bender well I just like to say the last three weeks that demonstrated the quality we have every level that's it really for you tonight so the rumors that maybe schools we're on the year-round school I mean that would mean that August because many kids with naturally go back what is there any plans continuing into August absolutely well the corporate right now has to you a summer school and we plan to continue and support students specifically those are credit deficient in a summer school model dipping remote but maybe nominees August I'm going to later I was on a WebEx today with and County superintendents and they're they do believe that we're hitting a point where we we really okay from you people as of today I'm sorry that we need we will you know they're they're really they're really this was more about the anticipation of not coming on ICUs and Fogelberg being the muscles that lots of cases but right now they do believe that you will see a see and then be able to open in August um nobody's uh nobody can really predict us and every day something changes and powered by our vehicles but we do have contingency plans and if we are going to continue to be remote we don't have to up our game a little bit if you recall today's that the project at peak actually moved back to to this Sunday it was supposed to be a nod to three weeks so hopefully it does hope that that does he think again he's trying to carry out the new plans were a major funk in kindergarten students in five years I have to start by extending and a great thank you to the general staff of Abu baraa school district are you the teachers rose to the occasion the administrative team rose to the occasion and even you admitted it superintendent you you set the tone as to how we are supposed to do things this district took its time to set up distance learning and I don't see us having regrets you did your homework you knew what what wouldn't work and you knew what will work and you said the tone so we didn't have all of those little kinks that are out there and many districts are now trying to pull back the cat is already out of the bag so there is no pulling back and I have to say that the foot services the ladies and the food service department should be really congratulated they are they've done such an amazing amazing work and then three teachers who are who were trained to teach in front of a classroom and then they had a one weekend or one one a few days to learn how to teach in front of a computer I have to say that I am extremely exceedingly proud of of those teachers and what they continue to do I know that every one of them is so willing to help out the other person and Ivy when I go on Facebook occasionally just to test the waters and I get people calling to try and drop off food in my house drop off something if I just give them the address I have to say I have never been more proud to be a member of such a community that cares for each other we just have to be patient we have to be patient so we can do it right and when the students do return they'll have a better appreciation for coming into the schoolhouse and the parents will have a better appreciation for what we do but I thank you guys for what you guys continue to do and to Kylie for flying all the way to Hawaii to bring me my headphones and the computer is the guys to come out and take my computer and fix it from a tree at one-o'clock they came to Hawaii picked it up and brought it back you know so that was so good well I thank you guys all of you I have really enjoyed this this period um that we are chatting with each other and sharing what we are doing I say I say unit safe yep thank you [Music] all of the board members that really really care about the district and we're so proud of our administration we are [Music] thank you thank you we're gonna go on to such an opposition action session it's recommended that the Board of Trustees discuss discuss and take action on the following titles won the previous atomies of academic excellence charter renewal petition received on March 24th 2020 for a term of five years from June 1st 2023 June 1st 2025 I'll second it and so if it please the court I'd like to just introduce once again Lisa ma'am and let her speak briefly on this very important rule in the life of a charter school and also characterize our relationship in this process is one that was won in the midst of this entire shutdown and closure and so here we are trying to figure out how to do the school of an entirely different doesn't your meeting these deadlines and coming across you know this little pick up to anyway as far as we need to other laws that took quite a bit of learning on my part and lots in Spain they were flexible and I'll tell you that as you've heard about our adventures with you eaten ci this has been a great relationship and that's why our recommendation is to adopt the resolution to grant you see there are two resolutions there for your plantain so I'll just go easy on ya Thank You mr. Slusser and um I want to just echo that I we have always since I've been at the AAE or the Lewis Center and this is Lisa Lam by the way we have always enjoyed the best authorizer charter relationship of any charter school throughout the state or the nation that I've ever known and I really think that it is an example of what all the board trustees were just stating that our community is truly a special one and I feel - very very proud to be part of it and very proud to be the charter school that is authorized by a V USD as Pat was mentioning I think one of our our proudest moments at least in in in my my tenure in this position has been our development of AVC I remember Pat and I I guess it's been about three and a half years ago now saying what could we do if we just work together to support all of our kids and a BCI is the child of that collaboration and our amazing teachers from both