st. Luke's Health Initiatives is a non-profit foundation and we are partnering with Valley of the Sun United Way on the breakfast in the classroom project because we think it's a great model that can be replicated around the state and what we appreciate is looking at the evaluation mechanisms how is it rolling out for students how are the teachers feeling about it the benefits to breakfast in the classroom for our students are it's helps them in the morning get a little bit of nourishment in them so that they can be ready to learn many of them don't take the opportunity to eat at home so this is their first meal of the day three years in two years in however long we've been in it I think that I've see I see the benefit of it the kids do come in ready and they're looking for that they want to know what are we having for breakfast today having it in the classroom everyone eats oh there's three items and they'll try it they'll try some of the fruits that a lot of them kinder they don't know what a pear is so it's funny when the first time eating a pear you'll hear whoo I like this and some I don't like it [Music]

Noland for something about the schools on Friday it was a lot of fun and when you come in class it was fun having the kids they'll be able to talk to you and you'd discuss the first day of eighth grade when you were in school and all those things so there was a mobile where the kids I was in eighth grade so he's like what was your first day of school like it's like eighth grade and I want to say thank you to the all the administrators who were more than happy to take me on the buildings and some are very excited to don't we're on the buildings during a school day I'm not the only an hbt typically during schools thank you to everybody so thank you and we look forward to seeing more school board members in the building's this year so thank you thank you [Laughter] we need a motion a second to approve you bucket revenues at 6.83 tank 77 a year ago expenditures are at 7.14 here to 65% even packed these today for 49 thousand or forty nine months for nine home starts I'm four thousand five dollars our typical you yes yes yes yes motion and second are needed to discuss and approve the tentative budget once approved the budget will be available for 30 days strict officer review budget we finalized the September 20 okay okay um tonight I'm gonna present to you the tentative budget yes groove it tomorrow and then I'll put it on display office and a paper article posted on network I are tuned eat meeting on September good meeting alia finally approve the final budget with some revisions if want to be one and then once it's adapted then I'll deliver them to our away in the county so just to kind of give a snapshot of last year's budget and view all of our funds our revenues exceeded expenditure and all of our operating funds except for the educate we um positive balances and all the fun's starting this new year so that that target of ours to to have that and this the first year at the base under roof fi nineteen basically I school how much they owe is out versus federal money by every our audit did begin already here in there I can forth our budgeting philosophy and I've been this four main bullet I'm had positive results at priority student needs we wouldn't have jobs if we have our student our annual goal is to balance revenue funds and less and then just painting adequate fund balance reserves or all those reasons while being sensitive some budgeting considerations these are kind of the primary source properties here are our main source of revenue a lot of commercial funding although it's not as critical is still very vital to us I'm prominently our salaries and our benefits in constant after ever this slide shows all the different avenues broken out by locals I kind of put some of the key components up underneath property tax and registration it's funding categorical revenues the Nationals revenues up about 83 about 50 rolls Oh every year we I - s Oh Trane's are consistent each year a finite teen categorical receive the one we were owed from prior year and three from this I'm so budgeting the same acids at that one you our revenues that we used when we were putting together fifteen dollars axes hunting's need to be about seven point two five million dollars for lash about 100,000 new money 7,000 ah Epis you at lower you so this is a snapshot of our historical tax rate all through 2014 I'm a mining and then you can after ah you with that look you Oh's we're actually and extension that's that's are going to be you category you list it out you ah I know church you 5:20 you and this one oh you can you we're working with you of on summer where we our revenues spend ature you one in the middle you always things that are a third patient some build up steam you due to Funday easily for medicine yes yes yes makes any emotion a second to discussing a reimbursement amount district travel and so this is an annual approval process where every year required to review what we've what we've highlighted for what's reimbursable for attendance at different references and so this year we're not attending the the Triple A conference as entire board however we still have to approve these amounts for various registration meals or for airfare rail etc um I'm recommending that we make no adjustments the numbers this year because Justin they seem to be working with notice that we just maintain its current levels yes the board is required to review I need push in a second was ahead little thing that we have to renew I'm so you this rotation this is just says move in and out of no this do from a crack so this code is written in a state of Illinois that students living within a mile and a half the school can walk to school as Ezard is route in the prim and nessler because there's no walkway over the road and there's no way to stop traffic with cross people safely it's not a hazardous rep to the point where then in one case the principal had to talk to a family this year about Oh kids cannot ride their bikes to school across nessler with you yes yes washing a second to discuss in the 2-2 or a cross-country team on September 30 to finish cross country in Berea between September 8th teams Willits birds Khadem e cross-country Invitational it's concert second thank you for uh I'm gonna introduce our head coach Vince Neil he could talk about the the overnight trips and what this means and what the impact has his program and you know this is something that we're gonna do moving forward with our overnight trips having the coaches come they can speak firsthand on the impact that has for their athletes I'll bring up Vince Neil all right thank you very much for having me here today so I've got three trips together here that we were going to talk about two for the cross-country season and one for the girls track season a lot of this conversation we've been taking some of these trips for quite some time in cross country these trips are relatively new in girls track and field and a few years ago I had an athlete who she'd just finished a race and had run 100-meter dash and was a second faster in the hundred and came up to her after the race and said oh man great job was a second faster he did great today she started