Crean or mr. Rhinehart I don't know if they're here sir but they both really inspired me to continue my interests in math and science and reading which I know they seem opposites but they help me continue both of those interests and I'm really thankful for that right okay you just keep being silent I've got coming up with a very good question so thinking back on high school what was most different than what you expected when you arrived in ninth grade Ickes so I expected that this might be like a stereotype from books and TV and everything but I sort of thought that it would be harder to get around and like make friends and everything but that definitely wasn't true and I have way more friends I did before and now I can I feel like I'm comfortable just talking to anybody and I feel like they will all just not judge me and appreciate me for who I am and same with everyone else so I think that's something I really like about Brookfield as well come up Emily next up is Emily divorce set someone asked hard to not only introduce yourself would explain the origin of the colors lilac t-shirt that I'm wearing hi I'm Emily divorce 'its I'm attending Northeastern next year to also study biomedical engineering um so the t-shirts I honestly love t-shirts so the second that we found out that it was all all females I was like guys we got to make a t-shirt so we're almost all of us I think 9 out of 11 of us are in the same AP government class so one class we had a sub we all huddled around my computer we designed this on the front it says she believes she could so she did which we felt was like an appropriate quote for our achievement and then on the back it says 11 out of 10 and it has all her names in alphabetical order [Music] I'm curious how you think your extracurricular activities helped or got you to the point that you are now how did they play into your high school years um I feel like my extracurriculars really taught me how to be a leader um I play soccer I run indoor and outdoor track and ever since my sophomore year I was always felt like I was in charge I guess I would help weed stretches and looking up to the seniors help me realize what a leader should be and leading not only on the field and on the track but I've seen myself leading in the classroom so extracurriculars definitely taught me how to be the best leader I could be so think about your high school career and who was the most influential person to you individually that's not a teacher or administrator the most influential person was definitely my track coach coach but he's been with me since freshman year I've run for him for eight seasons he's that person that you just immediately connect with he's always cracking jokes he comes up to my lunch table every single day to tell me a new joke he's been with me through every injury that I've had he texts me about all my surgeries he's like just making sure I'm okay he can tell when I'm not having the best season when I'm getting down and on about myself and he just recognizes me as a person and not just an athlete but me next up top 11 is Josie let see hi guys I'm Josie let's see and I'm going to Wake Forest University in North Carolina any specific major or oh I'm undecided right now but I'm sure I'll figure it out so we have um some young adults watching as we speak who I know of and what advice would you give to them what important advice would you give to them to be successful to kind of reach where you are at now I would have to say I feel like the word is kind of overused but like or the phrase like finding your passion and really going after it and really not letting any challenges discourage you and using those challenges to like push you to be better and to be your best self and to just always keep improving on yourself and I feel like in high school you have a lot of opportunities for that with the classes you take the extracurriculars you do and you can really by pushing yourself and finding your passions you can find who you truly are could you tell us about what you were really passionate about um well I think I started to find out what being passionate meant when I did I did volleyball for the first time in my freshman year and just kind of jumping into something that I had never really done before it was really scary and but I found a group of people who I know I will be friends with for probably the rest of my life and the memories that come with that the fact that I can look back on those memories and really see myself grow and progress and look forward to making new memories in the future I feel like that is passion like appreciating what you've done in the past and also looking forward to the future and being excited and driven to see the results not even halfway there yet but next up we have Cameron Schilling Cameron [Applause] hello my name is Cameron Schilling I'm not going to college next fall I'm going to be pursuing a gap year where I plan to get a full-time job as well as an internship at a local art studio but going forward I plan to major in graphic design once the next year has passed and I've been admitted to a college it's great what would you say your favorite extracurricular was I would have oh oh no this is hard you can say to if you don't want to vote anyone off the island very close between Key Club and 4-h and kind of because they have fairly similar aims but both of them have been leadership and community service groups that for each I've been with since I was seven so that's the better part of my life and then Key Club I joined freshman year and I don't know if they both really helps me get involved in the community and meeting people and doing things that I wouldn't normally do and they've really helped build me as like a speaker and as a leader which believe me I really wasn't when I first got into them I think I owe a lot of my growth to them and I really enjoyed being a part of them that's great so if you were sitting in our chairs and trying to figure out what to do next with our schools what advice would you give us or what invite what actions would you take to make Brookfield even better so it might be obvious but I have a very heavy slant towards the arts and I do think it's I think it's important to really make it more visible to the rest of these students just making it making art something that's a lot more accessible and that's a lot more supported because why do you think Brookfield supports the Arts better than a lot of other schools from what I've heard at least it's still hard it's still hard to go into the higher arts classes from what I've heard other schools I've other schools have a lot of prep for the AP course we didn't have an AP course this year that was actually held and I think it would really help to just boost the arts a little bit because a lot of kids that I know really care about it and that's what what they're passionate about and that's what they want to spend their life on and I feel like it's hard to get resources it's hard to find resources especially in the guidance office that really know exactly where you're going thank you I did notice mark was back there taking notes yeah it's great and tomorrow night we actually have from 5:00 to 7:00 at central office at town hall they're actually doing a senior art show a little display tomorrow from 5:00 to 7:00 so I'm sure Cameron will be involved in that as well and she is not in your head yes next up we have Olivia Capel hi everyone my name is Olivia Capel as mr.

Miranda said and I will be attending Connecticut College in New London and I'm planning on making hit majoring in history and if possible to do a double major with political science what is sorry what would be one word the first word that comes to your mind that would describe your key to success um I think for me it was really confidence I have just kind of always I've been one of the few people who's really known what I've wanted to do and anything I've kind of put my efforts into I've never done things halfway and even if I was scared or unsure of the results it never stopped me from doing it and no matter the situation I've always kind of put on the brave face and made sure I presented myself in the best light so I'm a fellow history major so I got excited when you said that so what is it that you love about history or is there something in particular that really interest you um for me I actually in my fourth grade classroom I didn't realize yet that I wanted to do history way back when but I used to use the free time to read the Declaration off the walls in my classroom and I've always just been really amazed by what our founding fathers did and all the things that they accomplished so u.s.

history and more specifically Revolutionary War type era is really my passion and ultimately I hope to be Supreme Court Chief Justice I never felt more inadequate up next Claire Hickey hi my name is Claire hanky I will be attending Franklin and Marshall College it's a small liberal arts school outside of Wright in Lancaster Pennsylvania and I will be majoring in business with a concentration in accounting I have what made you decide on that particular school oh I loved the area around it when I was looking at schools I knew I kind of wanted a school that was like in a town area and I thought that Lancaster was absolutely beautiful and academics as well because it's a liberal arts school I really value getting a well-rounded education I don't want to just take courses in business because I feel like it's important to obtain knowledge from other places as well I want to be knowledgable in history and math and science so I felt that the curriculum there would really be to my benefit in terms of my goals for academics so just out of curiosity what years did you attend Brookfield schools all thirteen or so that goes to my question so think before high school right what was your most influential teacher as you're coming through the elementary schools I'll even include the middle school um my second grade teacher her name was Miss Sullivan I loved her um she was so nice to me and I really like found the niche kind of in math specifically in her class I remember doing like math books and she would get mad at me for going ahead because I just really wanted to keep going and I wanted to learn more and now math is still one of my passions and that's why I'm planning to do accounting as well as because it's aneasha of my interest in business and in math so I really liked her she's also very nice thank you congratulations up next Danielle Katz hi my name is Danielle Katz I'm going to UConn where I'm going to be studying American Sign Language and history so what was your favorite class not part of your like intended major I really enjoyed my band classes I've taken band the actual class for three years I'd to independence to get one year and I involved in a ton of band extracurriculars thinking I'm running out of question so so here's a question about this group here you all seem to be pretty close to one another having fun have you all been in classes together for most of the time and how do you what do you attribute their like Emily mentioned we're nine out of the eleven of us were on the same AP gov class and it's a really fun class always people are really hard workers but they also have other priorities outside of school like they're all really involved in extracurriculars and sports and they have like hanging with good friends a lot I don't know we all focus on school but also let ourselves relax sometimes we're refreshed for school thank you up next is Haley Oh Sica hi my name is Haley osika I'm going to Vassar College next year in Poughkeepsie New York I'm majoring in biology hopefully to become a genetic counselor Wow what genetic counselor right genetic counselor is so a geneticist runs more of the in-depth tasks about the genomics and that kind of thing a genetic counselor does karyotyping and helps a family cope with a diagnosis and know what to do next cool that's why that's an emerging field I think yeah what are you gonna miss most about Brookfield um definitely specifically from the high school the Writing Center because I spend a ton of time there throughout the day during school and mrs.