of our organizations who just really are the heart and soul of everything that happens there and just last year we served I think almost 4,200 students family members and and teachers in professional development and stem events and not something that I know that we could never do alone and either of our organizations and it's something that makes us really unique and and I think that we're all very very proud of and so we just look forward to with the board's approval of our sixth term to continuing this relationship strengthening it as training and I have worked together we try to you know really um collaborate in all areas and all types of it I don't know boards and events and things that we serve on and it's really nice to be able to walk lockstep with our fellow educators and so we just don't take you know the trust that Apple Valley the entire community has placed in our organization since 1997 we don't take that lightly and we will just are committed to always striving towards excellence and making you proud and being a major part of the educational community so we we look forward to answering any questions if you have any and just really are very grateful so we have a different way yeah and second if I'd listened to all those in favor all right any opposed houses would look like no thanks Lisa thanks Ellie and then we're gonna move on to a tune which is a pretty certificated and classified personnel actions as listed in you motion um a preview request for these as notice and commotion so move any of those by go um we're going to amend the recommendations of the hearing chairperson regarding people personnel in closed session the Board of Trustees to action in support of the quality recommendations from Superintendent be one people personnel 31 1920 1333 1920 and step5 1920 on motion by Dennis fender and seconded by Rick Rowley 5 0 vote the Board of Trustees amended its lesson 31 1922 the following the Board of Trustees amends the administrative hearing to camp recommendation who needs to be expelled to super-intense Bernardino County Community High School where remainder of the 1920 train semester can be placed on a suspending enforcement of expulsions high-desert premier Academy for the 2021 fall semester to be placed on a suspended enforcement of expulsion from your Academy remainder the 1920 1920 spring semester in the 2021 fall semester and then the explosive case some 32 we need a motion a second any of those on explosion please explosion number 33 20 1920 I need a motion to second 0 stimulated agreement 5 1920 I need a motion so moved second number 32 1920 any of those houses advisor owned by the insensitivity it is recommend to the Board of Trustees consider approving a number of agenda items of consensus consent items are routine in nature and can be enacted in one motion without further discussion this procedure concerns the meeting time for a full discussion of significant issues consent items to be afraid in one mention one 325 G 1 to 25 I just needed to get some clarification for yes we can say motion I can amend my motion to do take to approve item G 1 1 325 any of those okay let's see the discussion number for that it is a gift of a used vehicle and that the used vehicle price is almost like the cost of a new dream so I wasn't sure how how that works out department was getting it yeah thank you for asking that's a good question and probably that item so the background is this this is actually although used it's a fairly used diesel truck that's a excellent vehicle for our would Career and Technical Education Program and alpha value high school and so vehicle was returned by the original order something couldn't be resold but it still an excellent demonstration vehicle for purposes and students to learn you know how to look on these particular vehicles and in fact what Greiner has done and in doing this has allowed us to have kind of a state-of-the-art vehicle for students to work on that will complement the rest of that season program so although the cost does show or the value shows that twenty thousand original sale pricing that vehicle was of course much grayer interesting me also for us we incur no long term difficulty at the point where this car becomes no longer useful they indicated that they will help us with taking that vehicle back to sometimes that will come out for us especially if they're not operational so we see this as a better question number four reports are there any questions of the staff reports then we're gonna move on to section five comments clearly are there Vincent our email we have not received any additional comments thank you I was interesting for internet comments I just would like to thank you for your patience with this processing and us learning this um and I we'd like to ask for permission we will be forward an item or unsweet and we have identified that we had something right I've masked over in the warehouse and there probably are before the Lincoln fire they were they inspired quite some time ago and even though they've expired they may be useful if there is a dire emergency to meet her the need of and maybe pies I'd like to meet them so they've gotta meet arises we could transfer them to any first responders that might be interested in realizing even the expired pilots in talking with a Moscow today you know everybody is fitted for those they don't just put one's eyes on they find the best one for them but we'd like to be able to be not necessary thank you so much okay so thumbs up that if we put them on non-smooth items later we are allowed to do that transfer it's good i have no photo con man's nothing at this time [Music] [Laughter] he'll be receiving some information from highly regarding the signing of documents three DocuSign we will follow up with you so be watching for that and our next regularly scheduled board meeting is Thursday May 7 at 5:30 p.m.

