items of discussion first number one options for holding a virtual board of education meeting were reviewed various options were discussed models from other towns were evaluated item two chromebooks one to one all high school students have been assigned chromebooks middle school one to one initiative is included the proposed 2021 school budget for implementation in september device distribution was discussed number three student access to hot spots and devices were discussed district connectivity survey results were reviewed limited time limited time free access to internet from local isp providers has been promoted any questions see none next order business is public recognition the april 16th today's meeting regular meeting of the board of education is held virtually so there is no in-person session at this point i will turn it over to mr uchi to read into record any emails that we have from the public thank you we received two public comments in the last few days um we posted about the school meeting first is from chloe popovich many students are concerned with the cancellation of yearly events such as junior prom career day academic awards dinner et cetera will be scheduled at a later date or will they be cancelled for for the year some events like honor society and deduction will be held online are there plans for some sort of family event in the future and that concludes closing thomas thank you and we have one more don apology [Music] let's start by thanking everyone i know this on education was thrust upon the administration and the students abruptly i appreciate all the time putting this together i have a question on online grading it seems some assignments are ungraded or not counting toward a student's average a nameless staff member has told the students that if many do not do well on an assignment it is not counting i included two screenshots you can see that in this course that every assignment during week three of online learning was not counted [Music] don't bother working hard because if your classmates don't work then you will not get credited or we just encourage the students to form secret unions where they all don't do the assignment at all i am also at a loss on quarterly grades if you don't want to give quarters to give it quarterly grade that is your decision but to miraculously give every student a 100 on the quarterly museum scene consists with the district's educational goals it is our goal to pass everyone or is our goal to pass everyone or is our goal to educate everyone these aren't mutually exclusive but shouldn't education be greater than passing just give them a marketing period parade without a quarterly exam and that concludes comments [Music] thank you next order of business is education and administration can i have a motion to accept um ea yes i just think his audio is lagged i wouldn't can anyone here miss danny hello okay can i have a motion to accept ea one through five moved motion by mr abu drabbo second by mr kanova any discussion can i have mr casper read number one into record ea thank you opposing delay and transmission of quarterly property tax revenue to school districts whereas assembly bill 3902 would authorize the department of community affairs to permit municipalities to delay the quarterly transmission of property tax revenues to schools during guber national declared emergencies and whereas the new jersey's public schools are highly dependent on property tax revenue to support education programs and whereas the clifton school district local property taxes constitute to 71 of school revenue and whereas a delay in payments from municipalities would result in a financial crisis for school districts seriously disrupting the educational process bringing it to a hope and whereas the clifton school districts monthly payroll costs are approximately 11 million dollars and monthly health insurance premium costs are approximately two million nine hundred thousand dollars and whereas local school districts by operation of law are restricted to carry a surplus no greater than two percent and whereas the clifton school district surplus account is limited to three million six hundred twenty five thousand six hundred eleven dollars and whereas although public school buildings are closed during the current health emergency the education of our students is taking place through remote learning and home instruction and whereas continued timely transmission of school property taxes is critical for the education process to continue without interruption and whereas even though municipalities are designated as the authorities to collect property taxes these taxes are levied for specific purposes eg municipal school county fire district and these obligations must continue must continue to be met and whereas as currently written a 3902 which is intended to ease a financial burden on municipalities what place a severe strain on school districts and the students and families that they serve and whereas the clifton board of education recognizes the impact of the current public health emergency on the state and local governments as well as local school districts but believes this legislation would worsen the situation for our communities now therefore it be resolved that the clifton board of education urges the state senate and the governor to oppose a3902 and be in further resolve that this resolution is delivered this resolution be delivered to governor phil murphy state senator stephen sweeney assembly speaker craig coughlin and the 34th legislative district's representatives in the state senate and general assembly the mayor municipal council members city managers and chief financial officer of the city of clifton and be it further resolved that copies of this resolution be sent to the new jersey school boards association and the new jersey education association thank you roll call all right question mr smith uh question on number four without mentioning well there's no names in it anyway uh to the superintendent those are the uh the added district placements so students that so my question basically is during the shutdown these students are not going to these at a placement schools correct that's correct they're not physically going but they would still be being provided instruction from those schools okay but no transportation then that's correct okay because there's a there's a transportation cost in b sorry it's um mr smith that's probably because it's a 10-month placement so it's included in the tuition but that that that's pro-rated so if it's not utilized they won't be paid gotcha okay thank you welcome roll call fur yes mr daley mr casper yes mr piscinti yes mr smith yes miss danny yes yes next order business personnel can i get a motion for p1 through 18 [Music] questions comments concerns roll call mr rabbit driver yes miss passford yes mr kenova yes mr daley he's muted mr casper yes mr picenti yes mr yes miss danny yes next order of business is finance can i get a motion for f1 through 11. motion by mr casper second second second by mr abu drabo questions comments roll call yes mr haley mr casper yes mr pacenti yes mr smith yes miss danny yes next order of business board member comments so we'll just start with mr canova because i believe miss beltram went last time uh so i want to start start the night out on a happy note i want to say uh happy birthday to my little girl lydia turned nine last week uh we had a nice little parade for her everyone came across with their signs and waving and and honking their horns the police even came by and did a little roll call and sang happy birthday happy birthday to her which i thought was just amazing um that's the service that the clifton police are doing now and that's just you know amazing at this time where everyone is just stuck in the house and it's it's pretty difficult especially having a young girl that has a birthday so i do appreciate that and say thank you out to the community and i want to let everyone know that they're doing really a great job uh the other thing is today is my wedding anniversary with my wife 10 years so it's been a long ride for us um stuck through every bit of the way we've been together over 21 years at this point uh 10 years married uh definitely the love of my life my rock uh and i love her so thank you to that um also her birthday tomorrow so happy birthday to her a lot of things in april for me um but some of the things that at hand one thing i want to talk about is you know in the technology committees we've been pushing this one-to-one initiative and i know we've been talking about these things and trying to get them in budget and it's difficult because budget being what it is you know you only have so much money um and thank you to dr robert tozie and your team uh for getting this all done for for the high school at least this came right at the perfect time it could have been a better time where where we could have really been in a terrible situation where people didn't have these machines so you know thank you and produced your team for that that's really amazing that we that we got that done um i know a lot of these students are giving us feedback and they're saying that things are going well and things are progressing they're using google classroom my daughters as well they're starting to use these these digital uh pieces that we're putting in in place um my on reader and all these other all these other software packages which are great they seem to love it they do miss their friends but they do say they love being at home so so thank you for that um one thing that that i mentioned at our our finance meeting which i do want to highlight here is this budget year we're going out to zero percent in the tax levy so that means for the taxpayers and for the people of clifton especially in this time of difficult finances we're essentially giving you zero percent on on your your increase um we could have obviously went to two percent we could have taken that we decided not to so i just want to commend you know the board the administration here everyone working together getting a budget out that's fiscally sound know it takes a lot of determination it takes a lot of time effort and energy put into this budget and i just want to say thank you to everyone i appreciate you for that especially during these times um of course you know mr gibson you know our thoughts and prayers are with you i know you're still working working through this this covert incident um it's just it just shows that this is not to be taken lightly everyone needs to stay home they need to do their part they need to to wash their hands make sure you're not cross-contaminating make sure if you don't have to go out you shouldn't you shouldn't be you should be ordering in you should be getting your groceries delivered i've been using services like omaha steaks and and we've been doing some a lot of cooking inside uh if i do have to go out shopping i do um usually i just go out myself i don't know no one else especially with my wife being pregnant so i definitely want to send her out but just be cautious at this time make sure you're looking out for for your elders your seniors on your block people that you know that may need some help you know check in on them give them a call see what's going on see how they are now is the time where it's very important to stick together it is a very difficult time but we will get through this together um you know i always said it takes a village and and our village here is clifton and we need to look out for each other there are going to be people who just don't have the means right now and we need to make sure that we're getting out to all of them we're reaching out and we're letting them know that we're here and i think that's the most important important part throughout all this and huge thank you obviously to our teachers our administration for jumping on this it's not easy to take a whole curriculum that's in-house and move it into an online world it's very difficult very difficult to get those those same uh modes of instruction to a student who's who's at home through a laptop especially at a younger age so you know kudos to everyone i think we're doing a great job um this was all thrust upon all of us but we will get through it together thank you thank you mr kenova mr daly mr daily are muted mr casper could we go to you and then we'll come back to mr daly no problem okay so i'm gonna just keep mine short um i'd first like to thank everybody uh for being on tonight thank you to all of those who are watching us this evening on our youtube channel i'd like to thank all of my fellow board members for um helping everybody in this time of need and i'd also like to thank all of the teachers the administrators for all the hard work that they've been doing um talking from experience this is one of the hardest the one of the hardest things is trying to put the curriculum all online for our students and um parents are concerned parents will email parents will call but we've been getting through this together and even though it it is hard at times but we're getting through and i'd like to also thank our first responders for taking care of our citizens um i'd like everybody to remember to stay safe out there and if there's anything that you would ever need just make sure you contact us don't be afraid to uh send that an email or give a call and one of us will be there to help thank you thank you mr casper i i have i have uh jim on the phone here he's gonna talk to him for some reason his his microphone isn't being recognized okay good hi everybody um sorry for the delay the technical difficulties um my comments are circulating on our ability to finance um as we look forward uh into the coming days and months we're not 100 sure exactly what the state is going to do about providing our funding nor do we know for any surety how much the municipality is going to collect in taxes in the upcoming quarter the uh one good thing that i hear heard today is from the governor indicated that he's to attempt to borrow money from the state treasury and backfill any shortfall and revenues for the state if that does come to pass the state will be able to fully fund their budget and um we'll be able to move on but as as of this right time right now um everything is up in the air so uh we're hoping for the best but we need to prepare for the alternatives as we go forward that being said i wish everybody to stay safe stay in your home as much as possible take all the precautions that are prescribed by the professionals and hopefully we'll get out of this in the near future rather than further down the road thank you thank you mr daley thank you mr konova for helping out there mr smith you're freaking out mr percenty oh you know what okay i was trying to remember the seating sorry i'm so sorry mr picenti that's okay that's okay um first i want to uh say hello to everybody um i know this last couple weeks has been difficult not only for the board but for our residents in town i would like to thank the students and the teachers our staff and administration for the hands-on work they've been doing um at this difficult time i know it's not the ideal situation that we are in but uh from all the feedback so to you dr robertosi congratulations uh your staff doing a one but we not must not we must remember the parents because they've been thrown in this and they've been um put in a position to actually become teachers so with the support of dr robert tosi's staff and our teachers the students um the parents are doing a fantastic job and i want to thank them um and last you know the weeks have been long for me uh being at the first responder for clifton i just want to go to the families of of all our residents that have passed away um through this uh terrible virus it's been a tragic and um my heart goes out to them and the condolences from the police department and my family to all all our clifton residents to the people that have the virus mr gibson and people that that are recovering um i wish you all well please don't think this um or lying down it is a serious thing um and we need to continue to fight together remember we are all uh here for each other and we are clifton strong so uh that being said it's still today it's still a great day to be a mustang thank you thank you mr pacenti mr smith thank you uh mr presente to uh i want to thank you personally and to your entire police force to the uh firemen the emts the oem the all those involved in in the city um [Music] i happen to have a police scanner here so i happen to hear all the great work that you people are doing and just to all the first responders the doctors the nurses and everyone involved in this you've just been uh amazing just amazing and um i you know i can't begin to thank you and i know the citizens of clifton truly appreciate all that you're doing and not only for clifton but i know you help out in other towns as well uh between fire and police and emts we all help each other out and all of you should be commended uh for the great job that you're doing and have done uh under these circumstances it's it's not been pleasant um i know both physically and emotionally it's uh truly been a a trying time for everybody and i just want to commend you all thank you and please extend that out to your police course for me as as well um on that same note um we forget so many people um that are involved in helping but um are grocery store workers uh and we have one right here on our our board a grocery store owner who's been working tremendous hours to make sure that the public has the items that they need to survive at home and in doing this over the last week uh her grandfather passed away and i just like to let dana beltron know that myself and i know i speak for the entire board that uh we send our condolences to her family and the loss of the