Glover I agree and that was a discussion I think that our addendum should be used in a different manner because when I see the addendums and it talks about for additional work everybody I think knows that this board has been pushing for accountability and so when I see language like that in an addendum I'm gonna say show me what is the additional work what are you doing how is it additional because quite honestly and with administrators you know there's that little last line in their job description that says and all other duties as assigned so it kind of contradicts things and so I really appreciate dr. Thomason listening to our concerns it sounds like we've had the same concerns and again we've really talked about having that accountability and so we're trying to do what we say and say what we do and so this is the first step I get based on the timing of this particular subject and contracts going out I'm with mr.
Greer we are responding he said every five minutes I'm gonna say every five seconds if things are popping up but I want to show my gratitude to the initial team the Tasos Dana Aaron our a EA president who really came together and really expanded their minds to try and get away from a brick and mortar mentality and to really think about what we can offer our community knowing that not only our staff but our but our students in our parents or that we're all all of us are going to be at different levels and how do we support that things still to be worked on and we are trying to address as quickly as possible some ideas are some tech support hotlines as something that we're looking and considering devices by themselves without Wi-Fi is very very tough so also thinking about outside thinking outside the box about how we can address those those needs that might be there as well so just again thank you to everybody who's been giving feedback this week to help develop this to the teachers and it will be wrestling with this on Thursday as well just a foreword thank you because we know that together when we collaborate when we come together and we push ourselves really good things happen thank you you share a little bit about but I think are some of the highlights of what you're doing in terms of the use of technology students opportunities to make sure they have time to work with their teachers teachers have time to work with their students and yet there's still continued development and planning that goes into it just just a quick overview of how that might look yeah so some of the some of the things that you we typically would consider in a brick-and-mortar schoolhouse obviously are upended and and we have to a different way to approach but every level every level is going to have a little bit of nuance so from elementary to middle to high school but in essence and again this will be communicated to the community obviously as well to the staff but in essence kids are going to be interacting with their teachers on a weekly basis more than more than one time there's going to be opportunities for teacher LED communication and direction and guidance and then there's going to be opportunity for the other way around a student parent communication questions concerns and so those those would be those will be built in during the week in terms of our staff we also have built in time for staff meetings PLC's grade level meetings content those kinds of opportunities to stay connected in a colleague kind of manner because this will all be obviously from a distance from a remote location so building in those opportunities for for them as well there'll be a a schedule of sorts that students will know when my English time my science time my math time right all my course times are and then there'll be dedicated times where I know that I can I can't check in and I can get some questions or some help or some some addition and that's kind of built in across all three all three plans again there are some nuances built into that but but they all feature some of these big-ticket items thank you any questions we want to do update on communications yes friend thank you I think hi can everyone hear me yes okay great um I also have been thinking about communications in terms of phases it's hard to believe that this is only week two of this it feels like it has been going on for for much longer at the rate that things have been progressing but phase one for communications has been primarily information information was coming at us really quickly and we wanted to make sure that the community received actual information in a timely manner the benchmark that we set for ourselves was to communicate twice a week and more if needed so we have been doing that utilizing peach jars social media blackboard for all calls emails text messages and a OSD app the the mode of operation right now is put everything everywhere and so far it seems to have been working our followers have increased on all platforms our website hits have increased we have a great amount of back-and-forth engagement particularly on social media in terms of messages and comments and that has been a fantastic way for us to to reach our community we have also utilized a phone message at the district office now since we are not there daily the phone message is in English and Spanish so community members families can leave their questions we check the messages twice daily and we respond to them as quickly as we can from from home and so I get those messages and I farm them out to the responsible party there is also a form that we are utilizing that is available on the website where families can submit a question via the forum and again the forum is in English and Spanish as well we have created headers on all of our websites so on a dish of website and on the school website that has a link to the enrichment activities that we have available and then directs people also to the district site where they can get more information such as the updates that we have been sent sending out spaze to of communications again phase one whether it was primarily I'm getting all animation a manner getting out factual information and face to students information is coming at us slightly less frequently we added kind of a third primary objective to this which is staying connected so this is this is a new new world for all of us and this is a very confusing time for a lot of our students and I think that it's important that our students in our community know that this is impacting us as well that we miss our students we miss our playgrounds being full when I say classroom is being full and so this week in order to hopefully add a little bit of normalcy into what has been a very abnormal time in life and we're hosting a virtual spirit week online where we're asking folks to observe a theme on a day and send us their photos on social media and we have had a huge amount of engagement and we've gotten just a lot of appreciation from parents who are saying you know thank you for injecting kind of this little bit of sunshine and she would it what is turning into a very confusing time for for all so we will continue again with adding more connection along with our information so next week we're planning on hosting virtual storytelling where our principals will be in in some storytelling via social media and our principles are also preparing video messages for their students particularly that they are going to place on social media and they're sending all calls that are directed to their students and those are aimed less at getting information into the hands of the students but more just to check in and to say hi and to just add a human touch to let everyone know that we care about them we hope everybody staying safe and and we do we do miss them greatly on our campuses thank you thank you Lika thank you I have a couple questions the first one the first one is for mark so thank you for those numbers on how many meals we've served so on a normal regular school day how many meals would be normally served between breakfast and lunch do we know that number who's needed mark and muted texta yeah I mean it would be happy for me to have it out there thank you I'm gonna unmute Maria and she will be okay all right Maria can you hear me yeah how many breakfast and lunch meals do we sir correct normally on a regular school day this every regular school day we serve a bit over 5,000 for lunch and a little under 2000 for breakfast so we're not go ahead no go ahead so what the distribution we're not serving as as much as what we would be serving during a regular school day or school week okay so because that works out to about like so with with the numbers that mark talked about that's about like he said what did you say eight thousand and two days around four thousand a day but then that's both mils so that's like two thousand students we're passing out two is that about that about right yes so we were serving a little over two thousand children because they received multiple meals a day we are averaging the amount that Mark mentioned the numbers that he had mentioned okay yeah so I just I mean I'm just like I think you guys have done a yeoman's job and so I really appreciate that I want to put that on before and you know before I say anything but but I'm wondering if we if we know so you know half the kids that normally are getting meals at our schools right now are not getting as much from us so I'm wondering and what we've thought about in terms of outreach to make sure that they do have that opportunity further outreach I should say Oh Lika Maria and I have been working closely to make sure that we're communicating out to make sure folks know about the meal pickup sites we've tried to make the meal pickups as easy as possible we've connected with vendors to look at other ideas such as delivery concepts so we're exploring new ideas to try and figure out how we can make sure that everyone has and has that available to them but as of right now we're working on increasing our meal service through the the four school sites and making sure everyone knows about the those those meals and it's amazing when Lika puts out a message to remind folks that instantly we see a flood of folks come through so we're working on making sure that we have very regular reminders of folks for folks to come by and get this and then it gave me a follow-up question is so you know relationships are very I mean often personal relationships are very important so I mean I think I'm hearing a lot about how we're working at a district level which is very important but I'm wondering how are we using those relationships built between I would say principles community liaisons other district site staffs who may have existing relationships with these families how are we thinking about how do we capitalize on those trusted relationships to make sure families know what's available I can I can jump in on that one our principles as a whole have done a great job of reinforcing the information that we are sending out whether it be posting through social media about our new times are encouraging people that they know within the community to share our posts I don't know how to what extent this does play into it but we have heard from some parents that they are just hesitant in general to to come out and you and to be out so I don't know if that kind of plays into maybe some of the reasons why some families aren't taking advantage of the meals that we're offering so again I'm hearing very much around like like communications methods but I'm just wondering I mean cuz I hear I'm hearing of examples in other places where you have like personal touches people actually reaching out to specific individuals to try to make sure that we're reaching all family so I'm just saying I'm putting I know I know you guys like I said I know what you guys have done this Yeomans effort and so I'm not none of this is critical I'm just thinking about as we move forward I you know I really want to make sure that we're thinking about how do we can make sure that we're connecting with every single family that we have in our community as much as possible so my other question for is for our pseudo and it's much more I guess much of our process question so you've laid out a really great process in terms of what's going to happen instructionally and and using our existing committees to make sure that everyone is it's an engaged process but I'm wondering and you're laying out a timeline so in terms of the timeline so so you're saying like the first week of instruction with students would happen the week of April 6 is that what I'm hearing from you the first week of phase 2 would be April 6 as Brett and that coin but that that would be that would be instruction that would be teachers working with students so that is correct that that also coincides with kind of layered on top phase one the end of phase one and then submit and then we would go to Spring Break the week after that is that it am i understanding this correctly at 8:02 p.m.