just wanted to put in public that obviously you know some of the dances that were scheduled for the end of the year we're Sheltering in place so there's no way that as a board we were we would agree to have a dance during that time I just wanted to make sure that we mentioned that out loud during this meeting we could approve a zoom dance he's going to prove a zoom board meeting dance but yeah other than that I'm good with it so um if I can move to approved um okay there's a motion in a second to approve item 803 any discussion or questions from the board see none any public comment Avatar none none okay we will call for the vote on this um trustee Chavez yes trustee Quintero yes trustee Marquez yes and myself yes unanimous 803 uh motion passes um 8.06 um this is a a brief one as well um just wanted to be clear and make sure you call it out so there's an item on 8.06 Tran Education Services um for painter Elementary and it's um the the name associated with it is the print our principal um Lee Tran so I just want to make it clear and transparent I'm assuming there is no I know it's a common name but I just want to call out that there's no relationship between the um the Tran Education Services and the principal can you um anyone on staff confirm that there's no issue there it's like us with martinez you know but yeah there's absolutely no relationship there that's what I pretty much knew but I just wanted to know if you're not the only one that's fine okay so with that I will move to approve item 8.06 second okay there's a motion and a second on the floor to approve it any discussion or questions further from the board okay Avatar any public comment on 8.06 uh really quick um sorry for coming in late um but uh I just want to um recognize that um the great work from staff for partnering with folks like the city peace project they're going to come in and do some amazing work uh that they're doing all over the city uh to go ahead and promote pro-social uh type of behaviors in our district and so very excited to see that that partnership continues just wondering briefly mention that all right thank you so we'll go ahead and call for the vote trustee Chavez yes trusty Quintero yes um yeah trusty Marquez and myself yes unanimously 8.06 passes um 8.09 I just wanted to call out this one because as we know um along with everything else in these challenging times you know are are Asian Asian Pacific Islander brothers and sisters as in our community in our district are facing some unfortunate difficult actions in in the public you know not only in our district but everywhere and I just want to call out the um obviously the the rich Heritage of all the different um groups that we have contained in Asian Asian Pacific um in that classification and also acknowledge that these are our are you know part of our Alum Rock Family part of our Alum Rock Community and we should in spite of you know everything that we things that we may hear or see remember that we're still just part of one Community here and and recognize that with our um Asian Pacific and Asian Pacific Highlander Community um so I just wanted to call that out in these times any questions or comments from um board members okay any public comment after hey dude I have a comment sorry about that can you hear me now yep yeah I know I just want to join you in your in the comments that you made that uh it's unacceptable to go out there and um attempt to uh pin some natural thing on a particular group of our society and then now we're seeing all these attacks that are taking place and so um I think that it's a timely that uh we go ahead and adopt this resolution um recognizing the API community and look um looking forward to the time when we can stop these this irresponsible behavior and horrible horrendous behavior on the part of certain folks to uh use uh something as natural as a as a illness to try to attack a particular community so those were my comments thank you anything further from board members okay so that being said I'll call for the vote for item 8.09 um trustee Chavez yes yes trustee Quintero yes trustee Marquez and yes for myself unanimously 8.09 passes I believe I've skipped 8.08 I apologize for that um but we can go back to item 8.08 and trustee Chavez um you wanted to call that one out yeah um I wanted to know is that total is that over the the usual trusty stipend or is that in addition to how is that you're talking about 808 the amount yes yes it's within her it's within the trustees uh amount okay okay anything further on that by trustee Chavez or anyone else [Music] and I want to say something more uh trustee Marquez very nicely asked me yesterday during our one-on-one superintendent what about this and I encouraged her and I told her let's leave this I'm trying I'm hoping because it's so far ahead of time and because there is absolutely no risk of losing any money uh hotel and airfare are totally refundable as well as registration there is really no risk for the district to lose any money over that and because of that I support it uh to keep the item on the agenda she did request she asked is this something proven to do and I told her yes I want to make sure that all of you know that thank you okay any other questions or comments from trustees just to come thank you um avtar any public comment on this item none all right I will go ahead then and call for the vote on item do we have a motion in a second no huh to approve the um 808.