grandfather and we thank her and her father and all those involved in her store and all grocery stores around um for giving us the ability to be able to go and get our groceries and such there's so many people to thank in this process that you would never have thought of thanking uh before um but truly all those that are involved in this uh truly thank them uh and now we hit to education um dr robitazi to you and your staff um i can't begin to to express uh my thanks uh to all of your staff from from the top to the bottom from the bottom to the top everyone has pitched in and has been involved in this and has done a great job in a very trying time not something that's been rehearsed a lot of times um and i i just can't express to you how grateful as a board member i am but also as a as a citizen uh to see your staff go above and beyond uh as a former teacher i know the teachers have done a tremendous job in uh in doing a lot of work many teachers will say they wish they were back into the classroom because uh the work would be different but uh it's a lot of work at home and don't think anyone's sitting at home uh even though they could be in their pajamas and they could be in their slippers the work that they're doing um is is tremendous and and i have to thank our supervisors everyone down the line our custodial staff our our food service people to get lunches out uh before the break it was every day of the week breakfast and lunch uh was given out um and now with the break now we have it uh three times a week uh and they they're given enough food for those days that they're not collecting the food um i have to thank all those people um um mr martin garrow who really has stepped up to the plate and has organized the whole food distributing process and i was out there with them all for about the first three weeks of the process handing out food and seeing how the process was was done and i have to say that we have taken many steps to remain safe and i think many districts have followed our steps um but our numbers have been uh tremendous i believe uh wednesday we gave out uh in excess of 2200 meals that's a tremendous feat to be able to put together in a very short period of time so again i thank everyone in the school system uh involved in that in this process it's been tremendous and uh as mr percenti said parents students all of you need to be commended on on the great job that you're doing parents didn't expect to be thrown into this but i know that they probably give a much more respect to the job of a teacher now than they did prior to this so we've all learned from this um but great job and continue to do the great job whether we're out of school or in school continue to do the great job um i'd also like to um thank eric mountain and the entire technology a team again this was something that was put together so very quickly and he's been tremendously busy because all of our instruction has been online instruction making sure that each kid in the district has internet access and has a computer to be able to access that um that's a tremendous feat in itself so i commend all those in the technology uh as well for a great job and um to our friend mr bill gibson uh again continued great health um and i know that you can beat this thing and to all those people that have been affected by this terrible virus um learn from clifton we are a strong community we are mustang strong we are clifton strong we are truly proud to be mustangs and if anyone can pull this together it's all of us here in clifton so i commend all of you and clifton for the support that you've given not only to the educational system but to our first responders and everyone involved and my condolences go out to all those that have been affected or afflicted in some way by this terrible virus we can only hope and pray that this all could be a thing of the past very soon and i give ask god to give strength to the scientists and those that are working on to develop a vaccine for this that it could come quickly and swiftly so that we don't have to worry about this in the future so please stay safe everyone and god bless thank you thank you mr smith mr abu drabo uh i want to thank everybody first of all for for hi how are you sorry about that guys i want to thank everybody for for making this possible in terms of administration board members and even the public as well i mean i'm looking i'm looking at you guys but also following youtube where we have five thumbs down and i'm sure that's probably because certain wifis and whatnot and i'm asking the public to just bear with us as you know we not only the public but also having meetings like this is not easy or the norm of what norms will be in the future um so starting off i want to say as you saw my daughter um i got plenty of birthdays anniversaries just like joe to make up and i'm sure we all do too between my daughters last month my son's next week and our anniversary i just passed um so you know we all have makeups to do in the future we all have uh things we gotta we gotta look forward to after all this um all these abnormalities are over regarding a3902 as i mentioned and mr daley also can get can add a whenever he wants is that um the senate president did put an amendment to the bill itself hopefully it'll help with what the assembly bill has put out but as a reminder that 3902 as as gruesome as it may seem um uh it's been in play and it's been in effect for for quite a while it's just an update for for coping 19.

Stewart is this company able to meet our demands for substitutes like and are they getting these substitutes locally they would be the the when we talked with and Lake Havasu is one of the districts that's local that does this and they use local subs so all of the people who have men on our sub list could apply to this company and it's just that they're changing employers that's all they're going to be doing and then they handle all the calls the call ends the the assignment of people you know they pay their salary and I'm not sure what they have to pay in terms of course they have to pay benefits and those kinds of things so they handle all of that and we are in fact looking in accordance with procurement rules in Arizona we are getting at least three points for sure that we are following all of those rules because as you can see this is a pretty significant on the money over the course of the years and so between 10,000 and $200,000 we have to get and if we are happy with some of our substitutes quickly request them um like specifically my understanding is yes that it really doesn't change anything other than who is paying the substitutes okay thank you hmm so the teacher could still request a specific sub for their class based on what we've been told yes okay right now what we're actually looking is to is to move forward and getting more information on this right there's well I'd like to go ahead where I am Kim trying to get the the Oracle are there in quotes for us so that we can get this set up because we'd like to give any of our current subs the opportunity to have plenty of time to do whatever it is they need to do to get it set up with the company if we wait till the last minute then we kind of hamstrung all of those subs and we don't want to do that don't we have to approve the company ordinarily no the kind of thing is you're approving that I can do this are doing and we just like what the knee and then with a stronger program yeah and I will of course report to you who had the best and you know and why we would go with them or then and sometimes I've been learning a lot about procurements so you don't necessarily have to pick the lowest quote if you have a matrix of kind of a rubric for what it is you're looking for and and so if you know you have some points and whatever so it's not necessary just the lowest prices do they do all the services you want so we just weighing heavy with the idea of local subs being used and I think it's real important the teachers get to request subs yes I know with me whenever I have a specific ones I like in my class they do a good job so we can definitely you know okay this company might cost us 2% more but we get the choices we want and we get the quality we want free and I will tell you that already with some of the things that Kim's done because she's been talking to these people on the phone and getting their quotes just the way they treat her is telling us something about the quality of their company well I don't know that that's gonna be on the rubric but it certainly gives us some insight into what kind of quality they would give our teachers great ratings well then I'd like to make a motion that we move forward with the outsourcing our substitute services I had a quick question would they be do these companies use the same type of online system that we've gone to or is it a cold calling like they were using in the past they used yeah they use the soap but they use the system like we use with online okay yeah and that would be great that's one of the things we would expect Jeanie because once again if they're not doing that then they're not serving the purposes that we want right you know we can be really specific about how we want this run and you know and if they don't meet those expectations then that affects who we select any other questions we get a second I second Corey Burgess hi brandy du Bois hi Jeanne Borland I am 3.2 revision of the organizational chart dr.

doing these abnormalities and when we come out of these times i want to personally thank power of one the boys and girls club and personnel from our district people like samantha rose and others who are helping out and saying if you know i'm giving her props she should say stop it but it's people like that who who are out and about um when they could be at home doing nothing um and quarantine themselves but yet they're helping out in areas like that i want to thank mark and janine as well uh for being our superintendent's left and right arm as well as his the rest of his administration as well i know janine has also been on some sites helping out with food distribution so i i applaud you for that um whoever doesn't know the palestinian community center at lakeview ave has been giving out lysol masks gloves if you need them stop by they'll give them out um people have asked um for supplies and we when we when we've passed it off one second please thank you love you thank you uh sorry about that um and most importantly take care of your families um you know your kids are important your wives your spouses your great your parents your grandparents they're important we got to take care of and whether some people don't understand that this is real we got to make them make them know that this is real unfortunately we're losing people left and right um say county throughout state new jersey and it's not a joke we you know as everybody has said and everybody has heard them i wish councilman gibson the best of luck speedy recovery he's always been a fighter uh whether in uniform out of uniform so i wish him luck our first responders mr percenty the rest of the force of the clifton for the police department fire department even people like my wife who who were also as the mack family um the burke family who lost a first responder in little falls in the fire department as well who's related to one of our former teachers miss burke um and and dana beltran who lost her grandfather as mr smith said you know it it's it's it's not easy it's not easy losing whether it's cover related or not copyright it's not easy and and and i wish you all uh best of luck um i ask for everybody to just to pray for everybody pray for humanity pray for what's going on pray that we come out of this soon and and everybody's swiftly and healthy and and capable of just carrying out what the normalities are um and mr uh and to our superintendent just three things if you can also just touch upon when when you have the opportunity to talk which is obviously a lot of folks have questions on problem graduation um prom is a student's right the seniors right to go through it's already passage graduation is every parent's right of passage um you know my daughter's five and i can't wait to see her graduate from god gives me the years so you know it's it's it's a passage that we all get to experience and unfortunately this passage has has set us astray off the tracks so hopefully if we can see something do something beyond once once we're back into our normal lives whatever that definition of normal is um if we can see if we can do something in that sense one question a a parent from school five asked me um is uh their fifth grade parents are curious of what happens with the money that was raised during their tagging does it sit there does it you know what can that be done with it um how is that appropriated it can be used at a later date once the school year is over so and that's that's all i have thank you thank you mr abdrabo dr robertosi you want to go first um vice chair basford do you want to go yeah i didn't go yet no i know i was going to do you after dr robert josie okay again let him go sorry if you but if you insist okay he usually goes after me anyway yeah i'll go i'll go after this password or after you miss danny thank you uh okay i have a have an announcement from the um chs graduation signs are on sale uh jen algieri reached out to me and they're selling them and they're asking for everybody to pitch in and buy a sign so her email address is j-e-n-a-l-g at hotmail.com dr robituzzi if you could put the uh sign up on our website they have to be ordered by april 30th she wants clifton covered in signs for the graduation class um there's various signs various prices she wants our community to show the class of 2020 that we all support them so i hope maybe this can be a community service project um kudos to the staff parents and for the children for stepping up um i'm sure myself and jim the seniors on the group are going to get make fun because we have our head or we call them in my house our cans but um some of us need them because we have hearing issues and it just makes it a lot easier for us to navigate these devices um it's been rough on a lot of people these last couple of weeks we've we've had a lot of issues so um frank and i frank casper and i and we're a little late frank it's 803 have been doing something at 8 o'clock every night we've been taking turns doing the lord's prayer or the our father and we go live on you on facebook so you could check us out every night so i think somebody else is taking our lead frank and doing our our father or the lord's prayer we started doing that a week before mr councilman gibson came home and we dedicated it to him okay um miss basford we cannot hear you we'll wait a few minutes she praying let's give her here she is you're muted miss basford miss basford you're muted we believe that the power of prayer really worked to mr gibson so we're going to ask everybody to please continue to pray listen to dr fucci on tv when he gets up and he tells you what to do to our first responders pray for them everybody everybody the clifton pd the clifton fire department the nurses the doctors everybody out there listen to them condolences to everybody in clifton there was some cornerstone people that we've lost this week that you turn you you just you just can't believe what's going on to dana beltran through all her trials and tribulations that kid knew that i was having a problem getting distilled water and she pops up at my house with a case of distilled water even though with the loss of her grandfather her papi and i have to say to her thank you dana from the bottom of my heart for being a kind soul knowing that i needed something and you still went out of your way your true true good soul of a person and you will be blessed one day even though you're going through such hardship right now and when you decide to memorialize your grandfather we will all step up to the plate for you um happy anniversary to joe conover and mrs conover rose i have a happy birthday that i have to say to jackson pet jackson ramichammachar happy birthday to our superintendent thank you very much i have a little poem that i want to say you know me and my poems it's hope if you all only carry one thing throughout your life let it be hope let it be hope that better things are always ahead let it be hope that you can get through even the toughest of times let it be hoped that you are stronger than any challenge that comes your way let it be hope that you're exactly where you're meant to be right now and that you are in the right on the right path where you are meant to be because during these times hope will be the very thing that carries you through and that was written written by nikki bannis because we are thin strong thank you everybody thank you miss basford um okay so danny i'm going at this point okay um so first of all i'd like to say thank you to all who are watching that you are staying home staying safe that at least in this time you have the opportunity to bond with your family maybe even do a zoom with other relatives i know that as a teacher some students have told me that they're getting to know their parents so um you know since they're obviously in this position where they have to be with them and um they're talking and communicating so maybe something positive in that way um i'd like to say thank you to all those that are helping in the coven 19 fight and risking their lives doctors nurses firefighters police um our own gary pacenti um and all the others thank you very much for what you're doing and um you know people prayer chains to add them to their prayer chains and you know because it really is um horrible um you know as it obviously unfolds we'll have more people that we know that have passed that touch our lives because they've passed from over 19.