Glover I will agree to this for next or next school year because of our contract timing but really look forward to if this is what their salary is if this is what they're expected to do let's why is it just not their salary why is it just not their contract so so I do look forward to that change in the future and I agree I think part of Education is we do things because we've always done things that way and it doesn't make it necessarily the right way to do things and I appreciate the openness of let's saying we can change a little bit of this I mean there's a lot that I wish we could do differently within education and finance but I think this is a step in the right direction to say just because everyone else does it doesn't mean we're gonna do it or continue to do it that way so thank you for being open to that I'm sure as a superintendent with many many districts who follow that same practice I'm sure it's not easy for you just like when we changed our insurance piece you took a beating on that and we appreciate it but it's the right thing to do and so again I appreciate you being willing to kind of step out there a little bit but it's the right thing to do so thank you president Kaler vice president Reese members of the board we are dedicated to putting this into the base for all of our administrators and being open and transparent and exactly what's happening within the hikmah Unified School District and we are dedicated to get is done before December of 2020 yes thank you I think the the word of transparency is so crucial for this board and we've worked really hard on that piece and so I'm grateful that we can I know we beat you up a little bit so I apologize for hammering you but thank you for making this this right so we appreciate that so although Oh all those in favor aye motion carries 4-0 and now we're going to move on to six point six and I move that the Governing Board crease prop 301 pay by a total of $200 for the 2020 2021 school year second any questions or concerns on this it's the teacher and I like to verify yes I was gonna ask dr.
on Tuesday that is correct at 8:02 p.m. on Tuesday I don't know what that mean just saying that right now that is that is a correct statement right now okay okay um and then in terms of access so I just I'm just reduced a little more in terms of how we are getting a better understanding of how many of our students have access to devices and Internet access and so and how we how we plan to address those gaps yep so right now before prior to Coba 19 we surveyed every single secondary student with a tech survey this was a paper and pencil in your classroom survey so this was not you know online or if you want to everybody every kid had to do that 96 secondary students so that means 6 7 8 9 10 11 12 across all of our schools 96 students self-reported that they have zero access to the Internet and the overwhelming obviously the opposite have report that they have access and connection to the Internet now now Alby it you know different different ways and different modalities so we know that there is a a group right and and right now we're not talking about elementary that that might not have access to this so when we launch next week we're gonna keep our ear to the ground one of the benefits phase 1 when we did the optional print material and I'm not gonna count myself in this because the the banks really are it goes to to Dana and Norma who did most of this heavy lifting but one of the benefits is that they were able to make connections with all the families to talk about what it was and what they were requesting and what they needed I can also share with you that there were that week when we did the optional credit irreal there were a total of 207 phone calls that came in that were flagged by Dana and Norma and I can also tell you that of those 207 phone calls 67 of those phone calls or roughly a third of those phone calls after speaking with Norma or Dana and understanding where it was on the website and how to navigate that change their mind about picking up with me to say oh yeah I see it now I just didn't know where it was at and you know so forth and so on so we are right now thinking of taking the same approach and having those personal contacts and those personal touches and start amassing a database of information so that we can plan accordingly to kind of tip to connectivity beyond just the device right and so we know that there are different partners and vendors out there that are trying to chip in Lita has made a connection with some possible donors and so we're we're really keeping want to keep a pulse and we want to make these have these personal connections we're gonna expand the staff so it's not just Dana and Norma we're gonna double double that plus add some additional support staff to that and then respond appropriately we've already had initial conversations about what happens if there's you know 75 what happens if there's 750 what happens if there's 7,500 and so we're gonna we're we are talking about those things we are building contingency plans but we also know that when we launch next week we're gonna again keep our ear to the ground very very carefully we already started a draft and I say we and I shouldn't really say we the team has really already started a draft of what this database is going to look like we have also chipped in in terms of using Ares in addition to just a Google sheet to also amass information so we can query easily and and try to respond as quickly and as appropriate as possible so just a couple things and I appreciate that response and I hope that I mean my hope and I've heard about the districts doing this is that we can actually make sure that we are connecting with every single family to make sure that they have the the device and the access that they need so that's number one - I'm a little concerned I want I want to make sure that we have a consistent definition of what we consider out of what internet access to be able to do just as learning with us and remote learning because I think I mean I'm not sure about the numbers you share with me but I mean is that was that full internet access at home or the internet access via cell phone right because I would not consider cell phone access which is Internet access that's really not functional when you're trying to connect in a like an online classroom setting so I so I think I appreciate where we are right now and again I understand like there's a lot of moving parts and all of you are doing very much work and but I hope that as we go forward I hear I'm hearing much more specifics about how we plan to make sure that we reach every single student in our district to make sure that if we're as we move forward that they that they have the resources they need to be able to participate in in this in this distance approach that we're planning it I have a couple of questions also here so you know you know I just spoke about the well-being center that just opened a glass stone high school so I'm on a link that I seen it at another district they had a link that stated um you know we I'm sure we have students that are afraid or even parents are afraid you know how are we helping them or getting to them to speak to them and and on top of that also parents you know having like guidelines or they're not teachers they never had to be able to teach their child you know how are we reading out to the parents to you know help them help their child you know I had a parent tell me that her son was not doing his work and he said he didn't have to do his work because he read that they're not gonna be graded anyways and he shared the 14 year old a 16 year old so she says you know you shouldn't pick that because no my sons don't want to do their work so you know how do we help this mom you know what do we do about the situations and and and some of the kids you know and I'm sure they're scared emotionally about the what's going on what I'm going to go back am I gonna graduate you know pressures like that and and I don't want to you know put any more stress on these kids so you know I'm hoping we have some kind of link that we can help them or I know on their phones they can see Aires like my grandson used to see his grades and so forth maybe they can be a link there where they can click if they have a question your the concern many things can be happening because they're at home now you know and I like to have that open for them because it can I go to the school and they cannot go into this well-being center this great Center that's happening but I think we need we need to think about that also we could definitely put a link in terms of the Aires and how to connect both for the snip and and the parent one of the things that we have discussed and we are launching this with parents are English and Spanish kind of for lack of a better word cupboards or launches that would include some tips and resources for parents who are now finding themselves you know doing doing something and maybe they have not done before and so we we are thinking about kind of a a cover if you will like a launch page where we can you can have some of that additionally excuse me when we are talking about the distance learning block schedule plan we have also had conversations about staff beyond teachers so counselors psychologists you know terms and you know those kinds of things and so I believe it's Erin if I kind of push the team as we were thinking about this that it's not just about academic connections but it's also about those social emotional connections as well those relationships yes and so that is something that we we are working into and have worked into that plan as well and I think that's part about Shido name mentioning about relationships you know how a student was able to go and to talk to someone even if it's a teacher even if a counselor you know they can reach out to someone because now they lost is the connection like in one day here we go just just happen from one day to the next and you know I I just feel for these kids they're so young and not they're not understanding but I think it's our job to to reach out to them to help them um you know not not I don't know help them emotionally that's my big concern because we you know when all this is over a lot of things are gonna change I know that but I just yeah I'm just careful that honestly thank you a couple questions I have one I hear are throwing you're talking about evaluating which of our students don't have access to technology and then distributing technology just curious to know just some of the thoughts on on how to do that safely how to safely distribute the technology it just in light of everything that's going on both for our you know the folks on our on our staff who will be distributing and also the families you know not congregating and not gathering when receiving that yep so very very good question something that is definitely on our minds and again as we are vetting these processes within ourselves and with other people that is something that is definitely at the forefront of all of our of all of our minds so what we are right now taking the the lessons learned and the good things that happen when we did the print distribution so for example one of the things that worked extremely well was setting up appointments because that helped with the ebb and flow in terms of picking up so that's that's one thing that would that we are thinking that that's that that's a best practice that has worked for us and will help us with the social distancing and keeping like you said not only our staff safe but also the community safe as well another thing that we are thinking of implementing this time around which we didn't do when when we when we did the print even though we were cautious at that point in time is to have like a table set up and that we would be tagging things and so I know that mr.
