Linder brought up earlier I think one of the issues when site plan when they had to submit a photometric plan they were going to have to submit to photometric plans that show zero across this line I don't know that that's really possible I think that that's a real challenge if the real concern is at the river or at that small little ribbon area along there maybe we can address that separate but I don't know how to separate photometric plans can meet at zero along the line yeah that would be very difficult I think to enforce or to practically apply I understand the intent but I don't I don't know that they can accomplish showing zero along that line I'm not a lighting designer and Erica knows and and Sarah knows more than about this than I do because they were the one writing the ordinance my intent is that there isn't lighting an area one and so it's like it's not going back up and back down and all that sort of thing it's that we're keeping it as a park and none of our parks are lit and that if there's some low level stuff that can happen because of some occasional use at night I just I feel like this is a natural system that we need to respect too and so I don't know I think we may maybe were tying ourselves in knots at this point and that we should just see what's submitted and say this is what our intent is and see if you can meet it and maybe that's a better way to do it so they're not putting pedestrian lighting you know for 200 feet along this one little area which and then you hit the dark on either side of it I mean I just think in general we should really be trying to keep this river area dark at night that's how I feel so I in some ways I don't really care about the ordinance as long as you all get the message that we keep our parks dark at night in general I mean I think that's it and this is this is not like a downtown on this is not a library a lot understood you know it's not it's like we've got the river right next to it so in some ways I'm and kind of agnostic about whether we try to change any language tonight or not but just so that you all understand what we're contending that's what I care about so mr.

Mill's and I I can see both sides I like I don't feel strongly about the line across the middle of the property I wanted to make sure that we didn't allow light trespass onto the river you know and I think I think by if that's the property line like that we do that I think you're absolutely right we you clearly know that we're interested in like lighting particularly an area one and I mean and what this what at least the rest of the language talks about whether or not we have a dark line between area 1 and area 2 or not what what it does is hold you to minimum illuminance is right like I mean we really just want this not to be glowing right so that's something that I'm okay with but Erica's looked at this a little bit more than I have and I I'm no lady an expert I mean I'm I'm certainly trying to make sure that we're not suggesting something that's impossible I don't I'm confused about the the suggestion that worse that the the photometric plan would require zero along the line I don't think at any point we're requiring zero it would be 0.1 and so that the intention of the from my perspective of trying to create the separation between area 2 and area 1 is that there is this recognition that the lighting at the edge of area 2 is more intentionally shielded so that a once it hits area 1 its treating it sort of like a neighboring property that needs to be low have low lighting and so it creates a different structure for lighting with an area 2 because if you were only thinking along the property line then you're really it's a very different potential design of of lighting I mean we could also that's at a lower standard within area 1 of 0.3 you know but I think that's getting that's much beyond where we want to go with this you know but I just I I'd be curious to get some feedback if if you're you're here if you have any concerns with that area to an area one and the no III mean I think we heard both sides of this I think we certainly understand the intent we're certainly comfortable with including something in an amendment so that people don't have to concern that it all this got lost if you wanted to do it one area I think we're gonna approach lighting in the same way if you want to divide that line we're not particularly troubled by it we respect the fact that the Commission is having a full somtime this topic but to be to be completely candid pleasure the Commission on this I think we can live within it and and agree with what you're saying about that it doesn't make a lot of sense to have zero at that line yeah her point 10.1 makes sense so I agree with you on that too so we have a motion on the table can you keep clarifying that it is that right now are we making the distinction between do you are okay you are you are requiring to summarize you are requiring dark skies like compliant lighting and you're doing that by requiring fully shielded fixtures with in all areas of the site that it cannot be illuminated beyond the standards set forth in the IES handbook based on the use categories that neither at any property line nor the brown boundary between area 1 and area 2 can any light trespass exceed point 1 foot candles and the CRI and color color corrected temperature ratings of 70 and 3,000 have to apply to college I feel like we've memorized it Kent alright commissioner Milstein no commissioner Mills yes commissioner get Randall Commissioner Ackerman yes commissioner Briggs yes commissioner so they yeah commissioner Trudeau yeah commissioner Weatherby yes commissioner was no motion carries Commissioner Mills we're back to you okay this is the last one but I wanted just a little bit of explanation on this so this is about the setback from the river effectively what I would propose is that the setback from the river four buildings that include a minimum of X square feet of retail or restaurant space be 220 feet and for buildings that do not include effectively public space retail or restaurant space that we have a larger setback the reason that I was proposing this is that it ensures that anything that's built on that River we've talked about the benefit of having public space either retail or restaurant along the river and that's why we would encourage something being built there and so we would only allow things to be built along the river if they have one of those uses in them effectively the the question is like what is the right amount I I don't I don't design restaurants or retail things so like it's 5,000 square feet like an appropriate amount in a building it's not the entire building has to be that but a building that contains at least 5,000 square feet of retail or restaurant space could be within 20 feet and then it's 40 feet if it doesn't include 50 like so if a restaurant were built that was 6,000 square feet it could be built 20 feet to that but then in the future if they wanted to shift the use of that from market conditions to office it would not be permitted because it was no longer met the setback yes because because one of the things that we were talking about about you know we want active uses publicly accessible uses along the river and those locally accessible uses are you defining as simply restaurant in hotel I suggested restaurant and retail but I leave this over this was this was my kind of compromise of like okay we you know I don't it's a suggestion it's a proposal mr.