crying and she's like you know coach I get last in every single meet and so I felt so bad for this girl and I thought how can we take this athlete and give her an experience to make her feel like a champion just like any athlete that we would take on our state trips that you know when we go out for dinner and we stay at a hotel what can we do for this type of athlete so our one trip in that we're asking for approval in and girls track is down in O'Fallon Illinois we do a lot of team building down there we'll compete it attracting me down there in the last two years two years ago we scored 54 points last year we scored 80 we get a chance to put a ton of athletes in and and we you know give the opportunity for these kids to feel like champions for a weekend we have done things like we did a tour of Alton Illinois the ghost town tour two years ago last year we did an indoor rock climbing took all the girls there so it was great in cross country there are two trips we have we're looking at one is we go down to the first to the finish invite which is in Peoria and what we try to do a Peoria is where the cross country state meet is held so we try to repeat everything that we do on this trip and repeat that down at the state meets so the expectation is while we're down state with the kids you know you've been here before you've raced on this course it's the same schedule it's the same routine so we get down there and it's in its you know business so you know last year two years ago there's 55 teams go down there and the boys race was over a thousand it's pretty cool the ground shakes when he's when the boys run by the boys finished two years ago we were seventh this past year we were third the girls were 12 a year ago and then we finished seventh last year we went on and we had both the boys and girls a qualify for state and cross-country the first time we've ever had that but that both genders have gone down so you know we feel that you know things are working every kid goes we raise the money so all the kids fundraise and they're either expected to raise the money with our fundraiser if their parents choose not to participate in that then we have a certain price cap that we tell the athletes okay this is what you or your family would oh not every family is able to afford $200 you know an athlete to go so that we try to give them the opportunity to raise money the Lord's Academy invite is in near Oshkosh Wisconsin and it's run on a golf course which is pretty crazy because in Illinois it's like sacred ground you can never run on a golf course but it's home to the Division two and three cross country national meet so get a lot of college teams that come on out there and watch the athletes and we've been successful last two years there so we're asking for your approval for all three of those trips if there's any questions I'd be happy to answer how do you pronounce that when I Coney Winneconne when it kind of I don't guess that's the locals made sure I'd have what I mispronounced it today let me repeat it over and over again but it's great when it Connie the golf course up there Oh looks good thank you thank you very much after good long I second it you [Music] yes you day two though falen me the dates for each of you fell and me we're ten oh not till April well we're not gonna approve now we'll approve those before trying to sneak one in there welcome back February your merchants you'll have to come back yeah I'm sure you turned it all man but yeah okay no soup for you that's good thank you but you all right we need a motion and second to approve the [Music] five agreements or student veterinarian assistant clinical experiences as you agree on combining you yes yes yes Asian items reports at a meeting last Tuesday Lester's the evening the foundation met at parentals middle school and the major major part of business was preparing for the the trivia event so I'm actually meeting with with D tomorrow to finalize some work for me D is the president of the foundation and the theme this year will be a Disney theme and details of the event will be forthcoming the date of the event is November 9th so mark your calendars there's tables of eight I would like to see teams of eight but of course if there's individuals we can still put you with different tables talking about a set up special for the first 100 people to get entered into a raffle and we're also looking at the sponsorships and expanding that so highlighting some of the things that the foundation has helped with in the past such as the vet science and incubator and mobile maker and then looking forward to the future and continue about other educational programs so we're looking to send out save the dates and then signups will be beginning right around September sixth hour registration begins September 9th and information will be included in digital map and September and more informational but that was really it and that they need volunteers to help work the event so that covers foundation big capital projects something always he's not director Paulo we had an unforeseen issue arise and so he called me and asked if that could cover the capital project Roberta so pleased to note that the preview and CHS roof projects are 98% finished so you're like well what's the 2% well at least in previews reviews case when they open the the coping trim that caps the the roofing the rubber roofing that came in the wrong color so they're quickly getting that fixed so that the right color is coming down out front and it's just a finalized trim work here at the high school roof our interior work at Central High School and it's a hard percent complete with our enhanced security entrance and those first floor renovations very happy with that the pre Knowles air conditioning unit has been set on the roof and within a week to two weeks they'll finish though the final hookup for that no there was no orcas at the gym right so when Perino's was built even though it was only build a little over ten years ago because CMS did not have air conditioning they did not want to put air conditioning in Moscow and then of course CMS got air conditioning once this is done should monies become available in the future oh but your trails is the only elementary gym that has air conditioning but it was a mistake it wasn't supposed to have air conditioning and the company that put it in actually you right so Lily Lake doesn't have air conditioning neither does but we're making games all the time and then as you saw in the presentation that Dana shared we've had a couple of really tough winners and it looks like we can pretty much plan on paving playing a major role next year probably want to go for a bid for that and with and companies are hungry for right and I also have to say that that the maintenance and the buildings and grounds and custodial crew they did they did a phenomenal job just like the transportation permit and getting everything ready or facilities ready getting things and you know you walk in our buildings people come to visit us that's something that they mentioned um year after year after year I'll walk up purpose I don't think we have anyone from medica here but they definitely deserve the record you oh this came about to be on the agenda with dr.

