when my name is dick Mitchell the design review board is the committee in the city that promotes design excellence and we're a group of architects landscape architects a developer a contractor planner and representative from the public's Arts Commission to talk to designers early and there's in the process in and offer what we can to promote a few more now we have a real corner so Jeff could you take a member Cooper member Mitchell here member Kinley he's on his way member Perkins member singleton member Buckwalter member katar ski here good thank heaven for the next item on the agenda is the approval of the agenda does anyone see anything they would like to reorder or add to the agenda would someone like to move approval of the agenda please Jeff moves in seconded by Gary okay all in favor say aye thank you and now approval of our November 13th minutes which include the review of the project we saw last month are there any comments no ok would someone like to move approval please okay this time it's Gary and Jeff is the second sir all in favor please say aye aye anyone opposed okay thank you next on our agenda is public commentary we have two public commentary periods this one the first one is for items that are not on our agenda today and then following the review of today's petition above another public commentary if anyone has comments about the petition so is there anyone who would like to speak about items not on our agenda if you could step to the mic and give us your name and adjust please hi my name is sophie gray and i'm a very new addition to the public art Commission and really probably what I would like to talk about eventually as the building on the agenda but I just thought I'd introduce that I'm here and a couple of the things I would like to mention today are about the light pollution ordinance that dark sky associations is bringing before the council and also about bird protection where birds are the numbers are declining dramatically and one of the things that as a problem for birds in question migratory birds is windows and crashing into windows so I just wanted to raise those as an issue later on just so that they can be considered so perhaps not now but but later if that's okay that's what that makes sense that's fine thank you could you repeat your name and address first yes so we get it my name is Sophie Gris a sop hie create GRI ll et thank you thank you okay now regular business before we get into the petition today we need to approve the 2020 schedule which I can see attached but we discussed last month it isn't there Oh Cameron any comments on the schedule for next year okay would someone like to move approval of the 2020 schedule camera Gary looks like he's going to support all in favor say aye thank you okay now the petition for 340 East you're on the University of Michigan Credit Union we're gonna start out with Jeff Condor planning staff members port thanks dick I just have a brief summary the site is located on the west side of South Division Street between East Iran and East Washington streets in the midtown character overlay district the site includes the 1936 Art Deco building designed by Albert Kahn the original portion of the building was constructed at the corner of East here on South division streets a number of additions were added since then the Anna Bird News listed the building for sale in 2009 and ultimately sold it to the University of Michigan credit union the design plan proposes to renovate the southern portion of the existing building by converting an enclosed loading area into more usable space the facade of the south east corner of the existing building is also proposed to be substantially modified by providing large windows where no windows currently exist additionally the petitioner is proposing to demolish the one-story 394 square foot loading dock and replace it with a one-story 511 square-foot pedestrian entry area with service access the existing dumpster will be relocated from the loading dock area to the southwest corner of the site my staff report includes a number of comments on site context and site planning the building itself as well as building elements lastly staff did recommend the petitioner consider adding solar panels on the roof and ask the petitioner to consider black metal exterior siding to match the existing black trim color of the building and that's the submarine great thank you very much okay the design team is here if someone would like to make a brief presentation and introduce your team that'd be great thank you thank you my name is Dan Whistler with Daniel's and Rebecca architects 20 80 South State Street with me is Fred Vasquez a member of our staff and also members of the credit union Deanne Ramos the vice president of branch operations of facilities and credit units facilities manager Nicholas so we're here primarily to answer any questions that you may have but if if you're willing I will be happy to take you through a kind of a brief overview of the project and what we have contemplated for presentation as mr.

[Music] a little can you hear me yeah can you hear me yes yeah I can hear you perfectly fine we're calling this regular meeting to order today December 210 if we can please stand by the flag salute ready begin I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you we are now on roku Gerry Bubba's welcome get ready I'll be honest yeah Adrienne Graham here and I am here obviously I've had word remember Sheila nucleus Gonzales will be attending via telephone from the lobby of Kimpton Rouge Hotel 1315 16th Street Washington DC to 0 0 36 say hello shitty name hi I'm here thank you okay now we are an item 4.1 election of officers the 2019 20 I was worried I I'm gonna read item 4.4 every election of officers are y los and according to the the board bylaws nine nine zero zip zero the elections of officers 2019-20 includes the vote for a clerk who is someone who has not previously been include and rotation of the current clerk to vice president and current vice president to president Adrian where is the only board member who has not served previously as clerk may have a motion to nominate a girl for clerk division I wouldn't not actually so I'm not I'm not sure the parliamentary process I'd actually like to make a substitute motion to for yes for myself to be clerk but also for a fer Gabby to be vice president but I would like to make a motion for Jerry Bibles Vogel to be President of the Board so so I want to make a motion to deviate to deviate from the process agent Greenaway demotion in Jerry by both local second discussion we have a you know there any discussion yeah so I just want to say that a year ago at this at this very meeting we I made my first vote and it was and it was this actual vote and I have on staff I've regretted that that vote since and I know that since then we have established some protocol to allow for an automatic rotation which I'm grateful for and I think that that needs to happen but I think that in order to do that first we need to make sure that we're doing it from an equitable starting point and and I believe that the that this is that equitable starting point to allow Jerry bubbles Fogle's the opportunity to serve in that role yes for the discussion you know their discussion yeah yeah so my my my response there is that we we as a board we took we took a response and so and so yes like you said quite publicly she was stripped of that of that role but I think that it's inappropriate for us to continuously kind of dish out you know different layers of punishment we started the process of defining that and and did not finish and so that being said we did take action that action was taken and and at this point as a duly elected school board member again I believe that she has earned the opportunity to serve as president and what I like to say about that we did talk about rotation so rotation too would mean that since I was vice president I should be President Gavin with clerk she should be vice president and you have never served as clerk so you should be sitting in that position and that's what we all agreed upon and that's it we're done doctor rotation means right I agree and and so if we look at the the by lot says that there's a rotation with the exception of a deviation and so we move forward with this so also I well what I have to say is also is that you know Jerry has not been vice president you know would they come talk about experience made vice president either so to jump from a member to president I think that's kind of I don't think she's experienced enough - should we sit in this position be very honest with you so our next move what is our next move maybe because I think this is never happened before so I'm not even sure what I'm supposed to be doing at this point so I think well is there the motion is on the floor yeah Jerry second and Adrian first okay so call for a vote should we do a handle or whatever don't die it's on it's on okay okay you can if you can please repeat what our what we're voting forced to work sure on it correct yeah so some emotion is that Jerry bubbles Vogel Service president that Gabriela Ariana's serve as vice president and that I serve as clerk okay that's them motion on the floor if you can please place your votes I think it's winning oh thank you okay place your vote please I'm just okay motion passes three years and two notes okay so we would move on to Iran approve of the agenda with one a minute removal of item nine point six which is the wishes at the border motion to approve motion by Gabby arianna sinn second by Jerry why mouth will bow place your vote please motion passes five-0 we're an item like huntin Syria this is an extension for the public to address the board on a non-agenda item according to the legal guidelines board members are permitted to respond to comments on non-agenda items individual speakers may be allowed to speak up to 3 minutes to address the board prior to addressing the board please fill out the request to speak public comment new car and submit to the board secretary see none we are moving on to item 6.0 comments and requests by the board Jeremy and I'd like to thank you and hopefully the school mr.
cannon said we are working with an existing building that was originally dates from 1936 the North East quadrant of the building was the original Ericom building and this building has grown over time so in 1962 an addition was placed onto the west side of the building basically the same depth as the Albert Kaun which is about the northern half of our our building in 1965 another addition that opens Robertson right was added on to the southeast corner that addition primarily contained a large press bay for the growing and our news operations and that is that is our primary focus of this project within that portion of the building and then in 1986 a large somewhat large addition was added on to the southwest quadrant to the building and then in I think about 2010 2011 a portion of the 1965 Edition that was one story was raised up by adding a third floor and created it to be a three-story building in that portion so the building has evolved and changed over time our project is primarily focusing on the portion that was built in 1965 as Jeff said the crediting purchased the building from the Ann Arbor news in around 2010 and ever since this building has served as the headquarters of administrative offices for the credit union so the credit unit has not had a branch space to serve their membership within the building and so this project is primarily geared towards that to create a new branch to provide financial services direct to the members from this site so that's our primary focus as we take you through our building as I'm sure you're familiar the building sits fronting on the street we have an existing parking lot on the west side and the the primary areas that we're touching at least from an exterior standpoint are the southeast corner that addresses the intersection and and then removing the former loading dock or current loading dock and service area which is going to be created removing that adding a new entry for the branch and sort of maintaining the service aspect for the building for you no waste and recycling functions and then moving the dumpster and enclosure and everything that was in the loading dock per se it to a new enclosure that's on the west southwest corner of this site so that's kind of the overview the the portion of the loading dock were obviously raising grade so it's no longer depressed and bring in new very free entrance into the branch and then kind of creating a wall as a backdrop to help strengthen that sense of entrance and also screen kind of the service side of that portion of the building this is our existing plan you can see the sort of footprint in white of the loading dock it's fairly modest I think it's about 390 some square feet that were removing adding back about 500 square feet in the new branch through a physical change of about a hundred and seventeen square feet of of actual increase of footprints this is the branch footprint right now the since the ready unit purchased the building the press Bay which is really a three-story kind of height space or two-and-a-half storey height space has been sort of underutilized space it's basically storage now and so this project is going to capture and utilize that space we're in filling a extension of the third floor and that high base base and using the lower floor which is kind of really one and a half stories for the branch and the zone you see highlighted in blue the green area is the entry entry courtyard or elements as we come into the space this is sort of technically a three-story building the Albert Kaun building was designed as a two-story building with a small modest mezzanine and current our current approach and document in the building is that met original mezzanine is now called the second floor and that second floor is just a portion of the building it has very low floor two floors somewhat compromised as space goes and then what was the original second floor of the out building is now what we call third floors so a good portion of the that's just the southern half of the building actually has first floor a basement space and third floor space there's no second floor space so just just so you understand the general layout of how the lay of the land goes for the for the facility one major objective that's the second floor and this is the third floor infill where we're actually adding physical space with in side the existing building envelope sections that are showing the heights and then this is exterior elevations that are proposed the the two really major interventions with the building is to address the south east corner that fronts on the intersection of Washington and and division as I said that 1965 edition which was artfully designed really housed in the manufacturing space of that large press and did not have the need for windows or any type of natural light naturally what could have been nice but it was really manufacturing space not office space so it had a different purpose than what we see today so our intent is to sort of create a large glass wraparound Bay at that corner that will provide windows into the branch space make a stronger connection to the pedestrian streetscape as well as sort of really addressed the importance of that corner and the northbound traffic that we see on Division Street as you can see on the south side of the the Southside the to the left of our new proposed curtain wall glass corner area that is the extension of the 2010-2011 third floor infield where those tall vertical glass areas are currently shown and then to the left of that is the new proposed one-story branch entry and entry element so there is a change in grade from our our space and the sidewalk elevation so the first floor of this building is set we want to say about 36 inches or there abouts below below the sidewalk at the corner and so part of our strategy is to elevate space at that actual corner one of the things we're trying to not not make the building feel like you are kind of stepping into a basement or sort of subterranean space to try to bring the interior up and feel more like it's common with with the exterior and then that Plaza entry Plaza creates a series of sloping sidewalks and some few steps to sort of make the necessary changes so we can come into the first-floor entry at grade we have not considered using black metal panels over the proposed blue obviously University of Michigan credit union very much follows the spirit of the University and so blue is an important aspect of their brand identity and how they wish to promote themselves the the credit unions brand is probably can easily be summarized by the some of their newer branch facilities there their most recent branch in town or near town is on carpenter Road that is very similar to the the first I guess flagship branch on South State Street where the building is clad in limestone with glass and blue metal panels as way of trying to establish their connection to the University and the port and community that they serve so that is something that