Claus or Holly while you have us on them on the phone how many toys do you make in a meter oh that is a great question Clara well what was our inventory last year I don't even it was millions of yeah it is in the millions that's for sure it's hard to count them all though because I it's very difficult to keep track but but so many and of course there's magic so that we can bring them all on them by Christmas Eve so that's a good question Santa's gonna have to keep better inventory next year right so what else would you like fishing or camping oh why we do both yeah I like to do both when I go on vacation but but I think I like fishing we enjoy going fishing I like fishing oh there's that taking the fish off the hook and putting the beta oh yeah I like to let other people do that for me - yeah you - yeah that's always ends up working very hard if we go fishing what do you like around the house go to mistletoe mistletoe she likes to run around - as you can see so do you have your tree up Clara yeah yeah and what color what kind of lights do you have on your tree I have a lot of lights on it a lot of light many white lights or colored lights white white light then do you have a favorite ornament on the tree my dog's own you're a dog I didn't understand what did you say my dog oh yeah well we're gonna say Merry Christmas Clara and thank you so much for calling I Merry Christmas so good have a very special night Clara good bye you for calling so one of Santa's most creative elves Nathan mean a very special video because you know we satellite in straight to Ann Arbor on CTN and he wanted to make a little poem in a video dedicated to Ann Arbor during Christmas time so why don't we watch that right now let's do that Ann Arbor a Christmas Story twas the days before Christmas and cold winds were blowing some stuck in the street with construction ongoing the children were happy inside of their homes all their wishes were answered as schools were all closed many took to the cold and made use of the snow little igloos were made as snow piles got to grow but for those in their houses with time on their hands they were calling up Santa with season's demands we're sick of this weather there's nothing to do we want something fun and we want something new they huffed and they puffed as they shuffled indoors tucked close to the flames as their fireplaces roared meanwhile Santa waited with eyes on his wrist his watch ticking by as he laid out his list like those in the town he was getting upset for his favorite day ever hadn't come about yet Santa Claus understood what it's like to stay waiting so he wrote a letter his ink and quill shaking he asked his best elf to deliver it fast as he worried the calm the weather won't last delivered by Rudolph to the violin monster unsure if the other was just an impostor they both came together to act as the Mahler of Santa's big letter to Christopher Taylor right here wrote Santa are fun things to do to keep Christmas cheer without turning it blue some events that we hope will keep everyone merry to distract from the blizzards that keep the roads scary Ann Arbor residents took to their screen preferably ctn's channel 16 to hear what the mayor had read from Kris Kringle at the next city council where citizens mingled and as they all sat and discuss different theories they also heard news of occurrences clearly like actors performing downtown and nearby free exercise classes to take at the Y the Art Museum showing their newest creations with U of M kindly accepting donations the library hosting events for the youth and the neutral zones music they crafts in the booth soon many were leaving to figure out more others gave up and were hitting the stores and so no one was left but the council and press when the mayor did finally give address I could tell you what saya Ted wrote to the crowd but I sense that his letter doesn't matter right now for the moral I found at this point in the book is there's so much to do if you're willing to look go share what you know and seek out what's expressed you may find an arbor will leave you impressed so give thanks to the people keeping spirits alive Happy Holidays an arbor from Ward 1 to Ward 5 you oh that was so nice to see you open Ethan did such a great job with that poem about Ann Arbor wonderful he's a great poet I think he needs to write more poetry oh yeah I think and now that makes me want to go visit aunt Arbor Santa Ecuador and Arbor we gotta get your I'll be there Ronny this weekend oh yeah that's right you said you were doing that yeah visiting some folks oh well I think sometimes you need to take mrs.
Claus with you Santa I agree well it is hard when you're gone if I'm gone too so I totally understand because you know when you're gone then I have to kind of keep things moving along so and I'm happy to do that for you and for all the kids out there and make sure everybody you know make sure their wishes come true from Santa I'm very fortunate to have you and Holly I hope Holly we make a good team I think we do I love being with you guys well speaking of love being with us we only have maybe 15 minutes left to call and talk to us right now 7 3 4 7 9 4 6 1 5 5 so get your calls in because we're running out of time this is the last time you'll be able to call Santa before the big day right and it's so helpful to us when you call because then we can make sure that you know we're hearing you and what your wishes are and make sure we we get them right and it's just fun to talk to you we love hearing about all the things that are special to you at Christmastime we love to have how adults call too so if there's anybody out there you know watching it always wanted to talk to Santa or mrs.
Claus or one of the elves he's give us a call we'd love to talk to you not just the children because after all Christmas is for everyone yes or did so what you got there in your books there so let me see I have here's another letter and I any picture maybe you would like to read yeah Santa's voice scared rough he's really fighting Hoth at that snowstorm today really really worked on me I feel bad I should have not have let you go out there you know how I am I know I know I just had to go out and work with reindeer I'll be back include another well after probably a good day after the call-in show yes you're gonna get some hot tea with lemon and honey we're going straight to bed well you can deal with the reindeer and everything else tomorrow's high will go straight to bad too right well I'm Hallie and I we can kind of help ya don't care anything for Santa yes and it's teamwork make a dream one team the team so here's a nice well I want to show you the picture so this is a picture that somebody sent to Santa and this is the letter that went with it so dear Santa this year I would really like a dog I don't have to have any other presents if I get a dog if you cannot get me a dog then I would like a wobble chair and the epic Perplexus hmm I would also like a new kite or a love kite oh gosh you here at the North Pole because we get all those big wins yes yes and some new colored pencils which this person Emmy used on her picture yes and a coloring book also I would like some surprises sincerely a me how he did you make it or do that yeah we have to lower but yab you always I know you're very mental notes about these things because you always remind us we have letters but I that's what we have you for because you're so help all using Santa did you remember this and you're very good at leaving surprised of Santa and that is something that you are especially good at do you have another letter and here's another letter from it looks like somebody who's learning to write so I'm gonna do my best on this one but I love the righty oh very good dear Santa so this is like it is just a straight up list a walkie talkie a lightsaber would just would whoa that's interesting I bet they want woody maybe but or Woody from Toy Story that's true hi yes a riding car an easy-bake oven whoa those are always been around a long time and a Death Star and this is from Gabe he's got a lot of things that's exactly what he likes yes I like it's very helpful to us when people know exactly what they want it just takes the guesswork out oh that's a fun pictures what Holly did also wow this is a really beautiful picture that somebody drew oh wow that's a critic what I like about those pictures there's some sparkles in it look it's a particular 80 years so this is cat beanie boos Merry Christmas you see mistletoe can you see the sparkles I love you I love it what are those do you know what those are yeah yeah these are some cute kittens do we have a kitty mistletoe whatever Kitty's name that's right you do have a kitty at your cottage yep Paxton Paxton that's your Kitty's name is your kitty a boy or a girl a boy a boy color is he black and gray and white but good guess well gray is a percentage of black technically if you guys didn't know mrs.
