madam president member Grant no the the funds have the funds are still there in eser 3 if for example if we had the nine vacancies that were filled they if they were Sly hired they are earmarked in Sr 3 for the remainder of this fiscal year so we have money for eight more social workers sitting over here in Sesser 3 funds that are currently budgeted and held for that possible vacancy being filled and what happens to that money when erer goes away and we still have this money for eight social workers so that's when we look at what's finally at the very end of it and we reconcile out see if there's any final needs that we can meet as a district see if we have to just redistribute some cost cost because really at the end of this fiscal year we have to utilize all of sr3 and so if that means at the end we never fill those social workers and there was additional capacity available we may do a journal entry or something from a different funding source to fully utilize those funds never send it back no I do not want to send that back no but 300,000 isn't that sustainable through myips funding I mean obviously social workers contribute to the myips funding so isn't that a sustainable amount to at least retain some of them and and I know I know what's going to happen we're talking about Rifts and all of that but can you just say okay all social workers are eliminated we're re-evaluating the whole process and after we've looked at it the district is only going to have I don't know we'll pick the number four and then post those jobs Madame President um member Grant uh you cannot do the Personnel that way you cannot eliminate them then bring them right back uh that could be something we addressed um in the future um but you would have to wait um possibly a year out or so uh you can't eliminate that would be discrimination and employment law to eliminate all the employees and then decide who we are bringing back you could change the position but again I I think there is some um room there for some discrimination complaints as far as uh you have if you're going to bring some back you have to go through a riff process um and eliminate them accordingly and we did check with our attorneys on that and that is correct we cannot just pick and choose who are coming back or or or decide to eliminate them all and then bring four back you cannot do that in employment law I'm just using that as an example even though there's no money for 15 but there's only money for four okay let me look at my list never mind I think that's enough Miss spidel can you um remind us when the social workers were originally hired I was it 2018 or 2019 I can certainly look around that better thank you I believe it was the 1920 school year we started with a pilot with four and roll out to all schol that okay I believe under that pilot um if I if my memory serves me correctly we were advised uh as a board that these would be Grant funded initially I believe that that was the intent which didn't necessarily happen my recollection is that they were started in nips but that's also it's never been a sustainable source and I the goal is to change funding at some point so that my recollection okay so the fact is that we did change the funding I mean with Unfortunate Events of Esser um but I I believe that there was maybe another grant that we were trying for um and unfortunately we don't have our our former Finance uh person here but I I believe that that was the intent behind it was it was for it to uh become a sustainable Source um by being Grant funded and that didn't happen for one reason or another which was why it moved over to myips um and as Dr Coto has said multiple times tonight um that it's not sustainable um going forward and I just you know I want to Echo what Miss Pritchard said it's not that I don't find Value in in social workers um and to piggy back off of what Miss Grant said you know that we had while we we have children we have children that are in crisis we have families that are experiencing grief um and to share my experience when my children lost their father one of our first um stops was to our school in diart to ask if there was a social worker and from my perspective I was not needing a social worker to to talk to to talk through it but looking for resources we did not have a social worker in any of our schools at that time I didn't realize that um probably wasn't thinking clearly either but I can tell you from my experience with just one school many years ago every single person in that office stopped what they were doing they gave me a list of resources so much love they helped my students through the process once they were back at school they gave me resources for grief counseling for I I can't even tell you everything that they gave me and and my family at that time so I think that we are discounting our staff I also want to say that we are discounting our officers our community Liaisons our ssos our sro's these people know what they're doing they know exactly how to deal with families and GR grieve I've experienced that as a grieving uh uh person as well and I think that we're discounting all of the connections that they provide to our families as well uh and we're not paying for that those are you know through the grants through the cities through the state it's a sustainable resource it's building connections with our families and our schools and our community and I can't speak highly enough of those connections um and those resources that they provide to our families again I'm not dis I'm not saying that social workers don't matter but looking at this logically and emotionally we it's just not a sustainable position within our district has it any other questions or comments I will move to approve the approve the SR funding restructure as presented second motion made by Crystal Chaffin seconded by Don denmore motion carries we will move on to a a request for future agenda items okay at this time I I will move to established executive session second motion made by Crystal chapen seconded by Don denmore for

c.gov and it's edsi ght not sit Sam I think just going forward I mean there's clearly some areas that we're doing very well in and some obviously we need to improve upon so just kind of getting a sense of what are the strategies and tactics that we're going to be utilizing to do so um especially within the high areas that population is somewhat bringing our numbers down Essence too so are we especially the multilingual Learners you know what is it that you need support wise to ensure that they're receiving the education access to great question stay tuned for January 7th or whatever our budget proposal is yeah you yeah right in my wheelhouse um yeah I mean certainly we're considerate and we evaluate the resources that we have dedicated to the PO ation and you know um I I certainly don't want to paint a picture that our overall performance is hampered by students with high needs that I would never want that um idea out there uh students who have high needs actually their performance is really good compared to the rest of the state um and and we do very well there however you know we want to make sure and those kids deserve access to instruction at grade level standards um we spent a lot of time actually today with our admin team talking about how critical that is that was if you recall too when we talking about bounce forward coming out of the covid acceleration focus on students having access to grade level standards is critical the idea postco that we are going to um just go back and teach two-year-old stuff to help you catch up you would never catch up by the time you graduated so uh We've focused very much on teaching gr grade level standards and uh scaffolding where necessary to support students to access those standards and so we've had good achievement that way but we have to continue to make sure because I think it's easy with great intent ention to lower standards for students with high needs um thinking that you're doing them a favor um but we know that's not accurate so it's counterintuitive um that we have to really push them to access grade level standards to be successful and I think that's something that our staff is continuing to embrace um and continuing to work toward it every day any other questions updated I know when and I know some of the data gets in bar gold and so sure so yeah I mean there it's kind of drips and drabs in terms of individual pieces of data throughout the summer and then um the actual publication of this occurs early November so this has been out a couple of weeks you think two weeks so so any I think it came out like days before the Showcase actually day or two before the Showcase Adam um would you say that our uh Improvement in rank um has to do with how we've used our resources from covid on in sort of bringing our school population back and kind of you know getting them back to the S of normal education uh I don't think it's hurt at all I I you know because this is such a big picture um it's hard to say specifically yeah definitely but I would say that um what's really helped our growth in this rank area is our academic achievement uh particularly in grades three through eight where we have focused a lot on acceleration strategies which were a byproduct of Bounce forward PD we spent a lot of time and energy there um Marlene Kevin our curriculum team everybody actually our administrators all hands on deck to make sure that our teachers were comfortable with those strategies because it it wasn't easy postco and our our academic achievement is really what's bolstered a lot of our growth in the overall ranking when you look at each of the indicators both all you know non and and or all students and high needs I know Robin is is particularly proud of that I mean special ed is a big part of that bucket and those the students have done really well there all right well thank you very much I appreciate you coming down to check it out [Music] [Applause] thanks wife thank you Dr Solen for that excellent presentation very informative sure I'll be using that going forward um up next is uh audience um for public comment um if there's anyone in the audience who would like to make a public comment you have three minutes come on up to the podium and have at it please state your name uh Marl soel 25 Flagler Avenue uh hi on behalf of the chesher food driving board of directors uh myself and some of our our colleagues are here actually to say thank you uh we recently held the 50th annual Cheshire food drive uh recently and the participation of the chesher public schools students was absolutely amazing we had literally thousands of food donations made in the public schools as well as groups of student volunteers on the church green to help us over the weekend as a nonprofit we are so grateful that chesher public schools permits us to have a presence in the schools and that you give students of every age the opportunity to help their neighbors and to realize that helping each other can be easy and in some schools can be very fun again this is just a small token that we'd like to give Dr Solen to thank you for being one of our Community Partners the chesher food drive would not be as successful as it is without the participation of the chesher public school thank you we'll do a quick picture yeah I I just want to add that um I have an envelope uh for Marina and the food drive family uh a collection from our staff was made uh $1,271 uh which is really pretty impressive giving giv given that we don't even have a thousand full-time staff and to get that sort of contribution rate is is great um so thank you guys I appreciate that and just so everybody knows um cheser fuit yeah um here I'll you you get that one um chesher food drive Inc is the sole financial support for the town's food voucher program so the money that we collect uh during the food drive and all throughout the year goes so that resident in Cheshire can go to Human Services get a voucher go to stop and shop or Big Y buy whatever food or personal care items that they want and then chesher food drive Inc and our Treasurer who will get this uh pays the bills so thank you and we really do appreciate it very good congratulations it's great to see such generosity in our town is there any other audience members who would like to make public comment thank you Ben Paladino 25 ler have so I just want to thank all of you for um the opportunity you gave us last uh board meeting for the chesher fencer team chesher uh fencing team to speak and some of you were here and just want to thank you for that um you know I do have a couple of um I'm just here representing some of the parents and the students tonight we have some questions that we have for the board um and by the way I I did email Dr Solen first I am I'm a chain of command guy guys so this what I do I I really believe in the process I believe it's a partnership between parents and the board in the system um it's not us against them okay um so take these off I can't read um just so you know a little bit about why we came here last time um I mean last year I met with Mr trone I met with him last year um during the season um I asked him about this whole situation about making the cheser fen team fencing team of VAR City sport um I told him we were gonna go to the board uh he expressed to me he did not want me doing that he wanted me to uh he said give me a chance to work on it is what he told me you know and I said you know I again I respect I respect that whole process if someone tells me the ad tells me they're G to work on it I I believe them I'm I'm a hopeful optimistic what can I say um and then he told me yeah we know we we can get you some buses and we will work on this um they gave us two buses last year and he told me if I knew ahead of time I would have given you more okay so again you know I thought I followed the process I contacted Mr perini Perino Perino sorry well I'm Italian it's okay we can get you know I get a buy um you know I asked and he told me you know you're a club chain of command you know go to the board maybe they can do something whatever so again um two buses were offered again to Heather Von Fischer um she took it but you know we have 11 away meets and she actually actually condensed it um so it wouldn't be as expensive because as you heard last uh month you know parents and and students have to carpool to get to these things um so I I did email and I asked and I know it's a lot of money but I asked for eight buses not the full 11 um I'm not sure what can be done about that so I'm throwing that out there to you guys to see if there something that can be done um because again it is a burden on the parents and the students for some of these meets and um I'm very hopeful that in January Ary you're going to put your strategies to boost those numbers which by the way those numbers were phenomenal I'll tell you my numbers someday Dr so where I work and you'll be surprised um but you know and I'm hoping that that'll be be brought up as far as making us a Varsity Sport but the other thing is um I do work in a school system uh I am familiar with the process of uh making something at Varsity Sport and it in case some board members are not aware aside from the financial part of it it literally is a phone call and signing a piece of paper that that's what it is that's that's what it takes um I was hoping um since we already self-funded this year that we could be um just recognized as a Varsity Sport on a probationary um well as a probationary period and with the hopes that it would be a VAR sport in January I said hopes okay so um like I said those are the two things that are concerns by the athletes and the parents and um they asked me to bring it up so that's why I'm here again I thank you for your time I know you guys are busy I know what you do I know it's thankless job what you do and I appreciate it and so does the F the chesher fencing team so I'm not sure what the