Noland there's been some correspondents have run out in the district over a year period it really doesn't reflect the changing dynamics of family structure in our district so we asked if we had policy seizures and face regarding the use of inclusive language and we looked at board policy and we have I'll see that that's there and place that for non-discrimination but nothing really that's or inclusive language more on the positive would you like to yeah I mean this is the second year in a row we got paper though since we all of you guys here really interested to know if you guys know in looking at as a team driven at HB t I'm assuming respondents at the building level is all German like the welcomes right for our second grade and to be fair I got an email before we actually received it in the middle of it after it was mailed so we got an apology email right off the bat but I had told Jeff and Meghan about this last year you know I can hire like last time but given that I have a voice I figured try to figure out how this I mean clearly we have you know whether it's LGBT multi-generational families single-parent families all of that so what I would again figuring out how do you craft something like art from non-discrimination policy at the community so whether something has to be normal language that that empowers our manners our building in ministry and of course our know people kind of have some accountability for our teachers and anybody else who might be commute and so I think that's something that we need to figure and I would be interested in a from at least somebody from each of the schools what that looks like at their level to see if there is uniformity or two and one Ethel those levels are across the school in talking to you know some of the Kim they can earn teachers HBT they have always had Guardian guard that when we started in kindergarten that was I'm not parent but Guardians which the word guard so just figuring out how we as a board support you guys ultimate at saying you know you guys should not have to check anything that goes and it's clearly M Guardians but in the interest of kind of course correcting welcome so and where you have the potential I think Rica em still get full up there of course and it's pretty we got a corrected one by that it was one rose except for classes so when we got the head of mom and dad on it and then the other one we got two days later had already been correct buried en garde Priya probe I think jeopardy and given the secondary it's okay so so what do we do for that and that's a question really I think ultimately for YouTube what does that look like we'll address it at our the administrative meeting in Sept but I did notice in looking at the press documentation so gross presses the subscription that we subscribe to or they have numerous school attorneys across the state that look at the very language of policy and then they come up even with like sample like procedures and letters and what they've what they've switched to is they've switched to parent / / there's and be something that look at my paperwork like Oh for me kind of ingrained that waves don't in any way shape it just is something that even I didn't think about any other so whatever that would look like as far guarantee vast majority are not Guinness I didn't have a person work for my kids I probably would have been like yeah whatever it's not we're not the only some places it fit in you good timing because you plan and bring Elsie agency you I've been called and when I have slips at a time Thanks Oh I would just want to empower these guys to be ministration level is like oh let's talk about why we did nothing by the any fiery but and again talking about it because really much less frequent event than all the other non Heil email genocide this general state even identity typically but just how do we that you have who's already a guardian yeah I mean and that's what really is but let me go back community so I mean if something does slip oh but I think bring out where it's maybe it isn't for hip no clue is that in a handbook at each school that's how we value communicate I have - I think I would think through communication if things so we'll take a shot at it and then we'll bring it forward to the board dear whatever it was very it was it was it was best communicate yeah thanks teams have something similar right these are both male not before the first which is it was the the form was generic but it said mom's email that's it was fine contact your - - so it's a already exactly but it just like that that just eliminated general so that would have yeah that would apply that's what I'm saying we're not cross which it's kind of how it goes that makes sense you so the enrollment report is current as of today as we were tweaking it it's dated August 16th but as we're looking at our enrollment I should say it's not quite clear as of today as we had a couple students enrolled today that earned on this work but them by the September meeting we'll have a clearer picture of where after the six-day enrollment numbers but what I can report out is that we are up 131 students total students since this same point last year now you have to remember we did pick up students last year we picked up I want to say 24 students since the sixth day enrollment you could back those out we had some students graduate from high school smaller class graduate large class coming in but we're still growing across the district and we're up a hundred and thirty-one students last year we were up a hundred and twelve students at this time so shows that we're in that growth mode again these things are coming in we will be updating our enrollment presentation or the board and then bring that back as we're looking at our elementary buildings that are that are reaching capacity a little bit quicker than I'd like them to accept that our kindergarten numbers are coming in any different than what we would expect our kindergarten numbers are coming in and what we predicted they would come in it it's the new growth in the new construction and other people moving in the other thing that we have going on is more more so this year than in the past couple years we're having more residents we're really questioning residency and to the point where were we have active investigations going on right now with five or six we have one claim of homelessness that I actually plan to challenge so if we have enough evidence those will go to hearing and then if the hearing goes in in our favor then at that point that family would be removed we would charge them tuition from the district but I guarantee to the board as we sit here tonight that we have some families in our district that do not belong here and every student who's attending our school district that's not a resident is approximately 12,000 dollars that could be going to other educational program Oh or that we deal with it you and I can talk to 11th is dumb yeah those are the numbers in her inner thyroid system with the high school I bet from freshman to sophomore but I'm nervous that might have been that might be the number that you're looking at last year might be before we backed out that number may have had to Elgin I think that's the error does that number on the bottom so the number on the top does not have because we shook that out but last year we didn't catch that until I don't think I got shirkuh so I have a feeling the debt Laura numbers in error top numbers are actually our students out of sky okay so 19 yeah fully registered late registration and again this report this report you're gonna see some changes and as as we shake out with the sixth day we get ready to push this is this is the second grade number in each beat he said what use me I know what a bum because are we really that close it was a two kid who was it from the 16th when the number was great HPT you if it makes all of you feel Oh kitty I see you or miss your daughter or childhood they were all going back and forth think I'm like that we had a drop no no no I'm just to dish two days left leg can we just snack yeah so we watch the class yeah we go up to six day enrollment so we just continue to minute affects my children too you else on enrollment it's a fluid yes we received a fire from empower Illinois and they were looking for questions related to various activities basically extracurricular activities clubs athletic programs that we offer students throughout the grade levels those issue-- those type of programs are listed on our on our webpages I was able to direct them there um into the 80 18 site for middle school in high school and then answered their questions because they didn't reach out with any further follow-up and then smart procure is the quarterly FOIA that we receive for placing with vendors and in is used to that one and even created a spreadsheet let's make it easy and then the Chicago Regional Council of carpenters I had a FOIA just for a certified payroll of her capital projects and we're able to comply with that through the construct you learn to they're all for coming so emotionally hurteth yes yes yes yes