Linzer is definitely a role model for a lot of us here so it's just a safe space and somewhere that I go to kind of de-stress and also help others and do some service community service up next is Elizabeth Carrizo hello I'm Elizabeth Cruz oh I'm going to University of Connecticut and I'm studying biomedical engineering that seems to be sort of a popular trend that yeah yeah what is it about do you think particularly about the high school your coursework that contributed to that particular interest um well I've I'm like a very like I love science is my favorite subject and I took like a lot of the science classes that the high school has to offer and they all kind of just like fueled my passion for science and personally I originally wanted to be some sort of doctor but then I also like math and I took a lot of the math classes at the high school as well and the math department in the science department they have wonderful teachers that I've made very good relationships with as well so that kind of pushed me to like combine them both to be biomedical engineering because that's kind of just like a mix of the math and the science and the medical aspect that I had from like prior to coming to high school it's not how do you balance your academics for your sports life um well I did sports my freshman year and I did like lacrosse and field hockey and then my sophomore year I didn't play any sports because I took a very heavy course load and then my junior year my senior year I played just golf which is very very like relaxing and kind of sport that like you're really only competitive with yourself although you're playing on a team but you're kind of just pushed to be competitive with yourself which was something that like like was something that I wanted to do because I'm very competitive with myself to keep learning you like keep doing better so I didn't really have that much of an issue balancing each of them my coaches were like very very understanding and they knew that like I prioritize academics and everything like that so it was it was good rounding out the top 11 Claire lemon hi I'm Claire Lennon I'm going to the University of Vermont next year on majoring in secondary education math with concentrations and special ed and coaching so you believed you could and you did but was there a point when you believed you couldn't was there class or a team or something you wanted to quit and just throw up your hands and say I just can't do this absolutely yeah um so I think I started liking math back in seventh grade that was like when I realized how much I loved it but algebra 2 was really difficult for me and also I think that was that was freshman year and that was just like a tough year kind of acclimating and stuff and I think just with all of my courses all together it was definitely really hard for me and I was like I don't know if this is the right subject for me um I don't know like I feeling too much stress from school but um my parents were really good and they helped me to realize like I didn't need to put so much pressure on myself and honestly after I finally figured that out not freshman year but later on that's kind of what made me go back into being like oh yeah I do love this subject it doesn't matter I don't have to just because I'm going into it I don't need one hundreds and everything and that was just really helpful so it was really thanks to my mom and dad who are out there because they helped me a lot with that I wish my twelve-year-old daughter was here I'm sort of kicking myself out don't even bring her cuz I'm so inspired by all these young women okay but I'll show it to her so what would you say to your 12 year old self based on your experience now what sort of advice would you give yourself thinking back it's 12 it says a sixth grade yeah okay um so this kind of goes off of what I was just saying but I would definitely say not to put as much pressure on yourself um I think that it's more important to enjoy yourself during high school um like I said before freshman year I put so much pressure on myself see my sophomore year kind of junior year and not to like these sad sounding but it just like I wasn't very happy all that time I was just super stressed out on my mom and dad know I was coming home just doing coming home doing homework that's all I was doing and then junior year and senior year I realized like it's okay I'm still going to my number one college like right now I got into it which is great I'm doing exactly what I want to do I haven't met anything that like I haven't been able to do because I haven't put so much pressure myself and I've just been so much happier and so for me it's just like I think that there's so much pressure right now on everybody to take 17 ApS or whatever it is and like for me this year I just took I didn't take as many as I could've because I just didn't need to and that wasn't what was going to make me happy and so I've just been so much happier this year so I would say opening just want to congratulate you all again and I am so enormous ly proud and impressed on all of you you know the the scope and breadth of interest and not only that but I think Bob touched on it before you all seem to lift each other up and and because of that you're all better for it and so congratulations again this is so well deserved we also would like to thank someone else and that is our senior rep you are our class representative for this entire year we've so appreciated you here Maddie so thank you very much okay now I believe we are going to take a brief recess for cake and so we're gonna take a brief recess in the meeting fur boy [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] the [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] okay we are back from recess thank you everyone it was a wonderful way to start the board meeting and next on the agenda is public comment we have no one signed up is there anyone here that would like to speak hearing none we will move on to the student representative report hi everyone the square is coming to an end so here's what BHS students have been up to as of today there is one leak one week left until classes are over and final exams begin and for our seniors it's our last week of high school as most of us are exempt from our final exams Monday night we had our senior academic awards where certain students were awarded scholarships and recognized for their academic achievements and last night we had our Center athletic awards for all the senior varsity athletes are recognized and their awards given out at their awards given out to most of our athletes as this year comes to a close I would like to thank the board for this opportunity to represent the students and say good luck to all of the rest of the students on their journey ahead thank you and next we have written correspondence hey Ron Jaffe regarding the new school project the Connecticut report card and a school based peer-to-peer suicide prevention program andrea feresten regarding bus transportation and Marissa flurry regarding her resignation thank you moving on we have approval of Board minutes recommend a motion that the board approved the minutes listed below as recommended the regular meeting on May 15 2000 19 second discussion just a correction that it is the fifteenth I think the agenda does say the first but that's for the 15th right all in favor and that moves us to the superintendent's update Thank You missus sure so in the report will be very brief considering our packed evening tonight so I wanted to update regarding the new school project I know the board is aware of this Lauren I'm sure the public knows that Friday May 24th the Friday right before the Memorial Day weekend we were able to submit the grant the to the office of school construction for that 22 percent reimbursement grant from the state forward the new school project so we're very excited about that there was actually some correspondence and some clarification which was the purpose of getting it in five weeks early before the June 30th deadline as part of the construction grant we actually met with Homeland Security they came down and I have to thank chief Purcell for helping facilitate liaison with the with Doug Pesci who was the rep from Homeland Security he gave us a full report not only on all four schools commendations and some recommendations and enhancements that we can consider in addition to that he has some input in working with our conceptual design for the new school project and so that's been submitted to the grant office as well so we're really excited about that and since we have the security task force meeting next Friday I'll be able to share that report with with the committee so we're excited about that there's been some questions about design phase with the new school project and so I wanted everybody to know and I think it goes to one of the correspondents that the joy was just mentioning the we've posted on the Facebook page for the new school project and the regular Facebook page we've also posted on the new school project website as well as a regular website an update on the design phase and the public's opportunity for input regarding the design phase and having an opportunity to meet with the architects and things like that that will be this fall the dates aren't scheduled yet but we're working on that in addition to that have the final new final installment of the new the district newsletter that's going out perhaps tomorrow afternoon we'll see if we can get it ready and in there I have it I have that there as well in addition to that I've sent that information to mr.

Dunn and his assistant Jenny and that will be in the July spotlight that the town does so it so it's already posted on our official sites it'll be in the newsletter in school messaged home and then it'll be in the July spotlight for the town so to make sure everybody knows that there will be an opportunity and it also explains the schedule of the design phase and how that works because for most people we're post referendum and they think well you just go design the school they don't realize it's it's almost a 12-month process to design a school so there's a lot that goes into that we lay that out so that's what I have on the new school project I wanted to turn it over to Ken there's some state budget information that's been solidified so if Ken could share it affects the town sure it affects Brookfield by reducing the education cost sharing grant by about ninety four thousand dollars from this this year's level however the board selectmen Board of Finance had already built in a larger reduction so it actually works out that we're a hundred and sixty thousand dollars to the good on education cost sharing grant and they also took out the provision in the budget where the towns and cities would have to pay a portion of the teacher retirement plan and the town had budgeted about $130,000 for that so all in all that's for this year coming here it's good news so quite quite positive I think the conservative budgeting that we were all involved in was very helpful going forward and then I have one more thing it's not on my report but it was publicized today so I want to make sure I share it it's not it's not one of the data points we often talk about but our four schools have kitchens that serve lunch and they are included in the health inspections that the health inspector does here in Brookfield of the 80 or so food establishments that we have in town all four of our schools had one percent perfect ratings so that's a credit Alfonzo and his team to the work they do is making sure not only the food has become delicious over the last few years it's actually incredibly safe and the reason I want to mention that tonight make sure the public in Harris is that the News Times had a very nice article it mentioned three of the schools huckleberry hadn't had their visit until today and so we just got the results this afternoon of huckleberry so all four schools had a perfect rating and that's all I have does anyone have any question that's a great way sure is I just wanted to clarify and Ken thank you for those numbers but the 160,000 that is good from our budget and the 130 with the teacher pension even though it's an educational cost sharing it really goes to the town so it's not money that we can apply back to our budget just for anyone listening here it is good news for the entire town definitely and I know the Board of Finance already has had preliminary discussion I think at the past Board of Finance meaning how to apply that either the general fund or budgets going forward perhaps so they I know they'll be talking about that to determine that thanks for clarifying that and that's all I have thank you thank you next we have the subcommittee reports Finance for the subcommittee reports no I'm sorry in the wrong section all right so Finance Committee who had a very short meeting on May 13th it lasted 20 minutes and I thought was that because I wasn't there yes I think you know absolutely because you weren't there and because they bound and gagged me in any case it the the primary discussion we had was on how we're doing on this year's budget and in terms of landing the ship here and we're gonna lay on the ship relatively well this year we've had and I'm just gonna recap this for people who are listening we have had some exposures that we haven't planned on in the areas of substitutes we have a lot more substitute costs than we've had I come back to that in a second and on some special education at it cost for transportation and professional services we've been able to handle those because we've under one on Sowers and that is connected as you can imagine to the substitutes because some of it was people who were taking longer-term leave of absence and so we were saving on the salary line but spending on the substitute line but we also froze some hiring positions and we froze some certain supplies but it will allow us to land within and I think Ken you're pretty confident that we'll be able to land it relatively handling yes okay so and other than that we had some general conversations about how we're closing the books each month and mr.

