Mason I have a question about this now that we've what is the historic preservation fund okay okay so is it specific I guess I was just curious about like what conflicts of what interests to what well they they spell it out in here though some of its they it's a little bit clunky because it feels like it's written for state employees yeah okay but this is the one that they gave us that they told us that we need to adopt so but what if one of us on the on the Commission wants to work on a project where we're trying to get landmark status is that that's what I was what I was like curious about like our work that we're all doing on the side I understand about conflicts of interests they come before this panel is it just referring to that or yes okay yes it seemed very broad like it's very specific to the hearings coming before us okay I understand yes yeah thanks ok next g2 annual retreat scheduling right it's the year everyone pull out your calendars let's do it the sooner the better for me as last year when the pipe season starts up I'm out ok ok we do this on a Saturday morning from about 9:00 to noon not here though he just went to bed so if you'd like we can look at this at the end of February I'm out that weekend okay we're never gonna buy it then we also have to look at Spring Break which is that would be the weekend of the 28th of March I can't do it Katie March 7 March 7 I could do if I bring my that's before the 7 oh yeah is that the big 10 tournament that's before it's yeah the madness has not truly begun March 7 possible we're talking about the morning a morning meeting so we're 7 March 14 arch 7 and March 14 yeah [Laughter] what you don't want to you don't want to stand around and listen to us talk about our calendars Jill what it's helpful to just throw out three or four dates and then we can all tell you where would you like it to be any city buildings or facilities out of the park Senior Center right away it's just this one I was thinking was this small little building it's really I'll have to find out because when Mary Hathaway was running it she didn't charge me for HDC stuff and rented of it I don't know what her son's policy is if there's a fee we probably can't because we can use a city facility for free but I can ask him yeah nextdoor it's a cool thank you I'll come up with a tentative agenda if you guys know of items that you really want to talk about let me know we've I've made a list of them throughout the year and as they come up so I'm gonna just kind of distill it down into the ones that seem like the most timely or else if I can't decide I'll let you vote yeah okay thank you there's one set of minutes here or January 9 [Applause] minutes reports from commissioners assignments is my name March night I know March 12 you probably didn't say Monday March 9 yeah right Monday March 9 still it dude I could do it alright if no one else is wanting to jump in anyone else nope you've done her like the last three which is okay that's - I think this I was before that with a Nana's done the last - okay um yeah Jon we're gonna take you up on that March 9th David John March 9 thank you any reapportion stuff yeah the Stephanie's is really boring whenever he questions but lots of read on not much else two things to report on I did apply for a new ship Oh CLG grant - OH - survey 250 properties in the Old Fourth Ward yeah because the Old Fourth Ward was surveyed in the 1980s in a very partial sort of approach where the significant really cool buildings about 125 of those were surveyed to death and the rest of them were just kind of put contributing yeah and and and things have changed and it needs to be resurvey it's too old anyway so the grant is to cover most of that but they had a little bit of Connecticut properties so the way I pitched it was well if you guys will come in and survey those that have never been done the city will resurvey the 125 more significant buildings that we already have a lot of history had so I'll let you know if that comes through and then the other thing is the historic preservation conference in May bobwhite expressed an interest if any of you have an interest in attending I don't think that the brochures are even out yet but it's always in May it'll be in Kalamazoo this year if you'd like to go let me know because we can see if we can send one or two or three of you I'm planning to go and Kalamazoo is cool and I has a lot of beer that's it for staff thank you thank you any concerns of commissioners question so the mural decided we approved the mural I mean you brought this up before I think it's yeah they added they they got tagged so he approved the mural over all that paint and then it happened again and they did paint in big letters Aventura I don't know if that ever got a sign permit or not it probably did because there was a crackdown on that at one point I don't even call it ever the HDC though yeah it's something that's weighing heavy on your conscience I look into it communication old both sides newsletters in your packet there's a good article about the Old West Side historic district in that yeah ray sheckman uh very interesting history good recommended reading Ann Arbor historic district Commission meeting you

Dunn by the end of January which by charter we have to do so there was a look thank you I try tried to make that quick for you so long as I get that talked about meeting with your team to make sure that what they're presenting meets their priorities but I didn't hear anything about digging in and making sure that hey the numbers are correct or B I'm sure it gets done so I just wanted those are part of the rift I'm sorry - - and that have you thought about doing it this way which might save a little bit here a little bit there where where is the challenging those conversations happen at the each individual Prince meets with Ken dr. Ruby and myself two times there's the first time and then there's we talk about it we challenge they come back for a second meeting where we continue to challenge they come back with answers and where the higher priorities might be based on the first conversation and then we continue to have that conversation and then final decisions are made of what we're going to put forward in the whole package of the four schools and then I'm at the board of bedside where did we're what's what's the role the Board of Ed to do the same to the administration to to vet verify and challenge those to the counterpoise so so the so first of all the we have a Finance Committee in the in the Board of Ed we spend our descent or November and our December meeting snow vembur is a little bit more at a high level because they haven't finished yet but in December we go through a very detailed book of all the line items spend a lot of time challenging it we so far we haven't found a lot of things that can dismiss to be frank so and then we we have the entire board go through a review through December and January where we go through every every line item in the book the pro way that process works is each board member has a has a list of questions and we vet those questions out and those questions range from programmatic to detail why is this number up what's going on here you know and so forth and you deem pressed with the less though questions that came in Ken answers those usually by the by Christmas time and then in January we're into deliberation we're into thinking about what you know what can we do to before we submit a budget to the town so December's usually about vetting detailed questions and January's about as about thinking about is this something where we're ready to carry forward and so the budget that dr.