Claus is actually somewhat of an artiste I do my artwork on the side but I'll tell you whoever drew these kitties did a very very it's a that is a beautiful picture here's a nice letter from Benjamin Nicholas M word are you and it says Benjamin is truly a good older brother he still listen hasn't listened better to mama Papa but he's doing much better Nicholas he's great working on piano enjoys basketball locked he would like help more and could help more in the mornings to get up early and get ready for school Emery does a great job to get up after naptime hmm and then we've got also Oliver he plays lacrosse and Sophie plays very well some hockey that's really nice letter and they all would like just some christmas surprises very very oh yeah what mistletoe started learning how to do this year Santa what is that she is learning how to dance can you show Santa your ballet toes and twirl will go right in the middle right by that table it's here right here mistletoe so we can all see you do your now do your ballet toes and twirl oh my gosh they're so good at that how else do you do your arms in ballet yeah good job high five high five for Santa and mrs.
Claus oh very good thank you I want one [Laughter] yeah it's good to have hobbies it's good to have things to do other than just you know I'm playing toys and stuff yes well like me art is my hobby so like as soon as we're done then yep I get my colored pencils out and my paints and well I'm pretty artsy myself mrs. Claus did you know that well you know I do because it takes artistic talent to Col Joye making do you know what I can draw best I draw flies that was a good especially what I haven't taken my bath long night of delivering prescence yes yes definitely I get pretty sweaty and dirty oh that's why we have a hot bath ready for you everybody like that draw flies and and what are your hobbies Holly well I fancy myself a thespian oh well yeah you do direct the elf theater program yes so are you guys working on any interesting productions just we actually take it's funny because a lot of people do Christmas productions of things but because we're so busy we take the Christmas production time off so our big next one is the Valentine's Day Oh so we'll do a nice play for Valentine's Day all about love and we can all wear our red clothes oh yeah that's a really good idea I can't wait to see it very Santa and I will be in the front row well it's all for you well I was like that a good theater is always nice I we know lots of actors don't oh yeah yes we do yes Santa if you had one Christmas wish that you could have for yourself what would it be oh that's a good question I have to think about that you know like you know everybody says peace on earth no those are all wonderful things I think I think just to be the best person I can be for another year and maybe maybe that's it no that's my Christmas wish no longer can not only Christmas but every everyday to try to be just a little bit better so you know if we all try that I think the world gets a little nicer too how about you well I always agree with that what you're saying I think that you always should strive to be a better person and you know that's just something we should do not just at Christmas time but every day of our lives that's it it's not easy yeah because we all know that we're we all run into things every day sometimes you hit your thumb with a hammer you forget oh and you forget you know you should not say something did you party well I guess yeah what I would like is to be a present mom and a good wife and helpful to my friends and family when they need me in a listening ear what about you mrs.
Claus I like the listening ear I think that's important especially now there's a lot of noise right now especially this time of year too cos we're all busy you know getting ready for Christmas and if there's a lot of activity and sometimes it's nice just to have that stillness and to listen to the people we love and and the people sometimes the people maybe we don't love and just to listen with an open heart and I think all that goes to kind of that bigger goal that people talk about a peace on earth yeah and like you mentioned when we had Tammy call earlier about peace on earth that it's really each individual it's all of our own jobs to bring that peace to the people around us and I think that's one of the most important takeaways and that's why I like when adults call because they don't it's not about presents for them it's about it's about presents yes not present in other words being there being present as some would say in the moment so but yeah yeah that's very important with Christmas or any other time very very much so why thanks yes but so since we don't have any children calling right now and we're almost out of time actually we only have about a couple minutes left at the moment so give us a call yeah Evan nine four six one five five seven three four seven nine four six one fifty-five we're really anxious to talk and hear about your Christmas wishes and if you don't get a chance to call because we only have a couple minutes left you could always send Santa your letters because you know we love getting letters here in the North Pole and then we can read them next year yeah when we hear from you again and we love looking at the pictures Santa loves when you draw him pictures and obviously mrs.
Claus was it - oh I do yes because it's always I love the imagination that people have what they do and what's a you know children especially they write such beautiful things sometimes I like seeing all the different kinds of artwork so people will send pictures they draw in crayon colored pencils sometimes we get a painting we get markers this one had the sparkly markers it's just really nice seen all the different techniques that people people do in their drawings we actually of a phone call with it it's got to be a quick one about one minute okay so if we could just get what their Christmas wish is really fast who's that this caller I don't have their names was hello hello I'm not sure if that are through yet hello Merry Christmas Merry Christmas mess this is Bryn hi Bryn hey Bren Bren Roy what would you like for Christmas LOL so we better put that on the list that's the second lol request we've lol's are hot this year anything else okay well we're gonna let you go because we're almost out of time but thank you for your one last call that we got this year is so much fun Merry Christmas Merry Christmas Santa Santa wants to take a minute well everybody [Laughter] [Music] you

organ boosters donations running out Arius of that some of the events is not or related activities II a trip and an additional did through these barriers we would have to prove out forty you we have to committee reports for the month of December we have deal tea and patient and board members tour Brown night and then said he'll tea along with the mystery at guilty we talked about our Toys for Tots Drive update which ended this Friday the 13th was very successful our high school students decorated activity bus on hey us around picked up the toys did a nice collection again this year second year in a row that active in this and it was very well received by the community by our students and I know that were many children in our area and calendar update and do you want me to you want to add anything just feel free to it okay but for the calendar update we discuss some of the options and discuss what we talked about here at the board meeting the trimester we're kind of surprised that or wasn't I thought maybe there would be more interested I messed her up but there was actually like we're all kind of a neutral feeling towards it I got was you right it was apathy rule there wasn't even everything with actually soon books fine right there there was a certain that was brought up with how they had teachers have been working hard with school punch how that would maybe change herds get Justin clear ever an easy endeavor something that we need to look at in the meeting maybe looking for direction weird like me they think the Ben this is only a change the support Athens truck math coaches this is something beginning to earning this especially for school and afteri yes there is nobody it doesn't mean he's for that um yes in report challenging do Mike you reading period raise the lady just have a wife no one you or just in a sum primaries you doesn't do you but generally school time you we'll look at some of it as we look you any in his ID I mean either way change that's the question you right maybe you maybe that's something either way twenty years versus three years versus from another everyone I'm esters again we'll circle back to this nation next topic that we looked at was a portrait of a graduate broke off into three different groups and discuss questions what are the hopes aspirations and dreams that our community has for young people what are the skills and mindsets that our children need for success in the rapidly and what are the implications for the design of the learning experience for equitable access to those experience and they could choose up to six attributes that represent that profile and each group came up with a list with some us over that was interesting the see and so now we're going to take those listen we're gonna refer even more at our next