post and mrs. Marion our town control are working together on an initiative that will make things work more smoothly which i think is great and that's pretty much it so any questions once on the committee want to add next we have policy okay so the policy and communications committee met last on May 15th and there are three policies from the 3000 series that we are a little probably a little more than halfway through which is quite an achievement I would say but there are three policies from that series that you'll see later on on the agenda there is another one that on transportation that we're going to take a deeper look at and just take a deeper discussion about it we also discussed starting 4000 series this is the personnel series our policies are pretty much out of date and not really in line with with law so we're looking at taking caves entire 4000 series doing a review of it and then hopefully just adopting the entire thing as a series and really that will just you know and most of this stuff is not really it's not like the other policies where there's a lot of it's mostly straightforward and legal stuff so we will be looking at that at our next meeting or starting to look at that or next meeting in terms of communication dr.

Brill spoke about a newsletter and next year we will be able to have promotional videos in addition to the newsletter service which will be pretty exciting and there's some really cool features that he discussed about that and that was pretty much it other than you know the policies that will hear about later any questions for Rosa thank you next we have the consent agenda recommend a motion that the board approve the items on the consent agenda is recommended new hires resignations retirements transfers second any discussion comments I'd like to thank Mary Romano and graduate around the retirement kiddin all in favor aye post passes moving on to new business we have the healthy food beverage certification recommend a motion pursuant to CGS Section 10 2 F 2 1 5 F the board of education certifies that all food items offered for sale to students in the schools under its jurisdiction and not exempt from Connecticut nutrition standards published by the Connecticut State Department of Education will comply with the Connecticut nutrition standards during the period of July 1st 2018 through June 30th 2019 the certification shall include all food offered for sale to students separately from reimbursable meals at all times and from all sources including but not limited to school stores vending machines school cafeterias and any fundraising activities on school premises sponsored by the school or by non school organizations and groups second so we're gonna need to get you some water to make any motions okay did you want a that was pretty clear from what joy said but did you want to add basically this is certifying that that we any sales we make outside of the regular reimbursable meals in the cafeteria will comply to the same standards that we have to comply with for those meals and the state for adopting these motions the state reimburses us an additional ten cents per meal into our lunch fund which adds up to about sixteen thousand five hundred dollars per year yeah and these are just the standard motions that we go through every single years yes this is language that they dictate to us that we have to use and cannot change any further discussion all in favor aye aye opposed okay you ready for the next so recommend a motion that the Board of Education will allow the sale to students of food items that do not meet the Connecticut nutrition standards provided that the following conditions are met one the sales in connection with an event occurring after the end of the regular school day or on the weekend number two the sales at the location of the event and number three the food items are not sold from a vending machine or school store an event is an occurrence that involves more than just a regularly scheduled practice meaning or extracurricular activity for example soccer games school plays and interest scholastic debates are events but soccer practices play rehearsals and debate team meetings are not the regular school day is the period from midnight before to 30 minutes after the end of the official school day location means where the event is being held second so I think that was pretty self especially it gives us an exception for you know a concession stand at the football games and things like that and the next motion will be the exact same thing for beverages okay good then all in favor aye aye opposed okay hey beverage exemption recommended motion that the Board of Education will allow the sale to students of beverages not listed in Section 10 - 2 - 1 Q of the Connecticut General Statutes provided that the following conditions are met number 1 the sales and connection within the event occurring after the end of the regular school day or on the weekend number 2 the sales of the location of the event and number 3 the beverages are not sold from a vending machine or school store an event is in the currents that involves more than just a rarely scheduled practice meaning or extracurricular activity the school day is a period from midnight before to 30 minutes after the end of the official school day location means where the event is being held and must be the same place as the food sales second pretty self-explanatory any questions or discussions all in favor aye opposed great thank you and now much shorter motion we can move on to the food service contract extension recommended motion that the board approved the extension of the Woodsen's food service contract for the 2019 2020 school year as recommended by director of business and operations can post you during the year 1516 the board was required to do an RFP for food service the contract and it was awarded to Wits ins at the time the award is typically for five years with a series of one-year renewals the renewal they're voting on tonight would be for a year for our deal with with Witten's I think you had a copy in your back and again the language is is pretty much dictated by the state and this and a bunch of other documents had to be sent to the state for approval to the board to act I [Applause] is there anything significantly changed from prior no the fee increases are in line with the the 3% which is what the state told us was that the CPI used any other questions discussions all in favor aye opposed I think we didn't dare about that down after a perfect perfect that's top 11:10 dinner tonight was mega okay we'll be on to policies our first is policy 35 34 and 40 officer bonds recommend a motion that the board approved policy number 35 34 employee officer bonds for first reading as recommended by the policy subcommittee second okay so this policy you'll see the one that's has the strikeout that's speed Brookfield policy that was last updated in 92 the new policy which has a different number is 35 34 that is from cabe and the suggestion of the committee is to replace Brookfield's with the caves it's obviously very short it's only one sentence but there is obviously that the difference in terms of the amount for the bond and we are doing more than that correct as operationally so this is three five three it's replacing three five three three yes okay any other questions could I recommend the mending the motion to specifically say that we will be eliminating three five three three so can we say that that will replace yes replacing 35:33 which will be withdrawn so recommend a motion that the board approve policy number 35 34 to replace policy number 35 33 employee officer bonds for first reading as recommended by the policies of money second [Music] any other questions that was good clarification well I just you know it just gets you a record for those yeah there was one morning what we have to vote on the amendment yep all in favor aye toast 3540 2.45 recommend a motion that the board approved policy number thirty-five forty 2.45 vending machines for first reading as recommended by the processor second okay so kind of actually the same somewhat same story with this one this is going to be a que policy it's replacing a brookfield policy and the numbers do change slightly just it's still three five four - but it's not 0.33 and so two point four five Fuli a [Music] oh I got it otherwise oh and the title actually of the new policy is somewhat differences now it's me food food sales other than National School Lunch Program instead of vending machines so we probably need to amend the motion to reflect that as well okay so recommend a motion that the board approve policy number thirty five forty two point three three booths it to replace no that's correct yep yeah food sales other than National School Lunch Program in place of thirty five forty 2.45 vending machines for first reading as recommended by the policy subcommittee second all Flair joy you only thought the hard part was did that's right okay any other for the discussion on that one I'll just say when you're reading through this that cave policies there but they gave you options and so they left the strike outs and there so you can see what decisions we were making so what I read against it will be kind of clear or what we were thinking that's something which I thought was hopeful okay on the favor I post and 31:52 [Music] recommend a motion that the board approved policy number 31 52 spending public funds for advocates advocacy for a first reading as recommended by the policy subcommittee second so this policy is a new policy from cave it's mainly deals with the the public fund I guess the disbursement of public funds for advocacy for referendums that we have so it will explicitly stay how we are to use funds anything anywhere from talking to the press on social media so the strikeouts are the committee's suggestions for for removal so that it's Brookfield specific yeah some of the strikeouts work because they included language for regional districts and in some languages that you'll see when you see the strikeouts they talk about what the town and city can do and we didn't feel that was a pertinent for school board policy right and so with those are the two reasons for strikeouts they were pretty straightforward any other questions all in favor post-interview guys um the we're gonna meet next on routine 1919 the policy subcommittee oh so if you if there's any questions or comments you have on any of those so just get them to me is next are sitting idle i yeah okay oh the first week in well because we're not gonna well if you I mean if you can okay so by the 1st of July yeah okay yeah yeah sorry we are me and I mean we had a very funny in a weird series but with we had a series that we have proof for first read at the last meeting those who remind everyone we need to get any comments back on those right because we'll be voting on those in two weeks okay so these need to be these should be beginning of July July first okay and Rosa when is the next the seventeenth well we're gonna meet the 19th of June but that what we will you don't have to have the comments of these back button but we're having a meeting on the 17th and the 19th partly yeah our no Elijah lies oh oh you like names the policy committees can be a 19th of June on the seventh job there yes so the first ones may be 85 yeah we needed blood for the last blast meetings we can even time for the nineties we need time for this that's why 1992 is a good year 1978 and in 83 this is a difficult task that the board is taking canceled baby okay kudos to you look you know the goal all of these policy updates is to not have any policies that are older than us get down and there still are some yes there are thank you very much for all of those next we have the approval of Perkins grants recommend a motion that the board approved the concept and sustainability of the Perkins innovation grant submitted to the State Department of Education second so it makes sense for me to be up here to talk a little bit about Perkins grants at this time usually last year for every year prior we presented a draft of the grant that had lists of here's the expenditures here's the different categories this year we don't have that we just received information from the state and this is what the State Department of Ed Harold Mackin who's the director of career tech ed said he said basically on June 14 2007 teen the Connecticut State Department of Education announced the move to an electronic grant application system called the Connecticut eat grants management system the goal this electronic grant system is to reduce the administrative burden placed on eligible recipients when applying for grant funding in order to be eligible in order for eligible secondary and post-secondary recipients that stuffs as the high school to receive Perkins funds an electronic application must now be submitted through egrants access to this application will be available in the fall of 2019 allowing all secondary and post-secondary recipients to enter budget data to find program specific activities and track the approval process only the intent to apply form is due to the CSD this spring so it says instruction and guidance I'm using it grants will come at a later date so we are ready to go we don't have the instructions we have completed and submitted the intent dr.