the employment of family members address changes sure so coming up first I can read is a revision of the boards nepotism policy it was first presented to the board in December 2019 some discussion at the time and board members requested the policy committee take a second look superintendent Hecht then worked on the new version with the board's attorney shared that with the policy committee just present soon a new language and so we would recommend that the version presented today he adopted the prior version would have prohibited immediate family or Tibet members from being hired by the district the new version simply requires the board event members inform the chair or superintendent of existing familiar relationships with board employees and notify the superintendent if they become aware that a family member is applying red applied for a district position furthermore the policy direct support of it members to abstain from any vote that would directly affect family member [Applause] they usually have two we have a motion to approve the second read of policy for one 12.8 employment of family members as recommended by the policy committee we have any further discussion on the hold manner I just like to thank the policy maker revisiting this I think this is a very well word actually is there any other discussion all those in favor of approving Policy Forum to donate or say aye all opposed abstentions [Music] thank you let me have clarity on this so we man new business we covered f1 f2 is the VHS 2020 graduation tape so this past summer you may recall that there was new statutory language that allowed Ward's of ed to set a high school graduation date well in advance of how we used to do things I was hesitant to simply do that right out the gate as were a few others and yet there were others that did it straight away for us we don't have an outside venue that we have to secure in order to have graduation we have graduation here on our premises which was one of the reasons why I wanted to see how some of this played out and we were getting some conflicting information from attorneys in terms of how they were interpreting this new law so having said after conferring again with our attorneys and I think a lot of work on their end on behalf of numerous districts I'm bringing this forward to you tonight and the statute reads that you can set graduation date for the hundred and eightieth day of school if we had set this back in September or October we would have been looking at June 9th or 10th currently now the hundred and eightieth day of school for the Bolton Public Schools will be Monday the 15th of June so it is my recommendation that the board set the Bolton high school graduation date for Monday the 15th of June I have had some calls for some parents they'd love to be able to solidify people coming from out of state and flying in and I think also you know sticking with the statue for the hundred and eightieth Day and the 15th this happened to be a Monday so that helps people out too I think in terms of flying in over the weekend so that's my recommendation I'll be looking for a motion motion to set Monday June 15 20 28 which is the current 180th day of school is the date for the Baltimore high school graduation so is there a second is there any discussion on this so what happens if winter suddenly returns we have five more snow days mr.

Burrell gave to the board I know when when when when through that detailed review and you found a small now we found a small amount but we only find a small amount that's correct we discussed more than that but we only found a smaller thank you hey miss I have a few questions if I can just so we've gotten as I said earlier all the departments heads and the principal's did a really good job giving us a lot of data we've only been able to look at it slightly because we have received it three days ago but I had just some directional kind of questions we're looking at the school's ARRA budgets for the school Center Hill huckleberry with Kinnear and the high school and they're separated out but for example in center school the budget for the center school one from 50,000 to eighty nine thousand and 19 and it's up to one hundred and sixty six thousand dollars for the next year's budget huckleberry goes from two 155 to two hundred and seventeen thousand I'm sorry this is which line item just so I'm not sure I'm not sure what it's made up up because those numbers are small so those are those must be of supplies item or something I wouldn't consider $76,000 small the non-payroll objects yeah that's a total of the non-payroll ah yeah so and then whisk and err went from 144 at 197 and the high school went from seven hundred and eighteen thousand to 935 so my question is I don't know what that's made up of but overall that's a 38% increase from last year that didn't come in here that's a big increase and do you know what that's made up those increases tell us the account that you're talking about I don't have the account number it's all the non payroll non-payroll non benefit accounts 5353 thousands and above increase to 20 21 is the addition of the 3 section so it's the instructional supplies and furniture okay but I suppose I would like to see that detail because from this year's budget the next session I think the total increase in those is four hundred and forty two thousand dollars I think when you make that kind of increase you need the supporting documentation if it's there it's that I'm fine with that but when it goes up 38 percent one year to the next that's where we really need to dig in especially with a budget of this size it seems in some areas and and this may sound Picayune but it's just indicative for me it's like postage budget you have a total postage budget of twenty thousand eight hundred and seventy-six dollars and your actual last year was fifteen thousand 173 there's fifty seven hundred dollars in the budget that may not need to be there I don't know WPC a the costs from our sewer accessibility what's going down when you don't show your budget going off why inside there are a number of budget I'm sorry I'm sorry that's an interesting thing is is the but cost of the sewer going down yeah yeah the actual costs are going down and so it can what where's the source of our sewer budget like I budget increase awful sorry enough of this year's budget as opposed to offer me actually okay that's just something we would like to look at maybe there's absolutely sure to be a number of placeholder budgets in your lines where there's a budget but no expense over the years we don't have the details with me we're just going there's a list of ones where you just budgeted an assumed increase with no backup that people develop that was one of them something so you know when we're asking for a six and a half percent increase I think we look other than student curriculum and student directed to really dig down and we do it on the town side into every single budget line is this the right budget will let's do what we need is it too much is it too little I've gone to the boards and said I got to change budgets up because we didn't get it right but when I see things like this I concerns me and I'd like more detail as to why those things are happening we'd love the list of questions yeah well sign them and we'll absolutely got a good-looking horse thank you guys the information you gave us it's great it's really good and we're not trying to throw bombs over the wall here what we're trying to do is understand that the budget we have for the schools is exactly the right budget doesn't shortchange our children but also doesn't waste any money and that every one of these board members and these board members get to a budget number and say this is the number regardless of what the increases that's where I would like to be I'd like Mark Mahaney to be able to say regardless of the increase this is what the number should be honest I'm not comfortable with that whole statement yeah I'm like sitting here we should have have to ask the questions you should be able to go back and fit these numbers and come back to it with different numbers so I mean we shouldn't do the homework the homework is not on us to do the homework the homework is on these should be vetted that the fact that we took this budget and we didn't call the WPC a and do the questions what other areas didn't we do this entity leaves it open it I'll bring back the the insurance premium from last year you asked us for 320,000 January 31st