Abrams seconded by Commissioner Brandel any discussion or changes all those in favor please say aye opposed it is approved now we are on to reports from city administration City Council Planning Manager Planning Commission officers and committees written communications and petitions commissure Ackerman is not here so we don't have a report right now from City Council miss Julie oh do you have a report for the planning department nothing to report this evening thank you Planning Commission officers and committees and then written communications and petitions I believe we received one piece of communication so please take a look at that we will go back in time for a minute since we're getting reports from various people we will take a quick second and get a report for Commissioner Ackerman from City Council welcome thank you very much I apologize I was running late from another meeting City Council had a short meeting last night but actually a number of items of your interest to you first excitingly the city approved a contract with the Smith group jjr to do a public engagement around what is our vision as community for the 415 West Washington property if you don't know 415 West Washington is along derelict and underutilized city-owned property that sits across the street from the YMCA so this is an exciting step forward and and better utilizing that as an asset for the community another more clerical item on an annual basis the city of Ann Arbor updates its fee and Lew for affordable housing formula this is a formula used for the PUD zoning district if people are mandated by that zoning district to include affordable housing in their property they're allowed to pay a fee and LU which we've discussed and we updated the formula and the the fee table in turn some ordinance amendments at first reading the glen PUD the hotel and glen Street across from the hospital passed at first reading upon second reading a few clerical edits to the UDC fixes that were caught that weren't quite translated from chapter 55 to the UDC correctly and then one change to front line step back front lot setback passed at second reading so they are now part of our code the garnet at three to five East some it you'll remember was a c1 a conditional rezoning was postponed at second reading general compliments about the site plan and the building itself but some philosophical qualms with the zoning district being used c1 a being a near campus commercial district and so staff and the petitioner will be discussing alternatives owning districts and then 2705 Newport Road was an X and rezone from Township to an r1 district two other items of adjacent relevance to this body I have to do with rotary configurations Road diets green so I should say first on August 5th City Council reviewed three plans for potential Road diets which would increase the safety for pedestrians and cyclists on those streets of those three one moved forward on traver would - or voted down on green and Earheart the one on green was is going to be brought back through a revised plan that hopefully will be consensus reaching at the beginning of September and then Traver would the one that was passed will be brought back up I believe at a similar meeting some council members and staff I understand and I have reached some agreement about slight revisions that will maintain the road diet and the bike lanes but make alterations so a lot happened last night in a short meeting and more will come in September right thank you we now move on to audience participation if there's anyone in the audience who wishes to address the Planning Commission regarding an item that is not on our agenda and the only item on our agenda for this evening is pretty much marijuana so if you're here to about an item that's not on our agenda please come up to the podium state your name and address for the record and you'll have up to three minutes so dress the Planning Commission seeing no one will move on to public hearing scheduled for our next business meeting thank you we have two public hearings that will be held next business meeting hideaway Lane planned project site plan for City Council approval a planned project site plan for council to revise the seventeen unbuilt homes from single-family to to family dwellings at two thousand Traver Road so 4.6 acre site currently contains a nine unit apartment building and one single-family house as well as one partially built single-family house and foundations for two single-family homes the proposal includes sorry the proposal increases the number of dwelling units on the site plan from 29 to 45 no change to the site layout or an increased number of buildings as proposed each new home will have an attached garage stormwater will be detained on site and access will be from traver Road it is zoned R for a multiple family dwelling another public hearing for Vic village south site plan for City Council approval a proposal for a new 13th story mixed-use building containing first floor retail space and 133 residential units at 1111 o for 1108 11 12 and 1114 South University Avenue and 609 East University Avenue and 610 Church Street parking provided for 67 cars below the building and for surface spaces the site is zoned d1 downtown core with South University character overlay zoning thank you we now move on to our regular business and the first item is the unified development code amendments relative to the Michigan regulation and taxation of marijuana act and we will begin with staff report then we'll open up for a public hearing and we'll go into discussion about thank you there is a staff report in the packet along with ordinance with strikeout language this presentation follows neither exactly but it was prepared to help summarize and explain what is going on a tiny bit of history we have started addressing marijuana in our in our zoning ordinance in 2008 in 2008 the following terms were introduced and regulations established for patients caregivers medical marijuana home occupations medical marijuana dispensaries medical marijuana cultivation facilities in 2016 the medical marijuana facilities Licensing Act was implemented and through that or at that time we inserted medical marijuana growers medical marijuana processors medical marijuana secured transporters medical marijuana provisioning centers and medical marijuana safety compliance facilities and so now in 2018 we are implementing the Michigan regulation and taxation of marijuana Act this we are now introducing designated consumption establishments marijuana micro businesses and marijuana retailers sorry I will first go through the amendments by term or by category what were what we're doing and then I'll follow it up by amendments by section so amendments by term regarding the term medical we the amendments on the two on the floor are to remove the term medical from most terms or definitions example medical marijuana facility is proposed to be marijuana facility and you can see this little table these are proposed to just make it more broadly applicable next designated marijuana consumption facility we are adding a definition which is essentially essentially where customers may come to consume via smoking ingestion or other means marijuana's individually purchased through a state-licensed provisioning center marijuana retailer or marijuana micro business will be allowing these designated consumption facilities in the C 1a c 1b c 1a / r d1 d2 c 2 B and C three districts they must be located 100 I'm sorry thousand feet from a school and we have included some parking requirements for this new land use for marijuana retailers this is the second of three new terms including a definition which is a commercial entity that purchases marijuana from a grower or processor and sells supplies or provides marijuana to customers we are treating it as an extension if you will of the marijuana provisioning center so it is being tacked on by a comma and treated as the same it will be allowed as a special exception use in the C 1 C 1 a C 1 B C 1 a /r D 1 D 2 C 2 B and C three districts it is allowed with special exception use as