Braille has signed it I know mr. post either countersign or but made sure it got to the state I have a copy so we have intended our we have included our intent to apply for the funds we envision the amount should be similar to what we've had in previous years but unfortunately this time of year is when we usually get this and I just got this email this morning so it's perfect timing but I want you to know that we did apply we have an intent to apply and we'll get more details as they rolled them out I think we need to tape all the motion there's nothing to lose I have nothing to present I have nothing to vote on yeah yeah I agree okay so I I'm gonna make a motion that we table the approval of the Perkins grant second all in favor aye opposed thanks for okay thank you very much well done all right moving on we have the paraprofessional contract recommend a motion that the board approves a successor contract between the brookfield Board of Education and the Brookfield paraprofessional Union exhibit a second okay I believe you all have the contract in front of you the would reach 10 of agreement with her professionals the other month and I did want to thank everybody who was on the negotiating team as well as well as everybody from the her professional negotiating unit as well after a few meetings who really had some productive collaborative sessions in which we were able to come to the tentative agreement and the gist of the contract is that we agreed on a 3-year contract duration this would be for 18 19 19 20 and 2021 because we had the extension we've pretty much finished with that first year so we're almost going into the second year already the general wage increase was two and a half percent for those three years but what we agreed upon in the contract as well is that the the the grid the minimum and maximum would also increase by one and a half percent each year what was happening prior to this is that there was nothing in the contract language that would increase the minimum of maximum so anyone that was hired in was automatically hired in at the minimum and they pretty much stayed there there was no mechanism to move someone along the grid so you could so you could reward someone for seniority it's a the individual that was just hiring in almost received the same amount as the individual that had been there for five years so we have instituted a differential in the pay increase now so that there will be some separation from current employees to those new hires in addition to that we had a change in the contributions for the health plan with that you have the single-payer the two-person benefits and the family benefits single pay they're going to stay the same for 1819 which obviously we're almost finished in that year as well as 1920 and in 2021 the single pay is going from 14 to 15 percent but the two person and the family pay are decreasing from 40 percent to 35 percent and that was something that really that was important to the paraprofessionals so I'm happy that we were able to reach agreement on that in addition to that there was a sunset on the longevity clause and this is going to be anyone hired after April 1st 2019 is not going to be eligible for the longevity again this this again does not impact anybody who is currently in the bargaining underneath at this time that was the highlights if there's any questions on that let's hit fit within the budget yes yes okay we know their questions all in favor aye aye opposed that's Anderson thank you everyone right moving on to old business we have budget discussions with a possible motion this is just to discuss and approve the 2019 20 budget reduction considerations we have already discussed this in tentatively agreed upon it as far as what we would be communicating to the public as being the what our tentative agreement was based on how the budget turned out based on how the rest of the year ended up we do have to vote on that I believe if we're once we're in agreement to actually enact it in our budget color color ken prepared a list of those reductions that add up to three hundred fifty nine thousand dollars so that which was the reduction we needed to take so we can get a review of what we've discussed over the last few months [Music] okay now wanted to point out while the world language lab is listed on here as a as a reduction it's actually not being reduced this is something as we had mentioned before the Board of Finance had taken it and put it into cash capital so we will are still having the world language lab it's not a part of what's considered reduction I think it's on here just because they were trying to make it add up to those it's I'm here because we have we have to remove it from our operating budget along with the other thank you okay so I guess the question I would have is what's changed from the last one oh it's the same list from before exactly as we spend a lot of time actually it has it has changed a little bit library books you asked us to take a look at what they had in the activity funds and equipments we needed no small adjustment to equipment and the office saying about $9,000 change between equipment and physics so we have a smaller cut on the library book correct correct that's good what we had asked him to do was take a look and see if there was any equipment purchases we could defer from huckleberry Center school since them will be having new equipment with the new you know obviously replacing anything that is a safety risk at all but if it's just worn if we can kind of eat it out for another couple of years and so I think they took that savings and then applied it to the library books so there's almost a $9,000 benefit right - that's a smaller cut it's not a reduction to the reduction and that didn't make sense either it's still an increase over current year's budget yes and which one were the club the club Simon's that were cut that was the two new clubs that mr.

Brenda proposed and then I believe one other club at each high school ending yeah and I think it was to be determine that out there determine that yet determined with enrollment I think it was [Music] any other questions I for one was not happy but satisfied that we have done our diligence a total when we did our preliminary motions so I would her just to go ahead and approve this and make it official what was what's the line that says revision for 25,000 that's the administrators professional development we've been working with revision learning for the past few years supervision and evaluation work and stop the revision of something yes and where were we we've made a phase-out plan with with revision this year will begin - knowing or reducing the next year I'm a 10,000 professional development whereas I being cut from I'm in looking at what we need to spend on to continue the work is currently I'm looking at cutting $10,000 that I have allotted for NGSS training for next year the reason that that hurts the least is because with the new Smithsonian modules that we get we have PD built into the purchase of the new modules so so we will get that professional development for our teachers obviously so they can appropriately implement the modules however the additional NGSS training that I had planned for working on working with teachers on formative assessment and some other topics that are outside of the scope of the Smithsonian modules we have don't make me cry any other discussion with questions all in favor a wait wait I'm sorry there's no motion there's no motion to table yes please I would move that the board accept administrative recommended budget reductions is presented to the board as official adjustments to the 2019 2020 budget second did it go slow enough Lisa right pull in favor my post okay thank you everybody for your hard work on this represents months and months of work and truly appreciative okay that brings us to new school building project which dr.

Cooper made a suggestion as I said is you know they mentioned that they had haven't really resolved their similar managed conditions which could have a big impact on the site and we really focused on the site is an important aspect of the project so I was just suggesting that when they work their stormwater management plan out with the city they come back to us so I sent a written comments but either way I can also go back to the tape the recording but out we can I can add an eighth to the draft letter so does what most projects that we have looked at have been further along in that regard and so I guess I'm surprised that they came to us twice and that they don't have anything from engineering as to how they're supposed to handle their store I think it's a problem because I believe they're in the flood there the floodplain and it's a very high water table there right so you know underground detention in there whatever it's not it's not gonna be possible but what-what is gonna be necessary you had some wording they put in as a suggestion to email this morning but it's not in the letter that we're approving today right correct it's not a suggestion in the email it doesn't we don't really have to make that change so do we table we just would have to read the I just added as a comment that said when you resolve your stormwater issues which will likely impact your site suggestion come back yeah so the board could either postpone approval and wait for that change or you can approve it subject to that additional language let me just pose what if what if they come back but if they solve it was something that doesn't in any significant way change the site plan that we saw I think it's unlikely but yeah rather than have them go through one more shadow hoops and call me bus that would be if there's some discretion the staff to say you really can't see what this did it was weather isn't it open how do you are gonna solve this the storm already attention and I assume they have to do it some however I guess that theoretically you can pay into paid the city to do what some places certify so technically they don't have to come back to us regardless the all correct I I feel that it could be written so that if the stormwater management plan will change the design plan or the board requests that you return with your revised design plan and they are not required to but it has the openness of saying if you're if you solve it in a way that doesn't change the plan where it's okay and also it's a request they can still they can wipe it on its flip it on its end and then still say thank you but no that's acceptable to me any other changes are okay can we get a motion to approve the letter for 545 South Main Street recommendation letter is approved now we have the recommendation letter for 1100 South University Avenue can we get a motion to approve motion to approve okay it's now open for discussion any change or sorry it is now open for discussion will this come back to us it's been twice I don't think so I can't I can't guarantee either way I don't think so because one of the things that we say in item 5 is to continue to explore designs for an exceptional impressive and noteworthy northwest corner really leave that up to Planning Commission to decide what that is I don't know they were it was clear with our input they weren't going to make any significant changes but just the response that they had so I think my opinion is it moves on to planning and see if planning can say you really need to do something more significant with that because it they did a minor tweaks I'm saying and it still sits this corner yeah standard corner yeah there's somewhere that it can be we don't know we have resisted including mandatory compliance one of the few times I sure nice is they did an exception I don't I mean I don't know if we there's any stronger wording and we want to add that's about all we can do you say that such as a chandelier or clock it wasn't there like at the last meeting right so I disappointed that they didn't come back with something I was really hoping that you would have well what we were trying to do was not solve the problem for the right exactly but we basically told them that we we know what we want we can't tell you what that is but that isn't it and who was it Sean yeah yeah he said he'd go back to his team and talk about it but we're not gonna see it again so I mean I guess continue to explore is about all we can say wait to two meetings ago we had some very specific like put a piece of sculpture there know some features something that would draw your eye vocally he seemed to make it pretty clear in that second meeting that he was not the decider unless you want to change that language to make it stronger then the board was disappointed to find that they haven't made any major changes to the class well it does go on to say the northwest corner of the building would be one of the most prominent most viewed and most visible corners in the entire downtown and must be made worthy of that position so I don't the design as it stands does not is not bad yeah the design is presented it's not and then leave it up to Planning Commission to say what did you do any other additional comments can I get a one that we already have motion are all those in favor of the letter with that 14 hi sorry Hey alright recommendation letter has changed as approved all right we have no regular business today we have new member orientation so which we remember ever having this on the agenda before but maybe we just have Corey introduce yourself about your background protected by training I have been in various venues that capacity because it opens up a lot of interesting things as a county planning director New York State a very small County for several years done an extensive writing most recently in planning magazine working as an independent let's get projects and I understand you had an orientation with Alexis earlier before the meeting yeah it's great thank you I don't know where this fits in the agenda but seems like a good time to talk about it because we do not have any new projects for next month so we have to decide whether we want to meet or not and I think I may be out of town I would pass the deadline for submitting the deadline was at noon and there were no project submitted I also hadn't had I haven't had any questions enquiries so I wasn't expecting anything either but it's now confirmed that there were no new designs submitted and any ongoing projects I've not indicated they want to return just yet let's July I'm perfectly happy to take them on top yeah probably makes sense I'm not gonna be in town anyway you need a motion to take that off their calendar I won't hold you to being so formal but just it is clear to me that the board is electing to cancel the July I will update you around that time in July then whether there been any new petitions and we can decide a new what to do for the August meeting so we'll take it one meeting at a time you get a vacation month did you say there was plenty commission communication sir no okay no planning commission communications no regular communications there are no public here to make comments so before I adjourn though I am I'm now stepping down as chair of a Design Review Board so because next time we had convene it'll be Mitchell and August or later so I now in turning the meeting well before we do so I want to say that you've done a fantastic job a childís thing you've been aboard this thing since way before the port formed and however long it's been nearly ten years well thank you very much can you put together a good way to introduce each meeting yeah with the help of the staff that's yeah I think that's very I think it's important even if it's repetitious to us to useful anybody right thinking you're stepping down as well absolutely vice chair do you ever stepping in when I step in and when you were there all right well thank you everybody thank you you

Hello, my name is Dr. Jeffrey Smith Superintendent of the Balsz School District and these are my comments for this month Preliminary AzMERIT results have been released to schools through the AZ merit online reporting system. Preliminary results include all students which means students who enrolled the day testing began to students who were with us during a full academic year. Data representing our full academic year students these are students who have been with us during the first ten years first 10 days of school and remain through the testing window will be available in August. In regards to letter grades the State Board of Education will meet in October to set cut scores. The kindergarten through eighth grade scores are expected to remain the same. Letter grades will be released in November. Final letter grades will be issued in December or January of 2020. I'm pleased that preliminary results indicate that English language arts that in those grade levels in that subject four out of six grade levels demonstrated growth in the percentage of students who are proficient one grade level remained at the same proficiency and one grade level had a decreased.

[Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] [Applause] [Music] by Wednesday June 12 2009 teen I call this regular meeting of the Board of Finance to order everyone could rise and join me okay thank you everyone I don't see any members of public here to give comment at this time I do want to announce we have four out of six board members present tonight we also have our finance director / Controller Marsh Marian on the phone for any commentary to be made in time so that's what we have tonight we can move on to the first item on the agenda looks like we didn't receive any communications or correspondence and now we can move on to I make a motion to approve the May 22nd regular meeting minutes as distributed second any discussion on the minutes as presented okay all those in favor of approving the minutes as presented in PMSing hi hi motion carries 4-0 and then we move on to the report of our first selectmen good evening sir good evening thanks for having me the first thing I wanted to discuss briefly and I'll let the marshal go through and give you much more detail on it is that we as of July 1st we will be merging the trial balances of the schools and the town will have one trial balance one way of you know reconciling you doing all those things have been a lot of work on both parts everybody is very much in favor there's on both sides and it's gonna help us a lot particularly year end when we do our reconciliations because we're gonna be doing them on an ongoing basis so we won't have that problem also rating agencies love to look at that right second thing is moody is Moody's has come to us and asked us to do a conference call with them I believe their aim is to understand where we are Visa three years ago when they did the analysis of our finances after we lost the 3.3 million I'm happy to say I looked at the notes moves been while we were meeting with Moody's and we've done exactly what we said we would do three years ago get our balance unassigned fund balance up over ten percent tighten up our financial controls merge some of the systems on the town and school sites so I'm very happy in them and I think Marsha and I are going to do that call Chomper wheel is going to join us with Ken post and if to let Ken we're inviting her to so that everyone who's involved in the finances of this town or sitting together and talking together yeah we can have it you can come join us too if you want we'd love to have you so for more detail on that murder yeah would we be able to hold off until the next meeting we have a full complement aboard I may come expecting to have everyone at the next meeting yeah we can have another discussion but we do want to start July 1st I'll be we do want to start July 1st it's ok we're now doing two reconciliations we're gonna do one and Marsha can talk about it more detail when she does our report but we'll go from there on the school project Colette John Bereal and were there other people and Jeff from Tecton were met with the state this past Monday the state cost this who is the number two person at dots they were very happy with the four schools going to three they were very happy with our overall submission and they told our team that they were going to use our submission is an exemplar to share with other towns on how to do it how to make this submission they had all little detailed things they didn't like the raised seal that I gave them from our piece of papers a week we're going to redo that otherwise they had also asked at our last meeting that although it's not required that we have a meeting with department of homeland security police on security but that has been done they were very pleased with that when they gave them a report on that they don't discuss the details but that went very well so that's moving forward I would just like to say a couple things one we don't have a design yet that town is still working with the Municipal Building Committee and the Board of Ed and we've been getting a lot of questions we've had instances where people have been sending questions into questions directly to our architects that's not appropriate right it should cut through the NBC otherwise we're going to have they'll be inundated with emails we have to have a process so Collette and I have discussed this and everybody's agreed we're going to do the same thing that we did with the school project moving in towards a referendum we're going to have one place where questions are answered where we have frequently asked questions there's also going to be ample time in the in the winter we're gonna have open sessions where design samples are going to be brought up with Tecton will come in and say this is where we are we're public and give input I know there's significant interest on the part of our energy subcommittee our ad-hoc energy committee I'm sure the Manoa review probably also been approached on this we're gonna try to make this building as green as possible but we have to understand that there's a limited budget we can't spend 25 million dollars making this group building 100 percent green and have to cut out classrooms Green is fine but our students are right and the problem is is that the more green you go the more costs upfront so what we would have to do is cut something out to do some things I think we don't know yet but I have no problem and pectin I think and Colet are on board with this to say okay here's what we planned here's the budget we have this is what we can do for this amount of money but if we want to go more green with ground water heating things like that that's what it will cost additional and say to the town do you want to spend that money I don't have any probably doing that but we cannot take away from the overall design of the school and the needs of the children we have to balance this and I think I think most people agree on that silver green late we did send you a request for the phase 2 going from the police station of the Town Hall we discussed this a few times we need two things in order to move that forward one is the environmental review which the state does they've been promising us that review for three months we expected shortly we do not anticipate any issues with the environmental review because it's just going down across our fields we're nowhere near wetlands we're nowhere near chemical danger spots brownfields anything like that so it's a formality but we cannot start construction or design until we get that the second thing that we're asking this board to do the Board of Selectmen has already approved this the two hundred and seven thousand dollar grant that we will not allow us to include the design costs that's changed so we need we're asking for up to $20,000 to actually hire a firm to do a full design that will meet all the requirements of the grant that's ad a compatibility you know the actual design of the walkway the angles of it all of that sort of thing so we're asking that the Board of Finance concur with the Board of Selectmen in approving up to $20,000 to do that design road paving is moving ahead we've had a lot of difficulties with the weather because we want to rotate when it's dry so if you notice if anybody on the east side of town or paper was actually paving up to south on Saturday in order to try to keep up with with our schedule they don't charge us extra for Saturday they just do it that's what they want to do and they want to get this done as quickly as possible however we still have an issue with in our in our budget line because partly because of the weather where we're doing culverts in the work the town does it's in a separate line budget item on our budget we're probably not going to use all of that this year and that goes away once the year end comes so that is one place we could get the $20,000 or the design from our mowing contract I don't know if I discussed this before but we did go out to bid and we hired a new firm they seem to be doing a good job we're looking at them very carefully and it looks like we'll save about $17,000 somewhere right in that sixteen seventeen thousand dollars on that contract our year-end closing what Marshall we'll talk about this more are urine clothes is going very well our canopy of Public Works for the fuel tanks is starting on Monday they're going to be putting that in it'll take about two weeks to do I talked about the trial balances I talked about Moody's but we are going to have it came we got it today and I had a meeting of HR RA last week and a decision was made HR Ras at they're gonna donate $10,000 to each town for a hazardous waste day we had about eight thousand dollars in our budget and I was very concerned if we held this last time we did it we had four hundred sixty five cars and it costs the town of Brookfield about eighteen thousand could you pay based on the number of cars and obviously it's in your town we had about sixty percent of the cars it was extremely we got rid of a lot of waste and we don't want those going into their sewers and our catch basins so with that ten thousand dollars we would have about eighteen thousand two hundred and fifty dollars in order to pay for this so we're going to do this on Saturday July 20th will be advertising to town and if everybody out can pass this around you can see what it looks like so you can see what we'll be doing and we invite every resident to come and recycle their hazardous waste in a safe and environmentally friendly way that's it for the first segment what's going on federal law which we're in federal writer district I'm sorry four corners tell me federal oh it's a long road and there's a lot of things going on yeah we had to meet we've had a couple meetings with Brookville village to move their development forward they came to us and asked for changes to the agreement that we have in place we were willing to make some changes to accommodate them from the Board of Selectmen we thought they were reasonable changes but they want all the changes they want and still have the right you mean delaying the the agreement was they would take down the buildings immediately right for that we would give them some concessions on the putting a bridge in and a couple other things I won't get into the details the problem with it is is they want to keep their tax incentive for the first two buildings that are already up you know the zero zero zero for three years even if they decided to do nothing more no the Board of Selectmen is not going to accept that if you want a delay in starting okay we can work that out if we go back and forth we want those buildings down we want that planted with grass right there's some give-and-take in these things and once they want to do right now is take and I'm not the board agreed unanimously we met on Monday and a special meeting that we are not going to allow Brookfield Village to step out of their agreement and give them concessions and they can walk away I meant the flags though so there's flags that are on the side yeah but it looks like crosswalk markings Oh for the Delta that streetscape Phase two it started this past Monday and we will be finished by September this is sidewalks the street lamps everything and I Ippolito is the firm that's doing it they're the ones who the guys who did phase one they did a excellent job they were the low bidder on the job only by $15,000 but they weren't a little bitter we had an extremely good experience with them they're very accommodating fair reasonable especially when it came to change orders right who's who's gonna pay for this they were very reasonable about that so we're looking forward to working very closely with them we had our first meeting on Wednesday with all the developers this is the one we have had the outside contracting firm before inspection met with them and things are going well so we're you're gonna see that moving pretty quickly on Sunday we had the block party the for the four-corners business associate emailed the block party I saw you there I said were you there yeah yeah that's a day in there I didn't see Ricky well you may have been there at the anti-family stuff yeah it was nice there people had a good time families were invited I think people had a good time so that's moving the board aphasic