before we go to the budget you find out it's 300,000 there's $20,000 on the table because we made an assumption but we never came back to the Board of Finance in March when we said hey we're cunningness were cutting at you had $20,000 sitting there in a known premium because the numbers aren't vetted dan asked the question what's the process and then Steve asked a question we didn't even go to the WPC a town to get the number so what numbers are real because that's a simple number we're in the same office the same thing getting a premium right is the same number right we get a premium estimate in January we get the real bill January 31st and come March the numbers not right and we're sitting here going through these numbers we should do the homework I'm sorry on that on your example of the insurance we do this budget in in in December in January if the numbers have changed between December and January and April we would be Lamia lemme lemme lemme lemme finish you know if if the numbers change we'd be very glad to bring you the information the numbers changes if you want to go adjust well I'm fine with that no seriously if we're if we're willing to go adjust it goes both ways though January you put your budget in right right January did you get an estimate in January right for the insurance premium when the insurance premium comes in January 31st in the same month but you've already put your budget in the budget was submitted to the board in December we were vetting it off a budget planning December when did we look at your budget in March okay so in March you already knew you had this ten thousand dollars and we're sitting here as a board saying but not risers we're cutting out these foot but about our budget presentation was in January we don't submit again so if you put in estimate for anything and it's a hundred thousand dollars over and you get a bill for less than that we go to deliberate in March we don't know that bill is any different because we don't see your bills we're just gonna give you the hundred thousand dollars and nobody says anything you mean with us in March we do we would be glad to tell you about everything we know that's new in March by the way by the time we get to March the budgets already been cut by the selectmen going into you so we know we needed that money anyhow so come on we're not that way Glen come on you just you're just trying to throw mud on the yes you are there was I mean I the first thing that was brought up the answer was we just assumed an increase that was the one example that was brought up was math we assumed it increase so that was that one example tell you doc thought that that's unfortunate I agree what the town does it has done a couple times with this port if we know we get finally get a final number from karma or one of our providers that's lower or higher we come to the board in March and say hey we can take another 10,000 or we can take 3,000 that's what we do so we have the right number for the next year I'd like to see everybody do that I think that's and I think I'm going to do that is well I agree with that I think we should all do that ok does anybody else have any questions or issues so we're still Marsha and I are still looking at this and John tell people I have no problem climate sorry coming to you with specific questions how did we get here our only goal is to make sure this is the right budget that's and then the second goal is to make sure we get a budget that will be passed by the voters because anytime you put up a budget that doesn't get passed and the slashing starts I don't want I don't think anybody here wants that we all want a budget can be passed the first time and yeah my thought would be that again the the principals and department heads did a great job putting those together that that I've come to the Finance Committee meetings and those are what we should be discussing that when we look at the budget I don't know how we can review the budget without those detailed worksheets and they should be a lot easier last year we started the detailed worksheet so is very very painful but this year it was very easy but but that's what we should so and I would agree the first year you do it it's very painful well it was painful for us this year too this is our first year doing these levels of sheets and it was hard and we're gonna find some things I can absolutely convinced that we will find things that we that we won't go work our way through the system okay so because because I will in just enhancing your question we're looking in the Finance Committee at a district level and we actually aren't digging down we trust our staff to go do it at a school level so we will find some things but you know with this level of detail so the Ronald Reagan said what try us but they're unfair I understand that I got a I've got that on my I've got that on my you know down for - yeah I got that one I had a question about a position the math interventionist that's my first experience with it I'm not sure what that is I'd actually that was that was the one that I permitted to come forward from mr.

Misskelley so we'll adjust the senior programming is always a little bit shorter anyway because of the exam schedule and rehearsal days so we'll know well known begins and teachers can just adjust for that they will still their last day of school will be on the 15th but they are more than welcome to come back to school after that if they wish do something but we would still hold graduation on the 15th it's on the date that you set tonight will be the date of graduation regardless of what happens with snow days moving forward from here correct so the rest of the schools grades would continue potentially massive correct is there any more discussion I just like to say I had the same concern or questioned about how this and I think at this point were safer living would I appreciate that we did not try and set a graduation date in the fall I think those foolish I understand that people will want to plan and book venues but you know waiting until at least February allows us to know a better lay of the land and you know voluntary post graduation school days are all those in favor of setting the graduation date is June 15 opposed abstentions passes they will be graduating June 15th and mr.

Blandon from the high school he had a number of other requests but mr. Blandon perhaps you could come talk sit over here and talk for a minute about the next mark just talk a little bit about the math entry position so Harry the question is about math interventionists right so currently at the high school we have two reading interventions at this point so reading interventionists what we use them at the high school for we have unfortunately that has reached us when I got here about five years ago we noted that there was a there's a real achievement gap and Rosa did talk about that a little bit in terms of where our non high needs that our high needs students are in terms of their reading achievement we are identified as a focus school we're being able to bring to reading interventionist on board has helped us to close that gap so they're pulling people out there helping students we have several different programs that we use language live we use Avice and a program and so they're doing small group interventions with kids they're going progressing through a program it's highly individualized based on student reading level and where they are we do have students here at the high school believe it or not some students that come to us with as low as a 5th grade sometimes the 4th grade reading level at the high school it's a very complicated question that how does that happen sometimes they're we students that have transferred in sometimes it's not always that case it's not always that case you know and I'm not going to put it on that in particular but sometimes we've just experienced not a lot of success interventions you know we didn't have a ton of resources realistically before I came and I can't speak specifically to what exactly is happening at each elementary and middle school but the kids were there I think every was doing their best to try to support them but we're able to try to stop that moving forward put some interventions in place and it's a challenge because you're looking at if you have a ninth grader at a fifth-grade reading level I have to get them to 12th grade in four years it's a big thing we this intervention process is started five years ago upon my arrival here yep dr.

