Sean Carroll County for telling us what we need why on my board thank you favorite mooching around here I'm all right [Music] so much that group that was here in school that was really transitioned one year second year because of the resiliency both teachers in their passion they've come through I'm just proud again and it just blows me away to say again this sentence was a distinction you all heard those negative word we had slide from working where they're talking about the literacy books and they're coming from the teachers on the shelf and they do it eagle um you know the national average that was about four miles and did you spend and it just happens and I know what he was saying before I hope together we work together to resources in this agenda I've given you is a statement at the end that's a pretty work Connecticut Elsevier decoration very much issue resources the Alliance school districts and as an alliance district preschool experience bilingual services reading and math intervention science materials certificate services and our trustees who have sustained growth net for Texas Education discovered that says God and our people with that I get calls from the other school principals I mean I've got see stuff from Chris detected in the analysis across the state I wanted to serve we go I'm on it and yet they step up they haven't achieved so when we go forward with a budget this year we'll be talking about celebrating this and people will turn around and say you know has good sense if you need this money just think do whatever you want it's whatever what we have in these schools of distinction to the board meeting and also the Hartford forget to give them a certificate because we really you wanna use the names no stash when you're doing that unit of these today in Hartford is Tuesday April 22nd I think I'm very good say that when you talk with some interest rates this is pretty important to get a good representation up there we'll have our kids up there that's what the dissection those would be a spec school of knowledge primary exhausted school career playing school austin avenue and standard school and a is or there's a school distinction I got a from reporter saying oh I see there's a problem with the finding math teachers and we were fortunate last year we were looking at a program [Music] sure so tomorrow evening we have you know launching our partnership with NYU with a very high school at six o'clock there we will have will be representatives from NYU speaking to the partnership the partnership allows us to party partner with the University University of go out and recruit things who have a bachelor's degree and are considering a career in education the program is an online master's degree program however staff faculty from NYU they work with the students and help them go through a one year professional development program given our commitments equity culture confidence in anyways we are aligned with the values that but has it's really a partnership the tuition is it comes at a cost however in what you is working with anyone who's interested in domestic degree they market identified scholarships and grants to help subsidize the tuition successfully after that the candidates have the program they are in of course apply for a position anywhere but as part of the partnership it will be in our school community working as mentees members are certified teachers and so across this part of the community we will be recruiting regionally and throughout the state of Connecticut in hope that at the end of the program they will stay near Denver and so in many ways we are seen as an opportunity to try and land more networks candidates and also help us to build is and so we are starting at the secondary levels at the secondary focus program so we're starting specifically and very high school supplies of smartness will be a one it won't be a successful business named partnership in one who need to know we were West huh connections this is just another branch going out I mean second career folks do that in different mindset giving the science mathematics [Music] and just as some context to the point [Music] is a program called the UFC teaching fellows to Maxim I worked in the OCD I found a lot of successful teachers from that program the person who's actually leaning in my view ever or president and designer above the teaching post or giving the OSI and so she's had a lot of success with a second career like locusts and you know the area this partnership here in florida new york and number school are we're actually there personally so they're excited about the partnership typically comes as a significant cost the district to partner Sal worked his magic minutes at no cost for us we just have to commit to bring them in our assessment district because people substitutes [Music] however they do want an informational said make sense I'd love to go to my 22 tenth year but we looked at those new students that came in and we did some number crunching and we're good all had almost acquitted out to the wedding that would we need at least two realizing five five million dollars which [Music] I did seven great story it's reasonable and commissioning was down and talked with him he certainly got and we're going to presented soon as well the odds of that when I asked you Randy when your acceleration on orbits that they was [Music] also if you look at the attachment when we had the mayor legislated and the commission of high schoolers talked about presentation we gave them this member delegation emergency assistance I've added something to it city today in light of last night's meeting I'm living that should have a page last page okay number three it reads the district request assistant with the lease costs and building which are required to the short term and short term of accommodated media questions since it's impossible to instruct any project to accommodate rejected wrong the ignition is further if appropriate for permission permit a lease purchase agreement which would be health of the state reimbursement to accommodate account rejected so if you go through our facilities today and you decide you wanted to set a bill and least something when we approach this about seven eight or nine years ago it was a dead no get argue here that there's a need the state wants to step up and find the building that we think would work instead of going from the ground up then they from going to release it or purchase it and then reimburse gentlemen gamma-ray burst as real estate a chance so today Antonio mackerel right away this is what we're going up to the legislators and maybe their relationship next Thursday and we'll be talking about this and then again [Music] probations public airing tomorrow you know I got the education agenda in fact I think I sentence you know felt my sending out annually the seed of kids and the appropriation committee and the Education Agency their eyes gardens highest priority which wasn't even get through system school districts leadership is working here focus I don't know appropriation [Music] yes some of you may see on that today The Associated Press picked up an article about refugees you talk about the samurai action the Office of Civil Rights may conduct an investigation over the last several months into whether or not you buy - a total 90 for transgender students to be competing against our gross track athletes and whether or not their competition in those arenas as their product growth and access to Title I that this meaning scholarships trophies or words and one of the students involved is in her high school student we actually say from The Associated Press article that it has been said that the district Aaron three have been named in a federal lawsuit one of them will be our district we have not received service yet of that complaint but expect that it's coming and velocity sues the sto that Miss yep going to get initial a state association foetidus just for their rules that buy-in nice work and also these three other words of education we had pencil represent English throughout the OCR anticipation that will continue they just wanted to also be aware that and I suspect that service with it huh be able to bring information to publication strategy and do we collaborate again to district says to gravity yes in fact option even misrepresenting all additionally it's all created district and also yeah so they her economies of scale and solicits fun and it really I think was the origin we adjusted it would've mentioned it not to care this is just more of a general update I'm excited to share with everyone over here mark mentioned the notion of a trip to Nashville personal numbers and I might explain a little develop that was that is in considering that I think just just prior to the Washington over mean a presentation about college career clusters and pathways to remember these documentaries wasn't even a long presentation about the importance of preparing our graduates attend explain that some of the culture to graduate worked at that it's happening and the timeliness of us looking for space in the community and what that stasis the power when you utilize that space so we do have a small group that were able to put together our representative to travel to the head of the Nashville they do post other school districts twice a year us in the fall in the spring so mark about their background will be attending teaching 20 from the chamber Congress dr.

wife rich and say is that how you spell it oh yes and so kudos to them and I just want to echo mr. Griese Haber's CTE is the place you want to be and so congratulations for CTE February thank you anything else yeah echo misfire sink boat well done on the CTE and I'm excited for those programs and what we have to come by I hear there was a few extra needle sticks on some important people but but that's just because he's a little stubborn and he needed a little extra help appreciate you on that let's go ahead and move on we'll move on to f1 all right motion approved consent agenda items as presented motion made by G and Leonard seconded by mr. Pritchard and motion carries thank you just go ahead and move on down to g1 recommendation for over going to h1 all right h1 policy governance board monitoring of adopted policy section 9 and this is let's see here section 9.0 and through 9.2 for dr.

Tsao diamond in high school was to be do as a center coordinator it's also in charge of our history the state gives us money for college and careers with CTE and that is a grant that basically leads to some of this and also probably better some other grant funding myself I'm going and it's going up on the board so the recent mine so chosen is because in order to transform what our learning our learning systems look like Frank and really transform that need everybody to be important to have much painful that is so that much folks are you know we can't begin a receivable of steering committee 2020 task we need all these views but we have folks who are educating the division that where the used include go and what we want to look like then they will see things differently and say I try try to find some things last night about using a new penis space differently in buildings in town that could be used to come and repurpose for educational purposes and so I'm hoping that those Tripathi folks who are firmly out other other town committees to be to spark ideas into collaborative the school district not only that this mission forward together exhibit it doesn't happen by sharing these ideas alone in isolation with other educators involves business community partnerships and involves computation in finance folks and our mayor leadership in our solution and so I'm hoping that we build a vision together we share with that but it's amazing it is a national model and as I finally articulated visit dizzy visit visiting many of the different pathway high schools that are part of the Nashville International metro area and in the arriving March 9th through 11th is the actual main conference there is one evening prior to that conference on March 8th that a couple of us will be attending there some additional three conference activity related to this that is our educator focus as opposed to nice to know there are career exploration pieces and what was the other evening Freshman Seminar how to set up the Freshman Seminar for exploration I get students to understand how to select pathways get excited about those so we are going down there to learn from this national model and the other piece that sort of kind of parallel with this that was happening at the same time ELISA and I were attending another conference from the nc3 T which is the National Centre College in Piraeus the state of Connecticut has partnered with this group with the intention of helping immediately metagaming schools infinity school systems to bolster their forgiveness areas so these history was wanted to provide technical assistance to the state of Connecticut to get this going it was a partnership with some situation possibilities that we spoke about and under trying to hear high schools and easy is the career and pathways sample occupations and programs of cinema Albirex tons of possible career pathways just a couple - where appetite we have construction pathways insurance securities investment pathways natural resource pathways biotechnology system pathways our structural technical system pathways manufacturing pathways may go on another and so the idea is to graduate students from high school high school degree they're prepared for college but they're also lead with industry recognized credentials and areas that they have explored to give them as a background on 21st century jobs that are in demand and also to give them a leg up as they go off to college or into the workforce they have these days I am going to forward suddenly new board members since the changeover to both presentation some of the videos that talk about the caddies are because there's a great little wonderful I'll give you a sense of what these things look like but we're very excited that Garrick Utley back to the NC treaty so in these communications they mentioned that they would be sponsoring a couple of school districts to partner with to provide specific school-based technical assistance so there's even the state and they also want to come okay so Astoria so listen s to these folks and as you referred to by and we were selected so we part of October 20 2014 accolade systems Institute and we have more details with details to be forthcoming but basically they'll provide technical assistance to us to help us look at the assets that we have worship them and what we're able to do to create some pathways to get that process going a great example would be are seeing a part of the High School which is one of the conspirators high school and I see an 80-degree they're ready to go they delay their and treat the high school they have this evening to pick them up if they want their college in high school right if you want to play that you can work all their art in college it also looks better on an application or there might work they're trying to get it to get out there you should contact hours already set so there's that these are all advantages and opportunities that we can give our students and we get very creative with our space Academy that was on paper and space that we're looking at those things differently informed by this visit the conversation about this affidavit was definitely us in this case this is a joke five years request before quite a challenge of that except their number of even no resources with them but if you can read the writing on the wall if we do these things just ace knocking on our door and we have an opportunity if they would just let us versus do something and beautiful starts of this it gives us some leverage this is what [Music] that's a great question they're probably you know this had budget how do we how do we you know how to be dream this fit right and look at that it's a national model looks like it's it's amazing it is it's the drink like you call it the journey it was a great question part of our investments these budgets and still having these dreams you know the the short answer is that you can't stop gift up dreaming and for what the vision needs to look like right I always fear I was a little bit of apathy around these budget processes do certain things so we stop trying to do certain things but probably the longer answer is that we have things in place now that it with a little creativity in a little innovation we can move some things around very low-cost redesigns of courses that we currently have on the books and sequence them away bring content and that allows for students who are prepared to to access these certifications with some simple changes so we start small to big steps and we still keep the dream of mine and as we are for space as we're looking at resources and as as businesses in town start to know that we have this vision they may come and approach us with some resources or eight I'm attorney actionability we'd love to do internships with their students the credits that way get creative with our students working in the community prepared and also serving I tell you how many funny businesses around here folks are looking for certain skill sets in different areas that it's a high school but yet necessarily a bachelor's degree better I think jobs so we're going to fill in some of those gaps and support little more forcefully supporting our kids as they travel along in their preparation as well character Dusen that link to make sure i will resend that whole presentation and in the presentation elect in the last line are the links to the videos early academies national you know guess as I'm glad you say I love Nashville we're going to try to a second cohort and for 10 faves pray society yes I think you know Steve Everett sure those are wet tables I sent you we've got some we're looking at some of the policies [Music] yes what distance you know this is remember with yesterday with the state officials and they may have response but revision take it very seriously we've part of the state return what we have to deal with response it how did how did it come through and is that what you correct yes and it came through getting through the issue is over not sure how what it means all these involved as well classrooms are in her school partners Java art directors students numerous acquisitions do their assessment I'm just not sure what they found that just happened yesterday but the students raised the concern that are conservatives material that in this gets scratched paralyzed in release and it Curtis dangerous but the state at first initially said is very very conservative you know to be the assessment as relate to check and well you know that based on whatever I think it was [Music] the Task Force review the moment productions discuss options recommendations with short and long term facilities anywhere me again after that academies Nashville trip in March the policy committee meeting was cancelled to allow time to review the about 300 pages for series 3000 on business and non operational nine structural operations so we will meet on Wednesday March 4th at 6:00 and subsequently on the first Wednesday of each month I did touch these with all my videos I attended as each new gaming website just had their science fair a few weeks ago and they've been there and to view the projects which they had some amazing projects there and there's a video on matters TV once it's generate it was a question about power school and that came up at the concerning about domination late that's I don't know if it's being incorrectly used the number of questions are being used to weep degree instead of the overall percentage of an assignment or an assessment so if there's different number of questions then the weight is different across classrooms are across all of the middle schools I don't know if anyone was aware or that their that has been mentioned we're waiting a different in this cross the department so there could be relax and that's what our Confucianism okay so a parent was saying that across same subjects different teachers different number of questions for the assessment where class work or anything it weights it on that instead of like the overall percentage rate and teachers do that some professional reflects abilities and of course they've been tweens in the categories then there's they have there are some standard assignments everybody has to have an accessible there are some individualized teacher but I'm wondering the question not teacher this down or school system calculation may be looking at a different issue and she was up devastated system this is the weight doesn't match what is outlined in the beginning of dollars and then DHS there's a PTO meeting on Wednesday during our community they are going to be putting I attended ace parents night race sex and as I've been through walk through me it was I was like with a surprise to a lot of parents there you know they also do so the students were there but Wow chuckles and teachers pardon I talked to a couple of teachers and the students they have a they work really hard and they were really appreciative that more vinaigrette come by April 8th is a career day base in the morning and then in the afternoon is a Renaissance Fair June and and June Court is a poultry something happening with poetry and Hatter's market buyers are just about - account but they really are mantou of some of my new was ever grants on there just really very brutally unattended the Park Avenue ptomaine it's my liaison school but it's also my kids schools like most of the activities anyway as usual the PTO board is doing a great job they've crafted is an amazing principal they do a really good job organizing in advance of their PTO meetings because they need to coordinate a Spanish and Portuguese interpreter for all of their PTO meetings or a good chunk of the audience from that people participate and they had both there and the usual number they introduced may his were these two it was just to let you know on the community relations with many people I'm going to reaching out to ask if if February 19th at 6 o'clock would be the time to do [Music] it's so uh what Rachel said Sikes had a joint meeting last night but I just want to because we the last exercise means that every member of informational in nature I'm hoping that as long as things that have to take care of and I was wondering if the 26 immediate six o'clock before regular meeting weekend as a just as I thought for the trip to Nashville come back in the mayor mentioned another joint meeting with the task force's a so the committee started to one of the pieces good for you because make sure you call care to our first day over tomorrow so don't you get emails as a joke we talked about last night reduce the demographic stuff from your work on coasters Nashville trip okay you ought to be in my high school yesterday [Music] so you know I really that was having your head [Music] I'm here to work with you and help support you whatever I can to as to what you I just want us to work together open up don't be pushy let's work together and get what we need to get done okay for our students to animals think okay if there's no other questions Oh dancing I ask anything to put together another arcade on the talk gets to go about doing it and it's going to be a mecca of the full body is confident even a motion to adjourn second jump okay Joe all right