Stewart thank you this is posted so I'm hopeful that everybody got an opportunity to look at it I'm really looking for some increased efficiency here and for some better service to our students ultimately by splitting splitting out the preschool program from the special services so initially its renaming the special services to be special education where is just dealing with special education and if you notice in the descriptor for the director I would like to look for somebody who has both administrative and it's like certification because this person would continue to be supervising and the on the life Academy and as we've discussed before we need to make sure that we have somebody on our side who has administrative certification to deal with that that person would also be on the same side as our pre as are bigger preschool and that's a good idea to have somebody with admin certification there as well even though we don't have huge numbers of problems with the preschoolers and then established preschool as a free-standing program with a direct with a coordinator and and then that person would supervise the five teachers and five pairs at Cayuga and then in terms of making sure the programs are consistent across the three sites would not be the administrative supervisor of the teachers and in Paris at Diamondback and and sunrise sorry I just realized on on the chart that I don't have sunrise I've got Diamondback twice oh no that's right I do have but would be the one who made sure that the programs that are running at those two sites are coordinated with the programs at Cullen Canyon so that's a pretty good sized group to supervise there is a lot of paperwork involved in effectively running the preschool program probably much more than your elements to that program and we each have requirements and follow-up data and all of those kinds of things similar to spend but but different it's a whole different set of paperwork one of the things that what happened is that we have currently two specialized secretaries coyote mrs.

um i want to say condolences to those that have passed from the virus and those that are fighting the virus stay strong um to dana beltram um so sorry for your loss at this time when you're trying to do so much to um help your community and that you just have to deal with this that's really difficult in this time um but your trooper definitely saw that um to the gibson family um i know you took five steps you know um it's a giant leap for mankind there um and um you know just speedy recovery and hope it's you know 5 10 20 in your back to your old self uh the last that i want to say is um a thank you to the staff all of the staff the teachers during this difficult time who really again had to shift their their set their way of teaching and had to alter lessons to create lessons that will fit this new virtual learning um you know again as a teacher i just really commend them on that and then of course there are the parents who have to become teachers um i commend them on that on trying and being patient and you know difficulties when you have three children different levels and you're trying to help them all that's very difficult i know um for the students um for just having to adjust to this virtual learning world and that um again you're stuck at home and the weather becomes nice and we don't know how long it'll be but again take the opportunity to talk to your parents get to you know know your parents maybe things that they've gone through um some hardships in their life definitely a great time for maybe like sitting around and having that chat um then also you know thank you to all the custodians the administration everybody else that is doing their part in the school district you know to help to try to bring as much normal to a situation that really is um you know not normal and really again just to try to combat this i mean we're all in this together as a team and so you know stay safe stay stay inside stay home and just remember clifton strong and that's all i have dr robertosi thank you miss danny good evening commissioners and members of the community who would have thought just a couple months ago uh we would be in this situation that that we're in uh where we're we're all home and having a remote board of education meeting it's certainly uh nothing that we were prepared for i don't think anybody was prepared for but uh i have to tell you i'm just so proud of the way our administrators and staff have adjusted to this uh to this new reality let me just first start off by by sending my condolences to any member of our community who has lost a loved one uh due to the uh covet 19 virus or for any other uh reason please know that you are in my thoughts and prayers uh for those members of the community who are affected by the virus um wishing you a healthy speedy fast recovery and hope you get back on your feet soon i too would also like to recognize and thank those people who can't stay home those first responders our clifton police officers mr pacenti one of our own board members who's out there putting himself on the line uh every day our firefighters john beagle from the health department who i've been in contact with regularly all these people who work in supermarkets people who sometimes you you may take for granted some of the things that in normal times we don't think about so all of those people on the front line thank you i'd like to especially thank our staff who are working the meal distribution for those of you who may not know we still have meal distribution at school christopher columbus middle school and clifton high school monday wednesdays and fridays from 10 to 11 30 a.m so when this situation was thrust upon us we didn't have a lot of time to prepare but i am overwhelmed and so grateful to those staff members or our teachers uh paras uh principals uh administrators who've really gone above and beyond to try to make this as stress-free as an experience for everyone and i want to reiterate that for for those in the community who are listening we know that everyone is dealing with a lot right now it could be from the virus itself it could be due to lack of employment because of what's going on we don't want this remote learning this distance learning environment to cause more stress if it is for any reason please contact your child's teacher please contact your child's principal please contact me if we can help in any way we do not want this to cause stress today governor phil murphy did make an announcement regarding a reopening of schools but i want to caution that he said may 15th is a possibility of reopening so i want to be clear that what the governor said today was that there is a possibility we may reopen by may 15th there's certainly a possibility that may 15th comes and they add another 30 days and we get shut down for the rest of the year either way we will have contingency plans in place but the earliest date that we will be back in school is may 15th the governor also issued some other executive orders recently that the community should be aware of testing or state assessments are suspended for this school year a big relief for many there are other rules and regulation changes in regards to teacher evaluations for this year and i want to talk especially now to our seniors [Music] senior year is is that year that we all looked forward to when we were in high school it's a time of uh milestones senior proms award ceremonies graduation um what i do want people to know is that we are working on contingency plans for most of these big events um i'm not going to get into details on what those are yet but in the event that we do have to shut down for the rest of the school year we're going to do our best to have some semblance of these events for our seniors some sort of graduation some sort of prom you know academic awards ceremony i know next week we have the national honor society ceremony which we're going to be doing virtually um and while some of these contingency plans may not be the best case scenarios we certainly want to make sure that that our kids have something to look forward to to those student athletes who are worried about the spring sports season i know that's difficult especially if you're a senior if we are back in school uh by may 25th the njsia has said that there are models in place that will allow for a shortened season there may not be state tournaments but there may there is a possibility still that there could be a shortened season for those student athletes out there i'd like to give a big thank you to uh miss lori lalama and the clifton education association um i'm sure maybe many of you have heard lori has come up and spoken about different pride events that are held throughout the district uh pride is money that comes in from the association and the njea and typically it's used to um put on events at schools parent parent events student events but since we're not in school lori was able to get those funds directed to um provide meals to our first responders in clifton so lori is using those funds to have the police department get catered dinner on april 21st and april 28th the fire department is going to be getting catered lunches and also st mary's hospital uh first responders are going to be receiving a catered launch over the different shifts so um very proud of the cea the clifton education association and his leadership for for repurposing those funds and and doing something good with it i'd like to remind everyone that on april 30th we have a board meeting and at that that night will be our budget presentation um the board will vote on our budget there's no longer a public vote on the budget uh again as was reiterated earlier in the finance committee and by mr kenova our proposed budget this year is a zero percent tax increase and now more than ever i think that's really important for our community so big thank you to mr uc and the business office for putting that um for putting that together um and on april 30th please tune in and you'll be able to see that budget presentation that's all i have for tonight i wish everyone uh good health uh and please please be safe and stay clifton strong thank you dr robert ozzie next order of business is new business does anyone have any new business just if i can miss danny if i can regarding to the superintendent uh regarding that school five question danny um with the the money that they raised can you just talk about um [Music] uh how that could be appropriated what's what's the use for it how does it get directed if you don't mind it's actually a very good question uh if we're talking about uh are these the funds that were collected for the washington dc trip or are these funds for other events that i'm not quite sure about all i was asked if it was the money raised during tagging that's all i was asked okay um i don't have an answer to that but i will have one um for the next time we are together and i will give the answer publicly miss bassford uh if it's tagging it would be washington dc okay so obviously you know there's going to be no washington dc trip in in the month of may i mean even if we are back in school we're not going to send buses of fifth graders to washington dc um but again if we have those funds and if we're able to do something over the summer we will then you know maybe try to do that um as for those parents those parents who who raised funds or put in their own personal money of course they will be refunded all right so next order of business will be to go into executive session um to convene for the purpose of i will turn this over to ms gutierrez yes hi good evening the board is going to go into executive session to discuss issues regarding pending litigation and also negotiations with one of the bargaining units because no action is going to be taken the board is going to adjourn the meeting right from executive session in order to be able to turn off the live stream on youtube as has been said before and as is obvious to everyone these are very unusual times so normally we would exit the meeting after the executive session but in order to be able to have actually have a private executive session on this uh on the zoo meeting uh the board is going to uh close the live youtube streaming and then continue the private executive session on uh on zoom but no action is going to be taken tonight miss osford yeah i have a question could you just read what we're going into executive about we're going into executive session to talk about pending litigation and also about negotiations with the um uh teachers uh uh collective bargaining unit thank you association with the clifton education association thank you can i have a motion motion motion by miss pastor sorry look up look up mr abaddra it's like the brady bunch he's right above you and mr casper looked down um okay so um roll call for all in favor opposed okay so at this point we will go into executive session if we could just be turned off the live feed and if the tech support can let us know when we're turned off on live feed so if everybody in just a moment i will confirm when that's definitely turned off okay

Rose has resigned and so my idea is not to replace that position but to have the health attendant pick up those clerical duties and some of the clerical duties that mrs. cherry has been doing and and essentially be both health attendant and clerical person for for the coordinator of the preschool and so then we would have those programs or anything separately in terms of operating or writing the grants we would have mrs. lot picked that up as part of the grant writing process that she does and that way we would make sure that we've got coordination across all of our grants if you noticed on the other of the sheet I gave to you the sheets I gave to you in the report my reports you can see that we have employees take point on a lot of grants and it's really important that we be able to coordinate that and you know and find positions wherever we can within those grants and sometimes it looks like well why would we fund this position of that grant and sometimes the answer is because we can so we try to get the biggest bang for a buck out of all of those grants so essentially those are the changes that I'd like to have and this is essentially asking for approval for the new position of coordinator for the preschool approval for the change of Job Description for the director special and in psychology and the change in job description for the health attendant at Coyote Canyon those would be the three changes they're involved in this organizational chart change they I have a question so with this move the reason behind this is we're adding one new position and this is because we are losing an administrator with high school pulling out of Coyote Canyon it's part of it that's not was not the main reason for the change the change in the description for the for the Director of Special Services when I pulled up the the actual Job Description that's in our HR department it specifies that that person be certified both as an administrator and as an ED psychologist now that job description was written in 1999 so very old job description and of course as with most job descriptions and has a thing that under the qualifications it says there were other qualifications as determined by the board so there's you know there's always that chance there's always a chance I might not be able to find something with these two certifications if you've given that option I'm going to look for somebody with administrative with a background and specialist but with the administrative certification so that we have that legal coverage on campus but basically we lost a director now we're bringing on another director and a coordinator so we are in essence creating any job we are creating a new for the court so that is just that's more cost is my concern that we have going into this now is it going to be more effective definitely looks that way you know it'll be run more effective but by losing even traitor we have we need to replace the administrator in doing that we have to fill that position so in essence changing Coyote Canyon we add a position we are in position however I would remind you and I didn't even put this in my my summary memo for you because I didn't think of it at the time but our recent our recently finally agreed to IGS we are in fact I've been in part of the salary joining the administrator and I didn't even calculate that in so the right now unless there are other changes which there may be in the personnel involved the cost right now because I'm sure that I'm sure I couldn't find the person for the director special ed position cost savings there a cost say there is the cost for the new position of coordinator for the preschools but we also are saving the cost of that secretarial position that we're in lemon aiding and so in the in the information I gave you all there's a net cost of as I recall about $13,000 and if I had calculated in what we're paying right now for mr.