tomorrow night the Zoning Board is going to take up adopting all of our standards for the streetscape because remember the phase 3 the state said to us no we're just gonna give UConn we're not gonna give you what you want that's not acceptable to us we want one design for our streetscape into downtown so we're gonna codify it as owning laws and that takes care of that problem it's more than one way to skin it anything else you would like to know any other questions for the first level okay you've mentioned the $17,000 savings and lowing contract is that well over what was in the budget for this year yes for next year yes for 1924 1920 it was it's like a two-month process to go through on the bidding and we did get a number of companies been and our existing provider bid about what they have been paying getting paid so all the bids were reasonable it's just this one company came in and really wanted to win the business so we're gonna watch them pretty carefully because that's a lot of work to do companies but I'm sorry did any book bill companies bid not that I'm aware of I can double-check I could double-check but I don't think so a tizzy might have but I don't from my memory I don't see okay then we'll turn it over to Kevin / remote Martha proxy proxy alright you should have the slides up for the Board of Education merge trial balance merger yep and you really have to be a geek to follow this and and understand it but essentially that we've met with the two IT departments the two finance departments met and we went through this to figure out what would be the best way and we had a lot of concerns about losing data by moving their their trial balances and how we would maintain the integrity of the workload so that we can't touch their stuff they can't that their stuff good and we had this huge epiphany that when if we just manipulated the new to do from and I'll show you that on the next slide but before we go there that we like this because the only thing that's going to be done different you still have to trial balances but they'll be automatically posting back and forth that so the only thing that's different when the Board of Ed takes a cash account when they pay their bills they're gonna pick a cash account in our trial balance all the other accounts will be done through do to do friends and it retains all of their history because we're not going to change any of that it retains all of their permissions and separate reporting that that they've set up but it does eliminate the double posting by the town and the port avec it does eliminate the balancing between the town and Board of Ed and that they'll just balance their bank account in our trial balance will start July 1st and if you go to the next slide you can see that the green is what they're going to post and essentially instead of picking the trial cash account from their side they're going to pick one from our side that and the the gray is posted automatically because Kevin earlier this year set up the do to do friends to post automatically so if you think of it this way that they're going to post an expense it's going to debit their expense it's going to credit our bank account and then the do to do friends that it will credit their do to do from and we were thinking that we would just move our due to do from down to an expense account however immunise when we tested it in life or in the training database munis will not let us set that up and and the IT department followed up with munis that we have to set it up as a balance sheet account so once a month we'll move in and who will post an entry to move it down there I know it doesn't sound really that exciting but we're pretty excited about it as we're happens any questions on that in terms of where this would fall on the range of best practice around the state is it you know in the big seed best practice is the kind of standard or and we're coming up to speed or where does it where do where would you kind of classify that so I can hear showing that right but so okay let's go say that was damn nice on man and so he wanted to know is does this exceed best practice is this best practice or this is definitely best practice it's much better than to me I like it better than when we talked about combining trial balances if I were to print out a trial balance I would have all their junk in it and now I still just keep them as one line and I don't and I want the details I can go over and print the details from their side the Ken I have access to week to the other trial balances so we could always go in there it's um there's there's a handful of towns that have combined town and board event but it's pretty unusual in Connecticut that that it's combined and I've actually already given it to one other talent that was asking for advice I said hey this was really cool that of how we did this and so they were gonna try and see if they could set it up as well so we're looking for efficiencies here right in functions yes how much the how much of efficiencies are we going to see across the two departments here departments so last year this year we've been balancing it as we've gone along but when you when you think about it what they do is they post it and then Kevin posts the totals they've weighed a lot of checks and so then those on our side have to be poor Kevin also has to repost those and do it manually if there's revenue that's offsetting that we have to do that last year to post the year in 2018 it was the majority of the month of August Kevin and they were a couple hours a week so I think the main thing is this is going to allow us for our finance department to do things that are more value-added there are other things we need to do we're understaffed as it is in finance so it's gonna allow Kevin to do more important things and just as efficiencies that for example we've taken that we have to clerk positions and one clerk position you used to work 100 percent of the time on payroll and we've really hit that hard and that clerk position only works 30% of the time on payroll just to try and get us as much efficiencies out of this as as possible and so this is just one more of the efficiencies just we know we're understaffed but we don't really you know until we get everything the way we want it until we get everything you know hitting on all the cylinders we just want to just keep going the way we're going with with overtime and things before we make an assessment okay thank you any other questions for Marsha on the trial balance merger all right you might have some questions from other board members next month Marsha is for the next meeting since we'll be going into it you'll have a couple weeks I guess under your belts for next meeting if there is any sort of update to be given you know please try to plan to give an update at least for the first you know a couple weeks of how it's going that would be awesome yeah all right and so Kevin stopped the other car and the revenues that you received this month if you go to slide two Kevin where the same as which it received last month at the end of the year so it's Newser to lose it for vacation so we've been down to about half staff for the last four weeks or so but the revenues pretty much all of them had come in when we last talked about that but we did receive the loss of funds we had received the town aid Road funds the grant-in-aid funds came in this week so those were the last of the outstanding funds that we were waiting for that with respect to the expenses you did receive a worksheet in advance and an update because I had a number that didn't wash out there and inter inter fund transfers that's been corrected on the one tonight but we've been working closely with each of the departments that they all have written instructions on the year-end and when to raise alarm bells if they have them that we'll be meeting next week there's the three big departments the police they were waiting because the holiday pay that is paid was paid on Friday so he wanted to see where that came in before he did is final budget adjustments Public Works we're gonna meet with them with Ralph again on public work because that's just a big area and Parks and Recreation mostly the round side because a lot of activity goes on there and June so we'll meet with them again and make sure we get some final numbers the other departments all have smaller budgets and we'll only have meetings if they have issues going on that and then the other areas that we have some some big unknowns and the FEMA FEMA revenues are a big unknown that Kevin and Steve and Greg and a lot of others continue to meet with FEMA every other week and so there's two big unknowns there one is what are what is it that they're ultimately going to approve that we've had two different consultants that have been in there and they're telling us two different things it's got lots of layers of review so what is that they're going to approve and the second one is in order for us to through that we need to make sure that the auditors are comfortable for example last year we didn't let any of their other plans accrue it I don't know what if any documentation we would have for the audit if maybe we had done and wait a little bit and so we see what happens with FEMA so that we could accrue something there they could be comfortable with so those are our two big are two big outstanding FEMA items that yes I can can I jump in for a second Air Marshal yes so August 20th is the final date for us to submit to FEMA we have virtually no concerns that we'll be able to get everything we need in to FEMA by that time however once they get it there are four or five levels of riru within FEMA and given the number of disasters as indications they've given us in the Midwest with the storms they are stretched very very very thin so we do not know when they'll finish those reviews secondly once those reviews are completed all this money goes to the state and then the state does its own kind of audit and is we may ask us for more information and so the state might sit on it for a while so Marsha is correct you don't we're not super comfortable with the number that FEMA is going to give us we have a range but we need a hard number for the auditors so we'll keep you up to date on where we are does the state have any discretion a slight discretion so part of this is for one category they'll give us 5 percent of our total clean right that's just a kind of an overall management thing so since we started meeting with them last August every hour I spent on FEMA is reimbursable at my hourly rate every hour Greg spends over all the hundreds of hours Kevin spent if all those hours don't add up the 5% the state can say we're only giving you what you're actually spending that's the only thing that we think that they say we don't think it's right no just that one item and that's not gonna be a huge amount of money it's frustrating at best but everybody in town hall has been working really hard to get this done Thank You Marsha go ahead go ahead I'm sorry this thing and then the pension conversion costs we've got we want to we need to cover that we haven't covered that yet in the draft that you have as far as with transfers so that's what we'll be working with on the department's enjou that if you go to slide 4 and put the pension conversion costs I think we're waiting for one outstanding bill but but we the fossil has now stopped that we have everything done if you go to the projection just to show where we stand that we have the original budget we made some additional appropriations the big one being the FEMA Karen bad over the Senior Center we added two expenses and two revenue because we were grossing that up and then the light poles in the July of 2018 eating for the metal light poles that's the only one that doesn't have an offsetting revenue that we think will be over with the taxes that will be over because we collected additional loss of monies and investment income that we're not ready to and then so this is assuming that the FEMA washes itself out again we have a big concern there of what's happening when can we grow it we just talked about that but for right now we put the FEMA in as exactly balancing and assuming that we're able to