Misskelley will be sending out a communication to all families tomorrow so question moving forward are we going to as it or trying to pick a date future we're allowed to do with housing I mean I'd like to see us do it at either the January or February meeting to the points that were raised here I just don't know how much pushback or not we will get from the community so I think people that have reached out to me with that I well before we waited till exactly so I think can please shoot for january/february and maybe judge it based on by the time we get to the January board meeting how many snow days have we already had and you know what may be projected forecast may well so it's not our intention to do it so it's not mine there's no it is not anything a lot of surgery required correct we're not required to and I just think that mr.

C in our medicine yo and we never that's what that's the whole point of it you catch them young and I'm so we're working on that all the way through so man--the interface and this is math interventionist I brought that up because I wanted to explain to the the success we've had so far with two reading interventionist at the high school level the idea would be math as well if you look across the state across the nation our math scores are lower than our reading and writing scores they just traditionally have been we're always lower in that particular case that's a societal across the country piece you know what I see is that you know we while we're progressing and moving forward it's not we need a little extra push and this is going to give us a chance to really catch some of those other kids and help develop them and move them forward you know any high school in the state of Connecticut Aloha math scores than they do reading scores it's just a fact and this is going to be something that hopefully will allow us to help provide that support kids are being pulled out pulled out or they're pushing in right they're pushing into a class so it's not like the student is just taking a math intervention class they're still in the algebra 1 or the algebra 2 or the geometry class they're getting additional support sometimes this person might go in and provide one-on-one support or small group support in the class as well to help get those kids caught up if we don't you can imagine the difficulty that a teacher has and a class of 25 algebra 2 students trying to differentiate where everybody is at a different level in there it's not exactly that it and they do a fantastic job of it but being able to make sure that we can make those gains and continue those gains to get these kids back up to where we are that's the reason I'm asking for a math intervention we never had one here there's a model at the Middle School where there is a math intervention to the middle school and it'd be a nice thing to have up here all right teachers doing a great job they're working hard but it'd be nice to be able to have that extra support I mean having correct me if I'm wrong having a lower math average er score doesn't necessarily mean then having a lower math scores at school lower than reading doesn't necessarily have to be a bad thing I know it doesn't doesn't assume it has to be a bad thing if it's bad enough to where we needed an interventionist and we already have an interventionist at our middle school mm-hmm to me and again are we not doing something that we should be doing starting with first grade or kindergarten to where our students need to interventions by the time they get to be yourself so let me just step in there Harry to that point so the one of the things we have at the elementary schools and that the middle schools are the reading teachers just like mark talked about their newer to the high school and so we've been working on the intervention piece there vertically what we're asking actually asking for in the budget is some math tutors that we would plan to train and that would support our elementary students we only have the math intervention s at the middle school we don't have that at the elementary schools we do see some some nice growth over time in middle school by the time the students leave in aggregate but we but to Mark's point there are still students that come through our system that do struggle and we continue to work on interventions all the way through some of that has to do with regular education students and the issues they might be having others has to do with students who might be regular education or special education that have just moved into the district and they're brand-new and we're trying to pick up the gaps from a different district where they may have been and others our students that might have disabilities in the mathematics area that we're continuing to work with so we talked about this would help all of our kids this is regular ed special education would be a help to everyone so I mean mark that that doesn't speak to specifically the high school but that's the the way we work that coming up vertically through k-8 and we're gonna try to do with the elementary so so you've heard a lot of when we talk about curriculum instruction and assessment one of the things is we have viable reliable measures now that we've put in place over the last five years where we can actually target and we have two or three different assessments we use with the students to not only benchmark three times through the year how they're doing in reading or math but also progress monitor those students who on that initial benchmark might be what we call in the red or in the yellow and we need to keep an eye on them or give them targeted instruction and we work on that and we we continue to assess on every couple of weeks level to make sure they're doing well and progressing if they're not we adjust instruction we don't just keep doing the same thing you know which is why it's just why are our curriculum work is so important we have restructured ela Matt yet math and science and now we have to work towards social studies but it's not just using new tools which we need to we need standardized tools we need a assured experiences for every single student no matter who their teacher is and those teachers also need to learn how to know use these assessments and these tools so that we can catch these problems or not even have these problems to begin with so what is the process that we have in place now for the younger grades so that they don't get to the middle school so that's the process yes that's the process I was just talking about okay so math interventionist is for the high school though we have one that we're asking for is for which grades obviously high school high school and then we're asking so you'll see in there we asked for several math tutors that would be part-time people they don't necessarily have to be certified teachers that are just wanting to work part-time that would be ideal if we can find individuals like that but we could work they would be tutors for the younger grades and what that would be is an extra set of hands for our classroom teachers for those students who need that extra amount of time as a parent yes we have parents are still in one of my children my children and you probably saw we also are planning to roll up st math so now that's that's only being used K through second and so we hope to bring that three through six and also for intervention in grade seven and eight so that's another program that has has been beneficial for for math students so and students that need that extra or a different way of seeing math so my other statement is to my knowledge the over the last 15 to 17 years I mean the you know last straw or less ditch effort is terminating teachers or physicians to my knowledge we I don't ever remember remember us think slipping a teacher because of finances in the last fifteen to seventeen years correct me if I'm wrong I just think we need to be very careful of talking in public well we may have to cut teachers we have not done that in the 17 