Weatherbee so I like the idea but the implementation I think what worries me is let's say it's a restaurant but there's no door on the river side and it's a blank wall and you have to go around to get into the restaurant unlikely that you'd put a blank wall by the river but you never know and so you know would we really get what we wanted from that and part of this is my experience with some of the new apartment buildings near me is some of them are very active and it's just like the entrance to an apartment building and they're actually very active in life in the sidewalk feel good kind of but they're not public and they're not restaurant or retail but it still gives that activity and I just don't know if requiring it to be a restaurant or retail that's it's empty without a design parameter I just I worry that it's not gonna do what we want it to do mr.

Ackerman Thank You mr. chair yeah I think I err on the side of flexibility as well you know I think one of the coolest things that could ever happen would be a restaurant goes out of business and the Ann Arbor District Library you know leases the space and opens a branch or or you know the Conservancy next door sets up a learning facility or something so I you know those are you know pie in the sky unicorn ideas but I I do I feel like I do err on the side of flexibility commissioner so they if we limit uses to a building adaptive reuse becomes difficult so I cannot support this motion commissioner Mills I'm an argument case I I just worried there's nothing that says they can't build one of the apartment buildings on the river and like is that okay as we've been talking about like in terms of where it is like there's nothing in our regulation now that what would limit that and so right now and again I think that there's lots of good things in this but this is an area plan right and that's what I were like the sticking point from the community has been what happens along the river and does this belong that close to the river and how tall is it along the river I think that there were lots of arguments made for why we shouldn't be talking about height because actually I think a better metric of as we like think about all of these things is like how much of this that public walkway is shaded in various like right shapes and sizes and I think that that was something honestly when you come before us like I think that's important the other thing that I hear is like we generally protect our River but this could be a really cool thing on the river I'm not sure that the community would would believe a really cool thing on the river is another apartment building and so that's what I that's why I'm uncomfortable with allowing something that doesn't have some sense of mixed-use along along right along the river that that's my if it helps because we know that the that the same reasons that we talked about before about why this doesn't want to be a residential location here and it wants to be hospitality and we know hospitality wants adjacencies to work we are actually not all that troubled if it gets comfort with the rules to suggest that you're comfortable with that setback as long as there is what what through my head is River facing retail I think that that gives some flexibility from hospitality and other uses I can tell you that's going to be a restaurant but I understand you want to maintain an appropriate structure in the zoning ordinance so riverfront any River facing retail which could be hospitality or which could be F and B or or another public River facing use is understandable to us I guess and and and and that the square footage you suggested of a minimum of five thousand square feet in that in that use it doesn't trouble me in the least I mean I think that's already essentially what we're programming there so if that helped the discussion well and to follow up on my other scenario keep in mind that like any zoning district beauties can be amended so if there is some restriction and that adaptive reuse in the future might support our market conditions might support other use it's not to say that they couldn't seek amendment to the PUD regulations it's obviously a more substantive review process than a psych plan but to that end if that's a slight sort of moderation of concerns of being too prescriptive that that opportunity does exist the PUD supplemental regulations could be created they can they can be amended so if there were some market conditions and forces that would direct reconsideration of that in the future because it seemed too restrictive at that time that could always be considered but it's obviously not an easy process rahmel so just to follow up on that though if we don't have a restriction and they propose an apartment not them somebody else proposes an apartment building we can't then say no no we're gonna change the restriction that's correct right like that's correct okay so I don't know if there's an actual motion made I would make a motion to amend that section 3 page 5 honestly this is you guys know how I generally feel about area plans this is one of the sticking points for me because that that building is the sticking point for me in this whole thing so that's why I don't know that there's support for this but I feel like I need to do it so that I can feel comfortable voting on the whole motion so the amendment would be to change it to say let me look at it again from the north property line 20 feet minimum for buildings including a minimum of 5,000 square feet of river facing retail uses or 40 feet for all other uses for buildings that you know for all other buildings do we have a second the intention is not is retail restaurant the hotel uses okay do we have a second Thank You Commissioner Shido any further discussion on this motion let's do roll call vote sir Milstein yes Commissioner Mills yeah Commissioner Gabe Randall Commissioner Ackerman no Commissioner Briggs yeah Commissioner so they Commissioner Trudeau it's your prerogative commissioner or whether me no commissioner was no motion fails okay I think Commissioner Mills you're out of motions we're back to the main amended motion Commissioner Mills since I will be voting against this I want to tell you it's because it's because of this I'm I'm worried about that particular building I don't love area plans I love what you have shown us I really do and if this has come as what comes before us I will absolutely support it but I can't support the rezoning for the area