norm and as our principal dr. asinus as our assistant principal and mrs. Perez as our part-time counselor this will occur that things began to change for our school discipline problems went down and academic scores went up since then I'm proud to say that our aspect scores have been on a continued increase this success is partly attributed to the fact that our two administrators innovative ideas with them giving teachers necessary time and tools to continue to grow professionally at the same time they address behavior issues while inspiring our students to grow academically for the students who do not require intervention classes they are placed in one of two elective classes avid or stem this is an everyday program that gives them this opportunity for 45 minutes unlike traditional middle schools our students are offered enrichment elective classes twice a week twice two times a week for 40 minutes thus allowing our intervention and all middle school students to participate the duals the port of to administrators enforcing good discipline while inspiring students to grow academically has impacted our students in a positive way because we follow an elementary model middle school PE only requires a hundred minutes per week students receive 45 minutes of district PE and the other 55 minutes are broken up into two days thus fulfilling at the required time in addition students receive 45 minutes of music time which gives middle school teachers only 90 minutes of plenty of time a week this concern was brought up multiple times to our current and past administrators but we were always told the same thing time and time again there is nothing we can do since we are an elementary model having to share this history with you brings to mind two major concerns first I'm worried that by hitting us with one administrator to do the work of two people our district will fail our teachers parents and worse yet our students secondly the district must find to incorporate a key teacher and a band teacher at all middle schools traditional and tk8 if we are moving forward with this plan it will be a critical decision to not neglect this important step as a greatly impacts and prepares our students not academically but also athletically this will ensure their success for school and beyond and this way we will not only retain students throughout our community but also teachers and staff who desperately want to do their best to prepare our students the next generation to be college and career ready at stein thank you next step is Margie Aveson [Applause] good evening school board and superintendent and cabinet my name is Marge Avis and I'm the vice president of Azusa educators association today is making a statement that we adamantly disagree with a USD moving towards a district-wide k-8 model for a variety of reasons for the no district k-8 model we had a few questions what's the actual model for Ellington called and what other districts have this model we've been unable to find something replicated in other areas currently at Ellington there's not enough site administration to effectively support a k-8 model because there's no longer an assistant principal what is the plan for administration and counselors kids will lose out on daily electives of the district moves to an all k-8 model kids will also lose out daily PE in a cake and they change to an arcade this is concerning because of childhood obesity and the specific standards for each grade level single subject teachers will be eliminated from a k-8 model please show that to public the cost to set up a k-8 model what is the actual cost add portable classrooms and multi-purpose rooms show the public how the savings projections are calculate an itemized list of cost savings not a general dollar amount for each school special education students are not on teachers rosters at our k-8 model full inclusion of special education students not might not be the least restrictive environment which brings up another concern that special education does not have enough staffing for both teachers and support staff to have our students be successful English language learners they get eld as an intervention every day while other students get stem as an intervention to fill in that 45-minute blog there is no parity in that situational electives are offered twice a week for 37 minutes based upon what the teacher wants or can teach intramural sports will not be as robust as the district goes to a k-8 district-wide there is a smaller pool from which to select athletes the Association had some ideas for where we could go into the vaccaei 8 model the two other models that our author is a 2 7 to 12 campuses much like Sierra Vista Baldwin Park House this would be a good opportunity to use modernization money to upgrade Gladstone Azusa High School from using the money from centering and sauce in middle schools and creating a 7/8 village to separate the 912 students the other model is the one high school in one middle school once again use the monetization might upgrade the facilities you could have a more robust or its programs for sporting teams would move up into CIF breakfast as well as performing arts and technology in stem wood and other electives would have more vertical articulation thank you have a good evening next step is Leslie Jones I was so impressed with Lawson's choir their Girls Choir it was just absolutely beautiful however that's a program that Ellington will never have that's a program that will probably lost if we become k-8 throughout the district I feel like our district has a lack of support from our district did you know that Ellington hasn't had a music teacher since October there's no way that Ellington can perform in the fifth grade all district band there's no way that our middle school can perform in all district bands because they don't have the support of a teacher that's invested we haven't had a PE teacher since September my concern is from my students and all of the students at Ellington in this district we recently lost our principal because of changes in the district and so our vice-principal moved up and is now ours our principal I'm on campus pretty much every day for many hours during the day you're there I'm probably there and unfortunately the lack of approachability now to our principal is greatly to reduce because she's stomping out fires she's dealing with situations that require her to be busy and that's a nice way of putting it I'm grateful for all that she does I'm grateful that we have miss Perez there now 50-50 sharing Wisconsin but it's just not enough our school isn't lacking in so many areas and I feel like we keep coming to the district board saying help help help and it's falling on deaf ears please support the school district please support our children put them first thank you [Applause] Hey next is Sonya Smith good evening board members family members teachers and Families my name is Sonya Smith I'm a working parent with three elementary school children today I would like to talk about effective ways we have the school community can increase Family and Community Engagement especially in light of all the important decisions that are currently being made that will be impacting all of our children for coming years research that except shown that parent family and community involvement correlate with high academic performance and school improvement in mid-december I became aware that a representative of each school was chosen to be part of the pathless committee along with teachers administrators and staff to participate in dialogue and deliberation on school configurations as a working parent I I was not aware of the possibilities to be able to share my thoughts ideas or concerns nor do I even have the flexibility with my work schedule to commit and volunteer my time for more than 25 hours I think it was about 25 hours or more than 20 hours that they met and committed to and I do want to thank everyone and welcome the committee for your time commitment and efforts today I would like to challenge the board and our community to think outside the box in future decisions I suggest holding open town halls or open home I'm sorry open forums within our community start using online apps like sounding board for those families that are texting children to and from after-school activities and are unable to attend to - for our board meetings the reason I'm here today is because my sense people are not people Little League game was canceled because of the rain so thank you rain let's open up the dialogue between administrators school board members teachers staff community stakeholders families students and students in a constructive and positive manner each member of our community deserves a voice I also recommend that you clearly state the purpose of these town halls or so that everyone is prepared and we are considerate of each other's time recent fires for conversations with the superintendent we're big at least on my almond tree school by giving clear objectives you can increase the attendance at these events hold the town halls at various times for example offer morning after school and evening session to accommodate all schedules lastly and most importantly please give plenty of notice from my own experience 48 hours to 1 week is not enough time please be mindful that not everyone has a flexible work schedule or even flexibility with childcare therefore I ask that you consider consider continuing to involve the community by opens up to the entire school board in a fresh new way by doing so I believe that you'll be strengthening the partnership with students staff families and community and working towards the goal set on this three-year strategic town that I think you won't be talking about later this evening and then the other thing because I have five seconds if you get a chance on the Department of Education which you may have already they have best practice guides and I know this one's for closing them schools but it might help you with school reconfigurations so thank you hey next up is Paulette orders hi good evening my name is Paula Taurus I'm the senior class in high school and I'm here not to necessarily scrutinized and criticized the decisions made by the district as a result of whatever budget situation you guys were placed in us as students as parents as students as parents as teachers we acknowledge that there's many many factors that go into the decisions you folks make but I'm here more to insight you want what what occurs because as we're placing all this trust in you we would hope that you would bear and produce certain actions that would only benefit us and so with that regarding the the budget cost here at Gladstone though it may not affect me too I will be graduating this year I feel that the students who will be let me on who will be left behind to further themselves in the school who wants a further their education who wants to make something out of themselves because education is a powerful thing and for us to provide that with them it's such an amazing thing and we want that to flourish but I feel with many teachers being being cut especially in such an unfair and just way as that's course I have mentioned before it's based off Senor quality of my teacher I know teachers who are here currently in this building weapon more time universal to their crap and loving their students without those students may grow and blossom as opposed to some of the teachers who though yes they have been here currently for 10 plus years however long it may be a classroom but they really don't invest as much and it's not investment that we need to cherish and so for such a such a almost ludicrous way of selecting those to be terminated or possibly terminated it doesn't really help the students having like much in that aspect also in the aspect that some of these teachers they were great teachers me personally I can not get attest to the teachers coming to me and I can go to bring them bring them questions back happy to my personal life and they give me advice they're able to shape me and concerning I've spent most of my time at school it's it's heartbreaking to see some of these teachers leave and for many students it's also heartbreaking these students they rely on these teachers and some of them have great great psychological problems depression anxiety it's something that is more commonly these kids and these teachers really would have helped hamper those effects they were able to and then along with that I'd like to take notice of a be budget cuts because me personally I I could say anecdotally that avid was an amazing experience for media helped me get into college I was able to maneuver through the entire process much much better and so for it to be hanging by a thread I that such absolutely something that is address and amid the attempted so issues that the district does deal with now because like my teacher mr.