we have a motion from second I'll second it so second from me um so I will call for the vote on item 808 trustee Chavez trustee Chavez your vote on item 808 we can't hear you if you're saying anything I still can't hear you if you give a thumbs up or thumbs down I'll repeat that um because Christy Chavez are you answered okay you're open okay pass to the next one I'm still trying to decide well this we have a motion and a second on the floor right now let me um you mean pass to the next person okay I'll go to trustee yes okay trusty Quintero yay trusty Marquez yes myself yes trustee Chavez yes okay unanimous five nothing motion passes sorry just one second since it is for Marquez you should be should she be voting on items for herself questions so um question I would say that the same thing in this it's only a typical board expense for professional development but I would say the safe thing is for her from this phone it's for her I'm assuming you said recuse but can you confirm that yes recuse it's not compensation but I would recommend that the safe thing for her to do is just to recuse herself so do we need to retake the whole Vote or just have her recuse herself just have her say that she's going to recuse herself she's withdrawing her support okay do you hear that trustee Marquez yeah for doing my job so um it this is not setting a precedence I mean I don't want to set a precedence where we all have to vote no um Andrea Andre my colleague here who's been here the long you know second longest than me he's voted on these items for he's gone to naleo's and it's passed and even his vote was in there um so I I like to challenge that for a second opinion because there's no no financial gain here just like I said yeah yeah I don't excuse me I don't think it's mandatory I was just recommending that it would be a safe thing to do but I don't believe it's mandatory because you're right it is not compensation it's only an expense for professional development okay um so let's call for a little man yeah at this point we've already we've already called for the vote we've had discussion we've we've had a vote and so since it's not mandatory we will go with the the votes that were cast and move forward with the next to the next item can I make a quick comment because quick yes okay because the way it was written it made it seem like it was in addition to the 5 000 and in personal development I believe that it shouldn't even been on here it should have just already been approved she shouldn't have had to go through this so for the future if it's under this this stipend or whatever amount we're allowed especially for instance since it is for development I don't think that we should have to bring it to the board for you know for our approval I think it should have just been approved from the get-go uh trustee Travis I'm sorry to jump in it the reason is brought to the board is because it's out of state and all travel out of state comes to the board oh okay yeah that's it I'd say I didn't know how to vote on this because of that time okay okay thank you for that point and and answer okay and you had to pulled item number 10 correct the oh sorry I'm I have an old agenda so okay cool all right did you have a comment on 810 yeah I do okay you can you can go ahead and make your comment oh all right on uh the talking about Cinco de Mayo week yes to make sure because I got an old agenda I'm trying I'm looking at the new one that's correct resolution Cinco de Mayo week May 4th May 8th 2020.

go ahead so uh with regard to the uh Cinco I'm uh excited that uh we're going ahead and um approve this resolution I want to make sure to mention that uh the erroneous thought that this is a Mexican holiday um I think was uh um um done away with under David Hayes Bautista's uh amazing piece of work as people of my own American tradition that clearly outlines that in Cinco de Mayo happens to as it's celebrated today happens to be a us-based holiday uh that has its roots here in people from the southwest primarily that were fighting against uh the oppression that was coming in from the southerners who wanted to maintain this tradition of slavery and so we have here in San Jose um individuals who had just been a couple years prior um you know scan a couple years prior had citizens of the United States uh had out were now uh coming forward and enlisting people uh to go ahead and serve as uh and serve in the service of the United of now the United States and so we have Captain Jose saying these words as he's uh attempting to enlist uh uh Native California and California to a Cavalry and he says sons of California our country calls and we must obey this Unholy rebellion of southern states must be crushed and must come back into the union and pay obedience to the Stars and Stripes United We Will by force a circumstance become the freest and mightiest Republic on Earth all right so obviously he was uh he he was committed to to the cause of uh moving forward against slavery and in the same time individuals from some will say we're leaving down south to a fight against the oppression that was coming in the form of the French attempting to bring this old European model of monarchy and that type of stuff and so I know that I said this in the past I got some new board members so I got a new audience at least on the board uh and um I'm always trying to make sure that I can be that message that Cinco de Mayo is a genuine uh us-based tradition uh the first uh celebration real serious celebration I think I was took place in L.A with both veterans from the uh the the Mexican war against the French and then the veterans from the Civil War we happen to be a bunch of Latinos um so that was just my my two cents all right that's much more thorough than the comments that I pulled it for um but so just to clarify so are you saying that it's kind of a dual celebration between la bataya de Puebla and um the other part of it that you mentioned which is kind of newer information to me regarding the slavery the name the name is taken from they had a date um but they were celebrating both the the involvement of these primarily Latinos that happened to be Mexican and Chileans and all kinds of people that came with uh they were already here in the United States as part of the