Kellis Thank You mr. president members of the board and members of cabinet this policy is presented to the board for information only as our regular review of work policies administration is not recommending any changes at this point okay any questions on that I just want to know what cabinet thought yeah that's quite on this issue oh sure do you have any slides appreciate that I won all right we're gonna go to a one that's gonna be the revision of the school calendar for the 2019 2020 2020 2021 and 21 22 school years dr. Kelly Thank You mr. president members of the Board of members of cabinet this evening the administration brings to the board the proposal to revise the school calendars for the next three years including the current year the purpose for this is to be able to accommodate eighth grade promotion ceremonies in the past far past promotion ceremonies were held at every school at nine o'clock in the morning at the school site last year we made a change to help students fill the more comfortable with the transition to high school and also to a the large crowds that would come often there a standing-room-only in in the school cafeterias at these promotion ceremonies and we moved the promotional ceremonies to the high school auditoriums for the high school that each elementary student would be attending in other words the school the feeder high schools we got some great reviews I'm great feedback that it was much more comfortable for our guests and that it did indeed allow for a nice transition because the students got to see the high school where they would be attending and also we had a high school administrator give a welcome to the students at those ceremonies in looking at the schedule we can't put them all in the high school at the same time so the schedule was stacked starting I believe that at 7 p.m.
⚗ AI-reconstructed · cite from original above
and then going backwards through the early evening and afternoon until each school could be accommodated at the high schools what happened was that one of the pieces of feedback we got was that some were not able to attend the promotion ceremonies like siblings or other staff members the teachers and because they had to stay with the students at the school while this promotion Cerie ceremony was happening at another location at the high school auditoriums so the request was made to make these this promotion day a half-day which would allow siblings of students who are promoting and staff members who who could join the the students who were promoting to be able to attend and not leave the school or to miss out so for this reason we are asking that may 19th be changed from a full day to a half day just as a note there will still be one or two schools that they still are meeting like 11 o'clock is when their promotion ceremony is just because there are so many schools that feed into that particular high school but they're on a rotation so this year they would be at 11 but the next year they would be to go and attend the ceremony because it would be later in the early afternoon and they wouldn't be held back because of the school schedule so it's the just also another quick note on the calendar for 2020 2021 which is next year there was one other minor revision that is the length of each quarter there was a miscalculation in the number of days so the fourth quarter for k-8 schools previously was well it was May 20th was when the quarter would end and that showed to be erroneously not enough days and so we recalculated that and now it is as accurate so this reflects that change other than that it's just the half-day all the other calendar dates are the same any questions no and I had that same question because I was training to count the days and I'm going wait a minute that doesn't add up right but I'm good now thank you anything else all right I'd entertain a motion I moved the governing board approve the revisions to the 2019 2020 2020 20 21 21 excuse me 20 21 20 22 oh my gosh school years as presented no you know I didn't make the motion motion made by Tracy storey sink Bell seconded by John Densmore vote that's rough it's a mouthful but it passes thank you alright we'll go ahead and move on to action item I to recommendation to approved the theater technician position of the community education department dr.

Phyllis Thank You mr. president members of the board and members of cabinet this evening the administration brings to the board a proposal to approve a position for what is to be titled the theater technician manager so just to give a little bit of explanation of what this position would be responsible for whenever you have a professional venue you have to have somebody who's in charge of all of the lights sound all the equipment any cabling networking the Wi-Fi the IT the lists if there are risers if there are riggings any o any and all of the equipment related to the operation of a show this position has not been needed before because the Vista has not been active as a community venue for local shows for students or for rentals the district has hired services from a third-party provider and/or we have hired staff like to acknowledge mr.

Steve Pierce for example who is an assistant principal value Vesta he has done a lot of those evening events so as now this wonderful facility is waking up and we anticipate over 300 days during the year at least where this facility will be running and operating for a variety of reasons and it's an it's necessary to bring this position forward for approval this position is not being paid out of Imanol funds it is being paid out of community education funds so there would be no impact on them I know budget you happy to answer any questions about it I'm excited about the opportunity to bring this this forward and appreciate you all the work you've done on bringing the Vista forward and getting us these events I think it's going to have a huge impact on the community and our relationship with them so any questions no I was gonna say the same thing I'm totally jealous at this position this is an awesome position for anybody that is wanting to take that next level of theater management so that mean this is this is a great one to go into I want to thank you dr.

Kellis for our conversation earlier just answering my initial question of the fact that this is not just going to be somebody covering events that are brought to the Vista because since it is full-time I'm thinking well what is this person gonna do all the other days when we don't have an event but mr. Pierce I mean as much as I love seeing him run around and work really hard all these night meetings are events and things for the schools this would give him extra time for his administrative duties and allow it seems like a whole other like job really you know all night long so but it would be helping our our schools and our school events not just the events brought to the Vista so thank you for explaining that and I definitely see mr. president miss Pritchard just to piggyback on that we want our students and anybody who uses that facility to have the very best of service so whether it's a dance concert for our students or for a community dance or any any event this will be a professional who knows the equipment well there will be some professional shows that they will bring their own tech but as experience has shown whenever something goes wrong they expect to have somebody who knows the house and can do some troubleshooting on a moment's notice to your point about our conversation earlier one of the questions you asked is would this person be working full-time or just when there are shows and as I mentioned it would be full-time there are times when the shows will go late into the night and this person would work early in the morning late through the night and early into the morning so there will be some flexibility with the hours and the days based on the the demand but it is nonetheless a full-time position and budget neutral and budget nature yes anything else you meant you mentioned it's gonna be a very busy position you know with the 300 days I'm just wondering do we have a back-up plan for that person whip there I mean that's a lot of work if they get overworked or if they need a vacation or something like that what's still helped out on occasion or mr.

president has Dan's more just like when we have irreplaceable teachers in the classroom we would have to get a substitute okay anything else mr. Pierce isn't applying for this position is he he might be a principal all right I'll go ahead and make a motion to approve the theater technician position for the community education department is presented second motion made by Jay Leonard seconded by mr. Pritchard Garden vote motion passes thank you it's gotten move on to action item I three recommendation for approval of the theater management intern position and can position the community education department dr. Kellis Thank You mr.

president members of the board and members of cabinet this evening administration brings to the board the position of a theater management intern this is intended to be for our high school seniors who have a desire to pursue a career in theater operations and it is not intended that it be one single person throughout the entire year through a year after year rather that multiple students can rotate through this position the reason why it is a paid position and not just a volunteer we know that a lot of students work in the in the theater for the spring musical for example there's a whole tech team that assists with the productions but this person would be working actually working side-by-side with the theater tech manager and learning the the professional side of the theater operations this is a great opportunity for an internship and I believe as I understand would qualify for CTE credits administration asks for approval this permission this position thank you any discussion I'll entertain a motion I move the governing up I moved the governing board approved the theater management intern position for the community education department as presented all second motion made by Tracy's for your sink Bell and seconded by Jalen Hurd vote mr. president while the board is voting I would also just like to provide some additional information that the in the coming days weeks or months we will be also requesting a theater manager and this is the person who would ultimately be in charge of the entire facility working with the public booking the shows addressing any safety concerns basically the one in charge of the whole building right now that job is being handled very well by mr.

Williams and as it grows and becomes a a fully functional facility that person would be needed but not right now we'll wait a little bit longer excellent thank you and that motion passes as well thank you go ahead and move on to agenda item j1 request for future agenda items we have any other okay move on to k1 and that's going to be the executive session so we'll go ahead and go into executive session I'll call for executive session up I'll take them all motion to establish an executive session to be held immediately during this recess of the regular meeting second motion made by J Leonard seconded by Oh Tracy so I think they'll vote and we are in recess thank you you

windows and a full width front porch with tapered square porch posts on brick piers and a pediment inset on the shed porch roof first appears in city directories in 1923 is the home of painter Gustave H Hahn and his wife elf Frida Hans lived in the home until at least 1940 and in 2014 staff approved an application to replace a portion of the rear basement wall the rear window in this application was not affected by that work so this is on the west side of South First Street two houses south of cook Avenue the applicant is seeking HCC approval to convert to basement windows to egress windows one on the north side and one on the rear with molded fiberglass wells so looking at this photo one of the windows is here and I'll show you a better picture it's this one right here and the other window proposed to be made into an egress windows are on the back there's a better view of it these are from the site is it on Monday there are also more photos in the packet that the applicant provided the this is that front window the proposal is to the applicant is trying to create two new bedrooms in the basement and they both they each require their own secondary means of grass which means an egress window you can see that these are simple to pain hopper windows would looks like they have old wood storms on this is the back of the house this staining is because there was a non original aluminum awning that they recently took off that's why it's a discolored underneath it but this is the other back window they somebody poured a patio right up to it with just a little bit strange but it's off it's a similar it's not the exact same window because this Center mutton isn't as wide but it's a similar window proposal is to build one egress window with a well here it that both windows match the width of the existing opening and just bring them deeper that's always the preferred method so that it doesn't change the sort of symmetry that the windows have right now and you can see where it's located here on the side of the house the rear window is doesn't the well doesn't seem to be drawn in here let me see if it's on a different one here it's on this proposed foundation plan here's the one on the side of the house here's the one on the back of the house same thing matches the window width and it just makes it deeper you can see that there are mechanicals here there's laundry and plumbing here and they're gonna put a bathroom where that existing plumbing line is already run the reason they couldn't use this window obviously is because you you can't manage to put a bedroom across the back of the building unless you move the furnace and the water heater and things like that so that's a possible option but staff didn't really think that it was that necessary part of the reason is because there's there's some little specks in there it's your it's the standard fibreglass well that we see a lot of a cover is not proposed part of the reason that this is okay is because the the buildings up on a hill the house and yeah it'll still be visible but it's it's going to be less obtrusive to people walking or driving by because it's up a little bit of a hill then if you were say and eye level or looking down on it there are times when it's certainly not appropriate to put a well a window well this close to the front corner of the house I think that this is pretty unobtrusive and since they're matching the width of the existing window but certainly I'd rather have them put a couple bedrooms in the basement than try to put an addition on the back of the house say so let me get to the standard it's the secretary interior standards that best apply are number two that says the historic character of a property will be retained in preserved the removal of distinctive materials or alteration of feature spaces and spatial relationships that characterize a property will be avoided number nine oops nine does not have a slide but it says that new additions exterior alterations or related new construction shall not destroy historic materials that characterize the property the new works he'll be differentiate from the old and she'll be compatible with massing size scale and architectural features to protect the historic integrity of the property and its environment and number ten says new additions and adjacent or they new construction shall be undertaken in such a manner that if removed in the future the essential form and integrity of the historic property and its environment would be unimpaired from the Secretary of interior's guidelines for windows it's recommended to design and install additional windows on rear or other non character-defining elevations if required by the new use the design should be compatible with the overall design of the building but not duplicate the fenestration pattern of the character defining elevation it's not recommended to introduce a new design that's incompatible with the historic character of the building it's also not recommended to introduce new construction that's visually incompatible or that destroys historic relationships that's more about relationships between the building and others things of nearby houses and structures and garages and fences from the Secretary's guidelines for health and safety it's not recommended to alter damage or destroy character to finding spaces features and finishes while making modifications to a build site to comply with safety codes so really the question at hand here is whether or not this window is a character defining feature of the house and/or if putting in a window well here would be an inappropriate modification to the house the windows that they're proposing to use our Pella clad wood casement egress windows they're 29 inches wide and 47 inch tall and fit in a 30 by 48 rough opening staff believes that the wells are appropriate if the glass is recessed to match the existing window glass and that is a condition in the suggested motion thanks Thank You mr.

