Gina Auslan as High School assistant principal contingent on the receipt of our valid Arizona Department of Education administrative certificate second motion made by Christine Pritchard seconded by Tracy torso your sink Bowl please cast your votes motion carries congratulation action discussion item 2 revision of policies seven point two six and seven point three nine second read dr. house thank you madam president members of the board members of cabinet these items were presented previously to the board and there been no revisions and are presented for a second reading and approval questions or comments from the board I'll entertain a motion I move the governing board approved revisions to policies seven point two six and seven point three nine as presented second reading okay motion made by Jennifer Tanner seconded by Tracy source Inc Bell just crushed your votes motion carries soon action discussion I'm free recommendation to approve the district extracurricular supplemental assignment contract agenda pay schedules for the 2019 2020 school year dr.
callous Madam President members of the board miss Spock will present this item Madam President members of the board members of cabinet and community we bring to you tonight the extracurricular pay schedules for approval these have been updated to include the minimum wage increase that would be applied in July for any of those positions that are under minimum wage it also has included the changes recommended through our ABA IBA process we've cleaned up language to ensure that it reflects current practice taking out positions we no longer have added positions that we do have including an additional stipend for a festival of the arts stipend that was part of the IBA prime discussion and agreement if you have any questions I'm happy to answer them I move the governing board approved the district extracurricular supplemental assignment contract agenda pay schedules for the 2019 2020 school year as presented second motion made by Tracy Starr single second of my christine Pritchard please cast your votes motion carries next we moved to action discussion item for recommendation to approve the Memorandum of Understanding with the dice of Education Association for the 2019 2020 school year dr.
Calais thank you madam president in her last board meeting appearance mrs. buck is not going out with Queenie to speak she will take care of this item as well Madam President members of the board members of cabinet and community tonight we bring for your approval of recommended changes to our MOU a Memorandum of Understanding with our certified staff there are several red line versions or I'm sorry changes in here some of them are strictly updates to language or Corrections to things that are no longer in here and we're also moving to being the human resources department Human Relations Department instead of Human Resources so there's just a language change in regards to that there are also a large removal of the grievance policy that was in the MOU the reason for that being removed right now is so that we have taken a policy change that you had to first read tonight for policy change so rather than including that language when we do policies change we do a reference to the policy in the MOU and will include the updated policy in the appendix at the end of the MOU so it'll still be available for review it will just be an in appendix rather than the language in the MOU I'm available for any questions that you may have regarding the changes that are in there thank you for clarifying regarding the removal of the grievance procedures do I understand correctly then that's likely the same reason why the teacher resignation piece was removed for the liquidated damages because it's covered in the contract it's covered in the contract but it actually wasn't removed we actually just clarified it the language was kind of confusing and so we rewrote it bulleted the points so that it was more clearly understandable we clarified it so the language is still in there it's just clarified okay and then just quick question teacher induction days went from six to four was there what was process behind that six wasn't and was a mistake it was never six and when we went through that this year we realized that's an error that shouldn't have been in there so it's just a correction I see okay any other questions or comments from the board just thank you for all the work that you've done on this and and miss Bergeron - it's gonna say think Chris Bergeron she's just an amazing many many meetings I moved to approve the memorandum of understanding with the dice of Education Association has presented for the 2019 2020 school year second motion made by Christine Pritchard second and by Jennifer Tanner please cast your votes motion carries next we moved to action discussion item five recommendation to approve the reclassification of positions dr.