plan without some more specificity about what's happening on that corner so I please I if this passes please like I really like this I think that the rest of this is fantastic rezoning is our opportunity right as a as a board to actually you know set the rules and make sure that it that we're seeing and that's one of the challenges that we have I understand the reason about why you would bring an area plan rather so I plan to us I get it it's just really and I and I think you guys made lots of great strides in helping to give us more certainty that's that's the corner that's I think the tricky one and because that's the thing that that's a concern for the community and I think a concern for me personally like I generally would like to have active things along the river as long as they're going to be active I just want to let you know that's why you'll have to see my vote well we understand and my only hope is that that we have the opportunity to bring a site plan before you but it starts with a rezone and so all I can say is we were comfortable with that restriction because it is consistent with our intent further discussion Commissioner breaks yeah I would say why I voted no one that I'm actually much more concerned I also I'm concerned about in that corner I'm just I know there's not support here for increased setbacks at large I'm really concerned with what happened the ultimate form of that hotel because I'm pretty concerned with hospitality that close to the river there I think I think it's natural that what ends up on that in that section is gonna be some sort of river facing retail it's just that's clear what's not so clear to me is what the massing of that building and is gonna end up looking like I'm going to stick my neck out here we would a restriction against residential at that location achieve the same result free also comfortable with that if everybody else is comfortable with that my only hesitation with that it would be with what akima sure so they said with adaptive that used to be used some very nice words I don't remember what they were but something adaptive change without amendment to Brett's point I personally just just trying to be helpful thank you retracted all righty further discussion Commissioner wins a lot more iterations of this to come including letting our public and council have yeah my great good say about this so I'm ready to vote I know anybody else all right I think we will do a roll call vote so this is a motion the main motion amended to restrict overall height of non-residential buildings all non-residential uses to 100 maximum 115 feet that electrical vehicle spaces are required at a rate by the required parking spaces not those constructed on-site with everybody's permission all of the lighting requirements and those are the amendments to the original motion that you're voting on now how's that sound like got everything okay Commissioner Milstein know commissioner Mills yeah commissioner give Randall yes commissioner Ackerman yes commissioner Briggs yes Commissioner sauvé yeah commissioner Trudeau yes commissioner whether we yes commissioner was yes motion carries thank you thank you for your patience and thanks so much oh you won't be disappointed when you see this I appreciate it all right moving on to new business ten a five nine five River View Drive annexation and zoning for City Council approval I'm sorry that we did not take a break but we're gonna get through this the petitioner is not here for this so we all go to staff report mr.

Burrell for quite some time but I came with the need to speak my children our children although young minds that each day I put my faith into the hands of the Board of Education and their decisions to educate my child to become a successful member of our community as an adult they are not a dollar value although I do understand that money doesn't grow on trees numerous studies have shown that smaller class size is better for knowledge acquisition meanwhile our budget noted so many oversized classes 33% of core classes at West Kinnear and close to 40% of core classes at Brookfield high school are oversized but it's the special ed classes that I came into speak about today the individuals with Disabilities Education Act is a law that makes available a free public education to elavil children with disabilities and related services to those children some have physical handicaps while some may not be able to learn in a traditional classroom setting failing to provide accommodations for these children is like not having handicap ramps for a child in a wheelchair I have one of those kids she seats she sees things differently on a page she processes things a little differently but were the proper accommodations and a bit of help she is succeeding students have an individualized education plan which provides small group targeted instruction teachers have to make individual lesson plans for each student to help them reach the individual listed goals on their IEP No - I EPS are alike they are unique to each child's needs small group instruction is not 18 students as my daughter has in her class Weston here and it is not 25 students as they have in the high school and if parents decide to file a complaint with the state the Board of Education will be found out of compliance and a fine could be ensued again I understand money does not grow on trees but we elected you to set up a system so our children can learn and the system is failing my child who needs these accommodations to learn as well as the other 14% of students with IEP s in the school system there's a paramount need for more special education teachers at the high school other than the one proposed for next year and at least one at West c'mere this is not something that you take time it needs to be done now thank you thank you sure is there anyone else here that would like to speak okay moving on we had a student representative report but Maddie is not with us today and heard that she was okay um written correspondence Ron Jaffe shared an article about financial education and Monique Matthews regarding special education board policy and applicable law thanks Jay approval of Board minutes recommend a motion that the board approve the minutes listed below as recommended the regular meeting on March 20 2009 team second any discussion corrections in its okay all in the paper I move you don't get the superintendent update patient sales go and I'll start with my date and dr.