[Music] Jr appreciate it I just wanted to present the trip to Peru for the Board of Ed I've talked I'm sorry so yeah I wanted to visit the traffic to prove to the Board of Ed for approval research the trip to Peru and I think would be a great opportunity for the students for a hands-on experience I wanted to explore possibilities other than Europe and something that has more hands-on experiences Peru looks like once-in-a-lifetime opportunity to go so I also provided a packet of information a be willing to answer any questions you may have don't just talk about the insurance yes we are going to have two types of insurance we're gonna have the kurma insurance that the Board of Ed provides for trips national and overseas and also the EF insurance which is the trip cancellation insurance baggage insurance and also medical insurance that covers a myriad of various expenses when you travel abroad that will be mandated and we've done it for the last three or four trips to Spain thankfully nobody has have to use it but I know the fellows are first it has been you know a practice coming prime minister so you know they also have a peace of mind insurance in case of any international event or anything that the truck needs to be moved or delayed a few more etc different so the trip would be it's a little higher than what the kids did for Spain right now Spain was a little bit over 3,100 last year this time it's gonna be three thousand two hundred and eighty if they sign up within the next they have a like an incentive to sign up early because that way they can block the plane tickets their hotel accommodations and everything and that way it kind of seems even though people are gonna pay the same kind of seems like a little better to do a couple hundred dollars a month for the next club something 14 months Dan you know Senor just presented trip three months ago let's go to Peru now give me three thousand bucks so a little bit more than speak I will say to that also that includes lunch so now the kids are gonna be full-time because in the past trips lunch wasn't included this time is included so now breakfast lunch dinner accommodations transportation tickets to all the places that would benefit in the tricks of only person expenses for shopping and so on and the one idea sure we're not including minimum number of students required for the trip to take place I would say I would do about six five six six to ten we'll see since this is the first time and so on about six would be fine my first trip with a Bolton 21 years ago it was with the classic piece of dance I have for students going have to be a thoughts government I already told them I don't know that he was thrilled with the idea but I told him anyway he's worried about my shopping experience I told him I could manage for a week they might repeat your experience would be function like that and how many times you can have a chance to go there school too much a feature on the other cuzco and so on nine days eight nights over school vacation our school vacation I'm asking for the thinnest Thursday first day Thursday Friday hopefully to be back with one day so that they can get back into to rest or so any other questions motion on the floor to through the per trip for 2021 is there any further discussion all those in favor opposed motion to approve the minutes of January 9th 2020 [Applause] we have any discussion opposed abstentions this is also belong to Portman committee reports so the full cab the committee met on the 29th of January to discuss what we the meeting went through the detail all of the items currently on the five-year plan the new town administrators created a form that has creates a lot more detail that you can look at and see what the details are 42 the items on the five year old man so most of the meeting was just simply going through that so we call become familiar with everything both for this coming year as well as the next few years there was no specific discussion of this year's combined list and assigning any priorities for hierarchy to it yet they are meeting on the 19th and I believe that discussion to make a recommendation of sorting this year's Capitol requests getting it for a priori prioritizing it and then submitting it couldn't order so that meant for them to create if I don't except meets the expectations of the budget which will be a lot of cuts yeah so it was discussion of that there was some additional monies in the original in the bonds for the high school project that were not needed or spent at the time of the construction that the are still available through the referendum that was approved by the town to total sum total well not money all that was actually issued for my we don't know what the real breakdown is but that as well as the return money gets us somewhere in the range of six six hundred thousand so some of that 645,000 is money that yeah it's part of the rebate from the state and some of it is available if the town decides to reallocate it to other project or you know anyway i think you would have to go to town be a - we wouldn't we'd have access to somebody that's already been approved to be bounded it would just need a town meeting to reallocate it to other projects and i do believe that they are bringing information forward to our meeting next week right with that information for discussion very detailed bill do and what the rules requirements for pretty allocating money and they also we're asked to go back and determine remaining kappa monies and all of the remaining previous spring so that's something every couple years is done two four four projects that were approved then have some that go for money again that goes to a town beauty for reallocation so we're gonna get a counting of how much thank you curriculum we they're killing didn't meet on february 4th we discussed proposed astronomy new astronomy textbook to replace one that's quite old and out of date and also discussed a possible new grade 9 science textbook to try to bring us forward to the board not sure if you'll be next month but funds for those textbooks should true gotta come out of choice monies thank you finance finance met this morning and while we have our budget discussion we'll go through these numbers in greater detail to be highlighted are some of the transfers that happened in the last month so those are all highlighted on the right hand side of your pages Kristen did you want to go through some so you will see under regular instruction 667 dollars were transferred from building to cover supplies for English language arts that were needed $1,500 from buildings for texts for world language these were replacement text not a new textbook 794 dollars transferred from buildings for text for mathematics again replacement of text and three hundred and twenty-five dollars from buildings for supplies for health and physical education then moving down to Student Support Services we had a transfer to guidance for Naviance software for both the center school which is to ensure that we have planning for our middle school students like we do for secondary and Beyond school planning for high school students we already have Naviance at the high school so it was an ad but it is something that legally were supposed to be doing statutorily and we definitely need to be doing it so we worked a great job working with Naviance to get in price down and now that money was transferred from esy summer school you will see that we have a savings in summer school transportation and currently the state is projecting a reimbursement of twenty five thousand seven hundred eighty dollars for excess cost going on you'll see savings for regarding negative renewal increase for our workers compensation and Liability that we've actualized you'll see there where the transfers came from and you also see a four thousand two hundred and forty four dollar transfer from systems for replacement desktops at Bolton Center school in the office we were there old and we were having a lot of issues and those computers need to be running and operational at all times we have projected savings in paper and copier rental Casal and I are in the process of meeting with various copier companies we own prepare copier it's not doing so well it's it's on its last leg ready to go to copier graveyard but in the meantime we're not paying anything on it so we have some savings there we hope to have new copiers before the end of this year this fiscal year though and then you can see the transfer that was done out of systems for those needed desktops at center school we have projected electricity savings of eleven thousand dollars and the savings on technical high school transportation we have a savings in salaries which is due to staffing changes which we have made mention of throughout the course of this year so far vacancy hires and contract negotiation saving and then we have a current net savings result in insurance changes of $90,000 we currently are anticipating 160 1604 projected balance that we are currently not using that's in savings and then if you go on to the final page you will see well I'm sorry on that other page you will see that we are currently 52% expended and then we are also requesting a transfer request of a total of twenty four thousand two hundred and seventy one dollars to upgrade server equipment and our malware subscription and licensing support specifically transferring 11,400 from fiscal and twelve thousand 871 from school insurance our server has reached its capacity and then summed and we are experiencing technical difficulties because of that our malware license and servicing will be up in May because it's a may renewal how that particular renewal works and this is malware that I think a lot of districts had including crack over the summer correct improve their malware to a much better product to handle the constant barrage that we are getting to try to infiltrate our systems and they have had about six months with it now and feel very confident in our recommendation to us that have moved to this new malware is exactly what we should do to better protect our district systems so I am respectfully requesting this transfer so that we can get a new server set up possibly over April vacation if we can get it all together in time and then get the new malware on there so that come May we're not renewing with the old one to pay money only such to do one so we'll need a motion yes unless there's any questions the $24,000 transfer that's after the hundred sixty one thousand dollar projected correct it's not already accounted for enough you should have it right there I move to approve the transfers recommended by the superintendent in the January budget status is there any discussion I just like to note that going forward this is how we're going to be reviewing a budget status it was brought to our attention that our policy indicates that we should be approving transfers of any amount and I think it'll help keep us all a little more in touch with how the budget works and how things changed throughout the year so can look forward to doing this monthly but is there any more discussion and if not and all those in favor for making the transfers aye opposed sessions passes unanimously I would also just like to add that we were going to change our format a little bit since the Board of Finance chair is here in this evening in terms of what you are receiving for an update it will include the column with all of the things and outs of transfers and you will also be receiving a memo about you know these transfers that are over the $10,000 so I guess at some point we'll have a conversation about is that really needed anymore or not and I'm fine with it either way you're getting it this time around and then we can act as decide from there so hopefully this will be more informative for the Board of Finance as well I appreciate the additional information it would be public agreed thank you great Personnel Committee did meet to discuss the unaffiliated terms of employment and discuss executive session and later community meeting reports deserve any of this month PTA met this month however their meeting was a little different they didn't you know have their usual back-and-forth what they did was have a speaker or two speakers or other sisters who present in a wonderful presentation mostly about special ed and how their experiences with their own children and some recommendations for parents and members of the community mr.