meeting I'm down to the that'll take place at our a star report or guilty you Foundation you it was um at the day giving was Tuesday December 3rd foundation big Fenton one of the per numbers brought forward the idea of what about if giving let people and up the F and we had on now that we eat that time seated Oh who was amazed it's just under three yeah wouldn't you agree you um that was just you the quick things you ooping seven Oh nah donating you Oh is still happened well right kind of all scarred like to invite our FFA instructors forward and our students if some good news to share with the board you so fillets you guys don't know me my name is buddy Hoss teach long and so this last year actually wanted to come here today and kind of give you after as it and so first start off last June where we were recognized as the first place chapter need heritage Africa that man is at um activities that we do like our backs for vets event that focus on heritage of both agriculture our state community our chapter and thing we were fortunate enough and we're able to send to students including Ashley Walker here to Washington DC for free able to go around and see all another part that we focus on is the national after award what that is is a document or application that looks over 15 different events and act Bose has a chapter throughout the year and so it goes in three different major areas building community strength AG and growth years and then five subcategories from each other this last year we recognized a banker's plaque winner for our section which means we're at the PHA chapter intersection and at the state level we were recognized over after Misti we thought that we were done there and then our application went on to the Nationals level for judging and that's where these three behind me recognized national model of excellence finalists so I'm gonna shut up imma let these guys introduce themselves and kind of tell you a little bit more about competition Eric Matt's your Walker you do another update dr.
monoghan it asks us to kind of share a little update about a grant that we and that is surah I'm pure financial I've kind of started out in September we had qualified for the grants I $4,000 or just at Grant what we were using that grant for is something called AG venture land and basically it was something that kind of started with of us in the summer we were kind of some things that we can kind of unity and we attend an event called moose heart AG days ring and moose art AG days draws end third and fourth graders from all over King County from every elementary think of and those numbers have kind of started to go down and when you look at why are those numbers going down it's a lot of times it's kind of backing off on field trips and out of field trips that they take so we kind of came up with an idea what not take pools we came up with this kind of mobile field trip idea and I have some pictures here you Oh fun that that is an example of a university that did it on water obviously we're looking for something that's about agriculture that the main thing that we're looking for though is to make it interactive make it for all ages whether it's elementary kids middle school high school even adults essentially our thought process was is able to take this and out on the road or even in a you know a jewel-osco parking lot and and have families as they buy their groceries or buy whatever they're getting at the store they come in and then they tore a little a little kind of mobile field trip experience in about agriculture at the same time we're wanting to make it obviously hands-on make it kind of game-like experience so we're gonna essentially try to get a trailer that is kind of a construction office type trailer as far as size goes and then completely gut it and kind of build something like that from the ground up yeah that's what the the grant high for we did get the $50,000 and that'll go well obviously along hoping us this school and we know we're gonna have obviously see the funding as well Ezra's owner chapter but this will be a work in progress that we're really excited about to our knowledge we don't know of any other FFA chapter at the local something like this so this is something that will keep us you know as this to talk about while we didn't win first for our goal is to go back next year and achieve first right and I think this will kind of help us set our goals and the expectation just want to kind give you a little update didn't know if you guys any questions for us yeah we were talking about dr.
mana and monoghan about that and the big thing was is that the grant money can't be rolled over and had contracted weeds apply for it Edda Beeston I'm frame with her she was kind and I pitched this idea along some other things but for the best use of funds with a time frame that we have settled you [Applause] so we had a family approached the board last month and same family's been in contact with the middle school level and regarding um child participate in extracurricular event so if around 20 9 2010 this issue came up once before and the policy was reviewed then at that time it's prior corporate the policy gets reviewed again now so back at that time we had a home school student that was looking to play high school baseball high school and we did some research on whoa make sure on HS a guidelines and the IHSA guidelines um they they recommend 50% enrollment booting lunch oh but it's a it's a guideline every school district consent an established C at that time back around 2009 2010 the Board determined that we would stick with what the guideline was for IHSA and part of that was because if we accept um their coursework there's work you still have eligibility requirements for grades and that would mean then we would have to accept the parents grades that were coming in at the time one of the arguments that I made is I thought it was over each of the school district to be looking in and challenging or questioning what's been taught our arm only reaches so far a sim token um as parents they could decide to enroll oh you know when they say well my child's taking this course this this coursework and they're getting an A oh we know that we have expectations with the scope and sequence in the curriculum that's being delivered in our classrooms you know how do we monitor how do we know if that same curriculum is being delivered with it except for taking their word on it and that became kind of a sticky wicket and for that was probably one of the major reasons then I wanted to say well at least 50% of the time who wanted students enrolled and our coursework that we after that policy was put in place and we applied it to both um I i h SI activities and other extracurricular activity following that um there was a time when principal tostone II approached me I was talking to me when he was principal at Prairie Knowles middle school said I really think that we need to be looking at the option of enrolling in the IESA which is the middle school equivalent I just saved and when we looked at their guidelines their guidelines are the same it would recommend that your whole 50 other time excluding lunch um and that's where that's for events that are sanctioned by either I essay or I eat say oh the if there's something that differentiates and we've applied this policy to all athletics and extracurricular activities if there was an extracurricular activity that was sanctioned by either a essay or IHSA then we would need to make sure that all those guidelines however we do have extra activity that fall outside of IHSA say but that's really the discussion for the board at this time do you want to visit that it may be a change or adjust that policy or would you like to reaffirm our policy or word you be clear if we discuss any sort of change white that would be school year I think would change into a year erect I would have to based on the discussion here if there was recommended work on that recommended change isn't for me you and I've already talked about this I think that looking at specifically after-school clubs misfits or other life you only way we can lose neither are you anything governed by a team like this Heys it isn't I think wiggle room it's for after love sa maybe need that support there things guys so it would be up to you you and how many you your family when I followed up his father there was a family who adjusted their enrollment at the high school because they wanted clarify with I think it's a slippery I understand you activities urge them longer you I'll treat it about thinking see hitter you have Oh could you on the rim vision right in you just something to think about right I'd have to do some more research I know in theater we do like interest groups are yeah that goes it's just open there we did have we did have an elementary family contact us um it contacted country elementary originally open did not attend school at all um but they wanted access to the young Rembrandt program after I denied that or not our student are gonna be coming our building and be responsible for them a view and you know like this could be a slippery so they weren't important role anymore like that's a liability issue I think you what is a binary that is a minor or it's something that and then I think it'd end the challenge you know I wouldn't to