Ruby is today we take off the very first day of a three-day professional learning for a cadre of our educators and also some educators from other districts to join us for trauma sensitive Souls and actually this was part of that so Jen ordered a curry so as John has shared we have this three-day conference in February dr. small and myself attended a national conference on sensitive schools we feel this is really a critical area of need for our educators and the educators in all of our surrounding towns so using our title for grant money which is focused on this particular topic and and behavioral concerns we elected to bring hampering everybody to a national conference to bring the conference here and it's three days the first two days are really for the educators from our district and we invited the special education directors from our neighboring towns we had Rosa as a board representative we had Robin Montgomery from Brookfield cares and we some other people that are going to come in tomorrow and Friday but we really want to make this a concerted effort so by the time you get to Friday afternoon our faculty will be creating action plans for how we're going to implement what we've learned and have it aligned with the ruler work that we're doing so okay and this isn't just to serve students who have had traumatic experiences because we don't really know who all the students are who have suffered from trauma trauma isn't a badge that you wear or mark that you have on your face so just like with special education where strategies that we use in working with students who have individualized learning these that are identified and have IEP s those strategies are useful for all students and we do use them special education strategies for all students trauma-informed educational strategies are beneficial to all students and we don't know who all these children are where our efforts to learn about this so that we can implement these strategies with all our children today we really focused a lot on understanding what trauma is because everybody doesn't have a common understanding and then understanding the normalizable basis what happens in the developing brain from birth onward that it negatively impacts how students respond in relationships and attachment disorders etc so I think we're very fortunate that the title for funding came back because it was absent for a number of years and that the state of Connecticut has chosen to focus the state's funding in this area and that we were able to get these folks to come so tell me more about it but I think you know I don't know Rosa vive anything to share so well I wish more there's there's a couple things one of the things that we don't have in Brooklyn unfortunately is a lot of meeting space to hold people so we can fit 40 people in the conference room so we had 40 and we also have a sub problem so we had 40 people from art we had 8 guests and the other 32 we're mostly our we had all our administrators there because they have to leave this charge in their buildings our mental health providers some classroom teachers and some special education teachers so we try to select people from different buildings so that you know all the grades and all the different areas will be covered because Ana principals Christine and myself will be playing a role out on the 29th of April we have a professor from Utah who we met at the conference moment that we went to who did and like we were really trying to contain ourselves in our seats like waiting breaks field we were fortunate and that when we were listening to her and saying oh she's so amazing she said she said oh and even though I'm in Utah my family lives in Massachusetts so after the break I went and asked her was just gonna visit her mother and she's at the end of April when they had breaks so we talked to her we said well would you consider when tagging an extra day onto your trip and coming to our school district and she said yes and what her focus is is taking all of this research and deep understanding of what trauma is and what creating trauma-sensitive schools is all about and her focus is classroom application and she was outstanding so we have that coming April 29 so we're really excited about the marriage of the social emotional learning and trauma-informed strategies to create drama morsels as it thank you very much I'm sorry lazy jerk alright so moving on to subcommittee reports okay so our last meeting was on Tuesday March 19 and a large majority of our meeting was the sharing of the P Dec committees valuations plan we heard all about that and the sub committee voted unanimously to recommend it to the full board so we'll hear more about that in a minute and then dr.

Joseph's wasn't eligible because the grant is for freestanding preschools so we weren't eligible either but I'll be working with those preschools and with dr. Bailey and Yale and so we will benefit from everything that those preschools are are doing and we're working with st. Joseph's was really disappointed because they they want to do this so we actually spoke with them I told them yesterday and then again today they're considering trying to get grant funding to the same thing that we're doing in the public school saying get a team of people to go to the implementation programming which is a three-day conference that's what our folks did and then bringing it to their whole school so that would be really great if they get trained because then we can work with them it's really difficult work with people who haven't had the training so actually Dean met with Pam balance today and offered to help her with that process because he's had some serious Hey all right policy communications okay so we last met on March 20th and one of the one of the policies that we've been looking at over the last couple of months is a brand new service animals policy we did anticipate this policy needing to be in place before next year but it's a fairly lengthy policy so we're still kind of going through it and possibly adding some language so that's not ready to come to the full board yeah but potentially next month coming up we've talked about a brand new non lapsing fund policy that's actually on the agenda tonight so you'll see that a little bit we looked at updating our safety policy that's also on the agenda tonight this isn't a new policy but we'll get a chance to talk about that a little bit later our insurance policy we sort of tabled our policy is a lot more comprehensive than the one that cave that indicate version so some of the community members just had a few questions about mount coverage that we should have and Ken's going into that and so that should be coming up maybe next month also a budget publication and adoption that's going to be on the agenda tonight as well so we'll talk about that later in terms of communication we talked about maybe updating some of the website just kind of making each section a little more uniform easier for people to find certain things there were some documents that are sort of like parents frequently use and maybe found pretty easily so Eric's going to work on updating that a little bit and the budget flier we're going to be working on obviously after tonight's discussion we will get a chance to finalize it as well as a video that I'm dr.