years I've been on the board of that and we're selectmen so I would just be a little cautious with you know in public saying you know we may be cutting teachers and it's not to minimize your need it's just it's you know it hasn't happened and that's looking at some very severe budget cuts to the board during that 15 years so that's it but thank you I've been in your position thank you for I know what you're going through and I I know you're trying your best thank you thanks sir anybody else okay I have a slide on capital improvements although you you know you already have that in your you guys probably have that in front of you and I don't know if you can see it there see they have the right so you have the detailed ones that project out ten years in your budget binder I've highlighted the priority projects at DHS with Kinnear there are no proposed improvements for huckleberry or center school actually the the only adjustment that may be in the works is the boys locker room project at the high school at the moment the facilities subcommittee have gotten estimates that are far beyond what we have budgeted for here they just met tonight so I don't know if they have an update but I'm sure that they will be continually keeping us apprised of this development scene and the only one not mentioned here is the paving project that's going on at Wis Kinnear that was funded or approved previously but it will be completed within the next fiscal year school summer time the high school and middle school paving projects are set to be done this summer yeah Johnny's got a question like I'm sure the outdoor lighting where the ten year estimate is six hundred five thousand this coming budget is a hundred thousand is Tornetta sections it's that because we're doing it is that what is we're doing it in sections and we're gonna be [Music] in sections section a piece at a time yeah yeah all I can say about the boys locker room yes I know it's a library but this has been on the budget I don't know how many years the rook field needs to be embarrassed we need with the state of our boys locker room I would I mean it's just a middle and you know it has to be fixed yeah Harry the Facilities Committee met tonight and certainly anybody from that's formally on the committee but they actually took a tour of the locker room we we had I think I think three public comment folks come for public comment to talk to reiterate here opinion on the locker room but we wanted to highlight that because the Tecton estimate it's important for you to know 1,322,000 824 how much no from the architect at this point and remember it's not just the locker room there's an upgrade to the weight room as part of the project right now and there's also setting up the bathroom so they're accessible from the outside so we don't have to continue to use the porta-johns for all the outdoor way it needs to be the locker room to me the weight room is a luxury I know I know it's overcrowded and I know we needed no one but to me the boys are if the boys live from Alissa health is I mean it's just we keep it as clean as we can but yeah I don't know if you can take a shower I don't think even it will take a shower there for 15 years my kids that has to be I would encourage anybody particularly new members of any of the boards if you have not toward the locker rooms you might want to increase your health to make a motion to and without objection the Board of Education meeting is adjourned [Music]

miss Ellie and I are on the same way but with that we think this is a better point especially since we graduate here and there's crazy no I know you're not and but there's also I think that we do in January or February I think I'm not a hundred sensor but I think it still gives the parents who are in charge of operation graduation and opportunity to solidify with all their vendors who come in I still think there's time right it's not too late at that point correct much better to know now that it would be in April more than we do Sam it usually scrambling to correct so the next one is the budget update but we've already handled that under finance the possible action was correct I like to inform the board that Tom tomorrow Bolton high school science teacher has tendered his resignation and he will be moving and leaving at the end of the 2019 2020 square that is a great loss for Holden and he will be greatly missed do we have any future business and this might be asking for a motion to go into executive session to discuss terms of employment for unaffiliated employees for 2021 as well as school safety and security and also to ask that we invite the superintendent in

you okay I'm gonna go ahead we're gonna get the call on a couple minutes [Music] you Oh Judge Judy what a pleasure and an honor this is John Pratt I'm the high school teacher in Greensburg Indiana it is and it is I can't tell you how excited we've been preparing the questions and looking forward to this well you know let's get going and the students are ready hi Judge Judy my name is Ben boss back I'm a junior here at Greensburg high school and I have the first question for you today great alright so the first question is what would you say is your biggest accomplishment and what are you most proud of well you know you spread your life into two different parts professional and that's your family so I have a lovely family and everybody is moving for the next generation a little bit better than their generation did so that's all good and professionally I've been lucky because so far I've had three different careers I was a lawyer which I loved and then I was a judge in the family course which I also loved television judge which is now going into its 25th year so I was very lucky because I found some things that I was naturally good at and I figured out how to make a living at each at those things and if you ask me what part of my legal career gave me most satisfaction that would have to be my work in the Family Court because substantively that's you're dealing with the lives of people and you can really make sometimes a real substantive change for generations if you do the right thing in a family court it what's most fun is the television courtroom first of all it pays a lot better they give you your own bathroom you know they make sure you have a catered lunch and it's a bit of fantasy so that's the fun but the most personally professionally satisfying to me was the work that I did in family court yes thank you very much you're welcome hi Judge Judy my name's Nick Cramer and I'm also a junior here at Greensburg High School my clay afternoon good afternoon my question is what made you want to be in the legal field that's relatively that's an easy question I was a terrible math student couldn't get chemistry right to say fries it up but I had a certain common sense of logical thinking and my father said to me well then you probably should be a senator because they probably can't do math and chemistry either my father was a dentist he could do math and he was very good in chemistry so I sort of figured in order to get to that level of good stepping stone wood beads a law he graduated from college and you don't usually go into the politics right away take a either a masters or something else but for me I always had a vague interest in the law how things worked so so long and short of the answer is my father said to me this is your strength and you have to capitalize on my strength don't try to be a dentist like me or talk to like our next-door neighbor or enough for an engineer because you're not naturally good fat so I order I sort of sell it to the field of law all right thank you you're welcome hi Judge Judy my name is Hannah Messer and wasa a junior my question is what advice would you give students if they had aspirations to cater to the legal field I would read a lot I would try to read about books about people who think logically people you respect so psychologically I think today young people don't creatively write as