put a straighter than you know we need harmony tree and that to them okay look like we did how's our response you know rules it's resetting that's here any Matt to our ads I think one horse need to do if we were to move in that direction we'd have to make the revision or I'll see you and then we would list a handbook was very clear but open or participate and I think even wouldn't even have to be both had to give you which ones are governed by those are not going to change you could have a club start in the middle agency staff at night that pretty much middle the year or somebody could feel running club they had enough however that works okay so you yeah since that you thanks bear you right plus we have expectations we have sign if there's clear expectations I understand um though the roles that they're to play when there since you'd have to be in splitting for some period that to me yeah Sherman like the you and as well I will I will circle back with the family gonna blow up with them so I guess I'll start I'll let her command dragon as well as the second consecutive year that Central High School was named to the API only 250 schools only 11 high schools the only two in our region cincher in our school district we had made the a piano role in the past and every year we have to part of the reason why you can make the a piano rule as you're increasing excess ap been in some recent years you know as board you've approved some additions to it could go would offer up ap course because of that we are more students some of those questions um we've also had discussion hmm at the board level that student doesn't necessarily need to only load up on AP courtesan and the stress that that can cause but there's a lot of research that would say at least having access but one ap course during your high school an official from you your create technical school or college so um we're happy to achieve that board this year um that said I think some of our discussions have been that we would like to see um greater student involvement and take the exam you yeah you well that's yeah that's what you because I had to you but still that said it's quite an achievement for the high school oh this is the third time now you or in higher got a result right graduations you fifteen you that would be going up a bid and we expect dad to come back in January you that's killer so I'm bringing back be at least looked at last month a some discussion that we he and another discussion that the recent her in your packet of that was loose [Music] research that dr.
Megan was able to put together reaching up related to their calendar and misters though dr. Nolan said is correct that other Mid Valley districts definitely for the entry-level around trimesters some of the other districts around this lake district 300 um they they're on quarters no desire to move we spoke with them they have no desire they like being there you see the only other people the only other districts and county that follow the quarter system at the element are both Aurora east or west strict three restaurant and it gives you an idea of the dates ends of them further conferences for this year if we would move two trimesters would take some um work because we take adjustments to the the report card element you heard so but would take time able to implant that you have to be working with lady to how they have their scope equine setup DLT as well so if it was our working octave or desired I would still recommend that we need to take if those adjustments but then if that was the board's desire to go in that direction I would expect a 20/20 you use the existing sip daser first theoretically or just push them late a little later we could take that back to the deity to talk a little bit in January but you could realign stuff so that if two two really important numbers you have to have 170 first in the stairs 182 teacher workdays including emergency so beginning November if you move parent-teacher conferences or the week of Thanksgiving in November then you would have to use some days there at that thing and you know for those teachers good days but then because you're losing a half day so instead of xix being the half-day for students it would be and the teacher Institute I do the 20 one possibility that works you Ottavia does Batavia attends on Monday and Tuesday the other districts do not some districts just are closed district gives school improvement day and is there a zero Kristen deal you talk about that as well these you yeah if that discussion was really they wanted to see parent teacher a little bit you guard list yes I wouldn't let a reason to drive into this team you well if you use you you can align your parent different the way the Illinois High School code is worded we have 174 student attendance days that's because we have the two full day we did not have the two full days of printing because we have to move 76 so we need them you we had to see you if those two full diesel conferences don't have to be rather them you do one full day in October in one full day I mean I guess at our elementary level all hours and oh I guess Jhansi you date so if we looked at the Jennifer the twenty three twenty minutes that's already well last remaining is there a way hence that eight-hour day a lot of teachers don't integrity air ensues kids need that conference that's a way to meet Ironman right you yeah what works well and all for the few days combined is their families that cannot make the ever enter a penny of the evening then just I think if you've had said the 2a I think parents would now you Oh lots of the bird would you like me to go back to the LP with various options over student attendance days that week of Thanksgiving yeah and I think we you see miss Kim you we really need these sip days effective that's one thing complain about them you Estela trip you Oh a couple different drafts back guilty will get me let's say to Josie you there was legislation that was passed going away districts before Christmas have to establish a threat assessment committee their district does we already have an emergency in this committee but the work of the threat assessment committee is different it focuses on our getting student violence prevention listing students and staff and then reviewing any of our policies and procedures are related to threat assessment Steve your um the work of this committee will be led mm bar student service department they decided to take that on and I'm happy to announce already that we already have people that are trained at the high school we have many of our efforts over gather a team and we look at the situation that made it to but this is a little bit more of a the rules right Oh chief so um only State Board of Education filed emergency rules governor Pritzker then followed up on that that became effective in November 20th it was all over the news during the use of a restraint of students and then one of the requirements included that we had to report to the state of Illinois any instances within the last three year period where timeout or physical pain had to be used associated though there were five instances that we had to report to the state over the last three year period and every one of those instances of crisis prevention intervention our restraint was used in order to keep this to safe and to protect them from either themselves that was reported to the state her student service and then video to train our staff it Vincent you they're important about that you so as we're into the next school please you I just as well as the you all overall in the district but we gained students as well in different grade levels um some of it is there's some movement around we've been dealing with residency issues so that's where some of the shakeout occurs and then we're also including um our special education out of district students and some of those council you realize they're not included but there's still our students so if we if they were not placed then they would be out of our overall and district so you have to keep that number and you then were reporting our total district enrollment as of October 1st until district Leonard for the planning manager report yeah and a couple items from City Council as well last evening at City Council of the City Council tabled a proposed contract to award a contract to interface studios as the city's consultants who update the city's future land-use plan they're interested in perhaps a working session to dive into some of the details and potential changes to that proposed contract in more detail so we'll be looking to respond to that and probably in the early next year hideaway Lane which was a development project that was previously approved recommended for approval by this board was also approved it also included just and this is something that I think that this board has expressed interest in as well as with some comments about revisiting the plan project modification component of our ordinance and the specific types of benefits that we'd like to see so that some of those comments that you have addressed in the future were echoed there so that might be something we want to consider in our work plan and a resolution that directs city staff and ultimately potentially incorporation the UDC additional protection for trees perhaps identification of