Shea and many other faculties encapsulate the encapsulate the idea of school that's time thank you thank you and last but not least makes avala thank you my name wasn't on there so I started to panic and I know the YMCA people are gone so don't start my minute but I wanted to say that I was in youth and government when I was in high school and I was elected the chaplain of the assembly and it was one of the best experiences of my life and has helped me to become a better leader by having those experiences early on so I absolutely encourage your high school kids to participate it's wonderful good evening everybody I'm here to discuss the issues related to negotiations inclusion and transparency we're not aware Board of what you don't what you don't because there are certain things in closed session you can't talk about and we understand that however we want you to know that ata gave the district bargaining team an initial proposal for a total compensation in October of 2019 the district responded in the following session in November by saying that they were not able to give a counter proposal based on budget unknowns and that they would wait until the governor's budget proposal came in January okay reasonable in January after the governor's budget workshop ata gave the district team a modified counter proposal trying to take into account those changes that came in but mark responded that the district would be quote hard to give any kind of ongoing raise in the needs cuts and quotes to you the school board or did you already make that decision that has not been communicated directly to us in the beginning of February a ei stated that we expected a formal counterproposal from the district team we did not get one instead we were told that the district team did not have the authorization from the school board to negotiate total compensation at that point we asked why we have not been told that prior to negotiations that day due to the need for further discussion on the retirement incentive and the MOU reorganise reorganization the teams met a second time in February again he expected to get a counterproposal for total compensation we did not again the district team said that they were not given authorization to bargain total compensation by the school board is that true and if so when will the district team be able to bargain in good faith at the table not engaging in negotiations related to compensation is not bargaining in good faith then we move up to the next piece the Association has grave concerns over the financial implications of the coronavirus I know that the district office is taking proactive steps to Teo with communication plans implementations and I appreciate that the superintendent included me last week in one of the initial meetings and has asked for an input and I appreciate that greatly but we are formally requesting that the school board authorized the certificated bargaining team to negotiate working conditions if affected by the coronavirus the bargaining team wants to make sure that there is an heir in this era of transparency and collaboration that a TA is included in all the meetings the committees and district discussions that affect our teachers working conditions [Applause] lastly he wants to ask clarification of the process of delivering the Rif list of names to the board the teachers were unduly stressed out about the pending riffs based upon the publication of the PKS without an actual number of associated riffs so there were 25 certificated employees on the PKS however the district didn't sign a resolution officially stating that there would only be 17 subsequent reps I'm thankful for that that is 17 and not 25 and so I don't understand why we would not make that Association and do it declaring that's the time please let me finish I just don't understand why wouldn't the district 2 swage the stress of teachers by simply and transparently and identifying the specific number of positions I think that that is a much better practice we understand the need for reductions and reorganization in order to maintain fiscal solvency we recognize that importance and that is a priority for our children but again we urge transparency communication and inclusion in these times of reconfiguration in our district I would like to submit mine and Margie's ideas about the k8 ideas and my notes for verbatim in the notes please thank you thank you okay thank you everybody who took the time to come up and speak we will now move on to 8.0 general functions 8.1 district preparedness planning and initiatives for health emergencies a good there's an audience we have heard many reports recently in the news actually since early in December but accelerating over the last couple of months about a virus called Kona virus or now named colloid 1900 state and through much of the United States districts are planning what to do how to handle situations in case those evidence of a case in our own district and be able to do [Music] planning booklet and guide that we have for our team and for our site administrators one of the things that I think we need to know before we launch into these objectives is that this is a rapidly evolving situation we are getting updates every single day from a CDC from Waco and we're doing our best to keep up with these updates as they come in to work with the information that we have and to adjust our plan accordingly so while we do have a plan in place what we have met with principals and other stakeholders within the district we are all being very mindful of the fact that information you can change daily and it has changed overnight and so we may have to change our plans on the fly and we are prepared to we are prepared to do so we have organized our plan into a couple of main points that you'll see a pair which are planning communications and resources learning and operation so I'm going to go through these fairly quickly here and then if you guys have questions my colleagues and I are happy to answer any additions that you guys may have if we move on over to planning this is one of the larger sections and they're one of the more robust sections of our plan because this involves pretty much every aspect of the district every single department every single office is going to have to do some sort of planning in the event of a widespread in the event of a more widespread coronavirus I don't know what I'm trying to say it's been a long night it just in the event that the coded virus advances more so than it has already especially within our community so right now as of where we stand earlier today in the letter that we sent out to our community to our staff we have no confirmed cases of corona virus within our school community so that is a good thing and there are no known risks within our community at this point so within planning we are looking at this in a couple of different phases each department is looking at what we can do now to prevent the spread of germs within all of our departments we're looking at what we can do to be prepared in the event that we do have to close a school or we do have to close multiple schools you guys might have the PowerPoint got it okay so these are just a couple of that pain okay under planning of nutrition services is a large one because obviously there are a lot of students within our district that may be dependent upon the meals that they get served at school so Marie and her team have already done a lot to work with our partners and they have done a lot to put a plan in place and to start ordering some shelf-stable food just in case we have to reduce the amount of handling that happens with food because of concerns with germ spread or if it's event we do have to close a school or multiple schools okay I wonder is it is it helpful since we've have had conversations around school closures or that's a term that has been used I wonder if there's a can we can we think of different and more or more specific language so that so that it's not confused with other conversations we have whether now or in the future when we think about some of the things yes publications that's a great point yes we will differentiate between the school closures and school shutdown so continuing on new nutrition services strand there is a possibility that students will still be relying on us for four meals for breakfast than for lunch if we do have to suspend services for either a short period of time or a long period of time so Nutrition Services has worked really hard to get a plan in place and to start doing some ordering of supplies that they will need in order to implement that plan if needed cleaning is it is a huge one so one of the things that the CDC is recommending and one of the things that Lake who is recommending is that the best thing that we can do for where we are at right now with no confirmed cases is to work on the prevention of the spreading of germs and not just coronavirus terms but any any germs the flu is rampant right now everyone has a cough everyone has you know the sniffles and so it is really important that we are working with our teachers and we are working with all of our departments to make sure that we are stocking bathrooms adequately with soap and and water and and paper towels and MOT is taking care of that we have delivered messaging on proper hand-washing protocols as you can see there are posters around at this cafeteria that I've also been delivered to school sites as of today on proper hand-washing and there will also be what we're calling an enhanced cleaning of our schools and off over the weekend yes can you please explain where it says just in case prepare to go to e-learning model using Google classmates or another method what is that mean yes so that'll come so we we renamed these sections of PowerPoint that's in there unfortunately is is one that was updated recently so I can give you guys the most recent PowerPoint in the Friday board packet um that section yeah what does that mean in learning mark so elearning would be online learning so I have to close schools we have plans in place contingency plans in place so that student learning is hopefully not disrupted as much okay so we'll get we'll get to that part in just a moment so as I was mentioning this weekend our campuses will be cleaned our offices will be cleaned we're calling it an enhanced cleaning because it's a little better than just the best thing we're talking about it disinfecting just to start us off on on the right foot and hopefully again prevent the spread of germs under health services Aaron and the sped team are planning for the care of medically fragile students and working on educating students and staff on precautions to prevent the spread of germs and so this is something that we are trying to enforce community-wide not just you know while you're in our schools were you while you're at your job site the best thing that we can all do as a community all together to help prevent the spread of germs in general is to make sure that we are washing our hands frequently so moving on the next section that we have is communications and resources and this is a big one so as I'm sure that you guys have already noticed there's a lot of false information that's out there there's a lot of information flying around that is not factual and so one of the things that we want to do as a district is to make sure that we are putting out frequent and factual information about where we stand as a district with the coronavirus and then also making sure that our community knows where to access accurate resources on information that's coming out so with on the district website we have links to the CDC website we have the memos that we have sent out to date so to date there have been two letters sent home and then those letters that have been sent home has have also been posted on our social media on our app and we're using every avenue of communication that we have available to us at this point we have not yet used all call in the hopes that we can reserve that for if an action needs to be taken in relation to the the coronavirus but one again one of the additional important things that we can do as a community is to help stop the spread of rumors and to help stop the spread of information that is not factual so as a communications office and we are striving to you know answer questions that come our way regarding the state of our schools regarding any developments within our community and within our district and we are also trying to point people towards the correct resources so people may not know where to access resources for their particular job or you know for for community information in general it's very important to us that our community knows where those resources are so they are on our website we have a newly created section of the website called health precautions it's linked from the home page where this information is available in addition to communicating externally we're working really hard at communicating internally with our staff so as dr.

Kaminsky mentioned our initial planning group and our continued to plan a group will be full of various stakeholders throughout the district so that we can all you know in give our feedback feedback into this plan and help build a more robust plan so that hopefully if something were to come down to needing some sort of action on our part that we have already looked at what what we need to do and we have a good starting point to start from we had a meeting with our principals today to discuss the resources that we have available they have access to an online folder which is continually growing it started out at 50 pages by the end of the day today it was 84 pages and we expect as new information continues to come out that that that a binder or that folder of information will continue to grow that's in our principals hands they have some directives as far as instruction that needs to happen in the classroom that they will be sharing with their teachers we're recommending that they show hand-washing videos within class we have posters for them to hand out and all of this is again tied to this resource packet that all of our principals have access to and we'll be sharing with with the board as well the resources that we have are actually really robust and we are thankful to the CDC for that because again they took the burden off of us in helping us to communicate factual information in both English and in Spanish or for our families moving on to the next component which is what board member Bart X pinion was asking about just a few minutes ago we are looking at our our plans for learning so if in the event we do have to suspend services at our school sites how how can we do that without disrupting the education of our students of it and so there are a couple of things that we have looked at the e-learning model would be using something like Google classrooms for our teachers to still be able to give lessons to our students via an online model so with that we realize that all of our students may not have access to a laptop or they may not have access to Internet so we've looked at plans on how we can check out the Chromebooks that we have as a district to our students to allow them to access homework assignments while schools are closed yes excuse me is there a way to get with that and looking ahead at that what would that do as far as a TA and whatnot actually I have those conversations either at the county level at the state level and professional organizations and on Saturday nights I received some information from the California Department of Education addressing some of