Bowman please clarify why we are doing this maybe let's start with dr. Thomasin's response or miss Martin's either one so I'm president Kaler members of the board are community there's just been so much that's been going on and we've had to really have lengthy conversations and finance cabinet related to the increases related to different aspects of where we're increasing and what dollars that we had that when we approved the contracts to get those ready and moved forward to have them out before spring break we will financially were not ready to agree increasing the total prop 301 funds for our teachers so we didn't make that decision in terms of a finance cabinet until after contracts had been approved by the board but we thought it was important because through our meet and confer process and talking with our teachers and the teams there that we look to increase this bucket also and we just had to bring it later in terms of a different date pardon me a different timeline in terms of a date just because there are so many layers and aspects that we had to agree on and figure out financially if we had the dollars to support in these areas and what made the most sense that we just timewise was not able to get it done prior to have the contract changes done at that time thank you for that clarification mr.
Greer is coming Wednesday at 1:00 and so I would set up his stuff on a table I would be you know on standby mr. Greer from afar hey thank you for coming if you come to the table you're gonna see a tag on one of the devices go ahead and feel free to pick that up there's something for you to sign there if you could just leave that behind we would appreciate thank you very much so we are kind of thinking of those things it is definitely on our mind and to your point I think for both sides it's not just about keeping the staff but also the community as well with that said we're kind of in my business I'm still making deliveries and that's exactly what they do they put it as a sign on the outside of the door they all they set it outside you see it's everybody's six feet apart nobody goes anywhere it works out really well okay another thank you another question so I know that I've seen just-just correspondences and notices and letters I'm gonna that I've come out from telecommunication like Internet service provider companies that have talked about providing internet access for our families like you know temporarily what what can we do to help kind of expedite some of those processes and/or help get internet into the homes of families who don't currently have that yeah that actually was a topic of conversation today our superintendent brought to us a meeting that she had been in earlier and and again we are exploring every avenue that we can but that is definitely something that we spoke about just today about you know is there a way that that we that we partner with with someone in terms of kind of expediting that or making the process so so that is definitely something that that is being discussed okay and then something just just for the team to consider this lika if you're there and listening I wonder if it would be helpful to as far as the meals and addition the distribution of meals I have seen the district letter that has come out and that's really good and and I also have appreciated the the constant updates one of the challenges when you have constant updates is that update number four looks a lot like update number sixteen from afar if you will and so when we look at some of these things like like lunch distribution can we create graphical content and in ways that families can share it out in an image so that it's it's kind of easy to share I know that I've had a couple conversations with just some some families and whatnot around the way just kind of reaching out and checking in with them and they didn't they weren't aware and and so I'm able I've seen the letters and and they also acknowledge that they've gotten emails but maybe haven't fully read through all of the the emails so just thinking of other other ways to get their attention a little easier using graphical content as opposed to just letter letters are still good because there's a lot of information but also using graphics and images yes we actually had sorry go ahead no go ahead we had one phase of images that came out and we can we can launch it again to make sure it stays at the top and that it's at the former front like we can pin it to our social media and send it out again via email or PGR as well regarding and I can I just have been on that though I think I think I mean if you look at some and I'm happy to share with you offline some of the other districts they're really communicating through images right so there anything they send out is a different image with a different message and they're really simple like just a handful of words just whatever that whatever the topic is I'm happy to share some of those that I've seen I'm for you to think about because I mean to Adrienne's point that I mean that's the best practice in terms of trying to get people to pay attention on social media yes for sure any any examples you want to send it with the great regarding the the internet options that have been advertised as free adrienne i did so my colleagues and i from other districts kind of tag-teamed it and started making phone calls to see what some of the details were and some of the offers are not as free as they would seem so some of them you need a credit card so like though the fees are waived and it's free for sixty days but then if you forget to cancel and you'll be charging you $40 a month after that most of them do require some sort of like security deposit or a credit card down and I don't know you know to the extent our families would would want to do that and then the other obstacle if they can do that is that now all of these companies have extremely long waiting lists so that's something that you know districts across the board are faced with and we're kind of working together to see you what some solutions are for for all of us Lika yes this is yonder so when I when you post the UM the newsletters are the updates on Facebook can you please put like the English ones on one and in the Spanish ones next because when you put four together it's kind of hard to see the ones like the Spanish seems like in the side in the corner a little bit and then the English ones are it's just very confusing just just to read them I would say if that's possible would be great are you referring to like the images in separate posts well because you you you put the the English in Spanish I have to show you example but you had to English and then I think you had to Spanish in the sightedness Maddox is really oh I'm sorry I know what it was you had the English one and it had English with two pages and the Spanish was two pages in the side so it's like four pages on Facebook and and in the ones on the side they were the Spanish ones are very hard to read other than um not all moms are computer savvy yeah yeah you know I just think it'd be easier if you said the Englishman in the Spanish on two separate posts like I don't know how to you know maybe explain it in Spanish you know what it is yeah we can just seems like it's it's just all in one page and it's very hard to read yeah yeah you thank you wouldn't have to click the image to open it and then screw and then slide through the images but yeah we can we can see if there are different ways we can post this thank you uh-huh actually I'd want one mess I'm looking at my notes one final question just looking at food for families I know one of the one of the things that I heard from from some families and just want to kind of shoot it out here for others to think about is so I know that we have our in the morning and then hours in the afternoon for food pickup and they're there at this point I've been a couple families who have reached out and said I've talked about the challenges it is for them there are working babies are working and so they don't have the ability to access during those times and so I did share with them and let them know that it's possible for other folks to take their you know as long as the kid is present and it's possible for them to pick up that food as an option but but yeah I don't know if there's a way to gauge that or to hear from families you know how widespread that is or if it's just a few or if there's other exemptions that can be made but but again there are at least a couple families who have communicated they would they would like food but don't know how to access it because of their work schedules so we do have an afternoon service from 2:00 to 4:00 I mean we don't have like an evening service but yes you're correct they you know they could have somebody else with them take the kids or or do something like that but there's also a lot of districts who are start I mean I feel our districts that are doing it from like starting at 7 o'clock in the morning like they're doing you know they're doing earlier hours than we are and I know Linda I had asked you about yeah Linda I'd ask you about this and he said you would be monitoring this right and so we so far the only concerns are the ones that I heard through Adrian but I think actually and B we certainly could put out some information to ask parents to let us know for sure if they if they are having trouble so that we can begin to respond to them just as we were asking do you need structural materials are you going to need some technology we can certainly ask about the food and I think that would help us make sure that we're reaching out to everybody and hearing where the needs are and can students go alone if they live well like in my neighborhood they have apartments and I've seen you know kids walk on their own because either their mom's working or I'm not sure but they'll walk on their own you know and dog get their lunch and then I see them walk back back home with a bag of food for lunch I should say so they do just give me the kids without the parents yeah yes I just wondered stress can you guys hear me yeah okay that also to that other districts are have videos on their websites on how parents can access the resources that we have on our website they have it they have it in English and in Spanish and they have a step-by-step video on how parents can access the resources for their kids on our website so maybe that's something to consider as well to show them how the parents that do have access to Internet at home and that are trying their hardest but just perhaps or not you know um a tech-savvy and so um I think would be a really good idea to have videos on our on our different social websites for them to access that's a great idea you know my mom was illiterate she didn't read at all so if she was gonna read something while she couldn't read we'll put it that way but if they showed a video she would understand it so I think that's a great idea to do that I agree thank you all for your questions and suggestions we'll take them to heart and and work on them diligently thank you very much okay and with that we'll go to item nine point to approve resolution number nineteen twenty forty declaring may 17th through 23rd to nineteen or twenty twenty as classified school employee week do I make a motion to approve 9.2 I second okay moved by board member Pena seconded by board members rear and any questions discussion I have a question how is this going to be carried through I mean we can't do social you know a so usually we have a reception for them so how is this going to take place thank you that I can I've been thinking about that too in anticipation of the fact that you know we'll just continue typically what we do is we pick one of the weeks in May to honor all of our employees both classified and certificated and typically take something to their workplace maybe you know varies from year to year sometimes just so it's a it's been most recently maybe a tablet that is a kind of a mini journal sometimes it's been food treats of one sort