incidental or accessory to growers and processors in the M 1 M 1 a and M 2 districts they must be 600 feet from another provisioning center slash retailer a consumption facility or micro business a thousand feet from a school we are proposing that the currently approved medical marijuana provisioning centers shall be deemed to also include approval for a marijuana retailer and because they would be under that same umbrella they would be counted as one in terms of maximum number of licenses and a different chapter of code authorizes the city to issue 28 licenses so as proposed there would be no increase in the number of places that sell and as say this as an umbrella term places that sell marijuana they the places SL would be capped at twenty-eight or remain capped at 28 whether they be solely a retailer solely a provisioning center or a combination retailer provisioning center and the third new term that is introduced is marijuana micro business it is a we're adding a definition a facility that cultivates processes and sells or transfers marijuana directly to consumers and note that it's um and they do all of those things they cultivate and process and sell right there it's not exactly like a farm-to-table operation because there's no consumption but it is a it's a little bit more one-stop shopping than the previous they will be allowed as a special exception use in the c3 re o RL m1 m1 a and M two districts they must be six hundred feet from another provisioning center slash retailer consumption facility and micro business they must be 1,000 feet from a school the ordinance on the table says that 25 percent of their energy must come from solar panels but we are proposing an amendment when this moves forward to city council of 10% we have been advised by the sustainability office that 25% is is almost physically impossible given the this the energy uses that they need and the average size of a facility and then how much square footage of solar panels are necessary and we've introduced a parking requirement for this land use same topic but if it helps to think about it a different way amendments by section of code so this does match more closely to the amendments in the packet but we are proposing amendments to section 5 point 15 in the permitted use table we're adding the designated marijuana consumption facilities adding the marijuana retailer adding the medical marijuana micro business and we are proposing to remove the marijuana grower from the mixed use districts in the table the mixed columns are the see the commercial districts they would still be permitted the growers would still be permitted in the special-purpose districts districts such as the manufacturing districts section five point sixteen point three G is the use specific standards area of the code specifically commercial in this section of the code we are proposing to strike the most of the the word medical we are inserting the references to the MRT ma which is the Michigan regulation and taxation of marijuana act we are specifying that a marijuana retailer may operate where a medical marijuana provisioning Center has been approved adding micro businesses and retailers to the section that requires 600 feet separation we are referencing and clarifying the maximum number of state licenses per lot we're inserting a table to make that just clearer we are not changing the number the maximum number permitted and when I say reference so for example in this in that sentence in that subparagraph we're adding the term micro business or adding the term retailer clarifying and referencing the facility limits that are established by chapter 96 we are exempting consumption facilities from the consumption ban adding clarifying and revising the required statements for growers and micro businesses and adding clarifying and revising the additional information required with special exception use applications in the off street parking section we are adding standards for the designated consumption facilities and marijuana micro businesses and finally in section 5.30 7.2 we are striking most references to the word medical adding MRT ma adding the definition for designated marijuana consumption facility revising the definition of grower rabbi are adding marijuana micro-business adding marijuana retailer revising marijuana infused product processor revising safety compliance facility and revising secure transporter so the as I mentioned this this was to help clarify and help make sense of this package of amendments that are scattered several sections of the code and to sort of get at the high level explanation of what we're doing I'm happy to answer any additional questions or make clarifications I'm also happy to if there is a section that you feel needs to be a little bit further amended or revised I can I can help us this with that and I with that I would turn it over to the chair thank you at this time I'd like to open up the public hearing on this item is there anyone in the audience who wishes to address the Planning Commission on this item if there is please step up to the podium set your name and address for the record and you'll have up to three minutes to address the Planning Commission in regards to this agenda item seeing no one I'll close the public hearing and I will read the motion the in Harbor City Planning Commission hereby recommends that the mayor and city council will approve the amendments to chapter 55 unified development code section 5.15 table 5-15 section 5 dot 16.3 section 5.1 9.2 table 5 : 1 9 - 1 and section 5.3 7.2 to provide land use regulations for the recreational uses created I'm sorry chair I good well I guess only two quick questions now for the consumption facility and I think at the work session this was kind of left as a staff was going to come back to us with some recommendations and I feel like those are the recommendations now which is permitted uses in Hershel districts for the most part and I just wanted to toss out there to the group the possibility of that being a special exemption use instead of permitted I just feel like it's gonna be something where we're gonna want a little bit more discretion are gonna want a little bit more control over the work they put into their facility it's it feels like more control would be better than less control for these I just want to put that thought out there to the group might be a little bit more work for us but I think will be better for the community then thank you for the answer on the 10% for energy that's great and then honestly at this I had a question about have all of our H's become Jays I would say that this we will be doing staff we will be doing a another once-over the council for for example making sure that all the medicals that we wanted out were out and but the ones we want to keep her in and things like proper cross referencing and formatting and auto numbering and so forth yeah okay thank you I think overall in terms of the use tables I think we have the right uses permitted in the right districts for the most part and when I say permitted I mean allowed in any form and the I think it's reasonably in line with what we did with medical and also as we introduced the new dimension of recreational treats it similarly to other substances that are out there and publicly available for adults yeah and so again I would just insert I think a big a big piece we want to talk about but but would be a quick edit would be just the special exemption use for those consumption facilities other than that I'm very grateful for all the work that's gone into it and I feel like we've had a lot of good discussion already commissioner Mills I had the same list as commissioner Ackerman on my kind of what I wanted to discuss as well and I really support your idea of moving to a special exception you so I won't make the motion here the question that I had is about whether we have the ability to limit the number of licenses like we have done on the provisioning centers I mean I know that's not in zoning but is that on the table at all which would be for that other section of code that where we have said that we're limiting the number of licenses of petitioning centers for specifically for the consumption facilities I don't think that this that is the purview of this body I think that certainly you can perhaps make a resolution and to a recommendation for council pass along your thoughts but it is not part of the UDC and so no amendments to that are on the table okay and there hasn't been something being discussed in here alone that you're aware of not that I'm aware of okay so I think that that leads