those concerns which really are like a lot of anxiety like all school districts currently have the two options available for them one is there is a longer process if for example the student attendance drops dramatically like 10 percent no typically because of a outbreak of illness or something or a natural disaster school districts can petition the state for a worker of that loss of a DA and typically the state will grant that the other situation is if for example schools have a suspend and couldn't have students at school they all had to be at home doing something school districts already have the capability of providing a way for students to do work and to document that through what's called the independent study program and so that is something that's another option I this point I'm not really concerned that districts won't be able to receive the appropriate payments from the state I think the state recognizes that if we are in an emergency situation beyond our control we still have people who are employed we have services to be delivered and and we must meet those needs so I'm confident right now that that won't be an issue by passing on your head to the nation right you know I think for us is what we are are doing in terms of planning ahead talking to all sorts of people in the district and and beyond the district about one of the best plans what has worked before and similar guidance that we received actually also over the Lincoln was a final document that was used approximately ten years ago perhaps when we had an outbreak of what was called h1n1 and it's now been updated to say h1n1 and coronavirus but a lot of it is planning the same things how do you send the staff and the students and the families and morals and and you know just plain hair gonna do all that so I think we're in good shape and we've got [Music] school so you're saying that's one of the options we're looking at so what are the other options that we're looking at so we have a bully paper we don't know if it's gonna be a coder for a short period of time so you know two to five days or if it's going to be you know from five days to three weeks so I think pretty much say with confidence that we have yeah four different four different scenarios so both elearning and people if our students have no access to Internet they have no access to computer then we can do a fully paper model so you know either one would and so who was who's been engaged in this modeling and just you know thinking to do what this would look like who's been part of that of that that process it's like gonna talk a little bit and i/o so you might be started it's not it's not complete yet so there has been some input from her body folks already and that'll be expanded as we move forward and and really get closer to finalizing it we have a plan for elementary for middle and high school as well so depending on what happens we would be able to assess we could do that for a couple of days and then take a look at it again and revise them what we need to do but this is what we have at this time to be able to use our own curriculum a digital plan and a paper plan as well and for the digital paper plan it's using the same curriculum the curriculum that we have these are some resources that come with the curriculum that we'll use we actually already have this in the digital format so in case students are not able to log on to their digital platforms with their curriculum we'd be able to go ahead and put those on the website so you know students and families would be able to see that as well so the an so the answer to my question is that it was ed services you and the two that are designing this so so I do want I mean to the two A's president's point right I mean working conditions are negotiable so I just want to be sure that we are engaging well one I want to make sure they were engaging our leaders at our school sites in terms of what's worth actually feasible but also even those who are going to be planning on delivering it I appreciate places like China were able to go to online nationwide but we're a very different system here I mean so I just want to make sure that we're being very careful I know for example South Pass has already sent out a letter saying that they're not able to go to online and so they're letting their communities know so I just want to make sure that if we're going to go in that direction that things are planned out and you know also knowing that it we're on a very short timeline because who knows when this may or may not happen I think those are all really good points and we've been discussing them for example a couple of things clearly right now what we're focusing is on curriculum that's easily available that students have teachers have classrooms have that's online so that's tends to be language arts math social studies and science but what if you're an art teacher an auto shop teacher we really need to hear from those folks in other areas that that aren't already online to find out what's available but how can we support you what makes sense for you so we need to broaden that greatly we also need to touch base with with teachers and classrooms to find out this is this model right now is based on the curriculum guides which which guide the delivery of the curriculum there's also the lived experience too in terms of where we are what what kids need and so that's another area of conversation too they won't have to do we've also talked about the idea and my ass is working and checking just making sure what kind of technical capabilities we have here with our our Chromebooks and also various abilities for if the teacher wanted to teach a class online to students how that would work and we've talked about piloting that maybe have a roving pilot so that everybody gets a chance to to try it we also recognize that some people are more facile with it or more acquainted with ethanol and there could be training needs or for somebody to drop in it and get some coaching or support for that too I'm so there's a variety of things that go into it that we really have already started talking about and recognizing that we need to to work as quickly as we can to get it in place so so just to be clear does that mean yes we can be sure to engage yes absolutely absolutely thinking and then my other question so I heard you talk about putting packets online and people can download so what are we well I mean if we do go to this direction I I think it's great to think about how do we can check out Chromebooks I think it's a great way to try out a one-to-one model right especially we know I hear we have more Chromebooks and kids at some of our high schools so I think that's somebody to think about in terms of just the technology but but in terms of Internet access I mean clearly if we're gonna be if we do something like that we need to be cognizant and be it's our responsibility to make sure that every student can access everything online so hearing that our plan is going to be to upload paper documents that somebody can go to a McDonald's to download I mean that's not to me not a feasible approach right so either we need to figure out how to make sure everyone has access at home or maybe this is not the route that we should be going so that's not equitable I actually asked the same question Jennifer can you share with us a little bit some of the results of the surveys of asking that question because we do have to know man make sure kids have easy access to this so just briefly we were reviewing the data from the most recent parent survey of the parents who fill out this how many parents fill out the survey 1300 1400 out of how many fat and family families do we think that we have in our 1700 how many students 1,700 students how many students do we have in the range of 45,000 say I just I'm just gonna say that that's not I mean we can't go by a survey that only has 1400 students responding we really need to I mean if we're really gonna go this route we need to have a good grasp of who has internet and who does not and also when it's when the surveys asked online and so people are responding online and saying that there they're only recognizing that yeah it isn't perfect and people some people can afford internet some can't we don't have we're not living in a city that has universal access to Internet and in fact if students are not allowed to be at schools we also don't want them going other places around other people we want them to stay home and so that's why they continue to look at that one may need more than one model more than one way of approaching it because the one size won't fit all students can I just respond so that part of the plan ebooks we've said that all resources will be posted on district's website but also if they don't have the online access then we are prepared to put together paper materials for families is there thoughts on how that would be distributed you know we have not what we would do we would put this plan online we would do all calls at home it would let families don't with social media that these are the options this is clearly what the plan is in this plan which we did share with the principals it actually calls out what the curriculum resources that would be using we do have some supplementary materials that we have for example is give you one example in our wanders elementary ela curriculum we have something called your turn a practice book for K through five students is something that they could do at home it's you know reading and writing and you know something they could do on their own or with a parent's health as well so again this is a preliminary plan and as we begin to really push this out we have something in place to be able to move forward if we need to do that and then we will continue to give it some more thought and take your suggestions I have one question are you in communication with teachers on how to also use a best practice and moving this forward so that will come and put this together with our toeses who are teachers and who do work with teachers as well so we put this together as an emergency tentative plan to say we have something in place in case this happens tomorrow but we'll continue to bring it to our teachers into AEA as well the only other thing that I'd like to add to the learning is that in the directions from CDC and laïkó they are recommending that if they do have to go to a polling paper plant that it'd be something like a grab-and-go like the same thing they're recommending for nutrition services where you know we're not gonna invite students and we're not gonna invite families and to come in and sit down and do the work there or not going to invite them in to eat their lunch there but they were there would be a central location where they could come pick up a packet or pick up a meal and then you know go back go back to their homes so that's the only other component of learning in and yet this is a rapidly evolving situation we are continuing to build our team and to evaluate our plans at the time goes on and this is again this is the beginning and hopefully that there's something that we can keep in it you know if there are future situations like this we can have this plan to refer back to it I have one last question um they can come and pick up so would it be at the school site would it be at the school district and your clarify doesn't depend on what is clothes and wear so there is a chance that it might have to be a community location like the city library or a park or something of that sort so have we reached out to the city to partner up in this I reached out to the city to see what plans they have in place right now they're letting County House take the lead but I have let them know and I love the police department know we are where we are in our planning process so again for all of us rapidly evolving we don't know if the city's gonna be closed we don't know if we're gonna be closed we don't know if anybody's gonna be closed at all so we're just we're we're asking for people understanding and helping us to be flexible with with all of this and we know that our community partners are ready and willing to help if they have the ability to the last component of this though reverently is operations and since this is such a rapidly evolving situation we don't know if if something is gonna happen we don't know if it's gonna be two days it's gonna be four months so where we at right now is we are trying to make sure that we have the necessary supplies needed in order to keep our offices and our campuses going and so it's been to target if you've been to Costco recently you know that everywhere is wiped out of supplies cleaning supplies particularly and these are things that we would need to keep our students and our staff healthy and safe or they're here so emoti has done a great job of scouring near and far for the supplies that we need and so we can say that we have what we need and we have a good stock right now but obviously if the situation is prolonged then we are going to continue to need to plan for things like nutrition services and cleaning supplies and all of those things and so we are looking at this plan every day we're receiving updates every day and we're going to continue to build them we're gonna hopefully look through again some of these you know concerns that you guys have some concerns that were brought up by our principals today and we're going to continue to helpfully try and close as many gaps as we can within the time that we have and again this is just we will continue to do this and if something happens that we can implement and if something doesn't happen then we will continue to plan so when do you or how do you determine it's the time to to move forward I mean this is a Health Department tell you or someone in your school district us to catch it or how how do you determine this is gonna come from the LA County Department of Public Health it's their responsibility to let us know what they would let us know is for a generic it would be at the level of there is a there is somebody associated with with a given school that is presumed to have coronavirus or Co vat19 and is being tested and they would decide if we should suspend having people on that campus at that time or we should wait and they will give us that direction so it would be an individual school or [Music] so very because let's say let's take for example let's say it is the principal of the school well then that could possibly impact the principal the person's the principal interacted with could be a small group you know that offer of course if say maybe two weeks it could be the whole school or it could be a student let's say who has a brother or sister at another school and then you're talking about multiple schools so we that will really depend on the the tracing that the public health department does in terms of context kind of part of the identification is the person who is not feeling well goes and if the person is giving a test that comes out positive the public health starts doing what they called contact tracing where they are talking with the people to where have you been who have you interacted with so the thing would know that if there is a need for other people to self quarantine or there's a need for a button to close down temporarily for a while but that so that's the informations they'll be sharing with us that we're going to collaborate with the Department of Public Health and LA County Office Education to determine the best approach they will tell us what we need to do we can give input but it's their direction that we fight so I'm not sure