heritage trees that would be a category perhaps above landmark trees and an increased amount of protection for those so those are some related actions from City Council last night and from the planning complaining report thank you Planning Commission officers and committees written communications and petitions we have we do have some written communications so please take a look at that now is time for audience participation at this time any members of the audience who wish to address the Planning Commission regarding an item that is not on the agenda this evening you will have up to three minutes to address the Planning Commission so if you are here to address an item that is not on our agenda for this evening please uh please step up to the podium state your name and address for the record and you'll have up to three minutes to address the Planning Commission I know we're gonna be moving forward with the master plan re planning efforts but I'm hoping that in a somewhat shorter timeframe we might be able to incorporate ways for citizens to register those elements of their neighborhoods those natural features that they find particularly significant and important so that they might be on file for the Planning Commission in the planning office to be considered as more developments come forward I don't want to wait three or four years for the master plan process to be finished before I'm able to start advising someone in the city who has to listen to me about gee this is a this is a very old very large oak gee this is a very significant Grove there I see them all over them now and now I'm paranoid so I'm hoping that we can put in place some procedures for registering that sort of thing maybe through the fix-it app you know if if I took a picture of every feature that I found significant and could submit it through the app so that's something I I'm hoping you consider Thanks thank you is there anyone else in the audience who wish to wishes to address the Planning Commission regrets an item that is not on the agenda this evening thanks Jim the Chairman Osteen and planning commission I'm Ken Garber 2387 Hilldale as you know we are in a climate emergency burning natural gas accounts for 27 percent of the city's emissions over half a million tons co2 equivalent emissions a year this gas has burned to heat buildings and any serious attempt to get to zero emissions must tackle this problem we need to fully electrify our buildings across the city we should start with new construction since it makes no sense to install gas furnaces and boilers with useful lives of 30 years along with building envelopes designed around the fossil fuel infrastructure only to rip it all out in ten years in favor of air or ground source heat pump technology just in the last six months for California cities San Jose Berkeley San Luis Obispo and Menlo Park have passed such ordinances a month ago Brookline Massachusetts did it to Brooklands law applies both to new construction into major renovations now I know what you're thinking Michigan's building codes must preempt such a ban maybe but I don't think so several of us have looked carefully and we cannot find any pre-emptive language not in the Michigan Building Code of 2015 and not in the authorizing legislation the still Duras at hail single state construction Act of 1999 this says quote except as otherwise provided in this act this act does not limit or restrict existing powers or authority of governmental subdivisions and this act shall be enforced by governmental subdivisions in the manner prescribed by local law or ordinance Missy Stoltz has already sent this whole questions in city's Attorney's Office but as yet to hear back I'm told it can take months to get an answer maybe mr. frost can take a look at this in the meantime we should draft an ordinance the Klaw is a good starting point I bands fossil fuel infrastructure in new construction and in significant rehabilitation which is carefully defined the law establishes a board of experts to hear and decide waivers and appeals developers here should not still be putting in new fossil fuel infrastructure in 2020 we need to stop the bleeding this is a no-brainer to me cost the city nothing benefits developers in the long run we can't wait until acai finalizes its carbon neutrality plan next March incidentally in my opinion city planning staff should inform all petitioners of the 2030 carbon neutrality target and push fossil fuel free buildings we can't require this yet but let's make it clear that it's our baseline expectation may be mr.
Len dirt and his staff are already doing this but if not I think you should start immediately thanks for considering this and for all your fantastic work Thank You Sara anyone else in the audience who wishes to address the Planning Commission in RIT's an item that is not on the agenda seeing no one will move on to public hearing scheduled for next business meeting we have three public hearings scheduled for the next business meeting on January 7th 2020 if you can believe it the first is the standard at Ann Arbor this is a proposed apartment community with a 10-story structure on the north side and a five-story structure on the remaining portion of a 1.1 acre site located at 425 South Main Street it includes 208 dwelling units ranging from one to four bedroom apartments and to two units proposed to be affordable and 6020 square feet of retail space and a total of 102 off street parking spaces this is a you might know this site is that for the DTE Edison office building on the corner of William and South Main then we have to annex a proposed annexations and zoning by property owners one is at 25 11 proposed 25 11 Newport Road an application to annex a 1.5 acre parcel from Ann Arbor township and zone at r1 a single-family residential in order to access utilities no proposed change was no changes proposed to the current single-family use and 27:31 Newport annexation zoning an application to annex a 1.3 acre parcel between white oak and North maple from Ann Arbor township and so on it r1 a single-family residential again to access utilities and no change of use is proposed this will be a very exciting start to our year come January 7th all right unfinished business is next up and the first item there is sign ordinance amendments for city council approval yeah we don't have a powerpoint presentation because of the text orientation of this but for members of the audience if you didn't grab it we have plenty of copies of the proposed staff report and draft ordinance there I just want to set the stage and I'm gonna turn it over for Chris to Christian for a brief overview of some of the changes from the last time you saw this ordinance but just to frame a couple of reminders in 2015 through the case of Reed versus the town of Gilbert the United States Supreme Court to turn it determined that content-based signage regulations are presumed to be unconstitutional this decision is based on First Amendment precedent of the Constitution which prevents governments from controlling or restricting speech based on its content so the city is undertaken in the process to revise the sign ordinance our sign awareness as our existing ordinance is decades old it has been amended numerous time and likely includes provisions that would not meet this new precedent of the Supreme Court and the test of Reed versus the town of Gilbert so the city has worked with a consultant to develop the majority the draft ordinance since you've last seen its staff has taken that time to make some additional adjustments and incorporate the proposed language of that draft into our UDC format more consistency including consistency with definite existing definitions structure and the like there are also some changes that we're gonna summarize and based on the combination of those changes it is my assertion that this ordinance needs to come back to the Planning Commission for reconsideration based on the level of changes the proposed ordinance that we continue to present to you we believe that will now meet the legal precedent set by the Supreme Court utilizing a content-neutral approach we we do this generally by identifying overall requirements that apply to all signs then regulating by the size and type of signs by zoning district and or use specifically we regulate the signage by the D 1 D 2 and C 1 AR or what we are envisioning to be sort of our core downtown districts by other mixed-use non-residential and special-purpose districts this would be inclusive of districts like the remaining commercial industrial office and the like and then by residential districts based on the number of residential units and/or the non residential you status in those districts that might be a school or a church or another use in a residential non residential use in a residential zoning district the ordinance also attends to address content neutrality and provide an accommodation and limits on temporary science to provide what we believe is an adequacy of free speech opportunities for all property owners in the city so that is the framing of sort of how we got to where we are why it's coming back to you I'm gonna turn it over to Chris to provide an overview of some of those changes and then we can address any questions that you have either before or after the public hearing Thank You mr.