process is going to be for my questions I don't needed to be opened up tonight and discussed tonight but if Dr senen if you just get back to me if there's a discussion just let us know okay thank you guys thank you Mr Vice chair if I made just a quick this um is the audience piece and usually we talk about any emails and I I don't typically receive emails literally 37 minutes ago8 7:43 I guess received an email from Steve Vado um and it's really just you know more or less advocacy for the fencing team um and that uh his daughter Sarah Vado part of the Fencing Club in 2018 at CHS and her success in the um in fencing and you know she was thrilled about you know what the participation meant to her it was also a a shout out I guess uh I was addressed as Uncle Jeff which is a a reference I made during uh graduation ceremony in 2016 it's one of my all-time favorites that one but just thought I'd pass that on his audience thank you Dr Solen uh is there any other comment public comment okay I'll just just say you know uh you know we normally don't respond to public comment um just know that um your testimony was taken under consideration last month um uh the board is considering actions I guess that's fair to say and I'll follow up you know tomorrow uh the Caps cave convention but next week I will definitely follow up with you before Thanksgiving okay seeing no audience uh we will uh move along to committee reports and first up is curriculum Faith thank you uh we met on Monday November 13th um and basic two major um or yeah two major um points on the agenda first were a review of um program study changes they're all before you most most of them are simply um we the there will be a um AP World History Class added um to the high at the to the high school curriculum um changes in um you know year-long half year um but they're all before you and you can also review the meeting uh the meeting on um the YouTube channel it's exciting um and then also we p uh passed on for full consideration to the board after a two week uh review period a change in text for uh chemistry so we um had approved or recommended the approval of world of chemistry um it's a new text that will comport with the ngss standards and um so that's the biggest plus going for it right now um also the old text has been basically discontinued so we have to do something um but it's it's quite an impressive um a textbook so uh it will be on review in the public library and in Marlene's office so for the public to um take a look at um and again you know it's pretty well it's very well summarized here we also just heard about two outof State field trips one which was actually last week in Belfast main for the cross country team and we did very well up there and then um the ball is rolling for the dod Middle School DC trip in May which will be here before we know it so very perfunctory meeting um this is my last and I do want to point out something and going back to the uh CHS program study changes there was a little um notice in there that there was something called the MB PA the Mastery based performance assessment which few years back the legislature in its Infinite Wisdom decided to make a full credit course for all students to graduate or a single credit course requirement to graduate from high school um this involved so many man-hours to put together uh Dr Moren Reid was in charge of it um and we already have it as an elective but the state decided that every student in the state should should be doing this and it was basically a Capstone project um as I said it was a lot of manh hours um some money and um potentially taking a uh valuable time away from the kids to do this they for unfortunately never really got into it and then it just disappeared and my my point is um I hope that our legislators think long and hard before they start putting in mandates that they have no intention of keeping and I hope that the board coming forward will um put our legislators feet to the fire to think long and hard about some of the courses that they so actually mandates at all levels that they put on our district and perhaps give us a bit more autonomy in what we do and um the things we do for our students because we do know them best so thank you thank you Faith uh any questions or comments Sam were we making a change to I'm I just need some clarification because it was an ex it was an extra credit that needed to be to graduate for the upcoming class and districts had the option of selecting what it was the kids could choose to do and I thought we had a pretty good laid out plan for it Capstone wasn't an option there either so if you could just refresh my memory um so at the meeting on Monday uh regarding the program of study changes in the mbpa they are moving that to um an elective offering so that will probably include 30 to 40 students who might take that but it will no longer be a requirement okay that's what I thought thank you sure there's a very quick aside the state also requires now uh financial management personal finance uh We've required that since maybe 2012 um so that won't impact anything just in case anybody's paying attention out there so can I just understand um uh several of us have advanced degrees on here and uh we uh have to do a Capstone course for graduation what you're saying now is that people can volunteer or elect to do a Capstone course to what just improve their GPA essentially or what what is the goal of a Capstone course if it's an elective it's an elective course where they can go deeper into any particular area of study that they're interested in and that can culminate in a in a presentation um it can culminate in an activity in a video there's almost no limit to the ways that students can demonstrate their learning but it's no longer because it's no longer a requirement for the Connecticut uh from from the state of Connecticut it's no longer a requirement for our students as well they're putting forward that it can be an elective but they're not requiring every single graduate take that course before they can be issued a diploma so it's now more of a application college application booster enhancement I guess it could be um it's a passion project for a lot of kids but uh it's also you know one of the things that I appreciated about it and the fact fact that you know we had a number of students that leveraged this one it wasn't a requirement was that it's a great um way to demonstrate application of acquisition of the chesher performance standards um so I I think that's that's nice if uh a student wants to engage in that process and um maybe wants to do something a little off the reservation um it's that's a great opportunity so I if I recall because I we had to deal we had to at least adjust our policies a few times to accommodate for this um and there are always questions about Staffing and there was going to be a large amount of Staffing devoted to this because I it's not I I recall students could begin as early as their freshman year on this on this Capstone course and it was going to require a significant amount of staff so is this now going to just be like one person or like is you know a Capstone coordinator or how what what's like I'm guessing how much staff do we have to voted now compared to what do you anticipate we will have going forward so one of the things that you're you're right Adam one of the things that was talked about when this first came out was who was going to manage all of it and who was going to be who's going to have oversight and who was going to support each one of these students through the process and so there was talk about hiring staff to do that we were able to um Moren Reid took on some of that responsibility and then she worked with a committee who who um took that on partially as a duty partially as a professional responsibility some teachers actually had it as a course where they helped students so we will no longer need to allocate that there so there's going to be some reconfiguring going on plus we'll still have 30 or 40 students who will be taking it as a course okay I yeah that I'm done thank you go ahead I would yeah yeah yeah yeah I would just add that I went several years to um view those presentations those projects and they're actually fantastic projects and if we can look at uh learning especially with high school student well all students if we can look at learning as not just a something you put on your resume to go forward but as actually engaging in something that you're passionate about um I think these kind of projects are fantastic from from a teaching learning point of view um the part I think that that I agree with faithon is when you're told that you have to do this for all students as a requirement for graduation it's a it's a pretty heavy load but the the the projects that come out of this and the students that participate in them and there's nothing wrong with that as an educational experience so and cric me if I'm wrong don't the each of the projects have each of the students that that are doing those um capstones they have a teacher Mentor reader assigned to them yes and and just to go back to Adam your question we did not hire any staff to manage this I just wanted to be clear about that can I just I just I I my gripe is with the Mandate and and I would encourage as many students I I'm with the I've seen a number of those projects and and those kids are so into into what they have pulled together it isn't about getting into Harvard or Yale it is about pursuing something that they really loved and exploring it beyond what this what the course work the required cour work um offered so it was practical application it was passion but um you know again my point in raising that is it just it was um a rabbit hole and the state tends to send us down rabbit holes a lot which is unfortunately and that's where I offer course caution um for and and um a strong stand so that's all thank you any other comments or questions for curriculum okay um moving on to finance oh that's me and Mr maiana thank you Mr gripple good evening everyone the finance report and medical benefits report will be very brief because I need additional time on the next two items that we'll be discussing however the finance report is is very simple we're a third of the Year through the uh board members do have the report in their packet tonight we are uh expended or encumbered 74.8% of the budget all of our major encumbrances are completed which is primarily payroll and transportation are the largest ones there are no um issues that I see as of right now in any of the budget line so that is holding extremely well and of course we will continue to manage our budget and um work towards a successful budget close this year so that's it on finance and I'll just jump to medical benefits and then if there's questions we can address them for the month of October our claims were a825 um as the board knows the expected claims per month is 1.1 million so we were just below the 1.1 million on a year-to-date basis our um um net change to the reserve fund dropped by $27,000 so as of October 31st we're at 2 m2297 that gives us 1.84 months of claims Reserve um we're down a little bit from last year at the same same time um about 1.37% so we're tracking just about 6% over budget on a year to date basis on our claims as we go through the next couple of months and then hit January February March it looks like the the claims trend is is good and we just hope that that continues and that's finance and medical benefits thank you um any questions Tim yeah um just with regard to the medical benefits longterm a year or two ago we had someone in here from our insurance provider giving some updates and one of the programs that you have within the school system is trying to encourage Better Health yes and I'm just wondering 30 seconds on that is that ongoing any changes well it's ongoing and we've we've increased our you know health and wellness initiatives within the district just two weeks ago we had our annual health and wellness Fair last week we did biometric um um availability at chesher high school that's not my phone I don't think it's my watch sorry about that I don't know why that started uh so we've we've actually increased the number of opportunities for our employees to engage in health and wellness including things like walking challenges um encouraging people to do their doctor visit and um take advantage of to the extent that they employees that are taking out medical benefits through siga take advantage of siga's offerings you know which we encourage them to do it's very difficult to correlate you know those initiatives to improved claims it's it's the one claim that you avoid by having employees be proactive with their health that you can't measure the impact so we continue to look we continue to do health and wellness because it makes sense to do so for our employees do you happen to know what the average length of services for School Employees I mean we've got lots of teachers who go 30 40 years overall I mean is it 10 years 20 years do you have any idea I should say among the group who have insurance I'm not sure if every group has insurance or just generally speaking is what I'm wondering about are you asking for an average employee tenure yeah and not that you know it but I thought you possibly you would that's okay no worries I don't want to drag this out I can get that but I don't have it tonight yeah and it's not urgent don't worry about it we have long-term employees and the health outcomes are after a long time that's the only reason I asked that's good okay thank you VIN you're welcome uh my only question is um you said our incumbrances are up to 70 almost 75% um that seems a lot higher than last year if I recall you were you're really sort of dialed back so it seems like things are much more stable this year and there's a lot less worries well the encumbrance percentage is based on you know primary primarily payroll right we encumber salaries for the teachers we encumber for the cost of transportation that we expect for the full year so I I think that's uh in line with where we were last year at this point in the year and then as every month goes by that encumbered and expense amount increases as we continue to expend funds the um we still have you know the uh 60% hold on that's what I'm talking I'm sorry I was yes I was getting confused yeah so we still we're still at 60% of budget where our department heads and our principes can't expend more than 60% of the non-par line items so we're holding there that's always our buffer and we'll increase that probably when we get into January great okay thank you you're welcome any other questions okay um oh oh do we have two items for executive session right so is there a report so we have one from personnel and one from planning is that correct um so are there any reports from Personnel or planning that need to be done before we go into executive session no we may not need Executive session um I I don't believe we need it for the secretary's contract it's pretty straightforward but that is up to the board to decide if you do want to do that and the planning committee met on the dco contract yesterday so you know the planning committee members can decide on that um well the thought is that we're discussing um contracts I think it's probably a good idea contract resol right and then we would with possible action the follow correct okay even if it's only five minutes okay to discuss very good we have to dis disclose why right it's to discuss the secretarial contract and contract I make a motion to go into executive session to discuss the secretaries and technicians contract as well as the the proposed contract and the proposed bud bus contract inviting in the superintendent the COO Vin massian and marleene too okay as well as the assistant superintendent possible action to follow with possible action to follow okay and there was a second Andrew all in favor