that that's actually what's happening in other district in other areas I just want to be clear there's one description make a decision on their own to close but it was it was based on as far as I know it was not based on an actual case it was based on a presumed case that was their decision and basically they did is they blew for Spring Break around with the other cases that I know of have all been advised by the Department of Public Health and that also can turn out to be one of the requirements for ongoing funding from the state I also just want to bring the consideration of if this was to happen just the communication to the parents because most parents most households are two-parent households that are working so just the communication if we could be you know on top of that if this was to happen clear inclusive communication I at the other district that you just mentioned I could actually I was at the other district today and they did not communicate correctly and it was not okay hey anybody else okay thank you okay we're moving down to 9.0 study session 9.1 strategic planning workshop employed [Music] good-evening more president or members superintendent this was our second such meeting around the strategic plan if you are and have been bored follower you know that on a monthly basis we have been providing as the board of education in our community with an update on how we are doing with our strategic plan and our actions and services in that particular plan the purpose of February 26 was to reimagine and bring together a revised course of teaching plan and part of that date was that we shall share that with the community at large and so that is what we are doing today and so I just kind of want to take a high-level walkthrough on on this revised strategic plan so goal number one stays as is there was no revisions to the goal per se and in terms of the objective and the actions and services listed here it's really about deepening and expanding the work that had happened with iteration or draft number one of our of our strategic plan goal number two again it stays the same the the plan of maintaining fiscal solvency are you doing for me Kathy are doing there you go so here there are some action services again that remain the same but we do have a couple of new ones I just want to quickly point out we do have that that we're presenting to the Board of Education options to reduce district budgets that we are providing direction to the superintendent regarding conference and travel parameters and by we that's the Board of Education and we have talked about in public the board has the the request that by September we would have a five year a school reconfiguration plan and so that is put in place here so that that's something that we are working towards you know our next goal did did change a little bit so we added students and staff let me get there sorry there you go as part of the that day the February 26th again this goal stays the same except that we did add students and staff to that goal again here it's a I would characterize this as deepening and expanding some of the practices that we have that we have began so for instance the parents survey that we do on a yearly basis we had as part of this talked about publicizing and promoting this concept of how we communicate so that is captured here as well and then expanding a work around what originally started off as an asset map but about really partnering with different agencies across our community and residents to develop a system for delivery of services and it's gonna be great on the first update because a lot of things are happening is in this arena that I think we are very proud of our last goal stayed the same improving academic achievement for our students and student groups so one of the things is a continuance we had in our previous plan that we were going to be doing listening circles and so this this is a continuance of not only the listening circles but actually bringing some some data or what has happened as a result of the listening circles that we have been doing again improving and deepening our PLC cycles and develop being a schedule to continue listening circles and maybe the focus shifting maybe to academics s success and support at schools so like we did in the previous plan on a monthly basis we will be bringing to the Board of Education to our community an update that goes right on this plan for each action and service there questions anybody okay thank you our total and then next we have nine point two input on goals and metrics for 2020 to 2023 El Cap yep local control accountability Nguyen thank you so our current El Cap it is set to expire at the end of the school year and our our our mission our goal right now is by June to approve a new El Cap that will carry us through the next three years so beginning with the school year 2021 for three years we are trying to envision a new helicopter tonight we begin the process starting at a very high level and we want to bring to the Board of Education some draft goals and metrics that have come about because of input different different sources and want to share that with the board or some possible again input or direction this is our first draft or first iteration of this and so what I'd like to do is call Jennifer edik right to the podium has been really the workhorse behind this and really working and tried to get us to that to that one good evening board thank you and I'm happy to be here to share the process that we've undertaken so far in developing these proposals as as was mentioned we've met with Pak plus with our El Cap Student Advisory Committee and in an ongoing way throughout the year and hearing from them and and this is based on some of that feedback so I'd like to draw your attention first to the page that says a two SDL cap goals and it's it's this side and you can see on the left side are our current El Cap goals and on the right side is a draft of possible cup goals for the upcoming upcoming three years we went through an ideation and process an input process with a packed bus last week that was March 5th and discussed and ideated on possible new goals for the out cap after reviewing and really digging into the eight state priorities that these are aligned to as required by statute and so it sharing these the strata with you you'll see some of their ideas they had a very robust and excellent ideas they thought that our current five were good goals but also talked about how there were possibilities of just one or two goals that encompass all our actions and services and so one of the things that we walked away with as a whole from that meeting was that the pack plus members really appreciated our current five health capsules and you can see that in some of the droughts that we have here we also took some time to look at those board strategic goals and to make sure things are aligned and there's coherence between the things that we're doing so that also came into play as well as the stakeholder input in the development of these so let's go ahead and look at on the right side of this page and I'll share a little bit about the input and what we have here in front of you this evening so if you look at ok bo1 you'll notice that in an edition of for all students and student groups this was really aligned with strategic goal for and and really also the pack plusses vision of just making sure each and every student is addressed in helping make them successful ok draft Oh capital 2 you can see pack + participants really wanted to ensure that we continue to address the specific needs of our English learners thus you see that this goal continues to really exclusively address that group of students and and they were even went so far to begin conversations around different types of English learners whether that's our newcomers and how are we really meeting the needs of those students and so in keeping gold to separate this was something that they talked a lot about in our ideation session in draft L cap goal 3 there's more clearly differentiated wording really that calls out career readiness as well as college readiness and pack plus members really provided a lot of input about ensuring that we had equal focus and not only preparing students for college but also for careers and and making all those options something they can then look forward to after they with us in draft El Cap goal for you'll see community partnerships as an addition to ensure that you know we're not only partnering with our community but we're also communicating well about the the positive components and the positive aspects of our district again was something that PAC participants talked about how we have so many good things going on how are we continuing to grow our ability to communicate and partner with our current families and potential families so this is something that came out of also the board strategic goals as you saw earlier talking about that community and in draft El Cap goal five you see an emphasis on healthy environments this is a specific reflection of pattern plus discussions and additionally you'll notice that the wording of this goal aligns to two strategic goal one and really broadens to not just facilities as a learning environment it's learning environments inside and outside the classroom so at this time I would like to open it up to the board for comments or direction as we continue to finalize these goals so the only yes this looks good though only question I had is as we're developing these goals over the course of the next three years I see that we have there's there's a there's another attachment actually let me not assume are you are you talking about okay I think I think I'd rather hear everything first before we have a comment come because the the metrics really drive that conversation right about the goals yes okay well that's take some time then to look at the metrics and we'll go on to the next slide so I'll give Kathy a minute to catch up with me so metrics of course are the measurements that we select to measure our progress towards meeting the goals and and so with each one we took the proposed goals that you saw here this draft rolls and kind of align them to those so keep in mind also that the state statute on El Cap mandates the inclusion of many metrics that are aligned to the eight state priorities districts will continue to have to use these metrics and to follow the law and so we can highlight those and you'll I can clarify what some of those are if you have any questions about them you'll notice that the first page is is goal one and there are five metrics they these are actually all mandated by the state here in Azusa we we choose to not only measure just sbox scores but to also differentiate subgroups we continue to be committed to this idea of examining by student groups not just overall scores and and you know in our January and April updates we go even beyond the El Cap and report every school every student group to you in to the public as we monitor the progress of our El Cap so these goals that you see proposed for goal one are here and I want to move on to goal to because you're going to notice something a little bit different with this list you'll notice that some of these metrics are in bold and these delineate metrics that are are are developed from the input we received from stakeholders and these are additional ones so for example in gold one we had these metrics and our previous cell kappa these are five mandated ones and so we have the metrics that we would continue to align the aspect metrics and reclassification rate and then we would go ahead as you can see also look at the percent of our English learners were increasing English in their English Learner progress indicator which is an LP level and that is a way which the state measures our English learners progress and reports it on the dashboard so this really aligns to that California dashboard and the way the state is holding us accountable for progress for English learners additionally you'll see percent of one of the metrics proposed metrics is the percent reduction of long-term English learners the pact Plus specifically talked about wanting you know for having a goal for example that talks about reducing that let's let's make that one of our metrics and that's why you see that there it is not a mandated metric necessarily goal three is next and we continue to keep our mandated metrics but you also see many bold additions with this one under the college and career of pivotal heading there you see there are several metrics that have been added that really align to the various ways the state is measuring our students college readiness you can see participation in CTE dual enrollment participation in programs like IB and these are all ways the state ensures that that we are preparing students for college and career and also this idea of really tracking college and preparedness was emphasized by pack plus going on to goal for you see 11 metrics are proposed based upon the requirements and as you also see the two final metrics on this list or hold this again come directly at least coming directly from our pack plus who wanted to provide input and really wanted to measure continue to look at the motivation engagement of parents and wanting to include overall satisfaction with the district parents perception their parent satisfaction rating and then the percent of parents engaged in some way with the school or serve district so those are two measures we included on this list tonight because of packed bus discussions and finally when we go to goal five as I mentioned earlier it's more of an expanded goal five beyond the goal five that we have had in the past and so some of the metrics that may have been in another area or aligned to maybe goal one in the past or more appropriate to the proposed four or five you can see that these really are beyond just the facility-based ones we have metrics around measuring professional development implementation and evaluation impact plus the last four metrics back post really talked a lot about really looking at students and how they perceive the courses and programs that they're offered their perceptions of the availability and access to the courses they want to take and relevancy of their coursework to their lives and they also thought it would be a really good idea to look at how our students are participating even outside the regular school day and their extracurricular activities so those are included as well to incorporate that that feedback from pack plus so based on that we can go ahead and I can and answer questions in your direction as we then continue to make this iterative process taking us back to our L cap student advisory committees our PAC plus and developing and then targets for the metrics which will come obviously the targets were not here and we will set three-year targets the target is not the goal it's the step that we hope to be at in three years a person we look at for example students achieving the goal is a hundred percent so that we will set targets based on our research the trends that we've seen in our district and comparison to other districts on some of the newer ones so I'm happy to take so I have a couple questions and it's so it's in regards to metrics and also targets so with the metrics let's look at goal five specifically so when we see some of these things I can that are listed here I can understand how we would use surveys to gather some of that Dennis data so you know you know professional development evaluation that's me makes sense when we talk about professional