[Music] I call the Board of Selectmen to order I call the Board of Finance to order okay would everybody join us in the Pledge of Allegiance was I pledge allegiance and to the Republic for which it stands one nation under God with liberty and justice for all so I noticed we have priests and patients you want to go through them budget exposure issue first so we can kind of talk about this year first before we start talking about next year okay so the last time I spoke we presented a budget exposure ranging from a known 730,000 to up to a potential nine hundred ninety five thousand we've had a lot of progress since we last met and we're more confident that our total anticipated exposure is nine hundred and eighty eight thousand seven hundred and thirty nine dollars of those five potential students that we discussed previously as determining that range one has already been out placed two will soon be and we know the costs that are associated with them and two will likely be out placed and we're confident in our estimates for those costs through the end of this school year which brings us to that 988 thousand number within our normal budget management we've had several account under and overruns and that 127 thousand figure that you see is around what likely would have eventually gone back to the town similar to years past but we will likely not see that this year the middle table you see repeats the two hundred thousand we initially froze since then we've deepened our freeze on textbooks supplies and professional development for an additional sixty eight thousand and we've done some work with building principals and we are safe to take fifty two thousand from the student activity fund bringing the total actions taken by the district to combat this to three hundred and twenty one thousand dollars but again not without real cost to students and our goals lastly the table on the right has been updated for you it repeats the hundred and seventy seven thousand from the Board of Education under run last year that we would be thankful to receive back as well as the two hundred and eight thousand special appropriation approved by the Board of Selectmen that we understand is still under review and finally the last row which used to say an additional two hundred and sixty five thousand was potentially needed for the five students still under assessment is now a firmer number at one hundred and fifty four thousand so in some I've condensed and simplified what I've laid out previously but of course I'd like to reiterate to everyone here and everyone listening that the nearly two hundred and seventy thousand that you see in frozen funds is not money that we have found in our budget these are very real things both tangible and intangible that we simply are not going to provide for our regular education students this year so Rosa if we just stay on this so you're saying for this year the total exposure an additional expense or special ed is nine hundred eighty eight thousand dollars yes so then walk us back to the real number that the town has to get so we're nine eighty eight you're putting in yeah walk it down okay so one hundred and seventy seven yeah from the non lab saying be two hundred and eight that we discussed at our last meeting we would normally probably are coming around one hundred and twenty seven thousand in various savings throughout normal district budget management we then froze initially we froze that two hundred thousand dollars since our last meeting we've deepened that freeze for another sixty eight thousand and we have dug into these student activity funds and there are fifty two thousand dollars of which we can use for this so you're looking for the two hundred and eight thousand at the Board of Selectmen has approved but the Board of Finance has not yet fully taken up and then an additional 150 four thousand that's correct that's three sixty two 586 yes how do we know how I mean say you're confident in a number I mean you could have more people move into town so that's just with the student body you have now yes really should just own the this year we're looking at are those three totals supposed to add up to top number no okay okay so I just want to make sure that because they don't lie in totaling up the amount that you need from the town side is 362 yes 360 25580 sistex right yes okay so you know we're getting dangerously close to the 10% of your budget or 1% of the total town budget which would mean we'd have to go to a town meeting and get approval marshal we figure their budget is about for eligible is about 40 million that is eligible for the 10% without the for the paperwork we prepared for the attorney but haven't brought to the attorney haven't heard back from the attorney yet we've got to limitations 10% of the total budget which would be 4.4 million and we're fine on that 10% of the total Board of Ed budget report event budget when there's a vote and 1% of the total budget which we believe includes debt service and capital but we're verifying that that would be 70 million so we could do 700,000 for everything in the town or that so if we have a water at the water tower doesn't isn't covered things like that 700,000 for everybody that's a higher of is that in total special appropriations it's up in total for special appropriation 85,000 that was a transfer thank you so the most we can appropriate without having a town meeting is seven hundred thousand seven hundred five dollars I believe we're not there yet and this is still under ten percent of your budget so so far we're good but if anything else comes up where kind of really but just because we don't have to doesn't mean we shouldn't or won't Oh No yeah I agree I agree if we have to we have to I prefer not even if we're under the limit we may we that is a choice we can make yeah that's the number where you have to send it to accommodate this so but that doesn't mean you shouldn't do it if it's less than that doesn't say you can't or shouldn't I die honestly I don't think we should have town meetings unless we have these rules in place for a reason well then and we're having this meeting where we think we're getting the money from yeah yes yep yep yep if we can't find it within the budget right we're gonna have a problem okay can you talk a little bit about a student activity fund and how you came up with that number what we found what slept over how that whole process works sure we've been discussing this at our Finance Committee meetings for quite some time and there are a number of accounts in there that technically should not be in there that we are gonna be moving over to the general fund and they have balances right now for example there's a we used to run driver's ed out of there and there's $18,000 sitting in there so we're gonna take that counts for library fees and lost the book fees we're gonna be taking that because that should also be in the general fund don't things like that there's about six or seven different accounts and what remains even another step deeper what remains in the activity find it what gets what's left back everything else what did which includes what all the class funds field trips clubs Book Fair Book Fair and eating else is truly stupid too right okay gate receipts are in there that'll be coming out so can we met and we talked about every single line this would be pulling out every single line that we agreed shouldn't be in there eventually yes there's some there's still some commitments from some of those funds that are in there I think they'll all come out how much more will that be above the 58 I'm here you've identified your full run 988 739 you're pretty firm on that number have you are you gonna gain any of the other line items on the left side because your salary is increased by 30,000 every month so if you take your December data you were at 189 if you take your January data it's moved up to 222 if you take the prior November it was 170 so it from 170 to 180 9 to 222 so that line seems to be catching up and closing the gap so if you've identified your top number at 988 and you're still gaining on the salaries and leaves vacancies line that number at the bottom the 360 is going to shrink it could could or is it do we not have any idea of what positions aren't open aren't filled if we identified them the leaves and M if it's going up thirty thousand a month we should have be able to track that a little bit so that number of 360 has got to go down not necessarily should is depends on the salary savings won't necessarily continue growing up there right if people come back from the unpaid leaves or if they can position for example we have the at your Stoney in position at the high school is vacant right now so they're saving money on that every month I'm supposed to film at during the school year before Susan would you anticipate fooling a custodian position during the squeeze we actually did we've been working on it we did and the person moved on so it's taking together okay the numbers like I say go from 118 to 170 to 180 mine at 222 in the last four months that I don't see it dropping off I see it's gonna still gain something there's gonna be some traction I probably will I agree that's a no-no correct so if we appropriated the $380,000 right now we gave it to you there could be 60,000 left on the table somewhere correct I mean they're to be clear there were many many things that could happen between now in the end of the year they help quit both ways savings in overages so I would agree I would not like to the earlier map tonight no I wouldn't appropriate it specific about tonight and speaking of that specific someone from over there talks about a special education those costs could bounce back up again you know you just don't know in terms of a move in or something like that so where we would like to come back in March and report again so you know exactly where we're at well I think we I'd like to be if I want to be for everybody to be apprised monthly turf we can we let me jump maybe get into every little detail but but if I can go back to the student activity fund a few years ago there was an issue in the Student Activity fund not anyone's here's fault or issue or problem but we have since I thought we had that all figured out were which I mean in theory we should have got my point that line item was going through with a fine-tooth comb where we weren't yet one thing wrongs so why are we now finding out that and I'm not saying anybody's doing anything inappropriate but why didn't we know that some funds weren't supposed to be in there no actually that's a very good question and that's one of the reasons we've been focused on this so much at our Finance Committee meeting which by the way I will continue to invite a board a finance member to join us are you gonna join us thank you it would be great to have the continuity the markets are it's a really interesting question because the town controller came to us and we spent a lot of time over the last I want to say in the fall fall months going through the different activities we'd actually cleaned up the activity fund right but there was still a number of activities in there that it would be better handled in the in the general fund than in the Student Activity fund and and the town controller came to us and we walked through them and walked through the logic we spent two full meetings going through though and we made the decision to start running them directly through the general fund some of them had balances that had been rolling that account was clean there was no issue we'd freed up what we could but as we decided to move it into the general fund it's just said what are you gonna do with whatever's left of the balances and there weren't overwhelmingly large balances in there but we decided to clean it up and take it as a one-time to offset this issue that we have and that's the decision we made it wasn't that they were out of control we knew the numbers by account we didn't have this issue that if you remember that we had which was a big total but we couldn't add up the premises and said you don't have all the line you just said you had all the numbers we hand said we don't have all the numbers no we have all the line items what he said was he was holding back certain amounts for certain commitments that were made against some of those accounts and he didn't have those with me tonight he has them oh just did not open tonight sorry that's all he we clear literally we you're gonna give it to us whatever yeah okay yeah no so the Student Activity fund it's actually it's been a very interesting exercise going through every single account and deciding is that something we ought to run every you know let gate receipts is a perfect example that we we had a fund that we would bring in gate receipts if there was a balance up a balance down it would be it would float in and over many years that amount it added up to some amount of money we we could tie it out it was accounting correct but it wasn't money that we had any purpose it should have been just flowing through our general fund and that was one library books was another parking hearten parking in in the high schools another one that's one we talked about who sets what which goes on which side of that we did not decide to that as a policy there's not a not written stone anywhere how it's supposed to be that was a Gatsby 87 cents yeah yeah so there's a Gatsby that we used as our guidance so and that was available years ago when I'm sure as well I sure it was more Gatsby 87 is new to define what it to better define what's in there that there was stuff before that I didn't read as thoroughly as I did 87 for when we met but the reason Gatsby 87 came out was just to make it very very clear what is in what is not in and done it's been a really good exercise mark on to be frank in a very collaborative exercise and so we've we've this was one that was always on our radar screen from bloom Shapiro if you remember that we had to go clean up these accounts and this is going to clean them up so now the Board of Ed and Marcia agree that everything is in line with gets me a tea set would you agree Marcia it is the Great Gatsby yes that we didn't go over this $52,000 number but we did go through every single account and we Joan Ken and I all agreed on the placement we had the rules in front of us and and in the general fund it would normally do that right you would have a budget for your textbooks and you would bring in the fine stuff set that in the budget and that's why that's exactly the logic right that's exactly the logic is it should be a normal budgeting process that we go through that you have income and you have spent them right the this year the balances we're not changing that for that didn't the what's happening in the year right but what we are taking is any balances that had built up over time and applying it to solve this problem it's a one-time benefit it doesn't come back and help us next year sadly well that money does go into your general fund and so I'm expecting that there's a line item in your budget of some revenue you're expecting from that yes well there should there's no that's right no but this is a one-time release of balances and so it certainly is not those Baker Act and going forward we should see in the revenue the parking fees and gate receipts and there will be some offsetting expenses in there as well correct he'll patch in a matching of expenses and revenues at the right time yeah but we will MIT will probably end up having to do that as a budget change within the board of ed budget you know and just there's a plus and a minus right in the line items when it's the right time to do it it just was inopportune kingroot because we hadn't finished the time that the work by the time we did the budget so I want to say this upfront we dance or some budget information in the towns format and you guys did a great job they work really hard they put it all together we're still going through it I'm sure it's a luminous I think it's almost how do you feel about things like the town's budget just this book is 392 pages of supporting documentation the schools don't have anywhere near as that you just don't but I think I think it's good to have as much I think it's good to have more information rather than less I know it's difficult it's not easy you guys did a great job but we did a cursory examination here there are some of the things I would have a question about like in the schools have we shifted to talk about the budget now I didn't know that we were shifting off of the current year and onto the budget cuz they were gonna do a presentation yeah before we do that I have quite an extensive presentation proprietary and then we ought to go through this yep can you explain what is the correlation between the overrun number 988 it change and the three columns are they supposed to add up to that or no so the 998 997 tuition professional services and transportation okay so there was a at the last meeting there was a known amount that we knew about that was that seven hundred and thirty thousand number that was the low end that we knew and then there was two hundred and sixty five sort of hanging out there for students that were sort of in the process of assessment we didn't yet know about now we're a lot firmer on some of those numbers so it's not nine hundred and ninety five but it's nine hundred eighty eight so we're sort of honing in on that number a little bit more yeah so so Harry Harry Harry Harry let me let me see if I can answer it nine eighty eight's the exposure these are how you're covering the exposure for three call rights right so they should add up to the same 988 they do first and third columns don't add to what first and third don't add up to the total yeah and when you render the three of them I'm sorry I just added up the three they add up to nine hundred eighty eight thousand dollars if you have them personally they don't add up what doesn't add up [Music] so what the thought is that the the concept of this chart was you can there's three ways you can solve the problem right you can solve it by cutting things in your own budget by taking freezes or taking through specific actions or by asking the town for money there's only three ways you can go here and so that they are intended to add up if they don't add up it's a it's a mechanic's problem but they add up to 988 but if they don't add up vertically it's a definition there's like tells the story doesn't matter can I do it soon when I just added this up is you take your normal district budget management column you add cool books savings from leaves 1% discount and then additional expenses of Medicaid legal fees and all other variances you come to one hundred and forty eight thousand as I'd like to and this says 327 are we doing this it was different but rather page adds up if you go to this page behind that yeah the number this page if you go with you walk it down the other page the last the last under one on the left-hand column the fifteen thousand six hundred sixty dollars is the number that was on the presentation last month get changed one hundred twenty seven thousand dollars it's correct so what's the fifteen sixteen what's the correct number okay I'm so that number is going to continue to change just yeah we just want understand that we got yes I can't we there was one number the 127 number is correct we just didn't plug in him change the number from the last presentation in all honestly I was just trying to keep you guys with a familiar slide but there was one error and the next time we come it'll probably be different again and I'll make sure that I put it on the flash it 15 660 should be 36 332 minus 3 32 so you identified additional expenses since this was done since last month yes [Music] mostly legal fees I'm sorry I'm the legal fees - what you did is you put a plug of 60,000 in because when I tracked your counting it looks like you just the numbers when I add the total year-to-date to the crude there's a sixty thousand dollar difference it doesn't add a cross it's a sixty thousand you plugged into that number I yeah third I had 30 in extra last month and I added thirty this month and what was the basis of the thirty just like you know you're gonna have it or is that a guesstimate to it that number go awry as well it could depending on how many legal fees we incur okay so it's not based on a monthly thing it's based on a no way I have certain things going cuz it's a $60 another plug it doesn't the encumbrance plus the year-to-date didn't add up to a total number so it's a slight plug we have like some emerging issues that work well do you go we go to our attorneys and ask them hey here's the problem here's the issue what do you think it's gonna cost do