Leonard as you just mentioned that we are moving toward regulation by zoning district in a content-neutral manner this reflects current best practices in response to evolving court decisions and sign regulations some of the amendments are more significant and that's what we're back here at Planning Commission and they are they are as listed in the staff board as the following sign area calculation and height is formatted and clarified in code and separated from the table of sign types eliminating marquee signs the existing marquee signs are now non-conforming a new reviews would fall under awning requirements we're eliminating three square foot wall signs in the one and two family residential districts reducing the maximum size of wall signs for three family units and greater from 12 square feet down to 6 square feet and listening exceptions for signs requiring a sign permit under section 5.2 9.2 signed permits which is listed to code some other things that came up during our review our questions and comparisons for the UDC sign ordinance amendments which are proposed for outdoor lighting regulations and by our environmental and Planning Commission and the two sets of amendments comparing the the sign code and the lighting code or a light trespass both the sign ordinance and outdoor lighting ordinance identify a limit of point 1 foot candle for light trespass near residential property the sign ordinance restricts by residentially zoned property and outdoor lighting proposal restricts by residential e used property we can go into that further if you have questions the sign ordinance does not limit to limit to non residential zone properties the proposed outdoor lighting ordinance that's a point 2 foot candle limit in such circumstances full cutoff fixtures are required under the sign ordinance and the proposed outdoor lighting ordinance the sign ordinance limits the electronic signs to 5000 nits during the daytime and 100 nits at night so we're using the nits and measuring unit both the sign ordinance and the proposed outdoor lighting ordinance limit illumination while property activities are closed the revision suggested at the last Planning Commission review included limiting illumination based on when the business that the sign advertised was closed this has been revised to a slightly broader content-neutral approach that looks at whether all businesses on the lot are now closed in City staffs with not historically received complaints from light trespass from non-residential e zoned or used properties so staff anticipates the proposed lighting ordinance to address this issue or the sign ordinance can be amended in the future what you have also in the staff report is a chart that's what's listing out by zoning district and that's a big change from what was previously done but what the current sign code is and what the proposed sign code will now what we're proposing if approved I'm not going to go through the whole chart but I'm happy to go through it if you have questions during our meeting and I'm open to any questions you may have thank you at this time I'd like to open up the public hearing on this item members of the audience can address the Planning Commission for up to three minutes please come up to the podium state your name and address for the record and you will have three minutes to address the Planning Commission hi I'm Sally we address is 92 Pauline Boulevard professor of astronomy and also leader of the Michigan dark skies community organization I just wanted to say that a couple members from our group are here and we are very excited because this is going to be one of the first big steps for controlling light pollution in our community I really want to thank commissioners Mills and Commissioner Briggs for their help with this and just hearing what we have what you've just described on the differences between the sign ordinance and the lighting ordinance that one of them was based on limiting light trespass based on residentially zoned property versus residential II used property it might be desirable for you to think about making those two things consistent that was the first thing the first time that I actually had taken note of that so thank you for pointing that out so thank you very much thank you good evening my name is Jeff Renton RUC hten from 101 I know for brawn and just wanted to as a member of the Michigan darts guys wanted to address the Commission and thank them for their support of dark sky initiatives thank you I Karen white 2790 Cranbrook I'm here in two capacities as a supporter of the dark skies initiative because I've been working at the Detroit Observatory for a number of years now and I know what it's like to try to observe the skies in our community at night using telescopes so you don't even have to be an astronomer to know that there's too much light pollution and in my second capacity as just a private citizen I would love to be able to share with my family some of the things that should be able to be seen in the dark sky and currently are not when you're in Indian harbour and you have to go quite a ways out of town so I encourage you and applaud you for taking this on and I please hope he will torque down ever more thank you so much thank you 5:06 Kingsley and I'm pleased to hear be here I just wanna briefly say because we've been involved in the monitoring planning and development for for quite a while we think that the efforts made for a community outreach particularly Brett and his staff and Chris have been a significant improvement so we're really pleased about that I sent you a letter sent you an email that sort of outlines a series of questions and some recommendations but I'm not going to go through all that I just want to basically say that the primary concern here is one of a process and I want you to understand what it takes this is a complicated document when it gets down to the details of the signs in regards to residential neighborhoods and basically our process first of all we were living in a historic district and we're very very tuned designs in fact we probably report more signed violations and many other people including one just just recently so we're very sensitive to this we're also very supportive of the statement do you make in terms of the avoidance of nyssa nuisance light conditions it says the city finds that due to the concentration of people and activities within the city there is a potential for blight physical clutter excess light noise and visual clutter and we totally totally agree with that the problem is we've been involved in trying to get input this for several years when the sign ordinance revision first you know started and we've been in contact with Chris quite frequently so the last iteration of this was August the first before this so we were a contact with Chris to try to find out when this hearing was going to take place and we found out maybe two weeks ago is going to be tonight so we convened our board last Wednesday night to go over what was then the most current one and that was the August sign ordinance and we came up and that was the basis for that letter but then we found out that the latest iteration wasn't going to be available to Friday afternoon in fact we found out at about 4:30 what the latest one was and so we scrambled over the weekend to try to read and understand and that was the basis for that letter just keep in mind that in our opinion there should be a far more time for neighborhood groups in particular to sort of understand a complicated ordinance like this it's not just you read it and we respond we have to read it we have to meet we have to think and then respond so we're hoping that this process can change in the future there are a number of other concerns that I have mentioned and I guess the most important of which is temporary sign ordinance which we feel is basically unenforceable the way it's structured but my wife my time is nearly up and my wife Chris will sort of take over from here thank you thank you hi I'm Chris Crocker impressive the Old Fourth Ward Association if there's a neighborhood that's impacted by temporary signs it's ours we are the neighborhood just north of campus and we have signed pollution there are some landlords that are particularly egregious about their use of signs there's one in particular who routinely has as many as 8 to 10 signs temporary supposedly temporary signs except they're there all the time she already has signs posted for fall rentals for next year this is just unacceptable and to put the burden on the neighbors who care about the neighborhood those of us who have lived there for decades to constantly report it that is also unacceptable we really need something in this ordinance to deal with a sign pollution it's not enough just to limit the size of permanent signs and then allow landlords to have anywhere from 8 to 10 temporary signs posted all over they're unkempt lawns because they never take care of the lawns not a blade of grass is planted not a flower not a shrub nothing it is just sign pollution and I will I can tell you privately who some of those offenders are but we have dealt with banner signs that are illegal and lots of signs that have been permanent we've gotten them taken down we've been doing this for the whole time we've lived in the neighborhood and we