that was an important element we are currently under construction with a new branch in a renovated building on South University and that is also kind of in keeping with how we're treating the corner there and so this is part of their overall image and how they present themselves to their membership this is that corner from from the intersection you see the extension of the the original Albert Kaun building to the far right the 1965 Colvin Robinson building with black granite panels we are proposing to intersect some select windows into that new third floor space up along the top element and then turn the corner with a very glassy strong image that will provide not only windows out in connection to the street but you know view into the into the branch and the new sort of upper third floor space and this is a view of the new entry for the branch picking up sort of the diagonal or sloping blue metal roof that is indicative of their South State Street and carpenter road branches using limestone that matches the existing limestone on the building and reducing kind of a site wall that screens the sidewalk pedestrian experience and kind of channels you into the new entry into the branch and separates from the what is now going to be a green space and a sidewalk area that allow facilities to be able to still walk the waste a recycling out to the new dumpster enclosure so that is the extent of our brief presentation we're happy to answer any questions and take any comments that you have to offer we did we I guess we should say we have not considered solar panels on the roof but we will take that as a item of discussion back to the credit union president administration we do have on the southern portion of the roof a fairly clean roof scape and we are actually working at a another project for the credit union right now to replace their chiller which is going to remove that cooling tower which you can see in I don't know if it shows up here I guess you do see it in this for the brown blob up on the roof is a wood clad the equipment screen that is going to go away fortunately and so that whole southern portion of roof scape is fairly clean and south-facing and and I don't know that the credit union will want to sign up for adding those but we're proposing certainly doesn't prevent any of that from happening in the future so it's certainly an opportunity that may be considered yeah I asked her to answer any questions thank you Dan who would like to go first with questions and comments our understanding is we do not the project is going to go through the site plan site site plan process and go through an administrative approval and that is allowing us to not have to address the existing impervious area we are probably I don't have that exact number Fred does but we're going to be a net reduction in the pervious area with the green scape and changing the loading back so we're improving the situation but underground storm all the attention on this site is very costly other questions people are soaking it in go ahead I'm John I'm the I've got five minutes on this board I've been here for five minutes so I'm just getting the lay of the land I'm the representative the Art Commission and the City Council is interested in seeing more public art within development projects hence my reason so the first question I'm asking have you considered public art for this project and if so where and could you I would have to say we in the credit union have not considered public art the I guess the opportunities on the site are may be somewhat limited in terms of anything physical or three-dimensional sculptural we are proposing some low planners as we're trying to create great change from the street sidewalk to our sloping walk that'll create the very free access to the entry that could be an opportunity for something along there obviously we have a curving wall where we're proposing some signage at the entrance that is one of the maybe few areas where there's a somewhat of a blank canvas for art but we have not had those conversations with the credit union so we could certainly begin that conversation would you be open to ideas about about public art there I won't defer that yeah I think we would sort of be open to having the conversation with the Christian universe tration I would anticipate art is art is in the eye of the beholder correct so placing placing public art on a building I guess they would want to be somewhat circumspect of the nature of the art and I know in our current project under construction on South University the the building originally had some of the historic Street exhibit panels on the facade and where we were making modifications with new vendor book window openings we did not have the opportunity to keep those and the location so we had offered the crane you had offered to the historic street district commission or committee we could accommodate them on the other side so I think they were very willing to accommodate that those particular panels really spoke to the South University Street streetscape in that situation of hosting something like that and we can certainly take that I'm also a director on the historic Street exhibit program so and we applaud your willingness to to do that we this this may not fit into your fit into your definition of public arts but part of the credit unions brand is they they do a very nice job and if you have a chance to drive past the State Street branch their conference room internally is kind of decorated with a lovely mural of photos of campus it's all kind of monochromatic and blue tones and we had proposed something like that similar in this building where you'd be able to kind of see that through the through though the glass areas that we're presenting ourselves to the street and so there's kind of an image of I guess a visual image whether you consider that artwork or not but but it was something that that helps to I have seen that III but I'd defer possibly my other board members might have other questions if they who would let go next Gary Gary sure Mike I'm sorry excuse me I was saying I think it's the building's unique in downtown for such a large building that all the additions that occurred over periods of time followed a common theme each addition respected the previous previous remember when he built the rear addition with the black granite with undyed to the existing black granite on the building but done in a in a more contemporary way at the time and then the new entrance it's off here on street we've developed in that same style and I think was quite compatible to building the original Albert Kaun portion of the building is certainly eligible for the National Register and could be listed and is significant architectural II the 65 addition by Colvin Robinson is utilitarian in a way but it's quite respectful with original building I think that the fact that this addition is such a contrast that does not include any of the original materials it stresses your brand identity which I understand why you want to do that but I think it's not respectful to building and in any way I think that the brand identity could be expressed in the signage some of the components of the building but I don't see the need to make the entire statement your brand identity from our perspective as a design review board I am generally going to be critical of of this approach and in this design I think that the example you show on South University would be exactly like this and I think that addition is or that modification to that building it's unfortunate may I respond sure go ahead I appreciate your your your comments and your thoughts just to clarify you're I think your comments are are mainly geared towards the core the corner glass intervention understand your your sentiments we are in in the other aspects of the project we are being very sympathetic to the existing materials the new entry element where the loading dock used to be is being clad in limestone indicative of the context trying to be sympathetic to to not only be what was the original 65 portion of the building but also the 2010-2011 third floor extension of that the we hope that we may make some improvements to the 1986 edition that it was Addison Jacobs benefactor I worked at that project in my earlier days the the they're glazed block that they used as you know to be indicative of black granite has never looked good since day one because it wasn't properly cleaned so we hope to maybe to make some improvements on that the 1962 I don't think we have an image of it in our presentation but the 1962 edition is that the Colvin Robinson along Division Street 6501 on Corinth excuse me yeah front side it's where the new entrances or the current entrances that think you comes into the 62 Edition one word who the architect was for that but the the 65 Edition where we're working is I think call the Robinson but the 1962 edition that most people don't really see other than what fronts on here on that faces the parking lot actually the majority that facade is a curtain wall system it's a 1962 version of curtain wall so it's a little long in the tooth and somewhat tired but our sort of intervention on the southeast corner of using glass and curtain wall is is actually not unlike the you know in terms of general spirit not unlike what we have actually faced in the parking lot but it's just in a a 1960 iteration of that so I just wanted to point that out as a part of our thinking and and how we were trying to be mindful and respectful of the the existing conglomeration of buildings that are on the site okay Jeff Thank You next I don't one of the best examples of this era of architecture even though it was added on to several times as gary said the additions were always pretty sympathetic to the original Albert Kaun design I don't find anything about what you're doing to the corner of this building to be in keeping with to be respectful of any of that former architecture and I don't really think that it's good designed to begin with even if it stood by itself on a site I don't like the blue color being introduced as such a as a I'd feel the same way if Nike came into town I wanted to put a Nike swoosh on the corner of the building and say that that was their brand I feel the same way about this it's just inappropriate I don't mind what you're doing to the loading area I think having a main entrance for your facility is fine over there it's sort of tucked behind the corner I still don't like the blue not I have nothing against blue or the University of Michigan I just think that this black and white and tan building it it just doesn't fit with it in my opinion the fenestration along the south side I'm not sure if that was when that edition was done but I like that I don't see why that couldn't have been incorporated with this so I mean I hope you'll take some of these comments to heart I just think that what you're doing to this building is not good I think it would be nice if if the building is sort of being adaptively reused into 20:19 that there are elements of the existing architecture that could and should be used I have to agree with Gary and Jeff's comments I know this is a tough building it's a we've talked about it in the past and but I and I have I love the credit you know I've been a member for 40 years continued to be and I'll find your branch whether it's got blue on it or not I think the brand identity is taking over the design in this case and and I agree that this this is a very unusual building and very important building for downtown Ann Arbor I'm so happy you guys are in it and using it but it's I think it's it's the addition at the corner and that's really what I'm my focus is on the entry I think is works well and I think give some some identity on the street I think you can see it it looks like at least from this you can see it as you're coming approaching the building from the vision or Washington but the and and I'm I think appropriate interventions are appropriate district or historic buildings but this doesn't there's nothing about it that that picks up on the existing building there's no rhythm there's no Heights cut materials anything and I think you know I'd I'd hope that maybe in this case that the historic building could have a bit more importance I guess to then thus the the brand identity I your comments about the back being more of a curtain wall or storefront you know is more the back it's sort of that really on Ali but the parking lot the back side where this is like a very important corner that you see coming down division everyone sees so I think there's a little difference there and then the other comment I had was about the windows and I just wanted I didn't have a chance to drive by on the way here but there's the notes on here those windows are new on the division side the littles and you know I am yeah the little punched opening so there I mean if did you think about picking up maybe more on the I understand maybe the need to put some light in that space it was a manufacturing space but to pick up maybe on the other windows that are along that side they just find those who punched openings a little awkward there I assume you have some maybe some issue with a ceiling height or something but you know it you know may there's a way to deal with that because it it they look awkward and like little punched openings instead of like designed in intentionally I don't disagree with you that we proportioned as you can see from this image the Albert Kaun building has a much taller parapet and actually physically has a parapet on that portion of the building the 1965 Edition has essentially a gravel stop and no parapet so we are dealing with some architectural issues with where we can place windows we had studied different options we felt this was the most ideal or most optimal option we are picking up the sill datum you really can't go much higher than that and the other aspect of this that is coming into play is there is cross bracing within the column base and so these are strategically placed where we are not cutting through cross bracing so we have sort of limited opportunities where we can't just do everyday without some major structural intervention to the building's lateral stability so we did look at different options and this seemed to be the most regular and most most fitting that we could achieve given the existing quarry yeah I'm really in agreement with my colleagues here on the lack of response to the historic building and so I sit here I'm thinking you know you could with the blue I also find it to be it's almost like a tack on color and I understand the branding I've seen the carpenter road standalone building and I just wonder if you know you could make more of a statement like less is more in this case because you could do something more would take a little blue and use your entry Plaza I really like that move I think that's gonna be a great addition to the street and maybe you know people could find below the entry with the blue like oh there's there it is let let them find it and maybe that wall that's a wall right with the University of Michigan with a sign on it that could be where you play around with the color I mean looking at how that blue sits next to the granite I just on that wall I don't see them looking good together you know the black and blue and the tan it's just a big jarring contrast that doesn't have a rationale and so if you can do something that I'm just also have my head thinking work with your entry make it that's your focal point where yeah where am I going okay then jazz that up even a little bit I mean I think it's already working with the blue doorway I also wonder about the slanting blue over the entry Plaza that line is you know not fitting in with the building that much and I'm not sure I guess it's like a leaden slope down but if you look at the whole area it doesn't really fit the line to the building it is unique in that it's trying to help to emphasize the entry so one can find it obviously you you might expect the interest to be at the corner and because we're somewhat mid-block with this with this entry element to kind of come in as a very free entrance without steps we you know we you saw the opportunity of a an accent color splash to draw the eye so I mean the last thing I would like is somebody walking down the street to have difficulty trying to figure out where the entrance is so it was in that thinking of trying to say this is this is where you go to you know we want we wanted the corner to to not only create a window into the credit union but also to you know to sort of address that special aspect of the the site but we didn't want people to stand there at the corner trying to find the front door so this was you know and I am sure what you're saying what's the where's the right level of pizzazz right right I hear what you're saying okay thanks for listening yep John on sorry go ahead John as I have been reminded by my good Lord member Jeff Perkins buildings are are so the challenge I would have and this is actually a supported agreement of other folks that if I took a photograph of the 1962 edition the entrance it it has railings that touch on