me even more so to suggest that putting a special except what it treating the consumption facilities a special exception uses is in order just I don't I have no idea what kind of demand there would be for this but that kind of is some sort of check on how many we could see in any given time just because they have to get through our process but it also means that we might continue to be talking about this for a long time the I appreciate understanding why you're recommending the moving from 25 percent to 10 percent because when I read the 25 percent I thought this is a de facto ban at the same time I've recently been at conferences talking about how out of control the energy usage is for grow facilities and so one thing that your presentation didn't know but I checked in that hear it and it's true it's both for these mic whatever they're called my micro businesses but also applying to growers like this this energy requirement and so if the sustainability office is saying that they're okay with 10% then that's okay I'm worried honestly a little bit that this is gonna make it a lot harder for us to meet our climate action plan if we end up with the whole a growers I don't think that we're going that we're really the place where people are going to be growing a whole lot but I think that we need to be be explicit about that that there is a large concern among people who are worried about climate emissions that that medical that the marijuana industry particularly the growing industry is really stressing our existing energy infrastructure so to that end what is the I know that these facilities have to go through annual licenses like license renewals is there any way that we can write into here that we need to make sure that they are actually achieving that then they don't lowball how much energy they're going to use when they apply for this permit and then end up using way more energy than what they are actually providing via solar because we're we the city can you know we see the water bills we don't necessarily see their electricity bills and so is there a way that we can build that into their permit renewal I cannot at a high level I it seems plausible to be able to put that into the permit at a high level it seems plausible that that could be added into the permit requirements this body does not do the permit requirement so I'm not an author of that document the the UDC does contain some penalties for non-compliance I'm thinking of the premium section none are currently proposed on the table I would just that we could make sure that City Council knows that this is an important area for the Planning Commission and that they can we can ask that some a little bit more of the ordinance and penalty section be fleshed out whether the and what and to determine maybe in conjunction with the attorney's office what would be the best place for those for those provisions okay yeah the the word that struck me and I don't have page numbers and goodness in Section six I don't know it's I don't know it anticipated when we're when you're talking about the elected da energy requirements you say 25 percent of the marijuana facilities anticipated energy usage and it shouldn't be anticipated but yes to initially go through us it's anticipated but then I think it's really important that we say and like that I don't have the language I think that you're right i I is if as long as we convey this intent like I think it I feel strongly that it needs to be reviewed annually sure Gabe Randle City Council is that a growing facility just to put it in perspective and one professional who studies this thought that for them to be Net Zero they would have to have 18 times the floor area of their facility and solar to be able to make it work so that's pretty sobering the lighting levels match those in hospital operating rooms and are 500 times what's recommended for reading and there are 30 hourly area changes that happen in these facilities so it's crazy intensive and I also am really concerned about the impact on I mean a city of Ann Arbor but just generally speaking because an another person who studies this said we can basically nullify any of the gains that we had from the Paris climate Accord with medical with marijuana alone with the trajectory that it's taking and so we need to kind of get serious about this and part of me is thinking is there a way that so these these places are an m1 basically right there in manufacturing can we just require that the entire roof be covered I mean because there's not a lot of light issues in those places they're single-story they're not next to some high-rise instead of the whole kind of ten percent business can it just be we require the entire building be covered in it I mean just max out whatever you can that's maybe one possibility another possibility this would take more work and I'm not sure whether this whole opting out opting in in terms of how we're studying it that maybe it would give us some time to be able to think about this but I know some folks are really interested in doing community solar and is there any way that they have to kind of start to support that to buy into that and you know the whole marijuana industry is not this is not this is like the only healthy thing in retail right now basically and so they have they can afford this and they're also taxing our system and we have to do something this in terms of its impact and so I kind of feel like maybe we can be bold here and say this is how we could get some sort of community solar off the ground is to be able to make something like this happen maybe that means that the none of them will settle in Ann Arbor maybe that's what that means but I just want to open it up as a possibility because when I started looking deeper at this - at the statistics it was pretty sobering in terms of where we could go with this and there's only they can do a lot in terms of getting tighter with their efficiencies and all that kind of thing and Massachusetts has done this with limiting their wattage so instead of requiring a certain percentage you can only do so much wattage and what that's forced is a whole lot of hyper efficient design around energy use and lighting and all kinds of things like that I'm not saying we do that I'm just bringing up other ways that people have been dealing with this as an issue but it when I start looking more deeply I just felt like maybe we need to be a little bit more bold with this so anyway I just wanted to put that out there as food for thought as this moves forward Commissioner Briggs these are great suggestions in statistics um I concur with everything I was at the Michigan Environmental Council meeting right before coming here and one thing they mentioned but I I was coming here and this was on the agenda was up the energy usage and so I think it's definitely an issue I'm wondering if in Section E where we have required statements from growers or micro businesses if we might add a condition for that requires annual energy reports and that perhaps that could be elaborated on by staff to identify what those energy reports are required but it seems like what I think that we can do is also help contribute to the research on this in the sense that we don't know how many places are actually gathering this data so we don't know how many facilities we'll actually have but that seems like an easy way to start gathering information on exactly how much energy they are using - and then it's not just the anticipation so I don't know if that seems like something that we could include right now or what your thoughts are on that as the commission desires we could do spend a moment wordsmithing or it could be amended directing staff to add a provision that an annual report be submitted whatever the body would prefer shall we awards men I will leave the wordsmithing up to somebody else if they have any sort of better suggestions I'm sort of at annal annual energy worst worst and I know that there are some amongst us Kushner mills that are really good at this sort of thing but I'm also think that there's there's benefit of just asking staff to add an additional you know recommendation that that we add this number four before it gets to City Council and then there's some time and thought that can be put into this to make sure that it says what we I think our intent is clear and what's incorporated into that probably takes a little bit of thought and probably maybe coordination with the sustainability office as well we feel comfortable voting on this in favor of this we let the staff yeah I've already made a note in the document mr.