or the other so a variety of things but if we can't do that so the next thought is how do we get the message across to everybody so we're exploring a couple ideas we haven't found the one that we're going to go with yet but we are definitely going to have had a plan so that that time doesn't go by without people knowing that we're thinking about them okay anything comments Pete let's vote Gabby you you having difficulties yes ma'am ulti have you logged out log back in okay are you an ESB there okay there you okay Passons 5-0 and then we will move on to prove revolute resolution number 19 2014 declaring May 5th 2020 the day of the teacher moving the motion forward second okay so board member Ariana's made the motion seconded by board member pena and any discussion okay seeing that let's vote okay and passive nine point three passes five zero and now we are going to move on to the consent calendar 10.0 10.1 all matters listed under the consent calendar are considered by the board to be routine and will be enacted by the board in one motion format following the last consent calendar agenda item there will be no discussion of these items prior to the time the board staff or the public requests specific items to be discussed have discussion if discussion is requested by a board member that item will be removed from the consent calendar and will be considered separately the superintendent and staff recommend approval of all consent calendar agenda items do I have a motion I move that we approve item 10.1 motion by board member Greer I'll second seconded by board member Cruz Gonzales is there any discussion okay seeing that can you hear me can you hear me oh yes hello hello okay I had just one question let's see here the question is for 12.1 and yeah all right let's vote okay and it passes five zero five zero and with that we'll move on to 12-point Oh business and finance twelve point one a word bid of a board bid number 18 - one one one five field upgrades at Azusa High School rebid do I have a motion I make a motion to approve 12.1 have a second can we have a conversation about this I just look so I think we need a second is it open it right yes no no we can have a good weekend no we don't need to we can have a discussion without a motion on the floor and we don't have to we're not falling streets so let me let me ask question when if when would this work start on these building on these field and mark I'm gonna buy you to share this a little bit - they're basically going to wait for the end of the rainy season to start and mark could you explain the rest of that like later Frank is my understanding but I want to double check with mark sure so this this project yes if it is approved then it will start as soon as it slows down but it also is connected to our gems and the bleachers so the ad a requirements that are included in this project are a requirement for both this project and for the bleachers so if we let's say if you did not approve this project then we would have to build the restrooms that are part of this project the ad a portion of the restroom to be able to install the bleachers for both high schools so mark let me just backtrack a little bit to specifically answer the immediate question of the timeline for the start of the project oh I'm sorry I was trying to manage the meetings so we would be able to start probably in May also for the class stop correct okay though I mean yeah I guess I serve some of the same concerns I had last time around a mic could you share with the board the last at the last meeting the board asks for some information about projections for enrollment or kind of the need free for these fields at the high schools for the foreseeable future say the next five six years something like that can you share what the projections show sure so one of the concerns I was brought up last time was you know could there be a potential or are we eliminating a potential choice of being able to close one of the high school which was voiced by some of the public so did a projection analysis of six years from now and it's still in six years would not be possible to close one of the high schools without adding additional classrooms to the other high school to absorb all of the students and that assumes you know that we're not losing students to a neighboring district of course that everyone would be shifting over so it it would be in maybe another I don't know three years past that so closer to ten years before you could really fit everyone on one campus without adding classrooms one of the things that you know as we as we as a district and you know supportive we've been talking about declining enrollment that could seem like surprising information to folks that it would take that long before you know but he would only need one physical high school the reason for it has to do with where there are where are the drops in students and what we saw and has shared with the board previously is that this year in particular and actually I believe a couple of years preceding to where we've seen drops have been at the very youngest age student so basically the kindergarten students the littlest ones so the enrollment drop is is impacting the elementary schools and and really has been as as I said for a couple of years and more so than it has the secondary schools per se and as much as people have said over the years that well you know we lose a lot of kids going into high school in particular we've seen some drops but not as not to the extent where it's impacted the total enrollment as much as what the drop that we're seeing for the youngest kids and mark if you want to clarify that or add anything to it please do yeah I think there's a few things at play you know in in our secondary schools we have a lot of programs and things that have spread out over the years and so on top of not having enough rooms we've converted rooms completely into office space and and change structures and that would help that would have to be you know taken out in order for us to move everyone in and then the question is if we were to move all those kids over the resources that are provided through all the modification of those rooms would probably be needed twice as much so that wouldn't make sense so for example are you thinking of the kind of the Community Schools Initiative well-being type centers and and things that were done you know years even before I came you know like rooms were converted over to cyclo psychologists office so you could have more folks available on-site so we have way more resources for kids than we did years ago and as we declined an enrollment there was a natural shift to convert those rooms into alternative use rooms and and they did some amazing construction but that's not to say that all things are off of the table I mean you still have many other concepts that you guys talked about you know you could move a portion of one of the high schools you could you can move a middle school to one of the high schools there you still have many many options I'm just saying to completely combine the two high schools and not have an outlet to have a percentage of those kids go somewhere else probably probably wouldn't be feasible unless we wanted to put significant you know dollars bond dollars probably into building out one of the sites so it's really so I'm just going to tell you mark it's really hard to hear just really vague like we don't have enough space but I mean I mean it would have been helpful for you to share you know this is how many students is how many how much space we have at each school this is how many more classrooms we would need at a school if we were to consolidate I just it so it's it's very hard for me to like take the information you're giving me to make good decisions because it's much too vague for me to to make any educated decision about um and then you and I tell you nodding your head I'm just wondering well first before you before you show that so just just because I mean even even when we look at that like mark you may have information to share but even at that like sharing it here and now and then voting on it it's still probably going to be insufficient to make an informed vote for me I think that when we when we look at you know this my thinking around this is informed by by past decisions that we've made and again I I understand that we have to make the decisions with what information we have at the time but as we look back in use history as our guide we made decisions to put playgrounds on school campuses and then after the fact because we didn't have a plan after the fact maybe look back and realize that that wasn't you know the wisest thing to do it retrospectively which is you know 20 and then same thing with you know we put fences around sites where there's conversations around consolidation of and reorganization so my whole my thinking around it is I get this and believe me like how much I would love to see this happened but but I still just hear that we don't have a plan and so I'm comfortable without a plan so I'd like to add to Adrienne's concerns you know in 2014 when we were campaigning for the school on the promise of the communities that we were going to upgrade their fields you know that's why students we're leaving for another district because of their sales and you know we all know we spoke about that many times but when it passed in 2014 you know it was on the pyramid that we had which was no you could see it but it was a second item on this pyramid which was done by a survey by the community students and staff and and and then a couple of years ago we had the football team and the coaches and students come in telling us that you know the fields have holes in them they were getting injured you know why are we working on their fields you know in and again you're gonna die see it's a liability also so not only we're here again talking about it here in 2020 26 years from now and we're still going in circles all over again so I myself feel because of the scuba you know we slapped her that so hard that you know that we're letting this community down it's not fair for these students not to be able to have failed and we're saying we're merging it's a conversation it may take six years who knows it may mean it may not even happen so why are we allowing these our students here to do not have a nice feel you know can I so this is the problem with Yolanda because I think we're hearing I mean III am hearing that we and I'm not saying that I was wanted really freaked me out that I'm not saying that I am recommending a certain direction in terms of our high school right I'm I want to see that very clearly over and over again but we we committed in the next five months to really sink heavily about where we're going and I did him I mean I understand him saying that we would not be able to consolidate into one high school without additional building there are different there there are some creative ways that you can do that right but if we make this decision right now and three months later make a decision that oh because we've looked at all the data and it turns out that oh well you know the most thing that makes the most sense is to consolidate into one high school that means that we've spent 2.7 billion million dollars on the field that will not be used and I think and so that's I I like Adrian I you know and you know and I understand you you know are too heavy they deserve to have these fields they deserve them and they deserve em yesterday right they deserve em three years ago invited scuba in class right but if we but it would not be responsible for us to go forward with these projects when everything is all up in the air and and then it turns out and then what if it turns out that we put something in that we're not even going to use and then we have a large amount of money it includes the bleachers speaking in the bleachers everyone knows that the beaches look like that's another liability those things are falling apart when you go to the game you know people from other cities come and