all right we uh recess to Executive session thank you okay move that the chure Board of Education approves the collective bargaining agreement with the chesher educational secretaries and technicians United for the period of July 1 2023 through June 30 2027 further that the Board of Education authorizes the superintendent of schools to sign the contract on its behalf that right do we have a second Tim uh are there is there any discussion on the motion yeah no I would just I'd just like to ask uh then to run us through the high level on it yes I'll be more than happy to do that this is a uh agreement that was reached um after negotiation sessions that began in March of 2023 um we ended the um sessions in mediation on October 25th 2023 that's when we arrived at a tenative agreement the high level terms of the contract are a four-year contract that is retroactive to July 1 2023 and running through June 30th of 2027 the um this particular bargaining unit has 51 employees that includes 10 and 12 month secretaries our technology assistants our library media technicians our benefits specialist and a payroll superviser on the employee benefit side the uh HSA plan will remain a plan but the HMO and PP plan poo plans that are currently offered will be eliminated during the first two years of the contract the deductibles remain the same at 24,000 in the third year of the contract the employee deductibles increased to 4500 the board will continue to make a contribution to the employee HSA of 1,000 or 2,000 1,000 for single and 2,000 for two person family in all four contract years so that hasn't changed from the current contract the employees for the HSA will have a co-share that increases to 133% in 2024 as of January then increasing to 14% January 1 2025 and then 15% effective January 1 2027 wage increases are U stepped based on where the employee is in terms of their tenure so employees step one through four the contract wages per year the increases per year are 2.625 2.75 2.75 and 2.75 in the last year employees that are at step five meaning they've been here five years or longer their wage increase will be 2.875 followed by 3% 3% and 3% there is a wage concession on um overtime currently the employees in this bargaining unit receive time and a half pay once they work over 36 hours under this new agreement the time and a half doesn't begin until they work 40 hours or more and those are the highlevel financial um Provisions that have been agreed to through mediation for this group all excuse EXC me any other questions uh Tim yeah well just a comment I think the I think this contract is reasonable fair I plan to support it and I thank you VIN for your time working on it and I thank the secretaries and Technical technician Union for working with vin in good faith working with vin in good faith thank you um any other commentary more questions um I also uh according to the little script here I have to open this to public comment is there anyone uh from uh the gallery who would like to speak on this uh contract okay great uh seeing none I'll call for a vote all in favor it is unanimous thank you um I believe there is a another motion perhaps maybe sure do we want to discuss this uh we should read the motion first make the motion first y think that I know this after four years right um move the chesher Board of Education recommends that the chesher Town Council waves the bidding requirements and approves entering into new agreement with dco in accordance with their proposal date October 12th 2023 to provide transportation services to the cheser public schools for the period from July 1 2024 to June 30th 2029 with annual escalation escalations of 6% 4% 4% 4% and 3% do have a second and seconds great um van again highlevel summary that would be great thank you for the for public consumption of yes thank you this is a um request for the Board of Education to approve um going to the Town Council to request a bid waiver to enter into a new five-year agreement the board cannot um approve a bid waiver only the Town Council can do that so the board is recommending uh a bid waiver as as stated in the motion this is a um proposal that is being recommended we've been negotiating for a new contract with dco for several months now they have proposed through a term sheet a new five-year agreement that would begin July 1 of 2024 so the contract isn't expiring until June 30th of 2024 that we're in now the high level terms would be a new five-year agreement however at the board's option if we wish to extend that agreement for another five years we can do so under state law however state law requires that dco would have to make at least one electric type one bus which is a large us operational again that's that's an option at our discretion um in the motion the contract increases are 6% in year one followed by 4% in the next three years and then the last contract year would be 3% that is below where the market right now is based on a survey that was B done by the school business officials Association the average Market increase right now is over 7% and years forward if you look at this proposal we're averaging 4.5% over the five years and currently the rate that we're paying per bus is below market and with the lower increases compared to Market we will stay below the average Market under terms of this contract um as part of this agreement Deco will replace approximately 50% of the bus fleet with new buses all diesel in the first year of the cont track they also are making sure that the buses will all have the latest technology including GPS tracking video cameras um if we would like the buses will enable us to offer parent a parent app where the parent can trct where the bus is um and then in the future turn by turn driver navigation if the state permits that right now it's not permitted and the last Financial term is that Deco is going to get give us a one-time $20,000 Credit in year one if we want to add any additional features to the bus fleet such as the extended stop arms so the one comment that I'd like to make is the increases that we're seeing here in the last two contracts we have had very low increases two contracts ago when we went out to bid the average increase per year was 2.4% in the current contract we're in the average increase per year was 1.6% the important thing in the current contract we um signed it in 2019 three months after we signed the contract and our rates were fixed the governor uh announced and the legislator passed an increase to the minimum wage law and so when we executed the contract minimum wage was $10 and in the next four years the minimum wage went up by 50% to $15 and as a a result of that Dao's cost for wages certainly increased and then on top of that there's been a driver shortage which pushed and added pressure to increase driver wages further so the fact that we are seeing an increase of 6% in the first year it it makes sense simply because the wage costs have gone up and our pricing prior to this it hasn't changed so I think that the um hos terms are very attractive for us as I said they'll keep our rates below the the current averages that we're seeing deo's been a our bus provider for 25 years they've done a very good job for us they've been very responsible they're always responsible they are located in New Britain that's where their headquarters are um and you know if necessary just to just to talk or deal with an um you know we can reach the president Don devivo you know by phone the uh CFO that we negotiated this contract with Scott bant has been with d for about a year he happens to be a cheser town resident and um you know Deo I I think um has earned you know our business and they are very aggressively trying to keep it through this proposal I'll stop there otherwise I could go on the rest of the evening as you know just a logistical question so does this go pretty quickly through the Town Council does it go to their next meeting it would have to get on their agenda it would be on the December 11th is their next uh business meeting I believe so if the board approves this tonight then Dr Solen will send a request to the town manager to add it on the next Town Council agenda okay thank you Tim thanks Adam so J generally I I don't like bid waivers but as I have learned in the past or come to the conclusion in the past that the school bus Market is unusual I don't think Vin mentioned it but when we we went out to bid in 2009 I was on the council at that time and I voted to send it to bid despite the recommendation of the assistant superintendent at the time Paul cowo and in general in principle I do believe I don't want to wave bids but for this I do think it makes sense we got the town got burned I was wrong in 2009 what was predicted to happen did happen we went out to bid it came in with higher rates from the same company dgo we would have just been better off if we had skipped that whole process gotten better rates the other another another Point um that the numbers don't even make that much sense to me but the point about the 50% wage increase getting baked into this seems like a big factor labor has got to be a big piece of this contract and we had very small increases even before anyone knew about the 50% hike from t uh $10 to $15 I'm happy with the Ser I'm happy with the service I we have a good relationship which is very important this is not where chesher is but there was a strike in Meridan just this past year school buses went on strike and I just don't even want to imagine what could happen in a situation like that with a new relationship that goes south the traffic it it would just could be awful so maintaining a good relationship is my point about that this past year dco has visited us visited us here in chesher uh twice want to share their thoughts on how chesher can Electrify our bus fleet that I thought was enlightening I I and I think other members would probably be interested um over the course of the next five years to get more get a few more school bus companies to come see us to give us their vision for electrification but generally speaking and I I follow this stuff a bit school bus electrification it's not something that's going to happen for us right now based on the current economics it's not just the dollars there's just there's supply chain issues getting getting them out the door is difficult so I'm hoping I'm hoping that'll change over the next few years but I think doing this for the next five years I think this contract is um is good for us and I'll just mention the other time that dco came to visit us visit the board I guess was not just making a presentation over in humiston but they actually brought uh one of their electric school buses to us to give us a tour and it was I the feedback I I visited the bus I didn't actually go on the tour with it but what the story I'd heard afterward I thought was uh pretty interesting and Vin correct me if I'm wrong on this but basically the parents at one bus stop there was what 20 or 30 kids get off at one bus stop and they were just in shock when the bus pulled up all of a sudden because they didn't hear it coming and you hear the diesel the rumble of the diesel engine coming and I personally think that'll end up if we can Electrify and I do believe we will be able to I think there's a big benefit with that um keeping the bus quieter having less yelling more calm fewer behavioral issues on the buses dco is very interested in getting us there as soon as possible I think that could really work I want to hear from more people but right now at this moment in time I think maintaining the course with that go is the right thing to do so I'm going to be supporting this motion thank you any other comments okay um is there any uh commentary from the public on this motion okay not seeing any a call for a vote all in favor it is unanimous thank you thank you Ben um moving on to policy uh yet another exciting policy meeting on H November 8th right November was that yeah November 8th um we reviewed um let's see how many policies did we review like six policies something like that um let's see so we reviewed um uh s uh what it changing the uh title of a uh from let's see assistant superintendent for instructional services to assistant superintendent um let's see Transportation uh we discussed a transportation the transportation policy uh that's going to be going back for further review and refinement um we discussed uh student admissions uh I believe there is a oh yes uh yeah change in legislation and uh we are going to be uh uh what what would be the term not supplemental kindergarten but transition a transition program for one year which we discussed that the uh which we approved at the last uh uh business meeting um uh age of attendance uh which was I believe also a statutory change uh organization of instruction um let's see we I think we decided decided to uh leave that one for now um status level sports program ah yes so this this is um a new policy that uh we will be uh I guess beginning to construct um uh dealing with uh uh how to qualify a sport for Varsity uh sort of sort of vaguely answering the question uh for our uh citizen who came before um we're we're trying to sort of uh figure that out um and that'll be handled in policy uh at least that's the thought process anyway right now um and then uh a new bylaw for uh board member orientation um so at the end of that discussion um we moved for first reading uh policy 2132 assistant superintendent for instructional Services um 5111 admission placement 5112 ages of attendance and bylaw 9230 new board member orientation to the full board and just again for for clarity that the status level sports program is still in uh its preliminary phases so there's nothing to be B for any kind of reading or consideration right now um and then uh we had um additional instruction um on a bylaw for what was this for bylaw for uh board self- evaluation uh we had a discussion about that um bylaw uh and bylaw code of ethics uh which um we had a discussion about and have decided decided to take no action currently um that the required further review um and with that we adjourn the meeting um so um is there any questions or comments about any action or discussion okay great that concludes the uh policy uh [Music] report uh let's see I don't think we have any other standing committees at this time correct no all right um approval of minutes would someone like to read motion and go ahead I move that the chesh board of I move that the chesher Board of Education approve the minutes from the meetings held October 19th 2023 and I move that the chesher Board of Education approved the minutes from the meeting held on November 2nd 2023 is there a second Sam are you seconding or is that a okay great a discussion on the motion seeing none uh call for a vote all in favor unanimous thank you okay miss harrian any uh correspondence I'm just gonna check with there is no correspondence this no correspondence fantastic there is I mean it'll be filed under correspondence I only mentioned that email earlier because it was Germain to the the initial speaker Mr Paladino okay but that'll be filed under correspondence like I said just came in thank you and now to the uh always the most anticipated point in the evening uh the superintendent report lot of pressure uh but uh I I want to try and keep this quick given the hour but um I'm just going to buzz through a few things it is American Education week this week so I just want to take this time to acknowledge everybody in the chesher public school system who makes our school system run and is as successful it is uh thank you to all of our our staff we have a tremendous team and to you our board members and uh politicians in the community to help provide the resources to help make us successful so thank you earlier this week we had the superintendent Awards dinner where we recognized 21 students from across the district uh for their character and