well as they should because everybody uses those machines where you know you write in cryptic shorthand and older people don't always understand it right right off the bat you know it takes me a little bit time to decipher one of my grandchildren's messages so I think that reading and writing and I'm not talking about just the ABCs are an important part of the legal field and the more you read the more you read about history the more you read about our government different kinds of government just successful and the unsuccessful attempt at different kinds of government and jurisprudence the better you couldn't find out whether you're naturally good at it because if you liked it if you liked studying vast you'll be it's it comes naturally to you and if it comes natural if something comes naturally to you and you can figure out how to make a living at it then you really never work because you would joy every day thank you you're welcome hi Judge Judy I'm Katie McLain and I must junior at Ginsberg high school hi my question is as a child did you want to be a judge if so what made you want this job and if not what did you want to be I really didn't think that I wanted to be a judge until after I was practicing lawyer and Family Court and I saw how really important why is judging was because we had at that time in New York City a lot of people who were on the bench political appointees and I realized that you had such control over whole family at least in the family court or lives of an individual if you sat in the criminal court or in the Supreme Court if you became a good lawyer and learned your craft you either had two options either you went out and he got a chocolate a law firm and hopefully became financially successful or you aspired to be a judge which is you sort of the last word and it was up to you to make the decision after reviewing all of the evidence and I found that for me it was much more satisfying I didn't mind a civil service salary we live just fine and I had a very satisfying job so I had a satisfying job and therefore is satisfying life thanks so much you're welcome hi Judge Judy my name is Brenner Hannah and I'm a junior and my question is what is your favorite part about being a judge well I'm gonna be 100% honest with you my favorite part about being a judge is that I get to make the rules I have to follow the law which I do but the law is elastic and sometimes you have to sort of find a way to wiggle and jiggle to law in order to make it fit properly the facts so that it's the end of the trial you have justice and for me that's the most interesting part of being the judge because sometimes if you have to follow a blank statute or a case that was decided in 1910 that's really no longer relevant today because we don't bring horses to work you know we don't tie up our horses outside of our workplace you have to translate into a different century what people wrote about before and what the Founding Fathers wrote about before so that's probably my favorite part about being the judge to be able and I'm not an activist judge but I sort of feel as if I'm a logical judge at the end of the trial the right thing is supposed to happen and that's justice and to me I've always just tried my best to make sure that that happened thank you hi judge judy my name is Arianna SIA and I'm a junior my question is has being a woman ever been in obstacle in your career no yes the answer is unequivocally not I've never felt held back by anyone from moving forward because I was a woman and and I'm often criticized because I say I don't consider myself a feminist and not that I am belittling those who were involved with the feminist movement I'm sure in some way I was probably you know given an advantage because of other people's work in the movement but I never personally experienced any discrimination because I was a woman thank you you're welcome hi Joe it's Judy my name is Sarah Springer and I'm also jr.

did you ever imagine that you would have your own show no I'm thinking about I do however remember that after several years of being a judge on the Family Court I would watch the one courtroom program that there was on television at that time where the judge whose name is Wagner and I would say that's easy I could do that in a heartbeat but it was a fleeting moment so I never thought that I would have a program and what's the opportunity to have a program presented itself after I was already in the courts for a very long time and I decided to take that opportunity and try it and I had to give up my position in the Family Court I never thought it would last more than a couple of years because most things fail that they produce the television and now we find that in September we're entering our 25th year I mean when you think about it that's almost twice as old as most of you oh thank you hi Judge Judy I'm Irene and my my question for you is if you could go back in time would you have picked the same occupation absolutely absolutely I was blessed to have found a profession that was consistent with my ability with my natural instincts so I was always a person who looks forward to Monday instead of Friday if you if that makes sense to you I never started a week on a Monday counting the days off when it would be Friday and I wouldn't have to work I was always excited about work and and that makes whole difference in in everything in your life and the way you look and the way you feel and the way you interact with people in the way you interact with your mate and your kids and your friends you know there's a certain positive attitude when you like what you do so the answer is I would have picked the same profession and I'm grateful that I had it okay thank you you're welcome hi my name is Kailyn Lowe and I'm a junior here what made you want to create hot bench ah hot bench my husband and I were in Ireland and as we very often do when we're on vacation we should try to sneak in the back of the courtroom just to see what the court system is like you know just to see what the differences are and we went into the courts in Ireland on a David Freese and the holes we were there with a three-judge bench and it was very interesting to watch and when I came back to the States I said to CBS who I worked for I said I'd like an opportunity to try to pilot a program you know what a pilot is that's when they make something to see if it works using a three-judge bench to see how it works and much judges deliberate in the back don't give these give the viewing public a different perspective of what an appeals process is which is usually what a bench that has more than one judges it's usually in a field process and we did it and it's been successful I think we're in our seventh season of high bench thank you you're welcome hi judge judy my name is Adam Hamilton my question for you is has Brooklyn had an impact of what you do today I think every thing that I've done in my life we lived in the middle of a block so easy you had to learn how to and it was a busy street and someone probably telling you something I shouldn't my best friend lived across the street so I used to cross the street in the middle of the block and I always say dad taught me how to negotiate life because there were lots of various pieces that you had a piece together to cross the street in the middle of the street of the busy street in Brooklyn he had to figure out how the lights were timed at each the other streets you had to keep an eye out to see that a neighbor wasn't pulling out of their driveway you know there were lots of common sense steps that you have to piece together and almost do it instinctively to survive and Brooklyn gave me terrific survival skills thank you so much Judy thank you you're welcome Judge Judy this is John Pratt the teacher once again as we wrap this up I want to tell you we have been incredibly honored to spend 15 minutes with you you have provided an opportunity that these young students will never forget and we thank you mr.