you're sitting in a chair I mean you know we're talking about updating our schools curb appeal you know make it this is one of our you know talk discussions regarding you know having the perfect plan for students didn't want to come here you dragged by you go to a game when you see it um sitting on chairs you know so I think we're going backwards that's my feeling if this work if this were a conversation on should we have should we upgrade our bleaches or should we not up clear create our bleachers to me that this would be a this would be an easy conversation yes yes we should 100 percent thousand percent I'm in favor of it to me it's just a matter of you know we made this it we had conversations just a couple months ago where we talked about making some decisions without sufficient information and what we decided as a step one we said that we were gonna retain 6th grade at the schools we're needing to have conversation to put a 5 to 10 year plan in place to discuss what we're gonna do all my thinking around it is if it's in the let's let's put it in the plan let's put in the maybe as we look at it it doesn't make sense and we're estimating that it's gonna be ten years before something like that is feasible maybe as we look at it we see that it's not even 10 years it's even further but but I'm just guessing I and I'm making it I am making a decision based off of a feeling that I want all kids I mean our students to have access to a field which I do but I also have to I also want to be responsible with our resources and I'm I don't have enough information to be able to make a responsible decision you know I also made sure I also would like to you know might respond to the comment about you know maybe somebody has criticized the defense when went around the school that we've we're gonna have to close or that we had to close let us remember it in a way it's kind of like this coronavirus thing you know maybe scientists what you know who do Public Health Studies knew it was coming but we didn't know it was coming we also didn't know that the drop in enrollment that happened this year was coming this year the drop was twice it wasn't what we normally get or almost I sorry maybe not quite and so we did have to change in a way that nobody would have expected we did not think that we would ever be in the position of having to close a middle school or any more elementary schools or a high school at any point because of our projections were fairly accurate from year to year but not only us but school's up and down this whole valley and you know found themselves in a new situation those things are unpredictable I think we've been making decisions with the experience and data that we have and as we go forward in planning which is good we will also be making decisions on the data that we have now which may may continue the way it is or may change and the one thing we do know though right now in Markman Adams information if you want is that for the foreseeable future four five six seven ten years you could not close one high school and have everybody on another school without changing and probably shrinking the amount of kind of open space dramatically at that school I think for example what it would take to get everybody onto the mezuzah campus and what it would mean for some of the fields and things that we have there or vice versa I would like to comment in sure yes I I'm having a hard time with this too because we have not had time to be able to discuss what the next five years looks like or the next ten years if we're going to do this responsibly I think it's really important to get the information before it is presented to us that way we are able to make a decision that this is a budget issue as well if we spent 2.5 roughly in each field that's five million dollars so we and you you kind of referred it to the coronaviruses which I understand your point of view and what you're trying to convey but at the same time we need to be responsible and yes if we delay this us you know until we come together and really think we haven't explored other options such as 7 through 12 or each high school we're still you know having conversations about that we're still exploring we have with it the person who is going to do study that yes I would feel more comfortable after that study has been in place and we get the results to be able to move forward and spending our taxpayers money it is an important that we that we moving forward that we consider every option every possible defeat planning for 10 years you know 5 to 10 years what does that look like well let's gather some data let's do some research and learn from past practices what has been done and being able to learn from the mistakes that we as a district have made that is there I hear what each of you is saying pro and con the options that we've looked at so far in terms of school configurations include a 712 high school or both 712 high schools that would actually put more kids on campus who would need fields if we if we take that option we haven't discussed it and I think that's where I'm coming from if you think back to the earlier discussions that the borders tab and that the plus had around the the configuration of schools the the configuration that involved closing one high schools was the least doable financially because it runs a risk of a dream loss of kids and so getting we're not we can't get to that point right now without expending quite a bit of money in how we know that we run the risk of losing and students which would exacerbate the the issue of declining enrollment so there are some things that we have discussed that we do know and I understand if you want to discuss it more and you know if you want to get the information from the demography so that's all fine but I I also know that there they happen 20 of times when we've grappled with issues around well what can we do and what's the impact would you know will it help us with the district budget will it not those discussions have happened and and the other thing that I mean what you will hear is some people who say yes definitely wait you will hear other people say it's you know you're not you're not doing the right thing and that's always the case there's you know you're gonna never everybody I know what Linda what you're saying and it's not about it's not about pleasing people it's about what's doing right for our district according to the research and data that we receive and that we're able to analyze and be able to make a decision because you're right some people are gonna say no we want the fields now or no we want the fields later or you know but what matters right now is what we can see concrete which is the data and the research that is going to be taking place in the discussions that we further need to have as a board can I just add one quick thing so to put this in perspective every option is still on the table except for one which would be that we're going to close one of the high schools and not use that facility for any other purpose essentially surplus it that it those two things approving this and that surplus in one of the high schools don't mix together but every other concept that we've talked about k-8 7 12 7 12 on one campus 7 12 on both campuses some type of making one of the high schools into a middle school making the other one into the primary high school all of those ideas work with this field project at both sites there's only one that doesn't which is surplus in one of the high school sites go ahead oh I was I was gonna say from what I'm hearing from everybody it looks like maybe so I'll cook it all seconds and also I think Yolanda's motion I mean I think I think mark your last your last statement that you made probably makes the best the most sense to me um because we aren't I mean in my mind we probably are not going to surplus any any of our properties I believe in I believe in us holding on to public property and not I'm releasing it um so so I will second Yolanda's motion so now we have a motion on the floor to appeal today so it was motion by board member pena seconded by board member Cruz Gonzales do we have any more discussion do we want to vote on this now it was 30 seconds by a trading career okay I did not know he didn't he all right there was no second yeah that's why we we went into the whole discussion sounds my my only my only thing about one last piece is so I still I still feel that I personally cannot in good faith with information I have vote to move to approve this right now at the same time i-it's not my hope it's I mean we could we can we can vote immediately it's not my hope it's not my desire for this to die I mean or for this item what what other options are available to us so I know that we tabled this minutes what time what time do we have even with things that are going on with the coronavirus and how that might stall the ability for projects to be able to begin or not what options do we have other additional creative options do we have to buy ourselves some more time to gather some more information we would have to have an additional board meeting because the timeline I believe is within like seven days that two projects expire and we would have to go out for rebid and our contractors obviously would I'm sure go out for rebid but this will be the that would be the third time going out and I'm sure wouldn't be looked at finally I think it's important that we don't you know what it looks like or if there's some one thing I want this job they're going to rebid you know I think it's important my take on this is that again I I feel strongly about this and I don't want to kill this I want to be able to work with this but I think right now is not the right time perhaps you know after we have the discussions of what we're going to do in what schools or you know how we're going to reconsolidate and how we can include the bleachers you know how we can bathrooms we need to be in compliance with those bathrooms and there's so much more that we can add to that and be able to move forward when we know in the direction that we're going to be moving in so Madam President I am asking that we do not kill this that we are able to go ahead and move this to a future date seven days in order to move it to a new date it would have to be within seven days of today and additionally we have a first in a second so unless somebody's I just asked I just desperately need Madam President well I mean so this is a question of data I mean so are we I mean do do individual board members feel like you'll be able to have enough information within seven days and then have a special board meeting to move forward with this not seven days I believe I will not like I stated earlier I think it's important that we you know like I have asses my third time asking Madam President I believe that it is important that we we keep this but we need to have this conversation at a later date meaning that we need to have the conversations of the reconfiguration of our schools need to have the data from the demographer need to put all in that into perspective do the fields need to be done absolutely I agree do you know do we need a curb appeal absolutely but we need to do this in a smart way and not jump into something so quick because you know because we feel like you know we have to get it done now yeah we need to do this smart so you are motioning to table it right now you have on the floor a motion to approve it so it's right next up would be to see what happens with that vote I just want to clarify it mark so what happens I mean what is the process if we don't if we don't approve of it tonight or within the next seven days what happened so I want to correct that so we we need to have it by the by the seventh would be the absolute last day done by April 7th yeah so if that was the direction I would I would really appreciate knowing what data that folks would like I came prepared with enrollment data for the two sites to display but I don't think that it then I don't think I'm being heard correctly and what I'm saying