ceebar has a few students ready to go and actually Colette and I we're gonna go over about three o'clock on Monday to do kind of the on film beginning and to fill in with you know pictures videos and some other footage and narrating we're gonna use the our plan was to use the transmittal letter as the basis sort of script the striking again after tonight with more information we'll know how to form it's very good pretty safe right yeah and that's it question on on the policies so you're going through that 3,000 sound you're really just speaking those most important well we're going through all of the 3,000 unless there's a policy like the service animals policy that's another positive an Appalachian air because yeah baby but yeah so we're going through and we've pretty much I think completes all the policies that Kate recommends that we do not have those are I think for the most part we've either presented them or they're through so now we're started working on some some older policies that are in need of smog gating we're good so we're working but hopefully we'll get I think we'll be able to finish you know this year so thank you any other Christian service that brings us to the security task force I'll take this on we met on Friday March 22nd and went through several items we talked to cheaper so in regards to contacting the state police about a security assessment district why this is actually something that was recommended as being part of the application for the new school project and we thought if it's something that needs to be here it would there be very germane to the security task force as well so we're hopefully taking the steps to get that done Eric complete leave an update on the go Guardian application for Felix which we will be implementing at least for the starting group our eighth graders and then we will grow it up every year that we introduce a new Carlos and the eighth graders that will follow the Chromebooks with the students and this will be very beneficial as far as protecting the Chromebooks malware wise and security ways that way in addition to just being a good present diversity is as well we had a video conference with a company that's maybe providing a very viable affordable option to upgrade our key assistance such as something we have found to be a significant issue the beautiful thing about these is that they can be repurposed so we can use them for centers for huckleberry and then windows transition out to the new school they can either come under the services we didn't talk about the future of the task force because we were pretty much wrapped up the majority of what we had far more at our goals we would love still white to me every now and then touch base to make sure that everything's happening is to do so we agree instead of meeting on a monthly basis now we will meet every three to four months just to touch base [Music] any questions of that all right move on to consent agenda I recommend a devotion that the board approve the items on the consent agenda is recommended presentations any session questions all right all in favor okay moving on to new business we have the virtue of high school course tantra recommend emotion at the border to prove a trip the BHS ban chorus to travel to Virginia Beach Virginia from Thursday June 6 2018 to Sunday June 9 2010 as requested by DHS band and chorus teachers John lamendola and Stephen is a George good evening well not Steve st.

George or John folks are attacking sorry violated raw vegetables I apologize well Steve and John could not be here in force tonight they said about personal things going on how to be up here on their behalf and advocate for the strip which has been something they've done for quite some time now well they gonna be virginity to them was to Niagara Falls at one point in time as well because you should have two did not work out but this is a trip it's a sin to deform a trip they would leave on a Thursday Thursday morning most days time travel originated by bus and then on Friday there's actually a band performance of boardwalk at Virginia Beach there's a host of high school bands that perform there and then the following day is the coral presentation of choral concert which is going to be at Busch Gardens Williamsburg and then really Saturday and then they come home Sunday so they don't Sunday and back to school that next Monday it's a great opportunity to be preparing for their presidency they're not only spring concert but their actual concert so that are gonna perform whether they're down there so again if you have any questions certainly there's boundaries and it's ones it's a Happy Feet 675 you see but students that have opportunities throughout the course together to fundraise for this to make sure that they can hopefully get the money that they need to get there so I don't have a number right now as to how many kids are able to go at this point or hoping to go but I can't get that certainly for the board but it's a trip they don't radition aliy for several years now so they're hoping that they can get it okay who are the chaperones so chaperones obviously are going to be mr. st.