development implementation is that a that's a metric the and and we would measure that by there would be a couple of ways we measure that one would be to actually as administrators or visiting classrooms and teachers doing learning walks and parents doing works like what happens it is high school really being intentional about tracking and seen evidence of our professional learning we're not something that we do what we would then implemented into our okay okay right so maybe it's not ten percent fifty percent you know twenty percent or maybe a rubric on where we are on implementation right so that's just another way that the back we're thinking about tardiness and then same thing so when we see relevancy of course worked a student interests and needs that's a question on a survey okay and then as far as targets yes so you you touched on that and you said that you know we need to attach targets to their to these goals and metrics one of the things that I would be interesting interested in seeing I'd really like to see is so it's one thing for us to have targets that are set for the end of a three year period but what does it look like if we are wanting to be intentional about moving a needle forward and in in different areas for us to have goals within to say you know by the end of this year we want to move this by this percentage by the end of that year and and then we evaluate the way that these things are listed now when we say something when we see something like a increase in a you know increase in improve academic achievement on State Standards narrow achievement gaps for all students and student groups there could be a point zero zero zero zero zero zero one you know increased and we would say that we've achieved that we've achieved that goal and so so for there to be you know targets that are that have timelines so we can evaluate you know how close did we get to that particular target within this year and how do we adapt within the second year in order to you know stay on target or not the targets for example every year we have to report in the Oh cap that what we did achieve and then we have to indicate whether we met or did not meet that target for that year so that's part of our annual update as well as our normal work throughout the district in analyzing and digging into the data and then with us back going even deeper to figure out exactly where our students are and how to address needs now that not not necessarily in the out cat that wouldn't be an elk cat metric that's something that is happening with our teachers with our staff as they take these scores and make them come to life and useful for instruction and then so then I'm click so that I'm clear does that mean that we have so we have targets that say that our aspects you know scores are here in 2020 and in 2021 we want them to be there and so on for each for all three okay and then in terms of those goals so thank you Adrienne because that's something I wanted to bring up but I also wanted to ask about are we I mean what I'd like to see this year is separate goals for different different student groups right we talked about achievement gaps but if we don't if we don't lay out how we're gonna eliminate those gaps then we're not really focused on that I mean I know a lot of the work is around that but if we don't if we're not calling out the fact that for example our a through G completion rate for English learners is in the single digits right well I don't know what I don't know what it is offhand right but if we're not saying okay we want our target for that is going to be actually accelerated versus let's say a different student group then we're not really trying to address those gaps I really want to make sure that that's my request is that that's included the other thing that I would concur finally I said you wanted a goal no no metric metrics metrics right and and I mean I'm not sure that it makes sense I'm and I'm not saying to do it for every single one but just thinking being thoughtful to make sure that that well if it's feasible to do all I'm great but if not maybe being really thoughtful about which ones are the one key ones that we want to focus on with which student groups and then I would just add in terms of just focusing on this college and career readiness piece so I see a lot of new added metrics but those are all metrics that go into determining whether a student is college and career on the on the dashboard right so I see like all of those are actually incorporated in that last that last bullet right there so I really would like us to think about and and all of these are lagging metric or these are all things at the end when a student is finishing school we're gonna say oh did they do did they or did they not complete these things right so are there ways that we can think about some metrics that are maybe on the front end of high school so I know there's been a lot of research looking at on like on grade how many kids are on grade or on target in eighth grade or ninth grade there's been a lot of research around that and how that's effective to have that as a metric so I'd like us to think about how can we maybe that there's some other metrics besides what's mandated by the state and that we can use that's going to help drive drive decisions in our district right towards that towards that goal instead of having only these end of end of high school graduation goals that aren't really building in that kind of focus in earlier years yes absolutely when you say on target and I recall it for college and I've shared it with our doodle it actually came out of it's come out of the work that gate that the Gates Foundation is done with with their recent work around professional learning communities so there's a couple different metrics and they're just looking at college readiness so there's a couple pieces I've already shared that with our measuring them at the ACC I know they're looking at ninth grade on target so they're actually looking at where kids are in ninth grade how they're doing or eighth grade and that's gonna and that really has a determination that can tell you how that students gonna do when they finish in 12th grade so I think you have that right I shared that with you right so there's actually a couple different metrics in that in that report that I share with them but I think the point is is that I think those are the pieces that I don't see in here I mean another great example would be I'm looking at I know a lot of places and we've seen this in the example I know we've done a lot of work with full ins work right you know and there's a lot of focus on third grade literacy rates right I just think about I mean yes we have to do we have to have test scores right but but test scores as we all know tell you best the economic and education backgrounds of your students of your parents or have the parents of the students near school so what are the metrics that we can be using that are that can really that can really help in this the goal of having a this cycle of continuous improvement what are those goals and let's make those goals our El Cap goals I appreciate that we have to have these goals at the states requiring but let's put our goals first in front the ones that we know are helping make us deep in deep in our instruction and deep in the learning that happens so that's why I appreciate our Duda that you included and this is my last point and I'll stop but I really appreciate that you included around the develop implementation of the professional development right I mean that's a key cornerstone of all the work we're doing so I think it is important for us to to identify where are we with that and where do we want to see ourselves going and and where are we along the continuum so I though czar the kind of metrics that I'm hoping that I can see as you guys continue to refine the goals and metrics that we have in front of us and any details on those that you could share with me as well I would appreciate some things have a question on the out cap gold for you know where has the parent perception of involvement and decision-making you know how that parent came and saying if we can have meetings maybe in the Saturdays or in the evening on working parents so you know they can also you could have their input also not because it's right here you're including is this it are these just a pack but tactless parents these are all are these all burns that you serve me but I like to see also like a target you know academic is good what I'd like to see the targets on absentee isn't rates and you know chronic you know what change do we do we have what can we do to get these children in school so it's also the social emotional background right and the high school dropout rate in I like to see you know where we're at and is it has it improved you know where we're going and how can we help the students that are not meeting this part I would like to piggy back off board member Yolanda Pena the L cap metric goal for the parent percent of parents engage with school district I think we had a parent today share how she works full-time and she's not able to come at those times and how she would like to have a parent form and more communication and so I think I'm hearing that more and more with parents that would like to be engaged that are not part of the El Cap that are not part of these groups that would like to share and so what can we do as a district to be inclusive and open up our doors and you know what I've heard from a few principles oh well they don't come in the evening or they don't come on Saturdays well if we give them ample time for them to be aware what you know when these meetings can take place I'm sure that they will gather up their friends and will come and be part of this and we can we can sit here and and try to have the best instruction ever but if we do not have the parents behind us then their child will still be absent their child will not learn so I think it's very very important that we include these parents that want to be included and we find a way to get them connected Thank You anybody else okay well thank you first and foremost thank you so much for the input run with that I just want to kind of preview so we started with the goals and the metrics some revisions to that and updating that and then we're moving into actions and services so we're looking forward to to bringing that to you at a future board meeting thank you targets are part of that as well targets are this will be a part after that okay okay we're gonna move on to the consent calendar item 10.0 10.1 all matters listed under the consent calendar are considered by the board to be routine and will be enacted by the board in one motion in a format following the last consent calendar agenda item there will be no discussion of these items prior to the time the board staff or the public requests specific items to be discussed if discussion is requested by a board member that item will be removed from the consent calendar we'll be considered separately the superintendent and staff recommend approval of all consent calendar agenda items so do I have a motion and make a motion to approve I stand at that motion okay motion by board member Pena and seconded by board member Ariana's just any discussion anybody want to pull any items okay with that you can go ahead and vote on it okay [Music] okay I can't see the last one but I'm oh five in favor all right so it passes 5-0 so next we'll move on to Business and Finance 12-point o 12.1 second interim financial report mr.

Bomarito right tonight I'm going to be presenting the second interim report followed by explaining that certification and the presentation the purpose of the interim reports is to report the status of the district and we during these certifications or certifying if it's a positive report qualified report or a negative report positive is when you can meet your financial obligation in the current year and the next two fiscal years qualified is when you're not able to do that two years out and negative is when you're not going to need it in the right ear or in the the following year and we have to do that by March 15th of every year so when we put this into a timeline this is where we're at which is that yellow tag up on the screen so we're at second interim because this report is asking for a qualified certification that means that we also have to do as a third in a row so this will be the first time that we've done a third in Iran but that would be a new requirement and not needs to be done by June 1st can you say that again why do we have to do a third interim and we didn't do before why I why because we're qualified a second interim cycle if you're qualified or negative we're gonna report to you again how we're doing through April and again quality so qualified means what qualified means that we're not meeting our fiscal obligation having a minimum of a 3% sir and I'll get into the exact details of where we are you said the reporting is through April it's not through May all right so staffing obviously staffing drives our enrollment of our students in drives our 88 in this chart we can see the extreme decline that we've had over the years but they did want to point out some good news here that our enrollment did go up this year so we had a slight increase in enrollment so we're not at that near 6% so we're at close with a five and a half percent decline still highly concerning but it's it's improved next is a chart that we've been using to show why the cost of living increases and how we stopped our schools and the cost assistance system and persistently how that kind of balances out per student so we'd use this chart to show that change over time so you can see in 1718 that we had really kind of an unbalanced year so to know where we had violent or a very moderate : and we had very large increases in cost in 1819 which was the year that we had very large Cola this super cool from Jerry Brown got the double helping of supplemental concentration dollars we had a really much higher revenues per a DA and so that chart shows per student that we had seven hundred and fifty three dollars more per student and our cost also increased drastically so you can see the increase was six hundred and forty eight dollars per student the drivers of that cost are broken out into their major category so you can see that tuners and purse or a good percentage of it but special education cost drastically increased in 1819 when we go to 1920 which is this fiscal year you can see that it's a it's a decent cost-of-living increase but we are we have outpaced that with increased cost you can see that the cola is I'm sorry the the cost of pensions is is smaller than its going to be next year and that's because in the budget there was money put into the inconsistency and that reduced the impact on school districts having to contribute so much the reason why one of the largest factors of why we're going qualified than why we did at first in rubber is because the next year's budget is so poor for all school districts it is an extremely low Cola and it is also and they no additional dollars is putting it being put into the pension system and so that's creating these large increases engine cost now for for this chart this has been updated to include all of the budget reductions that were approved in the last couple of ward meetings for certificated reductions so you might notice that the store's number is much lower and that's because we have less certificated staff budgeted for next year when you go out to the next year you can see another very small