they came in for the gold rush and so they were all involved in both the the the primarily the Mexicans went down south and they were fighting um the ones who went down south permanent Mexican but the there was a bunch of Mexicans as well as other Latinos that went and jumped into fighting Confederate forces that were making their way through Texas into New Mexico and and they were very successful at pushing them back so they used a name but uh the the the the the what they're celebrating is fighting against the forces of slavery and then this old European mentality of monarchy and that type of stuff they're they're progressives in their time well thank you for that clarification and thank you for bringing that up I think even in board meetings it's um it's a great opportunity to to Really educate about culture we talked about our Asian Pacific population and and this comment is specific to um our Mexican or apparent evidently also other Latino um people but the comment I wanted to make was more in relation to uh the bataya de Puebla and and just for anyone who knows about it and trustee Quintero has explained already enough but it's um an under-resourced group of individuals fighting fighting against a larger more well resourced and funded Army and and coming out Victorious and and I think that's um to me I kind of that was significant to me and I wanted to call it out this month because I I feel like our community in many ways that we are you know we're under resourced and and you know we have the challenges that we have within our G geographic location just in terms of the socioeconomics but in this situation against kind of All Odds we've still been able to to serve you know our families to to provide them with meals to to get technology going to get learning going so in many ways the way that um the the Mexican Army was able to fight against and defeat that that bigger more powerful more well-resourced Force I feel like Alum Rock I'm trying to draw the parallel that we are symbolically I think fighting a similar battle um and winning if you ask me so is my analogy historically close trusty Quintero oh spot on man all right thank you so that being said I thank you all for your um patience with us and and listening to that any other comments from the board or questions any public comment I'm assuming no because Avatar is not there and I don't oh wait let me see I see oh no that's an old yeah no comments okay so we will call for the vote on item 8.10 trustee Chavez yes yeah was that yes yes I'm sorry there was no motion I moved to approve okay Motion in a second um uh let's see trustee Chavez yes what was that interesting I just needed a clarification on what which one it was 8.10 Cinco de Mayo week Quintero yes trustee Marquez and yes for myself unanimous 8.10 passes um those are all the ones that we pulled yes okay so we had an item tabled I believe that's the this is the time correct am I missing something nope yeah okay so we had item 5.01 table for the purpose of allowing um the space for trustee Marquez to provide comments or ask questions if she still wishes trusty Marquez can you hear and would you like to provide anything there was a couple of requests from the board that we allow you the time the opportunity to make any comment or question that you had just because at that time you were having a lot of problems with or we were having issues with the technology and we just wanted to make sure that we didn't even though we had a quorum it's it's a important item and we wanted to make sure we gave you that opportunity if you wanted it have touched on that also but um I I just remember hearing rogelio's voice but I did not hear what his comments were and that was pertinent for me I wanted to hear what he had to say and um and I know that I started losing almost everything in the middle of Josephine Dental's comments so um I don't know what I could add to it other than it totally changed I went on the record in February I guess it was when was the last time we were dealing with this one to say I I don't have a problem with you know with the um the term limits on there but at the time they were talking two years they moved it to three years I'm not in favor of the three years you know um people wanted to make a statement about and I'm sorry trusty Marcus just to be clear you say three years you're meaning three terms of four years right and you know two year two two term limits um made a statement three terms I'm here for three terms already I'm finishing up my I mean that is like saying nothing because after you do your third term you're ready to move on um so um I that's why I'm I I'm so uh I wish I so wish I would have heard all those comments so I I don't know where anyone stands on this issue except for um um my colleague Herrera so I don't know that's all I have to say on the subject I think I stated at least for myself I stated that I would not be supporting this because of okay a number of reasons but primarily the the financial situation that we're currently in with all this craziness and the unknowns in the future financially just think we need to okay that's your comment okay that's fine we just want to make sure you had that opportunity um so at this point we will hey really quick I just I wanna can I can I make a comment yeah you know I know that uh I want to speak I've already spoken to the issue but uh I also wanted to speak to the fact that um a lot of you know there's a lot of passion and I very much appreciate the passion but I also want to make sure that we're we remember that um you know there's this free exchange of ideas and um and because uh for some reason or another this time we're not in agreement due to this and as I expressed uh due to circumstances that are out of our control um I just want to make sure that we're we're all um remember that uh Regional people can agree to disagree um in this case as I mentioned it's based on uh information that we received I believe two days ago um and it's information that we didn't have previously which give us a very very dire picture um this is a free exchange of ideas is important it's an in it's in it's a very very important component of our of our democracy and the founders went ahead and they they really recognized the Federalist 10.