Mill's I did speed draft something as a starting point and and maybe some nodding it doesn't have to be this exact thing but some nodding might help staff see if it goes in the right place so the change would require in item three the three eyes to strike out anticipated and just say that we're requiring the 10% of energy use and then the new item four or IV would be an annual report of the facilities and our use of energy usage demonstrating compliance with the perceiving item demonstrating that they're providing 10% of their energy use the trim solar commission breaks I guess I would love to see it go be an eel and she report go beyond that to document what their actual water usage is just act like a clear report not just on sort of energy but all sort of you know just that we're getting a report on that sounds I didn't hear that part but it was beyond energy so I think that's fantastic sorry yeah it's not clear in my so I don't know if you need a motion in that or it sounds like you've I would I am personally following it in terms of procedures I think that the motion to approve would have to be noting as amended to include mention of annual reports of actual energy and water consumption do we have a commissioner that I'll move that Commissioner Mills seconded by Commissioner breaks and discussion Commissioner burns sorry quick question what's the mechanism by which that report gets reviewed and or evaluated and like that's not something this Commission this body does so this is something they do to renew their license then it's that's my guess I think it will have to apply a little thought to it and work with folks like the sustainability office and the attorney's office about the best place to submit that and process it maybe it's also the clerk's office but we'll have to take a look and and find the right home but that's something that would go in the code or that or in licensing requirements that at this point I think that the Planning Commission has said that they would like it included as a required statement that you that that information is provided I think the next level that we don't have it right at this moment is provided to whom but that can be that will be fleshed out by the time it goes that council per the direction of Planning Commission okay thank you and I'm assuming it would go to the clerk's office to renew their life but anyway the clerk's office would then pass it on to whoever the appropriate latias mm-hmm all right Department okay for their discussion on that amendment all those in favor please say aye hi post all right that amendment is approved back to the amended motion mr.

I'd like to take this opportunity to thank Miss Devon Shehan and Miss Emily Fortunate for stepping into the role of Principal and Assistant Principal at Tillman Middle School as interim administrators. Former principal Chad Smith accepted a position with another school system during the summer and we were very fortunate to have two highly-qualified and capable leaders who agreed to step in to guide the Tillman Warriors staff and students. And so we appreciate everything that Dr. Smith did for our district and we really look forward to the leadership of Devon Shehan and Emily Fortunate at Tillman Middle School. The Tillman construction continues. The center portion of the Tillman campus has been raised and this portion of the project is close to completion. The teachers and staff under Ms. Shehan and Ms. Fortunate's leadership have great energy and focus as we prepare for educating students this year adjacent to a construction zone.

a picture at Blackstone high school and Asuza high that is a great honor I I've had a many people reach out to me and wow this is great you know and so it is a great thing happening in our community and not only does impact our high school community but it impacts our community as a whole those things do and it was long long long coming so I did participate in the cool cuts for kids and we did see about over a hundred students it was open to teachers as well I didn't see teachers there hopefully next year and just to see the kids smiles it was just amazing this year what they had different was they had manicures for the kids so you would see you would see the little kindergartens going up there and getting their little yes getting their little nails done and it's my first time ever getting a manicure and it was the cutest thing I had it sit there and take pictures and it has brought joy to my heart and I think Robert Gonzales councilmember Robert Gonzales for sharing this with us too in our community and for allowing us to participate and volunteer and to share this great joy with with the Archimedean students so and so kick off to the first of first day to everyone thank you and for me I'll just say and welcome back everyone I know you're all frantically trying to do last-minute things before school starts in a couple days so I'm really excited for that there's one thing that I just I did want to mention that I'd neglected to mention last week up from the leadership seminar and that is I really appreciated the way that Linda you and the assistants oops were able to sit and let the administrators submit anonymous questions for you to ask so I think that was great just to have this have that dialogue and there was one question that's like has been stuck in my brain I mean it was a very long question but it was really around this the question of we talk about how we know that test scores are not a good measure of our students right we know we all know we know you've heard them to talk about how the the best correlation you can make the test scores is the economic background of a student yet we continue as a system and as a district to use that stat one score that as the guidance for how we how we look at student progress and student outcomes and so I just want to encourage us to think as we move forward this year with strategic planning with El Cap development how can we be a little more go little deeper in the metrics that we choose so that we're not just saying we're gonna have look at CASP test scores and percent increases and let's think about more about the the processes that we're putting in place whether it's the PLC's whether it's the kind of work that we want to see what formative assessment and let's let's make let's have those drive our metrics and not necessarily this easy one test score that we know is going to come out year after year so a little little high high global view but but I want to just you know I know we're going to be doing some deep thinking in the next couple months so I just want to throw that out there so with that we will move to the agenda and we will move on to the next item which is comments and reports by cabinet and superintendents so we'll start with art doodle thank you we too are very excited teachers came back many teachers came back last week returned teachers are with this week and the students will arrive on pages so we're very excited about that I'm also excited to share even though it's a little girls down in 13.1 that's due to our relationship and our communication and I work with our Community Schools Initiative specifically with the Department of Health and Ageing we are going to get a student well-being Center at glass on high school and some staff that we're going to work with partnerships at Azusa High School but because of our relationship and our action they offered us a separate student well-being centre at Azusa high schools we're very excited to report that that's something that is on the agenda today for an MoU thank you mark thank you yes we're really excited to get this year off it's kind of a year of all years with the with the consolidation and getting our classrooms up and ready well we're under major construction from our bond project so it has been a major undertaking in its with the thinks of our amazing MOT staff and our mis guys out there to make sure that we get all of our teachers and classrooms up and ready and I'll say a partnership with our with our unions as well you know anytime there's an issue a EA or CSC a is right there to support us and getting information out so it's a real collaborative effort to make sure everything is ready on day one so I'm excited too to get us going thank you yes I'll echo what the gentlemen have said we're very excited to start off the school year it has been a busy busy summer and really this is our hrs busy season making sure that we're filling vacancies and one of the highlights of the summer for me with certainly last Thursday when we're able to bring our our new teachers and counselors psychologists just new certificate employees together and it was really a joint effort our superintendent kicked off the orientation and then it was a true partnership with our AAA partners who gave a general opening and really showed with mixed Avella we really showed that we're one district and then we went into focusing our own structure priorities and I have to give dr.