is because if we take a vote tonight whether it passes okay if it passes okay if they if it doesn't pass and it gets killed that then then it that's not going to be good so what I'm asking is not seven days what I'm asking with all due respect and I understand where you're coming from mark and I understand what you're saying but what I'm asking is for us to be able hit and move this after they were reconfiguration after you know the demographer gives us that data that's what I'm asking not seven days but mine yeah just just just to kind of as I'm hearing different things so it's my understanding maybe mark correct me if I'm wrong here well it sounds like what you're communicating is due to the expiration date of this bid that if we don't vote to move this will prove this oh you know then or me but let me take the back if we were to table this for today there is not another board meeting scheduled in time for us to bring this back so to table this is to effectively correct we would have to go out for a rebid which would mean we start all over obviously there could be a different winner and completely different prices and a completely different protest process so really starting starting completely over yes I mean I against just the throwing I I really would like us to stop making decisions without plans in place and and that's my that's that's just my long-term decisions without without long-term plans and so again I feel uncomfortable I I and I get how that can complicate things but I I need more information and I don't it doesn't sound like we have an opportunity to make to receive for me but I have enough an opportunity to receive the necessary information for me to feel comfortable to responsibly move forward this at this time okay and in my opinion as I said the the the length of the time that the astroturf will last the fact we can turn it into a junior high the fact that that field could be used for numerous things between now and whenever whatever happens and yes I agree with you Adrienne and I agree with you Gabriela we do need to do plans but on this item I personally feel that we wouldn't be wasting anything that we would be giving our students an asset so we have to decide what we want to do we're gonna move it forward or we can just gonna vote cuz I would go for let's vote and see what happens this is not I just want to go ahead and make one last comment this is not about not getting the students at asset this is not about the curb appeal all that I'm just saying I'm not comfortable voting on this right now we we need to rebid and that's that then that's what we'll do I always feel that we make decisions and this is just me personally speaking that we make decisions under the gun majority of the time and I am not comfortable with that and you know it's like we do it now or never and and that's where I'm coming from and so I don't feel comfortable with this right now like I said I would like to see the field but at this point right now I don't feel comfortable with this because I don't have what I need in front of me to make a concise decision okay so at this point I need help here well it's Linda with the next thing you have a motion on the table so either a call for the vote or if one of the people made the motion wants to change it but you do have something that you have to respond to right now okay yes okay then I'm going to call for the vote okay any passes three two and then we will go to the next item twelve point to award of bid 18 one one five field upgrades to Gladstone High School rebid do I have a motion make a motion to approve 12.2 second okay motion by board member Rodriguez piñas seconded by board member shaneoh cruising zhanna's any more discussion I think we pretty much did all that if you have anything else it's up to you okay then I'll call for a vote and again three two okay with that we'll move on to approve change or a 12.3 change order number one a su da u SD parking lot upgrade at Gladstone Street Elementary School do I have much to prove I make a motion to approve 12.3 I second okay we have a motion by Board Member Grier and a second by I board member ariana's any discussion yeah can you just describe the I see on there talked about extension for unknown utilities or what not what exactly is it exist another I know we had that with Center middle school and ended up being kind of catastrophic there what is this looking like mark can you share some information about that you can load it up for everyone else to see it so this is a time extension and due to the stuff that we find under the ground that's not properly mapped and so many times on our underground projects we've seen the same thing where there's utilities there's electrical there's plumbing that's not been mapped properly and it's decades old and so we have to reroute that as we go along and so we're we're just there just approve for extra time to deal with that any more discussion okay let's vote okay passes 5-0 and now we will move on to thirteen point one first reading of eliminated board policy regarding operations eliminated board policy three one one one deferred maintenance funds any discussion or can you get the background on this place so and this board policy was about a law that was in place and well before my time actually and it required that funds be deposited into deferred maintenance and it and it outlines the Education Code that was in that law and that law is who was wrapped up into the El Cap and and basically it's not not applicable anymore and so that's why CSB a is recommending removing it we still do have a deferred maintenance fund and we still contribute to it and that is you know one of the items we've discussed as we discussed our budget talks about how much money should be contributed to the deferred maintenance projects deferred maintenance is a essential piece of our mo t Department and making sure that things are are in good manner and having a healthy deferred maintenance when is part of having a great looking district so I'm a huge advocate for it if we can add more to that fund but this board policy doesn't really apply to today's today's laws any questions okay alright we will move to thirteen point two first reading of amended board policies and administrative regulations regarding students submitted beep board policy amended BP and ar500 6.1 intra district open enrollment amended BP and AR 511 introduced attendance amended AR five one two five student records amended BP and AR by 1 3 1 dot point to bullying amended BP 5 1 3 1 point 5 vandalism and graffiti emitted board policy and administrative regulation I have one four point two one administering medication and monitoring health conditions amended BP and a are five one four one point five to suicide prevention amended BP and a are five one four one suspension and expulsion due to process new expulsion due process a mini BP five one four five point one one questioning in apprehension by law enforcement any questions I have a question on the the last one VP five one four five - eleven questioning and apprehended by law enforcement on the bottom line it states accepting any any child abuse or neglect the principal or designee shall notify the student's parents within 24 hours I thought we were going to change that to immediately or that the parent would be notified immediately not 24 within the 24 hours is that correct Linda or not and I know we discussed this before is a is Gary krill here let me find them okay not that our total can address up yeah he's here all right Gary your life yes I believe what the board asked for was clarification from legal counsel and legal counsel stated the district couldn't stand in the way of a police investigation so that change was not made but but to add to that I think the original language was may or will attempt to and I think we I think per the board's request and timefor some public input I think it was changed to shall and the 24 hour period if I'm not mistaken in practice I just want I just want a clarification Carrie so are you talking about just interviewing a student are you talking about if they have a warrant in in and they're pursuing a warrant but what I mean what I should clarify need clarity on that if they're interviewing a student for what purpose that's what I'm asking I'm saying I mean my understanding is and so yeah III don't understand what you just told me okay I guess I thought I was addressing the question are you saying that if the police are serving a warrant on a student at school is that what you're saying speaking to what I'm saying is what I'm saying is you just told us I do what I think you what I thought I heard you say is that if a law enforcement official wants to interview a student we have no we have no recourse to say you you should go do that not on our campus but in a different location the best my understanding that true yes so I would like to get I mean I I would like to see that in writing from our attorney I want clarity because my preference is not is is because I would think that my understanding we are we are a we and I let me clarify I'm not talking about in cases of that relate to like mandated reporting or other issues like that I'm talking about you know a lot of person ting to interview a student because of an incident I I'm just struggling to understand why we wouldn't be able to set boundaries about whether or not we we allow them to have that happen so I think I just need it I need to get more information from our attorneys to be comfortable with what you're telling me and also I would like to know that you know why can't the parent be notified when someone's going to come and interview them I guess I would and I'm not talking about a warrant you know they need to come and interview him on a situation that's what happened um this is where we talk about just what happened at Azusa High with this one student and they interviewed her child and she was not notified my question is so she's a parent why can't she be notified or why can't the student I think they were supposed to allow him to let him know what his rights are what he can do can you call his mom can he have someone in there with him you know I do need the answer to both of those questions Yolanda is yes that the student can absolutely refuse to talk to a police officer and then the police officer would handle that you know that they would contact the parent arrest them or do whatever they're gonna do but he he or she would not have to talk to a police officer students are also told that they can have anyone in the room with them so that could be an administrator or a teacher or anyone else that they trust but for a school administrator to call a parent that would possibly be impeding in a police investigation arrey just to clarify you said to call a parent and and say hey mr.
Glover yeah that wasn't I don't think this that was meant to be any kind of criticism I think the way that I read that was like all the things that are going on in the economy and related to sales tax and all of this stuff would we have enough money so I asked that question to doc Thompson and there is enough money in reserves and he's confident that they'll be able to deliver on this money there was a little bit that that carried over so that was I think that was more the question and the concern so it's will be okay president Kaler members of the board as a superintendent and a district cabinet we also believe that money is earned in that year belong to the staff and the individuals that on their money through those years and so we want to make sure that we we utilize those funds for the appropriate individuals that are earning those funds thank you again for working hard on that appreciate it so all those in favor aye motion carries 4-0 and here we are on six point seven this is our first read so I recommend that the board oh yes she wants us to recommend rec waves the second read and adopt this amendment of policy G C be a professional staff salary schedules second any discussion or questions on this policy yes mr.