cost of living increase equals a very small increase per student and that is far outweighed by increased cost and those increased cost are not even including special edit are outweighing the increase in funding so that is kind of the driving fact behind why we're having such drastic changes required so if we can look at this just for one second because when I look at this graph I can't help but think you know if this were my family budget and I and I were looking at this what those projections mean at home and and what things need to need to change it so I understand when we have you know evenings like we had tonight where people come and share and are talking about things that are that are important and these are things that are important to although you know to all of us but you know when we look at some of this I mean it speaks to a need so let me so that I'm clear and so that it is clear when we look at stirs and purrs is that something that we can speak to somebody to negotiate to lower those those numbers great question right now the state level foresters in the future or to perform that will dictate what those are so someone else is meeting and having a conversation and then deciding and then saying Azusa Unified School District we're not we're not asking you and and we're not you know necessarily saying that we're funding it we're saying that this is what you must be and you know what are they based it on their cost of living or where did they get this figure so there was a law passed Jerry Brown all pension system funded aspect is what what has forced the increase in the cost because as folks make more money but don't people put money into it correct yeah we're putting so close to 26% yeah employees are putting in I mean they're putting in their share also we're looking again still looking at 2021 when we look at something like this this shape of revenue and expenditures this is something that is just happening in Azusa or this is something that's happening so we're stirs and Cruz alone is how pacing the cost of the increase and this this would be every district around us so then that you know we look at something like this and we also take into account the fact that we that there are less than you know less students that are enrolled in the district for a variety of you know of reasons year after year which means substantially less revenue that's coming in to the to the district and so then you know we look at things like making sure that we have efficient numbers student to teacher you know ratios and classrooms to make sure that we are we are appropriately staffed but that means with some of those decreasing numbers that we reduce our are some of our staffing is what how that happens correct and and what is that process because I know that that kind of came up a little bit what is what is that process how we determine what those reductions look like okay do you want to answer that so so if if we we're looking at this and we're seeing that we have reduced we will need to reduce staffing you know to accommodate for reduced enrollment then what is the process that we that we go through to determine which teachers or how that so just part of it it actually starts first of all by looking at what our enrollment is currently as well as what it has been historically for the last three years and then from there creating projections which we typically do in January for the coming year so that we can from those projections done by grade level by school sight we can estimate how many staff members are needed with our teaching staff for example and maybe last year at a given school maybe we had 14 teachers and this year or this next year we can we can estimate based on these patterns of how kids enroll in our school district maybe we'll need 13 teachers whatever it is right no it's not just for that but truly you don't know until school starts but you have to make your best estimate based on the data that you have and then from there look to see the number of people that you need to staff the schools but then the question is and it is really it's a state law and yes in many many industries that if you're in a situation where you have more staff then then you can support or that you need in this case you make those decisions about reductions based on seniority so the newest person hired is also the first who's let go people who have worked in the district for a very long time he can't get a year of seniority and and you know those of what have many many many many years this is a protected from being laid off it's the most person who is the first one who's laid off and some students are talking about that disability but that is the state law and so we actually have a lot of information we reveal every year what is the seniority order of all of our teachers based on what they're teaching what kind of credential we have with their services and we have that checked and people are trying to come in grandfather that is what is correct and then if you find out for example that we need one less elementary teacher to give in school and going through all the schools maybe we need ten less something that's all we need at the and a high school because the high school is shrinking in size we may not need as many chemistry teachers or social studies or you know whatever the subject is those decisions that are made for sense only on the person or the ranking in the criteria that have the authority has adopted about how to come and ask these questions but I think it understand what the system what the policies are just so they know no we have to reject that students who are those questions yeah both but I think students I don't want to help them understand why the decisions are made you know the hardest thing the hardest thing for all of us it really is we know what it takes and what we wanted to put out there to know the staff and people that we want to offer the services and supports for our students and we all see walk in any school at any day you'll see excellent teaching going on and sometimes those are people been here for a very very long time sometimes they're brand new people and it hurts every single person who gets that notice it hurts the people who have to give that notice that you as a board everybody wrestles with that because it's what nobody wants to do nobody wants to have to make a reduction that's the last thing you want to do you want to continue to support your your employees and you the recognized you know the the work that they've done over the years is it's extremely difficult it's it's not fair to them it's not fair to the kids it's not fair to anybody at all it's and so woman one more so just so that I'm that it's it's extremely clear let's let's suppose that we had a phenomenal math teacher who was just absolutely mean tried and tested phenomenal but based on enrollment trends we recognized that there was a need to reduce let's say five math positions and that and so that's that that's a given and that particular phenomenal math teacher is number two you know from the from the bottom of that list if you will on the seniority list no matter how much we love to and recognize and understand how phenomenal that math teacher is that state law dictates who is it it gets the Rif as opposed to you know you married or or as opposed to how I mean we don't we don't look at that it's based on seniority by law and so we would have to give the RIF notice to that particular so what dr.

Kaminsky outline is correct we are bound by the IDI code language on seniority and the sonority determination is a process that starts in November where we interact with our employees to make sure that the information that the human resource office is correct there are times the end the ethical permits for what is referred to as skipping when a teacher musi or example the phenomenal math teacher has a specific training or a competency level that other teachers that are more senior did not have and cannot step into the position and administer immediately so there is that cut out where there can be there can be skipping and so we don't review that both pieces of information that's why we asked for current information from employees and during the months of November and this year we was due to my office just before December so that we could incorporate that into our analysis the increased involvement and but we do have so declines very small to find 21 in the next chart is kind of a revamp of my usual stirs and curves which is a bunch of numbers into a visual I'm hoping this so I like the colors really it is easy to know so let's first look at the line the line portion of the graph so if you look at the red line that is the increase in cost of the PIRs rate so the percent of they're charging us and so we have that starting at almost 14% going up to 26 and above a half percent all right so that's a pretty large increase and that's why when you go back to slides that's why you see that hers jumping so much it's because that rate is is exponentially increasing year over year with seemingly no end even more than what they've ever projected so these are classified employees correct and is there less classified employees then they are certificate in place it's about yeah there the question yeah because they have to be so many hours - yeah Kepler's thank you the Green Line is the story this light as you can see also has increased drastically from 16 17 to 21 21 and then it flattened it gets flat and that I add a huge caution and I said this a few times but just as a reminder it hasn't gone up because this is the 21 22 is the year that the per I'm sorry that the stirrers board will act just like the first one you will have authority to change that ring as they see fit right now that rate is set by the state which is why it actually goes slightly down because they didn't think that it would increase this bar and so we're only waiting to see what will happen with that wait what's the start start to making decisions the yellow blue represent the cost for the district and so you can see that it went from 7.9 million to projected thirteen point seven million you can you can see the 1920 in that was asked a question and so does that mean you have more employees no sir because well and actually correct me if I'm wrong there's there are less they're likely less employees and it's costing so we reduced by 23 FTE in 1819 for the 1912 school year so that's why you see the dip but you can see for next year that cost out pieces even or 1819 and that's because the rate has increased by that much so another change that's going to affect our bottom line is going to be minimum wage so right now we have just a few few employees that are affected that received an increase when it moved to $13 an hour but when we moved to 14 and eventually $15 an hour they'll be decent number of employees that will be increased and as I believe that everyone deserves a living wage we were bound by the same state dollars and so the that wage has to come from our budget most of those employees will be in nutrition services and that's one of our areas of greatest impact recently on the budget so when we look at nutrition services their revenue versus expenditures you can see a trend that started in 1415 when we started spending which is the red line more than what we were bringing in in food receipts so we get we receive money when anyone receives a meal if they're on a free or reduced meals and we receive money from the feds if they're on a paid meal then obviously we received a direct payment and so those are the totals of how much we're receiving on that Green Line and you can see that we've spent quite a bit more every year since 1415 then we brought in but back then we had a decent reserve so we had almost three million dollars and over time we've used all of that and in 1819 that reserve was completely depleted and we started approaching on the general fund and that encroachment means that were taking money from the general fund to keep nutrition services do I feel like I remember you sharing it or a being shared in an earlier board meeting that this year we wouldn't be encroaching is that not the case we how we use ours so this year we are not calling substitute we're using the staff and so that is drastically decreased cost we've looked at food options mark I have a question what outside organizations are we using to our advantage that are trying to reach our districts such as no kid left hungry that have grants readily available to give our district what outside organizations are we using at this time I'm giving you an example the organization is called no Kid Hungry so basically they have grants for nutrition services what types of organizations are we use use that you're saying we're using many such as this organization could you give me a list of report of what organizations we are using so we different organizations for different things so we use some organizations to provide accounting nutrition services is basically right right so so Martin so no keys left hungry is a nonprofit that focuses on trying to get access making sure that students have access to food pretty much and so my question is if you can give I'm asking if you could please give me a list of the organizations that such as this organization that we are working with that are offering grants to our district that we are receiving and Anheuser coming thank you we need to fit a criteria special ed student per student in the district and part of the reason why that number is increasing is because as our student population is decreasing our special education population is very stable and because it's stable and we're providing more services that per student ratio is going to continue to grow and now we receive very little as far as revenue from the feds or from the state or special ed and it's one of the issues that I'm happy to hear is a big topic at the state legislature they're really looking at ways to do this has tried to bring it into his proposals on a few occasions so hopefully there'll be some money for special education but as of right now there is not and you can see that we're getting very little increased revenue and that expenditures from like 1516 that were at 17.8 million have jumped to 26.3 which is you know 60% and that is challenging for all districts not just this is so when we look at the districts within our stava we see that our increase is below Africa not the lowest but we're definitely in the bottom third of districts as far as increases go so being that all districts are really facing this it's why it's important with the state address these please increase the cost so next is looking at our reserve so the reserve is really what we look at to determine whether if you if you look at the Green Line that is where we thought you were in 1819 at the end of the year right if you look at the the red line that is where we're saying we are today and that's why we're going qualified and we've added this new line to make it a little bit more transparent as to a button three-person is so his lump if we're below that dotted line when we're at half a million dollars means that we have to buy all this qualified so that I guess the good news is we're not below zero for 21 22 if we stay that our current course but we're still and then the next two years we've been to show if we continued spending at the current rate I know we're never gonna get there because we're gonna make the right decisions so next is what we have to do and a minimum so we've included and that's why I've added this little star here so we've included four point four