Hayden's work for us I'm sure that's more than 13,000 so right now we're kind of at a break even and if there are some other changes that take place that I anticipate take place we might actually have some savings that answer is my only question on it do we have any other questions yes I have a couple questions first are we looking within our own district to promote anybody that possibly meets the requirements before we I know we have to keep it open for everybody but are we offering that to current employees that may be looking to you know advance themselves to a different position sure we always do that brandy we you know we post in district before or at the same time that we post out of district and if we have folks who are qualified you know they're going to get a shot at this to me it's a matter of are they qualified and okay so you know in both of those positions it's entirely possible that we would promote them with them okay I just always like to recognize loyalty and you know people that are here first you know and make sure that they know about the position being open and then second have beady health attendants and other employees that would be taking on extra duties have they been consulted and just like kind of heard with that I wouldn't overload their you know their position that is as it is now right well missus control is the health attendant coyote has been for a number of years and was the health attendant when it was a fully functioning preschool through fifth grade so in the sense of the number of students that she's dealt with in the past two years with it being a preschool has been a big reduction in numbers of students so she's not one to let the moss grow on her Northside so she's already been helping Kathy cherry with a lot of the preschool paperwork and there's a huge amount of that and has been taking some of that load already so she's familiar with the paperwork she's willing to do it and she's you know she's in a good position to do that because she knows the kids she knows the teachers and so it would be a good thing to have you know some anxiety doing that and actually eliminating that other secretarial position and then just increasing this positioning from a 180 day to the 230 day of brilliant at also $1,000 for so that's a pretty efficient cost benefit for us to get done a lot of the things that need to be done and of course whoever is the preschool of coordinator will need to have a clerical person you know first before that person as well so kind of combined a lot of things into that position to answer your question again yes mrs.

Cointreau has been has been consulted about this turning back now future cash as well because this involves her rolling over some of what she does for somebody else and it would involve some training if it was somebody who wasn't already familiar with the table would okay thank you babe been with us a while sighs wanna see you know how they we're feeling about it if they've been consulted thank you [Music] the the reason that I would like for that director of special education to have administrative certification is so that that person could do be the administrator over that program but also be someone with special ed background and even if they're not necessarily an Educational Psychologist although I really would like that because we need one and a half but that person then could be the person who is really supporting that program we had a time during the school year when that program was hugely successful and that was because there was some real not necessarily administrative backing but some other assistance in training and helping to train the teacher and the para and supporting them and a lot of times that's what it takes is is the support not necessarily a boss but somebody to support them in what they're doing but bottom line is because we would need to have somebody with administrative certification that person would be that person okay so that area is definitely covered and then the cost we it should be a break-even correct right needle I think it's a break-even especially now that I've remembered that we are paying some to mr.

Heaton from crushed and we should have been because he's done a lot of work for us particularly with that program but if we needed any of the official kinds of paperwork or the an administrative signature for anything going on at coyote he was the one who needed to do it because he was the only one who had that certification so yes I think it's a break-even right now and potentially with any other changes that might come along that I think might come along and have a pretty good idea will come along we'll have some savings okay if that's the case and I thank you any other questions Frank then I would move that we approve the revision to the organizational chart second Jeanne Berlin I item three point three contracts for certified employees dr. Stewart thank you I'm giving you a pretty good description in the memo all administrative evaluations have been completed teacher evaluation is met with the leadership team on Monday and they're all completed except for the three situations the two situations that I mentioned to you in my memo one is that the five preschool teachers at coyote were not evaluated we had established that mrs.

Brown would do that during the fourth quarter yeah once we realized that was the case and of course now we don't have a fourth quarter so we don't have a way of doing that and then we have two classroom teachers who were hired in the middle of the year to replace long term subs came on board late G late January early February the principal's were in and out of their classrooms frequently but no formal evaluation was done I've run that situation past the attorney and under the circumstances were okay within our policy because of unusual circumstances the last one that I mentioned is if we have any employees and we do if we have any employees who are an improvement plans any teachers on improvement plan those improvement plans require by our policy to have 45 instructional days those teachers have 45 instructional days to remedy their and inefficiencies wherever they were in that 45 day process on March 6th the process stops and then it restarts when school starts so legally we offer them contracts and their improvement plans resume the first day of school so we're covered on all of the legal things relative to our employees our teachers particularly and and there are no issues with our administrators so I'm asking you in consideration of that information and all of the information that's been coming in literally daily about the state budget and all of the things that are going to impact our school budget could possibly impact our school budget I'm recommending that we issue contracts noting the step change for each employee each certified employee however freezing people on the current step from this year until such time as we learn what our budget looks like and explain to them that that's the circumstance and then if the budget decisions regarding our district come through as we were told we were expecting about four hundred thirteen thousand dollars and new money based on the the raise in the per pupil rates and if that comes through and then I would recommend you all to consider moving the returning people that five hundred dollar stuff but right now I can't in good conscience recommend that any questions and I'll make a motion that we offer the contracts to certified employees the second I second Corey Burgess hi brandy Gibran all right Jeanne Borland I dug look hi item 3.4 work agreements for classified employees the same information applies pretty much for a classified employee so I'd simply recommend that we offer work agreements to them at the same rate as we gave them this year and reconsider depending on what our budget looks like all right any questions for classified employees then I'll make a motion that we approve the work agreements for classified employees Corey Burgess hi let's hi Freddy du Bois hi Jeanne Borland aye sir mr.

Stalin all right so let me jump into that we're gonna kind of do this a little bit differently usually they start with fund balances we're gonna start out with the revenues and I don't know maybe Rob can flash it up there for you there we go if you look at our comparison to last year and I remember this is cut off at the end of March so we really haven't we you know we were seeing the front end of this pandemic and things change but you know most of our revenues are right in line with expectation the bigger concern is going to be going forward into the next quarter and maybe the next year or two with fallout from the pandemic but right now we're right on target with 94 percent compared to 93 percent we only have two state aid payments to state payments we think they're going to make the evidence-based funding method fund payments but we are 100% sure so we're forgetting some reassurance from history that they expect to do that but there's no no guarantee so we move on to the expenditures rad the expenditures are really tracking just the same and actually only be a couple of things that are affected by the time of you by the end of the school year because usually we can really closely project what we're going to do by June 30th by looking at the expenditures in place now but and we're going to pay salaries I think every school is pretty much following that they're not lettin people go purchase services are up a little bit there we we have just actually you'll see on the tonight's agenda energy contract change but we're really doing just about normal for that seventy-two percent overall compared to 71 percent overall for expenditures capital outlay is being held back in the Transportation Fund that's for some mini buses that we decided not to buy during this fiscal year but to buy the next fiscal year so that's holding that that number back a little bit and tuition much like us all the places where we have kids in tuition they're they're holding on to their staff so we're going to end up paying for I believe a good portion of tuition placements that we have coming up so and to call them till the end of the year now maybe we can we'll see what happens but that's my understanding right now is everybody's getting built for the tuition and the kids that they had out placed and at least for a large portion of the bill I haven't seen any of those bills yet but well our expectation is that they'll still be we'll be paying them through the end of the year but the impact on the next screen is if is the fund balance and you can see where we were if you look at the in the yellow percent of revenues column it's roughly identical to where we were last year in terms of the percentage of the total bad news piece here was at our our health benefit account which is in the middle there and why another $520,000 drop and this is due to usage and but and we haven't got the impacted we changed the premium January first so the first quarter of this year you know we love them so the last third quarter here is the only year where we've actually seen the no change in them in the increase in premium so we did make some adjustments there and I think that benefit of health benefit account will be it'll start to write itself overall we're about where we were last year wake so $82,000 higher than where we were last year at this time but again the real problem is going to be in the fourth quarter that's my big concern and if anybody has any questions about the quarterly report and if not I'll run into my projection for next year a little bit and some of the concerns I have about that any questions I don't there's no narrow my memo about the working pH bonds that's the next agenda item I feel strongly that we need to fortify our reserves at this point in time I've always been able to run stuff really thin you know having a three to four percent reserve as people look at me and say what's going on how do you do that you know we do have a tight budget management system and I know like I know when we're gonna get into trouble I just can feel it from all different directions that we're gonna get into trouble with funding in the next year or two I think the state is digging such a deep hole right now they're not really I think we're not sure we'll get any new money from the state I'm not even sure that what rate they're going to fund the mandated categoricals I believe they'll give us our evidence-based funding money but mandated categoricals I think are going take a hit I think we're going to jump into another recession here with that we'll have more waivers from families for fees our fees will go down and that's just that's just a registration by the athletic fees all the way across the board I think we're going to be needing to look at our services for these kids because we're probably going to have more low-income kids and and and the fallout that comes from that needing supports so I just think now is the time to do it there's a there what I've always had as a safety net for the district is our debt service extension base and I want to just for all the board members make sure they understand what that is really clearly that when the tax caps were put into place the kind of froze in place the amount of debt service we were paying for working cash bonds and life safety at that time and what and they happened to be a little more than two million like 2.3 million dollars in debt service that we were paying for working cash bonds and for life safety bonds this is back in the early 90s and so they they allow us to keep that amount of money 2.3 million dollars available for either working cash or debts or life safety and we've used it a tiny bit here for working for life safety but I'm recommending that we issue a 10 million dollar work from cash bond and what that'll do is that'll give us reserves that we can kind of weather any kind of storm without affecting our educational program and if and we actually don't have a recession and things come back and the state can fund things well and we could we could just if we want we could just repay the debt service that we put into that debt service extension based with the proceeds from the bonds but what it does is it gives us just a safety net that we can hold on to a couple more things that make our concerns me I think interest rates you've already dropped by a full percent and they were only a two and a half percent before so I think we're going to have a hard time earning our interest that we would it would always was it's already a small amount I think we're day I have a hard time having work in cash bonds would allow us invest those proceeds and and use the interest for operations if we need it would kind of replace the interest we're losing on the other other investments that we have in place so I think I think that's a another big piece here so anyways but one other variable here mark is what we're hearing from DuPage County great other than about allowing people to delay to either just choose to delay their first tax payment to September or or it might be that you have to prove that you have hardship and then it would delay it till September so against the fact that even our local our local form of revenue could be delayed you know 60 to 90 days right it's very likely that they're going to approve that and let people know about forty or forty was at forty five almost fifty percent of people put it into escrow and so that money they think would probably come through anyways so it would you know maybe be twenty to thirty million that we would have slowed down and not get until September and we we've run pretty thin through those months so Hammond the working cash fund would allow us to have that cash on hand just to make big pay our bills from the prior fiscal year in that first quarter of a first half of the the property taxes that individuals will be paying with interest rates being as low as they are right now is ten million and up would be smarter and if we go into recession there's theoretically a chance you could be facing a year two years of difficult financial circumstances for education on collecting from state from federal should we be looking at a bigger number now I mean I feel the ten million would be pretty strong it's only a roughly ten percent of our balance so we'd have a 14 percent fund balance roughly 13 to 14 percent fund balance to weather the storm you know it's something we could access pretty quickly if we needed it again the interest rates are really good right now and the lending side even though these would be totally taxable bonds working cash bonds are taxable bonds by law if you're going to use them for operations or to support your operations so but even Ted taxable we're probably thinking that we're going to pay one and a half percent interest and they're very short bonds we have the debt service extension base filled up for the next couple of years for some life-safety that we've done and some in the past but so we would take probably next four or five years after that and so we're only talking about in seven year issuance and that's really very short issuance for bonds most of them