James Madison went at length to talk about factions in this case I want to call infections I would just call it differences opinion and that's what he was referring to as well these people who hold differences of opinion but that ultimately have to work together to make things uh work um just as other Wonder homes he States in in a descent it's about when I'll change it I'll paraphrase it to make it more appropriate for our times but when when people have realized that time has upset many fighting Fates they may come to believe that even more than they believe the very foundations of their own conduct that the ultimate good desired is better reached by free trade and ideas and so I think that at the core we all have to remember that we can agree to disagree it doesn't mean that one individual is horrible and the other is better we just happen to be having to weigh out different things and uh we have a certain opinion that sometimes may not concur for my in my case I've mentioned that I still stand by what I had what I had stated before I only need to make sure that our finances are going to be uh or can withstand such a big commitment of the general fund at this moment and um that's it right or were you going that was it okay okay and I want to actually thank you for saying that um just because I also want to reiterate just that um you know the I understand the comments and and the sentiment that that we're not listening I that's a I hear that very clearly and people feel that that we are not listening that we've been coming and talking and that we're just not listening and I would I would just disagree with that because I'm listening very strongly to everything the the reason why we are you know having five and I don't know how many three four five ways for public to participate whether it's text or email or Zoom or raising your hand or all these things we're doing is because we want to listen the reason why we have a YouTube Spanish channel is because we want to listen the reason why Dr Bauer has created a group of parents to get feedback about where we're doing all these things we're doing because we do want to listen and we do I know I've mentioned this um in in separate meetings and publicly I do take um everything that is said very seriously and and I listen to it whether people choose to believe that or not or think that's true I can't change that but I do listen um and and I really do believe that I could be mistaken but that trustee a large part of her bringing this is because she too is is very closely listening to and wanting to bring that voice so it for me it's not that I'm not listening and i i people can say how they choose that's fine but I just want make it clear that I am listening I just have a different opinion and that does not I mean I I defer from there to trusty quintero's comments um so anyone else with questions or comments trustee Chavez yeah um I'll also add what I said um I wanted to actually amend the motion because uh I do believe in term limits but I don't believe in in the district paying forum and either way whichever way we vote if the community gets the resolution on the ballot Alum Rock has to pay if Alan Rock puts it on the ballot Alan Rock has to pay so I wanted to amend the motion but um it hasn't been amended but what I stated was I would like to amend the motion to include that no expenditures disbursements resources staff time will be incurred by the Alum Rock District in putting this item forward or on the ballot the reason being is because um with everything happening um there is money but there's not enough money and now with um this coronova virus there's going to be even less so do I want to spend on this right now no do I think that we should spend on this now no um in the future yes but not now right now we need to use all of our resources wisely thank you that's all okay so you're just to be clear you're not putting any Amendment forward at this time no I'm not because we still need to vote on the other ones what I was told yeah well we um from what I understanding from Council previously is that any way you slice it the district Bears the response the financial responsibility of whatever decision is made yes um so that being said we can is there any oh trusted I was gonna say let's move forward with the vote I think I declare I've said pretty confident that people heard it they need to rewind it they will um so I think if we can go with the vote I know there was doing we don't need to motion and second again right I think it's out there already let's just confirm Maribel is there a motion in second on the floor okay so there is a motion um to approve item 5.01 and and a second to that so I'll call for the vote trustee Chavez no trusted yes trusty Quintero trusty Marquez no and myself no motion fails okay so we can move to [Music] um at this point close session so I will read the way I think I mentioned in the beginning but the way closed session will work is that um I everyone all the trustees have the link already correct to the separate Zoom meeting for closed session um president just one reminder I don't know if there are any uh any desire of other items on for the May agenda uh it was yeah it was requested to wait through the meeting to see if there was going to be a desire for other agenda items and