million dollars in reductions that the board has already approved so those were the certificated staff and certificated admin reductions that were already approved so that leaves us with 3.6 million dollars more to reduce for next year minimum and if we did that it would be eight billion dollars the following year to reduce by four point nine million dollars and the year after that would be four point four now one of the kind of positive side effects that we can't really measure until we implement it is increased savings when you reduce staffing because when I say I'm not gonna buy a million dollars worth of this piece of paper there's piece of paper I can budget a million dollars here but when I say I'm not going to buy a staff member that staff member increases in cost every year so when we made those very specific decisions that ended up saving additional dollars for 2320 just so this is not taking into account excuse me this is not taking into account things like stirs the stirs board voting to raise the percentage correct or minimum the impact of the minimum wage increase and more correct me if I'm wrong but also in the out-years right now what's not yet included is if enrollment declines the associated reductions in staffing so this these numbers presuppose that there that the the staffing levels that are in place today are continuing on to 23 24 just to be clear so they presuppose that the staffing is the same but they don't presuppose that the enrollment is the same it's based on declining enrollment so if we didn't change the staffing we would end up in a couple of years with a mismatch between enrollment and staffing but part of the requirements when we submit budgets to the county office which were required to do they have to is that we can't count or take credit for reductions that we have not yet made so that's why they set up that way going to meet our obligation in one of the next two subsequent years and negative is when we're not going to meet it in the current or the next year the budget is projected with a qualified and so kind of a timeline of events first interim we qualified second interim we are including reductions already in the next budget just to be clear this means it will have a third interim that will be bringing to you by June first budget up budget adoption is gonna be right after that so we'll have another report will where we will have to bring you a budget that works so that's one of the requirements by the state is if you have to bring you positive budget and then the next two are just kind of a reminder of what it means for us as far as dollars to go qualified and positive and so we've met the mark to go qualified we haven't quite met that positive okay any other questions okay we'll move on to 12.2 approved qualified certification of the district second interim report make a motion to approve 12.2 I second okay moved by board member pena seconded by board member Ariana any questions comments okay passes 5-0 and now we'll move on to 12.3 approve notice of completion for replacement of marquees at various science I move the motion to approve notice of completion for a replacement of marquees at various sites do I have a second yes okay moved by board member ariana.sea condemned burgers Gonzalez any questions just got you yeah I have a question regarding the Marquis is is that the only thing it's supposed to do I mean is it not I know we talked about you know other I've seen other ones and it's shows like what programs they have it's like more flashy it's like more it just seems like this is the same thing you know couples are integral very basic is there are more programs in there that make it look really nice there's nothing is the capability to add video we have photos on theirs I'm working with the software that comes with the Marquis is turned out to be a little bit of trial and error process and we have not yet been able to master the formatting for videos but we are working on it it comes with some preset things like the American flag waving in the background and things like that but when you use those things you also have to modify the text that comes with it we have guide books we have instruction from the company but they are only slightly helpful for our purposes so we're working a row hoping to be able to implement some some video features along with it and hopefully with our continued trial and error it will come out and they'd have like I guess I want to say like letters at shows like you know we'll see or it has programs that are at that school site you know the IV at there's a high end medical pathway at Gladstone so we could see what programs are offered in those high schools I've seen it at other schools they have Saturday school it thinks that someone could just see as they're passing through to figure out how they get some video but again the sizing difference in the marquees oh we can use some of the formatting that they use we can use some of the templates that they use but we formatting and resizing and can you do you need to purchase other software you just use the one they give you just use the one yeah that's just what they do yeah okay thank you any other questions it passes 5-0 now we'll move on to 12-point for reward of bid 18 - 1 1 1 5 field upgrades at Azusa High School rebid do I have a motion for the ok moved by board member Ariana seconded by board member cruisekate solace is there any question yeah so I just I know that a couple meetings ago we've had you know we talked about let's let's set a target let's set a deadline where we can have a conversation around school we or school reorganization and then we've also we have made decisions you know to do things on particular school sites that that maybe you know have potentially been futile you know depending upon what decisions are you know are made in the in the upcoming months so one of things that I wonder is is this another example of cart a little before the horse I know that I I understand I mean we've been waiting for this and I understand the you know how freshman a it could be that we're waiting for it to get a DSA and now it's finally at a DF saying so let's move forward but if we end up having a conversation and making a decision to reshape what you know the landscape looks like but then we just put in a you know we put in a new field and I just I just wonder you know for other other board members like you thoughts on well I had asked I had thought about it and when you look at that we're looking at a five year plan out okay if we redo these fields what is the the how long is that the the astroturf gonna last how long until we have to replace it usually that's around five years so are we really doing anything backtrack or are we actually because we'll all have already used it for what however however that that assumes that we already know what the timelines are going to be and so it makes it so it's true that we are we're looking at a five-year timeline but that doesn't mean that we have no idea at this point at this stage what that's what that's going to look like I just wonder if this isn't what if this is a wise next step if we're you know our next item that we're looking at is having a demographer who's who's coming in and gonna evaluate some of that stuff does it make sense to hold off for a second I mean I don't know what that does for the bidding process and for the scheduling I know that it complicates things but it is is a measure of Pro action you know why is here or III just again I wonder so the field upgrades at a Sousa High School to rebid for us who's a high school so what could you please explain that and why it is a Gladstone High School's not included the this is the project to redo the track and field and that we have two projects going this is the the first one is being presented today for Azusa high and we expect this the Gladstone high went to be ready to bring it the next board meeting so their bid separately and so just going through that process of the steps in getting the bids and bringing it forward after all the submissions are fully checked from the the bidders so this one was just ready to bring forward and we expect that the other one glass note would be ready at the next board meeting the the issue I think that's coming up is and mark correct me if I'm wrong here on this is the time there is a timeline for accepting bids and if we decide not to do it we run into the possibility we'd have to go back out to bid again and start all over again with that which Oh that's correct and I think we have until what mid-april to get that done it's coming early so we basically have this board meeting and next board meeting why are we doing a bid the rebid this is the second time we had to go to bed the reason for that is as you know school districts have they have the they put together the bid specifications and they reserve the right to reject all bids if they're for some reason they're not satisfied with them and that's what we did the first time we so we went out again and I've got very good very good participation this is probably one of the largest number of myths offers that we received and to your question about should we wait a little martyr for kind that comes or not to me the most if you go ahead probably be starting maybe next March or something is my guess so it would be about a good year delay on it if you need me go ahead with it but the other issue to think about is that they can we can make you look at the projection of numbers of students even being on the extreme end of kind of assuming that it's going to go very very low we can look at that and the number of classrooms that we have there and in order to do something like you know if you're thinking well we're going to close one school or something like that the amount of money would have to be spent to build the number of classrooms would be extraordinary large and somewhat a waste of funds because if you put that money into doing that now knowing that the numbers are still going to go down and then in another five years you won't need those classrooms you will have used that money for a temporary purpose rather than letting the the declining enrollment landfill on a natural basis to the point where you could accommodate the students at one high school campus we're not close to that point yet it would be a good number of years meanwhile there are students at these schools who could use the fields and this is true for both schools there are students there who will be needing spaces for PE for their football teams for their soccer teams for their track teams to practice and that's certainly an issue that that is important to think that through but there is still likely to be a use for that for both of the schools for a good number of years the other thing that I was thinking of is basically this is one of the problems that we have retaining some of our students is a condition of our fields and everybody's pointing out that you know the Vikings have got a much better facility we have something not even it's not you were not even going to match it but at least a nicer facility maybe we will lose less students and we may delay how long it takes for us to get down to be able to consolidate on campus so to accommodate the students that are there now and even if we got to the point where we had say one larger high school and maybe one magnet high school some people have talked about that the students whichever school happened to be the magnet school they still need to they're required to take PE they're going to have some level of sports maybe I've seen districts where the one large high school has the the varsity sports the CIF sports the smaller magnet school might just have intramurals but they still need a place to do that so I mean I'll just say I mean I I'm I'm I'm kind of I'm leaning towards Adrienne's point and I think I appreciate your saying that the lifespan of the turf may be five years but the lifespan of the field itself is much longer right and you talk about 9.8 look what is it around a little less than 10 million dollars right that's that's more than 10% of the entire bond and so if we think about I think I would be more comfortable I mean on the agenda tonight is the hiring of the demographer right I mean Linda you can sit here and tell us well we don't have the room for the classrooms but I have not yet seen any data about student enrollment right I don't understand what our high school enrollment is gonna look like in two years now or five years out and so I kind I feel but I also appreciate the fact that we do need to make sure that we have quality facilities for our students so my preference is is maybe if there's some way that we can I don't know I maybe I mean if there's a time limit maybe can we push this off to the next meeting and I just suggest it's kind of I want to be thoughtful about our decisions because this is the community's money and we want to make sure that we're investing it well for everybody so Madam President do we beg the question - so you want to take perhaps you want to table this and bring a parent with also information just about just some general informational graphic information about our high schools I mean I want to be very careful right because these conversations about consolidation or I mean these are really sensitive conversations that we want to make sure we include everyone in our in our community right because these are not things that we can decide on our own sorry I'm not so I think that's why it merits us being very careful about decisions that are signaling are not signaling things by decisions that we make in terms of voting and not voting for things all right thanks we can do that and could could we also I mean in in line with that I want to be I want to I'd like to make sure that we have space in our agenda each meeting - to have some time to discuss this so I feel like there's a bit of there's a bit of some dis disconnect where because there are things that we're talking about you know you know in an open session but there are our questions and things kind of circulating where folks within our community are one thing to know where things are moving I know we've talked about like scheduling specific meetings just around you know reorganization and in those conversations and that we're having we're finding some challenges scheduling those can we so let's still look to schedule those my me maybe we could even you know I know that there was some date sent out maybe we could look at that now but but in the in the in between though in the in between is it I would like to see us have a portion of our of our meeting where we are talking about this stuff every every time okay so basically what you guys want to do is go ahead and table this though as far as this goes great so we need to vote or just anybody I move the motion to table this at the table twelve point for the award of big do we have a second to bring it back with with information received prior to yes I have a second second okay motion by board member Ariana's second by board member Greer so go ahead and table pending more information and definitely to bring this back at our let next meeting all right so we can go ahead and vote okay it passes 5-0 number twelve point five or D rate bid for seventy number two zero zero zero two one nine one zero three network equipment do I have a motion I move to approve 12.2 second a move by excuse me twelve point five thank you and seconded by Gabriel a word member Ariana's any questions discussion okay let's boo passes 5-0 and then we will move on to approve contract agreement between jesu