really would like some relief from this burden and we hope that you can do this by making giving this sign ordinance some real teeth our neighborhood is probably more effective than any other residential area because we are so close to campus and it's mostly rental and the landlord's want to make money and so I probably think if they put 8 to 10 signs on their front lawn they're gonna make money and but to have signs at this time of the year advertising availability of apartments for the fall of 220 is just outlandish it's not necessary so we really need your assistance to address this problem along with others we want you to really take a hard look at this grandfathering because already some of the signs that are posted are pretty awful that there's there's one new manager in town that has a permanent sign on the house and then another huge sign strung up between the pillars of the of the porch totally unnecessary anymore if students can get or any renter get the the contact information they contact landlords online so thank you and thanks for all your work thank you is there anyone else in the audience who wishes to address the Planning Commission where it's this item seeing no one I will close the public hearing and read the motion the in Arbor City Planning Commission hereby recommends that the mayor and city council approve amendments to chapter 55 unified development code section 5.2 for move by Commissioner Mills seconded by Commissioner woods we are in discussion well you're getting started with your comments I'd like to propose a couple of amendments actually to the draft you have I think they're fairly minor and as usual I apologize I'm noticing I don't have page numbers here for you the first amendment is under temporary signs so if you go to section 5.2 4.7 temporary signs then sub a sub 3 it's the title on the top of that page is temporary freestanding signs under the exceptions of B there's a reference in the final the final line of unlimited sign that that the requirements sign is subject to the placement requirements in counts for the maximum sign area for freestanding signs provided in table 5.2 four point four - four that should be five point two four - five that was a we had added another table in this draft and failed to include update that reference so I proposed that change for the version you consider and then additionally when you go to section three of their proposed our section two of the proposed UDC ordinance which is where you get into the signed permit section the title of that page says section two that section of five point two nine point two it includes a signed permit sub C display a street address this was this is language that originally we held over from our current code essentially it's a check that you couldn't be eligible for a sign permit at a property unless you had adequately displayed the actual address of the property for a wayfinding in public safety however independently of the zoning ordinance chapter two of our city code requires that of all properties that an address not be provided so I don't I think it's duplicative to included here in the UDC and I was just striking item C would those be friendly amendments commissioner mills and woods all right we are in discussion mr.
Mill's leave it to the person without much of a voice to start so I'll be short the first thing is about the lighting effectively I want to have a little bit of a discussion I appreciate you doing that comparison and I agree that there's a lot of places where they match you note that the lighting ordinance so the lighting ordinance or I'm sorry the sign ordinance now is law is based on district rather than use so it doesn't make a difference what kind how the building is used in a particular district we allow residential properties in many of our districts it's it's a sign to the disk to the disk that right correct so in that way in moving either in moving towards a light trespass threshold that is based on a district there's likely going to be that's less restrictive generally like there's going to be a little bit more more trespass because there are a whole lot of properties in residential ii used properties in non-residential districts is that is that a fair associates traffic now the the most protective trespass provision would be where you have residentially zoned property with the presumption that that is always going to be residential ii used except for very few circumstances it doesn't afford the same protection to a residential use property in a non residential zone similarly that property could be used for a lot of different uses other than residential as well and so you're right that it is impacting residential uses potentially differently with the if there's a rationale for it is that a residential use within a commercial or mixed use district is of a different character than a district that might only restrict to residential use this solely generally speaking within the UDC the unified development code that's our zoning ordinance how common is it to set standards based on use like for example the screening like the vegetative buffers that kind of things that we have how much of it is based on the use versus the district that it's in I'd have to spend some time sort of inventory in those provisions I've I think we have instances of both but I don't know if one is more prevalent than others from my perspective for for the purposes of this because this entire ordinance is based on a district I don't necessarily want to change that on the fly but I think that this is something that we might want to have a conversation about when the lighting ordinance comes before us again in what I just heard was that there would be less cross cross property light pollution if we if we set that trespass based on the use of the property rather than the kind of district in which it's in again because of this ordinance that the sign ordinance that's before us tonight everything is set up based on the district I think that makes sense for tonight but I don't I wouldn't want to I might want to revisit that in the future I'm just I want to put that do you have any admission here do you have any initial thoughts how you would consider a mixed use property like say you had a retail space with residential above I think if it's if it's on the very same property like that then that counts as a a good question and I think this is something that we can't we talk to bottle it and this is why when that comes back I think we should yeah so I think I think that might be a rationale to keep it as a zoning district designation but that would be the kind of question we'd want to understand okay a lot more people who have more of a voice talk about that a little bit more I just wanted to get it out there and the other thing that I wanted to ask some questions on tonight I appreciate the kind of comparison it there is as if I'm reading this correctly there is a substantive change from August until now in that in those one and two family residential districts were actually reducing the amount of signage overall that's allowed is that correct yeah a change from the sort of the evolution of that change from the from the current sign ordinance we have a provision that allows a sign on such properties restricted to the address and the names of the occupants that is obviously a very content specific regulation our initial draft that we presented to you earlier this year record forwards that opportunity to maintain a sign on those properties talking from a staff perspective and sort of the character of such uses we now are recommending that sort of approaching that from a different lens we provide addresses and in fact require addressing for properties that accommodates similarly what was previously provided and now are reducing as you said what was previously provided as a up to a three square foot permanent sign now we're not proposing any such provision of permanent signs for a single and two family residential got it but there is there is what that page will the first edit that you had us make we are allowing for an unlimited a temporary sign that's for unlimited amount of time which can you help explain to the average person how that is different than a permanent sign and by saying that it's freestanding like just the way that I'm reading this now is that we know that in the Old Fourth Ward and in other areas around campus where there are single-family homes that are rented out right or duplexes that are rented out it's very common to have a sign a wall-mounted sign that is permanent I you know every we would all see them as permanent on the house is this saying now that they can do that but it has to be freestanding and like is that better yeah that would have to be a free-standing sign to invoke that unlimited duration potential got it so all of those so long as these the districts that we're talking about our our one in our two districts or single or to family uses in residential districts or single or to family uses in a resident in an r3 district our for district then they would have to they would not be allowed to have a sign on their building permanent wall so a permanent wall sign on their building correct they could have a temporary one there could be up for two months and then taken down for 30 days and put back up for two months