George and mr. Amendola then we have parent chaperones they go along as well and they're all they thought all volunteer forms as part of our policies and personnel they go through the DZ a background check those sorts of things that's not about well the chaperones are approved through part of that process so in order to be a parent chaperone there's actually certain forms of this solo there are parents of the student yes yes correct okay any other questions all right all in favor hi thank you thank you thanks mark mrs. Cermak was something we were talking about chaperones a trip right now if I may know if I should have done students Andy thank mr. Renta his team for chaperoning the Washington DC trip last week trip went off without a hitch whether it was one hitch the rebus the fourth bus broke down somewhere in the Maryland area I think and would IEDs warming they broken down bus literally Sasori and and B the bus yes Dean hop off his bus became the person who would go on the principal lead the charge on that final boss that's broken down and we switched bosses and then the second bus broke down and the original of us got fixed in the mean time and came back and picked them up and they got it all midnight so the three buses wrong times which is about nine o'clock and about midnight so we thank you dean for the long long weekend and I understand some parents brought you some gifts along the teachers and there's things like that cupcakes the next morning so thank you for all your services a lot of the teachers go through Edmond parents so thank you and I'm 33 or sensories I love their outfits that they have the pictures that I saw with their jackets Oh amazing and it's better than the year of the swine flu and the walking pneumonia and there was something else yeah great job thank you thank you all right moving on let me have the approval of revisions to the teacher evaluation support plan recommend a motion that the board approve the revisions 2019 2020 evaluation and planning hey thank you so the professional evaluation anyway the PDF committee is a professional development evaluation committee and all school districts are required by state law to have a vehicle and one of the things that the PD a committee is charged with is evaluation and so our PD committee has been working for over a year and a half on evaluating our teacher evaluation plan and kind of need to make revisions and so tonight we have keep talking so tonight we have Jen Donovan who's a co-chair we have teachers and administrators honest committee and Jen abdominus a teacher represent co-chair and Dave hep Sasuke who is not with us tonight is the admin co-chair and Mary Rose has stepped in for him absence and so I'll just keep talking they are going to share the plan that literally when I say a year and a half we've been working on it for a year and a half peanut is required by law to meet three times a year and frankly we must count to how many meetings we've had because people have put so much time and effort into this I don't know Jenna 'they figured it out yet how many meetings we had that's that does name yeah and so that doesn't count in the bombing we're talking endless hours just this year after these are all after school meetings and then in the previous year and whether going to present you in a very brief period of time is the major changes and the reason so that you understand why these changes have been implemented with the PD that we've been providing to our administrative team in terms of their observation skills and providing feedback to to teachers I believe that not the majority of our teachers have come to really value on that you know it's never 100% but we have to go with for the majority and so this plan is reflective of the implementation of the better observation skills and feedback skills because our goal in evaluation is never a gotcha that would really be foolish our goal and evaluation is to give feedback that provides teachers with the opportunity to grow me better because none of us are ever finished products we're hopefully continuing to grow and I think that when they explain what's in this plan you'll see that the changes that are being proposed are to do just that to promote teacher growth so the process which is all outlined in state law for teacher evaluation is that the PD a committee develops plants in accordance with state laws on teacher evaluation they present it to their Board of Education which this board the previous boards have done and anytime there's a change that the PD committee feels is necessary they submit those changes to the board if the board approves the changes if you do so tonight in accordance with the affirmation that we got from the Cape May the next step would be that this plan would be submitted to the State Department of Education they committee that oversees teacher evaluation would go through it and then they would come back to us with their findings so they would either approve it or they would asked us to make changes to whatever they thought we need to have changes if that's the case if they wants to make changes we would have to make those changes bring them back to Cape bring them back to the board and send them back to the state so this is not oh willy nilly wham-bam paper process it's really scrutinized by both the local Board of Education and the state after a PDF does all its work so it looks like that right okay evening work thank you so much for taking your time to hear us out on our evaluation plan as dr.