Art Deco it has the light sconces it has the limestone and and black granite sort of raised beds I took a photo of that and I took a photo of the rendering of the entrance of this you couldn't really tell it out they're both the same building and I'm wondering if that's intentional it sounds from the comments that are made that branding was the dominant sort of thing and I like tie on a comment that you made and this is probably directed more to the credit union folks the spirit of the University if there is any architectural spirit to the University of Michigan its Elbert cot he's designed angel Hall Clements library Hatcher the Ruthven old museum is now going to be the Regents Center I mean Albert Kahn's blood and soul is into that University I would like to encourage you and however there is no place at the university that describes that I mean there's no one place and your building could provide that particularly that storage area that limestone kind of thing it's right not all sort of what if you did the same thing the wayfinding and the historic markers that are on there South University building if you put that on there and maybe a wayfinding map so that it would you could show that you know that Albert Kahn's buildings around the university you could also describe the kind of various kind of additions and I must agree with with with my board members I am NOT an architect but you know I look at the 36 and the 62 and the 65 additions and they're playing homage to Albert Kahn Oh question and I thought I'm glad that you're using limestone for that I think they pretty much exhausted however some small little details maybe you could consider is the raised beds there could that be granite and could there be a seating on top of that and we have guidelines indicating that the pedestrian so you know I'm 73 I walk around town I'm constantly on the lookout for some place to rest so it would really be an enhancement and like I think Tamara was a 40-year member they are the credit union so my wife and I she's on the faculty that if if you could also that you already have a limestone on that entrance what about some Art Deco sconces just some lighting sconces to sort of touch on the entrance so try to get and if you could get black granite on the beds and art deco lighting sconces and you know that I've noticed that there are leaf medallions that that Albert Kahn put on the original building that sort of took 5/4 I think it's the the sections of newspapers and stuff like that this is a credit union what if you took off of that and did money medallion so you know from wampum rights of Bitcoin okay but you know just teasing it I know the blue is an issue for everyone and it is for me and I'm not minimizing that I'm just saying that if you if you seize the opportunity of Albert Kaun and have this be a location where you can easily see that the U of M campus through some kind of wayfinding and that's part of our guidelines the pedestrian experience and a description I'm sure the street exhibit program would be more than willing to help advise you so those are just some ideas I think it's an improvement on the loading dock site I must say that but I am struck with the challenge of looking at that front entrance it kind of looks someone told me architectural mullet you know like business in the front party in the back or something like I I have a hard time so if you could give me a way of explaining this to Ray dinner I would be very appreciative that's bill I see you've turned your mic on I did way too I would like to say okay I I agree with with the comments from my architect cohorts here I think something is more sympathetic to the con design particularly the blue and I want to speak to your concern about the wayfinding and people coming up to the corner and feeling stupefied of how to get in the building this is supposedly one of the smart cities of the country I'll be willing to bet that everybody can figure out where that front door is it's certainly the next time so I'd be less concerned about that you certainly have the opportunity for the University of Michigan credit union signage whether you do with this finally this way or not they see where it is I don't think that having the blue there is a significant enhancement for the wayfinding I think that people generally would find it a detraction sort of like what happened with the halo what the no that Fiasco of the stadium I'm not saying this is like the halo but there are some footballs and story is someplace that you could put on the top anyway I think some work is still to be done so thank you I think that we've seen a lot of projects I've been on the board several years and art at you know our board is it's basically not obligatory and you're not required to directly respond to our input and you know however I think most people come before us take our input seriously and I really think this is probably in the last three years project that we would like to to have you reconsidered and seriously reconsider and I think it's a move in the wrong direction I think you really need to start over and work with the existing building and let go of the major brand identity statement okay and I've got some comments I'm gonna differ a little bit from some of the commentary game you might going to the North elevation I know you're not doing much there but if you could sure right great right in the middle right so I I see Huron in Washington is two very different streets yeah Geron has high volume traffic east and west and it is the the elevation that North elevation have the most eyes on it as people are going by but it said 25 miles so this this sort of sort of this majestic Albert Kaun facade is really something I think could be celebrated and and the credit union has done a great job with little discreet signage up in the upper architrave I think it's very subtle and very appropriate the the thing that I see in that elevation that jumps jumps off the page at me is the main entry right in the center Bay it's been it's drawn here as as a door and transom it's actually a window that's with our new wall below just like the windows on either side correct it in on the East elevation - of the original aluminum doors at the south end of the Albert Kaun original building are still intact and they're they're pretty cool though the small canopy yeah yeah and there's a little rounded yet very so a gesture - to this facade might might be to try to recreate or maybe if they still exist reinstall those two doors I I know you don't want that to be an entry it doesn't have to be a functional doorway maybe you can facilitate that with with Hardware options but in if that facade could be made more like it was originally designed and it's very close and may be effectively lighted with some up lighting I think as people are going by at 20 miles an hour it would give a real good glimpse it would be a very majestic statement I think and and become our public art I think we don't need to do much that beside other than just respect it and and let that be the public art in and also the street is is the entry point that you'll continue to use presumed for the business function all the office spaces where's the correct Washington Street to me is is quite different and looking at the same image along Division the East elevation the the building that the original at work on building can be seen with a real high architrave with the two bands of inset aluminum and then right at the midpoint where I don't know which year edition that is but where the printing press used to be it steps down three or four feet so it starts to recede the bays are still detailed and constructed the same way they're not glass they're granite but it it's it's a stepping back from the original Albert Kaun design I think the same thing happens on the North elevation at the barrier free entry everything steps back and what's that original building shine so so to me making the most of that and illuminating that building and in letting it be seen is is one design approach and then as you move further south I'm not as trouble by the more contemporary proposal you've made it the corner and I questioned a little bit about all that South in East glass and how do you properly condition that space but but I'm sure you can can manage that so and as we get back to Washington which is a very different experience many fewer cars it's a lot more pedestrian right there were three banks on that same block main command over in Co America across the street there's a lot of student population it's become my office is just around the corner and it's become quite a pedestrian thoroughfares it's it's where people choose to walk as opposed to here on so I like aspects of what you've done maybe you can go to the South elevation again or the perspective you yeah the perspective you might yeah yeah there we go I I like the pedestrian scale of of the sloping canopy I I think that then and that creates something that is not intended to be majestic as the two-story Albert Kaun pieces on on here and I think it responds to to the pace of Washington Street as opposed to the pace of Huron so I I think you're on the right track the blue doesn't bother me I I get branding you're competing already with two banks in the same block and you're you're one block closer to the students than Bank of Ann Arbor is so so I understand why why you're doing that it doesn't trouble me as much as it does some of the other folks in when to pick up on one thing you said in mr.
Jenner at the school board proud thank you so much and thank you everybody else Thank You Gavin hello good evening I want to thank everyone for showing up to our December meeting I really hope that all of you guys are ready for Christmas or your holiday season I see it's a full house tonight and I'm very thankful that you guys took the time to come tour school board meeting time Madam President I would like to request that our next board meeting for us to have an action item to discuss our legal services but that has to be voted on by three members so you make a motion I'm gonna go ahead and make question I'll second okay so we have thank you very much the next thing I wanted to go ahead and talk about is that I had a chance to go to a CSV a which is the California School Board Association conference I want to let you guys know there's a lot of things that I've learned one of them being is how we can be a more productive more fiscally responsible with her just not our budget like our bonds there's a lot of information that I received one of the things that I came across that was really really interesting was the scale program and which which what that does is cater 12 and it's appropriate to fill its through film and so it includes in language arts it includes math it includes science and so it is all incorporated into this program and it was it was a real treat because edward james olmos actually he was there and he presented and they actually have one at North View it's called Fame and they have a couple and our surrounding communities and so I want to let you guys know I will be going to other districts to just see what what's going on you know how they've implemented their program and how basically they help districts apply for these grants and being able to provide these for for our schools and I know that we have is cool that we have I was at Paramount Paulo your how that has the arts so I think it would be very very beneficial or for our school district so thank you you guys have a Merry Christmas Adrian so him full of things so one after our last board meeting I was able to attend again the the pack plus committee the pack last meeting and was just just want to say thank you for for the adjustments that that were were made I was not at last week's but even as I just kind of talked to some folks who were here what they said to me was we wish you were here so that you could have seen how great it was and so just thank thank you for you know making those adjustments and and allowing that space to talk about those those things so looking forward to having that having that information share it out also I did attend I was appointed and then did attend my first Parks and Rec commission meeting I mean there's nothing nothing to report necessarily at this point but just wanted a report out that those meetings have have begun I also was at the CSB a conference and I got to say it was it was rich so last year when we went it was like drinking from a firehose because of all the information and and this time being there and sitting in the different workshops and and the the keynote you know speakers there's saying things that now they're just in depth understanding I'm having been here for a year and so just a couple things was a part of a legal symposium we spent about seven hours walking through different legal dilemmas and just different hypothetical scenarios and how to handle them and I think that that information is rich and helpful for for us as a district just just to be prepared and I says the board to be prepared talking about things just you know complaint the fine line between protecting students First Amendment rights while at the same times when when does a student's First Amendment rights infringed upon another student's right you know for to be at peace and so even having some conversations around their awkward Brown Act scenarios it was just it was it was rich I attended a workshop on school reconfigurations and that was timely I mean there were a number of you know districts that were represented because a lot of districts or were you know are looking at these kinds of things and there was a question from the front the speaker said the facilitator says raise your hand if you and your district are facing declined enrollment and there was not a hand that was not up in that room and so across the state we're seeing some of this happening and then also I attend the workshop on just one more than I attend it was on the census and talking about how we can help with the census one of the things that I learned is that they said that among those who are most trusted by the community to help out and kind of engage with the census our teachers so so teachers you know looking at you and then they said among those who are least trusted they said were politicians and I was like yeah those politicians and then they're like no you that means and so that was that was a high realization for February that in that moment and then and then just want also of course want to and there's so much more learning it was it was rich also when I say congratulations to sheila name who's on the phone for taking you know the over the role of president as president of the California School Board Association I mean that is a we're grateful for your hard work Sheila mean not only what you do here specifically in our community but the work that you do across the state and how the work that you do across the the workers do across the state impacts and brings resources and programs and services here and so we're grateful and say congratulations to you I'm just a few requests so long I know I had talked about I had asked I want to say at this point in in September for us to have a presentation for us to hear about from like I guess there's a safety task force where there was a conversation around doors being you know opened or our safety drills and so since that's there I would like to have that information presented to to us at a board level and also to allow for for some you know in the community teachers parents families to be able to come in and not only here but also share some of their questions and some of their concerns on the matter and then lastly just wanting to again to be specific I I know that you know maybe the some of the action that I took a few moments ago might have might have thrown some people for a loop and I just want to say that you know that that move is is I can only say if communicate that it is nothing personal is but it's for me deep down I feel like it was the right thing that needed to happen but with in line with that something else that I feel like is the right thing that needs to happen is that we need to follow through and finish up we started the process of having a progressive discipline policy that's on the books and that's clear and that's that's understood so that if there is a violation that's that that is that is put out and that is agreed upon by us as the board then there are clear steps and actions so that we're not we're not guessing like I said continuously dishing out punishment so my hope is at our next governance meeting hopefully within the first quarter of this next year we can have that conversation and finalize that policy so that it's clearly turkey giveaway they gave away 19 turkeys and stuffing and I want to thank for the solis and all that the superintendent secretary for helping organize you know she helped organize with the community liaison here in Azusa and very grateful so I I it should also always a really really been I went to the three musketeers students playing at is is a high school and of course as you should the kids did a beautiful job I want to thank mr.