accrue it that for the expenditures we will have extra money because we attract the health insurance money but we're not ready to say how much extra because were again we're waiting for those three big departments and and the discussion we just had on the last page that but this is our best guess right now that of what we're thinking any questions on the projections good presentation Thanks and then in slide 5 we did do some transfers back and forth between departments and there was a they sent you some notes on that that you should have received last week that a lot of the transfers are on between the land use departments that Alice do overseas all those departments and they try to budget all together as a group but because they're in the chart of accounts they're different departments that any time they move from one to the other it's an inter departmental transfer that and then I just went through on the rest of the things that you might that I thought you might have questions on the police budget was waiting for the June 7 payroll so he's looking at that now there is an increase in short-term financing that was just an error on my part we don't have any additional short-term finance and they just I just missed a month that W PCA I worked a lot with W PCA this last month they've been reimbursing us every month but what their reimbursement is is just the employee portion when I go into it and looked at the amounts and thanks and so this is just me getting up to speed that so I guess what they do is once a year that we do this reconciliation and they cut us a check so they'll see it there's a lot of places that I've made a little note of how much W PCA will be paying us with their last check in June I talked to her about maybe we could make it a little bit more of a systematic thing that and so we may we may be billing that once a month or once a quarter just to try and and help our site out to be better with the numbers get a better system than than what now the volunteer firefighters that they have that what we call the low SAP that pension payment we had a big chunk in it of additional funds and what has happened is just by happenstance that there was a new firefighter than he said oh he doesn't know if he wants to start it because it ends after 10 years and fern the HR director said what are you talking about the dead it doesn't end after 10 years and he said well so-and-so is dead so going back into that Wells Fargo had a set up and and had some confusion between the two funds the the long and short of it is there's a participant that just stopped getting payments and then never questioned it and and we owe them money so we want to pay them by the end of June we've made a bunch of transfers to cover that that there'll be some interest on it and we're just getting the interest rate from the pension attorney probably two to three percent we have gone back to both fire departments to see do you think there's someone else that might be out there that this has happened to and they were checking they didn't think so but they were checking their records so it seems like it's a one-time thing that is pension and I believe that stopped in about 2013 so so we're just correcting that and that's why there's a big jump there and then FEMA that that there's about forty eight plus and I think left and that fund all my camera remember off the top of my head but we went through that with Greg Dombrowski and there's three different projects that he has allocated that money for there's one project that is still not covered that we don't know if we'll have to cover it Steve might be able to tell you more but there's some trees and some area that nobody really knows who owns that area yeah we had some trees in the parks management Parks and Rec and it's questionable whether FEMA will cover it or not so many to cover it ourselves we also have an issue with the trees that were in the store River Greenway it looks now like the property where those trees have fallen it's not owned by the town it's owned by the state so we have no right to go on there so we're talking to the state see if they can go in take those trees out because it will at some point cause a dam there's enough trees it'll cause a damage flooding yeah those are the trees that are covered come on to the off the dam any questions on that not on that specifically but we were handed two versions of the expenditures which which one is the right one a little one so right now we are projecting oh wait wait then so I tried to click that and it doesn't show up very well that when I put in the projection only put in the known items and and Kevin asked me the same question today so that's how I know I didn't I didn't describe it well I don't think we're gonna have eight hundred and ninety five thousand but I didn't want to just throw in numbers to make them all zero out that so mostly what those projected for known items as his payroll that I wanted to make sure that and screwed anything up on payroll so I took their the three pay periods that were left and multiplied them out there so if you look most everything there is payroll or it's a bill that I'm a big bill that I knew we had received for example the audit bill was showing a big negative in it and we had just received that bill on Friday so so that's just big things that because I didn't want to just willy-nilly zero them up because we still needed to know where we were going to get money from to cover things like the pension class does that make sense I understand the payroll right but then you have there's a bunch of things like for example the legal fees right we have spent fifty three thousand we had a budget ninety seven thousand it looks like a positive variance of forty-four you left that forty-four there instead of putting something in there because you have nothing to put in there is that it I didn't some correct that what I had done in the past was contacted each one and said how much do you think your bills gonna be from now that the end of the year that so I didn't redo that as their start here but because I think we could have some variances there but but but I didn't want to just do an automatic zero everything else that because if I were to project everything I would probably look zero at everything else except for the health insurance and I just didn't think that that showed really gave you information that you wanted all right okay all right it's gonna be much it's gonna be much smaller than one correct yes and thank you for asking that question I should have brought that up yeah it was just projected for known items Zul gets posted line all right Diane you'll get a copy of this to post online with a note on it so I can write a note for you for the one that post online because this without description is exceptionally misleading at this point in time so I'll I'll do that before there will be next meeting the dead who had a better estimate or the other three yes absolutely because we're being very firm with all the departments that you have have all your expenses in by June 30th if there's anything extraordinary we want to know about it immediately so by your necks I think we'll have a much closer you guys are awesome oh sure yeah you agree market by August 14th we'll be working on the financial statement but they should be we've asked they should be using purchase orders that which would gives us a much better understanding my team is not really that excited about it but we're thinking of a finance Friday where for next year we sit down with them we work through any print so that who set up purchase orders right up front in July and you know maybe we give them cake and stuff to come up and plant assign it and then and then they should have all their invoices to us by July and the only surprise is there would be if something came came in we asked for him to a July 31st if something came in and wasn't against the purchase order but that's where you're hoping and thinking that that's going to be small oh that's great that's business partnering so I appreciate you guys looking to do that I think that'll be a big help make you guys more of a partner than a past so that's good okay thank you any questions comments concerns for Marsha on the phone well I noticed that on those revaluation funding that it looks like it's not it's projected to not be funded is that just because it's on page can he repeat that question so he's asking about the revaluation I think this was removed into the CNR no yeah um yes um the revaluation needs to be moved and so if that won't get Dallas and yeah I think I put that in the 200,000 and the rebound needs to be moved yes thanks for bringing that up [Applause] John anything from you see yes no no [Music] yeah okay Thank You Marcia I think that's it for the report from the finance director and thank you very much feel free to stay on the phone if you'd like I mean we're gonna we're gonna work on the budget transfers momentarily but something that we will be adding to the agenda going forward and something that actually our bylaws committee could work on is kind of writing in stone the fact that we will review the Board of Ed financials I think it's very helpful for us to have a complete picture of what's going on not just the fact that we're balancing the books that's wonderful but the actual content of the balancing act I think is very important so we'll work on that and see how to get that Hannum so yeah did everyone have a chance to take a look actually I move that we had a review of the Board of Ed financial statements to the agenda the next item second okay all those in favor aye Aries 4-0 Colette would you like to join us in case there are any questions go over the highlights okay thanks bye so we all received what you had sent over I hunted it off as soon as I got it when you forget this time if you wouldn't mind just walking us through just that front page sure it's just a continuation of what you saw last month their revenues have a little bit more of a shortfall than we anticipated again that has to do with excess cost and Medicaid the same identifying factors that we spoke about last time substitutes has also increased with a concurrent increase in the savings on the offset of salaries and this has to do with those teachers that are on unpaid leave were reaping salary benefits there but we do have to pay substitutes and long term substitutes are significantly more of expense than short-term substitutes other than that but everything else is about the same we're realizing a few more savings with our spending freezes that we have in supplies and textbooks so it's all looking out ken is confident on and a fiscal year being fine he said he's probably estimating right now but I was $60,000 under up as far as the Medicaid reimbursements go with the recent announcement and the special ed Department is there any concern about the push for collecting on those services or we can hopefully expect there not to be any sort of gap in looking at that sort of absolutely not it's a it's a process now it's continued it's every single family that enters in special services it's part of the package of things they sign usually they will so have no problem signing it and the others we continue to offer policy thing that necessarily a personnel thing absolutely that was also frozen last year where does that put us and mayor we are the kids having excused folks that really need to be no no I mean all the toner all of the high priorities are being replaced people will try to make up for it again next year at this point at the end of the year they're not immediate the purchases at the beginning of the are the ones that are absolutely most important when it comes to textbooks if we're projecting a $60,000 under run let's say it's only tentative at this point what does that do for some of these things that have been frozen it's really hard to peel and unfreeze at the end of the school year because how do you mean textbooks when the year has ended I mean they're still good for next year hopefully those are it's 60,000 is in between 1 and 2 tenths of 1% so it's really telling yep of course but but I mean you can have one thing that that completely you know one unexpected bill or