we started discussing the rationale behind making these changes is really to build alignment with all of the work that's been happening for administrators with the video learning so it'll be even spending a lot of time learning how to get more actual feedback that's tied directly with it with the Common Core teaching and so this plan will allow us to provide more opportunities for a professional dialogue between an administrator an evaluator or excluded a teacher that again is aligned by the Common Core of teaching and also provide opportunities for targeted feedback that align with the true secret treaty to coherence plan so this really is a combing event so to speak or document that will tie in the work that's been doing that we've been doing to align instruction and adult actions with student outcomes so again that's all outlined in the strategic O'Hare's plan and that really the plan will allow us to again have more opportunities for those kind of dialogue to leave that and result so some of our major changes are that we are going to be having what we call eight reflected reviews which are really a opportunity for teachers and evaluators to meet and kind of have more of a coaching model as opposed to a you know a full-on evaluative model we're really teachers get the chance to meet with our evaluators and you know be coached through their learning and really kind of professionally develop denial of that way our another major change that we've instituted is our focus of the reflected review we're really focusing in domain three and one of the indicators that we're gonna be focusing on is going to be backed by the district and one will be focused on the discretion between the evaluator and the evaluate D you're also we also define our student learning objectives our SLOS a little bit more and we also have a new dispute resolution process that provides a little bit more of a formal protocol of moving forward [Music] so just outline what our reflected reviews are going to look like there's three modalities for them one is the observation modality the artifact reviews are second and collegial conversations our third observations are kind of just you know standards what we've been doing pretty much so far with the informal observations and formal observations artifact reviews are going to be like any student data or any important information that the evaluator and I decide to upload into I reflect and our occasional conversations are really just to promote dialogue between the evaluator and evaluate these so we can really have more of that coaching well and then we really clearly defined what those examples of look like instead of observations as they are seeing we're gonna have formal observations and formals ability to kind of broaden where those informal scan occur department meetings team meetings DBT meetings so really seeing the teacher in all realms artifact reviews as I said are that are those important information pieces in regards to students and lesson plans that we think and we want to upload and have reviewed and then the collegian of conversations are really those conversations that i valuators in value teas could have and then in addition our goal-setting innings are made here meetings and our end-of-year meetings so non-tenured in January teachers have different evaluation cycles and different expectations further effective reviews so non-tenured teachers fall into several categories our first and second-year teachers are a brand new to the profession or ago not had tenure we've gotten Tanner out outside a predicate they conserved entertainers tracking Emily when they were hired in Connecticut they'll have three formal observations each way to the premium post conference which is version for you now and the that category also includes any third and fourth-year teacher who were received a summons reading overall reading of developing or below below standard so again it's all first and second year teacher's and then a teacher who's getting to the third fourth year and it's not it's kind of in the lower half of the rubric for overall ratings the second category there are on our third and fourth grade or fourth three fourth year novice teachers and teachers who might receive tenure nando district Medicaid and they were hired in Berfield those teachers have two formal observations and winery flacon review which were just changes described so again that's not a huge change for us except with the exception of the review for that second the second group the next two slides it's a timeline for non tenure educators so I would I think maybe last year the year before we put in a timeline into the plan just to help keep everyone on track and very become very difficult to track who's getting what observations and that kind of thing is left over the course of a year so you'll see that everyone receives an orientation to this usually we should process that's credible legislation so that has to happen for everybody the beginning of the year and then the the whole setting conference that again have mister everyone you'll see the reflected reviews for again first in your person second your teachers are all their foreign lacerations essentially those are their whether the reflector reviews are happening if you're in that third and fourth year you'll have to they said before to formal observations as your respective reviews and then you'll have an option and opportunity to choose some of the other modality or whatever one of the other options that was in a chart or on an earlier slide so again the timeline serves in September by 7:15 that would be a orientation to happen and then it continues outlining whether the reflective used only happen again all the teachers have a goal setting a confidence in the mediator popular than any or a copy of that account is part of those three of those are effective reviews so that's the basic timeline for for nine anger teachers so our 10-year teachers is where a major change and revaluation system really goes to we are going to be having that eight reflected reviews for the tenure teachers so how's Mary Rose thing going to have their standard goal-setting meeting along with their major meeting and our end of year meeting and then they are going to have five additional reflective reviews which can be selected from the three categories there earlier which is the observation are that review include to a conversation so just like with a non-tenured teachers need to find a clear timeline for the tenured teachers to kind of give them checkpoints of where we're going to have their reflective reviews as well as whether their goal setting and their mid-year and their end of the year would also be just because it's a good practice in this way we can hold each other accountable one of the other changes will be with our student learning objectives so prior to this we were using the rubric language that was included the CD program from the state the C document and it said most students achieve mastery of the target which is very hard to quantify and let you just sum it's hard to put it to Danielle doubt what exactly you're looking for her to say the goal and I said most when it's most mean so we were looking through this is a significant area that we all wanted to clarify when we say that you can exceed your target or your excuse with your SLO we're saying that at least 90% of the percentage of students in the in that goal met or exceeded the target that make sense so we're looking for 90% of students to be teach to be considered an exceeded 90 percent of those shouldn't have to meet the target that was set for them 40 should be considered met seventy eighty nine percent of the targeted percentage of students meet the goal partially met is 60 to 69 percent and did not me is less than sixty percent so this provides much more clarity in terms of how we are assigning ratings to teachers when it comes to their student