Tarek is the the Albert Kahn building actually does bring granite to grade which Albert Kahn knew a lot of things that US architects have forgotten and that is much more durable and Wetherill with with how we meet the sidewalk the 65 Edition chose not to do that and then we have these very nice rhythm of Bay's black granite panels but that limestone that comes to meet the sidewalk and turns the corner and meets the sidewalk along Washington and we can see if you look and drive by that that limestone is not fared well because of that so when we developed the notion of this entry Plaza and the lows raised planners I thought was those are want to be kind of seat height walls certainly not opposed to thinking about that and with with granite to maybe bring some of that material back onto this side we can certainly explore that with the credit union but as we change grade there I think there is an opportunity for a portion that to be comfortable and seat higher than that it may tail off where it's you know no longer comfortable for most but that may be an opportunity and there certainly is may be some opportunity to knit some of those materials together so we can give some thought to that thanks Tamara were you did I interrupt you it was just a I was staring at this I was in the comments about finding the entry that's the other thing that just troubles me a little bit about this corner is that it is it really draws you it's it's very large and it's gonna have a lot of light and a lot of activity going on and and it draws you to it but then you can't get in there and that's that's just it sorry I just was I wouldn't had that on to dessert you don't think it I don't think it needs it as you know I think you're gonna be drawn to that I think that what you've done it the entry itself and your your awning or cannot be coming out to the you know I'll pass the building it looks like it extends past the building it does yeah I mean I more I look at that I really like what you've done there and the scale of it and I just I guess like to just say I don't just don't think the corner is needed for a finding I need it I know Craigie members will sort quickly learn where the front door is to the branch but the the building will continue to have to public entrances the Huron Street entrance will continue to be their primary administrative office entry and this Washington Street entry it says primarily there to to serve the branch and and perhaps a higher foot traffic of people coming and going in and out of building so we are trying to make them somewhat distinct and unique maybe distinguish their two sort of different functions John just one Lionel and Sophie Jala who is our newest art commissioner has educated me about a new lighting ordinance that's going through the city and you I don't know if are aware of it or not but it's spearheaded by the Michigan dark sky Association and and this this is across the country I mean the point is is that its efficiency with blades it's not no lights it's just no lights above because they really do impact migratory birds and we're right on a migratory flight so I only mentioned this too to say that you should be aware that there's an ordinance coming that I don't know what your lighting is about but if you could think about it in terms of lighting down not up it would be appreciated by everyone it may be required by the time you get through planning also your curtain wall and wood wood what Sophie so eloquently says and has educated me and the Washtenaw safe passage and this is the Audubon Society and so forth that a lot of these curtain walls are killing birds and I have a modern addition on a mid-century modern house and and just over the past summer that at least five birds have killed themselves flying into these things and so it brings me back to public art that there are some public art applications that could not diminish this enhance this wall and help birds and there is a U of M artist Jim Cogswell he's a friend but I'm not promoting him he does vinyl on buildings and he's done a wonderful project on my children's hospital umma and it's spectacular so for that curtain wall it might be an option to think about public art and also helping birds my hat's off to Sophie for educating me and I'm trying to spread the word so to speak Thank You Jana any other final comments anyone okay thank you very much thank you appreciate your input in your comments and we'll we'll take it back to the credit union and fortunately Mike and yeah we're here able to hear it firsthand as well so we will we will take it under advisement and appreciate your time and and time to comment give us your feedback we've been encouraging people to come back and if your schedule allows we would like to see you back and see how yours you've responded and how the design is evolved next item on the agenda is communications to the board is there anything Jeff okay um and now is the opportunity for public commentary related to the project we just reviewed he could come back up and say her name again thank you very much for giving me two bites of the cherry um my name is Sophie gray I'm also on the public art Commission and my father was an architect and I'm a docent at luma and also an artist and so I just wanted to make two very short points about some of the discussion that we've had here one is because I was a docent I was giving tours of the Albert Kaun exhibition that was on a couple of years ago OMA and one of the things that struck me was that he went to Italy to study and he had an opportunity for a scholarship is a very poor young man he had an opportunity for a scholarship to go to Italy to study the proportions of the architecture there and made drawings of it and the thing that threw all the different styles and times because he was very long-lived that you noticed is his absolute and adherence to classical proportions and proportionality and none of the windows here in his building was square he is very conscious of you know golden section and and how elegant the proportions should be so that was one point and the other thing is about the entryway and making the entryway clear I mean I could well imagine for example on the the signage at the front which is a stone piece that you could have a beautiful three-dimensional sculpture maybe a metal sculpture that wouldn't stick out but would would be three damaged on nevertheless and would make it very clear that that was the focal point and where you go in so that's just another possibility for using art in a practical sense to say yes here it is come this way so to go back to the point John was making that about the upcoming lighting ordinance it is being written in the correct kind of format right now and hopefully will be passed soon so to be aware of that it's probably very useful things there's not to have to go back and and rethink because not only birds but also insects are impacted and also humans and the the woman who started this whole Michigan dark sky Association is an astronomer at the University so she's very much aware that we miss seeing something that our ancestors are seen for millennia which is the night sky and we can now only see a few things in it so for all of those reasons sleep patterns of every creature and cue including humans is important so that's why the dark sky Association if you want to find more you can email Michigan mi dark skies at umich.edu and ask for information and then as John was mentioning the the impact on birds of large thick glass and the reflections that they see and misunderstand in them is huge and if you want some information about that I can supply it to you perhaps if you contact me if you buy the public art Commission also you can look at bird smart glass org bird smart glass dot org they have some examples there of the way it has been decals and sort of being used on windows to reduce impact on birds so thank you very much for allowing me that opportunity to contribute thank you any other final comments going back to the calendar are we missing a month at the end of the year it goes from October to December looks like the line okay that's great thank you anything else anybody okay motion to adjourn bill and Tamara seconds on favor aye thank you you
Lewis the drama teacher and I'm coming to the high school and also the drummer wrong house if you know who they are that's Diana chola and Patricia Sanchez they're always there they're always helping out and they're a great drama mama they even have a t-shirt this is a drama mamasan on them so they were there when I long to the 40th annual Azusa veterans post eighty seventy Thanksgiving dinner were they served I wanna say over two hundred disabled veterans that came in from Loma Linda Hospital Long Beach and in polka dot and it was very modern to serve big women also Nathan Ariana's younger son came to help and he's a senior at Gotham - it's really nice to see students come and help sir you know so they know and in JROTC from high school and I want to thank mr. Hubert sergeant you were the brother boys and they did the colors I want to pair my elementary school and again they're not a veteran so duration is always we seem like we're just getting bigger all the time I just enjoy seeing the students singing and you know singing on this read write my new songs and it's really Kiptyn when can you burn all the way into three and and it's good to forget to instill and they have honor that people didn't sit are there you know and they're honoring them and the kids know you know how they want to go to service right because they really really and I want to thank Rosie hit it on the teacher in the veterans committee at Parramatta and the secretary I think she was like issues she's saying they're not have national constant and then the one good one here I'm not sure her name I'm sorry but she did a wonderful job it's really nice to see an employee singing the national anthem and I did go to see SBA it went to several workshops but there is one that I don't really know who's addressing the social emotion needs of students you know with the monitor students there academics by welcome their grades and you can monitor them they're very misbehaving or interesting school but how do how do we find my silence of students that are you know quieter or don't speak up the middle child pretty much you they said what the middle child anyways and you know what we do to support the cost for my boys and the teachers on how to look up you know for their students how we can help out before it's too late you know can we have to be honest about that you kids a new drugs but ha what programs do we have a place to have the teachers identify these kids when they're younger because usually they're 1617 and it just didn't happen when they're 16 17 you know things have gone to them maybe since they were small you know we need to know how to pinpoint those good it's really important and I want to congratulate kiddo mean for our UCS peak president and doggone Kaminsky for being the other present in it and every year no thank you so we're moving on not 7.1 okay okay so this is a high on December 12th we have an e Lac meeting in room one in the parent Center from 8:30 to 10:00 a.m.

and I just want to say I'm really excited to be here I was really nervous right now [Music] sorry [Music] [Laughter] yes School Boards Association that schools and administrators and teachers and classes are together for the betterment of our communities for our schools and for you know the funding that we need the programs and support approaches that we need and the more we can do together the better so I'm happy to be part of that thank you very much I also [Music] [Laughter] [Music] is a huge interest in the census working has done it before and teachers you know to come together to plan to make sure that our community is well counted one of the surprising things that I learned at this meeting is that of all the counties in the United States the wonderful this representation is Los Angeles out of all the counties in the whole United States and any within Los Angeles County and their districts were identified for at least representation away one of them so we want to change that trajectory we want to make sure that our families are counted our parents and their children biggest challenges in census County is actually children sometimes parents don't realize it's important to put your children's name down too and what you said about people trusting their schools of being willing to learn about census their school's absolute ruin so we're looking at ways that we could help inform people and make it easy for them to I'm sorry 8.08 points there are public employees matters do have a motion on the floor no at that time okay then we move on to general functions 9.1 the fiscal so any input from the Parent Advisory Committee plus this is an update to our advisory committee outcomes from our last meeting during this meeting we had looked at the final recommendations the process that we went through from beginning to end and this is kind of a summary output or the decision that were put together the pack plus is comprised of three groups of individuals so we have a pair a which is one step one parent from each school we have a group of yeah which is to yell parents to foster parents and to special education parents also which is the plus component is the status represented we had two members from the AEA which are our teachers union we have two of our administrators which is that a ma and two classified members which is that CSEA and those are the members that are making the recommendations that you'll find in this report tonight and can you please tell me how are the parents selected sure pack class is convened every year by schools first of all select team there and then different leaders directors of certain programs select from the student and group representatives and then the employee associations also select their own representatives and this is open every year some of our members return having served in previous years others are new there's no term it's a one-way or tournament they can repeat if they are selected to do so thank you go around I was asked to look at three main configuration or reconfiguration programs and those are things that are offered at the district level or at the site level and personnel which is every every employee in the district we shared this with you right and but just as this is a inputs that are provided so during the school reorganisation lists there were three main ideas that that came came to the surface which was converting our Elementary's into tk8 locations or tk6 locations and then keeping one my middle school and it would become a seven eight so you would have one central middle school and then some additional tk8 sites right now we have one and then the remaining of the Elementary's will become tk6 the next one was a conversion of all the Elementary's into tk8 sites and the elimination of middle schools and that would be done in a three here roll up which would mean we would start off I was sixth grade next school year where the sixth graders would remain on site whatever site that they're attending Elementary right now for fifth grade they would stay there for sixth grade and then the following area they would stay again and be a seventh grade at their elementary and then in the third year it would be eighth graders at that same elementary and at the same email the middle school kids would be phased in to high school and so you would every single year have ultimately just one class left which would be the eighth grade class at middle schools in the following year the middle schools would it be in operation or a tk8 option over a two-year basis which would mean that we would face the Elementary in the same way but we would have interim housing or move the eighth graders up to high school one year early so for one year you would have a through 12th grade at the high schools and then the next year they will become ninth graders and then it would be high school would be back to normal and so those were the three big ideas that rose to the top for reorganization of of our schools the next bucket that they look up was program and these were the ones that received the most votes individual votes and so those were computer lab food and refreshment the avid program conference and travel soar which is a program that right now exists on a sierra campus or where students that need some extra attention that are in seventh through through tenth grade college field trips which is where we contract out to have kids travel to colleges that are up north or south like the San Diego summer school or kids that need to do something other than just make up a D F it would be two kids that are trying to get ahead classes that would not be offered through our agreement with citrus last would be PBIS with the caveat that it's not PBIS the the program the system that's offered in the district it's the district resources such as the the support staff and the the training that is offered from the district but the school site programs that they're an operation would continue and last on this you know top list of nine would be the TK cap hours and that is the hours that we provide for kids to go to think together in the time that's after the school day or for kids that are on late start but just to start with think together and then go into their TK classroom when they're when they're late for the late birds in TK and so those hours that are paid by the district would not be covered the last bucket is the personnel and there was and this was our last meeting that we just held there was a wide range of options and ones that are the ones on the top here which say really let's look at a kind of global picture and we'll remove much of the overtime fifty to seventy-five percent over time slash extra hours and do a 1% reduction in staffing levels across the board and really I'm putting it back on the department's to see how they would best address that 1% production and then next we group these into cuts that would be kind of by my administrative certificated and then by classified so this one is all of our administrative which is five administrators that are primarily stationed at the district office and two additional our sorry two ditional positions that would be school-based and those would be connected with the closure of schools the next one is certificated and Technology stipend was something that was high in the list those are for teachers that are providing extra support for their site when there's a technology issue or in charge of spreading out information about new systems that are on their site and nursing there's currently one vacant position for nursing for a nurse and the ptosis so there was a an exam there was quite a few different variations but from all of the ptosis to a number of the ptosis but a reduction and the teachers that are on special assignment which is what ptosis stands for better can you tell