Ackerman I'm gonna go ahead and move an amendment to for in the use table designated marijuana consumption facility it's currently marked as permitted in c 1a c 1b c 1 AR d 1 d 2 C 2 B and C 3 I'm gonna make a motion to change each of those permitted uses to a special exemption use seconded by Commissioner Mills further discussion on that assurance my memory from the working session was that the rationale behind that that we heard from the Planning Manager was that they were being considered similar to bars and that they I'm just trying I just maybe I'm wondering if people who are there at the working session of a similar memory they were they were going to kind of be considered like bars except that you cannot purchase marijuana out of consumption facility so you kind of BYO em and then came on the premises right I don't know if that changes anything or not but I wanted and then I thought maybe boss say I'll say this actually not not part of this amendment mr.

Mitchell a lot of credit for really working with me and we put this essentially a lesson where we demonstrated to our teachers as well as our support certificated staff what our instructional focus is here and it's a great way to start and we when we went in to lunch that was provided by our AEA partners I had different new teachers come up to me and say wow that was such a great way to start the year I'm super excited to be a part of this team and this family so really off to a great start and wish everyone a fantastic year ok thank you and I'll look forward to hearing our student board member at the next board meeting speaking of which are all three board members registered to go to the cast training just if you can find out for them for me get back to us that would be great and it would be great Adrian if at the next meeting you can have an update about what's happening with the student board member okay great okay so next we have item night actually I want to I have actually and I might have a long list of thank-yous because I'm summertime and getting ready for a school year doesn't happen easily unless everybody chips in and everybody participates and helps out and that really has been the case this summer I'm going to start by thanking I'm Darren Howard and mot and mark for the work that they did to make the most go as smoothly as we called to facilitate the construction projects and to be there in a pinch and just to be available at the moment's notice to try to help out with all the office stuff that we were working on then I'm going to move right over to Marvin creation and I asked about the bad gang with all the computers unless you're you know seeing all those computers are seeing all those classrooms that need to be cleaned here right there it's hard to realize how much work it is one of the things that I've had the experience of doing I've been driving by all the schools under construction every day every morning and so I've seen the piles of dirt whittled down and in and if I if I happen to hire a paramount this morning and they I think they had two piles left I'm thinking oh yeah they're still there but on the other hand last week they were 20 so you know it's it's making progress so thank you told he also had a chance to visit the teachers at these schools that have the move so I went to paramount I've been to Paramount been to Valley Dale I've been to Murray and Magnolia and had a chance to talk with some of my teachers just to thank them for the work that they did and to hear something when I said I imagine you didn't think you were going to do that much physical labor at this point in your career they laughed knowing that it is a lot of work to move and so I wanted let them know that we all appreciate it very much I also went to see her high school they move to and I'm getting used to their new digs and they I think they liked them they were very happy to be there me also had a chance to go to class in high school in Ellington and just to see the energetic people bring to the start of the new year's are very reassuring I also want to thank our photo and Leslie Ford and General aney and work that I've been doing on helping us working with the county trying to put in place an early handsome growls maybe some babies if you do home visits it's a very difficult program for us to put in place because of the cost parameters are very rare almost impossible to meet so we're not sure that we can actually do it yet but we have worked we've had many many meetings all summer long to try to see if we can make this work for us so that we can offer that services to kids and we're committed to Daniel it's the partnership the logo doesn't work out we'll follow other leads and make sure that we can move in that direction because it is important for our little kids and I also want to thank you for the new teachers I was my first day teaching and actually the day that I got hired I just thought I was floating on there because it was a dream come true I had grown up I was wanting to be a fresh-caught teacher when they I thought I was interviewing for fourth grade and then I said well you're gonna be a first grader everything that's perfect that is just perfect I was so excited and to see that enthusiasm of that excitement their faces is very gratifying thank you everybody thank you all right moving on we have item 9 report action of closed session item no action was taken in closed session today and next we have 10.1 the district technology update good evening board president vice president board member superintendent cabinet and audience very pleased to be here today to talk a little bit about technology but Before we jump into technology we want to start off by talking about teaching and learning and what role technology plays in teaching and learning as you may be aware a couple of years ago we adopted a brand-new math series from pre-school all the way through high school at the elementary that's called dm4 at the secondary that's called CPM those are abbreviations those are the products that we use we realized pretty quickly that the new curriculums the new frameworks the new standards were not like before and that there were a lot of technology components that would enhance both teaching and learning in our classrooms and so we made an executive decision that with the curriculums we would be supplying teachers with Chromebook hearts so that they would have access to technology and that that kids would have access to the technology when they were in their classrooms we did the same thing for English language arts teachers we did the same thing for fifth and fourth grade teachers and this year we're following that pattern and we will be supplying our history social science teachers with new Chromebook art and our third grade teachers with new Chromebook arts as a side note that is not only our core teachers in in the general head but that includes our spent teachers our eld teachers and our intervention intervention teachers as well and so why why are we doing that right talked a little bit about that but why why are we adopting a new series but also providing access to technology to our teachers and our students well the one thing we know is that we have new learners right depending on what you read or what term you want to use some people call them digital natives right kids who are who are born into technology right the kid that's swiping the TV right hoping that something happens they use technology not just us consumers but they use it to produce they use it to communicate and they use it to think these are our digital natives right this is how they use technology we know that the new curriculums in the state of California are keeping up pace with technology and that the curriculums are 21st century curriculums we know that when we adopt a new curriculum we are offering our teachers and our students hybrid opportunities where teachers and students have have flex in terms of technology paper pencil book Chromebook pass out the homework as you're walking now assign the homework through Google classroom there's all these hybrid opportunities that our students and our teachers and our parents are having access to and we know that we wanted to ensure that there was equitable access to technology for all teachers and students and that that Honus had a fall on us to ensure that that equity and that axis was available to teachers to classrooms and to kids that it didn't matter what school you were at didn't matter what level you were at that you had access to this technology at this point in time before we move any further I'd like to give you a glimpse you know as we talk about hybrid options and technology to reach a 21st century curriculum want to give you a little insight into what that might look like and for that I'd like to introduce dr.