so-and-so is it okay if the police interview your son or or can can the school say hey mr. so-and-so want to let you know that the police are here interviewing your son we would take direction probably from the police then I have a question Gary yes so being a indicate you know it says here except in cases of child abuse or neglect so why wouldn't the law authorities go into a different setting such as this child's home to interview the child where the parent is present why would the authorities would you know why is it that they have to come into our school district to be able to interview you know to interview them here so and taking out of the classroom where they are missing out on instructional time they would want to interview them in those cases without any input from the parent to make sure that the student didn't feel threatened or anything else from a parent and that would be you know why that language saying and Kate except in the case of law enforcement or a social worker or something like that that they do that investigation prior to going to the home I understand it is to indicate right but in the case of this particular incident that happened at one of our high schools it did not involve this student they just wanted information so if the authorities want information I think it's very clear that we you know stand behind and that it needs to happen outside instructional time we're taking students out for you know to gather information about something else they had nothing to do with that they just had information about but again we're taking them out of instructional time and that is not okay you know other students see that the cops have them in the office and of course now that's embarrassing me I mean they wanted to question him but it's coming to the school site everyone seemed all of us and seems to know about it and that's not fair to the student either when they're discussing him so is the recommendation that a move 24-hour period to shall notify the parent as immediately as possible is that is that what I'm hearing I would like to I would like to have the parent notifying as soon as possible I mean before yeah before they before they in um what I would say before they question the student I think that most parents probably would want to be notified that their child was being interviewed as long as it wasn't a domestic situation involving the parent yeah I definitely when I think about me as a parent I definitely would want to know maybe that's helpful Sheila mean you're asking for language what you mean to see specifically what our lawyers have to say about that maybe that would be helpful because gay Gary if what we're telling you is we don't care what the law says you know tell them anyway like like so what what you know what is the law and then if the law is saying that we cannot stop if that if that isn't in fact what the case is then can we at least at the very least notify as immediately as possible and I would say I don't know if there's a law it's an opinion based on previous court cases I think you know Sheila means point is well received because we don't want to be in a position where we're telling our site administrators to violate the law and impede on police their you know stop a police investigation so I mean that makes perfect sense to me so that's not the point I was making Gary I just want to be clear about I just want to clear I was not saying that I was saying I feel like they can I appreciate the work that law enforcement does I think they provide a very vital role in our in our communities and I think I especially appreciate our PD and Azusa who I think works very closely with us and tries to work establish collaboration ships but I feel like if they're gonna do enforcement and questioning it can happen outside of our campuses you think about we we passed the safe-haven resolution sanctuary school resolution around immigrant students really about and that was I mean they're really that the frame of that is around how do we create safe spaces where students feel like this is a place just for learning and nothing else right and so by having this piece opening up that piece you're you're cracking that safe space because you're saying that there that this police enforcement can happen on your school campus I'm not saying that it shouldn't happen I think that very much should happen especially if somebody cents done something wrong but I'm we should have our places of schooling should be places of learning and learning only and we shouldn't facilitate those other parts of government that need to happen so I think it's important that the wording on on this policy be changed to on the lines of what I'm hearing Shanna Lean also say is that the instructional time for our students should be instructional time and if the authorities need to get a hold of them you know to investigate a case that they have nothing to do with they're not you know they're not part of a thenn themselves are not part of a neglect or abuse situation it is important that we put that on our board policy that they contact them at a different time which is at home not our campus clarifying just again as we're preparing to to respond to the conversation am I correct that I'm what I'm hearing and the conversation is we're talking about things that happen outside of school not for example something happening within the campus where administrator has to call the police for XYZ am i hearing that the conversation is more about hey we heard this kid possibly I don't know did something outside in the community or whatever and we're saying why why do they need to come in during the school hours to investigate that they could be doing that at home that's that's not that we shouldn't be impeding instructional time but am i hearing what I'm hearing that these are like outside things not necessarily for inside things so something happens on school grounds during school time during instructional time and it's something that is one of the mandatory ed curve that we have to call law enforcement am I correct on that am i hearing a distinction between those two things or no all of that yes your I think it's heard that correctly on that if it does happen on campus if it involves that child if it like you said if it didn't happen on campus and they're just trying to interview together that you know information yes it should happen outside our education time and I do appreciate you know Sousa PD they do a great job just you know how they service our community and our schools and how they work collaboratively with us but I think it's really important that we take this in consideration well I mean so our doodle I think I mean yeah I would say yes you are hearing that from me but I do think I mean why shouldn't we have a practice in place where the parent is notified before the police interview a student I appreciate that we say we give them those wheaten we let them know what their what their options are to have somebody in the room with them that you know to not speak to them but you're talking about children right who who are with trusted adults let's say a principal or administrator and you know I I feel I feel like the parent should be the one making that decision about about those interviews so thought yes I I mean I'm really thinking more about like these external pieces coming in but I would say even internally I mean I think that our parents need it should be should be notified before it happened this is my personal belief and I also feel like I mean we were supposed supposedly moving towards restorative justice practices trying to focus on keeping it a place of learning right so there are very few circumstances in which a police officer needs to be called in to to do something and unfortunately there are examples in recent years in our schools where they have been called in by our staff when the there probably could have been a restorative justice approach I could have taken taken instead so yes I think the tighter this language is the better for me I totally agree on that also I think they should be able to call it parents at any time whether it happens it scores happens off the campus home but if it happens off the campus they should really go to their home and not interrupt their educational learning time when we bring this back for second read in action we will try to interweave and maybe even in a Friday package just so you kind of see the approach that we've taken to hopefully address today's conversation okay one other piece in what is this VP it's the bullying one VP 5130 1.2 yes so I see that there's a lot that's crossed out here and so I I you know presume that this is likely updates to language and updates to law it's like we've like we see periodically recommendations from CSPI and whatnot oh what that is adrienne is actually all of that was moved over to the uniform complaint process so the investigation got moved from that particular administrative regulation I believe into is it the word policy into the UCP the uniform complaint procedures so okay that makes sense um so mark if you could scroll down to like the bottom of whether this week bottom of the third page so something that that was just interesting was I know that we had some we had some conversation at the board around some of this and we talked about if there's bullying when we notify and you know when who notifies and how often we notifies but as I'm looking at this interestingly enough like some of the stuff that's crossed out I don't unless some maybe some of them refresh my memory but I feel like you know we talked about principals notifying parents I think that language is in the administrative regulation it really okay we we did not change that or cross that out but if you want to look at the administrative regulation that's where you're gonna find the response and what the administrator does in cases of bullying okay any other all right so then we'll move on to thirteen point three and first reading of amended to board policies and administrative regulations regarding instruction eliminated BP six one four one point six multicultural education amended BP six one five nine point three appointment of a surrogate for special education emitted BP and AR six hundred seventy two point one concurrent enrollment in college classes amended BP and AR six one seven eight point one work-based learning do you have any questions comments hey with that the meeting will end at 9:27 thank you everybody for being so patient and thank you staff and everybody for putting this together thank you everybody have a good night you too
president I just thank you I know that I have been we've been pushing to up the years of credit and so this upset from eight to ten and I hope that we continue to get and draw good employees to higly by being able to offer them the years of service credit yes I agree mr. Glover I know that was a conversation we had last year about this time and so getting that up to 10 years thank you very much so all those in favor aye aye motion carries 4-0 so future agenda items does anybody have any future agenda items we have some things already planned our calendar committee recommendations are coming our gifted and talented program update a technology update how we prepare students for life beyond high school we're gonna have an athletic handbook review and some student athletic eligibility and clearance requirements is there anything else anybody has on their mind president Kaler yes mrs.
Reese I just want to kind of mention you know in the grand scheme of things while these are important your staff has a lot of work going on we do want these updates they are important however we get that you guys can only do what you can do and figuring out this whole other new way of learning at the moment is really important so I know we have some dates here and I know that the board has some expectations but we also know your staff is working really really hard and you know the calendar committee is really important and we really want to know that but we're already set for next year so please reiterate with your team that there's other things take care of business first if we get this recommendation later that's okay I mean we don't need to worry about the next three years at the moment next year set and I think we're good so I think there is information for the future I want but right now that's not important so I think that focus on what you need to and we will get to these presentations and this information and we'll still be here and so I know your team has just has a whole nother focus right now and that I think is what you're bored would want them to focus on April 15th as soon don't worry about it let's figure out where we are then and and we'll come back to these things so I don't know that anyone within the board would have an issue with that clearly we're getting technology updates at this point on new technology that we are using and experiencing and testing and trying so just whenever that does come back around if we can kind of include this experience with that update and I know we would I know we would get that information but take care of business right now so listen I know I am sitting on the calendar committee and we are doing a meeting on Friday via some platform go to meeting or something but there is some things that we will have to figure out for next year and that's I think wildly why they are pushing it dr.
Thomas if Ana if I can say that there's some things that there that we have talked about in that meeting that they're trying to get for us to see for next year so that's why that push is possibly happening but I agree if there's stuff that can be pushed off we should let allow the staff to focus on the bigger picture of how we're learning right now so I agree with you mrs. Reese mr. Glover okay so I'm going back to six point six just I'm asking dr. Thomas Senate miss Martin's will you let the teachers know I think they could probably use a bit of good news that that with your hard work that PFP is going up by $200 and tell them what the amounts are they might they might enjoy hearing that president kaler mr. Glover will have an email sent out to our entire certified staff today I'm the HR department thank you yes I agree with mrs.