Kellis thank you madam president members of the board again mrs. buck will present this item yes madam president members of the board members of the community and cabinet we are taking recommendation for two classification changes to the board one of them is because the position itself was erroneously classified when it was created there is no change to a salary there wouldn't be no its budget neutral in regards to the position but it's appropriate for us to change the classification in case there were ever a time that we needed to post and fill it it's not a vacant position and it's not one we need to post but if we were to post and fill it we would need to have it classified appropriately so we could be competitive when we replaced a person so that's the UM sorry the payroll and benefits supervisor position the other one that we're looking at changing is the social worker we at pond review and the fact that we have had a difficult time recruiting and filling this position we reevaluate Edyta and can talk to other school districts they have it classified as a licensed position rather than a certificated position which actually meets the qualifications for the position to be a social worker you have to have licensure and not a certificate from the state of Arizona you can have one but you're not required to be certified in Arizona as a social worker you are required to have a licensure so we changed it to put it on the salary schedule for a licensed position and that's those are our recommendations it would change the salary schedule that it's on in the work calendar just quick question regarding the social worker position I know initially when we started the pilot project and we're rolling out we were going to be funding that position through a lot through the MIPS money is that correct so since the salary is increasing are we still feeling like it's going to be a sustainable position I can answer that yes but Mr kiks kiks can add on Madam President members of the board it's one that does not change our projections because I think I believe we said for four to five years it'll be able to be fully funded out of that this will increase the costs if revenues don't increase within there then we'll still be on that but right now we have enough revenues in there to cover the five-year projection right now questions or comments from the board I move to approve the reclassification of the payroll and benefits supervisor and the social worker positions as presented second motion made by Christine Pritchard seconded by Tracy surcingle please cast your votes motion carries next we moved to action discussion six recommendation to approve the accounting specialist position for the Career and Technical Education Department dr.
Califf thank you madam president members of the board answer last presentation missiles back we'll introduce this item Madam President members of the board members of cabinet and community um we are bringing forward a recommendation to add an accounting specialist position to our CTE Department the reason for this recommendation is due to the changes from the CTE program through the grant programs that they receive that include increase in funding sources and the addition of more bookstore kinds of school store things that the students will be collecting money for there's a need for accounting services in the department themselves they don't have that position currently and so it's worked with budgets are done with people who aren't necessarily qualified to be working that seriously with budgets mr.
grieshaber worked very closely with the finance department to determine what it was the best position to create to meet the needs of the program's mary-dell Speidel is here she can answer any questions specific to the position that you may need to have answered actually just want to comment that glad this is being funded through the Perkins grant so thanks I'll entertain a motion I move the governing board approved the addition of the accounting specialist position for the Career and Technical Education Department as presented second motion made by Tracy sourcing Phil seconded by Jennifer Tanner please cast your votes motion carries extra moved to action discussions seven recommendation to approve the 2019 2020 proposed budget dr. pellis Madam President members of the board and members of cabinet this evening mr. Hicks will present the proposed budget good evening a madam president members of the governing board superintendent dr.
Kellis colleagues community members it's my pleasure as you know I love talking about budgets I love talking about money so our proposed budget or adopted budget revised budget AFR these are the times that we love I say that because I did none of the work so so I would like to first start off with thanking miss Mary Dowell Speidel and her team for all the work and it is very challenging especially when the legislature goes so late in the session it takes time for a de to work without it to general to put the forms together I think they're released on a Friday afternoon and so I think mrs. Patel and her team had about a week to put all the IBA everything we talked about and everything that was going forward into the budget forms and the budget forms changed a little bit this year so it is a big task so thank you to her and her team for making sure that happened there was a lot of overtime and work over the weekend to make sure that happens so thank you very much for that I would like to remind the board that actually this budget began back in November so when we started our IV a team and started our meetings we started talking about it we started talking about the governor's budget the governor's budget was proposed in January and it is pretty close to what was the final budget that was approved and so there were not too many surprises in that sense but as we went through the process myself and mrs.
buck facilitated the process we did the presentation on the iba and so i will say since it is her last meeting that it was a pleasure working with her and facilitating that I think we did a great job as a team and really bounced off each other we had a lot of trust between each other and that sense and so it was a great opportunity so I just like to publicly thank miss buck on her last meeting here before she goes away but so there is no official PowerPoint presentation for the governing board on the proposed budget because we've done presentations on the IBA recommendation that is drives the main changes so that presentation happened a couple weeks ago the one change that did happen from that and what we approved there was one difference that the budget they approved that the legislature approved was a sooner restoration of the district additional assistance so capital did change and so where there's technically a four-year plan for restoration of capital what they did is they give us our plan sixty-eight million dollars they took the next year's and moved it to this year's and so next year the following year in 2021 we'll see the exact same capital level with no additional increase instead of the increase because they gave it to us this year so we doubled up on that so what we're doing what this budget reflects is that we are restoring the school capital that was cut from them so as we had the discussion and we heard from the governing board there were some concerns about those additional cuts we are restoring those cuts back to the schools we are also then providing mr.