are for 20 years so that's another reason that we can get a pretty low interest rate because there's no real long cost of that we can talk about a different amount I think you know we can we could look at we might know a little bit more in the next we won't be able to issue until May or June and a couple of key things are that we we have to have the the shelter in place removed logically because there's it's subject to what's called a back door referendum if individuals who don't want us to issue the bonds could pass a referendum or pass a petition and if they I think that somewhere in there in fifteen thousand voters sign the petition then it would stop the act but that's never gonna happen there's never there but they are bound Council is determined that it really wouldn't be a fair opportunity for them to collect any kind of petitions if there was a shelter-in-place order in the state people couldn't people won't answer the doors they won't you know one you know intermingle with people so we'd have to have that lifted for us to ask for the that period to start and it has to go for a month and so we're probably talking about a june of july Adana tennis my gut right now is an adequate amount but we could we do have another month or two to think this through and see what else happens at the state if the state doesn't make their next couple payments and they miss miss another payment you know the two that we have coming one to one or two of those yeah then we we might go to 14 15 million dollars and it wouldn't cost us that much mark I thought that I read that it was increments of 10 million anyways that not correct increments of know working cash you can do for any amount they have to sell them sell them to bond buyers in increments of five thousand so you know that's the only thing as you would issue in increments of five thousand no I said it right five thousand on the buyers side yeah okay so I thought because I was thinking I guess the point is what we we could go back and if we did two billion dude or is that not yes we can keep borrowing up too until we reach our threshold right the ten million is real safe for another you know future safety net I think if if we have some bigger problems beyond ten million I think we'd have to look internally and and just look at tightening up something giving rid of something you know making adjustments and we'd have some time to do that we'd only be using at this point about one third of that service extension base it's available so we can eventually get up to thirty million dollars if we needed to do that and we still have really good rating banks would love to buy this so I think we'll have good competition between banks we don't get to go to a big process what we'll do is we'll set out and set to maybe five or six banks that do invest in school funds and let that shop to rate and see what kind of rate we can get they they would probably love to get one and a half percent we might get one percent if we get enough thanks involved so and then Mike was asking about how we got the ten million dollar number part of it is is that pretty closely matches what our state aid is for next year so that if something should totally dry up with state funding that would at least offset that amount so we felt that that was a fair starting amount and since then we've founded these other revenue sources that might be tight but we don't anticipate that a hundred percent of the state money will be gone we anticipate that perhaps local property taxes will be delayed but we still expect to get a hundred percent of that at some point so this is really just a soft cushion for delays and funding not necessarily a long-term replacement there really were two things that because naturally you're right thanks to Hank for reminding me about that because we had a long conversation about that that would cover pretty much the state and probably some of the most in the federal - in terms of coverage the but we could have a hit from the property tax ID - with this / - progressive tax rate coming up and he wants to swap property taxes for it that's the other another variable out there but ten million dollars is a sweet spot for banks to buy they like buying at that level they don't want to buy thirty million dollars worth the bonds of one school but they they're pretty comfortable buying ten million at a crack so that there was another reason it kind of rolled out of my head all right any other questions from mark on this one so at some point during that would you'll be seeing a request for me to pass a resolution that would authorize us to issue the bonds and at that point that would trigger a 30-day window for individuals to start a petition then stop it it's never been done in the area here in DuPage we have such a big tax base and number of voters that they have to get a large percent of those voters and it's it just wouldn't happen and so you'll see something as soon as we get out of the shelter in place order alright next one is resolution on 2019 tax rates yeah and we've got a screen here this went pretty well actually I think for those of the new that recall this is I use the same graphic each year if you start with the first column of numbers it's 81 million 8 95 that's what we requested I was pretty close with the text where we had tax can we knew that was 1.9 but the new construction I figured it was going to be 0.95 and it came in at 0.93 so I'd hit pretty much right where we expected it to be and so what NY means is that first column of numbers we can't get all of that because we kind of had a pad that sided but just because we don't know exactly we're gonna get into new construction and so we have to trim it down to 1.9 percent this year more than we got last year plus the new construction so about 2.8 percent more revenue this year two point a two to be exact and so we had to trim it back a little bit and we do this every year and and if we announce where we want the final rate to be and it's in that third column from the right the final rate starts out with one point three one eight four we decided to take it out of the mostly out of the EDD fund because it's got a healthy healthier balance compared to the other funds right now and just okay to round it down the other ones and and took just small amounts of other funds just to keep them with what we asked for to keep that amount pretty much intact a reminder for everybody this is always weird in school finance the fact that mark has to guess and levy what we believe Olevia bowl amount will be we know what CPI is but we don't know what new construction is then after that levy has passed we find out what that real number is and then they come back to mark and ask them to adjust those numbers to match what we really can levy by law so that's is that adjustment yeah when the Assessors put in the eav that's when we know the new the new construction and then aid before we actually levy it though they need us to tell them how to do it and then we just do it pro rata they would just take it and give whatever you ask for across the board shave it down by a few percentage the same percentage shaved down for every fund but we don't want to do that so we we want to make sure that we put where we want it to be and so that's why we we make an adjustment to the closed document which the clerk would just do that across the board thing and give them the same total and our new rate is one dollar sixty seven five five one point six seven five five is our new operating fund rate and with our debt service levy which is roughly the same as last year our no new total levy is one point nine one three one last year was one point nine 500 so it it dropped by three almost four cents 369 and that's just a natural mathematical thing because our excess valuation went up by four point seven percent but our tax cap limit was two point eight percent so because of that the math works out that we our rate will continue to drop as long as our EAB is percentage is higher than our 10x cap right so that's I know I threw a lot at you really quickly I don't if you have any questions or and this is up for action later this evening so yes there's a resolution until have to approve insane all right any other questions on that one nope all right the next one on the agenda is proposed student fees for next year I think I get the next three this it's the mark show for a little while yeah that's why I have moot mute on here cuz they're gonna be barking dog at some point during one of these presentations so let's see the student fees we saw at a prior board meeting we just wanted to give you time to think about it we have the same documents here for you look at there's there's really only one small change and that's athletic participation by three dollars and men athletic participation by 5.3 percent another three dollars and the only reason that we pushed on this is that it primarily helps pay for the transportation for these and transportation costs are going to be pretty high you'll see that in a couple minutes we'll be talking about those again so that's the only change it's not it's not real significant there's a you know nothing big there and then all over my all the remainder remaining fees are not changing so the same as last year keep everything the same any questions on that one you'll be an action item on this and that is also an action item the next one is food service management contract with Chartwells which is an increase this year at CPI which it is each year I'll turn it over to mark to talk about this one yeah I'd say we really you know kudos to jury jury at the ridge our business manager has handled the food service that's been thrown on us to feed any child 19 in there under the age of 19 in the district net even if it's a free frame reduced or waiver child and charm Wells has really stepped up and really did a great job and getting bit off the ground for us and working really well with jury and now we're coordinating it between the two feeder schools two centers the largest centers of 58 and 68 Woodridge and Downers Grove so we've got a really good relationship with them and we hope we can keep it through the next year or two because it's you know next year the servery will be down and in trying to get everything in place and we they they will make it work but there's gonna be a lot of turmoil going on over there at North High School we don't know what it's going to do the participation well the new the new server you'll be up and running the time for the next school year but well you're right but I mean just not the expanded category around it yeah yeah yeah the cafeteria and the server you'll off be up and running in time but the full 30 full-service option that we're adding with the cafes won't be in place until the following school year they've been hanging on because we haven't had great participation and we're hoping that we can really spark it but they've again they've done a great job with this this is the food service program that we've just been thrown into serving kids in the community so we hope they they well this is this is a limit that the contract calls for so there's really not much adjustment here for us to think about we have a multi-year agreement with them and this renewal is just gonna allow it to go forward if the CPI level doesn't include new construction just pure CPI so it's a well-controlled contract all right later questions question yeah so in terms of the expenses that were incurring for the remainder of this school year and the fact that we're providing food which is fabulous if we if we're if school needs to be done remotely next year have we heard anything along those lines about the I know the universities are looking at remaining remote no we've heard no additional guidance yet we're still waiting for the executive order that talks about between now and the end of the school year there's a whole bunch of things hanging out there that we need clarified on how we close out the school year under remote learning and then we imagine once we get that they'll start working on what should happen next year but I mean we're having and we're doing all the what-iffing internally around that but we still you know it's it at the discretion of the governor so we're waiting to hear that is we also don't know if we'll be be providing meals for the duration so if meal service will be expected to be continued throughout the summer or if that expectation ends at the end of the school year we don't know where that but the theoretically the state is reimbursing us for a hundred percent of the cost of all of our meals okay so we are fine no matter what happens for this year and for and even if we have to go through the summer okay thank you even though they're not low income kids anybody anybody who needs a meal we provide it and then we're reimbursed for that we find people would be receptive to that yes a lot of takers yeah between the three school districts now that we have kind of a cooperative between the three it's working a little more smoothly just because we're not duplicating efforts and jury and then the counterparts at 58 and 68 have been amazing in putting that all together and now after Spring Break we're starting to get into a rhythm of how this can work and we're doing two meal services a week and they pick up multiple days worth of food each of those days and at and they go to select locations throughout the community and that seems to be working pretty well now except we do have a few students homeless or those that are not able to get out of their house that we actually are doing deliveries to so all in all it's working and we're providing good service to our community as a result well please thank you to all of you and especially thank you do jury jury has been superhero through all of this so yeah yeah all right and then the next one is renewal of transportation contract with first students all right and also had a good relationship and have a good relationship with first student and we've coordinate this with our two large centers again so this is what we all agreed to do this this is a bigger increase than normal we're actually just renewing now the first contract was for three years ending in this year 2019 20 and so technically we're out of that first three-year deal and we just go year-to-year now and until Joe we decide we want to rebid it or we some some other company decides they want to come in they have to write us a letter and then we would remit it this is a bigger increase in cost of living obviously but the understanding was that with the way the economy was operating it's such a high level it was very difficult to get drivers and so they were gonna step up their fees again from 1750 an hour to to $20 an hour and so they it was actually 14 to 7 $17 this year they're gonna go to 17 to 20 dollars for drivers and did you try and get enough because they started the year with that with 30 drivers down for their terminal six of those slots affected us and we we hired a regional manager to help us to work with our account as well as the two Center districts 58 and 68 and honestly that guy was driving buses for a lot of the year you know so he was he did a good job in the summer but when the buses started coming in he was he did it and he did a really pretty good job when you consider all the work he was putting in but he was still having to drive so what we and my here's the other piece it's tight eggs into this currently obviously we're not using buses for daily attendance but all of the all of the contractors have approached the schools and asked if we would help support portions of the contract that don't directly relate to the kids being moved like their lease on their their terminal maintenance and buses lease cost on buses and in corporate l like hiring and recruiting people and that's what we agreed to continue to pay so the the number that's stuck with most of the districts in the area it was 40 percent of what the daily rate is and so we've heard we've reached that agreement that we would pay 40 percent that part of the thinking was when we we didn't know how long this this shelter-in-place was going to be and the bus company said if we turn everybody on how to plan a compensation right now in April we won't get we won't get these drivers back they'll go different directions they'll find jobs elsewhere then what I'll go and we'll do we just won't have any busing for the rest of the school year now we internally talked about it and we found it's not likely that we're gonna go back to school this year I'd rather keep our money in our in our account basically and be ready to go for the battle next year we might have to step up pay even more depends if we're in a recession depends if we have trouble with bus drivers but at least this stage of going starting with $20 an hour we feel it's a fare increase based on on what we're gonna see next year I think it's going to be really a bidding war to get drivers next year even with the recession if in place so I know now we're factoring everything in it I got the increase from 14 to 17 that kind of made sense but but then now to go to $20 [Music] this was