expense that completely kaise that so you you know we do what we can we could do another not lapse in funding like that okay yeah I mean if the potential is there I mean the ask was made of the board of head to whenever it's available to ask for it exactly and so that would be you know as we get closer to the auditor yeah and I think rather than just trying to spend that money by end to hear Dan's idea of an on laughing fun but you really think about what you want to spend that money on without the pressure have doing it by June 28th alright then don't have any questions a lot more clarity on the next three pages that were attached or again just clarifying questions very consistent with last month it is it is no no no thank you so much appreciate it where we have under new business up polygen de what am i report of committees to many of our committees have anything to report at this point no items of all business to note first item of new business the budget transfer requests I make a motion that we approve the budget transfer requests as set forth and previously outlined by Marsha on the phone discussion does anyone have any additional questions or comments or concerns about these budget transfers how they came about why we need them so on and so forth what was the amount of the amount of the amount that we have he was about eight thousand dollars we don't have the final number yet because we they actuarial but it's like one hundred and eighty dollars a month it's it's not it's not a huge amount of money there but we do need to make him whole right there is no question that we support all the EMS services and service people yes and all of these were monetized in the fund the paper that we got right the legal size paper yep and these budget transfers will be online as part of the minutes of the agenda I would have ESL eld reviews so are we able to really do this before we know the final please number Marshall you're up the question was and the Board of Finance authorized these transfers Oh pending well should should these transfers will cover their budgetary control does that make sense this is this is likely uh interim step there the biggest piece but but they'll likely be more clean up next month correct if I were to guess in my head this is just a guess the police will cover their own through an interfund transfer that the selectmen will approve he has not said that that's my guess and my hope he has not said that and my thought is that public works just from the conversation Steve and I have had as he may have some extra that were able to take out of his funds and move towards like that pension consulting costs but but yeah it's an interim step but but to have the purchase order controls that they can't do purchase orders unless they have the money it's it's um it has to continue to be moving - so what what's happening who's good no Thank You Marsha okay okay then I'll call the motion and all those in favor to approve the budget transfers as presented indicate by saying aye aye motion carries four zero [Music] okay I moved to add to the agenda for the next item of new business the request from the Board of Selectmen on the silver River Greenway extension costs I'll second all those in favor okay so as first elect mentioned in his update the Board of Selectmen is asking for up to an appropriation up to 20,000 dollars to fund the design work for the silver River Greenway extension is there any discussion on that before we call so is that sized we've gone out the pit and we've gotten we solicited five companies we've got two bids down and the lowest bid is in the 19,000 some-odd range the next bit is 26,000 some on the first bidder is a company that we've used twice before and they've done excellent work for us okay is that a flat fee not selected - it's flat big flat fee for all design work [Music] so you expected to only have two of the five no it's not a big project so a lot of companies you're in unless it's a summer and they're completely full up with doing designs so we got Freeman to come in and another company CCA which is local both good companies both did do good work and have done good work for the town in the past Freeman we have a good relationship they did streetscape number one streetscape two and so they are able to fit it into their schedule any additional questions on this request well we months ago we'd come up with a solution for certain types of transfers just to show the money and money out and how it affects all accounts so we we see that it's coming out of road maintenance we just don't know how it's what affecting road maintenance and what's gonna be left in it um the work we're gonna take it out of because storms and a lot ahead storms and the weather and everything we're gonna take it out of the road maintenance budget mine not the capital non-recurring so we're still gonna spend the 1.5 million dollars on Road baby but this is work for culverts and auxiliary work with the streets I get I get that it's not know facts of that original of that original request so that we can see exactly how the budget lines are effective we understand 20,000 will be taken out of it we don't we don't fit we're not we're not seem and we're not seeing you know we understand there's probably not a budget line right now cover still River Greenway cause but how would we see that affect where does it 20 go yeah back up for the time I mean yeah I mean the whole point was to make it so that there's no confusion with anybody so you we will see the debit in that line on the budget Marsha will you then move at the capital non-recurring right walk to see this is where we are this is where we're gonna be this is what we want yeah yeah right you just we just want to make that a consistent yes so that way we have it in our hands very like this is exactly what's in happiness okay we appropriated all the numbers if you're comfortable with this will have this to you tomorrow we'll fill out the form so you have it so you can see it if you can approve it tonight and we will take it from the micro paving from the budget line that we described and move it to capital non-recurring and we will fill out the form and you will have that does that make sense of a future can we just get it yes absolutely absolutely we probably what next time we make a request like this we'll attach the budget transfer form to it okay yeah that's good which line it's carbon atom which line it's going to or if it's going to capital non-recurring that's a very good idea that's a very reasonable request okay we hadn't thought of that we before we hadn't done that but we'll do that going forward you're dead Steve anything else dad no okay all right when I call the motion on the floor to a vote and all those in favor indicate by saying aye aye aye motion carries over zero all right that is it for actual new business to move on before I bring up something for other items before the board is any have I'd like to bring up I would like to bring up that we did get some news from the state or the legislature how they moved and according to how we budgeted our revenues and expenditures for the budgets that just got passed for the nineteen twenty year there is no $130,000 teacher pension contribution in this year's approved budget from the state and we're also slated to receive a little bit more in ECS so the offset of or the decrease in the expense and the addition of the revenue puts forth about an access and revenue of about three hundred twelve thousand dollars that we're projecting from a budgetary perspective I don't want to go into too much discussion because we don't have a full complement here but I would like to think that as a board will hold true to the commitment that anything that was over and above due to those items specifically because we had said that there's some uncertainty there would be used in some manner to offset some future expense that would be board by the taxpayers anyway so what what those are could range anything from a capital non-recurrent item and debt service in the future year no commitments to be made at this time but there are just options and we'll stick to the commitment of leverage in leveraging those funds and the best way possible to reduce a future tax liability when we can just one small caveat on that I had a discussion with a state today the state legislature has finished the budget but it still has parts of it have to go before the bonding commission and they have to approve it now it's always been approved before but until they make the final approval the state legislature might be sent back to session I don't only anticipate that's happening but we have plenty of time on this to understand exactly what the final members but it was a good result yeah that's good is there anything anyone would like to chat about with that or discuss like I said there's no it's under other items because it's not an actual item of business for us to move on or anything it's more of a public discussion I don't think that teacher pension even though it may go the issue of talent having to pay into it like OE this year probably won't next year the year after that I think it'd be a good idea consider setting aside that funds for when they do eventually finally I and if they don't after so many years then we should just released I think that's a really good idea because I don't think they're gonna give up on this yeah I don't and remember it doubles every year but no it goes up by 132 to 266 the 384 and the final numbers somewhere like five hundred and forty thousand a year so that might be a good idea I think that you know the main takeaway is that we were committed to not putting him into some sort of slush fund and sweep it under the rug to use for something that's not very transparent so that's still there the way you guys scrutinize these budgets and spending I don't think there's anything no but over time Ricky has a very good point four years from now you might have this money sitting over here you say why didn't we put that money there and nobody remembers right so that's a good idea to hear market any other thoughts or questions comments concerns anyone wants to bring up on that topic I think we're in the right path I mean all together at some point hopefully that's all right enjoy okay still even though someone's seeing apparitions there are no members of the public here to comment so we don't have that so I move to adjourn favor okay they return at 8:07 [Music]

In mathematics out of sixth grade levels three grade levels demonstrated growth in the percentage of students who are proficient and three grade levels had a decrease. Each of our schools has areas to celebrate. It's noteworthy that each grade level at Brunson-Lee demonstrated growth in both English language arts and mathematics. The Arizona Department of Education has confirmed that preliminary although preliminary results are not embargoed release of students scores must go through a public records request process. Congratulations to all of our hard-working teachers and students for their dedication to teaching and learning in our Balsz schools. I'm pleased to announce that Brunson-Lee Elementary School through, the efforts of kindergarten teacher miss Tiffany Crawford, was awarded the Blue Cross Blue Shield of Arizona and Body by Jake Steinfeld Get Fit Don't Quit grant. The grant will provide $100,000 worth of fitness equipment that will be installed and incorporated into the physical education program at Bunson-Lee Elementary School.

We look forward to celebrating this a wonderful accomplishment after these installation has of the equipment has occurred. I would like to recognize a wonderful philanthropist and supporter to our district Miss Denise Higgins. She's made a generous donation to three of our elementary schools. This funding will help support Arizona Science Center activities next semester. Miss Higgins, a founding member of the Balsz Community Education Foundation, and was also instrumental in bringing Educare to Arizona and the Balsz School District. So thank you to MissHiggins and the Ibis Goundation for their generous support. The Mennonite Central Committee informed us that they are relocating the Phoenix Restorative Justice Center.