you do that don't work with your baby we use the same labor attorney so yeah the last the last column got a wrong note Ruby - yeah it's off by about $400 I don't know why yeah just yeah but the total numbers urgent gets off by four it must be transferred so we're still sure the number is 988 today next month let me report okay anybody have any other questions on this page okay let's go to presentation all right so I have about sixteen slides for you guys and I plan to provide a comprehensive view of our spending plan and rationale I'm going to talk about our key achievements and our budget goals and then discuss each of the primary growth drivers in this particular budget and finally I can highlight projects in our capital improvement plan I want to take a moment to pause here because this slide is not included just to add fluff to the beginning of this presentation this is purposefully here to send a reminder that the Board of Education is elected to oversee that all brookfield students have the necessary resources to complete a 21st century education our sole mission is to advocate for the needs of the district in both policy and budget control so that this can be accomplished furthermore when we construct and adopt a budget as a board it is only with these needs and values in mind yet we're here tonight to present this necessary spending plan so that we might cooperatively aid the Board of Selectmen and the Board of Finance in balancing the needs of our students and families with the needs of and abilities of the rest of the town as a whole for which only you have the best insight looking back at our last school year I want to take the time to highlight just some of the work that has been accomplished by the board and our district leaders given what we're here for tonight it might seem easy to forget that while the budget is the financial statement of our values the work and dedication it takes to run a school district successfully goes far beyond projecting our expenses and we have noteworthy achievements that demonstrate that our funds reflect our priorities at the now nationally ranked Brookfield High School Administrators successfully completed the very time consuming and scrupulously investigative knee ask accreditation process and celebrated many academic improvements including making progress on closing the achievement gap identified in 2015 between our high need and non high needs students whiskey near Middle School saw similar academic achievement improvements in ela they put the New World Language lab to use and 75% or more students in grades 5 & 8 met or exceeded the state standard on the next generation science standards this was the first science test of its kind at the elementary level after years of structural curriculum work for the first time ever parents received a standards aligned report card for math and ela with meaningful data regarding their students progress and feedback so specific deficiencies can be targeted by the teacher and diagnoseable with precision so solutions and intervention can be focused and significant and measurable gains can be made for the district as a whole our English language learners scored the fourth highest in terms of percentage achieving mastery and comparing ourselves to Derby schools our neighboring towns and the state of Connecticut Brookfield scored the highest in terms of growth an average percentage achieved on language assessments what this meant was that direct Pryor investments made to this program allowed 28% of students which is a nine percent increase compared to the year before to successfully exit our English Learner program and that's not all in addition to the many technological and human resource advancements that help our more than 2,600 students and more than 400 teachers and staff members the board and administration team have overseen the maintenance of our facilities those improvements include a new BHS generator auditorium HVAC system and the boys locker room project at the high school as well as specs for a new generator at the middle school the board also updated over 40 policies relating to just 1c and has remained intimately involved with the new school project for which we have received a communications award from the Connecticut Association of Boards of Education in order to maintain class sizes within board guidelines while adjusting staffing patterns to reflect changes in enrollment and achievement efficiencies we will need to fund one additional full-time kindergarten teacher two additional full-time first grade teachers to additional part-time monitors at center as well as all the supplies texts furniture and a point one FTE increase to PE to accompany this increase in enrollment where we do see decreases in enrollment so that's it such as the anticipated decrease in the third grade we plan to eliminate one section as we approach the final year of a five-year strategic plan we remain steadfast and our adopted strategies to move forward in meeting student and teacher goals for learning assessing and reporting on those measures of success as well as aligning all of our organizational systems to support them to provide necessary resources to meet the needs of all of our students in alignment with state and federal law we will fund three additional full-time para educators that were previously funded by a grant we will also need to hire a full-time special education clerk this is a position we were forced to eliminate last year due to budget cuts but this reduction has simply created a working environment difficult to comply with law in order to provide for a rigorous relevant curriculum using best practices and instruction assessment and learning we will continue our roll up of st math from kindergarten through second grade to grades three through six as well as grades seven and eight math lab students we've been on a steady path of curricular revision and we will now continue that work to align with the connecticut social studies framework similar to the successful progress we've employed for our curriculum work in ela math and science finally we will finally we will at last have pre-k curricular tools upon review of a pilot program that is currently underway some may not know this but Connecticut has standards for pre-k education as well what's important to note is that we are doing this important work without asking for any additional funds in fact line items related to this are actually decreasing we are remaining steadfast and progressing through our curriculum goals without growing those accounts to provide for the technology infrastructure that effectively supports student success in digital learning environment we will need to fund class link for Chromebook support for devices use K through 12 and employees for one-time sign into all technology 10 additional presentation stations to finally complete BHS and start whiskey near more wireless access points for faster and more reliable internet a BHS computer graphics art lab and a new cybersecurity prevention and training solution I want to make it clear also here as well that we will be providing this vital infrastructure without growing the budget and this was the board's recent decision to actually slow the rate of progress in this area in the interest of this budget lastly in order to maintain and continue to enhance programs while remaining responsive to changing needs we would plan to fund one additional full-time district ëall teacher one full-time math interventionist at the high school three additional part-time math tutors handwriting texts for grades two and three a flex scheduling software program for BHS so a new intervention block schedule can be managed a girls cross-country coach to meet the needs of over 70 students participating currently with one coach and an after-school security service at BHS following a recommendation from the security task force and of course we welcome any questions that you might have regarding these proposed new investments following this presentation Thanks what these goals and plans ultimately boil down to our four key areas that are driving the growth in this budget proposal and I'll go through them in this order for you tonight every year our biggest budget driver is contractual and inflationary cost increases comparing the current school year's budget to next this impacts the budget by an increase of three point six two percent of which collective bargaining and an increase in health insurance costs are most significant if you haven't already the town will see a major growth in this health insurance costs as well as you know like many districts we've said we've had a significant jump in special education related costs these costs are mostly associated with an increase in the types of services these students need rather than the net student population growth and this alone impacts the budget by an additional one point nine three percent because we are seeing increased enrollment in a center school the staffing supplies and furniture needed to support this growth and maintain our commitment to class sizes impacts the budget by an additional point four nine percent keep in mind that when this budget was first developed we had not yet frozen our extended duty and supplies accounts and since then we have not increased those accounts to recruit to recuperate either in fact some school-based improvement curriculum development and instructional supplies were approved to have decreased funding next year and this is detailed in your budget packet so while additional funds are needed to meet the budget goals relevant to curriculum academic intervention and extracurriculars the 0.61 impact on the overall budget is needed now more than ever what should be most clear about what I've said is driving our budget estimate is that personnel teachers in particular are the majority of the budget public schools are a service oriented business that unlike many large companies interact with our customers are thousands of unique children and their families every single day of operation this level of organization and service absolutely requires the best in professional leadership and structure simply put in order to significantly reduce this budget proposal personnel likely teaching positions will have to be reduced the other small slices you see on this visual most of which are mandated anyway could never add up to a significant amount considerable for a for a reduction and the board will only only entertain reductions to necessary staff after we know what financial support we can expect from the town other areas we may consider reducing our freshman sports increasing class sizes and the K through six world language program all of which are things this board and town value for our students to take a closer look at the biggest part of our year-to-year growth you can see here there is a relatively typical increase in contractual and inflationary expenses although the biggest chunks of that are salaries and a sizable increase in health insurance costs more detail on each of these is provided in the budget binder and the most granular detail is evidenced in the budget worksheets provided earlier this week in the format that you requested what should stand out most here is that while there are some small reductions in accounts where there may be slight discretion the vast majority of inflationary costs are accounts that cover mandated and contractual expenses similarly in the revenue accounts to match prior years experience we are budgeting for Less Medicaid reimbursement and Irate funding and very small adjustment to other revenue sources such as the non lapsing fund this slide should look familiar to you when the 2021 budget was constructed we had budgeted for 27 students with special needs to be out placed at the time this budgeted for one additional student over the current 19 20 year plus we had also a five student contingency in place which as we've already talked about has already been realized so the current budgeted amount for the 2021 school year matches the number of out play students currently this year however with no contingency built in the amount spent on out placement tuition will always be highly unpredictable the figure worth focusing on here though are the line item growth for out placement tuition and transportation like contractual and inflationary obligations these costs are mandated non-discretionary and have contributed point night 1.93 to the overall growth in this budget proposal then you have 32 students there you have 32 in 2019 2020 19 20 that budget was 1705 in the same 32 24:03 no but a budget this year was based on 26 of the 32 is includes the nine hundred and ninety eight thousand exposure we have 32 32 me just put five more in no 32 is the number that we have now so matches all the data we've been getting huh so what we'll actually spends a lot more than 107 is nine hundred ninety-eight thousand exposure we just talked about on the current year is the same issue as the year-to-year growth because the budget is shown from the original budget not from the adjustments we're all been struggling with this year so if you added nine hundred ninety eight thousand to that 1.7 million the costs are actually down slightly no understand yeah just how you solve it and all of that is that is the challenge that was talking about the six point six five number so that's why we're looking only at what was adopted in 1922 2021 so that's that they adopted budget levels the starting point you so we've seen all that exposure already this year is I guess the point I think so Rosa are you saying that the nine hundred and ninety nine hundred and eighty eight thousand that we're looking at as a result of six students and professional services and transportation first for six students no more that right not directly we have increases overall in professional services and transportation as well so last I can pull up the presentation from last month but we we sort of detailed we went into detail about how our professional services has grown overall not just from new students but students that we have that need more services [Music] oh good we can come back to it over the last 10 years we have seen the inaccuracy of our enrollment projections increase especially in the birth to kindergarten projection our enrollment has clearly grown overall but the increase in our operating budget have not historically been proportionate with that growth as I've mentioned 1/2 of 1% of the new request is tied directly to teachers staff books materials and furniture needed to service our growing and diverse population but it's also important to note where that growth has mostly occurred the growth is mainly occurring at the elementary level where the board has maintained clear and consistent goals to keep class sizes relatively small and within board set guidelines you can see here the class size impact those funds directly related to enrollment would have on the goals that we were elected to set what's not shown here are the intangible impacts those funds would have mainly to manageability of lunch and recess waves with more young excited children and overall building safety and supervision I don't know it's not showing this is like the best I don't know we got it and that line is off yes it's what's coming all right I will preface this by that that blue vertical line is is not accurate on the slides it will be it's accurate in your PowerPoint it's a yellow line yet alright so what you're looking at here each year the Connecticut State Department of Education releases a state and district specific report card that provides trends on metrics including enrollment absenteeism suspension and expulsion expenditures achievement accountability graduation and college readiness the accountability index presented here shows our performance in terms of both target achievement and growth on all 22 indicators compared to other districts in our district reference group ordered which essentially categorizes a town's ability to pay based on socio-economic demographics Brookfield is in the second to top tier and there are seven tiers below us the only district not represented on this graph that outperformed Brookfield is Greenwich whose per pupil expenditure is significantly higher than other Derby districts the point this graph the point of this graph is quite aptly to highlight Brookfield's excellent accountability score the vertical yellow line that you see in your packets represents the average spending per pupil across Connecticut using these data we can clearly see that our finances are very frugal but smart our instructional and operational practices are well designed and most importantly our money goes exactly where we said it would and our continual climb in rankings prove that so it is with certainty we can bring this budget request forward and confidently assert that this truly is what we need to continue our path to success our educational system in Brookfield provides a tremendous value but spending by far the least amount per pupil is not necessarily something to be proud of it indicates that year after year the budget is trimmed as tight as possible which is fine but understand that means our year-to-year requests may be more inflexible and unpredictable compared to our neighbors fluctuations in enrollment and special education out placement may compromise what we can offer all students as was already the case this year we will not be able to sustain sustain this progress if we not address our changing demographics and increasing enrollment in some we are aware that the proposal we bring tonight is large but I'd like to remind everyone that the Board of Education role that's pertinent to tonight is first to understand intimately how a public school district operates the resources it needs and then adopt a budget that presents what is needed to forward those goals of the board for the education of Brookfield students it is not to presume what the town can afford or even consider other departments we leave that judgment to you and your elected positions so again the growth you see in this budget is the result of these key areas the first two listed here related to inflation and contractual costs as well as special education our primary costs primarily costs beyond which we have much control and the latter of which we consider an outlier in this particular budget enrollment related increases while discretionary come at a cost to the values this board was elected to uphold and the quality of services we can provide our students finally when we consider our investments I can't restate enough that our performance as a district considering these funds that we are appropriated is impressive by any standard we as a board are committed to that standing as well as our goals moving forward and most importantly if asked whether our investments meet our objectives if we invest where we say we will I believe the results speak for themselves thank you and so that is the Connecticut state's average of per pupil spending no Connecticut the torque is 15 no entire 16 I'm sorry with six settings here was sixteen eight and I do have a slide on our capital improvement plan but if you want to talk about operating budget first or I can show you our slide on that it's up to you so first of all you know thank you for that the the presentation about the values and the role and your passion for for the programming is admirable so thank you very much my question right now we're gonna do I think there's gonna be questions about some of the specifics but my questions have to do with more than nuts and bolts of how the budget gets built and you know on the town side at least at the board of Finance we have a really good understanding of how it gets built from the bottom up what the calendar is when the meetings are set the who is who who's accountable for verifying numbers who's accountable for challenging numbers what the documentation process is how it gets bedded at the department level to the management level and then brought to us and then we sit down with the big book and you with every single department so I'm curious because it's never been explained to me since I've been around how that works on the board bedside where the accountability is on preparing on verifying unchallenging at the staff and management level and then what the boards let role is in doing the same so in terms of the administration how that works is the October 1 we start the budget process and the principles work with their staffs at the school and they have their Bottoms Up approach for exactly what they need and they go through all of their line items that work with their teachers and their departments and they build their initial proposal that they bring to dr.