I just remind you thank you so is there any trustee challenge you had brought that up and and so does anyone else have any items for an agenda future agenda uh and I do have one something in closed session but I'll take that offline so um not particularly on the next agenda but in a future agenda um and this is related to um indirectly I guess to the item that we just voted on in that um my understanding so Alum Rock we have a in our policy that an item can continue to be brought to the board and suggested for a future agendas um as long as it's within the the I forget the proper terminology but it is reasonable to to the business of the district I'll paraphrase then it must be put on the agenda every time it's brought up which which theoretically allows someone whether it's a board member or Community to just continue to put a a version of something that doesn't pass on the agenda continually until something passes um and my understanding well I know that csba recommends that the the the superintendent and the president of the board at the time be able to have discretion on the items that go onto onto an agenda my understanding from Mr Ruiz a legal counsel is that he that is his recommendation as well that we allow for that whether it whoever the president may be at that time working in conjunction with the superintendent to to bring items to the agenda in order to expedite the the business of a dis The District in a very in the most efficient way trustee I mean Mr Ruiz can you confirm what I that what I said I hope you're still there and you can hear me I know and yes okay I'm sorry I got disconnected for a second there um yes your your description of the board policy is correct and this District's board policy also differs from the standard form EA form of policy on this issue thank you so um I will be working with talking to staff and seeing if that that may come I may request to bring that as a reading from our policy to to re-look at how we do that to conform with csba recommendations recommendations from our Council um and based on recommendations from evidently how um how it's handled in in most areas so that's the one item trustee Chavez uh yeah when Mr Reese was talking um it sounded weird and I didn't get to hear anything he said could could he restate that please so uh the board president's description of the of Alum Rock's board bylaw on this issue is accurate um it's also true that Alum rocks by law differs or diverges from the form of policy that's recommended by csba and also by other districts as well the csba form is widely adopted by other school districts well I mean we don't need to go into it any further it's not an agenda's item but that will be something that I will most likely be requesting for future agenda any other items anybody wants to put okay I don't see anything Ernesto yes are we on um number 12 already is that what I'm hearing yeah I mean we were just circling back remember in the beginning we asked for it and we said at the end we would see if there was anything else for the agenda items yeah future board requests are we taking care of that right now yes okay so if I can add a couple actually just one thing um I know you know the census is very important we just started we just opened up um for people to do their census this month um so if we can have I know Ray came out and talked to us um now with this whole covert you know uh 19 and everything I would love to for to have him come out um some of us our attention maybe is not there I think it would be good to have them come out and do a presentation to us okay okay thank you anything further okay so I will read the items for clothes one more thing I'm sorry okay one more thing too and I got a little bit lost in what you were saying earlier to be put on the agenda to make sure we say them now or can I still email um you can always provide it in writing to either Dr Bauer or myself or both and I can mention that right now and I mentioned that Dr Bauer already for a future item um I'll be bringing board policy 5420 um to look at again okay thank you okay anything else all right so the way closed session is happening everyone on the board and and the staff who need to be there have the link to the separate Zoom meeting where we will go um given a five minute break let's say between at the end of this meeting and and to the closed session we will have that and then um either Dr Bauer Mr Ruiz or Mr Gill can you refresh my memory on the report back of um the closed session are we we're still coming back or I think Mr Gill you were going to provide me with access to this Zoom link correct correct Okay so do we have a rough time estimate Dr Bauer as to um for for a closed session one hour so um okay so I'll read these off we will go into closed session at 10 pm give or take a few a minute or two and we will return at 11 PM to this link where everyone is right now if you're in the zoom meeting will it also go to the yacht to the um YouTube channel um Mr Gill it's closed session sir no the report back I mean there's no report back for these items oh okay so then do we even need to come back to this link we just need to watch okay and the Board needs to uh take a vote to see if you are willing all of you willing to be here till 11 because technically you're supposed to close at 10 30.