Unified School District and sunrise Productions Inc I move the motion to approve contract agreement between the City Unified School District and Santos production and company second yeah moved by board member Ariana's seconded by board member Greer any discussion question all right okay and it passes 5-0 and then we move to twelve point seven approve agreement with decision in sight LLL see for district-wide demographic study all right go ahead make a motion to approve packet a motion by board member cruz gonzales seconded by board member Rodriguez opinion any discussion it just just real quick so I know she'll mean you brought this up you know something to look into and I think this is this is reasonable considering the potential need for us to bring a demographer anyhow for for some of the districting so I think that this is why is the only question I haven't know I asked this already but I don't know if we have an answer necessarily as - I just asked earlier today if we can if we're able to have this information in time so so again the goal isn't that we are that we're gonna have a meeting in seven months where we were where a decision around a plan is made but that over the course of the next seven months there are conversations that happen how soon is this is the demographer able to give us information to be able to make these decisions are they saying that they are able to get it to us in time to have these conversations to have a plan in place come September so we're looking at at least a month for us to have the data compiled and then there'll be a review process and of course we'll try and work as quickly as possible to validate with them so I don't know if that answers your question but it's not gonna take like seven months okay I think it's our responsibility to lay out what that what that engagement and involvement discussions gonna happen over the next seven I know you keep on talking about it but I mean that's our responsibility can I ask something would you me be more comfortable um getting like a time frame of what this looks like well so mark you're saying about a month and a half if you're sick even if that's rough I mean a month even if it's a rough estimate that still puts us in the realm of doable so so I'm your your your company your company that that is the estimate that they're giving us to get some initial numbers to make decisions correct and you know once they get in and start looking at details if there's any complications I'll let you guys know if it would go beyond that okay then so I feel good with that then Ken can I ask I just to make sure that there is some consensus can I ask can we make sure that we have a portion of our conversation about this as other board members okay with that to say that every board meeting at least over the course of the next you know until we have a plan in place that there's a portion in our and our conversation where we talk about this subject reorganization and you know potential cuts in women I think that's a good idea people feel that we're keeping them updated just so I'm clear are you asking for how time I'm just so that way that way they know how to they schedule the items and stuff and we have ample time to speak about this so do you have a an idea I I guess I don't and and so I apologize that I'm putting that on on staff I would like to see us have specific meetings around this but I understand the difficulty around that and just like you said Sheila Nina it's on us to make sure that you know the conversations are happening and so I think one way that we can ensure that that comfort that the conversation is happening over the course of the 7 months is to make sure that it's scheduled even if we put our own time limit on it even if we say we're you know we're gonna spend 25 minutes at it you know at every meeting kind of getting an update and talking or 30 you know yeah but it would be helpful to have it scheduled in there so are you requesting that so I am requesting that and I'm requesting that and and also seeking to know if my colleagues are also in agreement with that yeah I think that's fine but I also think that to take a VLS point right I think we should ask our staff to go back and think about because war beatings are the are the war probably the worst way to get community engaged I mean in community input on on decisions moving forward so I would really think we should maybe direct our stuff our superintendent to go and develop a plan of how of how we intend to engage our community around these issues after we have the demographic information and have been able to compile other information so that we can go out and get input and then use that to make decisions about what we do with people I remember a few meetings back when we had a Monday meeting I had requested that we we have meetings outside our school board meetings to speak about this and I have not yet received dates if I its Linda if I could please can I also have not received information from board members that's no dates there has been a consensus on dates okay so but I think what I'm suggesting is I'm not sure that like I said again a board meeting is not necessarily the best way to get community input so whether it's a combination of town halls informational meetings at schools at different times during day so parents who who want to be able to engage are able to engage I think that's those are the kind of approaches that we've modeled in the past with like I would say the first time we did in El Cap where it was like all hands on board trying to get as much input in many formats as possible going that route right which gives us the ability to have that input and and not I'm sure I have to make sure that all five of us are every single meeting that we have lent it to your we if we all have not responded with dates I think it's very important that if you have a quorum which is three that we should move forward with a date I think that's true too but thank you very only if I included it it's something that important I think we should have all have input and be present it past impossible thank you I understand that and it and it would be best if we're all there but I think it's also important that we respond to to the superintendent with our availability as soon as possible yeah and so and that's and that's where I say so let me so let me let me you know maybe amend my request here a little bit so I get so I'm I'm I would like us to segment a portion of our meeting to make sure that there's an updated that there's a portion where we're talking about this but then also would you be able Linda would you be able to go back and kind of put together some some strategies to accomplish this whether it's town halls or whether it's you know two shillings point if a board meeting is not the best way to do it and we have as you know we've done a lot of outreach this year on budget issues we have a we have that practice and we have done in previous years we've done a lot of different work such as town halls the one caution that I would say is I think you want to make sure that that the public also is informed of method tomography for his results that the public has a chance to to understand that and that be part of it so I would I would recommend that we at least wait till we've got that information to share with them because I could figure into their their thought process I agree we should wait but I think it's really important that we start putting dates together because her schedules get get and so that we were we're moving forward with this and taking a a positive approach thank you so the last set of dates I sent out to you went through the June so if you could take a minute and look at those again and then get back to me I'd appreciate it okay all right what's both okay it passes 5-0 and it is a 1038 and that was the last thing on our agenda so I am closing the meeting I am open almost

Post ready host president are my pledge allegiance to the flag in the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all for our Roll Call of Board Members Public Recognition Tina Come on up I make sure everyone hears this Beth is one of ththose teachers who doesn't like special attention but I just wanted to start off saying you know we you've always seen on Facebook or maybe a bumper sticker and it says something like if you can read this Thank a teacher and we often recognize and that teachers teach us reading and writing and math and I just want to remind everyone that there are so many other hats aside from teaching kids how to take care of themselves and others and make friends there's one more hat that has not been discussed and that is lunch duty so lunch duty is very important and at the end of November I emailed on the cabinet because during our lunch duty there was a time where a couple of our staff members including Beth here who to me were a hero to a child and I think it's important to think that just a moment to acknowledge and so I'm just going to be my letter to to the cabinet and it just says I formally wanted to share with you today that we staff members when faced with adversity rise to the call and jumped in as heroes do specifically Beth Roos a fourth grade teacher and William Montafia our KSI the security guard Beth Roos was on lunch duty and as she monitored the room she noticed a student who appeared to be choking she did all the right things call for help ask the student if they could breathe and with no answer and and she observed the distress she administered the Heimlich maneuver our security guard William on Sofia jumped in to continue the Heimlich maneuver and they dislodged the food so the child could breathe the two work together all which happened very quickly and while the nurse ran to the cafeteria the child's parents were called later and they were also very appreciative of our staffs reaction to save their child so teachers and the school staff can be heroes in many different ways reading of course is very important but and being safe is as well but tonight I wanted to recognize both staff members for working together and saving a life in the Danbury Public Schools and specifically at King Street Intermediate thank you for us Public Participation The Board Welcomes Public Participation and asks that speakers please limit their comments to 3 minutes.

Speakers may offer objective comments of school operations and programs that concern them. The Board will not permit any expression of personal complaints or defamatory comments about Board of Education personnel and students, or against any person connected with the Danbury Public School System. yes so I thought there would be more people here parents switch and I think just the the message that we wanted to convey as a group was that we understand the coronavirus we understand the fear we understand you know some people are distressed and even the students understand that the Disney trip has been canceled but I think part of the message that we wanted to come to you with is the hopes that when messages are conveying to the parents and to the students that perhaps they could be consolidated more concise rather than answers or comments that are just being sent from the school and then changing consistently so in the last 24 hours we've gone from the Disney trips for all the music have been cancelled - nobody's getting refunds to the travel agent going through school last night saying that might get partially refunded but you're out of luck for everything else so even we've gotten five or six different message in the last 24 hours we don't know what's going on there's a lot of upset people there are students who are upset of course they understand that the rest of their season for marching band has been cancelled they understand that but you know a lot of these kids to where this comes from is some of some of my personal friends their children who are 16 years old have worked for the last year babysitting and doing odd jobs and paid for this trip out of their own pocket so that's another factor when they just hear no refunds the trip has been canceled it kind of takes it to a different level right because now you've got a child's emotions in play who's worked very hard and you know fifteen hundred dollars for a child it's a lot of money it's a lot of money for us parents as well so just in hopes of knowing what's happening with this trip so we can take this back to the parents and asking that the message is thought about before it's conveyed and we're not getting five or six different answers from five or six different people or entities we'll just make things a whole lot easier for us digest Thank you.

So stay tuned, I don't know what is going to happen. It's from 11 to 1. we had groups of kids coming up there. I don't know if it is a good idea. We are trying to limit exposure of students with outside influences or activities or individuals that would potentially be exposing kids to the virus. So going that day would not be congruent with what we are doing. so I would limit going up and taking our kids in fact we have that day. I was mentioning on the 28th that is also an election day in Danbury and they worry about opening up I think we have five sites six sites, bringing a lot of individuals in that we then I look at there's not going to move that, its a statute perhaps we need to do early dismissal an emergency one I was thinking about using the May date but I would advise the board in light of my next report that we bank as many days as we can.

Kellis Thank You mr. president members of the board mr. croto will introduce this item thank you dr. callous mr. president members of the board superintendent callous and cabinet tonight we continue on with monitoring our adopted policy as you said earlier sections ten point O through ten point three port three four and there are no changes to these sections thank you are there any questions just one quick one directors to mr. croto 10.9 has to do the section about the two students per school as far as a foreign exchange student are we keeping that as two and what's the reason for keeping it as two mr. president members sourcing bill this is a question that every district grapples with as there are always more foreign exchange student requests them then there are opportunities to just ask five those requests it's probably not publicly known or or widely known that every time we have a foreign exchange student it's a great opportunity for those students to have an extraordinary experience in a public school here in in our district and one of our fine high schools there are no revenue streams to be able to provide that education for the student it's basically a freebie for for anybody who participates and doing that which we grant absolutely wholeheartedly willingly so that we can provide that experience but the decision to cap it at two is one there's a lot of extra effort from each school that goes into making sure that they have as many opportunities to variants life as a high school student whether it's in different clubs organizations recognitions shadowing they the schools that go above and beyond to make sure it's a good experience and then secondly not as important but also a factor is that there is no funding for those students that that we give so for that reason many districts throughout the state have capped it at two and we could always go three but then we could say why not go for and then it's just kind of a one of those you have to stop it at some point and we set it at two any other questions all right we'll go ahead and move on to age to information on 2019 2020 k12 academic data dr.