Kaminsky last week where she announced that the district had decided to keep avid wish she failed to disclose and what we learned within 10 minutes of her leading is that the avid program had been drastic at our site alone he will only offer one section of that instead of by this type of behaviors can be viewed as a mischaracterization of the fad and undermined our trust why not earn our trust by being transparent with fact and take advantage of these visits to explain the reasoning behind decisions as a side note many students are still interested in at and deserve the opportunity to gain valuable skills and a clear pathway to earning their degree continuing on the issue of trust granny calmly argues that quote the opposite of trust is control for trust to be established someone must first extend trust and it's the leaders responsibility to go first it's becoming more and more evident that our leaders want to implement a AAA vibe and one way to implement this model is to take total control of this vision by providing one-sided research not including stink the input we asked that leaders trust us and listened to the challenges we see with this model we have teachers currently in a k-8 setting and other highly respected teachers who purposely left this model because they did not believe it was in the they was meeting the needs of their students have any leaders asked them what their concerns are about this model our parents only being presented with a skewed vision of a paying model the Cate modelling might be one way to save millions of dollars but it's not the only way and it's definitely not the best in closing all changes related to budget cuts Koen calories the approach to these changes can either inspire and motivate us or cause fear resentment and distress I leave you with one final quote by mr.

Pratt I have to tell you you're a wonderful teacher to have reached out and written a letter because we get lots of mail I read it all and I can't do these things all the time this sort of thing all the time deserves I've done this but he must love teaching and you must be an inspiration to your students which is really the greatest gift that you can give them is somebody who they must know cares about their future so thank you it's been a pleasure and good luck to all of you all the best to Judge Judy and tell Gary we said thank you so much thank you

Connor where he stresses the most successful change initiatives give you a brief summary military recruitment in high schools under the UN protocol adopted by the United States in 2002 17 is the absolute minimum wage minimum age for military recruiting even though the prevailing international standard mister prohibit the voluntary ruin of children under the age of 18 into the military indeed 89 of 128 countries that signed the UN protocol have a straight 18 standard that says 18 as a minimum age for recruiting in May 2008 the American Civil Liberties Union detail the US government's failure to comply with to engage students with particular students and students with the district [Music] [Applause] so that tells me that may not be true for all students but nowhere in that presentation wasn't mentioned students are coming to school hungry and we can't learn I went and read the presentation later on because it did get touch-and-go in my house my son and he's gonna be surprised he's either gonna feel weird that he's not eating with his peers he's giving with me and then he can or he's not gonna eat with us and I know it is healthy for families I know that seems kind of maybe stupid to some people because we have such a large budget I mean I think if we don't put families first in this small fee then we're not dealing with families first in the big things that we so I just wanted to encourage the board you really think about that decision I am NOT for it personally madethe preferred the board I said the kind of resolution with that department and expand efficiencies in that also showed us they showed us some meals for labor our numbers that were well below what cost we only have 85 cuts cuts gloom and doom budget risk is about we all know we're going to build the best school district that we possibly can but we're gonna create a plan that is going to be the shining star on the hill every single kid once they compared to a zoo stock and not go to Sam or whatever it is because we have the best the best the best the best of everything and take what we've got and make it a positive you know we're not the United States government where its gloom and doom and name-calling all those horrible things we're better than that and looking to you as our leaders I would like to challenge everybody as teachers in the room as administrators as the board this is a positive opportunity for how we're going to reap around our district reshape it we can figure it so we use the dollars we've got and the best way possible for our children for our community so that it's not about add it's about great as you have the power to see that you are the leaders that are going to frame this narrative and I say let's flip the narrative and stop all in this gloom and doom and say how is our new plan and make us better that was my challenge for all of us [Applause] [Music] [Applause] well very very good I mean the board should come and talk to us because a lot of the things were primate you know they were coming up I always tell them this not emotion facts how many reasons why should this happen and they gave me some very good reasons about why I'm really thinking about it they felt that they would be under little ones for the eighth graders with some of their concerns they have it the terms of resources they spread too thin you now to be able to cover know whether things they're dealing with the middle school they wouldn't be mentally and emotionally I just think as someone who is I saw that it was you know the each one of those things that he was responsibilities years of the educators that you do the best for our kids we respect everybody's opinion or raise ideas that were fair that were honest about what we think that we tolerated listen to what everybody wants to say we show that we care for our kids with a future to be happy there were good citizens and we trust each other I show that trust that were diligent and exploring every option available to make this district the festivities then we show Kurdish before the best plan we see that we're going to have the tech school we understand what's the best plan for five years a lot of us had some really good ideas how does know that from how to plan out and you need to kind of touch the base bid these teachers and students and parents asked their opinion [Applause] [Music] yes yes that was [Music] I was able to of those organizations are [Applause] not [Music] you know but this is this is not something that's just mine it's ours we have to water it you're right we have to show up I want to say invite me definitely you know yes because we don't want to bother you and bother me please email me I think it's really important to open door policy where we are in this together I wanted to do so cute I think they need to go to I don't they're like what does breathing in this your voices are fantastic so I also went to it was a high school in the media class and you know Nathan Ariana stand is the team there I seen them and they talked about all the great things going on here and I just have one announcement regarding going on the junior and senior high school girls New Zealand orphanage it's [Applause] so that's how they're I think that's a great idea understand [Music] in the gym [Music] okay [Music] I'm gonna pass well first of all I want to thank you how