accomplishments and it was really a great event available on YouTube check it out um the nextg school building committee has met and approved the design of both the North End and uh Norton schools if anybody's interested you jump on our Chester Public Schools website School modernization bottom left uh the latest designs are there for you um just in time for uh seven building 72 unit property on Route 10 to be approved this week uh great so um they're hoping to rent in the summerfall of 2024 um so to be determined um the question was raised earlier about how do we uh what are we doing to support um Health and Wellness in our school system you may be aware that last year we were acknowledged by the American Heart Association as a uh the the silver standard for health and well-being in the workplace um and we do do an awful lot to and we've continued to evolve in that respect and now we are a gold level Community yeah then the shock on his face it's exciting but um you know it is in all honesty something we're proud of and we'll look forward to sharing more information with you about that in the coming uh weeks um I will be joining Dr Gad and our security salt consultant Tom Vivia tomorrow at the Caps cab convention uh we'll be presenting uh a addressing Teen Mental Health and threat recognition uh that and intervention uh I know that you guys are familiar with our Teen Mental Health first aid program and a lot of the work that we do to uh provide supports for our students along theal Continuum and we're looking forward to sharing that with the Connecticut uh superintendent and Board of Ed Community tomorrow uh last night I had the honor of attending the Connecticut teacher of the year ceremony in Hartford uh it was really nice I uh the governor made comments that I always appreciate when he makes this statement and we talked about it when the governor came to our admin PD just we invited him and he showed up uh uh which was nice and he talked about um how different states have different natural resources and Connecticut has education as its natural resource and so um that always makes our our staff feel proud our teachers feel proud and I appreciate that uh we got to celebrate kathern zukas who's a first grade teacher at Norton school and the chesher Public Schools teacher of the year last night well-deserving she's an incredible teacher um there a surprise thrill for me though as I was leaving I got a tap on the shoulder from Molly condrin who was a chesher high school graduate when I was the principal there and um she's the Gren Public Schools teacher of the year so uh it's really awesome to see our kids go on and Achieve at such high levels uh to be named a teacher of the year from your district is an incredible honor so congratulations to both Katherine and Molly and last but certainly not least um I always tell groups that I talk to anytime Board of Education comes up that uh the commitment that is made by individuals uh who give up their time their energy their thoughts their ideas over a fouryear stretch is really uh impressive and really meaningful for our school system and community and tonight we are proud to recognize two folks who've given four years of their time uh may feel like eight but it's been four uh and faith I just want to say thank you for everything that you've done the time that you put in um you've tolerated Marlene many days for coffee no I'm kidding I really appreciate that you've put that sort of commitment into it and you're a stalwart Advocate against um mandates which we also appreciate uh and so certainly maybe not on the board but uh we be I hope a familiar face at the podium uh like marinaa was this evening and then Andrew uh I'm glad that you know you may be gone but not too far away you still work across the street and um like Faith you've committed so much everything that you've done for planning uh to help us achieve something that I know Vin and I thought was a pipe dream years ago uh to have that come to fruition uh with your support has been really meaningful and I don't know you know it's not just your support on the board with guidance through planning but also so uh what you do in this building to the economic development will substantially ease the financial burden of our uh evolving school system and so on uh for the two of you again thank you so much for your service and we have some gifts for you um so that it's a $10,000 bonus uh from Adams paycheck so don't be shocked when you open it up if you think marinaa got a nice envelope earlier look out so congratulations treasure yes yeah it's uh don't don't you know show anything off on camera but congratulations disregard that those checks are written in a [Laughter] pencil I just want to quickly say to Faith and Andrew it's been a pleasure over these four years and um I hope that many people come up to you on the streets when they see you and say just say thank you because it is a big deal to serve four years so so I'm saying thank you and if I could um I wrote something if that's okay um it's it's it's a little bit longer than I originally anticipated to be but I sat at the computer and I said like I had to like obviously the board is going to change and obviously we have all everyone here Sor Tony's not here tonight we've all been through a lot over the past four years and so I I kind of sat on my computer and I wrote something and so I hope that you guys could give me like five to seven minutes um and if it's too long I I'll stop but I think that you might appreciate some of the points that I bring up here so if I could is that right okay all right hope I don't cry all right it's hard for me to wrap my head around the fact that I've been had the honor to serve on this board for four years four years when I considered running I was at PTA DED Highland School having worked from home I had the ability to run class parties and volunteer as my daughter enjoyed her time at Highland decades earlier having always followed chesher in the growth of this I knew I could Lear something to the town I had a career in project management with school of construction in the great City of Waterbury and felt like I could add something to the discussion I attended an open form ma chestra High School a few years earlier and listened to the plan for a new Middle School I watched as that plan never saw the light of day by divided Board of Education and a Town Council after some coaxing I decided I wanted to seat at this table I felt I could help I felt like it was my turn to get back to my town my hometown into a district that shaped who I am today stop scrolling on Facebook and actually make something happen it gets better I'm not going to recap four years but we had this whole pandemic thing I took the oath of office in this room on December 1st bright-eyed and ready to tackle the riggers as a board service to only be thrown into the global pandemic in March after a mere three months I barely had my feet wet I hardly knew any of my fellow board members what ensued over the next several years was an experience I will never forget but one that helped to shape who I am and one that I'm immensely proud of this board some before you this Administration these families this town government and most importantly the students collectively made the best of an absolutely awful situation Tony you led this board we pivoted we reallocated funding we made hard decisions we wrecked tents to keep lunches we doubled down on buses to keep the annual DC trip to do at DOD we attempted to run polo grounds for graduations we sent staff to people's homes to work on it issues this District did not stop other districts were closed and we simply weren't we all put in the effort and care to make it happen and selfishly we all deserve a round of applause for what we did whatever the hell it is that we did Jeff now Dr Solen coming into this I didn't know you having grown up watching Dr Florio as cheser superintendent I was used to the tailored suit stoic kind of a superintendent you my friend are a bit different you are a leader you're a collaborator a hard worker and one that always seems to find the way this community is lucky to have you you're relatable to parents relatable to faculty and students alike and you're funny as hell you are Ram through and throw even if you still decide to live in Wallingford Vin always in a suit always prepared your budget books will always confuse me but I know I've never had to pay my own money for a budget shorefall and I'm simply thankful to you for that I trust you I feel you have the district's best interest at heart you're a good negotiator but you're also kind and thoughtful the day I received the call from the town manager that this is a true story the day that I had received the call from the town manager that had gotten the job at Town Hall you were the first call that I made afterwards I even called you before I called my mom also true I don't know exactly why but I just wanted your opinion and you said I can't think of anyone better for that job you're gonna do great kid I'm so excited for this town that's exactly what he said Marlene I'm so glad that you got the official title of assistant superintendent other than the fact your last title was a mouthful you certainly deserve it you care about these students and this District during some tough meetings over the years namely at the dod library in Jeff's absence you shined you commanded a packed house you led a constructive conversation address parents concerns you listened you diffused a very volatile situation you took parents concerns and you made it right you didn't take the easy road but you took the right Road I've really enjoyed working with you I look forward to seeing what you do for our district and for your future professional growth Carol you keep us all organized and informed I've yet to master the pronunciation of your last name but we're neighbors and so I'll figure that one out as time goes on the sport Administration takes management you provide just that I'm sure your day working for Peter de George God Rest of Soul helps you to be able to Pivot and deal with just about anything and I'm glad we have you in this District so I something for Tony but he's not here do you guys want me to stop or keep going all right is this good all right because Adam you're next Adam your humor and charm your humor and charm are understated as a your great head of hair in Tony's absence you run hell of a board meeting as we saw here tonight you take the Deep dive into the budget you read and analyze every account line item and funding area to discover any potential savings you care about the fiscal responsibility of this board and you keep us all accountable you have the taxpayer in mind I've really enjoyed getting to know you and hope that under the new board composition if they're listening they respect your knowledge and your care and now the budget faith when you and I were elected four years ago you said next to me at viron as the numbers were posted on the screen right you kept saying is this possible am I winning am I really winning you tugged on my sweater and looked at me when the final count was called with this look of shock little do we know then what a journey we would be on sometimes you have a hard time at first getting your point across but you always make it you stand by it even if it's unpopular and you're afraid to cast and you're not afraid to cast a no vote we don't just vote no you give a thoughtful rational explanation as to why you voted that way you do your homework you attend committee meetings that aren't even your own own you keep up on National and World issues you've had much to this board and has been a pleasure working with you and coming into this I didn't know you on a personal level I've really en the person that you are we haven't always agreed on every vote um but you are thoughtful caring and want to make sure that every voice is heard in this community you make sure your points are heard and what you share and when you share your core beliefs I've learned a lot from you and look forward to your visits with Christmas cookies at my town hall office if I'm still on your list I'm almost done I'm almost done Tim you were that guy with the aggressive wave and sweater on the corner of Route 10 and Camy road back when I was in high school when you were making your run for Town Council in the early n in the early 2000s I used to wonder who the hell that guy was I learned that guy as one that likes to serve his community you served this town for years as a member of the Town Council you went off to see the world and you came back and you chose cheser as a place to raise your family the busy guy is indicated by your tardiness to each and every one of our meetings raising a family working and researching all things sustainability I enjoy the way you think out loud and break down the items that were discussing and make sure you bring the board and audience along with you as you work to understand and make an informed and educated decision we joke about your solar you're not zero and other sustainability comments but honestly it is relevant needed timely and immensely appropriate Sam my dear friend Sam when we ran against each other four years ago I rooted for you I voted for you and you should have won the seat you're a mom you're an educator and you're truly a self-made individual over the past two years serving on this board with you I have been more and more impressed with what you bring to the conversation and to this community you know your stuff this district is lucky to have you and I know that time progresses Mike selling me will figure out a way to lower the volume on your mic in order to bring to bring the conversation down in just a bit all right in conclusion I would be remiss to not end with school modernization we did it we thoughtfully reviewed debate and pass a referendum as a first step on the path to updating our schools infrastructure over the next few years we will welcome two beautiful new buildings to our town and finally give Jeff a new median age of school buildings to add to all of his reports please please please don't stop there let's start planning for our next phase of modernization and I will help to grow the grand list to afford just that to our new board members if you're listening I hope that the spirit of collaboration that currently exists on this board continues I hope that the conversations remain constructive balanced and respectful and that yearend dinners and board Retreats continue because it's great to have a little fun together as the board and finally to my dear daughter Savannah thanks for allowing to be serve our town and putting up with my endless meetings and coming home sharing details you really didn't care all that much about but you pretended to has been an honor and privilege I hope that I leave the district just a little bit better than I found it and I upheld my original oath of office that's it um I'm guessing that concludes your report yes sir thank you I supposed to pick up after that thank you Andre for those wonderful words um I guess um as we move into the uh the Chairman's report um I'll first read a statement from uh chairman perini uh who um was able to be here tonight and uh so he explains fourth in this uh email here says uh Team I'm sorry I can't attend tonight's meeting due to the cave delegate assembly tonight ahead of the cab conference tomorrow I wanted to say a few words to to our outgoing Boe members faith and Andrew to Faith and Andrew thank you for your services last four years with your arrival to the Boe in 2019 so too did covid arrive shortly thereafter to say you sered during the most demanding time in the history of boes is a severe understatement yet you uh preserved and help us get through it you also helped your team navigate difficult situations as well as take advantage of incredible opportunities Faith your tireless work on the curriculum committee has been inspirational you demonstrated effective leadership by advocating for all voices and concerns while also working closely with our Administration to ensure that our curriculum is on course pun intended Andrew uh your leadership with the school modernization committee and planning committee helped us finally move forward to an actual School construction plan this is something that sadly took over 10 years to deliver I think thank you for uh all the hours you spent on SMC and Boe meetings not to mention your other day job I believe you were the bridge and helping bring school modernization to F to fruition I will miss working with you both but I know where to find you if I need you lastly thank you uh thank you for your trust in supporting me these last four years stay close and keep in touch PS if either of you uh does run for Boe again in the future maybe don't bring plagues and outbreaks with next time we have enough challenges already I joke or do I respectfully Tony on as for myself uh I just like to comment that uh it's been an honor to serve in leadership for the last four years I think it was um to me uh serving in leadership uh means to uh improve in organization and leave it better than you found it and I I think that uh Tony and I along with the team uh did just that and I hope that the uh incoming board and the new leadership uh continues in that uh vein so thank you and it's been an honor to serve as your Vice chairman so uh with that motion to adjourn Tim Andrew all in favor all right we are thank you