Reese anything that can wait we can wait right now I know just parents are our teachers and they have their kids at home and they're trying to teach their own and teach others and there's just so much going on and I just hope that our community as a whole extends grace to everybody right now because we all need a little bit of that and I'm just thankful again for everybody that's working so hard behind the scenes right now doing everything possibly can I'm sure the same things going over at Gilbert mr. Glover you're here and between meetings doing probably a million things over there so I just appreciate everybody that's working so hard so with that we are going to move on to an executive session so I'm going to give everybody just a moment to prepare for that I'm going to make a motion first so I make a motion to move into executive session to consider and take action on a student disciplinary matter pursuant to ARS 15-8 43 second all those in favor aye aye motion carries

vex IQ robotics program practicing as a team after school and traveling around the state to compete against for the middle school students the goal of this program is to help students utilize STEM skills by designing and building robots to play in a game based engineering challenge a unique facet of this program is that it is collaboration based rather than competition based teams from opposing schools actually work together on the playing field to try to score the most points think head together in February first two teams composed of seven students from the BCS Robotics Club attended a vex IQ competition at Sage Park Middle School in Windsor Connecticut of the 36 teams in attendance team unknown asteroid robotics placed second overall Alex Miller Davy Brooke ha ha low top apologize if I said that wrong and no I did I'm sorry Libby Hannon Grady fuller Mateo Garcia Graydon Matta and Charlotte Romo bits all demonstrated exceptional teamwork leadership and communication skills these skills just stood out among their peers as a even earned the judges award for sportsmanship because of their hard work and success both teams completed if they've competed at the vex IQ state championships on March 7th the team consisted of Alex Brooklyn Libby came in sixth in the States [Music] [Applause] all right now I believe I'm turning this over to miss Johnson the scene with students a faceful yes hi good evening everybody my name is Christine Johnson and the dean of students here at fulton high school tonight we have six members of our Manchester Manor student volunteers they're going to speak a little bit about their experiences at Manchester Manor as volunteers and I would first just like to introduce our students and who are here this evening we have cam Anderson with Allie Boyer Colin Nichols has about AC hammer and Shannon Cole I'm going to turn it over to Kim who's going to give you a little bit of the specifics about the program oh great Stephanie come on in we've just started Bethany is also a volunteer with the program as a way for kids to earn community service hours but many of us it's it ended up being more than that and personally I'm thinking of going into summer citizens and I know a graduate who is trying to be a nursing home director so that was interesting as for joining all you really need to do this get a flu vaccine every fall and maybe right after school in the lobby and sometimes during flu season it does close down every Thursday and just like now but this time because of the virus our main goal is just to engage seniors that don't have the opportunity to engage people don't necessarily have visitors and even if they do most of them they don't have the ability to play certain games like for instance I help the senior for about a year wasn't able to play set back she loved it a lot and it was really rewarding to be able to see her you know smile and just to know that that's and then we play games like I'm Lily freshman year I joined or not only community service but it just feels nice to give back after a while and you I started meeting some interesting characters some some women from young adults in the 1930s and 40s and there was this one woman who was an engineer and I was just unheard of at the time she went to college and had such a old life and it's just inspiring to know that she was able to have all those achievements and a time when that was completely unknown and unfortunately she's passed since then but I it's very interesting I'm I love history I had a history student and it kind of ties in with everything to you kind of you know the times and it makes it even more impactful all right I'm calling Nikolas I've been in manners manner only this year I joined because my grandfather was diagnosed with early onset Alzheimer's and that's been really hard on me and my family and so I went to Manor and I met all these amazing seniors and their faces just light up when you leave and they and it just it's so rewarding to see that they've had a great time when we go over good evening everyone my name is Isabelle I joined three years ago I joined because it was awaited with deep community service hours and I wanted a way to connect with one of my senior friends some of the advice I received from some of the elderly helped me deal with my home life changes and struggles they inspired me by telling me the like keeping myself keep smiling and like don't let anyone change and I joined two years ago I learned Manchester mayor because I thought it would be a good way to help the community many elderly do not have this jurist and not only do they enjoy the time the best but we enjoy being with them I am Beth Newell's I have been there for two years and I joined because I always helped my grandparents and I thought like and Peter churchand is the academic our teacher leader for Manchester Manor and he gives up his time every Thursday to make sure that these students have a place to go and that our elderly folks at Manchester Manor are taken care of so I just wanted to showcase some of the good work that our students are doing in the community and this is definitely one group [Applause] thank you thank you hey now Board of Education recognition certainly last but not least school board members are vital to our public education system marches school board recognition month and it allows us to show our appreciation to those dedicated individuals for all the time and effort they devote in support of education in the Bolton public schools on behalf of the students and staff of all public schools and the Bolton community I would like to thank chair Andrew Brunel Vice Chair swimsuit Pike Secretary Ben Davies and members Chris Davie and Decker Lea Cline and Scott for all that you do being a member of the Board of Education is a monumental responsibility that really does take dedication and commitment beyond what might be imagined it should be noted that they are volunteers who predict countless hours in meetings in our in our community advocating for our schools I am very appreciative of all the time and efforts and make very excited about the work we have done and will continue to do in support of our bold students the Bolton Public Schools benefits every day from the dedicated energies and time devoted by the seven members of our board as part of their year-round commitment we are very fortunate to have such thoughtful and dedicated community members guiding and supporting our outstanding school system thank you to each of you for all [Applause] okay that concludes the celebration [Music] transportation in g7 policy 3160 discuss full routine business items for both minutes motion to approve the pivoter 12.20 BOE business meeting is there any discussion all in favor aye all opposed abstentions abstain we have a motion to approve the minutes of the February 12th 2000 we budget - all favor those sessions move on to Board of Ed committee reports [Music] I'm not we reported at the last meeting I understand leave the catalyst that we discussed at a previous meeting thank you I'm curriculum committee met to review the new probability and statistics course at the high school which was really well presented and also the ready math or sixth seventh and eighth grade program that they're purchasing or consider purchasing finance finance met yesterday and at this point the budget is 59% expensive compared to last year it was 56% expended last year there are a number of transfers and I was hoping that Kristin would over those that they are highlighted there for you she's still she and Cousteau are still working out what's the best way to present the transfers I would love to thanks so in particular um if I could call your attention please to the transfers under operations and transportation you will see that we had to transfer monies and supplies to operations to cover shortfalls and various repair projects at Bolton center school that included the well pump control upgrade and repair the water fills filtration system replacement glass repair on multiple classrooms and the hallway and stairwell we have if you've seen if you've been to center school anytime recently you've seen the very foggy windows and we have some leakage and we have salient issues so we replaced the most dire ones at this point in time the door sensor on the elevator at center school broke and had to be repaired and we've had to do some wall painting projects and upgrades because of the interactive boards in the classroom and what happens it happened with removal of boards and addition of new ones we had to repair the walls and fix that at center school at the high school we had to disassemble and repair damage vaporizers we had to upgrade the energy management system to a tracer ensemble we had a hot water issue with our mixing valve the smoke detector malfunctioned along with miss wiring and heat issues that had to be fixed and smoke detectors and the Ducks had to be fixed so we had a lot of operational issues that we have been dealing with that were not budgeted for but nonetheless they've happened and we had to fix them or otherwise we wouldn't be operation correct and you know we may have other issues to be honest with you I authorized the purchase of some cleaning like vaporizing machines where you put the product the disinfectant product into the machine and you wave the wand and a mist comes out and it spreads over everything so it not only hits the top of the desks but you know everywhere that we wave the wand which is really I think a really good idea right now based on what we're facing we have the product that mixes it that's in stock we are on backorder for the mr.
Pinto and his staff at the high school improve that score though the grades 5 8 and 11 that report will be posted to all the plug tomorrow is a summary of how our schools did of course the board you know it's called our accountability report it's a print dad high school and basically it's telling you yes he met the benchmark though we didn't meet the benchmark overall I would have to say I'm very pleased we very well in most areas and meeting our benchmarks again this would be posted to the website for the public to view but I would like the board to look through it and we can have a discussion at it about it at our April meeting unless anyone has any questions now as I said before for the most part we showed improvement in all areas and I am very very pleased about that okay before I turn it over to mr.