Deason and myself were on the review committee sure so the windows that we're looking at are in surprisingly really good shape for basement windows and it's probably because they're on this elevated plinth of a site otherwise they'd probably be tortured like everyone else's basement windows the storm windows are okay not too bad and the basement window in the back the storm window is not there it's missing the part coating on some of the basement walls was starting to show some of its age as is typical with a lot of these concrete foundation walls in the area but by and large you know we're trying to look around the area to see if this would affect much we're trying to look at character to find the features of the house most of the house was clad in this aluminum siding so any features that were there were kind of obscured there was any wood detail we also noticed that the soffit you could see right underneath the soffit of the roof overhang there was clad in this aluminum siding stuff as well so it was kind of dropped and we probably speculated about whether or not it exposed rafters or not stuff like that would have been some of the details but it being kind of covered up by aluminum didn't really show a lot of character to finding features that were unique to the house other than it being one of the old typical houses and it's layout no in this historic district area I don't have a whole lot more to add then miss Thatcher showed the plan where the two new rooms are going there these are really the only two places to actually put in window wells the driveway side the concrete goes right up to the foundation wall there there's one already going in the rear and of course the mechanical room so the one toward the front is the only other place to put it I do think it being up higher on hill you're not gonna notice it be able looking down in it believe some of the other windows there were original wood windows with the I think three four over light what the applicant please come forward provide your name for the record and please sign it my name is ellen polk Reiner do you have anything you'd like to add to the stack reporter lady in committee really nice yeah I'm her son and I'm just pulling up my notes here so thank you for your consideration we feel this project is immensely beneficial in our efforts as a city to fight affordability challenges the city continues to see a population increase that has not been matched with an appropriate level of housing supply the housing supply that has been implemented has been predominantly in the form of expensive high risers and is cost prohibitive for many this house will be occupied by graduate students and young professionals finishing the basement would seem to be the ideal plan that allows for the occupancy increase without compromising the integrity of the historical structure by means of in addition it would also be pretty difficult for anyone to observe the windows due to the elevation and there is a bit of a buffer there and that's pretty much all we have commissioners do you have any questions are you guys planning to keep the old windows just put them up in the attic sort of things if you take them out don't tell them in the dumpster maybe it's a good question it's one of these rare cases where we're just kind of like yeah you know it's still an old functional window yeah really good idea throw it up there and then someone finds it and I go look at that I've ever used my old stuff that I found in my attic it's a it's a it's an extremely good idea I think yeah okay would any Commissioners like to make a motion on this application I move that the Commission issue your certificate of appropriateness for the application at 804 South 1st Street the contributing property in the Old West Side historic district to install two new basement egress windows and wells on the following condition the glass is recessed to the depth of the existing window glass as condition the work is compatible an exterior design arrangement texture material and relationship to the rest of the building and the surrounding area and meets the Ann Arbor historic district design guidelines especially those for windows and safety codes and the Secretary of the Interior standards for rehabilitation and guidelines for rehabilitating historic buildings in particular standards 2 9 and 10 and the guidelines for windows neighborhood setting and health and safety support first of all I just for Ellen and her son are you aware what the condition is in the motion that the the plain of the glass of the new window should be in the same plane as the okay I just wanted to it's like I just wanted to make that circle back on that I believe that this meets the standards as listed to 9 and 10 you know I'm seeing it up on this hill here and that I think that does weigh heavily since maybe the setback isn't as far as in other houses we've seen where they want to put a window well in that location so I think that helps them and I think it meets the standards yes the motion carries your application has been approved please note that you must apply for any required permits from the city before beginning any work on your project for 10 South Division Street in the East William historic district this is a two and a half story asymmetrical Colonial Revival home was built in 1897 for Verner snobol a bookkeeper at Michigan furniture company features a pediment and clipped front Gable and smaller Street facing attic gable below with a football shaped architectural window and corner returns and if anyone here knows the name of those windows I would love to know it there's got to be a better term than football-shaped the foundation has cut stone block and the half with inset front porch features slender tapered round columns and the south side is a pair of windows with a common arch transom and that is a quite a lovely window it doesn't show up very well here the window is beneath a small overhang with bracket trim in August the owner was granted permission by the CBA to alter a non-conforming structure by adding two attic bedrooms and the owner desires to reduce the number of units in the house from four to two with four bedrooms in the first floor unit and six bedrooms in the unit that spans the second and third floors and this application is to install three skylights that are 30 and a half inches by forty six and three-eighths one on each of the north and south side and west rear surfaces of the main so one of the locations is here in a head of the side cable that's the first yeah let me just show you here that's a lot easier that's left side which I would call the south side this is the north side and then there's one on the rear and I'll show you where that isn't just a sec and this is the front so two of these are pretty visible from the street because there's a lot of roof on this building and there's not much hiding it the one on the back of the house will be completely invisible to back here looks like a sweet little the the north roof through face is even bigger and cleaner that's just to show you what's going on the back and its relationship to the sides so I already read you standards 2 9 and 10 and the guidelines for roofs recommend identifying retaining and preserving roofs and they're functional in decorative features that are important in to finding the overall historic character of the building this includes through shape such as cupola cresting chimneys and weather vanes roofing material as well as its size color and patterning not recommend is changing the configuration of a roof by adding new features such as dormer windows spencer skylights that historic character is diminished again that's the key phrase of the evening to these skylights diminish this tower character of the building also recommended is designing additions to roofs such as dormers or skylights when required by the new use that they're inconspicuous from the public right-of-way and do not damage or obscure character to finding structures so the proposed windows would help fulfill code requirements for light and ventilation as well as a means of emergency egress into new attic bedrooms their operable and the frames protrude less than six inches from the surface despite the fact that they're very visible from the street staff does not believe this guys will be a distraction or diminish that start character of the building the work is highly reversible there's there really aren't many character defining features that go along with this roof there's not a cool chimney there's there's you know there's there's nothing that's really being interfere with except an asphalt roof I worried a little bit more about this uninterrupted roof plane because I think it will stand out a little bit more to have a window there where is it on that can you go back to the elevation so I can look in my package yeah it's showing it above that larger Center window so it's pretty much centered yeah you can check with the applicant in there um alright so staff does believe the work makes this some guidelines in Ann Arbor historic district design guidelines thank you my cellphone abuse more on the review committee start this one off this is a it's a pretty large I guess home on the site and the site is pretty visible I think on the street especially with the one lock next to it being open but the condition of the property is as you can tell deteriorate in many ways there's a lot of the the siding is not original it's cut it's covered but I do think that the you know there are still some pretty neat historic features that are in character to finding features that are still visible especially some of the exposed rafters on the just on that little second-floor overhang be on the porch reports itself there's quite a few windows that are very unique especially the one on the side it has some leaded glass and some decorative elements to it so I think each elevation itself has some some pretty interesting character defining features I I do agree that the roof is probably the roof itself is less of a character defining feature maybe more so in its shape than the actual roof plane so and as Miss Thatcher stated I think the skylights themselves they'll be a little bit less they are a little bit less obtrusive as far as modifying roof structure something that can be replaced or taken out yeah so this is a pretty eclectic little house that we have here is pretty neat it's you know as an aged well but it was pretty neat that you see some of the details that I wanted to point out on the front elevation I don't know if you've got a good friend elevation photo but the some of the photos may show like the top floor the very third floor there's the window minding patterns up there is pretty unique something you don't see very much on these houses you could kind of see it on that front window right there where they've divided it and they don't have a middle one and they just separated it was kind of see that so with that pattern showing up so pervasively on the front elevation it's it's kind of we could see that one of the windows where the upper sashes may have been removed and replaced at some point to move to remove some of that detail but we could also see it on the south side showing up here and there so it's just more kind of neat details there's another one on the south south side I want to show another cool little detail for those that might appreciate it how do I describe this the best so right where the gable is kind of punching out you can see that it's left hanging right at the edge of that air right there you can see it right there you see the little eyebrow that sticks out and then it's repeated again at the front of the house just little stuff that you're like oh good so you know I think this house has full of those surprises which to me makes me think that there was a lot of craftsmanship involved in this house and underneath that siding they had really unique wood features going on especially just the time spent to put those windows and make them look different yeah so there's a lot of character to the house in terms of the roofs yeah there's really nothing that's defining the roofs and I agree with what we kind of saw there from Commissioner a person that you know their roofs themselves are fairly sleep morning kind of planes I guess but you know in light well we'll bring this up at after the motion but yeah that's all I said thank you mom with the epic and please come forward [Applause] good evening I'm Scott Clausen an applicant for this project I think Jill did a pretty good job with the report as usual what word we're looking to do obviously is create more natural light ventilation and also some safety aspects for the rooms that are on the third floor or in the Attic the skylight that we chose is a low profile no I think I believe it comes up less than six inches off the deck and it's also internally vented which means that it doesn't have to flip open - that doesn't need to be propped open there's actually a lever inside it that you pull down and it creates venting around the whole rim of the skylight so this one this skylight is not meant to be propped open so it'll always be down unless somebody's trying to get out I think that's an important feature and then the other thing is it can also be ordered in the color it's a green shingle on there now we can order it in that same color so it once more with the existing roof it it's it sounds like from the staff report did for two of the bedrooms the two of the windows we're gonna provide secondary egress for the bedrooms and then they were all going to provide light and ventilation obviously is that light and ventilation a requirement or is that just like it's nice to have light and ventilation well it's it's nice to have yeah I got we did we can do artificial I agree 100% I just want to know is it required or is it a nice to have and then I know that egress is required but it sounds like two of the three are required so can you tell us which of the windows are the required for egress windows and which one is now required and if there's one that's not required why explain why you want it please also the North and South were those would also act as egress windows the one in the rear is just additional light okay without floor plans it's you know these are the questions that I'm asking because there's there's no floor plan so it's you're just providing the information okay that's adequate that's what I wanted to know thank you you're welcome any other questions thank you you may be seated thank you moving on to the moving on the public hearing are there any members of the public who would like to speak on this agenda item no close the public hearing portion of the application what any Commissioner I'd like to make a motion on this application I move that the commission issue its a certificate of appropriateness for the application at 410 South Division Street a contributing property in the East William Street historic district to install three skylights as proposed the work is compatible an exterior design arrangement texture material and relationship to the rest of the building and the surrounding area and meets the Secretary of the Interior standards for rehabilitation and guidelines for rehabilitating historic buildings in particularly standards to nine and ten and the guidelines for roofs windows and building site as well as the Ann Arbor historic district design guidelines particularly as they pertain to windows I think between between this and a dormer is definitely better named one guys yeah flat roof not me in any way it's certainly a character finding teacher and having that the expansive flat roof so dormer would certainly break that up and it would change the character because the dormers have exists on this house are very few and far between and when they are there they're kind of cute and quirky especially I like the one on the back so I'm okay with the skylights as is especially the low profile aspect of them you know they will still have some shininess to them they're gonna be called out someone's gonna see them it doesn't really matter my mind about that it's really about whether it meets the guidelines and so in terms of the guidelines I think it's you know it meets the size scale in relationship it doesn't just attract much from the other massive character to finding features of a heavy I agree with what I'm hearing I think that this it will take away something from this house to see the skylights I think a lot has already been taken away from this house if someone wants to you know refurbish this house to its historic grandeur the skylights if they want to take them away can be easily taken away so that's good that meets one of the standards obviously I was happy to hear that the non egress window skylight was on the rear elevation if it wasn't I think that we may have a very serious discussion about what about that skylight but I think that even though there's that very adorable dormer on the rear elevation this might take away doesn't destroy that in my mind so yes yes this is 436 South 7th Street in the Old West Side historic district it's a two and a half story gable fronter that features a full width front porch with charged concrete walls and tapered square half columns wide wood lap siding with mitered corners a two-story addition was built on the south side you see it over here over here sometime after 1947 it is on the west side of South 7th Street between West Liberty and West Madison streets it's in the flood plain and partially in the flood way and the applicant is seeking SEC approval to shorten the height of an original window opening by raising the sill six inches that's this window here on the side and to replace our rear window and opening with a new door and opening and you know in a small deck so this window is it's obviously pretty visible from the street what they like to do is shorten at six inches to accommodate a new kitchen layout and it's uh it's an old wood double hung window it's there there is something in the staff report that that the contractor thought at first that it was or they were replacements ashes but he confirmed that they are not replacements ashes they're just old you know in old shape not neither terrible nor terrific and then this is just around the corner on the back same thing old sashes this is proposed to be replaced with a door leading to a very small six by four foot deck that's that's doesn't go all the way to the corner and then a couple steps would come down to spit you out at the driveway there is there's there's a back door here on the side but it's one of those you know up and down stairwell doors I would imagine off the basement steps and so this would be a little more practical to get in and out of the house to be able to use the backyard site drying for post six before foot deck and I really did measure these out to make sure that they were different but it's only six inches so it doesn't really show up and here's the back it's us it's a single full light window door there's there's door information in the packet this is actually drawn with stairs dumping you all behind the house the stairs would actually dump you off to the side toward the driveway we confirm that a site visit I don't think it really matters either way and such a small stoop I think that it's appropriate whichever way works the best and there's some rail detail it's appropriate it's just simple two by two-inch balusters yeah this is though this is the one that's that the contractor said they want to use and then there's a small kitchen plan so you can see how the kitchen would work with the sink in front of the shortened window and the new backdoor door information in there the windows are proposed to be used are are clad with clad windows I believe that they're clad with aluminum though I'm I don't think I put that in the staff report if the windows if that one window is to be shortened I think that that's appropriate because once the opening is shortened it loses some of its historic proportions and then why I put an all wood window in there so when I wrote the staff report I was sort of going on the basis that they were not historic sashes so that does influence things a little bit from the secretary Interior standards I read to you number two number 5 says that distinctive materials features finishes and construction techniques or examples of craftsmanship that characterize a property will be preserved and I've already read you'd number 9 the guidelines for windows it's not recommended to change the number location size are glazing pattern of windows through cutting new openings blocking in windows installing replacements ash which was does not fit the historic window opening also not recommended as removing or radically changing windows which are important in defining the historic character of the buildings that as a result the character is diminished from the guidelines for accessibility recommended is designing new or additional means of access that are compatible to start building in its setting I think more appropriate is this entrances and porches it's recommended to design and install additional entrances or porches when they're required for the new use in a manner that preserves the historic character of the building that is limiting such alterations to non character to finding elevations it's from the Ann Arbor historic district design guidelines it's appropriate to install a new porch and entrance on secondary elevations does not diminish the building's architectural character and it's compatible with the building and the site so ok there's the house of you know standing good-looking house things I kind of want to point out was the window pattern so typically we might see houses that have a very rhythmic window pattern and you can see on the front it is fairly well balanced underneath the gable known on the side elevation and we've got it all over the place and it made me think about how some of these windows have probably progressed over time and some of the been added and that's where the thing and even the gable up top and even looking at the gable going around it doesn't seem to fit exactly so it made me think that you know I certainly adapted and changed over time with this and so that little window that they're trying to shrink up is another good example of how all these windows had different rhythms and different patterns so it's shrinking up a little bit more would not really be all that much noticeable I think it would be pretty different if we had a whole rhythm of pattern of windows that we're all pretty symmetric or what view and and we were changing just one of them a little bit it would still be kind of impactful so that's one aspect and then the porch on the back you know having it there I don't think really changes the character defining feature of the house in terms of the rhythm of these windows because that one down there is a little off anyway and we did look to see and we could see that it was kind of joined in at some point it is a smaller window that was there at one point we could see some of the siding that was replacing it so you could tell there was at least a window there at some point we don't know what the exact size of it but so putting in a door into that area and how it aligns would all just change the overall appearance a little bit that we could talk more in the motion but that's that's generally what we saw I agree with both miss Thatcher and commissioner Beeson um the only thing I just thought that I had regarding I think as commissioner of Easton stated shortening the window I don't think is really a big deal especially due to the changes in the rhythm in heights of these windows but it will be a new window so we're basically just scrapping the existing original windows that was you know it being on a side elevation it makes me pause a little bit but it is toward the rear I say it's the you know most character defining window of the house at all so I think in that sense that it's okay but just something to think about the jack is completely inconspicuous from the street view maybe you might see the stairs kind of peeking out at the end of the driveway there but I think it's it's fairly small there I noticed a neighbor has actually a pretty large deck what the applicant please come forward provide your name for the record and please sign it and if you have anything to add to the staff report or review committee report Tim Rayburn I'm the Builder for the project I don't you guys handled it fine good job do you have any questions for me it's clarification so the 48 inches that's referenced here that's the height of the window opening what's the sill height from the floor floor gonna be just above the new countertop so like 42 the new countertop height is 40 36 so we're gonna be just like six inches above that okay yeah we're just getting just enough to get above that countertop okay thank you what is in that dormer there that there's the louvers and is it access to the Attic or ever made it up there okay I think it's a bad house yeah same question now may I add with a previous application are you gonna try and keep the sashes yes yes any other questions thank you Thanks I'm the public hearing are there any members of the public who would like to speak on this agenda item say none I'll close a public hearing portion of the application what any Commission I'd like to make a motion all right I move that the Commission off the top of my head I'll just say this out loud right I move that the Commission issue a certificate of appropriateness for the application at 436 South 7th Street the contributing property in the old west side historic district to shorten the height of original window opening by raising the sale six inches and installing a new aluminum clad window and to replace a rear window and opening with a new door and opening and a small deck the pro pro their proposed work is compatible in exterior design or anything texture material in relationship to the rest of the building and surrounding area and meets the Secretary of Interior standards for rehabilitation and guidelines for reopening historic buildings in particular standards to 5:00 9:00 to 5:00 and 9:00 and guidelines for Windows accessibility entries and porches as well as the Ann Arbor historic district design guidelines particularly as they pertain to residential porches support that Commissioner consume supported a second Commissioner wait Gio did you get the aluminum clad versafine yeah I'm just looking that up in the packet though it is Andersen 400 yeah it was aluminum clad that's a door has aluminum clad sat jams yeah hey yeah doesn't that say the Anderson that's actually in the packet that's actually a vinyl cloud when you know okay okay white plaid window with a wood interior yeah is there a discussion on the motion I always thought there was something with the vinyl clad issue is that no longer am I just dating myself on this Commission in terms of appropriate yeah appropriateness of material selection for window cladding no you mean versus aluminum yeah or versus no planning um personally I kind of prefer vinyl because sometimes you get more of a profile the aluminum often ends up just looking flat on the exterior more like a commercial window okay but I haven't done that exercise either in years to look at them both side by side okay maybe that's what it was about one time ago yeah maybe something about how it finished off or something yeah I remember okay yes so any other discussion all those in favor of motion please say yes yes yes all those opposed please say no the motion carries your application has been approved please note that you must apply for any required permits from the city before beginning work on your project this l-shaped two-story brick commercial building was built in 1918 and the first occupant was proc nose Garage the front facade was remodeled in 1975 by Eden alley with new brick shortened 2nd floor windows and an all-new first floor storefront I think that the windows on the second part actually weren't shortened I think it's just once I found an original photograph I think I was mistaken photo from 1973 is at the end of the report I'm sorry I don't have that in the staff report but you can see the original garage opening and despite the changes to the facade the building is a contributing to historic structure in the Main Street historic district so what you're looking at here on the front really nothing original about it at all the window openings on the second floor when they put the new brick facade on veneer on it seems to have gotten a little narrower like this and between is a little bit wider and these are a little wider so these are slightly narrower overall so originally there were four one over one windows in this space and they're proposing to put in three which I think is appropriate given that it's a little bit narrower than it used to be and then obviously nothing down here is original that the photo from 1975 or 1973 is is kind of telling you can see how it used to have some interesting little details even though it's a pretty modest building here's the side it's this sculpted block and that goes all the way around the side of the building one of the the work