that second we have a motion and a second all in favor say I I opposed okay 1112 CC and 1113 so move second motion a second all in favor say I I opposed abstain I that's 301 okay we are now moving back to somewhere back here how about superintendent and staff report then we get there page 30 I just want to wish staff students and families a Happy Thanksgiving it's an opportunity to give thanks to your loved ones and uh really hope everybody enjoys their time off thank you Mr superintendent anybody else I was going to say the same thing I just want to wish everyone a wonderful Thanksgiving ditto have some ditos uh yes Happy Thanksgiving to everybody um I also did want to share that I had an opportunity to uh be at Cypress high school and Walker Junior High School this month and always appreciate it when they're super welcoming and organized so thank you nice toar also would like to just a lot of uh gratitude for our staff who are working tirelessly every day to serve our students um and our families and and for the families and students that we serve just very grateful for them as well thank you okay moving on to number 13 Board of Trustees report Miss p oh my goodness I have to be first okay since the last board meeting I've attended a few different meetings I went to the student discipline meeting and we were going to meet at catella this month but we had to to uh postpone that um but I'm really happy about the idea of taking the discipline committee onto our campuses and meeting with some of the teachers and the uh discipline committee there on the campus um and then I attend did the board study session and after that which was very good and then after that I went to the Cypress state of the city which they had this year which is like last year they've done they've gone to an evening presentation and it works out it's really nice um then I I got to do something that was really fun and that was a ride along with our transportation department I learned a lot okay I was really impressed with the driver I was imp impressed with how what I went on the route for um catella height in the Ponderosa and um you know how how they schedule all this and how they do it in other words and how they they kind of they rondevoo there's three buses and they kind of rondevo on one street and then they at the right time then they move and go pick up at the park and I I have to say this some of our parents have really stepped up and they're out there in the park kind of shepherding the kids you know kind of keeping an eye on them and that was for like mainly the junior high school kids which are the ones you really have to Corral so but it was really nice and then um then I learned something too about on the other side of the street from that Park where we pick up um it's like it's a dividing line for school districts and so we are sending one bus I believe we me we kind of look need to look into this because we're losing students because they they will go to a Garden Grove uh school because it's kind of closer and they're not getting Transportation so I think that's something we really need to look into uh we might get a few more students for ball and uh Lera Lera right um anyway but it was really interesting I am really impressed with what our bus drivers have to do and my bus driver was really engaged with the kids you know I mean it wasn't just driving a bus and ignoring the kids no he I watched him you know kind of high-five it with some of the kids and then one of the kids was kind of sniveling and so he uh dug into his backpack and gave him a a a throat loins and you know stuff like that you know and I just thought how neat is that you know he knows his kids you know it's just it's really it's really neat I I I was very very impressed um and uh I suggest anybody do it that hasn't done it because it's just a it's a real learning experience and I I've done it um for Western I did that one of them but this was a real Ro routine and I was really impressed with the bus driver too because he looked me up and he and so he literally introduced me to the students and told them what you know who I was and what I done and the fact that I had been on a you know a mayor of Cypress and I wow you know he really did research so it was really neat and I enjoyed talking with him and getting to know him too really and you know very very impressed in Scott and how what he's done there and how he Maneuvers all these buses and the start times and what have you it it isn't easy so anyway I'm going to put a plug in for another bus on that see that because I think that might really be something um then I went to the Cypress mayor's prayer breakfast and then Cypress Women's Conference where Nancy nen was one of the panelists so and then um my last thing was this week I had kind of a couple weeks there where I didn't do anything because I wasn't feeling great so Cyprus ground breaking we did that you know we dug the the dirt and got going for the uh new track and uh football field now and Coach Iman was there now coach Iman has been there 27 years my daughter ran for him so this is really something I I hope he sticks around long enough so he can work with the kids on that new track so that was kind of fun and that was it okay well I'll be very quick I the student discipline committee was uh disrupted because of but I think it'll probably be at catella next time look forward to that and um I attended the Cyprus High School planing field uh groundbreaking and I'm amazed at what Patty Neely Patty Neely does in this District you are Beyond awesome and Jennifer Brown our principal just did a wonderful job she had the band there and it was a beautifully done Affair and one to be proud of and today this came in the Anaheim bulletin it's a full half page marching bands turn up the volume and this is a um at Glover stadium with um the Anaheim Union High School District Band so I'll pass it on this way and they can pass it back to you okay take a look at it saw that that yeah always ni and I wish everyone a lovely holiday and everybody enjoy next week relax eat a lot have a nice Thanksgiving meeting with family and or wherever you travel good luck the traffic okay um well speaking of buses I was able to ride um one of the new electric buses in the Fall Festival per um for a little while we got off the bus and I as much as I tried to get back on the bus um the Fall Festival um Parade route is aligned with where I where I work in the daytime so a lot of the little kids um recognize me and and when they call my name I have to go out and shake their hand for sure but um it was it was really um a beautiful bus and again another one wonderful uh bus driver um who is just so happy to happy to oblige all of our craziness um uh S I think it was um who who um who who drove us a delightful person and um and uh the Fall Festival Parade I think um thank you John for organizing all of that getting us um and our superintendent I think that was the intent to use the bus because of your ankle but he got out and walked the whole route too I think we were we were going to just walk Center Street and we just ended up uh staying off the bus too much fun we had so much fun and um uh Jessica Guerrero as well um as her sister and we all had a really really good time and the ambassadors got the ambassadors got the uh the the easy ride just to get out there and wave we didn't let them get off off the bus cuz that would have been um a little bit too dangerous for them to keep hopping back back um off and on off the bus but um thank you John for arranging that um and uh we had a really really great time uh doing that um I also just yesterday had um a bus ride to uh the music center with um the wonderful uh Gilbert staff and students um again uh the connection that um sonita this uh speech pathologist has um with um uh someone that works at LA Opera and so I got to see another Opera and oh my goodness if you have a chance to go see it it's it's really kind of an Avant guard type Opera it's not a typical Opera it's new um uh an original uh piece just beautiful uh spectacular beautiful fall colors beautiful um scenery and um amazing amazing artists and um we actually got to hear the understudy so if the understudy was that great I can't even imagine uh you know the the the the the person that they had um filling their role so that starts um the 18th but um this is uh Gilbert High School's fourth time uh invited to the Opera and you could hear a pin drop um those kids were so enamored um with with the the pageantry of it and just think about all of the jobs um that they're exposed to with the Opera um from the um you know the the the um you know walking in and the Educators and um the lights the sound you know the the performance part of it the costumes I me I mean just just all of the exposure so um thank you to Sanita for inviting me again and um I know those students um their their cultural experience has been um enriched by that experience and and it um called Freda and Diego so um the life of uh Freda kala in Diego or the afterlife um so it's really really visually beautiful um and got to ride the bus uh in that rain yesterday and uh bus driver navigated all of that spectacularly um uh attended the uh spectacular band spectacular the 60th annual um band spectacular and it's just um amazing to uh see all the work that our students put in um and just in a short few a short few few uh weeks uh the band programs that they put together um one was really cute um I think it was Kennedy um and their theme was the um Little Shop of Horrors and um they brought out the little plant in a puppet size and then it kept growing getting bigger and bigger life siiz and they even had a student getting eating getting um eaten by the by the plant if you know that um that story so it was really wonderful so um thank you to all who put that together um so that all of our students can see each other's um band performances I uh attended the um Orange County School Board Association um AA dinner um annual dinner um and uh um it's always um great to um see you know the um administrators and um my fellow colleagues um all in one room when we get to to network um I had also attended um a crash their ambassador's meeting Daniela uh was gracious enough to let me um uh sit in and listen in on um all their secrets and all of their business um and uh um was I had a great time so thank you for letting me do that uh I attended my uh regular uh gasela meeting um and uh I just wanted to invite um any of you who are interested um they do um workshops throughout the year um not only for um our staff but they also do parent workshops and the next one coming up is about um uh food sensitivity and and um if you have anyone that you know um you know uh that that um may need this Workshop um I I uh invite you to go and I think it's December 6 here we go December 7th um at 5:30 and it's going to be a virtual presentation so go on the website and um find out so it's gasela um g a s l pa um and it's food selectivity actually and they're going to try to um uh talk about um adding more uh veggies and using a positive um behavioral approach um to uh decrease the non-preferred um Foods a lot of times um students that are on the Spectrum um have a select selective um eating habits um if you notice it's a lot of starchy Foods a lot of the crunchy uh fish crackers and and and potato chips and that kind of thing so um I thought this was um uh worthwhile um training also I attended um the um monthly um Roop meeting and we were um Brian and I were um uh presented with um three Pathways and um not only were uh the teachers there to um give a presentation but we also got to hear uh student testimonials which are just um a blessing because you know as the grown-ups in the room we we always can think that we're doing it right and we can always you know um you know put it down on paper it looks good but until I think we get the approval of um you know straight from the students um can we really say that we are doing it right um and all of the students were amazing spectacular um in their Pathways and they all praised um their instructors so that's what we want thank you and Happy Thanksgiving thank you well I attended the PTA Reflections at Oxford which is always interesting to see uh students uh work displayed uh we all attend of the stud session in the RO Conference Center which was put on by educ services so thank you so much for the presentation it's very informative educational for us um for Roop I 10 of the uh vocational nursing graduation where 24 uh adults graduated since it's not high school right now which they are working on uh trying to expand the uh the VN program but the 24 uh graduates uh for this quarter no a third of the year um I also was uh very pleased to uh be able to attend the Civic learning Awards which were um earned by Gilbert High School and Dale Junior High and I was able to attend the Dale Junior High where the Chief Justice of of California made the presentations and she is so uh welcoming and interactive with the students it was it was very nice to see that uh and she was just basically down on our level just like like a normal person yeah um then I was fortunate to attend the Simon scholar annual Awards dinner um and uh teacher of the year were uh Roop had one nominee and and of course our district had two finalists and one nominee so that was exciting to be able to attend that and see uh just what all the the uh winners what they uh give back to the students um uh every year after year uh I attended uh the L city council um where they recognized the the Kennedy girls volleyball team for their empire League Championship um attended the the band spectacular with with Mr Anal tro sit next to me and Miss Gro who is not here but the three of us were there um and of course the Roop meeting is Miss R Trail mentioned and then I attended the leama state of the city um report and they were proud to say that their reserves are at over 50% so of their budget so they're doing very well in their finances um attend of the Cypress High School groundbreaking so looking forward to seeing the uh in result of that seeing the new track and the fields and that and also I'm looking forward to seeing the Western finalization too so I'm sure that will they'll probably happen at the same time exactly glad to hear that um and then last night I came to the district office and and the Anaheim secondary Council PTA had a reflection Gallery here in the laama room and seeing uh re reading what the students had to say uh their thoughts it was amazing what these uh young minds are able to present to us so it's really heartwarming and then this afternoon I I went to uh former Doug Muny former principal Doug M's uh Memorial service he passed away uh last month so that's that was my activities for the month I want to wish everybody uh Happy Thanksgiving we we have you know even though we live in difficult times we live in some difficult areas personally in our with our families we are we are so thankful we have so much to be thankful for just think of what's going on in other parts of the world and and if we get if we can have a sandwich one time during the day that's so much more than others ever get during the day so um it's just a time to be very thankful for what we have any uh moving on to Advanced planning future meeting dates is uh December 12th uh and any suggested agenda items from the board saying trusty Guerrero trusty Guerrero R uh requested a chico CH Heritage resolution for the month of August and I will second that or I will bring that forward you will bring that forward okay is is that something that we we're going to discuss or is that she just requesting that to happen I I believe that those are that was that request was made in September and it's um part of the minutes from that mon yeah part of the minutes these oh this is part of the minutes thank you boy that's right we have him as a parliamentarian he keeps us on track you do okay you do all right so she did do that thing now we're moving on to 15 adjournment so moved second motion a second all in favor say I I opposed 5 Z thank you one and all have a good evening