learning objectives and I think will again help us not only establish the percentages overall but it also hold everyone accountable to a particular group so you're saying that 9 percent of students are going to met the target it's anyone in that group has to it was concluded that 90 percent back if you say that ninety percent of students are going to exceed that goal be that anyone who was in that that group has to be considered part of the nine percent that makes sense that I'm not I'm not sure that I'm being clear but I do the right Larry and then our final major change that was included in our evaluation plan was the dispute resolution process we're hoping that you ever got to this part but you know you never exactly never have so we want you know but of course the more clearly defined it so if you know a teacher and an evaluator cannot come to a mutual agreement that you do go through the dispute resolution process which they have five days to complete the part of the dispute resolution process that I think is really at a good part is that there's a more chance for them to meet with a deck chair or a few deck yes a picture one person is locked by the EI president and one person is elected by the superintendent and they have a chance to kind of informally talk and then try and work it out between the evaluator and the teacher before it goes to a more formal process which i think is a really good part because it sticks with what we were trying to create which is one of that coaching well I'm between an alligator and a tea the last piece of this is the rollout so students is approved and I gather them to prove we can move forward we want to make sure that there's a really good solid purposeful professional learning that's variety for our teachers administrators together so we are on the same page again the goal being professional growth the goal being improving our knowledge base and our practice as the adults in the building responsible for student outcomes and then you know seeing that translate into to our achievement of our students so the professional learning is going to be a big piece of our next plan a parolee out thank you very much so that last piece so their work isn't over even if it gets approved here and the state approves it because that's going to be developing the PD that will be given to each and every faculty member when we we provide orientation and onboarding for new faculty members the week before the teachers come back and at that point in time we provide training to new teachers on our plan then those teachers hear it again because violated by law when the teachers come back to school the administrators as part of their PD the first couple days provide professional learning on the plan and so our next steps after approval will be to have the committee come back together and develop a boilerplate professional development program that will be implemented in orientation and then in each of the buildings so thank you for listening if you have any questions just a question um the evaluators are they building and administrators yes we had another school I mean I made her special aid especially the supervisors also does especially evaluations and dr. Scala does some of that as well so it's all it's the same way are all the schools any other questions and this is approved by Kate yes all right nobody questions all in favor aye aye great job thank you for you thank you very much thank you ladies okay next we have the discussion of possible action for the non-renewals recommend motion that the board moved that pursuant to that general statute section 10 - 1 v 1 for the broad field board of education and non-renewal the teaching contract of the non-tenured teachers at the end of the 2018 2018 school year as recommended by the superintendent and further move that the superintendent be directed community this action of the board enraged to the non-tenured teachers another superintendent be authorized to respond on behalf of the board and requests for a hearing if required by law or for other data which may be forthcoming from the teacher and/or his or her representative pursuant to provisions in a general statute section 10 - 151 and the superintendent be directed that any response to a request for hearing here is required by law indicate that such hearing is to be before the board or at the board's discretion a subcommittee if I may I'd like to pass out the beginning of the meeting we passed out a list though you have a short list and a longer list to page the longer list was updated Cavanaugh just means happy for us just straight first long list and there's mr.

Belding's is an actor copy a background a vessel this is it I always see doing this every time this year yes um because of the way the budget cycle goes and the the budget referendum which is tentatively set for May 21st there's the length of time that we need to give notice to or non senior teachers should we have any reduction in staff as a result of our budget reduction it will not happen if we wait until after the referendum passes it has to be done prior to so which is why we're getting a list of all of the non senior teachers right now they will get notification of non-renewal in the event that we do need to reduce positions as a result of the budget whether or not it passes or has to go to Reverend or multiple times I have a quick question I don't know if it's a typo but on the sheet that just got passed around the second line the 10-year de 2017 that must be a typo right okay 2018 good catch and then if the budget passes and these positions are not eliminated they just receive notification of that after the fact of this procedure correctly Cindy any other questions okay all in favor hi right moving on to our policies firstly our policy 31 seventy one point one recommend motion of the board approve policy number thirty one seventy one point one non lasting education fund for a first reading as are codified policies of a second this policy is a new policy which will be in the 3000 series so policy that's in front of you now is a cape version of the policy and generally the committee like language six with the exception of one small edit you'll see that capital projects is crossed out and we felt that language that said one-time non-recurring expenses was more appropriate of course depending on you know what forms the finance our Board of Finance would tell us you know generally speaking we would use it for those non recurring expenses and so no I just want to make sure because she's very steep to me Tommy I make sure she's looked out she's aware of the she's gone through this was in our our uncounseled a Murphy's Law I do right all in favor aye okay so how will c-3po 16 but an emotion of the board approve policy number 35 16 safety for first reading second okay so this is not a new policy this is what we already have in place and it's a little bit long but we are recommending to replace Brookfield's version with this Cape version and generally it is already what we're doing so there's really not anything new in terms of practice there's one exception there's some language about policy evaluation that's the only be done annually for you know this safety policy so other than that again this is what we're already doing so that was second hurry um this one also is not a new policy it's one that we already have in place so we just just a few of the very minor edits that you'll see crossed out and then you and it's in bold on this is a pretty short policy so aside from those few very minor edits this is just an update and older policy any questions on a favor thank you for submitting I'll see those that inmate right now yes our second DNA yes okay all right that moves us to all business first up is the specs for the new school recommend motion that the board approve the final educational specifications for the new school project from dock superintendent dr.