items they'd like to do is to remove this third floor which is not constructed very well from what I understand from inspectors and replace it with a smaller just a doghouse on the roof for the the stairs to exit out of with a small roof deck a couple of skylights and then a fenced-in area behind the new building to put mechanicals in there's there's a there's a gate here there are stairs going down this this hill slopes off very steeply it looks like a small two-story building from here but when you get around to the back it's a big building and you can see the l-shape here where it very oddly kind of juts out this part I believe is behind Hathaways hideaway which is completely surrounded on three sides by other buildings and there's just a little the top of that third floor that was added on at some point this this third floor that exists is from the period of significance you can see it on 19 are assumed to be you can see it on 1948 aerial photos but there's really nothing character-defining about it I'd never even knew it was there until I had to look really hard to take these pictures to see it lots of windows have been replaced I think all the windows have been replaced on the front and the back and the side this is an existing fire egress stair that was recently rebuilt in exactly the same location and the applicant is seeking approval to remove that rooftop structure and replace it with a smaller stair enclosure build up the roof 1 foot 8 inches from the existing roof plane let's let's keep going through these a minute and they'll tell you that when we get to it so here's the proposed some perspective drawings we've got we've got these windows with with operable lower small sashes and large expensive expanse of glass on the first floor and the glass goes almost all the way to the ground which is kind of interesting and then here you can see this smaller roof enclosure and then right up here this is really the best drawing to see it there's that the roof is built up and really need the applicant to talk about that a little more because it wasn't clear why they're building that up I'm sure it's required for some reason I just don't know what it is and it's also inset slightly from the corner and I'm not sure why that isn't it doesn't go all the way to the back of the building it stops about here but that shows up better on the elevation drawings there is at your seat a new a set of handouts we updated them and sent them to me a couple days ago so they're not in the slideshow but you should look at them here they do have clouds for all the changes and there were some clarifications and that the red lines are turned off which makes them a little bit easier to read so if we're looking at something specifically we should jump back to those existing South elevation this is the side facing the little houses that marched on Ashley this would be much strong kits a little bit taller but you know it's so far back on the building it's not really gonna matter a small patio fenced in a couple of skylights all of these windows are shown as double hugs and I don't know that any of them are double hugs right now so I would like confirmation of whether or not those aren't being replaced and if so with what I think it would be great if they were all replaced this is the proposed north section there's an existing north section in the new handouts and then we've got the West elevation on the back both the existing and the proposed show the same windows so that's why I'm a little bit confused since there were all kinds of windows on the back right now this structure on the third floor it's gonna be a little more visible from the back because it's a little bit taller but this is just a big parking lot down by Schenker's hardware it's common for several properties and you might see it from West Liberty if you look really hard you might see the one that's there today if you look really hard but I really don't think it's gonna detract from anything roof plans are to describe to you and some mechanical units yeah this is Hathaways hideaway right now the old second word public building there's some photos of what's up there now guardrail details and then there are some basic floor plans in the packet another part of the application is for signage this is an example of a laser-cut address sign that would go on the front at the top and this is an example of signs letters that would be pin mounted into that stepped brick on the front and I'm gonna go back up there so you can see that so you can see how though the brick steps up here this this this is a whole little bump out and actually these are this is some trim and some dentals that would be up here that the sign is proposed to go and then this is the macaron or what they call those the name of the building which would be replaced with that laser-cut address sign so and and the the sign on the first floor above the storefront is just there as a placeholder so that I can staff approve something that comes in at that size are smaller if this passes tonight I do think that it's appropriate and this is a big panel but it kind of looks like it's already pulling out of the building and I don't mind if it's replaced with the other side again where this is not an original storefront at all we're just trying to get a little bit closer but really we can't you can't even really simulate the original at all with what we're working with here so really it's it's to be compatible with other older structures in the district and and not detract from them I really don't think that any of the changes proposed will have anything but good effects on the neighbors this is a rather homely remodel to this storefront so I think that everything that's proposed is a good idea there were just a couple of questions outstanding about the work let me see if I anything in the staff findings a small improvement that I have not talked to the applicant at all about might be to use equal sized sashes on these front windows but again since this whole front facade of the building is so modern that's I don't think it's that important because it's still not gonna get much of the historic character back its most important that they're using the existing opening size and the storefronts pretty cool it's it's pretty simple it's aluminum it was a dark color if I remember correctly black matte finish insulated glass I really like the transparency of it and yeah I think that it's it's appropriate and and pretty low-key so really staff finds the work as conditioned what was the condition oh that the signs were mounted through mortar joints not masonry units is appropriate and meets the standards and guidelines thank you so this this is a pretty big building oh it does not look like here to be just from the initials facade of the street but it goes back pretty far on the lot the Lots pretty deep um we did we spent a lot of time in the front just kind of trying to look at the existing facade as Miss Thatcher indicated it's not original it was done in the 60s 70s and it actually kind of wraps the brick itself wraps around the CMU and it's kind of hard to tell from this photo but it it extends past that sculpted block a little bit and kind of hug this out so it's really just kind of tacked on so and there's an existing steel lintel now kind of demarcating that overall height of the at the transom top of the transom window there so I think as far as everything goes with this door for with what's being proposed it's pretty much fine within the proportions of scale in massing of what we don't really see in a storefront itself the as the building is pretty much sculpted block with some other CMU block walking around the back of the building it's it is three stories it's pretty expansive in more punched openings that that addition on the topper that the third story piece it's actually although it's pretty big and it comes forward you don't notice it that much to be at the beginning but then you start looking you start seeing those other little features that there aren't a whole lot of other character defining features the property itself so I think a lot of what is being proposed is you know scaling back the addition and adding more would say historic historically compatible scale is I think appropriate I mean it is a solid three stories you can see in the back and then with this roof thing on top it's four stories right downtown it's kind of weird tucked away in there it has a terrible water mitigation going on with the whole thing can you go to the front elevation again like okay so that that brew thing was actually there already to savor up there so Jill you would thought that that was being added or something on top of it cuz I see it as drawn here and I think they're just cleaning it cuz it just will West and when he comes out you're looking too far up on that picture you're looking on top of them yeah down there yeah and this just says eight and eight was just existing roof facade to remain no parapet and paint so I think they're just what you mean that is but it's still it's like something was added across this whole roof to give it some slope so there's no parapet wall so you could see this like cascading gutters along the side which are all not working great so you know the building is being addressed I'm kind of a kind of aesthetic scale of some windows and and fixing the roof access but in terms of like the water treatment on actually protecting it and maintaining the formed blocks especially those when they was get water in them they starts falling like mad so to me there's not a lot of work being done to kind of address the water issues of the building but here this application is really just trying to hone in on on getting some of the basic aspects of it going you know I can make it a rentable property again maybe something ok so that's one part of it the brick on the outside on the front facade was definitely added there's this giant lintel steel in tool that goes across the whole front of it right at that elevation and it's it's kind of the old version of Steel lentils with no weep holes and flashing so that has some foaming science issues in my mind so I feel like if they're gonna do anything in the storefront we're gonna ask the owner when they come up about that aspect so it's kind of a neat little building that we don't really notice very much so now you will start noticing it that's good the bad patan please come forward and provide your name for the record in it Chris burgers Milford Michigan big architecture this buildings obviously like kind of little two-story but it's full of surprises I should yeah so the to clarify on first like since you got that facade up that that top white part it was just we're just gonna clean that up we're not planning to increase the roof height on that front and if you can go to like a little side chat the side corner we're not going to touch the roof that starts from the facade up to the current three-story building so that roof will sort of stay in the exact same we're not touching the structure right there so we'll just clean up that little area that will top area and then try to reroute the water as best we can and if you go back to the front facade we're gonna have to add new lintels to hold up that whole entire star front so that'll will fix all the bright via brick get the weep holes and flashing on the right right spot at that time so we'll be able to resolve some of that as far as the side and rear windows our intent is that we want to replace them all with this with the same window and so that's why we're just showing a double hung on all the sides I don't know the historic has any suggestion on what windows if we just replace them is aluminum like that or if double hung just a window would be if any difference it's cuz it's kind of like no windows is the same and we want to make them all the same one you tell us you know you propose something oh yeah well we're proposing the double hung so I don't know if there's any issue with that we might not purple windows up there and give it a little a little less commercial feel on both sides and then those gutters and all that we're gonna redesign that roof where the old third storey was to hold rear up the water on the other directions and then obviously the rear we kind of need the guardrails because we're going to put rooftop units up there and that'll kinda act as a screen and in the safety you're resolving safety issues so we're cleaning this thing up as best you can I mean there's even a basement below that that floor there too so let's even there's even a whole nother level down down below so it's it's a crazy little building it's the basement under the whole thing Chris the whole l-shape Wow yep it's got like poured concrete below that basement and then then there's that level which on the exercise is actually the biggest one for that level so it's right now it's like five storeys when we're cutting it down just cutting it down and we're only using the little roof to access all the mechanicals and the patio on the roof so that's the intent of the upper doghouse nice and questions good so right now this image shows the railing going all the way around which I keep this photo okay so that means the railing would be continuous along this image so we would we would really see that railing from here in fact that would be the biggest part that we would see in this elevation so where are the mechanical units actually being located on that portion there actually plan we'd like to I mean we can eliminate this one pulsar here the only reason the guards there's really two okay so if we can squeeze these up here with engineer we could possibly eliminate this whole we could actually eliminate the whole okay the whole thing it would prefer to but I'm showing it in case that's the worst case do we have three units now I think the engineers gonna have we have two we're gonna get down to two units for sure so if we can get these things located away from the edge of the roof we will we don't want it I mean we don't want to do that because this is so noticeable but we really have to do it okay and then the roofing material on the new roof on the new little doghouse thing is that it's it's drawn as kind of a standing see yeah we were gonna do this we're gonna do that as a standing seam and undo the rest of us Annie PD am I remembering okay those are my questions for now any other questions on the on the long facade on the side where you're gonna replace the windows what what type of windows are you proposing we had a vinyl clad it's another question alright for this jumping to the center we want to talk about the sign right now or I have a sign question will there also be for the storefront is that going to be illuminated and if so how are you providing electrical to the illumination really the question is is that going to be concealed or are you gonna have conduit running on the exterior the I guess the ideas we'll put a box because we all know the tenant name just yet we'll put a box right in the center behind the sign and have it just like good letters sticking up off the sign so like we could put the electrical through be dual junction box and then the sign can go over top of it okay I'm on this elevation I think we had a question when we were out there we're gonna need a mouse here Jill where it's on the first floor where it says equal equal on either side the right and far left we were contemplating their death well it's the building is like not centered yeah so that little extension is is there we're trying to get rying to make it centered if we can on those sides of that storefront on the front facade so would you trim down one time yeah of the storefront site inside the storefront yeah so right right here yeah we're trying column would be narrower yep we're gonna try and cut that back a little bit and we're gonna stick two columns in each side of the opening and run our beam okay inside it in the storefront Wilhite no column all right yes it's an odd geometry because the one site from the front it looks symmetrical but actually it's not symmetrical in the building because it sticks out yeah all right I know that we took that question or out there so we're just took a column on each side and one in the middle the steel column and cover it with just two back and you may have noted this or mentioned this D where it's just stated here you'll build up the roof 1 foot 8 inches from the existing roof plane can you just clarify which roof plane that is oh it was my error okay I think that's what Chris was talking about what they said so not building up the roof where what what happened is like when you look at the front elevation there's a roof coming and the third floor is actually like you can't see it from the any view but it's actually sunk it's inside the underneath the roof line so we're just gonna try to match that level so it may actually not be as tall as what's shown but it may actually be a few inches shorter once we get the once we get the new steel and floor engineered for the new roof torn from that third from what you were saying like from if you look at the picture on the left yeah if you see the picture and left see the line towards the front yeah right before this that's like the existing roof line and where that hits the bearing is actually a little bit lower the third floors actually was lowered okay done that point so we're trying to keep that level okay so it looks like in the existing photos the gutters sort of stepped down in the back but on this they look like they're continuous is there an intent to change where once we get that little roof designed very try and keep the gutters and clean up the triangles route the water and a better better wait okay so right now we're trying to fix that whole side up okay so it's shown here in the end the new drawings is proposing yeah we're gonna try and get it cleaned up on the side is that and since of pitches in the middle the high point is in the middle is that means you have gutters on both sides we could we yeah we'll probably have two sides one side but the right side we gotta get the water not going on the building there's a building and actually below actually be on the right building there's actually it's only too strict for a little while there's actually a pit like from the first floor roof of the second though it's like a it's a kind of inter interesting intersection of buildings because this building actually does connect to the owner actually owns the whole u-shape and the building on the right is actually inside the youth it's one u-shaped parcel yes that's a union yeah he heals all u-shape and someone else owns in the middle the other side or no no I suppose so these technically you can technically cut through to that it also has that same brick and there any other questions for the applicant just one thing if the owner ever decides that he wants to open up any of those windows on the side that are infield super easy staff approval okay to see that I'm sorry if I know aluminum clad okay sorry then that would be for all replacement alright moving on the public hearing are there any members of the public who would like to speak on this agenda item seeing them I will not close the public here portion of the applications public hearing portion of application would any Commissioner like to make a motion on this application appropriateness for the application at 300 South Ashley Street the contributing property in the Main Street historic district to one remove the third-floor rooftop structure and replace it with a smaller stair enclosure and patio to build up the roof one foot eight inches from the existing roof plane three replace the upper windows on the front elevation with aluminum windows for replace the existing storefront with a new aluminum and glass storefront system and five installed two signs on the front elevation on the condition that the signs are mounted through the mortar joints not masonary units the work is conditioned is compatible and exterior design arrangement texture material and relationship to the rest of the building and the surrounding area and meets the Ann Arbor historic district design guidelines for storefronts windows additions and signs and the Secretary of the Interior standards for rehabilitation and guidelines for rehabilitating historic buildings in particular standards 1 2 9 and 10 and the guidelines for storefronts windows building site alterations for new use and additions support by Commissioner Fortner seconded by Commissioner wait just one correction if you'd like to make a friendly amendment we should have struck number 2 and remember the ones after it because there isn't any work proposed Walter's I mean there's but there's not building it up one-point-eight yes we put 8 inches do you want to renumber the other ones yeah I would just I'm proposing that you strike two and then make the other ones a two three four well I don't I don't think those things need to all be listed out because there's lots of things like the skylights aren't listed here the railings not listed here because they're shown I wish that they had been on the original application which would make it a little bit clearer but I really don't think it was that everything but feel free to if that makes you more comfortable I'm just gonna strike the numbers is there a discussion on the motion yes I'm trying to find the guideline portions of it though well the railing in the back is mine nice to clean point but I'm trying to find it in the guideline so give me a second if there's other stuff to talk about which I'm sure there might be I could bring up some other things like I'm good with the window replacements I think that'll certainly help to provide a really good rhythm if they all look the same they're the same material and that's where thing glad to hear that they're aluminum that way they match the storefront aluminum and I kind of characterizes all the way through its kind of office more environment the doghouse on top seems okay to kind of scale it the way it is the storefront adjustments seem all right - especially since this is not an original storefront to begin right I think that was all the major issues yeah oh the signs in the way that the signs are being located seems okay - that was gonna add the more to join thing you know it's like it's already in there and that seems good - so I'm gonna keep looking at this about the railing issues is there any other discussion I mean whoever the way you're gonna shrink it down as much as you can but part of that's a safety issue yeah but as it stands now if we approve this he can build it overlay across right that's raddest isn't one I may not be his plan but he can't I just would like to comment that I appreciate the effort being made to bring some order back to this elevation even though kind of been modified quite a bit over its last time you know the especially the first floor storefront area it could have been done in a different way and it's kind of a bringing back the order that it may have had originally not garage doors but that the center column and kind of a symmetric composition of it kind of correcting what was done yeah can you bring up the rear elevation the the the requirement for a barrier there is anything if a rooftop Ian is like within like 10 feet of a roof so we could say that a barrier would be provided only for the in ten feet of the mechanical unit I mean then we will just only make it as minimal as it needs to be the other options could be do with a glass option or it technically only has to be a safety rail which it doesn't have to have all the horizontal lines it could just be a safety rail so be yeah there's a simpler one any of those things would probably make it less you know yeah we could do the very minimal barrier possible so we could just make it one rail with one middle horizontal and the lines that meet OSHA yeah can you stand this photo that shows that freer so it comes down there in kind of a theme I about the character to find new features right and here we have a rear elevation with kind of a hodgepodge of what is character feature basically you know and it's like well if this railing does go up there would it really destroy the character to find new feature well and mine you know it would certainly change the size scale and relationship with how it how the building reads I mean the that's the part the owner looking at the owner does believe would not want to pay to do it all fuses in half - but then if we only do a little bit like 20 foot section up there's is that worse than all the way around I would say it's to me right now it's trying to find where in the guidelines it would say you know can't have this railing because it's gonna destroy the character to find it features of ability right something like that yes if there's a safety and health standpoint we need something it doesn't have to be a beautiful railing I mean it could be any anything to stop them it could be glass it could be just a couple bars because how much clearance do you need around the air handling units the well three feet yeah all the way around so the railing could be as close to the units as we could do that we could offset it and you try and keep it as close to the top like we see it in the draw an elevation but in the actual perspective of standing on the sidewalk and looking up the building if you're putting it three feet we're not even gonna see it I could do that we could just say it'll be only in the minimum clearances around the unit to access that's much much better yeah it's right to the building edge or right now it's drawn what it's drawn as you can as close to the units as you're allowed that would be better cuz it would definitely fade away a little bit yep and some shiny materials yeah and since it's the three units were shown where I've actually got down the two units so we're actually you know shouldn't be able to cut it back so yeah it's it's kind of general using compatible screening around mechanical equipment but this is more for stuff on the ground such as vegetation and fencing installing new air conditioning units and Riegel is the related mechanical equipment and such a matter that historic materials and features are not damaged or obscured installing mechanical equipment and wiring and locations on the roof rear elevations or an ALICE they are not visible from a street they're all pretty general about not changing or destroying character defining features and materials yeah and that's how the health and safety one mentions things as well identifying the historic building buildings character finding spaces features and finishes so the code required work will not result in their damage or loss complying with health and safety codes including seismic codes and such an another character finding spaces features and finishers are preserved the minimum put at minimum the minimum to allow access to mechanical the smallest railing system can you amend emotions yes so we're adding a condition yeah after the sign yeah a motion I move that the Commission issue a certificate of appropriateness for the application at three one two South Ashley Street a contributing property in the Main Street historic district two one remove the third floor rooftop structure and replace it with a smaller stair enclosure and patio to replace the upper windows on the front elevation with aluminum windows three replace the existing storefront with a new aluminum and glass storefront system and four install two signs on the front elevation on the condition that the signs are mounted through the mortar joints not masonry units and that the railing required for the rooftop mechanical units will be installed as far from the roof edge as is allowed by safety code the work is conditioned as compatible in exterior design arrangement texture material and relationship to the rest of the building in a surrounding area and meets the Ann Arbor historic district design guidelines for storefronts Windows additions and signs and the Secretary of the Interior standards for rehabilitation and guidelines for rehabilitating historic buildings in particular standards one to nine and ten and the guidelines for storefronts windows building site alterations for a new use and additions support that motion has been a minute by commissioner Fortner and supported by commissioner wait any further discussion are we ready for all those in favor say yes yes those opposed say no the motion carries your application has been approved please note that you may you must apply for any required permits from the city before beginning work on your project on to new business the first item is a revised conflict of interest policy so we are a certified local government we are certified by the state to start Preservation Office and they require as part of their CLG standards that we use their conflict of interest policy I had this in the attorney's office read it and all he said was it says pretty much the same thing in a lot more words so it's fine so I would like you guys to approve this and then when we change our annual retreat when we change our bylaws and I make a motion that we approve and revise the conflict interest policy it draft by Michigan State Historic Office of preservation mr.