correct got it and can you talk through one the enforcement of that and to what's the rationale for allowing also like again the definition of a unlimited temporary freestanding sign so enforcement for sure will be challenging although right now we have a lot of provisions for temporary signage is a Content specific that have that are equally difficult to enforce we like anything we tend to be complaint driven you know I think you I forwarded responses to that we had received a question about that I don't profess that this is easy or automatic we would have to ultimately document that something is exceeding that duration of enforcement and remind me again of your second question the rationale between behind having something that's identified as a temporary sign with an unlimited duration oh yeah by restricting particularly by restricting single-family properties and duplex properties from having a permanent sign we with any content neutrality keep in mind we're I'm trying to find a physical regulation based on a geography or zones we no longer are distinguishing that a real estate sign is regulated different from a political sign and we think that a balance of free speech available to all property owners is important and we think that this is a relatively unobtrusive way to accommodate that if you for example whether say you had a sign that says this house supports immigrants and refugees that we are providing some opportunity for you as a sing in this case a single family property owner to have at least a small portion of unlimited display of some message that we are somewhat oblivious to as to what its content is and that's in a temporary fashion which means it can't be lit it has to be under the certain size and other restrictions how dit thinks and there's one more question cuz I did read the some of the letters that came in and the one was about the signs it effectively entrances into subdivisions where it says you're entering whatever estates or whatever so would this then how does this apply to those subdivisions yeah right now we provide an additional sign for multifamily when it is over five units I believe looking for acknowledgment of a permanent sign so for large residential developments you would get a additional fifty square foot freestanding sign so we are limiting such occurrence to a multi-family only to large multifamily for a single-family development such as that would likely not meet that test would not be eligible for a monument sign I'm okay with that but I just want to make sure that we know that now that would be a change that and again the the signs out there for the single-family developments I can't I can't think of one but I can only think of from my hometown because you don't see them downtown right it's more on the periphery kind of the suburban design those are not those would be non-conforming and they're okay until it be subject to all the non-conforming requirements of maintenance if they were ever wholly removed they wouldn't could not be reestablished got it thank you and got it kami sure so they the question like billboards marquee grandfathered in signs as it relates to regulating content so it says that the boards are no longer allowed but right and so but those are changing so if I look at the proposed sign ordinance on an off premises science no longer regulated separately previously approved billboards may remain no new billboards signs of over two hundred square feet so in context like that the content is still changing allowed on that physical billboard yes so is that the same for marquee signs and other sorts of signs that the content within the physical sign area may be changed like where's that line of modification of a grandfathered sign yeah in the marquees certainly we have a lot of it we have the marquees that we have do you have existing changeable copy the changeable copy of those would continue to be able to be changed I just want to go to the night before maybe something more substantial yeah like if you had to if there was like a hand-painted antique marquee you could paint a new name on it or a new message on it can you think of a hand-painted marquee that we have kimly McKinley marquee McKinley building canopy well to be clear awning and canopy signs are still allowed so you could you could totally redo an awning or canopy sign we're thinking more about the marquees like you got the missions likewise at the State Theater like we used to define those differently when you compare them to our actual awning and canopy they are signs on a projection from the building so what would be the beer drive-through or the west gate or the Arbor land or Morgan and York they'd be Morgan New York would be a free-standing sign okay beer Depot would be a free-standing sign how are those changes for so those are those would be not those are non-conforming signs if they were they can be maintained but if they were to be reconstructed they would have to meet the requirements of size setback from the property line depending on their high I guess it goes like in because the Billboard we know is a changeable sign versus another kind of non-conforming sign that you might change the content of so I guess that's the question of knowing the type of sign for changeable change ability and grandfathered in and how that's regulated or looked at so clear is so I want to understand the question so a distinction between being able to change the the content of a non-conforming billboard versus if Morgan and York became leases yes leases beer emporium yes okay so shall be maintained and repaired in the same four pant Foreman type can't change it to another non-conforming sign shall have any change made in the sign structure you can't make any change to shape type design or mechanical equipment shall be any change there was a different type of greater illumination I think I think it's there on 5.29 point to be no permit is required for changing the changeable copy of the sign unless the changeable copy is being replaced with a permanent sign yeah I guess that's a question of what I would want to go through a couple scenarios like examples to make sure works but I'm sure I do think that you could replace the sign however if you were to change the shape or or make it brighter then you would likely not be allowed to do that right I just seem like billboards were a very obvious thing that they're now restricted but the ones that exist are completely changeable yeah but I think you're also know I think that's true and we could work on some clarity to make sure that that is clear I'm just trying to I'm also trying to reconcile some of the the particular examples you're talking about I know also might have had variances in the past I'm sure also thinking recently for example arborlon wanted to change then that also required a variance because it didn't meet this exception wait those to be clear we have that appeal process built-in if somebody can't meet this in any circumstance but I understand what you're saying and that I guess I'd want to I would I could spend some more time with some scenarios just in maybe bring you back some examples of how it would apply in some of those circumstances as sort of cases yeah I guess that was just because billboards seem like a very obvious changeable copy in a grandfathered in condition where that might play out and other types of signage and the grandfathering in the clause because that seems obvious in the billboard but then I don't know how it trickles through everything else so that was kind of something that I think would help I think I'm light trespass like generally my position of the sign ordinance here now is that this is making progress and the progress will need to be you know tweaked and amended in the future as well but working from a Content regulated sign ordinance to something that is content-neutral for things like the residential zone versus residential use they say we start at zone as we see conditions and maybe it's the same with this content you know billboards versus something else that we start to move the needle by setting kind of a new format generally so I appreciate this coming back and trying to clean it up and get clarity generally Thank You Commissioner Briggs the lighting issue with the zones rather than uses I I think it's perhaps you know still appropriate for us to be using those zones with her relationship to the signs but certainly with outdoor lighting proposal I think it's I would hope that we could continue with the residential use there I think that it is more pertinent in that case to have us thinking about uses especially as we are moving our city in general thinking about having more mixed-use properties across the city and I think it's important to be thinking about light trespass everywhere that people live not just in a residential zone so that in terms of some of the questions that got brought up in terms of the Old Fourth Ward Chris do you mind I know that there are some answers that came out to us I don't know how much those were conveyed in advanced Old Fourth Ward if that's useful to go through those answers publicly right now I don't have a copy of their responses but I do know that we had crafted them and sent them out kind of later today so to the public but if you've got them I I don't mind if they're shared publicly mr.