any questions okay thank you to the Committees scroll down too far okay um unfinished business any unfinished business Mr President yes i' I'd like to discuss unfinished business please okay sure thank you to the administration to my colleagues on the board to the public I want to discuss discuss policy 5756 and this is a policy that has been implemented since 2019 I've been told by some that there's nothing wrong with it since it has been policy for so long and I have an open mind and maybe there haven't been issues in the past but the only reason that anyone found out about this policy is due to a parent in another District received a bad test paper home and this paper had a different first name than their child was born with upon further upon the parents further investigations they determined that their child had changed their name and their identity months before that and had no idea since there are thousands of policies and since many boards have turned over since then this policy was found out because of this incident and has become a a pretty hot topic on top of this Strauss Esme the law firm who informs the policy Committee of which policies are mandatory recommended or suggested alleged in 2019 that this policy was mandatory that was until a board was sued this year and all of a sudden Strauss Esme admitted it was not mandatory because of this the policy committee has increased their due diligence significantly which commissioner bassford chairs that is to request a section of the state law that exists and review Strauss esme's interpretation I urge everyone in this room and everybody in the public to read Clifton's policy 5756 this policy has created an environment of acceptable government secrecy masquerading as concern for children others are responsible for the government is presuming that my reaction if my son were to one day change his name or identify as someone else that I would chastise him and Levy oppressive measures upon Him rather than show appropriate concern and loving support a couple of weeks ago commissioner OB jable said very similar item in this fashion the Attorney General's office wants us to believe that there is certain information that parents couldn't possibly handle and aren't obligated to know but things government but things that employees who work for the government can the people elected and and to those that were appointed and treatened weren't there when my kids were born they weren't there for my kids first words and I don't think they would care less about my kids' life outcome for them to have the audacity to say that parents like me sh should remain without the affirmative duty to know something pivotal is happening in their children within the walls of a government funded school if we accept that the government can hide our children's name change and or identity transformation from us what couldn't it high from us for all the language that's used all the buzzword that are used on either side of the aisle this is about common sense a child to a parents the a a parent is uniquely responsible for everything in the child's everything their child is experiencing this is not a culture War this is a class war and the producers of this reality show are using our kids for the ratings the series needs to be cancelled commissioner Mahia this policy when you brought it up first two weeks ago you described how many members of the Hispanic Community if they came you know if they came out as gay it's essentially a death sentence the issue with this policy is it is not inclusive of gay kids lesbians or bisexuals this policy only has to do with with trans students there is nothing inclusive about this policy it's exclusively for that they for them to recognize this in this policy they are acknowledging there is a serious issue and then to hide it on go out of the way to hide it on top of this it's more than a lot of parents can can stomach it's not just me the the a poll came out a few months ago again to the people in this to the people in this room to the public this is not a 50/50 issue this is not a 6040 issue this is not a 7030 issue 77% of New Jersey adults say that they need to know if their kid changes their name or identity from their birth name when you pull out just the New Jersey parents it's 81% this is is not based on what I have studied what I have read from this contract this is not a hard decision and I don't want to make this decision on my own so what I'm requesting is to make a motion to allow the public once once the board discusses this to allow the public have a few minutes for them to get comment if that's possible I'd like to make a motion for that can I get a second please to weigh on weigh in on this policy this is a motion for second public second public com to discuss this special item please three with with a maximum of three minutes yeah any discussion on the motion Could you um so your motion is just to have a second uh once once the Mr President once the board discusses this matter if we could have a second public comment on this special limited to three minutes limited to 3 minutes max per person Mr President yes um just so that I'm clear doesn't the public come and share their thoughts on that already without doing this yes I do would this be u a special meeting instead is this right now this is just for right now if if I may I don't think this should happen right now I think that we should do a motion to put on the agenda for December to give the public the ability to come speak considering that not too many people are here gives the opportunity for us to to put this out there um while there is a first opportunity for public for people to speak about it maybe some people need a little more time um The Board needs to discuss it first well the board can discuss it but I'm I'm I'm we're discussing we're discussing the motion right now okay so let me rip out my Roberts rules on yall for a moment and say to you that we have a main motion that has now been amended through subsidiary motion so the motion the the main motion has not been acted on now I believe there's a motion to delay or to um postpone for a definite period to the December meeting this consideration and discussion of the policy 5756 if we if if the main mover and the one who second second it seconded it um are okay with that then we can just push that then if it's not if that's not agreeable to the mo to the main mover then we have to vote on the subsidiary motion motion to amend is yours is yours a motion or is it a discussion well he said I he said the magic words y you said motion he did now he doesn't have a second no so up time out we have a second the motion was to so let me clear it up so the motion is to delay to December to this way we can um authorize an advert authorize the administration to advertise for December and this is to make it clear to the public this is not a for or against this is for for us as a board to hear from the public so this way the board could put this to rest and understand what the constituents want so that would be a motion to postpone which is a subsidiary motion that takes priority oh man it's been a long week too now I am I'm good at my Rober that takes priority over the over the main motion so are we discussing the motion no you're discussing now the motion motion postpone okay for against whatever you want to say about it okay oh wait but did you second his motion I would second the motion to postpone now we got a discussion okay now we have a discussion can I go yes let go ahead okay so um Mr brunak called me ear earlier today I'm going to be very transparent about how to approach the board about this discussion and I told him it goes on to unfinished business because Mr Mia brought this up at two weeks uh last board meeting or two more board meetings ago um and um the language he uh clearly um pointed out some things to me uh we we toggled with suspending the the um the bylaw or abolishing the bylaw so God bless you my my question would be then if I want a little bit more further uh information from the attorney for abolishment we would need two readings for suspension we could do it immediately correct a to suspend is a is a oneof yes my my mic it to say so yes it would to postp to suspend a policy is at the at that very meeting you can suspend it for an indefinite period of time so now that we're talking about unfinished business there was an UNF unfinished business last meeting that was asked from board members and I hope there's an answer to this Mr Mahia commissioner Mia spoke about um repealing and taking us to the courts as other districts have done I asked what is the cost and do we have that answer the cost of of what exactly sir I'm not understand the cost of legal legal um to the extent that the I I apolog interrupting but I now understand the extent that the board wishes to suspend policy 5756 uh it is certainly within your prerogative to do so that does not obviate uh or diminish the Attorney General's guidance that have been promulgated in connection with um the gender identity issues that you guys are grappling with uh in this policy so you can suspend the policy you can abolish the policy um but that does not alleviate this District's responsibility to comply with and enforce the rules and regulations as promulgated by the state of New Jersey if you wish to do so um that is completely within your discretion whether that results in the Attorney General seeking to um declare your action void or voidable uh or to somehow collaterally attack the decision of this board I I cannot speak to I don't know whether the com whether the Attorney General would make that election or not uh to the extent that the the removal of policy 5756 would excuse me alter the methodologies upon which the administration enforces gender identity and the Attorney General guidelines that very all May subject you to uh a lawsuit from the state of New Jersey as it did in Hanover um in that situation they adopted a pol they amended a policy that was contrary to the attorney general's guidance the Attorney General um sought an injunction against the Board of Education uh from enforcing that policy it won that injunction I believe it's on appeal now uh so that the that has not been resolved as of this moment a very simple question whether it's this policy or any other policy if this board of education wishes to suspend it or to revoke it you may do so it doesn't alleviate your responsibilities to comply with the rules and regulations issued by the Department of Education yes okay Mike um Mr Abra we did ask about the cost and I know you don't know because you don't know the other law firms that are and what the the amount of work that's going into them do you do you happen to know how many other districts are in litigation right now I think it's only two I don't know that there's more than two um I certainly have not surveyed um you know what's out there I I really don't know um I I suspect that um a suspension of a policy is a much different animal than the adoption of a policy that is in direct contravention to what the Attorney General isting okay so can I continue with my okay thank you um my my my concerns are thousands of dollars being um spent on this and then there is going to be guidance eventually coming from these two cases even though they're in appeal and it's going quickly or is it dragging its feet the wheels of Justice often turn slowly so you know you know how long it's going to take M basser I don't know okay so my my my recommendation and I wish we we should have brought this back to policy but um we we didn't have it on the agenda would would be to I want to to when I was down in the um convention I spoke to a lot of other board members that are basically abolishing their policy they're just abolishing it and they're waiting on guidance because we were under the impression when we sat on policy in 2019 when this came down the pike from Strauss Esme that this was mandated so when a policy comes to the chair and to the committee members at the policy committee a mandated policies a mandated we have to implement it so there we are thinking that we're doing everything great we see the little M on it we mandated it now we time a mandated policy comes before us we're a little leery right now because is this a mandated policy or not a mandated policy can I one clarify I apologize stra s is not a law firm um it is a for-profit Enterprise that is in the business of I guess you know culling through all the recent case laws and and all the regulation changes and drafting changes to set policies um and there are discretionary policies there are mandated policies simply Strauss as a blessing a policy with an m on it um okay so doesn't make it necessarily the gospel can I finish my point okay um and we also had our attorney weigh in on this as well it was in your firm so um and we were told that this we had to do it so that's why the policy committee actually implemented this had I because I'm not comfortable with a lot of language in this um policy as well there are several points that my colleagues brought up several Pol uh um several things that other people from other districts have brought to my attention I would like to see it abolished that's just my personal and then come up you know wait for the guidance wait for the the actual mandate but going forward we really have to tread lightly on these mandated policies we're going to have to what we do now send them to you and you can tell us interrupt you for a second so the motion on the floor is to see whether we're going to push for a public session on a special item which is 5756 to the December forgive me for not knowing the date the four 7th December 7th meeting so the motion on the floor that's been moved and second it is to postpone the main motion which was a public discussion and board discussion 5756 to the extent that all of these other issues which are real and perfectly valid um are outside the parameters of the motion that's before you um so if you want if you if you want to no no and honestly if you want to abolish but you could you could entertain I'll I'll write it up and you'll abolish it you could entertain a motion at this point to to um so technically