young some additional funding we need to put some calming rooms or timeout rooms in three of our facilities to accommodate some of our special needs and then we're going to put the rest of the capital into reserves at this point so there's no other major changes but the biggest is the schools are being restored their capital and so they will not see that capital cut the just also as a reminder the way the system works is we have the board approve a proposed budget and that is the budget that we publish and then we will come back on July 10th nothing will change in fact we cannot go up it is illegal to change the limits to go up technically you could change in between the two I would always recommend not to because when the board officially approves two nice proposed budget is the one we put out there for the public to look at to me it's almost a little bait-and-switch if we then change it all up because what they looked at is really what we should be voting on you do have the legal ability to change within the levels I would we will not be recommending that it is the exact same budget that is tonight which is represents fully the IBA except for this district additional assistance that we have they increased in tonight so everything that we've talked about the increase in social workers the the 5% that 3% the classroom site finally increased all of those are embedded into this budget everything that's been on the previous presentation so without boring anybody about another PowerPoint presentation and anything it is all included and we are happy to answer any questions on the proposed budget tonight thank you support have any questions or comments just thanks to you and your team for all your hard work you guys do such a great job and we're grateful for you and and appreciate your passion for that yeah nice to see somebody excited to talk about it I move the governing board approved the 2019 through 2020 proposed budget motion made by Jennifer tanner second about Christine Prichard please cast your votes motion carries next remove two requests for future agenda items governing boards next we will move to executive session have a call for executive session pursuant to a RS 38 - for three 1.03 a 1 for superintendent's year-end evaluation this time I move that the board adjourn for executive session second motion made by Christine Pritchard second if I trace of servicing Phil please cast your votes motion carries for sex obsession thank you
let's call this June 17th meeting of the local officers compensation Commission meeting to order Christopher would you be willing to call the roll Commissioner Harwood here Commissioner Hewitt Commissioner press'll arrived here commissioner winder yeah we have o present thank you approval of the agenda we have a motion to approve the agenda everyone should have a copy right there so moved second Shoshana any discussion if not all in favor of the agenda as presented please signify by saying aye opposed gent is approved now open it up to public comment up to three minutes per speaker anyone from the public that would like to address us at this time seeing no one public comment is closed on to approval of the minutes of our June 10th 2019 meeting move to approve and a second hi Roger thank you any discussion if not all in favor of the minutes of June 10th as presented please signify by saying aye aye opposed the minutes are approved on to the main event Commission business resolution to determine salaries of the mayor and city council members for fiscal fiscal year 2021 in fiscal year 2022 Christopher would you be willing to begin by giving us a little bit of context about why we are meeting again and what our what our choices are yes so at the previous meeting there was direction given to prepare the resolution with the council member salaries at 50% of the mayor's I prepared the draft to set the salaries to 50% of the mayor's for the current year and then apply the cost-of-living increase there's a subsequent question about whether that was the correct way to do it or whether the mayor seller should be set and then the council member salary is set to 50 of the mayor's salary and so I prepared this alternate form of the resolution doing it that way conceptually it should be the same except for the rounding error so you'll notice that there's ten cents difference in this one but I think it was more question of what the Commission was trying to say in terms of setting salaries so I will have to answer any other questions you may have so you should all have a copy of an alternate form of resolution in track changes the Christopher provided that shows the proposed change in language if we were to go that route so discussion of the alternate or in general the two concerns that I had and the first one was conceptual but the second one when I don't check the math was a math error was what message are we trying to send we had a discussion last time at which I believe was Shoshanna correctly said you know as long as we stay on top of what's been done up until now there's probably no reason for us to even worry ourselves about whether we should be meeting more often than the every other year that's statutorily required and I took that to heart because I thought you know we're all appointed for a period of seven years if we finish out those seven years and we keep track of what's happened before we can kind of keep the ball rolling even if we decide to change direction every couple of years or so we at least have some corporate memory and I felt that the message that we were trying to send was specifically that whatever the mayor salary gets set at we will have have the council members get paid no less than fifty percent of that and even