what do the ptosis do so we have several teachers that are out of the classroom that are called teachers on special assignments also be to some of those so a large bulk of them are content teachers our special sign so as we have been adopting new curriculum with the new frameworks and new standards we have been implementing toeses to support that curriculum and that content area and that means supporting professional learning supporting teachers supporting schools pants in terms of trying to implement the programs highlights as practices be there for questions the technology that comes with their help us with this so a lot of work boots on the ground with that so we have ela pieces we have math pieces we have HSS ptosis we also as Mark mentioned previously we have a PBIS chosen to support PBIS we do have a special ed Tosa as well that helps across the district where teachers 9 9 I believe if they do not I don't know if they get rid of the ptosis but if they put them back into the classroom what is the you know is anybody going to a permanent individual we're going to lose their job because that or is it a temporary person taking their spot yes the doses that are out of the classroom are permanent teachers and they have a temporary teacher that is a teacher that is filling their positions while they are and this toasted role next was after-school intervention so those are extra hours provided to teachers to do tutoring and last was classroom teachers associated with the reduction or the the consolidation of schools last one for classroom teachers from the last few schools that we closed or is this for future future next is classified and they looked at three district positions and over time for the grounds team there was at the school site reductions recommended for the aims and for nutrition services food service workers and how would you decide what program the instruction waste would be there was there was recommendations that really touched many areas except in special right but don't is it the English language development don't they have a separate funding as well or their aides correct there is separate funding that we use for different sort of debates correct okay so I am kind of like what she was saying right now I think we need to be really specific on what aids in that session right there so there's there's detailed recommendations that are within these we got down to the nuance level but okay when you get down to that level then you start to get down to individuals and and that wouldn't be something that we want to share further questions yeah not not so much questions as much as just making sure that I want to express some some concern and maybe even a little bit of disappointment because so I know that we have again I want to praise the process so I you know a series of three meetings and so the three meetings happen the first one you know there was feedback and there were adjustments made for the second and third one which was which were good processes but that but then even one of the things that I wondered was you know over the course of the of the weekend this information wasn't yet made made available online for everyone to see and I think that when it comes to something as as serious and as sensitive as this I we need it we need to take like an overabundance of caution to ensure that we are being as transparent as possible and so I understand that there's going to be some some information that is going I mean legally and and it would be inappropriate for us to maybe you know share depending upon how how far we get down a you know a particular process but that being said I think we should ask ourselves how you know let's put all the information on there and then how do we take out what's not appropriate as a to share publicly as opposed to you know how can we put information on just starting from from little what's the most that we can share and then share that publicly because I really want to make sure that not just our PAC Plus but the entire community and anybody who shows up and comes to a board meeting or streams it online or watches it after the fact is able to get all this information and know what's happening along the way Thursday it didn't finish until the end of the day and we want this to be timely we did not want to wait till the next board meeting right and so there's work behind the scenes to synthesize all this information and so I apologize for the delay in putting this presentation together but we also wanted it to be timely so we were in the quandary of time that the meeting happened and that and this board meeting being scheduled so closely together and you know we did have an earth to try and synthesize and have this presentation ready so we weren't waiting until we we were at the end of the or the next board meeting and so we we have really done everything that we can to keep the ball moving because it is important that we share this with the community and that we provide you as much information because the difficult decisions yeah and I I hear that and I and I know that and I recognize that you know the difficulty we have I just want to make sure that that word with that you know with these kinds of decisions how can we involve the community and allow them the opportunity to process the information as well because when was this when was it finally uploaded online today today so you know even if there was you know yesterday or but but so I hear you and I understand that the challenging you know position that we are all in and that's that stuff isn't with this and I'm saying that for our community or not and on behalf of our community it's important that that this information is out for for everybody to see as early as possible and that is our objective thank you okay thank you we're 9.2 consider approval of schools and communities first board resolution language resolution 19-20 there's 22 what are the wishes of the board motion by Gerry Graham is welcome second second by Adrian Brown any discussion seeing none mr. Wolfe please okay motion passes five-0 moving after 9.3 the Unified School District strategy plan student listen circle for me if we can run point out please and I'd like to invite Jennifer again to come up and share with us a little bit about this and also like waters who were very helpful in in making sure that we were able to follow through on a recommendation a very good recommendation from the strategic plan meeting that we held in September yes sir so as we go through these slides I'd like you to you know explain and you know amplify the information that's there so the first one really talks about the process that was engaged in to to implement the listening circles the listening circles are designed to be a time when students have a chance to voice their thoughts and perspectives and adults have the opportunity to listen very carefully so to start off we develop the plan to have three sets of listening circles at all three of our high schools and scheduled dates for those asking our high school administrators to to develop a group of diverse students so that we're making sure that we hear perspectives from across the board as we dig into the focus of really what are the contributors to academic success what are the barriers that they perceive to academic success I think one of the important things to know about the selection process is that every school no matter what level has a group of students who are those that are most likely to be involved in everything just their personalities by nature are more inclined to volunteer for things so the direction with the principles was that yes we also want students like that but we also want the students who maybe are not as inclined what you always volunteer to be a part of these things we really wanted a diverse group in terms of things that they were involved in and we just wanted to get as much perspective as possible did a really good job and then you'll see the breakdown with that on this next slide so as we have the conversations this gives you for each of our three sites the breakdown of representation of the students which as you can see is diverse and really again gives us that broad good perspective on the experience of all students I'm gonna back up and and just also note that we had a very structured and collaborative round-robin process every single student was able to speak and and talk about their responses to questions Lika did a wonderful job facilitating with our students and they also were able to jot down notes and in true form of Molly what we believe is its best practice for for learning and developing ideas we had them share in smaller partner groups and then share our whole group and then they left notes that provided us additional data to really get the full picture of their responses we also had observers who were silent observers what we call a fishbowl process and the protocol for the our observers were to be silent and to just truly sit behind the students listen observe and then they were able to do some debrief and discussion afterward as as observers to this process so we do recognize that especially in the beginning there are students who are a little more hesitant to come forward with their opinions this process is not something that we have engaged in before for student with our student so it was new for all of us I think one of the things that was really beneficial about this process is that as we went around the circle of the student the students were not obligated to speak it they didn't have something to say at that moment however they also had the opportunity to write down answers to the question so if there was something that they didn't want to say out loud in front of their peers or in front of the adults that were in the room they had the opportunity to write it down and leave it on their seat without their name on it so that we would still be able to include it in the feedback and information that we collected so this gives you the emergent themes that came out of the collection of responses from our students with any type of quantitative data the process is that you take all of the comments and we had note takers taking detailed notes at each one of the three meetings and so all of those nodes that were pretty much just verbatim and what the students were saying in response to questions are then sorted and you begin to see themes that emerge and these are on this slide these these twelve or fourteen really give you the key themes that rose to the surface and this is all three schools so we have positive relationships with staff these are things that contribute to success based on what the students perceive small class sizes content relevant to the students lives feedback that they receive that is specific and clear things like more than just a score on a paper it teachers use of clear expectations and model work teachers that take time to ensure all students learn and a sense of community that is created in classrooms and schools accessible teachers and staff collaboration in classroom and then the final theme was when students get a sense or feel that they are listened to supported and encouraged to succeed so these are the things that students felt contributed to their success we also have them respond to the barriers that they're facing some of the barriers that you see here that keep them from being successful starting at the top and there's no particular order to these when they're limited or no discussion or dialogue in their classrooms feeling overwhelmed by their coursework their life commitments involvements and extracurriculars and so on multiple large assignments from various classes do at the same time unrealistic deadlines with no flexibility computer-based work that removes the engagement between the students and between the students and the teachers students lack of personal responsibility they honestly said yeah I could do better I can lack of access to extra help adults who don't seem to care about them or students disorganized or ill-prepared lessons insufficient feedback on learning and lack of structure in the classroom these are the themes that emerge from all schools you know can I just say something I'm moving to high schools and the students who are grateful for adults listen to them like you just mentioned that they feel no one cares and they actually thanked us for being there and listening to them because they don't feel that they can stick to you know more members or teachers or you know principals so I've got on the table after we had lunch with some of the kids and they were very thankful for being down and listening to them so we're gonna listen to them and do what we can to help them I didn't know that we didn't only listen we're doing something about it that that's the number one thank you thank you so what are the next steps next steps of course what we're doing now sharing the results we've shared results with our three high school staff with principals will share with their staff sharing with the students one of the forms for doing that would be our El Cap Student Advisory Committee and allowing them to take leadership sharing parents and of course tonight with the board looking at what our next rounds will be and how will we follow up after for example our district annual survey that comes around January how can we then also follow up and maybe dive deeper into the data that comes out of that to get better understanding because that's what that's what quantity our qualitative data does it really gives us a deeper understanding of the qualitative data that comes to us and then really allowing our students to participate in developing possible questions for for our next round and then obviously using this data to help us in our decision-making we are developing our new three-year El Cap we are making decisions within our departments for programs and for for students and all in this data is one of the points that we can use to help make sure that we're making decisions that will meet needs it informs us as a district it informs sites and their individual decision making as well so that really outlines where we are now and so when is the next step to see if there if things have changed for them would be good to hear you know I mean it's like a couple months or do you have a timeline when you get we're gonna do this again with them so we don't have a timeline for the listening circles we do have our district annual survey for for students coming out and so after that as we begin to look at that data that thanks to all this demise of surveys go to all this to success so there's 12 particular six through 12 okay does that mean that we're expecting we're expecting next rounds to happen this year another another round of them or is is the the district annual survey serving as that next round well normally through the El Cap student advisory committee we do follow-up and that would be a first place to have listen circle answer since we have that in that capacity already and then making the decision as to whether we need to go back this year to to the three high schools or whether we want to follow up a year later and look at the changes over the the course of the year after we've been able to use this data to make some decisions so the majority those students were these seniors are not necessarily they were just all mixed grades or a mix also right so if you go back you can see - yeah we had representatives from all grade levels and then of course Sierra is serves eleventh and twelfth graders yeah I might like to say how much I really appreciate this because when even it goes down to our students if they feel heard and they see changes made it brings them in more it engages them more into the community that is their school so for me and I'm sure you guys can't found things that you didn't even think of I mean just discussions that you never thought would come up I can only imagine so I'd like to thank you all because this is I really like it I think it's an awesome idea I want to share that today I was at a at a holiday luncheon in the City of Industry and Rowland high school actually teachers actually brought the students there and one of them it was forward to expose them to community you know to the community such as college was there but one of the things that they do and I see our district doing is moving in this direction with with you know with this right here is that not only do we are we starting here at the high school level that it all starts here but it also we can go ahead and kind of like that ripple effect and have these students go out into the community and engage and bring it back to their smoker maybe so I look forward to just think that thank you in just echoing that as well yeah be have you been able to be at the three of them and see it see in action yeah Lika I gotta say like just absolutely phenomenal job leading leading those conversations and allowing the students to open up in and same thing I wonder with with Yolanda like how do we I see that let's let's use that information and and and you know put it into action I was I was struck by by just the the richness of feedback and information that we were able to get by the students and I and I think that they are indicating to us where our bar should be and so how do we how do we as a as a district across the board make sure that we are living up to the expectation upon that piece and were doing and how we can strengthen that thank you very much we're an item nine point for the Unified School District planning presentation on support inclusion practiced Aaron Kramer good evening Board of Education dr.
Kaminsky cabinet I also got to participate in the activities surrounding the revision of the district's strategic plan and that was a really neat experience and one of the things that I'm very proud of in working in our school district is how we do focus on all students and that certainly speaks to the work in my department of special education my students are students who are on special in special education programs and i ep's are certainly part of the all and one of the things that lifted out of our work on the strategic plan was how we work to support students with different kinds of needs whether they're English learners or in special educational programs and so our sharing today is one specific area which is supporting inclusion in specialists there excuse me inclusion in general education classes and so we're going to talk about our ongoing work to sustain and build and improve our practices in the area of inclusion in general education in the strategic plan specifically outlined I want to talk about our plan to support those inclusion models in general education and so that's what we will be sharing tonight in supporting our focus as a district on supporting gifted foster youth homeless and students on IEP s and so with me today are two people that I work very very closely with our coordinators of special education and I'm going to have them share a little bit dr.