the public hearing on the budget for the 2021 school year will be held virtually on april thirtieth twenty twenty the tentative budget recommended by the finance committee has a zero percent tax levy increase while maintaining all staff and programs and adding essential instructional staff members as well the budget will be advertised approximately four days prior to the public hearing and will be the legislation would allow municipalities to defer the tax levy payments made to the district which make up approximately 75 percent of the district's revenue the legislators changed the language of the law to allow districts to use surplus reserve accounts and the ability to borrow funds up to their tax levy amount with the department of education's approval the district's bond council and bank provider are on top of the situation if the interest has to borrow funds to ensure payroll however michael lucci has been in contact with mr joe cunn's the sixth city city of clifton's chief financial meet to discuss ways this could be done in addition the use of board of education facilities for city council and town hall meetings was discussed and all agreed that there would be no issue in allowing that to occur as long as the proper protocols were followed at that time we had set a next date uh for june obviously that will have to be um amended uh just to give a little update on the tennis court situation um the athletic director had told um had told us that um number one obviously our tennis courts at the high school need to be um to be updated but also if we want to be eligible for any county and state competitions that our courts are not um in regulation for that um so that is why there is the need to um either have the courts moved over to robin hood park um in cooperation with the city where we would use those courts for our high school program or if we kept it at the high school that we would need to increase the three courts to five uh thus adding two more courts so there would have to be some um changes made at the high school uh with land and such to be able to add two more tennis courts at the high school um and on that same note uh just shortly after this meeting um our good friend on the city council um mr bill gibson was admitted into the hospital and uh fought his way and i'm happy to report that he is home now and recuperating at home and uh we wish bill all the best in his uh his recovery um and that is the municipal alliance report thank you any questions technology joe thank you so the technology meeting was held on march 24th 2020 board members present were myself miss basford mr abu drabo mr casper administration president mr robertosi uh mr tegen ms miss rotolo and mr mountain meeting time was from 6 15 to 6 50.

stewart thank you over the past year we've been looking at course in any ways to save some money but we've also been looking at some of the expense that was created with the affordable care act and its ruling that long-term substitutes are considered employee insurance for them during that time that they are employed so that allowed me to ask some questions and research some data i shared with you this table and yes it's a little funny because the number of substitutes we have actually is several pages long and so I've condensed and dense those lines to show you we are exploring several of these residences but the typical situation is that you pay the same rate you pay pay right now per day whatever we'd each of them have to be and for most of these agencies the cost is 10 percent per day so if we get hundred dollars a day for such $110 the agency so this table shows you that because we pay benefits for any of our substitutes and employees for the first three quarters of this year actual dollars up to March 6 we spent ninety five thousand eight hundred fifty one dollars for one day something short-term cells and then the benefits so and it can be worth that was seven hundred ninety seven and a half days so calculating that out and there were ten percent we would have had a savings of eight thousand I extrapolated that to count fourth quarter so I can see what it might save this for a year it's ten thousand eight hundred dollars how huge amount of money give me your budget what ten thousand is ten thousand just for interest sake I calculated also for the long term soaps that we had this year excuse me and up through third quarter at 206 they had thirteen thousand eight and you can see the benefits and then the total health insurance now that was quite a few people so 41,000 it does not represent just for people and represents a number of other people but some of those long term subs had decided not to take the insurance for their lifestyles or met other insurance so all of them had taken intransitive process more this really is kind of a wash because their long-term subs they're there because we have open teaching positions and we need to paint salaries and those things insurance costs to a regular teacher so we can't really even though I give you some numbers there that looks pretty enticing it doesn't really appeal but what I did here down okay then used those folks $100 a day instead of $150 today used a hundred dollars a day for even one Coast 1311 days we couldn't save another 6800 so combined about 17,000 savings potential savings if we outsource this the part we cannot calculate are the hidden costs the time involved by both HR and payroll in dealing with with these employees you know some of the employees are a problem but we're talking sometimes Bob application it's been background checks those things and then all the payroll stuff so and that we can't really quantify that but I know that other districts in the area have been doing it that's where I got the idea and and they said you know that yes the savings in terms of dollars are not huge but the savings in terms of lots of manpower it's worthwhile so I'd like the board's approval to outsource our substitute hires all right any questions dr.