though the difference in calculation is essentially the same when you take the form of the first resolution as it was drafted what we have is a breakout where the mayor gets X and then everybody else gets their 50% gets determined by the same percentage calculation and that was a point that I felt also that Roger had made that if we're going to go for an amount we almost have to choose between that and the percentage percentage increase okay the other thing though was and this was unfortunate but it was at least a penny off and a penny less so there is this I'm sorry there is the stickler in me that says if we're going to say that they're not going to pay be paid less than 50% that means even to the penny because it would have been very easy to say oh it's close enough let's forget about it nobody's gonna do the math but I felt like if we we felt strongly enough that this is a policy statement that we're making then we want to have it be as accurate and to the penny as possible so I did say 10 cents 10 10 council members the mayor's do the same so it sounds like was cost-of-living increase for the mayor do that calculation and then the council members make 50% of whatever that the final number is for the mayor or no less than that yes are we all in agreement on that the math the other way if I did it correctly works out to be the same except for that initial difference so that you're still increasing the percentage the same amount each year for both parties so the difference should stay the same throughout so the philosophy is if it's if this if the councilmembers pay is anchored towards the mayor's so we want to make sure the mayor gets an increase based on cost of living the union increases etc that calculation and then once that is done attached councils yes yes okay which is the revision I believe that we're reading here correct correct yes yes all right I'm fine with it I think okay I think use the formula to figure out the mayor salary take half of it round up the penny and I'm fine with the way it's written right now the alternate the alternate the oh yes yes those does that make sense for what your yeah I was just saying I don't think substantially the money changes at all really so it's it's fine with me to make the chain I think the alternate version is is better in so far as it is clearer kind of from a policy perspective of that direct the rect link 50% of Mayor salary yes after incorporating the cost-of-living adjustments so I kind of liked it in that it's cleaner and provides her a clear policy statement of that 50% ratio so do are we to the point that someone is willing to move the alternate form of resolution any further discussion of the updated resolution as presented Christy yeah clarification for loss on this know if this is the form the final form we're gonna have that I think we're good okay thanks for asking that okay if no other comments all in favor of the motion has presented please signify by saying aye aye opposed the motion carries unanimously any further communications to press for how diligently he's worked on this and how much he's helped us really appreciated and thank you all for taking this time every two years getting back up back up to speed a 3-2 vote Christopher his things okay all right any further business if not meaning the local officers Compensation Commission is adjourned thank you you

Leonard you have a report for us this evening just one brief addendum City Council also approved funding for a new software system that will replace track it it's enter gov and it'll provide us a lot of updated capabilities for sharing information project processing online submission of different types of applications as well as a return to the ability to map out projects and explore projects both on a list search or a geographic basis so next steps will be executing a contract there'll be a significant rollout of new software you know configuring for our needs but we're really excited about that opportunity that'll impact everything from planning petitions to building permits to city clerk licenses so very exciting and then just a quick remote for members of the public if I would ask that if you could fill out a card if you tend to speak if you intend to speak during any public hearings not that you need to sign in but this is a way that we can ensure that we record your information accurately and as well as there's an opportunity to submit your email on the bottom of this in the event that your project of interest is postponed we will notify you of any upcoming hearings associated with that petition thank you planning commission officers and committees are there any reports this evening all right written communications and petitions we have quite a bit to to review as well as a couple last-minute submissions if you can look through your packet we now move on to audience participation this is the time for audience to address the Planning Commission and regards to items that are not on our agenda so if you would like to address the Planning Commission in regards to an item that is not on our agenda this evening you may please step forward to the podium state your name and address for the record and you'll have up to three minutes to address the Planning Commission seeing no one we will move on to public hearing scheduled for next Planning Commission meeting yes the publication deadline excuse me as a reminder because of commissioner absences the first meeting in July has been cancelled so no confirmations of scheduling until the following meeting which will be July 15th if I have that right so that's why no report in that regard great unfinished business we have our fiscal year 2020 work plan approval which is in our packet mr.