Brian is our coordinator of you graeme supportive services direct services that support our life skills students and our skills with more intensive needs so there's going to give a little background on IBA and some of the legal and pieces that guide our work with least restrictive environment and inclusion in his settings general education settings and then mrs. Delatour he's going to talk about our plans and how we address those needs in our general education classrooms least restrictive environment this process we begin the plan that is required for all students in special education and that is what we call the 19 heat the ideas are generated by a team in the school sites with that team we must consist of an administrator a special education teacher a general education teacher and most importantly the parent as with this process of development or free appropriate public education they always look at a continuum of service Azusa Unified School District has such a continuum in place and then again we moved forward with that whole concept of a least restrictive environment and under the EA that is a requirement the history of Education in special education a recent decision this is providing shipment in special education one of those was we moved from the content of some improvement for special needs students to appropriate improvement or appropriate growth for those students identified as special needs students a second change is we as a district and we as educators must provide challenging curriculum to those students challenging objectives to ensure their progress as we do that we look at that these descriptions environ the market environment or the goal I should say is what we could call that general education setting we want to make sure that we meet the students as most as close as possible to that general education setting that's where it starts as I move away from that we always want to make sure that we have appropriate academic gains for the student and really support that again the majority of our students in special education do we see support in general education they participate in general education the focus tonight we're really looking at is again how do we make and even increase that challenge in that opportunity for students to participate in general education again moving the students from general education is something that we only do based on the students needs the continuum of service always begins with the general education and you see the movie continuing with the services this is structure and our town that has been given to us through the Supreme Court decision and others decisions in the state is whether my colleagues definitely the Tauri really talking about in our efforts to make me do that challenge and increase that opportunity for students to participate more mostly in that general education setting research conducted over the last three decades have some consistency indicating outcomes academically and socially for students with disabilities educated in the general education setting so including them is a good thing it's showing the inclusion model provides great little content with modified or differentiated materials to students intensive needs some examples may include students with Down syndrome or high-functioning autism the goal of inclusion is to help students with intensive need access grade level curriculum and inclusion support plan is developed with my support and collaboration with the general education teacher and the special education is for sure with my moderate to severe credential and background I mean will able to bring a different lens to that sort of cohort I have met with most teams and scheduled observations follow up consultation to discuss successes needs and challenges we work together to develop that inclusion plan to look at the daily classroom schedule and how our special our students with special needs intensive needs can access that curriculum throughout our day our focus is to provide edge of the support in the general education setting I work with the IEP teams to find appropriate times to provide high special education services within the general education setting accommodations and modifications can be very powerful in helping students with intensive needs access the curriculum something as simple as chunking an assignment or an or more complex like alternative to text with the same content can help inclusion students learn learn the same content with their peers without being singled out for different with the site principles we're helping to facilitate an understanding of the common core curriculum and alignment with the IEP helping general education teachers and ed specialists develop and implement the IEP collecting data data to monitor and support student progress and especially meaningful access we want it to be meaningful for these students that are included and by no means a classroom within a class instructional aides and student support assistants are integral to the success strategies in collecting data training and ongoing support and it is an area of improvement and current focus training modules are under development and launching this month check in meetings with teachers and administrators includes ways to collaborate with all students or with all adults working with our students so as with all of our programs were in a cycle of continuous improvement so the moving more were very fortunate to partner with the East King thank you you'll never stop but that's our local stuff that includes as you stay unified in Dora Bassett Feldman par many of our surrounding districts are durometer the sulfa dr.
Scott Turner is an incredible partner I'm very supportive of our work as districts to deepen our practices to help us the needs of our students and the resources and the program have models that are out there we have a really amazing district partners and we work together as directors as coordinators as teachers and in courts to really help build on each other because we're all meeting the same concerns as the same challenges similar demands and that's best for our students and so have those partnerships with other districts is really helpful to see what are they doing to support inclusion and and then conversely assuring them that we're going to support inclusion so we're always get better and work with our families and our teachers and our classified staff and our administrators to meet me I was elated when internally I'm very very fortunate and we are very fortunate to be part of a net services department that has directors who really were with us as special education and programs in our special education department to make sure we're allowing all of our programs because it's important that our need to have access and are in general education settings isn't also involved in all of our programs we have students who are on IEP s who are also English learners or students who are on IPS or even gifted and who are in the gate program so we want to make sure that in the ed services department that we're working very closely with one another to ensure that all of our programs are working in concert and that we are supporting one another and those in those areas so we're very fortunate to have a good team not only in the cell but also right here in this building and in our a strict and so we are very remitted to supporting all of our students we have just a really wonderful opportunity with our parent groups and with our teachers and community like I said and so I just wanna thank you for the strategic plan highlighting this area for us it's it's a labor of love and we're very happy to be able to share that with you this evening so thank you I'd like to say that my um when my kids are in elementary school they did have the interface and I see my sons were both picking his buddy too and I was like why not have girls but you can be anyway for some reason my boy is convert guides and like children learned it's not just way you know your special ed students but with the other students are learning in the care that they give in the respect it you can just see them two women my son pretty much it was it was it was great so thank you for speaking to specific students if you will have maybe more intensive needs who are for a lot of our veterans included in a general education classroom and so that's going to vary based you didn't woman and students out there the schools where they are attending and so with consistent practices we are expanding and growing and so one of the pieces that we are implementing consistently this year is what Stephanie do in 20 days I'm referring to and that's the console model with our coordinators making sure that the Stephanie has specific take on lying behind each team and again sometimes we have more students who moved out but making sure that when we have identified students with those more intensive needs and that she's working closely with the specialists and general education teachers and the administrators it's those specific size but the consistent pieces of that all of the bathrooms with students we now have a schedule and a timeline that Stephanie is working very very closely with and the reason Stephanie is the one that is doing this is because she does have a moderate severe background and so she understand on how to scale or accommodate in modified goals and curriculum to media needs of our students so we're very fortunate to have her expertise to work with teams on that piece as far as to teaching that's also a very very important component that can help support students in access to general education and so we do have opportunities for supporting co-teaching planning and training and that does an area of focus and growth for us we've had co-teaching in Azusa Unified for I want to say over 15 to 20 years and so it was taken on different chapters if you will team Peter were interested in doing that so the Chiefs of features that include a special education teacher and a general education teacher who are interested in working with one another at the site we have long-standing teams if they have some newer teams we've been very lucky to have some opportunity to provide both of us trainee and then also some planning time for those teams we're in a in a cycle or part of the cycle kind of revisiting how we'll do that so to answer the question about the consistency piece that's definitely in that we have some work to do as we have adopted new curriculums we have new teachers unit specialists so building those relationships Isis we have many of special education teachers and sokham building those relationships between general education teachers and special education teachers to develop those teaching teams take some recess so the consistency pieces is helping our administrators and our teachers teaching opportunities as well as students who are the students that principal balancing classes is a challenge it's a puzzle and so we do work with our principals through its services like they said she learning in terms of placing students who are on IEP good evening members I wonder where and aligns with one of your objectives under the goal of strengthening partnerships with family and community so the great thing about that is is that this asset mapping strategy aligns really well another initiative of the city I'm about to share more with another future meeting but I did something that will allow to position the city and the district to not on improve what we do primarily because we serve same residents but all because it was helpful it will help us improve and expand our existing services so I may be confused with with the creative resource guide that is not what started out now paying is really it really turns into just an inventory community a habits that exist within our community particular facilities and organizations that provide services to the community that can actually contribute to the to improving the health of our community so this exercise helps to determine if there are gaps in services and resources needed in the community it allows us to assess the depth and breadth of the relationships between organizations and it helps us to look at where we can strengthen those relationships to again improve better integrate our services for the community so come add an extra planning team concept created the criteria and initial map superintendent Ortega when we met we first utilize a tool which is healthy City org it's a free resource and it is designed to encourage a community engagement in doing this very type of project there is a way to map resources that exist in your community that comes directly from the - one one online resource and when we did the initial map of Azusa there were very few resources that actually their interview City resources and a clinic we already know there are more resources than what showed up and so this demonstrated the need to actually conduct this exercise so what you have before you is exactly an inventory of those basically as organizations that provide services to the community that I basically reside and within a USD and here ours within the city of Azusa and our partners within the city within the Sangha and with in LA County some of monies that are identified such as the accountable communities for health initiative is in the network of multiple organizations so this was just an initial exercise that we did and I think it was recently updated as our Torres was suggesting because as he did bring the initial draft choose a Wellness Committee that's right on the six and what was a very good group whether or not hug felt not these were resources within the community or to our inventory and talked about that they were in and they wanted to add so the updated inventory includes those that were contributed at last Friday's meeting we talked at great length about the use of this dock as I said it's it's a way for us to identify gaps but all the way to identify opportunities to build deeper relationships within these organizations or across organizations and integrate services between many of them so who did think that it makes sense to consider this like a living document something that we would continue to add to but now there's an opportunity to move forward as well so each conversation we've found so far I've been very rich discussions led to the idea that this process could be made even more rich if this project included contributions and an input from other groups including city departments other school representatives the community liaisons and particularly is this unit by parents and other residents of the city bring this to you and welcome your in direction and suggestions and moving forward with this project thank you [Music] maybe address resources guide right or just like Elizabeth's resources we have talked about is that it's not just employees city residents to know that our resources there but how about my access that resource for me and so how do we hold hands and so other of the city as well and Mary we found mr.
Assad on myself and pestered best of my honesty and I might give you some information you know it [Laughter] [Music] great yeah it's an honor to dream together and to be a part of that process thinking and also dreaming and so on please communicate back to to your bosses are our gratitude for for you and the partnership between the school district and the city [Music] community and engagement and connection to something much more bigger this is great and you guys put the active resources doesn't do committee I also want to thank you for sharing your knowledge and your experience and for putting the time into this it is very important that we do have something in place so we can offer these services for our children we serve the same community like I said if there's themes constituents so I really appreciate this collaboration and partnership I I don't know if you guys know that Asuza the Asuza the city of Azusa Council I think it was about three years ago they passed a resolution and we are a dementia friendly and I Silverado actually adds his name's ed blooming so yes so he's actually a really good resource for that um might want to get in touch with him another thing that I wanted to go ahead and suggest is reaching out to your legislators so not to stop it you know four are the ones that represent here which is the 48th and 49 14th district for Assemblywoman Blanca Rubio and our 14th district senator Susan Rubio they have a lot of resources that they can go ahead and connect us to and that would be a pot of gold for us or for them to lead us in the right direction and bring um some resources maybe not just here but me to connect us and like you're singing and finding those resources um we just need to keep talking to people and talking to people one of the things that like you want to just share um that the food mains and one of the what was that group this is a ultra Task Force where they they help the homeless students students so that's something bad but not a lot of people know so just talking to people and he said reach out to your to somebody when Blanca Rubio senator Susan Rubio and let's get let's reach out and you know let's just not stay here let's reach out to other places where we can go ahead and um obtain those connections to those resources that are out there we just need to talk to the right people and it's two links well I just Elise have a video on Thursdays but it's it and one thing but for the homeless you know they can take a shower they can eat they can get haircuts it's Nick Lee and then a park you know and that's another great resource for you know homeless people to get a good meal and yeah thank you for all your hard work we're on item 9.6 2019 in USD in California - before it was pulled from the agenda but dr.
Kaminsky will explain why the California state accountability system includes a couple different components and inclusive number of different assessments the one we're most familiar with is the smarter balanced assessments that our students take in the springtime but they're everyone's included - and a state version that looks at how you're doing across a broad spectrum are performance indicators there are eight state priorities including student achievement English Learner progress how faster students are doing graduation rate suspensions expulsions parent engagement of things like that and you hear reports about those every year multiple times throughout the alcohol census we're working on that those eight state priorities the state takes the results of them and fashions them into report called the California dashboard and it has weather reports of our progress to date and have been moving forward and it also includes something called the 5x5 grids and these are grants that are color-coded they showed two aspects of performance one aspect is what level are you at are you high medium or low but the other one that the state considers a more important is how much progress on you're making so there's performance level and there's progress or growth over time so last year for this meeting the state had released that updated version of the of the dashboard based on the performance of schools and districts that I write here and notified us that they intended to release it again this year this would be the results from last year sometime during this week well as it turned out last year it was released on time for us to talk about it during the board meeting this year has not publicly released so I have to pull the item we can't we can't release any information to the state does so the state has now said that they plan to release it on Thursday so we can discuss it at the next board meeting thank you thank you we're 99.7 California voters registration at trustees area and conversation and dr.