jereth it was there and I think it was a really good presentation if several community meeting reports I attended the crack council meeting on January 15th if the meeting we received corrects fiscal year nineteen financial record which contains several fascinating statistical tables comparing the 36 correct districts I learned for example that Bolton is an FY 19 was responsible for a 0.05 percent of Craig's overall budget as a group the member boards contributed 22.4% the vast majority of Craig's budget comes from the state non-member boards and other agencies the financial report also contained four people expenditures per district and since FY 2010 Bolton's per pupil expense has consistently been between one hundred and six hundred and ten percent of the error of the group average however a growth rate for people for per pupil expenditures has been slightly below average thirty three point one percent compared to a being growth rate of thirty three point nine percent among the thirty six towns New Britain had the lowest growth rate at ten point two percent and east winds are at the highest at seventy two point nine I attended the Scholarship Fund meeting on January 15th yes s scholarship applications went live on the SF website a few days before that application deadline for current high school students is May 5th 2020 and the deadline for students already in college or graduate school is April 28th the scholarship fund is also in the middle of our fundraising season P letters have gone out to town residents and annual phonathon with help from high school Society students will take place on February 23rd 24th and March 1st and then lastly yesterday and I attended the public hearing that the Charter revision Commission held I spoke as a citizen not as a boarding that number but I do to advocate for several changes that could affect the Board of Ed specifically I asked that the Commission take a look at CAPA and expand the sorts of purchases that can be included under CAPA to include such things as well purchases of computers to try to do before turn down and and also that they consider requiring the Kappa spending on town and waterbed projects to be proportionate to the size of each body's budget so since the or debated budget is typically sixty five seventy percent of the overall town budget why is in capital expenditures similarly proportioned finally I asked the Commission to amend language governing collection of officers by electric boards and commissions the current language in the Charter can be conflicts with state statutes governing the operation of Boards of Education so hopefully they can take a look at that and make sure that things are harmonized at the end of the meeting the Commission agreed to send representatives to meet with the Board of Education in order to solicit our input into the process of revising the Charter so hopefully they'll be reaching out to Andrew Christian to set something up then I would also encourage anyone who has thoughts on the Charter to try to attend one of their meetings or send written comments to the chair Quinn Marion is the chair attending the meetings might be a little tough because they scheduled most of them for the second Thursday of the month but you that doesn't make didn't just lastly I'd like to congratulate the cast of The Addams Family as well as gen-probe ala and happy Saco for putting on a fantastic performance last week my daughter had been very reluctant to attend we finally convinced her to come along and after the show she was so enthusiastic and was saying that it was better than some professional theater performances she's singing I breathe thank you for that that's great do you have any other community meeting reports we did earlier have any superintendent for the Superintendent of Schools report could I get that length Lord and we better please thank you I believe you have in your packet a copy of tonight's presentation so on the screen please find my recommended book budget for 2020 2021 and you see up there happy portrait of a graduates visual and we are continuing to work and refine our new vision statement which we hope to bring forward to you what you see on the bottom there is our latest iteration although we're having a little discussion about one more iteration after feedback that came from parents when the parent group met with wild Cartman so we're working on that but we believe that the Bolton Public Schools empowers all students to embrace learning build knowledge develop skills and become engaged global citizens the belief statements that are part of our current strategic plan are there in terms of what as a board of education and staff we believe and I believe that the budget that the administrators staff and I are putting forward to you this evening encompasses those belief statements we are still operating this is our last year of our 2015 2020 strategic plan and our priorities continue to include maintaining Bolton Public Schools as the high-performing school district focus on instructional improvements student outcomes professional learning digital literacy and technology improvements the proposed budget for 2020 21 is a budget of 14 million eight hundred and forty three thousand three hundred and five dollars which is a three point six eight percent increase you will see in the graphic there and that regular instruction encompasses 1.8 percent of this budget student support services or special education encompasses 2.7 percent administration and business services 4.3 percent operations and services seven percent salaries sixty five point two percent and benefits 19 percent here is the distribution of that increase in actual dollars and you will see our salary increase of a hundred and seventy six thousand seven hundred and twenty three dollars for benefits increase of three hundred and sixty-seven thousand nine hundred and thirty-four dollars and that is driven by our current 19.5% insurance not to exceed increase I am hopeful that next week when we meet again to discuss budget that I will have a better number to share with you we have our next CT chip board meeting is next Wednesday and we the expectation is that Cigna will be bringing to our collective group new information after they have had an opportunity to review the January claims a reduction of forty seven thousand two hundred and eighty dollars in special education a reduction in administration and business support of thirty nine thousand eight hundred and eight dollars regular instruction is up fifty four thousand eight hundred ninety dollars and operations in services fourteen thousand eight hundred and forty eight dollars her projected revenues we are projecting two hundred and eleven eight hundred and forty four dollars in federal grants four hundred and sixty eight thousand six hundred and fifty dollars in state grants nineteen hundred dollars for the erase grant with total projected grant awards of six hundred and eighty two thousand three hundred and ninety four dollars I want to remind the board that choice monies are what Fulton Board of Education uses to pay tuition for our Bolden students who attend magnet schools and agricultural schools and our total for next year is projected to be a hundred and two thousand dollars for that on the screen there you see our capital proposals which you approved I believe at the December meeting for our CAPA items and you can see that they are there in two groups because to be honest we really weren't sure what to do with the tennis courts and the soccer fields but we felt it was important that we keep it on everybody's radar screen and those were included in our discussion at our CAPA meeting last week here is a graphic of our enrollment for the last three years and we anticipate seeing steady enrollment at our elementary school just up slightly at the middle school as well as the high school in this graphic it shows you Columbia enrollment and our projected numbers for 2020 2021 and we are projecting 51 students you will see in the graphic on the right hand side that the current enrollment for eighth grade at Horace Porter school is the lowest that we've seen in a very long time which is why we are only projecting 10 students for grade 9 for next year based on the small number of students they have in their current eighth grade class you'll see there that the tuition is twelve thousand six hundred forty six dollars and sixty six cents and below is how it is separated out for the general fund and the Bolton high school bond which totals six hundred and forty four thousand nine hundred and eighty dollars by budget highlights this budget includes a reduction of one teaching position at center school it it is not a teacher losing their job but rather through retirements and some moving around we are looking right now we our proposal is for two sections of first grade for next year in the end it may be two sections of kindergarten right now we're rejecting three sections but we need to wait for kindergarten registration to happen to see where that falls with the addition of two new paraprofessionals to meet the needs of special education students and I want to call to the board's attention that this is in order to keep our students in district and program appropriately for them here and to meet their needs and where students need to be out placed we're looking somewhere in the range of 150 to 200 thousand dollars per student versus approximately 55 to 60 thousand dollars between salaries and benefits or one paraprofessional we are looking to offer a new both high school course probability and statistics we are continuing our partnership with each camp which is our early college advanced manufacturing pathway between Bolton Coventry Vernon and Goodwin College mr.

Ruby myself and can we go through we challenge that we work together with that we look at our strategic plan we look at the district implementation plan and we look at the school improvement plan and we make sure that the their budgets match their their priorities of where their spending is and what they're asking for when we then share with the Finance Committee at some point in November ish where we're at what we're thinking and some of the may be new priorities that are emerging and then from there we go back with our principals we finalize the budget and we determine the priorities we can bring together as four schools in a district to the Board of Education and that is the final decision lies with me as the superintendent so the principal's don't get everything they asked for and we look at a timeline of in the strategic plan and in their school plans how that could work over the next couple of years where they might fit some of those priorities in and then I bring that proposal at the first meeting in December to the Board of Education and then from there the board has two months to vet it between December and January and we have our meetings that feels like two weeks it's fast but the holidays and then the the board typically at the last regular meeting in January or at the last opportunity in January might schedule a special meeting to continue vetting the budget and come up with a final number that we then put together and bring to mr.