postpone motions to postpone are not debatable under Robert you can have another motion on top of you could but Robert's Rules doesn't actually allow for debate on subsidiary motions to postpone and so all of this conversation is all nice and good and I'm I'm perfectly fine with it but I think either you vote up or vote down the motion to postpone the main motion and if and once that's done and over with you could then move on to whatever unfinished business you wish and if that includes the suspension or yeah all right so so let's uh do a roll call uh this is to uh again remember you can make another motion after this if you want to suspend but right for now the motion is to have a um to have a separate public session um portion of the meeting to discuss this topic only uh the public will be uh limited to 3 minutes uh for their uh discussion on this topic only um and it will be advertised uh that way if you agree that and you want to have that take place it will be a yes vote if you don't want to have that be a no vote that motion would then go down and then new motions can be enter the motion goes back to the motion to do it right now right but then you can vote on to his as his as well correct right so I'm just saying just because you're voting on this motion doesn't mean you cannot have another motion come up after it correct okay so motion to approve this is a yes motion to deny is a no okay roll call please Mr abrao yes Miss bassford I've always advoc ated for the public to speak so I have to say yes sorry Mr brenc yes Mr Mahia would this be for December seven yes Mr Paris yes Mr Santiago um the public has spoken on this multiple times has had the opportunity to come do so um I vote no vice president Danny yes president Smith I agree with Mr Santiago but in respect to my colleague U Mr brunak I will vote Yes motion carries so now the public will be advised of a in some fashion of a subject you I'd like some administrative guidance on that and we advertising this as a second uh public comment on policy 557 only okay Mike we got that sounds good y okay um um Mr President through you to the superintendent can we put this back on policy so we really can dig into to what we want to talk about and um maybe have a discussion with the policy committee as well thank you to the extent that that discussion happens um I given the tight timeline between today and December 7 I'm not so sure you're going to have a meeting or not have a meeting to the extent that you do have a meeting it would be um I would suggest beneficial that either myself or Miss Miller attend you know I think yeah so well we want to have a special meeting motion to reconsider that motion special meeting just for that topic only that's what I was going to suggest can we have um some students from the diversity committee on it it's on what on the meeting yeah it'll be a public meeting okay no for a policy the policy committee oh policy is not well as of now that's it's not existed till um cuz it's after the 7th so so that motion so right now that motion holds aviated the the main motion I don't mean made the main motion um so whatever the next item is it is whatever you want to talk about it um to my colleagues on the policy committee can we switch our meeting from the 11th to the 4th would that work for you guys mrao are you a good with the fourth uh why wait sa soon it's up to you guys just tell me when I'll make it work can we have some students on it you can have anybody want if you have to go through the superintendent to invite we'll get together afterward to set up a date thank you now in all due respect him uh Mr brunak this is an important topic I I don't like it squished into a meeting if you're going to do this right I think there should be a special meeting just to discuss this and anyone would be welcome to attend it not asking you know who wants more meetings but this is an important enough topic that it should not be thrown in um with the other business we're going to be doing on the 7th so I suggest that you hold a special meeting for this and then policy can meet at any time before that um to give their recommendations and then we would hold a special meeting just for this particular topic that's my suggestion do as you wish anyone anyone in favor of having a special meeting on this Mr me you want to poll Mr arabo weing yeah I'm polling okay Mr password I think thinky meeting if there are other voices there I believe that you know we can bring it up during the regular meeting after the presentations or whatever okay I was doing it for you but I think we can it's just it's going to be an extra let's say 20 ex six hours yeah that's why I'm saying let's hold a special me exactly so exactly in my Phil up the room nobody may come yeah you're right but if you do you're rushing something to through that's very important you should do it the right way so let me continue to poll um Mr M you said yes Mr Paris I I would I think a separate meeting would be because it could turn into a very timec consuming meeting um this way it's dedicated and as long as give it dedicated and that's it that's it Mr Santiago yes uh vice president Danny yes I I think um you know separate meeting okay and I am yes also so um I need someone to make a motion now to hold a special meeting second motion motion second second by Mr rrao second by Mr Santiago so this motion would then um well I'm going to do that next um so this would cancel out the other motion or do was a yes correct right I mean we're doing it way yes all right so let's we'll look at a date in a second let's just um um that was only a poll so we're going to have to do it officially as a roll call now uh to hold a special meeting for uh this topic roll call please Mr abjo yep Miss bassford yes sorry sorry sorry and to resend the prior MO to Res the prior I thought that was a given yes yep yep having a dedicated meting and to resend the prior motion so Mr abjo again yes Miss basford yes Mr brunak yes Mr Mahia yes Mr Paris yes Mr Santiago yes vice president Danny yes president Smith yes motion carries okay Administration if you could look at some dates and uh let me know and then I can pull the board and make sure that everyone's okay with that date is that fair sounds good Mr President okay everyone okay with with that beautiful is there any on other unfinished business all right seeing none we'll move on to um education Administration um I have um ea1 we're going to do on a separate vote so ea2 through ea2 please motion so move by Mr uh abrao second second by uh Mr Paris discussion roll call please Mr yes Miss bassford yes Mr brunak yes Mr Mahia yes Mr Paris yes Mr Santiago yes vice president Danny yes president Smith yes motion car okay motion on ea1 please motion moot by Mr abrao second second by Mr Paris um Mr abrao you asked to uh read that so if You' like to too yes sir National Native American Heritage Month whereas during National Native American heritage month we celebrate the rich tapestry of indigenous peoples and honor their sacrifices and whereas Native Americans have enriched Our Heritage and continue to add all to all aspects of our society through their generosity of culture and the continued practice of teaching economic Environmental and Cultural sustainability and whereas our state and our country is blessed by the character and strength exe exemplified by the Native Americans who have answered the call of again Wednesday November 22nd and on December 2nd uh the Clifton community band will have our annual holiday concert that'll be at Clifton High School auditorium starts at 3M it's a free concert and uh if you want to get yourself into the holiday spirit early with some music uh it's the place to be um and just wishing everyone very helpful happy uh and and uh grateful Thanksgiving I'm grateful for our district and grateful for our staff our teachers uh our custodial staff our secretarial staff our nurses our Paris everyone who makes our system work um have a fantastic holiday and thank you for all you do for us in our in our students in town thank you thank you bless you Mr Santiago thank you profess uh president Smith uh um just want to kind of explain you know clarify or expand on 5756 policy that we talked about today and we vote so as I mentioned people do the public does and have and has already come up here and discussed specifically this policy in addition trans students Etc but this policy specifically the public comes up here and has already spoken about that and continues to do so so I don't see the reason to doesn't make sense to me to have a separate uh session for that um additionally we don't make the state laws the state laws are the state laws and um to get into some costly uh litigation against the state when it when by the way the public comes here and we spoke about it today power shortage teacher shortage right um with all due respect I rather not give that money to attorneys I rather hire and solve the power or the teacher shortage right um Additionally you know we can save you know I'm not for wasting any money right so we can save the taxpayer money as well um again we don't make the state laws um we have to uh abide by those um having said that please do go and support um the I hate Shakespeare play our kids do a great job with that again Friday 7 Saturday 7 Sunday 1:00 um happy Dali to all those celebrating it's also Filipino uh American Heritage Month um you thank I congrats to all our Filipino Community as well um yeah and and Happy Thanksgiving there's always something to be grateful for thank you so much Mr abrao um you know I wasn't going to say anything but as I was reading this National Native American heritage month I think we can do better in terms of how this is written in the future um you know it starts off with indigenous people and then we talk about how they serve in the military which I'm certain it's a low percentage of of Native Americans who serve in the military but doesn't talk about the stries and what they've gone through for a land to be built on native land and I don't think we celebrate that enough and it talks about it ends with events and appropriate events and activities but I'm curious what events and activities we actually do to celebrate Native American Heritage Month you know November is a time to be thankful to be appreciative to understand what family means and how we share each other's company how we respect each other and be good to each other um and we need to incorporate that into what this month really means it's not just eating turkey it's not just wearing you know making papier-mâché little hats and and whatnot um but I think we really need to understand what celebrated Native American Heritage Month really means like we do with other months um that's my piece on that I just had to get it out uh congrats to the board members who won um I hope you guys do this well and do it with purpose and for a reason um and not allow anybody or people to take granted of you at all um you know people talk about how elections things come out and and and it's it's a funny topic a funny subject um and the people who say it unfortunately are the sole purpose of it and reasoning behind it um you know the one thing I just want to mention I really been thinking about this past few weeks and I'll leave leave after this at this is that you know somebody decided to put an anonymous video about me being pro Palestinian I'm not going to talk about that topic and they posted anonymously but yet I know who did it um and um that'll come out soon because my lawyer is actually talking abouta now trying to figure it out actually figured it out so um and it's unfortunate people want to post videos and honestly because they don't have the the the konus to do it publicly um unfortunately and they can't put a name their name to something but I'll leave it at that thank you Miss mford yes thank you I just like to thank the administration and the children of this district for a nice time of year to be very generous to a local charity such as St peters's Haven that is just a such a blessing because they do give to a lot a lot of people and I'm just thankful for that so thank you to the children for getting that donation to all all of our all of those people at St peters's Haven um since we last talked uh the board most of the board went down to the uh New Jersey school board's Workshop where we uh networked we learned professionalism we uh learned topics uh it was a great great venue um took a lot of classes met a lot of people got got to see a lot of old colleagues uh Unfortunately they didn't get reelected um so there's a lot going on but um it was a nice venue so thank you very much on December 2nd I will be traveling to the DA because I am your representative on the the board of education for the um state so I will be going down there to cast my vote on some of the um the proposed amendments that have come on the table I sit on the subresolution committee so there was a there was uh 65 actual resolutions we only got it we got down to 6 and then we met on that um on a fine Wednesday afternoon and uh shaved out the information and if they do email it to me in time I will get it to everyone through the superintendent so Thanksgiving comes just once a year right so you count your blessings you count your blessings instead of your cross you count uh your gains instead of your losses you count your Joys instead of your woes you count your friends instead of your foes you count the smile instead of your tears you count your courage instead of your fears you count your years instead of your of you count your full years instead of your lean you count your kind Deeds instead of your mean you count your health instead of your wealth you count on God's instead of yourself so count your blessings everyone Happy Thanksgiving Mr brunak thank you Mr President I want to give a heartfelt congratulations to all the winners of the election this year congratulations Mr siano congrats to miss Suarez and congrats to Mr canover I look forward to working with you in the new year and I just want to wish everybody else a lot of events were previously stated here um Mr Mahia as being uh part of the botney village commission they have a tree lighting in the near future um December 1st I believe December 1st so should be a good celebration over there and I just want to wish everybody a Happy Thanksgiving thank you for your time and God bless America have a good night everybody vice president Danny oh did I miss I'm so I hate when I have to do it in the middle sorry Mr me you thank you president Smith I first like to congratulate our gymnastics coach on being recognized um congratulations to our boy soccer team on making it so far this year as well as coach lri for um being honored here today this Friday I'm going to be watching the play I like to thank Mrs POI for all the hard work she does and her staff um she's been doing this since I was in you know elementary school so it's a long time that she's been working on plays so hope to see many of you there this Friday Saturday or maybe even Sunday um congratulations to imagine math for sending over $1,000 to St Peters that's a tremendous accomplishment and tremendous service for them um just like Mr um Paris I did also attend the veterans assembly up at wood Wilson Middle School and it was a great assembly and I was surprised to see how many eighth graders we actually have up at wro Wilson Middle School so I hope they can all attend clion high school in the near future I know most of them probably won't um all end up at clion high school but I do hope they they do um a big congratulations to our Montreal team for competing up and at the Empire Chicago um competition especially um Jana for receiving the outstanding attorney award and M for for getting the outstanding witness award um this year on my birthday I'm going to be watching the band perform at um the Middle School the stadium is going to be at 7:00 p.m.