Kaminsky before you start can I just say something it's actually the California Voting Rights Act that's not that's not the correct title okay we have a PowerPoint to share with everybody [Music] and what we're going to do today is do a brief overview of some key points in the California Voting Rights Act that pertain to further body school districts cities supervisor grams county offices things like that and this was with respect to trying to ensure the purpose of the California Voting Rights Act is actually in California has and comes from there suggest from their subdivision the purpose is to ensure move away from situations which we fortunately have not had here in Asuza but have been common in many other places while you see certain minority groups never have a board member representing them or language groups and I'm having a because is by the other portions of the district so maybe s for you for me subdivisions you form smaller sections based on residential areas and then one each area elected the person who is going to represent them 2002 the California Voting Rights Act strongly discourages at-large elections and favors district based elections and so our conversation is around shouldn't we move from at-large election process that we have have to a district race selection process let's go to the next slide and you'll see because this was first enacted in California 2002 so it's not new it's been here for a very very long time and the idea is to really make sure that the federal Voting Rights Act is enacted and protected and it provides a way for an individual person or people to challenge at-large elections to come to it like to the district or come to a city and say yeah we don't we don't believe that you're having the best representation by using the at-large of approach in particular if the at-large election littleBits the ability of a protected class of people so right racial ethnic groups or language minority groups to run candidates at represent them then it's considered that it's out of sync with what the California Voting Rights Act is looking for let's go to the next slide and then we ask ourselves why should we consider changing to district based elections well interesting that the California Voting Rights Act had what's called a lower threshold of proof under the federal law you actually had to prove that an agency had intentionally set up that at-large system to stack the deck that's somebody from a language minority group or racial ethnic group would not get elected the California Voting Rights Act though does not require you to prove intent so it's just a matter of has it happened or could happen in our case officially go back to no to 15 years and we can see there are boards have been very representative there's been a cross-section of people on our courts year after year after year but we couldn't challenge they say what we know as a district do to ensure because when I wrap the school board in every Valley nail or Magnolia or in center they've got some high school because all the workers even now I'm digging in their side of town I'm doing I'm doing this outside so I mean one of my goals was to run in represent my area I'm pretty much what they're talking about here but I mean the wording was even there I didn't even know the school it tells it works out again I mean you know it's sad but it's true so just saying so those are those are stories of why these things are considered employment so that we haven't begun with this really representative of the people who live in the area interestingly enough also in this California Voting Rights Act ins act somebody a person or agency can come and send a what's called a demand letter to a or in our case a district to the school board to demand that we we change our system and that has happened to another school districts throughout the state and even locally here some have claimed that whoa you know what though we don't have a problem we're a very representative for it why are you you know basically why are you saying this and they've gone to court and all of those who have gone to court to contest and say that we have no need because we can prove that for the last ten or fifteen years we've been a very representative even though they have that proof they have not been able to win their case and it's because of the how do you ensure that this won't happen in the future how do you guarantee that it won't have you set up a system so if it won't happen so for us as a board it's very important to be thinking about this because well you serve on me well in line with what the intent of the law is so that we are doing the best work our constituency really is somebody if an agency or an individual was to come to us and and send us this letter when we live in a position of having to pay our attorney fees their attorney fees our litigation costs their medication costs because in a phase that are required to actually make the adjustment those include things like hiring a demographer to come look at the pattern of housing and where people of different racial or ethnic backgrounds are like we just live so what happens is that most of the agencies that have been contacted do so voluntarily that's what that's what we aren't looking into let's go to the next slide one of the I think really beneficial aspects of this process is that there is a lot of a lot of opportunities Republican form we want the public to know what the issues are we want the public to weigh in and let us know what they think about the issues so important so there are four board hearings and there is a first first two board hearings public hands and those are on the criteria the composition of the trustee area so for example should they be based on the language minority or should be based on racial ethnic criteria after those two the board can pass a resolution to look at the criteria specific criteria from drafting these areas these subdivisions there are two more public hearings and and this has drawn a tentative map of the areas and that is not the comment gets to where do they like to automatically think it's the founding members of the community and then finally another board resolution tournament on the map after they've gotten that public information they've changed it maybe they've kept it the same that they've listened to the public about it and then finally the board also submits a mourner to the State Board of Education which allows the Board's decision to move forward rather than having to wait and have a general election by the whole community so that allows the board to do that yeah let's go one more slide but it's not morning on today's interests because the reason that there is a carry white committee from the LA County Office of Education called the county committee on school district organization it is actually one of many motors that are reversing on and then selecting America for the coming here to sit on and that pulls a public hearing in our district and they review the maps and a few things and then with them and they allow our destiny and then they build the carry that has to also vote on then the change in the maps and going to this district based election [Music] okay let's go slide the timeline for this is the idea that's being suggested to us is to go through this process to confirm the elections coming up in November 2020 so that what that means is women became public hearings in January select a demographer and the criteria that the demographers should use on that map and then conduct two more hearings in February I have another mention of the resolution to adopt the voting areas in the map and then went to take this information to the county level at the state level and hopefully have a writing team to implement by the election for November 2020 now because we're having a census in 2020 one of the things that we'll have to do is look after the census I'm going to the census report we'll have to review that to make sure that the the subdivision the trustee or any Maps that got wrong are still viable and they do reflect the kind of subdivisions that are going to produce equitable selection of more matters so that is the timeline that gives us through there any questions or discussion the previous board discuss just to start this process thank you good question the answers never have they haven't because even though this this was passed in 2002 it only recently has come to the attention of districts and even cities and other governmental agencies what happened kind of historically was their lawyers who were concerned about this identified specific government agencies onerous into your school district they were egregiously out of line so just let's say one district school to say that I haven't very dramatically mixed residential pattern for students and parents never ever had say maybe a black person or a Hispanic person on their board sometimes other ones that were addressed [Music] at the county about November at the county meeting at their last meeting but you have brought it forward is something that recommending that districts do that because there just recently were two County school districts that were challenged on where the trustee maskatron is it Lego or is it public organization that's a good question there's actually multiple levels the first first crunch level is the criteria the board discusses what should be the criteria and passes a resolution to that effect some of it demographers hired to follow that criteria and create a map those Maps come back for the public to weigh in on and for the board to weigh in on and then there further changes that are made before eventually votes to accept these maps whatever the other whatever whatever changes are made in them and that sends it to the county but then the county can also change those maps to so they have a voice in it too and so also just to to make sure that we're clear so we're starting this what we're doing and what this is is to start the process and to engage in public meetings where there can be public information that comes in to help shape what the decision is it's not we just received this we have no information laughs the last time we were at the last board meeting we got some information I really feel we need to table this and be able to vote on this and you know three weeks is not going to make a big difference so I would like to go ahead and table this to the next [Music] and when I heard was let's go ahead and talk about this so we can take actions so I thought it was a national item but I see that it's an informational so thank you and also just to weigh in Chile because I hear you saying let's have the conversation what what I'm something that I'm grateful for is that the process includes public input and so and so I think what the conversation that we're having is is on kind of some next steps but but I'm glad that those next steps include getting information from from the public to be able to make a final decision and I guess that's that's what I'm saying that we should not have a discussion with that public comment um and that's all I'm saying to be able to include and be transparent because if we have a conversation right now where we're proceeding the conversation and I would not like to take a leave and proceed in the conversation in here I would like to include the constituents when we do go ahead and open it in January 2012 I think the public the media when we have enough experience and I think you all have up there and some people will be able to to chime in that's the purpose of having them get in that's you know what I'm hearing them say after they heard from the public on this make a motion to approve any discussion waste your please motion passes 5-0 we're moving on to other nine point nine an alternate to inactive members to County committees on school district organizations the last representative was a prepare and the alternate was gabion Yanni's is anyone I would like to keep ever left motion to keep the same the same individuals you could switch if you want just saying you can really so yeah so I'll second that and then with discussion I'll say let me so let me first apologize so because I was the I was the appointing this last of course so slash here and I did not attend one of these not one of these meetings and Gabby was the alternate and attended each of them so thank you thank you daddy for so so so I am more than willing to to go on ahead and attend the meetings this time around with with you as alternate but if you would like to I would certainly oblige as well so you like to leave it as it is I am I was your alternate and I was available so I of course attended um so I would like to go ahead and continue with the motion and cast your vote my damn husband okay motions long discussion as far as you're all moving on to nine point in whatever care to Susan go today's committee 44 2020 and I was the representative and I would like to continue in that capacity motion for Yolanda to continue obvious physical in these committee for their yeah first a second I second second Adrienne Greer taste your please butch impasses 5-0 we're moving on to 10.0 consent calendar all that is listed under the consent counselor are considered one was it worth to me routine and movie in active weather work in one motion in the format following their last consent counter agenda items there were no discussion that means by the park at the time of the board staff or hundred request Pacific Avenue discussed if discussion is requested by the one that iMovie removed from the consent Kandra and movie considered separately the superintendent and staff recommend approval of walkins encountered gender items 1022 from 1020 lemon do we have any items of in Florida at this time yes 10.2 do you have a motion to approve this agenda with the exception of 10.2 I make a motion to approve all but 10.2 motion place your palm trees motion passes five-0 with the exception of 10.2 okay so um we have a motion on it's not ten eleven point one considered for what consultant Dennis Smith leadership Association resolution nineteen twenty twenty nine for sake of discussion and emotion and then we're going to discussion for things that are pulled from consent yes process motion by Jerry whoa ho thank you second second one yeah we don't know I'll be honest any discussion yes so first first just want to say or anything thank you very much because I see that in the contract I'm assuming that what that was you you made updates to the excuse me the template for the contract you made updates that that ad questions that we had talked about so grateful for that it's I still want I think it works in this case and so I still wonder how we include previous this is somebody who's coming back to us so how do we include information from previous contracts or or evaluating how they did and having that included in it's still something to look at but I think for me it leaves a Miss con in this situation I think it I think it works well the only other question I have is how do we as a how so this is this is a consultant that's coming before us for Linda's evaluation and so um I'm just curious to know how how we I don't know the correct term how we shop or how we identify or how we how we locate the person that's going to be our our consultant for for this item like what's the process as I shared with you earlier today the the process has been acting when I was hired in the contract required listen to be brought on to offer for Gomez election I was in here at one of them was to include the evaluation the process for selecting a consultant is based on referrals reputation reference checks and over the years we have had a number of different people so and it's it's been that process so for example so how did how does this person so for example how did this person come to us the person campus because of his experience at being a superintendent for about 25 years and in other different districts in different states yeah but maybe not expensive doing this for many different super-dense on the devastate and I believe as I call he was brought for first all their efforts workshops with the staff and journey I don't remember if you were here with him Yolanda probably was and I think we had a map maybe a year and a half or something like that two years or a series of workshops and as he did in [Music] this process I mean he's a consultant he is not a of one of our legal services would have you guys have you previously ever had legal counsel there this um no because it is not a legal proceeding per se it's not a lawyers situation okay and so to try to understand the the process of evaluating the superintendent um so there's this consultant um so what I learned at sea SBA is that we get a what's they called em a worksheet thank you a worksheet and then so I would like what I'm gonna recommend is a steps protocol because I'm being you I'm coming in not knowing what the process is and I don't want to be blindsided where I have to make a decision right there and then and so I would like some information prior so and then information actually do you have because this is an annual thing it's done a year pants and so the process and this district has been that the district has strategic goals and each year the presenter report to the district on the progress on those strategic goals and then after that the board reads analyzes makes comments on it and that's used as the basis for the evaluation and that's been that has been one of the contractors that that gets arranged a year before the evaluation so that was all done before you guys work or on the board okay so right so you last years and then once that's done then we then I come back with a plan so I'm kind of what's the next step in the strategic plan water you know where are we going in the next year based on the comments that people say that you'd like to see this that or the other thing and the feedback so that's happened so we're ready to conclude that process that started in or ago or actually out over a year ago and that was always actually that has been my first couple of years the evaluation was done in June but it was a board request to move to the end of our the November end of October and November because they wanted to have some test scores included and the test scores aren't included they're not available on June so it was moved for the last number of years maybe four from four years or something like that it's been in fall and that was at the request of the board is there some type of plan framework on how we evaluate the superintendent yes where I can take a look at