parents so we also have another treat for you tonight and this morning the chamber congressman our city district you chamber our own students about some of the accomplishments in our district and its features three students doing the talking imagery one of them happens to be the son of where's everybody go beyond that irony on us and all our very talented is who are totally fired together script also about the district so we're gonna play that for you now [Music] [Applause] [Music] whoa special education is no more revolutionary which is to support reading successful schools which also also districts on increase when state test scores for students with disabilities [Music] that integrates now for child welfare in attendance otherwise known as CWA it has helped to improve the education and must be the achievement gap for youth in foster care Thank You CW if you guys are wanna see some awesome [Music] [Applause] [Music] when your son talked about and I really just want all the work thanks to here in this room and all of our staff teachers parents a dedication 9.0 reporting action on closed session matters 9.1 in the resolution 2019 ash 2031 released reassignment Oh [Music] it passes and now we will move on to 9.3 resolution 1929 33 non re-election probationary employees and if pheasants 4:04 and what happened and next we have item nine point four resolution nineteen twenty four before reduction or distance of motion paying for deliver Ariana's [Music] already [Music] okay that passes for next we have ratify it approve change order number two a us being base three fencing improvements at various sites so in this phase 3 of our fencing world this particular project as all of our projects includes the basic cost plus allowance for the usual circumstances that develop pipes underground or whatever and this project went very smoothly and in fact we did not have to use all of the allowance so this is what's called the deductive change order the cost of this project came in less than expected by fifty six thousand two hundred dollars this project was in a number of times the enzyme called the first time that maybe the boy decided to just [Music] we have notice of completion for Phase three fencing improvement area sites so this was a request to have a discussion around practices that we currently have at our schools access for military purposes so right now what we understand is that the every student succeeds act which is typically referred to as an esse Congress and that motion amended the Armed Forces recruiter access to student and student recruiting information which basically requires that Ali A's under assistance essa we provide military recruiters the same access that we would provide higher education so speaking with our schools that is currently the case whatever access so for instance we have a college event right that's access military is present at the college event if college wants to come to the college and career center to do a presentation that is allowed and if the military wanted to come presentation of the college and career center that that would be allowed as well and we do have our three principles here is there were particular [Music] but understanding one Oh [Music] I just raised in that environment and my stepson 22 years no 20 years old 21st birthday in boot camp in the Navy and so you know for those students that do have that kind of I can see I'm actually held in mothers so I just want to ask you so when 8 years old what is involuntary no no I understand my question still is yeah your your interest not only your interest but where your talents are and they can use that in their baby you don't have to even go to the recruiting office to take the public information here what if you want your child I had talked to Susan Lucian Roche about it and she thought it was a really good idea [Music] well I want to I didn't fight I I wanted to learn I wanted to share with my colleagues great opportunities whether the students want to go to the military or not I think it's really important that they are aware that are out there you know maybe some of them will decide I don't want to go to college I know that I've been on this path for a long time and to the military and he's into the military enough great but if he's the one can reap the rewards or you know remove the wart because of you their child you know our child it's really doing really good I mean there's that one child that they're not allowed in our Congress this by federal law that we should allow them to have same access I think it's really important that what I see here which is the together together as a board but again I want to say that what I think we're seeing is crap but I just not allowing there's there the upper committee and the contacts to be able to access individuals so I would disagree I would want to go ahead and report with okay what we'll do is bring this down and eventually I got it I think first but that's not my call and but other than that alrighty what this is the highest thing that they do want their country's okay yeah we're gonna go ahead and we're gonna report no there's no there's no public coming I'm so sorry okay so we'll move on to two point five consider approval of consultants tonight our education and communication resolution 19-23 five right motion by okay it passes for in one accent and at this point we'll go ahead and move on to the consent calendar it's 11.1 all matters listed on the consent calendar are considered by the board to be routine you will be enacted by the board in one motion in the format following the last consent calendar agenda item there will be no discussion of these items prior to the time the board staff or the public requests specific items to be discussed if discussion is requested by a board member that item will be all right okay absolutely approval again 12 points 12 point one approval of a menu for policies BPM administrative regulations they are regarding statement submitted EP and AR five point one six point one introduced a district open enrollment and AR 507 introduce our by one to five student records a minute EP n AR five one three one way to bullying amended be par-5 point for 1.21 administering medication and men EP by one four five point one one questioning and prehension law enforcement exactly yes so on a quarterly basis we get updates from CSP a we're doing a great job of following you Maas come in through the state and so if a new law changes that alters what it is that we are doing a certain group per se or a certain process per state now needs to be in place because of a new law something that hasn't happened or piece and that that gets recommended so yes to your point even though it was recent rude something who has happened and so that's why you see the language okay voted against it oh well 3-1 this is up to different ones what I would suggest is that we find out from those people who voted against which specific one is and are there so [Music] the record but I think it's great for them to know how to balance or check I'd like to add on that I had had somebody push me for the same thing and so in the ask about it and this isn't him so what he's offered to do is if you would like to do a junior high as well as create for the junior high school okay [Music] and this is where the managers I noticed using your app on your phone also on the district office [Music] okay 13.3 approved the contract between the Los Angeles County Office of Education let go and destroy ongoing resiliency trainings or to curriculum for staff and parents to support our staff and their parents and how we can help their child okay okay [Music] and yes no worries alrighty and with that 9:02 p.m.