prior to it so we're saying that they're saying it was still hard to retain well they ended up furloughing all their drivers and and and what typically the drivers do take a couple months of unemployment but this is gonna be a longer period of time and just a longer time there's those other issues in horizons that they have to maintain their licensing or school bus permit they need to go to classes for that if they're unfurl oh or off that they're on furlough they can control those and have them be given that you know take the test they're mandatory CPE that they have to continue if there are an unemployment they're not their employee anymore and they can't compel them to keep their license in place and these guys might go different directions to do something else not all of them going on unemployment they may find it's alright that we did this talking and we there was a survey of other other districts in the area and they're paying as high as 2150 and other school districts so we still won't be at the top of that order but we'll be competitive so before this all hit we we were still having a hard time getting bus drivers and we don't know when we come back I know unemployment rates might go up but we still don't know if we'll be able to attract bus drivers they all have to be certified to come back we'll still be competing with other school districts for bus drivers and that's there's a shortage of those to begin with and we also don't know if colvett is still going on if people will want to drive buses in those situations so having a competitive rate in comparison to other school districts some of the school districts are already in a long-term contract with rates locked in so we're competing against a market here unchartered waters here really nobody knows what's going to happen yeah okay mark could you clarify for me what you said though did you say we're not going to give them forty percent of their contract for the remainder of the year oh yeah we are going to pay because we not just first student there's there's also three special needs companies and and so they're giving me backup so I'd say to verify forty percent would would would be there those things like keeping their lease and keeping their buses and so I'm keeping some some core staff that do recruiting because we want them to recruit during the summer and make sure they get so we want to make sure they have some key people so they'll be four four companies that we do this with it's relatively small for the special ed we're talking a few thousand in some cases so it'll be forty percent for the remainder of the this current year and then the rate 50 degrees that's gonna be about four month and a half that they do that maybe maybe do a little bit more than that maybe two months yeah and then we go to these new rates with the start of the new school year if something we're back and everything's running and we won't see a bill for July or August it will see half of a month of August and we get that in September all right any other questions on this one all right that's an action item later on as well all right and the next one is the intergovernmental agreement with our partner districts each of them over the next week or so is doing one of these with us so they're doing the opposite half of this what this allows us to do is to share some very specific data back and forth with the partner districts for students that we have shared so like the the students that came to us from district 68 will share back with them some specific data around graduation rates SAT scores some standardized testing scores grades teacher placement for the students that they send over to us we'll get some information about their students regarding their grades and seventh and eighth grade assessment data nationally normed assessments and their course recommendations and then these will go into our five labs data analytics system to allow us to better analyze data this will provide us a little bit of trend data so we'll know how students were performing as they head into high school and then we'll be able to see did they continue on that track or change track in some way and it also allow our elementary school partners to know how did they do in preparing students to come over to us so this just gives us a better view at the data that if we were a k-12 school district we would have all of this data we're not a k-12 district but this allows us to kind of simulate that through these agreements so we think this is a really good thing for our community and this is an action item as well later on this evening to turn to these agreements come any questions on those all right we're looking for about 18 months on that step Oh it'll be good to get those two to this point when Scott's done a lot of work and getting all that through all right Jim life-safety work auditorium my house lighting and trick at North High all right this is for this summer this is life safety work for North time we've talked about this many times in the last year as we got approval downstate for the funding for this project for vetters when we went out to bid on a scope of work it is possible it's tailor lighting they're all going to be switched to LED as a remember we're taking some lighting from South that was existing just two years ago put in and bring you some of those light fixtures over North also a dimmer rack and a new control system will be put in but most importantly is safety issue of the cloth wiring that's up on the house area so that will be replaced as well so a lot of scope in this project again this is approved life safety work and it's within the allotted amount that we are approved for we scoped out the contractor reference this checked out the applications completed so tight we'll be asking the board to accept the lowest bid which is a BS electrical provision in the contract amount of five hundred ninety nine thousand all right any questions for Jim on this okay how much of this is covered by the state grant how much of this is covered by our capital budget it is completely covered by life safety fund nothing's coming up capital so all is within the means of what we bind it out for life saved work thank you any other questions all right hearing next one is master facility plan bid progress and Jim's gonna walk us through a couple of bids here solely these are bid number nine and 11 for phase c/d our first one when the board is for South plenty of work here almost four million dollars for next year's work 24 sealed bids good contractors a lot we're familiar with so it came in at a very good price these are the ones that we see substantial they think this detective coin brought it in push it to the north opening so this was North 8 sealed beds of Britain are 2.5 million dollars worth of work a lot of specialty stuff is one of them for fitters but again Tyson came in very well between two of these the openings from north and south we had some substantial on any of these beds I'm happy to see item number one one three on the list absolutely much-needed outside painting over at top high school and I presume that's that's the turquoise band going away yeah and quite frankly we were very surprised at the hundreds of $10,000 then it was lower than many of the others but we brought them out walking around if we are absolutely positive to be able to get this work done okay and the color will be a steel gray color instead of the 1960s turquoise I just have a question in general about facilities and I'm sorry I can't open the agenda and I'm not sure if you're going to talk about it but with with the fact that our schools are empty right now is that expediting any of the work that's being done or we have been working I have been working Hank has been to many of the meetings so especially with the latest of school being closed room make we are pushing a lot of the work to be done now we've actually got some work done already we were waiting for that left wave of we're not coming back in May so now we're organizing and we're going to really hit this hard and get a lot done when we did our target of August very well the only thing I mentioned a last board meeting knowing things so far so good is it large items anything shipped overseas some flooring from Italy some items from China those are the ones were keeping a close eye on and make sure that we have material but I'm the construction side of it we are going very hard to both school I Drive by South quite beginning and I'm always shocked to see maybe thought they're working and so much progress we are we are really rocking around right now yeah part of the major changes that will be able to occur is that South East academic wing at North High there there was a lot of work where we were going to move students out of classrooms for the last two weeks of school though that we could that project was going to take us two weeks on the front end and probably two weeks on the back end of the summer and we would have been moving students in juror after the school year started into that wing we're hoping now we can get an early enough jump on it that everything is ready in time for school to resume so that that's the biggest one up until now it's been little stuffed asbestos and those kinds of things we've tried to get out of the way thinking that we were going to come back on May 1st but now now we can really redesign some of this and get a head start on some of these big project well they translate to additional savings or pretty much a wash not really it's it's work that would have been done anyway we just pay it we just have it done and pay for it sooner mark has had to restructure some of the payment structure that we have enough funds to pay this work out earlier as a result but other than just managing the projects and making sure we can pay for them you know by by the fund the flow of funds mm-hmm beyond that it's not a huge savings either way it just saves us that gets us into them maybe right at the start of school year assuming we're back them home oh just make it easier yeah okay thank you all right I mean thing else on the bids all right so we already Tricia nning into the master facility plan this is every month your budget update so we'll go into that rod if you could share the budget report you have this in in full version I'm just going to as I do each month keep it on the highlights here and the big number that you should always look at is estimated at completion contingency that that's your number one temperature gauge of how we're doing if you remember we started the whole project at about seven point seven million after ninety nine percent of the bids are out and we've really scoped out all of the work here for the summer and we've put in all of our anticipated costs we're now at six point five about six point six million dollars which is very healthy construction wise White has requested that there would be 1 million available in contingency for each of the two summers for unexpected things to come up so we have absolutely that two million dollars there we are going to come to you in a little bit and talk about some additional expenditures we believe we should make that will lower that contingency down but the contingency is very healthy at this point so a couple of points where there's been adjustments in the last month once again we're getting closer on those two committed numbers for north and south as those bids come in we we get a truer number of what it will cost at the end and the other number you'll see it is steadily increased as time has gone on as the owner budget costs that's where the safety items and the asbestos removal which is continue to outpace expectations throughout this project all has fallen so that number is grown by another hundred thousand I believe since you soft the last time and that it's really closely tied to unser suitable soils at north along with those bleachers and asbestos removal Jim anything else I'm missing there that I need to point out no you did very well I'm suitable spoils was a big hit asbestos wasn't huge but there was from there but it ate it up so and some consultant fees that we had to pay but that was minimal now so but this contains everything that we've talked to you so far it contains the drive at the Dunham Drive at South the drive from 63rd is not in there we've been told from the traffic consultants to well first of all you really can't do a traffic study right now because there is no traffic and two they want to see how the Dunham Street circle impacts traffic flow before we would even talk about 63rd so that one's on hold and and we can always come back and add that later on down the road if we feel that's the right thing to do so rod if you go to the next page of this no not that one the next page of the budget just scroll down there thank you all right the next set of budget items we look at every month is the remaining contractor allowances remember when we bid items out there's a contingency inside of the bids and that's kind of your first buffer since phase a is almost on all that's left is some fire alarm work and some sprinkler work that goes along with that we're down to only 53,000 left in there if we don't use that that goes back into the contingency phase to phase B which we still have work going on this summer we still have a lot of contracts out there so you still have 232 233 thousand dollars and those allowances if those aren't all used up at the end of this summer those come back into the contingency as well if you remember at the end of phase a we did have money come back to the contingency and help restore that as a result of that and then phase C you can see and this is just at South you have sitting out there 1.5 million Ron I think we skipped a page can you go up one more there you go so that's it South this is what it looks like across the district so those numbers almost double in each of those things so phase a sitting out there 138 across the district and as I said that that amount of South be 541 thousand and phase C about 2.5 million remember almost all of faci work is scattered between the end of this summer through next summer so those allowances will sit there for a long time and then site improvements is still sitting at about a hundred thousand dollars you can see furniture we're starting to buy furniture that allowance remaining right now has gone from five point 1 million which is what the overall budget is down to three hundred or three million two hundred sixty six thousand because we've ordered the furniture for this phase B work and if you look at the larger presentation that was shared with the board you can see all the wonderful details on all of that furniture so that the types were picking out what's coming in and what's being ordered a large amount of that furniture such as student chairs was selected with the input of students so that's overall budget what we're looking at right now so that key number right there and remaining contingency at about six point six million so any questions on the budget looking good looking good good all right in this last week rod if you go to the other presentation so we have that contingency of six point six million dollars what we do periodically about quarterly is go to the board or go to the core team which looks at the recommendations that have come for changes in the scope of work to consider alternates which are additions or changes that would be paid for out of that contingency what we brought to the core team last week was this nine hundred thirty six thousand dollars in changes all of these changes were recommended by the core team and that would be the maximum cost of these changes so the way that we've done this over the last couple of years is I bring these to you on the recommendation of the core team if a board member would like for us to you we can pull these out for an action item at a future board meeting before we move forward and we can discuss if we want to do that if not we just kind of do a straw poll and if everybody's okay with these changes we just move forward with them so to just give you a quick description of each of these the first one is an additional twenty thousand five hundred dollars in cost that's the maximum cost of that and that is to install fiber optic cable fiber fiber optic runs between the buildings and the new squad room slash press boxes what this will allow us to do is to use those squad rooms Morris classrooms because we'll have high-speed internet there so we can stream video on those kinds of things it also allows us to stream video of competitions and events from the stadiums because we'll have a really strong internet connection coming back so this one was recommended by the Corps team to do for those reasons so after each of these I'll stop for any questions so any questions on the fiber runs okay the next one is the North math office this one's a little complex and the fact that North High was is already getting their science office is being remodeled as part of the changes this summer but one of the things as they kept looking at the plan and looking at where things would fall we were going to get a classroom remodeled and the