it debris right so left is like for example of you know January this is where we're at February this is where we're at so that way we know exactly where and when we need to be according to to that protocol where we would finalize the report is based on the results from last year and is related to you as a year and report there's a beginning of the year planning report and there's in between which [Music] paper framework this is the beginning a timeline yeah framework that's it if we have if we have one a framework that consistent what exactly the framework so when I went to the president's workshop at CSP a what they suggested was that every district should have a timeframe timeline for us as for board members to be able to start the process and they have dates and it was very strong line of what of devotion yes ma'am so so basically it started you know with this so it's put into place January 20 this is where you could do that we can do is to table it and you suggested having portions of the conversation in closed session so I'm saying maybe we combine those two and move this forward and continue this conversation in closed session yes that's what I like would like to do yes before you make a new motion can we vote can we move my hand then I misunderstood and voted in my so you thought that we're voting on to the motion that I to table okay [Music] but in detail should be you know election only said to be closed session I think it's really important that the public does understand how with the protocol is overall but what needs to be during closed session should be in closed session valuation for last year schedules and within the next couple weeks I can just adjust that so that we can decide on that what do you guys are you guys in right after the holidays okay so part of the part of the confusion no I'm a little diffuse also but part of part of the confusion part of the confusion is that we were tabling that wasn't mine we need to have a conversation first and then we need to discuss you know the individual that is going to come and leave that and so I think the part of this confusion that's happening is because there's no protocol there there's no timeline it's just coming at us you know I feel like it's coming here in our lap and it's like okay this is what we're gonna do this one day so I personally do not want to take one day to just evaluate I want to be able to get the questions I want to be able to get a refresher on what is the direction that the superintendent was given and what we're evaluating her I want to do this fairly I and so I want to be able to take those and week or two and then come back with my meeting is because I pulled item my reason for pulling item was just to inquire how we are how do we determine who the consultant is that's my question is that and then as the course of the conversation as we're trying that's a whole you know impetus for this how do we determine who the consultant is and then through the course I heard Gabriella suggesting the need to have this conversation since we ready board I think it's really important that we bring somebody somebody new um just get a fresh start or a new board or not old board you know we just can't keep saying that we're gonna do things the way that we used to because we keep doing the things that we used to so that's a conversation that um that we do need to have I mean it's one of the things that I did have a concern about and um I would like to go ahead and like I said pick someone new start fresh and be able to to grow from this and possibly take a different approach on being able to evaluate the superintendent so recommendation if we bring in recommendation I would like to go ahead and open an RFQ for for for this yes [Music] when you described an RFQ process of formal RFQ is what came to mind especially after our other issues however the board wants to proceed I will be happy to if you want to might be I actually have reviewed her and would not want to hire her back so I will wait for direction and support and however thank you do we all agree that we just want to put out our I would like to go ahead and put on that RFQ let's put on can we do them a soft RQ like shilling is suggesting yes just just be advised that means we will let networks know that we are requesting these services typically you would leave that open for three to four weeks at minimum to gather input and then we would have to interview which would take another few weeks and then we would have to select that person and then we would have to agree upon dates so they'll give us enough time for us to be there to talk about having we'd like to proceed on how to evaluate the superintendent and how we would like to go ahead and develop the protocol since there is none at this time so that gives us plenty of time for us to be able to proceed with that and so I I want to go ahead and just move forward with this so in the RFQ creation process it would help to have some guidance as to some of the qualities that you're looking for some of the types of questions are areas where you would want focus so that way you could get a proper response to the RFQ [Music] I'm voting YES get reconnected to my Internet [Music] make a motion to approve good evening for tonight I'll be presenting the first interim report the first interim report is a report that is to report the status of the district as a October I'm in this report we are asked to designate where the district falls fiscally and the state breaks down into three categories which is a positive certification which means that the district will meet its financial obligations in the current year and in the next two fiscal years with a minimum of a 3% reserve a qualified certification means that it will meet in the current year and in the following year but not in the third year out finally- means that we will not meet our fiscal obligations in the current year or in the next year this report is due by December 25th and it and it's inclusive the first part of the unaudited actuals actuals a timeline is shown we are in the middle of the reporting cycle and you can see into the next step this second interim if we it's likely that we'll have a third interim and then we will then have our June meeting the district has faced severe declining moment in the recent year and we had nearly a six percent decline in enrollment for this year we are projecting a very similar loss for next year and and some leveling out this decline in enrollment is the reason why many of the numbers here have changed from what we reported at the end of last year and so I'll get into those one of the biggest declines that we saw was in our kindergarten we lost nearly a hundred students from the prior year and that was actually a responder we had a slight increase between the 17 and 18 school years and I've highlighted in this orange color to see so you can see the trend that it creates here it will be through the next 12 years for kindergarten 13 TK so we will have a declining enrollment throughout the next yeah first given time the next largest across the state which is the small one that's been provided in the future and the increased cost of staffing which is primarily due to the pension cost which is for classified his purse and certificated is stirs and then the increases that we all face and with Stefan column which is our bargaining units have created predetermined tables where every year up to a point they receive an increase depending on education units for certificated and years of experience or years of experience for class and so the business right here in Louis to show how that impact relays per student so the 1718 you can see per student per 88 that we receive an increase of $275 and in increased cost of 308 dollars and so even though we had an increase in : on here it was more than used in an additional cost if you look at we barely a positive per day on the additional revenue with the super Cola that we received when Jerry Brown left office and the increased cost now 20 we are which means that we're receiving the same increase as large duplicated count what does it mean the prior years we see more dollars than school districts that had foster and low income students because we there was a formula set forth in the ELCA that provided additional supplemental concentration dollars and so that really helped the digit raters to manage declining enrollment increases and at the same time no one did it the increases to what other districts can't have you can see the impact on Azusa which is in 1920 we received about four hundred dollars more per kid but our cost are far pacing that next year the nickel is even lower and worse and we're looking at you know a double increase is in in our cost of living and that ice cream doesn't it gets a little better in the ears but it's still upside down every year and so those those increased car that are not negotiated they they're just cause they're gonna come every year are not being met with the increase in funding that the state is providing per per student and if you look at the very online room 1920 you'll see a decline total dollars received or projected to be received by the district which will be very difficult to deal with so we won't have less money less ultimate dollars to spend even though those costs that I just showed you stirs per step accom and the special education are exponentially growing will have less dollars every single year to spend so for example between this year and next year we're going from eighty nine and a half million to less than about eighty six button and that that is why we're in the fiscal this chart here shows we go to bring it down of the pension cost which is stirs and purrs and it shows each year the increase of the two combined and it shows you the rate so let me go into a little bit of detail if you look at history good to see that that we had a 16-point to 80 percent or 1819 and it's going to 17.1% and it's still increase and then it's going to go to eighteen point four and then they're saying that it's going to decrease point three on the per side you can see that we're gonna go from 18 percent to 25 and a half percent that's a drastic increase and it's gonna go up almost those members we're not providing them an increase in waiting but not much more and it's all due to how the state is allocating their resources and of course that what does that mean that we have you know nearly six million dollars in cost but our kids our staff is another impact is gonna be that every year we've seen a dollar increase in the minimum wage and we are right now I'm starting to see January we'll see the first group of employees about 100 employees that will move up to $13 an hour right now next is collaborate on that why why we went sustainability of nutrition services isn't that come from a different fund correct so I mean I think so in 2013 and when they there was increases there was some changes in the labor law there was a bunch of different changes that happened changes in income and that increased cost which is this purple line so you didn't see in 1314 we were receiving more revenue than what we're spending and by 1516 that difference was large and we moved to 18 and the guys didn't close lightly but but it it definitely it was outpacing what did that mean the gap is being funded over time by user nutrition services had a reserve and so to disappear at the end of 1819 and there is a happened there is high that is costly in nutrition services there are there there's agreements that had been made that we recently changed with an agreement with CSEA on how attendance would be handled and so we're we're really looking to change this picture so that way we can become closer from nutrition services so we we have so the representation plan is going to be on nutrition services and how we will go ahead and decrease this overspending so we support we talked about this right now to cover absenteeism we are we are using the employees that we have now in the kitchens to create roads that go in and cover perhaps and Kizza so it is it is how to dress Maria is here it's done an amazing job at trying to look at food cost some simple things like moving into the regular instead of stomach shelf-stable know which is less positive but a kid don't so like it better moving too cold transport instead of the food is formed at the school site rather than being in the warming trees and waiting for the kids to pick it up so many many changes she may set out and their department have been able to institute this here I see yeah with the caveat that we so we we do the majority which they're d districts so they all are cooperatively purchasing from these vendors so that we haven't we can compete on a larger scale because now it's 30 customers as one other than us competing against each other for that market or getting the lowest possible prices and of course we have brought to you the pizza Papa John's so that we can get specific products we're not alone the majority of do have nutrition services encroaching on the general fund it's it's more typical when Nutrition Services is not approaching any no Maria myself really want to the means that the federal government is supplying but did these numbers are using any outside organizations that that they had received your response if you could please respond back if they have entranced awkward I mean is that something that we can look at to yes yes I was approached to see SBA so I will relay that information the next large piece that everyone shares is the cost the contribution that was making for special education this shows the cost which is at the top in that blue line with the red dot is our special education program and you can see the exponential growth and the projected continuum exponential growth and as as new programs and new things come out like you know the cost increases as well the constant has been very every year since about 1617 so you can see the increase has only been in 1.5 million and that's not with inflation so when you put inflation in there it's a very increase in cost so the reserve is that green line includes a that we would make in 2021 in 2021 if we do the sheet which is in 2120 to do an additional 20 million in the following year 2223 would have to do by point two million and then the next year it says three point three four that's another five million dollars in the way just for us by and meet the requirement two years from now we will be making each year over the next four years and that's with a few assumptions beginning about almost 6% next year just about 4.5% for the next few years another assumption is that the city continues to fund us the way they are projected is so far that we don't get any new funding sources like the measure a CTA change these projections but with those assumptions but I do want to reach that as a reduction then we will need to go with a different qualification for the next can you go back with that just real quick so just so that I'm clear so we looked at 22 23 it says a 5.2 million dollar reduction yeah but then there's there would still be a negative 7.6 million in though so this uninhabited actuals wish- you know it was I believe they were 2.8 million dollars worth of reductions and so if we were always reduced by 2.8 million dollars in that year then we so it's not saying so because okay that makes it a period they're saying that if we reduce by 5.2 will still be negative six negative seven in the reserve that's not that's not what this I know this is okay so we if we we do we do the fighting here so this is this is a new grounds updated but this is what we have been talking about for the past several months at this point okay we we are going this fiscal year requirements but we will not meet the requirement in two years or may not right any questions motion to approve [Music] this is for for teachers or classified to know the district that they are hiring and it is a bonus not like what is commonly referred to as a golden handshake which is not part of the wabbit yeah yes also for management this house staff project for next year vacancies so that we we know ahead of time and we're not ripping or letting staff go that later would be rescinded once once folks let us know that they retire so it helps us to properly staff the following okay thank you [Laughter] [Music] [Laughter] [Music] second yes sure so annually we put together a developer report developer fee report that shows revenue which is money coming in from the developers and expenditures and it can be anything from an addition onto a house to a new movie theater to an apartment complex it's any and all the above any any development [Music] to the ricin prep is an association that helps our high schools make a motion to approve yeah quick question so this working is already done is that correct it says twelve six is the extended deadline the word is gogo is complete and the project has not been closed down so do we need do we need to amend and extend this or are we already operating something that's behind so we're gonna punch punch list make motion to approve no so this is the notice of completion so this this is what says it's officially done and so yeah I was done over the summer finished and they read we did the field was new sod and this yeah so this is just one of the many final steps this isn't if I don't find most everything [Music] motion to her second so I sure the district has was part of a JPA then handled our work comp claims that GPA has closed and the tale claims which are the existing claims that that they were overseeing have been shifted to the districts that they belong to so our tale claims are now with Azusa which means that we mean to annually evaluate the risk that those claims are valued at so that way we can make sure that we have that we we address it with having enough money to to cover those claims and so that's what the actuarial study will show and I will report that to you when it's complete which will show we have X number of dollars worth of risk and we have X number of dollars in to cover that risk and I'll show you if we don't have enough dollars which is probable and then how much how much money we're off by so the reporter will take them about three to four weeks to put together and so at the following board member I'll present that to you at the last report which was over a year ago the difference was 1.1 million dollars just to clarify expectations you-you-you mean that it's gonna take three to four weeks and then the border meeting after the completion I'm not saying at the next board meeting correct