fantastic um event that we do each and every year so I do hope to see many of you there especially you do have children regardless if you celebrate Christmas or not um I hope to see many of you there this coming Friday on December 1st first um and thank you to again to all of our District staff and faculty members for making clipton such a great um place for our students to be congratulations um to Joseph siano um Joseph Kenova and Miss tan Suarez for winning their election and I hope to work with you guys this coming January and Beyond thank you vice president Danny thank you Mr Smith I'm not going to repeat um like a lot of the things that were already said so I kind of keep it brief so just want to say congratulations to the three board member elects that won in the election I look forward to working with all of you and Joe working with you back again um and um congratulations to the students and employees on their recognition and just everyone have a a happy and safe uh Thanksgiving and that's all I have for this evening thank you um I too would like to uh congratulate at U our U newly elected uh uh board members um I always knew Mr Kenova had a I say this very jokingly knew you always had a screw loose there that you wanted to come back here and do this again but uh um as I told you I know you have the kids in mind and uh I know you'll do a good job um Mr siano I I expect you to uh to continue uh being active in the community and showing up to everything that you did during the campaign um I wish you all the best and I've offered my assistance to you um Miss Suarez isn't here um so I wish her the best as well um as Joe I'm sure could tell you um there's going to be late nights there's going to be long nights um so I hope that uh that uh she had to leave I hope she'll uh be able to uh make the commitments they had meetings when they're when they're scheduled so all the best to you um I'll have more to say on uh on my departure um but uh I I'll hold that for the December meeting um I did want to clarify did ask um Mark if you could clarify a little bit from what I was told there were some Rumblings on Facebook um and uh it was addressed here tonight um either I was missing something at a meeting or something but I don't remember anyone that was ever stopped here at our microphone from from speaking um if I recall last meeting there was someone that was directing comments to one individual and you asked them to address the board um and not to stop speaking um so I want everyone to to understand that because there was there was obviously false information spread um and uh unless I miss something I do not remember you telling a person that they could not speak or or their first that you were violating their first amendment rights um in the years that I've been president here everyone has had the opportunity to come up and speak um some of it as board members we feel is uh is uh just a bunch of speak people like to come up and talk we sit here and we listen to it that's what they feel they want to do for for their five minutes of glory and on channel 77 they think they have an audience we sit here and we listen to it that's their right no one no one has ever been denied the opportunity to speak even when they spoke untruths and there was a lot of that happening but Facebook is usually the place that people like to do that they like to hide behind that and and do their untruths um but this is uh this is a forum that is for the education of kids and um it's been alluded to uh numerous times um you know they don't come out and say it was me but it was me I made a comment that I said wouldn't it be nice if people came up to the microphone and talked about the good things are happening in Clifton never did I say you don't have do not come up here and speak about the bad things I don't have the right to say that all is I suggested was wouldn't it be nice if we spoke about the good things because there's a lot of good things happening in Clifton so the positive people got that message the negative people continue with the negativeness I again will state that as long as I have been in this chair nobody nobody has been stopped from speaking I don't care what happened before I was president or before Dr roozi was here that's not the case everyone is entitled to come up to the microphone and speak about whatever you wish so you know I hate to put my colleagues on the spot but if uh you know if any of you felt that that was not carried out please please let me know that because otherwise I was missing something in the meeting um there is so much happening in the district um and happening at a at a wonderful time where we're thankful of so many things um Mr Paris uh the uh sleigh rides and sleigh bells is that what it's called there we go I was close um it's a wonderful program it's uh you know you and and all those uh talented musicians um some of them are current Clifton High School students that I'll be participating but um you and your wife have volunteered for so many years to do this and um I was so impressed last year um um I I will be there again this year and I hope everyone would come out and support it U it's held in the auditor orium um it would be nice to pack that place uh it's just a nice celebration of um all different things that happen um throughout whatever holidays we celebrate um so I encourage you all to to come out to that um and for the band on the the 22nd it's it's again a wonderful opportunity for the community to come together um at our wonderful Stadium to show our support support for our Mustang band um again our kids are what we're most thankful for and as board members we try each and every day to do the very best to represent our kids to make policies and procedures that help our kids continue to learn and at times there are things that we don't agree with we don't agree with the state we don't agree with uh some of our colleagues opinions or whatever but in the long run as long as we remember that we're here for one reason the most important reason is for our kids this board will continue to accomplish good things I'm very confident of that so I hope Mr Santiago I agree with you I I hope that people will see that we're extending this another time because it is an important issue but at any time at a public meeting you're free to come up here and and make your comments and make your suggestions this board puts a lot of time in and I'm not I I I I appreciate them agreeing to have this special meeting but the opport opportunity to speak is at every meeting every one of the board members has an email you can address the email to it you can call the superintendent the assistant superintendent there are so many Avenues to communicate with so I hope since the board is making this commitment that if people want to discuss this or make a comment on it that they will come out and we sit here at the direction of the people and if the people want us to continue to fight this we'll fight it so I just hope everyone understands that this is an important topic that we're willing to make this a special meeting to do it and at this time of the year with everything going on and all the things we have to be at it it is a major commitment to this board to do that so I hope that if you have an interest in that that topic that you will come on the date that we'll let you know of um and to address it so on that note I wish everyone all the very best for a happy and healthy Thanksgiving take the time out to remember what you're thankful for and that's all I have thank you is there any new business hearing none okay we're going to move on to Executive session we have um three executive session guys what up you good [Music] hello I'm going to be talking to myself in this case unless somebody had managed to find these tapes now aside from this I had decided in a long thought process to record my tapes the way my father did using VHS tapes I can record how I feel my thoughts my opinions on cases I'm doing and working on now in this case one case has been bothering me a lot and that case would be Case Case Case 32-year-old Matthew James was found well in this case hasn't been found yet but has been stated to be missing since yesterday evening he was on his way home according to his wife Lisa James who had I don't know what to think of this one there's little to no evidence at all we found his wallet at the quote unquote scene of the crime but that's it his wallet had money in it it had his credentials his ID his driver's license everything I have nothing to go off of for this one I would ask my partner to help me but I feel like he's busy as is and tape is this thing on oh it's recording good morning good afternoon good we'll be going over another one of my case files this one I dislike more than the previous one I walked into the office this morning to find that officer and it was parked right next to the forest was on it was off the side of the road now imagine this so his car is here the forest is over there I does anyone here ever have that who am I talking to deja vu in this case I felt like I was having a traffic stop and that would become more and more relevant the more I researched this I went over to the control car and I found drag marks leading towards the forest and abruptly stopping right before it there were no tire tracks so my initial thought was that maybe it was a traffic stop gone something's been bothering me lately oh 204 it's ever just get that odd feeling of being watched no I know I'm a detective and it's my job to can't sleep I I don't even feel safe in my own home let alone here there's plenty of people with weapons including myself and I don't feel safe not and it's not just like oh it's one of my co-workers watching me cuz it's not one thing I've noticed while I'm in my house usually alone and I'm in my bedroom I'll hear I'll he I'll hear coming from downstairs classic just knock knock knock knock but every time I go to investigate I find an Open Drawer an open cabinet an open window an Open Door most of which comes from the basement I don't want to say Paranormal Activity either cuz that's Preposterous but I can't help but I can't help but feel bothered I can't even tell my partner if I told him he'd think I was crazy so I keep having nightmares with a pale white mask piercing eyes they're pitch black but it's like every time I go to bed I see that but I'm in a state of paralysis and I look across the room and there's nothing there I'm might it's gotten to points where I fall asleep I'm scared and I don't know who to talk to so I'm just this is stupid I shouldn't have said anything end this tape [Music] is this thing on good okay I'm being followed something's in this building and I don't know what it is but it came in around 20 minutes ago and it's been Stu in the hallways I don't know where it is now but I don't know if it can I don't know if you can hear me but I've been hiding in this corner since it showed up I've not heard anything from any other officers nobody's caught on the wiie talkies I've not heard any weapons go off it's it's been quiet and I don't like quiet especially like this so something's here and I'm unarmed [Music] greetings Lieutenant good to see you are doing well are are you not it matters not to me Welcome to The Night Shift Lieutenant it's one specific thing your accompass was quite familiar with considering he couldn't rest too well Such a Pity he doesn't seem to get any good sleep does he well I made sure to give him a little help in getting some sleep perhaps eternally maybe I can help you too just to say this is obviously pre-recorded but that doesn't mean I can't hear or see everything you say and do right now I'll see you real soon Lieutenant don't keep me [Music] waiting [Music] hold n