science office remodeled as we kept looking at that we were going to be putting a classroom in an interior part of the building and in an office with exterior windows so as the north team kept looking at this they thought well shouldn't we put the the classroom out on you know where it's gonna get natural light and everything where not everybody is there all day in the interior of the building well the spot where the science office should go isn't quite big enough for the science office but it's right next to the math office so north I started looking at if they make a combined math science office suite we now gain enough room to do both at the same time but of course this comes at the cost of remodeling another office so end result is a much much better use of space for North High and it gives us an interesting math science office combo and puts those two departments close to one another when we do a office remodel we typically also remodel the kitchenette inside of that instead of there being two kitchenettes there would be one which is a little bit of a savings as a result of combining the two departments and the big changes is it gives us an exterior classroom which is we're always trying to get that natural light into our instructional spaces so eventually at some point down the road we would have brought to you probably through Capitol a request to remodel the nor the north math office we're bringing it to you now is a part of the larger scope I'm the master facility plan and believe that it makes sense to do it at this point so any questions on that one I think I just wanted to point out that the costs on this to kind of lined up with other office remodeling projects we've done out of capital in the last couple years so the the cost seem to make sense if that was my from our from our core team meeting the other day Otto of capital we're doing world languages at South right now and that cost is I think 350 or 340 somewhere right around there Jim could correct me if I'm incorrect here and so I would just just you know it's a it's a pretty good-sized number there but I just want to point out for the rest of the group that it it seems to make sense compared to other things that we're doing that's all yeah red 264 the World Language for this work the summer capital alright so 260 so well we did an English office yeah so in the pen so it usually runs between 260 and 360 depending on nice infernity right and world languages a little bit smaller of a department where's the math so there's more furniture there and those kinds of things so this is on top of the additional office remodel or this is this is an addition science my this is there's an also a cost already built into the master facility plan that always was for the science or this is in addition to that cost yeah and these are estimates to these are not actual costs so the fiber run one is pretty close I think that one's been bit out north mass bath remodel is an estimate but it's a solid one based on past work all right any questions on that one the only one in this group that's an estimate all the other ones are solid numbers right now alright the next one is South phase B existing window replacement so actually Rob could you scroll down here try to find the picture of it or maybe it was might be above it keep going up here for me right there back down one more yeah there you go so the picture in the bottom right hand corner is what we're talking about here this is about two-thirds of the windows in the new art Commons that's being constructed right now what Nancy just said that what she drives by and sees at the corner of 63rd and Onam these are the windows that are there from the old building that look into the new common space this is really this is probably 90% an aesthetic change to make sure that the windows on this half of the Commons match the new windows on the other half of the Commons the other part of this change is we would have had to do some modifications to these windows to make sure that they were sealed because the current windows open up into that space they need to be a hundred percent sealed because this now becomes a firewall and on the first floor we would have had to do some tinting so that students that are in the Commons aren't looking right into classrooms that there's some opaqueness to that so just because we want this space to look pristine and we are at a point where we kind of cut costs and didn't have these in our original budget just because we wanted to be really careful that we made sure we stayed within budget we didn't have these in the original scope of work but because our contingency is healthy right now and we've saved money in other places we would like to finish out this part of the project and add these back in into the project and make sure that this space when it opens next fall is absolutely a hundred percent done it makes sense to do this now before we put the porcelain floor down they could be done afterwards but it's the easiest to do it before we put down tile and they can drive heavier equipment on it while it's a concrete so with that all in mind the core team recommended that we do this this replacement at this time at a cost of one hundred and eighty three thousand dollars that includes the tinting and window coverings for those windows so any question on those so my only concern being is so there's really not function at these pure aesthetics we just want these windows to look nice exceed a lot of money for something that you're ecstatic play and not really and in any other benefit for our staffers yeah the the two things that it does is it makes it so that it makes it so that those windows are sealed shut never open number can be opened we will try to attempt that by screwing shut the other ones but you know there is a firewall aspect of sealing those up we'd be fine either way this just absolutely guarantees that nobody can ever open one of those windows but yeah like I said it's majority aesthetics at this point for that space right I just stares lots of areas in both schools that are fairly old and I would think we need some updating before we spend a hundred eighty five thousand dollars or something that purely aesthetic I don't know I just struggled with something with the main benefits this was an item during the court this was the one item during the court team meaning to that this got seventy five percent support from the group or as everything else got a hundred percent support and I was even suggesting you know I voted on this one instead of voting for recommendation right now I was recommending I've voted to recommend to revisit this in a few months I actually wanted I was hoping that maybe we could do more there was an opportunity here maybe to do a little bit more with insulation that sort of thing and I don't know how much that was I wasn't getting a good sense for how much that was really looked at was it's not a concern like they believe that the sound proofing of the glass that's there will be satisfactory for the use of that space so there it was looked at and they they run their their modeling on that and had determined that the old windows were fine for that and the new windows would be fine as well so it would be disingenuous for me to tell the board that we would do this to increase any sound proofing because the feeling was that even the old windows are fine but that feels like it's the right thing to do near the stadium fibre runs the man compost remodel the auditorium Studio Theatre this one just feels a little superficial that we want the windows to look nice I guess there's something better we get you with almost $200,000 schools and some interior windows that well I will point out that part of this project was to increase the aesthetic look at south and south has felt then their students have felt for a long time like they've played second fiddle to North High where North High has gotten a lot of things that look very nice like and they are functional but many times people playing in North and South Park here if you look at this overall project we are spending and I don't have the numbers in front of me like you guys do more in South than we are indoors so I don't want anybody to feel my own we have to spend $180,000 to make people feel good about how sophomores I just met doesn't fly at all well to be fair Dan under the last round couple of rounds of construction North had more spent on ik and South did so anything about what happened 20 years ago we actually ended by spending a hundred eighty three thousand dollars on South and making sure that their building is aesthetically pleasing just like North is absolutely sure your windows versus maybe science equipment additional 3d printers or many other things I'm sorry Dan but I think that we spent a lot more than that on the facade on Main Street at North High and these are interior windows right Hank yes they are your interiors they're not going to keep the elements out and no one's going to see them from the street correct well but you'll see them from the Commons I would argue that because what you're saying is that they'll help be a firewall right and safer for our students because hopefully we wouldn't want anybody I don't know it would be helpful to close them as well as it would be less distracting for students who are on the ground floor because we would we're gonna have to do something one way or another people can't look in right we would have to do something one way or another we just think doing it once now is the the smarter move to just replace everything and update it all at once if we delay doing this for say a few months till we knew if we needed that money so else to dance point would it ultimately cost us more or would it cost us about the same i would likely cost us about the same a little bit more because right now they can more easily get into that space but not significantly that was to go back to Mike's point on the vote with the core team a hundred percent of the core team record percent of the core team supported making this change 25% of the core team said to wait until next summer to do it which is an option until we know where our contingency sits better so this probably obviously I probably know the answer to this but is this the best possible deal we can get on this meaning is there a particular type of window that we're getting that that's more expensive that we could potentially look at something less expense I'm just asking based on I mean there's a lot of money however I do understand the direction we're going because we're doing you know there's things in this project for aesthetics because that was a part of the thoughts for the project but it's at the absolute is there something we can change about the window to incur some cost savings or no no this is probably the best price we're gonna get at this point okay so this one sounds like it's not a no-brainer and it sounds like there's some questions on the table here so I think this is one that we probably need to take a vote on at the next board meeting in May and see where where we sit on it and that'll give us some time for you guys to think about it and raise questions that you have over the the course of it just so you know it's 23 windows so that's a cost of about $8,000 a window and that's inclusive of the tinting and the window coverings all right yeah and just as Mike points out in the chat here the these were cut from these word in the original project scope and we cut it when we were concerned about the cost of the project and now we're recommending adding these back into the project so they were it part of the original is mike says here aesthetic intent of the space so you know that this was part of the original design intent of that alright so we'll come back to that one next month and take a vote on it and see what what folks want to do last one this one is a maximum cost so the South team believes that they can get the cost down from these items but there's five items captured in this recommendation so maximum cost of three hundred eighty four thousand one hundred fourteen dollars or three hundred eighty yeah two hundred eighty four 114 the first item is platforms to put the chairs on to in the black box theater the small theater so that you can arrange the seating in different structures rod if you can scroll up one slide for me so here's some examples of what those different layouts might be so you could do theater-in-the-round you can do them in all kinds of different settings the areas in blue or these platforms we do this now but every time we do this to do a small production like we just did our black history play at South which was on the stage in a small feeder setting very similar to the promenade seating layout a you see in the bottom right hand corner when we do those kinds of productions we actually have to build the platform's use them and then there's no way to store them currently so then we tear them down again and then rebuild them the next time we need them what this would do is provide a platform that we could actually set up use and then it stores in a compact format where then we could have at our disposal to set up at a diff point in time so we think because of that and the fact that we don't have to spend all the time building tearing down we know they're safe we know that they can be stored we recommend adding this one in questions on this one before I knew move to the next piece in the auditorium okay during our our core team discussion I brought up a question about parity with North on this issue can you speak to that for the group or if there's a little different type of space but what they have are risers that they've purchased in the past for that space it's not a comparable apples for apples space but in their space they do have a riser system to put chairs on all right the next one is loose theater seating this would be the seats that sit on those risers for a comfortable set of seating Edie believes that we need seating but he doesn't believe we needed at this cost so he's going to go out and try to get that number as low as he can get it for appropriate seats for that space we don't know what that number is yet but it will definitely be less than the 62,000 so but we need we need comfortable seats to sit on the platform's so Ed's gonna go out and find the most cost-effective seats he can find to go into there the next one is wireless microphones for the the auditorium one of the things that's changing in this is that we're going to have a much bigger auditorium space itself than we've had at the space in the past so we have some equipment needs and that's what the next three are so one is making sure that we have microphones that work in that space and have enough channels to work in that space we're going to likely have larger productions now because we have a larger theater space so this would allow us to expand the wireless mic system so that we could have enough to accommodate all the kids that will now be involved in larger programs the one after that allows for intercom communications between the different areas of the theater so the there we have costumes where we have lighting backstage all of the Pitts all of those kinds of areas so that there can be wireless communication between those intercom communication and the last one is our new auditorium is very large and our current piano that we share between that space in the choir room will no longer be loud enough to fill the space so we need to buy a new grand piano and the old grand piano that we're it's not even grand piano the old piano that we are using the rolls right now between the choir room and the auditorium has a lot of wire on it because we keep having to move it back and forth between those spaces so even if we weren't moving it back and forth or we're continuing to we would probably be recommending to upgrade that that piece of equipment so this gives us a piano that will actually fill the fill the room so that's those last three items so questions on any of those last three so South believes they'll get that number lower than that we're just saying that will be the maximum cost for that so anybody want to anybody have any concerns about that one where we need to discuss it at a later date Inc how firm is that price on the grand piano that's an estimate so we got a few quotes on a few different models and that's kind of the average of where it sits is there a con is it would be cheaper door just rent or lease one for each production that you do no we use that quite a bit it's not easy to move a piano in and out of a space other question let's see yeah - with the piano it's an investment right so even after we're done with it somebody else or they're probably a market for it in the end - I mean it's I'm just saying it's unlike other things like the wireless mics after several years they won't be worth much of anything but the pianos still be worth something 20 years from now - so yeah the lifespan of a piano for for a school is a very long lifespan so we'll get a lot of use out of that all right hearing none then I unless somebody speaks up I'm I feel like everybody's comfortable with us moving forward with the stadium fibre runs the math office remodel and the South auditorium Studio Theatre of Editions and that we will come back in May and discuss south phase be window replacement if it should happen and if it should happen should it happen this summer or should it happen the following school year okay all right thank you for all your feedback on that the permission requests we had them this month and we responded to them and they're available on the website as they always are all right moving into the consent agenda hey Hank hey before we move to the consent agenda we probably should go back to reception of visitors for people to comment on things that we would take action on tonight at first section we skipped over yeah let me see if we had any we had none before the meeting started Mike okay I will take a look and see if any came in since then we've had no reception no no comments come in can we put the consent agenda up on the screen before we take action on the consent agenda I need to draw attention to the updated personnel report a we've added in the appointments area the certified staff member Elizabeth Willis as a North High social worker and the other thing that I would just like to draw attention to is we've got five certified appointments four out of the five the entire process started post stay at home and our department chairs of building administrators have been working through zoom and hangouts and everything else in order to do the entire hiring process and the first gentleman we started I'm sorry the Andrea the PE teacher at North we had started the process before to stay at home but we had to complete all the rest of the steps afterwards so shout out to our folks who are continuing to do the work that we need to do to fill positions for this coming school year rod do you have access to the agenda can you pull up the agenda in the consent section I have a question about miss Winchell she's a pretty pivotal person in our South South High fine arts are we going to cover for her this is coming here well Glenn Williams obviously is working on doing just that during this time period our hope is that it Margaret will come back to us after she completes the Advanced Study program that she is taking the leave to go do right now you're right it's a tough position to replace but that's what Glenn's working on right now she's she's dynamite she's we'll do everything we can to get her back so does anybody have any pieces and agenda they want to remove they want to speak about hearing none we need a motion to approve the personnel report leave of absence certified appointment certified appointed classified the personnel report retirement certified retirement classified the financial pages the appointment to the DuPage area occupational educational system Board of Directors the authorization for the associate superintendent for student learning to waive specific graduation requirements for 2020 2020 graduates on a case-by-case non-precedential basis and an update of the board of education policies three point five two and three point six eight anybody for the second reception of visitors I let me open up the form to make sure nothing came in while we were sitting here nope nothing new has come in while we've been meeting do we have reports or I just want to say thank you to everyone who's donated to the the fund that was started yeah we have two funds one that we started and stopped which was to fund the cost of the protective face shields that our teachers and students are printing and distributing we've I think distributed over 4,500 of them at this point was very cool to see a picture of one you know open heart surgery or a whole team of them in open heart surgery last week so pretty amazing what's going on there but we actually brought in so much that we we cut off the fundraising campaign for that because we feel like we have enough to offset the cost of all the face shields and or repair our equipment when we're done but then we have started a new campaign we know that times are getting tough out there and we're hearing more and more families that are having trouble accessing food and resources so we've started a new fundraising campaign through the foundation to raise funds to help us support families in need so that one's just underway this week and that can be access to the 99 foundation website yes I can yes I'm really proud of our teachers and our kids and the patients I mean thank you and what great community really then just sorry god no I just sorry I got an echo coming this way I only hear me start to talk and then when you should come just a question I was going to say is there a way because these are recorded if we could say just how they access the site for the donations I'm sorry I didn't understand you how do if we could all get the winner I'll find literature oh yeah okay that'd be nice yeah that's a great idea I usually have it on the top that I don't right now I will find it very quickly or for you okay no worries I'm sure I'm sure we'll be calling us out every meeting what this is D as in district D Magnum e F gorg d 99f dot org and from there under the donation link they can find these campaigns perfect thank you to our community just for all the support for every one of those the support in many ways this is one many ways that the community has been very supportive of us on this so it's been great in many ways that many organizations working with the village with everybody else oh there you go Rob nice you know the not just the residents the other community organizations have been fabulous as they always are woofing these crazy times anything else other foundation here no no no we of course as as you know we we haven't really met you know we've just been emailing and anything on land [Music] Joanna's acid we did have a meeting on Google made up but no one could hear anyone's what having one on Wednesday hopefully that'll be better thank you say something about technology lines oh well I will be anything on the policy committee anything you want to know we'll be pulling the policy committee together in the next couple of months for a virtual meeting in assuming that we're still stay at home we'll do it virtual just like we do our regular board meetings but I believe just last week a new press issue dropped and Julia's combing through that as she always does to get us started so that'll be coming soon and then Illinois Association of School Boards one of the I don't know if Mike has a report but we are the school district of distinction awards that we apply for application was just released for that so we'll be working on that over the summer to submit so we can renew that recognition I just want to take a moment to just give a shout out to all of the administrators we have on tonight and all of the teachers and all the administrators in our districts just you know this has just been a trust to tremendous efforts to get our districts up and going and a lot of this you know really rod and Hank and the people in planning for this over years to make sure we had the connectivity to make sure we had the Chromebooks and just the getting everybody up and able to to finish the school year remotely I just you guys are amazing and thank you all because I know was a lot of work and a lot of sleepless nights and they're not ended so thank you very much yeah Thank You Nancy yeah Nancy nice nice comment Hank since we really have been pushing the envelope here with our facilities and with the way we've been teaching and getting ahead of all this has any thought been given into playing for a blue ribbon we haven't discussed it right now maybe down the road we will I mean right now we've been in survival mode but if that's something the board is interested in we could put it on a future a future discussion item you know see if that's something that takes a it's a it's a good way or process yeah it's a big effort and I would like if the board wants us to invest our time and energy in that but we've added staff at the administrative level yeah no I'm not saying we can't I just want to make sure that the full board is in favor of us doing that so why don't I work on getting some information of what that means to everybody it's a recognition given by state of Illinois for excellent no president oh yeah sorry president comes in because we've had we got three amount at my school so so it's an award of excellence but it is a pretty rigorous process to get to that point and it uses a lot of staff time and effort to get it there but it is a nice recognition to have and it's it's probably something that we've already earned I'm saying all the stuff we've implemented I have of the game it's not like we're generating brand new stuff we've done it already it's just somebody needs to write it down and send it in right so once we make it through this craziness of right now I definitely think it's worth revisiting right now like you said we've done the work just be being recognized for the work we've already been sometimes you guys you got to you got to your own horn yeah and I I appreciate Nancy the the kind words about all of the staff and I I would if I didn't compliment our students they've been pretty amazing and rolling through just a lot of craziness we have Ariel here who's one of our seniors I mean class of 2020 is getting a whole different experience than all of the classes before them and we're trying to do our best to make sure that they have a good experience and that they're they're well represented on the way out but our kids are having to really make some changes and and think differently and work differently and for some of them it works really well and others it doesn't just like anything with kids and we're trying to make sure that our students know that we're here for them first and foremost that we're here for anything that they need whether it be food or social emotional support or somebody to talk to or or teaching and learning we're here for all of those things and the administrative team has been amazing in putting all of this stuff together it's been a lot of long days and and just a lot of times the rules change midstream on us and and you have to adapt and adjust but everybody's doing great and enrolling with it and we're having a pretty good participation and the students that aren't participating we're making sure we reach out to them and try to get them back engaged into learning here to close out the year so a quick thank you to the whole administrative team especially Adam Janice in their leadership in the two buildings you know and then you know obviously the tech the tech team is like the offensive line here you know you only notice them when the stuff doesn't work so and most of the stuffs been working so they've been amazing throughout all of this as well so a lot of kudos go out the people making sure that school works right now in the process anything else before we adjourn nope do you have a motion to adjourn excuse me upcoming board meetings change so since we're still out of school and assuming order to stay at home order our next meeting on May 4th is a workshop meeting we're totally planning that will be on zoom' again working in a couple of weeks right now we don't have any items for open session there but we would like to do to show up and go into closed between now and then we'll share our three remaining employee group recommendations for compensation for next year so that is our exempt staff our CMG staff and our administrative staff so between now and then the board will get a confidential memo about those groups and then we can have a discussion on those things and then they'll be action items at the may board meeting I don't anticipate anything showing up between now and then that we need to discuss but the world is very different right now so something might show up between now and then that we do add in but right now we're planning on opening up taking reception of visitors and then going into closed session and then back on may 18th we should just plan on everything's virtual until it's not at this point we also mentioned the change in date of the Parent Teacher diary yes that was rescheduled from April 28th to May 14th and Scott's the one organizing that meeting and I believe that will is plan to be virtual as well right Scott no everything is planned to be virtual right now until it's not anymore nice job Scott sitting there full meeting and then getting called on the price a cardboard cutout set up in the direction I might do that next time yeah I believe you is coming for the quarterly report absolutely mark absolutely okay do you wanna get a motion to before we do stay the free calm everybody actually I do have one more thing a shout out to the board for modeling exactly what we're expecting our teachers and students to do and doing things differently and and work in this way it's tough as you're seeing it's hard to have a conversation this way but thank you board for also serving as an example for our community and our kids that that everything is is working and that you can work differently to stay home and stay home and wash your hands touch your face and with social distancing is over and let it be totally over okay yeah so we have them we need a motion to adjourn so moved Terry Thank You Cheryl all those in favor aye all those in favor aye we are adjourned stay safe everybody I know here you're walkin social distancing darlin social distance

d dominicos second grade class this school year in the moment we were introduced last August at a parent-teacher meet and greet and UA had landed in a classroom my daughter would grow and learn in Pride but she'd be supported and cared for and encouraged to be the best version of herself and I could not have been more right as a parent of one of his students in someone lucky enough to have been able to volunteer frequently in his classroom I witnessed firsthand the positive impact Mr D has on his students and their families I watch Hannah get on the bus every morning I knew that she no matter what kind of day she was having would be safe and cared for and know that she mattered in her classroom among her peers and her teacher mr. V creates a safe and loving environment in his classroom safe not only in the physical sense but taking it 90 steps further a space where students can be themselves they feel safe to make their own decisions hoist opinions make mistakes and engage in learning in ways of benefit that most he always makes the students feel safe loved cared for respected and engaged in learning encourages the students to face challenges head-on and emphasizes that making a mistake is okay those are experiences that help us learn and grow watching an instructors class this year is as evident to me that history takes the time to get to know each other and every one of the students and not just their names and their current reading or math competencies but their interests their just like their families their moods and mannerisms and their learning styles II knew when someone was having an off day and you gotta address those behaviors in a way that was constructive and kind and compassionate you went to and how do you effectively engage particular students who may not have really wanted to be working in that moment when I saw those students perked up and re-engage in the lesson happily because I felt empowered to make that decision to engage and learn and support their peers in their learning I witnessed students who in the beginning of the year would never raise their hand to answer questions on full circle who can barely contain their enthusiasm to give an answer I've also observed the class where the students help one another without any prompting I genuinely care about their classmates and want them to engage alone i watch the gaggle distracted confused frustrated second graders come alive and actively engaged during Google meetings they're one of the most complicated stressful confusing times in all of our lives I watched mr.

D she gets a huge smile on her face and talks about how much he loved being in his class or the kind of teacher he was this is a huge loss for our school unquote third quote I was so sad and upset to read this Mr D has been amazing such a great teacher the district is definitely making a huge mistake mr. v is one of those teachers you remember forever and can impact your life for the better but only a few teachers I had that I could say this about for my entire education mr. D will it be that teacher for me I stand behind him 100% and will do anything to help he's been top-notch learning the school closing it was maybe learning an amazing experience unquote this is a devastating loss to the Purvi community especially to mr. D's past and current students their parents and all the Prairie View staff that would no longer be able to connect with them during the school day for guidance support just a quick chat that would surely warm their hearts to all of the Future purview second graders who will never get to experience what it is to have him as a teacher benefits from the positive impact he would have made in their lives this decision not through mr.
